lair has really said that as well and then at the beginning of the meeting mr. Wilson did state that we had an evaluation but he didn't say whose evaluation so it was the superintendent evaluation and I just want to tell mr. lair that we appreciate you and you've done a great job that together with this movie I appreciate that mr. hunt you have a report the report today after open report from mr. and mr. tomato he can't report are you telling me that they thoroughly report I just want to thank you guys for supporting me last week some unfortunate healthy he must die except that I just couldn't mean to be be a boner in person and pretty much bedridden nowadays though appreciate here it is report we appreciate you as a Jewish the best keep in touch mr. Nayak report sir I just want to take an opportunity I want to thank at least that she said no here I love to say it's the phone but budget this year has been most unique probably one of the most unique years even before we have cuts and stuff we actually need with the cuts we're now we don't even know what they are into we're trying to plan the best we can so I just have to give a shout out to her and in her office the team for pulling things together and keeping us on the straight and narrow and then it must be at least his night tonight I just wanted to commend both Craig and Lisa two weeks ago we spent afternoon talking with the bond Council which is our rating agency for the bond so basically it helps create the narrative for when people look at the bonds that we want to sell to see how were rated and Craig and Lisa did an outstanding job helping support that and as a result as I say the board our rating did not drop most people thought in the environment we're in our consultants said you're probably going to drop so be ready for it and we maintain the A+ rating that we have which is fantastic which as you all know the better credit rating you have the better interest rates you get so I just compliment them because it's weird it's like one more thing on those duties that we all do and it was thrown in we've got a staff just go and done it now we're doing on zoom' so it adds a whole different element and it just showed that we want them as we as we do and then I think one thing and I've asked mr.
Glover said there was a lot of conversation with the board on supplementals and what was being used what was being district provided what was being provided at the site and when we made our math adoption and even really but we had so many different supplementals out there that we didn't know what was being used and different sites used different supplementals even different grades or teachers were using different things and so when we spent and committed those funds for our new math adoption we needed to make sure that the tools that I came with had fidelity we were using it because we do need to know does it work does it not work bottom line is when they're selling a curriculum they're selling and they're touching on the high points and they're not talking about the pitfalls and they're not talking about the other parts of it that when you get into it you use then you don't know and so I think that that's why this particular subjects a little a little touchy is then there was a lot of talk about policy and the board approving supplementals so we know it's out there and I think that that's why the question has come up as we see it in the vouchers but we were unaware of a supplemental because it didn't come before us so I think that that's that's the questions that have have arisen is because then we need to make sure like Alex was part of the adoption we knew that that was part of it and again it's a selling feature they offered to provide it to us for the first year there were some negotiations they extended that time but that is an ongoing subscription but we needed to make time to find out is it working are we utilizing it because do we want to pay for something that we're not utilizing or we can't use to ensure assessments are done with fidelity and you know so bringing all that forward like mr.
Nelson can be in a group of parents african-american families and gathered that group because you knew that wasn't a group that needed to have a particular input there's also every school site has a school site Council and so those groups have input through at the school site level which feeds back up and of course the most important is probably parents make up the significant portion of our district advisory they are in the room from every school site and the reductions they came up with at the beginning here but you'll what will be reducing immediately and these are things necessarily to didn't didn't require a layoff or any change they did understand that that was possible for the out years but professional learning will be reduced so that means we're not going to end there's a dual savings to that one the sub costs so we won't necessarily be using substitute teachers to pull teachers out of classrooms for professional development but also we won't be paying teachers for professional learning will be voluntary in the summertime so that will reduce our cost greatly that was at large expense last year maintenance support we had an item where we transferred money into the maintenance account mr.
Grimes to look into this a little bit that we're going to try to find a way with we we left this year without acknowledging some of our retirees and usually we do our May 5th then we give them their plaques we have all the plaques with that but we're trying to find a way to acknowledge them so I just want acknowledge all the retirees who have left our team our family this year and just say thank you for what you've done and we're going to find a way to honor them even if it's starting to get some sort of release out or something just because I think it's important not that let them fade away although some of them say Scott we'd rather fade away so I wanted to just acknowledge that and then finally the planning bit and the stress that we're all under with the guidelines being out for multiple agencies you have people having different political and different visions of what it needs to be it has created a very difficult time for us in education I just want to compliment the group of them here the group that has helped us do this because our administrators teacher different people who are contributing to this it's a lot of work and a lot of brainpower going into it and it's funny Donald do a lot of this I keep thinking of you because I'm like Center is going to be one that's prepared no matter where we go we're going to be prepared and we're not just going to be the day before but what do now but that would not be without the staff thinking about this 24 hours a day sending emails reading articles doing different things to try to do the best thing we can for kids and that's at the end of the day I can tell you our team is working really hard to do what's best for kids in the environment we're in and we're going to get criticized no matter how you look at it but we're going to try to do our very best for the kids and our community and family so I thank them all in this room because I can see that I'm so proud of this history every single one of your buddies you know teachers classified administrative everybody is pulled together in an absolute wonderful way and I think every one of you you're doing what you do every single day and it's a unique group of people because we have people it's summer and there are people who are done with contracts done with their days and I did a voluntary I don't know that you called it Zoomer Google me and I almost every single person that I invited on that meeting and they're all quote on vacation now so to me I think that shows a lot because they care about what they're doing they want to do it right and do it well and so to me that that says a lot for for where we are so anyway I will leave with the thanks and then it's a happy happy summer to everyone it doesn't feel like summer didn't feel like spring heat or something it might be Christmas before we know and I don't know anyway that's all I have thank you thank you Scott I didn't have that my dude said something which made me think of something and so I got kind of a little put it in your brain and then also a question that I don't expect you to answer tonight but one of the atopic conversation as we move forward so we laid out all those scenarios but I know like one of the things that's going on sports if you read like the National Federation of high school document they're like if there's a vaccine we can come back if there's a cure we can come back if there's consecutive treatment we can come back if there's herd immunity we can come back but the very political doctor the Sacramento office of Health has said Sacramento's guidance is going to be not until there's a vaccine there won't be a vaccine for 12 to 18 months and she's already writing off football basketball in the winter softball and baseball in the in the spring because she's taking such this narrow path so let's say the world is moving forward sac County still has that advisement even if all the other counties around this dome you know whatever part of what I'd like in that conversation is when sudden move forward is how you know which directions are we going to take not this I do not think we should deny our kids all of those things because of one person in one office that's made a decision even if everybody else realizes their memories - so I guess that's kind of my question not to be answered now but to be part of the thought process when we have these conflicting experts and we have these conflicting guidances you know do we have common sense lead the way rather than you know that's the problem I had with our our June 2nd report that we took from their County Office of Education is we painted ourselves into a corner and a lot of public's not going to know that's a guide they're going to think that's an official document that quality school districts would so I would just like to see a little bit more thought crush and I know we will I want to state it publicly for the record I'd like to see more thought process like we usually do and then what's going on there I know like in Wheatland they started conditioning on May 27th and having been a football coach and knowing the way that works you never get into pads until you've been conditioning in the pads you don't even condition into paddocks until you've already been conditioning to be in the condition to be able to wear pads and play and there's no contact and conditioning so kind of like what you were talking about with the other ones moving forward I don't want to put our athletes at risk for something that doesn't contain contact anyway for something that they're largely distanced from anyway and I know we're trying to take the other people's guidance but when that time comes I'm going to see us exercise but if we offer the sports the parents can decide whether the child participates or not but right now there would be no contact anyway so all work so all that's happening is we're putting our students at a disadvantage physically these kids need it that's it for board superintendent reports that brings us to the consent agenda is there a motion it's Emma Genta as amended so moved I have motion by mrs.
Glover had asked so that we have a clear understanding and our teachers have a clear understanding of what's available to them through our programs so I think we've been moving along because we talked about how long it had been since we had done a curriculum adoption and it did our teachers are resourceful and they were pulling other materials to make sure that they were current but then we had all kinds of different things being used and and we really didn't have a good handle on it so I think we've made strides with that we've committed to our our curriculum adoptions and we've we've been moving along with them but we just need to know and our teachers need to know what's out there to help support them when something isn't fulfilling everything okay my other question and concerns are with five point eight and five point nine maybe mrs.
schulenburg made reference during the budget presentation that that also will no longer happen done some positions by attrition will not be backfilled there's a tech position that's vacant will be vacant and out Valley High School will not be filled at least not fully high school instructional coaches there were some retirements we're not back filling those positions they will be down to one per school site summer school in a school program sharply reduce summer schools very very limited this year and it's virtual an obstacle programs will be limited only to the grant funded programs and I ask you a question under high school instructional coaches yes since one like you said one will not be filled back in so you will then have maybe one more is that it the instructional coaches there were the during through the okat process they're identified two full positions per high school okay they're down to one each okay so one went out one one probably is is gone based on natural attrition yes and what did you do with the other one to balance it out the other one was not a it was not a single person it was individual sections assigned to teacher so we already do seen that it's a number of section one one FTE one equivalent right okay thank you and of course more reductions to follow this groups ready to do it they are amazing they work hard to implement whatever we ask them to do and so that's just a brief summary of what this is you don't have to approve this I just want to make sure you know they're doing the work and when they do this work they go back out to the community and they say this is what we did and it wasn't easy and we didn't like it but we did it anyway so I want you to know there's a process for that okay so you presented that why do we have this paper because this paper does not match what your presentation says just this paper yeah this one that we have this is not the exact same that's correct what I presented is a summary okay these items were in the column where it says reductions I've taken those and put them here but this is a fuller explanation that you are welcome to keep because this is a public document all right [Music] the amended 2020 2021 board meeting schedules oh can you vote separately for each yes just vote for each one you're okay the motions can stand and we are top are the first meeting be July 17th well I will ask for direction on that story occupational misses from changing our previous ones so our second I just need a vote separate from one and two you made the motion because there are two separate items just so that Kylie has the right I know yours try got first g2i any opposed okay there we go get one more is this the time that we can discuss this kind of because I'm not I keep asking the question about why we hold a board meeting once a month I supposed to twice a month do we have a clear answer as to why that is a case well I have a clear answer as to why mr.
Anderson do we have a second okay sorry sure so do we have a second you later okay all right so jerk mr. hunt second we have a motion a second on the consent agenda items one through 21 - item two mrs. Anderson hi mrs. Anderson I'm mrs. Pope hi mr. both by Mr Hunt all right mr. hunt mr. to Bailey hi mr. Henderson mrs. Anderson aye mrs. Anderson I'm mrs. Pope I misspoke I'm Mr Hunt all right mr. hunt I'm mr. Chu Bailey yes aye aye does that chair would recommend you vote up Stan Oh Liam are you all right mr. Daly votes pain chair go to side that's 4:01 all right that brings us to business item cave is beside of a name is the mission statement it says it's a discussion not a vote I'm interested in this over like to start mrs.
Martin's can give us a little brief synopsis of why we are doing this as changing the policy versus maybe doing an addendum just for this year what what's what was the thought process on this certainly good afternoon president Kaler good evening good evening president Kaler members of the board so dr. Thomason and I have actually were in discussion about these policies even prior to all of the kovat 19 and I had said to him when I had arrived that I thought it was interesting for the administrators as well as our support staff according to policy in terms of the amount of carryover traditionally from where I had been carryover was a minimum of two years if not more for individuals because it is typically hard for administrators to take off time especially when their 12-month administrators usually they only have one limited window of time to take off and unfortunately this year I'll move on to that it looks a little different so we had started to ponder the conversation even prior to all of this and said you know that would be a discussion for a different day because I understand that it wasn't too long prior to my arrival that the policy was limited my understanding and I could be wrong but there was no cap which caused concerns and then a cap was created and I said well maybe we can look at a compromise in terms of what that could look like cuz I think one year could be limiting and so over the recent few weeks there had been concerns brought to the district office from other administrators in regards to not being able to utilize their vacation time because of the fact that they had to work quite heavily and our teams as you all have mentioned have been absolutely wonderful all across the board from our administrators to our teachers to our support employees in this whole process but like many others and myself you we had had planned timed off during spring break some of us returned early and a good chunk of us had not had time to take time off since then so in conversations with miss Linda good and dr.
Harmon asked the board for direction on that because the board meetings would last anywhere from 30 to 45 minutes mostly in closed session because there were enough things that built the cat the actual opens up orchid so we went to one that once a month board meetings and that way there is time between to prepare the board documents we still have one board member that we provide a binder to so there's a lot of printing if we if we go back to - there's time commitment of employees to get those things there's no requirement either way it's just what the recommend is would you we do not see the need to because there's a waste of staff time we were able to streamline and in if you look at the over the last few years if there's a need for special workshop we can always schedule there and we've done so okay I just wanted professional opinion you always will have two board meetings in May you will have two board meetings in June you will have two in December this coming December just so that we have because of transition I actually would have liked to have two in in August because the school would just be starting and so that we can take care of all of the issues that the teachers there's so much detail that comes into - up late in August and in September so that we can hash those things out and we can return to one a month but I'd like to have more up front we know - so that if we have to do the start of the school year issues or whatever they see see see Vee tells us to do or whatever the state of California tells us to do we don't have to wait a whole month I like to plan where ahead I don't like to just suddenly can you come for a board meeting and it's like wait a minute I have a whole schedule already out I'd like to know that that's something that we can think of as a district to begin to think of those early time so that we can get the the board meetings out of the way earlier so that we don't have to come back in August or in September and have board meetings that take forever to finish because there's so much under on the docket for that so that's what I'm why I'm asking this question so then we need to go back to the amended board meeting scheduled it is a 4-0 that to approve it it was g1 and if there's a question to pull that and change it then I would like to have it pull so that we can have further discussion on this and if it comes down that that's what we're gonna do I have you know I'm just one voice in the board but I would like to have us have further discussions so that you can hear my my thought process regarding why we are doing one a month especially in the early part of the school year considering that we're coming out of a covert situation and we're coming out of a school shutdown that we've had since March there's so many layers that we need to address before we can start up school again whatever model that the government gives us I would like to make a motion that we will have two meetings in August she's home I would like to my motion is actually to pull this from this identity at the end where you can add or request to add that option you have an option there future items under l1 okay and that way but you have the option there l1 l1 we can say we will air to two meetings in August but only if in its aprendendo determinate it does actually need we were ever so okay we do that [Music] here at g3 i ii just there's no motion well when we get to El we 100 G 3 so we'll go back to it on El when we hit L [Laughter] [Music] for 2020 no emotion all those in favor [Music] okay number six six approve the implementation of Universal meal service and all a the USD schools and submit application for the community eligibility provision we do not have any public comments at this time staff reports do with that staff reports this year yeah it's a it's always on there and they would be the staff reports are the police department reports they were on your agenda public comments we do not have public comments at this time yes it was recommended that we schedule a board meeting for July 17th at 1:00 p.m.
Anderson well I just wanted to go back and I'm sorry I just wanted to go back and look at the old mission statement compared to the new mission statement it's been years since we've seen it and see so the first in the backup for the board packet the first one is the mission statement that is currently I think that was done I want to see ten years ago and then if you go beyond that those were two other ones that we were able to kind of dig out that were utilized as kind of the mission or statement so one of the things that we could do is I have heard people think that maybe we could update this I have heard that especially when working on their El Cap and different things so one of the things I'm happy to do just it from a standpoint of getting together and timing it we want I can take this up when we come back and fall maybe when things settle people together to look at it come back and talk if that's something the court must do it to revisit it I just it would be hard to put it on a lake right now and just as a priority because that's just the reality so whatever whatever the board wish them happy to pursue or you've got to go with it for now we'll revisit in another time I'm fine with that as well I guess the question I would have as especially I know I remember when you agree wrote this and you know mrs.
Thomason and our cabinet initially the discussion was to look at just a resolution temporarily but I said well let me pull our other school districts too and so in looking at our other school districts I heard back from seven other school districts in the East Valley and out of those six other school districts are higher in terms of their carryover either double so it could be as little as four to seven days more that they carry over or it's doubled where their time period is twice or 2.5 times higher than ours so we are one of the lower areas and I do know it posed a question to another public school nearby in which they said you know I didn't realize how low we were - this might be discussion that we have to evaluate and anecdotally I said that if we're gonna address this for our administrators we have to address this for our support staff - because I know teams that I've worked with in individuals that I've heard from have said in the past that you know they've had to take vacation because they're not gonna crew any more time if they don't take vacation something surprising was that actually some other school districts do not have vacation time for classified so that was interesting but some of the other places again with the exception of - when I heard back in terms of the classified area there were two others that again were double and what they allowed their individuals to carry over so we wanted to propose and have discussion as the first read of policy for this area and see where the discussion went from there but certainly depending on the board's interest can explore that a little bit more mr.
can I have direction to do that so that we can discuss reopening of schools by that time we hope to have more detail from the Department of Public Health I think we should I think we should have some information by that time so that we could give you some direction okay so we will go ahead and get that scheduled and then we have served this week eight to nine hundred students for our summer meals the two weeks that we've been serving so just know that we continue to serve at three sites it's greatly reduced as far as the participation but they are walking up and getting lunches and so we're happy to continue to serve both breakfast and lunch in four days a week and on Thursday they provide two meals for Thursday and Friday how many kids eight to nine hundred and then we did do a save the date for an in-person graduation we did two dates one would have been next week we are counseling that one and getting some information out to families today but we are moving forward with our July 29th Granite Hills and July 30th Apple Valley High School hoping that we will have our face-to-face graduation on that those days and the time is to be determined it most likely will be when the Sun has gone down so that we don't deal with the heat extreme heat that could be we are working with risk management and others to determine how to do this safely and propose that information to the Department of Public Health we have sent a survey out it will actually go out after this board meeting to families to include contact information and who plans to participate most students that had graduated indicated they would be participating in a previous discussion and then and the California Department of Education has provided a guidance document and they will continue to say these are not requirements just recommendations it is a local decision on reopening several of the superintendent's in the high desert based on the data of our communities believe it is imperative to open our schools on August 5th if we can do that and there is a letter that we are signing requesting further consideration of some of the things that they have included having to do with transportation and masks on students all day that that might not be feasible or practical for all kids and so we have drafted something all of the high desert superintendents are planning to send that as a consideration to the county superintendent to the State Superintendent of Public Instruction and to our local public health officials so I'm just know that we are advocating for this to happen I do have a question regarding that if you have that out in place does it does the district have information are they able to get the information regarding the households of those children that will probably come for the in in see to be clear that if they have an elderly person that lives in the home or somebody with an a compromised immune system what that will do when that child comes to the school and take something home - depends yeah you guys thought about how that's done how you're gonna navigate that yeah one of the things we have done that has not been approved yet by our JPA is an acknowledgment form that every family that would return their children to school would understand we are not a Kovach free environment and therefore if they there will be some health requirements there will be some self checks and some potential temperature checks and things like that that are all recommendations further we will recommend that anybody that is experiencing illness or uncomfortable with coming to school for whatever reason that they stay home and make sure that they are healthy before they return to school very different than what we have experienced in the past because obviously we want kids in school so this will be a change so if a student is is not able to come to school and this becomes an ongoing thing have you had the opportunity to have to have a conversation at the county level on how the SOB program is going to work it doesn't sound like the saar program will be the issue the issue will be rather how we support the student at home through a virtual platform or whatever it means are necessary to provide that education to that we have requested a waiver having to deal with independent study because that's where this fall's even if it's long-term versus short-term but we will the the goal now is not about how it used to be punitive we have to engage and be supportive in all situations and reach out to families thank you yeah the the families will be the first lens that if they believe their child is experience a cough a fever any of the symptoms that are listed in the CDC requirements we will request that the parent make that that final call about their child now if the child gets to school and presents that they are not feeling well I'm in an our area that could look like allergies for goodness sake but if if that were to happen we will contact and there has to be a process by which we have the child picked up and we provide an education so those are all things that we are working through as we move through this process we will one of the reasons to convene the July 17th board meeting is to prepare all of the data that we gather in our second survey from families about the commitment of virtual platform and some of the requirements that they may have to face coming back and right now it is just uncertainty even though the count the CDE the State Board has provided that document I have one final question maybe not but it has to do with staffing as you well as you stated we have quite a few teachers who are willing to do the virtual format and I do understand their rights not to give you a health information they do have those rights but are you going to be able to get some kind of a waiver so that a teacher can tell you in that sheet of paper that says I have a compromised immune health issue so that I go to the top of the list in terms of who can now do instruction solely online because of their health concerns because we cannot say you can't come back you can't teach for us because you are not LT they used to teach for us but because of the kovat issue we now have a struggle in terms of do you want to be in front of the children who may or may not bring something to you so do you have some kind and that's why I'm looking at the HR and the ed services because you two are the ones that will have to think about how that's gonna play out do you have any authorization to be allow you to put those teachers who have compromised health issues at the top of your list if online instruction becomes our mode of instruction down the road because we don't know yet as of today right a lot of uncertainties and and your your question in today's system would be treated in a way similar to anybody with an accommodation plan you know employees often prior to code they would come to us with some kind of limitation they said I work you know my human resource department along with risk management looks at those restrictions looks for what positions within our system could possibly accommodate those positions and if those positions exist that that's how how the determination how does : gonna change that I know that we we recognize that this is a you know something that in our current system would be handled okay thank you I think this is severe us a pretty valid question yeah you're saying we if we have some older teachers and not required not retire yet and if you remember the CDC point out these a group of people and I you myself already folks you are more susceptible susceptible to contracting the virus and so do maybe a bar needs me we do we have under the stake if I my education kyanite can we ask the teachers to volunteer information I see if they have concerns in terms of their health at this point mr.
Anderson it's been a while and remember so if you like them can we just not have a board negative that's where the interest is workshop port work group on this developing it yeah right and I wouldn't I mean is that I don't know I was thinking if what we did this it went wide it was community parents staff all I know it was this it's not that's why it was hesitant to say let you do it it was it was wider than that and into time I mean it was probably I don't know if you were a part of it from a parent perspective but it did take some time to go through it so there's a process we've got through we've done mission vision statements for school sites you got to work through a brainstorm so it's not a let's just crafted that we think it out but you want people to buy into it and then understand it and believe it not just [Music] everything asked for now I don't like it the way it is actually back come back to it in December like a layer of metal here so that's why we get the district in the community and maybe have a work group for right now leave it and it may turn out fit the groups like panis meets our needs still but at least then we can bend it through that process but that's why there's much more discussion right think it was the appendix see that I was upset with all right all right so that's just business item a or I'm sorry business item B co19 operations written report do we have something just a motion to approve it and Mike can a collaborate list if you need but basically what it is is with El Cap being pushed to December the state has come back and said we want you to answer these questions as it relates kind of as an El Cap temporary holder and so they said complete this and I think we sent it to the county and that just shows we get it and then we'll come back without there's kind of like a snapshot of what what we have so is this just like we don't know where we are right now they want answers from us the motion is to allow staff to put together reports that that report is that the wording is in there it's like four pages it was just answering six questions that they had that's all it was we are required to present it to you guys and then we will police say there's a go to the County okay so you know usually when they'll account we have the public hearing on not only the El Cap document but the budget and then we come back a week later they're saying as an interim stopgap here's this document julissa's working budget we will submit those and then we're going to come back in five months so this notion would be to approve that responses correct all right so it was across curriculum instruction I gave input Lisa gave in but I think she maybe she was at a meeting we talked about it so it really was it's really the ll cap kind of writing writing committee vector Lawson was involved so we had given but really we do have to get credit without Carol - Tammy - Bailey because she's she is the wordsmith behind it we just give her all the great ideas she does it all right so that's business I to be do we have a motion I misspoke emotions - we have a second okay we have a second by mr.
Glover well if you're asking for our input I the idea that you use it or lose it forces people to not be where they want to be so I am completely in support of carrying that over from for more than multiple years not that you asked but if you want to know President Kim yes mrs. Reese so you bring up a good point we did it wasn't very long ago the policy refers back to 2016 that we made some changes to this because the district was put in an extremely difficult financial place and we we did get caught financially with some large burdens and I think that I think that part of it is I like this are you mr. Glover I like the thought of use it or lose it because I really firmly believe in a work-life balance and that when they're forced to use some of that then nobody wants to leave anything on the table and then they're forced to use some of that which then I believe creates a healthier environment for individuals and so I think that that's important but I think part of the my other question with this proposal is the accountability piece in the tracking piece and part of that goes to when we went to a two-week break because we used to be one-to-one and when we went to 2 to 2 there was a lot of discussion with our closed our schools being closed for two weeks part of that discussion at the time was that principals would be on site one week an assistant principal would be on site the other week so with our 12-month administrators and with our school breaks and everything how does that work if they are gone for a week during break is that considered vacation time isn't not considered vacation time when we've asked them to make sure someone's on campus because we were gonna be doing interventions and things like that so can you help me understand that absolutely vice president Reese I certainly can't speak to any time prior to my arrival but I do know during my arrival from the very GetGo we had discussed during those breaks you may or may not recall the addendums that you approved earlier this year our principal addendums and our assistant principal addendums they are required to take one week off during winter break so then the other breaks we do send out information and notices and emails to remind people that if they are not physically present they should be using their time and using that time during what best suits them but as you know depending on the year and what's going on in the situation it can vary if that particular break time works for them or depending on what's going on with their co site administrator if there's something going on where they have to be there the whole time because the other person's going to be gone the whole time it can vary but I know for myself I can also speak for myself personally you know I do I try to take those breaks winter break to spend time with my family and I try to take at least some time during fall break or spring break depending on what has been going on here but as mr.
so that would be a HIPAA violation and the only way we can do this is if there is some change to law which we do not anticipate we are not hearing that that will be the case only what what mr. Conrad said about a teacher that has comes to us with a appropriate documentation from a doctor that we don't ask questions it's an accommodation plan and it goes through a process okay yeah those doctor notes even in respect to HIPAA they we're not asking for diagnosis or anything that we're asking for you know personally cannot lift cannot be in the presence of cannot we don't know why but we see some doctor and then we determine what exists shows and then those come out with either an accommodation planner or not able to accommodate so understand that unless something changes legislatively that is our limitation yeah primary the reason I asked that questions for mutual protection understand future items I need us to have on the agenda for the next time on on having two board meetings in August and to revisit how we do board meetings so that we can meet the needs of our district if there is a need for us to have two we should be able to put it in the agenda and you know schedule so is there a request to bring back to the July 17th that I asked that we calendar the discussion of the calendar again and maybe read opt and place another board meeting in August as needed I mean it could be there and then if there is no new needs and I would like to see new board meeting I would like to see two board meetings in August two board meetings in September so that we can get all get this school started and then we'll go back to a 1:1 each ok so what I'll do is I'll bring the calendar if the rest of the board agrees that that's the direction and we will provide those dates based on a two-week cycle probably not including student representatives at every one of them because that's disruptive to their schedule and we've gotten used to the process for them we want to protect their nights but we will do that for August and September and then you can take action on it and amend it how you choose for a future item but the next board a regular board meeting it isn't a regular board meeting because we made the decision tonight auditor this afternoon to add it therefore you are going to have a special board meeting that is going to be posted like a normal board meeting 72 hours prior because we know about it we won't wait for the 24 hours but it will be called a special board meeting because it is not calendered okay okay anymore did you have comments you're actually Oh [Music] you need a motion for German thank you you need a second and then we sign papers
hunt is there any further discussion on the floor now I've seen you're hearing any mrs. Anderson hi this is Anderson focus - of poke I suppose hi mr. hunter but hi mr. baby right mr.
Glover shared earlier and I hope I can share this you know it's been a it's been an interesting three years that's for sure you know there's been a lot that has gone on so you know I as I mentioned earlier I found myself happy to come back two days early this spring break to make sure that I I was working with my colleagues and being supportive of my colleagues about where we go in terms of next steps but I I can tell you that we send out emails we being Human Resources send out emails before each break in outline and bullet the terms of what the break and the time off means for all employee groups and I certainly understand why we would be looking at it for this year because of the timing and and when everything started to happen and then all of a sudden the expectations like I'm sorry you were gonna edit you were gonna be gone we need I mean it was an all-hands-on-deck and and we really needed that so I certainly understand the leeway for this year I'm just not sure that of a policy change for going forward yes I have a little bit of concern I'm still kind of reading through first time I know we get a couple more reads just in the fact that I don't want to put us in a financial position if we had multiple administrators I'll leave in the same year and there was a lot of carryover that could very costly to us at one time so I'm still kind of sitting on this one a little bit is there any other comments or questions mrs.
bonejack share both sigh that's five zero emotion is out that brings us to business item C a resolution to establish temporary interfund transfers of special or restricted values so when I do a cash flow projection I have to take you to account that the state is likely to do two girls and so wonderful will come in June of the next fiscal year 2021 and that will take our general fund balance down below zero so this allows me to borrow funds from Clinton 17 to cover that cash flow deficit until the funds come in from the states the photos will come in two weeks later and so then he'll replenish 17 minutes later I read members backbends day we had fun 17 to 25 we could go back towards we did my Spanish still but it's funny 17 still the surplus we have for sell at the old land so would it be as I know for a couple of years there when the state wasn't sending this money we had to do trans which costs too much soap man with this either is it or for lack of a better description is this replacing the I have to pay the bank money exactly but we can replace it with no problem and I can I can borrow from 525 also all the developer fees over temporarily so as any funds so this will basically service the money of a tram is that they mean ancient what does the last time we do before my time any discussion any questions for Lisa all right do we have a motion then similar we have a motion but mrs. Anderson to approve we have a second kind of sanctified mrs.
Wilson I actually enjoyed that we're going up five extra days I believe yeah five extra days and I think it's actually smart for us to let them carry those over if possible I tend to agree with mr. Glover on this but I would be happy to learn more about it and continue to on our second third wreath is it second wreath we get two reads on this one it is yes a second read and what I could do members of the board is I could the spreadsheet that I have in place give to dr. Thomason to pass out to all of you so you could see where we compare with these other school districts it's I had the same note about budget so you know this when people start first of all way back when when we had budget cuts it was like you didn't have money for anything and then we did have exodus of people we don't really have that but at some point down the road when these folks get older you will have to do you will have to buy them out if they don't if they have unused time so you just got a budget appropriately for that and let's hope that we don't have massive budget cuts as we did some years or any mass exodus yes we're very grateful that all of our administrators have stayed this year we're so very grateful I'm going to shout out thank you so much one hundred percent return so it's not like I'm expecting that it's just I want to be prepared for that president Kaler members the board before we put this policy in place to one-year carry over there was no cap and so I think maybe that this is a time that we can reevaluate our situation maybe we went a little too far I do believe that the unfunded burden of no cap really restricted the district but I think a happy medium maybe two years of course this is why we're here this is why we're discussing it and we can arrange it or add or take away however the board bills but I think two years would be a nice happy medium compared to where we were and then then we got extremely restrictive for one year thank you dr.
Pope so on the item mrs. Anderson hi mrs. Anderson ibises oh hi I'm mr. mr. mr. Bailey all right mr. Bailey I'm outside five-0 that brings us to business item D adopted budget for fiscal year three budgets that you will see it says on there this is as of May 29th there are some things that have even changed since then so this is a snapshot based off what we know looking forward the budget will be adopted by the legislature put forth to the governor by the legislature on June 15th and then they have to approve it by July 1 and so we will have another budget review 45 days after it's approved that would be the August me look at it then unfortunately the tax revenue isn't coming end until July 15th it's well after they passed their budget so their budgets a working budget they'll have amend their budget which means that all events by budget a third time in national forests in September Scobie is aware of this and so they are not even looking at certification of positive or negative qualified certification until September because they know that this is kind of a working document as we go through this I just want to mention that most of the expenditures though are accurate it shouldn't change too much perhaps if we must changes in the spurt by a person serves relief there may be some changes with that there are some changes with staffing as we don't feel positions as we figure out that we don't need them and that will change but those other budgets supplies materials and contracts we should not budget to the next question is you start fizzing so when we look at these numbers that's Donald Lex are these numbers are numbers no matter what are these numbers assuming federal money comes in gets passed through what's these assumptions on them Oh each they'll go through and on and on okay so the May revision assumes of the state will suffer that for 1.2 billion dollars lost revenues through 1920 and 2021 combined in 1920 that's 9 point 1 billion and at 20 25 30 2.2 million loss of revenue for education for the state sorry revenue losses are compounded by the growing number of Californians who need access to the the state safety net services so that brings the shortfall to 54 million dollars in the governor's budget so after accounting for prop 98 allocations the three year hit to the k12 share 598 is about 15 point 1 billion dollars this loss is covered by cuts and referrals in the governor's budget now I want to would adhere that the Senate and the house came out with their own separate budget that is very different from the governor's budget they don't have it cuts in there so this is based on the governor's revised only and I want to stop for a minute if you're listening on the phone the PowerPoint presentations on the back of the budget documents so you can follow along in your packet that already it's prop 98 the 15 point 1 billion this is just shows how they'll cut it the deferral is in there the 1.9 billion from June to July employee wise there's also some sweeping of funds there's additional referrals in 2021 there's the 10 percent cut to lcff I mentioned in the last meeting there's cuts to categoricals that I mentioned in the last movie as well so all of that will get to the thirteen point five billion dollars of reductions this just is a visual of the cola this state is still giving us or our and Enid Cola of two point three one percent and then they're suspending it so on paper you may see that we're getting the cola but we're really not getting the whole lot there are also [Music] it's not including the budget it's including the budget and then it's reduced by ten percent the categoricals also will not get the cola the mandated block grants special education 10s so this says that the main revision suspends at 2.3 percent Ola and then includes another cut to get to the 10% for life and it shows you that those numbers would be accurate so what it looks like changes than lcff funding this is changes not the actual affecting the purple is that gap funding that we used to get that was really exciting it was above and beyond just to fill with the state owed us so that went away in 1920 and which is Briggs are we need get as much of an increase as we have gotten past years and then of course in 2021 there is saving huge reduction in our lcff by the by 10% as I mentioned the deferrals for 1920 the June the full June apportionment will be deferred to July in 2021 the deferrals will will come from a portion of April all of May and all its you and then they aren't quite sure that they're gonna pay us back but they think maybe July August and September of 21 22 so that is a big hit and that's we really have to watch cash flow and do next year yes and I believe it and I believe with extra yeah a little bit more than what they're taking and this is just a picture of what the devil isn't like there are some relief measures most don't apply to us for example exemption from referrals for merchants reasons we don't qualify for that the second one does affect us the routine maintenance account we have to put forth 3% towards it a 3% of our expenditures towards it and that gets reduced a little bit through some accounting issues also we can increase our internal interfund borrowing limits if we need the rest don't apply to us CalSTRS and pervs the state is taking their portion and giving it to the employer and so that reduces the our contribution by about two percent for each group this twenty twenty one and twenty one twenty two stimulus funds so we are getting 1.2 million dollars of the elementary and secondary school emergency relief funds that's federal revenue there aren't very many restrictions we can use it just for keeping operations going we have to spend it by September 21 and so I'm spending it on transportation and just move their salaries to the sponge to make it the cares Act learning loss mitigation that federal revenue that comes through the states the state still does not determine how they're going to give it to school districts so I have no idea when the formula will be or how much we will be getting so that is not included in the budget but we know we're getting back so that's exciting and that will help I honestly don't know if it's five hundred thousand or go and make the media but the pot of money is if again but we have no idea how they're gonna divide it up and they're still fighting over it because originally it was for like concentration and then said districts like we're going to get nothing and others like us would do better so I think they're probably going to straight lcff calculation but we don't know so we don't put it in and then the co bid le a response funds we received 70,000 for that and we bought the Chromebooks so that we can replace the ones that come back broken or don't look back at all so this slide was updated a little bit from your packet just two lines so I put in the 1.2 million dollars this is stimulus reductions and savings that we'll get next year because as you see later we have a gap to fill so we look at the 1.2 million dollars in there as serve federal stimulus mr.
