Betts just one question on our teacher experience index is that lower because we've had some retirees and so our maybe our teacher experience is not as high as a previous year I mean there is a rollover okay thank you Miss butts so tell me the the adopted unweighted ADM we adopted thirty two thousand eight hundred one with that and so is that consistent with the with the four hundred student loss okay okay and we're hoping that doesn't happen but we're just trying to be conservative in our in our budgets so that we could be prepared [Music] I miss best just to clarify the Miss woods question this is a result of the of the current year funding approach so we're adopting a conservative approach we know that we just as we have done this year we will adjust an adopting a revised budget based on the actual count at some future point capacity so you can see the 20 revised number to the total budget capacity is 200 and just over two hundred thirty nine million dollars and you can see that we're recommending adoption at a level of two hundred fifty eight point seven million so again keeping the nineteen point four million dollars increase we did expect the nineteen point four million dollars in the projection back in the April timeframe there have been moving parts in and out up and down for all from all of the parameters it just so happens that it stayed the same nineteen point four million dollar increase so the adapted mania separations budget spend increases so these are non-discretionary increases we have no control over whether these happen or not and we are obligated to budget for them Arizona State Retirement medical insurance premium minimum wage increase special education increases and then the special area coordinator and finally the decrease of FTE due to four hundred less students so we are anticipating a loss of about fifteen FTE I'd like to spend a little bit of time on that that's just the savings associated with the loss in FTE when you make a recommendation or a projection that you're gonna lose 400 students they don't come in nice nice little 25 student buckets and so we can't anticipate that we would see the same number of teachers to to fill in the gap so the 400 student was about $500,000 for a hundred so that's over a two million dollar loss in revenue if we academies I wanna make that clear any other questions on the matter she just always want to make it clear to you that that's the loss of FTE we wouldn't where that's just a normal those teachers who leave for different reasons it's not like we're gonna book - that's correct teachers the other mount the other dollars associated with this plan are the override commitments so the class size reduction allocation of two million dollars the social-emotional supports that included adding social workers can't everybody hear me okay terrific that's better terrific thank you so the then the retain and attract high-quality personnel so the total is 18 point almost 18 point 1 million dollars we are expected to receive about eleven point six million dollars from the going from a 10% override to a 15% override so obviously the six million dollars or so gap five and a half million dollars or so gap is coming out of the other budget parameters associated with our recommended adopted budget for 2021 so the strategic priority employee excellence just a couple of parameters regarding this that all functions in Gilmer public schools contribute to the achievement of our students all employees regardless of their role whether teachers paraprofessionals librarian social workers contribute to the achievement of the vision the strategic operating plan and play goal is to retain and attract high quality employees in all positions in government and so therefore compensation increases when possible shall be consistent across all employee groups so this is how we divvied up the extra monies across the various job classes so you can see the teachers at the top the five percent pay increase we did offer and how to prove through interspace bargaining team process the buyback of to medical days so we added $200 on the base of every teacher returning and then we put the five percent pay increase on top of that support staff increases the new grade minimum minimum again a reminder that we went through a significant compensation study with nine other school districts in the Phoenix area that resulted in some recommendations that we made regarding changing changing our grades to minimums to improve competitiveness in addition as you know we had compressions associated with the minimum wage increases and so we also adopted equity adjustments and then 4% on the base across the board for everybody overall salary increase would be a minimum of 5% across this group of employees and then finally administration other professionals increases to a new minimum that mostly impacted our social workers and then plus 4% on the base but again an overall salary increase of a minimum of 5% so we achieved our goal of having compensation be more equitable across all employee groups so balancing the budget so we have nineteen point four million dollars of new funds available to us you can see increases that are going against that nineteen point four million dollars leaving us fully balanced budget zero dollars before I move on are there any questions regarding that I did want to mention the hard work that was putting on the the new salary schedule and that moving people up from the main room wage increase and making sure that people were appropriately compensated for their responsibilities that was a lot of work so thank you very much and I really appreciate the hard work that was done on that yeah please know that otm staff played a huge significant role in that if they did and they had a great presentation that's right okay average teacher salary as you know since governor ducey proposed is 20% by 2020 we are required to put this table on the front page of our adapted budget so the average salary of all teachers employed in 2021 the budget year is a calculated figure based upon the 5% increase that we just spoke about the fifty two thousand four forty six which is in the current year the 22 to the twenty 20 year which is now the prior year was 52 446 I'd like to stop right there to indicate that the 52,000 446 is not what was adopted going into the fiscal year 2020 budget remember that we always calculate the average salary in the spring prior to the new year prior to separations and retirements that occurred during the summer so that 52,000 446 represents the actual average salary as of the spring of the current year so the percentage increase is 5% the average salary of all teachers employed in fiscal year 2018 is 46,000 761 just doing the calculation 54 88 4 minus 46 761 results in a calculated percentage increase in average teacher salary since 2018 of 17.4% the total present salary increase however with this governing body has been a total of eighteen point five percent each year always trying to compensate the teachers at a level commensurate with what the governor expected a couple of things there as you know the through the interest based bargaining team process the all the employee groups came together and teachers were very vocal about not taking the full five percent and every year and not taking the full ten percent and so spreading out the dollars in a in a more equitable way has always been paramount to their work so the 18.5% total was definitely approved and the recommendations recommendation came out of the interest based bargaining team in addition we have said this many times that our calculation for teacher or our definition of teacher is very different than that of the governor's the governor was looking at classroom teachers we have included our teacher our technology integration educators we've included our librarians our counselors as well as our academic coaches and our classroom teachers in our definition teacher any questions on that before I move to the next slide great just a comment and I'd like to ask mr.

our State Board of our state board president dr. Linda darling-hammond talking about talking about how 1 to 1 to 4 hours of live daily instruction is would we consider quality distance learning or at least minimum that and then knowing that there's recent research research coming out that shows that that higher income communities were able to make the transition and were able to keep attendance daily we're able to continue with with ongoing instruction and and and daily daily instruction much more than what we're talking about I really hope that as we think about this equity approach that we have and as we plan for the next year that we think about how do we build in not only a plan that puts that into place but then like you mentioned the toeses the training that everyone would need to actually do something like that so I just want to put that on the table because I think we should we should applaud ourselves for the hard work that happened but we should always just by aspire to be even better and if we know something was not really ideal then we need to work on that so thank you okay and excuse me my allergies I just like to thank everybody for all you did during that because it was you we just jumped off that cliff and all of a sudden everything had to be there to catch all the students and I really appreciate the time and energy and effort it took everybody to get that going so thank you yes Gabrielle I'm sorry it's okay um Thank You Jennifer for putting this together I want to go ahead and now I'm echo what my colleagues have said but one of the things that I we did that it happened it was an emergency we took we we step into action the block schedule was was made it was really it we were just made to to kind of just make decisions right as they came we don't know what the future held so I think we pretty much held it together until now what we can breathe looking at this report I would have to just agree we can go ahead and look back just to be able to fine-tune where our weaknesses are and where we can improve with technology instruction and and grading and just moving forward in case we do have to go into another lockdown we can look back to see where you know some of the great things that did come out of this and also to some of the things where we're perhaps still missing or we we need to we can take this time again you know to be able to bridge that gap to be able to have every student in our in our district be able to connect to a device for distance learning and I like the equity that channeling was talking about I I don't think we had 100% and so that's something to definitely you know for us to just continue having a conversation about so thank you Jennifer anybody else Adrian yeah I wanted to add I just want one more quick thing just also an agreement with my colleagues about you know we went into this without by surprise and and I think any one of us would would say that if we were to go back there's some there are some adjustments that we would make there there's some some tweaks that you know that we would make in and and we'll use this learning not only for whatever the fall looks like but also for you know for you know unfortunately we now you know it's it's on us now to to kind of have them plan in place for in case there is a worldwide pandemic and how we would you know respond to that but that's not something that you know we weren't necessarily prepared for before and so with that being said yeah I'm I'm pleased with with everything that we were able to pull together up you know so quickly but but there and and now how do we even raise that bar even further going into this this next school year with so many of the unknowns in potential you know ways it plays out already so now we'll move on to nine point two I'm sorry oh I'm sorry oh gosh yes thank you all right so do we have a motion a motion to second a motion by board member Ariana's seconded by board member Rodriguez opinion any other comments okay let's go ahead and put on this oh my gosh trying to they're popping up for people it's not what it's not popping up for me yeah no you're the only one who hasn't voted okay hold on I think it's that the thing it's not letting me think you know I was gonna sit out when the happen logging in again it bums me out once already - yeah we're gonna discuss its it stalled so let's just take a voice vote I vote yes yes okay Adrian wave your hand you were on the other side all right all right so it's 5-0 passes and we will move on to 9.2 update and prove the district's 2020 2021 budget Miska Bomarito yes all right this time I have your faces though all right so tonight we're gonna be asking you to approve the budget we have also prepared an updated set of information from the figures that have come out in the past few hours actually and so we'll be sharing what those are and there was a SB 77 that we were able to get a lot of the figures from and to calculate what that means for azusa but to be clear what you are voting on is the budget that we presented at our last board meeting and the facts and figures in here are different than that and it is going to be the recommendation that you approve the budget so schools can receive their funding allocations and then the district at a later date update the budget especially once all the trailer bills get get updated all right so as a reminder June 23rd is our scheduled date to approve the budget and we'll have a series of additional meetings throughout the year to update that budget so the next opportunity for us to create an update would be by the September 15th date which would be the unaudited actuals and then we'll have a first second and likely a third interim budget and given the large number of deferrals that are in the assumptions and unless the feds come out with some additional funds and then we'll start the process over and by approving a budget by June 23rd 2021 so as a reminder we had our public hearing on June 16th and tonight we were bringing this to you for approval and we went over that last time so these were the facts and figures that we were able to bring together from the assembly bill and some other other inside information so cola that we discussed last time was in a 0 with an effective deficit factor of seven point nine two or negative seven point nine two and so the budget deal that has been reached between the legislators and the governor is to come out with a zero Cola and so I've made the that red because that is a number that has changed from the budget and you can see these numbers have not changed which was to budget zero as a cola for the next three years and stirrers and pers did not change in the assumptions and so there is additional dollars that you can see going from 1920 to 2021 and to 21 22 so you can see the dip in the stirs percentage and then no additional dollars coming into 22 23 and that's where you see it go back up purrs the same thing it is significantly lower than it was a second interim and but you have to remember it this point you were looking at close to 25% and 2122 special ed actually this should be read it was a little bit higher so that isn't one number that went down but it's still up from what we're receiving right now dollars per kid so we we right now we received five hundred fifty-seven instead of it being 645 it's now 625 per a DA and this is a huge shift that was just announced today the care Zach funding has been a little bit all over the place from the governor's proposal being based off of one formula the legislature it's a different formula and they compromised on a completely different set of set of figures but it is beyond what either one of them had put together when we calculated out the governor's or the legislators it's actually more than both of them so it's eleven point three million dollars in Kerr's funding which is something that's going to be essential as we look at the deficits later restricted program so if you remember we had some 50% reductions and some of the restricted programs others were negative 10% so to have no change is huge for those programs for preschool for aces or all of our restricted programs to have that zero is a really really exciting thing um deferrals so this is the trigger that we had spoke about at our last meeting this did not change one month in the furrows for 1920 we will not receive our June apportionment until July but under this plan we would not receive nearly 50% of our funding and we'll give those exact dollars later on if there is not an economic recovery we can see more of that and so we could be getting close to you know a year of dollars not received so these additional dollars we need to make sure that we have enough cash to to pay the bills moving forward and I'm going to turn it over to Meghna to go over the specifics for Azusa here oh yeah you're muted thank you mark and give me everyone I'm gonna be a presenting part of the budget update more specific details of the revenues the lcff revenue is our prime source of revenue and as we have presented last week this is that the second income projections and last week last week number 2021 adopted one more now so as you can see in the red one this would be a projected based on the May revise governor's budget and it has drastic decline of 10% and deficit factor of seven point 92% but with the budget deal that they raise you have we got little information that now there is no reduction in the funding but we are not going to receive any Cola so that looks like for our district we are going to get more money less than what we projected at second interim but it's going to be more than what we projected as Ed adopted budget so it looks like we are going to receive eighty-four eighty-five million in 2020 one year and 80 point three and so on for the outreach out three years now so the difference between second interim and budget deal is really really lower than what was we were estimated before and looking at the detail numbers in the next slide so as we you know looked at this numbers last week Ezra but there was a huge difference where we looked at last week the relation between the funding is based on enrollment ad8 and it's based on the funding for ad how much we received for a DA each year the last year we looked at the 1920 amount 1553 for 2021 it was drastically declining almost like $900 like 10,500 but now it went back up about eleven thousand five hundred seventy-six and on an average about 11,500 out two years as far as its 0% Cola and just a slight increase based on the class size reduction of mentation and as you can see in budget deal 2021 the numbers our revenue is going to be increasing very higher than what we have budgeted in our adopted budget it's going to be almost 6.7 million higher than what we have budgeted in 2021 and almost 6 million more in each year thereafter so that's a good news for a district that we are going to be you know giving more money as far as the deal that they reach and we are going to see more in detail in the next slide and CFF supplemental and real quick going back going back to the last one just to be clear I'm looking at the presentation that's online and the numbers are different so is but the ones on that you have that you're just playing that is the updated and current one but the ones slide 17 on online is incorrect so that the online that has the last last week's numbers and so we just updated to give you more you know better numbers because that will give you idea how much we are increasing from year to year and not showing the decline so that's why we update somebody's going over to next slide SAFS supplemental and concentration which is also part of the bigger C of f revenue and as we know that this is for unduplicated count of our case and that's very important money to have and as we can see that that is also showing increase based on the deal that they have agreed upon and so last week we saw that about two million reduction in each year we are seeing now that we are capturing almost all 1.6 million each year back so it's a reduction from prior projection of second interim but it's much better than what what was the may revise came about looking at the next just slide this is a similar slide that we shared last me and that say pursues us for a DA revenue versus expenditure how much we are spending versus how much we are receiving money and so the 1819 as we have seen the best year in the SSI unified and we receive about 753 and spend 648 which is well under the revenue which was a really good year but as we see the decline in 1922 448 but we have still well within our means and it's we are spending we are expected to spend less than what we see going forward to 2021 if you remember last week I showed you the chart like upside down because we were not receiving $900 for that year and it looked much better for the district because we are not gaining a lot but we are not in negative so we are at least floating and so obviously the expenditures stays same foresters first step in column and special education contribution so that increase from year after year and it's about 500 in here in the slight increase in revenue and that's just the class size reduction augmentation grant there is no Cola that we are going to get as far as we know right now there is no Cola included in 20 21 to 22 23 years as far as even the deal doesn't have any Cola included I wanted to add one thing which is in 1920 there was the cost savings due to Co in nineteen that especially in this special ed realm made this number much smaller than the year prior or the year prior or what we're projecting out in the future so to kind of add perspective I have a question about that how does that how does that affect maintenance of effort for specialized funding then so so we we do have to spend obviously more than what we have to we have spent last year but looking at some of the expenditures and some of the cost in personnel and that kind of reduced because we didn't have any subs filling in for or you know those type of expenses were reduced so that's what we are looking at to save some money in that area but I think my question is really around like to this revenge our maintenance of effort what I mean what happens are we were we have to spend that money somehow and what happened so remember this chart is showing the increase so we're spending more okay we're still hundreds and $1 more than we did the year prior right but it didn't go up three hundred more dollars per year we had said before right so it still went up just not as drastically all right all right and then stars and purses we know nothing no rates been changed whatever was a prudent may revise that stay same and which is a good news for us because it's lower and governor has contributed more to calpers and calsters and so yes in decline in 2020 one year - from 11.1 million to 10.2 and pension cost is another significant cost for our district so that looks really good and we are hoping that in future also governor contribute more to calpers and calsters so then we can have lesser cost and from here mark is going to take over so we described I just read in the very beginning that a large amount of carriage dollars are coming in and so before under the governor's plan and there was there was three putts but now there is four different pots of money that will make up the cares as far as formulas go so we will and this is the money that is the most because it's already been estimated by the state there is about five million dollars that will come or unduplicated students under a specific formula 2.4 for special ed students and 1.4 million that is based on a districts lcff enrollment numbers or 88 numbers when you combine that together we are now looking at eleven point three million dollars of cares ask dollars it will be interesting I would say to see how we can use these dollars because the details really have not come out if you look at all of the language it is about : 19 response and providing instruction and so the dollars need to be simp spent by December and that is coming from the feds that's not a state decision and so you'll have eleven point three million to spend very quickly and in our assumptions we treated them as unrestricted dollars to show the most flexibility we will definitely have to wait and see if there our specific restrictions that make that more challenging this is the one time fine correct so we want to go ahead and clarify that right yes it's one time funds that need to be spent by December yes and next is deferral so one of the big differences in the governor's plan and the legislators plan was the amount of the pearls and the legislators had more but this this definitely you know is up there pretty close to what they had in their proposal and this is where cash and cash analysis is going to be essential to make sure that were able to continue paying payroll and our vendors and so in nineteen twenty we'll have ten million dollars deferred so that means that will not receive in June about ten million dollars and we'll get it in July that was not that big of a deal we can we can manage that but in 2021 we'll have five months worth of deferral so essentially we'll get paid for half of the year and you know that means we'll have to have that much cash and all of our funds that we can borrow from in order to make payments in 21 22 when when the cash will really be getting short and so what we did pass an interfund borrowing resolution and we'll definitely need to look and see how how much money and then we will need that and the district will need to explore a trends in in the end of 2021 possibly 21 22 which is when you borrow from the county or for an outside provider and the county is getting set up to issue those they're creating multiple pools or districts of different different needs and timing will be able to join those trans pools but again that is interest for all the dollars that we borrow and then we'll have to pay to the county to have access to those funds so as these funds are being allocated for four districts tomorrow have there been any talk about the interest rate on what we will borrow this money on will it be this you know right now interest rate or at that time interest rate so yes so the county will those interest rates they will be in the range of two to three and a half percent just raining on a number of factors which are do you know two factors at rating and I guess the the market demand and I guess how much money you're needing to borrow and also what the base I used to work in credit card services and so you have the base federal interest rate and then X amount above prime so correct and it depends up we're going out in the market or we're borrowing from the county so obviously that the best place would be to borrow directly from the county they will provide us that service and the best rate so that is some is a huge reason why we'll need to maintain a healthy reserve and it will almost become more important to the district than how much money we have available in the budget just because the numbers will be them so large and so next if we we just cutting it asked the deferrals and looked at what does that do to the reserve for the budget right so that won't be four dollars in the budget but for actual just what the budget is at second interim we said that the district would have to reduce by four point nine and then four point four million and then do nothing in the last year then an adopted budget we said under the governor's plan you would have to reduce by thirteen and a half million followed by four and then three they hit the 3% to reserve and then lastly under this budget deal with the projections that we have as our assumptions we have a much rosier picture and again this doesn't take into account the cash issue but we would have to reduce by thirteen I'm sorry by three million basically the first two years and then two million in the last year to kind of map that out here is the second interim versus the adopted budget so you can see where we had those Kerr's dollars come in in nineteen twenty and the cost savings coming in and then the big decline because of the deficit factor and then now you see this kind of crazy line go straight up for 2021 where we have eleven plus million in care exact dollars being accounted for and then a very steep decline down and so because of those tears act dollars being counted as unrestricted at this point and that's what's allowing the district to to have those smaller red actions than even what we had at second in room and with that I will open it up for questions no questions comments I have a few comments /so to be so this is this is Fred you know hot off the press here right marking and until you you guys put this together in a number of hours but you you also indicated that this is that even though this is fresh and this this is fresh and new information that what is still being pushed for us to me recommend it forward is what was on last week's so I guess we're I'm so I'll just give me get like so I understand and can you communicate like the the process and the procedure and and some of the some of the timelines and deadlines that we're up against with a fiscal year and whatnot because I'll just say that it is we're getting this presentation but it's but it isn't the actual budget that's being processed so we'd there will have to be an update very soon or where we will make an official change so this is an essence procedural procedural step that we need to take can you speak to that a little bit please sure so the district needs to adopt the budget by June 30th that is the last state for us to have a balanced budget unfortunately the state has the same timeline which is that the governor needs to sign the budget by the 30th and the because of everything going on those timelines have been stretched the legislators approved their budget on their back very last day which was the 15th and fortunately budget negotiations went relatively quickly and we were able to get the budget details today from basically the lobbyists that were able to hold it so it is essential that we do pass a budget by the 30th and it is it is essential that our schools be able to have the budget roll into our system so they can start moving forward with their purchases and I and my or I should say that the department will make sure that our our budget gets updated and then we have the updated numbers hopefully by unaudited actuals and that will reflect these numbers and any other other trailer language that may accompany them these details so so would there is there an option or what would the process be if we were to look at like July now that we have new information if we were to look at and having a July be the target when we would you know kind of correct and update our budget is that even an option it is an option you can do it sooner and a natural budget place is another it actually could always we could always do a separate meeting and update it sooner I I think it would be essential in the meantime to have a discussion around cash and what what we can produce from business services is a map of where cash will will be tight and what we should do to address those those months whether it is to go out for a trans or to implement additional reductions okay yeah can we maybe I don't know I don't know who we so I know mark your you won't you won't be sitting in the seat sir you know I don't know if you're able to speak to that and some of the process I'm I'm I'm tempted to I'm tempted to to not vote YES on this because I because I know that it's not the actual budget but I understand that the procedural process of it and how we need to move forward I I would like it I'd love to hear what colleagues have to say and our to know if you can speak into it as well if we can sooner rather later make the updates if we are going to take the step today and not wait until that that later date to make you know some of those changes can I say something always hard to do answers I'm sorry by Adrienne asked the question Charlie yeah we'll definitely excuse me so yes where we are in transition period as Mark spoke about at the beginning again a huge applause for for for taking what was out there to build construct density but as he talked about as the deep does come out with the trailer bills and the dust starts to settle that's what we'll be able to get and move into more clarity around that and so so yes we can definitely bring it as soon as we get more clarity in terms of the actual the numbers and the actual where it is that these budgets landed she running um just a couple things I won't ask a question so mark or magnetic in terms of adjustments are you I mean are you what you are you saying that we're going to go through a budget adoption process later on this school year are you talking about just every at every meeting we we make budget adjustments on our on our consent calendar is that is that what you're talking about like what I I'm just I mean I'm trying to understand what you're talking about normally because normally that happens to his budget adjustment yeah come on Michael make that you know okay so doing that yes so once we adopted tonight then any adjustment that we are going to make or revise the budget for with this new changes that budget trailer bill comes with then we do have to go through their consent calendar budget revisions or adjustments so I won't be like we're waiting until the another actuals to update this but know right know somewhat what he means is that we can do usually is we do it right now adopt a budget and then come when we are closing the books financials ready for our little actuals we can revise the budget then and present it that time usually that's the flow but we can always do it earlier so okay that's helpful I hope that helps you Adrian not yes so then did my other question well I might like my comment this is more just a historical perspective so before we in our wisdom of the state as a state population decided to penalize our legislators if they didn't adopt the budget by June 15 and there was pretty much every year that the budget was not by the state was not adopted until well after June 30th so we as school districts would have to adopt our budget just based on whatever assumptions we have from the May revision or whatever guidance we got from LA County to adopt and then we would have to make those revisions that meghna just talked about so it's not like we haven't we haven't operated in this kind of approach before just because of unknown um the other thing that I would add is it's not very clear whether what's gonna happen with the state legislature because they left there they left open every that for them to come back and we and look at the budget after the tax returns come in to attach receipts come in July 15th so well I think most of us are anticipating that in August our state legislature is going to be reviewing the budget and updating it which would impact us and then the last piece that I was gonna mention is so I don't I don't want us as a board to think that this is a fake budget and not the real budget this is a real budget this really is the budget that we are adopting this is a budget that we're gonna live by I think because Magna I mean because our stuff know that things are changing they're going to be conservative and luckily we don't do a lot of spending during the summer but I wouldn't as a board members just like this is a fake budget this is really at the budget and we are really adopting it because these are the rules that we had to use to adopt this budget well well and I guess so I I everything you said in the first part make makes make sense I think like on the second and end of that like to I get that this is not a fake fake budget but if we were if we were making decisions based on what we you know know new to be true a week ago that calls for 13.5 million dollars in reductions next year I don't I don't see how we would not make some of make additional cuts this this current year so so I guess I hear saying it's not a fake budget but at the same time I'm I'm having to make the conscious choice to ignore that reality as known otherwise I could I would not be able to in good conscience move forward with a thirteen point five million dollar cut all in one year next year without making additional cuts this year so I get that it's not fake but but it's also not fully accurate so what I would say to that though adrià know is that and I think is that we could we could not make those budget cuts that you just that you just alluded to and be okay this next year it just means that we have to make humongous cuts the year after so it still is a fiscally responsible in the short term budget I mean I don't want to go back and watching this but but but but living it but but I and the board members I'm not comfortable like in the in the dark of night trying to identify this this amount of budget cuts without any input we went through a very we went through a lot of input from our community stakeholders before we decided the cuts that we made this last year so I just would not be comfortable to be all of a sudden okay we're gonna add ten more million onto our cuts right that's not something I'm comfortable with I think I would I would say and I appreciate this is that I'm we were very lucky that we have a I would not say a large reserve some people around us have larger reserves but a significant reserve that it's cushioning us I know there's a district right next to us continuous of us who right now is that this 3% reserve so they don't have the luxury we have of trying to figure out when we make these cuts they have to make them right now because otherwise they're not I mean they're not even going to make their their state requirements with do percent reserves so and so I mean I think we're just gonna have to disagree agree to disagree on like you know what this is what we do right now okay anybody else I saw Yolanda you had your hand up earlier yes she didn't mean answered my question and I appreciate it because I felt the same way to adopt it or to vote on it when it's not you bring me something different than what we're reading in our binder that I had originally and then it's changed so and I'm not calling it fake I'm just calling it that the figures are totally different so I'm not comfortable voting on it but what she mean she don't need explanation I appreciate that I I get her thank you okay any other comment I would have to say yes I can understand in a sense why this would be a little you know not that it's fake budget but as things are changing in Sacramento and they're changing you know each week as we speak I think it's important that we do adopt this budget and that we add revisions to it on because of the fact that Co bid 19 did throw a little French in our parade here in our way that we normally operate we have to be able to adapt and be able to come back and you know with the help of Magna and our future interim CEO who's going to be coming in be able to you know make those adjustments as they come from Sacramento from the Department of Education so and the governor thank you okay any more comments or questions all right with that said do I have a motion on the floor make a motion to approve Oh second motion okay okay every board member Ariana's motions seconded by word member kruseman's honest we've discussed so and I passes 5-0 and now on to 9.3 approve resolution 1920 56 exempting the old schoolhouse project from city of Azusa zoning do I have emotional I mean so I would like to motion that we you know table table in essence but I'd like to discuss it's the discussion okay can we just discuss it we don't we I mean we don't have and we can discuss it without taking action first all right sounds good like mr.

Carr if he would be so kind as to well he eloquently spoke to that issue as to why the 2020 issue is a front and center here at our work study session could you clarify that as you presented it to us it was related to the average teacher salary we're talking about the change of Ranger tier seniority right so just making sure we're calling exactly what you were looking for as we lose a senior teacher who is higher on the payer pay scale and their higher skill their higher pay gets removed from that average and they're typically replaced with the first year or relatively new teacher who's lower on the pay scale your average comes down so even though we are increasing the the salary commensurate with the governor's plan and as approved here just because of the experience levels you're going to see that number come down and other districts are seeing a similar type thing that's not unique to us but we want the public to understand that it's important that they they understand we are using those dollars as intended Thank You mr.

daga mr. Takagi can please explain this resolution please just as an FYI we have invited every towel here as well to take questions but in essence this resolution is to exempt the old schoolhouse project from us from city zoning this resolution is not a determination or a decision by the board in terms of what is happening to the schoolhouse this is just a motion to be able to exempt us from the from the zoning and to continue the process in an respects to a later decision and being able to make those decisions in the in the future so what is what is the purpose of re removing the zoning what was behind that I'll try to answer that question if it would be helpful yes when when we were looking at this issue there was traditionally with schools they have what's called a case called Hall versus city of Taff which addresses the constitutional relationship between school districts and cities so traditionally a city and school district occupy the same wrong so to speak and the legislature decided that it made no sense for a city to have jurisdiction over anything that has to do with school or school related activities and there have been a number of cases interpreting what that means including things like lights on school fields being considered school activities when I looked at this with the sequal consultants the conclusion was that this is really a school activity because you have sawsan school and you have needs with regard to Slauson school and this is not there are different things that could be done with regards to this historic structure or the structure and that what your overriding concern what it is that the school board's overriding issue is is what it is that your school activities are not necessarily being placed in a position where for example if you're a developer having to consider other elements that may be coming in what's going to happen is you're going to have an environmental impact report presented to you with all of various impacts including costs and we felt that it would be better to not have the city impose zoning restrictions on you and say this is our position instead have you do a full and fair evaluation of the environmental report in that environmental report we're going to consider historic who decided that you're saying it was decided so my question is who decided that traditionally what happens is the cities will follow Hall versus city of Taft which is a Supreme Court case in this particular case the city had some comments we are considering those comments in the comment letter response comes out as part of the e IR and that is going to come out after this resolution is adopted so because this resolution actually has an effect with regard to how the response letter is prepared the significance for us is it's important for the school district to keep all of the school district functions intact rather than have the school district functions be overseen by the city which is what it is that the zoning restrictions happens to do which is why we've asked for a government code section five three or nine for resolution to make it clear if that makes sense so can I ask so is this building more as a historical site in writing yes it is not it is not designated historical by state or federal it has only received some review with regard to City so it's not it's not considered historic under historic building code it's not considered historic under historic in the normal sense so I'll say my the some of the concern that I have is that I I I understand it and it's been it's been described thoroughly you know some of what our what our kind of kind of rights in some of the jurisdiction and where that lies and what a what a school district can do versus what a where where the school district makes decisions versus the city that that's been thoroughly described and explained to me and I can I get that I I would I would suggest that that does not even though a school district may have the the absolute right or you know ability to make certain decisions in a certain way that doesn't that preclude us from from like taking into consideration our partners at the city and take a take into consideration just just the relationships and and the partnership with with the the city and so I thought I saw that you confirmed that you did reach out last week and speak to Sergio the city manager about it Jerry did you also reach out to Historical Society thank you thank you for that Jerry so I think that those those are important steps and I'm glad that that happened I guess I'll say that I'm I'm a bit surprised that that it didn't happen sooner I think that we had some there was some time and space to be able to have I mean a good number of months where where there there was time to make these you know how have these conversations formally and informally and so I did have you know a couple conversations you know over the course of this past you know these past few days where there are people who are communicating some some of their concerns and so again it's just unfortunate that this didn't happen sooner and we can't go back and change it I wish we could we can't go back and change that we are we are where we are now and and with that in mind there's a couple things I would like to you know to suggest and recommend one yes that we do as it was already suggested earlier table this and postpone it just even so if we look at the next meeting just as a to bring it back up for conversation I think it would be great if we were able to kind of call together in an ad hoc meeting somehow even if it needs to be zoom or whatnot just to have some of those conversations and so I know that some things have changed on the city side on their council and so there may need to be an update so to who sits on their ad hoc committee but but I think that there might be value in having some conversations and I want to be clear that does not change what we as a and what Azusa Unified School District is able to do in the jurisdiction that it has but but taking time to just consider the the partnerships and and and and those relationships to me is is vital and there's no reason why we did it and there's no reason why we you know we still can't now is that a motion Adrian I second it that's a motion okay Gabriella did you want to say anything yes I just wanted to go ahead I was going to agree with a or to go ahead and table this and I think it's really important that the ad hoc the individual committee for the city that they meet as soon as possible in July the clock is ticking I mean this is the conversation that needs to happen I would also like to ask that the five board members and the five City Council come together for a meeting for you know for all ten of us to me I think it's been a really long time for you know since a meeting like that has happened and I'm a pseudo Madam President I would like to go ahead and put that on the table as well okay so can can we maybe move forward that went forward with that Vince so um yes motion to table but then also direction are throw if you could if you could help activate that I'll say that I would be available I'm taking some time off I would be available the week of the sixth if we wanted to see about scheduling an ad hoc meeting ulanda I'm not sure what your schedule looks like in and your availability and of course we have to consider what the council has to say as well but but I would be in favor of having a conversation soon your Munim all right perhaps if if I could have the floor for just a minute and I well I'm not going to urge you to change your your vote I hate what I do have actually Yolanda would you I know you you were saying something yeah all I want to say is that I believe they go blarp in July because I know Debbie mentioned July yeah really the city goes dark in July so would you be open to are you open to having a looking to have a conversation that we can July if the city is to have an ad hoc oh yeah sure yeah I mean if they want to meet yes yes okay um go Terri yeah there are just a couple of things that I wanted to bring up so so that we're clear there is nothing wrong with the process that we have engaged in I am a little surprised that the city is taking this resolution as the place where they want the process to stop we are still going to go through with a sequel analysis a sequel hearing and also a full comment response letter with regard to the comments that were received from the city I would I do have some concerns with regard to holding the process up but I would suggest that perhaps at some point we have a closed session to more thoroughly discuss some of the issues associated with the resolution Gabriela you had something to say yes I can understand what you're saying teri but I also have concerns because under my impression I I the conversation we had over a year ago teri and the procedures that we had asked for it to happen did not happen we just learned about it this last meeting and I'm uncomfortable with that so I understand that you're saying that the sequel analysis and the hearing needs to happen but at the same time you're right we do need to have a closed session about this but I'm very disheartened that what I thought was taking place did not actually take place you know with that being said I think that's all I have to bring Adrienne herself oh I'm sorry Sheila yeah yeah I have a question for you teri this are you saying that we have a certain timeline that we have to keep through with this what are you saying I I'm not saying that this could happen here but I do have a concern so I'm gonna I'm going to point you to some articles that would be reflective of the concern that I have if you will so the mic mode but my question charted was really just around timeline right like us not taking action on this is not gonna it's not gonna have an impact on on the work that's already been done that's what I'm saying it's not going to have an impact on sequel work what I'm concerned about is this I've run into the situation before where a somebody be it city or individual tries to hold up the process while they quickly run to a historic ward to try to get a landmark designation on a piece of property and then it changes the analysis the perfect example of that is Orange unified had sold a piece of property and during the period of due diligence before the developer could develop the property they were able to designate a building on property historic which completely changed the analysis and essentially caused the property to fall out of escrow I I would hate to see the situation where the school district is placed in a position of essentially having to care and pay for and then upgrade this building when you're when your primary goal is to handle students I realized that this is a historic resource I realized that there is a long history to the building I think that it is well within the districts it could consideration what it is that you're gonna do with it but I don't want the district to be placed in a position where you're compelled to do it so my concern is if you wait too long you might get compelled into doing it and there is no timeline right now I'm just worried that when somebody is saying hold the press the hold depresses that there could be other processes working that we may not be aware of that could make things more difficult for you or make it impossible for you so I think I think you're right that this conversation is best done in closed session I think I just asked about the timeline so I appreciate the answer about the timeline so thank you for that yeah and only only thing I'll add is I hear you again Tara I hear you talking about like that the district is in in the in the right in that the correct procedure has been followed I mean technically I understand that and I get that and I'm not questioning or challenging that at all I'm just simply saying that sometimes it's possible to go to go above and beyond what is nearly required and and take take additional steps and and I'm and so I I'm a little disappointed that and I'm not saying that this is on you but I'm just I'm saying that I'm a little disappointed that some of those extra above and beyond steps had not been been taken because I know that we were under the impression that it did with that being said even to be more specific about the motion that I'm making I would like to motion that we table this for for a July 7th for the for the July 7th board meeting so that it comes on to the very next one and we don't we don't push things back but but hopefully that will allow for some some time to get some conversations on the on the calendar I don't I don't want to push this off and I'm okay with and I'm okay with you with your change your amended motion thank you Hey more comments I just want to just read clarify that we're tabling this to July 7th and that I just want to make sure that I'm being heard that I am asking Madam President for us to to to give some direction and for us as a school board to meet with City Council soon so that could be so I see you hand up your lunch just to be clear I think it's two different things yeah so we can we can talk about the in our ad hoc and ad hoc conversation we can bring that up and talk about that exactly you what I like to say is um you know I what what Gabby Ari honest is asking we don't have a consensus I mean it's one person wanting something but we have not agreed that yes let's do this we can't just say what we what we want to do it doctor there's five of us we have to all agree yes we'll do this that's my opinion what I'd like to do is okay next week we can put it on to the agenda to have a discussion about moving in with you know working with the City Council and having a joint meeting I think that's how because this is dealing with something else and that's different could could I ask could I ask instead that since since Yolanda and I are on the ad-hoc committee that we hear that we hear those that you know those wishes and can we can we take this into a conversation with the ad-hoc committee from City Council and let that be the place where it where it begins and we come out from there as opposed to us taking action in steps without considering our counterparts with the city certainly just want to clarify remember Yolanda pain yet I think it's important I'm bringing it up because it's something that we haven't talked about since I've been on the board that we should have a meeting in the next several months so I'm just bringing it up for us to have a discussion about it I'm you know to write it down sore so we can you know talk about it in the future but three with you aging I think it's important you guys do talk to the City Council about it and then bring it back and we have a discussion about it of course I totally understand that all I'm saying is do it when when we give a requester I think the five of us should agree that we should follow through with this request that's how I just guess I was just asking to put it yeah Jen dev that's it I'd like to summarize really quick just a we're all on the same page on July 7th we're gonna have two agenda items one for closed session and one for open session it will be the same identical board agenda item that is present in closed session right now remember Yolanda and board member Adrienne will take the initiative to reach out to the counterparts in the city to think about clarify have a conversation in terms of process and this this particular topic is that correct correct yes yes with the addition of the topic of not only the schoolhouse topic but also the topic of a joint meeting I mean we will have that in that hoc conversation as well mm-hmm okay any other comments okay I guess we can go ahead and vote on tabling it to the next meeting billing it till the next meeting just just to be clear it's saying approve the resolution but that's not I'm we're still voting YES on the table exactly okay it does 5-0 and then now we will move on to uh 9.4 Azusa Unified School District's legal services and our total thank you so at our last meeting we discussed and we talked about having and trying to come up with next steps in terms of legal services for Azusa Unified School District in an email conversation with Miss Jerry Bibles mogul we felt that it was prudent and necessary to gain clarity in terms of what is the board's desire in terms of legal services so I want to point out just three kind of things that that we we want to try and and get a clear understanding so that when we are moving to next steps that we are actually doing the next steps that we all believe are supposed to be the next steps so we think that there are there's three major points of clarification number one currently we have a process that has been triggered and has been set in motion that is an RFP process during conversations and during kind of logistics there were multiple suggestions one of them being that there be two board members present for the opening of those proposals and maybe three board members in Xoom different conversations should that have been on today's board meeting is that a separate board meeting we know that that's going to take time and so we had kind of that that set in motion but at the same exact time there were also conversations about wait a minute timeout was this supposed to be an RFP or was this supposed to be an RFQ process and so for for for us to continue on the RFP process when when we were supposed to be on an RFQ process obviously sets us on the wrong on the wrong track and then and then finally there's also been conversation around is this something that the board is looking to to be a part of in the sense of the the actual the actual request the actual evaluation or is that something that the board is looking to to frame more conceptually and then staff move forward with that and so those are those are kind of the the things that we're trying to gain clarity so that we know how we're taking our hour steps forward we are ready well I we I mean mark mark is ready to if we need to engage in the conversation in regards to what the difference between an RFP and an RFQ is we can do that we can do that as well and so those are kind of the three the three buckets that we would like to discuss you know I want to start I want to start with this RFP which is rqp didn't actually ask you a question our 0 so us superintendent if we're going to hire a professional as a professional service right so not a construction project but a professional service its ongoing as a consultant what do you make sense an RFP or an RFQ semion RFP process makes the most sense and the reason it makes the most sense is because this is not a new service this is not something that is is something that we're doing brand new or we're trying to implement or we're trying to to begin and so for the most part we understand what it is that our needs are in terms of legal representation and so following the process that we currently have makes the most sense but that being said though I don't I don't on the opposite end of that coin I don't think that that means that an RFQ process wouldn't serve a good a good a good purpose as well a mark could you explain the difference between the RFQ and RFP please sure so a request for qualifications is the definition of an RFQ and so typically it's the pre-qualification phase of a larger process but it could also be used as the one and only step in a very simple request for a service so everyone is right in that what they're saying right so it is flexible and you can use the qualifications to pick your best candidate and and then move forward the RFP process in a large process could be started off as an RFQ you get all the candidates that are that are applying and the RFQ limits that these are the people that are qualified right they have the experience needed and then use the RFP as kind of a grading scale to to rate them on different criteria than the district is looking for in them that service in this case Lidl services and so you could you can further you know refine that in this process you know the district does not need to just pick one right you can pick multiple you can segregate out you could say you know it one this one legal service looks like they're HR and services are amazing we want to pick them but they did not perform really well when it came to facility knowledge we want to pick this guy so it is possible to have different firm firms I'm selective for different components of legal opinions and so all that is product possible if we want to do an RFQ and start started again or if you wanted to open the RFP responses that we've already received all of that is possible and it is also possible to after reviewing them and scoring them it is written into the RFP that we have that you can call them in for an interview and listen to you know the partners speak and and that can help you refine your selection process so nobody is wrong everyone has the right definition because they're all kind of flexible but I apologize I I that is the direction I received so you know if I and inconvenience the board in any way I do applause I have several questions regarding the RFP and the art of do so is there a process like what one comes first if there is first or do you just do one you know my first my second question also is what is the protocol that we use that is as unified when we are hiring because what you said mr.

Kern I appreciate that as Beth please continue so remember that the dollar the percent increase awarded for teachers so each year initially it was 9% going into the 1819 school year it was 4.5% going into the 1920 school year and going into the 2021 school year it's 5% so that represents the eighteen point five percent so what we did here is we looked at an elementary teacher elementary teacher a high school teacher a and junior high teacher a and we looked at their actual salary increases year-over-year and you can see and it's the difference the reason why in Knight you don't see the full nine percent is because of the fact that we put the nine percent on the maintenance operations portion not on the classroom site fund portion but we're looking at total salary when we did that calculation but you can see the four and a half percent in 2020 and the fiscal year 2021 five point four percent five five percent a little bit more because that represents both the accumulation of the pay increase on top of increased salary on a percentage basis as well as the additional two hundred dollars per teacher on the base so you can see the overall percent increase on each of these example teachers that were here back when we first started and are still here in 2021 that overall their average increased by eighteen point seven percent a little bit higher than the eighteen point five percent which you should expect okay we just thought it was important to give an example to confirm or illustrate mr.

Thurber earlier about opening the envelope and he talked about you know what process you want to do what is the actual protocol that we have used in the past when we are hiring legal or whomever go ahead and I don't know the process that the district used to hire legal last time I believe it was through an RFP but I'm not certain than that but for all of our consultants that we hire with the bond and we go through an RFP process and I'm sorry mark what I meant by that is by from what I recall even hiring the consultants and so forth you know the RFP or the RFQ will come to administration and then you look over then you bring recommendations to you will say we'll have 10 you bring five or three to the board and let us know what is your rationale why you select the Thies because you weed them out I'm sure because sometimes not everyone they may give an application doesn't mean that they're qualified correct right and I know that's that's what you do and then I'll work the department does that and then the recommendation comes to the board and then we look them over and then we ask questions you know why or where they come from or what are their background and so forth that's what I recall our protocol has been all along when we carry it not even in legal for him but hiring generally consultants or so most of the consultant we would go through a process like that where the district would make the selection we bring the recommend at the end but from what I understand that board did have an increased I guess hand in the selection of legal services years ago from from what I understand I might be incorrect was prior to me being here but you also asked I can what if what comes first the RFQ or an RFP so the RFQ always comes first hey if you're gonna have a two-step process you would do the RFQ and then you would do the RFP but you can do in just an RFQ and you can do just an RF P and you would really only do both if you had a large candidate pool that you wanted to narrow down before you went to the specific proposals and then mark just to add on just to be SuperDuper clear the RFP process currently is not just for bond around bond items there are other items where we use RFP processes that are not related to the bond absolutely for nutrition services we use it for everything that's over technology limits yeah we use it all over the place for bird in any large purchase goes through an RFP that isn't you know through one of the mass buying protocols yeah and then to double down on on marks comment there there is no quote-unquote right way right it's just the way that that we would like to proceed with this I'm not sure who was next if it was Adrian or the other it's Adrian so couple things I'll add one so the only reason why I would say you know I hear how there are different ways to do this and so you know so so generally speaking there isn't the right way or wrong way the only caveat I would add is that to my to my pretty pretty solid recollection the direction that was given from the board to do an RFQ and it was it was not to do an RFP and so when we're looking at you know right or wrong from that perspective then it was then going through an RFP process instead of an RFQ then was a deviation from what what direction was was given and so then from that perspective it was the wrong wrong course of action the other other thing I'll add or say is and this is you want to know you were asking about processes that we go go through with our consultants and other things and that's my understanding as well that in most situations we go through a process of where staff looks at it and brings recommendations our way but I will I will remind us even of the process that we just took with a point Minh of our thorough as a superintendent there are some there are some kind of services in some situations where we as the board it's as I understand it as a freshman board member anyway where we would play a more prominent role in in that process as opposed to any other appointments or or or matters of employment and so and I you know would say superintendent is it isn't in that category and I would also know suggest that legal services are in that category as well that we would play a larger role and so I I don't know that I would necessarily look at how we handle consultants with bonds and consultants in other areas to frame or shape how we would hire our legal services Gabriela yes I wanted to to also convey that when when this was passed it was passed as an RFQ and it was deviated to an RFP and there was many times where I know I personally I wrote an email to the board president and the superintendent asking them you know to please change it to what was what was requested by the board and along those lines as well what was in that board meeting was that board members being the ones to hire the law firm and so I would like to ask Madam President to to open it up for the school board members here that are present for us to be able to basically restart this process we had no clue that they had you know put out the bids for an RFP therefore and it was not by the guide of the request of the majority of the board when it was passed so therefore I am asking for this to start as an RFQ to move forward with what the board has decided she won't even so David I want to make a suggestion because my guess is that many of the people who already applied would be the ones applying again and that is I mean I think that maybe just and also to expedite the process I would want I would want us to consider I would want us to consider just going with an RFP process is not a this is not a legally binding like construction business process where we have to follow all these rules and just open it up again right now for sure amount of time so the other people can submit proposals and then we could go with the with the with whatever process that we that we decide as the board because I agree with Adrienne right I think this is legal counsels in one group that reports directly to the board and so we should be the ones deciding the legal counselors I just want to make that recommendation rather than starting all over because that will delay and I think it can be much more expedited if we just reopen and use these same same bids and then add some more to them I like your suggestions generally I think it is important that we do open it and that we have a time frame and that we as a board are are notified of when this this open time frame is but I would have to agree with you shadowing yeah and then I and then I went and then I would just I sorry I forgot to add because it's based on that's something that was said last week last meeting that to me this would be an open process and not invitation only which it sounded like it was the first time around right I think the last time we got legal counsel we didn't do invitation only we just put it out there and those that responded we got I mean we got a lot of the beautiful forms to apply so I would I would think that we already have many of those and so I think there's no harm in just opening it up I would also like to do a two step process you know if the majority would like to continue with the RFP and then after that you know minimize it by an RFQ I just don't want what's happening it is and correct me if I'm wrong mark or doodle is that when we go through an RFP process we you know by law we have to take the lowest bidder and at this point right now since no no okay there's really very little difference between the RFP and the RFQ on the selection process so the only formality is that typically there's a rating sheet and you would use that rating sheet that's kind of a necessity in the RFP but the district can choose what is on the rating sheet and one of those components obviously is price but you can have as many other components that the district feels is that are important so know RFP or RFQ process every single time I've seen one you use the same rating sheet so there's very little difference from what you will see on urine the difference between the RFQ and the RFP is you will ask for much more specifics to be presented to you in the document that the that they're gonna provide for review that's the biggest difference all right chill right no the RFP alrighty we'll have much more specifics so we go through the two-step process and open it up you know a window frame and open it publicly and then move on to RFQ that'd be okay so okay so think about it this way so that the RFQ would be tell me what your qualifications are so who have you worked with what districts have you served you know what who's in your firm very very kind of essential functions of what makes you qualified to work with it in RFP you're gonna provide much more detail of how you plan to meet the specifications that we spelled out in the document what what will you do to meet this unique population that is in Azusa and Marc just to again put a put an exclamation on this when we're talking about the rating those same exact themes can also be part of the rating in terms of prince's past experience right those can all be part of the rating system in terms of even if we went through the RFP process those are all things that can be part of our rating or your rating you the evaluation of the actual firms correct so RFP to respond to is much more work on the legal firms then the RFC Adrienne yeah so first I see Lina are you talking about like the process and in timing and that that's while I think that that's important I think we don't have to this isn't something that we have to be rested with in that like incorrect can can maybe mark you can speak to this or are thorough if if we were to I mean I understand we have like expirations on our contracts or whatever with our current legal services if we were to go into a like a more extended process with this we would what does that do as far as our legal coverage in the interim and what are our options there with our current firm that is most of our legal consulting we will go month-to-month with whatever the new rate structures are that is what is stated in their contract that expires the end of and so we will almost inevitably do that either way because of where we are in the process that is correct yes as a matter of fact tonight later on there is a one such example in Yolanda is the UM the RFP and rf2 are they generic or where where do they come from and also or can something be added or deleted from this RF urk to get what we're looking for yeah so I made it unique to Azusa to describe the needs of the district but yeah we can I mean if you want it again you could customize it add different questions or ask them to highlight different aspects of their firm and in the needs of Azusa but it was a customized document that I put together you know at at the direction of my superintendent do you get it do you get it from CSB aid you get it from the state like where does it come from my vision you just create it um so I looked at multiple templates that were out there already and and pulled them together I looked at one of them that Gabby forwarded to Linda and took some of that elements of that one put it in there and some of the ones some of the stuff from I think it was Sacramento and I would say the majority from that document no thank you just take a quick pause and summarize where I think we are right now I think that there has been a suggestion that we reopen the RFP process move beyond invitation and and publicize in terms of publicity and publicizing and marketing it to try and get an effort of getting more interest in submitting a proposal for a zuzo Unified School District is what I'm hearing right now but again just for clarity that that is still taking us through the RFP process which which I want to make sure that if that's not what we want right then we need to we need to make sure that that is well we're stating right now and we're going in a different in a different direction because the alternative of course would be let's just restart 100% and yeah I'm gonna suggest that we stick to the original plan I you know it was totally deviated and you know way to me I think you know they they can reapply it it's gonna be the same you know type of process I think it's important that we as a board you know stick to what we say and not keep changing it because someone made a mistake I I know would that be a long process our dodo do you think I mean we can have this it's just the wording I looked over the the document and was able to to just identify like two or three things but other than that it's pretty much the same document the only thing that changes is the qualifications you know again a lot of the times when we as a board decide something and something's not done because it's deviated then we comply and I really don't want to do that right now I mean I know I said that earlier but I I feel really strongly about this can I ask what what portion of the RFP other than the the name of it is not being met I I don't have necessarily in front of me so and maybe if I could answer that it we could answer that question then it might Honda by clarity I think that if mr.

cars statements okay okay so to move forward the addition additionally on the front cover page it does give us a comment box and we have made the comments very clear talking about the turnover of teachers and how the average salary is calculated and why it's changed year over here so fiscal year 2021 adopted unrestricted capital budget so again this is the district additional assistance formula so the rise number two showed a total formula of fifteen point four million dollars a little bit under fifteen point four million dollars and then the 2021 projected a little bit more than fifteen point four million dollars and you can see that the adapt is very comparable to that the reason for the increase is because we had more students so the district additional assistance is based upon your prior year ADM different than the maintenance operations which is based upon your current year ADM so we saw an increase there and then the district additional assistance you can see the adjust meant and the projected as well as the adopted so that was one of the mitigation strategies that the that the Legislature passed in late April early May due to the covert pandemic initially the governor had proposed that that adjustment would go away altogether but you can see that we still have a reduction of two and a half million dollars and then there's the textbook allocations budget balance carry forward some other things so our budget capacity we are expecting to go over to be higher than 2020 by 2.8 million dollars and again as I indicated earlier that this the understood capital will be allocated out based upon a zero based budgeting process to make sure that each year we're funding the need and then any subsequent year a different need is funded appropriately so these are the non-discretionary and restricted capital expenditures remember that assessments as well as curriculum as well as all of our district-wide software solutions licensing etc all come out of this under strict of capital budget which formerly was a soft capital budget which would have included all those things you can see that you approved the assessment platform and the ongoing assessment cost of $30,000 increase you approve that this spring as well as the increase to global Academy in response to the expectation that we may need to go online more going into 2021 so we needed to expand the curriculum the online curriculum to our k5 students and then transportation note the decrease of 1.5 million dollars as you all know you approve to the new routing software to be implemented in transportation as well as the remodeling of transportation due to the combination of the power base facility into the Gilbert base so those obviously are one-time costs that will not need to be repeated so you can see the decrease there and then finally general instructional materials that are going across the school system so a total of eight point five million dollars that leaves us about six point six million dollars available for prioritization and we will share those details with you once we've had to have them determined we're holding off a little bit as we don't know how the school year is going to start I want to make sure that we have available resources to help mitigate any potential increased loss in students any questions on any of that on the understructure capital okay so other funds we talked about classroom site fund that length like to move to instructional improvement note that we have a budget of 3.1 million dollars which is an increase so we have done due to the cash reconciliation know how much cash we've carried over but we were very conservative in our new revenues going to going into 2021 the instructional improvement fund is totally funded by Native American Gaming revenues and knowing that all of those venues were shut down for a period of three to four months due to the pandemic we were expecting a decrease in the revenues a title one three point five million dollars again due to the cares Act we're able to fully carry over all of our title funds which we did not expect initially and then finally the bond fund you approved a resolution last board meeting to prepare for a bond sale to close in late July early August and that's also included in this budget so risks and opportunities again assumes a loss of 400 students we assumed a loss of 400 students going into 2020 but we actually gained over a hundred more so we actually gained 540 students which gave us a swing to the positive of 140 students we don't know how that's going to happen don't know how many of our students are gonna go online which could also result in decreases in ABM vacancy savings nor turnover savings are identified so vacancy savings is when you have a budgeted position and you can never fill it so those monies go into the bottom line as budget balance carry forward turnover savings are what mr.

Marino says that it's more detailed than the RFQ why can't we just use the one that we already have it's more detailed just because we're starting on the wrong foot I just don't feel okay with it um I'm wrong I mean the consensus of the board that's where we need a cake because I know all of us may feel different about I don't know I'm fine the consensus was taken in January and what we're talking more like right now and what we're talking about right now we need to make sure that again and again moving forward with this board I think it's important that we do not forget that what you know what happened in the pack what we decided on and then it gets turned around and then I'll sensibly decide something else I think it's that we need to be consistent even though it was since January and now we're looking at the end of June I I just feel very strongly about this well Madam President maybe you can ask the board you know thank you that's exactly we know how you feel Yolanda yes okay and she oh sorry you London when you said yes what I'm not sure what you're yes ma'am oh yes I I'm saying just to stick to the process that we really are the only because when weren't mentioned it has more detail more detailed information than the RFQ I would rather have more detailed information if you did an RFP would you have to still go to our queue to get the other information since they're not the same but yeah I'm just for clarity just so again we're all thinking the same thing what I'm hearing is that Jerry's going to ask are we restarting and going through an RFQ process or are we amending current process and going back to advertising and and continuing on the on the path that we are in is that correct are those that work well we're well what what Jerry's going to be asking yes that is exactly what jury's going to be asking so which way would you all rather do I know she didn't you had suggested the RFP with opening it back up again I was just trying to find a compromise frankly I don't really care which one we do I'm ambivalent I'm finding their way and the only thing I would say is if if if we as the board are gonna play are playing a role in this in the process but the process has already been started and and we and we didn't speak into it then how does that so so let me let me ask this this was asked but I'm not sure that it was clearly clarified the RFP has already went out there and there are some you know bids or whatnot that are in a sealed envelope somewhere if we were wanting to add a question or three or you know whatever to the RFP process what happens to those that are currently in the envelope they get sent back and they have to resubmit it and add those additional questions oh we can do that so we can amend the RFP it's stated in there so we could add questions to it after the fact we can extend the deadline we can open it up or promote more folks but just to let you know I did contact every legal every major educational legal firm that any anyone had heard of in my group or Linda's group okay and then yeah I get I guess I'd also want to know what what we what happened last time we don't we don't have that information at the moment but you know in previous instances have we typically and historically gone with RFPs or RFQs our legal services that to me would be a healing you do remember it can speak to it yeah we've only done it once and my career here actually took a long time to do it the first time I'm think it's about point six abraded that we did an RFQ but I think at that point like we had people working there that felt like that if you were hiring professional services you did an RFQ if you were doing like construction or project bidding you didn't RFP but that would be approached internally that that that our business office had so that's how we did that so but it was but we did we did that I do I do just want to I don't want this right now but I do want to just recommend that we don't think about micromanaging the questions in the RFP or Q I mean I think I think very much so the the the decision-making about who is selected should be our purview but I'm not sure we need to delve into deciding what was what goes into that document I get sent oh yeah so Adrian do you have a definite one way or the other yeah I get I guess I with that said I am with the and with the understanding of us you know at the end it comes to the board to make a decision I'm okay with continuing on the path that we're currently on okay net that's the majority so we'll go ahead and go through with the RFP it sounds like and does that mean Jerry that's what you want to do yes okay parity yes and we'll open it back up again yes okay what is that period what is how does that work what is that period of time when it's opened up you provide direction and I will make it happen or I will help make it happen what one thing I heard is that having constant communication in terms of where we are in the process when it's being advertised where it's being advertised so I have jotted that down and I will make sure that that is transparent and that you know exactly where we are in that in that particular process and I'd like to say that basically since I've already said that I'm not running again this is going to be you guys's attorney and so I'm not going to take huge stands other than to what makes sense if I could chat if I could push back on you there a little bit during just just to say so I know you're not running again but you're still you're still on the team and still on the exact Lord up until that date and so your your your vote in your perspective is still needed okay well thank you thank you but you I was hoping you understood what I meant by that but yeah it's just that's why I'm not trying to shirk off anything I'm so okay now so we'll move on to consent calendar item 10.10 point o 10.1 all matters listed on the consent calendar are considered by the board to be routine and enacted by the board in one motion in the formatting following the last consent calendar agenda item there will be no discussion of these items prior to the board the time the board staff public requests specific items to be discussed if discussion is requested by a board member that item will be removed from the consent calendar and will be considered separately this intended and staff recommend approval of all consent calendar agenda items do I have a motion on the floor 10.13 oh okay I'm 10.13 and I'd also like to pull item ten point five and ten point I'm sorry ten point five okay ten point five and ten point thirteen okay and do I have a motion - ten point five and ten point thirteen make a motion to approve second oh okay motion by word member Rodriguez opinion second needed by board member Greer and we can go ahead and vote and it passes 5-0 we will move on to 11 point O or eleven point one which right I assume would be ten point previously 10.5 approve agreement with California Consulting LLC ideon so can you can kids could somebody speak to this a little bit I guess I'm wanting to be I'm wanting to make sure that we're having clear and transparent conversations whenever we have consultants at it that are coming to us this is $65,000 that's coming out of the lcff and so can can we speak to this I know Martha you and I had a conversation earlier in the week but I think it would just be valuable for the entire community and everybody here sure so we have been contracting with California consulting since 2014 and in that timeframe they have been able to secure close to four million dollars in grants for the district now that four million dollars is a combination of actual funds money and also a combination of services as a result of those awards be that professional development be that in-kind you know certain services and so together it's it's again somewhere in the magnitude of four million dollars some of the big big big grants that I can speak to they have been instrumental in our California State preschool grants and expansion they were instrumental in our Cali application currently right now they just finished a process with nutrition services to submit grants for the gen use for Koba 19 emergency school nutrition funding was kinetise somewhere in the in the the average of about three thousand dollars additional funding towards that so again not again but so compared you know comparatively to to the to the amount of the of the contract we have seen a tremendous amount of a benefit not only in the dollar amount not only in the services but actually in the outcomes that have happened here just a point of note the this this agreement is not for for services for quote unquote the district office schools have used this as well I'm thinking right now of Foothill middle school who has one of those drinking fountains where you can put a bottle right to fill up your your your water bottle that was again a result in partnership with California consulting in terms of writing that grant and securing that graph so you would describe it as a pretty incredible ROI for them the money that goes in versus what what the district gets in return a definite incredible return on investment for sure okay I've been I'd like to motion to approve 11.1 do we have a second okay okay motion by board member here seconded by board member Rodriguez Pena um we've had our discussion so we can go ahead and vote Gabriela okay five zero it passes five zero and now we'll move to eleven point to approve addendum number one agreement with Maria Elena Romero consulting for construction consulting yes I have a question regarding I would like mr.

Carr described where you have a $65,000 a year teacher be replaced by a $45,000 a year teacher and then other than increased curriculum costs associate with the expansion of global academy increases in costs are being identified we haven't quite completed that that will be shared with you next week regarding the additional cleaning supplies and devices as well as the productive personal equipment the P P and E such as masks transparent screens and gloves and even throughout the school system and then finally based upon all of this our estimated fiscal year 2021 tax rate so remember that we set the tax rate in early August and we work on this with the county the school superintendent's office in early to mid July to establish that so this is an estimate again based upon the bond sale and any additional debt service needed in both January and in July and this is what we are estimating at this point so the fiscal year 2020 estimated tax rate was a total of 5.9 the November 2019 election pamphlet shared with the community a total potential of six point four six about 56 cents more per hundred dollars of assessed valuation based upon looking at our plan for the bond sale etc the S is that our tax rate will be six dollars and 25 cents about 21 cents less than anticipated in the bond override pamphlet in November of 2019 I did have that estimate confirmed by our financial advisor and this this tax rate will be the worst case so if anything it could improve it will not go up and just to clarify we don't actually set the rate we set the levy and amount let's combine that with the Assessor who sets the net assessed value within our property that's correct that creates this rate we we look at that as we try to establish these numbers but we don't actually set the rate that's correct any other questions or comments on that okay great and then finally just some general questions and I am remiss because I did have MS Jackie matin enjoin me tonight and she's right behind me so she's here to help me answer any detailed questions that that I may not know so with that thank you Miss Betts and welcome miss madnes and I did see you out there so thank you very much board members any additional questions before we move any further I'd like to correct my error and even though we've gone through the public hearing item 2.05 does call for a motion to open the public hearing and just for the record I would like for a motion on the public hearing in a second so moved thank you mr.

Kudo are leaning mr. burrito um the first question is because I don't see here but I know that she's pretty much the project manager of the bond measure things that are being done in in a USD so I mean are we on time with our projects and are we on budget first question and then second question if you can please explain a little bit about Maria Romero because she's been here since the beginning so just one sure so for the most part we have been on track and the only exception to that would be an hour Slauson project which was held up in DSA but besides that all of our projects are within a few months of when they're expected to be completed you know and we brought a few of those change orders for money here they're to be wrapped up and but as as you alluded to Maria Elena her firm is not just one person so she she brings on a team of folks that helps out in the field so they are supervising at the job sites to making sure that everything is happening for the district so the contractor is on target and being able to respond to questions that come and track and make sure that those get transferred appropriately to the architect and does the negotiations or the district in in that conversation between the architect and and sometimes with the contractors her firm also does much of the paperwork that is required so they provide expertise on scheduling when we should go out for a bond and how much we should estimate that we would we would need or stop cost on projects and that is a different portion of the services that she provides so truly like a construction management firm than the class significantly more and she provides all those services as a consultant and I can answer any more specific just a couple questions and you touched on it when you mentioned soft costs so a few board meetings ago we we had a conversation where we looked at the capital facilities and we saw a list of you know there's like the pyramid and we had a list of potential projects that were in the pipeline and we talked about how they're there you know we are projecting that there are monies to complete all of those projects that we saw in the pipeline granted that the that the board chooses to to you know execute on each of those projects with that being said I'm seeing that they are like I did not add up the numbers but there are you know potentially millions of dollars here I mean multi that are here in the different consulting contracts that are here does that add to it is that up is that above and beyond the cost of those projects or are these numbers worked into those those estimates in those projections that we saw because if if they if these are in addition to then I don't see how the math works out yes so on that pyramid one that we bring back a few times a year the stock costs are included in the estimate and whenever we presented information to the board and the stock costs were not and because the range was was too large we've called that out explicitly to say these are the Jen cost the estimate of cost is in the range of 15 to 30% and so that way you can really delineate when we've included when we have it but your specific pyramid one that we bring back on a regular basis that it always includes the subclass and specifically these soft costs that come back and like these contracts that come back to cannulate correct and and this these amounts that you see for all of these does not mean that that's how much we're going to pay and this is a maximum so it will not exceed and in some cases you'll see we spent less than a quarter of that amount some cases we spent you know a hundred percent of them out so and it all depends on what gets moved and how quickly we move on projects and as to how much we will will spend and within each project we're monitoring how much those soft costs are and so this is kind of a big umbrella of monitoring each one of our consultants to make sure they don't go over that number as well there's multiple steps to make sure that spending is monitored closely okay thank you I'm sorry no no I was just gonna ask if that right yes I make a motion to approve what does the number unit change I'm sorry it came to point to eleven point two thank you I second that motion a motion by board member Rodriguez opinion second by board member Greer we've had discussion so let's vote my my browser disappeared so I'm not voting okay well no I got it I got it all right cool and it is four to one okay and it passes so now we'll go on to uh 12.0 Business and Finance twelve point one ratify approved change order number three Gladstone Street parking lot we have that explained sure so this is a deductive change order in the amount of thirty almost thirty six thousand or the unused allowance so it there is always a built in allowance for unknown things that may come up and we could not use nearly 36,000 okay do I have a motion to approve I move okay second motion by Adrian Greer seconded by board member Rodriguez Pina and any discussion hey let's vote it passes 5-0 and now we will move on to item Pro point to approve notice of completion for Gladstone Street parking lot I do I have a motion on the floor I move to appoint you okay I'm gonna give that one did by board members rear any any conversation I'll be faster next time okay and get you one of those little staple buttons yeah okay and it passes 5-0 and then we will move to twelve point three approved contract agreement with network network support group house it to approve by board members Pina let him have it any discussion alrighty well we'll go ahead and vote asses fun of zero move on to motion to approve 12-point floor improved Memorandum of Understanding between Azusa Unified School District and Charter Oak Duarte and Monrovia unified school districts for the k-12 strong workforce program motioned by Ord member Ariana's to add a second second it's like it my poor member Joe gusik welcome mr. guzik good to see you board president fellow board members superintendent McCrory all DPS staff parents taxpayers and last but not least students as I always tell you I'm Joe goose icky and it's nice to be able to say once again I'm the lovable slightly annoying American citizen education law Rex I first wanted to say congratulations I finally had a chance to come to a board meeting this year congratulate mr. Santa Cruz for being our board president I thank the rest of the board members for honoring a long tradition before that of rotating the power from year to year I hope to never see a day where another board member has to or or anybody feels that they have to ever have to serve more than year I believe we should always have talent on our board and it should be representative all five and those five should share the power of being or the privilege of being the president and the clerk second I thank you for allowing us to speak this evening thank you for buying me chairs that are very comfy I appreciate that the reason I did come tonight is I know everybody doesn't really like to wear a mask my grandfather was a coal miner and he didn't really like to wear a bandana dunked in water but he did it because there wasn't anything else he did get black lung eventually but he didn't get it as badly as everybody else there's a story there that if we do just a little bit we can help each other now obviously you see the chairs that are all separated out here and we're taking great precautions to do the things the right way today we had our highest amount of Kovac cases recognized in the state of Arizona since this has occurred and I just want to say this I know you have a tough challenge ahead of you but you also have an opportunity to educate an entire community on self-governance and in that self-governance an absolute understanding that yes they have rights but they also have responsibilities not to themselves with us and not just to their fellow man and women but to their country to do the right thing so I know over the next year you're gonna have challenges and I've seen the news reports from all the different countries struggling with this with starting a school and stopping a school and doing all those things what I ask you all to be is compassion understanding of each and every single individual educator child parent community member and be an education system within an education system the system that gives them total options is given here that are outside of the boundaries of what is normal bendin flex and have the community stay together that is the true in my opinion the opportunity because if you encourage people by example that you're all setting tonight the whole time this thing has been going on I've always gone into stores and even when governor Ducey said we could take our mask off and all that I still went into places so I encourage you to set an example and be flexible and be kind thank you thank you mister goosy next speaker is mr.

ray well now move back to item 6 superintendents report item 6.01 dr. McCord thank you doctor santa cruz governing board members welcome to our meeting this evening as mr. Rey and mr. guzik pointed out a little bit that we are doing our part social distancing in we are trying to be as safe and cautious as we can and we appreciate the fact that we have the opportunity to let our community talk to us from the if need be so again thank you for that I want to start off with talking about graduation the class of 2020 we've already had our virtual graduation I think I spoke to that at our last meeting but I'd also like to talk about there we also left the door open about having a face to face graduation and we are not going to have a face to face graduation for the class of 2020 for a lot of obvious reasons that's going on in our our state in our in our country it does pay me to say that but I believe the best decision is do that for all that are involved I would also like to say that there is a possibility for each school to gather their class of 2020 for a celebration at a later date when it's much safer we don't know when that will be and we don't want to push that aside we want to give the class of 2020 an opportunity to get together but I just wanted to make sure people in the community knew where we were at for graduation for this year and again to all of our seniors that did graduate very proud of you very proud of your resilience and how you made it through the last quarter of your senior year again very sorry that it didn't end up better for you but we do appreciate you and your families for making it through next I'd like to talk in the last thing I'd really like to talk about is just a task force update now this is information that we sent out to our staff and community but I'd also like to reiterate it here as we all know this is an ever-changing and evolving situation and it's essential that our plan moving forward has a range of options that are flexible in order to meet the needs of our students and families and to prepare for a range of scenarios and circumstances to achieve this there are a number of factors that are informing the work of the task force committee including but not limited to student success and well-being recommendations at the federal state and local levels from entities including the CDC in Arizona governor's office the Arizona Department of Education roadmap to reopening schools feedback from employee and parent surveys and resource limitations and funding parameters we've created a task force update page in our district website including communication updates presentations to the governing board an FAQ please visit this page for ongoing updates during the planning process at WWE Gilbert schools Net backslash task force the task force will present the final plan to the governing board on June 30th 2020 that's next Tuesday at 6:30 p.m.
