Liu or Nia would be going to special services my question is will that job be posted or with secretaries be moved around I don't have a complete answer for that we will be hiring another secretary possibly two secretaries but that all depends on our budget and some of the things that we're still waiting on answers from from our government officials the third question is the marys again and it's the same question so I don't think I need to read that the second time and let's make sure there's no other questions and that is it for agenda items so dr. Gallagher I guess to speak to the the movement of the two different grades back to the Smalley school how many new classrooms will be there in September and you know have you know have is will those accommodate the third and the sixth grade appropriately they will we built twelve classrooms over at Smalley to which out of the twelve two are going to be strictly special ed rooms small group instruction rooms again right now we only have five sixth grade classes we're going to have six next year which will lock office one floor and then you have six coming over from third grade which would accomplish the the other floor so there's plenty of room and smartly right now to handle those two grades obviously we do have to do some transfer some of the special teachers we're going to have to add some special teachers they'll probably be some full-time special teachers over at Smalling instead of splitting them up and having them in in two different buildings they'll probably be dedicated just to that building which for scheduling purposes actually helps us out having them located in one building for a full day so there's no travel time though if she's there you know there there's you know hope we're hoping that it's gonna allow us to have back the library in the music room in the art room so well those those rooms will be back as well again we've talked about this for a few months and we've got through and laid out laid out some plans it looks like that should be housed very comfortably over at Somali now as far as cuz I don't know how they handle it here but as far as transferring transferring teachers material obviously they didn't have any time like if we don't go back in this school year they have not had any time to really pack their stuff how will that be handled um mrs.
Fisher and I have had those discussions for a couple days now we're talking about scheduling times for people to come in so we get staggers to make sure that we don't have more than like one teacher in one particular building at a time packing up their classrooms and obviously we have the summer to do that plus we have the meanest people to move people from one building to another so again we'll just schedule that out like we would schedule a few things there's anything else do you provide the packing material like boxes okay oh yeah um the only one thing that the only one thing that I will say is we might have to pay the teachers $100 for the day to come in to pack their rooms but there's no furniture amusing it's just material to beat that mr. Bell the other building obviously that's being affected is Lafayette that's just gonna be 1 & 2 now is that right around and and and we're all we're OK there as far as space and I know there's upcoming possibly upcoming construction there how's that all gonna work out and Lafayette now we should be in great shape over at Lafayette right now we're still in the planning stages of you know producing plans drg is currently working on those we'll probably have those probably next spring and then we'll be probably be looking at saying okay how are we gonna do this obviously we have a ground lease for smally are we going to do a ground lease are we going to go out for a referendum like there's there's some questions we're gonna have to ask and as I said to the board before and again this made with this with this pandemic this may have changed too but I know there was talk of putting out on the ballot rod France which we would be a very good recipient of our overawed grant which would pay 65 percent or 62 percent of a building project which is which is the way I told the board a month month and a half ago would be the direction that we probably should go think if they do bring back the right grant this way the district and the community members are not fitting 100 percent of these additions they would be only putting out 38 percent okay miss Martinez yeah I had additional comments on this agenda item did you want me to share them now or when we get to those items on the agenda when we get to those items on the agenda okay mr.
Obama I think right now there's six they're six third grade classes so fourth grade there would be six I believe second grade might be seven a third grade would be seven that's am i right on that seven and second grade six it's eight in second and seven and third there you go so I was off by a classroom on each okay seeing no other questions we're going to do personnel resolutions districts in high school resolutions 5.1 resolution the superintendent recommends for approval the resolutions has outlined in personnel resolutions under district at high school which is five point two through five point eight point five point thirteen so can I get a motion motion motion mr. Fazio a second second second was mrs. Morris discussion mr. russamano learning disability teacher consultant this special is a special services position any other questions okay seeing none mr. steinorth can I get a roll call mr.
ball yes mr. Bohm yep Miz Muhsin yes as Martinez yes miss Morris yes Stevens yes miss Rosamond oh hello I make note of that now some mono 5.2 and 5.3 and 5.4 okay first one noted mr. Boehm yes Ms Muhsin miss Martha yes thank you miss Martinez yes miss Morris yes miss Stevens miss Stevens yes okay misery misery somato mr. Badal err abstain okay miss de Fazio yes okay so we're up to Section eight education resolutions middle and elementary schools resolved at the vamper Board of Education approves the resolution says outlined that education resolutions under middle and elementary schools it is eight point two through miss 7.1 I think there's nothing under point one is eight point four under seven point one okay no problem I'm moving that okay there's got under seven point one so it's eight point two through eight point four can I get a motion motion motion mr.
files here seconded seconded by mr. Bale questions comments miss Martinez yes so I I feel like last year when we moved when we announced the move of sixth grade we had a lot of backlash from parents for having made that decision without their input and then this year we're trying to move three grades without their input and I understand that this was part of our larger plan to make our buildings footprint go get smaller and that there are a lot of really good reasons for this this arrangement that we're looking into you know that will benefit the students and the teachers but I feel like if we keep making the same mistake of assuming that it's just okay to do these things without the input of parents when we've already seen once before that it means a lot to them to open here and when we saw that when we looked for their input we were able to find a way you know maybe that didn't a hundred percent satisfy community members but did get them some things that they wanted like they wanted the whole grade to be together and so that did happen and then the district on their part they wanted to be able to you know have the space that they needed for that great and we were able to so I I wonder if there's a way here at this point to also make sure that we are soliciting the opinions of the parents that these and you know even the students if possible to see what we can go you know again they might not get a hundred percent of what they want and we might not get 100 percent of what we want but I mean I just don't want us to make the same mistake over and over again well I understand your concerns and and we do our best to listen to everybody's concerns and and move things appropriately at this point in time with with a district that's growing there's some tough decisions that need to be made and you know we we've discussed this in public before and we discussed this in the committee before and and we could not really heard comments from the public like we did when we remove in sixth grade yeah well I remember if I remember correctly when we moved in sixth grade we had also shared that with the public ahead of time and it wasn't until we made the official announcement that then you know people kind of started paying attention which makes sense right we're you know we're listening to all sorts of different parts on the agenda you know maybe people are paying to other other things but once once it kind of it's verbalized like it was at today's meeting I feel like then people are like okay well you know now I have a chance to react whereas before we passively being a look at the opportunity to tool pieman laundries I guess I'm hopeful that you know we can come up to a process where we could say okay this is what's going to be on the agenda you know publicly say you know now is the time to share your opinion so that you know we can not have to backtrack later once we've already voted on on the items well again I understand what your concern is but we did talk about this in public not that long ago and we did discuss this in committees and none of these concerns were caught up at that point in time now that's around the agenda they're being brought up but we really don't have a mechanism to pull this off and then you know rehash this one more time we need to plan Friday is May 1st you know we need to plan and move forward so I understand your concerns again going forward we can take a look at trying to make sure we we publicize this even more than we did this time and and try to solicit more input mrs.
Russell mana okay can you just go through for everybody like pre-k all the way up through six because that's really where everything is who's going to be in what building class sizes what type of what what are we looking at as like maximum for each class size per grade okay have an idea yeah and that's right if I did anything wrong please jump in so pre-k will be at Lamont and those class sizes are maxed at 15 they can't go over 15 so kindergarten we keep at 19 or less in kindergarten we'll be at the annex seungri's one and two will be over at Lafayette and we want to keep those class sizes under ideally 22 but definitely 24 3 4 5 & 6 we want to keep them under 24 7 and 8 this year will be under 24 for the first time in a long time they've been up at upwards of 28 29 so they'll be down and then the high school is a little different different animal from 9 through 12 but on average I would say class sizes hover around 24 except for some electives that go up to about 30 I got it right that that answer your question is for smile yes okay any other questions No Dominic wanted me to let you all know that his internet crashed so he'll be back shortly okay no problem I was wondering who felt left us hanging here okay um Michael roll call vote please that's the ball yes mr.
bone yes ms Muhsin is awesome okay I think you're you're you're muted no it's my okay yes go yes you know you go to no no okay now got it miss Martinez yeah okay miss Morris yes miss Stevens yes misery misery ISM model yes mr. Vidal air him as not present miss DeFazio yes thank you okay we're up to section nine special service resolutions resolved the BAM report of Education approves the resolution to that line and special aid resolution 69.2 just nine point two so can I get a motion motion motion mr. file you second second second mrs. Morris questions all right seeing none mr. Steinman roll call vote please mr. ball yes mr. Boehm yeah ms Muhsin yes there's Martinez yes is Morris yes miss Stevens yes miss Rosamond oh yes mr. Vettel err i just got back what are we on 91 and 92 yeah yeah yes mr.
miss DeFazio yes thank you all right moving on to financial resolutions resolved the BAM record of Education approves the resolutions as outlined in financial resolutions 10.2 through 10.12 can I get a motion mostly motion mr. Fazio second by mr. Baum questions Mike yeah ball oh sorry ten ten point nine the the safety grant program what is that exactly that we're applying for the safety grant program is through our insurance carrier they give out safety grants every year we get roughly about thirteen thirteen to fifteen thousand dollars so we always apply for it so we can use that money for some items I think this year we're using it for cameras for the football field okay mr. russamano where all of the deficiencies corrected yes all these the filings efficiencies were corrected the trainings that were recommended we're done we have some more trainings all set for further trainings all set is going above and beyond for the summer and going into the next year as well we have a whole new filing system that Miss Ferrer put together for special services which that stuff has been completed as well you're still planning on leaving the same director in charge of the department so many issues to begin with [Music] supposed to be for staff and students we're supposed to do a survey I don't remember seeing anything for that okay it should have been attached but I will I will make sure it is attached I'm not sure why it's not there I think there was stuff for staff but I didn't see anything as far as the students okay I'm wondering like or if they're actually engaging or not they're definitely engaging we have periods of time that they're engaging to do my illness so I will get you that information I know that that stuff has been done so I will get it to you Dominic so you posted the audit on the school district on Friday the audit for what I was just the special education no that's been up there probably for a few months okay I just wanted to make sure because I didn't see that we had it on there until today no that's been up there for months okay I posted that when I read it at the board meeting okay I probably wasn't at that board meeting then okay any other questions okay seeing none mr.
Steinman roll call vote mr. ball yes mr. Boehm yes is Muslim okay where's Martinez like to vote no and yes and yes everything else Martinez 10.3 you have a no vote and what else did you say everything else is a yes but on ten point three no uncle one and yes uncle to know on goal one yes on goal - okay noted uh is Morris yes miss Stevens yes miss Rosamond Oh noted mr. Volare yeah I'm a staining from 10.3 mayor one but yes everything else but Allah stain from 10.3 mayor 1 and then yes to married to and everything else or more and yes on the rest okay miss DeFazio yes thank you okay we are up to other matters to come before the board and new business um I just want to let the board know that as far as the evaluation we're gonna make sure you guys get that out once that's done that will produce the five goals for the district going forward that's usually where that we kind of springboard and at some point between now in the end of the year we will also talk about merit goals for next year so those are two separate things because I know some people were getting confused between those two the one comes out of the superintendent evaluation and the other one we have to then decide as a board what kind of merit goals that we would want to set so you know keep that in mind think about it and we'll discuss it shortly I guess any other new business do we have any update on if any schools are gonna be open at all or like are expecting that or do we not have any idea no idea the we're constantly getting mixed messages so one second is there's a possibility the next second is doesn't look like it's gonna happen so I would just sit tight and and hold out you told the governor actually says something around May 15 mr.
Bailey and then graduate yeah graduation what are we doing well we were talking about doing a drive-by graduation instead of a virtual graduation they give people the opportunity at least stand up on a stage get a few pictures hand out at the Blom and things like that there is a very big push in the county to at a number of agencies to disapprove of that and not to allow that to happen some of the bigger schools just don't want to do any any sort of drive-by type of graduation in that manner so they've reached out to prosecutor Robinson and the Health Department and so on and so forth about you know no drive-by graduations on their their plinth there's a number of schools in the county that are planning virtual graduations we have the plan for a virtual we were really planning for a drive-by you know that that was where we were going we really wanted to have the stager and so it stays on the front lawn of the high school we were working with the police department already setting up some protocols for a drive-by I mean obviously we might be out there all day to do this but you know it's our seniors it's it's a once-in-a-lifetime thing to what Krusty's get your diploma get pictures and things like that so we really wanted to to at least try and have something for them that would be somewhat memorable for them for graduation at this point in time just knowing what's going on we're probably gonna have to look at some sort of virtual graduation just in case we're in that back in session obviously our main hope is that come June we're back in session we have our problem we have our graduation but I just not real sure that that's that's possible Mike I know you had a question first so I'm gonna go to Mike then I'm gonna go to Camilla so Mike yeah I had read and I don't know just a good backup dominus question does the governor have to update what he's decided every 15 days so that would be coming up I believe somewhere around May first cuz I think his last one was around April 15th his last update on school closings um well today he said everything's in kink is closed indefinitely I mean when he was asked specifically about schools he said that he would not make that decision or make any announcements until May 15 oh great although if he made the announcement Oh sorry sorry that's okay no if you made the announcement May 15th we wouldn't be able to just go back on the 18th no we would still need we would still need some time to prepare and even if he wanted us to go back on the 18th he would have to tell us in advance so we can't repair for the opening so you may say on the 15th yeah we're gonna open June 1st or May 30th or whatever that is because we need time to prepare I mean we got it you know what is it opening going to look like for us is there gonna be mass temperature checks at the doors kids come in everybody wearing a mask are we going a half-day because if you're wearing a mask you can't obviously eating school there's gotta take your mask off in school you know we got if we got to build some some confidence not only in our staff but also in the public they send their kids to school and have our staff to school on then you have then you have the other the other issues of if we're open is everybody else open because our staffs not coming to work if their kids aren't going to school and yeah it's just the domino effect then it just keeps going and going and going so again there has to be some discussion it can't be like re next you know on Friday Monday you're opening it's not gonna work we need some more time to plan those things out on the Stephens back to the topic of graduation are any districts considering doing like a September graduation just doing them one late we have been advised by the Department of Education to be very cautious about doing anything ever student is officially officially graduated which be the last day of school they're no longer your students so we've been cautioned not to do anything like that so our our main focus has been really to focus on doing something special this year on June 14th or whatever date graduation was supposed to be the 16th and you know do something special and memorable for them at that point in time again fingers crossed toes crossed everything crossed that maybe we can be back in and have a normal graduation but too hard to say at this moment I'm miss Nevada lair from what I read the NJEA said that it's a no for drive-bys and that's why no one is going to do it is what I read and was sold by someone in the Union again I don't I don't know why the Union would be involved in or drive by graduation I don't know again this is about kids and trying to give them an experience trying to make something memorable for them but like I said I know there is a push not to do drive-by graduation so again I'm not a huge fan of virtual graduations and things like that but we'll do what we have to do and we'll do it the best of our ability to make it special for our students mr.
Bohm each graders also like a graduation thinking something for them I'm not as concerns with 8th graders because they're still RC still haven't been high school and they'll still have you know doctor high school graduation eighth grade graduation again not sure it will do something virtually or if we'll be back and have something in person we'll have to wait and see how that works out miss Stevens okay mr. Samana I don't have a solid answer on that I know dr. Stein firm has been working on that with Kerber transportation or tours or whatever it is yeah it's gonna be a sticky one I know that there's some other schools that lost their deposits and lost their money when they canceled so I know he's working very hard with them we're nowhere near that date for that trip yet anyway but I know having a discussion with him today that hopefully we'll have something understood that by the end of the week miss Munson I just I feel for the seniors but I just want to make it known thrive by anything is a bad idea and I don't support it I feel for them but it's it's not safe okay any other questions on your new business okay we're going to open to the public for discussion searching computers here we have two both our firm mrs.
o Reilly the first one was went on to board Doc's cannot view the BOE meeting from April 20th I also cannot see the PowerPoint from the meeting how can I be those I did email her she was able to see both of those this afternoon and then her second one was the was a comment regarding the auto part equality for the equal 12 to 2020 board meeting on YouTube channels very poor is there a way for the public can read a transcript of that meeting since we were unable to hear the meeting unfortunately we did not do transcriptions of meeting so we cannot provide that and that is the only two comments there and we are up to we do not have an executive session so we are up to 15 approval of HIV cases high school resolve the bamberg Board of Education the approval of resolutions does that one in the approval of HIV cases under high school so we have 15.2 can I get a motion motion motion mr.
Fazio a second second second mr. Bale mr. Steinmetz roll call vote please mr. wall yes mr. Dylan gentle core you the story of the caramel for the past three years I've been a story of wheat and greed highlighting the passion and commitment of the city staff to our intelligent knowledge thirsty and hard-working student body my name is Maurice achieving and I'm the head coach of the caramel debate team in the fall of 2017 a group of five students approached me and asked me whether I would be willing to coach to comment rate him after several other teachers they are talked to where I'm able to give them a satisfactory response seeing the desperation of the faces knowing that I was to be a teacher myself and someone was truly passionate about debate there was no way for me to escape the new responsibility that was being laid upon me but it was clear that as a full-time English teacher I couldn't do it alone so I am enlisted the support of a bright passionate dedicated new English teacher who was resolute to make a difference in a career he had just started coach gentle core we both graciously accepted the responsibility give up the little free time we have for grading as well as our valuable time with our families on weekends in exchange for a modest stipend but tons of fun we were ready to travel every Saturday to live our homes at the wee hours of the day only to return home sometimes just an hour or two before the new day started we set goals and procedures of the club with the collaboration of our tremendous officers these officers are the backbone of the Carmel debate club as their work tirelessly and selflessly to motivate every student who sign up for the club and give them the best so they could eventually join the ranks of the best debaters in Indiana in the u.s.
Gifford who has some exciting news and introduction to share with us so without further ado that got back to different if you don't mind sure thank you so tonight we are welcoming a person that we've chosen as our director of music as you know mr. Kingsland is retiring after many many years wonderful service to the district and we had a interview committee that interviewed a number of candidates and then sent three candidates forward to a final interview and we chose a person who I think some of you might be familiar with I know mr. Nunes is Ian Flint who is here I know he's gonna pop on to introduce himself and talk about himself but we loved his interview we loved the fact that he has worked for the Dartmouth public schools in prior years and that I think I shared with the committee that the first thing that he said to me during my interview with him was that he had his vision set on assuming mr.
group oh I don't have any questions at the moment okay great so then I guess we'll move on to agenda number two or I guess three which is a discussion of the 2019-20 budget and future 2021 considerations I guess mr. solo mr. Massie ah no I'll leave it to you yeah thank you at this point I'm going to present it screen and walk everybody through a quick slideshow and certainly you know plenty of time to ask questions at the end can everybody see that okay yes yes Thanks so again if you'd like on the bottom right-hand side if you click the three dots and you have screen sharing settings there are screen settings you can select spotlight in the it will enlarge the PowerPoint for the folks that are participating in the music in the meeting so this is an overview of our finances obviously the co vid pandemic has certainly shifted what we're doing and I wanted to provide a little bit of a historical context as we've talked a little bit about before for centuries we've been brick-and-mortar face-to-face instruction and for really the last six weeks we've absolutely changed all of that and it was really we were away from instruction for two days so we really turned quickly around to provide adequate technology to all of our students and staff who needed it and the families we have had a devise and instructional framework or frameworks to adequately provide remote learning for all of our students and we're continuing to evolve evolve in those areas certainly a lot of professional development navigating the legal and privacy considerations as well and and certainly address the anxiety that comes along with engaging in remote learning for all parties involved so and that's a monumental shift over the course of six weeks and while we're not perfect they think we've done pretty well I wanted to give this context as well because as we talk about finances I just wanted to you know we share that organizationally we are very lean in what we do we are beyond efficient to be you know third from the bottom in the dirt in terms of our per pupil spending so what you see there is total budget and the first column after the district name the second column is total number of students and the third column is amount spent per pupil so you know we're pretty efficient organization if that's where we are in spending and we're fifth overall in Connecticut in terms of our three through 8's back performance so we're getting a lot of bang for the buck future orientation is we start to think about the rest of this year in the beginning of next year there are two key there's like a fork in the road if you will and the one consideration is we provide for return to in-person schooling this August if not I don't think that's a great likelihood that we return sooner than August it's a possibility and that that'll be part of the conversation tonight so what would school look like in August I think we can assume that there will be efforts made for social distancing or protections ppes at the school setting if possible I that would not be shocked to see that that we're gonna have to revisit general and high-traffic sanitation relative to our past practices and the instructional design to support assessment and remediation so you know our students have missed you know some significant schooling if we're out through the remainder of the year there's certainly not the same depth and breadth that maybe that would be in place if we were in school and then the therapeutic supports to support some students that may struggle very much with that transition after being out of school for several you know almost half a year really March to August five months so considerations if we are to continue remote learning this August so I know nobody and I sure as heck don't want to even it pains me to say it but if we're doing remote learning again in the fall there will certainly be implications from a financial and logistical perspective to that so the fiscal considerations as we enter into tonight's conversation our board budget for next year is a 2.15 roughly million dollar increase over this year's budget there has been a projected a slight revenue increase for 2021 and in light of all this the board has been asked to consider any possible reductions that were retained and overall flat mill rate for Cheshire in 2021 so given the increase in revenue we don't have to go 0 we don't have to cut one point or two point one five million but if we were to accomplish a flat mill rate what would be expected of the board be roughly a 1.8 million dollar reduction in our budget to achieve a flat mill rate and this is accomplished through a combination of 1920 savings which we could carry in the carryover account address address some of that 1.8 million as well as potential 2021 reductions I want to just be clear that a conversation that we had had is a you know mr.
