Rowley seconded by mr. bender the board voted unanimously to deny the claim of gender number one and Jane Doe number two what a total tally of a vote of 5-0 [Music] recognition yes thank you it is that time of the year it's our final board meeting and we have a presentation or our retirees that will be leaving our system and many of them take many many decades of experience serving our students serving our community this one's been a little unique typically you'll remember we bring all these folks in front of us and we read about them and they get their gift and they sail off into the new adventures of their life well this time you know over the last couple months with kind of no contact and pandemic that we've all endured our public information officer Zoe Widener and also my executive assistant Jordan Wells have spent a lot of time reaching out to the retirees to try to gather that information and have them write their memories there are their accomplishments and some special and funny moments many of them I have a slide at the end of this press that I call the shy retirees because they were like no I don't I don't want to send anything in but you know we've got their name will recognize them as well some you know you can imagine the personalities we come across some have very few words to say and they say it brief bang bang and they're done others took their time and what I want to share things so I'm excited that we did it in this format because the slideshow I will be working with Zoey to post on our website so that the retirees can go in and read or you know publican view but what I'd like to do now is go through this I'm going to read a lot of what they had to say some I'll point out some highlights and in what they've represented but I'm gonna take over the screen here real quick and honor these people with their would you like half the lights yeah mr.

Anderson hi mrs. Anderson I misspoke I misspoke I'm mr. G Bailey mr. Bailey aye mr. hunt [Music] mr. Han I chair votes ient that's unanimous 5-0 that brings us to organization reports see you ta mrs. Mason thank you very much that brings us to mrs. Huggins CSEA greetings greetings I echo what Vanessa had to say in regards to CSEA wanting to be a part of the conversations about how our new normal is going to look we know that that can impact not only the teachers and the students but also support staff and so we're definitely wanting to be involved in those planning sessions to make sure that our people are represented but also that we can be as adaptable as possible to the needs of the district so we want to be involved in that also about a week week and a half ago we submitted a request let me go back farther in the fall we submitted our initial proposals to the district for negotiations and those are called sunshine proposals for a reason because they have a sunshine date and we last negotiated in January and so since we haven't been able to negotiate since January we now need to be able to have a sunset they fund our initial proposals for 1920 so what we're needing to do is get together for negotiations we realize that would be in order to be able to complete out the 1920 a year and then be able to move forward for that 2021 so that's our request at this point is just for us to be able to move forward to be able to do that okay I know that some of the stuff that ended up at the field office for the CSEA they can't go to the field office so he's having to do everything on his little phone because they hold anything back they don't let anybody vacuum in the field offices to work so all of their associations stuff everything that they did prior to March got locked down okay I appreciate that [Music] okay I just didn't see that asking about this and he said yes please go ahead so I appreciate that thank you so much thank you these update got a couple of items tonight our full-day kindergarten program our drawings are going to to DSA up to 19 so we're getting pretty close we're wrapping about or having our our contractor look over the plans so that it is input and we'll be ready to submit those on June 19 I met with the landscape architect today with my decided so they're working on figuring out where the ballot boxes are the main water right when they start looking around down in there and how they're gonna relay escape that there are the cool yeah so the kindergarten rooms are going basically they're going behind the kindergarten playground so they'll be down in that area that drops down behind were there where it comes over closer to my dream another red one if it's going to campus if you're looking face onto the campus you see kindergarten and then there's an open space that has like a round it's going right there okay it's going to stay up at the height of the current playground so it's going to kind of they're going to move a lot of dirt and builds a retaining wall so basically the kids from the from the new buildings are going to be able to walk straight through that fence onto the playground so it's going to give us a nice easy access I know it's the fence that surrounds the playground area it goes back into the nature center area which is where the buildings are going to go so we tried to get all that squared away and then tonight before you have a piggyback purchase order if approved by reflects is a modular construction company and they are the ones that are going to modular buildings they're not portable buildings modular built on-site and they look really nice they're going to manage the same the same book that the current buildings have that's going to be did and with our CTD application we are expecting to hear back from them by the end of June we did give some 15-day letters that cfw is helping respond to with some questions that they had it's looking pretty good for for us I think it would be best if we got one or two and with the bond sale we should be able to fund our portion of those projects so we should be hearing that they do about that the new school we did have marketing interviews yesterday and we had three of our seven firms interviewed and it was great experience we did pick an architect but they don't know yet so we will bring that their contract to you in August for that and then as far as land acquisitions go you know we are working on CV approval for that site and and after we get CDE approval we will purchase the property and we do plan on bringing you a land purchase agreement at the apt over Courtenay is a ton more than that so that's about it as far as the current projects we never did want to run through just a few interesting development of activities so in the last month Gibson Crossing is the is across Alberta Road from Walmart it's at noon area there that it's kinda by the storage area in fact a supply they pulled 13 permits which means they're getting ready to put their models in which means that's going to start movement there Westbrook is in the northern portion of our district actually within the stovepipe so after you get up to the top where where West Park and the current other roads those school districts are if you go around the corner to the right and up the stovepipe there's a section in there and they pull some permits they pull eight permits so they're going to be put there models over there in that area and then jmz pulled another 16 permits that's just in the last month so it just tells you that construction isn't slowing down the economy what's that problems JMC has been see resistance yeah so construction is kind of still still moving along just to let you know in this 1920 school year AMC's pulled 234 permits and 1.8 million dollars worth of developed reviews this year thank you finally do you really think those kids are going to never come in here with the best right and everything are they just going to res oh yeah they will once we get them here you know that went steady so we I talked to families because they all have my cards at the sales offices and I talked to those packets we have new information it's up there and then Craig and I have been up there multiple times talking with the realtor the actual person in talking about it and so yeah so we're doing the best we can some will sneak over but we're doing our best to show we can and Craig has done a great job of you know the most recent one sharing everything with her she was a little sorry I rate with Craig Craig waited until the next day came back at the very professional response that evening she sent a nothing I'm looking forward to being a part of the district so to me that was a win because usually I Mike we're never getting this one back in and he said to get it what are we gonna charge buses wouldn't miss this one we're gonna have enough buses and hopefully in August I'm going to be bringing you some purchase contracts for some electric buses that are going to be a screen to deal so I'm also working on putting in charging stations and I've got to update out for contractors put in 11/12/12 charging stations of the innovate mature and what believe we have a possibility of getting finding places online electric buses all of that we currently we have 13 routes and for every electric bus I get I have to turn into ballooning Passport because I'm getting a lot of money from the Air resource board to purchase these buses so we have an electric fleet we saw a gas leak because we saw some that would be outside of our typical bounds of electric so we don't want to send on a cold snowy day colfax for sports or fair river or whatever on a electric bus that they may not have charging stations they were we're stuck company that we've never built before we can start the school well we need to have we need to have at least 120 Tunes so where we are now if you remember what the bond presentation so we're entering a plea by the end of this month we'll start with purchasing or planning will purchase the property so it isn't in the mix and at that time line will be three to five years for completion and ready but I've been up there today because I've been up there it seemed like a month and there are people living across the street from where school will be already I mean physically living there was but one had a shuttle both of against whenever you haul and the other had people I ain't know how this could happen fast yes and I drove through actually today too and I went through an area where you know the homes are in process still and every single one at once I says so I've asked my past 40 homes that were not completed but that's all science knows now they provide if you it's gonna be a CEO homes and then so actually my next topic here is I I've been up in the JMC and if you go west you'll be at the top end of the Lennar developments over when our development is the one that if you go up why happening to the end and you looked across a little bit to the right you see roads that they're putting in you'll see block walls that they're building but if you go up to JMC and go around the back you gonna wrap around block there you go all further in there's earthmovers there's there's excavators they're working on infrastructure they've got paint groans back there we've got sidewalks back there and they actually are starting to have some pads shelling up with you know with the a little electrical wire sticking up so so they're getting ready these people for a bit so pretty soon too and that's that's 1200 hubs and then across baseline is another one our development that is an adult living community it's going to be 12 1250 homes something like that and they you know the ones that had all the road graders out there as you drove up little arrogant you can see it now they have excavators they have my 30 excavator giant excavators out there they're putting in water lines and sewer lines it's what smaller we get commercial fees from so that's really it except then they're also this is a big deal for for this one our community they're putting the water line across baseline this weekend so it's a it's like a 16 or 18 inch water line it's gonna it's gonna allow them to do their 1,250 own development but it's also going to allow as they go start to go down baseline it's gonna allow for classification to start you know do we have a sign up on the property future we don't own again we're dead we don't that's that question in October okay but yeah look we do have an architect on board we do have a site plan an additional site plan you put the site plan on that big board and you stick it out there face it this way to this development that way to that development show what's coming it's just gonna help you to get people psyched up about I was in school I had we just has to hit well maybe [Music] the questions I think like yeah the question was the question was can we look at re mileage just gave me here the property next to will surround [Music] and that is possible let me look at it any other questions great thank you that brings us to reports presentations 2020 month school year planning updates that used to go I start with me and that mr.

Dubey regarding some of this behave you got back with him regarding some of the projects that were going to be funded this year absolutely militants we may expand on that we will be taking this back off and discussing it but between the change in city administrators and then cope with 19 hitting there was a whole lot going on it's been a dinner rodeo for the city administrator he is finally starting to settle in a little bit more getting his swimming legs and we pretty much in normal daily contact with him so this will be taken up we just weren't anything was gonna be something that was going to be adopted in this year's budget we had to cut nearly 5 million dollars from this year's budget along and we're looking at a 10 million dollar shortfall next year so it was just can just wasn't gonna I was gonna fall on deaf ears if this was brought up in our budget talks this this April in May because of Kobe 19 and the budget cuts happening all over the place so you know it's it's there's a lot of good work that's been put forth and there's a need still that exists and we'll get through this and we will take this up again and get you some discussion on council about and hopefully incorporated in the experience budget but that's where it is right now I wish had a better answer but that with the budget cuts in fact when we adopt the budget we cut one point two million dollars that night from the budget itself so could I just jump in alley really quick and we received information from a City Clerk's office that this needed to be presented to City Council by the end of December that was forwarded to the clerk's office on time and we didn't get any additional feedback so in my follow-up with the City Clerk's office I knew that the council a city council policy committee was having some trouble initially setting up meetings but we were asked to forward it and prompting and asking additional questions I didn't get anything back from them till just maybe a couple weeks ago so I only say that we're asked to move a project forward and were asked to submit the information it should have gone on a council either in January or February far in advance of what was happening with coalbed okay well that's good to know and I will just take that with me and and there's that's unfortunate you know obviously you know during that time there was opportunity to to do what was was asked and this Commission did their part so all I can do is just apologize for you know not being taken up on our side thank you through the budget process within public services budget we continue to have funding for the City Council art gallery that it's just like now you're going to test my memory but like 15,000 or 20,000 a year for that so we're going forward with that and there is a small piece also in there for quote-unquote staff time if we were to hire another intern to to carry on the project with identifying art cataloging and doing signage there is a small piece of money in there for that so we did preserve those items going forward through the budget times right um that's really great to hear it does indicate the support of the council's work as well as the support of public services continuing to work with us and we counsel council person that you are continuing to work on this request down the road yeah I mean it just to be honest with you it has slipped through the cracks and I wish they didn't that which had a better answer for you well one of the things that's that's I mean this is incredibly uncertain times and one of the things that is always pretty horrifying is when you look at the big number the number of having to cut one point you know five million or five million or whatever it is out of the city budget but on the flip side you know the ask is extraordinarily modest even within those constraints and so I think the the Commission just needs to continue to work well with our staff counterparts and to continue to build credibility with the community so that such a request will be met you know positively in the future I think going through the motions of putting this document together and figuring that out amongst ourselves I'm in working with Lee to do it and having it forward and getting it time that's all important work that we've done that we can build upon in the future it's a little discouraging that we did all this work we got it in a time and nobody put it forward where it really needed to go but I'm glad it's continuing to have life through Welli and that we can bring it back to the table and give it new life next year hopefully we can do that in the right format and timeline again next year and on the plus side no one said no so we haven't gotten to know so that's that's also a positive thing yes great um any final comments on that before we move on to report from staff Oh all right next we have report from Seth and that will be brief as was alluded to previously their world that in within city government has been a swirl basically dealing with crisis as minor major and otherwise so we have no real report on our projects there were some attachments to our men our agenda that led me to believe you guys are really talking about a couple projects like the Allen Creek project as well as the first in Liberty Street is that related to something else or is that those were part of our minutes from March okay okay so then so do we have any update on the Yellin Creek project I know that it got some about dog and Great Muta Craig Craig your muted weird I'll give you a brief update we are divorcing the third from the construction so that there isn't a conflict as the to go forward there is a spot reserved on a retaining wall for the art and dis lection and teaspoon of the art can occur separately and be placed on the wall after the heavy construction moves out okay great and then the other item that I guess I just must have missed it in the other meeting the first in Liberty Street that's a DDA project mostly streetscape type stuff we looked like benches and things is there any specific public art projects or just enhanced design of the benches and things like that I can't speak to that that was going through the DDA so I don't know exactly what they have conceived for it okay I'm not sure how we get our information about the DDA of projects I know that there was some money's allocated to the Arts Alliance recently for a project I did reach out to Deb - Deb Pollock who is the head of their signs to come present at this meeting do not hear back up sir she's very busy right now but I don't know I know David you were meeting with the DDA for some CIP related stuff I don't know what our channel of communication is when they have projects kicking off that have public art involved in them how we ensure that we are looped in or part of that conversation David your Munim there sorry about that the process hasn't worked very well so far the the first first Street streetscape was part of our one of the items that were identified in the CIP the City Council kind of approves it that they don't have any control over the EPA spending so it doesn't really matter if the cedilla approves it the DDA has been very supportive as you know on public but trying to make that connection and figuring out how we would incorporate it has been a challenge benita is somewhere in the paperwork I was looking at before the meeting had a report about some things that they hadn't set aside to do this there is I mean maybe Vanina we can Justin by Amber to come to one of our upcoming meetings and do updates as it pertains to public art related or public enhancements at our sites most definitely yeah I was just really interested in it and you know that their projects and things they're doing I know they are highly supportive of the public art projects and they might be the only ones doing any other than this Allen project would be bored this year so would like to stay engaged with it great alrighty so then we will move on so I don't actually see on our agenda we had talked about adding to the agenda which we could do it somewhere within these working groups that we had recently asked legal to give us a finding and whether or not commissioners and our public art commissioners could professionally be a part of calls for art within the city and then we had gotten word back that they could not and then shortly after that we lost Mary from our Commission who we miss dearly she was a great asset to our group and I think having artists a part of this group is very important to us and especially artists who have experienced within the public art realm and tying our hands in that way seems very limiting and definitely debilitating to our work so we just wanted to push that back into legal and see if they could relook at that and potentially give us some more feedback or if they had questions for us because you have some dialogue to potentially remedy that so that we could have commissioners like Mary people's are I will speak to that Bernie's opinion was pretty firm that a person bidding non-work or proposing work for the city cannot be in any of the chains of approval or review of that work it's black and white we have a conflict an ethics policy conflict that the city attorney looks at very carefully Deb um I just wanted to say that there are a couple of things that I would like a little more clarification on as firm as the city councilperson was first of all conflict of interest at least additionally in the state of Michigan has been very broadly interpreted and he evens dog gone so far as to separate spouses who shared a mutual interest from each other in terms of conflict of interest second I now don't understand why recruit --all recusal would not have been sufficient under those circumstances and allowing them to move forward with a project but not having decision-making as far as that particular project went and the third piece that I'm confused by is that considering that the Commission is primarily advisory and is making recommendations and can disclose conflict of interests ahead of time which is usually all that is required I don't really understand why it would have precluded her from continuing on the Commission under reasonable and disclosure there disclude disclosure circumstances so I actually believe that the city attorney while in looking out for our best interests considering the advisory position of the Commission considering the broad conflict of interest recusal process and considering that everything has to be approved by City Council anyway I am concerned that we might want to need to look at this again Daniel looks like you had through the end oh yes I agree with Deb and I can totally understand given the bylaws written as they are now can only be interpreted the way the city attorney did that one other point and I agree if the city attorney can find a way that what the result is is that we've lost a very good art commissioner she wanted to be on she wants to be a part of this kind of decision-making in process and and adding sort of her knowledge and her voice and she's been very effective in doing that we've lost that not because she doesn't want to do it and not because she wants any kind of special deal just because it would really preclude her from earning a living so I agree with Deb and I don't know how how that would work out one thing I would like to add is in the ordinance not only does it say that commissioners are precluded from bidding on that but it also holds them back from doing anything for one year after they resign I think that's particular odorous and and it really does punish as a personal example fievel's who was trying to earn a living and we I think should care about that and I'm wondering if that could be sort of adjusted so it's not it's not one year I mean that they you know so I add that to the list mister Hoopoe if you could possibly and Allie I don't know how you feel about about that but I don't think that would diminish the effectiveness and as Deb pointed out we are an advisory group that that particular bylaw was put in place when we were principal advisor for a multi-million dollar art program so things have changed however lawyers are lawyers I just I had a discuss with Mary and I told her that I would advocate on behalf of that change if it would be at all possible you know work we're punishing her for a year after she's already left so that's all like yeah I'll leave your hand oh yeah I know it's it's really troubling to see that somebody being punished for giving back to the community and you know it's it's obvious we all know Mary very well and we don't feel like this is it's not the spirit of what is being being addressed and you know just be a recusal should be you know a pretty powerful tool and you know the additional one year of prohibition after serving is just it seems to be extremely unreasonable so and I you know to be honest with you was my conversation with with the Commission on this I missed the last meeting and we haven't had many since Kovac so I have some work to do on this Commission obviously and this is something that I'll take up with mr.

Wilson I believe has something to say I just wanted to thank everybody who had anything to do with our graduations I got to watch them I know it was at the beginning of this like cycle so it's been a while for us but they just turned out so great and I just want to thank all of you because I know especially dr. Foley on how much time and energy you put into them and I just appreciate it and they turned out really magnificent our administrative team and our H CPA were amazing this was truly a Haley United leadership effort and proud of everybody so thank you for that mister we told it I would just like to say I've been gone for the last three months and everybody doesn't know well my my sons came down with the virus our family experienced this personally he was a healthy 28 year old no pre-existing athletic and he crossed paths with somebody in a supermarket we nearly lost him it was an intensive care for three weeks and when I see sit when you see statistics on television and you do not have a clue what it's like for us as a family to go through when your child is an intensive-care and you cannot go to them and you cannot do anything and just I can't thank everyone enough for the prayers and kind thoughts and people we're sending their way but it's still not over with you still can only walk a block now he's still taking steroids trying to build up his lung capacity so so this is a very evil virus and just because you cannot see it it can strike any one of us and I just want everybody to understand is be safe out here please please please be something because thank you thank you for sharing mr.

Berger is gonna make his way up and I just want to say this Mike makes his way up there at alert are you gonna go there laughing that's right yeah while Mike goes up I just want to say that there's a lot of conversations about the coming school year there's a lot of uncertainty there's many guidelines out there I just want to reiterate that no decisions no final decisions have been made we're having a lot of conversations based on those guys out of what what it may or may not look like and our philosophy has been and I'm going to take this at a page of mr. Wilson's book or Tresckow says we need to be nimble and prepared for what we have and so that's the core espect we're looking at so we're spending a lot of our time this summer and even spring trying to figure out what scenarios what could it look like and be prepared rather than just waiting and trying to let it happen to us so with that I just want to reiterate that we do not have there's no final decisions we plan to come back if there is a situation that is unique it's not a regular everyone comes on back we'll come back with for sure with the board to stay here we didn't have improve that we're not just going to implement it we want your approval and understanding of it before such time that we quote implement so with that I would give it to Mike but I'm not going to give you this so that Jeremy and mr.

frost and push for some reform here because it's drain brain and it's it's it's creative you have your hand up I just wanted to say that I think that this isn't in the end about Mary specifically although Mary is a prime example of what we can lose by not having this this sorted out properly and so I just wanted to say that that while Mary is the example that we're using it's not about this specific commission member it's about the ownerís level of stricture on commissioners that makes to me makes absolutely no sense BAE on what the Commission does how it operates and actually this is this may indeed be in excess maybe an out of the city but in excess of what even the state of Michigan might require for this kind of position so I'm just I feel adamant about making sure that we are reasonable for a volunteer unpaid Advisory Commission position and how we how we treat our commissioners as it relates to their expertise their positions in the community and their possible conflicts of interest and how we might address them and I dig we lost another Commissioner maybe the same reasons I'm not sure David's then found it difficult I'm not sure exactly why but you know just I just wanted to throw that out there so yeah I agree it's not just about Mary but it really does exclude a lot of folks from being you know giving back we hear you're loud and clear what's what has the opinion that the attorney rendered is based on your bylaws we will gladly invite Chris for us to on your meetings talk about routes forward yeah yeah because if this is as simple as a bylaw change we'll make it yeah yeah Sophie yeah I mean it's it's not a very large large town in terms of the number of artists who are involved in in that might be public art you know most people probably might do it once in a few years if it's also someone who does have that expertise it's a shame to exclude them it's really confused about the judging thing because I thought one of the things was is that that Commission's didn't do any of the art project now generally at the rate before recommendations for the pieces goes forward to City Council it does come to our body to put forward to City Council in general we've out of the position that we are reviewing a process that the art was selected not the piece so even more so we're not saying that's the right piece or the wrong piece we're just saying they followed but we hit recommended as a process they put it out to public they included the public they you know they use whatever all of our things that we recommended to put that forward but I think that is the one time we do touch that process very very minor recuse from that one place right and that's what we're suggesting she could just recuse from that conversation and we'd be good John just everybody this is a vestige from the old Commission that was that had eight hundred thousand dollars coming into a fund that we sat on task forces and we chose it so it might not have been smart to do that but that was put in place for that particular process the percent for arc and and and they did it pulling from best practices across the country so it was smart however we are not that same commission and that we are now advisory and unintended consequences is Mary thief ills and possibly Davidson yeah I think so I think when it sounds like we'll have Chris come to one of our meetings so we can better understand the bylaws that have led him to this decision and how we can change those what that process will look like so we can remedy this there's noone any questions before we move on to each of our little working groups if we have a feedback yes okay so are we assuming that Mary won't be able to come back on to the Commission and does that mean there is another opening or are those two things not the case so there are two openings currently and Deb and I as our working group will report we've been working on filling those however if my understanding is we could have more than what we're filling and so that if we fill those two spots Mary wants to come back and allowed within our bylaws and the capacity that she's happy with if she could do so Greg you had your hand of them yeah I just wanted to emphasize that no way did the Public Art Commission say that Mary could not be on it that was her choice to resign yeah but that report we got saying you can't have this conflict of interest was pretty blunt yes yes well she couldn't be on the Commission she could be on a commission but she just couldn't bid for that project and be on the commission yeah okay so working groups looks are the first working group on our list on the agenda is business owners and developers we have no report at this time the design review board meetings were canceled okay a CIT working group nothing to report at this time Hey Communications and public outreach we have nothing to report donations and our placement we got a donation we already reported on that so unreasonably met but we've had Deb and I are on that group and we've talked about how we're excited about the current donation and how it may leverage the ability to do some more fundraising now that we kind of had this as an example of how folks in the community can give to the public art fund sometimes people are reluctant to give too directly to the city because they're not sure how those funds will be used but this allows them to do that and still give to public art so we're excited to sort of leverage this donation and see were able to potentially raise more funds that Leadership Forum I don't think we have I think David had a question oh sorry I was just going to ask relating to fund raising Craig and Vina do we have a way if we got smaller donations that weren't you know up to the level that we were putting them in the Community Foundation but is there a way to segregate those within the city so that they stay applicable to the public art Commission acted I'm pausing because this questions been asked before and I'm trying to remember the response donations to the city would generally go into the general fund and there would not be restrictions on those in the general fund but I can ask the question again and refresh my memory with the answer is to get donations then they should be willing to put together a wait for us to use them the issue is a restricted fund is a unique creature in the municipal government and I'm not even going to try to go into it because I don't understand at all providing the money to the Community Foundation to the art fund does ensure that that's where we'll end up in our project Oh John first I think it's really smart of what Deb and Alison have sort of done as reestablished the reissue with the Community Foundation this donation that we've received is now going to the Community Foundation it's actually earning interest so it's in endowment we are using the money off of it and so that I think it might make sense that we think about donations as outlined in the ordinance being situated at the community phone through this public art fund particular donor once go ahead Craig I know one of the the things about donating to the Community Foundation is there's no question about it being tax-exempt and having tax credit that's by far I believe one of the reasons that donation went to the Community Foundation because it doesn't require any acknowledgement from the city as to how it would be used and whether it would be unattached and struggling forward I'm not the accountant but it would be allowed to be a deduction on the givers taxes so we're still working through smaller donations I I will say that when you know we look at the history of that endowment there are lots of small donations that make up that entire fine so I'm putting in small donations and there is a bad idea it would be fun and exciting to have a separate place that we are following some smaller donations that we could use readily because as we talked about the endowment can only and hopefully Craig you can dig into that a little bit more and see if there is a way to have a designated fund within the city to do that's all right this is uh this is just an aside but years ago I wanted to make a donation to an animal shelter that was run by a municipality down river my they had taken in some cats of my cousin's after she passed and I wanted to make that donation and they indicated that they were not able to take a designated donation but what I could do is I could purchase a gift card from a place and purchase and then they could use that gift card to purchase supplies or food or something like that I only bring this up as a yes it is hard to do designated funds in the city and yes there may be workarounds that we could also explore and so I'm just putting that out there Craig as there may be other ways that we can accomplish this that are a more direct or reimbursable kind of piece it creative Craig alright so the next one after fundraising is the Leadership Forum we met probably just before all this went down and made a nice little list of people we are going to invite and we but we are still working towards having that group come together nominating and membership new commissioner application updates so yes we just briefly touched on this we have two openings for commissioners we have two applications that we spoke to the mayor about last week they will be going forward to City Council when I say it's July I want to say fourth which is absolutely wrong but like the first meeting in July they'll go forward so hopefully we will have two new commissioners joining us at our next meeting policy and the governance we haven't met I think that's just you and me Deb well it sounds like we might after we speak with the city attorney there we go a special project so I do believe you guys have an update for us we do I think everyone received the the workgroup report and it focuses on the golden paintbrush award last meeting the Commission recommended the workgroup would explore how we might be able to reinstitute that we've been meeting and this happened just before the pandemic and so we've been meeting online primarily and we have three documents submitted to you tonight for your approval that would move this golden paintbrush award forward as background the the golden paintbrush award was a given award given by the city organized through the art commission since 1999 you have a list of all the he was gonna say recipients I'm pretty sure all the past recipients yes the list of all the past recipients I'm sure the winners of the sticker contest in the meantime o'clock okay so I don't know can I do a screen share you are not a co-host yet but if you hold on a second be able to make you a toaster that you can do a scream chair it says your co-host John alrighty let's give it a shot here yeah are you seeing that great okay so this is going to be more visual than informational they have submitted the contest submissions for the designs and the people have voted and spoken those are some judges and such so here is K through six these were the finalists there and I personally felt like there should have been an honorable mention also maybe for the squirrel like that one but as we go through this is the winner for K through six there Sylvia last name being covered by this other item here so we had to board from Bach elementary and then we have our seventh through twelfth grade those are the finalists there Marcella Passos Matthew yay Lela Williams and the winner Marcella pathos very nice design there and the final citywide finalists there selena chased eric up geez Jenny Williams Katherine Loomis and the winner being Erica cheese and that's the citywide when are there and there's a picture of some of the lovely people that work in our City Clerk's office and remember to vote in November not only to get a sticker but also to get a sticker so there will be an announcement of this I believe also at upcoming City Council meeting as well thanks so much you know if we vote be a male can we still get a sticker oh yeah people definitely ask me that several times typically the have them at City Hall or you can just stop by a precinct and they should be there as well all right I think you get electronic sticker if you know white is fun I really like them I think the final designs are really great I think that was a pretty awesome contest thank you John for keeping else a part of that whole process for sure yeah I think it came out great and it's good it's the city program that's moving forward and has funding and support and everything that involves arts I was really happy to be a part of that and I salute folks in the City Clerk's office for making that happen as well and all that all the entries as well so much I think it was it was a great idea and it worked out really well even though I'm a little bit sad about the squirrel not winning that's what I think honorable mention should be definitely in there for sure do you know is this the first of many of this type of contest or if they're thinking about doing it again at some point I don't know anything for sure but it seems like it was successful and it went well to the point that definitely folks in the City Clerk's office would advocate for doing it again I certainly would do you know how many people voted on the works I don't have that information off the top I apologize it would be just fun to know how many people participated in the voting process and I wonder if their contact information is something that was tracked by the city these are folks who are obviously interested in art auction of art so potentially a good group of people for us to communicate with potentially generally in polls like that we don't track who is doing it unless there is a reason to do it for Geographic is let's say you're voting on a location on a street or something like that we didn't we pretty concerned about folks as privacy and identities except makes that yeah I think I think it's probably fair enough not to track people individually but it would be nice to know the numbers and then see if we can increase those numbers if we do it again for sure the main contact person at the City Clerk's office so I worked on with this and some other projects in the past his name is Kelly Bedi and he's been super helpful and very responsive and so I think I can get in touch with him regarding some of that data well as other folk on staff great John you're back with us I am so are we still talking about the golden paper brush award weed while you were gone we talked about the sticker winners I see a lesson on that so and I actually were just wrapping that conversation up I believe I can talk back to your own presentation so we are we are proposing that anybody can nominate anyone an artist can nominate themself it would be an online forum and we have given a draft form that we have also created frequently asked questions and these nominations would be collected over the course of the year and sometime in August the art commission would assemble a panel of judges nobody on the art commission would judge and that this three panel judges would review all of these and we have recondite area that they use basically creativity and craftsmanship 50% civic engagement 25 visibility and sustainability 25 and you can judge from the past recipients it was away at the end of promoting an elected public art events that then the recipients were recommending no more than three would be would be designated a recipient of this golden paintbrush and certificates would be dependent on the judges whether they wanted to give one to just the artist that created it another one to somebody that funded it that would totally be up to the judges and they would be presented at a council meeting sometime in the fall so that in a nutshell and Sophie and Peggy is Peggy sir not and David do you have anything to add this is David I don't have anything to add I thought you did well and I think the paperwork was fairly self-explanatory I just want to thank you Jen oh sorry I just want to thank you John you did a great job on that we were he was working we were working on this in the midst of the coab in nineteen and he carried a lot of the weight with it so thank you thank you going forward you know I would I would like Peggy and Sophie if you're willing to kind of co-chair this subcommittee going for so your task would be to if this is approved by the art commission would be to assemble those judges by August collect all of this and we're recommending that Alison be a part of the facilitating help the judges sort of sort through it all and and come out with at least three winners so I would like to make a motion that the three forms the guidelines the FAQ and the submission form be adopted by the Art Commission and with a recommended date for the fall of this year so I have a question you mentioned that there would be over the course of a year people could nominate people for this correct but then you're saying a couple months from now we would be doing this election well we like I have two that I'm willing to nominate right away you know but we're the only ones who know this is even an opportunity so I really limited to whose nominating it could look kind of enter like we're just our own group nominating people and putting this forward it's not as community oriented it as I would as it seems like it could be and I would like to see it be human yeah I would assume that this should go to Council for their by instance that would really be counseled who would actually be giving these out at a council meeting so it's not like it's something that could start right away on our approval fair enough okay so I mean you said August so are we really talking about August 20 21 well if that's the consensus I'd like to we we have documents that could start the program Sophie and I think Peggy if you're willing to co-chair and what's the date you know we want to set we can set whatever date and and you know maybe is out really still here you know do we do we do we think that it's just too soon and too chaotic to add something like this for the Fall and if that's the case maybe we do it for next fall Deb has her hand up I just to sort of clarify and this is this is fantastic I mean this is exactly the kind of thing that would fall under promote awareness of public art right I mean it's exactly in our wheelhouse and because it's in our wheelhouse I do think that we have and because there was never anything I think that got rid of the golden paintbrush it just kind of you know fell into dormancy I don't think we have to ask city council anything about reinstituting the prize or awarding the prize or going through a process with the prize what we'd mostly just be asking them for is that we that they give us space in either their presentation or their public commentary period to present them publicly through the City Council at the time and so I mean if we're making the award I don't think we have to ask them for more than that and I'm just looking for clarification about this well I mean if you're looking at me you know I would have to ask questions but I you know loop in the mayor many because the the proclamations and runs the meetings and and I think having his input on this with would it be helpful and I can ask others but that's that's all I say I would agree with you that you don't need our permission other than if you wanted to have it placed on the agenda that's gonna be back we we don't have to do it in September it could be done in October November why don't we do this why don't we accept these documents and get Bonita to figure out how she can put this forum on on and all the technical and have Sophie and Peggy figure out how to move this forward and an appropriate time and report back at the August 15th which would mean we proud we won't give one out then this September but it could very well be it doesn't you know it could be December it could be in January it could be it could be you know it doesn't have to be necessarily on a particular you know and in the fall these awards are given out the historic district commission gives out awards in the fall you know I mean the council sets their hours and hours of having people come in and get awards so the fall is kind of an award season we might choose a different you know January you know we give give the awards and then but just to move it forward if everyone is happy with kind of the documents in the verbage that our group has recommended let's just approve these let's task a Sofia Peggy with working out the details and report back and our August 5th meeting okay so I would say John has moved is there a second David great any further discussion oh I forgot to check whether my name was spelled correctly but if my name is brought correctly then yes I think it was not actually in one place there are a couple of old typos we grill a gr il le T oh I'm sorry my apologies I add in the extra I I will make sure that well none of the documents includes any of our names it's the report so the documents just talk about the judging process the criteria the FAQ and the nomination to be in three different groupings and so I don't think there's a problem with your name there Sophie sorry alrighty all in favor hi any opposed great documents are approved to move forward so Peggy and Sophie you turn a torch exactly yes I'm excited to see what comes of this the final workgroup that we have on our list is the youth outreach group two guys have any report Frost today that was mostly the sticker design contest so not much else going on yet to report the next agenda is special presentations which I'm just getting out of zoom was a special for me without further ado I will adjourn us oh oh yes I always forget this part does anyone want to share a little piece of information or before we go I saw Ali's hand go up yeah thanks I just I just want to say you know sorry I've been a little m.i.a and it's good to see the the Commission back it's one of the more pleasurable ones to serve on and I'll be working on getting I got it to-do list here in front of me and I'll get cracking on this so make sure we come back in August we have at least my business taken care of I appreciate the work that this Commission's been doing and in light of everything and keeps coming back at it and Jonah appreciate you you and others who helped with the sticker design that was a great presentation and looking forward to talking about that on Monday and you know anytime that we can come to Council and offer an award or bring some good news and show what this community has done and is doing is always a welcome part of council so don't feel that you have to work around our schedule bring bring that good news and bring those awards as you see fit we can stay for a few extra minutes but the good news I appreciate you as well thanks so much thank you yes Sophie I've just been enjoying all the probably getting quite faded in the Sun from forget the official name of it so there are some really lovely pictures in town but also there was an interesting sculpture of shakey Jake in one of the shop windows I don't know if anybody saw about it it's really rather remarkable I don't know who did it or why or anything but it's very cool so if it were on Main Street did you know where did he see it anyone did you see it yeah that's Stefan he's a fifth Ward resident he's been doing most wire sculptures for years he actually used to have a policy of making one for my employees who were here for a year or longer and he would make them a sketch sculpture but yeah I think it's in a moveable I'm sorry peaceful Kingdom yeah yes it's been there for about a year almost I'd say it's been it for a while do you see things now yeah yeah I'll let the art teachers know yeah youth art month went on for three months good though the shaky Jake wire sculpture had been in the store there for years I think they just moved it after the store closed they moved it up to one of the display windows I lost my connection before you started Jonah your presentation on the stickers they were awesome they were absolutely awesome I absolutely loved it so and I had my favorite and but kudos job well done yeah that's an example of a project that came to us and they were you know had some ideas and I think that we potentially pushed them to broaden that project include ages they hadn't originally thought about so I think Jonah Peggy push that forward a little bit at that meeting I remember and you guys should be proud of the fact that we had an impact it was exciting I like to see the project go along and there was a one of my colleagues and our teacher from bright who was on the judging and she really enjoyed her experience so a golden paintbrush nomination right there Toby I just had an idea for future of a golden crayon for the youth section oh that's so cute I love it your co-chair so bring it make it a part of your report hmm all right well with I don't see anyone else raising their hands so thank you so much all for coming and contributing and it's so good to see all your faces please take care and see you all in August

Glover thank you I echoes the sentiments of both of you and the high school graduation was great and I agree we we have to be you know it shouldn't happen to happen to you to give to have a concern for other people and and I think that's a lesson we all could could learn and so on the way here I was just reflecting and I'm gonna take a little bit of time but hopefully not too much about what a time to be on a school board all the things we've been through in the past four years and just the events of the last two weeks I feel like you know here we are again I remember when red forehead started and there was you know a roomful of very nervous people of staff members and thinking about people looking to their leaders and I remember that some districts were eerily silent out of fear of rocking the boat and if it were left up to them nothing would have changed and because of red farad we've seen great changes as a result of that movement and I will forever be proud of this board in our administration for not being scared at the end of silence at that moment but I feel like we're also at another one of those moments so I just want to take a minute to let people know that I see what's going on around us and like so many millions of others deeply affected by I have a son in Minneapolis Saint Paul that goes to school there so he knows the area the people the community the police we've had a lot of conversations very heartfelt and you know I'm talking about the peaceful protests that are going around around the world right now galvanized by the murder of of George Floyd and so you know I just wanted to reiterate I'm a citizen I'm a descendant of immigrants I'm a husband I'm a father I'm a teacher but I've been listening I've been willing to learn I'm willing to lead I'm willing to grow I'm willing to change and I am committed I'm telling you and everybody who happens to see this that I am I'm committed to doing more that's that became the message that I'm getting is everyone has to do more and America needs to grow and evolve as we have since since the birth of our nation we need to be actively more inclusive we need to be anti-racist and thankfully we live in a place that as a system that set up or we can mature and change if enough of us decide that it is time to change and every time as a nation that we've been more inclusive we've gotten stronger allowing non property owners to vote allowing women to vote or on people of color to vote eliminating poll taxes letting 18 to 20 year olds vote standing up for human rights standing up for civil rights we've gotten better and stronger and I hope that through dialogue that we start to have these difficult uncomfortable conversations that we need to have in order to grow stronger and face the current realities in which we really all do live an American public education that beloved cornerstone of democracy that I always talk about is it has been the envy of the world for many generations because on its face it's open to everyone so once again public education will be needed to help fix what's ailing us and I don't mistake criticizing the status quo as being unpatriotic I would argue that working to make the country a better place is very patriotic very necessary work and it's one of the principles upon which this nation was founded to form a more perfect union it didn't say we were perfect so it's going to be teachers that's why I wanted to mention it here it's going to be teachers that are once again being asked to do more and rising to the challenge as we've always done which is what I wanted to mention it here now today and so I hope that people teachers students will look into their hearts and into the eyes of their neighbors and decide that yes can do better we must do better and black lives do matter it's it's hard uncomfortable work but it's worth it and when of our teachers never been afraid of hard work what did we do over over the course of two weeks we retooled an entire industry to to deliver online instruction we did that so we all have to rise to the challenges and the promises of American public ads so that's why I knelt during our moment of silence and I felt compelled not to be silent on this issue today and I'm glad Thank You president Kaler for saying something and I just sincerely hope that my colleagues our teachers our students our parents in our community will join all together in this fight for justice Thank You mr.

melodic can hear you I'm just real quick though what I read today they remember computers and everything else they just say go for it yes so there's a lot of conditions on that right now they're saying go for it but like 25 percent capacity there's still restrictions with it it's really open and that's part of the planet Michael shares we're looking if we have to open partially or a social distancing or whenever that may be what could that plan because we still have almost two months and if you go back two months from today things have changed rapidly so we have two months we have and I'm going to propose that we get together the third July and third Wednesday in July that still gives us five weeks a lot is going to change in five weeks so we're just trying to get our plans and orders so when it comes we can get it communicated and we can get it in the Linnet but without that tactics I feel like we'll be behind the 8-ball mr.

Glover beautiful sentiments as always thank you okay we are going to move on to consent agenda items I move that we approve consent agenda items 5.1 through 5.10 comments questions and concerns I have one question and then well I have a couple of questions dr. Thomason I think I don't know I I on the in the vouchers we bought some math curriculum can you please let us know what that was for [Music] president K times the board the math cooking that we're looking at was a math curriculum purchased for our gifted and talented program dr. Foley has more information on that too but it was for special programs throughout the district for our gifted program the Alex on that was on there too and Alex is a computerized program that we have with our math adoption that we utilize that our upper grade levels did you ask a question or did you kid did you question I mean was that an answer or did you looking for more safer come back after but I wanted her up I can provide additional information okay so a couple a couple curriculum pieces on there so obviously we have core programs and we have supplemental programs and sometimes there's curriculum realignment and if there's a gap you identify as supplemental for that so what you saw on the Aleks was an important one because Alex was one of the and you sought for 612 you saw that that was something that had been in part of the original it had been something that would have been thrown in with the original or purchase that was being utilized and sometimes free things end up being well used things that become a core part of our of our curriculum our supplemental curriculum we monitored very closely this year knowing that this was a heavily utilized resource the usage report of that to make sure that it was yielded outcomes it's the kind of the online supplemental part to this I will tell you that it is ideal that we had this particularly as we transitioned into more remote online individualized learning but again this was a heavily utilized resource that was worth continuing as a supplemental there's also some realignment going on in the gifted and talented program to ensure that we have enriched opportunities for all of our students across that we'll probably that will be one of our updated presentations for you in the near future but this is the curriculum that is supplemental to that alignment that is being used for those gifted programs across the district an update for us as a work-study in the near future okay usually that's what I guess was my next questions usually comes before us and we have a little bit more information Alex I know in the peep in the previous that did come with our brief and we always knew that it was probably going to come around and stay because it was such a great asset to our math program yeah so difference between your supplementals and your core program so when we do a core adoption program there's a tight process with procurement that involves reviews committees and a 30-day review supplementals are a little different and they don't go through that same process but there still is a curriculum review and there's sort of an addition to not a part of the core process so those are supplementals to a supplement the core that go through a different process so we can easily probably also do a nice update in the future if you'd like to on the processes for our supplemental and our core programs particularly as we embark on our adoption for science and implementing a I'd be our first core program that we will use a new process with it's very tight and aligned with procurement very procedural so that is something we worked on this outlining this year and cleaning up our getting clarity for me coming and new and in curriculum what are our core what are our supplementals what funding sources do we use what is our cycle what is our processes so and dr.

Hogan earlier than expected it's not as easy as it sounds but doable she wants to enjoy the last half of July and not have to worry about going to set up a classroom or offer to be part of some district PDE that she's presenting but especially know that she had she wasn't she won't have to work on her birthday July 31st ever again sleeping in with a smile on my face on the first day of school well all of a B USD is at work no long-term plans for retirement spending the rest of my life with the love of my life Tom I'm sorry spending the rest of her life with the love of her life Tom going shopping for that new RV and traveling all over the wonderful country with her hubby sewing quilts gardening and actually having the time to do genealogy all day watching and spending time with their children and seeing how they grow and how their lives unfold in the coming years we will have a wedding to celebrate soon and that will be a wonderful party and of course if you know her as soon as Disneyland opens again she's there along with the trip to Morocco Laura Rozelle most significant accomplishment personally one of her most special accomplishment is helping to raise eight amazing kids who are all now who are all wonderful kind and productive adults with families of their own and education she would say one accomplished that stands out as being an avid coordinator counselor for the past 14 years and taking part in leading this her school site ought to being a distinct native avid school-wide site of distinction as well as becoming a staff developer for avid in the summer time when she's involved with training new school counselors she thinks it's pretty remarkable considering that the first person in her she was the first person in her family to graduate college and that she used to be quite shy and afraid to speak in front of groups this speaks to the power of education and what opportunities it creates for all of us funny memories some memories include the thing WA not being thing one on dr.

Foley prior to you coming back there was a lot of discussion amongst the board on what was supplemental mr. Glover was probably dying to comment right now so I'll hand it over okay well yeah you know that's one of the grotesque things about textbooks companies is they do give you stuff for for like three years and then you you you do have to just say like oh this is gonna be an ongoing cost until the whole the next adoption I don't love it it's it's part of this this game but I but I get it but we talked about we have talked about supplementals and and what's the other word core core content core stuff can we we've talked about putting those a list online and I'd like to maybe take this time maybe can we shoot for October here's what I'm thinking we do know what math is we do know what ela is I think we have a good sense of title probably and then maybe some what was the other one Oh gifted I think and gifted so maybe start to get those online by October because what what what bothers me about like Alex's teachers get they get used to it and it's you know a hundred thousand dollars okay you just assume that that's gonna that's a hundred thousand we can't put towards health insurance or salaries or things like that so if there was a list that they can know and they and then dr.

what unique thing about Deanna Palmer she talks about early on in her career she was a teacher without a classroom she taught in work rooms as she taught in the speech bus apparently us that was used I wasn't aware of but that was a classroom for her the one thing she talks about is she taught in an area that called it was called the nook because there were nooks and crannies that she always went to teach that was where she brought her students but one time in the Nook their way was part of a I believe a teacher's lounge or something that had a stove because one of her students made his way around behind played with some knobs on the stove and resulted in a fire drill for the school that may have had more truth behind it was actually there it's ironic to her one point she makes that her very first year teaching the big news in education was that Apple computers was donating one of their new computers to each public school in America and by her last year of teaching her entire educational delivery system was online for the entire fourth quarter Hewitt from getting one computer in a school to finishing a career hundred percent online most significant accomplishment she started with a be USD for the 8485 school year as the first and only teacher for the new bilingual individualized learning program she served all four schools Mojave Mesa was opening that year she grew the program for the next 30-plus years watching the district grow and become a unified district and the population of English learners grow from 54 to about 1200 she's taught almost at almost all of our k-6 and k-8 schools and taught over 300 of our own teachers when they were required to take the a/b 29:13 course to comply with siddhaye and eld certification she's taught English to a few hundred parents of our students and she's taught three generations of a handful of families when she accepted the position with a V USD her intention was to stay here for two years just long enough to get a good start on her career in education she never dreamt that she'd be here for 36 years and spent her entire career one district her immediate plans are to be able to visit her grandchildren in Washington State and Arizona much more frequently long-term is still being formulated she's waiting for her husband to retire and as she calls for her cares for her elderly parents at Apple Valley letter said is to come up with what we're calling the playbook which we will present to you in July but more more closer to the school year so that you can pick which option we're looking for or which option we will build with the three right now that we are looking at three different plans plan one is just come back full time just as a normal school drew so we would come back in regular classes all activities everything would just be as normal plan two would be looking at if there is some type of a social distancing ordering place where we would be coming back and we're calling that the hybrid model so with the elementary school about ESS 4060 model you split the school in half it'd be two days a week for half the school so for example Tuesday and Thursday they would come the other kids to be doing distance learning during that time the other half the school become Wednesday Friday the other groups will be doing social distancing Monday would be for teachers to not only plan to distance learning part in their curricula but also have online meetings with students small group discussions with students those kind of things Carstens the junior high would be on a six period day so that they could split it equally between those two and less than those the class slows down and the high school would be on there ain't period AV but again split it in half so really they'd only be in school one day a week with distance learning the rest of the names again that's if we're in a scenario where we where we have to do that or were that's kind of a necessity to do this little distance apart they've planned three is it for whatever reason that the county or the state go back into a shell someplace we want to make sure that we are ready to go with a true distance learning virtual learning format as organized as possible again we're hopeful we don't have to go into two and three but if we do we want to make sure we're planned up and we're ready to go on the drop of a dime we don't want to be palpable a fluid in case one of these things scenarios happen too we know based and we also have a impetus state option for our families as well we set out that survey about a month ago and it's pretty much split 50-50 50% flexi 47% want to come back full-time regardless of social distancing the rest are are hesitant either they want social distancing or introvert and true independent study in the comments that comment section ranks for look we have we have people going through debt medical conditions at home chemotherapy things we don't want to put our kids at risk so we need an independent study option where them our kids don't go to school we're ready to the other side miss woods just get them back this is very difficult from a mental health perspective on my kids let's get enacted by this week so we want to make sure we have options for all those families so regardless we'll have an independent study option available even if we're back whole time k12 independent study option open so that those families who are not feeling comfortable center gives back they still have an option to get their education that is and then obviously we'll also have home and Hospital for those are really you anticipate especially in some of our populations of students that have IEP use we have something for you medically right now kids or on the hospital numbers make it up a little bit so we're pointing for that as well that is kind of the nutshell of what we are planning I can see if the fourth scenario just out of necessity so let's say everything's cleared everything's back to normal sporting events are back up and they say go back to school especially if you have a kid and risk group you mind just say no so I almost think one farad realistic scenario that I didn't hear would be where we're back full-time but due to kids and different risk groups we would still need to provide them with the distance learning even if everybody else is back and you kind of mentioned it but I didn't hear that as part of scenario to scenario three so there's scenario 4 where we come back full-time but due to the kids that are in risk groups they have the option of distance learning so we have in that first octant we're all back taxes first and second option we have a true independent study where they would use edgenuity which is an online program the advantage to that is that secretary level is are a 30 compliant courses which is fantastic so they are still prepared to introduce the ETSU system we got having more fun at virtual learning the same basic thing is a distance learning option as well and if we're exploring how that would work when we have enough FTE to do that one of the things that we've heard repeatedly in the parent survey was the distance learning as we're doing was not effective but they needed they needed more and that's where edgenuity is more of a self-contained program but we were yes we are looking into it so specifically to answer so if we came back on plan one which everyone back five days a week typical if the family wanted or felt because of medical federal or weapon we will have an opportunity for them to do either way you called independent study or distance learning that option would be open actually for each of those three phases we would have that option open so it would kind of be like that that's a 1 a 2 a 3 a time thing it is concurrent of almost it obviously only gets on things like athletics is CIF gonna let a high school give you a name to kind of study and participate in sports and those people have to we don't have and on on the athletic topic just because I know it's another hot one so we are participating the County had a few districts come together and say hey we want to look at this as a collective so we were invited to participate than that so I think tomorrow is the first meeting to start gearing up so one of the things I think most if not all educators know the value and extracurricular or activities that is especially we come back so we're we're hopeful in that vein that there is a way to safely have those same carry on we will participate so we're actively working with those groups to make sure we're not left behind by many so that there was recently this weekend in six the six largest counter six largest districts in Sacramento County came together and said we're going to put a team together to start exploring that and so we got reached we they reached out to us and said would you like to participate so we're aware of what's going on and not hearing it after the match don't plan out see I have no CIF has already said it's a local control issue and so what what's what my thinking might be is because there's some rumors about well the state way in whilst and mistake CIF what so I believe that plan would then have to be shared with I'm not sure who but if we collectively want to do it and it follows the guidelines I can't see a reason why we couldn't so yeah so went something document but it would be a safe return I know there's been a couple other schools or districts where they shouldn't started like football conditioning for example and there's pretty strict protocols on when and how its conducted so that's what i'ma believing this correct athletics pretty widespread at least in the county and Bible in Placer County I'm not sure about El Dorado County but mister could probably weigh on that we're not practicing there it's been silent or dormant and since we left March 13th not to say that kids are not running and lifting weights and subtracting sprinting and throwing on their own or maybe with their dad yeah so we would look at the guidelines that are presented trying to come up see where we are within that five to six week range for now and have these options see which option was best to get where we want to go as a district and then even enlarge so to give an example what we're looking at for this doctor we looked at the public health orders on a second accounting department felt as Centers for Disease Control their guides for schools the Sacramento County offices of Education this guidance for schools the CDE just came out their Sunday of their guidance for schools and then EAB and Education Advisory Board which we belong to they put out their guidance based on their research as well just trying to get some type of a background of where we're going what works and what has been eclipsed any questions sure Neverland for me I'll take that's it comments from the audience regarding items not on the agenda no all right that brings us aboard Superintendent importance miss Anderson I just have some questions the graduation that's being planned to do pay up to date on that cemetery yes the drive-through yeah yes I understand from talking to a few parents the the last they heard it was going to be on the field and with the rapid changing of everything and what's opening them is there any chance of its kids graduate on the village on the field I think that call was if we get to the point of this date I think I'm on the line just that we've kind of make the call going in the future because I'm we aren't seeing that it's going to be able to have a massive 300 kids on the field and also the group as we talked to the group I didn't talk as their stalks grew a lot of the kids were starting to go away and they weren't gonna be there's a sooner we could do it kind of seen the theme so we're not he's starting to exclude people based on going off on the military I know you were on one of the calls not on a visit so as far as making that happen they made a call that this way we could still get the idea our honor of crossing the stage that their name called out and then they will be stitching the whole thing that's the wrong word but they'll be putting the whole thing together with speeches and stuff we're doing it before the night it's I think it's gonna be on Monday it's already been out yes okay yeah and the reason was we couldn't get everyone into the by the time you part get in the stadium and get back to the things a week we'll be able to replicate the vision for it I guess you can say it's not ideal I mean I'm people are doing the best they can with this I know they meant Monday had a big group trying to plan to do the best they can with each of the different ideas it's not going to be the same but at the end of day they're going to get probably three kind of celebrations those and then they'll get the video with it which will have the kids speeches and different things and they'll put together so again we all feel sorry sorry doll this is even more important to you probably than even us with having a senior but we are trying to give them the best we possibly can I know you are just you know there was any way possible we could let them walk on the field so we did have and we did not not encourage this but the field was open at the couple the pickups and a lot of kids were out there on the field doing gallon things and stuff like that so but as far as that they've been right downtown they can graduate you know the other question I had is sports a lot of the teams are practicing in other school districts having football game of their good played on a football so and that's kind of what I just did mentioned is the idea that's we're working with our local school districts and even regionally see there are a few that are I know it's conditioning and so I think it's groups of five can come out and I think you and I can talk a little bit Donald we might go a little more they can come out they can lift weights they can run but there's very strict protocols so that's what we were talking about with this group that will be joining tomorrow to try to figure out what's the best way to get back in fact there's an article today in Sacramento be or it said I'm in the headline island I rolled I've been opened ups and high school sports are coming back and they said the key word is patience because it may even take in fact I saw one of the coaches today and he said are we coming back and I said I'm very hopeful that who's in that group I'm sorry who's in that group that's going the group for I'm sorry what so the superintendent's were asked to start the group and so right now I know Mike is going to be present at it and I - Carol if you could join - it's not coaches right now because they want to get the level and then it's been a role - that it's going to have to progress into then some districts have like activity our athletic directors for the entire district that is their sole job the bigger district and so we're kind of tagging along with these guys to make sure the intent I'm talking I feel is to figure out a way to get back not yet at this point this point it was superintendents and then other districts and we actually got added into it at a later date but I said I want to kind of come along does our athletic or get any prep time or anything to do this job is that way yes yes yeah my question how the other characters not involved to them well this happened just yesterday but we got asked to be involved and right now they had said it was for they wanted to start the planning with superintendents and we believe that we will then ratchet to that but I didn't I didn't want to bring ten people to a group that I had to push my way into so but once we see what we see where it's going okay they really what I'm gonna day but we're gonna we're gonna my brother so cuz they're too tight but later to you and they feel like they're doing their job I mean you know in some cases people feel like their jobs have been taken away from them okay yeah so there's some issues going on underneath the water surface so my intent my example of this was to try and get people at the table and then we'll have to see how because this is the first meeting and again to be very honest we were not included in the beginning it was six other districts and so kind of said hey can we be a part of it because I didn't want to be left out so I feel like we're gonna see so once that I certainly have no problem with athletic directors being a part of it I need to see the lay of the land though before I just start bringing a huge team to something and that that's purely just from trying to go into someone else's house I don't want to bring too many guests at this point but I'm not not opposed to it and hey I just want to add another sound letter that's when you that way I'm sorry oh no no no I hear again and I will tell you that did cross my mind but based on the list of people they said we're coming it didn't sound like it was at the athletic director unless it was district people so my thought on this was since I was I was honing in on it I figured it would be good for us to see it and then come back this is not going to be one meeting and then it's done this is gonna take some time and I don't and that's why I asked actually referring to Knights decision he got us a seat at the table when we weren't fighting so the only reason we're at the table made it happen if if you if you happen to see on Monday night there was a release that went out with six districts that said they were going to solve the problem and left a few of us out if we have reports really collaboratively as a group so I figured glass and got the invitation so I'm not I'm not sure and I will speculate because I got a seat now and so I do want to make sure that everyone understands that they are in everything there's no energy there's no intent to select anyone again I didn't see out of the land before I because I was we were like let's go you know and then I when they said the list of people who are coming it was more of like a district than a principle thing and so I just I want to get delay and then I think as the details there's no way in my I don't think that anything do with you or that group I think this is stuff that's going on at the site that okay people are upset over okay so we will get seats the table will see it then we'll invite the people began to [Music] reiterate what mr. Wilson had a great relationship I'd like to thank cabinets in general I mean you've worked very hard I know mr.

Foley and I have had this conversation I have complete confidence in the job she's going to do but if we were to go through an adoption and we're told that gifted math is it's all good it's all covered and then you come to find out three years later it's not covered that's an expense teachers really have to have an understanding that that that means less money to any other things so we have to do a really good job and I know that you have a system in place and it will be good because it is understanding the processes for core and supplemental because some of these things come with consumables that are annual expenses that you have to budget and understand how long licenses are for and as new adoptions happen that are electronic and subscriptions once upon a time if you hadn't if you didn't have a budget for the if you had to cut money for instance you still had textbooks and in the warehouse if you didn't weren't able to afford an adoption when you go to subscriptions and there isn't money they go away so knowing there's always there ongoing costs associated with both but understanding the process and ensuring that we're clear and consistent across the board yes and president Kelley remembers the board in the same vein there was another math program to that we decided not to renew and that was for the younger grades because it wasn't working out the way that we we needed to work out for our students in the curriculum and math programs I think just on the same topic like mr.

know I even Marcel have make some contact with a bunch of friends there are nurses and my own daughters doctors and in terms of safety first procedures okay and then there was a comment by the president of the classified employee about seeing to stay spent down the rainy day fund I think he got that fund makes up totally with a reserve so I don't think we need to put my answer you did that's a different type of fun that's not a savings account it's just a Sarris I account for state but the stays the revenues down so the governor had to use up that file the rainy day fund okay that's all I have Thank You Dennis I'd like to commend the superintendent and her assistants for all the information and work they put in the last three months on those tedious meetings and also my fellow board members we've had our moments we're getting there thank you thank you just briefly students who was a Kaiser hospital with cancer was actually even texted the reporter who I happened to know and said that was a really good story it was very uplifting and was and I turn a that reached out to and said that she the mother of the student works for the district here it was good to see that the community and the hospital and the district that's no child anyway it was a uplifting story and I wanted to thank the district for reaching out and attempting to do the picture we tried to do that first and it was awesome photography that really stepped up but because she ended up in the hospital it was the hospital that took the lead and did that it was awesome well I'm gonna start by congratulating all those people who retired some of them I have some personal relationships with them and I I couldn't just walk away without stating some of those personal experiences that I've had with them especially since I may or may not run into them again and in the community marry weldment I remember the first time I met her and as a teacher at the time it was Apple Valley I'm not sure if it was Apple Valley middle school or when I was a coordinator for the district that I ran into her Ryan Williams of course when he talked about Bell's palsy I remember when he had that and I remember going to his classroom to go check out his face because that was important I never saw somebody who had it so he would make some faces so that I can see what it really feels like Belinda Gagnon of course I have a personal relationship with her and I had the opportunity to invite her to a virtual coffee just a few weeks a few days ago because I wanted us to have some conversation around what's happening in the country right now so I was able to invite her to a virtual coffee Lisa Hoberman strike you know I can say that my relationship with Lisa is very is very unique in the sense that I just love her smile she lights up every room when she walks in but I couldn't just walk away and not recognize that she was one of those first teachers that I ever encountered who also earned the National Teacher certification and sometimes we only get the state teacher certification but she did earn the national teacher certification and that to me was a source of pride to be in Apple Valley and have somebody who who had that of course Laura Roselle I met her as a counselor here she was one of those counselors when we got her in Apple Valley junior high at the time before Sitting Bull was built who got us all interested in making sure that as employees that we came to work so she gave us we have to earn dog tags so if you came to work the full month you got a dog tag so teachers will do everything they could just to that they will get that dog tag I had a wealth of dog tags because I didn't want to be sick I didn't want to be accent so those are special memories that you gain from these people and when you see them retire you wonder if people still remember some of those wonderful experiences of course as Cindy beanie was my daughter's teacher and so she was able to share with me the stories that my daughter will come to the classroom to share and just before she retired this school year and she invited me to come and speak in her classrooms which was a real honor to go in and speak to those kids about know setting goals and getting somewhere in your life I could go on and on about but really I just have to say that of all of those people that you you announced I have never been more excited to have had a connection with all these fabulous people and I wish them all well well watching the video brought back memories because I started teaching in this district in 1973 my husband convinced me that we had to go to California because he had to learn how to fly these fighters and so we were at George Air Force Base and it seemed to me like I had just finished college and I was ready to be a teacher and over the years it amazed me I had so many different kinds of jobs I had an art teacher job for a while then they did away with art then I would I was a cooking teacher now anybody who has ever been to my house for dinner they know how serious that is it's a problem I don't like to I'm thinking I've never been to a board meeting like this ever we never had this covered kind of situation ever so this is a remarkable change in our circumstance and I can only help a holy hope it makes us stronger and better to help the kids in the future thank you I'll make this brief but there is a on your tables there there's a improperly stapled butt earnestly presented document that just gives us summary without dollar amounts of the El Cap items the action items and the responses from our district Advisory Committee to eat those items when we put them through the process of making the difficult decisions of saying when we look at the budget even at that time in early March we knew we had some reductions so we asked them to prioritize and this is what they came back with and I'll just give you a quick summary of those initial reductions we know that there's been radical changes since then and the El Cap is not due right now we're not taking action on December right not till December exactly we did the operations written report last meeting we are compliant but in good faith to our district Advisory Committee who did this work I think it's appropriate to share with you what they've done so far and we will be tasking them tremendously as well as all stakeholders as we go forward so yes December's the next time we'll actually be bringing a one-year El Cap to you but if the same very time we'll be doing the next process to build our three-year El Cap so remember they get input from students through surveys superintendent Nelson student focus groups we have all staff taking surveys parents give us survey data which we had an incredible response focus groups meet and we ask them these questions and of course the district advisory community comes together multiple times throughout the year to give us their input and I'm sorry for a minute there how do you select your focus group who are the people how do they come in well for example we use the D Lac that's a built structure that's already existing in fact the law requires that they have input so we go to the D lock that's one example of a focus group and there's several like that mrs.
