Keiser second by Eileen Robinson and you further question or discussion all right all those in favor please say aye passes unanimously next step discussion action notice of exemption for the high school and this document would be sent to the state fair use and then butte county two documents that the board has I'll second that motion by dr. Custer second by Eileen Robinson any further question or comment okay all those in favor please say aye that passes unanimously next up is an information I am regarding conception [Music] I wanted to let you know a little bit of what [Music] we held [Music] to experience [Music] the city of Chico regarding [Music] hi [Music] it's the one that has purpose where would that most Turkish room the place [Music] I'm sorry that there was a mistake that should have been a discussion action item we were going to ask liked in said if we are looking at kind of an extended schedule we want to get into actual design drawings as soon as possible so that to you as well as to a well so on your face one implementation join do see in their kitchen its I see twelve is that going to be the permanent my food service facilities from the campus okay then my next question I'm looking at the phase two the final implementation with the theater building what actual okay graces what is the acreage that the inspire campus is taking of not including the parking okay very good and then lastly when we get to the estimate of probable cost who who's paying for puppets on this I guess is my question site work will will that be inspired the offsite parking Road extension is that Chico unified how how is this shaking out I'm just kind of curious so I can jump in on that inspire client with the prop 51 funding and so part of this work that they're doing now is related to try and fit their planned within those available dollars from the state now not only does it state money then they have to take out the loan in essence for their match which is the challenge she could unify his portion of this is really a million dollars to remember another month's bill when we asked you to take action to earmark a million dollars which would fit into the site work so in my mind that's the dollars right now the chief of unit fighting well I think it's an exciting project okay is everybody in agreement with it somewhere like yeah they were yeah okay all right sounds like everyone's in agreement so if this will be coming back to us at our next meeting Thank You Julie for bad everybody Tim everyone our next item I believe this is an information action item it has to do building due diligence information correct this was originally sent out as informational there was an addendum that was sent out a discussion action so I'm really here to see me to provide a final recommendation and reported due diligence related to our participants building as a reminder we are currently in a purchase sale agreement to purchase the building plus put a property next to a lot of work is going into this we work from environmental to with architect attorney capacity we met with neighbors in the area we really spent time as you determine is this the right building that would meet our needs in the future and a lot of things checked off really well for us probably one of the biggest concerns was the flood plain and we did do work and spend money to determine that really although there was a challenge there it was something that for our needs was not going to be prohibitive with that said the last piece of information because as a reminder we have brought to you an update of due diligence at every board meeting since April and at the last meeting we did point out that the missing piece was the cost estimate to do the infill of the current building and ultimately we also want to know what was the cost to provide the transportation yard if and when we either sold or got a land lease for the current work their property so I will just inform the board that those costs came back extremely high frankly much larger than we anticipated the initial cost estimate done by a Cost Estimator based on the drawings for the info was 13 million dollars and then to build a transportation yard so the challenge for me ultimately when I look at finalizing this sale is that you can argue that it's a good deal from the point of view of purchasing the light touch building the property next to it the total cost of four point eight million dollars but now we're looking at over twenty million dollars in potential cost as a final kind of build out to consolidate and move our with all of our facilities to that location so the one other piece we brought to you this information at the last board meeting related floor plan 42 is that we were really going to use dollars that were not part of our general fund and one of the ideas there is that you know at the end of the remaining 19 years it will receive those are felony capacity dollars it would be nice to have an asset it would benefit the district for multiple years however as you heard the last meeting the estimated revenues he brought in through that RDA or anywhere from 17 to 20 million dollars so you can see today we're really close to that almost using all of those dollars so unfortunately based on the cost being much more dramatic as far as we expected and the fact that we defined ourselves in some difficult budget times which is much different than what we faced when we started this process my recommendation is that we not move this purchase and as a reminder we had a due diligence deadline July 6 so as a reminder pursuant to versus and sale agreement the district has a due diligence period to July 6 in which the district can terminate the agreement should determine that the purchase is not in the best interest of the district and staff has indicated a relocation and development of the site for the proposed district used is more costly than originally participated additionally given the economic and funding uncertainties due to code 19 we don't recommend that we complete at this time so specifically what my recommendation is for board action this evening is that you would approve or exercise your right to terminate the purchase and sale agreement and authorizing and cancel the escrow one other piece of this I'd like to make sure the board is informed and transparent is that it cost us money to go through this process as a reminder we put down a deposit $100,000 all but 100 of those dollars off is refundable so we'll receive all that $100 back from the deposit I also took a look at expenditures to date related to due diligence and not including legal fees we have currently spends just under $60,000 but I think there are additional costs that are still yet to be paid so I would say the total due diligence cost sorry that we've heard that cost those dollars do that however this it was a serious and expenditure we think we spent those dollars wisely best recommendation I wish it was different quite frankly and I will take responsibility maybe not controlling the scope of this project better to try and get a number that was realistic however I will tell you when I went through the process and I could not find a way to reduce the cost of this into that space for less than five million dollars and then you're talking about a cost double of what it is for the building and property itself so I think there are other options sits there accomplish our goals is a reminder our goals here we can see those are up on the idea of our services facilities and due diligence is also part of this job they get what you want but in this case thank goodness we did the due diligence and we go I mean speaking one of the other things that we have worked on holding on to our property was the oak bridge program is your plan B going to include some pretty ladies please focus those other things that we can possibly provide a larger bead space room collaboration needs to be focused around me I think we could bring a plan B within a couple of months I think try out a plan B again there's a lot of work there go into what that might cost and Julie would probably shoot me but I think probably at least at a minimum 24 months to get through some sort of planning construction and didn't really $42.00 because when we did this year we believe we'll be three million dollars in reserves and we know based on what we heard from Tom de metrio that those are deep article and continue so there is some resource there to better support that online program so I would say it's going to be at least 24 months but we can bring in conversation back to you so we're in good shape given the office space available I'm sure so I actually think it's a good time to have location you might be prudent to wait to see what kind of response we have and where what actually happens this year so you know I think you know having having a plan to get away from renting off-site but we're still in this unknown how many students are we talking about here kind of situation so yeah so I need a motion to terminate the agreement I'll give that to that was a motion by dr.

Bentley on Oh earlier in the week just to look over and I'll keep doing that but until we actually put something together and can share it we'll just kind of kind of wait on and see what the next stage actually looks like in terms of whether there could be contact no contact what sports and so on and so forth you know for example volleyball is an indoor sport we can do it outside but it's an indoor sport and at this time they're not allowed in the building the other drawback is that the Burrow at this time I think they're going to be opening up number six school of July 2nd or July 6th I should say and they're having a rec program so I don't know how much use were really going to be able to get out of school 6 and the borough is always very accommodating but that's another reason well why wait until July 26 when that field will also become available and we could spread out kids further might be a better idea so that's really where we are with the sports right now and I'll keep everyone informed opening of school again the governor was supposed to give guidelines today they didn't come through today so hopefully by Friday we'll get some guidelines about what September might look like if there are options if there guidelines and I'm sure the one of the things they're going to ask a district to do is put a plan together and get it approved as I mentioned last meeting I have a district-wide Committee and will look at those guidelines come up with some ideas share them with the board get the board's input on that and then also inform parents of what September might look like I stop here for a minute does anyone have any questions about anything that I spoke about okay before I look at the consent agenda are there any committee reports just in reference to finance the Finance Committee met with mister Alfano and mr.

one thing I want to point out is that the state does not provide funding for gifted education so the district sets money aside each year for this particular program and that is one area where our mno override provides us the funding to be able to offer this gifted education program so we appreciate those dollars next we have our ell incremental costs at 100 or ell instruction at 72. we have our ctet at 210 for a total of 14 million 472 000 for these programs next we have our classroom site budget or prop 301. so we currently um estimate a carryover a little over 3.2 million dollars in these funds we are picking up the interest that we earned of fifty nine thousand three hundred sixty dollars and we anticipate the additional allocation for next year to be a little over 6.3 million bringing that budget to nine million six hundred eighty eight thousand and 607.

Any questions regarding that? The minutes are being reviewed, the minutes from the meeting that took place on June 9. So they are discussing that, they are reviewing the things that happened on June 9. They are proposing if they pass some consents regarding that. They are reviewing the minutes from June 9 and the other minutes from the other past meetings. Something else. Again, the second motion. Everyone who agrees says yes. Anyone who opposes it, they will continue the corrections, but in the next minute. Now they will continue with the agenda. Oh, they are asking Dr. San... Regarding the donations, it's like 1000 donations out of 2000. They're talking about the donations, they 're looking at what's being done, they're looking at the amounts given, they're looking at how the donations are distributed between 2019 and 2020. These are experiences they'd like to learn more about, to see how the donations are appreciated.

Kaiser a second by the heavy all those in favor of terminating the agreement for the purchase please say aye okay all righty so I believe that due to this number six we will still load on we do not need to vote on 6 because 6 was contingent on passing 5 so I guess do we still need to take a recess to have this meeting of the financing corporation okay so we're gonna recess our regular or I'm sorry our special open up and you all right we have a motion by dr. Keiser do we have a second I'll second the motion second by nima Robinson any further discussion all those in favor please say aye I think we should do this as a roll call vote since this is a new meeting Kathy Tom okay Griffin I okay so that passes unanimously I believe since that was all of the business we needed to conduct I will adjourn that meeting and we will reenter our prior meeting so the next item of business for the meeting is this miss services item and this is having to do with the public hearing and discussion regarding the approval of the 2020 to 2021 original budget yes you saw most of this presentation last time to the point where I didn't even change my date okay the time line you're very aware of this basically it starts in January all the way up through 27th is when the governor has before he approves or more priests budget system the governor's may revise was dramatic as far as cuts to education the largest because ten percent cut the blue face along with the idea that if governor if the federal money showed up then basically they triggered off these cuts so the governor's idea was planned for the worst and if federal money comes in if it's better and if you do that in the multi-year just as a reminder we don't make our reserve requirement in fiscal year twenty one twenty two we did show that we had a plan at least early a conversation about if we had to make cuts how do we do that so the lease survives through three years we have a plan we need to get into detail and I think I would totally say believe credit and wisdom for actually holding back on moving forward with really scaring people I guess of what potential cuts could be when we just didn't know we just didn't know the legislature then approved the budget on June 15th and that Jukka teeth but it used the water rainy day at one time dollars the state level it actually provided more money through a cost-of-living adjustments of schools no cuts to the lcff the local control funding formula but just a different perspective the legislature said we're going to plan for the best and if things get bad then we're going to trigger on cuts come in here there was additional money for COBIT impact large increases in cash the pearls so instead of them giving our money today they would give it to us sometime in the future but there was this whole harmless as well for a ten knowing that what we experienced next year is going to be and then what wasn't there was the safety governor the reduction in persons first cost so we ran through all of that but what ultimately happened over the weekend is that they reached a negotiated budget the legislators and what we see now is that the local control funding formula is going to be at the same level that was in the prior year there will be no cost-of-living adjustment and they'll be no cut to the lcff there is an expectation of federal assistance at the state level however and Ursula's idea trigger on but if it triggers on it's not cuts they're just additional cash to throws so our cash position will only receive more stress and use the board I think pass trans tax rate participation notes in the past we will absolutely be bringing those to you this year I don't think that we need your trans but there will certainly be a trends in the spring one-time federal dollars for coab in 1990 this learning loss mitigation dollars that is included in this budget and it's allocated really on three different factors one being based on our number of students that are returned to be students with disabilities another which is the largest factor based on our supplemental and concentration percentage which really this hurts us because we only have about 49 percent of our students that are targeted students to drive supplemental classification dollars and then there is still portion of these just by your average daily attendance I don't know the exact percentages and how that piece I just know these are three years of factors that are going to drive out to the school district the whole of heartless for average daily tense is in effect and thus continue to allocate pers and sters so the state putting dollars into the system to reduce the cost of percentage to schools for person services over the next couple years anyway and what was interesting we didn't see coming was actually some protection or limitations on our ability to issue layouts for certificated and classified staff but classified staff means specific areas custodial transportation and nutrition services so it doesn't mean I don't believe we can't not fill decisions but we wouldn't be able to initiate layoffs in those areas so that's really the nume impact and we were saying that we thought this would happen I knew the governor was negotiating well you have before you this evening however on the budget is a budget base on but may realize so what you are looking at this evening is worst-case scenario and I don't think in my career I have ever developed a budget less however we do need you to adopt it because it establishes our spending levels to start the year and we have every intention to bring a revised budget back to you with updates once we really know this budget because remember this happened over the weekend we just got yeah yesterday and today there's still a lot of trailer bills that have to move so we will be bringing you back a full budget to show you what this impact relatedness budget but I will tell you it's a lot better than this and I have every confidence that we will make all three years of our economic reserve requirement based on what we know my little commentary is it in many respects we can I don't think any of this thing for the economy if the state is to some level so our twenty one twenty two year may be a little more challenging okay ii am sorry that's okay second by any further discussion whenever we see our 45 days is typically what is required with major changes obviously major changes to us appreciating 45 because you just don't know we don't how many kids are going to we don't know what programs are going to show up in so what we're not doing layoffs in those areas or in okay then I just noticed to you that this was supposed to also be a public hearing okay we have motion and we have a second and I'm gonna take a roll call vote against this we just reconvene this meeting so dr.

Roman Gino we went over some potential budget cuts that might come from some allocated the dollars that the governor might have to take away because of kovat 19 Luis put a spreadsheet together and reassured us that we should be okay we might have to cut back on some services and scale back on that we're doing I can talk if call if you want me that you want to go into building and ground so you want me to talk about it all right building in grounds as you know we had a building and grounds committee a meeting last week also the facilities but a lot of capital improvements as you know we're undertaking two major boiler replacements at 3 & 5 school classroom floors are being replaced like every year we're fortunate enough where Lou gets creative and puts X amount of dollars a way to make these improvements that don't affect the taxpayer and also we're having some bathrooms replaced under our bathroom replacement guideline we've been doing the last a few years the buildings are really great I was able to walk through a number six school with my mask on and everything and they're just cleaning and scrubbing and preparing and waiting for guidance but we're in pretty good shape in that aspect I know we did meet under Personnel Committee that Mike had sent some emails out there was one teacher that's being hired as a replacement Mike can elaborate on that everything else has been quiet that's pretty much it for my committee reports okay thanks mr.

um usually each year I get a question as to why is the carryover amount so large um well in an effort to be fiscally responsible each year the district tries to um save as many as much money as possible so that we can be able to provide an increase each year to our teaching staff which I'll go over that a little more in just a moment that carry forward money also helps us cover the additional costs for additional teachers or any other expenses that come up for those teachers throughout the year as you may recall in a previous legislative session Senate Bill 1390 was approved which will go into effect when the existing prop 301 or this Sixth Sense sales tax expires on June 30th of 2021. this Senate bill will continue to allow Arizona districts the funding to continue providing additional money to our teachers until this bill was passed the future of prop 301 was uncertain so the the prop 301 or the classroom site allocation is broken down into three different buckets so the first bucket is fund 11 which is used for base salary so 20 of that allocation that I mentioned that's 6.3 20 of that goes into 11.

There are other times, it says that previously it was different, but thank you very much. There's a student representative here, or they want to make an announcement to make the gift, or it was included earlier. Is everything ready? Oh, the 72 is being included, it's a gift that they're donating to the public schools. Oh, there's also an employee representative, she's one of the employee representatives. She wants to start by congratulating Miss Dona once again. She means, she's good at her job, Miss Dona B. She works very hard with a lot of time to dedicate to the students. She also wants to say, regarding the art classes, especially at this time, that they dedicate themselves or focus on the things that are happening now, the art. It's good to express these things. Thank you, Dona, for this recognition that is given to her. They always throw a party for people who retire, so they're going to make plans and try to say goodbye to everyone.

Sal I know he probably his ears prickle whenever I say thank you dr. Sal but thank you dr. Sal and thank you dr. Richard know thank you dr. casimiro for the listening sessions I think those have been a very positive another one coming up on Friday but that's been a positive thing and I've been hearing great feedback about that the teachers who participated felt that they were heard and I know a lot of parents that joined in you know just to get their voices heard there's a lot of frustration and anxiety obviously that we're all experiencing during this time and that was a very positive and constructive move so thank you for that I did want to speak I know it's on the agenda tonight to approve that the changes in the calendar and I noticed that a Miss Polly know of last meeting asked the question you know how the teachers feel about five days front-loading before the kids actually arrive and I do want to say that you know we have talked and we firmly believe at any a jamboree that those two extra days are going to be desperately needed to get us all up to speed we just want to go on record in front of the board saying those two days that were front-loading November elected day choose you uh August 20th are you there yeah it's something either disconnected or someone too many I need the mute go ahead okay can you hear me okay yes so the the two front loading of the PD days the May and then the November we definitely support that but we just want to go on record as saying that we really the emphasis needs to be on re-entry work and kovat work to get teachers up to speed and and not working on any new programming or things like that it really needs to focus on the co-ed work that we need to do to get students back in whatever that will look like you know that there's going to be an announcement from the governor tomorrow which hopefully will give us some more guidelines of how we will plan and we also know that our team was kind of put on hold waiting for that additional government notification of what the re-entry may look like in the guidelines so I want to emphasize once more I know I said this a few weeks back that it's very important actually essential that we have a strong teacher and a strong employee representation on that reentry committee to make sure that we're troubleshooting that we're thinking through all of the aspects that may not be you know not for any fault of the board but you know the people that are in the trenches actually working and thinking about how the operation will go down for serving our students we really be a part of that team I have probably upwards of at least 50 teachers that have expressed desire to be a part of that conversation and you know I hope that the board takes a lot of those those employees up on that offer to use their ideas and their innovation for creative out-of-the-box thinking because I really believe that that's what we're going to be meaning to do is troubleshoot and problem-solve to make sure everybody gets back to work safely and our students can enter building safely so that reentry team has it entry team is very important to make sure that we have the employee voice on that team other than that you have an item and up for tonight to provide some flexibility with teacher evaluation dates I just wanted to also mention that that is something that we are working through with dr.

Kaiser Tom Lando Robinson I think Robinson I thank you I so that budget passes unanimously we're on to our next item which has to do with resolution 15 20-20 which is a fiscal solvency statement related to the 2021 original budget so our County Office of Education provides fiscal oversight for the school district and with this when the governor's may revise budget came out they saw that almost all school districts in the county were going to be a financial distress so they requested that a port that hasn't identified detail cuts to deal with the potential loss in lcff revenue adopt the resolution really noting your responsibility to make sure that the district is fiscally solvent so I will say I created a lot of the warehouses here to basically set the stage for why you're doing this and it again is probably about as useful as what you just did however I requested Oh second okay motion by Linda have a second by Eileen Robinson further discussion if none all those in favor say aye okay that passes unanimously the next item is also discussion action it's the twenty 2021 education protection account yes this is because portion of those dollars are curved off and we have to report how those dollars are spent the reality is we simply charge teaching staff into the educational Protection Act dollars it has a separate resource code and unrestricted resource code so we have to provide this information to you and we spend it on teacher salaries I'd like to move approval of the 2020 2021 education protection oh okay motion by the heavy second by dr.

Chappell anyone else okay so at this time what I'd like to do is look at the consent agenda there's a lot in the agenda because June is usually the month when we reappoint staff for September so as you may see and we have a copy of the agenda posted online for the public but I'm just going to point out a couple of items in the agenda that I think are worthy of just of just mentioning there's a resolution to accept my evaluation for the 2019 20 school year as per state guidelines were approving that tonight we're also proving my contract mr.

Not for working so long in public schools, she wants to say again, congratulations and thank you for your service to the community and to public schools. And also to another one who is retiring, Nancy Michel, also in NC. Michel also leaves a recognition in the science and invention area that is given in schools in competitions. And just last year she tried to get one of her students to go to the national competitions. It's something that is admired. That's the kind of person that is sought after here in NC. Thank you for your service. She also wants to thank Dr. Sal. She always says thank you to Dr. Sal. It's also a positive thing that the teachers participate. And there are many parents who appreciate all the experiences that the teachers who are now retiring share. Thank you for all of that. I think it's also on the agenda that there will be some changes to the calendar.

Kaiser any further discussion all those in favor please say aye hi passes unanimously the discussion action 20 2021 original budget reserves okay okay so motion by I mean Robinson's second by dr. Kaiser any further questions or comments all those in favor please say aye all right passes unanimously we have the next item discussion action resolution 15 21-20 use of Redevelopment Agency passed through payments per ad 1290 yes I'm not going to get into the long history of redevelopment agencies but at the very short version is that redevelopment agencies were created with boundaries that were intended to remove lights and carve off property taxes to be used for that purpose when Governor Brown dissolved redevelopment agencies districts he those dollars as long as there was debt in the former RDX so for cheaper unified did you heard last board meeting or expecting those dollars to run through 20 37 38 in the 19 years if you pass this resolution however it allows the district to spend these dollars outside of any boundary designation and if you think about it the district serves a much larger geographic boundary you have in the city of Chico and so frankly it isn't our intent to not use these dollars wisely but it is intended to give ourselves the greatest possibly can which is allowed by law and as a reminder we use these dollars to ups that are RMA are routine strictly maintenance account and currently fund 42 which we use in twos or our security cameras for instance so what we don't want to do is have our party dollars locked into the geographic boundary and we can't do security improvements on that school because it's outside okay motion by dr.

How do I know if the teachers are talking with two extra days on the calendar to see how the calendar changes in November for the elections and August 22? Well, it seems to have disconnected, but they are talking, they are moving the appointments, I mean, the teacher meetings are going to try to focus on COVID, how it will look tomorrow. There will be an announcement from the governor tomorrow, guidelines that we have to follow. They also want to be sure that the group they are going to talk to regarding the previous weeks always wants to let you know that there are always strong teachers and teachers who represent all aspects, but people who are working on how the operation will take place within that team. Probably 50 teachers have expressed their opinions for this part of that conversation. All those employees will be appreciated to see their ideas.
