get this back to you thank you there you go all right well i have to wait 30 seconds nine minutes let's call the meeting to order here at center grove our mission is to develop knowledgeable competent responsible citizens through inspirational and innovative learning opportunities we always start our meeting with the pledge of allegiance mr hubbard would you like to sure honor lead us tonight to do the republic for which it stands one nation under god indivisible with liberty and justice for all thank you mr harvard we've been presented with an agenda and i know it's been made available to the public also if anyone has any questions on the agenda now would be the time to ask if not do i hear a either a question or a motion to adopt the agenda i'll make a motion thank you mr hubbard mr alexander uh mr hubbard is your microphone on and i only say that because i've heard folks at home sometimes can't hear us we don't have our microphones on so all those in favor of adoption of the agenda please signify by saying aye aye opposed the eyes have it 5-0 adopting the agenda next we have a health services report an update on the coven 19 pandemic and the school's response to it i have it's going to be presented by mrs norman are you going to be pinchating oh no i i let her have the evening off okay we're gonna it's gonna be a brief report tonight miss norman did a great job um a couple months last month i guess um thank you mr taylor i'll turn the microphone over to you thank you very much sir um just wanted to share an update on where we're at obviously cases are spiking throughout the state and the positivity rate remains to grow as well we've seen positive numbers for center grove over the past few weeks obviously having a fall break reset week was very very good for us and it's uh all right miss parker you scroll down just a little bit to the cases table one more i just wanted to remind folks that on our website at our address slash status ms conrad updates us every week with miss norman's help and you'll see that since we've returned from from fall break we have eight new cases as of today and uh i guess we still have tomorrow to go through over fall break even though we were at a session we did we did receive two new cases reported to us um can't really say if those are student or staff but they are cases in our buildings scroll down one more table for me parker thank you and here also we've also put out there for folks all of the covert related absences and for the for us those are folks who fall into two categories they could be isolated because they have symptoms or they have a positive case and they are confirmed positive or they could be quarantined because they've come in contact with the positive case not necessarily at school quarantine's very frequently happen at work or at home or other situations but you'll see because of that fall break reset our covert related absences dropped to 38 to start this week we do anticipate with our new cases for it to return back up 100 up over 100 but we we're still fairly pleased um kova 19 as you know has a little bit longer on set and so we don't know still fully the ramifications of folks traveling for fall break we expect some of those cases are starting to come in today and so we will continue to watch it and provide a report as we can each month i just want to highlight real quick at the very top two there's a link to our daily health screening as we enter the cold and flu season this is the most important thing we can ask all of our parents and students to do i think it's on there yeah scroll down just a little bit more there you go great little chart there are six key symptoms we want all parents to think about with their students and students of the proper age to think about themselves if their temperature is over 100 degrees or if they have chills a sore throat any shortness of breath or cough diarrhea nausea vomiting a headache or new loss of taste and smell really it's the most important to start doing that now if you've kind of been put it off or relaxing for the past couple weeks we really want to make sure folks are taking those screenings to heart and doing those daily i am very pleased when miss norman informs me that we had a positive case but we do not have to do contact tracing because the student or staff member identified the symptoms and remained home that is the best thing we can do it stops the spread it helps us keep kids in school that's it thank you mr taylor are there any comments or questions to the report is this where we do our psa mr daniels remind everyone that you want me to get my my psa yeah i'm obviously we're never happy when someone has coveted but we can't stress enough as mr taylor has please please please if you think you have it if you think your child has it if you think you've been in contact with someone that has it stay home stay home get a test once you are cleared come back but please stay home and just for clarity when we looked at the covert related absences that's two different categories one category are isolation kids those are kids with symptoms hopefully waiting testing the second are quarantined kids those are kids that have come into contact with a positive yes so please we ask you stay home stay healthy do all those things that the cdc's put out and i know the stuff on our website that stacy and amy and jason and others have put together is just fabulous please do everything you can we want to stay open we want traditional learning so that's my psa does anyone else have any questions or comments on top of that and if you're awaiting a test the test results stay home yep i do want to say i left one thing out i want to thank the board for their time right before fall break we had an opportunity to meet with the county health department i thought that was a very positive meeting we were able to express some of our concerns we also heard from them some positive that we are doing things right and doing it in the way that they expect so appreciate your time and and thank you and i think you're probably under selling what your group has done because from what i heard from them was that we're doing what we should be doing and we're doing a good job of it so you know with all that being said we're all the schools are having similar rules we're out there kind of leading the pack and doing everything we can to try to social distance and do everything we can other than the fact that i keep adjusting my mask and it's really bothering me there let's see if that solves it any other comments or questions thank you mr taylor i appreciate it thank you now it's the time on our public agenda for public comment and it looks like we have two individuals who signed up for public comment we ask that those two individuals limit their their time to three minutes we will we will time it up here and give you kind of a high sign when we're getting close to 30 seconds it looks like that they're both here on agenda items anybody with public comment needs to comment just on agenda items and these both are so first i would ask for mr don struby to please come up to the microphone good evening uh don struby i live at uh 2185 bodine place which is directly behind the area where we're looking to put the new eoc um first i guess it's always a good thing to have first responders closer and certainly appreciate everything that those guys do for us every single day so thanks for that um the the downside is that you're putting a eoc right in a residential neighborhood i mean literally the my back door to that eoc is going to be about 150 feet that is not a desirable place for it to put it right in that residential neighborhood i think we've sat through the the meetings on the water and the drainage and i think those have been well addressed the the noise the congestion on morgantown road anybody who's tried to make a left turn onto morgantown road pretty much anytime school is in will recognize that the traffic in there is is very difficult right turn you can make it out left turn is it's a 10 or 15 minute wait trying to get out of there i can only imagine that the the eoc is going to experience a great deal and contribute a great deal to additional traffic concerns um at the end of the day i i would suggest that there are a couple other places that it could conceivably be placed it could be placed like right in front of the elementary school on that big flat field that appears to be used for uh you know kids soccer and football which could be in fact done back on the open fields where you're going to put the eoc so i i think there are other options would love to see other options i guess that's about it and if you have any extra dirt i'll use whatever i can to mount uh because i'm not sure what's going to happen outside the berm you're putting in and so i mean i get a considerable amount of water come across that trail into into my backyard thank you thank you mr street next it looks like i mean if i mispronounced your name i apologize tim cursely thank you mr kersley the microphone's yours good evening everybody and thank you very much for the opportunity to speak and discuss with you some of the concerns we have the eoc building is to our minds placed in a position that's going to impact negatively the quality of life for the people in the immediate vicinity of the new build the issue for us is not only the disruption that will take place as that building is developed and comes into fruition but also some significant concerns about noise pollution light pollution and general disruption that in the oc would create immediately in a residential area as don struby addressed dr long i was able to alleviate a lot of the concerns we had about the drainage issues that were associated with it and we're grateful for that but at the end of the day it's it comes down to noise activity and general disruption and then with the widening of morgantown road in conjunction with this we feel that it's going to be a very aggressive kind of environment that we're going to find ourselves living in which obviously isn't the thing that we we want to see for our houses and within brenbridge and within beaudine place in particular we have a very nice mixed community we have a lot of senior citizens and we consider it to be an imposition almost although it's not land that belongs to brent ridge it belongs to the school corporation there must be a better position to place this building and that really is our point and the one that we wanted to make thank you very much thank you mr person i appreciate you both coming and expressing your thoughts tonight um there are no other members of the community that are signed up for public comment the next issue on the agenda there are the consent items has everyone had the opportunity to look at the consent items yes sir does anyone have any questions if not do i hear a motion to approve the consent items mr president i move that we approve the consensus consent agenda as presented do i hear a second second thank you mr alexander mr russell all those in favor of the consent items please signify by saying i i opposed the eyes have it 5-0 we're moving on to the action items and our first action item is a proposal for a school health care services agreement mr jason taylor i know has been working hard on this agreement for some time and he'll present to us this evening thank you mr daniels um really we began this uh search for a a partner um last year well before this time so it's been going on for over 12 months we identified a need to improve our mental health services for not just our students but also our staff and as we started talking to the partners that provide those types of services we realized that there would be some benefit by looking holistically at a a comprehensive health care partnership we currently are in a healthcare partnership with iu health and they were one of the partners that we did discuss and talked to about this last year we also looked at franciscan health johnson memorial hospital we also talked to adult and child who was our current mental health provider last year and ultimately we selected after a couple rounds of interviews and proposals commit to move and look at working with community health network we started down this path and were prepared to bring a proposal to the board last march when kova 19 hit and making a change to the health care provider at that time seemed prohibitive and would have been very difficult to find the quality doctor that we were looking to have in our wellness center and so we've delayed that that agreement and we're ready to bring it back to you this evening not much has changed really since march just a few little things a few little areas of the contract that you would have reviewed there's a little more clarification on hipaa and ferpa but nothing significant we're still overall very pleased with the with the agreement we have and i wanted to share overall this will be a cost savings to the corporation we've already planned to budget and use some of that cost savings to improve our mental health solutions including hiring some staff members um on the screens a slide of some of the new additional services we'll receive from this partnership that we just currently don't have today or that we'd expand that we may have today really the the driving factor again like i mentioned was better mental health services for our students and while adult and child was doing a great job of serving our students who qualified for medicaid we really had a big gap of other students who were either insured privately or non-insured and we wanted to make sure we had a solution for that and community did offer one and ultimately that's going to allow us to serve all students who regardless of their insurance status and provide them with mental health services um dr long has been working on that all year with our new director school of school counseling i'm heather faustdon as well and community has a track record and we've we've referenced we've gathered this from references of filling those positions and making sure that we have folks in our buildings when we need them on the school nursing front which is also a part of this agreement this would add one additional permanent sub to float across all of our schools something that's been a desire of the corporation for multiple years now also because of our student-to-staff ratios communities recommended and adding an additional ma or lpn at the high school and additional part-time at the middle schools so that will give us a second set of hands in each of those clinics moving forward sports medicine there would be an additional athletic trainer so that each middle school would have full coverage it would not be a split position and then the employee wellness center the health clinic we'll be able to expand those clinic hours as needed we do see a demand we saw great demand before covet hit we anticipate that demand will return as we made this slide for last spring we only had eap services for people enrolled on our health insurance we did decide to expand that to all employees as coveted hit but this one actually extend it all the way to any household member of any of our employees would have access to the employee assistance program when needed that's some great mental health services for those folks and we can also then look at a mental health health therapist health therapist at the clinic we do have a wellness coach now we'll retain that but we could add this in the future as i mentioned earlier this is overall a cost savings we replaced every service that we had and we expanded many we have included those cost savings in our budget designed for the 2021 budget and would continue to include those as we move forward um and that's it thank you any questions does anyone on the board have any questions or comments as it relates to the proposed mental health all right i'm sorry proposed health agreement yeah i was trying to find group sure how long is this agreement uh this will be a three-year agreement from july 21 of this year yes next year but yes starting next year next july at one point in time mr taylor they there there was talk they were going to push the sports medicine piece back into 2022 is there is there a driver they pull on why they pulled it forward because we had such a tight window again we weren't going to prove this until march for a start in july that would have been very difficult there's still a clause in there that allows us to um hold off on sports medicine if we choose to for another year or two okay um there would be a slight penalty charge to us but it would be covered out of those cost savings so it wouldn't be an additional cost is that that gives us flexibility for next year and the following does the community feel like they'll be ready to go by then yep um and i'm assuming you know we've had a conversation with our current provider and we're we're prepared for a smooth transition and and handoff we did have conversations last year before this began we would issue notice in december given that that notice in the contract were prior um we've seen some transition at the clinic already um our doctor that had been there for a while to transition out on july 1st but the replacement's been really smooth and there's a doctor or an mp there frequently so i know my personal family's had good good results as well i guess i'm head shaking back here from the iu folks that don't don't agree with that so i probably that we haven't given an official notice yet we would need this contract to be um able to be to be made before we could give an official notice got it okay you say cost savings i see that as the the last item here on on the list can you give us kind of a scope of how large cost savings we think we we may see in the next two years it would depend on some of those details on whether or not sports medicine moves or not um but it was enough to fund the mental health position that we added already and funded out of our current budget something we give proceeds to that it also is enough money to put aside a pot of money to help with the students who are uninsured i don't have a specific the specific amount right now but it isn't the six figures six figures not five or seven but six okay any other comments or questions with respect to the community health proposed health care agreement hearing no other questions do i have a motion i move that we approve the comprehensive school healthcare services agreement between center grove and community health network do i hear a second second thank you mr alexander mrs toomey all those in favor of the health care services agreement with community health please signify by saying i i opposed i 4-1 the measure passes thank you mr taylor thank you thank you jason looks like you're staying up here for the next one this parker did me a favor and let me just kind of stack him up um now we're we're gonna hear a presentation and consider emotion with respect to the statement of benefits and compensate compensation for non-teaching staff mr taylor the assistant superintendent of human resources and technology i turned the microphone over to you sir thank you this is a typical thing that we bring this time of year as as we finish negotiations and we're working on getting those retro checks and payments out to individuals we like to take a look at our other employee agreements outside of the master teaching contract and make the appropriate changes that come from year to year there's a nice summary page here you also have a full markup version if you need to reference any of the specifics most of these changes deal with compensation changes or changes to cost of health care insurance and a few are some some typo changes that we've caught or from time to time we will add a new benefit or service and in this situation one of those is the second box on the bottom for the transportation department they would like to change some of the way that they compensate the mechanics and establish a level four and five um along and change the maintenance supervisor to a fleet manager so just some some changes in the compensation level there not not a huge cost overall to us but it will allow us to show some growth and honor some growth and experience in those mechanics positions and then the final one the other thing is um we decided uh that may be the other agreement i'm sorry yeah i'll wait till i get to the other agreement i think that's it to highlight from the statement of benefits and changes this also is the uh the new amounts and compensation based off the two percent rates that the board approved for teachers earlier this month thank you mr taylor do i hear any questions or comments with respect to the statement of benefits and common compensation is being proposed relating to non-teachers hearing no comments or questions do i hear a motion mr president i move that we approve the revised statement of benefits and compensation as presented do i hear a second thank you mr russell mr alexander all those in favor please signify by saying aye aye opposed the eyes have it 5-0 thank you i think you're still up here yep next we go to the certified staff handbook and mr taylor's going to give us a presentation of the changes that are being proposed and there's fewer here this is uh for all teaching staff and certified staff we added some language to clarify case conferences and how that time would be calculated currently they earn a portion of their day each time they serve in a case conference outside of the school day and we needed to make a change to account for that differently in payroll the same was true of covering class periods so in the unfortunate event that we cannot find a substitute or we just need to substitute for a short period of time we may reassign students to other classrooms for a short period of time even a period at the high school and that similarly adjusts that compensation it's to the teacher's benefit to allow them to earn a full day before it rolls we are adding an sel specialist position this year and because of that we wanted to align that with the 204 day certified calendar so there's language called out for that and then in progressive discipline we are going to carry over something from that we've had for the support staff for a while to the certified staff that at levels one and two which is the lower levels of discipline those would roll off of an employee's record after three years anything that's level three or higher would still remain thank you mr taylor do i have any questions or comments um i'm fairly certain i know the answer because i said through eighty percent of these conversations this has been fully vetted with you tag and you tag yeah we've discussed this we even gave them the ability to make some edits or suggestions they had many more last year this one's just four this year so and they only really brought the last one so sel specialist just for everyone's edification it's a teaching position um to help with those mental health services i talked about earlier it'll actually report to dr long and heather faustov and work throughout the entire district working with students and working with our school social workers and is this the position you said we helped fund by our savings yes the proceeds would be going towards that thank you any other questions or comments um i should add that was a position that we originally had asked for during the school safety referendum last year we were able to fund that this year finally i think we refer to that as plan a and plan b plan exactly the referendum we put things in right away plan b we find ways to pay for them and do them over time exactly and we have multiple in the referendum so this is one but it's a start great great any other questions or comments and relating that last topic or anything else hearing none do i hear a motion mr president i move that we approve the certified staff handbook as presented do i hear a second second thank you mr alexander mr russell all those in favor please signify by saying aye aye opposed you guys have it 5-0 thank you i forgot your name is it mr taylor thank you this will be the last one and then i'll see the floor and then you're going to take a seat now uh there's good you're going to give a presentation on a proposal for the approval of the support staff handbook yes mr taylor the microphone's yours again thank you and this one does have a few lengthier changes um a number of just employee level changes but then we did add some language that we typically email email out once a year we'll still continue with that but we wanted to firm it up about how the expectation for work on inclement weather and emergency closing days along with delays and how to handle work and time on an e-learning day closure obviously those are becoming more prevalent we needed to make sure that was formalized and in those agreements we had realized that our bereavement leave was not consistent across all employee groups and we wanted to fix that and so this actually adds a category to level levels b and c to make sure that they have a three-day option for an extended family member prior it was either a five-day option for immediate or just a one-day funeral and so it'd be a nice benefit for folks to have in those tough times and then we also have changed a lot of terminology change from probationary period to an introductory period for staff just a little better semantics a little better meaning of what that time period is the length of time still 60 days and didn't change that's when employees after they've completed that introductory period are eligible for their leave time and then we also have kind of spread out and provided a scheduled allocation of vacation leave for level c and some personal leave for level b so that cur our current language folks would receive all of the the amount no matter if they started in july or didn't start until the following may this one kind of gradually gives out personal and vacation leave depending on the employee's start date finally we clarified some compensatory time to distinguish the difference between hit and overtime for folks who don't work a 40-hour week that was key and then we clarified the eligibility for the experience incentive there were just a few things in there that caused some confusion we realized that we had not been honoring some retirement payments we went back and corrected those and just wanted to clarify that language that's it thank you mr taylor are there any comments or questions with respect to the proposed changes to the support staff handbook i did like the actual handbook it was it was in pink and very drew my height to it pretty quick yeah we moved it all to google docs so we can track all these changes every year as well so it's much more efficient yeah i appreciate that thank you the pink there any other questions or comments do i hear a motion mr president i move that we approve the support staff handbook as presented do i hear a second second thank you mr russell mr alexander all those in favor please signify by saying aye opposed the ice have it 5-0 thank you mr taylor take a seat thank you sir next we're asked to consider a motion to approve a joint escrow agreement for the emergency operations center lease with white river township fire department dr bill long assistant superintendent will be making a presentation this evening dr long thank you the microphone is yours thank you tonight we're asking the board to prove a resolution authorizing a joint escrow account with the white river township fire protection board and a subsequent sublease agreement with them as we partner with the fire department to construct the emergency operations center our attorney has worked out the details with the fire board's attorney and the white river township fire protection board will approve the same resolution at their meeting on november 4th 2020.

the joint escrow account allows the white river township fire protection board to contribute funds of 875 thousand dollars towards the construction costs of the emergency operations center the sub lease then a sublease agreement will allow the white river township fire protection board to occupy approximately 8 700 square feet of the 16 000 square foot building fire department will house an ambulance a ladder truck and a staff of 12 firefighters or emts and will share the utility costs with us the lease is real similar to the lease we have with the white river township trustee mainly because the same attorney drew up both leases the initial term of the lease is for 15 years with three additional five-year terms as long as both parties agree um just if you mind do you want to finish this or can i answer some of the questions that you guys had before or that were brought up before i'd be happy to or if you want to finish this then i'd be happy to answer the location why we picked this location i think dr long if you'd like to respond to some of the citizens requests by all means so originally we had picked the orchard spot across the street from the high school and as you know we sent that out to bids and the bids came back over over our budget so we started looking at other pieces of property that the school owned we owned several lots there on the east side of morgantown road and those were large enough combined to be able to put that spot there we couldn't put it in front of the center of in front of center grove elementary for numerous reasons one it's not a big enough spot two it's right in the congestion where the center grove elementary and the middle school traffic are the parent drop-off point is that would be a mess and three that's the only point or the only place where they can do outdoor pe and where the both the seventh and eighth grade a and b football teams practice so we picked a site that we felt was was less expensive for the taxpayers feel like it was going to save the taxpayers over four hundred thousand dollars close to five hundred thousand dollars by changing sites and by moving it to the north side of stones crossing road it allows the white river township fire department to contribute funds towards the construction of that so anyway we're recommending approval of the joint escrow account and the sublease um tonight the resolution that authorizes that tell you here tonight we're all running out of breath talking in our mind it's the mask thing man i'm doing the same thing so i i you know i feel your pain need oxygen later right i have a question it's north of stone's crossing road yeah why does that matter so the fire boundaries uh south of stones crossing is bargersville fire department north of stone's crossing is white river township fire department that's our that's the their fire district boundaries and remind me too why do we want to locate this facility so close to elementary middle and high schools we wanted it on the main campus for a quick response time um for a couple of reasons one when we had michael dorn do our facility our safety assessment one of his recommendations was to look for ways that we can reduce the response time because we all know active shooting events and major catastrophes at schools typically last less than 90 seconds and having a quick response time will save lives that's why we started looking around the main the main campus area to have it close by can you tell us who michael dorn is just for those sure he's the ceo of um safe havens international it's the company that we hire to do our safety assessment for the entire corporation now you talked about the sixteen thousand square foot facility eighty six hundred you said i believe about eighty seven hundred eighty seven hundred would be white river township right what's in the remaining the other part is where the center grove police department will will be we'll move out of the the prc old maple grove and into there we'll also create a spot where we can monitor all of our cameras all of our alarms uh all from from one one single location and i know you presented this to us when we consider it for the orchard before sure i'm just wanting to refresh no that's okay before we i could probably talk about it in my sleep we've been working on it for so long and i know that you can and i appreciate that i know you put a lot of effort into it um tonight you're only asking us to put money into a fund right we don't have bids received yet no we're asking you to to allow us to create an escrow account that would allow the fire department to to put their money in with ours and we haven't accepted bids yet it's out on the street for bids i think we're talking about november 7th i believe if you'll let me look it up real quick because when we'll accept the or when that will open bids and then at the november board meeting we'll bring those um to you for approval yeah i'm sorry november 10th is when we open the bids and we will hopefully bring something to the board at the next board meeting any other questions or comments from any of the board members i have one uh dr long i i understand these gentlemen's concerns and and they're very legitimate um i know you partnered with white river on station 53 have you heard any concerns since that has been built with from neighbors or noise or anything that they kind of alluded to or any other issues with the citizens we have not i don't know if chief pell can answer that oh there you are um but i also know that he's looked at the distances from from houses based on their various um fire departments or where their stations are and this is honestly one of the farthest away from houses that that they have but i don't want to steal chief bell's thunder i just want to ask him because i know it's right there on the school sure property so to speak so i don't you might get a lot of questions or people should call you on that so i didn't know if you well the other thing and i am stealing these thunder so i didn't want to get a bias opinion i wanted to oh well the other thing that chief pals talked about doing is when they pull out they don't automatically hit their horns hit their their sirens and everything right they know they're in a residential and quite honestly that's where they build fire stations because that's where people need them you know we don't build them out in the country it's like people say to us why don't you build a school where there aren't any houses well because we need to build and wear their kids and and that's the reason why you know having them close by for us for quick response but it also it helps cover the the whole white river township as far as protection for ambulances and fires it's not just for the school they're not only going to respond to school alarms and stuff they're going to respond all over white river township and of course they have an agreement with bargersville and if needed they'll cover that area too so it's it's beneficial for all of the taxpayers not just the center grove um school community chief fell could do you mind answering mr hubbard's question you thought you were just gonna come and watch and hear you get called out i thought he was eye candy so in the we had no remonstrance to the station itself in the final step we had to get a variance for signage because it's backlit signage which isn't contemplated in our current our current ordinances and we had one resident that was concerned about light pollution and it ended up being an excellent result they shared their concerns with me and our fire protection district board we went to the contractor we added dimmers to the lights and timers and we added some shielding so that it would shield it away from their property and i even got feedback from them saying they were very happy with the difference that it made is that something that's in our design it's not did you want to talk about distance yeah i looked at the distances i've been in fire service 31 years i've worked in all kinds of fire houses from the city in annapolis to down here we do typically put our our firehouses in residential neighborhoods we want to be close to population bases we need to be on roads that provide us good access because that results in quicker response times that improves quality of life at times it even improves property values because of the quality life that it brings to the community people want to be near public safety and in in our current firehouses we have one station that is about 65 feet from the firehouse and i got one complaint in the 13 years i've been here and it was because the trash company picked the dumpster up to too early in the morning so that was easily resolved we have a great relationship with our neighbors and i empathize that it can be a little unnerving to not know what a firehouse is going to bring but i would like for the board and people in the audience to remember that we're family people and we're living in a residential setting as well so just as we don't want a police car running red lights and sirens past our firehouse in the middle of the night we're not going to do it with our fire trucks we have down times where we turn the speakers off outside we ask the crews to not play basketball do things that will create excessive noise this is not going to be a training ground this is going to be people coming in for shift change in the morning quietly leaving the next morning and whatever calls we take during the shift so i think we have a good history in this distance between brent ridge and this eoc is even greater than it is some of our other firehouses so you've only had one complaint the whole time you've ever been in the fire department that was it the dumpster i've had i've had the two complaints the one about the light for the new house and then the one about the dumpster yes that's exactly right it's i'd say that's i love being part of the center grove community we have fire and ems personnel that have grown up here and they care about the community and they're good they're good respectful neighbors and as fire chief anybody in this community can pick up the phone call me or walk in my office and say hey i'm not happy can you please fix it and we will do our very best to fix it while still providing the best service that we possibly can that's what i that's what i like about doing life in this community and i'll make that assurance to anybody here tonight too so somebody had a complaint about this new firehouse you do your best to work with them and try to find a resolution certainly thank you mr hover any other comments or questions so i just i guess just one more of a statement or a comment as we've been you know working with both bargersville fire department and white river township fire department and in the county um as a whole the the county commissioners have expressed on more than one occasion their happiness and and all of the organizations working working together for a common cause and both bargainsville and white river protect our school buildings so us having a close relationship and partnership with them moving forward becomes i think even more paramount even as we you know continue to move forward and and investigate you know what do we do down at walnut grove and and some of the other school properties that we have the the other piece of the equation is 185 days a year there's 8 000 people within this two square miles um that's that's a small that's a small town or a small small town in a lot of cases and you know the closer we can put the sheriff's department who will have a substation in the building the fire department who have space in the building our own police department who protects those those buildings and the more those organizations work together and create a cohesiveness i think the better off in the long run the community as a whole is going to be when all those organizations work together so i've been asked a couple times what's the driver for combining this and you know when we when we built uh station will they move station 53 to the property there because they were being evicted due to i-69 you know it created some unique challenges for them and and we we began a a partnership at that point that i i foresee is continuing with both departments as we move forward i agree thank you mr alexander any other questions or comments for either chief pell or dr long chief pal i appreciate you dr long knew he's gonna be on the spot but i appreciate you uh coming up and being on the spot uh that's what i'm here for seeing no more questions or comments do i hear a motion mr president i approve joint escrow agreement and emergency operations lease i hear a motion do i hear a second i'll i'll second that thank you mrs toomey and thank you mr alexander all in favor of the motion to approve the joint escrow agreement and emergency operations center lease with the white river township fire department please signify by saying i i opposed the ice have it 5-0 thank you for your time thank you thank you thank you we're going to do some great things thank you jeremy appreciate it dr long you anticipate having the bids back in a couple weeks and november 10th is the day we open them okay so are you anticipating then at our next meeting it's the day we open bids november 10th yeah they haven't come in yet they'll be delivered that day they'll bring them usually in person and we'll open them that day and okay dr long do you anticipate then having a proposal at the next board meeting yes at the november board meeting that's our goal thank you thank you next we have a consideration of a motion to approve resolutions approving the issuance of bonds and an additional appropriation for the bonds presented by dr paul gabriel cfo thank you this evening we're requesting the board's approval of a bond issue in the amount of five million one hundred thousand dollars which we'll use for the purpose of uh maintenance projects and technology i'm sorry dr gabriel let me let me back you up for it a 10 28 hearing i need to officially open the hearing so i apologize i hit the reset button if i may this evening's board meeting has been appropriately advertised as a 1028 preliminary determination hearing on facility improvements equipping equipment and land improvements i'll turn it over to myself to run the hearing first i'd like to call dr gabriel to make a presentation about the projects the financing of the projects and the actions we're taking this evening he'll make a brief presentation then there'll be time for questions and public comment thank you dr gabriel okay as i was saying these uh this bond issue is used for maintenance projects and for technology we've been doing this since about 2009 every year as we look at our budget needs issuing a a set of bonds to assist in these areas these are typically paid off in two years so that every year we issue a new set but the the bonds from two years ago roll off as those payments go away so that it doesn't necessarily increase the tax rate to issue these bonds part of this whole process is is a careful analysis of what our needs are and mr taylor and dr long talk with principals and central office departments about what their plans are for the coming year and the result of that is a list of specific projects pam you can move to the slides so um these these slides are mostly part of our budget presentation that you would have seen at our last board meeting this slide shows the technology i'm sorry shows the maintenance projects that are needed totaling 2 million five 995 dollars and the next slide shows the technology projects that we are uh needing in the in the coming year totaling two million one hundred and five thousand dollars um and just a few things about the tax rate um our total tax rate is going to be going up slightly next year this slide if you can yeah show the whole slide that's good uh shows that are well our debt service rate has been going up slightly the balance of our rate has been going down slightly and the net impact of those two together is that we have maintained a level tax rate less than where we started in 2009 the next the next slide comes right from the budget presentation and shows you where we've been and what we're proposing we expect next year's rate to be just slightly less than a dollar three and then again just for comparison purposes we like to show this chart that shows how we compare with other districts in the county and we are pretty much in the middle of the pack which is the same spot we've been for many years so with that background information i turn the hearing back over to mr daniels thank you dr gabriel this is the appropriate time for members of the public to comment on the facility improvements equipment and land improvements discussed by dr gabriel are there members of the public who would like to comment seeing no members of the public um i now close this public hearing are there any board members who have any comments or questions with respect to the presentation by dr gabriel well i just uh basically what you presented are things that uh improve throughout the school district right that's correct this touch is not just one building it touches every building in some fashion or another yeah without raising the tax rate right that's correct thank you mr russell any other questions or comments seeing no more questions or comments may i have a motion to approve the 1028 preliminary determination resolution presented this evening mr president i move that we approve the resolutions approving the issuance of the 2020 bonds for facility improvements equipping and land improvements and the resolutions approving an additional appropriation for these bonds do i hear a second second thank you mr russell mrs toomey beat you to it mr alexander sorry about that that's better all right all those in favor please signify by saying i i opposed the eyes have it five zero dr gabriel we're not going to let you go away that easy next we're going to consider the 2021 budget and dr gabriel has a presentation related there too i turned the microphone over to you dr gabriel thank you if you can go to the second slide it shows you a little bit about the the progress of the budget on september 11th this was advertised on the state gateway website and on our website as appropriately needed to be done and then at our last board meeting we had a hearing and this information was presented been very little changes since then this evening we're asking the board to actually adopt the the various budgets and the resolutions that are included there i'm just going to hit a couple of of of highlights that are slightly different can flip the slide five our enrollment has changed slightly from when the budget was originally advertised our ultimate official enrollment on september the 18th was 8845 that's an increase of 95 students from last year next slide the the enrollment basis of the budget was actually 88.65 and the reason for that is that we closed the budget to any further changes about the middle of of august and that was our prediction of where we would end up at that time our enrollment actually was ended up being a little bit less than that our final enrollment so if you look at the the advertised budget included in enrollment of 88.65 our final enrollment was 88.45 that difference of 20 students impacts us by hundred and twenty one thousand six hundred dollars so that means we'll be short that much in our budget for next year uh and that's i mean the immediate answer to what do we do is that that'll have to come from cash balance uh so then if you could turn to slide 18 just uh i'm not going to go through the rest of the budget because there's been no changes since it was presented last month just like to summarize the key items there and that is that the education fund and the operations fund are balanced budgets our final m our final adm enrollment as i mentioned was 88 45 up 95 students from last year our estimated tax rate for next year will be a dollar and 2.6 cents which is up a dollar it was up 1.93 cents from the current tax rate and our estimate of the annual impact on a typical home three hundred thousand dollars is it would increase their taxes by fifteen dollars annually so uh last slide then uh there's a lot more information about the budget available on our website you have the website address here if you want to have any further information and with that i'd be happy to answer any questions we're asking the board to approve the budgets and the resolutions this evening thank you dr gabriel do i hear any questions or comments from the board well i just have let's just suppose we're dealing with cowood for another whole year how could that affect our budget um i think that if you look at it from two sides one is the income the revenue side how much money we have available it would appear that that that will have very little impact because the bulk of our money is based upon our enrollment that's already reported and we have built in a small decrease for the for the spring reporting in february when we report it again so on the revenue side i don't see much variation or much concern that covid would continue to impact that on the expense side that's where the big variable is and we have already expended or committed over 800 000 dollars in expenses do the various things associated with covid that includes a lot of things like the equipment to monitor temperature and cleaning equipment and personal protective equipment and additional staff to for cleaning when we add up all those categories we've spent quite a bit so the question is what are we going to spend in addition to that in 2021 and if that happens we've set aside additional money in our emergency account for next year and i i would hope that that would cover all of that without a problem if it doesn't i would say we'd have to go into our cash balance a little bit further for that i would certainly hope that won't happen and again uh that we we should have a cash balance over five million dollars so i don't see that as uh you know these are being significant issues so hopefully uh unless there's something that we can't see if it's just more of the same i think we'll be in good shape thank you mr russell do i hear any other questions or comments as it relates to the budget hearing no additional questions or comments do i have a motion mr president i move that we approve the 2020 the 2021 budgets for all funds as presented along with the following resolutions resolution to adopt the capital projects fund plan resolution to adopt the bus replacement plan resolution for appropriations and tax rate resolution for blanket appropriations modification thank you mr alexander those were a lot of resolutions do i hear a second i'll say it thank you mr alexander and mr hubbard all those in favor please signify by if you would like to compare that with your depository statement dated september 20th or excuse me september 2020 you'll see the ending balance for all banks is 5 million 271 596 18 and you'll see okay and any person who has requested individual notices [Music] god uh it is a difficult situation and i know they are making the best of it so i appreciate everything that everyone does all the way to the bottom you know you take it one day at a time with dr dress hi good morning all right [Music] next up is middle congratulations congratulations and we're moving on to the high school with mr smith congratulations now we'll move on to the gem awards and we'll start with um uh all right now congratulations and we're going to go to small school and forever [Music] um congratulations uh [Music] congratulations next up is mr smith [Music] computer science and formal um he is a teacher a learner a cheerleader and a coach mr roman check the manager for himself [Music] areas congratulations um mr smith how many appeals did he successfully have for graduation um unfortunately [Music] so which is good for us um we'll make a dramatic number shortly um moving on [Music] uh um based on census data so low income families schools qualify for their funding based off of freely used lunch numbers title one follows from the us department of education and um the department of ed allocates the funds to boundaries based on the number of low-income students that we have the title one school spend the funds allocated based on the annual school planning system each of our individual schools in the district develops their own plan based off of their goals and their needs um boundaries districts we can implement a school-wide title one program so what that means for us is we service all of our students based off of data so students who need additional support within the classrooms and we must provide additional resources for students often when we talk about title one programs you'll hear the words um supplement not the plan so we cannot use funds to pay for our core programs we can't replace things um programs for example like summer or after school programs parent involvement professional development we use our um to upgrade the entire educational program um our funds are used to serve all children in order to raise academic achievement and our fundraisers provide additional assistance supplemental instruction it's after the direct instruction occurs it also varies depending on the needs and ages of our students um we focus on the critical areas of effective reading phonemic awareness chronic fluency vocabulary development and comprehension we also focus in the higher grades on mathematics asi which is our academic support instructors we have these at eighth grade level they provide both in-class and pull-out instruction they receive additional professional development throughout the school year they communicate constantly with classroom teachers and other specialists that work with children they do not embrace um as an afi teacher now this year um and they support the school district's instructional program by collecting student data so they will use the vra3 they'll use the linkedin assessment they may use assessment they may use a um you know they analyze that data they look for gas and student achievement and then those are the students that they serve there were collaboratively and fashion teachers and grade level teams um they employ daily instructional and interventional strategies to address the student's needs under the supervision of district administration um we develop and deliver instructions leaders have been identified um we also make sure that all of our students that qualify for our academic support also go through the inrs project uh process so that you can maintain records and documentation on services may focus on literacy and mathematics although we may provide additional services science and social studies instruction pull out services center primarily targeting student deficiencies and utilizes specific um instructional strategies or interventions specific questions or concerns on his parents households they can be addressed by the classroom teacher or the asi teacher through account conference times for at any time throughout the school year parents are encouraged to constantly or continually reach out um as well as the instructors reaching out to them so asi will always outline the skills the child is revealing um they're there to help parents understand what skills should be reinforced at home and it's important to note that intervention time and materials are adjusted according to individual students needs so they may not necessarily coincide with the direct instructions happening in the classes it depends on what deficiencies we're seeing in the students each school create elite um will develop their own plan we have this plan foreign we've developed programs that add to the regular classroom instruction and we try to increase plan involvement in all aspects the school-wide plan is developing with input from various stakeholders so we're required to conduct a comprehensive needs assessment each year to identify student and staff needs and to determine appropriate programs so the stakeholders um this is made up of parents and guardians uh the principal of each building teachers in the building other staff members students and then we also try to involve um outside community members and organizations on our team how can parents be involved well we have a building base for white crime building um we also have this fall meeting that we're having in the spring we'll have another meeting we have a parent academy of success right now we're putting together a couple literacy events that will take place hopefully um in person but right now it's looking like virtual um over the winter months uh the principles usually have meetings with coffee hours um we also have ongoing communications such as email home uh the essay law requires that all title one schools and families work together so as i said you can become a part of the annual school planning team um you can have school-level political involvement meetings and we have a private school contact uh descriptions of these are all posted on the district's website as far as our obligation will be convened requirements that's what's happening tonight we also need to offer meetings and flexible time so those for our um and we're also supposed to provide parents upsetting our students with timely information and that's why the district's website is key here because everything will be posted there in english and spanish as the documents so three things that you should look for on the website it's the parent right to um all of our teachers are highly qualified and we certify that on the website as well we also have a parent contact which and just some things to remind you you're your child's first teacher you have the ability to influence your child's education more than anything and you know your child best so it should be a way on communication share information about your child as well as sharing um you know things insights that we have these are just some important links related to training and that's it if anybody has any questions i'd be happy to answer them for me um and if not on foreign this year we also spoke to um the county office because we do have um staff members who are working alongside another staff member so for example an esl teacher may be co-speaking with an elementary teacher as long as that elementary school certifications and dsl teachers supporting that destruction um [Music] um [Music] um you know there's a number of different things to talk about um a lot of good stuff [Music] um him about the extra prep and um that two teachers were asking for i'm just wondering why is only two teachers they have a fifth fourth or fifth preparation by contracting against two thousand dollars [Music] um yes yes six personal resolutions [Music] any questions that was done last year at high school um they decided to try out four hours for kids um that seemed to go pretty well last year um [Music] um you know skipping out in fact so there there are consequences to that regularly um just let you know that this past saturday has come is um [Music] is yes [Music] yes moving on to 7.1 while the superintendent recommends for approval the resolution is outlined um [Music] um yes [Music] okay so from march to june [Music] um [Music] um [Music] um after thanksgiving given the fact that other districts are worried about not only the staff needing the safety and having failed family gatherings but students leaving the state and they i back to school i don't know what happened right um [Music] is that are [Music] i talking about literally [Music] different sizes here there's a lot of high schools [Music] that's how it is just constantly [Music] foreign teachers were already [Music] really what you want to know is forget traveling are you seeing anyone else that's outside your household are we now asking every night they go home who are you singing tonight and you know i don't think to go someplace but um not going to um what we're finding in school is we hear the stories of the kids where they're going yeah thanksgiving traditionally college kids come home what group of people have their problems right now it's the younger people that are in social settings that's the college age kids the 20 year olds that's that's part of the concern and that's just what i wanted to add it's not necessarily that we are planning on because most of us are locked down on the weekends it's the people that are coming to the house as family and you know they have a tendency not to wear masks when family is around and they say that the number one uh reason why people are that the numbers are going up is because of their small family social gatherings and that was the concern for the events again yeah i mean today you know about being diligent um [Music] the protocols [Music] which is what most of the colleges that i have uh you know if you're gonna after christmas [Music] and everything else stay at home [Music] a reminder second order um you don't know that um is every distance the last thing i heard was they were on their way together i know but you're gonna need time later that's the highest okay so i know the number looks large but when you break it down by classroom so i know what i'm saying is not the popular statement in your hands [Music] now here's the other problem i can open up the mouth there in the attic but it's not going to take care off yet it's not going to take care of the middle so you still have two holes where you can't fit those um to make it work right it's the same concept at lafayette and at the attics because to me if you're going to do it at the middle school for one or two kids what's the difference if you do it at each of those other questions well if you're not going to do it then don't do it and then at that point in time then it's very simple you're going to probably be yeah and if we're going to go we got to notify everybody out there and um there's going to be an increased concern is [Music] you gotta remember [Music] another big area somewhere i think you're wrong i think parents will say i need my kid to go somewhere i i have to work and they'll put them there i don't even know if it's a real option i'm just saying again [Music] right and then what you're doing is pulling a couple kids from this so you're pulling them away from the teacher they've been with them such a yeah in terms of then backlash they're not in the building with their friends they're they're not getting special they're not getting this they're not getting them [Music] it [Music] well how does everybody i personally feel like i why don't we do this is [Music] some sort of mock-up for you to show you how to work [Music] you know when everybody asked the first goal and they had that high number my hardest thing to tell you furniture um is um here's what we're doing are you coming or not that means these numbers still could change which which i know is impossible to do i understand i'm not saying right or wrong absolutely no that's what i mean no matter what you say these numbers are going to change on november 16th i will come back with a plan and if i can do it i'll tell you i can if i can't hey how's that and whatever it is fair enough well 159 is maybe this is my fault i really avoided putting some of those things things cost a lot of money um at the same time station new jersey it's amazing to me as i sit here how many of you were students while i worked here and how many of you who i've had your students that being said i wanted to take this opportunity as i enter this new phase of my life called retirement to thank each of you for the opportunity to have worked for the bamboo school district for 27 years i am fourth generation downwork my children fifth generation they went through school here my mother graduated from here and so my heart and my passion for bamboo runs very deep as a matter of fact my youngest son was a bandwidth police officer dan we have worked together for 17 years and while we have agreed to disagree at times we have always come out respecting each other's opinions most of the time mr smith who has a heart bigger than anyone can know you have been a pleasure to work with and i wish you nothing but the best in the future to all of the staff in the district at a time when education is so unsettling and there are so many unknowns keep doing what you're doing and know that we appreciate it i am going to miss all of my personal interactions with many of you and hope that in the future in the not too distant future i will be able to visit the school and attend events but in the meantime i wish all of you to be safe be well and remember in the words of nelson mandela education is the most powerful weapon which you can use to change the world and once again i want to thank you um in a long time since i've been to a board meeting i'm not going to be coming to me anytime soon and i try i do not envy you guys and what you have to go through and making all these decisions and so to all of you also be safe and be well thank you um [Music] one three yeah i will be full i don't all the know hmm so um hey um down there yes medications is yes the whole meeting

guidance and all individuals are required to wear face covering at all times while in the school building we will be accommodating those who can't wear a mask by live streaming this meeting at wwe so will be read during the public comments section of the meeting the directions to submit a written public comment are listed at the top of the meeting agenda we certainly recognize that wearing a face are permitted the board does not participate in discussion during public comment follow up to your questions or concerns will be addressed by administration through the contact information provided on the comment card uh jared plogger 2776 la jolla court aurora uh first i'd like to thank everyone here for doing their due diligence when it comes to our students and serving our community i thank you i do want to make sure the record is set straight on a few things a few weeks ago during your discussion on the state of our financial situation an off comment came up that the state had no plan to address the economic woes that paint us this time that's not correct there is a plan now you may hate that plan but they have one the plan to fund the evidence-based formula fully is to institute a progressive tax aka the fair tax you may hate it but it should be noted because part of your deficit plan is an expected increase in ebf funds while many of you oppose that progressive tax there isn't really a plan for that increase to happen without either the progressive tax or a very large across-the-board tax increase on everyone under the flat tax this means on november 3rd we may find out real quick if that deficit plan you have is partially null and void if you are one who does not support the progressive tax that is your right however if you do not and it fails i hope you will push for a more honest deficit plan for the citizens of 308 to see which brings me to my second point the current fiscal year 2021 budget for the state of illinois is based on borrowing from the federal government if another stimulus package is not passed there could be cuts this fiscal year this is not something you have factored into your budget you may not see five percent of your ebf funds this fiscal year i don't remember seeing this in the budget presentation either which leads me to another confusing point you see i sat with many of you when we made our huge round of cuts last time during that it was clear we didn't cut nearly as much as you would have liked brent and now you have changed your tune and stated you only need to cut two million dollars you said this before you voted against the levy if two other board members had agreed with you and mrs swanson would we still have only needed to cut two million dollars we both know the answer is no you would have needed to cut more we both know that to make seven million dollars worth of cuts would probably lead to a pounding in an election year i hate going this route my son goes here too at some point i have to advocate for him and go to the source of what is creating issues here this rhetoric is damaging the integrity of this district brent when you say you don't vote for deficit budgets that isn't true on september 24 2012 you voted for a budget with a deficit of over 5.5 million dollars that your board at the time worked to cut two million dollars from it started at 7.5 million dollars this sounds familiar to this current year that was eight years ago eight years later there is still not a list of cuts in hand when board members decide to vote no on a levy why at this point reluctantly the current conversation then was to dipping into reserves back then uh where is our goal for building reserves don't blame kofi for fiscal year 2013.

this is the theme and we are stuck on replay and the rhetoric and actions are a good part of the blame for those at home please pay attention to this part because in april we will have a new board if this new board decides as mrs swanson states i'd rather make cuts than raise the levy this could mean making cuts annually of five million dollars like this year each of the next eight years if the goal is not is to not levy again until we can guarantee a reduction in property taxes that's how long we will need to wait until these bonds lower the overall amount we pay if your goal is to view property taxes this way and fight funding ebf you are looking at cuts between now and 2028 of roughly 40 million dollars you can't afford to do anything if that is your goal if you're serious then these cut options should be showing up in the finance committee so people can see them every year as an alternative to the levy do not tell the public you have to do the levy fur first you've been making cuts for eight years at this point don't vote on a levy or cuts mrs swanson vote on a levy or higher class sizes or a levy or eliminating athletics or whatever it is you know it is something don't pretend you have no idea you may have to make cuts if you don't pass a levy after eight years really because you are sending the wrong message to the community if these cuts are viable options why aren't they being discussed in the finance committee before the levy vote either you are not being transparent with the community or you are not being honest with your base which continues to ask for cuts instead of the levy our students deserve transparency not politics at play up here thank you tracy johnson as cases rise in our community and in the suburban chicago area how was the district reconsidering or adjusting the reopening plan for elementary students as a parent i'm deeply concerned that the planned fall reopening coincides with higher case levels and therefore may be unsustainable item 5.1 board member comments start this side of the room anything uh i'll save mine for my committee update okay i don't think i have anything updated well i'm sure mr blogger would like me to respond but he's left the room so i guess i won't all right i'm just going to make this comment because i know people watch from home and and i think that the last meeting we had was a tough meeting we have concerns about reopening school for every reason covid kids falling behind social emotional issues the expense the safety which really should be still our main idea um but i just want to say as a board member i think we have to continue to communicate among the amongst the board members and also encourage parents and community members to to communicate with us to let us know how it's going at the different stages i've been trying to reach out to people to find out how it's going for their kids and their situation people are being very patient in good sports and supporting their kids and i i cannot say enough how much i appreciate every parent that works hard with their kids that does everything they can to make sure they get the most out of whatever school experience they're in because we cannot educate without parents we cannot educate without families it doesn't even have to be the parent somebody has to try and care and get that kid to where they need to be and to to make this communication happen so people who are frustrated who are listening to boardman board meeting tonight i would just encourage them to communicate with people in the district the principals the teachers the teaching assistants anybody that you think is going to make a difference for your kid to help them so that they can get through school and have a good experience communicate do it it's there's no problem with letting people know i've had people tell me my kid is so fragile they have all these problems but i don't want to say anything i don't want to tell the teachers or i don't want to email and that is the very thing that you should do that you must do because you have to make sure that your child is protected and kids don't have a way of doing it for themselves so please if you're a parent communicate whatever it is you need people to know about your child and seek the help and then if you don't get it let somebody know that you didn't get the help you were supposed to get or that you were expecting all right thank you item 5.2 board committee reports let's see we have so you wanted first no which one was first the equity committee yeah i'm ready okay um oddly enough the main idea for the equity action committee also was communication um we met for the very first time with this committee and i'm really excited about this because i know that people have certain parameters that they think about equity in and i just want to break down those boundaries and say this committee is about equity in a lot of different directions it's about ableism it's about getting kids help when they have special needs it's about getting people to see beyond your skin color or your dress or whatever and just get to the the heart of the issue which is what kind of person are you what kind of learner are you so at the committee we had an intro activity which was very interesting kind of getting to know the people on the committee to see who we had and we really have a great group it's a lot of nice interesting capable experienced people and having said that we didn't have room to put everybody on the committee because the original dei committee that this committee drew from in part not holy was huge and so we had to choose about 20 plus people and we did and we we did it conscientiously i'm i'm happy with what we got um we had a get to know you we had some public comments we had the meeting set up for people to attend electronically if they could not come in person and so then we have the separate seating arrangement that we have now so it was very safe but what i really thought was great was we had it miked and we had the technology to make it so that people online could participate people that were there in person could participate and you could hear each other there's some suggestions for how to improve that that should happen too and people are looking at a statement uh which we got a draft from naperville but we're looking at our own ideas about how to draft a statement on racial issues and how the district stands on making sure that that does not become an impediment for kids getting a good education in 308 so miss kroner do you have anything else that you can add about what we went over we it was not a long meeting nor was it a complicated meeting we ended two minutes late so that was pretty good and we have an update coming on a little bit well the update tonight is from the dei which is not the same thing um yeah no i thought i am looking forward to being on that committee i think it's great and yes and i would like to thank latonya samilton for doing the work that it took to get that whole thing together for us the other night and making sure that it went very well so thank you very much all right finance and facilities all right so at our finance and facilities meeting we um had a presentation by our um benefits company that does the provide their benefits just to talk about you know what our current benefits structured if there's any potential for savings in that area and it was very informational and helpful and lots of great questions were asked i think benefits are a very complicated topic and a lot of people it can be confusing for people and so i think communication surprise is gonna is key um with that as well and just helping people to really understand what their options are and how they can make their benefits work for them and i think that was is something that we've kind of asked them to look into what's a way that we can continue to have great benefits packaged because that's a big draw for our employees we don't have the great salary options perhaps compared to other districts we have great benefits and that is something that doesn't always have to cost a lot of money and there are ways that maybe we could continue to provide a great benefits package but also save the district some money so just nothing in that regard is something that's going to happen overnight you know so all of that is in the future um we did not have any public comment big surprise but one good thing that we did have was we had an update on our bond restructuring which had just happened i think that morning and mrs tyler told me that i can go ahead and make that announcement um so in our initial presentation we had estimated a savings of 13.6 million through the bond restructuring and our actual savings is 15 million because they sold very favorably so that's pretty yay so what that translates to is a little bit of a savings in property taxes which is always good um yeah that was it okay policy and legislative you wanna i'm gonna give you the quick two dollar tour yes please um so we have several that are on actually you know what a lot of these we can mostly talk about when we do the agenda the ones on the consent agenda everybody was fine with there was one and i talked to teaching and learning earlier this evening about policy six colon one three five which talks about advanced placement um and just kind of kicking around some ideas about junior high science um that we'll revisit at some point later on down the road um and the rest of them we'll talk about when we do them for information unless you got something you want to add real quick but everybody was fine and we ran super late and valve runs a good meeting it was good no there was there were there were a number of policies to to go through there was good conversation on a lot of them um to take the time to do the read through decide can we work our way through these should they move up to the board or do we really feel that teaching and learning should take a look at it revisit it and go on so um fortunately most of our members were able to stay the extra 15 20 minutes afterwards so we can get that done and push through the agenda so it's a really good group that we have in policy and asking a lot of good questions all right superintendents report 5.3 well good evening board tonight i have some good news to share each year the illinois state board of education holds the annual those who excel dinner at banquet in bloomington illinois to honor illinois educators i was informed by the illinois state board of education that the following individuals teams from district 308 were recognized for award this year jackie busher blank parent meritorious service award for the category of community volunteer tyler haymond principal of plank junior high meritorious service award for the category of administrator josh johnson teacher at triuber junior high meritorious service award for the category of early career educator katie lund meritorious service award for the category of student support personnel the oswego east wolf parent teacher organization meritorious service award under the category of team and allie wooden teacher at boulder hill meritorious service award under the category of classroom teacher so uh though the annual those who excel banquet uh it was supposed to be held october 17th unfortunately due to the ongoing covet pandemic with restrictions in place limiting large gatherings this year's in-person event was cancelled but i am told that isbe is working on an alternative plan to honor our outstanding educators sometime after the new year most likely virtually so congratulations to everyone just mentioned another congratulations yes another congratulations goes out to the oswego girls co-op swim and dive on winning the southwest prairie conference title for the 13th straight year in a row they also finished second at the sectionals this past weekend so congratulations to the entire team and another great season congratulations to them yes 13 straight conference titles that is amazing and also last week was principal appreciation week uh and the friday was principal principal appreciation day so i wanted to take a moment to thank all of our 308 building principals for all their hard work dedication to the students staff and community of 308 you know we've got a great group of building leaders and during this tough time they really can't hear that enough so happy principles appreciation week last week and principal appreciation day and finally last week we had hundreds of students uh begin in-person learning i had the opportunity to visit a handful of schools and i had uh it seemed like everything was going very well i talked to with a lot of teachers and i talked with a fair number of students and everyone i spoke to that i spoke to was happy to be back in school so that's my report for this evening thank you mr bauman thank you okay moving on to consent if there are no questions can we have a motion to improve all items under consent i make a motion to approve all items under consent including 6.1 minutes from the board of education meeting on october 13th 2020 open and closed session and 6.2 to approve board policies references and legal updates section 5 general personnel five colon one five zero five colon two hundred five colon two eight zero section six instruction six colon one three five section seven students seven colon four zero take a second mrs moyer aye mr lightfoot aye mrs croner aye mr bowman aye mrs swanson aye ms morgan aye motion passes 6-0 okay item 7.1 our board policies for first reading the policies above are being brought to the board for our first reading this evening each of these policies were looked at at the last board of education meeting or board of education board advisory committee meeting are there any questions policy two colon 105 was actually being pulled back to committee for further discussion and wording so that we'll come back to the committee for work okay five or discussion or are we moving on we can yeah absolutely you have a question absolutely which one um so at our policy committee for 5 120 it was employee ethics conduct conflict of interest we had discussed pulling out tutoring because it was covered in another policy um we wanted to add a definition which was in another place so thank you maureen lemon for that and then um we have another question but i'm pretty sure it ties to yours so go ahead yeah so my my question there is well twofold first of all some of this language here is in a different color and underline is that additive or is it changed text does does it exist now or is this new under outside employment what is in yellow highlighted will be removed before it's approved what is in any color other than just the black font be it red purple blue is is the red line okay so that's this is new new language being added to the policy yes okay so [Music] i guess i have a question around how broadly or how narrowly narrowly we are trying to um curtail outside employment because you know as i read this i have questions like so how does this affect the baseball coach who offers private hitting lessons over the summer to a student who might or might not be on their team the following year how does this affect a band teacher who may offer private lessons outside of the school day but in a school facility how does this affect a accompanist for the choir who may work with students on a fee basis outside of the school day are those things that were considered and does it is there does there seem to be a problem or are we trying to eliminate all potential conflicts because i think there needs to be a happy medium right we were our goal was to protect both the teacher and the district from any financial or accusatory conflict of interest again so so again there is in policy already a language regarding tutoring for for a fee to a current student and that's the way my record my my understanding is that it is a current student of that teacher that they cannot tutor for a fee the language that was added was in fact kind of narrowing down the language more so as it relates to some of our special needs population where some of the the students that are receiving more care more hands-on caregiving during the day and that is being carried over into the home home scene where that teacher ta is actually at home doing babysitting and caring for a fee to that student that they are caring for during the day and this is to protect again the employees in the district if any any accusatory action should take place while outside of the school so as far as private lessons and tutoring it again the language is for current students of that teacher so have i i i know the answer i'm not i'm not pointing fingers but and i know the answer have we has hr spoken with any of the teachers that this is potentially going to affect i do not know if i guess broaden it because if there's somebody that's acting against policy it's against policy right so what kind of conversation the disciplinary conversation or what type of conversation should we inquire again i i know that we we have we have teachers in this district who are part of the music program who offer private lessons those are instructors of that student right in in you know the high school level we have multiple instructors so there's the possibility of it being but but generally those instructions are happening on say their instrument of choice or specialty right so then there isn't the opportunity to say well this student has this teacher so you can only take a private lesson from this teacher if that teacher is not proficient on the snare drum then well i guess the safest way to look at that is that there is a policy prohibiting that and there are several music there's like music academies locally there's music stores that have lessons out there that there are other avenues of private instruction that students can can pursue but i see what brent's saying as far as problems because if you have a student who's going to take music lessons and they have to choose well i could choose this teacher who's from the high school or i could choose this private academy person but the high school person is going to have to let me go as soon as i become a current student but the private academy person doesn't have to let me go because of this policy so that puts a problem in the way of some of these teachers that are trying to make it go well and also sometimes what happens is those private lessons happen during the school day as opposed to outside of the school day are they for a fee though because then that would be a separate issue if the teacher is giving lessons for a fee during this time doesn't do it during through the school nor through a teacher so but maybe it's worth gathering more information on maybe it's worth res researching a bit more just to make sure that we're not putting an impediment in front of people for no real so so then so i'm understanding then this will come back to committee for further discussion is there or how do we determine what activities are open for discussion which what type of tutoring is not allowable by policy which right like i understand i understand the reasoning behind the policy is you're trying to protect a teacher stuff happens and it's you know never intentional you could be the best of friends with this family and then something happens and it's a mess so i totally understand the line of thinking and the reasoning behind that policy but i also completely understand brent's point of view like we're trying to be the boss of everybody and tell people what you can do if this is on your own time then then how is it but as you're an employee i don't know if it's a private solution our job then if we're going to argue that for a music student how is that different from somebody in an ap physics class who needs tutoring from their instructor how do you differentiate between the two types of tutoring right because that teacher knows what's being taught in the class and so is it that teacher's job to teach them on district time or is it okay for that same teacher of that same kid to get paid to tutor them outside right i don't i just worry that we're getting so i guess my question would be legally though right right it's not just saying that we we cannot the addition to the policy has to do with those students that are getting more uh actually more personal and more um could it show favoritism if you're i i'm curious to know with the example of the band instruction in particular like are the teachers really doing the private lessons with their students i don't i think in ours my experience there's a list of we were provided at the same that my my student goes to we were provided a list of private instructors that are available yeah right and the teachers were not on the classroom teacher the band teacher was not on that list no no no well that's not the case at the high school okay i guess legally because maureen's not at our meeting what what i mean are our hands tight at all are they i mean what's best practice it is it is definitely best practice to maintain your tutoring for pay policy five colon two six one which has a separation that teachers may not accept tutoring payment for students who are currently assigned to them be it banned be it ap physics etc because it does create a conflict of interest that you know that i'm not providing the instruction during class but i'll get extra pay and do it outside of class that that's potentially poses a conflict of interest as well as the concerns that you stated of protecting all individuals from you know again other claims of something that might happen in the home outside of the school it blurs the lines which is what you're trying to address with the new policy separate and apart from the tutoring which is already in place so i guess it makes sense if we already have that policy about the tutoring to add something like babysitting because who's to say well we'll just call it babysitting and actually i'll be tutoring and you you know i don't know that's why you guys are on the policy committee and not well and that's why and that was the change because they're not tutoring they are actually providing personal care for their students and and these are moments that that really the policy is coming forward because these are leaning into very intimate types of care you're talking about some students that may need bathing and things of that nature so it is important to have this type of language in a policy and keep the the employees of the district out of the home environment especially in that type of function but is it i'm sorry can i clarify though this is it says um but that those does say state that it's on their roster on their caseload or otherwise assigned to them for supervision so could they could um if they did not have that st couldn't it be that they might not have that student um during the school day but they an employee of the district who isn't you know at their school in current right but i mean but but so in current care but um i mean but i feel like the point that you kind of made is that it is a you know so intimate situations you know if a if a teacher is going to or wants to offer tutoring in their their neighborhood for for a fee they can do that as long as the students aren't in their care so same as if a may perhaps a ta of some sort who is offering some sort of homebound care service in the evening can do that as long as that is not for somebody that they are in care of during the school day but but it but it just seems like if they were a former student um it it seems that there's still some i don't know like that it could still be a you know tricky situation but i suppose that you you know there has to be a line you know somewhere it just seems for those reasons a former student would be a similarly complex situation the language has provided us to us was explained the language that was needed for human resources to kind of do what they would do their job properly and effectively and it stays consistent with the tutoring language as well so i can understand that is there is there a consensus you want us to bring it back to committee or are we okay to go forward with the current i think it's okay to go forward unless we're bringing the other the other policy back to committee to re to to you know it's their tan it would go hand in hand if we want to make a change then i would think we would make a change really not to explain to the other one but and i we don't i wouldn't want to do that ready i i'm i'm concerned that we are potentially and i i really do not mean to focus on the band situation it's just one that i'm aware of because i had a student taking lessons from uh someone who was their teacher then has that policy infringement been brought forth to the appropriate people to i wasn't i wasn't aware that that was an issue um my my comment here is that while i understand i understand the goal i'm worried about the negative potential outcomes of us trying to manage for a potential possible problem that may not exist in every single area but if we have a policy and it does happen then we have something that hr can go back on if it happens and nothing happens from it because there will be people who will still get tutored from whoever right i mean whether it's band or choir or sports whatever right i mean you you know you like a coach you want tutelage from that coach but i think it i think our point at committee was it just gives hr and the district some protections i understand i i'm just i'm also trying to advocate for our students who may not be able to get to an off-site location who may need to have that instruction immediately after school because it's the only time that it works for the family or the student and but if it's right after school they're not getting paid right i mean if it's outside of the school day then they would get paid i don't know our experience even at the high school has been there's a list of tutors and you they'll come to the school like i've taken my kid back up to the school for the private lessons and it wasn't with his teacher though so i don't know and and for a definition of are the students just receiving 20 minutes of extra help getting through a piece that they're working on or is that student paying 30 for a half hour of instruction after school probably the latter and then it's a different conversation if we're talking about tutoring for fees on property but are we here to police the policy or are we just here to make the policy and if like you said it's here to make the policy there's other channels to go through what it boils down to is that the district is protected because we have this policy in place that says listen don't do this if you choose to do it like you said some people still choose to do it and take that risk and you know but we have the policy saying listen don't not a good idea tony no i think we need to move on okay okay are there any other questions regarding any of the policies that have been presented to the board for first reading this evening the only other one that we had at committee was six colon 280 the grading and promotion and this may or may not be one that teaching and learning also needs to take a look at yeah yeah all right that's it okay okay 7.2 7.2 we could bring up the powerpoint presentation okay good evening board item 7.2 is an update on the district's diversity equity and inclusion journey as you all know you approved the board of education equity advisory committee membership at your last meeting as you just heard the first meeting of the new equity committee was on october 21st so tonight latanya simpleton and i would like to update the board on diversity equity and inclusion and before we begin i'd like to congratulate the board for making the commitment to diversity and equity by elevating the importance of the conversation to the board level by creating the board equity advisory committee so the format for today's for this evening's presentation should look familiar as we utilized it in our last presentation to the board the road symbolizes a path the path has a past a present and a future so tonight we would like you to join us down the dei path as we honor their past speak to the president and look forward to the future latonya thank you can you guys hear me i'm smiling under here get real close yeah get real close because the louder the better can you hear me okay there you go that's good so i wanted to start out by just talking a little bit about what we the term we use in the equity space and we say that equity is a journey not a destination and we use that term because when you think about a journey and how it's defined it says that it's a long and often difficult process of change and development and so i'm always being asked is is equity work ever done when is equity no longer a focus or a priority and my response is always until all students benefit from the way things are that we should remain on the journey we should remain on the journey until the district's beliefs and actions and policies enable all students to have access to to participate in high quality learning environments and experience successful outcomes and until that happens we should be on the equity journey and so many of us have been on the equity journey since 2008 so our district started its equity journey in 2008 and we have committee members who are part of our dei committee who've been on the journey just that long i'm one of them and they're a group of very dedicated committed passionate people the dei committee is made up of 60 plus members they are parents and students they're teachers and retired educators current building and district administrators and other members of the community and so the work that we've been doing since 2008 um we're going to come to about 2018 and we're going to give you some i don't highlights no that's all right keep continuing some highlights of our journey since 2018 because there have been many great things that have happened since 2008.

and the budget replacement plan is a five-year plan this year we'll be replacing six 20-21 excuse me we'll be replacing six bud six buses first approximately seven hundred thousand dollars adding two additional for growth as we talked about at the work session um the capital projects plan which is from 2021 to 2023 covers all of our capital acquisition for three years as well as capital projects in nature that we knew at the time for the next three years um this would cover approximately 2.4 million in capital acquisition and capital projects in nature so these are the lighting projects the roofs things of that nature is about 3.7 million the the big number in there is the winfield renovation which we included as part of our process because we are aware of it at budget time the budget overall the estimates for 2021 are approximately 117 million dollars in spending only about approximately 41.5 million in tax levies if you remember we used to keep our tax rates around the mid 130s that's dropped into the low 120s into the teens with circuit breaker implementation this budget will keep us in that range when we get our final approval from the dlgf um concludes my presentation unless you have any questions thank you i've heard the recommendation to approve the 2021 budget is the 2021-23 capital projects plan the 2021 through 2025 school bus replacement plan and fund transfer from the education fund to the operations fund and the corresponding forms and resolutions we have a motion to approve so moved second moved by mr angel in second by mr hoffman have any questions or comments for katie miss ellie i'm sorry no questions all those in favor signify by saying aye aye aye opposed motion carries four zero thank you miss dowling and 4.02 is the approval to apply for and receive the cphs prime math professional development grant mr hartman thank you mr president uh last year or last spring you approved a prime math grant to initiate for initial implementation at crown point high school this class is for students that complete core the six credits which would be algebra geometry and algebra ii but then would need to take another math class that would uh in some way support them so that they would not have to take remedial courses when they enter uh the university or post-secondary education so this this grant is in uh addition to that continues to build capacity of our uh staff through professional development uh currently we have 35 students approximately that are in the class the prime math we anticipate about 75 so for continued development and supplies of the prime math class seeking your approval to apply for this cphs prime math grant through the state of indiana in the amount of ten thousand dollars thank you mr carpenter you've heard the recommendation as uh presented we have a motion to approve the move second this moved by mr hoffman and second by mr badger questions or comments from mr hartman you said we got the same amount last year yes we did it was just just underneath 10 000.

so the first milestone i'd like to point out is our equity context analysis process and that's just a fancy way of saying to what extent does equity exist in our system within the district equity context analysis is a data collection process by which 30 members of our dii committee committed about eight months of their time being trained and then retrained and and then actually collecting the data it took training to make sure they knew and understood how to interview teachers how to do classroom observations how to do walk throughs of the buildings the data collection process included surveys disseminated for staff and district administrators and parents there was a lot of collection collecting of data and after that data was collected it went back to electronically back to our equity partners the midwestern plains equity assistance center all the data was cold as well as data that was publicly available and then it they came back and facilitated a data analysis and meaning making day with those 30 people they took off work many many times to come and to be a part of this process with us and so as a result of the data collection process the the team determined where our areas of focus would be so they determined based upon the data that our areas of focus would be culture and climate student engagement and continuous improvement in inquiry and so those those three areas of focus have informed our strategic planning process today so number two is we established a a student cohort and the student cohort is a it's a leadership space of 50 plus students they are culturally and linguistically and economically and physically diverse group of students they are high school students and their service is to bring voice to what is happening in terms of the needs of for equity in our in our buildings they are the voice to determine and to speak for their peers about the equity needs and challenges in their buildings in their community um and so that pla the platform that we have provided for them will this year include eighth graders because there is a lot that happened over the summer and there are a lot of powerful voices that rose up and surfaced out of that number three is the high school students were seated as members of the dei committee so the the equity ambassadors as we call them because we're building their capacity to be leaders in the equity space and so what better way to be leaders than to give them a platform to practice that leadership skill and so they bring a very unique perspective to the dii committee and the dei committee work they they are they've said to us that they want to be more than consumers of the decisions that adults are making for them and so by being in this space we're actually making them collaborators and so they are having an opportunity um to amplify their voice they are they are having an opportunity to be engaged in the process and then for us as a committee to act on the feedback that they're giving us then number four is the students participate in the circle process so our staff and our students have been given numerous opportunities over the past year to be a part of the circle process and the circle process is it represents communities or a community when you're in the process and it what it does is it brings value to all voices because as we know um in a traditional student-teacher relationship there's a power dynamic there so when you are in the circle process you are all equal you are all on the same level and your all of your voices have value and so what i'm what we found is that in some of these circle processes there have been um some tears because our teachers spoke that they that their perception of a student's experience was not that student's reality and so it was a very eye-opening experience and so we're giving our students this language to communicate with their teachers with their peers with their community by giving them the skill set around the circle process number five is adult student equity workshop so we've we've given our students this platform about four times in the last two years and this platform is an opportunity for our students to be heard to and for the district and the schools to act on that student feedback so some of the um workshops have been have involved adult collaborations where our students are partnered with adults to find ways to center student voice and to create socially just school communities number six is the diversity equity and inclusion core team expands and so we have a core team of about nine individuals who guide and who guide like the dei committee of and the dei core team is a place where we build the capacity of our core team to be ambassadors as well because the core team is a um is an opportunity for those members to speak to their peers you know the other directors in the um in the system or other principles in the system to talk to them about equity and what that looks like and so we expanded the team and we included avid directors special education assistant directors and an um a and a justice social justice practitioner and by doing so it it allows us to push this idea that we want to center equity in everything we do we want to center equity in every decision that is made and so that means that every aspect of the system every department within the system needs to have this idea in understanding that when you make decisions was an equity lens placed on it did you ask the question who doesn't benefit from this decision that i'm making so when i say center equity that's kind of what i mean the spoken word elective so so for those who don't know what spoken word is it's like a lyrical art form it's um it's poetry with an urban flair how about that and this opportunity or an or an elective is the way we build um on our culturally responsive um offerings and so when you have an offering like this it speaks to understanding and being responsive to the lived experiences of all students which makes learning more relevant and effective so number eight a district-wide committee created of staff and administrators to develop and support climate for learning so this is the committee of staff and administrators that produce the climate for learning framework that was presented to you all i think it was in september by dr pajasic and so these the three areas of focus that i mentioned that came out of our ecap align with the climate for learning framework so the ninth highlight is um over the summer i guess we've all had a very difficult summer would you say and as part of that um our social worker team of about 60 staff members from the district approached the dei committee and wanted to collaborate with them in terms of supporting our students as they went through the summer supporting them socially and emotionally and so we um developed the circle process training for for them we invited in community members who were actually health professionals as well who we felt um were not represented culturally in terms of the um the members of the 308 staff and so we wanted to diversify that staff a little or the or the members that would be providing opportunities for our students to talk through all the things that they've been going through and so we did the circle process with about 30 plus district and community health professionals and now they are prepared and ready when they are called upon whether it's restorative practice is trusted adult survey i think we all know that the studies show that students have a have a better or different outlook on when they're in the building if there's a trusted adult with them or if they're if they have a trusted adult and so last year they did a survey um it was a high percentage of students participating in the survey where they were asked do you have a trusted adult and for those students who did not have a trusted adult the there were exercises and activities that were done in the buildings in each of the buildings at the high school level to make sure that every student had a trusted adult and then number 12 the superintendent releases a statement supporting the student voice and dei so dr sparlin in june uh released a statement to the community reaffirming the need for students to feel safe to feel valued and respected at all times he stressed the importance of diversity equity and inclusion and student voice and provided resources for parents to talk about race to their students culturally response to sustaining practices and teacher training so over the last couple of months we have we meaning the two avid directors and myself facilitated culturally responsive training for over 550 staff and building administrators to date and we'll continue to train as many buildings as want this type of training and as we find that there's momentum as we continue to train in different buildings that the word is getting around that this is great training for our teachers you know to be to be culturally responsive is when you realize that school is not a culturally neutral space that we all bring our own values and beliefs and norms and ideologies to school with us every day but the idea is to make those um to be responsive to all that anyone brings to the building you know our our student ambassadors they tell us that they want to they want their stories to matter so what that means is that they want to show up in their classrooms they want their their their exams to reflect their lived experience or their their the the text that they read or the discussions that they have they want they want to know that their story matters and that's what culturally responsive is when you when you can bring that to this to the to them so that they know that this is not just um your your ideologies or your beliefs or your values but their mind too and then student voice efforts showcased by the state agencies um so the illinois association of school boards featured our students this summer in august i believe in a webinar and it was entitled are you listening promoting equity and student voice through student voice at the board table and the the premise of the webinar was that students ha voices are creative tools and the process of creating inclusive school communities and they wanted to hear from our students about what that means to them i mean it was a very engaging conversation the participants on the on the webinar took away a lot of insight from our students and we got a lot of praise for that from from from iasb also our map center partners they hold our student voice efforts up as a model to 13 other states within the cadre in which we participate and they say that we are doing or including student voice and and that voice being one of the voices that's so important to change in a in in terms of equity focused school improvement so it's really important that our that our students are part of that and a lot of different districts are not doing that work so i we filled a lot of questions around what is it what are you doing and how are you doing it so we can you know we can take some pride in that so the climate for learning framework was introduced as i said by dr pajastic back in september and for for us in terms of student voice there is a critical component involved in the climate for learning framework and it's uh regarding youth voice and engagement and as part of that process our buildings will have an opportunity to implement component four around student voice and we will be supporting them dr pajasik's office and the dii office will be supporting them in terms of implementation and what that means is that they will have the opportunity to to see the vision for student voice and there are three tiers to the vision it's being heard collaborating with adults and building the capacity for leadership and we will be taking them when they are ready to to implement component number four in the climate for learning framework we will be taking them through that process and then of course the equity board advisory committee was established and i just want to give a shout out to the dei committee because it's been their their efforts and their work um and their commitment that has elevated this work to the board level and so i wanted to just give them a shout out because they they're they're they very much deserve it and let's see where we go from here this is dr silent all right well thank you very much latonya very well said and looking looking ahead number 17 represents the work of the dei action committee and how that work will be reported to the equity board advisory committee for possible considerations for uh recommendations to the board of education i think the process uh the for bringing items to the board is a very good one it allows for a lot of stakeholders and a lot of voices to be heard uh before they get before any of those recommendations get to gets to the board um so number 18 represents how i a superintendent in just a couple of weeks we'll be uh partnering with our student equity ambassadors that latin just mentioned previously and i and other adult collaborators will be working with students to identify equity needs and issues utilizing the youth participatory action research framework also referred to as ypar as we collect and analyze data identify research questions look at key findings and bring about actionable solutions to our stakeholders as you all know student voice is something our dei committee has been working very hard on over the last four last couple of years and i'm extremely excited to be working directly with the students on equity issues and solutions within our school system number 19 is how i will begin the process of engaging in critical conversations with staff on their experiences opinions and concerns to create a more equitable and inclusive climate and culture within 308 so i'm looking forward to meeting directly with employees groups to hear them fro and hear their from their lens and their experiences on what we are doing well where we may be falling short and how we can improve as a school district and latonya and i will be meeting with that group in just a couple weeks as well we've got these meetings all set up ready to go um and so the last slide is that is our presentation for this evening um a lot of information as you can see a lot of things have been happening over the last couple of years uh it's really a very exciting time and uh with it within the dei and with the new board advisory equity committee and as ruth and tony mentioned we had a great first meeting the other day uh the the group is a very diverse group it's going to be a wonderful group to work with and i just look forward to future board meetings when the port committee chairs will be able to report out to the rest of the board okay i'm going to do what my kids always do when you say do you have a question and then they just make a comment and they pretend that it's a question um when you were speaking latonya i got curious to see if there's any students on school boards so i looked it up and in the in the united states there's 20 or 19 states that could have students on their school boards there are no district boards that actually do in illinois as far as i could find and there is there is one which one west aurora you guys have it so this is 2014 so you guys were first maybe i think you know what i said i think they may be one of the they were the first yes they could have been and then nowhere ever there's some states that will not let students be on the school board which i find fascinating because it means they don't want to know they just don't want to know um and some of them are really horrible district or states as far as education so that makes sense that they wouldn't want to know um but i want to say that when i was doing the research i looked up to try to find an article about students on school boards and they said you can only read this article if you're a member of iasb right so we are as school board members so i put in my password and all that it turns out that the only article they have on students in on school boards is the presentation that you did this summer that's it so when i looked it up i was like oh i've already seen that um and i just want to say that i'm really happy about all this dr sparlin and that you know i hope that we will not in this same article they talk about the lowest form of student involvement is when kids are present but they're not really involved in policy making they only speak when they're spoken to and they do not bring any issues of their own to the group and then they say the best kind of thing is when they're in included because they've been elected by a big portion of the student body they have meaningful involvement they're actually involved in policy making and they're allowed to bring up issues so i guess my only question is is that what we have as a vision for our student ambassadors i think i think so and i don't know if latonya wants us to speak more about this but uh you know kids are in our public schools for 13 years and we talk about stu we you know you talk about student voice but um you know these are we're talking about you know ideas by the students for the students to empower the students in the decision-making process and when you include them in the decision-making process they truly have buy-in to what we're trying to accomplish here in education and i've seen it done and it's very powerful when done well and we're on that road to doing it well and i think it's understanding too because as a school board member i have understandings now that i didn't have until i got here right and up until then i could afford to say ah you should do this and you should do that and then when i got it tasted i was like oh you know what it's not that easy i think it's the same thing when you get involved as a student you realize oh these adults they're not just making it up it's not easy to do what we do on the adult side of things or on the administrative or teaching or whatever yeah student voice is important and it's a two-way street i think sometimes our educators see it as oh it's just what the students want to do but if you engage students they will you will get the results that you are looking for as an educator because they're engaged they're not just consumers of what we want them to do and say and know but they're engaged i mean these students you you know you from the dei committees the the things that they the their perspective things that we as adults don't even and i appreciate you saying that latanya because you're saying that like once you let them say what they need they learn more and they do better this is not a situation of adults are just saying whatever you want whatever you think is best you know to the kids you're saying tell me how it looks from your side and we'll make things so that you can learn so that you can get into your learning and do a good job need to admire yeah problem too so from that perspective now you're turning it back on them and say this is the problem admire it with me because when you do that then now you understand not only your perspective now you understand the teacher's perspective the principal's perspective the district's perspective and then now you have more more to work with in terms of forming your opinions i like how your you use the phrase inviting them to admire the problem with you because i think that one of the things certainly as a parent what i'm doing and then i think in our schools particularly at the high school level is we're not just teaching these kids reading and writing but we're teaching them how to become an adult so part of that is teaching them how to communicate their feelings or experience or struggles or whatever it is how to communicate that in a healthy way and then how to then engage in a discussion about that so it's not just we'll do whatever you say i think that's a lot of problems we have culturally right now is that where we lack the art of admiring problems together and if we can teach our students how to do that the sooner the better like how do you have an adult conversation which is respectful even if you're disagreeing we can discuss it and you don't always have to then end up agreeing at the end either i think that's valuable too so i think this is great and i'm so happy that we are continuing to make progress yeah and the framework that we're going to be using with our students that are going to partner with dr svarlin is the youth participatory action research framework and that framework actually allows the entire process by which you make a decision because remember i talked to you guys about the the student voice vision so it's first being heard listening to the student amplifying their voice and then giving them the opportunity to collaborate with adults where they're leading and the adults are doing the collaborating so they have they identify a problem they use the conventions of social science around um finding out what an answerable research question is then going about analyzing the data you know disseminating surveys or whatever they're what they want to do analyzing the data and then coming back with a call to action to some group you know and so this is all about us building their capacity to be leaders you know we talk about how you know we want them to advocate for themselves so what does that look like and how do you give them the opportunity to do it because they have a voice and we have to empower them to use it and when we empower them to use it then we need to know that we're going to get some pushback some stand up some hey but this is what you taught me to do and this is why i'm doing it so help me understand why it is or isn't right you know we talk about social justice advocacy these students tell us we want platforms for social justice advocacy to demonstrate our um agency as social justice actors i want that help me find that so it's a lot that they want i just want to thank you um and the committee members who have been at it for a really really really long time um you know i admire your the stamina and the stick-to-it-ness that you've kind of given and i'm really glad that we're in a in a place that we are moving forward um and i am hopeful and excited about you know all these next steps um so so thank you to um to all the committee members who have put in a lot a lot of work um and at times that have in in in times that have been not so satisfying and very challenging so so thank you i have a question i'm not sure because i'm curious so can you help help us understand a little bit more about how we're able to convert testing into the language and the stories that these students are asking for so obviously if we're talking about math that doesn't change unless we're talking about story problems correct well i think what they're asking for is if there's a teacher and he's speaking about math how does that show up in the classroom it shows up in the classroom when the teacher brings the culture of individuals who have made a contribution to math who are not necessarily um exposed or like um who knew about hidden figures before the show before the movie who knew about all those three women so it's like that's how you show up that's how the teacher shows that um students culture in the classroom by bringing in the people who made the contributions like there's cultures who have significant contributions in the sciences or whatever bring that to the classroom so i mean in terms of like it being on an exam like you know if someone you know not everybody went to disney world last summer when it when it was available we think we you know when we have privilege we see we don't us we don't see that as anything different that's just our life that's just what we do but some people some students don't get that but on a math test or or english test or whatever they're going to say something about disneyland and when you went there you know there were 10 cars and whatever it is those it's like so put something on there that would reflect another person's culture does that kind of make sense like there that makes perfect sense and maybe i just didn't hear everything you were saying because i was thinking about standardized testing and can i throw a word into your conversation yeah narrowing the achievement gap that's what i think about when you ask that question when we talk and we may be having two separate conversations at this point um but i didn't see a lot about that when we hear a lot about diversity and so forth and it's the different ways that different students learn and it and it's different for everybody so a group of students is going to perform differently on a standardized test than another group is and how do we narrow that how do we bring them closer together right well right well that's that's kind of where i was going is to say look i i i think that makes a lot of sense to make uh make things real yeah right so if we're if we're going to have a story problem about as you said a kid that goes to disney world versus somebody that you know has to go to the store for mom and buy some milk and how much milk can they buy that all makes sense to me what i'm concerned about is what you just hit on is that that last step is we're unfortunately constrained by the standardized tests that are prescribed to the district by the state of illinois or you know larger testing bodies how do we also advocate for that outside of our district you know i think i know faith is on the phone here and i know this is something that she would be itching to get in this conversation so faith are you there we can hear you fine yes you put it by the microphone there um so i know the question seems to be about you know how do you take some of the courses of action that we have here and still also um meet the needs of the bigger [Music] not only about the types of assessments or things that we do but even the curriculum that we use the textbooks that we do and a lot of that is really listening to the students in front of you i know we say culturally responsive instruction but it's really responsive instruction how well do you know the learners in front of you and how do you know your impact not just on aggregate scores but by individual students so i hope that you know we can keep going on all the pieces that we're talking about with the student voice and hearing those stories is one thing and helping them um [Music] i would like to see when you meet with the kids i would like to see a core group of teachers who are also meeting with the kids because you can ask a kid to write you a physics problem and you'll get all kinds of examples that you would have not think like i still have a question on my test from six years ago about a pet chicken and i would have never thought a pet chicken right but the kids that's their favorite question on the test right and that again is something that as you know as a white female i am not familiar with definitely you know the white part process includes adult collaborators and they would be teachers and individuals who can collaborate with them on whatever equity issue they identify so for sure so i don't go back as far as you do in the district but um um so i became involved in 2013 and back then at that point it's it's as if we were just kind of making some baby steps along the way on this path um some of them looking back may have been more symbolic than anything um so this the effort that it's taking the last couple of years to really get this moving the work that's being done the committee work your work everything it feels as if there's finally some traction taking place going in the right direction so it's a lot of great information and and we look forward to many more updates and hopefully a lot of wonderful responses from the interaction the groups the students and the administrators thank you very good thank you board for allowing us to uh present on that thank you latonya well done thank you all right item 7.3 is a transitional english course 7.3 is in regards to adding i should say a transitional english course so heather would you like to share us share a little bit about this course and why we believe there's a need absolutely thank you good evening my name is heather kinkade i serve as the executive director of accountability in high school so i'm here tonight to talk about our proposal for the transitional english course as part of the post-secondary workforce and readiness act the pwr was enacted in 2016 and there's several things focused on college and career readiness one of those things is these transitional math and english courses a few years ago we already implemented a transitional math course as part of the pwr one of the major barriers of post-secondary completeness was the need for students to take remedial courses when they arrived at college so what the transitional english course does it serves as a fourth year of english so it earns a high school credit but it allows a student to directly enter a reddit bearing course in college with successful completion see or better at the high school level it complements courses that we already offer we already offer dual credit courses ap courses but those courses especially dual credit requires sat act or accuplacer test scores so the transitional english course does not require the course the score so this does kind of round out possible courses for us to offer our students it is built on competencies and performance indicators where the competencies are ones required for successful completion in college it is focused on reading writing critical thinking and analysis as part of the content competencies and then the process competencies being metacognition and those essential skills the focus is on not only college readiness but on career foundation is in non-fiction reading with the course having at least 60 percent of evidence-based reading and writing where students are doing claim and evidence writing assessments on september 23rd a group of teachers department chairs building and district administration attended a session held by waubonsie where we were provided the information for this year's transitional english course wabonzi is now at the point where they are accepting applications for transitional english in which we have to get our courses approved for state portability so when our students attend schools in illinois that they would not have to take a non-credit bearing course our official application is due to waubonsie by february 1st we would have that then approved by march 1st our next steps we're here tonight to talk about this course for information but it would be for approval at our next meeting because student course selection for fall of 22 is essentially around the corner we do our student course request in november and december so that's why we're here tonight if approved we do have some teachers and department chairs from both buildings that would work on developing the units of instruction and performance indicators in alignment with the pwr transitional english framework that you've been provided i have a question does this cost us money so the only money potentially would be some additional resources the recommendation is not only are there resources provided by the state but they also recommend open source resources so that would be the process of which we would start building the units from there and then we would potentially have some additional resources based on the recommendation of the teachers but beyond that know that there wouldn't be any additional cost except for potential resources is this um does so you had mentioned the approval of through um wabonzi in that timeline but is this then applicable to other would this be able to be used by our students to other um colleges so this would be within the state of illinois within the state of illinois okay so any college within the state of illinois would accept these credits with a grade of c or above as a placement into like a 100 level instead of like an 097 because um without this course or proper qualifying scores they would have to potentially get extra class right correct a non-credit bearing course okay so that was kind of my main question because i one of my kids right now is in that dual credit class and that is no joke absolutely um not an easy class but and we do have that course that course is for college credit so that he doesn't have to take that level 100 class right which is the point of taking l so this would be so you can enter into that 100 level class yeah as a freshman in college students still need to take placement exams that would they need to take a placement exam um at the at the whatever college that was successful completion of this okay they would be able to okay now they some schools would potentially require an assessment for acceptance into the school but for certain schools require placement scores on top of that this would replace the need for a certain sat score a ct score in order to take the 100 level course um when you're entering as a freshman i think it's great because like i said i have a senior and basically what we were told is all of the senior level english classes are hard and require a significant amount of writing and it's not easy for a lot of kids so to have something that is going to help them learn but also help them get to somewhere maybe they thought was not a realistic option for them i think it's great not that it won't be a lot of writing too because i'm sure it will happen and it requires writing as you can see in the framework so so this class would be taught by our current staff at the high school level correct correct both high schools correct this would not be additional staff it'd be reallocation of sections so there would be less of a certain currently offered class and then potentially an addition of a section or two at each high school of this so we currently require four years of english that is a state requirement so we already have the fte to cover this course it would just be a change in the number of sections per course that we currently offer is this considered an optional course for students to take or would this be something during conversations with a counselor or other english teachers may be directed or guided that you really need to take this course if you plan on pursuing post-secondary education so this would definitely be a recommendation this would be part of the recommendation process right now we do offer as mrs croner mentioned a variety of senior english courses so the students can select based on the genre of study that they prefer but this provides an avenue that we currently don't have so i could definitely see this being part of the recommendation process where this course would be definitely recommended to a student who might not have the qualifying scores to take the dual credit because those other courses are not going to allow that student to forego that zero nine level class at the college level so i just want to make sure that or understand we're adding this class so what are what's the framework what is the kind of process for making sure the students are in that class that need to be in that class so that would be both teacher recommendation and also part of when the counselors are meeting with the juniors and doing their credit checks and review um this year we it'll be a fine line if we have sat scores available because we did not have like psat 10 last year so we're really looking at psat 8 9 from their sophomore year or to me their freshman year so it would be really looking at their performance freshman junior senior year in english and making recommendations and speaking with families and that's like she mentioned that's happening soon like i got an email i think it was today saying hey just so you know course catalogs coming you know get ready to meet with your counselor and like three weeks i think it opens up so it opens up on november 17th and then uh will close right around thanksgiving and then uh december and january will be the meetings with um students and families about course election for the following year any other questions all right thank you thank you okay moving on to our action items 8.1 any questions i make a motion to approve the destruction of the audio recordings of the closed session meetings from november 12 2018 through april 8 2019.

was that the first time that that was available yes it was any other questions all those in favor saying aye aye opposed coach carries 4-0 thank you now we have item 5 discussion report items we have 5.01 update on a facility study dr terrell so this time i'd like to come to you this evening with a report on our facility study give you a timeline and an analysis of where we are with this process so we continually review the opportunities for our students both programmatically and then also with our facilities and all of our grade levels here in crown point schools again looking at the annual needs of our buildings with preventative maintenance schedules and the priorities there as those change a big part that we've really looked at throughout this analysis and study has been the assessment excuse me of taft middle school looking at what we need to do there as far as the building meeting the needs of our students the overcrowding that is taking place in that facility and addressing those needs also with this it's important to point out that the district-wide facility assessment as all of you are aware began in 2017 has continued up to this point and so at this point we're really at the point where we're just coming to the culmination of that review and study and bringing recommendations to the board from myself cabinet our administrative team as we continue to work through the report that we receive i think it's important for you to note that as we've gone through this process there's been items that have been identified such as winfield that we felt like we being the corporation the board couldn't wait until we got to the end of it and so we already jumped in and are nearing major success points with that construction project at winfield as well we will continue to look at the facility educational objectives here within our corporation aligning them with the mission of providing a safe and secure quality learning environment maximizing the learning opportunities for our students at all grade levels appropriately manage and adjust functionality and meeting the needs of our students as our population continues to grow keeping in mind the anticipated future growth at cronkite high school and looking at the additional programs that we need to have in place for 21st century learning environments and then continuing to invest and preserve the facilities with prudent financial stewardship for the long-term investment of crown point schools as we have in the past so often a priority needs for our school district things that we're looking at right now um i think the main priority not the main the most obvious priority for our school district is the need to replace taft middle school not an additional middle school but replace the current building that we are in um i believe it was a board member bet who sent us all the article from the 70s that indicated that that was a major part for the school board at that time and the still list of the states building was old when i went there yeah so we need to do some things with that and so that is one of the main considerations we're looking at also we need to make sure that we're planning for the continued increase in student population as we continue to see our community grow it's a great problem to have how do we stay ahead of that so that we make sure that we're offering great facilities for our kids we also need to relieve some crowded and crowded conditions at our elementary buildings looking at that looking at the additions to classrooms and a couple of our buildings especially on the northwest side with an addition that's coming in there also advanced student opportunities at the high school we all know that the world continues to change we want to make sure that we're staying ahead to keep our high school as it was chosen as region best we want to make sure we're continuing to put ourselves in the position where we do the best we can for our kids and then we want to continue the priority-based preventative maintenance programs that we've talked about making sure that we're addressing the needs of our buildings to keep them in great shape priority objectives for all of our facilities again the function we want to make sure that we are able to maximize the opportunities throughout the school value we want to make sure that we're balancing the maintenance of the buildings how we move forward with buildings so that they're able to be easily taken care of the efficiency looking at are there some cost-saving measures we can do with our utilities and the buildings as we move forward again creating those 21st century schools with flexible and agile facilities so that they can adjust to meet the needs of our students and then the aesthetics again to make sure that our buildings are pleasing and appearance but also very functional on the inside for our teachers and our students as well so our potential solutions to meet the needs of where we're at right now is to look at a new taft middle school expanding the student capacity at elementary buildings expansion and updates at crown point high school and then addressing needs within every other building our two middle schools that we're looking at are going to be macarthur and timothy ball looking at the expansion and additional classrooms there and facilities and then every other building to you know elementary schools and then every other building within our corporation will be touched by the impact of this study as well looking at whether that be playgrounds whether that be technology enhancements within the buildings so that will continue to move in that direction also continuing our district-wide priority to stay on our maintenance schedule for other buildings so that we're keeping them where they need to be i think one of the biggest things that we're really excited about that's coming out of this report as we work with so many different groups the financial obligation to us everything that we're looking at doing right now will not increase our tax rate at all we'll be able to maintain the current tax rate the financial obligation that will come from this will be 10 to 15 years and we'll be able to pay that off it does not keep us from having the ability to address other additional needs as they arise so so often when you focus on a couple of buildings or a few things that you need to do you really pin yourself to where you can't continue to do and make the improvements in other buildings we're making sure that we're going to be able to continue to do that throughout our corporation and address those things as they come about it also positions us to handle the future increases in enrollment that we project and see coming on the horizon and puts us in a place to be able to provide great opportunities for our students and our community also provides resources for enhanced technology and stem opportunities in our buildings and again the great thing about this is again every building in our district will be able to benefit from the plan and the things that are coming through the study that we've had going on for over the last two years so that's just a brief update there'll be a lot more information a lot more formalized information that'll be coming to you in the near future as we begin to position ourselves to move forward with the study and then also the plan of action from the study any questions or comments that you guys may have i mean outside you mentioned a lot of things a lot of you're talking about new buildings you're talking about expansions increasing efficiency the value that comes along with that and and doing that all with no tax rate increase and you know every every building is going to benefit from it that's that's exciting stuff so very very pleased to be in this position i think it's real important to note that a lot of that goes back to the proactive approach that the district has had the board at this board and the boards before this board have had in our approach to what we how we go about business and think it's really prepared us for an exciting time coming up over the next two three four years here in crown point schools anybody else with any questions for dr terrell thank you for the uh thank you for the updates link it up last call move forward the information items and uh websites starting off with 6.01 we have the superintendent discussion groups um tom anything to update us on winfield still hasn't had a meeting in some time typically providing the facade improvement grants but as you can downtown they've done a conservative amount of paving this summer most of which was funded from uh fifth district fund so that money seems to be being put to good use thank you that's 6.02 he's got a nice nice new title this evening right chief academic officer now mr harper um as we approach the upcoming winter and the possibilities increase of school cancellations because of our recent experiences in cobit 19 it's been an opportunity to grow in our ability to deliver instruction i believe online or virtual distance so we are in the process of putting together some plans expectations to have distance learning in the event that we would have a school closing for weather or any other uh area so within that we're working with the the administration the cpea to devise those expectations and we're considering considering the of course the length of the ins the instructional day because this will count as one of the 180 days we're looking at when assignments would need to be posted when they would need to be due what kind of instruction uh instructional activities there might be uh um expected of our students as well as planning for the teachers we're also uh considering and recognizing that there are special services that are necessary accommodations for our exceptional education uh population so to make sure and try to accommodate all of that when we are closed so that it is a viable day of instruction for for our students so those expectations are being developed and we'll be ready for uh for that hopefully as long as it doesn't snow tomorrow thank you that's at 6.03 and the director of elementary education mr beerus thank you mr president and board members i would like to take this opportunity as it is my privilege to recognize our teachers support staff and administrators in a successful transition from yellow to green at the elementary level there was much work thought and time that went into preparing for rds schedule changes homeroom teacher changes buzz course packages that needed to be loaded finishing up with grades from our first grade period and it was just a true reflection of the genuine commitment of our teachers and staff who really made this a successful experience with some flexibility and understanding that none of us have been either taught how to teach during a pandemic nor to um be administers during a pandemic that was not part of our coursework but we really have all been hands on deck with a focus on quality education and learning opportunities for our students we continue to hear from parents regarding the strong partnership that teachers are forging through strong communication which i think has really been enhanced throughout this time and i am still always in awe of the opportunities for joy and for normalcy that our teachers are providing to our students whether that is recently at timothy ball there was walk to school which was a really great opportunity for our students to practice fitness for life our kindergarten teachers at winfield elementary did a virtual tour where the teachers themselves went more socially distanced since the students couldn't go to the apple orchard this year it was a great opportunity for students to get to kind of experience what they would have seen had they gone on a typical class trip we're in red ribbon week this week and again i just think it's a true testament to the commitment of everyone that serves in crown point community schools to see how our first three weeks in green at the elementary levels has been a success so thank you for the opportunity to share these recognitions and unless there are any questions i'll conclude with that welcome thank you very much mr hoffman i appreciate that thank you thank you and director of secondary education mr gene fermi this was more on mrs ramirez's level let me bring that up okay thank you mr president board members um today was our first day at the secondary level going back to our green model so our our high school saw 75 percent of the students come back to in-person learning and taft and we each saw 85 percent of the students return to the buildings and we know our secondary buildings house a lot of students so it felt a little bit more at uh moving the pace that we're used to in those buildings so it was interesting checked in with everybody everybody felt like it went really well i do also want to acknowledge our building level administrators our teachers and our support staff because it's so much work to switch those models and to restart after already starting for so many weeks and they just did a fantastic job to try to make sure that this transition does not affect our students education in any way shape or form so i can't say enough about all the hard work they did to make this happen and we're off and running so i'm going to leave some of the recognition for the great things that happened on the weekend for the the board members so with with our volleyball teams and stuff so don't forget those all right if there's any questions you mentioned something there was a question i was going to have uh so it looks like about 75 participation in back in school correct at the high school a little bit more at the middle school the middle school the middle schools followed suit of the elementaries at about 85 correct correct thank you thank you and we have director of exceptional education [Music] good evening mr warnie and board of trustees um i just wanted to give you an update on the work we continue to do as a result of our programmatic audit last year i meet weekly with mr hardman and mr jan fermi and mrs ramirez and that's part of our efforts to unify our systems instead of functioning in silos as separate departments we are including the growth of students with ieps into the school improvement plans for next school year looking at all of the interventions and data systems that are used and how we use that data what do we do with it both behavior and academically and then something i'm most excited about is next month will be our first parent advisory group so any questions you know i would just like to say that i remember from the audit report and the zoo meeting that we had that one of the issues was just functioning in silos so it's good to hear you report that you guys are continuously meeting as a curriculum group and forming more of a team so very cool thank you mr pascus and chief financial officer [Laughter] superintendent of school with dr terrell yeah so i'd like to start first brooke allen as you guys know has been with us now for a couple of weeks and it seems like in some ways it's been a day and another years it's been months the amount of information she's been able to help us with already has been really beneficial for our corporation we appreciate the work that she's doing there want to talk a little bit about covet green update and you heard from our directors already but one of the things i want to specifically go into so today we had a large number of students at the high school who were impacted through cobit and a lot of that is coming from extracurricular groups again from things that happen outside the building coming into the building we still are not seeing a large impact within our school day so in other words one student having it and then it being spread on a large scale like we saw today with over 70 students at the high school and again we're trying to work through a lot of that had to do with end of the year activities with sports teams trying to make sure that we are being proactive in our response to that so we continue to monitor the data points that are coming in to us the information that is being provided for us as we look at where we are understanding of course that positivity rate in wake county continues to increase one of the things that we are looking to do on our table that we have posted on our website that is updated daily and by friday at four to make sure if the school is still at zero impact so everybody knows that that will be updated by four so they can be assured that we're sharing that information with our public but we're looking at adding two additional lines on there we'll go back and fill in information historically that we have had as well the first line will be a student line and what that will indicate is students that have been identified with positive or for being positive for covet 19.
