chair we do the first is a letter from Teresa commune I do not have her address and it's as follows to whom it may concern I am writing in support of Tony Perry Jeanne I did not read the offense of social media post quote unquote firsthand so I cannot defend his post specifically what I can support is the way mr. Peter Jamie has conducted himself over the last several years on the BOE to this point I have observed mr. Pierre Janey to be kind respectful and professional in his public at social media dealings personally I've noticed and appreciated the increased transparency and ease of communication between parents and BOE members since he has served of note I have never seen him behave in a politically divisive manner rather he has always seemed above that listening to all sides he's always seemed more than fair to me she goes on to say she doesn't agree with those who have called for mr.

LAN give you some information about one of those committees and it has to do with how we're how we're helping our folks prepare for whatever eventualities happens to start this year so Jen if you would share on the PD plans I appreciate that so for our new teachers which is a roughly 25 that will be starting on Friday we went through all the things we used to do the teachers that came in myself coaches pre-recorded on trainings that we posted it to Google classroom them so instead of all meeting down here in the district office the teachers will report directly to their school site and their instructional coaches will work with them the reason we decided to pre-record everything was so that we had still another common message going on to all new employees and so that way they can still watch the presentations and stop and discuss and do things like that with the with the teachers when all of the teachers return on the 22nd we most of our training will be a webinar especially when they had outside presenters so we have amplify who does the new science program that was adopted as well as our third and fourth Korean teachers have not been happy with the ela curriculum so it will be piloting one classroom on each site for third and fourth grade will be doing the amplify program which is what kindergarten through second grade are doing and hope so we can see if that's a better option for those questions so they have training all of our teachers are going to need training and synergy our NATO student information system as well as some trauma-informed professional development and that was already planned right before any of this happened and the presenter is still willing to do that training for us she will be coming in person and presenting to one group but each site will have there's teachers socially distanced but together and we'll be live-streaming and out to the other school sites that we're still able to have that training for the teachers included in some of these are site based things but we have a hygiene hygiene video you're teaching the teachers how to make sure I think is clean and in-between each student and you so hand sanitizer hand washing some of those things which will be common to all all schools we wanted them to hear those things passages normal so in addition with our targeted assistance grant we usually do educator academy and in the past it was always in May which I don't understand why we did it in May because then nothing could really be applied until the following school year so it is going we still are going to plan on having that in August August 14th and 15th all our presenters will be presenting webinars but webinars we have five presenters it will be held at desert valley and that'll define two rooms per presenters so we will have them in rooms with Promethean boards so they can have a big extreme to view the presentation so they'll be about twelve or thirteen in each classroom watching the same video and for that training will be working with honor the ELL students and oh there's someone from the Arizona Department of Ed we'll be presenting that we have someone coming she presents on gifted education specifically working with students with autism since we're seeing horizon hundreds of students who have diagnosed with autism Marzano we have the village from Arizona coming on how to get an effective online instruction as well as a special Villa director from a different from district Levine will be coming to help our teachers with differentiating instruction in the classroom since that's an area that we we kind of struggle with and once again we're in targeted assistance for special ed so much a compliment um and then the following day on Saturday the 15th they'll have a follow up training with same person who's presenting our trauma-informed other training we have planned the end of August great minds who is a publisher of the D Rika map that we use will be coming in to training across the great bands and that will teach the teachers why it's important to kind of follow the curriculum and how the content bills around kindergarten up to eighth grade and then increase school and then in September we will have Alice training which it is an emergency response that is being put on by the same people who did stop the bleed for us we're still kind of try to figure out how to make that happen because we were going to pretty much stuff and every single employee attend that and we're not quite sure what the regulations look eat in September so we're still kind of in the planning mode for that but that's kind of the planning that we have from now until September in addition the Transportation Department because unfortunately you know the transportation drivers won't have any students to transport they are taking advantage of the time so the first 10 days of school the transportation employees will be coming in for four hours of training a day which is something that in the past they haven't had the time to do so they're going to take advantage of take advantage of having no student physical students to to drive to and from school and use that time for training and they have a very specific schedule for those ten days so that because as you know in this kind of situation like in the spring with closure you can't pay people that they're not working so and we want to look out for all of our employees you know we can't afford to lose bus drivers we can't afford to lose our pears and the pears are involved in our other training and they're going to have very specific things to do when we open in with even with anything but that we do virtual in fact they're going to they're going to be doing some smaller of instruction we're making sure that they have the laptops that the teachers are bringing in for the you know their training for the new laptops we're making sure that the other laptops that the teachers have been using are suitable for them and in fact Jamie's asked one permission to get a little $60.00 thing to put in each of those to make them more being more up-to-date I figured for 60 bucks that's pretty dang cheap right and so we want to make sure they have the best possible equipment to help teach small groups and do that kind of thing so lots of lots of people are doing lots of sometimes little things but they add up to a big big plan so thank you Jen appreciate that any questions at this point before I go ahead okay well here our current channel just enrollment registration between all of the messed up information in the spring that we learned we had we didn't realize we had such messed up information in PowerSchool and implementation of synergy and then rolling that information over comparison to synergy we kind of had a we kind of found we have a mess and so it's really critical that every parent that parents all come in and register their kids again as if they were a brand-new and bring the appropriate paperwork to do so that way we're sure we start the year however we start the year that we start with the best information that we can possibly have and it's particularly important because whatever happens this year it's critical that we're able to contact parents then we can contact them correctly and quickly and that they know that it's not the oh I haven't had that phone number for six months kind of thing so as I said before our other challenge that's related to that then it's spreading the word we want the word out there that our district is doing everything possible to resume the critical work of educating our students and taking every precaution to keep students and employees state but this includes offering educational services never before offered by our school district continuing continuing online instruction in any situation throughout the school year and and we think we're going to be able to do a good job with that and we hope that parents will recognize that they'd rather have their child enrolled in our schools local teachers local situations and that as soon as possible they can be face to face but if they can't be face to face the relationships are already there the situations there that they would not get if they enrolled in summer and online school or if they chose to home-school so we're hopeful that that you know that we can now start rolling out the information to them after tonight's meeting of where we'll meet how we're going to get there I do have a couple of other slides but they're mostly reminders of what we had in the basic they don't know that we need to go over those right now but I have them available in case we want to talk I have a question about registration again sure so everybody has to come in and then fill out the papers at the office where they are going to or yeah and fortunately it's not a lot of paperwork for them anymore they come in they show the critical documents to the Registrar and I'm going to use the term register because it could be the secretary it could be the attendance clerk it could be the health attendants so in this case they're all registrar's so they show this credit critical paperwork to them first certificate current immunizations proof of residence that they first of all that they live in Arizona and secondly if they live in in our school district an ID of the person who's enrolling we can okay those kinds of things so they show them they've got all of that what happens then is the Registrar gives them an ID and sends them off we have in each site six or seven or ten kiosks if you will six feet apart with a laptop and then they put in the information into synergy online when they get all their information and then they go back to the counter by then the Registrar has made copies of everything and they finish the registration by assigning bus routes or transportation to and from school and two or three other questions that have to be asked and then a student is given the schedule or assigned a teacher it's been working very well people Mary Clarissa the principal's told me that and the secretary saying the parents have been very cooperative very nice about the whole thing bringing the stuff that they need it's also given time for some folks who maybe I'll give me an example of one of the things that was caught in the mess in the past if you don't actually get a copy of the birth certificate when we first enroll trying to get it later is like pulling teeth because you've already let the kid in school right so it's sort of like letting the genie out of the bottle and then try to get the genie back in and and you know so this is an opportunity for us to get all of that done and since we started doing it on June 29th families have had a long period of time they've had a total a month to get all those things together the thingy now of course some of those regulations don't apply to homeless okay and we've actually had a couple of situations where parents have informed us but they're under quarantine we're working with them you know we're not being ready to kill us about this we are being insistent that when people are healthy that they come do what they need to do and they've been very nice it's just the right of them and we really need to then go to our own you can check you can make updates and you can check when school starts to show schedule and now since the high schools are using synergy yes will they be able to pull up your registered of both yes once your kids are registered you'll be able to see their student data for both yes and there are a lot of other little things that synergy does that we were not able to do in our school and that whole Parent Portal is so much better for parents and keeping track of what their kids are doing and you know in keeping keeping in touch with teachers and all those kinds of things so we're really excited about that but of course it's only as good as the initial information you put in and unfortunately this bad situation gave us a really good reason for doing all of this extra stuff to get it right the first time I had a couple questions when we're talking about tracking the kids for attendance how do we track if they're what's our plan for tracking them online that we know that they come 2/3 that they're there that we log in the correct me if I'm wrong on this Jen but my understanding is that with Google classroom we can we can we know if they're there or not johnny has been naughty you know the teacher can turn off Johnny's camera so everybody else can't see Johnny being naughty or turn off his microphone if he's saying things that are inappropriate but you still know that Johnny's there yeah okay teacher can still see Johnny rest of the class can't see yeah we didn't we didn't have those controls so the online work is going to be basically hangouts where the teacher BGSU my slide and those hangouts to the class okay that's what that's what I was wondering about you talked about Chromebooks and hotspots so students that for the cares act to be able to buy a bunch of Chromebooks that's what we for students that didn't have technology at home now these hotspots are they the Box hotspots that they'll take with them they are and we would check one out to the families that need them now are they limited Tomica data that was one of the things I will tell you that the world of technologies kind of stuffed up in this whole situation as well because we were concerned that if we checked out a hot spot and the kids are not doing schoolwork what's the rest of the family doing with our hot spot are we paying for them to know they have blocked and one of the kids can get two hours I wish James ran your car insurance and correctly but they can get our network and get to the things that we want them to get to and not you okay great yeah that would be wonderful go ahead sir so the hot spots that we're looking at will have unlimited data so that the district doesn't need to worry about getting slammed with a hundred and fifty overage charges at the end of the month but the devices will be locked down the the cellular provider calls it a virtual network so we'll program the devices so that only our Chromebooks will be able to connect to them so we don't have to contend with recreational devices or you know things like that getting in there and messing things up and then we are also in total control of the of the device the the family wouldn't be able to say reset it or change the wireless security settings or that sort of thing so once a student takes this home or a family takes this home they could have four or five students connecting to one hotspot with our Chromebooks but it'll stay secured and filtered and allow them to do what they need to do without the district needing to worry about well they went over by a hundred gigs and it's $50 a gig it's none of that and through the control panel we can suspend a device for up to six months so if a student checks a device in we can suspend the service on that and not have that monthly bill or if you know a student starts ghosting us we can turn that hotspot off and turn that Chromebook off and hopefully recover them that way great and this was all care as we get that through with other grant funding and so because of the way that's structured we have developed a hierarchy to determine who gets first shot at Japan from we have enough Chromebooks in the district shut down to anybody who needs them but we wanted to make sure that we start with those are educational e high-risk kids first so we have a hierarchy that we will use but at the point where we need to check out Chromebooks to other kids we will do that so we're going to we're going to content personally contact the people in those first height and first groups of hierarchy to see do you need you know the evening Internet do you need do you need devices for each of your children because we're not going to just send one device if they've got three kids and our schools one device is not going to get it they're all going to need to be in school at the same time so we would check out three B and then once we get past that 200 then we'll start checking out from the from our on the Chromebook carts at each site and the committee that's working on this a subcommittee and James's on a man when anyone are a couple of our librarians and some other techie people in our district just like it just like a book it's checked out and check back in and those kinds of things we've got them all set up already now you mentioned childcare this is kind of come up it was a request you know from an employee because of course they're going to be concerned about what happens with their own children and and if they've got children who are school-aged those kids probably don't go to they care anymore or they might go to Boys and Girls Club afterwards so we just started working on this element this week I'm going to be in touch with Boys and Girls Clubs we'll check some other things we do know that if we were to try to set up on how to connect your system within our school district there are all kinds of hurdles so we'd have to have a daycare license we have to mean all kinds of you know all kinds of regulations and all kinds of things like that plus we would have to hire somebody Sagarika and to be there so we think it'll be a lot easier if we can if we can coordinate that with others in the community and so we'll start with Boys and Girls Club because they've are we know that employees kids could be in a safe place and be supervised and they can be there with their devices and be going to school and their parents won't have to be worrying about them while they're trying to teach because the idea of you know the family the coronavirus family act I can never return all the letters but anyway she took another alphabet soup but that says that an employee is entitled if they have children at home who are at home because they cannot go to school because the school is closed that we have to pay that employee while they're staying home on emergency leave so we're paying that salary and we're paying somebody else to be teaching your class well it's - it's true all the rest of our students benefit to have that teacher teaching and it's so that teachers benefits have their own kids in school however school is going on especially if it's going on virtually and it's to our benefit as a district not to have to pay double you know pay somebody to come in and serve and pay that employee to be supervising your own matter so ultimately less investment financially for our district to figure out a way to have a place for employees kids to be going to virtual school if that's the way we're operating kind of person just don't have any details about that one yet so right now that's kind of the framework and then you're looking at studs right now you know as opposed to drywall and paint when the teachers are doing the online instruction are they doing that from the classrooms or from their homes or in this case they will be working in their classrooms unless they have some other condition that you know some other situation where they can't be at school okay here we have a couple of those employees we have employees whose doctors have said even it even with virtual school it's not safe for this employee to be on site they're still going to be teaching in those cases will have them teaching from home and and we will we will have ways of making sure that they're working hours they're supposed to be working income what they're supposed to be doing but under this situation it's not like in the spring where people could work from home all the time we expect them to be on site and doing their job the the plan that I was talking about the really good plan that our committee has worked with based on recommendations from the Ute chances are they will be in direct contact with their entire class or three to four hours a day probably closer to three but three and a half maybe three to three and a half hours and then the rest of their day they're going to be doing phone calls they're gonna be having virtually no office calls they're going to be doing small work either on virtually or one-on-one so that we can be serving those kids the rest of the day so our advice is that it's not a really good idea to have kids on line for more than probably the max would be four hours even especially for little guys you know for littles but even for junior high they're saying that four hours is probably about the max you want what you're scheduled to be and then you build in all of the other things that you need to do to kids the rest of that but they will be outside so the middle school or the junior high will definitely be different because they are going to be 120 530 students there - yes a 30 student class so they have them you know 45 minutes they couldn't put a hundred and thirty in it and a group so they're gonna still have to break that up I understand and the thing is the whole idea is to come and already in those groups so that when they are physically back on campus it's the same groups so they already know the kids already know their teachers they know their four key teachers even on the four core teachers the teachers know their hundred kids we're trying to keep it at 25 you know but we we have enough numbers if they all show up and I'll enroll and register or mark more like 30 and at the junior high level but ideally in our 25 and group but so yeah it's a lot and and they're gonna need some time they're gonna need some time with four or five kids you know in that other time frame during the day so it's also how the parents are going to be helping us on one pair is special and Parra's any of the parents that we have and in fact at the G high level those specialist teachers may also be doing some pulling of small words in the core subjects to be helping so you with a hundred kids you have 4 hours 1 hour per 25 and then the other 4 hours of the day are spent breaking them into small groups all right right there's some this is actually there's some pretty exciting things that can happen with us you know that we can't even do sometimes in our face-to-face school because we go yeah that's all of my questions anyone else have any other questions all right because most of the things I do work on the technology but one of the things that I've done so that if anybody ever wanted to see what any of these things look like this is this is kind of this is a Singapore of everything and of course it's growing you know a month ago it had only this one section and now has all these sections and they keep adding the things to them so if anybody ever wanted to come see I've got this one but then I will also make sure that there is a copy at the front counter so if anybody wanted to come in and see the details they're welcome to come see the details great right so Adam one point for the opening of schools well as I said earlier on the 29th we know we can't open face to face but we want to open virtually and we want we want to start school it's time to see kids it's time for teachers to be connecting with kids it's time for us to do our jobs I agree we need to get back to a regular schedule as soon as the governor allows as soon as we can and we can that we can you know as soon as we can do that transition you know just as long as as you all kind of understand that if on Thursday the 13th we've been doing virtual and everything frees up and they say you can do total first total face to face on Monday I'm not quite sure we'd be ready to do total place to face on Monday we might be transition to you know to sort of try to bring kids in and and do that so we want we you know we want you to give us a little flexibility in making that transition happen but I don't think it would take very long you know we can do that in four days now what about the parents that may still be uncomfortable with their kids coming to school they can stay home so we can do a hybrid where they can come out let's say Mikey is for example well hypothetically cuz I don't have one in our district anymore but is at home during the online xvii rolls around we go face to face my my child still I'm still a little nervous I decided to keep them home for a couple weeks right they're still getting the same education as the kids in the class yes they're still being held that same standards they saw the same work to do they saw the same thing so in two weeks and my daughter decides to come to school face to face they are still on the same pace the same rigor the same everything everything we can to make that be exactly so that will still be a parent's choice that if I'm not comfortable my kid be in class right now that that parent can keep their child home because we'll have a device you can so we will be a hybrid model much like high school yeah just about did will they'll be able to get great and the truth is that everybody's going to be anxious parents are gonna be anxious kids are gonna be anxious however we do this everybody's anxious teachers are anxious Victor being anxious about all of this it's not that they don't want they want to be working with their kids but they have they have a reason for anxiety so anything that we can do anything that we can do to ease that anxiety or it's a very least not to add to it it's going to make this much more successful and I'll give you an example I was not a very thicker than the idea of having the plexiglass shields on our counters cuz I'm not quite sure I like the message that that gives on the other hand we have those people on the front line I'm not on that front line if it reduces their anxiety about being their meeting pair meeting kids it's worth it's worth having it so that's why we're doing it they've been ordered and they should be here by the end of the week we'll have them you know we'll have them in the at the sites but that's an example anything we can do to reduce those anxieties is going to be K education better for our kids and that's really what we're here for yeah since we're on that topic masks what the people are saying I am a firm believer that masks should not be mandatory now however you made a statement earlier when we were talking about my house my rules that applies to every teacher the biggest threat that we're seeing is adults because children don't pass the children or pass to adults we adults past results so some of our teachers aren't in that high-risk area and if they are uncomfortable that is their classroom so if they want their kids in masks that should be up to them but to mandate then we put masks another kid I don't agree with I mean I because I'm looking for the feedback before you know before the test first address is missing and they asked me to bring it forth I said I'm having to bring the sports let's talk about it yeah I agree like if it has health concerns that in the shoe or he wants to have the students wearing the mess in that class then I think that would be advisable I don't really I don't really know how I feel about mandating it for everybody you know yeah I don't think it should be mandated and I mean I would not want to be a K through for teacher trying to keep messes on kids anyways that would be just complete chaos yeah no we're not even talking about k4 we've already had all the images of what we do some of them some of our cutting drugs no we're not even talking about that we're talking about fifth on yeah and with with the online technology well the teachers get a training on how to use all of that yes yeah we've got we've got that's part of what Jim's got built-in we we have been working on it we have like Marzano coming and some of the extensions within google question and she's putting things together we're lucky that right now we're doing some summer school virtually so those teachers are working some of the kinks out I'm going up tomorrow to observe one teacher who's rumor has amazing we're also hoping that this may be an expert on every campus there's someone who at least has a little more skilled on every campus especially with this summer school experience for the last eight days that maybe they can give us some insights as to what they found work and does not work too so yes they will have training and then we also are looking into people who are currently working working on on their skills to see if they can help their colleagues on each campus as well okay and then my I've got another question too so will the kids have to be logged in during the daytime hours and have to be watching it live or is that something that would be recorded so if you do have working parents during the day they can go on and rewatch it and their time will be locked in the evenings for them to be counted present they will need to be there during the daytime however everything will be recorded and and so kids will have the opportunity to watch again or if there are some other specific circumstances those gene we can work on those individually those could be individual considerations that we would you know we would work with families like I said we don't want that to be a don't practice partly because we won't be able to count them as present that we can't work with the families on that weekend right I just know when we had done an online program it was hours logged of actively working and watching versus certain specific time so I didn't know how that work and are the teachers going to be required to wear masks while teaching if they're the only one in their classroom any place other than their classroom by myself like you know they can take notes on their teaching during the day with their students the math can be off virtually but if the kids are in the room with them the master will be on okay well they'd be able will they be able to use a face shield so the students can see their face watch their expression I mean only if we have because of the research only if there are if they have health if the teacher has chronic health conditions and their physician says that the mask is not safe for them or if we have teachers who are working with caring compromised children I've been working with Lori Taylor for what six weeks now we've been looking for alternatives for for hearing impaired kids hearing compromised children because they depend on reading lips and so you know even they just depend on that so we're working with them on that so we already have a couple of employees who have produced who provided I mean produced but provided the information that they have chronic health issues and they'll be allowed to wear shields they'll have to don't have to wear something big issue with shields for everybody there are a number of issues not the least of which is I don't know about the rest of you but I have allergies so I sneeze quite a bit I might have to stop every few minutes and clean the inside of my shield so kids stone shield is you know you know that's that's part of it but that's that's not the only part of it so masks are recommended and that's what was in the plan that was presented to you a lot of month ago okay and I can't have one more comment for you according on your own o on the mask so I want to ask you also two of you said you know you agree that the teacher should be able to is there is their house that they can decide so if we have teachers who decide that I just want to be sure that I'm understanding when you are kind of saying as a board I know this is not an official decision but you're giving me some values here for kids but that if a teacher would like it in their classroom that they can essentially make it mandatory in here and we can provide a sloth masks where they can there's a mask here the mask of the kid doesn't have a comment but I also back to masks I'm not in favor of mandating our staff wear a mask in the classroom if we're working with the hat classes and we had in the first four weeks at the time because it was our best guess at the time the first four weeks of if we are full groups of kids yeah so I would stick with that as our original plan we get them off as soon as we can and none of us like wearing them you know I mean I to to our personal decision and that's what it is it's PPE personal protective equipment so if they are comfortable with that their level of comfort because you know we're not preventing the disease were mitigating the problem to spread so if their situation is that they're comfortable if they're maintaining a distance because yes they do need to maintain that distance as best they can but I'm not in favor of mandating masks tourist option okay so that would be a change in our original plan and then we would need to bring that back as an agenda item for you on if everybody on the board wants to reconsider that part and everybody every personnel and student is temperature checked when they come in to the facility is also so that's and if like someone's showing signs like sneezing in a car okay hey or even students like at the junior high you'd say here's a mask please wear it well at that point or someone has like allergies like you say you still have to take your mask off to blow your nose like temperatures we also recognized with this heat that we need to give kids a few seconds a couple of minutes to cool down and get off the bus or out of their parents car before we do that or if we do it at a time we let them sit for a couple minutes and then we do it again I know we do it again and then but if they continue to have a fever and this has been in our policy all along folks this piece has been in our policy forever if they have a fever of over 100 degrees they're going home yeah okay and I'm not against that at all I'm not against I agree that we don't mandate the masks and if we have to mandate something I mean that's why I think the shields are better I think it's important that kids see your face well we've done a lot of research on that genie so the recommendation to you was what's the best if you all want to consider and reconsider that part of the plan we will bring it back on the agenda hopefully you all will be meeting like that their days of August we can bring it back on that agenda as of right now with the numbers going up I think it's safe to stick but as soon as like the numbers start going down and we can you know we would drop it as soon as we can yeah that in the original plan right we said this is this is yeah great situations numbers are going up and when things are bad as soon as we can get anything back to normal please understand we want to do that we want to do that but at the same time we want to protect everything we are running out of time we may get going or all right any other questions before we conclude all right so we need a motion to adjourn I Cory burger so second all in favor aye Cory Burgess Randy Dubois jeanny Borland I we are adjourned sorry Doug we are adjourned okay moving on to our meeting we're good okay I call to order the regular meeting the bullets in the elementary school board on Tuesday July 14 2020 at 6:00 p.m.
Perry Jeanne to recuse himself on this issue of school reopening on a personal note it is easy to find questionable and offensive social media posts made by mail oh I'm sorry I'm not going to go into that let's see I plugged miss Harrigan suggestion to look at social media posts by BOE members going forward and I also think it would benefit all of us to be more adult and tolerant of each other particularly when someone with an otherwise stellar performance may have made a mistake again that was from Teresa coming the next letter is actually kind of I don't quite understand what this has to do with the Board of Education issue but it is a letter that was submitted to us by the Republican Town Committee executive bored and it reads as follows Cheshire Board of Education there's a huge amount of anger in our nation right now Cheshire is no exception like everywhere in America this anger is destructive and has gotten out of hand the incident in Cheshire I'm referring to involves our town council chairman dedicated and hardworking elected official and deeply caring parent whatever you may think about his policy positions and anyone has the right to disagree with him he also has the right and the obligation as our representative to state his views we expect that from our officials he also has the right and obligation to protect his family no one has the right to verbally attack and threaten anyone else this includes the family members of any elected official this is wrong and on American and is exactly what we are seeing in Cheshire today these attacks and threats are so violent law enforcement is now pursuing possible criminal action I repeat there should be no verbal attacks or threats on any public official or their family members we are calling on all citizens of Cheshire to condemn and demand an immediate stop to this reprehensible behavior respectfully the Republican Town Committee Executive Board that's it that's all we have tonight yeah at last at first of all thank you Teresa for the kind words and in that last letter I believe was a response to an incident happened last week before the one get all the details was that issue yeah it wasn't resolved but I at ghost on the comments that we as board members have heard from folks things in that letter in this day and age we all understand that folks are understandably upset number of topics however whether it's a board member town council member a parent student anyone our community or frankly any human being for that matter let's give the benefit of the doubt let's not jump to conclusions and you know again I don't get the details of what that was about that was covered in a recent article but long story short you know I guess we should be doing the not doing the do as I say not as I do approach let's set a great example for our kids our school system let's learn to respect one another you know whether it's a threats or inflammatory comments being made toward people let's try not to view that in Fargo if B for me be perfect I still him that but that we have so much going on in our town in our country and especially for reopening so far what we've seen with the feedback from folks and we'll get that tonight's been very professional that hasn't been any name-calling folks have great concerns great ideas and I hope we can continue to foster that productive dialogue and see where it leads us and hopefully do it as a community towards any topic that comes before us in it so so I understand I intend to letter thank you for sending that sometimes gonna be reminded that the overall humans and you know we all feel pain and we all go through your emotions but let's all respect each other plus we can that being said superintendent Solon I believe he have an update for us about the fall reopening would you like to take lead thank you very much mister peres Jeanne I just wanna you know echo what mr.
meeting to offer different times for parents who might have different schedules and we'd like to have those meetings one in English and one in Spanish so that so that again we can communicate in those in those forums instead tambien estamos recommend ando que esta semana nosotros los community Mo's con la comunidad acerca de nuestros plans Yelp NT Tracy Yelp NT cuatro de la semana que entra tener dos juntos en vivo con la comunidad una fintan en la mañana una cuenta en la tarde para poder diferentes or arias y tener una dos juntos and in bless those who Tessera Spaniel para para tener comunicados Affectiva men take on so at this point in time I would like to take a moment to pause before we jump into the presentation and I turn it over to miss Mitchell for any board comments questions clarifications yeah I have a question can can you clarify for us or through when you say that there are some of the kind of kind of requirements that you don't believe that we could have in place that are just not feasible to have in place by August 20th can you maybe give some examples of what some of those are sure so just off of the just off of the the get-go I mean from the from the from the beginning districts are going to have to be are going to be required to have a cove in 19 containment response and control plan right this just happened yesterday right yesterday evening and that plan is calling for a Cobra 19 compliance team to be to be put together that's gonna be responsible for establishing this plan for enforcing the plan for having the safety protocols to have an education plan for staff and for students around the plan so that is that is literally item number one of this multi-page document and so it goes into more detail but that would be one example of how we'd have to bring a team together we have to create this containment plan there's response plan in this control plan we have to we don't have to but the way we like to do things is we'd like to involve as many stakeholders as possible this group then in order in addition to creating the plan has to create a plan on how we're going to educate our students our staff and our community around this plan and so that that's just one example and then there are there are physical things as well in terms of filters and air conditioning and fans things that would take some time to to get up to up to speed Yolanda Yolanda you're muted oh okay I didn't see yourself thank you thank you thank you Adrienne okay good evening everyone I just had several questions first of all I'm really glad that we're all going to go to the remote the distant learning I feel that we are here to protect our students and our staff the numbers are going up they're not going down and I would not also expect someone to do something that I would not be doing I mean I'm not even comfortable going to a meeting I mean see we're having it online so I would not expect students to be going in school and staff to be working with students and I also want to thank the superintendent Ortega the administration staff parents students you know for all their hard work and I know this plan it took a while it took a long time took many meetings and took many people and I'm glad that we did include all the stakeholders in our community and I know that this town's gonna work work well and and with all of us working together I think you know we're gonna be good what my questions regarding this plan is I like to know what is the budget for this plan that we're going to be using I haven't heard any dollar figures I was going to ask the budget for all three of them but since we're not going there I'm just like to ask that question and also you know special ed I like to know you know how are we gonna give extra help to students especially toriel learners also I know it's been very hard for them to be home learning in a different environment for themselves also and on attendants taking who will be taking the attendance if students do not participate you know what follow-up will we be using are we gonna be having still like a star board the attention you were to follow up if students are not coming to school I'd like to know and you don't answer all this right now this is my questions okay um different in Ortega thank you you know and what are the hours going to be of school and also on employees employees certain employees I know we have certain classified employees like the community is on instructional aides cafeteria workers you know how will we be utilizing them and you know will they'll all be getting paid you like their been doing and how do we use them utilizing best and that's it thank you very much okay next Gabriela hello good evening everyone I just want to state that this kovat pandemic has brought a lot of things to the surface such as the inequities in health care housing and especially in education I think it's really important that we also take an account the number of minutes of instruction um when going into distance learning as we heard some of the parents and some of the grandparents and the panelists today that came in and spoke weight this is the equity for students and with that being said I think it's important that we also are in collaboration with you know with the internet providers and how they you know it there's there's a lot of factors that we're gonna go into distance learning just like we did in the spring some students did not have access to the Internet so that is my number one priority that I would like to bring forth to the board you has it it's it's really important that we you know we see the inequities happening and when this when this happened another thing to that I would like to bring forth is teacher office hours for students parents I also heard that as well toot for them to be available for you know for questions or for anything that parents may have a struggle with what their student with their children and my question and the question that I have is who are we going to task to get our a hundred percent of our students online and learning in order for this to be successful I think it's really important that you know the accountability for this to make this happen and for this to be a successful program for our students our staff one of the things that I concur with my fellow board member Rodriguez Pena is you know our our classified staff at this point right now you know wait are they gonna how are they going to be are they going to be paid are are are they going to come back to work I mean these are a lot of questions that they that they have so it's really important that we address those those as well and another thing too I think it's really important that our community I understand too that the the applications for free and reduced lunch that we we are still taking the applications for the free and reduced lunch is that correct mr.
roll call Corey Burgess here brandy Dubois here Jeanne Borland here all here thank you very much see ya please join me for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation I am 3.1 this is a public key public hearing pursuant to a rs.15 9:48 and 15 905 5905 115 962 and 15 1103 for review of the proposed fiscal year 2020 expenditure budget we need a motion to convey a public hearing for the purpose of reviewing the fiscal year 2021 expenditure budget Corey Burgess I move that we review and for the purpose of reviewing the fiscal year 2021 expenditure budget we have second thank you sir all right you all have some time now since our last meetings and this has been posted as the law requires on the ad website and on our website for public perusal so this is an opportunity under ordinary circumstances this would be an opportunity for the public to ask any questions it's certainly an opportunity for you all asking if you can put in the additional questions that you have about the budget do we have any additional questions about the proposed budget I do want to just point out one thing that public would be interested to know that it's pretty nice that I haven't seen in many years as our primary tax rate we are going down in our primary tax rate from three point zero five eight nine to one point eight 371 and that is a significant cut in taxes to our taxpayer which is fantastic anytime we can save some money for the public it is always a great thing that we are being fiscally responsible with dollars that are entrusted to us so that's good news this is posted so anybody who'd like to get a copy of it is more than welcome to have it um no other questions or comments okay at this time I'd motion that we adjourn our public hearing Cori Burgess we get a second okay all in favor aye Cori Burgess hi brandy Duvall hi Jeanne Borland I like hearing is adjourned moving on to 5.1 call to the public we have several cause of the public that I would like to read our first one Gary Kaplan has sent us in a letter it said I saw a while ago a note from the superintendent about too many students are ought to show up or not doing all their assignments on the long distance learning programs on the website what if individual teachers could put together a list of no more than six students in perhaps for one-hour sessions on a small group and have real classes that they're given school by a specific sub that will only be assigned by one teacher for example sandy Stover sixth grade social studies class the teacher can have her signe sub help tutor teach students to send to the school of course this would need parents permission and would probably means somebody would have to take the student to and from the school if just one sets the two partnered with one teacher for social studies language arts science and math doing only four classes a day at least six students that mean 24 struggling students for each teacher could be helped multiply that by four substitute teachers and you could save 96 students from failure if only 44 participate in a teacher sub co-teaching program just an idea that I hope you'll pass along I wish you'd mention this idea to Tuesday at the board meeting I will probably send a copy of this text letter to the school Facebook page in Mohave Daily News let's hope by utilizing your substitute teachers you're evil and wanting to work we can raise the results of our students who need more individual help Gary Kaplan substitute teacher just as a reminder for a call to the public this is an information that we can take action on discuss this is only for call the public purposes the second one we have from Antonio de mari hello I've been a resident Bullhead City for 35 years I have four children have gone through and are still going through the school system here I have two major questions there regards in the personal school schooling will happen and knowing that the CDC and hospital age hospitalization rate is only four point four people per hundred thousand in the age group of five to 17 since February and knowing that since the Cova 19 lockdown started the rate of anxiety and depression has gone up and the rate of substance abuse has gone up crime rates have gone up rate of violence has gone up and the suicide rate has gone up across the board and knowing that many children's only escaped bad situations at home was going to school how can you say it's safer to keep kids at home than it is to send them in school and still prolonging the in-person opening of schools we step up and take charge and say there's on his children from depression and anxiety and possibly suicide from not being able to go to school in person spend time with their friends will you step up and take charge and save many at-risk children from being stuck at home all day in a worsening situation now I have some possible solutions 50% of the parents and children may not want to go to school and that's fine let them do a stay at home learning 57 50 percent me you want to go to school let them go back to school consigning your leafs are protecting the school boards and government the same with the teachers fifty percent may want to stay home let them stay home fine let's let them be the ones to do the online teaching fifty percent want to go back to school and give them a bonus for working in the front lines and also have them sign a release form thank you for your time and consideration about protecting our children and more dangerous situations from keeping the schools closed than opening them and telling you tomorrow our next one is Jacqueline Chapman a few questions regarding school opening if the school goes back to full session will it occur what will occur if one or more teachers or kids get kovat test the whole school well kids still get food programming's what if masks are broken soiled kids required to carry an extra how many kids in each class what does towns koba daily news cases have to be at to warrant schools starting in class in classes what about a spike in the daily numbers distance learning is an option for parents who do not want their children back in the classroom and their last one from James Byrd good morning I wish to pose a statement to the board during tonight's open or tonight's workshop meeting this is my first time and I'm not entirely sure how it works I will post a statement below please consider mandating the requirements of students wearing masks the middle school level according to the current planning when you transition to Phase two teachers will be required to wear face masks but not the students this will put teachers and students at a higher chance of catching kovat by having only the teachers wear masks you are limiting contain from only one source to the other 14 in the classroom in the room this leads me to believe that you are protecting the students from the teachers but not the teachers from the students what are the numbers of teachers who fall into the high-risk category and everyone wearing a mask is one more additional way to help protect your staff your teachers have received training in the best ways to keep the room and equipment clean and how wearing a mask reduces a train the risk of transmitting disease we are being trained in the way on the best way to protect students well no one seems to care about our protection is there a plan in place for when the students in our school contract Ovid we'll all the teachers who were in that room since the room will be rotating five to six teachers a day and all the students have to quarantine during that time but our but these are but a few of the many scenarios that should be explained for as an eventualities not as a possibility I have had difficulties of mandating masks for all students explain to me I understand the state of difficulties this is a requirement of this requirement at the k2 level but these difficulties are not found in the middle school level at the middle school at the middle grades represented Fox Creek and bullhead middle students KITT can and should be expected to be responsible for their own safety and the safety of others to be blunt whatever the board decides will be what happens the resources and grants are there these difficulties will be overcome if you decide your staff safety is important to you as one of your employees that in a high-risk category due to medical conditions please consider mandating masks for all students at Fox Creek in addition to your requirement requirements for teachers my health should not be at risk because it's inconvenient to make the students wear masks respectfully James burger Fox Creek junior high eighth grade science item 5.2 adoption of the agenda can I get a motion to adopt the agenda as presented Jeanne Borland aye 5.3 superintendent reports dr.
Perry Jeanne said at the outset that this is you know it's a new process that nobody has ever had to deal with before and there are a lot of strong feelings on every side of this I my presentation that we sent out on Friday was a starting point for this and there are a lot of questions as I indicated in that presentation and I appreciate you know the hundred or so people have emailed me questions that they had or comments that they had it's probably more than a hundred actually over the last few days and I'm trying to respond to each of you as quickly and individually as I can I'm on early this morning in terms of my replies so I'm running about one day behind and I'm trying to get to people as quickly as I can so I appreciate their patience what I'm going to do is run through that presentation hitting on the air that had the questions I'd highlighted them in the presentation in you know this situation evolves so quickly and there's always new information so you know from Friday to today there's new information there are new conditions and so things are always changing and I hope to hit on some of those updates as well I know one of the questions you know I've seen asked is why don't you hold this meeting in person if you think everybody can come to school in August well you know obviously that right now the executive orders allow for only meetings of 25 people you know we can't accommodate that with the public so we hold a virtual meeting and try and get everybody to attend maybe soon in the near future we'll hold the board together but not you know unfortunately the public still won't be able to participate the plan we're developing is for the end of August and we hope that by the end of August we could have live board meetings as well as a school live but I'm going to go through the presentation again and just kind of hit on a lot of the key points I would ask that people that have questions the board will have an opportunity to ask questions at the end at that point we can start to pick up some of the additional co vid 19 mails but obviously I can't recite 125 emails and then in the next you know even the next five hours so we'll try and catch on some of those additional ones at the end so I'm just going to present screen now okay so just a little bit of context the state announced the return to plan at the end of June I think this is important timing because obviously since the end of June and those subsequent few weeks the rest of the united states has become much different and they're dealing with many of the same crises that we were in our region of the country back in March and April but it's obviously you know pretty serious around the rest of the country and as well as we've done as a state I know a lot of people are concerned about that changing for us this is a really a first step in a long process Tony mentioned you know having additional meetings this isn't going to be just a simple oh here's the plan we're all set because things evolved so quickly and things change so frequently this is going to have to be flexible there are strong open options to open school in opinions and there are equally strong opinions to close schools you know there's a petition signed by 95 people for a hybrid model so there are a lot of strong feelings on this topic all around and again things are changing constantly but our goal remains to educate students to the greatest extent possible in the manner which is safest for them in our community that includes all of our you know hundreds of student orell hundreds of staff and teachers and staff so we did have been working with a reopening committee their work like our work is really never done we're constantly going back and looking at you know new information reviewing information from the state CDC American Academy of Pediatrics and working closely with our consulting physician dr.
doodle take a that we're still take even though the kids are not coming back to school that the applications for or that are still available and one thing that I would like to bring forth as well is that as we enter this fall season with distance learning that we assess each triad you know the numbers keep changing the you know week to week the numbers keep changing that we continue this conversation and that we are also preparing ours Gabriela that we prepare ourselves for for perhaps you know hybrid hybrid eventually you know lead to a hybrid and just keep reassessing each triad and just moving forward because again we don't know what the with the what the future looks like but again we can always be prepared and be proactive as a district to be able to serve our students and our community and be successful in this thank you board member or Cruz Gonzales yes I mean I'll be very brief because I think Arthur we're gonna go into a presentation right on some of the learning so so just I mean I think you're asking whether I agree I think that in light of what's happened I mean I would just add to what you just said about LA Unified of San Diego I think Oakland already said that they were gonna go distance learning even before the two of them Bakersfield City just that so most of the big districts remote go in that direction um but I would say even regardless obviously we have to make our own local decisions about what's happening in Azusa but when you look at the infection rates and the population that lives here the number of people that continue working or live in like multifamily situations or with multiple generations um we really have to I want to make sure that we're making sure that people are safe so I'm heartened to hear that we're not going to have it's not going to be what we saw in the spring and I look forward to hearing what we're planning and but I agree that this is what we have to do at this point and like Gabriela mentioned I think it's really important for us to be really clear about planning in terms of how do we come back to learning I know we received II I received emails around focusing on making sure we focus on young students I mean I've seen examples in other states where the priority is and so for example in Virginia the priority is to bring back special ed kids they said special ed kids English learners and young students right so just I think we need to think about as we come back what does it make sense in terms of staging to be open but my short answer is I agree right if this is the right decision and my question for you is does that require any action on our part or because we took it that we made we took that action in the spring does that cover it and you have the authority to make this decision that is correct that's what that's my assumption yes the second one that you have the authority okay okay Adrian I'm sorry yes so just just one one small point of clarity because you know coming into this meeting it was the expectation that they were going to be three separate kind of presentations that we're making and and now our total year you are asking you know and recommend now recommending and asking that we really focus on one and so I just want to be clear that we have not made it that we have not made that decision and so I so so therefore even though you know we kind of shared out and some people some some of my colleagues are you know I've said you know it's good that we're moving here but I'd like to formally ask so that we can formally move into that so because that decision hasn't happened yet so with that being said yes I agree also that in light of all all of the you know the realities of what's of what's going on that an information that that we're seeing and hearing that this does appear to be the option and so yes I understand and would agree that that we focus in on the distance learning option only I mean I think Jerry go ahead so I so III I think that's right for us to have more focus on that but I do want to hear what the other approach is even if it's briefer what those other perches are I'm especially the hybrid one because it seems most likely that if we were to move back to in-person it would be hybrid so it's important for for us as a board to hear that and give feedback but it's also important for a community to hear what what could potentially happen right we don't know when but when it but it but it's what we're looking at or what we're thinking about okay thank you okay and I personally I agree with it I have cancelled my second vacation to go see my kids I will not see my grandchildren or my children for a year by the time I can actually feel safe enough that I'm not taking this virus here in California to the Midwest because it may have mutated I'm thinking that way I sure as hell don't I'm sorry I sure as heck don't like our students coming because if my children I don't want my children being exposed I don't want our students exposed I don't want her parents exposed I don't want our parents parents exposed our grandparents or great grandparents aunts uncles I think this is the best way to go that's it thank you so so we will we will move forward with plans to open in a distance learning environment but knowing that running parallel with that lots of energy lots of planning lots of investment in working on these guidelines and working in in the safest manner to get us to hybrid or or whatever that may look like to get us to that to that point I am happy to announce that a lot of a lot of the comments that took place during public comment and a lot of the questions that were asked right now of our board members you are going to see in practice and and life as we move to the presentation I have taken copious notes and those questions that are unanswered we will make sure to bring with more detail on 7:21 so with that being said I'm going to turn it over to miss Mitchell Thank You superintendent ortega superintendent a are you going to project anything are you going to share your screen or not check oh all right so as we're working on that good evening president Bibles local and board members as we embark on a distance learning model Senate bill 98 states that we are obligated to provide and I quote content aligned to grade-level standards that is provided at a level of quality an intellectual challenge substantially equivalent to in-person instruction are we also translating this as well yes le plan de distancia Vassar de alta calidad para todos los estudiantes del distrito [Music] with that in mind in collaboration with teachers AEA administrators the school reimagine ation instructional team which included a high school student on our committee we developed a robust distance learning instructional plan aligned to our board strategic plan that includes learning priorities to provide innovative rigorous relevant standards aligned instruction and collaboration Khan miembros de la comunidad estudiantes maestro's yaw ministry doris el plan de eso e con tiene instruction in anova Dora ricarose a relevant a alameda con los estándares so i'm going to present the plan for remote learning from the instructional focus and then we will also have our other leads from school reimagining team committees also present to you their plan in terms of remote learning so one of the pieces that as we begin the instructional focus it is important that that we really have a foundation of learning priorities and again how will we be providing equity right including culturally responsive teaching and learning based on positive relationships develop between teachers and students prior prioritizing our language acquisition of our emergent bilinguals using evidence-based data informed high leverage strategies and of course maximizing student engagement so all of these as those levers to our plan okay we can scroll up a little bit alright and also working with our instructional team we collaboratively develop some best practices as well and so these practices want to make sure and take those into account as we develop these plans and so part of that is making sure that when possible prioritizing in-person resources services instructional support when students are on campus and and one other thing to note too is that you know we develop this just prior to the public health office protocol that came out as well as sv-98 it's also another factor that goes into this as well so again how will we best practices how will we bring back small groups of students that have identified needs for example or since the disabilities are younger children are students who are learning an additional language and I think as you see this you'll see this distance learning plan I think you'll be very pleased to note that these are elements that we have considered and we have put into this plan as well okay can I please entertain a real quick miss Mitchell would it be okay to translate as this is not in Spanish if it could be translated per page as you're going so that way our spanish-speaking parents can understand would that be okay yes board member and what that looks like in terms of the plans for instructional schedules for professional learning communities and assessment lesson design professional learning and emergent bilinguals and our students with disabilities as well so in the remote so en el plan estate plan the instruction vamos a hablar a cerca de como vamos and for Cardinals in el aprendizaje de nuestros apprentices English's tambien nuestros alumnos education especially and mother de distancia a tambien an apprentice are here the combination and as as a line to sv-98 the Senate bill which is the omnibus educational trailer bill that really talks about what those laws are and what we are obligated to provide for students and part of this is providing what we call synchronous and asynchronous virtual instruction and so once we we show you the schedule we're going to talk a little bit about what that looks like and what those instructional modules look like as well also part of Senate bill 98 is making sure that we include and outreach to families to ensure that everyone has equitable access to technology and that includes devices and internet access as well so let's go ahead and jump in to take a look at the schedules for lesson delivery that we have created and we'll start let's start with Elementary we will start with TK 6 yes distance-learning please thank you very much and I'm going to enlarge that for everyone and as we're enlarging that there's a couple of highlights that I do want to point out before I go into detail on the schedule and again align to Senate bill 98 our distance learning schedule has built in specific protected time for our emergent bilinguals and our special education students we also have concluded built in time for teachers to collaborate with one another to provide time for our professional learning communities staff meetings as well as time for that student family connections those office hours that we were that we were mentioning miss Carbajal Camacho and radio they'll plan the aprendizaje de distancia incluye tiempo protégée doe para nuestros alumnos dedication especial y tambien para nuestros alumnos caisson apprentices inglis butter que you staying on tiempo protégée doe para lenguaje a receivable assistance yak is necesario and before I go into some detailed explanation on this I do want to just take a quick minute hand and and express my gratitude for the work of the teachers of our AEA partners who provided input and feedback to create and just improve models again and again as we went back to take a look at how we improve this instructional model based on that feedback this plan moves away from the hold harmless that we had in the spring that's why we call it the distance learning block schedule plan 2.0 and this plan that you're looking at is for T K through sixth graders and so I want to start with the way that we have this laid out for you is each day of the week and so I'm gonna start with the Monday so you'll see you'll notice that there are three different instructional blocks and I will comment on what constitutes an instructional block and how that aligns to making sure that we're compliant with sv-98 on Monday it's a little bit of a shorter day and so virtually students will and teachers are participating in these instructional blocks from 8 to 12 o 5 we have some breaks built in there and then of course we have lunch built in there for our teachers as well in the afternoon this is when each Monday the teachers will have their colleague connections and that's very similar to what we had in our spring 1.0 this is important because teachers need to be able to have that time for the professional learning communities meeting with departments any kinds of special you know leadership or committees they would have time to be able to do that one of the reasons why you'll notice that there's a difference on Monday versus the other days of the week in terms of that being just a little bit shorter is that this is an opportunity for teachers to launch their lesson for the week as they are planning their instruction this is an opportunity for them to begin to talk to their students and you'll see this also in the secondary model as well so really launched what it is they're going to be doing especially important would be communicating that with parents as well right that was something that I'm a parent several parents had mentioned it's an opportunity for us to plan that instruction and be able to have a nice launch at the beginning and so these instructional blocks on Monday you'll notice 8 to 8:45 and then eight 55 to 10 25 etc Tuesday through Friday you'll notice that there are instructional blocks but now you'll also notice there's an addition of what we are calling that protected time for our students who are learning an additional language and students with disabilities as well so what it looks like on Tuesdays through Friday is a little different Monday's all students are participating in those instructional blocks Tuesdays through Fridays we have a schedule where from 8 to 8:45 if you are a TK through three student and you are getting your designated English Learner instruction during that time and if you are a special education student in grades 4 through 6 you would be receiving your related services during that time as well after that block then all of the other students would be jumping into their instructional blocks and you'll see from 855 all the way to the 135 then at the end of the day there's some bricks in there again in lunch time and at the end of the day that model is flipped for again for English learners and for students with disabilities and so students who are in grades 4 through 6 have their Ald time in the afternoon and again special education student C K through 3 have it in the afternoon as well and then you can see their student family connections again at the very end of the day miss carbajal thing i would like to talk about is that per sv-98 there are requirements that students must have daily live interactions with teachers and peers our method for daily life interactions is using our google meet miss Carbajal Camacho encouraged a blockade instruction i reck'n sito's que necesita no career e durante este tiempo tiene que aware interaction vivo entry maestro alumna e el modo que nosotros vamos a provirus o para los alumnos s for cuoco meet and during these instructional blocks students are provided with rigorous instructional activities that include a blend of synchronous instruction from the teacher using google meets it could be breakout groups it could be a blend of independent work asynchronous instruction what we want to make clear is that although it does not require that from you know eight to eight or eight fifty five to ten twenty five for example that a first grader would be required to be on the entire time what it does require is that we have to thoughtfully consider what is the right amount of time to be able to engage in those google meet virtual you know pieces with their teacher and with their peers but it is a block of time in which teachers can really thoughtfully design their instructional activities and have some flexibility as well there there will be a minimum expectation using that virtual google meet because we do again based on the senate bill we want to ensure that students are having that daily life instruction in terms of the instructional block teachers also have that flexibility to be able to decide where they want to have their literacy block for mathematics block history social science and science for example so there is some tremendous flexibility there as well for how teachers are planning and instruction durante los roques the instruction talvez puede oku read instruction de todo grupo de grupo pequeño instruction vivo también los maestros inin oportunidad de decidir while local las ocho cincuenta synchro's a las diez main t Cinco s mucho tiempo para ellos so s importante Tamara so en cuenta cuando está hablando lanes Ricky on another piece that I want to mention is the difference between the 1.0 and now this 2.0 distance learning this plan moves away from hold harmless students will be required to participate just as they would in the brick-and-mortar students will be receiving grades report cards to price reports it will that will continue to be the same as it is in a brick-and-mortar environment una cosa importante no tarde este plan con el plan que se hizo en la primavera es que con este plan los alumnos tienen que participar en encased our participant ones with instruction e assistant las clases please do superintendent I guess so just what we are constantly telling ourselves is that as we move to this distance learning block schedule planned 2.0 and even though we know we're moving away from the hold harmless environment we're moving into a support for success environment where it's it's not we don't want to give the illusion that we're just moving away from a whole harmless but we're moving into an environment of support for success so if a student happens to not be engaging per SP 98 we are required to outreach and identify how we can assist that participation is it because of Internet is it because of a device is it because extenuating circumstances and so how do we wrap around to support the students to be successful in this environment because as you can tell just by looking at this this is everyday coming to school every day FaceTime with students every day instruction and so this is definitely a departure from 1.0 but but again what we keep telling ourselves is we're leaving one environment but the environment that we're coming into we want to continuously remind ourselves that it's a support for success environment and how we're going to support students and families and staff to be successful in this new plan and under the umbrella of SB 98 I ask a question this is Yolanda hitting on thank you will we be seen also a model for the middle school in the high school yeah I was gonna question regarding the credits for high school students and yep yep thank you so much for the question and we will be in just a minute we'll go ahead and transition to to that and so then you'll be able to to see that secondary seven through 12 schedule remember Ariana's has a question yes I think you I'm I have a question about this schedule so it looks like students will start at 8 a.m.
Stewart into the public a building report first of all gathering information relative to those requests for proposals from capital projects that I have already indicated sounds like you also considering and then the other one is just general general understanding of what's going on on our campuses I would like to recognize ABM for their collaboration with us on the hygiene product products protocols particularly the disinfectant sprays and those things for classrooms products run out because they're purchasing a whole lot more of those products and really in terms of us using them we will pick up the next wing one that purchases for those things and then for the board because because it's secret necessarily because it was a I shared with you I'm not sure what to say to you updates because we're busy all the time and they're virtual but they're very helpful and because there's a whole lot of probably 64 tenants who are in very rural and very small districts have been able to participate and advance but we continue to that evening and some of the rest of plenty of other things going on so for right now missing right I just want to make a comment on this report from ABM it's a fantastic list and it's good to see so many things have been done and then you know with the status on the others where we're making excellent headway on a lot of stuff that is needed for a very very long time so that's great news any other questions about the reports or comments okay I'm 5.4 board member updates do we have any board member updates none at this time okay moving on to 6.1 the consent agenda can I get a motion to adopt the consent agenda as presented motion to presented with the exception of six point eight calling six point eight sole source rendering aye Corey Burgess I will second Doug's motion let's move on to our discussion of item six point eight what was your question the information I received into account in selecting these the auditors comments and recommendations from a year ago this was one that we missed and that's why we gathered it and yes we have been very careful this year in making sure that we are absolutely following the auditors recommendation that we hear the price we are the ones who are investigating that these are because I think that's what's happened in the past for some vendors is that those vendors have said oh yeah we're the only place you can get these products or these services absolutely sure that we are does that answer your question [Music] is my question we we went to it sounds like we followed the common directives of the honors that's what I would think that one vendor was listed on the agenda Derek Allen is the only vendor on this list for this meeting a lot of the other ones were from a previous meeting I'm sorry it was missing from your agenda any other questions all right all in favor of approving the consent agenda is submitted Corey Burgess I Danny Borland I thank you very much okay item 7.1 an old business consideration of adoption of fiscal year 21 expenditure budget last month as the proposed and and will go to the state if it is in fact adopted right do we have any questions they I'd like to move that we approve the fiscal year 2021 expenditure budget Corey Burgess make the motion need a second second all in favor Corey Burgess aye all right thank you very much item 7.2 superintendent goals and contracts you have for your consideration the updated contract as presented to you by mrs.
Jim O'Connor he has been a tremendous resource to us he participates every Monday and zoom calls with Yale and is shared a lot of contemporary information that's helped us so our primary resources I as I indicated this document is on our website the the PowerPoint that I sent out Friday which has live links to these documents and you can see some of the information there so the guiding principles you know as of the end of June and early July included safeguarding the health and safety of students and staff a big piece of the guidance from at the end of June was allowing all students the opportunity to return full-time and I emailed the state again just to confirm that they weren't wavering on that they wrote me back this morning and they're not the the governor and commissioner is clear that all districts should develop plans that have students report to school in the fall on a full-time basis now a second level for the plan should be a combination of in-person and remote learning and people said well what about other communities that have planned the hybrid model that's not acceptable and that's you know I know that information isn't really widely out there that the state's not accepting of that plan now that being said might things change in two weeks absolutely are we having conversations with people at the state about how do we provide a diversity of options including potentially hybrid for August absolutely but we are required to submit a plan to the state on July 24th that includes full-time return school and remote learning those are the two options for the for the Fall that we're required to provide now a lot of this is predicated on executive orders which expire on September 9th so might there be a change there could be but at this point this is what we require to communicate to the state so knowing we only have those two options per the state plan we created a poll with only two options for parents this was intentional we didn't include a hybrid option because the state requires us to submit this survey data to them by this Friday when given the two options what did people select and I appreciate that this doesn't include the spectrum of feelings that exist on the topic but it does give us a sense of in our best case scenario if we could do absolutely our best and satisfy everybody about 88% of people would return knowing we're not satisfying 88% there's probably a larger portion than that 12% who were indicating that they were going to try and engage in remote learning and I know that there's a number of that 88% that would really prefer a hybrid option but again for the purpose of the state and the survey that I have to respond to by Friday that wasn't an option so there are two options that will be available for families this fall per the current state of Connecticut guidance in-person and remote learning now again we are preparing hybrid now get to that at the end so as I indicated there have been a number of emails that have come in over the last few days and I've highlighted the topics that are really the marquee areas for questions and I'll elaborate on those as we get to each section so mask wearing the cloth masks have been identified as the most effective they are more durable washable and we encourage people to wear cloth plastics now cloth masks now those three ply blue ones that you see around those are also acceptable we have purchased a lot of PPE in expectation of a return to school whether it be hybrid or otherwise or a full-time we will need additional PPE when students lose breaks spill things on them you know we will provide those additional PPE the amount that should cover the nose and mouth at all times in one of the questions is in hot conditions you know are they as effective what makes them ineffective is if students or adults take them off so in that case you know we have as we've indicated we will move toward early dismissal or a remote learning day when it gets to be too hot in the room there is not yet an actual number you know 84 degrees Fahrenheit or something that we have identified and I don't know that we will the same way we don't say you know X inches of snow before you close school it's not that rigid a factor and it could be you know 84 in one room in 104 in a room across town so we're not you know I'm gonna say by room or by by building it's not an exact science like that so maximizing social distancing and I think this is probably one of the greatest concerns that people have particularly at the high school level where space between students is not like the American Academy of Pediatrics recommends at least through feet that's generally the case for students that are younger smaller less likely to engage in transmission through aerosol because of the proximity and their size when you're talking about older children at the high school level the goal would be to keep them six feet apart the state guidance says that you have to maximize to the greatest extent possible that that so distancing and as I've said before there's only really one way to expand our social distancing beyond the two ways to beyond the current distancing that's a lot you can either create more space we've looked at other spaces in town and not found them to be suitable either due to size or environmental conditions the other way that we're creating more space in the room is securing storage space and pulling everything in the room like kind of stripping it down out so that we can create more space between students the only other way to do it is have less students there in the current current state guidance in the all kids back to school plan we can't mandate kids stay home but if students elect to and obviously at least 12% we're saying that they were going to that would be less students in the classroom you know this is this is not going to satisfy CDC guidance today I think the state felt like it would be adequate in August but again circumstances are constantly evolving some self protective measures scheduled hand-washing times additional portable hand washing station portable - they're paper towels and waste baskets one of the questions was about the supervision to make sure that we don't have too many kids in the bathroom at one time and so yes we have to design a protocol to ensure that we don't have kids stacked one on top of the other in restrooms additional cleaning protocols there are questions here about what are the chemicals used and what's the frequency of cleaning so I'm gonna pass this off to mr.
on Monday and the following days only eld and sped will start at 8 a.m. and and the rest will start at 8:55 is that correct that's correct okay and uh where it says student family connections is that where the teachers will have the office hours yes yes to be able to reach out to families the students if you know again if a student were having trouble or they weren't connecting that's a that is the that time to be able to do that as well and you said that each teacher will so one of the things that you shared that they will have the flexibility of perhaps like every teacher can be different and can have math first or English and then science and so forth so my question with that though is were we're implementing a new new science we're good and so when it gets to that point if you could just please you know speak about that una cosa can you start up but I couldn't and hola senorita Dana Mitchel estaba pensando que si todo los estudiantes MPs non las Ocho de la mañana los lunas dijo mana and singer so dijo que si muchas gracias thank you and typically in in the brick-and-mortar environment the elementary grade levels will determine you know their their blocks that they want to do so they create those schedules together and so this would likely be you know the same the same situation as well I just before yes go ahead remember always has a question okay I'm sorry thank you thank you okay um thanks yeah so my question so I just want to get clarity on the what happens during that instructional boss so are you saying that each of those blocks will be um synchronous learning which means like with a live teacher in person with our lives not in prison but a live teacher student interaction during the entire block not during the entire block there is a requirement that students must receive live interaction during the school day and so the idea would be that students would have so for example I might want to launch my lesson at 8:55 with all of my second graders right and so I might want to do a mini lesson with everyone then in terms of designing that flexible learning I might want to design let's say station rotation for example and I might have a series of stations I'm going to now work with a group of students Maul group of students while another group is working on maybe there's an independent or there's another small group activity or something to that effect this is an opportunity for teachers to continue to do what we typically call centers or station rotation so teachers can design a variety of things so whole group small group one of the one of the pieces to this is the benefit of being able to work with small groups of students at a time and again here's this block of time that they have to be able to do that that's one of the feedback pieces that we did hear from teachers is that being able to work with students and having more small group for more individualized instruction right so I just want to clear ice oh yes so I mean I I mean I agree that that's probably that's a good way to approach it I mean I I also have an England cut incoming kindergartner so I don't see him sitting for an hour and a half in front of his new meeting so so so I appreciate it but I think what I want clarity about because I think and I had a misunderstanding of this in the spring right is that I assume that the schedules that we put out meant that it was going to be all the hour the block that we put out was going to be synchronous instruction with the teacher working with students and what I found out from Christopher Roberts Adobe you said that no that was the amount of time some of it could have been live but some of it could have been asynchronous meaning like it was recorded or assignments given so I think what I want to try out what I would like to understand because I think it's very important is are there going to be expectations of live interaction by teachers during all of these blocks it may not be with all the students at the same time but but are you saying then that during these blocks there will be the teacher will be online with students that is correct yes those teachers will be synchronous and it's a combination of synchronous and asynchronous so during this time students will have an opportunity to be working with their teachers in a live synchronous fashion they'll also have an opportunity to do asynchronous work as well but there will be a minimum expectation of that live synchronous time and so we do have to work with teachers in terms of what that would look like because it will look very different for younger children than it will look for older children as well so that's something that we still need to really kind of work on to figure out what we think is the is the right approach for that the Adrian has a question of all questions actually can when I'm looking at this schedule here also the word where it talks about how Monday is different so Mondays at 8 o'clock in the other days are all right 8:55 that that like inconsistent schedule where where there's there's that one you know one day of the week where where school starts an hour earlier for for a majority of students kind of like gives me pause for a second and makes me question wonder can you help me understand some of the reasoning behind that and why wouldn't we just make it consistently 8:55 across the board I think the idea really that when we were developing this plan is to be able to give students as much instructional time as possible and when we're looking at providing that specific protected time for designated eld plus for students for special education students to us it made sense to be able to give as much time for instruction on Mondays because we wanted that to be a little bit of a shorter day it is important that teachers have time to be able to work in their professional learning communities especially when you think about planning for example formative assessment right addressing learning loss and so having that time built in we really believe that starting the day just a little earlier to maximize that instructional time but also allow for teachers to have that time in the afternoon I just wanted to jump in and I I really I forgot to answer I really appreciate that that you're putting that on the first day of the week right I think I've seen a lot of models out there where they're putting on the last day of the week but if you think about somebody had to teach online for four days straight right and this sort of is either going to be tired right and then to ask them to do quality planning and collaboration on a Friday just so I'm very much appreciate the fact that it's there to your question Adrian I ever to your comment I I'm glad to see that we're putting together like it's a big chunk of time for them to collaborate I mean I I mean obviously there's only so many hours in a school day but but I wonder if even that is enough right because I think I mean just a heavy load in terms of how do they plan together for this whole new modality is is a is a concern not that I want to take away I really appreciate that were that were walking out the times for eld and special edit and that's really important but I just I just wanted to put that on there because that is that isn't that it's a factor right to make sure that they have that time to quality planning time I'd like to kind of hop in and say one of the reasons Adrian you all haven't gone through the PLC training have you no okay PLC what you go through the training makes so much sense having first grade teachers meet together second grade teachers meet to get you know you know the concept and but it you get a depth of learning from that and that's why we're like oh yes give them time and you might be a little less well so to beat to be clear and I have a couple other questions also but to be clear so my question my question is less about the value of PLC time or collaboration time that's that I see that and recognize that that's valuable as well my question is more around the inconsistency of the of the fact that the structure so if school starts at 8:55 every day except on Mondays is at 8 o'clock III wonder if that is going to amount to would we call that true and what do we call it like you know absenteeism during you know during that during that block of time just because there's not the consistent structure of 855 that school starts every day but don't whant have late started similar school right but that's late it's not it's not early so if somebody were to show up early and find out that oh you know I'm here early then they're they're not missing anything there it's it's added to if you will so that that's a concern that there's missed instruction missed missed expected instruction so I don't know I still kind of have that that one but also but also the students are used to going to school at 8 a.m.
Burleson on your behalf and and then the goals that you on worked on and the document that was created to evaluate the process of those goals okay so only the only change in the actual contract to changes in the contract one of which might or might not be reflected in the printed version you have today is a salary of being ninety five thousand seven hundred fifty dollars as opposed to just nine ninety five thousand and the other being adding a sentence saying that ten percent of that will be withheld pending completion of those performance calls okay so just a quick summary we're offering dr.
Massey on if that's okay the kind of walk through some of these highlighting the eating schedule and then the the HVAC situation okay good evening everyone yeah as far as cleaning I guess there's a couple of things I'd like to say before we walk through these bullets quickly one is that you know we do have our own building maintainer z-- that will be in the building during the day and we rely on performance environmental which is our cleaning contractor and very capable cleaning contractor who have been cleaning our buildings typically in the evening so it's a combination of those two forces that we'll be able to increase the cleaning protocols that we that we do the first bullet here talks about contact areas will be limited where possible so by propping doors open it will prevent people from touching door handles that reduces contact we will be training our staff on you know not only sanitizing to the extent that they're using disinfecting products they will be trained on those into this disinfecting products that we that we use I can't name them because we've got a couple of different ones that are on order or some are already in-house but you know they are compliant with what the CDC guidelines are and they are you know approved in that they are expected to kill coronavirus but you know there's a difference between sanitizing and disinfecting sanitizing after you clean will clean a certain amount of you know bacteria and not necessarily virus you know disinfecting users stronger products that will kill virus but they're also a little bit more intolerable to students and staff so as a general statement will be disinfecting in the evenings and sanitizing during the day we are going to hire additional staff from performance environmental so that we can clean all bathrooms in all district schools at least once during the middle of the day we'll use our building maintainer and try to increase that but at a minimum we'll be cleaning all bathrooms midday and we'll focus our attention on those high use bathrooms in each of the schools our cleaning contractor will be following you know guidelines you know actually we rely you know on them with some to give us some of the guidelines and make recommendations for products so they're very very well-versed you know in sanitizing and disinfecting we will be providing in all classrooms libraries learning spaces disinfecting wipes hand sanitizer I can tell you as of today you know we do have an order you know hand sanitizer for all the classrooms which should get us through the first month you know we have about 2,000 hand sanitizer 16-ounce containers we also have you know received our initial supply of additional touchless a hand sanitizer dispensers which will be located near the entrances and areas such as our cafeterias and our library so you know we I feel confident about the hand sanitizer supplies that will have disinfecting wipes still a little bit hard to get we do have 500 containers that have been ordered and they're on their way you know we are trying to you know get the best possible price for the best possible product I mean there are you know as much as I know the governor has said that you know we don't want any price gouging some of the prices is kind of kind of ridiculous still so we are shopping to get the best product we can at the best possible price and you know we're mindful of inventory and if we don't order soon we we may have some product that will run out but you know feel pretty confident that you know we'll be able to get enough disinfecting wipes to get us through the first month of school we may have to pay a little bit of a higher price than I'd like to but we'll manage that and I know the other question that has been received from a couple different sources is you know what are we doing as far as you know air circulation throughout the buildings you know there's there's a whole technical aspect of this that I'm not an expert in but I will share some of the information that which club at our facilities manager you know has shared that you know we're doing or will do over the next few weeks and we're also consulting with an HVAC you know engineer on on some of the things that we need to do I know there's a lot of different recommendations out there so I'm just gonna run through a few things first of all we had already started inspecting and cleaning all the exhaust duct work this summer we do that you know every summer anyway we usually do it on a rotating you know basis through all of the schools but obviously you know with the concern over Kovan we've stepped that up so you know we will be cleaning the ductwork this summer the filtration that we have not every building I think the board members you know and you know a lot of parents and staff realized that most of our buildings do not have air conditioning the only school that's fully air-conditioned at that point is Highland parts of Cheshire High School some of our buildings really have no air conditioning other than window units to speak of so in those cases are where we do have you know air conditioning and/or it doesn't necessarily have to be air conditioning some of our schools are heated mechanically through rooftop units there's no air conditioning just heat blows through but we are upgrading the filters we've been using merv 8 filters and we're moving to a merv 11 filters and all that means is that merv 11 catches smaller particles and prevents them from you know from entering the air space you know where students and staff will be you know there is a little bit of an offset by using merv 13 versus merv a you increase your energy consumption and you and you somewhat decrease the amount of err that pushes through those filters but certainly you know worth doing in this case and you know that is you know that is already underway we'll also be changing our filters instead of twice per year during the school year we'll be changing the filters three times you know to try and stay on top of that our own staff you know does those filter changes part of our routine maintenance anyway we're just stepping it up one of the questions and recommendations and concerns that was received was the amount of fresh air that comes in you know through our mechanical systems you know and into our buildings and there are recommendations around that from the CDC among others but I just want to explain that there is a balance you can't have a hundred percent fresh air coming into a building when on a day like today it's very hot and very humid out because all you're doing is you're pulling fresh air in that's you know charged with humidity which can lead to mold growth so there is a balance as to you know how much fresh air is allowed you know based on on the time of year and other conditions you know so that is going to be adjusted appropriately so that it's balanced but you know again that that's something that our systems if there is building control system will do for us automatically and that will be managed by our facilities manager the other and probably the last thing that I want to touch on here is you know one of the things that we can do in spaces where we have windows is open windows so to the extent we don't have air conditioning we can't open windows and again there's a balance on a really hot humid day opening the windows mail out more humidity in but it will allow fresh air not all our classrooms are near a window we have many interior classrooms we don't have much of a choice on those and so one of the things that our facility staff is doing is going through buildings just making sure that we repair any windows that might be inoperable inspect them you know and and in a nutshell will doing everything that we can along this front of you know improving the air circulation increasing the filtration you know consulting what experts were appropriate and I think we're doing what's reasonable and you know we'll help any spread of kovat and I guess my final point is you know we're gonna be operating this plan on the basis that the infection rate in in our area is very low if the infection of kovat you know increases or even if we have a case of Co but I think that will change what we do but it's important to understand that when we start out in August you know we do expect that you know the infection rate in our state is low and we won't have COBIT in our building so all these precautions were taking you know are intended to prevent if there is a case that breaks out it would minimize the impact of that and Jeff I think that's that's all I have in this slide okay thank you lunch protocols or another issue that's come up quite a bit in the email responses you know at the high school in middle school were looking at not only adding additional waves if need be but really trying to spread students out to the greatest extent possible so we will have students who are in the CAF in the gyms outside so we're really trying to leverage all available space to provide for for socially distant dining that's greater space obviously than in the classroom level people don't have masks so we're trying to have people still seated by cohort but spread out to the greatest extent we can't additionally at the elementary level we're exploring dining in classroom versus dining in common areas so you remain in your cohort group with the mask off but you know obviously there are a lot of challenges in dining for both the high school middle school the the secondary options and the elementary that we're trying to work through I can't say that we have liked for many of these every detail down yet we have round ideas on July 10th and 14th that we're continuing to work with the Health Department and in this case the cafeteria staff and the building principals to work out what's going to be best but I want to actually just go back to this that lunch will be available to all in some way shape or form is what the plan is right now even if we were our remote we'd go back to the grab and go option that we provided last year very successfully cohorting is an area where I have a lot more questions from the high school level so I'm at the middle school level and I haven't had really many questions at the elementary level the one question that comes up I guess that's related to all levels is the efficacy of cohorting when students are also exposed to students on the bus and you know it's it's a fair question students are also exposed to other individuals when they go home it's not you know the strictest cohorting in the world where you know you would only be in your home with individuals you live with now in this situation you are exposed obviously to other individuals who are exposed to other individuals cohorting is most effective when you can have rapid testing right now is see we really don't have rapid testing there's one rapid testing station that I'm aware of in Hartford the one in New Haven closed and you know per the Health Department as of today the testing that's available takes seven to the ten days to turnaround which makes cohorting not really the most effective strategy at that point in high school situations you know it's a balance between how do we allow students access to all the courses they would need to graduate and better fulfill their educational goals versus cohorting and so we're still trying to work on is there a way that we could be more restrictive at the high school now treasures not the only district dealing with these challenges I'll tell you that I speak regularly with another group of superintendents from all over the state actually Marlene Solano our assistant superintendent she's often dealing with other assistant superintendents around curriculum and instruction issues mr.
right I mean this is like 55 is that's new to them and in regular school I would say they needed me at school at 8 o'clock don't ya and so again just to be clear it's about if there's whether it's 8 o'clock every day or whether it's at 8:55 every day Mike my concern isn't the time my question is just uh that there is an earlier day not not a later day that there's that there's a day where it where it's action starts earlier in the day and so I wonder what are what what it will look like for you know for students to me and it's I mean I see it's a 45-minute block but it but it's still a 45-minute block of instruction so it makes me wonder is there another way to use that block or door to be creative with that with that block so that instruction consistently starts at 8:55 I just think that that structure and consistency may be key going into so many you know things are unknown so another couple other questions so this means that that we won't have centralized lessons like we had in right if I hear you correctly like we had in the spring so there will be teachers that are developing their own lesson plans so my you know first grade you know student will have different you know lessons then then someone else's first grade student because it's the teachers are creating him correct well that's a great question and so we for for elementary we have instructional curriculum guides right that help our teachers in terms of their planning the units that take place and that guide them for language arts mathematics science history social science right so we have those and though it's the nuances or the activities and in which teachers choose right to have students progress and meet those grade-level content standards so we use the same curriculum sometimes there's some variants in terms of stories but really what is the same is that those students are are working toward those same content grade-level standards so but what would happen but will it have the specificity I think I mean I think I appreciated the very specificity of what students were learning on a daily basis right and so I'm just wondering and some of the research that I was reading in terms of best practices right was really about like offloading all that work around the you know the daily that's a lot of work to decide daily what you're going to do and instead instead focusing that on that content but then how you deliver it so I'm just so are you are we going to have that kind of specific planning it also has parents right they understand exactly what the kid just wants to be seen across the district at this point that is not part of the provide there was very specific lesson plans we did that in the spring semester to provide that continuity as best that we could and had a team working together my my response to that would be that the you know again the grade-level teams are working together to plan that instruction right they collaborate and it's one of the reasons why we do have that time in there for them to do together but to your point I do believe right we do believe that being able to communicate with with families in terms of what that instruction looks like what that expectation is and to really bring in our parents as partners and engage them in that in terms of the instruction more than we ever have and that's it that's definitely neat so can I ask a question on that Dana this this schedule we're looking at is in the perfect world which means what accounts have to work we're talking this schedule looks work for parents it or not ever gonna work they're all gonna stay home so what are we doing the parents that are did you need to work probably thought about that mm well that is a great question and in terms of those instructional blocks these are set and so I think this is one of the things we have to really think about in terms of again working with parents as our partners and making sure that if if families are working if parents are working what are the best ways that we're going to be able to support kinds of extra support do the students need for example to be able to know how to log on that's why a schedule would be very very helpful so parents are really clear when they're gonna log on how they log on and again professional learning for parents in terms of how students actually do log on and giving that support to you know to the families as well but I mean this is this is the this is the instructional block that really is set for this for this model right now we do have other options that you know maybe parents would want to choose as a result of that but for this option this is that time for our students to be able to log in what they're teachers and what their peers as well I'm concerned with the students in the TK's the special ed cos you know those students we need to really take a good look at you know how we're going to assist them it's it's I'm very concerned about that working parents okay Gabriela yeah or Adrian did you still have more yeah I have one more question I think ok next will be Gabrielle I'm sorry sure so Dana you had you had mentioned about you know a synchronous and asynchronous teaching and so you talked about there will be times when the teacher could be working with a particular subset of of the class so if that were happening you know during you know at 9 o'clock on Tuesday morning and so some was working with a quarter of their class what are what are the other three quarters of the class doing while that's happening and this is the perfect example of a blended learning model and the expectation would be that as I am working with a small group of my students that the other students have independent activities or maybe they're working in a breakout group maybe they're working on a project the station rotation model is an excellent way to say here are different for example the choice board activity right here are the different things that you're going to be doing throughout the week and as I'm working with this small group here are the expectations as the teacher that I'm saying you're going to be working on this or maybe you have a choice between this or this so yes the expectation is is if a teacher is working with a small group that doesn't mean that the other ones are you know just waiting right they're actually engaged in that asynchronous instruction while on the so the the the students are on the Google meet call the entire time or they're locking off and expected AG log back on at a later time that's a good question and so that really is up to the teacher and perhaps while the I mean while the teacher I would say I mean for me I would say definitely you know stay on because you're gonna be expected to be and maybe the next group right so but that's really up for the up to the teacher to decide and what they think in terms of okay log off for a few minutes and then come back on if they wanted to do that I think those are some nuances we'd have to work out you know and and how that would and the other piece too is that let's just say for example that I have I'm working with a small group and then one of my station rotation models is maybe I'm having them go on on the internet and they're doing their research project or something like that and it requires them they may not have the bandwidth to be able to do that right so so the expectation is is that using it's a combination of synchronous and asynchronous it doesn't mean that they all have to be logged in at the same time but there definitely are activities for students to be doing throughout this instructional block that's a great question okay Gabriela hi my question is some of the students don't do you know very well winning you know to do those as you're speaking about the small group so what is gonna be the accessibility to books for students for them to have their workbooks from you know so for example for them to for you know for for them to be able to have this access so when they when the teacher is with a group of students of six then the others can be working on their workbooks well they have access to this yes and we adore that we do provide that access and we actually we we did provide that if students they even in the spring semester if they said you know what I really just need to you know we did send home materials with with the students but maybe they forgot or they didn't bring it yeah so we need to make sure that students have that access I'm sure they need it and so one of the things that I would just like to bring to light is it consist consistency and schedule just because we have to partner you know this is a partnership with parents and teachers for the success and the students so a consistency and schedule like one of the things that I just heard right now that the beer that for parents to know in advance you know with ample time of course for them to be able to review the what's going to be presented to their child because right after you know they're they're done with the instruction the parents will be right there to to assist them with the rest do you guys have any plans and I mean I know it's not something that we you know as school districts it's not mandatory but is that something that we would like to implement and ask of what does that look like I think I think what your understanding in terms of having parents being able to understand what the work is what the expectations are yeah I think that is that is a best practice right that we are communicating and it's a best practice because if we want our parents to really again be those partners with us with this then we have to communicate those expectations so yeah I would say a thousand percent and I think it's incumbent upon us to be able to communicate those best practices for teachers okay Yolanda I'm sorry no I'm sorry okay sorry Jerri nobody smell reason reason go back up you I'm a superintendent Ortega I think you had a comment no we can we can keep winking boy okay okay great would would we like to go on to the secondary seven through 12 would we like to look at that okay so here you will see some some similarities now that you've had a chance to review and ask questions and really think about that elementary schedule here's what a 712 distance learning 2.0 instructional schedule would look like and you'll notice that again there are some similarities beginning with Monday we have that shorter period schedule the nuance the difference one of the differences between this 2.0 and the 1.0 of the spring is that this time we are we have developed the instructional blocks if you will by periods in the 1.0 it was around like math if you had math class or science or language arts or broad course of studies in this case we are doing a block schedule by period and so on Mondays again this is an opportunity for it's a little bit shorter and this is a great opportunity for teachers to be able to launch that lesson what's it look like I'm gonna do I might do a mini lesson I might say hey everybody I'm gonna we're gonna go into our Google classroom and I'm gonna show you what the expectations are for the week I might design that again that blended learning your flipped model and I want to front-load those students and so doing that on that Monday that first day is an opportunity to be able to do that and then of course you'll notice that a in that important colleague connection time is also built-in for our secondary teachers as well and so if you take a look now at how we have developed this and this two board member Rodriguez Pena's question around well how does this work with like credits and classes well this is this would be a schedule just like it would be in a brick-and-mortar environment in a block schedule environment so on Tuesday all students are going to log in and they're going to join their period one teacher from eight to nine fifty and same idea there is that expectation that there will be all students will experience that synchronous in-person Google made experience with their teacher it doesn't mean that the entire time they are on a Google meet with their teacher it could mean that hey from 8 to 8:40 we're going to launch that we're going to do that mini lesson we're gonna do that direct instruction and then what I'm going to do as a teacher is I'm going to say you know again here are the different modules we're gonna work on we might do some group activities we might do some breakouts and then come back together to have that discussion much like we would in a brick-and-mortar situation right so really providing opportunities for students to be able to have collaboration with with one another as well as their teacher there's a time again for a scheduled break time and then we go on to period two and three and then we've got our student family connections again just the same as we had in our elementary model and then you can see again so in a block schedule situation I'm going to attend my period one class on Tuesdays and Thursdays and period two Tuesdays and Thursdays and period three and then four five and six on Wednesdays and Fridays and so it's the same kind of a situation but again allowing all the students to be able to have that opportunity to attend all of their scheduled classes when it comes to the designated and integrated eld when we're talking about the other the elementary schedule we had that protected time for our emergent bilinguals in this case our students who are English learners have a period class already that's built into their schedules so they will be receiving that as well Luther planted aprendizaje de will be prior to 11:55 so it can be prepared when the child has this lunch break the first question and in the second question wouldn't a a student does not well could this create a grade level does not come back after lunch who monitors that do they call them back I mean you know these questions regarding attendance a little bit about that I could ask you can you hear me okay I can see okay perfect and so that we're discussing 100% distance learning we will continue with the distribution that we currently have right now which would be an 8:00 a.m.
Stewart a one-year contract with the performance goals we discussed and outlined in our last meeting 10% of her pay will be based on achieving those goals which will be settled upon at the end of school year do we have any questions on the contract or performance goals none at this time then I'd like to move that we approve the superintendent's contract and goals motion Corey Burgess brandy Dubois second all in favor Corey Burgess aye so moves 7.3 the opening of schools doctors do it well y'all kind of jumped in on me in the in the workshop but I will reiterate that I'm recommending based on all the work that's been done by leadership team and subsequently by the task force and the recommendations from those groups that we open school as planned on our calendar on the 29th of July with virtual and phase one district learning for our programs and and then I'm also recommending that the board delay any further decisions relative to what we do after the governor raises his or after his executive order expires until until the 13th of August so that we have current data and current information for y'all to make really important decisions relative to that okay on this point I would like to to first discuss the opening of the school is being July 29th virtually but I would like to go ahead with a plan to open up on the 17th that contingent upon our meeting if things do change with the state is the 13th a time is this a good time to discuss if we can meet on the 13th to make sure that we are still good to go live lives that we're ready to go in in class on the 17th there's a 13th work for everyone [Music] yes it would not be your it would not be your rhiness it's a special meeting this will be a special meeting to just make sure that we're on target for opening now that's why I would like to say that we're opening ready to go on the 17th because if nothing has changed and we don't have to make any changes we just come in and say hey we're good to go meeting over and we in your home so it doesn't have to be something that has to be a long discussion unless the governor comes out and says no you're not opening on the 17th or something drastic happens I'm good on the 13th brandy are you good for the 13th yes [Music] that's okay we can celebrate later do we have to do it on a Monday care what day is that is on Friday Thursday what about going to a Wednesday it's fine whatever I don't know you know this is a pretty important thing so I'm going to the 12th there's something that's one extra day I don't think that's really gonna be I'm good with the twelve work ready dog is the 12th work for you all right hey Jeanne 12th would that work for you be good all right yeah there's be a special meeting the only thing we'll have on it is are we moving forward are we making changes that's the only thing we'll have on there time what time 5:00 o'clock work for everybody Jeanne are you good at five o'clock or do we need to go later but if I can go virtual five is fine I just get off work at 5:00 so that's no problem all right yeah Doug five o'clock work for you yep all right five o'clock yes okay we're good so where we're talking about opening on the 29th virtually the 17th is where we're opening to be in class we will be meeting on the 12th just to make sure that nothing has changed with the governor I also want to say at this time I would like to make part of my motion or part of our discussion be the masks we need to know now if we have to change this on the 3rd on the 12th we can change it that's that's what I would bring you we could put that because we already said you'd like that back on the agenda to discuss not having them yeah so maybe have that be part of our discussion are we going with or not so it'll be not just opening are we going forward but also the mask situation because at this point I think we kind of well if we were opening the truth is that if we were opening phase 3 even based on our plan that was something that was an option in the plan anyway if we were opening phase 3 yeah there were quite we had them in plan for phase 2 that they would be required because we would be in an alley and you know tricky situation so you know I believe that I don't want to mandate okay so since we are talking about schools I would like to know how the rest of the board is feeling at this point mandating masks taking what we have in front of us today where we are at today not where we might be because we're gonna be back on the 12th to discuss that where we're at today mandating masks any other input mandating man at that age level it might be more hassle for the staff but it's it's worth you know I understand totally the sanctity of the staff and so on and hard while this could spread and they would become sick and so on but I really think they have to take another real good look at this see if there's some other alternative yeah and Debbie are you talking about for students or for adults yeah I'm actually discussing both mandating for our staff in their classrooms and for our students because originally we were talking about masks just for the middle school and junior high and I'm not wanting to mandate that I'm basically saying leave that up to the teachers discretion we can provide cloth masks for those that need them in their classrooms but the staff wearing on that is a their choice to protect themselves to the level they see fit so if if they need their PPE to be a mask so be it if they feel that their distancing is good and they can they don't need to do that so be that but not to mandate that because from what we know now that the problems that we're seeing is adult to adult contact is the big problem the children passing that on because of viral loads is so much less but if they're concerned with their own safety they can take PPE they can wear a mask and take that into their own consideration for themselves not for us to tell them yes you will wear a mask mr. president if I could interject just one thing as a reminder to you on the it is the recommendation of the trust who are our liability insurance covers that under phase one and phase two that our employees wear masks just want to share that information with you because that is their legal advice and and the advice from their lawyers I've seven two of the workshops with the attorneys so just for you all to keep that in mind that this is legal advice I'm thinking to the adults probably should be wearing masks unless there's some medical reason why they can't you know and that they would have something from a physician they're saying hey this this is going to be harmful to them but otherwise they say I almost think they would need to give an impression to the students freezing them wearing masks and your everybody safety okay miss Portland what are your thoughts okay I kind of feel it's a personal choice honestly but if the trust is recommending it I don't know if we should go against what the trust is recommending either so kind of a I don't know if they can sign something that would take away any liability from the trust if something were to happen I don't know dr.
anciano also with facility issues I'll tell you once we release this plan more than a dozen districts have contacted us to say this looks like a great plan per the state guidelines is it perfect no but you know this is the best we can do within the constraints we were given and we will continue to improve on that and report that out to the board and community but this is where we are today transportation questions about bus AIDS bus AIDS are there to try and provide more support on the bus to make sure that students are wearing masks and are distancing to the greatest extent possible the only people that we want sitting together initially are siblings obviously some cases that it won't only be siblings masks will be required we're encouraging families to drive their children to school possible we recognize that one of the facility issues we have in buildings his parent drop off already and pick up so we're working I reached out today to the Cheshire Police Department to work with their Traffic Division to support us in designing plans that allow for a safe and efficient drop-off in pick up again it's not great now but we hope to make it at least what you're getting today under these conditions where we know we're going to have more vehicles health protocols some questions about the smart thermometers we can't require people to participate with smart thermometers at home they're anonymous I don't know if you did it or you didn't but this is a way that our health district has really endorsed is a strategy to measure the impact of any sort of virus on the community so if we're getting more fevers the Tres per cot would be the first to know and be able to educate us and intervene the thermometers a lot of questions about when will they be distributed our plan is to make them available to families in August again we're not screening every individual when they come to the door that's not current health guidance for medical advisement but it's just not that valuable because you get a lot of false negatives or a lot of false positive excuse me and you have people sitting on top each other waiting to be tested which is we're trying to avoid that to the greatest extent we can health protocol is obviously number one and stay home if you are feeling six sick one of the big questions I've been getting is about testing I just talked a little bit about testing and the availability of such in our state right now it's relatively limited to be fair you can't actually you could probably get tests that it's just the turnaround on that is 7 to 10 days we don't have the guidance as of today to report about how will we handle a positive test or a presumed positive I'm meeting with superintendents from Southern t'en Meriden and Wallingford on Monday with our respective health directors to try and come up with a strategy for that that we can communicate to people but right now they're saying that we need to just take it case-by-case and respond accordingly so I will look forward to sharing more information on that as we move forward I will reiterate though that if there's a positive test or a presumed positive in a building we notify people within that building to make sure that they were aware so if they did choose to you know if they were in person and we're and the student chose to go remote we can permit that that's one of the questions that we had as well about students who chose in person versus remote can they go back and forth and the answer there is yes obviously it's not good for the student or anybody in the building if they're changing every other week but we can you know hopefully if if you started remote and things are going well and you want to go in person you can do that or vice versa before and after school care the why and I think this is a source of confusion for some that right now the state does not require children in day camps to wear face masks now since this pandemic started in March the state tracks daycare providers and camp providers in the state of Connecticut there are 15,000 that have run over that time 20 of them have closed due to kovat issues so the transmission rate now these are people without masks that were together in April during the height of what we were dealing with so the transmission rate was was quite low amongst children the staff do need to wear masks though it did these camps so the transition back to school and one of the things that we are proposing and we have to get permission from the state because it does not meet the all kids all day requirement if if we were to start school tomorrow we would have to get permission to bring kids back in smaller groups so maybe a third or a quarter of the students each of the first four days of school we didn't have the opportunity to have spring transition tours and all that other stuff that we typically do for students who are transitioning to new schools we would also really want to have small group time with new teachers so students can meet their new teachers they can understand what the protocols are for mask-wearing there they can travel the school and get a lay out of the building understand where they're going outside for breaks understand where they're having lunch that sort of thing before they get really into the full year a smooth excuse-me smooth transition is so critical for our students and staff that we want to do everything we can to support them so again we would we would talk about that would state to see if we could provide that today's news is that the state has reduced the number of student days from a hundred and seventy seven to a hundred and excuse me from one hundred eighty to one hundred and seventy-seven so in this case we will add three professional development days probably toward the beginning of the school year when its hottest and our staff are still learning you know kind of what they're doing in terms are this will really help our remote instruction and if we need to go there and to support kids who may be home as well as you know if we're in a hybrid model and a coaching our staff through that or you know the full in law so for those students that are engaging in remote learning some of the highlights here I want to reiterate that you know when we went to remote learning we I've said this you know probably no ad nauseum that we had centuries of brick-and-mortar learning literally two days to school days we were closed before we went to remote learning and nothing it wasn't perfect it did not replicate what happened in the classroom but it was a pretty good effort I would say and a lot of our families felt that way and the meetings we've had with them for the circumstances but we also recognize that you know here we are now months later we want to provide a remote learning experience that most closely reflects what's happening in the classroom the best way to do that is through synchronous instruction recognizing that that doesn't work for every family we anticipated actually last spring that there would be a number of illnesses and people weren't going to be able to access live learning at the time well thank God that didn't happen but if that were to happen or people have work schedules and can't be with kids they may not be able to have their child log on to a live session we want to be able to provide some asynchronous opportunities too so synchronous just means basically when the child is that when the class is logged on so if they're doing a 10:00 a.m.
to 10:00 a.m. Neel distribution Drive Thru curbside pickup so it would be before their actual lunch break what we are doing right now we are actually providing five days worth of meals to the children to the families that pickup furthers their children so essentially on Wednesday they will pick up the meals and have meals already available for students to use Thursday Friday Monday Tuesday of the following week and then they can come through again the lunch line or our drug through distribution on Wednesday to collect don't parents do not necessarily to drive up on a daily basis it would be Wednesdays from 8:00 to 10:00 and they would be able to take home with them meals enough for five school days and will that be at all locations or the same three that we've had during the summer we will continue with three that we had in the summer prior to summer we had four locations Lawson Marie Sousa England stones and we found out that that was it helps us balance the additional needs from the department to be able to offer this type of meal distribution and also ensure that we have accessible locations for our family so we will continue with four locations when school begins resumes I have the two o clock or only one one time that is something I will have to further discuss it was buried challenging for our nutrition services staff but it just depends on the resources and staffing that we have available for the upcoming school year and that's definitely something we can discuss and our goal is to support our families but we are limited with even employees and just with the challenges that we've had thank you Miss caldron miss Camacho can you just restate the to the parents in Spanish they're on line please thank you in today's Pena era cerca the C barber tiempo para los padres Rico here comida Y wall como si es 1 Tesla senior a Senor Calderon compartir ou Aqaba borough auto radio para recoger comida y cual como CI IDO is a very coherent abase por semana para toda la semana okay anymore Yolanda yes I just have one more question so do we have a model for um the adult transition students and also I haven't heard anything about the adult school what we were doing with the adult school also what what program they're gonna follow if they are okay thank you thank you for the question and no once we develop this now the next piece is to work with director Hernandez in terms of what that would look like in terms of distance learning what programs they have and how we might do that so that's our that's our neck peace with that nuclear my home director Hernandez's yes can you please clarify who director Hernandez is dr.
Stuart did you say this trust was recommending or it was absolutely well the trust never does anything except recommend but you know but it is in all of their documents and I was in a roundtable a leader roundtable last week with four over there you know any of us but a legal roundtable with the attorneys that are hired by the trust and and they were saying you know if nothing else this is one of the things that we should be it's in my notes it's this is the one thing we could do the best to protect people but of course they have the other things that were in the recommendations I mean I would fully be on board of supplying the PPE for our staff which we have yes and I totally agree with that you know that the temperature settings all that but I am I'm sorry maybe anyone I just really torn also I honestly hate wearing a mask and I feel bad for food servers but you have to wear it all day I was a food server for two and they have to wear them um but if the trust recommends it I think it might be for our best interest to do that also for those parents weary of sending their children to school I know that they're gonna be around other children found mass so it kind of makes it null and void if the teacher has masked that the other kids don't so that's also there I'm just really torn so I don't know I just kind of torn on the whole thing so you we have two of you they're torn one that doesn't want that one that does do you want to wait and see it puts more thought to this for me all right before we make a final decision we'll wait for the meeting so at this point basically what we decided is the twenty-ninth we're virtually xvii we are going to be getting in the classroom we will be on a hybrid model for her parents that need to keep their kids home we have technology available for those that don't have hot spots available for those that don't have they can come see the district they will be held accountable to be maintained the same rigor at home as they are in the classroom if you choose to to stay home for the first couple weeks to school but you will be required to to maintain those we have a plan in place for the education of kids if it is pushed back by the governor and we do have to wait longer and we are on board with that but we won't know that and that's what our 12th meeting is for so do we have any other questions comments if I miss anything kori but just for just for the record what you're talking about is at this point the plan for the 17th would be to over to skip phase 2 and open in phase 3 yes okay and then in regards to teachers that in the junior high levels that want the students to wear the masks for their own health reasons that was still like yes will not be mandated for the kids I get a second my second favor Corey Burgess aye Randy did why mr.
reading group in school a child at home would be going on to a google meet and doing a 10:00 a.m. live with their class that's that synchronous learning and what we've started to work toward is providing technology that really just amplifies a Google meet so right now and I when a teacher has Google meets with kids it's just like what you're seeing now teacher on a camera you know the audio isn't always perfect and certainly if there are people in the room it can be harder to hear so what we're purchasing are 456 classrooms a camera that's mounted and just pointed at the front of the room that the teacher controls when the teacher brings up on their screen and presents the same way I'm doing you see what's on the SMART Board the kids in the room see what's on the SMART Board Audio is connected to the the mic that the teacher wears around their neck so the microphone the teacher controls that they can turn it on and off the microphone plays through the speakers in the room but also to the students at home through the computer when the student at home speaks when the they're unmuted from their mic they when they speak it also plays through the speakers so the whole class can hear it when students in the class are having discussion there are additional microphones in the ceiling that pick up that audio so that the student at home can hear it again these things can be all turned and on and off by the teacher in the room but it certainly provides a much more realistic experience for any student who's engaging in synchronous learning at home through asynchronous learning we hope to be able to provide more videos of live not live teacher instruction but teacher instruction so recordings of our staff rather than just you know sending somebody to to a link that should those links should supplement what our teachers do obviously not replace that so for asynchronous learning environments that you know things like PE obviously can't really be offered that the idly live with a mic setup it's it's not that that sort of coursework we would be doing a asynchronous video special education services are something that we you know appreciate that many of our students who receive special education services are immunocompromised as well and so those families have the added concern of an interest education but that health and safety situation and so we're working with those situations individually Tracy Hussey our our pupil personnel for director and her team have really tried to develop strategies to support students who are at home and need to engage in education so they're looking at those on a case-by-case basis so our key is is flexibility we realize that you know right now the state has said you can do one of two things that may very well change so as such we're providing you know we're developing a hybrid model and I'm working with as I said other area superintendents to develop that because we have a common problem of staffing so if if our day that we have staff home for cleaning or whatever is different than the neighboring town we share staff so it creates problems for staffing and me being able to get people available to teach the classes so we're all trying to sync this up and so what we're currently looking at is a model that provides for in person live instruction for half the students so like cohort a if you said half the students in a fourth-grade class where cohort a they would come to school Monday and Tuesday for the full day the other group would be home those days everybody would be home on Wednesday and then they would flip on Thursday and Friday in in this this option Wednesday would be a cleaning day with limited high needs students and attendants and again we're trying to synchronize this with some of our neighbors to support staffing and other needs that we have so it you know appreciate everybody you know sitting through this hour to try and better understand where we are and why we are where we are the fact that we still have many unanswered questions and I appreciate everybody wants to know how is X Y or Z gonna work and as things evolve in information that we gathered changes and evolves today there was a positive report about the development of a vaccine now that would dramatically change things for us so as these things evolve we're trying to better provide details that we can in turn provide to the board and to the community so that they can make the the community in a in August our parents can make a more informed decision about is sending my child school the right thing to do is there is there not some sort of hybrid option or what will remote learning look like so that I I can make that determination the survey was not set in stone as I indicated the day that we sent the survey July 7th this was not something that was definitive you're not declaring today we would look for people to declare in the middle of August so that we could better understand what you know what the enrollment will look like again with the flexibility to be able to change when they need to now that gives us a month to provide more information we don't want to take the full month but as I said it's things evolve it's going to take some time to get this information together put a plan together to reopen school in a way that we never had before but again these are the state guidelines as they exist today and you know we're continuing to talk to them about how to how to meet guidelines or provide different sort of guidance so that's it for my presentation and they you want to be able to field questions from the board I have suggested before we get the board and we got any additional emails for Tacoma mailbox and now give us a chance form of our questions as you're a handful here you know if you guys don't mind if you have questions now it will help it'll help me kind of buzz through these as you know cuz I vary from what I've already shared I don't want to waste anybody's time so up first in white and then thank you Tony Jeff thank you for this Thank You Marlene then and all the staff who helped with getting us to this point I like the idea I mean I think it's good to follow the state guidelines but I just have to ask the question if you don't is there any sort of if we don't is there some sort of enforcement mechanism and I just I'm wondering like hamton's doing a hybrid well then yeah me know him handin announced a hybrid but you know I know that somebody reached out to them rather quickly about that so you know in terms of a consequence for doing any sort of alternative you know we're not there yet we've talked to the you know we're initiating conversations about you know what alternatives might we be able to consider and trying to work through it productively rather than just to finally undulate for it for me no no and that's not what I don't want that at all like I said I mean I definitely prefer to follow the state guidelines I just wonder if we end up with a situation where it just really doesn't make any sense and they're slow to act you know they haven't declared that okay thank you so I heard I don't know if I missed it tonight per se but I know you were about the parent the parent surveys parent perspective something I mentioned a few months ago in one of our meetings and I know you're aware of it at the time you hadn't heard much about it but teachers do we have any significant number of teachers who have said that they don't want to step foot in the classroom I mean not not one or two out of 400 but like you know 10% 20% have you gotten any sort of feedback like that sure we started surveying teachers today you know I mentioned the there's a survey that we need to submit to the state on Friday and part of that rationale is we were you know still receiving guidance from not just our attorney but there are other attorneys offering guidance to districts on this issue because there are legal guidelines by which you you know you have to fulfill so whether it's an ABA issue versus a health care a different sort of issue that there are a myriad of them so we did put that survey out today I should have more information next week and I am meaning you know just to talk about the personnel issue I am meeting with you know our team our leadership team at central office is meeting with various groups that have you know the stake in this so we're meeting with teachers Thursday I think it's is and maintenance staff next week nurses you know so we're meeting with their leadership secretaries you know that to say because our goal is obviously for parents and for students we want to create the safest than welcome most welcoming environment we can for them to return and so it's important to meet with all those groups as well as well as getting parent feedback okay and and just just last comment here which is I know you mentioned September 9th is sort of an end for Executive Orders right now correct yeah so just you know as far as I'm concerned yeah and just keep me in mind keep the BOE in mind about any actions that you might need to take sort of rapid-fire keep us aware of things and Aled how things progress we'll do it maybe the executive order may be extended if the you know conditions change here obviously there's the the executive orders are issued under a state of emergency now the state of emergency is you know set to expire on September 9th so you know if the state of emergency is extended then we'll be still using those executive orders if it's not then it's kind of like you're free to do whatever you want okay but I mean when it's a but if I recall correctly kind of what happened with the executive order is it gave more authority to you as a superintendent so when the executive order ends that authority would see back to the to the board right is that if you yeah but we really haven't heard anything like that okay okay all right anyway thank you sure thanks Tony thank you dr.
Hernandez is director Paul Hernandez who oversees the adult school and the second piece of that question if I'm not mistaken miss Rodriguez Pena is around ma T P the Magnolia program is that what we're asking yeah yes sir uh-huh yes the adult transition yes okay and it will still be this is a distance learning environment and we will come up with a very similar schedule as this and really work with Aaron Cramer who is our director of special education services and our program coordinators with that too to really look at you know how we might create a schedule that will serve those students needs and then just a third question on the attendance would you could answer that later I'm just curious to see what are we doing when students do not return or log back key and I should say you know what is the process or who's gonna monitor them I would love to answer that so part of sv-98 includes the learning continuity and attendance plan that's part of the legislation and actually part of that piece is making sure that if students are let's say they're absent right and if they're absent for three consecutive days or 60% of a portion of an instructional week that that triggers this plan that we have to create that is part of that reengagement plan and then again you know we we have this time for that student family connection so if for some reason we have the student who you know didn't log back in well that's an absence right we are going to take attendance in areas and so that would trigger you know that automated phone call home and we would do all the things we normally do in terms of students who they didn't come they didn't return to class so okay Adrian thank you so yeah this gets at the consistency piece I was talking about so even though there is inconsistency in what happens today so Monday is kind of a little funkier than the other days I I still appreciate the consistency and I think that's that that is helpful couple questions as we're as we're speaking about our our student populations that may need additional support I wonder also what is our thoughts with Dual Immersion and how and how that plays out and are there additional supports that need to be put in place for our dual immersion families and students yes thank you for that question and again that is with with with the elementary distance learning plan these students are with their their grade level teachers and so they will be in we will have our dual immersion it will be the same exact plan and so the other pieces we will have to figure out is in terms of LD and there's some nuances with that with with the Dual Immersion but maybe miss carbajal Camacho might have a comment on that one so in terms as dr.
