uh no they're the uh the wall of the existing high-rise which is on their side of the property line uh contains the three-hour door and frame assembly so that's that's part of the high-rise construction and then we we would be installing the uh two-hour rolling overhead fire shutter in the opening we would create in our wall okay so we have back-to-back protectives just like we have back-to-back fire-rated walls okay the deluge system belong would belong to 1101. say that again yes the dollar tristan would come off 1101 correct i'm off 1101. okay is there a reason why um you just have the alarm notification system uh as a local situation it's a local you know alarm as opposed to having it connected to you know the broader alarm system uh yeah well the thinking was that the uh you know there there will be times when the personnel from the uh 1101 tenant space which is a coffee shop we'll we'll be you know opening that door and and and having a couple three four bags of trash to to get through that door and we just want to make sure that the staff is aware that they have to shut that door behind them not just leave it open as they go down the hallway uh as opposed to having that alarm system go off in the high rise and create unnecessary alarm with all the residential tenants in the high rise okay and is the deluge system connected to the uh 1101 sprinkler system alarm yes okay and then uh my last question is uh uh glenn are there any uh dead end issues associated with the service card or common path of travel or anything like that although you said it wasn't it wasn't required as a service as a i mean it's carter uh it is not for our building okay but that service corridor has two means of exit one is directly to the alley outside and the other is to the uh lobby of the collegian so there are two means of egress from that service quarter okay [Music] brad is the mechanism for the fire shutter a fusible link yes and which side will there be fusible links on both sides or do you just need it on one side we would just need it on our side so it would deploy if there was a fire on our side of the wall um the the the door door and frame assembly on the other side or on the wall that's adjacent to our wall would protect us from a fire from the opposite direction okay and as long as you don't paint the fusible link life will be good there'll be clear signage to that effect oh good do these type of rule of shoulders require annual inspections they do and does the city fire department look at those and gets copies of those i would defer to the fire marshal i believe that's true but um not having been a fire marshal on ann arbor i'm going to defer to mr redmond location because it has first floor retail our inspectors would be inspecting there and that would be part of the inspection besides fire doors they look at roll down fire doors which of course would go along with the fusible links and the replacement of them the yearly maintenance of them and this part of that means they test them to make sure that they they do function correct they they should have uh a private fire protection firm or company coming out they should be testing the doors usually they'll actually put the door through the motion and replace the links and just from experience typically when we have our fire alarm inspections within buildings we maintain that report typically i don't mike you can correct me if i'm wrong but i don't think those reports go to you do they uh the fire marshal office yeah sometimes depending on which company does it we though they may send them to us and then we're also part of eye roll so but that's we don't make it mandatory in the city to be part of eye roll but a lot of companies that do will send reports through eye roll to us so it all depends on which company you utilize for the service okay and will there be some type of signage on the door itself to say the alarm's going to go after five minutes so there's some satisfication of that absolutely both sides of the door okay we also too will also our tenants that are on the the 1107 side we have tenants that come and go through that back area quite often uh and you know we have very obviously good relationships with our tenants so we'll we'll note it to them and a lot of times there's there's even self policing if you will of things they keep eyes on stuff so if they see a door open they'll have the tendency to go ahead and shut it when they know that it's not supposed to be open so we also inform our tenants so they keep eyes on it as well so is this door going to be locked all the time or can people from the high rise use this door to get into the into the retail space no so the way that no so the way that our building is set up is that uh that back uh that corridor serves as a corridor for our uh retail tenants on that first floor uh the residential tenants do not have access through into that space um we obviously would work with you know the 1101 owner and how that door is specifically handled because more or less it's their door just on our side from an access standpoint so we will work with them on how do they want it locked how do they want to handle that those would be things we would work with them but our tenants would not go through those doors okay so there would be a we can be like a passage lock on that you need a key to get through that from the other side or is it normally unlocked all the time so i imagine i i imagine for security of the tenant there will be a keying system whether it's a physical key or an rf fob um it just they'll have to work it out between the the two uh property owners but yeah we don't want it to be unlocked so that anybody can get into the coffee shop from the neighboring building yeah what i could foresee happening is working with her to actually add that door onto our security system because those tenants will need card access to get into the trash room as well as to that door when they're coming from the exterior of the alley into that corridor so it may make the most sense to work with her to just add a electronic strike onto our system either way it'll be locked in some form or manner yeah okay [Music] any other questions by the board not we have somebody willing to make a motion uh i'll make the motion in the matter of bba 20-00 at 1101 south university i moved to approve relief from section 705 and table 705.8 allowing an opening in the fire rated wall of 1101 south university for access to garbage collection bike lockers electrical transformers and storm water detention this motion is made within the board's authority to approve and or deny on the basis that an equal or better form of construction is proposed as follows a the provision of a deluge sprinkler system between the buildings connected to the 1101 suppression system b a three hour fire rated door assembly equipped with a local alarm notification see an overhead to our rated automatic fire shutter that will be annually tested and inspected and the appropriate signage that will be posted um describing operation of the opening protectives further to this motion the specific condition claimed by the applicant and owners that justifies the variance would not would be considered neither general nor recurrent in nature and not be considered a precedent for future similar appeals thanks any comment on board comment on the motion i would finally amend that we include that it um that is not required means of egress with the store okay and i want to confirm with um with um glenn 705 versus 706.

so 1920 our mno we're at 6.08 percent left the capital is at 10.67 percent and the adjacent ways is at 95.8 percent uh for fiscal year 2021 the current fiscal year we're at 7.25 percent in mno 15.72 percent in capital and 60.82 annotation ways so do you have any questions thank you rebecca item um 6b2 student activity fund report um this is actually rebecca's stuff oh okay i have your name on here okay so the only thing going on with student activity is boys soccer at the high school they've ordered some uniforms i think in hopes of hoping they can get together for soccer in the fall that's the only thing going on with student activity any questions thank you i am 7 a through f is the consent agenda unless anybody has any questions i'd appreciate a motion to accept the consent agenda as presented i moved to accept the agenda as presented all in favor thank you item eight a um casa staff or supervision of children's district employees mr shull in order to make life a little bit easier for for our staff i was hoping that when a teacher is in their classroom all alone teaching that they could have their child in there doing their school work our insurance company does not allow that so what we can do is we have a licensed daycare which is called casa the chino after school advantage typically we use it for after school care what i'd like to do is kind of pivot a little bit and use it for the care of our staff members children when school starts they have an opportunity to do their school work in there they do other activities but i think ultimately it would help us out um it would help us the employees out um because they don't have to worry about their kids and also it would help out our um us the district because those families could actually go on and stay home and they you know potentially could stay home to have to take care of their kids so this is something that i think is good for it's a win-win for both the district and the employee so i do want to mention that in the past cost has been self-funded this would be free to the employee so it's something that we pick up and it would just be on a short-term basis until we're at home and at in-person instruction sorry at home instruction would be ended you keep talking about that and i'm wondering do you have any sense of what that would be i've told the community and staff that we need to plan on at least two weeks and i you know with what we just read um i think it may be longer than that um and um i i think that i'll work with penny but i think we need to probably have a special board meeting between now and the beginning of september um in case something happens and then we can kind of evaluate on a every other week type basis okay but the answer to your question is no idea nobody has anything no no my comment is if you can tell me what code looks like in a month yeah i'll tell you what school will look like in a month and no one can do that right well i think that um back to this i think that this is a really great idea and that we should be able to provide this for our staff so i think that okay this is an action item appreciate a motion please to approve a piece of cash that you can read it i'll read it yeah i'll make a motion to approve the use of casa staff to provide child care for the school-aged children of staff until in-person instruction begins okay more questions all in favor aye aye thank you item eight b salary adjustment for special services director mr scholl so um actually a while back i did an analysis of of administrator salaries and things were in the area so how do we compare against humboldt and prescott and we were in pretty good alignment some were a little bit higher some a little bit lower somewhere in the middle with one glaring difference and that was our special services director and the increase in special our specialty population along with the the responsibilities that go along with that position and the risk that poor job can put the district at we have a fantastic special services director and i'm requesting that we adjust her salary not to be above anyone else but just to kind of be equal with what other districts would be would provide and so i threw in the numbers um and so this is not what she is making but the starting pay for our special services director is just under 70 000 and prescott is 77 9 and in humble that's 84 7.

and um i guess i represent the people who don't think things are going that great in chico unified right now um uh remember lando i have kind of a special kinship with you because i know that you actually are a parent of a child at chico unified i myself am the parent of three children who are in the chico unified system and one who will be uh and they are with the exception of one who's in junior high they are all great school material and i'm here to tell you today that for a working family where both parents work i myself have an essential job and my wife owns her own business but for working parents who've got kids who are in elementary school um we are in meltdown mode right now and it's a horrible situation and the product that you're describing that this that you guys are all so excited about i'm here to tell you that we don't want that product the idea of sitting around at home with our kids um for hours and hours at a time it is several hours a day let us be completely clear by the time we add in the time they're expected to be on the zoom call and then the time that they are spending doing their assignments they are on the computer for several hours a day uh we have horror stories like crazy pouring into uh my mailbox uh one of my favorites is a child who participated in a zoom call from inside uh his father's pickup truck because they couldn't get child care for that day um how do you grade a child uh who's in that situation how do you give them a grade no i think it's a really bad situation you guys should get on this waiver thing as soon as possible thank you okay next up mr hanlon okay the next speaker is james bishop james are you on can you hear me okay i hurt myself yes we can okay i think things have become clear recently um and that mainly as a result of some very clear cdc guidelines that were released um they basically in their testimony before congress and in other formats have shown real quantifiable harm both physical and psychological that are being done to students that is going to accelerate dramatically quoting them if schools don't reopen in face for face-to-face education in the fall this is set up against a speculative harm that we're all familiar with it's i think we would all admit is extremely vague as to what it all means i want to make some of that a little more clear if i can first of all children are much less likely to to face any kind of actual physical risk i'm not talking about whether they test puzzle for code i'm talking about them getting sick or dying that is much less likely um surprisingly perhaps with covet than it has been with the seasonal flu this is not a controversial idea if you're shocked by it please type implore you please go and do your research and find out for yourself this is just a byproduct of the data there's no real argument with it so there's the other issue of whether children are vectors for disease for other people to get sick and in that regard there's also a lot of data and research that has been done one of one of the important sources of data is contact tracing and it has been stated many times and by different people the famous one i guess was the world health organization that said that they can't find um contract tracing data to support the idea that children are vectors for disease they describe children as being very rare they also describe asymptomatic cases being very rare and i suspect that the two are linked children are typically asymptomatic when they do get sick and for that reason it's not surprising that they aren't vectors or diseases but at any rate for whatever reason is that's what the data shows and it shouldn't really be surprising also because the whole coronavirus family is known to not be transmitted readily by asymptomatic people and so there's should you know how much data do we need to support something that we could have expected based on family history of the disease so it's kind of mind-boggling to me and i imagine it must be a lot of people if as you dig into the data it becomes more and more bizarre it's just you can't understand all of this everything you guys just been talking about all this bureaucracy and everything that we're gonna like and it's it's hard to understand what's going on but i would offer one possibility and that comes from the l.a county teachers union that said that they will not allow students to return to face-to-face learning no matter what harm they may be suffering they will not allow them unless we defund the police close all charter schools thank you mister thank you mr bishop thank you for contributing okay the next speaker is becky konkin becky you're up oh hang on my phone's having a meltdown is my mic open you might want to turn my mic off you turn it off yourself i don't think so i'm sure becky konkan are you are you on i don't know if you should attack the teacher's union becky where's the cave there hello i'm here okay we can hear you okay sorry um hi my name is becky konkin i'm the mom of four school age children i also work part-time as a pediatric nurse practitioner my intention in speaking this evening is really to stress the importance of our school district in applying for an elementary waiver for in-person learning on campus as it stands now our tax-funded public school classrooms are being inhabited by daycare organizations who are supervising mass squaring socially distanced children who are plugged into computers for distance learning this particular scenario has been deemed completely safe by our county health department while i fully understand the health and physical risk and implications of covid19 on school-aged children my purpose tonight is not to defend why i believe it is safe for kids to be on campus we already have a designated qualified health officer at our department of health that has the expertise to determine when the time is appropriate and safe to return to school but my driving motivation tonight is to respectfully urge the school board to get the ball rolling by preparing and submitting a waiver to provide elementary in-person learning to our health department so when that time is deemed con deemed the right time we'll be prepared and ready for that moment as a parent i'm advocating for the social emotional and mental wellbeing of my children along with the children of our community time is of the essence and quality education has to be our priority pretending that rigorous distance learning is an adequate substitution for in-person learning is absolute denial those families who have found it superior by all means can opt to continue their education from home but those who rely on it value and believe in the traditional classroom education system must rise up and fight to return to our campuses every single public service industry has had to create new systems had to adapt and learn how they'll coexist with a virus in midst of a pandemic teachers administrators school board i believe in your ability to really dig deep be creative and develop a plan to safely bring back our kids to school where only the best learning takes place thanks guys okay thank you we'll hear our next speaker did uh what happened to number three on the list she is not um she's not online oh okay okay i'll just cross that off so the next one is sallow londono you guys hear me yes hi all right awesome great hi i'm a parent of two one of which is currently a kindergarten student at neil dal i am a member of the chico parents for in-person learning and i believe i speak for a lot of parents when i say that i understand due county public sales position on this i may not agree with it uh the whole you know 200 cases per 100 000 or whatever i feel like that uh that standard that threshold is probably going to change with time anyway but i also see no reason why that their position at the county level should preclude the chico unified school board from instructing staff to send the application in immediately just like 10 other schools and districts in butte county have already done just because public health isn't accepting applications doesn't mean they're not receiving them and working with districts and schools to improve their reopening plans if the board waits until public health begins accepting applications in order to send hours we will be weeks if not a month behind the schedule it's a fact that the board has already had their reopening plan ready to go for weeks in fact the board voted to go back to partial school under those safety measures under the am pm plan so why wait apply now if the board doesn't move to apply now parents need to be asking the question why what's stopping the board from doing it if there's an issue with collective bargaining then we need to hear this parents deserve to know the truth as your attorney already mentioned a consultation is a good faith conversation no group has veto power over this process safety measures proposed for the am pm model were already approved and it was only when it was voted on by this board it's time to move forward with the waiver and negotiate with uh labor for stage two reopening while our kids are already learning in person uh nothing has changed since that vote for the ampm model other than the governor adding us to some kind of watch list and the government the governor's his office has also specifically urged districts to apply for this waiver because of what the scientific data says about kids in covet the negative consequences of these kids not going back if it's open i'm gonna send you okay thank you failing parents to wait telling parents to wait weeks or months for the district to survey sites and negotiate with labor when it's not required is really unacceptable it's a delay tactic and it's something that parents in chico will take note of the mental and emotional health of our children is at stake here guys what we've heard for the past hours are all the reasons why we can't do this it's too complicated thank you your time optimism and leadership on this is pretty depressing please our kids need it thank you for your comments okay do we have uh anyone else in the queue so we have three more okay um we have already gone past our time limit it's up to the board um as to whether they want to continue to listen to more comments yes jim is it possible to re-mute the people who've already spoken i think we're getting some i did okay thank you hopefully i can keep up with it but i think i really appreciate that thank you okay yes um eileen yes thank you madam president um i would support allowing the last three people in the queue to be heard the i think the importance of of the decision that not only we're facing but what they're facing in the way of uh you know supporting what has to happen or not in the district um i'd like to hear what the others have to say would you like to make a motion i i move that we extend the uh the time another um 12 minutes 12 no three times nine minutes excuse me i was not a math major um and allow the last three speakers in the queue to be heard okay then do we have a second yes okay tom uh has a second it so eileen made a motion to extend this for another three speakers which is almost equivalent to 10 minutes and it was a second by mr lando uh we will take a vote uh linda how do you say linda says yes eileen obviously you made the motion so yes robinson i okay griffin aye when do i all righty so we will hear the last three speakers um go ahead mr hamlin okay the next speaker is crosby crosby europe okay can you guys hear me now yes we can okay perfect appreciate the opportunity to speak and if you guys uh opening that up um so uh my name is ryan crosby i'm a dad i have three kids uh school-age kids currently in the chico system i'm i'm a member of the chico parents for in-person learning and really i i want to just express my interest in moving forward with the waiver um and i think it's something that we need to do we need to get in front of we need to get this in front of the county health board so that they can take a look at it we can always create issues and we can we can really kind of think out and and view into the future and see like these are the things we're going to face but reality is is we don't know what those are until we get to that space and so a couple of things that i wanted to address that i've heard already is you know the keeping the cohort together right and i got to tell you there is no community on zoom the experience i had today with one of my sons he was in a class um and the and the kids realized that they could uh all jump on the mic at once and start to yell into the mic and the teacher had no recourse maybe she didn't realize how to use zoom or or whatever but in the end what happened was is they just they just she just shut down the whole program so the class just ended and i asked him i said what are you doing and uh he said well the class just ended because all the kids were screaming into the mic um and so the teacher just left right and so the reality of it is is there is no community there's nev there's nothing to keep together there's no core vote to keep together uh earlier we heard one of the members talk about you know some of the teachers may not want to come to in-person learning um and and some of the teachers would want to it's about 50 50 and they and you guys were assuming that maybe the the public would be at the same space well that actually works out perfectly right why don't we put those teachers that want to stay in the virtual environment and those kids and students who want to stay into that in that virtual environment together and then and then have the teachers that are willing to come and do the in-person learning and those students that are willing to come and do the in-person learning be in a class together as well i think i think ultimately if that's the way it works out it actually works out really really well so ultimately what our objective is is to educate our kids uh that's the whole reason why the schools exist it's not for supervision it's not for food programs i know that we've it's it's it's expanded into those areas but the primary objective of the school is to educate our kids and frankly the way it's being done isn't working right um and so i move i i implore you guys uh to let's get this waiver going let's get it in front of people and let's not belabor this uh let's just start putting one foot in front of the others and moving forward appreciate your time thank you so much okay thank you we'll hear our next speaker okay the next speaker is paddy l patty l you're on patty you should be unmuted mute now okay can you hear me we can okay awesome so my number one thing is um i know it's a struggle what we're going through i have an 18 year employee with chico unified and i have nine grand grandchildren right now in chicago unified so well actually two of them are in italy one of the highest um in any way so um my concern is several things number one connectivity 5.3 billion dollars that gavin newsom has designated to um connectivity for our students and our chico unified district voted for [Music] computers for all of our teachers which i admit they need definitely but when our parents are asked to provide extra connectivity for our students i think um some of that 5.3 billion dollars needs to go to those parents who need those that extra connectivity um the one number two the um i worked in special ed for several years and um i agree that they need that extra help african americans three of my grandchildren are afric african-american and of color how does that apply to um the application of what we need to apply to every one of our students um i just want to applaud this community to um acknowledge the frustrations of everyone our our parents our working parents who are trying to struggle to figure out how to [Music] make this all happen um lack of communication that has transpired uh why you know we had we as a an employee got our all of our parents who had to um comply with online learning in a district in 24 hours and why has it taken three months for our school district to make this happen patty i'm sorry but your time has elapsed thank you for participating i i do want to make sure jim that we don't have amanda moncado because she did submit a speaker card i will check again she has not been she has not been on to this point but let me check no she's still not online amanda moncado moncada did submit a speaker card so i would want to make sure we heard from someone that submitted a speaker card so the next one i had the last one that had their hand up was lisa vargas lisa vargas hello can you hear me yes um thank you all for giving me the opportunity to speak um i am a parent of two children at little chico creek who attends special day class i really just wanted to convey to the group that my children and children of special needs across the group that i'm part of the um autism group of butte county um i'm not sure if it's for everyone but in my particular case my children would definitely benefit from in-person instruction considering that they utilize not just special day class but occupational therapy speech therapy services the multiple therapeutic services that are provided by the school during this time while we've been doing online instruction my children have not been able to attend to any of the process it's been incredibly difficult a complete struggle and very frustrating for my husband and i to try to take on the role as teachers when neither one of us are during this time both of my children have had to go through multiple medications to help and sort of ward off some of the some of the things that have sort of happened over time from them not attending school my boys love going to school and just the process of waiting for the school bus to arrive in the morning to getting to school and getting on the school bus to go home every day was of pure joy for them that's something that no longer exists in their daily life and that has taken an immense toll on their mental health capacities one of my children in particular he engages in self-injurious behavior which has increased exponentially by not having the opportunity to be in school meeting with the teachers on monday for our meet and greet was rather solemn getting to spend less than 10 minutes and watching my son eyes while he looked completely excited to see his teacher after so long but not being allowed to roam around the classroom not understanding why his para educators were keeping him from even walking into the classroom he was only allowed to stand within the front door of that classroom was heartbreaking this whole process has been heartbreaking for our family my boys really would benefit mostly from being in school they need to be in school and their mental health has been affected immensely we do have to see a psychiatrist on a regular basis now because of the inability to control their behaviors we also see it out in the community because of the lack of education that they're receiving um i basically just wanted to to mention lastly um to keep this short that the request that we were given by his special education day teacher by both um education day teachers was to log on every day keep the computer on and even if they weren't attending make sure that the computer stayed on for the allotted time that my boys were supposed to be attending to the computer which again is another heartbreaking situation because both of them do suffer from adhd at least which doesn't help lisa i'm sorry i have to stop you because your time has elapsed but thank you thank you for contributing we appreciate your you're calling in and and waiting to uh share your views we appreciate that thank you president griffin um cuta president kevin brady is requesting the last word all righty okay kevin brady you're up are you there kevin oh there we go i'm sorry it wouldn't let me unmute jim i i just wanted to re iterate to some of the folks that we are negotiating what the hybrid model would look like and it comes back to it's really repeating what i've said before so people said you know if you need to negotiate this negotiate this now well what do we negotiate first do we negotiate what it looks like in a hybrid model or do we negotiate what it looks like with a waiver when the county isn't approving waivers and and to address some of the issues that many of the parents have brought up which are totally reasonable it's not working for lisa vargas it's not working for your kids as good as in in school education would and no one is arguing that with you no one is saying that this for the if if online education worked best for you you'd already be in it the people that are not in it prior to this situation that was for a reason this isn't something that teachers are picking they want to be back in school but it comes back to i think it was saul who said well let's just do half and half half the schools do it half don't well half the parents don't want to do it and they're all mixed up in those half of the other schools so you're gonna it's gonna create an incredible situation that we would have to deal with that that we can but is that what you want to do first and and i will end with that thank you okay thank you very much uh kevin okay so at this point we need to talk about if we want to go through the next steps the next steps have been laid out here possibly take the first step which would be finding out you know is this we we've heard from a few parents tonight we've certainly heard from numerous parents through emails um but you know this is an item that uh we can choose to take an action or not take an action um it doesn't necessarily have to be going forward with the waiver but it could be taking a step that is necessary in that process so yes kathy so i would have to say that people listening and and maybe looking at this or are already in an emotional situation and stress which i think any of us who are dealing with kids or are very aware of that ourselves but the framework of it is that we can't just skip over the steps we have to do them all or it won't even be it would just be a waste of paper so i do think the way it was laid out by our administration is that there is a structure here that we can utilize that would be preparing for the waiver and at the same time preparing to be able to go to the am pm model that we voted for when we come off the monitoring list so i i saw that as it is two processes but they seem to be melded together for much of the time i do though want very strongly for people to realize that you can't jump through time in this process [Music] the surveys will have to be designed and take time to both pass out and get the information back and handle the statistics the negotiations with staff and teachers will be the same it will take time to consider that so really nobody's talking i hope about someone thinking that we can send it off next week the timeline i saw looked like maybe in a month we could have it all put together and that was going to take a lot of effort from everyone to get that done [Music] i see literally no advantage to trying to short change this because that will get us rejected out of hand so anyway that's my input thank you okay tom uh excuse me two comments i'd like to make one um that i hear many of the parents just saying that they wish that we would acknowledge how frustrating this i hope i think kevin did that and i think i would just like to on behalf of the board if i'm not being too forward let those listeners know that we do we understand this is not perfect and we are continually trying to improve the way that we deliver services to kids this conversation is certainly a part of that but we know this is not perfect and we are doing everything we can to increase the way we reach and teach and serve these students secondly because it is such a laborious process i think several of these speakers had a very good point i will come right out and say that i understand we are over that 200 per 100 000 limit and we're not going to get a waiver right now given the amount of time it takes i think that beginning the process of applying for the waiver immediately just that we have it in our in our back pocket step six is it comes back to us for approval before kelly said miss daly sends it off i see absolutely no downside to beginning the process as quickly as possible and if it comes to the point where it's ready and we decide it's not a good idea we still have that option but i would advocate for giving ourselves more choices rather than less by beginning the process as quickly as possible okay yes eileen thank you madam president a question of mr hanlon jim right now in our negotiations process with our labor groups we are negotiating the impacts of the am pm model correct we will be on our next meeting yes that's correct okay so we have we have begun um uh to move forward as quickly as possible given the scheduling and how that stuff works out to make sure that when we do get below the guidelines we've got the 14 days below the guidelines and the department has said okay you can move back into in-person schooling we have been working on the best model for doing that which is what we've approved pending negotiations is the am pm model which gives everybody what they want which is to get their kids back in front of their teachers and for the teachers to be in front of their kids to interrupt that process and you know cut it its attention by starting on a waiver process that we have no idea if we would even be eligible for the waiver process say two weeks before we become eligible for the am pm in-person process so i support keeping our focus on making sure that when we get cleared for in-person schooling that it's the plan we hope to be able to at least go through the whole first semester of school if we have to do the whole school year ugly don't want to do that but at least we have the best possible choice for in person in place and and to me to divert our attention with trying to meet all the conditions of the waiver and decide how we're going to do tracing and tracking and my goodness all the other stuff that we would be required to do in order to fulfill the requirements of getting a waiver that's an awful lot of resource [Music] expenditure when where we need to rehab had to have our resources and our attention is making the best of the one thing that we have approved wanting to do which is the am pm model with all but the 600 families and kids that have gone to oak bridge already in place so that if it's november 1st or you know december 1st we've got the plan to have the county clear us to do a waiver before then doesn't seem reasonable if you look at all of the things that we would be required to develop because we don't have this stuff in place i think we're i think we're we're doing our program a disservice because what we want more than anything is to get all of those families and all of those kids that have said we want in person to get them in person and so i don't support going after the waiver i say charge ahead to get everybody into in person as quickly as we get cleared okay linda would you like to speak hold on i'm working on it thank you i've been silenced here from afar i'm so sorry we didn't know that that's okay um eileen i understand what you're you're saying uh you know there is a lot to do to apply for this waiver but i have to actually agree with tom and i support going forward and going through the steps as outlined especially that parent survey i was kind of surprised to hear i was hoping i would hear from our speakers but i'm sure we'll get this information from the surveys for the parents you know what if as kevin moretti's example put out we have six of our twelve schools that open and say my children go to citrus but citrus is not one of the six am i going to be willing to pull my third grader and send him to little chico creek so there's so many logistics there's so many different things and i think we need to cross those bridges when we get there in the meantime i really encourage my colleagues to consider going forward with the steps that were outlined by our administration and getting this waiver process started that's my comment thank you linda okay so the way i feel about it is that um i think this was laid out really well because it's very logical and you have step one which is really surveying to see how people feel you know if you don't have enough support then you know that means you just continue we continue with negotiations with our labor groups and we plan for the future of reopening which will occur in natural course however if we see a huge upsurge in people wanting to do this both on the end of teachers and the community and you know parents then we are at step two and we as a board can then examine those results and make a determination do we want to move forward i agree with you though eileen in that we don't want to step you know part of the step is step three is really getting set up for school period i mean you know how is it what's it going to look like and it's going to be the model that we already decided on so we we absolutely have to get that negotiated first because we won't be able to put on school at all until we get that negotiated so if that follows uh you know from after step two then we cannot though get off track so that is why that is number three and that those other things come later as far as you know determining all that other requirements of applying for the waiver so i would agree to starting the process knowing that when we get to step two we will have another opportunity to look this over again and see how things are because this situation always is changing in time and we know that we don't know where we're going to be at that point you know if we still have over 200 per hundred thousand you know it's going to look a little bit differently than it would if our numbers drop and we have significant uh proof that hey things are on the downturns downswing and and we can we can better plan so i would also support going through this next step process um with the knowledge that it is coming back to us after step one and we have some feedback from our community that we can rely on yes kathy there's another advantage to um to doing step one which is [Music] you know we get emails or people make comments to us or whatever but the context of the survey since they're site specific may indicate to us that there are some groups that are more united in their um assessment opinion of what they want and um and i'm not generating the issue that people would try to move their kids because we don't even know what and where i think the survey would give us a landscape and that's always a critical function uh i mean we've heard from i think we let eight people speak but the we have 12 000 kids and potentially you know i don't know nine thousand eight thousand households and who says parents agree i mean one parent may differ with another so to me getting surveys is like giving us a very very valuable mapping context in which we would better understand and our teachers and our staff one question i did have though because i was a little bit concerned about this we say we're going to get community groups and you can see the list right there school site english learner parent teacher card reading pals i don't know how many of those are literally active right now at our school sites it and and so you know even the survey may be a way we talk about well maybe parents can set up pods but doing the survey might be a way for them to connect with one another like oh now we have something real to do that might let us connect and bind with each other about what kinds of issues we see and what kind of resources we might be able to bring so to me that's that's a a potential side effect that could be very valuable okay so are we at a point now where we want to vote on whether we're going to [Music] go forward with the next steps yes eileen oh thank you mr president um hearing from my fellow board members is always a good thing some um exceptional points were made and i'm convinced that going forward with steps one leading to step two is absolutely what we need to do tending to be a bit of a pessimist with what how i've seen the this um pandemic deteriorate in butte county and the the uh different thing made me look more at the implementation of the insteps than what you fellow board members were focused on which was the beginning of the beginning steps and so i i too am in support of beginning the process with step one okay so that being the case do i have a motion i would move to direct staff to begin stage one or step one of the waiver process yes i'll second okay kathy um seemed to get there first so okay you got it um all right so tom is uh has made the motion and linda has seconded and this motion is to proceed with the first steps of the chico unified elementary waiver but process but i believe that it needs to be understood that what we are doing is following a very concrete plan that was created by the district and it does have seven steps and we would begin first with a step that involves surveying our constituents meaning the staff the parents the community groups to see how they feel about returning back to school under the waiver process and have in conveying to them what the waiver process actually is and what the ramifications of the waiver process would be because we would have to assume that they may not be fully knowledgeable about that yes eileen madam president thank you just to not correct just mention that you stated that the um one through seven process was um the district's creation it was but it's a creation to follow the steps that are mandated by butte county public health so i did want to make that distinction that what we're saying we're going to follow is not something we created it's what we said it's what we identified as the process as outlined by butte county right yes but yeah just just so people know though that this is this is our own document and what we're agreeing to here is following this plan yes okay yes kelly yeah i do want to clarify that uh step three would be simultaneous with the step one uh jim already has negotiation dates scheduled so it you know it's not necessarily step one step two then we start to step three step three will be ongoing and um our elementary school reopening plans as outlined by butte county public health largely will be determined by the negotiations that happen because those are working conditions that are described and we legally have to negotiate working conditions so that we want to get a jump on and get going on and and we have those dates set to do that right and that that has already started so that's that's correct and that's a good clarification yeah the other thing too is there's a number of things we need to negotiate for the hybrid stage two model which is the the am pm model and then there's a number with regards to working conditions and then there's a number of issues we have to um negotiate for the waiver and there's a lot of overlap between those two not not 100 but so a lot of those issues if they're resolved in the the uh the negotiations to move into stage two are going to also apply to to a waiver um some of those things have to be discussed out um but unless we are planning in a way we're going back to normal which i don't think is possible under these conditions right now there's going to be a lot of crossover between the two to two models right and i and i took from kevin's statements that kevin moretti's that it was these weren't mutually exclusive you know that doing one is basically working towards the other so that would be the understanding because um as eileen mentioned we wouldn't want to get diverted off of the planning for the reopening as we had envisioned to begin with so um okay so we have a motion we have a second and i guess it's time to vote unless there's further any further discussion and okay so um all those in favor linda do you how do you vote hi hi tom hi kathy [Music] i vote i robinson i okay so we are going to move forward with uh the next steps and um i'm sure that probably this will go on our website somewhere and that way the public will be aware of what process we are following and as it as it does progress okay thank you everybody for working through that and thank you for all the people who participated in the discussion on the zoom okay we do have a few more items left on our agenda the next one happens to be business services and it is the approval of butte county air quality management district and carl moyer program funding for bus replacement yes we brought these to you previously we've purchased two electric vehicle buses at this point this is actually for a type 2 bus for our special needs students so it is a four over a four hundred thousand dollar bus the grant will pay four hundred thousand dollars of it so we estimate the cost of the district to be about fifteen thousand dollars we believe we can pay for that within the current transportation budget um and so our recommendation is that the board would give us approval to move forward with this grant application i did the math on this it's like we're paying 3.7 percent so i move approval of the bus purchase thank you alrighty a motion by dr kaiser a second by eileen robinson um any further discussion about that any questions okay we'll take it i'm actually in support of this i'm just hoping we'll be able to use it for our children sooner than later yeah exactly exactly all right all those in favor then linda aye tom aye cathy i vote i eileen robbins and i okay it is unanimous then we did approve that item yeah okay next up is a discussion action item with regards to approval of a 45-day budget revision for the 2020-21 school year mr baltimore so typically we have not done a 45-day revised budget to the board in a number of years and frankly that's because the budget that was adopted by the state was very similar and did not really present any material differences in the budget that the school district adopted mainly because the governor had a lot of authority and power and the budget he put forward was largely supported at the legislative level however we find ourselves in a different position and we do have some very large material differences so this is the timeline for budget development you are very much aware that that process starts early in january and we've just added that now we have this additional 45-day budget revision that we're bringing to you i would also take this opportunity to let the board know this is a much different format than you've seen historically for our budgets previously we run those budgets through the standardized accounting code structure software but the 45-day budget revision does not require that the budget be presented in the sac software and this template that we provided the budget report in is from butte county office of education is used county wide so we're going to this is only six slides so i'm not going to walk you through our typical you know 15 almost 20.

705 is party wall where 706 is um 706 is party wall versus is exterior wall does it make a difference as soon as we're on a party wall more than really an exterior wall application where we're right on the property line with two buildings well that um it really wouldn't be a party wall it'd be an exterior wall i believe under 705.

and i'm asking for a seven thousand dollar increase to um her salary um that would cost the district eighty four hundred dollars but i think it's uh well worth it um based on the responsibility that that position holds i believe that's fair i definitely think that that's fair and one of the things that um probably that i hear the most about is how great our program has become and i think that that's because of nicole so i think that that that's really that's why i always hear really awesome things about her so i think that's really great just curious so the other two schools that you refer to they have about the same number of special needs of kiddos they no they have more special need kills they're bigger than we are prescott unified is about one and a half times our size and humboldt's probably just over two times our size um so there is more staff and and that they supervise um but our percentage of special kids tends to be higher than than a lot of other districts are but however the job is that you may supervise more people but the job is pretty much the same okay this is an action item we appreciate a motion please i'll make the motion to approve the salary adjustment of 7000 for special services director dr nicole all in favor hi hi hi thank you item 8c personnel report mr shull there is a supplement so make sure you check that out as well we have on the regular report we have a couple new classified subs we have some resignations those are all on that sheet all paraprofessionals couple certified changes some classified changes there is a list of coaches and we want to get them approved but we're not going to issue um work agreements until we know for sure that athletics is going to happen but we want to get them improved so so that when if the time does come right now there's a schedule to start some athletics on august 31st so we want to get those coaches in place just in case that that is not delayed um so those all all those coaches will get approved we have cancelled the fall sports for the middle school and that is pretty much quad city area so no one's gonna be doing any kind of middle school athletics in the area and no word um from aia about anything as far as they issued this week this the potential the earliest that athletics can start um football i think was on the seventh or the ninth and there's some that start on the 31st um and so it was kind of the earliest was the 31st for us and all the way to like the seventh or the ninth that is depending on how things go in the state and so that could get delayed okay so right now our false sports as of right now in the high school are planning on starting uh the earliest would be august 31st august the earliest would be august 31st okay and that guidance came out from the aia this week and that's practice or that's games practice practice always practice concerns right and i think when it came to games the first like first football game was going to be end of september beginning of october um so there's a couple weeks of practice that are required that are mandatory before games can begin then on the supplement there is a couple resignations there is um and then the the people below that um i had mentioned that there's some teachers that picked up positions or picked up other people's jobs so they're doing basically a job in a quarter so we really need to pay them and that those are those stipends so instead of hiring a teacher other teachers are actually picking up that responsibility so that's what those are for now those amounts would be for if it went all year long so that they would be pro rated depending on how long we were at with at home instruction and i did put that's where if we came back and that teacher a long-term sub or identify another another teacher to fill that spot yeah we would not expect them to to have those kiddos in their classrooms to do that we just don't know when that's going to happen so that's why to be determined on the uh the end date any other questions this is an action item we appreciate a motion to approve the personnel report with supplement i'll make a motion to approve the personnel report and supplements all in favor thank you item 9a capital budget okay so back when you adopted our budget you adopted and approved the 985 000 capital budget so now what we want to show you is how we plan on spending that budget so we have two sections we have our fixed expenses that we are required to pay every year and that's mostly uh computer software [Music] textbooks mostly computer software and then we have our discretionary which we choose what we think the district is in most need of we we always give some to the schools we were able to give the schools more this year than we have in the past and the two big items under discretionary are a new bus and the capital portion of the adjacent ways project so we've already received the bus is that correct i've already received the bus how many new buses do we have within the last couple the last year right because we got some through the fund well we got one last year and then we got three with the um the vw settlement okay oh awesome so with the bus this year i'd say about five in the last few years that's good so have we retired some of the old ones we have they retired a long time ago uh if there are no other questions that this is an action item appreciate a motion please to approve the 2021 proposed capital budget i'll make a motion to approve the 2021 proposed capital budget all in favor aye aye thank you item 9b the trusts cova insurance pool and parent waiver form so the arizona school risk retention trust is our insurance company that provides liability and property insurance for the school district along with automobile insurance they've informed us that they will not cover any liability cases that come up because of covet 19.

so it's we had about five withdrawals over the course of the time and then we have these new ones that doesn't include anybody at this point that may have indicated on a survey that they were planning on um homeschooling or withdrawing that does not count yet we have we don't only the ones that we have processed to this point are the ones we're including gotcha thanks that sometimes doesn't include just so you know students who withdraw to go to immaculate or other schools um before they go into ninth grade i mean i could get that i don't have that number today right now but i could i could always get that number if you wanted it thanks everybody so that's all i have for my superintendent report i know it's quite extensive tonight um we're certainly here to answer any questions you may have before we move on with the agenda so yeah i was going to ask if any board members had questions go ahead jen so um i wondered if one of the principals or maybe maureen could i think one of the things that parents might be having a hard time imagining because we know school is going to be really different but like what is it going to be like so we know half the kids will be at home half the kids will be in that classroom can anybody just talk through like even generically like an example of what it might be like so parents can and kids can start to sort of imagine what that will be like and maybe we can start with dr ruby on that please okay so in the hybrid model this is pretty consistent across the state and i think across the country in terms of what people are doing for hybrid with the 50 of students that are in the classroom they'll be not in the classroom the way they used to be because they're not going to have the um it's almost like on the plane when they turn off the light the seat belt light you can you can get up and freely walk around that seat belt light basically is never going off again they're going to be in the in their seat and with their space that's around them where they have you know their belongings and their materials and then the children who are at home one mrs orban had a question about you know the synchronous learning it is synchronous learning and one of the things that uh many of the people on the board who have been involved in um negotiations understand that you know we have teachers who are members of our brookfield education association and we have a contract with them and so um what we do um in you know has to be bargained if it changes their work conditions and so we have teachers that are will be teaching in the classroom and they will be synchronously teaching the children who are at home or in a child care facility or some other location where they're being cared for and the teacher will not there will not be children that are going to be if when we when and if we get the camera any camera equipment or broadcast equipment to um stream the teacher while he or she is in the front of the classroom there will not be children that will be broadcast on that the only time that children will be any place seen by anybody else will be in a zoom classroom so the children who are at home will be accessing the direct instruction that's taught by a teacher through zoom um the teacher will be sharing his or her screen we'll be sharing um demonstrations through zoom children who are in the classroom will have devices so i think we've talked a little bit about this before for collaborative work using zoom breakout rooms the teacher can assign students who are in the classroom to a breakout room through the the zoom technology to be working with children who are not in the classroom because the children who are in the classroom aren't going to be able to get up and walk around and go to a center or someplace to work with each other because we have to abide by the using the mitigation strategies one of which is social distancing so a teacher never i mean we have you're a teacher jen we're never standing in front of the classroom for like multiple hours on end just talking so it wouldn't be a situation where a teacher is just like talking at um into or into zoom all day long there will be times there will be a mini lesson or a focus lesson and then students would um be working together the teacher is can call on students that are on zoom to provide an answer and this is not going to be recorded can call on students who are in the classroom to give an answer if if they're in the classroom and they're not on zoom then they're not going to be heard by the children who are at home but as good teachers we would say like say debbie you were in my class and you're you know in there with me i i would say oh debbie just shared blah blah blah you know does anybody else want to add on to that i mean we we would to engage the kids that are not in the classroom the best we can given the situation so now when we go to doing work if it's individual we try to do a lot of group work it's not going to work out the way it would prior to covid but we're trying to use those zoom rooms which we have we've used breakout rooms um previously and all of our administrators have had experience this summer in some of the pd that we've done with state organizations being put into zoom rooms and i would say it really worked out well um kids have been using zoom rooms in schools across the country all through the spring so they would do some group work the teacher can go in and out of those rooms to monitor what's going on they're not going to be able to be in every room simultaneously but in a classroom if you're over here working with a group you're not with the group that's in that's in the back of you or on the periphery then students will be doing independent work so the children who are at home will have you know their writing their um whatever the content areas in the individualized work for um other i'll use phys ed because we've worked very hard uh mr um baldwin has worked with his phys ed people several times over the past couple weeks trying to figure out how they can make this ed um equitable and and gate and equitable experience and engaging experience for the kids who were on their remote days and you know in order to give the children who were in the classroom because everybody's going to be in the classroom at one time another except for the children whose parents opted in to remote learning that was a choice and it was very clearly stated in the in the information from the state that that was going to be different because it was an opt-in out of respect for people's personal preferences so on a day that children are in class the chil that those children if it's a nice day we want to get kids outside as much as possible and if they're if that gym class that phys ed class is going to go outside to do whatever it is that was planned before that happens the phys ed teachers would be you know doing an opening um introduction and we have um a a large um compilation of activities that we that the phys ed teachers from pre-k through 12 have collected over the spring and there would be something that would be provided for the students who are at home or in child care centers or at their grandmother's or wherever they are to be able to engage in at that time okay so they they're not going to be um because that teacher isn't going to have a like a camera showing everybody else outside having fun while some kid is sitting at home we're going to provide activities for them to do so i you know i'm kind of just rambling on here um hoping that you're getting a picture of what it would be like now on there will be uh just like we have in in the regular classroom there will be um conferring time so just as a teacher goes around and sits with you know if rosa was in my in my class and i was able to go and sit with her back prior to march and look at her paper even though she's in my classroom now i can't do that because of social distancing so i might actually confer with rosa in my classroom through zoom through a one-on-one zoom experience because i can no longer go and do what i did when we were in the the pre-covet era so if if bob belden is in my class and he's at home and he's written a piece i'm going to look at the google doc or if he's a little guy i'm going to you know look it through the camera and and have the give him the same feedback as i would as i was in class and the same feedback the same type of experience that rosa got even though she's right in the classroom because i can't go up and sit you know in proximity to rosa even though she's in the classroom so it's going to be different for everybody and the teachers you know this is new for all of us we're all going to be learning together and we're going to be um taking advantage of whatever opportunities we have from people who um have designed these strategies to learn and then providing you know ongoing pd to our teachers as we go along and we'll just as we did in the spring we'll get feedback from um from kids as to what's working and if kids go i used to love it in ppts when i was in that role and i would bring kids into ppt's for kids to say i know you like that strategy but it doesn't really help me it's like okay then we'll stop that oh what do you think will work and kids are like the best source of information because they will tell you the truth what works for them and what doesn't work for them and so our teachers because we're going to focus on relationships first and foremost and social emotional learning and getting kids as comfortable we're going to build we're going to feed off of their cues and take their information across the board from pre-k through through grade 12 and then adjust as we go along because we're not going to be perfect when we start and that's just a given but we all have the desire to get better and my motto is you know if you knew better you'd do better and so you have to find out and so if you if if every single day for 177 days if we can embrace the fact that every single day we'll try to do better than we did the day before and that's the attitude that we take faculty support staff administrators board members parents and children and we're going to be okay but if we if we say it's not perfect it's not the way we want it it has to be better from day one and we just cut and hack away at that we're not going to achieve what our staff is perfectly capable of achieving but we have to support them and i i i know that this board will support them but that's that's our goal our goal is to get better every single day compared to the day before and to take feedback from our students because they know best what's working for them and what isn't maureen what about um subjects that are typically very hands-on like art ceramics chemistry labs things like that how will kids doing remote learning get the most out of those types of classes well a lot of kids aren't going to be able to do whether they're in class or not what they were doing before with those hands-on things so our science people um we are in constant contact with the health department and with our nursing supervisor and that team as john said before so just this week we finally ironed out what the procedure will be for being able to use microscopes when i tell you that we're looking at every single like how do how can we use a microscope how can we use this how can we we have to have procedures for all that so i'll tell you about microscopes we will be able to use microscopes um the children will be wearing gloves the teachers will provide um we'll have to put cling wrap or a saran wrap over the ocular component of the microscope we have a cleaning procedure that has to be used um on each microscope so it's going to take more time to do all these things but we can use them for some of our um our science experiments we will not be able to do them they are much too involved they're much too um because that's what we went with with this hands-on really engaging type of experience we're very fortunate that the company wants to support us and so they have provided a lot of distance learning type supports to go along with the program so um some videos of experiments that just really there's no way to do them there are some hands-on experiments that can be done because we've uh or we're we put together a request for gloves for students to be able to wear in science and remember they still can't get close to each other so there has to be a lot of moving to the material and away from the material there will be i was just speaking with rachel cohen the other day who was our middle school um teacher leader for science and talking about looking inventorying the science experiments that need to be done um as a demonstration so we talked about having teachers collaborate to do the experiments in advance and video them and then have the teacher be doing a think aloud and being able to stop the the video and ask questions and whatnot so it's like we said before it's not going to be like it used to be art our art will have to be very individualized the art teachers i don't know mary rose if you want to chime in on this because you guys did a lot of work you and melissa with the art teachers putting things together um if you're there i couldn't get my uh i couldn't get my thing coming um yeah so yeah our teacher um has uh put together um individual kits is working on that for each student we just were putting the orders through um so they each will have their own art kit um at their desks that they'll keep with their supplies um and when it's their art rotation um they're working on what that will look like for students who are at home and at school so she's really rethinking you know what the hands-on piece will be at school and then there'll be some kind of related projects that they would do at home um after she gets direct instruction so there'll be like again there'll be a mini lesson and maureen is kind of describing for pe there'll be a mini lesson that kids will have when they're in class they'll be doing more of the hands-on kinds of activities and then there'll be something for students that they will do at home um when they're there that will be related to whatever the the content and skill is so our special teachers are are also you know they're now teaching their entire curriculum in seven weeks so that's um you know they're really uh some in some ways excited about it because they can do longer term projects you know it's hard when you have kids once a week to kind of get any momentum going sometimes and if there's a day off or something like that um so they're uh you know and speaking with them they've been excited that they might have the opportunity at least the art teacher to do a little bit more um kind of bigger bigger more involved projects um over that time thank you mary rose melissa did you want to add in sure hello everyone i did want to just piggyback off of something that dr ruby said in regards to you know what instruction would look like in the classroom um you know just because children may only be live for the beginning of a particular lesson does not mean that they won't be actively involved in some way during that 45 minute block of time so i just don't want you know families who are watching this to think wait i thought my kid was synchronous all day long but you're only saying they're going to be live for about 15 minutes or so or 20 minutes or so and that's very similar to a typical day or a typical content block of that 45 minutes right so we always have teachers do their mini lesson students an opportunity to independently practice their new skills their learning and during that time teachers are meeting and small group instruction which will be the exact same thing except students will be live for the mini lesson and then while they have opportunities to independently practice classroom teachers will be pulling those small groups with students that potentially are home and also our learners that are in school at the same time so i just don't want there to be a disconnect that wait i thought my kid was going to be live more than i thought um based on you know a particular math block of 45 50 minutes um that children will still be included they just may not be live for the entire time of that particular block so melissa in that scenario after the 15 minute mini lesson the student at home maybe is working independently and 15 minutes later they're stuck they have a question so what's the process for them reconnecting with the teacher to get some help sure that's a great question so this was my suggestion to some of my staff members when we have been talking about some type of creating our instructional plans of what you know hybrid instruction and remote learner instruction potentially could look like so are there going to be times where a child may tune off after the 15 20 minute mini lesson and may have an additional question you know we hope that teachers will also be able to build in time sometimes at a closing of a lesson but we know that's also not realistic every single lesson that teachers will be able to connect with again within that 45-minute framework um you know we through the platform of google classroom students will still have opportunities to email questions through google classroom to their classroom teachers we've also talked about you know we know that this is not typical instruction in the sense that students are going to be able to get it the first time so also doing much more of that reinforcement of lessons on wednesday we're looking at particularly doing small group instruction and more one-to-one individualized instruction with students so we do know that questions are going to arise kids aren't going to get it the first time all the time and we do know that we will probably have to do more front loading and reinforcement of lessons as well as you know as mary rose and dr ruby have said it's not going to be perfect right off the bat like these types of questions and situations will occur and we'll address them as we go another thing that could happen is if i if i was your teacher and i we were in a zoom classroom like we're set up now and i were to do um a direct a direct lesson and then say okay so now i give an assignment or i put people in group work now i can turn my mute my mute on i put my mute on so you're you're all not hearing me because you're you're doing whatever or you're in a group room and it's still the students who are at home would still be able to see you know that's that screen whether they have their [Music] camera closed or they have their camera open then there's the chat room so this wouldn't work for kindergartners and first graders necessarily but the student can you know the teacher can say while i'm in the breakout rooms or while you're working on your own if something comes up you can use this is where we'll teach students the diff especially when they're in the classroom on their in school days teaching them about you know using the um the hand the hand raising how to use the chat so they'll learn how to use the different features that are in zoom to be able to stay connected with their teacher it's not going to be a 15 minute minute lesson see you later alligator you know that's not what's going to happen there's still going to be an opportunity for them to be they're not going to be like left on their own especially initially when we hit the ground running because we're all learning you know zoom the new platform all the aspects of zoom and also we can't expect the children to know these features right away either so i think that's important you know we are in the process and i know dr ruby referenced this in creating a welcome kind of welcome back unit um where we will be embedding more ruler instruction and lessons for sel but also a big chunk of that is technology lessons where we are explicitly teaching children how to use those types of features on zoom how to upload and take pictures of their documents to turn in their homework how to really navigate google classes and that's not going to happen overnight you know we know that students need explicit instruction to learn these types of fears and it's going to be gradual and to build on that we didn't have that opportunity in the spring that's what's going to be you know it was like goodbye and kids had to kind of and teachers kind of had to bend for themselves we were only able to give a few a couple days of instruction to all the new technology the teachers had to use prior to them using that but the children didn't get any instruction so what what melissa is saying is going to really uh be key to the success of remote um the remote days for as long as we have to do them hopefully not too long but on the outside chance that god forbid anything ever happens to change the data and we aren't able to fulfill our our goal of bringing everybody back in who except for children whose parents opt into the remote temporary option as long as that's available if we ever had to go to remote we will be in such an amazing place not that that would be an amazing place i'm not trying to say that compared to where we were because we will have taught the students um all of this the skills of using the technology through the work that we're doing in our our current hybrid model so it's going to be a continual um work in progress where like i said before our goal is every day to be better than we were the day before and if we can do that and commit to that we'll be good and dr ruby and those who've answered the questions i really i thank you because you can see the level of detail that's gone into this work and the thinking and the reflecting and um um i hope it's helpful to those who are watching into the board members but i want to be careful because we're on superintendent report still and you know i don't want to overuse our time here for this in this forum so i'll turn it over to rosa um i don't know if you want to continue with questions really move on to the next item but thank you everybody i really appreciate the time thank you very much yeah no i do i do want to move on um unless there's any other questions from board members that are really sort of burning for you okay so um let's see yes so we are on subcommittee reports uh the first we have is finance okay finance committee was pretty standard this month we went through the financial reports the year end our 2019 2020s actually landing pretty well again is on the tail end of it it actually came in a little better than we had last forecasted uh to the board of finance so um not dramatically so but um helpful to the town that will all any underruns from last year return right to the fun right to fund balance and and that's a good thing given we need the flexibility for the town we went through our normal check register review no concerns there and we went through an update on the um school opening costs and and the potential under runs and we agreed on a kind of a standard format that we will use for uh tracking um any costs and we'll use that format for this committee and for the board of finance so that they have one format we're all looking at the same way and uh ken's working with uh the town controller marsha marion on uh you know working on the primary format and then also how are we tracking the actual purchases ken do you want to add anything in terms of what being on the school opening purchases i mean are we do you want to share with the board about are we getting in all the things that we agreed to go pursue in particular but they're they're all in the works in various stages um the biggest highest priority items were of course the the desk shields the teacher sorry the student desk shields and the teacher and office desk shields and the partitions for the nurses offices so those have all been ordered and they're in process and they're expected to be here by around september 1st and then we've since also ordered the uv sanitizers the webcams the carts for the lunch delivery and the specials storage containers are on site we've had folks in helping the principals move furniture around to set up all the classrooms which was a huge job we've gotten the staff laptops that that we ordered that the board of finance approved back in early july and the tech team is working to get those ready so and uh terry terry kavanaugh is working very hard to try to get us monitors which seems to be a herculean task i will i will say that i was very glad that we were ahead of the request on the equipment because everything i'm hearing and i'm in the industry is the backlog of orders for uh all sorts of you know mobile equipment whether it's laptops or uh or the or macbooks or any of the other types of uh the cool you know the what's the other name level um oh yeah there you go um all of them are backlogged i mean badly right now so we the fact that we've got in the laptops is a good thing um that's uh we and because we put the order in early and thank you for doing that and thanks to the board of finance for jumping on it when they did um so the uh um can uh when will you have your first report on the uh you know in the format we discussed um that we could start sharing with the with the uh with the board if i could share my screen i could show it to you now okay that would be great mark do i have the ability to share my screen i'm going to work on that right now ken thank you sir i will share um while ken is doing that regarding the movers so we did have um as uh mr post uh mentioned that we had movers come in and help relocate some of our desk furniture and for the people that are watching at home the classrooms look amazing they look like a typical classroom we were actually able to um keep much more of the furniture we actually didn't have to really remove any additional furniture uh the desks were all situated six feet apart um and it i don't know i think just for the public to know that you know it's not this sterile environment classroom teachers have been coming in this week decorating the walls their bulletins hanging the uh window scapes and things like that for our student classrooms really do look great they're not they don't look like you're walking into a sterile environment or a hospital room at all thank you melissa so are you able to see my screen yes so we've got two sections the upper section up here is the estimated potential savings that we've discussed before we added a couple of items on to it the special education extended school year program as primarily because we didn't have transportation we're going to realize the savings and i have a column for estimated and a column for actual i know that the special education program will be about seventy thousand dollars but i don't have the exact number yet so that number will move over into the actual column uh we're making a change to the special education life skills program and we have some professional development that would have needed to be done in person that we won't be able to do so those are savings identified and then ones that are not identified are mostly around the sports and and uh and uh field trips right yes sports and after school activities yeah um on the after school activities when do you think you'll have a better handle on we'll have we'll have a better handle because one of the things we're doing bob is any of the activities that that's that's potential maximum but uh we've talked to the principals and um any of the activities we could run virtually we're going to run virtually so we don't want to not have that opportunity for our students to connect that in the school so um we've got to assess what can be run um we're still making those final decisions and uh and the athletics is all tied to the ciac cic and of course department of health absolutely yeah and we and we don't know if they're going to move the fall sports to the spring so so that's another thing we you know fall sports some get moved to the spring then that cost just push forward we don't realize the savings so a lot up in the air with that yeah so this will be changing quite a bit as we move forward uh the bottom section is expenditures uh starting off with our initial ppe order and the electrostatic sprayers which actually are back ordered so we've i'm pretty confident we're not going to have them for the start of school um we have the staff laptops like i said we just got the monitors and all these are all the other items that we uh spoke to the board of finance about a couple weeks ago and again they're in various stages of uh being ordered and or received already and then since then we've identified a few other things um to add to our list that we have to find a way to to fund uh can i just jump in here real quick um so for the the items that say sourcing are ordered are those still on track to arriving before school starts i believe the things that are ordered are on on track the only ones i have sourcing are gloves for the students and parents and we have some of that already so i'm not so worried about starting if we don't get those you know right at september 1st okay we have them and the town has a supply of of of of gloves also that we can dip into just a quick aside for everybody it's important for the public to know as well the ppe we're ordering that for the most part um often in concert with the town we're working with a fire marshal and um and town purchasing so we're trying to get the by by the most we can and get the best buy we can and i used to do that question about the gloves are the gloves uh mandatory they are for use with students and staff like dr ruby was describing before if we have manipulatives that need to be used where the teacher or the students have to share the same item they will be wearing gloves when they do that and that's mandatory i think go ahead ken yes i mean since we can't it's not practical to disinfect items between you know each student using it then yes we would make it mandatory but it's not it but it's not mandatory all day you have to be in class no just in those situations right so i just want to add in that for all of these every single procedure that we um we study how it's going to be implemented we then run it by our nurse supervisor who then uh she is the the go-between with um dr ferrara or dr sullivan or the um dr gilmore up at the state department and um i mean we've had we've had a phone conference last week with the um the state health commissioner on a question where we're we're we're looking at every single procedure that we're doing to make sure that we're keeping our kids um help you know safe and in order to be able to provide the you know as many of the learning experiences that we want to children to have that you would want your children to have um the gloves are necessary because there's you know we can't we could never afford to buy a class level science um kit for every single student in the class um it's just it wouldn't be they probably wouldn't even have that many to be honest with you to sell to us so when they're sharing if they're if there's something set up that they have to go up and everybody has to do something they have to have gloves on because they they can't cross contaminate with their own hands so what we're what we're buying is about one third of the quantity we originally identified as uh thinking we would need and then we'll we'll watch the use and see where it goes from there the thought was that we would have one pair of gloves for each student and for each teacher per week now they might be doing a lesson where they have to use the manipulatives five days in a row so they'll go through five pairs that week and then not need them again for three weeks but we're gonna we're gonna track it as it goes along and you know reorder as needed it can some of those numbers are pretty big uh what what is a document camera that's the can i go back up first before sure okay it was about to say i went past the uh the cleaning service uh we have an estimate for that we have actually a bid opening tomorrow and as far as i know we had at least one sub one bidder as of uh this morning so we'll see if more come in tomorrow and we'll have the opening i think at 11 o'clock tomorrow and i'll be at that so can i talk about document cameras please dr ruby that would be great okay so um we just real quick if you could just kind of introduce that section because that's newer and we haven't had that full discussion with the board and we talked a little bit with the finance committee the other day and guys i got i don't want this to be a long evening i mean this is like one second on each of these it's not this is what i opened this door up for ken so he could just make sure everyone's aware of what's coming okay sorry bob i'm not intended to be a two-hour review of all of our financial requests so all right well why don't we start with ken then just a brief overview and then if that's enough and that's enough okay yeah these last uh seven items are just the things that we've identified you know since we had that last conversation whether they be curriculum related or you know hand sanitizers we discovered that we would need the movers to help us set up the rooms and and get furniture out of the way take some some desks from one school to another so could we do a brief description on the uh on the first like four or five items there just so the boys are familiar with them sure just the big ones yeah yeah okay dr ruby you got the big ones document cameras we researched how we could more um reasonably be able to have the teachers be able to do any live streaming we had looked at i think eric reported on uh fifty five hundred dollars a classroom so we talked to different class uh different schools across the state a document camera is something that we can't that is used to project onto a screen a document but we've discovered that you can if you have document cameras that have a hinge that the part that you can hinge it up this would be normally looking down at a document but you can it's a very high level camera and you can use it to actually stream the teacher working in the front of the classroom so it's a very economical way to be able to outfit all of our classrooms for way less than fifty five hundred dollars a classroom um the next thing is lexia lexia is a a reading program a digital reading program that we were using in the um spring because it was free and our children did very very well um if we had time we could hear from mr renda and he would tell you that it worked so well that there were some students who were significantly behind in reading that made such great growths that we continued them in the summer ixl math is a a digital math program that we we used to have a subscription to and we weren't getting a lot of use out of it in terms of the reports so we dropped it but we got got it for free in the spring and it was extremely useful students loved it teachers loved it parents were very happy to have it back and we think that with the even if we went back full time that it's um though that it's a very a very wise investment um hand sanitizer is hand sanitizer um and movers or movers right thanks maureen and mike keep in mind we haven't we haven't ordered any of these things nope seventeen thousand dollars in hand sanitizer that seems like a lot of hand sanitizer um a lot of hands that's a lot of hands yeah no it's hundreds of gallons 150 or so uh touchless uh dispensers yep we have to have them for the athletic sponsors they have to sanitize their hands upon entering the building uh whenever they encounter in and out of the cafeteria bathroom you know and of course their soap and water you know in our bathrooms and all that and in the classrooms where we have sinks so it's a lot 150 sanitizer stations wow i'm all over the schools all right look guys we talked about these items i it's useful for us to go through them we did talk about them at our finance committee meeting um the next step will be a continuing review and ken is actively working with our town controller and they talk about each of these items and our purchasing agent and uh we will need to also go to the board of finance um the direction that the finance committee gave to ken is keep looking for the savings on the top part and that's why that's on the top of the chart because we want to be able to cover what we can through reductions where we don't need to spend money in other places so that's intense actively looking for those opportunities on an ongoing basis so and that's where by the way some of those larger reductions came from is a hard look at what can we do without um and you know and and we found a couple of areas of that so um so that will be an ongoing discussion at our board at our finance committee and at the uh at the board of finance so okay and that's my report any questions thank you bob all right let's move on to facilities um is uh amy or debbie going to yeah i have joyce thanks some notes so i'm just gonna read right from them and then if there's anything can that you need to chime in on let me know um and this is july 15th and august 12th we review the current 10-year capital plan which we're going to continue to discuss and make changes as we look at our priorities however we spoke at length about the roof of the high school specifically the section if you're looking in the front entrance from there to the guidance wing we're in an emergency situation it needs a full restoration it's leaking very bad and coming in the walls and affecting the isolation it's a cold tar pitched roof so when it gets cold it gets brittle and thaw and frost make it worse this section of the roof is beyond its life cycle and will be reflected as a high priority in the tenure capital plan for project updates all the paving at the high school and middle school has been completed there were some additional monies to extend some of the site work the generator project at the middle school is done the report's signed off and the job is closed the roof at the high school and at the middle school there's been some maintenance and spot repairs done the exhaust hood at the kitchen at the high school is going to start soon that's funded from the lunch fund uh hvac we'll get back on schedule and move on to the next planning stage and we need to get back on track for a lighting project in order to get a return on our investment which we haven't done yet the custodian staffing update we now have a head custodian at the high school and recently one custodian at huckleberry has left so we're looking for a temporary hire to get through the year and school reopening we're doing an audit of all the buildings 41 total exhaust fans 24 which are in various states of failure we were able to rehabilitate about a dozen some are about 35 to 40 years old at this time we've replaced all filters unit ventilators and rooftop units every single bathroom fan and motor have been fixed these fans will begin running two hours prior to school opening and one hour after school exhaust fans in the bathroom will be running 24 7 as well maintenance to the ventilation system is ongoing and our problem with main problem with facilities is room capacity and lunches we need to hire more lunch monitors and staff for the isolation rooms and we need to purchase the carts which i think was already done for delivering the lunches and that's all she has i don't know if there's anything you need to add to that ken sounds good thanks amy okay we can move on to the consent agenda and board approve the items on the consent agenda which are new hires and resignations all right any discussion on this okay all in favor bye thank you that's unanimous okay um on to new business the new school naming committee um so uh we'll talk about the new project a little bit later um but we wanted to get this naming committee on the agenda because now that the project is nearing you know going out to bid potentially in december it would be nice to get um you know the name for the school starting to incorporate incorporate the name into the documents for the building so we actually do have a policy on this that was attached to your board packet i think just to sort of summarize um the naming committee has to have at least two but through up to three board members two of the other members on this committee need to be residents one teacher one administrator and one pto rep um and what ultimately there's a few other stipulations in the policy in terms of a building must be named after a geographical area the name of a person can't be used but most importantly the knee needs to be significant to the students who go there so we do need kind of a group um when you come together and get some ideas for um for this new school ultimately the committee will have to come up with at least three but no more than five names and then ultimately the board of ed will decide what the name of the school will be so um you know ultimately i don't think this is a very long committee maybe meeting a couple of times over the fall um just to get some ideas but i'd like to hear your thoughts on um committee makeup i mean as a suggestion i would you know since two residents do need to be a part of this committee i was going to suggest someone from the historical society maybe they you know understand a little bit more about the geography of town and stuff but um that's really my only suggestion i i'd like to make a suggestion about town members or maybe we just make them an ad hoc ad we had two chairmans of our uh school committee right who are along with us and it would be a great honor to have them be part of the naming it really would and i'm and for the that's colette and uh any um who at different times did very important things to move this project along and i think they would it would be a nice honor to include both of them in that i think that's a good idea and uh and the second thing i would say is i know it says one teacher and one administrator since we're merging two schools i would suggest we have one from each right one teacher from each school one administrator from meet school so that everybody has a voice in this i mean it makes the committee a little bit bigger but it's a uh but i think it'd be the right thing to do and then um for the pto rep we uh what did you guys um perhaps think the huckleberry pto um president or somebody that they designate or who are the current presidents of the pts what's that do we know who the current presidents of the ptos are uh well it's brent piper at center yep okay an ad hoc student at huckleberry and also at center okay at huckleberry we're in the need of a pto president so any viewers watching in second third or fourth grade we have several positions we need to fill including treasure we only currently have a vp and a secretary so help oh so so rose i would suggest we have the pto president from both of the schools just like a teacher and an administrator if they don't have uh they don't have a president at the huckleberry school that huckleberry won't have a representative yeah that'll motivate someone to raise their hand yeah yeah there you go it's more incentive thanks bob to help name the new school yeah um yeah sign up for sign up to do some work and you can name the school or be part of it i wonder i wonder if any of the teachers at huckleberry um like just would do a are interested in maybe doing a little thing with the kids like looking at what the criteria are and maybe that some of the kids could have suggestions that they submit to the committee might be kind of fun and i think that's the point of the committee too it's really important the committee could come up with the ideas for those activities with the kids jen i think that's great you know and remember we collected some some names at a lot of the um public forums as well and it wasn't a really long list it was it's a pretty i think it's an easy project to tell you the truth it's just i love the idea of letting the kids have some input absolutely yeah so um in terms of board representation who wants to be on it i would love to be on there i think it sounds very exciting great anyone else you need at least another one sorry i don't know who all right mike you're right let mike my kids are out of the school i think i'll volunteer to do those sorts of things but uh you know i uh love to see board members with parents or parents in there that'd be great mike's got the youngest kid so he should do it you get the bigger vote yeah all right um so i will actually go ahead and move that we establish um a naming committee for the new school one second thanks amy all in favor okay all right thanks the votes unanimously so the process what would be the process for naming the administrators and teachers um so that's the kind of the unknown um is that uh john something you would launch with uh i certainly can um or the committee could meet and have that discussion first and give provide me with a little direction or we'll talk about that um i think we discuss discuss we ought to have one teacher and one administrator from each school so just do it all right sounds good as long as mike and debbie say that's what they want well i was gonna say maybe mike and i can have a conversation offline about um you know when we would meet how often we would meet so we can sort of define the level of you know involvement and how much work it would be and then john can reach out to the schools or we can and um you know there's there's not technically a deadline for this but um you know i'm thinking a few times over the fall meeting and you know maybe hopefully by november um we actually will when we get to the new school project update on the agenda i was going to tell you guys but in november we'll be getting another presentation um from tecton so that might be a good place to kind of also inform them of a new name november and john or maybe it was rosa who will just who will have the ultimate decision is it the board well okay the board of ed makes that decision um just so everybody knows its policy five five one if you want to look it up later on every movie seven five five one right my my my guess is we would have the committee come report to us and with oh here's the whole three to five options that we came up with and here's our recommendation and uh and we could talk about it and uh if the board likes that then we would approve it and if the board didn't like it we could either say go back and work more or we make a different decision so i think but that's a very logical process and it'd be great to have a lot of input to it so i think you know i'm always a believer that you know getting the community involved is always a good thing okay great sounds like fun yeah okay uh let's move on to old business uh we have some policies amy do you want to read the first motion i will move that the board approved the deletion of current brookfield policy 6141.3 and current brookfield policy 6141.321 and replace them with new proposed k policy 6141.321 with revisions for a final reading is recommended by the policy and communications subcommittee the first section 50.

this is very quick but bottom line is this is what the budget looked like in may and really the major piece of this is that we had a ten percent cut to our funding which was over nine million dollars of lost revenue ongoing and then you cut to really what was adopted um we didn't get the cost of living adjustments we didn't get an increase but the state budget promised us to receive the same amount we received in the prior year based on the base grant amounts now the percentage of the unduplicated students or targeted students has changed somewhat so it may move up or down slightly but not significantly by any means and we'll talk more about this at the end but cash deferrals is a major instrument the state is attempting to use to balance the budget at their level so here's the picture of what our multi-year projection looked like at original budget and as a reminder we knew this was bad when we adopted it because of the timing in which we had to take action at the local level and knowing the state budget was adopted shortly after and frankly it was a car wreck right i mean you lose 9.6 million dollars year every year ongoing you find that we're basically upside down over 18 million dollars and reminder we did have a budget for the public we did have a budget that had um projected uh cuts to our budget um and other spending freezes and things that we could do to get at least more in line but frankly really impossible to take that kind of a cut and still operate a school district so this is the same budget based on a 45 day and you can see and i just want the board to focus in on the net increase decrease we still have a deficit that is flowing through this budget but is more that is more representative of our operating deficit than really anything caused by a loss in the revenue per se okay what also changes is all the revenue amounts in reserve i mean all right revenue all the fund balance reserve amounts are intact so we're able to maintain the three percent requirement from the state your two percent board reserve the additional one-time board reserve dollars from 2018-19 we have the one-time dollars from 1718 1920 and then the reserves for stores and cash and those types of things that are non-spendable so even after three years with this budget of being flat we still have a positive change in the third year but it's only 687 000 and the only other thing i'll say is in a situation we have flat funding we will run a deficit because of the cost of in this case pers and stirs even though they were reduced in the current year they increase in that third year and just to keep the lights on pg e fuel and costs like that we're talking hundreds of thousands of dollars of increase to a budget that's one you know 150 million dollars so in a situation where we have flat funding we're going to drive deficits that's why these reserve amounts you can see at um estimated actual for the 1920 year at 25 million is so important because it allows us to basically deal with this and it's not like we're going to sit back and just not do anything but it gives us a little bit of time okay so this is an important slide i think and you're going to start seeing this again some of you that were on the board back in 2008 and 2009 you knew that we watched cash very closely we moved into a position where a lot of our budget reports were all about cash because basically it's once you run out of cash you become fiscally insolvent so this is a really over the last five years one two three four well four years um this is our cash by month and you can see that we usually start in july with a fairly high dollar amount and then we burn those those cash dollars over the first part of the year and then we see this very large increase in december well that's because that's when we receive property taxes so all the cash gets put back into the treasury through property taxes and then we start spending those dollars down again and if you're like me you wonder how come my ending balance from one year didn't become my beginning cash balance in the next year well that's because you're talking about june 30th and then july 30th so there's 30 days between those numbers so they're not perfectly ending balanced beginning balance type number okay that's really the report and it's a very simplified report you'll notice from the template that's been provided we did a also include some reports directly out of our financial system which is i think for you as a board would know that we can generate financial reports very quickly and at a high level of accuracy and the really support documents for butte county office of education with that said i would request the board's approval to submit this to butte county office of education okay thank you kevin do you have any questions for kevin linda do you have any questions no i don't have any questions but i want to um just again commend our fiscal services team for staying on top of things this budget looks a lot better than what we had seen earlier so yeah thank you and i would like to move approval if there's no further discussion okay i'll second that but i'll also point out that currently there is a coin shortage across the united states so maybe we should get out on the street and see if we can get some quarters okay i have a motion by linda hubby i have a second by i mean a second by dr kaiser um are there any other questions or comments from people before we vote okay um all those in favor linda aye tom aye cathy griffin i robbins and i all right that is uh unanimously approved okay next on our agenda is human resources and that would be mr hamlin okay this should be quick um so as you know i intermittently bring to you positions that are no longer needed and to eliminate these are not layoffs even though the title says so there is no one in these positions but we have two positions that we would like to eliminate one at parkview and one at pv that's through resolution 1527-20.

okay so we have a motion um give a second all second okay thank you who's in favor aye those opposed seeing none looks like it passes thank you thank you very much thank you next item on the agenda is appeal right page here 20-1207 bba 20 zero three at five four three third street and number michigan forward 104. do we have an applicant here to speak to that appeal hi uh uh i i'm not muted no you're fine now okay okay sorry you had me scared i had the wrong button pushed i'm a newbie at this stuff um so my name is steve kaplan i'm the president of varsity management the company that manages this property we have the owners fred and judy's wass also on the call and we have uh the architect uh for this renovation a leo babcock i'm gonna start off with just a quick ditty to kind of get our you know frame of mind uh started and then and then uh gonna defer to leo to answer detailed questions i just want to thank you all for taking the time to hear us first i wanted to say we didn't set out to contradict this code and we would have if at all possible built to the written requirements we were forced by multiple factors the structural elements of the building confusion and the time crunches brought on by the pandemic most importantly our convictions of what creates the safest most usable living environment possible it's this last issue i want to go into a little bit uh there'll be plenty of detail to follow regarding the building structure space constraints limitations of other code compliant options first i think it's important to state some generalities uh the two units involved in this appeal if they were stand-alone houses like hundreds of others in ann arbor student housing stock would not be before this board the stairs as they are currently built meet the code requirements set forth for residential stairs which are overwhelmingly the majority of stairs that any ann arbor resident would encounter living here if the premise of any stair code is for purposes of safety and user consistency then we feel this code in our case becomes counterproductive here the dimensions considered safest for building code for the use in over 90 percent of the residential stairs in the city are what we currently have installed the safety of consistency of not surprising the user of a stairway with dimensions subtly different from their expectations is best met by the stairs as they are currently installed we're not sure why there's an alternate code for residential stairs merely because they exist in a commercial building the resulting dimensions are neither consistent with commercial stairs or residential stairs and just add ambiguity to the user's experience of any built environment we explored every other option we could envision that would bring these stairs into compliance with this alternate code for residential units located within a commercial building not one of them can be executed without reducing in our minds the overall safety or usability of the units number one we looked at spiral stairs uh spiral stairs though code compliant are objectively less safe than normal code compliant residential stairs they're additionally impossible to implement in our structure because the width of the smallest spiral staircase we can find is still wider than the stairwell opening in our units this opening is flanked on each side by steel i-beams that are part of the original structure of the building and hold the two stories of building that are on top of these units descending from grade level with the alternate code stair dimensions this approach leaves us one tread short of floor level in the basement an additional platform to meet the stair deprives us of the necessary ceiling height in the basement to meet a different code so we merely trade one code violation for a worse one adding one more tread to the stair to get to the floor leaves us too little space for a landing at the bottom and expanding that landing in either unit requires the removal of an original load-bearing wall in the structure it's been asked why we chose to finalize our current configuration rather than wait for decision by this board we have tenants scheduled to move in three days from now there was time to complete what we started but not enough time to rebuild anything else further we just strongly feel that the current configuration is the safest approach we can build i'm going to pass this on now to uh leo babcock the architect but thank you for your consideration in advance all right yeah i just would like to touch on a couple things that steve mentioned and primarily um in terms of the board and your review and your consideration um i understand there are three criteria you really look at and i believe that we fall under the first one um the true intent of the code and so what the the variance that we're seeking or or the reinterpretation if you will is has to do with the building code that allows for an exception of of units uh residential units within say a multi-family unit a multi-family building like a townhouse and the exception is to make the stair more uh compatible more similar more uh what people are accustomed to in a single family home with a separate riser and tread ratio um and giving said that our particular unit like a two-story unit within this multi-family building um the interpretation the way i see it and we've discussed it briefly is that the intent of the code um is to allow that exception within that particular unit not the whole building not the exit stairs but the intent is to have that unit as a single family unit which is essentially it is five bedrooms or either know their students other it may not be you know traditional families but the intent is that's a single family unit within this larger structure so our belief is that that portion of the code needs some reinterpretation on your part because it really does address the intent of the code to have that staircase considered a single family unit stair within that dwelling unit so that's sort of our and our request in terms of this board's appeal and that i don't want to get along into a lot of the background uh but um just a real briefly as as steve mentioned um this well this building was built in 1964 and some of the original drawings we had were inconsistent which what was built which is often the case as i'm sure you're aware of and upon demolition and right before construction we discovered things like a steel beam parallel to a concrete plank which is unusual but was definitely put there for a reason we explored um the possibility of seeing really where that loading came from but you know in a three-story building there's so much tear-out involved and and and just for the investigation to see if it's even feasible and also the two bearing walls which limited the length of the stair similarly were not quite consistent but with what we thought those those put a lot of different constraints on how we had to fit the stair in so a decision was made on site to build a staircase which we believe is in the intent of that exception to build a staircase that meets the one and two family code the residential code within that dwelling unit that's why we're sort of at this junction today and given you know such delays with with uh shutdown and and other issues were a time consideration which steve mentioned also it seemed to be the best decision to go ahead and put something in and then um see what we can what we can discuss and request your reinterpretation of that code section thank you staff report so this project was originally approved it had all the correct information and to meet the building code this falls this is an r2 building it's an apartment building and uh it goes into the building code this staircase we're talking about is a new staircase it was uh put in place to add a residential or i believe a bedroom in the lower level at which one time was a laundry room basement laundry room type of setup in the code it says that it's supposed to meet a 7-11 requirement but gives an exception to residential units in the commercial building code for these r2 type of units to meet gives them an exception to allow a ten inch run and a seven and three quarter inch rise we believe and why we we were recommending denial is because we do not believe the eight and a quarter nine inch is equivalent or better than the seven or the um ten in seven and three quarter inch rise and run while it's residential you know when you're in these apartment buildings you get used to a certain gate and um date and a quarter nine uh we we felt wasn't uh equivalent so that's that's uh that's our report thank you very much fire marshall any concern no not this time i would do with the building department [Music] thank you staff discussion questions the applicant leo could you explain what's happening on the upper level of these duplex these new duplex apartments sure what's we call the upper levels really the main level of the building you enter grade level and it's a it was a typical apartment you entered through the doorway off the hallway there's a kitchen there's a living area there's two bedrooms in the bathroom we um capture that space on the lower level which was brought up part of it was the laundry and some other miscellaneous spaces we created a new staircase from the upper to the lower that staircase happens to be close to the main entry door and also to the kitchen and at the lower new lower new renovated lower level where we have the staircase we have an additional door uh out to the to the hallway where the fire stair is and the laundry around okay so the upper the upper level of these apartments have access to a whole new grass hollow correct we do have some um diagrams and three-dimensional if that's helpful i know if we could upload those at this time or they were in a packet i believe can you share your screen let's see permission to share oh yes permission is do um i'm not sure i have the ability right now is that possible the staff you have yeah okay that would be helpful if you could um second question is so all the lower level bedrooms um have eager egress windows and wells absolutely now do they front on a public way no they're in a alley sort of a side almost an alleyway walkway between a parking structure okay i'm looking at your sections is there anything like to keep people from falling into them into the wells yeah yes there's uh covering and screening and i i don't believe we have a photo of that sorry i'm having trouble sharing one second doing me both i know okay that's good so did okay that's the exterior code search all right that one these are the upper level of the two units looking down you see this staircases we do have some sections showing the stair too if that's helpful as you can see it's right at the entrance door there to one yeah and here's a cross section [Music] and you'll see the one in in red and this particular section shows the um the stairs put in in the yellowish color that's with the uh residential code rise and run the nine inch and maybe three quarters i believe it is eight quarter and in red is the uh how the uh exception of the code would be laid out given that particular rise and run ratio that's the team is your quarters all right with your quarters okay and that's similar thing in the other apartment they're sort of a mirror image what is the basement ceiling height [Music] i would have to get back to you for a minute on that but um if you learn your comments your notes here says you don't have enough ceiling i have to put a bottom landing in there and that's you can usually have one step and still no we could you're absolutely right we have room for a landing however this the there's a steel i-beam that comes right at the corner edge of the landing and that's where we lose the headroom so the ceiling height is fine is that what you're saying the last two inches or something yeah yeah so the i-beam is below the height of the floor elevation there okay correct are you working you're going to turn 90 degrees to that though aren't you though are you gonna yes it's 90 degrees and that's where the steel beam um came into play and the width of the stair is three feet wide it's three foot six 42 inches near extra width yeah and this is not a required means of egress because there's not all the stairs in the building that got you to the basement before it is not required means of egos no so actually if you could hold that that photo for a second um glenn are handrails required on both sides i believe so okay if you come down to the next photo uh maybe it's the one after that that's it maybe it was before or maybe it was before then yeah there we go so i only see one handrail and that one is stopping short of the bottom yeah i i'm not sure if the everything has been installed yet or i'd have to check on that in terms of the extension of the handrail i can tell you i i um sorry this is steve i i took these pictures uh during the installation process so that the railing installation was incomplete at the point that i took this photo yesterday okay so so there will be there will be handrails on both sides of these stairs yes okay who would be using these stairs as the only person in the basement bedroom would be the only person using it the laundry is somewhere else now yeah the laundry is a public laundry for the entire building so that's in the hallway it has nothing to do with this apartment so it's only the two people or the three bedrooms in the lower level i think one is two and one is three bedrooms so it's just those two occupants that is correct what is the actual rise and run that you end up with um we've talked about what the code requires which code requires what but what you you actually end up with but actually you see in this diagram that was built here is the nine inch tread and eight and one quarter inch riser height pretty steep thank you so the bottom of that steel beam is at 68 80 inches off the floor the bottom of the steel beam you need to cross underneath is that 80 inches it's 81 and three quarters okay so it we're putting another riser there doesn't help us but yeah it's slightly over 80 inches and the florida floor height is i guess it's gonna be a multiple eight and a quarter then huh yeah but i i think the section showed seven six finished oh well it was poor to ceiling florida floor height is um 99 inches so 3 foot 3.

it may be difficult to prove that somebody got kobit 19 at school and with a community spread but it is not difficult to file a lawsuit so they would had no coverage on that if that happened so but they have come up with another plan so they've come up with an additional a separate pool that we can buy into that would provide some coverage for any liability issues that come up based on cobit 19.

were there any other um questions comments edits or recommendations for this policy i didn't get any i didn't get any um questions or uh suggestions for it okay the uh the one the one thing um that i uh i didn't have any suggestions and uh and i will admit not having sent one in but i was reading them again this afternoon and it's more about the form that we're going to have students and parents sign and we talk about we never actually say in that form of the policy talks about no recording and it's very well written by the way i thought the policy was really good um but we never explicitly say something about no recording in the form that we asked people to sign and i actually think that would be a good thing right and i don't think that's is that actually part of the policy or was that more of a the phone bob would fall under more of operations and regulation so i think there's a suggestion we can um circle back with eric on that okay i would just have you go look at it and think about it from uh that's what i thought by the way um right you really look at whether we ought to we what we say in there is or otherwise prohibited by board policy so it's covered but i just think saying something explicitly in that form about no recording is allowed right is really really important good suggestion thanks bob yeah go ahead maureen and that's actually the recording is actually covered under state law so i don't know if we need to reference that that but i mean it's what we we we point out that we point the state law and recording out to people when they ask us about that yeah i understand but my only point is if you're gonna have somebody sign something you might as well stick it right in their eye right it's not allowed under state law if that's what i want to say it's a it's a i just think we have to keep reinforcing that because it's a worry of our parents it's only the students and it's a worry of our teachers so all of them went to the heart of part of what mrs orton's public comment is about people about this and that's why this will probably help in explaining that yeah i just like it and so i i don't have any issue with the policy i think the policy was great all right any other questions or comments on this okay so all in favor aye thank you so just as a matter of process on that do we go to a second read now because this isn't yet yep that was the second that is right whatever we're proving okay got it okay um update on current brookfield policy six one four one point three two eight 6141.328 for a final read is recommended by the policy and communications subcommittee first read was july 15th do i have a second second thanks bob any questions or comments on this one nope i didn't get anything on this one either okay any tonight okay all in favor aye all right thanks everyone okay uh subcommittee composition um i we had discussed this at our last meeting um and i think the only outstanding um community that needed a little more time coordinating schedules was kate okay so um how did that come out i think we said first days right what's on the show i don't know because you were gonna move yes i uh i had the university changed my course to tuesday now it's tuesday supposed thursday no no i changed my course from thursday to tuesday because jen couldn't be there so now the meeting is on thursday okay okay is that still good for you mike yeah no i still i'm still confused and i'm explaining all right it's thursday that's it we're good thursday thanks for changing that morning i know that wasn't no problem so so what's on the form that was distributed with the package still has cape on tuesdays right i'm going to pull it up myself now just looking i'm looking at the um it does say third tuesday third tuesday so it'll just be the third thursday instead we'll have to adjust that okay do we have cool men the motion at all yeah um so it was an action it wasn't emotional okay um unless there was a motion on the table from the prior meeting so look i'll make i'll make a motion off the back of this so is everybody okay with that being the only last change we need to make yep right so i'd like to move that the uh the brookfield uh subcommittee makeup is approved as distributed with the adjustment that the cape meeting will move to the third thursday of each month instead of the third tuesday of each month second thanksgiving any other adjustments or corrections okay so all in favor aye okay all right so an update on the new school building project um so the next time i i mentioned that the next time we'll be presented to will be in november um our approval our approval will be needed again before the project actually goes out to bid which is still uh the goal is still for early december um unsure if they're going to make that uh that target but at some point in december i think the project should be able to go out to bid we talked about a name for it oh at this time throughout the whole process we had talked a little bit about um getting a well certification for this building there is a cost that's associated um for that um subscription or that certification every year and the nbc wasn't sure if they they didn't want actually to commit to having that additional expense for the school so they are at this time still looking into at least the one-year certification um which will which can be rolled into um the cost of the project except itself and absorbed that way um but that might just be something that we want to sort of keep in the backs of our minds in terms of you know budgets coming up and and so forth um if we want to keep that kind of certification um oh so last night at the ubc meeting bless you um bless you again you're gonna mute yourself so last night at the mbc meeting um the last time we had seen an exterior rendering of the building um this board had raised a lot of concerns about the look of the front facade how it might be a little bit too cold or futuristic modern looking so what they did was in particular the canopies now i didn't see the photorealistic rendering just yet um tecton i guess is still working on that but what was presented and i'm going to ask eddie to send it all to us if he can but it did look a lot better so the the canopies still have sort of the angle that they had before but they changed up the material to a timber which really kind of softens it makes a little warmer and it kind of gives the impression um of maybe like a tree house or something that a child almost might dream up and build so um it was it was playful and it kind of fits really nicely into the site which um at least in the renderings looked really natural and organic and it looked it looked really beautiful so i'm going to have eddie uh hopefully send over those new drawings to us but i think so um that's all i have uh john did you want to add sure sure there's a couple things thanks to that oh i'm sorry just so everybody knows uh you know there's a lot ongoing with the project water and gas main coordination continues um wetlands approval ongoing working with the office of school construction and grants management there was just a lot of paperwork that we had to continue filing and working through with that department um the other part is that the police and fire departments have met with the mbc and other folks for logistical plans we've been working on that we had to cancel one in july but really getting ready and working with melissa on the back of the school and when ground breaks probably in march or april uh for some piping underneath that needs to be uh updated before the actual construction starts um there's gonna be a lot of detail on that and there's there's going to be a lot of site work in front of the building in terms of getting a roadway to come in and uh it's gonna be a lot of work over the course of 18 months that's going to happen and um we'll have to work on bus pickup and drop off and also uh parent pick up and drop off and and parking and so forth to be a lot going on with the site um the other piece is the hazardous materials test was was done throughout the school to get ready for when the opportunity to demolish uh huckleberry happens so we wanted to get that completed that is complete the exterior renderings rosa went through that also security parks and rec technology and registered voters all have had meetings with the team for their needs and so we really made some good progress there um and then the other piece that's important for people to know that 50 of the construction documents will be sent to the construction manager by the end of next week which actually now is this week the way i was writing this report so we're really moving along at a nice club right on pace right on track because i understand that's all i have you're right anything else on that okay so let's move on to three main points i think reopening's a biggie are you sure i'm usually quiet about everybody but uh considering the importance i guess that's uh the first thing on my list yep reopening maybe the naming of the building it's kind of fun naming at the school yeah really nice and and maybe um if we can get the what we presented here at the board meeting we uh if we get from eddie the presentation from the mbc meeting we could include it in the link yeah that would be nice to get out there for everybody okay so reopening the new school and the naming committee sure yeah naming could be a separate from the new school maybe what you guys want to do okay yeah okay sounds good okay uh any upcoming events across the district we should know about tomorrow night for center school there's a story time sweet dreams with mrs diamond a zoom story time at seven o'clock parents can sign up for the link and all schools the date that all the parents are waiting for august 28th the powerschool portal will open for class assignments the most anticipated all right thanks amy did you have that that was it for you i just wanted to add something um if i could put on my library hat for a second um the brookfield library is offering back to school buttons and these buttons are three inch circle buttons with a picture of students smiling faces on them so that they can wear them and maybe hope in hopes of sort of easing the awkwardness of wearing a mask back to school and mrs diamond sent over i think it was 46 photos of the center school teachers and staff and we made up buttons for her and um mrs labrizano i was talking to a parent from your school today and she said she was going to follow up but we're happy to do them for all of the teachers and staff we've been getting great response we did 90 students yesterday and 65 students today so tomorrow's the last official day we'll be outside on the library lawn from four o'clock to seven o'clock tomorrow for anybody that would like to come by and get a button but as i said we can do the staff ones you know outside of those hours if anybody would like to uh get us some photos and for that you just um for the kids that are coming let's say tomorrow you just need to bring like a photo that'll fit within a three-inch area they can bring a photo that'll fit or if they don't have a photo we have um a camera set up outside we can take their picture we just won't have the button ready right at that moment we'll we're printing them afterwards and then assembling them and we'll call them to pick it up probably the next day great all right anything else okay so we have uh an executive session tonight i move that the board enter into executive session for the purpose of discussing strategy and negotiations as it relates to collective bargaining and discussion and possible action regarding attorney-client privilege communication addressing return to school issues and board communications thanks bob okay everyone so um well all in favor all right thanks so um for everybody tuning in this will conclude our broadcast and um thanks for listening all right i'll see everyone else in the other meeting

okay motion by dr kaiser second by eileen robinson anything further to talk about here all those in favor please say i i i okay that's unanimous okay and then the next one is resolution 28-20 these are parent classroom aids both at little chico creek they they these positions are not currently filled they want to use the funds for school aids yard yard supervision so they're just transferring the funds and opening at a different position so again no one is laid off these are empty positions okay someone want to make a motion yard supervision that's a good question these will not be filled until kids are back but they want to have them filled and ready to go they're typically parents of children at the well they are they're they have children at the school site so they'll return when their kids return thank you good question all right okay so i'm sorry we had a motion by dr kaiser we had a second violin robinson all those in favor please say i i i okay that passes unanimously as well next up is another opportunity for items from the floor this is items not currently on this agenda tonight are there any hands in the audience so it is it's a speaker that has already spoken so do they understand it cannot be about something that we've already discussed okay um i see that patty you have your hand up just to remind you that items from the floor are have to pertain to items that are not on the agenda so if you'd like to bring something up that isn't on the agenda you may have three minutes uh okay can you hear me yes okay so i'm just curious about the agenda on the campuses um how does that relate to anything that's going on right now i'm what agenda on the campuses i'm not following you the agendas of having students is on campuses and all of that uh could you elaborate on that a little bit questions though you're just talking about um right like two minutes before that um how did how does that apply what mr lando was talking about was we had a uh human resource action on the agenda which was there was a there were two positions at one of our schools where it was a parent aid position and the school chose to not have that be parent aid positions those were no longer needed so they wanted to switch over and use the funding to have campus supervision i think it is for play for the playground and so they're allowed to do that but mr lando's question is who are they going to supervise because nobody is on campus right now well there is people on campus there's staff students and there's card students on campus and there is um teachers who only need to be on um campus for three hours a day which is understandable and then um their um classified staff who are with them are as supposed to if there's no um work for them while they're on campus go to other campuses to find out what's uh where they are needed and that's not transpiring because teachers are going home not every teacher some teachers are working immense hours a day and other teachers are going home at three hours a day and possibly carrying on their extra hours that they're supposed to be completing but the classified staff are going home and not completing their duties while other classified staff are working their full hours so i'm just trying to understand why those classified staff aren't being utilized to uh accommodate the uh programs are going on at the campuses right now okay i think you might have misunderstood what this item was about each year we review the staffing at our sites and sometimes there are staff that are no longer necessary because they might be specific to certain pupils where there might be aids instructional aids or whatever and if those students are no longer there they no longer need those aids we don't have a reason to have that position any longer and so it'll come before the board to eliminate that position in this case this the school decided that they wanted to utilize instead of having an aid they wanted to utilize a person on the campus who was going to watch the kids and supervise them when they had their play periods when they have recess so that had this has nothing to do with supervision of employees or what employees are doing or where they're going or how long they're staying it didn't have anything to do with that so um anyhow that's that's that's really confusing what you just said because i totally understand the cl the the staff classification and where people are being employed because classified staff okay i'm sorry you know what this what this whole disc this um this whole discussion this whole discussion is actually inappropriate because for one thing why is it inappropriate because because it's an agenda being chosen it was an agenda item it was an agenda item and this is items from the floor which pertains to things which are not agenda items and i'm not even supposed to be having a discussion with you on items from the floor so i'm muted patty if you want to give classified hr a call tomorrow we'd be more than happy to walk you through this okay okay well um that was um the last item on our agenda other than if there are any further announcements linda did you have your hand up no i do not have you do not okay all right well if that's the case then i think we've come to the end of our meeting and i will call it adjourned

um so is there another other people in the building used to get in the basement and get to the laundry room yes there's a standard stair tower on either end of the hallway and these are completely separate just private stairs within the unit well by my dad there is an exception for a single handrail on that stairway as long as it's inside the unit on one side only but they're planning to put it in i'll put them in on both sides i would have to double check that i don't know if the top of my head but any other pictures you want me to keep sharing doing a great job scrolling are you stopping this one for a second okay yeah there you can see um it's sort of there's a red arrow vertically at the staircase um and then above that red arrow you see a gray line across that's the steel beam we encountered what originally we had a landing heading you know perpendicular to the stair but that's how that's how the um the redesign of this came about you don't know what that really what that load the steel beam carries you don't know if you can put a post there at the bottom of the stair no that's what you know we started to look into and one thing led to another just so much demolition to see what was really above coming down on it because it happens to be at the basement level you know this is a 3b building wood frame no it's concrete floor structure um and masonry walls basically bearing walls and the flexor core with some with some steel beam parallel receiving it looks like right you took one plank out a plank and a half out correct we took two planks they're two foot wide planks we took two planks out and you can see in the lighter almost wood color because of that we filled it in a wood landing at the top of the stair because that's where the plank went all the way across i'm just like on page 40 it looks like you're limiting that bottom landing because there's a distinct door there right is that true you remove that um we have more landing space which page are you looking at forty image on page right there yeah so um originally we had we had the door at a higher level because of the landing the landing extended into the bedroom so yeah once the stair was reworked they didn't see the need to raise the door obviously deborah would you be able to scroll to the floor plan please that one no next one right there so leo could you explain because i the the pdf that i have is so blurry that i can't read anything yeah that is difficult to read so i'm having a hard time understanding how these units lay out could you walk us through what this is okay um i guess to walk it through let's go to the upper level first so there'll be the next sheet up if you would debra oh no i'm sorry the other direction no that's the reason why i have such a hard time understanding oh there was only one floor plan right you see those levels that's exactly right well that's understandable i can see your confusion yep that's all we got i i yeah i can try my best to describe it if that's helpful at this point but i'm not sure how it doesn't give you a visual that's for sure is there something you can send me now and i can share um my mom yeah if you if you can uh give me a moment i actually have it on my different computer and i can email that over it'll take if you can take a break or speak about someone else i'll i'll step out for a moment and do that is that agreeable or would you rather may stay here you need to go ahead and sign in right i'll be a few minutes then thanks i'm going to stop sharing for right now so i can look for the email to come in okay glenn while they're doing that could i ask you a little bit about procedures since i'm new to this process um one of my concerns was the way in which a lot of this information particularly on this on this one submission got trickled to us over time and the number of times i had to go back to this thing and re-look at it um what is is there a deadline uh when what is the deadline for applications to come into the to get on this agenda so let me go and give that to you and then i'll i'll go through some other information um i did not get a chance to send it off to you but anyways the deadline is two weeks prior to on a tuesday we start putting a staff report together and our attempt is always to get it to you as soon as possible we usually get it to you on a thursday or friday um with that being said this is our first zoom meeting and your concerns you have a legitimate concern we don't like to continually send things back over we felt it was a little bit easier than sharing but there's a way that we can do it in a process going forward so that you don't have to review the whole packet again we can we'll we'll put something together that'll give you a highlight of what we're sending over to add so that we don't get into this problem of screen sharing like we are right now but um that would be the process and um like i said this is our first uh our actually our first bba zoom meeting and um i'm hoping that down the road we'll be able to go back to a normal meeting it'd be nice to see all in a room where we could chat but we are we are where we are because of what you know the public sector i appreciate that i i it was the end of the day yesterday and i was already irritable and so when i sent that email out it was just frustration over the fact that i you know as the material kept trickling in i thought you know what's going to show up next and i kept waiting for the second floor plan to arrive and so that i could understand this thing so i i don't mean to be criticizing you i was just trying to understand the process and i think going forward it sounds like you've got it uh figured out i i think we do i wanted to give the best options to the applicants that they could provide you with what they could that's why we send them over i didn't realize we were going to get a couple of these to be honest but we'll handle it in a different way so that you don't have to go through the whole packet again okay sounds good okay well just sent that i do have it up as well deborah if it's easier for me to share um yeah i don't know that externals can share it's a city zoom i'm refreshing my inbox because i haven't gotten it yet all right let me check it here we go all right it's coming okay i thought i hit send well yes and no [Music] there we go okay me okay we also i i just realized that we have david on on also yeah he said he has no sound though all right can everyone see now yes okay so from the you see the main staircase there where the exit is then there's a general hallway the doorway and then right as you enter from the general staircase into the hallway there's two doors into the separate units b and c and as you go into those with the clouded areas that's where the new stairs occur at unit b you enter at the right at the doorway enter c closer towards the kitchen they're sort of reversed and i can explain further if you go to the lower unit or if there's questions on this i'm happy to entertain that yeah this is the blurry one i guess but yeah if we can rotate it possibly um the same orientation that's it yes so that's that same staircase the general staircase of which the laundry room is to the left and as you go from the staircase into a shared shared small hallway then you have the the clouded areas where you see the new stairs coming down from the upper units so there's two bedrooms in the unit to the left two new bedrooms and on the right there's three bedrooms could you hold on that for a second so i so the unit that's on the uh screen on the right side that that exits directly to the stair no it's it's a little difficult see there's a doorway and then there's a sort of a very small shared hallway and then the stairs okay so there's like a little vestibule yeah it's blue you can't even see the door okay yep like a little vest fuel yes so there's three bedrooms already here served by these stairways as a lower level they go up that stairway correct more than more than i was anticipating you know i may have misspoke because there's two on the one side but there's an additional third so yes three for each unit so each stair has three new occupants accessing it so if i understand this correctly if you come down let's take the unit the stairs to the right ever has it oriented right now so you come down those stairs from the unit above and it has a bedroom immediately a bathroom immediately to the right then a bedroom it looks like bedroom three and then above that two bedrooms looks like with a shared bathroom that so for those people that would be living in those bedrooms their means of egress is either up that stairs or their second means of egress is out that doorway going to the public stair that's right all right so basically um okay so then in let's take that little kind of anti-vestibule kind of thing that that goes into to get to the public stair then what is that door going into what looks to me like the other unit like uh let's see right where the clouds are on the inside the stair where see where it says siren yep yep there's a door that leads to sort of a common area uh almost a hallway there's some um storage cabinets and things like that it's it's sort of a and then you've got the one bedroom to the left and then below the screen there's two additional bedrooms and two more baths so there's three baths three bedrooms but that where it says bedroom four and bedroom five those bedrooms belong to the unit that's on the left hand side exactly yeah it's a little confusing because they swap over a bit yep yeah so their second means their primary means of egress then are up that new stair or into that auntie room where it says siren yes that's correct and well they also have the egress windows but yes those are the two main ways of eagers from these bedrooms so so what is i so what what is the security then between these two apartments um well there's a concrete wall and then there's you know another wall which is a fire-rated wall where we built the new stair right but what if if you leave that door open where it says siren yeah okay those two units are completely communicable with one another well it's like a door to a hallway upstairs it's a locked it's like a hallway door entrance door well i i think i think what was said before is that right to the right of where it says siren there's a door there isn't there yes just just be on the stairs it's not showing up in your drawing at least yeah this pdf is hard to read for some reason but yes oh i okay i didn't see the swing yeah okay i see it now yeah it's somehow blurry there but yes there's the door so it's like a mini hallway in their entrance doors to the units essentially so the security shouldn't be an issue i can tell you i don't think the board as being on the board we've never granted a variance to use residential code in a commercial building we've never you know looked at that oh i understand and it wasn't our intent to go that route but as i said when i realized what the um you know the criteria of the board is in terms of what they can consider and just the i see it as the interpretation of this the interpretation of this is it's a single residential single-family unit essentially within a multi-family building and because they granted that exception for the the less astringent stair ratio i would think that intent could be interpreted to be used here i mean they already haven't used a higher one right you know ryzen one in defined as r2 in the commercial code and that they were accommodating that to some extent and that's why i agree i think and that's the intent to accommodate that yeah you're going beyond that though you're having a shorter tread well we're going yeah beyond to match with them the residential coders yep yeah so my first match again pulse so just give me some guidance then if there's the appropriate time for comments or feedback uh after questions are asked yeah but the board can have a discussion motion and discussion among the board members without the applicant and we can you know we could ask applicant additional questions but we there's a dialogue discussion between board members um about the app you know about the uh application thank you yeah question regarding the stair the comments they're opening that that meets the commercial code in this correct okay so the the two stairways we're talking about are within their units they're just exactly accommodating the residents the occupants okay once for the three new residents in the new bedrooms downstairs in each unit gotcha this is sprinkled built in too right yeah i believe so well i haven't looked at that in a while but yeah and the the two new stairways you won't put in are they wood frame are they what kind of their wood frame yes i couldn't point out too that you know the applicant has depending on the outcome of this appeal the applicant does have the right to appeal any decision by the local board to the state i think you have so many days to do that 60 days so many days from depending on what our action is um 10 days paul you have 10 days 10 days okay 10 days does that steel beam continue with the mainstream wall behind below that beam too your your sketch shows that that steel beam even continues in the wall past the bottom of the landing of you know the length of the stair is that true yes it goes along the length from uh there's a con you can see a thicker concrete wall goes from that to that yeah does it seem like if you went to you're going to start going straight does that help you make the opening instead of being 29 degrees and then the sharing went straight didn't help you at all to get that last step and you know yeah just we just don't have the width with the landings you wouldn't have a landing there you would go straight well i mean that well even if it's at the same floor level than the width the three foot minimum width you're saying it was it was 90 inches below that or it was 6.8 below that steel beam so your three foot can go through the thickness of the wall with the wall out the other way yeah that's quite sure to follow but so just scroll down and back to their rendering i guess your head of the stairway uh let's see is it down i guess just the other other other presentations there we go let's see uh the like in the plan here right now the stairs to the bottom turn 90 degrees and go out if you continue going straight you could take that block wall out or whatever below the steel beam and your landing can basically use that thickness of the wall to have the right wrong stair at least on the one unit right yeah that's and we sort of touched on that briefly but that's where we involve a number of tear out and figuring what was uh going to be feasible um given the loads above and things there's a pretty slightly right that would allow more room if that was if that was a possibility yeah well you have the steel beam there so and still being probably doing the work leave the steel beam there you just take another block yeah but right the the steel beam in question is one that's parallel to the stair but you wouldn't want to leave that one anymore not if you didn't have a landing correct [Music] i mean the message with that door there a little bit you have to shut that door and you know another couple inches but your stairway which is is uh three and a half foot wide and you need to have a three foot stairway so maybe you balance those two things out any other discussion by the borders by the board i'll stop sharing then okay we have a motion violent on the board yeah i'll i'll make a motion so yeah in in i just want to clarify one thing for the for the new folks that we for the longest time we were instructed that if you make a motion it has to be in the affirmative um in spite of what you might see in our packet so even though that may be a little counter-intuitive at times and is that that is correct yes deborah um i don't know okay no no i wish we had kristin on yeah do you recall that that was that was because that was a practice we've done that and we just vote you know appropriately based on what's worded okay so to that so that to that end i mean when i make this motion it will be it will be in the affirmative whether you know it's whether you agree with it or not i i will say this um one thing that did put me off on this particular matter was the fact that the appeal indicated that they were waiting on the result of the appeal to go forward and we're being presented with a fade accompli as far as these two stairs being built um and i personally have a real problem with that sort of thing uh because there might have been other uh measures that might have been introduced uh to you know ameliorate the the stair situation so i just want to put that out there that um it's it's irritating at best uh that that you know you you that the applicant comes in with something that's done and you know we're basically you know uh having to deal with that that aspect of it um so on that to that end i'm going to go ahead with the motion um in the matter of bba 20-003 at 543 church street i moved to approve the following variants at 543 church street ann arbor michigan for new stairs located within a dwelling this motion is made within the board's limitations of authority to approve and or deny on the basis that an equivalent form of construction or safety provision is proposed as follows the proposed 42 inch wide stairs with handrails on each side with a nine inch tread and an eight and a quarter inch riser function primarily as communicating stairs strictly within each of the single apartment units and as such meet at least the requirements for stair design under the 2015 michigan residential code that was point a point b the limitations empowered for imposed for code compliance are the result of practical slash technical difficulties due to structural interferences that are infeasible to correct even with alternative stair configurations and see that two alternative means of egress are provided on each apartment level to existing common building stairs slash hallways and through egress windows from each habitable room on each apartment level further to this motion the specific condition claimed by the applicant owners that justifies the variance would be considered neither general nor recurrent in nature and are not and shall not not to be considered a precedent for future similar appeals give a second a second thank you any discussion about the board okay ready for a motion i mean ready for a vote uh those in favor say aye bye bye those again say hi hi hi so that's three and four that we have you already got the vote there deborah i don't think david can hear us to vote can you raise his hand do we see him if we can only have a picture of him or no let's see his picture's there okay can you raise his head they could hear us he said he's got to sound all the way up and he can't hear us and all right unfortunately i don't see a chat here okay hold on david tap on the screen wake him up yeah so what is the what is the percentage we need to pass deborah i know it had to be a majority or it had to be it's uh i believe it's a majority so that's um so i think we've got that let's see we've got two nays three names i thought who's the other okay catherine and jeff who's the other yeah and paul okay yeah and the favor or um robert uh i didn't see their other ones uh can you ask for a count again please i'm gonna roll call though you can do a roll call vote yes please yes jeff no you yes uh david we can't see yes three yes two now well i get to vote right paul didn't yeah yeah oh i voted uh no dad even we need david david now looks like he's unmuted he is unmuted can he click the raise his hand well could he put a chat climate question i guess it could be a question two could do that too have a chat okay [Music] i'm gonna send him an email well the other question would be if he could hear what was going on during the discussion you'd be able to participate in the discussion i guess yeah i would be all right text message was sent [Music] you could probably watch us on ctn because we are live yeah i'll send them that too [Music] okay i got a response he says he will vote he we let him know when the voting is taking place tell them we were deadlocked and need his vote his movement i think he's talking huh he voted yes okay that means we have four three majority it's like the motion passes okay thank you okay well thank you the nail biter down to the end okay that's the end of uh new business you know no other uh appeals or actions or show cause uh old business there's nothing listed there any other anybody have old business on the board you wanna bring up any public commentary no just thanks again for your time and consideration today appreciate it all right thank you thank you paul can you stand for just a moment sure thank you everybody are you having a german motion to adjourn for everybody else move to adjourn second was in favor all right we are adjourned 301.

and i put in there that the the they were told we were told it was going to be between 550 000 my guess was 25 000 to fifty thousand they approved this on last tuesday and we actually um our amount would be twenty thousand so it's less than i had estimated so to join this pool would be twenty thousand dollars there are some limits there's like two million dollars limit per district and there's a 25 million dollar limit aggregate amongst everyone that joins the pool the idea is we're basically self-insuring with all these other districts on any kind of liability claim and again it's hard to prove where you got covid but it's easy to file a lawsuit so in order to cut the costs they're also asking us to ask to require waivers and it really it's an informed consent so that when a parent sends their kid to school they understand what the risks are when it comes with coping and so that waiver form i've included this spanish version there's um an english version there's also a a letter that is on my letterhead that i would send out to explain why we're doing this and so what i'm asking for is for authorization to join this pool which would cost twenty thousand dollars and then authorized authorization to require parents to to uh at least to try to get them to sign the waiver form and what if a parent does not sign the lawyer we would put on there refuses to sign okay or ask them to stop but no refuse to sign or something like that so um [Music] on the two are other districts purchasing this insurance yes most like everybody like in our like tri-city area basically almost every single district in the state um would be purchasing that um i believe some community colleges as well i think like yale play college is in that pool as well right right i don't think it's um unreasonable and i also don't think it's unreasonable for people to sign the waivers um if anybody attended the rodeo this year if you bought a ticket they made you sign a waiver too and really it's just to kind of educate people okay what are the risks of by uh that you have by sending your child to school that's really what it is is trying to educate them on and have making an informed decision right so if a claim were to arise is there a deductible associated with it if we have the waiver signed there is no deductible okay if we don't um it's 20 dollar deductible even if they were just refused that's in question i think that would be um something that we can ask them to um look at a good question thank you okay um any other questions action item please we appreciate a motion to authorize district staff etc if someone wants to read that one one question go ahead like say a kindergartner they come in who's going to ask them these questions or is this it goes for the parents okay so this is strictly for parents to to sign and do that not questions that the kids are going to be asked on a daily basis you know the kids are going to have their temperature taken right hey how do you feel you know that's that's about it as far as what it required for a kid to get on campus along with a mask no this this is really for parents because they're the ones that that ultimately would be responsible for um sending their child to will make a motion school make a motion to authorize district staff to join the trust coven 19 insurance poll and require the waiver form as part of student registration any other questions all in favor thank you item 10a recommendation for early admission in kindergarten brandy okay so it's that time of year again that we come and present um our early influences we did have four early influence kiddos coming in we did the screenings a little bit different this year we didn't get to do the traditional jump start where we bring them in for the full two days we set up appointments the teachers still worked with the kids and we still did their testing of those four that came in you can see the birth dates that i provided we are recommending um a little bit that we got to see that they're probably okay to come if since parents are basically doing the teaching anyhow right now but we are recommending that they go ahead and attend kindergarten at this point any questions i'll make the motion to accept the recommendations for the children who have parents have requested early admission to kindergarten okay all in favor thank you item 10b in-person instruction mr schull i'm actually going to ask is dr burdette to come up and maybe talk a little bit about having our in person are our self-contained classes um for special aid coming in and why it would be important or you can do from there where if you're loud well it's hard to hear or tear or not over there okay so if you could come out everybody hello so we are proposing to have our students that have more significant disabilities who really benefit from the in-person instruction to be able to come back onto campus starting august 17th providing transportation for them and these would be the students in our self-contained classes the centers programs it would be our edp students who have the more severe emotional disabilities as well as the extended resource and those are kiddos that need to spend more time in a resource setting because they struggle a lot more with their academics and learning in a virtual way is extremely difficult for them so we are just proposing that those groups be able to come on campus putting safety protocols in place if they receive ot pt or speech they would get that on campus and they would get their instruction and what we're proposing is that for the let's see how to explain this the high school and the middle school extended resource we would do a half day for them because typically that's about what they're in there for but the at del rio and at territorial the extended resource would be all day because they're they're really needing a lot of help at that level especially and then all of the centers would be full day and then edp would be full day and so um i just wanted to propose that to you to see if that would be something that you would consider to help those kids in our district who really need that extra help how many are we talking about how many students you know i don't have the total of all of them i could tell you we have 18 in the centers at the high school we have five at the extended resource of the high school we have nine extended resource at territorial we have about ten centers actually i mean back up about 15 centers at territorial then at the heritage we have 5 edp we have about 12 extended resource del rio has about 10 extended resource and then centers is about 10. so i could break it up by program but i just didn't have a whole number in my head about 100 kids now and then nicole about how many because i know that you've reached out to those families how many of those families would be keeping their kids at home for various medical reasons or other reasons very few okay we have maybe i think it was about 15 years on that list and of the parents that we spoke with they were tickled pink that we had proposed possibly having their children come back on campus because they know that they need that support and so i've had from those parents nothing but praise for the idea they're so excited that this may be a possibility the ones that have more um like health issues things like that or maybe this covet is just really just scary for them they're willing to work with their kids at home and we'll still have our teachers helping them the best that they can remotely but majority of the families really wanted their kids on campus what would be the hours on campus okay so for del rio and for the full day it would be the full school day so if it's 8 30 to 3 at the high school then it would be that for centers for the kids who are just a half day would be 8 30 to 12 30.

and some of those kids might have special in their iep different schedules depending on on their needs and things like that so it's really it could be the school day a normal school day or it could be specific to an individual student because it's in their iep but it's for the full day it's going to go the whole the whole standard day that they would go if they were back in school full time anyway and the half day is four hours okay so any questions anything else i think it's an excellent idea you know i want to mention that these are the kids that would have the most difficulty learning at home you know in in some cases it's just impossible they just it's not even possible to do that and then with the the small class sizes to begin with we're able to do significant social distancing um providing some additional ppe for the for the staff members um so that they're safe and the kids are safe and so this is you know we're not allowing other kids on campus but this is a special case we still are required to to fulfill their iep and it's difficult to do that online it really is yeah yeah how do the teachers feel about it they're all very excited they're um there are a couple of people who've decided to take leave during this time a pair of pros they don't feel comfortable with the fact that they have their own children that they have to work with at home and it's just it's just hard for them it's overwhelming so but we have it all covered we'll you know make sure everything was covered and the rest of the teachers are very supportive of it i've had a couple of special requests for one person in particular who does have some health concerns we're gonna buy um something to it's uh it's actually one of our therapists we're going to purchase something to put between her clear um yeah to separate her from the students they're going to she's going to wear the the shield and then a special mask but the kids are going to be able to wear one of the shields so they can see their mouth because they have to for certain activities and then yeah the other requests that we had talked about some of them was to have scrubs as an option for them because some of the students their fluids you know they spit or they drool and things like that and some of the um the teachers have said that they have really you know nice clothing that they they don't want that getting on them you know with covid especially being a possibility so we are going to be ordering scrubs for those who almost everybody really who feel the importance of having that safety measure then they can change their clothes before they go home and wash up and get those sanitized and hot water and things like that so we're putting we're gonna do the social distancing we're going to wear masks we're going to be cleaning everything on a regular basis to really be safe as possible you're welcome thank you any other questions we need a motion please i'll make a motion to improve in-person instruction for students in centers edp and extended resource programs at all district students all in favor thank you item 10c a determination of excess capacity for open enrollment so this is something that we do annually um we basically have to say which grade levels are open which are closed based on the size and then also which special ed programs are open which are closed based on the capacity and so on the the chart on the back of the cover sheet it says it gives you what the anticipated students are how many teachers are in each grade level what the average class size is and the staffing model is something that was approved several years ago so that's the that's not the maximum but that's what we'd like to target for in each class what how many students we could have and then we put a 95 percent student capacity that's how many that we want to limit it to because if we get additional students from outside the district we don't want to over or from inside the district that we have to take we don't want to overload those classes because we've added too many um open enrollment students so based on for grade level student capacities based on the information we are closed in all grade levels with the exception of kinder is open third grade is open fifth grade is open sixth grade is open and the high school is open so we would accept students in those grade levels and in the other grade levels we would not and then when it comes to special education we i changed it so that except for resource because we have a larger number of resource students that our open percentage for our self-contained classes is 80 and that's because the number the capacities can be so low that if we did that it would be less than half a student exit you know room so to give us a little bit of room we do 80 on our self-contained classes and really what that means is we have edp classes at territorial del rio and heritage and those are the only ones that have available space now a couple things and we this actually came up today a couple things that i want to mention is if an open enrollment student was in the district last year they're eligible no matter what this says this year so we don't want to just kick a kid out if we had them last year just because they're open enrollment so if they were in they're in now the other thing that's important is that if you have if we have a student that is eligible for open enrollment we're also going to take their siblings we don't want to break up families so it's important that we that we keep families together so if one student is eligible they're all eligible in that family so we want to do that as well so um just ask that you approve the um the x the determination of excess capacity and we can get this out to our staff who are already working with it um our enrollment staff but there there's with everything going on there's been a an interest from out of district students in chino valley um and the same thing is happening in prescott mainly since humboldt has made their decision um to stay at home until october um there's been some additional interest in chino valley and paul and prescott well i didn't know that humboldt already made that they've already made that call till october until october fall break for the first quarter when is that in october uh it's the i think it's the 12th through the 12th i think is what the date is has the high school not had an edp program i thought they started we don't send kids out we have very long numbers in that area so we have an iga with a whole school district right and we have them go there and until nicole came um we used to send most of our kids down to mayor where nicole worked and one of her specialties is develop an edp program and so when we brought her in she was able to develop our in-house programs um k8 any other questions this is an action item we appreciate a motion i can make the motion to approve the determination of excess capacity for the 2020-21 school year and determine the children of employees current open enrollment students enrolled in 2019 2020 and the siblings of current open enrollment students enrolled in 2019 to 2020 are not subject to the open enrollment policy 10 questions all in favor all right all right thank you um item 11a the second reading of the new policy for general harassment so if you recall there was a question about potentially changing a sexual harassment policy to be general harassment and our attorney advised against that so this is just the addition of a general harassment policy acb and the regulation acb dash are there were no changes from the last meeting and so this is just the second reading for approval how do you feel about that um i'm recommending it um you know there's other there's other ways of harassing people other than sexual harassment and this would not that other policies we couldn't use other policies to address that issue this is just more specific and i think it's a good thing any other questions action item please i'll make a motion to approve the new policy ecb general harassment and acb dashboard all in favor thank you item 11b regulations uh mr so there's actually three regulations here all three have the same verbiage in them um it's g b g b r j i c a r b and k i r b all relating to face coverings on district property um on the 23rd of july governor ducey issued executive order 2020-51 called arizona open from for learning and as part of the executive order he required districts to develop and implement a policy to require face coverings such as face masks or shields for all staff and students over the age of five and then the arizona department of health services will determine when school districts no longer need to provide face masks or require face masks or face coverings so the asba came out with these three regulations a regulation does not need to be approved by the board i felt it was important because of the the content and in what was going on so that aspa came out with these gb gbr has to do with staff personal security and safety so that's the policy the regulation that deals with staff wearing face coverings jica rb is student dress code or student dress so that deals with students wearing face coverings and they they put it as part of the dress code and then kirb is visitors to school so all visitors would be required to wear face coverings these regulations meet the requirements of the executive order approval of the regulation does not require two readings only a policy requires two readings a regulation can be approved in one i have almost done a protocol there's language in there that the superintendent has some leeway and so what i've done is developed some protocols for example if the teacher is in their classroom all alone they shouldn't be wearing a mask unless they want to um and then things like that if it if a teacher is in a classroom teaching kids and or let's take the speech therapist the speech therapist is teaching a kid how to speak speak properly they may just need to wear a mask because yeah not a mask of shield because that student needs to see their lips so there's some educational purposes and medical purposes when a shield would be more appropriate and so that's the kind of things that will be up in this protocol but this these regulations have language that allow me to develop those protocols and put that out to the staff and um community now yes is this going to be for all campus-wide or in school i'm thinking after school this will start on friday i'm sorry start on monday but will it be for like after school activities there's um one of the parts of the protocol talks about athletics okay that if they are working out in a gym or after school activities as long as they are social distancing and following proper hygiene um cleaning up if they're working in a weight room they'd have to clean up the the rack when they're done that kind of thing that that would be allowed so that's the kind of things in the in those protocols that would be important because there are situations when masks aren't appropriate um but we need to do other things and follow the social distancing and hygiene to ensure that you know we we still keep on top of the the infection what about i mean five and up right that's what they're saying correct so this is brings a whole new battle for our teachers absolutely i mean i have a five-year-old absolutely and this i mean are we how are you staying on that like how how do they have to keep it up the whole time like what's the so what it says is when they're basically in class yeah they're gonna have to have it on um there'll be times and for example on one of the things that i'm and i'm still working on the protocols here when we do the student study lab which is where we have the kids dropped off to work on their app home learning um at school they're gonna have to wear a mask but one you know on a frequent basis they're going to have to go out on a break where they can be outside socially distanced take off their mask so i have another question so when we just saw the numbers of some of that our grades so like for instance like the seventh seventh grade their number is 33 for students so we're talking about 33 students in a classroom with heat one with 33 kids and then their face masks as well this this is a requirement from the governor's executive order right unfortunately that doesn't give us a whole lot of options right again something everyone needs to remember that this is not our right and and to be honest i see and parents have that absolute right um that they don't want their child wearing a face mask we will still have the option of at home instruction for those families um there's going to be families that when we're in person they don't want to send their kid because they're afraid of maybe they're immunocompromised or other things going on they'll have the option of keeping their child at home and we foresee that option being available and for you know it would end in two cases one is the end of the school year or the second time is when we just run out of kids that want it um that that option would run out but we are planning to have it available for the whole school year if it's if it's desired so when you say cloth face coverings that's the governor's words what is that encompass that would be something you know and we have people wearing different types of masks so it would be something like similar to what i'm wearing and what they talk about is you know are we going to police that i i doubt it you know i don't i don't know but um there's the surgical mask like a couple of us in the room are wearing there's a cloth face mask that i'm wearing um you know really the key is does it cover the mouth and the nose um one exemption is and we've already had an employee provide this um if there's a medical reason they cannot wear the mask whether they have lung problems asthma other reasons if they provide a doctor's note um we'll ask them to wear a shield and in some cases maybe the shield isn't even appropriate if the doctor says they can't wear a shield either there's not a whole lot we can do and they would be able to not wear anything as long as they have a doctor's documentation any other questions this probably isn't my favorite thing but i don't think we have a choice no we don't so we absolutely don't yeah if this is an action item we need a motion please i'll make the motion to approve the updated regulations gpgb-r and new regulations j-i-c-a-r-v-n-k-i-rb on there thank you item 11-c policy update for first reading mr shull i don't know if everyone answered that oh i'm sorry did i not say it loud enough i'm sorry i think we need to allow for maybe an opposed pardon me i think we need to allow for an opposed thank you anyone opposed hi okay okay motion fast thank you item 11c policy updates first reading so there's actually so this is the second half of those regulations so it all kind of came together there's really only two in here that are of issue um one is policy iha which says that we need to celebrate the sandra day o'connor civics celebration day on i believe it's september 25th i believe um and we need to [Music] have all of our schools k-12 it is september 25th focus on civics that day um there is some i believe some instructional materials that will be provided by this board of education but on september 25th our focus is supposed to be on physics on the sandra day o'connor not physics civics celebration day the second policy is parental and involvement in education which requires the district to post on its website a handbook of parental rights that is developed by the arizona department of education both these are results of laws that were passed in the state legislature last spring again issued by the department of education or i'm sorry by the asba to fulfill those those requirements okay this is the first reading does anybody have any questions why is this coming up now they just got to it it was you know in some cases the laws didn't take effect until july 1.

every meeting of the board participants will be limited to three minutes duration i guess this is kind of a question i don't have to ask but i get to ask it anyway is there anyone who wishes to address the board bernie yes the first individual in the queue is lauren broderson hi welcome warren thank you good evening my name is lauren broderson and i'm going into my 20th year teaching in east brunswick last year was it was extremely difficult for me as i know it was and continues to be for everyone connected to our profession like many of us i have the perspective of being a parent as well as a teacher i have and continue to miss my students our interactions seeing their faces light up when they work hard and grasp the concept or learn a new skill and seeing their growth both academically and socially now september is nearly here and i'm excited to meet my new students unfortunately i do not feel it is safe to return to the classroom at this time first i have learned that one component of a safe reopening strategy involves the use of an effective ventilation system which i've repeatedly heard experts agree must have at least a merv 13 rating however last night the district informed us that the multiple that multiple schools are using filters rated between 8 and 13 depending upon the age of the system even though my school building has a newer system it does not function properly which is evidenced by several complaints that have been made to the faculty council by school personnel also it was said last night's forum that the filters would be replaced from time to time and i wanted to ask if you could provide a maintenance schedule for the filters or somehow let us know how often they will be replaced next but still concerning the hvac system it is known throughout my school that the temperature in the classrooms vary dramatically and children and staff alike regularly note how uncomfortable it is now especially with the staff and students wearing masks all day it is essential that the temperature in the classrooms be at a comfortable level the students are going to have a hard enough time continuously wearing masks in an ideal environment but i can guarantee that the kids will be constantly removing adjusting and even wiping their sweat with their masks if it is too hot in the room for them third it goes without saying that a thorough cleaning and disinfecting plan is a key component for a safe return to our schools while i understand and appreciate that everything will be clean more often i have concerns about potential cross-contamination issues resulting from other teachers coming into my classroom to teach their respective special areas these teachers will be coming after teaching other classes where they were just in close proximity to possibly 20 or more students in multiple classrooms this can easily result in he or she passing on their exposure to whomever occupies my classroom additionally has anyone specifically been designated for the responsibility of cleaning both before and after these teachers enter mine in other classrooms dr velesky stated that the strategy that has been implemented will be effective so long as everyone follows the plan i can only speak to them my family has taken which has simply been having limited contact with anyone outside our family since march however as the news has made us sadly aware many are not following the rules and guidelines that have been set up if adults throughout the country and yes even new jersey and middlesex county have not been adhering to cdc guidelines how can any rational person expect children as young as four to follow them thank you for taking the time to listen to the concerns i have about returning in september i can't even fathom the harsh yet possible reality possible reality that i can pass this lethal virus to those i love without even knowing i was ever sick in the first place that is why it is so important to me that anything and everything be done thank you so much and who do we have next uh we have chris finnegan hello chris hello kitty um good evening thank you for affording me the opportunity to speak to you tonight my name is chris finnegan i live in old bridge this september will start my 16th year as a teacher and my 11th in east brunswick i feel i have an obligation to myself my family my students and my colleagues to come before you tonight to implore you to consider fully remote learning until such time as we are completely certain that the safety of all students and staff can be insured it is my sincere belief that given new jersey's infection rate which has been recently staying above one indicating the virus is clearly still spreading we should exercise caution and restraint and keep our students out of harm's way in september additionally new jersey's guidelines for opening schools are as yet untested and will undoubtedly need to be revised as they are implemented in the coming weeks by opening our buildings in september we're exposing our students and staff to as yet unforeseen flaws in the reopening guidelines that could be avoided by a delayed start to in-person instruction the inadequacy of the initial guidelines given to hospital employees at the start of the pandemic when the cdc told them it was acceptable to wear a bandana when treating covet patients is a prime example of how initial guidance even when given by experts in their fields can lead to perilous outcomes even after employing negative pressure rooms n95 and surgical masks combined with face shields frequent cleaning and sterilization hepa air filters and other measures hospitals have been unable to keep their staff safe from this virus it seems unlikely that schools will be able to adequately counter the spread of infection especially from asymptomatic carriers recent outbreaks in public schools and universities show just how risky reopening too soon can be the american society of heating refrigerating and air conditioning engineers and the epa both recommend that buildings employ filters in their hvac systems with a merv rating of 13 or higher in order to combat the spread of aerosol aerosolized virus at last night's town hall it was stated the district buildings may be using a number 8 filter which is meant for particles far larger than the virus with which we are primarily concerned additionally our hybrid model becomes much less effective once we start to fill in the gaps in students days and where they are when they're not in our school buildings day cares before and after care programs social gatherings outside athletic and other group activities will all serve as pathways of transmission between cohorts 52 percent of families in the district have demonstrated that they do not believe it is safe to send their children into school buildings in september it is likely that many of the 48 who are choosing the hybrid model are also uncomfortable but are doing so out of necessity regarding child care or services that they feel must be delivered in person i sincerely hope that i am wrong if i am all that will have been lost is a few months of in-person interaction that can be easily made up for the consequences of a hasty reopening are far more severe thank you thank you sir and who is next bernie next is dana zimbicki hello dana welcome hi everyone good evening i am dana zimbicki president of the east brunswick education association two days ago we sent a letter to the board of education talking about the issues that we feel need to be cleaned up before we can safely advocate to return to school i just want to go over a couple of them to reiterate governor murphy publicly spoke stating that public school staff should not be harmed by returning to brick and mortar schools in fact on page seven of the restart and recovery plan presented by the state critical area number one it reads school officials will ensure staff and students who are at higher risk for severe illness are protected and supported such providing options for telework and virtual learning we cannot support a reopening plan that punishes our medical medically fragile staff which we think is only about one percent um and we do believe that their job responsibilities could go towards the 50 percent of students who will be learning virtually we hope that you will be supportive of this mandate from the governor additionally in the restart and recovery plan critical area 2 does talk about what you've heard tonight adequate ventilation operational heating and ventilation systems recirculatory air and fresh air component and the fact that those buildings which is just the high school that doesn't have air conditioning that the windows can be open and there are proper screens and proper opening although there are plenty of documents published all over social media and the internet we have to figure out where we're going to take our guidance from and the association is taking our guidance from the american society of heating refrigerating and air conditioning engineers known as ashrae we were provided documentation stating that east brunswick is using the highest mers rated filters possible which that was in the doe guideline they turn out to be an 8 and a 13.

i call to order the regular meeting of bullhead city elementary school board thursday august 20th 2020 at 5 30 p.m roll call corey burgess here douglas here genie borland here citizens present please sign in the back would you all join me for the pledge of allegiance i pledge allegiance yes yes as a reminder please speak into your mic it's tied directly into the uh broadcast that we have for the for the meeting today item 1.6 adoption of the agenda can i get a motion to adopt the agenda submitted mr president we have to do the call of the public oh i'm sorry thank you yes we do we have a couple of them so my apologies i have uh is it just the two yes all right we have uh two calls of the public our first one is from laura christine uh since the special needs els and homeless children were allowed back on campus what happens if one of them gets sick will the school open be pushed back to a later date feels like you're using the children as guinea pigs to see what will happen when school opens back up our second one is from carla ramirez hi mrs stewart my name is carla ramirez i'm the grandma and legal guardian of my granddaughter bailey wetzel a first grader at sunrise elementary school i have a question or issue about the long hours our kids have been attending school and i know high school is a different school district and i'm not sure about junior high or how it is possible that their schedules have been modified to shorter days but not for the little ones is just too much screen time and real struggle to keep a six-year-old motivated and keep going back to the computer every time the bell rings i know i'm not the only parent that feels this way and i don't know if anyone else has reached out with this concern i want to know why i want to know why i can be done about this be because how congress can be flexible for high schools and junior high but not elementary so far what i've done what i've gotten as an as and as we is that those are orders from congress and the amount of hours that they have to teach everything has been modified why not this also i got and an answer because founding founding which means me seeing which to me seems the kids aren't a number one priority can you please tell me what else can be done about this or what else i need to do to have another almost whole month of online school which i'm fine with as long as the hours aren't extreme for these for the little kids to me older kids should get the longer hours i'll appreciate your help i'm reaching out to you by email because i called and couldn't get through to speak to you directly thank you for your time carla ramirez now we can move on to the adoption of the agenda can we get a motion i know that we adopt the agenda has presented doug lutz second that all in favor aye corey burgess hi brandi dubois hi jeannie borland item 1.7 sorry doug hi douglas adam 1.7 superintendent reports dr stewart mr president members of the board you have some written reports in front of you i'll answer any questions if you have any about those any questions on the administrative reports i do have one i was curious where the numbers enrollment numbers came from what what do they represent um doug they represent the numbers that we have in fact reported to the state based on the students who have in fact enrolled in our schools this year okay like online classes yes if the if the parents have gone into the schools and updated all of their registration information then those students are counted as enrolled some of the students have been on and off in terms of virtual school depending on the equipment that they have available and of course we've continued to work on fixing all of those issues for the kids but yes those are the numbers the official numbers of enrollment for the beginning of the school year thank you any other questions all right uh i do have updates for you yeah actually quite a few all right uh it's been busy that's needless to say so i've got a few things for you first of all uh just a point of information for you we do have a subpoena from the attorney general's office uh regarding information about procurement practices from previous years particularly a year before last and we are in the process of responding to that appropriately giving them all the things that they want i don't know where that will go but we're cooperating secondly there were additional policy updates besides the two that you have on your agenda tonight and the ones you approved last week at the special meeting they're not a man they're not either one things that will change actual policies but they change the way we operate within the policies that you've already approved in the past the first one has to do with policy bec that has to do with executive sessions and open meetings and the legislature added language in the law that backs up that policy to allow executive session discussion or consideration of matters relating to school safety operations plans or programs so my speculation is that that has to do with allowing the board to discuss in executive session any of the kinds of plans that we're doing for emergency situations or any safety situation the other one is just an update to policy ihamd which has to do with instruction and training in suicide prevention you all recall that that is a new policy last year was a new policy last year and this just added a section that for high school students grades 9 through 12 information for hotlines and those things must be on their id cards so that doesn't affect us but i didn't want you to not know that there was some advice about that uh next point i am very happy to announce that um our new director of special education lashayna sparrow arabiyi will start work on monday that's been a long hard search and we're very excited to have her start on monday amplify science materials arrived 25 pallets of science material that barely fit in the warehouse and richard's been trying to deliver this week whenever he could get the trucks one of the trucks with the lifts on it so that's taking some coordination but yeah 25 pallets and jen was out helping him sort through some of that to make sure that the right things get to the right school sites relative to goals that you have set for me i do want you to know that the district calendar has been updated to reflect the the ability that you would have to look at a date and see events at various sites on the same date the problem is you can't really check it out right now because there are no events on the calendars [Music] the second thing is relative to that is that we have as of today diana has consolidated all of our covid19 related items onto one section to make it easier for folks to navigate through those and find the things that they need i just wanted to report to you that given certain the current circumstances we will not begin flex fridays until october when we can have hopefully have kids on campus uh it doesn't affect our calendar or our budget in any way it's just it does affect the calendar because we're not doing them i mean they're still on the calendar but we're just not going to start them until a little bit later uh the next thing is i wanted to let you know that our current safe space at boys and girls club is full and we have numbers to increase another section at little scooters so i'm working on a an mou with them we had currently had only employees children there but they have other space available so we're going to work on that and then we are preparing five classrooms at coyote canyon to to increase our safe spaces with a maximum of 15 children per room so we'd have one room with the k-1s a room with maybe first second a room worth three four and a room with five six in a room with seven eight so we'd have five classrooms up to 15 kids to have safe spaces and that's primarily because we have distributed 180 hot spots and we have requests for probably 50 or 60 more we were fortunate when we got the hot spots that we did not have to pay for them we're only paying for the service and at this point if we were to purchase more we would have to purchase them and pay for the service so unless it looks like we're going to extend virtual school beyond september 28th we would prefer not to invest in a bunch more hot spots but for provide some spaces for kids to be the we've talked a lot about or some about the enrollment stabilization grant and our understanding was that that was going to be an opportunity for us to cover the basis in our budget between uh losing the two percent to 98 percent and whatever other percentage our enrollment our adm dropped uh it sounded good politically but i will tell you that that name is incorrect it sounds wonderful and it sounds even better because it's a non-competitive grant which means all we have to do is apply and at some point we get money but right now we don't know how much money they ask us to fill in an estimated 40 day adm for our district and then calculate using a formula that they gave us what that amount of money might be given our current numbers we think it would would be in the range of nine hundred thousand dollars you and i know that the biggest part of our budget is salaries and benefits and at this point that's not one of the things that they are very willing to let us spend that money for now to me that's the whole point of enrollment stabilization is that you keep the people you've employed and and then you use the money for other things such as us being able to continue our safe spaces that's what we had in mind so [Applause] we won't know what the actual figure is until november november 11th we have to apply by the end of this month or by september 4th they won't give us a dollar figure until november but they expect us to spend all the money by december 31st oh december 4th excuse me it's even shorter time well because she's working on the grant so we're working she's doing most of the work but i'm doing a little bit of the money part um and we can't use it for that big hit for salaries except we figured it out today we had to be creative we did figure out that it's a good way for us to help fund uh continuing to pay our bus drivers during this time because that's the piece that is most affected by kovid so we'll be able to use some of those funds but it's not necessarily the way we thought we were going to use them and then unlike the cares act which was pretty flexible and the application was not all that difficult or time consuming took some time and then but it wasn't difficult this is one of those typical government things where you have 56 hoops to jump through and uh pull a camel through the eye of a needle and so it's pretty frustrating so i just wanted you to know yes we're applying and we're doing all the stuff we need to do but it is not what it was announced to be for any district and then two things that you all mentioned at the last meeting and in fact was mentioned in part of the call to the public our virtual school hours for all of our schools except one little difference at the junior high but all of our school hours are essentially the same hours that we go to school when kids are in school we spent a lot of time talking about that and a couple of reasons one is as you know funding is tied to instructional hours in the school year for elementary districts very unlike how funding is uh set up for high schools and so we didn't want to be in a position later in the year where we might have to say oops we've got to make up three days we're going to take them out of spring break or oops we've got to make up five days or four days and have to put them in that week after the last planned day calendared day of school because the state has not has not bent on those hours and we've been told numerous times we're not changing it you are expected to do these instructional hours the other part of that decision with the leadership team had to do with when students do return to school at on-site we wanted them all ready to be in the routines and have a sense of what a school day is like now older kids know pretty much what that's like but they're also the ones who are more likely to go wait a minute you mean i could stay in four hour school instead of go to six hour school i think i'd rather stay in four hour school for the littles just adjusting to that time frame is a good thing for them to have and to keep the routines is a good thing unlike unlike what sometimes is said out there kids are not in front of those screens six hours a day teachers are getting they were pretty good at the beginning and they're getting better every day at adjusting those times and doing what they do in the classroom you do instruction direct instruction for depending on the age of kids 15 to 30 minutes and you have some activities that they do that they don't have to be in front of the screen so we continue to work on that at the junior high we are a little short on hours however this has given us an opportunity given the junior high people an opportunity that they've seldom had in the past so they're doing uh five hours or so of classes direct instruction and those things and then they're having office hours and dr bond told me today that those office hours however long that is 45 minutes or whatever are packed their teachers are in fact meeting with individual students to help tutor them or small groups or explaining things to parents that they actually are very very busy during that time so i'd hate to give that up we do have a little adjustment we still need to make on that but essentially their day is the same as it would be if they were coming to school and then in terms of virtual school plan i have kim have has a couple of slides here to share with you and these are actually new they explain what we've been doing but these are kinds of things that jen's been working on and the first one is the learning options we decided that before oh you want to catch one of the lights over lance you want to turn the front light switch off please it's probably the other one jen thank you is that better okay on monday there will be a survey going out to parents saying to them whenever it is that we come back to regular school right now that's planned to be september 28th you will need to decide if you want to have your child or your children in in-person living learning i'm sorry yeah in-person living too but in person learning or to continue virtual learning and our idea is that we don't want people flipping in and out of one or the other we want them to pick one and then stay with that for the rest of the semester then if they'd like to change at the at the semester they could do that because this means rearranging some classes determining what teachers are going to be the teachers of virtual classes quite a bit of planning going into this so we're getting a head start to be ready for that so you can see in this really what the distance learning looks like it describes what we're doing right now and so this really is our distance learning plan on the right leave it for a second in case anybody has any and you questions it on the side screens too if you want to we got tvs on the side if you want to move closer to the side screen yeah if you wanted to move they're smaller essentially i'll just briefly go over it so that those of you in the audience can see four days a week monday through thursday at home or at a safe site attendance is required we use google classroom as our platform classes are aligned to in learning classes and that says that because when we bring our kids back on campus for parents who are choosing to keep their kids in virtual learning we want to make sure that those things match so what's going on in virtual learning will be the same as what's happening in the classroom daily live lessons with teachers virtual small group support breakfast and lunch will still be offered by pickup right now that's all that the usda allows a week ago i signed a letter on behalf of the district there were 1300 districts signed this letter to the usda asking for them to allow us to go back to the plan we were using in the late spring and in the summer which allows us to take meals to the neighborhoods and then just tally how many meals we serve whereas right now when the parents come to pick up the food they have to identify the child the child has to have been in school that day to get the food so it's a kind of tedious process it's also very inconvenient for parents because sometimes they have children at more than one school and it's in the middle of the day so they are having to leave their children if they have you know if they're supervising their own kids at home they're having to leave their children in virtual school so they can go pick up the meals and of course we have a lot of parents who have no vehicles or you know or they have a vehicle but somebody's working and they've taken the vehicle so this is a very inconvenient kind of situation today the executive director of asa put out a similar letter for superintendents to sign to the usda again you know recommending and requesting that they that they loosen up those guidelines so our county superintendents all of us agreed to uh sign that as well teachers are available daily and have scheduled office hours this would be when we were doing virtual school after other students come back to our sites social and emotional support virtual electives if we have the people available to do them virtual tutoring or extracurricular activities not including sports might be available and if the parents choose the distance learning option uh the as i said the child would remain there through the semester so that's that's what it would look like when we bring all the other kids back but that's essentially what it looks like right now the other one can please and then i thought you might want to know the difference because you probably get questions from people about what's the difference between safe spaces and targeted learning support the safe spaces are right now boys and girls club little scooters and our own planned safe spaces at coyote and those are intended for children whose parents are working or if for our students who have not been able to get a hot spot from us and they have no internet at home and other reasons like that those are the safe spaces this is for kids to be safe and to participate in school they do not have to be on-site and that's one reason that we have worked with boys and girls club and little scooters and why we will put our version of this in our unused school so that we don't have students on our other campuses at this time targeted learning support which started on monday uh was required by executive order of 51 20 2051 that we make sure that we have extra support services for most for the most at risk students so in our case these are our life skills kids our el students who are not otherwise getting the support in the virtual sense and a few other students who have very specific needs to be getting the support very small groups half day no more than half day two to three hours a day and other than students who might have transportation in their ieps they have to be transported by parents both coming and going they do get meals they get to grab and go with those on the days they're there and they are there four days a week so we're in compliance with all the regulations that we were given so that kind of brings you up to speed with virtual school with safe spaces with targeted support and if you have any questions about those i'll answer any questions at this time all right moving on item 1.8 donations uh once again our community has really stepped up uh we've seen desert valley they received a donation of 16 13 64 for school supplies from bullhead or from city bible church 70 check from your cause sunrise elementary 100 check from clark construction on behalf of edward cardenas bullhead middle school 400 for backpacks and school supplies marlene reese and spirit life church 35 dollars from wells fargo your cause thirty dollars from your cause wells fargo bullhead city elementary school district thirteen thousand three hundred and seventy nine dollars for every student that was on backpack buddy's list uh it was included two shirts backpacks with supplies a face mask a dental bag with toothbrush toothpaste and this was a huge donation brought to us by legacy foundation legacy has always stepped up huge for us for our backpack buddies program we received a 200 estimated value of 200 for two laptops with accessories from terry shirts once again like i said we our community steps up so big and helps our schools in every way uh it is greatly appreciated thank you again that wasn't specified when they sent it over it wasn't specified okay and those that aren't aware the mckinney-vento is our homeless children's program uh which is always in in extra need so thank you again for all of the donations that we have received um item 1.9 board member updates do we have any updates uh from board members i did get that email on the parent who did the call to the public i believe her name was carl i did try to call her back to talk to her but she did not answer i left a message though i also spoke with her yesterday so she did reach someone at the district office okay wonderful yeah i just wanted to think she wasn't being acknowledged so i did she wrote a call but she did not answer all right item 2.1 or i'm sorry 2.2 administrative reports i'm sorry i apologize this is a consent agenda we need a motion to adopt the consent agenda as presented i move we adopt the consent agenda as presented i will second that all in favor cory burgess aye randy dubois aye genie borland aye doug watch i item 3.1 intergovernmental agreements dr stewart mr president uh governing board members you'll notice this is a considerably shorter list than last year we have four to present to you technology administration transportation and purchasing i think kim if you would show us administration first thank you i've highlighted in yellow the changes from the current or from the from last year's and you'll notice that if you'll go back up please oh now i want to see the people involved right there and yeah the only change in this one and i'm sorry i didn't highlight it is because i removed it which was the hr director so we're talking about three positions that we are sharing with the high school district the director of el nau programs and the hearing officer position the director of public and community relations and the warehouse manager position as i said the hr director position our hr clerk position has dropped out of this and so we are we have our own hr person 100 we're not sharing with the high school at this point and then i think the only other changes in this one were the other dates dr steward yes sir question where's james mcnula we can talk about that when we get to the technology one this is administration that would be fine thank you and i don't know if you want to handle these individually or if you want to that's up to you i think at this point because really the only change is in technology other than dates that's the one with significant changes the other ones are dates unless you have other comments or questions about the others we've already reviewed so let's go to technology okay mr let's have questions there maybe you can answer before or give more information okay well you'll notice significant yellow in the purpose section of the technology one frankly things have technology has been growing over the years and last year uh it was pretty tight for the the combined technology departments to get everything done especially with the opening of the field house and then uh fourth quarter and since then with all of the increased technology that we've needed in both districts to handle this crisis and so james and mr flora and i sat down to talk about what can we do to streamline things and to increase the services so one of the things that's already happened is this board agreed to add a position to our technology department for um i'm journey um journeyman infrastructure which has to do with all the stuff that we can't see when in our networks and all of that kind of thing uh in my head it's like what's inside this wall right here and all of the things that we can't see plus any other things that need to be done but it also created a situation where our director was really doing one and a half jobs and so the three of us sat down and said okay what's the most reasonable solution to this and mr flora thought that he needed somebody was who was in a pretty similar position to james so that we could split but i think you already know from our previous experiences that when we have people who have two bosses sometimes that's not the best so uh we all agreed to take the director position out so james would continue to work just for our district and has voluntarily is voluntarily taking a pay cut he'd gotten a big boost when he became director for both districts and uh he's perfectly fine in fact he's the one who recommended it and i know he's not back there going because he is the one who recommended frankly he was working 60 hours a week many weeks because he didn't want to let kids down you and i know that we have a lot of people in our district who do those in both districts who do those kinds of things because they don't want to let kids down but we can't afford to have people sick and going down on us because we're expecting them to do too much work so we've pulled both of those positions back into our they both work both of those positions work for the elementary district we're just keeping them and the high school is uh my understanding is has approved already i'm not sure they're calling it a director position but someone to be more in charge of their side and some things on that side you will notice then under where it says shared network servers software and services in the past it just said that the auditors didn't like it much that we didn't specify exactly what it is that we are sharing relative to those four things so that big yellow section that you're looking at there are the things that we continue to share and we need to do that first of all neither district can afford to do all of those things independently can't afford to pay for those things and have double and secondly many of them because we couldn't afford to do that were developed as joint and now it would be virtually impossible to pull them apart so we would continue to share those services and james and the person and one of the people at the high school whoever that new person is that new position will coordinate that we will continue to work together we've never had a problem even before there was a shared agreement both districts and in fact districts uh the other two districts that are part of colorado river union high school district the tech people at all four all five sites have worked together for years and we don't intend for any of that to change okay so that's the change there mr lutz does did you have an additional question for that first no that answered my question and i appreciate it okay um i do have a question sure um on before we were splitting a technology director which was james's job we had network administrator and technician is that our plus one that we just added or was that a different person no that's a position that we had before and that's 100 ours now it is 100 hours now and the one we've added yes all right and the the and uh as i indicated in my notes to my memo to you uh the cut in mr mcnutt's salary pretty much picks up the in this other position not entirely but pretty close okay so our cost didn't change no cost did not change from what you had uh what you knew a month ago not counting the one we added because that's separate so right it's pretty close you know it's relatively close it's very close yeah that was my question there any other questions okay we need a motion to approve the inter intergovernmental agreements all in favor aye corey burgess i doug i randy dubois i juni borland thank you item 3.2 administrator salary placement schedule dr stewart mr president board members this probably looks pretty familiar because i had it to you about a month ago and you proved it the way it looks except i've made a couple of recommended changes here the first one has to do with the certified school psychologist position uh in in the schedule that you approved recently that was a 260 day position or 2080 hours and of course we've been looking to fill that position with not a lot of luck the going rate right now in arizona for school psychologists is about 65 an hour which translates to a salary of about 124 thousand dollars which of course we can't pay so that explains why it's so difficult to find somebody but i also recognize that we don't need this person working 12 months a year we have a month in the summer when they would not be testing students would not be doing paperwork would not be having iep meetings would not be doing those things and so in all honesty we needed to make it fit the the real the real job so i'm recommending that that change the other thing is that we spent months looking for a sped director initially we had two applicants that we interviewed they were both very good one of them had no experience which we didn't feel was appropriate for our circumstance and the other we offered a position offered the position to and when we talked salary called us back and said i can't afford to move to do this for this salary once again we're talking about a salary range uh out there in the real world the rest of the real world not that we're not a real world but it's considerably higher than our range we then had a long stretch with no applicants and no one to interview we ended up talking with a company that helps find people and they in fact found our candidate for us we had an interview with this person and knew we had a really good person but part of that whole thing of even getting that interview was that i needed to consider a little higher salary so the director position had been in column d where the range was 69 750 to 76.5 when i when i started talking money moving over one column that's when we started getting responses so i was kind of ahead of the game but i also felt you would understand that we needed to get somebody and we ended up with a person with years of experience exactly the kinds of things that we needed and the difference of moving that column made the difference of us getting a qualified candidate so in fairness and in reality because i didn't want to put somebody in a salary position that didn't fit within our table but neither did i want to lose them waiting for this presentation i'm recommending that we move that position over to column e any questions for dr stewart okay can we get a motion to approve item 3.1 or i'm sorry 3.2 it increased uh the purchases if you take d and add 3 000 to every spot it's a 3 000 difference the top is 79.5 no no no that's the top no that's the top for that column i'm sorry shouldn't override you sorry i will move that we approve item 3.2 the administrator's salary placement schedule my second all in favor cory burgess i randy dubois jeannie barland i double up i thank you item 3.3 policy ih a basic instruction program dr stewart mr president board members this is in fact a policy change recommendation so it is a first reading and it does give you an opportunity that if you'd like any of any of it to be changed to say so before you know before we come back to the next meeting the change in this case is just the addition of the underlined section on on on probably what is the second page for you and it has to do with a law that was passed by the legislature last year to declare september 25th every year sandra sandra day o'connor civics celebration day it's not a legal holiday it is simply an instruction day for every public school in the dis in this in the state uh dedicated to dedicating the entire or the majority of the school day on that day to civics education and then it does say if it falls on a weekend that the school is supposed to either pick the preceding or the following day to make that happen so this is not just to honor sandra day o'connor but also to really make sure that everybody knows that we do study civics in our schools and we do first reading so it doesn't require any action item 3.4 policy kb parental involvement in education dr stewart mr president this starts the changes start we didn't underline so it starts with item 19.

uh let's go ahead and get started could you call the roll for me please kimberly karen anderson here tammy hines here john wong here greg meyer scott little camp here greg o'connor lisa schumacher here all right we got it for them i want to say welcome to those folks that are watching us online i appreciate you tuning in or however you say that um and uh we have ms becker with us tonight so appreciate that as well on to public comments do you have any public comments oh we have one comment uh submitted to the board it was a series of questions regarding um ieps and how we were handling ieps during the remote setting and they're very specific regarding test accommodations etc so um i'm gonna ask that those questions be directed to ms gotcher so that she can individually address those concerns or get answers but then we will also follow up so if anybody has any questions regarding their child's individualized education plan or their then contact case manager at their school principal or mrs gotcher but we'll be sure to to follow up with the parent who has specific questions okay great thank you anything else no great on to item uh four and five our consent agenda do you wanna walk through that um you just get your board minutes your financial reports budget reports your expenditures your activity reports we've got resignations seven of them we've got no personnel to employ either support or certified we've got two leave of absences and then there are four approval extracurricular assignments so there's no vacancies currently okay that was a question um the pre-k refunds that i saw throughout the report are those due to a specific reason why we were funding pre-k and then we decided to start bringing in little groups of people and so we are doing the project and so those are the just the parents that pulled i guess also so yeah we kind of left it up to them if they didn't feel comfortable um we had a couple parents that said you know if our first grader can't come we don't feel like we should send our preschool kid but then i had 14 other families that were like thank you so much because we need daycare and preschool and so we felt like we could contain it down at the end of the building they're eating lunch and doing everything down there so um yeah i just felt it was the right thing to do to give them their money back any other questions on the consent agenda seeing then i'd entertain a motion to accept the consent agenda as presented it's a move motion by karen anderson a second boss second second by john long can you do a roll call vote for me please kim karen anderson yes tammy hines yes john long yes scott little camp yes greg o'connor fine lisa schumacher yes on to item seven items for action the first item for action is the approval of the chemical uh chemical bid for food service oh oh i sure did sorry about that hey hang on i'll put on my glasses i skipped the whole section here on to item six communications important presentations uh principles report um um i kind of just wanted to overall talk about how our trunk trade um this is the first time we've had to pull off a trump trade district wide um it wasn't without some hiccups that if we ever have to do again we might fix but overall our families were excited they the kids came with their masks on and were able to see their teachers so i think that was a huge a huge thing especially for the little ones that want to make that connection because they're not going to be able to do it in person so all the teachers had you know signs up or balloons or were just very welcoming and all the kids were waving and families were very appreciative i know some of them waited but they said we enjoyed the fact that we could do this so they didn't mind um i know at eagleview alone i only had five that didn't come and that was including early childhood so um yeah and most of them were on vacation and just needed to make arrangements the next day so it was great um and then [Music] you know we obviously had our first day of school today virtually so that was a new a new a new challenge and a new excitement i was kind of sad when i didn't have bus duty at the end of the day i'm used to like running out at three o'clock frantic on the first day of school so it was kind of weird but um overall was a success and i wanted to just thank um all the families because if they had a hiccup or they didn't understand something you know they they reached out to us the way that we had asked they used our um we have meetings for google meets that they can do office hours so they use that they called the office we were able to troubleshoot couple of them just had to exchange a computer so i mean i really think it went a lot better than you know was expected and our teachers have worked so hard um and just did everything they could for the parents today so i think it was a success for a first day um just didn't look the same i will say at eagleview we still had people coming and taking pictures which was cute it cute um so yeah that's all thank you mr pecker can i ask you a question so you earlier said something about pre-k and i didn't realize we had pre-pay going on yes so how was it determined to go ahead and do pre-k but not the rest because i'm sure parents are probably thinking wait a second that's the for-profit part of our business sure in that business but for a private part of the district how did we just take care of itself yeah yeah so we only have 13 kids um we're able to spread out so i think the fact that if we were going to have even on hybrid we were going to have you know a good 120 kids at eagle view let's say my building so that's still a huge amount of transitions um and so for preschool it's 13 kids and actually six of them are only four days because they chose four days and we were able to contain them so they're eating down there they're you know um staying in their room they're they're wearing masks and that was something that i did refund a family that didn't feel comfortable putting their little kid in a mask um and so being able to have the bathroom breaks the washing of the restroom the washing of the hands containing everything to itself is kind of where we felt it would still be good to provide to our families kindergarten screening that i talked about last time and even those guys were great but yeah it was cute today um you know they if it would fall down they would say put it on and they would put it right back up you know um i see you have that we're doing the lanyards you know and so that when they do eat it doesn't sit on the desk it's gonna so we're gonna work on that too um i think it's become their norm you know so i think that it's just you go out of your house and it's what you wear we had one tear you know one with a tear and that was it and um it was good you it was funny because all the teachers were actually like would find themselves kind of walking down like just like kids we hear kids you know and i was like i was joking that at the end of the day that we would all be like this on their room just to see some kids you know um so it was cute it was cute and i the families are very appreciative but like i said it's a it's small we were supposed to have 30.
