thank you for your indulgence we will reconvene and is everyone back we will shortly know that we will call this brief board business meeting to order mrs wilson please call the roll mr read card here miss larry wood miss sheila eugetti here miss jill humphreys here dr charles santa cruz mr president all board members are present you have a quorum thank you mrs wilson we are now at item five of the board meeting agenda and we are ready for reports dr mccord item 5.01 thank you dr santa cruz governing board members it's that time of year again when we start talking about next year's benefit and tonight we have uh this bonnie beth and her crew to propose the 2020 2021 budget these vets a good evening dr cruz governing board members so i wanted to you know that as um first of all uh jackie manning and pat donahue are on this uh call or webex with me as the three of us created the presentation this evening we wanted to provide all the information to you that has been shared over the last couple of months but as i go through the presentation we will go through them fairly quickly as you have seen them i thought it was important though that we have a lot of the content there as we are posting the meeting notice for the public hearing to be held two weeks from now so the public will have all the information as well so to begin i'm going to go ahead and share my screen nope that wasn't it there it is okay um also before we get started i wanted to let you know that through the last couple of days we have made some modifications to the presentation and i will point those out as we go through it and these uh so this revised presentation will be posted tomorrow morning to the board meeting agenda so so to begin we're going to stick primarily to the maintenance and operations budget and the unrestricted capital budget however there are some notable items associated with some of our other funds i wanted to share that with you and also i wanted to share the risks and opportunities in these very difficult times of trying to figure out what the start of school is going to look like and which of our students are going to attend so i thought it was important that we at least talk a little bit about those risks and opportunities and finally to share with you the estimated tax rates we set the tax rate in august and the tax rate is set based upon this proposed budget so first this is all of the introductory information that we've shared in the past that the proposed budget is fully aligned to the strategic operating plan and as ms wood has already indicated we did make some commitments during the november 2019 override and bond and all those commitments are also reflected in this budget so to begin what is our proposed maintenance and operations budget capacity all these items are consistent with what you've seen in the past except for the teacher experience index so we did have a small decrease in the teacher experience index to 1.0214 from 1.025 again we talked about this earlier about the adm that we are anticipating a lot of adm and then the other notable difference from what we've seen in the past is the fact that we were expecting increases in classroom site fund but in fact saw a nine dollar per student decrease so to reflect all of that i wanted to share the uh the differences so starting with the fiscal year 2020 revised number two versus the 21 projected which you've seen in the past as well as the 21 proposed most of these items are consistent except you can see on the tei where the tei decreased for this proposed by the 1.0214 and also the classroom site fund so in the current year we are receiving 434 dollars per weighted student count we were projecting 465 40 more per student and we ended up with and twenty five dollars per weighted student a reduction of nine dollars from the prior year but a reduction of forty dollars per student from what we anticipated so all of those parameters are reflected in the final budget capacity or available monies we have to us here in gilbert the good news is we've been able to make some modifications to some of our projections so when we gave you the 2021 projected budget this spring we were assuming a total increase year-over-year of 19.4 million dollars and we still are at that total 19.4 million dollars the most notable change was in the budget balance carry forward the revised number two of the current year was a nine million dollar carryover we projected a 10 million dollar carryover and we now believe that we will easily reach the 11 million dollar carryover which does offset the 900 000 loss in the classroom site fund contribution that you can also see in the one two three four in the fifth row down in this table so before i go any further are there any questions about any of this miss butts to santa cruz could could you remind me why there's been a reduction in the classroom contribution so the um the jlbc that's the joint legislative budget committee makes an estimate of those revenues uh every spring and in fact they were about a month delayed this spring it's due directly to the covid so when everything shut down for a period of three months the sales tax revenues were greatly decreased and classroom site fund is nearly fully funded from sales tax revenues thank you you bet thank you miss wood dr santa cruz i had a question go ahead mrs humphries i do believe this is probably the first time i've seen a decrease in the classroom site fund um in the time that i've been on the board so is that then a decrease to the teachers because i don't know that we'll be able to make that up with the other issues that we're dealing with due to covet 19.
Tsao and the administrative council with teachers everybody because this is definitely a team effort and I'm very honored and privileged to be representing South Street with this wonderful prestigious award and recognition thank you congratula and Great Plains Keisha Smith plane and support of our community our parents as well as central office so we're glad for the past three years that we were able to not only just have performance this year I mean growth but also to have outstanding performance so thank you a lot of hard work to get your flag okay is that telling you something they leave me okay we've got elves Ellsworth a new school Marni Durkin morning hi everyone how are you good to see everyone thank you for your time and thank you for this recognition just as my colleague said it's certainly an honor but it's also an honor that goes to the testament of the hard work and dedication of the staff the students and the families advance work that in school so thank you steadly rough school learning sir look good evening everyone I just really want to thank the entire district for all the support that you have given us throughout the past few years I just want to also mention all the coaches from the language arts coaches and the math coaches without them our staff couldn't do it as well and the support that they give our teachers is a testament to all the hard work that we've all been doing these past few years so to move our students forward not only educationally but academically and also in the social way and I just want to thank everybody for your support thank you okay just get a message I can't like Oh Western Canada International Studies with Chris Rush the magnet school he can't get into the meeting Chris did you get in just trying to get any having some trouble getting in dr. Sal I know dr.
Roman Geno a Board of Ed for their support mr. Pinto mr. Lombardo mr. Schmidt come into a lot of our games and supporting as well and of course our trainer fills cruzi that's been at every one of our games and is there no matter what and especially mr. poor feet oh and Jenny anytime I need them they're there day or night early in the morning whenever they're always there whenever I need them so I can't thank everybody enough for all the support because without them it's not possible I'm gonna go into basketball this year the boys basketball team had a lot of experience coming back so we expected to be very competitive and to be in more games in the previous year we had only won three games the year before and three games the year before that as well so we were pretty down in the last two years but we had a lot of goals that we were trying to accomplish in the preseason and we met most of them our first goal was to win our Christmas tournament which unfortunately we lost at the buzzer so that was one of our few goals we didn't accomplish but we were about a second away from accomplishing that we wanted to win at least two games in the league this year which we had not won a league game in over two years we wound up winning five League games this year we want the win at least ten games there and in this season which we wound up winning 13 which was actually more than we had won the previous three years combined and we wanted to make the states for the first time in three years which we did as well and to add to that we made it to all the way to the vit tornament Final which we had a chance to win in our last possession we also had four players on our team make all League selection which is the most we've had in over four years if you want to ask me do we have a successful season the numbers and what we set out for our goals to be for the year shows that yes we did um but to me that really doesn't paint the picture for our success I felt that our season was successful because of the off season commitment that our guys put in during the summer and fall workouts and with the dedication to coming on time to every practice as well as not missing practice it was our leadership of our captains and seniors that to help with our success I felt that as a team we really bonded and my relationship with each and every one of these young men grew so strong and that is what I am most proud of now to talk about our senior basketball players along with our oil league players I'm even if there they are here and not here I'm going to be talking about each and every one of our seniors our first senior is Jonathan Solis Jonathan's journey in our program is not an ordinary one but one that should be looked upon with pride and something that I will use it as an example for future basketball players trying to be a part of the Cliffside Park basketball team John did not make our Freshman team but that did not stop him from coming back the next year and trying out far as Jaden team John made the JV team is sophomore year and got a few minutes here and there off the bench as a junior he started some games and got good minutes off the bench as well for the JV and helped provide the team with his inside presence as a senior I told John before the season that his minutes would be very limited and that I would need his dedication just as much as anyone else on the team I told them that we would love for him to be a part of the program and to think about this if that's what he wanted to do I believe the next day John came up to me and told me he was all no matter what and that he wanted to be a part of the team and help out in any way that he could John was at every practice on time and worked his butt off against our first team every day his hard work and dedication to our program is the reason why we had a successful year and I couldn't be prouder of him every team needs program players like John and I know for a fact that if John puts the hard work and effort he did into this program that he will be a very successful man out in the real world Congrats John our next senior Senedd Ziad a Senedd journey in our program was a similar one of John's Aliza's talked about being a lucky coach not only did I get one hard-working program player in John Solis but I got another one in Senedd Ziad a senedd made the Freshman team and got limited minutes off the bench his freshman year now I don't know if I'm correct or not with this but Senedd I don't think played his sophomore year he came back his junior year and got good minutes off the bench as well and some games starting for our JV team coming into the summer for senior year I kid you Senedd made every offseason practice as well as the fall practices that's unheard of for any player usually a player misses a handful of offseason practices because it happens in the summer but not sauna his dedication to the program blew me away this dedication led all the way into the season which continued with him making every practice as well as usually being the first one in the gym all of his hard work paid off because he got to start many some early games as well as our scrimmages before our regular season unfortunately did not start during the year but the reason I bring this up is to show how mature of a person senedd was I never had more of an adult conversation with a 17 18 year old player before about telling them that they would come off the bench rather than start like he had been doing all preseason all I remember hearing from Sanada is him asking me what can I do to be better and if it's going to help the team out and that's all I want to do so that is the epitome of what it means to be a team player and I am honored and giving him the heart of the Red Raider award this season because he truly shows what it takes to have the heart of not just the Red Raider but of an amazing and genuine human being Congrats the nets and that I believe you're here so if your uh if your video is on you could show your way thank you so much thank you sir that our next senior Brian carvajal I'm not sure Brian's here he might be out of state right now but I'm gonna talk about him quickly Oh Brian was our rim protector and best rebounder this year Brian really broke out of his shell during the bi T tournament where he played like an old league player Brian average for the season around four points a game and seven rebounds during the BIE tournament he averaged 10 points a game and 12 rebounds the best game of the year was in the bi t semi-final against Demarest where he scored 10 points and had 20 rebounds he played like an animal that game it was a wall on defense that game not letting anyone get to the rim Brian had the potential to be a dominant inside force when he wanted to be he was the past first player for most of his career which wasn't a bad thing since he saw the floor well I wish he would have realized what he could have done scoring on the inside like he had done during the bi T tournament Brian is a very skilled big man that had smooth inside moves Bryan was recognized as year as an OLE League honorable mentioned for his play what I will miss most about Bryan is the way he could joke with me during the year which helped me lighten the mood for me throughout the year Congrats Bryan next player senior Justin Chevalier of Justin I know Justin's here if he could turn his video on what can I no that's okay all right uh what can I say about the guy who's been the face of our program for the last three years he's been a captain the point guard that ran our offense and the catalyst for our energy on defense he was since he was a sophomore if some of the best dribbling skills and driving ability we have seen in this program in a very long time he also knew when to put the defensive clamps on an offensive player as well as one to poke the ball free for stealing easy laugh the average ten points a game for us this year as well as eight assists and 2 steals again his best games or against Mets charter where he had 19 points Richfield Park where he had 17 points and Richfield where he had 14 points Justin was a quiet captain and let most of his talking happen on the floor with his play on the court Justin will be sorely missed and will leave a hole on our team that will need to be replaced big-time mostly everybody knew him is red but I knew him as our point guard that ran the show Justin was awarded this year with the big honor of being named first team All League which is some accomplishment in our league which is one of the tops in the county he is also is also the first all league player in Cliffside basketball in over four years we're gonna miss him big time in school out of school just a really good kid and I've been with him the last four years and like I said I hope he comes to a lot of games and shows up to a lot of stuff and I just want to congratulate Justin for a great career that he had in basketball for us so congrats Justin welcome hay-zu's Pena sitting around news can show his award as well he Zeus to me was our wild part of a player this year he was an athletic high jumping lefty with a smooth stroke I knew the potential and ability that he had on the basketball court I just wasn't sure if he was going to put it all together and figure it out the beginning of the season start off a little slow for him he started to pick it up and took off scoring for our team which was the game against Dumont after that game hey Zeus lettuce and scoring 12 of the next 21 games if it wasn't leading if you wonder leading us in scoring he was either second or third that game in total points he's used his best game scoring was 23 points against Dumont 20 points against Fort Lee 20 points against Rich Hill Park and 18 points against northern islands in the vit final hey Zeus dinars aguar 1 2 punches in the bi key tournament which helped lead us to the final hey Zeus average 13 and a half points this year leading our team in scoring with his six rebounds per game he's received second team all-league honors this year which is a great accomplishment easily he could have been an all first team or leaguer but that's how great our league was this year he was a noble leaguer in my eyes but his second team o league is well-deserved we would not have had the year we would have had if it wasn't for hey-zeus stepping up in the role he had this year his fiery competitive competitiveness fueled himself in our team all year I will miss that the most along with his love for the game and his upbeat attitude towards me and his teammates Congrats azuz last but not least ors Akali barczyk I know he's here if he's got his video on I can't see everybody he is up with our captain as well for the last two years Wow our zyk really stepped into the role in our vocal leader that year which I am most proud of Justin been most of the leading on the court while our Zach did the leading at practice in the locker rooms and during down times with the team my most memorable moment of the season with ours it was won we won our first league game in more than two years against Westwood I got a little emotional in the locker room in my postgame speech and I was trying to regroup myself I felt one hugged me and when I looked up it was ours 'ok after that moment i felt that our coach the player relationship was closer than ever which really helped push our team towards many productive practices which led to wins besides ours except enough into that role our zzyx ghin play along with hey zeus helped us propel us to the vit final and many other wins ours ik was second on the team with 13 points scoring a game which goes to show you the one-two punch in him and hey Zeus for article Edison scoring eight games and like hey Zeus was either second or third in school in the scoring box if he didn't lead us in scoring our zyk average almost three threes per game and broke the single-season school record for threes made in a season which is something to be accomplished because the other two guys that were 1 and 2 on that list I played with both of them and they were hella they were really good shooters so that's an accomplishment in itself he also finished his second all-time four career made threes with 201 made threes only three behind the all-time leader with 204 with those great accolades barczyk also received second team All League which was well deserved for our sharpshooter Eli casus could have easily been a no leak selection and to me was that for our team I'm going to miss our strong bottom we had this year and his leadership helped most on and off the court congratulations arsenic it was a memorable season for the Cliffside Park Boys basketball team this year we made many great memories and experienced a lot together each and every one of us will cherish always cherish I wish all of our seniors good luck in their future plans and I hope to see them all at some of our games next year in the years to come before I end I want to thank coach Moore and coach skaars for the endless hours they put in throughout the year and helping our basketball program out I couldn't do without them and they're a great support staff for me and especially our student-athletes that love them as coaches thank you and enjoy the rest of your night Thank You coach coach Channel appreciate it good luck to you seniors hey Zeus pinyon just like to say something he is Cliffside Clark's 2020 NJ si a scholar athlete this year he's gonna do something from the state it was mailed out Monday actually I just got a note today so congratulations haze new sign go be honors your two weeks ago let you know but I've been to all your seniors good luck it was a crazy we're gonna finish the first session with our baseball team coach nano is gonna take on that that task and I'd like to also welcome the assistant coach Brunelli coach mat Brunelli and coach skaars deposit all right I guess I won't go through the normal thanking everybody in the beginning like I did once again thank everybody mr.
so with an abundance of caution we did decrease the dollar amount per teacher associated with pay for performance but we have no intention of decreasing the classroom site fund portion that's in base salary and we're actually hoping that we will be able to use a little bit of the budget balance carry forward to maybe further close that 900 000 gap so we have some opportunities with budget balance carry forward in both 11 and 13.
Cronyn was having a hard time getting - no okay well if they get in well if you don't mind we'll recognize them gladly okay so maybe you could text them Lenny and tell them if they can I'm gonna call them right now great maybe we can get them in that makes seven when they get in we are cut across and I am here okay do we have any comments and before we got to public participation yes we have one it is Diana wah she is a parent of two children in the Danbury Public Schools system she stated I have a few suggestions I would like to present her an email sent to us by our school I write this as a stay-at-home mom so I understand working parents may or may not be able to accommodate my suggestions because the Danbury school district is so large I suggest a survey on people with a list of school options of their students future education platform my suggestions is dits distance learning with the option the child goes into school about one to two times a week to check in in person with smaller groups in their class but do the majority of their work virtually what I envision is almost like a homeschool co-op where the students would follow Danbury public schools curriculum I understand that this will not work for all students those students that have a stay-at-home parent or grandparent or babysitter and Excel and distance learning it could lower the numbers of people in our school buildings at one given time instead of having to triple the number of teachers or other resources to make classes smaller I also have a suggestion for the DPS school drop-off and pickup system those who are interested in dropping off picking up their children from school instead of taking the bus would reduce the number of students on buses this may take some restructuring of the drop-off picking a bus times but would reduce interaction for our particular school you have to park and physically walk into the school which is even harder when you have other younger children however if there was a pickup drop-off line the students would be directed right to their car this also eliminates people in the buildings and that is the only public participation for tonight okay sorry Kate no problem we all work together all right due to the unique nature of the kovat 19 crisis and the limitations of technology members of the public who are Danbury residents are invited to send brief comments and questions via email in advance to dps underscore public comment underscore BOE at Danbury k12 dot CT dot us thank you sure make a motion that the Board of Education approves the items on the consent calendar exhibit 20-16 3 through exhibit 20 - Roman general Board of Ed mr. for Fito and the rest of the support staff that helps us out whenever I need anything um I'll be talking about our baseball team in honor of Coach looter er who was more than a colleague in Bell approach but a brother to me I mission every day and our baseball players do to affected my life in so many ways that I could never thank him enough our baseball program with Coach lure took over was at the bottom of the barrel in Bergen County the past five years that he has been the coach we have improved in wins every year he really took this program to the next level and this upcoming season was going to be by far our most anticipated year unfortunately our baseball season was canceled along with the rest of the spring sports even more of a reason why this was disappointing was because we had built a team over the past two years of young talent which was primed and ready to make a run we were a team that was looking at least at a 13 14 15 one season along with making the states and some noise in the playoffs we had everything good starting pitching a solid fielding team and a lineup from top to bottom that had power speed and contact hitting also along with the talent we had on our team well we really had a bunch of good kids in and out of the classroom we had kids that love baseball we're hungry for success I feel for these guys and wish our seniors the best of luck in their future endeavors now on to the players our first player I'm going to talk about is Wagner Vasquez this was Wagner's first year on the team he was a senior he was looking to become a pitcher for our JV team and helped the varsity out of the bullpen he had a very strong arm for a smaller framed player the time we spent that practice Wagner had an upbeat and loving aura about himself I wish we could have seen him in action on the mound Wagner just want to wish you good luck in the next chapter of your life and congrats on graduation our next senior is Justin serrano this this was Justin second go-round on the team playing on the JV as a sophomore and then taking a year off as a junior justin was an outfielder for the JV team who had speeds which helps steal many bases he was also a pinch slash courtesy runner for our varsity team due to the good speed that he showed on a base pass even in a short amount of time Justin was a part of the baseball program we had many fun memories with him good luck and Congrats on graduating as well Justin Luis Prado next senior this was Louis's second year a part of the program he was a multi-sport athlete that played for the football team as well Luis came out last year for the first time as a junior he played centerfield for the JV team Luis had a lot of speed which suited him well for playing center field he was so quick that occasionally he would over run and beat the baseball to the spot his speed also helped on the base paths where Luis could easily steal a base for us Luis also had a great attitude and smile on his face while practicing and playing for us it was a pleasure being able to coach Luis for the past two years and I wish him much luck in the future Congrats Luis Thank You coach you're welcome Louis I thought you were there and so it's okay I can't see everybody that's the problem with this Julio Rodriguez is our next senior I'm not sure if Julio was here I didn't see him before um Julio played for me on the JV as a freshman and was our best pitcher he played some outfield and first base as well for me their neck the next two years for Julio were spent in Fort Lee unfortunately he then came back for a senior year which was a big plus for our staff and we were really looking forward to seeing what he could do for us Julio would have been one of our top three pitchers in the rotation this year he had the potential of being at first a second team All League Pitcher Julio is committed to playing at the next level at st.
all right i i appreciate that i i know it's difficult because we've got a lot of things on our plate but um you know we want to help our teachers so thank you very much thank you miss humphrey please continue mrs thank you sir the next section are the spend increases so we've shared this before the non-discretionary budget increases and decreases and you can see the total increase projected is 1.33 million note that that does include the the lesser need the potential lesser need of fte associated with the 400 student loss so again 1.33 million dollars predicted also again as ms wood uh indicated we of course have made our maintenance and operations override commitments these are have not changed class size reduction allocation of two two million dollars that represents about 25 uh fte of teachers the social emotional supports that we've been talking about for some time uh which is divine intervention knowing that we will absolutely need those given the environment that we're in right now and then finally to retain and attract high quality personnel note that those total the total dollar amount of those commitments is 18 million dollars but we're only expecting about 11.6 million dollars from the override so obviously we're taking additional state revenues into consideration to meet to meet the eminent override commitments as well so i would like to spend a little bit of time on this employee excellence so these are the four parameters that we've shared in the past just to share that that all functions of gilbert public schools contribute to the achievement of our students all employees regardless of their role contribute to the achievement of this vision so our strategic operating plan is to retain and attract high quality in all portions of our operations and so we really strove to make sure compensation increases are as consistent as possible across all employee groups so those four parameters really gave us some information about these details about the salary increases by job class so our teachers the five percent pay increase has been prescribed pretty much by governor ducey with the 20 percent by and in addition again to striving to keep the teachers in the classroom we did back two medical days and added to each teacher's base and then we applied the five percent pay increase to them support staff due to the compensation study that was done largely by otm and all the efforts that they have made to make sure that we're analyzing salaries of all of our of all of our employees we did we did make substantive increases to grades we've made equity adjustments to many of our employees and then we made the decision to add four percent on on the base on top of that that particular issue addressed the compression associated with the minimum wage increase but the overall salary increase for every support staff will be a minimum of five percent and then finally administration and other professionals again moving everyone to the new minimum and plus a minimum of four percent on the base every single individual will get a minimum of five percent regardless of their circumstances so that leads to that concept that all employees are very important to meeting the needs of our students throughout the school district so bets can i ask one question about that with our with our increase our minimum wage employees they automatically get an increase each year do they also get the five percent on the base or just the automatic increase written into statute for that we did make a recommendation that our minimum wage employees are minimum wage employees and would be eligible just for the minimum wage increase as each year passes the idea is that with their minimum wage jobs we'd like to encourage them to move into other higher paid jobs so we did make that decision this year as well okay thank you you bet and then dr santa cruz if i may ask go ahead mrs wood we've talked about this before but just want to clarify since we're presenting it all tonight um with the salary study and with these recommendations we feel confident that we now have competitive salaries offered for each grade of employee competitive with our surrounding districts and other things like that correct so yes we are we have definitely approached the competitiveness we are probably a little bit under competitiveness in some areas of our job classes um we had always anticipated that we would be addressing the competitiveness over a two to three year period depending upon available resources but we made a huge dent into becoming more competitive and we believe that it's setting us up it's setting ourselves up very positively to go in 2021 thank you you bet thank you miss wood go ahead ms betts okay thank you so now to balance the budget you can see the total budget capacity increase is 19.4 million the class size reduction in social emotional supports is 3.81 the non-discretionary increases are 1.3 the teacher compensation increases with the sick leave buyback is just over 7 million our classified hourly increases are just over 5 million and finally our administrators and other professional increases have increased by 1.9 million leaving us with a fully balanced budget for the 2021 school there before i go any further are there any questions about any of that any further questions that was quite diligent of you miss betts and it is no magic it's just hard work thank you not just me miss matt and miss danny you've played a big role as well so thank you dr santa cruz if i may ask a question or make a comment please go ahead mr carr thank you um miss betts thank you for all this information uh and summarizing things that we've been discussing over the last several months i do want to point out to the public that in that teacher compensation increase in sick leave buyback by buying back those sick days as you indicated the the the effort is to encourage our employees to be in the classroom where they're most effective but it also has the effect of putting a an expense of the current year into the current year and removing it as a liability if they were to carry it forward so we're helping reduce cost in the future that's correct um second and you talk to a little bit the assumption going back several slides driving the uh the budget and you don't need to switch slides but is that our enrollment will decrease by i think it was 400 students if i remember correctly that's correct we do point out that that this last year we bucked the trend we are very hopeful that we will continue to buck that trend uh and see an increase which would mean that we would have additional capacity within the budget if that happens but taking this conservative approach especially with covid and we don't know if people will be hesitant to come back and so many you know how they'll fund people who do a hybrid or an online enrollment this year so i appreciate that conservative approach and i expressed to our audience and to our public and to the our parents uh we we want to serve you and we want to earn your trust and we want to continue to reverse that trend as we have this last year so thank you to you for this presentation and thank you to the parents who are supporting us thank you thank you mr carr is there any additional question so um so this next slide is a very important one we are required to post this to our website the very front page of our proposed budget it's uh definitely a summary attributable to the governor ducey's 20 by 2020. so we recalculated the other salary of all teachers employed in fiscal year 2020 so this is the current year now at 52 000 446.
Sol or Kevin yeah this is Richard wouldn't you think that with the current virus situation and restriction on travels that the influx from other countries wouldn't be as great this year as it has and as we had experience last year so mr. Gianelli that's why the smile is on my face because I thought it was going to slow down registrations today and my understanding is in the and Mike and Mike I don't want to say concern because I'm excited that folks that continue to come into the community but if we get a wave in August and anticipating that travel restrictions are going to be lifted as we get close and closer to the fall I think we should anticipate another wave of some sort hopefully not as you know as logical wave as we had last summer but it appears that our kidding card numbers are going to stay steady for sure thank you surprising I'm sure Kevin just just cuz I'm not sure I want to make sure I have analogy right our kindergarten numbers are right where they were last year is that the June number last year or the September oh my god we got a lot of extra people the question for clarification right on pace with June from last year okay so we're on pace we're not we're not on the accelerated where we got to but we're I basically were okay right thank you ask a clarifying question appreciate that's a the good news as they said to the board as they come in and the youngsters register we have now a very solid collection process so our big challenge quite frankly is to go through and do Schedule D our testing of the youngsters you know with all the restrictions that we have but that is going to go much smoother so we have a better handle on things where's the testing being done now where will it be done we were just going now I was just gonna say so mr.
Elizabeth's College and I wish him all the best Congrats Julio our next senior was hay-zu's Pena another multi-sport athlete he Zeus unfortunately did not play baseball his freshman year he did not he I had to beg and plead with him to come out and he eventually did sophomore year and with mainly a pitcher for the parsley along with some playing some right-field and occasionally winning by his junior year and became strictly a pitcher only he was our one-two punch with Andy Ramos as our top pitchers last year along with Andy and Julio would have been our top pitchers in the rotation hey Zeus had protect the potential of being an old league pitcher as well and then some even though he Zeus was only a pitcher for the baseball team his presence on the bench and for the other pitchers in our rotation really helped with building team morale he was always looking to help out with the book or any drone when we needed him he was definitely he has definitely helped me out during the tough time with the loss of my best buddy and coach looter if it was to talk play a video game or to help track down guys for me on baseball or basketball hey Zeus has been there and this is why is my honor to give hay-zu's the heart of a Red Raider Award for the baseball program hizzouse will be sorely missed not only in our sports programs but in our school environment if I am lucky enough before I retired from coaching and teaching I hope I come across more people of like hey Zeus Pena decided not to not to play the next level but to enter the nursing program at Ramapo College which is even more impressive to me hey Zeus was one of 120 kids accepted into the program where over 1200 people applied to get in which is which is amazing Congrats he's very proud of you next up Ruben Pichardo Ruben came to our program last year and we couldn't have been happier to have him he played left field for us and has one of the strongest arms I've ever seen he also batted fourth for us in the lineup and had power to all fields we along with every team in our league knew not to throw him a fastball he also has speed for us which helped him steal many bases Ruben earned second team All League last year and would have easily been an O League player for us this year and even some County recognition as well even though I rarely understood what Ruben was saying or he rarely understood what I was saying we had a lot of fun these past two years joking around Ruben always had a smile on his face and just loved being on a baseball field Ruben will be playing baseball at the next level but he hasn't committed to any school yet even more schools are interested in Ruben Ruben where do you go good luck with baseball and the next step in your journey Thank You coach welcome last but not least Isaiah Isaiah I have had the pleasure of coaching Isaiah since he was a freshman he played on the varsity as a freshman and for the most part has been our shortstop and a relief pitcher for us over the years Isaiah's also has been a 2 3 or 5 hitter for our program over the years as well that shows that he can hit along with field his bread and butter is a smooth fielding ability at Short and his quick release and strong arm Isaiah's was one of our captains this year even though he was more of a quiet leader he led by example and it also helped that he was bilingual since he could lead everybody on the team in either language which helped out with the coaches Isaiah's was a second team All League player last year and would have easily been an O League player this year as well as maybe getting some County recognition Isaiah's will be taking his talents to the next level where he will be playing at st.
we have increased that by five the pure calculation because we really don't know what's going to happen this summer and which employees are going to be here or not but you can see where the percentage increase is 5 the average salary of all t employed in fiscal year 2018 was 40 761. so now when we calculate the change from forty six thousand seven sixty one to fifty four thousand eight eighty four it represents a seventeen point four percent but we know that the total sell percent increase awarded by the governing board since 2018 is 18 and a half percent so what's the story why is it not the same and also note this is one of the slides that was modified coming into the 1819 school year i had i thought that the pain was nine and a half percent for teachers but it was nine percent so on the posted presentation it shows not 19 but the actual is 18.5 so to go to that story how do we explain story so i'd like to go to the next slide so we took an example teacher in elementary high school and junior high and and these were three teachers were here in 2018 still here in 2021.
Gianelli as you know in years past we've had testing taking place at Osborn Street we were exploring other options right now a nearby school is one of the one and one of the options that are on the table at Ellsworth we still have some logistics to work through but those are one of the options that we're considering there's more space more space with families even by appointment is more space with people to spread out we just think that might be the safest option there to go to go with thank you thank you Kevin as long as you talk consumer school update sure sure so so summer school update we are moving to ward with beginning to wrap up our summer numbers and so information is coming in regarding the request for a k5 and so we have two people leading that effort some I'm a school leader is leading that effort and trying to finalize staffing for summer school I'll be it in a distance learning environment the same thing with sixty and then of course 912 will be finalized after grading has taken place at the high school at the middle school we are also finalizing and so as we begin to look at report cards and finalize those recommendations but we all have a different team working on staffing and in that associating that staffing with the request for summer school as we revisit and look at report cards etc so staffing will be in place and finalized soon letters have gone out to families from k5 and we're looking you know trying to get back those acceptance letters the same thing with the middle school and then summer school for high school is kind of business as usual except it would be in a distance-learning presentation or experience will be starting July 6 we had we if the the High School in years past has had an acceleration acceleration program and a required additional week so they will be starting one week prior but everyone else will be starting July 6 and all online platform Kelly anything with special education will be done virtually this year we typically have about 330 students with special needs that attend the program registration for the program is still open and ongoing and will continue until we start but we've had about 220 parents that have responded and I'm glad to say that only about 10 percent have denied you know not not only to participate in the online learning platform this summer and so we expect the participation to be pretty solid throughout the summer where we're a little bit of a modified schedule because it would be done virtually and how to best support all of our students particularly our neediest students in that environment so we'll be doing a lot of small group some one-on-one related services and we will be scheduling blocks of time individualized to each student families will be communicated exactly what that schedule looks like it'll remain consistent throughout the 20 days that esy bronze and we'll also be supporting their learning with some online learning platform and lessons supported us elementary support for students in the Google classroom so that in our date summer school start the same day as the regular ed summer school July 6 and it will run for five weeks so it'll end on August 6th there was there a question Amy do you have a question of Kevin was there someone who's asking Rachel I'm sorry I'm sorry so k5 is in person or is that also virtual that is also yes and are we giving preference to our high needs students or virtual no summer school in general okay at the k5 level that we basically determine it by students who are substantially deficient so we have invited this year over 1,800 students who qualify within that range and we have about not little under 900 that have accepted the registration for the summer so we're now matching the groups of students to and hiring teachers accordingly but it is virtual we are focusing in a phonetics comprehension building fluency in the literacy side but we're also doing mathematics this year the kids are invited based on their literacy cut scores and that's kind of her state of Connecticut guidelines but we're also adding in an hour of mathematics as well because kids tend to struggle in both so it will be supplementing and doing a little bit more this year because this is the most we up we've we've had in awhile we've widened the net a bit on who we're inviting we've saved a little bit on transportation costs so we're extending it out to a little bit to more students the other thing to add piggyback on what you're saying Cara is that you know the staffing is pretty different when we operate in this kind of an environment so for example we don't need to staff with nurses we don't need as many tutors or special ed perros we don't need the safety advocates so we're finding that the budget is flexible for us which is allowing us to open it to more students and right now we're up around I would say with just under a hundred teachers in the elementary level and a significant chunk we're just finalizing at the secondary level again all virtual onboarding and virtual scheduling so it's so far knock on wood it seems to be going pretty smoothly dr.

so we looked at each of them individually and then we looked at their average so you can see when you look at the average salary the overall percent increase from 2018 to 2021 for these particular three individuals that have been here all four years it was eighteen point six nine percent which you would expect for two reasons it's above the eighteen point five percent that you know that we awarded but also the eighteen point six nine percent reflects the additional two hundred dollars put on the base for teachers for next year as well as the compounding effect of giving a percent increase um in year in year one and then that dollar amount going up and then the percent increase in the following year is giving a percent increase over the increase you did in the prior year so it's a compounding effect so so the 18.69 is what you would expect so what that says is that when we look at the average salary globally this is the average salary district-wide every year we calculate the average salary in the spring during the summer is when all the retirements occur and when all the separations so you can assume you can assume that we have many higher cost teachers that are retiring in the summer some as high as uh 65 70 000 that are going to be replaced over the summer with a teacher between 48 and 55 000 say where you can see where those savings would occur due to that so that particular occurrence on an average basis across 1800 teachers results in the calculated percentage of being 17.4 percent instead of an expected 18.5 or 18.7 percent so are there any other questions regarding that my hope was to um to make sure that we clarified that and this came out of our discussions with the leadership team uh yesterday mrs betts i do have a question go ahead ms humphries thank you the question i have is the percentage in fy 2018 was nine percent but the uh i believe the governor was also counting the percentage the 1.2 percent that was given in 2017 so that that came to 10 for 2018 and then the 5 in 20 19 and the 5 in 2020.
Tsao not necessarily with summer school I'm assuming you finished but I just noticed that Mary Cronin is is logged on and before you get to to her after you've finished I had a question for I think was Kara somebody called me and asked me what other guidance counselor's do and I told them they did what they normally do and tune in today and I would have there would be more specific as to what they normally do so with that talked about it we entry plan some of the things that are going on yeah you know what people are doing this time dr. Cronyn merry new year so dr. kameen is having trouble she signed on but her computers frozen so she just she sent me a text message and she would like me to read it um she said that she's sorry her computer froze she could see in here everyone um she wants the board to know how pleased thankful for all the hard work from her students parents and teachers they made her very proud and it was a great retirement gift to go out with a school of distinction congratulations Mary its Chris on it it's Christmas Chris is having trouble I tried texting him and it's going right to voicemail so my guess is that he must have some Wi-Fi issues and I also tried calling him so not sure what's going on looks like we're trying to reinvent there's some kind of a problem yeah I did did we invite him calling him one more time let me just as we before we move on I did send out a message on as from the district on June 3rd regarding the George Floyd in murder that happened in Minnesota it's been a drying time no doubt I think Kelly has worked with our support staff if it's impacting youngsters or families that needed some support and I thank her for that not being in school it's very difficult to know you know who needs that support but certainly if you do the marches and our youngsters we haven't have a chapter of black lives matters the high school the last four years or a respectful group talking about the culture of how others are treated or mistreated and how we as a community in Danbury can be better accepting of our differences and proud of them and they've been participating in the activities I'm sure it'll be I know with care we talked about literature inclusion into our curriculum and things that we need to be doing I'm sure again it's the first step but it was just a shout out to all of our our community that were concerned and we're here to support everyone that during this tough time so when I think about us for the moment sings yes hey this is Chris from AI yes sorry oh that's all right Chris I just real quick I want to say thank you to everyone I'm very grateful for the amazing staff family students colleagues leaders that we have a very talented teachers an awesome cool climate very high expectations and the most importantly amount of trust and that seems to lead to great student achievement so thank you to everyone and I'm sorry for interrupting the meeting glad you got in Chris congratulations Thank You congratulations so I did want to make that message that I did send it out so I also along those lines I was working on something and I pretty close to having a open Town Meeting that'll be on on on a zoom meeting Town Meeting on the 22nd of June at six o'clock we're working out the details but right now and then we'll be talking about as that parent had indicated in the beginning some preferences folks may have regarding re-entry next fall we have surveys that have gone out and we'll be looking at those to focus on questions so I have it scheduled right now on June 22nd from 6:00 to 7:00 on unzoom so well more information to come on that thank you yeah move the discussion yes okay so sit back strap in because we don't know where we're going on this thing I say that in Canada but very concerned I've said to the cabinet stop planning because they were just going absolutely crazy thinking the what-if scenarios there are some foundational things that we need to do about cleaning about budgeting purchasing and that we are ongoing with Courtney I couldn't even speak to that but the actual plans for next year I will say they've been iterative to the is an understatement they change daily as of last Friday we had some good indication that it would be a blended with X amount of days for elementary and this is learning for the secondary and Carey you'll be glad to know today there was some changes in that that I'm hearing now with because there's been a real recognition that 169 pounds particularly the Urban's have some unique needs not only the resource wise but space wise and you know they need different accommodations so we are just looking at two scenarios of what we understand may have been and that is with the elementary having a greater presence in school with the secondary on more of a distance learning format personnel is working on names it with social distancing you can imagine each of our classroom if we're perfectly symmetrically divided by 26 we could probably have we've run some models maybe 13 or 14 to most in a classroom 920 square feet typically so on the two classrooms or every group which means we'll have two folks that are supervising we're still working through that the busing is a whole nother overlay Courtney is working with the bus company the expectation that a there'll be a staff person on the buses with youngsters the number of students that can write on the bus cleanliness cleaning of the bus picking up of students where to pick them up all of those things have to be worked out all with and this board has my position has been much more conservative with what I think what happened with safety but I think there is a real push to bring back folks on some limited basis so tonight I thought I'd have Kevin talk about some of the things that he's working through with with the area Cara can chime in with things that she's doing curriculum eyes and I've got Kelly and Courtney as well so why don't we go with Kevin first sow sow sow sow you collaborate mostly what I was going to say but I will add I think I shared with the board in our last meeting we were waiting for additional feedback from the state from in the governor's office to provide some further guidance on for a reentry plan in September and so at that time you recall we were hoping to receive something as soon as Friday since that Friday we have learned that we're hoping now to get something for me to end of June on something official from the state it's part of my seat with the with the it advanced advisory group to the commissioner this is a regional group with an advanced the the recommend been to recommendations that have come out from these two different teams that I've been on with that advance one that the first advisory group that I was meeting with in which there's a an advisory group from every from every risk throughout the state of Connecticut those that those meetings have been suspended until further information from the governor's office so that's one secondly in the most recent advisory group that I've joined we went in with the purpose to develop a framework for back to school model that would be that would serve as a template for schools in this respective region and so and so right now we have a template for a plan and that plan includes kinds of non-negotiables in every single area you know including how we're going to welcome back students prioritizing students with IEP s and English language learners students you know non negotiables and how we're going to support the needs of students to social emotional well-being of students and staff non-negotiables for visitors to the school's non-negotiables or physical space and set up in classrooms non-negotiables and it just be my last time to go to annona Gulch most or you know how we're going to distribute food to students during the school day and then and then within all of those respective buckets each school district will then identify the strategies that's that's appropriate for it for their school district and so to that end we've been meeting with subcommittees so as you guys know we've had a bigger bigger committee of like 25 30 30 people covering you know from a teacher or two from administrators to Health Department personnel personnel from the fire department you police etc but we've also had a number of follow-up subcommittee meetings on to identify the appropriate mitigation strategies to make sure everyone's safe and so we've had three or four meetings with the Operations Group there's an Operations Group particularly specifically for the bus and so we've met with you know folks from the personnel from the + depart Transportation Department to make sure we've landed on the appropriate strategies to keep staff safe most importantly keeps kids kids safe we're still waiting for further guidance from the state so we can talk about a plan for a pickup and what that would look like how many runs we would have to make how many buses we would need et cetera we've also met with a contingent from our music department to talk about how we're going to appropriately clean our instruments and make sure that's done in a safe manner I mean also waiting for further guidance from the state to know to learn if we can even play those instruments in the classrooms you know also met with buildings and grounds people and it's an operation as people within a district with buildings and grounds people from the city to talk about what does this mean for recess how are we going to handling all of these common spaces or touch my children and how we're going to mitigate the risk in those scenarios so we melt this subcommittee there and just give you an example you know this thing has continued to grow antennas as we try to land on the strategies to keep everything safe but but as asal mentioned earlier we're continuing to talk about how we're going to sanitize how we're going to sanitize you know common use spaces classrooms etc but we really need some some some definitive language from the state so that we can pull all of this together so once we have that and right now we're beginning to work on a model that's SL mentioned earlier where our secondary students are working more continue to work in the distance learning format and our younger students will be in school you know a number of days a week until we're beginning to look at what that would look like what that would cost for for staffing what this means for transportation once we get those particulars I think we'll be able to run with this so we're looking forward to it I was also had an opportunity to get as part of my seat on the advisory team get us a short little at the feedback from students and what they have said during this online distance learning format and then we learned I learned during my first meeting that they were also going to invite in the experts in the curriculum instruction field so doctor kisum arrow is gonna speak to that and talk about what she learned when she attended two sessions so similar to to Kevin's regional planning meeting there is a there is a parallel group that needs to talk about the curriculum instruction implications and how to adjust Mis environment and responsive and one of the probably the most important factors heading into the fall is going to be feedback that we received along the way from teachers teachers parents principals and EMA students themselves I'm not sure I'm gonna put a little link in here on the on the chat if that works but I'm gonna I'm gonna share my screen for just a moment because I think that the board might want to spend some time you know not today but perusing a site that that the that was sort of commissioned by the state to solicit student feedback from quite a wide background students and so if you can see this let me know can you all see this yes okay great so what this is let me just hide my view here okay so what this is and again I'll make sure that this is in the minutes and I also shared it in the chat the link students across the state over 18,000 students were asked the question if learning from home were to be part of school next year what changes could be made to make it more engaging and effective for students and so this is called a thought exchange and so what happens is a thought exchange usually asks just one question and participants can write down as many thoughts can jot down as many thoughts as they have that they felt was important in answering the essential question and then these same participants get to go back into the same survey and they get to rate other students thoughts that that resonated with them that they thought was important or that spoke to them and so in the thought exchange it ranks all of the top thoughts from all of the 18000 participants and categorizes them into emerging themes and this is what I thought was kind of interesting as the top themes so the bar graphs across looked pretty flat but what these represents are the of all of those responses and four hundred and thirty three thousand or so opportunities to review those font review and rate those responses these are some of the the ones that kept surfacing the most and had the most ratings per se so if we start over here I'm just going to go through the first four because I think they're ones that are repeated in some of the other themes but for example students when it came to the theme of video a lot of students wanted to make sure that that's teachers were using videos to explain the steps and the problems and directions that they were receiving and this there are boatloads of really direct student feedback in here they want deeper explanations of work they want more teacher interaction I wish there's more video content with my teacher live lessons from the classroom teachers so these are really powerful statements from students and there's lots of them and I'm in the process of reading through all of these and I've already taken lots of notes you click on another one again folks can play with this at their leisure but it talks about how students felt about the workload and whether something was busy work or whether it was important and and the types of assignments that work best or didn't work best lots of students creating interaction from their teachers more interaction the more the better so I will make sure that these are in that this link are is definitely in the minutes but it's definitely an important survey that I think that we would be silly not to spend some time taking a look at and making sure that student voice across the state is embedded in in any changes that we make for next year and so that was actually for grades 5 through 12 and so the younger students of course there were some folks who answered for younger students and you could see them in there as well mostly gauge that your upper elementary to middle school in high school level students so that was some of that and we spent some time going through that as a group and also spent some time talking about the professional development needs of teachers and how we make that shift as a result of some of our conversations our area rests which is at Advance we look together to put some ideas on the table for the types of regional professional development that will be needed that not just Danbury teachers but the teachers and the surrounding districts can participate in as well to help us continue to make this shift so on the curricular side of things I'll try to be brief we're gonna be looking at our fall units of study and we're going to be identifying what are the priority standards that really need we need to spend additional time on those are your foundation or your gateway standards so what are what are some standards that are maybe more nuanced or not as foundational nature week it's where we can spend a little less time on so that we can double down in areas where kids may have had some gaps as a result of the spring this year they'll be looking at that and the last piece with the curriculum units also with Ed advance they are producing or in the final stages of producing two to three week units of study that focus on social-emotional learning in the fall and for grades K 2 K 2 3 5 6 8 and they are working on similar for 9 12 and what these units do again they focus on high leverage standards but they also introduce content and topics that get students talking academic in nature but it gets students talking naturally organically about their feelings about with what has been going on with what it's been happening in their lives how they've responded how their families are doing it brings in a lot of art it brings in some music it brings in English and like English standards and mathematic standards and science standards but it gives opportunities very cleverly gives kids opportunities to have conversation to kind of build connections again with their classmates and with the teacher so it's very nicely and a lot of the other surrounding districts are very interested in as well so as soon as those are ready we're going to take as much deeper look because we definitely want to make sure that we're leading in the fall with social-emotional learning and that we're responsive to students and sort of honoring where they've been and where we need to get them to go so we'll be making some interesting Kelly talk about what we're thinking about our your areas and also Kelly you might want to talk about the discussion yeah briefly about our thinking on the calendar for this year as long as you're up there um one of the areas that I've been focusing on heavily through their entry plan is to kind of piggyback off what Kara's that is the social-emotional piece um I I don't think it comes as a surprise to anyone here that the social-emotional issues of our students and their families during this time period has been exceedingly you know increasing exacerbated across multiple areas um so one of the things that we are looking at is whole staff training on some of these social emotional issues and really how to respond to different students and support families during this time so building on some of the resiliency that we've done piggybacking off of our school climate and restorative practices and work that we've done in previous two years to lay the groundwork to kind of further people's understanding of kids that are coming from different backgrounds and really how to support them through this time a particular component of the training will be to focus on kovat and also some of the social justice that we're seeing in the related issues that are impacting kids so we're trying to infuse that in the meantime I'll just segue a little bit back to mr.

so i believe that um if you could if you added in that 1.2 and maybe um you could do that for us and send it to us in an email or something um i think that would clarify that we're much closer to that 20 percent um than we realized even though there was one year when we the teachers accepted a lower percentage so we could give that a little bit more to our support staff so um i don't remember the details in particular ms humphrey however the actual page on the adopted budget shows the reference year of 2018. so it doesn't oh it does it it is true that the governor used the base of 2016-17 to do this but the major if you remember he was 10 going into 19 5 going into 20 and 5 going into and so from from his base year was 2018 and that's what's on the proposed budget okay but i i do remember him at the time including that 1.2 that he previously given so that's fine okay doctors and occurs if i comment go right ahead mr carr and i i i too recall miss as ms humphreys does that there was the one percent from the previous year before his plan that he included in that but i would also call out that the governor's plan was based off of a state average and each district received based on the state average of a teacher salary because we were already above the state average we actually received less than the 20 percent even though this board has decided to do all it can to meet the 20 even while we're receiving less than that so that is correct that is definitely correct doctor santa cruz speculate as well go right ahead miss wood going along with um mr carr i just wanted to say so i just want our public to know on our teachers to know every penny that came from that 20 by 2020 that came to us from the governor has gone to teachers it just like mr carr mentioned we didn't have that full 20 um for our teacher average but we've given everything we've had and more as well as added in and expanded that definition of teachers because it is that important that we could um have that salary increase in and provide that for our teachers so that was my my adding as well and i i wanted to share your point to ms wood the fact that our teacher definition so the governor's teacher definition is the classroom teacher we did expand the teacher definition to include our technology integration educators our academic coaches our librarians and our counselors so um so the counselor position the um the technology integration educator position are all really higher level positions and our our promotional opportunities for our classroom teachers so all those have played a role in uh in why we're not at that 20 or above it okay thank you all thank you ms betts anything else did you have something else nope i'm apologize i should have already put this on the presentation sorry about that um so i'd like to move into the 20 proposed capital budget so this is the calculation of the budget capacity you can see the parameters there you can see that we are anticipating a budget balance carry forward of a little bit less we do anticipate earning some interest though in the current year and restricted capital and then because the reduction so you can see the district additional assistance adjust is going from -5.2 to a minus 2.5 giving us an additional about 2.6 million dollars in addition you can see that the budget increase over fiscal year 2020 2020 is 2.8 million dollars so that's reflective of both uh the reduction in the cut to the district additional assistance as well as the occurrence last year where we actually saw an increase in students so the district additional assistance is calculated based upon prior year average daily membership so i wanted to make sure that that was clear and then as we go into the next two slides regarding the unrestricted capital spend please know that our intention is to prioritize unrestricted capital through a zero-based budgeting process we do treat unrestricted capital as a one-time revenue source so therefore should go to one-time expenses so in year one you might have a situation at highland high and gilbert high where they need to replace baby grand pianos but they won't need to replace them next year so that would be a one-time expense that would not be repeated year after year but we don't want to give them the same amount of money if they don't need it so maybe that that additional money would go to campo or to mesquite high in a subsequent year so going to the to the next slide these are what we would consider non-discretionary unrestricted capital expenditures so keep in mind that unrestricted capital is also used for what we used to term soft capital items so instructional technology as well as business technology such as our ivision software you can see that we've got infinite campus up there as well under the various software licenses that are district-wide those are ongoing expenses that we need to account for annually note the curriculum ongoing plus the one-time for science kits and the english language acquisition adoption for 712 that is planned for the 2021 school year it is plus some special education testing increases it's about a 1.86 million dollar increase to curriculum again that is a one-time expense increase though um because we're only going to adopt a ela curriculum in in one year we're not going to adopt every single year so the subsequent year we might adopt a social studies curriculum as an example assessment platform and ongoing assessment costs is a 30 thousand dollars as you know you've approved a new assessment platform i think it was in the may meeting and so that increase is accounted for here global academy we just had a presentation of the florida virtual curriculum platform that is an increase of 360 000 allowing us to expand to k5 as well as to expand to a site license which in the long run will save us money as an example in the current year we were budgeting 125 000 or 150 000 for global but we had such an increase in students wanting to use the global academy platform primarily this summer that our cost is really going to be closer to 300 000.
dinelli's question related for the school counselors school counselors school social psychologists would all be you know kind of critical and paramount to this work during this time you know each of them has really been working on supporting students and supporting families and so you know everything from how to access food to how to access you know housing to food stamps all those different resources within the community have been a preponderance of their work during this time I'm in addition our school counselors I know that was a particular question on everything that they were doing before scheduling we self just kids for classes for next year we still had to determine who graduated and met the credit requirements we still need to spend College recommendations and transcripts and all of those types of things continued but we also really did a lot of outreach with some small groups some one-on-one counseling sessions with students and probably a little bit differently than what we typically do with the younger students it's not a lot of time moving actually not with students but with their parents and so while we always partner with parents it was different in the fact that we were providing a lot of education and direct teaching to families on how to support issues with children in the home during this time because we didn't have access to them for the past you know a few months so those are some of the issues we've been working on is really just how to support and leverage all staff and equip them with the tools during this time because we know kids are gonna come in um some are gonna return just like they left and others are going to return and need different levels of support and our primary focus has been identifying those children that need the support and getting them to them we've also contemplated and we're looking into doing some social-emotional screeners which would help us further our work to identify children I'm in families that may need additional levels of support during this time so that's in its initial stages of kind of investigation um moving into the calendar and why that relates is that in order to kind of prepare stuff for the social-emotional issues um some of just the school safety and how to access nursing and what to do during different things as we transition back in we're going to have to do a lot of training in the fall before children even walk in the buildings um and so what we are proposing to do is take our two professional development days from later in the school year so one of them is the election day and November and the second one is the May PD day which I believe was May 28th don't quote me on the exact day I'm in to front-load them both at the beginning of the school year so to move them up the in front of the three days that staff typically ternt return before kids that would give us five days of work with teachers should teachers need to attention to the classrooms receive training go over protocols you know get the curriculum updates that they need and kind of how you know the transition into second grade it may look a little bit different this year you may be covering some of the first grade content I'm and so forth so we would like to propose to all of you that we move those two PD days to front-load the time that we have with staff to do really critical training for them and in order to bring them back and also look into procedures and policies for staff for next year regarding leaves and one of the Kim has been doing some work in there also going through and making tallies our faculty and support staff can maybe you want to talk a little bit about that yeah so we've been doing a couple of different things one we've been trying as best we can to anticipate what we think some of these broader guidelines are going to look like so we've been taking a close look at the composition of our staff whether we think that you know we have certain percentage of them of them that may be invulnerable risk categories that we need to really think carefully about what that means for them and also my team has focused a lot on social emotional needs of our staff coming back one of the things we've talked about is that there will be a certain level of fear not just for students but for our employees coming back to work and we've tried to leverage the the product that we've got our EAP plan which you'll remember we've been talking about for quite a long time it's starting to see some real traction now so we're gonna work with our partners at Cigna to make sure that we've got sufficient resources for our teams as they come back to work so that they have an outlet not only to deal with some of their own personal social emotional issues but also to give them some other tools to deal with the students that are on their student support teams we're also rolling out a module that we've used all spring now of professional development that is online it's through a product called master teacher and it has gotten just rave reviews we're just finishing up a Survey Monkey now to see how it was received by our folks but there were components of it that were not just how to work with kids on literacy but also how to deal with de-escalating situations to work on emotional issues with kids in support with support of the teachers and obviously the direction of the teachers so we've been able to actually spend some time you know there's a silver lining always we've had some time to work with our non-certified staff and to work with these other providers like Cigna to leverage what we have bring kind of a holistic approach to how we're training our employees as well and we've just feedback so hopefully we'll have some results to bring to you back when that comes and I think you know until we can get some definitive broad-stroke guidelines about what the flaw looks like we're trying to get our summer teams in and staffed and to try to anticipate as best we can so that we can be nimble enough to pivot as as these decisions start to become reality nimble in terms right coordinate some of the things that you working with PPE and other things that with Jobert kim said about being nimble and being able to pivot so that's sort of one of them at the forefront of everything we're doing with the budget and what we're doing operations with the facility and the security officers as Kevin mentioned under his leadership we're coming together as groups and we're not waiting for the guidance we're anticipating the guidance and how that'll suit fit danbury because we're unique and we want to be able to have everything that we can possibly think about planned out ahead of time so that when the scenario comes we're ready for it so from having a budget that you know has I think you'll see when we go into the committee when we would go into the workshop as the Finance Committee saw the other day that we've built a budget that does prudent as we can with a bit of ability to move around depending on what the state guidance is that's you know using our resources as effectively as we can thinking through every scenario with all the experts at the table so we've met as Kevin mentioned with the bus teams you know they're contractors but there are experts so we've talked through every scenario from like kids waiting on the corner they get on the bus you know and they arrive at school every possible scenario we can think through and we're also costing those things out to see what's realistic and what's not so working with you know Barry Sodexo with the food services company to think through all the scenarios with with the lunch and getting their feedback and rich Albert's been you know even the upsell mentioned the other day he's gone into the classrooms and moved around the desks to figure out how many kids safely fit based on what we assumed the guidance to be now you know we've through with the security officers with them what it would look like about my you know for somebody entering the building and what safety measures and protocols we need to put in place based on what we know now not waiting for the guidance just so we're like Kevin said we're even talking to people in the specials about what they would need to do with instruments and if that's even going to be a possibility so I hope people will see that when we walk through all the budget detail with the larger group and I welcome any any questions also thank you the only thing I will add CIC Athletic Association made some decisions about next fall it sounds like don't have seasons but it may be very limited spectators well as that develops we'll know more but that's the co-curricular activity is that one that we're monitoring one last payment we also have a list of all the things we might need to purchase so we've got a priority list that's ready to go because I know we'll have to be cute you know they'll be other districts buying whatever the supplies that are needed so every you know Kathy O'Dowd from Kelly's group is thinking through what we might need medically we've purchased some of that already so no touch thermometers for example the sanitizing supplies we've purchased as much as we can now you know and we've got a list of things that should we need to do them you know we're ready to go because we've sourced the best possible materials so that's another thing we're doing that's all we have at this point thank you thank you yeah Kim this probably you're probably the best person to to answer this question you know referencing on they're bringing the teaching staff and the regular staff back in and I'm wondering sort of what what's going to be the operating policy around teachers or staff or maybe how risk and maybe you're not gonna be comfortable coming back into the buildings right so what I'm hoping is that we're gonna get some additional guidance you might be aware that there have been some changes to the FMLA rules in light specifically of the kovat crisis one obvious example is people who have difficulty with childcare issues because of the crisis and the shutdown have certain FMLA protections now that would not otherwise have existed so I'm hopeful that we're going to get some guidance about those high risk groups and what that means for them at the time that we come back my guess is that it may look something like the kind of inquiry we do with disabilities what kind of reasonable accommodations can we provide to people who are in high-risk groups but I think it's really it's kind of a jump all right now and everybody's kind of waiting to see if we can get any at least broad stroke guidelines I'm encouraged that at least if we're just talking about an age group cutoff I think we're in pretty good shape with that but I think you know we won't know if there's other for example if someone has a serious health condition that makes them vulnerable we can't ask that question so I work in a the law contemplates a dialogue with those people about what their concerns are what their medical conditions are and how can we accommodate so it's going to end up being fairly case-by-case but I think that the hybrid model is one that's going to roll out in so many different scenarios I would imagine it's also going to impact staffing as well it's and Kelly I'd just quick question for you because it pertains to students it's sort of a similar question in that I'm certain we have students in our district who you know have underlying health conditions where return to schools not to be possible for them and I'm just wondering if you have a sense of how that might impact you know our budget around special education because I assume it would fall under there we have a typical protocol anytime that students need what's called homebound instruction so basically have medical needs that preclude them from coming to school due to safety um do you anticipate that that number might go up slightly on however typically in the past we've done a one-on-one tutor that goes to the home to provide instruction or we contract with a hospital say if a child is in that is in a hospital facility receiving some type of treatment under this model if we're not wanting to send a kid to school um for example I've worked with a couple families already and they have agreed to do the virtual learning and we can actually do several students in a group so I actually think we may be able to do it in a very a little bit of an adjusted fashion giving them some time to work with other children that are around their same ability level and receiving the same type of services um you know as much as possible so they can get some social interaction with yours because that's that's everything I'm hearing from parents is they're scared to send them to school for obvious medical reasons but you want them to still have connections with peers and with teachers so we're trying to treat it in that fashion I'm sorry I'm not too too concerned from a budgetary standpoint I think we can be creative in the way that we provide those adjustments and services but certainly we're going to get them Thank You Claudia yes uh this is for Kara Kara this isn't so much a question as a comment um the distance only went really well my kids actually did really good at it my daughter really thrived at it probably because she's got a great teacher the one thing that both of my kids wanted it I'm just passing this on as a dad anecdote was the more interaction more of the google meets more of that they loved it it my son's only eight so there were days where he just wasn't interested and whenever he had one of those that really fired him up and my daughter loved being able to talk to her friends and all that so I think that that was really important I know we can't do synchronous learning I know that doesn't work it would be great if we could figure out a way to make it work but more of that would certainly be good so that is something that's come across from from from all angle that was a key piece and so you know we've had some very nice conversations with the Union with teachers with coaches with the staff with principals and you know although this all everyone agrees that the interaction is is so key and especially you know we're gonna head into another long stretch here in the fall you're gonna be feeling this again and you know how do we rebuild those communities those classroom communities make you know try to try to replicate and the kids are craving not just the student to teacher interaction but the student and you know that they're technologically there are ways to do that and we have to come around how to do that safely and and get everybody to feel comfortable with that legally so we're working on it you know you can you could probably expect to see it you know some more guidelines around that for the fall for I call it distance learning 2.0 Kelly and Ivan we want to see happen for the fall and and but so recognizing that this is unusual this is not no typical distance learning that this is this is learning under duress if you will yeah that friend component is so important like gets the coaster dance classes by zoom so she gets more of it my son you can't do baseball by zoom so much I appreciate the feedback very much sometimes we forget that our new teachers also need to get you know have the PD and the interaction with their new colleagues they're brand-new to our district so we actually have really had our heads together trying to figure out what his new teacher orientation look like and how do we put them into virtual classrooms so that they can meet their peers and meet their team members and get them up to speed on some skills that they may not be ready for yet that are all new to them because they're coming right out of school mention your idea what we've done is again in the nimble and pivot we ordinarily would send welcome to the district weather and this letter is going to link to a Google classroom that we've set up for them it's got a hot link to all of our resources and it's going to ask them to download or purchase on their own some of the materials that we have used in the past so that they can be prepared for virtual discussion groups in the first few days of new teacher orientation so it's going to be a very robust set of materials kind of like when your high schooler complains about the summer work they have to do in anticipation of the fall it's gonna look very much like that and our new teachers are really going to be held to task with some reading materials and some study materials so that when they come in they can be ready to engage with it's gonna be a whole new thing for us it's just gonna be a whole new world for them I'm Cisco question yes so I love the nimble and pivot I mean dr.
Romo Gina the Board of Ed mr. Schmidt mr. Lombardo mr. Pinto the teachers who took time out of their evenings to come out and support the team even though we're away at every game and of course mr. poor fado and Jenny Diaz for making everything work smoothly all the time I'm so glad that you guys were able to make this awards presentation happen under these circumstances and I hope that everyone here tonight that you and yours are well and my heart goes out to all of those that we've lost when it comes to bullying I feel like I say this every year but bullying is split into boys and girls varsity and JV but we all play at the same time and so we are unique in that we all get to stay together for all four years regardless of the level of skill and that creates some amazing connections between the teams and between the players this year that was amplified tenfold because we had I think it was nine seniors who came out during their senior year to play with the team who joined JV as well as a number that got promoted to varsity based on their skill and so we had this awesome mix of very new players and seasoned veterans that had been playing for a couple years or even all four years of high school and that created a great chemistry within the team so in terms of I'm gonna talk about both teams and then I'm kind of going to talk about the mix of honors that they received the boys team earned more points this season and in the last four years of competition and that's a testament to every player I saw the varsity team blossom between AVI and Finn Tony and Danny and Christian all worked each day to improve and to his but inspire each other to do better and that really did pay off the girls didn't even beat their win record but they did earn 25 points this season and that's a team high for the last four years as well the girls definitely brought spirit and fun and entertainment and smiles and laughter to every game across the board would always impresses me about our kids and what makes our school so unique is that they win and lose with grace and they win and lose with the support of even the opposing athletes our kids are the first to cheer for a strike and the last to zone out when there is one game left to finish I can't count the number of parents and coaches who say how lucky we are to have students like ours I'm so proud to say that every bowler being honored tonight also is a fantastic athlete as well as a scholar every single one of you and so you you were honored in that way as well new to the team this year were two seniors who brought spirit and enthusiasm to the season taste muscat are you here maybe we're gonna go with she isn't here so I'm not going to talk directly to her because that would be weird she balanced her work and her team obligations and I believe she may have been pulled an obligation tonight and was a hundred percent in the game when she was with us she made it a priority to try to work her schedule at work around her practices and games and you know we're going to miss her even though she was with us only for a year she improved rapidly and she'll be moving on to Villanova University next year congratulations to her margarita carrillo was another senior who joined the team this heat this year and she was the kind of kid that you looked for when she wasn't able to attend the game because she was always finding ways to lighten the mood when it was stressful and she kind of created a became a role model for the other players of what to do when the game wasn't going your way she would make jokes she would laugh she would do goofy things just for the sake of alleviating the tension because bowling can be very tense next up Christian Cruz as Oh margarita were you there I'm sorry I don't think she is Christian Cruz was here hi Christian has been with us for two years and what I noticed about Christian in these is he's very reserved and very quietly he's the kind of kid that you have to pay attention to to realize how much something matters to him this year he leaned into the team by advancing as a player and showed showed that by stepping up to varsity in key situations throughout the season anytime we needed him to step up and also fighting to make the bus to be able to make it to games due to other obligations it has been an honor to work with you for the past two years and we're gonna miss you even though Stevens Institute of Technology will be glad to have you thank you as well this year I was real excited that mr.
so that's just an example also that global academy expansion is on the board agenda for your approval tonight and then finally in in transportation there's a decrease of 1.5 million dollars an ongoing 200 000 dollar expenditure for the ongoing various equipment costs associated with replacing engines or or air conditioning compressors on our buses the decrease of the 1.5 billion dollars as you know you've approved the remodel of of the building g and in addition you also approved the um the replacement routing software uh leaving edgelog and going into tyler versatrans and then finally instructional materials we did make an allocation for instructional materials in the current year for performing arts physical education and art and we believe those are important to be ongoing these are instructional skills um such as uh even a a play pamphlet or um music needed at the high schools for whether it's choir band or orchestra so all those things um we would consider non-discretionary and ongoing um for a total of just under 8.5 million dollars so as you saw on the prior slide though we have over 15 million available to us so moving shoot so moving to the the next slide so these are the items that we would talk about on that zero-based budgeting prioritization process so it's available is about six and a half million dollars so these are the items on the list school marquees it's my understanding that we have four outstanding schools that do not have an electronic marquee that will probably be prioritized going into the 2021 school year we have performing arts needs over the last two months our high school performing arts staff members to include stage needs orchestra needs band needs performing play you know theater needs they were they received a google document to identify all of their ongoing needs or replacement needs or whatever it might be in terms of capital for all of our performing arts district-wide and we have a meeting scheduled tomorrow with uh karen coleman to start the process of figuring out how we're going to collect these needs and how we can set them up for prioritization for the leadership team ongoing needs for athletics and then finally general school capital needs all those things will be requested and vetted through a process to determine how the how the remaining six and a half million dollars will be spent so that's all i have on the unrestricted capital i wondered if you had any other additional questions before i move to the next couple of slides board members yes i just want to mention that when we talk about the district additional assistance we have not totally received the amount that was cut in um over the past few years starting in 2009 but some of those cuts were made more recently and this is the first time in eight euro eight years that some of these things have made it into our um district additional assistance budget because we've been using it to meet other needs so um while we are a little leery of what's going to happen next year with possible cuts because of the um economic downturn it is nice to see us actually have some funds to put towards these very important needs including pianos which will be um is on our consent agenda later and those are really important needs for our students to have the the kind of education we all desire that they come out with um having had leadership experiences and opportunities and develop their talents so thank you very much mrs betts you bet thank you ms humphries please continue okay thank you darn it now to go through and talk about the uh the funds so classroom siphon we have talked a little bit about classroom site fund so the budget is just over 24 million dollars going into 2021 it does include six million dollars of carryover funds providing gilbert with some flexibility in moving additional salary out of mno custom site fund so our goal this summer is to maximize the amount of mmo carryover to give us as much flexibility and and as many available dollars uh to help get some of the risks that we will talk about on the next slide instructional improvement a budget of 3.1 million dollars last year it was 1.5 million dollars and this is reflective of jerry carry over in instructional improvement that we have captured catching up with our cash reconciliation process this has given us an ability to hire the instructional improvement coach for to the benefit of all of our student staff members district y that that fte is fully funded out of instructional improvement title 1 due to the work of the federal government and the um the cares act they're they're allowing another year in which we can carry over all of the available unspent title one dollars we believe this will give us more flexibility also uh the cares act we are working on get an application completed we anticipate that we will spend about five hundred thousand dollars in the current year to offset the additional cleaning materials that we've had to offset possibly the revenue in community school those kinds of things and so we've budgeted 1.8 million dollars in the care for for next year and then finally the bond fund you all approved the the resolution to sell additional bonds late july early august so we've included those amounts in the bond fund any questions on any of those go ahead miss bets so again as i um as i shared this budget does assume a loss of 400 students could be more or could be less there's lots of questions about is the state willing to fund us at a full a full fte level for our online students presently our full-time online students are funded at 95 percent and our part-time online students are funded at 85 percent so so we don't know whether we're going to see an increased loss of students a positive or opportunity uh vacancy savings nor turnover savings are identified so turnover savings is what we talked about when we talked about the average teacher salary where in in this year we might have a seventy thousand dollar teacher that's retiring and being replaced with a fifty or fifty five thousand dollar teacher those are turnover savings vacancy savings are associated with those positions that might be open for a month or two and so we budget a full year's worth of budget but we don't need to spend a full year's worth as we're trying to fill the position this also assumes a zero dollar decrease in indirect fund revenue it's a question related to whether nutrition services and community ed will be able to make the contributions to the indirect fund they've made in the past and then finally we um we have started to quantify the increased costs associated with cleaning personal protective events etc um so some of that is still a question as to uh how quickly will we go through the supplies additional monies will we need out of the cares act as an example to offset some of those costs so then finally to move into our estimated tax rates as i indicated before the proposed budget informs our estimated tax rate that we would set in august of 2020 so in doing that analysis we're sharing what our fiscal year 2020 tax rate is and you can see the total was 5.9 million dollars the november 2019 election pamphlet indicated that our total estimated tax was thought to be 0.46 percent the change over prior year is about 56 cents however the estimated tax rate which does include the class b bond sale that's expected to occur in july or august the total is six dollars and 25 cents change over prior year of an increase of 35 cents or a 21 decrease from what we estimated when we passed the election in november of 2019.
Sal started off by saying well we kind of stopped planning until we really know and then you all go into these very extensive plans that at least you all looking and working really hard on it we so appreciate it but the five days PD I mean sounds like great but that's like a whole week of coming in to school how are the teachers what's a sense about the teachers are they we talked with them today in because we do the calendar consultation with them they've recognized a tremendous need for this we also we have been working for two three years of that I call a blended PD where we don't have to be at work in order to do it but if we could create these modules they can do them on another time so the physical presence isn't important there's a time and the skills that risk and to go after so they were very very very supportive of it okay good thanks they see the real need yeah I mean I would think they would I just want to know when they can come in and set up their classrooms and you know what is it gonna look like they're planners they want the time particularly yes like even things like can I get a whiteboard for my living room so that if I have to do this versus I mean you know they're all they're all lifelong learners are teachers and so they're as interested in acquiring all these new tools as everybody else what it's been most impressive and I live in a different district that has looked very different in terms of distance learning than ours this danbury core of teachers has been they've been enthusiastic learners to each other you know they've each been running either running a PD session to share their tips or something like that so I think you all should should be very proud of their willingness to engage and this lifelong learning that they've all committed to as a career anyway very successful for them so for the board as I said to you in the beginning it's it's not that we have stopped playing it's the planning for two days a week versus five days a week but the things that we're talking about tonight will be applicable to all and that those are the essence of our planning so we drill down if they say x and y then we'll start counting classrooms and you know put that in but all these other things have to have discussion prior to even knowing that so I appreciate all the hard work that's going on thank you very much and thank you dr.
