um did we vote already on 6.04 I'm I'm getting okay so we can move now to we didn't take roll call of who how many who did an eye and um just like you did in the last oh um it was that one was unanimous correct but it was the motion second by trustee Chavez but you didn't take the roll call like you did oh we didn't take the vote on that one no you didn't oh we voted on the time extension correct okay thank you for that so trusty Chavez on item 6.04 okay trustee Marquez okay we'll come back I don't know if she's having technical difficulties trustee Quintero yay trustee uh trustee Marquez Marcus can you hear us yeah barely yeah yes okay and myself yes motion passes unanimously um we pulled item 7.01 so item 7.02 board policy Child Abuse Prevention this is information only um is there any questions or comments from the board okay is there any public comment Mr Gill or Mr Sanchez none okay I just got from Veronica okay Veronica when your microphone is unmuted and the clock is up you can begin speaking in your two minutes will start thank you great thank you again my name is Veronica I am the mother of two Island Rock students and um I believe this item it is on Child Abuse Prevention and Reporting which is a great thing to have in our schools um I know that funding the police it's only a 100 Grand but imagine just putting that much money into training or even more our teachers and education of our families into making sure that our children are not being um you know that we have those prevention programs um instead of putting them through some abuse because honestly that's what police officers um school resource officers do they put them through abuse right it might be not sometimes it is physical um most of the times it's mentally right already criminalizing them already putting a tag on them that they are criminals our children of color are black children are criminals right um so just imagine taking that money and putting out where it should go and making this an item and agenda where we can actually when you actually can vote right and stand where our community stand with black lives matter um again thank you so much and I yield my time thank you any other any questions or comments from the board okay um I just have a quick comment um for this Child Abuse Prevention and Reporting um I Dr Bowery I just wanted to clarify that I'm pretty sure you received There's an opportunity for for our staff to receive online training so so that will be made available I know that's not specific to the reading but um we do have that available as a resource for training okay thank you um so we'll go ahead with the roll call vote trustee Chavez information only oh I'm sorry information only move forward to item 7.03 comprehensive yeah we still have that comprehensive safety plan first reading any questions or comments from the board okay any public comment Mr Sanchez or Mr Gill okay Veronica when the microphone is open and the clock starts you can begin your two minutes great once again thank you so much my name is Veronica and I am the mother of two Alum Rock students um and I know we are talking on a safety plan here I want to make sure that that safety Planet actually does not take any police officers right that when my child who has some kind of a disability um autism um has a crisis you're not calling the police and you're actually calling a mental health specialist right and having a police no matter if he's an Elementary or middle school whatever he is at I do not want the police to be called I do not want the police to be fun by the dollars that it is there for being educational um having those safety plans are very essential right having those safety plans that um I mean uh president um as we ask for your resignation and hopefully in hopes that you start dedicating your life more into social work um become one of our social workers right that we can actually maybe call instead of calling the police and we can call you to respond to those prices right um and then again we don't stand with the with police officers if you want to stand with them then you can call them but I prefer calling a social worker I prefer calling a mental health specialist for my children as they're having a crisis and that should be in the safety plan there should be no whatsoever police officer involvement when there's a safety concern uh again thank you so much and I hear my I yield my time thank you so with no questions or comments from the board uh we'll move forward to item 7.04 approved board policy board training second reading is there a motion for that approval second there's a motion by trustee Quintero a second by trustied um do is there any questions or comments from the board okay um any public comment on this item Mr Sanchez or Mr Gill and then one from Veronica okay Veronica when the microphone is open you and the clock is up your two minutes begins when you begin speaking great thank you again um my name is Alan Rock um children um and goodness this on training right board training um yeah let's get that board training for you all because it doesn't seem one first of all you don't know how to conduct yourself um second of all you know it is just embarrassing to see that you are fighting in the public and putting your comments um as your pictures it was just quite embarrassing um and that you don't stand with black lives matter so when we and I don't say we actually you sign this memorandum today I want to make sure that you know that it is not going to be valid if you don't stand with defunding the police from our school right the funding the police for my school will actually get your name on that memorandum and validate that because right now it's not and if you're standing with police officers and all our children our communities are not listening to us I don't know what kind of training we should give you right or we should recommend actually for you all because um you say I know that we can disagree and and it might it's going to be what we say no it does it's it's not what you say it's actually what the community says and the community right now stands against the police having safety plans for our children and I'm going to be here and I'm going to be here next time and next time and I'm going to bring five more people and 10 more people right and we're going to be here all together fighting for this until you actually hear us until you actually listen to us until you actually take trainings that will actually improve your practice of being so unethical and so embarrassing thank you again I yield my time thank you okay um so we have a motion in a second any questions or comments from the board okay so we uh we'll call for the roll call vote on item 7.04 yes a hand got raised okay um so the clock is ready so who's the first one Maria Martinez okay Miss Martinez um when you are unmuted you can begin speaking and your two minutes will begin hi my name is us and second the Veronica comment I want to ask you uh another member of War I don't know what kind of training you get it but I know that that you get before the training about the the brown act but you forget all this training about the the what rules do you you broken so please get your training and also invite the parents to get the training together with you because you need to prepare the parents to be there and the board and you share you need to prepare the parents to represent our students so please try to get this training for our parents to be representative students that really really care about what the or students need and I think you need training for how can you improve improve your time and also how can you talking with the people and also how you can present this war for the public even what position you need to stay and and the soon meeting because I was told you I see only some faces and all their in in the faces that that or people that represent I don't can see it so please take in a good training before hopefully you practice this training that that what are you training thank you thank you I was the next speaker Mr girl this Brenda is in the house okay Miss index when um the microphone is unmuted you and you begin speaking your two minutes will begin hi I just want to remind you guys that there was a letter to the district who did ask that all trusting members must improve their governance and operations effectively to serve the community the audit asked for you guys to take Governor classes which a lot of you have been asked to take and u-board president declined you said you did not need it hahaha I will not name the rest but you have all been called out to take training and I have not seen any of you guys take it before you took this position you knew the requirements because this article was written before you took a seat I think that governance training should be mandated to take I don't think it should be an option because apparently a lot of you guys need it I think you guys need to also understand how to read a budget because a lot of you guys have admitted not to know how to read a budget and I remember because I sat next to you guys um I really hope that you guys take this serious and really take this governance training because you cannot be an effective board member if you don't know what you're doing because an educational board is different than any other board and you have to understand where you're sitting and what you're looking at before you make any decision thank you thank you uh a clarifying comment or question Dr Bauer or yeah Dr Bauer the governance training that we all took that we responded I believe to the state audit um that was that was in response to the governance requirement from that audit correct the training that we all had in a special board meeting okay thank you um so we can take the roll call vote on is this the action item let's see yes roll call vote uh trustee Chavez hi hey trusty Marquez trustee Marcus can you hear us yes I said I you didn't hear me okay got you this time okay all right and myself I motion passes unanimously I'd um [Music] 7.05 we covered so 7.0 6 language access um I believe this came to us from trustee Quintero especi Quintero do you want to start on this one yeah um uh it's obviously not ready um but it was a place as a placeholder to kind of introduce the concept um the idea here is that uh the district has been um engaging in some good practices for um translation that type of stuff and uh actually we've been approached by folks who've been doing research on on the practices of translation and stuff that sort and being culturally competent in delivering language access and um and so the idea is that uh you know how have we memorialized what it is that the district is doing and so we've been kind of just jumping into it and doing things and so I talking to the administration Dr Brown in particular um I I brought up the idea that um time moves on people change and uh it's important to make sure that we through a board action memorialize the practices that we've been engaging in the people have been providing some recognition for our language access efforts so um as part of the conversation with the administration with Dr Bauer um the idea is to inventory the things that have already been taking place as well as go ahead and memorialize those things and the practices that we're engaging in already as a district so more to come looking forward to a more well-developed resolution uh and a first reading possibly next um I mean not a person but they all develop resolution next uh at the next meeting so okay thank you um is there any questions or comments regarding this item from board members okay um I actually just quickly I appreciate you bringing this forward I think um the staff here and and our district does an exceptional job in this area and I think it could be a model for um what districts do and many other places to to provide that access um for for people interested in in hearing and participating in these meetings um so is there any public comment Mr Gill or Mr Sanchez yes we have two one Veronica okay can we have the clock Maribel okay Veronica when you begin speaking the two minutes will begin great thank you again my name is Veronica and I'm the parent and of two Alum Rock children and also a parent organizer and actually president borva gerano as we asked for your resignation we also want to let you know that um actually we do not have very well um translation and access to a different language here in Alum Rock um I don't know who you're hearing it from but you know I'm out there in the community I'm making those forms right like the one that you attended when we asked you to leave because you wouldn't sit down with us and have a parent meeting um and so they're saying how awful it is the Spanish translation in the YouTube channel um and so that they can't even understand it that the two languages Collide each other but again if you would be listening to the community um but probably you won't anymore as we ask you to resign um you wouldn't know right so no please do not put Alan rock out there we are not an exceptional we are actually just very badly behind I um Eastside School District union today passed to refund the police and we can't even put it as an action item right we can't even hear what our families and parents are saying it's not just one person it's multiple people you have multiple people you had over 50 emails written to you right on this item and you couldn't even do it so no please do not okay it's painful and then we're having fights over here in the board meeting again very shameful unethical um and just I'm not proud right right now after this night I'm not proud to call myself an Island Rock alumni and I'm not proud to call myself an Alan walker uh parent because um because of the decisions that you decided to make and one is not stand with black lives matter one is to fund the police thank you and I owe my time Mr Gillen next speaker here's Victor Vasquez okay Mr Vazquez when your microphone is unmuted yeah and You Begin speaking your two minutes will begin hi thank you so much I appreciate that item being brought up uh I do feel that there there's a sense of History yeah I agree that the staff um has worked on this item but about 2014 2015 parents actually were at the board meeting asking for these translation services and ways to campaign to make sure that that was a priority why because as part of the lcat process parents are part of the decision making and input process in some way or another and how could we do that and provide uh English only or mainly English only information and services if um yeah how can we how can they do that in that in that sense so they asked and they started to work with the district and they actually had a couple of actions too to get to a point that translation and interpretation is is it's uh it's a something that's continuous in the district I do agree that there's some things that are really you all jumped on at the beginning in terms of translation and you continue through Zoom um County and other meetings are working towards that towards that end but I did see also a Nissan Union that there's a function that they use in their Zoom so that uh translation is integrated in the process um and you don't have to jump in through a YouTube channel or other means so there's there's definitely areas that um we can look at to to strengthen and that's not a bad thing that's that's a you know that's that's what we want to do always improve so I appreciate this item being brought up I also appreciate the uh putting that in history in a process for for it to continue and and yeah and there's any Improvement let's continue to look at our neighboring districts who also have some innovation in the process so yeah let's let's not forget it's also part of a parent involvement okay thank you okay um so there's no action on this item at this time correct trustee Quintero oh it's still being worked out and I want to make sure to bring it back and that it works out I do want to give credit where credit is due um and so while the parents did speak up and push for it um there was work being done by then well remember Andrea Shelton who had already been doing work at the county to increase language access and so you know we can just call that a parallel uh situation where you know it was a great Confluence of ideas but I do want to give credit to to then board member and therefore Shelton who did work uh with the administration to to push forward and and bring a um more language access to Alan walk as well so just want to make sure to recognize her work all right thank you uh uh okay so we can move forward to item 7.07 is there a public comment um from Maria Martinez on 706 right 706 yes okay okay Miss Martinez your looks like you're unmuted so when you begin speaking your two minutes will begin hi good evening good night uh um and board members uh one more time Maria Martinez I am patent grandparents and and and for two students in in San Antonio oh one more time I I and try to getting more information more context about this this point uh I'm looking in the book but they don't have nothing I don't know uh what uh what the information or what you want to put it uh about this point but like my college uh Victor say the parents always always in every meaning and be asking for translation I think that you need to improve the soon meaning you need to get that big soon meeting account forget that one line from parents that don't speak English one line for Hispano parlantes be together here and and be prepared more I know that we had the guy uh after I know the after is the the man they can do this they can improve this meaning and be uh inviting more patterns to don't support don't don't divide the puntings because the pattern and you too don't can talk Duncan talking don't be speak about the islands so please improve this this line this room and get that is together with with us thank you uh board president uh can I can I clarify really quickly so um there's nothing there because it's all being worked on and it was a placeholder on the agenda so um clarification all right thank you um so now we can move forward to item 7.07 after there's still one member from the community on 706 okay um who is the what's this okay Miss indejas when your microphone is unmuted your two minutes will begin when you begin speaking I I just quickly want to give a comment on this um I want to ask if there's any way we can add captions to the zoom link because there's also hearing and impaired having uh captions when someone's speaking makes it easier and even if it's in English or Spanish like movies I mean I think that would help in a way so that can be something that could be added I would greatly appreciate it um and that's it I use my time okay thank you any more after there is one from Veronica and I believe it's repeat yeah that so that I think she I do believe did she speak to this one yes what was that after I I believe so okay um Maribel can you confirm whether or not um I don't know if you have that Maribel said she did okay so we can move forward then to item 7.07 uh approved resolution of the Border trustees and I'm Mark Union Elementary School District that black lives matter um I believe was it trustee Quintero or trustee yeah uh both uh I and trust you don't have submitted this request and so um just want to thank the administration for moving forward and helping us bring this resolution forward and with that I'll hand it over to my colleague um what I said earlier that unfortunately white supremacy is relevant um I don't know if any of you guys read the mercury news today um but there was an article um and I just want to highlight one of the um quotes on there um of uh Dr Scott Myers Lipton a professor at San Jose State University um and really you know uh he highlighted how it is a call to every one of us in the Santa Clara County he said to examine our policies our attitudes our culture to ensure that black lives matter and to develop develop specific plans to end white supremacy in institutions that we are connected to um and I just think those you know words are powerful and important um and you know unfortunately some of us even though we're not white sometimes you know we fall into that uh that mold um without you know wanting to but uh for whatever reason um and so we get to shake things up and we get to you know look again you know um look in those areas that we get to be better in um and you know it was uh quite clear to me last you know at last meeting um that we needed you know we needed a little bit of shake up and you know it's bringing at the Forefront and to really stand as a leader you know I I thank you Andres Quintero um for go um sponsoring this um and we get we get to be vocal and we get to act what we say I mean who we are um and I am one of five right um there are five of us and we all come in with our different you know shapes forms and um thinking um and I respect you know people's thinking and thinking differently um but as one of the five you know I get to make sure that what what's important gets put in writing um so yeah that's it um I'd like to call uh to move to approve this uh resolution okay there's a motion on the floor is there a second second president Marquez with the second okay do we I'm assuming we have public comment Mr Gill and Mr Sanchez I don't have any in via email okay Mr Gill yes we do have two Veronica Veronica I'm sorry can you repeat that after the last name is Tad tone um two Veronicas one is Veronica alone and Veronica what is which one is the first one um Veronica okay Veronica without a last name visible um your looks like you're unmuted so when you begin speaking your two minutes will begin great uh again my name is Veronica I'm the mother of two Island Rock um students and I also very much support this memorandum that trustee Lo Etta and Jose pintero has brought up right and I just want to Echo Presley um sorry uh yes Laura um on those white supremacy right and taking that privilege that sometimes that white privilege and like what we fall on right um and we can't just sign this and be like oh cool we're past it and we're so great because we're not right we need to defund the police and that's something that black lives matter actually stands with um you are defunding the police when you're citing this and if you are not then please do not sign it do not put your name in there right it will be a disgrace just straight up sell us I do not stand with black lives matters as do you have especially your president uh we ask for your resignation again um that if you are not standing with the community and with black lives matter do not sign it we're asking that that memorandum is not just a paper it's an action right and that in in that action we're asking that we invest in our children we invest in their well-being and we do not invest in the police being in our schools no matter what again do not sign it if you don't stand with it don't act like you want to be like the city council in the city council chair because you will not be simply you will not right truth is coming out to light and we are not tolerating your behavior so it has yours um President we ask for your resignation we are not tolerating that anymore you cannot oppress us anymore we are here and we are here to stay and we are here to speak up you cannot just mute us to a one minute anymore thank you next speaker Veronica I didn't get the last name but Veronica with the last name that I didn't get um when your microphone is unmuted uh your two minutes will begin when you begin speaking so the second person is Veronica if I pronounce this right I don't see her on my screen good evening my name is Veronica Talton and I'm in Alan Brock employee I'm an African-American educator and I'm a proud area member I spoke last board meeting which was June 11th about this and I want to publicly thank our local president Jocelyn Mertz for being extremely supportive of this I'm also a member of the area Equity human and civil rights committee on June 11th we asked two things and we asked that we be put on the July 9th meeting to bring forth a resolution for black lives matter and we also ask to be a part of the discussion when a racial Justice task force was formed I want to publicly thank and acknowledge trustee loera for stating on June 11th that black lives matter I want to thank those who have worked on a resolution for this meeting but I would like to acknowledge that the area equity in human and civil rights committee wishes to have a seat at the table and work alongside the board and any other staff members who wish to bring about positive change in this District I am proud to be an Alum Rock employee and I am proud to be African-American but I had no intention of speaking tonight that I had to say thank you to the Allies who keep saying black lives matter well for me as an African-American it means a lot a lot more I cannot take my skin off and I have been marginalized my entire life and for those who have stood with us to say black lives matter and did it way back in 2013 when the hashtag started and who will continue to stand with us I thank you and I thank whoever put the black lives matter caps on the website what we are hoping to do more and to do more for the students and the community thank you so much thank you is there any other comments Mr Gill yeah there are two okay who's the next one famous in the house when your microphone is unmuted um you have two minutes when you begin speaking hi I just want to thank you guys for putting this on the agenda I think that it's really important to make a statement and with our community in this this is a crucial time and I think that we all need to show a support so I want to thank Karina Herrera and Kim Taro for bringing this resolution um it means a lot to me because I do stand with my community and black lives matter and I will continue to say that regardless if the media or anyone is not speaking on it we will keep shedding light because it's not over until we truly do things that change uh the systemic racism that has been created around them and until that is solved we will continue to push for them to have equal rights and not only that I do wish to uh also ask that when you do that include parents as well in this committee because we also want to be a part of this and make sure that this this isn't just a resolution but it's it's a step to change and with that means defunding the police and really writing it and you guys taking a statement and agreeing that you all are here to defund the police um and I mean that by meaning you reinvest in your kids education we have to create leaders we got to make sure that our kids know that we believe in them and the only way you will do that is by reinvesting the money in our kids not making them walk to field trips not making them sell chocolates for a science camp we really need to invest in our kids I appreciate this resolution I want to see more change this is a big step thank you thank you is there any more Mr Gill I think you said yeah the last one Victor Vasquez okay Mr Vazquez when you are unmuted your two minutes begin when you begin speaking hello um my name is Victor Vasquez and yes last uh we work with also a coalition of organizations Grill Migos de Guadalupe we also work with the Mexican heritage plus of evolution of course almost Mayfair Under the Sea Supply Collective Banner we have decided as well to put our own resolution a while back in our own statement on this because we understand that the grief and the rage that it feels we have our own local families here Latino African-American Asian who have also been impacted by police violence we all understand that we're also impacted by racism and right now is the time to also Center the voices and the ask of black or black community members so we put our statement because we we want to be in solidarity and we completely support the request to include the voices of black Educators black families in the curriculum and the equity uh development conversations as well we stand with you and and also to our area teachers we would love to continue to work with you closely hand in hand to continue to advance racial equity and economic Justice in The District in our city thank you thank you are there any more Avatar or is that it is nice what was that yeah no more okay um I saw your hand and then trusty Chavez after that um so actually I wanted to um amend the resolution um if uh possible and Rogelio let us let me know if um it is but if we can include it therefore at the end um and then just uh take care of this now um therefore be it resolved that arusd terminates contract with sjpd and that arus ESD no longer retains sjpd or any District hired police officers such as sros uh now or in the future can we add that Rogelio is that possible if uh uh yeah I'm looking at the agenda language um yeah I think that's possible okay trust me so is that that's an amended motion correct yeah Andres do you uh accept foreign are the ramifications of the addition of the language if let's say we were to have a crisis and uh we need to go ahead and bring on extra support because we're being threatened or something like that what um what uh I I know that in the past we we had a situation where somebody made death threats to through Twitter and um we had parents who were police officers who came and were standing around and lending support but if we were to face a situation like that would we be prohibited from um getting extra security and support for our schools through this resolution is it is does it limit us completely from being able to at all under any circumstances bring in extra support to protect our kids so so that so excuse me so that's a that is a really good question um in emergency circumstances or under pressing circumstances the district just like any other private citizen or company or organization always has the option of calling 911 or asking for a police drive-by and those types of circumstances the question is more or as I view the question it's more do you have events where you commonly require some security presence whether it's San Jose PD or some somebody else and yes this would potentially affect that because this is a you know determination by the board not to contract for those services so I I just don't know what the scope of those types of services would be whether or not the maybe the superintendent can chime in but whether you have events where you you typically are normally contract for Security Services all right well um thank you for that clarification um if it's the intention of the board to rely solely on on 9-1-1 or emergency situations and I guess you know go for it and then we'll see where where the board majority falls on this uh so yeah I'll go ahead and afford it I did see I see you trustee Chavez but I did see um potentially as a response to mystery Ruiz Dr Bauer looked like you might be saying something and then trustee Chavez um we can go to you after that just really quick remind everybody of the time that we said that until 11 30 and it's already uh 11.

yes thank you uh superintendent Bauer were you did you have something to add to that it was very much what Rogelio said in terms like we can always call 9-1-1 if there is an emergency I mean I that's just gonna happen um I just don't think that um this will have any specific ramification unless um there is a little Clause the the extra uh kind of what Rogelio says is when we have kind of end of the Year celebrations like graduation ceremonies where we are you know required the other one is the Cesar Chavez March because they provide extra support when we are when the kids are walking in the street um those are the officers that help control the crowd and make sure the kids are safe but you know having said that we can certainly work with with our parents and um um I'll volunteer too yeah so I I just wanted the board to to be able to know that I I don't see any significant ramification from our perspective of administering safety to the kids to a question Mr Reese just um to clarify because I believe you know if we do move forward with this I do want to make sure that in the future you know there's not a situation that does come back to to hurt us and so for instance in the Cesar Chavez um example that Dr Barr brought up where we typically do have um assistance from officers to just kind of guide that um and I assume that we would be able to easily get volunt parent volunteers to do that but are there I mean off the top of your head in this moment can you think of instances where our not providing that on-site preventive kind of um support wouldn't would end up putting us into a position of liability for anything that might occur so the the District of course you know has a has a responsibility for providing a safe learning environment and a safe environment at all of its campuses um so I think the answer to that is generally no I don't think it adds any increased liability to or exposure to liability given the nature and scope of your normal operations I mean the Cesar Chavez parade might present I I'm not sure whether the city issues a permit to the district to allow for the parade and a condition to the permit is that uh the district or um police support to help guide traffic and and keep the kids safe I would view that as a different circumstance because that's required by the city as part of the parade permit but I'm not sure that you pull a parade from permit for that um but from a liability standpoint given the scope of your operations I don't you know I I don't see that it generally comes up like with high school districts where commencements are held in in other facilities and they tend to be very large with maybe a couple of thousand people there um but your your eighth grade uh uh ceremonies are typically held at your school sites so that's that's different as well okay trustee Marcus I don't know if I heard you trying to speak I'm not sure I heard something I was clearing my throat okay it's about that time or the night when I start cleaning the throat okay um I would you know just to speak to a couple of items I um you know in my in my opinion I I do not think that the provision of safety from ex potential external threats is mutually exclusive to me sitting here and state that I support black lives matter I I know people have very different opinions but I I feel a strong obligation to do the you know the best that I think that I can do for you know that obligation that I mentioned about providing Safety and Security and I think there is at least room for discussion and consideration about how that might look different um with a with an educated and trained law enforcement presence I mean I just disagree and I I guarantee you it's not easy for me to stand to sit here and stand behind my convictions about how I feel about this but I do not I would disagree with the individual are individuals who think that those things are mutually exclusive and that they speak to my commitment to Black lives matter in this moment but just advocacy for African-American black African ancestry families in general my history of doing that of you know standing shoulder to shoulder with with you know my African-American brothers and sisters doesn't span the past 25 days or 25 weeks or months I've I've as was alluded to I have worked professionally for the past 25 years and done and and advocated for my fellow African-American Community communities in a way that sometimes has cost me professionally for speaking up and saying things in rooms where it was uncomfortable and not easy to say things in advocacy of um of my African-American brothers and sisters and so so you know black lives matter is the term that we're using now and I certainly am solid I'm in solidarity with that um because I have been my entire career so I think in my estimation it is unfair to characterize something differently of course everyone is open to their opinion and I respect that um and so with the amended uh resolution I would support that resolution um because in my in my estimation the my my feelings and opinions and thoughts about the importance of advocating for for black individuals and black families particularly in this moment but obviously a long history past is stronger than my um my thoughts about what we need to do to provide Safety and Security in our schools um you know so I would I would support the resolution as amended um you know I do think that we lose an opportunity to to find a real um a positive way going forward to work with with Community Partners but you know as I mentioned I believe that I believe strongly enough that black lives matter is important is of such importance that it outweighs my other feelings particularly since I've been reassured by our legal counsel and staff that that we would um we would not potentially incur some liability or some added thing that we can't foresee right now going forward so I would approve or I would um personally approve and support the resolution as amended any other questions or comments give me give me the amended version one more time um therefore be it resolved that a-r-u-e-s-d terminates contracts with sjpd and that aruesd no longer retains sjpd for any District hired police officers such as sros now or in the future have a quick question so the only way that you can have uh say Cesar Chavez parade is um by having the police officers there so does that get canceled on because the city won't allow it or how does that gonna work I mean um for the resolution and if we if we need to uh cancel the Cesar Chavez which is what happened this covet it got canceled do we need to do that or start thinking it in those terms you know that's why I said trustee Chavez that we can deal with that as any other field trip and that's when I mentioned the word that I was looking for was chaperones right we're gonna have parent chaperones or chaperones to help us with the kids I'm sorry because my internet keeps going in and out so that's why I had to ask again no that's fine that I understand thank you I want to be very clear with everybody that that's the way we will handle something like the Cesar Chavez that's just one I mean there's other events Quintero uh look the way I first used it I I am you can see from my line of questioning that I'm concerned about a blanket uh statement but I'm also cognizant of the fact that if some statement that we made right now is going to get in the way of us recognizing uh and having our kids engaged in things like sister Travis we can always take it back up as a board and um for example I'm not and this is an attack or anything but I'm not comfortable in having our kids being looked after by volunteers or chaperones instead the expectation is that we will do what it's required to keep the kids safe as they're making their way through so if we need to revisit uh for this specific event or whatever I'm sure we as a board can go ahead and take that action and make sure that we're not because of um this action today we're going to be stopped from engaging in a um in a celebration or something significant so um I don't I don't foresee that being a problem it's a it's a big enough deal um the board will revisit and say Hey you know this is going to wind up forbidding the kids from engaging in this big celebration we can take care of it later another quick question uh Ruiz that just popped into my mind um so in terms of like things that are not necessarily an emergency and I'm just trying to play this out like in for instance enforcing um a restraining order you know that's been a reality in our district and and things of that nature that um I guess then am I to assume that we would call 3-1-1 um for something like that or you would just resort to the normal process for engaging the police if you have a if you have a security or you know or a danger issue at your campus which is the staff would call 9-1-1 or they would call 3-1-1 and ask for support at the site president it's 11 20 I would suggest that if we're going to move we move on this and then we try to get to whatever's time sensitive in the balance of the agenda remember that we don't we can't yes okay so does anyone feel they need to say anything urgent like in 10 seconds if not we can call for the vote on this okay so we will call uh we'll go ahead and call for the vote on this we had we did do public comment right yes we did do public comments so we'll call for the role called vote Tres D Chavez okay trustee Marquez aye trustee Quintero and myself I the motion passes unanimously um Mr Ruiz what is remaining on our agenda that needs to occur this evening uh well I would uh I you know I'm not sure what the superintendent has in mind but the lcap operations report is time sensitive it has to be approved before July 1st Okay calendar because it's got all of our things that we need to do oh move approval it's not it's not a consent according to Mike did you move it into it which one which one are you referring to you 803 yes 803 no amount of approval okay there's a motion in a second to approve item 8.03 lcap operations report is there any questions or comments from the board on this item can because 8.03 doesn't say oh okay but it just said that we can take action yes so no question okay I'm assuming none um so is there public comment on this item Avatar or Mr Sanchez so there are two hands raised not sure for this item or the one from before okay well right now we're taking public comment on this item 8.03 lcap operations we did take public comment on the previous item and we have eight minutes so I'm gonna go ahead and um in the interest of time I need to limit these to one minute public comment in order to get to our consent calendar um so is there any objection to that from and we we really need 802 please that's the other one that it must that must be approved today okay sorry so since we already have a motion in a second for 803 is there a public comment for 8.03 do we have hands raised for that I mean Mr Gill yes there is only one floor okay Miss de Leon um once we have the clock up and once your microphone is unmuted um unfortunately because of time as I mentioned we have one minute so Maribel once you get the clock up I think Miss de Leon is on yeah she's unmuted Mr Verano we have a little technical challenge for bringing the clock okay um de Leon um go ahead and get started and I will I'll have to do a manual count for a minute um I apologize for the inconvenience unfortune that I that uh we're we are not giving up their um enough time to for people to and for you guys to understand this item because this item talks about the L cup and I I don't know if you even know what you're gonna be um approving but this one um it talks a lot about the um the program that is called um supplemental estate funds which um for students would seek to act you you will understand it as Essa and this one will talk a lot about the programs Effectiveness instructional language instructions for students and the previous proficiency and that support for that their academics and we're not given enough time for that you know it's just really frustrating that you even wasted the time to do a presentation on your own and I'm also part of the oversight committee and we have the members for the oversight committee to be presenting um and you guys are choosing what to present you know and this is so late and ridiculous you know that you guys shouldn't spend more time on this because this has to do with that learning and the instructional and the things that we need to talk about for our kids so it's very disrespectful that you guys only give one minute and that you guys are just talking talking talking talking about other things that yes they are important but please next time pay attention the outcome when we're talking about outcome I want the item to be at the beginning of the meeting thank you um did you say we have one more Mr Gill yes we have Veronica okay Veronica when your microphone is unmuted um you I'll do a manual count and you'll have one minute to comment on 8.03 again uh I don't know good night everyone um my name is Veronica I'm the parent of two Alum Rock students and I just want to Echo what floor said um it is very important that we put lcap at the top of the agenda um it should not be something that we are timing it with such little time right again I don't think anybody really knows what they're voting on and this is where the funds get misplaced right this is where the funds go into Pockets that they shouldn't be going to um and it's it's sad it's sad that we had to be lectured by you as we ask for your resignation um it was just sad that we had to also apply to your documentation that was from Facebook not even real sources but we can't even have their actual presentation for lcap on this item I'm very sad as it comes to twins as a boater and just really hoping we can do better because I know we can do better we are not going to make the same mistakes as we did just a few years ago I refuse to do that thank you okay um do we have any more Mr Gill one Maria Martinez okay and just a quick question Mr Ruiz in um the priority of passing these versus having to take public comment um is the priority on passing these time sensitive items I know we have to take public comment on each item yes yes uh the operations report has to be approved before July 1st by law okay so um unfortunately because of that and we're down to three minutes we do um we have taken public comment and so we're going to have to take Miss Martinez's comment offline with that would that work for this instance to get that approved uh you can just ask for 30 seconds okay Miss Martinez can you get your comments in 30 seconds roughly I apologize for the um inconvenience 30 seconds yes okay of course uh High trust is uh I I'm so mad and I so disappointed in in with this item because you always approve the air cup and I I don't hear you uh nothing about the question um do you you know mention evaluation that you do it or what do you find that that's always or with the same and that's a very important document that's the money for our students so please check in one more time I know is is the time to approve but for that you can make a special special board meeting so for get more time to evaluate this thank you okay thank you um so we have a motion and a second on this item um any questions or comments from the board okay so yeah so we um uh we'll go for a roll call vote for item 8.03 trustee Chavez I trustee Marquez and myself I motion passes unanimously we need approval of 8.02 there's a motion okay motion and second is there public comment on 8.02 Avatar [Music] no okay so we will call one hand raised Delta not okay I'm gonna unfortunately have to go for 30 seconds for a comment on this item um when you're unmuted you can begin to speak I wanted to talk regarding item um the outcome item I just I've said at this board that oh um it's the money budget that goes for 81 of our students um there are high needs students and for you to just delivery took this to the last minute and not paid nothing too little attention is a disgrace and it's not your job as a board members and you guys are doing a poor job for our students thank you and have a good night thank you okay I'll call for a roll call vote on this item trustee Chavez hi trustee Marquez and myself I motion passes unanimously is there a motion on the consent calendar motion to improve the consent calendar second option to approve in a second to approve the consent calendar is there any questions or comments from the board okay see none do we have any public comment on the item Mr Gill none okay so we'll call for the roll call vote trustee Chavez hi trustee Marquez I I trustee Quintero hi my uh and myself I motion passes unanimously um so the balance of the items oh Dr Bauer go ahead uh yeah and I want to thank the board I want to clarify for the community that you did not approve the l cap tonight this was not dial cup the l cap because of covid-19 has been moved that deadline for December I just want to be very clear that the board did not approve the budget for the El Cup tonight this is a report the first one that was approved if the operations report of what we did during covet 19. if you read the book that's what it says and then the addendum is just a recurring uh report that we had to send to the feds about Title One title two title three so Community the board takes this very seriously and I know you know I just want to be very clear that that was not approved tonight and that there will be plenty of time for the board to go through the l cap and go through the same process that we do always thank you thank you so the balance of the items tonight um there was a few that I think we did not get to what we can table to the next meeting correct okay I have a question go ahead um the presentation by the citizens oversight committee is just information so there's no formal action um is there the ability is there anybody who's going to present first of all secondly is there an ability to listen to that report even though it's already 11 30 and we're not able to to move forward uh officially in any sort of capacity but would we be able to just take in information um and would that violate the Run act if we were to listen to a report I'm not I can I can read I think I can respond to a little bit of that I'm not sure that it's a brown act issue so much as it is aboard bylaw issue about the conclusion of your meetings um so but there's nothing about there's nothing in the Ed code that requires that that report be delivered before July 1st like the other items that you just approved all right so we can table the remainder of the items until the next meeting correct I believe so okay so with that being said we will adjourn this meeting at 11 33 pm thank you everybody and we are adjourned thank you thank you everybody thank you thank you everyone thank you foreign

Stewart Thank You mr. president I second companies and I could also sent you some information as background information I'm not sure how much you want me to actually I won't point out a couple of things for your attention on the cover page one of the things that will be noticeable to people who pay attention to these things is the primary tax rate it's considerably lower than for the previous year there worked with Craig bikini at the chemi treasurer's office to calculate this numerous times to him to make sure it was accurate and it is in fact accurate secondly on that page you will notice average the average teacher salaries that I used the same formula that are used on the revised budget to calculate the the new average salary I also included in that the fact that built into this budget our step raises the ability to offer step raises to all employees and so that's reflected in this average what happens with that as a final thing is up to the floor relative to authorizing the payment of step races but I wanted you to know that it was calculated in on page 1 of 8 which is really that the maintenance and the corporation's find the budget there are a couple of numbers or several numbers that kind of stand out and part of them are d2 recoding as we've worked with the auditors and the performance auditors in the AG's office all year so that reflects in the budget in column 1 the column that says salaries under instruction the salaries for teachers looks pretty much like it did last year but that's because this is one of the places that I put some reserves from this budget in that same column you'll notice a significant increase in salaries that is because the salaries that had been budgeted in the past for substitutes that would purchase service services from to work with company he assigned it's just it's a company that's been around a long time we did I go out for quotes on this but they originally you may be familiar with them as a company that started to when people retired and then they wanted to continue to work and so they could contract you know back with school districts to continue to work and still there are retirement that was how this company started aware of that program doctor story the benefits others some specific teacher I'm not sure that there's anything particularly different for them other than I mean it's the pay for them is the same all of that's the same there was a big advantage to the district big savings to us not having to pay insurance for long term subs and and not having to manage HR issues and payroll issues and those kinds of things well I realize it's kind of a big headache to get all these people in because they come and go and they're sick also and third grade they don't want but I'm a little surprised yes I have gotten into this to the learners the benefit for them well they do like to be from us 10% for every day that somes work when I presented this information to the board I brought the cost comparisons and the savings to our district even when we are paying that 10% per day for the substitutes so and and part of that has to do with the increased amount of funding for insurance when I'm back in the day we didn't have to pay insurance for any substitutes and what the Affordable Care Act some of those definitions of substitutes and long term and those kinds of things resulted in the district having to pay insurance so there still a significant savings to us depending on the year you know this past year would not have been a good way for us to tell because of fourth quarter and not being like fully you know I told you so subs but in a typical year we would probably say 15 to 20 thousand dollars and that represents only to that savings alone would would cover insurance for two employees do they still have to pay insurance like we need what are that - I currently don't know if they have to or not okay good question my question that can can we look at sure one for okay yeah salaries 176,000 employing benefits at 243 talent that's one of the guys that's one of the coding changes we had to make done for insurance for the district before I think that one's the one that we had to recode that had to do with workman's comp all of our big district insurance things like liability and and workman's comp had been coated in correctly and so excuse those numbers so now they are going into the superintendent's office that particular one yeah it ends up in 2300 is actually the Governing Board lines and so I discussed this at length with the person from the AG's office and I said really we're going to say that the governing board is you know that this is a governing board expense and we said yep that's how the usf are as a governing board expense well now I would disagree with him but then who are the two employees with a setting that would be Kim and me so that is partially the superintendent office right yes it is so that's the Saturday part and then there would be the benefits okay there are some others that were kind of strange too I will tell you Sonny came and asked me today because the for instance the frontier bill for telephones gets coated in a really strange place that made no sense to me and of course I was told well it doesn't have to make sense this is just the way they you SFR says you know we recoded things in compliance I would also point out and inline column one the salaries column line 12 the correction the 94509 from which we pay read teachers and those positions in the revised budget I obviously did not catch the air so if you're looking at this compared to the revised budget that's why you'll see a difference there under purchase services on line 7 that looks like a huge number it does include the payments that we make to ABM but it also includes a number of other things that were miscoded and that we had to put in there doctor said the payments we made the ABM ABM ABM is a contracted service that we have so that's operation and maintenance of plant so ABM right yes ABM yes okay and then one that probably caught everybody's attention in supplies line percentage of increase is twenty five hundred percent that is where I have placed the reserve money in case rADM declines and we at least two percent of our funding because of that so I made sure to build into this budget reserves for things like that so we're hopeful that we don't drop our attendants or our ADM but if we do we at least have cushion for that that one in the past has been twenty five thousand so you can see why it looks so much bigger one I do appreciate the explanation you said that wiped out a lot of my questions that really hid one question that popped up however was I see the IT tech in there is a shared service is that strictly for the elementary district the new position that I'm requesting would be very much for our district that doesn't mean that this person would never pick up any little tests at the high school district but it's intentionally for our district simply because we have gotten so far behind in in some of those tests that are listed in that job description plus we have just received 175 new computers for teachers approximately three hundred Chromebooks coming from various grant funding sources for our students to use [Music] it is a yes it is on its three point four on this agenda you want me to go ahead with the budget yes please to purchase things for instructional materials textbooks although we don't use the textbooks but line two under library books and textbooks is the is the funding for the amplifi science program approved the program last meeting but we're asking for your approval in this new business for the actual purchase Society other related items and of course that results in an increase in 139 percent on the right side which looks pretty significant decrease you'll notice a significant increase and that's reflected in that amount I find it a little disconcerting that that one point 1 1 7 million only somewhat offsets the cut that they made in our title 1 funding of above and I know that the two things are not related but it's still a little disconcerting to take a big hit they base that 1.1 off of us being a title 1 and then they took it from title 1 so 1 point 1 1 7 it's kind of like [Music] carry forward that number makes me nervous 1.4 million in carryover makes me nervous but I walked through those calculate numerous times and at least twice with the expert from the AG's office and part of that is because the air and the carryover from the year before about $400,000 and the rest of it is because we actually have more money this year based on our enrollment because we only in terms of a DM over II lost I think it's four or six students actually in ADM and of course the amount per ATM so one of the reasons that I have put some reserves in the budget is because I'm a little concerned about this one as I say the calculations you know it's not like I say then calculated I pick up yes you're gonna cross we see 27 to the same line I'm wondering why that's there and the Dennis turn comes down on a BM struck that we're going to look at me on the truck he was going to get the keys from them and you know do an inspection and he has not gotten back to me on that the 27 to 6900 and now excluding 6900 Doug right off the top of my head I can't tell you what that is and you'd think right now as deep as I've been into this that I could tell you whatever penny was but I don't remember what that one is oh look at that happens I did notice down there on line 9 that's the principle for current energy recycling problem correct no that is that is what we pay for our lease purchase releases of the Xeroxes okay now previously I was told by the administration when I asked what that line was that it was the principle for the energy recycling program are we still paying that we are still paying that and that doesn't reflect that in line three at the bottom in fact in previous budgets line three at the bottom has had no numbers in there and this is the one that I put in based on my conversations with Chris in the AG's office and he indicated that that's that number that I have there in line nine is in fact the number that goes down below we don't what we're paying mostly for what we're paying mostly for that energy savings is out of a memo and not out of capital I don't think so I can't speak to the information you were given in the past I can only speak to the information that I've been working with and that was one of the currents that was one of the questions I can specifically ask Chris at the AG's office right and I also noticed in your write-up again like $200,000 for Diamondbacks use of capital for a number of projects that 200,000 would include trying to get parking lots parking lots some work on parking lots that that ad April each entrance at Fox Creek I'm trying to think of the other stuff we need to review we need to reconfigure the entrance to to Diamondbacks so that students can come into the office without having to go through the Health Office which they currently have to do and that would look a little more like the entrance to coyote where they would be another door where students come through and when parents come in the other any other entrance so there are a number of items included in that 200,000 done okay do we have any other questions on the budget hey can we get a motion to approve the proposed budget for the fiscal year 2021 brandy dipwad I mean we approve the budget kori Burgess now second all in favor Cory Burgess aye Randy I go god i salute item 3.2 health assistant positions to work work with the health attendants in all the considerations of things that we need to do to address changes in our sites for health and safety of our employees and our students in our in our plan that we presented to you earlier this month we have a whole bunch of new little assigned tasks that need to be happening and it finally occurred to us that it would help if we had some people to help make those things happen a whole lot of the health and safety things laid on the responsibility of the health attendance and so checking people's temperature keeping other records than they've been keeping in the past all kinds of new jobs it occurred to us that it might be a really good idea to have an extra set of hands and eyes at each site to help the health attendants so right now these would be one time I won your positions pay for from the cares Act funding to help our health attendants any questions all right then I would like Cori Burgess I would like to move that we approve the six health assistant positions all in favor aye Cori Burgess brandy Dubois item 3.3 the six-day could stow dia positions lots of extra disinfecting and those kinds of things need to happen during the day and there's only one day custodian each at each site it occurred to us so this would be a really good thing to have an additional set of hands to go around and help keep clean clean things and since we'll be doing meals and classrooms this is a person who could be delivering those meals rather than us pulling somebody else to do lots of any questions on the custodian positions and Cori Burgess I move we approve the six custodial positions brandy do I second all in favor Cory Burgess I Brandi Dubois glugs I item three point four higher one computer tech journeyman position dr.

all in favor aye okay we've got uh looks like six votes so that's unanimous for those who are here uh no opposed motion passes thank you um okay finance report um as far as the finance committee we've not met uh in a little while i think our numbers have been set for for a bit so um i guess uh vin i'll hand it over to you for some updates thank you and good morning everyone i'm going to share my screen and and go through the next couple of sections on the agenda hopefully everybody can see the medical benefits update on your screen yes yes okay thank you yes the this is the medical benefits update as of may 31st if you um take a look here you could see that the most recent claim month of may was 909 000 in claims you know this year we were looking for an average of 750 000 so you know that claim month is higher than um you know what we would have expected this entire year in fact if you look down in the lower section our average monthly claims this year have been 869 000 119 per month what's driving our claims is primarily some very large claims um for just a handful of individuals that have benefits through the cheshire public schools um you could see that you know on yet a day basis we've decreased the the medical benefits reserve balance by 1.27 million dollars due to claims however if you look up at the top section of the report you'll see that we did receive 475 644 dollars in stop-loss reimbursements and so those are for individual claims that exceed 175 000 um coveted claims on a year-to-date basis through may are under three thousand dollars so just you know kind of keeping in what i've been reporting previously this is not covert claims that are driving this year's claims it just is uh you know it's one of those years where large claims do predominate um our medical benefits volume the ending balance and the reserve is two million four hundred seventy thousand ninety dollars as of may 31 we have one more month to go in the in the claim year you know i believe june claims will likely be relatively high again um because of of some of the large claim activity that's continuing to come through you know but i do expect that we will probably receive another 50 000 or so of stop-loss reimbursements in june so you know despite the fact that we had a large claim and and uh a large decrease in the trust fund balance we are ending you know at least may with about three months of claims reserve um which is where we'd want to be i mean we were higher but you know we'll certainly take ending at three months and you know hope for a you know better claim year next year so i'm going to stop sharing my screen for a second there are any questions from board members um i'll i'll go first um now please put your uh your questions in the chat box so i can um uh determine order please um so vin uh for the the funding levels um i know that we had i think if i recall increased funding levels for uh fiscal will that take effect i'm guessing on july one yes or is that is that's not reflected in this report correct no no so the increased funding this you know we increased the uh funding to medical benefits by about 350 000 for fiscal year 2021.

so as we make deposits to our medical benefits reserve you know that that monthly amount um you know will be reflected in the medical reserve contributions but yeah that's not reflected yet thank you um let's see and go ahead yeah so along those lines uh vin can you talk about can you remind us because i i do remember but um could you remind us of what we're doing with with our deposits because it's less than what we've did last year and are we still on track for what we were thinking um due to you know ending the year a little bit lower reserve than we anticipated are we still going to be on track with with uh depositing the lesser amount this coming year well we are depositing um you know a little bit more every month next year you know the question is will it be enough to meet our monthly claims so you know for next year just from memory we'll be depositing somewhere in the neighborhood of seven hundred twenty thousand dollars per month um this year's claims have been averaging eight hundred seventy thousand dollars per month but yeah again being driven by large claims so if our claim do normalize you know down to that 700 even if it's 750 000 a month level you know we'll we'll have enough reserves to carry through 20 20 21.

Stewart Thank You mr. president last my last meeting last month but last meeting you all approved the science program and and because we do have the funding available I'm recommending that we go ahead and purchase this program it's all of the attendant services and things that go with it are for five years six years six year program yeah six year program and we have thought maybe we would have to ask the company to let us make payments on this and I believe you have the funding I'm sorry recommending that we purchase the program for the six years any questions I have a question mrs. Dogme this is for grades cager seven thousand per year it is for patron eight and so for six years it actually breaks down to about fifty thousand dollars a year for you know for K through eight so a nine year for nine year program you know nine great program for six years that's pretty reasonable we would never be able to purchase textbooks for that price thank you any other questions that was my question [Music] yeah pretty impressive when you think when you shortness of breath but when you think about it over six years that's really reasonable really reasonable all right then Corey Burgess I move that we approve the purchase of amplify science Randy do I second all in favor Corey Burgess fine all right item 4.1 future topics are there any future topics so the discussion of opening of the schools and I'd like to start that with the workshop so we can get some input in before the meeting and then put it on the agenda also not to discuss any other topics um we would need to authorize the step raises is that handbooks would be on the agenda formal approval of the budget so you'll need to have a hearing before the meeting from the budget I know I've got three or four other things on my list and the truth of taxation hearing that's a statutory requirement on your yeah we can I think that's why that's a hearing as for that yeah one of the things that somehow are that we missed earlier in the year was bringing you a list of the employees and then their salaries to approve an actual list you've already signed their contracts but some however we did not get them into the minutes so we will be bringing that and with your permission I'll bringing that with the stepper ease is on them if you prefer not that I bring them with the raises that I mean with the salaries that they already had for this year and we'd be happy to do it either way whatever your directions are I think that the stuff raises would be good yeah and it needs to be before excuse me needs to be before July 15th because the budget has to be filed by then any other topics all right Adam 4.2 date and time for future meeting we have down here July 13th at 2020 of 5:00 p.m.

so it's um [Music] you know i i think the board remembers we did try to increase the funding even higher than what was ultimately approved but we're relying on reserves i think next year again and so i i always cross my fingers when we start a new fiscal year and hope for the best the um you know we did as and you'll see that in a minute you'll see that um we did add another 30 000 you know to the medical benefits reserve as we close out this fiscal year that was you know at the end of the day that's what we had available to deposit so again i'm hoping that we normalize it was really an unusual large claim year the uh you know the 475 thousand dollars in stop-loss reimbursement um does help us right so even though our claims were you know negative to the remote about 1.3 million dollars the 475 000 actually helps increase the um you know the to the extent that claims exceeded our contributions so if you net that out you know we're down about 800 you know thousand dollars for the year thanks van i just you know uh i remember our conversations during those budget meetings and um i remain a little nervous that we aren't more conservative with this uh fund and to to keep it more because you say it may it should i hope that it normalizes but you know perhaps this is the new normal like many other things we're experiencing so um thanks for keeping us on track with all of this because i know that because i know that you look at it carefully and and you advise us carefully yeah i mean if there's a little bit of a ray of hope it's that in the um you know we were really unusual to a lot of different um you know municipalities and organizations this year you know a lot of you know claims went down for a lot of organizations because you know of covid elective surgeries and and you know procedures you know that would have ordinarily occurred you know people even you know pause before going to the doctor for their visit so it was an unusual year for us and um you know there is some optimism that claims won't be extraordinary next year just just base claims so if that's the case and we get you know a little lucky with the large claims we should be okay but again i think the most important thing we do have three months of reserves i don't want you to lose any sleep at night over this because those reserves are there for a reason it's to buoy us if we do have you know a large you know large claim event year next year um you know it's the funding in the following fiscal year if we run through the reserves in 2021 we're going to have to increase the operating budget to to bring up the medical benefits contributions monthly thank you again you're welcome andrew he had a question i'm actually good he answers my question thank you ben you're welcome hey hey um just so you know i'm not i'm not texting i'm reading your report here um so um these million dollar claims are they individual claims or are they are they cumulative claims and i'm just curious how rigorous is our case management program in terms of um just helping us contain costs as well as ensuring that whoever these guys folks are are getting the most efficient and i don't mean that in the negative way but efficient inappropriate care well answer the first part of the the question which is are these you know these are individ when i say large claims and that 475 thousand dollars in stop loss the way that works is when an individual employee or dependent has medical claims that accumulative that exceed 175 000 that's when we consider it a large claim and that's when we start getting stop-loss reimbursement from the stop-loss insurance carrier um so if we have a you know member or a a dependent who has you know 500 000 worth of total treatment uh because of a cancer diagnosis which includes doctor visits hospitalizations you know chemotherapy or immunotherapy that all accumulates um to become a large claim and it it's not by month it's over the course of the of the claim year and you know for our plans you know the hsa is january to december and for our other plans it's you know let's it's july to june so um that's kind of the technical answer on a large claim as far as you know the medical administration and case management you know we obviously rely on cigna as our carrier to you know manage those claims and and claim costs we you know do have a pharmacy benefits manager that manages the pharmacy benefits you know we do look at you know the large claims you know to make sure that they are scrutinized so to speak and large claims do get a second layer of review by the stop-loss insurance carrier so you know i think it's it's fair to say that you know the the claims that we have are based on the need you know of the individual um and like all medical costs i think they're managed fairly aggressively in the industry these days um but yeah i think that that's the best answer i could give you on that i mean we do rely on you know the carrier you know our broker you know and our you know pharmacy benefits manager to help us you know keep claim costs in line with the treatment that's needed thanks you're welcome tim you got a question yeah thanks um so i hope i didn't miss this but with regard to the uh early teacher retirement incentive this is where it hits correct uh to the extent that teachers decided on the medical benefits option is that your question yeah basically i mean there was an incentive this is the incentive bucket right here right the incentive was a choice so teachers can choose to take um cash or they can choose to stay in medical in a medical benefits plan um and most teachers did take the cash option i believe there were five teachers that elected to stay in medical benefits and they could only stay in um what we'll we'll pay for one year under the incentive um but they do have to go on medicare when they're age 65 so you know they can't stay in our medical benefits plan forever all right so just with respect to this year there's five or fewer teachers who are here and you have 700 staff with different medical plans five about 500 employees participate in the medical benefit plans all right so we're talking about a one percent impact on there which is it's real dollars but it's it's frankly it's image here one percent is a material to the big to the big number right well it's not no no but i mean from an accounting on an average claim basis um yeah yeah okay all right that's it thank you you're welcome are there any other questions on this issue okay uh vin uh why don't you continue on okay so now i'm going to share my screen again and just give you an update on where we are uh at the end of the year um today is is june 30th it is the last day of the fiscal year this is the memo that was shared with the board members last night from superintendent um normally at this meeting we do fiscal year-end transfers this year is a little bit unusual because we actually don't have to transfer between budget lines and if you could see my screen here you could see that the ending balance in salaries benefits instructional expense support service operations and maintenance you know all those individual line items were under budget and if you add the total it's one million two hundred forty seven thousand six hundred dollars i just wanna put a little bit of context around the you know what each of these ending balance represents so if we look at salaries 647 863 000 that's about 1.4 of a 47.4 million dollar budget line so in other words we spent 98.6 percent of the budget leaving 1.4 for benefits this represents about 1.4 percent of 11 million dollars the 242 000 remaining an instructional expense um you know that represents 5.3 percent of 4.6 million dollars so from a from a budgetary point of view instructional expense is the area that was the most under budget that that is somewhat by design 152 560 and support services represents about 2.3 percent of 6.6 million and the 47 205 remaining in operations and maintenance it's 1.3 so you know we did expend um over 98 of the budget but the to the extent that we um didn't spend all of the budget that's how we wind up with the 1.247 million that's remaining i'm gonna just move on before um you know i present you know the potential motions to the board um so the budget commentary just a couple of points i'd like to make first of all the budget year from july 1st of 2019 through february was was actually relatively good we were on track in in you know most of our accounts um there were really no no major variances that were overly concerning however because of the pandemic you know certainly from march to to june 30th you know was was quite extraordinary we had a you know a lot of you know things that we needed to deal with obviously from an educational and an operational point of view we had a series of governor's orders and legislative mandates that you know all school districts including including cheshire were obligated to follow we were in remote learning you know for all our students from march 13th through june 11th when the school year ended for our students as the board members know we started a grab and grow grab and go emergency food service distribution march 18th and end of june 8.
