Solan gave a presentation to the board regarding the status of the operating budget noted we are at the time six weeks into the pandemic which has created a monumental shift and how our district is providing instruction and reminded the board that they are a very efficient and lean organization then we went through a whole bunch of different budget scenarios which I believe mr. Massey Anna will discuss a little later on in this meeting and that's essentially the gist of the entire meeting for April um I suppose I will go into the finance report narrative here if the state of the state as of May 18th this report is based on actual fiscal year expenditures through May 18 2020 the projected year-end totals reflect an ending balance of 1 million forty seven thousand six hundred dollars which incorporates estimated savings and expenditure reductions resulting from the closure of our school buildings and migration to remote learning due to the Cova 19 pandemic the remote learning period effectively began after our schools dismissed on march 13th and will continue through the end of the school year in line with the governor's executive orders it's important to note that the ending balance is still an estimate and may need to be adjusted as we continue through the rest of May and the month of June the Board of Education will need to pass a motion at its fiscal year-end meeting scheduled for 7:30 a.m.

Stewart mr. president as we've been working on various plans for reopening school we're trying to make sure that whatever we do in preparation that we're not caught flat-footed what kind of the way we were for closure and so in looking at the calendar if we were if we were to have to be phase two in other words an alternate school setting during any of the weeks that we have holidays on mondays or in the case of Veterans Day on Wednesday we would probably want to have school on that the Friday of that week to make up for a day in during the week so we're proposing that in in the original calendar the Fridays of those holiday weeks for October for September November and February were flex Fridays and it might seem that it would be okay to just do a makeup day on a flex Friday however all of the regulations that govern 21st century grants require that we have a certain number of flex Fridays so we would we would hurt ourselves in terms of agreement if we had a regular school day taking the place of a flex Friday so the proposed calendar that we're sharing with you tonight is simply flipping a what was a flex Friday on the original calendar with either a red Friday or a PD Friday just flipping those Fridays that was one in September one in November the one in September is Labor Day week so we're we're flipping the 11th on the 18th and the one in November we're Veterans Day is on a Wednesday we're flipping the 13th and the 20th we're not changing the one in January because the week of Presidents Day of not Presidents Day MLK Day that Friday is set as a PD and it's set for a countywide PD so we don't want to ruin a countywide PD for that so the other one then is February where we're flipping the 12th for the 19th so it does not change the number of days it doesn't change anything other than moving the Flex Fridays if we're on a normal calendar it only buys us an option for if we happen on any of those weeks to be in a partial shutdown or closure you know a modified schedule of some sort so it just helps us and not have to come to the board on short notice and say oh you know can we do this so all of these were flex and red we flipped yeah we yeah or the one where we flipped up flex with a PD day with a professional development the one that was September was September because we had added an extra PDA this year we have lots and lots of professional development scheduled this year because we have many things we need to be doing and mrs.

LAN has been working with the various people that we've been in touch with for all of those to at least start the year with as many virtual as possible and at last I knew they were all being fairly cooperative about that we hope we could have them in person but we just like I said we do not want to be caught flat-footed we want to pre prepared for any eventuality that we can anticipate any questions on that recommendation do we have a motion I move that we make these challenged changes to the calendar with the PD days and the Flex Fridays I'll second that Corey Burgess by I yeah Jeanne Borland I don't think she's on the call anymore item 3.2 permission for superintendent to make emergency calendar changes for the school year 2021 if needed dr. Stewart and a critical thing that I would say here is that that I would not make any of those changes without contacting the board either email or phone call or whatever to get your individual input into it but the issue is that if we have to shut down have any closures again on short notice and maybe they are a short closure so maybe it's a one-week closure a four-day closure without extending our contract or anything we could then say okay we're closed for four days next week we're going to we're going to make up those days on and then pick some Fridays to do that that are not flex Fridays you know that we could do that so we'd only be in extreme circumstances and it would be one of those where we could do it as quickly as possible and not necessarily have to wait from the next board meeting but I wouldn't want to do it without being in contact with with the board members about that okay me personally I want I would want to be part of any decision for changes and that's especially something to the level of a school closure or a calendar change I was doing a little more checking into this and under emergency situations much like the school closure they did their little more lenient on how we go about that how are the other members feel about on this situation I sorry on this that's a pretty important decision that going to be made and I think the board members that's me remain well aware of what's going on in the reason why because of the phone call they all receive and saw in your crack you know emergency board meeting needs to be held this can be done with the posting later so there's a bit of an issue there so I would like to ask if we do run into a situation like this would I would I be correct in assuming we would all be okay with with making that emergency meeting and making this happen if need to I am okay with that I'm fine with emergency meetings also that's good so with that we actually don't even need a motion now we can move on I'm three-point-three line of credit with Wells Fargo doctors mr.

Massey Anna okay Thank You mr. grip oh I will just talk briefly because the board members do have in the package the detailed numbers you know for each line item how we got to the total expected million forty seven thousand six hundred dollar budget reduction I will comment that that improved by a hundred thousand dollars over what we had reported last month and that's primarily because of two things one the bus contract we did reach the final agreement with dacow and then when we projected out the numbers that increase you the total savings there by approximately $80,000 over what we had reported previously we also have an additional month of contracted cleaning that we won't be paying for so that was approximately forty thousand dollars and then we had some offsets that went the other way so you know I suppose the good news here is that the you know projected savings that we have between COBIT and the expenditure reduction does seem to be holding up you know I always note that you know we still have a lot of work to do to close our purchase orders and cumber for the things that we need to purchase over the summer you know some of the maintenance items but I I feel pretty confident that we should be able to end you know with this balance the the board as mr.

Conrad and my director of fiscal services to view school services online may revision update on Tuesday and of course tomorrow with capital advisors in San Bernardino County Superintendent of Schools little presentation so kind of what we're faced with here is unprecedented economic situation globally not just in the state of California but the entire world with significant impact on the state of California as California is the fifth largest economy in the world is very susceptible to any any significant economic waves how kind of what California is looking is approximately a 41 billion dollar budget deficit over this year and next year and then if you add increasing costs related to social services designed to support those individuals and those those those people impacted by the Cova 19 pandemic they're projecting approximately a fifty four billion dollar budget deficit now that's gonna affect school districts revenues as school districts revenues are directly related ad revenues at the state level and the local control funding formula revenue is our largest piece of our revenue that flows to us from the state and what governor Newsom has proposed is essentially to adjust our lcff up by two point three one percent which is the statutory Cola and then adjust it down by ten percent from that higher level which Nets approximately an eight percent reduction in our lcff funding now for Apple Valley Unified we're estimating that at this point to be between thirteen and a half and fourteen million dollars of lost funding and now this this loss occurred late in the year it's very hard to react to something this large in expeditiously we do have a budget that we're gonna have to adopt here very soon and it's going to be very difficult because the assumptions are currently a moving target as we work on our budget my director of physical services did attend a budget workshop today with the San Bernardino County Superintendent of Schools and we'll be debriefing tomorrow locally and of course I'll be watching the Capital Advisors presentation tomorrow I will have more detailed information at our June 4th meeting and it's the projected effects specifically on Apple Valley Unified School District and we will also be holding our public hearing on our proposed budget on June 4th and then on June 11th I will also have item if there are any informational update as to the state of the economy in California or our lcff funding and we will also be bringing the budget to you for your adoption at the June 11th meeting that's all I have currently on the may revise and unless anybody has any questions thank you okay number two is requesting authority to piggyback bids of other public entities for the 2021 school year mr.schellenberg how second is doing it any yeah I'm just going through the discussion information so if you have any questions now would be the time dream turn egg can I make a comment yeah this actually should be realized as a discussion action item that was my oversight okay so we can bring it back at the June 4th meeting for action if that is the desire okay so I'm going to need direction if we can bring this back as an action an information action item just discussion action item for the June 4th board meeting and it's the request for authority to piggyback bids on other public entities for the 2021 school year no father I'll see no problem okay presentation on local control accountability plan I'll cap mister sponsor okay thank you this is nowhere near as fun as the student presentation part but still definitely a critical piece of the puzzle here so this is an update shared verbally and just a couple of pieces of information on the mid during the May 7th board meeting that talked about the changes to the El Cap and I wanted to present that in a more formal way to you and also answer any questions you might have about that and so these are slides that we borrowed straight from the California Department of Education in some cases so you're getting information that's hot off the presses and fresh to the group regarding direction for the El Cap all of this is hinges around executive order listed there and 56:20 which essentially gave some flexibility to the timelines that govern the El Cap and so a quick overview it does extend the deadlines for the 2021 local control accountability plan and so the submission deadline now is December 15 as I mentioned two weeks ago it is our intention to submit to you this temporary one-year El Cap prior to the December 15th however it may not be until the fall the reason being is they have yet to present the template so we don't know what the requirements for this temporary document are all so as mr.

Griffo reported will have to decide at the fiscal meeting on June 30th you know how they want to you know allocate and make a recommendation to the council for the allocation of the remaining balance that's available this is not typical typically you know we do pose the the books with a zero balance but you know this year because of kovat and and the other savings we're trying to achieve to help offset a potential budget reduction for next year we do intend you know to have that ending balance I'll stop there and see if there are any questions or comments or concerns on the numbers I can bring up the spreadsheet but I won't do that unless somebody wants to see it well I don't see questions come in yet but as wondering I was gonna talk briefly about this later but do you want to give an update on the meeting Town Council had deer night there was a Tuesday night what I think it was just you myself and Jeff that just trained in they had some last questions on the budget but basically you covered this and the the list you shared which I just sent out as well from that presentation you gave indicate the changes what do you want to talk about the access funds account that was approved by the town council that we voted on things like over a month ago to hold some of these funds I do believe they are gonna put in at least that $200,000 that we're gonna need for the summer there from Agra thought about it later and all true no I think we could talk about it now I know that the correlated somebody's over at some of the savings that we do earth so the you know Connecticut state law allows for unexpended education funds to be deposited into a non lapsing account and it's subject to approval by the Town Council in our case or any fiscal Authority depending on what it is for each town so that the council did pass a resolution essentially setting that up but technically the Board of Education has to pass a motion and a recommendation ultimately to the council for the amount to be deposited and so we won't have that until we're at the close of the fiscal year on June 30th and we could plant for it notify the council but you know that the good news is that essentially that structure has been approved you know by motion of the council they were you know a couple of caveats that were added as part of the motion which you know I think a relatively a standard you know the council has the authority to approve the rollover you know the initial deposit and then the roll over into subsequent years if the nun lapsing funds aren't spent on the council also has the authority to you know take the funds that are in that non lapsing account and transfer it to you know general fund if they so choose but you know the one there you know I guess the important part of it whatever is deposited into that unexpended education funds account is for the you know Board of Education funding to you so once it's there it's at the discretion of the board to use those funds for it yes clarified I'm glad he buffers a couple minor changers and I did talk to Sean and Rob actually use final detail to Jeff and us yesterday so it's because the Town Council's responsible for setting up the account there's not responsible ones foreclosing it so I'm not worried about that change and as far as you know could you know I'm comfortable with the size of close that account you're slowly not going to just take the money put it somewhere without talking to us that again all intent of this is once the money is there is used educational purposes the idea was we don't want to keep this around forever you know have it be kinda like this I don't additional fund this is an odd year where we have somebody's savings so but I'm pretty confident these money's not gonna be different very long but so I'm just glad he passed it I don't have specifics yet I guess we're gonna talk about it before the end of June if not sooner probably a finance once we get a budget number back it must get closer toward the end of June what you know what number has we put this account you know to go into next year so we'll figure that out what makes sense there's a question on the floor yeah yeah sorry I muted so oh sorry so alright so let me make sure I understand this so if we decide to put in whatever it is to 200-250 into the account out of this the surplus this year and we don't spend it within some period of time the Town Council can take that money back why would we my understanding was that that when that money went into that account it became Board of Ed funds permanently you know to use but so maybe I've missed something they can they can undo it whenever whenever they like is that really what we're saying the way there were solutions and I'm going from memory there's there's two options that the council has one is at the end of the following fiscal year after the deposit was made but they can roll it over you know so in the resolution its states specifically that it's for the council to roll it over and do it but the Board of Ed to roll it over okay no one sits in there as long as it's not fold over it's there for Board of Ed use when you say roll and I apologize if we want we don't need to belabor this but when you say roll over are you saying we have a surplus and we want to put it have it put into that account for no use or okay there's an initial deposit and let's use what's gonna happen you know this year so at the end of 1920 the board will you know pass a motion to deposit let's say 200 thousand dollars to that unexplained education funds account so we'll be there for 2021 if we don't use it by the end of 2021 the town council can vote to roll it over into 21 22 or they can then write the same account for the following in other words extend no I understand that but the point is that at at the end of the fiscal year at the end of the next fiscal year even if we still have some money in the account the following count it's not our decision to make we will ask them to roll it over but it's not for the Board of Ed to be able to control right it's the council's decision to allow that money to be used in the following fiscal year okay I don't understand the reason behind that but okay Anna Europe my my comment was covered by both the you and Vince comments already something go ahead ten yeah thank you yeah I'm just gonna follow up on Katherine for one second try to keep this really simple then are you saying that it gets the council chooses to roll it over into the following year's operating budget no ticket to keep it in that same account another unexpended education account and extend the use of it for for one more year maybe that's an easier way to explain it and call it a roll over we're gonna have we gonna have a discussion offline because I'm yeah okay thank you you know probably the best thing to do is for the Brutes and you know everybody can take a look at it and then we can look Gus yeah I'll do two is I'll forward the information Shawn and Rob explains what's behind these decisions and how it works we're just going to talk about it that would be quite helpful thank you that's good music up there we have some place to roll money into and that's a good that's a good morning for us I think it will be very helpful for 2021 to have this ability you know to move some of this year's unspent funds to next year because you know we will very likely need them and I'd be surprised depending on the amount that that's put into this unexpended education funds that can I'd be surprised if we don't lose it right no I'm sure it's more the principle of the thing I suppose so this account and I just want to ask the question if we did not create this account we're going to end the year with unspent monies correct what wouldn't happen to those then it would go and that funds goes to the general fund of the town yes so this is preserving up to two hundred thousand dollars of those unspent funds for us to use either through 20 through fiscal year twenty and then 2021 is that correct or actually even but I mean we lose all these funds if we don't set up this account well yes the only thing I want to say is it there are two hundred thousand its what is what's being discussed as special education but the board you know can make a motion that all if it's one thousand you know forty seven thousand yeah one million forty thousand six hundred is deposited to that unexpended funds account the board has the option to do that and then it's up to the council to decide if they will accept that full amount of partial amount so I'm just trying to you know green the possibilities but I just wanted to clarify that the option is if we don't create this account the money goes back into the general fund and we have we don't have any control over it is that correct correct correct and we've had years where you know in years where our medical trust fund balance was a little low if we had a surplus that year I think there were times we put a little bit towards our trust fund but the rest chillin went back to general fund and you know you can argue lose control over it absolutely but you know if we have a surplus and they'll spend it we don't have legal means that to preserve money and store it somewhere ourselves for next year I mean that's that's why this accounts kind of there to help us with that we would go back to the general fund in general but then town councils past present future where argue that well goes back on general fund that's my little towards your budget next year so you're not necessarily losing control of it but you know again it's once it leaves our budget our purview it's out of our hands and that's unfortunately it is what it is I'm not worried about negativity around that feels back to the general fund but this year is an anomaly because as we all know and I'm sorry to keep going on this value when I go on to the medical trust fund report that's why we're gonna have a balance we all know the discussions we've been having on the budget process I believe this sir well the savings is gonna help our budget next year so you know we're going to discussion soon where this staining is going to go we put it all to make wearing additions put it all into this access account seems logical but we're going to talk about that a future of Finance Committee meeting okay can I just follow up to clarify yes so you're the 200,000 we're talking about is a hypothetical we can't ask for that hole 1 million plus yes we can ask to put the whole thing in there okay thank you hundred thousand dollars it's not so much a hypothetical it's just the initial outlay that you know Jeff Marlina team think we're gonna need to help make up some special education cost and prepare for opening of schools for the fall better can go up or down but so far they know that's going to be something has to happen any other questions all right I think we're off that topic next okay I will move on the next thing I just wanted to show the board members quickly I'm going to share my screen is an update from ear a ear eight is a program that's sponsored by the federal government and we use it to offset some of the cost that we have related to technology so can everyone see this you know screen with the nice pie charts and blue and orange on it anybody yes I see it but it's fuzzy so I don't know I'm not sure if people at home could follow along I'm following along on our document okay so very quickly you could see that this thirty six thousand four hundred thirty-two dollars that's the funding that we are approved to receive from ear eight and this is for two things that we use here in the Cheshire Public Schools this eleven thousand five hundred twenty dollars is the funding we're receiving for internet access which we purchase from the Connecticut Education Network our ear eight funding is forty percent so the total cost is 28,800 ear eight is paying eleven thousand five hundred twenty of it this twenty four thousand nine hundred twelve dollars that's the cost that we pay for the ten gigabit per second fiber-optic that we run between buildings to you know ensure that our network speed is what it needs to be so the total cost of of that service is sixty-two thousand to 80 and the 20 4912 represents 40 percent of that and you could see a little bit lower if you could see my mouse we've received a total of eight hundred thirty seven thousand two hundred ninety six in category two budget over the life of the program that we've been basically requesting ear eight funding and you could see all the way down the bottom here eight hundred seventy six thousand two hundred sixty three dollars that's the total ear eight funding that we've received since the beginning of this program in 1999 so the the only point that I wanted to make the board is just to share and I do try and update the board annually that this is a good way to help us maximize the technology services we provide you know it is a federal government program that we take advantage of the funding that we're getting this year is just for those two services because that's all where he qualify for in the prior two fiscal years we received about $190,000 from Irae and that's because we had upgraded our Wi-Fi across all our school buildings and that's been completed so it is a good way for us to take advantage it's not you know that's this is money that when we apply for a rate it's deducted from the bill so it's not like we lay it out and get it reimbursed in the form of a grant it just comes right off the top and the last point that I will make on this is that a rate is funded by anyone who has telephone service if you have a look at your own bill and you see a little line there for you know earache all of you are paying ear a tani rate is used for schools and libraries to help offset costs of you know technology services that are very very specific so just wanted to share that any questions okay next thing I wanted to provide a a date on grab-and-go program and can the board members see this these are the days that we distributed meals for students or actually all Cheshire resident children 18 and under since the program began March 18th this was the food distribution that we did today May 21st we we served five meal days today 397 cars arrived that we served the total of meals for 914 children we had a breakfast and a lunch so we distributed a total of nine thousand 140 meals today and the cumulative meal count is 118 thousand three hundred sixty-six meals served and this dollar amount all the way to the far right that is the total reimbursement we will get from the USDA based on the stated and the programmatic reimbursement that we get for meal services so the program continues you know to go very very well the the number of students that are being served has has not dropped you know it's laying around this eight to nine hundred range every every meal distribution and the program does and on June 8th I did want to also let the board know that even though this program is ending you know we are notifying families that there are alternative food distribution programs that will continue through the summer Meriden is the closest but you know they will be notified of that and also any families that are eligible for free and reduced lunch the state has passed the program where you know a essentially a debit card will be provided in the amount of $360 I believe you know per eligible student for the purchase of meals over the course of the summer so that's the grab-and-go update are there any questions on that I believe Adam has one yes sir all right thank you firstly I when I I don't know if with this if this was a news headline perhaps I must have thought it has seen it on in the paper but to see that over a hundred thousand meals were served I was absolutely shocked by the number and I was like man that can't be right but now then looking at the report I'm seeing it right there and I'm completely shocked at the number of meals and you know kudos firstly to all of the staff who had to put together a hundred thousand meals you know every year except for this year Tony and I we cook a little pasta supper and that's just for two hundred and that's quite a that's quite an effort to do for one day never mind all the days that the staff it has done this so kudos to the staff and it just goes to show you know how the community has really been depending on this program during these hard times and it's great great that we have it even though it all the ending I guess in a few weeks but it was great that we were able we were able to do that for the community so thank you I mean it's kind of stream lis well and you know I would like to acknowledge you you know one of the nice things about my job is that I get to you know share with the board you know in the community you know the you know the great things that we do in in the school district and in school district operations so I don't really do any of it mantle and duiker is the manager of the food service program and her and her staff have done it an awesome job with that you know and then going back to the e-rate funding that's Michael Papa is our technology manager you know and he is you know excellent at you know not only getting us e-rate funding but saving saving us money and he's a very skillful negotiator so when we're buying any technology including Chromebooks it's you know I never worry about the price we're getting because you know it's not gonna be any lower than Mike Papa can to get us so Mike and and the technology staff will do a great job you know to help us not only deliver technology but save money where we thanks Tim and then Andrew have questions yeah just because the comment that Adam made it sounded like you you were saying that they're making the meals is that correct I thought this was distribution well everything was prepared we're preparing the meal yeah so there's a couple of days of with distributing two days a week but we're prepping you know right now they've really got efficient at it so they're they're prepping for days and serving too and maybe on some weeks they're even consolidating you know the total program down to three days and so prepping means that you know they'll take all the components of the meal you know milk a protein a vegetable a fruit package it you know into a bag and you know that's that's considered a meal and again these are meals that meet the USDA requirements so if we're serving you know for you know a typical car has 2.3 students and it on average so we're stand if we're serving for five days we're serving breakfast and lunch so they're getting ten bags that have you know five breakfasts and five lunches times the number of children that are in that vehicle that we provide for and actually I could share some pictures so later on in the meeting I'll do that well someone else was presenting I'll show you what the meal looks like it's it's pretty fascinating you know not only the hundred eighteen thousand but the component of each of those meals it's staggering you know and it's awesome to watch how quickly they prep and provide the food how many I'm curious in terms of the distribution and the prepping how many people are involved in that sort of on a daily basis it's between thirty and forty and that includes food service staff you know our custodians because if you imagine you know we're serving I forgot the count of number of tons of food that has been distributed but you're moving a lot of you know cartons you know to get the food prepped and then once it's prepped to load it back into the refrigerated truck so that it's placed in storage until it needs to be distributed so it is you know again it's awesome to watch it's a true assembly line and everybody's doing it with a smile on their face and I think the people that are doing the the prep and distribution feel you know that they're doing the right thing for the community and they get a great deal of satisfaction we also have a school nurse that's there every day to take people's temperature you know before and after make sure people are properly social distance wearing that mask those types of things instructional assistants some of our bus drivers are also involved you know in that total count you just chime in really quickly faith brought up the videos that we have streaming on all of our social media platforms we do like 30 seconds minute minute and a half depending on you know the video one of them is on the meal service process so for you guys or anybody who's watching at home they want to jump on Instagram or Twitter or our Facebook page you can see it see that there and as well as a number of other really interesting videos Andrew and you mentioned that the meal program is working on a reimbursement with I'm assuming the federal government how is that work are we gonna submit the spreadsheet showing how many meals we serve it's a dollar-for-dollar reimbursement or it's a fixed price per meal the the fixed price is for each lunch that we serve it's three dollars and 41 cents and each breakfast is a dollar eighty four so we basically you know Madeline Tyco the food service manager will take each of these meal camps there's a report that gets submitted to the state you know the program is funded by the federal government but it's administered by the state and yes we will you know the reimbursement will come in and you I know I say we but it's the food service program that is out laying the funds to purchase the food and they're gonna get the reimbursement so you know one of the things that I had mentioned that our prior meetings is that you know whether or not the reimbursement we get will cover in this case you know our labor and the cost of the food and to the extent it doesn't we would have to make a reimbursement you know back to the food service program and we're still working through those numbers but you know I don't expect it to be a substantive amount it's not gonna be a budget changer for us okay thank you okay I'm not seeing other questions medical campus yeah okay I did share with the board members the updated report through April 30th you know we had a relatively high claim month in April of 931 thousand dollars however as I reported previously you know this year's high claims are primarily well you know are predominated by some very very large claims that we've had to incur for individuals so you know the good news here is that this month you know or through this month we've received four hundred seventy five thousand six hundred forty four dollars in payments from our stop loss insurance because whenever a claim for an individual exceeds $175,000 we have stop-loss insurance that reimburses us for everything above the hundred seventy five thousand and we're not done with the stop-loss reimbursements there will be some more coming in May and June because again we have some extraordinarily high claims the fun balance we started at three point seven million dollars this year is currently at two million six hundred ninety one thousand five hundred fifty five dollars so we're still in the in the three to three and a half month of claim reserve range the average claims though I'd want to point out is running about eight hundred sixty-five thousand dollars per month this year last year was about seven hundred fifty nine thousand and the funding that we're making is six hundred eighty one thousand per month so you know the reason how reserve balance has dropped is because we're contributing six hundred eighty one thousand dollars per month but claims are eight hundred sixty five thousand dollars per month hopefully this is just one of those high claim or large claim years that subsides and I'll just cross my fingers and hope that you know we can we can get through year-end and still have three months of reserve and you know I know that we'll we'll continue to discuss this when we get to the next budget phase and then stop-loss you know we are working on the renewal for stop-loss for next year and it's been chopped out we we buy our stop loss as a member of CT prime it it's looking like this year's renewal will probably be around thirteen and a half percent you know the market is running twenty percent and above so considering our claims are large and that they're not only large for us but large for the town side and we do I've stopped lost together like we do our medical benefits but the renewal will be reasonable but not as low as you know I was hoping for so and I'm still working through that process so that's the good news bad news we're getting stop-loss reimbursements but you know they're well you know we may approach the total stop-loss reimbursements equal to the premiums we paid which is why our rates going to go up the next year Thanks that's medical benefits thank you mrs.

2020-05-22 San Bernardino County, CA YouTube / AVUSD Official Channel transcript source: youtube AVUSD Regular Board Meeting May 21, 2020 · passage 10
Schulenburg mentioned we don't have great clarity about the budget and so these items will go hand in hand however we wanted you to know that we will be bringing to you essentially a very short-lived El Cap that will be kind of a bridge to the more long-term document that will come a year from now and so we will be submitting bad El Cap a temporary one to the county's Superintendent of Schools el cap division they also did waive the requirement for the El Cap and the budget to be together in the June 4 meetings so usually Matt and I both have in June the first board meeting we do a public hearing and then we do an adoption the second board meeting so there will not be that same step for the El Cap and instead I will be submitting a summary of our intentions with the El Cap not that that's required but we think that's important for you and for our stakeholders to see however instead of an El Cap right now what they are requiring is something they're calling an Operations written report that must include how what actions our district has taken to deliver high quality distance learning to provide school meals and arrange for supervision of students during ordinary school hours we have been working on that document the template was released a couple of weeks ago and we have a draft prepared and we will be submitting that to you for your approval in June and doing the appropriate public posting that is required of that document so that information is presented there the template is available you can take a look they do limit your answers to the questions they've asked to three hundred words or so why don't they go through just a couple of these frequently asked questions just in case these are questions that come to you and so one of the questions has to do with will would be required to use the template that was previously adopted it's a an online template for the El Cap they want the question is must we use that same template for this temporary one year el count and the answer is no there will be a different template that they will publish they're saying late summer is the last I read that this morning and so we'll be watching every couple of weeks for a new delivery of the temporary template to determine what is required in that document so there's not that moment no template for this one year El Cap and so which metrics will we have to do the annual update the template metrics and process is still to be determined but Apple Valley has always taken great pains to be transparent to include all community stakeholders and we will continue to do that if you remember we had a March 9th district Advisory Committee just four days before this closure and we are anticipating bringing back to them a plan we will do that to them we will send that plan to them by email we have all their addresses and we'll keep them informed that way but as soon as we can meet even virtually once we have good budget information and a clear target we will continue to do that with all stakeholder groups the those that are required local indicators it's a important for you to know that we are not bringing to you the local indicator data that was required with the OU cap because they've removed that requirement and they have yet to say exactly when those local indicator data are to be taken to the board remember local indicators are the things that have to do with employee appropriate teacher assignment the fit report a survey of our facilities textbooks per the Williams Act process for making sure our curriculum is up to date and items again such as those that are not on the dashboard other than whether or not we've met the requirement and of course finally whether we are engaging our parents in surveys which is required and so of course we do that so what you can expect there will be an Operations written report to you on June 4th we also intend to give you a tentative El Cap summary to accompany the budget in the fall I don't know exactly which board meeting I'm anticipating October or November there will be a temporary El Cap that will cover the 2021 school year by that time it will be old or partially the school year will be going for sometime in the spring about a year from now we will be back in the El Cap process with our stakeholders and then finally in June of 21 we'll submitting a 3-year plan to you for the for the years listed there so our local context what happened before we closed our district advisory did give us priorities by grade segment they were absolutely clear about their desires and at that time we based our work with them on the budget data we had and although it was quite different it was still anticipating the need for reductions and so the recent budget information indicates a even greater need for reduction so I was mentioned by the superintendent we do not necessarily know what flexibility there will be for those supplemental and concentration grant dollars but we'll be watching that carefully because how those students generate the students who generate those funds what goals we have in our ELL cap that are focused primarily on the increased proportionality statement where we indicate how those students receive in greater quality or quantity services as a result of those dollars we want to make sure and meet the requirement and also serve those students the changes that the district advisory committee asked for in March have to do with reducing professional learning using our own staff we will be doing a virtual format in the summer it will be voluntary for teachers and we will be avoiding student days whenever possible so that we will do two things one reduce the cost for substitute teachers and also keep our students with our teachers as much as possible they miss them terribly - as you saw or rather as we'll talk about in a moment reduce summer school for only those courses we must have in summer there will be a decrease contract with our selpa only four PBIS trainings of course our supper will continue to be our go-to for many of our services for students with special needs but we do also have a quite extensive contract for PBIS that we will be reducing and we will also be reducing the model of delivery for that contract so that it will be in time with teachers that is away from students and reduce again our sub costs we will be reducing our after-school funded l cap our L cap funded F school programs rather and also you'll notice a change in the maintenance item and goal for which was a set aside for roost routine restricted maintenance and making sure that that we make any a cop accomplish any savings that we had I'll stop there any questions about the El Cap yeah I do have a question because you have just the El Cap ad for the ridden foot till December I think it's just for the 20-20-20 portion of the early portion of the year are you going to revisit what is already on the current El Cap in order to make the deeper cut so that we can afford what was decided by the old stake holders yeah in the intervening time you mean before while we're waiting on that December El Cap yes that's why I intend to work with Matt and cabinet to bring you a summary plan that accompanies the budget so there'll be an El Cap summary although not required by the law and not required by the supervisor State Superintendent we will I think it's wise to do that because it keeps the budget and the El Cap linked okay thank you for that any other questions I don't have any next thing on the discussion information is summer school 2020 this summer yes summer school just a brief presentation just to make sure that things are clear for summer school I'd mentioned just a moment ago that there will be a reduction to just the courses that we must offer so that includes things like the extended school year extended school year is not what it first sounds like to the untrained ear it sounds like just adding days to the school year but rather extended school year is actually a legal designation for students whose IEP calls for extra days for very certain for certain students and it is called out for in their individualized education plan it is not a large group of students and it's often for many students for extended school year it's those students who are severely handicapped so we will as required by those IEP s be offering the extended school year from June 1st to June 26 it's 20 school days it will be virtual again because we do not have clearance to have an in-person class setting at this time but it will be a slightly different model than what we've been doing and that there will be a reduced ratio student to teacher there will be daily check-ins and we'll be working with how to do that in a live setting their ratios will be small so that the teachers will be able to check in with every student every day and will be working to continue to skill development as best as they can in this environment we anticipate five to six teachers be needed for that and that posting went out today for high school summer school we will offer our same number of days to 12 day sessions it's a regular schedule however they will be virtual this is for credit recovery and very limited offerings for PE classes for those students whose four-year plans call for them to have PE in order to maintain a pathway or participated in a pathway at the high school level we anticipate meeting teachers in core content areas only in places where students have failed to class and need to take it again to maintain their pathway toward graduation so I anticipate students in math English limited social science and maybe once life science class remember this will be credit recovery classes they've already taken and we will be meeting with those students again slightly differently this will be every day we anticipate this being live check-ins during the day with all students and we're gonna have students responsible for three hours of work and then the teacher will also have an hour of prep beyond that we're gonna follow get some training for the teachers in the week prior to summer school notice that this one starts June 8th that gives us a week in between that training will be conducted with using the best practices for this kind of work and actually it will serve for us as a way to kind of bridge between what we've been doing now and what we and we as as was mentioned earlier what we may need to do in some small way as we start in the fall well we definitely need the credit recovery these students need a pathway to graduation and so we also have posted those positions but remember this won't be on campus there won't be bustling transportation as custodial staff required etc so there will be cost savings there and then I'll pause there for questions question for the credit recovery um in the past it's always said we've always been told that if a student is absent from summer school for a certain number of days they're dropped so they have that criteria in this in this process as well we did our intention is that if just like with summer school if if we if they miss an entire day and then the next day so it was always summer school at least as when I was a site principal was they can only miss one day and they had to make it up and once they were not there that second morning we dropped them here's well we'll differ though what we want to make sure and do is we want to make sure and call and find out what's going on and so it will be part of the responsibility of the teacher to do outreach thus that prep hour and we anticipate having to do some home visits to be quite honest with you we've been doing those during this spring and we have it's proven to be very helpful but what's good about now is that one we've been doing this too we have things like hot spots on hand ready to go someone is having trouble getting connected so yes there will still the time is so short they just can't miss it however we want to make sure if with they're missing at 9 o'clock in the morning by 10 o'clock we know why and we've gotten ahold of a parent and that we figure out what's the problem and solve it or if we must drop them by the second day we will thank you okay Thank You mr.

Stewart okay in November of 2017 the board approved a revision or a new version of policy jfb and that gives that gives direction for dealing with open enrollment students both students students and looking at one regulation that was there and the one exhibit that was there it became obvious that some of the previous information that had been in the old policy somehow was not there and in particular in particular that any direction for revocation on open enrollment and the law does allow that and most school districts have some information on how it can be revoked and that kind of things so this item jfb - e a is simply the open enrollment document that you approved last month or two months ago fairly soon fairly recently me tell you exactly I'm sorry it's been longer than that with September of 2019 it's just a document on all this as a request to change the name to make it jfv - eating exhibit a so that we could have other exhibits B C D and F if we needed to so that's the only change - this is changing the name I'll move we approve oh this is just for reading isn't it no this is regulation sure this is an exhibit and you go through them and one you don't have to do two readings right then I will move that we approve item three point four Cory Burgess hi Brandi Du Bois I loves all right Janie Borland I item three point five exhibit J FBE B and this was the reason for having the other one changed to a is to have a consistent letter that from all the schools that would go out to anybody for whom we were revoking open enrollment it's a perfect time to have this kind of thing we have a consistent way of doing this for parents so it's just a four minute I move we approve item 3.5 item three point six regulation J FBR a as I mentioned some of the things that had been in the old policy somehow we're deleted or omitted but there has been in the past in addition to the structure relative to capacity and how you choose folks to students for open enrollment there there were also elements that were tied to that so that if a student who is on open enrollment had chronic core behavior or chronic absenteeism or tardies that they that the school that they were going to under open enrollment could in fact revoke the open enrollment and whether those were deleted whatever in the process so I'm requesting that this regulation be approved that delineates those things so delineates that the thing that's obviously in the policy there has to be classroom space but the board's expectation that if a student is attending any school on open enrollment whether it's with students within the district or students from outside the district that if their behavior is unacceptable chronically unacceptable or their attendance is poor which kills us on a DM and a DA that we can in fact revoke their open enrollment they you'll notice that it is allowed them the next year they could apply again so it's not a permanent kind of thing but it's a pretty strong message that if you're in this school on open enrollment you're expected to behave like everybody else no not special just because you want to be there so that's my request for jfb sorry I'll move we approve item three point six five second for discussion okay go ahead okay dr.
