15 million approximately 16 million for 22 23. 21-22 okay okay thank you yes and then for 22.23 uh we're projecting two um start the year with 3.4 in reserve um and the year with uh 3.3 and again that's also uh building already 22 million dollars of reduction that still needs to be identified oh my God um for the restricted general fund a year projection um these are this this is the side of the general fund where we operate our special ed program our maintenance program our after-school program and all the federal um programs that we get money from the federal government um so total for total revenue including contributions in year 2021 44 million dollars and um again we anticipate on spending all the money that we received in that year for 2122 um total revenue of 41 million 41.3 and anticipate on spending that whole amount and then in the last year 22-23 um projected revenue of 41.7 million dollars and also spending um down the money that we're receiving from all those programs and then this slide shows you just a combination of both the unrestricted and restricted general fund um as you can see here total uh projected beginning balance is 9.3 million dollars total revenue um 123 million dollars um and ending the um year with 3.8 again as a reminder um this budget uh already includes 30 for this year already includes 30 reduction of certificate ftes and 4.2 million dollars of reduction that still needs to be identified um in year 2122 um projected beginning balance of 3.8 um and ending balance of 3.4 and this also includes 20 certificated ftes um and 16 million approximately 15 million dollars to reduction uh that still needs to be identified um and then in year 2223 um of projected beginning balance of 3.4 um and ending balance of 3.3 with a 22 million dollars reduction uh built into the budget that still needs to be identified [Music] um statement Reserve um every year that every districts are required to uh disclose um their fund balance anything in excess is a three percent requirement um since we're not showing any excess for all three years um fundamentally this is just a technicality thing so um it's not relevant to us so I'll be skipping the next three slides or just go in it over very slowly and then for next steps um what can we anticipate um so on or before July 1st 2020 the district is required to submit um its uh adopted budget to the County Office of Education um the district is anticipating that the enacted budget will be adopted in the next few days so that we will we will already be um starting um we're on the last page what number number 14.
Valesky and I had had an opportunity at a couple of years ago to attend a an energy meeting and where this particular manufacturers bus was available and we took a ride in it and it was just phenomenal the history on on these vehicles is very good California has been rolling these out in in large quantities so we're very optimistic to to you know to what this can do for the community right it sounds great I just I just don't wanna you know just kind of go into this without now these buses what's how often they need to be recharged because we're running several routes when we get in a situation where they're going to not be available so the vehicles in talking to the manufacturer because we'll be we've been working with them in preparing the application and so if I remember correctly the the vehicle charge would provide for a hundred and twenty five miles of travel on one charge so that would easily provide for service throughout the course of the day and then at the end of the day buses would be returned to home base they'd be hooked up to the charging stations they would charge during low demand periods and for the next morning they'd be ready to roll again just to say Jeff on that visit Bernie referenced it was actually part of we received quite a few presentations from a bus company terms of taking part we were given large amounts of information so no board meetings we had presentations bus company with a lot of information and then there was the on-site visit so this is something that had already come up a few years ago just that that provides you any comfort level but the source of power you know in a power outage or something like that what what what ever happened today that was a program that was initiated by if I remember correctly was a public service electric and gas they were looking for proposals that would provide for emergency sources of energy in it well in the case of an emergency such as what we experienced in Sandy for example so one of the plans at that point was we had identified some locations throughout East Brunswick such as service stations which create function without electricity and where the vehicles would have been deployed to be able to provide power so that the gas pumps would actually be able to continue to work we were not successful in that process we didn't receive any kind of feedback actually it just kind of died but that's that's what you're recalling it was a process that was intended to provide for emergency services so that the vehicles could be deployed for that purpose Susana you were involved in that I think or I I was not part of the team that was running that solicitation at pmj so for full disclosure I work for C a CNG I work in the department that issued that solicitation and and Bernie is correct so we were not successful in winning that it was a competitive process I do have a question on this one this grant a competitive grant or is this the bunch you know kind of first-come first-serve or what you know what's the selection criteria for this one the information that that was put out doesn't really specify the the that it's a competitive grant although I would imagine that they are going to provide they are going to assess what these look you know what these proposals look like and the extent to which it meets what the Department of Environmental Protection's objectives are I think one of the main things is the impact to reduce pollutants within high pollution areas dr.
Tsao at this point well thank you everyone for taking the time more questions and answers for me I love being in danbury and my value is a much affirmed when I hear their concerns all of you have for the youngsters as I do we will continue to work with the state I think the the conversation around our space challenges I will tell you has been heard loud and clear in the governor's office in fact in their conversations and they do speak about amber and our growth there's only one other town Mnet's accelerated as we are so that's and that's in the formulas somehow I don't know how many now we are going to be given the option but they asked is appropriate and I appreciate that this solidifies my thinking with that what dr. Salim II want to do may not be in concert with what we're a spa and guidelines options are clearly something that's important I hear that I think parents are both sides for various reasons and that might be a reasonable approach but as you know I think was marked that asked um the first step is back which we're a little surprised so we need to work through that the question about would it be different the governor are through the commissioners communications you know in a month and maybe get them that's right a plan has to be threefold the second is the hybrid by requirement but in case things change dramatically where they need to move off of everybody attending every day so that's flexible and it's iterative as it develops I will take all of these this information we have a committee that's coming back someone did ask about teachers we claim they have a similar forum for teachers and one for administrators to put that on this their table about how we could operationalize this they are with the kids they're in the classroom they can best inform what we ought to be doing we might not be able to do it at a hundred percent someone talked about more buses more faculty you know we will try the best we can and I think that's the conversation with the state when we talk about our plan it's not about not having resources about trying to do what's right and then having a lens to respect in fact the challenge is a space that we do have so I thank you so much for for being here today and I create all goes well and as things develop I will get information out to you by the 24th it doesn't have when has to be filed at the State Department between now and then as I developed something I will alert you do that and hopefully you'll be able to comment and help me guide myself through that process I know the board is credibly appreciative of parents they can time to do this as my staff is so thank you again and stay safe great thank you dr.
hey thank you okay so um the district will be revising um if adopted budget um in the next 45 days to reflect um changes based on the um inactive budget and so some of the biggest difference um that we're seeing uh right now um from the movie vision is that uh for state revenue um that 10 cut that the governor is proposing will go away lcff will be funded um at the 2019-20 level um however there will be no Cola for for next year lcfs funding um we're still waiting on information for what lcf is going to look like for year 2122 and your 223 um so that's going to be very significant in terms of um you know what other changes we might need to or what other adjustments that we might need to make when those information comes out um with respect to Federal revenues um we call that um the Corona virus Relief Fund uh the governors proposed to allocate that just for um concentration districts uh while the legislator wants to allocate that um based on the lcfs formula um the the final budget kind of land somewhere in between so they kind of split that money into two parts uh one of the allocations going to be based on a portion of the district's supplemental and concentration funding for all on block itself we're projecting to receive 5.5 million dollars um and then the other um part is where they're allocating based on the lcfs formula and for that the districts is participating on receiving 1.5 million dollars again I want to remind and emphasize that these um federal funds for learning loss are restricted for specified purposes and there is a reporting requirement for on for any unexpected funds that the district has um what we're waiting for is that we're expecting the Senate to take a final vote on a state budget um by today um the assembly is expected to vote um by tomorrow on June 25th and that'll be sent to the governors um where we're expecting to sign that budget off um on Saturday June 27th and with that um I'd be happy to take any questions Marcus unfortunate fortunate interrupting because I because I don't understand what he was saying it wasn't coming out clear at my end um so I would like to request that I get um a recording or a copy of what he was saying because there was no 14 page on my book and I tried to follow and there was no Federal um when he was talking about the federal money I kept looking for it I didn't find it so um this was a little complicated for me it was a little hard for me because I could not hear so I am requesting that I I do get a copy of what his report was thank you I think we can do that correct staff thank you okay and um just um I mean no no answer needed now but trustee Marquez I'm just wondering um if you'll consider in the coming month or two um I think we do have the ability and the resources to get you on a district laptop and get you all set up easily to be able to see this because I I know you are at a a disadvantage in some ways when you know when you're on the phone and I really would want for you to have the same you know the same opportunities that we all have to see the presentations and and you know all those things so something to consider potentially hopefully in the next month or two and I believe staff can easily set that up and and we can make sure that you don't miss out on on stuff that we're all getting so thank you I appreciate your consideration uh so any other questions or comments from trustees about um Mr Chang's report and thank you for your report Mr Chang uh I see your hand yes uh thank you colvera um and I did received um yesterday so I appreciate the outline um I guess one question just at the end of the presentation that just comes off the top of my head the covid-19 funding um I know you talked about it being specifically allocated for you know certain purposes um but does that mean then that we're able to then shift certain things so that um that would align if uh once received uh yes but they have to beat the parameters of what those funds are intended to be used for right I'm just saying right now we have certain things allocated but once we receive you know when if we receive that money then we can then shift money that maybe wasn't allocated specifically but then they would alleviate I guess um eventually or another are you saying that things that we currently have allocated in a certain way that would be covered by these new funds could then um free up those funds to be used on something else because they're now being covered by the new money right that okay I don't know if that makes it more clear or more eventually it's still a plus for us that that money will come in allocated for specific funding related to cover 19.
Valesky you're muted yes I'm sorry about muting myself I just wanted to say that one of the things we could expect if we are successful in obtaining these buses is that we would be part of a test that giving feedback to the manufacturer on the utilization of electrical bosses in particular you know with with a load and in winter conditions what kind of life do we get those kinds of things and feedback to the manufacturer so I would generally expect we would be in conversation with engineers the manufacturer throughout the term of this module and my question is is it a hybrid bus or is it a is it the specifically electric it is an all-electric vehicle I mean we were even around town we have more electric fuel stations even if you look in the Brunswick square wall there's a bunch and so that's really the way a lot of places are going and honestly I would feel safe having my kid on that bus so thank you for doing this for the air as well the electric buses that's one of the things that will do is it will clean up the air locally you know let's let's hope for this and as well there's a lot of other initiatives focusing on electrification so it's not this one there'll be other ones and I think you know Bernie and the team here have had the foresight to prepare our our you know infrastructure so that it's ready for electric vehicle so if not like I said if you know I don't I don't know if it's competitive or not this one but there I think there'll be more opportunities as what I'm saying there's there's definitely a focus on you know improving an environmental impact through electrification Bernie I have a question are these buses radiated in terms of safety in the same way that of traditional combustion engine buses yes they in order to operate in New Jersey they must pass and meet and pass all of the requirements for a any type of school bus that's operate so it does it meets all of those criteria that was one of the first questions that that I asked there was no point in going down a path for buses that that we would not be able to use and they do meet all the criteria and that's all the safety criteria so we would be in good shape with that sustainability it's a I'm just initiative you know as Suzanna pointed out what it will do for the environment alone and I think it fits along with what we've been trying to do as a district to harness things that are brought to us that can increase our ability to be sustainable in all aspects of operations I think it's a great thing I think one of the things also in terms of vehicle maintenance because no one asked about that vehicle maintenance really is limited to tires and windshield wipers battery this is the vehicles of is anticipated to be being able to meet the 15 15 year plus and actually the company has been the company was talking about how they are going to be deploying the used batteries after the 15 years and used batteries of this type are actually going into other kinds of projects because their life is longer than what we would be able to utilize for purposes of a bus so we should have no problem with that if I may add I'm just looking online over here also the the battery is that eight year warranty and it has an electric motor that actually offers more energy than the regular motor that we have now so if anybody is interested to see more you online cuz it's a lion correct the lion bus's lion boss yes yeah we lie in electric calm and I'm not sure if it's our particular one but they explained in detail and these buses have zero emissions in our efforts to try to help the environment this is a wonderful step phone rings also Barbara thank you for bringing that up because this particular vehicle also in certain points of its operation recharges the battery to a certain extent as well so it's not just throwing their points in the operation where it's working to recharge so yeah it's quite good quite good I had a question two things I remember references the Charis funding that we're receiving Cara's emergency relief Fran um Bernie or dr.
Tsao I'd like to thank everyone for attending we certainly treasure your thoughts concerns and ideas he's safe and be well and we'll be back in touch for our next forum thank you thank you
I'm guessing you know we'll have those guidelines but then eventually because we had already allocated money the money that was allocated for those specific guidelines can be then redirected somewhere else yes but fundamentally that that is possible uh we're still waiting on cleanup language and clarification uh from the trail Bill itself um but so as long as um you know those funds are being used for whatever sets of purposes that has come down from the state uh we're allowed to um kind of shift those funds to pay for those expenses for the services for that only can you repeat that so that this is one-time money that's earmarked for only that uh is it restricted yes yes it is one-time money um and they have certain restrictions that we can use that money for any other questions or comments I have a couple of questions um first with respect to the the one slide that you had about restricted funds that we're drawing down to zero and projected in the next three years um you know which one I'm talking about yes okay so um is that typical that we draw down to zero in a normal year um and if not then what would we do if I mean I'm assuming we're just going to have to be very diligent to not spend past that but if we spent past the zero depending on how things worked out would there be some cushion in terms of how we would cover any expenditures beyond that which my assumption is again that we wouldn't do um and so I guess those are the two questions around that is it do we normally draw down to zero and I think I know the answer and then if we go beyond that what is the the remedy or the the way we handle that yeah so so typically on the restricted programs uh we typically don't draw down to zero we do have some carryover um that's pretty typical um but those carryover can only be used for um you know restricted programs um so they can't be shipped back to the general fund or the unrestricted general fund uh for any purposes that the districts wants to use that money for um it's a little bit of a background um the biggest program on the restricted side is our special ed and uh maintenance program um and our special LED programs um typically uh would receive a contribution from the unrestricted general fund um and that ranges from you know uh last this year alone it's about 18 million dollars that's the unrestricted general fund is contributing to um special ed programs um and for a routine maintenance uh we're required to control 53 from our unrestricted money into the restricted side and that's approximately Four Points four million dollars and we typically use all that money um the other big programs are the after school program uh where um even if we um don't spend all that money um any money that we have in reserve and carry it over to the next year we have to use it for that and then on the federal programs uh for example title one dollars uh you know their their certification that you can only carry so much from one year to another um and even in those programs um if you have carryovers you need to spend that uh based on the parameters by the federal government okay and then so I'm assuming that you know drawing down to zero there's not even a a razor thin margin there there's zero margin so I'm assuming that we just ensure that we don't go beyond that those expenditures and do them do then the question was how would we handle that um we yeah I mean we we try to be mindful and we do our best not and we haven't had to gone over what we receive and restricted dollars uh particularly for acid also for um for all the federal um all the federal funds um so we we've been maintaining or staying within um you know the easy amount doctors receiving so it's just a matter of matter being diligent in those things okay and then um the other question that I had with I mean obviously we're not unique in in the city when you know you we talk about this 22 million that's out there so is there right now amongst other districts or you know jurisdictions or other you know amongst your colleagues and peers is there any like what is the discussion about how people are thinking about this and and you know trying to get a grasp and and begin to plan out ahead is there any I mean it's pretty sizable obviously so it's hard to think how any of us are you know expected to plan for something like this right now and there's been enormous conversation um at you know the the CBO level regarding what plans they have in place um and a lot of the information right now is very um early um and as I mentioned in in one of the slides that we're still waiting on information for lcsf for year 21 22 and 22 23.
B if you could just talk again what exactly what comes money for do you want me to or you want to feel free that's fine there's there are there are specific purposes and I think your let me see I'm sorry president Packer which item wasn't in your finance 30 oh yes 14 or make sure I got we have a number of there we go oh sorry I might be old yes we have there there were specific requirements that the money can be used for they could be used to deploy technology used for building Santa sanitization or for for mental health support for students and staff and we had already identified as board priority of investing in you know therapeutic counseling and support for our students primarily and then you know being able to point staff in the appropriate directions to be covered by their own insurance so that became a high prayer we had already invested in technological infrastructure to support our students distance learning and we've already done a very very robust job of getting prepared to sanitize their buildings even before the closure for the pandemic so we felt very strongly that the focus of this funding should be on that mental health component by the the carers Act it has a two-year life so it would be used over the course of the 2020 21 school year in 2020 122 school year so just to make sure that the general pomp just ends because I said it's a nice amount of money yes we just must be given to the school district that we just add to our general fund budget this is for very very specific purposes and I'm assuming we're going to have to provide backup and justification for every penny of it absolutely and it's very tightly controlled so that's why you know the fact that we had already done performed an RFP and have a have a response to the RFP it's aligned with what we had already planned in advance of the carers funding it helps support our recovery on the fundamental health side very nicely for the next two years just one more question Bernie do item 14 of the schedule 2020 21 township of East Brunswick there had talked and different policies changing the deadlines and providing people with perhaps tax relief I just want to know us being in shape we see from the township we receive what we were supposed to schedule has been right on time no no issues and the payment schedule for the new fiscal year is consistent with how it's been developed in the past so we've been they okay at this point and any update on funding from the state no other than the report that I provided a few meetings back we are still looking at the reduction of approximately 1.6 million dollars in next year's budget that's an additional reduction from what we had originally incorporated into the final budget we've not received any guidance at this point from the do-e that's what everyone is waiting on as well as whether there's any supplemental information to come as a result of the governor's anticipated budget message that is slated for the end of August though right now we're just holding steady waiting we have been working and I don't want to give the impression that we've not done anything and just waited we we have been working on some alternatives and we'll be having appropriate conversations with the board when is the next scheduled any payment from the state usually the state actually state payment that would normally have come in July is getting pushed off so there's a bit of a delay on that but the amount is really not substantial it's not going to hurt us okay thank you any other discussion okay well the secretary please call the roll this is gieux mistress is Mark yes with his blob yes mr.
um that's gonna um help us with our decision making in terms of um where the funding level lands uh for those particular years um obviously um if if it improves um you know we would have to I mean it it'll help the district out in terms of um you know what what what what adjustment we need to make um in terms of the adjustment itself um I think a lot of districts right now are struggling um with how student I mean with how school is going to open in the fall and that's really going to drive a lot of decisions that's going to be made in terms of um you know what adjustment we make to make we need to make um going forward um so there's a lot of things that's a very fluid uh um but we're I mean those are the conversation that we're continuing to have okay thank you thank you very much I have a question interesting Marcus is that you I think yes thank you okay go ahead hello you spoke about um the um there there was a cut of four million something cut um is that the cut that's going to go towards the eight or the 9 million that we have to address I'm sorry hello yes I don't quite understand your question can you repeat that well well I could I could not understand where that four point something million uh cut was because it were I couldn't understand you and um and so I wondered if that was a 4 point something Million Dollar on on the the deficit that we have to address and and what is the amount of the deficit we have that we have to cut is it eight million is it nine million yeah so so the 4.2 that I mentioned for year 2021 um that's on top of the eight million dollars that was previous mentioned um eight million dollars of the reduction that we've already built into in terms of reducing certificated conditions um in both 20 uh 21 and 21 22.
Hogg you voice changed yes mrs. lakhs yes this is Rhys what mr. Simmons yeah mr. Winston yeah president Becker yes motion carries we have one item on our services agenda it's a contract when you will can I please have a motion for that goodbye Jeff is your discussion my abstain motion carries I'd like an item to combine a motion to combine items 1 2 & 3 on our Human Resources agenda please okay whoa is there any discussion well the secretary please call the roll this is chuh yes mr. sir smart it's his gloss yes mr. Hong yes this is lacs this is Rhys yes mr. Simmons yeah mr.
um so over those two years um as we're producing staff in that area that would cover the uh approximately the eight million dollars that we initially had to um cut from our budget um based on the the the cuts to our lcff dollars for this year um the 4.2 is in addition to what we would need to make in order for us to meet our 30 requirement um and then so forth going on to the next year you know the 16 and the 22 um in the two subsequent years so so you know and I I wanted to ask you a little bit about cash flow that's that's something we can't even talk about because of the deficit we have we have no cash flow correct uh we we have enough cash right now um to cover us through the end of uh December you know with with the state proposal um what they're doing is that there's I mean the deferral is huge and so what every district is having to do now um is to issue Trends which is a short-term uh debt instruments to borrow cash for that particular year um to cover all of our obligation until um the state has the capability to pay us and so the proposal and the final budget is that um there are some additional deferrals that are going to be imposed on the district um and the deferral starts at early February um of next year um but we've done our cash flow projection um and we have enough cash on hand um to cover us through um through December but we'll need to look into uh between Trends in in the near future to cover the the amount of the pearls that the state is imposing on us I see and so and so then we're actually I I don't know how we're doing this so you are putting together the eight million dollars that we have you know we have these obligation to do right and you're putting it onto or tag it on on to the 2122 as well because you said the 4.2 is on top of the eight so that would make it 12 million that we're looking to cut no no so the the 8 billion was over the two-year period um and that would be taken care of the reduction of 30 certificated staff in year 2021 and um 20 certificated staff in year 2022.
Winston yeah president Packer yes motion carries moving onto our student services agenda can I please have a motion for items 1 & 3 3 Eileen will second by Barbara is there any discussion I had a question um in item number three there's a very long list of approving out of district placements do we expect that dinner provides tomorrow and throughout the summer we'll also be in reference to these special or private schools where we send our students to important I don't know how much we have to pay before September but if the situation changes what are we going to be looking at in terms of getting our money back or I mean of course there's always about what the options are viable options for educating these children as we need to but just in terms of the financial aspect of it trying to be responsible for before we know if they're even going to open president Becker I think that the guidance the governor is going to offer tomorrow will apply to all public and private institutions including those that offer services to our students that we didn't district placements I'd like mr. Jacoby to weigh in on the financial obligation once the board takes action on this because there are services that these these entities have been providing to students in a virtualized environment obviously it's not the face to face environment but our place had to shift and that was a requirement that was that was laid out under the law and reinforced when we when we closed our facilities the services would still be provided to students but it in a remote remote fashion and connection with students as needed to support and therapeutic opportunities though mr.
I'm sorry 21 22. and now the the million dollar question what got us into that deficit which one are you talking about well we already did the 14 million and now we're doing this this 8 million what got us into that you know what was it that it was we went into a eight million dollar deficit yeah and and I think the biggest issue is that the district is continuing to um experience declining enrollment and so that's taking away a lot of Revenue that the districts will be getting so uh the reduction is to align Staffing with um the projected loss of students that we're we're looking at for four years we know every year we've had a decline you know 300 or so students so how is it or 400 declining of 400 how is it that we did not start managing four years ago to prepare for the final the Knicks for the next year for 400 that you know it could have saved us to get us into this deficit that I don't know where it's coming from other than um it looks to me like the deficit I mean the deficit is going to be cut again on csda you know and they're like our lowest paying groups that's the lowest paying group I don't know how much you're gonna get out of that to apply to the to the deficit and if you can give me a number of how much you know I saw that there was eight you know ate them they were being cut correct correct are you referring to the resolution later in the board agenda yes I am referring to that because I mean I honestly if my community was to come and ask me he goes God what did you guys do what did you guys buy what did you spend that you have eight million dollar deficit all I can say is we lost kids well if you were losing them every year how come you guys didn't prepare for that why did you keep getting the deficit bigger and bigger and bigger I can't answer that because I don't know why the deficit got that big I couldn't even answer why we had a 14 million dollar deficit last year I mean you know when we when we when we cut that 14 million so I mean you all I'm hearing from you is that the children we've lost they cost us that money is that it that's I mean that's that's one of the reason why um you know the district has to make adjustment I mean losing students equal losing money I mean there's also increases natural increases in expense for example you know the stairs and per special ed all those programs um you know naturally goes up uh year after year and the state hasn't been able to keep up with the funding in terms of um on a comparable when you compare what the state is providing Us in revenue and the natural uh escalation in operating in school districts um you know there's a disproportionate where you know the expenses right now is exceeding uh it's outpacing what the state is giving us in Revenue um so that's that's another major reason why um and we're not the only school districts that are making these massive Cuts I totally understand that but the disproportionate that you're talking about for me is that I am looking at the cuts of being done in in in two meetings you know is being done with CSEA so I don't know how that can help us with those huge numbers because that's not what they cost us they don't cost us anything like that and so it doesn't have to drive it does not match you know and so for me it's um it's I cannot put it together when I look at it when I talk to my friends who are in the finances you know I'm going like does this make sense to you because he goes well what did you spend or what where what got you into eight million dollar deficit and I have to say I don't know I mean we're we're losing kids like everybody else is losing kids yeah well there's got to be more than that so if you recall in this presentation uh we're not only I mean we're also reducing certificated staff um I mentioned that we're reducing 20 certificate of Staff uh in year 2021 and an additional 20 certificate staff in year 21-22 so um you know it's not only one unit that is getting impacted from these reductions so is that is that in our binder in our book the certificated one yes is it because I all I remember is looking at the the sea one it's in the presentation yeah okay wait a minute in the presentation but not in the book that is that correct the certificated reduction are not listed in the book it cannot be listed in the book cover up because those had to have been noticed in March all we can all we can show in this book are classified cuts and all I saw was low low one hour people two hour people I saw very low low ones I mean when you got classified managers you've got classified supervisors you could other ones up there and I don't see any of those I I don't understand so is there one more specific question because I know trustee has a hand up and trustee Chavez as well well look because he's not answering my my concerns and let me tell you I'm just going to finish with I I'm I'm just addressing covera I am very very concerned that all we have for a cash flow is till December the end of this year and and and if my colleagues on the board do not understand what the cash flow does or what how it works then they really need to go get some training because that's the first thing I look for is the cash flow and this is very alarming and if people are listening out there you have something to be alarmed because there was no no response as to what got us to this amount of deficits every district is having these problems but we should have been preparing for them if this was an ongoing loss of ADA you know of enrollment that was going out I'd like to you know president if you do this to me again I'm really going to object I I respect you and everything but you know when I'm calling somebody on the rug and on the carpet because parents are calling me and you want to interrupt me before I get a satisfied question I will address you because this is very very rude of you but everyone tells me that you're very realized sorry that I saw it today you know I'm actually well I actually um just for clarification several I'm trying to look for spaces in in your comments I actually waited several times as you pause um so it's very again as I mentioned without being able to see you visually I just see a little phone symbol here so it's hard for me to determine when you are done or not so I apologize if that you know has impeded it in some way but you know it I'm I'm doing the best I can with the with what I'm able to see here and so and that's why I asked you a question for them small comments more common insane is this your are you done you know it's fine but to just go ahead and call a colleague of mine well I am still trying to not only inform the community that's on tonight but to inform myself as well because I don't get this nothing matches it's just a bunch of numbers bunch of numbers and nothing tells me what how we got to this deficit this district is not going to survive in the last four years look at all we've gone into deficit deficit deficit deficits I'm sorry I'm done I'm done okay thank you um so uh cover I just wanted to direct me on that the page of the actuals and then um the projections um where would the police um fund what area would that be covered under um which side are you looking at trustee I'm actually looking at our um book page one um just the projected the actuals and the projected the list where it talks about the expenditure the revenues and then breaks down the expenditures so I'm wondering in the expenditures area would uh the police funding be if when when we did put it in yeah so um it would be in your line item five thousand series okay um and and that would be where we've been paying for independent contractors in the past okay I just want to make sure that you know I follow it and then zero for the projected um you know three years as we discussed um and now I I do want to thank you you know I know Dr Bauer you've given enough time to um ask all these questions um and you know uh but I know just as a um as the peer uh uh District uh trustee here um I think maybe we should even you know consider uh putting a Time on our comments and questions just you know for future reference because I know a lot of times we spend a lot of time on our own comments and questions okay uh trustee Chavez um one of the questions yeah to Dr Bauer was we keep seeing the projections for the next year and uh we know for a fact that we keep losing 400 plus students so when we do the projections and it's only 200 on something so right off the bat to me that says you're not giving the accurate projections that have been every single year we've been losing 400 so and to me that's like a false number because you are not putting in the 400 you are actually putting in that we will probably be losing 200 and something students which will throw the budget off immensely and um I know that uh Dr Bauer told me that's the way the county did it or recommends it to it or I forgot Verbatim what she said I just feel that we need to be doing the actual numbers or or get uh an average of What has it has declined in the last five years and it's going to be 400 and something because it to me it makes it like we're counting on money that's coming in that's not and that gives false projections that gives a false sense of security if you want to say with the budget thank you and uh was that a question or um why do we keep uh making the projection that we're going to be losing 200 something students rather than doing the actual number the numbers that are being faxed we've been losing 400 plus students every single year why aren't we doing an uh an average and taking that and doing the project and doing the projection and before before doctor was going to respond to that I just kind of wanted to also Echo that as well I think um but I think I you know I'm not sure if I mentioned this in in a public session or in a one-on-one but you know I think in the initial years it seemed like it was you know we were projecting and being kind of um you know as as trustee Chavez is saying we're projecting low but as the trend continued I've I have felt that we should at this point almost take like worst case scenario that the projection should be worst case scenario and very um conservative and then if we end up overestimating that's easy to to dial back but um I know obviously it's there's it's a very difficult task to project something in the future but I do think that at this point and if not even sooner we really need to take a very conservative approach to these numbers and so if you could speak to that after that and then trustee Chavez what Dr Bauer okay thank you thank you I mentioned to see Chavez yesterday that we were using our demographic study that is off right but we as a district needed to continue uh using those numbers because that's the those are the numbers that that we have in terms of a study the Bay Area has experienced an accelerated Exodus of people uh you know we're not the only ones all the districts so um we are gonna need to have a new demographic study I'm not sure how accurate it would be especially after coping 19 right so um that is the answer you asked me ask me where are these numbers coming from and why are they off and I agree with you trust me I know they've been off but that is where they are coming from so we need another demographic study absolutely and that's that's what that's what this is all about trusty Quintero oh that's where I was gonna go that um the numbers can't just come out of uh a nice guess or something they have to come out of this very very fancy report that was provided to us by a firm that provides the numbers so um that's why it's based on that and also I'd like to remind us that when we just said okay well let's just shoot for 800 and if we don't fall off that then we're in good shape it probably works for you know um if you're budgeting for yourself as an individual but but these decisions that we're going to be making are going to impact people's lives and so if in fact the uh numbers don't come as high as we had projected we just wound up making a bunch of cuts how to fire all kinds of people people that you can't easily just get back all based on assumptions that were not true and imagine the response that we get from the community when you're tripling up kids in classrooms you don't have enough teachers that you wound up letting go because you wanted to just say let's just go hire him see where landlord so I've not intended to throw it back at anybody but the reality is that we is a word in Spanish for budgets you're presupposing and you have to walk this fine line of what is it I'd rather go have to make these tough decisions after the fact when you know what the numbers were higher but you know we didn't put people out unnecessarily um and uh and so it's it's that fine line of of trying to guess Madden use that magic that uh crystal ball and see what how many kids are in fact not gonna be here how uh how many are going to um are in fact gonna show up so that sort of point the point I'm trying to make is that it's a very difficult task and I'd rather fall on the side of not just really nearly letting people go unnecessarily when the numbers don't come out as bad as they as we and we had uh not I also like to uh mention that uh there are there have been efforts at the districts undertaken uh to go ahead and stem the loss of of our of our students to Charters and in certain instances they actually panned out where strategic Partnerships that we had with organizations allowed us to go ahead and push back on one particular Charter that was growing and they stopped and we were able to no longer have them continue to remove our students from our Public Schools so um those efforts obviously need to continue you need to move need to move forward and we need to stop the bleeding but the idea was to not just simply let go of everybody if in fact we can go ahead and turn back the tide then we were going to need a good team of folks to be there to educate our students and so um I get it the number is is a um is large but it's something that we have to deal with and like I said I'd rather not I'd rather not um just simply let go of folks and then after the fact say oh in fact we actually the number the number the last the decline enrollment wasn't as bad um the questions been asked over and over again you know where did this come from where did this come from part of it and you're looking at the last few years was the help the the years of hell that Alum Rock lived through and I apologize if anybody's offended but that's the only way of describing the last several years that we went through that took away the attention from everybody at the district to solely focus on the response to this hell um that was like that was in large part due to the decision of certain members of this board some who just called in earlier uh former colleague of uh of mine uh Karen Martinez who voted for a non-existent contract that didn't exist um individual in question just was arrested in Southern California yesterday and for going around and providing contributions illegally to people um and so my colleague here Marcus was one of the people that refused to end that contract and so for my colleague to sit there was Marcus and say what happened and where did this come from and not really take responsibility for the hell that Alan Rock lived through the last several years that led to loss of trust from the community is really really disingenuous and um you need to you need to take up responsibility and you know it's more concerning is the fact that the gentleman was arrested for contributions we censored our colleague uh earlier this year for the fppc findings related to her so so trusty Chavez and then immediately to trustee Marquez after that thank you if the numbers are off they're off and um and why would you want to be inaccurate and how long do we go in the wrong direction um doing the same thing the same way then if you don't want to use the 200 number I mean the 200 numbers and plus is not accurate so we I believe should use the historical numbers uh and and not what is used today we should apply the facts and the facts are it's 400 something students that we lose every single year that way our budget will be more on point thank you thank you okay trustee Marquez I'm learning to address what my colleague was was commenting and I'm hoping everybody that is listening out there I know you have a perspective of trusty quindero but first of all the hell that we were going through was created by Him and some of the community members that started calling all of these agencies that came out here and investigated and had us under the microscope because what did they find that the business department never had a CBO for I don't know how long that the budget had never been con um uh reconciled so we didn't even know what kind of money we were spending we were just spending and spending and you were just giving the superintendent every recommendation she wanted and we honestly didn't even know what the budget was everybody understands reconciling a check so you know how much you're going to be spending in your home well figure out on a hundred million dollar budget that had not been reconciled and at least two to three or four years we don't know how many was then there was this I don't know how many bank accounts and I asked twice three times for a forensic investigation an audit so that we can find out where the forensic got it Page by Page expenditure by expenditure what happened because we were doing fine before the last four or five years now so know that I I was dinged yes I was ding but it had nothing to do with anything that you said anything because you voted because Andre asked him to voted for the deltera Andres Quintero pulled me aside and said that's the company that I think is going to be good for us good for us okay okay yeah he was all I was all so I I you're trying to picture or paint this this this thing that that it was just the hell we were going through no it was the hell that was being created by all of these issues that the figment set and it said at the time fire the lawyer the lawyer at the time who had made that daltera contract was you you got a three vote there was three of you you guys brought him back after they set fire no speak to facts speak the truth because it's all in the figment report but it was all this chaos that you because you stood up and you said and I said you called the fppc are you accusing me and I said yes and you just pounded your chest and said yeah that's right I did I I'll take it uh you know I'll take credit for that so you brought all this chaos to Alum Rock School District and it has continued declining since you've been on the board giving the vote to expenditure and expenditure uh-huh we were told sixty thousand dollars for a superintendent office that was fixed after the libraries were all closing libraries was gone that expenditure in that and and that fixture never should have why because all the other districts have wonderful things and wonderful places that's what you said and then you come to the east side and there's and now all this not this all Antiquated places it looks all bad it looks and now it looks great no we should have never spent that kind of money with a slap on the CSEA members of doing that kind of expenditure from the general budget and I can go on and on and on Andres and I will take you on one on one or I will go out and anybody wants to know anymore they're welcome to call me because I will tell you I will tell them what the truth is you are part of the problem the solution you young man cost us the assembly seat you ran for the assembly seat on the last minute when a Latino could have held that seat but you threw your name is split the vote with Latinos you cost us that seat I am so upset thank you thank you this sounds more rude to me actually but uh at your request um trustee Marquez I'll ask are you done thank you very much I am done okay thank you um I just would like to say a quick word that obviously you know there's been a history that we all know about here you can't take away from that it has impact on going forward and all of those things and I'm not here to minimize comments from either of my colleagues because they were here prior to me on this board and and you know they have something to say about their time there I just would I think in some way focus on the issue at hand which is and you know as long as the conversation is centered in that direction I think we're on the right track but I'm just mindful of us and I'm not going to say anything you know I just at this point I would just like to ask my colleagues let's refocus because our you know our our kids sitting in those desks or in front of their Zoom classrooms or whatever don't care about this stuff I know it's important but the things that are important going forward is what I want us to hopefully um get back to so um trustee Quintero I know you had your hand up no it's sad it's sad because Marquez goes into this entire dire tribe every time anybody calls her on what she's done and the fact of the matters the community needs to know I I promise you that I will allow you the opportunity to respond but it in all fairness if we're gonna continue down this path tonight which isn't I think unfortunate but if we're going to continue it you know we need to allow each other to speak and speak strongly in your time but we can't and would you respect Mr President didn't you say we have to focus and just move forward you're allowing him to take this conversation I was recognizing now yeah yeah [Music] there's nothing I can do I don't have the ability if it's for something that we're moving forward on this issue right here with this budget so at this point I'm gonna this one I'm gonna go ahead and do um and that's I mean I don't like to do this but um Mr Ruiz do I have within my authority the ability to move this item forward or or is it yes you do yeah yeah president she just took over the entire thing and did not allow us to speak and and is big and so uh president Milano you'd recognize me so I'm gonna go ahead and move forward no several allegations and accusations they're a political attack and so um the fact of the matter is I failed you look the fact of the matter is that right it is you if you can move forward with this agenda hello is there anything I can or anything I can file a recognized member to have the floor and speak in this format that we're using here with zoom other other than asking for cooperation of the other board members you could probably direct the moderator to mute everybody else that you have recognized okay just in in order to um for this particular topic only just so we can continue to have um meaningful dialogue and not talk over each other uh Mr Gill can you mute the mic all of everyone's mics um accept unfortunately but myself just for purposes of facilitating this and the person who is recognized if you have something that if you would like to be recognized please oh but trustee Marcus does not have the ability to um let us know I'm just going to do this this is a very difficult position trustee Marquez and everybody I'm I'm I'm actually pleading with everyone to be respectful of the person who has the floor and I will make give my word and promise that when I give you the floor that I will have I will have the same respect and um discretion with your turn as well I have recognized trustee Quintero at this point and I understand that you people have comments but please respect the the protocol of and Robert's rules in terms of how we're running this meeting um then then president go ahead and do you want to recognize him but give him the boundaries comment make your comments only if it's directed to the issue that we are telling here the budget and just don't take it back on one of your colleagues all right thank you uh president so a lot of allegations were made in accusations against me um and I am proud of the fact that I stood by uh Law and Order and the fact is that uh well There She Goes Again Mr Gill I I hate to do this but because of the format that I cannot see trusty Marquez right now I I I'm gonna request you to mute her mic during only during the time when trusty Quintero is speaking because no way you do that and you think my right away I will come down on you legally do you understand you understand that you are there to facilitate not to take my rights away mystery release is this something that I can do in order to facilitate this meeting and share the media again speaking trust speaking Federal can you mute the mic for trustee Marquez and I will also say in In fairness that it is reciprocated when trustee Marquez is speaking even though I don't I haven't seen this to be a need but just in the terms of reciprocity can you also mute trustee confero when trustee Marcus is speaking just trying to be even-handed and fair with that it's not I'm just trying to facilitate this conversation thank you everyone for hopefully understanding and thank you Mr Gill so trustee Quintero you have the floor thank you so um you know as I was mentioned Joseph was attempting to to speak uh there was it was in regards to um the accusations that were made that I voted for deltera the fact of the matter is in 2016 four members of the board voted for Delta was not one of them it was a blank contract that didn't exist and that was that what I was referring to the dysfunction the problems that were existing at that time and uh it's very very flabbergasting and very concerning that our colleague is concerned about the cooperation with law enforcement regarding the investigation that took place with the individuals in question of that firm um we see an arrest that took place involving contributions or our colleague was uh digged for a five thousand dollar questionable contribution to this day we don't know where it came from or what happened to it and so I think their valid points about the stability of the district that I was Raising and so with that I just wanted to go ahead and clarify to the community that I was not one of the four Martinez Marquez uh Tron and um and Atlanta were the ones who voted for that contract not once but twice they would for it even though it wasn't existence the first time once they came back and it is still questionable they still moved ahead at the explicit uh record uh when the these when the administration had recommended not to move forward with it and so those are all things that the community needs to aware of because there's a lot of accusations that were flying up there throwing around and um and so even when we tried to clean this up and say part ways After All This Disaster or colonicas and uh her allies were the ones who kept on continue to move forward in that direction of maintaining the status quo that led to a lot of dysfunction a lot of problems in our district and so just want to make sure to clarify that for the community because a lot of a lot of accusations are thrown thank you for the time thank you um just before we move ahead release um do I also have within my purview the ability to put a cap on this particular item or um to my colleagues indeed can we continue to talk about this into the night basically uh well I don't believe you have a motion yet on the on the adoption of the budget but um approval or adoption okay can you continue I'm sorry Mr Luis can you finish every board member so far has had an opportunity to speak so as the you know as the chair of the meeting you have the right to cut off uh public comment once you have a motion but um what about um okay um so I I believe I saw trustee Chavez or maybe it was did you have any questions or comments we can go to um approval point a second okay so there's a motion a second um because I can't see trustee Marquez do you have um something that you want to say before we move to public comment am I am I unmuted yes and after Mr gilkin just as I mentioned can you please um for purposes of being even-handed Mr Quintero trusty quintero's microphone please thank you is he muted yes he is so trustee Mark is if you have comments one more comment because I am going to say that um in the interest of moving the meeting forward and remain trying to remain productive that we go until 8 15 on this item before we call for public comment um so that gives us about 10 more minutes for anyone else who has comment so go ahead um trustee Marcus first of all I would like to rebuttal what he said because I have I have completely been opened and Cooperative with all the investigations that were going that were going on always I don't know where he's coming off saying that I'm not I don't know if he's getting information that none of us got information which is very likely between you know between the superintendent and and the and the agencies that were coming in here they're all very tight all very tight-knit because things we did instead in closed sessions were getting out to the media the Mercury News the community people community organizations they were hearing what was coming out of closed session he knows it because he was one of them I'm sure he was because there were things that I said to him or an action he did and it all came out in in the paper and he knows this he knows this very well and the other part to that is that he's saying I I got he's accusing me or insinuating that I got five thousand dollars I'm sorry the five thousand dollars I got was from my account I loaned myself people loan themselves money they loan themselves is that something new to him or he doesn't know about that because he doesn't loan himself money but hey I've loaned myself money to my to my campaigns and he chooses not to accept that but instead make it sound like I got it from somebody well I didn't I got it from my family I got it was my loans and they're all recorded So he he is a liar since he's been on the board it has been chaos I have tried to work with him I really have tried but he's like a child he continues to fly off to make himself look good to make me look bad so that so that I don't get reelected but you know what he can say all he wants because my constituents that know me have known me for 30 years or more because they knew I have been working Ellen Rock for many many years and and I did not just move into this District I did not just come in five years ago I had my kids and grandkids through these School District which some of you guys don't and I and because I believe in this institution of public education I truly do and I did not move in two years ago or five years ago just so that I can get on the board no I have been here and I have paid the dues and worked in the community and worked with the community that know me so Andres Quintero you are a liar thank you as per your request are you done yes thank you I am done um so at this point I will um have I'm gonna go ahead and call for a public comment um on this item um I know do we have any hands raised or emails I'm assuming we do how many do we have if you have an estimate you're I think you're muted Mr Gill there we go so I have five hand raised I'm waiting for Mr Sanchez I just told you Mr Sanchez there's no bunch of there's no uh there's no comments um okay so um excuse me so I'm gonna I know that there was one that wanted to comment which was trustee uh Marcus um can you can you unmute her she's not muted she said she was done oh I'm sorry yes no your hand up I I did I I did I mean I did speak did you get to hear to get to him or did they you heard it trustee Chavez I'm sorry did I say Karen Martinez or did I say trusty Marquez you said trusting Mark as I thought I I apologize I meant to say it's because on my screen her hers is on top I meant to say decision and I wasn't called on so I'm just letting you know okay so I am um I know I mentioned earlier tonight um that I that I was only going to in the interest of consistency throughout the meeting have one minute of public comment but it looks like we don't have a lot of public comment at this time on this item so I'm still gonna um keep to our 20-minute board policy limit on this for public comment but I'm going to extend um if with no objections from my colleagues I'm going to extend to two minutes um their standard two minutes for public comment um just because there's not many comment or people with comment is there any objection from objection from my colleagues I need to ask you something uh do you have an objection to the to them no I I just need to just need to say that I my phone is blowing up right now and it's saying that there is something written and put up on there that I did not tell the fppc where she received the money is that correct is that quintero's picture that she put up because he couldn't speak I do not see that but I I believe there was something up there previously yes and you did not object to that correct on both excuse me yeah he did put that message up and it's true she did not disclose that information so given this format I did not to answer your question trusty Marcus I did not object um because if we were sitting in the boardroom the reason why I actually did not say anything because in the moment I had to think it through and if we were sitting in the boardroom I would not be able to prevent any of you from doing that same action so I interpret this format as being the same thing I can't prevent you from holding something up just as you would in the boardroom I had to make that decision in a split second and that's how I came to oh we're not in the boardroom president you are in cahoots with them because you're through a solitary vote for the superintendent and you allow him to do this you know you should have said you should have immediately said you need to put that off but are you done because that's traditional letting him additionally speak up okay well um again thank you for that feedback as I mentioned earlier in this meeting you have the opportunity to be on the same platform and you know if we need to have a discussion about how we behave as a board using this format we can certainly um put that as part of our discussion but um you should have that discussion with him because as sneaky as he is like this I'm gonna go ahead and um call for the public comment at this time uh Mr Gill so as I mentioned we have two minutes if we can get the clock ready please and we will begin at we'll call it 8 15 so we'll go with to a maximum of 8 35 and two minutes per comment um so Mr comments in regards to what to item two um what is it two zero three three zero one three zero one foreign there is a motion and a second on the floor so after public directly after public comment my intention is to call for a roll call vote on approval of the budget or the district's proposed 2021 on budget so do we have someone lined up Mr Gill yes we do and now we have eight participants first is Veronica okay Veronica when you're unmuted your two minutes will begin once you begin hello everyone my name is Veronica again um I don't know I don't know what to say I don't know if I'm embarrassed really or I'm very sad that you represent my children that you represent my funds to put those opportunities in my children you need to stop playing with our children's future it is this war won't listen to the parents student and Community step aside I refuse you to play with my children's future and opportunities they are children of color with disabilities already vulnerable to oppression and you're playing God with their education and opportunities different police stand with the community no rest no peace until we defund the police and invest in our kids and then again you know your children are leaving my children as somebody else said if you're not you're not making decisions I'm I'm tired and if you're not making decisions my family and my children we're leaving out of here so if you're losing 400 they're 402 add to that because I'm going to go to a district that will listen to me that will stand with my children and provide their opportunities because I do not tolerate this kind of behavior you do not tolerate this kind of behavior on our beers this is unacceptable okay we're not in what are you like five-year-olds that we have to have a mediator now I don't think so right and then again I'm going to say this one more time if you are not standing with us if you're not standing with Community then step aside and if you can't do that then guess what count count the families are going to leave your District because we will and we will organize with somebody else that will listen to us that will put aside that will put in front our decisions and we'll put it in front our children our opportunity their opportunities for being children of color color because I know that I told her not worth money to you and those five thousand dollars whoever is it's pocketing them guess what you won't have them thank you for your comment Veronica next person Mr Gill Lord Deleon okay Miss de Leon when you are unmuted and begin speaking your gns will start yes I just same thing as I don't I'm not gonna repeat but Veronica say and trustee markets every time we have the same topic about budget you always come and say I don't know where is this coming from from we see started Living we see people in this place and we know that we're losing charter schools to cover Alan black school district you're being here three terms and that that's why parents were advocated to have a policy to put a limit for the board members to use this space as a platform for politics please stop and you miss uh drastic Chavez too you need to learn you guys need to come prepared to the board do your homework and if you guys gonna be debating and this and that we all know the history of Alum Rock let's focus on the budget let's go back to the topic budget budget cuts Cuts Cuts we all hear that thoughts are coming so I just want to say that the parents we're going to be very Vigilant on where we're going to want to make those cups and I want to hear solutions from the board I don't want to hear you to clean your name with the mess that was done in the past us I want you to give me Solutions give me Solutions what are you as a board member gonna do to make sure we get uh the best for our kids education parents we are going to be advocating for our kids education and we're going to be making sure that the funds that the cuts don't affect the inside the classrooms and look for other resources grants go to Google go to the tech companies bring Solutions bring money to the schools that's what we need we don't need politicians and I ask you please resign both of you resign and and Trust the uh president you're also throwing not a good leadership so Karina I read a step forward be a president and have control of this board because I'm tired of being here for even at 2 am I being here listening to you guys and I cannot even and you only give me one minute to speak you only want giving me one man to speak naming yourself limit yourself it's time to limit yourself and don't and don't talk over me and when people have fully comment is the public comment you shouldn't be talking thank you trustee I mean thank you Miss de Leon um trustees please during the public comment if you have a clarifying question or comment please wait until after the comment um Mr Gill who is the next person up Amanda zendejos good evening oh go ahead this is really embarrassing it's very very embarrassing to see that you can limit us you can call us out you can put the meeting on a break when we're out of order you can even you've even said this has even been said to call the police if continues of disruptions but this is going on between you guys you put a cap on 30 minutes for our public comments and this is back and forth how much time have we lost already well I'm gonna I'm gonna give a comment on the budget I see that classified will take a big hit again these are the front liners the backbone of our district I've never seen any of you guys speak up for us classified employees here it is really sad that you believe that we're that disposable but let me tell you these kids the first interaction is with classified the connections are also done with classify and most of these kids come running to classified workers when there is problems or mental breakdowns we are the ones that they run to and Trust to cut again on classifying and for you guys to go ahead and give races to admins to soup knowing that we were at a deficit you should all be ashamed all of you board members who voted on this you went ahead and gave them a raise and then now you want to cut on our classified employees this is not okay and it's not going to be tolerated anymore and I'm gonna make sure everybody knows because I'm gonna post this in every platform so they can see how embarrassing our board meetings are I'm truly disappointed and I want transparency and I want all this information sent to my email about how we got in a deficit I do want to know I'm going to study it because I don't want these mistakes to keep on happening it should never happen because this is my kids education put on stake and like everybody else said do you want me to leave with my two kids thank you next comment Mr Gill this is Olivia Ortiz when you are unmuted it begins yes hello I am speechless I am special is what I've heard tonight all all the crap that is going on right now I was hoping that I was going to be over I worked so hard to change this board so we can move forward and this is not happening I put that on you president you are in charge you are the president you are supposed to put order on our board you have you have the right to do that why why you guys have the privilege of you guys going back and forth right I mean you took my right to speak to speak earlier on the past item you took the right away from me as a parent I was gonna speak on behalf of my kids education and you took the right away from me you took it you guys took that because you didn't let me speak and you guys are going back and forth back and forth about personal attacks we know what happened we know what's going on we know and you have Dr please Dr uh president do you work put some order in this it's a shame I'm so it's an embarrassment that you guys are acting like that and you're letting that happen it's embarrassing we need to speak about our kids we're talking about a deficit for millions and millions of dollars and you guys are speaking about each other and and then blaming each other let's move forward it is your job it is your job to find out and to fix this and I am very very worried that some trust is asking how do we get here why do we have this efficy when it is your job to to know to know the deficit why do we missing money why is the money this is your job as a trustees shame on you shame on you and I really hope that you guys do cancel the contract with the police because like I said you're gonna lose You're Gonna Lose enrollment and we're getting bigger and a bigger trouble so please do the right thing until the next comment Karen Martinez good evening again um as a former Trustee of this board I continue to be embarrassed um it's unfortunate but I do live in this community and I will always live in this community and I will not be pushed out I will continue to advocate for our community as I did while I was on the board I think we really need to focus on the figuring out on the a day there was a report that was given to the board that completely showed what was happening and it said I remember it clearly is that people were not having children as early as they once were it was already fourth we were already told prior in advance that our Ada was going to be going down we need to be using the numbers that historically within our district that we have been seeing Ada go down that needs to be addressed and using each other as scapegoats is just so how we are adults governing over children to ensure that their education better and this is appalling that this continues you know there is governing board guidance and and education that each and every one of us as trustees and elected officials should take and I have to say that in Evergreen and San Jose City school board meetings for the community college is not ran in this way um and so I want us to stay focused and not try um to throw one another the butt under the bus because at the end of the day our job was to support and help what the superintendent was asking us to do she's the only hire in Fire and so with the revolving doors of cbo's and Caldera working as hard as he has to work to correct this I think we need to be asking the superintendent of where the budget has gone and what have we done to rectify it and how we're going to work to do that and I think it's appalling trustee Quintero that you try to use me as a ploy thank you thank you Mr Gill next comment it's Maria Martinez hey Miss Martinez when you begin speaking and your microphone is unmuted your two minutes will begin thank you trustee uh I'm here like a parent participate in my parents um and yes I want to say thank you trustee market for being so Boko and asking all those questions and they buy it but that wolf has been years ago when is were there since they made many decisions that affect the education by it or children and I never saw her you defending and questioning when when them is in the in the war and we also lie asking you as you are represent or kiss you will connect through video conference by soon and hopefully that is to give it to a laptop ready for you just click and you can and we can see you and also I want to ask you Thursday Quintero I want to see your face because I see only you you had and I don't see your face I know that your background is wonderful it's beautiful but I want to see you face um uh as your trustees and and like the pattern they say that's enough please focus on the budget please ask uh searching solution please stop to be in the in the meaning like that you're always asking to the parent that be quiet and don't clap in the club in the in the board meeting but to be able oh my God it's a terrible terrible place thank you next comment Victor Vasquez Minister Vasquez when your microphone is unmuted and You Begin speaking your two minutes will begin hello um I just want to remind ourselves that the budget is a reflection of our values it's a working document it reflects what we're going to invest in our students and I think that you know we talked about different reasons why we're at a point that we're in and definitely displacement and what we're seeing in our community it's one of the the larger issues that's impacting us and I hope that you know I want to take that as an opportunity that if we want to increase this budget we have to protect our families we got to Pro get involved and also advocating for affordable housing advocating for the renters rights advocating for those things that they need so they can stay in our neighborhoods or around our neighborhoods and also so they could also have a safe place for them to sleep learn and that also will help you out in terms of your budget in the long run the other thing I feel like it's a larger problem that's reflected in the budget is the structural issues that we know exist in education and how it's being funded a few months ago you passed the resolution supporting schools and communities first I want to continue to invite you to walk with us talk with us educate community members about why that's needed as a solution to also bring additional resources for schools that we that we need and lastly I think that the Hellcat to me is very important uh to a lot of parents it is because it provides additional funds there's just a report that came out by public Advocates that mentioned that 56 school districts misused their lcat by providing funding to law enforcement uh harsh punishment rather than supporting English Learners and those students are colors they're supposed to to support so in echoing I want us to also be mindful of those things that it's not just something that we can do whatever we want with this budget but it's supposed to support our students and once again we ask you to like defund antly thank you uh next comment Mr Gill thank you and just as a reminder we have five more minutes for this public comment Oscar Sandoval hello um hello uh first and foremost this is one of the most embarrassing board meetings I've ever attended virtually or in person I heard rumors about how this district and how this board operates within years past but I almost was skeptical and they were confirmed this evening um I really like I really like how you accidentally called one of the parents a trustee earlier president because honestly those parents should be in those trustees seats right now right now to make decisions about the money in their district and the folks sitting in those seats and I don't know if you can feel it but there is a Revolution Brewing in the streets everywhere and especially in Alum Rock have you heard the conviction in families voices change is coming whether you like it and as Victor mentioned a few minutes early you can choose to walk with us or you will drown in this way that is going to overtake you up there is change coming to this district and I just really hope that you're able to take a moment to step back because I'm a middle school educator and honestly my middle schoolers would be appalled at the way you've been treating each other and the way you've been operating when they're hundreds of thousands of dollars at stake here and there are the future there are people's lives at stake um people's futures at stake and when you ask yourselves why are people leaving the Alum Rock District they can literally just watch this meeting and this will give you one of the biggest reasons for why people are leaving this District I would never enroll any of my future children in this District if this is how um the trustees act um the budget and other crucially important services but to go back to the budget I'm calling on us again to make sure we cut those contracts with San Jose police and the fact that you are cutting salaries are you cutting funding for some of the most important employees while boosting and getting raised to other people is appalling in fact I think what's been happening in this meeting and these budget decisions could be potentially be a human rights violation is disgusting and honestly if any of our youth decided to walk out I hope they do I hope our youth potentially about what's happening right now um because this is a travesty and honestly these kids are losing every moment they have you as a board uh thank you thank you next comment Mr Gill Za Gonzalez Ms Gonzalez once you are unmuted and begin speaking you're two minutes hello uh board members I'm here as a parent and I want to make that really clear I am shocked to see that this is something that is continuing um I just have three comments the first one is to use um president you appointed yourself in that seat obviously because you thought that you were gonna be able to do a good job this is a really good example that you're not doing it you need to control the board you need to be able to to shape it and take it in a way that is going to benefit our kids second fighting when we have really important subjects to talk about which is that budget which is the money of our kids which is the money that we're gonna utilize and to see each other fighting like that instead of focusing on what really matters it's a real example that none of you guys that were in the in that fight they start to be in there please make us a favor and get out of those seats and let people that really want to talk about our kids that really want to bring and and be and spend the money in the correct way to take those things because it's obviously you guys don't care about our kids anymore and thirdly yes you guys are doing that we have in our schools and that our kids see daily nobody needs to already do that defund the police make sure our kids get what they deserve get make sure our teachers and our parent Educators and our custodians is staying their job doing their job for our children because that's where the money needs to be directed at research Justice programs and personal that are really there to help our children not cops that are there to make that prison to school blind and make more money and they have our kids when they're getting incarcerated thank you have a good night thank you okay so um um that that was the the 20 minutes of public comment that we had said so at this time I'm going to call for a roll call vote to approve the adoption of the district's proposed budget uh Dr Bauer I just want to be here but this has been a very inaccurate statement mentioned by several of the speakers nobody's getting racist in this budget the only ones who have tentatively agreed at this moment is Teamsters so I just want to be very clear that you're not voting on especially administrator races so I don't know where that came from but that is inaccurate and I want to be very clear that the community understands that we are still in negotiations with teachers we're still in negotiations with CSEA and that's where we are thank you okay thank you so I will call your name for the vote on item 3.01 to approve the adoption of the district's proposed budget as I see you on my screen trustee Chavez proof um I'm sorry I should speak up more um even though I I don't feel that it's an accurate number I want to support the administration and I want us to move forward and hopefully be more respectful of each other so I'm I'm going to back up this vote yes thank you okay thank you trustee Marquez um I will not be supporting this budget because I have way too many questions and way too many concerns on how the expenditures have been done and how it got us here and I just um I am not confident that this Administration can can get us out of here because by 23 22 23 we're looking at more Millions more and I by that time we'll probably be bankruption correct yeah that will be a no vote I also would want at this point we're taking that we're taking the vote okay and I would like I still need to vote I'm sorry so sorry so I vote I as well so the motion passes four to one with trustee Marquez um voting no on the item so now we will move forward to item back to item is this 7.05 no compared to the regular agenda for president and its public member this is the no we were we weren't done with 705 we were going to come back I'm sorry I think is that that's correct right okay so item 7.05 we're returning now um to the board will discuss and review the marriage to school resource officers um other questions or comments from my colleagues foreign I think I saw something from your did you have a question or comment no I did I didn't hear what you said you broke off oh I'm sorry we're we're to the portion of the agenda back to 705 where we are on board member questions and comments on that information only item and I apologize I didn't see the order of anyone else that wanted to speak so I'll just say as I see you on my screen so trusty Chavez thank you and I will go ahead and let's do it then I will go ahead and speak to this trusted uh president okay you'll be after trustee I thought you would call me to make a comments you have the floor okay sorry excuse me um like I said before I'm only gonna say it one more time can we please put the item on next month's agenda item for a vote thing thank you trustee Quintero is the is it clear what I or do I need to clarify more is it clear or do I have to clarify it again um Mr Rogelio can you advise me please all right I'm sorry in terms of getting the item on the agenda yes is there certain language that I should be saying in order to request this to come back to the board next month the sros s I'm sorry you're cutting you're cutting apologize I can hear you I'll go ahead trustee I mean the the best way is just to send an email to the board president and to the superintendent with the agenda item and with the preferred agenda language and and make sure that you say that you state that you want it on the next agenda and you want it for action and that you submit that a week before the next scheduled board meeting thank you very much Mr Rogelio thank you president Quintero um hey I just want to thank everyone who came out and spoke on this issue and those folks who've raised the concerns it's always however you tell Gage and uh in a healthy Democratic process of having people uh Express their concerns or voice and so looking forward to seeing the item come on next uh next month and then we can go ahead and move uh take action on on the item uh the concerns that were raised about um making sure that it never happens again unless we pass state law that prohibits sros on campus you know those those actions can be done on a year-to-year basis or when you have a new board and so just want to make sure that folks are aware that uh even though Alan Rock School Board takes action once and uh in two three four years another board may take a different action and so just one uh just to address some of the concerns that were raised by the con by the speakers but thank you for stepping up and speaking and raising uh the concerns here at a local level I know that there's a lot of uh a lot of there are many things taking place at the national level and so they're providing an opportunity for us to deal with these historical inequities and systems of Oppression that have that have lasted for too too long and so thank you all for uh stepping up yeah just uh I want to clarify with Dr Bauer um clarify that start on March 12th when uh we went into shelter in place I'm assuming we have not paid any police officers since March 13.
Jacoby did you have anything that most of these all of these out of district placements are based on IEP s and the IEP is a legal document and it's been determined by the professionals that these present the least restrictive environment for these children with various needs so we can't unilaterally change that and right now governor Murphy tomorrow is going to be announcing and his announcements will cover these types of schools that will have similar restrictions as you're aware governor Murphy did announce that extended school year can start to occur this July in person with social distancing masks etc so I envision the governor's office is cars it that many of these students require in-person instruction and in-person services whether it be physical therapy occupational therapy behavioral therapy so I think that that's going to be covered tomorrow but we are obligated to maintain these at district placements because there are contained in the various IEP s for students that require these types of services now I believe that expenditure itself that is my sincere hope that we can give all these special needs students everything that we can I was just concerned about approving a tremendous amount of money for these particular schools without knowing to be open but I guess everybody would say will be in the same boat so in any other discussion I think it's the first year I've seen that our self-assessment came out with a perfect score card so Lou I'd like to hear your comments on that I mean I I know some of the training or you know just like you to comment on that and that is servant yes you will correct mr.
okay just wanted to clarify so defended as of now um and then uh next month we'll be discussing this item more um and just you know want to again reiterate you know unfortunately our community has suffered has suffered from the past and so just you know I'm glad that our community um our trustees you know seem to remember a lot of things so that we um and so thank you community for coming together thank you community for speaking up on behalf of our children um we look forward to continuing to walk with you all in truth um for the best outcomes for all of our children children okay thank you Tres D Marquez whom I needed no and I unmute it you're unmuted and you have the floor thank you so when I had my one-on-one with this with superintendent Bauer um she told me the same thing she just said right now that we have not paid on this contract since March and she's just been pointing it to March 13 that we still owe on this contract that we have not finished it and I believe the hedano has just said that this is a contract they're gonna it's gonna end in five days so tonight she told me that tonight was for discussion and because um the president had put it down for discussion when the when the community had asked for it to be on an action item but I said that that doesn't make any sense if we're not paying on this contract um and we don't have money for next year are you bringing it forward and she says no because there's no money so she's not bringing it Forward which told me that they were gone they were going to be gone as of the in five days that they were going to be gone so I just wondered what this whole process of listening everybody talk about this um this item is that they're not going to be here but then I understand that they want this in writing that they aren't we are not going to be issuing um you know a contract to the sros that um I am I am definitely would not like to bring the police back given the nature of the entire nation of what has been happening with the deaths of our black and brown you you know people that are constantly being killed so I I mean I was very happy to hear that she was not going to bring it forward that it was already gone but it has become this you know this big thing and I don't know why people are are not saying that they they are they're supporting the people in our community that want Justice here and I I did not hear my colleague my colleagues I did not hear Andres Quintero speak to you know that he is there that he will not support it you know he will support you know the community people I did not hear that from Karina as well she's just thanking people and saying I'm gonna walk with you guys but this this I don't know that it's coming back for a vote or not when I I don't understand why people don't get it when they say to not bring in this contract back they're gone they're gone they're not they're not going to come back in five days are going to be gone and I thought that was a really good thing given the estate of the entire nation of how it's going with the police they they need we need to stop them we need to do something we need we need to secure our our families in our community so I am I I honestly I'm confused if you're bringing it back for a vote um I mean you already know that I I support the community that brought it to our attention I was happy to hear all including all of those um instructors that are in the city college and and Evergreen you know that you know that came out with their students in support of help us you know vote this you know to defund them um but we can't we can't defund them because we don't have funds to defund them and it's already not going to happen so that's where I stand on this item and like it comes back then fine I will vote you know for us not to do this no more until but I am concerned that we need to put something in place so for those of you who are advocating to defund them then think of how we're going to replace and who we're going to put in place to help our students and and I I for one I want to start there with counselors okay thank you as per your request um trustee Marquez are you there I am done yes I am done thank you so I'm gonna um make a few comments and then I saw trusted and then trustee Chavez after that um Mr Mr Ruiz am I I'm allowed to share my screen to provide some um supplementary information to my comments like not technically but if I were in The Boardroom would I be allowed to present information on a on a screen or provide information to the public publicly so this is a first so I would say that the answer is yes um because it's being made available to the entire public so okay yes so if I do I have the ability to share my screen aptar all right he says yes with the thumbs up okay um okay and so I I am going to take a moment to um to take some to make some comments on this and I want to um address first of all I understand people saying that you know there's the limit for public comment and not and not for the board and particularly me I'll have I'll take that from people who have said that but I do want to provide a reason why when I ran for this position I did it with the with one of my premises being transparency and when I come to make a decision I want the community to know why I'm making that decision and unlike the public who has the ability during the month to have dialogue and make comment and post and many things like that unfortunately or fortunately due to the brown act my colleagues and I do not have that opportunity so our single opportunity to share information with each other and to be transparent with the public is during this time of discussion so if if I mean I know that's not going to sit well with some people and that's fine I respect that you know you can just step away for a moment or whatever but I do feel that in the interest of transparency and sharing information with my colleagues is that it's important for me to do this so um I I want to just make sure that we're clear at least from my perspective of of what we are talking about here and so if I can let's see select the the screen this is not so do you see the one that says what are we talking about is that the community okay so the you know the obviously we know what we're talking about here you know we're talking about this school resource officer so if I I start with the obligation that we all have as trustees the legal responsibility that we have so in a board policy 5144 um we we it states that staff shall use preventative measures and positive conflict resolution techniques whenever possible um and so I think that's very important and it does speak to a lot of what we hear from um the public comments that we get and things that we believe as board members ourselves we ourselves we want to use preventative measures we don't want to criminalize children or do things of that nature and so that's part of our board policy board policy 3515 states that the Board of Trustees is committed to providing the school environment that promotes the safety of students employees and visit visitors to school grounds so we do have the obligation whatever that looks like to ensure that our visitors our employees our students are all in a safe environment now people can go back and forth and have disagreements about whether sros fit that bill or anyone else but that is an obligation that we have as a Board of Trustees and finally the California Constitution states that all students and staff of primary elementary junior high and senior high schools have the inalienable right to attend campuses that are safe secure and peaceful so that's really what we're talking about and I I believe that whatever side you're on in this issue I think we have common ground there we want our students our employees everyone to be in a safe secure and peaceful environment so that being said during the you know as I mentioned we're not able to comment too much during the month as trustees but I did want to make some clarifications on some information that I had seen out there publicly and so so one of the things was that since 2011 2300 Latino students have been suspended by the school board um and this first off I don't believe that the school board is are the ones that are directly suspending these students I wanted to clarify that obviously we are in the role that we're in and have placed on part but that seemed a little um a little different than the reality there so if you look at 9 500 Latino students per year the average so any average year we have about 9 500 Latino students and if 2300 have been suspended during the course of those nine years that averages about 255 suspended Latino students per year obviously we don't want not one student suspended but I mean at this point that's what we're averaging 255 suspended Latinos per year so if we assume an average of 9 500 Latinos in the district 255 of them on average are suspended that's 2.7 percent of Latinos are suspended per year so that of I don't want to see two percent two point seven percent I want to see zero percent of any kid in an Ideal World um but when you see 2300 Latino students have been um suspended I just want the perspective that that's less than three percent of all the entire Latinos in the district which is still too much but that is the actual number and also one of the things that was out there was that um two schools in our district only suspended latino children that's certainly concerning to to Manny myself included but also the flip side of that if we're being um you know clear with data is that um 80 to 85 percent of the total population of those schools is Latino so it would stand to reason that there's a higher likelihood that latino children would be suspended am I saying that that justifies only latino children or anything no I'm just wanting to bring a little perspective to to that point is that when the majority of students are of any particular characteristic in a school then you may see an increased likelihood of any particular variable whether it's suspensions or straight A's or whatever um another thing that said that top the top five schools they mentioned what our top five schools were um and and those schools if you look at the data they have an average of about five percent suspension rates the state average suspension rate is three and a half so that is I I thank the community um and who you know people that are putting out this information for pointing that out because you know again any number is too much but if the state average is three and a half and um we're at five percent on our worst five schools and that's too much but again keep in mind those are the lowest five in that particular time period um and the thing that that if you dig a Little Deeper that to me is is a bit more of um you know concerning or wanting more investigation and looking into is those children who are suspended in the categories of defiance only or violence without injury and so you know that's when a kid is you know not paying attention or talking back or whatever it may be um to suspend a child for that I think those are perfect opportunities for the many services that we have available to them whether it's PBIS or restorative justice or counseling or whatever these to me are areas that that you know is is custom built for um so that's something that I would want to look more into the good news about that though is that suspensions for defiance only which is one of the ones I just mentioned are down 82 percent from last year it's so it's point one percent of our students have been suspended for defiance only so it's on the downward Trend but I still think that's an area that we can look at um overall District suspensions are down 38 from last year our average suspension rate is or our current suspension rate in the current year is 2.1 percent and as I mentioned the state suspension rate is three and a half so we're you know a full almost point and a half lower than the state suspension average rate again we don't want any but that's what the numbers show and during the past four years we have never actually been above the state um current state average of three and a half percent so suspensions we want to continue to look at them and address them but they're actually declining and they never have been in the past four years higher than the state average so with regards to the school-to-prison pipeline which is a big thing that I've I mean myself has always been concerned about um you know 20 30 years ago in school and up until this point um it's really a big part of it one of our speakers tonight spoke to um the the punitive nature um of of discipline sometimes and how that is to paraphrase that is one of the key factors that does lead to the prison school to prison Pipeline and the ACLU itself has stated that students that are funneled out of public schools in um and into the juvenile hall and criminal justice systems that is really the definition of the school-to-prison pipeline so fortunately for us during at least the past four years we have had zero expulsions in our district and there and by virtue of that we haven't had any SRO involvement in that in the past four years so the argument that the sros have been involved in the school to prison pipeline I know as a larger concept and nationally and in certain areas certainly it's it's a concern but at least what I'm looking at the data in our district locally doesn't seem to to support that in that way so there's we've heard different perspectives and some people are very strong and we hear the word community be staying with the community and there's obviously a you know a contingent of our community that does feel this way but this is there are more voices in our community and so one you know in the interest of confidentiality I haven't included any any names but there are community members that have publicly been saying that they're in agreement that we should have police in our schools many of our students make good connections with them their children are doing well because of those connections that those officers have protected them in the school environment and they're grateful for them other people have said that yes we should have police and they say why because we have the need for them we have a lot of need and I the statement that I find particularly interesting and relevant is that what is needed is diligence and better management and so with respect to how our students feel in the middle schools we've a couple months ago got this report back um based on surveys that our students filled out and the middle school students did say um number two on this list here that they need security sros and supervision to feel that their environment was safe and welcoming so that is direct feedback from our middle school students and their position and how they feel about sros uh Chief Eddie Garcia of the San Jose police department obviously everyone has their opinions about you know who they people are and what they do but specifically to sros and their role he has he stated in the mou officers doing the work of school administrators and enforcing school rules is a recipe for disaster and not the purpose of having law enforcement on campuses so the police department does not want to be in any way shape or form involved in the discipline of students on campus they don't don't see that as a role and they've in fact created mousse with other districts clearly stating that in black and white and if there are people who have who have had different experiences than the data that I'm presenting that that was available to me please let us know because you know if this is inaccurate then we should know about that the Journal of Criminal Justice with research did a this is a study from 2011 in the Journal of Criminal Justice and is the findings show that sros were not associated with an increase in total arrest such results are contrary to the criminalization hypothesis and may even signify that sros have a positive impact at schools now this this is data that I'm that I'm pulling I understand that other Studies have been alluded to in public common and I would love to see the references to those to weigh it against this but this is an article from the general criminal justice um and so I again what I find worthy of further investigation conversation is that bottom part in blue that school resource officers teachers principals and staff need to be mindful of the negative consequences associated with punitive disciplinary strategies and criminal arrest I don't think there's any um disagreement amongst board communities that we know that when where if we were to have a no zero a zero tolerance policy or we were punitively penalizing students and suspending them at a high rate which ours I already showed expelling them at a high rate which I showed then we would have um you know something to talk about there for sure so during the past several weeks I've met with an SRO officer high-level law enforcement staff our middle school principals I attempted to meet with some arusd parents to get some unfiltered feedback but I guess that there was a misunderstanding about our ability to listen to um parents in that form in that forum and teachers and trustees from neighboring districts and the themes that I came across and how all these discussions was that rarely in our district if ever where sros involved in any level of school discipline again if you've had a different experience than that please let us know because what I was told was that they're never or rarely involved in that the one instance that I did hear from a principal was that there was an incident where a child needed to be restate restrained because they were harming physically harming themselves they they were having a high level incident and they needed to be restrained to protect themselves from themselves scheduling and availability of the sros was inconsistent we've heard some of our communities speak to that in past meetings about a year ago that they they didn't know when they were there they weren't there they were on their phones so things like that that was a theme that came up um numerous instances of intervention with external threats so people coming onto campus people doing potentially dangerous things on campus during school or right after school and in those instances sros were able to intervene and protect our students and staff from those people coming off campus again though back to the availability sometimes the sros were not there when you know when they needed the scheduling wasn't working out that way and finally site administrators want sros to build relationships with the school Community the whole concept of community policing I know in this moment you know the whole um defund police is really the sentiment of many people but I I happen to think that you know there is an opportunity to look for common ground and and find opportunities that we can do things in the right way um so the reason why I bring all this up so um you know in the past few weeks there's these are some images that have been publicly put out there that you know in association with our district and obviously everyone has the right to express themselves and their opinions in any way that they want and I encourage that um and and I don't have any problem with that but these are images that have been put out there about with literally the title Allen my school districts or something along those lines so this is the image that goes out there there's comments made and these are by community members attached or not to Alum Rock District Community leaders there are elementary school children being criminalized on their school campuses when they should feel safe where they should feel safe and um I think I demonstrated if the data is correct that there do not appear to be children being criminalized criminalized on the school campuses the reason why I bring this up is because we're talking about bringing resources I love the comment about talk to Google talk to these tech companies bring us resources that's exactly what we should be doing that is 100 right that's what I want to do but when you know if the when the image of this district is coming across in a certain way and certainly we as trustees as you mentioned have not done anything to help ourselves in that way tonight and in past meetings as well um but a combination of imagery that may or may not be consistent with facts our own behaviors as board this is what the public sees about us this is what's put out these are headlines from the past 12 to 18 months the words that are used tumultuous months of scandals history of mismanagement embattled the district story dysfunction pretty bad again troubled Alum Rock story dysfunction as I just mentioned many of those labels are deserved but if they should be in my opinion those labels should be based on fact the way we behave tonight that should be you know that should be there but if there's imagery going out there that's not supported by the actual facts then the impact of that is that when I'm trying to go out or my colleagues and build Partnerships and build relationships it's that much more difficult when we continue to perpetuate this Alum Rock story and so just getting very close to the end here um school resource officer grant that we had was that we have until five more days is a hundred thousand dollars so we have that we pay for 22 student and family support programs we had in 2020 2019-2020 that includes PBIS um restorative justice counselors programs for parents um all those types of programs the budget for those things is 4 million three hundred forty six dollars or four million three hundred forty six thousand three hundred and eighty one dollars again this SRO Grant is a hundred thousand in addition to those 22 Services there are 18 additional Partnerships and services that we provide for family student and family support at no cost to the districts those are those Partnerships that we've we've been able to develop and provide in-kind contributions and and provide so a total of 40 different programs that we provide in everything that the community is asking for um Arts um counseling PBIS restorative justice all those programs the total and then if you include our Visual and Performing Arts because people have ask for funding for Arts that's roughly and I think it was this is actually a low estimate three million dollars to those programs and this is not including our Athletics programs so just including our um our our student services art and support programs and um versus sros the total budget for the support programs in green here is seven million three hundred and forty six thousand three hundred and eighty one dollars and the red line here is um school resource officers at a hundred thousand dollars and so a hundred thousand dollars is a hundred thousand dollars no doubt about it and we could do things with that money but again if you when we hear the comments that we hear and things that are put out publicly I just want to make sure that our public understands the true scale of where we are investing our efforts and and putting our money where our mouth is so I'm gonna um close it with this as again someone said that we need action we need you know some movement here we don't just need talk and so I hope to provide that in some some way um so one thing I'm going to request from the staff to bring us is is the feasibility of providing the board with an ongoing quarterly or semi-annual report the detailing suspensions and expulsions that is broken down by school race ethnicity grade level suspension or expulsion those categories of foster children homeless special ed English Learners and the reason for suspensioners expulsion so that we can begin tracking those numbers at the beginning of the school year and either quarterly or semi-annually review that and make adjustments as needed along the way the second thing that I'm going to be requesting and I'm hoping that I believe I'm able to do this is in light of and this speaks to trustee Marquez your point earlier which was very um had a lot of wisdom I think in light of non-avail non-available sros in the coming year I'm going to request for staff to set up a closed session meeting with law enforcement to review our tactical response plan which is if you know we have a serious injury or a serious incident on campus what is the plan to respond to that so I'm going to ask that we set that up and any vote that to approve a plan in that closed session meeting would be announced in Open Session following that meeting and that's outlining board policy zero four five zero and so um I know that was a bit long as I mentioned I thank everyone for listening to me I think to me just the important is that you know there's you can use data in any way that you choose obviously we all know that um but I want to I just want to provide the public with some other data points that according to what I've received in information are accurate and the last thing I'll say is that I do truly believe that there is Common Ground here um you know I'm not entrenched in any of my positions I'm I try to be willing to listen when given the opportunity um and I don't know if you'll see this or not but in my recommendations and things I try to incorporate What I Hear into the my opinions and the actions I bring forth so thank you everyone for listening I apologize for the link but tonight I felt that was important um I think I said trusted and then trustee Chavez prior to me speaking so I had a long speech speech it's meaning as we will be Chavez for calling this back um and I want to be more direct on that question and I have a question for Rogelio if you can mute yourself as I'm asking um can I bring a resolution to the board uh um can I bring a resolution or a board policy ensuring that no police will be hired in our district yes okay so yeah I mean we just got to do action we've got to move forward um so thank you for clarifying that okay trustee Chavez okay um so um president I want to thank you for all of that and and I also would like to request that they bring uh more statistics the pros and the cons that when the sros have been here because um we don't have bad kids we have really good kids we sometimes they just make bad choices that's it you know and sometimes they they're acting out as a cry for help and I've seen officers help children um I have not I mean I have seen officers abuse children and and um I have seen it with my own kids uh the two of them experienced it and more than once uh to the point that they had them on the ground eating in the dirt and also handcuffed them for three hours in the back of a hot car and it was 105 degrees that day so you can imagine all the windows closed with them in there but the sentiment here of a lot of the community is we need to get rid of them but like trustee Marcus said we need to replace them with something um and I think that we should have that conversation before we have a discussion on the sros the next time so if you can you know if we can have that first and then and then do the vote because I think we need all of this information because I want to thank all the sros because sometimes it's needed sometimes they behave badly and sometimes the parents once they get involved and see hey my kid is acting out I need to address this they are actually stepping in and stopping the the student from getting worse I I truly believe that because um it happened in with one of my kids um and they made a contract with my uh one of my sons and they were monitoring them and what was being done for them and they gave the attention that he needed and every single time they called him in um both of his parents were there which I guess kind of surprised them but our sros needed um I I know that because of safety they you know they voted before we voted before to extend their contract but now that I know more and I would like to get all of the opinions of everybody before we do make this vote but I do want to make sure that we do vote on it uh because sometimes the community feels like like we're not listening we have listened to them but if we don't agree with you it's not that we don't you know like you or we don't want to listen to you or that we didn't listen to you we did listen to you it's just on this particular item we voted this way and you know we need to get past that because we're all here to try and educate the kids and it's better that we don't um it's better that we work together and in respectful ways so that that way because the thing that's the most important is the education for the students and we have to remember that at all times even when we don't want to hear what another person has to say thank you trustee Chavez any other questions or comments on this item okay so thank you everyone for your participation and um understanding our move back and forth between items on this one um and with that being said we can move now to Let's see we did I am so to item 4.01 is that correct Mr President I see some hands raised oh we already took public comments okay so um we're moving on to item 4.01 we did we took Telecom yeah in the beginning and then we went to the budget and then we came back okay so item 4.01 um for is that we're on the correct item now Dr Bauer is that correct if I'm my notes are okay so request to address the board on um items that are not agendized tonight now if these hands are for this item certainly we can um take take those um requests to address the board um do we have so we do have hands stuck uh Mr Gill crazy yes only one hand okay so um we will have two minutes public comments same as I did with the other one two minute 20 minute um limit um and um do we have any emailed comments on this item 4.01 Mr Sanchez uh no none okay so um who was the the speaker that we have on this item Mr Gill so now we got three people first is Veronica okay uh Veronica you have two minutes when you um when you're unmuted you can be interesting and the clock will start um before I start what is the uh the 4.0 can you remind me the title of this item please yes 4.01 is for any items that are not agendized on tonight's agenda thank you so something that is not agenda's is your resignation I want your resignation uh uh Ernesto I do not feel my children are safe under your board if you believe to stand with the police then that is your call if you're not standing with community and with my children then you started with police and if you believe in the killing of black lives and children of color then that is you that is your born and that's what you're going to stand for okay that is exactly what you're standing for and then again I'm calling for your rest technician this is something that is not on the item so I want it to be an item right if it can be if not then trust me we'll get you um we'll make sure that you resign because my children will not be in in a in a place where they are not safe where you're pulling data how many Kill how many students did you actually interview how many students did they have other options besides choosing that right your data is also very manipulative if you haven't noticed as well and you coming to our public forum and acting as a board trustee and leaving our public comment so erratically and not acknowledging that we ask you to leave politely that was another thing right so again Ernesto we ask you for your resignation we ask you that you start putting yourself with if you're standing with the police then you're standing against black life matters you're standing against our children of color you hear me then so do not find a black lives matter memorandum today if you're not with against defunding the police and having zero police members in our campus and there is no Common Ground no whatsoever I will not tolerate my children being in a car in a hot car of a policeman and if you trust me whoever Chavez if you acknowledge sign you want your kids to be in a police car that's you not my children it will not happen to my children or my children's and then my community thank you next comment Mr Gill hello this is am I unmuted uh yes so once you start talking your two minutes will begin yes this is Amelia um and I was raising my hand to speak before but the public comment time rank on the item of student safety um I work with families in the Alum Rock School District for the past eight years and during this time I have seen police Target black and brown students on Alum Rock campuses with devastating consequences for these students and their families I know that you all believe in and say that you're committed to creating healthy supportive learning environments for Alum Rock students and that is impossible with police on campus policing in schools is a false solution that makes our schools students staff and families less safe and actively puts them in danger um I know that you shared some research um trustee beherano um but I would be happy to share and I think any of us would extensive scholarship from the prevention Research Center General applied research on children American Journal of Public Health that actually shows that there are no positive impacts from having police on campus and that there's a negative impact on student safety on student Mental Health on anxiety rates on student performance there's extensive research that shows this policing in schools is a false solution and this is a moment for courageous leadership you have an opportunity to take a stand for student safety and well-being for restorative justice for counselors for art programs for equity-based Solutions and not only is it the morally right thing to do it's also what it's effective the research demonstrates time and again that policing makes students less safe and undermines learning a school district that invests in sros in any way sends a clear message to students about what is expected of them in this world so please take a stand not just for this year but for every year for good take to stand with students staff and families for safety and well-being thank you thank you next speaker Mr Gill some blender inside the house listen they have when your microphone is unmuted you can begin to speak and your two minutes will begin hi I want to speak quickly on a committee that was formed it was the reopening Committees of the schools I had sent an email asking how these parents were selected and how I can get involved I don't know how superintendent decided to form this committee but I do know that a lot of parents from spacemakers sent emails and requests to be on this committee from what I was told the same parents from spark were in the emergency committee and also on the reopening committee I don't understand why the same parents are being used and these committees are not open for new parents voices I understand that you guys have been meeting for two months I would love a link to be a part of this even if I can't participate I think any committee should be open to the public I want that information and I want this to be open and transparent this is not transparency when you have a group of five parents and three committees and it's a very it's very quiet I don't know if you board members know about this but this has been happening and I'm very involved and I'm very interested in seeing what's happening this should be open to the public and that's more policy and also I want to say that I feel a little betrayed uh and then somebody hit I don't know you brought up that you were at a forum it was a public forum and I believe somebody asked you if you were willing to meet with parents after and you said you you I think you said you couldn't and so they asked you respectfully to leave if you weren't willing to listen to parents and I feel betrayed because I feel like you took a lot of the points and twisted it to your advantage that's not right and I do call on your resignation because you're not standing here as a as a person to listen to your constituents you're not you're not here for the you took your kids out of the school what is the purpose of you sitting here if you don't have kids in these schools you ran as a parent but you're not a parent anymore [Music] thank you just a quick clarifying Point mom I did not take my kids out of schools they both uh proudly graduated from Alum Rock schools and moved on to high school next speaker Mr Gill Victor Vasquez Mr Vazquez when your microphone is unmuted um you can begin speaking and your two minutes will start thank you so much um this item definitely is not a on the agenda but he said Union just seven to zero decided to um end their connection to to the sros and police and they did it in a way that they actually talked to you know community members that brought this attention um there was price around the effort there was really no Direction it was something that they you know staff took on and they did and they were really listening to the calls for ethnic studies they were calling for counselors they were calling for trainings for teachers for the escalation there was a lot of different things that constituated real safety for the students that are long-term and some of the data that they actually used was to to look at how low or high you know SRS were being used in suspension but their end goal was to actually have zero their end goal was actually to to figure out a different way in a different purpose right um and so you know one of the things that was mentioning is is that funding and I agree I think that even though it's a small amount to look at I think it still matters given our budget situation it matters that this funding needs to go to our students like I mentioned earlier there was a study done where if you look at page 47 of your 2017-2020 well actually page 46 lcap it shows that we are using funds that um are associated with low in low-income English Learners and Foster Care kids that money should be going to enhancing the type of activities identified by Community Counseling academics Arts Early Learning opportunities that's what we should be using it for and so part of that study mentioned there's 56 districts out of compliance with that so I'm wondering I'm wondering are we one of those um but I hope that we can change that and move forward and yeah let's call for a vote in July appreciate you all thank you thank you next speaker I'm assuming we have more skill is that correct yes we have four more Natalie hey Mr ball um when it looks like you are unmuted so when you begin speaking your three minutes will begin hi I just want to say one thing that's very common with our most vulnerable kids is trauma and I police officers are not trained or educated to handle kids to the root of their trauma and you know we have schools on the outside there's Esther B Clark and other schools where schools if if they aren't able to work with students who have those needs you know they go to these special schools and one thing that these schools are not armed with they are not armed with officers and they have kids with the highest behavioral needs they are armed with counselors they're armed with trained classified staff that have behavioral background they have therapists they have the Arts you know they're armed with the right things not police officers and these are people who went to school and they have the training another thing I want to point out I'm very disappointed that you know I feel like the community is it's easy to shut us out right now because we do everything online and I feel like you took advantage and exploited your own agenda and points by using your research you know and when we don't have the same opportunity to present research that shows otherwise and to be honest I don't trust her research because if you were to go on a Facebook post that you just posted yesterday you reposted something from somebody by Kristen Thompson and what you posted without realizing if you would have clicked and saw and read it in less than one minute you reposted a false article and somebody that is a racist and a Maga supporter like that's very careless so don't tell the community bring your research and you do your research when you can even take the time on a Facebook post to see that you posted someone that's a Maga supporter and a racist thank you next comment next is buckling yes um hi I also didn't get a chance to speak on Public Safety my name is Buckley I'm an extremely concerned Community member and I urge you to take action on this agenda item swiftly it's imperative that we defund the police and use these extremely scarce resources to fund other necessary School resources I urge the board to put their commitment to deepening the police like you've all mentioned into writing sros are police calling them sros sugar coats that these people are police and that these people are policing our students and ultimately our community members police are an arm of racism and oppression sro's presence alone is the presence of cops community policing is an oxymoron a contradiction research studies student testimonials and Community Voices have testified again and again that please do not make us safer they do not prevent harm from happening they do not support Community healing when harm has happened I urge you to lift up black and brown and Indigenous student voices in Alum Rock they and their families and their communities will tell you what makes them feel safer things like culturally responsive mental health services safe and stable housing access to food Financial commitments to anti-racism in their schools Empower students to share with you and create their own safety outside of police and policing outside of sros I urge you to put in writing and to take action on removing pulleys including sros from Alum Rock cancel your contracts reallocate these funds to support the actual supports that keep students safer that keep us safer put this commitment in writing I urge you to do this now thank you thank you next comment Mr Gill we have about six more minutes for the 20-minute time Espinoza I didn't hear the first name but Mr Miss Espinoza when your microphone is unmuted you can begin to speak and your clock will start oh yes um this is Tim Espinosa and I'd like to share actually a quote the Youth of today are not the enemy but our future our commitment to them their safety and their success is evident by the way we treat nurture and respect each child we need to close the pathway that takes students from schools today and places them in jails tomorrow and that was by Eric S Hall so in the in the spirit of conducting research from unbiased sources like scholarly peer-reviewed journals I came across a study conducted by Jeremy Thompson titled eliminating Zero Tolerance policies in schools Miami-Dade County Public Schools conducted in 2016.
this is the first year that we have actually come out with a perfect score part of the reason of that is our professional development you know the hard work by all of our staff and administration but also the state has kept a rubric the same the last few years so we were able to improve on those areas that we felt we needed improvement and you know finally we came out with what we what the state would say is a perfect score based on our self-assessment that they have you have to be done you know we're always looking to to to improve our school climate and our safety teams in our schools are working towards that already for next year but that but thank you for noticing and yes it's kudos to all involved our principals especially who run the safety teams or student assistant specialists all of our teachers and staff throughout and of course our students and our families that have been part of the success of it great thank you and as you said there's always more work to be done but you know these are the babies and thank you any other discussion well the secretary please call the roll this is chuh yeah mr.
the results from the study suggest that what we already know the urban class problems are rooted in structural racism racial segregation and economic inequality instead of recognizing the effects of inter-institutional racism school officials and police officers often expect to underclass to pull themselves up by their bootstraps when the underclass is not conformed to these Norms school officials and police officers Institute Zero Tolerance policies because of implicit biases minority students are suspended or expelled for the same offenses that white students commit but are not expelled or suspended for committing it's clear that after these last few weeks of public comment asking the board to take action and remove police from our schools that it's time for the community to take matters into our own hands and find those who will listen and respond to our needs thank you next comment Mr Gill we have time for a couple more floor de Leon Miss de Leon I think you know once your microphone is open you can begin and your clock will start uh um again this is flor de Leon and I am a part in a community organizer in Alhambra so I just wanted to say that um I would like uh you for you the board to have a discussion uh have uh can you pause or clock Moneyball shoes I'm Sorry Miss de Leon can you start back a couple seconds you're you're breaking up there when she begins again Mighty Bell can you start it back up go ahead Miss de Leon good evening again my name is flor de Leon I am a parent and I think that all right and I just want to see you guys to have time to discuss of uh having a newborn member uh new new president for the board that learns to do better job than what we saw today because today that the meeting was out of control but also I I I I think it's time to have a timer for yourself when you're speaking and maybe uh try to figure out what we need to do in order because you know like to be able to uh also I I believe in the past and I don't know Rogelio I cannot ask I know Rogelio is the lawyer but I think when people is doing public comment you should not even be commenting because you have your time to speak so I don't know if we need some training or or what but hopefully everyone goes because sometimes when there are training not all of the poor members participate and and even though they need it so what I'm asking is please um um have that conversation and if there is anything that you guys can do to uh have more control of where we're seeing you know right now it just looks back and brings memory her past board members when we used to have these that people was having their public comment and their time because we only have two minutes and uh and then they get interrupted by other board members so please uh conduct yourselves and get some trainings uh come more prepared to your meetings do your research if you have a lot of questions talk to the superintendent clarify those questions and when you come to the board you already done your homework thank you if I could ask uh clarifying questions so your your statement about um about board members speaking during public comment you're specific I'm assuming you're talking about um interruptions during the actual comment is that is that accurate Miss de Leon okay thank you okay we can do one more Mr Gill Cynthia Toscano okay Miss Toscano when the you are unmuted you can begin speaking and your two minutes will begin thank you uh yes I only have a strong suggestion that for when this item is brought to action and was ready to take a vote upon my strong suggestion is that you bring unbiased information and facts to the meeting as you mentioned early on um you have a responsibility and your actions do sway public opinions so when you present bias information you are making a clear stance other than putting this as an action item and ready to vote for the next meeting and preventing unbiased information there's no further action requested upon you you have made your stance very clear as a president of the school district and I also want to express my overwhelming support and pride in the community members that took time to email and to courageously speak during this meeting I will support you in your continued journey to be advocates for our children and for our community and I will support you if you choose to ever run for future positions on the school district to replace the members or presidents or any other leaders on the school district that do not have the best interest knowledge connection cultural awareness to support our families I yield my time to allow 43 seconds to other members to speak thank you for your comment um so we are any let's see that was item 4.01 um just to clarify to Mr Ruiz and in this format are is public comment subject to yielding time to another speaker in this scenario if so we can give 35 seconds to the next one but no as as best as I can remember this this board's policy has not been to as to has been to not allow yielding the time okay um I I you know I will Mr uh Mr Gil do how many more do we have so so we have two and I believe Victor Vasquez already spoke okay so why don't we go ahead and finish up with that other one um and then we'll move on to item 5.01 we'll go with the two minutes not 35 seconds or whatever was attempted to be yielded who's The Speaker Gonzalez okay Miss Gonzalez I think you're unmuted so when you begin speaking your two minutes will begin hello bored I'm just um here to Echo weather on cassette uh this is a really biased presentation that you just gave of President and if you really want to get research from the community to people then be open to get research from people from resources that you might not agree to because when we talk about real research we talk about having an open mind and being able to learn and and being able to change our opinion our personal opinion based on research and all you have shown today is that you only bring research researchers that benefit you and the way that you think and another fact and another point I wanna Echo and I want to say this as a parent from the Island School District of three children that ten thousand girls and as a former student I do not like the idea that you presented or having a closed session talk with sros and and make a plan and then come to the board and present it to the public you're really hard for transparency you need to let people community members parents especially and teachers be part of that of the of that meeting and be part of that of that talk and being able to be part of the of any kind of money that you guys that you guys want to have there is no transparency when you do not involve parents and teachers in any kind of conversations you have do you have with sros on behind our backs and you're just trying to come and present them because you already made your your idea and you already have made your decision if you're really about transparency let people let parents and and students and teachers be present in any kind of conversation you're going to have in that future with them and that is all I have to say be transparent be that kind of what you're accountable to us and I am requesting for that conversation to be open to the public and to us especially thank you have a really good night thank you just a quick clarifying comment on that particular item that is the way that I described it is the way that it's laid out in that particular board policy as a discussion in closed session that's not my um decision or preference that's just the way that I read that board policy if if I'm incorrect about that um you know certainly staff will point that out to me um and we can you know modify that but that's the way I read the PO the red the um the processor protocol in the board policy um and another uh response before we move on is I am open please everyone send me that research I whether people it's good enough for people or not um I do have an open mind and I would like to see that research and included in our decision making or my decision making so please um email that to me okay so we can now move forward to item 5.01 Teamsters do we have any comments from Teamsters I don't see or hear anyone so we can move to 5.02 CSEA Sharon Sharon Fontaine is here okay is she unmuted I don't see her here I'm assuming s i is Sharon Fontaine and she is the president of csca yeah she's on mute I'm can you hear me oh Sharon's iPhone yes oh okay yeah and everybody can hear me I believe so yes okay um good evening Dr Bauer superintendent and board members I am here to speak on item number 9.03 the resolution number 42 slash or Dash 1920 the reduction or elimination of classified services and it's unfortunate that I've have to be here to address this for the second year in a row the classified layouts for a CSEA last year we absorbed 24 members affected by the layoff with the result of bumping into previously held positions however there's a significant number of those of our members that are still on the 39-month Reemployment status and CSEA is absorbing the majority of the layoffs again not and I'm not speaking too certificated only to classify which would be classified management confidential teamsters and our unit so um and we have affected about seven ftes this year and we know that the accountant and the office assistant are vacancies the office assistant three our vacancies those are not an issue however the certification specialist the senior accounting assistant para Educators and the library technicians do have members occupying those positions and some of them will be able to bump into a and maintain a position however there will be some that cannot and usually when somebody bumps somebody there is somebody that is affected that loses their job unfortunately we have not had the opportunity to meet with HR as of tonight to go over all of the the bumping process and the seniority list so um and I know that you're all aware of that AB 77 trailer build that is going through legislature right now and I know that the budget has not been signed by the governor and there are two or three days ahead that it supposedly will be and that part of the legislation is that school districts will be funded as they were last year and the recommendation is that there be no um classified layoffs due to lack of funds for either you know County offices Ed K-12 education or or anybody it covers pretty much all of Education and we would have our leadership would have appreciated having the opportunity prior to the board meeting to have spoken with the district regarding all of this decision making and then we do understand what the covid-19 pandemic that some positions would need to be eliminated however our feeling is that those should be vacant positions not positions that have employees in them that as a Alum Rock Community we have an or moral obligation to maintain employment of these governmental employees we are essential to the business of parents students and staff it is a fact that the governmental entities are doing their best to keep people employed as during these difficult times there are very few and limited jobs for people that are because there's been so many layoffs and that you know people do need to be able to pay their rent buy their food care for their families and then once again similar to last year we have a single 10 position as you know we have have an unfair Labor practice pending regarding the same thing that happened last year it is mandatory to negotiate when you're laying off a full class or a single position prior to it taking place as we have a right to discuss the decision-making and the effects of that layoff and that this year is the library technician we have no Library assistance we have no one that works with us books except for this one position and this is a six hour position so this is not going to save the district eight million dollars or four million dollars so um we would we would like the district to consider this and the board to considered this and we respectfully ask that you do not approve resolution number 42-1920 thank you thank you um moving on to item 5.03 Alum Rock administrators Association I think I saw someone here are they still here do we talked about you know if we have anyone from araa um but yes okay um are you are you able to speak Maria um I'm unmuted okay perfect um I know I believe Tara was gonna jump on as well so um hello everyone my name is Maria Martinez I am the proud principal of Adelante dual Language Academy and I am also the um new uh Alum Rock administrators association's president for the upcoming school year and I just wanted to take a moment to let you all know that this summer your Alum Rock administrators and management team have been invited uh to engage in a book study um around racism and how it impacts our schools and our students so that is one of the activities we will be engaging in um and we just wanted to let you know that even though some of us are on our non-duty and and you know moving things along um we we are definitely keeping um you know what's going on in our political climate at the Forefront of the work that we're doing to support our students thank you thanks Maria um I was trying to jump on to introduce Maria for you guys but I was muted until she got unmuted so um just wanted to say thank you to everybody for um the year we've had and araa we've made it through this year with everybody's support through all the ups and downs and I couldn't be happier handing off the torch to Maria and seeing where she takes us next so congratulations and thank you everybody that's it all right thank you um item 5.04 area I know I did see them here trustee Chavez did you have a quick question for Maria if that's okay yes for Maria Martinez she said that she invited them and what though what are those dates and I think she said Administration did you who else did she say yes hi good evening uh uh trustee yes so uh we as our Alum Rock administrators Association have invited the management team um you know and our which consists of our principles and and all of the uh search management uh certificated classified to to join our book study uh we're reading the book anti-racist um and so uh we are actually using Google classroom as a way to house the information and we will be setting up Zoom meetings to have our book discussions um so that is uh the platform we're using for our book study we're waiting for the books to come in um and so they should be in within the next couple days and then once those are distributed we'll um start planning out the meeting dates is there any way possible that whatever questions or something or if we can get some kind of information after you guys have that um because I think it would really be helpful to the board um yeah as far as um sharing out uh we can we can provide that as well yeah that shouldn't be a problem um thank you yeah no problem thank you appreciate it thank you um so we're back to 5.04 area I believe Jocelyn are you here what's up I saw it earlier do you see her Avatar yes I do I just I'm here okay um thank you I I have something that I wanted to say regarding a while ago about the budget but I didn't make it in time um to uh before the time was up but one of the things that I I just wanted to shed some light on I didn't know if it would help clarify I know uh trustee Marquez was questioning why she didn't see the the elimination of certificated positions in the book and that is because there is not a need for actual layoffs because we have far more people that have resigned or retired that will take up those 30 positions um that the district is planning to reduce so hopefully that adds some clarity to that and then I also want to Echo what um Victor Vasquez spoke about earlier on and that is that one positive thing that everyone can do is to help to pass the schools and communities first legislation that will be on the November ballot providing billions of dollars to the schools in California so moving on from there I want to thank trustees Quintero and Herrera loera for taking the initiative and acting so quickly to bring forth the black lives matter resolution that's on tonight's board meeting agenda it was my misunderstanding that has caused area to delay in bringing forth the one that we've been create that's been created by our Equity team I thought tonight was a special board meeting and not a regular one and so we were planning to bring it forward to the July meeting which is still the plan and um it will be clear to our community that both the district and area support the black lives matter movement hmm on another topic as we are all aware very well aware we are experiencing a worldwide health pandemic that is affecting each and every one of us in some way I for one am extremely appreciative and grateful for the front line workers who risk their own health to care for others they are the real Warriors in this fight so in with that in mind there is something that I think you need to be very aware of Alum Rock Services approximately 9 000 students assigned to address the health needs of these students are two and a half full-time nurses which is a ratio of one to thirty six hundred students the National Association of School nurses recommends a minimum ratio of one to 750 students our district exceeds that recommended ratio by almost five times it is also important to realize that and I'm sure you are well aware that the 95127 ZIP code is one of the four zip codes that has the highest rates of covid-19 in the county so it's all of this in mind you need to also be aware that one of our full-time nurses who has served our district for five years recently resigned to take a job in another district with she will where she will be servicing half the students with more nurses the very sad thing about this is that she didn't want to leave Alum Rock her heart is with the students that we serve here but when this board and the district's negotiating team refused to put the nurses on the same salary schedule as the speech teachers and school Psych the school psychologists salary schedule she was provided uh the opportunity to move to a surrounding District where she will be her commute will be shortened her workload will be cut in by 25 I mean by 75 percent I believe and she will be making seventeen thousand dollars more per year she needed to do what she what was practical and best for her family I also want to add the last year we lost another nurse who had been in Alum Rock for 10 years and if I'm not mistaken it took that position was vacant for close to a year and that when there's a vacancy such as that there aren't nurses that are flocking to come to work in Alum Rock and not because it's not a good place to work but because well first of all their ratio is high of students that they service and also um because they can make much more in other districts or in the private sector so when we can't fill a position and we're forced to contract for a nurse we end up paying more then what it would cost the district to move the nurses over to the other salary schedule um and I mean again we're in a worldwide pandemic that is greatly affecting this County I don't know how the one and a half nurses that are on staff are going to possibly service the needs of the 9 000 students that we have coming up this next year so I'm telling you this because I think it's time for you to take uh a careful look at the valuable assets that you have in the way of the area unit members rather than being so quick to dismiss some of our requests consider the effect it is had on our students and Community when we lose these assets to other districts that acknowledge their value in this case the nurses teachers are really not greedy people quite the contrary these last few months we have witnessed the Great Lengths the teachers and area members have gone to provide the educational and emotional support for our students and their families and often at the compromise of their own expense and of their own families and children they have proven their dedication their flexibility and their ability to adapt and learn how new ways of delivering services and exactly how are we showing how are we being shown our worth we aren't in fact we're still bargaining reopeners for an agreement that should have been settled over 15 months ago area has made significant movement from our original proposal which wasn't an unreasonable One to begin with District on the other hand has barely stepped off the start line as a result we have let a valuable nurse slip away when it wouldn't have taken too much to prevent that from happening it's really up to this to you the school board to make some decisions that will ultimately shape the design of where this district is moving thank you Jocelyn um we can move forward to item 5.05 superintendent I'm gonna pass for the sake of time thank you okay item 5.06 Board of Trustees Communications um I'll just I guess call the way I see you on my screen if you have anything or if you want to pass or whatever you'd like to do trustee Chavez can you come back to me I gotta find My Notes yes uh trustee Marquez are you there trustee Marquez yes I am okay do you have anything for board member communication yes I do Okay so you want to take this this to have been writing notes and rewriting and throwing paper away and rewriting you should see my bedroom and My Bed full of rewrites and the only way I can do this now is just to say from my heart that I am so so sorry that I really let comments from one of my colleague get to me I really did and um I want to apologize very sincerely that I should know better but I'm only human at some point some of us just we can't hold it no more and I want you to know that I have been trying very hard to work with with traffic in general and um it just um it's just a very difficult thing to do and very hard you know to just keep your mouth shut and not say anything but I know that some of the things that come out are misconstrued or lies or you know just painted an awful picture so my sister apologies to those parents that called us out on it you know kudos to you you should and my sincere apologies to those that um that you know that feel like Ellen rock is not where they want their children to be I'm I'm sincerely sorry but my heart is here in Alum Rock and I'm not going anywhere I I'm ready to retire from all of this I am I am not looking for a stepping stone like some of our our um some of my colleagues are and have been um this is where I always wanted to be didn't want to go to City Hall didn't want to go to the County Board of Supervisors I I just wanted to stay here and help with however I could help and um I just want you to know that when the elections come you will have an opportunity to change this board and I hope that you will do the right thing and you will help that one person that could come in and change this board Dynamics and um I just pray that you do the right thing so again I apologize to my colleagues and I will try very hard from here on did not let anybody get under my skin so um forgive me please thank you I'm finished thank you trustee Quintero I think I was next oh you ready now okay yeah trustee Chavez I'm sorry unless he wants to go first he can go ahead and go first no I go first okay um on a on a good note on the city council meeting on the June 23rd the item number 3.9 the city council was voting on the digital Equity Coalition and they committed to put resources to long-term Broadband infrastructure in San Jose and devoted it into the the upcoming fiscal Year's budget and the bridge to the digital divide the ACT uh requires that the city to meet the needs to improve the Broadband access in the under underserved areas where our students live securing affordable devices to meet Alum Rock family's needs and the facilities um their access to the their access to this is so important and I want to thank um Eastside Union High School District for putting this uh forward and they've put quite a bit of money into it too and I know at this time we're not able to help out but because we are going to benefit from this as well I think that if money should ever clear up down the road a year or two from now or three years who knows that maybe we can contribute some too um because I I I know myself I've experienced a lot of problems with the zoom and um sometimes when I call I I know that uh the call gets dropped and and uh I I know that it's frustrating for the families and um I've had to call in and and if the children are using this to to this same system and they have the same problems as me I know that it's impeding their audio and visual learning and they're learning overall and what is needed to provide proper service for everybody we don't want our students to miss out on any opportunity and I believe that we should have a discussion of the future technology the needs of the students and the parents and figure out how to better address and reform the Improvement uh to the students education and the student learning this Paramount and I know that how we do how are we going to do as far as educating the parents to have the access of the internet I know that some of them have to do it through the phones but um if we do need the access we we do need to identify which students need the extra help and I know that the district has been working very hard and getting all of them the hot spots but we also have to help the parents and because there is in like in everything there's good things and there's weaknesses and I think that we should address that later on moving forward but let when we move forward let's do it at a quicker Pace because the solution is uh right now is the the maybe we can come up with maybe hiring and I know this sounds horrible especially with the layoffs that we're facing but maybe we need um temporary internet Consultants uh to expedite the suit the students learning so that they don't fall fall so far behind thank you thank you trusty Quintero foreign well just uh to iterate uh thanks uh to all the folks that have been here I know that we still have a good group of of people there's actually more folks that are than usually show up to our meetings and so that's a great healthy uh exercise in democracy and so thank you for that um I do appreciate the the apology that uh our colleague provided to the board um I understand that um the old adage says when you put out facts and you know they might make people uncomfortable um with regards to the things that I stated nothing that I said is isn't anything that isn't in a public document that can be scrutinized by the public many of you have already seen it so um with that I'm glad that we can set a different tone for this meeting as we can uh and then we can move forward and be more efficient and get things done um as we're getting ready uh to to to move ahead and uh and and plan for the future we see the the stats um the questions uh have have been raised in with regard to the need for more clarity with folks out there in the community as to what our next steps are and so I just wanted to bring it to the body and to uh Express um the concerns that I've written that I've heard from community members as to um if we can figure out a strategy I know that when things are being um developed you don't want to put stuff out there because it might change but um if we can figure out how to relay a broader message to folks our next steps in preparation moving forward and so that's something that I heard from folks that I've talked to in the community and so we can we can start laying out a plan so um I know we have a bunch of stuff ahead so I'll cut off everything else themselves thank you all thank you yes um first of all happy Father's Day to all the fathers this past week um and also I would like to uh let the community know that I was recently reassigned to um the county of Santa Clara's emergency response um Team um as a public information officer and so I mentioned this just to reiterate uh the fact and I know Jocelyn mentioned you know some of the numbers and I just want to reiterate um that our community our latinx community is testing at higher rates so we are 40 of the positives that are coming out um as we speak and unfortunately most of those numbers are in our our just our district our ZIP code um 95127 as Jocelyn mentioned being one of them um and so just want to remind folks to wear your masks you know practice uh social distancing um just be healthy you know uh we get to take care of our community you know show up to meetings and do all that and also you know just in our everyday living um I unfortunately go to the store sometime and then you know I see I see folks without masks and things like that so just want to reiterate and remind our community um also I want to highlight that in my tradition my culture we just honored um the summer solstice and it's when the sun shines the lightest in the year um and there's no accidents you know I right now um as we all know we're going through you know some very trying times um but you know the issues that are coming up you know um it's a light shining in the dark darkest spaces um and as I mentioned earlier you know that truth always comes out um and so you know you just want to um remind everybody you know continue to show up continue to speak up um I look forward to having conversations and moving forward together you know my daughter you know I'm a parent first and I was never I never thought I'd be here as a trustee but somebody said hey we want you to you know go there and be on the board and here I am um and so you know I mean white supremacy unfortunately is also prevalent right now I mean it's always been there but as I mentioned this you know light is shining on the truth and um you know the the dark spaces and dark energy days and dark you know behaviors are no lot longer being allowed to hide within our institutions um within our you know um spaces and so I look forward to continuing to work together as a community um to continue to uh bring the best and be the best for our children um thank you to all the parents who Express themselves and I look forward to you know having the dialogue the back and forth um with our community thank you thank you um I just want I guess I'll just quickly piggyback on trustee Chavez's comments regarding digital Equity I know that um um trustee Chavez and myself and I believe others have been ongoing advocating with the city and the county um to bring those you know resources to our community and so um thank you for bringing that up trustee Chavez um I also another point that you made earlier and I think trustee Quintero has brought up too is that you know as part of as part of being a part of this process I think healthy respectful dialogue is part of it and it's been brought up before that we you know we can disagree and still have a fruitful conversation as long as we keep in mind you know what we're what our goal is at the end of the day which is the students of of this district and you know we can disagree on how to get there um but I I don't have any doubt in my mind that anyone in this meeting and outside of this meeting that pertains to this District ultimately has that goal in mind so you know I don't expect everyone to agree with me and I don't expect to agree with everyone always but as long as we can be respectful of one another and you know have dialogue and differing opinions and different you know um sources of information and share that and and look for common ground I think we're going to be okay I think when we you know when we get away from that when we get away for what our true intention is at the end of the day then that's where you know it becomes worrisome to me and so again I think we're all here for the same reasons that's my opinion how we get there sometimes where we differ but I think with the foundations of trust and respect you know we can we can do a lot um and so in the interest of time I'll just leave it at that um so thank you everyone for your comments um so we can move to item 6.01 an action item to approve approval second we have a motion and a second to approve item 6.01 is there any questions or comments from the board on this item okay do we have any public comment on this Mr Gill or Mr Sanchez there's one hand raised okay Mr Sanchez emails okay for now while he gets set up um Mr uh moneybab can you get the clock ready and Mr Gill can you so we'll go two minutes again um 20 minute cap obviously we've been doing that for the majority of these items now um and we uh the first person can go ahead and we can unmute them who's the first person or the person that has a comments hey Veronica you have two minutes when you begin speaking [Music] um before I begin again um can you repeat what this item is item 6.01 approved I do not appreciate you chuckling uh whoever Dolores is ah trusty Dolores I do not appreciate you struggling because we call you out on your stuff as well but anyways go ahead the item 6.01 approved the contract with accountable Health Care Staffing Inc oh yes of course yes yes uh definitely approve it you know definitely approve it do not approve police in our schools we have and thank you for bringing a doctor um excuse me not doctor not not even there yet right um which we're asking for your resignation um those photos of the petitions that the community has to put out there right we have over a thousand people asking to defund the police right how many more people are do they need to sign for make sure that you put it on an item not as informational but I'm sorry is this to item 6.01 about that okay thank you yes and like I said we're putting once we defund the police we're able to even put more resources out there right and to fund things like mental health and put more mental health in our schools and again if you are how many more people need to see and how many more people need to sign that petition um because you know to defund the police and reassign that money to reinvest in our children how many more uh president how many how many times do we have to ask you to resign because if you don't stand with defunding the police there is no common ground right you don't stand with black lives matters or are children of color once again uh I yield my time for anyone else I would like to speak thank you any other comments on this item Mr Gill none okay uh so there's the motion and a second on the floor for this item um yes before we both before we go to the vote um I'd like to apologize to the young lady that just finished talking it wasn't a chuckle on her my husband walked in opened the door and I chuckled I said yeah I'm still on the until I was still on the meeting so it wasn't anything to her it was because my husband came to check in on me to see if I was still on thank you I'm sorry that I'm sorry that you jumped into a conclusion thank you um so I don't see any further uh questions or comments so we can call for a roll call vote on item 6.01 um trustee Chavez are you there yeah okay trusty Chavez yes trustee Marquez yes Quintero hi trustee yeah can you repeat that I didn't hear thumbs up yes okay thank you and myself yes motion passes unanimously item 6.02 for approval motion there's a second um is there a public comment on this item Mr Gill or my son Mr Sanchez man Mr uh it's from the same person Veronica okay so this is for item 6.02 the contract with Lozano Smith um when your microphone is unmuted you have two minutes to speak to this item great thank you so much again uh again great job on bringing resources is that our students need let's go ahead and defund the police let's go ahead and put that money and reinvest in our children such as this resources that we're approving right wow great decisions that we're making in this small period of time by the way I do not also appreciate your lecture I'm not in school okay um president I'm not I'm not in school I'm also um a professional out there in the field and I do not appreciate you bringing your Facebook resources which are not even peer review okay listen to the parents that are bringing peer review resources to re to and then put what resources we need right resources like this resources that will support our children and not resources that will damage and criminalize them such as the school to prison pipeline um again defund the police I don't know how many times we have to say it will be here we will be here okay and we will stand together it is not just me there's more and you can see it I yield my time so just a clarifying question the um research that you're referring to is that the research that was referenced um from the Journal of Criminal Justice I believe it was is that the one you're referring to um you know that parent put out that research um but if I can bring that parent I believe it was uh his name was Tim Espinosa and he brought that research um I don't recall on it but I did look into it and it is peer review it is not like your public posts that you're taking from Facebook right it is not it is not your public post that you're taking from Facebook I'm sorry it is not your public post that you're taking from Facebook without any credentification without even clicking to see what that is already you are standing against black life matters okay thank you for the clarification races the next speaker Mr Guild do we have another speaker on this one or is that it I said that's it yes sir okay um so is there any questions or discussion from the board okay so we can call for the roll call vote on item 6.02 press the Chavez yay trustee Quintero all right trustee Marquez abstain okay and myself I so motion passes for in favor one abstention trustee Marquez um item 6.03 for approval motion to approve motion and a second uh do we have public comment Mr Gill or Mr Sanchez on this item then we are one from Veronica okay Veronica when you begin speaking your oh wait Maribel do you have the clock ready thank you okay when you begin speaking a few minutes okay great again my name is Veronica I am a parent of two uh two Island Rock students and I'm also a community organizer and I'm also here in support of the resources for our children right the ones that we are approving and we were approving again I'm not and we asked you last time to put something into the agenda to be itemized and you put it as informational you took that deliver it and then you went on to Facebook and got started getting information that it's not even true that is just oh I I don't even know and you have a master's in social work and you stand with the police you should know how that affects our children you should know how their research does not stand with the police right because apparently you're not even reading the articles that you're putting out there standing with racism's confederate people and not with the black lives matter I stand with black lives matter and that's why I stand against funding any type of police in our schools now people want to know how we can um have safety programs there's a million other schools that are doing it without police right this is not something so radicalized this is not something new there are things that are happening East High School this is a union um just passed that they will not be funding the police congratulations to them we as Alan Rock can't even put it as an item action so embarrassed just be unembarrassed I yield my time okay Mr Gill do we have any more public comment on this item and no motion okay we'll put it into a roll call vote uh trustee Chavez justy Chavez I didn't hear anything I'm sorry my internet's going out can can you say that again yes we're um we're voting to approve item 6.03 I okay uh podcast hi Quintero hi trustee and myself I who motion passes unanimously item 6.04 approval contractor sorry can I ask something secondio if you can put yourself on me a asking the question um are we allowed to comment back and forth with our public any one of us when they're doing public comment Mr Ruiz Rogelio talk about bathroom break maybe okay we'll come back to that I just wanted to clarify because I'm thinking we can't Ernesto and I just want to make sure that you know we're following the law and um yeah I appreciate that yeah I appreciate that it's important that we follow the the brown act and and you know my understanding is that anybody is allowed to ask a brief clarifying question or comment um there Mr Reese did you hear the question no I didn't I'm sorry uh so I'm just wondering if we are allowed as trustees to um either ask the public um in relation to the public comment or comment on their comments so so generally no and the reason for that is unless it's dealing specifically with an agendized item so if it's if it's an off-topic item then the answer is no it should be no it should just be you receiving the comments and then uh maybe you know a simple follow-up question but there shouldn't be any detailed discussion on it so so a clarifying question or comment then is allowed but not dialogue is that accurate or okay that's that's accurate okay thank you did you have anything further and I think it'll also help you know just move our meeting forward and not like you know clarify you know ask clarifying questions at every comment just uh sought to help our agenda move forward thank you okay so we are on we were about to start items to explain with four can I get a um I only got the who made who made the motion was just taking Dental I didn't get I don't know who seconded because they were I seconded it on 6.04 right correct okay yeah wait a second emotion from Quintero second by Chavez to approve item 6.04 um is there a public comment on this item Mr Sanchez or Mr Gill none okay is there questions or comments from the board okay Mr Gill there is one from Veronica okay Veronica when your microphone is unmuted and when Maribel has it clocked up you have two minutes to um for your public comments great again this is my name is Veronica I'm the mother of uh two Island Rock children um which one of them is actually here and has been here here in the um board meeting and I will yield my time to her hello my name is Isabella from San Antonio I am a student and I would like to say I want no police in my school police make me feel worried they make me feel not safe I'd rather have counselors than police police just waste your time and they make sure you're if you're late or not but counselors they help you with everything they help you with your emotions they help you with everything you need that's all thank you Isabel or Isabella I'm sorry I didn't get it but thank you that's a very smart and brave thing to do thank you okay um we have and is there any comments or questions from the board on Aida um uh seven I was 604 right 6.04 excuse me I think we need to extend the meeting oh yeah a move that we extend the meeting till 11 30.
sesmar yes mrs. gloss yes mr. Hong yes relax yes this is Reese yes mr. Simmons yeah mr. Winston yeah Rebecca mention carries moving on to the transportation services can I please have a motion for items 1 & 2 I can by the rules and I need to scratch it Bernie I don't second motion to the roll call this is uh this is voice vote okay is there any discussion all those in favor close ups take motion carry moving on its information items and a good of the cause from the board is there anyone from the board who has something they want to talk about Laurie yep turn your microphone I just mentioned that the Indian culture Society had their emerging artists virtual yeah our virtual recognition of a young lady from our high school a tenth grader rising 11th grader Sophia Sepulveda Pizarro one defying gravity was her award-winning script and um dr.
okay is there a second to that motion second okay questions or comments from the board okay so we'll take a roll call vote on extending the meeting till 11 30. trustee Chavez hi trustee Marquez yes Quintero uh I trustee and myself I so we will extend to no later than 11 30.
Lasky and I were there and it was beautiful all the people that spoke about her or the girl herself was unbelievably well-spoken and hopefully at some point maybe we can have her come in and do a reading for the board or at least a partial reading no just wants to mention that she was very very very impressive young lady Thank You Lori I informed that our no student rep it's with us tonight Tony you know school's over your first board meeting no I think you would like to say tonight oh you're just kind of sitting back to again no I do have some things to things to say specifically relating to the at the end of the school year I'm sure you're all interested in the student perspective and generally it's very happy the beginning of summer so it was a great time because you never think about the end of summer which seems to be the most sad time but for the beginning art for that into the school year there were a few feelings that it was a little anticlimactic which I understand especially with there being no finals and I guess you don't you're on in the school environment for the final few days I guess it's kind of weird to one day wake up and just some of my school is over but I could think the virtual graduation really helped need some of those feelings and personally myself I thought the virtual graduation was very well made I believe the majority of the seniors and even kids from other classes were watching it and even if people didn't watch it with the alternative of an in-person graduation I guess it values the virtue a little bit less but it's still it's still a great cause and it was very well made I also want to inform you that there was a great student turn now at the food drive that was hosted at the mall every Saturday in June and who is dead kated towards helping families and organizations that have been stricken by kovat who have run out of food and yeah as I mentioned we got a great student turnout I don't know the exact number but a lot of pounds of foods that have that would have been donated so go Abby for I guess the collective effort to donate some food and yeah I guess in general it's just a very happy time and the biggest question is what's going to happen in September which I'm sure you don't have an answer for but yeah that's that's that's about it thank you guys thank you so much what are your plans for September I mean the summer summer unfortunately I had a program lined up at Stevens Institute of Technology that was like a summer research thing but unfortunately that was cancelled like most summer programs so a lot of kids are kind of scrambling to get last-minute internships as am i I fall on that boat but it seems that it's going to be a very independent summer for both me and for a lot of my peers just think you'll have all that time to spend on getting your college essay ready that is also true a lot of kids but there's also a lot of talks relating to College about colleges not allowing early action which is like the deadline for which I guess most kids cram for and at least what most kids would be focused towards if they worked on it over the summer and main reason why colleges would do that is just to give kids more time to take their standardized tests like the SAT and the a CTS most of the summer tests have gotten canceled but even then yeah a lot of kids would end up working on college applications over the summer yeah you have to update us on the college application process for the fall it's gonna be different - thank you so much for coming tonight greatly appreciate it thank you so much for you guys any other board members wishing to speak at the good of the cause I just Susanna yeah just a brief update on the East Brunswick Human Relations Council I haven't recorded out on that while so that is the council that continue to meet as we do remotely and using conference call there have been a series of coffee and conversations kind of highlighting and all these groups that have been active helping you know doing things in the community and actually dr.
