Bauer and Borden Board of Trustees my name is sandra garcia and i'm the director of state and federal programs i'm here this evening to provide an update for our elk app development as I stated last month there were some changes developing I hear an echo of myself okay there you go yeah that would be last month's I wanted to bring that to the board today just and the public as an update for what was decided so today I'm going to share that update and then for the next steps for elk app development process early last month superintendent Tony Thurman released the following statement and basically he started the conversation for to call for an extension of the El Cap process deadlines to allow for El EAS to focus on the close at 19 pandemic and also to allow for more stakeholder involvement in the process without that due to what was going on at this time in our state in our country that stakeholders were we're not going to be able to focus on cap development so he called for an extension of the deadline and the timeline for the El Cap today I'm going to share with you discuss the amazing about very briefly mr.

Gil I'm looking at the YouTube stream it appears that there's where the participants win pop-up is covering up the presentation so I don't know if that's something you can address but hopefully we can uncover that so my specialist presentation can be seen sorry about that okay so I'm going to share very briefly some of the conditions under the executive order and 56:20 governor Newsome put forward there are five main conditions of the order that I want to share with you and there's more detail on the presentation I'm going to summarize this so to the first and most important condition of the executive order is that the El Cap and budget overview for parents has been extended the deadline has been extended to December 15th of 2020 and with a super account II superintendent approval January 14th 2021 so that means that we will not be putting a an El Cap forward to the board in June we will put forward an El Cap in by December 15th of 2020 the second condition of the order is that the three-year template that was developed by the California Department of Education a few months back and that we started using to develop our 3-year plan has been waived for this school year for the 2020 21 school year and we will be developing a 1 year L cap so the 1 year L cap will be for the 2020 21 school year and in 2021 we will develop a three year plan for three years out I have it I have a timeline that looks a little more clear at the end of this presentation that I'll share with you the third condition is that the governor added a requirement for a covert 19 report that details the changes Eleazar made to their program to support specifically unduplicated students in our school district so we are required to submit this plan to the Board of Trustees before and have approved before July 1st 2020 at the same time that we the board adopts the annual budget the fourth condition of this order is that I'm going to go to the next page that the governor is waiving the requirement to adopt an L cap before an LED budget so generally we have to approve the board has to approve the L cap for the school district at the same time that the board approves their own district budget budget this has been waived for this school year here number five the order allows for public meetings via teleconferencing so when we do develop the L cap in the fall if we are still experiencing shelter in place and not able to have stakeholder meetings in person this executive order and - 29 - 20 allows power on meetings via teleconferencing similar to what we're doing this evening this is a revised timeline for our 2020 2021 El Cap development if you see in June we would have been approving the three-year El Cap but this year we will not we will have the budget approval as a standalone with the Cova Dean response report we also be adopting the El Cap addendum for next school year which is the report that shares information on the title funds in August through October we will gather stakeholder input for the 2020 2021 El Cap and we will begin providing board updates in October and November so that we can approve the 2020 2021 El Cap sometime in December before December 15th we will then have a public hearing state for stakeholder feedback and we will approve the one year out cap at that time the budget overview for parents the annual update and the local indicators then we will submit it to the county office and for their approval so the next steps in our process is to prepare the kovat 19 response report which we already have begun work on and then we will update the El Cap agenda to present for board approval in June these are the two items that will be brought to you in June for approval okay Thank You mr.

Gill can you take down the screen share I don't know that's that might be part of it okay do we still have echo going on no it's good thank you I think yeah whenever we do the screen shared enough the vault maybe the volume on the computer that's sharing the screen I don't know something with the screen share trustee data Laura did you have a question or comment I actually did have just a kind of a general question so given these conditions and the current situation but particularly the conditions what are have you identified what are what are going to be the biggest challenges to this new situation or the biggest I guess advantages that may come up for staff just in terms of preparing the information and preparing meeting all the conditions so I guess the challenges and advantages of this particular change because she needs to be unmuted after she can respond thank you I didn't I don't see her on my screen absol would you please unmute her yes I did mistress yeah are you able to meet yourself on your own computer so in the participants there are trainees Sandra Garcia's well you know I can't respond briefly I you know I can that's a very good question and I think they're going to be when mr.

Chang has the budget presentation the third filter introduced tonight basically the Garcia deals whether the cycle of planning you know how we're going to be using some very specific forms that we have to address the our students that needed the most right English learners and students socioeconomically disadvantaged and so forth and so on so I think that we are living on presidents at times the those are the trenches the challenges is that we don't know specifically how we're going to be funded for this year as I mentioned mister changes and I talked about that he's gonna talk to you a little bit about slavery by and then in terms of the opportunities we definitely have an opportunity to figure out what would be the best way to keep teaching students under a pandemic that's one of the most difficult challenges that any of us will face I was sharing with somebody earlier on but when you have other crises I have we've seen prices for example if you saw the fire you have like a beginning and an end of the crisis and you have the aftermath but you have a you know okay there right there done and we have the small canola and it's over these particular crisis we don't know when it's gonna be over and that is the biggest challenge for all of us I don't envy our elected officials trying to deal with this you know it's easy to sit back and you know make judgment calls because we're not there right but I really you know even in a very small universal our mark it's so hard to predict you know what happens if we just don't know when this is going to be over that's the biggest challenge the biggest opportunity as I said is that we keep bringing solutions to this problem collaboratively so that we can keep educating let's do this okay thank you yeah I appreciate that I just makes me reflect quickly on you know for whether it's for a locker or any of our own personal situations I think we've all learned and we're learning that this situation is kind of forcing us into streamlining or or learning better ways to do things and that maybe we hadn't done before but now we don't have a choice and we're finding out that there's there's new and other ways that we can do things so I appreciate your you know your comments about the opportunity to opportunity that we have to learn and adapt based on the situation so thank you for that anyone else any other comments all right I don't see anything yeah so miss Garcia from the district if you're able to at this time or in future meetings I guess change your name and zoom to like sandra garcia staff or our USD or something just so we can identify the proper one but that's fine for now thank you okay we'll move to item 2.03 census 2020 representative will be I believe providing us with a brief presentation mr.

president I'm super tender and treasurer ways thank you very much for your time first of all I want to congratulate everybody who has already done their census form almost 70 percent of our county has done that and we are doing rather well in fact this city is number one in the nation for cities over 1 million we're doing rather well at all however that means that there's still 30% of us or 3 to 4 of meat I've not yet responded so we're asking that you help us a little bit and you have been thing is to say thank you for giving us the opportunity through Renee and the food program to hand out literature to folks who were picking up lunches it was a wonderful opportunity we got to talk to a lot of folks we were in our masks and our gloves and we just handed him a piece of paper that they could take with them many of them had said that they'd already done it but they were going to take the piece of paper and give it to a friend or relative to remind them to so it was very successful for us however since that event we were doing it we were going to continue doing it and we've been informed we are now to stay in our homes until further notice though I am working only electronically so I do appreciate that opportunity that we had and if we get the chance to move out again I'll come back so I'm here to make sure that everybody understands that this is all about internet self-response I do want to make sure that I share this at this particular meeting because all of your folks are able to do this right now you can go online to our website and fill out your census forms and be done and not have someone visiting your door there are a variety of ways you can do that including them you can go online and see a video in your chosen language and that is available at the W W 2020 census gov which you can also change that entire website into your own language at the top right corner once you get there so and it will toggle back and forth so if you want to see it in Spanish and someone else wants to see it in English you can actually do that we do recommend that folks go in and take a look at the videos so they understand how to do that as far as this is just giving you a basic update aware since this is it our offices are reopening and the important thing about that is that we're going to be doing some hiring sorry I did have the percentages for the city of San Jose and as you can see we're even higher than the state of California you were sixty seven point six percent so rather well it is interesting for us that the area one of the two to lowest scoring areas right now is the people that live on the hill overlooking our school district so if you know anybody in any of those houses please reach out to them and ask them if they've done their census there are actually somewhere close to 40% on the hill and if you know anybody and Alviso they're close to 30% so reach out to your friends for us now the reason it's important to you that we are coming back to our offices is that we will be hiring some of the folks that had planned to work for have had to move on because of whether that's the concerns of October or or if there is a reason because of timing we're gonna be hiring in June and July those folks could be working as long as into October if they are interested in doing so they're not signing up for a long contract it could just be a few days a few weeks but we do want to make sure everybody knows that if they have not already applied for a job they should consider this it is $30 an hour and so long as you have use of the English language you are a citizen and you are over the age of 18 you are eligible to apply and this is something I wanted to make sure that I share in this meeting again because I know that the families that have been impacted many of them have lost their jobs folks that are working in the school district who have not had the opportunity to work this is an ideal opportunity for them to make some extra money over the summer here as we are starting to reopen so the last one I do want to give you is my information and that is there for everyone to see because if you have anything that you would like to do involving the census whether that's the opportunity to have some of our literature at some event or somewhere that's handing out things or if you as a district have some other things you'd like us to do that's the very short presentation I wanted to give but my biggest reason here was to thank the staff because when we were sitting here in our homes trying to figure out how we could continue to do our job as they were having us new we could not understand what we were going to be able to do to get information out and we started calling school districts and you were in fact the first district that responded yes and we really appreciate the support that Renee has given us throughout this entire process we do also want you all to know that for those that are interested in home school curriculum you can google statistics in schools again there are statistics in schools for free downloadable curriculum and they have updated the curriculum for home study so in fact if the teachers would like some quick and easy things that they can download and interject and this is not specific to here's how the census data that might have children figuring out the ethnic makeup of a city over decades depending on what age they're in imagine the sixth seventh eighth grade that might be an opportunity for those social study teachers there's also math related things and it's for a janitor pre-k all the way up through actually high school so any of your teachers any of your staff or any of your parents would be able to go in and do that you do not have to be a teacher to download it all right are there any questions about census from the board right you can unshare me let's see there we go I did want to make sure Oh my camera is not working I've char can you open up my camera there we go I did what you understand when I'm talking about giving out information these shelves behind me are full of paper they've got posters with children for about education and babies and the safety of the information I can get those to you by dropship if so if you have a place that you can put up a poster let me know and I can have that delivered directly to your homes all right if there are no other questions I do want to remind you that this is six hundred and seventy-five billion dollars a year and do the fact that we are going to be in recovery for at least the next decade you don't want to miss a single resident so please reach out to the folks you know and make sure they've counted everybody in their house and even if they've already done their census and there's somebody that moved in on before April first have them go back in and add that person all right Andrei's losing you there great for headline okay thank you very much ray for not only for your presentation but the great work of you and all your your co-workers your colleagues obviously reflected in our numbers here so thank you very much and I also do want to say echo the points made that every penny is gonna count for us and and for those who may not understand this is a big way that your children and our community can can get the resources that we need going into the future so for those of us that have done it it's literally like less than if it's just a few minutes to do this process so as we continue going through tonight's agenda I will challenge all of you there's usually a few hundred people that see this video so it during that time maybe the next two items all you need to do is go on your phone or on the computer that you're watching this or listening to this right now and go to 2020 census gov you'll be done by the time we get like a couple items on our agenda so now's the time to do it you're here you're listening it's a great time to do it so thank you mr. Mueller and I don't think we have any other questions so we can move forward thank you we will move forward to item 3.01 and I may need a little help here mr.

first of all good evening everyone I just wanna comment in regards of the El Cap and I hear ready that we have some challenges and we understand that distance learning is not easy only for that stuff for the district but also for the parents of our students and I just want to say that now more than ever we need to be more vigilant as parents and we also be we need to be involved when there is conversations on having an conversation with parents with how we are moving forward with this and also I think is very important to keep our programs with the has to do with social emotional learning and restaurant to justice practice is more than ever because we know a lot of our kids are our suffering of anxiety and ansiedad I could say it in Spanish better and we need a lot of help now with the counselors and I know that some of our staff even the teachers need some of that support and I understand that as printed and mentioned that one of our biggest challenges is that this pandemic is uncertain and we don't know how long this is going going to last but I think it's time to start thinking on planning with twitting a long term in order to be able to address that that we need to address and I think one thing that will help a lot is that had vena data on unknowing how many students are Urbina in class what are the students have been attending and if we still have computers needing computers to provide to the students and I think those are questions that we would like to have a conversation with a superintendent and with Sandra in particular and maybe that will be a time for parents to communicate more and ask those questions directly to them thank you okay next person once you begin speaking the clock will will begin for your two minutes so the next person is [Music] yes first I just wanted to congratulate all the teachers and everybody they got nowhere today I didn't want to just you know I work with Miss windy Albert and I saw her on the news and I just wanted to give a huge shout out to her because she went above and beyond and started delivering groceries and goodie bags for her special ed students and I just think that we need to acknowledge her because it only stuff times a lot of our teachers are being very unselfish and they're going out and making sure that their kids are okay and we're just very proud to work with the person like that and I also wanted to say that she didn't start this just because of kovat 19 she has always had snacks and water for her kids because a lot of the kids we don't know how their situation is at home and I did have a question I don't expect you guys to answer it right now but are we reaching out to our homeless families that we have in our district and making sure that they have food and that they know that they can go grab lunch because a lot of that I know of don't have technology and I don't know if someone's reaching out to them or is making sure that they're safe I also wanted to thank some most Mayfair volunteers for spy Santa Clara because I saw our superintendent on the news as well that they are giving diapers to a lot of our families and I'm very thankful that we have such a great team of leaders that are making and sharing that all our kids their parents don't have to worry about these things that do because you know we're fine but we don't know how our kids are doing the lord is right a lot of them are suffering anxiety and I've heard a lot of parents say their kids keep washing their hands to the point that their hands are their skins peeling off because they're scared of getting Kovach 19 thank you do we have any more I think we have we have two I will be talking about the El Cap and I just wanted to knowledge standardized and dr.

Bower item 5.05 superintendent comment my report alright thank you for 5.06 Board of Trustees communication in the comments well I'll just call I guess people one by one just as I see your names on my screen to see if you have any comments at this point so I'll start with on my screen I see trustee Chavez first so trust each other do you have any comments for this item not at this time all right thank you I believe this is there's a phone number and I believe it's trustee Marcus do you have comments trustee Marcus no I don't have any comments thank you other than not I I just hope that we can get through this as fast because we do have another meeting after this yes we're trying to check through so thank you trustee Quintero yes a brief comments or keep them brief unfortunately I am I was able to tune into parts of the governor's may revise his comments and they were unfortunately very sobering and as we had expected a very appreciative of those legislative leaders that sent us information last month to inform us as to what we should expect and yep what we heard today was in line with what they had mentioned and slightly even worse um we should give credit where credit is due and I want to thank the efforts of Governor Jerry Brown who went ahead and instituted a kind of tighten your belt and get ready for a rainy day I don't think he was thinking of this horrible pandemic but nevertheless his actions sucking away some of that surplus money and creating a rating fund as well as just you know instilling that need to go ahead and save some of the I mean now has still in horrible and dire budget that we're gonna go ahead and face what it probably would have been ten times worse had Governor Brown not taking the actions that he did back then so now we're seeing the fruits of that of the foresight so I guess we all just have the Tyner mouth and get ready for some rough times okay thank you press the editor maleta bringing up the state level kind of summary I'll go ahead and keep it brief and bring it to more you know here with us local and although we're going through somber times and it's getting darker you know like you mentioned as we speak I also you know that gives the opportunity for the light to shine brighter right that little speck of light to shine brighter so I just want to again highlight and thank all of our staff at Allan rock you know from superintendent down to everybody everybody was showing up in different ways then expected you know when we first started this school year I had the opportunity to go to help a few times with serving the lunches and it's you know it really is different you know when you're there serving the lunches seeing the need in front of you seeing parents you know asking how else can you help me I'm seeing the desperate cry for help you know I only I'm only able to do it you know every so often so I know all of our staff that are there day-in day-out Monday through Thursday you know like many of our community members mentioned and it does take a toll on you and I just wanna you know say thank you to them and you know for doing their best and making sure that you know at least our children have food you know on the table and also at this time calling for all of our community members you know some of us thought we were gonna start off the year with you know one title and you know all of a sudden we're gonna have to we get to show up in different ways and I just call for everybody you know from our board of directors you know our parents you know maybe you know instead of pointing like you know who's where's the money or you know what can they do you know more thinking of what can I do how can I show up differently because it's gonna call for that you know it's gonna call for all of us to show up um I like well floor said you know all the parents to show up and to show here's my greatness and you know this is what I can bring um in order to move this district forward because we are gonna move forward and we're gonna be okay but it's gonna get you know we're gonna need to have more of that show up with them with our greatness and to move forward in a good way thank you okay thank you and I'll also keep a brief I want to echo everything that my colleagues have said obviously with the current situation and the challenges that we've had and the challenges that lie ahead which will be significant so you know everyone we all need to prepare for that I also that's kind of a little bit longer term preparation but we also need to as a district and as parents and everyone begin thinking even short-term planning as we obviously all know we're coming up on summer and so we need to as stress data allured I said begin to think about how we as individuals can contribute to to you know the these next couple of months that there won't be any online education or those things going on during summer months and so how will we prepare for that that's something that's in the immediate future that we need to think about also I believe I want to thank staff for doing a great job of coming back into work and helping to identify those of our students and families who have not yet gotten access to a device or online service and so I'm not sure exactly I know what my last update was on that from the superintendent and I know we were climbing so I don't know exactly what we've gotten to now but if you have a neighbor or a friend or a family member in the district who has a student in the district who still doesn't have at this point everyone should but who still doesn't have a device or a way to connect please let the office know just give us a call and let us know and we have people that can help out with that we want to make sure that every student that's in our district we have them identify we know what their status is and we know that they're able to connect again in preparation for the beginning of next year because we don't know exactly what instruction will look like but the high likelihood is it will be something very similar to now so all of our students need to be able to access that instruction and education once the year begins so thank you very much dr.

Bower do you really don't need an update at this point I think that the one that we have is cover we might have to bring something else in them in the in the June meeting to address a number of things so we're still working with our units to be able to address some of that thank you okay thank you I will move forward to item 6.0 to approve resolution number 31 - 19/20 condemning xenophobia and anti-asian and anti-immigrant sentiment related to cove at 19 this is a topic myself and colleagues brought up I think last month and I think I believe it's trust seeking better whose thankfully brought it up for a resolution is that accurate correct and one end introduced language okay trusty Quintero did you want to say since about this item oh yes I will be brief but thank you for the opportunity to introduce this item and to have us go ahead and discuss its very important topic we see that there are individuals who go ahead and use language of hate and take advantage of worldwide pandemic - to continue to push their particular agenda and so it's important that all of us who haven't offered comments somebody's has me River that it almost have an opportunity step up and speak up because it's only in that manner that we can go ahead and push back and as a community make sure that this is not acceptable we've seen what happens when people stand on the sidelines and don't speak up and allow individuals to engage in hatred we see that some people take those comments and run with it and to the extent that one maniac went for hours and hours and drove just to go ahead and kill Mexicans because of the hate language I was being used by one of our national leaders we see that that same type of hate filled speech led another cycle on another individual who went ahead and and looked for mestizos and killed people here and fairly close to Gilroy and people from sounds Lee I and so every time that we have issues like this arise I think it's important that we all as a community to step up and push back but if not these individuals whose few hate go ahead and win oh and with our silence we would be complicit by letting them take the stage and act as if they they're calling the shots so um that's my those are my comments and I hope I can count on everybody's support to move forward this resolution all right thank you any other trustees have questions or comments about the item okay I don't see anyone okay I'm assuming trustee Marquez is still able to hear I don't see anything coming from her so I just did want to add two first again thank trustee King fellow for bringing the site this item this resolution and I also want to just mention that you know these types of things start start at home you know the education about you know the diversity that is art really I think our strengths of our community that education begins at home and so for all of our community and all of our you know staff and trustees it begins with us to model the behavior that we want to see in our own children in our community so you know whether it's little comments that we may make or think that we pay attention to our children are watching and so we need to make sure that for this particular instance and any going forward that we provide the model that we want to see so I believe we need a yeah should have taken a motion first so we have a motion on the floor is there a second I'll second it so we have a motion and a second do we have any public comment that has come in on this item any hands raised or anything wanted to say something more president okay just you might but it got second by you already okay thank you there's one public comment raise hand okay so can we get the clock ready money read or whoever is running the clock the person is bills a Gonzales okay so same as before as soon as your mic is unmuted you can begin speaking and the clock will start when you begin Steve I just want to say thank you to trust him that ice Quintero and to you mr.
