Witte ovitch you're next after mr. Glover I heard you I can yield might like mr. with Toby to go ahead he'll yield mr. Petrova Chara okay I would just like to I have some comments in reference to this working in a Student Union Building for a number of years I've watched the national trend and what the national trend is is to consolidate the student services on a campus and bring them to one location for all students to have access to and as board member Risa myself have said over the years it's so important for that average student to be seen and have services to as well the more times that the students see the services they have the opportunity to take a look at them the words that they're using nowadays is game changer bring a new life to campus who hates the culture on campus those type of things I'm not seeing that in this drawing with your creating when you're creating a Student Union Building you're you're bringing the student store you're bringing the learning center you're picking the Career Center I don't like the thing we're going to pop down and do a presentation no it needs to be the Hobbit all needs to be there it needs to be the pulse of our school this is an opportunity for us to move on I think president Kaler I shared with you a two-minute video is it possible to the other board members to take a look at that so they understand where I'm coming from in this thought process yes mr.
Dicer unified and James B Dysart unified so we'll call for the executive session I need a motion in a second I'll go ahead and motion a second second motion made by J Leonard seconded by was that Christie yes mr. Pritchard thank you so much it's going to vote not just for clarification we are going into a different unit to do this yes everybody has an email that should have the link in it if you have any trouble please get back with Louisa but we will go ahead and move through the new link thank you you is there anyone left on this call Jim yes it's Denise hey Denise how's it going I'm the only one left because I have to leave it open because we're still live-streaming okay got you Thanks yep you this is Tracy anyone there I'm here waiting for everybody to get on Tanner Tracy he does great motions but she's a little slow on the other side of the tracks it takes a while for my wife I I think we're ready to go excellent see if we can get some board Doc's up here sorry all right we'll go ahead and reconvene our meeting so we are recommitting our meeting do we need to take a roll call no we do not reconvene our regular meeting time in is 9 22 so where do we need to go from here we are going to go to action discussion item K 1 action discussion item a1 is the consider approval of the superintendent's contract of employment you need to turn that over to dr.
moto which we have the video prepared I'll be ok I'll just go on in reference to to my thoughts and reference to creating the hub I'll start with the the physical layout that you see in front of you between the two schools the first one is the take a look at what we have the so called game rooms game rooms are off to the side where I don't see how that is going to be properly monitored because it's off to the side off in a corner your Student Union Buildings nowadays they have a welcome station in the middle so when you first walk into the facility's building you have a person who oversees the building that can direct you to what you need be at the college advisors or any other student services who's going to be watching this game room I mean what you see you see over at Williams field I don't I can't even see where the central location is for the media specialist assets and who how can they watch this from that location that's that's a major concern that I have to and reference to that and reference to the the when the difference I do have some concerns and reference to the difference between the two schools I feel there's a huge disparity when you take a look at what higly has to offer and then you took a look at Williams field layout oh okay where's the computers okay where where are when the college advisors are there on campus where are they going to work with the students to take the Accuplacer test and anything else that's going to be taking place where our door moment when somebody tells me we have a computer lab down the hallway we're not getting it okay if we need to bring these resources together towards home to one location and to help our students all the records of that I'm just going to say in closing and reference to the setup it's so important on this staffing you've got to have the staffing that that know what they're doing in this location the person who's working that central location I don't want to see an entry level person located in there and I don't know if president Kaler least when you were on the board how many times our library was empty for weeks at a time and that person was absent so are we going to have enough staffing to cover in absences and also if you're only going to have one person in this huge groom if they're absent you bring a substitute in there the substitutes going to watch the gaming room and everything else like that we got to give some thought to this this is this is an opportunity for us to do things for the future and to make something a room that were proud of them as I look at this room I just see it as another classroom edition okay it's it's nothing when I walk into the room I want to see that this is the pulse of this school I want to see the enthusiasm I'm gonna see something when I walk in and you know what when I walk in this I see these drawings like I said it's just another just another hallway right so the video that I sent to President Kaler that perhaps you can show the other board members you can change share that one it's a school in California and I'll tell you it will you look at this promotional video for the Student Union Building you go wow you know it's just a positive positive I realize that school districts spend a great deal of money but it's the concept that they have it's the concept that they get it that this is where we're bringing the counseling office for bringing the Career Center we're bringing a student store but bringing the offices for the street clubs I mean this this is what we're and this is an opportunity that we should move forward and and I just felt comfortable with us and I'm just not pleased with belief area and I believe we should go back to the drawing board to see how we could utilize these services and make a new media Student Union Center that we can be proud of I think you mr.
Keller's for discussion or we just need to make a motion you can just make a motion all motion to approve the superintendent's contract of employment with the adjustments made in our executive dis a executive session ok one moment I apologize but I do have three comments regarding this agenda item that were submitted by the public so let me read those first the first one is from Tom Vanek attention I search governing board it is my understanding that the board is considering there of the superintendent's contract at tonight's meeting it is also my understanding that the consideration for renewal has at least one full year ahead of when the contract is set to expire and that there is at least one more performance review pending prayer attended the contract in light of this I strongly urge the board to table this issue at least until the next performance of Rio has been conducted we never know how employees will continue to perform their duties nor do we know what sort of application applicants we may see so unless you are tempted to hold on to someone truly special as my assert a ssin that this contractor rule can be postponed until a later date and then the next one is from Michael Hutchinson members of the governing board tonight the superintendent has placed his contract renewal on your agenda even though it doesn't expire for another 13 months every single one of you knows exactly why he did it he's concerned that the new board which will be elected this November will decline to renew his contract he's also concerned that his massive salary might be decreased if the economy is in even worse shape than next year to refresh your memories here are some details about his contract base salary 185,000 stipend 5,500 $96 performance pay up to 20% that he only received 10% in 2019 which equals eighteen thousand five hundred vehicles type with 900 per month annual total is ten thousand eight hundred community engagement ten thousand five hundred texts furred per plan annuity 18 thousand five hundred per year total compensation two hundred and forty eight thousand 896 per year other perks 47 paid days off per year cellphone health insurance life insurance state pension shouldn't we see that the economy land economic landscape landscape looks like 12 months now now before we give dr.
Novakovich can I show the video now okay mr. Otto Vettori watched the video do you have anything else you'd like to add there say is there specific questions over your answered from dr. Fowler a lot of money on this building and it's beautiful and but I well I'm doing atlases it's the concept it's the concept of creating the pulse of this school and creating a place where the services can be they get it as you can see and I want us to get it and and to bring forward to all the students opportunities for students on our campus thank you thank you mr. Glover did you have something you wanted to say well I do but maybe you guys could answer the eSports room question because I dunno I don't wanna take your time but these are higher end computers so I don't it's not an open it's not a rumpus room all right president Kaler means the board the eSports Center would not be open for students all day long the students come in and start playing games or in the middle of the day the in sport center would be a special opportunity for our eSports team at our eSports program to utilize that after school before school than in different opportunities when they had an instructor or their coach that was there with them to utilize that area so I mean it would be the same as a different sport or a different activity so it's not gonna be open to students to come in and play games all day long okay thanks you know and I I think I'm tired but I see a lot of the same elements of these things it's hard to look at a piece of paper and then picture what it looks like and I think president Kaler for talking about the funding source because that was all my thing to talk about but it's something that we you and I have been talking about for a long time so I'm glad to see it's moving forward you know things evolve when things change and providing flexibility you know historically it's kind of funny if you go to any library you know that hasn't been redesigned since the 70s it's like the heaviest most under a gable furniture you can have in a room that that screams for a need for flexible seating moveable bookshelves I saw bookshelves the verticals with wheels so all those things will be big improvements and allow a lot of creative things for the space I think you'll start to see it be a real hub you know I guess you know hearing the criticism I wasn't aware of that of the criticism but I guess future projects may be keeping us you know so it's not here's the vote and you know they're not seeing it I guess I guess we you know there's we can probably do better but I'm I'm excited for the prospect of this and and the timeline and being able to get it to done done and it can evolve and and matriculate into the needs of the campus so I'm I'm pleased I didn't know we weren't pleased Thank You mr.
kaylis another million dollars of taxpayer monies shouldn't the incoming governor members be allowed to have a voice for contract this large shouldn't the boy or two board have a chance to complete the final performance review I encourage you to do the right thing and deny bitterly at this early contract renewal and there's this one does not have a name but it has truckin signs at Cox dotnet but heed this person did comment at the last board meeting if you want to know his name give me a minute to hold on a sec Eric and smalls is his name-o his name is in the email i apologize i eric small speak for what now die certain questions why at this trying time should the Dicer Unified School District Superintendent him to attempt to lock in a compensation compensation package will in advance of the completion of the 16 contract the future Dysart Unified School District will be directed by the competence of dr.
Glover yeah I did want to address some of mr. OHS concerns number one first and foremost I I don't disagree with what mr. Petrovic says I would love to be able to have our career counselors there I'd love to have all of our guidance counselors there I would love to have that opportunity to bring everyone I do understand that but even in the you're gonna video that you do have to go down the hall I have looked at those online and seen that you do have to travel a little bit to see some of those those areas for some of those specialty needs I do believe the the concept and the drawers there we're trying to create that excitement that enthusiasm I wish I had forty million dollars to build that building in Arizona the cost of the building in California was almost twenty million dollars so we're looking at approximately five hundred thousand dollars per school and so that there's a big discrepancy I wish that Arizona schools were funded the same way as other states but we are working on that we're trying to create the excitement we're trying to create the the vibe that's there I I did have an opportunity when I was back in Maryland to to go to the University of Maryland to go to Harvard to go to MIT and look at their areas and so on a much smaller scale because we are limited to the space that we have we are creating that vibe we're creating that experience as best as we can this is the first time that I'm hearing from from mrs.
Kellis and his ability to pass an extravagant budget overwrite or listen to the voters and find an acceptable budget we can live with to date he has failed and failed in numbers never imagined just five months ago his budget was soundly defeated and an equally robust override will soon be attempted the but people have spoken and said the dollar figures just too high for taxpayers to absorb this was in times of booming economy and a trust for elect elected officials the economy is in shambles people are out of work in headlines of the 1815 page cares act 2.0 asking for taxpayers for three trillion dollars assures us that our elect officials are out of touch with those that put them in office a quick search reveals the Dysart Unified School District compensation package is over a quarter of a million dollars with over ten thousand dollars for the annual use of a person of the vehicle plus added bonuses as a benchmark the governor of the state of Arizona gets paid ninety five thousand and the mayor of surprise gets 48 thousand this is a K through 12 school district not a multi-million dollar corporation that has profits that would justify such a dollar figure we need to see if dr.
Reese that there was a concern about the hallway I wish that had been brought to my attention earlier I would have better answers for you this is the first time I'm hearing it today and so I will check in to that I will get those answers and I do apologize to you mrs. Reese about the funding issue I didn't know that that that was unclear and so we will do a better job of talking about that as we move forward it is Chartwells we'll be bringing some of their equipment in but it's not the actual physical remodeling of the area is paid for by the district there are some of the the elements of the food service like our own schools and that they will bring in that will not be a cost to us but there are other elements and the remodeling of the school that that is a cost to us and so I do apologize to you for not being clear and upfront on that that is something that that I didn't know was it was an issue dr.
Kelso is capable of negotiating a tax payer acceptable budget override to be compensated accordingly so far he has failed and that's the last one thank reading those I appreciate it Louisa yes that's my request could you read that last sentence or so of that last statement about this is not a multi-million dollar can you read that part again this is a K through K through 12 school district not a molten multi-million dollar corporation that has profits that would justify such a dollar figure okay thank you I just want to make a couple comments real quick just based off those those statements and I know that that has been brought into question about the why is his contract being talked about in advance and it is standard across Arizona and has been standard practice as well and Dysart that we have talked about contracts early just for the fact that if the board decided they did not want to renew a superintendent contract that that would give the board adequate time to hire a new superintendent as well as the leaving superintendent if they were to leave to have time to also find something else and here to phase out so I know that that it's been a question that's kind of been out there and just want to be able to address that again that's standard practice and attorney has also verified that and then I just want to address that last comment we are a multi-million dollar entity and our profits are our students and that's priceless and I'm sorry you can't put a dollar amount on that and that's just what I'm going to leave on that aspect Thank You mr.
Thomas and I think - I need to do better as far as you know what gets on a work study - and asking to make sure that these kind of things get into a work study presentation and not just straight to a vote I know it's been odd times for us as a board and getting together I - just didn't know that this was coming right away so I apologize - that it wasn't us working closer together and getting a work study in having those conversations just a couple things on something that Mister what ovitch had mentioned on the staffing and the availability I have huge concerns with that and I can only speak to Williamsfield my daughter provides tutoring once a week through in and I can tell you and that would be done in the library for them and from the time they returned after winter break before we went on spring break she's supposed to tutor every Thursday the library was open twice she was only able to provide tutoring to others twice during that timeframe when they would show up after school the library would be closed for whatever reason and so going to something like this we need to be very very careful that we have it appropriately staffed to mr.
Tanner any other comments um I mean it again anyone who's known me I've bound this board since 2000 well elected in 2006 for the first time but I'm very much about process and in Dysart we always say especially when we're reviewing positions we always say that this is not about people it's about positions and so we've always been very process driven and I know the education world is a little bit different but but to most people even including myself your evaluation is typically what drives promotions increases and salary or in this case contract extension so for me a big piece of this is the fact that I mean even though our policy says that yes we can start discussing a superintendent contract then the may prior to their last contract year which i think is good to do we don't necessarily have to take action on it in May and I just feel like we haven't completed the final evaluation yet or even had those discussions so if just looking at again not the person just the process I just feel like it's somewhat premature to blindly give out a three-year contract before you've done a final evaluation so again being as processed or then and not about the person just about the practice it just seems like why when he had when am it when a final year evaluation is done prior to the end of June anyway and here we are beginning of May I don't know why a contract extension for three years would have to be given before the board convenes and reviews previous goals our previous feedback to lock into a three-year contract sight unseen so Richard can you can you verify whether or not this this has happened before because a crane to the policy we are able to discuss it and we have discussed superintendent contracts the May prior to the superintendent's final contract to recall the exact date of previous superintendents and when those were held I would hesitate to say because my memory just isn't to say like to know whether or not we've offered a contract before that final evaluation honestly in my again because I don't want to say because I don't recall but off the top of my head I want to say that it wasn't ever this early I want to say that when we've offered the contracts it's been or the extension it's almost been if not the same meeting like right around the same time I know I'm not gonna swear by expec as that camera but I don't for some reason I don't remember going out and actually taking an action this early we may have discussed it in man you know and as a board but I don't believe we ever took formal action this early in the past but I could be wrong not I don't recall it though so like again it's just a process thing for me it's just I just and I've always had I boys had to struggle because - the three years that I worked in Dysart I never was part of the education field where everyone gets increases when increases are offered I come from a different world so normally for me it just feels like when you get a promotion or an increase in pay or an extension of a contract or something big like that it's linked to your evaluation so for me again it's just the process and the timing of it not necessarily a person issue so I don't want to make this into a dr.
Witter point and mr. Glover you know this could be a great thing but if it's always closed because we don't have the staffing for it then it's not a great thing and it just becomes and quite frankly very irritating to these kids that they they are only going to have limited times to utilize it they'll have before school they'll have lunch and they'll have after school those are the only times that it can be fully utilized without being sent there by a teacher without doing their in class otherwise I mean we don't have it's not like a college we have a break in class periods we do have some who get out earlier our seniors may have release times but again it comes to appropriately staffed and making sure that that's available to them so we need to really be very very careful on how we staff this to ensure it has the right person that it's inviting that it's not go be quiet we're trying to get away from your typical library a Media Center be quiet go sit down you're making too much noise we're asking students to interact with each other not an appropriate volume but we're asking them to interact with each other we're asking them to to do other things and if we don't have the right person there and if it's not open then this what are we doing this for you know we want to make sure that our students get out of it what what the intention there is and well you had mentioned that Chartwells is doing a four hundred thousand dollar loan am I to assume that four hundred thousand is in addition to this nine ninety five for the total cost that is not correct that is the total cost so the total cost so the total cost is the nine ninety five and that includes the four hundred thousand dollar loan from Chartwells I believe it's a two hundred thousand dollar loan I would have to work with mr.
Kellis issue it's just more of a process thing for me especially if we're talking about a couple months or whenever we're going to schedule his his end of er usually it's in June sometime but that's my thought thank you for that you have any other comments to the process again I am a little bit uncomfortable about making a decision on this tonight just because of the timing and perception that can go along with this and potential negative perception before making a big decision such as an override so that is my concern going into this and I don't know how everyone feels about it but I'd like to put it out there that I would like to move to table this until our next can I ask dr. callous a question real quick dr. pellis you're still that correct yes I'm still here is there a reason why this was put on the agenda at this time and rather than waiting until the evaluation can you give more clarification on that yes talking with the attorney she indicated that according to our policy this is the time that first allows the board to do it I can assure the board and the public that there is no conspiratorial intent behind this or worry about elections or anything else I am just trying to affect the business of the district as efficiently as possible do you have any issue with waiting until your evaluation I don't have an issue I think the the board would probably need to reschedule another executive session with the attorney and rediscover the evaluation if the board chooses to reconsider whether or not at that point I would be returning I appreciate that I'm gonna go ahead make a motion to approve the superintendent's contract of employment with the adjustments that we made in executive session second motion made by J Leonard second done by Tracy story sync bill what's good though what's happenin that was on the table has died of curiosity was there weren't there well J's was on the table and then Don I believe had one on the table so what's the procedure for that I think you both make a motion and then it's voted on both right um just for a clarification I do recall that Jay made the original motion Louisa can you review if second or third motions have been made i seconded the chamber Ling who made the motion to table then I did when I originally opened it I made the motion had a statement that she wanted to read and then Don made a motion and then I made a motion again so you know when seconded your motion well because because the Lisa came and said that there were people who wanted to speak to this right but no one suckered in J's then so the only seconded motion was Don's so therefore J made another motion so the appropriate thing to do right now is J has a motion sitting on the table from the first one and you would need to call for a second if there's no second then we would that would just disappear because it was not a second then we go to if Don made the the next motion and apparently was seconded then we would go to that one if it was voted then there's a third motion that Jay made just now and seconded by Tracy dr.
Holland on that aspect but I believe that is correct but it's not to exceed the the amount that you have the other than my 95 okay mrs. Wilson all right I've heard about this since I think I began the board they've been there's been conversation about the media centers how we're gonna you know I was over in Higley high and I believe dr. Thomason I had asked what smells in here and he said it's definitely the carpet it needs to be replaced so I'm actually really excited to see this I think it could feel like a hub I'm looking at both drawings I do see a discrepancy but I think it's just based on space from people I've read enough architectural drawings to notice that I think that Williams field also has that new wing where they get to utilize that one large room that we've I remember talking about in depth Lee I would have loved to see this in work study as everyone has said but this is how it's brought to us because of the times and that stinks sometimes but we know that sometimes we just work with what we have staffing dr.
kaylis with hearing with hearing this the the concerns and everything expressed you want this you want this to go through rather than just waiting until your evaluation dr. dr. Califf what he wanted what his thoughts were so I was just doing the same thing miss Tanner was doing that's all it wasn't meant to cause a problem I say we just move on with the motions the way that I heard it was I made the original motion the second motion was made by John Densmore I did not hear a second on that I made the third motion with the second we need clarification we can do that if we need to vote on any one of these I'd be happy to vote I'm just trying to think of Robert's Rules in regards to motion table motion and there was an initial motion on the floor but that was when Luisa came in with the three comments and technically what we should have done skom pleated that motion without I mean now we have other motions on the floor we shouldn't right so again going through the order of of motions if J has an open motion he can call for a second if there is no second that motion dies and we moved to the second motion which has been seconded and then there would be a vote and then there's the third motion I would call for my motion as stated mass per second okay everything that my motion the second motion was not seconded um I'm just saying that J has an open motion that preceded your motion thank you okay so I'm calling for a second on that do I have the second second motion made by jay lerner seconded by traces for a sync belt let's go ahead and vote [Music] motion passes with 3 s's 1 abstain and one moment thank you for that let's go ahead and move on [Music] that is a motion to adjourn the meeting I will go ahead and make a motion to adjourn the meeting second motion made by J Leonard seconded by was that you miss Pritchard yes mr.
Thomason and I had the same question as all of you and I asked him our weekly phone call on Monday about it and I would like to hand it over to him to answer what he had told me about the staffing because I was concerned as well about that staffing piece because sometimes from my understanding the one higley hi from my son only which I know I'm taking with a grain of salt isn't really utilized now so I'm sure that person probably has a very different job now than they would in the future if we're gonna have this bust robust you know room that we're expecting students to go to we need to make sure that waitstaff person is is and so I'm gonna give you the floor just for a second and I would like it back if I can now to demand but just to finish my thought yes president Kaler mrs.
Wilson first and foremost we are moving the stations for the media center specialist to the scent of the room so they all be able to view the entire room from one location so there's not going to be hidden corners in that aspect so they can they can view the whole room I hope that more access to all students is an issue and that we will have to add more staffing to it I hope that's a problem that I would like to to take on and enjoy and so this should this this area be more utilized and and more popular with all the students definitely more staffing will be will be allocated to there but we also have to know that we will have Chartwells employees in there too they'll be running the the kitchen area and so regardless of the current staffing there will be more staffing when this is complete even though they'll be Chartwells and individuals but yes I hope that the problem is is that we have too many kids that want to go in there and we have to add extra staffing that is something that we've talked about that is something that we're prepared to move forward with should those issues be necessary and should we have such popularity with those areas that we have to add more staffing that is something we're prepared to do we also talked about Wednesday mornings what that would look like this might be an area that they could hang out before school starts since there is that extra PD time for the teachers depending on how we're gonna use that space also the collaboration space looks great to me in both rooms it looks like these tables possibly could be even able to move around correct dr.
Fowler yeah yes that is correct so they're gonna be able to roll a lot more easily than say other tables so honestly that looks great to me as well and I like the flexible seating so much so that I think even in the video they had one of the similar seats as big Lehi with the I don't know what you would call it the little wavy s looking thing that was in the video so I'm actually really excited about it I think it looks very similar with a to the video one with a stricter budget and using the space that we have so I want to thank you because I think it looks great thank you mrs. Wilson yes I have looked at this very carefully and it's so much better than what we have right now our libraries were literally like ghost towns to be very honest they were used for testing here and there and I do know that we have a new staff at Hagley high who's so excited for this very very excited to be a part of this and again what I guess we should talk a little bit about staffing mrs.
