we sold those laws with a double a bond rating because we had clean audits and we had financial excellent financial oversight because we had an excellent financial oversight world the district's only obligated to pay back 13 million 920 000 of the 15 million dollars that we sold so basically overall the bond sale was a really big success and here is what was in the bond pamphlet itself it shows how we're going to spin the bond in each one of the areas reconstruction renovation construction acquisitions we're going to spend 9.4 million pupil transportation 2.2 million dollars and technology furniture and equipment we're going to spend 3.4 million and again we estimated the tax rate was going to be about 47 cents on a 100 000 home it was going to be 47.68 a year the tax rate for 2021 is set at 46 cents so that's pretty close to what we told the homeowners it was going to be so we're pretty spot-on to what we told the homeowners our tax rate was going to be this is what the actual cost was renovation construction um acquisitions 9.4 million dollars in actual cost was nine a little over 9.89 pupil transportation we budgeted 2.2 million dollars was pretty spot on almost 2.2 million and then in technology and furniture and equipment in miscellaneous school furnishings we had 3.4 million we spent almost 3 million dollars in that area premium funds we received 28 000 and then in interest earned we had 64 so we actually had a little over 15 million dollars to spend in the bond 15 million ninety-three thousand dollars to spend we spent all the dollars of fifteen million nine three thousand dollars and we currently do not have any monies left we have we have an outstanding appeal right now to purchase the rest of the laptops that we have and that's the area of technology that's how i felt the last week so do you have any questions thank you brenda thank you appreciate that information it kind of sounds like we're going to be out of money next year yes for bonds all right anything else that we need to discuss in this public hearing i'm not going to have a motion to close the public hearing for the checkup segment from partner all in favor of closing this public hearing thank you thank you we'll reconvene in about a minute with a pledge of allegiance

please join me for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all roll call Cory Burgess here Genie Borland here Brandy DUIs here Charlene Diaz here and Mr Lutz is not with us today I'm losing everything or couldn't even find my agenda oh it's going to be a good night oh boy there we go okay I apologize I'm got n million different things found it okay citizens present please sign in in the back um call to the public uh this is the time that the governing board that the public may speak to the governing board regarding issues within the Juris iction of the governing board and subject to reasonable time space and am manner restrictions as the governing board May establish comments will be limited to 3 minutes per individual unless specifically waved by the governing board at the conclusion of the call of the public individual board members and individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in the in advance as part of the agenda uh we have a few separate ones I'm going to we have one present I'm going to read the two that were're already given and then we will get to you Miss Patterson our first one is from Hannah ha hi my name is Hannah heg I'm a student at Fox Creek Junior High I just wanted to let you know why I think that having lunch in the cafeteria is a bad idea it's a bad idea because we would have to sit in a space and not move around or have a schedule change and it's also hard for teachers they have limited time to spray everything down and having lunch in the classroom will give them more time for that and also for them to grade papers it is also good for students because the teachers give them 10 minutes to move around inside and have some fresh air and use the bathroom instead of sitting in the classroom it's just easier for all of us to have it in the classroom thank you for your time our next one is from Miss Noel Regan i a teacher at Fox streek Junior High and I've taught for the past 24 years I'm asking the board to allow us to continue to have lunch in our classrooms it is my perception that the board sees a return to lunch as in the gym as a return to normaly I counter that with it's actually more restricting than what we are currently doing those students currently are with their lunch teacher for an hour in the classroom the fact that lunch is occurring in the classroom allows teachers to do team building activities with students to allow break in the routine a day as well as allow teach allowing teachers to take their students for an outside break for a portion of the period teachers by remaining in the room can utilize classroom resources sit at their desk and actually eat and even accomplish some school tasks while students are eating moving this all to a lunchroom will take those elements away from students as they will only be sitting in their rows unable to move with teacher standing by and supervising not only teachers but students will be more restricted by this change even more unable to move and interact there has been much talk of Equitable standards and experiences for teachers this year online instructors will not face the same challenge as those of us in person they will continue to have free time in the morning with no Home Room serving bring lunches to students free time between classes because they do not disinfect a classroom free time on their prep period because they do not have to supervise passing periods in bathrooms free time at lunch to eat and relax and even get work done without supervising students while those of us in person feel almost punished for our choice to come back to campus and interact with the students this is nowhere close to Equitable additionally if this change is mandated it will be our fourth schedule change in two months I understand that these are difficult time difficult and different times s some of the chaos and stress we are under this year is unavoidable much of it much of it is not as it has come from the frequent changes in disorganization teachers are adaptable and flexible and in this job because we care about kids but the frustration level is increasing and teachers want to feel not just someone but you the board the administrators care about the teachers their voice their opinions their concerns Arizona is facing an even worse an even worse teacher shortage crisis this year than it normally does teachers are being pushed beyond their limits with expectations being placed upon them and their time and energies before we lose even more teachers please take into consideration the additional burden and stress being placed on our teachers that may cause them to leave the district and our last one we have uh Shannon Patterson let me know if you can understand me or not but good evening board president Burgess superintendent Stuart um this may or may not be appropriate for a call to the public it's not a criticism it's not a complaint it's actually positive statement so um regarding online learning um I know that out in the public there's been a lot of negativity from parents and just generalized people in the community um about what teachers were doing online my student had a positive experience he's new to the middle school he's a fifth grader this year and his teachers on online did an exemplary job I have a binder literally this thick of things that I printed out that he did while he was online so there was work given it was meaningful it was relevant so I wanted to give a kudos to your staff uh specifically Miss Ernest Mrs Burgess and Mr mclin um he is back on campus now he has Miss Padilla but I just wanted to give that positive to let you know that the teachers were doing their job thank you thank you very right item 1.6 adoption of the agenda uh with the agenda I will make a motion that we adopt the agenda as a submitted with one exception item 6.4 for our next meeting um which we will discuss at that point so just pull that at this do it right after the approval of the agenda so adoption of the agenda minus 6.4 I second all in favor I Corey Burgess I Janie Borland I Brandy DW I Charlene Diaz all right moving to 6.4 just so we can clarify that uh we did miss an item on our agenda for financing uh that we need to have a really quick one item topic tomorrow uh we do have to sign this report so we will need three members present do we have three that can attend and what time works best I can attend um four five I I can make it after 6 because I have parent teacher conferences so and Mr President we need it to be 5:45 or later because we have to post for 20 24 hours and Kim is prepared to post as soon as you decide so we could set for say 6:30 um I would not be able to attend at 60 I'm leaving town on tomorrow night I have a dental appointment with sedation so I don't want to say yes would you do it Thursday well we have to have it submitted this is for the annual financial report it has to be submitted on Thursday so if you did it Thursday morning you could do it um we just have to have it submitted electronically before close of business on Thursday Thursday morning would have to be early so uh how early I person well we have only you could you wouldn't have to be in person for the meeting but you would have to show up uh to sign we need three sign remote MZ if you can make remote Wednesday night and then come by Thursday and sign I could come by Thursday and sign because we could sign Wednesday and then you can come by Thursday morning and sign it would that work that works could we I will be out of town so remote to phone in I can do remote but I won't be able to sign oh yeah Genie can come sign I'll sign yeah you guys are tag team in this this will be good yeah one of you do one so do for 60 okay so there are three of you right can three of us can make it at 6:30 u i was yeah I'll do it and we and if remotely works I'll be there um we just need to come in in the morning morning to sign I was going to I would be able to get online so and I apolog I apologize the whole reason for having this meeting early two days early was because of that item but I didn't think to put it on the agenda so my sincere apologies all right so yes so we're doing in person 6:30 tomorrow yes all right thank you moving forward item 1.7 super superintendent reports Dr seart uh I I gave you the building report and financial information U the items that I would add for you uh well I would also call your attention in the reports to uh the enrollment um we are up um those uh Kim could you put up please the um the enrollment item that has to do with enroll uh the item that has to do with enrollment um okay well the other one one yeah the other one please this one looks impressive but uh the good news is that we're up uh from the beginning from the first day of school we're up by uh50 students uh that's really good news overall we're down about 340 from a year ago uh but we do have students enrolling off almost every day coming back to us or there are lots of new people moving into town and uh so enrollment is picking up so I want I did want to highlight that um beyond that my updates for you uh first of all we had a surprise uh a surprise visit today at uh Coyote Canyon and Sunrise Preschools by a representative from the Arizona Department of child care licensing because we have to have our preschools licensed and uh Sunrise passed with flying colors uh coyote uh classrooms passed with f flying colors but we had made some changes for instance in the in the changing area for students the you know the diaper changing area and uh a playground that had been approved for several years in a row did not meet today nothing has changed about it it's just a different person who came and checked so uh the items that were put on the list for for changes can all be taken care of by the end of the week um but generally very good reports for both sites and then uh the preschool at Diamondback was not on this inspection but there will be a surprise visit there sometime in the near future as well um the annual audit is scheduled for the week of December 7th uh with the audit uh affirmed that we had contracted the district had contracted with for 3 years and uh I'm giving it to you as a report it's it doesn't require board action but it does require the president's signature um Mr Burgess has in front of him the 8 page um agreement that we are expected to sign with uh for the enrollment stabilization grant that is the second set of funding from the cares act this is the piece that the Governor had control has control of the first part which is called essers uh Elementary and secondary education Relief Fund uh we already have and can spend this is the one that is calculated the ESG Grant is calculated on our 40th Day ADM and a rather complicated formula but in our case uh looks like we would have about $2.4 million in this grant the tricky part is we won't know the exact dollar amount until November 19th they've moved that back by 8 days and it must be encumbered by December 4th and spent by December 30th so what we've been doing is keeping track of expenses we've already had and uh some of the things the covid related expenses that we had initially put in the essers grant applic a that Grant is about 1.4 million um and then we will just Journal them over to this grant so that we can um use as much of it as possible for covid related expenses uh and have that done by December 30th any unspent amounts from that money will have to be returned to the state so you can imagine that we are looking for every penny that we've spent or in to spend relative to co the esser's grant uh goes through next September and so we're sure that there will be other expenses that come up in the meantime um for that um and then I wanted to bring you up to date on the substitute situation uh kind of a comedy of heirs only it's not really a comedy but we all know that the substitute situation is very dire in our community and this is true in through the entire State not only is there a shortage of 6,500 teachers in the state there is a shortage of substitutes so um uh this week yesterday when I met with the instructional team um I asked them for some strategies what they thought we could do to increase the number of substitutes that are working with ESI our contracted company and they indicated that one of the issues is that when our subs have put in their paperwork that there seems to be a bottleneck at ESI before they get their onboarding training so I talked with eileene our HR person who is our contact person with ESI talked with her yesterday as well and she said there is a bit they it seems that they only have one person who is taking care of all that paperwork but she said an equal problem on our side is that our applicants are not always getting in all the paperwork that they're supposed to have all the documents they're supposed to have and in fact she has uh she knows of of two or three of our previous Subs who started the paperwork process and did not finish it so we're going to try to follow up on that um another issue was some misunderstanding in terminology at our front desk some folks have come in and asked for the Emergency substitute certificate paperwork and U my gals in the front thought they were asking for substitute application forms and so we're saying no to them and I said okay let's get this straight we will we will give out the emergency certificate application forms to folks who ask for them so we think we've got that little issue straightened out uh as well um the bottom line is we need substitutes our our preference would be if we could get enough if we could have six at least uh we would say we would try to say okay let's you know you pick which school you're interested in working in and they would work that school so that we don't have the cross uh travel between schools if we could get that to happen uh but at this point we'd be very happy to have some applicants one of the things that we know is probably going to be the case because it's been the case in the past is when the snowbirds come a number of those folks are retired Educators and so we're going to reach out to the folks in our uh RV parks as well post things say Hey you know are you interested in working a little bit and see if we can't uh encourage some of those folks to join us as well so we're we're trying a multi-tier approach we'll get it on Facebook we'll get it on our website again and uh really try to encourage people to apply and uh my other uh my last item I'm sorry sure so um what are we doing right now in the classrooms if there is not a sub if there is not a sub depends on the site they've all gotten creative so for instance at the middle school where we have um vacant positions when they set up their schedule they scheduled um uh their core teachers to teach an extra group of students so we even we didn't even need a sub but it means they have no prep time and that's not good but it's better than you know just rotating people through at our other sites um they're all being created so at one site uh the the specials teachers art music library PE have worked out their own little schedule uh so that they know that they're not getting pulled to cover classes for say a whole day at a time they've worked it out so they're covering if somebody's missing and another site they have set it up so that each of their people who might be available to sub for somebody who's absent um they know okay Tuesday is the day that I might sub for somebody and another person knows that their day is Wednesday and somebody else is Thursday so each side has been fairly creative in doing that the best news is that we've not had multiple people gone at any site um uh for more than say a day at a time and I don't think we've had any occasion that's been as serious as Corey explained to me one day at the high school was it nine people out and only two subs we haven't had anything that serious so but we've empowered the principles to be creative for what works at their site so if the teachers are using their prep time are they being compensated at the hourly rate for that prep time no we're not doing that this year and um that's part of what's coming up uh in The Proposal that you will see for a revi a revision of the classroom site fund paying people to work their prep time is double dipping and in fact is uh one of the issues that was before the legislature this past year and probably will come up again we're already paying people to work those hours but the alternative we're offering really is a better situation for teachers anyway so when we get to that section about um the what used to be called prop 301 which is classroom site fund you'll see that it will be a better a better solution for that so there is an opportunity for people to get paid for working okay and can our par professionals get hired on through this SII and become a certified sub and if we do have that shortage we can just pull from the site and have them sub in the classrooms they're already on campus uh is that an option we haven't thought of that but that's a that is definitely an option for us we do have them uh helping us so one of the things that we dis discussed yesterday with the instructional team was the idea that um especially so we didn't necessarily have to mix cohorts of kids that if there was a person missing in this classroom if the door were open between that classroom and the next classroom where there's a certified teacher a pair of professional could be in there helping in that doing that classroom at that time because they're still being supervised with the door open but I hadn't even thought about your plan so that's a good one we'll uh investigate that thank you and look into that maybe we can figure out a way to expedite that kind of help get that process that's a great idea definitely thank you Dr Stuart I also had a question um just to clarify if a person comes into the district office um wanting to be a substitute do we refer them to the substitute agencies absolutely okay absolutely yeah and uh Eileen will because usually especially if they are somebody looking to have to get the uh emergency substitute certificate they get that from Eileen anyway and she would give them that information but otherwise the GS out front also have that information yeah yes ma'am it's also on the front page of our as well uh Kim reminds me that it's on the front page of our website just to uh give some information to the rest of the board members about this document she referring to the eight pages uh it it outlines for us what we need to do in order to get that Grant most of this deals with how we spend the money uh there's certain rules regulations where it can go how it has to be done and it's subsection in very extreme detail about who you can pay and who you can't pay uh one thing that I want to bring up later just so we're all aware um as far as the there is 10 steps as far as our school that we have to comply with with this Grant and and in keeping moving forward uh number one is a comply with the executive order uh number two is comply with Benchmark testing number three comply with uh guarantee certified Ela 180 days of instruction which that's actually on our agenda also uh certifi that it does not limit the availability or Pro or refuse to provide free on-site Support Services uh guarantees agrees complete with the state federal transparency requirements uh guarantees to agree to submit to the governor the data for federal law um and it goes through student count uh local revenues all that on the finance side uh agrees to not replace their instructional program with the Dropout recovery program um agrees to implement policy requiring face covers um agrees to wave to the waiver request submitted uh for on-site person learning requirements and agrees to understand funding sources as outlined in section one and based on the CRF frequently Asked question number 53 guarantee understands the governor's office will allow guaranteed to presume that the first 500 worth of expenses per student associated with a safe real in the schools um so those are the guidelines we have to follow I can pass this down you guys can go through if you want in more detail but there's some of these items we will be discussing in more detail right and I have one other uh one other thing just to report on performance goals activities um goal number three that you all had for me with about communication with the community um uh I am I was uh invited to be uh an actual member of the Chamber of Commerce business and community business and governmental Affairs committee so I'm doing that um I'm I'm also a member of the mo uh Mojave laaz counties counties attainment committee and um right now Mojave and laas County working together on this but are the only counties in the state of Arizona who uh have moved forward with this uh attainment project which is to increase the percent percentage of the population in our counties who attain some kind of training Beyond high school and so the whole idea of this as a task force to increase postsecondary education for uh our citizens primarily with our upcoming citizens students and finally um uh and that attainment committee is uh situation is sponsored by expect more Arizona and I did represent BCD at ribbon cutting of Colorado River Union High Schools TV station on Saturday so um that concludes my report unless you have other questions any other questions uh item two consent agenda we get a motion to adopt the consent agenda as submitted I'm sorry president run 1.8 donations oh sorry man I screwing this all up okay 1.8 donations thank you you're welcome um our donations to our community from our community are amazing thank you very much uh coyot Canyon received eight cases of water uh from Mel and Mary Hony Valu at $24 Sunrise Elementary receive four protected cases four glass screens for iPads from an anonymous donor valued at $100 the district received 12 iPads from Sudden Link uh valued at $514 and one pallet of ball at water from the women's Council Pope committee valued at $369 Desert received a check from Miss Johnson from the Arizona Diamondback foundation in the amount of $1,000 uh we greatly appreciate all donations um they are fantastic our community always steps up for our kids and and we truly do appreciate everything they do item 1.9 any board member updates at this time I have one Long window okay before we get to that one can I just as a board member update like to welcome Miss Diaz to our board thank you her first meeting with us and welcome congratulations and good luck and all that comes with that so welcome to our board than you um Miss Borland I wrote mine out so I wouldn't forget anything so um I was going through the different um reports and everything we get and there's a lot of them and um I just want to say I appreciate the thank you notes from the instructional coaches and was really impressed to see the takeaway and how they plan to implement what they've learned in the workshops especially keeping the students first I'm excited to see how the upcoming breakout sessions help create better teams I saw Miss heggy stated that they focus day two on recognizing the good and it really made me reflect on where I wanted to go with this report in the past we've just mentioned what we have seen visiting at sites or events that we have been able to attend but with many changes this year we as board members have not been able to be as actively involved on sites since we are board of all Educators we can often see things from a different perspective we can put ourselves in the shoes of teachers when we make decisions because we've been there it also provides us with a natural friend circle of Educators that allows us to see and hear what is going on in the classrooms even when we are not there physically through social groups and social media even if we do not respond to what we hear we still hear it I've had quite a few concerns based on this as well as emails calls and messages from parents and I feel that we as a board need to work together to help them out we can't keep teachers here with our pay and benefit packages so what can we do to keep them in our district we have a lot of amazing teachers and principles and we need them to know that we appreciate them and understand that their mental well-being is just as important to us as it is to them with all the new restrictions and covid related extras we have given these teachers have we relieved them from other expectations as a parent trying to work full-time watching over virtual school and keeping my household going I was overwhelmed and had a plate that was overflowing since kids have gone back to school I feel like my plate is feeling more balanced but now theirs are overflowing how can we help what can we do as a district to make that that easier rather than harder I know as a parent and board member I appreciate every one of them the extra hours time and lack of breaks they are getting but we are starting to lose teachers and I have unfortunately heard several others state that they do not plan to come back next year we've taken away a lunch break because students are eating in the classroom we've placed specials inside the classroom so teachers have lost their prep time in their own space and at times even specials all together as teachers are being pulled to other classrooms to cover for lack of Subs we've taken away playground time and free play and required planned activities that our teacher LED we've asked teachers to take on more precautions more cleaning more duties teachers are coming in earlier and leaving later they are planning and Grading at night and taking away time from self-care their families pets and even friends just to keep up teachers are emotionally and mentally exhausted and will not call off for fear of adding more work to their co-workers because there's a shortage of Subs parents are unable to send in treats to show they care outside food is not allowed in as well as potlucks in the staff lounge or welcome back breakfasts teachers need to feel like they are part of a team not an isolated overwhelmed worker be that will be burnt out before the next holiday break Administration has hired these highly qualified Educators who have spent many years perfecting their jobs I feel that we need to trust that these teachers are doing their jobs to the best of their ability with the tools provided and show them as a district that we trust and value what they are doing there is no 100% right answer during these Uncharted times when we are making decisions but know that I as a board member am looking at what are the best options for our teachers students and staff at all times and value what you have to say even when I'm unable to respond I'd like to give a shout out to Miss Martin and Miss mun for thinking outside the box to come up with a way to convert grades over we also offering opportunities to improve these grades from previous quarter shout out to Dr Bond and Mr Eastman for jumping in to pack lunches give restroom breaks and cover classes when needed and kudos for Behavior at Fox Creek that has been impressive as well as quite compliant with maske wearing congratulations to the transportation team as I've heard nothing but positives for the busing so far this year they've done a great job ensuring meals were delivered through summer and jumped into the changes as they were handed out at Desert Valley Karen Johnson Holly Hamilton and Jackie borgan have come together to help figure out the best way to expedite student pickup and drop off after a rough first day back and created a team to support the needs lots of positives came for the new assistant principal Kenny Churchill as he's a great asset to the district and to Sonia Roy for Technology support a way to go to Chartwells for creating and implementing thousands of meals in a to- gold fashion every day as well as delivery over the summer it truly makes me happy to see that kids who may not have had a meal over the summer were still given that option a few hundred meals may not seem like much when you compare it to how many kids usually get served but that's a lot of bellies that did not go to bed hungry that night I'm sure there are many other Kudos deserves and commend you all out there as you keep going every day I feel that the admin and all the staff at our district has worked very hard to implement everything this year to the best of their abilities with many going above and beyond I appreciate the professionalism that has been shown and know that we have come a long way in the past two years as a district since I've been on the board but there are still many great things ahead for our district thanks to the great staff we have so hang in there we're all here for the same reasons thank you very well said um didto to all of that thank you very much any other uh board member reports um yeah I'd just like to give a shout out also to Lance Ross for representing our district through all um sorts of media and um just always doing a great job out there and um I just notice that Grace HEC and Ava Smith have gotten together through make Bullhead better and band together stick together group to encourage teachers and um just give a lot of encouragement out there to show how well our educators are doing in this area so I just really appreciate that also and just all the teachers um all of our administrators all of our staff and the technology staff also because this is really different times and I just really want to just say thank you and we appreciate all the different ways that everybody's working so hard to come together so yes thank you I agree with all of it we have an amazing staff who's doing a fantastic job and and very unchartered Waters um any other reports moving on to consent agenda we get in a motion to adopt the consent agenda I move we adopt the consent agenda I will second that Corey Burgess all in favor I Corey Burgess I Jeanie Borland I Brandy deis I Charlene Diaz so moved item 3.0 old business item 3 .1 policy ACA sexual harassment Dr Stewart Mr President members of the board um this is uh the second reading of this policy uh the Amendments that were uh recommended by asba as a result of the changes in the federal law um and uh you can see in the document presented to you the things that have been um taken out and the wording that's been put in significant changes in this policy and then an addition um as you'll see in a minute of another policy that covers some of the other um pieces of this as a side note I will tell you that asba ASA all the alphabet groups have offered um uh webinars for superintendent uh regarding uh these changes since superintendant are historically the individuals in most school districts who are the hearing officers for any of sexual harassment or Title 9 uh complaints and I have participated any questions on that policy okay then I move we approve policy ACA sexual harassment as presented second that Genie Borland all in favor I Corey Burgess I Janie Borland I Brandy de I Charlene Diaz so moved item 3.2 policy AAA Title Nine sexual harassment you'll notice that this is a regulation it only requires one reading and uh we didn't present it to you until uh you had the second chance uh the second reading of the other one so this is the document uh that is recommended to be used uh in compliance with this policy so for the regulation do we move on it you can move on it yes any questions okay I motion we approve regulation ACAA Title 9 sexual harassment as presented second that Genie Borland all in favor I Corey Burgess I Genie Borland I Randy d i Charlene Diaz so moved item 3.3 policy gcd professional support staff vacation in holidays Dr Stewart this is the second reading of uh this policy and um uh this was one where we just changed uh the wording for the for to add to the 12 month or uh whatever the number of days or hours as uh appropriate to match contracts for our folks who have contracts and to match work agreements for those who have work agreements so it's just simply adding uh adding the information translating the number of days into work hours any questions I move that we approve policy gcd professional support staff vacation and holidays as presented second Brandy DUIs all in favor I Corey Burgess I Janie Borland I Randy deis I Charlene Diaz so moved item 3.4 consideration of location for meals Dr Stewart this was the item that you all wanted uh presented on the agenda for tonight to consider um instead to consider discontinuation of meals in classrooms and put them back in the cafeteria uh the recommendations uh from our sites are very much to keep breakfast in classrooms uh and most of our sites could accommodate lunches in uh doing lunches at this point uh if you so desire um I made the recommendation to you in my memo that I sent to you that we stay the course and keep keep doing what we're doing through the semester uh because from my perspective as superintendent I would rather ER on the side of caution uh for the remainder of the semester however I wanted you to be aware that uh we are ready and prepared to do lunches in the cafeteria we would prefer not to do breakfasts in the cafeteria for a number of reasons that would violate primarily our cohorts um so it's open for your discussion and your direction well personally uh for me on this situation my big thing is and after seeing the information that we're giving and with the numbers that have been coming back we are continually uh staying below the thresholds um I I I would actually like to see us go back to our meals as normal I'd like to see us go back to uh classroom as normal um all of it uh I know that under the mandates you guys we went over uh we are required to maintain the masks uh but that's pretty much it at this point because we've met all of the benchmarks um we're we're where we need to be and we have been for several weeks I know on that last report we got um it said under you know a continual drop for two weeks or under 100 uh that's very important or U because that put us under that threshold and the check marks there we've met that Mark um so we've met the we've met everything we need to meet and we look at what's going on in our community we have other districts that are back to normal their their schools are doing like they're supposed to they're and we're not seeing a big jump I know the big fear several meetings ago was after Labor Day we were going to see a spike we didn't it wasn't there um you know the nice thing with with the masks and staying there those that are that are still feeling a little uncomfortable or unsure they have that protection uh and the pp is available uh we have that Grant to pay for if we need more uh to buy more we can do that supplies I know I've heard some issues of lack of supplies we got that Grant that's a that's someplace maybe we need to buy a whole lot more I don't know and but we have the money if we need to spend it that's a great place to spend it on let's get that stuff out there um personally I'd like to see us move forward with you know school like it should be um our kids need to be at recess our our our lunch meals can go we don't even have to change the schedule we can stay on a two separate lunches um we can get everything back the way it it was um we can lift all of those restrictions that we currently have uh that's that's where I'm at Mr chairman um my concern would be is it's not as quite as easy as your you just two lunches um breakfast we've always had as far as I can remember breakfast in the classroom um it seems to go fairly well when once they get the numbers figured out exactly what they need to to stack the coolers with they're they're usually pretty good lunch is a little more tricky um some of the schools have to feed two grade levels at a time um in order to get everybody through within that certain amount of time so there is a concern about spreading those children out enough to make sure that they have that distance and not have that contact um so that might be a concern uh if it's a smaller school they might be able to do it but um so I do have some concerns about the lunch piece I I'm I'm in favor of not separating them bring them into lunch let them eat lunch let them go about their way I know at the high school we are on a two lunch program right now but we're not separating them mhm our other schools aren't separating them we're we're doing our thing you know it's it's really hard with 1,200 students on campus to yeah there's just no place to put them especially with the way that we've done it um but we're not seeing a rise in these numbers and and we are taking away a very important part of Education we are removing the socialization aspect from our kids and we need to get it back as soon as possible and I think now is the time and and Mr chairman it I I don't disagree with you I think that yes we they need to get that socialization they need to get back to normal whatever normal is um I'm more of the okay let's finish out the semester let's make it you know stay the course so to speak for the semester and then starting January if everything is great let's go back to lunches in the cafeteria you know I I I don't want to force the issue if if something happens and then we have to turn around and take it back again if that makes any sense um you know I'd rather kind of waited and you're right it's the the numbers have been low I think we had two in Bullhead City yesterday or something so the numbers have been very low but I would for the sake of the teachers for the sake of the kids is kind of stay the course and just wait until January that's just my thought other members I'm going to go with for the sake of the teachers and the sake of the kids we kind of need to go back into the lunchroom because they I I I don't I don't know about the junior high level I don't know if Dr Bond over there can Enlighten us maybe because we did have a call to the public from Dr Regan who feels it's beneficial but the elementary level I don't feel they think it's beneficial with those teachers I mean they have younger kids they don't just sit nicely at their desk and eat their lunch they it's it's not as nice at that level I don't think I don't know if it's something I mean I don't I don't know how they all feel with Miss Regan her big problem was I'm sorry to interrupt but her problem was that by having to do all this other stuff it makes it easier for her to to address her kids where if we're getting rid of all this other stuff then we've solved that problem too no I think you mis misunderstood that she's in favor of keeping meals in the classroom room because they have more time and I'm sorry to disagree with you but that's what she says and I will report to you that uh Dr Bond and the junior high is for sure uh recommending that we leave breakfasts in the classroom for the reasons that I shared with you in my memo that I sent regarding this agenda so that we can maintain our cohorts in the morning and then whatever we plan if we do lunches in the cafeteria would still maintain Co cohorts but the the bre breast are uh the breakfast time is uh very consistently all five of our sites all six of our sites would like to leave breakfast in the classrooms is that Administration would like to leave breakfast in the classrooms or teachers it was the instructional team so the instructional team has principles and the coaches and um um I trust my folks to have talked with their teachers uh and if they didn't talk with them before we had our instructional team meeting yesterday where where we discussed this they did send me their emails after they returned to their site so I'm hopeful that they would have talked with their teachers about that um and just two points to clarify please and I'm I know I'm lobbying a little bit here but one is to keep in mind that parents who chose in-person school did so knowing all of the uh things that we had guaranteed for them that we would do to keep their children safe including where the meals are and that's only one of the things that I'm sure they were considering um secondly if they had if if there were lots of complaints about that we have not heard them at either of the S at any of the sites or here at District no complaints that we've heard at all about meals in classrooms um and the other thing is that we are in phase two and the county still is listed as yellow so I don't disagree with Corey's interpretation of the data relative to Bullhead City however the State Department of Health considers us still in yellow in moderate so I would encourage you not to change too many elements of our Phase 2 plan uh if you can avoid it thank you I'm not willing to fight the breakfast fight I mean I really am not kid more kids get fed I hate breakfast in the classroom the teachers hate breakfast in the classroom but the kids are full so I mean I'm not going to fight that one I'll wait till a different day but I think we need to to go back to lunch in the cafeteria I mean I like I said if the junior high level wants to look at it differently they have older kids they may enjoy lunch in the classroom they may like that brown bag I'm having some major anxiety over 2,000 plastic bags a week at Fox Creek being used to deliver individual lunches are they using plastic my thought my I understood they were using paper plastic bags like a Walmart bag plastic bags okay 2000 a week the pictures I saw were paper so I'm s yeah 2,000 plastic bags a week and that's just one site so that gives me a lot of anxiety Mr President um I've also heard from teachers that they dislike the lunch in the classroom but obviously I don't know all teachers and I don't see all their perspectives it was nice to hear Miss Regan's perspective brought up some good points so I don't know if there's any way Dr Stewart if we could get a survey out there pertaining to like the lower grades and the upper grades as far as what the teachers feel um regarding lunch in the classrooms I mean I hate for us to make a decision put lunch in the cafeteria and the teachers are all like what the heck did you do that for like I don't want to irritate them based off of what we feel you know I mean if the teachers truly feel that way I don't care if they eat in their classroom but the perspective I'm getting from teachers is they don't like it yeah I hear that they're stuck in their classroom for very long hours a day and sometimes they have to sub for the other teachers and it's very very long hours and like jeie said in her report we don't want to you know overburden them to the point that they're just mentally and physically exhausted so I I would like to get a feeler out there to see the dis different perspectives what the all-around general feeling is on lunch in the classrooms on the teacher perspective and and the biggest thing in this is when when Miss Regan's because we keep referring back to that um she talks about unable to move sitting in rows um if we go back to if we remove these restrictions then they they're not unable to move and uh they the sanitation of classrooms the the sanitation of everything I mean we're when when do we co is not going away um we're not going to see an end of Co um so at what point do we change our new normal to to be something where we're not restricting our kids so much and and that's my thing is is when do we get to a point where where we' put in place processes and things to to to do and and all of the fears that we've had this the skyrocketing we're going to have after Labor Day um we can't have kids intermingle because the numbers are going to go up we're not seeing that at at our other districts well and honestly I mean I was at the soccer field 500 of them guessing our Bullhead kids are down at the soccer field touching the ball cheering each other on high-fiving they're at the baseball fields they're at the swimming pool I they're at the sporting events so essentially I'm sorry to interrupt but Mr President so essentially what you're saying is to resend that we are in phase two because if you say meals are going to go back to whatever normal used to be than any of the other mitigating situations that we have put in place to protect our children in phase two become moot because I don't believe we're in phase two anymore because our numbers where they are where they're supposed to be okay and the benchmarks that were set we've met the benchmarks and we've met we've met those benchmarks every week for the last four weeks that's your interpretation of those benchmarks that's not the discussion superintendent have that's why that or is so important it doesn't say and it says a continual drop every two for two weeks straight or fewer than 100 per 100,000 and in Bullhead some of those numbers have gone back up now we didn't get this week's report because Mojave County offices were closed yesterday for Columbus Day of all things and so we I don't didn't even get it today uh and I don't mean to be argumentative with you Mr President um two minutes ago um I don't know if that's significant or not but 18 18 new cases in the county five in Bullhead um significant not particularly um I get that what I'm saying is you all approved the revised plan that we're in phase two and if this is uh if we're talking now about you all saying we need to move to phase three that's not just discussing what we're doing about meals so I'm just trying to be clear about what you're doing so you know if if in fact you say as Corey says meals in the cafeteria as in the past then that undoes all of the other mitigating factors that we have had there have been reports to us every single day from one site or another of a suspected case we have been very fortunate that no employees or students that we know of have been uh infected with covid but we are dealing with reports daily and handling uh using our mitigation process so what we don't want to do is free up too quickly the whole idea was to phase back in we don't want to free up too quickly and then have to close back down I don't think any parent or any of you want to do it that way so I just want to be clear clear about whatever it is you decide are we moving totally to phase three or are we just changing what we're doing with meals based on our agenda we're only dealing with meals well like she said if we change meals back to the new normal we just pushed us into phase three well effective yeah so but if you say on the other hand uh a a middle ground if you were to say continue breakfast I'm just using this as an example continue breakfasts in classrooms do lunches in the cafeterias with the strategies in place and see what happens see if there are any changes in our numbers say between now and Thanksgiving and then revisit it or revisit it at the November meeting uh what I'm saying is you know think about that there is a middle ground here are wanting a survey maybe in that survey we need to there we go ask and I don't see why it has to be the same at every site I mean if it's working at Fox Creek for them to remain in their classrooms I'm I mean I want to do what's best for each site what's good for one site might not be good for you know it's good for 12-year-old is it necessarily the best thing for the 5-year-old and to your point that's you know one of the things the middle school has said you know that they would prefer to go to lunches in the cafeteria uh Fox Creek is prepared to do that they have they have a schedule ready to go for that that uh the other sites have schedules ready to go for that knowing that this was on tonight's agenda U but also building in you know making sure that we have some distancing and doing whatever we can do so they're prepared to do that and we can do the survey we can do you know we can do any of those I mean me personally I haven't heard a single teacher other than the call to the public with Dr Regan request they stay in their classrooms for lunch Mr President the only other thing I want to throw in there is that we are coming into flu season which means you know that could create another whole another issue um again stay in the course until January at least gets us through that that time period and hopefully when we come back in January things have um gone away at least a little bit more I mean so it's not an easy answer so can I see a visual of this like if we go back to lunch in the cafeteria I mean are the kids going to go through the cafeteria line get their trays check out go to the table yeah the thing is that we would still try to keep them in cohorts as our neighboring schools are doing you know the ones that have been doing meals they're still keeping their classes together uh they're still SE seating on only on one side of the table so that kids are not facing each other now I I know at at Diamond Back Our tables used to be I mean they probably still are obviously but two pieces so they don't even have to be pushed together I don't know if the other schools have that or some do and some don't so I mean you know those things can be arranged by sight um um but we can you know we can accommodate as as many cohorts at a time in the in the cafeteria um but follow some of the mitigation mitigating factors as well yeah the kids would still go the through the line and pick up their food I'm just having dress over these bags honestly it's really bu me so did you guys want a survey for the teachers I would like a survey okay that'll actually give some more more time for some more numbers um but I would definitely like to discuss getting us back into right into phase three I mean we we make a motion that if more than 50% want lunch in the cafeteras we can go back to that effective Monday or no we're going to need a week uh it's Tuesday now we wouldn't the soonest we could really do that would be a week from Monday that gives everybody a chance to get their they have they have plans on paper but it would give them a chance to get that uh you know get all the pieces in place to do that and give Chartwells an opportunity for their planning for that um but we could do it certainly a week from Monday by site or just that's 50% of this the teachers because you're were saying by site did you want it by site or did you want it so at Fox Street yes Dr Bond a weird sit because talking you're also two not our kids will not be actually walk through together so they will be sitting at a lunchroom table by their cohort it will be that cohort and then they'll be released by they'll sit come in and sit and then they're going to have to be released by teacher and then so Mr kp's kids will go and all get their lunch and then come back to the table then we can release the next set of kids and that's what Dr R was talking about with it's more restricted does the teacher stay with their cohort while they're in the cafeteria getting their lunch they're still not getting a lunch break and right now according to Mrs Dr Reagan you know she's getting a break even though she's in a classroom with kids and at any of our sites somebody's going to have to be on lunch duty so even if we went back to the normal the old normal of kids go in and they you know go through the line and they go sit they've always gone at least in elementary school and in the J and in the Wellhead Junior High when it was a junior high they still had assigned tables they still went to an assigned place they didn't get to just go any place and eat with their friends and somebody has to be on duty um that's always built into the schedules um and I think Dr Reagan's point was that at least in her room she's got one little group of students they can be doing some things she gets some time and maybe she's the only one with that opinion so your your idea of a survey would give us certainly give us some more information at the elementary sites uh and Mr Roy is here and he can correct me if I'm wrong at the elementary sites um uh teachers come in and relieve the teacher from from their classroom so that they get a lunch break yes yeah so uh our teachers at the elementary school are getting a break for lunch uh so that they're not stuck in their room during lunchtime um so you know there are a lot of little pieces and it varies a little bit from site to site but they're all getting a break except preschool I want to be clear about that because they're expected to teach preschoolers um uh social skills Meal Time social skills and that's not new that's been in that's been a preschool requirement for years Mr Roy they are getting a break right now while they're in their classrooms so the the teachers are in the room with the kids eating lunch and then I have uh specialist teachers and pairs go in the classrooms and cover teachers for a 30 minute lunch period at the junior high or not uh my teachers even the ones when they go on prep they are going around to relieve other teachers to see if they need bathroom breaks or whatever the case may be uh we are down to teachers so a lot of them are covering classes uh they like the lunch with the kids and I want to say about the 50% survey even if it's just all Fox Creek teachers that want lunch in the classroom that's not going to be % so even if that's a desire for my I I don't know I don't know is a right answer my my whole thing if we're going to be changing the lunch thing we're we're like she said in here're we're actually restricting more unless we get rid of all of these other restrictions and that's what I want to do is get rid of all these other restrictions so when you when you have your your lunch break and that's I mean when I was at the junior high if it was my my week to do lunch duty I was in there for that week doing lunch duty the kids came in for the first 15 minutes had their lunch the next 15 minutes they're out of the lunchroom so it there was time for the socialization there was time for getting to do that you know and the teachers went out to the to the field with them while they they went out there for their for their that that next 15 minutes so that's how it was always done so it they do get that socialization um we would be eliminating the idea of the cohort going to the bathroom you know and a teacher having to escort them down and watch what's going on I want to get rid of all of that that's that's where I'm at I want to get get that going and get you know the the the idea of now if a teacher wants to still sanitize their room we'll provide them with the stuff to do that um but if they're they're spending so much time covering and and moving around because of all the Restriction we put in place by just changing the lunch we're we're actually limiting them even more so I I would rather personally this is my thought is get rid of all of the other and go back to life you know I with all your respect Mr vir I think we are throwing so many things at these teachers at one time and I am really having a hard time I see my teachers doing amazing things within the parameters of what we've given them I don't want to go back to my campus and change it again what the system that we have right now is working the teachers have gotten used to it what they're upset about right now is the idea that now we might be changing lunch I don't want to change they're liking the way lunch is set up now they're having actually they like being in the classroom which I won't say they like of course they have rather have some time to themselves but they have adapted to it and teachers are marvelous creatures with that I think we need I agree with Miss Diaz in the fact that I think we need to continue this until December I think we have to stop changing things in mid stride I think we have to give things a chance and for teachers to be able to breathe because every month we're giving them something different and I likened it in our meeting so I feel like my teachers are heavyweight Fighters right now and they are just waiting for the next punch and they are rolling with it but do we have to keep hitting them and I think we need to stay the course with where we are so everybody's stress level can just decrease because they know what to expect when they come in on Monday morning and I can stop changing things at the middle school how do your teachers feel about the lunch in the classrooms are they getting a full lunch break are they getting relieved um we're um no they're not getting a lunch break uh we have people that are on prep during that time that give them a five or 10 minute break some of them are getting electives a break during their electives their planning time but because we have four four of our elective teachers are off campus we have to cover them when they're teaching off campus to our students students that are on campus so um they don't have a full prep or a full lunch so it's a mix I think most of them would be happy to have the kids in the lunchroom right now we uh with our after school program we have three days now of 70 to 80 students and they start out in the cafeteria socially distanc having their snack um and we can fit that so Dr Stewart said we did put together a schedule which is kind of what we've always had is we've had two preps or two lunches but half would go outside and half would come in would be at recess so we would just have boom boom boom without the recess where they would all go go in and that would give them we'd still have to have teachers on duty but we've always had teachers on duty that they could rotate and then the others could have at least a 20 minute lunch which they don't have now unless they're eating with the kids do we have the possibility of using some of this grant money to hire additional pair of professionals to cover some of those shifts yes we do if we can find people to do it you know we did find uh finally found uh enough uh individuals to be our health assistants a position positions that you already approved that will be paid for with the grants um and we did finally find the extra day custodian for each of our sites right now the funding for that would be from this ESG Grant which of course runs out in December but depending on how much we can roll you know move over to that Grant uh we would we would certainly have some funding to do that um to help with that um and and and I would like to piggyback a little bit on what Dr bondon said simply because I didn't think to say it to you all one of the senses and this is with all due respect because I do respect all of you but every month when we have a meeting a board meeting and something changes that makes it difficult from their perspective but I think we might hear that in a survey so your survey could give you a lot of really useful information relative depending on you know if we word the questions right and get get the information that you all want but yes we can certainly hire some some people if they're out there available they'd have to have fingerprint clearance and um which is not all that difficult to do so yeah we could do that to help cover lunches whether it's in the classroom or not I mean I I think after listening to that I mean your teachers have not had a lunch break and listening to what did I hear that that the virtual teachers I mean I mean they seem to be getting quite a few little breaks I mean I feel really bad for these in-person teachers right now the situation is ugly the situation is not what any of us want and I'm like Corey I would love to see things as normal as possible as soon as possible um um but I don't know that soon is right now that's where we agree to disagree we say we can't keep changing but they're begging for lunch to go back to normal they're begging to have recess time they're who is begging teachers to whom just they're overwhelmed they are overwhelmed they're all overwhelmed and don't get me wrongp I mean I'm reading it all over the place and there are local teachers then your survey will give you that information yes we'll be happy to do a survey I mean I well that'll come out the survey and let you and have you decide not wait a month to decide based on the results of the survey if we do a survey you need you need to make a decision quickly following that yes I mean I say give them 24 hours to answer a survey one question you know I mean it's one question well I'd like to see if they'd want to keep it the same through this semester and then change beginning of the next semester like if they want to keep it as it is now or change it or not change it the next semester what if I drop a draft a survey uh tomorrow morning send it to you all to see you know to make sure it's got covered what you want covered fix it get it out uh uh is this a is this a working F Friday it's a flex Friday so it's not for everybody so yeah everybody's doing this um put a deadline on it for whatever you want as a deadline and and then you all can decide from there did you want to say a deadline or just wait and see what what's what's the thoughts for sometime next week or so CL when do you want to close the surve the question obviously the next day or two I put out a survey today regarding the health club thing and the last time I looked there were already 99 responses uh let me see what there is right now and it gives you it gives you an idea how quickly they will respond I'm sure quite a few are probably watching the meeting surveys is coming out and this doesn't want to boot up right now but uh uh there we go yeah I contemplated taking the gym [Laughter] survey oh well it says the site can't be reached so I don't know what's going on but there were 99 responses in I mean there were 36 there were 36 responses there were 36 responses within 5 minutes so um and that was for the entire uh Bullhead City Elementary School District staff you know bus drivers everybody um so I suspect you would get teacher responses within an hour so if you gave them a day that's probably plenty of time and what do you want to be the outcome of that survey I mean I would say that if we have 50% 51% or more wanting lunch back in the lunchroom then we move lunch back into thech by sight or overall I say by sight some I would say put Fox Creek in their own category because they're just their own little category over there survey those questions and not make it yes no because when you ask a teacher do they want to go back to lunch in the cafeteria of course going to say yes yeah so make sure you qualify it and that do you want to go back to lunch in the cafeteria supervising or do you want like they can't is not a yes no question I mean can it be as it was PRI did your teachers supervise them prior they did but they had lunch duty so it wasn't every teacher that was in there um they have a rotation of Duties so it was usually a good four to five that were inside of the cafeteria we had some that were outside for like recess and stuff like that but it would be they would have to stay with their uh and with their classes and with the parameters we have right now because they have to make sure that those kids stay together they're not running around they're not so at the high school there's no cohorts correct they're comingling they're having lunch they're doing what they need to be doing and we actually don't even have lunch duty right now it's kind of nice administ is doing our lunch duty hey ad admit and at milk at milk there's no restrictions I don't know about the other chart I only know milk because I have a child there um there's no restrictions other than to wear your masks and I know the teachers are sanitizing I know they're washing their hands I'm not I mean we need those Protocols of washing your hands and wearing your mask but one of the things we can do with the survey too is uh one of the items can be which school do you teach at so that you can disaggregate the information you know the responses by site it seems like that the middle school does need some assistance because that's long hours if you're teaching before school or after school that's a very very long day with no breaks yes and we've been trying to do that that's part of the issue with substitutes um the middle school has more open positions than any other site and uh so that's part of what's created the situation and the other part that creates the situation is the percentage of teachers from each site who were you know who needed to be in Virtual needed to be teaching virtually um and and um you know that we we can't force to be teaching in person when they have health issues so um a month or so ago I said to you a whole lot of this is 10,000 moving parts that nobody sees but those of us who are trying to put it all together and um and and this whole issue is allowing you to see some of those moving Parts um that have to do with all of this scheduling so uh whatever your pleasure is maybe even a sub assigned to Bullhead junior high or middle school sorry to cover that until we find some hired help some professional but we have no subs that's the is that's the issue and that's the reason that that she's had to pick them quick um but your idea your idea of certifying you know getting sub certificates for some of our pairs might help for some things it's not going to help for others but it might help for some don't think it's going to help the situation at the middle school given the circumstances of numbers that we have there um but we can they've been busy trying to look at other um other options and uh they in fact just hired a teacher to fill one of the vacancies that they had so um they're they're all still struggling to find those folks too and like we had discussed maybe opening up a new pair professional position and with the highest need for the middle school first right and um and the thing is that you know the money's not well I'm not going to say it's not an issue because at this point we have lots of lists of things but the thing is that those folks would not necessarily have to be hired for uh a great length of time you know we might might be able to hire somebody for four hours to cover those lunch duties and those re you know those uh not that it's a big issue but neither do we want to hire somebody for 6 hours and only have a 4-Hour job for them what about our bus drivers can they fill in as uh L Duty they are swamped with their driving right now and especially with the U meal deliveries on two days a week so we wouldn't have them consistently and you'll and you'll see some of that information when we get to that item I did see a little bit of it I just didn't know if all of them were doing that or so as of right now we've got a direction for the survey uh we got direction for a uh pair of professional okay um maybe even two or three if we have the funds um so let's see how many we actually can can can afford because I know that any sort of relieve at the sites would be amazing absolutely um I mean five or six you know whatever we can do um get as many in there as possible the number number four jumped in my mind when you first said it so you know if we had three or four per site uh especially the sites that you know really are struggling I mean middle school has been struggling since the beginning and and Mrs P's teachers just like the teacher everywhere in the district have been amazing at stepping up um anything I'm missing on the direction I will send you a draft of the survey in the morning I'll uh probably midm morning in an email so that you have that to and then get back to me send me your responses or any additions or Corrections or changes you would like to have we want it to be to get exactly the information you want and then based off those surveys if we have 51% or more they can go back to the cafeteria if that's what if that's what your direction is so so that would actually need a motion right with yes and it would and and some specificity please are we talking about Cory's version of going back to the cafeterias with everything like it used to be preo or are we talking about going back to the cafeterias with the mitigation U mitigation uh things in place can you visually describe your vision and your vision okay my vision is remove going to phase three and removing the restrictions that we have in place that's my vision is is eliminating all of that um and I I think that and I think the difference there it might be sort of because I suspect Corey that this was the case when you were teaching at the Junior High um students were still assigned to tables by you know the that was part of the whole process you know by grade level or by they were assigned to tables they might not have been assigned in cohorts but they were to sit in the same places every day and this is just Just A variation on that um so you know my definition is one side of the table and uh and that we have no more cohorts in the you know we have them arranged by cohorts uh as they go in so that we can maintain that piece and then of course time in between the lunch lunches so that the cafeteria can be suitably cleaned which doesn't take hours you know I think they've already built that into the sample schedules that they have so that's kind of my definition is that we retain the mitigation factors when they go back to the cafeterias so you want us keep them six feet apart don't face each other you want to we can't we can't do six feet apart it's impossible 30 kids in classrooms but not facing yeah we're not we can't do but they would be they would be facing One Way only and um so that we don't have kids facing each other um of course and that's part of that is because the masks come off to eat you know and so they don't have they don't have that barrier um and and uh no they wouldn't be they wouldn't be six feet apart we can't do that I think that the plan that Mrs Petri had or that Mrs Bond had Dr Bond had had the had a number of kids at a table so like on one side what eight students eight students on one side of a table you know the big cafeteria tables when usually they seat 12 and after they're done eating and they're dismissed where do they go I think it depends on the grade level you know I think it depends on the school whether they're whether they're going outside or not going outside um the outside would there need to be some restrictions on that unless we are going back to then mixing the cohorts and letting them play on the playground so I'm all four pH three personally I mean I'm I'm just looking at all the recreational stuff going on at the river at the parks I mean the splash pad was jam packed the fields are packed the kids are all out there they're in the restaurants I mean we need to we need to wash our hands we need to wipe our surfaces I mean I don't know could we also add a phase two continuous on the survey or a phase three and when they'd like to see it if we're waiting for a survey might as well ask them what they think okay I mean I really don't want to make decisions that are going to tick anybody off well we're going to tick people off we will but I mean that's going to happen like to keep the majority happy I mean if we can I I don't want to do something that we think is right and the teachers are like what the heck are you guys thinking of there because they're the ones that actually are in the classroom with exactly yes yeah I mean if this is what they're asking for and this is what they want and that's what they're replying to on the survey I don't see why we can't can't do it if they're freaking out saying oh my gosh no recess no lunch no none of this we're still scared well we're also it's a week to carry so you got a couple days to even get this out and then a week to make any changes we're almost to November why don't we just move our November meeting up and handle it then instead of saying if you come with this this is what we want because I really don't want to just say okay let's do we don't know what that response is going to be right so we could just move our November meeting up earlier in the month and we're talking maybe a week are you guys okay with that you know because if if if if they're saying it's going to take a week to get it out and then a week to enact it um we're still it's not going to take a week to get the survey out me this is Tuesday and you do it and then well we could have it out by Thursday I mean we could have it out Day After Tomorrow the survey could be out day after tomorrow okay we could go but I mean I and I think maybe you've got a good plan though of moving you know of looking at your uh whatever because what I mean if you decide to go back to some kind of normal lunches it chart Wells and everybody needs a little bit of time to prepare for that so you know week is not unreasonable to do that but I don't want to wait till November to make another decision and then it's going to take another week to implement and I mean I'd rather just have another meeting I mean I don't want to have another your uh your normal meeting would be the 19th of November which is literally four weeks from now so um you know moving up a week or not a week and that is actually the week before Thanksgiving so um oh NOP it's two weeks before Thanksgiving sorry so you'd rather just say if it's 51% per site that site gets to do whatever they decide to do or put out the survey and request the phase two phase three request the lunches and we meet back next week on the 20th and discuss this and Thanksgiving I'm fine with that too are you guys okay with that yeah because I know you love being in my president I'm just kid I mean there's nothing you'd rather do on here I would truly like to make a decision based on their wants not I'm okay with that what we think is right yeah I'm in I'm in agreement with that so what we want to do is get the survey out this week yes meet next what day well we can we can let's kind of get an idea when we get to that point in the meeting have baseball Wednesdays but I mean you want to do on a Thursday on a Tuesday I think I like Thursdays Thursday okay so when we set the meeting that's what we'll plan so we'll just have an extra meeting I guess so no it's all right it's all right I just want to hear I mean I'd rather I'd rather do what they want I agree I mean we keep shoving everything down on their throats they should at least have some say and I think this is a good opportunity to uh to do that because number one it honors their opinions but the other thing is right now is that you know we have to be thinking about their stress levels too so this this gives them a little chance to give you all some feedback and and not feel an additional straw better be ready to implement that following Monday then on the 26th you got two weeks based on what whatever decision we don't know we're making so we then we don't need a motion because you've given me directions so that's good thank you surve thank that's just directions so we 3.4 no motion what time is the meeting uh isn't that at the end we'll do that the same time 5:30 is what we'll set when we do that on six actually we already did six we already did that one yep so you probably better decide it now let's 530 sound good um Miss lot had her hand up a moment ago I don't know if you still need to be recognized oh sorry my only concern the parents do they have any say because some of the parents did choose in-person learning because of what we were doing so my fear is if we do this too soon and parents weren't weren't asked about it we're going to have a huge amount that are going to want their kids but mov back to Virtual because it's no longer going to be what they consider safe for their kids well I know the elementary usually kept their students in cour lunches at the tables like um some of the teachers described or administrators described already so if we're still doing that that wouldn't be much different than keeping it in the classroom so um I know a lot of the schools would still probably keep it that's the way they did it before covid so I would hope that they would still have you know some of that safety precautions I think I think maybe that would be um something for you to consider too because um whatever whatever was normal before at sites might not be what Corey considers normal of everybody you know kind of like the high school does it and that's not wrong what the high school does it's just normal for the high school so you know if if somewhere along the line you were saying if in fact you decide okay let's go back to what used to be normal lunches then that would give the sites the um uh that would Empower them to continue to do what they had done in the past as opposed to oh you know we're being directed to do it this other way so you know as long as as long as that we're buil into it I think that would relieve some uh some of the concerns okay let's see what comes back on that survey we'll see all right item 4.1 uh regulation ACA sexual harassment is this a Mr President this is a this is a regulation that goes with that other policy that you approved earlier uh we couldn't present the regulation until after the second reading of the policy so uh this is the uh this explains what the compliance officer has to do and the procedure uh regulations always have to do with procedure so you've approved the policy my recommendation would be that you approve the uh the regulation as well any questions then I would move that we approve uh regulation ACA - R sexual harassment is presented I second all in favor I Corey Burgess I Janie Borland I Brandy d i Charlene Diaz so moved item 4.2 regulation ACA a-r Title 9 sexual harassment ditto it's another regulation any questions on that one okay then I move we approve regulation ACA a-r Title 9 sexual harassment is presented I uh second Charlene Diaz all in favor I Corey Burgess I Genie Borland I Brandy d i Charlene Diaz item 4.3 policy Iha basic instruction program uh this was a policy that was presented to you last month for a um first reading and then we received information from uh asba that uh the legal reference at the bottom was wrong so we already knew we had to bring it back to you for a new first reading but you all also pointed out uh the statement about foreign or Native American language that was in there that embarrassingly enough was not was not on my radar uh Mrs lot did some research to determine whether this is a requirement uh in Arizona it is a requirement for grades 9 through 12 that a different language than English be available for instruction it is not a requirement for kindergarten through uh 8th grade uh there is a requirement that if a district adopts a foreign language pick a grade level so they say okay we have a person who can teach it at third grade and so we adopt that then we're obligated to teach it at each grade thereafter since we don't have that uh in our in place in our curriculum the curriculum committee recommends that we drop it from this policy and uh correspondingly that if we were to have someone in the district who is qualified to teach a foreign language that we have it as part of an after school offering so this is a first reading again because of these changes so no action tonight thank you sorry I'm missing that page you're missing the page yeah I'm losing everything tonight this one okay moving on item 4.4 uh resignation of Moises Cornell do we Dr Stewart uh Mr President members of the board we received a resignation from a teacher uh last month and um uh so breaking a contract and uh or this might have been in the consent agenda um but um Mr Burgess asked that we have it as an action item uh the reason I'm asking for an action item uh the way this was handled um we were given no notice and basically left the job um also the information that was sent to the students I felt was very inappropriate on his behalf um so I'm asking at this time that um we accept his resignation but enforce the liquidation of damage clause in his resignation and report it to the state so I would like to make a motion that we accept his resignation in and enforce the liquidation of damag clause and report it to the state are we able to see the message that he sent to the students or did that get shared out uh no the letter did not get shared out um was a rather long letter we could I suspect it's in his personnel file that we don't have access to right now um in the evenings those are locked it was a a resignation on a Sunday it's not covid related um and um and it was effective immediately we do have that liquidation of damage clause for when they walk they basically walk off the job uh so if we just take that into consideration and not the letter um we should still be pursuing the liquidation of Damages I honestly don't feel like I have enough information so I agree I mean I I so is there this we could actually table this to yes you can all right so let's table this to our next next Thursday yeah we're going to be here in a week so yes um let's table this item and provide that information to the rest of the board absolutely that's my fault I didn't ask her to send it I thought you had it so that is my fault um item 4.5 addendums to work assignments for bus drivers for meal delivery routes Dr Stewart Mr President members of the board um I'm very happy to report that the USDA uh has extended the version of the meal program that allows us to uh deliver meals to to neighborhoods through next June and um and we started doing that when the rules changed on September 14th as a result of that however and the fact that we only have a certain number of bus drivers um uh they're driving 81 a half miles a day on Mondays and Wednesdays to deliver meals and it's added um I'm sorry not 812 miles 81 1/2 hours of driving time uh two days a week to make this happen for some of our drivers that has moved them from part-time stat status to full-time status which then um means that we need to pay their insurance rather than change their job descriptions or their work agreements I'm recommending to the board that we offer those individuals addendums to their current work agreements addendums then are only for the Year and no expectation that this carries over to a following year we can pay for this with the two grants that we've discussed before the ESG Grant can cover from September 14th through December 4th and essers can cover from septe from December 7th through the end of June um and uh so the amounts total from those grants uh for the time from September through December 4th uh is about $97,000 a little over 97,000 and the amount for uh the rest of the year including June is just under 180,000 covered by the grants so I'm requesting and recommending to you approval of addendums to the work uh work agreements for these um bus drivers any questions okay then I move that we approve the item 4.5 as presented second that Genie Borland all in favor I Corey Burgess I Genie Borland I Randy d i Charlene Diaz item 4.6 revised classroom site fund performance plan school year 2021 Dr Stewart Mr President board members well this is this is uh a recommendation that I'm really kind of excited to present to you um some of us were around and voted for proposition 301 in 2000 um with the intent of uh some additional payments going to teachers and subsequent to that um legislators and other people got their fingers in this and turned it into a whole lot of red tape within those guidelines because we certainly want to do things legally the plan has been put in place and in fact you approved a plan in June this plan in June for this year covid has impacted this and a number of the opportunities that teachers have had in the past to earn points to get this money um are don't exist right now so Club sponsorships that are not paid for uh all of the kinds of things on the list um Kim if would go down please another couple pages to the oh a few more please next page there we go so these are activities that teachers um historically participate in to earn points to earn this money um the classroom site fund committee met last week and um the things you see in yellow where the maximum points per activity that hasn't changed it was just listed at the bottom previously but the one category that starts with ongoing or special assignments is a totally new category that allows uh allows points to be earned for things such as covering for other teachers classrooms and um some other assignments some of which we may not even know at this point so this is an opportunity for us to recognize that people uh that teachers are giving up some of their other time and in fact rather than paying them the $20 per period to cover for somebody else's class uh this gives them an opportunity for considerably more uh payment for that um the other item that is of significance in this would be uh Kim if you would go back up please to page two thank you um these are the seven goals that uh are part of the plan um for teachers to acquire money from this fund number two has changed uh because this year there are 12 uh professional development days as opposed to 10 in the past and so the recommendation is just simply to change that to match the number of days actually happening goal number seven that has to do with student achievement and keep in mind that all of these goals are ones that are required in statute to be part of this plan number seven has to do with student achievement just as all the alphabet groups in the state are trying to uh influence the legislature and in turn influence uh the federal government to wave state testing for 2021 um those conversations have not begun but they will be but just as those requests have been made this committee is requesting that for this year that goal be suspended for our teachers and uh that our teachers automatically get the percentage of their total uh from this from this uh goal we did in fact as required Corey read it earlier in that uh document relative to ESG grant that we had to do the fall achievement testing and we have done that however it was done during the time that all of our students were uh virtual um you received copies of those test results I think last month and immediately noticed uh some strange numbers from those test results uh I think it's safe to say that many of those test results are neither valid nor reliable under the circumstances and therefore since the Baseline testing is not valid or reliable it would be difficult to to show that whatever growth is shown in at the follow-up testing in the spring would be valid or reliable so uh I am agreeing with the committee's recommendation to ask that you wave that goal for this year anything else in yellow in the document uh matches these changes questions well I don't have a question but um I've actually had to fill out this before and a lot of the things that were opportunities are not opportunities any longer such as uh concerts grade level concerts or you know um parades or um just normal group things um like the math nights and things like that that we're not able to do right now so any kind of um accommodation I think is is appropriate is that change with substitute being made is that enough with not having all these other opportunities to to calculate points is that enough the committee felt that it was they they tossed around their various ideas and uh and they already um Kim if you would go back to that chart page please the committee uh members are the ones who determine uh so if a teacher comes up to one of the committee members and says um can I get can I get points for X Y or Z the Committee Member then brings it back to the committee and the committee decides whether those are allowable points or not so they've been uh they've been empowered to make some pretty significant decisions as they should be relative to this whole thing uh so they seem to think that if we could do these and they still have the uh are still empowered to make those kinds of decisions that that it should be fine because that that is kind of nice to get to count your substituting towards your 301 that's yeah yes and this and this uh this is actually a better deal for teachers than the 20 bucks an hour or 20 bucks a period for covering for somebody else you know in the end significantly more money even if they've had to do it for an inordinate amount of time as some of the Middle School teachers have had to do we going to backdate that for those teachers or no like will they will they get credit for on they've already s okay yes as soon as as if you all approve this then yes the um uh the committee members will work with their teams to make sure that anything that's occurred already has you know can be can be documented any other questions right then I who's on the committee um I don't need specific names there's one name from each there's one person from each School site teachers one teacher and they are elected by they are elected by their peers okay all right then I move that we approve the item 4.6 as presented I second Brandy DUIs all in favor I Corey Burgess I Janie Borland I Randy deis I Charlene Diaz so moved item 4.7 replacement of an engine for a bus Which exceed which the cost exceeds the value Dr Stewart thank you Mr President uh one of our buses uh blew an engine and uh the cost of replacing the engine is $111,000 plus the amount of time that it would take for the mechanics to remove it and put it back and a few other uh little connector kinds of cost probably $500 the bus in question uh was purchased by The District in 1998 so it's 22 years old uh another bus that was purchased that same year is the bus that was uh total in the bus accident up on the parkway uh down by land and drive um two years ago and the insurance uh value for that bus was $7,100 it's two years later my estimate would be that the insurance value for this bus might be in the neighborhood of $6500 so my question to the board is twofold the first one is in your opinion is it worth spending $111,000 on a bus with the value of 6,500 um and to give me some sense in the future of uh of your views you know if a similar situation came along so I would have a sense that I would not necessarily have to bring that decision to you all that I could say no the value of this vehicle or this whatever air conditioner whatever it is is less than what it will cost us to fix U that I can just go ahead and make those decisions but if the amount involved is this amount of course I would bring that amount to the board but but I wouldn't even bring it to you if I could make the decision that this isn't even worth it so it's kind of a two-fold request on my part um do you want us to replace the engine in this bus if so please authorize me to spend the 11,000 for the engine if it's not worth it I need that message too thank you personally um looking at this there is more to that um that because we have backup buses oh thank you for pointing that out my question have another bus yes we actually have other multiple other buses so it's it's not a one time this is and it's going to put us in a situation because normally when you got a $100,000 bus an $1,000 motor we would replace an $1,000 motor than replacing $100,000 bus but when we have several backup buses I just can't see spending $1,000 to replace a motor when we don't need it um so with with those other IDE ideas in there yes I I would say personally that no we don't need when when the value of the the replacement is less than the replacement then we we definitely want to you know think about that seriously um but with buses in particularly because an $1,000 motor when honestly you get a motor your transmission there's not a whole lot that wears out so you can put a motor you can put a transmission in a bus and not spend $100,000 and put that bus back on the road in excellent condition right we're in a situation that we don't need to fix this we don't need to spend 11,000 bucks so we can park it and put another bus in its place and not spend 11,000 bucks so I would like to say at this point no don't don't fix the bus and I don't know that that takes a motion I just I I needed a sense from you all um and and um furthermore I would I would suggest in this case if we're not replacing the engine and putting this bus back in the fleet um that we sell it as is because it is our older buses it is an older bus it's 22 years old has over 170,000 miles on it which in the scheme of 22 years is not all that much but um but the thing is we would if we just park it we're we're continuing to pay insurance on it and I don't see any point in us paying insurance on it either so you know if we can sell it as is or take off any usable things that we can um for instance the other bus that was total a year ago in the other Parkway accident uh it was totaled but we removed all the seats we removed anything that could be used on other buses before we sold the uh the chassis yeah we we we could remove it from insurance without selling we could yes we could um but but my whole point is when we when this is one of our older buses in the fleet and we have others that are newer if one of the newer buses break down put a motor in it because we don't have to replace $100,000 bus um where this one is one of our older buses in the fleet we have other backup buses right now sell it we don't we don't need it we don't even need to park it we just I would say get rid of it because we have backups if we're in a situation where we're we're down in buses and we might need backups and fix it later and it's a newer bus that's another story um but yeah because if we have to and we're waiting to fix a bus we could always just take it off the insurance until we fix it and put it back on right um but in in the situation we're in there it makes to me it makes no sense to to even keep it we have this is something we can liquidate um there's processes we go through to do that um and and we just get it off the books it's an older bus we've had it way too long and we don't need it so I agree I agree I agree okay thank you I appreciate the Direction all right item 4.8 uh adjust the school year 20 2020 2021 school calendar to add February 25th 2021 as a student day Mr President and members of the board um you can see that for both October and February we have parent teacher conference days when we counted our student days and our plan our intent was that the 21st of October be uh a partial day of school so it counts as a student contact day have parent conferences in the afternoon and evening and then a half day of parent conferences on the 22nd um uh and um not count that as a student Day that's coming up on us very quickly so we don't want to change that but if you look at February where we have our other conference uh day uh conference days um uh we are proposing that the 25th in fact be a student contact day for half a day so we would have half day on the 24th and parent conferences and half day on the 25th and parent conferences the reason for this recommendation is that in that list of things that Corey read to you earlier in the agreement for the ESG Grant uh as a result of parts of the executive orders uh we cannot have fewer days student contact days in this school year than we had last year and still qualify for those grants we were off by one day we our this calendar has one less student cont deck days than last year's calendar so putting that half day on the 25th of February really doesn't change this calendar it just change changes how we were using the calendar and it would give us that day back so I'm recommending that you approve that the 25th of February be a half day of school or it it counts as a full day it counts as a student contact day any questions can I move we approve the calendar ch change is submitted I second Charlene Diaz all in favor I Corey Burgess I Genie Borland I Brandy d i Charlene Das so moved item 5.1 uh executive session I need a motion to enter into executive we dropped to 32 pop back up to 44 the prior week and in criteria two we've hovered around 4.0 percent between 3.8 and 4.1 and then again for uh hospital business criteria three we've covered right around uh two percent so i wanted to make sure you had that for the county and then for the school district uh boundary area um four weeks ago as reported it was that 33.79 and currently we're 56.66 and again that number has gone up and down uh over the past four weeks and we are currently trending up criteria two four weeks ago was at 3.33 percent and from last week it was 3.69 and or the week before that it was 3.69 reported on october 1st and for october 8 it's 3.66 again and again uh the it's leveled off at two percent for the last four weeks for criteria three copied-like illnesses did you want to say something mr carr so dr mccord if i as i look at this data what that indicates to me where the positivity in the cases per 100 are directly related uh your number of tests per positive test is the numerator in both of those numbers so if our percentage is staying the same which it pretty much is what that indicates is that more people are being tested and that's why your cases per 100 are going up and if you look at the raw data behind that that that validates that that people have back in august 30 september 5th we had a lull in testing and then it subsequently has picked back up so we just we need to understand what's behind the numbers but we will we will follow these metrics as we've committed to i think that's a great point to make there and so that's a snapshot of the last four weeks for our boundaries and the county and that's it just wanted to update you on these i have a question and it it has to do and it was a few weeks ago where we had somebody sent us a form with it had all of the counties in arizona and it had maricopa as being in yellow correct why can you explain it i know you can't explain it but you're getting all of our information just directly from the arizona department of health services and the maricopa county website as well everything that's reported there every once i think a couple weeks ago they put up that chart you were referring to where it shows one county in the green i think that was greenlee county and i checked on that again today it looks the same to me i don't know why necessarily or when they started to put that up but that definitely wasn't something that was up at the beginning of all this and so it was put up the week of um probably about the 14th or 15th yeah because i i had for september yes i had a previous startup i looked at it one day and then when i clicked on it the next day it had changed and i still had the tab up on my computer to see that they had changed the charts and i are you finished yes i have a second question i note i read somewhere in the paper today that i think it's pinal county went in and closed a high school they did um is that is that a possibility in maricopa county too when we make i mean not not us specifically but it hasn't happened yet to my knowledge in maricopa county i think what happens and and i don't know the specifics about panel because i don't i read the same article and i don't think he gave a lot of specifics and that was it in the florence school district i believe um i would take direction and recommendations from the county when it comes to that you know you'll see they also have a section and i can't remember which website it's on off the top of my head but they talk about outbreaks and i think that's a pretty pretty strong word because it's two cases or more and they have to be related in some aspect you have and what's interesting is you have a lot of districts now surrounding us that have put up dashboards that started today which i think is great you know chandler uh was the one that started that off and then we we followed behind that and i think mesa has one now higley just put one out there and you'll see on like mesa's dashboard they have a couple high schools that have five active cases but they're not shut down i think what we're required to do is put information out to families and staff and students that say this is considered an outbreak based on the criteria from maricopa county i think shutting down a school is either it's directed by the county depending on how many students or staff have coveted on that campus that are active but i also think that as a school district we have the ability to do that as well if we need to be so i don't know the specifics behind pinell county other questions about that all right well i do appreciate that we're keeping careful track we are we update the the dashboard every wednesday and again just as reminded everybody that cases are they they go on and then they drop off depending on the timing of when symptoms were started depends on when it was reported and jennifer frost our director of health services does a nice job keeping all of that straight and reporting everything to maricopa county and taking guidance from them related anything that we need to do as a school district and so again we will update that again tomorrow and the you hear a lot sometimes from campuses oh we hear this kid has it or that staff member has it but we we don't go by rumors we go by confirmation and so i think that's real important and and we're a school district and we have you know 33 000 kids and 4 500 employees of course people are going to make some assumptions about different things but we make sure that everything that's currently active is put on that dashboard because we don't we don't want to mislead anybody related to that so dr mccord how often are we communicating with our families as it relates to the home protocols and testing prior to coming to school we put information all of those things in our weekly newsletter uh we we try to emphasize um you know all of those protocols places where they can go to look them up and and and read through them and see videos related to that and so i think there's a constant reminder out there that don does a really nice job when it comes to our weekly newsletter and we're basically working off an honor system there that that the information is coming to us accurately and honestly is that correct that is correct thank you and thank you don for the continued communication with our families i have one more question when you when we do report something to the county do they send somebody for every report they don't necessarily send somebody they that individual whoever is in charge of their there's usually like a team and so they will investigate it whether that's making they'll make contact usually it's by phone to families and we'll give them information like if there's somebody that is ill at a high school will get seating charts for their each of their classes on their schedule and determine based on where they're sitting who might have been exposed and again a lot of that comes from interviews as well from the county dr mccord in determining when a name comes off of that list or not names but the numbers change how do we determine how much time goes by who's who set that stand county health department um it's 10 days from the time you're symptomatic that the symptoms are reported and for those that have to quarantine it's 14 days and so it's it's different but they're not they're not going to be in that number because they've just been exposed unless they develop it they won't be in that number any any active coveted cases no exposures or quarantines are related to that number and i just and and the answer i just wanted to make sure people understood that we are following a county standard that's not that is correct that's not a determination we've made on our own we woke up and decided one day that's and i think that's good because we're an education system not a health care system and so getting that guidance is important to us and uh being able to rely on that so it's been it's been good it's been very helpful i know some of our neighboring states have followed that exact same number 10 days from exposure 14.

is our board policy update on a second reading for press issues 104 and 105. so then we should be we will be caught up i'm sure 106 will be coming soon so any questions on either of those exhibits all right can i please have a motion to approve on second reading the board policy update joe and doug all in favor of the motion is read say aye aye any oppose i have it okay um i'm going to give you an update on blended learning let you or blended hybrid model and feel free to ask any questions that you might have as well a couple items i'm going to start by saying that we have we have a website a link on our website for all covert related items by tomorrow i think tomorrow afternoon we should have the the remaining links activated we had some information that wasn't finalized yet but the first two links you'll see on the page are are metrics so i'm pointing parents to those metrics pages when i send parent updates out now i'll have those links on there just to point them to that direction we get those metrics uh the both dashboards that we have we update them probably three times a week currently if you've been reading the papers you see lake county is climbing and i think lake county went into a warning status but our uh our local metrics because we we do it by uh zip codes our local metrics are remaining pretty good uh we're at seven percent in positivity rates which is a little on the high end over eight percent is what they uh start getting concerned with um we are at 9.8 per 100 000 for the incidence rate which uh that the range goes all the way up to 14 before there's any concern so we're good on that the diagnostic turnaround time is still two days so that they're still the recommendation would still be falling in in the hybrid area for us they're taking out the covid like symptoms admissions because it's there's so few numbers in lake county and the data is so scattered that they're going to take that one out but uh the other dashboard it looks like a spreadsheet when you pull it up um dr king is putting in the data behind this but um right now things are reading pretty well uh but i want to you know on the dashboard it's going to say good it's going to be in green but i will say that a lot of these are on the edge of being a a caution for us nurse status we have two nurses in a health aide custodial status is solid transportation status is solid but we can't afford to lose any drivers we have a couple subs but we just if we had we had a number of drivers quarantined or something we would be in trouble um teacher attendance is solid uh um substitute availability is good but it's again it's we're they're just not a lot out there to that to pick from right now because uh the sub pool we have is just has just shrunk uh we got people that don't feel comfortable coming in or people that have already accepted in other areas so we've tried to hire people long term like get commitments so we just have them here student coveted cases is on this one we have currently have one we have one staff coving case neither were a result of being at school neither of them were one the staff coveted case with somebody who hadn't been here in weeks so but we were notified today of that one um we did have a situation that i really that worries me and i'm just going to share with all of you because it's it's uh something that i have to message out to our parents and our community to really help us with but just this past week we had just i'll just show you how easy a little uh a little problem can turn into a big one for us is we had one student who came to school on a tuesday but the family was waiting a covet test for a parent and but the school student came to school on tuesday spent time with our staff and then on wednesday they found out the parents had covid so they got the student tested and found out on friday the student had coveted so now we have to go back and there's four staff that have to quarantine for 14 days because of that contact so if things like that happen we are not going to be able to stay open we just won't be we just won't have the people so i've got to really caution people on uh on do on those kind of things because it you know nobody's sick over nobody's gotten uh illness over this you know at this point but um we do have four teachers now that are quarantined and if we were in person that would cause us a real problem but uh um so that's that's we keep all that information on this dashboard and we'll keep that updated throughout the week we have staff some staff are returning next week with students many staff are already working on campus but staff who need to be here to support those students will be here next week principals are communicating very important information to parents right now this today and tomorrow they've divided up the am pm schedules uh they're sharing all the new procedures there's drop-off pick-up procedures that are different uh uh so there's a lot of new things they're they're sharing with them i have to tell you that countless hours by uh specifically in the things i just mentioned by the building principles just uh the scheduling was was a nightmare and i and i think they they really sat down and tried to do the best they could with it and they did a really good job with it at the primary elementary all but five sections i believe i have the number right all but five sections are because we had enough students choosing full remote all but five sections have have students in person half the day and then the rest of the students being served remotely half the day so the teacher is able to give both sets of students really good attention so when they're not with the teacher they're doing asynchronous learning but so that's been a positive middle school schedules were finished and those have been sent or will be sent out soon um transportation uh christine arndt and derek swaderski and the whole crew they're working getting that done i would imagine there'll be a notification to tomorrow or thursday on transportation i can you can last i heard i think i think we were able to meet most of the transportation needs with the exception of students that are in being served in the safe school learning space they currently transport themselves to and from school so they may have to continue transporting themselves to and from school but they're getting a full day here and we wanted to give priority to the to the families who were just coming part-time i'll be sending an email to parents at the end of the week and in that i'll include like i think in case you get questions board what are we going to do if somebody gets if somebody does test positive on campus how are we going to communicate that i'm going to lay that all out in a letter on thursday but in in summary basically we're going to if it happens in a building we're going to notify the families in that building that there was a positive case and that if your child was a close contact you will be personally notified and then we'll let them know that and so that's that's going to be and then we're just going to encourage them don't please don't send your kids with these kind of symptoms and things like that so but if you have any questions for me or any of our administrators uh this would be a great time for it and we can try to help you out yeah i had a couple yeah first was pictures for the students are they going to be able to have pictures this year i'm deferring to the principles on that i know we've talked about it student pictures photo company said they would come whenever we're ready to start doing staff pictures we can do staff pictures for on-site student pictures we can do student pictures for those who are in person and then we'll have to figure out another process to get those who are remote then we can do that middle school too okay you set up this district okay and then i i saw i only got the middle school schedule because that's the only kids i have now i saw they have epic i'm wondering why um so we do we did set some um parameters around it for teachers now a little bit more guided where they're going to be have hold office hours the first 20 minutes and then kids will be able to zoom in get help but the kids won't leave the room but they'll have to zoom in and get the help from the teachers during that time so just another opportunity and honestly it met our layout of where our schedule was at so we could finish a full day as i saw the pur i mean the period of epic is the same length as like their ela in their yeah natural natural way to get six periods in to have it all flow we just kept it the way it was because there's six sections with um three in the morning three in the afternoon with electives and pe in there and then but then only for the first 20 minutes they're going to have opportunity to get help well for now until we adjust that so the office hours are open to see how it goes how it handles without kids leaving the room the kids will have to zoom in from their classroom at the teachers next door to ask questions to get help typically the kids could leave there but with so such guidelines they're not going to be able to leave so they're going to zoom in so not perfect right now but we're going to adjust as soon as we get back in and see how it goes i mean that was honestly it's a general concern of mine i don't i don't understand why we're having epic um i get that it works within the schedule um but what you just described the kids can do at home um i i i was just disappointed at the middle school but i i thought banning choir was from what everyone said from the spring band choir was still pretty successful uh remotely um so i i don't know i i don't understand why the kids have epic i mean you it is what it is but i i it's my general concern is that i would they're missing i mean we we've got this report coming up from dr king and it shows the effects that this has all had on our scores even though they seem to be holding up well they still have gone down in some areas and now the kids are going to lose direct instruction time on the day that they're supposed to get direct instruction if they're coming to school i mean that's just my concern yeah so i understand what you're saying i just it's uh to to take to scott's point typically epic is a shorter class period when we have a regular school day but when you're blocking it like this we have to keep the class periods all the same when we blocked it so that's how it became the same amount of time and then it came down to do we you know we didn't want to our banning chorus they have plans on how to do this and so we didn't want to uh uh we i guess we just made a decision to you know hold to that and keep them in the in the in person learning as well so but we do have to we'll have to emphasize the use of that time though uh and like scott said we have to be ready to adjust if it's not used well for the kids who are not in bannon chorus it's a valid concern i have a question about transportation have we have you figured out when students are going to get their temperature taken are they getting their tests should they get on the bus yes they got on the bus yep we fixed it so yeah they will they'll get on there as soon as they get on the bus and is there going to be a second person on the bus that's taking the temperature no the driver is going to do it so they're not gonna leave their seat though okay so we're just gonna keep them in the seat and do it so with the with a few number of kids you know we think it we think it will work so we're keeping 20 to for uh i think the largest bus number is 24 right now because there are some siblings on that bus but it's one per seat and so we're doing yeah any other questions yeah if a student's not feeling well a certain day and they um normally opt to come into school can they just remote learn and stuff yes do they have to go through any procedures no i haven't i talked to the secretaries about themselves to amongst themselves to work on a procedure for that i haven't followed up yet to see exactly what it's going to be but we'll get we'll have to get notified from the parent that they're not going to be in person today but we won't count them absent because they'll be able to if they're going to remote in and participate with the remote learners then we'll be able to do it so we'll get that but yeah they would not because we're going to have situations where students who are going to have to just with symptoms they could have to be out 10 days even and so we want i want that to be 10 days of loss instruction they would get to remote in and participate with remote learners so that's going to be the benefit of how this is all set up so you know middle school they'll just remote in the classroom and at primary elementary their schedule might flip like uh instead of going in person in the morning and they might go with the teacher in the afternoon instead and kind of flip it over but it'll be uh the parents just have to email the teachers at that point will the parents have to email the teachers at that point for primary and elementary we're going to have to work on that procedure so we'll get that ironed out it's a good question we got to bring that up and then i have another one say a child has like allergies and they get a note from the doctor saying they have allergies yeah can they still attend school yes okay even if it's like an ongoing note like uh so that they've added some flexibility for us on that and the nurses can used to be just the symptom and they're out now it's uh new symptoms and they if it's a new symptom the nurse would have to make that decision to put them out but if it's a ongoing a symptom that's tied to an allergy then they you know and they've got a doctor's note then they're they'll be fine but there is some discretion with our nurses on that which they just added that last month that i think they were finding schools that were trying to follow the letter of the guideline as it was written it was very difficult what's the what's the guideline for close contact uh six feet for a cumulative 15 minutes within the day so uh so that's what that's why we're we really need to do our best to try to keep kids uh distance as much as we can so in a classroom situation of teachers as positive what's the the teacher that would be a diff that would be a difficult one because we would have to now students it would come down to the teacher deciding you know we'd have to we would go into we'd have contact tracing that would go into there and say was this student working with any of these other students did you keep them socially distanced or not if there's any question then we would you know students around them and lake county will jump in at that point and kind of take over that for us so at middle school they're they have three classes per day yes and so they're going to be switching classrooms and there's going to be a passing period in the hallway are all all students going to be in the hallway at one time or are you going to stagger or how stagger correct yes uh is so no bathroom or water breaks during the passing period okay okay thank you good question that's okay that's okay any other questions fire them away at the uh shoot me an email and i'll get the answers to you and because there's a lot a lot of new here we're all and we quit we ask questions i could ask questions every day that i don't know the answers to and sometimes it helps us just to develop our uh uh we find we think of thing we find out things that we need to know so is there something on the website for people to access like the faqs exactly and that gets updated the faq is up it's a live document on the website so uh it's it's linked if we're making changes right now the people are seeing those changes okay so if the answers aren't on the fiq who do parents email or contact i would encourage them to email their building principal first because a lot of these questions are building specific i get a lot of emails and if i don't know the answer i direct it right back to the building principles i don't mind getting them because i know my building principles are pretty pretty busy right now um if it's uh you know then if they if they really know if like if it's curriculum related they know they can enter email dr hetchevitz if it's assessment related or special ed related they can dr king or the transportation and they can go to pristine but i think most of them if they just start with the building principle we'll get it in the right hands from there oh i have one other question yeah especially for the middle school that i know that the teachers are going to be teaching on the in-person class and zoom at the same time what happens if it's is there a system to see if it's going well it's not going well a system go ahead or [Music] i think system's the wrong word i'm sorry is there like a procedure procedure thank you we don't have a system but i know and on my calendar for admin we picked a month out just to kind of reevaluate everything i was going so that'll include getting our building leadership team and then we have subcommittees as well we have an instructional subcommittee underneath that that is made up of our building team plus other teachers that are not on the overall building leadership team that are on that subcommittee so we'll be pulling them to kind of just review like qualitatively how everything's going and what what do we need to improve on so anything else all right thank you very much appreciate it all right next uh and spell on i'll give you my lapel and uh we're gonna have svetlana popovic here to talk about our humanx results for the district results were just recently thank you ready for some good news yes how is the culture and climate of our work environment of our employees how's everybody feeling is the biggest question and i'm so happy to report with all of the districts that i am working in in chicago 22 10 that have gone through our inside x survey eight have shown increase in their dream box in their culture and climate which is really proving for all of us that the biggest difference in our conversation about the difference between climate and culture when we had this conversation and when i did this with the staff is that what's happened globally for all employees in every industry is that the climate the environment in which we were asking our employees to work in that has shifted and it shifted overnight to be remote so when we think about ourselves as employees you are all employees what's happened is that you are now asked to do your work in a different location in a different environment and so that climate change does not always and shouldn't is mutually exclusive from what the culture is culture is the way we behave in a work environment and that's what we feel so just because our climate has changed we are asked to do our work in a different location doesn't necessarily mean that the way we behave with each other has changed in fact what i hear in multiple reports from teachers administrators superintendents is that this climate change as we as americans face adversity has actually brought our culture together teachers reaching out people are calling each other instead of just texting texting out of the blue people that you never did text before just to check up on them so when we think about climate change and the work environment changing doesn't necessarily mean that our culture and the way we behave with it with each other in our work environment has changed at all and so today i'm so happy a quick reminder online assessment confidential and anonymous that is a reminder too to say that participation in these perception data surveys is critically important the data is most has the integrity and is most informed when we can have a hundred percent participation so it's not just that we want 100 participation for the most informed data but because we use this data to goal set we want the most informed data when our teacher teams set goals last year every building did the impact that those actions would have on building a healthy culture and climate if it was a hundred percent informed would have a hundred percent impact so participation is critically important 24 statements 15 dimensions of culture and climate and four different question stems in each dimension so that we can tease out the data even further to say where can we celebrate and where can we find areas for improvement so as you're looking at the data here are the 15 dimensions a little data literacy up at the top is that 192 employees were expected to take it 169 did so your data is 88 informed that's phenomenal that's actually i think higher than we were last year in participation so when you think about last year where we were the same time period um and that employees were asked to do it we i think it was part of a teacher institute day i think we had designated time for when they were going to take it and what it looked like this year during that same frame um actually we took it later than we did last year that they were they were still participating at very high rates so that in and of itself tells us a lot about what our employees are looking forward to having their voices heard um and they see that this data and the goal setting that we did is very valuable to helping their own school environment as well as all of big hollow then you can take a look and see the celebration is that every single dimension increased so this is out of a likert scale of five last year uh previous top mean was 4.56 this year 4.58 even those that are holding steady is still a very testament to the employees that took the survey and how they feel the other thing that i draw also attention to is that we've kept a very tight differential from the top mean 4.58 to the lowest mean 4.10 it is a tight span and i liken that to um when why it's important that it's very tight uh kindergarteners come into our classrooms and you have kindergartener already coming into a classroom reading at a level c already knowing their letters and their sounds and then you have kindergarteners coming into kindergarten and they don't know their letters they don't know their sound so that range that differential is something that the teacher then has to make sure she differentiates that learning when you have a closer range between the top mean and the lowest mean that is telling us that more of our employees are experiencing the culture and climate similarly so remember that a perfect template is that every single dimension it gets to a 5.0 at that point it won't matter what's at the top which one's at the top which one's at the bottom that's a one-dimensional thing that we have to get through but we want to make sure that the the experience that our employees are feeling is more consistent and you have that because you have a very tight difference between your top mean and your bottom one and then we look and see you're all above a 4.0 and in our field of work and in our experiences with a local in our benchmarking and standard is that once a district reaches a 4.0 in any dimension you're already showing we are noticing a significant difference so anything over a 4.0 is a significant um positive impact on climate and culture engaged inspired i feel pride at work the quality of the work that i do the quality of the work that my team does continuous improvement mindset and then innovation some very key things and very high rates of reporting again 88 percent informed 169 individual employee voices that's phenomenal that truly is phenomenal considering everything that impacted us from march 13th how quickly everything shifted and changed for all of us for all of us and even the ones that are at the bottom which i have to say is a relative bottom support and equip even increased i feel supported and i have the equipment to do the job that i'm asked to do performance planning is evaluation cycle communication even went up every one of these went up and it's significant so these are truly celebrations when you see the celebration on this page this is the three by three i'll populate it all the way when we talk about 88 percent informed this 3x3 is taking satisfaction and engagement the two main drivers of culture and climate and employee engagement and we went from 81.56 in the dream box that red circle to 79.7 but when we look at where we are with that whole corner the satisfied and engaged the high corner around the dream box and last year it was 91.8 uh is that six one and eighty nine point eight eight so when you're talking about that close of a uh of a dream box of employee satisfaction and engagement you really can't ask for more than that um even holding steady in this time of adversity these results would have been great without any kind of obstacle in the way and i really do want to commend you as the board and mr gold in going ahead and having your employees take this i can't tell you how many um superintendents actually called and were concerned to say should we be even giving this right now like my teachers are so stressed and you know my my administrators are so stressed and i said absolutely because what's your alternative that you don't want to hear how your employees are feeling so i think that to commend you as a board and as an administrative team to say no we really are interested we are concerned we want to know how do you feel because we are going we are going to keep actively goal setting and increasing and doing whatever we can to help the climate and culture in your building and the district and then what we want to make sure in the red corner is that the whole point of this 3x3 is to see year after year as we get trend data are we consistently moving from the people from the lower left that low engagement low satisfaction and are we making a difference in moving people up toward the middle and always up to that red dream box section so you see that we are 2019 2.23 this year 1.2 in that lower but if you take a look at just the zeros the zero percentiles in those quadrants it truly is remarkable and and again i can't say enough 169 people reported this so it's it's very valuable data to be able to have and kind of helps us put into context what we should be and gives us places to celebrate a lot of celebrations when you look at the top i'm going to have to move a little closer my eyes aren't that great when we talk about the top questions this is now out of all 74 questions that were ranked you're looking at the top questions and the number one question is i am committed to the success of this organization as a number one question organization questions almost never make it team questions and organization questions they are typically just i statements about myself but you have a comment here from your employees 169 said we are committed to the success of this organization that's huge that's it that really should tell you something about the the mindset of the educators that you have working here at big hollow and then the other one that i want to highlight i am driven to contribute to the success of the organization that's another one as well engagement is not just that i'm committed to the success but i am also driven for that that's a motivational thing so it's not just oh yeah it's good to hear about it but no i want to be an active participant in it and that goes in line with that last question the satisfaction i am satisfied being a part i am satisfied being a part of our team so a team question even showed up in the top five to say that it's not just about me it's really the our concern about my team and about the district and i think this goes back to my case in the beginning the difference between climate and culture is that what we're seeing here at big hollow is that the teachers the educators are really pulling together and their commitment is solid to all of you all of the the whole stakeholder group not just their students and their parents but to each other and i think that that is that is amazing and i don't know uh that you know maybe next year when this all goes away if it does what that shift will be but i think it is such a testament to the level of educators that you have here at big hollow when you look at the low your lowest five again i can't even say that it's low because it's a relative low if you're looking at 3.67 to 3.93 is your lowest questions we see some of the same things that we saw last year they are increased all of those questions from last year's last year increased but we're looking at how do our lowest questions give us ideas for professional development so data should do two things it should give you opportunities to celebrate and it should give you opportunities to look for professional development and so when we look at professional development i've had several conversations because the administrative team set goals around these as well we are talking about how do we help with coaching how do we help support our administrators as an organization as a whole what are we doing about training and getting the right talent in the in the position um and i feel in on things as an organization that communication one shows up almost all the time in the lower five organizationally it's a hard one to move because it depends on the whole system and what everyone would like to know so then the graph this first one is participation again it's important i think it's motivating um and i also think that it's important for us to realize we're part of a whole as a big hollow so participation was fantastic this year we want to always get it closer to a hundred percent and then the dream box as well so this is every school stream box department dream box and again we're seeing how the success and how people we have to remember we are not living we are not working inside silos we really are working together as a whole and how can we share information and how can we share across schools and departments what's going well and how we can celebrate and how we can support this was just the process that we used for goal setting in each one of the buildings with the teacher teams i can tell you that those conversations i don't know that i've seen you since then but the conversations with the teachers and the conversations that i'm continually having with teacher teams and teacher groups and supporting the principals in their buildings has been phenomenal the level of ownership the engagement in it they they really are inspired by this work and really do see themselves and all of the whole school as part of the equation for how do we get a better climate and culture and i think that's it i'll take any questions that you might have on any slides state is great thank you thank you and i do want to remind the board that please complete your tmx's so that we can meet um and and go through your team ex culture results as well thank you all right thank you and i too was a little nervous giving that survey out in a little pandemic but it was it was just good to see um we wanted to see where our staff was and i think i told them begin a year the i think the strong culture has helped them kind of overcome the climate change that we've had so it's been tough so they've been doing a great job i'm going to bring up dr vicki king to talk about an assessment review so vicky's up next okay all right well thank you mr gold and the board for having me uh here to review our fall assessment information at any point during the presentation um i know you've seen the report i provided last week but if you have questions about any of the graphs and slides that you see please feel free to stop me and i can go ahead and jump in all right so an overview of the presentation so tonight i'll share some of the findings both nationally and locally related to the new map norms released by nwea we'll explore how students have started the new school year and discussed some possible implications of the covid19 school closures and their impact on our data as you already know critical aspect to equity is meeting the immediate needs of all of our learners is ensuring that we're also paying attention to attainment and growth of our students and so we will look at information provided by map which reveal how our students are projected to perform on our state assessments later on this spring and currently the state is still based upon the department of education requiring all states to administer the state assessment so as of now though these projections are important for us we'll also briefly examine results from our kinder screener we decided to administer the one-to-one screener versus map to our kindergartners because many of our kindergartners this was their first exposure to the buildings and so we didn't want them to come in and take a computer test we wanted them to be able to interact with the teacher to the best degree they could and then finally we'll discuss how some of the current work we're doing both internally with our staff and then also externally with various stakeholders and then i'll also have dr hechovitz come up and share some of the specific items related to professional development all right so let's first dig into the 2020 versus 2015 norms and so when we look at these norms they allow us to compare students to similar students when we're looking at norms and nwea groups students into percentile ranks to give us an idea how students are performing over time and in july nwea released new norms they do this about every three to five years and so they were it was time for these data to be updated in it's important to note that these new norms were prior to covid so the cove any impacts covid may have on our data will not be reflected in nwea norms until they renorm in three to five years so what happens what we're going to discuss today and what will happen in the future across the nation we won't see that reflected in kind of longitudinal data for a while now but regardless nwea is recommending all schools because of the covet closures and because of these new percentiles and new norms to use these data as benchmark information and what we can see from the data based on report of over 4 million student test scores across all 50 states the nation has shown an overall decline in achievement in reading and math and you may recall last year the nape it released information that looked at fourth and eighth grade reading scores in math scores and they saw the same thing last year that the nation as a whole has declined and so what that means when you look at some of those tables that we'll look at and with the graphs we'll see in a few minutes the percentiles shifted up so in 2015 some of you may recall that we got new norms for map and the percentile shifted down and it was because there was a national increase in achievement across the nation we've seen the inverse as a nation over the past several years and so now there's a decrease and so all the percentiles look a little inflated so what we had to do when we looked at this we look at the overall achievement of our students we wanted to compare does this data that we're looking at the increase in information reflect um just the norms that the national norms compare nationally or can we see were there changes over time just in our student population so you'll see in the information i did some disaggregating of data at both using old norms and the new norms and then i also look at cohort information and on the very back of your report that i just provided you the hard copy i've also disaggregated by ethnicity and race because you'll start to see there's a lot of interesting information that we'll look at okay so here's the first one comparing the 20 20 percentiles to the 2015 percentiles and i may say 2015 and i may say 2019 it's the same thing that's it was in that group from 2015 to 2019 so so what you can see in this first chart that blue line it represents the new norm percentile scores for grades one through eight in ela so for example a fourth grade student who earned a 198 in ela using in fall 2019 that student would be at the 48th percentile however these new norms place that same exact student scored that same exact score at the 52nd percentile so it moved them above the 50th percentile which is the national average that's for ela for math we see the same thing following the same logic we look at a first grader first grader received a 163 for math in the fall of 2019 last year they would have been placed in the 59th percentile and now they're placed in the 61st percentile so this is interesting because when we some we use both local and national information to identify needs in our student populations and so when we start to look at the national norms this the data are indicating that we're above the national norms all right so then we're let's take it a little deeper and we're going to go look at the results by subject and grade so these next four slides are going to reveal evidence suggesting that our students were less negatively impacted by the school closures than originally estimated now that's not to say there are still not concerns and there are not still things we need to really brace ourselves for and i would say i've talked to our admin teams and our principals we've talked about the idea of the students being resilient but if we have consistently changes back and forth there's only so much that students can retain without us starting to see an impact in that so while the decision to move into full remote was challenging for many districts and for us too the information we've collected over the summer and fall demonstrates that our students are coming into their grades at relatively the same spot that they typically do in the fall every year there's what we call summer regression so these data are showing that there's just a very small change from where they would have started out in the past all right so here's our first one so you can see by the solid blue line here the line represents the grade levels overall mean rit score compared to the grade levels means mean rich score the previous year for instance a seventh grader their overall average writ in ela for 2019 was at 214.4 this year it was a 2.2 14.2 uh and to be clear declines at the higher level 7th 8th 9th 10th 12th grade those are more significant even the tenth of a whole but even that tenth of a hole is still not so significant to what we were i would say a lot of educators were expecting embracing ourselves for in the same way if we look at math we see the same trend it's a slight there's a slight difference and these data are important as we assess our return of investment and the rate of improvement of our students in both remote learning models and on our on-site because now we have been starting some starting information that we can work with to see how we can compare students from our remote learners and the students that we're going to have on campus and be able to compare them to previous school years and in the same way in that for that very same purpose i wanted to look at cohort data so i've got ela and you've got ela and math on the same table i've just separated on two charts but what i did is when we looked at this information typically we look at cohort data we want to see as many data points as we have possible within the system to see how they're doing over time well as we mentioned we have new norms and we have the covet closure so starting over it was a little bit of an intentionality of only comparing last year's students to how they performed last fall to how they performed this fall so for example the yellow box the 162.9 for ela and the 174.7 that would represent a current second grader so that was their information from first grade that was the second grade's mean rit score for first grade and those same group of students showed growth over time to 174.7 so we can see regardless of how things shook out last year with all of the change that we started to experience still our students as a whole grew in every area and i would say a little echoing of settling this we want we're looking for some wins we're also looking to be honest and then you know i'll show some data that shows kind of reality check but we also want to celebrate some wins and there's math okay so we were looking at growth and we have seen that perhaps students didn't make as much growth as we would hope in a school year um they didn't regress so significantly that they're so far behind from previous falls but we do want to make sure and pay attention to achievement and so while our district was we were able to administer almost 100 percent of the students took the iar that were supposed to take the iar the illinois assessment of readiness last year and we have those scores they're all in pdf forms but only 30 percent of the entire state was able to take the test because of the covet closures and so those data are not being uploaded to any systems those data are not going to be disaggregated for any schools they're not going to be combined for district use or building use so tech i literally have well actually dr hedgevis in her office like 1600 sheets of paper with students name all that's it so i asked the state i said are we going to receive electronic information so at least we can do something with that information and yes they sent me the pdf versions of those same 1600 sheets of paper or whatever it is so bottom line is we can't disaggregate that information unless we literally hand splice it and we're not going to do that so we're going to take it as a loss that will share that information but based on the linking study that map has done with iar we can take the map test they've created scale scores and we can see which students would be projected to meet proficiency standards based upon these map data and it's all only illinois students and so right now nwa is doing another linking study collecting all the information from students who take maps in the winter spring and fall and taking the park or the iar test they've done park as well and so we can do projections to see how students are doing and so here's where we are with that and this is where we want to pay attention to this information because this is important now right now as you can see all of the grade levels currently based on the the information we took in the summer and the fall the students are not projected to take to meet or exceed standards on iar but that's not to say our students won't meet or exceed standards this is if they were projected to take it tomorrow we have an entire year and so what we what we do as a district is we start to take the information and many times iar they provide us complete information related to standards and benchmarks even some of the the subset skills that students need in ela and you can tie that to map and you can start to work and drill in to ensure that students who are struggling in specific areas in map and on iar we can target our instruction in such a way to ensure students are not only growing but they're growing towards proficiency we may not have that information from iar this year but we do have the information through apex and we do have information through imagine and so that's a lot of the work that you'll hear uh michelle talk about it a little dr hechtavitz a little bit about what she's going to be doing with with the teachers and building capacity in that area and then i look forward to working with her so this is just information to show you where we are in relation to those meets and exceeds okay quickly moving on to the kinder screener we did nine screeners i'm only talking about four but you have all nine data points in your board report i'll give you examples of four to help you understand what we were looking at and these data are interesting because it kind of reifies what we were seeing with our map data and that yes students came to us knowing information but there really isn't there's not this projectable with the exception of like we have a linking study to project how they'll do on the state assessment based upon those data the information is kind of all over the place and so it's not following typical uh patterns where they cut where information is typically bell curve you're about to see graphs that they don't follow a bell curve and so i'll be honest that creates a little bit of a challenge for us to predict what could happen next for students if we don't respond appropriately and i would say astutely to the needs of students all right so again we we did the one-on-one screeners for our students there were nine areas they are listed there and the first one when we look at upper and lower case letter identification most students entering kindergarten were able to identify at least 16 uppercase letters and a quarter of the students entering kindergarten were able to identify all uppercase letters so you can see again typical that bell graph doesn't normally do that spike like that and on average when we look at lower class lowercase excuse me students entering kindergarten were able to identify 13 lowercase letters and two groups at the 25th and the 75th percentiles were able to identify four or less lowercase letters and then 22 plus lowercase letters respectively again trying to help help you understand like those though that doesn't follow typical patterns that we would normally see which is i i mean i guess we can say we're happy now we're just going to pay attention to what moves forward and really be intentional about looking at the imagine and apex information and then we look at number recognition a negative skew on the graph illustrates that 25 percent of students entering kindergarten were able to identify 19 out of 21 numbers and on average students were able to identify 12 less out of 21 and then we got our counting by 100s this is tied specifically and the rest that you have in your um your board report are tied to specific standards that kindergartners are asked and required to meet objectives on by the end of the school year and it shows that only 25 percent were other kindergartners were able to count up to 39 by ones and i and i think this is important to when i say the word only um it's just like map we're not expecting all of our students to come into us knowing what they're supposed to do that's our job so this gives us a bit a baseline i'm in a starting place to make sure we're intentional we will be doing a follow-up map obviously in the early winter we'll be doing these screeners again with our students but i want to talk about what we're doing in response to this information and so overall we can see that the academic impact may not have been as tragic over the course of the pushed or full remote but we want to make sure we see these data hold up and so one of the conversations we're talking about is you know when we go these hybrid models we want to make sure we're not moving back and forth too much back into remote hybrid remote hybrid because students can only handle so much change of placement and re to respond to that so much before they're no longer able to access the information we're presenting and i would say one of the most immediate ways we're monitoring these data are through our school improvement plans i worked with most of the principals to help develop their school improvement plans where we're literally monitoring the conditional growth of the students within their the the body the student body so we're not necessarily comparing students to the national norms we're only comparing them to the conditional growth within that student the building because we want to make sure that we're going to see growth for all of our students i'm working with dr pittman and the school psychologist and we are creating an mtss framework for the district so for pre-k through eight making sure that there is a continuum of services and that when students are receiving intervention or enrichment they can when they matriculate to the next grade that program follows them it also uses uh data in a way that that data also matriculates with them so we're working with our data management systems to create a dashboard and we're just talking with that system today and then finally dr hutcherwitz and i are working with the members here and some of the people that were in the audience earlier we were on what's called the assessment of infor learning task force where we are starting to build capacity both within the school district our excuse me with the school system and outside the school body to make sure that we're starting to i would say elevate the level of knowledge we have about the assessments we're using for our students so i'm going to give it to i just i just said this is great thank you um quick did we compare because i know in over the years we've implemented a few different curriculum programs with scholastic and eureka did we look at the data i was trying to figure out whether or not the spot the five-year plan you had here what if that reflected the change in curriculum because it looked like it had some positive effects and some negative effects as far as scholastic goes eureka looked like it did very well for us um that we could certainly actually that's something we can do even in our map reporting we could have it trigger so it can start to like almost like a return on investment on programs we can do a program evaluation certainly i didn't i wasn't thinking of that and i should have been so thank you no i just i because it is this does this would this data reflect this or is that not what this is no the the particular i wasn't necessarily looking at programs in that but it would if you're seeing increases you could be seeing results of things like programs most certainly i would say that's not outside of the realm of possibility at all that's a great and we could really target the way we analyze that information though so i could get i could get you that information i think that that'd be something that we would all like to see yeah because i mean it's this is something we've talked about for a really long time so i mean i think it'd be great information um yes a year longer than school-wide right but but then sixth middle school didn't go to eureka yeah and was the reading with the pilot was it a whole grade level that piloted or was it just certain teachers within a grade level for school-wide yes so when we piloted school-wide we also were um piloting what we did is like a half a year a couple of people in each grade level did school-wide and then we had um another program that we were piloting along with it and then at the end we did talk about you know what are the strengths what are the how do we want to move forward but there were two programs in contention i guess you would say okay so yeah not um not everyone had access to all the units but we did had have quite a bit of representation in each grade level to pilot it i think that'd be cool information yeah and one thing i wanted just to piggyback on about eureka is when we were looking because i was looking at the data even last winter after we had conducted some of our testing and we were seeing some increases but my the way i was looking at it through my curriculum instruction lens is there was still a piece missing it wasn't a eureka problem there's an instructional piece that wasn't happening across the board using the data from our eureka assessments and such so i had talked to mr gold about the importance moving forward at that point in time before covid of really talking about the instructional practices that need to be paired alongside of a great curriculum like that so i think the increases that we've seen so far with eureka are more due to the standardization and the guaranteed and viable resource that we were using but we needed to start shifting what we were doing in terms of instruction to make sure that was guaranteed and viable so i guess what that kind of leads directly into what i was going to talk about related to the presentation um so when we left right before covid i had met with each team at least twice to talk about some of these instructional pieces that could be paired alongside the discussions about curriculum about resources and when i say curriculum i'm not talking about eureka i'm talking about the what of what we're teaching and those are the illinois state standards common core state standards so our teachers are fantastic they're dedicated they had dug in a lot on their own even leading up to when mrs steincipher was hired but there was a lot more work to do in in terms of taking the what of what we're teaching and breaking it apart and really tying that back to student clarity so that that could be tied to goal setting because as we know research tells us students when they set goals from themselves it activates a part of the brain that act that really um it drives their behavior and it gets them to want to learn on their own so we started talking about taking those standards apart really coming up with what is success with this standard look like and what is the progression of you know lessons that we should even be introducing to get a child from point a to point d with a standard so we had started all of that and the reason that's important especially at the middle school level but also at primary and elementary is because the success criteria and what students know they need to do to be successful with this standard is directly tied to the assessment process so that was our next steps pre-covered i have to give the teachers props because over the summer even after you know remote teaching in the spring we had teams of teachers still dedicated to taking that that work and doing it this summer and really tearing apart the what of what they're teaching so that we could continue at some point this year the assessment development so um i have to give them credit for that so we will we will continue to talk about prioritizing content in our grade levels you know we've got priority standards or power standards and those are the most important standards that we need to make sure our students master by the time they leave the grade level so that work needs to continue and i'm confident it will at some point but the silver lining really truly is is that we've got all of these robust personalized learning programs and i had talked to the board curriculum committee uh just a very briefly about how when a teacher is in a classroom they're making thousands of observations of students on a daily basis they don't have that privilege in remote learning so we're depending upon these personalized learning programs to gather as much data as it possibly can and feed it back to the teacher i'm very happy to announce that we looked at some data with both lexia and imagine learning today and we're really starting to see the programs take hold lexia was already well established but the program imagine program is really starting to take hold and root itself and you can see the usage going up and now we're starting to get really detailed dashboards of what students need what so that'll be our next kind of goal is to talk administratively and then with our teachers about how we can support them in continuing to to encourage the use of the programs using that data to move students forward so um it's really i i'm not a fan of covet i don't think anyone is but if one good thing came out of this it's really changed our teachers focus to using data to inform their instruction so i i would just say that that is a positive that's come out of this they were doing it before but we've really given them the tools to take it to a whole new level so um best practices we'll contin continue to talk about assessment and again providing that feedback to students and then of course student reflection and goal setting is something that hopefully we can kind of return a little bit more to as we have students in buildings questions sure thank you real quick on the special ed performance report we received from the state so i'm going to let aaron take it over do you want to want this okay okay so um mr gold mentioned that he was going to put in the packet the illinois the isb accountability and support system lea determination this is very similar every year isbee would go through and see if we were compliant in a variety of indicators for special education so this year they did it a little bit different before you were compliant or you were not and if you were not you had to develop a plan have a committee submit it to the state and then show results so now this aligns more with like what they're doing for essa they took achievement for students who receive services out and put that into essa and now they're looking at the nine other indicators so it's a positive thing it looks at everything from pre-k to our ieps and just ensuring that we're in compliance with the law and you had can have a total of 27 points and big hollow had 27 points so kudos to the department they um really don't have any areas right now that we need to look at to improve this is using the year before data so we're hoping to continue with this trend perfect good five years ago we were having trouble in this area yeah yeah so they've done a really really good job of cleaning this up good job thank you thank you thanks doctor uh last item of my report is the eighth grade graduation i just put the date in here this uh duties here at this time and i did we have secured the mchenry outdoor theater for the program as well so that's great thank you on that date thursday i'm sorry uh wednesday may 26th last day of school we the may 27th thursday that's it for me all right uh does anybody have any questions on the september employment report just one thing we're still looking for health aide right mr gold we'll get we're we haven't posted yes all right we're gonna keep keep looking for one more okay so anybody watching out there if you know any health aides have them apply please yep um can hey please have a motion to approve the september employment report second julian yes yes yes anybody have any further questions on the e-learning plan can i please have a motion to approve the proposed e-learning plan for big house school district 38 as presented during the hearing promotion second joe and lauren all in favor as the motion is read say aye aye aye can you pose nice have it uh we accepted two furlough requests from janice hoffman a food service worker and christine knapp food service worker we had a foia request anybody have any questions on the fully request so anybody have any questions on the monthly building administrator report anybody have any questions on the meeting agendas i i had one i was reading the one agenda and it talked about a big hollow middle school equity project i was wondering what that is yeah scott you want to explain better jump over next to a mic so it's we've had two meetings um really it is a committee of teachers right now looking to expand to the community have students um and community members parents to really start looking at the systems we're doing here at big hollow make sure we're equitable and how we approach things such as race gender sexuality the whole gamut just we really want to be we want to be an inclusive community here at big hollow so we want to make sure we're addressing those and make sure our practices align to make sure that we are inclusive make sure we're being equitable across the board for everybody who comes a big hollow so it's just getting off the ground now so a lot of work ahead of us but it's two meetings in so we've barely scratched the surface so that's awesome very great idea thank you anybody else have questions i guess for the african-american parent advisory yeah how did that go i was curious to see what their feedback was it went great it was a very good meeting we did it via zoom the other night um we're going to have some follow-up tomorrow at our ministers meeting and kind of talk about our next steps but it was a really solid meeting i think we found out through zoom i at least have with the cac meeting and now the african american committee parent committee that we we get a little more engagement because all those thoughts that are going on their head end up on the chat and in a regular meeting we don't always hear those thoughts and so there's a lot of engagement happening and uh um so we have actually now we're going to put two parents are going to co-chair it with uh myself and i think i'm recruiting dr king to help with that uh she's got a good background in this equity area so um so we're gonna meet with them and we're gonna develop the next agenda and keep the conversation moving forward so it was good very good good you have anything else right the next regularly scheduled board meeting will take place on monday november 9th 2020 with closed session beginning at 6 00 p.m can i please have a motion to adjourn joe and julia all in favor's motion is read say aye any opposed eyes have it thank you everybody thank you thank you thank you

and what i want to do is i want to go through since you don't have the annual financial report in front of you is i want to go through the summary page and the summary pages is the page that's going to be published on the district website it used to be published in the paper but it's going to be published on the district website once the board approves it tonight so this is just it shows the beginning balances and shows all the revenue that's been taken in for the year any transfers in or out all of the budgeted expenditures that the board throughout the year the actual expenditures and the ending fund balances for all of the funds and as you can see there are there there are areas that are blue blue basically means that that we've that i've transferred all of the data from our accounting system into their spreadsheet itself and there are several areas that i want to point out to you um if you see on maintenance and operation and i don't know if you can see it pretty well not if you can expand it a little bit on maintenance and operation you'll see that cash balance wise we started out with 1.2 million that's cash and revenues the district took in 14.1 million dollars in revenues we transferred out 220 000 and that was the transfer that we made out to the energy water savings account actual expenditures for maintenance and operation was 13.4 million i don't know why that didn't come through and what we had was cash remaining was 1.8 million and there's there's nothing there i need to put that is 1.8 million dollars so at the end of the year on june 30th or after all of the encumbrances we had a cash balance 1.8 million and basically what's happened is that's been what's been sustaining us to now we haven't had any we haven't had the need to borrow any cash from our line of credit because we had this large cash balance and i just want to tell you a story from uh i got a call from the auditor general's office wanting to know why we're carrying a large cash balance and i told dr wright about this is that the auditor general's office wanted to know why we had a large cash balance and i told her that's because we don't have to rely so heavily on borrowing from one line of credit and they wanted to go you know oh okay well i guess i've never heard that before because you know you don't want to borrow from a line of credit and you don't want to pay interest and she said okay well as long as i know that you guys have a plan for it you're just not sitting on your lawn on your cash balance so things like that the auditor general's office is watching out and wanting to know why you're sitting on a large cash balance because they want to make sure that i guess they want to make sure that school districts are spending down their cash balance down to the penny so um the other thing i want to point out to you is that right in the middle of the page it shows for food service it shows that we had a negative 266 556 revenues for the year is eight hundred six thousand sixty seven dollars we had an expenditure of seven hundred and ninety three thousand four hundred and thirty two dollars and our negative cash balance is two hundred and fifty three thousand nine hundred and twenty dollars we qualified for a national school lunch program equipment grant we had about 32 000 we spent out of that equipment grant we're still waiting for reimbursement from the national school lunch program for that equipment grant once we receive a reimbursement for that equipment grant that negative cash balance is actually going to drop down to negative 221 000 once that is received the difference between that is going to be negative 266 down to negative 221 which basically means that this southwest food service is actually making money so even during this pandemic they actually made money um which is you know pretty good um i was really thinking that we're going to lose money during this whole last year because we're serving all this food we're running the buses to all the kids we're serving all these lunches and serving all this food out to the kids in the community and they actually made 45 000 last year from the district and we're still you know making money and we're still trying to cut away our negative cash balance so i was i was happy to see that and southwest is always doing ways coming up with ways to try to figure out how we're going to make money for the district so i was happy to see that and one other thing impact aid um impact aid federal projects federal projects up on the top there impact data is rolled up into that federal projects line item 301 643 impact aid is rolled up with title 1 title 2 rlis all of those other federal grants and you'll see that the district received approximately 2.9 million dollars in revenues that includes impact as well it also includes forest fees so we have have approximately 1.3 million dollars sitting in that account and that's just not all impacted but that includes all of our federal grants so but overall i think the district is sitting pretty well we only have a few accounts that have negative cash balances without building renewal funds a little uh down to the bottom there we have a negative eighteen thousand dollars so that's just because the timing of some revenues that still have to come in from but overall i think the district is doing fairly well as far as revenues are concerned are there any specific questions in regards to this page at all i mean this is the whole meat of the page it tells a whole story of our revenues of our expenditures of all of our where we sit as a district any questions comments about the budget thank you brenda so we need a recommendation to to uh approve the budget as presented for the 2019-20 year i have a recommendation that you have a this is your night this would be a presentation of our monthly financial report thank you okay i have the student activities report up on the screen for you the balance is as of september 30th 2020 in auxiliary operations we have 117 348 tax credit account we have six hundred fifty six dollars and then the student activities account we had two hundred to eight thousand nine hundred and fifty eight dollars and some change the next page shows the fund balances it's this is the beginning balances as of july 1st 2020 the revenues that have been taken in since that point time the expenses since july first and then the fund balances that i just mentioned and then the next page are all of the checks that were written for the month of september for all three accounts auxiliary operations tax credit and student activities and the checks written for the month was 12 212.69 the next report is the operating statement and cash flow statements for maintenance and operation and capital if you go to the second page next page you'll see that the adopted budget for maintenance and operation is 14 million 23 445 this includes the transfer out to the energy and water savings account of 225 955 year-to-date expenses is 2 million 529 400 464 what we have in comfort from now until the end of the year is 9 million 472.

i read that just earlier this week that one of our neighboring states has changed that for quarantine students and it's now uh i think it's it's now they can come back with a negative test i think it's i think it's for three days or four days i can't remember what the article said and a negative test from exposure do you know if our county is considering that well we've asked them to consider something like that just because we we do hear from families and it is difficult that have to quarantine i guarantee i know it's for a safety reason but it's also hard to understand that the person that actually has the virus is only 10 and 14 for those that were possibly exposed and so uh i haven't got anything else back from jen related that i know she posed the question but i haven't heard back yet this may be a a segway of some sort to our next topic but i'm i'm just curious if we've seen since we're just back from a break any increase in enrollment that would have a positive effect on our finances as we move down the road here have we seen any trend upward there so i would love to tell you the right answer to that right now but i i want to give it a few more days just because of when individuals at schools put information into the system i know that several students dropped off the global went back to the campus you know i saw a number just a number of like 240 over break left global and then today when i looked at our system it looked like we had a jump of about 370 so i i get excited at first but at the same time i'm like we got to let this level out for the week it's kind of like at the beginning of the year you know our numbers are all over the place um and that's kind of what i want to have happen now that sound about is that a good answer miss betts i i don't want to be premature but i i'm hopeful that that phenomenon will occur so i will move to the next topic that there are another one can i just correct something i just quickly looked up the neighboring state of quote it has moved it to a 17 day seven day quarantine to reduce it from four to fourteen to seven seventeen i was like quarantine with a negative test but i since i threw that out there i wanted to be accurate to the public gotcha thank you mr carr any other questions for dr mccord related to covet data so we'll move then to item 3.02 the fy 2020 annual financial report dr mccord i will turn this over this is our our annual report for uh our finances i'll turn it over to ms betts who i believe is going to turn it over again so good evening dr franciana cruz board members first i wanted to introduce the finance team that really gets into the details of both the annual financial report as well as all the budgets that are presented to you on a regular basis so first i wanted to introduce miss jackie matinen she's the director of finance and she's right behind me she will be presenting to you this evening as well as pat donahue she's the internal auditor and um ashley miranda she's just been promoted to our budget coordinator so the four of us have been actively working over the last couple of weeks to make sure that we have all the information correct on this very important report so with that i'm going to go ahead and step back and hand the mic over to ms matin welcome miss mattenan thank you goodness good evening dr mccord dr santa cruz members of the governing board as miss betts stated i am here to present the fy 2020 annual financial report before i get started i would like to take a moment to recognize pat donahue and ashley miranda they worked tirelessly for weeks on this although it is only 9 or 10 pages it took a tremendous amount of work to put to put this data together so thank you ladies i'm glad that you are on my team or i'm on your team we're on the same team so this report is unaudited our final audited results will be presented with the kafir in december this report consistently shows the budgets and expenditures that have been approved throughout 2020 i need my notes so i don't forget anything today's report includes afr items to note we'll talk a little bit about teachers salaries revenues and expenditures specific fund details a slide about tax rate history and then appendix so overall there was an increase to mno and unrestricted capital spend um as you know we approved compensation increases and there were increases to whoops increases too sorry about that increases to on the benefits rates also increased allocations to athletics and schools capital the elementary and secondary school emergency relief fund or esser we were we have been approved for 2.3 million dollars there has been no expense to date from that grant and the enrollment stabilization grant we did receive approval late last week but we don't know the amount yet we will find that out in mid-november because of these awards we will expect an afr revision we have a phone call with the auditors to find out a timeline but we're hoping possibly december we budgeted 11 million dollars for a budget balance carry forward into 21.

i i appreciate the fact and the honesty of this is what it's gonna take to get it done and get it done hopefully correct correctly um with the vendors and the computers in stock so rather than trying to push through haphazardly something that's not going to be as effective as we want it to be it's not going to look like what we want it to be um i certainly appreciate the honesty and the recommendation on what it really needs to be versus what we want it to be so so thank you for for that guidance the high school schedule as shown makes much more sense especially with your explanation tonight that piece looks really good there were no changes or there were no additional slides to the junior high or elementary schedule so has that changed have we miraculously found any more additional in-person time at that level we did not make any changes to the elementary or the junior high schedules okay so that one will stay exactly as presented last tuesday correct and then to kind of go along with that depending on the outcome of tonight we'll be making videos to explain it to staff videos to explain it to parents putting out you know emails and different presentations to explain uh the different options and allow for questions and answers as people go through the choices that they need to make and it would be of all of the schedules not just of the changes that we made tonight of course anyone have any other questions i think the only other question that i would have is that i know that um we have state guidelines that from isbe and from idph this plan meets those criteria for safety and it does meet the criteria for educational time and then there was one additional change that i know some folks had touched on a little bit briefly before we were in session here about the restrictions they had lifted a little bit for some of our substitutes is that something that we're going to be able to look at there might even be potential to allow volunteers to help out is that a possibility or is that yeah no that's a possibility uh i spoke with mr miller just before we came in today and he and i will be meeting tomorrow uh we'll be talking with teresa and we'll be putting some information out within the next 48 hours i don't have any other questions lori but i just wanted to i did want to say um because i skipped my my board member comment um no but i did want to say we i did receive a lot of um emails and calls and you know a lot of of course community engagement and i appreciated those i did not get to respond to all of them i read i think i read all of them um and you know um i hear and understand that this is a hard plan for for a lot of people we're in a hard situation it's a hard situation for a lot of people there are certainly i worry about our teachers i think we are asking a lot of them i don't think i don't think we can gloss over that fact i think this is going to be really really challenging for them i'm worried about some of our remote learners that if they continue fall remote you know i'm worried for working parents um i think that this is um i think this is an important first step in in getting kids back to school and it's as um as laurie mentioned it's not you know the perfect plan that we would be hoping for um but i do think it's an important step so i did hear i hear you know from all for all you parents out there and teachers out there i read what you said i heard what you said and um you know and i appreciate reaching out and it and the tone in these emails were very positive and very solution focused and had a lot of really great information um that a lot of information that was really really eye-opening um so so thank you to everybody and i have a question for heather and faith and probably so shannon for sure um is there an explicit word out in the district from you guys to teachers to say when we go back and when this model starts getting real and we figure out you know what's going to happen we will be open to [Music] identifying the core things we have to teach within a certain grade level or you know level of school so that these teachers feel like they have that feedback loop in addition to this this schedule in this model that whole idea of we're gonna adjust what we're teaching so that we can get through and not be over for example i was with some teachers today and they said they want us to do everything we do in a regular year and that's not possible so it what is the word that you're putting out i guess is what i would like to know so i can start with junior high prior to the start of the school year we had committees of teachers come in to to work on what our non-negotiables would be for those subject areas for ela math and science and then our social studies we have a curriculum committee that's been working and they also went through that process and after that committee went through that process how did teachers access to know what the non-negotiable it was sent out to all of our all of those it's sent out yep okay so i would echo what shannon has said in terms of work was started this past summer i know that work continues on the wednesdays during the teacher collaboration time i've seen some of the plc time that they've continued to use to have those discussions so um if there's you know concerns i would always encourage the teachers to reach out at the high school to their department chairs and assistant principals but i know that that message definitely went out this summer and continues to go out that we anticipate the need obviously as you discussed for modifications to the standard curriculum and the elementary teachers as well got together to be a committee obviously we didn't have all of the elementary teachers and to identify what are the essential standards and what can be so what is the really got to know and what is the nice to know in the amount of time that we have to do those instructions with the focus being on math and reading and writing yeah sorry lindsay i did not that's okay lindsay allen director of elementary education we did meet before school started with an ela committee and a math committee and we put together our power standards and our assessments for trimester one last week we met with the ela committee and we did that for trimester two and they did an awesome job and we were able to get uh that information out to staff on friday tomorrow we're meeting with the math committee to do that for trimester two and then next week we'll be looking at science um and then we're hoping that uh end of november and beginning of december we'll be able to do that for trimester three that way our elementary teachers know through the rest of the year what are our power standards and what are the assessments you can always hit more standards but what are we expecting what are the what are the core areas that we need to hit and i would just like to give a shout out to our ela committee and to our math committee they have done amazing work with the limited amount of time and with how busy they are and coming together and being very positive and really getting putting that all together and getting that out to staff yeah thank you it's really it is really important to me to that we um have a way i really want to encourage teachers to continue reaching out and of course reaching out to your um uh department chairs and um and building administrators and board members it's really really important to me that our teachers are okay and a lot of them are not feeling like they're gonna be that it's gonna be okay and for our kids to be okay the grown-ups have to be okay and right now it's really hard at home a lot of grownups at home are not so okay but i'm worried that we're gonna go into school and our teachers are not going to be okay and so we do have to find a balance and i appreciate the work that's been done and i i think we have to um you know we have to really be mindful of what um of what we're asking our teachers to do and how much appreciation we can have for them as they are balancing a really unprecedented year and we're asking a lot of them so thank you all of you all right any other items or questions regarding this item all right if not we're going to move on to item 7.3 debt service extension bond presentation item 7.3 is an informational presentation regarding our need for debt service extension bonds in our future later this evening the board will be engaging in dialogue and decision making regarding the refunding of the general obligation bonds and we thought this information to be important to have those for those conversations later this evening so christy thank you so i'm going to start with a little history of how capital projects have been funded in the district as you know in the past five years many difficult decisions have been made to balance a budget so that our reserves would at least remain intact and as you also know pre covid we were well on our way to increase fund balances however even without the financial impact of covid our fund balances would not have increased to a level that we would be able to comfortably address capital needs and projects in the next five years as we continue to have roughly about one month of reserves in our fund balance so last week i did actually speak to mike barr the former director of operations and he confirmed that up until the year 2017 the district was funding capital projects with the surplus left from the uh 2006 building bonds referendum when those what funds were depleted in the decision was then made to issue a 13.6 million dollar dsub bond debt service extension based bond to address priority building and technology needs and the plan was and is to pay that off in five years and the last payment will be made in february of 2022 back in january 2015 the board was presented with the 2020 deferred maintenance and energy assessment plan that strategy was to develop a plan to be used as a primary tool for long-range long-range excuse me facilities maintenance and improvement planning and budgeting this original plan had over 29.4 million dollars in improvements in annual maintenance we did go through this plan and totaled outstanding projects by the priority assign back in 2014 and for these purposes we did weed out any annual maintenance and maintenance costs that were included in that plan and obviously projects that have already been completed this leaves approximately 13.2 million dollars remaining in the three priority categories of outstanding items in the 2020 plan so you can see that laid out there priority one we have about 6.7 million left to address priority 2 4.8 million and priority 3 1.7 million also last month the board was provided with a list of capital projects we would recommend to be completed if the district were to continue on the five-year d-sub bond cycle that list did include many of the priority one and two projects as well as an additional 3.2 million in identified projects with that additional 3.2 the total capital projects is roughly 16.4 million dollars so the need for d sub bonds um continuing to delay items on the 2020 plan could be more costly in the long run and just i want to just go back for a second the 2020 plan um assumed or suggested that all the projects listed on that plan would be completed last year so it started in 1617 and went from there i'm sorry 1560 and went from there so they could be it could be more costly in the long run to continue to delay those rising material and labor costs obviously you know things continue to increase and without proper maintenance items may fail to the point where they are no longer salvageable so they would have to be replaced in a district our size and i have the stats there 3.3 million square feet of building space to maintain 540 acres of property with 97 acres of that being asphalt or parking lots and things like that so in the district our size there's bound to be unknown repairs or replacements that we simply cannot project without the dsub funds for capital projects any mechanical system parking lot roof etc that fails would require the district to dip into our already low reserves as i mentioned in the previous slide there's roughly 16.4 million to address our fund balance would not cover uh that in the upcoming years uh while the fundament we i did receive actually draft fund balances from the auditors last week and they were more favorable than we thought but that would still be to deplete those fund balances would leave us just over a week's worth of reserves any questions about the need for dsa do you have a timeline yeah are you saying that you need to ask us to vote on that now no it's just information for the next conversation the next presentation we don't need to decide today whether right forward but i think the question that i'm trying to ask maybe more reaches too part of for me the information that i'm looking for is to know where that factors in because one of the things that we're looking at is what do we look at for the property tax burden and is there going to be something that we all might need to consider as part of it or is this not in the next year or two or is it something that's three to five years out so it would be in the next year to do because we are the the five i'm sorry the 13.6 million that we borrowed in 2017 we are just about out of that so the the remaining money that we have in that 13.6 million is really just to close out the existing projects that we are have already started so we are yes at the point where we need to start considering um that next cycle if that's the way we're going to move forward well mike sorry my question is of the 13 million outstanding parties one two and three was that or was that not accounted for in the original dsub i can't imagine i'm not obviously positive but i can't imagine that it was because the original plan was 29.4 million i'm just trying to get a handle on did did we capture enough money and these are new projects or did we not capture enough money and these are the leftover projects it would be the latter over do you recall this when okay this is some stretch um my memories when you and i were on on facilities and we had a presentation with a former superintendent there was that list that was upwards of 20 mid 20 million dollar range that was done it was like 24 25 million like that yeah so so yeah not not all of that was even tackled by the last go-around with with with those bonds it wasn't right and and i do recall we had that we had the whole conversation about waiting and prioritizing certain projects because obviously we can't pay for everything i was i was just trying to frame the conversation around is it that we didn't plan correctly or we didn't have enough money or you know if we're if we're going to make a decision on selling more bonds we need to make sure we're understanding what is needed and that we're preparing for as best we can the long term so from what i remember um the last time we went around and looked at d sub bonds um and we did go through and get those um i believe that that was during the time we didn't have a budget for the state and there was i believe that was right in that time frame it was around 20 17-ish so at that time what the concern has been had been was that we knew that the state funding formula would be changing to something but we didn't know what we knew that um we didn't know what to expect for anything really so the concern was to take out too much debt um that we might not end up needing would put an unnecessary strain on our community so trying to limit what you're asking for for the true needs rather than the nice to haves was kind of the purpose so that we had time to see what would develop although i think back to that and i go wow i don't think anyone could have thought that this is where we would be when we were looking at the next step that was the intention is to make sure that we weren't asking for more than we needed and that um we didn't look too far ahead in the future because there was so much uncertainty at that time financially that's pretty much it right and then you know the other thing i'll say out here or i'll say at this point is yeah so we're about to see another presentation where we're going to be talking about not only refinancing but the possibility of additional d sub bonds and what i'm saying is is i'm not it's not clear to me that this is the exact amount of money that we think we're going to need and what is the time frame right so if we if we haven't even paid off the lat or we're not going to pay the last ones off until um a year from february right yep so then what's what's the and just so we all understand what's the time horizon what are what do we think the money that we're going to need over that if it's a five-year plan and then it takes seven to pay back the bonds because you sell the bonds before you actually get the money and all that kind of stuff i guess that's what i'm saying is i i think we all understand the need i think we need a little bit more um solid information on exactly how much money we think we're going to need with a plus minus before we make a decision on selling bonds does that make sense to everybody and i just have one other thing and i just got a text from bob um plus at that time in 2017 you were also hoping for the 50 million dollar grant so you just wanted to put that out and i also think and bob maybe you can help me with this at the time you took out the uh we took out the 13.6 million i'm assuming that's all we could take in our example that was the max we had in our debt service extension base available to us well you could have gone school club permits you go up to 20 years and we provided a variety of different scenarios and doing a five-year borrowing of 10 15 20. the board settled on the i think the finance committee recommended too and the board selled on the five-year option because you paid back less interest you would have five years in five years you have this conversation again and all the unknown you know i agree with everything that the board was talking about that's what i recollect too right because we don't want to be layering dsub on top of dsub that we haven't paid off but we've already right spent the money and now we have to go back and get more right but it sounds like we're also kind of in a similar situation where we're trying to predict a future that's just wildly unpredictable right now you know like we don't know what the state is going to end up doing we we know it's not great right now so i'm just a little bit concerned that we're sort of in a similar position maybe that you were in 2017 and i appreciate the background on but but that's that's why i'm kind of saying look i i think it's the number's 15 now right for the next one right i think we submitted and all i'm saying is is 15 the right number that's all i'm saying yeah and i think that we definitely need to do that i think the the for the purposes of this evening if i remember correctly uh matt had asked to see this as part of the conversation we actually are prepared to have tonight which we'll hear about in just a few minutes about um refinancing our bonds and that some of the conversation we had last time we talked about this had been related to whether or not there was a likelihood that in addition to this bond payment we might need to in the foreseeable future look for um d sub money also and what that would do to the total tax bill for debt in the community i think that i think that's what we were all kind of looking for so you're absolutely right and i completely agree i need to see a lot more information on what we need and i would imagine at this point our facilities needs may have changed since in what we're looking at and that's part of the bigger picture but this is just the basic information that we'd asked for as a board to facilitate decisions that we're going to make decisions on the other thing so it's all kind of part of the reason we had been looking at one of the things we wanted to is maybe not look at refinancing quite so soon that's why we were looking at maybe we wanted to see what how this all kind of shook out a little bit better and had more time for that information however as i understand it there's some good reason to think that it is in our best interest financially to look at the refinancing sooner rather than later and i don't want to like jump into anyone else's presentation so i'm just going to leave it there and can i add i think what at least for myself what we've we've seen in the past when when we see a presentation we talk about a need for dsa bonds we talk about what that deferred maintenance plan looks like when we talk about 96 97 acres of asphalt another thing that that mr barr would do is we would have a slide and we would have pictures of the four school buildings and the parking lots and saying look this this isn't working we cannot we cannot operate like this what is it i think it has a more impact in what the true need and necessity is we saw pictures of of the flooring in the buildings that was a safety issue things like that uh part of this project there was a little bit more substance to to what we were needing to approve and actually seeing the the urgency for some of those items rather than just saying oh we've got 13 million tell a thousand words yes we need visual aids those are of presentations when we talk about the needs and the maintenance at least that that i'm used to seeing making those decisions right and so but can i ask and just for clarity's sake though so the the spreadsheet that we got though a couple a month ago two months ago um related to capital projects are we is that not are we feeling like that's not current or we need to you know and i'm fine with more information i'm just wondering are we going off of this spreadsheet and delving deeper for priorities or a couple of them i think brent's question was is that truly the number is that what we need and then we saw the tennis courts we saw the athletic fields we saw the parking lots we saw right and if i could make my point a little clearer maybe i wasn't as clear you know when we look at this slide here this is interesting information but again it's are we saying that all the money in one two and three is money we needed for december 2014 that we didn't do because then that would tell me we haven't accounted for anything that's going to happen in the next five years and that's what i think we're trying to have as a conversation is to say how many boilers do we need to replace how many roofs need to be replaced how many chillers need to be replaced likely in the next five to ten years and you know what brent when i was talking with christy when i told her i said what we need is a new five-year maintenance we need a new five-year plan this is a 2020 plan we're in 2020 now and there is we need a new plan you know as laurie said the part of the reason for this presentation tonight was because it does go it does go into some of the conversation for the general obligation school bonds for the next for the next conversation and to highlight that you know in 2014 we outlined 29 million dollars worth of projects needed to be done and to show that from those from those projects that were outlined in 2014 which was six years ago there are a number of those projects that haven't been finished yet and they obviously they wouldn't have been finished because the uh the that's uh they did that service extension bonds were for 13.2 million out of a 29 million dollar set of plans that needed to be done so to answer the question when do we need the debt service extension bond money well to do any capital projects above what our maintenance budget allows us to do uh the money would be needed for this upcoming summer and i mean that we can do some projects because i keep on peripheral vision with the mass sun it's kind of tough isn't it we would have the monies in our in the operations budget for some projects but obviously any larger capital projects we would not so that i think that answers the question but we do need to have an updated five-year projects list that are that is prioritized presented to the board with pictures so we can see so we can get a actual picture on the dollar amount and i think the the timeline that we're working on with some of the high need projects coupled with the timeline for the board approval um coupled with our use of facilities that we have right now or lack of use of facilities that we have right now based on what's going to happen in the next couple of months the next six months with remote learning the the metrics the stages that the state is in uh to what capacity we're able to use the the buildings if that is going to go foreseeable into the school year of 2021 if we're able to put off some of those projects timeline a little bit more with brent's concern getting that that the last set of dsa bonds paid off before selling the new bonds i think a nice fuller picture i i would i don't know about the rest of the board but i would yeah and i think that that is what we are looking at this informational item is merely at this point to provide the information that was requested so that we can have a more complete picture because sometimes when we make decisions based only on one item it it doesn't take into account all of the other items in context so this provides that context i absolutely expect that this will again come before us before we would make any decisions on it because there is a lot more to do there are committees that will need to take a look at things um and we're just not there yet to make that decision but what we do know from this is that this is not a three to five year out far far away decision for our board to make this is this is a more present situation that we need to to consider when we make other decisions yeah that's just it so is there anything we want to also add uh to request for christy to include when she does come to us with this type of presentation we'll want to have facilities obviously taking a look at the plans are there any other committees that feel that they would benefit from looking at facility related issues i that's up to you guys if you can okay fair um so i guess not unless legislative committee has any ideas but that's i think it's it's finance and facilities yeah yeah okay all right item 7.4 is the resolution providing for the issue of not to exceed 74 million 500 000 and the general obligation refunding school bonds and we have christy tyler cfo and bob lewis from pma to present to the board right and i just wanted to before bob starts the reason that number changed from last time was uh to allow for or you for the board to consider all four options the originally the number was lower this i think it was 69 million and that would only allow for options one or two so just to give you more options tonight we increase that number okay sorry so i'm already on slide two if you can go ahead and page forward or is that me that's you okay you wanna do it sure so maybe if i could just touch on some of the discussion items you guys had on the dsub so the green bars represent the five year borrowing so four years are historic in the sense that you've already collected the levy in the fourth year you'll make that payment on february first so you already have those dollars to make that payment this last payment is as christie mentioned is due february first of 22 means you'll collect the dollars next summer to make that payment and then uh so think about the the deadline that comes in if you want to pick up that very next year with another bond issue you would have to issue that bond no later than february 28th of 2022.

9 472 236 and our budget balance is 2 million 21 745 and that's maintenance and operation next is capital outlay the adopted budget is 657 year-to-date expenses is 276 414 what we have encumbered is 433 580 and what we have left or budget balance is 52 572 cash flow statement is the cash that we had at the end of september which shows we had 100 negative 185 042 next page is the cash for the end of september for capital we had a negative and then the last page is the cash balance that we had with the county treasurer's office it shows that we had a little over a million one million one hundred and twenty one thousand six hundred and eighty one dollars as of friday which was last friday october ninth the district had not borrowed any money from its line of credit so again i don't anticipate borrowing any money at all we have taxes coming in so i hope you don't borrow any money from our line of credit maybe until next spring so are there any questions thank you very much it's great that we don't have to borrow money like we have to in the past appreciate your efforts next time on the agenda would be our superintendent report dr right now thank you i want to discuss briefly our staged return to face-to-face instruction among our elementary students presently we have our kindergartners and first graders in person four days a week the fifth day being preparation for teachers and also cleaning the facilities that's the rationale for having the four days we have had and have uh parents on both sides of the equation meaning there's a good percentage perhaps as many as 22-25 that want their kids to remain online all year and that's a k-12 mix and that it's sort of it surprises me there's as many elementary kids that wish to remain online that number may change as as the year grows for this semester they need to make a choice online or in person and then they'll be able to read they'll be able to declare what they wish to do in january for the new semester so we're we're having a stage approach and every week we'll add another grade level next week we'll add second grade if things are still going well our county still isn't a spot where we're not seeing a big spike and there are not any new concerns raised and everything else cooperates we continue to have low levels statewide in our area then we are contemplating not this next monday but two weeks from monday bringing back third and fourth grades simultaneously if permitted and then we would bring the remaining rates back the following week if it works well if we haven't had a spike in cases or if we have a problem at the elementary school then we'll stop and leave it our energy is to get for sure the primary grades in as quickly as possible k through three while all of the students do better in person generally we understand that the younger the kids are the more difficult it is on both families and kids teachers parents in most instances are not educated teachers they're trying to maintain a household earn a living and also support their kids it's tough online learning is difficult i don't diminish the frustration and aggravation the parents have suffered as a result of the last six months and it is it's evident i spent i think i mentioned i spent more time conducting meetings holding phone calls returning email text messages the last six months i did the last six years and i understand that while i don't pretend that i understand individual situations i do sympathize with them and i understand that they're well intended parents working really hard to provide for their families it is also interesting that complaints are normally opposite you're not enforcing the masks you're not enforcing social distancing and then i'll have another call saying my kids being forced to wear a mask they're forced to social distance it's a very divisive topic so we're trying to navigate this through and focus on removing the politics of any energy and just saying we want to do what's best for kids a majority of the people believe what's best for kids is to have one school if we can do so safely we're trying to honor that and so we're taking a cautious approach are there any questions from the board on the staged approach or anything that we have planned in the future i have asked the principals going forward beginning with this week to provide a weekly update to parents i think we've been doing a fairly reasonable job but we can even we can i don't think you can over communicate in this environment we're going to ramp up our efforts to ensure that the parents understand what's going on and the rationale behind that we have made administrations made themselves accessible for parents to talk and i would say a majority of the principles they spent people trying to help if parents have individual concerns they need support we do have supervised areas where kids can go and learn independently until they return in person that goes for high school kindergarten through well kindergarten first grader in person but the remaining grades all the way through high school the parents feel their children can benefit from supervision we've made that available we have a good number at the junior high in high school attending four days on that basis two of which are hybrid in person direct instruction the other two they're on their own and they're participating virtually but they're here on campus there is great effort made by our principals to try to meet the needs of families we'll have to admit we can't meet all of them and in some cases i've overstated our ability and desire to do that and it's causes problems we initially wanted to go face to face to hybrid or also online it's difficult for a teacher to handle all three groups of students at once in fact it's unfair to ask them to do that and eventually parents are going to need to make a choice at the elementary level we haven't figured it out yet at the high school and junior high our hope is to be able to say hybrid or in person that's our hope we've always provided online and we have an aoi and are able to do that that's not all that unique for the high school and by the way high school learners are better independent members they they're more mature obviously at least we hope they are and they they tend to learn a little bit better on their own and the hybrid is a model that is growing in popularity i would say among the high school students especially and parents and that is a model that i would anticipate 25 to 30 of our students wanting to remain on for the rest of the year we'll need to work on that we know we will remain at junior high school on the hybrid system as is presently constituted at least until we return from january the first of the year uh i also i want to reiterate and i've said it before i believe in the heart of my heart so our teachers are doing an amazing job without exception they're working exceptionally hard they're working from their home they're working at school they're working wherever they're at they're taking phone calls in the store they're following up with their parents the work that our administration principals and our teachers have have invested is significant and i hope and by the way i will admit we do receive messages from parents of appreciation and we try to forward those on and it is understandable we're in a global pandemic there's economic struggle this is the most divisive presidential campaign in my 58 years of memory and these are unprecedented times our families are stressed we understand that our teachers are people too i think some parents believe we listen too closely to what they think and i've responded we better listen to what our teachers think because they're not replaceable parts there's not a line standing out here well qualified teachers we're very fortunate to have good teachers and we're making every effort to retain them uh we want them to know that we stand behind them and if it puts one or two or three of them at risk in their life or health at risk we're not going to do that i will relate to the board the teachers have asked them repeatedly to relate to the board their appreciation for your support and your concern for their health safety and welfare having said all that a number of them are still worried about getting sick but they love kids so much to say bring him in you know i'll be okay it'll work out we're still doing the best we can italy we will not be able to physical distance once we're in person and at any of our schools if there's just not space sufficient to do that within our classrooms every effort is made however to keep the kids apart as far as possible physically and to wear those masks if teachers aren't striking they're allowed to take them off if a kid has a question they can lower the mass to ask the question and we're encouraging our teachers at all grade levels to get outdoors as much as you can i don't care if they're sitting in a large circle in one of our fields or outside that's great we want the elementary kids outside of recess and playing and as long as the teachers keep their classes their distinct group separate from the others we can still track and protect kids and so that's the energy behind that are there any questions on any of the requirements or anything and then we've i've outlined from the board that i might elaborate hopefully on the district on the update side our athletic teams are doing well uh for the volleyball there was going to be a game saturday michelle obama the team down south next to next ea starts with an s exactly thank you sanford has said that their their program for volleyball for two weeks have been suspended because of kovac we're supposed to play those girls along with thatcher i think we're playing just stature i'm not sure i'll have to confirm that i know we have a soccer game going on right now at home our teams are doing well we're doing the best we can our kids have been amazingly compliant and working really hard to deal with all the others now also i want to express appreciate your advance for working with us it says uh on the big science mascot so they can suit it and i have not encountered any parents that are being obstinate or are trying to make life difficult there they're working really hard to support so we appreciate that general admission is not available we have a limited number of seats and so that's not available i will tell the board that we've calculated what those seats are we found out we had about 10 extra we've told the opponent in this case snow snowflake this friday that if they have 10 long-standing community members or former board members or people that go every week like the romans and the wall lanes and the folks that have been here forever that we want to try to help so we're we're doing our best to be accommodating to our visitors they've done the same for us and we appreciate all the work our athletic directors and principals have put on uh gail and also courtney and lauren have worked tirelessly as has brian and becky and all others that have been working here to support kids and we extend our opportunities to go as well if there are no further questions mr president thank you anyone on board to have any questions or comments you'd like to bring out right now i have one question regarding the high school uh scheduling like right now there's a monday wednesday and a tuesday thursday are there classes that have perhaps like 25 kids in the same class on monday and 25 kids on the same class on wednesdays so that if they went face-to-face daily it would be a 50 kid classroom are there any circumstances like that come january we shouldn't have that problem should we no in january we should but we would now have that problem especially our cte classes because we don't have my other electives our cte classes are full like our digital photography classes i think uh if there's no further questions the next board meeting will be november 10th at 5 00 pm uh we have a motion to adjourn and also from chuck we have a second from diana all in favor of a journey everybody says we're ready to go thank you

we do anticipate that that will be slightly higher after ade's final reports come out and then the appendix at the end details significant year-over-year variances and expenditures are related to the afr so average teacher salary this is on page seven table h this is um this slide was taken also from the fiscal 20 budget and is also on our website so you have seen this before there's uh sorry about this i should have mentioned this we did we put in another slide um we wanted to share this slide again you have seen this when we did the propose and adopted budget in the summer this is the actual salary of three specific teachers from the base year of 2018 through fiscal 21 these are teachers who have been here throughout that time period and the overall commitment from gps has been 18.5 and as you can see the average is 18.69 and miss miss matt that differential differences from the 12.2 because you have a mix of teachers you have experienced teachers who have left with higher salaries that are then replaced with brand new teachers a lot of first-year teachers that have lower salaries that is correct yes as you say it would in thinking about the way the state has asked us to do this it makes sense if you have a everybody stays the same but because people change um it really is just an indication of the people who are currently here compared to last year but it's not a certain teacher having received that salary it's just an indication that is that is correct thank you and it really depends on when we pull the data and it could change by you know in if we pulled it in october or pulled it in january we would probably have a different average salary i i also wanted to point out the 12.2 percent on this this this report only goes through um fiscal year 2020 2020 correct and so that also includes as well so that's another reason there's such a big difference between 12.2 and 18.5 because that includes the um what we approved going forward but this is looking backwards exactly yes yes so this slide that's up on the screen now for fiscal 21 includes the two hundred dollars on the base plus five percent so the ending fund balance this is on page one of the afr we felt this was important to share the ending fund balance in mno shows 31.2 million dollars that is a combination of budget balance carry forward and excess cash we although the excess cash comes in handy because we don't have to borrow money at the beginning of the year we are not allowed to use that to increase our budget capacity we do have authority to spend the unrestricted capital outlay and the bond building however i wanted to touch on adjacent ways we received some back taxes in 20 and the county charged us for negative interest so we have fixed that moving forward so the ending fund balance is zero also a note on the bond building it and the ending fund balance was 19.7 million dollars about 10 million of that was encumbered for summer projects so when we closed those purchase orders the projects weren't done when we closed the purchase orders at the end of 20 we immediately re-encumbered those funds so although it says 19.7 because that's the snapshot in time about 10 million was immediately re-encumbered to finish out those summer projects can you explain how we have excess cash that we can't spend but that we have reflected here in this yes so um we earn interest on emino that we that we can't spend we can't increase our budget capacity that is several hundred thousand dollars a year some of it is also comprised of back taxes any other questions on that slide it accumulates over time this one is uh the mno and unrestricted cap so let's go back to that so at some point if we're sitting on cash that can't increase the budget is that it eventually then put get put into the equalization formula or or as a credit to our taxpayers for reduced taxes help i mean at some point if you went on indefinitely this could accumulate millions and millions and millions of dollars if there's not a way to use it so how do we eventually use that we could um offset the taxes for um the community we could do that we could although we're not sitting on enough necessarily to to do that with the excess cash that we do have works to our benefit um so that we don't have to borrow against a line of credit at this point but that is um that is something to consider in the future so right now it prevents us from having to do the tax advance or or borrow from a line of credit or other means so it does currently benefit the the taxpayer because we don't have to pay interest on those borrowings that's correct because of that cash but eventually if it accumulates beyond what we would need for that type of reserve we would then treat it as an offset to the tax rate that's correct okay thank you just a one time one time but also we can use it to we do gain interest on it so we are it's not necessarily a negative at that point but until until we get to the point when it does make sense to give that one-time benefit back to the taxpayer that is correct yes and we can't spend the interest and we can't use it for budget capacity right so it affects our cash flow it does not affect our income correct okay yes that's a great way to put it thank you so this is um our emino and unrestricted capital revenues by source year-over-year comparison so on this one you'll see that the state increased and the local revenue decreased this is because of the decrease in the local tax rate this slide shows the mno and unrestricted capital expense comparison year over year there was a significant increase to spend and to capital and i'll go over some details in the next slide and salaries and benefits increased overall and it's i know we're talking about fiscal 20 and 21 and we're you know in so many different fiscal years so it's important to note that the salary increases that we are represented in the slide were approved in the spring of 2019 so almost a year and a half ago so i think that's just important to note unrestricted capitals details by category you'll see a large percentage increase in transportation of 4 000 that is due to our routing software purchase and also we've not asked the community to approve bond spend for our district offices so we do use unrestricted capital for any renovations here at the district office so you'll see that under facilities acquisition and construction a portion of the expenses on that line were to remodel the transportation building the remainder of those expenditures occurred at the school sites and we did that because we closed down the power base and be able to accommodate those drivers coming over to have a more centralized location in order to help the production and the uh overseeing of the entire department that's correct yes the the hope of that decision as i recall it was that we would expend funds one time for annual savings moving forward so the idea there is that it it will hopefully pay itself back if the plans are executed properly right miss martin can you give me an example of what kind of school maintenance or repair is included in that to fund 4 000 the facilities acquisition and construction maybe not specific examples but they would be um repair to the schools or a classroom renovation that wouldn't be bondable so as much as possible we try to use the bond dollars for that when we can't if it isn't something that is a true building improvement then we'll use unconstruct unrestricted capital okay thank you can you speak to uh operation maintenance of plant and the 144.00 i'm sorry would you repeat that please the 2600 144.0 percent increase over prior year um that i don't remember the specifics um [Laughter] so um what we decided to do last year was push all of the equipment purchases district-wide into the operations department so that the the equipment could be deployed where it's needed most when it's needed so we don't have the same equipment at each individual school site so that that's the the total um this the main main portion of that change custodial equipment yes custodial and grounds well and the reason we're seeing some increases in this from the prior year is because we were given an increase correct there would be an increase from the state district district additional assets so we would expect to see the spend increase 76 which is very significant well we finally had an opportunity to take advantage of capital expenditures that we hadn't had for many years prior right and so that's why this this chart looks so interesting and it's money given to us by the state that we don't have to sell bonds and right correct use our tax our local tax payer funds that is correct yes i'm sorry what i was saying was um it allows us to use the state money given to us to repair buildings and do maintenance rather than use our bond funds and that way it's less cost to our local taxpayer it's it's been a long time getting this district additional assistance back it's still not fully restored from 2008 but it's getting there where with this year where does that represent the funding the state funding as a percent of the state formula are we back at 50 no it's like 80 percent or something like that i i thought we came up to 80 percent this fiscal year but is that this year or was that last year okay and this reports for last year though so last year we would have been under that i'm trying to remember how much they were 60 60 60 and 20.

so christy was asking me okay what's the timing i said likely somewhere between summer and february of 22 is when you issue the bonds to continue uh on and using your debt service extension base so this is what your debt picture looks like right now and so here's what we didn't change any of the underlying scenarios one two three and four those are the same so the only thing difference you're seeing here is we've overlaid a potential five-year borrowing whether it's five or three or seven i mean you always have that option to do the amount that you want to do i i strongly recommend to my clients that they not go out more than 10 years if possible because those school districts that go out more than 10 go 15 or 20. they always need to borrow sooner and they still have six or seven years left on principal so they end up doing another borrowing they're just paying interest for seven years where they start paying on the principal again so you know as you're looking up those options i we show them five years here again but as you determine the amount that may determine whether you only want to go out three or maybe one about seven to get to the exact amount that you want to borrow but it sounds like from the conversation that it's likely that you would borrow and so if you're likely to borrow you may want to as you're looking at these four options you may want to consider those options that either minimize the impact of the taxpayer from doing the borrowing or or immunizes that impact if you will by maintaining the annual payment so in this scenario which is the one that i'm sorry it's mass keep slight now um which is the one that maintained the payment at its current amount but didn't allow for the issuance of additional debt without an increase and then this one paid down the debt the wrap most rapidly with a drop off right here if you were to do this restructuring represented by the blue bars and if you sold the d sub bonds that increased from there there would be an impact about 115 on a 250 home so it's not insignificant then if um you were to proceed with a non-referendum decent borrowing and implemented this plan that you see here this plan scenario two is the one that had a decrease and then maintain the payment here if you were to do another non-referendum bond it would be an increase from both the prior year and from where you had been the increase over the prior year would be 115 increase and the increase over from where the payment had been from here to here would be a 48 dollar increase now you would have the option i know there was some discussion to last board me and i think it was uh president doyle said well given where we're at in the pandemic having a one-year decrease that went back up would provide some tax relief for those people most impacted perhaps if if you didn't want to do that though you could just raise this bar up by restructuring less than this year to maintain the payments of just a 48 increase from here to here so it's optional whether you want that decrease or not you don't have to have it that way it's just the way we projected it and so with each successive scenario you're saving a little bit less money because the debt source is getting pushed off a little bit further so in this scenario we essentially are maintaining the payment from where it was at there's a slight decrease of 25 dollars but you know so essentially it's staying about the same with a modest decrease now you'll notice as it contrasts again with this scenarios you do get a drop off before the major drop off but it's not as large as it may have been or as soon as it would have been in these other two scenarios and lastly with this one we lowered the annual payment and maintained that amount so if you did a d sub bond that it was would be lowered by about 78 dollars here and again the same thing as i said in option two you'd have a bigger decrease here that would come back up you wouldn't necessarily have to have that decrease but you know you could if uh if it's something you wanted to do for the reasons president doyle had stated so i provided a summary at the end and um hopefully the board members had this in front of you let me pull it up on my screen i provided the summary in two ways i provided it without the d sub bonds so you can see these numbers are the same as you saw before as far as the impact to the taxpayer and the overall savings so you can see a negative number means savings so it's a reduction in debt service there's not a big difference between options one two and um three actually we had ran at one time a 2b can ignore that one we've looked at it internally and meant to hide that column um and so there's not a big difference between options scenario one and two between the total reduction debt service um about a two million dollar decrease when you get to scenario three but you can see the big difference is when you get from scenario three to scenario four so you know scenario four provides some more immediate tax relief does really cut into the amount of debt service reduction it's not one i personally would consider as i'm looking at them i would consider one of the other three before that one this slide shows you the same data set but with the dsub bond included so you actually don't get a reduction in debt service because you're you know you get a reduction in debt source from their funding but when you sell the d sub bonds that will increase your debt service obviously and then we estimate the the amount of proceeds that you would get at today's rates plus a little bit extra 0.35 percent your proceeds will be about 14.6 million so you know a little bit about the timing i think president doyle had mentioned that you know one of the things that the mark municipal bond market is very concerned about is the outcome of the the election not just nationally but you know here in the state as well and you know nationally there's unknowns you know we know the result right away um and for the state what the concern is especially with our state is what happens to the constitutional amendment pass or fail if it fails does that mean cuts in school funding nationally if you know depending on the outcome in congress that will perhaps determine whether it's more aid to states which would help states maintain school funding and so those so a lot of our clients and not just our clients but nationally a lot of people are trying to get their bonds sold before the election to eliminate that potential uncertainty especially i think it's more elevated here in illinois for the reasons i just stated especially for a school district like yourself that was is heavily dependent upon the increases in state aid hence why you you have a deficit in this year's budget because you didn't get that increase there's some concern what might happen to your rating as a result of that you know if it looks like you'll be further cuts we did have the rating call by the way i don't know if you did if you shared that or not but yes um you did maintain the rating at an a2 because you did have a positive result for fy20 but they remain they maintain the negative outlook because you have a deficit budget again and so and they're obviously concerned moody's is about what state funding is going to do so the thought process is if you could choose a structure now that we could get those bonds sold before the election eliminate your market risk when you go to sell these so i'll go ahead and take some questions now on the structures if you have any or if not you you know go ahead and begin your discussion just for clarity thank you mr lewis as always so as we look at like scenario one across the two with and without there so with without we'd be saving 14.2 million um but then when we add in the 14.66 million the the total cost is with the refinancing is is 1.3 so that's just showing that there's additional costs right because it you would think it would be almost a wash but it's not because you're issuing bonds is that how we think about right and you gotta pay interest back on those bonds yeah you know yeah so you probably the last financing you paid i can't remember was exactly like 1.2 1.3 million and when you think about you know when you issue long-term bonds you generally are paying back 50 to 60 percent of what you borrowed in interest so but that's one of the reasons why you try to keep those shores because you get 14 plus six point 14.6 million proceeds only pay back a million some in interest so it's a pretty good ratio i hate this thing you have adjusters are they seeing the um the slides that we're looking at is the show slideshow online as well it's on board docs so if that's on board if anyone's going through it i just want to point out if you're looking at any of these slides with the scenarios that going out that magic year of 2034 when this massive debt load is paid off unfortunately what that's another cycle of our incoming kindergartens through the time they graduate just about but when we hear concerns about the property taxes that are paid in the district and where the majority of the money is going we pay so much money and why isn't the education so much better and why are we struggling for this this is where nearly half of that tax bill is going so look at that year 2034 that's when we're finally going to see some some relief so i just want to make sure that this is a great slide to talk about that because when we do talk about property taxes and people want to know where the money is going this is so much of it so please if you're not seeing it now open up board docs take a look at the presentation and look at any of those updates and see the timeline and how many years we have to go before that debt is repaid so what questions does the board have for mr lewis in regards to the scenarios one two three and four the other thing i'd like to ask is is are we at a point where once your questions are asked can we kind of go around and see if there's some sort of consensus on any particular number uh of plan between one through four and if there is a little bit of a three-way split or a four-way split that we can start to kind of make this down to where we feel that there is a decision that can yes be made they should my one clarification question i i'm pretty sure i'm right on this so tonight we're being asked to approve uh to sell bonds up to a certain dollar amount once we make a decision then that will determine exactly how much is sold correct so we kind of we kind of i think we kind of go out to bids to see who would be willing to buy the debt and because tonight we're not going to make decision on the dsub correct correct so at some point we will have a decision on that and that would impact how much money we actually are going to or how much in bonds we're actually going to sell correct but tonight's a resolution is just for the refunding bonds and once you you choose one of those structures then then that's the most i could sell but like christie said you know if you choose let's say scenario one or two it'd be probably 10 15 million dollars less than what you'd be approving tonight like you said the non-referendum bonds are not part of the approval tonight that's a whole nother different process so they're only involved from the sense of your acceptance or non-acceptance of whether you're going to need to do them and what structure you might choose for the restructuring so we can know the imp potential impact that those would have when we get to that point correct so so then but so that so then i kind of think um which as we're as we're talking about this um should we be you know everything that i heard was we need more information going forward about the you know the decent bond issue and we'll get that but was that certainly we will need them in the future and in the in the maybe near future so should we all be looking at the withd sub bonds slide as we're making our is we're really processing i mean i guess that's yes and no yes in that it it's part of the contextual picture you can't look at the overall tax burden on the property tax owners without basically three separate components one is the operating funds which is what we have to put out for a public referendum and we've done before the second component is the debt service bonds which is the blue lines on these scenarios and we only have certain opportunities at certain different points in time where we are able to call those and make any changes and corrections based on what we forecast as community conditions the third component is the d sub bonds which is sometimes called a backdoor referendum it isn't what it is is a way that the state does allow for the fact that there may be unusual circumstances needing extra capital funds that you don't have time for or don't have the ability to procure through a referendum the reason being that you have to keep the lights on in schools even this year without students in the buildings you still have to be able to keep the lights on and if all the light bulbs are broken or the light fixtures probably more than light bulbs you still have to be able to replace those and create a safe environment so that's the third part of the property tax picture and i think that what we had seen in the last discussion was that that is a factor for what we are looking at as the total property tax burden for the community in an important right important context certainly and the other piece of that was the ever climbing level of the repayment schedule that was happening and you can see as that were that existing phase was where we were going to hitting that 40 million dollar payment for several years and the last couple of times that we've had this conversation we were always kind of chasing chasing that care to keep refinancing and keeping the debt payment from hitting that that big increase also uh brent you guys talked about this and and financial facilities what was the discussion there um i i think and ruth i don't know if you have a different different thought on this i i think we were all pleasantly surprised that every option is a cost savings right so here's i mean this is when you should be refinancing not because you have to because you can save you can save money for the district and for the taxpayers so i think that's a positive i i think you know as mr lewis alluded to i think you know other members are you know some members of the committee would agree that you know scenario four is is probably not the wisest choice and then you would have some other members of our committee that would say well why can't we let future generations pay for i would agree that that was a sentiment right certainly was shared and also why why do we have to why can't we push it out even more years and and to lower it now more like level it out more and i and maybe some of that was just like throwing out ideas um i do not think that that is certainly not something that we want to be doing um i mean really when i'm looking this i'm definitely taking a look at the impact of those d sub bonds because i do realistically we're gonna need it right um we don't know an exact number yet this is just an estimate um but i think it's probably an educated guess and um i i certainly like the idea of being able to lower people's tax burden even if it's just a little bit or at least not adding to that but you also have to look at that bottom line number of you know when i'm looking at the slide number page 8 of 13 when i'm looking at these numbers the difference between you know the total levy increase in scenario two and scenario three it's not a small amount of money a couple million dollars it's it goes from 1.9 to 4.5 that's important too you know so can we do the polari where we're looking at what people are up for uh let's just yes let's just make sure nobody else had any other thoughts before we get to an initial thought just making sure i double check go for it i'll go first i will be extremely accommodating this evening oh no that's what i'd love to hear your definition of extremely accommodating i'm curious as well that might be a little subjective maybe that was just a little brevity for us all um i prefer scenario one i i can go with scenario two okay two two alley i'd like to see one but i will i would struggle with two but i would take two ruth i think i i also would go with two um but i like three back better actually but i would it's okay can you come back to me in 35 seconds yes matt do you have a way you're leaning it looks like the two options so far are two and there's one for three there well then there's two for three i i actually um you know the ultimate goal is getting getting this debt paid off is absolutely as soon as possible um but being able to keep those payments down even with the the d sub options there just at or under that 35 million dollar mark is appealing to me so i would support three um i was i mean i was like i was like i was a two or three but um um i was two or three though so either i could live with i guess i could live with either one of those um sorry okay so i i also at this particular point lean toward three i've been at two but kind of looking at what our picture is and looking at the different opportunities i do lean more toward three but i think what that does is limits us down to two options so we don't need to be worrying about a runoff vote so to speak of any sort so i think that we can safely say that when we are taking an action item we are voting yes to which one to what oh great what if we pull again and say but if we but it's gonna be yeah so if we pull again and say our two choices here are two or three okay then we talk about the like what are the major differences here between two and three because for what i see in scenario two but let's let bob lewis address it because that's the question right yeah so um the estimated reduction debt service for two is 13.6 million the estimated reduction debt service for scenario three is 11 million so it's a two point you you're eliminating we're losing about 2.6 million dollars in savings over the course of 15 years yeah actually more like 10 years because we're not affecting the last five years so really over 15 years we're looking at a difference in two million dollars of yeah it's about seventy dollars a year over you know the first um looks like eight years of the afterwards after year eight it's about the same as far as the annual impact and the difference up here in the property tax burden again estimated on a 250 000 home would you say that's probably average for our we're looking at approximately an increase of 48 dollars versus an approximate savings of twenty five dollars so also not huge but not tiny i mean and yeah on a 250 000 house yeah i can understand that so when we're looking at right but 2019 2020 and 2021 that's right i'm looking for the drop i want to pay the debt off now yeah because when you look at yeah what i like about scenario 2 is this back half too yeah that's what i'm looking at right now too you look at the contrast between those two because you know if the voters don't approve an operating referendum for a few years this one gets you a bigger drop off sooner which maybe that's when you can put more money back into classrooms which would require voter approval a little sooner than you can do on scenario three right we're looking i just make a random point um about the fact that we're talking about 30 million dollars a year that we pay for this if we had an extra 30 million dollars a year for our operating budget christie what in faith maybe dr sparlin what would that change for our district if it were not in debt if we were looking to pay this off sooner change everything it really would we probably wouldn't be looking at dc bonds right we wouldn't we wouldn't really need to borrow have the need to borrow money because we could address all our capital projects with operating money and curriculum and technology and everything else and you can start doing that in 2017.

so what we're hearing is we should expect similar increases this year because again we're getting more funds that are supposed to be spent on capital moving on to federal grants this is an interesting chart it shows that our beginning fund balance is negative in many of these funds and our ending fund balance is negative in many of these funds these are our federal grants and they are on a reimbursement basis so the last time that we could request reimbursement was in june we continued to pay employees and pay bills through august our completion reports were due the end of september so we'll receive the revenue then when those are approved in october november um on page six uh so is this where we used some of that cash that we were sitting on yes exactly right yes on page six there was a negative balance in english language learner that's fun zero seven one i apologize it wasn't highlighted that is also a straight state grant and it is based on reimbursements as well it just didn't fall into this chart so we will the completion report has been submitted and we will receive the revenue to make that whole as well other cash funds these are cash funds revenue driven food services is on this chart but food service has its own afr but the rest of these are civic center community school they show a decrease in revenue because of the school closure programs were canceled field trips were canceled it is important to note though that community education and food service continue to pay employees from their funds so with all that it's not nearly as as bad i suppose as as you would think we did also refund out of some of these funds upon request upon parent parent's request this slide you have seen before as well we wanted to include this to show the continued downward trend of our tax rate and this includes 21.

wait wait a minute 20 years now like a couple years ago but they're on my head in seven years as opposed to 10 years right right well in this scenario scenario too is maybe you do a six year borrowing so you fill in this year and then that be the last time you do a decent borrowing because then when you get to here maybe you can go for a living rate increase to address classroom needs and and do your capital on a pay-as-you-go basis yep laura are we talking you into two yet yeah i was at two before but i i really like the idea there are a lot of families really struggling right now and that little bit of extra it it could really help but the the fact is i mean we know that part of the reason and i know matt and i had this discussion also a few years ago part of the reason that we're in the situation we're in is because of this debt right we need everything a lot more dependent on state variables that we can't control that we don't have any real ability to affect we have some but not directly so i think yeah i could switch over to two if that were what we were looking at can we just talk really quickly about in this scenario to slide on page four where we see the little dip in where it says 2020 levier 2020 for taxes collected in 21.

that is it for the presentation do you have any questions or any questions on the appendix miss matt and i thank you and ms betts and all of the finance uh the actual forms the spreadsheets of this are some of the more complicated presentation of these numbers that i've seen in any finance realm uh as as those schedules tie together and you try to figure out how they tie together it's like trying to interpret your daily finances using a tax return it just doesn't work but we understand that the intent is a report not to present the finances so we we live with that but you guys have you you've done a fantastic job of putting this presentation together to highlight the the major issues um and address those up front i also appreciate that you got this out to the board early so that we can look through it and resolve many of our other questions so i think the entire staff for all the all of your work on this as matt and ms benson and the team i echo that sentiment as well and particularly pleased with the appendix piece not that the other part of it wasn't exceptional but the appendix answered a lot of questions and i appreciate seeing how we reconcile using those appendices so i appreciate all of you thank you good thank you and i'd also like to say that i think that for the last three years or so this has been an ongoing at every meeting we're kept up to date so even though we didn't spend 40 minutes on this tonight we've spent a lot of time up until now because of the diligence that you've done at every board meeting and and keeping us informed and i think mr carr you should take a lot of credit for that um because i know that's been something that you've been passionate about but you know school finances like 15 foreign languages that you're trying to get together all at the same time so it's um it's really very much appreciated thank you you're welcome thank you two questions uh i just wanted to know and i want to thank you guys also thank you for this and for all of your work i just wanted to ask where are we with our cast cash reconciliations and different things like that as we're approaching our audit which is starting right now and then second of all i wanted to know uh where what should we expect now this this uh by law is has to be turned in by october 15th but we can revise it and we expect to revise it so when do you expect to revise it and what what do you expect next i guess so those two questions okay first i'll speak to the cash reconciliation we are completely current we are currently reconciling all of our bank accounts to our gl to our our bank accounts at wells fargo on a monthly basis so thank you yeah huge kudos to ashley miranda for getting that up and running um yeah so we're very very happy about that the afr miss bets and i were talking about that yesterday as a matter of fact we have quite a bit of work to do before the end of the calendar year so as far as a timeline we we do have a call scheduled with our auditor to talk about the revised afr we may have to do a budget revision in december we've got the kafir that's due the end of december so there's a lot of a lot of pieces that that need to fall together and they they are all connected so including the esg and the esser funds um so i don't necessarily have a hard and fast answer for you but um we know that we will be doing a revised afr and you'll just keep us updated as these different funds as we under as we find out how much we're awarded from those grants and as we keep going just like you always have just the monthly reports absolutely and when we should expect those other revisions thank you yes i just want to point out that um we do spend a lot of time making sure that the money is well spent and we appreciate your time and effort in doing that thank you it's really really important thank you ms matt and ms betsa are you going to need signatures from the board this evening yes i just don't want you to get away without signing the appropriate document okay yes thank you for asking and dr santa cruz can i just add one thing to what miss wood said she asked about the audit which is not necessarily part of this presentation but just want to highlight that that from the time that this board came together almost four years ago we've had that reconciliation that we inherited it was a continuous each year has been a finding on our audit clarify for the public when we say it was a finding it was a risk finding not a misspend finding so there weren't miss spins but it was what we call a controls issue and and could potentially open us up to not be able to find a misspend in a timely manner and control it so i want to clarify what that finding was but if everything goes according to plan this will be the first time and i think it's six years if i'm remembering right yep uh so we won't get that audit finding audit report until february march-ish but uh it will be the first time in six years that we have not had that specific finding as a controls issue on on the audit so i'm just very grateful to to staff this current staff who came in and started to address it and almost had the dress last year and then this year we will finally have it addressed and have it removed so thank you for your work and for taking that seriously thank you thank you mr carr for pointing that out anything else dr mccord miss metz ms madden nope just want to echo everything you guys said about this team they they work extremely hard and care deeply about what they do and i think it's reflected in the work that they put out so thank you all right we have gone through item 3.01 3.02 of presentation word item 4 which brings us to the adjournment of this work study session so if there are no questions we will adjourn the work study and move to our brief business meeting and i'll call the brief business meeting to order that's item five and ms wilson would you please call the roll miss laurie wood here mr reed carr here dr charles santa cruz here michela eugetti here miss jill humphries here mr president all board members are present you have a quorum thank you ms wilson and dr mccord has been very diligent very kind to point out uh information to us uh via electronic communication where appropriate and i'd like to just take a minute or so to acknowledge the passing of two people from our gps family like to acknowledge mr roy hogue who is in transportation who recently passed and would like to acknowledge young sean jimenez a student from mesquite high school who also recently passed our right so really there is gonna be a year of a little bit of a savings yeah and usually it looks like more than the 25 from the other one i mean in centimeter kind of box what a scenario to do though for the nuts and bolts of the uh district in terms of decision making for i just what it does as opposed to so taking off the taxpayer hat and talking about running this district and i'm just i don't what does that mean for the district versus scenario three maybe for the nuts and bolts of it like the operating cost it has no impact on that because it's a separate levee it's a separate fund and it still allows for room for the capital right and then any savings here sorry we can't put into the operating fund so if we save 30 million we can't just levy more 30 million more in the operating funds gotcha right sorry um no i was just going to say you know like if if we look at page eight so we first we were talking about sevens who we're looking at without the d sub now we look at eight where we've got the d sub in there we're looking at about two and a half million dollars in additional cost which is basically all interest right so in over five years if we were to sell the d subs for five years so to me that that sounds like pretty expensive money right an extra two and a half million dollars to get 14.
⚗ AI-reconstructed · cite from original above
yeah i think i'm a two okay well that pretty much gives us a clear picture of where we would want to head so then for the action item we would be voting to approve scenario number two sorry with an understanding that this does not include approving d sub bonds this is strictly for the refinancing of our existing capital debt so if we miraculously don't need the d sub bonds that portion of the property tax bill will go down i you know what sure well you're all sunshines and rainbows miracles listen it could happen happen we could abate those bonds back correct right if we got an if we sold these sub bonds and we came into uncle larry's fortune we had an alumnus who yeah we could abandon a bunch you could debate a portion of the bonds if we choose to do that or josh if you'd like to donate if you're an alumni listening to this right now we are excited yeah we wouldn't have to we those aren't the same as the capital debt service bonds in terms of um being able to abate well we could abate back that service too yes but we wouldn't really be able to really no i mean you have to come up with the money okay right there's that that would be a very that might be a sticking point okay all right no other conversation in 7.4 we're good thank you mr lewis thank you christy yep thank you bob appreciate you being here all right item 7.5 our policies for first read item 7.5 is regarded three policies we're asking the board to consider and approve this evening prior to our students returning to in-person learning all future policy revisions will follow the normal process of going through the policy committee prior to coming to the board as i think we mentioned earlier our first policy committee meeting for this year is scheduled for next monday october 19th are there any questions regarding the three policies that we're bringing forward tonight i have a question about the one that's um payment of employee salaries during the emergency school closures and i think um i just want to bring it to people's attention that are watching the meeting because it talks about how the superintendent would consult the board about continuing to pay salaries during an emergency closure it says here it's consistent with applicable laws and collective bargaining agreements and the terms of any grant under which the employee is being paid but i think that's an important uh an important policy that people should know about and i assume that it would be handled in the way a lot of board things are done maureen where if there was some drastic change in the amount of employees that were being paid or something because of a school closure during the pandemic that that would come before the board we would discuss it and then take action at the next meeting something like that yeah and what you're talking about is in fort colon 180 payment of employee salaries during emergency school closures and it does say consistent with applicable laws collective borrowing agreements etc so yes yeah thank you and then the face cut and then the face covering um draft or policy um so we are saying that even when you're in in a building even when you're able to maintain social distancing everyone outside of this very specific instances needs to be wearing a mask that's okay in a building yes in a building right in the building okay um does this allow for that same requirement to be do they consider school buses to be school buildings for the purposes of the masks yes and i believe that's up in the first paragraph under the general statement can you share a little bit about how we think that that will be able to be practically speaking addressed if there's a bus driver in the front is that an uncomfortable yeah that's that's a hard one right so a lot of it comes down to education making sure that our students know about the safety and that it's a group effort to keep everyone safe there'll be some peer pieces that we'll need to work on to be able to do that and then it's like following any of the other rules making sure that there are consequences follow up all of those pieces so it's no different than following any other school procedure or rule that we need to teach it and teach it and reinforce it but then also have consequences for people that don't and also if you keep the buses really cold people will want to keep their mask on i mean it's more convenient than having to wrap and tie a winter scarf but any other questions regarding item 7.5 i do have one more um when we're talking about and it's really just more of a clarifying statement board meeting procedure no physical presence of quorum or participation by audio or video we're not talking about something like now where we are meeting in session and i just want to make sure that we're all agreeing on what we think this means which is not that technically speaking right now we are in a public health emergency but we are able to meet in this phase of a reopening plan for illinois in person does this allow that if a board member is not able to be present that they will be able to phone in for any reason does this take effect over and above do you know what i'm saying right now you are complying with i believe it's board policy two colon two two zero on board meetings and because you can meet and so the only reason someone could call in right now are those ones prescribed in that policy but at any point that either again because of the numbers going up and or you decide that it's not prudent or safe even now you can choose to have a virtual meeting and then any of these other reasons would well it would all be virtual so okay but but i think the the good thing is the flip right which is that we have a policy now that conforms with state law that allows us if if one of us were to be quarantined right that we can attend remotely due to illness so recover any other questions thoughts on policies all right that's it for information item 8.1 approval of bills for payment may i have a motion please i make a motion to authorize the payment of bills in the amount of three million two hundred and thirty four thousand nine hundred and ninety four dollars and thirty five cents as presented mrs swanson mrs dorial aye ms morgan aye mrs croner aye mr bowman aye mrs moyer aye mr lightfoot aye motion passes 7-0 item 8.2 approval of the school reopening plan my assumption i'm just going to ask real quick is that this includes the change the two changes that were addressed in this plan correct can i make a statement before we vote please so i i want to say that i appreciate all the work that the administration has put into this the committee uh members that put into this the the teachers everyone's input this is a big deal this is a big decision that we're making tonight probably one of the hardest scenarios that this board has had to work through and we've gone through some some tough ones and there's there's a reason that that i have to vote no for this tonight even though i want students i want my students in the building more than anybody there's a cost to this program there's a cost for the custodians there's a cost for the sanitizers there's the cost for the health aides there's a lot of expense we're a board we're always looking we're always forced to cut cut cut and we want to be as efficient as we possibly can but for the ex the extra amount of money that we're spending for the limited amount of time in the classroom at the elementary and junior high level the the struggles the obstacles that everybody's going to face in order to get them in for a very short period of time i just don't see the value for the money that we're spending so that's why i'm gonna vote no tonight i guess i also will make a brief statement and saying that i appreciate the changes that you guys have come back with and i feel like that shows certainly to our community that you're listening and willing to be able to be flexible even with something you worked really really hard to come up with a plan that would be the most cost effective and safe while still getting these kids some in-person time and i i think we can all recognize that maybe everything won't go super smoothly and there's going to be some bumps in the road and potentially some shifting and adjusting that will need to take place and i appreciate that i feel confident that you'll be able to look at that and make any appropriate changes that are necessary or that become come to light i guess with trying this and we understand that some of this we're not we're just not going to know how well it's going to work until we just do it and i feel like we need to do it so yeah i'll be really quick friends with a doctor who has three students in the district and she actually works with covet patients and she said you know to me it's about the mental health of the kids getting them back into some sort of a routine even though if it is still totally different and you know her point which which i remember well is let's be uh safe but let's not be afraid i just think kids need to be in school anybody else care to be shared okay we have a motion please i make a motion to approve the school reopening plan as presented mrs croner aye mr lightfoot aye mrs moyer aye ms morgan no mrs swanson no mrs doyle i mr bauman no motion passes 4 3 item 8.4 8.3 whoops 8.3 i make a motion to approve the resolution providing for the issue of not to exceed 74.5 million in general obligation refunding school bonds of the district for the purpose of refunding certain outstanding bonds of the district providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds authorizing the sale of said bonds to the purchaser thereof and authorizing the execution of an escrow agreement in connection therewith second miss morgan hi mr lightfoot hi mrs toriel aye mrs swanson aye mr bauman aye mrs moyer aye mrs croner aye please when you exit a door a building use your hands to open a door not your feet i'm sorry that's not a protocol but i think it's highly inappropriate to exit a room with your feet coronavirus um i missed something i think i'm sorry yeah i must have been focused on the motion that's a topic for a podcast after the meeting right that's the after hours podcast you're starting um that's really not happening so please um but uh that passed 7-0 thank you matt for i'm going to need the gavel here let's get some emails um okay so now we can go to 8.4 yes i make a motion to approve the school calendar revisions for the 2020 21 as presented second mrs doyle aye mrs swanson aye mrs moyer aye mr lightfoot aye mr bowman aye mrs croner aye ms morgan aye motion passes seven zero item 8.5 i make a motion to approve board policies section 4 operational services 4 colon 1 8 0 section 7 students 7 colon 165 new and seven colon190 miss morgan aye mr lightfoot aye mrs doyle aye mrs swanson aye mr paulman aye mrs moyer aye mrs croner aye motion passes 7-0 item 8.6 i make a motion to approve the personnel report as presented mr lightfoot hi miss morgan hi mr bauman aye mrs moyer aye mrs croner aye mrs swanson aye mrs doyle aye motion passes seven zero any final thoughts to share may i have a motion to adjourn my final thought before we go it's just your hand i really do hope that everybody is as supportive of the teachers going back into this reopening as possible because it is going to be brutal it's going to be very hard and so i'm thinking about all of them and all the staff and i really hope that this can be a good good case scenario and that we keep everybody safe and that the parents will support their kids and do what they have to do to make sure this all works and that they are supportive and helpful with the teachers and that critical and that's my final thought any others making sure i make eye contact all the way around can i have a motion to adjourn i make a motion to adjourn all in favor

good evening i'd like to welcome everyone to our our board meeting tonight which is a work session i'd like to first begin by standing for the pledge of allegiance i pledge allegiance to the flag the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice i just have to take the role if i may uh mrs abreu capano here this is fredo here mr garcia dr pantaliano mr raincourt mr russo here mr shelley here and teddy okay um i'd like to thank everyone for attending to our meeting tonight i'll let uh dr pentaliano to the row how are you dr pantariano okay good uh just a couple of quick items uh before we look at the consent agenda i do want to make mention that in your folder tonight uh not in your folder but i emailed you yesterday a copy of the uh njsia athletic rules for the winter season it's something that i would like you to look over and we could talk about our participation i don't know if you saw it on the news yesterday but the governor is allowing winter sports to take place we have wrestling indoor track and basketball both boys and girls so both high school and middle school sports so it's something that we have time to discuss collectively as a board as to whether we want to move forward with those recommendations the season begins december 2nd or 3rd so we do have time to make a decision as you know uh back in august we did appoint coaches for the fall season but the fall season only uh so we don't have any coaches appointed for winter sports yet or spin spring sports so uh we will have further discussion uh regarding these sports what i'm waiting for is our athletic develop director dave perfito is reading through the guidelines and he's going to summarize it for us and once we get a copy of that summary i'll share with the board and then we discus can discuss things uh regarding how many students can participate in one location at a time can we have spectators uh what protocol we have to go through which would be the same as outdoor sports with temperature taking and so on and so forth so once uh mr porfido summarizes that for us i think we'll have some more information and we can move forward with the decision uh i do want to mention that we received uh documentation from our attorney fogarty and hara regarding our board meetings so beginning next wednesday october 21st the public can attend our meeting we will decide whether or not we will continue to stream the meetings but the public uh if you're watching tonight and we will publicize it on our website that with limited um participation based on the number of um occupants we can have in in a room the public can attend we will have a security guard downstairs so when the public does come in uh he will limit the amount of people coming up he will also take their temperature make sure they have a mask and also make sure at the end of the meeting that they are promptly escorted out of the building so i'm just working on the details as far as that's concerned uh that's all i really have at this time i'll have my superintendent's report at our open public board meeting next week but just quickly briefly um schools are running well uh teachers are doing a great job uh our school nurses are doing a great job uh as far as determining whether or not um students should be sent home if they have a symptom so i really feel uh that our schools are safe that we're moving forward in the right direction and hopefully it'll continue that way uh we haven't received any other further direction from the state as far as any of the guidelines are concerned everything that was sent to us in july uh regarding the opening of score remains in effect i'll stop at this point before i look at the consent agenda any questions from the board at this point no just just to emphasize that tomorrow we have uh the facilities committee in conjunction with the louis the business administrator we have a virtual meeting with uh our boiler uh installer uh i think it's probably one of our last meetings i know they uh started up uh the boilers uh on columbus day when the schools were closed as with any projects the little hiccups here and there they're fine-tuning them we'll get more information tomorrow so if the facility committee is available but who did send them an email please assignment i did have the opportunity to just go quickly through number four school uh i know uh dr pence leonardo did indicate at the last meeting that the schools were impeccable and uh i just have to repeat that again and school's in phenomenal shape and kudos to the administration from the principals to the custodians to everybody and kudos to mike andrew here so that's pretty much it um are there any other commit okay so we publicized it we've made announcements and so far we have 12 kids that signed up uh the heat cup there is that in the middle school the kids get out at 1 15 so the majority of them go home and the teachers are really not free until three o'clock so what i did is i worked something out with one of our staff members to give up his lunch and just flip-flop his lunch and he's willing to work with the students at 1 15.

really appreciate your time and effort and now I'm going to do a presentation so it's up to you if you want to stay on this or if you want to go on the the actual live stream it's up to you guys so we're going to start a presentation called special ed 101 and I have a little Vana White with me Kelly O'Brien is going to present while I talk I thank you all for coming and um I hope you learn a lot from the presentation okay thank you Kelly okay during the presentation I'll be checking my email and I have gotten some questions already but on the first page of the presentation there's a an email address on on the bottom if you'd like to email any questions during the presentation we'll be monitoring that email address it's special education at Clifton schools.net and we have 130 people watching us right now which is really awesome so I have the live stream on my other computer so I could see how many people are logging on so to the 135 people watching we're grateful to have you here and um thanks for coming all right go ahead Kelly next slide okay so we went through and introduced the supervisors this is the page of our supervisors and their names and where they service and Linda Chavez is the one doing the nurtured heart training right now at school 17 so she is not with us right now some of you may know some of us and some of you may not here's a list of the staff members that we already introduced and now oh thank you so these are some of the people that attended and you you heard them introduce themselves sometimes you meet them at back to school night sometimes you don't because they might be in a different School than the school that your child is being serviced in so that's just a list of people okay Kelly next slide please so what is special education special education is specifically designed instruction delivered to meet the unique needs of a student with a disability so we'll go on in this presentation talking about what what makes a student be eligible for special ed and what kind of services what kind of Eligibility a referral timeline and all kinds of good things all right next slide okay so idea is a regulation that we all follow there's two parts of Ida the individuals with disabilities of An Education Act and sex 504 regulations and that's kind of like our guide to tell us what we have to do and each state has different guidelines New Jersey actually has more stringent guidelines and better services so lots of people move to New Jersey because of our our federal and New Jersey laws so Ida is about a CH it it does help us determine what's going on with the child and the disability and if they need special education and Rel Rel ated services and based upon that we determine as a team and you'll hear about IEPs and things later a free and appropriate public education which we refer to as faith we have a lot of acronyms and special ads so fape is one of them idea is one of them you'll hear lots of things like that I IEP and all kinds of acronyms like that okay next slide please okay in New Jersey we follow the New Jersey Administrative Code it's title 6A chapter 14 and it's a very long legal book of what we have to do to make sure that we're complying with the law set forth if you want to click on this link right here it will take you to the New Jersey state can you get click on that yeah right there so it's 153 page book manual however you print it it's 153 Pages if you want to just scroll down a little bit it's all the things that we have to follow in order to meet all the guidelines given to us through New Jersey so it's 153 Pages which is a lot of reading to do basically you could read this a million times and still need some help interpreting some things but we have we read this often and we refer to it a lot lot so I will put this presentation up on our website later on and we do have a new special ed website which we did show earlier on there was a link on one of the slides and all this information is on there so this is our governing rules this is like our guideline of what we have to do in New Jersey to make sure that we meet all the standards and rules and laws of special ad okay Kelly you could go back to the slides thank you all right next slide there we go so what exactly is a child study team a child study team another Acron acronym CST consist of a school psychologist a learning disabilities teacher consultant and a school social worker and we've had a bunch of them already introduced themselves so each of them make up a team a child study team is those three people we have 10 child study teams in the district that service our children from Age 3 to 21 there's a directory on our website and if on this presentation if you click the directory link there's a directory of all the people on the child study team in alphabetical order not by school because the schools overlap so we just we just did it in alphabetical order thank you okay so we're going to talk about the special education referral process so starting from the beginning you can enter into a you have a question about your child and you want to refer your child to special education so if can you click on the the flowchart Kelly and make it a little bit bigger thank you okay so even today every day this special ed department at school 6 at 7:45 Clifton Avenue gets referrals we process a lot of referrals when we get a referral usually it's a letter from a parent saying please help us my child needs help I see this is wrong I see I need help with this so that is a referral letter sometimes schools can refer a child or other people we do have other processes in the district to help children but I'm only speaking to the special ed timelines okay so a parent would send a referral in to our office it gets processed it gets assigned to a child study team and within 20 days within 20 days right there on that second box you have to have an ID meeting thank you uh within 20 days you would have an i an ID meeting and during that ID meeting certain people will be present and you will discuss why you wrote that letter and what kind of things do you think are going on with your child now during that meeting they will determine or within 15 days they will determine if the child study team will evaluate usually it's determined at that meeting however there are 15 days in case somebody wants to produce some other paperwork or we're not sure and then from there there's the legal process that we have to follow then and if we decide to evaluate the child then we determine what kind of testing is going to be done what kind of people are going to be involved in this and when I say we I mean the the team and and some of the other slides will talk about that and it's the IEP team not necessarily the child study theme it's everyone at that meeting determines what what kind of disability is there suspected what kind of testing do we need and from there we we go on our merry way and everyone deter everyone that's assigned a test will test that child then after all the testing if you want to go down in the middle after all the testing then you have an eligibility meeting and the testing from the day of the I the day of the ID meeting once consent is signed to test we have 90 days to do this testing so the process does take a long time and it does seem to um for parents who are anxious it does seem to drag out but we're not dragging our feet we're working really hard we're Gathering all the necessary information we're talking to all the teachers we're getting surveys and responses from last year's teachers and this year's teachers all taking all that stuff into consideration for our next meeting once we have all those those meeting and reports the reports are mailed to parents 10 days prior to a meeting so you get your reports 10 days in advance so you can look at them and you can read them and some of them are very difficult to read so you can read them again and again some of the we Tred to make them parent friendly but some of the jargon is a little professional so you have some time to read it to digest it to understand them and then you go to your meeting and then you can talk about them and the people who have tested your child or who are knowledgeable about that test will come speak to that test or that report and during that meeting it is determined if your child would be eligible for special ed and related Services let's see and this chart it says the IEP is developed by the IEP team which is developed at that time when your child is considered eligible and we'll go and we'll talk about eligibility categories and things like that next so um after that and I p is done and then I can't read the bottom but what it's saying is that every year you have to have an IEP meeting after that and then every three years you could you'll have a trianal evaluation or re-evaluation okay next slide thank you okay so here's some additional information on timelines I already talked about this a little bit but here it is in writing copies of the eval valuation and Report anything that will be used to determine if your child is elig eligible would be given to the parents not later than 10 calendar days prior to the IEP meeting or eligibility meeting so sometimes the mail slow down you don't have that time you could certainly call us and tell us you didn't receive them in the 10 days but we make every effort to get those reports out 10 days in advance for sure um and then here's another timeline to be um considering that the IEP team meeting or the IEP meeting must occur within 30 calendar days of the day that the child is deemed eligible but most eligibility meetings are held after most IEP meetings are held right after the eligibility so usually we have those two meetings in at one time because most people don't want to wait 30 more days to have their child get the service services that they need but that is an option and that's where parents have the right to we um here's a list of the 14 categories in New Jersey Administrative Code 6814 there are 14 eligibility categories so after your child is tested we determine what category that child fits into of these 14 and if you read them all they're very different so we take all the information that we've gathered and determine if your child is eligible and under which eligibility category this eligibility category is listed on the front of your child's IEP and in the eligibility statement there is an eligibility for speech and language also so you could be eligible only for speech or you can be eligible for special ed and related Services thank you this is what I was talking about before who is on the IEP team the child study team is different than the IEP team so on the IEP team one you're meeting there's the parent or parents the student if appropriate we try to involve the middle school children if they're able to and definitely the high school kids are definitely involved the case manager one of the children's general education teacher and a special education teacher and anyone else that's deemed necessary or appropriate parents sometimes invite someone else parents can invite whomever they choose to um and we would invite other people if if your child um needed occupational therapy or physical therapy or some kind of assistive Tech that person might be in attendance as well okay so what is an IEP and what should be included in it once a child is is found eligible for special ed and related Services an IEP is developed for that student and in an IEP probably about 35 40 pages sometimes um sometimes there's a lot of information and it takes a little while to read through it but we definitely have to have the present levels of the students achievement and academic performance so we get we get information from the children's teachers anybody who's dealing with that child goes into their IEP as their present levels it's called a pla present levels of academic achievement and functioning performance so we write all kinds of current kind of like a current Ed status in there we add measurable goals short-term objectives or benchmarks there are teaching activities and other services designated or designed for the student meeting their goals and objectives any special and related Services provided and any accommodations and modifications to ensure that the child receives Fai Fai that's in the the other acronym free and appropriate public education so all these things go into one document and from that document that document is saying that this is what your child needs to receive a free and appropriate public education all right thank you what is that LR some people ask this question all the time and ask if it's a place can you put my kid in an LR what does an L look like LR is really not a specific place it's more of an idea and the LR and Ida is determined to be that a child should be with other students in General Ed classes to the maximum extent possible so depending on your child an LR could be an add a district placement versus an in school placement your child could be in a general Ed classroom your child could be in a resource room or Resource Center your child could be in an class support environment your child could be in a self-contained class in District your child could be just in a Jed class with some kind of modification so depending on your child and what your child needs to get fa the free and appropriate public education you the LR is considered from there what is the most extent possible that your child could be in a general Ed setting and we want children to be in the general setting as much as possible so that's what the LR is it's hard to talk about it so specifically because each child is different and someone asked me one time if there was an LR in the building and I said every building has an LR but it's not a room it's it's just an idea what does your child need in the least restrictive environment thank you go ahead Co thank you okay so we have that guide the guide the New Jersey Administrative Code 6A that I talked about before and we have idea that tells us what to do now parents rights and special education helps parents and it's a guide for parents and it's passed out many times it's on the bottom of many of our email addresses links to this this is called prize this is another acronym parent rights and special education prize you can find it on the department of Ed's website um and it's available in many different languages this is kind of like our law book but broken down and there are different steps in there in different ways you can do things it's a very handy book I know everyone says I don't need another copy because I have a copy but make sure you have a copy handy and if you don't you can go would you click on that link Kelly on the new J Jersey Department of Ed and there are a bunch of different ones there see there's a revised parents and special ed the prize and then it's in English Spanish Chinese and Portuguese so you can find it there that's a link to the prize and we do hand it out often and we have more in our office if anybody wants a copy please reach out use that special education at Clifton schools.net email address and we will take care of that if you think you need one and you do not have a copy okay so here are a bunch of different things that the special educ ation department is offering right now we were lucky to have one of our supervisors trained as a certified trainer in nurtured heart so we have um we're offering right now School 17 has a three-day training we're offering many of our staff members who I think we're up to 50 staff members that will be taking the training at the end of this month and Linda Chavez is offering another parent Training Kelly do you want to click on that first link yeah so we will be offering uh oh this worked before it it's a flyer with the date and uh oh did Linda throw it away Linda made the brochure and I'm not quite sure what happened to but it was here so I will make sure that get publicized sent out through our new peach jar that we've been using to send out things and I know that as of yesterday I think Linda sent it out yesterday we already had 50 parents called today wanting to sign up for it so we'll have to offer some more trainings although Miss shavez says she can handle an audience of 200 I don't know if if she wants to do 200 parents in the parent training um Heather you might be able to try clicking it again again okay thank you Lindsay hopefully it works there you go perfect you guys are the best thank you okay so Monday Tuesday and Wednesday November 30th December 1st and 2nd from 6:30 to 8:30 you can get trained in this wonderful nurtured heart approach for parents and caregivers and I know that yesterday when Miss Chavez was doing her presentation for School 17 there were only a couple parents in it but one of the parents during the break came back and said I just used that on my daughter and she went and did what I wanted her to do so it does work and it's just another technique and another way to help our kids cope right now so we're going to show Heather we can't hear you Mr O'Brien yeah sorry Heather we just couldn't hear you before uh oh how long you should have stopped me I've been talking away uh you just went up to the peach jar we've been sending out the notifications through there oh okay that was that was far back I okay so um we advertised another this parent training from this flyer and we already had 50 people already signed up just today alone 50 parents wanting to have this nurtured heart training so I think that's great um did you hear me say that Linda said one of the parents yes okay he I don't repeat myself okay so it works and it's just another method for teach for parents to help and we're actually training teachers too and child study team members so hopefully we'll all be nurtured heart trained and that will help us all right can you click on the video so here's a short video about nurtured heart and while you're watching this if you want to any questions CLI to specialed Clifton schools.net please do so I'm going to check the email right now to see if we got any more questions and Kelly you're going to play this can you make it bigger the full screen thank you and I really struggle with therapies that will fix that the nurtured heart approach for me is a way of giving tools to not only myself but parents teachers um youth workers anybody that's at that cold face with these kids to help them really see what's great about them and really start to look to life of hope um and a bit more [Music] purpose this work evolved out of my work as a family therapist working with some of the most difficult kids and it's moved into how to help kids build inner wealth and by doing that helping them to flourish the approach which has evolved from being used primarily with parents to now being used in larger scale ways in education in thousands of classrooms around the world in many different kinds of therapeutic applications in group homes Foster by child Advocates I've tried all kinds of different models for approaching kids and and helping them to improve um and I have not run across anything that feels more intuitive more natural more um accessible for kids I am the approach I don't have to learn something again I don't have to remember I don't go into my head because I'm trying to think of what did it say on page 327 because when you're coming from your heart when you are the approaching there's your heart approach there's no mistakes you talk to people energize them about their greatness and you see it growing not at all giving energy to anything negative the nurtured heart approach is so powerful because it gets at the core of their uh opinion of themselves and no one has ever said you're awesome because of their negative behaviors challenging behaviors really intense behaviors they've elicited negative attention from all of the people that have worked with them without ever really noticing and bringing out and blooming uh in their own minds uh that there's a level of Awesomeness to them that no one has ever taken the time to to share with them in the lives just to tell them what to do yeah tell them no to judge them to tell them where they going around to points out all the bad points nothing will change but the approach changes that the approach looks as I'm going to recognize your qualities I've been through kind of the therapeutic life since I was around eight um I was kind of a little monster child and hard to handle a lot and I ended up getting myself into self harm which is a really scary experience then you know continuing with this strong attitude I had against everything um the only thing that everyone thought to do was just punish me it took you know attempted suicide for things to really get I mean it just threw us off the cliff when we started doing the NT it completely changed everything I started noticing a difference like within the first week with my family which meant a lot to me so now being able to have so much trust into my family and you know really knowing that I am not going to be put down you know if I'm on the top of the stairs not going to be thrown down if from this if I make a mistake there's always a [Music] reset the biggest thing for me really was the amazing difference this approach made with my son who I my husband and I had given up hope on and thinking I'm not the mom for this kid I don't know what to do so the nurture heart approach turned all of that around they told me I am the right mom for this kid actually it's even better than I ever thought it was going to be I could be a better mom than I ever thought I could be because of this once we knew how to have beautiful intentional relationships and once our eyes were turned on what was right about them instead of focusing on all the diagnosis all the things that were wrong all the things that the predictions would be like oh this is gloom and doom once we knew how to go no we're just G to stay in this moment right here and in this moment we see greatness in this moment we see what's right in this moment you are magnificent and we knew how to do that it changed our hearts and then we could parent them the tools that the approach provides just provide so much support for okay what do I do when she's upset or what do I do when I'm upset it's it just okay um and your Clarity and your boundaries to trust when I can handle it is doesn't feel like abandonment it feels empowering and so it just kind of really good for adult child like parent adult child relationship yeah there's not an age limit on it and I keep saying if the whole world can just get it if the world can just get it if the world can just get it I can say that over and over it would be such a much more beautiful world a wonderful place to live if we remember to see the greatness in others [Music] need some help J can you help him out turkey Goble Jeremiah thank you Christina a dog run [Music] a dog and you know what Jord I don't know if you paid attention but right here we have turkey Gobles and a dog does what so you just show me the difference between these two you compare in contrast right there two school years ago we had 45 students that were ineligible to return because their pattern of disruptive behavior did not improve over the course of the year last year there were only five that really were problematic and were unable to return so that's a big drop for us from 45 to actually five in in that year's time um with the population that I serve with special education students those students who may be cognitively delayed you're able to recognize anything about them they're showing up for school they're sitting in their seats they're able to use a utens taking food you know what I noticed Steve is that you're not hitting that window hard and that shows really great self-control I know you're a little upset I love how you're calming yourself and I really love the way you're taking care of yourself right now Steve do you know that do you know you're taking good care of yourself children need to know how special they are they need to know how great they are they need to know that they are gift to the world it doesn't matter where they come from and if we can really convey that to them I mean if we can pour into them and help them internalize that fact that's the antidote for poverty it makes your individual life better your relationships better it makes you happier it makes you um uh feel like you're contributing to the world and uh it's synonymous with making the world a better place so what I can absolutely guarantee is exquisite moments of recognizing who you are and the gift that you are and the joy of playing with the gift you are it will happen it will happen it will happen [Music] thank you okay so that's an overview of nurtured heart and we are offering that to parents on that flyer is the date that we're offering it it's um definitely another tool that we can use to get the results that we want and I know that times are very difficult for parents right now with all that's going on so this approach might help you it would defin it definitely the training we only did a couple hours already but um it definitely helped me get my child to do something that I wanted them to do in a way that they felt like they were doing it so as you saw from that short video it's just another technique a parent can use a teacher can use a team member can use to get some positive results we have off we offer additional parent trainings our autism program has parent trainings um and we've been doing them virtually this year because of covid but we usually have them in person for the children the parents of children with autism and they have a different lineup every month of the of the topics and the behaviorist present during that we have offered parent support groups during covid we had um we ran our first parent support group and we had a bunch of parents on and we had um a social worker and uh Dr Roth come in and talk to them and and facilitate the group which we thought was very helpful so we'll be running those again this year there are videos on our website and our website is new Clifton's website is new and the special ed page is new and we put some new videos on there on masks on wearing masks and a practice guide for wearing masks so you can find those videos there and there was a bunch of agencies in Pay County and in New Jersey so we added a couple links to their books their books are very long and they have lots of support so we added those links here which will be in the presentation on the website we also have our parent advisory groups special ed parent advisory group cpag and they have a social media website a social media if you'd like to follow them these are all just additional resources and trainings for our parents so we have a couple questions that came in today that we wrote about I have a couple that just came in while the video was on so um some parents emailed us the questions can you go yeah there you go thank you um some parents emailed us questions when the flyer came out so these are a couple of the questions that came out then who do I contact about an issue with my child of course we'd like you to try to contact the teacher first and then the case manager and that if that does not help resolve the issue you may contact any of the special education supervisors and we will assist you but there is a chain of command and especially if it's a problem in the classroom that may be solved with the teacher you can start there another question was does my child have to wear a mask yes yes all children have to wear masks right now and we have training videos on our website for you and teachers will be reinforcing tolerating and wearing the math um there teachers were showing the videos that we made starting last year so they some children have seen them over and over again we showed them during some of our summer programs and the teachers have been talking and reinforcing that during during the actual virtual part of school from September to October 12th teachers were reinforcing that so children who are coming in definitely have to wear a mask and we've been providing support if you have issues with your child wearing uh wearing the mask please let us know and those two videos are really helpful too um we got a question what are some of the covid protocols so um teachers are wearing masks just like your children we have hand sanitizer available we have wipes available um and face Shields are offered to staff so we are doing that to keep everyone safe um how often do I meet with the child study team to discuss my child's IEP well we're we are required to meet once a year to go over the IEP which is called the annual review but if there's a reason that you would like to request an additional meeting um you can determine that as appropriate as needed but once a year at minimum you have to meet to discuss your child's IEP and then you would go over all the components of the IEP that we talked about before how's your child doing what are their present levels goals and objectives what kind of services they need what kind of accommodations they need so that's all discussed at an annual review which is one time a year and if there's an IEP meeting if something has to be changed you need to have an IEP meeting all those things are discussed again um another question we got from a parent what do I do if I have a transportation issue please call the transportation department that's the number if the problem includes issues that the case manager requires knowledge of please reach out to your case manager we definitely need to know if there are Transportation issues besides actual busing please let us know um one of the parents asked why are there two teachers in my child's class um probably I don't know the the parent but probably that child is in an in-class support environment where there's a certified special education teacher and a general education teacher in there or I could imagine that it might be a teacher and a par professional but the child came home and said there are two teachers so depending on on who that is the question could be it's either two teachers one general education teacher and one special education teacher or maybe a teacher and a par professional to help and Par professionals are in classrooms based on student enrollment class size so in that big law book that New Jersey Law book there's numbers that we have to follow when we hit a certain number we have to put a power professional in a classroom so could be that instance too uh a parent asked what do I do if I disagree with the child study team's recommendations well as a part of the IEP team we want you to talk about that at the at the meetings please discuss it with your child study team at the meeting and unfortunately if a consensus can't be reached then you you have the right to file for due process and due process and the procedures can be found in that book called prize and in the back of that book called prize there are forms that you have to fill out for due process we do try really hard to find a general consensus and agree on things sometimes we as a team cannot agree on things and then we we need someone to come help us decide so that's when we would file for due process or a parent would file for due process so you can refer to your parent rights and special education book um I do have another question that somebody emailed me before we go to that and it's kind of specific but um it's about assignments in elementary school so I'm not sure if that parent is on here but I I think it's a little more specific in terms of how much homework should my child have how much modification of work should my child have so just in general your IEP should determine if there are appropriate modifications for assignments for homework um without knowing the actual class and the Heather we I can't hear you I question in here um Heather you cut off when you were answering that question Dr Asen did you hear Heather or was it just my end no no she cut out yeah I'm sorry no and I have no children in my house I I made sure that my children had somewhere else to go so nobody was gaming nobody's on their phones nobody's on anything so I apologize about the internet obviously these problems happen so some of the questions that came in what I was saying was some of the questions that came in are more specific to their own children so I I will reach out or the case manager or another supervisor will reach out to those parents I think because some of them were very specific this one in general about homework and things like that anything that needs to be modified or accommodated or made changes in should be in an IEP so if if you feel like your child's getting too much homework reach out to the teacher and find out how long do you expect my child to do homework and then if it seems like it's it's not a reasonable a reasonable amount of time then we can certainly address that but to ask a very general question or a very specific question in general Forum it's not easy to answer some of these questions you know how much homework should my child be doing by grade level by subject matter by teacher by school by what they accomplish during the day um you know an upcoming test so all those things vary so I think some of the questions are very specific um let me just check and see if there are any more questions no I only have one more question and and that par and I already responded to and said we will reach out um I thank you all for your time I appreciate it we had a great very large audience in the live stream it was up to 150 people at one point it's down to 114 now but I appreciate everyone coming I'm sorry about my little technical glitches I appreciate everybody's time all the staff members that took time out of their busy night so thank you and as usual reach out with any questions uh special education at Clifton schools.net will be open for anybody who has any questions that they did not ask now I think that's it right that was the end of our presentation and thank you and have a great night thanks every jumped on thank you for listening thank you
