Kylie has registered you for an online version of the budget revision from our County Superintendent of Schools along with school services and capital advisors I believe and then finally I know I had notified the board of this but I publicly want to talk a little bit about the Junior Air Force Junior ROTC at Apple Valley High School we were notified by Colonel T Stephen T Sanders the director of the Air Force Junior ROTC that he recommended and received approval to deactivate our J or J ROTC program at Apple Valley High School at the end of the school year that was not our desire we wanted to move forward with continuing the program the program has been held in steam and has been very highly effective in preparing our students for their futures whether those futures be in our unit United States military the participants in our program have received countless awards and scholarships throughout the years and we're honored we were honored to have the program and our heart broken to receive the news of its closure many people don't understand the process of a program like this but the decision to deactivate was not based on the performance of the unit and had nothing to do with Apple Valley High School or their leadership nor the students the decision to deactivate was exclusively based on the ability of the Air Force to recommend candidates for employment in to our instructor vacancy which many of you don't realize what has been a vacancy since last we've had it posted since last March March of 2019 so we've already exceeded one year of it being posted with the anticipation of a retiree in June of 2019 they stated the the Air Force stated that they have no viable candidates to recommend for the vacant position we do have a plan moving forward where we are collaborating with a ae our independent charter to support the current juniors to finish out their senior year as well as a possibility of taking our current sophomores and finishing out their time in ROTC we will work on an MoU with a a e to D dot both principles of impending collaboration to deal with the master schedule and get these kids taken care of so I just wanted to update you there was a press release yesterday regarding that and I think sometimes people don't really have the broader understanding of how things operate and in that they you know it's our program why can't we keep it open we can't just keep it open because they have deactivated it so I just want to commend the team for trying to get somebody in and then finally I want to appreciate I know tonight you're taking resolutions for teacher appreciation and classified appreciation this pandemic has shown what a team we have people stepping up in categories and offering to help on a regular basis even though it's not their job they're calling can I serve food can I come and pass out packets to students everybody has been willing and very supportive and I just have to commend the team out there that continues to teach from a distance they're doing an amazing job the administrators are holding zoo meetings on a regular basis with their staffs and we really appreciate everybody so I didn't want it and without that I think it's a good I'm so kinda you have worried about what Lisa Lam that we allow our students to comply with to finish the program but but for future we should still try to work with them we continue a joint program because these are apple virus to many of our students because I think therefore our CC ROTC is very effective I myself was in ROTC that's what's got drafted in 1969 Vietnam you know just for 17 of the goal but it makes a big difference on a discipline for these kids so I think we should support it thank you Thank You mr.
Elementary and Middle School budgets uh we we asked the principals to maintain a flat budget from uh the previous year and they were able to accomplish that so there's no increase to their budgets even though they're very small budgets um the um still were able to contain costs there operations of Transportation down a little bit but for the most part flat as well clubs and activities is up a little bit twenty seven thousand however we did if you remember increase the participation um fee so really that increase on the um appropriation side is um really been minimized because we've increased the revenue side to offset that so when you look at it we're the additional expenses being covered by the additional Revenue that we're generating on the fees uh then when you get down two more lines down to capital projects um La this current year we didn't have uh any money that we we took out of capital reserve to put towards projects this year we're putting 671 500 dollars uh towards uh some projects that we need to get done in the district which includes the uh Marlton middle school fire alarm system a partial uh roof repair at Jagger and a partial repair at the admin building um so they're the the main uh projects that we're going to work on this summer uh again we get to the next line the special uh special revenues um the the grant funding again it's at 80 percent um and then the last line is The Debt Service which is up a tad but that's basically that's what's left on our payment how it worked out and again once uh the 2020 2021 budget is done uh will be debt free next slide please thank you okay so some tax let me facts and um again the uh the general fund tax levy plus all the allowable adjustments for enrollment and health care costs and Bank cap um we we raised our um tax levy uh 3.54 percent which is the allowable amount that we could uh increase our um our tax levy for the 2021 budget as you know in the past we've talked about how the um tax rate is calculated and and uh it's calculated on a split year method which means that the taxes are billed on a calendar basis but our budget is on a fiscal basis to uh July 1 to June 30th so the tax bill for the um calendar year contains half of the 1920 budget and then half of the 2021 budget the tax rate is a function of the general fund tax levy Debt Service fund tax levy um the assessed evaluation of the taxable property which is known as rateables in the town and the uh as I stated earlier the general fund tax levy has not changed uh since the tenant of budget presentation in March um writables increase this year um and the average home was assessed at 271 600 the proposed tax levy increase is .0047 cents which is approximately a half of any the annual increase per the average assessed home uh this year was 12.74 cents for the year next slide please okay the uh tax levy uh calculation so when we're talking about a split year um we're taking the um second half of last year's budget the 20 uh 2019-20 budget and the first half of the 2021 budget which makes up to 20 uh 20 calendar year um so we're looking at the tax levy from the um of last year or 60 million 196.
Rex how I know I understand you know when there are students that we can't contact how do we contact the uncontacted tenacity we keep we keep reaching out we had a student that was in Mexico that we literally couldn't contact but we started connecting through Facebook messaging and eventually we found the kid was still there and they found a way we we do not stop looking for kids we will continue to look for kids some people have literally fell off the grid they have circled the wagons and their family and they they are not open at this time to what we have but we are not going we just keep reaching out we're documenting every time in every way that we are trying to connect with our students and I understand from your report that there are some families that have refused some of the TEL education services can you explain why they were refused but what's the why would they refuse them um do you know there's a lot of there's a lot of reasons you have families that have multiple children and so they don't feel that they can they can do it remotely you have families that are in crisis and you have families who are trying to find babysitters and working and so school is a secondary to them at this point in time and so that's why we try to keep circling back because we're hoping as as we move through this that at some point they're gonna be like yeah okay things are starting to get somewhat more manageable I do need help for my kid and so we're just documenting and we're gonna have to just keep circling back I tell you what there's some tenacious teachers out there that just aren't giving up and I'm very proud to say that thank you and I learn I see Lin is waving I will cede the floor to you and they'll ask my two follow-up questions okay and this is just a comment to kind of support what's going on we're seeing the same thing in the public schools there are students who are choosing not to receive services there are students that we can't find this is very reflective of what what I've seen through the public school as well thank you thank you in in terms of our we do is there a centralized effort to record our our collective learning for this experience I know that we've looked at it's an agency the TEL education while pilot programs we wanted to develop that more we've kind of been forced to wait thing do we have some kind of centralized effort to figure out what's working right now in the last couple of months and and develop that further so that we can have some sort of name to tell education service later where and we could deploy that where it makes sense it's not going to be I would see what we in the last two months but I want to make sure that we that we can at least learn something and have some value from this from this exercise you know I prize should have put that in my my schpeel my speech because I agree a hundred percent we had people that avoided and said it absolutely cannot work when we were doing our pilot and our remote learning with director Michelle Lucci and her team and now we have multiple groups zooming and reaching out and teachers are finding ways because soon as they were denied their kids they got super creative this is something that will not go away it cannot go away because it is giving us the opportunity to serve everyone it doesn't work all that great in some formats I know that like speech-language pathologists and certain areas are it's it's not necessarily working but for the most part we are definitely finding ways to offer instructional learning opportunities great I want to be sure that we're that we're writing this down yeah oh I'm sorry we do meet and we are evolving I know at first we were just doing zoom and then through IT who shout-out to IT because I tell you we wouldn't be able to do half the things that we're doing without the IT team but they have been searching and they're always trying to stay one step ahead a teacher I'll say this doesn't work how do I reach a parent this way and they are practicing along the way we're doing Google Hangouts now along with zoom we found that that was working better for some people's the way they were receiving their instructions so it's a quick learning curve as you said but it's not going away we're definitely focusing on our future and this is part of our future okay great I see that Linda and Shelly both have their cameras on and I'm gonna go to Linda first and then to Shelly so Linda you will have the floor painting here David at first we were apprehensive and then we were kind of forced we had no choice due to this emergency crisis and you took a step forward and you were innovative and you just did what you can and typically there's a lot of energy with fear and anxiety and you just had to set that aside and do what's best for the students you have to do what's necessary so for those students it's very important for deaf and hard of hearing students to have access to their peers especially because they don't have many don't have communication access at home and when we're considering the children who are birth to five and the early learning program are the parents taking the time to learn the sign when the students they go to school they're there all day they're in a language rich environment and then they're coming home in the evenings and on the weekends now they're fully in that environment with limited to no communication access so I'm sure when they see their peers they're very excited and that's powerful that really shows that those students need that human connection and I know it all has to do with language and ASL so I'm just curious about the future now that you've collected the data and we've had time to look at it and we're thinking about when is it the right time to do this distance learning and when is it not appropriate so we'll have to do a lot of consideration and research and we have a great team a wonderful superintendent I'm thrilled to hear more about that and hopefully this remote learning will not be our new normal thank you for letting me speak absolutely this is something that we were forced into like you said but in the birth to three they've managed to get grants and they passed out I think a hundred tablets with data plans and they are going to our families on the Navajo Nation and we also have our deaf mentors that are working with our birth to five so although it's not ideal it is it is it is not going away and we're going to keep pushing forward and trying to find better ways to serve kids and families thank you dr.
Siegel talks about that these first 3 s's really help strengthen the Sept of secure attachment and it also helps us provide a roadmap for when we do good enough right we're not asked we're not looking for perfection we're looking for presents we're doing the best we can with what we've got and we know that there are going to be ruptures we know that we're going to struggle we know we're going to have opportunities to repair with our kids that's the beauty of relationships and I think that every repair we make helps helps that strengthen so secure so some things to sort of boost the security is being present for things that matter again my the taste testing of the of the mud soup being present when for the tenth time and when afternoon I might want to do something else that really helps in those moments these days are looking very different from us than regular days we're not going to sporting events we're not going to school events we're not doing other things so finding ways to be present in things that matter for our kids connecting with them and on in non-distracted ways again right now and sherry is going to talk more about this in a few minutes this is really hard our lives are becoming virtual or were connected in ways that can that were plugged in a lot of times so finding a few minutes every day to be unplugged together really increases the again this concept of repairing in times that have been tough in in being confident enough that saying that you've made a mistake or that you're unsure about something can really help strengthen that your relationship creating rituals and sherry is going to talk a little bit a little bit more about about that so these four s's I feel like have such an important place as we're navigating our way through these anxious uncertain times when we don't have answers as to when we're going to be back together in school or with our families or when it's going to be safe enough to do things that we used to do when we don't have these answers these these are some tools that hopefully can help you maintain that that can now and respond to things that might be popping up in your children and in yourself so with that I'm gonna turn it back to sherry that was awesome so I'm gonna talk about what Karen and I are calling the fifth s and I'm with that structure and I'm actually gonna start by telling you an anecdote of my own house so when we came home on March 13th and we thought we were gonna be out for two weeks I'm a person who lives by a calendar I'm I'm very time management my daughter who's gonna be 12 very shortly is very much like me and I made two very clear daily schedules for both of my children by Tuesday of the first week my daughter was living by the schedule 8 o'clock gonna do reading 9 o'clock go outside it worked by about noon on Tuesday my 17 year olds was like this does not work for me mom it's not working I can't do this please don't make me ever follow your crazy schedule again so that sort of paused me it kind of made me stop because I thought wow everybody needs structure and then I realized that the structure he needed was not exactly the structure that I thought he needed or that I needed so s is our fifth s is structure and I think that the key part about what we're gonna say about structure is it needs to be flexible and what the structure even within your own house it may need to be a little different for every person and and that's okay it's really important that you stop and have those conversations so we've all heard the phrase we're all living through the same storm but we're all in different boats and I think that's true for every family in every house and somewhat very much also true for every person within that family in house there's a great article that has really guided I'm sure many of you have seen it maybe not I'll talk about it that has guided a lot of counselors who are doing distance learning counseling and it's called that your job is to arrive article and in the article a man who travels regularly for work and will get on an airplane and work on his laptop for hours was traveling home with his family at a young infant child and was a rough plane ride if anybody's traveled with a young child they know what those can be like and he walked into work the next day and said to a colleague I'm really sorry I didn't get anything done on the plane ride home and the colleague said to him you're a parent of a young child right now your job is to arrive that's your goal your goal your end goal is to arrive and you arrived you arrived safely you all a ride in one piece and it's okay and the article related to the pandemic and it said that all of us youth children teachers parents guardians anybody every every citizen our goal is to arrive at the end of this pandemic however we can and it's not to be perfect it's not to do every Pinterest craft that we all think we're gonna do it's not to you know if we can do those great but it's okay our job is to arrive I have a very good friend who has five children under the age of nine she is always has been in my opinion a supermom she's amazing and about three weeks ago she just called me and said my daughter my daughter handed in a paper that had a coffee stain on it and she took a picture of it and I was so embarrassed and I said we have to be willing to realize that right now good enough is enough and and we have to it's really hard especially for parents to accept sometimes that good enough is enough and I've had to stop myself several times as a parent with my own children and be like this is this is good enough good enough is the best right now and and that's what we're living through I think one suggestion that we have for you is and Karen alluded to a little bit if you would ask people ten weeks ago we were living on screens ten weeks ago and we thought screen time was huge and it was being overused and there was way too much screen time and I think if you ask somebody now we'd be like happy with the screen time that we were using ten weeks ago because literally life is happening by a screen school is happening by a screen work is happening by a screen sometimes parents who are trying to work or putting a two-year-old to watch a movie screen time is huge right now so I we really feel like it's important for just a very short time every day whether it be as a family or individually unplug unplug for at least 10 minutes a day connect check in and be willing to be vulnerable with your children I found that we had a huge breakthrough in my house when about a week into it my husband and I said oh my god this is so hard we're losing it and my teenage son was like what and we were like yeah this is really hard it's the hardest thing we've ever done we can't manage this this feels really hard and he was like wow you guys were making dinner and doing laundry and making mom's crazy schedules and all of those things and he said I didn't realize this was hard for you I thought it was only hard for me so I think sometimes allowing yourself to be vulnerable and I'm not saying put your problems on your children that is certainly not where we would recommend at all but to say to them this is hard or I'm having a hard time or I could use some help with this can someone help me sometimes allows them to feel a little more open and be able to verbalize their own feelings a little more than they have been able to in the past we also suggest that you find ways to let them help whether that be you know they're helping to cook dinner or they're helping to load the dishwasher or set the table or they're doing something simple as this was a neighbor and it was fabulous about four days ago this paper airplane came flying in our yard and I was like what is that and the neighbor confessed to me that she had to do work and just gave her daughter a task and told her daughter to make paper airplanes and send them in all the neighbors yards to let them know they were thinking of us and it was a very simple easy way for her to feel like she helped and when we all stood there and received the paper airplanes she just was like I made a difference and she's a little bit and it was really exciting so children need to feel like they are helpful and they have a place especially teenagers teenagers can help with sixth grade math that I'm not doing so well with teenagers can help with lots of those things but it's important to be vulnerable it's important to let them know and it's important that we all arrived and just arrived at the end of this and I have lots more that I could say but we really want to allow time for questions so I'm gonna turn it back to the bat and that might take over great thank you so much and thank you for the great advice and and the tips that I know many families are looking for in this time so you know for those of you who are on on the live stream you certainly can type in questions a couple parents had emailed me questions parents guardians of email me questions beforehand because they weren't able to make it so I think maybe I'll start with one of those and that may in general people so this one said my child continues to express worry about their health and the health of our family what can I do to help them with that concern mm-hmm Karen yeah yeah yeah so um I feel like I've heard this a lot from from parents and what I would say going back to the 4s is is I would be curious and present asking them questions about maybe where that's coming from invalidate those concerns that kids have you're really worried about about whoever in the family you're really worried about these things tell me more about that and I think being honest about we don't have answers as to things like vaccines or things like when like I said we're going to be able to be together with those people but sitting with that uncertainty is really a powerful way to help maintain presence and help kids understand that you're listening so I think a lot of the a lot of these questions aren't going to have answers and the important the important thing is that you're asking more about what that's like for them would tell me more about your worries I want to hear that I want to understand that a little bit more sitting with them taking that time to be present and not brushing it off everything's gonna be fine we're gonna figure it out saying things like I had a parent the other day talking about this because someone in their family is ill and she felt like she did wanna burden the kid don't worry about it we'll we'll handle it and then relay you know what I really you were really worried about that I need to to sit with you and talk through those worries and she went back did that repair and I think feels like the kid is much more comfortable asking more questions they also I think depending on the ages this was an upper elementary age kid they did some research some age-appropriate research to get some questions answered and those kind of things were really helpful for the child yeah and if I could piggyback off a Karen the other thing that I think is really important for them to hear and I had a similar situation with a student a mother who was asking me about her younger child one thing that's really important for them to hear is I don't have all the answers but we're in this together and I'm gonna do my best to ensure your safety and we'll work together to to try to figure that out I think that they need to hear that I'm there for you well thank you another question that came in to me by email was my child is very concerned about you know actually multiple ones of these but some version of it is about being ready for the next grade level some at the K to 8 level it's often framed as in next grade level at the high school level the ones that have gotten have been very much about thinking how it's going to affect their postgraduate plans and I'm you know sherry smiling because I think she's living that right now from what I understood so just thinking about the anxiety that students are having because they're thinking forward to fall and then maybe beyond and and how to manage that so what one thing I've been reassuring my high school students and my high school student that I'm living with who will be as a rising senior is that this is an uncertain time and in terms of post graduate plans colleges this is uncertain for them to and they are working as hard as we are to make to ensure that students will be on track and with whatever they need in terms of being ready for the next year and I've heard this from high schoolers and from elementary school parents what I say is that we're all aware of it there is gonna have to be some there's gonna have to be backtracking this is not going to be a we're gonna start September and start multiplication in third grade because we still need to finish a little bit of you know what was missed and teachers know that and I so trust the educators in our district and in the world what a great time is teacher appreciation week so I'm so glad I could say that I so trust the educators that when we go back to school however that looks their first priority is gonna be how are you and are you okay and their next priority is gonna be okay where are you at and what do we need to do to try to recover from whatever gaps were lost I've reassured every student that I've talked to at the high school that the teachers are aware there is going to be no complete concede notion that they're ready to start calculus without having finished precalculus and that it's something we're all working on and that's a hard thing to explain to them but I do think that reassurance of you're right it's scary and it's scary for the teachers too but we're all in this we're gonna work it's on our mind and we're gonna make sure it's happening for you so I saw a couple other questions come in here's one how do I help my children with the trauma and loss and worried that they don't necessarily express what I do I just wait till it comes up yeah I did try to look so I this is such a great question and I think that parent as adults we are often keyed into what we think might were worried about what we might be worried about later right or we think are you gonna have these reactions I think what I've said to families is finding non stressful times to bring up some of these topics and to see things like you know what I'm I'm wondering if there's anything you want to talk about this is a really uncertain confusing time and I know that a lot of kids your age are feeling sad or scared or worried and sometimes that means they might stay in their room all day or sometimes that might mean they think that everything's cool I'm wondering if you've had any of those experiences or have you had any of those feelings so I would be curious about about this with them and I would try to bring this up at a time that is not stressful just to engage a conversation and one of the ways I like to do that as I was just saying is saying to kids a lot of kids a lot of people have type of symptoms I wonder if any of those things are true for you can you tell me about what this is like for you so getting their perspective before we sort of decide what we think it might be and I think this is a little bit related to the question that we got from a lot of parents about my kids doing okay should I be worried I'm having this traumatic response that they're not sharing with me so into that I would say we are in a passage right we are in the middle of this we don't eat we don't know the endpoint we don't know what's gonna happen so although we've got is the good data we know as parents as to what our kid typically does and we also know the things that happen for them in times of distress so we're gonna use that knowledge and we're gonna lean on our relationships using those four s's and other tools to sort of continue to ask our kids questions and and have those conversations with them can I just add one piece yeah but I I wish I had said before and I forgot I apologize we often we know the studies have shown that especially from about the age of 10 up pre-adolescence adolescents that sometimes looking people in the eye and talking to them is really hard right so we've all heard the old adage of take a car ride and have them sit next to you because if they don't have to look at you they don't it's easier sometimes to express their feelings and I actually have suggested to a few parents instead of a car talk I've suggested right now what I call a walk talk because if you're walking next to each other and you're focusing on walking and they still don't have to make that direct eye contact I know eye contact is really important and it's really great but for adolescence 10 to 18 that's really hard to do sometimes so sometimes that walked I found with my two children when I see either of them getting really stressed during this time I'll be like I'm gonna go for a walk you want to come with me and they say no and I sort of coerce them and by the end of the walk you know we've gotten to some of the heart of what's going on so I love what Karen said and I love the questions but especially if you're working with that age group think about that car talk walk talk model if they're not looking at you directly in the eye when you're sitting on their bed trying to have that conversation that's the West Wing right that yeah a guard dog laying in the walk and talks yeah all right the next question we have and I know this is one that I'm hearing for many days and I know you addressed it a bit in the in the earlier segment but I think it's worth maybe looking in more acutely and having four children sit in front of computers all day is seriously disheartening and I would include that many of us as adults who are also sitting in front of computers along with their children knowing that they're grieving the loss is worrying about being on track so any thought you have in terms of supporting families with that very real concern it is disheartening it's hard and I think validating that it's disheartening I agree with you Lynne um I always try to wish my students happy birthday and I've had to do it by email and I feel like I'm missing out like by giving them that actual in person so I it is disheartening I understand and they are grieving losses and I think that right now those are all real feelings and they are they should they are allowed to have them we need to validate them as Karen said but I would I think reassurance is as important of especially about the being on track because I know I'm hearing that every day from the high schoolers I'm so worried I'm gonna be behind next year the reassurance as as hard as it is for them to hear and just continually reassuring because at some point that continual reassurance will be like oh okay they've said this every day and my teachers are saying it and my guidance counselor's saying it and my parents are saying it at some point that reassurance will start but it is the loss and I think they are grieving and I think we're all grieving the loss I just it's hard to say there's really no answer for that yeah I think oh I'm sorry if I was gonna jump in I just think in terms of the computer piece to just trying to find ways that our scheduled breaks to be outside they may I know it's supposedly gonna snow tonight and live in New England and it's May and but at some point and we had a lot of this last weekend it some days this week like this morning and today just making sure that as a family you can get outside and what activity looks like it could be taking a walk it could be playing a game I think it's really important it's when you're inside and the screens are everywhere even if you're saying okay we're gonna take a screen blank at least in my family it's hard to actually do that for me as well as my kids and other family members who live with us who are with us so you know I do think having routines around that it's just a little easier to enforce the no screen I find it's it's easier to to actually implement a no screens piece when we're outside versus in the house but saying there's not screen today it just there for my family anyway that just say that that works much better yeah and I would just say um you know um you know I'm a school therapist but I I want to say that you as parents trust yourself to know best that were we support you as the school folks we want you to be and we want the kids to be engaged in work we want them to participate in the Google needs if that is meaningful for them but trust your gut as a parent if it's too much on one given day we support you in that because your health and well-being as a family and how you navigate these things over time is much more important than that one day getting that piece done and if you're struggling with that reach out to the counselor for your school or your teacher and I guarantee you're gonna be met with a very warm curious response about how to make make this work for you for you I can take some of this one how do you have structure for example if English class met every day at zum at 10:00 a.m.
bender that's alright me go ahead and do that good mr. Rowley any comments okay of course I'll comment I had the pleasure of writing along with the district's personnel and staff in in our district to celebrate the the nutrition it was a real fun experience to to ride along and go from school site to school site and just to see the joys in their faces when you dropped off the shirts I think it was shirts I thought well I should have got I should have picked out one shirt from them and wear it in in solidarity but I have to say though that our teachers are working extremely hard when it comes to this distant learning because they are using a model that wasn't part of their training and they're doing such a fabulous job of reaching out to their students and having those contacts with the children and the families I hear quite a bit from the families who who who cannot believe the extent of preparation that our teachers put out in order to reach the audience I have to say thank you to the teachers and to the classified staff for everything they do thank you mrs.
did that service and then the uh tax labview of the 62 through 26 for the current year The Debt Service so we we take half of each of the totals um which gives us the 2020 portion half so you take that the half the 30 the the 61 gives you the 30.7 uh half of the 63.6 gives you the 31.8 which gives you a total in the last column of 62 million five hundred sixty nine thousand three hundred and six dollars um and then the rateables for the year like I said we're up uh over last year and that number is there 5 billion and uh change so um the current tax rate um the 2020 rate is 1.1838 last year's rate is 1.1791 so the increase is .0047 so then on the assessed uh home of 271 600 the proposed average uh household increase would be 12.74 cents and then just a couple of numbers at the bottom uh one cent uh on the uh for the taxpayer uh would be 27.16 and one cent on the tax rate in terms of budget dollars is one million fifty Seven dollars or fifty seven thousand one hundred and eight dollars uh next slide please so just I guess is the one of the important slides because everybody is what does all that mean to to me as a taxpayer so if you look at the First Column that's assess the valuations the yellow bar that goes across the slide is the average home assess so if you're on the average then if you go all the way to the right it's 12.74 that your taxes are going to go up if your house is worth less then obviously you would go across the columns uh the rows that match up with that amount or if your house is assessed at a greater number than the average then you would find the closest number that matches up to your assessed value and then you will go across the uh row and and see what your uh total tax increase will be for the year next slide please so that's basically the end of my presentation and I'll turn the meeting back over to Mr physicara thank you Mr shunty uh Mr Ashanti before we go any further I want to let you know uh that Miss Fleming arrived at the meeting at 7 10 p.m okay thank you I will note that in the thank you uh thank you anytime miss Fleming um at this point in time um you know we will do board and public comments but we're gonna go with uh with board comments first any questions or comments that the board may have uh this you know be a good time to uh ask or or relay those comments when we're finished that then I'm going to open up for uh public I'm gonna open up for a public discussion on this agenda item which is the only agenda item for tonight um so at this at this point in time I uh any I'm gonna stop sharing this I don't think there's a need for me to keep this up any longer uh there you all are okay uh at this point in time does anybody on the board of ed have any questions or comments that they'd like to relax Miss Fleming for putting together and I'm sure working very hard to get the budget where it is and because of all the cuts we've had and 12.74 cents I think is very nice I think most of our taxpayers would be happy about that and so thank you again uh to everybody I do have one question though um what seems to be since the special education budget seems to be getting a higher is that because of service costs or we have more students um It's a combination of both things um okay you know obviously costs go up every year and right I think those uh increases are are greater than some of the other uh increases in our budget as far as percentage-wise yes um I without actually counting the number of students I I think we may have more out of District placements in next year's budget at the start than what we had in the uh current budget this year thank you Miss Fleming thank you anybody else questions comments concerns compliments all right uh seeing none Elaine are you trying to say something you gotta mute yourself Elaine that's what I can do it for my end Elaine you have to unmute yourself thank you Elaine anything okay I'm gonna move on all right I don't know what's up there all right I'm gonna I'm gonna Elaine I apologize I I really don't know what you're saying um I'm gonna move on uh maybe it shouldn't it just me um I'm gonna open up for a public discussion now uh for this agenda item uh before we um before we go into it I'm just going to read the uh the public con uh content uh official statement we always give and then um Mr Summers I will relieve it out to you and uh Mr Case let me know when we're ready to go uh for anybody who's who's watching tonight um just mind you when we get to this portion of the meeting uh this is the portion where we leave this we leave basically leave the stage and you'll see the call number up there uh again when you call us uh make sure that you mute uh if you're if you're watching the live stream make sure you mute it is keep it operate at the same as if it were a uh about calling into a talk show radio so this meeting will now be open to the public referencing agenda items of interest um however if your questions pertain to litigation student or Personnel items or negotiations but as you see the superintendent after the meeting since we do not discuss these matters in public please limit your comments to three minutes per person uh Mr Summers Mr Case uh when you are ready we are ready for uh anybody in the public to call in okay thank you Mr Summers the current time is 7 26 just to let you know okay we should probably go till maybe 7 30.
Shelley do you still have a comment or a question okay yeah okay here is the question Shelley her bold here sorry I keep coming back to my three questions three things first of all I'm still concerned about students mental health on their emotional well-being being connected with a counselor I'm wondering if you're collecting any data to track and show that students have met whether it be through zoom a phone call attacks are you collecting that data yes our principals are working with our counselors and they are documenting every connection every not connection when we don't get a hold of kids we're still documenting that because we're still showing that we're reaching out so if the school counselor is struggling up David I'm sorry I have two more questions which you could just hold for a moment so if a school counselor is attempting to reach out to a student and they're unable to they're documenting the what are other methods that they're using to try to contact are they using different approaches to try to reach out to students and their families email it's like the same idea of trying to reach family so how are they contacting calling email yes driving by their homes whatever in the door whatever it takes away yes with you know practicing social distancing and being safe of course we would never ask a staff member or put him in a position where they would have to be uncomfortable or something but they are being very creative and I can probably get I can work with Courtney and Kelly to give you kind of an update on our school counseling and and all the opportunities and groups and all that good stuff okay on it thank you yes thank you and my last question David mr.
would be something to plan around has this been considered so I think in last week's a week ago as newsletter I wrote a bit about this that I think it's actually a microcosm of a larger phenomenon which is there's been no point in my 19 years as an educator where families wanted such disparate things from schools as there is right now so we have families who absolutely are interested in more synchronous learning and then we have families who are having stress at every age group who are struggling to get their children onto synchronous learning the recommendation from the state was to use synchronous learning you know like Google meets for generally for class meeting small group at the elementary level the last two weeks in our newsletter we've included a daily planner to go along with what goes home to try to help families develop some structure because we heard from a lot of families particularly at the elementary level that having a weekly set of activities - and choices wasn't enough to provide that structure so you know it is an editable document so families can put more math and or more literacy but it's a way to have some structure you know along with what comes home but I think it is a challenge around structure and then if we have days like where it's 75 degrees you're gonna maybe adjust that structure depending on the age of your kids because you're gonna go outside and and and hopefully you know do all the things that we just spoke about for the last questions you know certainly you could take a look at the last newsletter for more information about you know synchronous versus asynchronous and and also to see some ways that we're trying to provide structure for for students and families to make it easier for everybody I think this one had an answer but I'm just going to put it up which is about curriculum expectations I think you did speak about that and I just want to put up the response that mrs.
Davis interesting meeting and I will tell you I'm most concerned about our teacher teachers and sitting there our teachers can move forward in everything they need to succeed well they can do it well they need help and they need in a way then it's probably much tougher to work in this environment ever was with a classroom it's just hard so when I'm praying for our teachers but so we can so that they understand we really do feel their pain hear me we heard you speaking now Dennis speak yes all right I just wanna say I'm do you Coloma and Apple Valley High School for the bag lunch came out and how hard those women they're in the cafeteria step the way they have that organized it makes you proud really does entered under discussion action session it is recommended the Board of Trustees discuss and take action on the glowing items approve the consulting agreement with public economics Inc and we need to approve the certificated and classified personnel actions as listed so move it thank you and all those in favor aye any opposed [Laughter] Dax okay that's boy definitely improve that requested leaves as noted I need a motion so moved second Wilson moved it and Donna seconded it and I need a vote all those in favor motion passes 5-0 approved the recommendation of the administrative hearing chairperson effective immediately on stipulated agreements tip six 2019-20 I need a motion moves Wilson so seconds I need a vote all those in favor any opposed houses a 5-0 under the consent agreement agenda it is a recommendation recommended that the Board of Trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure concerns meeting time for a full discussion of significant issues consent items to be approved in one motion one 323 I'll made the motion of pou item c1 223 I'm going to pull item 1 okay you know is gonna do that car is asking to pull item 1 oh yeah I'm gonna ask for a motion to 2/10 agenda to 323 Sabrina motion yes amend the motion yeah so wanna you approve you make the motion to amend the motion to approve 2 through 23 who seconds all those in favor nobody opposed so it's a 5-0 so we need to have a discussion regarding the approval of the minutes of the regular board meeting of April 9th 2020 Rhea but my only question is there was a language that way it was used on that agenda on the 10 minutes when it says I said it was like a quote and so I challenged the fact that there is no way I would have used the word prouder because it is just not in my vernacular to use terms where I am doing a comparative adjective so I decided to that I wanted to go back and look at it because I have I would not usually use that I would more likely use that I was I would I would be more proud to be something you know so I wanted the sentence to reflect what I definitely said and what I said was what was a channel I have never been more proud to be a member of such a community so I wouldn't use the word prouder it's just not in my vernacular so you're asking for us to amend me regular minutes from the regular board meeting to say more proud to be about such a community and blessed you as opposed to prouder of the community is that correct the right okay can I have a motion to amend the minutes bless you of the regular board meeting of April 9th 2022 reflect the words more proud to be a member of such a community and I am Thank You Donna second second all those in favor any opposed thank you um okay so then we're on to stock reports any questions regarding staff reports yeah hey I had a question on staffing reports as I was looking at the expulsion summary on that section I'm a bit curious that one school will have four students who were who had to be disciplined or suspended and I was just wondering what corrective actions is being put in place in that at that school so that it will reflect less students getting sent off for expulsion I'd mix it what's more equal which doesn't know that knows had four and I when I look at the high school with a higher number they didn't have the numbers and it's a that's an elementary school setting and I was just wondering what kind of programs they have in place so that they can begin to address cases such as that how do you want to address the fact that they have to do corrective action before they can even suspend a will and I just want to point out that in that particular report that was actually two students who were expelled for multiple ed code violations so the desert Knowles had two students expelled that isn't anomaly for them they do not have a larger number across the year and of compared to schools their size but it does look like four because there were four different ed codes two on each or each of those yes the number was to students for but a total of four violations on the far right hand column but that first column number of expulsion z' is the total number of students so so yeah they do have other means of production but some of those as you know they're the number of explosions for us is is low only because we're working hard to make sure that we try other means of Correction prior in fact they are required to demonstrate that as you know so I don't see at the for the overall year-long trend any anomaly there but we do watch for that thank you any other questions okay Kylie do we have any other public comments there's no additional public comments okay superintendent comments I just want to say thank you to all of you because I know how difficult this type of a board meeting is to gather via the Internet and some of the problems that we've faced but I appreciate you working so hard to get into this and be here and you're appreciated because I know it's difficult and then board comments mr.
sounds good foreign awesome Pizza thank you we have less than a minute Mr Summers Frederick count it down back going in live you're say that one more time Bob Frederick counted down going back to live okay sounds good three two one yeah Joe you're good thank you very much at this point in time um I will need him we're gonna be heading into new business and I'll need a motion to approve the resolution uh for the approval of the adoption of the 2020-2021 school budget do I have a motion motion by Miss Everhart do I have a second second abundance Knoll any questions or or comments no I I just want to say something because I was off screen and mute it can you hear me I can hear you perfectly you you're worried right that I want to thank uh Mr Richard and Dr Blanchard for um putting the presentation together and to doing a great job on the budget so I wanted to say that before but you couldn't hear me thank you Miss Barbara Giovanni I appreciate it thanks I I don't want to take all the credit because it's a lot of hard work from a lot of Administrators in the district and a lot of the department heads to be able to put the budget together it's not one person's uh uh project it's a a group of uh individuals that all come together and work for the better of the school district to come up with a budget yes and I know that and I thank them all for doing it I know it's hard to keep things flat in this economy but thank you to all any other questions or comments uh I'll I'll make a couple notes here myself real quick um first of all I my my uh my hats off to you uh to everybody who's involved in this this uh you know I wish that we were one of those boards we're sitting there you know one of these districts sitting there going wow we have an extra couple million dollars what do we do with this we add more teachers we add more buses instead we're the ones that have to figure out how we're going to manage what we have to manage and uh in in difficult times and this is a credit to the people who work on this budget uh all year round credit to Mr shinty and his team Mr Bullock Dr blachford Mr scavalli who worked on this Budget prior uh Mr dantene everybody who I missed on this um next year is going to be harder and if you are watching this you know realize as Mr Ashanti said the next year our our state funding Gap is going to be larger about over over a million dollars in Supercenter right uh I believe it'll be around 1.7 million uh that we will lose in state aid you know that's a that's a good reminder for people um particularly we have been promoting uh this with a lot of districts around us that have suffered from this this SOS program of saving our schools we've talked about it on at board meetings all the time uh there have been there have been public meetings about this um just because covid-19 is here doesn't mean that has gone away uh we still need that help because no matter you know I I'm always reminded of of uh a former superintendent that that I was on the board with uh Mr John bigley and I'm aging myself a little bit here um when when he was on the board of that or he was on the superintendent of the schools and he used to at budget presentations he used to say I can only pull so many rabbits out of the Hat referring to he can do only a certain amount of magic to keep taxes low and keep our programs and he would say every once in a while I'm running out of rabbits well we're at that point now we're running out of Rapids and the state just cut the hat so you know just let this be a reminder to people that in the next year or two that SOS program we still have to do that it's still very important uh it's very important that we contact our legislators we contact the State and still fight for that state aid that battle is not lost yet we should keep doing it so I just want to throw that out there that we are doing everything we can the the people that have worked so well in this budget have done everything they can to make this as painless as possible for you but it's time for everyone in this community to step up us you everyone I appreciate everyone's hard work here too I just am I unmuted yes you are uh so I just want to piggyback and just take it down One More Level while I'm in agreement with all the compliments that were stated prior I also want to say thank you to you know the building level you know the principles and the people in the transportation department and the operations Department the uh the one step closer to the kids group of people who kept their budgets flat and are still going to deliver the quality education that we are known for and that we uh Tau and that we stand by so I want to give them a shout out for being able to do all that uh like a little magic act that they did so good luck uh next year with that but thank you so much for your efforts this year and staying flat but still being able to somehow deliver the same uh goods and services that we we like so much for our children thank you thank you Miss Everhart any more questions or comments all right let's uh let's move to a roll call please this is Barbara Giovanni yes Mrs Everhart yes Mr physicaro yes Miss Fleming yes Mr canthan yes Mrs Knoll yes Mr lancelotta yes Mr Meegan yes Mrs Ryan Yes Mission passes thank you well now that we're out of new business we are now going to open uh the meeting up uh for public comment again same rules apply again the screen will change you'll see the number on the screen over your follow the directions lower your um your your volume on again as if you're calling into uh sports radio or or whatever you listen to on your ride to work so I'm going to read this and then Mr Summers and Mr Case are going to switch us into the live stream mode this meeting will now be open to the public referencing any items of Interest however your questions or comments pertain to litigation student or personal items or negotiations but as you see the superintendent after the meeting since we do not discuss these matters in public please limit your comments in three minutes per person uh Mr Summers Mr Case the floor is yours so we'll give the seven seven forty three we have three minutes thank you I appreciate that [Music] foreign I didn't mean to out you there and my phone's ringing behind me sorry I called are we call you directly yeah thank you exactly yeah one minute thank you Mr Summers if we continue to do this in the next seven years I recommend we have some really bad elevator music can do that I don't mean the good elevator music but the worst possible kind you can find okay Frederick count them back in one and we're back all right at this point in time uh we are going to move to everyone's favorite part of the meeting the adjournment I need a motion to adjourn motion by Miss Ryan bye all in favor all in favor ladies and gentlemen our next meeting May 21st correct first correct all right I I've been sitting in this house way too long thank you everyone have a wonderful evening thank you thank you thank you everyone bye-bye bye bye now hi everyone
Nye girl I apologize I have one more question for those parents or students who are declining services and I'm speaking for middle school and high school students if they're declining services will that impact grades or potentially being able to move up to the next grade level will students have to repeat the same grade in the fall or will they continue to move on along in their academic plan what's the plan for that again I'm not going to still Annette's thunder that is a it's an item that we're covering the air Department of Education had us developing way in okay yeah sure we'll cover that okay perfect thank you thank you so much thank you Thank You Shelly and I guess my my final question if we can any dr. X you've mentioned that the grant to distribute the tablets with the data plans I mean you know accessibility is always you know a challenge I think for us and I know there are certain issues the agency you know can't solve of course but how we're making sure that that students are able to have a device in their hand and have some sort of telecommunications of data plan to partake and make use of these these educational services that I have I'll have kinder Benedict write up a little paragraph to help you with more information about the actual grant we did not send out a lot of devices per se unless it was for accessibility if we needed a Braille note touch or we needed something we FedExed it way back when this first started we basically are taking the kids exactly where they are and with what they have and we're providing our educational opportunities that way so the zero to five had that opportunity with the grants and Kendra all have come to write something up for you guys in a paragraph but everybody else we just kind of took everybody where they were we didn't pass out Chromebooks to everybody and have to recollect them we just it was all about accessibility first and foremost okay right and they're the the media accessibility sure you know if they need a Braille display or not easy or you know some other type of and also you know we always want to be make sure that they have you know they have some device to run zoom and if they don't then will we do packets or we do phone calls or we you know we do we we've gotten creative okay great I'm gonna scan one more time for anyone again with a lot easier one world together but I don't see anyone so we are going to move on thank you doctor X we are going to move on to the super item 1.0 for the information discussion item superintendents report superintendent Reichman you will have the floor good afternoon president Nigro members of the board assistant superintendent Max and it is the community I can't see you but I'm happy you're here with us and I have asked the interpreters there go ahead interpret because I want to make sure everyone can see what's being said I'm a little too close to the camera to be able to see all of my signs so I wanted to start with a reminder of what happened at the last board meeting that seems like yawn together but the last board meeting occurred on March 5th at the Phoenix a School for the Deaf campus and during that board meeting I shared with years it's a real brief story you remember that story about the importance of focusing on our goals that stoy just as a reminder was about the state in long ago India who wanted to teach the art of archery and the importance of focus so he took a group of students into the force where he had put on a bland a wooden a wooden bird and the first student to before he drew the arrow to describe what was happening what he saw now first student said well I see the fourth the trees the sky anxious and the leaves and they say decided hmm hold on to them when the second student and and their second student the same question the second student said I see the eye of the bird and so they say had him draw and arrow and the eye of the bird so that shows the importance of focusing on our goals if we don't that it's easy to become distracted to go off in multiple ways to come across obstacles and then stop that is we don't move together together I also mentioned during the last board meeting a little bit about the cover night covered 19 pandemic at that time I stressed that we our first priority where's the health and safety of our students hands down and that we would do everything possible to keep them safe and healthy well fast forward ten days what happens ten days later with Governor Ducey suddenly make the announcement that all schools were closing in the state of Arizona and for us our world was turned upside down It was as if our oars became a desert suddenly and the importance of focus became even more important because if we looked out at the desert again very easy to become distracted wander off and multiple pathways and to get lost so we talked about that focus and goals remember I said it was two things it the health and the well-being of our student and true it was providing the best education and supports possible to all of our students that's still our goal today despite what's happening all around us so on March 16 school was closed we had to very quickly start figuring out what we were going to do next and two weeks later on March 30th we launched for the first time ever agency-wide online delivery of education and support to all of our students that happened because our teachers our professional staff our IT department our leadership team banded together and began planning very quickly and together we were able to start the online delivery of education in just two weeks if you had asked me in the March board meeting if we could do that in two weeks I would have said that was impossible and yet we accomplished just that so I'm not saying that was easy for us it wasn't easy it's still not easy and it isn't perfect either but we're doing it it's happening you heard from assistant superintendent Rex all of the activities our teachers our professional staff are doing to try to provide the best again the best education the best specialized instruction the best related services possible The Bachelor lay in a mansion or a family so it's zero the three possible agency-wide we are doing that when the dust kind of settled and we got you used to our new normal then we began to ask ourselves what's next what's going to happen this summer what's going to happen in the fall the short answer is nobody knows does that mean we set and wait no that's not what we do we already have started planning thinking about getting ready for this summer and for the fall but I want to start with what we do know we know that Governor Ducey has extended the stay-at-home order until May 15th we also know that this week he announced a soft opening of our economy meaning that tomorrow barber shops and hair salon can open up and then next week Monday restaurants will be allowed to have people come in and dine in the restaurant with the understanding that they have to follow a pretty strict social distancing requirement we also know that Kathy Hoffman the Superintendent of Public Instruction has let everybody know that the Arizona Department of Education will be providing guidance to all schools in getting ready for the fall by the end of May this afternoon I just saw an email from Kathy Hoffman that she sent out to all school leaders confirming that yes they've set up a task force and the starting they're getting ready to put together a draft guidance document - for all of their schools we are looking for that so what is a h to be doing to get ready for the summer and fall well first we are monitoring the Pima County and the Maricopa County Department of Health the monitoring the Arizona Department of Health Services the governor's office and the Arizona Department of Education or any of their guidance and directives that we can incorporate into our we opening plan the second thing we're doing is we've implemented we've established a we opening committee acronym lock that we opening committee the purpose of that is to identify different scenarios different things that could happen this summer and fall and to develop plan that along with different scenarios we just started working on that last week next week our facilities director is bringing back some of the facility staff to again clean both campuses to look around and see how some on a limited basis some of our staff may be able to come back on campus back to our offices again following very specific strict social distancing guidelines including use of masks and gloves and all of that but I want to take a moment to think about for all of us to think about the long-term impacts of the Coburg 19 pandemic we really don't know what the long-term impacts will be but I have some thoughts about the potential impact that we'll already seen here at ASDB the first impact is that the coven 19 pandemic is not going away quickly that we will be dealing with this for the next 12 to 18 to 24 months so we have to be able to plan for that time period as to how we're going to respond to different situations as they come up we know that the state of Arizona and already predicting a budget shortfall of 1.1 billion dollars between now and next year's June 2021 I when I look at that number a HDB's revenues will have an impact on us I am projecting some potential decreases and our revenues the assistant superintendent Rex just talked about the online delivery system she said we will never go back she's absolutely Mike we will be moving forward with a hybrid model that combines the online delivery of Education and supports and services as well as in-person classroom format of education it will never be fully one or the other we will have a hybrid model the other subject I think president Nigro just briefly mentioned yes he didn't use this term but it's what it meant yes dish proportionality meaning some of our students have computers they have laptops they have tablets to have different IT devices and they have access to the Internet some of our students do not either they don't have a laptop or they do but they don't have access to the Internet we will have to be addressing this and oh by the way some of our teachers don't have access to the Internet as well so when we looked at resources and how we provide services to our students in a long time we're gonna have to figure out how do we make sure that all of our students have the computer equipment that they need and they have access to the Internet and then the final thing is to look at academic achievement mr.
Moreland did which is that a families do need tech support for their students device they can submit a request by filling out that form you can also be in touch with the principal of your school who can help you with that if that form or getting on that if the connectivity problems aren't letting you get on that form get in touch with the principal and before many examples where the principal's video able to connect a family to with our is Department to try to help with that we do also still have a hotspot program we've given out dozens of hot spots but if there is if there are connectivity issues to the point where people need a mobile hotspot we certainly have more and we more than happy to provide them we watch families not to have this as an extra burden for them too getting online in this environment okay here we go my high school kids are anxious about getting credits and dealing with the volume of work which they are doing what can I tell them besides it's going to be fine so I would say this goes back to that validating and being seen I think that our we want as parents more than anything else to make everything okay for our kids for ourselves for our family and for our world right now and we can't do it we can't do it all by ourselves and so what I would really encourage you to do as hard as this is sometimes is is to resist the urge to say it's all gonna be fine in that moment and say this is really hard for you you're having a really tough time right now I want to tell me more about it we'll get you'll get to we're gonna get what we're gonna do it it's gonna be fine but before you do that reassurance and before you say that let them sit with you and express that because you're gonna learn a little bit more about how their system process is being anxious which is going to be a lifelong relationship that they have that we want to help build their tools for so that they don't flip their lid every time something comes their way that feels overwhelming so take a minute get present get grounded if you need to and and be curious about about those things as a school counselor and I'm sorry Karen because I see a couple of questions sort of similar like it in the queue if the workload is really feeling too much good points please have your child or you as a parent reach out to the teacher and/or the counselor because mike has reassured us numerous times the do-e has said it I as a parent just reached out to my own child's teacher and said I don't think he's supposed to be sending 12 hours on this one assignment am i correct and the teacher was like no it should have been done in 45 minutes let's figure out how we can make that happen for him so I think that the other thing is in a way for your children to feel heard is to say let's send an email to get this sounds like it's a little bit more than we thought it was gonna be let's see if we can talk to the teacher and the guidance counselor and come up with a plan the teachers are being incredibly flexible they want to be flexible they do not want your children sitting in an assignment for 12 hours so if it is if the volume of work is feeling that heavy please please please reach out to us yeah I think that the next one's done is similar it's not the same but on a similar theme which is actually allowed having a hard time balancing our expectations that our teens participate in school with compassion about how hard it is to stay engaged when you're in your bedroom with a Chromebook I think sorry exactly right there's no right balance right so if anyone says they've got the balance right I really have a lot of questions for them and they can take that on the road because yeah lots of people will be curious about that I think the thing I want to say around multiple of these questions around this theme that we're actively starting and actually staff got an email about this earlier today to be thinking about fall and what that looks like both in an academic and a social emotional way the one thing I can guarantee before we even do the work of what its Pacific aliy looks like it's not going to look like a typical fall and I'm not talking about the physical distancing components and all those in kind of public health pieces purely from an academic and social/emotional perspective we're gonna be aware that students won't have been in school for five and a half months and adults won't have been in school for five and a half months and it's gonna mean that we're not going to start math on day one lesson one like we typically did and we're gonna have to rebuild our community you know for me I always try to think of challenges as adaptive so not just the technical parts of where do we start but what do we learn during this time about ourselves about our school about our community and how do we use it an opportunity to be more inclusive and kind of find some strengths that maybe we didn't even know we had because they were sort of you know sometimes when you're in you're in the habit of doing the job you've done for a while right it can be eye-opening to everyone's job has changed in this world right now and educators are no difference please know that that will be actively working and thinking I think by the end of June we'll have some guiding principles that we'll be sharing out with the larger community both in the academic front the social-emotional front as it relates to technology because it was a number of questions about that as well as some of the operations that we'll need to be thinking about for fall and they'll be opportunities like this one it's actually weigh in on guiding principles so as we're developing plans in the summer for it fall looks like every community member every stakeholder to have an opportunity to weigh in to give an opinion because what we need to have is to make sure we're doing the public health pieces of course but also the public confidence that we're ready both from a safety perspective you know physical safety perspective but also from an academic and emotional safety perspective to welcome all students back so sometimes I think you know the concerns very legitimately or you know what's gonna happen my student gets the X grade-level x-squared levels gonna look different you know all the research I'm seeing is predicting you know see no matter what schools have done and you know some schools I'm very proud of the work we've done here there's going to be a difference in what students are coming in with next fall both again academically and emotionally and in this district are sensitive educators are going to think through both of those and come up with plans to make sure students students feel welcomed and not stressed by their return so if that helps some families who are feeling like that that balance of trying to distance learning and and then the compassion piece you know if you had to err err err on the side of compassion you know and certainly as an educator I want students engaged in work but I think like like our folks said before our counselors you know your children and you're gonna know where that line is where you have to say you know at this point the most important thing is the most important thing in them and that may not be getting this particular assignment done and you know I think this is a unique time to where educators aren't getting the same windows into students as we typically do because even this format we're using now doesn't give the same window as having students in class in counselors offices and so you know it's really that gap is really challenging for the educator student connection so you know trust your instincts as a parent and you know hopefully that's helpful feedback but I want to make sure that everyone no one thinks where it's gonna pretend this didn't happen and you know September 2nd will roll along and everything's just going to be as it was last first day of school that that's not going to be the case this year see there's a question will students get a final report card or other evaluations so at the high school level students are being assessed from a credit no credit perspective but not a report card or grades in a more typical way at the KT level this is actually something that was talking about earlier today with some colleagues and with some teachers we're trying to think of figure out a way that we can share feedback in a general context but we don't want students doing work at any level but particularly focused on K to 8 at the moment for to get a report card or get a grade because that's not consistent with the state guidance not consistent we think is appropriate in this context it's really to keep the continuation of learning that's our focus and not the assessment grade when students come back both academically and social-emotional e we're gonna have to figure out how do we assess where they are what their needs are and how do we support them in that way so we are still working out details about that but you know in terms of like grades that students would typically receive it in the school year that I can say we're we're actively not going to do I think there was one more question that got emailed to me we might have time for one more if that's okay Sharon and I'm concerned that my child does not look to be engaging with friends online and seems distant in ways that I have not seen before yeah and I'm hearing that a lot and someone emailed me that and I just think it was just if you could weigh in on that I mean it's sort of related in some ways to one of the questions that towards the beginning but yeah but I'd love to hear your two cents and whatever I should offer that family Karen you go first so this is on under non typical times right like and so for for many students this is not the preferred way of interacting we miss so much of social cues and connection and all of these things that are that are not present for us on a daily basis that we're used to getting that that input from each other and so I think that there's a kids that I've talked to you that are finding it exhausting to be facetiming or being online with their friends because they either have to show up and perform that there is in a certain sort of place and that like brings them all sorts of feelings of I don't feel very good I don't want to do my hair I don't want to get out or I have to sort of perform in a way so I think that as parents again the opportunities to be curious with our kids about their experiences with friends ask about them normal or validate the that this is not typical this is not how we as social beings or creatures are sort of wired to be interacting with each other and that this makes a lot of sense that some people are really struggling with it and I and I think then using your your your good knowledge about who your kid is and what kind of things might be meaningful for them might be the next the next way to start so for example one of my students who is we were just having this conversation earlier this morning we talked about one thing that she used to like to do a long time ago was write letters to people and that she hadn't done that in a very long time that for her was a familiar thing that she felt like oh this might be fun so it's not us it's not solving the problem it's not it's not addressing all of the things but it's finding a reconnection with something that used to bring her some meaning and I think you find those things out from your children by having these conversations with them and I think the other thing I would say is enlist the support of other people who know your kids really well so this could be cousins aunts and uncles or your school counselor or their favorite teacher and get their perspective because as parents we know our kids in one particular way or maybe lots of ways but there are a lot of people in there that have a relationship with them that might shed some light on ways that you can support them with connecting yeah and if I could just add one piece to that that I talked through with a parent just earlier this week gauge your child's because this particular parent said to me my my daughter is not really connecting with anybody and I said well how does she seem and she said she actually seems okay she's happy we're going for a walk she's going outside she's doing her thing she said but when I say to her why aren't you really connecting with your friends she said like Karen did she said it's just too much work right now like it she said I'm working so hard to do distance learning and adapt to this new environment that it's too much work I know my friends are there when I need them but right now I'm okay and that's what I need to be so I think that's an important piece too is that sometimes we check in with them and see if they are okay with it because some of them really may be that they're working so hard to learn this new normal that we're living that they are trusting their old normal is still okay and putting their energy into the new one I'll do one more question briefly I know we're a little over time but I think it's a good one that's certainly going to come up so normal summers are a chance to get a break from school we've already had plenty of break do you have suggestions for summer as it seems like many activities won't happen so my understanding in the next week or two is that we anticipate the governor making some announcement about summer activities and and getting a sense of that you know I think my own I know we are planning starting to plan at the elementary level some you know at least some resources and some things we could provide for families as options or opportunities and I know at the high school we are as well have been in conversation with principal Jones who has some thoughts I don't know if either of you had things that you'd want to add to that as well sure I'm looking at you because I'm gonna ask and I guess from this one I'm gonna go out of being a counselor and into being a parent because I have two children one of whom is a competitive dancer and one of them is a huge athlete both of them have grieved the loss of their spring seasons and both are really apprehensive about what summer's gonna be like is there gonna be summer soccers they're gonna be summer dance are those things gonna be there for them and we've actually just this week had a lot of conversations around those in which we've committed to well maybe there won't be summer soccer where you won't play a game but dad used to coach you and he's willing to go to the field with you once every three days and have that own creative summer soccer training and yes maybe you're not gonna have dance in the studio but we found these great online programs and we'll figure out something like that so I wish I'd hi Deb I wish I could see you I wish I had better answers but I I think it may be that it's gonna be creative again and unfortunately I feel like this is testing a lot of our parent creative juices I'm sure everybody in the group is feeling that and I think that you're right but they but I also think it is time to take a break and the one thing I would encourage and I echo what Mike said is once school is done on June 18 um let's try to even more or less in the screen time like like really that break from the screen is gonna be so important because there's so many things that hopefully will be open that we can do safely that I think it's just going to be creative but I would say that would be my suggestion and hopefully we'll get some really great ideas from the professionals because I'm waiting for him yeah okay go ahead we'll just say one other thing I think this is another great opportunity to enlist your kids in being a part of the solution and so I have a family that we were talking about this last week and they they've instituted these family meetings which sound like a lot of fun and very chaotic and you know there's some pomp and circumstance that it's funny but one of the things that they said was this was an agenda item and that everybody in the family was going to sort of bring some ideas to the table around what we can do to make our summer really meaningful so don't underestimate what your kids might come up with because it might be things that you know we as grown-ups might might not and I think just to close I want to pick you back on something sherry said which is also trying to think think of interest based activities like you typically would in the summer yeah and even if camps and some of those things might not might not happen I guess I'm optimistic or hopeful that there may be some relaxing and there may be an ability to have a little more in person socialization than what we currently have obviously that's up to the governor and the public health experts but even if we're the recommendations aren't for large-scale camps and things that both Karen and sherry talked about things may open up a little bit or open up enough where some of those constraints are relaxed and even though the parent parent Guardians may have to be a little more involved than they would normally be as sherry said about the soccer you know maybe the soccer team doesn't practice but maybe it's possible in the summer where groups of three or six kids or something can can simulate something like that and obviously we have to wait and see on that but I think the interest piece for summer is important because even if it doesn't look like you know I grew that point even if it doesn't look like students need a break I think many students do need a break and their parents need a break too and sometimes that's and therein lies the challenge from that but I think thinking of fun interest based activities would be really important for students and families to be able to do together in the summer in a way that with distance learning and other things it may be harder to pull off and then we went up snow forecasts you get to summer you know we haven't been early mid May but that'll be done at that point on that note I really want to thank sherry and Karen thank you so much for your presentation collaboration and also answering the questions thanks everyone the viewers who weighed in and will be emailing this out in next week's Friday update as well for people the link that was sent a couple times is live so people if they want to go back and replay it or share that link with other people couldn't make it you don't have to know a special link the same link will continue to work and they'll still be housed on our on our Arps YouTube network and channel but thanks again sherry Ann Keim i really appreciate and have a wonderful man take care
so actually we have to thank Jason and the entire staff allowing this locker you know I said it is tough okay and hopefully we can the only comment I have as I was reading an article from County Superintendent different school districts can we look at how during the summer school period we can provide before the student continues into our back in our school district how can we help them to make up the lost time in terms of academics the week we feel we have enough work for them that they that they get advancement to release their voice is okay what we have in place as a plan Wilson is to do our assessments upon return so that we know what things we have to put in place to excel you know any of our remedial programs are not just a year-long remedial program they're intended to make up more than a year's worth of work in in a shorter period of time right so fortunately it's not just Apple Valley it's every every school district and so we'll all be in this together the the governor's statement about starting in July doesn't that would have to be negotiated there's all kinds of things that go along with that so we we certainly will come back with a plan for summer school that we've been discussing and based on the budget it's looking like it's a remedial credit recovery process and we'll be dealing with this as we move forward for the next several years Thank You mr.
superintendent Rex just said that some of our students were so motivated they've actually improved on their grades I mean that's awesome we weren't anticipating that at the same time I do believe that for some of our students not only will they have the challenge of catching up with the public school student they will have to catch up on that lost time because of school closures so those two do some of the thoughts I have and I wanted to share it with you for your consideration before we before I and my board report I do have a number of announcements to share with you one is that I wanted to let you know we just awarded a contract with desert voices that voices to establish a preschool three to five program in the fall second we extended the contract with FBC the foundation for blind children through next year in June 2021 you'll notice on our agenda we have we have teacher contracts the reason we have teacher contracts it's because a STB even doing this time continues to interview and hire teachers to get ready for their fall so that's the reason that's on the agenda you will have also on the agenda and we can discuss more a little bit later on the grading and graduation requirements we're asking for your approval to allow us to use the third quarter grades transfer to the fourth quarter grades for all of our students and for those students in the third quarter they were getting ready to graduate they were completing all of their credits but in the fourth quarter they go ahead and graduate and then the final two is we're asking for your approval for a science curriculum that we want to implement in the fall both on the Phoenix campus and the Tucson campus and the last one is we're asking you to do a first week and approval of a telework policy we've all been working at home without a policy so we need to implement a policy as soon as possible a telework policy we have draft regulations that will support the telework policy wants to approve this and that concludes my report to the board I'm happy to take any questions at this time Thank You Annette I will scroll through again board members if you can't raise your hand and allow me time to locate you on zoom and I see Shelley is raising your hand so Shelley you will have the floor now great thank you so much thank you for that clear explanation about third quarter grades being used as well for fourth quarter I appreciate that so when those students if their grade is low and they need to increase that for fourth quarter is that something that can occur and I do have some other questions as well I don't know if we want to go back to a net to clarify that that's a good question I'm going to turn that over to dr.
bender okay thank you Rick Maria yeah I mean I'm just I'm just grateful that we are experiencing this big time where we are learning new new tricks because this is like learning new things about how to run this technology way of doing things I'm really grateful about the technology team you'll be able to manage all of our questions and help us out I'm hoping that this is not the new norm but if it is I would like to get one of those Apple Valley Unified School District flags so that I can create my own background while at home I'll help you with us and then donít do you have any comments we all know how terrible it is but we forget it in the cut you know with our pictures what's going on with our teachers and I'm afraid we don't pay enough attention to our teachers there once it connect with their kids as a group we have oh my god okay closed session continuation is not necessary enclosing items any future items for the regularly scheduled these future items okay so I need a motion for adjournment so I'll second it all those in favor thank you thank you thanks everybody okay
Becks can you answer that Shelley was your question if a student's grade was not so great in the third quarter do they have the opportunity to improve it in the fourth quarter yes yes exactly that was my question yes and they have and some students have completed courses and they are asking for more courses and some students are plugging along and we are we are focusing on continuing to learn and grow but we are just looking at educational opportunities and we would never hold it against a kid we are working to help students improve their grades yes okay this is Shelley again if you don't mind dr.
Rex is staying on I do have another question and that's related to the lack of parent commitment or possibly the struggle with access maybe to the internet and then having to use paper packets I'm not sure if it is actually a standardized educational opportunity for all so how do we decrease that disparity and how those other students are learning possibly some students do really well and will grow and maybe they're great with technology they're able to pick things up a lot faster compared to other students that may struggle because it's just it's not really their fault per se but how do we address those disparities within that learning and maybe lack of internet it maybe or just absence of parents and due to the Cova virus so when we come back in the fall and you know they've lost some knowledge there I know some kids are definitely you know growing and improving as well but what about those other students that are definitely going to be struggling when they come back we are currently making plans for soon as students come back we are going to be looking for any loss over the summer and during this time and we will be finding ways in developing systems to continue to support kids on those specific skills that maybe they digressed on we are starting just that planning right now we're trying to close up school but the month of June is going to be quite busy because if we need to figure out any kind of compensatory services that's something that's why we're gathering all this data so we can know where our kids were during this time what kids we could support during this time and what kids are going to need a lot when they come back and try to get some kind of baseline assessment soon as they get to school so we can figure out if there was any loss absolutely a great question and this is Shelley so my last comment would be I'm just wondering how those student students might feel when they do come back noticing that those peers have kind of moved on and they haven't really grown during that time so I'm wondering that might be a bit tough for them to take and some kids are really sensitive I just really care about them and so I wanted to put that comment out there thank you absolutely and that's why we have that fantastic counseling and support piece because that might be something that they can deal with in small groups or one-on-one and we have some fantastic counselors at both schools that will be and are chomping at the bit to work with their kids great thank you okay Thank You Shelley are there other questions or comments or superintendent Reichman again I'm scrolling through the video feeds and I do not see any and superintendent right but I did have one question on the contract with desert voices in terms of the the amount of instructional time that we're going to have in that contract I just wanted to ask by that I think in the past it may have been limited in some manner but in this current contract is that still the case or is that not the case the doesn't voices contract you would ask me that before so I checked and it is all day every day five days or we preschool so there's no limitation in terms of the service delivery system there's no additional charges to the parent which we have charged to the parent okay great so if the child has a diagnosis they can choose any way in terms of our options we have the pdsd campus again Cobin notwithstanding we have the pdsd campus program or parents can choose to choose to send their children to that program which which has the you know the ASL only program that also has the five modal education and the listening spoken language education component or if they choose they can go to desert poisons that correct yes and the IEP team the decision is driven by the IEP so it's the parents with the school districts um with the voices with ASD be coming together and agreeing that the best placement for a particular child will be in desert moistures okay all right obviously woody put from the IEP team which includes the the parents and if it's appropriate for the child you know that then we can go there but if that's appropriate for that child then they can go there and there's no we don't have the issues that we had in the past yeah again in depend on the IEP and making a determination the best kind of education the best kind of language acquisition the best kind of supports for a particular child okay great I'm glad that that is a more full option okay seeing no other see no other hands we're gonna move to item 2.0 one consent agenda item this is to consent to go to item the consent agenda consistent for policy to include items 5.0 15.0 to 6.0 17.0 to 7.03 and 7.0 for i will ask if there is anyone that would like to take up discussion of this and/or would like to move or pull one of more of these items from the consent agenda I'll scroll through and again just raise your hand so I see you on video if you'd like to pull one or more of these and I see none so at this point if there is anyone that would like to move to approve the consent agenda I would entertain such emotion and if you'd like to make a motion I think you can on start your video unmuted and then make the motion this is okay I am going to make a motion that we approve the consent agenda including items 5.0 15.0 to 6.0 17.0 to 7.03 and 7.0 for excellent do I have a second seal and raising your hand I second the motion Thank You Lynn all in favor of the motion to approve the consent agenda say aye or you can raise your hand how about we do this you can unmute your phone and start the video and gives a thumbs up that'll be I see your vote so I see tsuke I see Shelly I'm seeing dr. Sims I'm seeing Linda I see Lynn I see Mike Gordon and I see Dean and I see Mike manly they were all visually or physically representing yes I say yes as well any nays I'm see that's there's not so that motion passes thank you to the next agenda item again briefly mentioned in super data records report I'm 3.0 one discussion action item approval of creating and graduation requirements this is both superintendent Reichman and assistant superintendent Rex super dental right but I will give the floor to you mmm thank you this is your attendant like mine it's really simple it says that the third-quarter glaze will become the fourth quarter grades and that those students to be getting ready to graduate in the third quarter that they met all of the credit requirements in the third quarter be allowed to graduate and the fourth quarter this guidance came from the Arizona State Board of Education and rolled that out to school districts or school districts are having all of their board to prove it so we are asking you as I used to be board of directors to accrue doing this okay if any board members would like to discuss this matter please raise your hand open your video and raise your hand well scroll through them and I see Shelly raising her hand Shelly you will have the floor now okay yes this is Shelly I do have a question it does say at the discretion of the teacher the student may read you or resubmit assignments so do students have the option to keep that third grade a third quarter grade and continue that in the fourth quarter and then be done with it okay I'm seeing a yes okay great that's all I wanted to know thank you okay are there any other questions from board members raise your hand and seeing none I will entertain a motion or do I have a motion to approve this agenda item land I see Lynn yes I move to approve item point three zero one to accept the ASDB grading and graduation guideline okay do I have second I see my family Mike Manley has seconded so again for the voting if we can all turn on our video and show a thumbs up and I will say that I see Lynn and Shelly and tsuke and Dean and Mike Gordon all with a thumbs up as well as Linda dr.
stems and Mike Natalie so I vote yes as well for the record so that and as unanimous so there are there are no nays then that motion carries so thank you and then we can move on to the next item 3.0 to the adoption of the science curriculum superintendent Rex you can take this item absolutely this is asking for approval from our board for our science curriculum we have already come to you with our English language arts curriculum our math curriculum and this is the third oran catch often the team of science teachers went through the same process and vetting that we did as per board policy and we are now bringing you what pdsd ASD and ASB would like to use in your attached documentation we gave you the information what we hope that you will be approving so we can get it ordered right away so we can be starting school in the August months with a curriculum adoption of science okay are there any board members that would like to ask questions about this plan I see Shelly raising your hand Shelly you will have the floor now okay great yes this is Shelly so there are there any objections from the middle school or the high school I'm sorry one moment so as far as pdsd okay the elementary is not going to use it but ASD and ASB and then as far as the high school said no what are their reasons behind that I understand Elementary is still working on ela and math I get that part and then with ASD and ASB I'm just curious about what those responses are regarding as they went through the science curriculum adoption what we found was our elementary teachers really want to have a deep deep understanding but I'm going to turn it over to Orrin at this point in time because Orrin can probably clarify a little better than I can sorry or and I didn't see a pop-up till just now you were you were doing fine good afternoon ASD book ASDB board superintendent Reichman assistant superintendent reckless so to answer that question the a ins deep B or the ASD and ASB high school teachers did go through the adoption process after viewing all the different curriculum which was proposed they felt that if they continued to use what they have now with just upgraded lab equipment that they would be able to do the job that they feel they need to do none of the it wasn't that they objected against any of the curriculum there were just none that they wanted to adopt nothing met I guess their rigor so what they're asking for is for us to provide them additional funds to redo the lab in Tucson and we have those funds so we're moving forward and doing that we're also going to be increasing the lab equipments at pdsd as well oran if you don't mind staying on for a moment this is Shelley again so the current science curriculum at ASD and ASB does it meet the requirements of our state education system and the standards better in place it does those teachers have been using a mixture of what we have on beyond textbooks as well as what they have in our previous materials moving forward we will be working with the principals to ensure that all instruction is directly aligned to the standards and that would also be for the elementary so you know K through 12 making sure that all science is aligned to the academic standards here in Arizona okay great thank you okay are there any other questions for dr.
Rick's I do not see any I think I only had one question dr. X or maybe or this this you could answer this I I know that ASB NASD middle schools anyway are going to be getting the same curriculum did the ASB staff take a look at the media accessibility for this curriculum I know that when we looked at some of the other ones a couple of years ago we ended up going with a different selection for ASB because they already had a lot of their materials that were on I think I'm Bookshare some of the other ones didn't and their their media was more accessible kind of out of the box for blind visually impaired students did we look at that as well on a SB side for the middle school so um that was one of the things that all all the vendors when they came out there were questions about accessibility our staff then for ASB went forth and looked at it and that is what they recommended I don't want to say that without a doubt this is the most accessible that we have but the teachers do feel that this is the best curriculum that they can use with our students to make sure that they master the science standards I can follow up with those staff members who are representing ASB but I do defer to their their experience it is the same group who's been with us one of the members has been the same member through both ela mathematics and science and I would defer to her for expertise in the area of what we should be looking for okay yeah I would I would think they're happy with it if they're asking us to approve it but just we haven't spoken about this or really at all before so I want to make sure we have that again I can get the clarification for you on that okay great if there are any other questions for the board and there I see none so if I could entertain a motion I will entertain a motion for this or if anyone would like to make a motion to adopt this curriculum now will be the time you can open your video and I see sookay this UK I move that we adopt the proposed science curriculum okay and I will need a second I see Lynn holding up two fingers which I think means second is that correct yes I second Oh perfect and all in favor of adopting this the science curriculum has proposed hold up a thumbs up I see Dean Shelley sookay Lynn Mike Gordon dr.
Simms Linda and Mike Manley all of the thumbs up I'm voting YES as well all opposed I wish there can't be because it's unanimous and that motion passes so thank you very much we move on to the next agenda item 4.0 what information item finance report through Shana Cooper is Shana either you are hello Shana is on the line Shana you will have the floor I'm sorry I'm using first names more maybe it's on Zoom and it feels more informal miss Cooper you will have the floor right now thank you Shana Cooper executive director of business services good afternoon board president Nigro super internet reichman assistant superintendent rights members of the board and the ASDB community business services has been working to close out the 2020 fiscal year which includes continuing to pay staff members and vendor invoices making sure that our goods and services will be delivered on before June 30 2020 we're also getting our power school our student information system rolled over into the new school year and also working on building the budget for 2021 before I begin to discuss the financial reports I wanted to give each of you some updates as there has been a great deal of interest in the details of our financial projections and their impact on our planning as superintendent Reichman mentioned the state's joint legislative budget committees economic projections indicate that state revenues in the fourth quarter are projected to decline by twenty three point six percent for fiscal year 2000 we see is projecting a 638 million dollar shortfall and for fiscal year 2021 a 462 million dollar shortfall for a total shortfall of up to 1 point 1 billion dollars jlbc will revisit estimates in early June based on meetings I have participated in and several conversations that I have had with other chief financial officers and key stakeholders of school districts universities and agencies across the state there is still a lot of uncertainties the state's office of strategic planning and budgeting over the last few weeks has indicated that the size of the recession is unknown and the hit to the state's budget will depend on one how long before Cova 19 can be sufficiently contained to how long before the economy returns to normal and 3 what the possible long term cost in side effects will be OS PB has indicated that they have already started reviewing agency programs and will make suggestions for changes and/or possible cuts in order to sustain the state's budget and address the projected 1.1 billion dollar shortfall based on discussions that I have had with our OS PB analysts she has indicated that on the surface it's expected that ASDB will get any cuts anywhere however she has reiterated that OS PB is in their data collecting phase and decisions are being made about the 2021 budget across the state we expect to get more information within the next few weeks from OS PB and jlbc with several weeks into the corona virus pandemic it definitely has been difficult for me to draw conclusions about the potential impact to our operations for the rest of this year as well into the next school year we are constantly thinking about how to spend less and continuing to try to implement cost-saving initiatives where we can some common sense practicing practices excuse me who are already doing includes not spending unless it's absolutely necessary and also looking at other available funding sources to use which include seeking out reimbursement for Cova 19 related expenses under emergency funding provisions there are several budget scenarios and recommendations we are looking at given that a lot is still up in the air with our fiscal resources and the unknowns of what the impact will be to our revenues as well as our payroll and non payroll expenditures based on what is known and assuming no changes to our skinny budget that was provided in late March budget commitments do include funding teacher pay raises under the third and final year of the governor's plan to provide a cumulative 20% increase in average teacher salaries by additionally there are no but the changes in funding for the assistive technology devices which has historically been about two hundred and fifty three thousand as well as for the preschool program at the foundation for blind children of which we've been getting 1.0 five million dollars in our state appropriations it should be noted that in our special line item which you may have heard me say before is our school bus replacement that line item was actually changed to school bus agency vehicle replacement to allow ASDB to purchase new school buses and general fleet vehicles these monies have historically been a seven hundred and thirty eight thousand dollars the agency's 2021 budget is expected to be proposed to the superintendent and the Finance Committee the second week in June and provided to the individual agency departments the third week in June at the July 23rd board meeting I will provide more updates to the 2021 budget to the full board I do want to thank everyone for all that they do and continue to do for ASDB especially during these very challenging times but while we wait to get answers on what we don't know related to our finances flexibility and support from the board the agency's leadership team and all staff members will be needed nevertheless we will continue to focus on ensuring that the budget adequately funds our operations and meets the needs of the agency to include developing effective mitigation strategies as well as exploring new opportunities if there are any questions or comments at this point I will proceed and discuss the financial reports that have already been previously provided to you thank you miss Cooper if there are any board members that would like to ask any questions please raise your hand I am scrolling through and I do not see any yeah okay seeing none miss Cooper again thank you so much for your great work you have the floor okay thank you very much I'm good afternoon board president Nigro members of the board superintendent Rex assistant super and a superintendent Reichman assistant superintendent Rex and everybody in attendance you have before you board members policy gck a for professional and support staff telecommuting this is a model policy that was just sent to us within the last month by the Arizona School Boards Association we are recommending its adoption the the staff did convene a subcommittee of subject matter experts and we have been working on things that are specific to ASDB for telework and what we are proposing to do after the adoption of this policy is to make the things that are specific to ASD be a regulation which will give us a little bit more flexibility administration is also recommending that this be adopted in one read due to the urgency of the situation and because we are recommending that this be adopted in one read this would require two motions the first motion is noted in your abstract to suspend the to read policy which is delineated out in a board policy bgd and then the second motion would be to adopt GC ka in one read and with that I can make myself available for any questions okay thank you miss Murphy is if there are there any board members that have any comments about this policy please let me know by showing up hands and I don't see any right now so as this Murphy had suggested because we're recommending this be passed immediately instead of going through our normal first read and then adopt at the next meeting we would need to have two motions and I'll make the first motion I move to suspend governing board policy bgb related to first the second reading regarding policy adoption for the discussion and consider consideration of agenda item 7.1 of this board agenda dated May 7th 2020 do I have a second for that this doesn't like really nice look at that thank you Mike seconds and then again if we can vote on this this motion open your video and give a thumbs up I see it thumbs up from board member Davidson thankful Howard Gordon Sims Manley purple and and both all opposed it's not opposed to that motion
