hour i'll be gone in an hour um approximately a half an hour uh now therefore be resolved at the board of education we're going to the closed session for the fine reasons as outlined in njsa 104-12 Sal and his team for allowing parents to have the choice in the high school and students to have the choice to either have a past grade or have numerical grades I work with I know of many other districts that did not do that and I really do appreciate that that danbury offered that to their students and parents so thank you very much for that right did you want to add something else and Rose as far as this safety and coming back into the schools I really to be honest in my own district I mom but their own kind of task force to do this entry and the only concern I guess I would have is I know we're all going back but I'm just wondering like square footage I know it's really difficult when you have like 3,000 kids in the high school and so I was just wondering is there any thought of doing you know how you're doing ninth grade like teams where you have like a team of kids like 125 kids or whatever to a certain team of a you know I can't remember what they called it but I was just wondering if that's a possibility to reduce the contact I don't even I don't know if it could even be but I'm just wondering that that's all I just want to say Heidi and Rosie's next board member and teacher thank you I am a parent of three beautiful children in the district one is a third grader and one is a sixth grader and so I appreciate your opportunity to reopen this forum to the parents and thank you to dr.

Stowell his cabinet and the board members who are attending and listening to our concerns some of my concerns really come from considerations of safety and I value and appreciate the transparency in this plan and this planning process but one of my students who's a third grader attends KSP which as some may know is one of the last open-style classrooms in the district and so considerations for what environmental and structural pieces can be in place so that students who exist in that cohort model as the Commissioner mentioned are still existing as cohorts on a given day there could be three classrooms that are connected to one another sorry I'm concerned about I was spreading across three classroom is it if it's infecting one classroom another concern that I have is considerations for students who have pre-existing conditions one of my children has a respiratory condition asthma the other one has epilepsy and so concerns for special populations not just my children but students who may be a phase two or phase three of the plan when you're going to that hybrid model or you're going to that distance learning model some students may need distance learning even if the majority of the students need the hybrid model just because they are at risk and so I hope that considerations will be made to students in regards to that and lastly as far as my concerns go I think one of the things that are going to be really important is understanding and addressing the level of trauma that students have faced during this time either through losing loved ones or just experiencing that panic of the pandemic so I'm looking forward to seeing how the district will address some of the social emotional needs of staff and students in the time of reopening as far as what I believe is an appropriate reopening strategy I really hope that strong consideration will be given to a hybrid model or just phase three until the second wave of the pandemic is over just so that we don't increase the number of cases just by the return to school and those are my thoughts for today thank you so much for listening great thank you Latonya I really really appreciate it I'm gonna ask because we have close to 200 people on this conversation and we'd like to hear from everyone if your thought has already been spoken that you go ahead and I'll just reaffirm that in the chat box and try to keep your comments just under 30 seconds would be really helpful so next up we have iPad it doesn't have a name but it just says iPad if you'd like to speak you okay we'll move on to Cheryl Hassan Ian please Cheryl you're muted uh hi I have a incoming tenth grader and my main concern at the high school is the population is so large that one thing that I would be in favor of is a hybrid model where half the students you'd split it up like a B days and half the students would go on a bay a day half the students on B day and maybe C day is is some other format because I don't see how over 3,000 plus students are going to fit in the building safely even with utilizing other non-traditional classroom environments I do believe the students need you know peer contact and would not necessarily be in favor of just strictly distance learning for for as an option although some students may like that so I I would hope that part of the plan could be this hybrid model to reduce the numbers because it would cut it in half and that would be much more manageable for the school to safely and adequately provide service and care and education yeah thank you for your comment let me I understand that and I had same concerns I yet but the commissioner and the governor was very clear to me there is no option for that every child has the returns are a B model although may happen and you know if the Kovach virus is more aggressive it may even happen sooner rather than later but the plan has to be three phase phase one all students return obviously as medical issues we need to deal with as pointed out that's phase one phase two a hybrid model phase three would be this is learning as a model so those are the three options we have as a community and a challenge to institute the a B might be a possible is a good idea but it may it's not an option for us at least initially in the plan I submit we submit to the state I just want to clarify that thank you guys thank you dr.
and what about tax or through Zoom text we have how many do we have of those trusty I mean Mr Gill roughly there are two hand raised three okay two three for now I assume that will grow um so I think what we will when we do public comment here shortly um to try to give people equal opportunity will um we will go back and forth from the the written written feedback that we've received maybe five five in a row of the written ones and then we'll allow for five hand raises and go back to the written ones to to try to evenly distribute um the public comment among those between those two uh methods does that sound agreeable to everyone just so we can make it fair to those who wrote and to those who are speak uh will be speaking okay so that's what we'll go with and we'll do them all at once um can I ask something yes did you know that there was already over 30 emails when we started I did not know the number but I assumed it would be a high number that's great okay let's do this let's do that okay so this item um is on the agenda for discussion tonight information only um and the right the reason behind that it it came to us as a request for Action to cancel the contract with the school resource officers um however the reason why it's in front of us as information is because the contract the contract expires um basically in five days I believe on June 30th if my dates are correct so the contract expires in five days and in order to cancel it we need to give the contractor 30 days notice of a cancellation so by the time um that cancellation from us would go through would go through on track would have expired 25 days prior um and it's looking that due to budget realities of the district we are not looking at this time unless something changes tonight I guess we're not looking to move forward with this contract simply because our budget realities everything going on will not allow for it for this coming year so that is kind of the context of why this item is on the agenda as it is primarily a function of budget and the timelines within the contract itself and Our obligation to inform or provide 30 days notice of cancellation to the contractor Dr Bauer or Mr Ruiz does that sound accurate have I represented that accurately I think so okay okay so that um you know that's kind of a a framework or or a explanation of why it is in front of us tonight in this way so with that being said we can um I guess we don't need a motion to to have so yeah stressi Chavez I would like to make a motion that we don't have them come back for the consecutive year we don't we can't make emotions we cannot make a motion on it tonight because it's agendized as information only so tonight we can't make it so a request for next month to not renew for the next I know we're not gonna have them for this year but for the next year after that uh I that's what I would like that could be on the agenda as an action item at the time of um yeah you can make that request of course okay I do want to clarify for everybody that most likely this is concept won't be coming back to the board for at least three years this budget situation is very very severe and if we're gonna reroute the funds to other services remember services are not purchased not purchase Dr Barry can you repeat that services are not purchased what remember that if we are going to reroute These funds to provide more services in terms of student and Family Services which is kind of the the spirit of this you don't we don't purchase those services for one year only right so we need to be able to make sure that those funds will be used for those other things that we're going to be offering and it's not only going to be a one year only so I can't tell the board right now that this contract is not going to be coming back to the board at least for the next three years and I don't even know you know what what the future holds so I just wanted to be very clear with everybody I've I've said these kinds of things during our l-cap meetings that once the funds are you know allocated for something we need to follow those cycles that we cannot be purchasing one thing one year and another thing another year and another thing another year so it would going to reroute that amount to provide more support services better SEL restorative justice all of that right it's not a one year only commitment we have to continue those services to see that there's there are outcomes I just wanted to to be very clear with everybody thank you trustee Chavez I would like that still in writing please okay so mate you could you could still um propose it as an agenda is that impossible um but yes would that be something Dr Bauer that you would talk um individually with with or do we talk about that this evening so you want in writings can we just bring that as an action item next time to have it in writing that of course we're not going to have a DC or but the consecutive year as well you can propose that yes so we can okay put that on so we can vote on it then thank you thank you uh you're kind of breaking up maybe if you get a little closer to the mic but go ahead trust is this better much better okay this one and I'm not sure are you planning to present or it was just an announcement and I'm going to public comment okay so I just want to remind you know us as a board you mean we had this discussion over about maybe a year ago um I was one of the few that were you know against having officers at our campus so when we have this discussion hopefully you know it doesn't come back and as you know Byron mentioned maybe the next three years um and that when an if it comes back that we remember you know um and that we we uh look at you know data and that we have a um decision that's based on real information versus kind of you know where we're getting pushed just a reminder to all of us right um these times we're getting pushed you know and as systems in place uh we're being forced to look at um maybe we we don't we wouldn't have had these conversations about but um just reminding us that uh when we make decisions you know that we stick to them and that even if it comes back in two years that we remember our experience I appreciate that trustee I think that's um it's a why statement and I'm actually I think be speaking a little bit to that tonight in our discussion so I think um I appreciate those words uh Chavez I see your hand um when I made the decision um I was given only a certain amount of information and I was uh looking in on those things asking parents asking people and the way it seems now it's like um I think that money would be spent better on on other things and we can later discuss that but um that's um my opinion now that I know a little bit more about the sros thank you okay so now that we've kind of just framed briefly the the conversation a little bit I would like to begin to take public comment on the item um so it's six well I won't start the clock right now but once we begin talking we will have um 30 minutes for public comment one minute um I just wanted to let you know that there are 50 emails now okay so can can um can we make sure staff to that I mean not as individual emails but is there a way for you to aggregate all the emails that we get tonight into one zip file or something and and distribute them to to the board so that we can see even if we don't like likely we won't get to all of those tonight but we can still have those for our review and consideration I don't have the info after has the text numbers I mean my point being is that I don't think we're going to get to all of the written stuff tonight but I do certainly value that and I would like to read each and every one of them so if we can get those in some format then I would appreciate that Avatar I saw you with something and then trusty Chavez if you have something and then trustee Marcus okay okay thank you you mentioned yes we can accumulate all those emails and zip or as a PDF PDF might work better thank you trustee Chavez um you know how you said about Aggregate and all the emails can we do that from now on going forward with all the emails so we can see okay because I know we're gonna if we're going to be limiting on time I still want their message to be uh thought upon thank you yeah I mean I think as a practice at least while I'm sitting here um I don't I wouldn't in envisioned limiting every time is just when we have you know agendas with packed items it becomes a reality but I do think that your your idea is good and I also would like to to see that when we get written um communication and feedback that we just accumulate aggregate all of that make sure that as trustees we can consider all of the the community feedback that we receive Mr Gill and secondly speaking uh these emails can be live forward to the board members email accounts also so for future board meetings if it is request we can do that too okay forward to your emails so that we can have them for consideration during the item correct including the board meetings all can be lived maybe we could talk about those details offline sure um trustee Marquez I want I know trustee Chavez has something else but I trust you Marquez I know you were let her finish never finish okay I'll get them offline I don't want the meeting to go so long go ahead okay thank you Marquez so um in this item my concern with it from the beginning and why I wanted it to move it forward was to discuss and and and hear from our superintendent and staff as to what we're going to put in place because when these children are back in school we have to have something in place and no one has mentioned anything we can't take something like safety away and then not put anything in place yeah so my concern is is getting getting start talking right now it's on the agenda for discussion what exactly are we looking at you're you're taking it away because of budget constraints so now what are we going to do yeah I I also appreciate that um trustee Marquez and I'll have I actually have a request I'll be making tonight of staff that may speak to that because I agree it's a it's important you know it's Our obligation to provide Safety and Security to not only students but staff and visitors and so we should you know this should not be something that we just dropped and that's it we should we have the responsibility to build on that so thank you for that um so can we at this point begin begin but why don't we why don't we uh public comment let's read five of them um there's one minute intervals and then we'll take five raised hands and then just kind of alternate for now um if that if that's okay with everyone and Maribel okay perfect so is is um let's see Mr Sanchez are you going to be reading those emails again tonight I will be reading the emails okay so please um whenever you're ready just begin reading at a at a regular or slightly increased Pace to get as much as we can as needed and at one minute mightybell will inform you and you can go on to the next one and we'll do five of them for now thank you your board members as a San Jose resident and parent to a future student of color I emerging you to discontinue the district's contract with San Jose police department and remove all officers from school campuses school-based officers Target students of color and students with disabilities that are not proven to increase school safety the money spent on these officers should instead be invested into resources proven to support students and increase school safety such as mental health counselors just as black people are being unjustly targeted by police in the streets the same is happening to black students at schools black students are more likely to be arrested face police brutality and funneled into the school-to-prison pipeline on the other hand data shows that the president of school-based mental health providers improves both outcomes for students and overall school safety if you truly want to create a more just and safe learning environment remove all law enforcement officers from school campuses and invest the money into students well-being thank you Amanda Henry perfect thank you dear superintendent Bauer and Board of Trustees my name is Simone um and I am proud resident of East San Jose today we the community demand that you take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color our black and brown children are not criminals armed police on campus only create an inordinate degree of fear among students and contribute to the feeling of less safe immigrant students are also particularly vulnerable to school policing as well as immigrants and undocumented students are pushed out of school and into the criminal justice system and are at risk of detention and potential application proceedings because of school policing and heightened surveillance students with behavioral disabilities are also at a higher risk of involvement in juvenile justice system in the school year of 2015-16 alone students with disabilities represented 12 percent um is that it did I finish that sentence of the overall student enrollment in the United States and 28 of students we can move on to the next one now Mr Sanchez thank you dear superintendent Bauer and Alum Rock trustees Dave we the community towards a more Equitable school district for all students by taking action to support our black students and other students of color our black and brown children are not criminals armed police on campus only create an order a degree of fear among students and contribute to their feeling of less safe immigrant students but also particularly vulnerable to schools policing as well immigrant and anti-cremented students are pushed into out of our schools into the criminal justice system and are at risk of detention potential deportation proceedings because of school policing and heightened surveillance students with behavioral disabilities are also at higher risk of involvement in the juvenile justice system in school in the school year of 2015-16 alone students with disabilities represented 12 percent of the overall student enrollment in the United States and 28 percent of students referred to the law enforcement or arrest another example of the disproportionality um so this is a repetition of the last yeah so if excuse me uh trustee or Mr Sanchez I don't know who I addressed this to if it's like a script and if it's already been read uh I know you have to decipher it ahead of time but can you move on to the next one because if there's 50 of them and if there's like five of them that are it's already the same uh verbatim um uh point of view can you go on to the next one but also mention their name this person said that that person said that so that that way we can have how many people did in actuality send the email and and so that their name can be heard as well please is that is that possible I think that is a good idea Mr Italy's we can do that correct yes so why don't we go ahead and do that um exactly as trustee Chavez has suggested for um any other emails that come up in that way what did what did uh Mr Ruiz say he was on mute but uh the question got cut out on me so basically because there's um comments that are kind of in a script format um in in the interest of trying to get as many comments in if if any come in like that the person the person that they have an identical or similar email and they're in support of that um idea yeah I think that's fine given the amount of comments you have okay so why don't we go ahead what about what about disclosure of who wrote who who uh sent that yeah we're going to give the name of that okay thank you thank you okay go ahead Mr Sanchez okay I will try to decipher that as quickly as I can um next one dear superintendent Bauer and Alum Rock trustees as a member of the black community and a graduate of the Alum Rock School District we demand the following action voting items on your next scheduled board meeting eliminate all contracts with SRO police this applies not only for school resource officers but also 20 law enforcement official affiliate contractor or staff and commit to invest in positive approaches to building a safe School climate and parent priorities as defined Below in our change.org petition it is imperative that the reallocation of funds go back to student academics as well as support and Prevention Services The Way Forward must be rooted in equity and collective decision making now is the time for arusd to rethink and act on how to reduce these inequities please make the right decisions and ensure this action voting item for the next board meeting be on the right side of History sincerely Anthony Combs homes thank you Anthony hello I am writing in support of the call to remove police from all arusd schools police do not keep our community safe in fact they serve as obstacles to the education of young people at best creating intimidating atmosphere and at worst threatening the lives physical safety and material reality of students organizers have very clearly laid out demands for how to get rid of police and I urge you to listen and follow their guidance as a parent educator myself I know you want to serve your students as effectively as possible if you ignore this call to action you are not doing the important job Micah Martin is that five those are five thank you yeah speakers oh that was five of them okay um so at this point um Mr Gill how many how many do we have more than five so we have 14 raised okay so why don't thank you um why don't we go ahead and at this point and take five of the hand Rays as they came in if you're able to do that um or the best way you can and the same thing one minute each one of those one of those and we'll come back to the written one first person is Karen Martinez is that X trusty Karen Martinez that would be correct thank you yeah as soon as you begin talking your your minutes uh yes good evening Board of Trustees this is your former colleague and Community active Community member here within Alum Rock I want to as I have on record since 2012 have always opposed school resource uh policing officers and I want to ensure that our students are focused on their needs if we can't feed a child we can't teach a child we need to work to make sure just as trustee Marquez said is how are these funds going to be best utilized we need to work to ensure that our students are able to get the tools and resources so when they come into our classrooms they can be productive and not looked at as less than citizens by being policed um I I highly believe in our students and I know that our students can achieve just like on other sides of towns I've said numerous times and I want you all to please consider uh to ensure that this does not come back in three years and I am very familiar with the Allen Mark budget and I will continue to be involved and engaged and continue to advocate for thank you thank you thank you thank you Karen next person is Brenda's house okay Miss and they have when you are unmuted and You Begin seeking your clock will begin for one minute I'm sitting here listening to the back and forth about how many minutes we get do we have enough time are you gonna be tired it's unacceptable we are all taking this decision and you're all there because of us constituent voters and the fact that you want to silence us and give us less time it's very hurtful and not only that it just opens our eyes and our ears to who's sitting there and the next time who we will vote for um I want to speak on this this contract is not only racist to have the police in our schools but it's your responsibility to fix it I understand that there is no money but I also know that this has to be written in paper as an action item so I can't come back if the funds or we get more money I want to ensure that these contracts do not come back to our district I want you guys to make sure that you make us a promise not only to uh to me but to our kids and invest in their education we shouldn't even have to discuss this thank you next person after is the floor DeLeon okay Miss de Leon once your microphone is unmuted you can begin speaking and your one minute will begin yes I just want to be brief because I know there's a lot of comments but I just want to say that uh a lot of people don't understand but these funds are coming from orchids uh l-cup funds and uh I think that's where we need to start talking about not from the money of of our kids that money is for the education you cut Librarians you cut um have cut other um resources that we have why not the police the police is making a uh has funds that we as Citizens space the city we pay our uh the the city you should gives them around 449 million dollars why they still take the money from our schools we don't have enough money to keep saying that we have deficits and I think it's time we shouldn't even have this discussion from long time ago we shoot it down what it was supposed to be done right and I know some of you in the past you were trying to say man uh trying to prevent from cutting those fans when we all know we've been cutting librarian and other resources from our schools thank you next person is Veronica hello can you hear me yes yes great hello hi my name is Veronica and I am the mother of two Island Rock students I am very disappointed at the fact that you are cutting and styling us silencing us as parents as community members as organizers Beyond this appointment we understand that this is your duty you decided to be there sitting there and listening to our comments nobody else asks you to do that you decided to do that now take it as a responsibility that it should be and then again like Brenda we'll know when it comes time to who we're gonna vote for definitely not somebody that does not want to hear the public again um with the police it is not an action item it's not an action item we call it for an action item and it is not I am so disappointed with that and also we need to have it as an action item uh superintendent Bauer I do not appreciate you saying for three years then when when are we gonna have the police back in three after that we're gonna vote on it no we need to make sure that we protect our children now now is the time to decide and now it's the time to step on the right side of History again we need to have that tonight the comment was that um four or five Mr Gill I think that four I believe absolutely next person is Cynthia okay Toscano you said yes okay Miss Toscana when your microphone is unmuted you can begin speaking and um the clock will begin at that time good evening yes my name is Cynthia Toscano I am a proud Eastside resident I have been my whole life I am a former student of the Alum Rock School District and the Eastside Union School District I am now a teacher who is trying to give my students a better experience than what I had in your system systems that is clearly be replicated and worsened today I strongly encourage you to discontinue the contract with the police not for budgetary restraints because it is unethical it is not necessary they are not children that need to be saved or monitored thank you mrscano so let's go back to Mr Sanchez to to the written comments that we have um if we can read off five of those written comments and allow those that commentary to come through yes and and I will try to um summarize some of the ones that are repetitive right because I'm I'm looking at some of them and and they are the same they do have a few introductory items um that are different but um I will do my very best to to make sure that I name the person that um that email and and their support for for the particular item thank you um dear superintendent Bauer and Alum Rock trustees my name is Alyssa Ragini and I am a future teacher of the San Jose City Community San Jose Community today we the community demand that you take a step towards a more Equitable district for all students by taking action to support our black students and other students of color and this is um our students black and brown and children are not criminals and I will move on to say that here's some data they shared in arusd 80 of the students are not at grade level and they lack basic needs and support for their academic success we have cut our community liaison position ours will play a critical role in providing families with resources we have also closed down schools and our schools have limited resources and none of our schools have librarians Librarians we demand the following action voting items on your next schedule board meeting eliminate all contracts with SRO police this applies not only to school resource officers but also to any law enforcement official affiliate contractor or staff and commit to invest in positive approaches to building a building and parent priorities in our change petition thank you and if everyone except Mr Sanchez and the board could please mute your microphone if you have it open um I'm hearing some music or ringers or something thank you it's great um this is another um the same comments this is from am sex Martin uh dear superintendent Bauer and Alum Rock trustees I went to Linda Vista Elementary many years ago and now own a home in the Alamo School District I hope all hope that all levels of the district can embrace the need to provide counselors not cops and shift modes towards more supportive preventative and academic Services than sros and then the same um letter is drafted here um you know we demand the following action context with sros and police who was the name on those please and there were several can you name the names on all of them this one is Miriam Saks Martin thank you um the same uh letter of support um and this is from Michael Camacho my name is Michael Camacho and I am a Community member and relative of children in your school district and they are demanding action voting on items to eliminate all contracts with sros is the same letter thank you thank you um the same the same letter the same statement um this is Kimmy Grandy Soriano uh my name is Kimberly grandi Soriano I'm I am a Community member and a mental health care provider today we the community demand that you take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color um and again it's the demand for Action voting on items uh to eliminate contracts with sros is that four or five I don't I don't think any of us are counting them let's do one more I think that might have been four yes um the same statement uh this is uh and Alan rocks trustees my name is Zane Ahmed and I am a former student and lifelong resident of San Jose California today we the community demand that you take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color we demand the following action voting eliminate all contracts with SRO police this is Zane Ahmed okay thank you um Mr Gill do we have on the next five uh hand raise Zoom participants ready yes we do the next one is Victor Vasquez okay Mr Vasquez when your microphone is unmuted you your clock will start and you'll have one minute uh buenos noches so someone's Mayfair is in support of our community is called investing counselors Arts restorative justice also Early Education and overall Equity organizing team Adam pool has been consistent in calling for these kinds of changes especially around restorative justice and we started this campaign because we wanted to keep ice out of our schools and we believe that we should create Sanctuary for all students Latino African-American According to some Su reports we know this is a zero tolerance practice when we have police on campus but it also increases the chance of students dropping out it's even worse when we are dealing with younger children who are experiencing these kinds of conditions during a time where their brains and their development is happening and according to the Department of Health and Human Services office of early childhood development this is the time where young people realize um what are what's hormone but it's not we and they actually stated that suspensions explosions and these kinds of practices should be limited and eventually eliminated thank you Mr before you mute Mr Vasquez um I just wanted to ask a clarifying question Mr Vasquez can you um please just give a brief repeat or clarification on your your point around Zero Tolerance policy I didn't quite catch that thank you zero tolerant practices and disciplines include suspensions explosions contact with law enforcement and Central through authority of school discipline so it's a system of many different things that we are talking about here but but the statement is that suspensions and expulsions are zero tolerance policies is that suspensions and automatic suspensions and expulsions are part of that process automatic okay I think I missed the automatic part thank you for the clarification okay next person is Alejandra Flores okay yes can you hear me oh yes so once you begin speaking you're one minute or one minute hello my name is as an educator I'm here to voice my support in the demand from removing police and giving them out of schools as it strengthens the prison pipeline having police on campus is a form of psychological warfare since police intentionally discriminate and intimidate are black brown and immigrant students allocating These funds to something other than the police should solve your problem and finding ways to keep these students safe any decision that results in police funding is you failing to serve the very community that put you in this position either you step up and do your job or you step aside and let someone else do it right thank you thank you Mr Gill we have the next one and just as we wait um I'm gonna go ahead and just um if if anyone if no one has any objection to this um just due to the technical you know delays in this process um we were according to what we agreed to we would be finishing public comment at 6 45 but I am um I am suggesting that we extend to 655 just to account for the delays in the technical aspect of what we're doing is anybody you need emotion I don't think so okay does anyone disagree with it I agree okay um and I believe I I'm accurate I believe we started at 6 15 or 6 16 so um I'm comfortable going to 655.
vanilla and it's been great getting to know you as well and that's it thank you so much everybody thank you for coming to speak to the board tonight Rebecca is there anyone else wishing to address the board of education is there any thank you no okay see you none I closed the public portion first part of our agenda our annual about actions that we take every year to renew there are 24 of them so I'm going to ask for a motion for 124 and of course there is the option and time to discuss each and any of them that any board member wishes so may I please have a motion at the annual action agenda tonight by Mark is there any discussion Victor if you wouldn't mind talks about hope the NJ si a a which is the Association for high school sports so that kind of reminded of hearing certain things and different articles and statements from the state about what's going on with high school sports this is one of those things that could change every single day but as what are we looking timber well it's hard to tell president after what September is going to look like so right now what nsj IAA which is they've issued guidelines for the got the document right here return-to-play guidelines dated June 19th and this is for the period July 13th through July 26th only and this is for conditioning of athletes is purely voluntary but it allows unlimited basis contact of students you know under regulations with some pre certification through questionnaires and some medical checking when they come onto the field number of students that can participate together what kinds of activities they can do so that's where we are right now the guidelines are going to become dau Tinh tiered or phased as part of in alignment with what the governor is allowing to happen in the private sector but also you have to understand as I'm sure you all do that those those guidelines those allowances can change from week to week or even day to day depending on what's happening with the the Kovach situation and you may have seen the news recently that the governors of New York Connecticut along with governor Murphy from New Jersey have imposed a mandatory quarantine for people who are migrating back into New Jersey from eight individual states primarily from the South and Midwest so things continue to change we we monitor not just daily but literally hourly until well into the night because things get released late at night or we're seeing things released by a twitter and then essentially in the governor's press conference but NJ s IAA is kind of through their executive ward gotten together and developed this document that aligns for all the athletic directors very specifically what needs to happen and how it should happen in order to bring athletes back this summer starting July 13th at the first date for only conditioning activities so that's where we are okay as far as district procedure goes maybe blue maybe you might know um in terms of parents having to get in people work and student athletes having their physicals and having that paperwork filed also with the district are all of those the same as anything changed because of the pandemic do you want an answer we both have the answer but you could go ahead and answer that or one of the things that has changed is that the state is looking to allow for athletes who have already had a physical last fall that physical will be okay for this fall as well there is a piece in that that we're a little concerned about it does mention that if it's possible to get a physical again during the season that they would recommend that so that's a little different it does take a little of the pressure off parents to have to go out there and get that physical but it also leaves it open that the state is asking that if we can get those athletes eventually get them physicals before the end of the season that's what they're requesting and and president doctor if I could there there is a huge amount of reliance on self-reporting by the athletes and their families to assert that they are healthy to participate that they have not been exposed to COBIT they have nobody in their family has been exposed to Cove it so those are things you know as as we know there are people that are carriers that are asymptomatic and so somebody you know to the best of their ability could answer that question but but still could be somebody could infect other groups of people so that's that's where it becomes very it's concerning it's understanding the athletes wanting to get back together I understand the coaches wanting to get reconnect with their athletes I understand wanting to prepare for the fall season and along with that you know I'm also concerned about the just the the uncertainty of some of the the documentation and the soft certification and the reliance on self certification to make sure that everyone's safe and healthy is better one of the things just also add to that one of the things we will be doing when this the athletes do come back is we would be taking temperature checks making sure we survey them we'll also be monitoring very closely to make sure that that you know they're healthy and that they're doing well but as Victor dr.
Tsao I'll go back to iPad someone your name is just iPad if you'd like to speak at this point okay I'll go to either please you taking my question so I wanted to express several thoughts here in the one that the governor has shared and what we hear is that children who have compromised immune system or pre-existing health conditions will have a different option but nowhere is any language shared or proposed for families where these children will be returning where we have family members or multi-generational homes with pre-existing health conditions and the possibility of children going to school on a regular basis and bringing home the virus and compromising on the health of the family members is very high so I think this is something that the district should consider I also wanted to ask if the parents will be given an option to choose whether to go with distance learning or whether the child has to return to school full-time and along with that if the family is given an option to choose a distance learning option could that is there a deadline rather or a fixed guidelines in terms of doing me to choose in the beginning of the school year or can we pull out the child at some point during the school year if we opted with a distance learning option in the beginning can then in let's say January or the second half of the school year after to have the child go back to school and along with that if the child is a special education student how would that impact their their services so if the family chooses the distance learning option will the services be discontinued until the child is returned or a regular school traditional school thank you so much yeah we'll move on to Michelle Baptista please thank you I have a son going into Westside STEM Academy he'll be going into sixth grade and I have a daughter who's gonna go be going in to Immaculate so I know we you know the teachers really did a great job of quickly learning how to do you know the virtual learning and distance learning for the children but I think we we can do a little more concerning that might be at some point in the future where we might be teaching them at a hundred percent right there's that potential there so I just I it's more of a question I am but I'll pose it as a comment I'd love to see you know us use this summer as an opportunity to really look at what schools are doing distance learning on successfully and you know my daughter again she's going into immaculate we have not yet gone to school there but they regularly they don't use snow days because the virtual learning and distance learning on those days anyway so just having a resource in the same town I think they you know in partnering and seeing how they do it might be you know an idea and if we're looking for more space I had read somewhere around the matrix building is there an opportunity for us to have classrooms there if we need to have more space and you know I am a little worried around the masks and kids taking it off I mean my kids are actually right now nervous just to be around anybody else but thinking about kids taking off their math I mean is there other options you see kind of those base shields this way you know kind of you have like that clear kind of you know cover I know they sell them at Staples for a couple of dollars is there other options and would that be one of them just just the way kids can eat and it kind of be just a different option because the masks kind of can come easily off the little little faces so those were kind of my my comments more around the teachers and getting ahead of it when we have all this time for them to learn Thank You Cheryl we'll go to Kristin summers please Kristen can you hear us has her hand raised okay so is there anyone else that would like to speak or address this question please raise your hand I don't have anybody else in the chat and they raise your hand box yes hello I'd like to speak yes go ahead just introduce yourself hi this is a mark I have children in elementary school and district in Denver as well as in the Westside and as parents were extremely concerned about the I know you've mentioned it came from the governor and the Commissioner of the Education Department in Connecticut but I don't see the basis with a foundation as to why they're going to start with a phase one given all the medical and scientific evidence right now that a new wave of Cobra is gonna come in the fall maybe even stronger than what we had previously if anything the planning should be to start with distance remote learning and then see how it progresses but to start in reverse and to put children at risk seems unconscionable you know what's going on especially in the summer when temperatures are still in the 90s sometimes in August and children are not about to wear masks and breathe properly in the classrooms I mean just going to places supermarkets shopping centers such as Lowe's for example for 10 minutes with a mask on as an adult it's hard to breathe sometimes so let alone for children having to wear masks all day in a very hot environment it does not seem reasonable and appropriate given the situation going on right now plus if someone needs to sneeze or needs to eat obviously you can't use a mask while you're you're sneezing a reading you have to be able to breathe as well and just want to put it out there if the powers that be on the cold that this is not something that seems reasonable at all given what's going on currently thank you Mark and we'll move on to Jay Wright please hi good morning I'm a teacher at Rogers Park school and following what's been happening thank you to all the parents for being here it is great here we are all in this together I mean piggybacks the they put a doll there seems to be discussion ideas behind students who might be compromised to go back health-wise and I see that they talk about it with teachers so I'm just hoping that compromise teachers are thought of when we think going forward coming back how it looks because the number one is getting us back and safety goes along with that we all want to be back but we want to be back consistently and safely so just to be thinking about those of us that are compromised thank you thank you for your thoughts on that case summers please hi can you hear me yes perfect thank you I appreciate the opportunity to ask questions and for this forum I have a middle schooler and a high schooler my two questions are around number one is there any sort of thought around different activities such as choir or band that are sort of known super spreader activities you don't wear masks when you sing you to or mask and play instruments and there's lots of breath involved that's my sort of pardon mute his phone that would be great go ahead mrs.
okay Gail I think this is our second one in this round it was and now the third one okay Espinoza hi yes uh can you hear me yes so once Maribel can you start his clock when he starts talking so when you start talking Mr Espinosa your clock will start okay hi uh my name is Tim Espinoza and I have two students in Alamo School District you know I'm sure that I can speak for most of the members on this call that were disappointed in the Cowardly decision to not place this as an actionable item for tonight's meeting and limiting our speech it's clear that the superintendent and some members of the board are afraid to take a stance on canceling uh contracts with sjpd and the Alum Rock School District many other school districts have taken a position and have made proact and have been proactive in listening to the members of their community and making sort of change there's nothing to debate about the negative implications that sjpd has in our schools there's nothing to debate about the parents who want the board to take action there's nothing to debate about how data from our district shows that are black and brown students are over represented in police involved incidents in our district it's time to act not in three years not in three years comfortable now anything less is complicity thank you um I believe one more Mr Gill yeah two more Grant hi um my name is Eric can you hear me okay yes thank you okay my name is Eric Grant I'm a teacher in aarusd um specifically at Renaissance at Fisher I want a second in the concept has been made thus far I do not support the presence of police on our campus and in our schools but I would also like to offer an alternative model for what it could look like if we're able to use those funds elsewhere I'm a teacher at Renaissance of Fisher where we have implemented restorative justice practices that meant that in my second year as a teacher and I'm a white teacher for relevance when a student of color slammed his fist into the wall next to my head I was able to instead of calling the police or asking the office to call the police I was able to take context from the community meetings I'd had with that student with the rest of my classroom Community I was able to work with him and work with his family work with the other stakeholders so that he felt that he was able to participate in our classroom moving forward he and I have built a relationship through those meetings that can that persist to this day he has visited me every year since he's graduated and that kind of practice and those kinds of meetings need to happen more in arusd and instead of having police do the work that teachers already want to do thank you very much sorry I just wanted to make a quick comment uh thank you Miss Grant for working with the student and you went above and beyond thank you so much thank you uh Mr gillets to go ahead and do number five yeah Maria Martinez okay Miss Martinez when I think you know once the your microphone is unmuted and once you begin speaking your clock will begin thank you good afternoon uh trustees and superintendent Empower uh one more time my name is Maria Martinez and also I had one son and and the Matson at one grandson in Koreatown and one is in San Antonio and another niece and Madison I want to ask you one more time again to please end the contract with the police and to invest that money and programs that really help or all children in education like more art program and we opened the Librarians and support Pro and a sport program that really help our students socially and emotional so please hear the the finance voice and hopefully this time you're making the the a good decision the right decision thank you thank you okay um so let's go back to written comments uh or is Mr Sanchez there you go so um and thank you Mr Sanchez for on the Fly kind of you know picking these apart and being able to represent what the comment is thank you um so this is um Lillian Liang uh dear superintendent Bauer and the element school school rock trustees my name is Lillian Lang and I am a Community member today we the community demand that you take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color and again this is uh the same same statement I repeated earlier uh the demand is the following um take action voting items on your next schedule board meeting to eliminate all contracts with sros Slash police all right thank you um this is Erica Arana dear superintendent trustees my name is Erica Arana O'Hara and I am a Community member and social worker in San Jose today we the community and that you take a step towards the school district for all students by taking action to support our black students and other students of color um again this is the same statement I read earlier uh we demand the following action to eliminate all contracts with sros Slash police all right thank you dear superintendent Bauer and Alum Rock trustees my name is Vita Grossman and I am a San Jose Community member today thank you for the community demand that you take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color um the same statement that was shared earlier um and please eliminate contracts with SRO police here board members I am a parent of three children who have participated in arusd elementary schools and middle schools the youngest will be in seventh grade this fall and has been at Adelante dual Language Academy since kindergarten I am joining many other others in demanding that contracts with school resource officers and and police be canceled as one step you can take to support black and brown students on campus in their fight for equity and Justice this is not about good or bad people or police but about an institution whose purpose is to maintain the status quo protecting slavery segregation discomfranchisement and economic inequality reforms and bias training will never be sufficient because the purpose of the police is counter to the interest of the majority of people in this community this year my daughter did not get to participate in the after school programs at Adelante though she has been in the program for the last five years I will stop there okay was that five or do that's not all right okay but that was fine I thought we were on four okay uh Mr Gill can we go back and do five more of the um Zoom comments next person is Alicia Chavez Miss Chavez once you're unmuted you can begin speaking and your clock will start hi my name is Alicia Chavez I'm an organizer with Silicon Valley debug um I am one of the organizers for our youth program and this is a very heavy topic amongst our youth um about them feeling safe in their communities in their schools because of so much over policing um Alum Rock School District is uh You Know A District for elementary and middle school kids and um as one of our youth said that they feel uncomfortable with uh police being on campus they always feel nervous they feel they feel unsafe rather than feeling more safe um and they believe that the money that is spent on the contact with the police should be spent with for other things like Counseling Services uh one-on-one services and extracurricular activities thank you next one is Julia Barb Julia um Barbara okay yes um uh once you begin speaking Miss Barbara uh your clock will begin for your one minute hello my name is Julia Barba and I'm here today to share my support for no police or school resource officers on Alum Rock unified school campuses and for the district to cancel all contracts with the San Jose police department and all police now and indefinitely and call it as an action item students parents and community members are sharing their stories and voices today because of the first-hand experience and harmful impact that police has on our school campuses there is no evidence that states police on school campuses improves the safety or well-being of students and in fact police on campuses do not make students feel safe leads to increased criminalization values should not be on discipline and security educational environments for students it is disrespectful to continue to disinvest in the resources that Alum Rock students need funding should be used for mental health services school councils counselors restorative justice programs and culturally responsive services for students that are determined by parents students and families doing this is an alignment with the American public health association's recommendation to reduce police violence and to investment programs thank you Miss Barbara for your time your one minute is expired thank you very much I apologize for having to cut you off Mr Gill can we move to the next person and understand it what was that one Jacqueline Franco okay Ms Franco once I believe you're unmuted so once you begin your one minute we'll begin hello my name is Jacqueline Franco I'm a mother to three daughters and a community organizer um I'm gonna be quite honest I'm very tired my family is combating against displacement against violence Fatality and now against covid all the while trying to support my daughter's education and her mental well-being um so it's very simple and I would really love to know uh will this board vote before August on whether or not they will remove police from the campus and finally put our students in my daughter's priorities first um and if the answer is no um I need to know before August so that I can go and find a district who will thank you thank you um Mr Gill I believe that was three or maybe two or almost three okay Julia okay Miss salza um Larry D'Souza um once it looks like you are mute unmuted so once you begin speaking your one minute will begin hi my name is Julia Souza I'm an attorney at law Foundation of Silicon Valley legal advocates for Children and Youth uh we represent low-income students of color throughout the county but especially on the east side and especially in Alum Rock um I was glad to hear that Alan Rock will no longer fund place on campus due to budgetary concerns in this time of economic uncertainty arusd needs to focus on supporting children and families and not criminalizing them but cutting the contract is a good start and it's but it's just that a start arusd needs to continue to implement wholesale reform of all School interactions with police especially when staff are calling the police on students with special needs Lacey and the law Foundation stand with the community on this issue thank you very much one more Mr Gill excuse me she said she was from Lacy Julia Susan yes Susan she said she was from where yes Lacey okay thank you my first name is Alondra Arroyo okay Miss Arroyo when your microphone is unmuted you will have one minute once you begin speaking okay hello I am Alondra a youth organizer with ebook I just graduated high school from the San Jose Unified District I however was an allen Mark School District from elementary to middle school we demand that you terminate your contact your contract with sros and stop allowing any law enforcement agencies on campus please end the criminal criminalization of students and dismantle I was a student who would fear walking the school after having many encounters with police following me to school trying to intimidate me and then seeing them on campus where I am trying to study especially in this time of History where us colored people are being targeted what makes you think it is logical to bring in policing into our school especially with young children eliminate all kinds charts all contracts to us with sros and police and stand with us not against us thank you and please with the privilege you have being on the school board stand with us thank you very much Miss Arroyo um so thank you avatar for those that was five correct okay so regardless of the time I know I said 655 but Mr Sanchez if we can just um do five more of these and then unfortunately that will be um the time that we have for public comment on this item um with the exception of what we talked about sending all of the written communication to the board so Mr Sanchez whatever time it takes for you to do these remaining five will be the the time even if we go past 6 55.
Valesky said a lot of it is going to be self reliant on in terms of you know what the information they're bringing to us okay thank you Lou I was actually gonna ask about the temperature take me okay and I assume that we're getting this information out to all the parents and students it's on the website or an email has gone out to them from aficionado perhaps we're still waiting I know for the verification from the state but this is what the NJ si said is happen so as soon as that is completely approved we'll have it on the website and also mr. u NASA will make sure it's it's spread out in terms of our athletes our coaches and our parents yeah I do you think it's important for parents to know about the physical part I'm never having to make those physical appointments months in advance and and now I'm sure it's even more so I'm sure that will be a relief to them I don't know if the governor is going to you know reveal anything tomorrow and is reopening guidance and I don't know you know we I have not heard anything personally but that's gonna be included in there but we have no idea he may say something with reference to return to athletics tomorrow okay thank you I had one more question it was actually a request for a little bit of an explanation Bernie perhaps you could address items 10 through 20 for all cooperative purchasing agreements and I wanted to point this out to the public because we we don't just pay lip service as saying that we are do our best to be financially responsible fiscally responsible that would be 14 different cooperative purchasing agreements that we enter into into you for an effort to save as much money as so Bernie I was wondering if you could just talk for a minute I don't expect you to know exactly how much we say but I'm sure this has a tremendous positive effect yes absolutely so you know we we know that you know purchasing in bulk always results in savings and and so what are these concert' these cooperatives enable our governmental entities school districts local governments county governments and the like to be able to get together and purchase because there's more power purchasing together and weather and as you noted we have a myriad of consortium at we participate in not only for goods and services I mean that's what it is it's it's not only goods but it's also services of a variety of types it could be anything from facilities maintenance to services that they that may be required to support students in their education additionally there's also cooperative agreements that we enter into for transportation services as well so it covers the gamut and we do we do believe that it is absolutely beneficial certainly more efficient than if we were to do each of these on our own thank you is there any other discussion this is not a one call vote yes we'll call it is there are some items in this batch that require roll-off hey man well the Secretary's over oh yeah mr.
summers and also you know the the comments around mask-wearing and schools and there is actually very good scientific data that that shows that mask-wearing does help to lower the the transmission rates I work for a large medical company actually and there there's also plenty of evidence out there that when people wear masks of different thicknesses even up to n 95 masks while wearing a pulse oximeter the their the rate and and the oxygen exchange is still is still appropriate otherwise it wouldn't be able to keep the virus in you you can still you can still breathe with a with a mask on it may be uncomfortable and it may be hot but you still do get adequate oxygen it doesn't trap a bunch of tons of carbon dioxide and there's there's lots of good data around that so I'm supportive of that but it's also when you think about Dan very high school in some of the the middle schools the volume of children that are in there as is is significant and so actually being able to social distance and going about this in a way that is it's methodical and thoughtful will be hard so that being said when we have kovat likely resurgence plus the flu season will there be any sort of recommendation or on-site you know flu vaccinations to keep at least the rate of blue spread down while kids our kids are going back to school thank you for your comments we'll go on to Audrey Hagen please I I have two kids that are ones going into Broadview next year and one's going in to Danbury high school my question is really look I work from home I'd love to see my kids get out of the house in the fall so I could actually work again like a normal person but why the rush for this directive of 100% across the board everybody's going right back you know following the guidelines that's great but those guidelines will clearly change over the next few months I've heard a lot of parents say the same thing a concern about the resurgence and concern about kids wearing masks so my question really is or comment whatever is why this rush to determine this right now and why across the board why is every single district going to do the same thing rather than taking a look individually and working with the teachers and be on-site administration as to the best way to open if it should be open does it okay Thank You Natasha Norton please yes hi good morning I have I have I'm I'm a parent I have two kids one is going into King Street fourth-grade the other one is and going in seventh in Rogers Park as well as I'm actually one of your guys on bus drivers for dimmers goal I have you know a couple you know a couple questions like you know with like the transportation aspect is would be one of my questions is how they gonna you know break that down and keep you know myself safe as well as keeping the other kids safe a lot of our you know buses are you know or crowded and just how that looks like and um that's you know one of my questions as well as I have one kid that has he is ADHD so he's high anxiety anyways and just just a joke what that looks like with you know if there'll be a mask all day know how that looks like I love you know I've been these boys have been home they have not gone out since one day clothes going March they've not gone out unless to play directly outside here or and is I love being their teacher at home with the online the distant learning and we've worked it out um I'm one of they're gonna have a thing where um they'll do like a part-time or something like that where you know home maybe part-time doing the online learning some of it and maybe some of it in classes or do something like that to kind of shorten them all going in one shot that that's my question is you know how they how they gonna do with these busses or they gonna give the option of parents you know to do transportation or what that looks like I know you're still planning but I appreciate you listening to me thank you very much so we have iPad is our next person I am thank you I have two children that go to Park Avenue will be in third and fourth grade and I had a very different experience but both children one teacher was great with a distant learning and one was not my one child is on the spectrum and has several different team members on you know working with him speech ot and they all did a really great job of making sure that he got all of his services and it's hard when you have two children at home doing two different things and not all of the staff members are on the same page with the distance learning so hopefully if we have to do distance learning all of the staff and all of the teachers will get more training on how to use Google classroom and how to be more interactive with their kids because these kids are missing not only their friends they're missing the staff that they're used to dealing with every day so when you get no interaction it's really hard and I I also happen one more comment there's been no talk about you know like temperature checks when staffing and kids arrive at school is that something that's going to be considered if they all have to go back we'll be defining those based on CDC and state and local health recommendations Thank You Ann thank you and we have a stone please a comment was made earlier by dr.
president I know how many are left in the email uh how many emails are left Mr Sanchez um we had a total of over 50 emails in support of eliminating uh the contracts I've been reading through headers and we have about a little over 50. and we've read it how many are left how many are left there's over 30 left oh my God in front of it we're not gonna hear I for one and I I am thoroughly enjoying listening to the community's input and I I wish that we could continue for at least another 10 minutes okay thank you okay Mr Sanchez thank you um this is um uh dear superintendent Bauer and Alum Rock's trustees my name is Saeed ikan and I am a San Jose resident and father of two young boys today we're the community as we take a step towards a more Equitable school district for all students by taking action to support our black students and other students of color um the same statement that was shared earlier um was written here uh we demand action voting items on your next school board meeting eliminate all contracts with SRO slash police foreign Rock trustees my name is Blake Buchanan I am a special education teacher I am called to make this comment because the president of police in arusd schools has led to the harmful experience for students and families in some cases results of irreconcilable social social and emotional damage this is especially true for students with disabilities who are disproportionately referred to law enforcement today we the community demand that you take a step towards a more Equitable Equitable school district for all students by taking action to support our black students and other students of color um again sharing the same statement as I stated earlier we demand the following action voting items on your next school board meeting eliminate all contracts with SRO police I'm sorry did you say he was a teacher at Alum Rock um he is his special ed teacher thank you at Alum Rock I believe so yes thank you thank you Mr Buchanan uh this is Kenny Solorio as a former student of arusd and Eastside High School District I witnessed multiple times in which police in our schools mistreated us and our families I also witnessed multiple times in which our teachers and counselors made multiple racist aggressions towards black and latinx students we must not tiptoe around the issue of police violence in our communities and the culture of anti-blackness in our families schools and state institutions Rihanna Taylor George Floyd the shark Brooks Eric Gardner and so Ford Michelle q6 Tanisha Anderson Tamir rice Elijah McLean Oscar Grant Rudy Cardenas Richard Harper jackass Jacob Dominguez Antonio Guzman Lopez Richard Lua Isaiah Lopez Jesus Janae Montes Anthony Nunez Daniel Pham Aaron James Phillip Steve Salinas Diana Diana so I Tran Phillip Watkins um thank you all okay thank you very much everyone um you know again thank you all we um we're trying to expedite the meeting and in doing so um I believe we we kind of bypassed what we had set forth originally in terms of the order of the agenda and so the um budget item was actually supposed to come before this item so Mr Ruiz since this is a information only item I'm wondering if we in with through to respect uh Mr quinteros or trusty quintero's request earlier if we could go now into the budget presentation and then come back to discussion by the board on this item that we just heard public comment from that's fine okay and I apologize for the order getting mixed up and hopefully everyone um understands obviously the budget is a much bigger topic but there are ties to the topic that we're talking about now and hopefully it'll be an easy transition for people to come back to this topic so with that being said um Mr Chang are you prepared um and does he have the ability to be able to share thank you thank you hi can you hear me yes great thank you uh good evening board president um member of the member of the board um Community my name is covert Chang I will be presenting um the district 2020-21 proposed budget um with that some of the topics that we'll be covering this evening is um are some key events and timelines um the assumptions that the district used in developing next year's budget will be also going over the multi-year projection for the general fund um the statement reserves and what to expect next uh with respect to key timelines and event we'll start off with the um Governor Newsom um made revision which was presented on May 14 2020 um subsequent to that the Senate and assembly um reach an agreement on June 3rd 2020 um which was significantly different from what the governor had had proposed on June 15th at the Senate and assembly approved um the legislators version of the 2020-21 state budget um despite not having a an agreement with the governor um on report June 22nd the district's required to make available um it's next year's budget proposed budget for public viewing um to comply with the 72 hours requirement uh before the board takes action on on this item um on this same day um the governor Newsom and the legislative leaders reached a deal on the 2020-21 state budget um and this evening um the district is presenting um is proposed budget for next year uh which is based on the labor Vision um as prescribed by the County Office of Education so we'll start off with the key assumption first with respect to revenues um lcff is based on the May revision um and I'll provide more details um later in the presentation um the after school program also was using the May revision um at a rate of seven dollars and fifty cents per students per day um Statewide for special ed uh we're using the 645 uh dollars per Ada um with respect to federal revenue um the cares act has a few components the first one is the Esser money which is the elementary Secondary School emergency relief fund um for Alum Rock uh we will be receiving approximately 2.9 Million Dollars um I'm sorry go ahead um approximately 2.9 Million dollars for the Esser fund for the Esser e-s-s-e-r is the elementary and secondary school emergency release thank you um the second part for me is the Corona virus Relief Fund for learning loss for students with disabilities with disability um for that fun uh the district is anticipate anticipating to receive approximately 2.1 million dollars um 2.1 thank you and the last part of money um under the under the cares act um if the proposal that uh Governor Newsom put out where he would allocate that uh for only concentration districts um that's approximately uh 735 per Ada um this money is not included um in the proposed budget um as described by the County Office of that uh due to the uncertainties of uh how the money was going to be allocated or what it could be used for and then lastly any one-time money that we budget for 2021 will be taken out um in the out years um this next slide shows um yes go ahead thank you so what what do you anticipate the total to be um from the seven 735 for Ada with our enrollment with what we have today is our enrollment which is what like 900 and I mean 9 000 eight at 9006 yeah it's it's a little over six million dollars but I'll go through the details um later in the slide uh there's more information regarding that money and now in Roman our enrollment this year is about nine thousand one hundred and eighteen oh my goodness thank you sure okay so this next slide shows you um past and also future enrollment um as you can see the district is is continuing to project declining enrollment um starting with uh 2020 and 2020 school year uh where the districts is projecting to serve 8 934 um year 2021-22 8686 um and year 2022-23 8445.

Sal that what's happening in other country was was was taken into consideration and that other countries have gone back to school safely their countries have by and large kind of contain this for a variety of reasons most of which is the citizens believe science exists and actually pay attention to guidelines and it is obvious that that is not happening here in the US and is not going to happen so as much as we all want to pretend that each individual state is an island in Connecticut itself may have things under control right now that is not the case two months from now after everyone returns from their Florida Beach vacation after everyone has hung out and done everything we are one week into a soft reopening where people are already doing things there quote not supposed to not wearing masks not following quote the rules we're gonna have kids come into school that will show up without a mask what happens are you sending them home are you just saying well it says if it's possible and it's not possible if it doesn't have it what is the consequence when the kids continue to take off the mask are you basically going to have the mask police in there with each teacher reminding the kid you'd have to put your mask on you'd have to put your mask on kids especially once they get to high school are disruptive and do it you know for that for the funny factor little kids will be compliant most elementary school kids will leave them on if they're told to leave them on you have kids on school buses in high school who can't even be talking you know can't even be controlled to sit down and not fling each other with seatbelts and somehow it's now believing that these hundred kids on the school bus are going to keep their masks on there is no way to ensure any of this compliance with these children and we're just going to end up in another system where we're going to then rush distance learning again and I feel like teachers are being set up to fail at this point because they are not given the opportunity and and the directive and the knowledge that you know yeah we're gonna go back to school it's gonna be great but we all know that's not going to happen we're gonna end up in another emergency situation three months from now after everyone's planned to go back to school no one's made a comprehensive plan on how to do it from home and the reality is it's gonna have to be done from home and there are plenty of parents who are just not going to send their kids in and if the district doesn't allow for any kind of distance learning those children are going to withdraw their students which means the school gets even that the school board gets less money because these students are now not on the roster so my kids are not going to go back to school it's not going to happen it's been made clear that these that these guidelines are not put into place to keep the children safe so I realize I have immense privilege to be able to stay home with them to have a degree in child to education to be able to say you know what it's fine peace out we're leaving but that is you know over ten thousand dollars that the district is now not getting from my children from the state for them being enrolled in Danbury public schools and unless this unless they put in some immediate distance learning that's gonna be real I realized that last time it was all thrown together last minute and everyone did the absolute best they can and I give them all the bad props in the world because teaching online is very different than teaching in person but they've now had many many many months to make this plan and the plan is going in the opposite direction of reality just because they want to try and keep it to keep people happy that parents have to go back to work and employers want their employees back but we're just setting them up to fail again and I feel like we're going to come back and now we're gonna have another horrific distance learning experience because we put all of our eggs into the go back to school basket so in essence of time I'm going to move on to Eliana and then to many and then we'll put our question back up our second question and move on to that one I also want to remind folks if then the next question you'd like to raise your hand and you need interpretation we have that available so I'll turn it over to Eliana right now hi good morning everyone just a few things and I'll be as quick as possible going back to someone's comment about looking to other schools she's I think she said immaculate I personally felt that the two mid magnet schools AIS and Westside middle school I thought they did very well with distance learning and perhaps they are a resource for planning you know for other schools to be on board with distance learning and everyone to be sort of on the same page so that there aren't some parents that you know are finding that distance learning is not working so they may be a resource also just thinking about the bus comment I know that my son is on a bus in the morning with two children per seat and in the afternoon three children per seat and I just wondered if there was a plan or funding to add more buses to eliminate having to have so many children per seat on a bus I also heard the comment about there's no air conditioning in many buildings but per the CDC guidelines they actually weren't for you to be able to have ventilation regarding opening windows and doors to allow in as much fresh air as possible is there a plan to have that safely done I also work in a school so I know that we are not able to safely have doors open but we do open windows and then just thinking about overcrowding and how is this possibly gonna work I I think of shelter Rock school in particular who they've already had pods installed because of overcrowding and those pods are being used they've had to have art on a cart because there are so many children in that school and there was no way to have a particular art room they've already been using other spaces so they already use the stage which is in the lunchroom they use the stage as a class area so if we're looking to use you know other spaces and buildings what about the buildings that are using that space already because of overcrowding that does and you know those schools don't have that option then because they're already using that space um so those were just my comments thank you for listening and have a great rest of the day thank you for being on here with us this morning Eliana and I'll move to mini Santos please hi good morning you know thanks for giving us an opportunity to talk I have a child who will be going into Broadview middle school and I'm leading towards a more of a hybrid classroom though I do understand you many were losing you I think she's frozen you may have to come back to it yes coming so the only reason I was I'm into the hybrid kind of model is where you have because screen time a lot of screen time is not good for the kids I did put it in my chat also it's not psychologically and even for cognitive skill it's not good for kids to scientifically prove so a hybrid is a better way to go another reason for that is also because I'm an essential worker my husband is an essential worker we have to be back to work we party works we could do Part A and B with our child at home if the district choose to go for distance learning but a full-blown day now that's going to be hard if you decided to do it is there a timeframe that you will keep us informed that this is what's gonna happen so we can be better prepared to have someone watch our kids we cannot stay home so another question also was about with the temperature checks I've not heard anything about it now heard of any guidance and no guidelines any of it happening if if there is a plan we haven't heard it I'm not telling there is no plan but it's the parents need to know for all good reasons if they want to stay with a school district or move and it's the choice if they you know there are options like homeschooling there are but there there need to be a timeframe we need to know exactly when this will be rolled out but we can make decisions for our kids who are in the school district right now so well that's for now and you know I will be up there in the chat putting up my thoughts but it is safe for the kids we have kids in on-site we have 150 but we don't have 150 on-site but we do have kids so it's been safe with all we see had guidelines which we've did follow so it's been pretty safe the same I I want believe with my child being in the American school system that there will be guidelines and guidance for teachers to follow through and it will be rolled out pretty soon so we can make that decision for our kids and one more last thing before I you know with the skill set that was a big piece that's a big piece the skill set with parents is very important many of us not cut out for that we have be half and I have parents who on-site who feel that I'm bringing it to you as a magic cake you know that the skill set is a big it's fine the teachers are been trained but how how are the parents where where do you meet them on that they're on a learning curve so it's important that something is rolled out there for the parents as well to get on the distance learning because what happened this year was not a great plan they did it great I know my son's teacher did a great job but it was it was not not working the way it should have work yeah thank you though for giving me opportunity for thank you many if we could put up question number two now Cara if you can share the screen so what we'd like to think about now is our second question of what recommendations do you have with developing the plan and communicating that plan with with you I know when dr.
um this slide shows kind of the breakdown of how lcff is calculated uh the first line shows you the statutory Cola uh for 20 um 21 um the cola there is 2.31 and 2122 uh 2.48 um 22 23 is 3.36 um the second row here shows um what the state is proposing to do in terms of whether they're suspending the code or not um in year 2021 uh the state is proposing to suspend a cola uh which in essence reduce the total um deficit factor from 10 uh to 7.92 to the base Grant um that deficit Factor goes up to 12.18 in year 2122 and then uh 14 point a negative 14.95 in year 22 23. uh with all those factors um our lcf or total lcff um estimate uh comes out for both the districts and aptitude um in year 2021 um 92.2 million dollars 21 22 89.5 million dollars and then in year uh 22 23 87.2 million thank you so that those were the assumptions used for um Revenue uh we'll go into uh the expenditures next um in terms of expenditures um uh we're building in an increase in step in column for all three years um stairs and pers rate uh is based on the main revision we do not anticipate that on changing um based on the final budget by the state uh so that one's pretty constant um our contribution to special ed will also increase in the out years the reason why we didn't increase in the budget year is that one-time money uh from the federal government that's going to help subsidize some of the some of the costs there um and the last one on this on this list is uh we'll continue to maintain three percent contribution to our maintenance programs for all three years um the next set of assumptions um we're building in a reduction of 30 certificated ftes um at 85 000 average salary um for in year 2021 and an additional 20 certificated ftes um at 85 000 average salaries for year 21 22.
Winston yes where's it Becker as much and Karen's moving on to the community programs to agenda can I please have a motion to combine items 1 through 8 okay second buy me blue is there any discussion please um oh I see yeah a lot of interesting programs here and I was just wondering this is different than what we've done before right so how did we go about finding these remote programs were they already out there or you know I believe mr. Chu I believe that mr.
Sal's opening comments he talked about that we need to have a plan to the state by July 24th or 25th I believe it was and so let's hear some ideas on what you think about how you'd like that to be communicated with you and I will add another piece in here was this for for-4 valuable and would you consider continuing these with some other more defined questions as we design that plan so I will start with raised hands here either please stove yes thank you well I think that that should be surveys and I think that through this groundhog process there should be a very clear transparency and continued communication I don't know what the best form for that would be for the district but again I think that the parent for parents to feel comfortable and safe to allow their children to return they need to be fully vested and and the input needs to be taken into consideration and and this should all be done as a transparent process and again I think that that in this whole communication process and when we should not only consider our children who as many people now taking the comment section are they are silent spreaders but we should think about family members returning to the school or also as some of us are in compromised categories ambassador Ivers what happens if the bus drivers begin to quit how are you Bank it is hard to find five drivers as is and who is going to ensure that the safety protocols that that are going to be suggested or given are going to be followed fully and faithfully thank you thank you and we'll move on to Cheryl please yes hi good morning again just wanted to follow up with a thought I was looking online and Connecticut has some of the lowest high schools in this in the state are at four 393 one high school 422 enrollment I think that Danbury should petition the governor to look at specifics for each school district in the sin that you cannot compare a high-school with an enrollment of you know 393 students to high school with over 3000 and I think that part of what the city should do is petition the governor for alternative hybrid models given the size of the district and the enrollment secondly in terms of communication many parents need to plan I'm fortunate I have a high schooler so if she's at home if she's at school she's self-sufficient I think information should go out and robocall email on the Danbury public school platform but I think that many parents and students my daughter everyday asks what's the plan what's the plan and not knowing the plan it's challenging but I agree that there there needs to be some plan put in place but I would highly recommend that Danbury reach out to the governor and discuss our particular unique needs based on our size thank you Thank You Cheryl and we'll move on to case numbers please you hello thank you again just I think what the parents are saying what I hear resoundingly is we need to lead with safety and we need to understand that the district is leading with safety there is a tremendous risk with the size of our schools and the size of our high schools for there to be exponential growth of community spread should that should coded land in DHS and what the possible impacts can be on our own socio-economic system because those kids bring home this virus kids are going to be like even taking temperatures could be an exercise in futility sorry symptomatic but they bring it home to parents and even if parents are not immunocompromised being over 45 having type 2 diabetes being overweight having high blood pressure any of these things increases your risk for significant morbidity and mortality and hospitalization even if you don't die from coronavirus you can have significant long-term impacts and effect and this is often something people are not seeing so I know people need to work and I know people get back to work so what's the what's the most important thing here having kids home and figuring out how to effectively deliver distance learning so parents can keep going to work or sending kids to school and bringing it home to make our workforce so there's a number of things that need to be considered and I completely agree with petitioning the governor because what also I don't want to see happen is here in Danbury we have a very diverse population we have a lot of people who are under the poverty line here what we cannot do is make this a crisis of being poor and not having the Reese thank you I'm going to jump over to Liz a please you hi um my daughter actually wants to speak on what she believes because I think one of the things that we haven't done yet is actually listen from a student's point of view we've heard a lot from parents but maybe listening from what a child you know what their concerns are might be valuable so I'm gonna pass it on to my daughter thank you hello my name is Anastasia and I am in Park Avenue school and I'm going into fifth grade I don't think we I think the parents should have a choice for for the kids not to go to school because I'm thinking for fifth graders they're going to be like they're not gonna put the mask on because they don't want to and they're gonna think that they shouldn't any other concerns you have about you getting sick or somebody else getting sick we could get sick because people are gonna try to talk to people but they're not gonna want to talk to people with your mouth with their mask on because they couldn't hear people and at recess and at recess thank you for letting her voice her opinion Thank You Anastasia that's great to hear from you I'd like to jump into Robin McAlister please hi Thank You Anne thank you all for setting this meeting up I just wanted to say in regards to communication I think that the district did a superb job both as an educator and a parent I was uplifted by the communication from the administrators this was a very challenging very difficult time we felt so isolated and it was just wonderful to receive the the notes of encouragement and hey keep going and also just the phone calls knowing that we were getting updates that we were being informed the sheer ability to go on to the website and be able to inform ourselves and follow up with information to teach ourselves how to use certain it was just really comforting to know that we had the resources available to us and that we could support ourselves and our families in this very challenging very bizarre time so thank you I hope that we can continue with these communications I think communication is absolutely key in these situations and that the communication needs to go both ways and I felt very supported by the teachers and staff at shelter Rock as well as the faculty and staff at Westside middle school so thank you all for your um the next sets of assumptions are negotiations uh negotiations are not settled yet um with both area nor CSEA for the current fiscal year and the upcoming budget year uh we have reached a tentative agreement uh with Teamsters um for this fiscal year and also for next fiscal year um the cost of that tenant of agreement has not been built into the post budget and then the base last three bullet points it's important to note that in order for the districts to meet the three percent uh reserve requirement um in year 2000 2021 uh the districts will need to make an additional 4.2 or what's created what's been built into the budget is a reduction of 4.2 million dollars which districts need to um to determine later um and then for year 2122 that amount is 16.2 million dollars and then for fiscal year 20 22-23 um that amount goes up to 22 million dollars uh which uh we still need to um which are to be determined still um when are we looking at the 22 mil uh in year 22 23 years ago thank you thank you okay so based on those revenues and expenditure assumptions um the first this slide shows you the multi-year projection for the unrestricted general fund um as you can see we're starting the year with the beginning for a projected year with uh projected beginning balance of 9.3 um and ending the year with um approximately 3.8 million dollars keep in mind that in this fiscal year we've already built in a reduction of 30 certificated ftes and the 4.2 million dollars that essentially has been reduced in the budget already that we have not identified where those cuts are going to be um in year 2122 uh we're projecting to begin the year with 3.8 million dollars of beginning balance um and end the year with 3.4 again as a reminder in that year we built in 20 a reduction of 20 certificated FTE um and also um 16.1 million dollars of reduction that still needs to be identified um and then in year 22 23.
Crouch felt and Ann Marie Gilbert worked very hard to find vendors that already had a virtualized program so this isn't something that was just created it was something that was already kind of tested and and beta tested so I think that we're offering our students a really good opportunity this summer for summer enrichment and some opportunities to engage in things that they haven't been able to because of the the self-isolation any other discussion this is Jenna what what are we water what did you come by here with that in the D programs item one pp okay all right good thank you no problem any other discussion this is not a roll call roll call all right Jane pushing carries moving on to our sanities agenda there is one item tonight item 8 award can I please have a motion for item number 12 no by Todd okay second by libra is there any discussion hi Shane pushing carries our financial services again 16 items I would like to combine items 1 through 16 bueller bueller by mark ii by taka is there any discussion uh yeah I have a question excellent tell me about this electric bus grant and the retirement of our buses by entering into this I'm understanding that correctly mr. Giuliano yes this is a really a terrific opportunity that to our attention it just so happens that the buses that would be retired are actually in the process of being retired so we already replacing vehicles so the requirement under this grant and this is the these funds are through the Volkswagen settlement which are being administered by the New Jersey Department of Environmental Protection and what's required is that they want to reduce some emissions understandably some of the research that that we've done Middlesex County has a high level of emissions so if the county has does stand to benefit and they're looking for innovative programs at which this would be because there are no electric buses at this point in time in Middlesex County or to my knowledge anywhere in the state we are looking to replace 11 diesel fueled buses with 11 electric buses we do have the infrastructure at our support operations facility we were planning that at some point in time we would want to have electric buses so we we included the infrastructure when we constructed that facility so now it's a matter of putting the components in so and just for members of the public if they haven't looked at the agenda this particular package is worth four point what was it four point five million dollars what funding all he paid fully funded through the Volkswagen settlement program not a dollar that come from the district and that also includes any type of installation cost and the labor costs there will be zero cost to the district that is our expectation yes what the reliability of we've done an evaluation on these buses as compared to other buses dr.
Sal and for the team because I feel that you have done your best to communicate to parents by your weekly updates your calls which I feel that those things should continue and the surveys that have gone out you have a website that people can access as well so I think all of those things need to stay in place and I love the idea that you're having these breakfasts or hearing sessions and I think you should also continue those my my only I guess idea would be maybe to make the communication or if you want a survey or if you want something to continue like this that maybe you have an elementary one and then a middle school and a high school because there are parents who might have children having very different experiences and questions in in a middle school or an elementary school compared to a high school and so what you've done so far has been amazing and excellent I really appreciate that and we all know that you can make a plan in place today and within another 3-4 weeks from now it could change and so what you have in place with your weekly you know letters and your updates and your robo calls and your surveys and these kind of forms is a fabulous to keep us there I would just now say if you want to have some more specifics that maybe you can just now tailor it to a breakfast for just elementary parents or a breakfast for just middle school or a breakfast for high school or some type of communication and in that way but really very much appreciative the transparency and all you've done thank you very much Thank You Ann Rose and we'll move to Mary Schrag please you okay hi my name is Mary I think we need to hear from the teachers you know I think that we need to get their feedback too and how how they feel about getting back into the classroom and you you know see what their concerns are so that's my question thank you all right Thank You Natasha Norton okay I'm sorry I'm trying to fit at the screen uh it was just a couple things you know the communication is pretty good I get constant emails and calls from Demery schools and all kinds of different alerts which is wonderful of knowing what is going on when there's meetings or just the kid and keep me in a loop but there's two things that have popped into my mind well I was sitting here just as far as a question with um like any kind of staff and it's just it's just an idea what are its teachers drivers anybody that is within a school system that is around kids of possibly having a test on being tested possibly prior to you know we turn it or whatever that plan looks like that's my first question my second one is Jax which is it but what about like that how would they do like would they do sanitizing stations or stuff like that you know - I would say they open the school throughout the school day they're kind of keep stuff sanitized how would they do the sanitation part of it and that's it thank you thank you well that's what's down please I think the district has actually been really great in communicating to the parents you know I get the phone calls and the emails and I think that's great I think that there's not been a whole lot of ability for the parents to communicate back this you know you've had these town halls which for variety reasons that everyone can attend but there haven't been any surveys or anything what I think should really be part of this but I think one two-way communication that needs to go when making these plans is will you send your child back if we do X will you send your child back if we do Y to find the sweet spot of where most parents are okay with keeping their kids in school because you know I have been a homeschooler back and forth through the years with all of my kids at various times and I'm so involved in a lot of homeschool groups and I can tell you there has been a massive explosion in the amount of people saying they are not going to send their children back to school unless X is done or unless Y is done or not at all and I think the district cannot plan for next year on the enrollment of last year because it's just not going to be there and and there's so many things that need to take into consideration with that not only does that affect your class sizes but as I said before that really affects your funding and what you can afford to do and I think that if there's you know that particular question asked and answered they can make a much better plan to find out how many kids they're actually going to have you Emily did you want to speak you okay I guess not and we'll take our last two comments of about 15 seconds our first one is eliana please hi again really quick I do appreciate robocalls the emails the district's website has been updated the individual school websites have been updated the surveys have been great what I worry about are the parents that do not have access to technology or may not be tech savvy may not know how to join a zoom call because as an educator we run into that problem we often have to guide our parents step by step simply to download an app we we take certain things for granted that we are able to do and that we can do well but there are many many parents that I think would benefit from a tool like this that have no idea that maybe it's even happening or don't have access to the technology or don't even know how to download an app so is there a plan to reach out to all of those parents and to make sure that everyone is connected and still in touch thank you and then Annabelle so Nick if you'd like to give us your concerns yeah just a quick thing here one of the things that I would like to point out is the numbers recently are pretty staggering and I mean 216 thousand cases of coronavirus in the country last week thirty-nine cases thirty-nine thousand cases nationally yesterday understanding the dynamics of interstate commerce we are a globalized society to say the very least to what extent are is this a moving target in terms of the Sunbelt States looked pretty darn good about three four weeks ago and now it appears that they're heading for a really tough time of it I just wanted to know to what extent is this a moving target at the level at the district level Thank You Nick for your question and we'll move on to Annabelle who is gonna be our last person today hi good morning so first off I I will be honest I am fearful of sending my children back to school however I do recognize the need for both my son and daughter to return to school in order to meet their academic and socialization needs um recommendation wise I would like to see and I I know my family would like to see is adding additional to teachers at the elementary school level younger students are not always respectful of social distancing and mask-wearing and also in regards to if we do move to a hybrid or a complete social distance learning situation I'd like to see more interaction between the teachers and students should we return to those models either through a direct classroom feed to the students who are at home if we're in a hybrid situation or having teachers available specifically for interactive remote distance learning I also agree with many of the other parents at the high school and also at the middle school levels of petitioning the governor to see if there would be a possibility as to doing a hybrid model considering that we don't know where this is going to be headed and to keep everyone safe and family safe and our community safe and healthy um as for communications I found I believe we need a more district-wide requirements for each of the schools I have children at two different schools and found one school handled communication perfectly we were always well informed and the other school I felt that the communication we were just not getting it either from the teachers or the administrative staff so I would like to see a more district-wide requirements for weekly updates and daily if we do go back to a social distance a daily requirement for teachers and communication with parents as to what's going on that's it Thank You Annabelle so that is going to bring on the feedback session forum to an end so I'd like to turn it over to dr.
