schulenburg said we don't lose them we want to continue to offer them and to be honest with you I believe we can do a better job than anyone at this so when you have that you already have some of that information that has come to you do you have have you had the time to share that information with the teachers who will be the the people who has this information or teach the kids when they go home right so you have to have that conversation with the teachers who wants to teach online who has a health issue that needs to we need to consider in order to have those things in place and how does that look that this is so I think we we have June noun Jul I is a new fiscal year and then we're going to go from there to 2 August and teachers need to start this conversation right away they need to start talking about it having their little groups together even if it means contacting the different schools so that they can get pulled it teacher leaders so that they can be part of this conversation and they can have the opportunity in to to be part of the process I understand yes I'm hoping that that's one of the things you're going to think about mr.schellenberg back to you we just had the online all virtual school from March 13th to June how much was the savings how much was the expenditure during this time that they went away what I'm trying to get wrap in my head is if all the kids came to school and they all had lunch or they were all in seat this is what you assume will be your cost to educate those kids in see now they went home how much did it cost you for them to stay home keeping mind that you provide them provided them with technology and the district gave them some of them are hotspots how much did that cost you as a district the actual amount how much did that cost you as a district as opposed to how it would have cost you if they went in see because that's important for me to wrap my head around to see did we spend more money than we should have spent or did we spend less money that we should have spent well that's a very good question at this point I don't have any specific numbers that I could provide to you as we're closing the books however we get to the end of the year and we start analyzing our utility bills and different purchases that we've made regarding the distance learning we can begin to make that comparison just to remind the group though one thing that we did do during the entire closure was continue to pay all of our employees as the governor's executive order and as as our entire budget our employees do make up about 85% of our expenses on the unrestricted side of our budget or combined approximately 77% of our expenses so the vast majority of our budget does go to pay the people but having some specific numbers is something I'll be able to have more specific information in the fall my next question is if the ending fund balance is 7.1 million that you have now as when the school when we come to the end of June that will be what you will have or negative whatever what does that mean in terms of reserve do we still have the three percent reserve well if if I can point you up to the screen there in our in our current year we're actually projecting I'm sorry let me get to the right slide where we're projecting an ending fund balance at the end of this month just about twelve point six million dollars in our current budget here so how much is that for the percent the five percent that exceeds both of the three and the five that's our combined ending fund balance the three percent required as part of our unrestricted and that's based on our entire expenditures so we're we're right about a hundred and seventy two million in expenditures and the current so three percent of that would be required on the unrestricted or five percent of that according to board policy and the 12.5 does exceed both of those numbers and as we work through that budget cycle even in year three when our combined ending fund balance dropped to I believe it was about 5.7 million dollars that exceeds the three percent required by law but does not exceed the five percent required per board policy that's my concern we get to dead near three percent we have experienced it in the 2008 cuts very dangerous okay that's why after at that point with the board what was there to raise T well I'm assuming that the board before I joined the board had made a decision that we have to be no less than five percent at a minimum right five percent no no less than that and the state said three percent the board said five percent and you know they've been floating a bunch of percentiles along the way but if we are going and the state's not giving us all of the funds that we need then we need to really seriously consider going back to what the state said in terms of three percent now and then we just operate based on our three percent until the state can come up with a different kind of funding model because right now we are looking at a funding model based on status quo we're doing things that the state wants us to do without the funding and we they are asking us to do the same thing after the kovat 19 with the same funding model without the funds so at some point somebody is going to say well we cannot we can't operate this way we don't have the funds to do what you're asking us to do so let us come back to the conversation table and have a different kind of conversation to say to whoever needs to know we need to apply a little break here let us do what we can do as it's a district let's make a determination based on what's best for our kids not what the state has thrown at us because when the state sends you 139 million dollars and then they give you boundaries that is a hundred and ninety million dollars worth of boundaries they've practically given you a hundred and $39 million dollars and tied your hands they've given you that they said here's money and everybody knows you have that kind of money but they tied your hands they've given you boundaries you can't do this with this money but you can do this with this money but this money that you want they want you to do it with you don't have the students that can do that you can use for that money so the money just plain sits so at some point we need to say to decision is what we have we need to have a conversation so has any of our older teachers expressed we've had a variety of people that have expressed concern because of compromised immune systems it not just older teachers but people that have other issues but the same concern comes true of one of the models that has been thrown out by the State Superintendent of Public Instruction which has to do with a hybrid model several of our teachers are concerned about how they operate in that setting when they have their own children who would be attending in a part day or two or three days a week and they would still need child care and so that's another consideration and I can talk at the June 11th Board meeting if you'd like during public session and it's superintendent comment about what what our plan is looking like and why it's looking like it is very specifically few years back what happened today okay so we serve is if I'm a job for the rest of the board and your boiler is it is important for us to have a safe factor because we chop it off 3% is nothing to walk me to work with because over there or the last 27 years I observe that issue we do bar we in my first year on the board we do borrow money even though we're talking a 3% because when we borrow money because we're talking about the way we spend money and then we pay for stadium they'll give a money back to us if we gotta have our own small back yeah if we don't we borrow money and cost us more money is spent increase the budget again okay I'm just trying to caution aboard you're down to money big drop you know there 5% Borya where they've got a very dangerous level yeah there's there's no guarantee to say how far it's going to maintain their safety factor there could be a nerve if I dare was all about recession you remember before the court right here okay and it can happen again so those are things that we get so we get my thinking is that that's nothing about oh yeah but we got 5.1 percent we had three percent maybe we can borrow take the 2 percent maybe convert it to money and give it away be very careful what they're thinking well however what we're looking at here is that we have based on the budget information that we just received from mr.
it provides a snapshot of student performance on the new jersey student learning standards for science it has been developed in collaboration with new jersey educators with the new jersey department of education as well as new jersey's contracted science assessment vendors and it is significantly different from the old nj ask new jersey assessment of skills and knowledge because njsls science is more rigorous and it focuses more on the application of standards rather than memorization of content which the previous assessments had been in clifton in the spring of 2019 during this first administration between grades 5 8 and 11 we tested 2 students across the grade levels we up clifton approximates state averages at most levels what are we doing to support our students in attaining these standards so that we can show our performance on this assessment we have increased the rigor and realigned the science curriculum and pacing to more effectively address the overlapping topics in njsls science in the standards we completely redid the course the order of high school science courses now 9th graders typically focus on biology 10th graders on chemistry and 11th graders on physics we have increased very significantly the number of chemistry and physics sections our ap participation is consistent across all three disciplines biology chemistry and physics 19 students scored three or better on ap bio 12 on ap chemistry and 16 on ap physics the highlight um of all of our support for our science learning are the five newly renovated science labs that opened at clifton high school this past fall we're also continuing to support five areas of concentration in our stem academies as well as a con computer science concentration that's in our career academy we are using three-dimensional questioning um for formative and summative assessments we've incorporated defined stem lessons in grades three through twelve these are hands-on lessons where students try and apply and experiment with different ideas in the areas of stem as well as implementing gizmos in k-12 and we've been leveraging the one-to-one chromebook initiative which has been exp which is being expanded um to grades three through twelve frequently asked questions so this is a new assessment and parents around the state have been asking about it so this was the reason we needed the new test was to align better with new jersey's new science standards those standards were adopted in 2014 and were rolled out over 6 between 2016 and 2017 2019 was the first operational new test unfortunately 2020 was postponed due to the current school closures that we're experiencing as a result of that delay um this year when clifton went underwent nj cusack they did not utilize those science scores um nj cusack will measure our science scores in 2021 2022 measuring next year's results because we don't have a 2020 administration does a student have to pass njsla to graduate it is not a graduation requirement why do these scores look different from those of previous state science tests this does reflect new expectations of the new science standards and as mentioned before focuses on application of knowledge as opposed to the old nj ask science test how can schools and districts use this data well we are using this data from the science assessment to evaluate our curriculum and our pacing as well as instruction we use this information um to identify where we have patterns of need where we have areas that we need to focus on and the department of education under their office of standards has a huge repository of information on njsls the science standards as well as njsla science which is the assessment um the department of ed is going to continue to add resources um in 2020 and that is all do you have any questions thank you thank you miss kusalas do any of the commissioners have any questions for ms kusalevich okay thank you once again as you always do a great job thank you very detailed um so at this point we'll move to next order of business which is the committee ms danny excuse me um may interrupt uh we i was i was remiss in and not recognizing um our school district uh edu 2020 educator of the year um so we recognize the governor's teachers of the year from each school and we recognize the educational services professional at each school but we do have um the clifton teacher of the year and it's on the agenda under ea item number two but i'd like to uh to to read it and congratulate um that the board of education recognizes the 2020 educator of the year which honors an outstanding educator in the clifton public schools the selection committee has named cherylie caramucci special education teacher at woodrow wilson middle school mrs caramucci has been selected for this distinction by her colleagues for her dedication to the teaching profession the clifton board of education and superintendent of schools commends her for her dedication to education and strong commitment to the children of clifton so mrs caramucci please forgive me for not mentioning it earlier and congratulations on a uh incredible honor thank you thank you and the board congratulates you okay so the next order of business is board committee reports we'll start with the may 27th policy meeting thank you um policy committee met on may 27th we began at 5 pm attendees interruptions under circumstances that can occur when participating from home or other locations in a virtual manner focus on the business of meetings within just without distractions or multiple um tasking a lot of times people can't help it they have uh children walk by or dog spark it's it's just we're home so uh we're gonna try to our best ability to make it um a decent and uh productive was attached to everybody's minutes the committee also uh reviewed the following mandate strauss esme policies which are on the um then tonight uh 1581 domestic violence 2 4 2 2 health and physical Schoenberg we're not gonna get any better every year we are going to go deeper and deeper into no money if I'm getting it right we're not getting any better the you know demands demands far away what we have in our pocket I it just does not add up you know if we keep spending the way we are spending we are not going to be able to maintain so somehow we've gotta either visit programs and ask ourselves is do we need all the programs or we're going to visit our staffing ratio you know we're gonna have to visit all kinds of things in order to be to sustain what we have because if the governor doesn't give you everything that you know we are just assuming that the governor will agree it's a huge assumption he's already put it out there that it would be ten percent cut and it doesn't necessarily mean that we're all gonna get the full ten percent it just says there we've stamp us and cut across the board so we're gonna play around with your concerns correct if we continue faces dance down what finding trend does CSP all of us your school district what unites you get and go for governor can we convince the legislators to give us more money we don't know but we'll fight for it that's very important that we do so yeah but we don't know today he's going to crease it so those are these are the dangers facing us and that's why I support we we meet to make sure it's safe so for June 11th will you be able to have that information and how much we spent on the summers on this what do you call it on the cove it 19 school's out right a district is out so you pretty much know how much you spent on the cove it 19 I could have some some information based on some expenditures we've made specifically related to distance learning in COBIT 19 but I won't be able to compare to any savings that we might have had due to reduced utility usage perhaps while the kids were all at home I could have some partial information next week I know we had some bands out we will have some reduced fuel costs but that we we had other costs that were associated and what what Matt is trying to explain is he has to close the books before he can give a full comparison a year-to-year of the period of time so the closing of the books even though school is out doesn't happen until the end of June period of time and classified I supposed public hearing conduct a public hearing regarding the proposed budget at the Apple Valley Unified School District for the 2020 2021 school year time opened 817 okay are there any questions or comments from the members of the board regarding proposed budget of the Apple Valley Unified School District for the 2020 2021 school year board questions or comments no okay board president says I open the public hearing regarding the proposed budget for the Apple Valley Unified School District for the 2020 2021 school year for public comment [Music] 818 due to the streaming process we will pause for five minutes to allow for public comment those wishing to address the board are invited to email their comment to a the USD board at Davy USD org [Music] a B USD underscore board Abe USD dot-org there was an underscore that was left out so if anybody is trying to make public comment they need to email it to a B USD on her board at Abe USD org [Music] yes we have a public comment thank you board president hearing no further public comment I now close the public hearing regarding the proposed budgets for the Apple Valley Unified School District for the 2020 2021 school year time closed 824 825 it is recommended that the Board of Trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues [Music] oh yes public comments anybody now I just appreciate everybody being flexible with dates and times and we probably will need potential board meeting in July before we come back due to some of the things that we may be dealing with for Kovan 19 and reopening and all of that good stuff so we have no board member schedule there's board meeting scheduled in July but we may need one so we'll keep in touch regarding that I'm just fine we and next meeting we're going to start the one o'clock next meeting we will start at one o'clock [Music] having such a good meeting under the circumstances motion forgery

grip oh yeah I just wanted to say it's a really a great reflection on the class of 2020 that they selected to such fantastic individuals to represent them in front of the the Board of Education as you find folks and uh you know your future certainly looks very bright even though the world is kind of in a state of reset right now but the I'm sure the future will be bright for both of you and that you certainly seem to have the the tools to be able to exceed in in the future so congratulations thank you any other board members I can go ahead and then gather hi yeah I just want to reiterate very quickly congratulations to the both of you and it has been a pleasure having you connect us with the high school during these meetings it really for those of us whose children have graduated in quite a few years past it really helps to have that connection to the schools and and done so gracefully as with the two of you can I ask RJ can you repeat the date of the peaceful protest because I think it's very important and I'm I'm thrilled that you chose to make that statement here tonight it's this company 230 great thank you at the high school right yes Bromberg okay thank you supposed to say thank you to the two of you I'm it's not easy to find the time I'm sure in your busy schedules to do this not only that but there's a lot of people who don't feel comfortable speaking in public or going to these meetings so you guys getting out there sitting in front of us dressing the board and being so prepared and doing it so well he's trying to say hats off to you and hopefully I can convince my seventh-grade daughter to do it for the class of 2025 thank you great Thank You Katherine you're next thank you so do you know what everyone else said but well so I just wanted to express my thanks to both of you and congratulations and I hope you have a great year coming up whatever it happens to look like and we will miss you you guys are great so thank you so much you guys um let me just echo what everybody said and congratulations and Godspeed and you're gonna be amazing and my advice to you is hang on to your seats because life is gonna take a take on warp-speed and amazing things will happen so enjoy get lots of smarts and we expect great things from you Thank You Isabelle you know Connor I do have a comment um I guess after hearing all these things I as corny as this may sound I really don't feel like RJ and I would be in the places that we are today and beyond the tracks that we are today without the support and guidance and compassion that we've experienced in our school systems I really like genuinely cannot express how thankful I am to have been a part of touch with public schools it's it's like I really have no words you know I'm just very thankful and I appreciate all the work that you know so many of you put into making our school systems so wonderful and yeah I just you know it's it's it's immeasurable how thankful I am thank you that's awesome Isabella thank you and that I'd be remiss if I didn't say that as you know as much you had the pleasure I hope and working with this board there were many previous boards throughout you where Tresor Tresor school system that helped make a lot of positive things to happen so uh I'm sure if I run into those core members I will let them know their help so years later helped greatly so thank you for your comments thank you excellent we're gonna move on remove on to presentations I believe we have two very important presentations mr.

finance committee june 2nd would anyone like me to read the finance but mr daley he's trying to himself yeah okay so i didn't know just give me a thumbs up mr daily if you want me to do it if you're having an issue we still can't hear anything okay there you go okay um okay all right the um board of education finance committee meeting on june 2nd at 2020 board members president with mr kenobi miss beltran and myself administration president was uh dr robert tosie uh mr yusi miss kusalavich mr tegen and mr thomas uh item the meeting was held from 310 to 435 items of discussion was number one uh state aid discussion uh unexpectedly late on may 23 governor murphy said all districts revise state aid because the state budget is tentatively cutting the additional 336 million to all school districts from the state budget clifton was going to receive 7.8 million in additional state aid which the board would uh port which the board built its budget and that was submitted to the county office revised state aid is only an increase of 2.5 million therefore by state aid is cut by 5.3 million additional prior priority and maintaining all staff and programs at this point in time there'll be no further guidance on how districts will be allowed to resubmit their budget or by what means the administration and the committee had an initial discussion on how to balance how to balance budget renew state aid such as cares grant funding utilizing additional surplus cutting certain aspects of the budget using reserve account funding if available tax levy etc no dish no decisions will or can be made without the guidance from the department of education i'd like to add one thing that we'll have i think we're going to have an executive discussion uh because also in part of this discussion was impact on employee contracts so we'll have to discuss that in executive session thank you mr daley any of the commissioners have any questions uh i do just uh tag on to that um mr daily of commissioners on the legislative committee the ones we do not know yet uh there will be a legislative meeting um with our state legislators on june 9th to discuss strict district funding and before coming hopping on to this meeting i found out um that somebody when we're assembling women timberlake sheep of staff has invited the government relations person from the department of education uh so that we can have somebody directly from the doe to discuss um our concerns with our budget and the costs thank you mr abu drabba uh uh let me also add that everybody can listen to as we also uh one of the cadre of items we discussed is uh getting permission from the department of education to pro rata cut uh all our uh out of district uh school uh budgets in other words charter schools pcti special ed the idea here is if we're taking cut everybody should have a pro rata cut in their apportionment of the money they should get full pay that was the feeling of the committee and i believe the administrative staff too as well thank you seeing there are no comments we'll move to the next item on the agenda public recognition this portion of the meeting is open to the citizens of clifton for the purpose of addressing resolutions on this agenda only prior to the meeting we had citizens um had the ability to write in their responses and at this time mr uc will read into record the responses people have accomplished already in their life makes me feel kind of woefully inadequate but and then we didn't even read off all of the transcripts and that's to save everybody here dignity but well this next presentation does is really inspire me because I have the profound honor of recognizing folks who have already declared their retirement now if you saw last night's Finance Committee meeting you realize that we offered an early retirement incentive package so a number of those folks that kind of came down to the wire who took advantage of the incentive package but the people that are being acknowledged right now already put in their retirement papers and then we'll have another group that we're going to acknowledge at our last board meeting of the year on June 30th so without further ado I have a quick presentation for you recognizing six of this year's treasurer public school retirees if you could mute your in 1996 an ambitious jan-carel knife became a substitute for the the hard work we are being done from home in the past few months during these unprecedented times we are very proud of our students efforts across the grade levels lessons are being taught on google meets and the majority of classes have had almost a hundred percent attendance we realize school four is part of the big picture of success across the district throughout each phase of district learning and we continue to be impressed every day at what is being achieved carrie prop co pio apparent i would like to keep this short and not take up too much time i am a mother of a current first grader at school five my husband and i are fortunate that we still have our jobs and are able to work from home amidst this pandemic on top of us both having full-time jobs we also need to juggle our daughter's education which is mostly falling on me because of my husband's occupation i understand that this literally just happened and everyone in every industry is coping and had to throw plans together in a blink of an eye my daughter's teacher and assistant teacher are extremely supportive in all their children's educations and have really gone above and beyond to try to make the best out of the situation and make it fun for the kids i have filled out the survey and will send my daughter to school in september if there is a reopening i am a sport but if this remote learning is going to continue in september it needs a different approach i would normally send my daughter to school for the sake of argument 9 a.m to 3 p.m where she has taught her lessons physical education lunch etc all the teachers need all of the teachers need to be teaching on zoom for the for the time that the kids are supported supposed to be in school minus lunch time we are not receiving that currently Jeff Solon and I'm very proud to recognize our last retiree and that is Darcy Early Learning Center principal miss and honoree and graduated with her bachelor's degree from the University New Hampshire before earning a master's degree from Southern Connecticut State University and ultimately a certification and administration from Sacred Heart University for many years prior to coming to the treasurer public schools and was a successful elementary kindergarten and pre-k teacher in New Haven and she certainly brought everything she learned to the children of Cheshire when she was appointed our sweet thirsty principal back in 2012 so for the last eight years and has dedicated herself to serving students in our community and has done a masterful job from supporting our district transition to full day K the incredible work she's done with smart start bringing early childhood education to so many more kids in our community the Nayak accreditation which I know to an chagrin she wasn't able to finalize because of copán 19 but did an incredible amount of work to prepare us and become one of the marquee early childhood preparation centers in Connecticut those things being said and those things are important we're working around circle of security is what will probably define her incredible efforts to support attachment through kids and parents and help healthy relationships for students is something that I will most remember her for and then finally you know her work around responsive classroom was an important part of what we do across the Cheshire public schools and and served as a leader in that respect I want to congratulate you Anna in your retirement I want to also thank you for your many years of service to the Cheshire Public Schools and for you being a tireless advocate for early childhood education congratulations to Anne and all of our retirees so between our group of teachers they're a hundred and twenty-eight years of service to the Cheshire public schools so the average teacher in that group having 28 plus years of service so I think that's really a testament to them and their compassion for our community as well as the school system itself and the other teachers and administrators and parents that they've worked with to be in such a place that they don't want to leave because the God knows they would have had opportunities if they so chose but everybody sticks around so congratulations again to Jane Guralnik sue Montaigne vote Donna naughty a former Teacher of the Year is an mentioned Carolyn Woodbury patli at 42 years and of course principal and honoree congratulations to all our retirees that were honoring here tonight Thank You Gemma I it could be me you know I certainly made my calculations mistakes before but I calculate 150 years in the list yeah be you I think could you include it into binary I just I just went with the teacher she is an administrator you know that she came a little bit late and I don't want to devalue her service by any stretch but you know 142 years amongst the those teachers is really amazing and we also obviously thank Ann for her incredible service to it and you know our point is just a significant amount of experience and the heart medication that is Lee in our school system and it's it's a I'm very thankful for their work and support over the years and you know whatever retirement please enjoy deserve it so thank you for your service I lost my agenda we fought the next we have audience yes I had one email come in now from Jamie Ferguson 105 copper beach drives suggesting that we encourage everyone to reconsider that on the board the intent of the social media use policy 93 27.1 a that was proposed last year well that amount of detail may be more appropriate for guideline a guideline and regulation and a policy and some may considered too restrictive it certainly could have prevented the very unfortunate error in judgment that was circulated on social media last week everyone makes mistakes we've all said things we wish we could retract I'm sure the Chairman would choose different differently today than he did last week but it's created a question of confidence for the entire board and school district the Chairman has served this town for a long time I'm certain his intent is to do the best for the community as he always has however at this time it may be appropriate to rescind the role the chair and serve the body and community in another capacity I regret you're all in this position the colleague and friend but I have confidence you will reach an appropriate decision for the community stay well Jamie that's all the chorus plan or the other audience comment at this point thank you Jeff up next we have our consent calendar there's two i'm the consent calendar one is the approval of 2020 2021 tuition rates and the other is approval of 2021 for education meeting schedule Jeanette for Vincent you won't walk us through the tuition rates the tuition rates are established really using a formula provided to us by the state and they are really only used when we have somebody who's attending our school system who doesn't live in our town and we tell them you know we're gonna have to charge you tuition actually the last time that we charged elementary tuition I think was 2012 and the last time we charged high school was 2010 so it's not something we use really at all we are required to establish it now this is different than the tuition that's charged for Smart Start preschool or early childhood programs that's set the Smart Start is set on a sliding skeets excuse me sliding scale from the state so this is really just for like I said this situation where we would have somebody attending who actually shouldn't be rocked by residency we set this annually well it's there are there questions on that portion of the consent calendar by the board members Tim please go ahead Thanks thanks Tony yeah Jeff just across the state what's a general situation which the common situation would even come up well certainly the situation that I just outlined some school systems will you know except non-resident students on a tuition basis as a matter of fact Madison just early precoded put out advertisements suggesting people could attend at the tuition rate so it's that is super rare I am NOT I've not heard of that before the former is the more frequent application of the tuition okay thank you any other board members or questions on this part of consent calendar thank you we do have a minutes of last forming in our packet I'm not sure if anyone has any changes or those meeting minutes don't appear to be there is a motion to accept the consent calendar is someone want to make a motion or is it sure okay I move that the Cheshire Board of Education approved the consent calendar as presented Thank You Kara is there a second second Andrew seconds the motion is the cheshire for education accrues the consent calendar as presented all those in favor please raise your hands it is unanimous thank you up next is leave item 5 which are we moving the principal appointment to item the first line item 5 yeah yeah yes well we're sorry I guess I followed by plane tabs over with a bunch of documents and all okay and have no scented stain just don't be wondering what I'm doing I'm just trying to get my bearing here so we actually have a very planning appointment tonight dr.
