provided to each of you is the same financial data but in a more condensed summarized version and as referenced on page one there were 519.53 filled full-time equivalents and 71 vacant positions as of november 1st for enrollment as of november 1 2020 asdb had 2092 students and as of november 1st 2019 we had 2104 students so a difference of about 12 students you'll see the details of the decrease on the bottom of page 1 as well as on page 2.

page 3 begins a financial summary based on the comparative data for october 31 2020 compared to october 31 2019 and what you will see is that the collected revenues for bfy are budget fiscal year 2021 of 4.1 million which is 1.6 million lower compared to last year's 5.8 million dollars the decline is primarily in our voucher revenues received as well as the loss of a majority of the ade federal grant funding that we've talked about previously which have included the title 1 title 2 title 4 as well as the idea basic and preschool grants so what that means is we have not been able to spend on those grants because they were not awarded which means we have not been able to receive reimbursement for any of those expenditures that would have been incurred on those grants total expenditures have decreased by about a hundred thousand dollars and most of that decline is due to the in-state and out-of-state travel although our expenditures are showing a slight decline from last year to this year we do have some other operating expenditures that were not originally budgeted for but the funding is being able to provide and respond to the coronavirus pandemic where we still are continuing to monitor and ensure our staff as well as students and teachers receive the equipment and supplies needed so example the face coverings and humanity shields and we're also improving the use of our education technology and supporting the distance learning on page nine of the report you'll see comparing actual revenues to the expenditures that i've talked about we are showing a deficit of 5.6 million dollars when you compare those actual revenues to um expenditures and so what that means in layman terms is that we've been having to use our june 30 available cash balance as well as our general fund appropriations again as i've mentioned before this really isn't of any particular concern at this time as we are still waiting and are expected to receive the voucher revenues for the month so there are no concerns there what i've had to do is just continue to monitor the cash balance as well as making sure that we're using other other funding sources until those revenues are received you'll also notice in this month's report because the first quarter basic financial statements were not able to be provided in the september 9th board meeting you'll also see the financial reports for the quarter of september 30 2020 and 2019 i include those reports on page beginning on page 10 and those reports consist of our basic financial statements which would be our balance sheet income statement as well as our statement of cash flows for the fiscal year uh with the ongoing cova 19 pandemic again it's still difficult for me to continue to draw conclusions about the potential impact to the operations for the year we are still continuing to encourage everyone to think about how to spend less as well as continue to try to implement continuous cost saving initiatives where we can and look at other available funding sources to use the team is still continuously working hard on processing payroll invoice payments and we're also reviewing and preparing our november or excuse me our july through november monthly budget package updates and based on all of the data so far they're not any immediate material concerns based on what i do know again i still continue to monitor our revenues expenditures and our cash balances very closely as well as watching our student enrollment and usage of the general fund appropriations so we will continue to plan for uncertainty as well and making sure that our expenditures do not exceed our revenue sources and any continued unforeseen needs or requirements created by the kova 19 pandemic will require expenditure reductions to ensure that we're fiscally solvent if there's no questions on any of the information presented that concludes my report of the agency's information and fiscal data thank you are there any questions or comments for ms cooper uh mike just i'm continue to be super impressed with the level of transparency that shayna brings to this um it's extremely helpful and she can answer questions um straight away it's it's it's night and day um i'm super appreciated and it gives us a very clear picture of what what's going on thank you uh thank you are there any other questions for miss cooper no okay uh seeing now we're going to go to 5.01 action item approval of superintendent evaluation um you uh all have seen in the executive content section of board docs the uh results of that evaluation uh that was conducted uh in the last few weeks um if there's any if anyone would like to take discussion of it um you know we certainly can do that ernie i just wanted to say thank you um five of the nine committed evaluations um those five valuations were put together into a summary sheet dr nancy alexander did that for us um just general summary and generally the evaluations provided evidence that the board continues to be supportive of the work that i'm doing as your superintendent and the work of our agency um the the highest rated areas were specifically on the leadership delegation that i'm good at delegating to the leadership team different responsibilities that i have good report with the deaf community um you also said that i'm really good at keeping you informed about the most recent policy changes about issues that are going on um some areas for improvement uh where i was rated lower one was i need to improve my relationships in working with the blind community another one was to bring together the board with the agency leadership team to have more collaboration between the board and the agency leadership team so um an area of focus which i am doing will continue to do is that continuous improvement of the agency the entire agency and that i need to continue to work with you as a board to increase your knowledge and understanding of the agency's work we've commented that in the areas of operations and finances that we've been able to demonstrate significant improvements and that another area that i need to improve on is to really focus on communicating with external stakeholders including the blind community there were several mentions of wanting to know more about the work that the regional cooperatives are doing you need to be providing more information related to that so that in a nutshell some other feedback that you provided i really appreciate you taking the time to do the evaluation and i will do my part to follow up on the feedback that you've given me thank you superintendent um if there are no other comments on that um we can vote to we can entertain a motion to approve the evaluation for the record mrs uk so moved i see a second uh all those in favor all opposed okay thank you um and the next item is going to be 7.01 introduction and possible discussion policies gc fca gcp and gcr uh ms murphy good evening board members you have before you the red lines of policies gcf ca gcg and gcr they were submitted to you for review um there was one question regarding some language about gcfca and i'm going to continue to work with um director pyatt to just get some clarification around substitute certifications they were posted on the website and i have not received any public comments on them and at this time i am available for your questions no oh no okay sorry um so uh miss murphy um before these come up for uh the second read we'll we'll have the answer to that the substitute uh yes yes and i believe that what you were referring to was reciprocal certifications and so what we'll do is we'll tweak the language to make sure that it's very clear that we're talking about substitute certifications right yeah that's that's exactly it yes yes and uh miss payat and i have a uh we're going to get together and just figure out how we're going to tweak that language on monday okay oh great thank you if there are no other questions that there's information items so we can move um down to 706 discussion of possible action items calendar for 2021 regular board meetings um i think superintendent right and you can discuss um part of this um i think we're really what we're doing is um looking at or the primary thing that we're doing is looking to schedule the work sessions in february and april but uh superintendent reichel yes and also just to put on the table the january meeting is scheduled to be in tucson um knowing that the the community transmission continues to increase we may want to exchange that to phoenix and to continue the virtual meeting until perhaps the summer that's the other so there was two parts to the calendar that i wanted to bring back to the board for consideration uh correct and and uh i think the other issue um and again i i understand you know the the covet situation being what it is it was looking you know much different in september it's looking a lot better and now it's not looking great um the other issue i think in july we have set that meeting for flagstaff and i understand there may be some difficulty getting space there but sedona looks like the better northern location or an area around in the sedona area um is that that also um the case yeah that's true yeah thank you for reminding me yes great so maybe on on this we would relocate the july 22nd meeting uh from flagstaff to sedona i i hope that by july we'll be able to to do that in person um you know we'll we'll of course we'll see um does there any issues with the february 4th or april 8th dates um or if we if we can't do that we can follow it up with a doodle poll and and approve it in our january meeting but if anyone has a an issue with those dates please please let us know now it doesn't look like we have anyone with an issue with that date which is great um and then moving to to phoenix is there any anyone with an issue of moving the january meeting to phoenix with the likelihood that that will be done virtually no okay um great so i i think if if that is all set then i think we would entertain a motion or i can make a motion i move that we um adopt the proposed work session dates of february 4th 2021 and april 8th 2021 as well as move the location of the january 14th 2021 meeting to phoenix from tucson and moving the july 22nd 2021 meeting uh from flagstaff to sedona second a second okay uh all those in favor uh i see mike mark uh lynn dean and mike manley uh any opposed okay great um so we've now made those changes uh leticia if you can inform the board of this seventh grade basketball game i know we did a lot of high school girls basketball so maybe this is just a learning experience this is only northside's second game so i mean we're used to seeing high school when we go to middle school just what's something that you could take away from this i mean it's definitely i know we're it's definitely a lot different announcing high school games compared to middle school games the pace is a lot different and the way the game is played is a lot different tonight's been a lot closer match up it's only a two-point lead for north side so going into this second half we're going to be able to see if they're able to pull away or if it's going to be madison trying to regain that lead and recapture a little bit that momentum they had in the middle of the second quarter yeah i noticed that madison came out in that second quarter playing great team defense so for north side what's some way to beat uh you know great team defenses i think they need to take a page from madison's book and get a little bit more pressure madison was just doing man on man press and that caused a little bit of problem for north side they didn't really have outside of one ball carrier they didn't really have that many able to handle the ball really well so i think they're going to be able to maybe try and put a little bit of man pressure on them and try and see if they can shake things up a little bit for north side though they got quite a bit of offensive rebounds so if they can continue getting that and keep getting shots to fall i think the second half might be looking good for them yeah i agree they just need to keep their foot on the pedal and try and increase this lead heading into the fourth quarter there you have it the inside of zach remember what this what the floor looked like last time i was in here that's probably my seventh grade year of middle school and i'm a sophomore in college now so i honestly don't remember what four looked like but i know the new four it looks pretty good i like the way it's the the faded in logo in the middle and the different colors of the core around inside the three-point line i think it looks really good i have to agree with you on that one about a 130 left to go here so zach when you played at central with the crosstown rivalry with central northside did you win both the year 7th and 8th grade or what was the series with that i honestly do not remember at all i literally i do not remember at all if we won or lost i couldn't tell you with me it did not in favor of us as both years we ran into a very good central basketball team as many of them are playing varsity basketball now for each of the high schools the first half once again was a lot of back and forth steals rebounds running up and down the court so we should have a good one in store for the second half as we are about 40 seconds to go until we start the second half all right we just got the whistle and we are underway here at northside middle school north side will get the ball to start the second half as we will switch sides the north side is going left to right and madison will be going right to left as number 12 morgan jarvis passed it off two pool and she takes a three and good a three ball ride out of the gate coming into the second half is good by north side the first points of the second half within the few seconds as that has passed through the low block and a push foul by number 21 alison coolhouse maybe a little touchy foul on that one but they called it so madison will get the ball back down low to the low post and number 12 kicks it back out to julia davis right idea but great defense by north side to tip that one away and stolen by a pool she's been having herself a game on both ends of the floor she's been playing hard so she brings the ball up the court crosses over to the right passes it off to morgan morgan's looking down low dribbles it back out that's 42 pump fakes on a three a free throw jump shots off the mark pool tries your shot and we have a foul so puts number 21 got the rebound and put a shot up to get fouled that's 21 allison cool house at the line for two as the first one is up and no good and she's ready to send her second free throw and it is up and off the mark strong rebound by number 12.
the number 20 is pushing the ball off the court crosses over to julia she takes her shot at a jump shot and off the mark and tipped out of bounds by north side because our first sub of the second half is for north side that is 43 coming into the game cast today flourish as they are staying in that 2-3 zone as madison's been more of a man defense so two totally different schemes number four julia has done most of the ball carrying for north madison as number 20 passes it back to number 10 and she does not pull it out number 20. okay kennedy roulette as she hit the line and great defense by north side and they will get the ball to s excuse me will retain possession as pool housed the ball crosses over to her left and does a little hesitation pulls it back out looked at a three but passes 21 is allison cole house five fouls for north side one foul for madison cross over and gets it to julia she takes a three and we have a foul by north side puts julia out the line with three free throws so she can cut into this lead if she can get all three of them to fall is that a six fouls for north side as the first one is up and long hit the back iron there she's been at the line a couple times back in the first half and let's see if she can get her second one to fall and that one is good let's see if you can go two for three at the line here with this trip and the third one is up and good two for three for julia as she cut into this lead for madison as poole pulls it back out pass it off to morgan dribbles all the way to the right baseline in a foul committed by madison that is on julia davis number four six team fouls to two team fouls north side with six madison two out of bounds plays into morgan she spins back to to get it to the middle she was kind of stuck there in the corner and that's a spot you do not want to be in as she takes the baseline jump shot and off the side of the backboard but rebounded by 31 rachel tinsley and gets that one to fall great work there to find the ball and put that one in for two and julie passes that one to number 31.
that's off the mark morgan rebounds it dribbles into the defender and northside will keep the ball in their hands 3 21 left to go here in the fourth quarter as it is then to pull she's been doing quite a bit of ball handling and 31 takes the jump shot off the mark pool gets that one and gets that one to fall got the rebound and got that one to fall great work by north side that's four passes it read that one like a book and great defense on by the other end by julia and she's pushing them off the court down to the left block to number and rebounded by number 10 miley skinner and that might put her at the line for the one-on-one looks like we're gonna have a fresh five after these free throws so the first time ever before julia davis comes off the floor for madison as the 101 is up and good gets that one to fall ten point lead with 249 left to go here in the fourth one good thing for madison they are in the bonus so keep getting fouls and keep making free throws that's another advantage for them as this one is up and good she went two for two at the line as we have a fresh five and four madison like i mentioned now and they're gonna stick with that press and somebody must have forgot that they were pressing this passes into pull she gets to the right block and off the mark offensive rebound once again by north side and 31 gets fouled rachel tinsley puts her at the line for two if she can get both of these to fall as the first one is up and off the mark 2 33 left to go here in the fourth quarter and the second one is up and off the mark once again and rebounded and number 40 took too many steps there great rebound abby ferguson gets the rebound but a travel violation and madison takes a timeout with 231 left to go here in the fourth north side spartans up 33 to 24.

like she slid a little bit as she tried to jump stop on that one and i travel number two riley passes it to lillian she brings the ball down the middle of the court slightly to the right looking for a screen does not get it pass it to number three back to lillian under a minute to go here gets in the inside and the flutter is no good strong rebound by number 13 kaylee wolfe and she's going to push good evening chris cooper superintendent of clearwater schools here on friday december 4th uh for a community update it's been a little over a week since you've heard from me so i have lots to share first of all i just like to say if you're appreciative of the fact that we're still on-site school in clearwater i'd love it if you could share that with our staff across the board if you know someone let them know if you do social media put it out there because um everyone has had to be very diligent and pull extra load uh to make that happen it's probably not more true any week other more true than this week at times this week we were very short on staff because of cover 19 quarantines or positive of staff 10 or 11 teachers short one day i think our best day this week was we were six teachers short so that what that means is that everybody else in our system um pull pulls even harder and and i would say are uh glad to do that and uh that's that's nobody's fault other than this darn virus it's just a situation we're in and um we have a substitute teacher shortage so if you'd like to sub give our district office a call we'll get you set up but anyway people have really came together to make sure that we can continue to provide on-site education for our students here in clearwater and if you have a way to show anybody that works in our system some appreciation i think that would be received very well a couple of other just little detail details i wanted to update some folks on our visitors policy we're going to have pretty strict visitors policy we want to maintain the most controlled environment that we can and so unless absolutely necessary there won't be anybody other than students and staff in our buildings you should have received email if you're a parent of a student that free lunches through the federal lunch program are continuing through the end of the school year not just the end of the calendar year so lunches will be free to students all year long this year um if you have a balance of more than 20 and you'd like a refund let the school offices know if you'd like that just to roll over to next year you don't have to do anything it will that will happen automatically um obviously most people have heard about the acacia the activities association's no spectator guidelines so tonight we're playing high school basketball over bell playing with no spectators it's kind of kind of a strange environment today the acacia appeals board did approve sending that back to the executive board for more consideration so i i'm sure there'll be more information about that and you can see that most likely on the evening news we will do our best to keep you updated i appreciate our administrators working for you in that way you may also hear soon or you may have heard that the cdc has changed its quarantine guidelines until those are adopted by sedgwick county we're still under the old quarantine guidelines which are 14 days i anticipate that we will we will see a change to a line in our county with cdc which would be great basically it's a 10 day quarantine instead of 14 some other things to it um and currently if we had a 10 day quarantine we would have about uh 80 more kids in school today than we had because they would be off quarantine already the other thing you may hear from the kansas department of health and environment is they're going to be changing their recommendations for elementary kids and um that's basically that the science is showing that elementary students aren't as at as high a risk to catch the virus they're at a lower risk to have severe symptoms and they're at a lower risk to transmit the virus to others so because of that kdhe is going to recommend that if we can staff our elementary buildings that we continue to keep kids on site which has been our decision here in clearwater already so you may be hearing about that it's going to give you just an update on our current coveted numbers this has been our highest week thanksgiving break was not good to us even over break we kept adding students and staff every day so currently we are at our highest we have 12 students who are covered out for coded positive at this time it's a little over one percent of our total student population we do have 138 students that were out today because of quarantine and again a large part of that's contact outside of school in the home because of the community spread that we've had some of that is from contacts in school obviously our staff we currently have four staff who are covered positive and we have 13 staff who are out for coveted reasons so again back to the shortage that's a that's a big chunk of it um as we are covering for people who are out on quarantine or out for coping positive reasons uh we did have some grade levels hit harder uh the last week or two than others um eighth grade and fourth grade particularly seemed hit fairly hard uh cims did have at one point over 80 students out this week and and that provides extra challenges for the staff that's that is on site who's already covering for extra extra classes for teachers that are gone but then we they have the added challenge of dealing with many kids remotely and and also having kids on site so in many aspects this has been one of our toughest weeks and i'm so proud of the staff for the efforts that they have made and i was at the cims building a lot this week and people walk in the office and saying is there anything i can do to help so very appreciative of that personally and again if you could show our folks that that would be great so not a lot of new information not a lot of changes from us but we'll continue to press forward as again i said you'll you'll be hearing about the acacia appeals process for allowing spectators at events and i anticipate that we'll see some changes in our quarantine requirements fairly quickly um hopefully as soon as next week sometime and uh we are uh are hard at the work to provide the best environment for kids that we can this year so with that take care be safe please do all you can to mitigate the spread of coping 19 in our community so
