hold me doreen doreen can you understand me okay what good evening welcome to the partner in excellence ceremony it's certainly a little different than the dinner we expected to have this year even though there's no way to have that kind of dinner there's no way we're going to let the opportunity to present our honorees with their incredibly well deserved awards tonight so we arranged this program it's socially distanced there are 24 of us in the 563 jm pack tonight jm pack tonight with all the proper safety precautions in place so enough about that let's get the show on the road we have a lot to celebrate we had a great year last year another huge success with our latest celebrity dance off and there's more about that when i talk about our honorees later our barnes and noble book fair continues to be a community favorite and our standout achievement for the year came uh very when there was a very sudden pivot to learning from home distance learning grants of 500 were offered to all teachers who needed to set up their at-home classrooms 93 grants for over thirty thousand dollars for cameras manipulatives butterflies and books to be sent home and the list list goes on i can honestly say that none of our board members could be more proud of the work we did during the pandemic for the kids working at home our student association thrived last year expanding to churchill and funding some great grants and hosting some fun fundraisers throughout the year last year we made big changes in the way we approve and fund our grants resulting in teachers receiving their grant materials within days of approval and i have to give a special shout out to dr volesky and dr atkins who were in who was in a community relationship at the time for really clearing the way for us to recreate these processes for the kids in our schools i'd also like to note that this was supposed to be a partner in excellence dinner but also um a dinner to induct the newest hall of fame members tony yoself from the class of 92 who's a very generous supporter of all things east brunswick and charlie wachtel and david rabinowitz from the class of 2005 oscar and baffed a winner winning screenwriters for their work on black klansmen one last thought when we were tossing around ideas for how to have tonight's event someone on the dinner committee suggested the jam pack knowing it's not been used for events since the pandemic hit i knew this was a big ask and i have to give a huge thanks to our first speaker tonight who made this all possible please welcome and while you're welcoming him help me thank superintendent of schools dr victor volesky [Applause] thanks jack thanks everyone and good evening gathered here tonight under these circumstances we must embrace the reality that we have spent the last seven months being told what we cannot do and that should not overshadow the meaning of tonight honoring individuals who have demonstrated success by expanding their personal boundaries in the exploration of what they are capable of doing leslie joanne and jane all represent leadership leading in the classroom leading a school building and leading in our community they all display what i like to call visible leadership people get to see it and a couple of the folks they get to hear it too jane i'm not talking about you leslie joanne and jane are distinctly unique but they share one commonality and anyone who tries to emulate them must understand this foundational trait success comes as a result of hard work determination and perseverance no does not exist in their primary vocabularies and because of their shared trait they are role models for new generation of leadership new leaders who will need to be equipped to strategize plan and implement in a world transformed by our recent circumstances one final thought this pandemic and our national response to it has revealed both the worst and the best but here in east brunswick i could not be prouder of tonight's honorees responses to supporting students and their families i also want to offer a heartfelt thank you to jack paul and the entire ebef board for expediting mini grants to support our teachers operating from home in a virtual environment after pivoting to that untested instructional delivery literally at a moment's notice that kind of flexibility and adaptability represents an organization whose mission is truly vested in support so on behalf of the entire east brunswick administrative team and the board of education congratulations to leslie joanne and jane on your tremendous honors tonight thank you dr volesky since we need to keep attendance to a minimum tonight the folks who typically offer their congratulations in person has sent them in absentia that includes so many past partners in excellence watching tonight board of ed chair person vicki becker and ebea president dana zimbicki who's here in spirit we are happy tonight though that mayor brad cohn brought proclamations with him to share with our with our honorees mayor cohn would you like to say a few words thank you jack actually i sent those proclamations ahead of time because i didn't plan on being here today but then i circumstances changed and i was able to be here but i don't ever really like to miss any of these events that really celebrates a legacy and legacies are important to us here in town because most of you know education has always been something that our town has been uniquely known for people that moved back into east brunswick in the 50s and 60s and 70s moved here because of our top-notch educational system it has never ever change it because it's still the number one reason that people move here and you're part of a tremendous legacy a history of devotion and and commitment to uh the highest ideals for for education that's something that we would never ever want to change it is the shining reason that we spend so much time considering what the future of east brunswick is going to look like through our own redevelopment plans last night at the township council meeting we actually celebrated a group of called alpha delta kappa which is a group of women who are excelling and commit back to their community of educators that's really the sign of exactly what i think we're talking about here today people who have made not only a commitment to the students but to our community as a whole because when you're successful the entire community successful we're counting on you for that i congratulate every one of the honorees tonight for a well-deserved award this is clay i was actually just speaking today to a group of students who are interested in politics and i said to them this is a year you will never forget in in on top of the fact that uh we're in the middle of a pandemic that happens once in a 100 year period of time on top of that you also have a financial crisis that we'd likes of which we haven't seen since probably the great depression we've got racial wars that i haven't seen since i was a little kid in the 60s and i was really little then so i don't really remember all of it but these are unbelievably monumental times people will always ask you what it was like in 2020 you will this will never be something that people will forget but your contribution is something that we will never forget and it makes us a much better institution and it drives home the reason why each and every one of us call east brunswick home so i thank you for your contribution and uh the proclamations were already sent i shall make sure that each one of you get them they are well deserved thank you mayor cohn also sending proclamations tonight and some video words assemblywoman nancy pinken hi i'm assemblywoman nancy penkin i'm joining you all tonight in our zoom education foundation dinner and first time we have had to do this in the zoom format but we want to recognize the education foundation for the great benefits they provide for our school system providing funding for the teachers to be creative and come up with unusual programming so that we can graduate the stellar students that we are able to produce in east brunswick education is number one in new jersey and something we're all committed to maintaining so tonight we're here to honor joanne jane and leslie for all of their contributions and we have the special honor to recognize the hall of fame inductees including anthony yoselov who's a leader in finance and charlie wachtel and david rabinowitz who produced and wrote black lands men among other artistic accomplishments so we have a resolution from the senate and the general assembly just recognizing the honorees for all of their accomplishments and i just want to thank you all for joining us together tonight to recognize them have a great night and i look forward to seeing you in person next year thank you assemblywoman pinken and now for our awards like every town east brunswick has its celebrities you know the people whose name everyone knows our first honoree is a town celebrity you see her name on real estate signs all over town she's in the newspaper supermarket signs and even in the men's locker room radio at new york sports club one night after an unsuccessful run for town council which is there lost in our game i had a celebrity sighting jane came to one of our foundation meetings and joined our board when we sat down to talk one time i asked jane why she ran for council and then came to ebef and she explained what she believes is the role of somebody who lives in a community it's our obligation to contribute any way you can to make it better a better place for people who live there and she wants to give back with time and financially where she can jane and i are very aligned in that way and believe me that her actions match her words so much so that with all the planning emails that went back and forth for this dinner the end of everyone said let me know what i can do now this this evening tonight is to honor you jane so we're not going to let you do anything this night is on us and we just want to thank you for being one of our partners in excellence congratulations thank you very much i'm deeply honored and deeply humbled and grateful to receive this very prestige award thank you [Applause] i'm very proud as a member of east brunswick education foundation and since 1993 the foundation has raised over 2 million we support the teacher and the school programs via grants i'm very very happy very proud part of it thank you is take a village to raise children a child and children and we should work together to help our kids to form their part of the future and like our president jack levitt always say if you have a time please volunteer if you have talent please contribute if you're blessed with the financial ability availability please donate together we can make our town much better welltong is great but we can really work together to contribute to our part my daughter maria miller is in 8th grade just joined the churchill and a big shout half fell thank you to our teachers and the excellent teachers they work so hard to ensure our kids education and as a parent as a community we should come together to help the school help the teacher to help to educate our children and if there's anything i can do we can do together and we definitely can make the education much easier for our teacher much better for our children in the future be well be healthy god bless thank you make sure you take your award oh thank you thank you very much earlier i said i would get back to you about the celebrity dance-off i don't know that everybody knows the history of this event back when i was president and joe young was vice president we were having dinner one night joel's cousin david was there and talked about a fundraiser he did out in colorado which was similar to the tv show dancing with the stars and joel said we have to do this so i took an entourage down to cherry hill because they had done this before to check it out and the agreement was i was going to be the people-facing guy and joel was going to be behind the scenes while there were naysayers along the way we were determined to make this happen drove recruited the dance studios and i recruited the dancers and joel took it from there and let me define took it from there ticker from there means hundreds if not thousands of emails being sent at all hours of the night spreadsheets that tested excel's limits designing ads proofing a journal telling scores replacing cast members and i knew none of it every time i'd asked how it was going joel would say it's fine tireless effort is not an adequate way to phrase what i heard went on dancing with the ebay stars was a hit or so said the 700 people who sat in this very room seven years ago last week after a little rest and some distance from the event joel offered to produce the next dancing with the stars if he got promoted to executive producer which was a bigger success then after we got sued for using the name and joel handled all the legal stuff with it with our lawyer joel executive produced the next two eb celebrity off the total we raised 290 [Applause] what do you think those naysayers are saying now and you're probably wondering why the heck are you talking about this now well a few years ago our board instituted a new award called the unsung hero award for team members who work above and beyond the call of duty behind the scenes to make things successful the purpose of the award is to briefly shine the light on the hard workers who prefer to stay out of it joel you unsung hero you tonight you're being sung and it's only appropriate to have eb celebrity dance off trophy girl come out of retirement to bring your trophy out for you so joel congratulations my friend same rules thank you jack you're welcome joel what a very nice surprise i will say one thing i don't have anything prepared obviously because i didn't know about this but when i saw the video and it wasn't i who said we have to do this it was jack and the whole time i kept saying this is never going to happen we're never going to pull this off jack we're never going to pull this off jack so um it i would say you know i while there was some effort put in it's because jack was pushing me the entire way but thank you very much for the for the acknowledgement i appreciate it stop stop singing joel [Applause] one of the most fun parts of this event for me and the hardest part is putting together the actual award presentation speeches they need to be just right to pay tribute to the honorees well i lucked out this year with leslie anderson because while i was thinking about what to say it literally fell in my hands allow me to share a letter that some students sent to me dear mr levitt just wanted to drop you a short note to let you know how amazing it is that the east forensic education foundation has chosen ms anderson to be one of the award recipients at the partner in excellence dinner this year it's not often that a teacher especially one like ms anderson that gets acknowledged for the wonderful things she does for her students and the whole student body when a friend ms anderson bought tickets for her to give to four of her students we were honored that she chose three of us from a strikeout i hope i said that right robotics to attend ms anderson has always been thankful to ebf for helping us during our first year and we know she looks forward to further more collaboration in the future since we started working in the school ms anderson has always stood as our strongest supporter and biggest advocate for the last three years she has helped us organize train build collaborate and learn how to be a team we have come so far in such a short time and a huge part thanks to ms a not only does she keep us well fed with the best snacks she pushes us to be our best get out of our comfort zone and strive to be the best versions of ourselves whether it's robotics chemistry job friends family or just plain frustration she's always there to listen talk things through with a huge smile make everything better and give us the skills to handle it better next time so she can't build a robot herself mizei has helped build everything else around us our team our skills and ourselves and she always has a smile ms anderson loves coaching mentoring teaching and in general standing in the back and watching her students progress we're so glad that she will finally have to stand in front of people and graciously receive some of the accolades she deserves there's anything that we as a team can do to help honor her please let us know we would be glad to assist what you just did thank you bhaskar jain varun mahotra and fiona liu but not just any teacher gets these accolades and leslie is everything those students say and more and by more i mean she seems to do everything when we needed volunteers from national honor society for an event we asked leslie when robotics needed an advisor they asked leslie who in turn in her inimitable style sought ebef and my support to get funding for these kids my kids never had leslie but they knew who she was everybody in that schools know who everybody in that school knows who leslie is here i'll show you hey marilyn i need to ask you a favor sure jack what anything um well for the student association this year when we do back to school nights we have a whole lot of swag that we want to give away to get parents to donate absolutely but instead of you know bringing it back and forth i was hoping there was somewhere we could keep it at the high school yeah oh i'm i might have some space in my prep room but god you know i'm gonna have to check with leslie about that see what she thinks hey jess how are you i'm good how are you good i have a quick question for you what's up have you decided how many sections of ap chemistry you're going to have next year and who's teaching them um you know what i think i have an idea but i think i need to double check with leslie before i can give you a final answer on that hey matt how are you hold on jack i just have a call coming in let me take it real quick no problem hey mr knopfenberger how you doing what all right all right i gotta go what's the matter now i gotta get i gotta do some contact racing again so what's your procedure for that i think i gotta check with uh i gotta check with leslie so things have been good at the high school things have been outstanding at the high school great team great staff we're fortunate i'm glad i know the beginning of the year had to be a little bit rough but i'm sure things are like you know in the groove by now they are and our kids have been outstanding too they were really really great blessed to have great kids great staff and the school year's off to a good start good i'm glad to hear that excuse me i'm so sorry look at it there's an incident right away not again not again okay thank you kathy jack hold on a second you know what let me call ed our security see what's going on you know what no that's not going to be good move not ed glenn let me call glenn that'll get it zinc oh yeah good idea now i don't think that's a good idea you know we got to get we this has happened multiple times i'm tired of it we got to get this done once and for all and we got to get it done right i got the answer i'm going to call leslie she'll get it done of course thank you for everything leslie you were the first teammate i had the moment i walked in the building and you've always been there and you've always been so helpful i you're someone i always turn to when i need something i can't thank you enough it's good to have someone in the building who is so dedicated you bleed green congratulations leslie i'm so excited for you we wouldn't be able to survive without you i appreciate everything you do for us thanks i just want to say congratulations again i had a great time working with you at my time at east brunswick high school i respect and value your input so much you are a true professional an outstanding teacher unlike any other a great building rep for your your union and your rep and your uh employees who work at the high school and within the district and i'd like to thank you for everything that you do for the staff and students here in the east brunswick public school district leslie congratulations on a well-deserved award unfortunately you need to do this virtually you know me if we were there in person i'd give you one big hug right now and congratulate you but let me tell you something on behalf of the staff the students the administration there's nobody that's more committed to doing what's best for our students than you are this is a well-deserved award congratulations and enjoy your evening leslie i know you'd prefer one of those unsung hero awards but right now the stage is yours as our partner in excellence i'll make sure everybody can hear me i thought getting through my speech was going to be hard enough tonight is almost surreal like something i dreamed up in my head it's been about a year and a half since jack first approached me in mike vanello's office and with with the good news that keeps on giving and uh i said i remember saying something like yet you're kidding there's a outstanding building filled with outstanding people who do outstanding things every day there's got to be a better choice jack said no we it's not a mistake we we want to honor you so the school year ends new school year begins we hear about a virus coveted comes to the u.s coveted comes to new jersey code comes to east brunswick we're out of the building away from our kids away from each other in a very new and different world no no normal end of the year activities no ebef partner and excellence dinner school year comes to a close new school year begins so i started to think about what excellence means and i quickly realized that excellent can't come without partnership and i started to realize how blessed i am i am a proud staff member at east brunswick high school where i live in the most extraordinary culture of excellence encouraged by extraordinary people within my building in fact you might say excellence flows through every member of our staff and through every inch of my facility i'm met with excellence from the very moment i approach my building and i'm greeted by my school security officer who's trying to do his best to make an odd situation feel normal and he always leaves me with a smile the day starts and there is this flurry of excellence is obvious to anybody walking inside our building every member of my staff is involved and yes i said mine i get a little possessive every member of our staff is involved in this partnership where excellence ensues our bus drivers custodians instructional assistants student aides child nutrition workers i.t staff child study team ssos student assistance counselors athletic trainers attendance officer school aides instructional coach nurse media specialist school counselors my bookkeepers and my secretaries who are a blessing each and every day my fellow teachers who have unparalleled compassion passion and heart and my building administrators with unwavering resolve to support and protect staff and students in our building what an awe-inspiring group to partner with every day as a proud member of the east brunswick education association under dana zimbicki i encounter another partnership that affords me the ability to work in the midst of excellence a group of passionate and steadfast professionals who fight for the right thing and honor and respect the craft of education students that's a whole other thing this is my 28th year teaching the hundreds of sophomores that have walked into my room so scared to be wrong the juniors the seniors far too worried about a grade to worry about learning the students that i've coached the students that i've advised the students that i've mentored they each taught me something building a partnership where excellence improves so what does this have to do with the east brunswick education foundation's partner and excellence award that's easy what i do is not isolated it's not independent and if it's seen as excellent then credit goes to many the excellence being recognized is about relationships and lessons learned to be selected from a superior group of people as a partner in excellence for the east brunswick education foundation is astounding to be considered a partner by a group of people who do not necessarily work in a school but consider my work important and provide so much necessary support for all we do almost leaves me speechless it is a privilege to be recognized by the east brunswick education foundation i hope i can continue to be a partner with ebef and collaborate with the ebef student association beyond getting dodgeballs thrown at me a few words of personal thanks i am blessed to have two parents who are not just my heroes they're superheroes they have taught me lessons my whole life my dad taught me things like never work more than a 10-minute walk from where you live you may need to go in there every once in a while and he also taught me there is a fine line between precious and precocious which i think was followed by the words young lady mom taught me things like please and thank you go a long way and family is the biggest blessing you can have well i live less than a 10-minute walk to the high school and i've added i'm sorry and what can i do to help to those phrases that are important but true family that's the important partnership that's the relationship that gives excellence and what i learned about family choose them wisely east brunswick high school has provided me a work family like no other no single staff member is supportive every single staff member is supportive encouraging madly talented wildly creative and has exceptional engineering skills as we continue to build planes in the air i have the staunchest group of work moms siblings and incredible friends and i am thankful for their continued professional and personal support i am supported by a collaborative group of building administrators who push me forward have time to have time to listen and support my sometimes wacky plans where else could i work with a big brother a little brother a twin brother and my very best friend mike vanilla thank you for pushing me to be a stronger more fierce educator leader and just in general person thank you sherry for the most amazing 20 something years of friendship and family i would be remiss if i did not thank my husband because i know it is not always easy being mr anderson and i want to thank the east brunswick education foundation for this tremendous honor and allowing me to share it with the most deserving high school staff i would like to serve and continue as your partner in excellence and for that i am truly humbled thank you for this honor and good [Applause] evening i met our final honoree at our second dance-off event marge lapresse who's a past partner in excellence honoree by the way was unable to come back as one of our stage managers so i came to dress rehearsal and i met joanne i had heard her name and seen it on many grants from her days as a media center specialist but never met her in person i remember panicking as the show ended i ran tomorrow and ryan and said one more time how do i say this name when i thank her i have since learned as i said she was in the media centers at hammershould and east forensic high school when we saw joann's name on some cool grants like text for tots david adler comes to bow monroe school and help us grow with high low among many others but as principal she's moved into the supporting role on these grants joanna's a great influencer we get the best bulletin board for apples for education when we need one at irwin school when there's a grant submitted that she's excited about or wondering if it needs a little push to get through whenever i see her we go into the typical hey mr l yes mrs c hey i want to tell you about this cool grant for a mobile classroom and she goes on to tell me all the attributes of her grant she wants to get my feeling on how it's going to be received and it's usually a good reaction but the best part about those interactions that the conversations went on longer i got to see joanne in action as a principal like the time we brought a harlem wizard to irwin school one of the younger kids probably in kindergarten had a bit of a meltdown and joanne calmly and caringly escorted the student out of the gym so the rest of the class can enjoy the program joanne loves what she does and has a passion for kids and education and that shows all over erwin school which is one of the reasons i love to go into that building she and i have also had some long but neither exhaustive nor exhausting conversations about leadership as she has developed her style and grown into a leader of irwin and a leader in the community and district and somewhere along along the line i made a friend all that aside you have to admit it's a tough name to have at the helm of an elementary school see what i mean how do you say your principal's name mr willis miss o's mellowest miss camilla wicks say the principal's name this is samoas it's show me what michelle mellowetz mrs simmons who's the principal of our own school mr milo this is congratulations mrs chanellowitz congratulations smilers congratulations misha morowitz congratulations so charellowes congratulations joanne mrs c chamelowitz so glad to have you as our partner in excellence thank you jack i think they did a pretty good job all things being considered that there's about like 27 vowels in that uh in that last name my husband adorned me with 27 years ago so good evening and thank you so much to the east brunswick education foundation for this recognition i'm humbled and honored to be here to speak with you this evening the ebef is an organization near and dear to my heart and i see its positive influence and impact at irwin school every day the ebef's generosity to our schools of over two million dollars has made a lasting impact on the lives of thousands of children and i'm so grateful for their work congratulations to my fellow nominees gene mueller a true treasurer of the east brunswick community and my friend leslie anderson an amazing human being and the best chemistry teacher in the world i'm humbled to be nominated with such fine women congratulations as well to our hall of fame inductees for your contributions and dedication to the east brunswick community i feel incredibly lucky to be here to speak to you this evening i've been thinking a little bit about luck and the many ways that you can describe it not many people will look at the events of 2020 and think about luck but i think we can find some luck even in the most trying times the merriam-webster dictionary defines luck as to prosper or succeed especially through good chance or good fortune although i think this is a pretty good definition i ask you to bear with me as i offer my own definition of luck luck is having the privilege of having worked in many different schools in east brunswick over the years i've worked with so many incredible people many of whom have become my dear friends a group of people who have inspired me changed me as an educator and have shown me what it takes to be a top notch teacher when you work in east brunswick you really do work with the best teachers and support staff around luck is waking up every morning to the best hardest job you've ever had well aside from parenting maybe a job that is never the same two days in a row but is always focused on one central mission to make positive meaningful impacts on the lives of the children faculty and staff that enter the doors of irwin every day being a principal has taught me so much and given me many more gifts and valuable lessons than i can possibly express luck is having a front office staff and security team that looks after all the details that make the school building run like a well-oiled machine and in their spare time they also look after my personal well-being which is such a gift and i appreciate that care more than i can express luck is having a principal and administrator tribe who work collectively to ensure that every child in east brunswick has an outstanding educational experience they're also a group of friends who understand that sometimes but not very often even the principal has a bad day and in those moments they can be counted on to swoop in with compassion and support and occasionally on friday nights may be a little socially distanced wine luck is having 400 students come into our school both in person and online every day our students come from all walks of life beliefs and backgrounds and they bond together to form a community of learners who are just as focused on being good people as they are in becoming the best educational versions of themselves every day luck is also watching them grow as people to become more responsible more independent and most of all more confident as scholars luck is also walking down the hallway and getting stopped every couple of feet because a student wants to give me a virtual hug or an elbow bump or they just want to talk to me such as one day last week when one of my students said i love you mrs chamelowitz and the next one said you know you wore those shoes yesterday you know i love those moments so much luck is having an incredibly supportive pta and parent community who work as our partners no matter what we ask for we are blessed with parent partners who seek to support us how lucky can a person be to work with families that support nurture and love their kids and then let us borrow them for several hours a day to do the same luck is having a teaching staff that you get to work with every day who comes together as a true family a dedicated faculty and staff that make a difference in the lives of our students they are professionals that do their best no matter the effort who never cease in their relentless pursuit of high quality instruction and social and emotional support for our students and for one another they've also become a faculty who no longer flinches or groans when i say i had this crazy idea for example i might say something like hey guys we're in a pandemic let's build a new way of teaching in just three days no matter the request this staff continually rises to each challenge and blows me away with their excellence for most people in education 2020 has already been the most challenging of our careers but i will tell you this if i have to go through a global pandemic then these are the group of teachers i want to go through it with they are also a community of people who build one another up when times are hard and they provide a level of support and loyalty for one another and for me that i have never equally experienced in my 30 years in education i walk away every day proud to be their partner in irwin school's mission i love you guys exceptional luck is the one that comes from having a family that loves and supports you no matter what even when i tell them i'm going back to school for the umpteenth time a family that understands the long hours and the nights i have to be out and all the takeout food that comes with being the family of the principal but most of all luck is being blessed with the two best children on planet earth and who make me proud to be their mom every single day and a husband of almost 27 years who may say lucy when i have my next hair brained idea but who is also a never-ending font of support encouragement and love jack maddie and henry i love you guys so much thank you for loving me so with my apologies to merriam-webster my own definitions of luck describe a very clear picture my experiences as a member of the east brunswick public schools community is an embarrassment of riches i am by every definition of the word a very lucky woman indeed i thank you again for this honor and for your present both in person and virtually tonight thank you congratulations again to all our honorees before we wrap up i have a few thank yous first did everybody see or out in virtual land we have our program our ad journal put together by paul shone thank you paul and you're with graphic support from diana toto who is a designer like no other our dinner committee ellen shurer trish leduc and alexia deluca our tech team tonight lisa ruggiero marilyn ryan during poliopico mike lasher and the man himself my technical right hand my video producer and so many other things mr john mcmenamin [Applause] special thanks to mike vanilla for giving me the eb mask so i didn't have to come up here wearing a michigan mask even though we couldn't have a dinner ebf is having a catered dinner from steakhouse 85 delivered to all four of our honorees at their houses for them and their family to enjoy and keep the night special so i want to thank everybody for joining us tonight whether you're here or whether you're virtual and for your continued support and allowing us to honor these special people tonight good night you

second second discussion yes um in the reference to the ESI contract that we passed at that meeting I just want to sure that it references the ESI amended contract version number one that we did in fact pass there's no reference to the exact contract that we approved at that meeting sense make I will thank you any further discussion okay Mr Mrs Mr M yes Mr MC yes thank you any call the public anyone on the line okayo you're up to apologize in that because I started to L my voice today so I to not speak too much but I'll be as clear as possible so again today was my first official ASI employee and I want to thank all who contributed and attended my retirement retirement celebration as as so thank you and again it is a great privilege and honor to continue to serve that superintendent of our amazing school and I don't take a single day for granted so I really want to thank the board and my team andana with your idea to cration which is really odd because a lot of times people retire and get rehired and nobody knows or says anything and then by the end when you're done with the they're ready to kick you out the door so this is very special so thank you and again I just we have a lot of calls for celebration so all prka students back on campus today a total enrollment of 637 3K we have 522 students back on campus which is 81% of our kids 115 remain digital also looking at our corts of students of our El students a total of 18 16 returning and two new last year we had 24 so we had a few withdrawals 10 of the ell students are in person and eight are remaining digital students we have a toal of 544 students are in and are digit um just a little isolation room update for you from nurse Moren um last Friday um we had 18 kids total in isolation and we cleared four that were negative for Co and three that were had an alternate diagnosis of either allergies food sinus isol seven times on last Friday 30 total students for isolation since the opening of school today I'm sorry how did you CLE so they either go get a test and they come back and let us know that it was or their doctor they come back with the doctor's um alternate diagnosis which are those so like if SCP throat if you had SCP and you come back with a positive SCP test today we have two staff in isolation quarantine two students were in isolation for today um all others are expired and cleared so we've had a total of 43 staff students in isolation start um I know you've all seen the men i w been time um too much but the updated slides of the P County Health Department are um the only one that changed as we knew it would were the cases over two consecutive weeks went from progress to criteria not met and in all of our meetings uh we talked about how it would USDA me for kids so this came through today as well Trump Administration extends free meals for kids for entire school year through June 30th 2021 so we're really happy about that and we'll be working with service in terms of the applications as that still we still need to collect that for our title purposes ourl usage so this is really good news so this is compared to August of last year through October 22nd so we have Masters you'll see that we've mastered 6,543 skills that's 362 more skills that were mastered last year at this time um in the proficiency skills proficient we have 851 more skills proficient we decrease the skills practiced by 1,3 skills which we want that to happen because we want kids to spend time in the proficiency range and in the mastered range versus just practicing skills that they already know 163 more hours were spent at home and that's calculated by after 4 P.M um after school hours and th 1,973 more hours were done in school which is 2 more hours than we had last year at this time here's a chart that shows our progress and growth on where we are with math and Ela scores and skills mastered so you can see we've spent more time in math than we have in ela um which is typical because it's easier to assign math and have the kids practice those alone where a little different so I have an account my kid so I would suggest if it doesn't cost anything or if it's minimal is to give the rest of the board members and maybe you guys can go in and and see like what you don't know oh we can CU it's eye opening yes it's like and the way it works you know to get to master so let's say you're let's say there's 20 questions and you're you're really rocking it and you missed a couple here and there and then you missed three in a row it drops you back down and now you to get to Mastery level um to get back up it's it's pretty crazy right and that's purpose of the real time Diagnostic and as a reminder this part is information only and if there's items that you want me to put on the bo agenda for future and more detail I can can to our next board meeting and give you some account so you can try them thank you we had some questions about social studies so I wanted to include this information for you you do have hard copies of um ad standards for sixth seventh and eth grade I just did those for the sake of not making copies of 12 standards for you um but you on the report as well that you will have where you can go directly to that link and um you can see where it shows so I included hard copies for you of six seventh and E grade from M so when you go on to the Arizona Department of Education you can see the standards and you can click on standards by grade level that here's standards by gr band so they talk about which ones overlap if you go down there's supporting material there's the implementation guide so all this information is available on ad website so our teachers do refer to ad and the standards for social studies to plan along with that so you can put so along with the ad standards we use the Beyond textbooks curriculum um calendaring so again Beyond textbooks really lets you calendar the standards for the year so this is just a screenshot also of when you go into Beyond textbooks you can click on the grade level and the content that you would like W science and social studies so again this is a screenshot of what sixth grade looks like on the next slide you can also click on the year so this has if you see the six up in the front that's a sixth grade standard and then there's a seventh grade standard and the eighth grade standards as the year progresses I also have the link here and I did um ask Bale to develop a board member link so that you expl it to you but and so this is where I thought it would normally take you to it but anyway this is where I'll get my username is my email address and then you develop a password but it looks very similar to ad where you can click on the grade level on stand National Al virtual Summit so I'm currently serving as President elect of the Arizona Association of Latino administrators and superintendent which is called AAS mrsas received a $10,000 scholarship towards heral program through a in 2018 and she'll complete her program um in a year and she's currently in year four through BR K University but I've been part of a for probably 13 years and um so it really is a a good organization that gives a lot of student scholarships and administrative scholarships for people to continue their education so it's nice that this got to receive that scholarship so she and I attended the 17th annual National viral Sumit National Summit this past weekend it was very rejuvenating and inspiring um so really my two-day retirement I only had one day which was yesterday because Saturday I was on the conference and on Friday so no problem um but again they had a um some really good superintendent superintendent panels great networking opportunity where some of the national superintendents are meeting on Sundays to kind of do a zoom call with each other to discuss um just different support we talked about the implications of remote learning and transition to face tace instruction Hybrid models finding and preparation dealing with Co chaos and concerns which is interesting because nationally the superintendent shared their frustration of how they were really depending on state departments and governors to provide more Direction what schools were to do and so the frustration and the conversations that we had were happening all over the nation because it really did um you know leave some of these very difficult conversations up to superintendence and to governing boards um without in some cases the publication so it was a really good conference for governing board elections ballot so this caused I had a few calls um during the week and um this morning on the confusion of the ballot so I did speak to Matt St today um Greg and I gave him a call um because I we were concerned as to why there was the right candidate line under mrs's name and so being that she is running and contested and no one filed as WR under the two-year term the elections office clarified that the elections department is required by to write in the line under every candidate however if any WR write in under Mrs they will not be counted okay so they want to make sure and um that we make that clear to our community to not write in candidates on you know both areas that they can just write them in under the first section under so again Continental override update so support Continental override committee is on Facebook and there is a nice video there that kind of explains the override that I thought was well done I presented over break at GBS which is the witer association on October 6 which was a great way to inform community members on the great things happening in our school and solicit continued support we also have our very own Ariana vanit who did time for us so that for us and they posted my editorial on Sunday in the paper on the 44 oh okay good so I wrote a letter and that was posted in McMurray um his was in on Wednesday okay nice [Music] and okay upcoming events so um we do have support PTC Chipotle event tomorrow October 13th so please plan to have dinner at Chipotle and we will make sure that you have the Flyers um before you leave today okay we'll make sure you get them so you can order online and support our CTC um we are getting new parent advisory student advisory members so we are um we've calendared meetings for the last week of October with those groups um we also will have our new student to Continental meeting which I find very helpful um to kind of check in with all of our new students to say how's it going are you making friends what you need just an additional way for us to get to know Kids on Campus Fall pictures will be Wednesday October 21st so board members please plan to come for picture day because these are the pictures that go in our school year um the installation project Continental School celebration Plaza and I showed you some of the bricks so stay tuned because more bricks will be sold to support Washington DC trip this year our outdoor musical playground installation uh for preschool and outside Middle School is ready to go you received the instruments we're going to be looking at the E3 Church to help us install preschool and U we're going to get blue steak out here to let us know if we can outside of middle school where we planned so our goal is for install prior to Thanksgiving so we can kind of do a thank you cra and our tax so as a reminder this is not the opportunity for questions or discussion if there are any questions on any information presented or specific questions what just presented pleas that we know we can put it on the agenda for the next meeting thank you and um keep home and stay Al and I just wanted to say I did get a weekend getaway in sanle so there's my granddaughter um at the beach on base and she will be a continental cult in preschool starting on Thursday so she's super excited and um there's another picture of us because we stopped on the way back from San Diego at one of the Lookouts that they had and they had um a boulder where all these animals and scary faces are built into the boulders and you kind of climb in and go in and out so that was my week adventure thank you okay is up thank you um as president MC mentioned Mrs quos is out ill this evening so I have been asked to present her report to you and so welcome back cols ready set sale um as Miss Rico had already mentioned we are very fortunate to have our preschool through eighth graders back on campus those who have chosen that to be back on campus for here um kind of just talks this is the first couple sites you're going to repeat whato had already talked about as well um so out of our 630 students 590 not including prek we have 101 remaining digital Miss Rico's numbers I believe are a little bit more accurate so this was done this was done right before we went on break and then miss Rico's numbers are representing today um as Miss qu was here so that's the discrepancy there uh morning student drop off it's been going very well despite the extra time to do a temperature checks and make sure that we ask that each individual student if they're feeling well that way and having any signs or symptoms of Co um as you could see there were lots of Staff lined up and that's been going really well um my wife and I we were kind of joking this this afternoon about this March our 6th first day of school um this school year and we've actually seen a trend that we just when my team gets all excited because we're able to get all the kids on campus before 8:00 um we had another first day of school and we start over so today it was about 8:12 by the time all of our kids were on campus and then we see after a couple of days the New Comers get into the swing of things and we're able to get that back where everyone's on campus before eight as well as dismissal at the end of the day so the sixth first day of school today um the kiddos weren't gone until about 320 um but we're seeing that get back down to where we actually get it down to like 310 which is a pretty good time so we won't have theth until January yeah J January 4th will Mark the 7th first day of school so we're looking forward to get that one behind us so we're done with first days of school um in in our efforts to improve speed and time and efficiency for our parents and our students having to wait as well as our teachers we did end up adding um a placard if you will that goes in the front so that we can identify a if you're supposed to be picking up a kiddo if you're a continental school but also to help our teachers know exactly who it is so this is our Sammy the Colt model and Carly the Colt demo that has helped us improve our speed and our time on parent pickup um safety procedures and protocols students have been so good at following safety protocols and procedures put in place the areas of the school um so you can kind of see what the typical classroom is looking like going very well all throughout campus the different um playground procedures that are happening and then over here you can see in the cafeteria we actually have the floor Mark where the kids are standing in line there as well um the cafeteria has been kind of dissected and put in groups so they're eating in cohorts so the kids aren't inter mixing and then we've also um reassigned our playgrounds so that the kids are playing in playr intermixing classes with one another so that if there happens to be an outbreak that it is contained within that small group of of students in one class um the staff is hard at work so with Co um there's been an increase in duties and assignments so you can see Mr Ben right here one of our awesome playground monitors he's actually out in between cohorts we have to spray down the fixed equipment um between each use and so that's him out doing that um and just some of the different other things that are going on to make all of our kids safe here they're actually cutting out some of the things for the cafeteria that Mark where the kids are to sit so in their assigned area Okay um this here this is the Eep Pro um many of our staff members and Mrs graos wrote me a text L so I'm going to read it to you on this one um this is a program that our special ed St teachers use to track IEPs for those who qualify for special ed um and she wanted me to share that the sped teachers principal superintendent IT director and the safe clerk attended the training so we are all on the same page with the various ways to utilize um the portal so often times new staff comes in and they're just giving a password to the program but we don't all understand exactly fully utilize the program and so everybody was in that training so we could all be on the same page and use the program to its fullest potential Miss Rico is there anything else you'd like to add on that yeah just that this year due to co it was nice because we were able to pay a fee and have more than one staff member attend the training and be a part of it and it was tailored for Continental employees which is nice because other times the psychologist will go or just one special ed teacher will go to the training anding so it was nice to be able to have that offer for us so that we could all this be on the same page um our wa map Benchmark testing uh we've talked about this in the past this is we're moving away from to a new testing throughout the school year for accountability within the district and so the map is what we've chosen to go with map testing benchmark week one um of October 19th we would like to try to test one grade level our fifth grade actually volunteered today and so they're going to start this week so our fifth grade teacher said let's do it let's get after it and so they're going to be downloading that for us so we're really excited to um kind of use them as a guinea pig if you will so that we could figure out being that it's a new system figure it out before we roll it out to everybody else um and then so our map testing benchmark two is week of December 7th map testing Benchmark 3 is the week of February 15th map testing Benchmark 4 this the week of May 3rd and we will be coming up with a schedule for digital students to come on campus to take the test and we will keep you Our Praise of this and so what that will look like is usually we open the community and then we come in um and be able to take it here where we can oversee that so that we can Count Their data in with as well as we move forward okay uh grade level data digs our grade level data digs meetings will be scheduled after each Benchmark testing what this consists of is the admin team Miss quos myself Miss Rico if she's available where we sit down as well as a lot of our other um like our academic Behavior Support special specialist Mrs romanelli are rean specialist where we can sit down with the teachers look each of their individual students data as well as their class data this is where we're able to use that data to really improve the quality of teaching so we can look at individual students but then as a class as a whole where could we do better where is the whole class need some improvement and by using that information in that manner that's what really pushes learning in the classroom so we're really excited to to use utilize this new system and it's very easy to pull that up where we have that and to present that to teachers um and also one of the big things that we've really pushed in the past couple years is are students owning their own data too and so with this it's going back to the students this is your data how what do we need to work on um Mr a Mr MC you may remember we in the middle school we went to an elementary to student Le parent teacher conferences where the student actually sits down shows the DAT to parents explains the data then explains their plan for improving their numbers um which is really getting that ownership from the students what we're trying to do so everybody is actively working on it and not just the teacher trying to push Improvement but get the students by as well St Steve could class level data be shared with the board after any of these so we could see progress as opposed to just seeing the year end results yes Miss quos I believe usually does do that it's it's just we take sometimes it's May a little bit more generic to protect the child's identity um but the data itself is presented so and I want to reiterate that it's not just at this time that we discuss data because what we really do at this time we're using formative assessment daily from instruction and end assessments and Friday assessments to see where kids are but this time really is focused on plan to have the students progress through their benchmarks um was it successful if not we we need to dig deeper into the student and identify what the problem is and add a different layer oftion needed so we're coning that data but it's nice to have these calendar so we know that we will share and that's AAR of why our Specialists are involved in those data digs as well because a lot of times those further interventions are getting them working one-onone with some of those students I know in the past we've had uh volunteers throughout the community who come in that's where we get that sort of information through these data dat and say this C here slightly backwards let's get them in this program to see if we can that back up and performance so okay um the standard day o Conor Celebration Day um we did participate in that here's some class work that you can see through some of the different classes this a little about Focus but it's really really nicely done that one of our students have done um as well as some writing on it as well um and so that's just a couple examples of the work that some of our students did do throughout campus on that day as we did celebrate goodbye to Mr famous beard so this was a sad day for me because it literally grew on me U but my wife was super excited to see the beard go and for those of you that aren't aware um I hadn't shaved since the Friday before spring break up until we had eighth graders um two weeks ago on campus when the eighth graders came back that's when the beard went away because I made a silly commitment to one of our eighth graders that I wouldn't shave till we came back to school thinking it would be two or three weeks not six months so there you go so goodbye beard and it's good to be back oh you L it so questions any questions thank you sir back to slide [Music] three thanks very much moving on to nine our consent agenda [Music] motion second motion second discussion I just have a question on the um financial report can uh can we get dates on here just to show that it's the fiscal year from July to the end of September whatever the date is if you could just put that on the uh on the annual financial report I'd appreciate it I I I didn't see where indicated date anywhere on there because it's a system generated report all I do is click a button and it runs so that's the actual final SE right agenda right there it does say District financial report as of September 30th okay the document title okay if if you look at the bottom of the page it tells you the date and the time that was actually ran questions Mr yeah Mrs Mr yes Mr and Mr MC yes business second read policyid purchasing procedures discussion coms go ahead you know I think uh looking at our at our history in the past I don't think we really have to have had to make any major purchases like this on behalf of the superintendent by herself and so as I look at this I'm trying to figure out the and and and I really don't I really don't see a need bar being I mean it being from purchasing maybe a bus it comes on sale or something I don't know U but generally we've been pretty quick um and and I think they're really I don't feel too strongly about this about Hing the budget and I think we would benefit from our quick action as a board if there wasn't a case that needed to approve this amount of money where we could receive an email and we can just hop on a zoom and oper it as a board but at this time I really don't see a purpose behind it uh unless I mean I'm willing to hear reason behind it but at this point in time I don't I think it's something that needs on the agenda person okay well this is U this is just a discussion there's no action on it this evening so I'm giving yeah giving you my insight I really don't feel a need that we should proceed forward with the item on theenda action it discussion I think part of it was discussed um last time and um and rarely would it be used and should a special need for then we have to give our 24-hour notice to have a board meeting so it's not just as easy as calling up at 10:00 in the morning saying hey guys we need to buy a $25,000 van or bus or whatever it might be you know that has to wait till the next day and not re relying on our people's judgment on that um could cost us more money I think that's if I understand it right that's what you guys what your thinking is that's that's exactly the the point for this whole discussion um there are times where I will get notifications that um Bluebird has buses that are on sale and it's it's a 24hour thing and if it's an opportunity for us to buy a brand new bus or a newer bus you know I I'd like the opportunity for us to be able to jump on that so that is the the whole reasoning behind asking for this this change in in the budget in the procurement policy I can after back at this and just thinking about it normally our transportation department is pretty good about keeping us updated on any future purchases needed so I still don't we've been really good in communication and so whether it's a bu or it's a b so on so forth I don't think there's a la in communication where this needs to happen it just opens us up for a lot of further stri and Discord I think in the future if there is a purchase in a large amount made that doesn't fit while it's the I was just going to you know I mean obviously you don't have in continental and neither do I corre but superint Rico uh can you recall situations where we missed an opportunity to make a nice purchase because of an inability to get something for board approval no not not in the time that for our district vehicle that we haven't purchased I don't know when how old thect but we have not missed as sir yes if I can so just having been working with FEMA and Irma a lot and going through those courses the only reason I mean uh Sergio had mentioned with transportation usually have a pretty good read on that sort of stuff we don't know when the celles are coming but working on the emergency side usually there are claws in districts that allow like say if there's issue with power and the only thing is our power grids out being able to buy a generator or something of those large expenses um or if there's say an issue with the building that we're able to do that that would be the one of the purposes through the FEMA vermicide where one person having the ability to do that um but that's typically on an emergency basis and I I may be totally off based with that Mr Schubert but so I I'm going to say something that goes against exactly what I'm trying to have approv tonight or have you have a discussion on so but it does it goes totally against what I'm asking what Mr Le is describing would be considered an emergency procurement where we would be able to go out and make a purchase without Bo and then bring it back to the board at the next regularly scheduled meeting for a approval in in a re but they but any emergency procurement would be done like that so if I had to buy a a freezer for the Food Services Department because everything was the freezer was out no parts were available I can't get anybody to fix it and I can get one here in two days so that would be an emergency from care so again like I said goes against exactly everything that I'm asking you to discuss with with situations like that also potentially be reimbursable from the school facilities fund depends it depends okay um there's there's certain things you know you know you mentioned you know um generators and things like that something like that no but if our fire alarm system had gone down overnight we got a lightning strike and it and it fried the circuitry I could go out do any emergency procurement and then get SFP to approve that in yes ma'am so I went and looked at Sunnyside and TUSD and sunyside has about 17,000 students and a budget of about 12 6 million and TUSD has uh 47,000 students and 566 million budget and they have this exact policy right here so I guess I'm thinking you know here we are a school with about 575 students a budget of 7.8 million and yet we are looking at creating policy that authorizes one individual to purchase up to $50,000 outside the approval of the board and yet other school districts and I started to look at AI as well but then I decided that they they all have the same policy so I guess as a small Elementary School District I guess I need you to help me understand why this would be beneficial for our 575 students .8 million budget if you look at some of the more rural school districts that are out there across the state you will find not I wouldn't even say not even half of them have changed the policy to make this just because of being smaller districts rural locations um now granted we don't have the the some of the the issues that they have with trying to get board meetings because we can do we've had 31 since January we've had 31 meetings since January so so I it again this was just brought up as a discussion item um whichever way the board chooses to go with this I'm fine with I just wanted to bring it up as a discussion item to see where the board's thoughts and what they were thinking about a possible change in this whichever way the board decides I'm going to be fine with discussion thank you okay new business approval of our annual financial report year 2020 all right so here we go the annual financial report this is a report that's due to ad by October 15th of every year doesn't matter what date October 15th falls on it's it's a solid October 15th um the first page of the AFR is is just like with the budget is is the um the signature pages as well as the um the total expenditures Pages you can see those total expenditures in the bottom right of your document if you go on to page one page one gives us the revenues that we received from local County state and federal um it also gives us a lump sum of our expenditures so if you will notice um under our maintenance and operation fund we started off the year with a beginning fund B this is cash on hand of 16640 we ended the year at 38617 so that means that we added $2,377 of negative cash into our balance so why would we have negative cash um one of the reasons behind that is you will find in communities that have um a lot of undeveloped property um a lot of Agriculture sometimes those taxes don't get paid every year I'm sure Mr mcon is completely going 100% up on his taxes every year but there are some places some in some communities you know you wouldn't see a payment but maybe once every five years or so so that's why the revenues received don't match what we were actually budgeted for for over the course of the year um is there any questions on the revenue portion of the of the AFR before I move on to the expenditures page um I mean that that was kind of the subject of one of my questions that I posed in my email uh because if if we essentially from revenues to expenses we were $318,000 in expenses over Revenue yes for the fiscal year yes um but yet we were $400,000 under budget for the year so that means we had a 700,000 Miss on projected revenues okay so that's huge so with the revenues we we don't exactly project out Revenue we project out what the state is going to allow us to spend okay and I'm just going to use round numbers for for this scenario so if they tell us that we can budget $7 million wor the year but yet the state and the local and the county governments only collect 6.5 million we are still able to spend up to that 7 million do because that other half million dollar will eventually get to us in fact taxes collect there used to be a fund called six fund 620 which was a soft Capital account Mr I don't know if you were around on the board or not when we had that that that fund was five six years ago okay in my last District I was still getting deposits into that fund from taxes being paid late so it eventually catches us back up and running a cash balance in the negatives within your M account and your capital account are perfectly fine with the state there's no audit issues with it or anything else um it's just one of those things that that happen you know just the the local entities don't collect their tax payments as they were expecting therefore the revenue just doesn't show there as far as the uh as as up to your budgeted amount so the state's kind of guaranteeing that yes deficit yes they're authorizing correct okay and running a negative this this is not a cash-based account um if you remember when we were talking with about the budget all those 500 accounts you know Civic Center um student activities and things like the such those are all cash based accounts those cannot run negative know anything on the revenue portion okay on page two page two is our expenditures broken down by object code and function within M just some highlights to the budget you will see that uh we budgeted in regular Ed instruction which is the 100 1,000 we budgeted 4127 million we spent 3985 million so that was a 15.7% um increase over the previous year where we had spent 3.4 million um another big line is within our food service line which is the 3,000 would be line number nine on your document where we had a 227.50 per increase over the previous year um some other highlights is our instructional staff our 2200 codes we spent 47% less than we did the previous year and then we spent another 28.8% Less in number five which is our school administration um scrolling down further to special ed under our instructional staff we spent 98% less than we did the previous year previous year we spent $ 49,682 and last year we had spent 977 so that's that 98% decrease Pupil Transportation we spent an additional 6.7% over the previous year in our K3 reading program we spent an additional 12.6% and our total expenditures over the previous year were up 12.2% overall are there any questions on the expenditures no any questions on the expenditure portion okay so page 30 of9 is our classroom site fund this is our prop 301 money that goes out to our teachers um as you can see you know I won't go through it line by line because there's nothing spectacular on it but you can see that um our classroom site fund we increased 26.7% over the previous year um the pre the previous year which would have been the 17 17 18 no 18 19 school year we spent $234,000 last year we spent $296,000 page four is our capital and this one kind this this page it breaks it down a little bit more um more in depth um it it breaks it down exactly and I'm looking now at the the middle box it breaks it down over what we budgeted and actually spent on our furniture and Equipment our buildings our vehicles our technology related Hardware so you can see in those C ories themselves we budgeted $290,000 and we spent 232,000 and for all those totals that we spent there none of it was spent in renovation or new construction the assets of the district are as follows under land and improvements we have assets of $286,400 our furniture equipment vehicles and Technology we have a capital assets of 1.4 million for total assets of$ 23.7 million any questions on Capital just sure I've always been intrigued Greg with the introduction of the school facilities fund that you uh you introduced us to you're going to make me reget where where would purchases and reimbursements from that fund show up in our report later on in the packet okay further questions on this portion Sergio anyone so page five of n are our federal and state grants that we received over the course of the Year again there's really not a whole lot of difference from being spent we have a total balance moving over in um our federal state balance of $23,900 that'll carry over into the upcoming school year the next page to answer your question Mr ol go to line 29 29 on your on your page page six of nine that is where you will find any projects dealing with the S coming afrs I like to budget about $10 million in my um building renewal Grant because I want to take as much money of theirs as possible I've only come close to it once and by close I mean three million but for future reference that's where you will find um any sfb funds from from in our next one and I was talking earlier about those 500 funds they're listed on this page as well they are lines 5 through 23 and those are again those are cash balance funds or cash based funds as you can see they are all in deposited which is where they all should be any questions on our other funds that we use you anything nothing okay all right page seven this is where we discuss our bonds on any short-term debt that we have um it also gives the assessed valuations um County approved liabilities Uh current expenditures by category um it one of the things that I that's important to see is that on a $7 million budget we only spent and I'm not 100% sure what the budget was from last year so I'm just rounding to seven but on administrative functioning we only spent $900,000 I mean so that's less than a seventh of that budget um and again using that $7 million as as our budget number from the previous year we did spend over $5 million in the classroom so a good portion of our funding is being making it way into the classroom um teacher salaries also on this on this page you'll notice that um the percentage of teacher pay actually went down and that is just due to teacher turnover when you lose a $55,000 teacher and you gain a $35,000 a year teacher that's that's going to be your your differences on that page so the average teachers salary employed in fy18 was 4,361 and since we have started the doing the teacher increases in 2018 teacher salaries have increased on average 2.6% overall any question questions on bond shortterm debt Serio anything page eight of nine is our gifted and our our sped programs um the top section is just finding where students that we have are gifted and a what grade levels it doesn't break it down by um it doesn't break it down byx or um nationality it's just a blank number you know it's just just a blanket number one or three or whatever it is in that particular grade level and you'll notice that we even keep track of our our students that we have out of the local high schools so those students are also within our gifted numbers as well over on the left is our sped budget um we budgeted $925,000 and we spent 8 3 2,623 on our special need students the bottom right gives us what um what we spend on tuition we have to pay tuition to for high school students every year so last year we spent uh 22924 58 just inition Greg is any of that ever negotiable no no just so coming from a district that actually charge tuition right um basically what it is it's the ADM for a high school student okay so just using again blanket numbers if the ADM for a high school student for a 1 ADM is $5,000 a year okay they will Bill me that $5,000 and that $5,000 70% of it will go into their M fund 20% will go into their Capital fund and the remaining 10% if they have Debt Service which means they have bonds outstanding will go into that fund if they don't have bonds outstanding that remaining 10% will go into their capital budget then what about the the transportation because we're still on the we we still collect theage for taking kids there so is that kind of over and above with the normal tuition would be per student no okay so it's kind of all factored in yes okay any questions on gifted sped and tuition how come we don't have any money for gifted why don't we have money for gifted we don't have truly a gifted program well we have some students in sixth seventh and eth that are gifted we have so we had get additional funding from the state last year was the first time that they had a $10,000 get your gifted program going which is where we ordered our gifted our gifted assessment and we paid to have some teachers train to be able to get the assessment so this year we're in the stage of identifying our students and um I don't we didn't qualify for the GI we didn't qualify for the gifted Grant this year not additional even when you have kids identified they expect you to use your existing budget for classroom supplies for the students so like let's say that as a district we have enough identified gifted students to hire a teacher so then we have to use our money for teer salaries to pay for to teacher so it would be the same for art teer or whatever else we have to them into our budget so those four kids that we have I think there was six two and seventh and one and e or four and E yes yeah so those kids they just um yeah so we do have a plan like we have miss romanell working with the students we have two teachers who have been going to get their courses to get a gifted endorsement the P County students office so they've completed that so now they're certified to be able to service the students so now that we have kids back on campus we're going to be looking at how we're going to service them we know they're there and we know we can Iden had an assessment um an updated assessment in the last years and and the year that we're reporting on we didn't break down our sped funding by um by area as you will see in the uh the sped programming the very first category in that is gifted education so when we're talking sped funding it's it's not only our special needs students but it's also our gifted students as well that are receiving some sort of a service but as far as far as the previous year I couldn't tell you what was spent on gifted versus elll compensatory instruction I can tell you that line six seven and eight we did actually spend zero on because those are high school programs but do any of our students that we pay tuition for are any of them in C that does not go to our AFR that would go to sera's AFR you know we just track the number of gifted students we don't we don't actually spend on our gifted students we give them the tuition and then Ser spends it and they any other questions on page eight Serio anything all right page nine of the AFR this is um um this is just another breakdown of the spending of all funds with the exception of fund 575 and I'd actually have to look to take what 575 is That's How often it gets used 575 is unemployment insurance so this is a breakdown of of all the spending in all of our funds the exception of unemployment and it breaks it down at the bottom with the how much was spent out of that total for federal funds how much was spend out of state and local funds over on the left textbooks how much was spent on textbooks how much was spend on utilities and energy uh see what else we have over on technology which is on the bottom right what we spent in the technology related categories you know technical services repairs uh computers rentals telecommunications technology supplies technology excuse me hardware and software and then the the bigger technology hardware and software as well page nine or the following page is just the summary of everything that we have just gone over it gives you our what our beginning balance was what we received as far as Revenue um any other financing sources and transfer so if we transfer money from M to Capital things like that where that would come from the expenditures the budgeted expenditures the actual expenditures and then the cash balance at the end of the year so Mr you did have a question on debt service can you explain that line number line all right so what Debt Service is is fund 7701 is where we make the payments on our bonds so that'll be whatever interest is due whatever fees are due to the brokerage and everything else we don't write POS for this or the county automatically pays that and sends us a journal now normally that should be a positive number yeah that's my question all the other expenditures are up here are positive numbers and that's a negative half million yes that should be a positive number okay the only way and with just the the amount of time I was able to spend on looking at it today I concluded that most likely over the last four years we have been miscoding that payment we instead of it showing us as making a payment it's showing us receiving the funds one of the things that that I so I do a cash reconciliation every month with the county treasure and it as far as I know in the past it has gone has been a scenario where they upload what we have they upload what the county has and that was their reconciliation when I do my reconciliations with the county treasurer's office I go through and I reconcile all my cash line by line and I reconcile all my revenues line by line and then I reconcile all my expenditures line by line this was not picked up in the audit no yeah how could we have a clean audit no it wasn't okay looks like there's an Excel error in line F 53 yeah right there so it's a reference error so I don't know if it's a circular reference or what it is but Monica could you hold down the control key and then hit the toggle key which is the key to the left of the one it looks like a Spanish so so it's in E so it's in e53 you've got a reference error in there and what's in F go back here sorry yeah if you do the control toggle again it shows you what's behind the cells and then if you could just use the scroll bar and scroll across yeah so there there's there's an error in this in the spreadsheet it looks like no you can do a control toggle and it'll take you back to your original data but there were several others there's a value error up in b33 there's another reference error up there yeah so that's you know the value in line 33 is resulting in I mean it's going right across you've got another reference error up in it's not up other spreadsheets yeah the the linking is off something's not working so to Mr all's point I'm not sure I believe that well what you're saying is that this is a correction of four years of Mis coding service so going back to what I was saying about the cash reconciliations when I go to reconcile that particular fund we have a difference with between the say we have and what the County Treasurer has of 2,350 96 so it's showing me that we have been miscoding it incorrectly because our balance is going the wrong way in that account based on that number roughly five years ago roughly right four years this is this is something that I can get fixed I can fix this but prior to fixing that I need to have a conversation with our Auditors because if I do a $2.3 million journal entry there it's going to raise questions so I want to have the conversation with the Auditors give them my reasoning behind doing this type of a journal entry this we won't see our Auditors until December so I won't be able to correct this specific line until then but you've got to file this by October 15th with the with P County yes yeah I'm going to have to open it back up on my computer because that's where the other documents are because when I when I got the AFR completed I didn't have any of the error the reference errors or the value errors there was nothing in there like that Happ go so if we had coding errors they would be highlighted that's it just blows me away that a $2.3 million amount would not be picked up in an AIT well that again that is between what the district says that we have as far as cash and what the treasurer has as Cash When the Auditors are looking they're looking to make sure that things are coded correctly and since we don't actually do the coding for Bond payments that come straight from the county county sends us the journal and then we just re it so I'm guessing we're when we key it we're keying it backwards instead of a debit it's a at this point your thoughts are to file it as and amend it or you talk to the Auditors first well a correct that issue that is to talk and there's obviously an issue yes we could request an extension from the county on the filing of this report it's a state I mean I feel funny signing this just on that line I mean we're not talking about a small amount of miscoding uh dollars no but you're also talking years worth of I understand that so the reality is it's going to the next three days to dig into this well I I can't fix I can fix it okay I can fix the $2.3 million I just don't feel comfortable fixing it without first talking with over with the audits because a $2.3 million General entry on district has a of 7.5 million it's are you talking about an adjusting entry yes so what it's called we have entries that we that are called fund Bal so when you cannot reconcile to the county treasur you do what's called a fund balance Journal Ury and that just from going back into the past and trying to fix things that if you can't find finding four years worth of Errors is not going to be the easiest thing going back and and looking over the past four years is there a way to file put a note or something like that with it f in this however we are talking to the December about so there there's a process called a 9:15 where I can file an amended version at a later date but I have to get approval from the auditor General's office prior to to fil in the 9:15 and it it has to be on the 915 has to be specific as to what you were changing so with this it would be specifically changing this cell on the AFR and nothing else but our signatures on this document are are assuring its accuracy assuring that right it is other than the the value error that popped up and the reference error the document's accurate if you SC scroll over to the um accounting data line this is all taken straight from our accounting software everything that we expect everything that we received is pulled into this and then it's automatically sent out to the sales there's no manipulation of those numbers from the business office so what if you created a test copy of this just it shouldn't take too long or and make the change that we're talking about what would that look like now I'm not sure what if you change that let's just say auditor here you have permission to change it and you went in you changed it here what would things look like where would things change except on that one what should that number read is that what you're saying it says yeah I think that's a big thing we're talking about the reference numbers and stuff I think that's pretty simple things but the cumulative is it what what did you say it was Mr schuber at 2.3 million yes 2.3 million out of a $7 million budget it's about 32% of our budget that we out of Deb service yes and my problem on this GRE is that you're you're saying that everything in here is accurate and and but you're also saying that this entry on the debt service line is to correct four years of improper coding so that's not okay so you you've confused what I've said let me go back what you have is you have a reference error in two spots and they are both under budgeted expenditures that means that from last year's budget the budget in those numbers did not pull over so that those two references are actually irrelevant but we did because hold on hold on because those two those two numbers are just what we said this is what we're going to spend it has nothing to do with the final calculation but this is an this is an annual financial report for the 19 to 20 school year school year we did not have a negative half million dollar of debt service costs in that fiscal year I understand that so that's incorrect so going back to what I said the information I haven't changed anything from what was spent last year okay what is in the system is being done last year is a negative 558,000 okay I can go through I can look to see if I can find the journals where it was done I found four payments that was made last year that does not equal that amount so it's it it would take more time than than I I I don't know how much time it would take me to find the so I just want to make sure understand this then for the last four years this organization has been operating with inaccurate financial data as far as the debt service is concerned I can agree 100% with that okay and so right now we have about a 31% Debt Service to to budget about a 31% unreconcile unreconcilable balance we within our cash balance yes okay and so what you're suggesting is an adjusting entry after submission of this report and collaboration with our auditor correct I think we need to go to the auditor general now over a coding error over I'm not sure it's a coding error you're telling me you can't find not just a Cod here then again I was only able to spend about three hours on looking for it today right and and you're the new guy and so in all fairness I'm not using it that's not well I'm using it because you are the new guy I mean this is like getting dropped in a couple of months ago and now finding out you've got a a $2.3 million error and for four years the financial documents of this organization have been incorrect that's a pretty big deal that's a that is our financial documents have been incorrect that's a really big deal and now we're being asked to sign this report where you know what my position is I know 100% you know where I'm coming from I can't sign this I legally can't sign this so what I am saying is we get this signed get it in by the deadline once I can talk with the Auditors and we're able to get this fixed I can file the 9:15 letter with the attorney or the auditor General's office and we are able to correct what we have sign what we can sign tonight what happens if this doesn't get in on the 15th of October it becomes an audit fin okay is the school fined or anything we may make the newspap it needs to be correct but it has been for four years and so I think we you know that's that's a that's a big deal and thanks for finding it um I just feel bad for having to defend it no you don't we appreciate you taking care of it we're just trying to figure out the best route to take to do it yeah cuz I remember when we first met you went through the budget and it was like you knew was a trainer and obviously that's proved out to be true that's why I asked if there's some way to if you have to submit it and say we're submitting this however we have noted this waiting for the Auditors of December to discuss this with the Auditors tomorrow as say we got two days is there anything we can maybe they' say you know what this is what an acknowledgement that there are issues here we have that are incorrect numbers obviously and large large amount um what's the next step we need to take to make this not only correct it but to beIN our come back on 15 on 9th of November right and this is due the 15th October the 15th of October oh so we're jumping well I personally I I need to see I need toate I understand that understand theine it's got how big of a deal is it to be noted on the a that we missed the date you know a good audit okay if you talk with your Auditors a good audit you should have maybe 20 to 25 findings within your audit okay um this is finding that we can easily avoid because this will end up becoming and it won't be in this audit that we have starting in November it will be the next AIT that we have no no no it would be but the finding would be that we held off on the report the audit finding would be failed to submit annual financial report the time I wouldn't have a problem okay well entertain that first of all are there any more questions no so I just wanted to make one more statement before you guys go on I'm presenting this to you as I got it okay so I'm just trying to I'm I'm not here to to defend or bech or anything else people that came here before me but the facts are what the facts are so our our confidence though I speak for myself that are extremely high with you with your knowledge and ability to especially having to swallow something this big in the short period of time um this is hopefully dealing problem on Flor so we potentially want to you think two days you can find some anwers to this or what's what's the reality of this so here's the reality in within within an hour I can go through make adjustments without research and just blindly make that a positive $558,000 I can do that within 20 minutes I can do that but it doesn't go back to the point of actually being able to do the research or anything else it is is two days enough to get the research done like I said I I spent about three hours on it and I could up with that the number that that's there you know there's other smaller amounts all within the um The Debt Service account you know there's a $20 here $50 here I was looking at the four big things is what I was looking at and I couldn't come up with the number so are you um and correct me if I'm not saying this correctly thinking that 15th is Thursday afternoon we can have some sort of answer on the proper to take whether it is fil with some paperwork here's what I can say I can make that number whatever you want it to be [Music] with you know I can okay so but I I can take that 55875 and make it a POS $ 55875 I can do that within a matter 20 minutes but to know exactly what the issue was I don't know if I can get you that within two days and not just being honest with you so this is kind of like saying my my checkbook doesn't reconcile with the bank so dog on it I'm just going to going to add or subtract whatever I need to make it look the same as the bank and I'll figure out later and that's good until my husband writes a check as now good so I mean doing an adjusting entry no is is um so I I can I I will I'll say this there are other funds that are the cash based funds okay we'll take like Student Activities as an example okay and I don't know what the clubs are right off the top of my head but chess club may be off with the county by $20 robotics may be over by $40 but when you add up the sum what's in Student Activities is equal to Student Activities so yes there's going to be an adjusting General entry and Student Activities so that what the county says is in chess club is exactly what I say is a chess club so we've got those throughout our cash that need to be as well Mr chair I got a question is are good I'm just trying to get a feel for the body just basically why would we want to avoid an amendment at a future date if a deadline say you can't meet the deadline for Friday he spoke about I mean Thursday he spoke about filing an AM after the fact is there a reason why we would not want to do that are there any negatives to that I I think we do it all the time in fin the finance world even in our taxes we we have an issue you always have I I see what you're saying but the reality is is that when that document is submitted to the state with our signatures on it um it needs to be correct in my mind and and personally just I if we have an audit finding down the road and we know that it was there because we wanted to make sure things were done correctly then so be it so we can't me the net line if we can't the deadine once again I mean we're going to try obious I'm say try Let It Go through the dead what can you do but maybe but I guess my point with the question earlier was we have unfortunately we have basically two work days to figure out if there are options available to do so whether that is to file it with additional paperwork that that addresses the issue or talking to the Auditors and say what you know I don't maybe it's not certainly it doesn't sound like enough time to get it done I get that but there's no harm in trying to I'm trying to take that that road as far the the document needs to be accurate certainly with my signature and I'm fairly certain everyone's in agreement here that's the case so I absolutely have no problem in accepting the atic criticism that we failed to meet a deadline to file annual financial report and I'll be happy to explain why I AG okay there any more questions before we uh entertain a motion to do whatever okay I have a motion please I don't think there is a motion unless it's to table us until Wednesday have another meeting Wednesday or Thursday to figure it out potential meeting it's a we're supposed to approve the annual financial report we're not doing that to gets I think it's worth a couple days to try and figure out what our options are and I would think that we could U meeting afterno sometime and maybe um everything will fall in line and we'll be set at least we have yeah exactly need make with that in mind I'll entertain a motion to continue this until Thursday meeting second motion second discussion [Music] Mr Mr hi Mr hi Mr yes Mr MCG yes um so we will continue this um you set yeah you want to set a time while we're here well one o00 work because usually has to be submitted by 5m sub by 5:00 p.m it has to have at least three board member signatures it's to too late no I can do two two on for me is okay for Thursday but I have a long me that morning so at least we [Music] need motion passes to to continue this thank you thank you uh where were we to 2021 school calendar and here you just had to update the calendar the days have not changed of instruction to to I move to accept the revision to 2021 school calendar second motion a second discussion Mr Ado Mr Mr yes Mr yes Mr M uh yes motion passes thank you Civic Civic Club trip to DC we're asking for a motion to approve the Civic trip to DC this year so we are going to hopefully get our kids onard and offer our students as well I'd like to see a presentation by what okay I'll entertain a motion for I I move to approve the civp to Washington DC motion a second discussion the discussion I have is the U question I have is the high school kids uh seems to me I don't know eth graders and high school kids is that is that a good Mi we would a whole different sort of world we would definitely be something new that we have to work through but I think Club is the company that we use is extremely diligent and Vigilant about watching the kids not mixing students go with our recommendations so I'm not real concerned about that the fing and being able to stud Mr on they are no longer our students so we cannot use tax credit money for students you know I don't know the definition of that because we're paying their tuition at the high school and their transportation so how are they not our students because they are now actually registered at uh high school they are not registered students can you do a pass through through one of the foundations or the school to that taxed money I can't do it unless except for I think that needs to be investigate because I have a lot of money in that and my family does as well as well as other families from last year had no fault of themselves um I'm not bling this but it maybe my argument doesn't have a thing there's got to be a way around so let me ask you this son or daughter son son would your son be willing to go to Washington DC as a CH I suppose I don't then I have no issue in paying for chaperon out of money that already that's cool like [Laughter] 15 he's a very mature 15y old the one thought like is if we do do that is we talk to um Chris Walsh who is the guy with americ um he's amazing and wonderful is putting our high school chaperon on a different bus um so we're keeping the high schoolers away from the eighth graders different week maybe or I know we get away with that on a different floor of the hotel um they do have she she's been with us for a few years um yeah this amazing wonderful lady who in the hallways at night she is wonderful she has no issue telling you to get in your room whether you are a child or an adult um my husband has been yelled at by her before for trying to go out to go get ice ice out of the ice machine and she told me to get back in my room she um we had last year no two years ago I'm sorry one of our boys room was a little rambunctious and she walked into that room and made them clean it and they had to scrub the room because they decided to get into a little bit of a food fight um so she would definitely she's on it and Chris always has somebody who is who's on it who would keep them separate from the other kids they're not allowed to me go into each other's rooms or anything like that so do we need five or her yeah she she's amazing so that that's part of the company's job is they actually and we've gone on trips where our numbers were lower and we were combined with other schools at the same time and that's this is what he does for a company right so he he works that out every time that I've been and I've been four times like we go on a uh cruise down the pic um on a boat and there's always another school school on there with us and it's just Cost of doing business to do that they have the proper chaperon um they've got the proper Transportation we've had groups that are so large that have to take two buses anyway and that's all his headache and he takes care of that and we just have to tell him kind of what our guidelines are and what our expectations would be and then he works that out with the hotel with Transportation with airfare and so that would all be stuff that um we definitely as chrisy has said work with Chris who's been American Civics has been working with the school for who knows how long long well before I've been here and I've been here 13 years so um that's how long he's had our contract Christina you may know more to that than I do but um every year we put it out to bid as per law to to three different groups his numbers are right in there and and what he the quality of product that he provides is really good as well as the supervision that we get from his company as well um we've had kids get sick and he literally he takes them to to um he has a nurse on staff who deals there one time we had the avoc Kido go to the hospital he accompanies them takes care of everything um and got them right back in with the trip with us um once the issues were taken care of so that's kind of little background on the American Civics and the organization that kind of clears up some of those concerns that we may have by doing that but yes it is so you've already talked about this potential of lar no we haven't gone on with that was something new after we initially talked to Chris to get his bid on our trip so if that is something that admin and everyone decides to go forward with um then yes we will need to discuss it with him and finalize all of those details with him um the first payment of the deposit is due I think it's the first week of November so we'd have to kind of figure this out and get that going now because we're going to have to do new deposits for everybody and all that so it's something we're going to really have to sit down and discuss and finalize so I can get to Chris by the end of the week and let him know and discuss anything with what we do know is that he has had the same time we've been there he's had high school groups at the same time in the same Hotel using the same Transportation stuff as our district with our middle schoolers so he's been able to juggle that before it would just look different for us because we've never seen our high schoolers there at the same time as our middle schoolers but he is able to to do that and accommodate that so there's thousands of kids there at a time if they want to get in trouble they can and we we have and I I will say we have an amazing rap sheet with the company he loves having us come back because our kids are so well behaved and you're absolutely right you're in a huge City in a hotel room there's lots of opportun our kids have done amazing uh year in and year out um which has made it feasible for us to continue to go um and it's it's a Once in a-lifetime opportunity I know I've talked to Mr mcgibbon about every year we have you know anywhere from 5 to 10 kids that have never been on an airplane and probably six or seven of those have never been out of the state of Arizona um and so we have opportunities every single year where you're not just talking the enrichment of learning about our country our founding fathers uh government how it works the In-N-Out um The History of the United States um but just the mere travel and getting experience life from a perspective that some of them because of financial restraints haven't been able to to have I've seen that I know Christina's been on some trips and we to see kids that you know eating in the Hard Rock Cafe was one of the biggest we've asked kids what's the best thing you ever did the Hard Rock Cafe really out of everything we did because they never eat out so this is an opportunity where just those things that we take for granted that have had a chance to travel there's a a lot of benefits to be given um from from going to Washington DC which if we could make that happen for the kids that worked for it and earned that last year because of the pandemic if we can make that happen that'd be really awesome and I think Chris would respect that I think we have to make it happen so we have to find a solution for this those kids need to go that comes down to Mr Schubert so we'll give him a couple days before we hit him with this again just want to reiterate if they are not my students I cannot use tax credit money on them if they are going a Sheron that is perfect there's nothing that says that I cannot spend the tax credit money on the Sheron so I do know that chaperon um are like $200 more than what a student cost is so we will have to talk to Chris and discuss it and tell him we need to do see if he'll take that $200 off for the kiddos um we will figure this out a this will [Music] happen sure weon have that's great cuz we're going to need it sh for this year we're already two months behind in our fund lots of bricks well on part of it we didn't get a 100% refund last year either right so well I don't know how that's going to affect so that's that's something that we'll sit down with Greg and with admin and um with Chris and get those dis go get those done but we'll wait until after Thursday maybe we'll sit down Friday or Monday and a lot of it comes down to we start to have these these kiddos that are now gone that are in high school they also have other lives and other things going on and this is not dates that they have pre-planned I anticipate that many of them probably will not be going um even given that opportunity they would have to miss school so because they would be they would be missing school and it wouldn't necessarily be approved because it's not through their school so there's you know they may be in sports at the end of the school year and it wouldn't be excused where here Middle School our league adjust the sports to accommodate all of our schools that go to Washington DC We End sports and so high schoolers will have to make that really tough decision um and so I do not anticipate that we would I don't how many did we have Christina last year do you remember I don't remember scheduled I want to say it was well over 40 it's usually about 50ish um Steve you might know better yeah it was in the high it was usually High 40s low 50s yeah so high 40s low 50s I honestly do not see anywhere close to that many just because of the commitments that high schoolers are involved with well I just want to say when I was here at the my trip was a camping trip to M London so in the van that we currently in the van that we're [Laughter] still all 12 of us did you have to push it back there I'm sorry I the V we got to get this one done thank you Mr Mr he will donate the first Mrs K hi Mr Mr and Mr M absolutely let's do this thank you thank you okay board school events so they're LED there the only change is we do have we did have open house schedu for October 21st we are not going to do that we are looking at moving it to November or early December so that we just got stud back on campus a chance to get up get work for teachers to see um also I just want to say that November plan for a busy board member because we would like to our somehow our teachers be recognized for our Awards we do have years of service recognitions that we put on hold at the end of last year due to school closure so we really would like to bring those teachers in so uming to information um just two thoughts one is on that I mean what about on those days is starting a little earlier and having an outside for the cult recognition and stuff just as a thought so you know whether it's the driveby or by the flag pole spaced out or something like that we've all we've also talked about with the uh the committee that is over the PBS committee that's kind of over that there has been discussion about um starting that up and doing that but instead of doing a schoolwide assembly doing it in the classroom itself so the class still recognizes and then either a we just recognize and read their names off for the time being um at the board meeting or B we do a accumulation like at the end of the school year where we make a big celebration of it like in the cafeteria of the gym and all those that are recognized would come and get their t-shirt at that time so that committee has been talking about ways to make it work if you will but still give the students the the recognition and the and the Kudos that they deserve for their hard work and efforts and remember in our conversations of discussing um schools that really are doing well and doing better and minimizing the classroom interruptions for the students during the day so we really are trying to be of that and I think when we have them here in the board meeting this evening gives them the really looking at try to minimize theom interruptions and not having kinderg have to sit first second and third grade so just kind of getting them in and out so we'll be working on that and the second thing would just be some comments from the community and it's kind of on both sides of the fence is why are we the only School in P County that's open not doing the staggered schedule the hybrid version and the handful that I've talked to it's both sides of the fence 50/50 so I don't want to get into either side I thr that out and just to respond to that in terms of our class sizes that's where I say we're very fortunate that we have smaller class sizes and that we are able to fit all of our kids in a classroom 6 apart or socially disted had 32 kids in the class or 30 kids in the classroom we would be forced to go into a hybrid model with 15 at a time coming in so I think again our team has done a really good job at our classrooms are larger than a lot of other schools where they really can't even fit 24 to 26 kids in the classroom so that's typically been my response to parents who have asked okay if we had more students we would have been forced to go into h and it worked out that the students are willing to be home those 115 kids had all of the kids decided to come back we would be in hybrid right now so we're able to make it work out I also wanted to just add real quick just the P that we've gotten that we've received I don't know if you saw this on gbr now but Mr P wrote Val's little school with a big heart still going strong after 100 plus years and this question came up in the presentation Mr a on the GU and whether we still had the everen shrubs in our area and I said I would ask Mr MC I don't knowbody he called me that's the original rubber tree plant that was planted way back when do we still have any so this guy is trying to find one to donate to the school his name is David um because he thought it would be kind of will tie in see if I can up some okay and also if you haven't seen also in our home house and life is the article about our um our little Continental School celebration Plaza little school with a big heart that's going to be put up there in the front with the so I mean we've had a lot of really good Med so it's exciting we on the I went toool juster and Wednesday's paper they they they posted an editorial from Mr B oh okay and then I had one that was posted um yesterday or yeah yesterday nice still thank you I appreciate all the positive publicity that we can continue to do to spread the good word of was the white yeah the only comment I have is uh I read a pretty sizable article that four PE County Schools were designated 8 plus um just recently two of which were elementary schools in the S School District I would only say let's challenge ourselves our Administration our staff that Continental is one of those as soon as we can possibly get it there she went through the process the evaluation so she knows exactly what they're looking for and to start writing up but one of the things is that the principal has to have been the Principal for three years so once we get her to her Mark we'll definitely be well just welcome back and um that you know I hope that you can find a solution for the Civics Club trip as a former Washington DC liver I used to love to see the kids come to DC and you believe it those kids no they're so well behaved they so well behaved so anything anything we can do to help just let us know Mr Serio yeah hey um you know I'm super bomed out that I'm not there person um this is my last school board meeting and it's been a wonderful wonderful phenomenal four years at Continental as one of your school board members and it's been a true honor to know come a long way why won you be here November and December sir you have two more meetings don't be trying to off s it so fast what do you mean you're on until the end of the school year the end of the calendar year December so you're you have November December October November December board meetings you might want to save that speech November 4 no sorry DEC 31st we just strike that from December 31st so save your speech what the heck you have to cancel that vacation exactly oh my Lord November not on the N not yet I Ric we uh we had a nice party to honor your service to Continental and and we thought it was very appropriate as a board that not only your service to cond but 30 years of amazing service to kids all over Southern Arizona that's something to be very very proud of and we're proud of you and we want to thank you it says in recognition of 30 years of educational Excellence presented by the governing board scho distri thank you conrat thank you amaz very proud thank you thank you appreciate it appreciate you all very very much very nice thank you and Steve will give you the batteries okay good thank you thank you this okay thank you so very much really appreciate you no I'm put up in my off [Music] thank you thank you very much thank you okay with that um we need toess yes I put off recessed want to take some okay

i guess roughly is what we expect for good things about the van we have currently people said everybody wants us to drive it yes questions anybody and everybody got that any thoughts about the advertising for bus drivers did you see that yeah one thing i did i did not put down i i forgot to mention this talking to doug ford it takes about oh 70 to get a cdl so it's very very minimal to pay if we look to pay for somebody to get a cdl you have a cdl the written test part there's four sections if i'm not mistaken four or five sections and then you have to do the actual driving test so um it would be terrific if we could find if we could find two bus drivers we'd be thrilled to death it would help us a lot so nice workshop yeah thank you i think that's it unless you have any questions board member reports real real quick before board members i'm going to go ahead and administrators and directors will probably switch out of their screen they'll still be available if needed by phone if we needed to call them we wanted to kind of do a test to see if we were able to do this and we were so administrative directors thank you again they will be available by phone if we need to call so stay microphones guys [Music] okay any more member items so i was brainstorming a little bit and i was talking to dave tonight at the beginning since we didn't get drive for one have we entertained doing what everybody else is doing and trying to sell pictures of our fans and put them in the stands for basketball or sporting events and try to do things like that to help with social distancing when they come to basketball games for the gym you can put little cardboard cutouts or something i don't know what they do but it's just an idea that dave and i were spitballing somebody else is doing that huh somebody else has done it well in the pros everybody has it in the stands they got stuff and then you could sell advertising like if you didn't want a section you could sell a banner that you could put over the seats that you don't want people to sit in and separate people based on advertising and actually make money you could sell pictures of people they could want to be in the stands so they could always be there kind of thing maybe grandmas or grandpas kind of you know make it whatever it was just a gimmick thing but a fundraising thing to try to help with making social distancing easier and somehow make some money that we don't otherwise have just an idea spitball around [Music] that helped for other things but i mean you can help we're not getting the people in the stands and you won't for a lot of that stuff and i think i've even mentioned today the possibility of doing a spring drive one because hopefully things do get better and maybe we can do it drive one you know that up to four in april if if we can do something maybe you know if we talk with the pro bonnie and yeah and deal and deal with the ford is that the national thing that they can't i guess i would be hopeful that they would look to adjust that based on um the situation we're in so yeah probably depends on how many cars they spend yeah i don't know how the you know car business seems to be booming so i'm not sure otherwise but anyway good idea just an idea okay okay audit report yes yes jared gilmore phillips uh apparently this year uh she sent out an electronic copy today you've got a facebook copy in front of you uh at the end of the night we're going to pick up the paper copies though uh we've got one error today we've got today it was a date thing we got it fixed it's been taken care of with the electronic version and it's sent out to everybody but the paper versions have not been updated so let's get past the letter that's in there and dive right into the audio page one the first paragraph talks about what we audited bmw 244 as of june 30 2020.

motion miss stevens second second mr palm any questions does anyone need to abstain is everyone here this uh miss mussen has to stain anyone else all right yes yes [Music] any questions yes also yes stevens yes yes yes number seven personal resolutions middle and elementary approval of can i get a motion motion [Music] let me just i guess all of these um even in the last one um all these like leaves of absences resignation or those holy related because they're not like our people taking these leaves because [Music] you know between the two um because you got you got your your childcare leaves you got your coated leaves you got your temporary then you have your leaves for um medical and then you have your leaves for maternity so there's five or six different types of leaves that are here and then you have your own knees now as far as as far as people uh if someone needed to call in sick for a day or they're on leaves do we have enough personnel or substitutes to cover for any of these people have been people coming in yeah what we did at the start of this is we hired 14 14 building-based subs so we have 14 subs every day that are unassigned for the sole purpose of anticipating not either not having stuff or us sending people home so we started that from day one so we've been able to cover everything so far um and we really haven't had too many issues i mean we've had an issue a spot issue here or there but we really haven't had you know um a huge issue with with covering classes we also have two teachers in our classroom so you know we've you know been able to even in the high school i mean the high school is the only place where we don't have that account right but they've also they have the most building based subs i think i need to give them a total of five okay can i get a roll call any other questions can i get a roll call is the offering yes approves the resolutions as outlined in education resolutions under district and high school 8.2 and 8.3 can i get a motion promotion is stephen's second any questions or comments i think that's nice that the uh the community outreach with the with the art program i think i think it really does look uh make the town really nice on them i'm glad they're still continuing that hearing no other questions or comments can i get a vocal yeah yes yes [Music] i won in policy resolutions under district in high school 9.2 and 9.3 i get it mr bong can you sign up any questions um other questions is our memorandum of understanding is that has anything changed other than the year the big change for last year was relatively the same okay the big changes last year were about access [Music] yes bob yes yes yes stevens yes mrs yes yes on [Music] uh i had a question about the [Music] on special services because we weren't able to finish the work last year and so we revised some of the things that weren't able to be done any other questions can i get a vocal poetry yes mr bob yes yes yes mr stevens yes mr zamora yes yes number 11 uh resolve the boundary board of education approves the resolutions as outlined in financial resolution 11.2 through 11.6 can i get a motion motion can i get a second second mr bell any questions um what is this is sending the resolution what's going on with that oh yeah um and i want to thank america's best contact in my glasses for donating eye exams and a pair of glasses that's awesome question about that it says for high school is that the eyeglasses that particular program is for the high school however through the um food bank where they have to secure glasses for students at the elementary level hearing no other questions or comments can i get a vocal trait yes yes yes yes yes all right i guess at this time it's to discuss what dr gallagher had brought up what are your thoughts feelings about changing what we have in place currently time frame wise considerations i don't think it makes sense to change anything in that present because it took a lot of work to get well for our staff to our children families to adjust to this new schedule and to throw that out the door and restart this year i think will create a lot of havoc with families i mean i think we should continue to continue to consider it but i think it's a little soon i i think i think my biggest fear is that when i look at all these different leaves that if we were to go to a full day um that we would get more people i mean i don't know how that would affect bringing your kid to school here or other daycare issues or so i mean that's my biggest fear is that if we go to the full day at this point that we may run into not having enough staff to fully staff i mean i'm also concerned about the news that a lot of kids are logging in and staying in online and it's incredibly difficult to be in front of the computer for how many hours as it is already so the half day seems really intense um to lengthen it i don't know it's gonna make the education for our kids better if they're not hanging in with with the amount of hours that we're doing right now what has the feedback been from an administration has there been any feedback as far as that their thoughts on well i mean quite frankly you know from administrative standpoint you know none of us we have so many renditions of schedules you know we had you know probably three or four different um schedules laid out just as possibilities before we even started all this um i think right now four weeks in we're probably just getting our feed on drugs from an administrative standpoint from a teacher's standpoint standpoint from a family standpoint to get into a um um i think changing that right now would probably not be the the smartest thing in the world to do um but what i would say at this point in time is exactly what i said in my own is we need more time we need we need another four weeks of data because again like i said in the opening you know four weeks in you've got 16 schools and 50 cases throughout the state you know that's only four weeks and for some school districts it may be a little longer some others shorter um you know we've all read a bunch of schools closing starting to kind of you don't really hear about it is opening so you know i think we've been we've been in a good spot um we've opened we've stayed home we've had no no spread or cases caused by us being woman we've had some cases due to things outside of our control over outside of our buildings um that continues in the moment we all know that so um again our flu season's coming upon us we all know they're very similar um it's going to be very hard to decipher who has the flu versus who has coded um i really like to get into you know a little bit more into the flu season and four weeks looks like and be able to give you a better prediction of what i think is the best move or the health of everybody um i don't feel confident that i can do that right now i really think that the smart smart decision right now is to wait um i can tell you this if you tell me that you want to go to a full day of schedule it's done if you tell me to go full it's right so that's problem number one problem number two is if you don't have enough stats to open you're back to full version so and i think right now i think our community is is happy with what we have um not hearing complaints we just did our first survey and the you know looking back at our communication has been great it's been well received um all of the data back from appearances has been great um [Music] um in regards to what we're doing um you know there's always things to improve on obviously i mean there's some things in there that are legitimate concerns that the parents are bringing that we should be looking after approved um but overall i think you know we're doing a good job so that would be that would be my my thoughts on them are we aiming what's what's the end of the march november so your elementary schedule from pre-k to six doesn't end until after thanksgiving where your middle aged i think the first survey was talking about the first marking period i might know what i plan on doing but for my kids i knew i couldn't do anything until the next marching period so all right versus staying virtual and see if we can accommodate that at the end of the first period we can't accommodate that that becomes a different discussion because again i think they think if and clips out right [Music] right we can't accommodate that right the problem is you know one of the things we talked about internally is well why don't we just do a lot well you can't eat that state's never gonna let us do a lot right so you're gonna have to take them all so if we go and say okay this is the slippery slope so once we do it once you have that and now your relying on kids to be in monday through friday who are now going over in monday through friday whether it's [Music] however you want to play that you can do that but you have to understand you're about to upset the current schedule you have to some degree to accommodate the requests that you have so again i think i think you have to increase those who gather the data because david drives your decisions you have to have that in front of you again these are hypotheticals there may be an enormous amount of parents who are very happy with your children and you don't find a person as long as you're staying at that right because it's just it just may not be something that you know they've already made accommodations to whatever they needed to do or what they've done can't they they have the accommodations for the other half so [Music] in the middle of november we can't really forecast a month now what cody's going to be doing you may have less parents wanting to be in person and flipping the other way because of flu season and fear or whatever something but yes at some point if it gets to the point where we have you know more people wanting to opt back in then that definitely changes it all around well and also think you have to you have to hope right you gotta hope at some point somebody's gonna say okay time to get back if that's january if it's february at some point in time the hope has to be let's get back tomorrow well again i i don't know i don't have a crystal ball so again i just don't know when that's going to be or what that's going to look like but the hope has to be at some point in time somebody says we have to get back to normal right so yeah that's the hope but in the meantime you have to wait and look at the data and say what's in the best interest of everybody's health and safety and move slowly through that listen i don't want to rush into anything and then backtrack right right you guys think any of this is is really up to us as a board i think we have to survey the parents i survey the teachers we have to see we can't do anything as a as an opinion this has to be fact data driven 100 we have to know if we go full day who's pulling their kid out who's putting their kid in what those numbers it has to be done by the numbers how who's comfortable and who's not and especially like you said with the teachers the teachers say that they're not coming in we're then we're stuck then there's there's no decision at all yeah and we have to know what every side thinks and again i think you know going through what we went through the summer and the discussions that we've had you know um you know i think and then the number of requests we received over the summer you know that would be a concern for me you know that would definitely be a genuine return when do we start um when would you want to start sending out surveys to get an idea of what person is possibly thinking yeah i would do it probably i may not do it this week but i would definitely do it next week um you know i would i would like to purchase that data probably sometime this month probably before our next board meeting get you get you some facts and figures in terms of at least knowing how many movements you've had by grade and then knowing how many how many parents would like to change to [Music] um i think you know we have to put out what it's going to be and i think right now for me my suggestion to you is [Music] [Applause] um well um i haven't had a chance to dive into um some reports on that and get back to you on that i know i know as [Music] teacher and is children virtually it's it's miserable well we we made the decisions that we did what kind of is it [Music] want to sum everything up so we're all on the same page um you're going to find out how many movement seats we have for a grade level and then we're going to send out a survey this week to virtual parents um asking them again an option our ethnic schedule if they would like to go from virtual to first correct are you also going to send it to the in-person parents to see if they want to go to virtual just in case there may be a few i mean i don't know yeah so i mean we can always do that i don't i'm just thinking if we need the seats you might catch one or two that could help i don't know i'm just leaving from an administrative standpoint we already know who's in um to try and rebuild rosters would [Music] and we're trying to do something a little bit smoother [Music] you're not going to see much i think if we went to full day it would be more there might be people going the other direction listen i agree with you i think we went both right right i think yeah yeah yeah um but again i think the problem with that you know we stayed a half day that's really the question is how many want to come in for the head that i don't think anybody's going to go out for the hand yeah so you know it's just a question how many want to come in and how many seats do we have and does it does it throw the app park so far off that we have to you know come up creatively with an ap week schedule schedule or yeah all right i just had something about the report you sent you know with the uh you know the feedback that we had gotten um there were two things that seemed to be repeating i guess uh the drop off um there were people saying that there were some issues of people outside you know kind of clumping together without masses and stuff like that is that pervasive or is that just like is that just at the very beginning i mean has it improved as time has gone answer that i by know i honestly don't know i don't yeah i'm not sure one building several buildings i mean i haven't witnessed it um i know that we've marked it out pretty well um i think i've been pretty clear with the principles that if people are doing that and it's not on our property we can't do anything about it if it's not a property we can but if it's not on our property now is there someone outside of each building yes um the other thing that seemed to come up a bunch was the dojo issue numerous i guess comments about dojo so what's what's going on with dojo yeah we're not using we're using google classroom yes but there's there's a way for you to set it up that you're sending money yeah yeah no no i use google classroom i'm just saying if you sent that to my husband he would never read it because he doesn't know but i looked at the survey with communication and actually i was surprised at how many people said they wanted the high school emails have said a lot of really nice and informative emails like detailing what they're doing in the class what's coming up and that's been really nice yeah those are not the emails audiences [Music] i must say the when you get down to the bottom i was pleasantly surprised with the positivity of the communication from the different parents yeah it just says how would you prefer to receive communications and 84 actually said email which kind of goes in line with google classroom anyway correct i was surprised by that because but it's right there well but i think part of that is with um i do it twice but that's me so there's a there's a functioning google classroom that is not email like no it's even but yeah there's a translation function translation it's definitely a transition you know well and again you know we have to concentrate on what platforms we're using and our expectation is that we're using google classroom we have to get proficient at google classroom okay any other questions or comments i i have a comment for google classroom i have a fine from the library from last year they sent notices to my son's [Music] it [Music] is like they tried numerous times to contact him and i don't i didn't check his geniuses too though [Music] coming to google to my my kids account and i didn't know and i'm missing a lot of things because my own my concern with the google because i i never had to use it i never used studio i now i actually both um i use my google classroom to communicate with my students and i use dojo to communicate with conflict because i don't have any email addresses for parents unless they get in touch with me and ask me to link them so i mean i i can't say is that the same here no it is it's relatively easy that's why i said that i sent that message to call because i think maybe that's you know the other great people aren't always using the google classroom so i guess it's just a matter of switching over to they all had um training today okay so so maybe after the training and that they invite parents you know that'll that'll help because like 84 percent of people actually [Music] like my personal email as opposed to checking logging into their kids gmail account yeah you can tell them how you want it whatever you put into genesis [Music] i don't even remember doing anything to get onto the gmail and i'm getting like every message and every grade change you can go onto gmail and change your notification messages again however you set up parent portals [Music] okay is there is there a way to to import the information from the parent portal into our google classroom or into the google classrooms yes so once they do they should be able to do that list all the email addresses in genesis for that particular kid with that parent because some parents have multiple email addresses and then you pick the one you want all right but so that but they would have to go and then go populate their own yeah and so like i type in she starts typing in michael defazio they don't even do that michael defazio is already in the class and next to michael fazio's name is invite parents to the class you click on invite parents [Music] he will get none of them he's got like thousand unknown um all right all right any other do we need uh we we don't need executive right yes all right hi kelly hellman can you guys hear me um i teach at somali um with the dojo and google classroom we've been finding that the parents either a don't understand that the emails are coming from google classroom um or we can't share the information like we were in dojo like how would like the spirit weeks and everything um the parents don't see like the actual document if we're pushing something out you get in um you can clearly do it through google classroom without a problem okay um and i know a couple teachers have set up like classrooms for the two parents but if they don't they shouldn't they shouldn't do that either they should be inviting them to the individual question okay and this is from mr paxton's np if you're starting to consider changing the school day to a full day with students removing their masks to eat breakfast and lunch i would like to share my story last week i could not attend school as i had to complete a 14-day quarantine because i had dying in an outdoor setting with someone who was at their most contingent stage of copenhagen even though they felt fine our dinner was on a saturday he started feeling sickly on monday worse on tuesday tested positive on wednesday long story short four to eight people at the table eventually tested positive i here figured our potential for copenhagen exposure will increase we start to allow students to remove them as eat as they are the ones that usually asymptomatic and can spread it without even knowing they are sick please consider the fact many of our teachers are older and have pre-existing conditions that may make them more vulnerable to complications uh to cope and 19.

the second paragraph talks about management's responsibilities and the fact that all these numbers in this but in the bound book here were your numbers your representations with what happened during the year and how you ended the year the next three paragraphs talks about the fact that we follow up or the auditor's responsibilities and the fact that we follow a lot of these standards that are generally accepted in the united states of america because the amount of federal money you have flown through here we actually have another set of standards in which we follow the government audit institutes then we also have to follow the audit standards that are listed out in the kansas municipal accounting guide so we actually have three layers of testing that we do when we come in to do your audit the next couple of paragraphs there talks about a basis for adverse opinion in the state of kansas we follow what they call the regulatory basis of accounting which is what they call kansas cash basis and budget laws meaning you can't spend the money if you don't have it for fun and you can't spend the money unless you have public approval that's the budget process so if you actually turn to the page two third paragraph down the bolt heading says unmodified opinion on the regulatory basis of the camera so what you have there what that means is the testing that we did we feel like you have a materially accurate representation of how you end the year and what happened during the year without any further modification needed the slang term is clean opinion you usually used to hear that they tell us we're not supposed to use that term anymore but that was the old slang term it is actually the technical term isn't modified mean the numbers don't need any more modification the last couple of paragraphs they're talking about the supplemental information and you're going to see that we take responsibility for everything that's in the bound book and then the very last paragraph there on page three talks about government auditing standards and tells you there are some separate reports that are out there because we followed government audience standards some auditors actually hand you two sets of audit reports one for the ascpa reports and one with karen robbins standards well they call it a single audit reporting package so we think it makes better sense although we found in one book so you're gonna see those at the back of this document page four and five this is where we spend the majority of our time this is statement number one and it is prepared to show users at a glance that you're in compliance with the kansas cash basis laws a lot of people here you hear uncovered cash as your cash carryover and it's listed out by the different funds there like general fund very top top one you started here at four cents brought in 7.1 billion spent 7.1 and a year with zero we add bank accounts payable because you paid those bills after you're in to actually get a cash balance as of june 30th but you've got all your different funds listed there the fourth column over any uncovered cash if any of those were negative that would be the violation of kansas statutes because that means you obligated expenditures in excess of the fund limits in your case you glance down through there you are going to see that you have one negative and like most things there is always the exception of the rule if you have bonds outstanding then you're gonna get money you have capital lease proceeds waiting out there or a grant that's waiting to get reimbursed you know those grants always require us to spend the money and wait for it to get reimbursed so there's exceptions of those rules and you you notice there that did that negative there that is the uh elementary and secondary school emergency relief fund in which we did again the year was six thousand two hundred dollars in the whole but you had that money coming in in the next month so that was okay so that's one of those exceptions to the rules so you're glancing down through there though you're going to see most of your funds pretty consistent the biggest decrease probably there's your capital outlay fund let's set the fourth line down there started here out 3.1 brought in 2.7 and spent 2.9 but if you remember back for 2020 that's when you did your elementary remodel and then you did some stuff in middle school too elementary probably being the biggest that was about 800 000 of that decrease there so all the way down to the bottom on page five there you can see we started here 6.1 million or yeah 8.1 million dollars brought in 24.2 spent 24.8 so actually the end of the year is 7.5 million dollars of uncovered cash or cash carry over or cash reserves referred to as that sometimes then we add back your pet accounts payable in the conferences so there's your reconcile balance there to show that where 9.7 million dollars is by fund reconcile back to your cash accounts page six starts into the footnotes uh page six seven and eight talk about summary of significant accounting policies and actually if you pick up any school district data in the state of kansas but the number one is going to be pretty much the same because it is describing what kansas cash basis is what regulatory basis of accounting is the one exception there is like in the very first of that very first report there you talk about reporting entity in which we list out any related municipal entities in which we talk about the rec commission because you do issue taxes on the their behalf so if you turn to page nine footnote number two starts digging into information that is specific to you and the first thing we talk about is compliance with kansas statutes we talk about the fact that statement one is to show users at a glance that you're in compliance with cash basis laws we talk about the fact that there is one bond that is negative but we do list out the statute there the 10.1116 which gives you that exception to say it's okay to go negative because we have parent persons that are out there very last sentence though we do talk about you did have one budget violation also last year the recreation commission employed benefits fund we went over our budgetary limit what happened there is we got more money in than what we had a budget to pay out but historically the district has always paid out 100 of what you collect which is what you really should do but you really should either amend the budget or wait and pay that little piece out the next year and so staffs we talked about it actually maybe your prior auditor thought it wasn't a big deal to overspend the budget which i don't think it is either but it does show up as paragraph or as a sentence in here to say you did a viable statute nobody's going to jail over nobody's going to get any you know get in trouble for this the only thing i've ever seen is if you overspend the general fund for more than two years in a row sometimes you'll get a letter from the state attorney general and says stop it but that's the worst case scenario so nobody's getting in trouble for a one budgetary violation again we paid out all the money that we collected which is what we're supposed to do so not a big deal actually paragraph number footnote number three there actually the second paragraph down we start talking about deposits and investments because in the state of kansas we are limited in how we can invest our money and even where we can invest our money we talk about all the different statutes there and describe all the processes very last paragraph down there at the bottom you have what they call a concentration of credit risk that's the risk that a bank would fail and you would lose all your money well fdic insurance helps us cover a piece of that and then actually statute out there requires that we go out and get what they call securities pledged so the bank would fail we'd be insured for getting our monies back i always describe that as it's like the mortgage on your house the bank puts their name on your title and they have no right to your house unless you stop making payments in which they can go out and grab your house to cover the amount that you owe them well same thing happens with investments your name is actually on some of the banks investments that are out there you're a secondary holder you don't get any you don't have access to interest you don't get any of that investment income but if the bank ever went under fbic helps you you go out and grab those investments to cover all the cash that you have in your bank so you're always unsure of having your money as an institution above the fdic limits now that's something that's not available to the public it's only available to governments and so we get our money secured that way a way to help that concentration or risk footnote number four on the next page shows our long-term bet which last year we paid off the 2014 notes remember we paid those off a year early actually so come in at 1.3 million and we paid that 1.3 million down and paid 19 000 of interest there almost 20 000 so just a schedule showing that getting paid off if you have future payments it'd be listed there in all the different years but now number 11 talks about capers you are participating in kansas retirement program and i want to point out everybody gets scared the number that's on page 12.

second paragraph if we were doing gap financial statements which that's what's kind of weird is governments actually in other states because they don't follow regulatory basis accounting that net pension liability of 11 million 000 that's actually your portion of the state's shortfall in the capers system if we're doing gap financial statements that shows up as an obligation or a liability to the district because the thought process there is the state ever stops administering it they're going to give you the funds and then you're going to be required to pay out all the teachers and everybody that's in the system but if they did that you would actually be 11 million six hundred thousand dollars short that up a little bit i don't think that'll ever happen but you know why but i would pray that the state general fund would step up and cover that with a lot of the different entities that are out there because we're talking about school districts we're talking about cities we're talking about colleges any municipality that's in the caper system all has a piece of that shortfall that's out there bottom of that page we talked about the vacation in sick leave also those do not get recorded as an obligation of the front financial statements we're disclosing the amount of that liability because that is a funded liability that you pay as people take that vacation or take that sick leave it's not something that you actually owe at june 30.

top of the next page talks about your early termination benefits and this is where we have that date change you're going to see it says january 1st in there the actual policy is february 1st i admit it's me i copied last year's audit brought forward glass through the policy i've looked at 60 years 65 15 years and i said okay good i didn't catch the february okay good job yes so that date has changed on the electronic version like i said your paper version needs to be updated but we describe the policy and then any future payouts there down towards the bottom you've got risk management how do you handle risk you do that through the purpose of insurance policies some municipalities actually self-funding themselves we disclose that you purchase insurance contingent liabilities webinar number eight there the fact that you do get a lot of federal and state grants based on the testing we did we don't feel like they would find any material but state granters are always going to come in and find something in our fund transfers we disclose all the transfers that were made between funds as you glance through there you can see there's a statutory number beside all of them if any of them did have a statutory number beside them that would be a violation of kansas statute and then the very last paragraph is subsequent events in which we disclose the code situation that we have out there as of june 30th because the economic ramifications going forward we don't know what that is all right the rest of this is going to go pretty quick page 15.

i'm not going to go page by page but page 15 is to show users out of grants that you're in compliance with the budget laws very last call there variance over and under if any of those are positive which that means you're over that would be a violation of kansas statutes uh as you can see there there's your recreation commission employee benefit fund in which we paid out two thousand seven hundred and sixty six dollars more than what we had budgeted but again we paid out 100 of what we collected in county taxes that have normal taxes voter medical taxes all the taxes that we collected under we have we just paid out to them the rest of the booklet here pages 16 we're going to fly through the recipe right a few of these pages 16 through 42 are the fun information i'm not going to set and go line by line because this is in the budgetary format and the numbers did not change materially from where you last seen them to where they show up in the book general fund still ended up through your food here with zero you were disclosed previously either the year was zero but it shows your different types of revenues again it follows the state format with the budget so with that i'm going to have you turn all the way to page 43.

look at the pages if you do have questions then you're going through those funds though tracy knows where every one under the numbers came from but you feel more comfortable calling me you're always welcome to call me another time page 43 and 44 is the start of the section because we follow government audience standards the first thing is to show you schedule of federal federal expenditures of federal awards it's on page 43 back up two pages there that shows the federal money that you brought in and you spent during the year so you gotta think about that as not coming out of the local taxpayer pocket per say it is a little bit because it's coming from the federal level but it's coming out of a lot bigger pocket than your local local taxpayer not alarm taxes so that's a good thing you actually received 993 000 and spent a million dollars last year so that's what's got you this single audit if you're above 750 000 in federal expenditures that's why you're required to have the additional testing that you do as part of the single launch but unless then that by the different u.s departments u.s department of education you can see we collected 579 spent 585 the u.s department of agriculture mainly our meals program and then health and human services down there towards the bottom a little bit from them to make up the million dollars that we spent this last year page 45 and 46 is the first of the reports holland governorating standards the first one is looking at compliance and internal controls at the upper district level this is not an opinion-based report because we do not test your internal controls at the upper level we make inquiries and we document your processes and then this is also as we're doing all the rest of our testing if anything came to light it'd be required to be disclosed there and what we disclose here is what they call material weaknesses and significant deficiencies and that's actually why you don't get a management letter anymore because they say if it wants to be in writing it's required to be found in this audit report so management we went through a few things at exit in which we discussed minor issues nothing that needed to be brought to you in writing so you're going to read through this report that is called an unmodified report meaning we've got no problems at that upper level meaning bank reconciliations cash receiving cash disbursements all the different processes that you have and we documented we felt like we were materially correct the next page 47-48 takes that down what they call the major program level in which we do test for compliance and internal controls in this case we do test we did test your meals program the child nutrition cluster which would be the lunch and practice program and then we tested for special education foster so your two pieces of federal money that we tested which what that means is we pull expenditures we pull payroll reports we look at reporting we've got a whole list of items like the meal program we look for verification make sure you did that right make sure that you've got all the right documentation behind it page 47-48 is an opinion-based report and so that is what they call an unmodified opinion because we didn't have any problems that were noted when we were testing the federal monies then the last page 49 where everybody says i should have done the first place it's a one-page synopsis for the federal government of everything i just told you the first world heavy that says financial statements that was the audit report that was on page one and two now what you can see there talks about an adverse opinion on gaap or it was an unmodified opinion on the regulatory basis the next bullet heading that says internal control over financial reporting that was the auto report that was on pages 43 and 44.

and once you glance down through there you can see no mature weaknesses no significant efficiencies and no non-compliance is required we be reported then the next bold heading is federal awards that was the auto report that was on page 47 and 48 and then again you glanced down through there no matter weaknesses no significant deficiencies you were an unmodified opinion there were no findings then we list out the few programs that we tested as major and then you've got down there towards the bottom quality qualify there's low risk on t that is i didn't know i don't know if your priority told you this or not but when they changed their rules back in 2015 they said regulatory basis financial statements no longer count when the federal government gets your audit and so you are considered a high risk team which what that means is that we always are going to end up testing 40 of your federal funds so we have to test at least our what we call our coverage we have at least a little bit 40 of our expenditures so if you're a million dollars we have to look at at least thousand dollars of expenditures to be able to give our opinion if you were a low risk on a team getting lower that's twenty percent but instead of kansas all school districts are not qualified to be glorious communities because we follow the kansas cash basis [Music] then the last two sections financial statement findings and question costs you can see they both say none and then prior auto finance also says no all right let's talk about the letter real fast this letter that was in here is in your packets only uh it's not to go out to the state it's a letter to those charged with governments that's what it's called however the state has been asking for a copy even though it's a letter to those georgian governments uh it was inside the booklet it was in front of the book yes what we i always call this our presentation because in the past if we had any problems during the audit we would have orally came to you and said tracy's not cooperating craig wouldn't make her you guys are going to make me cooperate if you want me to meet me up well you know i didn't order they come to talk to you but i am regarding output in writing to say we didn't have any disagreements with management you weren't doing anything crazy with your accounting records um i'm making life of the letter because it's boilerplate but it is got some good information in there and i really feel like you should read through those couple pages there the third page for that did you see that with another mask the third page there is the adjustments that were booked to your numbers recorded and then the last few pages of that is called the management representation letter which that used to be signed between the auditor management we're now required to give you a copy of it so you can see the representations that have been made i always call it the reminder letter because as manager reads through it they should have talked to us with about everything that's in this letter it is boilerplate because we didn't have any modifications that we needed to be made such as no material lawsuits no context of interest no findings with any of the state agencies with appliances laws and regulations again making light of that letter it's four pages long but it is boilerplate but you are required that you now see those representations questions of me overall i think you have a pretty good odd in front of you then have a bad year fun balances we definitely want to thank neal and his team that came there and then also all of our all of our central office staff that worked well with them it was a it was a very good uh working process look forward to many years to come through making relationships it had to be a change no matter what different than everybody else we do things different other honors so but i think everything actually looked very well thank you neil all right thank you guys thank you so we need to make a motion make promotion approve the 2019-20 automotive second i wondered if one was on it um is there any discussion [Music] um [Music] okay thank you [Music] yes that's okay okay insurance renewal we received bids from two different uh entities trust point here locally and c biz which is the kasb risk management pool insurance group after we received the bids we opened the bids both parties asked for information on each of those uh each of the others proposals and we shared that with everybody and then we spent an hour tracy and i spent a little over an hour with both uh raz bangler and tom mcguire with cbiz from kasb's risk management pool insurance group and we also spent the time with angela angela tremble and kimberly roberon through trustpoint we asked some questions there was one error reduction there was one item really just kind of stoked out stuck out to us in regards to uh work the proposal for work comp and um so we looked at that and we asked a trust point to go back uh just to like say look over their information there was something rob and tom even brought up so the numbers they just don't it looks like good you know it's a pretty high quote um we received a name or an email letter um from somebody from uh emc which the dumb thing is matt felwers there he's a resident vice president and branch manager indicating that emc made a an error in their proposal therefore emc works again trust one works with emc for work comp uh he indicated there was an error in their proposal and their quote with that being said we felt like that we needed to look at rejecting all bids on insurance because again it was an emc error a proposal again a proposal that they they again gave an error on as far as their their quote so having said that we do have the ability to reject all bids it's in our um in our quote in our manner sometimes you mean our proposal for uh for insurance property casualty or caught we can do a short turnaround because we do not want to have a gap in work property and casualty insurance we can do a short turnaround do a month actually or friday at nine in the morning for for proposals and we open up those bids at friday at nine we probably have to call special meeting to approve whichever company we would go through because since there's an error i feel like and and tracy and i spent a lot of time on this and discussing this we feel like since there's an error and again it seems like it's an honest error honest mistake that we need to at least make sure we get both proposals that are without errors because this is a large number we're dealing with this is close to two hundred thousand dollars for the district questions and i shared this with you information with you on friday um actually wednesday thursday thursday when we did the work packet coming out to you guys thursday it's a little late lead to this issue questions or comments that you have so is this a big enough number type thing that they can't submit a error adjustment statement well um they could but if we do that then i think that i think we have to make sure that we hear them yeah what kasp the uh and this was his challenging thing for the ksb attorneys it's the kasp risk bank or the insurance pool uh i tried to ask them yeah again it could be a conflict of interest for them and i asked him listen if this is a conflict of interest for you i will seek out their legal consultation they basically said you have the right to reject those those bids if you reject those bids then you have what you would consider i guess what we consider an opportunity for everybody to come back on on friday at nine in the morning and they present their their their proposals again whether it's kasd's risk management pool insurance company if they have the same thing or trust point had i think you need to be able because again this is 200 000 approximately of a property casualty workforce insurance i think it's the right thing to do i think it's the fair thing to do and it's what we have listed so all these issues you have with the seabiz saying that say there was no air in the other you were we were still looking towards going with trust point because of all these uncertainties with all these types of things there were some exclusions in the seabiz proposal for example one talks about uh nuclear issue if there's a nuclear issue well we're the the reason that they put that in there that's an exclusion because we don't have any nuclear power plants anywhere in the state of kansas except for so that's a pretty big deal for us even though it's never happened it's something that you would want to have you know look at having in your proposal coverage or in case something were to happen so again that was one of the the issues that we did have um at least it was a concern of mine and when you have we have our insurance pool an insurance pool is a little bit different than an actual insurance company like for example the pool gives you the different options as far as what you have you you really can't pick and choose so to speak so for example we were in emc work pump for a number of years trustpoint gave us an opportunity to get into what's called accident fund we got into accident fund accident fund didn't work out for us we got out of that a year later in a pool situation you wouldn't necessarily have the ability to you're basically stuck with what the pool provides and so that was a little bit of a concern too so anyway having said that i do believe it's uh it's best it's in our best interest to to do a a reject and then a short-term turnaround and then we'll probably look to have a quick short meeting next week depending upon who you know whatever whatever proposals we get we'll review them fast we want to get coverage so that there's no gap in our loss and coverage are we confident that giving us such a short turnaround time they can provide a quote that's accurate i mean they had quite a bit of time this time and still give us something that's wrong none of the other issues with the proposals there's no other issues so i would expect those numbers in my mind i guess they would come back the same it's just this one error with emc and the emc like i said the vice president branch manager indicated that it was their fault so i would assume it's going to be a quick turnaround and an easy turnaround because i really don't think those numbers are going to adjust at all but again they they could i guess but they would have a short amount of time so when c biz saw the trust point information they they identify that that number looks wrong on trust points own vote that they gave us they thought it looked high very high that was convenient yes i should just get the message questions any other questions make a motion to reject all bids for the insurance [Music] okay uh do we need to go to executive sessions oh sorry motion passed here sorry about that i'm not sorry sorry okay we may need to go to executive session for personal so one resignation motion to approve the resignation of samuel sampson as teacher at belton high school effective at the end of the 2020 2021 school year second no sorry okay motion past 7-0 now deeper [Music] our previous auditor was around 13.

okay did you have a much different experience between the two well better worse no different remember just different right yeah i mean we had the previous auditors for my entire time i've been here so yeah we knew exactly what exactly what they were looking at exactly what they wanted it was just different and they had to do two years so they looked at last year's or two eighteen nineteen and nineteen twenty trying to get a starting point so um how do we find them we um we sought out just the recommendations yeah when we saw the other during three days [Music] how many people did it um him and then he had a team of four he was only here the first day and then the four were here the other two days but he said next year it should only be about a day it was just because all the additional legwork that they had to do yeah that was cheaper he did a good job especially when they use double negatives all the time okay you want to get our picture yes yeah media and john i would say that debrief was ahead thanks got it it's over

those minutes and are there any corrections okay n would someone like to approve the minutes as as written to approve L and Jeff seconds um any more discussion all in favor please say I I I and we're we're up to Brett then this is your opportunity to introduce the project yeah um thank you um and I just wanted take a set the stage with this a little bit I think Kristen will be promoting the um the project uh petitioner and project uh Consultants here shortly but um I just want to give you a little bit of background uh the city council has directed a city staff largely being led by Jennifer Hall the executive director of the annor Housing Commission to evaluate the affordable housing potential for a series of publicly owned sites throughout the city um so so there is uh about 10 or so sites and um we've been sort of approaching those in a couple of chunks uh the first uh Community engagement and action was um specific to 415 West Washington across from the Y lot and the former y lot um on Fifth and uh William um and then we are currently uh starting some additional Community engagement on for other sites which you may have seen some information on those are 721 North Main the uh Catherine and fourth parking surface parking lot near KY town the P what I will call uh it's 353 South Main it's a surface parking lot immediately south of the Paleo restaurant and then um the Klein lot um which is a Ser a service parking lot sort of uh uh on immediately behind the Western block um just north of William that runs the most fing for that block um so um so this is um a little bit unconventional in that the city has directed us to start looking at these sites and um in fact starting what we're calling a pre- entitlement process and um I think Jennifer and the consultant team will get into this but I just wanted to set the stage a little bit that um generally our goal is to ideally find the opportunities to use these public assets to develop affordable housing affordable housing is difficult at times in the city because of cost of land because of cost of development um the ability to use publicly owned land and sort of provide a little bit more flexibility for things like carrying cost and the review cost um and potentially consider any uh discounting of land is a huge opportunity to potentially realize affordable housing units and so this is the first step um in in that sort of the project that is a bit of the Leading Edge of that the former wot here and um to make it a a little bit more unconventional um I think we're also going to be presenting to you um kind of two different massing approaches they're while they're largely similar um there the significant difference is driven by uh the service alley provided to the building and whether or not to widen that to potentially also provide some opportunities for uh expanded Bus Parking given the site's adjacency to the Blake Transit Center um we're still uh we still have some ongoing conversations with what the viability of that is um but to the extent you are comfortable as the designer review board I would be grateful for your feedback on those both of those options um obviously whether or not we ultimately are able to expand transit services onto this site there's a lot of um there's a lot of consideration in decision makers be Beyond both the design review board not me of course but um that is the primary driver for seeing a couple of different scenarios in this massing study today and so um to the we can get feedback the project team can get feedback on both of those scenar I think we'd be grateful as those opportunities um get refined and we move forward um the the end uh result of this is is ideally to um bring this to some sort of pre-approval like we through a plan unit development at the city council and then at that time um start engaging a private development partner which would then return to you with the more detailed refined true design so um I think this is um hopefully meeting some of the conversation that you've had as a board about ideally having sort of this massing conversation before you get into some of the the more detailed design aspects um it's going to be a little bit probably separated from the traditional way that that has happened in the past but um that was sort of the idea and I'm H happy to address any questions but I think you'll learn a a lot more once we get into the presentation as well right and I wonder if you could just uh remind us because we see very few planned unit developments we usually see bys projects could you review for us the difference real quickly sure a plan unit development is a zoning District in our code that um is a bit of um a fle it was is a flexible zoning District where you essentially write a zoning code for a very specific property and that is done when perhaps there are aspects of the property that can't be accomplished under a typical zoning um um Provisions um or there are perhap at times very specific um public benefits that are desired to be achieved in the consideration of of a development and in fact public benefits is one of the tradeoffs while the plan unit development provides some flexibility from other zoning districts that is it it could vary things from height or uses or floor area ratio or parking you name it um it has to be accompanied by public benefits that ultimately the city council as the legislative body determines are valid offsets to the flexibility being provided to other otherwise um incase standards in our zoning ordinance and so with this um particular application you you'll actually see that much of the design is actually pretty similar and based on our underlying zoning districts but given this um approach of the city actually pre- entitling it um we anticipate that there's going to be some desires and expectations clearly established as going forward and the Pud provides a really great opportunity to memorialize some of those in the code the rezoning itself um and then um hopefully once a private developer then is engaged as e as a partner with the Housing Commission that affords them the opportunity to have some um Reliance frankly that as long as a project is Meeting those parameters set forth in the plan unit development it sort of becomes a byright project to that zoning District then I see okay thank you thank you thanks for the opportunity let me just introduce the project and then we can get the applicant on the floor um this is 350 South fth Avenue the petitioner who is the city of an Arbor Housing Commission is Seeking a plan unit development approval of a concept to construct 418 dwelling units including 30 affordable units on this8 Acre Site bounded by East William to the South South 4th Avenue to the West South Fifth Avenue to the East and the Blake Transit Center to the north the city has hired Smith group to host public engagement efforts and to create massing elevations for the project public feedback encouraged the tall portions of the building to be located on the Northern end of the site or adjacent to the Blake Transit Center the proposed height of the building includes one four five 13 and 18 story elements the proposed floor area ratio is approximately 800% knowing that 900% is the maximum with affordable housing a 30 foot wide service alley is proposed to be located on the North End of the site connecting South forth and South 5th and I believe we're going to see an option for a 45 foot wide service alley too the site is the Midtown overlay district with secondary Frontage on all three streets once city council approves the concept plan which will include a conceptual PUD site plan with supplemental regulations the city will search for a developer who will propose a complete development project this will result in a comprehensive design being submitted to the design review board in the future the design review board is being asked to review the concept plan and the massing at this time so finally I'd like to bring on the applicant and I I would also like to ask since we can't see everyone who is here if you could let us know who's attending um from your team that that'd be real helpful sure hi everyone um Michael Johnson from Smith group co-lead our Urban Design practice um hope you can hear me okay uh my colleague Alex Huff is on the phone and video with us here today and I think that's it uh Jennifer Hall is also on hi everyone Jennifer is on all video conferences it seems like um this is actually the first time I've been in front of the design review uh board for doing development and uh so I'm super excited to see how this goes just having found out it's a 10-minute conversation I'm immediately going to turn it over to the Smith group to uh start this conversation since I am not the designer great I will um I'm gonna try to share my screen here and hopefully this will all work out maybe does that work can everyone see my screen y great okay so um I just wanted to do a very quick kind of where we've been to set the table here and uh in in the in the context of being super brief this is a process that we started in Earnest in 2019 uh went through robust public engagement process that included a surveys and um online engagement and and inperson engagement back then we could do that safely um and and really we were you know really just super excited about the kind of uh engagement that that we received uh we did have um the constituents on an online survey rate a series of criteria as to you know how we might measure success and and the top of of the list there on criteria for redeveloping 350 South fth included maximizing the number of affordable units and creating uh a minimum of 100 affordable units um akin to what used to be on the site uh and then you can see some of the other priorities mix of housing units and types and and uh ma maximizing at least 50% of the ground floor with active uses and then you can see a little bit further down expanding the the capacity of Blake Transit Center those were then some of the drivers that we built into our design process process that we then took to the public in a series of options that you see uh on the screen here um that varied frankly quite W widely uh in massing in um size of lot uh in orientation of building and in in number of units uh there was a clear preferred option as voted on by the public uh that is very similar to the option that we're going to show uh you today but that as was alluded to unit option includes a 13 story and an 18 story building on a on a one-story um uh kind of plin level um allowing for um 30 foot service Lane shared service Lane uh adjacent to Blake Transit and and um prioritizing 418 total units of which 130 uh were were targeted to be affordable um as we've gone through the process we've gotten additional detail from a survey perspective this is um this is the lot itself I know many of you are familiar with this it it is a lot that is uh 264 feet by 132 feet there is a 10 foot uh DTE easement on the very back side of this adjacent to the Blake Transit Center and then of course adjacent to fourth fifth in the William Street uh uh bike way uh this is the plan view uh as you can see from the top uh and just showing where the one the one floor four floor 13 floor and 18 floor and again as was alluded to the the massing was really driven by a public sentiment not to put the mass of that building along William Street because of um you know some of the uses uh across the street and and that that being a transition zone from D1 into into others and so um it it does provide some challenges right um to the mass of a building being primarily above a loading and service Corridor and um you know I think as we've gone through this pre- entitlement process this is the thing that that our design team in conjunction with Jennifer Hall and the city and the the DDA and the triple ATA has just been has has frankly spent a lot of time being kind of hyper focused on and that's why we do bring you a couple of options today um you know I think from a Housing Commission um standpoint it this is a it's a challenging site to make sure that we get right for an 18 story building and still um you know has all of the service needs that we that that that we know know it needs to do right whe whether that be um move in move out U food drop off um uh trash pickup um uh loading and unloading for any potential active ground floor uses Etc so that's what led us to the need for some kind of an onr um service alley here it it cannot happen below grade um because of uh the kind of size of the lot and the constraints there um and you know the the current option actually is looking at a potential for a basement but not um not an underground parking or above grade parking here parking uh demain and would be per for an agreement with the DDA would be intended to be in the adjacent garages so when you think about a service loading and the kind of space for serving service space for um Lobby space and and bical storage and tenant amenities and then potential kind of commercial tenants um and then where those vertical circulation cores happen this is kind of how that 30 foot option was laying out some very early understanding of uh unit typology so the the first floor uh in this 30 foot option has about 18,000 square feet of ground floor space with then uh the next three stories um being kind of single loaded um residential with the with the kind of service happening in this alley space behind and then a much more traditional opportunity for that that building to go up in a double loaded way the one thing that we have been kind of holding as an option here um you know in order to maximize the potential subsidies uh for maximizing affordable units is um you know kind of getting the the kind of project size right for um a litech federal tax credit both either a 4% or 9% deal so we we actually looked at the option to have um you know two two kind of parcels within the single parcel um that that could either phase in or or you know could could at least look at two different funding streams to maximize the number of affordable units um this is then how we've started to look at um some of the um you know general outlay of one-bedroom Studio two-bedroom apartments um again all ahead of making sure that that we we get the this right to to kind of partner with a developer and then you know how that looks um at the ground uh looking to the West along William Street here uh looking to the east along William Street at the fourth and William garage and then uh along fifth at the current Blake Transit Center with with that potential option um the the second version that that we're bringing uh to your attention today you know for discussion and I guess you know Brett alluded to this but you know the real hope here is to help our design team really think through the kind of crucial elements that need to be pre- entitled through this ped process right what what are what are the things that um a potential developer partner uh might look at as saying well I I could I I could cut Corners there or other things like that and um uh and so that's why I think we're spending a lot of time on this ground floor piece so this is um this is a 45 foot option which um is really being driven by the triple ata's desire uh to have dedicated bus space not shared um with uh with a service uh component and then still providing that service um access um separately uh from that and so um we're able to do this in a way that still allows ows us to keep a pretty regular column grid here so um you know but but I think the implications then of course are less space on the ground floor um so this is about 15,000 uh square feet on the ground floor um just it kind of requires a little bit of the uh squishing of some of the commercial tenant space and tenant ameny space and the um residential Lobby and vertical circulation moves just a little bit closer to William Street in this option you can see um the 30 foot option and then what what the 45 foot option looks like so it isn't unsubstantial it is it is worth noting and and it is worth um you know I think having this conversation uh with you in the context of you know how much can we do on this site and and how do we make sure that we we only we not only maximize affordable units um but provide for the opportunity for the Triple ATA to expand so this is the 30 foot option looking um to the east on William and then uh as you kind of start to push that a little bit closer with those vertical circulation elements and here's uh the The View on on Fifth um and then I think as you saw in our packet we do have some some very preliminary kind of uh elevations um that uh that start to further describe kind of where we're at in our process so I think Jennifer do you have other things that you'd like to add to that or should we open it up to conversation at this point Jennifer I don't know if she's on we l Jennifer okay it seems seems as though we've lost Jennifer um do who would like to open up with comments oh okay everybody's Rel talk so the go go over again the logic of why you want the thinking the the 45 foot option that puts the Sawtooth parking spaces for the buses why are we bringing those into that building site sure um you know I think that that would allow for the Triple at to have a a double um sided transit station which is um you know seen as an improvement for them um it doesn't you know depending on what we do then with the curbs of both fourth and fifth it doesn't necessarily add capacity to the transit but it does reduce um uh walking distance between uh bus stops and so um the Sawtooth component is seen as preferable by the triple ATA because it does allow buses to pull in and pull out without having to wait for the bus in front of them to move um and so you know with a with the kind of Hub and spoke system of our transit system as I understand it um it it it is um it's kind of imperative to make sure that we're we're keeping the system uh moving in such a way so that's that's what led to that that kind of 45 foot Sawtooth option bread I don't know if you have others other things that you would add to that description no I think that's it you know we've had a lot of conversation about um just general city goals to support Transit the site is obviously next next to it the interaction of Transit with the streets both immediately surrounding the site and in the greater area um so it it is um you know I think development of the site will impact bus operations if you go there today there's some um parking of buses around the site and um at a minimum whether it's a 30ft service alley or something larger that's going to limit where those buses can park so it's some combination of potentially relocating those or um because of the proximity to the Blake it might actually help them to sort of rep prioritize from just kind of staging to more active uh Transit stop loading and unloading and closer proximity to the to the Blake building so looking at the this the the plan with that that option it shows a couple Dimensions over on the left hand side one of them is a 15 foot Dimension immediately adjacent to the first floor uses is that meant for loading and unloading for the commercial spaces and the next 22 feet for circulation of the buses other words you wouldn't want to have the buses block uh deliveries nor the deliveries block the buses so I assume that distinction showed a route for the buses you stay the hell away from the route for the um the loading and unloading is that right that's correct and that yeah that that is the desire of the triple ATA is to um not have those spaces mixed not having service Vehicles not having uh personal vehicles in the space where where buses could uh uh could be and and where they at actively load and unload passengers right and my last question will be since I think most of the buses are still biodiesel is the uh the off gassing from the buses trapped by the floor above and the side building doesn't that per potentially have a problem for the residential uses above it's a it's a really good question and something that we've thought about very intentionally here we we um are actually it's it's concerning us enough that we are going through a cost um analysis not just of the structural differences required between the two options but also high level mechanical assumptions because uh the the the real the both the perceived and real issues with parking buses under uh housing units and under affordable units is something we need to take very seriously here so thank you for that question Brett you had another hand up I I just wanted to note that we do have Jennifer back she's AUD only but she's rejoined the U Michael seeing with Bill's line of thinking in am I reading it correctly that because of new bike way on William there are no curb cuts on William so all of the pickup and drop off all the emergency vehicles GrubHub Uber and everything will be on that internal service for the new is that either that yeah sorry you broke up just a little bit at the end there but um either either in that alley or uh in that space that um 70 or 80 feet on fourth and fifth um you know that those areas are currently bus parking areas would not need to be in in in that scenario and so could be temp you know shared ride drop off or or or um you know food delivery kind of short-term parking component opponents but yeah on William is really tough um because of the dedicated bike way uh there there is an option to to think about there is some parking on the south side of William that um you could think about moving that from the south side of William to the south side of the the bike way but um we haven't gone too far uh in that because You' still then would be crossing over a bike way in order to get to the to the building so so with with your curb cuts on fourth and fifth for the service alley aeta is going to lose some drop off space on Fourth and I don't think it will affect the air ride spot but but they they are going to come out of it with less spaces I believe aren't they um it would be it it would be a potential so there's two options there right the in the 30 foot option if the triple ATA says we don't we're not willing to share any of that space um and parallel park a couple of buses there you know then then we have a conversation right then about do that do you maintain triple ATA on fourth or fifth right I think we can move I think aide can move or is already been moved over to um the other side of fourth next to the parking garage at this point uh or when it starts running again um but but yes I mean I think that the the the Bas line here is let's where we started as let's try to expand um Transit capacity there there is a real threat to make sure that we just don't lose capacity here too right so um uh that's frankly what is one of the main drivers that's led to this 45 foot option yeah yeah I I I would just add to that you know just to Echo Michael's comments a little bit we have just started from a staff level start thinking about ways to accommodate that you know maybe there are some long-term design design decisions we make about Fourth Street or uh or fifth um that either enhances or changes the way that those corridors support AA ATA so um generally um I think we all recognize the Blake Transit facility itself is fairly tight and it's it was probably um I'm I can't speak for them but I would I would speculate that it was probably undersized at the time it was built um but um it doesn't mean that future capacity all has to happen in that same form I think there's a lot of options whether it's the public right of ways whether it's something incremental on this site maybe it's Library Lane who knows there's probably lots of opportunity for us you know lots of conversations obviously but ways to sort of enhance capacity for Transit which is really important for a lot of City goals okay well I can time in here um I suppose if AA put their building where this board wanted them to in the beginning we might have more options but I know we had a lot of discussion around that um I'm very familiar with the site actually um was on the William Street Station team at Smith group so um I'm really happy that something's being done again on the site it's and with this um affordable housing component which is so I'm thrilled about that um I also I guess it you know it just depends on the transit issues or or needs or if there's options for putting it elsewhere but I would definitely be um if if it can be figured out how to incorporate that um under the building and in that that back Lane I think that would be um you know a real plus um just to get the buses off the street and um a more safe place for people to trans transfer among the buses um and it is a issue with you know being under the building but I think we had the whole Transit Center under the building and we had um you know it just you know whether you can do it mechanically or naturally I think um that would be worth definitely worth looking at um I'm there's a couple things that I'm curious about one is sort of surprised to see just a one story um Flint the long William it's uh it seems a little low uh you know the buildings or houses across the street are all at least two stor um and it just it feels it it it feels like it could be taller I know then you have an issue you don't want to fake facade or anything we we've seen that in um some buildings um it just should be you know authentic um so I don't know if there's not a need for that kind of large scale um um space but if there was some way to make use of a second floor um even bringing window wells or area Wells down into it to bring light in or um I think that would be worth looking at and I it's hard to comment on this because it looks like you've sort of explored every single option so um but so I'm you probably looked at that but um that's something that I see when I look at this the other thing is um it kind of bothers me that the large um I think it's 18 story piece is so broad um I just want to be able to see through it somehow um and I just don't know if it could be pulled back made even a little taller uh to gain the units back but it like can it be disconnected did you look at that disconnecting it from the 13 stories piece um just to make the the towers a little blender um I me I understand why it's it seems appropriate to put where you did but um again it just seems like it's it's like a huge billboard kind of blocking the whole south side of Ann Arbor from downtown so um but those were really the only I'm sure you've looked at all that thoroughly but um you know I think this I just like to comment also that I think this process is great um everything that the housing commission's gone through in the city and and bringing in front of us um really appreciate the chance to see comment on it thank you thank you for those comments and and um yeah I mean I think the the both of the pieces that you've commented on are somewhat related um you know I think we did look at options to do a two a twostory plinth or even um no plinth at all right um because the goal here I mean frankly it was a it a math game right like how much floor area race how much floor area do we have and where do we how do we get to 900% without going above um 180 feet and we actually um you know in in some of these options chose to go above the 180 feet right which um is something that that we we could do so if if it if there would be if there would be more um interest in in kind of you know not looking at 180 feet as a ceiling and kind of pushing above that I think it does give us more more flexibility from a form standpoint um as to what that use might be you know um you know it's anybody's guess right as far as like retail or office or whether any of those things will be viable but we did really want to maximize our floor area for housing while still activating the ground floor there and so um you know it's it's a related comment because you know I think uh we do have an option between where the 13 story and the 18 story building are connected to actually think about that as a more kind of see-through element right it could be a corridor it could be a GL something glassy that kind of makes it look like uh two buildings um and so um you know I think that's one option and then get harder to maybe like actually push it back a little bit because you would lose all you'd lose all the units all the way up um but uh but yeah that's I I really appreciate appreciate those comments because it is it's something we need to get right here so I'd really like to support that I hope um height doesn't become a restriction because it just affords better massing opportunities and it it allows the designers to taper the building as it as it goes up and we end up with a much more elegant project and whenever we talk about that we talk we compare two buildings have nothing to do with an arbor but the Empire State Building in New York everyone loves because it tapers as it goes up no one complains about how high it is of course it's a very different context and compare that to the merchandise mart in Chicago which is a massive squat building that just extrudes up in a rectangular form has a lot of nice detailing but but it's nowhere near as elegant with a similar amount of square footage maybe even more than the Empire State Building so it if you have an opportunity to not be restricted by height requirements it it is really helpful for uh the designers we we made a mistake we we thought as a board the city did on South University where the height requirement was decreased but the F was not proportionately decreased along with it so every developer is going to get every bit of square footage in the F they're allowed and and on a project in South U you know they did the two or three story Street wall with the obligatory 5- foot setback in then did the math and found they had to bump right up against the height requirement to get all of their F so there was no opportunity for volume changes in in the height of the building as as it went up and it was a missed opportunity so the F should have either been decreased or they should have been allowed to go beyond the heights environement it would have given us a better Skyline I think so I hope you hang on to that and the Pud process will probably facilitate that so really encourage you to to to encourage the eventual developer to to do tapering and and massing changes that make for a more interesting building je I agree with um really everything that dick said especially about the you know the bassing and the ability toh step things I have a question though about really this is this is a new type of thing that our board is seeing for the first time where um if I understood you correctly Brett when you uh opened up it was basically we're taking this site owned by the city and we're applying some zoning Concepts to it thus the idea that it's a PUD rather than a bght zoning and we're applying some design parameters to it then what happens yeah then um we once those parameters are established um we Market um the site to a um to a developer um that will partner it will likely be some partnership because um specifically Jennifer and her team have a lot of expert and developing and operating the affordable housing that would be component to this but at the same time they recognize that they um well they could typically they don't do market rate housing and so it would probably at that point be a RFP like process but the intention is that we will have um narrowed some of the questions at that time as opposed to in the past you might have seen the city issue an RFP for a property and say you know what you propose intention here is to sort of answer some of the questions specifically with some parameters and expectations have those adopted so it very much becomes a byright project um within that PUD zoning regulation so again more simply the intent is to trying to eliminate as many of the unknowns um to perhaps both draw interests and improve the chances that we'll be able to realize um our our program for it thank you um do you have some rough idea or projection as to timeline you know we're here now then when then what's the next step then when does it go to council and then when does it go out for RFP and then how much time is a developer that comes along and you know wins the uh wins the the bid or whatever you want to call it then essentially when does the shovel go on the ground yeah I'll let Jennifer address that she would be overseeing that Jennifer do you do you want to maybe share also the same timelines that you kind of discussed with Council uh sure um as far as getting to the point where Council approves um a area plan I believe when Alex um worked on that schedule it was going to be somewhere in the spring late spring um of 2021 um um I would imagine it will take probably three to five months to go through an RFP and selection process depending on um how involved city council honestly would like to be in that process um it can then take a lot longer because you have a lot more public uh meetings that you have to meet those deadlines and then once a developer is selected there's going to be time for more um ref in the design um making sure that what we have approved Works figuring out the legal relationship between you know the Housing Commission and the developer in the city uh I would imagine that would take another up to six months and then in the meantime we would also be re refining the proforma and the financing um and for the affordable housing side uh we would be working very hard on securing funding for subsidizing units whereas the private sector developer would uh be working very hard on finding the private uh equity and debt to uh Finance um both the market rate and the entire project so it's going to be very complicated um I wouldn't imagine we'd be able to uh break down break down break ground uh for several years uh in the world of affordable housing the project scores very well for the types of financing we would normally apply for but once you apply for them it can take a year to get to closing uh to deal with all the different legal entities that are involved so I would say probably breaking ground we're talking 2023 at the earliest would be my best guess and possibly later than that thank you go through another another round of development where a devel ties it up and then it just sits there and nothing happens with it yeah and what we're really trying to do with this process is mitigate that risk I mean that's a Brett said that but not in so many words is like how do we get a project that's viable that can be developed that a developer is interested in that also meets our public goals and doesn't just sit there and so this is definitely um Our Hope since we've never done it before either um one way to mitigate that risk and make sure we have a project that does go forward cor did I see you wanting to jump in um yeah and I I was just going to add that um in support of what Jennifer said you know the profor analysis is happening along the way as well so um you know Jennifer has a lot of expertise obviously in the affordable housing side of things and we've also been working with uh consultant uh on the broader overall project structure a lot of questions obviously as we go forward but I just want to um be clear that this is more than a massing exercise it's also been a financial modeling exercise all towards the goals that Jennifer was referencing I have a qu quick question this is for Jennifer so um given that it's it's clear you're going to the developer or the developer City uh portable Housing Commission is going to have to have some kind of alphabet soup of of government programs helping out so to speak do you anticipate there any of those PR programs that would have requirements would affect the design considerations we're being asked to look at um yes but not anything that's out of line with current city design requirements um for example you know we get more points The Greener the building is if we meet um certain standards you know and that's also a goal of the city um we get more points if we have more than the minimum requirements for accessibility you know something we want to build into the building and you know would meet be something I think the city would also be interested in as far as the the one thing that I think will come up and um it there's a changing perspective on this I think both um with local governments as well as funders is is parking and what is required on a site um and what we would require or what we would want versus what uh um the private sector would want for market rate housing um we have been talking to a variety of developers that um do larger projects like this to kind of understand that part of the market and and what would be desirable amenities and features and and parking has definitely come up and so even though we haven't designed this right now to include underground parking um that could be something that a developer would say look we cannot make this work unless we have X amount of underground parking that you know we finance and build into the project kind of thing um but as far as like architectural design nothing else jumps to mind but hey we get surprised by Misha all the time on things that they want us to do I would think that they might have a little bit of heartburn over the issue we talked about earlier about having the the the diesel buses in you know basically under their housing units that might be something to explore regarding the underground parking maybe Brett would could better speak to this since there was originally a thought of connecting the library lot Underground Across and under Fifth and connect to this is that still a feasible possibility um I think generally no I think the the cost of that connection is sizable um and the sort of relative benefit for it um the I think the footprint of this this lot is challenging to get the circulation for multiple levels of underground parking so um unless you were going to do it in such a way that it was probably multiple access points which is probably physically possible but the cost would be just so drastic and um while I think we're all going to be in a bit of wait and see mode um it's probably pretty hard to Envision invest in the high per Co per space cost for underground parking from a public sector perspective right now given where we are in general parking revenues in our our current state for think about the parking because I'm sure that and I'll stop jabbering on because Cory wants to talk here there is it possible to think about a pedestrian elevated connector between this building and the fourth and and uh fourth and William parking structure yeah we had quite we fought about that quite a bit um um we on one hand we think that that would be a great idea on the other hand it's sort of um against the principles of getting people on the street um and so um we had a we had a lot of inter internal debate over that and I don't I wouldn't say that we have eliminated it or embraced it yeah and I I would just like to add that we are doing a cost analysis of doing a couple floors of underground just just for our all of our information on what that would actually cost and entail um so we're not just guessing cor I see your mute button is off oh just wanted to say a few words about I'm kind of the resident Planner on this team and um I'm just really thrilled to see this process and um all these parties working together um that alone is amazing aming um and the possibility of this kind of affordable housing which is so needed um and your public participation process looks like it's been amazing and I was just thinking you know Jeff was talking about that we you explained the timeline and that's helpful to know and I was just you know we could loop back to the wonderful guidelines that we have from for this board and you know sending it back to you Michael um know and Jennifer if you have questions for us from the guidelines um you know if things aren't clear or whatever I I think they are a great um starting point as well and I'm not the chair but I would suggest you know I would appreciate if you wanted to come back in between and you know another meeting or come back to one of our meetings and we could go through the guidelines a little bit when you feel like it's appropriate I would think that would be a good that's good thing to move appreciate that yeah great idea yeah um I I had a few more things related to massing uh one was uh the reveals of different masses um as they're expressed often we'll see you know on a u 12-story building a a reveal that is only 4 in deep and it does create a shadow line but it it it's way too small for the proportion of something that tall so if we're talking about something more than 180 feet tall the reveals that Express the different volumes and and designated material change need to be four feet they they need to be large enough to be seen and and to stand alone so I'd encourage them to express the the different volumes with deep reveals um in material selection we we also often see Brick carried all the way up because everyone in Arbor loves brick but from a sustainability point of you it's difficult to maintain you know we've all been watching for two years the building at I guess it's the northwest corner of Maine and ciron with the swing stages and rep pointing and rebuilding and replacing brick it it's a real difficult process to maintain that material that high so it it is a it's a perfect material for the grade level you know Street story building uh part of it where a person can get up and appreciate the smaller scale and and touch it but 12 stories up in the air uh there's probably another module of material that that requires less maintenance and um and would work proportionally with a mass that big so if the designers could consider different material usage that has durability and means lowered operational costs down the road I think that would serve the building well um and John karski I I want to speak up for him he didn't prompt me to do this but I John is is our uh public Arts commission representative and I know he would see all these planes as great opportunities for public art and uh if you were here that that would be in our minutes if if you could look for opportunities to maybe put that into the RFQ that that gets gets written that that we would like to see public art as a component of this project he would be happy and I feel like I should represent him um and I I'd like talk just a little more about the service alley i i before covid I used to ride the bus every day and and and come and go to Blake twice a day and all of the um windowless elements of of the Blake Transit Center are on the South Side the toilet rooms elevator the stair the offices which have a few windows but it's basically a a blank wall and and in cold weather when you go into the transit building to wait for your bus you do so because it it's warmer and the north facing wall is All Glass and you can see the buses come and go there's a sign telling you when they arrive but it doesn't always coordinate with actual arrival times and and so it it would be great if if the Blake Transit Center if there are going to be buses on the South Side could build out into that 14 foot space with with glass and with egress and Ingress doors so people could wait in in heated spaces for the buses and otherwise they they would need to go out either the east or west or the North doors walk around the building when they think their bus is there but without really knowing so there there are issues about visibility and and people using the bus system so I think Bill was alluding to this might not be a great fit to solve aa's problems but if you do set out to do that you should do it all the way and [Music] not yeah appreciate that dick that's a that's a really good comment and it's it's really where our our team started from before we got caught in this kind of dimensional um discussion with the triple ATA I mean the the Baseline of this is that U if this is the extension of the Blake Transit Center um making sure that kind of written into the pre- entitlement that that this is this is a pleasant space that encourages Transit use not an afterthought because it would be a place that um would be easy for a developer to make an afterthought right so um I do appreciate that that comment um it and and it may be relevant in either scenario because the Blake is is the neighbor of this building right so um it it it could be relevant regardless of which direction we head thank you thank you that's everything I had anybody else have further comments okay thank you Michael and thank you Jennifer thank you Alex we appreciate thank you very thanks for having us and I'd like to Second Cory's invitation come back whenever you'd like excellent' love to talk thanks take care dick I'm happy to summarize comments whenever you think that would be appropriate oh I I was going to skip right over that Jeff so thank you if you could summarize your comments while Al I see Alex is still there we might have lost Michael Jennifer's still there go ahead uh um I first heard some questions from uh both Bill and Dick uh one regarding the 15 foot access to the building on the North side uh potential drop off locations uh for the site I heard questions about air quality and the and the buses from the ride uh as well as bus access uh Tamara spoke um about um it it being being good to incorporate um the ride spaces as part of this design since it's a an important Community function um she was uh surprised to see the one story portion along William Street she felt that it could be a bit taller um maybe um it could be taller and and be a real authentic um portion of the facade uh Tamar was bothered by the 18 story piece that is so broad um she wondered whether it could be pulled back or maybe disconnected from the 13 Story Tower uh to allow them to be maybe a little less massive um she also felt that the process that um uh the city's going through um with Smith group has been uh a very good um dick spoke about um a pre preference or desire to taper the building um he made reference to a couple um buildings one in New York City and one in Chicago how different they were in terms of massing and um wondered um if there could be some masing changes to uh encourage a more interesting building Jeff um had questions about the design parameters questions about the timeline RFP city council uh bill um wondered uh whether financing would in some way affect um various elements of the design excuse me um Bill also wondered about a potential pedestrian connection to the library lot deck and under an underst structure connection which had originally been battered around uh quite a few years ago that would get people from this complex um to the um existing Library lot deck underneath fifth that seemed to be a bit expensive however um he also wanted about an elevated pedestrian tunnel from this building to the fourth in uh William Street parking deck um evidently that was still on the table although um there was seemed to a desire to um encourage more pedestrian activity along along the sidewalks uh Corey um encourage the petitioners to come to the drb at other points in time uh for instance possibly to discuss the design guidelines um even prior to the formal submitt that would be part um that would take place prior to the site plan approve approval or site plan submittal process Dick had a few other final points um he encouraged the designer or the design team to um emphasize deeper reveals suggesting that an 18-story Tower a 4in reveal may not show up very well uh however a 4-foot reveal might um be be more effective might be large enough to be seen uh dick also said that brick is a perfectly fine building material on for the lower levels but it might uh not be sustainable for the higher levels there may be some maintenance issues involved uh down down the line uh he encouraged the design team to consider a variety of of facade materials uh he also pointed out that although John karski was not able to join us today that John most certainly would um promote the notion of public art and the design team to look for opportunities for and then um uh lastly um dick mentioned that as a as a um as someone who rides on the ride regularly prior to covid um he noticed a few things in terms of design of the Blake Transit Center and uh that although the Blake has a lot of nice glass uh features on the north side of the building that allow um a Transit user to to stay inside the building during cold days and see when their bus is arriving there's really nothing on the Southside and this could be an opportunity for Blake to bump out on the Southside to create um a um a um uh a secured area where people can wait indoors and and wait for the bus to arrive that's my summary um just wanted to make sure I I didn't miss anything no good job anyone have anything to add yeah I just have a a question I didn't hear any um substantive um differentiation between like the 30 foot or 45 foot um uh cutout other than the same questions about the integration with the Blake and air quality am I I just want to make sure that I am hearing that correctly does anyone have comment on that what are you what are you getting at Brett the how that affects the massing yeah I didn't so um I know this is It's we're sort of kind of preventing two two concepts here and I I guess um of the comments I didn't hear anything specific that no it's got to be 30 feet or it's got to be 45 feet I I didn't hear any sub substantial um preference for one of those options over the other um both of them still have some setback from William although it varies slightly um but it seems like all the comments were pretty similar to both of those scenarios and I I just want to make sure I I wasn't missing anything I I had it in my notes to bring up and I'm glad you you said something and be because of the bike lane on William and the fact that the entire new building will need to be serviced from that that new driveway and by doing so uh when there's a new curb cut on Fourth AA will actually lose spaces I think anything that that can be done to enhance the amount of curb cuts that or the amount of curb space that AAA gets is Meaningful up to even letting them expand with a glazed Lobby looking into that space so there's more eyes on the space also so I say The Wider the better I don't know how wide that needs to be but there are two really needed functions that will be occurring in that alley um and and Bill is right the the diesel buses are not only smelly but they're loud when they hit their brakes that that's a loud hard surface area and I did notice that there was a bit of a chimney above the AA building where where fumes can escape but it's it's a challenge to make such a utilitarian space Pleasant and U and I think the more space it has easier that becomes I maybe I wasn't um specific about saying I preferred The Wider one I um just I I thought it was a great idea to pull that under there which requires to have it wider so way I was saying yeah just same as dick um wider the better and bring bring the buses off the street solve the fumes okay so yeah it sounds like I mean that's kind of staff is when we've been evaluating these options we are kind of of a similar mind we're trying to preserve enhance capacity of the transit system and so whether it's a more narrow service alley um that hopefully aain some more capacity right on the street front that's one way to do so alternatively we could look at shifting some of that actually onto this site with a wider so um it's some I I just wanted to make sure that I was hearing hearing and I appreciate this conversation it sounds like um I'm hearing just I guess some general advocacy that incorporating Transit on this site is a great opportunity so I think so any other comment just point out that it's not not a unanimous support of the 45 ft oh that's democracy bill can I write a descending opinion like I'm learning about the supr Supreme Court you can write it we don't have to read it though okay our our next item is Communications to the design review board and there was an email that we got from a neighbor regarding this project are you you did everyone get that and see it just wanted to acknowledge it okay um and now I need to read some about the um public commentary section this is the opportunity for persons to speak for up to three minutes to comment please call 877 5247 or 888 78899 and then meeting ID which is 8977 City staff Kristen will select callers that have raised their hand one by one using the beginning of your comments so we usually give them a few seconds here to see if anyone has called in oh there I I was just going to say we lost Kristen but we didn't there she is no callers no callers okay we will close public commentary and move on then uh last order of business is adjournment someone like to move adjournment Tamara is in and and Bill seconds um any other items anyone would like to bring up okay all in favor say I all right we are done thank you everybody thank you you bye

do to keep the numbers down so it's not from a any disinterest in their part first heather fuller could you come up for just a moment and give us a little bit about heather and some of the things and she's been in the front office and so all of our families know her and she just works so well with the families especially during the last six months while we've had this pandemic going on she has been very genuine with all of our families and reached out and tried to help she truly cares about the kids and she knows them all i can say who's the kid that's the tall kid with the glasses and the orange backpack and she names the name immediately so she's just truly in all of our students we couldn't run such a successful junior high without her she's amazing thank you i was asked to speak a little bit about alexis vito alexis has moved to the district has done an outstanding job she's a hard worker very friendly super organized and anyone that's ever worked those front desks know how challenging those jobs are i will add today in today's environment they're among the most challenging jobs other than perhaps a 9-1-1 operator and they must feel like 9-1-1 operators at the level of frustration and anger they encounter and it's they do a great job remaining organized and professional so we extend our appreciation to both of those ladies we had an extremely unusual event where we've had two of our high school seniors an effort created by dylan baca over two years ago to have native americans recognized for their numerous contributions over centuries uh among other things of course the code talkers which only kept us from speaking german the rest of her life and other things that had significant contributions and uh also in the arts and so dylan came to me and asked me what he should do how would he go about this i gave him very rough outlines he took the bull by the horns and made this happen he and matty jones have driven this effort and two high school kids have secured a state holiday and if you let that sink in for just a second it's pretty amazing pretty amazing what two youth can do in a time where adults probably need the reminder of the importance of working together and valuing people and each other i was able to attend i was one of dylan's guests i was able to attend and listen to him speak i actually believe he did the best job of all the speakers including the adults and maddie also did a wonderful job within the organization so we wish to recognize that he's not here tonight but we'll make sure she gets this flag matty jones and the president of the indigenous people's committee and that is dylan baca a senior here at blue ridge high school dylan can you please come on so it's not often that we recognize our kids as we are stars but when they're started and donna okay thank you for raising the divine young man for your support and involvement on community thank you very much [Applause] i have to brag on bill a little bit he's my next-door neighbor and i've known him watched him grow up from his uh pirate days to his being a senior in high school he used to get off the bus and sometimes come to our house before we go home because my wife made excellent cookies thank you dylan for what you've done thank you donovan for raising him and raising such a fine young man anyway thank you we'll move to the next item on the agenda which is the consent agenda which takes care of the minutes from the previous meeting vouchers and reports some personnel items and just regular items like that some recommendations or policy updates are there anything are there any items that anyone has seen in the consent agenda that you would like to take out vote on separately and have a discussion on [Music] thank you the next item on the agenda would be item number 4.1 presentation and request for the approval of the annual financial report afr for fiscal year 2019-20.

all right welcome to the big hollow regular schedule board meeting it's tuesday october 13th it is 6 24 p.m um as we before we resume we're going to start with the pledge of allegiance i'd like to ask our scout pack who's here earning their outdoor adventure badge if they could come up and lead us in the pledge please right right up here guys right up here to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right thank you scouts resume open session can i please anybody have any questions on the e-learning program verification form you know i just noticed the date of public hearing it says tomorrow's date not today's okay thank you so we need a we need this is a hearing that we have to do so we need a motion to go into the hearing and then we could talk about it and then we have the motion it's kind of a formality we have to do for the county okay can i please have a motion to enter a hearing to discuss the proposed e-learning plan for big owl school district 38 motion second joe and doug all in favor the motion is read hi all right opposed eyes have it all right thanks kevin um so this uh this i want to make sure we kind of clear what this is about it's it's not it is not related to our remote learning that we're doing now uh to to do um in the future if we have a snow day a typical snow day an emergency day that we would use if we have an approved e-learning plan on the with the county we can um we can do a an e-learning day instead of taking an emergency day and so um that's all this is is just to get we have to go through the red tape to get that approved plan um and part of the the requirements are that we have a hearing and so we're in the hearing we're sharing exhibit one exhibit two that's just a a very simple plan and then there's a document in there that's the form that we fill out for the county so it's really we've got the remote learning thing down right now so i'm not concerned if we have a if we have an emergency day that if we could possibly use it use an e-learning day instead so doesn't mean we'll never use an emergency day because if it catches us by surprise and we aren't ready for it at all there's a chance we just call it but this gives us the ability to call it an e-learning day if we if we have the kids ready for it so so that's all this is and at the end of the at the end if you don't have questions or if you do i can answer them now but at the end we'll we'll vote officially to approve the alerting plan and then i will send it to the roe to get approval so that's just a kind of a little process they may we have to go through that's legislated is this the first year that they're doing this that the we could have done it in prior years okay we just didn't and uh i honestly i it's not they because of all the red tape i just thought uh but at this point since our teachers are so accustomed to it now i thought it might as well do it it's good for three years once we approve it okay and so we'll revisit it again every three years thank you yep anybody else have questions can i please have a motion to close the e-learning hearing motion second vivian and joe all in favor uh closing the learning hearing say hi bye any opposed nice have it anybody have anything to add to the agenda can i please have a motion the principles yep address them please yep we'll get those answers yeah we'll get those answered tomorrow for sure all right thank you we have any more public comment okay the superintendent's report oswego community unit school district 308 board of education meeting can i have a roll call please mr bauman here mrs doyle here mrs croner here mr lightfoot present miss morgan here mrs moyer yeah of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents are encouraged residents excuse me residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the feedback please note that comments are limited to three minutes per person and that no discussion of personnel matters including names or specific job titles or responses to questions are permitted the board does not participate in discussion during public comment follow up to your questions or concerns will be addressed by administration through the contact information provided on the comment card to ensure that all topics get addressed we will hear three comments per topic this evening thank you terry strikepond the plan for reopening for junior high has me extremely concerned with only two days a week for three hours then returning home trying to slam a lunch and getting back to stare at a computer for another two or so hours does not seem like a very well thought out plan i've seen several different districts be able to be to implement more organized and plausible schedules we need to find a way to get our children back to school the board is saying it will take an additional three to five weeks to plan when we do get to move to the next step in getting kids back this is this realistically gets us to right around spring break to get kids back to real school the district needs to realize you are looking at keeping our children out of school for an entire year there has to be ways to organize and plan to get our kids in the building more even if it isn't at full capacity right away why can't they go more on those two days this truly is an injustice to our children especially when neighboring districts are making it work if two days a week then why can't it be two full days as a board and district you need to dig deep and think about what we are truly doing to our children you budget issues are the issue in my opinion not the children and that is just not fair to the kids i guarantee you that moms would come to help clean the schools if we could get our kids a proper education why does the district need to supply the amount of ppe you currently have designated that is a very large number that could be lowered by making it part of the parent's cost to go back there has to be ways to make this work way too many districts are already making it work for the board to justify this plan i hope that you can revisit this plan and have productive discussions to find ways to get the kids back for a more productive part of the day and time thank you for your time and consideration lever keep the kids home until after winter break and then start up fresh second semester for kids that have major anxiety issues this would solve a lot of those issues it's seamless and easier all around angelina smith as parents of an elementary school student in sd 308 we are concerned about the proposed reopening of school on a part-time basis we believe that this will do more harm than good for several reasons first there is still a pandemic and the number of cases of covid19 continues to increase around us this still poses a threat to both students and staff alike next there will be a significant loss of instructional time for both hybrid and remote choices this will hamper the progress that we have made as unconventional as it may be and teachers alike have developed routines this proposed hybrid reopening would completely upend the routines for both segments of the student population continuity should be a main focus lastly in the event of positive cases within the school population and possible school closures as we enter into the height of flu season will completely pose as another danger to the physical and mental well-being of our students while we are not opposed to an eventual eventual opening of schools i think this should give us pause to really evaluate the different needs of everyone in our community but more so our students any cut to instructional time can prove to be costly to the development of students i believe maybe we should evaluate any other plans at the beginning of january that's three we have no more emails on topics other than reopening so the rest will be sent out to us as has happened in the past item 5.1 board member comments where shall we start i can start by saying that i in an effort to put more time into the other discussion topics will do not have any comments to add tonight um i will follow ruth's example ally friend no tony just briefly of course you know um i just want to say that i think people are watching people are wondering what's going to go on tonight that we hear the people that do not want to go back to school we hear the people that do want to reopen school we hear a lot of things from different people in the community and it's important to remember that it's going to be a reopening that involves people not having what they thought they were going to have in a lot of different ways scheduling logistics the amount of time but hopefully it will include the kids being as safe as possible as much input as we could put into it by different groups in the district figuring out what would be the reopening plan and then this whole element of of getting groups that really really need to be back in school and we've heard a lot about this from the the parents and the people involved getting them back to school um and hopefully some good changes right that we're going to talk about but i i just want parents and teachers out there to know that i do see how hard this is going to be and i know that it's going to be a hard choice to reopen schools at all at some point but it's one of those things where i think we're doing the best we can to go into it responsibly and i think we're also doing everything we can to have a plan to go back to remote for all if that's what we need to do and i think that's what i wanted to bring up is that we can go into it but we can also come out of it if health concerns get to be extreme thank you i'm just going to add very quickly similar to what tony has to say that i don't think for me that any plan that we're looking at is anything that any of us could consider permanent i i hope not i don't think that there's an administrator here that loves doing school this way any more than they loved doing school 100 remote or they love any of the other options these are not what we think is best for education in our community else we would have already been doing it what this is is from my understanding is an opening step toward responsibly looking for a way to better reach kids and to better provide them with a step toward what they really need which we know that this isn't at least i have been listening and have heard that this clearly isn't what we would want um i would just ask again for a community to keep in mind that no matter what side we all fall on for what we think we should go back more we should be less teachers should do more teachers should do less administration should do more administration should do less parents should do more or less we all are working on this for the kids and i think it's worth remembering that there's no bad guy there's no um effort to keep kids from reaching their full potential that the motivation here is really for the good of the community and i would just encourage everyone in our community to pause and think about what it is that they're struggling with and to reach out to their teachers and their building administration for how that their situation can be addressed that's what i got thank you board committee reports teaching and learning um yeah teaching and learning we had our first meeting in quite quite some time on september 30th um it was um you know uh um faith did a presentation um a similar presentation to what we had received from the um at the board meeting um just just a couple days previous um about the you know in-person plan um so we kind of did a quick walk through of that and then we were able to have um answer questions and get some feedback and and whatnot and i think what i thought was interesting was you know certainly many of the questions that came up um from our committee members were questions that we were receiving already you know from um from the community so um so it was helpful to get some you know some of that information some of those questions answered um i definitely um you know i definitely thought that there was when we had our we had a conversation about how difficult um this hybrid plan really could be and and maybe will be for for working parents and um i thought that that was an interesting conversation that we really kind of delved into um i can really connect and relate to that as a working parent i am also really um i i'm also really lucky to have a lot of flexibility in my job so i can do more work from home um so i think some good conversation came of that some it was eye-opening for me too even to think about some issues that i hadn't really thought of and i thought it offered some um some good so we had some good kind of conversation about how the district might be able to provide some support around resources and helping families connect with resources in the community that they may not know about working parents that they may not know about so i thought that was a good piece that came out of our conversation tony what do you have to i just want to say that i was very grateful that night for all the community members that came out and were on the committee and made it happen because in these times it's not been as easy for people to show up and those folks that showed up we appreciated them a lot and they did bring up a lot of hard questions about the reopening plan about how because it's a limited amount of school time how are the families supposed to keep their kids supervised and cared for the rest of the time so that was one of the major uh questions that people had yeah so our next meeting is october 28th um and i think we're all looking forward to getting back into the group with our teaching and learning committee so um october 28th is our next one thank you item 5.3 the superintendent's report well good evening board since the board shared its committee's reports i'll share my committee report so uh last week i held my first superintendent parent advisory committee for the year i started the committee my the second semester of my first year superintendent and it's made up of parents who have kids in all of our 308 schools we come together four to five times a week and we always start the meeting the first meeting of the year by welcoming our new members and then i also i often share the vision that i have for that committee and there are three goals that we are basically i that i as the superintendent really wanted to get out of that committee and the first was to give me the opportunity to hear from the community and hear from the parents and what they're hearing out in the community on various issues the second is an expectation for the committee members to take the information they receive from me and take it out to come into the community to spread factual information and finally the purpose of the committee is to provide input in is in an advisory fashion uh to me as the superintendent as well as suggestions and how to improve so some of the i agenda items that we covered on last week were the 2021 board of education priorities our 2021 reopening plan of financial updates on the evidence-based funding and we've discussed topics for the future of the future meetings we've always had we always have great discussions with that group and i appreciate their input they're a great group of parents who give their time for the betterment of 308 and also at our last meeting i talked about the importance of the census and what a one percent under count under count means in terms of federal funds for our district for the next decade as you may have heard the deadline was september 30th it's been extended to october 31st so for those who are out there who may not have been counted yet it's not too late families can take the census online at my 2020 census.gov by phone at 844-330-2020 or by sending back the form families received in the mail from the us census bureau so that is my report for this evening thank you all right item six approval of the consent agenda is there any questions about this one okay okay so you ready i am ready does anyone have any questions no no questions but i want to um thank the um the new advisory um board or new advice yeah new board advisory committee members um for um for volunteering their time i'm really excited to see this getting off the ground with that i'll make i make a motion to approve all items under consent including 6.1 minutes from the september 28 2020 board of education meeting open and close session and 6.2 to approve the recommended new members for the equity board advisory committee as presented mrs moyer aye mr lightfoot hi mrs croner aye mr bauman aye mrs swanson aye mrs doyle aye ms morgan aye motion passes seven zero item 7.1 questions on financial statements 7.2 all right item 7.2 is the school reopening plan so at our last meeting we provided you with a presentation on our proposed reopening plan uh at that meeting there were there was some discussion and suggestions regarding the plan and we wanted to continue any needed discussion prior to asking you to approve the plan this evening the next slide tonight's presentation will give you an update on our current metrics for our area we also have two proposed changes to discuss from the initial draft those changes are in regards to the start date for junior high and high school for the hybrid plan as well as the sequential order of periods at the high school level these are two areas that we receive substantial feedback on and we will also discuss the timeline and future communications good evening teresa camuto instructor of communications serving in your public health role i just wanted to give you an update on where where things are at in our area in regards to the metrics and the stages that we've proposed here there are two health metrics that we are watching both the weekly new cases per 100 000 population as well as the positivity rate which is calculated on a rolling seven-day average and we've developed the four stages here and we'll continue to watch as a reminder those are built on our primary service area so the four zip codes that feed the most students to our district are what inform our numbers that we're looking at i wanted to give you a quick perspective as we look at what the current numbers are we talked last time about the importance of trends and not spikes last week on the same day last week we were sitting at a positivity rate in this area of 4.44 currently today we're seeing 6.75 new cases per 100 000 population one week ago today was 64.3 and today is 117.8 so this is just a great illustration again why we would not be moving quickly in or out of any of these stages but rather informing trends and not just monitoring uptakes there was significantly more testing over the last several days so our pool of people was quite a few more than we've seen up to this point which could be what is driving those numbers but again the overall trend from the last 14 days does show an uptake but we don't know if that's going to come back down like it has previously or if that's setting a new threshold for us so we will continue to watch an update for everybody that wants to keep a close eye on those i am updating those numbers on the district's website under health metrics those are updated each week so you can keep an eye on where things are at thank you as teresa had said we are now able to be in stage 3 which means we can talk about hybrid instructions so there are two options that we'll be talking about there is the hybrid of in person and remote and then there's just the all remote learning which we're calling remote learning by choice this information was presented last time at the different stages we are starting all of these self-contained special ed programs on monday where which is the october 19th during that week and then we are continuing with the november 9th start date for the remaining of the early childhood students and the elementary students at last presentation we talked about a december 3rd timeline for grades 6-12 that is one of the things that we will be discussing tonight as dr sparlin gave a preview to that i'm going to turn it over to heather kinkade to first talk about the order of periods in the high school schedule so looking at the additional feedback that we received so most of the feedback focused on classes with consecutive periods so double period classes and students with early arrival and latest ursuli early dismissal and late arrival so our second uh option that we looked at then reorders the periods into eight to one and uh one to eight so even though this does not maximize the arrival and dismissal of lunch what it does though is puts the priority of arrival times so in the proposal it keeps four and five at the arrival beginning times of our in-person instruction so our recommendation would be to switch from our original uh proposal to a day one periods one through eight followed by day two periods eight to one so the goal is to maximize when the students arrive throughout over a few periods and we think that keeping two of those lunch periods at that time will help with the arrival of the students not all at the same time thank you heather this is faith the question and we're going to talk about the start date for junior high and the high school hybrid option at the last presentation the board had asked can we possibly get this done faster or earlier so we did go back and look at those pieces and because of thanksgiving break and because we would need two days of orientation at least four days in it really backed it all the way up to a possibility of november 9th when we looked at the pros which are huge we would get students back earlier the cons just don't make that possible we will likely not have all of our staff hired in that time with all levels of staff coming back simultaneously and having needing tech support will be difficult devices would not be available for students at that point and we have had a delay from our vendor even on our staff devices that we're not sure that while they were supposed to be coming in now we don't have assurances that they would be ready in time for the november 9th date so then we did comb through a lot of the feedback that we had gotten and many parents sought out and asked questions or gave feedback either through the link on the website or during the superintendent's advisory committee or um as we met with people or we combed through a lot of the different social media platforms as well and there were many parents that wanted us to look at the pros and cons of starting after winter break so this chart shows that when you look at the difference between the december 3rd and the january 6th start date some of the pros of january 6 that we were confident that our devices would be ready there would be more time to train staff on live streaming there'd be more balance between groups a and b because at the semester break there's a natural change in schedules and we would be able to proactively make those changes to balance between a and b another benefit is the transition would occur at a natural break to instruction and we would have more time to hire necessary staff the con of that is that we would be waiting until january to bring our students back our recommendation at this point is to have junior high and high school students resume in january so that would make our start date for january 11th with our orientation for grades six and nine on january seventh and eighth next is the timeline for families to communicate if they want to remain in remote learning by choice families that want remote learning by choice will need to complete a form indicating that if this form isn't completed then it will be understood that the students will be uh coming back to school so for elementary and the remaining early childhood students the form will be sent out to parents on october 15th and will be due back on october 21st if the parents want to continue remote by choice through the end of the second trimester which ends on february 12th for junior high in high school again the form will be sent to parents on october 15th and will be due back by october 24 uh 21st if the parents want to continue remote by choice through the end of the third quarter which ends on march 12th it's important to emphasize that this form only needs to be filled out for students who are choosing remote by choice all their families don't need to do anything or fill out any form so what questions does the hat the board have in regards to what we just presented or the plan moving forward i just have a quick comment that i was grateful to the high school people that we saw at teaching and learning that was one of the things we didn't mention is that they did a lot of conscientious work to count which kids were in lunch which kids were early early or late start and uh early late start early release and um i think that they really dove into the numbers to try to figure out what was going to work on that schedule and that's what made the difference was figuring out just how many kids there were in each category so thank you to those folks who are teaching learning and you guys that maybe weren't but you were part of it uh you know yeah i'm just gonna i i'll i'll echo what tony said because i thought it was a really important thing to see as a as a board member and as a hopefully as a community member to see um the people who are on our teaching and learning committee who uh you know our staff who were frantically crunching numbers and working on their commun computer um you know multitasking for sure paying attention to um and and seeing them you know dive in as best they could and you know certainly leaving you know some of them working diligently after seven o'clock leaving them alone in that room um so it when we you know when we ask for information and we suggest changes and we're thinking sometimes out loud and processing and different things you know so much work goes into the data that is given to us and presented to us and um thank you we appreciate it i appreciate it and just it's incredible the behind the scenes work that happened so um may i ask two questions um so and forgive me if i missed it um can you explain because we have had a few questions i have had a few questions around gifted ed related to elementary and um and how that will be handled given the fact that maybe we're losing some of that small group time or or yeah well at the elementary the pull out program is for gifted math uh ela has done more in differentiating within the homeroom teacher and being able to do that so i'll address the math piece first so there is right now our gifted teachers for the pull out math instruction do go back and forth between two schools which is very hard if everybody across the district is doing that so they will alternate to those schools and then teach remotely to the school that they can't get to on that particular day with a different teacher providing the classroom management piece so that there still can be continuity of instruction and have that not be lost time for those and then there also is time built into the remote by choice in the afternoon so that our gifted teachers can teach math to the students that are purely and remote by choice in the afternoon so there's both of those time periods i know one of the concerns is around ela which is more differentiation and some of our teachers are really knocking it out of the park with that small group instruction and the time that they're able to do that part of the video that is going out to elementary staff tomorrow talks about teachers still having the discretion whether it was in person or in remote to continue with small group instruction movement breaks all of those types of things so that it will be a little more difficult because there's going to be less time but there still would be that piece and each of those groups will now be smaller than having the entire group to instruct via go live so it's a lot of it is kind of reframing and what that looks like but we're certainly not wanting to give up differentiation as we move to these two models thank you and then can i um just related to the timeline about the for about choice so um so we are looking at having potentially another a time to change at the end of either the second trimester or third quarter for the upper grades um to to to shift should that be you know where we're at at the time to shift your choice um to a hybrid or in person a versus staying remote for all right um what we're trying to do with that is at least uh get some continuity that it wouldn't be well i want to do it for a week and then i want to change it and then i want to change it back to you know people really thinking about what they would like to do but as theresa was saying different in the change of the metrics could cause us to move back as president doyle had said maybe we will be in a different place later on and we can even offer more in-person instruction or or make changes so that's the timeline for now but i think a lot of this and it has since march 13th is subject to change given what it might what else might be going on i know i had i said i had two questions may i ask one more question to to um theresa related to metrics and this really will be it for now um at the last at the last meeting you had talked about um a pause what did you call it um if we were seeing um some different trends um some adaptive pause an adaptive pause can you can you talk to me a little bit more about what that means and looks like sure so when we talk about changing between us stages those are very monumental movements i'm going taking everyone district-wide in or out of a remote environment or in-person environment and changing a lot of schedules a lot of jobs a lot of placements of individuals so if we see a trend like what we're watching in the numbers at this moment and when we've seen these numbers go up the last few days what we're doing is taking a look at whether from a certain zip code are we seeing a more prevalence among a certain age or population as these numbers come in each day we really nail down and drill down and try to figure out uh if there's a certain certain cause so given that if we see something within the district a set a certain geographical area like if there's an elementary school in a subdivision where we're starting to see numbers tick up or if there's a group of students for example a set of athletes at the high school level that have been together and that caused an uptick there we could decide that while we try to research understand maybe even do a massive deep clean you try to really figure out what's going on within that subset we could pull a pause on any in-person instruction for a period of time either for a class a set of students an area of a school a whole school area of the district or even the whole district while we really try to understand is this a spike is this an unusual situation or is this really where the new norm is and if that's the case do we need to make some adaptations to our plan or potentially move stages we just don't want people to think when you see the numbers pop in or out of the stages the way we've presented them for a day or two days or you know we aren't going to make those dramatic moves until we can understand what's really informing that number thank you yeah can i can i go back to that change at quarter so here's my my high school science teacher two cents for what it's worth i would not offer changing a quarter especially at the junior high in the high school level and here's why i think the number of kids who decide to stay home will affect class sizes and some of your actual classes that are running i think at some point we're going to not be able to run some sections if i if a large number of kids are staying home that's going to impact your electives that's going to impact some of your cte classes i it's going to kind of trickle from there so i i would just caution that maybe at this especially at the junior high in the high school level that if you're going to choose remote you should choose it for the semester i mean i understand that we're kind of doing both but like my fear is there's going to be some classes that aren't going to be able to run because we're going to have to put these kids in math and science and english and and we're because they're staying with their same teacher that class is either going to be happening remote or in person so we're not um like taking away sections it would just be how many are coming in person at the junior high level in the morning versus remote i think that and i i understand your logic i think we were worried about locking people in and saying no you try it and you're there is no try you know you're you're in whatever option you choose for the remainder of the time that we're in stage three or until the end of the year and we felt like we needed to give a possible exit ramp for people or getting back on to in-person instruction at some later time but your point is is valid about that there isn't a great natural break at the quarter for high school especially yeah and then my only other concern because i have been doing this for eight weeks is there's a there's there's kind of this whole cross section of kids who i don't want to say are falling through the cracks but are failing multiple classes because this type of learning is just not working and they're not special ed kids and they're not high need kids but there is a whole group of kids who you know you either anticipated or you didn't who are not just failing one class but are failing multiple classes so at some point when we talk about bringing kids back in i think one of the other ways that we should select some of these kids like i mean i assume that the houses we don't call them houses here we call them this is not hogwarts yeah we call them we call them houses at west side it's not um well every kid has a i mean they're counselors i assume that somebody along the lines somewhere however we do it my kids weren't those kids but i know that there are those kids um but somebody's reaching out to people who are you know is somebody looking to see how many kids are failing two or more classes or three or more classes or all of your classes and is somebody collecting all that data and saying hey we've got a group of 400 freshmen who are failing literally every class because they've never done high school before and that's kind of what that's kind of what we're doing but i don't i don't think it's just freshmen i think there's a whole group of juniors that are really struggling there's a whole group of seniors because i have them and i see them struggle so i i think that as we talk about these kind of groups coming back in we also have to look at like again free or equal isn't always fair fair isn't always equal i think we also have to look at those kids and just say look this isn't working for them we need to bring these 300 kids in maybe we at semester maybe we try to put them in you know here's these kids with these teachers just to kind of go off that a little bit is there an option for as ally is saying kids that are struggling in failing in in a few classes that clearly that this is not working is there an an opportunity at some point for some small groups to be pulled in before the second semester to address any of those severe needs because here's the thing we're only eight weeks in right so we've got another eight to ten weeks to fix it and some of these kids are still at the point where it may be fixable so i guess when we start talking about and i like i realized that that throws a whole wrench in the system but i just like how many kids are there that are in this boat how many you know how can we help go ahead we definitely have the ability to pull that in the system currently at least at the high school all of our students are tagged not only by counselor and by dean so those two groups independently and together as teams pull very much what you're looking for in terms of how many f's are being pulled the system that we have right now pulls lifetime data so what the grades are currently being used in progress is what they're looking at and i know that the counselors and the deans are reaching out not only by grades and also attendance so what we can do is start to look at kind of how else we can work with those students that are failing really just one or more classes so but i know that the buildings are looking at that data and reaching out to students so there's what a meant by reaching out there's that right so so like there's a difference so there's a difference from when i call a kid and i talk to his mom and i like hey let's zoom right now get on like there's a different conversation that happens or when you know i i you know call upstairs and i have three other teachers on the same zoom call with me with this kid's parent that's a much different conversation than when the secretary from the dean's office calls and says hey your kid's failing every class what do you want me to do no and i know that the dean and the counselor are calling um i can look into in terms of setting up uh specific where there's like team meetings with teachers um just to see i know they're talking about and working they've placed some students in intervention about getting kids back on track looking at what they're struggling with in terms of work completion and working with students who are struggling not only to engage but also to accomplish the work so um we can touch base more about that i just yeah i just we also can look at and i know it's been a few weeks since we talked about it but even doing some after school types of things to provide some in-person support to run during the school day transportation becomes quite an issue and sometimes students have transportation to school on their own and sometimes they don't but we will explore more options because with extending this even further from bringing them back in person we know we have students that are struggling right i mean i'm just suggesting like a cohort of here's here's a 10 kid cohort and let's you know let's make sure they all have the same biology teacher and let's make sure they have the same english teacher and the same sequential algebra teacher and let's just let's just try it with these you know with these couple of kids and let's you know what i mean i think if the board gives direction because this is not a fresh conversation right when we first started talking about having a conversation about a return to school program we started that conversation with the most at-risk students the special ed kids the kids that were struggling the kids that were falling behind the kids that were failing we already had this conversation about watching out for these kids and requesting that they're helped for so now x amount of weeks into it and just getting ready to start saying oh can we start looking into this i would have hoped there's some little nugget of research ability into a building that's half empty half of the day now that we're able to get this going but right so in all fairness as a teacher like i have you know three kids failing physics so you know it takes me it takes me some more time on top of the time that we're already taken to you know now i got to reach out to all these other teachers now i got to make sure that they're all you know what i mean so we're talking about adding a lot of time for the teachers so what i'm not trying to do is add more to the i'm not trying to add more to the staff but i'm trying to kind of bring it into a fold if that makes sense like you know are there maybe this is just to kind of ask on other options if perhaps looking at this during the school day can we this is how i'll ask it can we because we know that the reaching out is not working for a lot of kids and i know you know that too is there a way that we can provide more helpful resources in terms of connection with students that just aren't catching on as fast to how remote school works is there a resource that we can provide to our families to know what to do if this is a situation occurring and know how to ask for help because i know that there are tyler and there's google and there's the reminders to the student email and the reminders to the parents and then the newsletters and it does it's a lot so maybe there's just a way to make it very simple and clear that parents when they look at their tyler or they look at their students google classroom they know if their child is one of those students that they know what to do if that happens or if that is happening i don't know if that's something that we can provide through the school community resource collaborative or if that's something we provide through the school day but i would hope that as matt said we've already begun looking at that and i know that we have and i also know that there's a lot of kids that you can't get a hold of so i would just simply ask that we provide everybody a way to understand what to do to help right and i guess i'm just asking if we can bring some of those kids in even if it's just the three hours for a more intense like we need to really get these kids on math science and english because they're behind they're all behind they've been out since what march of last year you know what i mean like is there something where we don't necessarily have to take all the electives but we really need to make sure that they've got the math and the science and the english and then can i sorry this is a lot for you guys um but and i and i have a sense that it's probably already on your radar but just so we can have say it out loud when you talk about um when we talk about families making a choice about continuing with remote or coming you know doing the hybrid is there a is there an outreach plan for those students that clearly are struggling based on the data that you have that would be a more concrete and specific outreach plan to reach out to the student and parent to say based on what we're seeing we you know potentially could it would encourage you know you know an alternate one of the alternate options like the hybrid option or whatnot um so that there's that direct contact and and and feedback um i i realize that you know our for the we have a quick turnaround time here um in terms of the forms and and whatnot but i think we also have you know some internal leeway too i don't know if that's something that has already been discussed or could be a process we did some of that with the students in self-contained special education programs too where we absolutely if it was a health reason or those kinds of things but if we called and kind of further explained and talked about it then some people changed their minds i would think that the same thing would happen with this that doesn't mean that we want to put anybody where they would feel unsafe right but if um you know and if we don't hear from them they're automatically into the in-person piece and that's kind of why we opted that way um so that we would build classes assuming that those students would come but we definitely would be reaching out to our students that are on the list and making sure that they know about what's coming and encouraging them to pick the best option for what that means and that some families are having a very difficult decision between what's right for health and what's right for what they would want to do for educational purposes and we have to of course accommodate and understand that sure i have a quick question sorry this is ruth croner ask um in regard to particularly at the high school level i think the junior high at least at my kids junior high has a retake policy where typically they'll after meeting certain requirements you're allowed to do some retakes and i know that typically at the high school most departments have policies on that and typically it's there is no retake option because you're in high school and you need to learn responsibility and get stuff turned in when it's due and i totally i'm down with that however i do think that there are some extenuating circumstances potentially and i'm not saying we need to allow students to have another excuse to not do something but i think that sometimes legitimately they just are not getting it um and are not there's a connection missed i mean believe me like i said i've been on some of these things where they're just trying to teach them how to open a document and it's like pulling teeth and it's very painful to watch but i'm just wondering if we're allowing the individual teachers any kind of leeway i know a lot of that is department driven and you know in an effort to have equity between the two buildings and i totally understand that and i think that that is important but i also think it's important to allow the teachers to certain extent to kind of use their own judgment just like a pandemic retake policy type thing like this is extenuating circumstances for everybody and you know you can't read people's minds but i think a teacher can typically get a feel for their students and are they being genuine or is this like an excuse you're hearing over and over and over again ruth i think that what you're talking about too gets to are we letting the teachers cooperate so that they can create an understanding of what's essential in the course and then what's essential about the work turning and then making sure that the kids are sticking to what they're supposed to stick to and the parents are not you know bailing out too quickly but i agree with you that there has to be some flexibility in the time of a pandemic but there also has to be some communication amongst various people to make sure that we're not having one teacher who just says oh you poor thing you don't have to turn in anything another teacher yeah i don't i don't want that for sure and i know you know typically at the junior high level it's like if you got a certain score on a test then you can submit a form to retake it and you have to have turned in all the homework first and had a discussion with the teacher and not all of them well that has been my experience with the retake situation and i you know i appreciate that there are maybe some hoops that you're going to have to jump through to get to that but to especially for some of these kids who seem to be failing everything like standard space grading is a whole other conversation we could have it another day might exceed our discussion okay sorry nope it's that's a really valid point that i am curious to hear about too and i did have one other um question as clearly a lot of this the timelines for this is technology related and i appreciate that we want to do what's best for students and i do feel like what's best for students is for them to be in person but included in that is for them to be in person with a teacher who has the tools to successfully teach and a lot of that has to do with technology especially at the junior high in high school we're gonna we're gonna be asking them to live stream their classroom to the kids who are at home that day so that's obviously technology plays a significant role in that and you mentioned delays in delivery do we have an updated delivery i know we have like teacher devices and then we have student devices and that's maybe two different dates uh yes because we made uh purchase and made orders uh at different times and we're experiencing delays uh with both of those orders as are many many districts that put in orders as well i did see kyle uh our director of technology here in the audience um if he has any more new updates come on up but i put you on the spot there kid yeah all right i don't have very many updates outside of what faith had said our vendor i spoke with him on saturday and monday just to get updates were in a line that is very long they're filling units as they're coming in a lot less units are coming in than what they thought so that's where we're we're at okay so we don't they haven't even actually given us an estimated delivery date at this point they have been saying for a while that they would um and we have not gotten that great is there this might be a really dumb question but is there some way that we can ask our vendors to prioritize school districts over say stores for christmas or other purchases where they might have been making them for the general market to prioritize for school districts since this is a need for so many school districts is there a mechanism to do that i have asked about that and the only prioritization that they are giving is to medical and health care facilities which makes sense thank you thank you that'd be a good time to thank you stewart for some computers say that one more time no to thank east aurora for computers oh and my alma mater that actually is a very good point and i had made that but we did get a significant loan of devices from east aurora school district which we are ridiculously grateful for and then i believe also a few other uh just these doors yeah about 700 devices so again you to dr noral superintendent out there and the board of education for working with 308.
