Bauer other side customer care Clause qualified we're on a qualified budget that that means we're not meeting our obligations financially and we have been doing that for three years this is serious folks that really is serious and we're not the only district there are other districts too but for me it's my concerns for this district and we need to start working a little bit harder we should have done what the governor said you know start preparing tightening your belt I spoke about tightening our belt before and we didn't tighten our belt we were spending spending and spending and folks you're involved in you are concerned you are listening keep an eye on this because this sense is a big message that we need we need to start tightening our budget we should have sight tighten our budget three years ago but it is what it is and I'm I'm just looking forward to when this administration can get us out of this situation that we're in thank you okay thank you any other trustees with any questions or comments about the item okay well I actually wanted to say that you know I I know that we had fake met here with some time ago and I also want to echo that it was for a you know a different reason this is a different instance of thick-necked coming with this but I also echo the statement of dr. Bower that I welcome that thick mat joining us because I really do think that they are here to to help us identify those areas where we you know where we need to look into where we may need to streamline or or change and you know this if I'm not mistaken dr.
Bower this fake meant having having them come over here was even kind of prior to the kovat situation and all of that right so so they're what they will be reviewing and looking at we'll do you know if it will include the reality that we now are in or are they only looking at the you know the three years prior including this year's budget that makes up the review period I am certain they don't create anything more precedent and you know in a little bit folder is gonna be presenting a little bit about our budget and our challenges I think that everybody all community members know that that we we have been telling the public for a long time you know about our role but we will weather this storm as a team the way we have been doing it for so many years now yeah I mean I think that we I agree that we have been as transparent as possible we've even had separate study sessions with mr.
Chang to explain our budget and explain our situation including declining enrollment and all the other challenges that we face and so and we know we've had to do cuts in the past several years as a response to that budget so as trustee marques alluded to we will certainly have to be tightening our belt even more so but I again I just I welcome this review to help us identify you know some of those areas where it makes the most sense knowing that we're gonna have to make some very unfortunate decisions I think moving forward any other comments or questions that detail yesterday when I was talking to dr. Bower I actually was kind of happy that they are gonna help and maybe we could probably set up an audit committee and maybe the you know they can help us take the steps needed to tighten the belt more that's all okay thank you any other comments we have one public comment everything Brenda Xander's end is Sunday has not yes I do I'm assuming correct here zoom okay so there we go with clock okay Simmons before when you begin speaking the clock will start missing Becca sorry my question I think you asked that already big head I'm going it was a figment was gonna be looking at the previous three years or current and future and I agree with Linda Chavez that there should be a committee to oversee this it would be a great idea and that's kind of really what my question was I think you asked it but I don't know if it was really answered but I'll wait for mr kobera to explain more on this thank you thank you did we have any other comments mr.
Gill no sir no mr. Murtaugh I see your hand raised I guess I can't really see no dr. Bauer I just want to clarify for everybody that when Sigma comes in they come and look at all of our fiscal and processes and all of that then they will have recommendations and so I want to be sure that everybody knows this is not like they come and they start inviting people to be part of it I just want to be very clear they do their jobs and then they leave recommendation the board needs to answer the recommendation that is very important absolutely the board of the board needs to be able to work with other staff to answer to the recommendations and is one of the recommendations and I don't know you know I I don't know what they're going to tell us but I certainly welcome the idea of having a committee of sort I think the board has talking about that for a while now we see what are some of the recommendations that they leave us because they have a cycle that they follow I just want to be very clear with everybody thank you for that trust each others yes as far as say we get into it right and then the state does do their recommendations I know that this previous year when we tried to do the the vision and the mission statement the governance handbook that was on the recommendations and the trustees each time I was outvoted I was a four to one vote so can we all kind of keep that in mind that these are recommendations and these are like best practices and if maybe we could try to follow in adhere to the recommendations that's all okay thank you many other comments or questions okay so let's see there needs to be both need to be approved yeah we do we we had a motion and second the motion okay I just want to make sure I didn't okay so I will call for the vote trustee Chavez improve trustee Marquez yeah trust the king Erin Laura yes trustee Quintero aye and I for myself so motion passes unanimously thank you we'll move to item 6.04 or will consider electrician certification requirements for the district projects this is an information only item dr.
Bower did you yes one trustee confederal requested this item and he wanted to have a an opportunity to share with the world the concept so um you know they're thinking better your turn ah so once again thank you to my colleagues for hearing me out on this as I've done before I think that it's important that we hold those who are doing work in our schools to the highest standards and that we make it as easy as possible for individuals to be able to demonstrate that they're proficient and that they're qualified and that they the right training to be able to do work on her projects and as we did with previous instances most recently was are those individuals working fire suppression systems now I think that electricity is a very serious thing and so the idea here is to make it as easy as possible for individuals to demonstrate and that they are qualified to be on the jobsite doing work and so rather than hear me out I think that it would be more appropriate to hear from those individuals in the trades that know more about this and can it can further explain so for you guys when indulge me indulge me in if apt or can unmute chuckles what I see how I would ask you if you can go ahead and allow him to speak to the sign up so you can elaborate further okay so this is under loose wedgie or a swayed g1 if he can be unmuted so this would be like a short presentation of falling under a public comment ah you would just speak to the item as part of part of this presentation okay mister library further I've he can go ahead and talk more in detail about the requirements of having folks wear cards that demonstrate that they are apprentices in the state of proof program that in that individuals from the public can provide reports about their statuses so that's my intention to have him provide for the details and then be a resources when I think he's unmuted so thank trustee Charlie before we start with that did you have a question or yeah I just want to say that I agree with the certification requirements we should have the best during the electrical because it's a safety issue thank you thank you okay so if it's open we we would vote we do have time to for a brief explanation of the item at hand so we hear from any other board members before we hear from him yes again well yeah I'd like to make a comment because I'm you know that this this item is very important for us to know that we are going to be hiring those you know those people that are going to be really doing the job that's going to be taking care of our children and our staff you know electrical is is something that says though yeah I've done it for years and years and years yeah I worked on this construction and that construction company and this one but never got certified and these are the kind of things that we as the board trustees we don't know that we are actually hiring the people that are certified or not unless we are actually being given a report in Toth everyone everyone being hired or everyone that's going to be hired for anything not only electrical but everything that we're going to be working with you know should be certified this is very important I urge that my my colleagues you know supports this this item thank you thank you so do we have the microphone open and ready yes there it is thank you well everybody and thank you so much for for allowing me to speak before you to tonight superintended hours we said Quintero and members of the board and president Barron my name is josue Garcia and I'm speaking on behalf be electrician's Union Local three three two here in San Jose well they actually over Santa Clara County and we are requesting support to request a state certification for journey level electricians only when you enter that trades the construction trades you have what we call helpers or entry-level workers and then you have a parentheses that go from first year all the way to the fifth year of apprenticeship and then they graduate as Jenny level and equations so the state requires that every journey level and the Christians have have a certificate not the apprentices not the helpers and nobody else but the journey level workers and the reason is because they want to promote safety in quality handymen and i in no construction fairly well and I have been remodel in my house or for a while and I think that I don't touch is the electrical work because us that's pretty technical and where it can be very dangerous so that's the ste a request that you approved the requirement for every journey level and accretion to be on any of the school sites to have a proof of the certification now the approve of the certification it is very easy to get you just apply online through the state's website at the the dir the Department of Industrial Relations and show proof all you need is an iPhone and you can go to the dir website and you can type in the name and I think the last four dishes of your social here number and a certification would show right there on the iPhone so you basically don't need a lot you don't even need a badge you need not have to haven't you just if anybody asked and the request will be very steep or for the general contractor to to let the subcontractors know that all their journey level workers need to have the certification and if they don't have that they have to go home and come back tomorrow or basically just remove the one worker and send somebody else you have to replace that contractor you don't have to do any of that and that's as simple as that I'm not an excellent electrician so I'm not an expert on that but the big majority of fires whether it can be a school or a home the stars with electrical that big my URI and I can testify to that because when my oldest daughter was about three years old my house caught fire because one of the outlets problem and luckily my nothing happened to my daughter and she's grown up and very beautiful but I can testify that the electrical work can be dangerous that's that's what I have posed I want to take a lot of your time but I'm available for any questions okay thank you for that I just a reminder before we go forward that I guess I'll say a reminder and a quick comment to that this item tonight is for information only and so I'm thankful to mr.
Garcia for providing us with that information that kind of background and for us to keep that Oh from bringing it and I just briefly I think this when this comes if and when this comes for action to us I will be supporting it I think this is not only a question of safety which is huge obviously as has been stated a question of quality but also a question of our fiscal responsibility because you know we've had problems with other repairs and things that have happened that you know two years later there or a year later they're not working again because we may not be we may not have gotten the the level of quality that we needed for this so I think this is important and I will be supporting it I'll go trustee at a time Loretta and then trust each other's after that two things I do want to say thank you for bringing this under this very important for very obvious reasons which I've been mentioned especially safety and I didn't mention or I did I talked to dr.
Bower about this item and I know that we already hire you know in this way however it's not in writing so and as I look forward to that being you know in writing and I also look forward to supporting that to make sure that as a board you know we have it in writing as one of our trustee Chavez so can we put this on next month's agenda so for an action item yes trustee keep it off yeah that was gonna be the next steps to ask the administration to bring back the appropriate resolution the appropriate language so we can't take action today the board as a whole can provide direction and request that a resolution the appropriate language be brought I know that it's somewhat technical and so you have to work on PLA language and you know if there's any admission regulations or policies that we have to enact and I would ask that it would be brought forward so that we can take action next month okay thank you do we need anything uh mr.
Gill do we have public comment yeah they don't be released hands one reason but Will Smith okay so mr. Smith I'm assuming when your microphone is unmuted you can begin speaking and the timer will begin once you start for your two minutes yes my name is can you guys hear me yes and I'm a business agent for IBEW Local 3 through represents an eclair County we have a 3600 collective members and several members that live right there in the dip streak and have children that go go to school there and we were definitely in favor of this thing and very supported of it I want to be by to keep in mind that you know San Jose is starting to go more green and starting to electrify so more and more things we're going to be going being used electrical gas is going to start to eventually phase away and you're gonna see more electric products and we want to make sure that these children are safe it's a matter of safety and public safety at that and our most precious commodity is our children so we want to make sure that they're certified the issue that the state is that there's there's no true enforcement and there's no real teeth and that's that's why a lot of it has been slipping through the cracks and so therefore you know anybody that may happen to visit the site and realizes that workers are not certified or inspector that comes by because we realize who's doing electrical work has been certified and they can simply pull up their smartphone and show on the dir whether or not there's their sort of point so it's not really a much more effort to be honest with you and so our local behalf of local 3p2 in our our members who learn definitely in supportive of this and hope supporting this as well thank you thank you okay after do we have the next speaker yes we have Brando's ending us okay miss and they have Brenda you know the routine I believe so when you're ready to go we'll start hey I think I just can fail for this I think this is really important that this is placed in writing as I've been sitting in budget committees with you guys I've heard that the number one concern for our district right now is electricity and we need to have a safe form of outlets we are currently putting more than 30 laptops right now we're not but we were and I don't know when school starts hards gonna look but we need to this is like one of the biggest issues that this district has right now and I'm so glad you're going to bring this up because safety should be the number one and that they are certified it means a lot because we need the best these are our kids I have my own kids in this school and I want to make sure that whoever is brought to do this knows what they're doing and has the qualified standards that they need for this so again thank you on this because this does need to be in writing and anytime that this goes in bidding these are the biggest concerns for we should be the biggest concerns for board members and parents and again this is a big issue for our school district that needs to be six in I hope now Monday it's put on the agenda and made a priority thank you okay thank you any other comments laughter bhisma all right thank you so that item was for information only we did hear that there was some direction to staff to bring a resolution to us ideally next month it's what I gather gather for action I think that's all we need for now right okay thank you everyone okay we'll move forward to item six point zero five information only update regarding the draft air USD updated board governance handbook dr.
Bower or mr. release either one I guess basically just sent you an updated handbook we were able to find the previous one from Olimar yay and so speech I was very happy one year to find this trust each other sorry about that and so we finally found the right file that would be the most important one and so you receive a copy of the edited by oh hey Leo with recommendations that need to be there and the original I believe Murray will deliver sent you for your house copy of the original so you can compare both of them and have an idea of where as some of the edits on the new version we still don't have a mission and vision statement because our site will be part of what the board is going to consider next week and during this special board meeting where you will talk about that board governance handbook the vision statement and the mission statement and I urge you to be you know you have you with we all have homework you will have homework over the weekend to be ready for next week so hopefully we are able to approve this and and this is one of those items that will cover a number of issues in the state audit thank you I have a quick question so we're going to be reviewing it at the next PD okay thank you for special so not we're not going to be reviewing like that's the whole topic for that that session so it's not like a quick review that's that's the session the session are we gonna have somebody I know you had talked about possibly bringing somebody in to help guide us through or is that something we're gonna do amongst ourselves join us and he's been a helpful walk through it and I'll be there too I can double check and see we have a facilitator so I'm a bit no I think that's fine I was just curious and even Madonna's doing a great job facilitating this painting so I'm sure you would do a great job facilitating us do that as well I'm confident in our team's ability trustee Chavez I was just gonna say the same thing in the past the board has done it thank you yeah okay trustee Marquez any comments say it's hard for me to tell whether or not no my colleague said it all okay thank you okay so we look forward to working on that and make sure all of us do our homework on that so we come prepared and and and I mean really I want to say that because this we've been without this for a while now and we're functioning where we've cleaned up a lot I think we've done a lot in the past couple years but really this is this is gonna be the sale that we set the guide that's that's gonna help now help us navigate through all these challenges that we're gonna go through you know we need something to be rooted in we need a foundation to work from and that's what we're gonna be doing so I you know I know we already are taking this seriously but I just want to emphasize that we take this very seriously because it it's a huge part of how we move forward together for the next indefinite future I guess trustee Chavez green if we would have had this a year and half ago would put them we would probably be that much ahead Thanks thank you okay and we will move forward to item 6.06 superintendent update superintendent report information only dr.
Bower has presentation for us regarding everything that has has occurred in the past several months since we've been confronted with the challenge of kovat 19 so it looks like you're unmuted and you're ready to go yeah and you seen my cover we see it yes very good so thank you everybody I was going to be very brief I'm going to try to stay and try to navigate out anything I'm trying to move to so the next question is a little okay we got it this is summary of our business accomplishments during this very unprecedented circumstances I'm going to be trained that we could not do this with us without the amazing team that we have and big shout out to all of our heroes out there I wanted to capture some of these pictures so that you can see the this wonderful wonderful team members who are so selfless we have our CNS TNS staff led by the knees Mendes I told them this morning I went to Chavez and I so will be producing food and we have like a real wonderful operation they were also volunteers from our partnerships distributing diapers and groceries and all kinds of things for our family so I want to say thank you thank you thank you from the bottom of my heart none of these would have been accomplished without you I'm going to give you a very brief timeline on March 12 the Muslim issue and I went so fast sorry guys I went too far I need to go back to my right here we go so one of the things that when we received the in and going back a little bit on March 12 we we were in a board meeting that night and the reason I'm saying this is because that 12 midnight is when I received a text from superintendent funk and a text from reference and then victory I'm coming superintendent one saying dr.
Bower will bring in everybody and we're going to close this was before the County issue the shelter in place sores in it so I wanted to kind of remember we were just practicing social distancing that night during our meeting and shelter in place was not in place then on March 13 the coming issue the guidance and it was about stopping gatherings of more than 35 200 people so the biggest question was like now what we're going to do and this is Thursday into Friday and I want to highlight the timeline the time frame because where's in 38 hours are being helped to plan to provide for B to continue with the essential functions of the district I think the bad was one of the things that our mom did the best and I'm very proud to say that to you and to share it with our community and it is not a judgment call or anxiety we all have different realities so the caliber of the staff and our mark is truly extraordinary the cns was ready miss Mendez came to my office's that we will be ready to keep feeding students on Monday March 16 the fast to that weekend's plan and forget because we were going to have everybody close on the education side we had our academic services staff drafting this learning plan because they knew the governor's ordinance embedded in that said that public schools needed to keep on providing essential services but this was not go home and just stay home until further notice it was very specific you need you need to figure out district how you need to keep on growing with the essential functions of the district I'm very pleased because now when Sandra was talking about what we need to embed in the ELCA this is going to protect our district in terms of funding we had a plan we acted immediately so we did everything that we needed to do to make sure that there was no gap in service so that a huge fees for the way we conduct business in our box office today and I share this with year and it's from the website my presentation is on the website we have handled over a thousand devices all kinds we had up handed we ran and got everything we had in invent in our inventory Chromebook laptop iPad everything we had it's already out serving out kids and I want to applaud the board because way back in the fall when when you supported the partnership with t-mobile and two years ago when we started our partnership with Verizon back gave a Lamacq the the the ability to be ahead of the game in this we never know that was going to be a pandemic we were sitting in October thinking that we just want to have a district where we breach the collective yeah but we want all of our students to have access through the world and when you have a device you do have access to the world and so with that in mind the district was ready and I'm in addition to that it's not only about giving somebody a device and say there you go Connect yourself you know you're on your own there's a number of things that need to be in place to implement this performing so a huge huge shout out to all our teachers in our academic services team that have but we're ready to implement distance learning the first day we have the mud where all of our middle schools with a view they were already online on Monday March 16 the schools that were in the devices to be part of that program where the partnership with local they had already they were ready to start a 1 so we also distributed as of today about 1,500 hotspot and this is just to make sure that the family has the connectivity also now all the schools having are implementing distance learning there is PD online for teachers we have a YouTube channel with plenty of resources you are able to download our Vista learning plan out of my out of the link on my presentation on the CNS side we have the liver as of May 11 200 almost two hundred five thousand meals for all of our families and if you see our staff believers distribute six thousand meals a day that's quite an accomplishment we are in seven site the Foundation heard our effort and we they reach out to the needs within the first two weeks of what we were doing I know all of you mentioned the source emotional support I'm happy to report that we know that this was going to create tremendous amounts of anxiety in our students in our parents in our staff so the team having the first emotional support team that to work immediately and you can also access the resources in the link and then I prepared you the same thing I went too far let me see oh here we go and finally some of these resource centers we have for another month and this has been almost like the lifeline for so many families so there was a chaves chaves is distributing 700 by purchase on on each you know every other week for families who needs it and that just charted not counting Hubbard Puritan and painter Allan Roth has the highest number of these kinds of resources throughout the county but distributing these kinds of resources to families throughout the county we and you have all of the description in in the presentation finally I just want to say that we have been able almost we have reinvested education in terms of being able to deliver continuous learning and I want to make a comment to the parents that talks about our artistic students you have not promised that we are going to do everything in our power to make sure your child receive the services that they need but I will never stop we are working very hard especially to make sure that our students overcome the learning gap that came to this time thank you CNS stuff you know the teachers counselors office staff everybody it takes all of us to be able to accomplish this and I want to thank the board for the support I want to thank the community the one of the joys of this new reality travel market to be able to some zoom meeting with parents and say see them learn together with us how to use this amazing tool and they're getting connected and figuring it out and it's just amazing to see the group of parents that get together with us every so often to be able to give us feedback about how we're doing thank you so much and I'm open for any questions okay thank you dr.
Bauer for that are there any questions or comments from my colleagues just each other you can go next after this I was happy to see that they had the You Tube that was helpful because even in going over my minutes I went back and I refer to it and unfortunately I'm gonna have to edit on the March but it did it was very helpful to go over the meeting again again thank you okay Thank You trustee Marquez and I have a have a question for dr. Bauer when you were talking about pulling out every device we had in the district office so that we could get out to the families and the children where all of these devices like in storage or we are are they working that every device word that parents have problem with them or not because I know it was it wasn't a device that everybody got the same there were different things as you were saying but are we fairly comfortable knowing that all the devices were working another that's a great question Josie Marcus and the answer is the great majority of the devices work we did have a couple of issues with some devices some of the parents during the same meeting that I have with them alerted us about some of them I want to say after and the king in IT because they have done an amazing job after we were ready you know we kind of took care of all of the sub we had in the site IP Department organized themselves to continue to distribute these devices so for the past two or three weeks after and he seen has been available in some carriers have driven through and as some technical questions about their devices in someone and in some cases of the market we have had to exchange the device to make sure that the parents get what they need thank you I have another question and this is only because of my ignorance here when you say PD online learning for teachers what is the acronym for PD online professional development testing Marcus thank you for asking that question all time okay yeah okay now I thought it was that professional development no they must be talking about something else you know meaning that I thought they were getting a little training on how this all gonna be working with you know with the establishing the distant learning on the computers but I guess I was right when my first thought was the fresh development okay okay I'd like to thank the IT department and the director and all his staff we're doing such a wonderful job and I'm only asking that you please please do not let any family fall through the cracks that are that do not have you know any device so that we can move forward thank you okay Thank You trustee Marquez any other questions or comments from trustees just wanna reiterate you know thank you all for you know supporting that backbone of getting all of our students connected and you know thank you to the staff where are all the partnerships and relationships that we had built already you know in our community and that just made it easy to you know make a phone call connect and also it's good to hear that people are calling us and saying how can we help you know I know some of them have been mentioned you know the city San Jose which you know are going to be helping out with serving our children the San Jose Police Department so most first five the County Santa Clara and in know East had me in high school district also fed our students during our spring break and it's just wonderful to hear the partnership because we get to do more of that seeing of you know how how we're going so I'm just thank you for that and I look forward to you know continue to do my little part in supporting and whatever I can but thank you all for working hard okay thank you I wanted a moment just make a couple of comments as well my so whatever the date was March 12th or whatever I know that on that particular day when things were just coming down and literally like by the hour things were changing and and our legal council mystery of release and myself and dr.
Bower were were on the phone trying to plan out we had a meeting that night and we were trying to figure out what what a social distancing mean and what are we gonna do and what is do we have to cancel the meeting and and so you know that there was just very a lot of logistical details that we needed to come up with at that point but I think that speaks to dr. Bauer's point that we really have since the beginning I think because that was just conversation between us I know dr. Bauer and staff and everyone were going 24 hours it seemed like on calls and setting stuff up but that speaks to the point that we really have been I think a little bit of ahead of the curve on this and and planning forward and thinking about the next thing and I think that's because when we talk about our staff and our teachers and our partners and everyone here and you hear that word essential workers for that I think that that really means something a little bit more in our particular community because there are some districts who when confronted with this we're able to focus on the academic piece and a little bit of the staffing and some basic safety and then that was maybe the extent of what their concerns primary concerns might have been but for us we had a I say gargantuan piece of our puzzle of ensure of the well-being that the life really of our community and so that effort from CNS to to all of our partners again it has just been essential in the lives of our community dr.
Bauer mentioned the Saturday right after it happened with there was a meeting and I was fortunate to be able to attend that meeting and it was I mean literally it brought me to tears that day just the inspirational nature of how all of our partners were at the table they're literally like champing at the bit how this what I'm gonna do when do we get started what do you need like it was so powerful and amazing to see that and that is carried through and and you know it's it just speaks to the community that we have here and the strength that we have here so I again thank you to everyone and I think our district is really has been on top and then some of the challenges that this has brought I do have a question dr. Bauer I thank you for for highlighting and pointing out all the everything that we've done but I also wonder just if you have anything you can share in terms of now that you know we have a little bit of a system in place to to feed our family to provide papers we have partnerships we have resources out what is the the strategy or the overarching plan for going forward for into next academic year is there any anything that you can share at this time in terms of we have we got the report of where we've been where we are and we've heard a little bit but can we hear a little bit more about where we're going now knowing that the future is really unknown with the entire situation as a whole but being that we need to plan for the unplanned a bull basically do you have any thoughts that you can share with regards to that or anyone from our staff me before I do that there are some social worker that I need to give a big shout out because these are the people before we were able to move in for president and board members our custodians prep the scene to be able for us to go because let me tell you before we went into any of those sites they they had to be disinfected remember that so I was just that's something and I owe them a big big big shout out of all of the stuff they did maintenance and custodian getting they were coming in right and so another huge huge team of heroes along with worthiness that that help will make sure that we were able to do what we needed to do so I wanted to say that before I continue and I know you thought you asked me about the future and the future is very uncertain and we need to work together all of us the same kind of the same stakeholders but then you gather together and we need to start talking about how we move this forward with than the knowledge but the most important thing that we do is to teach kids those are the most important things that we do I am very hopeful but in the middle of so many challenges this team is going to pull through and we're going to be able to do it I see that summer school is going to be most likely virtual we are looking into some ideas to figure out how can we provide special ed services better we're working with mr.
Verona we had already reach out to area and we're working with an MOU to be able to adjust our summer learning to be able to work the how how the logistics are going to happen together so summer learning right now is the one piece of this that we are addressing August is going to be here before we know and if you're asking me today we're gonna bring back students in a traditional way unless we have a magic wand and somebody has the vaccine I just don't see it happening such as my very humble opinion I might be wrong I might be coming in July back to you and say hey we're ready but as of today with the information that I have today I don't see how we're going to be coming back in any traditional way so what I can share with you is that we won't be able to do schooling the traditional way that's what I can assure you okay thank you is there I know we have at least one person with public comment and zoom is there any other comments or questions from board members before we go to public comment no please forgive me but I do have one go ahead and then trust each other's after that okay I'm dr.
Bauer this is only for my for my own personal concern because we you know Evelyn my granddaughter is um you know it's in school but she she also lived on you know and there are home here and so my husband and I are at risk you know people that you know are very likely they have we have to stay away from everyone and I'm worried that my granddaughter will be going you know to when we go back how we're going to be going back I can't picture how we're going to be doing it but I'm concerned she's going to be around more people and the feel that she could catch something and bring it to her little sister a year old and to the grandparents that are up in age and how are we going to deal with families and situations like that so so much care as I said before because exactly what you described I don't see school being opened a traditional way now are we going to open I really don't know the specifics yet but I can assure as kind of what I just mentioned right that it's the first thing is today and what I can tell you my professional opinion is that we're not gonna go bad the traditional way yeah but I mean I I forgot to add the best part I wanted to add on that because I don't want my daughter my granddaughter to be you know held back because she they missed all of this year and then what's coming up I don't know how how the education is going to be you know the curriculum is going to be delivered to her and so it will ease my mind and any other family that's in the same situations that have grandparents living in the home to let us know how this is going to be done for you know for those of us that have literally and grandparents which are the age brackets that are you know get hit hard with them the kovat 19 they give birth in marcus i'm hoping to be able to bring a better answer in june thank you okay thank you just the traveling did you have something no I was just trying to say no avatar that I was muted thank you I'm sorry anyone else with questions or comments before we go to public comment okay thank you so I believe it was fleur-de-lis on with public comment so the thing goes as soon as your microphone opens up if we can get the clock up once you begin speaking your two minutes will begin there is one minute it's two minutes yeah okay so I want us I want to point out cuz like I am a part of the school psych Council on my school renaissance be sure and III was aware that last school site that a lot of our laptops where most of our lapses were taking away and I understand the situation that we're leaving right now and I just want to point out that those laptops where my was budget that or school had and we know we are part of the Verizon and we all of our students have laptops but as Mike group we are concerned because those laptops are very usual first really you cannot do a lot of things on that on that tablets then what you do on the laptops and I just want to know what is going to happen with our equipment that was taken away when that money was spent from your budget and and I know that conditions of the laptops are not gonna be the same so I'm wearing for my students at my school and I want to make sure that we get this clear up and how we're going to proceed in the future and I know I'm learned that yesterday that County approved something to bring around 11:00 11:00 hotspots and 14,000 laptops they will be given to the most vulnerable printable areas and I was just approved by the county and I know they're gonna be working through that Santa Clara Board of Education and I hope that more and more we get those equipment for our students but at this at the same time I'm hoping that my school gets while we pay for from our budget back in good conditions and hopefully that can be clear up in the future and I know that we will your been mentioning miss Bob mrs.
Bauer that we're not gonna go to the traditional way but I think we need more answers and hopefully we get it on June like you say on how are we gonna be moving forward because we need to have a clear vision on what are we gonna be doing better than why we're doing with these 10 learnings that will receive them with our kids right now thank you did we have any others after was that the yes we do have one okay and does end house same thing hi can you hear me yes okay so I do have a quick question I know that you might not have the answers for this yet but I know that we won't be giving traditional grades this this year however next year if this continues will the same process be used for example middle schools will get a CPS or a c- for a Kovac 19 and elementary kids TK 2/5 will be getting narrative report I'm still trying to figure out how that's going to be done next year but this year alone I know that it's just going to be a narrative report on the engagement of participation of the students but if we still have a lot of issues with kids logging in and with Wi-Fi problems I just don't know how it's gonna be for the next year and that may be something to think about if how the grading will be for next year will we be using the same grading system or grading scale that we're doing now or will you guys think of something completely different I mean we just have to keep in mind that kids are also right now a lot of them are depressed and going through a lot and to get them to go in through zoom it's not as as easy as sending them to school engagement probably not going to be the same and I just don't want to see anybody giving up and making sure that they know that their work is being accounted and also our teachers who work so hard to create these packets and work thank you thank you any more public comment okay thank you so that was information only any other comments from board members okay so thank you dr.
Bauer for that we look forward to to the next update and and you'll have more information about the situation and more information about our plan that that you'll be able to share with us so at this time we'll move forward to items item 6.07 approve letter of support for documented community do we have a a motion on this to trust each others will be abstaining because if I go for this I will be in violation of the oath I took for office okay thank you do we have is there a motion on the floor for approval of this I move approval we have a motion and a second to approve the item this is a letter of support from our district and to support the California Assembly Latino caucus to to partner with them to create essentially resources for our undocumented community dr. Bauer did you want to expand any further on your letter are we ready to I think we're ready we have our Joseph time strike is 813 so we still have in German mm-hmm I know this item I brought forward so I'd like to speak to it okay and before you speak to it can I can I go before you please sure thank you I so one of our trustees I believe was Chavez said that she would be was that an attention or a would right and so she's up staining because of the financial reason or what I don't know what I maybe I'd like her to speak a little bit more of why she would abstain on Main Street in my position that I will I will be abstaining that's all out to say I'm so those are you start to our attorney here still here how hard is a yes okay good so we have you an abstention I thought it was because there was a financial you know thing with you know with not not having it to be clear or not you know not participate am I mistaken or is this correct well board members can abstain under the board bylaws board members are encouraged to not abstain to vote on everything but board members can abstain it's been done in the past I'll open my question though well I mean the grounds for an abstention are not taking a vote or refusing yourself aren't limited don't have to be limited to conflicts of interest or financial issues oh I see okay so that's what threw me off I thought she had a financial conflict of interest or something but it did not necessarily have to be that that's correct correct all right okay thank you for the clarification Thank You trustee Quintero um so I brought this item forward and I'm very comfortable and moving forward and a voting frame and knowing that I took the same oath of office as our colleague says that she took and I will not be in violation of this oath of office fact of the matter is the reason I brought it forward is because we sit here in the comfort of our computers interacting with each other while many of the folks that are intended to be supported by this letter are out there picking up the crops and doing the things that some of us don't have to do or choose not to do and we do so we took full advantage we take that bite of that amazing lettuce and and then when that happens it's not a problem but when when other things come up and when we need to come come around as a community and support those folks then it becomes a problem then it becomes a violation of our oath or some other thing and so at this point I find it very very disheartening and concerning that some folks on this board would go ahead step back and disregard the health and well-being of some of those folks who are out there hustling putting themselves on the line many people dying in some other places some of those folks that are working in packing plants large them a large number of them are getting sick and their immigration status doesn't mean a damn thing to folks who are very comfortable having their steaks at home or like I mentioned earlier having these vegetables and fruits that are picked by those same individuals but when it comes to giving them support then some folks step back and so I'm very very disheartened by that but I hope that this will be supported by the majority of the board I it's already moving forward at this point and be more of a matter of putting us on record as a district and so I hope I can count on the majority of this board to move this forward okay in the interest of time any trustees have a brief comment or question comment I've already individually signed off on this so I will be supporting this as a district any other brief questions or comments from the board okay any public comment after do we see any no I don't see any okay so we have a motion and a second I'll go ahead and call for the vote trustee Alouette yes trustee Chavez estate trustee Kim petal all right trustee Marcus yeah and I for myself motion passes four in favor one abstention do we need to stay publicly the abstention or just like that the record sufficient item six point zero eight is just the first reading information any trustees have anything on that item no but I have a comment what presidents do you think that we can take 608 and 609 together and maybe six oh ten unless somebody wants to speak to it moving forward I believe you know do we need to do them separately mr.
Issa can we do all three right so it's it's information only so if you want handle them together that's fine okay Thank You trustee Marcus oh do do any trustees have anything on item six point zero eight six one zero nine or 6.10 first readings all of them no okay I move that we take all three and vote for the these are information informational no vote okay thank you any public comment after there is none okay in the interest of time I will move forward to item seven point zero one approve third interim report we have a report from mr. Chang regarding the third interim report so do we need to set that up the screen and just before we get started mr. Chang I'm assuming this we need more than ten minutes for this yes probably okay so because we have a gen diced the closed session for 8:30 mr.
Reiss is there anything that we can do to to address that time timing issue so since the closed session is agenda the special meeting closed session is agendized for the same same zoom link and YouTube live streams I think you can continue through to this meeting to its conclusion it's okay if the special meeting starts after 8:30 p.m. it just couldn't start before 8:30 p.m. okay excellent thank you for that okay mr. Chang you don't have to feel rushed obviously time is still you know we'll be trying to be efficient but no rush so are you ready to go with the presentation okay thank you can you hear me can you all hear me yes yes good evening good evening board president remember at the board and superintendent dr. Bauer before I go in to go over the memo that is I do want to provide some background information in terms of what the assumption that was used in preparing disturb in a room as you have heard this evening the may revise was released which provided us with some significant change from the January proposal which was the assumptions that were using to prepare this third interim report with respect to the may revise I want to take this opportunity to go over some key changes compared to what was presented in January from the governor I'll start off with some of the bad news first and then we'll go with some of the relief that the state is providing to mitigate some in this country the first item I want to talk about in terms of the changes and what is the most significant impact that will we'll be seeing if the cuts to the reductions to lcff the state is proposing to reduce the FLC of F at acrostic 10% for next year we're not sure what that amount is going to be for the district we still need to get some clarification from the state in terms of how that 10% will be applied so we work will be work on that diligently over the next week or so to get some similar numbers another enough that I wanted to go over was with our new special ed recall that in January the governor proposed a one-time funding for special ed preschool students that funding has now been removed so we need to exclude that from our budget and out years and the next item is surrounding the pearls the state is proposing to implement an apportionment deferrals both in the current year and also in next year the current year statewide the state is proposing to the fer one one point nine billion dollars lcff apportionment and then in next year here 2021 the state's proposing an additional three point four billion dollars what the of course with the Perl means is that the cash that we would be getting this year would be delayed until next year so it's not a cut in total funding itself it's more of a cash issue in terms of when we will receive that cash so those are some of the key changes in terms of that's going to impact the districts the the state did provide some relief to mitigate the speed cuts in lcff one of them is by reducing both CalSTRS and CalPERS rates the CalSTRS rate will be reduced from eighteen point four one to sixteen point one five in the year 2021 and then in year twenty one twenty two that rate would be reduced from eighteen point two two sixteen point O 2 with respect to CalPERS the state is reducing that rate if this employee contribution rate from twenty two point six seven to twenty point seven in year 2021 and in year twenty one twenty two that rate will be reduced from twenty five percent to twenty two point eight four so that's one of the relief that the state is growing could mitigate the cut in addition to that we call that also in a general budget proposal the state had committed to readjusting the special ed base rates from five five fifty seven per student to 645 the state is honoring that commitment and so that that's one of the leave that that's really good for the district Rivera please anticipate on getting some federal relief funds mr.
