brillo you mentioned it and there's a meeting on Wednesday that we've we've talked about at our last committee the meeting on Wednesday is to really get a holistic picture between this town size and the school side about what PPE we need to go by so we can make the decisions and move on on whether we're going to stop buying that now and so that's high priority meeting Wednesday I don't think anybody other than asking questions is is against but getting the right PPE that we need for all the different functions of the town need to do including our schools and and so that's a that's a meeting on Wednesday and then there's the second discussion about pulling the head things that we can do this year which we'll talk about as part of our budget review those could add up to half of the under-run that we have this year so even with that discussion there will be a chunk of money which will go back into the town coffers which the intent is that we'll use that as a emergency fund because nobody knows what's really coming yet and so we're going to have a lot of you know learn as we go type of thing as we go into next year so the Board of Finance has been very clear let it go into the general fund we'll have a lot of decisions we'll have to make as we learn more about what it means to open what does it mean to the schools as we open and there will be an ongoing and very active discussion so I think that the decisions were facing right now are let's get on with a PPE and let's get on with the polar heads and if we have the blessing from the Board of Finance that's a shared procurement agent for the whole town including the schools we can just get it going and get it behind us and I think you told us jonatha bout 30,000 for cleaning equipment and masks and things like that and and the real issue money-wise for the schools is computing equipment so that the teachers and our are properly equipped yes the teachers but also the additional staff we have to work remotely or in a hybrid fashion and so we want everybody to have access to all of that technology we want our students to have the technology in terms of some staff we you know err Eric would use the phrase scrape the bottom of the barrel you're really stretching to get enough machines into everybody's hand so it's something we need to be ready for and we have the funds to make good on that so we need to be wise in our decision a yeah and so that's exactly the I was going to use we need to be wise and thoughtful because the money is coming back into the coffers anyhow the question is what do you spend now versus what do you hold off on we've got some great allies on the board of Finance to help us think through that yeah and the last thing I'd say Bob and thank you for giving some context there is the timing whether it's devices you know technology devices whether it's PPE everything needs to be manufactured with these orders so they're not just sitting in art or whatever house waiting to comfortable field we do need to make decisions swivel so Bob are you familiar at all or can you tell us what's the process that the Board of Finance would need from us to go ahead and make these purchases essentially with money that's still in the board budget well so in the normal world all we would have to get from them is you know if you guys are ready to go just go right we're just a nod if you will right because it's our money wait we can make the decision ourselves to proceed we have a board meeting also on is it on Wednesday we can one what we can one said we can make those decisions we can get on with it that FEMA reimbursement right the trick is here is that there's a potential for a FEMA reimbursement and so what marshal Marion our town controller said was is a discussion about whether we ought to flow all that through the town side budget in order to apply for the FEMA reimbursement and so that's part of part and party to the discussion that's going to happen at the Board of Finance meeting and so we'll need to rely on her expertise and the board's position the easiest thing for them to do is just tell us just go right we don't have any issue with what you're doing yeah you know you know it's your decision just run it all in your budget then our under run is just a little less than it was but if it's a but if it's got some complexities with FEMA we might do some different things and it's a and it's bookkeeping stuff it's not big decision things so so but I agree with you at this point the important thing is we got to know who if we should get going and how right yeah do you have any um maybe even if they might just be like rumors at this point but do you have any sort of are there any sort of ideas in terms of what schools may look like in the fall I know that there's so it's either a hundred percent online or a hundred percent in schools but we're sort of wearing protective equipment I don't know I guess some sort of like hybrid in-between but that's probably the more dangerous right because that would walk I won't and and we've we've started to have these conversations as a leadership team and we're you know people with different members of leadership team are attending webinars and and listening to what other districts are doing and thinking about and the advisory group that's helping with the reopen Connecticut initiative met today and I know there's a teacher union representation on in that group of the governor and there's also superintendent representation with cave representation so really trying to work together on that in terms of what it's going to look like you know there's videos online right now dr.
Marshall speaking on behalf of the Finance can give that information I think he is the best fit and it miss create an avenue that mr. Craig or mr. Reid could sub in against Charlier I had to be gone and so the other people are appointed by teachers in each building basically by the Union I'm sure they take volunteers anybody interested in serving on this like negotiation committee ends up with how many people on there are a total of nine on the committee it's nothing urgent so don't have a meeting between now and then okay any other questions of the results okay Recreation Commission order this is the month that has the two parts sorry good that's okay if Traci pull them up really yeah and I'm not gonna go through all the slides so you get the kovat version so the other thing is I got a text from my wife and she said hey honey don't forget the camera adds ten pounds and I replied back okay and she goes why do you have to I figured that's why I came back out here I don't have any code bit so but when she told me that I thought I'm gonna kill away from that camera that I was honored at isn't it okay so anyway guys technology's part of the individual talents piece a long time ago we used to have a light with math and social studies and science and we've set that off to this individual talent piece so it sits on its side and technology's a part of that hey guys this is really big we've changed this slide for this year before when we would talk to you about the digital divide and going into this I need to let you know trace if you scroll down just a little bit there's a percentage there and it may be kind of to the right off the screen a little bit maybe more to the right side but this year this year this year there it is right there 42% of our students and that's up another percentage point 42 percent of our students qualified for free reduced lunch in 2019 2020 exactly so when you take a look at those numbers a lot of times we forget about need so as we come down to the digital divide we have three types of needs and we add in one this year the first one is the device okay some schools still say hey you bring your own device from home and so one kid brings a $99 polaroid tablet and the next kid brings a $2,000 iPad and the next kid brings an iMac and the next kid brings that Windows gaming laptop and they're all sitting in front of the teacher and the teachers trying to figure out what's the common denominator there how do I teach to that because those devices each had very different functionality that's called bringing your own device we agreed seven years ago when we started this we thought it was important enough that if we were going to do this every kid took the same device on okay and so we provide that even in this situation 5 through 12 they work with a Windows laptop 8th grade 2nd semester through school they take those devices home okay K through four they're working with iPads in the elementary first and second came here in first second work with stations or centers third and fourth grade they have a cart where they come and they've got their own iPad on the car so that's a device okay and we feel like these helped with that too is the new one this year that we really saw firsthand and that was internet access equity okay we still had roughly fifteen to seventeen percent of the families that reported that did not have user whatever okay fifteen to seventeen percent did not have usable internet so how did we respond well we took eight access points that we had at the time countywide and took it to twenty four and the Commission committed three thousand dollars lots of people were involved Randall Brown just anybody that we could go to jsb through the County Commission the schools created these very large access points and so forth to try to deal with that and we've got some long term consequences for this as well we need to continue to figure out how to help from that standpoint and then the third one is just because you have a device and just because you have internet access doesn't mean you have a skill set and without a skill set you really can't do anything other than in gaming shop at Amazon we think it's important that kids have those skills and so that is the foundation of everything we do go ahead and go to the next couple pages I will go quick but I wanted to share with you that internet access piece we do so have the technology performance standards that's the what new kids need to know what do kids need to know we're going to scroll on from there a local Technology Assessment normally this entire for nine weeks we would be putting that report together and of course not a chance to do that the district tech plan is approved through June 30th of 2022 that's all that shows the next several slides just to remind you of the fact there are several concepts and Stacey at some point you want to get together and go through these when things calm down we can definitely cover those those items there we'll just keep going right on through the slides Career and Technical Education it's been huge for us it's been something we've continued to grow at one point way back and we were getting about 55,000 a year for this year 2020 it was down a little bit but a hundred and fifty six thousand five hundred you know I can let mr.
Doyle hi miss Morgan hey motion passes seven zero items seven point one item seven point one is in regards to our monthly financial statements does the board have any questions regarding any of the information presented in item I 7.1 all right hearing none we'll move to item 7.2 it's a draft calendar for the 2021 board of education meetings what questions does the board have in regards to the draft that has been presented I'm gonna start by adding in that we are as we did last year going to be scheduling a board retreat very likely for the end of June as we did last year so that we can develop our board priorities for the following year this is just for our regularly scheduled meetings we'll announce our board retreat at the regular time once we have that scheduled and we have everyone's availability together do you want to do it in June or do you want to wait until we find out what happens with the pandemic well right now we're gonna need to look at it in June because we do need to have some direction for the beginning of the new fiscal year July 1st and we want them to start off going in the direction we need the information at this point I think we all have to work under the premise that it is going to continue to change as it's changed over the last several weeks whenever one thought they had a direction so we'll need to kind of have a general way we would like to go so that we can provide rush into administration and do our part of the responsibility of school governance and you know we'll have to just kind of keep working out and see where we are Laurie typically the number of people at a board retreat would be within the ten person limit is that correct well it's an open meeting at this point we we wouldn't just because as our number who's to have the people there that we would meet um would be higher than the ten there there's a possibility depending on how things go that this could be in person um but I don't think at this point we would plan for that so you're thinking this will just be another virtual meeting very likely watch as much as we did last year in person probably on a Saturday and again this is something that we have to kind of look at our own schedules and see so this is when we'll start looking at those I hope and I'll send out the survey to see who is available for which weekend and we'll just go through we'll take three I think last year we had a three and a half hour window um perhaps I can't remember it was three and a half or four but we'll go through there and just lay out the priority as much as much as it went last year I mean if we can be in person I think that that would be preferred obviously but if we're not able to then we're not able to but that is again an open meeting any other questions regarding item 7.2 all right hearing none we'll move on to item 7.3 under information is a food service contract extension Kristi thank you so we last year as you know we went out to bid and we approved the contract last year a new contract last year every year the board must approve the extension of that contract we can extend it for four times if they're the initial approval the our contract does specify that the increase would go up by CPI every year which is two point three percent as we know prior to this program contract or receiving this contract my team and I did meet with earmark to discuss some concerns about staffing levels so going forward beginning in the well when we go back to school we they will include with their monthly invoice a staffing report so that we can monitor that and make adjustments to the invoice as needed are there any other questions I can answer about the food service contract I don't have any questions but I would like to thank earmark for the work that they've been doing over the course of our remote distance situation and they've been providing food for the kids for breakfast and lunch for any student that asks five days a week for the last couple months and and I want to make sure that I acknowledge that and thank them for the extra work that their staff has put into this and I'm just for helping our kids out now I'll pass it along that will mean a lot to them thank you alright item 7.4 is a custodial and maintenance supply bed this is an annual bid for consumables Christi yep so we released a bid in April for the items that are listed here the quantities listed our estimates these are only for bidding purposes only and they're based on past trends we would only be required to purchase you know what we actually need seven seven vendors submitted bids on various items and the we are awarding the bid to five different vendors based on their price on individual items so Rob and his team looked at reviewed the bids and look for the lowest price per items so that way we realize the greatest savings there are any questions about the custodial supply bit alright item 7.5 is a resolution request for the release of Kendall County Wayne cash funds Christy yep so this is our annual request for the Kendall County to release the developer fees that they collect an unincorporated property this year the amount is just over 5,600 dollars and because this is just more of a formality we are bringing the sossel t4 action tonight also any questions about the Kendall County land cache this is a very small amount if I remember correctly this is just for unincorporated can you refresh all of us on the kind of dollar amount we're talking about hundred dollars right so it is the all the unincorporated properties anything that's incorporated are bound by the municipality or the villages rules that they fall into that they are the borders that they're in thank you welcome item seven point six is in regards to the sale of property wolf crossing in the frontage of Stony Hill Christy yep so this the sales agreement actually expired may 6 the purchaser is still very interested in that property and developing that corner they've asked us for a 60-day due diligence that they're working with the owners of the adjoining properties to close to finalize those sales so we do expect this to come to a close at some point but they are actually asking for the 60-day extension and again because of the timing were bringing this for action also all right item 7.7 is the financial cash flow update Christine yep I so bring that up for us so this is current as of May 6 so we'll start on the left-hand side the first three first Midwest Bay push coin and PMA whoops your spelling too much go down a little bit there you go so uh as far as liquid cash right now we have about eleven point nine million we're estimating about five hundred thousand dollars and outstanding checks as of today we have not received our first installment for May for everything space funding but we do expect to get that on time the accounts payable that you're approving today is just over 1 million dollars and you can see we're estimating again seven point one in payroll and I did put in May this is a little different than what I presented at the finance and facility committee meeting I did put some tax receipts coming in in May because we do know we are expecting to receive those based and everything we're hearing from the counties that they do receive the escrow payments automatically in May so last year we received about 11 million so I'm being conservative and guessing or estimating about five million so that will put us through that first June payroll and that is the one that we were a little bit nervous about going below zero but we will get through that payroll and about and have about approximately two point 1 million afterwards then going down I put in again about 75% I'm estimating 75% of our tax receipts to be Reis our normal tax receipts which is about 51 million normally so minus the five and take out the twenty five percent were around thirty three point six we are repaying a portion of our t aw we did reach out to the four lenders the three townships and Plainfield School District Plainfield is not comfortable at this time committing to extending that due date given you know they of course are also watching their cat the county tax collections and things like that the due date is not until July 31st but we're thinking we can save some interest and pay that earlier in by the end of June so we'll end fiscal year again cash balance there million that's different than our fund balance because remember we accrue back payroll expenses and things like that going over onto the right side now into the first quarter of fiscal year twenty one as a reminder in July we don't receive any evidence based funding so you won't see that there but we will get some residual tax receipts coming in then in August we begin to receive evidence-based funding again we're leaving it status quo for now that's hopefully where we'll end given everything we're hearing about evidence-based funding and you know the the reduction in Illinois how the state's revenue source is also so going down into by the end of September the end of first quarter we expect to have about thirty 1.4 million because again we'll receipt start receiving the second installment of tax revenue so if this plays out and we'll watch it very closely of course we may be able to get through to that September October without issuing additional ta w's and again I've noted there that the township treasurer's the 3-ton chip treasures have agreed to extend that July 31st due date for their portion of our current ta w's to October 31st so we will be bringing motions to the board next week I'm sorry at the next board meeting to formalize that extension any questions on the cash flow um Christy for my 21 um your estimates related to the tax receipts is that also with the 25 percent is that including the 25 percent reduction or yes yeah it could be a little bit higher because we hope to receive some of those first installment because most of the counties are and if you can you scroll up a little or Silla there you go so I've put a chart here what the counties are the extension dates that they're giving we'll County I don't know that they voted on it but that's what they're proposing to their full board is a 90-day extension which would put it to September first so we do think that you know we could receive given those extension dates we could receive pretty half significant tax receipts throughout the entire summer actually I've only got them in those two places but they're right you know given these dates we couldn't receive them pretty steadily throughout the summer but yes that is reduced by 25% awesome thank you any other questions for item 7.7 is there any conversation is there any conversation out in your world regarding the ABF payments any realization that they actually will come through on time the state has in a position where they will actually be funding the schools appropriately and on time so the appropriateness is the question even even in the times before with all the proration of general state aid that is one thing you can count on is receiving those payments steadily you know they we all they always made those two payments they may have been late with the uncaps but they always made those two every month it's the amount that will that the state is going to be able to allocate to evidence-based funding next year that's in question so at this point I would say best-case scenario is that we would remain flat worst case is that it would impact you know they would I don't want to say pro rape because the way the formula is written it wouldn't be a across-the-board proration as it has been in the past there's a mechanism if the state does not fully fund evidence-based funding and luckily because we're in a tier one we would feel the least impact but we probably would feel some impact so again best case scenario is that it would remain flat for next year and that's what we're what what were you know what I'm hearing in my world if you will is there any concern you mentioned that we have not received the first May payment yet there no that usually comes in and actually if I checked we may have gotten it today but yeah it usually comes around the the 10th of the 11th so yeah I'm not yeah I'm not concerned any other questions regarding item 7.7 all right Christie you fill it up they appreciate it alright item seven point eight is revised graduation requirements for a class of 2020 due to Coba nineteen the governor passed an executive order that provides flexibility and high school graduation requirements for the class of 2020 so tonight we're going to share some of our recommendations regarding these changes and to enable as many of our seniors to move on as possible so with that faith why don't you take it from there okay thank you dr. Sperling as dr.
turkey own our assistant superintendent for k-12 teaching and learning will be revising those will be working Liebeck free and you will have the opportunity to review those applications some people say well gosh what a lovely or as I said we're looking for a cure he's invested in we're also looking for a parent who's been involved positively in our district who has the best interests of our school system at heart they need admitted a leadership position previously and you have some specialized experience that will help us with the challenging logistics of this but typically we have more applications than we have spaces and we just try to do a very best to select seven parents will best represent those seven schools in addition to those folks on the redistricting committee that will be su Elementary administrators and advisors from the transportation department they will help us quite a bit so we hit the ground running so we'll be soliciting parent applications right way to can audience 2020 between August of 2020 and October that redistricting committee will get to work they will do some of their work during the day and some have been working evening meetings because they will be working with the Transportation Department to determine what happens if we move this school boundary how many students does it mean if we change this and so they will be working very diligently to come up with a couple of months historically we have surveyed parents since they are not not everyone can be part of the committee historically our redistricting committee has put out an online survey to ask parents for their input and of course to ask for their input and we get a lot of comments but do whatever you need to but don't hold my child we also get lots of great ideas and great suggestions from our parents so I'm quite certain that the redistricting committee will do a survey we also want the process very transparently this is very hard and finally it's harder for the adults than it is for the kids time and time again it's been a challenge for us to change schools or for parents to give up their to lunch school but the kids are very resilient and do a marvelous job of adjusting so to make sure that this process is transparent whenever he redistricting committee meets they will update the website with minutes and updates and constantly provided feedback to the community about what's happening then in November we anticipate that the redistricting committee will come to the board for a public presentation of usually new models obviously we don't want the redistricting committee to only provide one because that would be doing or go to Florida the more lots of choices and the board is going to want to hear what are the pros and cons of each model so for example the redistricting committee might resent one mom saying this model moves the fewest heads it doesn't provide very much balance in terms of free and reduced lunch students or special needs students or diversity and so they will have a comprehensive report which typically is on our school website prior to that warden being and then they will make a public presentation and as has been our history for the last several years whether it was the efficiency task force or the referendum we will allow a process for the public the parents in particular to provide input to the board typically when we've done that so that we can hear all voices and not just have five or ten people speaking the loudest is we'll have a presentation and a large auditorium and then we will move to a cafeteria where our administrators will set crash with ten or twelve community members staff members and parents and they will get input and reaction from the parents and they will add all those comments together and then they would present those that same evening to the board so the first principle has the toughest job and year she goes up goes through all the comments and then the second principle doesn't repeat anything the first principle has said but does have anything new that way our public knows that the board is hearing everything they have to say now that evening the morning asking redistricting committee some questions and asked me to go back and do some additional research they won't be making any decisions that night but they will be listening and reading that report and hearing from the public now you'll notice below this November 20th it says that there will be a public presentation of models computing start time possible changes you know whenever we make changes like we will be making at the start of the 2021 school year it's a good opportunity to look at everything it's good an opportunity to look at the efficiency of bus it's good opportunity to look at our personal start times the optimal time for children what makes sense for parents that kind of thing and so frankly I thought by now we would have started this session but obviously we have been focused on teaching and learning here during this time of school closure and so we haven't had a lot of discussion about that but I do want to say I'd be Ruth in the possibility of some adjustments to our start times and then December it before I take a vote to reestablish our faith or boundaries for the six elementary schools going forward as something that's been on our staffs mind is how do we sign staff to the newly reconfigured six elementary schools and so prior to our school closure and then as recently as this week I have been meeting with the K for faculty to explain to them how we have managed staff movement to redistricting and what we typically do is we ask every teacher who is certified to teach and the KFOR level to submit a confidential ballot to Kristin Ewing our director of HR that ballot is confidential because they made use to talk about it with your colleagues but they prefer credit and we will ask them to rank order their purposes so let's pretend we're talking about a sycamore 2nd grade teacher that teacher may say hey maybe I don't care where I what grade I teach or who I teach with but staying and said more is my number one priority so she would ran sick more this school number one then her second choice might be I'm lucky enough to get sick more I would love to continue in second grade she might was that second and then her third choice might be I'd love to continue to teach with Jane Marie or to memory so the idea is that teachers get input into the school maybe great level and the team member with whom they most like to teach and they can rank order those in any way they choose it's always been the administration's priority to give teachers as many first choices as possible we know that is in the best interest of our youngsters and we can do that and so they will submit that confidentially we'll take those preferences into account but we also have to take other things into account such as who has a high ability license who has an English language learners lessons how many teachers we have that are veteran teachers versus new teachers do we have teachers that speak on their languages so there are lots of factors that will take into account as we provide the best balance across all of our schools then one of the doctors are huge challenges and with his implications he will be determining now that the board has told us where those boundaries are how many classrooms will we need in each of the schools how many sections of first grade or sections of the second rate well we need knowing that our referendum targets continue to be able to high priority in our district where law special education programs be right now we have an impact program on CR Elementary School and an impact program at the river's edge we have two classrooms of impact at theatres where will those programs be where will our striving produce our life still students so all of that we'll take a look at the boundaries keep in mind we want to notice new students as possible keep in mind we need to write there's no to be in the right schools to meet all of our children's needs and they'll make those determinations they'll also be talking with a board and with the community about possible educational change as I said when you're changing several items it's that I can't look at everything so we have the chance to look at a for education and say what changes we need to make for example we may commitment to stem the innovation and that is happening both from a physical standpoint of our ability to changes but also from an instructional standpoint we've already started to recognize they could pay for level we need kind of stem innovation specialists in all of our schools which we don't have right now but we're certainly working towards that's the kind of educational discussion we're going to want to have where are we offering to pay for what needs to change then prior to spring break out of a staff here we'll go through those all and they will notify certified staff above their tentative placement more than 2021 school year I say tentative placement because some things will change let's say that Maggie London doesn't get her first choice you really wanted to be in Sycamore like she ended up at one of the other schools but then as is happening the people resign or retire or their spouse or partner gets transferred maybe there comes an opening where I grew through we are always going to defer to our existing teachers before we hire EB jeepers so we're going to keep right up to the very end we're going to keep trying to maximize teacher choice to make sure that we get everyone hopefully where they want to be and then we know that it's important in April of that year to provide some collaboration time for staff it's important for newly configured staff to have a chance to get to know each other some people have mistakenly thought that we would just take all of the white our teachers and move them over the maple and that really wouldn't meet our needs for balance and our needs to have our voices included so there will be changes on every one of our six school building faculties I'm going to want to provide some transition time also we have a great record any time you be district it the may before it happens we make sure that we have some really fun activities if there's a third grader who is going to a new school or fourth grade we're going to make sure that there are some very cool during the day at least so that youngster can feel very very confident about where he or she is going the next year need to do the same for parents as I said this is harder than it all staff members of parents that it is on kids but we've got some really great transition activities scheduled and then what about our important support staff you know there are stone Ian's and our service workers and have front office secretaries they're important to this process too while we won't go through an entire confidential balloting situation we will certainly determine based on the size of our abilities how many people we need in each job category and then we'll want to take their preferences into account - because we want them to be happy as well and so that will all occurring April of 2021 and then and they will be able to share their assignments with our support staff for the following school year finally July 25 one will be here and we'll be moving and then in July of 2021 the White House preschool will begin and the reconfigured schools will open my final quote before I open this up to board for comments or questions is kind of an interesting quote in light of what we've been experiencing for the last eight weeks for all its uncertainty we cannot clean the future and I for one don't want to leave if you dream and I won't be around but these exciting changes I am so thrilled that we're going to be able to improve equitable experiences for all of our children without raising the tax rate and there's going to be wonderful wonderful opportunities for all our kids as a result of this mess it up I'm grateful to the board for the world that they've done thus far particularly grateful to series of human and dr.
ruby shared one with us today and it's a matter of fact it's one that mr. Feldman had sent to me last week of students in China and how they walked to school and then there's literally sprayed and disinfected as they walk into the building their backpacks and everything I mean it's very significant there's major social distancing considerations social distancing on physical distancing on the bus that gets into cost consideration so there's a lot of things we need to be thinking about the you know old-fashioned staggered schedule you know how do you work this where do you get the funds to do these kinds of things there's all kinds of things we have to think about we have to think about opening up the economy and students who need to be cared for during the day and educated especially our younger children you know below middle school so all that is there Rosa I think a matter of fact I was talking to mrs.
Marshall kind of speak to this a little bit differently to you guys later about finance but what's happened is as the more districts have gone out and chased this idea of Career Pathways what we have is more kids in funded courses but we have no more money at the top okay so for example they created a program you remember we call engineering by design and our governance pathway which are good pathways for schools are sighs well Blue Valley said well we're going to put all of our sophomores in engineering by design and so they don't like that and so did wichita sir lawrence they didn't teach me the same different they just register them in for the funded courses where we were actually working we sent teachers to engineering classes science and math teachers to figure out how to do project-based learning on engineering and these schools just i will sign them up and put them in there and all of a sudden man they have this huge influx of requests for money so then the state started coming back and saying well you can't put those two courses together we can't put those two courses together and it started to have a real impact and the impact that's going to have is on districts our size and smaller because in those other districts for example the lake the Blue Valley Wichita Topeka they have a magnet school for vocations so those kids can find their way there we we don't have that benefit Tracey if you jump to that one PDF that shows our pathways those are the pathways were down one as we head into 21 we still hope to be able to do engineering by design which is tied into our math and science classes we hope to be able to continue to do project management which is a course tied into junior English and we hope to be able to do governments we spent a year away from governance but the whole point is we want to continue to grow this and and Craig and Stacy Reid Craig Coleman and I all ended up on the conference call talking about our audit report but we're hopefully going to set something with the Commissioner here soon to talk about just the fact that we feel like districts are sighs are kind of being squeezed out with this new funding model and just to ask if there's anything we can do you know because their point is we ought to do all the work and if it's if it's good then you ought to go ahead and do it for free well vocational crisis costs more okay they do vocational classes create extra work on the teacher it creates extra work on the administration so the whole point is I'm I'm not saying we deserve the money but districts are sighs our kids need pathways just as much as a kid in Blue Valley will a fund rich stuff and so the bottom line is when you took a look at our senior and if you will go back and look at our senior video you'll see these kids who are pathways completers and for a lot of those kids that leads to a future career for them okay so please be aware that this is a battle we're going to continue to push through we could jump back into that other PowerPoint real quick please professional development something we hope we're going to get to do we want to be able to do it now we may have to be creative with it because we want to expand the use of Microsoft teams for for what our staff is doing and for how we're working we'll keep moving on down and come on one more slide social media statistics normally I would put this in a report this has become so big I thought well I'm just going to make it a slide in our own presentation if you take a look in 2020 we're now over 1,100 page likes with an average reach of just under 6,000 I believe it's that number and you look at how that's grown significantly in terms of that piece take a look at our Twitter followings as well our Twitter is down a little bit just because 49 weeks is huge we tend to do a lot of things with Twitter with results and so forth detail early track weeds and baseball games and golf meets and you lose a lot of post you know from that standpoint our district webpage its highest it's ever been from that standpoint as well so we got a lot of people using the app Instagram which we added last year trying to get to the next generation of followers you can see that we have 367 followers there what I couldn't believe I forgot because with Coppa 19 they rushed us right into YouTube we have 200 YouTube subscribers right now and they've had over 460 views but more importantly we are getting all kinds of responses both from other schools as well as our community about how much they like seeing our administrators that started with the very first one with Craig then the livestream of the senior honors night if you had a chance to see Darla's one school one book program she did all kinds of videos for that Matt has been on Stacy has been on we have done a lot of that and no matter what we think people don't tend to want to read two pages of email but they'll get on and spend two minutes watching the video with some of that same information the other thing is you can see empathy when you see our staff talk I mean before they understand that we want our kids here we don't like this environment we're in and so people see see that empathy and we talk about that from day one and then the last piece is the ever rich piece okay any questions there I'm gonna go back in the home sorry about that no it's not your fault listen results report motion except the results to monitoring report concerning technology education and extracurricular activities at sub results as reasonable progress towards sorry discussion okay by me oh I was gonna ask aunty on teams through school do they have the ability to use the you can't see you know yeah we'll play around with that because we've gone full-blown with what we've done with team yeah I mean there's people at work they do like looks like they're a spaceship or it looks like they're in a jumble order like it's just kind of fun but then and we would like to do like one had to do exactly what you guys did and that was with me today to turn off everybody creating their own little team groups and so forth which is that what I heard Wolf Creek add immediately and all these from that standpoint because the kids would want to create so much their own little areas to operate so but what's interesting is we turned off chat at one point turned off chat and within the day we had for teachers or like I'm using that feature and so we control that class by class but but yeah I'll definitely find out in those days not until you go sit down this one's pretty self-explanatory for their position three board member Scott price that's interested in continuing on and they're interested emotional poise course and Recreation Commission position 3.0 okay so now we just like to make a comment that I still don't like this we appoint someone well it's because the money comes to us I know I still don't like the fact that we're appointing someone that we're saying whatever to a committee that we we give them their money exactly it's always been that way and we are the only one they actually probably talk about well we have some information so if somebody just walks in and says we want you to a point Billy so you a point Billy if we had somebody resigned we take applications and we do interview somebody so we have an interview to anybody since I've been on this board to be on them somebody we are and they apply like a board committee than I think it was okay hair even one great new ribbon this will be easy as well which one did we have pilot there includes a motion to approve Highland dairy company LLC for the 2020 2021 dairy bit as good any discussion oh she passed out mou with me UT and this is for the code with 19 lines basically this MOU was put together by a bunch of different groups KSDK nea you just didn't get it it's it's a it's a document that basically is explaining to everybody on both sides that we're not going to do anything to cause issues with our employees we're going to ask them to work 12-hour days five days a week things like that we're not going to we're going to try to do as best as we can to maintain negotiated agreement and these unprecedented times I want to thank buta for their work with this again trying to come up with again a document that makes sense for us and our relationship with buta is so good it wasn't like we needed to do this immediately before we even start operations or working you know relationships and agreements right after spring break oh we can take our time to go through this and we would continue to maintain work you really are Department that we need to take care of our kids so again thank you so buta and all of our staff go to pass 7-0 motion recess in the executive session for 15 minutes to discuss employee performance pursuant to non-elected personnel exception and the comment the returned open session will be in this room at the end of that time dude that's true no worries [Music] I show that come into knock but you can't come into open session for a minute okay ah I said she's working at Walmart to get the Cheetos okay we're back in session a bit of a retirement I do much where we're sharing white these down south Shiva how many years has she been affair do you know I do not know that off the top of my head but thank you motion accept the retirement progressive Sharon voit as a professional paraprofessional effective May twenty second twenty twenty with regret it just out I thought maybe everybody else and they just snap up it from the last one though should pass 7-0 BMS supplemental what is that any questions on VMs supplemental position okay one quick item that you should probably look at because we do not know what's gonna happen with copa90 moving forward or becomes over 20 or whatever we have paid supplemental we paid everybody at the end of this year now moving into this next year if we for example don't have let's say activities heaven forbid we don't want that but you may have to get that possibility not having activities but we'd be paying coaches for their services I mean I hate for us to think about this but it's $170,000 approximately what we pay out in supplemental duty pay coaching siphons coaching salaries and then give them a supplemental duty ok so again because we have to be aware of this again moving forward and that's as I said it's a real dollar figure there are many different districts doing many different things some of them are going ahead just paying coaches and if you make this motion and we go ahead and meet with whether you have you know spring-trap or mentor basketball or whatever we would be locked into pain no matter what whether these events and activities occur we can make a motion that supplemental pay may be subject to adjustment if the duty necessary by order of federal state or local government authorities and that would make that again if we find out we are in any situation where we have buildings closed for half a year you would not pay those those no stipends for those supplemental positions so I'll stop here and just get your thoughts well we're giving a motion while approve yeah we making the motion to approve these positions so then therefore are the next but that was certainly next school year right he means for the end of this year this is something and I apologize for brain this is something that just didn't come up here like today and on the conference call that said Tracy and they're having to at least [Music] so they have more information but I reached out to me to get the language in case you wanted to cover yourselves and if we did that we wouldn't have if we did have another you know state or federal mandates and II can't pretend it wouldn't mean we wouldn't have to not be that right though yeah it's me and if the governor doesn't executive order like she did this time it says we have to pay right if she gave the option you can do what you want right you would have this language I realize that I haven't I really have mixed emotions on this because I know our sponsors are you know people to sponsor activities for us and that supplemental position that they do whether it's coaching or whatever it is they just pay for a lot of energy time hearts all into this and it's not against not that we're not you know wanting to we want the activities we want schools have normal whatever you do to be as it is putting the language in just means what the option at that time doesn't mean we're not no one's gonna know what's going to happen in fall yet [Music] so by putting this in there we although we want to pay we want to have those events and have those sponsors but if our revenue is cut in half and we don't have school in session I just don't want to give us and go bug that blocks us in so the wording wouldn't do that right yeah you can escape emotion that's there and add this morning to it is with this exception or just say that was works again and Dave Charlie and I will do our best or not as we will do we will make sure we explain to the coaches what and then sponsors what this entails it's not that we don't want to move on them all and you're approving them they are going to be on board they're going to know be doing the duties we want them to do unless there's an order of federal state and local government for the authorities to say we've got a shutdown I think no need to know that we certainly want them to be like what we can't hemorrhage you money if I'm not actually doing if we're gonna get people money's to put needles out of people's homeless next year because they could just say eight to three school and that's all you get for the Holi I mean then we be like oh you know we want these coaches it's just this so statement is we're proving you as coaches yes the event exists it's out of our hands federal state or local it's not the Board's decision to be running all right let's see motion to improve the VMF supplemental positions that we've been presented for the 2020 2021 school year with the amendment that's something that'll pay may be subject to adjustment if the duties are rendered unnecessary by order of federal state or local government authorities second so if they don't render them unnecessary and we don't do the sport we can still talk about what I understand is that we're making a decision that say our County whatever has another outbreak and we don't want our kids or our fans or our people in those stadiums but it's not a federal state or local government thing that's right that our local art department would say you are you know so we still have so based on that statement we're able to make that decision at another time I'd say most likely we would be following the guidelines though in the county dr.
Farland said back on April 24th the governor released a requirement and the flexibility for some of the graduation requirements in the state like many other districts our graduation requirements are a little different than the state and they also relaxed the pieces for local control regarding those difficult decisions to make because we were proud of the high graduation requirements that we have but we also want to be very careful that we are not causing harm in the documents that you have here than what we usually do but not quite as what the state has had and this would allow us for those students that might have done better this allow our students to graduate one of the largest survey tools that we used and already going through this process and lower their graduation requirements there are still several districts like ours they're in the process but these are the ones that I know of so far Palatine Elmhurst u46 East Naperville 204 Lyons Township main Valley View Oakland Wakanda carpenters Ville Huntley and providers have already lowered their graduation requirements in line with the state also suggesting that we lower the graduation requirements because of the possible possible term hardships of participating through remote learning so the recommendations that are there and and we have questions at this time so basically this what this is allowing for is if there are any students who may potentially be getting an incomplete for this second semester they would still be able to graduate correct correct okay yeah thank you for getting back to me earlier today Mike my concern with and I can appreciate that we want our requirements higher than the state of Illinois but my concern was the little caveats in the notes for instance there was credit there must be a biological science and one credit that must be a physical science and the state of Illinois wants 1.5 credits but they don't require which section of science and to me science is about learning and growing and finding things out and figuring out how to solve problems I don't care if they've passed one full year of biology before they go on to chemistry you don't need biology for chemistry and you don't need chemistry for physics is it nice to have sure but it's more of a process question for me right now in a meeting with high school administration and High School staff that they felt strongly about having those order of how we take them as students but you are correct that that the caveats that are there that it must be a biological science and then a physical science is a Stratego requirement not a state requirement right so the same you said for partial of social studies the 1.0 credit must be United States history or 0.5 u.s.
Stockley them who have been doing all the behind-the-scenes work I'm designing for these renovations and designing these educational programs and you Wow so that's quite a bit kicked off and this is your six four members any comments just can't wait I'm happy to see that parents are included and the Transportation Department they're very much in this for knowing where who's going where so thank you for that I'll second what Cindy said I appreciate all the hard work you guys have done putting this plan together and very much appreciate your going having in the past in this process Ben rely on parent yeah now you can yeah my computer mutes itself twice so well I've got a I've got several questions thank you for all of the diligent hard work not that this is for the newer board members that haven't been through a redistricting process this is a tried and true that always includes parents always includes a number of key stakeholders and I must say that my gratitude really stems from the fact that every time we've done this we've learned lessons and every time we've learned lessons we have process improved and so that for that I'm really grateful so my question is about the teachers making their selections I know that there is always a modicum of [Music] difficulty about that because you you tried it you strive to give them their first choice first choices and are not always successful in doing that but it occurs to me that the last time we redistricting which was for river birch that there was quite a bit of content about how that process unfolded that there was there that there were very few teachers that were unhappy or disgruntled unlike the one that was before that the redistricting effort that we did when I think we were bringing maybe hickory online was that the web before for elementary there there was a greater amount of dissatisfaction so really I say all that is preamble to be this number one whatever lessons we learned from river birch albeit that that was so many years ago I think we should carry forward in this process but then the second part would be in just broad brush terms how many teachers will be potentially in play during this particular redistricting process and I'm asking you to get out your crystal ball and predict that because obviously retirements play heavily into that this will be a period of time where there will be retirements but there will presumably not be too many curriculum changes as we've had in prep in past redistricting but I guess we're just for argument's sake is the board really looking at a hundred percent of our teacher population will be in play for this redistricting at K through four or is it more like some lesser percentage is that I don't want them to go away thinking that it's only the teachers who will because we just fifteen or eighteen while teachers we would not our goals right so I really tried to emphasize to them that everyone has the potential to be moved just like our students we do not want to move more than one more teacher than we have to and yet we do know that if our students are going to have a political experiences we have to have equitable education levels licensure that kind of thing so you know minimally what do you think about the size of white oak minimally will be moving twenty teachers if I had to guess I would say it will be at least maybe more okay that's a good that's a good thing to do the educational program should look like of course whatever it is but you know is one music teacher for elementary school sufficient is having music once a week sufficient is having PE once a week sufficient so I think there are going to be a lot of questions they my answer educationally and then that will open up some of those conversations this certainly isn't going to be the wholesale redistricting that we had at River Bridge for example right beautiful empty building with 750 ministers they go to that so we knew we were going to move at least 750 dusters and at least that many teachers so that was really easy to predict but as you said we have learned every single time and I don't think so future redistricting but I couldn't go back of course I've got the notes I went back to 2000 and we have always been able to accommodate our teachers at more than a 95 percent rate every single one of those ivory districts has been more than more than 95 percent of them have got your first choice I love it when the teacher says just put me wherever you need me which occasionally teachers maybe because that gives us some really great opportunities but I really feel confident that of being at the forefront not just what's best for children but what's best for staff too I really feel confident that we work hard to get teachers where they like yeah thank you I really appreciate that ninety-five percent get what they really wanted you know you and I have both often said we Revere teachers and in an atmosphere that has been so taxing to them recently with what we're going through now but also just all of the mandates that we started this school year with and just the litany of legislative changes that teachers have had to go through I love any opportunity we can to satisfy them rather than to disrupt them so thank you for doing that another question that I have and this is obviously premature as I'm going back when but I will say that one advantage of being on zoom' is that you get to capture the slides and you can just take a picture of the slides and then you they're right there on your desktop so that's pretty awesome so when the redistricting charge is given to the committee's can you talk a little bit about what you'll remember that in the past when we did river birch which is the most one in most recent memory the redistricting lines were drawn a number of ways but one of the ways that we really urge the redistricting committee to contemplate was the strata across the district in order to maintain title one is that I guess so many years have passed and title one has changed so dramatically is that even a thing I mean is that something that we when we get ready to task our redistricting committee that we will even ask them to contemplate the effect of title one no when we district into River Road let's just take one demographic let's take the number of students who benefit from our yeah we sought to make that banded much narrower and in fact we were below 10% so our most to our school that served at the least it was about seven eight nine percent difference that difference has grown because our district has changed over the last more than a decade and now we have more than forty percent of its ten stirs you benefit from created reduced lunch and another school that has around 21 or 22 so I think just as we will want to try to balance our English language learners or not yes I think we're going to want to look at that now that was the trend of course the board can be districting committee because you don't want to have students drive-by or elementary schools just so you can balance things out doesn't feel good but as some the redistricting committee will grapple with and thanks to technology is not going to be nearly the challenged confident Columbus than it was over a decade ago into consideration but I don't think we have to worry this is what word about using title one funding because doctor made doctor juhyun and I'll ask dr.
Y Ghana earlier today we're awaiting the extended school year recommendations and guidelines from the state that should be coming on Friday I think that'll be very telling what those recommendations are or what we might be looking at come the fall up again as you said the Finance Committee meeting and we stay here it's changing every day and every week some of the thought process so we're working on all of those things and you know I know that like in facilities for example mr. Caldwell getting direction and support from Hilliard in terms of you know what cleaning will look like I've talked with mr. Dunn and he's talked about how opening up town hall what that might look like so I'm getting off subject a little bit but there's a lot of sanitary and considerations across the board Thanks yeah I mean there's no information that you have like sort of other than you know the extended school year information is that I don't know when we might sort of I mean I'm hoping that a call from the state you know wouldn't you need August but there's and there's also some models out there I just was able to I didn't read it yet but I located Maryland is doing they have a pretty comprehensive plan together for for maybe you know for reopening so I'm gonna take a look at what they're doing is we don't have anything Connecticut yet and this is where we get our ideas we're all surfing the net we're sharing with our colleagues and learning as much as we can throughout this process I wish I had a more clear answer for you but and a lot of this is not only going to be health Riven but then it's going to be budget driven things are going to cost more to make it happen where we get the money to do that that's that's the other consideration we have we must think about so is everybody sort of um you know okay I I know John you had mentioned in our finance community that you have you know this list of stuff that we need for next year ready to go is everybody here sort of does anybody have any other questions about these potential purchases because you know then what I'll do is I'll just you know I'll be talking with the Board of Finance in terms of how best to to make this happen because obviously it's it's for us it's more important that it when it happens and it needs to happen soon everybody else is okay with that okay you guys are all I mute so it's super quiet okay okay so unless there's any other questions on that we can move on to the discussion or continue our discussion on the twenty twenty one budget I think it's you know the the public hearing is going to be tomorrow night and I thought that it was important that we have this special meeting because it's uncertain how much you know sort of air time and really understanding our process and really getting to to start to the coalesce around some sort of main idea I don't know how much you know of that is going to be available to the public tomorrow night it is a Board of Finance public hearing it's not our public hearing so I wanted the public to sort of whether they're watching and now are watching it sort of after the fact really understand that we are looking at this incredibly closely and that none of the reductions that we had talked about last Wednesday because we have gotten a few more follow-up emails none of those reductions are recommended or advocated in any way we do not want to make any cuts and we I believe I speak for all of us when I say we stand behind the budget that we adopted months ago but what we're faced with now and these are really difficult times for everyone is some really tough decisions we're gonna have to make reductions the extent to what they are is still a little bit hazy but it's more than likely fairly firm and so what I think we need to do is you know when John had made that and shared that list of you know what he what these options are to meet that obligation of a reduction you know teachers sort of fell at the very bottom of that list and I think it's very easy for us to say no absolutely we need to be good employers on top of being you know a really good district to our students but we need to really make sure that we have gone through every list and things might need to be shuffled around we need to look at everything and we need to say okay well maybe we can't do these investments but again these investments are needs these investments are things that meet current needs of our students our students needs have changed and we need to respond to that it's not something that we can ignore so one one thing that Jen had recommended which i think is a really good idea is if we kind of dial it back to the beginning and sort of really look at what are our priorities are as a board and as a district what are our values and what sort of rises to the top of that are gonna be the things that we need to make sure we have the most of in our budget next year so Jen you did a really good job of explaining it in the finance committee meeting so if you'd like to sort of lead this little roundtable that would be that would be great okay so yeah I saw I just thought why then what makes this really difficult is that we're all parents or grandparents or were neighbors or community members and we have personal touches to a lot of these different things that we're going to be talking about and so we all have to acknowledge that well of course because we're from the community that's why we're on the board of it but I guess I'd ask us to think about as best we can the larger idea and what are the things that we know that are happening in the district what is the district that we really want to build and aspire to and always to keep sort of that larger idea at our forefront and as we're making having discussions and decisions about what we're really trying to do and I'm just gonna you know sort of say some things and maybe John or Maureen you want to you know amplify or add but really if we think about we're really you know to steal a title of a book here we're looking to take a district from good to great and there are really good things about Brookfield and there's really great people who are working to make it great but we also have a changing clients out we have people with more challenges whether it be English language learners or special needs or just I mean the world has changed and so have our students and so how can what are the things that are going to be most important to help us go from good to great or keep getting closer to great because it obviously never d it's almost impossible to get there just keep moving in that direction and as we think about the discard decisions that we have to make how are we best preparing kids for to be active citizens in this sort of changing economy and changing world so if we could sort of you know focus on that big picture and as we discuss and debate like let's let's keep that in mind as best we can Thanks so um you know I'd like to sort of open it up now to anybody that would like to make a comment in terms of maybe what's most important to them and and you know and not you personally but you sort of as you see you know the Board of Ed and the district in terms of a priority I know one thing that floated out of last last week was was equity making sure that students have an equitable experience is something that is is high on our priority list and I think that that needs to whatever we end up putting or taking from next year's budget you know needs to fit that yeah I would agree and then I would just build off of that to say along with that how are we taking care of the most vulnerable in terms of in our community how are we making sure that we have the programs to support them so they don't fall through the cracks feel free to speak up anyone else I'm just gonna look for a presentation that I can maybe yeah I think you're looking for it now I think it'd be really helpful to dovetail with what Jen said to pull up those those priorities and our goals from the Mary the presentations that we did throughout the process okay so this is our original budget proposal presentation that was initially presented just after we adopted the budget and that was back in February so [Music] no did we did just recently last year create that you know making sure that you know the experiences students get in brookfield is you know something that drives them to being critical and creative thinkers communicators collaborators and changemakers and that's very that's very general but obviously you know for I think for all of us and this has sort of been driven by dr.
shell is the county health administrator we would have the ability to you know to stitute again because we've already local got over a 40 but we're going to be I say very closely in tune with what they have any Health Department doctor shall we okay hey Joe motion to approve the BHS supplemental positions as presented for 2020 2021 school year supplemental hey to may be subject to adjustment if the duties are rendered unnecessary by order of federal state or local Hey those should pass 7-0 talk it out you want to talk about while we talk about we didn't mention the MOU earlier I guess this heaven line on the number two I don't know if with Evan or meeting actually bring up some team yes they did it with their negotiations team so we did it as a board I helped share this information with you they did it with their negotiating team and then we attack me and I got together putting the other the final touches on the MOU big question though then the information for negotiations that we talked about so far I don't we don't think we need I think I know you know we'll have our next meeting on Wednesday yes finding strength talking about advice the last right as we have left the they were in favor of the 15 minutes of evolution of six days and that number two right now the caliber just took some days off the B in the end of you yes yes and then we're going to live to try to need to finish separately calendar stuff the calendar option on lengthy and that way you can get that out subject to negotiations I think you see the document is attached for you to look at some wording and a lot of boards and associations are also including we need to close negotiations not just finalizing lots of questions in my keyboard answer Wow he hacked there's I mean there's many districts that are changing up their agreements this year debrief hmm I would say all the staffs hard work I mean for the technology to wasn't like we planned this for months so I appreciate I mean has worked closing in a school year and a lot of tough decisions and I you know and even like mr.
history and civics that is a state but the requirement above it at one point Oh must be modern world history is a Oswego suggested requirement right so I don't know that first of all how many kids that effect if we have those added in there versus if we take those out and then my second question I guess more to the point would be is there legal recourse for families if our standards somehow our stopping graduation since the state of Illinois has changed its graduation requirements what is the legal recourse for those kids who it would affect I really defer to our attorney but our my my sense is that since our requirements are different throughout the year that are higher than the state that that same availability would be here and they did were very specific in the governor's order that the I think I understand what your concern is Ali and I'm my question would be how many seniors would these caveats affect like I think modern world history most students take that as a freshman so I understand like that's a requirement but potentially there aren't really any seniors who would maybe be getting an incomplete in that unless they failed it and taking it again right some of the discussions like you'll see for health we didn't go back and you know change that health department because that's the class that's taken much earlier than your senior year and that's some of the logic that was followed with science and social studies requirements that are there because those aren't classes that seniors and would be taking those would have been taken in earlier years and we didn't want to back up and give credit for courses that wouldn't have happened during learning right I just I and I may be the only one sitting on the board who thinks that but I don't think we should have the math science and social studies caveats they're the notes I I would ask if we do not what how what percentage are how many students are we looking at that if these standards are not lowered are gonna risk not being able to graduate this year so I have run some of the numbers and I'll share with in just a minute but I also want to caution the board when they tell you that it's 70 students at each of our high schools are in danger of not making those requirements we are always at this time of the year have quite a few students that are waiting until the last minute to get the assignments and to get things done you know how am I going to do on that last test or that assignment and this the deadline is even further out than what it would be usually now because we've given some extended time is later we also pay more time to do that right now it's about 70 we do anticipate that as students find out about deadlines and get those things in place we would have more students pass this still way down on their their transcript it was an incomplete other things there will still be a reason to improve and get better on this even if we change romani slightly 70 of each high school if we keep the one credit the notes done each of those those aren't specific to those individual classes I have not had time to go back and through and look at just at those caveats but a lot of those are not classes that students are taking as seniors sorry I don't think there would be that much of an impact in the change because the classes that are listed there are classes that would have already happened right so here's my concern so it fails biology do we have them retake biology until they pass it or are we letting them move on to chemistry or physics or air science with our high schools we'd have to through I think most people to repeat biology and take other courses and do credit recovery to get that to be able to go into their other science classes and I did want to add that the math statements that are there that one point no credit must be algebra and the one point no credit must be a course that includes geometry that is a requirement that was still in place from the state that is not an ad for so just to add a couple of comments in my take might be slightly different here so obviously we we all understand that things are very different in a remote learning environment but I keep going back to the fact that under the state guidelines and under the guidelines that the district is using students who are already rolled and enrolled in spring semester can't risk getting a lower grade than what they had when we started remote learning and so that leads me to believe that we're we're talking about students in risk we're actually not talking necessarily about students who now may have additional financial obligations to their families or other things that's going on or they've had to temporarily relocate out of the area it says that there were things that they weren't getting done before remote learning and and I'm encouraged hearing you missus Dahlquist talk about how extending the deadline working with kids to understand when things have to be turned in no later than by I guess I'm I'm reluctant to lower the graduation requirements when getting a diploma from SD 308 is something you earn not something you should be given I would like to add a comment to that Brent because it's my understanding that while their grades can't go down they could potentially get an incomplete if they are not engaging or participating in any way in their course so if they're doing zero work and have zero check-ins and you know whatever is the teacher has set up to do their attendance and you know like daily question or whatever it is that you all teachers are doing different things to engage and the students are going on their google hangouts and they could potentially still get an incomplete but that means they're just not engaging at all like totally and I don't I don't know how much of that is happening I feel like from what I have seen and heard that most students a significantly high percentage of students are engaging in their classrooms because I know that teachers and schools are contacting Michael's students weekly if they're not checking in and and so I think we're going above and beyond and giving students the opportunity to say hey I've got some family issues I've got some life issues this is what's happening can I ask for XY and Z and and I'm not saying that I'm not trying to apply blanket statements here I'm just saying in in in general terms I feel we're giving the same ability to support not same ability but we're giving the same leeway to support students who need it and we're willing to accommodate on a case by case basis if needed what I'm trying to get at is that student has purposely decided to check out and not do anything and has no real reason for doing that other than to say I don't wanna there's got to be consequences for that action that's all I'm saying so I think the question the question is does the you know we brought this as information does the board agree with lowering the requirements or do we leave it do we live leave them as is I think you've heard some good comments on both sides of that so it's really a hundred percent up to the seven of you my thought on this is that I actually think that we really do need to only because the the distance learning took place at the middle of a semester where some kids might not yet have caught on to the subject if they were starting something new or they didn't have a chance even to finishing unit I think that this gives them a fair chance I'm not real thrilled with the thought that students who might be on the bubble would choose to take this opportunity to not hold themselves accountable and I would hope that these students chose to model the good character that we've been trying to install them in 308 as well throughout the years but I do I do think that there are enough students that this is going to catch that have circumstances beyond their control that that none of us can none of us could have foreseen even March 10th that this that this feels appropriate to me I do think it brings up a few questions that I'd like to discuss for going forward for our requirements versus the state's requirements for different situations including the different sciences and things but for for this discussion for this situation in this semester only yes I agree with this reduction I agree Laurie I think it's um I think it's a I think we're striking a balance in terms of needing to make some accommodations but you know continuing to keep our standards you know higher higher end but really acknowledging that that there are that that this will hopefully help some kids that have potentially you know struggled and couldn't quite bounce back in the same in a way as if they were in attendance and this kind of last you know this life semester so so I agree with what's proposed I turn yet yes okay I I understand the thought behind this as we say we're about 70 students at each high school that this may affect I would have hoped by now at this point those kids that are that close to the bubble going through this process if I I would before even and consider approving this how much effort has been provided to those students to make sure that they are engaged what else could they have done to get to this point to make sure that that are not going to fail that last science class or that last math class that's going to prohibit them from graduation I would rather have seen more effort or see more ever put forth to those 140 kids in this entire district that face not graduating at this point how can we help them to exceed and get to that point rather than just lowering the bar on what our expectations are that that's why I hear what you're saying but I feel like that I just some of what I heard like a lack of that like I I think that that's I think I would be careful I guess with kind of that statement related to effort on behalf of the effort or lack of effort from our staff or teachers in their area nor in our traitors I hear I hear what you're saying and I and I you know agree with the sentiment that I agree with the sentiment but I think that idea that there was a lack of effort it's a pretty strong statement I think it also I think everything is is is sure it's left to interpretation and I'm not saying that there there's not staff there's not anybody that's not putting forth an effort I'm just saying if those kids I have been focused on or what else could have been focused on for those individual students rather than lowering the expectations for everybody that's my only statement I'm not saying that their teachers are not doing their job nobody's putting forth an effort however we have learning plans in place for students throughout the course of the year and I think as as different as the last couple of months have been and as strenuous as they have been there are still certain expectations that we should have there are but there are also services we are not providing my thoughts are I'm not one for lowering the bar either and I agree that a degree from district 308 is something to be earned but I also think I can't put myself in these kids shoes I have no idea what their circumstances are I have no idea who they are or what's going on they don't live in my house and I don't know their parents I don't know their situation and I would hate to pass judgment on somebody else when I when I really don't know and I don't think that we can take this on a case-by-case basis and say well we've determined that you're just lazy and so wird decided we're gonna keep you to these standards but this kid over here is truly under a hardship and just wasn't going to happen and it's extraordinary circumstances and so we're gonna lower the standard view we we have to set for everybody and I think most of the kids are already gonna meet these SD 308 graduation requirements of you know four years of English three years of math like the majority that kids are already there they're not gonna suddenly this week stop doing their work and be like oh sweet now I don't have to do it because the board said you know I don't need that half a credit no they're still gonna do it and and it's gonna be on their transcript and they'll go off to whatever higher education or employment that they're gonna they were going to anyway I think this affects a really small number of students but I think it's an important number that we can't just say well we think you didn't put enough effort and for some of them I'm sure that is the case they just don't care but for those who do care but they just couldn't I think we need to make that exception for them at this time I'm wondering if faith could maybe though highlight some of what what is done for those you know seven obviously you're looking at data and we know they have around seventy at each high school and what kind of efforts are made and you know related to giving you know getting these kids to where they need to be I'm wondering if you could share some of that faith so for any of the students that have gone you know longer than a week without touching base their personal phone calls that are made with also for those people that are in danger of failing these classes some of our staff and Edmond have even done wellness visits have been repeated phone calls to parents notifications to the students and to the parents about you're in danger of this requirement and there's still more that even even to come and some of those deadlines are still you know a few weeks out and there our staff is continuing to work with parents and students to get this working so that they could meet those requirements I know that they're in some of the courses have been even well if you can't prove you can't do the activity this way what is a different way that you could show that you have this knowledge in providing those different ways to prove the assessment pieces I know that some people were having technical issues we provided hotspots and devices but a little later in to play catch-up during remote learning because internet until we found out about that and in some cases other times where we've had lost communication like so I don't I can't but I have heard some pretty amazing stories of I'm doing the extra miles to provide paper copies to this family so that they could still communicate and get their pieces in to be able to finish courses and taking a picture of the assignment and sending it back for it to be graded so there are some amazing things that our staff have been doing to try to engage students I think it's also important to remember this is one graduating class we're not redoing the entire requirement the district Tony Brent anything else to weigh in on this did you ask me Laurie yes no I'm fine with understanding that we have to have different requirements this year I agree with the Ally that not forever and you know I think people are doing the best they can it's an exceptional situation and if anything will raise them next year and make up the difference that way I'd like to just add in at the end that again that this is one of those opportunities that during our last meeting we had voted to suspend board policies that this was not a requirement to Britain before the board for our vote in our decision but that this is something that our administration chose to maintain business as usual and utilize board governance as they as they ought to so thank you for that unless there's anything else I think I'm hearing support dr.
Jim unit he has to be comments he wants to add a doctor with a doctor too you know we'll be working on the title one for it's not really no I think you covered it other than I do know you and I have had discussions already about trying to keep balances in place of try to balance some of our poverty and our Creed reduced counts and even demographics to as much as possible to to make us all more alike than different and I think that's our ultimate goal right well presentation [Music] don't do you think about July see April and May of twenty one when don't know what we do it next week so it's this is very refreshing to have this presentation I also want to reiterate how important is to try and move as few children as possible as few teachers as possible but yet set our buildings up to be very very successful and our students and our families to be able I appreciate the extra transition I'm also that's okay well then we will move on to [Music] resolutions program funding program protects anticipation Thank You missus Englehart so this resolution addresses part of the governor's action that he has taken in addressing the financial concerns as a result of koban 19 so as I'm sure you know the governor delayed property tax payments as a part of his efforts to help Hoosiers during this time what the governor did in one of his early executive actions was he indicated that Hoosiers could delay their property tax payments until July they're typically due in May they could delay their property tax payments until July unless their payments were escrowed through their mortgage company so in talking with our Hendricks County Treasurer about 30% of Hendricks County has their property taxes paid via escrow so 70% of our tax base in Hendricks County is eligible than to delay their property tax payments so that's great for the individual tax payer but of course local taxing government governmental entities have been very concerned about that and what that means so we've been working through that and I will say Hendricks County has been exceptional in communicating with the local taxing entities and helping us work through this answer our questions and and all that goes into that and really unprecedented times so what we have to prepare for is a worst case scenario and as you know property taxes impact several of our funds our operations fund our referendum fund our pension debt fund and our debt service our debt service fund we would be able to withstand late payments in all of those funds with the exception of the debt service fund that's the one that causes us the most anxiety because our debt service payments are due June 30th and as a school district you do not want to be late on your debt service payments there's significant ramifications for that as we look to the future so if we only sieved 30% of our property tax payments we would not be able to make our June 30th debt payments so we have been working with Indiana bond bank and many schools and many governmental entities across the state are working with the Indiana bond bank right now to receive advance funding on our property tax our property tax revenue that we would receive you're familiar with this because we've done this with the referendum fund the last two years getting an advance on those funds so that we can pay teachers and not have a deficit fund balance this would be the same concept with the debt service fund they would give us an advancement on those funds then we would receive property tax payments in june/july or potentially even late payments in August that we would then be able to MIT to reimburse the bond Bank for that advance funding each year when the board and the fall has approved the budget we have typically included an amount for a tax anticipation warrant we haven't needed it in previous years this year we need it so that was good planning on the board's part so that we can can take this step and make sure that we've got the funding necessary to make our June 30th debt payments so this resolution authorizes that and allows me to then move forward what the bond Bank will do is bid this out to local financial institutions so that we get the best interest rate possible and of course interest rates are at historic lows so you know that that helps us as well as we navigate through this this uncharted territory that we're in certainly glad to answer any questions that you might have but we recommend your approval of this resolution correct we would not need to dip into our rainy day fund to do this and and part of the reason why we need to do this is we would not have enough funds in our rainy day fund to make our June 30th payment [Music] got it I move that the board of school trustees approved the 2020 mid-year funding program with a debt service fund resolution as presented first reading you have a new board policy duck Thank You this is named of our members of board as you know when we have a policy change recommendation we first rank order first reading and then present that and then the board can vote that to become a policy of the second reading this is a policy and it is actually required by state law that July 1 and I apologize we do not have the exact number of this policy you may recall that we have moved away from an organization called Neola it's your professional organization the Indiana School Board Association that is now advise us on policy which has turned out to be a great move in this first year were one of maybe a dozen school districts that switched over to is PA and will really like it did they're doing a marvelous job but we're still kind of tunneling between the two numbering systems so we'll have to have that for you upon second reading but essentially this is a really great common sense policy about students with mental health and behavioral service records we talked earlier in times for being about the fact that some of our youngsters benefit from Cummins behavioral health counseling or other sources of counseling and with this rift what this says is in records regarding the mental health of a student are just as confidential as any other medical record and they are to be a medical record which means they may not be at this dues cumulative file than other people you know maybe I got a chance to look at that this is how these records are to be maintained in separate students by our house or principle depending upon the situation and indicates where they are to be secured and how they are to be secured and who should have access so this is a great common sense policy and we recommend approval on first reading of the student mental health and behavioral services read which policy that the board approve the policy of what we're creating is religion second most Romania second Mississippi for there any questions on paper thank you [Music] don't ruin is there anything else no I I must I say no no nobody speak I only have a couple of board meetings left and so I can't possibly say thank you enough our parents have been phenomenally supportive and it is not easy as many of you know for our earrings is working inside and outside of the home and trying to finish learning our youngsters have done a very very nice job they're sticking with us our teachers and our instructional staff are constantly reaching out to support kids we can see on any learning day Monday Wednesday Friday we can see that level of engagement and it is not at all unusual to see more than 90% of our youngsters actively engaged on Schoology and so I really have to give them a lot of obviously we are trying to do everything we can for our seniors to make this a special time and we did have to cancel on Wednesday night our last week 720 yard signs were delivered to all of our seniors my various staff members and they are also placed around our the community is so excited to see that the town of Avon designed and erected banners at the intersection of Dan Jones and 150 South congratulating our seniors are very very grateful and we're not going there are still a few more things to go mr.
Rubin and John too but you know is the curriculum and the necessity to continue to move forward you know regardless of the budget that we have and how best do we move forward you know when major reductions come I don't I don't I know I personally would not want to be you know sort of looking in the rearview mirror and trying to always get back what we lost because that sort of stalls us from making progress I don't know how anybody else's feelings about that but I'm gonna go towards our goals well I was just gonna add I think somewhere near the top of the list has to be academics and curriculum I mean if I think that includes as Jen said supporting our vulnerable students but also challenging our students at the other end of the continuum you know we can have nice things and great buildings and and lots of programs and activities but if the academics aren't there or or are and what we wish them to be you know I think we're not being true to our values I would agree with that I mean one of the first budget goals that's always been in shinned every year is maintain class sizes so you know how this is one of the things that is affected by is or potentially affected by this reduction so you know how are you guys feeling in terms of I mean this is if you really look at all of our budget goals to be honest every single one of them is in jeopardy and maybe not this one because we can't obviously reduce resources that are you know in alignment with state and federal law but how far can we move in terms of relevant curriculum instruction assessment learning that's all of that curriculum work and professional development that goes along with it and we've done we've invested so much in the past doing that it seems to to sort of you know ignore that and not keep that really high on our priority list is is going against our mission counterproductive to everything working for exactly technology we talked really heavily about the need for technology and now looking at what next fall might look like that seems to be even more important so technology needs to be I think technology has to be really high on this list enhancing programming and really and this is sort of the something from people in the public is you know well they're still gonna be investing there's hovering and you know that may or may be true but if it is again these are not sort of I don't look at these as sort of investments that are Oh wouldn't it be nice to have this and let's cut something else so we can get it this is sort of these are things that meet very specific needs that we're seeing we see kids struggling in math we have to do something about it we cannot just ignore it potentially just because we want to keep Spanish um these are incredibly difficult decisions because I do want to keep Spanish but you know we we have to sort of were forced to reshuffle our priorities here I mean those are our five major goals Rosa if I may at this point back to that first goal in in my list that I updated for the board after last week's meeting and provided to the board you've had a chance to look at that and and we have that prepared to display as well as evening slide five six and seven I believe are very solid dr.
Reedy answered a question from a senior that said please and that that was really appropriate you know he said one you know we're trying to make a decision and it's you know been challenging her staff and overall our school district in very well with managing the process compared to other people I've talked to that are in many other school districts but I will say that the kids I think even though they quote hate school hated this worse in the end I think they really did miss the ability to talk to a teacher right away and that interaction that you get the school yeah know a lot of kids did well with it they said fine you know work fine I didn't find witches whatever and it kind of just how to put in the ending saying I'd rather not do it this way this is for college and that would be the answer you get this is for when I'm older self learning and self-directed learning which a lot of this ended up having to be doing it you have to make yourself do it there wasn't a study hall or a teacher that stuff those kids don't understand that yet and they're realizing it a lot earlier in life than they would have otherwise but it was interesting a lot of kids are like fine building on this fundamentally where you learned and to learn the fundamentals on your own it's just I was trying to teach Preston subtraction I'm like 79 is so few and he's like and I'll get it and then all of a sudden I was in like seven take away two and it's like it clicked it's like just those little this is little things okay mini journey
Sparling for this new recommendation okay very good if that's the case I only had the second question in regards to the items under the notes I just wanted to make sure that was addressed she asked the question some of that is for another day okay all right I just wanted to make sure your question was addressed to Ellie yeah okay and hearing them and we can move on mrs.
Shockley our principal has been working tirelessly to try to provide a computer person graduation that is still our goal it is very difficult and it is not that one version is better than the other there's too much controversy about what each school is doing we are just hopeful that we do still provide for our youngsters so we're hopeful that everybody in it again is doing their part to help the governor it prevents these phases so that we can have an and maybe a modified graduation but we do something impersonal for those youngsters and I'm very very grateful to mr. Shockley for the evidence that he had the staff are going to try to accomplish this and also to the students and parents with providing you with feedback and our next board meeting on June 8 we'll have the opportunity to recognize our valedictorian and our salutatorian it might even be a personal which would mean them great even better but if not it is certainly not have the opportunity to recognize them by assume we won't be able to hold our small word reception for our retirees this year that timing is not going to work but we have some other ways that we'll be honoring our retirees we will share those as the the next few ease unfold looking forward to the bringing in the school year thank you alrighty or remember I'm innocent [Music] well and I'm inside and the new preschool I guess and the great job [Music] thank you ma'am just a couple of quick thoughts first of all I continue to be impressed with the stamina of our teachers and our staff I am definitely seeing parents and kids wearing out and to be honest parents a lot of them I am certain that we have teachers wearing out they're not showing it they're here through this now many times on their backs and so just shoot us the teachers and please continue to pass on to them that we know while they may be crying in their evening drinks at the end of the day they aren't showing it to out there ain't the kid there carrying us through that good to see especially as again a lot of people are wearing up on this we talked a little bit tonight about our efforts to reach out to our students and our families were struggling and I would just encourage the staff that I know it is for you to keep that a very very very high priority the rest of us will get through it but there are some some folks who are down caring for sick people loss or jobs those kinds of things where they need our support that's to be our number one priority and I know it is but I wanted to specifically thank you for that you keep putting her into that and also just wanted to say publicly that I support anything and everything we can do to salvage some sense of normal t normal t normal state use me for our seniors so that we can honor them as they move out of there have an experience and become young men and women in the world let's just again be as flexible as we can and patient as we can to somehow give them some sort of honor as they as they leave our fault so appreciate your efforts and all that and it's very very very very much appreciative of the leadership of our central office staff to keep all this going thank you well first off I'd like to state that school board meetings always go on every month but this meeting is definitely in a different format as dr.
ruby was very articulate about class size and the need while class size is certainly important it is not the end-all and Beall it's the hike a teacher with the students day in and day out that is the most important piece but with the class size will be more important than ever considering that our students are going to have missed almost a half a year of instruction when we received them again next year and so that's that's a consideration there notwithstanding the fact that when people talk about what school might look like there's concepts of class sizes of 12 not only because of social distancing but because of distance learning in the combination narrow the net the next slide I think it's six Rosa so so let me stop there for a second so in the in the proposal I shared with the list of reductions when the Board of Finance was able to put back $400,000 when we found that out last week that was very helpful because that was the last item on the list was increasing class size and so we were able to in my suggestions to the board is I took that off of the reduction list because the the reduction went from 1.1 million down to seven hundred and sixty-nine thousand I think so we were able to address that in terms of meeting the needs of students in terms of being aligned with state and federal law or adding the parent educators we put back in the budget the special education clerks which have been a tremendous success the not only efforts in compliance but in responsiveness to parents and timeliness in terms of invitations and PPP's and all of that they've been incredible and also the transition I mentioned last week the transition to electronic records and transmission of records electronically in our special education department has been fantastic that's as a result of those part-time clerks in the leadership in that department and then slide 7 we we don't have to kick if you can just click over to that for me I believe still in our budget we have the s TMF and we are I have to ask Ken we may have reduced the curriculum line for social studies that's been in and out a couple of times so forgive me I can't I need to make sure of that and then the pre-k curriculum those are part of some of those are part of the pull ahead items we talked about that we take out of this year's under run to pay for for next year in to reduce next year's budget so the first three slides were definitely able to still achieve considering the initial eight hundred seventeen thousand dollar reduction with some of the risks we took with retirements and special education contingency so we're in pretty good shape with five six and seven and and you will note that those are not on the reduction list that I provided up certainly we can share a little bit number eight our goal on technology we talked about purchasing the devices in this years with this year's under run for next year considering what's happened with kovat in our post Kovac preparation but these items here have not been reduced at this point for next year in next year's budget so we are achieving this goal as well in the current proposal that forward and then the last one this is this is our investment some new positions with all of the work that we did last week to reduce what remains from this list in the budget is the interventionist for math at the high school and writing text the Flex scheduling software and did we leave the coaching camp that would be the only one any question on or did we put the we left it in we let the coach in yeah the scheduling program does that mean we wouldn't be able to transition to the new schedule or we need that program to run it we really needed to run it I didn't because the meeting went long last week and mr.
Doyle thank you whoops you should remember to unmute item action items we're on item 8.1 approval bills for payment any questions can I have a motion I make a motion to authorize the payment of bills an email of 1 million forty three thousand two hundred and forty five dollars and 32 cents as presented second mrs. Swanson i mrs. Doyle I miss Morgan I misses kronor I mr. Baumann mr. Baumann i mrs.
Wyndham stay in our enrollment he said I believe sit grew by six preschool and then as I was doing my research over the weekend I saw two that we received for students K through 12 so our enrollment went up four in the K through 12 so we thought that all of this is going on we still got some new students I too would like to thank dr. Horniman for presenting the construction program the calculation timelines and them and what all redistricting when we go about this what else going to happen with redistricting I drove around I think it was Thursday night I drove around back in there and looked at the buildings and I never got to go to those two buildings but they've been around a long time and I've been in a boat they were always referred to as mr. Parker's building was always white oak and then mr.
Blandon gave a lot of detail that I want to a pine for a minute we did it and I was a high school principal a very similar schedule with that common time that intervention block that mr. Blandon wants to put in place and we did it by hand and it was not as effective and efficient as it could have been and we spent time probably three-quarters of the day one of our clerical positions was spent on trying to schedule and maintain order and a sense of attendance and knowing where students were at at all times this for a very small investment is going to allow in automatic efficiency with that where students could be scheduled by their teachers who need intervention so right so you said was it taken out or it was the Avenue it's still in the budget yeah okay they're important because his schedule change really will not be successful well this is one of the pull ahead right and this would be a pull ahead yeah we're really getting it this year for next year yeah so what was not in the budget or as a poll ahead is the English language learner teacher yep the part-time tutors for math at the elementary school and the after school security recommendation and the math interventionist - right no we agreeable I put the math with the pay to participate I was able to put the Matt asking me to participate bringing that back bring the math interventionist back in so this is where the tough decision starts to come in you know any word you know if we're talking about how important is equity is it more important than the kids that are struggling in math I mean these this is sort of you know and is there some other way that we can achieve it where you know maybe there's well the the other piece Rosa that's important to be mindful of here is that I have a reduction to the elementary or the k-6 Spanish program to achieve all those goals I just went through so there's a loss of the the world language program the English language learner teacher the after school security and then bringing in bringing back pay to participate that's those are the big big swings I guess is the best way to explain them can we also mention though that having me intervention Bach does scheduling the Flex scheduling program in place that should really I don't say pick up the slack but really should help with intervention for math and well in all subjects but that's the really the goal of that flex new flex scheduling program at the high school so I mean I definitely like to kind of talk about that more in depth about removing the math interventionist if we're trying to reach that goal with the sketch with the Flex scheduling program yeah enjoy that's it's a good point you bring up because mr.
