Moyer I don't like it i motion passes 7 0 item 8.2 approval of the bus trust lease agreement any questions and have a motion I make a motion to approve the bus trust lease agreement with Midwest transit equipment incorporated and standard leasing LLC as presented second miss Morgan aye mr. Lightfoot I mrs. Doyle know mrs. Swanson aye mr. Baumann no mrs. Moyer aye mrs. kroner No motion passes for three item 8.3 can I have a motion I make a motion to approve bus service removal for parts of South Ferry and prairie point based on the hazardous study conducted by Erickson engineering second the wait I have a question okay I never got answers to my question from last week can we stop about the time yeah yeah I did get an email answer to that question and she said that they were it was conducted during school drop-off and pickup time I could go back to find that I did have some other I do have some other questions and concerns about that but I don't think any of my other questions would necessarily change my vote just I think there we need some further discussion about it that makes sense so do you want to pull it back off for information the information was that in the weekly update um Christy or was that a separate email no it was in the update and I think it's also we updated the board memo that is included on this agenda item with that information when did you would have been last week there's not a board member comment it says in the weekly Friday in the memo it says that you confirmed with Erickson engineering that the traffic errors were served during drop-off and pickup times for both schools right and then I did have an additional question where I had asked and I and I asked it because I live in what one of these neighborhoods and so I know how kids get to school here so that's why I'm had asked questions specific to where to the South Ferry and my question had been where that they were thinking the kids were gonna cross at certain points because it's a little tricky and while there are crosswalks that I would be concerned if I had a small child would worry about 4th or 5th grader but if I had a little kid I would be concerned Kristy are you aware of the crosswalks that talking about and if so what is your plan with it so I am aware and I know one of them and I looked at Google Maps so I know where that one is and I believe that's the one of them is where Southbury think it's not very currently dead-ends because they haven't extended the subdivision yet into that next plot of land but I think so is South Ferry is this the South Mary's the one that we talked about potentially putting an additional crossing guard yes last week right or last boys don't need that so I think where they're talking about them crossing where the crosswalk is is on the west side not the dead-end side it just wasn't put in a great place so the actual crosswalk is a divided area and there are cars turning and going through the intersection if it had been on the east side where there's really hardly any traffic at all and then it goes up into a walking path but where the walking path goes over on that dirham Lane it ends like in the middle of the street and there's there's not a crosswalk right there to get across the street to the side there's like no sidewalk there I don't know and I believe dawn dawn is with us and she probably knows that area better so dawn are you there yes good evening um I did good evening I did look miss Croner at your concern I think that there is a walk path that we can get them to to use crosswalks safely to the school but I do understand your current current concern about the South Ferry and Colchester intersection that the crosswalk is only on the west and not the East Side and that is a Boulevard there with some grassy area in the center so if if there were consideration for an additional cross crossing guard that may be where the crossing guard may need to go but I believe that if they go up to the far side of is it Durham uh-huh Durham there's a crosswalk there so they're on the far side and then cross onto the school property yeah I think if they I think there is a way that it could work we just you will need to make sure clearly communicating to parents what the safe route is I have already think adding sorry go ahead no and then adding a crossing guard there at that Southbury Colchester intersection where it is that Boulevard works divided mm-hmm would be very helpful I think right and it's not a huge expense to add a crossing guard so if that would make the parents more comfortable if we can definitely do that and say something else no just that if we if we work with the building principal and assistant principal I thought we have a communication that could go out fairly soon to the parents letting them know that the change is coming for next school year and giving them the recommended walk path depending on what neighborhoods they were coming from so I thought we ice walk path from each neighborhood yep that would be really appreciated I'm sure and I'm sure the Prairie Pointe parents would appreciate the same thing I'm just not as familiar with their route okay I took some notes for that we'll make sure that we add that into the process thanks Don mm-hmm you're welcome all right so going back uh does that answer all the questions that we have on 8.3 okay can I have a motion please okay I make a motion to approve bus service removal for parts of South Ferry and prairie point based on the hazardous study conducted by Erickson engineering second mrs.
wheelers belly was the one in the back so when somebody tells me white oak or another school named maple ankle huh and then I'll figure out who it is and it's going to be cool to see all those change there many decisions to be made by everyone in this redistricting I've been through it as a former teacher not everybody's going to be happy at first trust me but that should change very soon real quick I want to share something I thought of I taught fourth grade all my life and I'm 28 years and one year I'm certified to in preschool I don't know what I was thinking then the fourth grade and one year enrollment was really high preschool where I thought and they didn't need a fourth grade teacher when I was the only one certified in the whole district to teach preschool so here I go to preschool from fourth grade bringing my top down to preschool and I just look away one day I was there and I said then those kids you know would look good on me call me teacher all this and I said now my boys and girls we're really going to start cooking and they what are we going to eat what are we gonna cook and I thought oh soon as I don't know if we can do this but we made it so that made me think what dr.
Blanton did say one interventionist in the school is not going to pick up all the math intervention you know the whole point of that intervention block is that math teachers themselves during that time could you know in addition to the after-school or the for school time would be the generous would donate their time to support their students that time in the middle of the day they'd be able to schedule students to meet their needs as best they can so the new schedule at the high school is not dependent on having this one math interventionist that's active a relatively accurate statement I would say yeah do you guys want me to pull up the list of the options dr. brill head put together yeah that would be helpful I think I was a hero Roza I don't know if you have the most updated one I know based on our Finance Committee discussion Eric has one that he can share where we adjusted this yeah thought they were actual recommendations and recommendations considering our situation I certainly don't want to have those those are rows before we get too deep in the the reduction list would it be useful for me to take a quick run over what are we been already yeah great all right so Eric in liable the share screen here like yeah I have it turned on for participants to share I just disabled mine so you show no hold on sorry now you're all set all right I was saying I'm disabled so you know I got it I had a reunited success there you go all right can you all see that spreadsheet yep okay so look what I what I've been doing just to get my head around what's going on are in our budget is to just kind of talk about year-on-year what we've been looking at and if I and I want to go through the three phases of the budget when we presented our budget at the end of January after we went through three Scrubs with dr.
Doyle I miss morkan aye mr. Lightfoot hi mrs. Moyer aye mrs. kroner aye mrs. Swanson aye mr. Baumann mr. Baumann aye motion passes 7-0 and I'm 8.4 I make a motion to approve a resolution and request for the release of Kendall County land cash funds to us we go community unit school district 308 in the amount of 5620 $1.19 that can mrs. Moyer aye mr. Lightfoot I miss Morgan I mrs. Swanson uh mrs. corner hi mrs. Doyle aye mr. baumann right motion passes 7-0 item 8.5 I make a motion to approve the student rights and responsibilities section in the student handbook for the 2020 21 school year as presented second mrs. kroner aye mrs. Swanson aye mrs. Doyle aye mrs. Moyer aye mr. Bauman hi mr. Lightfoot hi miss Morgan hi motion passes 7-0 item 8.6 I make a motion to approve the extension of the due diligence period in the real estate purchase and sale agreement with B stp midwest incorporated through 5:00 p.m.
Horton he was talking about redistricting what else involved there couple other things it's a good idea one thing that dr. Herman being a former teacher to anybody can get on those few folders of staff members and lots of times they do for behavior problem suspension anything like that I think it's great that these mental and behavior service records be put in a safe place with she named a school official who is responsible for the services for that student I love love that idea I would also like to take a minute to personally thank each teacher and administrator who has been working so diligently to ensure our students to continue to receive the best instruction during all these difficult times I know from a teacher's perspective how difficult it is to prepare online you never had to do that though but I bug through it with my side of my system what they do how it is to prepare online and to be away from your students that you care deeply for thank you and goers both on I had the unmanned um well a couple of things I'll echo this sentiment that I'm really sad for our seniors I've been working with Brownsburg senior this week on a project that we're doing for the reopening of our company and I asked her I said you know what do you miss the most do you miss not going to prom and she said no I wouldn't have gone to prom anyway and I said well do you miss the potential missed the commencement that you won't be having and she said well no not really I said okay what's the thing you missed the most and she said well what I really miss is that we used to get the day our last day as a senior to go to all of the schools that we went to in our school career and we got to go to each teacher and thank them for being our teacher in our cap again and I thought you know that really said it for me that really those are the kind of things that you know students you just think about the big rock items that they're missing but such a small but very sentimental thing you know for our students to be missing out on the opportunity to thank their teachers so I hope that our seniors will take every opportunity to find creative ways to do that because I hate that they would miss out on that I also want to echo mr.
Burrell and his team we presented a budget that has 6.8% increase you guys probably remember that we all had the oh my god that's a big number and that was about three million dollars of spending growth year on year but it was made up of some really important things that we can't forget we had a big increase of special ed for out of district placements which we've been struggling with all this year they've never been in the current year budget they show up in budget wise and next year's budget that was about an $800,000 spend I was almost two percent growth on the budget by itself and that's based on the the known and anticipated kids we had at the time we had about a two hundred thousand dollar increase due to increasing enrollment which was another half a percent spending increase year on year and then we had inflationary of about 1.7 percent and that was a combination of our normal contracted union contracts but also big growth and health insurance at that time it was a very large growth of health insurance and we actually had some revenue losses you know Medicare and some and we had used the one-time non lapsing fund in the current year so there was some real revenue things but kind of holding our own was a 3.8 percent increase and I want you to stick that number in your head but that was about 1.7 percent and then we had a small amount of investments three hundred thousand dollars which is a whole litany of things that we talked about in our budget presentation that was the whole picture the first just Maga which was eight hundred and seventeen thousand lowered the budget increased to two point two million growth year-on-year in about four point eight percent so on the surface that looks like a big number we attacked that if you remember we took some risk in the salary lines by assuming we were going to get some healthy retirements we've seen some of that in the past but we we said we'd taken eighty thousand dollars with a risk we upped that to two hundred thousand dollars of risk and it's risk it's weird it's not in the books that people don't retire we don't get those savings but we've had some history so it's kind of supported by you know our history of you know when people leave district we also took out all our contingency on special education we had a number of students that we didn't have slots yet identified so with the board of finances agreement to you no letter that carefully and they would be there to help us we agreed to take that out of our budget health insurance actually we got some good news on health insurance that allowed us to save some money and then we had a variety of other small updates that Ken was able to walk us through what that left us with was inflationary spending of about 2.4 percent and I'll stick that in your head because that's lower than our contractually required a payment and you know increases that we have for teachers administrators nurses secretaries and the like it left our investments about the same and we did lower the special ed by a couple hundred thousand dollars because we took out that contingency so we're at the point after the first adjustment where we are actually at a budget that we all said we could go support that's been scrubbed now five times that has increases inflationary increases at less than our and most of the reason it's less than our contracts is we took salary risk on the retirements and then with the second adjustment which we have to decide on tonight the spending and the next spending increase goes to 3.2 percent the special ed doesn't go away and I don't believe unless dr.
on July 15th 2020 okay mrs. Doyle I miss morkan Oh mr. Lightfoot hi mrs. Moyer I missus kroner I mrs. Swanson i mr. Bauman hi motion passes 7 0 item 8.7 revised graduation requirements I make a motion to approve the revised graduation requirements for the class of 2020 do two kovin 19-second miss morkan aye mrs. Doyle aye mrs. Moyer aye mrs. kroner aye mr. Baumann no mr. Lightfoot no mrs. Swanson I'm sorry I did not hear that aye motion passes 5 to I time 8.8 administrator contracts I'd like to make a comment before we take the vote madam president please so this is on an unfortunate timing and unfortunate activities and we all know what's happening in society unfortunately we just last Friday got news of the highest unemployment numbers since I've been alive and since most of us have been alive and well I understand that we we owe it to our administrators to renew their contracts I personally cannot support any increase in salary at this time given not only the fact that we have numbers of family members in district 308 that are out of work looking for jobs we have no real good numbers on understanding what percentage of the district may need to take advantage of delaying their property taxes because they can't pay them that's money that the district uses to pay our salaries and this is potentially more concerning than the downturn than we saw in 2008 because of all these things I mean I would love to give our administrators some sort of a reward be it monetary for all the work that they and every member of this district is doing during this time but I cannot support pay raises and that's why I will be voting no on this today thank you anybody else okay thank you Tony I'm gonna go and I'll just make a brief statement also that for myself I'm not looking at administrator contracts and changes to pay scale as a reward or anything although they are all of our administration has been doing an exemplary job given what they had to work with this year in changing times I'm looking at this as strictly a marketing a fair market value decision on a lot of our positions that have fallen so far behind that it can become challenging to fill the roles and we know that we need leadership in our district especially through times that are uncertain and we need to make sure in my opinion that we price these positions in a way that will allow people to accept them and I am significantly concerned for our finances and all of the concerns we have however this particularly for some of these job categories has been a change that we've needed to make for a long time and if we do not put a start toward it we're going to face some concerns for leadership for next year is there anyone else can I have a motion and make a motion to approve the administrator contracts for 2020 21 as presented second this is cloner aye mr.
Danis comments about our heroic teachers I mean my goodness I have had the opportunity now a couple of times sit in on zoom' meetings with my grandson's teacher and watch the energy that she still has for 4th graders that are about as abstract random as you can get I mean they have a hard time staying on task but on assume meaning they feel like that's a stage and they have the opportunity to perform on that stage and she's just been really a energetic creative enthusiastic she includes every student so our teachers really we know they're heroes but this year they are superheroes because they really have kept the educational fires burning and they have made it so that our students really feel included and that they feel that they though they know they're missing out on learning opportunities they don't feel that they're missing out on that social part and the interaction part and then a final thank you to our admin team for working recently you know to get all the t's crossed and I started and getting everybody back to work and sending out the information that was contained in our board packet about returning to work I have a Naren Deer place in my heart for that because I've tried to do the very same thing and that that is monumental work you know that our employees people are still scared they're afraid they have childcare issues they have health issues they have a lot of obstacles and so it is really awesome for our administrative team to really do the hard work of trying to remedy all of that and still be in tune to the fact that we need to resume some normalcy as mr.
Brill tells us we have some magic on enrollment that the enrollment increase goes away that build yields one point four percent or six hundred thousand dollars roughly year on year for all the other stuff whether it's investments or inflationary and that's a lot less than what is in our contracts so as you kind of get in your head the magnitudes of what we're dealing with here tonight is we you're not gonna do the 1.4 percent increase would actually act without taking things out of the budget part of it maybe are part of it maybe are the investments have to be on the table but part of it will be existing program staffing and the like that we have to deal with in order to make it so just in context people will react 23.2% seems a lot but when you take into account the special edge issue and the enrollment issue which were particular things that we talked to the board of finances the Board of Selectmen around that means what's left is actually very very tight with this budget especially with a two point nine percent teachers contract and I think it's about a two and a half percent administrators contract and the other contracts up for renewal so this is a challenge and I just thought it would be useful to have those numbers in our head as we walk into this discussion and they said does that make sense to everybody as they kind of look at the numbers it does so with that in context I think you understand why we're looking at potentially significant issues in John's West and I just thought that it would be useful to understand why that's there and it's not an easy discussion for our Board of Ed to think through how are we going to deal with this budgetary situation driven by the revenue and I'll just remind everyone this isn't just somebody going in and saying oh we just want to cut the hell out of the board of that this is all driven by the fact that revenues are drying up and there's a strong feeling that we have to Amin it manage tax rates with that that's not an outlet in a world when you know we just can't just raise taxes in order to make up for lost revenues so this is all coming off the back of the situation we're facing I would believe that the Board of Finance was ready to carry forward that middle column until they realized what the kovat is doing to the town and that's what's yielding this this this right hand box that is so hard for us to deal with so with that I will take a breath and what turn it back to you Roza yeah so see if I can clear that screen all right so actually Eric you have the most updated one could you share the most updated go this will look a little different from what Ken sent you but I wanted to make it onto one screen so I didn't have to scroll so I know to the left and then head over to the right it all stays on one screen for me to see so why doesn't everybody just you know actually for the most part this is fairly the same except I had asked dr.
Lightfoot no mrs. Moyer aye mr. Bauman all right mrs. Swanson no mrs. Doyle I miss Morgan no motion passes for three item 8.9 any questions can I have a motion make a motion to approve the new district administrator contract as presented miss Morgan aye mr. Lightfoot by mrs. Doyle aye mrs. Swanson uh mr. baumann by mrs. Moyer aye mrs. cloner aye motion passes seven zero item 8.10 ten motion I make a motion to approve the new building administrator contract as presented second mrs. Moyer aye mr. Lightfoot I miss morkan i mrs. Swanson I misses corner uh mrs. Doyle I mr. Baumann I motion passes 7 0 item 8.11 can I ask you a quick question sure um when we did 8.9 8.10 can we combine like like I understand why you guys split personnel report and administrator contracts but is there a need to do district level versus building level on an administrator sometimes someone okay can I have a motion and make a motion to approve the personnel report as presented second mrs.
Dina said and that we need to begin the process of what's next so thank you administrative team for doing such a great job at introducing that back to work and then getting everybody kind of on that schedule and like I say the only benefit of being on a zoom meeting is that you can't take screen capture and you can take the notes and you've got them right there to refer to so but I am looking forward to the day when we can all resume just meeting in the room together thank you I agree together Artie the table's lonely I have Anita more than six feet away back together whenever that is I staff or teachers and everyone is involved too is Mickey the end of the school year the last month more than just surviving I truly believe our students there are struggles but there's lessons with those struggles that I'm just so grateful that I got to participate or I got to witness bingo they're one of my children's own cost today that was interesting to learn and still be able to have communication just seems like there's examples all over the thank you thank you for community our community is still providing great donations without mentioning that is very challenging for about looking I would say this is well if you haven't driven around I've seen some of the construction that's happening at Hickory six more and maple you should it's one of the highlights of my day drive around and see what's changing and I would also say kudos to the principles of those buildings that are not making decision be assumed about carpet and paint color and all those those fun things and teachers that have gone into those schools to clean out their classrooms in addition to teaching virtually they are going in and cleaning out their classrooms so that the construction companies could get in there and get a head start so with everything else going on the fact that we're able mobilize and get the building projects going a couple weeks ahead of schedule is really kudos to our principals a couple things yeah everyone said how exciting it is with the new construction I would encourage you to go look I'm I know today they were moving a lot of dirt just behind the central office yeah admin office you know it's exciting and it'll be an exciting process as we move through that I appreciate dr.
Morell to come up with or you know sort of report some numbers that are related to athletics because you know K through six Spanish is not the only sort of in the hand I guess program enhancer another word for it but that we have that's not not a mandatory program so I don't know if you guys want to take another glance through this this most of it is stuff that you've seen so but I'd like some you know feedback and and I'd like us to sort of you know be fairly solid with again we're not voting tonight we don't have to make any decisions that are super final but I'd like to have the public going into tomorrow night's public hearing understanding what will happen the very real implications of of the situation Rose if I may just I said it earlier but now that it's up and in front of everybody that first tier where's the poll Ahead's last week that was at 81 or 87 thousand now more because I took the general elementary classroom teachers off of the reduction list which meant we would have more sections and therefore the pull ahead number goes up because we need to buy materials for those additional classrooms and furniture so that's why that number is about 20,000 more than it was last week okay so this I could just summarize what that first the first section there 104,000 as items we could spend on using our under run this year that therefore we could take out of our budget next year rs1 people listening to this oren is familiar with this chart is we might be so involve are actively straightforward to do or there downsides to doing that I think it's straightforward the purpose of us doing that was to effectively lower next year's budget with one-time startup type purchases or you know set the classmen furniture or something like that we didn't want to artificially lower accounts in next year's budget because in the following year it would show an incredible increase and then that becomes a big history a big history lesson for everyone in the next budget deliberation and becomes problematic so we wanted to be very clear that these were one-time initial startup type purchases or finishing off purchasing something like the grade two science kits or something like that then the second category the first two items and there were things we've talked about before which were other accounts that we could use to cover some things or transfer funds into our budget those seem to be not too difficult either that 52 in the 30 questions account is that something that we you think is like a sustainable expense that we can continue to do year after year or is that gonna maybe not next year but somewhere down the road create sort of a big jump in sort of our monitors line who's a question who's your questioning I probably 10 I think for the near term for the next several years I think we're fine the program currently generates enough money to support that and we have a surplus right now so it's certainly sustainable for several years okay I'll just have to keep an eye on it okay fine I'll add Rosa I was one of the things I was doing and the chairman of the board of Finance also did a model on it they that fund is used for it's basically a flow in and out of the meals and it does generate a surplus each year and they each year's new surplus is enough to cover some capital and and and things like monitors that are used in the thing and so when I stared at it it does look like there's enough new surplus to do the monitors and we have a healthy balance in there right now and that over a period of time we could continue to fund capital out of it but it might over a period of time and I'm thinking three to seven years time that's not like imminent you might have to make some trade-offs decisions on capital versus monitors as you do bring the balance down so but I don't think it's an imminent thing and it's the right thing to do given this budget in my view and the Student Activity Fund that's gonna granted that's in the grand scheme of things that's not like a huge number but is that obviously if we reduce the budget by that amount next year sort of jump right a little bit it will create a problem the following year in the budget no doubt okay good jobs but it's the right thing to do to release that funds sure my sorry yeah so the kind of dealing with some of the fallout from the st.
Swanson all right mrs. Moyer aye mr. Bauman aye mrs. corner I'm miss Morgan aye mrs. Doyle aye mr. Lightfoot hi motion passes 7-0 can I have a motion to adjourn I make a motion to adjourn all in favor aye [Music] all right we are adjourned thank you everybody
Horne immense guidance and kind of that background in history is so valuable how we've done things previously and we'll continue to tap into that I think I'll be calling her a few times even after she's gone if that's okay last week was Teacher Appreciation Week in and we greatly appreciate everything our teachers have been doing they've been doing online learning longer and more often than anybody else in the state and and to them I they're doing an outstanding job we met Friday with principals and they talked about the engagement and how many kids are still being engaged and and being productive and that that just goes to the relationships that our teachers have built and I think that's what's outstanding and so commend them again on that and reminder to our students we still have five days left two days this week three days next week so finish strong as a former teacher of mine used to we say and I want to say thank you to Frank Meyer for providing the opportunity to deliver some senior signs I got to speak with many parents as I dropped off my signs and they were greatly appreciative just such a small gesture but it was really a big a big gesture and like my my viewpoint and I enjoyed just the time to talk to a few of our parents and then finally I think we would be remiss without acknowledging mr.
John's oh sorry st. Joe school there I think we provide we pay for the nurse there right is there a savings there yeah that's a great question would that apply to this year's budget or the year after yeah Mike that's a great question it is the savings that we took we took a look at that one of the things that were in I gotta be very careful how I say this depending on the needs at Christian life now the things you is closing when mrs. white onyx monitoring that very closely it's probably not feasible to reduce the nurse at st. Joe's to half because we split between the schools and so the thought right now is it would it would be be too much of a risk to reduce that position at st. Joe's because we need that at Christian life but pretty straightforward interesting we did talk about an eyes it's it's doing if it isn't and if they're an opportunity for not an all-or-nothing but do a take it to a point eight or something like that we had that discussion there might be an opportunity but right now the recommendation from mrs.
Mac Shockley and mr. Matt Heinz be named principals of the year and assistant principal of the year for our iasp district congratulations go out to them it's a quite an honor I think mr. Sokolow may be a second time and I'm no mr. Heinz is his first time so congratulations to them and that's all I have thank you all right well thank you everyone
white Ghana was not to do that and so I'll just leave it at that that she is privy to meet student needs based on the conversation she has with those schools and so that was something we explored but we are not ready to make any kind of decision like that is there any other kind of potential savings that were maybe not mentioning because they're not easy to find so I mean there's there's I mean that I mean I guess there's decrease in Boston I could actually turn that over Ken can could explain how that stays there shared blessing but the Rob's still run but I'll let can give a little more detail if there's something you know yeah we won yes it's not even twenty kids that we transport and it's up spread across multiple buses so you know one or two or three on a bus there's no nothing to be gained there and I'm not aware I think we might provide a little bit of tutorial services for some special education students at both of those schools but we fund that through the IDE a grant me so I don't think there's an opportunity there either no I think that's all the course we have related to that it's kind of dark I know it's kind of dark looking for savings out of school clothing but I'm just we got to turn over every Rock I'm glad you're the questions can I ask a question about the athletics line where it says the middle school sports was about 27,000 and the freshman is about 17,000 and then participation fees is about a hundred thousand can can someone explain participation fees so we understand that a little better that was a proposal I put forward as a way to mitigate the reductions that's the paper paper play yeah yeah sorry I'm sorry sorry I thought that was I'm sorry I thought that was something in addition to that I'm a bad guy okay just so you know that is that really is a placeholder number based on past experience with that account we are currently preparing for these meetings right now but Ken is working on a model of that the principals are providing the participation and all the different activities and then of course mr.
Baldwin in athletics and then we're looking at how kind of the going rate in our league in our neighboring districts a charge so this number could be different than the $100,000 we're doing that as a placeholder for that I misread it I thought that was money we spend for our teams to play in games and buildings I misread it okay thanks can you guys have a question about the adding the two elementary specials teachers if eliminating the Spanish program so would those be general education teachers hired to do additional or to do science and social studies but it would be viewed as a specialist time well one of the things we're talking about doing joy is a curriculum extension opportunity for critical thinking and in those particular subject areas of science and social studies those are the areas where we really have a difficult time finding enough classroom time for science and social studies and so we're looking for more time there and we thought that would be a tremendous benefit to our students if unfortunately we had to go in you know with a difficult budget season in elimination of Spanish the other part that we put we talked about before last week was the need to backfill based on the teacher contract and the special subjects schedule and in the way you need to have the instruction plan for the students and the teachers still need to have their preparatory time and that that if this goes through these particular proposal ends up going through there would be a lot of summer work to develop that program what social studies and science extension would look like and is that going to be that's gonna be accomplished tubule with weeks is it extended do to be that sort of pace for that summer work or what that would be to two salaries so remember there's four Spanish teachers we're talking about if we eliminate the case or six program and then the savings those only I think a hundred and eighty two thousand or something like that that's because you'd really only be saving on two teachers but to do all that work over the summer to sort of prep for it we you know have spaced elsewhere in the budget or is that and I would think the creek home specialist could work on that yeah we'd have to work on that the curriculum specialists they work the year and then they had their stipend and then their that are part of their summer work would be part of extended duty or working with missus various or you know however we determine we need to do that so just to clarify so those would be two teachers and the position would be some sort of stem extension special of sorts that we don't currently have and we'd use that time to do that sort of work that we think would support social studies and science yes and they you know that we would look at the certification becomes an issue meant recertified there's a lot of there's still a lot of thinking and work that needs to go into that John I'm still not following the number so this would eliminate the program up to what grade up through would there still be the v it would so how many of the for reduction is in in the middle school to two at the middle school two at the elevators going on that's two of each of the two elementary schools and two reduction in the middle school and the two people were adding back in our middle school or where are they would be elementary school Bob because the the way the middle school schedule and time works we would be able to increase social studies time because in in some of the unit other unified arts time so without without changing staffing correct mr.
Ramnath looked on that for a while that was something we actually discussed I think it was at this time last year we were having a bit of this discussion and we hadn't figured that out so at the elementary school were reducing to teachers and putting two teachers back about how I'm hearing yes when you met it out that yes so are you saying that instead of Spanish as a special at center in Oakland Barry there would be like a stem type of special instead of what we did before like having gym twice a week you're fairly certain that that's feasible yeah I just want to be sure that you know we don't come to find out like and they're no fault of your own but you don't come to find out that that's like not feasible down the road and we end up with you know kids just having an extra gym or an extra music or whatever it is no no because we would purposely those new hires those replacement years that they would be dedicated to that that work and is that the number that's netted here I know that's for the additional two hires is there any additional equipment or supplies I mean this is all like theoretical because you don't know what that really looks like yet but is there the potential that that number you know could be lesser we're gonna have to make up for some sort of I don't know supplies materials books or whatever that they might need I'll be honest with you Rosa there could be some supplies in there that we need to purchase and you know we might look at that from the school perspective to see where they are in their supplies it's we're doing our best here with what we have and trying to get this these are all things that are questions we still have and I'd have every single Lance around there like you know I have the crystal ball and I'm rosin so kind of piggyback off what you just said I mean it's just an example in our district we use like a STEM program a good STEM program to can use resources from home that you know parents send in we've sustained two years now going on you know Carver boxes and paper towel rolls and there's so much you can do with stem there doesn't have to be a big you know line item of expenses so that's a great program okay so in our curriculum development hey so can you hear me so in our curriculum development I think that you've heard us talk about providing enrichment opportunities for all students and in our development we have been talking about the different buckets of assessment and what we've referred to and we've you know we've had Murray Alcott come to talk to the board we've done convocation explaining all this and we've had PD so in that bucket three as we call it it's a it's the opportunity it's it's where we're headed it's the opportunity for students to do independent and I don't mean off on their own but independent research to take what they've learned in terms of their work towards meeting the standards and exploring something their own interest now we've talked about you know there a very high interest particularly from our parent community and we've heard them loud and clear in terms of a gifted program and we have talked on several occasions about the fact that we are building you know just like we have in our tiered instruction we have differentiation and intervention we're building into the curriculum the opportunity for extension on the other end for all students and so when this situation came up with the need to figure out what we were going to do with our options to meet the budgetary constraints that we find ourselves in the fifth the fifth and sixth grades Spanish reduction if that was what the board you know chose to do wasn't going to require any substitution of instruction because the instructional time would go back into social studies and into the UNH cycle however as John previously explained we have the need for providing guidance for students during the time that teachers need to have their contractual prep time so if we eliminate the the Spanish program we would need to provide instruction for students so that teacher would get their prep time by having what John just described teachers that would be working with science and social studies it then makes it much more feasible for us to provide the time that is really needed for those little guys to engage fully in self navigating opportunities for extension and to follow you know personal interest in a guided way because there would be a certified teacher who would be using the curriculum that we've developed it's not a different curriculum but it's using it to get to that that what we call bucket three where they're taking what they've learned what they've you know hopefully achieved mastery of and then applying that to two new unique problems that they purse they are interested in and it has it also has a research component for those little guys K through 4 so I don't know if that supports your understanding of what dr.
Perello was explaining dr. Ruby thank you for explaining that that was extremely helpful and well articulated and I think we talked a little bit about that last week as well you know it just it goes without saying that we're trying to make the best of the situation and the budget constraints we find ourselves as I just want everybody to know that this there's this is what where we're at and we're trying to make the best of it for our students and in the children of Brookfield and I don't you know I'm not looking to beat a dead horse when I say that but there's no joy in eliminating programs or having these conversations and I think it's important for anybody who's watching that they know that that I know I speak on behalf and board event when I say that as well as the administrative team and all the educators John is there um there's a special certification required for a TESOL teacher yes there is yes special certification so just as a follow-up to that so can you I just want to understand more the impact of not having an extra TESOL teacher it where are we in terms of our growth of our English language learners and how will we service them next year if we don't have this additional teacher you want me that yeah would you dr.
