Stearn you know that recognize anyone in particular a little bit to the Board of water electricity option data would you like to introduce our guest we have Becky Thompson on the line from the Nia Energy Consultants she's the one that's been handling all of our our bids and it's going to do the live auction for us tomorrow so on one of the agenda items and two items I think you have the memo and then she can answer any questions that we might have thank you this is a public comment time but we did not receive any public comments so we'll continue on so move on to action action items the motion and second to discuss and approve the consent agenda second I'm revenue and expenditure summary reports are in your board packet revenues are currently at fifty four point 82 percent compared to forty seven point fifty-eight percent a year ago expenditures are currently at sixty eight point sixty one percent compared to sixty seven point seven five a year ago the district received impact fees of thirty nine thousand one hundred fifty four dollars and thirty four cents for seven new home starts transition you came in at seven thousand seven ninety five and four cents this month bills payable reports the same for June typical and then annually old second Bank reviews our letters of credit two years ago I think it was we established a thirty eight million dollar credit limit with the Federal Home Loan Bank of Chicago right now that limit is a little high so after tonight's meeting I'm going to start the process just to have them reduce that down a little bit more in line to where our balances are but keeping us sufficient so that we're we're always on fully collateral questions for vena yes yes yes yes next we need a motion and second to approve the alive auction for the procurement of electricity and as Dana said back to Thompson is with us she's the senior energy adviser to answer any questions you may have we get a motion don't work second also in your board packet there is a memo kind of laying out what happened at the last meetings are just a quick recap our electricity is up in November of 2020 we currently are with Vanguard energy through the supplier of direct energy then the energy advisors since our last board meeting they went out for a pre-bid got 13 suppliers just participate right now we're kind of seeing that we can normally we we know that the electricity rates are lower but the other people like a piece of the pie and the other piece of the pie keeps increasing and the unknown of what's going on in our world has caused some of those bids not to be as low as we had anticipated so after tonight's meeting there will be a live auction tomorrow at 10:30 last about 15 20 minutes anyone can watch if you want to let me know and I'll send you the link and you can watch it live and then after that tonight's approval your granting either Tod or myself to be able to award the lowest bidder as long as they therein within all of our specifications that we want I think that's it any questions and that keeps here to answer anything more - if you need to all right I guess not once did you want to add anything or no no you did you did a terrific job we have already done like Dana mentioned we've already completed one round of in-depth analysis we expect to have thirteen or fourteen suppliers tomorrow bidding against each other live and in real time so we expect it to be a really really great turnout and I just want to give you kudos for discussing this at this time I know you have many other things going on in my world I live and breathe energy and this is a very wise decision for you to be discussing this now because there's a lot of uncertainty coming down the pike for us in the next 12 to 18 months so looking at it now and insulating your district from any risk is crucial so I just wanted to give the board and the administration kind of a pat on the back we're looking at this now I think that the results are really going to be in your favor good thank you yes babe yes yes our next emotion and seconder needed to rescind the may 18th 2020 paper products bid award until where the paper products bid to midland paper the amount of 48,000 three dollars and 33 cents second so we got a lower bid after the fact or did they change their bid data no there was actually a computation error and the white paper bid for Verret if so their their bid was actually it would have appeared to be lower but when you when you caught the tabulation error then they were actually more expensive so Midland paper is the lowest responsible bidder marriage Noland nah yes Reb yes yes all right next we need a motion and second to discuss and approve the depositories as an annual approval that we do each year annually every year we have to do it it's a same three people every year old second bank the Illinois funds and PMA securities so nothing new yes yes yes no one yeah funny yes all right next time a list motion and second I needed to discuss and approve individuals to serve as treasurer from the district activity funds another annual approval second um each year the board is required to appoint treasurer currently Pam mr.

ribbon life and daily herald yet the hearing of the board will explain the reasons for the proposed bond issue and permit persons desiring to be heard an opportunity to present within reasonable timelines and just to know if we're still virtual I I will still be here at the district office so that people can come and present their comments and if we're still virtual we'll have the online forum open as well so people can choose you provide comments either way that they're comfortable thank you.thank living on let's talk about the update and remote learning and returning to school guidance all right so at the end of the last school year we surveyed all of our students families and staff or gave them the opportunity to provide feedback we're in the process of going through all of that right now but there's some trends that are clearly emerging which are you know everybody understood that we were working under very unusual strange circumstances and a lot of comments that people felt like you know we did a good job and did our best and people were well served considering you know we were turning that around within days notice however if we do return to a model of remote learning we've heard very clearly from all three groups that there needs to be significant changes in grading attendance and also face-to-face instruction like video conferencing like what we're doing right now that there's periods of that built into a class period outside of that we're we're working on going through everything and we'll create a formal report on that feedback by the end of this month and put that out for the board and the public to see what we learned from all of that that feedback we expected in the next few days that the Illinois State Board of Education will provide guidance on recommendations for returning the next school year we've been told that there will be a lot of local control and decision-making in this guidance and based on conversations I've been having with a lot a lot with the DuPage superintendents we've been meeting on a weekly basis with all superintendents across the county and as a weekly basis with high school and unit superintendents to discuss what everybody's learning and thinking and hearing the way that I see this right now moving forward is one of four scenarios one we're not able to return because of guidance in such way that we can't get students together the big factor in this there's they're a couple of them the biggest factor is right now other than groups of 50 in phase four what we do is if that's any 50 people at any one time or if it's a cohort of 50 like people that must be kept together until we get the guidance on that it's really hard to build school we're not like an elementary school so we don't have like cohorts for a whole school day so if the requirement is a like cohort of 50 students it's unlikely that we're going to be able to return in in May in any way that looks similar to high school in the past so we could also end up at a point where there's a stay at home order because of an increasing number of cases over the next school year so we'll have to have a remote learning model figured out so we know we have to do that that will be one of the models we'll prepare for the next model will prepare for is remote learning that enhanced kind of remote learning that we talked about making changes based on what we've learned with bringing back select of students students that weren't able to be successful in remote learning or programmatically can't or English learners so remote learning just doesn't work at all you know depending on their level of English acquisition so or students that need a face-to-face experience so like you have an AP class and they have to do this lab at school the only way they're gonna get that experience is to come in and do the labs so you work those students through and small enough groups that you can make it work so then the next level would be some kind of a rotation depending on the number of students that were able to bring back at any one time rotations that bring in 1/8 1/4 1/2 of your students at any one time the duration of how long we could bring students back during a school day depends on what the recommendations are around lunch periods it's very difficult to maintain social distancing and eat lunch at the same time because you can't wear a mask and eat at the same time so those variables will play into you know how long of iteration is after five hours you know we have to feed students which know you'd want to eat after five hours so we've got to factor that in and then the final option is obviously full return to school all of those depend greatly on the guidance that we get here moving forward we also understand that there is a committee working on just remote learning and that guidance should come out by the end of the month so that those are the scenarios we're looking at right now any questions on any of that yeah Hank so is he are you thinking that there'll be some consensus with all the superintendents about what to do I mean I think ideally most of the districts in the area might end up having a similar and if everybody's doing a little something different I I can see where the public is gonna say why aren't we able to do that they're doing it you know that make things difficult I think for people who decide to maybe take a little more cautious cautious approach so just what's your do you think I think our first variable for us locally will be the DuPage County Health Department and I'm telling us what schools can do and we'll all be guided by that across the entire county so that'll be similar I think how your building is constructed will factor into some of this how transportation works for your community will factor into this and what the requirements are for transportation you know some of the models we've seen are ten kids to school bus well that will be very challenging that that will take us six or seven buses to run a normal routes so if you're in a community where almost all your kids transport themselves or walk or you know it might look different in that type of a community so there's going to be differences based on those kinds of things you know physical plants transportation and those kinds of things but there's going to be other things that are not going to be negotiable for for school districts which will come back to what the Illinois Department of Public Health and the DuPage County Health Department tell us and any mandates coming out of Illinois State Board of Education the governor's office or the legislature I have a question about staff what about staff can feel uncomfortable coming back what are you planning to do about that we're still waiting for the guidance waiting on that yeah so we've it would be an appropriate firm for me to forecast that at this point without knowing exactly what it will be but we know that both for staff and for students there are going to be a group that don't want to return or can't because of medical conditions we also know that there's going to be a group of people that no matter what the medical guidance is they're gonna want their student their children to return to school or staff members that would much rather be working at school than at home so we're gonna see it from all different directions here and they two questions have they been have you seen guidance or are people at least hinting at guidance about what to do if you have a staff member who like as a close-contact was positive your spouse or somebody live with this positive or whatever and how we'll manage those because it's really gonna yeah most of what we've seen is a 14 to 21 day quarantine period if you've been exposed or contact tracing leads to the possibility of you being exposed which will put some great pressures on us as a school because then your subs are almost all long-term subs fYI CDC changed their guidance for health care workers to ten days okay part of the reason for there was they couldn't sustain enough people to work to take care of bill so I would imagine something will follow yeah I haven't seen revised guidance for us yet but we've been following kind of what's worked for them is I know what's made its way to us so the other question and I almost laugh asking this is now that we've air-conditioned the building can we open the windows well we could but that once again Jim do you want to weigh in you've been doing some research on filtering in air outside air I don't know if you're prepared to speak but I'll put you on the spot no problem so Nancy I would hate to bring all that hot and humid air and make everyone so uncomfortable so the flip side to that is we were ready and even in my bid purchasing we were looking into different filtration systems for our filters and we're also bringing in more fresh outside here now there's a adverse effect to that because you'll run the piece of equipment a little harder but I think they're you know good that comes out of that because you're turning the air over and a face much quicker so you're getting out air you're bringing it in it's gonna have to cool if we're bringing out air in so instead of 10% outside I couldn't we're gonna bring in 20% see all that work broth we're gonna put these filters and I think that's going to be phenomenal and there's also some other things as far as sanitizing and cleaning that's to come later at the summer that we're gonna do to our building get ready for possibly bringing everybody back my biggest concern would be the hallways and construction and that spacing of back and forth to areas inside our buildings where how are we gonna have that spacing I mean you can just imagine how bad it was and stairwells and hallways at these two schools before there was construction yeah so but I think with the air quality I think we got a good handle on it oh we could always be tweaked and throughout the course of the year as well and as it gets colder to meet spotter then you can even bring more outside Eric sure hey I'm something else that's unique to our schools is this construction and so I you know I guess I'll be curious to see it what what the protocol is going to be to handle you know while we got if we've got students in the building if one or two of the workers construction workers come down with kovat how is that how what does that do to us so yeah go ahead Jim as your hearty because we've already been discussing this so many of those areas will be kind of quarantined to a certain like the auditorium over at South they're gonna be within area and not outside those walls so that if something happens in that unique area it's just that group of people that are affected they're not going to be intervening or having any social contact with any of the students or anybody in the hallway so they'll be kind of you know if something happens in that groups out and they bring a different group in so are we you know so under normal conditions there wouldn't be that much concern about keep things separate like you're mentioning and I you know I know that there there might be occasion for a guy to walk somewhere go get something or cut through somewheres I mean those protocols are all gonna be gone over with white and coordinated I would suspect right - absolutely and as we speak they're all being tested on a daily basis so they're getting their tapas there's Chuck they're wearing their mass so we had one possible incident this past summer that was strictly outside in the one individual ended up testing negative so whites protocol for anyone at the workspace is pretty aggressive right now and I'm sure we'll even get more aggressive as we go into a school year with students coming back and staff and I mean to be honest close contact is defined as within six feet for 10 minutes or greater within two days all right so casual contact with somebody who even who's positive now of course there's no man like magical curtain that falls down it opens up at six six feet or ten day or ten minutes but uh there's there's low risk transmission if just like casual kissing you wouldn't want to stay awake large groups of people pass me but if somebody wanders off to low risk issue what was that Nancy I missed I just want you to repeat the message is it for a close contact in a period of time most contact is defined as being within six feet or ten minutes or longer of a person with coated or presumed to have Cove in nineteen and that can occur two days prior to the onset usually took three days prior to the onset of symptoms Hill they're still after there's some you can be positive and never to have symptoms so you never really less than ten minutes is not not considered deaden exposure is that what you're saying you're not considered a close-contact so you know you gather made a person who's a close-contact different you evaluate people who are presumed to be positive or known to be positive you have I evaluate people who are close contacts like family members people who have defied social distancing orders and you know go out with their friends things like that and then people who you pass casually are not necessarily close contacts even if they're positive I mean is there a chance that you could transmit the virus to somebody who you passed casually absolutely the probability is much lower though and that's we're following it that's the same for similar guidance to what we're getting from DuPage County Health Department so right now in the office the office staff that are in we are tracking anybody that on a daily basis you're keeping a running list of anybody that you have spent more than 10 minutes with or I think we're to keep in five minutes just to be safe right now but yeah the DuPage County extended that the last time we talked to them to a longer time period but we established the protocol of anybody that you've been within six feet of for more than five minutes keep track of it and that way we can contact trace they test positive so I would expect we don't meet until July 20th I would expect please board members keep a close eye on your email that you're going to be getting a lot of updates as guidance comes out and we start making plans about how we might return of what we're thinking of doing I would like to if the state gives us enough time to prepare I would like to be able to put out our optional plans and what we're thinking of doing and get a small committee together to vet those and get them out to the larger public well in advance of us returning to school but a lot of this is out of our control right now just waiting for that formalized guidance to come to us mm-hmm so I think that's Oh couple other things related to that sorry I had in here my notes driver's education is one of the phase three summer options that has been opened up to us jeana's been working with a couple of the lead teachers and drivers had to put together protocols she's been working with jim and CM GE to talk through cleaning protocols we expect that sometime in the next couple of weeks that we'll start bringing students back in groups of two and there'll be a whole protocol for symptoms checking and all of those things before they get into a car and and start logging hours driving but we have a huge backlog of driver's education behind the wheel time to make up so we're we'll be following that guidance and those protocols for that and start giving that a a go here over the next couple of weeks and then our athletic directors are working with coaches to look at who might want to return under these new return-to-play guidelines from IHSA it's really return to workouts it's not anything that's word sporting activities so far it's just been a few coaches that have expressed interest we're working on a plan that plan will come to me I will run it past everybody that we're supposed to run it past our attorneys probably our insurance company the the DuPage County Health Department will make sure that everybody thinks our protocols are correct we will if if the numbers continue to improve here we will likely be in phase four by the time we can get phase three protocols underway for any of those seeing is that we didn't receive phase three protocols until last week it might be in phase four as soon as June 26 if things go well but we're gonna take our time and make sure we do it right and not rush back to anything so those are things where changes we're looking at making that might be ready sometime end of June beginning of July about driver's ed boy that's yeah it's two students with masks with windows open for driving no we don't have face shields planned no curious about facility rentals is there any talk about that you know particularly swim teams that my daughter's you know keenly interested in what's the future there for her Club being able to get in you know I'm short term long term that sort of thing and I imagine we've got people who want to use the fields and things like that as well any are we getting guidance on that too don't you know for down the road where we are not going to move forward with that in the short term right now we're working on our getting our own people back right rentals back there's a whole set of protocols for that which include if I'm having to put together a whole set of plans to return to use our facilities by the time those plans were vetted and in place we wouldn't no longer likely be in phase three so we're gonna wait for rentals until we're in phase four and we get that guidance and then we'll evaluate what the protocols are under that because we hopefully will be in phase four for a long period of time you know that the numbers stay good and it's until a vaccine shows up it makes more sense for us to wait until we understand how all that works right right plus you know I we're we're not ready to have our own groups return unite so I don't want to start bringing in outside groups until we're ready to bring it back our own our own groups no it seems seems like it could be kind of messy to me so I'm just but just curious because I know there have got to be a lot of people out there that are you know it shouldn't get back so there's a process but like I said we'll wait till it's phase four hey smart anything else I'm remote learning returning to school if not the consolidated district plans no I'll turn this over to Gina okay thank you as the board neighbor called from our last meeting I reviewed the basic components of the consolidated district plan consolidated district plan encompasses several of our arielle grants or special education ID a grant as well as our gen ed grants the plan consists of several different sections related to graduations achievement foster care college correctness professional development safe learning environments special ed and title one I prepared a summary document that walks through each of those areas with bullet points it looks very similar to last year's there's a few changes in the plan they did add a special education section so that obviously has been added and one other changes we are increasing our bilingual and al supports to students and those are the key changes in this plan as opposed to last year's plan questions about the plan did you have a question and say hearing then we'll go to the end of goal summary all right every year we prepare the end of your goal summary the whole administrative team collaborates on putting that together and then we put together an outline the key areas under each domain where we've had accomplishments we also in there include some areas we're going to continue working on for the next school year we use this as the jumping-off point well closing up last year obviously and then the jumping-off point for next year's goals over the next month the administrative team will start looking at what those opportunities are for next year and start outlining those goals to come back to the board on July 20th any board members that are interested in us kicking around some of those ideas or new things that we should add should share those with Nancy and I over the next month as we work with the team especially if you can get them to me by July another 4th of July because the week after that we really start working as a team on this so this is like the last opportunity to talk about last year formally and the first opportunity we've talked about thanks to girl normally talked about last year without here and if you go into that year-end review you'll get an idea of some of the stuff that we've been up to use and smart responding to that was interesting to see we provide an update to the board on goals in the middle of February and and when I provide those updates to the board really looks like a regular school year you know and that we're moving forward and then a month later we started a whole brand new school year so it was an insane end of the school year for everybody not just for Emmy for the world right so you know it seemed like sometimes we were rewriting instructions and directions hours after issuing instructions and directions so we had to plan graduation I think about six times so it's been it was an interesting the school year to say the least but you know it was interesting to look back and go through the year-end review because we had a lot of good stuff going on heading up into that point of the year you know and I'll just kind of go through we have five goal areas we always address I'm gonna kind of give my my quick highlights of the areas I'm not going to reread the document to you but from my perspective of the superintendent from the student experience I feel like our equity work over the course of this year has really turned a different corner and direction with the involvement of students our common experience work got underway in strength and focus this year a reminder common experience looks at standards grading and assessments across course teams we got our internship programs formalized and up and running and those are both scheduled to run next year which matches up with a strong board goal of workplace readiness our path program to respond to student suspensions in and outside of school and making sure that that doesn't become chronic and that we support students as they return to school after a discipline issue and finally just coming up with a new metric for the staffing of activities and athletics through the teachers contract to make sure that we're providing the appropriate resources to student interests in those areas I think was was a huge change for us moving forward in the area of the staff experience you know settling in new five years teachers your teachers contract with a lot of changes in there really sets us up to do some incredible things over the next five years getting our new personalized professional learning program started this year a new staff discipline process and equity work continuing with our staff all huge highlights the for the family and community lens I feel like our communication plan especially led by Jill is and fabulous and continues to be and you know this is from multiple media formats and through a pandemic I feel like we've done a great job of keeping our community and our staff and our students informed of everything that's going on we've done a nice job I think of our master facility plan updates you'll see some of those tonight as we've included the 360-degree views of the construction area our budget reports I think that the community if they want if they want to see what's going on they definitely can and those those opportunities are there the work with the Education Foundation continues to get strong stronger ever here and they have been incredible at stepping up during the pandemic and helping us support students and families and then throughout the year we increased parent events and brought in more guest speakers than we ever have before in a variety of different formats the learning environment this is our resources we started the year out with a strong push on pedestrian safety and doing that studying cooperation with the village of Downers Grove that led to a bunch of recommendations one of which will look at approving tonight we remain in a strong and responsible fiscal position and look to be that way for the foreseeable future that five-year teacher's contract keeps us there the the fact that we have the capacity to issue these working cash fountains that we're talking about doing to just make sure that our position is bolstered during uncertain times that can only happen because of years and years of strong fiscal management led of course by Mark and his team our capital projects and master facility plan continuing to improve our facilities and then we have outstanding IT resources here in district 99 which were really put on display during the remote learning period the fact that we were one of the first school districts in the country to close the digital divide and ensure that every student had a device and every student had access to the Internet really put us poised in a spot where we can move over to remote learning really much more seamlessly than a lot of school districts could and then for future opportunities we continue to work on restorative practices this year especially a big Kea that is our path program the new school day schedule that we're looking at for the 2122 school year so not for next year but the year following that's an exciting thing to come that corresponds with the changes in our facilities workplace readiness work that Gina is doing and building stronger relationships with our trade organizations and supporting non English families we've made non-english speaking families we've made some great strides there this year and then I would expect that in the next couple of years we'll look at a more formalized strategic planning process as we've talked about once we wrap up the mass facility plan and we know what our facilities and and perhaps the future looks like as we make it past a pandemic we'll start looking at that so really looking at what next year's goals and coming back our first goal is figuring out how we do school next year the next month will take a lot of time and energy to figure that out but then I also we I want to continue our work around equity we're doing great work there but we got a long way to go continuing our work around professional learning and the common experience will all be focuses for next year with our staff so that's kind of what we're looking at I'll take any questions or comments but overall I feel like we had a very successful year successful year is understated I mean what a what an impressive list right I just as I was reading through it all earlier and then again now it's just wow and that was so much this was accomplished right before the pandemic so stay on track and in the midst of all this - is really impressive and some of the goals that I look at you know the things that we've accomplished the equity being wand just think about how that might yeah you know under you know considering all that's happening right now in our country how important that is and and how wonderful it's been that we've you know that that was such a priority for us already and but it takes on even a larger larger meaning I think going forward overall though this is just something for us to be proud of so many things here is amazing so job well done by everybody greatly appreciate it thank you so many things well done in under such the rest yeah duress and as Hank was saying rewriting plans six times over for graduation and that was just that's just graduation right I mean how how many other times other things right that one day you think you're doing one thing and then you know another day new guidance something new happens being boy for a while there we all just felt like every day was some new crazy crazy thing happening and and when would it end and in the midst of that ache you're so right you know our positioning with one-to-one and making sure all of our students had the Wi-Fi access and I know there were there were students they got lost in the midst of things but I don't know how we could have done it any better and and and so I mean this that this end of your summer it really doesn't I mean it doesn't reflect those successes yet right I mean I think I think you could write a whole nother end of your summary for the last two months of the school year so impressive and once again thank you and here are comments questions we all echo Mike's thoughts hearing none we look forward to seeing the final report but let's move on to English departments doing nose all right turn this one over to mark muted here nationally and we reduced our cost this year by about another $10,000 by doing it we $218,000 for the books last year paid about 140,000 year before that so each year we get better we get more just a more participation in it and so we're looking for you to approve the those responsible bit of one hundred eight thousand eight hundred sixty four dollars and twenty three cents from Complete Book and media supply LLC they are actually based out of Texas but the each of these companies has different warehousing and really a lot of it is shift right from manufacturers producers so doesn't matter where they're located so turning out very well to use this process questions are coming I know I've you asked this question before and I don't remember the answer it doesn't really have to do with the bid but what do we do with our use textbooks or of novels primarily English program we H a year we build it up where they have different novels that they read those are these they only personally because they mark them up and we show them how to market up when to highlight use it as a learning tool let's go from the accountant so I'm sure somebody in defense knows much more about mark is absolutely right the vast majority of the books students keep they learn how to annotate and text mark and that's for the learning process their titles that are sometimes difficult to get where we may do a check out basis but for the most part they get to keep them out the whole text book it's a single textbook for our ESL program so this is just a first heads up to the board that we're considering adopting this this one would come back for approval oh it is tonight okay well we sent it out earlier sorry it's up for approval tonight sorry for the stumble there so this is a US history textbook for our bilingual program well purchasing and copy paper their yearly custodial maintenance and grounds supplies doing it for many years it's been very successful fifteen bitter so a lot of vendors submitting bids this year as you can see we've got ten vendors that are being awarded which means that we're getting some good competition allow the pricing is flat what we have last year so that's really good news and you know we each year we're just getting better and better and the pricing is getting more competitive so really good to see this you know good news all the way from Salt Rock soft being very low price two cleaners all across the board we're seeing good prices this year so that's great to see just wanted to add I know we talked about a little bit earlier but as we go through this Kovan and pandemic and possibly briam students and staff back to school we're going to need additional cleaning products so we're working on that along with disinfecting and safety matters for our school district and we're working I'm work with Mark injury and Gina possibly getting some grant funding for this so we're in the midst of doing that and see how it all plays out for being very aggressive on how we're going to do that to make sure our buildings are safe for people to come back to work in school so all these beds have been reviewed and the lowest prices are vendors that meet our requirements so tonight we'll be asking you to approve a total amount of 136 thousand seven hundred forty five dollars and ninety five cents [Music] any other proper ever-popular copy paper it says Jim's as well and this I mean talk about exciting stuff nothing further I mean hey I'm both gonna be good what do you guys woke up this morning and this is the moment you were looking forward to nothing better but it really is good news because our program that we've incorporated the past few years with our new printers and we've established a guideline for our staff and throughout the schools on how we use copy paper and what we're using it for us it come down tremendously so we had six betters of a cost for white copy paper as decreased 15% roughly for forty point seven oh and last year we had a percent decrease as well so we have lowered twenty percent in the last two years that's huge other that says we're doing something right so our plan is working very happy with the numbers that come in for cases of a white paper so we still harder color paper as well and that came in pretty good so really this is lowest I've ever brought to the board since I've been doing this low bid is Midland paper they made our bid requirement it's within our budget in fact it's below our budget so tonight we'll be asking you to approve Midland paper for twenty six thousand five hundred sixteen dollars and eighty nine questions I have just the comment to add when I came in and joined the district five years ago one of the questions was when would we start to see massive decreases in paper use due to remote learning and printing changes and those kinds of things last year was that first year this year now you're really starting to see but you know you're also seeing a compounding effect between digital learning and then the changes the gym and that and the IT team have made in you know paper management and printing management are combining to really drive those costs down you know and that that's you know not just an environmental change but a fiscal change for us so really glad that we were seeing that payoff implications a roll over yes I do do the stay-at-home order and Coll vid and everything else many of our employees have not used up their vacation days our 52 week employees especially because many had vacations planned during spring break or right after school ended and really the world is just starting to open up a little bit we do allow employees to roll over 40 days in total a year but we still have some that would lose days as a result because they haven't been able to use those what we're gonna ask is under consent tonight for the board approval from today to one year at which point everybody would be reduced down to that forty days and if they hadn't used them they would lose them at that point like they do at the end of a year but we want to just give them a little more time to use them up that doesn't come at any cost to the board but it would just give employees a little more flexibility if the world opens back up again so that's tonight under consent is there so just to be clear and so for Spring Break though that's people aren't using I mean are people using their vacation bank for spring break know that we had people like myself and Ed and several administrators had planned to take that week off and go away vacation and then instead we'll spend the week planning for remote learning so we would have heat five days that week but we didn't write and other people had other days planned and those kinds of things so they're just sitting there with the surplus of days that would expire on June 30th of this year let me let me read ask my question mmm for those people who had a break that week because there was no school in session they don't use their vacation days it's not all this is only 52 week employees they run okay okay thank you any other questions no just that this seems like a kind thing to do you know a way to say thank you to I think so break their master facility plan progress and a plan you know let's start with fiscal report the monthly school report here we continued it back really well we have a continue see that's the first summer we always look at of 4.9 million so just short of 5 million reminder we started a little over 7 when the whole project started we're about halfway through the summer work right now and as the contractors and the builders tell us you know we've made it through tearing down the auditorium and opening up soils and those kinds of things we've started tearing up the space in the Commons laying down footings we're past the phase where a lot of the discoveries of scary stuff happens with unsuitable soils and those kinds of things so we're trending really well for the summer we continue to see that owner budget cost number go up a little bit because of asbestos we continue to find it and continue to remove it so things are looking are still looking really well so far as the overall budget goes and progress goes note that that contingency number reflects the next agenda item that we're going to talk about the Dunham drive increased bid amount so just seeing for that point of reference that that's included in their products we'll go to the next screen I would before you do that I wanted to interject you know the fact that our our contingency exceeds the unlit amount to I think is a great indicator of where we're at right now you know in terms of risk going forward not only have we discovered most of the things we're going to discover there's very unlikely that we're gonna have too many surprises left and you know from a budget standpoint we've already we've already let out everything you know pretty much the entire project there's a million something left so 99 percent has been accounted for so I mean there's a there's a very very strong chance that a good portion of that contingency remains you know for us right to the end unless we spend it so that's all right and most of the construction that happens over the next 18 months is being built on top of footings that we're now putting in the ground right now so although you know we've been asked to make sure we have a million dollars in there of contingency for next summer's construction the risks keep getting lower and lower each day that goes by on the project so thanks for pointing those on what numbers out Mike and then at the next page here you'll see the contingency again the furniture allowance you're seeing that we're we're ordering furniture where we have a lot of that coming in and then it'll be a huge furniture purchase for that last phase which is the two Commons that will be a lot of new and different furniture right now a lot of those furniture expenditures are for equipment because we're putting in those steam labs that our steam winnings at both schools so when you're talking about science technology engineering math they're talking about a lot of equipment that's going in moving over remember our first contingency before we even get to that 4.9 million is that remain or country remaining contractor allowances we only have a little bit left from phase a four sprinklers and that kind of work we still have some phase B work to close out but once that closes out some of that four hundred thousand might come back into the contingency and then you see all that phase C work is what's going to happen really towards the end of the summer and through the next year so that's another 2.2 million dollars in contingency that we expect to spend a large portion of that but there's likely a portion of that that comes back at the end of this so we still have a real good solid protections there for for our budget moving forward the remaining the remainder of the budget report is available for you it's you know like 17 pages long and we always encourage the board that if you wish to go through that and have any questions to send them over to me and I'll find the answers for you and get back to you and the rest suborders I always do so that being said any questions on budget at this point it's projecting well right if you could open up the actual progress report I just highlight this one is what came out last Monday from white you could expect another one out towards the end of this week but just to highlight some of the work being that's going on the fine arts edition that's at steam Edition over at South if you drive by the building it looks incredible and it's really changed how South High looks from the outside from the inside it's dramatic and I would encourage the board and the public to click on those 360 degree photos and just kind of take a peek what's going on inside that space it's just incredible bleachers and squad rooms at both sides of the town the bleachers are up the press boxes are up and they look fabulous now we're getting to work at the squad rooms underneath those but really excited about those spaces comment coming together auditorium right now is it just a big hole with concrete footings starting to be poured but if you get a chance to drive by that side of the building it's pretty impressive to see that big open space there of what's going to become the auditorium which will be an impressive sight once it's in place then Learning Commons you can't see this from the street you can only see it from these pictures but you can see the footings and concrete pad being poured for that three-story enclosed common space and it gives you an idea of the kind of square footage of volume that we're looking at that will will be new space for the students at South High it's pretty impressive and then moving over to North High you can see as we're wrapping up that phase be a gym kitchen alley multi-purpose loft the gym if it really looks like a gym now when you take a look at that and the alley is really an exciting space that our kids are going to love you can see that new gymnastic space it's huge it looks even bigger that when you see it now than it did on paper and especially the vertical volume in that space is going to be well appreciated by our programs and then although the is you remember the soils under the bleachers it itself set us or at north set us back we've caught back up to that and now beautiful structure up there with a great press box looks amazing it's centered on the field imagine that and it has a lot more room for spectators when we can get people back and spectating sports or it allows for more room for social distancing one way or another and then getting underway and facey the Commons and then all of that space is being opened up and getting started in the core of the building so you can see all of those images as well so a lot of work being done a lot of progress being made a noise a maze any time I Drive past either the schools how much you see has changed even though you only see a sliver of what changes really North was dramatic from Main Street looking at that southeast corner where for a while it looked like you know somebody just blew up that corner of the building and now you're seeing it come back together it's pretty cool to see how that that all works and it will be a dramatic change there for North High I mean lowest corner of the building and it'll be beautiful and it's done and very functional in increasing our curriculum programming with that steam edition there all right a last project to talk about an alternate that we've been talking about all year well for most of the year that came out of the work with the pedestrian safety work was a recommendation of adding this drive on Dunham's for student drop off and pick up especially drop off in the morning to believe the pressure of cars heading west on Norfolk and try to keep some of the traffic over to the east of the building at the beginning there was some concerns from board members of the overall cost and then of course the cost came in higher than expected mostly due to storm water management is the key piece here with some additional requirements in for storm water retention that has kind of driven the cost up by another $70,000 had entire amounts of 270,000 62 is included in that current contingency of 4.9 million million it is still the recommendation of the administration that we do this work even though this has become a more expensive project than when we started because it addresses one of the key recommendations from the pedestrian safety study without doing this work we'll have to go back and try to figure out how to address this differently in a different format this has been kind of eight months worth of work towards the best recommended option from everybody we feel that with our strong financial position in the master facility plan it makes sense to do the top option and just address safety in this way it's up for approval tonight if the board approves it will move forward if not we'll go back and start over again I don't have another recommendation to bring to the board at this time since this is our overall recommendation that we go forward so at this point I'll take any questions that board members might have her on this Hey I was so you already answered my first question and what was I was curious what what caused the miss on the budget projection where you know what was more than we expected and and you said stormwater management so I'm wondering was there where their numbers drawn up what what's the trade-off if we go to permeable pavers on the on the paving for this what's the trade-off what do we save on the on the other side of it with the detention that's how we're doing that's part of how we're doing this is what's permeable right that's part of the cost increase got it well and and so that'll that'll help with the all the people that still come up to us and say why'd you put all those pavers in up at north and what did you do it itself well here we go well we might have to answer why we did it at both schools but in all of this this is it's the same thing again and I have experience in this I just the rest of the board members so you know I mean I I experienced this every day with my work here in Downers Grove and I have a large project right now where we you know so what we did we went we had to go to the permeable pavers and it seems crazy but it's better to spend the money on things that you see versus things you can't and so it'll look like a high-end sort of installation but in fact it's from a budget standpoint less expensive for us to do this than if we were to put asphalt down I know that's hard for people to understand but that's that's the reality of it you can blame blame blame the not only the County stormwater regulations but the additional level of regulations that are you know put on us by the village of Downers Grove it's just what it is so so anyhow unfortunately it's gonna cost us more there was a lot of consideration when we did the parking lot in north and I would be hard-pressed I argue against this just simply being from the safety perspective yeah I guess I look at the stormwater didn't we make enough provisions when we put in the that turf field that's just to the north of it there wasn't enough I'll have Jim madrasah let me know you know I guess I'm just asking no it's a great question Jerry I'm glad you pointed that out so when we did the turf field we just can't enough to tension out there to accomplish fulfilling our what we were told to use for the field itself beyond that we didn't have any so we were very limited on what we can do with our resources in that area and obviously we're running out of room out there you know as you remember when we built the practice field and put that big retention area with that big monster out there under the practice field that that was part of the plant for that whole side including the softball field but when we did the turf field we tapped off that save some money so then all that went away as far as retention so we needed a little more here from the perspective okay III just was curious cuz I know that was a pretty big area that we dug we only had so much room to build so big otherwise I would have been in 63rd Street I mean it was huge yeah you would think that would do the entire acreage of South High but the equations don't work that way they're very strict with DuPage County and the village as Mike no just curious just curious no it's a great it's a great question Terry I and it was just the way to think about this is every every time we increase the amount of coverage on the lot for any reason at all the village is making us do something to take care of that water and many times that too is okay I mean my opinion long-term this is this is you know they're basically trying to get us to do more and more and more everybody whenever you do a project in order to make up for some of the sins of the past and and we certainly could try to build more build more capability in in the event that we ever want to pave more but the regulations might change again and things might let up so it really doesn't make sense for us to to do any more than what's required for the things that we're doing right now trust me I live on a retention pond oh I don't we've talked about it yeah and and to be honest with you I'm tired of collecting silt and reads from the darién Club which is darienne's water so I know maybe we can offer to put drainage under electronic signs well I would really have a sign Thank You Nancy any other questions you know I'm going to bring that up yeah we can now um I'm trying to figure out where I know we've talked about this and I know we talked about the cost where is this going to be I was looking at the map is it awesome did we decide off 63rd did I start down there it was just dark no we did discuss a 63rd Street but that one has been tabled until we see the impact of this one so this is just past the new turf field as you had south on dunham and it would line up with the new steam addition that's what you see off to the left-hand of that image that Old East addition that was there and then next to a thanks rod for highlighting that is the new steam Edition there and that's where it would line up with okay don't remind me can you make a left into it or are left out of it or you have to come from the right you're not crossing lanes or Canyon you can make a left into it but you cannot make a left out of it and it was one way too right yeah what's one way one way going south correct you can enter into the drive from the north of the south but you must exit the drive heading south and it's a single lane no there's enough there for two and the idea is you drop off and then you can pull out into the other Lane to exit if somebody is like hey too long I want to clarify what you just said hey guy I I was understanding that you can only enter from the north that it was gonna be one way going south no because Dunham there is a wider street there allowing for exit from the entrance from the North or the South because if cars are waiting to enter from the south Oh West there's enough room for another line of traffic to get around people waiting to turn so the village was comfortable with turning in from either direction so they're not going to put a turn lane in no so there's no turn lane but I thought isn't there parking along not in the booking there is not it's only during the middle of the day right okay people use that parking for drop-off right now Terry we do that right I understand but you know I just don't want to you know have cars trying to turn in and they're worried about parking you know cuz some I have a feeling they're some of our staff parking along there they can't before school they normally do is to come back to school after the school day is started okay so it's like 9 o'clock to but yeah something like that right yeah okay all right so this is working its way through no good questions this is working its way to the village plant emissions well I think the thing for that might be tomorrow but we're just having fun up down vote later on under action and that will give the administration the direction we need to know if it's move forward or if we go back and revisit this I just I just have one little comment the memorial garden that you have there are we going to be moving some of those brick that are over by where the Mustang was by that the by the I call it the pool entrance you know that's where the memorial garden was correct the entire Memorial Garden is being moved over to the other side of the building because the auditorium will come out to where it's out right now right but that's where it is you've got that in that little circle area yes it's moved since that image rod could you pull that image up one more time I'm sorry I don't know it's okay the memorial garden will actually sit now because this was a draw an image from like when we first put a while ago yeah over just south to where you see integral sidewalk the words there that's kind of where kind of over from there moving sidewalks and the drop-off the new addition yeah it's it's over in that space somewhere I can't remember exactly where but ed and his team have been working on relocating that making sure that it's that it's the way that South would like it placed yeah it makes sense that we would do it there too because that way it's on our property we're they're showing another drawing was in the right-of-way so the village probably yeah do you want to comment on that at all the line coming out of the new edition that has a bunch of tees on it and then there's a square it's a basically right there where the square is because as you come down this hall this large glass you'll be looking out at the peace garden oh okay and just to clarify Terry's point about the pavers the papers have already been moved they're out in front of the new entrance by the Mustang statue those were the papers that the foundation sells they're already relocated now I can the foundation sell more of those bricks to go into that area yes there was a peace garden yeah we had we took all of the leftover foundation bricks that hadn't been sold yet and pleased and expanded the size when we put it in at north and south so there was room for continued sale of bricks right but I'm just saying in the Peace Garden not that those are all naked bricks correct right those aren't part of the foundation bricks those are different bricks Jim Jim I hate games go ahead go ahead Terry I was just gonna ask can we turn around and sell those also to maybe because isn't that supposed to be more for military and and service the memorial peace garden was built designed for the sole purpose of honoring the alumni from district 99 who were killed in service so no we will not sell bricks for any other reason on that space that those are stones that are engraved with their names and their names so Jim you know that original plan you know the memorial garden in the right-of-way now it's not in the right-of-way is the paving it was the paving for that memorial garden taken into account when they were calculating the stormwater management requirements yeah okay good good point Mike but yes it was right any more questions on Dunham Street alternate for the circle all right as I mentioned that's up for action later on this evening have we had any Freedom of Information requests oh yes we have and we have responded to them and they are all available on our website Mark's been busy with jewel we're gonna move on to the consent agenda is there any item any member of the board wishes to extract before we do none were seeking a motion this is one of the best notions that we've ever get so thank you all moving on to the second reception of visitors for public comment we have nobody here at the Administrative Service Center and we have no new comments who have come in through the forum thank you Lamont of communication and announcements lend their immediate like so there's been one that was set up for this week manufactures one Thursday morning so I'll be attending that if there's anything to report out Joanna how abouts acid basically it just was their election of officers and pointing a fight of the committees and they also are working on three different scenarios for an exposure including in a return in-person instruction continuation of remote learning hybrid or shift between remote in in-person instruction and the administration is interfacing with many organizations to anticipate including member districts also they are working on esy credit recovery and coordinating with districts regarding students SAS Hanna is also applied for a FEMA grant they're expecting they went over the budget and they are increasing their enrollment by 8 students was which is about one point eight four six percent the unusual South they're anticipating salary increases for contracts health insurance rate increases I am fire I am RF increase and also I'll also note that our district team is 350 400 face shields for staff added it might have been clenched your meeting but we've arranged for our our team to continue their face shield project to produce face shields for all of the staff there because many of the students or we need those face shields for them they were wondering where they would find them and we offered to to produce them for them I just I just loved it our community it just just so it around the face shields have been great for the hospital yeah yes 99 foundation yes that's kind of piggybacking along with the face shields because I believe that they're using the funds that are passed through the foundation for those for and correct yep yeah yeah and so I believe that we stopped taking donations in that segment four right now and unless we find that there's a need for it and then we'll start that up again yeah we produced and raised funds for 15,000 if we hit the 15,000 mark will reopen the population to reopen and then we're also have a pass through for families in need and that is still open and you can donate to that at any time and we are you know just waiting for the schools to determine what they need and and I think that's kind of been put on hold a little bit until school starts again and unless they need it before them and we're also going to I'm sorry taking donations is not on hold spending music the spending is is kind of slowed down a little bit because school was not in session so we're working on our bylaws and hope to get those finalized before the school year starts and I think that's about it you know Mike did you have anything on IASB no except you know curious the triple-a is still you know it hasn't been canceled so it curious to see what happens going forward with that so as soon as I hear something I'll let you know I'm sure we all get it an email at the same time though so that's all coming soon yeah it's not on the agenda but just so you know the next two page division dinner will probably be a panel talking about legislation and it will probably be a Saturday morning breakfast instead of a dinner if it's held in person at all so okay okay I'll call you board meetings all right that's today July 20th is the regular business meeting at 6:30 p.m. to be determined if it will be I I will like I will toss out there that there is a possibility who to these guidelines that we received that there might be a reason to call the board back together to take action whether it be related to curriculum and personnel that the board because of local control needs to sign off on what we're doing or there could be a possibility we're between now and the 20th I need to call the board back together I'll work with Nancy of course if that's the case we we don't have anything imminent at this point but we know that we've heard that with there being more local control there may also need to be board action that goes along with that so nothing that I know for sure right now but stay tuned because thank you we really now need a motion to go into closed session for the appointment employment compensation performance or dismissal of specific employees for specific volunteers of the district or legal counsel for the district including hearing testimony on a complaint lodged against an independent contractor in a park recreational or educational setting or a volunteer district or against legal counsel oh go ahead Joanne okay thank you Cheryl fuller aye Joanna Vasquez drexler my get important all right and Nicolas Travis it I with Kevin Otto hi Nancy cook I'm here on closer

holiday and because of present state what's approved we'll be sharing this with the press and we'll post it to our website sounds good any questions on any of those dates for the board alright damn rape yes Nolan yeah there yes yes alright that wraps up action items we've invited information items a triple light conference registration so registration normally is already opened this year they're delaying the registration until sometime in July right now the conference is scheduled to take place in November but it will be interesting because with our current restore Illinois plan will still be in phase four at that point until we have a vaccine or a ready readily available treatment which means that you cannot have gatherings of more than 50 people any one place so by any one place like in a conference center any room and that come from Center would count as an individual place but I'm not sure how they would do the keynotes or even if they're going to be allowing conventions and downtown Chicago at that time so this is more just as an information item for the board just to be thinking if you would like to attend should the opportunity presents of not it great yeah how do you doubt it'll actually happen and the only reason I say that is our meeting might work starts the following week and we've already cancelled it and it's just with everybody traveling and everything you said it's just and we all know triple I mean they pack us into those rooms downstate want to come up to Chicago maybe it should move maybe triple I uncle somewhere south I'm just sharing the information so you can begin to think about it should start to move forward yeah thank you alright next up is a high school graduation um I really have to come and carry McCaslin in the high school Karrie McCaslin and and the team there they've been spearheading trying to come up with a meaningful alternative for graduation so what we recently found out we've been holding the August 9th date for a graduation at Northern it was always our desire to bring the entire community together and have that in-person graduation event we were hoping that we would be in a better stage by August but what it what occurred is that the president of Northern actually canceled their rescheduled commencements which would occur the two days before ours on August 9th so with them canceling I think it's just a matter of time until we're told as well that we won't be able to exceed 50 people and that type of venue for for grouping so um as the high school to come up with various scenarios they put their heads together I think they came up with some very good options and after after numerous discussions and I mean numerous discussions they were leaning towards one over the other so the original plan that um we pitched to the Regional Office of Education and the King County Health Department because we were looking to plan an in-person graduation event on our campus and the football at the football stadium we the plan that I pitched was to use our bleachers and also bring in other portable bleachers and so he would have no more than groups of 50 in those bleachers that would be separated by six feet then we would put all of our students on the football field and those students would be separated by 6 feet and then the administration board could be on the stage and we could have students come on up and receive their diploma whether practicing social distancing the plan was shut down because they thought the football stadium in the same way that they kind of classroom as a 50-person mix in any one area that's in King County so then in looking at other plants or other things that are available high school administration came up with a great plan for an on-site graduation but it would be an all-day event um they would have to bring in and families and groups of 50 maybe to groups of 50 on campus and separate areas and then they would stage them and they would have an opportunity for students to copy and cross the stage and receive their diploma maybe sign a banner get a couple photo ops but it would not allow for everyone to see all the speeches live it would not allow all the students to be together with their friends so the the option that after a quite a bit of weighing in debt that everyone is leaning towards is actually reserving of the Sears Center the search Center is located in Cook County hey Cook County will allow a group gathering like this for a drive-in graduation event where we would have a portable stage there we would be able to screencast videocast graduation it would play over FM radios for people that were present the entire student body could be there at one time along with their parents and loved ones they would be able to see the graduation on screens that were placed around the graduation students would still be able to come across the stage and receive the diploma and everyone who wanted to be there with their friends could be there with their friends the issue is that there's a little bit difference in price Northern Illinois University costs for our graduation is right around twenty two thousand five hundred the cost for running the Sears Center for this would include the use of their lot their security all their people to deal with traffic the use of maintaining porta-potties and all that is eleven thousand six hundred and sixty nine and then the production company and we did receive two quotes for production companies for the theatrical staging and all the lights and the screens the lowest the lowest quote was sixteen thousand two eighty from American mobile staging and the next the next quote was eighteen thousand eight fifty from upstaging and company in Sycamore the total the total price for the event would actually be right around $7,000 so it's a little bit more than what we paid at the at NIU but it would allow all the students who wanted to participate and come together to be there yeah I think that of yours the word input I like that idea I think it's a better I don't know they're just it's it's a cool graduation in this time you know so we we wanted to try to do something that was special for our graduates I completely agree I mean they weren't expecting to have graduation of the high school only way that way we can at least get together with their friends and I think having I think part of the special thing about graduation is being together with everyone so those that choose to be there it's probably gonna be similar the people that chose to be at the you know parade and Stonecrest plus more a resume and so I think that makes the most sense and given everything that we've been through this year $5,000 to me is a no-brainer yeah I would agree thanks to the team at the high school for working a lot on this I know it's important to a lot of people that I have talked to and yet plan looks good worried does it sound like a decent plan to you yeah I'm in my family thinks it's a decent plan to their all in favor I think even though they don't know what this plan is and then what we'll do is we'll work with a high school administrative team and we'll start pushing up correspondence beginning tomorrow and then push our greater details as the event comes together and what's the date again Todd we're looking at the weekend of July 18th okay that way that way the families have about a month to plan right and we would have a date and we'd have a rain data on that weekend I'm sorry push out a nation about the date push it will push out begin pushing out information tomorrow to reserve the date and then we'll push out additional details of the event as we develop it subgrade is the is the date Saturday with the rain date Sunday is that how that goes i combined with me yes that's what we're looking at the date would be Saturday with a rain date of Sunday okay good deal so high school team for a lot of hours and they're working on this and I want to commend them on on coming up with what I think is going to be a really nice plan yeah I like the the idea at the track you know on the football field too but this just seems obviously you know bigger and better you know if we depend on what happens in the fall we'd still love to bring back all of our graduates for to homecoming of them it's just there's so many unknowns right now yeah well just the manpower that would have had to have been put in by our high school staff in particular to try the logistics of something like that just listen you something just seems like a lot of work you know to create a day that's so long and so so taxing that I think it just alleviates a lot of the stress especially for the summer as we're working to prepare for the fall and I'll be unknowns that still exist there so I agree well Chris I know I know that Chris and Terry Stroh or in the meeting and so I know that they're happy now that we have a definitive plan because I know that we've all been talking about getting correspondence out and I know Chris does Tony and his team they'll be working on that already starting tomorrow all right excellent all right next we have the Prairie knows little school celebrations the next step so dr. hog is in the meeting and he created video clip which I'm sure the help of a missing principal posh so dr.

mine in to present on she took the lead who were all working together but she took the lead on that all right dr. Mannion are you there with us let's see I don't see her on the list she's she's done the phone call oh she's the one eight one five phone call but she's on mute she might not know she's on mute mister do you realize that you're muted she's been talking for three minutes she's looking for the little microphone button on her phone okay so Esther she says that she's here but she's not coming through so take a look at what we're starting to do and hopefully she can connect with us so as we're looking at we're looking at a structure to tackle this that's meaningful and manageable for coming back to school and we decided that we need to communicate with all our stakeholders with within the district about our vision to return the school we're expected to move to face for work on June 21 June 26th and this where we can as I mentioned before groups of 50 in any one area any one area could mean like a bus a bus as an area an area would be a classroom an area would be the cafeteria an area would be the gymnasium so you can recirculating people together but there is also other rules they have to be established Oh looks like Esther might be back such as social distancing and having appropriate PPE so to tackle this we've come up with various governance groups to look at it okay can you hear me yep yes we can so just get ready to talk about their various groups you're breaking up on us you were clear and now you're not clear okay that's right again we're going to is we're trying to estates in the field to help us work through different areas the committees in which were committees in the area and we make sure on the same page and know where we're moving the subcommittees that would come out of the Governance Committee which we made up of administration principle I'm sorry administration CEA members so some teachers some best members if it's a committee that would be meant by them and some community members to me we're losing their good she sounded like Hubert do you want to go ahead and yeah okay you're breaking up still so out of the Governance Committee as Esther was saying we have numerous subcommittees they're going to be headed up by various members of cabinet team or district level administrators such as director patsak and p.m.

Mangan and Shane Burt Meyer are going to head that up with our principles with instructional coaches as Esther mentioned we'll have teacher involvement we'll have CA involvement where appropriate and best involvement and then we're looking at various scenarios that that we can accomplish for instruction really there's there's three there's only three real viable scenarios under phase four one is um you stay remote depending on where the outbreak is the other one something happens if the state were cleared to all come back or the third one is we run some type of a hybrid approach and different districts are looking at different options whether it's an a/b schedule or just bringing back elementary students we're looking at those options right now and then we'll be that committee will be working on that come forward with a recommendation or facilities we've done a lot of work already and director Paula we and in a fluid are going to work with our facilities and what we need there to make sure that we're properly equipped with our PPE equipment and then also with our fillings as far as spacing for spacing out classroom so that we you know again how many students can we get in the classroom but typically somewhere between 12 to 15 with 6 foot spacing and how would you make that work throughout the day and then our operations because we're going to have to feed students and if you can only have 50 students at the cafeteria at one time with disinfecting in between how do you accomplish that you know do you deliver food to the classrooms you know how will that look exactly in Rinda Gorge for food services work and that same with athletics we know that the IHSA is coming out with various guidelines we believe that starting in July they'll be able to start activities with up to 50 students with proper protocols for monitoring and with social distancing and then Pam portal for transportation how do we safely transport students how do we disinfect buses between those transportation routes so there's there's lots of moving perch right now in this committee work will be coming together and we plan on bringing back quite a bit more additional information in July do we anticipate I've heard in my office some parents who said even if my kids expected to go back they're not going back because of an underlying health condition have we thought about what we're gonna do for those families who will not allow their kids to come back like if they're all expected to be in person we're gonna have to have somebody managing elearning that we can expect the teachers to do that simultaneously with their classroom teaching No can you hear me yes yeah one of the things we're talking about doing is a survey for our staff first to fear those staff members and who have day care issues that may be there any Ally those teachers with parents that don't want to have their students come back but once we see those never that they can have a better indication of what I will approach that okay okay have you heard anything about schools having the autonomy to possibly you know if one school says now we're gonna stick with all remote learning and says we'll come back 5050 or is it going to be mandated one way anything on that we were we've been told up for this point that school districts will have autonomy for local control to do what they believe is best we've asked we as area superintendents working through the regional offices of Education we've specifically asked that that when this guidance and executive orders come out that there's actually more teeth to it than actually require with grading and require direct instruction you know of students they're synchronous learning or then perdon I mean ordered that just allow us to decide what that is I don't think we need guidance from the state telling us how much learning we need to do we as a district should be able to set that they should remove this roads correct that's what we're asking forever so that we can make an important decision based on our needs in districts around us they're looking at various options to but quite frankly you know if you're practicing social distancing on a bus there's no way we could bus everyone to school with our mostly it would be impossible so we're going to have to look at what's actually achievable and doable superintendent for the King County and they're basically saying that the plans that they've given us for Phase three we can anticipate they will not be the same for phase 4 so we have no idea what what they're approaching from the state level and what they want that mean II you know not usable we are here we have local control I think at some point we just have to decide where you can together three or four different plans trying to anticipate what we think the state's gonna do receive an email go ahead no time received an email was today from the regional office much that came from the Kent County Health Department and their their logic right now is they realize that it's not very practical that you can expect really young children to be wearing a mask all day it's just not practical and then they were talking about different ways of monitoring temperature and things like this so it's in nitrile Mangan's correct they're saying that at the phase 4 recommendation guidelines could be different from the phase 3 and that's what we've been working off of up to this time which is phase 3 I mean I think the bottom line is I mean the likelihood of us having a quadrant out a room where all of a sudden there's this spot for everybody is clearly not fusible they're gonna have to do something like what X amount of square feet you can have this many students in there not 6 feet apart wearing masks I mean there's no feasible way that any school districts can be able to do that so I think they're gonna be able to find a way such that we're able to get the majority of students at least at the grade school level in just the way that they move the bar very quickly at the end of May to allow for restaurants to open up when they said that wasn't gonna happen until phase four I mean I think they're just gonna find a way to get us closer and closer to having some sort of typical re-entry even with the restrictions in place because I think we will have a good percentage of families who are not gonna send their kids back kids who liked eLearning stay at home parents who didn't mind that I think it's gonna be a surprising amount but we're hoping that our survey will also share important data with us yeah yeah I would think we that obviously I'm sure you've thought of this but to look at the costs involved and if we say it's just not cost-effective to teach 50 percent of the students and maybe remote learning is better with new you know new tools in place and with a little teeth in the learning teaching yeah I think our favorite plan at this point is to get pre-k stuff to your point is there's 88 teachers at that level can we get that figured out if we have to reduce the size of students inside of each classroom and then how can we use all of those are charges I think that we had as scenarios to discuss as we look you broke up a little I don't know if you said it you know get k-25 back in school maybe even if you do remote learning for the older kids you can utilize the high school and middle school for elementary students for you for classrooms if we're gonna cut size okay that's one of the one of the scenarios were looking at is bringing preschool through fifth grade or preschool through sixth grade back the issue is going to be a licensure and staffing to make sure that we have enough staff that we can arrange to cover all the smaller classroom group settings all right I'm sure you'll share with us as you get it rather than just next month you know oh correct definitely all right great anybody else have anything for questions all right move on a northern Kane County Regional Career and Technical Education system dr.

mind and I'm not sure if your connection will be good but let's take a shot at two if it's not good then I'll cover it the efed 110 is made up of four districts you 46 district 300 district 303 st. Charles and ourselves currently the fiscal agent administrative agent is handled through district u46 [Music] your breaking off the gun on us let's try Overton go ahead and go okay so up until this point the fiscal administrator the agent has been district you 46 but we've been having we've really struggled as a region being able to hire a director to Jeru over over that efe program and we know that we we share students across the programs and so one of the things that that we had talked about as if in the last round of interviews if we could not find a successful candidate you know that would be an are you 46 that we would look at moving the fiscal agent and the administrative agent to a different member district and trying to hire the director out of that district the directors paid for by by the grant so we were not successful in hiring a director in the last round of interviews and u46 and so we brought up that discussion again and we really care if the fiscal and administrative agent went to district 300 or st.

Charles or us but we did offer to take that role on and it was unanimous then that we would take that role on and I think we will it will be strengthened to our district as we have that director really be working in all the various districts but stationed here because one of my one of my desires which I've shared before is over time I want to not only strengthen our cooperative in the north but I'd like to build partnerships in the south through making flex Valley vocational in that region with Waubonsee Community College and Kishwaukee college even more robust to offer even greater opportunities for our students across our region and I mean already we're very unique but this gives us the opportunity to become an even stronger entity on not only across the state but the nation so we would be we're going to be posting and then interviewing and hiring of a new the new efe director they would be out of our district but they're paid for by the cooperative by the through the grant all right you have any questions for Todd regarding it alright last item the FOIA Freedom of Information Act this was received a floor from a b7 and what they were looking for is they were requesting information on attendance during remote learning and we were able to reply to that very quickly because we did require parents to do daily attendance and their attendance rates ranged from 99.9% to 96.7 8% I think that he was surprised to see her data because attendance was not required under the act of God remote learning days we made that as a local decision for accountability purposes yes sir I think they were surprised to see her dad because I think many districts did not have anything to report [Music] interesting all right well that wraps the open session thank you again everyone for joining us this evening we need a motion and second to a German open session and move into executive session someone move second yes mark yes rape yes yes again thanks everyone and have a good evening Dara will be back I guess after executive session if you want to stick around

hope you'll see it's going live in a minute now something for like a torture chamber okay can we begin the meeting by Sir Roman Jeanne I like to take the roll if I may okay missus a broom here mr. Capano here mrs. Fredo I believe she's mute it I see her though doctor pantheon Oh doctor Papillon Oh [Music] mr. rain court yeah mr. Russo here mr. Shelley here Teddy I'm here okay very good mr. Roman Gina okay thank you I just want to take a couple of minutes to just go over a few ideas before we look at our consent agenda I just want to make note that today officially was the last day of virtual learning for our students ah the last day for staff is Friday June 19th they'll be finishing up some submitting of grades and other housekeeping tasks that that take place at the end of the school year but today was the last official day for our students just a couple of things I wanted to just remind the public of and the board we are still going forward with our virtual graduations June 29th which is a Monday will be the middle school and June 30th which is a Tuesday will be the high school both middle school in high school are in the process of organizing the virtual programs whether it's taking pictures of students families and other things that will be going on so we will be showing those virtually since the last time you bet we met I know I've sent an email out and I've said send some correspondence to parents the governor has said that after July 6th he will be lifting outdoor gatherings to 500 people and that means that we are also going to plan some type of live celebrations for our middle school and high school students right now we have tentative dates July 8th for the high school and July 9th for the middle school there'll be two sessions there will be a three o'clock session and a six o'clock session and the reason for the two sessions is not to go over the 500 occupant limit right now the plans are tentative where we're in the process of we'll be meeting with the police and the borough for their help we're also going to be meeting with the administration from both buildings but right now we feel that if we do a three o'clock and a six o'clock we'll be able to socially distance on the high school field we will have a parent I'm sorry student with two parent with a parent two parents or guardians or close relatives and we're going to limit to that so that we can stay within the 500 occupant limit so we will be printing tickets we will be giving tickets to the students both middle school and high school so that they can bring two people of their choice with them and you know the program will be not exactly like our graduation per se but we will recognize students we will have them come up pick up their diplomas with their parents so after the three o'clock is over that will give us time to disinfect chairs will have a custodial staff there disinfect the podium whatever else needs to be disinfected and then we'll be ready for our 6:00 second part - more than likely it'll be divided up by alphabet so students with named a through L Michael first and then so on and so forth that hasn't been finalized yet but mr.
