Thomason and we'll look forward to that that would be awesome to have in your superintendents report to see so we can compare and kind of look at that a little more closely we have other questions mrs. Reese also I know when we initially looked at this can you perhaps have dr. Thomason share with us what that would look like financially I mean based on how many people do we have full carryover we obviously don't need specifics but financially what would that look like if if this were to if this were today these are people at full carryover assuming they would still be at full carryover this is how many people that that cap we would have if we can just get an idea of what that financial impact would be and I agree mr. Glover hopefully there's not obviously we had a different budget we're hoping there's not going to be huge budget cuts but everything happening you never know what they're gonna give us and what they're gonna take back and you never know what they're going to mandate for us to do that they're not going to fund that we will have to come up with so so I'm just trying to keep that whole scenario in mind and is this the right time to do it it doesn't mean that in the future it wouldn't be the right time it doesn't mean that there's not a compromise instead of going to three weeks going to two I certainly understand it for this year because it was all hands on deck but what does that look like financially for us in the future just a rough guess I mean if we had a 2% something I could work with mr.

Spurs and player reduction is saving us 643 thousand dollars this is already included in the budget the routine restricted maitenance account has been reduced by 175,000 and that's been included the carers act fund that has not been included we don't know the amounts still we reduced our technology budget usually we have four hundred thousand dollars we spend each year upgrade technology and we reduced it by three hundred thousand so our budget is what them price touching is 100 companies here we're swipe youths some of the library funds from school sites and then spending it on the hundred thousand that we usually spent on pretty low to buy new textbooks replace textbooks and then we are keeping site carryover which is about 100 thousand dollars that total is 2.5 million and most of that has been included in the budget the following items have not been included in the budget we're going to take our seating funds that we usually just use on one-time expenditures because we don't know what we're getting from here to here and we're going to use them on salaries this year so that will save one hundred and ten thousand dollars from the general fund as of today staff attrition is four hundred eighty one thousand seventy two dollars those are positions that we don't need to fill so that's true savings stem turnover so snap the tiger on the salary schedule leaving and newer or mid-range people coming in it's about two hundred thousand dollars savings as of right now that's hard to determine because we have not yet met with them to see what type of health and welfare benefits they'll take in that range from 7,000 to 17,000 and we're still working on figuring out where they're on the salary schedule to so that could go up I underestimated that mount and there spent unrestricted funds so that money that falls out at the end of the year that is going to come from utilities and sub cost and other you know just items that have not been we have not spent as much on that would be about four hundred thousand so a little over 1 million is not been included in the budget that I match and will appear for us any questions on that just that point just you know like the seating some of those are one time in nature and those cause problem they're out ears but and I'm not celebrating satin about nutrition ur and staff forever but those are ongoing so those are good those helpless in that and edge to your out because the the problem is like SR funds those are all stimulus those are one-time they help you they look great this year and then next year where why do we have two million dollar hole well because we have two million in one-time money so just to point that out so anything that we can find its ongoing is way better and another hundred thousand that you just emailed me about a special ed we're going to get a little bit more especially oh yeah and that's not when I look at a da we are hopefully going to have these students from all those homes that are coming in there is in the Legislature's proposal hold harmless I'm a TA so I don't know what that will look like that will be interesting hopefully it's just multiple lower but if we grow of course we get the higher 88 it's a total unrestricted revenue this is the money coming in and the shows are Patterson so in nineteen twenty we received four point nine forty four point six million dollars in in unrestricted revenue that's all state funding lottery and lcff mostly and then in 2021 that goes down to forty point 1 million so that's a cut of three point seven seven million dollars of revenue that we are losing so that is a significant cut obviously to our budget when they look at revenue versus expenditures contributions transfers this is unrestricted and restricted funds at this point usually I just look at other circuit funds because that's the money that you know we've been spent on anything but now I'm looking at everything because if we can take some money from restricted and make sure we like to see ticket and pay salaries with it then that will help us and it also matters for cash flow so in 1920 we doesn't spend by about three million dollars but one-time funds of that was 3.2 million dollars so that was federal program carryover that was grants and Dean like the low-performing student what grants we did the fields construction using cell tower money we bought curriculum we did 21st century classrooms and then all that added up to where we weren't really deficit spending with ongoing funds however in 21 20 21 there is a deficit of 2.7 million dollars and that is ongoing funds there is no one-time budget in there if I go back to that other slide of saving a million dollars that helps this so it said 2.7 it would be 1.7 and then each year our customers when I look at spendable general fund and restricted in a restricted NTFS out so that's taking out stores or revolving account it's any money that we can spend it also includes our 3% mandated Reserve in 1920 1920 we should have 5.2 million dollars at least that we will have at the end of the year in cash that's spendable again that 1 million will be added to it in 2021 we will have for sure at least 3 million dollars that is able to be spent or formula and if we added that 1 billion then we get to 21 22 and now we're we don't have enough money to pay the bills and that's a deficit of 1.1 million hopefully that that 1 million I keep talking about will keep us even 21 22 but in 20 to 23 the deficit is too great to overcome and we will not be able to meet our obligations absence any changes in the economy from the federal government correct bill for houses that's true for kids little bit more money in other funds I only put the money that is we can take and spent it we don't have to pay back and that would be fun 17 right now we have about two and a half million dollars in there and then the fund 20 the other post-employment benefits we have a little more than six hundred thousand in there we can take that to general fund we don't have to pay those factors or special reserve funds that were allowed to swipe so that would also help us get through the second year out two minutes and as I said before this is just a glimpse in time it will change in August and then I'm not it will change in September so I'm not asking for a certification at this time this is just an FYI for you well if you suck to the doctor okay but we're not certifying a balanced budget it's just a bit for improving and working practically any questions release Amira I don't know probably Scott you know our maximum student account that we hand back win you know what that was I think we pay me back and came back six thousand we're at 6100 others back one McClellan was that's the top gap that's one we had the charters had just come on I think that included that I love you and they were running with a five hundred kids or thousand kids yeah and so we've lost up until now I think we've lost about 100 kids a year since the base closed has hadn't been good yeah like 4343 enroll in mending and they tended slide it was if we actually ticked up a little bit her attendance is here they're just a few kids from last year so we're 4100 though attending that's attendance but then for enrollment or about 43 thing for you to is that this is the first year we saw an uptick and I'm cautiously optimistic but that would we're seeing the kids come out of the homes over here you never have any competition so hopefully it will see plus we have we have lots of expanding room to do to grow before we have to fill we have some we have some facilities that we can utilize yes I mean correct with one to get rid of a lot of those old portables right we would [Music] I'm not sure I feel about that so that seems to be a little on a different level no one would advocate for that I guess my other question would you be putting together a different budget committee and looking at potential areas for reduction we I don't need to tell you you know that a billion dollar state next year illegally delery state and the third out here so everybody get something going the better off we are right now we've just been meeting with campaign and admin and going over what we can do keeping the cuts are away of course but the classroom is possible that is something that I don't have to start about if I get set up for sure and I think that's what time the recommendation would like we could be community productively with that he did it going like coffee and then with the he'll play with the state budget being signed on the phone we at least will have an idea and this is still worst-case scenario today I guess it could be worse but we're basing it on the most conservative approach we can but I agree that's why we're looking at all these positions and you see even that 500,000 I'm going you're right that's like 1.5 men and that third year out it's just it expanded multiplied on that case scenario but I imagine together and I [Laughter] know we said could we budget committee in China in Germany if I don't say this cramming if I might take it many good is it requested though well they were able to saying do you want to cut three million dollars now and I was saying no you were suggesting getting a budget committee does anything we can save now like if we saved a million dollars this year three years out that's three million dollars so it was it you want three million dollars in cuts today it was can we get a budget committee together is that correct and I think that brings our our discussion to an end does it or is there more okay so item D do we have a motion so with now the motion by mrs.

Holland and dr. Thomason and provide you an example as mr. Glover shared earlier typically that's what districts do they put in a budget component and say on average these are the number of individuals that have left or not left you know and you could probably reasonably assume two to three potentially would be a good budget planning purposes in the future you know as you said president Kaler we are very fortunate that we had a hundred percent administrator return rate this year you know and dr. Foley and I were just talking about this yesterday you know we've got some wonderful additions to the district office and we're excited about them as we continue to do the good work and move positively one thing I do want to mention though and I've had this conversation with dr. Thomason as well as my colleagues but with the professional policy policy gcd one thing that is hard from an administration in terms of an administration come follow up is that the policy had that the rollover gave them an extra month so instead of rolling over at the end of the fiscal year which is typically when everything rolls over at June 30th it rolled over a vacation specifically for administrators at the end of July which meant that the payroll team had to always manually go in there roll everything over manually go in there and adjust for the administrators for July I understand the spirit you know giving them an extra month because July was an fiscal year and a lot of times July is the month where you could take that last bit of time off before the new school year started but from an administration part you're rolling over everybody then you're going back in for almost 70 to 80 people and manually adjusting them so that's not not ideal so that's something that you'll notice is a change in the policy as a results too so the the other piece that might help the board members make a decision is what what our buyback policy is for how many days and what we pay out and all that so president kaler members of the board the vacation buyback policy would be earned vested vacation and so whatever you're allowed to carry over on the books would be the buyback for a vacation policy for okay for general leave is a different is it different gotcha okay sorry in the general I am part of that too is you know again you may remember on the addendums only certain groups of employees can actually buyback vacation and right now it's primarily at the cabinet and director what into level so it's at the administered office versus at the sites okay thank you any other comments questions all right all those in favor aye aye motion carries motion carries 5-0 and we will get second reads on those policies we're gonna move on to 6.1 which is our monthly financial report mr.

Anderson we have a second all right mrs. Pope you this bunch of Mr Hunt so second by mr. Pope so mrs. Anderson hi folks hi mrs. Pope hi mr. Pope mode time mr. niver by let's download Zionists baby pay the notes on that chair both sides 5 0 that brings us to advanced planning which i think is wrong or next maybe it's not the next regularly scheduled board meeting but I would hope I'm thinking July July 15th then we can we can put that on as a meeting to come back gotta give us three weeks before school starts it gives us five weeks approximately from now so hopefully we'll have a better picture will have some more planning and then we can go from there so if you got some special items things totally change on obviously July 17th or 55th I'm sure that our next regularly scheduled reading is August 19th but we're probably going turning July 15th in order to be the new school year we don't normally have a July meeting and he suggested agenda items for either of those names practice I mean any direction on them well that's what we're doing tomorrow the first meeting we're starting as far as getting that going to see what guidelines we can come up with to get it rolling okay so you're gonna get the directional hand well we're gonna start that's what we're working as a collaborative with remember I said we're gonna have I got in I pushed my way in to get to the meeting so right there saying what I'm saying is how are we going to implement that if you guys decide we're gonna start football now or are we gonna wait a whole month before we did oh oh you need for board approval to start my thought would be we have guidelines that are mean that we would move forward with those guidelines I wasn't thinking I would irrelevant Thank You Emily because you wanted a question of their they can go with national high school Federation you know a second can you help me there's conflicting things I think that part of what to look at or are the standards the woodland woodland we weaklings using but those mean to social distancing requirements we can all start conditioning some of those places they never had a coping case right you know so that's a little different food so back miry with donald let's not take one person's work over everything else and decide to go extra precautions where parents can make a decision if we have those kids need to be doing something they've been walked in the house long enough parents could decide if we have it whether they want their child to play or not right air about fight pain right and that's what we're trying to come up with is collectively what is that best approach that we can all do and then you present that plan to remember the power that be or we say this is we're all gonna move forward then you start filling now like I said have we gotta have a little patience with it and maybe things maybe push back a little bit than usual but since we're going to be in this together then we're all in it together you know first game maybe and I'm for whatever sport maybe a week after whatever but that way we're all in the same boat to mr.

Holland would be doing the presentation for the budget for that t21 school year so that would be an important one or for us next time we will be anxious to see those fabulous numbers from the state all right moving on to 6.2 let me get there I move that the Governing Board approved the agreement with ESI as the service provider for current employees who elect to participate in the phased retirement option or variable our employees and substitute teachers for the 2020 2021 school year second any questions comments or concerns I knew mr. Glueck had something to say to this our yearly conversation it is our yearly conversation I think this is fine for subs because I don't think we have a system that that complies with the proposition that was passed for state laws so I'm totally fine with that part of it but I do worry about our teachers selling themselves out for some short-term gain versus some long-term which they would be if they stayed in the state retirement would be better this system was designed to solve a teacher shortage and we talked about being data-driven we still have a teacher shortage this hasn't done this hasn't this hasn't fixed that at all so you've got two benchmarks as a teacher in the state of Arizona or 80 points or your 30 years and those are big milestones I would be okay with this if it was for somebody after 30 years because the multiplier is not as big but when someone sells themselves short of 30 years for a little bit of extra money on the front end they're cutting their income shorter on the long term I guess if you're playing to die two years after you retire it's it's a good deal but if you're planning to live like 20 years it's it's it's not really in your best interest but it depletes the pension so it depletes our pension fund at a faster rate it doesn't strengthen it for sure no matter what they'll tell you you know at first this was just for teachers but now it's classified and admins and you know it prevents classified staff doesn't there's not that many opportunities to rise and the same thing for administrators many opportunities to rise so you're you're denying opportunities for people that stick around that could just retire I think it's a disservice to the district actually so I would be perfectly happy if we crossed out admins or just just rewrote the contract to cover substitutes that would be a step in the right direction to me I mean if you want to retire to me just just just retire it depletes the number of people that are in our that are in our health insurance pool I guess they're older so there's probably arguments one way or the other but it's less people in there no offense I'm there too I probably should stop talking but um you know and then you know yes I guess they get money for just being passed through so I'm gonna I'm gonna again for probably the fourth time in a row vote against this but how many do we I mean this is I'm making a big deal this isn't really even a higly issue this is more of a statewide issue in somewhere way worse but we had like two people on it last year or something do you know mr.

Thomason can you just briefly talk to us about I know that there was several different processes that we used different districts do it different ways I get we have some school that we're a schools but barely missed the cutoff and I get that I've been trying to and I keep in my head all the time mr.

roat ovitch saying a long long time ago were higley unified and I try and keep that but when when we did not meet we weren't to an a school obviously you have to be that to get those funds but when you didn't even qualify as an a school I I'm explained to me that thought process yes president Kaler members of the board we did have a large group of teachers administrators and staff that were on the committee to help put this together and they will all tell you that they know that I am NOT a fan of results-based funding by I believe that all of our teachers at all of our schools work extremely hard and I did not get my way on this one in the committee but the committee who did work thoughtfully and respectfully with everyone through it and there was the committee's consensus to utilize the formula that we have that there would be three tiers tier a would be the staff and the individuals that worked at the school that received the results based funding tier B would be all other a schools in the district and tier C would be a school that would be a B school or better so in our district we have 12 a schools and one B school we had five schools that earn the results based funding and that's where you would see the three tiers once again I am NOT a fan of results based funding but this was a committee that worked through it and came to consensus on how we should put this together probably one of the most difficult committees I've been on and once again if I had had my brothers we would be sharing this equally across the board because all of our teachers are rock stars and I support all of our teachers but that's not the way the state has set it up Thank You dr.

Glover members of the board we are hoping for approval tonight and then the disbursement will be in the last check of June which I believe is June 30th and we'll let them know if the board successfully approves us tonight will let them know that the disbursements are coming and when they can anticipate payment question we have multiple teachers who travel to multiple schools do they get multiple payment the payouts are just the highest pay out or how does that work I mean we have music teachers that go to two or three different schools that may be in different tiers how does that work that's a great question vice president Reese so what we had implemented when this first started was that every year those traveling teachers are assigned to home-school that home-school is where they are evaluated that year so during that time period that's what we identify as the school and where they fall in this amount that has certainly brought some concern to some teachers because they feel they equally participate at each place but it seemed to be the most equitable way to handle that without having to you know say well you know I worked at that school too and they got that amount so you know being able to address their questions it's not always been the well-liked decision is Thomasson said you know there's been lots of different challenges through this process but ultimately that is where we ended so we look back at the 2017-2018 year wherever they were at that time okay perfect Clark you and this was the funding that Governor Ducey said was not coming and then it was here so if I remember correctly he said with the 2020 there was gonna be no more results based funding but then it is here so we don't even know what's happening for next year if this funding will be there or not president Kaler they did put legislation in place to carry it through for I believe five years and so they do have it at least anticipated but every year some of the rules and the amounts change depending on what's in the state's coffers we don't know what next year hold especially with a loss of revenue of three months across the state so you know we all just wait and see what the cards hold I just want to say mitt what mrs.

Keeler said is these are not easy conversations to have and I - I'm not a fan of fan of the results base funding I agree I think that we have teachers that work really really hard for the results for their students and they can be successful with their class even if their entire school did not meet the point threshold and and I don't think that that defines them and so I I like don't get me wrong I like the additional money I don't like how how it puts the school districts in in this predicament and so I know all of our teachers work really hard you don't go into this profession - not so I want to thank everyone on the committee - who sat through this to create these difficult time conversations and and determinations so thank you Thank You vice president Reese I do want to let you know that I do take this very personally some of the decisions that I make as a superintendent do affect these funds on where I put I'm gifted programs and where I put special needs programs so I take this very personally I'm not in favor of this my teachers across the district are all very hard workers and and I'm proud of them all and it I do take it personally because I personally make the decision that will put extra money in someone else's pocket and so it's a very very difficult process for me yes I just want to reiterate that all of our teachers work so hard and just because maybe they're having you know some really gifted kids they work just as hard and also that teacher that might have more growth in a student work just as hard so I get this is one of those conundrums I believe president Kaler man I just want to give props to everybody because there's a lot of school districts you know like that have 40 or 50 schools and like six schools get it and that's all that sees it so this is I mean this is this is something to share and you're sending us a strong message that you know good luck you had a great sixth grade class that you know really achieve but you know maybe next year you know we can't control who comes into your class so at least you're sharing it equally I don't know it's our other probably not too many others shared across their whole district in the same manner we do I would say no president kaler members of the board I believe that higly Unified School District is one of the only districts that I know that share it with all of our certified teaching staff I just want to thank you guys too because I can only imagine what that committee was like when you discuss somebody's paycheck and money and if they're gonna get it I can't imagine what that room was like and I just thank you guys for those difficult decisions I will reiterate I don't like results-based funding because it puts us all against each other in some way but I'm thankful that our staff the people on that committee decided that to give a little something even to those ones who maybe couldn't get there this year so I want to thank them thank you mrs.

Wilson and president Kaler members of the board I want to let you know that next year's gonna look different too because our state legislation and all their infinite wisdom does not allow a school that did not earn the funds to receive any of those funds if they have received it for three years this is the third year it also requires schools that earn the funds to continue growing and we know that when you hit a hundred percent or you get to the top there is no room for growth and so next year because it's the the fourth year is going to look way different and I don't look forward to those meetings and how that's going to come out and and look across the state but be prepared again for something different next year I'm well thank you I'm just tempted to say that it's the legislature that makes these decisions and we have an election in November everyone and if you don't like it send somebody there who also doesn't like it and we can put an end to it and put money directly back into the classroom Thank You mr.

Glover any other comments questions all right all those in favor aye aye motion carries 5-0 on to the long awaited cap group six point five I move that the board the board approves the creation of additional bank account for clearing credit card payments specifically for the online payment system through kept group okay can we have a hoorah that kept group is coming our way and our high schools well everybody is going to an online payment system there will be no more there are still Kingdom days there are still black hawk days we're not taking those away but they should go much smoother there shouldn't be lines for three hours and everybody is very excite this is coming to us mr. Hollin that work now so good evening president Kaler and members of the board dr. Thompson cabinet yes thank you very much for approving the bank account we will need that we will need that yesterday but they didn't tell us in time I know one question we have been working every single day trying to get this system implemented and every day it seems to be something new but I know there's been a question from everybody's mind as to when exactly is the training going to take place so I will tell you that we've been on conference calls all day today and we finally have a training date so the dates for the high schools will start next Monday the 15th the training is going to be the plan is you'll have a one-on-one personalized training session and they'll go over the purchase orders and the deposit aspect of that system and then the the training for the middle schools and elementary will take place once they return back in July okay so the training is set up based off of a one-on-one training so that each of them will have the opportunity to go over their specific school and their specific what it looks like for them and then there'll be a larger group training that will also take place which will go over the whole school cash catalog system so yes there's still a lot of work to be done and I did speak with both of our bookstore managers today multiple times at the high schools and letting them know that yes the training will take place starting on Monday and basically it's will be set up gear to what works best for them so they have sent dates to cave group of what the dates they would be available to do that personalized training and so just know that that has happened that is taking place and then the next piece will be a larger group session as I mentioned for all of the bookkeepers books or managers yeah and then for the next category though as I mentioned a school cash catalog that will be also a one-on-one personalized training that's awesome I'm sure everybody's thrilled this is coming to fruition especially the moms of our high schools mrs.

Reese mr. Hollin just a quick question who at this point are we gonna have kind of as our train-the-trainer so that obviously if things are coming up we hire new staff things like that that we can get them trained quickly well we will have that training option back still through keffe group because it'll be ongoing but we will have staff mmm that Joleen who does our student activities and is also our accounts receivable we also have a new staff accountant which you just approved this evening which is J which is Justin's replacement she'll also be involved in in this training and we one of the ones do the train the trainer model well because that's where my more concern is obviously if we needed a bank account yesterday and we went and we'd keep getting new information all the time that I don't want to have to rely on them if we get new staff to to train so if we can make sure we have somebody my recommendation would be multiple people so we're not in the situation as with Justin leaving and he had them the primary knowledge on this we do need a subject matter expert for sure that we can make sure we have multiple people who can step into this so that we're not trying to scramble it though at the last minute so no we will we will have more than just one person because we don't be in this position again right and I mean you guys all know how crazy our high school days are and trying to get that to work and so yes if we can make sure we have multiple people prepared so that we have trainers available subject matter experts people who can do troubleshooting obviously we have to rely on KEB KEB group but having people here to correct Thank You mr.
