Jenkins there's a wait list for that committee yeah we meet okay god most of them updated you know with with this with this with this new environment we might have a few more that we need to update but okay we meet like every other month okay sounds good Mary Kathleen and I confirm then that Mary wait it will be the representative to the d EF and Shannon you're off that yep okay that's great for me and then Mary will go into the School Committee policy okay group and Shannon you're out of that okay thank you Thanks chris is muted thank you Mary for taking on those roles all right so next up on the agenda under new business we have a couple of ASD resolutions to consider as you know that you're you're still not able to vote Mary is that great now I haven't been sworn in yet you know I think so we'll talk about them and then you can be the committee's decision whether or not you want to move forward it's gonna wait til our two members can go so the first up is the with the open up tab with 19 yeah so why don't we start with resolution Cove is 19 feet funding I'll take care of that one so essentially what and these were drafted up through the math Association of school committee's and they were forwarded to all the the number districts and a Dartmouth is the amazing member districts in which one of the things that we're talking about right now that the Gunther's the commissioner has brought up I believe on a number of occasions as well as the governor is there's no set definitive answer as to whether or not local school districts are going to be fully reimbursed for PPE for expenses related to the Cova 19 endemic so what this resolution does is it basically makes us you know state this and vote on it and we'll send this up to our state legislators to say that we would like to see full funding for kovat 19 expenses not only in the dominant public schools but across the across the state of Massachusetts am I missing anything uh John or Shannon so what I'll do is I'll read this resolution right now and you know we can make a motion and if there's any discussion we can take taken up at that time so resolution cove in nineteen state funding whereas if schools are to reopen this fall in the myth of the Kovach 19 pandemic it is the responsibility of each school district to do so safely and responsibly and whereas it is the responsibility of the state to ensure that each school district is able to pay for the enormous additional staffing transportation the material expenses requires to do this and whereas the state to not expect mandatory kovin 19 safety guidance to be followed without also ensuring that each school district has the funds required to implement these guidelines therefore let it be resolved that the state must guarantee every school district full reimbursement for whatever Kovan 19 expenses are required to follow state mandates we must ensure a statewide school reopening that is safe responsible and equitable there can be no unfunded mandates back ovid 19 do I have a motion to approve this resolution I'll make that motion I don't know I'm losing my internet so I don't know if John moved it already or needs to be done my Internet's not great today so I have a motion by mr. Nunes the second by dr.

Jenkins but we are right voting this through at this point without our without Mary being voting about weight being a voting number he with it mr. chairman I don't think this one is particularly controversial or we need money we need money yeah mr. nude yeah no I agree we need the money Mike my concerns become the fact whether or not in all seriousness that if the state is gonna have a clue as to how much this is gonna cost I know the the governor's put money aside you know in the budget and some of the you know federal funds that are coming through quick question if I could - mr. Kiley is you know have we applied for any covert funding you know are we on our own or is this coming through the town are we playing through the town yeah we have we have both our own and through the town the money the governor set aside directly is for towns and then the Department of Ed has money specifically for schools so it's a little unclear yet as to how that will be not so much how it will be allocated but but whether or not chapter 70 funding may be this this money may be used to sort of offset some decrease in chapter 70 hence your you know your Proclamation and request that it be fully funded all that is somewhat unclear at this time but we will have some funding available to us you purchase items related to Colvin is that through the care that yes so they gotta take it from one hand to give it to the other hand there's speculate on it that may be true yeah okay and answer my question Thank You mr.

Jenkins roll call please miss Oliver yeah Shannon Jenkins yes John Nunes yes becomes 3:01 oh I beg your pardon Mary wait I'm sorry I didn't think she I don't think I can vote you can I know she'll have to abstain yeah I'm not standing from tolling gets me yes man so the motion yeah dr. Johnson no passes sorry I'm jumping the gun here a little um I'm wondering about I'm fully in support of the racism resolution um but I wonder if maybe we could postpone this to win Kathleen is here and Mary they can both vote yeah put this on the agenda and maybe the administration either mr. Roy or miss Oliveira could do a little presentation to highlight some of the ways that we're doing some of the things that were that are in this resolution like teaching students about sort of race and diversity um it might be rather than just saying this we can also have a little bit of showing what we're doing like I know my son is in the AP English Program and all of the books that they're doing this summer are about these sorts of questions and they're just really great I think it might be nice to highlight some of the work that we're doing on these issues at the same time that we bring this up and maybe have a conversation about what other things that can be done thank you dr.

Jenkins you know what I'm fully on board with that I think this one is around a bigger I think we need a bigger discussion a bigger conversation around this resolution and I love the idea of having you know a small mini presentation if either mrs. Rory could do something or dr. Gifford and just present for the committee how the Dartmouth Public Schools is already already doing this and what we can it there's always room for improvement what we can maybe look to do better and just have a larger discussion around this this resolution do you have any comments or concerns about that dr. Gifford you are you on board with that yes perfect can prepare something that'd be great and then this way this is way in addition to mrs. Amol can also be a part of a greater part of the conversation you all right with that this is way be great yes thank you all right next up is the town shatar review appointment they just bear with me while I bring that up here it is so I believe that this was just sent to the chairs and it was actually sent to Kathleen EMR when she had forwarded it to me and it's from Shama Kenneth our town administrator in Dartmouth letting all the boards and committees know that it is time to review our town charter and I'll just read you I'll just read you what was said in the first paragraph so every 10 years the town of Dartmouth appoints members of the community to review the town's Charter and make recommendations for amendments to Town Meeting for consideration any amendment to prove by Town Meeting are then placed on the ballot if Adamic voters to consider the makeup of the Charter Review Committee is as follows so this is where it becomes the I'm not going to name all of them but school committee has two appointees so we are allowed to appoint to members of the Dhamma school committee to the town chatter review committee um just a quick note and I'm sure some of you already know this but I will make it known is that as a member of the board of committee with charter a new committee appointing Authority you are receiving this notification that on June 22nd 2020 the select board voted to solicit letters of interest of the deadline to respond Chris I can't hear you see after the spring town meeting 2020 in concluding after presenting to fall Town Meeting in 2021 so just a few points you folks would be aware of Chris we've lost you after you went to the Select board meeting of June 20th mm-hmm perfect so basically he's just saying that the can you hear me now yeah that the town meeting process chatter review process is a lengthy process it B commences after the spring town meeting on 2020 and concludes after presenting to fall Town Meeting in 2021 so you're looking at a full year dedication to the town try to review committee okay so does anyone right now know they want to be on the committee yeah I'll do it sure I wouldn't say I want to but I'll do thank you Mary I do feel like I gotta make up for that other easy job [Laughter] Shannon issues going on I think make it difficult for me to commit to that no one else does it I mean I can volunteer but I'm just not sure I'm going to be able to attend sure so what why don't we do this because mrs.

Russell who was superintendent at the time sat in on some of those meetings I think I remember them you know again they were televised on TV DC TV so I I believe you know those they didn't close well our two representatives so maybe you might know this mr. Nunes or did they how did the person have to be a resident of the town of Donna or can they be an employee of the town of Dartmouth I think everybody that sat in the last time was a resident of the town I think they need to be I think a resident of the town after Gifford just with [Music] and mr. Kyle he's doing the same thing the teachers who might you know do a good job in that role yeah so why don't we think about this we don't need to make a decision tonight on this we can circle back put this on the next meetings agenda yes Kenter and we can make a decision that if everyone's all right with that and again I'm happy to be a default person to be whatever is needed some thank you you're welcome Chris yeah yeah if you just wondering if you just reply back to mr.

McGinnis to verify whether or not members have to be Dartmouth residents truck I can do that just to be on the safe side I will do that thank you sir of it now and next up is our superintendents update dr. Gifford new your muted doc you're good I think I'm good now only two things obviously you as you know our work is really focused on the kovat and also a little bit of hiring that's going on not much at this point some shuffling within buildings but I just wanted you to know that our esy program began today and that will run through July 31st students are coming Monday to Thursday 8:30 to 10:30 and then they are like they can have an hour after that for like an office hour if they need extra help everything is being done virtually we have 64 students attending receive math ela and related services and teachers are doing live lessons so that's that's good that's important and they're also communicating using Google classroom with our family so to see if there's any issues to keep the kids connected once again and on target we were able to give out some more Chromebooks to those families that requested them and teachers also were able to purchase we had funds to purchase materials for the classes so that just started today and all went well and the only other thing I wanted to mention was that the mid at the middle school mark Hayes who is a math teacher at our middle school was chosen by the team over there as the assistant principal to replace as you recall Miss dicus went up replaced Carl so her position was open so as I noted to you in a previous email we were going to move forward with that position um and there has been some shuffling in the middle school of folks because of that but we welcomed mark today to our first district leadership team meeting and we think he said what have I gotten myself into with all the plan so that's that's all as I said everything else is about planning for reopening at this point perfect thank you dr.

meeting ID of nine one two five four two six one one one four I'm going on with my script the design review board is a volunteer resident board appointed by the mayor and confirmed by City Council the purpose of the design review board is to foster excellence in the design of Ann Arbor's built environment and to advise applicants on how to how a project can meet the spirit and the intent of the downtown design guidelines and with the way we'll conduct the meeting and after we get through roll-call another business the applicant will have ten minutes to present the proposed project to the design review board the design review board will then hold a discussion on the design of the project and we are injecting a new thing starting with this meeting we have realized that there can be leg time between our meetings and the following meeting and we do not get approved minutes to the applicants quickly enough so at the close of our commentary Jeff Gahan is is going to be our note-taker and he is going to list for us the items that we talked about and then we may have another discussion about which of those are most important to us so the goal Diane and Sean is to send you away from this meeting knowing what we said so you don't have to wait in case we don't meet for three months for our approved minutes so you're our guinea pigs this is the first time we've tried this so you'll have to bear with us and at the end of the meeting and it's time for roll call Jeff could you take roll call I think you're on mute here we go Tamra bones here Gary Cooper here Laurie singleton here Finley your dick Mitchell here Jeff Perkins thought I saw Jeff he's down there oh he's um you okay I'm here okay Corey Buckwalter here Jonica tarski there you have a quorum good thank you the next Canberra any more discussion all in favor say aye all right aye anyone who's okay thank you the next item is the approval of minutes from our last meeting which goes all the way back to December 11th which everyone has received this was the meeting when we looked at the credit union at Washington and division any any revisions or suggested changes to those minutes no I don't see any hands would someone like to move approval please motions or and bill any more discussion on the minutes yeah all in favor say hi any opposed okay thank you now our first public comment and this is the public commentary for items that are not on the agenda so I'm gonna read these instructions and phone numbers again this is an opportunity for persons to speak for up to three minutes to comment please call hand and quote one by one using the last three digits of their phone number in order to electronically raise your hand to indicate your desire to speak please press star nine on your phone you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and Mutiny television or background sounds so that we may hear you clearly state your name and address at the beginning of your comments so I'm looking in christen square now as is anyone called in there are no callers at this time let's give it just a little bit just anyone's trying to get in here okay this is when the double jeopardy song should be playing in the background all right Oh John I I lost power and part of the house I've got to just go down and and click some breakers I'll be right back okay we still have a quorum so we'll carry on and there are no callers at this time so we'll close the first of two public commentaries before we bring the petitioner on I thought I would give our city planning staff an opportunity to summarize the project Jeff thanks Nick all of you should have received the staff report for Vic village south it includes history proposed project the usual items just in summary this project came before you starting in March of 2019 for a 13 story tower and on this location they came back to show you their revised version a few months later but in the spring of 2020 they decided to go with a new concept which is a much shorter version this time a six story version so today we're reviewing this as if it were a new project in this case a six story version you'll you'll you'll notice many similarities the site is the the footprint is essentially very similar staff court talked a little bit about some of the changes for instance there's no access drive anymore from the west side of the site but that's just a quick summary of the staff board and I'm sure the design team will be happy to summarize and provide some of the details there of their petition great ok Shawn and Diane this is is your so thank you again for meeting with us this afternoon monitor with use proper please where are the for the big village south project so we are coming back with a new concept for the planning or for the site of the project so we did bring it down to six stories we did was just alluded to we did get rid of the underground parking and so I'm gonna hand it over to Diane to go ahead and go through the plans and then obviously will be available to answer any questions hi everyone and and it's very good to see everyone I hope you can hear me and I am looking at a screen with our design review board presentation my name is Diane McIntyre and with Hobbes and black architects working with huge properties in Shawna Vera on the Vic village south project so as Jeff said and as you can see here we are on South University Avenue we are directly across from the new Vic village North Building which is the sister to this building that was just completed last year in the d1 zoning district south university character overlay district and also as Jeff mentioned I see a lot of familiar faces and this project may look familiar to some of you as we were here last year with a 13 story version of this building a lot of the elements are the same in terms of it's still the same building footprint mostly still retail commercial at first floor and residential living units above just a much smaller version in terms of height and the other main difference between our previous submission and this one is the illumination of the two stories of below grade parking that were in the previous version of the building whereas this design is within the four hundred percent fa our maximum not utilizing any of the fa our premiums that were available before like the residential premium so a few basic backs as we said six story building we're looking at about 37 living units in this building which totals around 123 beds if I remember correctly predominantly three and four bedroom living units and as we move forward out I have to thank Kristin for being my assistant here and turning the pages for me we can go to the next slide this gives you an idea of the context of the site obviously a South University Avenue and we are framed on both sides by East University Avenue in Church Street you can see where the letter A is is where the good time Charlie's BTB Cantina is located and they will be staying there and then on the west side of the site is the PNC building and thus there were several smaller businesses in between those two bookends if you remember Oasis Grill underground printing they both moved across the street and then I believe hookah lounge was still there and South you pizza so that's basically the site area that we're looking at the other thing to notice here is we're predominantly in an area with university buildings we still have some commercial buildings and you can move forward to the next slide this shows the massing a little bit better and then also quite a few residential high-rise buildings with University towers being the first and now being joined by many others landmark codes Aragon Arbor blue etc and we can move to the next slide these are photos of the existing site context so what you see here is obviously the cantina building with the backdrop of the 611 residential high-rise project project that will be in our background as well and then also the other corner showing the PNC building and as we move forward next slide more examples of the university buildings that are nearby and other residential high-rises and then the next slide a lot of photos some of the newer high-rises again and then some of the older more eclectic architecture that still exists on Short Street for example and the next slide again a mixture of the high-rises the one and two-story existing buildings that really dominated South University Avenue for quite some time and then some photos of the new Oasis grill and a smaller residential building over there building at picture okay I think that's it for relevant photos if we go to the next slide so the site plan as you can see we're proposing basically to build all the way out to the property lines at the north and west of the site which is along South University Avenue and East University Avenue but then pulling back from the South portion of the property line to create both the vehicular access on the east side coming in from Church Street but also pedestrian access coming in off of East University Avenue so the ideas the intent is not to create a vehicular cut through for everyone but to make sure that this is usable by pedestrians and also giving the pedestrians more options for entering the building and if you go to the next slide the site plan again but with an overlay of site logistics which shows that the vehicular access on the south is where you'll also see kind of tucked in there some parking spaces and I know that we're below the maximum if a are on this but I mean parking wasn't required but we did include three spaces back here for management but also for the idea that one of these could be used for food deliveries or rideshare vehicles that would arrive at the building trying to take that traffic off of South University or East University and bringing it back here and then connecting the lobby which the main entrance of the building is on South University but it connects through down to the southern portion where there's a secondary lobby that could be used as a pedestrian entry point or as a delivery entry point and what's also noteworthy here as you move out or it's and you see the red kind of hatched areas that those are intended to be utilized by the new commercial retail tenants their existing loading zones and they're utilized now by all of the surrounding businesses so again trying to take the load off of South University and having delivery vehicles stopped in the middle of the road as we know happens and have them utilize these loading zones and then have access to the building not just from the main entries but from these secondary entries along the South portion of the building we think if we move to the next slide I'll go through the floor plans quickly briefly again this is the basement plan I know before we had two levels of below grade parking so no parking anymore down here and no parking ramp leading downwards so we're really just looking at building services at this point storm water detention Pump Rooms gas rooms all those good things and then the first floor the next slide shows you how the first floor would be divided up with primarily commercial and retail tenants with the option of combining those I know that our previous version had a student entry kind of separating where tenant B and C would be we're trying to keep the student entry as still a dominant design feature but have it stand more on its own over to the east side of the building you can also see the lobby going through from the main entry on South you down to the secondary entry and a few points of interest down at the South would be the vehicular access is a shared access way with the adjacent building and then you'll see for instance our refuse discharge room kind of centrally located in the building with the idea that the roll-up door there would allow the trash bins to be rolled out to a shared trash pickup area the trash trucks using that vehicular access way to get to those bins which is currently used right now by the existing adjacent residential high-rise building you can also see the parking spaces the south entry and then it's just a lot of utilities back here and an enclosed generator room to minimize noise impacts and the next slide so the second through fifth floors are primarily residential living units with amenities being the location of the corner of South University and East University you can imagine that this would be probably dominated by student housing and living residential ten so a lot of amenities being provided for them on to the third floor again residential living units fourth floor residential living units fifth floor Thank You Kristen and then if we move up to the sixth floor what you'll notice here is a patio at the left side of the screen the west side of the site that would be an amenity patio for all the residents that provide views of of the campus but as opposed to across the street in Vic village north where it was a patio that was open on three sides this is taking the approach of enclosing the patio more so it could possibly used more of a year-round basis but still providing those views in an adequate area to have patio events surrounded by the amenity spaces so that is the floor plans I think the next slide is the building section known as the elevations so I was going to go through the elevations quickly as I think the perspectives tell more of the story of the design of the building but you can see here that it's primarily a masonry brick building with some use of metal panel and stone material this is the view north elevation of South University Avenue the student entry on the left of the screen a two-story high setback entry point which complements but doesn't compete with the northwest corner of the building where you see the two-story high stone openings in the building if you go to the next slide the South elevation along the alleyway again rapped with the masonry brick materials and then the next slide the West elevation along East University Avenue again better to understand with the perspective views and then the next slide of the East elevation and this is where I keep saying it's a six story building but over here on Church Street we're really looking at more of a two-story building right up on Church Street which is actually the leasing office on the first floor and an amenity perhaps fitness space on the second and the rest is building pushed back quite a bit to the background and the next slide there's the section where you can see that it is a six story building for most of the building but then a primarily two story building at the east side with a residential unit on top that I would not be visible from street level so it would appear as a two-story building and then the next slide so here we're looking at the colors of the bricks that we're proposing not all brown and ebony and nutmeg a lighter color brick and then if we go to the next slide here's your preview of the building as you exit the archway at the West engineering building so you can start to see the northwest corner of our site and how that two-story stoned entry arches are at the corner with the glass tower reaching up above that flanked by brick buildings and the next slide will actually show you a little becsher better picture along East University Avenue and you can actually see the new vic village north in the background there the 12 story building so we had the two-story high street wall that does carry across the facade but then what you'll see here and on the next slide is that we've used the materials different brick colors to try to create a sense of different facade expressions Thank You Kristen so that the buildings can start to look even though it's one building can start to look like they're articulated differently and with the idea that you're creating design modules that help to really break down the mass of this long tall building and if we keep going to the next slide you see a view along South University University Avenue with the student entry predominantly on the left and then four days of narrower taller windows in a lighter colored brick and that lighter colored brick extends up to create the illusion of a separate building that may have been added at some time to the next building which still has a lot of the same elements in terms of proportions and materials that can be harmonious with another one another but you do see that separation of the student entry versus the northwest corner kind of retail entry of the building but then trying to keep some of the horizontal data input lines lined up whether it's using an open frame metal canopy or awnings at some of the first floor windows and then if we go to the next slide you see the building overall how the lighter color brick elements flank the more nutmeg and see and a color brick elements and then the focal point with the stone two-story archways and the glass tower element that pops up higher than the rest of the building so I welcome any comments and questions and would love to hear from you all Thank You Diana just oh good they're there everyone's back I was gonna say it's hard for me to see hands in the air because I have to keep scrolling but you all just came back but who would like to open up there's there goes Laurie okay thank you something to say I wonder if it's okay for me to share a copy of the PDF with just some little markups that I have on it is that now that we're in this format is that legitimate or no okay we couldn't do that before so let me try to share that content oops it says like we're not allowed to do that so Kristen is that not possible I'm not sure I don't think that I find a posting co-host if you want to I can just explain it it's fine but it would help to pull the plan set back up and I think in general while you're doing that I'd appreciate the kind of the breakdown of the building into these kind of separate facades and that they're done in a way that feels pretty authentic they feel like they have nice reveals between them it doesn't feel like just a kind of a different kind of brick slapped on next to a different kind of brick they do feel a distinctly different and well scaled I think the place and when I start to diagram out what those are they're pretty clear coming along South University and the kind of first segment along East University but the corner is the place where I kind of I'm having trouble resolving it visually it feels like two buildings are overlapping each other go back to the last goal I don't know which way you're going you need to stop I want to see that corner but closer in early the very last yeah that's fine that's fine so I mean here you can kind of see the kind of lighter gray brick building on the right and the more terracotta color left of the corner on South University and then the corner element kind of pops up and then overlaps this little piece of brick that feels like it's applied to that building and that's where I feel like we are losing that kind of clarity and I wonder if it's possible to actually I would even appreciate having a relief from the brick and using simply metal panel in that upper portion to match the dark gray that you're or the bronze or whatever that is that you're working with and then even take them the cast stone and wrap it all the way around that corner I know your use is inside are a little bit different from that but it feels awkward to have that little tiny building on the corner because it's not really a tiny little building and it would feel more proportionately comfortable if that whole section you know from the corner tower to the right to the lighter gray brick was all felt like one piece of architecture that makes sense oh it's difficult without being able to point at the screen the brick piece on the left side of the glass tower I believe is the first comment yeah that's part of it yeah just the first and second story that you're referring to no it's really both so in the first story I would love for that cast stone material to extend three Bay's all the way over to the right so all of the brown brick that's on that lower level to the right of the cast stone would all be part of that same or at least designed in concert with it to feel like one facade and then above that the brick that's the next three stories up but stops at the patio that's the part that really feels kind of stuck on the other facade it feels like it's a it's a metal panel building with a brick facade and in front of it so I would love to see that design to be more kind of cohesive and and I don't necessarily feel like it needs that additional layer of brick in the front of it at the to me the change in material altogether is sort of a nice relief from the brick I see yeah so were you also suggesting that the blond brick building on the far right on the south be at this lower height or not are you asking me that are you asking Diana wondering if if you I thought I heard that but maybe not no I think the lighter brick is fine stand alone as long as it's kind of clear it has kind of clear boundaries to make it feel like it's one one building but that's what I was my intuition but you may feel otherwise yeah so blond brick building on the side as we're looking right side as we're looking at this slide levels 2 through 3 whether it's the Nutmeg color brick maybe metal panel with cast stone below so it is a corner building with the blonde Vic building on the right and then the South University facade broken up on the left yes okay I've got your yeah I think the one question with that though is and this is obviously you know getting some thoughts as obviously as we went through this on the 13 story building as we wanted to make the the corner of the prevalent piece so if we do that if we extend that cast stone further down south along East University and we make these changes does that take away from this central aspect right now of this corner piece like it's shown right now you know obviously we're taking all these feedbacks and that corner was one that was a lot of a lot of conversation and I think even when we went to planning and Council there was additional feedback so I just want to make sure if we don't we don't take away from that if that's a desire as well and I would simply answer that that if the material extended across but maybe there's more richness of detail or the grander proportions at the corner as opposed to a change in material it doesn't necessarily have to be the exact same design that extends that whole way but it would be designed as one building with a special moment at the corner does that does that make sense I'm gonna hope Diane understand where the architect I'm I'm a contractor in a civil guy so a civil engineers this is my only used whatever the art the the the arts side of my brain I don't use very much I could picture Laurie sketch I know what she's saying okay Amer um could I just briefly summarize what what I heard what I heard Laurie say is that the brick facade on the West elevation south of the tower appears to be stuck on that she would like to see a more cohesive treatment of this portion of the facade particularly as it wraps its way around the tower at the corner Laurie am I missing any any critical element of what you wanted to say I think that's generally a correct statement and if you if you were saying it was only the lower levels I wasn't clear on the first part it would be all of the floors unifying the the corner Tower with the rest of the portion south of it south south of the tower I'm working fusing all the floors the West elevation up to the blonder brick color yeah up to blonde brick be more cohesive yeah I think unified as one facade would be maybe unified is one one facade okay hey thank you thanks okay my impression is that you're suggesting that the breakdown of the building facades all the way around is pretty clear and so it appears like a series of buildings but then in one section it does not appear that way it appears that this has kind of been overlaid on top of the corner building in a sense so you're saying maybe the expression should be more like the corner on the upper floors and similar materials to the lower floor corner lower to floor guess that wasn't very clarify that was well put thank you okay if I could as the non architect on this my initial impression was that that corner what was being done there was in response to many of the comments we had earlier that it needed to have some kind of focus and coming out of a the engine arch you know I'm not sure we need to put a statue anyplace in the world anymore but that was a joke but something that makes you catches your eye there I read this and again this is my amateur eye that to the right and left in this perspective there's the same brick the same style that to me reads as a building with corner of being the feature entry to that building I guess I'd have to see what it would look like to extend it the light stone to the right without going to the left right now both those pieces you got three window pieces at the signal level look all three window pieces to the left three to the right there for the most part identical so it reached me as look there's the building and at the firt that here's the corner that we've been asking or so I welcoming somebody there dispossessed me of that father thing with it no this is a little bit contrary to what Laurie was saying but that was my first impression at that that's how it reads maybe that everybody else doesn't so dick what I excuse me bill what I heard you say was that you felt that based on previous conversations that there was an emphasis of the corner needing a real focal point and you indicated to the right and left of the corner it reads with a similar style in terms of brick color and and all that and you felt that it it it reads as a single building now that was and that that's just I don't mean contrary to Laurie but a point in counterpoint that was my first place here's it looks like at this at the two-story Street Heights elevation that here is the building and here is the focal point corner of that building upper isn't exactly the same but I'm just I'm focusing on the two-story corner piece and how it relates to each side of it and I think I think my challenge on that was simply the proportion of it didn't feel like a complete building one thing I would say maybe Jeff and summary would be that any unification of that facade would want to still maintain a strong hierarchy of emphasis on the corner and the detail the canopy all of those things are are still very rich and distinctive on the corner as kind of that gateway moment or put built clock on the building I I guess I agree with both all the comments that have made so far I think that I really appreciate the work that's been done on this since the last design I was going through the design guidelines and nice to you know just trying to write down when one's that met it was meeting and it was like well it's meeting almost every guideline so so stop making a list but just a lot of them breaking it up into smaller modules really nice rich palette of materials very clear entries you know without using a huge gesture it's just very obvious where the entries are I agree I very much appreciate the work on the corner I am concerned about extending that I think so in that way I agree with what bill was saying that is you know if you think about that as a three dimensional object it's open underneath and it's got a room above it it's closed in so to extend that that same material down on this East you I would get concerned that it just doesn't look as authentic as the corner I see that as being a very distinct corner piece I do agree with Laurie though that there is some on what's the opposite of clarity nan clarity would be kind of how those buildings come into it on either side and I I I wish actually that that stone could actually come out a little so it actually protrudes in front of some of the brick on either side so that it was a very distinct piece I agree with Laurie of some of that that East facade I actually don't have any great suggestions what to do with it I just I feel like it is a little bit more slapped on and I think maybe it's the the glass tower going up behind it the other place where I see that is on the North facade at the East End the facade goes kind of just a little bit past the stone there which seems a little odd in it I remember in the 13 story design there was another little piece there as well that was kind of odd so I don't know if that's a something coming from the plan or what but look that facade - if we could see that street view Kristen the North North Mossad at the east side kind of where the student entry page 23 oh well I have a different no it's a different presentation I don't know what page it is probably a few slides after this one here I really appreciate that I'm showing the view through the archways I appreciate that being included that's very nice I think she's looking for the actual elevation right well this is now this is so that the next slide I think is the east side of the North elevation and I just wanted to make sure I understood your comment Tamra no not that corner of it then I was in the room me the main stone corner they said okay yeah yeah yeah maybe just go to the last slide I think that's the last slide the one that shows the majority of okay it's us where we want it to be I think so okay I think that would help to explain your comment go I'm sorry that little sort of flatter brick piece that overlaps just to the left of the tower the tower and actually I think that actually may help even that transition to the glass but I don't know if it could be pulled back one Bay it just it seems like it's just sort of bleeding onto the tower there the brick is reaching over mm-hmm okay but I I guess just looking at this view I I do I think using that stone elsewhere is gonna diminish its strength Gary you use a stone against it in a similar way but without the same depth on Church Street on the alley if you look at the elevation which is West elevation slide 19 so down there in the bottom left you've got a similar Tower and a similar expression at the first diezel's right where it wraps the corner yeah I guess we don't have a perspective of that but I just notice that I just wanted to comment that there where's corner from the main front you've got you've repeated the same I think that is the northwest corner we keep looking at we do use the stone surrounding some of the retail entry elements but then wrapped in brick as well if you're looking kind of at the middle of this elevation between the 38 foot dimension and the 33 foot dimension yes and the stone opening at the left is the northwest corner of the building that we've been focusing on and you have a similar transition from the medium carrot had a brick to the tower but you don't have that step in it like you do on me on the main corner and then if we go quickly to that last slide again Kristin I appreciate this I think we were seeing on that West elevation the the one Bay of that stone arch at the main corner at the building oh yeah I mean I think it's not that but I'm saying I think you shouldn't use it anywhere else in the building but just in this manner it seems I know this is a elsewhere it's used more of an accent to portray entries which I think's appropriate is there I guess that the other comment I had which I just wanna make sure was clear was that is there any you've got you've got the brown brick kind of sticking out farther and then the coroner stepped back a little and then the light-colored brick is also set back is there any way you could reverse that right we could look at reversing that so that the stone element is the one that protrudes out past the break to make it more prominent I think is what you're going for I think it would also help with that well I yeah I think it helped with it not actually think the brown brick looks the way it's designed is quite nice it's got a nice rhythm and nice detailing to it but it would it would it would end a little differently than it we're done between two things instead of protruding out in front of them okay what could I refuse some er eyes what I heard you say yes that's what I think I heard you say I heard that you thought the entries were clear you appreciate the work on the corner you're a little worried about extending some of the material to the south that it might reduce some of the authenticity you agree with Laurie that it lacks clarity on each side that it should have more distinct elements the brick portion that Larry that that Laura had mentioned appears slapped on you also mention that the noir facade on the west side east of the tower immediately east of the tower might be rethought you it's part of that clarity comment that's what I'm saying okay and I also heard you say that using the stone element or using stone elsewhere might diminish its strength I also heard you say that reversing this stone with the brick might help on those particular sections and and then I think I heard Diane Diane say that that could be done or looked at yeah um I think the only thing I just make sure is clear is I I don't think that I think stone can certainly be used to throughout the project but just in that it's used elsewhere more as a accent used as the main materials I don't I think that's nice that that's the one element that there were that happens yes and otherwise yes that it sounded clear thank you yeah Cory or John or Jeff do you have any comments that changes it took you know compared to the last iteration that we saw in terms of like Tamra's saying I see a lot more of the elements address that we in our checklist and it definitely has much more of a like a viable and interesting streetscape for pedestrians and I think it's a much needed aspect to that part of town thank you John Oh John um you bill go ahead you had something okay so my question is related to potential signage are there restrictions will it be restrictions on how signage can be used particularly on the corner I could envision somebody that had that corner entrance wanting a channel neon letters spelled out the name of the what the company is sitting on top of that projected awning I'm not Sam for against or whatever but will there be are restrictions that would keep the cohesiveness of the design visible as opposed to a lot of signage that would be allowed I know the owner would like to have it something that's tasteful but I don't know whether you're planning to have some kind of examples of signage on this that we people take a look at yeah so bill we haven't even we haven't really gotten that far but typically with all of our buildings we do do standardized financial requirements we really only deviate that from that sometimes in regards to like a national chain like SoulCycle when they came in on Vic North they had a unique aspect of what they had to do because of branding but we still work with them to get certain things that we needed so we typically don't do like neon signs things on those lines so we do standardized so these are great comments for that I'd be honest I don't think we fully thought about at that corner space that'll allow us to go back to ownership and and talk a little bit more about that but yeah I think we will be you know on that corner whatever we do it's not going to be hey you can just put all kinds of signage there whatever we do will be tasteful in some form or a manner but I don't you know outside of that I don't have a full answer so long as I have to destroy one other one other question a staff comment was about concern about the windows that have two-toned brick and a metal panel I don't object to that but was that Jeb did you make those comments rough okay could you explain a little bit more your thought and it's yeah we've seen one or two buildings around town I think diversity might be an example where designers will bring a darker tone on one side or more of a of a window that might convey a sense of a larger window and I thought that that's what's happening that's what was being proposed in this case that you know glazing is expensive and and it might give the impression of a larger opening when in fact it's it's just a darker just just a darker brick Tom and I think that brick and metal panel infill was used to differentiate it from the blond brick building windows and to introduce kind of a sense of playfulness and getting different materials up there so it's not just nut made brick facade and the windows themselves are probably sized appropriately for a bedroom window so I wouldn't want to necessarily make larger windows but I think the idea is to create a different type of articulation at the window and I was really looking forward to comments from the board as to how they felt that that was successful or not successful I've never it's just interesting enough I've never thought about that being a way for a builder to lessen the size of the windows I really like what the effect is on the varsity I think that was the first time I'd ever seen that and to me it makes it look like the window is set deeper in which is often you know something more expensive to do to get your get a deeper shadow line at the windows and which we always encourage because it can make such a difference in the facade but I think that is can be very effective and in providing a little bit more of that variation in that shadow that whether it's a real shadow line or not that it's um it's it breaks up the facade I think really nicely I don't want to be recorded as objecting to that some discussion of it I think it looks fine - that's I just wanted to hear John yes I like the project I am I'm kind of the oddball here I'm the liaison of the Art Commission so the city's invested over 2 million in public art and the university is really heavy in public art and so my task is to try to encourage developers to - to - and public art or include public art and I must say I really like your building I think it's sculptural that it's a gateway piece that's it's and I like the way you've softened the mass by making it the appearance of more than one building I like that but I agree with Laurie that that that one sort of piece so maybe the third to the fourth storey looks stuck on and and I think that that corner seems to me a little muddled that but that's not a comment from an architect it's to look at the whole building as kind of sculptural I do want to sort of applaud your pedestrian connections between I think Church in East University you're you're you're going to hopefully try to incorporate some murals there I think that's an excellent idea I would encourage you to try to use the local artists there you know the the Art Center destination and I were there a number of folks that can help with that Mary fievel's as well as a local marrow list and you might want to think about kind of Instagram Abul type of art I think there's an example of that on Tower Plaza and students really like that kind of thing where they can you know take a photograph of them and some kind of wings or whatever be a little more creative than that bill I hope in addition that I believe that on that corner that we are all talking about and and Bill pointed out that that's that that drama of it and I really think that Lori's suggestion would add to that drama that you have a small urban open space on that corner and to kind of really activate that corner and I would encourage you to think about a possible small sculpture gallery there may be a rotating gallery you know just one piece but you know local artists kind of make up through there I think that would help in addition to to kind of activate that space but I like it I I'm impressed little so well done so so real quick in regards to you know murals and everything so we actually own where the old Borders bookstore was that so the mural that's right there between potbellies and what was formally snapped or biology there's some mural that is on that wall which we actually did work with Merion actually doing for us so one of the things we find is helpful when we do that as it does help with graffiti that was primarily one of the driving factors of why we did that was we got a lot of graffiti on that wall and when you do an artist does it there's a tendency not to do graffiti that we look at as we move forward that's that's a great idea and spread the word some people believe the group that murals invite graffiti and actually the research is quite the contrary yeah I don't think I've ever seen since we did that graffiti on our building or on the rest of it like an alley down there where first Martin's billing is repaired who is that so well done Sean thank you anyone else coming yeah you're easy and go up I just wanted to say that we've had a lot of comments and so forth and possible changes I think the whole board no believes that design is well done I think we're all pretty happy with it I don't think anybody would be disappointed if changes weren't made in you built this building but would like to applaud you on the attention to detail window openings and all the buildings care we've taken with that just an A+ no thanks I've got a few comments I agree with Tamra and I went through the guidelines to and and stopped because I I could see the petitioner had read them and was trying really hard to follow the guidelines things like expressing the the street wall and varying cornice Heights and reveals that are deep that show volume varying the color and those are all things that we wrote into the guidelines to try to enable a large building maintaining the rhythm that exists downtown now and I think the spelling does that really well so I I I think you did a great job of looking at the guidelines the corner I think I was the main one talking about the corner last time and and what view is framed by that arch at the engineering building and I understand Laurie's hesitancy I I kind of I I liked the fact that it is different than the rest of the building and at the same time I really like that it's a symmetrical two bays wide on the North facade and only one Bay on the west I think that adds an element of interest to it so I appreciate that and I like it at the pedestrian level where it becomes porous there there's just a column at the corner and you can walk through the corner and as you're a pedestrian heading down either Street toward the corner you can see through to see who's coming at a right angle q and it's really a good visual cue and and helps pedestrians so I I think that was a thoughtful thing that you didn't have the first time around and lastly I I - I think Tamara said this like the punched openings the way they're treated I I think the building on here on did do a successful job of that in in a pretty massive wall plane it it just creates a better proportionality to the what is perceived as a window opening to the overall wall and I think it's is successful so to me I know I don't I do I think you nailed it and and did a really nice job in all the comments are good ones are some tweaking that that you could do and in response to any of them but but this is a real strong project you did a nice job thank you thank you anyone else okay Jeff no what do we say let's everybody loved it let me let me go through each of the comments as best I can thank you for helping clarify my notes as we went Lori indicated that brick facade on the West elevation south of the tower appears stuck on would like to see more cohesive treatment of this more richness of material at the corner off all floors unifying on the on the West elevation up to the blonde brick be more cohesive or unified as one facade Lori also a few minutes later indicated that any unification of the sad should make sure the corner element remains pronounced bill spoke about the corner needed to have some kind of focus to the right and the left of the corner same style reads as a single building with a focal point at the northwest corner which I think he appreciated tamra indicated that the entries are clear and she appreciated that she appreciated the work in the corner worried about extending the same material to the south on the corner that it might reduce the authenticity of that section of the sod some somewhat camera agreed with Laurie with regard to that section lacking some clarity on each side sod should have distinct elements brick portion looks look slapped on also North facade on the west side east of the tower I think lacks some clarity and using stone elsewhere diminished some of the strength gary indicated that it might make sense to to reverse the brown brick and the stone element with that that should be considered I'm not sure not sure I said maybe it wasn't Gary maybe you know what that was a continuation of Tamara I think okay let me let me scratch that thank you Gary for pointing that out corey indicated that she she recognized that a number of elements from number of elements issues were addressed that were on your checklist she also appreciated viable streetscape elements John had a question which was with regard to the amount of signage that can be used Sean addressed that bill I think that was John regarding site yeah that was Bill thank you I also think bill maybe he was Bill asked about the window treatment or his opinion was that the window treatment looked fine Tamara also supported the shadow line that the petitioner was proposing John agree with Lori regarding the West facade element the West facade treatment and applauded the petitioners potential for murals on the East elevation and John generally liked the building Gary also liked the building and particularly with its attention to detail dick had a few comments he's he indicated the petitioner clearly read the guidelines and was trying to adhere to them with regard to the corner he understood Laurie's hesitancy he appreciated the cemetry and at the pedestrian level the asymmetry Oh appreciated the asymmetry no okay and Jeff well your pause I also recommended local artist okay you could include thanks John local artists with regard to dicks comments he said he understood Laurie's hesitancy he appreciated the asymmetry and at the pedestrian level he appreciated the fact that pedestrians who are approaching the corner both from the south and from the East will be able to sort of see each other as they get to the corner that the corner is going to be more open he he liked the punch openings of the windows and he thought it created better proportionality that's my summary so our thinking was that we might prioritize these but we can also choose to just accept this as as feedback for the applicant of the items we said in their totality I don't unless someone feels or a number of items that should jump to the top I think it's kind of clear that the the main piece is the corner and some clarity whether whether it's you know extended or or pushed or pulled or left alone it's it's more clarity to it I think okay know that we should move toward the top I'd say that would be the biggest jump I saw your hand go up I'm sorry the the thing that I maybe didn't hear in Jeff's summary was Tamara's suggestion that the corner element projected in front of instead of sitting behind the elements on each side and so I didn't want that to get lost because that's one that I really would encourage the designers to take a look at I just didn't hear it in Jeff's summary so I might have missed it say I think we go bill then Gary my time was exactly the same as Jeff's I wasn't sure that was settled on but I think that Timur had brought up the thought of pushing the the north and or to the I'm sorry to the east and south of that corner back rather than having a stand proud of the corner and I'm not sure there was ever finality that that was agreeable to the rest of what I think it would be a good idea but I think it needs it as Jeff said it needs to be clarified if that is the consensus you think Gary then Laurie I just wanted to add something that I forgot to say is that I really appreciate the fact that the back of the building South elevation it's all Brett and so many of these project we we see ultimate material is less expensive materials on the backs of buildings that have quite an impact seem from the distance while the back of this building was fairly playing those as it needs to be it does have Richmond saw Rose I think Lori I was just going to say I think the comment that Jeff wrote about reversing the stone and the brick was about reversing the relief of them instead of having the brick before word it would be the stone so maybe it's just clarifying that point to say that the lines this the cast stone wood project farther in front of the brick instead of the current configuration so that's at least four of us and I'd be five who favored that idea and Jeff good question for Sean just out of curiosity what caused you to reduce the scope of the project you know obviously in light of a lot of things that have been taking place over the last seven months we started to evaluate you know the the project a little bit more what does it mean I think we recognize that that that parking piece was going to be a very highly expensive piece of the project as well so this is this is something that allowed to be you know a simpler project to move forward so so that's why we we presented it so this is there really tential to make the building higher in the future adding a hood I don't think in the future we're not we haven't designed for that because obviously that brings in you know you don't know what your design requirements are going to be at that time so we we haven't designed it that way you build it it would seem to me or appear to me that since you were working toward reducing cost meaning the underground parking being very expensive that perhaps above the first maybe first and second level that's probably all wood frame construction at this point if that seems to be the way to go actually it's going to be a light gauge system so very similar in north because what we were finding in talking with the various GCS being we were speaking with is that the challenges is trying to find carpenters and even still that still exists and so they were saying you know our costs are actually almost the same by doing a light gauge system versus even carpentry of just making sure because one of them had a carpenter go out on a large project they were doing in Detroit and it it almost killed them on that project so thanks anyone else okay thank you very much we appreciate thank you we've met other business to do you're welcome to stay on but you can sign off too if you'd like thank you again the next item on the agenda is election of officers which I didn't know was coming up how how should we proceed with that for Kristen it's up to you if you want to usually the term runs like late late summer to late summer I know you guys haven't had a meeting in a long time if you want to postpone that to another meeting so you can discuss it more or just a little bit up to you guys if you want to vote this way you can if you want to postpone you can to if I can be so bold and you can down my suggestion is and I would make the motion that we reelect the same officers as they are now because so far they seem to be doing an acceptable job and know no hint of corruption no graph no citizen outcry so my motion is we reelect the same girl I second that my checks in the mail okay any any discussion on that we have a motion okay all in favor say aye aye anyone opposed abstain okay thank you we have a second public commentary in case someone was watching so I have a quick script I'm going to read this is an opportunity for persons to speak for up to three minutes to comment please call eight eight eight seven eight zero zero nine and enter the meeting ID of nine one two five four two six one one one four city staff will select callers who have raised their hand [Music] so we did receive a letter from card to area Recreation District that ended our lease which appear pool is owned by the district and has been in a long-term lease over 30 years with car who is maintained and operated for many many years our community I think you know you're in our community you know how difficult it has been for card to maintain that pool to the point where they really were not utilizing for the last few years and they actually put out a bond measure to provide additional revenue to improve the pool and then provide some revenues and operator that however failed and so we did receive a letter that ended the police so the district now will take back the pool itself as far as complete ownership and maintenance of what we have is a real liability issue pool is in a very bad shape and using cards estimates of costs to improve and fix that pool we're over ten million dollars to do that work and operating costs over $500,000 in years so our recommendation at this point in time knowing that that pool really creates a large liability issue for us knowing that pools are not part of our facility master plan our recommendation is that we modify or add an addendum to the lease leaseback contract that we have with United Builders thank you because they are already on site doing work as B repair in the multi-purpose room and in the library ax they can do this work when I say do the work it would be raising or demolishing the pool itself and all of the pump and mechanical equipment we would like to keep the building that's there it has restrooms in it and could be used for storage and we've talked to the school site about that I think that's a good idea so at this point in time what we're asking the board is to give an approval for us to modify the lease leaseback contract to include raising demolition of Shapiro pool and we'd like to do it this summer would students who are away and get that liability [Music] no we had not actually they were taking over the operations that we were not receiving any revenue from that lease and then the second one is we do have another pool that was featured on the news last night as a cheapo audience or practice so I hope that we are maintaining that so I actually appreciate that question because it clarifies something we do not own that pool okay that is actually a pool owned by card they own the land not only the pool but the building next to it it happens to be next door junior high but it is not our property so the only pool we have currently is Shapira people and we think that and I asked this because the Aquajet were yes I believe they are being used our high school teams use it for practice but I was saying you know one of the issues with card going out to a bond and looking at building new pool is that the pool outbid well is not does not meet their needs for competition so so the reality is Shapiro pool even if we were going to prove it really does not meet the needs of our teams and our students and it's not really part of our physical education program anyway so because the TV channel is here the kids obviously high school kids here's the pool and then they're going to go whoa they do have a pool because you say it's my responsibility so I think there should be some clarification into public amenities or what we're doing with that I moved the emulation Julie witness raising this pool is accomplished what sort of condition will that piece of property the end will it be the condition to build something new on them yes obviously that's going to be left by the area and we're making sure that that is clean fill and a compacting or future use if necessary okay and so it will its best in now so you will take the fence out and just extend the blacktop yes okay [Music] and you have heard about these for a while because we realize people do a roll call all those in favor please say aye Griffin Robinson thank you next up is an item that has to do with conceptual design to go with update for inspire [Music] okay either a second bite on Lando any further questions or discussion okay all those in favor please say passes unanimously Thank You Julie next step is a Human Resources item which Kevin is going to talk about it's the declaration of need for pulling qualified educators so this is an action that we bring to you every year at this time it really gives us flexibility as we're entering into the new school year with kind of a truncated timeline accrue you have to build positions that gives us the flexibility we need the numbers are consistent to what we brought to this board in prior years and we do ask that you would approve this to give the human resources department the flexibility of the tools that they need to fill positions quickly as the new year starts Robinson second by dr.

daga Austin Ortega says that he will discuss that what things get back to normal whatever that means with with the city manager and also we were we were starting to meet quarterly but because of the pandemic and all these things changed like me seems like day to day or week to week we are going to meet monthly and and our next meeting is going to be in August so I'm going to thank again the city of Azusa for their partnership and the the reopening of school that imaginary team workshop it consisted of family community instructions operations safety and health in Sochi emotion you'll get five different rooms that you can go to and listen so I just wanted to again thank you one for their great ideas and I know they're all working very hard to be sure that you know the opening the school will be safe a safe environment for students and staff whichever model we'll use thank you and thank you board member Vania next step is board member Ariana's I have no comment at this time thank you okay thank you board member Greer good evening first of all I do want to formally welcome Superintendent Ortega to this this role in this disposition is his first official board meeting in this capacity so so welcome I'll just I'll just add on you know even even these past couple weeks prior prior to you formally being in this role I've just seen tremendous ways where you have engaged and brought in so many others and and I know I'm not the only person that I seen that and so just just just thank you I mean and you know excited and looking forward to to you in this role as superintendent congratulations do you want to report out I did hold a an online coffee I'm a couple weeks back and there were there were around 20 or so folks who were there and in attendance again it's my intention to do these monthly and there are a number of questions and concerns some of the things some of the thoughts and questions are in regards to items that we have today and so I'll bring up some of those some of those thoughts in line with them I know that Maria you were you were there as well and you shared some of those same concerns with with D lack and so thank you for sharing those on that you know forum thank you for sharing that here and I know that that staff has taken note and will look in to look into those those concerns was also like Yolanda shared was also a part of the ad hoc committee and there were a couple items that I would want to kind of share up from that we discussed one of them we talked about was just general Co vyd 19 planning and expectations and so of course as we've talked about here there are a number of things that we are waiting on to hear from the county to hear from the the state and and so we are still putting some plans and you know some some some menu of options and in place and without really knowing what that's going to look like superintendent Ortega will likely share out that there are some plans to discuss that and an upcoming board meeting what some of that could look like and so we shared some of these things at the ad hoc committee meeting and the city also shared some of the information that they have and we when we committed to to continuing to trade that information and see things as we see it in the city sharing what they see as we you know continue to work together as partners here in the community another thing that came up was the the school the old schoolhouse that was one of the the items that was on our agenda to discuss and if you were you know in attendance or viewed the last meeting you would notice that this item it's here again tonight it was on the last board agenda we tabled it to today's meeting and and engaged in conversation with ad-hoc committee there with the city and just kind of talked about and gave clarity to what this is and what this isn't I'll just I'll just kind of wait till we get to the item to share some additional commentary on that but we're able to give clarity and also communicate that we would be this item would be coming back again I'm today and it's here again today and so yeah just positive positive meeting just says as a board member Rodriguez pena shared positive meeting I'm just kind of talking through ways that we can you know continue to work together there was even conversation around looking ahead I should also note towards a meeting between the full meeting between the school board and the City Council but also recognized that now would be difficult consuming we're not even meeting together just just us and so it's something that we're going to continue to keep on on the agenda to talk about and hopefully be able to schedule as restrictions knees and and it becomes safe to do so last thing I'll just add mr.

Keiser question yes so one of the most frequent comments that was being brought up in our survey was this query about what about subs are we going to get subs - somebody asked uh self-quarantine the ER ran a story of someone you know just the other day on the first page so it was asked fairly frequently so that's a question I don't know what kind information that we do we make a stipulation around that issue of the subs or what I'll say Human Resources actively filling the pool of substitutes all the time so that we have a pool available as needed which is really separate than this certification piece this does not get in the way of that process so we've been effective in Chico of being able to get people that are able to be in the classroom obviously having a teacher that has a long connection with students for the proper certification is where we want to live but the ability to get substitute teachers has not been an issue for us and we don't expect it to be even in the future after but prior discussions and [Music] okay so we have a motion on the floor [Music] all right so we move on them to the main topic that we're here to discuss which is informational you're not going to take a vote on this but we are going to discuss with the return to school might look like guess I'll have copies in front of you and some of it might have been changed we did some editing this morning so the ones on the screen will be the ones that we'll be talking about today I also want to let you know when we get started that we have the Health Department if you County Health Department is going to be zooming in at 10:00 a.m.

Rosales I know that you you shared and asked a couple questions just one point of clarification not sure if you Iraq you were talking about how mr. Baumer Ito has the you know the skill set and what not to be able to to meet some of those things so just a point of clarification that mr. Bomarito is not in that position that he he resigns step down from from the disposition and so that's that's that's what this consultant is coming in and doing and serving in mr. Morita's position for an interim period okay board member cruz-kun solace thank you I'll just be very brief because we are meeting it seems like every week just two things I just want to express my appreciation both for Meg subala and then Maria Thomas good enough for their job good honor for their comments one I really appreciate the comment about collaboration I think especially the labor management institute I've always been a big believer in in and collaborating focusing on student outcomes so I really look forward to seeing where that goes where we all are focused on not only student outcomes we're focusing on how do we how do we truly address inequities and I hope we can have a longer conversation about that today on the agenda as we address to talk about addressing systemic racism but I appreciate those comments because we need to all be working together and then and then in terms of the comments that Miss dummy's going on I gave I really appreciate highlighting the the English learners in our district and I'm looking forward to seeing the our plans that will include integrate both integrated and designated English language development and how we will be addressing those needs I also continue to be concerned and I and I repeatedly say I appreciate the the yeoman's work that everyone has done in the district but we do I think still have a significant number of students in our district that we're not well served by distance learning and so probably experience significant learning loss and/or you know so that that percentage that maybe never checked in and thinking about how do we really reach you students and looking at what that what group of students that is because I mean I haven't heard data about like what kind of student profile it is but I suspect that a lot of those worthy very sleep students from immigrant families who may feel disconnected and so I just really thinking about as we go back how do we prioritize those students and make sure that they're getting priority especially if we think about if we're going to have to make decisions about who gets to come back in person I think that's very important so again I want to express for appreciation for for that being raised in public comments okay thank you miss Cruz Gonzalez and I'd like to I am I have been a very big advocate of the United States military and our students joining and taking advantage of what they offers far as college and job training with that said I was processed out of the military after being assaulted for the best of the military I would like to put my voice out to our girls in our women dead and to everybody that we need to fix that situation we do not need people throwing it under the car under the rug I thought that went away when I was in and to have stepped forward and pushed for our girls to join the service and to hear that it is still going on bothers me to my core so I would like to apologize to anybody who listened to my advice and that he ended up in that situation and I would hope that we as a nation and as we push forward because this is one of the equalizing factors for some of our students so they can get a college education but you don't want to put your daughters in there to have them murdered without any investigation and it took an uproar to get any kind of investigation going so I hope we can move forward with this and I hope things get changed and taken care of but it takes people expressing using their voices so I'm sorry if I made everybody uncomfortable I just had to say that because I was such I was such an advocate so thank you and we will move on to comments and reports by cabinet and superintendent 7.1 comments and reports by student board member cabinet and superintendent president I'm going to pass at this point okay um mr.

so I want to do the informational stuff for you on these slides and then we'll kind of dive in deeper into the information in the comments that we've gotten from community parents and the group that it's been working with us every Monday okay so first our norms so we're just going to discuss the process today about reopening option so we know it's this discussion for this meeting today also we will review the elements of the return of the school plan and we will have our survey data that we sent out from our staff and our parents today to share with you and then we will also give you a digital feedback that was saluted by our PLC and the community today so we'll be giving you all that informations today right now it shows about 30 all right so the next slide over the next wigs our safety guidelines if we pushed out again last on board meeting again I'm not going to go over each one of the details underneath but it's under the sanitation our PPE SR professional our personal protective equipment our health screening and social distancing that will be guidelines that right now that we will have in [Music] so the question is the ordered 800 what timeline will they get because I think [Music] we have order some we already have gotten some in and they believe that will begin the web we've ordered in the next few weeks Marcus French has done a great job at developing relationships with DIF what you see companies for the sick so we are fin in front of this we know that we will have all the under shields that would have been ordered in time for school we just put a placed in an order yesterday for 50,000 a mask I don't to say facial coverings for also the board ones that this phone one's and we also are now getting in different clock models for us to look at - we have direction that we want to possibly purchase so many cloth face coverings for our students - so they have for the week and wash it so we will have them captain Marcus believes that we will have everything that we need to start the school doesn't mean whatever we decide to go with that we're gonna have to be on top of that continually so that's what it will be like yeah then we'll have face shields order for every one of our teachers to have one and other people in our offices to have them or nurses obviously and the staff and job is additional to the traditional nose like glasses wearing glasses the League of Women Voters sanitation and seven even ordered and yeah we definitely want the plexiglass Julie's done a good job to get those ready for all of our offices so when families come in we have that protect also all right so I want to go over our learning models one more time and I'm gonna pass off the elementary secondary in just a second this is what you're seeing now it is our traditional model there's social distancing is not mandated so that means that they haven't come in and said we want six feet apart inside the classroom right now we're suggesting that as that services this is a model that we would like to see go through if social distancing does not get mandated but again this is just a discussion for you guys right now first it's a traditional model we will have policy guidelines in place our classrooms will have 30 to 34 kids or 24th the k3 model but again they will be I've seen and if it is a mandate we'll have mass on our children on our students again that's up to what the state and county guidelines are going to be telling us on August 17 also we have our own fridge Academy online learning model that has been available for the past three years that has not changed and it did not change when we went to college we had Oakdale elementary available which was more of a packet based available at Oak Ridge but now it's online so we've changed that up to get a more rigorous for our families and then the blending learn on the flirting model where students can choose or parents to choose with a child to go for periods out of high school or junior high and two periods of unit or adult bridge or reverse we're also looking at the blended model for elementary we're trying to work out what that would look like but right now we're considering they would come for two hours in the morning and then go to a bridge for the remaining of their education yes well we like the Ford to model because we want the 88 needs to go to one school or the other because they do go three periods or three periods right you can't you can't give a ba to both schools so we're always trying to go for periods or two periods so what if it's yeah it's four classes that opens they get da da for that student and the periods up better school goes to classes in person's at Chico the other four are three versions there's dependent study that's more of a textbook traditional then on each high school site there's a panther a biking Academy which are virtually the same as Oakbridge but we have those on the side they're on site yes correct and then the third version is overage so really there are three independent study options increases for there was a training this week for teachers interested in being a part of overage so the back preparations is also happening not knowing where we're gonna be so just to let you know that we are trying to move away from the packet this summer our summer school is completely online with 278 kids complete summer school 10 credits 10 credits each so that was great so we're trying to phase that in mr.

okay okay thank you a couple of things I just wanted to note last week I had the pleasure of meeting with mr. Fernandes the principal miss long and mr. Oyama for the who are the assistant principals and six students that are currently looking forward to their senior year this up-and-coming school year these students had expressed some concern around what's going on around our country in terms of black lives matter and some of the protests and I just want to say how impressed I was with these students they did an impeccable job of communicating their concerns their ideas and their gratitude around the the conversation and as I think about the the education of our students and as I think about the the skill sets that they're going to need it just gives me it gives me great pride to see that these the the communication skills of these students was was awesome and I just wanted to just show appreciation for that meeting with them just a couple of updates some of you might have been driving by Azusa High School or glass on high school and seen a lot of machinery and dirt we are moving forward with our field projects they are on schedule and so just happy to note that that is being currently being done we are also working on bleachers for both the Azusa high school and Glaceon high school gymnasiums as well and so that's work that's that's currently in motion and the bleachers are going to feature their school colors so I think that's gonna be that's gonna be pretty you look pretty sharp in terms of the reopening school imagination team again I want to thank the team members of that team that came together on Monday to look at some preliminary drafts in terms of implementation based on the guidelines and best practices that they had created at this point in time we do not have the Los Angeles County Department of Public Health guidelines in hand that has been long coming and we hope that we get that soon but we can no longer just sit and wait and so right now we are working on three distinct plans one plan that would put us in 100 percent distance learning if the guidelines come out and that is what we have to do we are also working on a hybrid learning plan which would be a mixture of students in person and students doing distance learning and of course working on a plan if we were to move forward with 100% of our students doing in-person learning those plans we look forward to bringing those at our next board meeting to dive into those plans for further conversation further feedback and further recommendations and then finally I also want to express my gratitude to mr.
