chair city council had a long meeting last night I got out of there early hours of the morning today and just a small handful of updates for you from that meeting with respect to to work that will be coming our way at the direction of City Council the anti-armor Housing Commission and the Ann Arbor planning staff led by mr. Leonard have been pursuing the opportunities for affordable housing on several city owned sites of those two in particular were or a topic of conversation last night 415 West Washington which is a decommissioned Road Commission facility across from the YMCA and 350 South fifth which is the set of the performer why next to the Bleak Transit Center with respect to well I guess I should say for both projects staff has been creative in proposing a different process to move forward than we have in previous years or the perspective developing public in these scenarios we would be moving forward with a pre entitlement meaning that we will as a city as a community be shaping the parameters under which we would be comfortable seeing the development of these sites and at that point going to market to find a development partner to construct it on our behalf so a little bit of a reverse kind of process that we've experienced in the path putting things out for an RFP and waiting to see what developers bring back to us um which hopefully will engage it to me anything on the front end and develop some more buying earlier in the process with respect to 350 South v we we moved that forward with some excitement on 415 West Washington mr.
Kaminsky and the the leadership cabinet teachers classified employees and the parents for all their hard work for continuing to serve our students at a USD I also wanted to thank mayor Gonzales for initiating a one-day diaper they drop diapers diaper giveaway and toys giveaway at one of the lunches at Azusa high from Omni it has two options for learning they're an organization that helped takes care of children but because they don't have children there they had an overload of pampers I guess they're pampers and this person called mayor Gonzalez and then he called me and then I called the district office and anyway they made that happen they said there was a really good turnout they had a lot of diapers and you know talked to people just like this right now so I just want to thank thinking to that that's it thank you okay board member cruise them solaced making sure that our students are getting even doing spring break when they just went through the helping prepare resources for students on an ongoing basis the young instructor I know they're doing the overnight from a system that we've known so well for so long to know trying to try to do this distance learning on the fly so we're gonna appreciate them and of course all the administrators that are helping to put this all together so just want to express my appreciation for everyone I think where Julie candidates not much what the work that you're doing means to our community and so I did want to say that um I also wanted to say I really appreciate if you much coming up some artistry go for work I have the ability to work with some other districts would you just want to say that I really appreciate the thoughtfulness of our district the work that our district is doing in terms of making sure that we're not only reaching our students but trying to support them and serve their needs as well as those are their family so I think that's all it will say tonight thank you well if he thank you board member Greer yeah hello everybody just a few things and first and foremost similar you just want to say thank you to everybody and all the hard work that that's going on so we have things that that can be clearly seen like the essential work of making sure that our families you know and our students are getting that food and then on top of that the the distance learning and those practices that are happening you know that you know seeing my daughter in her class has been a been a joy and seeing how she's enjoying that and loving that and you know her sharing it and and you know she I think she made this well if you can see its kind of says raising hand so it's she's sitting here so she's even you know being creative and how to kind of engage in interact and so it's fun it's fun to see that again nobody we couldn't plan for this we you know we there's no way that we could have known that something like this was was going to happen and so I want to say grateful to all the hard work that's going on and especially to the to the hard work that's going on that is that's vital but that maybe isn't seen or recognized as easily but there's so much behind-the-scenes stuff that that's going on and so to those folks who are who are putting in that time and maybe not getting that recognition we wouldn't be able to to do what we're doing with our community without you I'm hearing so many things where people are talking about this district and comparing it to their own context and their own districts and how they're doing things and every time that happens I'm seeing that as Zeus is coming out on top by the way that we're doing things and so just a huge thank you to everybody one other thing just to kind of keep this in mind when things first kind of kicked off it was very much you know what are we gonna do into here and in the right now and there's there's things we have to do to address you know immediately and then in the short term I know we have some different phases even with some of the rollout of how we've done things I'd like to kind of keep it on us to remember some of the you know some some of the other things that maybe aren't a have have not been as urgent as they had seemed in the past and so one of those things is you know we talked about the need to plan around you know a five plus year plan and a deadline that's you know that we that we set a target for for September you know again we didn't foresee this let you know losing this last month but I'd like to make sure that that stays in front of us and in hopes of still continuing to honor that that deadline and so however we need to shift in you know we need to add some conversations here considering how we can do it and still get in from the community because that was a huge point in allowing us to have some time so all that to say I'd like to keep that in front of us in and make sure that you know we don't come around to July August September and realize that time has got that's still on the on the docket that's all I have okay and board member Arianna orianna's hi can you guys hear me yes okay first of all I'd like to thank our our employees all of the district administration everybody who have come together and who is coming to work and doing work that is not essentially theirs and it has stepping out of the boundaries I mean you know take an action and is helping you know principle do X Y & Z even though that it's not their job to do that and so I appreciate the employees are taking a step going beyond what is expected and when they can be home with their with their families so I truly am grateful for all of you and for our nutrition services and like Adrian said the people that are are not sufficiently behind the scenes that we we don't see and that are making this happen to the cabinet who you know thank you for for your extra time that you've been putting in you're working remotely but yes you are busy and we appreciate that and one of the things like agent said it has been months and things you know now it's been extended to May 15th we and now we have been the closing of the schools has extended to the end of the year and so one of the things that I would really like to start a conversation not tonight but just a conversation about our seniors and you know what does that look like you know we're postponing the graduation you know can we reschedule it just just different different conversations that we can have I mean being able to to to say the least that these seniors were cheated out after last month as seniors in high school and some of them are taking it really you know it's detrimental and some of them are just trying to survive so we can have a conversation like I said not tonight but future next meeting to discuss this that that would be I'd be great and one more thing I wanted to thank all the families that have helped with the Chromebook on distribution as well the employees too that have out but the families that have reached out for other families that have no idea how to get a hold of those Chromebooks or have no idea how to email and staff into those parents that have helped other parents thank you thank you so much for being an advocate in your school community and making sure that all the school students have Chromebooks so that's all I have to say for tonight and that's it thank you thank you I just want to piggyback on everybody's comments that all of the extraordinary work that has done into things I have had nothing but compliments on our communication and just people have been just been calling me or texting me about it they just really appreciate that outreach and all of the hard work that all of you are doing from the top to the bottom from the bottom to the top because we couldn't do any of it without any of them I mean with any link in that chain missing so I just want to overall tell everybody thank you to the parents and to the students who are having to deal with this and yeah my dogs are barking so I'm gonna go ahead and end this and move on now comments and reports by student board members cabinet and superintendent in 7.0 and let's start with our student board member okay hi I just wanted to say that last week miss long had a meeting with us with us seniors and I just really appreciated it because it really helped us feel like our opinions mattered because it was about our senior activities and so it felt like they really did care but we had to say and how we feel about everything happening that's it thank you okay evening everyone or president or members cabinet public we I miss being with you all in general or meeting just to see every lineman this is is a beautiful community and you see the the real strengths and the commitment of a community when you have situations that are like none other and this really is one of those situations I think someone said it earlier prior to us coming online that's never in our lifetime did we ever expect that would be living through something like this but the the resilience of the community there's a staff coming together the students I saw a video recently that brought me to tears just this one real real oh fantastic beautiful moments and I and I'm very grateful to be a part of this of this school district so I think I have another phone where we'll talk about closing 19 some of the pieces that I'll reserve for the rest of my comments of that and mark I'm oh yeah I want to kind of echo what our board members have stated which is just a true appreciation for all those employees that are out there making sure that things continue to happen and I've been working closely with our our Nutrition Services Department and our maintenance operation Transportation Department them in seeing firsthand all the amazing work that they've accomplished under these circumstances and trying to reinvent how we do education and during this time and they've done an amazing job being able to figure out how to get our kids fed how to have our campuses available or Chromebook pick up the staff that Arturo and his team put together to make sure that our our families had a way to get a hold of a live body so that way they could have a conversation about getting those Chromebooks out and the amazing job that team did and getting Chromebooks in kids hands right away then was was just a beautiful thing so it just shows the the great things that pazoozas staff has been able to put together and I know our our teachers and I'm sure I'll talk about it and then a great job of and putting together an online education program in a very short period of time okay yeah being a short period of time I was in a meeting today and realize that we are only on day seven feels like we're on day 70 so much has has gone on and so just appreciative as well of all the staff classified certificated management that has come around from Chromebooks to medication to distance learning to meetings to phone calls to sheets to printing and it's been so so much and what I like to point out is just to to really highlight the leadership that has come out of so many folks across the district has just been really amazing to see and that has been that has been awesome I also want to echo mr.
winter I'm sorry I'm gonna have to call on you did we vote to move that forward or postpone it it was such a long conversation in fact remember where it actually ended in the action yeah I think the 350 South Main was was enacted so we'll proceed with that but there was some questions on 415 West Washington great okay and are we postponing that for more engagement the why a lot no 415 West Washington yeah 415 West Washington will be postponed for more public engagement with specifically the treeline Conservancy and some of the more immediate neighbors and residents of that site awesome thank you great and then to close the loop on something that this Commission had a hand in the credit union that we reviewed and recommended approval for 21:51 West stadium the MSG Cu credit union site plan and rezoning both were approved by City Council then turning our attention to kind of some long-term planning tonight City Council had the opportunity for the first time to vote on the a20 Ann Arbor carbon neutrality plan which is our ambitious endeavor to bring our community and using the city government as a lead agency and after in that to carbon neutrality by the year 2030 there was a robust discussion and debate which landed on moving the plan forward and beginning to implement it while also requesting of staff to bring back in short order some more information about financial planning to put some dollars and cents to the strategies and goals contained in that way that's everything for me Thank You mr.
Greer's comments I too have been in a lot of cross district meetings recently and to see Azusa leading the way in a lot of different aspects has been has been a testament to the people who live in this community and who work in this community together and lead the community so be appreciative of that and I would like to join the chorus of really appreciation and thanks for who these people are in Azusa that make this district such a wonderful place and thank you to their classified staff to our certificated staff to the board to the administrators because it really has been you know all inspiring example of what people can achieve and how people can overcome challenges and you know they say that the true test of character comes when facing a challenge and what we see here is that we can rise to these challenges and we can overcome them and students the work that that they are doing if their homes to to be connected to to stay focus on their education when it's pretty tempting just to watch TV it's really impressive and I'm very grateful for the opportunity to to witness that to see that you know I'm sure none of us would have wanted this to happen but seeing it shows a side of us that we can all be exceptionally proud of and so I just really am honored and like a couple of the others I'm in in meetings with with superintendents up and down the state and and do see people asking how are you guys doing it what are you doing it you know what are you doing and can't do you mind if we borrow your samples of what you're doing and we're always happy to share and it's a compliment and a testament to who we are as a district and the wonderful strength of people that we have and the commitment that they have that other people are asking and looking to us as and to you to all of us together as leading the way for so many others so thank you all very very much appreciate it and I actually have to give a little bit of kudos to Nutrition Services Marc Bommarito shared the other day they're proportionately we are serving more people than LAUSD so could could amazing work thank you so much can I get one one thing please oh certainly okay Jerry I don't I just wanted to say so I'm not sure who's in charge or who's organizing the reading the story books I think it would be nice if board members who are if they want to to read a book to the children or to whom I even see them but whomever they can include us III would like to do it I I would join you great that's Lika I agree good job Yolanda yes yeah about a few volunteers here coming forward I enjoy watching them yeah okay so with no worries we'll move on to 8.0 report action of closed session matters and 8.1 resolution 1920 42 reduction or discontinuance of particular kinds of classified in management services oh do I have a motion to approve why do I have a motion I move to approve all righty moved by board member Greer we have a second a second okay seconded by board member Ariana's and I was there any discussion yes I think it's important that um we discuss the process of how individuals are going to get their notices so funny can you explain the process please yes I said in conversations leading up to that this is like far the hardest set of decisions we make as an organization and the board has to make so the resolution does include position the positions are occupied by by people and and each one of those people are important and always I use each one of them what we do is once a resolution it has it goes to the next step in the process which will involve a medium with the negotiation team the negotiation team has received a seniority list and together we will look at the positions that are on this resolution and implement the language that is in a contract that speaks to seniority and funky rights so essentially what we what we look for are employees that have koron whose position on this list if they had a previous position in in the district then we look at their are their previous position and how many years they were in that position and that in its totality makes up their seniority in the district and then from there we we ultimately did identify the individuals that will be receiving their notice and then notice is then the official communication that the individual was received it will be we'll be what went on longer have their position and so the encode states that we have to serve notice sixty days prior to the notice going into is that so this is not something that will that will happen tomorrow this is not something that happens even next week if these positions are we will go through this process with notice and then they're essentially for the next school year where we'll be noticing this position for production I would like to I would like to just add echo what Courtney said in terms of the hardest thing that any of us have to do is is look at situations and deal with situations that are not not the making of anybody here in the district whether its board or staff or or anybody nor is it anything that we ever want to see happen and to to have to make you know put people in situations that they don't want to be in that we don't want to have them in and have to deal with that is heart-wrenching it's just heart-wrenching to everybody certainly to any employee who gets the notice but also to the rest of us because it really is a family here and nobody wants to see this happen and I just want people to know that that we are just hurting all of us for everybody else is going to get a notice it is not it is not what anybody wants and we will try to get through it as best we can we'll try to support as many people as we can and Jorge would be very conscientious and meet with anybody who has questions and certainly I would be happy to meet with them too but to help people through this as best we can because we are we are in it together um anybody else yeah what would it be possible for a cabinet could could you just help describe the how and and the why we're coming to the place where we're we're you're recommending the reduction of these you know positions what what what processes has kind of gone through and why what's what's some of the background behind it why don't we start thinking back to we know that we know that the government funding is what school districts rely on and we know that that changes sometimes from year to year sometimes goes up sometimes it's going down and the board asked the district to to really get a lot of input particularly from what was called the pet plus to have them look at detail of the budgets that we are facing as well as the staffing that we have the programs that we have the services that we have all the cost line by line look at everything make recommendations and then in that process I'm going to actually turn that over to Arturo to talk a little bit more about what that process looks like that is something that started early in fall so I thought oh can you talk a little bit about that sure so at the pact plus level we looked at the budget through the lens through three lenses if you will we refer to them as buckets so we looked at program as has one area to possibly look at possible reductions we looked at staff as another possible reduction and then we looked at school consolidation as another bucket in terms of reduction back in in those days the number started at 6.5 million dollars and Marta feel free to jump in if I do a little mishap here or not but and as as we went along and we as we looked at that we had some staff input we had parent input and well we kept we kept focusing on was input and after that process we shared not only at the board level but also at school sites as we went around cabinet did to give updates we shared some of the highest in terms of possible inputs in all three of those buckets and we we went around and kind of just shared some of those some of those ideas that were coming out of the pack plus market again if I miss something please feel free to film yeah you described it perfectly and and that conversation as Linda described changed over time as the state budget was worsening and that's when we ended up getting up to eight million dollars as a requirement in order for us to go positive again and just as a reminder the district is qualified with its budget right now which means that um our reserves will run out unless we do something drastic in the next two years so that is why we've had all this process in place to figure out exactly the best way to have a positive budget and meet the expectations that we have for our education for our kids which is a very very challenging thing to do and the short budget that the state has given so then that's why we ended up as far as a dollar amount and at eight million and which again was before any of this copán 19 which will have later impacts Yolanda I see that you have your hand raised yes I do I just want to say that you know I it's this is one of the hardest part a job of a board member to make these kind of decisions you know as you know that I myself with a custom item poised for 40 years they worked for a school district but I my job also as a board member is to keep the district fiscally solvent so you know it's you have to wait and you have to make the right decision so I'm just saying I it's hard for me and and I feel really bad about it but I also know on the other hand what my other job is is is to keep the district history solvent yeah and you know in in piggybacking off that a little bit Yolanda this being you know my first years as a member can I like let me confess like the the delicate nature of some of these decisions where we're looking at areas areas where there are we you know where there are reductions and what that means then with positions and and just a complicated complex nature of that and all the while I mean we understand that they are not only people that are attached to these positions and roles but but Linda like you said these are these are members of our family and so what you know what that looks like and the tenderness of that and and still held in tension with the responsibility of ensuring that the district is is you know fiscally solvent it's definitely a tough a tough task yeah the toughest that I think we've had to I've you know I've been a part of and in its and it's not done lightly I also want to share that you know that this is a process that has taken many turns has been recommended by administration you know superintended to the board and I this this is not something that is taken lightly um the like aging you said these are people that you know this is their livelihood this is not something that I take lightly but at the same time just like Yolanda had expressed we need to think of the fiscal solvency of our district and you know moving forward is really important that keeping in mind that last year there was two schools that were closed and and there were no but there were no layoffs and I myself couldn't believe it I didn't know how we were going to be able to keep both staff from both schools but somehow it I don't know the district did it but the reality of is that when you close a school there has to be reductions and unfortunately we'll we're faced with this now and it's a very uncomfortable position to be in and I don't take this lightly and this is not personal at all this is something that just to be able to keep our district afloat there's just you know decisions that we have to make and move forward and I respect all of you I respect our board I respect administration because I know that they've worked really hard to be able to configure and refigure and configure every time that they would meet with us and bottom line this is just not an easy decision thank you okay anybody else hey I like to say that I mean this is just a storm of unfortunate events you already had our budget going down and then we got quarantined people lost their jobs and now we're moving into layoffs they said the count of the state of California is going into ERISA right now and just having seen the state certification of our budget and seeing the the dire warnings that the certain were expressed there on how we need to cut back and we need to continue to follow what we're doing they said we're doing a good job but we really need to just get down to brass tacks and do it so for us I mean along with the recession coming along we're gonna have less money to operate on and so that even makes it more important for us to make these really difficult decisions in order to do what's best for our students and for our district and none of it it it breaks my heart it really does any other comments okay then you need two votes board members hello Tommy yes yes Hey and student board member how do you vote she doesn't vote oh okay you finally remembered to ask her to do it on one she doesn't do are you doing this remotely or are we raising our hand I got it now Gabby I could do it now all right in it passes 5-0 and then we're going to move on to the next approved settlement of two cases 8.2 hash a zu s - 0 2 0 1 3 2 and hash a scw 0 1 1 1 5 6 do I have a motion motion to approve Ariana's and seconded by board member Rodriguez opinion anybody want to discuss any discussion okay [Music] okay and it passes 5-0 and then we will move on to 9.0 general functions 9.1 Kovan 19 update well thank you and we asked tonight that we have one elementary one middle and one high school principal talked to a little bit about what they see happening if their schools how things are going with the distance learning how things are going connecting with kids what they're seeing because what's most important is you know we have all our plans and procedures and processes that we try to think through as we're getting ready to implement them but the real question is how is it working how is it working with those students our staff our families and so I'm gonna invite each of them to come up and speak a little bit about what they're seeing and then then I'll ask the cabinet members to talk a little bit about some of the updates that they want to share with you - okay so let's start with Elementary all right yes I'm here can you hear me we can't hear you okay I think let me see if I can start the video there we go hello good evening president I'm Jerry Bibles Vogel's superintendent dr.

Kaminsky board members and cabinet and thank you for giving me a chance to share with you tonight about our distance learning program first and foremost I want to give a huge shout out to our ed services team and the entire team but especially Arturo Dana and our incredibly talented toeses and the amount of work and thoughtfulness and care that's been put into this plan is just amazing and it has provided all of us administrators and teachers with a really clear and solid foundation and framework for moving forward so thank you thank you thank you for that but tonight I mostly just wanted to give you as Linda said a little glimpse into how this plan is playing out for our teachers for our students and for our families as we all know this happened so quickly and unexpectedly honestly our first virtual staff meeting was really emotional there were tears teachers missing their students being sad about not being able to be present with them not being able to finish out the year as they planned missing their colleagues it's been quite a profound bonding experience for us as a staff to go through this together but since that first staff meeting I would say the tone is continuing to evolve and change and we continue to check in on each other and support one another through the ups and downs but the tone now is really we can do this you know we've got this the dedication of the teachers has been just phenomenal they're emailing texting calling parents spending significant amount of time and effort to get all of their students connected one teacher shared with me a late night text that she received from a parent it said hello I'm sorry it's so late but I just wanted to say all capitals thank you for all you're doing for the students I can't imagine how stressful it is with all of this online stuff I now understand the amount of patience teachers have and then the little praying hands emoji but of course the best stories are those of our kids um for example I met today with my TK teacher and she was telling me that she had a show-and-tell session with her four year old students yesterday in their Google hangout each student was asked to bring an item that was special to them and share why it meant a lot to them she told me one little girl brought a necklace and shared that her grandmother had given it to her another little boy held up a soccer ball and said he loved it because he loves playing soccer with his dad and all this was going on while the teacher was holding her little puppy lucky on her lap which of course the kids loved so you can kind of picture how how that learning is going even for our littlest students and we have a student at Powell who's a newcomer to the United States a beginning english learner and and she and her sister were sent to Mexico to live with family members because mom's working and not able to care for them during this time so my title one teacher tracked this little girl down all the way in Mexico and worked together with her older sister to get her digitally connected so this fourth-grade girl is now attending all of her class sessions virtually and meeting with the title 1 teacher outside of these sessions for extra English support and this is happening while she's in Mexico and this is going on so I just thought that was really fantastic so our teachers are working extremely hard their living rooms and kitchens now have whiteboards and number charts in sight where it's posted on the walls kids are still learning and our parents are appreciative but most importantly I think this plan is providing social emotional support and connection for our students in the midst of the very difficult time I've been able to join in on a few of the class hangouts and I just I wish you could see the kids faces one little boy who has autism and a speech impediment saw his best friend pop up on the computer screen his eyes lit up and his hand shot up in the air if the teacher asked you know what do you want to say buddy go ahead you know what do you want to say and he asked if he could say hi to his friend so the teachers eyes were you know welled up with tears and she said of course and they unmuted themselves and with the biggest smile that you can imagine he was just waving hi Ethan hi Ethan hi Ethan they both giggled and smiled and it was just really beautiful to see in another meeting that I was in a little second-grade girl wanted to say something and the teacher told her to go ahead and she leaned back and hugged her stuffed animal and said I really really miss school so we all really miss school we miss school as we knew it but we are forging ahead create a new kind of school during this time so I know I'm not alone in saying that my teachers are doing an outstanding job and I'm really really proud to work in a district that cares so deeply for our kids so thank you I hope that gives you a little picture of what's happening Thank You Jimmy thank you to the microphone no just on the computer I do can you hear me I feel like I'm right on no better yes okay okay um again I simply would like to echo what Jenny said shout out to the tote team ptosis and our pseudo and Dana for just putting together a magnificent transition to distance learning I think that not only I Slauson teachers but teachers from kindergarten all the way to high school are doing a magnificent job communicating and connecting with students and I would like to just share a couple of stories that my teachers shared with me one of the one of the things that the teachers were doing or reaching out on Wednesdays and there's block schedules and on Wednesday evenings and Friday evenings they have an opportunity to reach out to students and despair and so in doing so they connect with students sometimes in a Google hangout for in small groups of threes and fours and they start with the social emotional aspect of how are you doing are things at home and some of the stories that came out of that were just so beautiful some of the kids actually shared that they are they still closer to their families and that a one little girl expressed that she's helping her brother ride bike and so I think that teachers are actually connecting with students on a more personal level anything that was going home and their family lies getting students the opportunity to share what's going on at home a lot of the comments that teachers are receiving is a miss school and that they can't wait to come back their students are actually checking in early to do Google Hangouts because they want to be there you want to see their friends they want to see their teachers they're super excited some of the other teachers are connecting by doing scavenger hunts prior to starting the lesson they have students go find your favorite food and tell us what it is and it just to share out during that time a lot of the one of the big big things that I wanted to shout out to all the teachers is that some of the teachers that didn't know how to use technology or we're not real comfortable with that are now using it and super excited about using reminds the remind gap the Google classroom podcast and Google Hangouts and this is a brand new for them they're super excited and just really really everything seems to be going so smoothly and just nothing but positive things from parents some of the parents I can chew have said thank you thank you for the Chromebooks thank you for the meals thank you for for educating our kids and continuing to care and reach out whether it's a teacher or our counselors who are sending out nice knightly messages as well they're doing such a phenomenal job and I think yesterday I was on the front lines get handing out with Adriene and one of the things that we talked about was it it's just such a smooth transition and again I'm just very proud to be part of videos yusup team I've been here 26 years and thank you for the opportunity there are all the great things that are happening with distance learning thank you thank you thank you Yvette I just love hearing the stories and that each of you bring and you know just makes it it shows us what it really is like for our kids and our staff thank you so much in routine let's hear about high school kids good evening Kaminsky board cabinet at the at the high school it's similar stories it's great to see such a dedicated staff learn trying new things today we checked in with English and social studies yesterday we checked in with math and CTE and and from one week of distance learning to the next they're sharing ideas of how to better engage kids you know there's of course a couple of concerns with regards to attendance and with regards to how we're gonna motivate kids but but overall the the staff understands the challenges that we're currently facing these unique challenges and and they're up to the challenge to to try to get our students and each other to stay positive and that's what we keep on focusing on let's stay positive we are where we are and it's important for us to to to be that that contact for our kids that may have some difficult things going on at home once they reach out to their teachers or to their administrators other casters didn't have at least one positive person in their life I mean this tough electing saw Deana said it's I can't even imagine how our seniors are feeling right now we try to send out weekly videos to keep them positive to keep them smiling but this is a difficult time this is one we're getting all the information about what colleges are they've been accepted to they you know the college signing is coming up pretty soon and and scholarships the third that they're gonna be taking the college and you know prom and all of those things that that stay with you for a long time we're not going to be happening as expected in and it's a it's a sad sad time for our students but it's also a good opportunity to see how we can motivate our kids in a different way and and currently we have to I beat juniors to two juniors that are an Ivy program that were that were receptive to the SES Noonan scholars which is a national scholarship it comes with mentoring scholarships money once they go to college a free laptop and and the SCS Noonan scholars tend to get a septa to some of the most prestigious universities in the United States so we're super excited to see what we're where I get Anya boo Co and Kimberly routine I decide to go next year but two juniors at as a high school were accepted into that program so very excited for those aspects also we we've had over 60 parents join our virtual gothic us which is exciting because it's at least double the number of parents that we usually get and I think even more exciting than that is that that we had over 30 english-speaking parents and usually the confessed that guys in person tend to be our spanish-speaking parents so so we're reaching a new clientele of people that we serve that we had in the past and so so a lot of parents are asking for us once we return to continue at least one cough a sticker and and we're definitely gonna continue that so good numbers with our calf a stick us we've also had we've also had a good turnout when it came to Golden State scholars award we have over 46 we have 44 seniors that qualify for the seal of my literacy award we and and like I said just the the high number of parents I showed up to our first cough a second we're hoping that we continue and then and then the reach out to our families our teachers have have either called email blackboard connected as of today over 700 students already and and of those 700 we've had administrators counselors and and are awesome classified on team to follow up with phone calls and and as of yesterday we've reached out to and made contact with 110 of our seniors and and and now we're following up so a lot of outreach a lot of positivity we're in this together I just want to thank you guys a big shout out to to miss lis kawaras at the the confess that got a lot of kudos to the district for their positive outreach and all the positive messages that we've been sending out so thank you everybody and we're gonna continue working shout out to the high school principals Paula and enable super awesome working with them together thank you thank you thank you so much Martine I really appreciate hearing about those kids you know they're the crowning glory of the system yeah the high school Casey we're gonna call on a few more people if you don't mind and let me let me start with Lika because she's she of course has been helping with the communications and you've complimented her and heard martine compliment or two but there's another thing that she's been helping with and that's donations we've really been receiving a lot of support from the community so Lika can you share a little bit about that yeah can you guys hear me yes for some reason hang on you don't need your PowerPoint right now I don't see you I just hear you yeah I bet my video frozen reason is not turning on but you can you can hear my voice that's enough for now but I yeah as Linda has been saying I have been working a lot with our community to organize donations that we need I mean obviously there there's a lot going on that has been unexpected and we are just doing a lot of things that we don't normally do which requires a lot of supplies that we don't normally have access to and I have been overwhelmed at the ease of getting the supplies that we need and at the amount of support that our community has shown specifically chick-fil-a in Azusa the Home Depot in Covina Raising Cane's smart and final stater brothers the city of Azusa it's it's amazing just how much they are rallying around us with things like plastic bags to pack the food that we give to our students in food to feed our essential workers who I mean with with a lot of businesses closed and they don't necessarily have the opportunity to leave to you know pick up food as easily their generosity has been amazing and I mean no matter what even now on short notice I know that there are a lot of people that we are able to call that will you know come to our aid with whatever it is that we need and it's humbling it's humbling to see the amount of support that that we have received so I just want to give it a great big thank you to the uses community for the the many ways that they have reached out to support our students during this time Thank You Lika thank you for for heading that up for us mark do you want to add a little bit from your perspective sure so I did say some a bit earlier but it it has been an amazing thing to watch folks come together to make sure that we get everyone fed and know the folks that typically don't work together we have you know maintenance guys custodian guys and nutrition service workers working side-by-side six feet apart but side-by-side and with our our or our families to make sure that we move them efficiently through and it's it's been truly amazing to see everyone and the positive atmosphere that exists when there's so much other things that that people I know have in the back of their mind so it's it's been amazing and really proud of everything that that folks have done to make sure that our community is together last last week we served in a single day nearly 60,000 meals which is amazing for us to be able to be able to do that and it wouldn't be possible without the dedication of our of our staff and so really really proud of what they what they've accomplished okay now our total or if you have anything else I know you talked already but if you have anything else you want to say go right ahead I'll go ahead and start and I want to talk about a couple different areas because human resources and then we're about the people and personnel the district and so and we have phenomenal people absolutely we've seen that you seeing that true and true so one of the aspects of this is when you when you have changes to working conditions it requires you're required by a lot to interact with our bargaining units and so we're we've been working with our labor groups and interacted with with our different groups realign communicate some of the changes that have been occurring throughout the throughout the organization we want to really communicate some of those some of those changes that are happening at the state level and legislation and also at the federal level as well as the county level so I want to talk about two to particular pieces of legislation that we've really worked on first has to do with a recent County order the county office of Department of Public Health issued an order on March 10th requiring real specific aspects of making sure that we are not we're not spreading coronavirus and so what that includes is broadening writing that base coverage the face covering requirement for essential businesses and making sure that those those documents are posted making sure that I see work spaces are clearly delineated that they're six feet apart that spaces where employees or public will be interacting are clearly marked that there are six feet apart providing face covering for four employees and then also posting a protocol that the Department of tough has required and then in that protocol listing the steps that the agency or business was taking so these have to be posted throughout a hefty list the number of entrances are the limiting the number of entrances into the area listing the frequency that areas are clean and all the steps that were taking so we've been responding to to these different orders buying Jessica said county state federal level as quickly as they come up and it really takes that team effort as I think somebody said it earlier where we're seeing a lot of the work of our employees on the front lines and I also want to recognize some of the employees are working on the behind the scenes to really execute these pieces of policy that come out to again protect our public protective communities and of course our employees I also want to talk about the federal level there was a a piece of legislation entitled family first coronavirus relita and that legislation expanded family leave for individuals that are affected by quoted 19 so if and and and it's very specific and it's registration that federal so we have to make sure that people understood that this some of the stuff that we're going through doesn't necessarily apply but essentially it expand thickly to individuals who either have been diagnosed or just a positive or have someone in their family and then they also have a compliant of this that has to do with child care or parent for a family member or someone close to them that also has that's a positive so really it's taken a lot we've got to pivot to kind of respond to all of these new pieces of legislation and then really synthesize them create some sort of form or create some sort of communication around it and then turn around and put it out to our our staff and I one of the things I'm proud to say is because we put these things together I'm a part of a group that interact with other assistant superintendents of hearing the resources throughout the LA area and folks are coming out how this dudes are doing this or connection you share which you're sending up to your to your to your staff and it's I mean we're collaborating and of course I'm asking for what they're doing but it's one of those little pieces that we were really trying to stay ahead of the curve with all these different pieces and I'll close by saying that there have been some hiccups I mean there's some things that as I reflected on every night when I go to bed I know I could do two or three things better but in times of crisis I've never been in one that every single decision was a hundred percent correct but were constantly trying to reflect and see how we could do better and and I think that that's that's our core mission so and um no not really we just wanted to really highlight the schools today so you can get a kind of different view of the distance learning a block schedule plan and how that's being enacted but we're definitely available if there aren't any questions okay all righty can I ask a question Jerry yeah sure definitely okay I just want an ask a question well thank you everyone for your update what I was wondering since I haven't heard you know they're giving the stimulus checks to two people and they're giving unemployment it's been an employment that give me $600 more are there giving anything to education since you know that we're doing and also like we're hotspot certain things that we need not my pocket with the districts I mean are there giving anything for education you know just anyone no no so come on mark to talk a little bit about some relief funds that are coming to us and I also just want to share that not just ourselves but many many many districts have been very concerned about the lack of technology lack of Internet connectivity for families and the uneven way it's distributed to certain districts really at the expense of making sure that's part of every families experience the kids have full access to the Internet and in talking to the superintendent of lako the county office Deborah doe they have started working trying to work with other philanthropists people who are looking to donate to support so I will be on a conference call tomorrow morning to hear more about that but I want you to know that we've certainly we've shared what our need is we've been very active and trying to express that at the county office but also at the state level too and even getting messages up to up to the governor's office that this is Annie that's has not been fulfilled yet yeah and then mark do you want to add a little bit three two things the district did receive a hundred and $32,000 for supplies that we've already received and I it is a very small amount so it did not go nearly far enough that's it doesn't pay for much but we've also applied for support from the federal government so we turned in an application to FEMA and and it's very similar to the application that districts do when they're in a wildfire or I guess an earthquake disaster and so there may be some additional dollars that come from that we're just in the beginning process of submitting them but as you can imagine all districts from the country are also submitting to FEMA they're also feeding students from other they're not they don't all necessarily have to be familiar with ski so you know I'm sure you're you're feeding more people or children correct correct so we're we're feeding zero to 18 year olds that come to the district we we saw you know a couple of weeks ago large numbers of families in need when other school districts had closed their doors for spring break so when Charter Oak Covina Glendora closed their programs that's one of the reasons why our numbers spiked and but our nutrition service program and we honestly don't know how much reimbursement we're going to receive because there's so much conversation about what that dollar amount should be and so we know what it is right now which is you know a few dollars per meal but there's a lot of conversation about increasing that amount at the federal level which it's a federal program you have to keep documentation of who's coming in how many students in and all that correct yes so we we released an app the end of last week in the beginning of this week for families to be able to participate in the meal program without having to bring their kids with them which was one of the hurdles of families had when they are trying to have their kids in in the online class and then we only have an hour break for them to go get a meal and sometimes that wasn't working is that on the website or something cuz I had a parent asking me that question and I honestly was not sure no so it started we piloted the program at Azusa high last week and on Monday and we also included Slauson by the end of the day and by the end of next week we'll have Gladstone and Marie also involved in the program so we're kind of moving west and so that the great thing is that once they have the meal card then they just scan the card and then it lets us know how many meals that families have group for and they don't have to bring the kids with them every single time but also so so my question still is can they view that online or how do they know so they when they come by every family's getting a card okay and so they have to come by right now it's a mezuzah high and Slauson and then we're hoping by the my next week we'll be able to roll it out to the other two schools oh thank you thank you very much mark yeah that'll keep track of our meals for us and make sure that we get our proper reimbursements yeah okay well thank you any other questions you have a hand raised yes I saw that she Looney yes oh I'm sorry I was I was muted I didn't wanna go you did yes so I have a couple questions as well so first just sitting back down when Yolanda said so what's that mark when you talked about those dollars that we got was that with that state funding or that was state funding that came in grass okay all right so in that context what I'd like to know as a board member whether it's now or in a future board meeting and it's especially in the interim but I would like to understand all of the work that's happening right now that shifting to this distance learning how is it impacting our budget right so is it costing us more to do this work what is let's quantify that so we understand what that means and and the impact on the budget so that we can make plans for it I really appreciated from LA Unified the report that they had their board got last week where they talked they showed how much this this phase right now with is concerning is their estimate is going to cost them they also laid out what they estimated their summer school plan was gonna cost and so I would like us to do that do that current reporting so we understand what this is costing us as a board but then also thinking starting to think forward in terms of who are going to try to do some kind of summer learning what would it look like what you know and so what kind of budget it would acquire so that's that's my first I guess it's more comment than question unless do you have those do you have those numbers available like you know the fiscal impact this has been on us so we we have some early projections but those projections are pretty wrong by now just because this has gone on much longer than when we first calculated so I'll update them and I'll I'll share those with you and it's very similar to the projections that you know we're getting for effect of the virus because things variables keep changing so we're we can give you a good estimate that these are the artist estimates to produce when you know there's so many things that that will continue to change but will give you a definitely a good estimate right and i think i mean i estimate good but then also just in terms of the current expenditures clear auditorium and we're a month into this now so i mean that that is actually so yes those two things that that's great and then my next set of questions are actually for art doodle and this is more around the distance learning piece and student contact and before I ask my question I really want to preface this by saying I really appreciate the the reports from the principal's I think it really demonstrates how our staff are going above and beyond to try to reach out to our community so I don't and my comments and questions right now are not really I understand everyone is doing amazing efforts and going beyond going above and beyond there what would be required of any person so we really appreciate that but in terms of just overall aggregate numbers are pseudo I would really like to understand so of all of our students of our over 7,000 students in our school district how many how many students have we not made any contact with so right now the principal's me on a daily basis at the elementary level with their grade levels at the secondary level with content and depending on the day of the week it's a different grade level or a different content Jennifer E to Bryant with the help of some of the other directors Gary in particular have come up with a digital Google sheet form where when principals are meeting with teachers they are getting that kind of information who are who who's not kind of might being talked a little bit about that who who's not connecting who haven't you heard from the teacher tried an email the teacher tried a phone call but there's something not there and so we're capturing all that information on Google sheets the school sites then do the first layer of trying to get a team together to make contact with these folks you heard miss Wiebe talk about her title one teacher so I'm assuming that that that was a result of this process and then past that if the school is not having any kind of success then we we are also as a district prepared to to try and help out to try and find out why students not connecting or how we can support to connect them so and I appreciate that and I appreciate explain the process but what I think at the board level what what I'd like to see especially if you're collecting this data is summaries of what those numbers look like so that we know so with about 7500 students we have at least a thousand that are not checking in on a regular basis that we have not made those kind of those are the kind of numbers that I want to at the board level so that we can track and it's also helpful to know as these numbers change and hopefully they they change over time so that's my first request and the sec yeah yes all right thank you um and it would be helpful to have some some kind of data to them to show it our next board meeting as well my second request is around specifically the digital divide and so access to both internet and devices and so I know we talked we've gotten data around how many contacts we've had and how much club reached out requesting devices and so similar similarly along with the lines of my first question I was I would really like to understand so how many of our students have we identified as the total student enrollment that we have how many do we know have a device in hand whether for whether from us or whether themselves and would confirm that and how many of them have internet access and that's been confirmed and then I guess any other piece would be how many do not or we have not been able to confirm yet so I so that as well I'd like to know where where we are with that so that is also going to be multi-pronged as you know and you refer to we started off well we're a call in terms of the Chromebooks we start off with phase one which was hey parents families community if you do not have a Chromebook please reach out and make a make an appointment to to get one of those as we were doing that we did have the foresight to also ask every single color if they had internet connection then we bumped into and we moved into Phase two which was a phone line and also an email address so that has netted us quite a bit of information so on that route we know that there are just over two hundred families who self-reported they did they do not have internet connection 207 to be exact those 207 families have now been divided up by school site so family X belongs to Murray family Y belongs to paramount family G belongs to Gladstone and we started our meetings today with site principals we let them know what students or what families had identified as not having internet connection we shared with them their their specific sheet with all the information and they're gonna start an outreach program to these students and these families but going parallel with that so the opposite direction now so this is not families reaching these are not families reaching out to us but us reaching out to family coincides exactly with the same process that we talked about earlier where principals are having these meetings with grade level teachers and content level teachers and finding out who they're not connecting and then finding out those reasons why they're not connecting is a technology is it you know circumstantial things that are happening in their life or whatever we had Jenny speak about you know a student moving to Mexico and so so it's two-pronged one is the families that have already self-identified and the other one is through this other process where we have a form and we are we are doing the reach out is where we're gonna get all that information but I will also put that in a Friday board packet up to the up to the native stuff we have and the latest numbers that we have great thank you and then my last question is just more processed question so are we as a district are we distributing a device or ensuring that we have a device per student are we doing a device per household first do this okay good all right thank you that was are all my questions right so no okay anybody else I have a question our third there had been some I had developed a internet access page for individuals that can access has that been shared with the family that's actually one of the one of the resources that we are using so so thank you for that the answer is yes as we as we are doing with parents we are we are doing that and if I'm not mistaken lika can you confirm this I think we also posted it on our website but we are going to personally be sharing this with principal with up parents as well thank you okay any other questions or comments all right at that point thank you so much for all that wonderful information and we'll move on to 9.2 approval new board policy be p51 to 1.1 grades slash evaluation of student achievement and completion of graduation requirements under emergency conditions and do I have a motion motion to approve item 9.2 okay motion by board member Rodriguez Pena second I'll second okay seconded by Adrian Greer board member career and any comments I have a question I have a question regarding once there they're giving their credit or no credit or grade is it gonna be put into Aires or is there a form that's gonna be in there cume I may be behind time let's talk about come folders but um are they given putting in documents somewhere in their records they receive credit or or a grade so that's a really good question and yes Aires is set up it has the flexibility that we can we will be able to enter CR for credit or NC for no credit and so that will be part of their permanent record when they print out transcripts or send information on to other school districts that will already be included in it in the elementary school the elementary school is gonna be comments which would be part of the report card so they will have a hardcopy report part like they would have a regular card with the comments yeah we are continuing the same process that we've already always been using in elementary they won't get a grade they would get a comment they get comments and those comments are also part of the airy system okay thank you I have a question sure so how about is a student say at the high school level the senior decides he or she does not want credit no credit and was like 8th grade and how how would they go about that so the student can request great as an option if it will help their GPA and they would ask their teacher for that and you know we will double check and put in place the process to make sure that that that is fed into the airy system so that we know that that that happened for the student Shelagh need you have a comment your side yeah okay I have a question comment yeah so I just want to say I appreciate the thoughtfulness of this grading possible policy and the fact that it's coming to us now and not later down the road I think this is important for us to pass I will say that at first I was a little hesitant about this throwing in this grading piece I just I was concerned about whether you know how it might make complicate things for people whether it's the students themselves or the teachers but I think having gotten feedback from people on the ground that would actually be directly impacted and affected by this I I just want to express that I appreciate that that our district is trying to find the best pathway forward for our students so whether we want me to make sure that we hold our students harmless or if they actually are making a greater effort and improve their grades that that'll be they have that that opportunity to benefit from that so I just want to say thank you for for this policy I appreciate it I'm looking forward to passing it thank you anybody else all right let's vote okay vote passes 5-0 and now we will move on to the consent calendar 10.1 da meet in point o 10.1 all matters listed under the consent calendar considered by the board to be routine and will be enacted by the board in one motion in a format following the last consent calendar agenda item there will be no discussion of these items prior to the time of the board staff or the public requests specific items to be discussed if discussion is requested by a board member that item will be removed from the consent calendar and will be considered separately the superintendent and staff recommend approval of all consent calendar agenda items so the way I have a motion like you PO can oh you'd like I'm sorry do I like to pull our 10.8 piece okay so ten point eight approval of a minted board policy administrate yeah that one yeah yes okay we'll move that to the consent calendar so with anything anybody else okay then we'll go ahead and vote on all but item well I'd like yeah I'd like to move item 10.1 sorry yeah Tim point Oh with the exception of ten point eight thank you I'll second okay moved by board member Greer seconded by board member who's Gonzalez and let's vote and we have Oh everything is moving that's right I don't see anything do you guys see anything no it's not she's probably moving the agenda yep that's what I was thinking the one the question Cathy's running which one did you pull it was 10.10 point 10.8 yes [Music] [Laughter] you see a chili-cheese me yo yeah I see it sorry I'm sorry I got distracted okay all right passes 5-0 and now we're moving to 11-point Oh items fold from the consent calendar which is 11.1 approval of the amended board policies and administrative regulations regarding students emitted BP and a r51 16.1 inter-district open enrollment amended BPA and AR five one one seven inter-district attendance amended AR five one two five student records amended BP and a are five one three one point to bullying amended PBP 5 1-3 1.5 vandalism and graffiti amended board policy and administrative regulation by one for one point two one administrating Mitch medication and monitoring health conditions amended BP and a are five one for one point five two suicide prevention amended BP and a are five one four four point one suspension and expulsion slash due process I have a question should we address 10.8 board members Elan dependents pulled it yeah before we move on I just ready are you ready for discussion yes sir yeah I just had a question regarding word cyst on BP five one one then the board may enter into argument with the other school district for a term not to exceed five years so my question was so cool monitors these five years and and what is what is the process how do they do that they go and tell the principal or the school that this child's been here five years so we've got to take them back or how does this work who does this that would be Gary krills office who does that I'm not sure if Gary's here in the art in the audience today here he is here in the audience so there was actually Yolanda there was a head coach and several years ago that we can enter into that five-year agreement what we do is just a letter goes out every five years but also once you know the students are able to leave without that agreement even and so in the past you know maybe ten years ago seven years ago or something that we would have this agreement that would just be updated every five years but when they when the Education Code changed we didn't have to update it anymore and that's why it says that we may enter into an agreement we're not mandated to do that anymore so it's your office that monitors it this five-year agreement yes we still have five-year agreements with a few districts but many districts don't do it because it's not necessary to do the five years anymore it's just more open than that that it's just I guess an understanding okay but it is my office that that monitors it yes thank you Gary yes my question yes thank you okay do I have a motion to approve or emotion 11.1 well okay motion by board member Rodriguez Pena second my second bet motion okay and seconded by board member Greer I didn't mean to interrupt you I'm sorry course okay and now we vote you Yolanda's are there yeah you know um sorry my dad's frozen I keep touching yes but it it's not doing anything it's frozen on my screen okay no why okay with working fine before okay well I guess we'll do a hand vote so how does everybody feel hands up yeah yes yes yes yes yeah yeah all right so it passes 5-0 so you mean resources 12.1 Azusa Unified School District in California School Employees Association Azusa chapter 299 CSEA sun shining proposal make a motion to approve 12.1 is a second is this point a point of order is this info or it's oh wait it's not there's no time well yeah it's listed as info so just this is a multi meeting process today the information is being presented to you for you to be aware of what CSEA is proposing for their sunshiny and our next meeting we will have a public hearing on that proposal and also a board vote for approving it okay so any questions comments oh okay well then we'll just move right past that okay now you're going to get back to the agenda item with thirteen point Oh business and finance thirteen point one ratify slash approved change order number one Azusa Unified School District fire alarm upgrades at various sites do I have a motion make motion to three thirteen point one hey thank you okay motion by board member Rodriguez opinions seconded by board member Ariana's discussion yes can you guys I think is it mark on can you explain why we're doing this to and works were asking for approval and due to Kovac 19 and other things that we ran into along the way with this project that is just gonna make it take a little bit longer okay any other questions actually mark with with that in mind are there I mean with everything that's going on is there anything that is expedited as a result of of what's going on any of our modernization movement or some other projects you know we happen to be already in the queue to put down classrooms or something that this would be a good time but unfortunate we don't have anything that's through the DSA queue kind of be able to do that okay any other questions or comments okay time to vote Hey Oh we're gonna hand vote all right yeah yeah it's just no no worries about it go on does yes was my fault I shy I was planning on just doing it that way for the rest of the only three things yeah hey 13.2 approved change order number unified parking lot upgrade Gladstone Street Elementary School do we have a motion motion to approve motion by member Ariana's seconded by Yolanda order his opinion and any comments all right let's I say yes Wanda says yes yes yes yeah okay no passes thank you and 13.3 approval of Memorandum of Understanding MoU between information and referral referral Federation of Los Angeles two-one-one LA and Azusa Unified School District I emotion to a poop okay second motion by Gabrielle really board member Ariana's seconded by board member Greer and questions comments yeah please and Arturo would you give a little background on this and what it does for us sure so this MOU is gonna create a partnership with two and one la just like we have 4 1 1 and 9 1 1 2 1 1 is actually a referral system for Health and Human Services across the county um this is a result of our participation in the Community Schools Initiative that initiative has been working really hard to bring a lot of resources to the community school I do want to just remind us that the Community Schools Initiative is for Azusa High School but we have been doing is as things come up we have been meeting with our particularly our potential partners and saying you know how how can we involve you know the other high school or other district schools so for example we have the the well-being center and eyeglass on high school so what this what this Memorandum of Understanding basically does number one it's to raise awareness of 2-1-1 and the services and that they provide so that's objective number one objective number two which is more important is that on a weekly basis right now that's probably going to be once a week there will be a two-on-one la staff member here to not only be referrals for these human and health services but to actually be a handoff to the services and help people actually connect so it's not right now when you call they just they just give you the referral and then it's up to you to try to figure out how to connect with that this is taking it one step further so it's not just the referral but actually walking you through and trying to actually connect you to that resource or that service that you need so that's that's what this MOU will allow us to do moving forward any other questions or comments okay well let's vote yes yes yes yes okay and at that point it's 846 and the meeting is adjourned thank you ladies and gentlemen thank you thank you very much and thank you to the principal sue King tonight I appreciate their promise yes definitely thank you one story that Kathie Oh Jerri I just want to tell you this one story that Kathie Hendricks was telling me that she got online with her students the first day and they were like staring at her and she's staring at them and she's tying the kids do hear me do you hear me and the kids are just stirring not saying anything so her daughter comes from downstairs and says yes mom I hear you all the way from up here I think they can hear you you know they were just like stir I didn't know they I'm not hearing me that's like I had Christine a friend of mine come over and well we're doing porch drop-offs of things exchanges and she said that she had not used Google classroom that much and because of this virus and her having to use it she found out all of the neat things that could do and she's going to add that now when she goes back to the classroom at the tool I didn't even know what had all that stuff yeah that's great that's good that she sent compliments by the way that's great okay thank you so much take care guys have a good night good night everyone Thank You Carolyn you can turn it on now hey kiddo

Leonard just that caller it's it's it's possible that caller might be interested in the Valhalla project as well well that is on Ann Arbor Selene that is a project that petitioner has requested postponement but I just want to clarify that that well it's it's ten ganon or versa lean Road but got it okay and we will have a public hearing on that shortly as well is there any other audience participation seeing none alright we will move on to public no one else right thank you we'll move on to public hearings for our next business meeting mr.
Leonard thank you I'm scheduled for the May 5th Planning Commission meeting we will have two scheduled public hearings one is 3611 236 21 Plymouth Road rezoning site plan with planned project modifications and special exception use for a drive-through facility this is a project that you have seen once before however we have we noticed it in conformance with the governor's orders that the meeting might be held digitally it has also been away from your agenda for a while so there's an opportunity to be notified folks and then second we have a series of proposed unified development code amendments relative to solar energy system installation the proposed amendments would provide flexibility in installing new accessory structures for the purposes of solar renewable energy and provides some exceptions to supporting ordinance height limit for the purpose of adding or energy right thank you we are now entering the regular business on our agenda and the first item before us this evening is the Valhalla and Arbor site plan annexation and rezoning for City Council approval the petitioners request a postponement of this application which city staff proposes for June 2nd while no presentation will be given a public hearing has been noticed and will be held for this petition I'm requesting a motion to postpone this petition to June 2nd at the conclusion of the public hearing audience members who address this petition this evening will have the ability to do so again on June 2nd this is an opportunity I'm sorry and now I'd like to open up the public hearing this is an opportunity for persons to speak for up to three minutes about this application to comment please state your name and address for the record public comment will be made by phone at the number appearing on the publish agenda and is on the meetings video feed if you are interested in speaking at this time please call the me please call the meeting with the information provided city staff will select callers that have raised their hand one by one using the last three digits of your phone number in order to electronically raise your hand please press star nine on your phone that is star nine you'll hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sound so that we may hear you clearly and we will open up the public hearing at this time and the Valhalla project is the Pratt is the project that is at Ann Arbor Selene and Main Street South Main Street and it looks like we have some caller oh nine for you should be live all right thank you I my name is Darryl Fisher I'm at two to five one South Main Street let's see I'm also the the Association president for the last 15 years at the Main Street Commons condo association on Main Street so we would be fairly close neighbors to the Valhalla project and I guess given that I have three minutes I'll keep it short that that generally speaking there's a lot of concern with regard to we already have issues with runoff for example from the ground from the golf course that's next to us which would be separate separating the Valhalla project and the where we live but there are a number of things that would be challenging traffic would be one of them water would be another factor to say the least both on the surface and through the pipes basically so yeah I guess given my three minutes are probably about up I'll just say that we have concerns about that and in general are not super excited about it to say the least so just to make that known to thank you thank you very much and this will be back on our agenda on June second so you'll have an opportunity to address the climate Commission at that time as well is there anyone else who wishes to address the Planning Commission and regards this item if so please press star 9 on your telephone it looks like we have somebody with who's raised their hand caller 107 go ahead go ahead Stephanie hi my name is Stephanie Savarino and I live at 1 1 7 Golf View Lane this development is concerning and completely inappropriate for this location in my opinion with the density zoning request of our for ease it's it's there's no reason for a high-rise of a single-family low density multifamily neighborhood in this location apparently the developer can't assemble the parcels without over paying for it and the numbers don't work without requesting this enormous knowning of our 40 that's completely inappropriate for the area I was also an extended on a Township Island and adjacent to the University of Michigan Golf Course when I built the house years ago and I requested out in one acre parcel r1a in the same location basically as we are talking about in this ball hollow development there's a multi-family development at South Main and golf U which we just up with Darrell's had just been on and he that called Main Street Commons and that was not opposed by any neighbors and consists of 64 side-by-side two-story units this is there's a natural pond feature it doesn't be checked you tracked it off in the neighborhood and it's consistent with the density of the area and that came and I believe is r1c again consistent with the area if you if I need to stop you can stop me I'm just I'm just going to just cite one thing in the aunt IRA city's master plan that read said read in addition to the types of dwellings permitted in r1 r2 r3 and r4 a districts these multiple families only districts are intended to permit attach long units to be arranged one above the other or side-by-side that's what we think is appropriate here and there's also concern for the natural features in the area that will be compromised permanently with this excessive purple intensity it's a hollow developers are asking for in addition the entranceway to city beyond our birth from the south I feel will be unrecognizable and a tragedy as a life Lani and I'm a resident business owner and tax payer I strongly object to the inappropriateness in excess of this absurd development it's proposed thank you so much for listening thank you is there anyone else who wishes to address the Planning Commission at this time hello Holland I'm Stephanie's neighbor my backyard faces the golf course and I I just wanted to support everything she said our neighbourhood group is in agreement that a high density tall pear structure structures is being proposed is not appropriate for this particular don't have a problem with someone wanting to develop that particular neighborhood but putting 500 units in a place that currently has 15 or 16 single-family homes is just an unbelievable idea that's really all I had to say thank you so much is there anyone else in the audience who wishes to address the Planning Commission in regards to this project seeing none I will close the public hearing and I will ask for a motion to to postpone until June 2nd do you have a Commissioner that will move that move by Commissioner Mills seconded by Commissioner gear and L any discussion on the postponement we don't have a motion mr. Leonard we don't have a motion for this it would just be a postponement of the the motion that's presented in oh yeah I'm sorry you don't have a staff report I would just suggest that the motion read that rezoning and site plan and related petitions associated with the Valhalla application be postponed until June 2nd commissioner Mills and get Brandel are you okay with that motion stated by mr.
Leonard thank you any further discussion Thank You Commissioner Ackerman for that um seeing no discussion all those in favor please say aye all right it is postponed next item on our agenda for those following the meeting its Green Hill school track and field say plan and landscape modification for Planning Commission approval Misner I would like to indicate that I have had a relationship with Green Hill School my children have attended the school as well as grandchildren and so I want to make sure that the commissioners are aware of that in case some would want me to recuse myself from this discussion and vote does anyone have any concerns about commissioner woods participating in discussion and voting on this item anything I feel like you have more context all right thank you all right so our so this evening we'll hear from the petitioner they'll have up to ten minutes to address the Planning Commission regards this item will then head to mr.
Conn for staff report then we'll open up the public hearing and then discussion and vote so I will hand it off to the petitioners for their report and presentation good hi I know you turned it over to Jeff my name is Peter Figueroa and I am the head of Green Hill School and have been for now ten years in two different stints I was the head of green hills from 2005 to 2012 and then went out east to run a boarding school and missed Ann Arbor so much and was very fortunate to be rehired a couple years ago to be the head of green hills again many of you know and Wendy we love your kids and grandchildren of course it's been a pleasure to work with them Green knows as many of you know has been a vital part of the educational community and ANR for over 50 years we were founded in 1968 and since that time we've grown to be a school of over 500 students and 100 faculty and staff we've been about 500 or more for the past 25 years and we've stayed true to some of the founding principles that began when a group of parents in Ann Arbor founded the school which was to serve the an arbor community to be committed to keeping a tuition level that is still within range of you know really the original blueprint was looking at tuition for a to professor income at the University of Michigan commitment to financial aid which is 20 to 25 percent of our students are on aid about 10 to 15 percent of our operating budget so right now it's a million and a half dollars a year that we used to make sure that we are casting a broad net and we're providing this education for as many people as possible over the years we've seen growth obviously like any school we've had to meet the needs of our of our students and I am proud to say that the capital projects that we've embarked upon we've gone about thoughtfully we've gone about with some of our core principles in mind and our mission which is to empower students to be creative curious and responsible and whose lives will better the world and and particularly with sustainability in mind and the community in mind the Campbell Center for the Performing Arts is not just a theatre space for our own students and own community but it is a space that we open up to the public that nonprofits in the area use pro bono our tennis courts in our field and our grounds are places where our neighbors enjoy it's a beautiful area we're surrounded by both Earhart Village and Concordia and glacier Village all three enterprises are places we've had great relationships with including building trails that connected Glacier Hills and and and green hills to the north our most recent projects we have a we put a geothermal wells and behind the school when we built the new science wing we put a green roof on it the retention ponds and all of the work that we've done we've done in keeping with our core principles and this most recent project is a great example of that we've worked with the ecology center downtown to make sure that this turf field is going to be organic infill we have been researching the pea fasts in in the grass blades and the artificial grass blades and were we're very much taking advantage of the fact that one hand were the last to actually go turf we've had a grass field where the really one of the only schools and MHSAA to still only have a grass field but we've learned and we've learned from our local schools too and some of the decisions they've made about their turf projects this is a field that is necessary for our student athletes because it's a Michigan spring and fall and when you have one field that we end up having to actually use a lot of our local schools fields when ours is unplayable and it the track is an aging track and we have to replace it with a with an eight-lane track that will meet the needs of our student athletes so we're really excited about this project as with everything we've done at Green Hills it's something that we absolutely need and we're really looking forward to getting in the ground and getting it going I'm I'm going to turn it over now to Emily who will talk a little bit more and then look forward to answering some questions yes and we submitted some slideshows am I do I need to share that Jill yeah here I will share that for you okay great thank you great you can move to the next one Jill all right um hold on just a minute just filled up my whole screen and I lost my notes there we go all right thanks so this project as Peter introduced you is replacing and improving the athletic field which is located between the school facility in the highway so east of the of the facilities and as he noted the the need to do this is really for the the student-athletes safety and to improve the athletic conditions that the student-athletes are using here and to make the area more usable during adverse weather conditions with the synthetic turf being in the middle there in addition to that it actually the improvements will allow for stormwater management improvements with replacing the track from six lengths and going to eight lanes there in improving some of the infield areas with track surface and then the interior going from natural turf to synthetic turf we are increasing the impervious surface of this light ever so slightly which triggers some of the stormwater management requirements out here we're limited by the existing clay soils that are out here to allow for infiltration but to supplement that we have underground detention that will be occurring underneath the new synthetic turf field that will be managed to manage the hundred-year 24 hour storm event with a release rate that's been approved by the Washington County Water Resources Commission the drainage in this area will just charge to the north through the existing drainage system and connect the existing drainage system through your there through the restricted outlet we've been working with as you've seen on the plans with jsv who's the construction manager for this project a Smith group and jsj camp worked on a number of athletic fields in the area together success police so we have a good working relationship as well as with green fields and have been mindful about how they can get access to this area as it's kind of behind the fields as I said behind the school in limiting where construction access is and limiting disturbance of other areas that area where the athletic field is is the only area of disturbance we're not proposing any improvements at the driveways or parking lot areas and as indicated in the staff report there is a request for a landscape modification since we're not changing anything in the parking lot we don't meet the requirements of the interior landscaping in terms of sizes but we meet the intent of the ordinance here and all the other landscape requirements around the around the site are in compliance with the ordinance they're there if you click through and probably talk through most of these other slides but we can share a little bit more information the next one shows [Music] the zoomed in that that's the proposed field right there as I said so existing field right here you can see all the natural turf on the inside just six lanes of track moving to the next slide you can see the graphic representation of a slightly wider traffic to include eight lanes as well as you interior track surface at each end of the track and it's a Petach turf will be in the middle of the field there if you can click through to a few of the other ones you can see some of the stormwater management system outlined which is in stone base underneath the field which helps stabilize the field and provide a more stable field during other conditions as well that's the proposed layout there so the intent is to move forward hopefully we can receive approval for this Incans construction can start this summer with the track being completed in order for the spring sports period of 2021 when hopefully we are all back to participating in watching sports I think that's all we had Peter or John and Joe from guess bigger here as well I'm Jeff if there's anything we've missed that you want to point out no Emily I thought you did a fine job summarizing the project delighted that you brought your whole crew with you to answer questions I I would only add that staff recommends that the site plan be approved because it would comply with all local state and federal laws and regulations the development would limit this disturbance of natural features to the minimum necessary to allow a reasonable use of the land and the development would not cause a public or private nuisance it would not have a detrimental effect on public health safety and welfare secondly staff recommends that the landscape modification request be approved because the modifications are consistent with the intent of the ordinance and are associated with a previously approved site plan that that's all I have right thank you so much mr.
Conn um at this time I'd like to open up the public hearing on this item this is an opportunity for persons to speak for up to three minutes about this application to comment please state your name and address for the record public comment will be made by phone at the number appearing on the publish agenda and displayed on the meetings video feed if you're interested in speaking at this time please call the meeting with the information provided city staff will select callers that have raised their hand one by one using the last three digits of your telephone number in order to Ultron eclis raise your hand to speak please press star 9 on your phone at this time that is star 9 nine six three go ahead hello my name is Rita ah I live at seven eight two green homes drive and I lived in Earhart village homes I believe the site plan says that this is the property west and an apartment complex but it is not an apartment complex condominium association of 174 townhouses my concerns are about the buffering landscape traffic impacts and the environmental impacts of the project in terms of the buffering of the buffer landscape when green hills installed their tennis courts and the track originally there was a site plan that had buffered landscaping that was never done it was part of the plan it was approved that was talked about but then apparently they ran out of funds and they never did put in that buffered landscaping so if you're referring to that it was never done and currently the situation now is that the canopy trees in that area that border that parking lot that separates the condominium association from the school's parking lot several of those large pine trees have been removed and that replaced many are distressed due to drought conditions and so and much of the mature vegetation has died off therefore exposing the parking lot and the condominium homeowners to vehicle noise and to light pollution so I would like to see the school improve these deteriorating buffering conditions and bring it up to what it was supposed to be from the previous site plan that was never completed I currently also have some concerns about road safety and access primarily during drop-off and pickup hours at the schools it's very congested as you would expect but my concern is is what will the construction traffic be like when this occurs most importantly we have pedestrians students walking to and from the bus stop located at the corner of Earhart and Green Hills so I did not know until this meeting today that this construction was occurring in the summer which would be great it would eliminate a lot of that problem but it is a concern and I would hope that home owners could be assured that construction vehicles and traffic on green hills would not be further encumbered lastly I'm concerned about environmental pollution Erhart condominium thirty-seconds color what have had an excellent relationship with green hills and when their buses were idling in the parking lot and causing fumes to come into our homes they made arrangements to move their buses to an entirely different area of the school property and we've been very grateful for that we would just like to make sure that there are assuring PSA's dustin's that construction vehicles do not park in that particular parking lot creating fumes and odor and noise thank you very much thank you so much if there is anybody else they'd like to address the Planning Commission regards this item please press star 9 I don't see any other thank you seeing no one else I will read the motion there are two motions that we have this evening um does anyone oppose taking them together seeing no one I will go ahead and read both of the motions the Ann Arbor City Planning Commission hereby approves the green hills school 850 green hills drive site plan for city for Planning Commission approval and the second motion is the Ann Arbor City Planning Commission hereby approves the proposed landscape modifications according to the unified development code section 5.3 0.2 landscape modifications while the Commissioner move this move by commissioner Ackerman seconded by Commissioner and give Randall we are in discussion and my plan is just to I'll keep tabs of who has raised their hand and as a new as I call a new speaker I'll let whoever's in the queue I'll let them know that they're in the queue so any discussion Commissioner give Randall we also as I'm sure you all know had a written correspondence that covered many of the points that the caller just identified and I haven't driven out to the site but I just wanted to get a sense from mr.
Cohn I am assuming that because of the size of the the project that's going on that the kind of whole site has to come up to compliance and that's why they're looking at the parking lot screening and things like that within the context of this project because obviously if the landscape Islands are too small and they're far distant from the project that's part of the reason that this is all becoming reviewed at this point right just globally we require every site plan to ensure all the trees that were originally shown on the site land to continue to be provided and if they die or if they're removed we require that they be restored and as you can imagine if the site has been there over 50 years there's going to be some die back my guess is that the folks who typically look at landscaping probably didn't go back to some of those old site plans to see what was there we can certainly do that we do that periodically with other sites if we receive concerns or complaints from nearby residents that may be trees are gone from a particular development project we'll work with the property owners to ensure that they replace the trees that were originally shown on the site plan and we can certainly do that in this case I think that would be good because it sounds like there's at least an accusation the you know landscaping not put in in the first place to sow some sort of corroboration to understand what the past promises and whether they were made and broken or whether they just you know through attrition and you know whatever trees died being able to do that when I just again I have been driven out there and I'm just doing the kind of Google Streetview version it seems to me that a lot over on the south looks pretty pretty well vegetated in terms of the intent of of your ordinance it I don't see a continuous you know berm or hedge that's four feet tall to meet your conflicting land-use buffer ordinance you know over on that side but again I think the intent is met I think the parking lot to the north however looks more sparse to me in terms of the coverage and so perhaps you might take look at that a little bit in terms of what neighbors would see because there's some gaps that are in there and it's probably just again through attrition of trees and things like that over time but if the whole thing is kind of coming up to snuff and we're looking the whole site plan I personally uncomfortable with undersized landscaping islands in the middle of parking lot because that's that's a pretty big lift to redo all of those and to reconfigure your whole parking geometry but I do think that you know promises are made about how we're gonna handle screening and things like that and that I think these these opportunities for for renovation allow us to look as I plans again and to make sure that people are meeting they're meeting our standards and and are complying with you know our our standards as well as working with neighbors to try to work things out in that way so that's my two cents mr.
Mill's and this is just an immediate follow-up because that was my comment as well what is the best way to ensure that that follow up the checking kind of on the landscaping in particular to past site plans how do we ensure that that happens do we need to have like a something that's added to the motion or is just talking about here enough I guess that's the questions for stylet I I don't I don't think we need anything specific to the motion what what we can do is just review past project files for those past site plans and as part of as part of sort of site compliance for any changes if this proposed plan is approved we can just incorporate compliance with those past plans to ensure that everything is appropriate as as Jeff indicated um as we hear you know we're not proactively going out to every site plan that's approved after it's been sort of realized and monitoring the health of those the landscaping that is a requirement that it is maintained so now in short we don't need anything specific in the motion and we can incorporate that compliance as we go great thanks and then I just wanted to verify so so and to be clear change you just check to make sure that all of the landscaping and the buffering and that kind of thing are in compliance with what we have and so this is where presumably like this idea for the landscaping Islands has been added since that land that parking lot was built like our ordinance changes it's a living document and so that's that's one of the places where we have made that changed generally if they were to build a new parking lot we would require those landscaping Islands but but that is a heavy lift in this particular case but is that correct kind of what how I characterize that I I think it was summarized it well I think that it's a great addition to our code section but it's extremely expensive and for someone who's maybe tweaking a little part of their site it could it could discourage a lot of sorry for the kids screaming in the background if you can hear it it's bath night the other question that I had was so is there anything else like of all of the changes that have kind of happened over is that the only thing that really then required that will be approving sir would you mind restating that I the last part of your statement was cut off for me sorry the question was is there anything else in doing that review was that was the the parking-lot Islands the only thing that was out of compliance or is kind of the landscape model that were approving tonight something else that we have - was there anything else captured in that my understanding is that it's it's only the the modification is is was the focus for tonight Bret you may have had a better chance of hearing Sara's whole statement so you may want to interject to my understanding if I'm understanding your question correctly that is the only modification that would be necessary for compliance and I add something this is Emily from Smith group again I just want to say as you can see in the plan say that you have a copy of you know we did an extensive tree survey of the the entire property and and confirmed tree species and size and condition out there and Jeff you can correct me if I'm wrong here but I do believe that we are in compliance with the existing requirements in terms of conflicting land use buffers and other elements required by the landscape ordinance and I believe the only thing that we don't meet in the current ordinance regardless of what may have been on previously plans but in the current one is is those landscape islands as they've been identified that's my understanding Tiffany jakab Ozzie is our staff member who does the landscaping review and she also does natural features review she does a comprehensive review and she would have done this for the whole site and so the one thing that is not currently consistent with code is the landscape modifications within the within the Islands but starting tomorrow morning I'm gonna contact Tiffany and Emily will certainly work with you on on having a look at those older plans to make sure that whatever trees were identified on those plans are replaced if they if they've been lost or their discussion commissure wins sorry just a question that the neighbor brought up concerning the construction and when that might take place in her concern about the noise or the traffic and I was wondering if if someone might be able to address that I know I think mr.
kebabian you indicated that construction might start this summer is that pending the government governor's permission or something like that and then could you give us a sense of the hours that the work would take place and whether or not you would anticipate I'm assuming you you would prefer that it not take place while school is in session but could you just give us a little sense of that so we can make sure we're addressing the concerns that that neighbor brought up sure my preference is that school is in session first of all you know which actually you know this is the thing with us right there's no better time for us to have a construction project at a school right now and there's no school and no traffic and you know it would be ideal so I'm gonna turn it over to Joe vegg who can talk about the details about the trucks coming in and out and when when he and we would like to begin this project good evening I'm Jill Vig with Jas Figg construction company and you know I have the privilege of knowing the school very well might my children went to school at Green Hills and I've been a construction manager for Green Hills for probably seven or eight years now on multiple projects and you know we're very a mindful and aware of the residential development to the West and and we've worked very closely with John Nichol and his team to try to address any of their concerns in the past you know as Emily mentioned in her presentation when this project was designed we actually designed the construction access road the Smith group did around the east side of the building so construction activity will enter the site at the north end of the site and it will be routed around the east side of the building on the closest proximity of the field construction activity to to the residential neighborhoods is about 500 feet and you know it as my field supervisor pointed out to me um there's quite a bit of elevation change as well as you extend from west to east you know that the Western elevations sit higher in elevation and then also as you saw in Emily's presentation the stormwater connection is to the south of the property so there's really kind of no interference or direct conflict between any of the residential development to the west and this construction project that would be maybe in contrast to the last project that we did the most recent project that we did where we had construction activity happening on the west side in the West parking lot and that would have been more direct but it we still managed to mitigate that you know quite quite well from up from a pedestrian safety standpoint I think that was that was a really good question by the caller so you know we will have flag people stationed at appropriate points so that when we have trucks on entering and exiting the property um you know we'll have safety controls and in place and then also from from of kind of a dust mitigation standpoint we will have in addition to the you know the soil erosion controls that are explicitly called for on the plans we have a complete kind of dust mitigation strategy and street-sweeping strategy so because of our familiarity with the expectations of the neighborhood we're very confident that that we can meet those requirements in fact I personally know residents in the development and and I'm extremely mindful of their concerns thank you thank you any further discussion Commissioner Randall just when you have Tiffany look look at things I'm just looking at the Washington counties you know aerials and things and it seems to me that that North parking lot it gets pretty thin in terms of a buffer and I know you know for any new development there's there's quite a few components to the conflicting land-use buffer and I just don't see shrubs or things like that in there so just have a look at all the different components which are evergreen trees deciduous trees and a 4-foot shrub or you know 4-foot hedge or berm so just make sure that you know if we're reviewing it for that and this is going through and getting passed by us that she's looking at it with those eyes - we'll do the discussion for hamstring just real really quick question Joe thank you very much for explaining you know the process that you're gonna go through to make sure that environmentally and kin safety perspective everything's good I'm assuming you're gonna have signs up so the resident does have an issue they'll know exactly who to call to make a complaint you know that that's an excellent suggestion and we we absolutely will do that okay great thank you great further discussion I think Greenhills wins in the regards that during my what feels like not many years but it's been a couple of years that I've been on the Commission I think this is the third time we've seen you guys for a different construction project so you guys are definitely busy there any other discussion I'd say no ma'am we're ready for a vote although or actually we will be doing a roll call vote so I will hand it off to mr.
Leonard for that yes or not you can either give I would prefer you give me both an audio and a visual just for quick reference so the motion is both both motions together as presented both the rule of the site then the lanta landscape modification Commissioner woods yes Commissioner Briggs Commissioner Mills yes Commissioner Milstein yes mr. Gibb Randall yes mr. Ackerman yes commissioner so they yes commissioner aprons yes Commissioner hammerschmidt yes motion carries Nancy all right thank you very much all right thank you thank you all right we'll be moving on to the next item on our agenda which is 10:43 North Main North Main Street rezoning for City Council approval and we will begin with mr.
Conn with the staff report the site is located on the west side of North Main north of Depot Street and in the Huron River watershed I'm gonna I'm gonna summarize this effort and then we have a few slides that we'd like to share the site is currently zoned agricultural the minimum lot size for the AG district is a hundred thousand square feet which is about two and a half acres which means that a new single-family home would be non-conforming for the lot size which is about sixty two hundred acres excuse me two sixty two hundred square feet additionally the AG district requires a minimum of a 50-foot rear setback which would basically make the site impractical to construct a new home on so the site we believe is too small for any other residential zoning district other than single-family since the minimum lot size for our 1d is five thousand square feet the petitioner is proposing on our 1d zoning district in order to construct a new single-family home access will be from North Main Street staff recommends the proposed r 1d Zoning be approved because it is an appropriate zoning district for the proposed single-family land use is consistent with the master plan recommendation and is compatible with adjoining uses I think Jill brought up this the slides for 10:43 North Main this this is a photograph looking west of the of the houses there now that is not in great shape we can go to the next slide this is a survey showing parcel 1 which includes the single family single family home the single family home did have a carport that extended a little bit into the north property line but that carport has been removed it also shows a little bit of an encroachment into the MDOT right-of-way along North Main Street once the building is removed that encroachment would cease to exist we can go to the next slide this is an aerial photograph showing the approximate location of the home as you can see it's pretty close to pretty close to North Main there are a few other homes just immediately to the south and buffering the site to the north and to the west is Bluffs Park you can go to the next slide this is a slide just showing the zoning here is you can see the AG Sony is by itself there although I do want to point out that the same time this cemetery is also zone just just a bit to the to the west to the south is our 4c and I believe that may be the last slide unless there's something else in there yeah that that looks like you and so that's the that's the end of my staff report thank you at this time I'd like to open up the public hearing on this item this is an opportunity for persons to speak for up to three minutes about this application to comment please state your name and address for the record public comment will be made by phone at the number appearing on the publish agenda and displayed on the meetings video feed if you're interested in speaking at this time please called meeting with the information provided city staff will select callers that have raised their hand one by one using the last three digits of your phone number in order to electronically raise your hand please press star nine on your phone that is star nine if you'd like to address the Planning Commission in regards to this item I see no hands raised but I do see mr. Fowler in the audience all right seeing no one Hammond's rates I will close the public hearing and I will read the motion the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved the 10:43 North Main r1d zoning do you have a commissioner that will move move by crusher Mills seconded by Commissioner Abrams we are now in discussion Commissioner Briggs yeah thanks so I was I can understand why there would be desire to rebuild that house there it's definitely in poor condition and I can I can see the desire to rezone to a single-family use district but I was wondering in terms of how this was taken in consideration with with regards to natural features and how I was looking at the different sort of priorities in terms of highest mid-level and low level concerns how are those slopes in those areas consider it and I noticed that there's already work that's happening on the site so that's my first questions I can try to start my response by addressing your your second point which is the work that's already been done I was out there yesterday and noticed a bobcat doing some grading I immediately checked track it to see if a permanent been issued and then contacted Peter Stevens when I didn't see one he said he was going to investigate the matter he felt he thought that there might have been a permit issued for one of the four parcels along along this stretch but hopefully he'll get back to me a little later this week with regard to the natural features portion of your question as you probably know single family homes are exempt from meeting our national futures requirements and on this on this site the slope of Bluffs does come down into the property so there is slope on the back portion of the site that's quite that's quite steep I don't know what how steep it is I don't believe it's 40% but it's it's pretty steep and there are some there are some trees back there I might defer to mr.
Fowler Rob Fowler to see if he has an idea about where the proposed home would be located to see if it would impact those natural features I guess my name is Rob Butler um so we're not gonna push the obviously we're not gonna push the house and farther back then we have to because the party we go back the more we have to contend with the hill we do figure that we're going to have to put in a retaining wall in the back to to give us some sort of a flat spot so there's we actually have a rear yard so there is currently part of the hill that's been dug out in that whether it's on that property on the adjacent property right now the adjacent property we have a permit to build a garage there on 1041 North Main so a part of my question is how do how do those natural features come into play in terms of thinking about a rezoning or whether that rezoning is appropriate given the the natural features that are there questions more first staff on that one sorry oh I'm sorry yeah I think um one of the things that you're referencing Commissioner Briggs is that under the UDC there are some exceptions from rezoning --zz where an either an area plan or site plan is required one of those is when a proposed property under 2 acres is being proposed to be resumed for single-family and so I think what probably there's a bit of a gap in and knowledge because the detailed site plan has not been accompanied by this rezoning for those standards given that provision I have issued a waiver from the area plan for the rezoning in this circumstance because it was only a single-family I'm happy to follow up on this to see if that is something that is absolute from that decision or if that's part of your decision as well to say no that's something we'd like to see before we make that determination but I'll need a minute on that but in short I don't think that the natural features my initial reaction is that they they shouldn't be paramount to your decision on the rezoning the master plan has already provided some level of guidance as to how that land-use should be governed and then we in turn rely on our UDC natural protection ordinances and requirements to make sure that any physical development that happens there is respectful of those I recognize that we provide more flexibility for single-family uses than we do for site plans those that's the sort of regulatory framework that we as far I've chosen to enacted and then it's adjacent to Bluffs Park there and then there's the three properties that are zoned r4c next to it I think and if I'm correct none of those have appear to have parking associated with them I assuming that folks have been that there's been kind of a shared parking arrangement that maybe has been happening because there's been a incredibly there's an incredibly wide driveway there and there's been a carport and so and the sidewalk ends has ended at that property and so I'm curious what's happening with regards to I mean obviously we're just rezoning and we haven't don't know but based on how we're seeing the property use today I wonder if those considerations have been looked at that's why we're building the big garage at 10:43 is too big accommodations for the next three properties to go to park so I I'm just struggling a little bit with this one because it seems like I can understand the limitations around having its own agricultural but it this seems like an area that based on kind of what it's not a great zoning category but based on what the initial purpose of it was it seems appropriate for the area but it seems inappropriate that housing was actually ever built on this piece of property so I'm having a little problems with actually rezoning it and maintaining single and then putting single family homes there that then don't have to be it was respectable to the natural features as maybe they should be so that's where I'm at right now and kind of a try and understand kind of why we're at but all that others discuss this more Naraka me you mister chair just a very specific question this is where the sidewalk ends on this side what any future construction include sidewalk continuing through the site hopefully one day continuing north I could take a stab at that typically when new single-family home is being constructed our public services staff will ask for a sidewalk to be included as you know North Main is a very narrow right-of-way I think it may be sixty or sixty six feet accommodating a four-lane Boulevard with with a sidewalk on the east side so the sidewalk actually is probably gonna wide if the sidewalk gets constructed it would wind up on private property but we may be able to obtain a public access easement on top of it those are all voluntary none of that would be required by code I may ask Brett if he if he has an idea about that on the sidewalk I think it is it is part of our standard specification constructions that a sidewalk be put in place however there are relief valves that the public services administrator I believe can determine that it is you can waive that requirement as part of the issuance of a permit I know that has been done in cases where there other aren't for example and improve street where you have full curb and gutter and stormwater or I don't know specifically if that those have occurred where there are not an existing complete sidewalk network or not so the short of it is is that it's an expected detail but there is a release valve administrative Li if the petitioner were to seek try to limit the requirement or avoid that requirement as part of a single-family home yeah I remember it was quite the topic of conversation we're discussing medical marijuana provisioning Center at Hawkins Auto Body just that this this is an area that's kind of chronically had sidewalk emissions but to preserve that in case we're ever worried want to connect those just because it's one of the most beautiful parts of town one of the hardest to get to by foot or by bike or just how you want to enjoy it so - sounds um if I could just follow up on that previous question it's I misspoke slightly it's not that's not a waiver I grant um if if you look in Section five point two nine point nine of the UDC um the actual ordinance says in the case of a rezoning for a small one or two family residential only a dimension map is required it doesn't require an area planner site plan therefore that's why those full natural features and analysis don't occur in conjunction with that man on zoom' I can't we can't tell if you're reading or if you have just had new DC memorized I'll leave it as a mystery their discussion commissioner Gabe Randall a couple of things one in regards to the last point about the sidewalk further up to the north there was a newer home that was put in I don't know maybe ten years ago or something like that when I was just looking from a street view they put in a little sidewalk in front of it just just for their little section just as a point of reference for something along this it has similar condition the other thing I would just like to get more clear on so you're building a parking area basically for the neighbors is that true like that you're you're putting in a garage for all those people that live south of the project as well okay so Brett is there any like is that it's a little they have to connect with the sidewalk you know to all of those two and how does how does that that's not our usual so can you shed a little light on how that would function so I I don't know that I don't know I'm not familiar with the details of that particular permit that was something I'd have to follow up unless Jeff has more detail I generally regardless of the zoning district if if you were building if it's one in two family yeah let me just stop there I I in short yes if you were if you were to be building some sort of large garage or parking lot that was intended to serve multiple families that was sort of beyond the use of that individual a lot we would need to look at that from a site planning perspective that said if it's building a garage to house vehicles for a single-family home on that property that may not require the same that mean that require site plan I ensured I would just have to find out more detail about that permit and okay but to be clear I think that that permit is for a different site than this than this one okay okay so I guess a little bit of due diligence on that I think would be helpful and then Commissioner Briggs for what it's worth I will often go to the the county old aerial information to get a sense of like intact forest from long time ago because that will often give me some pretty good clues about what the existing conditions are like and when I go back in time in 1947 these two Lots were pretty much raised no trees it may be one evergreen where is just west of it up the hill and to the north it's got a bunch of old Oaks I can just tell by what they are you know so that tells me there's probably a lot more kind of young vegetation that's in that area in terms of the hillside it doesn't mean that there aren't young Oaks there and things like that but um it's probably not the same quality as what's further up because clearly in in the in this older aerial you can just see that the thing was scraped and and not not much was there so again I know we're not regulating around that but just in terms of my understanding of how that site without going out and seeing it right now you know what how it what the quality of it may be my guess is is that it's not some of the higher quality in that area based on the fact that it was stripped and that and that time because often post that time a lot of invasives come in that's a kind of a typical scenario that happens not always but a typical one mr.
