George was saying in terms of the times brands and the timer set a class I guess I'm a extrapolate from that that they actually are going to go to period one and they are going to have a live class row let's say ninety nine thirty and math one from 10:00 to 10:30 in English yes correct so they'll have to be on their computer at that time participating it'll be like develops get the leprechaun yes we did not have that left no we learn from that mistake no and I'm sorry the accountability piece of that is if and this is now in actually law if three days we don't see you in there not you'll into your students we need to do outreach and document the outreach so that's a lot different than just a lot different yes there was no checking a balance and of course in eligibility factors and so much you know again my forget there's hard they figured it out you know I led you three things a day and give you those three things in 20 minutes you know that he can go back and play for my so but he got through what he was supposed to do but it was so minimal that it really did count and you know I can't pay him - no it was her money and I told my Pam so that's another thing however some of the things I have questions on I guess I'm just trying to say is that we just need to make sure that work whatever planet comes up and bottle this this is what's assignment we just make sure we have to all work together because what happened us trimester rule it was pretty much loss my senior is an average has been an average for 40 years climatologists destined to be in violence last it's going to be helped help me make that transition that's gonna come right away that's gonna come in September I have a senior as well so I know that's on the high bar but you're done so where does splash into the start let's start dating thing as of now it's the same August right it's [Music] I think other than that you made basically I have the two children that have I six radar to be that's still going to be something are going to have a case manager with yes to work with and to help them about counseling behavioral counselor get six Raider yes that's it counseling through Dudley well that that will continue and we're working on systems and one of the things too is I'm looking at majority overseas special imports as well we'll both be of our contact information because the questions you're asking there are great questions that we want to get out to people so even as an experience like I joke about mr.

Wilson he has four kids I we learned a lot so we love to hear from your experiences as well you know we're gonna do the email phone call I said the reason I mean an email phone call to let us know the experience only helps us I mean it really doesn't and that's where we want to make this a better experience we know there were some great experiences witness but there were some not so good experiences so yeah so yes we recognize them you know it was very hard to get it I don't think one of the things I found most effective when I understand I understand an election where the race but basically telling the students went up front that your grades couldn't go down just that just check down or or they sell Cal check out of the seven office work on my math lab I'd event up so that's what they did and so that was a problem in my mind you know in terms of their overall learning loss that so I'm sorry cook that I think I am or what I would think might have so any to write well and one of the things I think news is mentioned this who teaches at deadly was saying that Lee's already working on it so we're we're already looking at how could we do some of these because we know Google classroom stuff on people with well we weren't Vincent didn't we didn't happen so and we'll get you our contact information so you can reach does the same thing with packets I mean I don't know hire kids BB doesn't I would think elementary physics rating having the actual paper packets that they have before this happened yeah is still a viable all you know background it does not make it all I mean because well carrot wasn't counted so he just went Khan Academy and it was all done online and he just went to the problems or just did multiple choice so he's not actually working problems and and it was just very hard to focus on yeah parents look and they have no clue oh just give us unless I listen to the Khan Academy I I was able to help him with 5th grade math but that's about his part when it got his eighth grade math there was no way so I'm already lost in that scenario if it wasn't for his older sister so anything in terms of both sides of subjects that can be done in some kind of micro class or you know when you're talking about the students of four to five students at a time in certain categories I think you're asking kids to always an integrated bath which again never existed his older sister didn't have that she's in the Sac State now two years ago she ever had integrated math so he tried to help them is a whole different concept how its taught so anything like that up those difficult two one two and three four those I would tell you that I would think the even 90% reparative most not every be able to help them I appreciate that thanks for being here [Music] and it was unfortunate that sorry Caleb said that you've got to hit me in the face today when I found the news by eating it on the B before there's Bennett decision but you know and I'm sure you all are familiar sorry I was in interviews and I saw pop up on my phone and I was that it's not well used by the role in life but you know say oh no that's not us so they pass it back to you guys but I'm saying there's no way we can make a decision with that kind of information but it's just it's just unfortunate I put my mom that we're going back to school and so I said I need a mask for every day so that they can be laundered and so then I brought a bag full and my two sons with our Center my students and myself we have 20 max color-coordinated yeah so I'm good as Mason CT president and I were to say that I stand by the teachers who worked very very hard in March and we were notified 2 o'clock on a Friday that means we're not going to be in school for so May and then that was you know extended obviously they made it work with the materials they have and the knowledge that they had but now we all know more and so because we know more we can we do a better job and so and then we'll be awesome at it comments from the previous four group remark what is that in Google classroom parents can request to be a part of the classroom and get notifications so I suggest that parents who are watching and parents there's teachers who are watching that that is part of the protocol that takes place when they set up their Google classroom you invite the student using the student email and then you invite the parent using the parent email that way there is none of the my son said this she he or she only got one day notice they are all where they're getting a million emails from the teachers right along with the students so that is definitely a big part for parents to have so that they know everything that's being asked if their student CTA sent out a survey last week to our members asking considering the health and safety of others and themselves how comfortable were they returning forward so in plan one we had 161 responses for the surveys without of 240 members 73% of our stats that they were absolutely not comfortable coming back to work in plan to again 161 responses 49 percent said they were not comfortable returning to work in bio two in plan three asked about their health and safety six percent said they were not comfortable returning now I'm not sure if that meant they were going all online and they were uncomfortable with it academics of it but I'm just reporting the results so at this time based on those that de su T at this point is only supporting plan 3 for the fall semester and this is based on the survey survey us also asked them questions and I'd like to read a few of those this is I don't have the names here so I don't ever there at who wrote them I feel uncertain that we will be able to provide equity output adequate compliance with health recommendations listed in the playbook for both students and staff at first there might be a honeymoon period of compliance but when coming to school is once again routine I'm afraid that compliance will taper off and the children will behave like children another comment substitutes what do we do about substitute preparing materials and instructions for substitutes when we're teaching on the 4060 hybrid who's gonna suck another question how often will teachers be tested for Kovic another question comment I'm sorry teachers will spend more time being the hygiene hygiene police than actual genes and I mean these worked pages of comment and they had lengthy comments to say about coming back to school under either the plan water plan to another comment it is important that administrators consider the number of individuals teachers would be coming into contact with as well as students and see no value in the 46 to plan which expose teachers to the same number of students this has the effect of exposing all classmates to each other by the way of the adults it also aggravates planting time differences in order to take on 40 or more students and no funds budget this would be really another comment I don't feel like the additional exposure to them specifically the secondary teachers due to having multiple classrooms has been given enough consideration elementary teachers will be interacting with one group of about 30 students secondary teachers will be interacting with around 150 students per week teachers and staff are going to be exposed to multiple students and we don't know how seriously those households are taking the virus and what precautions have been taken and how much exposure they have had not to mention with the population of students this is a special ed teacher there are already severe ID issues and I honestly can't imagine that my students are going to be able to tolerate wearing masks all day so if we go back to a hybrid schedule I'm being put that great risk and so are the students [Music] so that was just a few a synopsis of what they're saying but overall nobody supported any plans of their death plant reading in the comment and I understand that we're going to need to toggle back and forth possibly from plant 32.2 I shared a letter with staff today that means I'm very clear that despite their comments if in the end we go from plan to plan 3 to plan to the hybrid model that the matrix that's used considers the safety first above all because you cannot support staff if you don't found you can't support the students if you don't have healthy teachers and puppies the NCAA representatives cleaning the rooms providing the lunches driving the kids to school every day so I feel that it's vitally important that safety comes first in this new climate where and Sandra my remarks are there any questions okay [Music] there's princess [Music] because they know I'm not used specifically I just think we hear like four there is a minute in April where people who are like oh my god teachers are miracle workers I can't believe they do this with 30 students I can't even do it with one and then I feel like May parents and students gave up and that gave everything that all the energy that had been put into the process a really bad rap like it's too hard I can't do it my students won't wake up I have two of my own experienced very similar results um but I just think we have to thank them for working so hard and then knowing that again we're asking them to do something we've never done and I think my favorite post on facebook was a woman saying my kids have been kicked out of schools that is they had a good time with it but it was very frustrating for a lot of parents yes and I understand the technology and the training wasn't there but again we also didn't have the training and so we were under I'm teaching I'm trying to respect our teachers for I mean literally hours notice you know and they picked up and went on with it online without much of an effect at all as far as I know my recommendation to make things a little different for next year is that we issue them the prom book as well as any textbooks because as I'm processing through the meetings but seem to be never-ending the whole picture if you're on everybody if we're on a distance learning model or what was the new virtual learning for virtual learning the virtual educating model the students are going to need their Math workbooks their language arts workbooks because even if we come back to plan 2 on the hybrid model they will be distance learning three days a week they will still need the workbooks and the manuals and whatever at home so ice my suggestion is give that to them from the get-go and not run a bunch of packets because the packets are not a fruit the textbooks are but every single person in this this dream I think every one of you you've all pulled together and pulled it off and in a wonderful job of it the minutes notice and all those are so large thank you to do that it's been noticed and we thank you comments passion let's tuck it president and first off I would like to say regarding what might had to say we have two counties and the two counties are way different in the way they are seeking whether or not to comply any of our government so in the fact that we have people that live in both counties that's going to be a concern from a lot of people's standpoint as to how people are going to be willing to pushback from people they feel that their county isn't as strict as our county in Sacramento and so we do need to be with my mindful of that on another note I will give a business office and take off my union hat for a moment as an employee that works in the business office and we're on a hybrid model right now where we work every other day we have two teams 1/18 and obedient or a group of people who I'm sorry would even call us because gee all the schools are closed so what are all the phone messages when the schools are telling you number which they do parents want to know so when as a decision that we made how do I register my child do I have to wait until the schools are back within the schools back they're very concerned about a lot of questions that we don't have answers to and so inasmuch as we progress with the teachers being able to hand all the questions that parents have it would also be good if classified in the offices have some learning about what's going on and how we can support what the district is doing I think it would be helpful that help people in the offices of the schools be able to field some of these questions that we've been trying to feel I have a lot of people this week especially SP when there's a decision going to be made so I threw it on you guys and said well if the board is going to make a decision Wednesday night you should be seeing something Thursday or Friday on our webpage so please tomorrow something out there some of those people but again it's it's a matter of we're all in this together and the support staff is part of who's in this with the teachers and so I really appreciate all of the effort and I know the teachers have been incredibly text over what they've needed to do and trying to help parents but I've also heard from parents who are incredibly frustrated with their kids not being able to get responses back from teachers with their kids not being able to understand how to get into the technology and so I think professional development for the teachers for some distance learning and for classified and for parents is going to be really part of a very critical piece if we're going to move forward no matter what moment we have even is there's still going to be some distance learning no matter what model we do because some people are just going to be little more comfortable with them so I implore you to think of all of those different scenarios for all of us you know I'm pretty but you have that fun [Music] our community we will we've shared the playbook with all employees so that process and then as far as work-related processes you know marine said oh I work every other day they actually work home the other days we've set people up with with virtual off you know laptops some of the things I agree for example would be receiving checks and some event that has to be done here so the process is associated with their work yes we're training those event and then as far as informing them about the processes yes we are will communicate the same so Friday afternoon I got a text from Vanessa letting me know that the teachers were doing a survey and I really appreciate that because we've been kind of wanting to know how our people feel and we went ahead and did a survey as well based on the one that the teachers did so pretty much the same questions how do you feel as far as option one two and three on plan Y which is everybody event like regular 68% were uncomfortable I'm uncomfortable 25% were comfortable and 52% said yeah I had to come back to work plan to 33% were uncomfortable 41% were comfortable 73% said I'd come back to work plan three 14% were uncomfortable 67% were comfortable and 83% said yeah I come back to work on the problem is for classified there would not be work to go back to except in as much as we involve the para educators foodservice people and the transportation folks and some of the office people but there would still be some that would not be able to important a return to work so that leads me to what I have to say is your new president I believe it is the desire of memories centered on Unified School District staff member to see all of our students and families have a positive and successful educational experience I think we would agree that the preferred way to teach students is in a classroom setting where they engaged and assisted and we lived in a perfect world we would not be this conversation we took a survey of our classified staff a large percentage are willing to and ready to come back to school or work but they have strong reservations and many questions about what that would look like we feel the regular school the full open model is not a safe option due to the health and safety of students and staff no masks and no social distancing are not okay the hybrid model is a good option to stay engaged with students but there are many concerns about social distancing adequate PPE wearing a mask cleanliness of classrooms etc there should be a lot of discussion as to how all the protocols would be standardized or site-to-site there are economic concerns as well that may be alleviated by the hybrid model preserving jobs health benefits and keeping people from losing their homes there is concern that the district had laid off employees during a lack of work if distance learning was the only option what I already need to lose health benefits because of a potentially deadly virus there is concern that the needs of special ed students and those without peace cannot be effectively met by we trust that the district is going to monitor and modify the learning model for Center Joint Unified School District as the data from public health organizations is available to ensure the safety of students and employees thank you how much proof do we have to play with those positions as far as putting them to work or keeping them working repurposing I think that that is something that we will be discussing in negotiations and as our union will be putting together an MoU with the district as to how to reopen and what we need to what we need to be able to do to make sure that as many people have jobs as possible so we will be putting some language together that will help us to hopefully have more flexibility because there are a lot of people that could update emergency carts there's people who could you know be doing other stuff in offices that they may not be able to do right now because they've been in the classrooms but they could still be an aid in helping to get the information that we need to be able to make sure that everyone's in in service so yes I think that that's something we will consider I just can't say how flexible some people are going to be to work outside of what they think their job description is if I can say that it's hard it's hard it is young always because we don't want to see people lose jobs either thank you so I know I appreciate that question because that's something that we're looking at but also something that we're going to need I don't know that I can say we need assurances but we are looking for the best way to keep people employed because down the road as we go to we're gonna need those people yeah weeks and there's nobody else place else for some of them to get jobs so if they're laid off they can lose their homes they'll lose their health benefits it's a struggle to get bus drivers now if you like won't go we may never get a man right so I appreciate crystal ball after all it's not gonna it's not working lately so thank you very much you raise something that I probably don't know if I should ask God and then show you all three of you but it's something that's very real and it seems like everybody's kind of been avoiding it if people follow that obviously there's a tug of war going on between state California and Washington DC and a couple times in the last week and a half the president has tweeted out if you don't go back to school you're not getting federal funds has anybody discussed and I know people don't want to discuss how vs money etc like that but it could be a very real scenario especially when you consider that we're doing our taxes receipts today so it's been pushback businesses have been closed and the federal government makes up 40% of our budget right so we don't do all our own but it's so-so and if you haven't had the discussion that's fine I'm just I'm trying to think a step ahead if you don't open but I'm thinking people and and they withhold those funds we're laying people off anyway so is there is there been any sort of know what I know what I'm trying to ask but I haven't formed and that's because I could be a very real scenario right and so I'm just trying to think I don't think anybody here I mean we're small in that district we don't know each other so do we want to lay anybody off no but especially with what some people are predicting what is coming in today there's actually I don't know if you know who Chris Street is but he's the first guy who predicted the Orange County bankruptcy and and I got a chance to talk to him and he when he first said Orange County was going bankrupt a year before it went bankrupt everybody's like put your crack pipe down blah blah blah he's saying once these receipts come in California doesn't have cash flow to last more than 90 days but that's true I mean I don't know if that's been talked about thought about but those are kind of things that go through my mind like cuz I look Adamic how do we ever get out of that I don't know how we did everything I'm not pretending I have the answers that but as I'm looking at these things lining up in the dominoes falling I trust Chris Street a lot he was he was the only one that did when if it was just some random guy saying California's out of money cuz look at it but when he's the first guy who called the Orange County system would the tax receipts come in we don't think California has more than 90 days of cash flow we're just starting to school year than even if we were back in school so now if we're not going to get those federal funds so I guess I just kind of throw that out there for people to think about because this might be bigger you know the people in this room sure and CFC DEA is giving us guidelines weekly as to how to negotiate going forward and how to look at the different scenarios going forward - you know as much as his lies within us to be able to look at some of these scenarios as possibilities and what what happens then so so what I think that you know is Lisa is built you know when she came to us we did know three years from now we had an issue them in California magically changed the budget and I think we've all said that there's a lot out there that we still don't know and to me if there's a deficit you can kick it down for a little bit but that is gonna come so that's why forgive distance learning not distance learning all that there it's gonna come to roost at some point so we have to aggressively work at filling whatever hole it has your scenario your scenario would be much worse because it would you know caps traffic but locally I've not heard anything from what the president has shared for our groups Lisa was at a Directors meeting I think Monday morning did not hear anything that I'm aware of so we don't have not heard that but it doesn't mean it's not true or it wouldn't happen but I would say that we're still working to build budget and on August 19th me and Lisa will have to finish that facelift our dashboard won't be able to see where we lie now based on the current but my concern still revolves around I don't know they're saving money by some trickery like they did in the past and it's gonna come to roost so we still have to be fiscally very very conservative because it may not be this year but it's gonna happen so that's why and unfortunately in the layoffs things like that do that's a big bulk of our budget so we can't guarantee anything and I know that's not what you're saying but I mean I add that I don't think betweens make policy I'm not a government expert so I would exert to my government teacher here other would but I don't believe that the whole of the federal would stop funding schools and 41 states are considering closing to do just that's just my belief of safety there I mean we close down with three cases and now we have 58,000 in this country just well no I mean that just it's I understand what you're saying but the scenario they're laying out even if the feds don't withhold that money I mean how many trans have we issued in the last ten years started in 2008 when we had to go up and have the money again one somebody fight for all this aggression we're just asking to be a part of the conversation we're asking to be acknowledged and to be a part of whatever we can do going work for our district hopefully at some point we'll all be able to be back together in the classroom and possibly met wearing masks and then nevertheless thank you Thank You Marie Gerald you up on line cars [Music] she said her son [Music] I have how many 15 some are questions some are comments and some of them may have already been addressed but let me read through them here but just the point of order I would just obviously we're receiving public comments so after each one usually a board would receive the comment maybe after that if there's something you want address in your comments but I don't know from an efficiency standpoint if we want to cash out every single question I think we'll have the face well and I think some of them would be things that later we would need to forward to mr.

Jordan and he can address their questions all right so this one is from Jan Parker Shilpa my sons are high school students Spring online school was very disorganized as a whole some teachers were pretty good and others did absolutely nothing at all there were very inconsistent class meetings and the times sometimes conflicted with each other what is being done to ensure that classes will be held regularly and students will be covering all that they would normally cover [Music] yeah yeah so what what we can do is anything here if we can make sure that we get those but I think he did cover that in his presentation and while she's looking just say no before that these all came in during the board meetings on the city most these people are like watching seven position if they start with us this one is from Latoya Jenkins says regarding school is the district going to help parents with any extra school supplies also since we are doing distance learning it's social workers should do they will check on kids so thinking out loud why she's going what I'll do is I'll take each of these is that the Ryan Moran a question it will actually work three of these different questions as well so we'll we'll get those all right the next one is from again Latoya Jenkins regarding school how is this going to work for kids with special needs [Music] Michelle sorry if I have to run through Fujita distance-learning I would like to know the exact learning platforms that you plan on using for each subject not Khan Academy or Google classroom they were total failures last year [Music] this one is just as Laurie distance-learning if the kids are not being taught at the school and parents have to provide the environment for the learning internet supplies computers etc is the school's funds being directed to us from the government as we are doing the work and providing all necessary supplies Sylvia Anderson comment on tonight's meeting I just wanted to say that I loved the idea having the high school distance learn in the afternoon hours studies show most teens need extra rest in the morning and do better with the later start time so I'm all for pushing back their start time has mentioned by mr.

Jordan thank you [Music] from Karen masse why isn't the board member wearing a mask does he not abide by state mandates or care about public health shall he be making decisions about our children's safety the next one is from Teague Plummer a five oh five oh four questions for junior high well 504 accommodations for the students change because of distance learning students with bio fours and I EPS struggle as it is how are we going to be able to meet their needs the next one is from again Michelle Fujita learning one hour a day if there is not a structured program my child will be leaving and going to a structured homeschool program it sounds to me like there has been no time spent planning this what about accountability for the teachers again teachers are teaching only one hour a day they should be live-streaming for four to six hours a day next one is melissa connelly online learning doesn't work my daughter was on the honor roll in junior high she was struggling with online learning and she cares about her grades and the last week she gave up I have never seen her so defeated with school before ever and as far as parents go how do we work and support our kids online are you going to provide me a paycheck and medical to support my children I don't just have a high school student I have a second grader and I'm about to have another baby are we really going to experiment with our kids education this didn't work and I agree my kids tried so many times to communicate with her teachers and I will say science we were lost some classes need instructional in-class instruction the Xoom classes were a joke if you ever sat in on them especially the first grade school kids and as far as grade school parents this far is graceful parents don't know Common Core math we were lost [Music] this one it is from Melissa tirado preschool /tk when they mentioned preschool do they mean TK will TK have the option of getting a Chromebook as well since they do not have much work like the older grades oh that's right yes yes then from I did have someone inquire about the PlayBook that you guys were referring to wanting to know at the playbook for parents if it was available for parents to view during the meeting because she had parents asking so I did forward the link to the court packet then from Becky Eastwood says thank you the new plan is amazing thank you I would like to know I would like to know that there is a process in place for parents at any age level but specifically at the older grades to reach out if we find classes are falling short of meeting the needs of our students even for the honors class students [Music] this one is from Nicole Lapointe 20:21 school year planner I have a new student enrolling into your district this year sixth grade my concern is how he will be assessed with the curriculum is coming from a private school and the proposed plan has less time academically than when he was spending last year with distance learning if there is only virtual interaction with instruction what other interactions will be done to assess whether he's being challenged enough there was reference to social-emotional activity I'm assuming it's peer interaction of some sort but as a new kid what will be done to ensure he feels connected to his teacher and peers what about physical activity is there PE at the elementary level and how will that be measured anymore this one is from Becky Eastwood parent and Google classroom I have never been included to be a part of the Google classroom please make this a requirement for all teachers to include us we can always opt out as needed this one is from Becki PE virtual learning question one of the challenges last year was the teachers not understanding how to use Google classroom and not communicating effectively when there was a problem for example my then 3rd grader would upload a completed document and the document was somehow safe blank the teacher assumed he was not doing the work at turning in blank assignments she would respond in a private message on the assignment however my son didn't know to check his email frequently to see these messages this went on for two weeks before the teacher contacted me to tell me he was going to lose points in class dojo for not completing the work this was unfair to my son and the teacher was unwilling to work with me on the issue my son had to redo two weeks of assignments in the course of a few days situations like these especially in the current public health emergency should be met with compassion and understanding so my question is will the teachers be trained on using the booth virtual platforms and also be trained on working with families and students when issues arise and will there be some type of guidance on when to reach out to the parents of an if a teacher is seeing a problem the preference being spinder rather than later is also from sea another virtual learning question from Rebecca he will parents be given the choice to not toggle back if they choose I want my kids to do virtual learning and I'm not necessarily comfortable sending my children back just because the state says it is safe to do so so will parents be given the choice to continue school for their students completely virtually even at the district moves to a hybrid model yes and that answer is yes all right [Music] I'm have three of them here from Bonnie Shiro so I believe they were comments when our two union presidents were speaking so in regards to textbooks I believe that was when Vanessa was speaking as she said we are checking them all out textbooks and Chromebooks if needed for a class so I would say that she was answering for the high school and then she said notification the high school principal has been sending out updates continuously we had someone in our office until June 30th accepting enrollment packets and answering questions and emails have been answered third one when Marie was speaking about our classified possibly not working Bonnie commented they still get paid [Music] oh I have some more that just came in another one from Bonnie Shiro oh sorry Bonnie it says don't read mine all right this one came in from Jennifer Franco parents who work what is to be done for parents who work I cannot adjust my schedule and I cannot supervise my son while he takes these classes and so much work was put on the parents as teachers were not available for help [Music] from Brian started the school year can will the start of the school year be delayed in order to give teachers an adequate time to build and design their programs [Music] oh and then the lady that I passed the link to she said thank you she passed the link along and I have another one that just came in this is from Esteban Rodriguez says thank you for being transparent and that's all I got at this time I think that concludes our business [Music] well now will direct those to the appropriate things a lot of those were answered hearing mr.

Jordans presentation so we'll cut through those like there was one I can remember there's one I don't know someone else' thought of so we'll go through them home I love the mall plan so we have a motion and second oh yeah you're just a point of water budget Scott dr. Scott I feel like the PlayBook is a [Music] or not improving of approval of policy invited battles before making a decision on duty opens day in the playbook you know and it's based on metrics from County Public Health or give all the 12 the district administration and so I mean when we move back and forth between these stages out of state to we would start today would you propose when you start with steak taste their every day so everybody get out of stage 3 quickly we're not going to come back to the board tonight that's going to be like we're making this decision dizzi administration based on policy that we implemented like every other policy this policy that they did what safely are not a multi decision as a could be is nothing I'm saying it doesn't fall within our purview think I understand where Scott is trying to be in a ball on a state hey I'm not saying you shouldn't make this dish weren't going to but when we address these kind of things in the future it feels like we're kind of going on it I think I think I understand what you're trying to say I'm not sure where your I understand it okay and kiss there is a staff recommendation that we start a particular step so I think that not that we're walking into that unless of course there's certain parameters and business-y raised what I praise because I think around that's their rhythms we are locked in to that and they don't but I think staff is asking for commendations starter or more making the recommendation is it okay to start on answering right so what this quickly make their own a recommendation to go from three to two that's not going to be an update guys back tonight that's nothing we're coming back and then I'm not the one thing I was gonna seek clarity on because obviously I communicate with you guys I would 100 not just gonna oh by the way yesterday we went back I mean mostly have kids you know but we would certainly informed but it would be nice if we have that direct discretion and input from you guys as well and I think I shared if we enter in phase 3 I'm hopeful that we'll then move to and then one but there are there could be indications as we could get to two and then let's say something change we have to go back so if that's the clarity I would seek from you guys are you G you want to come back to a board meeting to enter the phases or are you comfortable with the three scenarios and then obviously as we communicate through those staff would make that determination public house official I mean I can look at the plan and say this is a good plan follow these procedures as you move through these stages and this is what's good for kids down you know they get its ID but for me to say I'm the best person to make it whether it's safe for kids to come back to college I mean that's not my purview right so I invited a plan and say yeah this is this is good you're consulting all these people we plan we move between these stages we're not that's okay I understand it's already agendize and we're going to do that we're running to either support or not support this recommendation right but thank you for the clarity on that too because what we went when we laughed I think I was not clear in my mind when I said we would come back with a recommendation for where wouldn't start so that that might have been mine picks up on that as well but thank you the clarity because if the board approves this plan the entire plan and says you have started plan three then that gives us the latitude to go between with guidance from multiple individuals and to donald's point of correcting that one thing we would not use that as the only metrics to return to phase 2 or baseline so an action item on the table right house to approve the playbook and starts going to stage 3 that's correct and that's my point if we move so quickly I mean even since we received a packet it's James which is less than a week or again so we're not going to agenda at this every sixth [Music] and we and he's fired along with the rest of Canada [Music] I did get two more comments so two more comments this one is from Ryan says teachers what will the teachers do with their children during the day if the district chooses to do distance learning will they be given the option to work from and now this one's just popped up from Nick Bryant are you guys allowing volunteers [Music] I believe the motion is to test that recommendation beginning stage stage manners because the motion to bring it to the floor and you guys voted to bring it to the floor so I think you would be a tout a new motion to do we so do we have a motion mostly that pretty good but before you vote to Penn State one thing just I just got a text to talk up Dry Creek and just announced they also please starting at different so just they win our cool one minister proves to be a second second bed mrs.

or an update so that maybe members talk to us we have questions or you have the new plan or whatever comes up that we can discuss it in open session so we could have it just for my clarity like just an open discussion about it right there yeah that's on Trenton just to let my mentor George make it update world so we would encourage feedback and so I don't know if that would be too soon or if it would be I get your point is basically you want the board to be informed on how its billing is well just a place on the agenda that we can bring up things and ask questions so directly concerning the Cova and the way it's working out so I would put on to that day that report update on our distance learning piece and then that would open up to questions and comments on agenda that the other pieces I just wanna remind is with the big filling the vacancy it may be if we have multiple applicants we have to schedule another separate meetings so all it will keep you posted on that if not it would be on that August 9 competing which is probably to be pretty packed so just brace yourselves [Music] so one of the things we're going to work on is live-streaming it the room here to get multiple people in we're better off to use the live streaming and the model that we're using we have some seats in here but especially if an escalated in our area I would not want to gather even more people it kind of goes against what I'm trying to make my favorite guitar well I'm sorry I was yes we could do that or we could do zoom or we again sorry my my mr.

need to adopt the agenda as is so move any opposed kylie do we have any public comments we do our first public comment is from shawnee kumo it reads dominic kumo will be a senior at avhs this year he is medically fragile quadriplegic and trach ventilator and oxygen dependent i have two concerns he is in desperate need of a working tobii eye gaze communication device to complete schoolwork the current one needs to be unplugged approximately 15 times an hour to reset and does not meet his needs miss wells has submitted a request to toby and is awaiting a quote my concern is how long he will be without a working device this school year a second concern during the spring distance learning dominic was not allowed access to his paraprofessional and therefore not able to participate in classes a video conference plan for the paraprofessional needs to be in place for the fall schedule ap government and econ english agricultural business geology baking 2 and 3d animation at bbc thank you i have one additional public comment that was received it is from david and crystal figueroa with all due respect and to whom this may concern our concerns as parents of our four students within the apple valley unified school district are as follows due to confirmed radiation from long-term wi-fi exposure that has a negative effect upon health we are not comfortable putting our children in a position where their entire day is in front of a computer in regards to mask wearing for long periods of time this po this poses many health risks which include increased inhalation exposure of carbon dioxide and nitrogen which are both toxic gases and proven to be health risks including lowering the immune system the masks are known and proven to be insufficient in protecting against viruses the three ways of exposure to viruses are inhalation ingestion and absorption through mouth nose eyes and skin the mask only covers the mouth and nose and this is if the mask is being worn correctly completely covering the mouth and nose lowering the mask below the nose makes the mask completely useless the only true protection against a virus is a class b hazmat suit such as what's worn in a laboratory that deals with bacteria and viruses we are not comfortable with either of these methods and do not agree with exposing our children to these toxins we are respectfully requesting an old school homeschool program that involves hardback books and lesson requirements we can provide our own supplies there are many other parents who feel the same way concerning this if computer use is needed for either check-in downloading homework assignments or testing we would be willing to comply with these requirements however long-term exposure radiation and toxic gases are against our physical well-being and health practices for our family thank you for your time and consideration thank you uh the superintendent uh comment no superintendent um board members do you have comments mr sir yeah i i'd uh before i made a comment i was going to based on this public message sent in do we are we able to help these students like without the paraphrasing in terms of overcoming this learning deficiency yes absolutely the for example in the items mentioned then the first request from mrs kumo the new toby i'll check into the details of that purchase but that's something we can absolutely make and expedite dominic is an unbelievable young man whose um uh incredible intellect needs to be nurtured and he needs to continue so we're going to get on that i that's the first i've heard of this so we'll we'll chase that down as far as conferencing with his aide as i mentioned um this year's distance learning whatever form it takes or time period will be characterized by just that live teleconferencing so we will be making those contacts and we'll we'll check directly in with her yeah okay uh on the board comments i do have a couple items let me just point out i read a uh email sent to back to the board member from the superintendent there was a comment made so the district have our staff administration staff and a board review after they made the presentation just on our budget and we didn't make a comment if we don't watch out what we spend some point down there we will have have cuts to stab i believe that's we have made the account comment that was a response back from a buddha which i feel that's you know unprofessional he was saying that well that the district is established mismanaged the district in essence i was going to warn him in that case the board is mismanaging the district but we never do as a board okay so i think i think this is a responding he made back to the world and said don't make that comment again in my opinion okay the other thing is that as mrs opera point out last time we attended a session offered by csba region six for region 16 board members yeah the one issue come up is the black lives matters and and so i i hope that maybe we can understand and help we can look at what is a power current policy within our district okay if we have one if not uh mrs o'para and i might say volunteer she's going to take the lead and we'll put together one and the whole idea is that once we put it together is that the board members step minister staff will get some training but at the same time i i did comment last night was to csva staffers if they offer trainings we want them to come down here so that we can hold a session so our teachers can attend it'll be helpful for the teachers to learn from it so that's my my comment mr bender no i just say it either we're in uncharted waters here and um everybody's gotta turn the thermostat down a little bit get along yeah thank you thank you mr rowley i know we're going to have a presentation on possible i mean the opening of the schools i just want to make a comment that um you know that the issue with mental health with the children is very important as well and that has been proven that kids really need to get back to school i think there's everybody in this room here agrees that the schools need to open as soon as possible and it's unfortunate that we cannot make that decision you know based it's going to be left in the states hands at this point but um i had a question it was um the the wearing of the masks uh the kids that are online they don't have to wear a mask to be online if you're in your own personal home correct right i think so that's it thank you well i have a comment obviously um my comment has to do with uh school opening um uh it is uh particularly important for for us to pay close attention um to all of the parties all now some all i had the um i have the honor and and i was truly truly humbled to have met with about 88 teachers and at that meeting they were not shooting down the school district they were really concerned about how school is going to start if school's going to start and all of the little things that had to come into play and and to be included in the discussion uh because they are in the front line you know whatever we say here they're the ones that will see the kids the bus drivers will be the ones that see the kids first if they're going to be transported to the schools the kitchen staff will also have to see the kids because they have to prepare meals for for them the classified staff will see the kids because they're going to have straight up hands on but it was particularly interesting to see to hear from the teachers their concerns which were really genuine there was no concern that wasn't genuine um and my job was just to listen and to take the information back to the superintendent which she has so i gave all of that to the superintendent and and she assured me that she was going to respond to those the things that are very critical and i must say that i am really happy to know that you extended the invitation to the teachers association to participate in the process i am hoping that their participation is going to be really listened to that when they give you suggestions that is not just suggestions and we already have a thought already set up in mind [Music] whatever we decide uh as a board to give you directive on where we are going as a district i want us to keep in mind the teachers and the challenges they are going to face i would rather keep the schools closed and have the teachers teach whatever the governor has requested than to attend any funeral so my job as a trustee is to be sure that i take care of all employees and i'm really looking forward to a good start of the school year where people will at least be satisfied we won't satisfy everybody with that but at least a good number of people will be satisfied i also attended that um the equity conference and i have attended quite a bit of the equity conferences in the dis in um that is offered by california department of ed and some are offered by um csba and the big question that keeps coming up is equity and and the materials that we use for our students i would like as a trustee that we begin to look at our history books to be sure that our history books will be teaching our kids about their heritage um quite a few of these history books are not up to date or obviously you know if these two children come out and they are not learning anything about um ethnic studies i would like really like a study in this district that says ethnic studies so that those students will understand who they are as individuals and to train our teachers so that there will be more uh understanding of that um but i am waiting for the tr to for the uh presentation so that i can ask questions at the end the other thing that came up that i really want to get answers on was this lawsuit that was that they had out at the aclu and all the other agencies that participated in that lawsuit and named apo valley school district in the conversation i would like when we come back to our next board meeting that somebody comes out and explains to us why we were named in that process that's it i agree with that okay we have a presentation mr buchanan i can then i can just go to board temp and take over that screen okay yep there it goes okay give it a second to kind of catch up start that all right so the presentation you have um in front of you um was accurate at 11 59.

and we knew however that there was a going to be a press conference from the governor with and we had some advanced notice of what might it might contain um but remember this is a presentation this is um information so that you kind of have the most recent facts on the ground and some responses regarding survey data and um we can answer further questions but the decision um that we about opening school physically present at school has essentially taken out of our hands today by the recommendation or rather that guideline which is that counties on the monitoring list um 30 i think two or three counties that were on the monitoring list that were shown which includes san bernardino county cannot open physically for schools students to attend until they're off that list for 14 days so that's the guidance we got today haven't seen it in any kind of official form but that's verbally what we heard so we'll go through this and um we'll answer questions that if we can so just a quick background just for the public that's watching and and for you just to remember that in march we had the state of emergency in middle of march we closed but we continued meal distribution uh before we distributed devices uh teachers came in for training or online training and then we did continue to deliver content although the state did give us a mandate for a whole harmless grading so it was quite different but those students knew their teachers already they've been in those classes and it made that a little easier this will be a different situation we did survey parents and staff in may got good information we'll be sharing that in contrast with what we learned in july um in june we met with some teachers about remote learning some experts who we knew had had background in that so we could get begin to build that because we knew already at that time that some families wanted to maintain in a remote environment no matter how we opened so we wanted to be ready to serve them then in june we did get approval from the county department of public health to move forward with the cif and national federation of high schools plan for conditioning in athletics so we started on june 24th by july 6th that had been suspended where does that stand right now suspended no used athletics none and so uh we had a two weeks of conditioning or nearly not not quite and then in july right about that time we did do a second survey to parents and a survey to all staff and we got just over a thousand responses so we got incredibly good responses from the staff 6 500 responses from parents almost half of our i should say 6 500 responses which indicate one response per student so just about half we received which is an incredibly good rate of return and then finally um last couple of days tuesday and friday of this week we've spent a couple hours in the morning with online sessions with over 100 employees from all job classifications almost mostly teachers the uh avuta representatives included with incredible input we've broken up into sessions we've heard feedback we've come back to um principles and other leadership gone back this morning with further questions and input and every time we find that their every group has outstanding um ideas we've been gathering and collecting those in a document that they can all see and so it's really guided us we have a clear sense of their concerns um the tools they feel they need the training they want the concerns they have for things like grading parent education so i feel we've made great strides in that direction and now we've agreed to meet in smaller groups so more on that as we go through i just want to reiterate also that we are subject to an unbelievable number of guidance documents from federal state and county level this is just a short list of those documents and of course we check in with our insurer and the jpa to make sure that we are complying with those recommendations as well and then the last one listed there's maybe the most important for us because it really is for us the law and that's senate bill 98 the trailer bill which guides how we must conduct ourselves in this very unique climate and we'll talk more about that so the lay of the land really this we've got government layers of different kinds and a little bit of conflict sometimes from for example the federal government and the state government we've got policy guidance and language had several position papers and editorials you've seen them um good survey data over time and then we've of course got local case information the number of cases both in our county and in our school district which we'll show in a moment and then number six i hurriedly added while he was talking we have a new governor's announcement which i just talked about so we understand this there's a range of options uh that that would be possible even given the language of the governor's announcement that from complete virtual and remote learning which we've all spoken here and i agree with mr raleigh's comment it's not ideal and it's not what anyone wants i shouldn't say that there are people who want that and for that group for whom it fits wonderful we will deliver an excellent remote learning programs but we do believe in person instructions our best option and so it could be that we move as we move right on this continuum as we head toward a full return to school that there might be stops along the way and you can understand why because we have these requirements for six feet of spacing for small numbers in say a cafeteria for staggered arrivals so it could be that we bring back for example special education students and career and technical education and foster youth and homeless first those in greatest need then may we go to half students on every other day or some kind of hybrid alternating program then everyone who wants to be there can come and that could get us a little bit closer to full return and so on you see our goal is to move to the right serving all students all the time but serving them in person more and more as the situation allows so what would allow them what are the factors first community transmission rates that's what they're watching for us the number of cases both in a seven day rolling average and the number of cases in uh in sort of a constant watch of of of a number for 100 000.
⚗ AI-reconstructed · cite from original above
are those cases high are they in decline which is what the governor has said we have to get off that monitoring list and stay off or is it totally gone and vaccine responded and confidence has returned some numbers this was on the 13th this is um the incidents per 100 000 by school district i know this is really tiny font and i apologize and so the reason i put them all so you can see all 30 districts or 33 districts are i think are all there and you notice there are some zeros mount baldi and trona have no cases or at least didn't on the day of this printing this was the 13th of july we were at 329 per hundred thousand which is odd because we don't have a hundred thousand residents we have less than that but if that's the ratio but you look down at colton and san bernardino city with very high numbers at the bottom of this chart so to go down is to get worse three days later we got data for yesterday we moved to 450 so we're about in the same place but our case counts up for our school district boundaries right this is a straight gis number the boundaries of our district with the number of cases identified within that boundary so we are on the incline not the decline that's the public health reality that the public health department is is kind of watching for us um they also break this down by children ages 5-19 essentially school-age children and our school-aged children count that that was presented to us through this county public health and this is all publicly available is apple valley had 14 and now has 20 this is again that same three-day change from the 13th to the 16th and that's without the schools being open that is without the schools being open that's correct so the other factors trenay has made contact with the local hospital administrators and is in um communication with them frequently and we have been told that there are at the moment um there's little capacity and that the icu beds are full at st mary's hospital they only have 40.
⚗ AI-reconstructed · cite from original above
they only have 40. now it did not say exactly the number of those patients that were covered positive but i can tell you that there is no surge capacity at this moment that's another factor that the cdc requires in order to be talking about opening schools now again that was prior to the governor making it you have to be off the monitor list we were looking for other guidance prior to noon at afternoon we have pretty clear guidance monitor list or not which does make things easier but unfortunately for us we were talking earlier we are a large county with demographically or regionally different data and so we're not sure how that'll be handled yet again all i have is what i heard from the press conference so some survey results we you need to see this because these are the the folks we serve first the parents uh over 10 000 responses across the two surveys i made the error on the first survey of having folks only fill it out one time and so they many uh asked if they could fill out one child which we did on the second survey and when asked just over a quarter said that they would prefer in may they would prefer to remain in a remote learning experience and so um that was good for us to know that early so we can begin to tool up for that now of course we at that time did not know exactly how many were at each school what grade level what subjects what content but it's over a quarter in july that number increased to just almost 30 percent with another 20 saying they'd prefer a hybrid which was an interesting uh second question or additional question we asked on that survey and then um with over half just over half 51 saying they would want their child at school as frequently as possible then we asked about their concerns oh i'm sorry we did this survey as well in spanish the second one um we did both of them in spanish but i was able to aggregate the data in the first survey because it was all the same but just translated second one we sent out a spanish language only survey the response is although smaller in number a great majority of those small that smaller group did want to maintain an online learning environment staff first we did may certificated only in may and this was the breakdown the question was would you be willing right um almost it was 47.2 and 52.8 47.2 said i'd really rather be in front of students face to face the other 52 said they would be willing to teach remotely if needed this was back in may when we everyone kind of believed we were going to be back in school in august or at least we certainly hoped that um we asked them what hybrid model they prefer if we had to do that and the overwhelming majority there of all the groups thought that two full days per week would be preferred maybe it's a monday tuesday for one group and a thursday friday for another with that wednesday minimum day in the middle being some kind of day of prep that was the idea we had in mind or maybe it's a monday thursday tuesday friday then in july first we pulled all staff in july we wanted to hear from everyone the great majority were teachers we heard from uh you know hundreds of teachers uh just over 500 certificated staff members if you include counselors which we put in a separate group speech and language pathologists we put in a separate group but as far as bargaining unit members we heard from a great number um we don't we have about 640 so we heard from um you know five six or more and so what did they say first their concerns this is how they did it they ranked their concerns the main concern for staff was exposure to sick individuals there's definitely half the students who said that is their largest concern half the staff members that's from all employee groups the next highest concern was providing for their family remember not all employee groups in that survey are covered by any kind of guarantee for no layoff for this year so that might be what's driving some of that concern um there's great concern about face coverings not worn that was brought up verbally also in the teacher meetings that we held what will we do if they don't wear them if students won't wear the masks we did hear from the governor today that if schools are in the counties are allowed to open all students are to wear masks grades three and uh there's there's definitely a concern yeah and if you look over at the parent list of concerns a requirement for face coverings for 36 percent of them was a major concern they did not in that case feel as though a mask was they didn't they weren't comfortable with that so we have an issue there when we get to a hybrid model we'll have to be clear about the the face covering requirement and articulate our stance there based on the public health requirements so what do we do with a staff member who says that's my constitutional right i do not want to wear mass what is our position as a district because you're definitely going to run into staff members who will say i don't i'm not doing this yeah at the moment what do we do at the moment it is if they are in a public setting where they're interacting with other people it is required it's it's a public health requirement and as a entity that employs people we can have a we can have an expectation of public safety so i think i'll pau i'll leave it there and leave that for the the folks who do the hr work but at the moment we have we have it as a requirement um so you can see those considerations there i mentioned earlier that parents are very concerned as we are about socialization and the mental health of their children their need for interaction both with their peers and with teachers and with the and with the system and so what might more specifically those phases look like and how those might happen have to happen we if we get the ability to bring students back to school after this period of remote learning it could be that it's for again a small number but they at the moment and that's the rules change would have to wear face coverings and be socially distant and lots of sanitizing required every step of the way even now at any building we're using and then of course you know working toward more in person our thought before today was that we would re-evaluate in four-week chunks we have a natural chunk of time between the open of school and labor day it's 23 days then from labor day to our october break finishes the quarter that's another four week chunk of time now we will be watching the monitor list for our county and those case numbers but we will continue to update our community and you about where we are on that but our goal was to be out we wanted to make the chunks small enough so that we were out as little as possible and yet give ourselves time to make a chunk of time that we can build the instructional unit so we don't know now what the because we don't have that i don't have no sense of when we'll be off this monitor list if we were to start today we don't meet the requirements we have to remain fully distant that's been cemented by the governor's announcement so we will be offering staff training for distance learning that training is going to be informed by the staff requests for training that were made this morning we have teams working on that and texting me right now it's been excellent there are this will be robust and um and and meet the needs of our staff as best as we can who can then go out and meet the needs of the families and children uh we will be as dustin mr comrade said we'll negotiate with the associations to make sure that their return to work process is unified with our you know um path forward those are those have been characterized by a willingness to work together at this moment and of course we'll keep reevaluating as the public health as these data points keep changing we'll keep reevaluating hoping that we can push toward phase two or phase three so aria is a concern we know that even if we don't come to school we've got to be checking on homeless youth foster you our students with disabilities the law requires that the english learners still have those integrated and designated supports if the law requires when they're at school those students performing below grade level and of course the great concern is there has to be some accountability and connection distance learning now means according to the governor daily live interaction now interaction doesn't necessarily it's not doesn't say that it has to be synchronous sometimes it could be a recorded video perhaps placed there we know some children are forming the function of child care provider for a younger child or going to work with a an adult parent so that that lesson can sit there for when they come back but any day the student does not interact or engage in the learning is a day of absence we must take daily attendance even in this distant system pat is there a time a time that the child has to be online i mean i know in the springtime some of the kids were getting stuff done like 10 15 minutes yeah good question there is a there are time requirements in the law and we talked about those with the group this morning or on tuesday the law says that we have to meet a minimum day so 230 or 240 minutes there's actually some continuation is 180 but we're thinking of it as a minimum day 240 minutes now that's 240 minutes worth of work not 240 minutes of live time in front of a machine now it could be that they're on the computer for some or most of that time but it doesn't mean 240 minutes of uh in class with your teacher remotely but there is an expectation that there is enough work that would equal roughly that much work time at a minimum so yes there isn't the law has been clear about we must provide for that amount of work and the district has a way of monitoring that we don't have a way of monitoring it down to the minute here's what we have kind of like with independent study we can get a sense of how long an assignment ought to take that there's a video to watch and comment on that there's a lesson to do that there's a 30 minute check in with the teacher that there's those kinds of things spread throughout the morning but no just like doing they're in seats we can't monitor whether they're paying attention the whole time we can't we can't guarantee the exact number so there's just an expectation that a certain project or lesson plan would take 60 minutes to to read yes complete and is there testing gonna be involved with that as well testing on a subject that's one of the topics that came up so working on a secure and appropriate way to do testing easier in some and the lower grades than than up then perhaps at the higher grades but yes there's we're going to have to sort that out the longer this goes on these kids are so smart pat i have some questions yes um based on all of what's been happening in our district and we do have a risk manager uh how often does our risk manager contact personnel to find out how their mental well-being is happening during this time they are our employees what is happening to their how are they feeling about what everything that's going on it seems like school got out they went home we told them what to do but we've not checked in to see how are they really doing you know how often do we check on our employees classified and certificated management you know how are things going you know i would like to note see that we are doing things like that to take care of our people you did also say something about gradual return yeah for those students who will gradually return to school um i'm not sure i can visualize how that's going to work in terms of busing because if if all the kids on my street choose to be the ones returning to school yes they will all be in separate classrooms but they're riding the bus together so have we had the conversation about how the busing will look like because obviously our buses are set up for three children to sit on one bench and they're so close to together are you going to have more buses uh how's that going to work so i like to know how all of that is going to look then you had um you had something about your your survey you send the surveys i'm i'm interested in knowing if you give the same survey that you give to the parents to the teachers did they get that exact same survey or was that a change in survey the que the reason i asked that question is that you might have some teachers who are also parents those those and so they're getting different survey and they're having conversation with each other so you know i would like to see a survey that measures on both sides so that i will be clear on how they really see things because you might have a teacher who has four children in the district and gave you four different answers and the number changed and your percentile changed um so that was one of my quick questions i'm sure you're gonna answer all of that so you go to your rank of concerns it talks about exposure to sick individuals the many of the teachers says 53.

have we thought about the substitute teacher you're going to bring into the classroom where the teacher has then contracted covet and now you're going to bring a substitute teacher where some of the students have already they already have it and this substitute teacher is now traveling you know some of the things that we do in schools is you have a substitute teacher and during the prep time you tell the substitute teacher to go and sub in the other class now the substitute teacher is not just seeing 50 students he's seeing maybe 150 students and those 150 students go home and pass this information this thing with their parents and now we have a real problem and we're shutting down though i will contact tracing with the substitution i will contact tracy with the students okay so that's a question that i am not clear on and what we're going to do with that the other one is if a teacher is exposed and they say the teacher stays for 14 days get out and go home for 14 days and the teacher keeps coming back and the teacher keeps getting it every time they're coming the teacher is exposed another 14 days i'm just curious about how we're going to manage that in terms of that teacher's sick leave because now we that teacher is using uh burning up their sick leave because of this thing that is going on in this school so i really want us to pay attention to how all of that is going to play out or the kids who are going to come in and they have an elderly parent at home and now they are going to go and pass it on to their elderly parents providing their teachers who are providing for their families i'm curious about when this actually when we begin to phase back into the classroom those teachers who have health issues or these huge concerns if we're going to give them first priority to be virtual teachers until we get a handle on this covet so if that if that caretakers to a person who is really ill at home or if they have their own personal concerns and are willing to be trained on this online program could we give them priority to do it at home just to safeguard their health okay so that's important uh for me um obviously we have social distancing are we gonna do the plastic thing like they do in stores uh to protect the students i i'm looking when i look at that i go back to matt what does that cost we're going to look at the cost the state has said that they will give each child a certain number based on their account a certain number of mass it won't work i'm going to say it right now the number that the state is putting out will definitely not work because if a child loses their let's say the child is in third grade and they lose their mass we are going to give them a replacement mask and they can lose it three or four times we're gonna give it to them three or four times it's already eaten into the states 60 that they said or 50 they said per child that will not work so we need to also factor that in when matt is doing his calculation on what that cost is going to be the teachers are requesting um shield like kylie has what is the cost so that we can provide them the shield if that's the way they want to give the instruction so all of those things are playing a role and i'm thinking about it and yes the parents want their children to socialize i am really really looking forward to that time when i can get up and hug somebody as you guys can see i'm not wearing a mask but i'm about 10 feet away from all of you um because i you know if i if i if you come any closer i will cover my face um but i you know i like to get the um figure out how we're going to socialize these children when we set up our online course perhaps when we set it up we should be encouraging the teachers that their first five minutes or their first their last five minutes they just leave the system so the kids can socialize with each other they can have that time so it's up to you guys who are in the field um yes i am also in the field but not in your kind of field um to be able to organize that so that parents will have that you know we can do drive-by at their neighborhood and wave at them and give them what they need i'm very very you know when you look at the concerns that's where my biggest concern comes i really want to see that yes the hospitals are filling up and yes vic said mary says that they are full but we don't know where they send others to people when they get it because if they have 40 uh um best for the coveted or 40 icu beds when you 40 icu beds so if you have 50 people where do they go so transport to coasters hospital yeah we're working on jumping uh we have asked a lot of questions if i may and i'm not sure staff or even ourselves today we can be really resolve it yeah that's why i gave it to him i'm not expecting answers i want him to just write them down so that he can bring it back to us when you mention that i think we get teachers like what connie has that'll be a good protection but for to the kids may not be feasible no we're not asking the kids the teachers and i have tried several different mayors i tried to flow away i got it from my dad's daughter she just said boy a day throw it away i never did in and and i got a search a washable mess from my medical doctor's daughter and it's a very uncomfortable okay very comfortable even i don't like to wear it maybe it's some special one that that man is wearing you know and and i have concerns i'm raising i said how we're going to keep this on the kids okay and it's because the safest is to make sure they're distancing and still cover your you know because the kids can be a carrier but they don't get sick okay and so there's no perfect solution even i talked to my a new friend that i have and they have a hospital they heard about that there's a special steam machine saying that the kids come in you can expose yourself a couple of minutes of hot steam and the steam will kill within that time frame will kill all the virus this particular virus is very successful to being killed by the steam in their temperature range i'm just going to start by saying that i don't think we have really really a good solution here in just forcing the kids all these questions are going to be answered by the state anyway you know right and we also need to pay attention to the second parent who wanted everything that on this um contact of the parent concern that we heard that is talking about all of the health issues and the excuses that came up um you know if you would please make contact with that parent so that will you know you can at least reassure them that they are not getting carbon monoxide and all of those things yeah i will do it and i just wanted to just make sure i'm not being non-responsive but many of the logistical challenges you presented at the moment we have a little bit of time to gather information and answer them yes because we don't have students coming so for example busing and substitute teachers at the moment is not an issue um regarding the survey i did want to say that the the areas of difference had to do with questions that were specific about whether you were a teacher or you were a parent if you were a parent and a teacher you got both service okay so we did get that data and then um yeah as far as the uh a couple of things that came up had to do with the first priority i always want to defer that to the negotiations because that was an item in that document so that will be in that process but it is voiced eloquently by what you said as far as those concerns so um we'll just defer that to the negotiation steps but that um that the online socialization and creating a classroom culture was one of the items first requested by staff and something we'll be putting together so they'll have some training on how to best do that because that is critical so yes thank you for those um ideas we'll gather some of these we just need a little time to gather information and come back there i do have one comment regarding some of the personal protective equipment uh cal oes office of emergency services has allocated some masks and face shields uh we are in receipt of some of those supplies at this point not all of them but we do have some of that ppe and are continuing to attempt to procure personal protective equipment as we move forward but i would like to let the board know that the global supply chain has been disrupted by this coronavirus and as as equipment comes in as equipment becomes available we are doing our best to procure all those types of stuff and i have to say the apple valley school district did well at the beginning because we didn't think that we will need we will be writing this all the way to here and we donated a supply set to the hospitals um and now here we are yeah i mean even that would have been just a just a small amount in the in the requirement for like you said the thousands that will be required so thank you for those ideas we will bring uh as information becomes available bring information back about those specific questions and continue to answer them thank you i'm sorry i dropped off that no no uh screen there mr buchanan that's the end of my presentation thank you very much thank you okay discussion i i just want one more thing for the staff if there's a need all right of course the board holding for me and just create a lot more work for you if there's need to have a couple extra meeting we can do it that's actually an item on the agenda 2020 oh schedule that's the next item you are a perfect segue mr so thank you um yes we may and here's why partially the state has um instead of an el cap this year they've come up with a new document that will be the one-year plan the learning continuity and attendance plan which now stands also for elcap which to make you know matters worse that learning continuity and attendance plan must be board approved by september 30th however there are some requirements to gather stakeholders at least even digitally we would like to do that during the month of august bring it to a hearing at the regularly scheduled meeting of september and then do a special meeting in september to approve that prior to the 30th also in august we think it would be appropriate to have a second meeting so that we can bring information to you so we have two proposed uh meeting dates to add as special board meetings is that the correct term did you give it to us did we have that i will propose them now and you can discuss them they are august 20th and september 24th august 20th and september 24th [Music] got it this is discussion no action so um discussion information yeah tony is the thursday august 20th they're both thursdays yeah both wednesdays yes so if you could check your calendars and when we meet again in august we could confirm these okay yeah the august 16th does that work yes it does okay i i really like the fact that we are doing uh two uh per month until we get a handle on this thing thank you at the same time i i i'm okay i block it already you've got you've got it on your calendar okay thank you mr self do we have a time or not i would defer to the group i i like him during the day i like during the day so that i can see i would suggest that the august 6th um a discussion action item would be agendas and the board can discussion and take action and schedule the dates and times at that point okay thank you man in august fifth year and douglas six is still um at the one o'clock right is it about one o'clock no august 16 should be at the regular time regular time yes the adopted board meeting uh list at the moment says 5 30 p.m for public comments and then go to closed et cetera i mean until until we go where the public can come because it's hard for the public during the day but since they're not allowed in if we can do as many as we can during the day and then when this ends we can go back to the evening so that kids can come and get presentations parents can come after work and participate but yeah we moved the meeting to watercolony because of the time that something to do with attack but i think we can go stay with the regular time we okay right yeah i think that would be appropriate to discuss it was the october september was what the proposed date for the additional meeting was the 24th okay thank you very much 24th yeah the august 6th meeting however is has been scheduled and agendized for the regular time you uh but we at that time could make a change okay i think you just need uh 24 hours to make a change well we yeah i think so long as we're ahead of the post hosting run we can make the change for that and like matt was saying you know it's already it's discussion information topic today for uh action next time and perhaps we could take action at the next meetings at the moment we don't have it's this item isn't infrared we cannot take action it it says regular meeting it's not one o'clock that's okay the light's still out at five times if we am if incorrect if the board gives direction that prior to posting to have the august 6th at one o'clock correct we would we would be permitted to post okay we'll still be able to do it within 72 hours right one o'clock is fine august one o'clock is signed one o'clock okay discussion action action oh no um uh matt presentation you have another presentation oh i have yeah i do have a presentation thank you sure great yeah all right there we go my disclaimer as i always this is based on what was presented at the school services of california finance and management conference which was held virtually this last tuesday morning on july 17.

i'm sorry on july 14th um school services prepared several slides and the majority of these slides are school services prepared slides that i'm going to talk through there are a couple slides about halfway through the presentation which are apple valley unified specific information uh so here i go uh if you uh have you've been following the economy we've had kind of an economic crash over the last several months well can with the economy in the state of california with the closure of the states uh and the national economy and the state economy have been significantly impacted recovery started a little bit when states started to reopen but you see it slowing now as states begin to close back up and we do have some record job growth loss unfortunately due to the coronavirus pandemic some economists are predicting that we're going to begin to recover when we get into the latter part of 2020 this fall into next year and have predicted that the gross domestic product on a national level will reach pre-pandemic levels sometime during 2023 so they are predicting a fairly quick economic recovery in the terms of past economic recoveries the one statement that really kind of caught me on this one when the nation gets a cold california gets the flu because california really is significantly impacted anytime there's a national recession you'll see the national unemployment numbers peaked in april and have declined slightly into may as states and cities and counties and businesses began to reopen california not so much we still have record unemployment in california what's happened also in california which has a direct effect on school district finances is the extension of the tax filing deadline i do believe it was the 15th uh this month two days ago was the tax filing deadline so the california is operating on projected tax receipts and revenue at the state level so in the next few weeks we'll have a much better idea what those tax receipts at the state level are which of course will affect california's operating budget which trickles down to us as a school district uh this is just a quick slide of what the general fund budget summary revenue was i apologize it's not quite all fitting on the screen here in the room but you have a paper copy of the presentation at your desk you can take a look at one thing the governor did do is he implemented the budget stabilization account and has used about half of that budget stabilization account at the state level to attempt to balance the state budget but he had about 7.8 billion he could use toward about a 54 billion dollar deficit so it did not balance the state budget but it did help one of the things they built into the state budget which has a direct effect on us is the hope for additional federal assistance now we have some federal assistance already in place and in the current state budget which has assisted local educational agencies us included but they're hoping for another federal relief package which will then bring more federal funding to the state and will assist and help with what cash deferrals are in place currently and i'll go into a little more detail in the cash deferrals that we're facing this last month already and then during this fiscal year so there are a lot of risks to the state budget one of the things that we're still faced with is a possible revision to the state budget this fall as they figure out their tax receipts as any federal additional federal aid may or may not come to the state of california so as we look at our budget we may have to adjust again sometime this fall if california makes material changes this is a quick look at our lcff funding from january to may to the enacted budget we kind of went on a roller coaster ride with what was going on because if you recall back in january the economy in california was ticking along with one of the longest sustained economic recoveries we've seen tax receipts were up personal income was up and school budgets were up then march happened we closed shut down the state economic and the may revision was huge cuts 10 and now in our enacted what we're faced with now is level lcf funding from last year what the state has done is they basically said whatever you got in 1920 is what you'll get in 2021.
⚗ AI-reconstructed · cite from original above
so we're operating on that assumption at this point so kind of what that did to us over the time when you look at last year we received a just a little over 134 million dollars in lcf funding last year the january proposal when the economy was ticking along for this year we were projecting almost 139 million dollars in lcf funding based on the governor's january proposal his main proposal cut that for us for apple valley unified down to about 125 million but now with the state adopted budget the assumption we're making is we're going to get exactly the same funding we got last year flat funding zero percent cola there are some one-time funds that are in the state budget to assist local educational agencies and apple valley unified that top one is sb 117 that actually came last year that's a state one-time funding for calif for immediate coronavirus response needs the cares act federal money we have a few different pots we're looking at there we have some coronavirus relief funds you'll hear those referred to as crf funds uh that was based on our lcff and supplemental and concentration allegations and the use for those funds is learning loss mitigation now learning loss mitigation is defined as funds to further student learning supports provide additional core academic support for students who need it integrated services that support teaching and learning such as student and staff technology needs mental health services staff professional development and student nutrition so anytime you hear learning loss mitigation that's really what the federal government has intended those funds to be used for the governor's emergency education relief gear funding that was additional federal funds that came to the state of california that governor newsom has identified for additional learning loss mitigation and you'll see those deadlines over off on are when those monies have to be spent by so i'll go back up to the crf funds that's a pot of money that needs to be spent here in about six months the end of december the gear funding uh we have about a little over a year to spend and finally our esser funding which was the first part of federal relief that came to us we actually have a little more flexibility and have until september of 2022 to spend and here's the dollar amounts that we're receiving in those different pots of money california sent us 218 thousand dollars back in the spring that money has all been expended the crf the coronavirus relief the gear and the esser that's all the federal funding with those different spending timelines and you'll see those dollars in the budget as one-time revenue and we will have some expenditures booked against those again based on the timelines to spend that crf we have to spend within the next six months gear by september 21 and then esser by september of 2022.

so the flat lcf funding this is really a slide that school services has produced that really kind of illustrates what we're faced with on an annual basis with all the different costs or some of the different costs we face if you look on the left you'll see s and c growth and base growth that base growth that represents the increase in our lcf funding last fiscal year 1920.
⚗ AI-reconstructed · cite from original above
you'll see on the net right next you have step and column you have stirs increases and pers increases and then special education contribution that varies so much from district to district now what this slide illustrates is the average ada revenue and expense for the average school district in the state of california this is not specific to apple valley unified so you'll see in the 20 20 21 year the year we're now in we have no cola our lcff growth is zero but in that next column over we are still faced with increased costs we do have a stirs rate decrease due to a buy down the governor has put into the budget so our stirs contribution on behalf of our certificated employees actually is slightly going down however we have step and column for all of our employees that's an additional cost pers is going up slightly and we will have increased special education costs as we work through response to our current learning environment and again in 2122 school services is recommending a zero cola and you see there's those other cost indicators step and column purrs and stirs and you see in that last year there is no relief for stirs so you see a big jump in the stirs rate increase the pers rate increase and then step and column continues at current zero cola recommendations by school services and this slide illustrates those cola recommendations you see we did have the 3.26 cola last year in 2021 the estimated statutory cola of course was 2.31 and that was recognized in the governor's budget however the funded cola is zero the department of finance is then recommending approximately a two and a half percent colon next year and a little over three percent in the second year however those calculations were made prior to the governor's may revision in the department of finance has not revised those calculations yet that dotted blue line is what school services estimates the statutory cola will be calculated at but that solid black line you'll see that's zero in the current year and the next two that is school services recommendations as we prepare our multi-year projection is a zero cola one of the things the governor um implemented in the legislature implemented are deferrals and they're they're back with a vengeance they started this last month uh our entire june apportionment was deferred to july along with some of our epa apportionment which fortunately we did get that cash posted to our account this morning so we are not in a cash deficit currently however we are moving forward with the tax revenue anticipation note um this fall to borrow for possible mid-month cash deficiencies so we will have some borrowing costs related with some cash borrowing and i do project due to some of these deferrals in the spring we will have to borrow significantly more money to make cash so you will see a resolution in the future which actually will increase our borrowing limit last spring you approved up to 15 million and we anticipate needing to borrow between 25 and 30 million dollars in cash in the spring to cover these deferrals so that just that's kind of a graphic that illustrates what happened in june the state was due to pay education about 4.2 billion dollars but they did it but they did pay it in july what the state does is that allows them to recognize a decrease in expenditures in one year because they don't they don't book it in both years they only book it in one that's a little more detailed i will skip that so this is what we're faced with in the spring we're faced with partial deferrals across the months of february march april and may and a complete deferral in the month of june and you'll see what months they're planning to pay those that additional federal aid that the governor and the legislature are counting on will help to relieve these deferrals starting with february if the feds approve additional coronavirus aid and money comes to california that february deferral will be reduced or eliminated if the feds send money that covers february then they'll look at march and possibly reduce or eliminate march and so forth and they'll work all the way down and eliminate the deferrals that they're able to so this is a quick illustration of what we're faced with in the current budget year in february march april may and june we get nine percent of our annual share that's that first column normal share of annual apportionment it's it's the five five nine schedule they're deferring 45 percent of february of march april and may 100 of june so you'll see the resulting share is five three three three zero which means we're losing about 32 percent of our cash in those five months hence the need to borrow significant cash towards the spring with the state adopting a budget which is significantly different from the one we adopted because we adopted based on the may revision and change significantly at the state we will bring we will be bringing forward a budget revision at the august 6th meeting for your information we will better demonstrate or more thoroughly demonstrate the adjustments to our revenue based on the state adopted budget both state revenue and federal revenue and do our best in estimating expenditures that have changed based on our response to the pandemic and our current learning environment and this kind of lists those different areas that we have to take a look at our lcff our stirs and pers contribution rates any additional federal funding lottery revenue which is an unrestricted revenue from the state close to us any expenses for cash borrowing contributions to restricted programs and of course position control and budgeting that's all i have today unless anybody has any questions well i i probably won the onboarding board member had been exposed to transforming that when i first got elected it is scary that this this state government situation has created this treat creates tremendous impact on us this is the reason i made a comment say they have never experienced that and and now you you have to borrow money you know yeah so people don't understand that even with the so-called few the million dollar that we reserved that we saved but eventually we spent it all yes my question has to do with um the federal monies that we are looking to hopefully get in light of what the president stated that if we don't open fully he will hold back the money is this money that is already in the state's possession or is this money that we are waiting the federal government to give because the the federal government can only withhold money that they will send to us the state has the money for education so i'm curious if we are hoping for the federal to send us the money or to send the money to the state for for it to be dispersed and now we are saying we're not opening school the way you want us to open school is there a possibility that we will not get that federal money i think with the current administration in washington there's always a possibility i we have not received the federal money in terms of cash as of this point um all of it we have received some of it i believe the the esser funds or a portion of the esser funds are in our possession uh but i will double check with my director of fiscal services and i can bring a little more detail to the next board meeting as to what we actually have received thank you certainly thank you thank you in discussion actions it is recommended that the board or trustees discuss and take action on the following items approve the contract with exact x act technology solutions for security camera system bid so any questions i can answer them i just wanted to make sure that the board knew this was a long time coming uh item that we've talked about it is it's every school side operation center here everywhere that's good you did as an extensive job lock mr buchanan and his team have been working on this to build the infrastructures that these cameras will plug into something so they'll be able to operate um this has been years in the making so although it comes it seems untimely these are funds that are for capital outlay and um this is i think something that is actually in even in our first lcap so we're pretty excited about it and uh we're excited that we've got a good process that we're very comfortable with so okay okay remove the item yeah who seconded it dennis dennis thank you um all in favor aye any opposed consent item it is recommended that the board of trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues consent items should be approved in one motion one through eight or second okay all in favor all right i in your post have vote of fourth zero [Music] if any items were pulled or tabled okay no we don't have any um no staff reports uh kylie do we have any public comments we have not received any additional public comments thank you uh board comments mr cell no foreign mr bender no rick raleigh yeah i just wanted to bring one thing i forgot to mention earlier uh this week i was speaking to a local police officer here in apple valley he told me that the calls for service involving some of the really young kids and families are way up for for disturbances because of some children's behavior i know the school district has school psychologists on staff i thought maybe we could maybe reach out to the local sheriff's station and let them know that we have i'm not advocating that these school employees go to the homes but that if parents need some assistance that they can maybe make arrangements i'm not sure how the school psychologists work based on their workload and how they actually handle cases but i thought that we may be able to utilize them to help out with some of these issues that these young kids that are part of the district are having because they're not going to school that's what they attribute it to is just some behavior problems because you know they're not seeing their friends and they're cooped up and there's you know there's tensions and things so i'm not really sure if that would be something that would work but i'm throwing it out there anyway to help maybe maybe uh just reach out to the sheriff's station we have some business cards if the deputy feels that you know this this child may be helped with uh you know some counseling or something that they parents can reach out to the district and schedule something at a later time yeah i think that um the captain locally and trenay have a good relationship they can talk about finding them filling their needs especially when we get started because we do have a responsibility to make contact with students and feel the need so i think that's a good way to go about it we'll make the connection just broke the topic with them yeah i was kind of shocked to hear that they said it was the calls were way up this starting in the spring when this all came about so anyway got it take care of it yes yes all right well i the only comment that i have is during this time i think the community has really known the value of teachers um you know we've they've been taken for granted for quite a while and now they really understand uh what a teacher goes through and and they will do just about anything to get the students in front of a teacher even if it's for seven hours um i also would like you to really look at us creating a course of study of ethnic studies because the mr thurman is promoting it from the state level the state superintendent so i'm attending his virtual uh instruction that they have every tuesday at three o'clock and is virtual so they show all of the ethnic groups i think the other one that is coming up next tuesday is on asian americans they've done the african-american they've done the hispanics and now asian-american it's just a weekly series and the the main thing that everybody is talking about is to provide ethnic studies at the high school level i would like to see it across the board but at least at the high school level it's of course for uh the period of superintendent comment i'd like to be so bold this time will you please yes i've already passed that yes just just a single item regarding the aclu's um case against san bernardino city superintendent of schools yes and and just to clarify that what's that i'm sorry san diego county office of the superintendent that's right thank you that's right it was not that district it was the county we were not served our district name is in as one of the districts that they approved the lcap for but we were not served or named as a recipient of that suit so i just wanted to there's a shade of difference there that's important we are not a defendant in that case but what it so what it circulates around is this that in our lcap for the 2016 year we included after consulting with the business department at the county level everything that was above the base program you'll remember that term right above base even if it was not using supplemental and concentration grant dollars and did not count as our proportional um increase of services we included it so we included things like the police department because technically it is above the base it's not required to have we included things like our busing that had been our busing zones had been walk distances had been decreased class size reduction is technically not required it's required to continue to get the funding but you don't have to have a 24 to 1 experience in california but you do have to to keep the class size reduction grade span allowance so we included everything that was above base that was in excess of our supplemental and concentration grant dollars that was approved by our district advisory committee our board and then the county the suit alleges that the county approved that and should not have but it isn't that we've i just want to be clear that we did not use supplemental concentration grant dollars um to do anything but what those dollars were intended to do so well you know since you brought it up because i was hoping that it will be something we will not have to deal with today the actual format says apple valley's 2019 2020 lcap counted more than 5 million in district-wide security measures including law enforcement as contributing to the increased and improved service requirements apple valley did not even attempt to describe how this action is either principally directed to effective yet san bernardino county office of education approved its healthcare with its entirely unjustified expenditure moreover apple valley's own data demonstrates that this action has been unsuccessful in meeting the intended goal of closing the discipline gap for black students and students with disabilities although overall suspension rates have declined black students are still suspended at more than twice the rate of all students which is exactly the same disparity revealed by baseline data san bernardino county office of education should not have approved this lcap instead it should have intervened and provided technical assistance to support apple valley in making different investments that actually increase and improve services for high needs students allowing districts to count police as contributing to their increased and improved services requirement diverse critical funding and effort from services that are provided are proven to close opportunity gaps or high knee students um so this is the portion i read every portion of whatever it is but this has to do with apple valley so i this is why i said go if you guys have time go back and look at the actual statement that is put out there for public consumption and to be able to use this the district um uh legal service to draft a response so that you know this is not something floating i got it from an email i wouldn't have noticed it and and once it came to email i decided to go deeper and search so this is public knowledge yeah um if pardon me okay but the paper didn't go through because these are pages and pages of this stuff so you go back and look at it and you say okay if the money was meant if the money was meant to assist the black and the brown students in the district then we need to see how that money was actually used to service what i would have liked to see is to truly truly encourage the students who are first generation to sign up for avid how do we get these students to be in avid and what kinds of trainings do we offer in avid do we go out to the schools that are exceptional in avid so that our children who are falling behind will see really a pathway to go somewhere yeah um so those are all things and i'm i read this and i thought you know i'm just gonna have you yeah go back and do some more homework and get us back information i just i think you read it when you read through that that the the the allegation is that should have not have been approved correct and um and if you look back at any lcap presentation during this the last year that item is out yes and it's been purposefully taken out so i appreciate that chance to sort of give some more background but more will come if needed thank you all right all right um closing um any opposed i secondly okay thank you we're done you

hello this is chris cooper superintendent of clearwater schools wanted to give you a brief update of our situation today um i will apologize i'd like to keep these update videos around three minutes this one might go just a little bit longer we have a lot of content to cover first of all if you're connected to any media at all you're aware that things are continuing to change in the world of education in kansas and the mandates that are coming down and some of the requirements for us so i wanted to just update you a little bit about our process and what plans we are making and what school might look like here in clearwater first of all a group of over 40 teachers parents and community members met last thursday evening to start the planning process we met some virtually some on-site but trying to start the planning process of what will school look like in clearwater um we did set some priorities at that meeting and i want you to know that our first priority is the overall health and well-being of our students staff and community of clearwater the social emotional well-being as well as physical well-being we want everyone safe and healthy physically mentally spiritually all those aspects of overall health we also set a priority of academic success for each student if we're remotely or on teaching remotely or on-site we want rigor we want to know that students are learning so with that we are starting to plan for several different options because we don't know what will come one of those options no matter what we are doing here on site as parents if you do not feel that it's safe to send your child to school you always have the option of choosing remote education with clearwater schools this remote education will be different than what we did in the spring with continuous learning it'll be much more rigorous there will be more requirements and um it will also align with what's going on in the classroom you'll you'll have a contact point every day with one of our staff members to make sure things are going well at home and to get you what you need in your child what you they need to to learn we will also uh the nice thing about that is if you decide to come back at any time let's say the cobot 19 situation turns around you feel like it's a good opportunity for your child to be back in school they'll step back in and not miss a beat it's also also my hope that we will keep remote students connected socially with their peers that might be on site or other peers that are remote we we realize that importance of that socialization for students and we want that to happen as well so what is our plan we've probably seen some other schools release their plans and most of them like ours will will have at least three options and one is on site one is a hybrid so some on site some remotely and then one will be all remote learning and in clearwater which mode we are in will be based on the community health restrictions that are in place at that time so with our current sedgwick county community health restrictions with requiring masks and group size of we believe and we're pretty sure that we've got plans where we can have all students on site and still maintain some social distancing keep people safe school will look a little different but if you want your student on site they can come on site uh from our parent survey about 78 of our parents are ready for their kids to be on site they they want some sort of school going on in our buildings they also many of those people also feel like it's important to have safety measures in place so we will have that the second layer if we have more community restrictions where we can't have as many students in a classroom would be a hybrid model one of our blessings here in clearwater is we have a lot of facility space so we believe in some of our buildings that we will still be able to have all the students that would like to be on site on site but keep those small groups and keep them constant throughout the day so students aren't mingling as much in our hybrid model we may see more students go remotely at that time and particularly high school we might have to do some alternating schedules if we go to the hybrid model like i said i've seen several school plans that are doing alternating schedule even for their on-site model because they don't have the facility space per kid that we have so and then the third option is remotely where all students i shouldn't say all where most students are remote we believe that we're still going to have the opportunity to have some students on site for a small period of time so to get that special attention that we know that some students need to learn even during our remote situation so i released an update with a timeline in the first week of june that said that we would release our plan to parents on august 4th that timeline has changed at least a week mainly because of the governor's orders that it looks like we won't be able to start at the same time as we had first anticipated so a plan to have school board look at our the the planning teams work on august 10th and hopefully get that out on august 11th but i did want to give you a brief overview of what it might look like so we have some governor's orders and i just wanted to clarify on those orders there there are two orders that have came from the governor one is 2058 and this is the one that's getting the most buzz i think it's the delay of school and all school activities from august 10th until uh september 9th or through september 8th this would be anything that we're doing in the school building with kids a few exceptions of screening some students or if they're in college classes um they can go to the to the college and get those classes even as a high schooler that order does require the approval of the state board of education which is meeting tomorrow and we'll see how that goes if you asked me to predict that i would not venture to guess it's it's going to be interesting the other order is uh 20 59 is the number on it and it requires masks off frequent hand washing and hygiene and temperature checks for anyone before they enter our school buildings so our planning team has that and they'll be taking a look at that and see how that might change what we had already planned it's very similar to the sedgwick county health order we were under so i don't anticipate a lot of changes for that i mentioned sedgwick county health several times ultimately we must answer to them they have the authority to close our doors if we are not in compliance with their health orders and um i've heard that there's conversation at sedgwick county health that we may see a reduced group size soon so we'll just have to take that as it comes there's also questions about does the county have the authority to overrule or be less restrictive than the governor and the answer to that depends on which lawyer you talk to there's no case law to settle this so as of right now we are under the assumption that the governor's order will stick so what are we doing to get ready uh one of the first things we're doing is a meeting with a calendar team so i've put together some draft calendars so we can get the required amount of school even if we do need to start september 9th um i believe that if everything goes well which obviously in 201 2020 it has not gone well but if everything goes well we could still be finished uh before memorial day so uh have a somewhat normal school year even starting after september 9th as of right now up till august 10th we can maintain our scheduled activities of like summer weights and some some athletic practices not practices but athletic workouts with social distancing and mask and those things as we have been doing and summer school which started on monday we are still planning to have graduation outside uh mr mellon has done a fabulous job of putting in a lot of safety measures so we believe everybody can be safe and having it outside makes it a much better option we are also in touch with kansas state department of education in the county i meet regularly with many superintendents as we're all trying to figure this out one thing i want to end with is i do believe no matter what happens we can provide a high quality education for every student in clearwater if you have any questions about how we might do that feel free to reach out to me give the district office a call my email is ccooper usd264.org love to have a conversation with you um i honestly believe that that our remote learning will be robust enough that if you're considering home school we can help with that um if you'd like to go a virtual option the remote would be would fit that bill so before you make a lot of decisions if you want to give me a call do that obviously i respect your decision about the safety of your child we just love the opportunity to provide what i think will be a very high quality education for your child this school year i want to thank our staff and the community i'm new to the community i've been welcomed very warmly my family has fit in very well and really appreciate that lastly i should probably thank my wife for the making my office look very presentable for this video and the nice painting she painted and came and decorated this weekend but anyway i wish everyone the best i will try to do these updates and i will try to make them much shorter but a lot of information today give me a call connect with our facebook or twitter feeds that's where we're going to try to keep this information coming to you on a regular basis thanks again and uh take care i look forward to meeting many of you face to face soon and or someday and uh getting to know the community of clearwater even better thank you

R here G here like a motion and second to approve tonight's agenda so moved I'm sorry who was the second second jeber Brown yes Johnson yes curer yes Nolan yes yes R yes yes please join us in of aliance plge Al to the flag of the United States of America and to the for it stands one nation God indivisible with liy and justice for we like to thank you for attending tonight and we' like to thank everyone who's listening to our stream on uh YouTube Dr Stern you want to acknowledge else um no just thank you for being here tonight and thank you for joining us remotely as well all we have uh some public comments we're going to go with the in-person public comment first and then we'll go over the other public comments and then we also re questions we'll wrap it up with those so first I like to call a Jen Scher is your mic on you hear me it's red press that button there you go okay all right my name is Jen Scher and I'm a parent at Country Trails on June 23rd we received an email from Dr Stern laying out the back to school options and forming of committees I noticed that he signed the email in Partnership the hope of a true partnership on this really excited me I volunteered the meetings were timec consuming but were well worth the effort to me I felt the sense of Pride for being included as part of the solution all of the subcommittees met that Tuesday at 1 and the main committee meets Thursday you can imagine our Collective shock at getting an email from the district 28 minutes into our meetings shocked to see many of the topics we were discussing had already been decided and none of us knew anything about it it left us with more questions than before many that we had already addressed and answered during our meeting we felt like the district office had no respect for our time or input were the Committees made to fool us into thinking that the district cared about what we had to say I hope to God not I felt aggravated and disappointed this is all adding to the existing lack of trust and transparency a lot of people have experienced How can any partnership succeed without trust and respect open communication is so important parents and staff want to feel heard but they also want to be heard I am requesting that the board put in place a policy in which surveys and comments can be collected quarterly at a minimum from staff and parents alike this will require 100% transparency to the involved parties the only way to get real answers is by making these surveys and questions completely Anonymous I also have great concerns with the lack of nursing staff and assistance in the district at this time we have one nurse per school and no backups we need to do better to support the medical staff they have the greatest potential for exposure right now there is an opening online for a sub nurse position but we need somebody that knows the school in and out the kids everything finally I am coming to you as a mother with a son who has ADHD and is on the autism spectrum when he started preschool in the district he was in a contained special ed classroom with one of the most amazing teachers I have ever had the pleasure of knowing it was in that classroom he met his best friend to this day who happens to have autism the next year he was Blended last year he was in a mainstream kindergarten class and he totally rocked it and I could not be more proud but as we speak kids that he formed relationships with in his special ed classes are being sent to Mid Valley so even if they are trying to form relationships with kids in the neighborhood or become more verbal they're being sent to a school almost an hour away with complete strangers one of my son's teachers gave him the nickname the mayor because he knows everyone and everyone knows him he learned to be social mostly in school he welcomes everybody he's the most inclusive person I know and he doesn't have to try because it comes naturally but it was 100% because he was exposed to special needs students when he was little by sending children to Mid Valley against their parents' wishes you are not only depriving these students of a chance for inclusion locally which you are depriving your children and children like my son from developing relationships with special need children at their home schools inclusion makes everyone better what is going to happen when these kids get older and enter the real world our homeschool families are like a puzzle and by sending kids to Mid Valley we are taking away essential pieces that the puzzle needs to be complete thank you next we have Jamie Clark good evening school board and fellow community members my name is Jamie Clark and I am the mom to a sweet 5-year-old boy Blake in our district Blake is entering kindergarten this year and has autism I also have a three-year-old son Parker entering preschool I need to know I sorry I'm also the vice president of the autism hero project and taking classes in inclusion I need to know what the school board's plans are for inclusion in our district going forward currently we have Mid Valley which Jen spoke about and we also have mainstreaming with bed and accommodations but from talking to many other special needs parents in the district we need to do better most special needs children do not fit neatly into one box the definition of inclusion is the action or state of including or being included in a group or structure the practice or policy of providing equal access to Opportunities and resources for people who might otherwise be excluded or marginalized such as those who have a physical or mental disability and members of minority groups inclusion is an opportunity a right and a mindset it is providing or promoting the opportunity for personnel sorry for personnel and to be successful regardless of the differences and acknowledging the benefit that we gain from working with a diverse group of people in inclusion is opening our minds to new possibilities making rule for different perspectives and enriching the experience for everyone along the way by sending our children with special needs to different towns with kids they don't know teachers they don't know therapists they don't know and buildings that are unfamiliar to them we are doing a disservice to these children and their families we need to make more room at the table in our district we need to do better not just for our son but for the 1 in 34 boys and the one in 145 girls that will be diagnosed each year with autism ISM autism is climbing at a 10% rate according to the CDC according to the niche website Central Community Burlington school district has 435 students in grades PRK through 12 to put this in perspective this could mean that there are approximately 80 plus students in our district with autism spectrum disorder with the rate increasing each year and this is not including the many other special needs in our district this is roughly the size of three to four classes in our district it's time we follow the leads in districts like St Charles Community district 303 Elgen u46 and bavia District 101 and create a local in-house program if somebody who lives in the autism world every single day and donates heavily in both my time and money to this worthy cause I'd be happy to work with the district to provide feedback on ways they can better serve our children thank you for your time all right we received some comments via email so I'm going to start using one first comment is from Christine Heckman the faq's info that Dr mongan sent out states that students who are covid positive will be allowed to return after being fever free for 3 days based on the science available to us no one should return to school until they have a negative covid test if they test positive additionally I would like to have access to appropriate PPE including n95 masks which will protect me no matter who is unable to wear masks in the building thank you very much Chris Heckman theater Central High School next we have one from M Nichols as the school year approaches there are some concerns based on the last 3 months of the school year ending last year we understand you understand this is the best interest for the teachers staff and students for their health going forward and if you ultimately decide that there would be no in-person classroom sessions then ultimately things have to be changed the way that they did things ending last year the teachers would definitely need to be logged in with the students from the beginning of the day to the end of the day with the lessons and teachings because the way that they did it the last time the children did not take it seriously as they were rushing and they were not learning the children were bored as they are relying way too much on the parents and ultimately not learning anything I know for my son is especially I just got him approved for extra help with his writing and reading and he's farther behind now than he has been before which he's going to be entering third grade and he's still at the kindergarten level ultimately we cannot go into this being fearful we can take the precautions and guidelines recommended by the state of Illinois and enforce it in the schools so the children can have the interaction that they need to learn not to mention most parents are back to work now which would make this extremely difficult for the remote sessions to work from home as well there should be credit from last year and also a discount of some sort going into this year if we are indeed going to be doing this remotely next we have a comment from Ann Hagen I think an option would be letting the students go home for lunch I spoke to my elementary school that I attended and they can sign up by month to stay go to stay or go home for lunch I think once the masks are off for lunch even with distance even with distance is going to be a pet petri dish of viruses there is also be less of a chance of a food allergy reaction since there is peanut butter and milk offered in the district one in 13 elementary school kids have a life-threatening food allergy also The Chicago School District is limiting 10 students to a pod she lists a link from their website and as a question also do you know if pkms has a PTO sir next we have a comment from Brandon Ballard I am all for returning in full capacity I also like the idea of splitting into a and b days what I think is a very poor planning is sending group of students Monday and Thursday or Tuesday and Friday this proposed scenario will make Child Care extremely difficult however if the kids are going to school two days in a row say block a goes on Monday and Tuesday then remote learning the other days it will make child care so much easier to acquire and or arrange with family members plus it it doesn't doesn't it make way more sense for sanitation to send one block of students for two days then deep clean then send the other block for two days then deep clean next we have a comment from Kim Cowell we want School sports to go please let children play it is so important for so many reasons and they are relatively safe no less than pre-co kids have been playing sports for months now and it is safe thank you next we have a comment from Rebecca franto I appreciate the effort and hard work of everyone who is working together to plan for the safe reopening of our schools amid the global covid-19 Health pandemic I have some concerns to share about the current information Central School District 301 has provided that contradicts the guidance established by the Illinois State Board of Education and the Illinois Department of Public Health as well as a question to help clarify the district plans for students who are are engaged in remote learning number one the Central School District 301 FAQ section regarding School reopening plans for the 2020 to 2021 school year States quote within the classroom given that we will be establishing social distancing as much as possible breaks will be provided for students to remove their masks while working at their desks quietly throughout the day this policy is in direct violation of the guidance issued by the Illinois State Board of Education at the Illinois Department of Public Health the Illinois State Board of Education part three transition guidance starting the 20121 school year FAQ document States the following regarding use of face masks inside school buildings are all individuals in a school building required to wear a fast face covering at all times yes as required by idph except while eating and during band face coverings must be warm warn at all times in school buildings even when social distance is maintained all individuals in a school building must wear a face covering unless they have a medical contraindication are under two years of age have trouble breathing are unconscious incapacitated or unable to remove the face covering without assistance will Central School District 301 change their policy regarding the use of face masks and school buildings to comply with the guidance issued by the isbe and the dph in response to number two in response to the question quote will the district be providing masks for students unquote the Central School District 301 FAQ question document States no masks for students will be will need to be provided by the parent SLG Guardians Governor pritzer announced on June 23rd 2020 in a press release regarding guidelines for Illinois school reopenings to help schools meet these guidelines and prevent the spread of Co 19 the Illinois Emergency Management agency will provide public K to K through 12 districts in Illinois with 2.5 million cloth masks allowing K through 12 schools to provide a cloth mask to all students and staff will Central School District 301 changed their policy to ensure that students and staff are provided with a face mask by The District in accordance with the direction of governor pritzer and the Illinois Emergency Management agency to assist in preventing spread of covid-19 to students staff families and community members numers number three how much time will students be required to be in front of their Chromebook screens for live instruction on remote learning days 301 FAQ document States if your student has English first hour they will be an English first hour either by remoting in or face Toof face the students will follow their daily schedule regardless of their daily location can you provide clarification on this will students at the middle school level be required to be on screen all day with their teachers for up to six or more hours a day thank you for the opportunity to share these concerns and questions next comment is from Christie mausi District 301 administrators and board members thank you for reading this email I completely recognize the unfortunate situation all school districts are in determining their plans for fall instruction and thank you for your work to determine plans for our students however I feel the athletic Community has been completely forgotten most if not all schools in our conference have been training SL practicing while following idhp protocols many more local schools are starting Summer Camps on their up on this upcoming Monday yet we have not received any plans communication or instruction about when our student athletes will begin we completely understand there are measures to be taken to carefully and responsibly return to play as a district we are lucky enough to have open fields in front of PV at pkms Etc which can be and have been utilized in the past for open air training in parentheses non contact but you can still work on speed agility form Etc basketball can also utilize the outside courts at pkms in the parking lot versus inside gyms and smaller groups to again maintain safety requirements baseball softball and soccer all of which are playing with other programs can also have their camps on their outdoor Fields athletes need to be together practicing their their craft building team camaraderie and relationships as well as improving skills for when we are allowed to compete again it is extremely unfortunate that student athletes who chose to be loyal to their school summer programs instead of playing club sports now have no instruction nowhere to play while club and Park District Sports have returned to play I also worry how our student athletes will comp compete versus the Fox Valley Conference when we aren't able to work together yet they are it is not only in the athletes best interest but also a safety concern that other programs will be far ahead of our own athletes I personally understand the stress of making these decisions and how decisions must remain fluid and changes will be necessary please understand no action is far worse than starting and having to make changes and adjust plans protocols the a athletes need to come together with the athletic Community they need their coaches role models and peers during these uncertain times please consider allowing return to play as soon as possible in action is for getting a huge community of student athletes and all they do for our schools school spirit and recognition thank you for your time next we have one from Tracy Adams would the district reconsider their stance on the Early Childhood refund policy students with no IEPs are paying $22,000 a year for tuition in the FAQ section it currently indicates that if a family wants or needs to pull their students during the school year there will be no tuition refund most preschools that I contacted in our area have a withdraw policy some indicating they require a 30-day notice before withdrawing this allows families to withdraw for any reason and they are not required to continue paying tuition I think the District 301 family should have the same flexibility especially given the covid situation I think most families would agree that it is extremely unrealistic to expect a three to four-year-old child to remote learn for an extended period of time if the school needs to close and conduct 100% remote learning I think families should have the ability to withdraw their students from enrollment with a refund of their remaining unused tuition thank you Tracy Adams um this is from Howard think hi Pam my question for the board tonight is how PE and recesses will be conducted while children are wearing face masks I'm extremely concerned with combination of low oxygen levels and strenuous activity as my son pushes himself very hard will PE a resour recess curriculum be modified to help combat breathing problems Andor has the board considered the legal action or has the board consider the legal action should a child suffocate or die from these activities and then um he was asked if he wants this question read out loud or submitted as an fq um and he was informed that he'd like it to be read out loud if possible thanks and then Pam did let Mr key know that the board does not answer questions during the meeting but we'll read your comments I will also add it to the FAQ plan page thank you and then finally Howard did add I guess I add that many football players have died of heat exhaustion in the mid late 2000s okay this one is from Michelle balini um good afternoon District 301 Board of Education and District 301 Community I am reaching out to you to voice my authentic concerns about the propos proposed plan for a safe return to school for the 2021 Academic Year while I realize there is not a one-size fit fits-all approach to education during the pandemic I firmly believe that we need to re-evaluate our approach for the safe return of all staff and students as a cea high school building rep I have had several members MERS approach me with the concerns both similar to and different than the concerns I have myself therefore I am pleading for you to consider the voices of your teaching staff in your difficult decision-making process first and foremost before addressing my safety concerns I would like to recognize the anxiety created amongst staff of all buildings due to lack of communication from District leadership yes we were asked to complete a survey that in of itself seemed carefully crafted to require all yes no answers when returning to school is not as simple as yes no response that survey was followed up by a return to school plan that did not include any input from Educators in the district the frustration felt is compounded by the communication delivered to only CHS parent Community excluding staff it is imperative that you hear Educators concerns since we are the ones committed to the high level educations that students receive in 301 which then translates to the Integrity of three District dist 301 in its reputation if you take the teachers out of the equation what happens to the students and the district in the end I like many other teaching staff have many concerns about a safe return to school if parents can opt for remote learning ex experience for their children who will facilitate that instruction and why can teachers not opt to provide that remote instruction as opposed to imperson instruction like many other staff members I have health conditions that put me at risk being in a classroom 5 days a week what about the health and safety of the staff what about the health and safety of my own family yes we are limiting exposure to the students but it seems as if the health and safety of Staff has not been prioritized and it certainly should be we have been told that deep cleaning will occur and I have a question how that will occur as it is especially problematic in the years before the pandemic even occurred what about those of us who live outside d301 and have children in other districts who have schedules different than ours how can we ensure child care and supervision for our own children when we are in the building 5 days a week we certainly don't expect d301 parents to leave their children home alone to fend for themselves so why would we expect that of our own staff and their own children many staff included myself are also worry of privacy concerns regarding live streaming contrary to to the feedback that has been shared with us we had many many positive responses from the 301 community in regards to various aspects of remote learning as it occurred in the spring I would be more than happy to share those as time permits likewise I would be more than happy as are many of my fellow Educators to plan a more long-term for remote learning experience that seems to be inevitable given the current covid numbers if I am being completely honest I love my job I love my students I love the central family and while I understand you will never make all stakeholders happy 301's current plan has completely eliminated and to be honest not even considered the input of the teachers who make it possible for children to earn such a quality education The District 301 teachers I am invested in these children and in this District I have served the Central Community for 20 years should it my voice and the voice of my colleagues mean something I implore you to consider the safety concerns that our members are bringing to you as the plan currently stands I know that I will reconsider returning in the fall as will many of my colleagues it is a disservice to require us to return to school in the manner proposed a decision that leaves Educators voiceless thank you for all you do for the Central Community please please please consider what your educators are voicing with kinds Michelle bini CHS English teacher this one is from Megan Ganon first I would like to thank the board and the District staff who have put in countless hours to come up with a plan to safely get our children back to school in the midst of a global pandemic your efforts are appreciated I would like to express huge concern through though regarding the questions posted on the district district fact page regarding mask breaks in the answer provided by the district it was stated that that students would be given MK breaks throughout the day while seated at their desk this completely goes against idph guidelines that were set forth and poses an enormous health risk for not only the students but the staff members in the room where this is happening masks should be worn at all times unless the child is outside and is able to maintain social distancing guidelines or is eating I find it completely unacceptable that the district would consider putting our children at risk in this manner and I hope that the board and the district will reconsider their position on this matter in order to keep everyone safe I am a teacher in the third largest District in the state and this is one thing that we keep hearing over and over again masks but must be worn at all times thank you Megan Ganon um this one is from Tiffany Simon Simon Sully hi pan please pass on my comments questions for tonight's meetings what will the district do for teachers who are medically unable to engage in the return to school plan they select IE is the district allowing teachers to teach remotely if they are immuno compromised question two if the return to school plan hings on live streaming classes for those students engag remotely how will the district accommodate the vast increase in technology I.E internet speed Etc necessary to facilitate this additionally how will the district adjust adjust technology capabilities to allow for live live streaming as well as students use of online resources during a lesson as needed since not every lesson is a lecture to be filled thank you again Pam this message is from Connie greetings thank you for much thank you so much for keeping the public in the residence of Central District School District 301 updated on the decisions of the school district plan to return to school I do have one concern concern one concern regarding each child must have a permission slip to board the bus certified health conditions of the day if they don't present that they're not allowed to get on a bus my concern is the parents aren't home or what if the kindergartner does not know where he lives to get home from his bus stop kindergarteners cannot be left alone at bus stops to return home correct corre perhaps this should be done at school where there's a safe environment instead of a street corner I understand the importance of self-verifying their health but perhaps it could be done electronically instead of paper once again thank you so much for listening to my concerns and for all the hardwork going into secure securing safety and health for all within the district I look forward to hearing from you after the board meeting Annie wait my eyes are awful okay um this one is from ostri hi Pam U just the heads up there's a small group of parents are watching remotely and you may receive questions from my email address thanks Nate ostay okay I think that was it the rest is a disclaimer I don't have to read that right no okay um good evening Dr Stern Dr Mangan and Board of Education members thank you for allowing me the opportunity to speak to you tonight this one is from Janet maritz sorry 2020 will be remembered for many significant events such as co9 and social distancing while many negative attributes will be associated with 2020 there are many positive attributes shining through such as Brave courageous and steadfast Health practitioners and all other essential workers have answered the call of duty during covid-19 these people have shown the world what it takes to continue to provide their essential functions educating is C certainly an essential Duty now it is time for our District 301 Educators to answer their call as essential workers and educate our children our future since March we have learned about covid-19 and we have learn how to move forward the nation quickly realized the importance of educated children in person in the classroom Dr Anthony fi director of the National Institute of allergy and infectious diseases stated I feel very strongly we need to do anything we can to get children back in school we need to look at other government entities as examples of how to move forward and keep living by providing a service in a safe manner Kook County Jail is a population that is diverse and in close proximity and yet they have sh shattered the curve as a result of following the Illinois Department of Public Health guidelines the example should teach us that children can be educated in the classroom and still maintain a safe environment for everyone tonight WiiU will be exciting the future of the students in of District 301 as the teachers have already been impacted by the loss of direct in-person instruction for the fourth quarter of this past School Year I hope the Board of Education will decide in favor of in classroom instruction in a safe environment for the 2021 school year I hope the Board of Education will allow Educators to be brave courageous and steadfast as other essential workers have by moving forward with inperson and classroom instruction we are all in this together thank you for your time Janet marovitz and this one is from Brandon Ballard um is that the same one you H or no that could be a DLI okay different sorry I am all for returning in full capacity I also like the idea of splitting into a and b days what I think is very poor planning is is sending the group of students Monday Thursday or Tuesday Frid this one's been right it's the same one right okay thank you Brandon yeah it's the same I can keep reading it but no no it's already been red okay I'm done the the next public comment is from Kristen kazanov dear 301 Board of Education I'm ready to express my concerns related to the proposed delay in starting the 2020 21 school year I know there are many considerations to the school year however I do not see the delay of school as being one that will benefit our students after months without physical presence in school our teachers and students need time to build relationships in a sense of classroom Community there is no doubt in my mind that at some point this school year the reality is all our students will be remotely learning while the start is being pushed back just a few weeks there is a potential that Illinois may move back into the phase three at that time therefore our students start to school in person may not potentially start may not even occur that being said taking away the earlier start of school from our students seems to be shortsighted additionally many of our families will be changing job schedules and the like to support student learning from home this year the push back of the start of the school year also creates additional difficulty for parents who have anticipated a regular start date it is also interesting to me that 301 is one of the only districts in K County that I have heard of of proposing a later start pushing back the start of the school year feels ill prepared rather than allowing additional time for teachers to prepare I know teachers are anxious to get back to our normal routine too thank you for your time and cons consideration next public comment is from Andrew dogen my name is Andrew dogen our family would like to express our appreciation to the district for offering families a choice of in-person or remote learning or a combination thereof for the full semester we realize there is no good solution to the issue before us and appreciate the district's effort to provide a degree of flexibility we understand that there might be hesitation and valid fear on the part of educators who may feel uncomfortable retiring to the classroom returning to the classroom at this time while that is the right of every teacher to make that determination in their own interest we also feel that there should be an opportunity for temporary or substitute replacement teachers to be brought in to fill the positions of teachers who may opt out of teaching in person classes this semester we must all recognize that no situation or circumstance in life is without risk and provide opportunities for those who are comfortable with providing person instruction the ability to do so this fall we again thank the district for its consideration and options given the parents and families during this difficult time and appreciate the opportunity to be given a voice this evening thank you this next one is looks like a letter um let me see well here it is um Carissa laflor dear Dr Stern and Board of Education First thank you for your hard work in planning for the safety and education of our community's children since schools shutdown in March I realized that none of you signed up to figure out the complexities of educating during a pandemic we are in Uncharted Territory and I truly appreciate your efforts I believe that the current State directive is putting local school districts in an impossible position and I do not envy what has been unfairly put on your plates over the past few weeks I have become increasingly concerned with the push for schools to reopen for in-person instruction including the Myriad of hybrid options recent upticks in positive cases and continued deaths indicate that we are heading in the wrong direction from a public health perspective I strongly believe that District 301 must begin the school year year with remote learning only and continue this method of instruction until the virus has been suff sufficiently contained we must continue listening to scientists and not fall prey to the politicalization of our nation's Public Schools while I want nothing more than for this life to get back to normal for my children and myself I am increasingly concerned about the public health implications of reopening schools too early as a parent I'm able to choose to keep my children home home and I feel grateful that District 301 will offer a remote learning option unfortunately we will still be left to deal with the public health debacle that school openings will eventually create also with the uncertainty of how exactly the students will be taught remotely this could cause a negative impact if students are simply going to be flies on the wall while a live teacher is already teaching students in the classroom at the same time this is not quality remote learning in in fact this type of instruction is more conducive to a college lecture class I am looking for more engagement for my own children and I am sure others would want the same more upsetting many teachers are being forced to make impossible choice between their health and the much needed income and health insurance benefits for their families teachers are used to making sacrifices for their students but this is an unacceptable and unfair thing to expect from the teachers that have dedicated our their lives to our community's children while I understand the crucial role that public schools play in the economy in providing student services to atrisk population the risks by in-person instruction are too great at this time there must be scientific consensus that the virus has been sufficiently contained before we put teachers students and their families in a position where many are forced to accept this unjustifiable risk just today the Illinois Federation of teachers made an announcement calling for the 2020 2021 one school year to begin with remote learning Statewide as you likely realize Illinois currently fails to meet the CDC criteria for opening safely the current 301 opening plan has been shared with parents Falls in between the more risk to highest risk category according to the CDC the CDC states that the lowest risk for preventing the spread of covid-19 in K12 schools is for students and teachers to engage in Virtual only classes activities and events specifically the cdc's 3phase reopening approach is based on whether states are improving in these six categories number one the number of newly diagnosed covid-19 cases number two the number of hospital visits with covid likee illness number three the number of hospital visits with influenza like illness number four the percentage of positive covid-19 tests number five the capacity of hospitals to treat patients without Crisis Care six the robustness of diagnostic testing programs it is imperative that the legitimate concerns regarding remote learning are addressed instead of wasting valuable time and resources planning for Hybrid models of instruction we must plan for how we can best service our families during remote learning specifically we must provide the following to the families of 301 Equitable access to technology and interet Safe child care options for essential workers and families a safe way to provide legal required IEP Services daily food distribution to students that reply on the public schools for nutrition standards for monitoring the social emotional well-being of students during the crisis including increased funding for social workers and wellness checks for students that demonstrate they are struggling with mental health and or abuse or neg negligence high standards for remote learning to help parents and caregivers navigate the process including more synchronous learning and increased accountability as a parent of three District 301 children my number one concern is the safety of our communities teachers and children please continue listening to The Experts and prioritize Public Health above political driven narratives it is completely unfair that you are in this impossible position but the unfortunate reality is that you have an obligation to protect the health safety of / burington residents next one is from beatric uh win as a parent of a central 301 District I'd like to say that the school in the 2020 21 school year should be a five day a week in school for children who can attend not four days with Wednesdays being remote learning this makes it easier for parents schedules when it relates to work the children learn more while at school and parents don't end up paying more money for hours of daycare services on Wednesdays thank you next public comment is from Chris Lawrence I encourage the district to approve a return to play for at the high school sports this fall at the minimum I also believe August 10th should be the date to start any activities to help mitigate any issues that may be flaring at the moment and give us a three-week window to prepare for a safe return to play next one is from um Dave Chapman good evening District 301 Board of Education members my name is Dave Chapman and I'm an eighth grade social studies teacher and president of our District's teacher Union we are about to enter a school year that will be anything but normal your position as board members is not an easy one and I appreciate your time discussing the reopening of our schools next month I know many of our Educators have taken the time to email you regarding safety issues and the significant concerns with live streaming from our classroom which include but are not limited to student and teacher privacy Effectiveness and feasibility thank you for reviewing our educator concerns keeping in mind that this year will be unlike any year before safety needs to be a top priority of the school district our classrooms and buildings must be properly cleaned and sanitized last year the majority of our schools had cleanliness issues due to being understaffed often dusts and Floors were not clean we had instances of blood and urine left on the bathroom floor for days my hope is that our district is prepared to hire more custodial staff to ensure our learning environments are clean and safe for students and staff in referencing the FAQ document sent to staff last week not every classroom will even have hand sanitizer at the elementary and middle school level in a time where we are encouraging everyone to clean hands to reduce the spread of illness and disease I hope the district reconsiders this this and places proper cleaning supplies including hand sanitizer in each classroom another important item is nursing we need to ensure that we are adequately staffed during the pandemic with more than one FTE nurse in each building for example we only have one nurse at the high school that serves 1,200 students to put this in perspective CMS just has over 3 students in one nurse other districts like St Charles have a registered nurse in each building with an additional eight certified nurses spread throughout the district proper Staffing is crucial illness will occur and we must be prepared to service all of our students especially during a time like this we had many instances last year where we did not have a nurse or substitute nurse in a building and students were just sent to the main office this cannot be acceptable this is not safe we're surely we surely will have times where students will need to quarantine at school due to co-like symptoms and if we aren't prepared to hire more nursing staff and provide them with the proper equipment to handle these situations the safety of students nurses and all staff are at greater risk these are just a few of the safety concerns heading into the upcoming school year I've shared other concerns from our Educators with you over the past few weeks including issues with properly social distancing exposure to co and an educator with a compromised immune system it's my hope that before reopening schools next month the school board takes a close look at the safety protocols that are being put in place to ensure all of our students and staff are safe in school thank you for your efforts during this difficult and challenging time next one is comment from Jeffrey Meyer dear District 301 Board of Education thank you for your time and efforts in seeking to lead our community and School District through the reopening of our school this fall all I serve as an elected member of a College Board of Trustees and that experience leads me to appreciate acutely the challenges you face as you balance the needs and interests of our community faculty staff and students as you formulate the district's reopening plan I believe that the reopening plan you've outlined and published with a stated goal to move to an alternating schedule which incorporates both face-to-face instruction and remote learning for all students is well intentioned but good intentions not withstanding the plan is also largely unattainable for working parents with the exception of students whose families opt for and can facilitate full-time remote learning the district plans call for alternating attendance by nearly all other districts by nearly all other students one half of a class will attend school in person on Monday and Thursday the other half will attend person on Tuesday and Friday all students will be remote on Wednesday under this plan working parents are left choosing between enabling their child's education or retaining their job to provide food housing and Health Care coverage for that child many employers simply cannot or will continue to per many employers simply cannot or will continue to permit their employees to work remotely especially if their employee is spending significant time at home assisting with e-learning for that employes child The Limited availability of a 4day optin seats for some students only partially alleviates that problem the working parents will still need away from work uh every Wednesday the alternating attendance plan also does little to further the cause of Public Health students will still be exposed to each other via contact with the faculty and staff who are present each day and with the opt-in students who are present every day moreover the alternating attendant students whose parents can't be home with them on remote learning days May wind up at daycare facilities were they exposed to another Pool of children whose germs they then will bring back to the school thus expanding the population to whom all our children are exposed many other components of the reopening plan are also unworkable it is unrealistic to expect that preschool students kindergarteners first and second graders are going to keep their hands off their kids for are going to keep their hands off other kids maintain six- foot social distance from other kids at all time not share toys and supplies and keep a mask on from 8: to 4: requiring these children to do so will um will scare cause anxiety for them and hinder learning it's unrealistic to expect those same kids to sit at a desk or table at home all day for three days a week for simultaneously virtual instruction for a semester it's unrealistic to expect a teacher to be able to teach to a dozen kids in person and simultaneously monitor online participation from home all while policing social distancing and fast fast face mask use in the classroom at the end of the day if the schools are safe enough to be open to all then they should just be open if students go at all for inperson instruction they should be doing it each day it defies logic to believe alternating days really prevent much spread of the disease apparently spread even by asymptomatic carriers when the same faculty and staff will be in the school every day if a family wishes to opt out they should be able to do that in remote instruction should be available to those families the same is true for teachers these uncomfortable or at those uncomfortable or at a higher risk could be the remote instruction teachers for families that have opted out this alternative puts more control and discretion in the hands of families and teachers and it mitigates the adverse and it mitigates the adverse uh extra extremes born out of the district's well-meaning but flawed reopening plan I respectfully request that you consider revising the district's reopening plan accordingly thank you for your time and for considering my comments next one is from uh eron Kaki I am good evening I am ready to advocate for 4 days a week for my youngest child and other students with an IEP in general education under the proposed 2021 school year students can go four days a week if there is room all student needs are different and access to a free and appropriate education fape for my child and other children uh with disabilities needs to be considered my child has Down syndrome she is six years old and will be in kindergarten I could write a book explaining all the reasons she needs the additional time but I won't take over your night I'll highlight a couple reasons why inperson instruction is so important for her and others with disabilities to receive what they need under Fae last year her team was absolutely phenomenal literally hands down the best in the area and I know many parents with a Down syndrome so I appreciate all the hard work all the sacrifice everyone did to make Hope Spring successful as possible it's imperative that the school district considers the need for inperson connection ction with their support team in an ongoing manner for example with my child she often did not understand that remote learning was the same as school learning she would run away from the computer she is concrete in her thinking her team is at school not in our home through device it was very confusing and frustrating for her routine my child and many other students with disabilities Thrive and learn best when there is routine they know what is expected and feel safe less confused on what is going on and can concentrate on and the learning that is being presented from the day my child was born there has been told we've been told that she can do pretty much anything we had dreamt of prior to knowing Her diagnosis I would just take extra time and extra practice so I'm asking tonight that those with IEPs in general education are also given the opportunity to go four days a week like those in a special education program have already been offered to me this is only Equitable and all students with IEPs are treated similar during in this unprecedented time um following now will be uh the questions and questions that will be read but they'll be answered in the FAQ first um question is from Danielle BL blui and hi just a couple questions that I'm curious about and I don't know if there is something they'll address tonight but just to help my decision regarding my child in the selection this fall how limited are the four day a week students and is it limited to a certain group of students only essentially if someone is diagnosed with Co in the classroom oh this is number two essentially if someone is diagnosed with covid in the classroom would that then put all those kids in that classroom as homeschoolers for a week and then would they all have to take a test to return number three homeschool days it's circulating that it's a 5 hours of instruction on their tablets I'm concerned for my kindergartener in being able to sit and be engaged for five hours on a device is there any confirmation on how homeschool will operate thank you and again all these questions we're going to keep the these questions separate and they will be updated in the FAQ throughout the course of this week uh estani Michelle estani hello probably have other people asking but my few questions are for remote learning how will chorus and PE be done for the high school students for Blended learning if a child has a fever or other symptoms how long will they be unable to go back and if they are able to still attend class remotely even if it's for a day that they were supposed to be in class next question is from Sharon hello has there been any talk of half days no lunch to have to coordinate and only a half day of face coverings thank you next one is Christina Hines I have I have a question regarding my son he's stared in kindergarten in the district he's autistic and and with his disability is not required to wear a mask I have a doctor's note as well with that said is he still able to go to school next one is from Ros Johnson hello Mr and Mrs Philip Johnson would like to ask the following question on behalf of their students will we be getting a refund or partial refund for the Spring Track fees and when if not please explain why next one is from TR n um I'm looking for the question oh is lunch going to be held outside at times that's the question next one is from Judy KN my sophomore student will be doing remote learning for full semester he is currently scheduled for driver's Zed I saw the email about a about AB driver's ed classroom behind the wheel I assume that that was for those on campus two days a week how might this work for everyday remote students we could bring them to school for just that class on behind the wheel days if that works we would also like guidance on other classes like video editing PE Etc thanks Howard G my question for board tonight is how PE and recess will be conducted while children are wearing face masks I'm extremely concerned with the combination of low oxygen levels and strenuous activity as my son pushes himself very hard will PE or re recess curriculum be modified to help combat breathing problems and is the board considered legal action should a student suffocate or die from these type of activities believe that one was already read correct next one is um Mike Pat my child is set to begin at ly Lake Elementary this year I have several questions regarding this upcoming school year that I would like the board to address first I would like to know that I extremely disappointed of the decision of sending students twice a week to school below are some of my questions I'd like answered or acknowledged by the school board and or superintendent number one why is District 301 going against several Health experts opinion as well as Early Education experts that children should in school full-time 5 days a week with reasonable precautions how do you expect elementary students even kindergarteners to focus on a computer for e-learning why is District 301 doing two days a week for elementary students by other districts including schools and barington St Charles Etc are doing all five days number two remote learning is not a viable alternative for elementary students and is a backd door way for the school board Educators and administrators to continue to collect full salary and benefits on the backs of the taxpayers if there are certain Educators that are not comfortable or willing to teach due to legitimate CID concerns I'm sure the district can make arrangements and those teachers remote teach for those parents students that are uncomfortable with the situation since District 301 is unwilling or a unable to accommodate my child and is offering approximately 40% service will my tax burden for nearly 12K of which most 10K goes directly to District 301 student schools be lowered by 60% I look forward to hearing the school board's response to these items thank you next one is from Michelle Hansen why are athletes in particular football and basketball not able to attend inpersonal conditioning camps practices many other surrounding schools have been training for weeks now while our athletes sit and do virtually or no camps my kids as many others are desperately waiting to train with their coaches and teammates the next one is from Judy honi my questions are as follows the email state that they will be devising remote IEP plans will these plans align with current Services the children should be receiving how exactly is District 301 planning on putting together these remote IEP plans will it require an IPP meeting with the team if yes how does that how does the district plan on doing that to ensure that they are in place before the start of the school year if no will parents have the opportunity to work with the team to make adjustments before school starts for children with IEPs who will be remote does the district have plans for supporting for providing supports if so if yes can you please provide some insight into options that will be available for students that are transitioning and our bus between schools how does the district plan on handling Transportation sanitation if any of my questions are addressed to previous communication um I've read all communication at this time and I'm looking for details thank you next is from Tracy Adams if a family selects the 4-day classroom option do they have the ability to decrease to the two-day classroom option once school has begun next one is from Mr and Mrs Patel how many hours of instruction will be expected for kindergarten students through the remote learning is there a schedule of real-time requirements number two how involved will the caregiver need to be for remote learning for kindergarten can a parent set a child up and still be able to work number three will kids be wearing masks in class and with recess a classroom is an indoor area much like bars how many kids at one time will be in the cafeteria and at recess number four if parents work requires them to go to the office let's say November will the district allow for students to enter class before the semester ends number five at what percent positivity positivity rate will the school close number six will we be notified on how many positive cases there are in the school and in each class what happens if there's no internet thank you uh next one is from Jennifer Lawrence please ask the board to approve our athletes return to play full Sports next one is um from Kelly cler my name is Kelly Clinger and my son is going to be in second grade at Country Trails I received information that we must email you tonight in order to make public comment um please let me know how we'll be able to ask questions here are some of my questions for tonight what is the district plan if a teacher or student within a classroom is exposed to someone with covid or contracts covid while the whole classroom needs to quarantine for 14 days and transition to all remote learning how will this be tracked will remote learning be presented by the teacher to whom the student is assigned live from the classroom or will it be a different teacher for that grade level what will happen if a student does not wear their mask at school or a parent insists that their child not wear one will the student be sent to remote learning next one Trina n one huge concern I have is kids with life threatening allergies I don't want my child eating outside as I don't feel this is safe unless it's a nut-free school which Country Trails is not I also heard that staggering of lunch hours may make this extreme due to no snack policy at the school I wish for this to be evaluated so that children are not in Mass all day and possibly hungry resulting in dizziness or tiredness no one can learn while their tummies are hurting again I believe this only pertains to Country Trails where both my children will be attending next one is Cindy row I am hoping that we get an answer on when our kids can return to sports I know that other districts in our conference are playing and would like to get an update next one is from um eth grade social studies teacher Lauren sterwald what happens when a student or staff member tests positive for covid will all the students and staff in direct contact require to be quarantined if so how long and if a staff needs to quantin will Subs be available now the next one is from Bridget Cho will face coverings be provided by the state of Illinois to schools updated updated June 25th 2020 the Emergency Management agency is providing 2.5 million Mass to elois public schools with the goal of ensuring that all public students receive a mask if you are a 12 K12 public entity basically then you should be getting a mask oh I see there's more questions here um how will lunch recess especially during inclement weather work PE what about theater art and music science labs spacing in classrooms um what will the maximum student body and square footage be what if a student refuses to wear a mask even with self-certification with HIPPA how will the school know when a student teacher or step Member gets tested a person who shares living quarters with a student teacher or staff member with HIPPA how will a student know when a student teacher or staff tests positive a person who shares a living quarters with that person what happens if it's known that someone in the class test positive will the entire class quarantine how will IEP support be handled Safe Haven rooms support staff Etc next one is from uh David Schmidt does a student lose Sports eligibility if they choose a learning option that includes remote learning at the high school level question at the middle school level question next one is from Sher Sherl Sharon burgerman I was wondering if School sports will be discussed at all during tonight's board meeting I understand some schools have also begun practice for sports under the guidelines set by the ihsa yet our district has not at least not for football and the last one um there's no name to it many districts surrounding are removing enrollment fees for the upcoming school year most recently District 112 is 301 thinking of doing the same the last one is from Renee Landa good afternoon I have a question I know that it has been potentially answered on the FAQ page but I was told when I called the district office if I ask to chose remote learning and say three days after school starts I decide to send my kids can I I'm hearing the only possibilities if you choose four days you can move to two days I was also told that we are locked in with whatever choice we make until January thank you and we'll be working updating our FAQ based on those questions thanks everyone submitting for submitting questions and comments um next we'll move on to action reports we need a sec a motion and second to discuss and approve the consent agenda um revenue and expenditure summary reports are included in your board packet revenues are currently at 98.83% um compared to 95.
