Craig II just outlined one of the ways we're doing this is we're providing an addition on the south end of the Performing Arts Department that extends out closer to Main Street this is in line with what has been happening on Main Street as a more hard her urban edge has been provided more adjacent to Main Street and so this is in line with the city's desires to see that happening all along the length of Main Street downtown we're also adding some additional square footage immediately to the east of the Performing Arts Department let's focus in a little bit more on the Southend of the performing arts department and we'll talk about how this is meeting the criteria so this is the South End and you'll recognize the auditorium shape in purple to the south of that then are the two large rehearsal spaces that exist both band and orchestra immediately south of that is the new addition which will be a new larger orchestra rehearsal space a third large rehearsal space and then additional storage and support spaces which are required by the music department in providing these spaces then we'll be able to go back and eliminate some of the smaller spaces within the band rehearsal space and reconfigure the orchestra rehearsal space for percussion rehearsal offices restrooms offices and other needed support areas in doing so we're providing greater floor area for the larger participation by larger groups that mr.

Jenkins was saying just say this is a you know this is clearly a team effort and we're I know everyone's getting tired of hearing unprecedented times I know I have but I'll I'll say it one more time that it is and you know we're day-to-day right now as the information comes in and as the company makes announcements um but but I think everyone in Dartmouth overall I think the gamma the public school system has a lot to be proud of with its staff stepping up to the stepping up to the plate I really do you know you look at our neighboring district Westbourne who said no had to furlough over a hundred staff which it's unpalatable to me and I don't know how that's going to operate but that's not for me to get worried about but I do know that um you know what we're doing here and Dominus I think is making a difference and while we can't get to all our students you know that those students that are reluctant to maybe join those zones or participate I think we're all for the most part of doing our doing the best we can so that being said Carol do we have Carol for one more meeting I don't have the schedule in front of me one more time one more time all right so if we have to have a you know a virtual cake personal cake with you or something we'll definitely we'll celebrate you know you you being on the committee and being such a you know a wonderful committee member and colleague okay thank you my other question not so much of a notice but my other question is just under what is with the governance new announcements what's the plan for building work for summer projects for I would keeping the offices closed and also just so the general public knows what's going on and I don't know if dr.

cranky outlined circulation will also be improved between all these spaces and storage space will be provided to eliminate instrument and other equipment storage that currently is occurring within the corridors the auditorium will receive what we characterize as a mid-life renovation this will address seating finishes specific lighting criteria orchestra pit the stage floor and some other specific elements that all are within a criteria of that mid-life renovation it was expressed that the studio theater was not adequate and so this is being relocated immediately east of the diagram auditorium it will be much larger it'll be flat floor so that'll be much more flexible and accommodate all sizes of groups in addition in that area we'll be providing additional storage as well as sewing in costume storage immediately adjacent again as we talk about this reorganization what you'll notice is that now we have the theater and drama classrooms immediately adjacent to the auditorium as well as to the studio theater and reconfigured in a way that they're much more functional and useful for the programming if we move to the north then by relocating the studio theater - immediately east of the Dail graham auditorium we're able to repurpose that space for a large choir rehearsal room that will be flat floored now in essence what we've done is we've been able to organize all the choral programs within a singular area as you can see and then other renovations are being accomplished - some of the other spaces illustrated in blue to further the needs of those departments so at this point I'd like to introduce Jimmy insky Thank You mr.

Gifford you want to take it or mr. Kiley I'll just speak to one thing mr. Kylie can certainly speak we haven't had a chance to chat about his ideas for cleaning etc but just tentatively as of listening to the governor today opening up offices etc 25% capacity so we'll be setting up a schedule of for folks to come in and out of our office you know keeping folks a distance as much as possible but being able to open the office up or the for everybody to get their work done we have been in and out folks have been keeping digital absolutely but we'll have a little bit more of a firmer schedule starting probably next week and again I haven't spoken to mr. Kiley about it but he might have some more to say about cleaning etc okay hmm sure so you know our plan is to proceed with some of the projects that we already have funding for obviously we won't be doing a major can major project the construction at Dartmouth Memorial Stadium this summer but we are continuing to plan for that so we'll have the ability to move forward with plans in the future to proceed with that project and complete the project some of the other things that we're gonna focus on this summer we're gonna continue on we've been redoing classrooms at the Middle School for some time you've heard me talk about this before basically we go top to bottom and replace the ceiling the lighting with energy efficiency lighting we paint the room we do the floors brand new floors so we basically just renovate the entire room and makes a huge difference and it's a very old and worn building especially in certain spots so it makes it makes a huge difference educationally hopefully we'll be able to use it in full force in the fall so that's probably our biggest project but we also are expecting funding at Town Meeting for some capital improvement projects that you know include the bleacher replacement at the at the Middle School in the Quinn school so the middle schools bleachers are just so far gone beyond their useful life that they're not really safe to be used so we we hope to move forward with those projects and hope that we can you know proceed with with timelines like for instance one thing we're concerned about that top to bottom middle school classroom replacement obviously the health of everyone in the buildings is of paramount importance and and maintaining a good clean safe environment for them to do their work is important but we also don't know if we can get supplies manufacturers have been closed there's a backlog of supply orders very basic things so so we're gonna you know take take a day by day like we're doing with everything else right now and but we are planning on proceeding and we'll be you know cleaning the buildings obviously as we as we usually do as well so we'll be proceeding with that in the future right now we're still focused on return of student belongings so that is that is gonna be happening in all the schools in in the upcoming weeks it'll be in a very organized and safe way for everyone providing social distancing protective equipment use and limit in the limit contact obviously still at this point so well thank you for that update mr.

Payne and mr. Kirschner mr. McMichael appreciate your time with these projects they are they're very essential I think to the ongoing excellence that all of our programs are seeing across the board and I kind of break this down for athletics in four different areas all of which kind of have an underlying tone of why the need exists so starting at Murray Stadium which we currently use for soccer and the fall and lacrosse in the spring we have added turf to the facility back in 2014 and you might remember we also added three additional turf fields at the stadium complex as well not only at the game field but also in the to practice field areas these have been major enhancements to those facilities in terms of use however some of those outlying auxilary areas and other parts of the stadium are now kind of due for renovation and replacement so starting at Murray stadium the lighting pole fixtures that are there are currently approximately sixty years of age they have some severe issues with the circuit breaker boxes sometimes not coming on during games sometimes going out during games which can be problematic so this would replace those with new posts and also with LED lighting this would also include a project there at Murray stadium to increase safety netting during the lacrosse season across the south end of the complex and also increase the seating at the venue by about 30% which is needed on some days and nights at the the venue kind of switching gears to the football stadium there are some needs here also that that not only go with the renovation of a facility that opened in the fall of 1991 and is obviously coming up on 30 years of age so we're seeing some concrete work that would need to be done renovations that would also bring us into being a DA compliant in a lot of areas this is something that is an ongoing issue not only in the fall with our large football events that go on at the stadium but also in the spring with track events so some of these projects deal with the ADA a compliance also some of these projects deal with the growth in our programs so we have to go historically back with our programs and when the stadium was built in 1991 to figure out where we're at here in 2020 and why these needs exist so going back to 1991 when the stadium was built you may or may not remember that freshmen were still not a part of Carmel High School they were still housed at r2 junior High's at the time Carmel and clay so during that time period we have included freshman football and also increased the size of our track programs immensely as well the number of student athletes and our programs at Carmel High School just from the year 2000 have grown by 100 percent going from about 800 and 2000 to 1600 student athletes and the year 2020 in that time period we've also added some programs including unified track in the spring so when you start counting up the number of locker rooms that we have at the facility we also need to think about places for those unified track members to go which include over 100 members of our athletes and participants as well with that program in the meantime our football program has grown to about 220 student athletes during that time period which is quite an increase in the numbers of students participating in those programs during that time period we are fortunate that we have some areas there north of the facility that can be repurposed namely the grass practice field which would become as proposed a new venue for our field events and allow for additional shot put and discus areas which would make it more safe for all of our athletes competing boys track and girls track but also our unified sport athletes as well there in the springtime so that's a little bit of an overview of the stadium that South building that is proposed at the south end outside of the track in just north of where the basketball courts at or and the South parking lot would help to house that additional locker room but would also give us a much needed area for restrooms at the field event level and also a concession stand if you've been to the visitors side at the stadium concessions operate out of a a slowly decaying wooden it's the best barn if you will that you might have in your back yard so it's overdue for demolishing and moving into an area that better fits our facilities and look throughout the school district moving over to the proposed natatorium addition and new diving well to talk about that and the needs are very pretty simple our school in district has grown with the number of swimmers involved in our program from kindergarten through twelfth grade and remember there's one pool in the district just since the year 2005 we've gone from about 180 students swimming in that age range up to over 500 so more than increasing by one hundred percent obviously during that timeframe and we've been able to get creative and mr.

Kiley usually somewhere around this time you look for authorization to open a budget up so you can do what you need to do with year-end and again I know this is an entirely different year do you still need that authorization I I would anticipate I was planning on asking you that at the next school committee meeting so I think I can wait till then but but yes it's it's a necessary part of what I got totally understand what I mean and that kind of leads me to my next question to humans the Chairman is our next meeting is scheduled for June 22nd which is like five weeks from now and with everything going on and again and I realized when we put this meeting together scheduled together back in you know December this was not on our radar you know do we need to meet before then or should we just play it by ear and see what goes on I think that is a long period of time and my personal opinion is I think we should try to get something on the books we're all together here and then between now and then I'm sure dr.

cranky mentioned this with the number of court spaces we have related to performing arts practices with winter guard and all of our basketball practices and other sports that take up those gym spaces from November to March that much-needed time inside the pool is a little different you cannot schedule a pool 24/7 and that's for a number of reasons but the biggest area there is air quality as we brought in some pool consultants to look at the use of that facility there is kind of an air exchange rate that occurs within any sort of pool structure and when you put that many people in the pool it does take some recovery time as well so the addition of this second pool would better fit our needs from a facility that opened in 1998 and we know that our school population has also grown from about 2,800 students at that time period to our current level of about 5,300 so just with the growth and size and programs the need arises there for a second pool on-site additionally the separate diving well would have zero depth entry which would help with some of our programming there during the day with performing physical education and also would allow for us to have two separate venues with different air temperature or pool temperatures for water which is conducive sometimes further physical education course classes but also for the competition side of swimming as well and then finally the proposal for worked on at Hartman Field not too far from here at central office there are two fields that sit there the varsity field at Hartman field and also what we call the JV or freshman field next door these are two facilities that have been widely untouched for the last 30 years Hartman field opening in 1988 still with the original press box which has some some real serious issues there that need to be addressed in replacement of it but also with the addition of artificial turf to better utilize the facility at Hartman Field and give it a lot of flexibility as we know during our wet spring months here at Carmel and in central Indiana and throughout the Midwest this would also include for some ad a improvements and also create kind of an entry into the venue as well to then fan off to both complexes currently the complex there at the freshman field does not allow for any restrooms on site a long walk must be taken over to the third-base side of the varsity field in order to utilize the facilities at that area and that's very difficult not only for our fans and fan base and visitors to the facility but also for those in need with a DA situations as well so those are the proposals from the athletic side and I'll turn it back over to mr.

Paine all right so let's move north from the performing arts oh and of course I did miss one slide so there is work at the second level at mezzanine mechanical and storage at the Performing Arts Department that I failed to mention previously so moving north from that let's take a look at the proposed natatorium project so that is highlighted in blue it's immediately north of the existing natatorium as mr. Inskeep indicated it is of a different configuration both in terms of the 50 meter stretch pool as well as the diving well that are labeled one and two respectively 50 meter pull is 25 meters wide but it has two bulkheads so it can still accomplish multiple lanes for high school competition but also for 50 meter and 25 meter competitions and practices there's much greater room on the deck for the number of participants anticipated the diving well as referenced earlier is zero depth entry for physical therapy and other types of access as well as facilitating a diving well that no longer overlays the lab swimming and recreational uses of the two main 50 meter pools you can see a series of boxes labeled three and five and so forth across the top of the pool those are additional locker rooms to accommodate the expanded programming that we've already referenced and then the large area 11 is mechanical and pool equipment support area and will ultimately serve both of the pools now of course we'll continue to have full operation of the existing pool as the new pool is constructed once the new pool is constructed that will give us the opportunity to go back and do the midlife improvements to the existing pool that will take longer than a simple summer probably more on the neighborhood of between eight to ten months the area that I referenced mechanical equipment will also serve the existing pool areas in the existing pool both for air handling equipment as well as pool treatment and so forth are undersized by today's standards so this will give us the opportunity to improve the overall air quality and service into the existing pool and bring it up to current standards the area that's labeled as beige will be connecting corridor systems between the two pools so that they can be used concurrently or separately as desired at the second floor level then we will have spectator seating labeled as as well as well as a concourse labeled 13 it will provide access to that seating and will maintain separation between participants at the pool deck versus spectators again there'll be mechanical space at the second floor that will provide air Hanan and the equipment that ultimately will serve both the new pool and separate equipment that will serve the existing pool if we move outside and look in a little bit larger version you can see that we will be expanding the parking immediately north of the new natatorium both to accommodate bus drop-off and pickup for events as well as additional spectator and parking during the school day you're all probably familiar with door 21 which is the major entrance as you enter you either go to the natatorium or into the main varsity gym that will be maintained but will continue to have a circular Drive that will be reconfigured to allow for drop-off and pickup just to the west is Murray Stadium and already referenced was the lighting improvements in addition we'll be providing expanded netting to accommodate lacrosse we'll also be using some of the very generous gathering space immediately to the south of the field for new 400 permanent bleachers and making some pavement improvements as well next let's take a look at the football stadium as you enter the stadium now from the south the new concessions locker room entrance that mr.

Tom Armas I want to thank you for allowing us to be here this evening you know this evening is about a wonderful opportunity for our national award-winning performing arts department and also our athletic programs the number of students and both these programs have doubled over the years and these projects will allow Carmel clay schools to meet the needs of our students and probably not probably and as importantly the needs of our community and it will allow us to be set up for some time in the future I appreciate it and now Bart York is filming good evening mr. Kirschner and members of the board thank you dr. armas for your introduction yes I am Bart York and I'm represent a Skillman corporation construction manager and one of the many duties that we have on a project is the scheduling of those projects this is especially important in an educational facility as we're speaking this evening we take in consideration a lot of variables as we schedule projects but I can assure you that first priority and foremost in our minds is the safety and wellness of your students your staff and your educational programs there are many other items that we take in consideration we if you approve and when you approve these projects it's not just start putting a shovel on the ground needs to be time to design and receiving permits so part of our schedule takes in consideration the design schedules and the permitting requirements we take advantage of your vacation times because there is with the renovation projects we can do some of the heavy renovation again not inflicting a problem with your educational programs in this case we're considering the financial schedule that has been developed site and circulation is also very critical it's again it's not just a safety inside the building it's a safety outside the building and being able to take care of your students and circulation before and after school events and finally in this case there's also proper sequencing there are some projects that just cannot happen until other projects happen in the first place so those are some of the things that we've included and if we can move now to this showing the schedule it has a legend to it and and the legend is that it's showing that red represents the design and permitting requirements the yellow in the schedule represents months that we will be using for bidding and permitting and the blue represents the construction and please keep in mind that we are involved in many educational facility projects and in scheduling so the scheduling while I mentioned all the variables we also take in consideration our previous experiences with projects now I'm not going to go through each of the projects that have been mentioned by both Belle pain and and Ron Ferran but I will highlight some of them that you've seen first of all the performing arts with approval we would start the design and in June of this year hopefully bidding in April next spring and 21 starting construction as school lets out for summer months in June and finishing in December of 2022 which is about a 19 month project now the performing arts includes a lot of other renovation at the same time that it makes sense to do projects in an adjacent to the Performing Arts within the high school the new natatorium is another one I will address that will that design will start in March of 21 2021 and as mr.

Paine mentioned we're using the same mechanical system space and equipment for both the new pool natatorium and the existing pool so those will be designed at the same time and bid January of 2022 with the new pool beginning construction March of 22 finishing December of 2023 which is about a 22 month schedule again as as was mentioned we would not take over the existing pool renovation until the new pool is complete and we would start that immediately in January and hopefully finish it in a seven month period of time having it ready at the end of July when your school takes up again in 2024 actually this overall schedule represents from June 2020 to July of 2024 so there's a long period of time here that we have many projects and many of the projects that mr. Faron mentioned our projects that we perform during the summer months when again students are not in the building we are doing the football stadium in around football and track programs we're doing baseball in and around when they using those stadiums for baseball and and again the schedule is is well-defined well-planned and first taking in consideration the safety of your staff and students with that I would like to turn it back over to mr.

McMichael thank thank you now I will present the financing for these projects first we're very fortunate to be able to do these projects without any tax increase not only will there not be a tax increase we will also be able to pay off the bonds in an extremely short period of time we're proposing that the issuing of three bond issues to general obligation bonds that would be paid off in five years and one lease rental bond with two series that would be issued and that bond would be paid off in eight years it's not uncommon that projects of this size and bond issues would have a 20-year payoff schedule so I'll go through now the projects and the timing of the projects and which bonds would pay for those projects first with regard to the miscellaneous projects that Ron referred to those would start in 2021 and would be paid from the first general obligation bond issue also the at the football stadium the running track would would be replaced in 2021 and also be paid from the first general obligation bond issue the balance of the stadium renovations would come from the set be paid from the second bond issue and which would be in 2023 then going to Murray Stadium those projects at Murray stadium would be included in the first bond issue in 2021 as would the Hartman field complex improvements then the performing art renovations and additions would be in 2021 as well or the beginning 2021 as well and would be funded with the first series of the lease rental bond then in 2022 we would sell a second series of the lease rental bond and that would provide for the funding for the natatorium edition and then the renovation of the existing natatorium would be in 2023 and that would be funded from the second general obligation bond then the miscellaneous projects at that the other schools would all be funded from the first general obligation bond as I stated we're very fortunate to be able to fund these projects with no not only at no tax increase but a very short pay off schedule and this charts a little bit hard to see it's a summary of the estimated debt service and the corresponding tax rates but you can see that the first bond issue the first general obligation bond of 20 point 20 million one hundred thousand dollars would the payments would begin in 2022 and be paid off in five years then the first series of lease rental bonds would also be issued in 2022 in the amount of 25 million one hundred thousand dollars and would be paid off in eight years in the second series of the lease rental bonds at 43 million three seventy would be issued in 2023 but also paid off at the same time as the first series and then finally the second general obligation bond at 17 million nine hundred and seventy thousand dollars would be also paid off in five years and in that would complete the project the financing you can see from the far right the impact to the debt service tax rate as you can see it's maintained at thirty cents or it declines later in the payoff schedule and then beyond that it continues to decline and I should point out that this chart also shows and further anticipated work excuse me in 2024 we're anticipating another bond issue for other facility projects as well as another in 2028 and then again into one thirty-two realizing that this is very far out and so those projects could change but we did want to show that we are anticipating future bond issues and still maintaining the tax rate or more likely that the rate would actually come down so there are no doubt some questions out there and the first being should we proceed with projects like this during the current crisis and I believe at least that the answer is yes that these projects first are needed to maintain our public facilities and and continue to be responsible for the care of the facilities that the community has provided it's also likely that at an unfortunate time like this we very well may receive very competitive bids and and these estimates by the way were were projected before the crisis and so we're we think it's very possible that when the bids would come in for these projects that they would be lower than what's initially estimated here which provides then for a very good value for the taxpayer also these projects would be good for the economy at a time like this with at the moment with very high unemployment it would provide for jobs not only you know construction jobs but but these projects requiring supplies and materials and services so it would provide any number of job opportunities for segments of the of our community and then I should point out again that the repayment of these bonds does not begin until 2022 and so we would hope that the economy would begin to recover by then and certainly well before these projects would be paid paid off and so with that we're prepared to respond to questions that you may have thank you well thank you everyone for the presentation on these proposed upgrades and improvements to our facilities and more importantly maybe for being here to answer questions that the board might have before we move to questions from the board dr.

upgrades also to the financing I think that the group did a real nice job and and putting all that together and present it to us in a way we could clear it clearly to understand it so well done okay thank you I'm just gonna move in the order that you are on my screen which may not be the order you're on your own screen so I've got Pam first okay now I got to see if I can find my my questions in all my notes I would like I'm first very impressed with all of the information that we received tonight I know that the Performing Arts is hurting hasn't been renovated for quite a long time I'm very surprised because I was here in Carmel when the stadium went in I can't believe it was 1991 it's been 30 years so we watched that being built with all the controversy over it so okay back to the Performing Arts can you go back and explain is are you going to take the current wall and move it push it closer to Main Street and are we going to lose any of the access road that's on the east side of the building that runs from the north to the natatorium I'll start with an explanation I may defer to Bill Payne if it gets very specific but to answer your question yes the the performing arts area would be expanded to the south near near the closer to the sidewalk and also expanded to the east however the east ride would be maintained but we would gain some additional square footage by going both east and primarily south ok so then you're gonna lose some of the parking spaces that are on over there by the where all the Performing Arts teachers Park that's correct which is why that parking along with other parking where the proposed that Torian would be built that's being replaced by additional parking going to the north of the existing parking lot as well as a new lot down further north near 136 street or smokey railroad ok are we taking the Performing Arts Department in it is it gonna be two levels or is it still going to be incorporated in just one level no that addition and Bill Payne may want to speak to that as well but that is a two-story addition yes that's correct however most of the net useable areas on the ground floor the second floor level provides some additional practice access to some of the existing practice as well as storage mechanical mezzanine so the primary the primary benefit is on the ground floor the overall footprint is approximately 17,000 square feet of new space Wow ok the choir so that the choirs all together down in that one area I thought that was a good idea [Music] oh the fields that are behind the stadium their practice fields are those going to remain practice fields are those good because those are also used by dad's Club I remember that discussion happening years ago so I'm wondering are they going to continue to be able to use those or are those going to be only for the highs for those schools no there are as you noted there are two turf practice fields and those two feet as well as a grass field to the east and the two fields will be of course maintained and used as they are now by the school district as well as the dads club the field the grassy field is the area that would be used for odd foot and discuses and track events okay up to the natatorium so that that's going to be built in a couple of years we feel that we need a new whole new pool and a new diving well which one of the pools will be used by k12 Carmel swim club etc and which of the two pools will be then used for physical education pe again bill may want chime in on this one as well as but my understanding is is that the the new pool would be become the primary competition pool and that the existing pool would be I'll call it more the recreational pool which would include I suspect both of may be used by the high school but that the current pool would be what they've referred to as the warm water pool okay now I know when we built the current pool we had help from was it the Cardinal swim club that helped fund that pool or the building of that pool are we going to also have help on the new pool you're correcting your assumption that when that pool was built we did receive contribution from the Swim Club over a period of time and then after that contribution was made that Swim Club has continued to pay the school district for the use of the facility and they will continue to do that at this point we're not asking them to contribute to the new pool itself but they will continue with the payments that they're making oh okay and I think it's great that we're planning all of this work because I think at this point in time it's going to be great to have jobs off be able to offer jobs for for many people who are at this point out of work and they also understand you said the tax rate on the bonds is going to be really really low yeah we did a couple of things I would say one is we are anticipating extremely low rates on the the bonds themselves as far as the interest and and we really are believe that we're going to receive very competitive bids and of course this is and of course all going to happen at once and and you know as we would bid the first projects we're very soon going to see what the price is going to look like but the pricing that's presented this was put together you know before all the crisis and so we assumed I believe five percent increase each year and I personally believe the likelihood that pricing is going to increase five percent a year is pretty slim and and understanding that when we take the the natatorium or the stadium and when you start in 2020 and add five percent increase for you know three years that you know as you can imagine significantly increases the assumed cost and so I would include in our recommendation that that I would be totally fine with the board subjecting any approval that a that the tax rate will not increase and that so we would know going in that we would not in would not have a tax increase and we would accomplish that I believe will accomplish it with it with better bid pricing to begin with and we do anticipate that you know this crisis is going to have an impact on property taxes and in this case that's what we're talking about as opposed to sales and income tax these projects are funded at the local level is you know and our financial advisers are suggesting for 2020 that we would assume about a four percent loss or reduction in in collections that doesn't mean we would never collect it but we could have people that I may be doing I'm paying their taxes because of their their employment situation but I believe that that will more than be offset by the pricing keep in mind that these prices were also put together by our professionals who provided estimates for our elementary schools as we all know came in significantly higher and not that's not a criticism of them it's just a condition of the marketplace but naturally I would be sure that they were intending to be pretty confident that that wouldn't happen again and so all of which suggests that the likelihood is is that the pricing may be higher than what the outcome will be rather than lower okay because this happens over a look quite a long top period of time and it's difficult in the midst of this crisis to but but to keep this in mind but the first bond payments not until 22 and I believe the last ones in 24 so we're going to have a you know increasing insight as we go along here certainly you know much more information than we have now and of course we would you know adjust accordingly as is necessary to to be responsible with the taxpayers funds at the same time as I had emphasized these projects are needed and in spite of a crisis delay really results in just you know addition of more cost and so in spite of the crisis I really think that there are some opportunities here as well thank you thank you next Lynne first of all I want to thank Roger and the others here for putting up a comprehensive informational video detailing the history and the proposed changes to facilities across the district it's amazing to see how much the district how fast and how be the district has grown over time my big cautions will be so it seems like for most of the big projects here like natatorium football stadium soccer field and then baseball most of the facilities are undergoing the first major expansion with innovation according to their schedule like 30 years was something I remember the first presentation by Ron on the I know the second presentation by a second presentation on the high school Performing Arts mentioned it was opening in 1993 and 1994 and then in the 20 years schedule in 2014 it was expanded so what I believe that at that time the Performing Arts program had grown a lot in 2014 so what have we done in 2014 to the performing arts and it's just five years for six years and have we thought about expanding the program expanding the the profit the the building for the Performing Arts say five or six years ago in 2014 I believe it wasn't 2014 it was 2004 when we did the freshman Center and there was a relatively small addition constructed on the east side of the building near the East Drive and so there was not major work done in 2014 okay 2004 my other question is about when you're answering Pam's question you mentioned there because the the expansion to the performing arts in the new swimming pool they will take up the 16 parking spots and then you're gonna be a new parking spot new parking lot so where where we be and how much is the construction cost it has that been coded in the current recommendation yes everything is included in in the recommendation in terms of the finances to answer your question on the parking on the north side of the building near door 21 where you go into the current pool there's there are two parking lots and it would be the second parking lot that the northernmost parking lot across from the soccer stadium that parking lot would be expanded and in addition to that there would be a new parking lot farther to the north on the west side of the the of the trail roughly on the corner of Smokey Row Road and the trail on the on the west side all right so it's just on the entrance across from the football stadium and those woods will be gone and then they become parking yeah so though we would be in tend to be very sensitive about the view that I know there's trees and so forth trying to trying to work with around those as much as possible to maintain any you know the any larger trees to the extent that it was possible to do that okay I'm glad to see there the tax rate will not change but I think that it's really big project here and we need to be careful I also notice that it's not under discussion it's just um it's not discussion item so it's under report so do we have another rung of discussion about that and then do the state action no I think the intent was is that while it was listed as a report we also assumed of course there would be discussion and that we would come back at another meeting before making any recommendation for action okay I see Thank You Leila thank you I echo what my fellow board members have shared a big thank you to the team I do have several questions they're all really based around the parking the parking that's going to go to the west of the trail is that going to impact the cross-country program at all I don't believe so bill you might speak to that as well no our plan would be like Roger said with respect the trees of this extent that we can and that was a highly conceptual block that was laid down there we'll investigate and work around the existing cross country route and as you probably know cross-country it's not unusual for them to cross a drive not to run through a parking lot but across a drive that might occur but otherwise we'll we'll certainly respect that as well okay and when Jimmy and Keith was talking he had mentioned locker rooms in the parking lot area to the south of the stadium will we lose that entire parking lot the basketball parking lot and can you talk to me conceptually what that's going to look like are we going to have additional locker rooms and what are we gonna use us for just kind of touch on that please do do you want to respond to that yes you're glad to tackle that Leila so no it will it will actually sit between the stadium track and the parking lot so we will not lose any parking spaces that building will include concessions locker rooms and it will actually also be sort of split in two so it'll become an archway entrance from that parking lot as well to facilitate a spectator movement into the facility once in the facility we envision that that will become a really attractive backdrop if you will to the stadium which I'm sure you've seen at many other high schools where they have expanded their their locker room facilities they have a building of one end or the other so we would see that as a real enhancement if you will and there would also be some additional paving just north of the track between the track in the building as I mentioned in a presentation it'll give more gathering space more freedom of movement for spectators both from the visitors side as well as the home side okay and when was that I don't recall precisely when the stadium was going to be addressed in the construction plan that's 2023 although we'll do the track as soon as possible because it's it needs immediate attention and then the majority of the project would be in 23 ok thank you those are my questions for now thank you Katie you have any questions yeah one of my questions is about the ad a accessibility at the football stadium was one of the areas like the press box area I didn't know if I caught that because I know that that stares unless I had there's a secret passageway that I don't know about there's no secret passageway and yes the press box would be provided with an elevator to to get to it perfect and then my other question is is you're really kind of focusing on the east side of the high school bill but I know that the West area that intersection is going to be a future roundabout I know the hospital's doing a lot of things are not necessarily on these plans that is there any plans than making any changes on that side of the building at the intersection of Main and some Street I can't think of right now the answer is no not as a part of this project as you noted something could develop there depending on what the city does with Main Street and I think it's 4th Avenue okay Thank You Lynn good I have additional questions so we're making thirty-year major expansions to say the football to the football and building a new swimming pool how is future maintenance work look like in the future so I noticed that after the new pour we're gonna renovate they did seem poor for almost five million dollars so what year is that renovation say ten years twenty years or what so will be the future schedule like for our you mean when when might the new who will be renovated I mean what will be the future maintenance look like for them how much you'll be the cost and what year will would be doing the major renovation for the addition to the football and then the new pour they're clear to you now what building today we have to to do things in the future to maintain yes again we we generally assume a mid cycle renovation at about 17 years and then a major innovation around 34 years or between 30 and 35 that of course is not an exact science and so when you have a space like like an auditorium that's heavily includes you know mechanical equipment and so forth it's a little you know that can vary so for example the existing pool we did some you know work on the ventilation system a couple years ago so which is not you know precisely in that 17 years but it's kind of in that range and but those spaces do have a course finishes and so forth which are you know not much different than any other space that will come due for you know flooring replacement or wall finishes and so forth but you know we we know to anticipate you know future expenses with all of our facilities including these thank you okay thank you I just I guess a couple of comments and questions myself so I think it was maybe Linda asked me so the plan is that you'll come back this is kind of a big picture to plan and that will be implemented in phases and you'll come back to us when you're ready to do each phase or maybe it's each bond issue is that correct what we plan on doing is perhaps at the meeting in the late meeting in in June making a recommendation for these projects now having said that there's numerous approvals as we go from there and proceed forward and so as you know from past you know large projects there are there are approvals required for the well first for the the to award any bids you've got approvals for all the financing aspects and as I had said earlier for these projects they're there they're occurring over a period of years and so you know the word you would be in this case approving the performing arts work before we ever got to the auditorium at least the major expenses for the auditorium in terms of I'm sorry they performing or the natatorium not the other time and before we got to the awarding of bids for the construction or the or the corresponding finance that would be necessary so we'd anticipate those but knowing along the way that there's there are numerous steps to take and and also numerous approvals okay thank you and like dr.

Beresford's comment at the beginning you know we appreciate this long-term plan for these major things and my rough math is it's a hundred and seventeen million is that about close enough not not the one hundred and six 106 okay and then I think we've talked a lot about the importance of keeping the tax rate constant and having a cycle so I appreciate you know that future look so that we know you know when one thing comes off there's obviously going to be something else to fix and it we're planning to do that and I I'm not asking for now but at some point I think it's important to have a a net number of parking spaces you know are we going to lose obviously we're moving parking further away from certain areas but just kind of a net total you know what we're gonna mean I understand at this point we may not know the exact configuration so that's fine and pan did you have another question um can you explain to me where the seating was again for the natatorium because it looked like you had that seating that brown seating that was along this side of the pool and the pools going in this direction is that correct bo do I speak to that yes said on the new pool the seating would be elevated at the second level similar to what the existing pool is and would also be on the west side along the long side so that beige area between was representative of a corridor connecting the two pool areas that would be constructed okay but it'll be on the side of the pool like like like it is now yes right so you want everybody on the lengthwise yeah me and my other question is have you considered putting an entrance at the far end or at the far north end of the new natatorium because that's gonna be really far from those new parking spaces yeah that's certainly it's it's pretty conceptual now so that's a good idea we'll definitely take a look at that okay thanks another piece of that Pam is that you know right now for community people to come in and swim they have to come into our building and I think with this new design we can make it a little more secure okay well that I guess is that being said again thank you everybody that has put this together and stayed with us to almost ten o'clock to answer questions so we will next move to some board member reports first up is a legislative update Leila you thank you and we'll go to some screen cheering thank you for your patience all right we're there okay as I said at our last legislative update there were several new bills and we were going to take them in parts because well they take a long time to review so that being said we had 33 well I'm gonna jump back there are four or five slides that are going to be duplicated for each one of our sessions and each one of our updates in the event somebody only looks at one of our updates that they will have all the information so these the first few slides I'm just going to skim on through 33 enrolled acts at impact k-12 education and that's what we are reviewing we have we achieved together our mission and guiding principles we reviewed back in April one Senate and rolled Act into House acts and tonight we're going to review six new acts that impact Carmel clay schools in some health in some way in our first is Senate bill 273 the behavioral health commission and I bring this to the board simply because there are several areas this is going to be a new Health Commission and there are several areas that Carmel clay schools can have representation if we so choose from our resource officers to health coordinators to our psychologists the list here are all of the different representatives that will comprise the membership of the Commission and seamus voice had mentioned if we have people that we are interested in serving in these roles that dr.

B SCA 295 various education matters what you need to know from here is that the when we have our presentations before it had to be research and evidence-based material that we share for age appropriate information shared about child abuse and sexual abuse and they changed the language that it's research or evidence-based and that is now law and I know it's no longer called cha C's place but there that's who we have used in the past and so we still have a little more flexibility in some of the material that can be presented to our our youth that will benefit their learning Senate bill 319 which is not public law 78 which benefits our teachers and it's what this bill actually did it expanded the list of professional require the professional development experiences account towards the 15 pgp points and it also amended the language that had the must the mandate that they had to have professional experiences to aim a for their license renewal so this is huge for our teachers and licensed practitioners SCA 346 students with disabilities this had it was second time around for this particular bill and it was passed this year and a couple things the big one is that if a student has accommodations through their individual education plan for daily activity in school if it is permissible by [Music] what they're actually testing for our Indiana standard tests that students will get accommodations on their tests as well as it stands now most of our students apparently which I was not aware of if they have an IEP some of those testing accommodations were not allowed on the state I step or I star exams or the I learn the other component to this is that one member of the State Board has to be a licensed special education teacher or administrator which is huge and I'm happy to see that that put forward Senate bill 398 which is various education matters big component here and this is something for us to think about is this particular bill allows for federally chartered youth organizations to provide information to our students annually so and I'm not exactly sure what this looks like we're still waiting to get more information but a few of these federally chartered youth organizations include Girl Scouts Boy Scouts FFA so they'll have an opportunity annually to provide information most of the other components to 398 don't necessarily impact chronically schools but it was a fairly robust law and the last one that I'm just going to touch on is the enrolled act 409 employment of minors which is very interesting they are eliminating the role of the public schools to issue work permit for minors and the provision actually moves from title 22 title 22 the second component the work permit termination notice are no longer required to return to the school they're changing the child the Bureau of child labor to the Bureau of youth employment the one component of the slaw which i think is very beneficial at least from a school standpoint since we're looking out for the best interest of the students the principal of the school may still send a notice to the bureau of youth employment to revoke or to the BMV to revoke a student's employment certificate their drivers license or their permit for certain situations for truancy for behavior issues for poor grades so we still have that flexibility and latitude - and I don't know that that is something that we do very often but they still have our principles still have that ability the house enrolled acts the two that I'll be addressing in June are very robust I've got several pages on each of them we participate with Shamus voice and his webinars I'll be listening to you I've listened to three there's still three more than I need to listen to so once I listened to those webinars to get some insight into this legislative year and some of the laws and some of the components to the laws I might have more to bring to us for the June update but for now I just have 1065 and 1066 and I am prepared for any questions you may have and dr.
