and to the republic for it to stand one nation under god indivisible with liberty and justice for all right can i get a roll call please here it's the bow here here just lost it there's more feet more here we need to have a nomination for an acting president can i get a nomination for acting president i nominate charity second we have a nomination from mr vadalair seconded by mr bone is there any other nominations all in favor for the record mrs morris was unanimously voted in as acting president for this evening at this time i will turn it over to her for president's comments welcome hopefully um you've got a chance to look at our restart program and you can ask questions tonight uh i think we came up with what is best for right now what we can do and uh just to let you know and i asked that on the home page of our school website that the restart plan we put the link right there so you don't have to search for it and also to include our board of ed meetings on the calendar with the links for the board documents and if it's going to be to the website we developed a user-friendly website for all the information for our reopening she asked that it be placed on the main page of the website right now it's currently under the code tab she asked for it to be placed on the main page which will be done tomorrow morning she also asked that our for some reason our board meeting days are not populated to the calendar on the main page of the website she asks that that be taken care of which will be taken care of tomorrow morning i believe that's it that's it okay so for my part of the report mr moore mile is not here he is um unfortunately he is in uh self quarantine himself um so i will be doing his report a few minutes um but i do have a few things to go over this for this evening um right now we are in the process of making 17 parent videos which we'll put up on our youtube channel uh currently we have seven of those videos complete we have ten more to go so once they are done we are going to put those on our youtube channel um we will also have a spanish subtitle underneath each of those videos for our spanish-speaking parents um as i said before we developed a user-friendly website for our reopening which has all of our information that we've been putting out to our parents both in english and spanish um in our last um email that went out last week we started a group for questions and answers and for our restart um currently there were about 30 parents that that have signed up for the group and have answered about four or five questions from that we've created some infographics for both teachers and parents which have gone out we have our informational summaries most of those are out there's a few more going up this week our next week of communication for our re-entry plans are going to be building specific information uh pieces that will be coming out from buildings that are specific to each building that would go into those to those parents for the kids attending each specific building the unknowns that we have left which are some of my biggest concerns really is staffing um you know knowing from our surveys we have um you know some obviously staff that are concerned about coming back to work and you know there we did we did a survey of our staff and obviously with every school district coming up with different plans i think out of um out of the staff that we surveyed i think it was probably somewhere in the vicinity of about 100 people who filled out the survey i believe out of the 100 people who filled out the survey i think there was only four people who had similar or identical schedules everybody else has completely different schedules for their school district so you're talking about 96 different schedules for our teachers for their kids so that's going to be very difficult to manage so obviously staffing for us is going to be a little bit of a concern um so one of the things that we did do we did put out a child care survey to our staff asking if there was some accommodation we could make in-house um to help our staff with concerns about when their kids are at home when they don't have the ability to you know when we need them to be here obviously their kids aren't in school they're gonna be home maybe there was something we can do in district we're currently seeing we can work something out in district to help our staff out with their kids um with some some learning in our district if they can bring them here and we can facilitate something here so we're working on that help our staff out the other unknowns right now is athletics i know that delaware and pennsylvania have moved all fall athletics to the spring i know that there's three districts currently in the state of new jersey that have already canceled all fall athletics so that is still a concern for us that's still on our radar the other concern obviously is our plan is to open um obviously we don't know how long we're going to open or if we're going to open at this moment in time because i know there's a lot of pressure on the governor about that as well so that is my report to you guys um i am going to move on to mr moore miles report which is going to be the report of the student safety data systems this is report two so this is the second half of the year from last year the total number of incidents for the district was a total of 45.

made part of tonight's minutes once approved that being said in moving forward any further comments that miss gentler receives will also become part of the official record next up on the agenda on the old business we have superintendent's recommendation to for return to school i'll turn it over to dr giffords and you're muted dr gifford thank you um once again i'm looking for my powerpoint presentation let me give me one second please i had it up but who knows what happens give me one second there would be something i would do though i think if it's yeah it's time it's coming one minute there you go remote learning reopening it's just okay there we are i have it there now i will try to share my screen oh sorry sorry folks share screen oh where is it sorry honestly i had it it's here share get that out of the way ah [Music] okay are we good can everyone see all right beautiful thank you so thank you mr chair um obviously this is a moment i know that the community has been waiting for um i just want to start by saying once again the amount of work that actually continues to go into planning who are safe and healthy returned to school in whatever um model that looks like we certainly understand families concerns students concerns the community at large and our staff and i just want to thank once again the team that has worked countless hours receiving guidance and trying to put together the best plan of action that we can so i first wanted to do a couple of updates because i know from our last discussion some folks had some questions once again you just mentioned that we do look at the feedback that we get and while we may not respond to all of the emails we want the folks to know that we do read them we take them to our meetings and we consider the various ideas so i know that folks had a um a question on why we looked at the hybrid plan we did which we had a cohort a and a cohort b attending on alternate days while this may not be the most perfect plan it's different than other folks other folks choose what's good for them from our discussions we found that the plan was most pedagogically sound that it we really discussed the idea of like a week on week off where we felt that students would be so disconnected to learning for an entire week it was almost like they would go on vacation every other week um we felt that that plan maintained better connections to learning more consistently and of course we would be grouping our intent would be to group siblings together in cohorts to make we would hope that easier as well as the transportation easier to coordinate people asked about the deep cleaning that folks were speaking about in various districts and in our minds and you know we spent a lot of time on this that we felt that i mean we certainly could look at hiring additional help for the weekends because if you cleaned on a wednesday you still had that second cohort coming in and in theory the cleaning would then begin on monday again in theory certainly any um other plans could be made so we our intention was to hire or add staffing for additional cleaning throughout every single day so in our minds that would be more frequent cleaning consistently continuing to make rounds throughout the schools into the evening hours with our custodial staff and we felt that that was a better plan once again no plan is perfect but we felt we made the best decision we could at the time i also wanted to update folks on something i reported on last week and it was the idea that we were waiting for dessie to provide us information on what they call the learning management system this system was presented to us a number of superintendents um also agreed that we heard it the way we heard it that it was presented to us as something we could um put students on that chose remote learning that they would be with a teacher on the other end of the remote learning platform and that we would not have to engage our teachers i think i reported on that last week in that system that knowing that in our plan every one of our teachers is assigned if we were to choose the hybrid plan to their class so they would be teaching full-time in their classroom so to not have to then worry about students that chose remote learning but that we would maintain connections with them through a stipended position perhaps we've spoken about this someone that maintains supervision and ensuring that our students at least stayed up to date and in contact so what we found out last week after we reported on the school committee was it really wasn't the case in a sense as i look here we have um desi basically presented two options they call them option four and five and i can certainly provide the details of this um but it's not something to go into tonight but basically it was as you can see it was two commonwealth schools that we would put students in and they would obviously remain in our district that's another thing i just want to make folks aware the distinctness the difference between home schooling if parents choose to say they want to home school the students are not counted in our district that the parents are completely responsible for that education where this kind of virtual school they remain with us as i said and we would continue to supervise etc you notice it does say a math certified teacher is provided and there's various modes of instruction but we also must assign our own educators to continue to monitor those students the second option they gave was something we've already used actually we've already been involved in the use of edgenuity for example in various cases such as the high school for credit recovery etc that model would require us to appoint our own teachers to teach support and coach so what would happen was if we needed physics teachers etc we have to have someone that's content specific it's not just a supervision or monitoring progress what i will say that when we saw this that with the minimum student required number of student requirements and the cost it was pretty much becoming not cost effective and really i have to say a number of superintendents the moment we heard the deci meeting kind of said you just blew up my remote plans so it wasn't what we expected um so this will be something that we were going to have to continue to work on to come up with something that students that choose remote will be able to engage in and receive their education so i just wanted to kind of give an update on that and clarify the hybrid plan so as we looked at our plans and again this has been weeks and weeks and weeks with many many stakeholders we kind of came up with a as people know the full in person is off the table there is just no way with the feasibility study that we did with our buildings our transportation our health guidance that we would be able to implement a full return to school so we're down to the hybrid and remote models as you can see we have a number of cons and pros pros and cons for each model i i i guess i don't really want to read them all but actually i think it's kind of important um to go over some of them so with the hybrid model as we know students would be in and out of school cohorts of students small numbers they would attend in person we feel obviously we want kids in school that's our goal that's all of our goal we know how vitally important it is some of the things we talk about is um that we in most cases i will say in most cases throughout our building we would be able to meet the six foot spacing and mass requirements mask protocols requirements um those and and most most again of the safety requirements that have been given to us in the guidance obviously students would intend in person we could meet the transportation guidance as of now and we know that relationship building is very very important obviously there are many cons or challenges uh child care we know all of this poses child care issues for parents the chance that we lose some students even in the spring we we worked very hard on some of those kids that disengaged um potential staffing and substitute implications if we tell go to the hybrid and we have staff with medical issues and they cannot attend because of medical documentation that's a problem we would love to be able to offer some kind of extracurricular no matter what happens with our sports etcetera continue with clubs etc in some way but once again scheduling for parents if we have cohorts of how did they get kids there we understand that that's an issue um i just talked about the lms system it's not optimal at this time and our ventilation and mask wearing and windows and heating is definitely an issue in our buildings they're old buildings and i think all of you that did the building tours the other day experienced that in some of our schools the building capacity is not optimal we have looked at rooms about nine ten twelve students um in a room and we're clearing rooms out as i said it's not a hundred percent optimal my district team has worked very hard on trying to make it optimal knowing that this is a certainly an option for us and we want students back in school as far as the remote plan goes i guess we can say that it's the safest model of education right now relative to the covid virus and the trends and the upticks we're seeing we felt parents even though it's very difficult in our remote plan obviously they would know what's happening and they could plan for that for daycare we do we can accommodate all of the technology we right now are increasing our bandwidth in the case that we have to be prepared for this and we felt one of the important things is that we have been doing a lot of work focusing on the logistics and the safety and the protocols and the what-ifs in our buildings management if you will and again my staff has worked very hard the remote plan would allow a more robust focus on the teaching and learning piece which of course our plan would be much different than it was in the spring and we felt that a phased-in approach if we chose remote would support the staff's preparedness to provide optimum learning experiences as i mentioned a minute ago we would try to continue extracurricular kind of sports music clubs and small cohorts which we are doing right now with our music group and we would have some time to monitor these trends especially looking at other districts that are choosing hybrid if we were to choose this or anywhere in the state and of course there are cons with this the potential as we know for decreased student engagement the difficulty that parents might have to be able to engage their student uh they might have their child in daycare who's watching the learning we understand that and of course relationship building maintaining those uh strong relationships so i wanted to go over some of the decision-making considerations i think you just heard a whole lot of them we we have been looking at all of this but you know we've been meeting with the local um union of course the dea and they raise a lot of questions and one of them is the safety guarantee can we guarantee as many protocols as we have in place as much as we do for cleaning and and all of that can we guarantee that anyone will be safe reality versus theory um we talk a lot about the mask wearing um i and then we visit the buildings we do have the heat of the early months um distancing can we maintain that social distance and mass with little our little learners especially and to continue to maintain the most effective cleaning processes that we can we talked a lot about teaching and learning and i i reached out to all of my leadership team and asked for their honest opinions as we ended started to end this conversation and really got close to making decisions or recommending this a decision for the committee committee to vote on and they were worried about how much time they've been spending with the logistics in each building as opposed to strengthening those educational experiences that they could offer the students ventilation air quality or just air movement in the schools is obviously a concern for all of us um our staffing that have perhaps significant health issues and what happens when a staff member might catch something etc etc how do we maintain student coverage substitute coverage excuse me which obviously we have good ideas for but i'm just listing things we continue to consider as we come to our recommendation many of you took the building tours with us last week and i think and i'm sure you'll speak about that but we do have some building capacity issues to think about and the conditions as i talked about with air quality um ventilation the window situation in all of the rooms we've had lots of meetings i just had one last week with our nurses again and as much as we have worked very hard to try to find spaces to align with the guidance that includes they have to have an isolation station or area for students that might have symptoms a separate bathroom but also they're still they're still engaging in the daily routines in their offices they're giving out medication they're they're they're fixing the scratches that happen on the playground how are we continuing to clean their spaces especially if we have students that do have exhibit symptoms which as any of you that have read there are many um and of course the ppe which again we've bought much a lot of the equipment that they'll be wearing the full the full um outfits if you will and how do we continue to change those as nurses deal with the students coming in and out of the office i already talked about the learning management system uncertainty which i'm sure we would have a good solution for but it's another consideration and then the what happens what happens when scenarios people come down with symptoms people come down with a positive covert diagnosis what happens if a school or a classroom or whatever it might be has to be quarantined those distractions that might occur if students are in and out of school if a staff member becomes ill do we have to close a building we met again mr kylie and miss jodwin and i today again with the health agent chris mishu to talk about some of these things and we will remain in constant contact as we proceed and open schools to try to make sure that we keep folks safe and of course we looked at the staff has been sending us we did take that initial survey i want to make sure that the community understands that that was a quick temperature check of the community we did not expect folks to be able to to then live by the answers they gave that was a quick initial check but we looked at that survey we looked at our staff survey we've listened to our administrative team who was in the building working on making their buildings safe and of course the community feedback which i said in the beginning i do not answer all those i'm sure the committee does not also but we do read them and we consider all of their feedback and of course you may have seen last week the latest information from the governor so with that said um i i want to repeat again our intent is to get kids back to school but at this point in time i believe and my team believes and everything that we have that we should adopt a remote to hybrid to full return approach and this is kind of it laid out that phase one would begin on august 31 which is the date that the teachers are scheduled to come back as right now i'll be talking about the 10 days that the commissioner has granted in a moment i am recommending with a verbal agreement um from the union right now that that would go those 10 days through september 14th during that time our staff will participate in all kinds of professional development we want to talk about the trauma that students have experienced throughout this episode this whole event we want to talk about how to continue to build and strengthen relationships during a remote learning plan we want to talk about more technology capabilities and how do our teachers engage students in various platforms that keep them excited and inspired to learn we also will be talking with the union about during this 10 days role specific assignments we want folks to have time to do their special education evaluations we'd like to do our kindergarten and else screening we'd like our special ed department and related services to have time to develop their learning plans and figure out how they're going to meet the needs of all of our students and as i already talked about the relationship building what we'd like to propose to the union is that students and teachers are able to gather in small cohorts such as four or five students let's say a grade three class has 20 students to make appointments with four or five students at a time socially distanced with mass just like an open house to explain to those kids here i am i'm your teacher this is what's going to happen these are the platforms we're using to provide students with the connections and the information to get started and at that time we would look to be disseminating the technology devices which we will have enough for everyone that needs them um during that time we're also and again i'll talk a little bit i think i talk later i'm not sure right now but one of the other things during this time we are creating right now um kits for students whether we're in hybrid or we're in remote for manipulatives materials and things that they would need at home um to be able to uh learn and also we've recommended which i was going to put in my superintendent's update to parents items that they should look to purchase now to have at home for their little classroom no matter what uh plan we choose what we'll be recommending is then that students start date would be september 15th which i'll be asking the committee for a vote on tonight it would be remote learning for all for the exception we are going to make every effort with the special education department and we will have conversations with our teachers but the the guidance is pushing and and i know our core belief is that students with our high needs population and our programs and our pre-k our special education pre-k students receive as much in-person education as possible we've been talking a lot about what that might look like and again we will continue that conversation what i want folks to know is that if we choose remote well whichever model because we will continue to teachers will have their regular daily schedule for students and teachers we will have grading and we will have attendance it will not be like the spring when we got thrust into a remote learning situation that a lot of folks were not prepared for um and our intent is that teachers will report to their buildings to conduct their lessons use their materials they would be their only ones in their classrooms etc then in phase three watching the covid virus trends um monitoring the situation constantly we would hope and our intent would be to then move back into our hybrid model we've been thinking that perhaps we do a small cohort let's just say grade one for an example just an example that we split it and continue to see how that goes with students reporting back to the classroom this would also give us time although we're as i said working very hard on the logistics and protocols and cleaning processes etc this would continue to give us more time to make sure that's even strengthened strengthened even more we are currently splitting we're having the schools work on splitting students into two cohorts that would give us more time for that and that we would ensure that no matter what it is that that remote learning plan in place for students who choose remote if we were to get back to hybrid which is our goal would have access to uh quality education remotely and of course the ultimate goal for all of us is full in-person return so with that said our next steps will be for um and i just want to say obviously this is a very hard decision this does not come lightly by any means but once again as a team we feel this is the best recommendation we can make so what we would ask for tonight is a vote from the school committee that students no matter what model you choose students will start on september 15th giving the teachers the 10 days preparation um getting ready to go for whatever model we have in place um the school committee obviously tonight will discuss and vote whether they want to choose a remote plan a hybrid plan i say full return but i don't think i say that with tongue-in-cheek right now um we will then continue whichever plan is chosen to negotiate those details with our dea and i also want to mention to parents that we will be sending a second survey a more specific survey about the hybrid model we understand that folks had questions about that initial survey and as i said we were just measuring taking the temperature a quick temp it was not um holding people to to anything but it just gave us a sense of what people were thinking we understand that as more details come out and folks hear more about the hybrid model and maybe we adjust that now that it excuse me as we go along we always have time to tweak that model but we want to send out specific get specific information we've already prepared the survey people will give us their names their students who's what school they're in and and answer specific questions about whether they would be sending their child back to school should we be in a hybrid or and or use the transportation those numbers will help us determine such things as some of the classroom numbers at the high school which right now even split into cohorts we're having a hard time because of the large numbers in some of our classes splitting them into those two cohorts and fitting in the classroom aligned with the specific six foot guidance uh we will continue no matter what uh model is chosen to monitor as we call them the metrics the covent metrics deci will continue to put out guidance and of course we're always looking at what the governor is saying relative to slow downs and opening things etc and if we were to choose a remote plan we would continue to monitor school districts implementing hybrid model to see what is happening around the community and in the meantime no matter what once again we would continue to strengthen we're always working on those schedules we're tweaking them the procedures the equipment the capacity whatever it might be to get ready to return to our buildings and i think one of the more important ones as well is to ensure that those nursing stations the proper ppe and all protocols are in place our nurses have lots of questions and concerns and we certainly understand that so with that said i do want to read this by henry ford because we have felt this all along that we all came together so coming together is a beginning staying together is progress and working together as success we understand this is difficult for everyone but as i said before i thank the team for their hard work and also believe that we've made the best recommendation that we can so with that i'll stop sharing my screen and turn it over to the committee thank you dr gifford for that very thoughtful well thought out presentation um at this time i'm going to open it up for comments and deliberation amongst my committee members so i'm not sure if anyone would like to go first or mr nunes went over to you thank you thank you mr chairman uh dr gifford to you and your staff and everyone that's been involved my heartfelt thanks uh it's a heck of a job and uh you know there's there's no right or wrong answer at this point in time mr chairman i think i can do the easy one first and if you'd like i can make a motion that we start school september 15th 2020 and we have 170 days of school this year that's the second thought that's the easy one to do thank you so i have a motion on the explore from mr nunes a second from mrs amaral to uh the start date studying the start date of school on the motion any further discussion roll call roll call please miss gemther miss oliver yeah shannon jenkins yes kathleen amaral yeah mary waite yes john nunes yes thank you miss guenther would you like to continue mr nunes or i can i can take it here as well i don't have a problem starting off yeah that's i'm whatever's whatever you wish to do mr chairman is good with me oh yeah the floor is yours mr nunes okay thank you thank you uh i for one and i and again like everyone else i've seen all the emails you know read them all and uh was able to figure out how to put them in a folder so you know look at my open email so you know i am improving uh but seriously i have seen them and such i have been and still am leaning towards having a hybrid uh opening that being students in in school um it's been you know it was three and a half months that these students uh didn't get to see their teachers and the the teachers didn't get to see their students i believe you know both need to happen teachers need to see the students and students need to see the teachers they learn better you know face to face uh that's just my my thought uh i did i took care of touring uh demelo and cushman uh last thursday along with the rest of us you know popping into the middle school in high school uh with regards to the melo and uh cushman i mean yeah they can they have you know they've made the necessary changes uh to the classrooms they can put you know the 10 or 12 in a class depending you know how many students and you know everything's been clean they have the ppe they have uh the uh you know they put the containers for the you know hand sanitizers in the classroom and i again appreciate everything that you know custodians and maintenance workers have done to get these schools going i mean there's still a lot of work to do uh the one thing that does concern me and i will be honest is the uh you know a little bit of the heat in the classrooms and such i know mr kylie's talked about you know the hvacs and you know running those and keeping the windows open so i uh i understand and i hear everybody uh i know this time of the year and even you know right now but when you get into you know the middle of september through you know probably the middle of october with indian summer it can be warm in those buildings i know that so uh i i hear you but if i had to vote right now to be perfectly honest with you i'm voting for a hybrid so that's where i'm leaning at this point in time thank you mr chair thank you mr nunes dr jenkins so i'll say that i'm normally kind of a speak from the heart fly by the seat of my pants but i think this is probably oh god i do not want to see myself really big sorry i'm well i'm talking um this is the biggest decision i've probably made in my whole life so i have written down a lot of thoughts here um i do want to before i talk about where i'm coming from address a couple concerns that i've seen in those emails like mr nunes and everyone else i've read all of them um some people have advocated for a full in-person return we cannot do that the state has given us safety guidelines we cannot meet those metrics right now so it's it's not on the table that's not that's why we're not discussing it um two i've seen a lot of people question why we're meeting remotely and i want to be clear about this right the schools are the most important thing so everything else we are doing all of us it's on us to get our kids back in school we need to be minimizing our contact with other people as much as we can so we can safely get kids back in school so i will continue to advocate for remote meetings because working remotely staying away from bars and whatever right it helps stop the spread that's why we're doing it um three i've seen some people on social media asking well why didn't this happen sooner or this is you know why didn't you visit the school sooner i said last time this is like landing a fire fight a fighter jet on an aircraft carrier and a hurricane right we i want to reiterate the timeline that dr gifford shared with us we got the initial guidance from deci the rules about how to do this at the end of june we didn't get transportation guidance until mid-july we got information from jesse on remote learning on wednesday right so why are we talking about this now because we have not been able to get information from the state i'll be blunt in a timely manner to tell us what we need to do in order to reopen so i just want to say to reiterate with mr what mr noon says everyone in this administration and the staff in these schools have been working their butts off i know they've been up late at night worrying about this we visited the schools last week and i can't even tell you how impressed i was with a thought and the consideration that everyone had put into these reopening plans right so i want to thank you for all that work there's been a lot of work here for all of us i think this is a really tough decision we've been talking and listening to a lot of people and a lot of people are really sure about this right there's teachers who are concerned about their health and their students there's administrators who have to implement these plans there's parents i understand who are desperate about how they're going to make this work with their own work we've heard from parents of kids with ieps we've talked to nurses and doctors a lot of people have recommended we talked to my colleague aaron bromash who does consulting on this we are working with him i've made it a point in all of my conversations to ask people frankly how would you vote if you're in my seat because i like even this morning i didn't know what i was going to do and people are nearly split down the middle the answers are about 50 50 between remote and hybrid which i think it tells us that there's no easy decisions here and there are no there's there's just bad choices on every side we're being asked to pick between a choice that has short and long-term health and safety consequences for our students and staff and another choice that has short and long-term health and safety consequences for our students and our staff right this is hard so where did i come down on this well in my heart i want to pick hybrid learning right our numbers are really low right now right the new york times published some data that recommended recommended levels that the state of new york is using um for hybrid learning right and they want your test rates to be less than 75 per hundred thousand and your test positivity rate to be under five percent here in dartmouth we have 35 000 people we have about six cases per week over the last six weeks that puts us at about 35 to 36 cases for every two weeks per hundred thousand we're well under that mark our test positivity rate is under 2 in bristol county we're about 60 per 100 000 and our test positivity rate in the state is under 3 if it's not safe now when will it be safe right our numbers are just about as low as they are going to get some people say well we'll have a vaccine right i have about zero percent confidence that we're going to have a vaccine in january even april i think is is overly optimistic and even with the vaccine there will be risk this is not like a polio vaccine that eradicates your exposure to a disease it's like a flu vaccine maybe 50 60 effective some people won't get the vaccine we're going to be living with covid for a long time so for me and the argument and support of the hybrid plan is if not now when when will we be able to do it i can't wrap our brain my brain around our kids not being in school all year i don't think it's going to get safer than it is now i have a senior right i'm like it crushes me as a parent that his senior year may be set and higher entirely remote right so that's where my heart is but where my head is is that i think there's two still too many obstacles to pull off hybrid learning right the dusty op the options that they have given us for remote learning put a considerable burden in our way and they're hurdles that are really high right we know some kids need to be at home i'm not going to tell a kid with serious illness that they have to come to school all right our synchronous learning is expensive dr gifford did not put the cost in there but to pay for a licensed teacher it's about ballpark maybe three thousand dollars per kid per semester that's a lot of money some districts are saying oh well we'll just have the teacher of record you know supervise these remote kids as part of their work as a teacher that's not possible it is not possible to educate kids in class and kids online asynchronous i had experience with that it's not good right it is not good for kids so we got this information on wednesday i don't think we can map and figure out what we're going to need to do with the kids who need to stay home the second thing is that i don't know if we can staff our classes this isn't about collective bargaining even though i know we have to bargain things but we can't force someone to come to work right people with legitimate health concerns may retire they may resign they may take fmla right how are we going to staff classes if people aren't able to come to work we're competing with every district in the state for replacements so i understand that people are concerned about remote learning and i would 100 agree with the comments that say remote learning cannot be like what it was in the spring didn't work for my family it didn't work for a lot of families and i will also say that we have to work to bring kids back to school as soon as possible right if it's clear that our case rates are not going to go up we need to move to hybrid sooner than later and we i don't think we can rate for a vaccine that may not come to save us um with that having been said right i think i'm going to have to vote for a remote plan it breaks my heart to do so um and i hope that we can make a commitment to come back at every single meeting and re-evaluate where we are so we can get our kids back in school as soon as possible thank you very much dr jenkins all right i guess i'll i guess i'll go next if no one else is uh chomping at the bit here um let me just pull up my notepad so yeah just just like mike just like uh dr jenkins um this is by far at least for my school committee tenure the single most important that i think i'll make and one of the most decisions i'll make in my lifetime this is a decision that i'm constantly looking over the data constantly talking to colleagues dr gifford principals other administrators teachers and all the work and i it should go without saying thank you dr gifford and your team right down to the teachers that have volunteered for all these meetings over the summer to the parents that have been involved to the community members this has been a collective team effort to come to the point that we're at right now um i have a i have a daughter that's going into her freshman year at dartmouth high school she's been begging me i don't i want to go into school i don't don't do a complete remote plan or she wants just like a lot of other students they want to go full time and i don't blame them that being said um you know right off the bat we know that a full return 100 it's not possible not transportation wise or logistical a hybrid plan versus a remote plan doing the walkthroughs for me last week and i'm so happy that we had the opportunity to do that it was very eye-opening for me a couple of things about them ultimately my ultimate goal is i want to see i want to see people i want to see students in the classrooms this year that that is the number one goal uh for for me and i hope for for this committee and for um the dotnet public school staff is that we want to see students back in the buildings but seeing what the classrooms look like the social distancing that's in place in six feet six feet between desks the a lot of materials a lot of furniture removed from the rooms having students wear masks in september heat to me i don't think that an in-person or a hybrid model right now would make a lick of difference between a remote model because there these students are going to have a hard time learning this is just my opinion they're going to have a hard time learning in that environment and teachers are going to have a hard time teaching in that environment that being said there's also a fact that you know i personally believe that a lot of the data that amongst students and children have been skewed it's been skewed because students have been quarantined across the country since march and i honestly believe that as soon as schools open and it's already happening it's already happening in some parts of the country that students schools have been open for a day for a week and students have already tested positive 250 students have been quarantined in one georgia school i know massachusetts is not georgia but until we have a better understanding as to how and we know this virus definitely spreads easier than we did amongst children and it affects them in ways that we didn't realize at first until i can see that see what that looks like in school districts that have opened and like dr jenkins said we need some more time i think the administration and i think the staff need some more time because there's so many what-if scenarios i can't even begin to tell you the as you as you start to think about this and put this into perspective a hybrid and having students return to the buildings that there's so many what-if scenarios that we've gotta we've got to do better with with trying to come up with answers for these parents like i said earlier the comments and concerns and questions that parents have had about what if this happens what if that happens what are you disinfecting with you know it goes it runs the gamut on parent concerns trust me when i say i want to see students back in school in person as much as every other parent because i'm a parent myself however i cannot in good conscience s support a hybrid plan at this time i want to be clear that i fully expect dr gifford in her team to make sure provide the professional development needed so we're not keeping the learning alive like we did in the uh between march and um in june what the commissioner was saying i expect as the as the chair of the committee and as a parent of a freshman in high school going into dartmouth high school i expect a full robust remote learning plan in place for the dartmouth public schools i will not accept anything less however that being said the goal the end goal here the end game is to get students slowly back into the buildings that needs to happen i agree i'm not optimistic that we'll have a vaccine this year that's where i'm coming from thank everyone uh mrs amaral can you hear me now i can't hear you we can hear you okay good i don't know what just happened there um i i don't really have prepared remarks as eloquent as um chris and dr jenkins however um you know i have been quite emotional so i'm going to keep it brief i think um this is tough um sorry um you know as a parent i have a fifth grader um incoming fifth grader who whenever i you know talk about school she you know same with she she really wants to go back um i work full-time i want to sorry oh my goodness want to come back to you want to come back to you please sure take a take a minute mary mrs wait yeah this is just a terrible decision you know i i don't know what else to say like i've been going back and forth same thing you know and i also have you know my incoming seventh grader was really depressed you know in the spring like i'm not gonna lie you know i have a sophomore who's you know well junior now who's so excited to come in she's like i feel so much more confident i really hope we can start the school year and you know incoming freshmen so excited to explore the clubs and everything else and you know and i'm hearing them talk and like plan their schedules and i'm like i just i i can't like i just i look at the hybrid and again like everyone else you know i want to say first you know mr kylie dr gifford your entire team i mean i went to the buildings you know the work in there has been extraordinary the work on the plans has been extraordinary i mean it's just you know every contingency that you can think of that's in front of you you thought of but yet there's things that we cannot prepare for so as i'm walking through you know i'm walking through the high school and i'm thinking how do we deal with cohorts in the high school we have so many different students and so many different schedules like i can't answer that question it's a calculator so we're going to have a cohort that's essentially half of those students on that day then you know what if a student shows signs you know at all these constituencies we're not nurses our teachers aren't nurses like it worries me like what if we have a student who comes in who shows signs which could be a whole number of things they're sent home do we force those parents to take you know take their child to get tested what is the what's happening at home during that time and more students are coming in i just i know our infection rates are low right now but you know we're not in a bubble massachusetts is in a bubble our community is not in bubble we know that there are people going on vacation you know right now who are going out of state you know their college students are moving around right now what is it going to look like in a month it's hard for us to know and i'd hate to think too you know i i really believe that you know having been you know i was a teacher is you know some of the community may know what some don't but you know i believe that again this spring was a different animal and that our teachers have had that time to you know really think about you know because they want to do what's best for their kids and they want to be in the classroom i heard that over and over and over from teachers that if i could i want to be in that classroom and they've thought of really exciting things to do with their students and again to chris to your point like i believe that they'll take those 10 days and they you know again they'll have more you know professional development time i'd like to give them the honor of that time instead of you know if we my concern i should say again is also staffing if we vote right now for hybrid then we're taking away that time that they could plan potentially because it looks to me i mean again i know this collective bargaining i don't want to go there but you know it looks like we may have an issue with even people who just have genuine health issues who are not able to come back into our schools and then we're also missing our you know part of our students who have health issues and i we're not abandoning them but they're not part of our community in the same way so i don't know i just my student my own children want to be back in the class and if i was if i could and i could send them back and they could have in the junior year that i'm you know and i want to get them back and i want to say you know sophie doesn't look like you'll get back but i just don't think i think we need to give the teachers time and i think we need to proceed slowly i think we need to you know say you'll come in and those small groups i liked what dr gifford was saying in the beginning you know we'll proceed slowly give them their technology they do meet their teachers and then we just keep revisiting and and again to dr jenkins point we'll you know we end to you know everyone's point like i want to get those kids back in the school but i just um we've got to prioritize there's i i know it's child care for many we got to prioritize their health their safety and really their education which i think is better served in the remote right now so thank you thank you mrs white listen i'm ready if i may mr nunes do i win the award over the years the crying award uh i didn't expect to cry but i am very emotional with this um i think uh you've all made go ahead oh um you know you've all made such great points um every you know we all want to see the kids back in school we all wish we weren't where we are and having to pick um as dr jenkins said and and others you know the in person full in person is just not feasible it's off the table um you know and i live it we all we all live it we all know in planning or in caring for our families um juggling um you know between my husband and i and and you know the arguments are around whose work gets prioritized when you have a fifth grader thank god we have an 18 year old who has been extremely helpful but also a 16 year old who requires um one to one 24 7 care um so this has been difficult so the weight of this and hearing from families who who want to see their kids go back um and thinking about those kids with high needs again i said last meeting i think of all of our kids as having um you know higher needs than than pre-covered um and i'm i'm completely aware of of of the the the weight of all that however um you know it's important for those families like mine who you know worrying about the special education did mention that you know students who have ieps they that are documented in their iep at all of those services they must receive a free and appropriate public education so every effort has to be put forth to make sure that those students with disabilities are prioritized and then the the guidance goes on to sort of explain who those kiddos are those kids with complex needs and i what i would like to see and i've heard um watching some of the recordings from desi is knowing that those students and like my son who i don't i'm not planning to send him back um anytime soon either but those families that that feel confident or that really you know they they like us need something more robust need in person their their children are struggling um jesse has mentioned that not to let this guidance preclude you from doing better and i wonder i would like to see some way you know our teachers know their children families know the struggle that they've gone through with their children with remote learning and while we want this to be extremely robust and just different and out of the park from where it was in the spring um i would like to see us be able to expand upon this high need guidance and thinking about those kiddos who who are really struggling who may not be on an iep um but are just not relating and our teachers know who those kids are we know who those families are and perhaps expanding upon our own listing of high needs students i'm sure that there are many families like mine who children are struggling and regressing and all of that but are worried about their health and safety and won't send their kids back so i don't know what that number will be district-wide of families willing to send their children back right now despite the the district as a whole going remote if we if we vote on that for that but i would like to see us enhance our listing of students that we're prioritizing like in the high school we have the flip program for students and we saw a different way about supporting them pre-covet obviously but perhaps we could add sort of a level for social emotional meaning some really uh meeting some some of those students who we've just dropped off because of of the disconnect if possible if we could look into creating our own enhanced version of a list with that said uh as much of a struggle as it is i've heard as all of you we've heard from both sides 50 either way i i just can't i i wasn't sure this morning how i would vote um although i i kept saying you know it to myself in my head and i'm sure it came out more eloquent in my head than it is right now um but i am uh i would i'm but i can only right now vote for remote but again visiting each time we meet and talking about how we can move to that next phase with that goal of hybrid to fold in person so that's all sorry i tripped over my words and i'm a little bit of an emotional mess you did find mrs amaral and i think to your point uh mrs amro i think it would benefit the district and i think that i have heard dr gifford and her team discussing this in the past or it's just so many so many things that are coming at us right now but i i think that it's really important that the district does consider doing a lot of outreach and i know we have the counselors and we have the support in the district to conduct the outreach for those families that may need additional support and services um during this time like you said maybe not a documented a disability iep and maybe not a 504 uh documented definitely those students that are that are having a difficult time with this and our counselors our staff are our people our faculty know who those students are and i think it's really important that we we do what we can as a district to support all families and really try to do that outreach um so i want to thank everyone i want to thank all my colleagues for their for their responses for taking the time to listen to whether to listen to uh dr gifford to conduct the walkthroughs of the schools um i think it was very beneficial and just just just listen to all stakeholders because this was really this is really about listening to all our all our stakeholders our community members our faculty staff parents um students um like some of you said you know if if it was up to my heart i would be sending i would be opening one voting to open school and sending my daughter and who so desperately wants to start high school in person however that's not the case so at this time does anyone have a motion chair i'd like to i'd like to make a motion that um the dartmouth school committee recommend that uh start off this year with a remote learning plan so just to confirm because you were cut off a little bit there you're making a motion to death to adopt a remote plan to a doctor remote plan do i have a second okay second i second by mrs waite so on the motion i have a motion by dr jenkins a second by mrs way on the motion any further discussion she hearing none oh yes mister yeah can we i've got a couple of here we got i know where this is headed can we have a discussion once this vote is done i've got a few questions on some general odds and ends can we have that discussion after you want to have it now we can have it after as long as you're okay with that it's fine with that i'm good with that okay thank you um chair uh all in favor we're gonna do a roll call please miss gentler mrs oliver yes shannon jenkins yes kathleen ameral yeah mary waite yes john nunes oh motion passes four to one for a remote plan thank you everyone mr nunes i'll turn over to you briefly uh for any comments or questions you have just a couple of quick things all right now that we're going to be remote dr given mr kyle and ms roy uh what does this do to our co-curricular and clubs type of deal i'm going to um we've already been discussing that but i think we're going to look at it as an on an individual basis like we talked uh a bit ago for example i'll just give an example as you know we've had the strength and conditioning um cohorts meeting in the morning we i was in touch with the aed this morning evidently we had a few little issues with that but as a reminder to kids to follow the rules we will do the same with the uh other programs that we have the music program is still running once again the social distancing they're they are abiding by all of the rules clubs same kind of thing we want to obviously give our kids as many experiences as we can um whether it's a virtual i just use debate club because in my mind i think debate can be anyway right or um small tiny little groups of kids come in for whatever club that is so we will be discussing with the principals of course how to get those up and running okay probably this one may be better for mr kylie but uh what are we going to do about school lunches for the students that qualify for free and reduced lunch are we going back to what we did earlier in the year or is that a work process also you know what mr nunes if if i just may uh i'm just thinking i'm just kind of thinking out loud here would it make more sense now that we now that we voted on this if maybe we set up another meeting next week where some of these i think at this point i i'd like to see at least a few more meetings in august briefing the committee on what the status is of a remote plan and some of these other questions um because i know like right off the top i i already have questions uh mr kylie if you want i don't know if you have an answer for mr nunes or and i'm good chris i'm good with that and if you want to just sit by till next week i'm good with that too seriously but i have i'd have more specific information that i could share next week obviously you know your vote tonight informs a lot of what we have to do in the near term we will you know we've been preparing for all eventualities as you know by touring the facilities and seeing what we've been doing so um we'll continue to to do that and make decisions for things like food service moving forward and we'd certainly hope to get approval from the usda to provide some food service uh moving forward chris i'm good we i can wait the rest of mine can wait no biggie okay yeah let's we'll discuss in a few minutes under uh reported the chair um some other things dr jenkins yeah i like mr means i have a number of questions and i'm thinking that maybe it might make sense for all of us to send those questions on to the administration beforehand but rather than it being sort of like we asked then and then it takes another week like they can be prepared for them for the sort of questions that we have because i think we probably all have a lot of questions um and i'm sure parents do as well so i think another meeting next week or as soon as we can um would be good and we can sort of prepare the administration for the sorts of things we'd like for them to talk about i love the idea we'll circle back to that under business once again thank you everyone under new business i'll turn it over to dr gifford title one ed flex waiver request thank you mr chair so we just wanted to give you a quick update as you know some of the funding shifts and changes over time so i've asked mrs oliveira who runs the title one program to just pop in and give us a quick update on what's been going on with our title one monies and how that has shifted tracy are you muted i can't see her so yes she is muted okay let me text [Music] there she goes got it can you hear us all right sorry about that yes i guess i was muted and trying to share my screen at the same time so thank you very much uh we're ready to go now i kind of have to joke a little bit i usually follow jonathan galisha when we do district events and i always say i get the short end of the stick because we all know jonathan can work a crowd and then i have to come up with my material and i think that now i'm following a very emotional and uh time-consuming conversation but i'm going to go through with that title 1 overview the reason it's just funny that we have along with getting kids back to school safely and not back to school safely and figuring out remote learning we also need to do all the other things to start school in september summertime is usually a busy time with curriculum teaching and learning and um we need to get all that done so we have a non-covered topic right now of the title one overview so as dr gifford said this went on the agenda has a we needed a uh waiver um i applied for the waiver and then actually jesse came back and said we don't really need it but we didn't want to take this off the agenda so we're going to go through with an overview of title 1 and what does it look like at dartmouth public schools the title 1 is the oldest and largest federal program uh in the country and about 93 percent of districts in massachusetts receive title 1 services along with the rest of the country the funds come from districts based on the number of low-income families that are served however once the school qualifies for those toyota wine funds its academic need not an economic standard that determines which students receive the services so it's something that always gets a little bit confused with title one we have low income families why we qualify for the money and how much we get but students that receive the services it's based on academic need so just because you're a title one student does not mean that you are of a low income family it's all based on academic need and the title one funds that the district gets are really meant to supplement and add to not to replace what the state funding gets so when we have title 1 schools everything that title 1 money gives should be on top of an extra and that schools that do not have title 1 should not be receiving those services so what are the priorities of title one it really is three main priorities and it's about strengthening our core program so our low-achieving students can access and achieve state standards title 1 thinks this should be done through professional development of teachers strengthening tier 1 our classroom instruction and they also look to involve parents and guardians so they want parents to be part of the program they feel parents are a strong point and there should be a very tight homeschool connection those were the priorities of title 1 set forth by the federal government here in dartmouth our low income percentages uh somewhat low but in the last few years as you can see here they've had an uptick now there was a big change as you can see in 2018 and the funding um equation of how we came with how money was passed out was changed that's where you saw that's why we have that change but as you can still see the percentages go up so district-wide low-income percentages really come from census data free and reduced lunch prices um data i mean and economically disadvantaged numbers so students who receive medicaid medicare um services that's all how it comes into a formula where they come up with our numbers one thing to keep in mind with these numbers is even though it's still one piece of pie or one pot of money from the federal government so even though the numbers go up it doesn't really mean our funding go up i think it's a great example of how we have to do more with less so even though more and more of our students might qualify for low income the pot of money is the same and so our piece of the pie doesn't get bigger as our numbers get bigger i've had to wrap my head around that personally as i've dealt with desi and we get the funding for our title one and they kind of explain it to me even though you're you're kind of getting poorer in a way people are getting poorer faster in other parts of the state so it was just interesting to help me wrap my my mind around the fact that the percentages and our funding don't always go up in a linear fashion so what does title 1 look like in dartmouth public schools so we at our title 1 schools here in dartmouth are part of school and quinn school they've been that way for some time so that means those are the schools that have the highest percentage of students who qualify for that low income percentage um a few years past dartmouth middle school was was somewhat high but the numbers and the schools keep changing uh back and forth so for the last few years it's been those schools but the mellow school in elementary school has crept up in free and in the low income prices i'm sorry in low income numbers so that's why this year new for 2000 new for this year we are qualifying the mellow school has a title 1 school so all of our elementary schools will qualify for title 1 services now once again circling back our pot of money doesn't get bigger just because our numbers getting bigger so we need to just kind of disseminate that money across the schools so to start out with for demelo school we're going to be giving them some supplies professional development and family math night as you can see the other schools we have uh personnel full-time employees working there servicing students and we're not that's not going to happen right now at demelo but in the past when we've done things like we've bought really cool supplies or really cool math um manipulatives we haven't been able to purchase them for the mellow because remember this is something above and beyond what the town does for the students so i just felt as the numbers crept up that it we had to do our due diligence to get some service into de mello school so if we go back to one of the math coaches and specialists that were at dimelo and i'm sorry potter and quinn school do the math coaches do that pd part that's part of title one so they work with teachers and classrooms to assist strengthening classroom instruction and they really work to provide strategies and interventions to for all students so all students can grow and then they really monitor all students but they look very closely at our title 1 students at our low performing students what do they need to get some what do they need to to get the state standards in the pd that they've given has been all about the math workshop guided math uh project based learning and that's where i come in with the supplies we've bought numerous things so that instead kids can have a chance to grapple with math can see math in a concrete fashion and to really grow a deeper level of understanding the math specialists take small groups of students and what's great about title one since we are a school-wide program which we've applied for a couple years ago is they can be fluid groups we really take kids who are struggling and we work with them until we get them up and then we can move kids in and out and when we take our kids for our small group instruction we really focus on what the needs of that student is we're not helping them with their class work but we're finding gaps in their knowledge and they're filling in the gaps so if i can just show some pictures which it doesn't look like they're all showing up and i don't know why but the student all the way on the little boy with the little pieces he's working with an osmo kit so this was purchased with title one funds and it's you set an ipad in it and kids can manipulate numbers and can look at numbers and go along with the computer program so that's some things that we've done with our title one supplies this is what we'll now be able to support at de melo school the picture all the way over on the left that i don't think you can see was just a big connect 4 thing but our teachers did percentages they did a raise they did a lot of fun activities with that and then the one in the middle was a candyland game where we were doing counting skills with our littlest learners and that happened at a family math night some other examples of materials that we have bought with our title 1 mining were called digi blocks if you're not really um i was going to show a video of them but they really show concretely kids can take apart and put together place value so they have a thousand block and inside a thousand block 100 blocks you open up the 100 block and there's 10 blocks in there and it really shows students what they can do with place value that's real super quick overview of title one i didn't know if anyone had any questions i wasn't ending with questions but i'm going to stop my screen now and come back so if anyone had questions about title 1 or thank you mrs oliveira a great presentation and actually very informative around because i know some people wonder sometimes how our title one funds are used uh so any of my colleagues have any comments questions uh from mrs oliveira i will just say uh thank you uh no it was it was actually very informative i know it's a that's tough to follow after uh after the vote we just took i'm gonna go back to it my same thing with jonathan i'm i'm used to it it's fine no but lots of great information no it was very helpful and i know that um it was informative and a lot of people will find it very useful just because it helps it helps us understand what the money is used for and how we qualify so no thank you very much for your time just to give a push we need uh we need our families to fill up free and reduce lunch applications because that's how we kind of draw in the money so especially during the times and what's coming up in our country so just reminded of families to feel free to fill those out and send them in great thank you thank you very much thank you thank you take care thank you gracie also under new business we have superintendents update dr gifford yes thank you so i do have other things going on leave it or not uh so speaking of mrs oliveira we do have new staff members we and i will have a real update but i was back and forth with ms genthner today and it's 11 new staff member teachers and two new admin that will be adding to the district uh again replacing retired retirements etc so we'll provide more information on that soon but the project time meeting the intro meeting will be starting in august august 18th and 19th and we're hoping to get a live meeting once again outside we're hoping for a socially distanced um we just felt that if we can that it helps them develop um relationships and really get to do some of the activities that are usually involved with the project time with the new teachers so we'll see what happens we had our two computer science teachers one we've already had in the district brian gia and our new eric bosworth hire that just completed the project leap way training for computer science and if you recall we entered project lead the way partnership as a way to um just add more experiences more opportunities for kids the advanced placement and it also exposes students to more opportunities such as scholarships and the and the like so we just had two teachers complete that training we are looking to do our pre-k screening week of august 24th and we have posted for some help on that so we'll see how that goes a letter was sent to elementary parents on behalf of all the elementary schools we are again no matter what happens whether we're in remote or we then move to hybrid which i hope we do soon uh we're putting together some we call them kid kits even though we hated that but just coming up with like a shoe box kind of uh with manipulatives etc crayons markers whatever white boards that students would have in their classroom that would be their go-to materials as well as advising parents on what to purchase for a remote learning situation at home rather than by things that they bring into school on a normal basis so we wanted to get that out because we know that sales happen etc so all of the elementary sent that out they'll also be developing videos especially for our k students but we'll be doing some videos throughout the district and as i state to welcome students explain what's happening but also we are we'll be working with the teachers to see if part of that 10 day is we can get those kiddos in to meet their teachers and find out what will be expected of them in as we move into the new year uh let's see from technology as we noted last time they are working very hard knowing that if remote learning was to take place we need that internet service so to increase the bandwidth in the district and they also have been collating and collecting excuse me and readying the chromebooks for dissemination we do have enough for anyone we have ordered extras but we have about forty three hundred chromebooks in the district right now and as you know around thirty over thirty six hundred thirty seven hundred students obviously some already have them but we will be ensuring that everyone that needs one will have a chromebook and i also want to state that we are planning i didn't talk with all the all the leadership team just a couple right now we are going to be planning on doing hosting something similar to this for the community um where our admin team would be available we won't be doing we'll do a live stream just like this but we will be asking folks to send in questions regarding the remote learning plan to questions at dartmouthschools.org and we'll be collecting them and collating them whether it's questions about technology transportation um special education and we will be able to we're going to try to put those together and have our team do something like this just go through them and say you know we had a question about this so it wouldn't be that folks would be live sending us questions but if they send into questions at dartmouthschools.org um we're going to put that together hopefully very soon maybe next week or so as fast as we can get them in and coordinate that because we know that people are going to have a lot of questions about what we just talked about and i will plan on putting out at least a quick update tomorrow um with some of the details that we talked about and again i just want to thank the committee i know obviously everybody's hearts are in this the emotion that is running deep for our entire team uh is um you know i don't think we need to speak about it we all understand that our our core responsibility and responsibilities to get kids in school and we we get that so we will continue to work very hard to get them back and that's what i have tonight thank you dr gifford for that update i'm thrilled to hear that you're already working on putting together kind of a q a a live q a i'm looking forward to that um that being said everyone um it's important that we have a follow-up meeting next week if we can make that possible i think i i love shannon's idea let's get the questions if you have questions let's get them to the administration let's get them to dr gifford ahead of time so they have some time her team have some time to um to research what we're looking for because i know already i have about a half dozen questions i'm spinning around my head so i i am not available next monday i'm not sure what the committee's pleasure is and trying to get something scheduled um i'm not sure if any other dates where really monday's the only day it doesn't work for me chris we've got wednesday with smack at five uh that's uh next i thought that was this wednesday well that's next wednesday i put it on the wrong date on my calendar thank you just i mean other than other than and other than that one on the 19th i'm available i'm also available next week how about tuesday this tuesday the 18th work sorry yes tuesday the 18th good for me what time are you thinking uh i would say the same time but if if you can't do four we can pick another time it was good for me just for baseball games four is good for you mm-hmm okay yeah four should i get it so why don't we schedule a meeting for next tuesday the 18th at four o'clock and uh mr peratti i know he's already in touch with me if you could get that uh that link posted out and uh shout out that'd be great did you have a question mrs amaral i just had um something to share too that through the cpap information sure i i guess i could mention it next week as well because um although we could have we haven't met the you know those most people know that i also chair the special advisory council in town until somebody wants to step up and help um other than those that are already helping um so we've invited um beth townsend to come and sort of like an open house we ask we'll certainly share the district's questions email but we thought we would have her on to just talk about what we know at that point knowing that students who receive special education or are considered that high priority will hopefully be looking at some in-person school so it's august 26 at four o'clock and if people are on facebook they can just look on the dartmouth cpac facebook page or email dartmouth cpac gmail.com and we'll get that link um to register and or to submit a question as like i said as well as sharing the questions at dartmouthschools.org email for families but that's great just wanted to share thank you mrs amaral any other comments or questions from the board i'd just like to take this opportunity to uh thank miss gunther for all her help uh this past week with uh rounding up all these emails uh and getting them to the committee and keeping track of everything for us so it's been uh much appreciated kate just thank you that being said that being said as we just said our regularly scheduled uh our next regularly scheduled meeting of the dotmos school committee is tuesday august 18th at 4 00 pm at time i'll entertain a motion to adjourn into executive session uh we respec with respect to collective bargaining with union personnel and not to reconvene second got a motion by mr news second by dr jenkins on the motion any further discussion roll call please miss gentler chris oliver yes shannon jenkins yes kathleen amer yes mary waite yes john nunes yes meeting has been adjourned thanks everyone we'll see you in a minute stay cool

having problems too i'd rather be on the computer okay so it's 605 so i will go ahead and call this meeting to order for a special board meeting today on august the 10th 2020 of the alum rock union school district maribel can you please take a roll for tonight's meeting today is a regular board meeting of august 10th i mean sorry special board meeting of august 10 2020 at 6 00 p.m members of the board in attendance president estobejerano president vice president corina present clerk andres quintero president member linda chavez and members of administration superintendent dr bauer president thank you did we get trustee chavez as president her microphone was muted i didn't hear anything yeah she we didn't get her present that she said she was present okay i guess we can let it be noted that she is president present she may be having some audio difficulties right now but she's she's muted can you hear me now yes now we can yes well then did you get me um maribel did we call trustee quintero yes i i was just not sure if i was muted or not oh i think we can oh yeah he's not muted yes i think we have everyone present except trusty chavez i mean i'm sorry trusty marquez um but we do have a quorum so we will um begin the meeting but before we begin just a couple of announcements a little bit of a shift this month on or this meeting and i think probably going forward on how we do the meetings and how public comment happens so previously um we had and specifically interpretation so we had um a separate meeting that was for a spanish meeting previously via our youtube a youtube channel um and now we have an option to have your directly in the zoom meeting that you're in currently to have the meeting translated um in into spanish so at the bottom of your screen if you you see a button that says english or spanish if you select that button you will be able to choose whatever language you want to hear the meeting in and you will hear english or translated interpreted spanish is that um all accurate mr mr gill yes sir and if they want to hear only in spanish they must click on mute original audio okay um can i request i know it's spur of the moment if not i'll take a stab at it but trusty vice president herrera can you roughly translate into spanish the instructions that i just gave i know i apologize i didn't prepare you for this but i hadn't thought it through if not i can try it but yeah you know what to tell you truth i was trying to fix my um lighting here so i can go for it go ahead and do it hold on before you go before that we have the interpreter on our call mr carlos he is interpreting to our audience in spanish but if they came on in english and didn't yet know to go into spanish would they still wouldn't have heard him yet right make sense makes sense okay sorry interesting i guess or mr um [Music] thanks yes yes can you hear me yes i don't hear him either i think he might be frozen okay yeah you're back i don't know if he can hear us wake up maybe i can take it on while he comes back i'm sorry are people unable to hear uh no i'm an english channel too and and it looks like everybody's thinking that i'm just sitting here like without saying anything but i'm actually hearing mr tripoli talking we can't hear that we can't i apologize if i look like i'm so maybe ernesto i was actually i could barely hear everyone in the meeting right now i could hear mr tripoli loud and clear but everyone else sounds super so maybe you're on spanish no i'm in english is he translating now i hear you he did translate when i was looking like i was staring maybe you should take off your earphones because you'll be translating i'm assuming while we're talking so we don't have to listen to this like we can continue with our meeting and he will be translating as we're speaking uh click the off button at the top click on interpretation and then tick that off clicked off button can you say something again mr tripoli i could still i could still hear him with my headphones in or out i could still hear him did you click off check the off button on interpretation trustee vegeta can you check and see if i'm muted on the computer you're not i can't hear you no you can hear me through the phone because i got my phone on but you you're not being here from the computer nor can i hear anything from the computer i would really like to get on with the computer i have it open but nothing's coming through we can all hear huh can can you see me or can you only see black only see black we see your name that's because it's coming through the phone not the the video on the computer is there a way that uh that could be corrected can you ask the it guy i think it it's your connection linda are you connected to your computer you said no i could see clearly i don't have that like cloud over me like the last two meetings and and it says the connectivity is good but i it looks like i'm muted linda at the bottom of at the bottom of your computer screen well there's a little like it looks like a video camera kind of thing and it says either stop video or start video i did that already i i'm aware of the functions and how they work but it's not working for me so i'm thinking did they mute me on the other side no no is what happened in several meetings so for now we we can see we can hear you fine if you can figure that out on your end that might obviously it's helpful for you but um i think we're okay right now we can hear you pretty clearly so i haven't heard mr tripoli in a little bit so i don't know if he made a change or if he's just not talking yes yes if i lose you it's because i gotta call the it guy to get on the computer okay there you are no that's on the okay so we can see you so once you go back to spanish then because i didn't hear you interpreting and none of us i don't think did so when you go to okay so once you go back to spanish we'll we should all be good and i won't just be staring off into space first always we are able to all right see you now thank you yeah but that's through my phone i don't want it to the phone can you help me can you assist me please to get the uh audio on the computer because i i have both devices on but currently you are logged in only through one device where i have enabled the camera okay i will shut my computer down and restart thank you okay and we're gonna get going here now i think we got most of the technical um challenges out of the way hopefully you know everyone out there this is new for us so we apologize for for the little mix up here but it seems like we're learning and getting it down here so um we will uh well that was it for the announcements correct with in terms of the technical stuff i think so so at this time uh we'll go ahead and do the pledge of allegiance um so if you're able to stand with your zoom set up then please do so if not that is fine as well but please join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for the republic for which it stands under god indivisible with liberty all right thank you everyone okay so um we can go ahead and move into the meeting at this point item 2.01 um mr gill do we have hands raised for public comment and if so do you have a rough estimate of how many currently no hand raised just because of the technical stuff that's been going on i'll just give it a second here and see if make sure we provide opportunity for any public comment on this if not then we will um dismissed to close session at that point now we are developing there are three okay well while we have three then um we can go ahead and get started so we will do a two-minute um two-minute public comment and as we have been doing um recently in order to make sure that we expedite or tr attempt to expedite our meetings and get our business done um we will have a 20 minute time total for public comments so we can get um to the business at hand as a board so um the first speaker the clock is ready so um who is it mr gill uh brenda zander house okay missing the house when you begin speaking the two minutes will start sorry um good afternoon everybody uh trustees and superintendent my name is brenda sandejas i have two kids in this school district who will be starting soon i still have a lot of concerns about how school will be reopening and one of my biggest concern is um parents using zoom with their kids there's still a lot of parents that don't know how to use them and a lot of them have a language barrier um in the apartments that i live in there's currently six families that still can't access zoom or uh parent square or any other apps through the school because their ipads are locked and they're just worried that they will miss like they did when they had to go home a couple months ago their kids weren't able to log in and they had a really hard time so i'm just speaking out for these parents who are worried about um not being ready when their kids have to start conversating soon and again these are um uh latinos who need spanish translations and i'm just speaking on behalf of them because we need to make sure and we need to ensure that all parents have access to soon that understand how to use it this will save a lot of time for our teachers as well if the kids are knowledgeable and the parents of muting and unmuting as you see your board meetings you guys are still having a hard time now imagine our kids and teachers so just consider that thank you thank you mr guild next speaker oh we can't hear you you're muted i think flor de leon okay leon when you begin speaking your two minutes will start yes we can hear you okay uh good evening everyone my i am name is on the district and today i know that you guys will be going in closed session um to negotiate um i hope the benefits for the teachers and other negotiations that you might have um i i just wanna ask you guys to um to consider um that the the teachers you know security is very important and also that the teachers uh deserve to get paid a dignity salary and benefit that way we can continue to retain teachers in our district i know we have like uh uh um teach uh we we have a shortage on teachers and let's let's keep considering on that that they are very important to our kids uh education and in general the education they are the ones that um are working in the schools directly with the kids and they are the principal of everything you know and um and i i i just want to say that please uh i hope you guys get a good and good agreement and everyone is happy with this so we can move on with the planning on our schools and that's all thank you mr leon mr gill who is the next speaker no nobody nobody else correct okay thank you so that is it for closed session so wait a second uh just now two people raised hand okay um okay well we can go ahead and who's who's one of those people yeah and funny okay anthony when your microphone is unmuted and you begin speaking your two minutes will start hey everybody my name is anthony i'm a teacher in elm rock school district uh taught at many different places in the district uh i guess i'm just going to hear here to mirror a lot of the concerns of the parents students and greater community uh we we definitely need a plan uh we need a plan that is actionable for all the stakeholders uh in which we can you know create a sustainable education for our community um and so again i'm just here in my personal capacity to kind of speak up about that we do need solid schedules we do need a solid understanding of uh what the parameters are so you know all of us can work together for the betterment of our students um so thank you very much thank you mr gil next person next person is veronica veronica when you begin speaking your two minutes will start great good afternoon everyone and good afternoon to the board my name is veronica i am a parent of two allen rock school district students and i'm also here um again to really speak on behalf of families families need a lot of support and just as families need support we must not forget that teachers have also families the teachers also have a life and that we also need to support our teachers we need to make sure that our plan is safe for our students our families our teachers our staff and we need to make sure that it's sustainable and equitable we got to make sure that we are keeping our families and teachers in the conversation um i think this with this we forgot that we definitely we didn't you know the uh district leadership for god to include families um we have a lot and we want to participate we want to collaborate so i do want to make sure that you know keep at the forefront our students our teachers because without our teachers success we cannot have successful children so i want to make sure that we are advocating for our students and our teachers and our families and they're at the foremost of every decision that we're making i also do want to thank um corina our trustee corrina for being there for being a really great advocate as we are a request for d.a rosen to search to tell us more about why they he decided not to put any charges against doterra as we know they stole money and we want to make sure that we get that money back it is our students money and it is belongs to alum rock school district so thank you so much uh trustee corina thank you okay thank you mr gill the next person no more sir none okay so at this time i will go ahead and um call the public comments portion to be completed and we can recess the closed session at 6.25 and is there going to be a need to return to this room for people only to a german meeting okay so at this time we will recess to as a board to close session and um maribel is there a separate link for that i saw a couple of different invites i just want to make sure i sent you the closed session information for today yes so everyone please go check your messages from maribel to the closed session session close session meeting portion of the meeting and we will go there um board and staff okay thank you everyone we will return to adjourn the meeting um at the end of closed session uh do we have a time a rough time on that and then o'clock okay at seven o'clock okay thank you everyone and great discussion you should pass the sevens here then we need to do d notion that the board reverses previous action and accepting light of austin's resignation which took place at the july 13th 2018 motion path 7-0 so e are there any additions to the agenda i'll make a motion to prove the agenda as presented any discussion motion pass seven zero concerns of burlington usd 244 patrons today um i already addressed one with the [Music] when you look at the board's five-year plan that has been approved for capital only i understand the working document and that there are sometimes changes made in that but there was a reason for prioritizing that in the first place and i think that sometimes we lose track of what we're doing at different times and one of the things mentioned at the studies not the last because it definitely was that when you're voting for example on the concession stand and the scoring room and the storage and the restrooms facility um i would like to thank lucas and mike for bringing up you know it's kind of going a little overboard and so i thought and i left before he was understanding my mistake i thought was possibly going to be reevaluated because there are only two fields up there and i know you plan for the future in case there's more fields that are put up there but that facility looks like it belongs in kansas city it looks like a miller woods facility and as i sit there and i think when did we get away from being where burlington was known because they had great educational programs and they had great sports teams for kids who worked hard it wasn't about what it looked like and so i just feel like we've maybe lost touch about yes we like nice facilities but in the long run we do have to keep those facilities up and on a year when who knows what's going to happen with cobia and everything what expenditures are going to be just dealing with that i just i am concerned that we need to make certain that we keep things in check and i can also say i was highly offended and i don't know if it's because i worked with the kids so hard all during veterans day time teaching about patriotism and everything but when the comment was made that this flag that we're looking for that costs anywhere from four to nine thousand dollars somehow shows patriotic thoughts i'm thinking no our flag not one that is of such a high extent of money that's not what makes patriotism and so i just think sometimes we look at things and we are putting too i won't say too much into things that aren't that important but a flag is applied as flag and we have one in our high school already and it's not in a place where it interferes with any of the activity that takes place in there yet it still has a grand scale because it's a large one and when i was in there today i looked and i thought if nothing else maybe put one on the opposite side so there's two in there but i just think that sometimes we're spending money without looking at the whole big picture you've got a motorized flag in here so now you're adding and i know it's minimal but you are adding to electric you are adding to maintenance of that flag because somebody's going to make sure you're going up and down and everything so i look at certain things like that the the light of scoreboards that scores tables not spoilers sports tables they're beautiful but did we really need to put that type of money into a table where people said to keep score i just i i have concerns that we need to reduce as a taxpayer that we need to maybe reel in a little bit and make certain that we're staying to those listings that we saw as being the big priorities ahead of time thank you thank you okay communications okay elementary border part charlie crazy little show but i submitted i will give you an update on our current enrollment based from today's account um [Music] as of today we're anticipating 42 for preschool 35 for kindergarten that includes one remote learner and we have one that we haven't been able to get in touch with so potentially 36 there as it says first grade is at 47 that includes one room at learner and there is one that we were not able to touch base with second grade 52 that includes one room of learn 47 that includes one group of learner and one that we have not counted one that we can't get a hold of and fourth grade is at 63.

there was 19 at the high school there was zero at lamont lawrence there were six at lafayette there were nine at community and there were 11 at small of that there were three violence at the high school there was zero at the moment addicts there were six at lafayette there were three at community five at smalling vandalism four at the high school zero at the moment zero at lafayette two at community zero at smalling substance abuse there were five at the high school zero at the moment zero at lafayette one at community zero at smalling weapons there was only one during that period that was at community middle school confirmed hivs there were seven at the high school zero athletic zero at lafayette three at community and six at smalley and then other incidents needing to remove to removals was two at bamboo high school zero at my attic zero at lafayette four at community and seven at alleged hivs for this period were five at the high school zero at the monadics one at lafayette seven at community 13 at smalley so our year totals was 92 incidents for the district 32 at the high school seven at i mean two at magnetic seven at lafayette twenty eight at community middle school and twenty three at smalling elementary school that is it for our school safety data system report any questions okay see none um we had our operations meeting last week um we just went over obviously um we finalized the um 1.9 million dollars in cups that we received from the state of new jersey which were on the agenda for this evening um i i'm happy to report that we did not cut any staff um we made those cuts um in a variety of ways so that we maintained our staffing levels to where they are which helped us develop a what i think is a very well thought out and excellent hybrid learning environment for our kids coming up our k through um or our pre-k through grade six um we'll have two teachers in every classroom um in our middle and high school um again they're still working it out um is going to be a combination of online and uh in person but they're going to have one teacher kind of doing both um but again i don't have all the details uh still working it out with them but very happy with it with the elementary piece that we put together having two teachers in the classroom i wish we had enough to do that all the way through through uh through the high school but when it came down to getting into middle school high school really came down to certifications um not having enough people with the proper certifications to double up everybody in those classes which made it very very difficult to make that happen um and obviously we could put other states we're going to be putting other staff members in those classrooms but they're they're going to be certified people but they won't be content specific certified people so um that's pretty much the fully maneuvering um i don't remember going over too much of anything else in operations there was no egg committee this evening and that was the only meetings that we had so far so at this point in time we are open to the public for board agenda items only so if you have a question about an item on the agenda please come on up hello are any of foreign new employees related or friends of any current employees not to my knowledge schoolhouse name um so i have some questions for agenda and then some restart recovery questions should i ask them all or just ask them currently there's an opening uh well will there be any new construction since supervision of construction policy has been revised um the long-term plan for the district is to have further construction at lafayette school the construction of a cafeteria as well as another addition onto lafayette okay can i be starting recovery questions will students be instructed on proper hand washing and who will instruct the students yes and teachers um and what kind of temperature screens will be at all entrances we have kiosks that have already been purchased to do that one ppe will be provided to staff they will be getting cloth masks and facials will ppe for students just need to floss face masks for the students yes the students are going to be required to bring their own cloth mask and have a secondary one will students be required to bring two face coverings in case one face covering breaks that's what i just said yes oh sorry um will each school have a school safety specialist certified by the nj eob no because the districts are only required to have one but they're not required they're only required to have when the district is only required to have one um have the athletic fields been marked for social distancing yet no because i don't know if i'm having athletics will locker rooms be used no [Music] uh what happens to the cafeterias since kids will be eating in their classrooms they will stay empty can kids bring in their own packed lunch yes and last one will there be an update yeah we actually talked about that this summer tom i think we said we were phasing out the app correct oh yes we're phasing out the app [Music] okay good evening house ladies and gentlemen charlie uh my questions are specifically for the high school um one might want to know what the results of your survey were for the in-person versus um circle can you have a hard time understanding questions i'm sorry um so what were your results of the in-person versus virtual for your survey for the high school 55 in person 45 so can you walk me through a typical day of high school what does that look like well there's gonna be three three entrances um and they're gonna be divided up by alphabet um depending on you know where you fall in the alphabet you're gonna come in there's gonna be a kiosk there you get within maybe 24 inches of the actual kiosk um it actually takes your temperature um as long as you you're okay at that point in time you go into the building you're just going to follow the one-way signs so we have signage that's going to be going up all over the place to tell you which way to go what stairwells are up what sale rolls down things like that um you're going to go to your specific class um no lockers so we're not letting anybody go to a locker so whatever you bring with you that you're going to keep with you yeah i think we'll probably make a comment if their sports will probably make some some accommodation depending on gear obviously um but yeah i mean you're gonna bring all your stuff with you um and we're gonna follow your normal your normal schedule for in in school we're gonna do our best to keep the social distancing in the hallways at six feet um we we have an app that we're going to be using for um lunches we're going to ask parents to um order lunches a week in advance so you're going to go on the app here and order your lunches if you're going to order lunches pay for that um there's no fees we weigh adult fees and everything else you're just gonna pay what you normally pay for lunch and then they're gonna um we have the assigned classes of where they're gonna be for lunch and the lunch is gonna get delivered to them um in those classrooms um our daytime custodians will be here i'm asking the board tonight to approve sanitizers so i'm hoping to actually add part-time employees to the district this year just to help sanitize the building as we move along i'm also shifting our nighttime custodians to an afternoon shift so they're going to come in around noon time to help clean up with the lunches so we have more bodies on hand to clean up lunches clean up classrooms and things like that um once we have that done we finish out the day and the kids are going to progress out of the building that's a huge undertaking i can appreciate what went into this plan i guess the only other thing that i had to ask was will the bathrooms all be open on all of the different floors or will we be only utilizing once after like last year all the bathrooms will be open as far as i know from that from i have not spoken directly to ed about his particular what he envisioned but i always think that all the bathrooms are going to be opened i would also think that um using the bathrooms during the period will probably be limited um i think kids are gonna gonna have a hard time with that you can't go to the bathroom during the period probably gonna have to happen during the during the interchangeable periods just because um we have to somehow try and keep keep track of the flow of who's going into what bathroom at what time and who's in and who's out just in case some way somehow somebody comes in with like again during the course of the day this is the really hard part for us john smith decide you know he's not feeling well he goes to nurse turns out he has fever we then have to backtrack his entire day in every room he's been in including the bathroom so we then need to know what bathroom he's been in if he went to a bathroom and then we have to figure out every single kid who's been in that bathroom and have they been in there more than 10 minutes with that kid in the bathroom and so on and so forth that's all the contact tracing part that you have to do along the way so there is a lot of communicating we have to do with our staff number one and number two we have to do with our parents and then also with our kids when it comes down to contact tracing and go over all those protocols and things like that which we haven't done quite yet again it's been a large under it's been a large undertaking just to get this plan done but the other parts that we still have to talk about you know are still coming and still have to be flushed out because again trying to get people to understand the contact tracing part of this god forbid we have to do it there's a lot to it um and again the other part of it is and we all know this is going to happen we heard today my child came home and so and so had tested positive for covid why are you not shutting down the building again it all goes back to the contact tracing and again the cdc and our health department's been very clear and by the way i just got like five pages of forms from the health department today alone um which come come down to have they've been in contact with the kid whoever tests the positive for 10 minutes or more um you know all that stuff so so there's a number of things that you have to go through and kind of have to justify back before you could say okay you now have to go home for 10 days or 14 days to self quarantine to make sure you don't have it number one and number two how wide spread is that going to be and do you have to shut down an entire building and i guess passing these classes how long is that we're gonna we're gonna stick to our three or four minutes of the high school people with one way always yeah um i'm thinking so because we have half the population you have to remember we're we're going from 600 to 300.

um before i have mr lady present do we have any questions or comments on that item no president okay um then the tax target expenditures uh presentation will be presented by mr leedy oh and and could i ask when they're doing the presentations before their comments if we could also um board members actually i think most of us are to make sure we mute since we move papers around mr elite thank you president hill members of the board dr burdick the attached represents an outline of major categories of expenditures from the tax credit funds for the period of january 1st through june 30th of 2020 and the report as you can see the expended total expenditures were 315 680 403 and for revenues we do have uh since the the deadline has been extended to april 15th uh we do have a report on the website that uh illustrates the revenues for uh we will be updating that as as we reach the the deadline for the for the current year anyone have any questions okay thank you mr lady item 3.2 uh sorry cave cree or cave creek unified school district focus presented by dr miller moscato do we have any comments for 3.2 yes we do president hill okay the first comment is from emily petty of cave creek thank you to dr burdick and to the board for discussing the important data as it relates to opening schools that was just released by the arizona department of health i urge ccusd to commit to adhering to the published safety metrics to determine when it is safe to open schools as recommended by both the state superintendent and the governor maricopa county is headed in the right direction but we are not there yet according to the report published on friday by the new york times maricopa county is down to a weekly average of 170 covid 19 cases per 100 000 residents that is wonderful news when compared to a month ago and yet the matrix in order to safely open demand 10 cases per 100 000 residents even in just the tiny a5331 zip code we are not yet close to that number in order to reach the goal in cave creek alone we would need to have no more than three positive cases per week in order to declare that community spread is contained in our area especially because physical distancing will not be possible will not be a possible precaution to take in district schools it is more important than ever to wait to open our schools until community spread is minimal we all want our kids and teachers to get back into the classroom as soon as it is safe to do so now that we have set measured statistics as a goal we can continue to work together as a community by avoiding large gatherings wearing a mask in public and practicing sanitation and hygiene in order to attain these metrics and open school safely thank you that's the end of that comment president hill okay this next comment is from james sauer um it does not say the city but it is an 85281 zip code and mr sauer says the average high school teacher comes in contact with 150 students in a typical day the seven day rolling average of covet 19 cases in arizona has been at or above 2 000 new cases per day since june 20th a mere month after we reopened stronger please delay the start of in-school instruction until scientific metrics and benchmarks indicate that both students and teachers can safely return to the classroom i ask that you please consider the lives of those most vulnerable as you make life-altering decisions for both our education community and the community at large the next comment is from david simmons founder and executive director of the ubu project and a ccusd community partner he's in peoria as a friend and colleague of the ccusd schools i implore you to delay opening ccusd schools until scientific data-driven benchmarks as created by governor ducey the arizona department of education and the arizona department of health and safety indicate that it is safe for students teachers admin volunteers staff custodial paraprofessionals bus drivers food servers and all ccusd employees and partners in addition to my work with and for the schools of ccosd through my positions as production manager and education director for desert foothills theater and as founder executive direct director and teaching artist for the ubu project i have also been working in partnership with special advisory boards and committees with the arizona department of ed to help create safe and healthy re-entry reopening policies and procedures for all arizona schools and districts just recently i sat in on a webinar along with an additional 950 az education professionals led by the arizona department of health and safety and the ade according to their data-driven scientific metrics and benchmarks there is not one school or district in the state of arizona that is within the covid19 safe zone for in-person learning maricopa county is a leading hot spot for covid19 in the state region and country reopening for in-person learning before it is truly safe leaves you as a governing board at risk and reciprocal for creating a potentially potentially lethal community health crisis even greater than the one in which we now all live your students all of us really are living in a time of global crisis and trauma please do not exasperate that crisis and trauma by opening the schools of ccusd before the data-driven scientific benchmarks and matrix have been met including the azdhs recommended waiting period following the prescribed safe period i implore and beseech you to listen to the true experts in this field and not to the uninformed well-intentioned masses who simply want to get the kids out of the house to do anything less is unconscionable there is no question that we all want to get the schools up and running for all involved however only when it is scientifically data-driven and research-based to do so thank you for your time and attention in this matter and for your unswerving service to the committee with respect and concern dave sivans that's the end of mr simmons content so did we just have three comments on 3.2 no i apologize i was muted i will start over um this comment is from marianne moriarty and she is from scottsdale on august 6 the arizona department of health services suggested three benchmarks that might be met in order to open schools however these are not mandated at the very least would you vote that all three benchmarks would have to be met for two consecutive weeks before opening ccusd schools evidently you are not considering social distancing having staff keep children safe by taking their temperatures before admitting them to schools cohorting the elementary classrooms mandating mass for all students etc that is the end of this comment the next comment is ccea on behalf of ccusd teachers this was written by lori hart and submitted by katie angeli cave creek arizona dear governing board members and dr burdick we are writing today on behalf of teachers in the district who expressed our concern about returning to the workplace prior to meeting reasonable public health official safety recommendations as committed educational professionals we are all anxious to return to our classrooms but are not willing ready to do so until we can be guaranteed of the safety of students teachers and staff our hope is that medical professionals will decide when to return not politics we recognize that there are differing ideas about when it is safe to return our request is that the decision be made by public health officials who are the experts in the field and do not have conflicting motivations for reopening too quickly we want to do this the right way the safest way possible to avoid spreading the disease we understand that when the conditions are appropriate it may make sense to have students physically on campus but mandating schools to reopen when the spread of the disease in the community is substantial goes against recent recommendations from the american academy of pediatrics currently according to the latest numbers from the cdc arizona is ranked the sixth highest state in the us for coved and maricopa is the second highest county now is not the time to make mistakes there are many considerations to take into account that we do not feel have been addressed adequately for example a critical component to a safe return is to decrease class size which would allow for social distancing the risk involved with having 35 or more students in one classroom even with masks does not meet minimum safety guidelines and could be argued as reckless while we are committed to providing the best possible education to our students we are not willing to put any members of the school community at risk of infection instead of focusing on an arbitrary date to return to work we ask that certain agreed-upon guidelines be met for example a group of arizona school leaders and physicians has released a list of benchmarks full of guidelines are available online including adequate testing viral pcr testing with a positivity rate of less than five percent testing resources should be available to students and staff available same day and for all age groups less invasive methods are preferred for pediatric populations like saliva and fingerprint testing consistent downward trajectory of cases over a 28-day period with 7-day running averages adequate hospital beds and staffing able to treat all patients without crisis surge capacity adequate ppe supplies for all educators and staff members minimum risk of community spread with which could result in repeated school and business closures clear guideline of educational and isolation expectations when a student or staff member becomes positive as well as being exposed outside of school even with social distancing and masks great risks remain for students and teachers who return to school just last month free arizona teachers who shared a classroom that is the end of those comments the next comment is from stephanie libertori in scottsdale i very strongly feel that you need to take into consideration medical and scientific data when choosing the date to safely reopen our schools it is not right to put our teachers staff students and families at risk by reopening too soon my second grader is currently in a class of 37 students who will not be able to social distance at all as much as i would like for my children to return to school for social reasons we cannot ask that our teachers risk their lives to teach our children face to face until we meet the benchmarks given by the state superintendent that is completes this comment this next comment is from allison summer of cave creek i strongly believe that you must take into consideration medical and scientific data as well as the data from surrounding zip codes when deciding to reopen our schools i'm asking you to delay the start date at our school about 50 percent of the students come from outside the school boundaries this year my child has been placed in a class of 37 students for the school year being a being a room with 37 children there will be no room to social distance once face-to-face schooling resumes we need to protect our teachers and our staff that is the end of that comment the next comment is from stacey leshner of cave creek i am writing to ask that you take into consideration not only the medical and scientific data from our surrounding zip codes but also the medical and scientific data from surrounding zip codes when deciding to reopen our schools fifty percent of the students at the elementary school my children attend come from outside the district boundaries my child has been placed in the class of 37 students for the school year being in a room with 37 children there will be no way to even remotely attempt social distancing or even have all the children facing one direction in the classroom it is imperative that if we are to start in person the school the least you can do is ensure that we are actually in the green area of the metric prior to reopening we all want our kids back in school but rushing to reopen prior to the meeting to meeting the recommended guidelines is not only adding too much risk to the teachers their families and our kids but also setting us up for yet another district-wide closure that is the end of that comment the next comment is from amanda dahl in phoenix please allow students to return in person on september 8th i am a mom of two ccosd students i am a former arizona teacher i am not a doctor scientist or medical expert i come to you today as a mother a mother who has seen changes in my children who have not had regular contact with peers over the last six months who are experiencing feelings and emotions too big for their young minds to comprehend there is no scientific data on this i just know my children i am all too sure that over the next five plus years the social mental and emotional effects of covid will rise to the surface mainly for our children one constant for most children is school it can be so many things to a child far beyond learning it can be a place to grow socially and emotionally it can even be a safe place for students if home is not their refuge i watched my older child struggle through emotions and lack of personal contact and effort to complete last semester he responds well to flexible seating options and picks up concepts fairly easily but seeing but seeing faces through a computer screen causes numerous distractions restlessness and lacks an element to learning only received in person true discussion over new concepts cannot naturally occur and is actually limited on zoom my child is also part of the mandarin immersion program we chose the program specifically true language immersion cannot happen through a screen or any distant learning format we keep telling our children to hang on just a little longer but the emotions and questions they have to wrestle with show the signs that enough is enough if the state is allowing schools to reopen with safety protocols in place please do not delay out of fear teachers asking to postpone opening i ask you to look within is this truly best for the students when you first had your own classroom did you long to get a shadowed glimpse of your students through a screen the element of personal interaction is unmatched learning a student's personality and fun quirks witnessing the light bulb go off on a concept they have struggled with having a class inside joke a class dance move and more there that is only possible in person when a teacher truly loves what they do their classroom is a magical place for their students for teachers who feel at risk the online education sector is booming your amazing talents are 100 percent needed governing borah i implore you please let our students return in person on september 8th that is the end of those comments the next comment is from jill and john robinson from cave creek we are in the opinion that schools should base reopen reopening on a scientific medical data only we do not believe schools should reopen based on political agendas we also believe that it is in everyone's best interest to push back the date of in-person school till after the end of the first quarter thank you that is the end of that comment this next comment is from winnie sarah sarabia of cave creek i'm ready to ask that our district and its leadership takes medical and scientific data into consideration prior to reopening our district for in-person learning we should not open unless all metrics set forth by arizona department of health and safety can be met at the no to minimal level aka green category we need to consider the data from surrounding zip codes when deciding to reopen our schools as many of our student populations are from outside school boundary our teachers vendors and district employees who are allowed on campus daily may not reside within our own district boundaries either the department of health also demonstrates in their infographic a new school day spacing desks apart six feet were feasible our school space and resources does not allow for this set up currently some of our classes are already at or exceeding capacity it is imperative that we are in the green for all the metrics based on medical and scientific data prior to reopening consideration that is the end of her comments this comment is from blake bradshaw of cave creek as a former student and friend of many teachers in the ccusd community i urge the governing board to delay the start of in-person instruction until scientific metrics and benchmarks show that it is safe for both students and teachers to return to the classroom the unnecessary infection or death of any ccusd community member is unacceptable and the resumption of in-person instruction is an irresponsible risk that prioritizes profit over the health and well-being of our entire community ccusd teachers have impacted the lives of thousands of students many of whom are still community members and we owe them better than placing them at such risk thank you for your time and that is the end of that comment i believe this is the last comment president hill this is from nancy clay uh phoenix dear board members my husband and i have a daughter who teaches at your school for us taking coven 19 seriously and being over 70 means that if a class is in session without meeting the metrics we will not be able to see our daughter the risk of transmission is too great teaching in person will present a lonely holiday season for all of us during on an already stressful time and i believe that concludes the comments for item 3.2 okay item 3.2 is represented by dr miller president hill governing board members and dr burdick every year we bring the cave creek unified school district instructional focus to share with you as a presentation and this document has morphed over the years and this is a document that you will see in every classroom most of the school offices at the district office and it really is what guides um the teaching and learning in the classroom and our three areas of focus you can see it's very sick secular and not all of these things happen at one time in one particular classroom but we want all of our students to be actively engaged in learning and we do this through cooperative learning and personalized instruction we want to use utilize integrated technology to enhance learning not as the teacher but as a teaching tool and then we have advanced world languages so that we can prepare all of our students for a global economy and you know a lot of school districts talk about preparing kids for a global economy and cave creek unified really does that so again this is a document that's prepared for the classrooms and as much as possible during our distance learning and online learning we still continue to try and utilize this instructional focus in the way that we present information and learning for kids so this is just a presentation and i know that you have seen this before but we wanted to bring it back again this year and if you have any questions i'd be happy to answer those we have any questions or comments i i do have a question um with this um plan it's all being integrated to online learning uh we're using this as our focus however this was designed for the classroom in person learning so as much as possible i know that our world languages look a lot different uh when it's online um student engagement looks a lot different however this is what we would like to see with online learning as well but it looks completely different i would have to say that the integrated technology this has probably given us a little bit of an extra push and so i know that there were a lot of people that were apprehensive about some instructional technology that are like i can do this and with a little extra help they can and that's not just teachers that that's all our support staff and our students so whenever our classrooms are open is there going to be like a phase in to get all of to phase in going from this online to an in classroom or is it just you're going from one to the other because they're they're different modes of learning exactly and i remember busby i think we're going to see a lot of transition time um to go from the online learning and one reason that we've utilized canvas as a learning management system is so that as we transition back and in the case if we had to transition back to distance learning that would be a smoother transition thank you i'm sorry i said thank you okay you're welcome any other questions i i don't have a question but i have a a comment and of the uh of the public comments that were read there were three that stated they're in classrooms with 37 students well uh i i know we just started school but will staff have a chance then to provide the uh the classroom breakdown for us at the at the next meeting yes member brown and i believe um dr burdick has that information will be coming soon as far as class sizes and things like that okay very good thank you any other questions or comments okay item 3.3 online resources and curriculum presentation presented by dr miller um ms scotto do we have any comments on item 3.3 yes we do prison in hell dr burdick would you like to start yes the first comment is from pam ruckus from cave creek president hill dr burdick dr miller and board members we wanted to give a shout out to the whole district on how hard everyone worked this week to make the impossible possible kudos a special thank you to both laurie umberger and toyah abrams for answering and clarifying our unending questions we also wanted to say how impressed we've been with the aoe option that one of our children is attending from the impressive amount of communication from the teaching staff to the curriculum we are very pleased with this choice the teachers have been so immediately responsive to the questions our daughter has and they have scheduled an hour-long zoom call with each of the grades individually on friday to help answer questions and clarify anything for those students who needed it the aoe teachers have been working around the clock on making sure all classes were loaded properly all parents understood how to help their student they've been available to us to ask questions and have really been an integral part of the success of this option we feel in such good hands and could not feel more supported we know the option was well underway before the pandemic and wanted to say thank you for giving us this online district option as it's offered in many neighboring districts the option we have two remote learners and one student we cannot have been able to hold we have four students that we're anticipating that we have not touched facebook that gives k through four enrollment 244 in total of 286 at bds any questions for darla what are you doing in the kindergarten sweetheart jump start on wednesday and thursday yesterday right we have 17 of the 36 signed up do they find out their teacher and their teacher is there wait they wait okay so they do activities with all of the teachers so i don't this just popped in my head halfway past we just post all those on the doors and everybody's gonna go run take pictures of them who your teachers are like get you around take pictures and send everybody you know do we really want everybody to go to the exact same spot i think that [Music] teachers like to stand out there [Music] we can put out a thing that says like login on skype and check your you could do another bridge like that that way there's not a large gathering and that type of thing i think that's a good example yeah sorry very well ran it went so smoothly and it looks like you had a really big turnout for that i didn't realize that there's even that many students there so to those junior staff because that went really well thank you okay middle school um in visiting much far we were tracking down different families we haven't heard from as of today we're still hiring about 240 uh students that we're looking at actually having um either remote or in person right now we have two fifth graders that are choosing remote two sixth graders remote and then one seven and one eighth graders that are choosing remote um matter of fact as we were calling i think some of the some of the individuals that we thought were going to be remote now have chosen to um actually come into person so some of that is still changing a little bit but 240 is about what we're going to be looking at questions for mr spring high school uh we have approximately 273 that we have uh looking at right now with three remote total so that's where we're at susan this morning she was doing all of that and she she said we may have the whole one that she hears you know she's a great resource for me because she knows what's going on out there she thought there's a couple more that may be underneath as well i would also like to tell you guys that uh i felt like enrollment went very very well this year heard a lot of really good compliments our secretarial staff and those individuals did an outstanding job and it was very much appreciated it's a very very long day and it was pretty hot outside so i want to commend them for everything they've done because they did an outstanding job again i heard nothing but good positive comments from it guys so i think the online piece is going well it's getting better people are getting more used to it and people were ready to go i thought it went great personally and it was a lot of for like a better terms like hubbub like there were people so excited to be there the kids are excited everybody had masks on everybody i mean i didn't see one person that did not have a mask on and you know people were just i think it felt like everyone was happy to be there just staff students and parents it's a great job if you also have anything for three okay special one don't have anything to add my students are including them all the time so um pretty much i put in there we i just turned in four recommended hires today to wait on background checks but i also got a resignation today so um it's gonna kind of be like that i think until we get settled in but um we're not on dire streets we may be short one in a building and one in another it's not like we're down 10 in a building or anything like that so how many are bridges um that's where i had a resignation from today so i but i already have a fix for that so i tried to do students well nobody came and enrolled but that's not common either probably three to four there's one that we may move out there that we're having and in part of that program too of course the bridge is determined to transition from 18 to 21 and so they they may transition at some point between the years of 18 and 21 so it's not necessarily they'll all go to age 21.

right i mean i guess i'm thinking like if i'm in room 212 and i have to go to room 104 right i got to go to the bathroom off the second floor right go down down the hallway downstairs and then back down to go to you know to that classroom so it's going to take me a little longer than three minutes to be there and that very well may be the case and again that's something i'll i'll discuss with that um when the time comes for specific questions but i was just trying to get an idea of what that day looks like yeah and again we're gonna child we're going to run into all sorts of individual questions that we probably haven't even gotten to i've met with the principals today and they told them start start developing you know your your question and answer sheet every time you get a question here's the the fact question and answer sheet start developing them have them and this way we start posting those building by building so when the questions come up we can get them out to everybody so everybody can see what the question that was asked and what the answer is so we don't get the same question 100 times and give out the same answer 100 times let's try and be smart about this as we get the questions put it on it on a sheet and publicize that sheet so every time we add it we have it we're putting it out to people one last question yep what are you doing as far as academics and identifying where they fall are they falling on grade level after the beginning of that grade have opportunity to spiral back the curriculum are we doing that are we getting last year's post assessment versus this year's pre-assessment we are giving last year's post assessment we are starting with last year's post assessment to see what the losses if there is a loss um but yeah we've already made that decision we're going to get form c of lincoln from last year to start the year just to give us an idea of where we're at um and now obviously from there we have to be completely flexible in terms of you know we gotta gauge where the kids are and then where we're gonna start the curriculum obviously um you know if we have we have a big gap or learning loss there in multiple areas where we're shifting down i mean there's there's no there's no answer and so we gotta we're gonna have to shift correctly down and then figure out how we're gonna scaffold the back up and see see how we can make some gains but i mean again i think think from from our perspective from a curriculum perspective you know talking to beth i think one of my biggest concerns really is we started this year virtual or we have to go back to virtual and we see a big loss coming in from last this last virtual coming in now now we've made some some major i think some major adjustments going into this virtual versus last year's virtual so you know like we had no time to prepare it like that yeah i mean we were on the fly last year at least this year we were saying listen we're going to run a schedule even if we're going forward we're running our regular schedule there's going to be face to face we're going to do this we're going so we we kind of structured it a lot differently if we had to go full virtual this year than we did last year obviously because we had time to think it through a planet so i think we're a little bit better off if we had to go full virtual going this year compared to last year i still think my biggest concern really is um a couple things it's it's the individual connection with kids number one it's still the social emotional part with the kids um and i will say this and this isn't commonly known but i have to tell you our two licensed clinical social workers continued throughout the whole virtual and part of the summer doing counseling sessions one-on-one with with kids and families all summer long and intense counseling that was needed um you know we saw some really big-time needs that we didn't see before and that concerns me so you know those two particular areas i really want to see what what we see when we come back um and then again obviously if we go full virtual is there going to be another slide and then you know how do we how do we eventually make all that up for kids now obviously when you get to high schoolers i think you know being a high school principal knowing how the high school kind of operates the teachers and the way you can do it i think high school kids can make things up a lot quicker i really do elementary kids once they fall behind it's it's a different animal trying to get them caught up yeah so you know that's i think my focus really has been less for the first time in a long time less worrying about high school more worrying about you know elementary like so we've we've talked about intervention skills at elementary level like how how are we going to intervene at the elementary level how are we going to make sure we do this one-on-one we even got to to the point of talking about listen if we go full virtual can we do individual appointments with kids can we drag kids in individually to do one-on-one work with kids that are that are really falling behind can we bring all of our special ed kids in to do one-on-one with our special ed kids like we're we're thinking so far out of the box of individualized appointments and things like that to try and bring our our kids that we see the biggest slides with bringing them in one-on-one even if we go full virtual and that's still on the table for us because to me that's that's a big need and we would do that at the high school level as well well thank you thank you for all the work that you all put into this i know i appreciate all of your hard work thank you dan i have a quick question about the contract tracing for going to the bathroom would it be easier to keep track of the kids and let them go during the period then you know who leaves the room and when yeah assign bathrooms instead of being queen i would say at the elementary that would work fine for high schoolers you have no idea where they're going i have to track them on camera because they'll tell me they're going to second floor bathroom but but you know you know they're going as opposed to in between periods who knows any kid could be every kid could jump in the bathroom and you'd have no record at all at least you know they're out of the room and they're in a bathroom and you know who's out of the room at that time i will bring it to ed and i will let him figure it out just a thought yeah um how is that working same way the same way they're gonna pick up and pick them up two locations two locations uh the question i was just asking you in here was the virtual kids um picking up lunch we're gonna have two locations the high school for the north side of town the annex for the south side of town so anybody who's virtual and wants to get lunch they they are more than than happy even the ones who just want to order lunch we're allowing them to order and pay for lunch and pick up lunch as well so and everybody can get breakfast though everybody's still getting your breakfast okay any other questions all right moving on minutes result the bamboo board of education approves the minutes for the following meetings regular and executive minutes of july 13th can i get emotion motion motion miss morris second second second mr bale does anybody have to abstain has to abstain i think you're the only one bill comments seeing none can i get a roll call book mike yes just about yes yes personal resolutions district and high school resolve the superintendent recommends for approval the resolutions as outlined in personnel resolutions under district and high school 6.2 through 6.9 can i get a motion motion mr vadalair second second second miss morris discussion i accept this thing from 6'4 yes sir okay so you're not going to get a roll call vote personal resolutions middle and elementary resolved superintendent recommends for approval the resolution says outlined in personnel resolutions under middle and elementary schools 7.2 through 7.7 can i get a motion motion mrs russomano second second second mr bone discussion i see that um mrs zionello is now going to be a guidance counselor yes that's following in her mother's footsteps i actually had a question about the the reassignments as well i know we had discussed reassigning some pre-k or kindergarten because we aren't going to have any kids i guess that'll be on the next one but that's kind of made official numbers yeah so those those letters aren't even out yet uh i don't know if they put them out yet but yeah abstain educational resolutions district and high school resolve the bamboo board of education approves the resolutions as outlined in educational resolutions under district and high school 8.2 through point five can i get a motion motion motion miss morris second second second mr vandalia discussion uh for people who can't wear masks of ieps and stuff like that are they gonna get barriers on their desks or is there any what are we going to do with that because there's going to be certain students who can't yeah um i have received zero doctor's notes for any students in that regard to date um i would say we probably use face shield at that point in time but we are we are also um every classroom is going to be at six foot social distancing as well so i think we should be pretty good on the revised calendar it's just the balance um no it's actually an added pd day i think it's um president's day or martin luther king's day yeah president's president's day okay and then with like in case there's x amount of people getting coded what would be like the possibility that we as ourselves have how would you decide if we had to close out a school building like how many people would it be or how many people have this social assistance like what would be i i'd have to rely on the health department to make a decision okay i i don't think i can make that decision in the vacuum by myself i really would have to probably i'd probably have to tell you the truth i'd probably talk to dr frank our chief school medical inspector as well as the somerset county health department and make that decision okay but yeah it'll be by building my building basis i'm assuming yeah i i would have to i i would also think that the health department it may not even come down to us what happens is if the town itself becomes a hot spot like it was for a little while there they may come they may come to us and ask us to shut down just being that the town might be a hot spot again i don't know like i can't yeah i can't tell you i can't give you all the what-if scenarios i can just tell you that i'm going to rely on the health professionals i'm not a health professional when it comes to this i'm going to rely on health professionals and if they tell me to do something i'm gonna do it or i'm gonna i'm gonna advise you to do it and then how many sanitizer people are hiring again and that's throughout the whole district yeah okay and again we're closing down the mop so bringing all those people from lamont over into the attics and we'll bring all our night people into an afternoon shift and shift them back into their buildings at noon time so we're bringing a lot of people into building yeah i i your schedule is i just because of how like specific your schedule i wasn't sure how many people are daytime people can't do it alone and just know with with the expansion of a small app i hired a second daytime custodian for small so there's a second person for smalling maybe i missed it what's going on yeah because because of the amount of um students we're gonna house them in one building we're gonna bring the custodians and the uh food service people and everybody we're just gonna shut down one building how's everybody in one building so we're gonna close one plan do you know how much that's gonna stay financially or is that because it's gonna save us money if we don't have to run electricity i'm gonna again i'm not worried about the financial impact or savings or anything like that just it's a sound it's a sound move because it doubles up our custodians yeah i only have one nurse down there okay one nurse covers one building in everybody's house we're staying um just the one i know if it's not tonight um and we know we know something left like they they they didn't have jobs they moved to other places to get jobs and things like that so we're in across attracting people down road the bamboo board of education approves the resolutions has outlined the policy resolutions under district in high school that is 9.2 through 9.6 can i get any motion motion mr bone second second mrs russomano question i just have this thing from 9 49.

respectfully we understand the state of fear but our families feels this will impose greater and substantial loss to our children's academic growth emotional intelligence and social well-being we have three elementary school-aged children our daughter is on an iep to develop s-p-o-t in her ability to sit and attend due to add our other child is in the pals program which entails a significant amount of goals both academically and socially it is impossible for him to sit five days a week without one-on-one instruction in a virtual setting which will include zoom meetings for teacher instruction and school services we are grateful that the district is allowing him to return to school this week with four hours of face-to-face learning his classroom makeup consists of only 11 students which is small enough to accommodate face-to-face learning with a sped teacher pair of professionals and school service staff with safe practices we have now been forced to purchase supplemental resource material for his educational needs as he cannot sit and learn virtually we are proposing that the district consider at the least an option for an a b and or c rotation during the school year if returning to brick and mortar plans are not feasible currently there are fortune 500 corporations that are using the strategic plan to ensure their employees are staying productive and provided opportunities to meet face-to-face to ensure their emotional social well-being is met providing this rotation will allow smaller class sizes to ensure caution proper sanitation practices and the wearing of masks we love our children our schools and our teachers and staff but if a decision is made to prolong the virtual learning environment indefinitely the school year it will be more detrimental for our children's future and the parents that need to provide for them thank you for this consideration that is the end of that comment the next comment is from stephen o'connor of cave creek as a graduate from the ccusd school district former governing board member as student body president and friend of many teachers in the ccusd school district i am writing to implore you to delay the start of in school instruction until scientific metrics and benchmarks indicate that both students and teachers and district support staff can safely return to the classroom and campus what's the point of sending kids to school if when those kids graduate and become scientists we don't listen to them once they become an expert in their field i have asthma and if i work for the district i would be afraid for my life and be forced to be returning to an unsafe work environment think of the teachers and support staff do what's right for your employees respectfully stephen o'connor cactus shadows high school class of 2006 student body president and that is the end of that comment the next comment president hill is from shawna melton of cave creek i would like to start by saying i understand you all feel you are doing what is best for the children however my husband and i feel we need to get these children back into the schools we understand that there are safety concerns for coven 19 but there needs to be safety concerns for the children's mental health as well these kids rely on being in a classroom with peers to flourish and grow there are enough of us parents out here that want our children back in the classroom so please listen to us by not allowing the children back you are not only hurting the children you are hurting all working parents if parents cannot work the tax dollars to the school suffer as well let the families that want to return sign a waiver to do so and get these children back in the classrooms we are a first responder family that is on the front line so we are very aware of the risks we are willing to take this risk because we know that it is more important for the children to return than for adults to live in fear of what if thank you for your time the next comment is from abby basnet of cave creek thank you to the board for reading my comment i'm writing to you today to say how much i appreciate the district providing so many great online learning opportunities for all the students of the district this year for my family school online is an absolute necessity for health reasons this year we are so thankful to have all of these amazing and comprehensive programs to allow us to still get a a quality education from from our excellent ccusd staff the learning being done in these programs is only possible in conjunction with the facilitation of our teachers and administrators not only do the teachers keep us on track and provide assistance intervention and enrichment when needed but they keep us engaged and active within the ccusd community we have been beyond happy with the teachers in the aoe program this year these teachers have been communicating with us exceptionally well and have quickly been able to pivot and make any necessary changes to work best with our families within this new environment i am so thankful for them and their willingness to work with these new challenges this year thank you to all of the ccusd teachers and staff for all their hard work over the summer and in this past week the time and effort you have all put into making this work for our students and family is seen and appreciated thank you also in advance to the board dr burdick and all of the ccosd administration for continuing to follow the azdhs guidelines and metrics for reopening safely that is the end of that comment and the last comment president hill is from kristen puelko of cave creek i am writing to implore the board to adhere to the guidelines provided by the health department before reopening we are still in the middle of a pandemic and thoughts of opening are premature well i would love to have my children back in the classroom it isn't safe for teachers staffs teachers students or staff to do so at present we all know that social distancing will not be possible in our classrooms we also know that the air-conditioned rooms are more likely to spread the virus until meet the metrics established by the health department planning to open is problematic i ask that the district commit to adhering to the safety and health measures provided by experts rather than listening to a vocal minority this will help ensure parents feel confident in sending our children back to school without expectations of another shutdown as we have already witnessed throughout georgia thank you president hill that's the end of the comments for item 3.3 okay thank you so item 3.3 is presented by dr miller president hill governing board members and dr burdick this presentation is by request of member hatcher and i apologize that it's been so long since the request that we're just getting this to you um so below we have listed online resources and curriculum that's being utilized in the school year many of these things have are repeat um items that we have purchased in years past some are not some are new um and there's a brief description of what each platform does there is one in there uh illuminate education is not actually curriculum that's an assessment um i just wanted to mention that um achieve3000 is an ela product and it services primarily kindergarten through eighth grade rather than through twelfth brainpop is new that's online math curriculum that our teachers wanted to purchase uh for our new resource adoption college board that's a renewal uh discovery education science and social studies that is for science k through eight social studies six through eight and some fifth and sixth resources uh dream boxes learning is math only for spanish immersion at desert willow ingenuity edmentum those are resources that are for our online offerings imagine learning imagine espanol um imagine products or they have all kinds of products primarily we've used them for math and it was determined this year that the middle school wanted to use manga high rather than imagine math so imagine math is just for elementary schools currently listen wise is a new product that's for listening comprehension um the art of education is a renewal for our art teachers and then vista higher learning listos is an online language curriculum and workbook for the desert will of spanish immersion grades three and four and with that product we will probably be looking at next year adding a couple more grade levels um so a couple of questions were asked um the purpose of each of these platforms and i hope that was descriptive for you um and also um how we determine what we're going to purchase and it's a variety of ways sometimes it's but based on the teachers recommending it sometimes it's based on administration recommending uh sometimes it's based on that's all there is for that program for instance with the ap products there's it's a single source provider so there's no other provider to get that product um just discovery education is similar and we listen to our teachers listen to our administrators at our buildings and for instance we changed from imagine math um at the middle school because the teachers preferred to have another product other questions that were asked where can parents view and can board members view and absolutely anyone can view them most of these are available through clever which is a single sign-on and so when students have a login and they sign in they're able to access whatever is grade level appropriate for that student so this is just a presentation and i would be happy to take any questions that you might have um i have a question for clarification okay on this list it says that edmentum is the online curriculum for k-12 but i thought at the last board meeting um we were told that the online curriculum was ingenuity yes member busby um we did purchase edmentum for k-12 and our academy of excellence is a k-12 school currently for this school year we're encouraging all of the high school students to remain at cactus shadows where they'll be using edge annuity but we if we did have an outlier if we had a student that for whatever reason did not want to attend cactus shadows for online for distance they wanted to go to say like a primavera we would want to be able to keep that student and so we would be using edmentum if they were in the academy of excellence so probably the next question might be well didn't we pay for seats for the high school students and yes we did pay for seats and that money will be kind of comped if you will for the additional elementary seats that we didn't pay for we only paid for 250 for elementary so they will compass on with that funding does that answer your question yes thank you any other questions or comments no thank you for this okay i i i'm sorry have i just i have i just have a quick comment and maybe i missed something with the public comments and i'm the first one to appreciate that that the time that the public has sent their thoughts in but we listened to i believe 19 comments but none of those were specific to these agenda items yeah um can someone speak to that sure it's a little off topic but i understand why member brown is asking so when somebody sends in an item to speak to or if they're in person and want to speak to an item they decide which item they want to speak to and we do not censor whether or not it actually speaks to the item or not okay i would have thought the the bulk of those comments uh discussing back to school dates should have just been under just the general public comments section not agenda specific so member brown we have not had the just general specific general comments since we've been online they've been speaking to an actual individual item so um some folks are being creative in which item they want to speak to yes okay and like i said i i appreciate the the emails that are coming in especially it gives us a chance to to get the comments from the public especially uh the ones that have also sent links to different studies and different news uh reports that's been good i mean i know all of the board members i'm sure we're reading everything we can every day member brown i'm so sorry to interrupt you and i'm only going to say this one time we are veering off the topic which is online resources curriculum and presentation i know that the public can be off topic but the governing board cannot okay i appreciate your question remember brown because that's that needed some clarification so thank you for asking uh do you have any other comments on 3.3 okay uh item four do i have a motion to approve action consent as presented second okay uh member brown are you muted oh i'm sorry what did you say my brow i cut only the back end of it uh i am voting i okay thank you busby bye hatcher i i'm an i rich um sorry guys uh for item five old business moscato do we have any comments for any of the old business items no we don't president hell okay then item 5.1 revision to check and bank signers for 2020 2021 presented by mr leedy thank you president hill members of the board dr burdick governing board policy dga requires all signatory for checking accounts to be approved and authorized by the board attached are the revised check signers being recommended for approval and authorization for the 2021 school year also listed are the recommendations for check writers and account reconcilers this item was previously approved by the governing board on june 8 2020 and is being revised due to employee changes if you have any questions i can answer those for you we usually discuss after we have a motion so do you have a recommendation mr elite oh i'm sorry yeah that's okay that's my job right yeah the administration would recommend that the governing board take the following action to move that the governing board approve and authorize the revision to the check and bank signers for 2021 as presented so moved second any discussion okay we have a motion and a second to approve as presented and rich hi i'm in i remember hatcher i busby i brown i item 5.2 revision to designation of administrators to authorize emergency procurement for 2020 2021 presented by mr leedy thank you president hill members of the board dr burdick emergency repairs are sometimes needed and occasionally exceed thresholds for procurement in order to prevent violation of procurement regulations that cause an after-the-fact purchase order violation districts are instructed to designate individuals authorized to make emergency procurements the district would like to designate dr debbie burdick and mr tim leedy as individuals who are authorized to make emergency procurement on behalf of the district this item was previously approved by the governing board on june 8 2020 and is being revised due to employee changes and the administration would recommend that the governing board take the following action move that the governing board approve the designation of dr debbie burdick and mr tim leedy as individuals authorized to make emergency procurement on behalf of the district for 2021.

two cents if you're not going to open the schools refund my money i'll put my kid in private school and i'll be done with those nonsense thank you very poor hello i understand there are many unknowns with remote for all i have several comments i ask the board to consider in making decisions at monday evening's board meeting all elementary students are provided materials and learning aids that they would otherwise be using in the classroom i believe this has been stated in the faqs but would like to reiterate the importance two teachers provide instruction from their classrooms each day i believe this will allow them to be ready and available for their students without any household distractions additionally offering small in-person weekly group sessions to assist with those children who need it three all elementary go live meetings will be recorded so that if parents are working and unable to assist their elementary child they may do so at a later time four children on an iep that would be pulled out of the classroom for in-person receive in-person services for their allotted time during the remote for all or a go live one-to-one session with their specialist thank you for the board's consideration lisa cook hello i am a parent of a brokaw pre-k student i understand the reasoning for remote for all however my son doesn't understand the concept even after march when school went online he didn't really consider it as school rather mommy and him playing my concern for the upcoming year is he does not do well on video conferences so the go live sessions may not go well we've had face time sessions with family as well as a television with a health practitioner since we're in the process of evaluating him for autism and he does not do well talking to others on video or staying still and watching for more than a minute i could get him to sit through pre-recorded items as long as we do it at the right time and in spurts i also have a nine-month-old at home so to make my toddler sit in front of the computer is difficult i noticed a more flexible option will be offered to elementary students and my hope is that you would consider a more flexible option of pre-recorded sessions with the pre-k students thank you that was three on reopening schools and the associated agenda items all the other emails will be entered into the record as we have done at other meetings item 5.1 board member comments who would like to begin i guess i will open this up so i think over the last seven years that i've been on the board communication has been a focus i remember a time my first years on the board that to be able to talk to teachers administrators anyone that worked in the district was really hard to do because there wasn't a lot of trust people i think were afraid what would happen repercussions things of that nature so i'm really i'm really pleased with the amount of communication that we receive that people feel secure enough and safe enough to express their opinions to the board without that feeling oh we're gonna you know report you to somebody or there's repercussions for that with that being said there is a a line of communication that we express to parents right when a parent calls us with a concern or a question it's not oh do we take it to mrs dahlquist or to to dr spallin sorry doctor for resolution it's did you talk to the students or the teacher first did you talk to the building administrator first what have you done so we can guide you in the right direction as we get this communication and especially it's concerning this weekend with with the amount of staff i just want to say thank you for sharing your concerns i appreciate it i hear your concerns but i hope for every email that i received your building leadership has heard it your directors dr alan mrs kincaid mrs luters has has heard it because it's one thing for us to hear it but these are the people in the building that need to hear your concerns as well they're the ones that need to bring the suggestions to us so i don't i'm sure everyone had a lot of emails again this weekend so please keep the communication coming but i just want to make sure that as much attention as you're giving it to me and us on the board you're building personnel that can really work on your behalf here is that communication as well that's the first one i um the second one it is with communication as well and i think it was lost last week at our board meeting when we talked about some of the frustration that um i think our administration had some of us that board members had with government entities and the gentleman left wondering why we voted the way we do but it's with guidelines through the health department and those agencies that are kind of you know on the upper threshold above us and when there were some issues with that i think our local governments do what they do best and we do communicate with each other so i would like to just publicly say thank you to the kendall county board and specifically the county board chair scott greiter who really helped kick-start some conversations that that helped us move along and get started so there is communication that's happening and we want to make sure to acknowledge that um we are in this together and that our intergovernmental bodies are are doing what they should be doing a lot of times and then lastly i just want to um acknowledge an email that i received i did look at who all received it but i know i received it because it was partially a suggestion of a statement that i made as misconduct and i i'm not going to publicly apologize for a statement that was made there was a point in time and i think so a lot of government bodies fall under this realm where things happen behind closed doors and and that's an issue where it'd be easy for us as a board to you know go over the documents and make up our mind without any dialogue out here in the open and what we're doing is is for transparency and i think it's important sometimes it leads us into long evenings but a lot of great conversation that come up and some of that conversation gets passionate concerned and i think that's natural as it means no disrespect to the people that are here working and i will say towards teresa because i think it was during our dialogue that that was pointed to it's it's it was just open and honest conversation and i would say that to anybody so i can't speak for any of the other language that was out there but that's my perspective on the way it's open it's honest and it's transparent i will say that and then the last piece as part of that email had to do with mr lightfoot and in the mask issue i will say that brent is a you're you're a great board member you come prepared you do your work you do your research oftentimes we agree oftentimes we don't agree but that's that's what we do we're not rubber stamps we're not closing each other i will say as i as this person i told you was it the best decision to make no i wouldn't do it and i don't support that but i love your mask tonight i think it's great but um i wanted to address that and that's the only comment i want to make publicly on that so that's all i have thanks for the time thanks matt and i i do want to echo since i have been a board member with you for quite a while when i heard you make the statement that you made i knew exactly what you meant it was not meant with malice or in any other way and so i you know i appreciate what you do for the board i would like to go i'll go next i'm going to state my name again just in case ruth croner uh yeah um i just have a couple quick statements tonight i want to echo kind of what matt said about communication and um how i am pleased that not just members of the public but teachers and staff feel that they can reach out to us and and communicate their concerns and i will go so far as to crediting dr sparling with creating a working environment where people feel safe to do that because you're right matt there was definitely a time not all that long ago where people didn't staff employees did not feel like they could share concerns because they thought that they would there would be repercussions negatively and potentially losing their jobs so i think that you've created a culture that where people can openly communicate and that's a good thing always um i will also say yes lots of emails again which is great um i i just feel like i saw a lot of in a lot of these emails the word consider and that just kind of jumped out to me consider consider consider please consider and i just want to say there has been so much consideration given by our administration and those who are working on this planning to every little detail that they it has been considered and and they are working hard to try to develop a plan that is not just what's best for students and teachers and other staff members but also [Music] able to carry out and i appreciate you considering all the aspects and your time that you have taken to do that and and i do appreciate the members of the public sharing their concerns because i think that that's what our our administration are concerned about too um and that's i think that's the end of my public statements i'll piggyback on that ellie swanson um i i i won't say a lot because i have some comments but they're for i'll just save those um my so to piggyback on what ruth was saying like i appreciate that you want us to consider but but i also as a teacher want us to be careful what we're considering right because i responded to one email i read several but i only responded to one and she may or may not like my response however for me it breaks down into two points it breaks down into how we teach it and what we're teaching like i think the majority of teachers have the what unless you're new or you're teaching a new course like this is not new material this is not new curriculum this is stuff that you guys have been trained to do whether you're physics or math or art or dual language or whatever you're teaching you have the what what some of you are struggling with a little more than others is the how right and we can help with that we can't help as a board that's i mean we're up ten thousand feet an administration can help a little bit but what you need to do is work with your teams you need to work with other teachers who teach what you teach you need to talk to other teachers you need to reach out maybe even to other districts but there's a core group of people in every building and in buildings across this district where you guys have the what you just need to figure out your how and like i realize there's a lot of people who are who are really upset about this calendar but i see it differently i see i already have the what i already started working on my how in april and may so what i need to do now is figure that out and i need some help doing it which is i applaud you for asking because we do have that culture here and i can appreciate that but i don't like don't panic i think a lot of the teachers are panicking and that's going on facebook and then all the parents are panicking because some of the teachers are panicking and we're going to be okay we're going to get there we're going to have a framework you have the what just figure out your how um so similar to what many of the other board members have said um i i do appreciate the emails um i think a lot of these emails that we have been getting have been um have shared concerns certainly have shared opinions have um but have also really in many ways been solution focused which is things that we have asked for in the past when we were looking at budget issues instead of just kind of having an issue um you know come to us with with what you'd like and with um with some options um and i appreciate the tone in that that has um happened oh and this is heather moyer um yeah thank you um so what um so what i want to say too is that um there is so much happening behind the scenes um you all you all know that you know obviously um our staff our administrators um are working tirelessly um and there's so much that happens for us as board members too that happened outside of just this meeting this one meeting a week or um you know now we seem to be meeting weekly or you know a couple meetings a month um so much happens um we're not hearing information for the first time often at these board meetings we have um we've been we are brought into conversations we understand often the process and the considerations that have gone into much of these big decisions this is an opportunity for us to be together to ask those questions to get clarity but as ruth said these considerations are happening these conversations are happening i can imagine how frustrating and i hear how frustrating it is that people don't have answers to the minutia that affect their daily lives that this is going to i understand i have a kindergartener too i have a lot of questions um and you know i'm patiently waiting for some of those emails to come through um about what you know what things will look like for my kindergartener and my fourth grader but those things are coming the hard work is happening the conversations go late into the night and we appreciate people's patience and i i know we're a couple weeks out from the start of a school year so people teachers parents are clamoring for more information and it is coming it is coming um i appreciate the culture that has been created here in this district dr sparlin one of trust and where open communication can happen safely i think it is important as board members that we are mindful too that we um that we demonstrate in our role it is hard talking in a mask hold on and i'm fogging up no i think it is really important though as board members that we model the same um uh these same values that have been put in place by dr starlin and his leadership team that we're mindful of tone as we're talking to each other as we're talking to administrators as we're talking um about and to other government entities and organizations that's something that um that i i really i know that i'm going to focus on and i really hope that we as a group and as a board can focus on too that we move forward move that culture of communication and trust and safety and all of that that we can move that forward in our roles i'm done i'm bogging glasses do add an extra special you know extra special gift um so first off i i like to are we done oh i'm sorry i'm so sorry did you not go last so i just wanted to make sure oh no i do go last yeah no no i thought you know that was just nope i'm i missed i missed that one completely i apologize well i've been waiting and i thought i should go because i was going to warn of some of the things my name is tony morgan and um one of the things i wanted to put out there soon because some people have to think about this question is i really think a lot of people are wondering about the start date of august 24th versus the 31st and i'm just hoping that we're going to hear something about that at this meeting at least the thinking behind which date ends up being the selected date i agree with matt and heather and everybody who's spoken about the communication and that parents should advocate we're getting a lot of good mail i think the more participation the better um i understand that some people think majority rules but that is not necessarily how it works in making decisions for big groups of people um uh we have a lot of communication that we've done and i agree that we've done better i came out of the era of darkness of us we go into the this era where i'm no longer working for the district but i believe that the communication is much much better um i think a lot of people want to have a deal that they understand what their part of the deal is now that we've made this announcement remote for all what's our and what supplies do we buy where do we go how do we get the kids you know to sit still and all this stuff so we need to make sure that we're communicating and creating those agreements um i think i'd be remiss if i didn't say in the code of conduct for school board members that it does say you're not supposed to be too politically partisan so i'm hoping that we're not going to have too much of that in the future because you know we have policies we tell the kids they can't wear certain clothes they can't do certain things then we have a policy for the board if we're not doing what we have agreed to do then that's going to become an issue so i hope that we can improve on those things um wanted to say last week when we got into the whole debate about the cdc versus the illinois department of public health that i think common sense is also something that comes into play and so no matter what the rule is that we hear from a different organization we know that when kids are getting sick there's going to be repercussions and i want to say this that we've not brought this up sometimes we don't know what underlying conditions children have until they get sick and so kids will go through and be okay and go you know through their daily lives and then something happens maybe they break a leg maybe they get pneumonia but then you find out oh they actually had asthma or they had diabetes or they had these other things so we have to be aware of that and that leads me into my well i'll say this first and then i'll say the other thing um i'm glad to see that the food pantry is on the agenda i think that that is a big way to address people's concerns with kids getting enough to eat in the community and making sure that those kids are are getting something and i would encourage the community again to look look around and see who in your neighborhood might need help and try to help in any way you can same thing with child abuse and and abuse between parents you know to try to if you're super brave you know maybe you have a social work background or something going and talk to those folks or if you're not super brave at least report it to some agency so that somebody can check it out and make sure that's not going to continue and just to say to the parents to be brave during this time because i know it's going to be hard socially emotionally i think it's hard on the parents and the kids and i think that we're expecting and this is the big thing i'm going to say and then i'm going to be done is that i know that this is not going to be like the spring this is going to be different these teachers understand that it's going to be different they are going to be supervised in a way that is much more um they're going to be supervised and focused on and evaluated and all those things in a way that it's going to be a whole different game so i would hope that people will give that a chance and you can advocate for what you need for your kids without being super judgmental you don't have to say well i saw this person on facebook going on vacation or i did this you don't have to say that you don't have to be like that you can say what i want is for my kid to get a great education and that's really the crux of the issue because all we're making with this negative talk about not just teachers but all school employees is is is problems that people don't deserve maybe there's a couple people maybe but there's a lot of really good people out there doing good things i worry about the people that i know are taking so much of this responsibility on themselves and they feel like they can't do enough they can't be enough and i just would encourage the community to think about that you know i know it's hard on everybody but these are the people that will interact with your kids and you're not making it better so please try to not be too harsh and too judgmental um and try to be part of that solution like heather said so that's the main thing that i wanted to say tonight one mr lightfoot do you have anything else nope thank you two three six as number seven i wanna start by again echoing what matt said and thanking um not only mr greider but as he was working down that that line of inquiry i was also working down that same line of inquiry with mrs vickers from the kendall county board and i want to thank both of them for their efforts to help us get more information from our illinois department of public health prior to last week's meeting so that was much appreciated but that's not really the thing that i'm most proud of in the last couple weeks i am most proud of the fact and i just heard this dr sparlin last thursday that i did something very very important to our family i i bought my daughter a lunch box i bought her a lunchbox because school is starting soon and it doesn't matter if she's starting from home or if she's starting in a building she's starting school soon and in our family when you start school you buy a lunch box and i might even have her make lunch each day because for us that's what makes a day start like we're used to i think that what i'm very excited to see is that there's been so much effort made to make this school year look that much more like school even though it won't be school and there's a thousand and one things that are going to be what ifs or we could have or we should have or could we just um but i have absolute confidence in the administrative team that's been working on this i worry a little bit sometimes that that that you know we can all maybe spend a little bit more time thinking about how much professional wisdom is present in our central administration um and i wanted to say thank you again to all of you guys and for all of our leadership individuals throughout the district um these are really really unique situations i hear and i've said this before i hear the mini series would be too boring to watch but i don't think that's true um i think it would be fascinating to see someday behind the scenes how this kind of all happened and i had a unique seat um in that in our weekly meetings with dr sparlin i actually watched back in march as one week it's like yeah i mean that's new york to the next week being like uh i think we gotta talk about this to the next week things changing week by week and that's seems like a really long time ago if you told me then that that we would be talking about this now i wouldn't have believed you i didn't believe that it could happen it can it is but i also don't believe that it's gonna be forever and so what i decided was that i'm gonna trust the individuals that are making these choices because i'm really really picky and i read a lot of details and i ask a lot of questions as do all of my fellow board members and while we don't get everything we want we do end up with something pretty cool in a place where everybody feels okay asking their school board and their school administration administration a thousand questions and i know that that's going to continue even after we're six months past this so i bought the school lunch box because the reality is we don't know how long we're gonna be remote and i'm hoping that if we go remote for a little while we'll be back at a time when they'll be on to christmas or valentine's day or something next week in the store and they won't be selling lunch boxes so i just wanted to share that i bought a lunch box for my kid this week and i was very proud of myself so that's all i've got well thank you board last week was a very busy and a very productive week as we i'm working to get everything done that needs to be done for the start of school on friday we spent the morning with our administrative team and that's an annual retreat and that's an opportunity for us to come together as a group of administrators to share information and to collaborate with each other and as you all know this year will begin like no other uh we're going to begin the first six minimum six weeks in remote education and that must mean we need to use our imagination and be creative as we create this virtual and atmosphere and environment uh it's a tr it's a year to truly think outside the box and how we bring our staffs together and how our building leaders do their best that they can to still create that buzz of new school you know with with a new school year starting in that meeting with the administrators administrators i really stress the importance of building relationships it's something that we always stress but it's always important but it may even be more important as we start to build the year remotely and there's a quote that i share with the administrative team that i share every year it's one i heard probably 25 years ago and one that truly resonated with me as a young educator and it's a quote from helen keller and i thought i'd share with the board tonight it says the best and most beautiful things in the this world cannot be seen or even touched but felt in the heart i must do the hard work the world speaks to children's minds but as an educator i have the powerful opportunity to speak to the heart for i have i have a child's heart i have his mind i believe when kids know that we care about them and that we're here to help them dream and understand that you know what what can be i think they're going to rise to any challenge that we put in front of them this morning i had the opportunity to speak to our new teachers you know this is new teacher orientation week and dr jasek sitting there and she did a wonderful job on day one and uh it's always a good week it's always nice to meet our new teachers we did obviously we did it all virtually today so it was a different experience and as you know some of our teachers are brand new to education some of them are bring coming to 308 with experience but the one thing that they all have in common is that they are all new to 308 so great great day with them this morning and now i'm going to switch gears for a minute and at the end of our meeting on august 3rd i stated that the start dates for students would be either august 24th or 31st and you know it was brought to my attention that i had never discussed the potential of recommending pushing the first day with students to august 31st with the board this past week i was copying on a lot of emails that you all received and i want to apologize to the board for not having this conversation with you prior to making that statement and for any confusion that this may have caused with the teachers or the community as well as the unnecessary emails that you all received this week due to that statement tonight the board will be asked to approve amended calendar and this will clear up any confusion that my statement last week may have made so that's my report for this evening so thank you item six if there's not any questions can i have a motion to approve the consent agenda i make a motion to approve all items under consent including 6.1 minutes from the august 3rd 2020 board of education meeting open and closed session and 6.2 acknowledge the foia request received by the district second mrs croner aye mr lightfoot aye mrs moyer aye mr bauman aye mrs swanson aye mrs dorel aye ms morgan aye motion passes seven zero item seven one item 7.1 is financial statements does the board have any questions regarding the information provided this evening all right hearing none item 7.2 is an intergovernmental agreement with the kendall county food pantry and dr bajak is here to present and answer any questions the board may have so dr bajasik it's all yours hey good evening i'm heidi pajasik i'm the director of social emotional learning and i am excited to be here tonight to share information with you about a proposed partnership that expands an existing partnership between our school district and the kendall county community food pantry what we are proposing and would like to do is open a satellite location of the kendall county community food pantry in our district in order to serve the families and other community members who reside within our boundaries within the first four months of the 2020 calendar year there were 1100 visits from 288 families to the kendall county food pantry located in yorkville from the area code 60543 and 60538 what we have discovered through conversations with different families within our community at different events is that that distance between here in yorkville can sometimes be a barrier for our families and so well that's a large number of visits to the food pantry we believe there could be many many more we held three mobile pantries so far in our district through the northern illinois food pantry food bank in february april and july and served at the first 165 although it was below zero temperatures but since then we've served 155 and 126 families respectively at that mobile food bank which has a much smaller selection of food items than we would have at a satellite location in light of covet 19 we know and anticipate that food access needs of the families in our community are going to increase so what we would like to do is open a satellite location that would operate to start the first friday of each month held in the gym at east view academy and goal the planned originally planned food pantry would have clients coming into the building and and picking up items at the various tables and different shopping stations for um for the families unfortunately because of 19 we will need to run a drive-up pantry for the first at least several months of of the pantry being open the district though will provide the location for the food pantry will house the shelving freezers and refrigerators for food storage and then we will organize the volunteers to have the pantry open each month we will also train them on the various different operations of the food pantry as well as covet 19 safety regulations the food pantry will provide us perishable and non-perishable food items storage equipment signage and the client registration system so we're each being able to give an equal partnership in order to serve the needs of our families we anticipate that the food pantry will open friday october 2nd with drive up service held each month and if things go well we would come back to the board and ask for the opportunity to expand the agreement to twice a month so what questions do you have for me i have one yes can we in the interest of safety for our students who are in that building can we just keep it drive up i don't i don't know where we sit with safety and people coming into the because it is a building that we have kids in right and i totally love this idea and i loved it way back when when it was just an idea but i'm a huge supporter but i also think that in the interest of safety for our kids that are in those buildings that driving up and just putting the bags in the car is is also a good idea um i don't know if you need to put that in the contract or what are the what are the hours of um like one hours of operation when we're ready to go we're anticipating either 5 30 to 7 30 or 6 to 8 we would have volunteers arriving sometime between 3 and 3 30 in the afternoon to have all of the items ready and for our drive up pantry to have them boxed and ready to go in to go kits for our families so it would be after school after school ali do you is that you still have a dude i just yeah well i think that one of the things that might help ellie's idea is dr pajay said can you do um orders ahead of time where people text and say these are the things that i would be able to use with my family if they had kind of a list could technology be helpful um i know that i've had friends who've worked at food pantries and sometimes they can accommodate like you know vegetarian or whatever gluten-free so they don't give certain items to certain people because they'll be of no use although the clients do register with the food pantry so upon their first visit they do have a registration form that they fill out and they'll have an id card that they receive from the food pantry i will speak more specifically with them um with the directors at the food pantry about those types of right because then you have selection but you also don't go into the building so it kind of matches both and then i just wanted to ask the kendall county food pantry this is a planted question is the pantry that the district traditionally raises a lot of or collects a lot of food for and money to support and our district has been a huge supporter of this food pantry in the past and it's also some of the local merchants like jewel you can contribute money to the food pantry to help out right yes absolutely in fact i was told that in the last year our district was the biggest contributor yeah through our food drive to the food pantry and when is the last bell at east view academy they dismiss it two o'clock two o'clock in the afternoon okay so two i'm sorry volunteers to arrive at 3 30 and pick up as well after that so listen it's just a suggestion sure perhaps i just am uncomfortable with people being in a building it's really hard to tell who's about to talk when we can't see mouth starting to open isn't it i'm struggling um but uh dr pajasic wait did i we're starting remote is that school going to have students in the building not many no okay long term but they're but long term right oh where you're talking like oh okay i'm not talking this one yeah yeah okay oh yeah the lunch um so here's oh no i'm sorry i know i know i can't i know we gotta listen we need a buzzer like a little buzzer yeah a little something um so i am excited that you're making plans to expand to twice a month but i gotta be honest with you i really hope you don't need to um i don't want to see that many families grow in need but that being said i am delighted that we are trying to find a way to do this i have um complete confidence that in this like in all of the other situations we will be working with the food pantry to provide help with the sanitation that will be required so that we don't have to be bearing the cost of that because we don't have the money to pay for that that being said i i think that it's a really important thing for us to be able to offer locally it's a real long drive to yorkville especially if you don't have money for gas so thank you for for doing this and i hope you're not too successful but i hope you are all right anyone else all right thank you thank you item 7.3 is 2020 priorities and initiatives on june 27th board of education came together at her annual summer retreat to discuss the priorities for the upcoming year the document you have in front of you tonight is what was discussed at the retreat so at this time what questions does the board have and it's hard to believe that was only six weeks ago isn't it um my question that was that was our first live meeting back my question is um about the diversity equity and inclusion committee is that going to be made a board committee that will be made a board committee okay yep i had the good fortune to be on a it was one of those webinar things for the illinois association of school boards and it was a bunch of people getting together to listen about our school district and what we're thinking of doing for student voice and you know these young people that got on the call were so awesome it was three people from high schools uh let's see christian uh lena and danelle sorry if i don't have the last names but they got on the call and this is what they said that i thought was so like why is this so earth-shattering to me after 30 years of teaching i don't know but they said if you don't have student voices if you don't have students talking to the board to the administration to the teachers how do you really know you're doing a good job like what if they were able to tell you like when you do this in the classroom this is what works for me and this is what doesn't work for me and so just from that very basic level i thought you know student voice is important and it was nice to think that our district is ahead and it was nice to think that we're looking at that as a very serious option for us because i think we will learn a lot if we let these young folks tell us how we're doing so that's my only question is just to make sure that that's still going to be a thing any other questions regarding the updated the priorities for the 2021 school year does anyone have questions or things or can i add one more part that was at the beginning of that was our discussion our annual discussion about our board agreements which talk about how we'll communicate with each other how we will communicate with staff visiting campuses and i think that during that time we came up with nothing very new but i do want to remind everybody to take a look you have your new copy of the annual board agreements you have your copy of our oaths and our conduct so that you have those from the june meeting since i know not everyone was able to attend but also since our last board meeting board members have received communication from many community members that were upset by the political statement contained on the face mask born by mr lightfoot during that meeting as i stated in my introductory remarks all individuals attending board meetings are mandated to wear a face mask wearing face masks is new um in fact actually at our board retreat when we talked about these board agreements and our code of conduct and we went through those again um that was actually our first meeting and it was the first one with masks and to be perfectly frank i i think there was some confusion over what six feet meant in a school building because it was that new we hadn't even done it um our focus has been on making sure that people are wearing them so we've been getting to that now that everyone's wearing masks because we know what the expectations are i want to recommend that we agree to certain expectations for these face coverings to wear in our official capacity during school board meetings so my basic recommendation is going to be that board members wear face masks that do not distract us from our important work as a school board i recommend that the masks not have words or slogans except for face masks issued by the district or a district 308 school organization i also want to recommend that board policy 2.105 be updated to include a statement that board members and this will go to our code of conduct board members shall not engage in political advocacy on behalf of a candidate for elective office or a political organization while acting in their official capacity so while we can't take action on these items tonight i hope that all of our board members would be willing to agree this evening to abide by these expectations until we can get these into policy as we know everyone's got a lot on their plates these next few weeks well only comment there lori would it be about i understand your intent and your goal there um but there has to be some range in freedom of expression versus the words non-distracting i can understand that so i i guess i i have a little bit of a problem with that phraseology and i think if we limit it to saying that we're not going to allow political slogans be they candidates or civil rights or whatever i think that that's might be a better definition because we can all it's i think it's easier for us to understand what that means versus what distracting is i agree do we need to take a look maybe what what do we have in our student handbook for their like a dress code type of thing you know no we've never had masks as part of a dress code before and i know that that is something that we're going to be you're going to be discussing in your policy committee is creating some new policies in regard to some of these coveted changes i would assume that some sort of mask dress code would be part of that and would meet expectations for student conduct i think we should hold ourselves as board members you know a similar accountability and i suppose it would be part of dressing appropriately any other thoughts or additions changes expectations as we start to develop that new policy yeah i think it's a good start um now that masks are becoming a a normal part of our everyday interaction with everybody each other we have plenty of time on our own to express what we want to with our masks be a creative or as nice and dull and bland as i am this evening with with our masks but it goes to the the politics the the candidates the organizations to verbiage that's on there to controversial social and cultural issues that are on board where it becomes a point to where be very easy to to interject our own personal perspective and points of view as a board member with it on our mask so um i think there's a little bit more conversation and detail that needs to be had on it but it's a good start anybody else want to add anything so for that detail um we're going to be looking to the policy committee along with by the way one-to-one technology remote learning all sorts of new policies you guys never realized how busy your committee would be so i appreciate that i appreciate brent the distractible i agree that's actually one of my least favorite things about when i think about it about our our dress code as ruth had mentioned i hadn't thought of it in that context but that makes it hard to understand what it means to be distractible because while i adore mrs morgan's face mask and find the sunflower delightful maybe someone who's allergic to them might find that distracting as they worry if they'll have an allergic reaction oh please don't do the inside out thing while you've been wearing it on the outside i'm just showing you i'm fine you are very flexible mrs morgan i really appreciate your ability to work with everyone i just want to say that i know that you and nobody on this board means to in any way infringe on anybody's right to freedom of speech that is not what this is about and i want to make that clear because i'm a huge believer in freedom of speech but we do have policies in the schools for kids that say you know certain things on a t-shirt it's not going to happen and i think as a board we kind of agree that less less of that and more state your opinions state what you believe state what you think on an issue that's the important thing so i just want to go on the record of saying i support freedom of speech very much so that sounds amenable so does everyone think that this is something that they'll be able to work with until we get that into our actual code should be okay very good i mean i'm allergic to fish so if we could keep those i'm actually wearing a mask right now just just for fun that i flipped inside out before i put it on after i took it out of the laundry because it's from one of our schools and all of a sudden i realized when i was going to put it on that i didn't know if i wanted to play favorites like that and it's got a great big school logo in the front it's a delightful mask they chose well i'm not saying all the schools but i i can completely appreciate that um everybody is willing to do that so i thank you all and um if there's any other questions about our board priorities they're a little they're a little bit different but not so much as you'd think um this would be the time to ask them i do have one but it's because i was in wisconsin at a family function um under the facilities if i just for clarification for me and i could have asked this earlier where it says track the impact of covet 19 to revenue um ebf property taxes student registration fees etc so maybe it's a better question for when we do the budget it might be i think what you're asking was back at that time because it was so very long ago right uh i didn't we weren't entirely certain where everyone was going to fall on postponing property taxes so we wanted to make sure that we were capturing how how much reduction in income we were getting because payments on property taxes had been postponed if i remember correctly i think i think it based on that um but yeah it's definitely a good budget question oh hold on to it then all right hearing no other questions we'll move on to item 7.4 item 7.4 is an informational report in regards to a proposed lease agreement to least at least to own three new copiers we have three copiers at our print shop that have exceeded their technological life span repairs and replacement parts have become increasingly difficult to keep the devices operational we are proposing a five-year lease to own agreement for total cost of 136 thousand dollars payable over the next five years uh this comes out to an annual cost of twenty seven thousand dollars per year if we subtract the cost of preparing our current copiers we're looking at around twenty 000 additional dollars per year the replacement printers will eliminate inefficiencies of the current machines as well as improve job completion what questions does the board have in regards to this informational report and the lease to own of the three copiers what's uh what's the budget line for this um i believe this is in a purchase service account in in the operations and maintenance fund my point being are we able to cover this in the current budget yes this is budgeted any other questions regarding this waste agreement um i do have one and it's nothing probably very earth-shattering but it it will be a question for a lot of the time that we're not going to be starting the year so would we need as many copies and do we need to purchase the copiers at least the copiers now or should we wait or how will that work because when it comes down to it it's all about reopening yeah no i think uh with the current state of the copiers i think it's important to replace them to ensure that we we do get the projects done on time for the teachers as they come in so there's no downtime i think were you asking laurie if you feel like if we think teachers are still going to be ordering in buildings ordering copies i think that they are going to want to have paper in students hands i think so i just felt i better double check [Music] you know as we change or as people teachers are changing and adapting we are going into a virtual world there is a lot of of downloading that is going to be happening documents on the computer and so forth i would just if this is the recommendation terrific you feel that's what you need i just make sure we're thinking the changes that are taking place as we enter this virtual world will some of those habits continue on as we move forward and these machines are expensive um it's budgeted so i understand that perspective but going forward would we need two instead of three some things along that line if it comes back we're voting on it next week surely i'm going to support it but i want to make sure that we've considered you know how our current methods are going to be changing and maybe some of those habits are going to continue to go forward going forward where we will continue to use more of of the digital and the downloads and saving to our computers and networks versus actual hard print copies very good thank you what do we do with the old copiers uh that i they're over 10 years old they've got uh something of 42 million different copies i don't know i'd have to ask we we'd have to ask kyle in regards to that i don't have the answer for you right now i just wonder if we keep them in district and use them for other purposes like in a specific building or in some districts they're just leased right so they just go back but we lease to own those right uh that i that i don't know on those current ones that are 10 years old so if their own can we can we let kids take them apart and figure out how they work because that's what would happen at my house we will have those in those answers for you when we bring it back for for uh the next meeting okay item 7.5 is remote learning and opening plan update so tonight we're going to cover uh what our current and future communication will look like what types of social emotional support that will be provided during this time our estimated cost of reopening that would be above our current budget amounts what we are doing in regards to meal distribution how we as a school district are working with the park district on child care assistance where we are with a number of devices that have been requested and how we will provide technical assistance during this remote time we'll also talk about the update on textbook and material distribution the curriculum work that is happening along with the professional expectations of teachers during remote learning so at this time teresa why don't you go ahead and get us started us off in regarding the communication that's happened and that will be coming in the future yes so theresa camitas director of communications for the district um you all kind of started your comments this evening talking about the importance of communication and we are pretty proud of the way that we've been able to push information given the ever-changing plans that we've had and we reformulated several times over the last several months we want to just highlight a few areas where parents and staff can continue to access resources for communications both things we are pushing out as well as places where they can go at any point in time to check information that has already been distributed the source of most of our information is our web page so we've talked about this before sd308.org backslash reopening this webpage is a wealth of information it has links to schedules it has information that's specific by grade level it has copies of past newsletters faqs links to ask questions videos all sorts of stuff so it is really the hub of where you could go if you're looking for information in regards to what our plan looks like now and what it might look like as we transition over the next several months video to community and staff faith created that based out of the powerpoint presentations that introduced the remote for all plan the videos were tailored to those two different audiences so that we could kind of walk everyone through sort of how we got here and what it's going to look like and what the expectations are for both students and and parents as well as on the staff side we have a link to ask a question on that reopening page for parents community members students but we also have a separate one that we've distributed to our staff so those are being reviewed constantly answered the themes that we have out of those are what are developed and posted onto the faqs we're posting those every few days so the newest content is always at the top of the faq document so as we continue to see you know common questions or themes that we can pull out and add to that document we do so the hub of the tech survey is also on that reopening page the tech survey began many weeks ago and is continuing to be live at this time this is the place where parents can go if they're requesting the use of a device during remote learning it's a way for us to know and understand what resources our students have at home and where there might be some gaps that the district can assist in filling we started last friday hopefully you all saw it our first weekly parent update that came out as an email from the district it's also posted on that same reopening page that we have on our website but this newsletter is kind of a very simple bulleted way of getting across new information reminders upcoming events as well as a breakout area for information by grade level so that will continue to come out each friday there's a mirrored version of that that goes out to staff that's put together by the administrative team kind of working on everything as well so we're keeping both internal and external audiences up to date and denise's team has put together an incredible event coming up on the 12th but this is the special education parent night this was something that we put out communication about late last week and registration kind of blew up with over 700 people that have registered for this so this are just examples of some of the ways that we're continuing to engage parents and staff as we move forward in this new way of doing school all right so we have a number of social emotional supports that we are putting into place during our remote for all planning so we know that social emotional support is even more critical during remote learning in response to covet 19.

and we had some do that we had one that is already in there where they will stay and so yeah and we have one that was getting hired on at one of the local businesses so which is the ultimate goal right guys hey real quick i'm sorry you don't have one for me this month it's good so it's no it's just it it wasn't there wasn't even a placeholder document it's just been crazy hey several things i'm going to echo what mr reed said with how enrollment went a lot of people working together working through that day and so forth um just so you know the budget hearing did not get recorded and so we had a windows issue i kept working through working through finally just shut it all down because it was on and off so the meeting once you picked up after the pledge of allegiance the rest of the meeting's there okay but if you get questioned i did put a post out sharing with people that we had gone online hey we just and this is the news to our admin team too we we're gonna have to figure out a remote learning night okay uh we've got some kids that as we were working through our list today they're not even from our system so some of those kids are in our system some of them are changing buildings there were fourth graders are now fifth graders moving from an ipad to a windows machine we've got some parents at home and so forth and so we literally were just talking and it's like where are we going to do that at i mean they're going to have to come get their device but we're also going i mean they don't want to come in but we can't go to their homes i mean if that makes sense so we're gonna brainstorm some ideas between ant-man and craig and i and so if you care about that and you go where did that even come from you know we look at the schedule next week monday and dirt and wednesday or tuesday are busy we're looking at possibly wednesday or thursday and then friday's the first day of school and we really want those kids on day one from that standpoint so guys it's unique it's a unique time and i heard it the last 10 15 minutes as the teachers were talking to you there's some fears there's some angst there and uh we're going to do some things and in service and and i i i really feel we're ready we've got a fifth grade group of laptops if you're going to pray for me pray for that because they've gone from kansas city to omaha back to kansas city and uh we need them we've been waiting since the middle of june for those devices so uh anyway we need to get those devices in okay so thank you sorry that's okay i didn't have a placeholder there for you to work with so if you did some math there it looks like about the number as far as with enrollment looks around like 7.99 and then if you look at the chart here that i have and again that numbers that they're giving you are even more accurate than the ones that i am about to kind of read up but these are very very close the cd look at the 815 so you may enable 7.99 815.

[Music] yes special services resolutions result the boundary board of education approves the resolutions as outlined as special services resolutions 10.2 and 10.3 can i get a motion motion motion miss moore a second second mr bone discussion mike can i get a roll call yes yes yes yes yes abstain finance resolutions approve the bamboo board of education approves the resolutions as outlined in financial resolutions eleven point two through eleven point twelve can i get a motion commercial motion mr vadillar second second mrs russomano discussion i have to abstain from check 365 911 mike can i get a roll call though audrey yes mr ball yes oh yes yes yes other match to come before the border new business um do you want to do public comment now or do you want to do hiv stuff all right just a fast change here we're going to do our hivs right now there'll be no executive session tonight so we are at 16.1 or two rather sixteen point one um approval of hiv uh cases high school rizal the bamboo board of education approves the resolutions as outlined in approval of hiv cases under high school and that is 16.2 can i get a motion motion mrs rosamano second seven second mr bale can i get a roll call though yes yes um yes okay we are to the point in time where uh we are open for discussion for any matters to come before the board the first one was 9.4 approved toilet room facilities um my classroom is listed in here what does that mean um every year we have to get a waiver um for rooms that don't have toilets [Music] my second question was um one of the board members mentioned something about asking about pre-k integrated teachers and then they moved up the grades and you mentioned about letters being sent out did you speak more to that because i wasn't aware again we're team co-teaching team teaching right so i only right now i believe i only have four sections pre-gay so i i think we hired nine teachers for pregame so i have five teachers without classrooms so those teachers are going to be reassigned okay so we pre-k through six sure or actually pre-k through yes pre-paid for six should get emails okay will we get an email if we're not being moved or only every teacher pre-k through six should get an email okay the second question was um was there was anyone given the option whether to move or stay or he decided who moves i wasn't involved in that i would talk to your building principal okay very well thank you so much [Music] thank you for the hard work i'm sitting on my own so i know the work that we're looking for um it was just it was appropriately here for a whole day um by the county and this week or are we going back with um from what i understand as of late um the county's not approving anything neither is the state that was the last thing i heard okay if the um are six feet away and they're treated at their desk they don't have to wear their mask no they're wearing their masks we revise that to say they have to wear their masks if you saw that yeah unless i missed it or i posted the wrong version if you can just send that to me because that has to be fixed because everybody's wearing their masks the whole time that was a change that was not only a change from the committee but that was also a change from the governor there was something in there about mass brakes because we talked about the little ones yeah needing a mass break and that's gonna be able to write yeah yeah was that on the user-friendly website um so that was going on okay thank you and it's hard for me to hear some people with the mask on um so i wasn't sure did you say that you're going to close that on the line yeah so it will be golden yes oh okay so what is are you going to be using vermont for nothing okay um and now and then you said that 150 students you don't know where they are correct so they may or may not come back virtually yeah all right uh christian six or nine engine quarters uh i apologize evidence the first finance so the district has a plan and it's not submitted yet i missed it this is the district i'm finally playing it because i see little snippets and tidbits get released on the website email the district has a plan it was just approved this evening and it's out on our website okay um what considerations we're given towards the performing arts in this plan the plan was developed in committee specifically for reopening school there was no specifics given to any one particular area okay uh i just wanted to let you guys know that new jersey does have a pretty comprehensive plan i think that's 130 uh covers visual art covers general music the little kids covers instrumental music for choir and band uh covers theater as most of you know um you know as important as everything else that's happening in the building we cannot let our specials kind of fall to the wayside had like 14 faqs about school reopening one of the faqs was about clubs and athletics and things and i believe it said on a case-by-case basis clubs will be approved to continue what is that process of making a case for a club or an activity or performance continuum we will take that on a case-by-case basis building principles board of ed superintendents the district will take it on case making spaces okay is there going to be like a form to fill out an application process i don't think we're just there we're just not there yet we're out there yet but there will be information i mean my hope is that all these clubs can somehow keep going and in in some kind of new iteration but whatever we have to do we're not looking to not have these things okay thank you real on the restart and recovery plan on page 10 number three is where it says uh setting where social distancing can take place or physical barriers are in place base coverage can be removed while the students are seated at the desks but should be worn while moving around the classroom yeah i think that i think that's that was today's agenda yeah what i know number one uh page 10 number three but what i do number one 8.5 yeah yeah that's the policy yeah yeah that's that's the policy so that that comes from strauss that's what's coming from dobby okay so we have to change that i don't know if we can i'll have to reach out to estimate straps again we're not again our functional document is everybody's wearing masks that template is following what doe wants us to do so again so so if you don't have the physical barrier and stuff you're wearing a mask that's policy got it okay i think this is my last question um to mr shaffner's point um a recent graduate is going to rbcc raritan valley community college and all of her classes are online except for acting class she has an acting class in the theater so i was wondering if there's any way you guys somehow can interface with a local college that might get pointers on how to have the arts okay hello from the castro my question is regarding mass mass sprays did you guys like is that a solid thing that you're doing is it still up in the air do you have any is it like the grade level that we might do it at the match freeze yeah um the teachers on the committee committee really wanted the flexibility of making that determination so we're leaving it up to the teachers to decide when and how all those mass breaks would be okay um is there a great range for that like are we just talking elementary i would think just elementary so that would be so precipe i would think so okay will the teachers be given will they be giving any sort of guidelines or suggestions as to like mass breaks will be implemented you know twice a day or they can be implemented up to three times a day if you if you want to if it seems like the kids are from the rules they're staying apart um you know nobody has the sniffles um we haven't had the district nurses and to talk to them okay um again i'm not a medical professional um again i think some of these things really have to be vetted through our school physician and get some okay use through him um as to what's going to be acceptable what's not going to be acceptable so i really don't want to give a hard answer with that without getting some qualified opinion on it okay i do agree that a teacher that is in the room would know best because that's the person who's going to move into the kids and be able to tell like this is the book of kicker we don't want this one taken off the mask like the teachers that are there with the kids i think they should be the ones making that decision um [Music] thank you everybody yeah grace

a holistic system of support is being created in order to be responsive to the needs of students and families we're creating ways that students can access their sel supports from counselors social workers and other school staff well from well at home including adding some technology tools that allow students to reach out and receive support directly from the personnel in their schools families will have the opportunity to self-select to share information with us in a form that's being sent out tomorrow regarding the impact covet 19 has had on their family and the concerns that they have regarding their child social emotional well-being if they don't feel comfortable sharing that information or telling their story over a forum or a survey there is a contact list that is provided to them with a number of different individuals they can reach out to and have a conversation with one-on-one but this will really allow us to expand and deliver both school-based and community-based services and resources to our families that match their identified needs and it will allow our school buildings to take the social emotional temperature if you will of their school we will ensure that social emotional learning is a daily component of our remote instruction so that includes specific and deliberate strategies teachers will use not only to build relationships with students but also provide explicit instruction in social emotional learning skills and support them through the process of learning remotely and we will continue to provide sel related programs such as signs of suicide and start with hello for example in a remote format to ensure that those needed supports and learning opportunities still continue our teachers are going to receive ongoing professional development as well beginning during the teacher institute days to support the strategies that they can use in the classroom talk to them about how to recognize and respond to social emotional concerns on the part of students and support for taking care of their own mental and social emotional wellness through the process of remote learning okay i'm going to talk about the estimated additional cost to reopen schools under the most current or the existing isb illinois state board of education and illinois department of public health guidelines so i've listed these here sanitizer disinfectant additional health aids the additional custodians ppe supplies that would be required and then substitutes that would be needed to bring to be brought in for those staff who've been approved for telework so i've listed them by the month and then a running total on the bottom so you can see a month's worth of those expenses would be four hundred and four thousand six hundred dollars and depending on how long we are um depending on when we would reopen that would tell you how long how much those expenses would be on an annual basis meal distribution so first i want to really give a shout out to robin vickers community cares and all those volunteers that she's organized who have been delivering meals to our community that's been a great service that they've done for us but moving uh when we go to uh when we reopen schools excuse me we are looking to move to a door-to-door delivery model two times a week uh buses would be dispatched from the two high schools and then they would deliver uh meals to our community parents would pre-order meals for the following week and my last bullet point air mark's checking their software that did not work out but we have created a google survey that will accomplish those meal orders and then moving to child care assistance we have been working with the oswego land park district we're offering our facilities to them so that they may expand their kids connection program right now it's a before and after school program but it will move to an all day program as an option for our parents they're focusing on offering this program at six facilities for k-5 students but if their enrollment warrants it they will expand it to other facilities the park district excuse me will open up the registration after a school start date has been approved and interested residents and staff members because they can also take advantage of this program should check the oswego lands park district website for updated information talk a little bit about device distribution last spring we gave out a little bit more than 2200 devices as of august 6 in addition to that we've had 2713 students request a device on top of that we continue to get more device requests every hour and we will start distributing and putting out those plans this week so that parents can be expecting that communication soon also with tech support we are going to be setting up not only where you can put in a question but call in for in spanish and english not only for our staff but for students and parents that may need tech support during this time as well so as has already been mentioned we have a special education parent night that has been set for august 12th given the overwhelming number of registrations which we're very excited that we've had that many parents interested we've made the determination that we're going to pre-record the sessions for each of the different programs post them so that parents can watch the sessions at their convenience and we're also going to provide a link should there be any questions that they have specific to the program subsequent to watching that particular session there are a couple of highlights that we wanted to mention this evening one is that there will be the virtual instruction that will follow the schedule for students at all levels early childhood through to transition students who are eligible for receiving teaching assistant support in their ieps will continue to have that sport available to them the teaching assistant will be available to provide support with work completion and or any additional support they might need we are going to be creating individual learning plans for each of the students with ieps and 504s that will outline specifically the priority goals that can be addressed during our remote learning for all but we'll also then articulate any services that could be provided on site versus virtual versus pre-recorded these services in particular that will be offered on site will be our related services which include social work occupational physical therapy and speech and language services and we are going to be conducting our evaluations on site for those components of the assessment process that require face-to-face test administration and in order to ensure that we keep in mind the safety of our students our parents as well as our staff we are going to provide additional ppe which includes face shields for our staff face shields for students if they can tolerate that we've ordered plexiglas dividers that are tabletops so that that can also serve as an additional barrier in the event there's anyone that coughs or sneezes for some reason during the administration and we're also going to continue to work with our health services to ensure that there's the self-report for both parents and students prior to entry into the building to ensure that they're not running a fever or displaying any other symptoms of covid so we have a lot of textbooks and materials to get out to our students and our families and once we have a start date we'll be scheduling that getting information how parents can drive through if you will to pick up materials and textbooks at the elementary level and also a little bit more sophisticated of a process to pick up all the materials needed at the high school more details will be coming soon had a lot of questions about school supplies wanted to say that we have met with all of the elementary principals and some of the staff the school supply lists are going to stay the same we still need the post-it notes and the materials and all those things even to do that work uh from home with the exception of the following items we will not need kleenex the resealable bags or baby wipes until we return to in-person learning curriculum work we've been very busy rethinking and finalizing the essential standards of what would happen in elementary we've been working with english language arts all of the different subjects and then redesigning some of our assessments and what needs to happen with that at junior high in high school there have been some committee works with that and we will be spending quite a bit of the institute days finalizing those essential standards and talking about adjusting assignments and assessments accordingly professional work expectations for teachers teachers are encouraged to work from their classrooms if they choose an alternate location the following expectations need to be met environment needs to be free of distractions both visual and sound uh it's important to have the bandwidth needed to be sufficient to conduct live streaming uh teachers need to be accessible and working from eight o'clock to 3 15 monday through friday obviously except for their lunch and be punctual to all classes and meetings necessary necessary teaching materials need to be available and the tire needs to be professional that is our remote learning and opening plan update so what questions does the board have for us in regards to what was just presented basically is the way that you guys compiled this mostly based on questions from different stakeholder groups and their concerns is that how you came with up with this yes and just to provide more updates on some of the work that had been behind that as you see some of these things will also appear in the faqs and the different communications that we're putting out to staff and to parents thanks the meal distribution um uh by our our buses and our staff um is there um you know how did we come to that determination that that's how we would be distributing food for the beginning of this year a couple things one we wanted to get food out to families and we know that more and more families are going back to work and they you know the volunteers have been more challenging to get that done so that's why we moved to a more of a delivery model as opposed to that we talked about setting up the bus in a school parking lot but then there's still students who live in very rural areas or you know live more than a mile and a half from that school so they would still need to walk so we at that point we just decided to be just easier and more efficient to move it to a delivery model i had sorry ruth kroner speaking here sorry i had a quick question in regards to the meal delivery too is that something available to all students or is that just for families who are free and reduced lunch no it would be available to all students but um now that we're entering school year the as i explained before the guidelines are changing we have to go back to the national school lunch follow those guidelines right now anybody can come and pick up a meal we're just counting the number of meals and we're getting reimbursed for that but during the school year we have to count who is a free how many meals we're handing out to free students reduced students and paid students and then the reimbursement rates uh vary depending on that but it would be available to anybody and it would just work just like a regular school year so if i went on this google form and ordered my boys lunch every wednesday it would just come out of their pushcoin account and correct they would deliver it to my house that is correct how are we paying for delivery so the busing is uh can be on the transportation claim so we confirm that with isb that we can we will get reimbursed for those miles next year those expenses uh no it's always 60 percent of 80 so there is some you know there will be some costs to the district yes will there be a snack line no not for that sorry matt's house matt's house just the meals uh breakfast and lunch and they're they're doing it twice a week so on monday morning and we're doing it before school starts the bus would arrive with two two two days of meals and then on wednesday three days of meals and then um my question kind of piggybacks off allies cause that was that was my other question um so we're getting reimbursed 65 but if i remember correctly from one of our earlier presentations you had said that we're now required to provide options for people not just provide the sex so the the costs will still be subsidized there will there be any i'm sorry options for the meals yes yes okay so will there be any option that way to reimburse because that's the other thing that makes it very challenging um is that you have to have so many different choices which is okay but will can we get reimbursed for some of the bussing because of that well we can be reimbursed for the busing just to the transportation claim as far as the options we're not going to have the whole obviously you know set up that we do in the cafeteria so there's gonna be two uh two entrees to choose from and then you'll choose fruit or vegetable and you're not choosing that it's peaches today or watermelon you're just choosing fruit so we're trying to simplify it as much as we can again to make it you know because again our goal is to get those meals to kids before school starts that morning can we go to slide four real quick so i'm just looking for clarification on the custodians i have a couple questions first off 43 times 24 250 that's what we pay them or what's the 24 250 yeah i'm sorry that should be uh that was carried over from the semester cost so it's 48 500 with benefits i was going to say because my i was getting 130 i'm sorry i was getting 130 343 per month using your 24 250. so i don't i guess i'm i'm confused by that number so it's i don't have to pull out my spreadsheet but it's this is obviously from october to may only so that changes a little bit too because it's not a whole year i got 130.

again you remember that the pre-k numbers are again half the student that we get counted for foreign so we're very very close to that member who knows maybe a few more as time goes on uh the second part there is some information regarding the surveys been filled out as of last night i want to thank the tech staff uh because he's helped me out with uh creating that that form so again 672 students have returned for parents and returned school surveys as of 8 9 2020 and you'll see that number there looks like it will be on-site 20 remote tenant home school one virtual school so again that's uh hopefully we'll get more people to fill out the survey and as the principals are checking in on those kids that weren't in enrollment did go through a moment we'll get more accurate information as time goes on so first day of school is coming up august 21st and we've got friday again gives us a day to kind of see how we do and you know work some kinks out if we need to the technology piece that first day hopefully uh will work well but if not it's one day and then we'll have some regrouping to do over the weekend if we need to in preparation for monday august 24th so anyway this document here and over the the summer uh tracy and lucas and i we set in on a zoom meeting guys was it july maybe a title a title nine july zoo meeting and so having said that uh this this is again regards to title ix discrimination law that's coming up some new information that we're going to have to deal with and administration directors are already aware of this and they know that we're going to have to go through some of this information we're the training and then we're gonna have to be aware and ready to go in regards to new title nine regulations i'm not going to read through every page of this document because i know you guys have had a chance that we've looked at it again the first page is the title page the second one deals with just the the kind of the outline of different things the summary of changes you can kind of see there where it defines you know sexual harassment it provides again some different things that we have to follow and put in place i think the one bullet point that you want to look at is the specific roles that you have you have to have a title ix coordinator typically that can be a super the superintendent of schools and and then after that you have investigators and decision makers now different sizes for the districts can have different people doing those jobs you can also if you have such a small school district that maybe the superintendent is the principal and they can't do both or all three you may have to pull in other people like kasp to help you out with the investigator piece or decision maker so those are the roles that we're going to have to fill here again if you look at the summary of changes there's also some more information there continuing on the terminology and the roles it defines the sexual harassment definition uh there for everybody and there's a part where it talks about the hostile environment again you do not want to have a hostile environment where you're working again you want to do everything in your power to create the best work environment for everybody to be successful um continuing on there's a slide i think number seven talks a little bit again about that hostile work environment where it's unwelcoming conduct you you just don't want anything to be offensive you want to make sure that everybody you know has a good comfortable place to either work go to school and so on so forth and the v-a-w-a i didn't know what that term was but the violence against women's act the awa there's four different areas there that focus in on the big four for vawa and again continuing on there's some other definitions you go down to the three roles in the formal complaint investigation process again those three roles need to be filled we talked about this as administration directors do we have let's say for example investigators and decision makers but let's say for example there's a an issue we have to deal with in the elementary school you know darla is not probably going to be involved in that in the situation as an investigator or a decision maker so again the roles may have to be where there's not a conflict of interest from one of the other administrators or directors and they have to be involved in that in that process and that way again there's not a close connection in regards to you know decisions that have to be made or investigations that need to occur we may have to help out one another with those different roles let's see continuing on i'm trying to hear the training piece and this is something when lucas and tracy and i went through this and lucas even sent me an email or text i can't remember about the possibility of us maybe doing the training together we tried to get together on august 6th but it just didn't work out for everybody in their schedules so as board members if you would like to join us as administrators and directors we've been able to schedule that either by a zoom meeting or we can maybe even have somebody as we come down much lately doing our ipd training and we can do the training here um you know on site with somebody if we can look to schedule a date for that so if any of you are all you would like to be involved in that to learn a little bit more about the title ix rules and regulations that we have to you know to deal with here in the district you're more than welcome to join us and we can set up a day for training so let's see continuing on i'm trying to think if there's anything that you see as the slides that you've read before um or if there's anything that just is popping up we do have to respond again when we have knowledge of an issue in dealing with title ix issues sexual harassment and new way shape or form we do have to respond we have to make sure that we address the the issues and take into consideration both sides both parties and do the investigative piece um and then again share that information out once we're done with all all of the investigation and there may be an appeal process depending on what has happened what is transpired everybody may you know agree with what has happened it's possible that during the investigation there could be the investigation could be dropped based on just a variety of different things that could happen so the slide number 16 i think it talks about the supportive measures that you need to have in place in regards to any any type of a title ix issue that you're dealing with there can be counseling there can be extension of deadlines there can be you know modifications and so on and so forth you just want to make sure that you're taking care of all the needs for everybody in regards to that then that title 9 issue do you how long is the training um the training that was originally scheduled about six was like at nine am to 3 30 pm and there's a lunch time broken in the middle it could be a little less of course it just depends on how quick you get through it could be let's say nine to two or nine to one thirty nine to two thirties kind of depends i just wondered if we could make it part of the retreat so then i was like yeah yeah it's gonna be a little bit longer i will check um i'll check with kasb tomorrow or the next day maybe to see what what their time frame is if you do something on site they may a lot for a longer time period if you're doing a zoom meeting because if you've got 30 different districts there could be a lot of questions just kind of depends yeah i'll do some checking to see if they can come in and do it on site is this administrative launch return yes well the the the for the investigator for the tie line coordinator the investigator the decision maker but we will definitely want them to be involved in in the training piece because they most likely will be fulfilling those duties for us but you haven't named who doesn't we're going to look to do that here um i think we're going to be meeting thursday if i'm not mistaken after our pvc meeting is that what's the deadline to have those people doing prior to your first complaint yes so that's why you want to get this done as quick as possible um again continuing on i don't know if there's any other questions um that you have again it's just it's a lot of information it's something that we have to make sure that we're prepared for hopefully we never have to deal with this that would be wonderful but if we do we have to be prepared to handle this situation and you see the different responsibilities that you see for the decision maker if you go down the page that he's 22 and then the appeal the decision maker and other people the decision maker responsibilities the set of steps that you have to follow and so again it's just it's it's just a process it's just a set of steps that we have to do in case we do have indeed because we do have an issue we have to deal with in the future so i'll look to see if i can connect with kasp and see if we can set some date um maybe they have a board training that's might be paired down or something i don't know yeah the one that we attended would be probably more like appealing to the board this all day one is for the different people who design their positions too because it goes in depth on what positions anything else for craig all right uh okay establish the supplemental general fund and capital outlay fund i don't know if you have any other questions i think we've talked about next year i think tracy said that one middle comes off capital outlay is that correct down to four i think we've talked about that in the thirty percent budget and establish the 2021 capital outlay club at five minutes sorry discussion you said 2021 budget okay push it past 70.
