all right you mean like to call the work call to order this workshop the Bullhead City Elementary School Board on Tuesday June 16 2020 at 5:00 p.m. here all right for our workshop today first item on the agenda is the budget for the 25th year 2020 revision number one dr. Stewart okay after much work and revising things and whatever you have our revised budget for this current year and a couple of things that I would note for you on the cover page is that our budget limit is significantly higher than the budget that we adopted excuse me last July that budget was roughly 15 million three hundred thousand or so and this is about a million dollars more and and then the unrestricted capital is about the same so and that came about when we were working on using the a poor which had to do with our student a DM and re a DM from the previous year to this year changed by only four students the official ATM bucks students and there were also some the other significant difference was that mr.

we will move on to the last my attraction second next we'll move on to 5.1 recognition and awards recognition of the Azusa Ministerial Association so I'd like to just a moment here invite our Gouda to share with you a little bit about how the Azusa Ministerial Association has been helping and Adrienne I'd like you to chime in too because we are very very appreciative of their help and we have a representative here tonight who we want to honor representing the group whose name is Rick McDonald's and you will also have a chance to speak to okay thank you Thank You Linda so I too would like to start off with a just a really big gratitude for what the Azusa Ministerial Association what they have done is they have donated 7,000 dollars towards internet to provide for our families here in Azusa as you know right now we are doing schools out now but we were doing this training although we are in summer school right now and that required connection to the internet we know that a lot of people came together from companies to private individuals and so right now we have been able to supply our families with internet one way or the other whether that's through spectrum whether that's through our partnership with the 1 million project and sprint or whether that's through hotspots but we know that some of those things have an expiration date of June 30th and the need will will arise in a huge way and so I just want to take and show gratitude for the initiative that the Azusa Ministerial Association the partnership with Adrienne Greer and conversations about how to go about this and Ric McDonald who is from the Zuza House of Prayer who's here as a representative as well so on behalf of our families our students who are going to have a secure Internet for a year I just want to say thank you for that yeah and I'll just I'll just go ahead and add yeah you know as I wear I wear different hats within the community and kind of wearing one of those you know one of my other hats having some conversations with with some of the different pastors and you know churches here in town and and I was I was blown away by just the the overwhelming agreement and support that this is a way that you know that the church come you know collection of churches here in Azusa can conserve those within the the families and students within our district and so it really has been just like a team effort in that regard and so Rick thank you for being here - in representing the mezuzah Ministerial Association in pastor's of various churches here in Azusa to be recognized for just the service and good work that yeah y'all are helping to provide it's our pleasure to make it clear that this is not one church but this really is the churches of Azusa coming together we have a heart and a passion for our school district we have a heart passion for the students and we want to do all we can to help them learn and so even though this there's more coming there's more money coming but we just want you to know that we're on board with you and we so appreciate what you're doing to make sure our students receive the best education they can so thank you for the opportunity to be able to serve we are totally appreciative well and yeah my part you know I really want to thank you deeply because your act of generosity your collective act of generosity and charity have touched me and touched the families that have benefited from this in the ways that I think speak very loudly of the goodness that can be brought forward even in a very difficult time so thank you very very much again Thank You Linda for the opportunity to serve we are totally blessed and we are grateful for what Adrienne presented to us because had he not come to us and said this is a need in our community we would have been oblivious to it the weekend of privilege to be able to help you it's it's it's really a privilege to serve are the children of our city you know I've seen a lot that you all have done is the Ministerial Association over the years and this is just like a cherry on top so thank you all of you everyone involved for doing this for our students I appreciate it I also want to thank the Azusa Ministry and Adrienne Greer board member Greer and pastor McDonald and for your kindness to our students here at a zeusian fight because you know we really appreciate that because I know students you know some students cannot afford it and you know I know where your heart is that and I really want to thank you very much for that thank you thank you again thank you board member Aging for reaching out to the community and past from McDonald thank you for you know helping and putting this together and for serving our community with a wholehearted just love outpouring love thank you so much thank you again for the opportunity anybody else I'll just add one more thing just to kind of be clear to communicate like the hope and the goal the hope and the goal through the zoo so Ministerial Association is that that there that that you know money and resources not be a reason why there's any any teen any family any any kid any child doesn't have access to Internet to be able to continue their learning as we look ahead you know and there's there's conversations that we're gonna be having around what next year looks like and there's there's a lot of unknowns there but but you know this this you know this one-time thing is a one-time thing but you know it's been communicated to our throat at the beginning of at the beginning of the month each month there is an expectation that there's going to be some gifts that are that are coming in to support that so this is the beginning of a year life at least year-long journey and I know that many of us who are a part of the Azusa ministero Association are grateful to being in on the journey and just to add to what Adrienne says I just want you guys know that it's we feel like this is just step one this is not like we're going to do what we can do and then we're gonna fade off in the sunset literally truthfully we are at your campuses every day we are at the the school board the the school district office every day and we're there for one reason we're just praying that you guys have wisdom to lead our students and delete our families in a way that best reflects the heart and passion of Azusa so this money for hot spots or whatever they are this is just the beginning we want to be a part of whatever you're doing because our passion is Azusa period and you can't serve and love Azusa without serving and loving the families and you can't serve and love the families without touching the students and so just know we're here to do whatever else is needed today I guess I'll say something too since that hasn't passed oh my god I just want to say thank you I know you're representing a whole group of other of our of our religious leaders in the city so I just want to thank you and Adrienne for spearheading this and I appreciate your your last comments because I do believe we're on a journey together and I and I think about I know I'm you guys have already started doing some work around looking at some of the racial inequities that are in our systems and so I look forward to finding ways to to continue those conversations with you with we you know what the work that you do in the community and the work that we're that we do in our district to make sure that every child really has that true opportunity and that we are not putting barriers in their way so thank you so much and I look forward to working to continue in the work thank you and just to know that years ago when we started the hate crime task force and we started working with the school district I worked with the supervisor to three times ago but our heart was really at the message to the families of who is this is and what it means to truly be a community and so in the midst of this very difficult time our heart is is this in this alone that we can bring unity that we can bring oneness to our city that the even religious beliefs racial preferences any of that is put aside and we truly are the city of Azusa where we care and meet one another's needs so yes we're here for you regardless of what the need is that is awesome thank you so very much thank you very much okay so with that we'll go ahead and move on to items items from the floor public comment on the agenda or non agenda items and i'm 6.1 this is an opportunity for the public to address the board on agenda or non agenda items no action can be taken on non-agenda items individual speakers may be allowed up to three minutes to address the board on any agenda or non agenda item prior to addressing the board please fill out the request to speak public comment blue card and submit it to the board secretary how's that going mark we have one speaker so far we have a crystal now Liam [Music] okay did somebody pull her over for Bergner mr. Pibb will be sending out notifications to parents and students letting them know the specifics of those two dates what's going on in those two days we also have two rain dates set aside just in case probably the 13th and 14th but all of that will be put in writing and sent to the parents any questions on that right now mr. omen Gino in other words there'll be sets of three chairs spread out on the field okay right and fortunately the field is big enough where if we have sets of three we'll be able to socially distance them everyone will have to wear masks so we will follow all protocol whatever the guidelines are from the state advance mind wearing masks yes and you know we should be okay as far as that's concerned okay thank you I also I sent you in an email a recent demographic study that we had done by Ross Hebert and associates I don't know if you had time look through the Democratic study but with all that's been going on with the virtual programs and closing at the end of the year I'm gonna put that off and have that a discussion regarding the demographic study in July it'll give you a little bit more time to look over the hungary's but I would like to talk to the board about the five-year projections what the impact would be to current classroom space staffing budget things like that so we will discuss it and but I didn't want to get it out to you this way your leisure you'll have time to look it over so I'm gonna mark Jack July and missed our fan oh I don't think we set a date yet did we I don't believe so mr.
Hoekstra had estimated 300 thousand dollars in carryover from the previous year and that ended up being about seven hundred forty eight thousand dollars in carry or so that was another that was part of this significant difference was that four hundred and forty eight thousand dollar difference no and there is no longer a limit there used to be a limit in carryover and there is no longer a limit apparently I don't know when that happened but I do know that I was concerned about what what did that really mean and do we really have that money and I spent about an hour and 45 minutes two weeks ago on the phone with Chris at the Auditor General's Office and he's one of the folks in that office who creates these documents these forms that we fill out and I was concerned about those numbers because in the calculation page and the data page where we make sure that the things that we have in there are correct from the a poor 55 and so we literally went through every line in there because I wanted to make sure that I was not misinterpreting that information and so it is accurate Doug and we we did have that carryover it would have been nice to known that because we certainly could have used some of that money but then in finishing the whole thing of course it ends up we have two million dollars different and so that meant that I needed to go back into the budget and put dollars into some of the line items so that we could have our budget stomach budget match the budget limit that does not mean we have to spend all of that it just means that we have that we have that available and what we don't use can roll over to next year yes it did so this is really nice to know that we don't have to have that limit and right now right now Doug because you know we're all concerned about what's happening with next year's you know with the next year's funding it'll be really nice to have because we didn't spend this amount of money we're going to have a significant roll over to the next budget and that will be nice to have that little nest egg if the legislature whatever they end up deciding relative to our funding it will be really nice to have a little nest egg to cover that and make sure that we can't in fact cover the commitments that we've already made with contracts and and that we may need to make four you know for this coming year so you know that will be that will be very helpful the other the other change on the cover page that in the copies that I sent to you all have to do with the average teacher salary I had been concerned all year about the fact that we had an average salary for the current budget year listed at 53,000 and some odd dollars and and going through the budget and looking at all of our salaries and running my own averages and doing all of that I was really concerned because I don't know how that figure was calculated and that's not as not good or bad it's just that I don't understand it but it seemed awfully high to me and considering that our highest paid and teacher certified employee who is not an administrator that person's contract is about fifty five thousand dollars so I couldn't understand how we could have an average of fifty three thousand when our top salary was only 55 so not knowing how those were calculated I felt more comfortable just saying we take the all of the teacher's contract salaries and their classroom site fund performance pay otherwise known as prop 301 because everyone gets their contract salary and they get prop 301 the other income that teachers and other employees get from us during the year are from stipends or after school programs and Friday programs or any of those kinds of things and and that's not you know not everybody gets those so on the one hand I can understand that people think of that as income but that's not necessarily salary so in a very dr.
Ortega it looks like he will be the superintendent that looks like that's items 9.2 and 9.3 I did want to ask the board if they could explain during that time what was the rationale for not doing a wider search I you know have nothing against mr.
Gallagher and the Bound Brook Police Department for resolving the investigation in a timely manner to Miss Celine this board recognizes your wonderful achievements and would love press our deep regret that this incident occurred and ruined what should have been a joyous occasion the school teachers administration and members of this board are proud of your accomplishments and we wish you all the best going forward we cannot go back in time and undo the damage done moving forward we will redouble our efforts to make sure live streams are properly monitored and more importantly this Board of Education will initiate policies to clearly convey our shared values to all students discrimination based on anyone's ethnicity gender or religious preference is unacceptable every student in Bound Brook must understand that racist slurs are never appropriate whether in speech or on social media thank you you the Board of Education is going to go into executive session they are not taking any action this evening they will adjourn from executive session they are going into executive executive session under number three and number eight so we need a motion to go into executive session motion mister that'll air second second mrs.
omen - you know it's usually probably going to be around first or 22nd we'll get that confirmed in the next week okay so we'll get the dates out to thee to the board and to the public as to when we when we'll set the July meeting usually in July we have one meeting a combination of our work session in our public session since it's the summer and usually it's a little bit slower I did meet today with a district wide committee that I had set up about 37 people on the committee a cross-section of staff members supervisors custodians cafeteria bussing just to talk a little bit about what September might look like and you know today was just just talking about some what-ifs but we are really waiting for the governor and the Department of Ed to send out guidelines for September because until then it's very difficult to make specific plans for September and we could talk about what the nurses offices might look like or what supplies we might need little things but it's very difficult to plan what a classroom might look like how many kids do we have to take temperatures when students and/or staff arrive at the school I don't know if any of this will be mandated but we're preparing for it just in case so when we do get the specifics from the governor and the Department of Ed I will be meeting with our principals I'll be meeting with district wide committee will be sharing recommend recommendations to the board you know none of us really know at this time if it's going to be if you can do this fine if you can't go virtual so I don't know you know right now a lot of the specs that they gave us for summer camp or for summer school are pretty difficult in terms of the number of students in the class or what has to be done when students enter the building I don't know if September they'll ease that a little bit more because we'll be further along but until we get that notification from the state again it's it's really just many what-ifs as you know what could we do or what are the expectations but we will be spending a good part of the summer planning for what I hope is a live opening in September where everyone's back to school as far as back-to-school is concerned for sports I know you've heard the governor talk about youth sports youth sports are different than high school sports so there's really been nothing as far as high school sports yet everything that he's spoken about our team sports you know soccer leagues Little League things like that they're outside of the school the only thing that we can do as a school right now are virtual meetings with the kids we still haven't been giving any okay yet as to whether or not we can start actual practices and what the guidelines will be I spoke with Dave perfetto today he said that he expects by Friday or early next week the State Association will be sending out some guidelines I'm sure they're in consultation with the governor and the Department of Ed so once we have specifics on that then we can also start talking about appointing coaches for the fall season which we normally would do in May sometimes the latest June but I've held off on that and most districts are because we just don't know have any we don't have any guidelines as to whether or not there's even going to be a fall season so once we get that information then we can move forward with recommendations for coaches for the fall same is true for co-curricular activities once we know whether or not we're actually going to be back so I'll keep everyone informed as far as that's concerned one thing I did want to mention is in our next meeting we are going to have a resolution that's going to approve the board self evaluation you know that you had the opportunity to take part in that I think primarily in March I sent you a copy of the self-evaluation which is completed by you the board members and all the ratings and comments that were made so we're going to we're going to have a resolution to accept that at our next meeting I don't know if anyone at this time has any questions about that self-evaluation or wants to comment on it prior to next week's meeting okay so then what we'll do then is next week I will have a an evaluation that will accept the board self evaluation and as I mentioned earlier I'll also have a resolution to accept my evaluation which I know later on at a personnel meeting you're going to discuss those are things that are mandated by the state so we're just following their guidelines I do want to mention I emailed you this week that were pretty proud of some of our high school students Shawn Adler who's an English teacher in the high school had his classes write some essays about their insights on kovin 19 they published a book I spoke to Steve Fogarty our attorney and we drew up a release for parents to sign so that we can publish the book and right now the book should be on Amazon for sale and any profits from that book will go towards the High School PTO organization and they in turn use that for different events for students and so on and so forth well I asked them if they could send the board complimentary copies so we can look through them or at least a few he said he'll be doing that so once I get them I'll share those copies with the board but I did read a couple of the essays and they are very very good our kids and the teacher did an excellent job putting that together any questions on that okay so at this time if there are no questions I'm going to go to the consent agenda and just point down a couple of items before we take a vote on it you know June is usually the time of the year when we approve contracts for the following year so between this week and next week's meeting will be reappointing all of our staff support staff and so on and so forth so we're in the process of putting an agenda together that takes a little bit of time to get all that information ji'er is doing it now she should have it out to the board by Friday so you'll have time to review it but again it's something we usually do this meeting but with the contract not settled and the salaries not finalized yet we needed a little bit more time but on the personnel agenda I do want to just point out a couple of items we're appointing Frank barato as treasurer for the 2020 21 school year at an annual salary of 14 for 20 a lot of these contracts that I'm going to just quickly go over were settled last year so they're just they bought the dollar amounts have already been agreed upon this year we're just stating them as resolution it's not gee if a van Pavano is reappointed as Secretary to the superintendent at 68 513 Nancy lucano the central office accountant at 70,000 greg luciano transportation order at 75 coordinator we have two maternity leaves that we're updating for September Amy Matassa who's a middle school phys ed teacher will be taking a leave effective September first Amy will be retired returning tentatively on or about January 11th Kara Clinton was a pre-k handicapped teacher at school number five has been on a maternity leave and as per contract she is asking for a year of a maternity for all of next year for the 2000 2021 school year she'll return 2021 so we're proving that right now for your contract for the years 2000 18 19 19 years 120 120 122 is the last resolution on page 2 and then the other pages are just expanded resolutions of the ones that I read which we always do in the sense of the county missed our photo I know you have a resolution under finance there's a couple mr.
Stewart yes I know I know when I questioned mr. Hoekstra about that last year he had stated that it does include the prop money the stipend the Friday pay money that all of that is factored into that and I and I understand that they you know that you can do it that way and that made way that he did it and I'm not finding fault with that it's just that I have some trouble considering that side because I think it's misleading when when we publish a salary schedule when we publish you know when we say to folks here's here's what we can pay you come here or just start working here and it's so far different from that figure of 53,000 I agree hundred percent yeah the the Duran the Jeannie the directions that are attached to this document that we use you know we follow to do it are really are the law is also very unclear about definition of who is a teacher and definition of what is salary and then it says whatever it is you use just use it consistently so since I didn't really know all the things that had been used in the past I thought okay I'm going to this is what I'm going to use and I'm going to put the description here in this box so that next year I'm sure I do the same thing and if anybody came after if they did something different they could explain what it was that they did different but to me this was much more honest you know you grab a crane you know it's a one-time hit for us to say okay so that's a change on that page on page one of eight which is really the third sheet of paper and one of the things that I made sure of doing is and I will tell you tell you it took three or four passes through the budget to find to correct all of these but I wanted to be sure we had the FTEs correct and so I did find some errors and and and we've got those corrected so I just wanted you to notice that that's the reason there's such a significant difference between 120 2.0 last year and 115 point 43 part of that has to do with with how we calculate teacher salaries out of regular budget and and from clustering site fund where most teachers are out of this budget are 90 97 % out of budget and three something 3% out of the base pay part of prop 301 RS classroom site fund so that's why it comes out to a weird number you know we don't have point forty three of a person but that's how it adds up when you put them all together so I wanted you to be aware of those changes and then on page two of eight I'll keep going unless you want stop me with questions on page two of eight then correcting those FTEs then meant that we needed to correct the FTEs on this page as well and I'm the truth is that we do have about two more employees than we had a year ago partly because we added at the beginning of this school year and in the Nuba in this budget we added on to special ed teachers so that we had smaller classroom sizes in our sped classrooms than we have in the past the next change that you will notice and I didn't I like them better on is on page four of eight which has to do with the capital budget and I'm hopeful that you will approve the other thing the things about some spending that I have on tonight's agenda so in in hopes of that some of these numbers reflect you approving the capital of projects that I've requested this evening doesn't mean that they will happen necessarily so for instance the vehicle that I requested when we talk about that you may or may not approve it but I put the money in the budget and and so you can see that over on the left side down toward the bottom and then I also made sure that we had the funds in capital in the right place for some technology purchases that were requesting from you so we tried to make sure that we were covering all of our bases with those things if you don't approve those expenditures then we correct this budget when we do the AFR the annual financial report and those things just get corrected at that point dr.
Ortega he seems to have the expertise that we need and the trust of this staff in the community but I just would like to know why we didn't do a broader search um nevertheless now now that that's I assume been decided I feel that this takes away any reason to delay creating the five year plan for the school reorganization and the budget cuts there was a parent in an early March meaning that asked you to hold public meetings to give information to the community and get public input and specifically on the school reorganization piece of the budget um everyone understands kovin 19 threw a wrench in things um but I feel like at this point we have a budget it's it seems to be getting worse as um you know the state has less money to get us and I'm a little bit disturbed that the district was able to send out a survey to us parents about opening the schools only a few weeks after that particular committee was formed and we haven't gotten anything like that for school reorganization um so these are just some suggestions I have is that we schedule not we but you guys schedule some public meetings to disseminate the information that you do have and get public comments and feedback I'd like you to schedule them at different times of the day and even consider doing a few on Saturdays um I would really like to see them start to get scheduled in July um and I'd really like to have them scheduled in Spanish in English just like we have our principal's coffees so that everyone feels like they can come and participate and we can understand what everybody is saying as parents and if access to technology is still an issue for some families it sounds like maybe it's not um which is great that's my daughter I would like to see if you could do some kind of in person maybe at school sites City Council was able to do some in-person public comments and then I also wanted to see if you can include some people from the Rosedale community who are gonna be having children that are old enough to enter kindergarten in the next two years I think that their input would be valuable Sabrina BOE is someone I would suggest that would be a good person um she's she's gathered some parents that are interested in starting a charter school I know that's not on me you know agenda but um those parents seem like they might have some good input since we're going to have to do some reimagining here in this Cove in nineteen era and that's all I have thank you very much Thank You crystal um any other hands up I don't see any other hands okay we'll give it like a minute just in case okay that was less than a minute I like we'll go ahead and go forward all right at this point we'll go to comments and a request by the board item 7.0 board member Cruz Gonzalez thank you I hoped at some point I don't have to always go first but thank you again so I am I just wanted to start by saying instead of pinky back on the way I started talking about which and that with Pastor McDonald's and I really want us to have a very serious conversation about what's come out of the protests that we've seen and some of us have participated in around the unjust murder of George Floyd and have a real serious look at ourselves in terms of what we do as a district to try to address a systemic racism and cultural racism I think I think none of us can say that we're perfect but but I do think you know we've been many times as a community as individuals talk about these issues and maybe sometimes try but I would say never really put the full effort in to really think about how do we undo some of these pieces that we know are endemic to a public education system and to our system in Azusa and and I try to take extra action on it and I just want to suggest one two actions one I think and I know you guys all know how I feel about SR Rose obviously our Azusa Police Department ID but I do really feel strongly that that police there's no there's no reason why our school budgets have to pay for police officers and why we need to have them on campuses through our budget so I just want us to think about reevaluating that piece and the second piece because I talked about some of the cultural pieces of of systemic racism I really want to encourage us to think about how do we as a district start that conversation and have it honestly whether it's and I would I would like to suggest that we start with thinking about some training around unconscious bias and building a culture that counters that and a culture that we're all well agreeing with us good or not we're going to speak up and not let things happen like that um and so I would I just I want to put that on the table for us as a board to think about obviously this new public comment so I'm not looking for a deep conversation about this I do maybe we can have a put this on the agenda for the next board meeting and then and I think if stuff arts did I really hope that you think carefully about how can we how can we do something around this and so that it's really at the core of what we do so that when we talk about equity we're not ignoring the cultural factors that drive a lot of the decisions we make so I that's the only thing I want to talk about tonight so thank you I know there's a lot of issues around the opening that we have to address and this is embedded in that so I so those are my comments tonight Thanks board member order his opinion okay excuse me good evening everyone I like to do what what she don't name what Rama should increase gonzales said also but I want to congratulate all the students that receive a scholarship and I want to thank all the organizations that participated also the principals and the staff in and in all the school they did a fantastic job I know some beat'em online some great and social media even Kudus receiving awards and and and it's done very well and I'm well I want to thank them for that the AL Foundation Educational Foundation in the zoos in the Azusa sister city gave $1,000 for three students at the three high schools and I want to thank also the careertech's that you know gave us the applications and took the time to to organize them for us and you know that's how things happen and I know it was a hard work considering you know that we were not all working or I meant at the workplace but you know it happened in these students are getting scholarships and I think it's great so for their future so they can go on to high school 18 just like not forget about it so I want to thank that everyone for that I also wanted to come in and thank all the administrators and the principals staff parents and students for the great job they did in the high school graduations and the middle school promotions they all turned out really well the decorations the staff they were like cheerleaders they were cheering on and I know they didn't work that day some of them and they they're cheering on with all their energy and school spirit for their school so it was organized very well and III wanted to let them know that you know I know the students really happening you know everyone was sure that it was very special for these kids because that's the acknowledgment was the most important for these students in 2020 but if I had to give a an award so who rocked out the most I have to give to mr. Perdomo if you see mr.
Romans you know one is the retaining wall we have to its a submission resolution to approve submission to Department of Education for the retaining wall project to the high school field and the other is a up to resolution it's really for a capital reserve it allows us to allocate any future funds in our capital reserve account for capital reserve projects those resolutions are pages seven seven and eight and nine and ten of the of the agenda mr.
doing yes because I haven't seen the list but if you purchase something now not if we can get it done quickly with folks and for instance one of the three things in that list and new business is technology and mr. mcnutt's been working very closely with our our main vendor but we are also of course we especially on big purchases we we get comparison prices but they have assured us that they can get us things in a timely manner so that we can in fact pay out of this budget the other thing related yeah the other thing related to that Doug is we're trying to find out from the state some some direction about about spending out of this budget into the next fiscal year primarily because our title 1 grant is a 15 month grant so it runs through September and the title 1 folks at the ad II keep telling mrs.
madano at Foothill middle school he was dancing the whole time and that was the second day he was just signing he was going back and forth and I'm like why should i tottered but you know he did really well in end and I want to thank him also thank you all right so just a couple things as well one yes wanting to touch in on on the graduation and promotion ceremonies as as well phenomenal I mean I think every one of us would have would have you know preferred and planned to have a you know the traditional celebration as as you know as we've had for her you know years and decades past but can in light of all things and seeing what we did in just the the creativity with which different schools planned and arranged and and just you know conducted those those ceremonies they were just absolutely incredible I I do have to say and give a shout out also to mr.

lot yes you can go ahead and spend out of this year's budget in July whatever if your school district allows you to do those kinds of things so we're trying to get some clarification on that because you know we moved summer school from June to July we knew we wouldn't be able to do summer school now but it means that we have people paid to work in summer school in July who were slated and who are slated to be paid out of this fiscal year and yet the title 1 grant fiscal year goes through September so we're trying to get some real legal clarification on how we can do that legally and we have even more reason to do that because we will be receiving 1 million 117 thousand and change for the cares Act I did not put it in this budget on purpose it will be in the new budget but that money carries over until the end of June in 2022 and so that's going to beg the question that you should that you can still spend money in a you know from a budget into it the next fiscal year for the districts so we're trying to get some real clarification on that so that we're sure that we're doing it correctly and that we can in fact do it because our summer school program is going to depend on it like I'm glad you're following up on that because of the grants of the cares program situation but typically you need to receive it as you're well aware now to pay for issues while there I do know that and and we might not make that timeline on some of these but you know but we thought at least if we would try and if not the me I'll put it in the next budget okay thank you yeah and the other thing about that Doug is that if you all approve it tonight as if you free those as capital purchasers even if we can't get it out of this budget I'm hopeful that then your approval would be in the new budget go ahead and do it you know because the money would be there we'd roll over okay the next page page five of eight is simply a breakdown of capital and and it doesn't it doesn't deal with all of it it just asks for the things that you're using for those specific purposes so the total on that the totals of lines 13 through 15 do not match the total fund expenditure expenditures at the top they just pull certain codes out for whatever purposes that that they have on I'm not quite sure why page 6 of 8 then shows our on the left side shows our federal and state projects and once again I needed to go through and find make sure that all of our FTEs were accurate for the dollars that we had and so you've seen me see some Corrections there interestingly enough we have a grant the preschool program has a grant that pays for one of our teachers and two of our paraprofessionals and that code is not even included in this budget it's was a free-standing grant that mr.
Perdomo and Foothill middle school just to share kind of like a high a high one of the highlights that I had being a part of ceremonies was there was a ceremony at the end for some of the life skills students that were there and they were promoting and it just it just warmed my heart so much I mean there were police officers that were there there were fire members of the fire department who were there and just celebrating and same thing like like you like you shared Yolanda just the I was literally given pom-poms and and literally and expected to be a cheerleader and I and I hope I lived up to you know the spirit that all the other teachers and administrators put you know put together and so just just thank you for for across the board you know so thank you mr.
Burrowes applied for a couple of years ago and we got and I kept trying to find this myth he's missing F two E's because that would be a teacher which would be one point and then there were two pairs that total about one and a half and I couldn't find those two point whatever FTEs and I finally figured it out it's because that code is not included anywhere in this budget so it's just that's just one of the strange things about this process page 7 of 8 just simply tells you how how we determine capital money and Emin all money the district additional assistance is calculated based on our ADM and a4 that's that the state uses and then they it's kind of like they give you the money and then they take part of it back don't quite know how that happens but if you see online to a our district assistance is one point one two million and change and then they may be adjustment they take back three hundred and sixty two thousand so we ended up with seven hundred and sixty one thousand so you add that to our base you know and then you will see down on a see the actual carryover that we had from last year in the adopted budget that said three hundred thousand and I understand that you know you make your best guess in in June what your carrier over is going to be so that's how we got the total budget of 16 million four hundred seven thousand then in the right hand column you will see that the unrestricted capital looks like eight hundred ninety three thousand and yet you have seen that our actual capital was seven seventy one and that's explained on page eight where we had to pay back and our expenditure from the previous year and and so that and that brought us down to the seven seventy one page then there's a supplement page and this is another one of those where you go looking for things in the budget this is a small grant for English English learners and it pays point three five of a position so that's twenty three thousand dollars but it's a point three five FTE and it did get calculated into our F two e's but it's kind of off by itself this whole little bunch of this kind of off bytes off so and then the other page is just simply a page 1 of 2 is just simply a different way of looking at page 1 of 8 and and then behind that are the the actual pages that show how all of this is calculated the worksheets where we put the information in and gets to this actual on a final budget one commented on the capital outlay additional assistance whatever you want to call it but I thought the legislature was going to even that out this year but that didn't happen I guess and I'm talking about the money they took away right I think that the it depends on this was one of the conversations I had with Chris and the AG's office so on page let me get the right page on page seven of eight what happens is when when you calculate from your April report when you calculate your revenue control limit that comes out to be the 15 million 725 952 on line one and then you have a district assistant so in our case that's 761 so you can either put the district assistants over in your capital or you can split it however you want between the two and the same is true of the 15 million 725 so in a way what the state has done and this started with the the way this was all calculated a year ago because this format of calculating the budget this was a whole new format a year ago so the thing that's kind of nice about that there I guess the evening as a district you can kind of decide okay out of the 15 million 725 how much of it do we want to be in M&O how much of it do we want to be in capital and you can do the same with the district assistance so you know we we could do that and in making these Corrections I just kind of went with okay we in the the version you have the adopted version had the 761 398 over/under capital and had a 0 up above on line 1 but did not have the full mount here so I just chose to put to take the 786 out of the M&M you know that it would be a revenue control limit and move it over there and then keep the ad a or they are DAA here the district assistants level and that will be coming up again next year it will come up in our new budget the Amero come up but but you as a board can decide you know you could decide to keep it all in mo if you wanted to I'm not sure that's I don't think that's in our best interest I think we have a lot of things that we need to do there capital capital projects that we've been waiting on sfv for that maybe we can be moving on some of those on our own but the other thing that I think we can do is set aside some of those dollars in our new budget set them aside just in a line in our you know in our budgeting process for whatever it is the legislature ends up deciding to do about what happens with our attendance and all of those kinds of things I think we need to prepare for a cut all the way because they were talking about a huge meal in years past they have sights in dollars all kept dollars back to me I wish I could answer that in a really constructive way but all the answers that we get are the kind that kind of dance around the issue and they say well we increased your per student money by xx dollars and that includes what you you know some of this financial assistance back on the other hand they will tell you well that's what this district assistance is so they're kind of saying okay this thing that solicitor vendor number two here that's really what they're saying is giving us our money back so it looks really good that they're doing this a million one hundred twenty four thousand dollars it doesn't look so good that then they withheld 362,000 so politically correct I could kind of say to you well maybe it's not even politically correct but I have I kind of have this feeling that they give it to you with one hand and then they take part of it wrap with the other hand I will tell you that in and where I am in the new budget is that the that line to be where they're reducing the doing that reduction for state budget adjustment is about half of this amount as I recall off the top of my head it's in the neighborhood of one hundred and ninety thousand as opposed to three hundred and sixty two thousand so the state would say to us yes they're giving us giving it back to us we'll have to see is that a good non answer it's as honest answers I can give you based on the non answers we don't have any other questions on the budget all right item one point for our school districts plan to return for re upcoming school year 2020 21 Thank You mr.
promo and team but also across the board for just the care and attention that you put to celebrating our our students in these challenging and yet still go to the time for celebration so thank you for that I do also want to give a special thank you to our counterparts at the City Council just because I know that you know as we have been navigating how to honor and how how to celebrate the you know our students that we have been in in in partnership with them and so whether we're looking at the signs you know driving by and seeing the the banner that's up that has the names of students over at City Hall and then even last night there were a few of our students who were invited to come in and share their you know there's their speeches at a city council meeting and so it's just it's just an honor to be able to partner in some of these small yet big ways and so just want to say a special thank you to to our counterparts over on the City Council here within the community last thing I'll share is I I feel like I say this a lot but again my goal is to have with having opportunities for access and time with with me as one more board member through online coffees and again it's my goal to do that once a month and that's what that's my aim again could imagine there being a month where I where it doesn't happen but that's that's my aim and so the next one that's coming up will be next next week on the 25th of May and so I'll be sending some of that information now but again that's that's open I'm going to let those within the community know that that will be available a board member are amis I good evening everyone I just want to clarify mate you said May 25th I did it I did it again I did it again it's June 20 yeah it's June 25th thank you Thursday June 25th okay just wanted to make sure I want to start off by congratulating all the 20 20 graduates from Asuza Gladstone and Sierra and I want to congratulate all the students that promoted from Foothill middle school Slauson and center and Ellington I was also I guess privileged to be in the presence at Foothill middle school and you're right Adrienne it was pom-poms and music was going and you everybody was dancing and it was by far the fun it was so just so much fun I have to congratulate the high schools just how special the staff the time that they put into it bringing their own plants decorating by themselves and making it so the teachers that put in the time to to do the 20 20 out of wood at Gladstone just how they each planned it I know that a lot of students felt special I know my son graduated he said you know this is better than what I had expected and he was really really happy so congratulations to all of the 20 20 graduates and all the principals and all the staff that made this happen and at the end at the at the district level as well it was definitely a success I think it's really important like you said Adrienne the communication one of the things that crystal the public comment I just want to just throw it out there yes this co vid 19 through our meetings off that we were supposed to go ahead and meet with the community about the restructuring of our schools and I look forward to you know go ahead and having those actually we can probably haven't have them on zoom' but moving forward we can go ahead and you know go ahead and schedule those and that's all my comments for today thank you thank you and thank you and I personally would like to thank everybody who was involved in all of the graduations I mean we have been pretty much slammed we got slammed with Cove it immediately on your feet trying to figure out how to get the schools how to get the distant learning how to get everybody up going it took so much energy for you to do that and then we had other situations with the protests and the you know begging for reform and then you add to that you know having to drive through graduation because of the kovat and you guys have worked your buns off all of you everywhere mot certificated classified administration I am in awe of what you all have accomplished because I personally entire just watching you so I just wanted you all to know that another thing that I would like to bring up to the board is that the bids are in for the legal services that we were talking about and I would like to approach you and ask you how you would like to handle that whether you would like to have a committee of two people to go through all the bids or would you like at us as a group to go through the bids and talk it out and go through there so I'm kind of prison in you with that Jerry how many are there there are four we should all look at them yeah you know I wanted to make sure I just want to let you guys know that I wasn't aware that the bids were actually open and we as a board were not notified they were not open nope they they have not been open I have not seen them we have received them and so so what does that mean so it means that we as a board will get the closed envelopes and open them together so people have already so basically people have already applied is what you're telling me so how come we were not notified of when the this was open four four four on other lawyers took to come and bid so we were kids right we had four respondents so what does that mean I'm sorry I'm not an affiliate we opened it up to all the major law firms and four of them responded when did this take place and over the last month and a half but I don't have that been in front of me but we opened it I believe it was May 1st make closed in June June 1st May 30th I'm not sure exactly and we were not made aware of this we I didn't know did anybody else know the board that was the direction you provided we given direction oh all right well Linda can we just kind of all email each other and find a time when we can have a board meeting together and I don't know how we're gonna do it other than we can open it on the screen right here you you had a couple options one is you could extend a current board meeting and build in and you know maybe an hour hour and a half of time to do that boy instead of a separate time if you would like what is everybody's preferences how does it you see them Jerry yeah that's what I'm wondering something and I suggest um possibly meeting at the PD as a PD see it'sit's me apart and I am NOT I am not comfortable in reading the PVC I would I would like to I would like to meet a person okay that's fine but I will not be present that's why you can we can do zoom some of us can be there and some of us can be in zoom so I would like to be present physically what if we have new committee members who meet together and we all doom Gabriela are you all right why don't we let Jerry set it all up just I think your question is do we can we just offline ghetto into 16 yeah all right all right I just need two people to be on the committee okay Gabriela who else would be interested um well can we figure that out I think uh yeah same thing I think all doing it might be our cues the responses yeah but but I would like to be present at the PDC again I'm just so it's been then everybody else can be onion zoom is that what you're saying Jerry either that or if we we put a committee together between you and somebody else and you meet at the PDC together opening it and we are all on zoom I just want to clarify then mark these are not still busy their responses to an RFQ and then response it to qualifications right so they're not like fill bid documents we can all get a copy of them right so I'm treating it like an aura it is an RFP in our queue you didn't do it request for qualifications no that's incorrect because when we went ahead and as a board we passed the we passed this it was an RFQ and I had instructed Linda many times throughout these five months that it was an RFQ and it was not an RFP and she responded yes she understood and I don't understand why an RFP was sent out when that was not the appropriate document that was supposed to be sent out so um madam president I am going to suggest that we were send because it's supposed to be an RFQ not an RFP okay point point of point of order for just a second I'm this I don't imagine that this is even on our agenda at all and so can we so this sounds to me like maybe what we will need to the agenda and have a conversation that we've made the public aware yes okay well I was done with my comments and thank you everybody and so now we will move on to comments item 8.0 comments are reports from a cabinet and superintendent item 8.1 comments and reports by student board member cabinet and super engineer so let's turn to port heat please yes good evening or of Education cabinet staff and committee an honor to be here in front of you I want to start off by thinking for member Koosman dollars for bringing up the important topic of racial injustice and cultural bias I look forward to working with you and with the rest of the board on next steps this is an important topic that's near and dear to my heart so thank you for for raising it and in this one I also want to share with you that I also had the opportunity of attending the promotions and ISIL graduations it was definitely one of the highlights of this colvett experience for me just this heartfelt on many levels it was that I kept putting myself in the shoes of the students and I I really repeat conducted himself and grace in class and it was truly about so I think that each of the to the schools in their own different way made this an exceptional event and I'm proud to be a part of food and and have how we've culminated this year and lastly I want to share with the board that the our labor associations APA CSC a and Amy will be attending and participating in the labor management Institute's seminar thats which will take place next week it didn't that we really been able to get cohorts and groups from each of the different labor organizations so I'm glad to be a part of that and I look forward to reporting to the board the good work that we're doing on that front so with that thank you and for the work that you all do and Mark read him this wide that say what what an honor it was to take part in the combinations and graduations and to hear from our parents the amazing gratitude that they had for the work that our staff put together you know simple comments like this really brought our family together because we're now in the car we get to be with our graduate which was a new experience so it was it was quite quite a spectacle to take place and all of our sites and and to coordinate so it's so proud of everyone who partook in that event Thank You Arturo thank you I'd also like to congratulate all the staff classified certificated administration that made the graduations of promotions so special one of my favorite comments was after we get out of Kovac 19 and we get back to normal we might want to consider doing this like this again it was so so so special I also want to kind of just point out that yesterday Azusa Unified's community engagement initiative team facilitated a statewide webinar that was that was hosted through the California collaborative for educational excellence there were about 158 sounds really precise not about right but 158 people from all over California including district administrators site leaders County offices of Education advocacy groups and the California Department of Education and the azusa team were was asked to share the journey that we have been on in developing our best practices how we responded to and learn from the ecovillage nine emergency and how we are broadening our community engagement work based upon our experiences and so I had the opportunity to be on that as did Norma Camacho and Lee Capades but a special shout out to Jennifer Edith Bryant who really took the lead on this it was just really good to be able to have an hour to share our story and our journey and we also are going to be hosting a an office hour for the people that were on this webinar so that they can get more granular in terms of asking questions clarifications so just excited about about that for us thank you thank you very much and finally I would like to start by again also congratulating everybody for the really outstanding celebration of our graduates and eighth grade promoters and thank the students for the input that they gave us they were very responsive and provided a lot of feedback also the staff the certainly the teachers the classified staff but especially the principals and cabinet who worked tirelessly to figure out all the details to work out the logistics and especially to Lee Kiwanis who was the point person who interacted with with all of the people here in our district as well as with the city as well as with police departments to make sure that everything went smoothly and I think without her her involvement in it we would have maybe stumbled a little bit but we didn't everything was beautiful for our kids and it's just a joy that we were able to pull that off so thank you very much I'd also like to thank the board and let you know that I appreciate this board as well as the boards that we've had before for always thinking of kids first always being willing to work together and despite various opinions and ideas that people have to come to as the past especially McDonald's had come to a point of unity focus on what's best for our students and their staff and that is a wonderful gift that you leave it a legacy that you're establishing for future years in our district and I'm very decided that our third Ortega will have a chance to work with you and see that in person and together perform a governance team that will continue to work and do good work for our our district thank you very much okay so next we move on to item 9.0 report and action of closed session matters 9.1 approved settlement of two cases hash tag a scw zero one zero four two nine and hash tag ASC x - 0 1 1 3 0 6 do I have a motion a motion to approve second a motion by board member pena seconded by
