and today instead of in parents Square sending out that there was a special board meeting they send out that there was a training for parents at 6 pm and they were also offering Door Des to the first 30 parents okay so where is that priority in making sure that we're engaging the community because right now I don't see it I do see it in trying to get parents into the trainings which which is great but you knew that this meeting was yesterday and instead decided to advertise it today in the morning in parent Square uh the training instead of this meeting so really we don't need to rush things uh we don't need to uh put a stop on really engaging the community and just completely um undermining what our community what the voters want and what they're saying because we are strong and we are here thank you thank you Mr Gil next person is dza Gonzalez Miss Gonzalez when you begin speaking your two minutes will begin um good evening members of the board I personally do not believe that this is time to change policies it is a rush decision we have been in another meetings and we have seen that even you guys have some problems understanding the policies yourselves or to change some of the policies or going back and forth it's not something that it's policies that affect our students our community and the work that you guys do they shouldn't be done in a Russian way it should done in a precautious because you are there to represent us the best of interest for our students rushing into policies and making changes out of nowhere or just to benefit some of you um it's not the correct way to do it think of our students and think about that job you guys are doing you guys were pleased to do that is to actually read go through it and take your time before affecting anything that is gonna impact our students and our community either in a positive or negative way hold on this is not a rush we can take our time there's no rush or if there is I want to know why and from who that Rush is coming from thank you have a really good evening thank you Mr Gil next person uh no one else okay thank thank you very much so now we'll move forward to um board questions and comments and we'll go ahead and start with trusty Marquez if you still um Wanted the floor and after that it looks like Mr trusty Kino after that and trusty Chavez after that we need to make a motion correct in order to discuss that's right thank you for reminding me so for purposes of discussion I uh moveed to uh approve amendments to board bylaw 9223 um okay so thank you for that we have a motion in a second so now we can have um board comments and questions trusty Marquez would you still like the floor to express the questions or comments you had yes please okay um so um so my con well what I wanted to um to to say is pretty much had been said already by the community I was so happy to hear them and for them to understand that uh yes it is I believe I'm going to read a quote from one of the community members that said yeah changing these bylaws right now it's it it's look it looks pretty shady and I totally agree on the day of in a short notice of me of of this meeting um we should not be handling any of those bylaws right now they are what they are and in the future when we don't have anything going then you can bring them up and have and deal with them then and use this time as an example because it just looks from where we're sitting at out here in the community that these bylaws were good for the last appointment and let me remind everybody if you were not there that appointment didn't go very well and didn't smooth very smooth we announced to the public that three fin IST would go except that when we got to that point there were four people that were going to be moving forward there was a tie between two of the candidates and it should the tie should have been broken so then three could move forward that did not happen so it was okay for that appointment but now you don't want to use the unanimous but you want to go back to the board majority but it's so transparent for us that's why you want the transparency of three because it'll be three of you just doing what you want to do in this district and not listening to the voice and not following your policy that you have in place so I oppose it I will not be supporting the motion and I'll bet you anything that it's going to be a 32 vote so it kind of it it it's kind of for me is like why am I sitting here doing this because nothing is going to get changed it's all going to be the same the entire Community has come and said do not rush you know we're looking at February two weeks we're going to go into a break you know and how did these people that are going to be speaking tonight how did they know those that are going to throw their names and their you know their hat in there right now how did they know about this if some people just heard about it today when they read it in in the social media this looks horrible this sounds horrible this looks terrible but fortunately not for me it's not be thank you not not going to be against me because I'm here to defend and protect and a agree with what the community wants we heard Community say let the people speak and let the people appoint it still should be in the hands it still should be in the hands of the people because that oath was never taken it was a vote that put him there and it should be the people's vote to put the next person in there and nothing else I really I really believe that the next one in line is missas and we should just go with that and be done if you want to rush it but other than that I think that we should take the 60 days thank you okay thank you trusty kto I think you were next and then trusty Chavez after that um so board president B thank you for recognizing me um I have some questions for uh Ro Riz or general counsel regarding the process because some statements were made by our colleague stating that this policy was in place at the last appointment and so if I remember correctly the the policy itself wasn't incorporated into our bylaws at the time it was a a plan uh system that we all developed and they you very very um you know wisely were able to package together um after we all you know agreed on it and um nowhere in there was there a a unanimous component to it um because if we recall at the last uh appointment it was not unanimous we had folks pushing back and one person in particular saying that they wouldn't support our colleague K and so for the community out there I understand that um there's concerns about you haven't read the policy and um you know I'm inclined to to I'm I'm ready I'm ready to move because any sort of policy that uh is unanimous um it it it it gives all the power to the minority to one person in this case that individual would be you know whoever is the outlier and doesn't want to come on board with the rest and so the same criticism is being leveled to the Senate right now United States Senate where you have um a this requirement uh to that prohibits the ability to move forward and so now even you know President Obama and B president-elect Biden are talking about that's not appropriate so uh in this case I I I I um I don't agree that we need to maintain the unanimous component it's not what was in place at the last time that was uh something that um you know an aspirational goal that you put in there and I'm not knocking you for it um you know in in an Ideal World it'd be great but unfortunately we don't live in an Ideal World we we need to make we need to uh uh move ahead in a way that is is logical and that recognizes what the the circumstances that we're in uh so having that unanimous element you know think about it the the uh the Articles of Confederation our first crack at our our governing documents for the United States why do they fail in large part because they requireed unanimous consent to be able to make an amendment um and so it's obviously something that needs to be addressed either now or at some point in time but um and also the fact of the matter is that there is a conflict in our bylaws right now as we speak which is not healthy uh we have in one place saying that it's a majority and we have in another place saying that it has to be unanimous or that we're stuck with a special election um and that trigger for a special election is very dangerous and somebody can go out there and demand that uh if the policy is still on the books we go ahead and move with the the special election that's a million dollars that we're going to have to be on the hook for because we're the only show in town and nobody else is going to help us pick up the tab so this a significant amount of money um and uh and so we we at some point in time have to take this action I'm comfortable with taking it tonight after it's been fully explained to the public I hope that you all go on to our website check out um board byaw 9223 and uh take take uh and recognize that there is a conflict um and that that last part of the bylaw does have that unanimous component that um May May put us in a deadlock in a situation where we can't move forward and we wind up having to pay for an entire special election just for Alam Rock which is you know it's prohibitive due to its cost so those are my comments I hope that folks uh can kind of follow along with what I've attempted to to mention or if if possible if we can uh post up the language itself that way people can recognize what the issues are and uh we can see that there's no sort of a nefarious or somehow somehow hidden agenda here it's we don't make the change then more than likely we'll wind up having to go and call a special election per our byas so those are my comments thank you uh trusty Chavez and then trusty Loa after that okay I believe that we need to customize this board bylaw policy and to reflect an amendment and the amendment being as as well as um if another trustee wants to add to it it's fine but this is what I'm proposing to customize this policy to reflect the amendment that if someone doesn't take the seat especially if it's we haven't even been especially since we haven't seated anybody or nobody took an oath of office yet that the next highest vote getter will be fit um it it would not be wise to wave the Second Amendment reading now please please don't wave the Second Amendment reading now especially since you're hearing all of the concern that we're rushing this I don't want to rush this I I think we should first consider trusty chave trusty chave the last thing we heard does have happen this time around and if we do decide to a point she keeps bleeping out yeah can we unmute trusty Chavez she's okay I'm on my phone now okay so I'm I'm ready so I don't know how much you heard but let me say it again customizes board policy we heard that part the last part we heard the last part we heard was that you don't want to rush this yeah because we've been hearing from the community and it's better to be clear than to be every the perception is that this is being rushed and it is and we should first clear up this board uh policy and then it can be implemented the next time at the next election and then we can move forward on doing an appointment but let's fix this board by policy and I don't think that we should be approving this today because it still needs revision because there's too much ambiguity and the people are not comfortable when it's not clear and concise so I will be voting no on approval thank you thank you trusty erera yes uh thank you so uh Mr Ru I have a question for you can you tell me what the I mean I guess ballpark total amount for a special election would be how much that would cost about so I believe that the last time the administration looked at this issue which was about a year ago or so I believe I think it was about a 100,000 just north of $100,000 based on what on What uh the size of the the registered voter pool at that time I do know that there was an increase in voter registration in the district so I don't know what that number would be but it would be six figures okay so at least 100,000 um if not more and so uh you know I I really appreciate all the people that came up to speak and I think it's uh important that you know as trustees we are I agree as transparent as possible and do our best to um explain and ask questions right if we don't understand um as Tanya who's a previous board member uh clearly stated you know there's contradictions in there um and so because there's contradictions we need to fix this you know whether it's now or whether it's whenever knowing that there's contradictions you know as a board trustee I feel it needs to be cleared up and um make sure that we have no contradictions in our board bylaws and so as a trustee it's important for me to make sure that that happens and so um one of the reasons why I will be supporting and you know I wanted to make clear also the consequences of not fixing this right um and of going into a special board because of whatever reason and spending over $100,000 that we do not have um you know one one of the main reasons why I feel we need to fix it as soon as possible um and then another thing in regards to you know trust as trustees I think we need to make sure that um we don't feed in understandings that we don't create um more um you know chaos because um it's clear that we don't go through these things all the time right the last time that we went through this was in February 2019 um and so do I understand it you know completely no but I will ask questions to ensure that I move forward in the best way and so um for now you know I'll leave it at that I know we'll have more discussion in regards to the process um on the next item thank you okay I do see trusty kto but just briefly I wanted to interject a quick comment that Mo mostly confirms what uh trusty erera and trusty Kino have said in the implications of not taking action this evening on this item to approve is that later on in the agenda there is um you know we will potentially take action on the decision between just sending this to a special election or making a provisional appointment and if we do decide to make a provisional appointment then that's where our decision here comes into play because if we decide to just hold off on this and not do it now and do it at some time in the future that leaves it open for at least one or two people to not make it unanimous and force a a general election force $130,000 is what I heard um to pay that we don't have whereas if we address it now make the language consistent with in our board policy consistent with what is standard everywhere else then if we do decide to um to go with a a provisional appointment then it does not kind of handcuff us to have to F have a unanimous decision or be forced into $130,000 expenditure so um at this time that's why I'm I'm supportive of of making this amendment um trusty K I know you were next but uh Mr Ruiz did you have something yes if if you don't mind I I just wanted to clarify one important point about why I'm making this recommendation to wave a second reading um you know ideally normally you would want the you would want to use the second reading process but if the board decides to make a pro provisional appointment and doesn't make a change and and Begins the the provisional appointment process but doesn't make a change to the bylaw until a second reading either we week or two weeks or even three weeks or a month from now then that risks the possibility that one of your applicants for the position is going to say that the game the rules of the game the rules of the process were changed on us in the middle of the stream and we should have known with certainty what the rules were at the beginning of this process that that goes to the fundamentally to the concept of due process so I you know that was what that was the primary reason that I wanted to bring alert the board to this issue and advise you of what the the possibilities are in terms of of waving that second reading okay thank you for that Mr uise truste kto and trusty Chavez after that um so you know I in terms of the number uh that our general Council quoted us or has mentioned uh I would have to you know if we if we go back back and and talk and remember the the um the price to put an item on on the ballot when you have a full uh election we were quoted $100,000 and that's sharing the cost with a bunch of other districts in this case it would be a special election that only Alam Rock carries so an item on an an election is 100k imagine what it is for us to carry the entire election on our own and so that's why we have to go ahead and make those um we have to pass a resolution consolidating our election as a school district with the with everybody else's election so we can save uh on the cost and so that everybody shares the cost of the entire thing so um I respect our general council's opinion but I think that we we may want to go and ask register our voters um well obviously we will if if it comes to that but um just from that I'm assuming it's a heck of a lot more than the 100 Grand that it costus just to place an item on the agend on the on the ballot I'm going back to my own experiences um at the city when I was working there there was a community facilities District couple of hundred homes and to I think it was like a couple thousand homes probably and they ran a special election and it it it was H it was a significant amount 60 Grand or something like that and that's just a small area of uh an entire area like our we're the size of a city council district and so it would be it would be a heck of a lot more to run an election only for that group of people so that's where I'm basing my my you know my opinion it's a that it's a lot more than the three than the six figures or you know it might be six figures but on the higher end as opposed to the lower end thank you uh trusty Chavez and then trusty Marquez I think I heard you say you wanted to go after her so we trusty Chavez and then trusty Marquez okay uh president Bean know I think I heard you say uh for them to just do the standard uh nothing in Alan Mo has ever been standard um we need to customize this board bylaw and we have another meeting next week on Thursday so we wouldn't be rushing it if we just um make the decisions make the adjustments on the board bylaws instead of just rushing this through and that way Alan won't be faced with this situation again because it will be in the board bylaws but to just wave it um it it doesn't seem right to the ones who voted because ordinarily if you have the biggest vote Getters you seat them and if the other one declines to take the seat then you seat the next one it it just seems like the right thing to do thank you thank you trusty Marquez um yes I I I listened to what roela was saying and um and I think that for more reason about what he was talking about someone not wanting the due process is another excellent reason to take the 60 days to do it because then everybody will be fully informed that this had taken place but you know um this this um controversy between the first and the second um uh readings um and I I I mean I don't know how I say I know what I want to say but it's not coming out how I want to say it it's just that there are a lot of reasons why we should not do this now we should not rush into it first we we we're given 60 days to do this process we're going to be going on break in two weeks and and I I totally feel that you know we have a three vote here right now that should step back and listen listen to the community who have come on to this meeting tonight and I all I hear is that you guys are not listening to them and president Beano you're not listening to them either you know you should let everybody speak um always doesn't matter what time we have to leave this is what we were elected to do but I will not be supporting the waiver of this so that uh we can deal with this at a different time and really do the readings first and second readings and by then we'll be into February January February and we can uh start looking at how this process is going to be done with Community input with a committee or what U right now all I'm hearing is that this board will take that decision now well I want Community input I want a committee and I want them to have a say because they are the voters and as far as I'm concerned and I see it this seed is still in the hands of the voters thank you okay thank you so at this time I'll go ahead then and call for the vote for item uh Mr Ruiz yeah can I can I ask for a clarification because the motion was to approve the amendment as recommended but the the motion should really be in uh two two parts it should be to wave the second reading requirement and to approve the amendment as recommended okay tresy erera um are you amable to making that correction or Amendment uh can we oh there you go are you okay with that yes okay okay so um with that motion on the floor um I'll go ahead and call for the vote on this item I know does also need to since he second agree yes uh yeah the secondary concurs okay thank you okay so now we'll go ahead and call for the vote and as always I'll just call you as I see you on my screen trusty era loera yes trusty Quintero hi trusty Marquez no myself I and trusty Chavez no motion passes three to2 uh trustees Marquez and Chavez in opposition thank you we can now move forward to item 3.02 discussion action regarding board vacancy and filling of board vacancy including selection method F filling board vacancy provisional appointment or special election so as we kind of have been alluding to um in this entire as as a part of this continuous conversation um we do need to determine how we are going to fill this seat whether or not it is through a provisional appointment or through spe special election and um and so that I believe is the meat of this item trust I mean Mr Ruiz is there anything beyond that that's important to to cover it just as an introduction of the item I I would only add that um because this issue has come up some of the comments uh today is that um although Mr fam was certified as one of the winners of the election uh he has he has indicated that he's not going to take his seat and he has not taken his oath of office under the government code and your board bylaws of vacancy on the board can occur in 12 different ways I believe it is one of them is through resignation the other or one of the other ones is the refusal or failure to take the oath and file it uh with the county office um this is not a resignation because he has not assumed his seat um he his communication has indicated that he's not going to take his oath of office and under your board bylaw 9223 when there is a vacancy then the board is asked to make a determination of whether it will fill the vacancy either by special election or by provisional appointment and that is the first issue that the board is asked to decide tonight to declare uh the vacancy and to select the process for how that vacancy will be filled the person who ultimately fills that vacancy will serve in that position until the next general election which is two years from now it is not a four-year appointment it would only be two years thank you okay thank you for that clarification um so as we did the previous time we will take um public comment and then we will have questions and comments from the board after that so that we can incorporate input from the public into our um questions or comments um so again marel I appreciate the work last time if we could do the same thing this time um we were able to get everybody in for comments I I believe at least to my knowledge and I hope we can get through it this time so 20 minutes if we can keep track and two minutes per person and Mr Gil um who was the first person M okay miss m you have when you begin speaking your two minutes will begin thank you um well I have several things that I want to say one of them being that obviously it's unfortunate that we're in this situation however it's I'm not that surprised because those of us that have been around a while know that Scott fam uh quit the last time that he was on the board why he ever chose to run this time and especially considering that he didn't even lead a campaign is was surprising my concern though in this type of an election that we had where you picked the top two it was clear that the voters uh that the Community selected I mean I think everybody was on board with trusty Herrera laera she um had a significantly higher number of votes than anybody so it's like if I'm going into the polling place and I'm choosing two people I know she's number one the other four candidates that were on the ballot split the votes this second vote four ways so to assume that the next highest vote getter would have received all of Scott fam's votes I I just think it skews the results of that election I I don't think that we can assume that the third person in line would have gotten the next most votes so I am in total support of an application process and I feel that we we have have done it in the past we have obviously done a good job of it since we're fortunate enough to have um trusty Herrera Lera serving on this board right now and I trust in this board to follow a process that will um appoint someone that will represent this community thank you thank you Mr Gil next person Natalie Abal Miss Abal when you begin speaking your two minutes will begin good evening I'm Natalie AB ball I'm the parent of three children in the Alam Rock School District um I do come here to ask that you like don't move forward with a special election for a couple reasons I don't think we're in a position financially to spend six figures and then given some of the history with what just happened with the election with Mr fam I think an election could be a dangerous scamble considering we never know who might decide to run for a seat and what intentions that they bring and I I do agree that moving forward with a fair lawful and transparent application process is an appropriate option at this time and I do agree with um how other people were saying that we not rush this because we can miss an opportunity for a really good candidate so um that's what I have to say on that and I I agree with we don't go in the order because I feel like if we open that door like for the next person to votes I mean That Could That Could set us up for something dangerous in the future if we do something like that because I feel unfortunately with Alan Rock sometimes um the votes that people get it's it could be a little surprising thank you thank you Mr Gil next person fenberg miss fredenberg when you begin speaking your two minutes will begin Miss fredenberg are you I'm trying to get unmuted oh you hear me now yes okay fine yes no I I do agree that we a special election is out of the question but I agree with also probably most community members that we need to take our time so that the best possible candidates if it's going to go provisional if you're not going to appoint the next vote getter in the election if that's um a no noo for you and Nob brainer for us um if that's the way you're going to go the time is important to let the community know and 24 hours is definitely not enough time a month is a little better which is why I said you could hold off on the and go ahead and have the second reading because you got plenty of time so thank you thank you Mr Gil next person esposa Mr Espinosa when you begin speaking your two minutes will begin hi yes uh can you hear me yes great thank you um hi my name is uh Tim as minoa I'm uh the parent of two alumrock kids um and I'm just calling to express my support uh for the next person in line who had the most um number of votes um asides from um I believe Mr fam um and that's Brenda um Brenda has honestly time and time again shown her passion uh for the kids in our school um she's been a servant for the kids in our school district as well as teachers um you know Community leaders and she's just been a really strong advocate for a lot of the stuff that we've been advocating for in the district um I think that you know she reflects the will um her appointment would reflect the will of the people who have already voted um in the in the election that we just had um and she only missed a vote by a very slim margin um she was placed second and so um just echoing off of a lot of the sentiments that people in our community have been expressing tonight um it would only make sense for the board to appoint somebody um who was who who was the next in line during the election it doesn't make sense to go back and do all this homework and and figure out like who the next great cand C is going to be because we already know who it is the people already spoke um the people casted their votes back in November and so I think we should honor that I think that um again it doesn't make sense to go back and try to figure out you know who's going to be the next best in line she's already in our district and I think that we uh should acknowledge that and that her appointment should be made um official um very soon thank you thank you and I just a quick reminder that this particular item will get to I think this what some people may be wanting to speak to but this item is specific to whether or not to go with a provisional appointment or a special election not specific yet to any individual um potential applicant Mr Gil next person is Alish baseri okay I didn't quite get the name Miss baseri or Mr baseri uh it's elisheva baseri oh there we go thank you thank you Bard um yes um as I stated my name is elisheva basri I'm a San Jose Community member and a parent and I just Echo the voices of so many of the previous callers about transparency and good governance um this board is trying very hard to earn the trust of the community and that doesn't happen without transparency no matter how good intentions um exist um the will of the people is still ch still clear with the election being just weeks in our rearview meeting so I'm going express my support for the appointment of Brenda andas um appointing her would the will of the people and the frankly the cheapest if the goal is to avoid a special election uh she would have um been the Victor with um only 20 224 votes behind um and I urge the board to take this action in good faith thank you thank you Mr Gil next person Steve Naro what was the name again Steve Navaro okay Mr Navaro when you begin speaking your two minutes will begin thank you uh um cheer and uh the rest of the board um my name is St Nar I'm a a um longtime resident of um of uh this uh district 7 and also a parent in in the elmrock school district I wanted to um mention to the board that you know I wanted to thank you for your time uh in in administering this process I tend to agree with um the rest of um the other community members and citizens that you need to be able to take a measured effort to take your time and be thoughtful about the process for placing somebody in this role whatever that happens to be um I'm a little bit ambivalent between whether or not to do a special election or a pro uh an appointee I'm leaning more towards the appointee because obviously the cost outlay for a special election is significant and the and the district isn't made of money but at the same time I'm I'm also I also um tend to agree with uh one of our colleagues that mentioned that the votes for the res the rest of the folks on the ballot it wasn't an overwhelming like torrent of votes that were there they were very close together in in in in being able to place for the for that race and I personally I feel it's a little bit disingenuous to just decide arbitrarily we're going to stick with this one person I think you have to have a measured approach for what you do you have to communicate that back to the community and really work harder at getting Community input 24 hours ahead of time is not enough we need more time we need the capability for folks to really get engaged debate this provide their input and provide you the Insight that you need to make a firm informed decision that's what I ask for thank you thank you Mr Gil next person you're on mute Mr Gil if you're saying something I can't hear yes sorry about that is De human uh yes can hear do you yes uh when you begin speaking your two minutes will begin hi uh thank you uh board members and staff my name is Yu I'm a longtime resident of Alan Brock uh again I want to thank all of you guys for your work and service to the district um I just wanted to say I didn't get a chance to express my sadness and disappointment uh that Mr scottf even ran and that he won I did not vote for him and told he would not to um but uh with the pandemic still raging where you know as of yesterday only 31 ICU beds are available in our County and our school district funds are at risk um I urge that the uh board go with the appointment process uh and and uh as others have mentioned before um I believe uh you know I hope that the community get a chance to um uh have a chance to to recruit and to find folks to apply so that our stakeholders like uh like ARA um like the parents in our uh Community um like the Vietnamese Community uh you know they have their strong desire for representation is quite clear in the previous few elections um even even though scottf did not campaign he got the second highest votes and I think that's um it's it's very telling uh to to the community that is seeking uh some sort of representation on this board um and also lastly just out of curiosity hopefully this can be addressed um I was just wondering why board member Dolores Marquez is uh you know still on the call um maybe it's a when the next term starts but I'm wondering if uh uh she will be participating in the selection uh for this uh vacancy appointment uh would like to know that thank you thank you next person Mr Gil is dza Gonzalez Miss Gonzalez when you begin speaking your two minutes will begin good evening members of the board um once again I'm a parent of two students in the BR school district and I'm really involved in every single meeting that the distri has helped this in this District I have seen a numerous of parents I have never seen coming to this meeting or spoken they speaking to you and saying take your time let's not rush this this um decision let that community be involved give us more time also 24 hours is not enough and we all know that even as a as a parent that I am take your time involve community in this process as well we are here to help and to be that guidance because we are the parents we know what our district needs and what our students need to be successful that let's not rush this situation let's take our time we don't have it to do it in two weeks we have 60 days to do it let's do this a correct way let's show parents that that board is knows what it's doing when it talks about replacing or or appointing somebody that's going to take that decision on behalf of our kids and our and parents as myself and the ones that are here we want to feel listen listen to the community let's do in the timely matter thank you have a really good evening thank you Mr Gil next personman mu Mr Mueller when you begin speaking your two minutes will begin will say that I agree with the majority of the board members that I've spoken sorry trustees that I've spoken with we don't have money to waste um I do not think it's the most optimal way for us to get what the community wants but again I am going to beg the trustees to please hear your community find a way set up a system where people can provide you more input um once you have the the list of people make sure that that list of people that are applying is actually put out in time so that Community leaders can discuss with those folks and see who they want to support last time that was a bit of a challenge um so please make sure the transparency does extend to things such as the list of applicants perhaps you should establish a date in advance of your actual date you want those applications so that you have enough time to process them because that was the problem last time you couldn't get them through the processing that you needed to do for HR I believe it was so you did not get the list of applicants out until the night of the selection meeting having done this twice it is a bitterly embarrassing process even for the people who did much better than I did um so I do hope that you will find ways to make this a much gentler process for those people who are putting themselves out there to the community and um again I support saving money doing it this way but please make it more comfortable for those people who are trying to join you finally I was told by one of the people that voted for me not to be there that I was not voted for last time because they wanted a nice quiet group and I might raise problems and I wouldn't have the same perspectives please don't do that we don't want to hear more from you we want to hear from different people with different persp thank you Mr Gil next person yes Victor vesos Mr Vasquez when you begin speaking your two minutes will begin just want to uh Echo the sentiments of like around the appointment process we are in a deficit so it's definitely very reasonable to look into that and just you know also there's comments around like representation and thinking in the future what are some of the policies that could also adhere to that is it representative district elections um a possibility are there other thing other solutions to look into with time with a community process or committee that would look into that uh so that we're not amending policies last minute doing our homework last minute and and also trying to find people and and elect and fill up the seat it just sometimes you know by doing that ahead of time you know in retrospect uh would avoid people feeling like there's power struggles or anything that's potentially like a bias in the process so as a board just you know encouraging you all to look into those um differences in the policy and the line them ahead of time thank you thank you Mr Gil next person just 804 is it time to stop how many thank you marel how many more do we have Mr Gil there are four people um let okay why don't we go ahead and those four TR uh Mr Gil can you see make sure we note who they are and any that come in after that unfortunately we can't hear but we'll go ahead and and hear these four and if you can the four that remain please if you um say that what you need to say then in consideration of others we would appreciate if you don't take the whole two minutes if you don't need it thank you Mr Kil who's the next person is Jeffy Kela okay um I think it was Jackie Miss C Miss Kaa I hope I'm oh there it is hi and this is Jeffy Kaa and I'm calling in to support the appointment of Brenda Z zenas to the Alam Rock Union Schoolboard District of Board of Trustees Brenda is passionate about public education and has spent her life serving her community and she is prepared now to serve in the role of board member and Alam Rock needs someone on their board that will advocate for them and not only that but appointing Brenda will be the shest way to reflect the will and vote of the people since she only missed this seat by 224 votes and we just had the election we know the will of the the voters and this year has been really difficult there's been a lot of challenges and so we need a board that's committed to serving the children and families of alen rock and listening to their voices and acting in good faith to public trust as a parent I am in full support of selecting Brenda and Deus to the Alam Rock Union School board thank you thank you Mr Gil next person Branda Zend house Miss Zend house when you begin speaking your two minutes will begin good evening board member superintendent um today I just want to ask you guys um to consider an appointment rather than um a small election um I wouldn't want any of the funds that the school has to go on an election as we know our district is already hurting financially and we have had costs that shouldn't have been done that were from the general funds that should have stayed in our kids um uh funds and I don't want to see that happening anymore so I urge you guys to support of an appointment process and I also have a question um I know you're allowing public comments but was there any emails that were meant for public comments that were supposed to be read and if so I have never seen that in a board meeting are we reading them or are we just keeping them in our emails thank you thank you Mr Gil next person font Miss font when you begin speaking your two minutes begines um and Dr bow again um I just I want to express my support of the provisional appointment process over the special election um I came on this evening without any agenda um and really just to listen to the perspectives and point of views and and I really want to uplift um what I heard from from Joselyn Ms um as well as some other folks around um this voting election I I believe that there are a lot of statements around the will of the people but I think earlier I mentioned Nuance um because that is also you know uplifting the the other perspective that I I heard Bruce wi share around representation especially for the Vietnamese Community um Alan is home to a very sizable API Community um and so I think when we think about the will of the people we have to hold that at the same time with representation and what that means to um students and families here in the alumrock school district so in able to move with that Nuance I'm just going to Echo the importance of intentionality and more time for us to do the the adequate community outreach and engagement um to make a provisional appointment process a robust one um and one that we can stand behind that was on and transparent um so that we can continue the hard work of rebuilding trust within the Alam Rock School District thank you thank you Mr Gil next person Veronica Veronica when you begin speaking your two minutes will begin great thank you again um and good evening um and I also want to Echo that there is no need and we shouldn't go the way of uh special election and we do not have the funds um and should we go with an appointment or appointing someone it should really just not be left up to the board members but the engagement the genuine engagement and collaborations with parents and other stakeholders and organizations um and community and I think that's something that we like to put in paper and we like to say and I mean not we but actually the school district likes to say and the school district likes to do um in paper and they like to do a presentation but when it comes to it we the as parents we don't see that collaboration we don't see that engagement and we have seen it in the Committees that have been formed right we have been asking for that collaboration and that commitment um that we do this together as stakeholders as parents as community members and it's not happening and just to be transparent um we need to if we're moving forward with an appointment we need to make sure that it is not rush and that it is taken into account our community our parents and our everybody that is a stakeholder in this district and it's important that we it's not just words that are nice piece of paper but that come with actions and those actions are actually presented and if it has to take us a little bit longer and we have to work a little bit harder on that then we're here for that and we've been here we've been asking for that thank you thank you m is that the four Mr Gil or was there another one that was the last one okay thank you okay thank you everybody so now um is uh is there a motion on the floor um at at the minimum for purpose of discussion for item 3.02 trusty kto motion motion by trusty kto is there a second second Chavez second second by trusty Chavez okay so are there any questions or comments from the board trusty hello I a question hold on hold on I'm sorry trusty eraa you will be first but trusty Marquez did you have no hold on I I was making my motion I had a question I was blanked I was blanked out and I had to unmute myself so I not I did not hear what the motions and who motioned in who second that's where I wanted that's what I wanted to get at president so I hadn't make a motion in and it was seconded so I wanted to make my motion because right now what it is is it's provisional appointment or special election uh so my motion is that we move forward with the provisional appointment okay thank you for that clarification second okay so trusty Marquez did you get that the motion is to move forward with the provisional and it's seconded by Chavez okay thank you for clarifying that for me sure trusty Lera your comment or question um I have a question for Mr Ru um Mr R if we if this does pass um I know that uh We've mentioned or the 60 days um has been mentioned from the um moment I'm assuming on Friday that he would have been coming in is that correct that's correct that's a really good point thank you for bringing that up okay so we have 60 days in order to make this process happen um is there a minimum time time like uh or is it just as long as it happens within those 60 days as long as it happens within that 60-day period And if I can add one other thing is that um you know currently um Dolores Marquez is a member of the board so that that seat is not yet vacant it will be vacant on December 12th um if the board declares it such um because that is the first day of Mr fam's eligib ability to hold that office you know had he sworn an oath so um I would just recommend that the motion be to declare Mr fam's seat vacant as of December 11th 2020 and to fill that vacancy by provisional appointment yeah I'll accept that that'll be the motion on Linda do you accept that before I go on with my next question Linda do you accept that as a second motion uh let's hear your question first so the question is um it's it's cl's question uh sure yes okay um and so we have a total of 60 days we get to complete this process within that time um it will become vacant after do is um is off um December 12th um in this time roel do we need to set like does that come next at some other point or do we set like uh the I know the selection method um but I mean at what point in our agenda today would we set like our next scheduled special board meeting or if we have it on the 17th is would that be here or would that be later that4 yeah 3.04 you the board would decide on the process in got it got it okay thank you I'm sorry about that okay those are my questions that I had thank you okay I saw I think trusty kto did you have a a hand raised yeah I had uh some comments and just uh you know I wanted to appreciate everybody that's been uh participating I think that um our um unfortunate move to to because of Co now on this medium but it also allows for a lot of people to participate and it forced us to create a more robust streaming process and so we got to recognize that at least let's look at the silver line and things for as bad as this thing is um but um you know I I you know David eon's model political systems you this is exactly what it is we have people engaging and and providing those inputs through demand support whatever it may be and it's going into through the process that'll come out as an as an output so I you know I know there's a lot of folks out here people are at the end of the day from what I'm hearing here it looks like nobody's gon to be happy because we got certain folks asking for something other folks asking for another thing um and so that's exactly what we signed up for we signed up to make those decisions definition of politics is also deciding who gets gets what one and how according to certain folks and so um I'm really express my gratitude to everybody who's out here you know you could be doing something else but you're engaging and you're letting us know that we can come to a more informed uh decision and so um appreciate everybody other folks who traditionally haven't been here I've seen some Community leaders who are really active and doing a bunch of other stuff and now they're showing up to the meeting I really appreciate their input uh because they're they they they represent the the the voice of a significant groups out there neighborhood associations and so thank you all for engaging and you know I know that it's not the end of the meeting but I wanted to jump in there and make sure to state that um that I'm I'm really uh comfortable with um with what I'm hearing and it's helping you know to make a better informed decision thank you um any I I keep seeing the yellow box around your name trusty Marquez are are you trying to say something I can't tell yes yes I was trying to just let it light up with a whisper it's working okay go ahead so so um I I um will not be supporting U the motion that's on the table today because I clearly distinctly heard an overwhelming overwhelming Community saying that missas should be the next appointee and and I do not see a problem with that because it would have been tonight it would have been over and done with and we would have been doing what you guys always say let's get the people the community engaged let's talk let's listen to the community let's you know we we are here to listen to you we no but nothing like that happened today you know I am sorry that you know all the comments that were set today and there were so many comments and I got each and every comment down that that it fell on death ears because they wanted to be engaged on the appointment but the three vote here is the only one that's moving this process and not listening to the community and I am so sorry that this happened tonight so I just want the community here to please remember how all of this went down so I I apologize for you guys okay thank you um I'll I'll go and then I see trusty Chavez um you can go next um and I just wanted to go just kind of in response uh to trusty marquez's comments if I understand correctly what I believe I hear you suggesting is that by default the the next um vote getter just automatically would get the seat so there would be neither an appointment nor a special election just by default that person would get the seat that's how I hear you saying it by virtue of the fact that you're saying you would oppose the motion on the floor so um I just want to state that I I did have the opportunity I mean as much as it's been rushed for you it it also believe it or not has been rushed for us to try to figure out how to deal with this how to move forward how to proceed how to deal with all the things that you're aware of and the things that you may not be that we just aren't able to share um and I was able to find time to speak to our colleagues in um Franklin McKinley San Jose Unified baresa and East Side Union High School District and all of those districts have in these situations a process for appointment um and none of them automatically default to a second or third or fourth or whatever the case may be vote getter um and addition Ally um you know that's that's the process that's set forth in our bylaws in the bylaws of all of those other districts and so you know I don't I want to make sure that it's clear that the process that you know we may end up going down is very um standard across most districts and and where we have set ourselves apart and what we took a vote on a little earlier is actually Alan Rock has gone um actually I was the one that brought that uh modification that we voted on earlier to to memorialize our process for appointment and and so by doing that we've even become more clear and more transparent about our process of selection now certainly there's always ways and and areas where we can even improve more but I guess the point that I'm trying to make here is that the process that we seem to be going down is very consistent with all of our other neighboring districts consistent with csba recommended policies um and to just automatically default to any individual because of the previous election would um in my estimation be problematic so um that's my statement about that trusty Chavez uh yes can you hear me I'm on my phone now we can hear loud and clear okay so um I heard what you're saying um president know but I would before I lose connection because I only have one little bar on my phone um I wanted to also say uh that if we could Implement a board polic and I know this is not time but I want to say it now before I'm not Hur if we could implement it uh on the board policy to put this amendment and revise uh the policy for appointment or for the next vote getter by January 2021 uh January 31st 20 21 or after the appointment uh whichever comes last thank you I'm sorry trusty CH I didn't quite understand that can you repeat what you're suggesting I didn't quite get that okay because I keep hearing um whether people's um feel that this appointment is going to be right and that it's being rushed and we're not listening to the community I think that we also have to I I know it got voted down that we have to have a first reading and then and we're not going to go into a second reading but can this board policy be brought back next month so that we can vote to put a more concise and clear way of doing this process should this ever happen again and if it could be done and implemented by January 31st 2021 or after we do the appointment or election whichever way this goes thank you if I mean I I guess my response would be if I understood it correctly obviously you're you're free to request an item to be added to an agenda at any time um and the the president whoever they are at that time and the superintendent will figure out how to go ahead and agendize that so I think your request is well within you know what we're able to do and in terms of the timeline I don't know I don't know that I got that but like you mentioned we did vote on for the purposes of tonight we voted you know that's what we're moving on for now yes but I just wanted to add that after the appointment or okay or so put a certain timeline on it so that it does get on the book so that does should this happen again it's just clear concise and we move on so that we can get to the education of the students because it's um this is just sidetracking us some thank you okay thank you trusty Kino uh board president I want to make sure that the community is very clear that you did a really great job in memorializing the process from last time um we do have a you know um obviously I don't agree with the the last the last component that we we we amended tonight but um we do have a very thorough very very clear process and I would like I said before I invite folks to go out there on our website you just type in arusd board bylaws um and it pops up it's a first link 9223 um it goes down down to the weeds and so it really lays out the entire process so some of the comments are being made out there is as if I'm not sure if some of our colleagues read the bylaws if they've actually you know been able to understand them properly because it's a very very thorough uh you know set of instructions that if a board gets you they've never done this before they would just follow it Point by point and uh and and and they would be able to go through a very transparent very wellth thought out process process that doesn't have uh our board members just shooting from the hip and just like you know let's see how this goes today it's very well planned out very methodical and so appreciate that and your work that you did there I just want to make sure that the public is very well aware that there is a process and now with the the amendment that we made today it's a it's a you know it's it it changed that slight little thing that would have been a hiccup possibly so those were my comments just want clarify for the for the community thank you um has have all the trustees had an opportunity to speak on this item yes okay so in the interest of time I'm some of us Twi I am gonna call for the vote and then if you have further comments I'm sure it can they could still come up in the other items because this kind of all bleeds together so um for this particular item since we've all had at least an one opportunity um we'll go ahead and call for the vote um and so I'll call as I you on my screen trusty so the motion on the board on the motion on the floor is to approve the um a provisional appointment to to declare Mr fam's seat vacant as of was there a date December 11th as of December 11th and to move forward with the provisional appointment in order to fill that vacancy um that's the motion trustee era your vote hi hi trusty Marquez no myself I trusty Chavez no okay uh motion passes 3 to2 two in opposition or trusty Marquez and trusty Chavez thank you everyone we can now move forward to item 3.03 receive public statements of interested applicants for provisional appointment now that we've established that we are going down the rout of provisional appointment as opposed to special election so um I just wanted to provide a little Clarity here and again this mirrors um essentially the process that we used when we did indeed appoint trusta and so on this evening um any potential candidates who at this time are a are interested in running have the opportunity to um say and introduce themselves to the community that was what the community had asked for at last time and so that's why we put it on there this time um if there are additional um applicants at whatever time we end up deciding to to do the actual appointment process um then I believe my understanding is that we will also set aside a brief time for those can those applicants to um have a brief introduction of themselves in addition to um the interview process that is identified in our process and our bylaws so um so that's kind of the introduction Mr Ru or Dr Bower anything to add to that before we start with public comment not for me okay so as we've been doing Mr President yes Mr President I'd like to table this part there was not enough notice for the community to completely be informed or for the complete Community to be informed only a few chosen that were called are the only ones that are going to come forward I think that is a real farce process when not everyone was given enough ample time to know about this I think this should be tabled until after the process is put in place second was that a a motion trusty Marquez that was a motion second by Chavez a motion and a second to table this item is there questions or comments from the board trusty erera yeah um I think it's important to hear everybody that's interested everybody that invested their time um I heard from Plenty of you know uh community members and our trustees um about uh one of the um community members who is here today and I would love you know if she is interested to hear from her um I don't know you know um yeah so I think we're in alignment I remember when I was a candidate at the time or a possible candidate or thinking about it I was not ready you know I ended up going to the meeting because that's you know as a parent that's what I was doing at that time being informed and active um and Community member and so I remember having my heartbeat and say wow I didn't think this you know was going to be a moment given to me and so I remember going for it and so um I will uh be supporting 303 um is that what we're discussing 303 because I hear another the motion on the floor is the table you'll be you're you're talking to the whether or not you will support the so I won't be supporting this motion and uh yeah okay TR thank you trusty K I think I saw your thumb yeah um I I actually don't understand the whole idea of um of transparency wouldn't wouldn't it be great to hear from folks today possibly hear from folks later on uh and then even between and then hear people uh you know when they have to when when they're ready to speak when once we develop a process obviously it will be more clear to us and so I think the more opportunities for people to speak it's the better um obviously we don't want to hear from the same exact people over and over again but I mean a as the process is fully developed we' have more opportunities for more people to speak so um I'm I'm comfortable with as AG gendis today allowing those who are here um and they're interested in speaking to speak we can go ahead and hear them the community can hear them and then at a separate time provide another opportunity for people to speak it's I think it's a a worthwhile Endeavor to allow uh folks who are interested to to be able to speak so that the we can hear them the community can hear them and then you know other folks can be informed and we can get more input and we can know more about you know what the community's position is on the on the people who are out there what better way of of showing the community who are the applicants because one of the criticisms uh that we heard from the community was that the names weren't put out and that because of some HR issue and so I appreciate that you brought that up because this is a this is probably an even better way of allowing those who are interested to announce themselves and to um present themselves to the board as well as public in general um you know to go ahead and tell people to no don't talk because for whatever reason it just seems like a and and an Endeavor to try to be less transparent um and so that you know that's not what we're supposed to be doing thank you trusty Chavez and then I'll go after that and I think maybe trusty pres yes a response after that okay okay go ahead chave okay so I think that in all fairness we should give everybody the same amount of time and if you give those persons time to talk now um and then they're just going to be talking more the more you speak to somebody or hear somebody speak you might be swayed one way or the other so to make it more Equitable I think everybody should be allowed the same amount of time and the same number of times to speak thank you thank you um my quick comment is that I you know this was agendized as it as it is here and so In fairness to any individual we don't know we may have someone or we may have no one we we don't know at this time but if we do have someone who came here with an interest in putting them themselves forth as an applicant and they've been sitting here through this meeting I think it's um that we owe them the opportunity to to have the this Mo time to introduce themselves to the community if they if there are people who don't know them I remember the last time there were several applicant applicants who were at that time fairly unknown I would I would say to most of the community and ended up being very good applicants um so I think um In fairness to them if they are there tonight they should be given the time to speak um because that's how it's agendized and they made the effort so I will not be supporting the motion to table trusty Chavez and then trusty Marquez after that uh go ahead take Marcus and then if I still have the comment I will okay thank you okay trusty Marquez okay so here um listening to um Chino and listening to um to you um president Deano it just does not make any sense to have people speak now when other people don't even know that this is available is not it hasn't been published anywhere it hasn't been told or if it has it hasn't been with enough ample time and so for me this process of allowing them to do this is going to tarnish the process you're going to put up ahead you know because you still have to put the guidelines and what they're going to the questions you know they're going to come and answer you still have a lot of work to do and putting this together one of the things I am going to definitely recommend and I hope that you really take it too hard is that no applicant no applicant that is going to be interested should contact any board member and introduce themselves and try to lobby for a vote that happened in the last appointment I had Corina call me several times while all the other applicants never never even thought of being so une as to call a board member and try to get the support of a vote and I don't want that to be happening at this appointment where your friends or your people you know as a board member they're going to be calling you and say I'm interested you know with my chances blah blah no if you're interested you apply if you're not interested you're not interested but no one no one should contact any board member that's going to make a decision or a vote on the appointment should be ever contacted because what Karina did at the last appointment was very very unethical in calling me so I hope that when set up the rules that you will keep that in mind thank you thank you trusty Chavez did you remember your comment yes okay um I'm I'm glad truste um Marquez said that because I'm going to refer back to what I just said in all fairness everybody should be given the same amount of time to be fair and so everybody knows that we did a fair process to to let persons speak more than other persons that's not fair that's not Equitable and they're always coming to the board meetings and saying we need to be more Equitable this is a chance to do so thank you okay thank you so at this time since I'm gonna go ahead and call for the vote since we need to move forward um and so this is the a vote to table this item or not the motion no the motion on the floor excuse me is to table this item so um let's see um Mr R do we need to take public comment on this tbling motion no this is a it's it's really more the nature of a motion to carry it's not a motion to table because there isn't another motion on the table U but it's a motion to carry but no this is a procedural motion okay so but we always allow comment from the community okay so I'll go ahead and call for the vote for this motion to table trusty era no trusty KERO no trusty Marquez yes myself no trusty Chavez yes okay motion to table is does not pass um the three opposed erera quo Beano um so um did we originally have another we didn't have another motion yet right for this item no go ahead hey board president Bano um would you indulge um the because um you know I have to admit that sometimes I may um see some something that I agree with with my our colleagues not everything and not everything that they mentioned right here but um you know I think it would make more sense to move the the comment section um to um after we develop the the the um sorry about that I you know what get let me get back to me I'm I'm at a l right I'm not sure we are on um I I wanted to adjust the comment section so that we can go ahead and fully flesh out out our process and then then it becomes just part of the process you know do you follow me I might I'm sorry it's working on process the process is this is as like literally this um this item is part of the policy that we have outlined in our board bylaws already so it's not that we need to determine a process this is the the the opportunity for potential applicants to introduce themselves at this time is part of the memorialized process got yeah I I I just I went I went back to 92.3 I so you're right I was being know there's a lot said and so they throw a lot at you sometimes you I appreciate the clarification you're right you're right thank you kto so I'll take it back uh president Beano if we can move on um and see if we have a list uh to find out if there are people interested um do we need to make a motion I don't even think we need a motion actually okay on to that that would be great no motion is needed right Mr D that's correct I think you just call the speakers okay so then um at at this time the it's obviously the the digital nature of this makes it a little more difficult in many ways um but any again this this is a opportunity for those who who became aware of this um to present themselves to the community it's it is in my estimation a fair proc oh I won't make a comment because that part is over so if are there are any community members at this time who um who have an interest in applying for this vacancy um please uh raise your hand in the zoom um platform to make yourself uh um visible to Mr Gil so that you can have up to five minutes to just introduce yourself to the community again um this mirrors the process that we used last time and this was from coming from the voice of the community wanting to know who the people who were thinking running were so or or applying I'm sorry so I'm kind of trying to stall a little bit while Mr Gil identifies who those people may be and maybe we don't have anyone at this time but the opportunity exists here on the agenda so Mr Gil do we have anyone right now yesly we have three okay so um no particular order uh Mel if you can set the timer for five minutes um and so I believe the a difference from this time to last time is that last time I believe we gave 10 minutes and I I think the feedback that I heard was that that was was quite a long time for people to do just an introductory kind of statement so we did shorten it down to five minutes which still can be substantial for this particular type of um you know speaking opportunity so the first person you know feel free to take the entire five minutes or whatever you feel is necessary to introduce yourself and your intention um to apply to the community Mr Gil Who is the particular order who is the first person if I may address that earlier there were four people now there are three sometime four it is dropping are we still considering whoever comes in correct so they're back to forth okay okay so let's uh if you can choose one just randomly and we'll start there and and see if those four Remain the four that we end up with okay the first person is Joe Corona okay Mr Corona thank you for stepping up and um actually you know I'd like to put this to the board quickly I don't know if we could do this maybe this is an opportunity where we can turn on people's cameras um Mr Ruiz or or Dr bow or anyone feedback about turning the cameras on at this point this is a little different now from those challenges we had earlier in the evening can we go ahead and if the okay if the applicant has the ability and the desire to um turn on your camera I know people may not have be set up for that right now but if you are we I actually individually as a trustee would request that you do that just so again the community can be familiar with who you are and if you're going to try to be in one of these seats we should know kind of have know who you are yeah so um so thank you Mr Corona um and everyone else if you're able to and desire your camera and feel free to take the five minutes um and with that Mr Corona you can go ahead and take as much as you like and let us know when you're done thank you okay by time start good evening good evening Bor and uh trustee uh um my name is Joe Corona I was a candidate for this past election fortunately I was not the the Victorious one but uh I've been living in this neighborhood so everybody can know I've been here since 88 my kids went to this alrock school board District my grandkids are going that's what made mein to run for this position that I know I'm not a educator I've not been in this in the in the system as all the other boards but I I I feel that I can bring something to the table that can all we change this board a little bit uh work with the board and with the parents to help the the achieve more make our kids more successful more growth and achie and achievement on their studies we go forward and uh and uh in this community you know it's not an easy job as I can see all you got I hear all these these people speak which they have the right to speak which is good it's everyone has everybody has a different view of this Alm Rock Schoolboard District you know many year several years ago I was a coach here on the on alrock School uh alrock area I I had the place was at gay Avenue I had to go and I was a coacher for several years which is great you know got invol with the children kids and uh that allowed me to be become who I am those those kids are now 30 30 years old and they see me they still call me coach good that's part of and I am also a little St John bani uh Catholic Church that's why I'm a parishioner there somewh involved there I care for this community maybe I can bring some kind of like I said before uh uh help uh this this board accomplish more goals that we have place and I see there's a lot of challenges in this area but we can we can achieve them you know I always say to myself every adversity has a seed of an equal or greater benefit for those who have a positive mental attitude you know and uh it's always having a positive attitude and everything will work out for yourselves and uh uh nice talking to all you guys uh and uh keep me in in your consideration if you guys decide to appoint somebody you know uh I hope I can of you guys in the future you guys have a good evening thank you very much thank you Mr Corona okay um Mr Gil again in no particular order Rand if you can randomly select another person and if that person my request have your camera on if possible and and take as much as you need of your five minutes to introduce [Music] yourself so the next person is Raymond Miller okay Mr Mueller uh once You' begin speaking you have the opportunity to obviously as I said speak for up to five minutes to um discuss your uh potential application intentions Etc so feel free to use up as much as apps as you need and and start talking we'll begin thank you very much um I would like to first um commend the uh superintendent on uh she has managed this situation as soon as it was possible information did get out um I would like to speak to a couple of points first of all I do feel that the appointment process has been used and abused by the members of this board for decades there are currently I believe two people on this board who were originally appointed I believe were you not I believe also anyhow sorry not Ernesto Andre um so I am going to continue with what I have asked in the past and that is that this group when you're making your choices that your choices are not I like this person I would you know have coffee with this person but do they represent a group of this community that I do not do they have views that are not the same as everyone else because I think that will be a big issue um I did want to mention that since the voters are being left out of this it is important to note that there are other things in place from the elections that you may want to look into before you make your decisions that would include um endorsements and such um I am currently the co-chair of the sil Silicon Valley stwall dims and actually our club endorsed uh Karina and um Brenda so they didn't I wasn't running this election um so anyhow those are a few points that I wanted to bring up and in honor of the fact that I promised my husband that I would not I'm announcing that I am not putting in my obate thank you thank you Mr Gil next person BR Zas Miss Zas same thing um you have the opportunity to turn your camera on so that the community can if they don't already um get a visual see who you are and and hear your um you know anything you choose to use your five minutes for introduction or whatever um so obviously as we said when you begin speaking your five minutes will start feel free to use the entire five minutes or however much you need uh first I want to say thank you guys for this opportunity I also want to state that um I don't feel as comfortable as I should to be doing this because this was a really short notice it was 24 hours and I would have loved to see every person that wanted to run for this scene I want this to be as Equitable as I I can see it and um from what I've heard I do want everyone to know I didn't know there was another meeting at the same time as this board meeting which does make it really conflicting for people to um come and um I would say give their five minutes if they were offered a door Dash uh card that just I didn't know all this information so I feel uncomfortable giving my statement right now um and I would ask if I am allowed to give my statement with everybody that is putting in their application if that is possible um can you let me know right now um I'm not quite sure if I understand the request so if I want to wait to give my statement when all the applicants have given their application and have the same amount of time as I do and the same amount of time um to put in their application and know about this process can I do that then and there you mean so so you mean not speak tonight but um at at a future time when we go through the appointment process and there may be other applicants to speak at that time yes because if I speak now will I be able to speak then again uh I believe that is how we did it the the last time but board members um you can feel free to refresh my memory I believe last time there was there were several people who were who did not speak the first time but spoke the second time and I think there were others who spoke both times um so yeah I mean if I can just add uh I'm not sure when you say the second time and the first time I know that we spoke the five minutes and then I believe we went straight into the interviews process that we were given um you know time to speak then so um this is a time that's given to everybody and if Mrs sendas doesn't want to take it that's fine right we we get to respect that um but we get to you know depending on what we choose what that process [Music] is if my memor if my memor me correctly I think there was at least one candidate who who couldn't make it who didn't know the first time and so they spoke the night of as an introduction so to answer your question Miss andas um if you would want to not speak tonight and instead give your introductory speak uh you know words on the night when we do the process you I believe it will be okay to do that because we so it would be basically like you didn't as if you might be one of the candidates that weren't aware of the media tonight and so you would have the opportunity at the other appointment proc um my point was because um the other time wasn't a 24hour notice I think we were given a little bit more time but I will say a small introduction just to let you guys know that I am interested in this position and I gonna say my name and a little bit information about myself well if we do that then I think we I mean this will be considered your introduction so okay I think at that point it would become a little unfair if we do twice well I do take this role very seriously um to me uh when I ran for alen Rock School Board District uh my only purpose was to serve the community and the children in the school I've been working in this district for 14 years um with the special ed department and I truly love my job I love those kids and I see nothing but potential in these kids um working in this district has given me the experience to know what our children need and um maybe how we can better support our kids um I've made a lot of connections during these past years with a lot of not only leaders but Partnerships that I know that are willing to come in and support our district um I have been very involved in our school district I sat at site Council um I was a representative for both of my children's school I have two children one is in elementary and one is Middle School um so I was the representative for both of their schools and I also was the district advisor committee representative um I learned a lot about our district when I got involved and I learned how our budgets are allocated I was also given the Jubilee parent award um from the district and um from the principal parent award because I choose my time to volunteer my kids school uh to learn more about not only their teachers but their classrooms and what they are doing um and I've always volunteered for all their field trips I've never missed one field trip with any of my children because I think it's important to see what they're doing and and be involved in their schools um I also want to say that I been taking trusty training before with um board members that sat at this board and took the time to give us a three course training that I truly appreciate because they gave me a lot of understanding about our school board um I'm also the right now the lind Vista uh PTA yearbook staff um as I mentioned before I've been very involved in this District um I used to be the youth uh leader for a church here in the community and I've always been involved with children from Little to teens and I know the hurdles that our kids go to because I am the only candidate that I will say works with these children are elen rock students and I believe that I will bring that uh lens to this board um which is our students voice I work with them on a daily basis and I know um what our parents uh need and and and ask for because I contact them on a daily basis and especially with covid-19 right now I'm hearing of all the needs and all the um support that they wish that they have or you know and I understand that our district right now doesn't have all the funds and is doing the best that they can do and I can see it um as as transparent and trying to involve all the parents that's something that I appreciate with this board that you guys have been doing um I have also been volunteering sorry um I've also been volunteering at the food pantries here at uh our local pantries with City team uh with the River of Life family I've been doing that for two years and um have I also partnered with our local farmers market on making sure that when covid-19 happened that a lot of our parents that are undocumented got the vegetables and food that they needed I was able to raise enough money to give uh more than 50 families groceries um we do it on Sundays and lot of our um Farmers Market they donate whatever they don't sell and we distribute it all over and a lot of these families are all Ellen Rock families that we support um I am very involved when it comes to our kids our parents and I take it very serious when someone is uh in need and whenever you ask me if I have um if anyone needs anything I always look for resources I'm very resourceful when it comes to trying to make sure that um we try not to spend money but support our community as you guys heard the Linda Vista project was with beautiful team and um that was a great partnership that I could say that I was a part of um we were able to uh beautify Linda Vista at the cost of Zar to the district and I'm really proud of that because our school got beautified and our children were so excited to see the new basketball courts and I hope that one day they get to play with them and get to see the new uh Galleries and art that was um I'm looking forward to continue to working with partnership that will bring services to our school district at possibly no cost and not only that advocate for more funds because right now I know that the biggest need in our school district is of funds and whatever I can do to support the district um I'm ready here to help I'm here to serve and most importantly I'm here for the students and our parents okay thank you mras um Mr Gil do we have is it one other person or two more yeah there is one person and a phone number will ask the next person is [Music] De um same thing for you if you have the ability and um oh there you go camer is up and so same as everybody else when uh you begin speaking you'll have up to your four five minutes to give any type of introductory statement you would like and and introduce yourself who may not know you in the community so as soon as you begin speaking you're feel free to use as much time as you need of your five minutes sure thank you so much uh board uh board president uho um my name is Yu uh my pronouns are he him I am an immigrant I'm an educator uh and I'm someone who deeply believes in the power of the people uh I grew up in Section 8 housing uh I have been in classrooms uh and I know all too well uh you know what the lack of representation means and how it translate to educational outcomes uh for our children uh not just racial representation but representation for the younger generation uh representation for low-income people um and and I know what it means to be rose that grew out of the concrete um so I'm raising my hand just now just to be clear uh not so much for myself as I haven't made a decision whether or not to be a candidate but um really for our Alam Rock Community uh I know uh that the name k Tran uh can elicit some strong emotions uh I know the name Scott fam can elicit some strong emotions uh they I know for a fact that they do for me uh and it's not a good one um I strongly oppose their Antics and I look forward to the day when you know the alamro 3 is gone as well for good from our board meetings uh and you know similar to uh Brenda you know having ran in the past uh I really worry what what will happen in 2022 midterms when it rolls around and one of these two decides to throw their names into the election again uh having you know not really run any conventional sort of campaigns and both times either being elected or being very closely almost elected um really shows what the uh Community is is is asking for they might not show up to the meetings but they made their voice heard through their votes so you know in the interest of equity for our uh students and and for steady stewardship um you know through the very possible like very rough times ahead which I'm not jealous of any of you guys um you know having having seen what's going on um I'm considering to apply um you know or find someone within the API Community to make sure that we not only react to you know things that happen like this these troubling times when someone decides just to quit on the kids uh you know but but I hope to proactively work to engage our communities uh if I do end up placing myself into this process I will do so in the interest of our children um you know in the interest of reforming our alen Rock District to be more fair more Equitable uh like uh VI had mentioned in the past perhaps a changing of the way we we do the elections in Alam Rock uh I will do so in the interest to make sure that long after black lives matter you know stop dominating the news that we will make sure to keep police officers out of our schools uh and instead invest in our mental health and educational needs of our children um and it's just I beg everyone here to to reach out to anyone that you know that you think is qualified uh I think our community have a lot of good people uh they've been deterred um and it's time to re-engage the communities so thanks so much and uh that's all okay thank you Mr whnn um and I believe we had one more was is that correct Mr Gil we have a phone number yes sir there is one number ending 6518 okay um the individual who's presently calling in on the phone with 6158 obviously you don't I don't believe you have the ability to use a camera right now um but you can go ahead and when you begin speaking your uh five minutes will start for you to have a chance to introduce yourself and tell us a little bit about your intention to be an applicant uh yes can uh can you hear me board president Beano yes loud and clear oh okay very good uh board president honorable members of the board uh my name is min famam I you know uh I am putting my name in uh you know in the application process for the board vacancy uh why am I doing this well uh I am a alam Rock resident and an Alam Rock graduate and I you know I would not go on to college not go on to graduate school uh not working as as an educator nor as a legislative Aid without you know what Alam Rock has given to me uh you know in terms of uh my commitment to this community I mean first of all uh you know there was a Vietnamese candidate that was elected and I myself am Vietnamese and you know and I think you know the Vietnamese community in Alam rock is part and parcel of the rich Heritage of this district and I you know look forward to being able to you know uh represent that perspective if appointed to the board but I think more importantly uh I see you know why why I you know the meat of why I want to I want the I would uh myself forward for appointment is uh you know Alam rock is you know going through some tough times as a result of this pandemic you know uh not of its own making and you know as we know you know funds have you know our district serves a you know low to Middle inome population so you know my focus you know if appointed would be to work with the to colle work with my colleagues on the board you know work with superintendent Bower you know to you know to get get us through this pandemic just like it has just like this District uh has gone through you know uh in has come out the other side through you know uh its 90-year history uh to you know and once we get out of that pandemic and you know to work to you know put us back on the right track you know financially and in terms of being able to uh uh offer educational programs that will you know bring people you know bring the community back to Alam Rock You know I you know I you know uh you know I currently serve as the vice chair of the bond oversight committee you know I'm no stranger to you know uh working through thorny questions and I you know uh you know it was a multi-year process but you know through you know much work with my colleagues on the oversight committee we were able to you know get questions answered and help you know help the district improve its you know internal Financial controls regarding to bond issuance you know and you know move us into a better place you in regard to our bond programs so I'm hope you know so you know I'm hoping to leverage my experience not only in that area but also you know as a legislative Aid I've worked to you know when adalante had issues with getting staff with teachers I was the point person in the district office of Assembly women compost to you know push through the bureaucracy and as Vice chair of the uh uh citizens advisory committee with the open space Authority I've worked to you know help secure grants for example uh at Joseph George middle school so I certainly hope that you know uh I can be able to use this experience to you know again get this District out of the pan you know see the district through the pandemic and get it to the other side in a better place uh thank you very much for your consideration uh board president and honorable members of the board and uh you know uh in good evening thank you very very much Mr fam um just to make sure Mr Gil we don't have anyone else is that correct tonight correct okay well thank you um to everyone who this evening St Ste forth and and gave us a little information about yourself um as applicant or potential applicant um let's see so that's all for this item this item was just specifically to receive those comments so so I'm sorry Mr President we can't hear you very well oh sorry so I think on this item that I was just thanking everyone for stepping forth and I think on this item is this not it's specifically was just a time for those applicants to come forth um so I don't I don't know that we have the need especially in the interest of time for common question from the board but if there's anything urgent that someone feels they need before moving on to the process and procedures for this um I guess we can take a moment or two Mr President I really feel strong that we shouldn't be asking questions of the speakers no no not asking questions of the speakers I just meant amongst the board like with regards to this item no we're that will be in the interview process okay trusty Chavez are we set in a date right now that would be I think on the next item okay okay so it sounds like we don't have anything so again this was just the opportunity for people to come forth and and put themselves out there um Dr bar do you have something I we cannot hear you it's hard to hear you I don't know what's going I know that you get closer to your mic but it's hard to hear you I have h i I'm not able to hear you yeah you're almost at a whis at a whisper can you hear me now a little better but not okay hold on put your hand over the mic maybe can you hear me now yes oh much better okay so much for this microphone I'm just using these little earbuds now and I guess it's better okay so we don't have any need um or we can move forward to item 3.04 I think that's where the majority of what um trustees and probably Community will have input on um and so item 3.04 just as a quick introductory um I'll say something and I guess Dr bow or Mr Ruiz can chime in but this is basically now as I mentioned previously we do have the majority of the process the of how we go about an application process I'm sorry a provisional appointment process in our bylaws and so that's all there in terms of how we um send out the applications how we do the scoring all of that stuff is is in there so this um item tonight is more I think then along the lines of timelines um also I know we need to I we requested for each trustee to bring two questions um that they might want considered for the application and interview process and so um so I think all of that stuff the kind of some of the the minutia or or the finer details of the process is open for this particular section is additional that we announce oh just setting a future date board meeting as well okay and so as we've been doing we'll go ahead and um start with public comment um on this section 3.04 and then we'll this is as we agreed to 20 minutes for this one to give more time for the next one after the public comment on this item um then we we can use that comment to inform our questions and comments during a board discussion of of the process and procedures so with that all being said um I kind of hate to do this because I want to hear everyone but uh vice president ER Lera can you go ahead and um facilitate for a couple minutes the public comment I need to um take a quick break absolutely so thank you okay thank you I'll be back so Mr we have speak speakers are ready to speak yes we are one okay can we go ahead and uh unmute them and the first person is T Tanya as soon as your uh speak in we'll yes we can hear okay you can hear it okay so I sent a letter to the board members today and to uh superintendent Bower uh explaining uh a position I'm taking about uh how the process could be and I'm going to say this not knowing the full facts and maybe the attorney does but I do know outside of your policy outside of board policy many school boards have done different kinds of choosing of positions and making decisions one of them of course a special election you know the other is doing provisional appointment um there have even been coin tosses which I strongly disagree with um but there's also in your power I believe within your power as school board members to actually appoint the next vote get her um after all you are in the position of power to make decisions what's best for your district and the most expedient would be a to pick somebody who's well known um to this community who's been engaged who's been involved who's run twice um been to the board done done done the work basically and I believe that you do have the power within your within your position to actually make a decision that's not necessarily in your policy but it's not not outside of your policy either and that is to point the next vote getter and I'll just read what I wrote Brenda's and day house who ran a full campaign this November very close to third vote getter and also ran two years ago and has been actively engaged in school and Community Affairs before after and in between campaigns she's prepared herself over the years to be a capable and responsible trustee she was also an applicant for the vacancy left by Karen Martinez a year ago in the light of this I strongly feel that the board should appoint Brenda to the vacancy as soon as possible and there were also not just my letter but there were two other letters one from Richard Hobbs that you received and one from Nella and alen hinger requesting that you'd make that consideration as well thank you thank you uh do we have anybody else on the list yes we have two more three more uh next is Jeff Markham Jeff as soon as we uh you begin speaking we'll um start the time thank you very much uh for very much the same reasons that former trustee foren Burger advocated for Brenda zenas I would like to advocate for Bruce Wen uh he's also run twice before and placed reasonably well in the voter uh roles in terms of uh represented how he's represented and uh I think he would represent the Vietnamese Community very well um and and as we've seen Mr fam was the uh second most vote getter uh in the community and uh I think Alam Rock really needs to spend some extra energy reaching out to the Vietnamese Community because this process has confus them uh and uh you know they're from a a country where they've had a lot of political upheaval and I think uh reaching out to them and having somebody that they trust within the Community uh is a good thing and uh the Vietnamese Community has a lot of school children in our district and it's very important that they be represented um I think we have a lot of representatives from a lot of other ethnic groups and the Vietnamese Community needs to have an active voice in alrock and I hardly recommend that we uh advocate for somebody who could represent their voice so I would put my voice behind Bruce w thank you Mr Markham uh do we have any other speakers Mr yes next is Nat Abal welcome as soon as you begin speaking we'll start the clock thank you my name is Natalie B Mama three um I wanted to Echo what Mr markim I just said um I I've fully support uh duwen um I feel like just from knowing him when he R he ran before he's been very transparent he cares about the community he cares about the kids um and I feel like he would rep he's that representation that we need on the board um there are other people that are that are interested and I have to say as a community member I you know with not getting into too many detail but if I haven't agreed with a certain person's um things there is a particular person who's running who has put inappro like inappropriate emojis on my Facebook and then goes and changes them so you know um I it makes me very like uncomfortable like if you know having a candidate that might not be able to have receptive communication and I do feel like with uh Bruce with with uh DN that we would have that so I um I fully support him thank you thank you uh do we have somebody else uh yes ma'am we have Victoria partia Victoria as soon as you begin speaking we'll uh start the clock hi good evening my name is Victoria partia um I am a parent of um my son who attends alante too and I'm calling to express my support for the of Brenda SAS to the alumrock Union School District Board of Trustees I think what set Brenda part is that you actually see her out in the community one of the just examples that I can think of straight now is that when I started talking to her about how it's very challenging that my TK son has four different apps to log on and how challenging that is and right away she told me what was going on and she let me know that there was other parents in the same boat I think this is very important I do like I said I do see her out in the community and I know that she is very relatable because she not only works um in the district she ALS she also has children and I think this is very important and she does bring a different perspective that a lot of the other people might not so please um you think about when they has us you're thinking about who to appoint thank you thank you Miss partia uh do we have anybody else yes we have Demi Yang welcome as soon as you begin speaking we'll start our clock hi my name is Tami Yen and I am a Community member I am calling to ask board member to honor the election Resort and point Brenda Zenda to the next Board of trustey i' also have a question maybe you can answer later I wanted to know how you guys will point the next one because uh I don't believe it if you have to interview them and then your board the trustee uh appoint your next that would be your peer and then that queer is a higher Yaki I don't think that that's fair for you to do it so I wanted to know if you will open the public to pick who you want to choose that like do public get to have comment on or get to vote because I just personally don't think it it's fair for you to appoint someone who is supposed to be a evil even position as you thank you thank you Miss Yang uh do we have anybody else yes next person is Steve Naro welcome Steve as soon as you begin speaking we'll uh begin the clock thank you uh uh vice president and and the rest of the board um I'm going to try to be as concise as possible I actually um I I'm familiar with Brenda's Zend house I mean i' I've had folks tell me about her background and read about her prior to the election I um wouldn't have any issue with her taking that seat um I can't find myself necessarily advocating for her or trying to represent her because in my heart of hearts I also know that it's important that we hear from the community and I don't think as of right now we've done enough of that what I'm really interested or keenly interested in seeing is Outreach to the community especially the Vietnamese community and being able to reach out connect get people engaged hear what they really care about and and see what the community can bring uh to the table in terms of you know potential viable uh people to appoint I mean in the end maybe brand is the great best choice and that and that would be awesome but I still think it behooves us to take the time to listen and to go out to the community and really pull that in because I look at the board today I don't see that representation and I I really think we if we don't do that if we don't um take that opportunity to really um hear you know different aspects of the community out we're really missing out thanks thank you Mr Navaro anybody else yes Raymond Miller welcome Mr Mueller uh as soon as you begin speaking we'll uh begin the clock so um I've put in a lot of comments here I'm very very happy that this is moving forward um I do want to make sure that I you hear what I was saying that this was very difficult both of the last two times which I did participate in both of those um and I do hope that you will work to make this easier for the applicants um the first time I went through it I actually was interviewed by the superintendent before I even got to attend the board meeting so I was cleared and it was obvious that I was capable of this uh there were some questions about that in the last round uh the people were not necessarily screened beforehand and not that any of us was unqualified it's just I think that that's something that it would be good if you did that in advance some folks might want to consider whether they're going to be the best option or not um I do hope there will be some opportunity for Community input whether that just be each of you calling your supporters your key people and finding out for instance Camille should be chiming in at some point I don't think that she'll be interested in putting her name in the Hat but she's a very good person to talk to um as well as Victor and a variety of other folks um but please because of the fact that this board currently sits as a Latino board I hope that you will reach out to community leaders and other sectors of the community such as the Vietnamese community and talk to them about some of the folks that are applying ultimately this is all up to you and I don't want to be in that seat right now I'm glad I'm not Karina thank you again for taking it good night thank you Mr Mueller anybody else yes I have next is Andrea poro welcome Miss Portillo as soon as you begin speaking we'll begin the clock excuse me I'm going to step away from for a minute hi everyone U my name is Andrea Portillo I'm here supporting um our impu parents as well as I'm also an arusd Alum and I'd like to again just call for transparency in this process and really urge the involvement of parents and community in this decision-making space um parents and students deserve to be a part of this process and should be able to submit questions for the interviews or be part of a parent or student committee that will vet candidates um I agree with previous speakers in the importance of doing further work to engage Community to both deepen the Democracy of the district as well as to strengthen parent and Community voice um we all know right now that our community and our students are suffering and they deserve to be part of electing or appointing the representatives that truly represent them and hold their best interests at heart thank you thank you anybody else yes um Victor vcos welcome Mr Vasquez as soon as you begin speaking we'll begin the clock thank you um just my personal observation here um I appreciate Community calling for a deeper process to engage uh folks who we also believe have been left out traditionally and we also I appreciate people's experiences and what you share about that so I think we should listen to that as well um as people have gone through the process and really be aware of power right like if if your job is to build a policy work with people and also some accountability in the process we've been talking about accountability we have to be aware that you know a little bit that the person who I'm supposed to hold accountable or my colleagues should not be the only ones that are screaming I think it's important for us to keep that balance uh in terms of like any kind of screening or in transparency so that it's a balanced approach right so that by the time candidate get here Community also sees all of those opportunities or it's part of the screening process as well so just want to Echo that that how do we balance that we've done a good job with other committees where we build that space I know that we probably don't have the time to do so but be very careful around those power dynamics thank you Mr Vasquez anybody else yes we have Claudia K well wel Claudia as soon as you begin speaking we'll start the clock Claudia can you hear us Claudia is she unmuted yeah uh is she unmuted can you hear me now yes welcome Claudia as you it wasn't allowing me to unmute myself it was is denying me sorry okay I will be speaking in Spanish um when give me one second just want to make sure we have our uh translators ready to translate for you okay thank you uhuh sorry translate from Spanish English is he able to shift though from his Spanish oh great thank you so much yes okay okay thank you when she can't hear us okay this good give me give us one second Claudia um can you hear her uh okay okay Claudia um I I just want to make sure that you heard if you can please uh speak with pauses so that he can translate for you okay thank you can I start now yes pleas thank you if you can let me know when to continue because I can't hear him go ahead you let me know when you go ahead okay V Ray mu thank you very nice very nice gracias claas too uh she was speaking in Spanish so we were to give her four minutes total so if you can unmute her just to make sure that that was her entire uh comment yes that was all thank you very much okay gracias thank you very much thank you H for translating for us as well the next person is dza Gonzalez Miss Gonzalez uh welcome and as soon as you begin speaking we will uh put the clock at two minutes for you good evening members of the board I'm once daa Gonzalez um thank you for taking Community input in decision such as this um we believe I believe that any person that represents us it's a it has to be a Community member a community that represent parents and students and that knows exactly what the issues are but but I also want to acknowledge that giving two minutes to each parent to say what we want is not enough if we really want accountability and do we really want parent engagement let let us engage in a more meaningful matter meaning make us part of the of the questions you guys are going to ask make us part of the this of the timeline so we could really give meaningful and and abundant information for you guys to be able to make the best decision for our community Community engagement means having meetings having that contact and actually reaching parents not 24 hours but with a timely matter which can allow us to be informed and ready to give what we want to see in the next com in the next leader that takes a position in alra school seat be accountable be transparent but also when you say parent engagement being meaningful about it let's create a path where we can give our meaningful in um input and not just a few of us but a a parents that are actually getting involved and at 24 hours but with a timely matter thank you and have a really good evening thank you uh do we have anybody else yes we have Veronica welcome Veronica as soon as you begin speaking we'll begin the clock thank you and good night everyone and thank you for still being here um and I think just like everyone else I want to Echo um the fact that you know I I would love for Brenda to take that seat right but I know that um the board does not want to take that um way and they want to be quote unquote you know Equitable um and want to see the perspectives and even though we had a lot of community input on uh supporting Brenda we still are not being heard so what I am asking is that you again genuinely take us as a partnership that if it needs to take every single day for us to meet and you uh and the district engage with the community with everyone open that up for everyone and engage into the uh whoever is going to be running so we can screen them so we can ask them questions so we can understand who they are and where they're coming from um that would be the best action take right and I know that you sit on a board and going into 2 in the morning it it's very heavy on all of us right we all stay up um you stay up and we all study the board book and everything and putting extra work and not just putting extra work to you guys but to us as well it is not just a oneway street it is something that we as parents I think are dedicated also in doing because we stay up with you at 3 in the morning going through everything and so again that meaningful relationship means opening it up if we need to meet every single day then we meet every single day for two to three hours to meet the needs of our community to understand who's running and who will be taking that position again if it's not wanting to give it to what the voters had said then let us be that meaningful impact let us be that partnership that you're looking for um with actions and not just with words thank you thank you anybody else uh no okay thank you so much now we'll move on to uh welcome back president Beano I'll go ahead and you can't hear can we unmute him he can't speak there okay thank you uh thank you tra excellent job um and thank you community I think I heard most of the feedback so thank you everyone for your input um and so at this time uh we can go ahead and move into questions and comments from the board and begin to try to outline the process and procedures for for this um this process I see trusty Gino with a hand up I believe so we can go ahead and start there I'd like to go ahead and if you'll entertain a motion I think that i' I'd like to put forward a motion that uh takes into account the concerns that have been raised uh but also recognizes the limitations and um and the need to go ahead and move forward in a in a reasonable time and so I know that folks have raised and said two weeks is not enough two weeks is not enough I I you know I I I agree um actually I'd be comfortable moving in two weeks but I also want to take into account the concerns that have been raised some folks have said let's go ahead and move on with the two Monon process I think that's a little dangerous getting to the deadline at which point the board no longer loses loses control of the process and it it goes on to the County Office of Education and so I'm not interested in allowing the County Office of Education to make a decision that should be made by the people who the voters alrock put here so with that said I would ask that we move forward with uh a process that brings back everybody at um at the January 6 meeting so that would put us right in the middle of the month so that if anything were to happen because we've had situations where the board hasn't been able to meet because certain board members weren't showing up and we couldn't hold Quorum and so I'm not saying that's going to happen but I don't want to put us in a spot where oh we waited until the deadline and all of a sudden people got sick and we couldn't take action so I think that the approach the the safe approach would be to move forward uh on January 6 that gives us four weeks uh through which we can uh follow the the policies which says we put out announcement in the in the media and then it also gives significant amount of time for people through to prepare to to engage with other folks um and uh and then present themselves and I would also encourage us to uh hold another session uh on the 17th before uh the regularly scheduled board meeting um an hour before for folks to come over and and provide uh and and and speak and identify themselves so that way we'd have today um an hour before the meeting on the 17th um and then we we would have um a uh um the on the sixth so a total of three sessions in which people can get out there and present themselves to the community they can also you obviously speak to the board and the community can you know find out who they are and and and do their due diligence as well as us to through the process and so I would hope that my colleagues would be able to support a process like this that you know takes T takes time but doesn't get us to that that spot where we're playing chicken to see let's see if somebody something happens and we we wind up handing over the process to to the County Office of Education trusty kto can you um thank you for all that can you cons want me to consolidate it if you can consolidate the motion please the motion was that we move forward with a process that creates a listening session on the 17th an hour before a regularly scheduled board meeting so that would obviously be a special meeting and we dedicate an hour there and then subsequently we go ahead and bring back the applicants on the 6th of January the first week that we come back as a as a district for the the um the final interviews as and the the appointment um uh that that evening can I add to that before I second um if can of you accept that maybe as uh board trustees we bring our questions on the 17th and announce them then that we email them to bow that we have time to think about our question um you know if you're okay with that yeah I think that would great that would be a great idea because it gives us that entire time to go get input and feedback from folks to what their priorities are provides that opportunity for folks to provide their input so yeah I would uh thank you for that I would just like to say um I mean Factor this in in that the questions that we will decide upon need to be part of the application itself that that applicants would get so if we hold off on submitting the questions as as trustees that would mean that the that would delay the this I believe and correct me if I'm wrong Dr bow or roio that would delay the um dispersement or availability of the application itself that's one thing and then I had another question but um Mr Ruiz if you could clarify that and if we can unmute him if we need to what if we were president B while he's being unmuted uhuh go ahead what if we were to make the announcements and we announce the process and then have the applications go live on the 7 once we submitted the the questions could I clarify trusty kto what you mean by we announced the process because the process as we've talked about is outlined in the in the board policy I mean the timeline okay the timeline thank you for the opportunity for interviews and or for you know just to speak uh go ahead Mr rise before the board meeting I tried to do some research to see what the paper process looked looked like for the board in the February 2019 appointment process and what I did find was an application that specified that an interested candidate or applicant would include a statement of interest and I believe some letters of recommendation but there weren't I couldn't find any specific questions that were asked they were asked to respond to as part of the application process but the board did decide uh before the selection on the questions that the applicants would be asked at during the process that but my understanding of how it worked in 2019 yeah and I think um one thing that's different this time around and I'll after this tring that I seeu um but one thing that's different that we kind of discussed internally was that in the previous time we were able to have the applicants be in a separate room so that each applicant could have the opportunity to provide responses in a way that you know the other applicants would not be able to hear but with the current situation we cannot um I I've conferred with Mr Ru and we're not able to exclude any applicants from this digital meeting so the the workaround or the solution to that that we've that we've are GNA are kind of proposing is that in this version the questions that are selected for the application itself the written application that we would request of an applicant those would be the same questions that would be in the interview process um so the applicants would fill out a written application submit that and then at the night of the interviews they would have the opportunity to to expand upon their answers that they wrote and in that way the person that goes first is not at a disadvantage because the person that go expand on what they wrote and not kind of borrow from people that they had that had gone first and and would put those people at a disadvantage so the reason why I say all that was it was in regards to kind of the difference between the process that we had last time versus this time particularly to Mr Ro's comment about that application that we used last time so I don't know if anyone if that's if I under explain that clearly and if people have other thoughts or solutions to that issue or any feedback can I say something I I think I F I had said before trusty kto so he could go and then trusty Chavez next sure I don't know if trusty Marquez it looks like maybe you're trying to say something hey um so but let's go Chavez and then Marquez if she's next after that I wanted to um support uh the your reasoning for the for the way in which it you know the questions should develop um I also want to do it for the purposes of leveling the playing field as well uh we should be uh cognizant of the fact that if we want to have a diverse pool of people then we shouldn't um simply go ahead and say well whoever we put in a hot seat they can answer questions best and you know them with questions then they'll they'll be the ones you're going to selected I think that uh in this process we should make sure that people can go out there do their research and provide wellth thought out uh responses to these very important questions that are going to be the basis on which we're going to make a decision as as well as you know whatever other information we presented and so for that reason I think that um having folks submit questions in advance um maybe part of the process is we put out the letter of interest or whatever recommendations we asked last whatever the process says and then everybody who submitted then receives the questions subsequently and the request is you need to submit them in advance of the board meeting so that you know the board can analyze them or um check so so to clarify are you saying that we still go with that initial form as last time which is kind of a basic um request and and then once we receive those those individuals will receive the application with a deadline to submit that would then be used in the interview process correct that way we're not holding up the process for just for an application and there's an applicant that doesn't even really come through or they don't follow through this would be sent out to folks who are already are so committed that they submit their permission and it gives us that week from here to let's say the 17 to De go out there talk to the community get input and then uh submit our questions and so in what Forum would we submit our questions then uh we've done it in the past where we've sent emails to the superintendent once we're ready to submit questions and the superintendent collects them so the board doesn't want to have a discussion then um under this proposal that would kind of exclude a discussion from the board as to which questions to use or we we create an item on the 17th that allows us to discuss the the the questions okay so that's the proposal trusty Chavez my understanding was that we were supposed to have the questions ready tonight um I have mine ready if you want them submit it now or if you want me to hold off um and is there any way we could do it a little bit sooner um I know a lot of the times they say well we weren't given enough time um keep in mind that when we're given all this material we just have a few days to go through it and then have the board meetings as well so um I think that they have to be able to adapt to that as well uh that's just an an my opinion but you know I'm just putting it out there thank you okay thank you uh in terms of your first question we do I guess we'll determine I have mine ready tonight too I don't know I don't see mine getting any different um but I I guess we'll decide whether or not those who have them can submit them now and those who need want want more time can get that uh before we go trusty trusty Marquez did you have something or not yet um I have a question go ahead so did we set the date for when this is going to be happening not yet I think there's a motion on the floor but we're still was that the January what was that the January um date that um was talking about I think for the actual appointment um process that special board meeting yes that's the January that was in J January yes so um I have a question then for uh Mr Ruiz okay so if if the seat becomes vacant um because you guys already took a you took a vote on that um do am I going to continue to sit through this process or not no yeah so it wouldn't behoove me for me to have my questions right now so that's all I need to know I mean you're as we sit here you still are a board member and you still have the opportunity to to have input into this process I think it's just after that time then that's when it it ends and it becomes vacant so so feel free to still have input here um trusta and then I have a question for Mr after that or Dr uh I have a question for Mr D as well so uh if once we put the um application out are we able to list in the application that the questions will be provided say we put out the application on Monday uh next Monday which would be uh I don't know December 12 I'm sorry 14th um in the application can we say the questions will be provided on December 17th at the meeting uh or December 18 the next day yes we could do that because I think um you know I think Linda made a very good point in that you know this is a lot of information right so we're expecting our candidates to take this serious right I mean we wanted to have serious candidates who take the time to fill everything out maybe you know whatever they're going to do to prepare to be the best candidate and so we want to give them that time and so I think if we're able to put out an application on the 14th and then let them know that the questions know will be finalized by the 18th that at least will give them the opportunity to begin the application process and then you know prepare with the questions later and then I believe the administration and staff would also need to know from you the board when the responses to those when the written responses to those questions will be due when they need to be submitted by oh yes okay um my my questions that I have um Mr Ru or Dr Bower um is in terms of delaying this out a little bit and and the timeline that trust suggesting what are or are there implications to that I know we have our we're supposed to have our organizational meeting as a board um normally in December um and so I wonder how that be becomes or maybe doesn't but become an issue and then in terms of the work that we need to do Dr Bower I know that um we've had discussions and there's a lot of significant very significant work that does that is time sensitive um and so I'm just wondering before we I I I agree I understand the importance of wanting to to be you know a little more take a little more time on this but I also want to make sure that in doing so we don't you know get have other implica negative implications on us other than potentially putting this into the hands of the county so if you can respond to any of those and I do see your hand trusty Chavez after this so from if it's within the first week of January I think that is totally fine that will give people time I think if the if the for us to prepare the agenda and to have all the paperwork ready I would ask the board to ask potential applicants to have everything submitted by January the 4th that Monday because then that gives us a an opportunity to have everything ready for you and the public by the six okay so in terms of the other business of the district no pressure If we go by that date it's still doable since we have the two weeks of vacation as it is on starting on the on December 21st we're we're two weeks off everybody's gone so I think that that that will allow was to have everything that we need right before like the January meeting the regularly scheduled meeting all of that and then uh Mr Ru in terms of the organizational meeting for the board does that have any impact if we delay out to January uh no no I mean you'll still go forward with your organizational meeting on the 17th because that's what your your rules require but no there are no other issues but so then we'll have our organizational meeting with just four individuals that would be part of that okay that's that's correct and is and there's no negative repercussions I mean I would like to I I I think there's value in having a fool board to there when we do that but I also weigh that against the value of of taking a little more time in the process trusty Chavez and then trusty erera is there any way that we can accomplish this before everybody goes on vacation on the 21st um I think the sooner the better and there's a lot of stuff that needs to be done in December and um we need to move forward on on um basically focusing on the students and their education okay um I think that's still open for discussion so we'll keep that possibility or that request in mind as we keep discussing trusty erera and then trusty kto and I think I saw Dr Bower too um I I it has to do with the same thing um I think definitely you know the 21st is way too soon to give a candidate you know time to answer questions fully being a recent candidate and answering questions I think we should give them sufficient time um in addition to that you know I don't think it would give our staff enough time however I do agree um in that if possible Dr B and I don't know you know how we can do this um it that we can have the questions earlier um for me it's important to have the full packets in if I'm expected to do an appointment on the six or you know that I'm or on the seventh that I'm giving only you know 24 hours to review a packet or 48 um I don't know you know maybe that we get it on the fifth like for me it's important that the next person that I appoint that I've read through their answers thoroughly that I've read through the resume th thoroughly that I've read through uh you know cover letter resume you know whatever is submitted so that I I've read that and then I hear the responses and then I'm able to make the best um appointment that I believe at that time you know to my ability so I don't know you know can we work somewhere in the middle where we can we're able to do all that you know take in consideration the candidates the staff and then us as trustees I guess to to piggyback on your question while someone is w waiting to respond to that um so your in in your request truste ATA how would it differ from what is on the table now um by trusty ketto in terms of that the 17th and the sixth I believe were the dates how how would you see that how how would your request fit into or be different than that timeline so there no difference other than we're discussing the process in regards to when the application will go out when expect the um answers or the applications in by um so since we're having that discussion you know of like what we're putting on the motion um my motion would be to have the applications I don't know and if if that's enough time right submitted maybe by the fourth and that staff have it to us by the fifth maybe what is the fourth the fourth January 4th that the that's what I mentioned yeah yeah four that's when she'll have them ready to us on the 5ifth Yeah by what time on the 5ifth we'll probably give it to you by the end of the four if we have everything completed remember I know we I don't know if we're assuming that people are going to submit their applications electronically there might be people who are going to be submitting applications the old way in in paper and pencil or paper and Pen correct you're not going to restrict the submission of the application right no they can submit anyway and so I just kind you kind of on the ground if you if people are going to be submitting you know packets or their their application remember that because of covid um we have you know staff needs to monitor the stuff that comes in to the office so the fourth will be the first day that I have staff that is able to you know collect the packets and for us to have them ready for you because we need to make copies and do all of that that we do for the board and our you know if packets are going to be submitted by the fourth You Need To Say by this time so that we can start you know copying and doing everything that we need to do to that we can have those packets ready for you can we require them to to be submitted digitally yeah because I don't know if 24 hours is enough time I'm just telling you the reality that you need to consider right Mr Mr Ro can we require a digital submission yes it's it's up to you hey uh president um I'm sorry did did I trusty Chavez did I give you an opportunity I forgot if I had no you didn't but let GTO and then I'll speak okay go ahead trusty kto um I just wanted to know the concerns about U requiring everybody DJ um May limit folks who are not necessarily uh comfortable with the digital communic with with I can't hear you you're gotten too low I I uh wanted to um raise U my concerns about requiring people to submit digitally I think there should be an in-person option uh because that would be uh limiting folks who don't have access to technology or they just aren't comfortable with um you know using a computer or something like that so I would suggest that we provide both options and then just simply L if we're looking at the 4th then just say hey there's a noon deadline and so submit your stuff then so that we can get everything out to the to the board members that afternoon if you know may one way thank you trusty Chavez um I think we should put like a Time an exact time like before 12 noon January 4th that gives the um staff more time to work on it and also they could do it it so that that way you don't have to worry about the covid just have them uh first class it mail it in and that way you don't have to have a a you know worry about your staff I I think either by the internet or or that way it might be easier on the staff and and and make the process and let them know you got until 12:00 that's it thank you uh trusty kto I appreciate um I just wanted to respond really quickly I appreciate that perspective I definitely thought about it too on the by the same token I I do also in some ways I'm motivated by um wanting to kind of set an expectation of being able to do things digitally because we do in these times operate that way and and in the past it has created a lot of challenges when someone um is not able to to um you know process paperwork or whatever digitally so that was kind of what my thought behind that is we were you know we I think we want to move towards that because we're all trying to get stuff done digitally and it has caused issues in the past but I certainly appreciate that perspective uh you know what I am uh Mo I am I'm in agreement with uh uh board member CH uh not necessarily about the digital stuff because I still believe that there needs to be access so I'll agree to disagree on that one but covid itself somebody can do it they should be able to go ahead and send it first class with the post with the stamp uh with the postmark so that should be two options for people who can't uh who can't or choose not to use um a digital format okay uh Mr R looks like he has something important and Thena so so the problem with using the problem with using a postmark is you never know what's going to happen with the US mail it could come late by a day or two even a week and it could have a postmark by the fourth um so my recommendation would be that it has to be in the district at the district by 12: noon on January 4th whether digitally or hand delivery by mail FedEx anything it just has to be there yeah okay truste so uh I'm wondering if we could do it by Jan I'm sorry December 31st this way it's in we have a slot at the district office that people can they don't no that's that's why I'm that's why I'm kind of reminding you this is a very dis circumstance so we have a little box that we put outside for everything that is coming in we don't leave anything outside this kinds of stuff right so there's no opportunity for somebody to go into the district and drop it in a box I'm sorry the district shuts down uh trusty era loera between December 21st and January the 4th nobody's here except for very emergency people nobody's here that's part of the the the calendar there will be no staff I can certainly wait outside but you know what I'm saying um I'm just letting you know the reality I may suggest to you that that you can move the the meeting to the seven gives everybody one more day gives you one more day just to read through the through the what you know I don't know how many applications you're going to receive and my role is only to put them together for you to give them to you that's the only role of of our office trusty trusty Marquez I I think was trying to say something but just real quickly before trusty Marquez goes and then trust trusty ketto after that I just want to bring us back and and let ask everybody if we are going too deep into the weeds right now and just in the interest of time or if this is all necessary conversation um because we still kind of do have some important stuff to do so I don't want to get too bogged down with this but if we need to we' need to so just we can think about that but trusty Marquez go ahead I think you had something and then trusty keep that no it was it was already answered it was because I know that the district is shut down so I was wondering how they were going to get you know their their paperwork in if nobody's gonna be there and it's okay it's something you guys need to work it out okay thank you trusty kto yeah um you know what I would agree that we move to the seventh it gives more time to review stuff and um it's in line with the with our meeting dates which are Thursdays so it'll probably be um less of an impact for the board members that way we're not just throwing out meetings in random days but we keep it on Thursdays since most of us have set those days aside for board meetings so if we make that change would we be able to move forward with the processes laid out and as seconded by by uh by board member so we're saying the 17th the 7th and then at the applications would be due on the the 17th would be when people could um introduce themselves we're giving that opportunity right is that what that was that first date yes and then we're saying that the seventh would be the appointment process itself yes correct okay and then we're saying then are we missing that the applications will go out on the 14th oh that that's what I was going to get to next so the applications when do they go out and when are they due that's the only dates that I suggested the 14 I agree with that they would go out on the 14th you said of December okay and they would be due on the fourth the fourth at noon and when when would questions be due by trust then if the application is going out on the 14th 17th no you got to do it before no no no see remember that the questions are going to be sent out to the C to the applicants after they submitted their application and remember we're going to need time whether it's a chain back and forth in email or you know staff or or president vice president or however it is to consolidate those questions into remember the questions would be we would figure out the questions at on the 17th it will be one another it oh that's right that's right okay so we Square it away there and they go out to everybody who's applying okay so date wise then does it sound like we have all of that pretty close to being set except for the time the time I would say end end of day 5:00 P PM I thought you said that we were going to hear something before the board meeting on the 17th how what time like an hour an hour and a half it would be an hour before the regular board meeting on 17th and at that time you know all the yeah so what time would it be then 5 instead of excuse me 430 4:30 4:30 wow okay and then for all the other due dates for things would we just say 5:00 pm yep end the business hold on what other due date or what like due date of application it's noon we said noon noon on the we agree to that yeah okay I missed that part well for staff no so that staff would have enough time remember uh I must have been looking at thinking of a different part of it so you remember I remember can repeat what I understood or can marel repeat what we understood so that we are very clear before you take a vote Yes so what I understand is that December 17th an hour before the regular board meeting they're gonna have introduction of themselves and then on the 7th is the application process this uh January 7th and um on the 14th of December is when the applications are going to go out and then we're supposed to get them by January 4th at 12: PM that's what I got that sound correct to everybody that's correct I think she miss the questions yeah we question going to be added there's going to be added an item on the on the regular board meeting for December about electing the questions for the application okay is a question or a state we understood correctly yes was it okay another quick procedural question so roio I'm assuming then that that December uh this meeting an hour before it it's still under I guess would it be under my president position and then in the me preceding meeting or whatever the the meeting after then we would have the organizational meeting to do that process but the the pre- meeting would still be facilitated by me as the president at that time that's correct okay um so time timeline wise it sounds like we do have it down then because I had just a couple of things with the actual process itself so I I'll go ahead and just mention my thing so um you know one of the things that that's in the board bylaw that we that we have is that it specifically says that um applicants would go into a separate room and obviously that's not possible right now and um we can't separate them or take them out into like a private room in Zoom so I don't know Mr Ruiz do we need to address that difference in board policy with how we're going to um implement this this time around with zoom and covid um so that's uh trusty kto and then trusty Chavez well first Mr Ruiz can you respond to that well one of the issues there is that since the meeting is open to the public and the applicants are member members of the public they have a right to to sit into the Open Session and listen if they want you can always ask them to se separate themselves and sit in a soundproof booth or somewhere where they're not listening but you can't compel that yeah oh go ahead and I think you know the current situation with you know with zoom and the pandemic and this board has chosen to be transparent so all of the all of the applicants will have the same questions and they'll know what they're going to be responding to as part of the interview um you might want to just consider just waving that P portion of that and then just um not requiring it at the time of the interview in other words everybody is in the room but muted except for the person being interviewed yeah and that was my question just if if it posed any problem if it's specified in one way in the policy but if we do it differently in actual okay and then the other question or thing that I had that I wanted to bring up was that for the uh I took it off my screen but for the first round I believe it said um there's 10 minutes total uh for that first round to answer all of the questions and so I think we had five questions in the first round and three questions if we need a second round so if there's five questions and um if we're giving a total of 10 minutes for that first round I'm just throwing out there if everyone still thinks that 10 minutes total time is sufficient to answer the five questions that we're going to be asking in the first round can I say something kto and then trusty Chavez and then I think trusty Marquez after that um yeah I got my response through the's comment so I got it but I think that given the fact that we're having the questions provided beforehand it'll allow people to be able to you know make their uh statements you know uh their statements will be brief but very you know informative instead of you know putting people on the hot seat and have them respond to questions they they weren't aware of so at this point I think that that time is adequate okay trusty Chavez and then trusty Marquez I think after that I think that's efficient time and and they do need to concise their message in the time fright frame allowed and also there was one applicant which was Johnny he did it within a minute and then dropped the mic I mean that was fantastic very clear and concise so I I think we should keep the time limit thank you okay trusty Marquez did you have something no no I don't okay the other thing I wanted to just clarify too with regards to that 17th meeting um is that those who have already introduced or presented themselves I believe the understanding is that it would be anyone who hasn't already because um you know we wanted to make it fair and if anyone does want to see those introductions it's all on video for them to see so is that the understanding that any new applicants that didn't present themselves tonight would have the opportunity um on on at that meeting that was my understanding that wasn't my understanding I'm sorry that wasn't my understanding that's how come I said I didn't think that it was fair that you allowed them more time and then being able to speak again and then it was just thrown out and so you allowed them to speak and then with the understanding that they were going to be allowed to speak again and that was one of the questions that she asked if she was going to be able to do that again yeah I think that wasn't for me that wasn't the understanding because I know for instance when Miss Anda spoke I know initially she said that she I I think she wasn't going to speak but then she she did speak for her time and then some so at the beginning of her statement I let her know that this would then be considered her introductory statement and I think you know she did a good job being pretty thorough during that time so I would want to make sure that we're fair to any other candidat applicants um trusty was my reasoning uhuh I mean I don't know I think we may be I'm sorry I can't uh I think we are disagreeing because my reasoning was that uh you were going to allow them to speak twice if you remember correctly that's what I'm saying not can I ask can I ask Council what you got from what was interpreted from you when I was speaking can I ask Rio that of course you can when you were speaking member Chavez yes when I was speaking about them talking to twice and that it wasn't fair and then we went ahead with the process and let them speak yeah I mean that that's what I understood your comment to be I didn't understand I'm just speaking for myself I didn't understand there to be a firm Decision One Way or Another on that and that's an issue that's an issue that the board can take up and decide next Thursday actually at the special meeting so since it was vague doesn't it take precedence that you you allow them to speak again since it was vague I mean yeah not not necessarily um I mean what the what the policy provides is that they be given an opportunity to introduce themselves um and the policy anticipates a meeting taking place one week before the selection process but because of what you're where you're headed on this it's actually going to be more than one week which I think is fine you've already received some introductions it'll be up to the board next week whether you want to allow reintroductions uh on top of new introductions as well my point being is that the community kept saying this was such short of a notice a lot of people don't know that this is happening and there's a lot of parents that prefer to go to whatever uh they had going on in the district for their education so they could help their kids a lot of them don't know what's going on so I think it's better that you do um everybody at that time when everybody's more tuned in to make it fair okay uh trusty Marquez did you have anything and I think we're getting pretty close here to being able to take a vote um I only I only have U my opinion and what I remember and what I understood was that when um when Miss SAS asked if she was going to have an opportunity to speak again you were very vague president because you didn't know what to say if she was going to have an opportunity or not I believe I got the sense that she also did did not know whether she was going have another opportunity to talk or not and so she went ahead and talked now but um I check the tape on that I I disagree but in any case check yeah go ahead and check the tape because that's how I heard it that's how I understood it and I feel um in any case I mean it sounds like Mr R says that we can make make a decision one way the other next when we have that meeting but but listen to it because if I'm not mistaken and I believe in the background I heard Karina say yes so she stepped in and said that yes she would she would be able to speak but go ahead and listen to the tape because could be it could be so we'll check it yeah I mean yeah yeah thank you um regardless though we'll we'll still all you know we'll still be able to make that final decision when we meet next time it sounds like so one more thing uhhuh since it was understood that they get another time and I think we were speaking about it that they would have another opportunity like you always say palabas palabra so we have to honor what was said if we if they understood that they're going to get another time to speak then we should honor that that's it thanks okay thank you um so are there any so the timelines are set are there any other questions or clarifications that we need to make board members as to the process the policy that's outlined in 9223 anything to that that needs to be modified to reflect kind of a couple of modifications that we've made or the covid zoom realities does anyone see excuse me it's 1020 are we going to extend uh we Pro we do need to okay um Mr Ruiz so you you have have a couple of other decision points to make but it the hour is getting late and they relate to community input um and you the board could decide not to take those issues on tonight but to put to take them on on the 17th either as part of the special meeting or as part of the regular meeting uh that evening which would allow for them to be taken on at an earlier time in the day and potentially more Community input okay excuse me I'm sorry trusty kto and then trusty Chavez after that can you repeat that everything was uh I couldn't hear what he said the internet's unstable can you repeat that please I said there's still a couple of items on the agenda that relate to community input uh in terms of the process but in light of the late hour it's up to the board the board could choose to defer these items these additional items to next week ear as either either as part of the special meeting or on the agenda for the regular meeting uh so it'll be taken or considered during an earlier time in the evening and allow for more input yeah I would agree that we go ahead and defer those uh those other those items to the special meeting that the time that we set aside because if we look at past history the you know the numbers aren't overwhelming so although we're going to do our best to get out there and by we'd be able to um take care of these items as well as hear out um the applicants so we start off hearing out the applicants then move on to taking care of the items during that uh special meeting that we have okay so um so to the question of extending tonight and with regards to the community input which primarily I think I think we're talking about 3.05 um could we say that 3.05 we would move to a time in the future to allow for more substantial time for Community input we would finish up here with 3.04 and could we could we extend a little and get 3.06 done move to till 11 second I'm sorry I couldn't I didn't I heard 11 but I didn't hear anything after that second from I'm sorry trusty Chavez I didn't hear the motion yet so I I don't know I moved to 11 and trusty Chavez second okay um okay I'm okay with that any other any problems with that or questions or different ideas okay so then uh let's go ahead and and vote on that just to make sure we get get that set so the motion is to extend tonight till 11: p.m.
miss okpara normally we would have miss stephanie white in our audience and stan so i just would like to congratulate her since she's not here in person for us to do that i know she's congratulations definitely i think we'll come out and see you when the campus is open yeah adoption of the agenda the board may approve the agenda as is or add on or pull items from the consent agenda for discussion and or action we need to adopt the agenda as is um who's making the vote as is okay so mr bender is yes yes who's seconding who's seconding i did rolly replace the rally okay all in favor aye any opposed okay we have a 5-0 recognition presentation to recognize mrs donna davies outgoing board president by mrs trinay nelson today we honor ms donna davis for her service these past four years as an apple valley unified school district board member today marks the end of her second term and eight years of service although our meeting is virtual i wanted to do this presentation in front of the other trustees even if it can only be their pictures some history we wanted to be accurate with our information reached out to victor union high school district and personnel specialist ms adriana jones mary davis retired she asked that we say hello from her mrs davis began her teaching in september of 1973 with the victor union high school district she was fondly recalled during our board meetings teaching on this very property apple valley junior high prior to apple valley becoming a unified school district she has shared wonderful stories about some of our most prominent humble valley citizens and how she taught them or disciplined them during those early years but i will keep their anonymity for this presentation mrs davis retired on june 30th 2001 after 38 years of serving as a teacher and union president many people who retire from education fail at retirement so it is no surprise that less than a year later she was filling filing candidacy papers and was later elected to the apple valley unified school district board of trustees serving her first term from 2012 to 2016.
okay okay thank you so much mr gatt appreciate that any questions mr glover um yeah thank you thank you mr gad for that um what i really like seeing in here is the salary increase with benefits to percentages for you guys uh obviously i won't be here but i just wanted to give a little push five percent declassified means a whole lot more uh at with what they make so i would just hope that you can prioritize that in the past i think we've given teachers a higher percent as we move to 20 by 20 and uh i would love to see and be it doesn't matter from full support but i would be fully supportive if i were here to uh to give them as much as possible for helping us through this yeah you'll notice the projector mr glover remembers the board that it projects five percent for all all staff that's why it's broken down on the left-hand side thank you appreciate it okay thank you mr dad we will see you again in january and i think that worked even better with our budget planning to have the meeting another week later too so that was another perk of having just that one meeting in january next up is our going to be our winter sports update with mr lotzenheiser president kaler members of the board uh just a brief presentation about where we are from an athletic standpoint in terms of going into the winter season before i jump into that do i need to um publicly congratulate can congratulate the eighth grade flag football team at soseman middle school for being the evc champions this year normally we bring them in and have a big presentation we haven't done that yet but to all of the saseman families for the flag football congratulations on your championship seventh grade took runner-up so they had uh two opportunities and and did a wonderful job there at saseman as you know go ahead thank you as you know the aia has come out for the start of the winter sports with some mitigation strategies in place and honestly these are very different than what we saw in the fall and so i'd just like to update them with you permissive practice was allowed to start on november 30th and so by permissive practice it means that the teams switch from their out of season out of season workouts to actually having a formal practice in place the teams have to have at least 14 practices days of practice prior to the start of games but what the aia did is they moved the games and said they can't start until january 5th typically our winter sports would have started the week of uh thanksgiving that's when tournaments would have happened we would have had non-conference games prior to christmas then there had been a christmas tournament and they probably would have got somewhere between i don't know 12 to 15 games in prior to christmas happening but that's not allowed this year uh these uh tournaments and invitationals have been canceled and basically they've reduced the season to about six to eight weeks right after christmas starts or when we come back in january 5th and so they have to have at least 14 days of practice spectators are not allowed at any of the games and this is a big change from what they've done prior uh prior to this and so there will be no spectators until the county metrics approve and that will be driven by the aia that will not be driven by us locally making those decisions so that was a big change and this goes for all of the different winter sports that are occurring right now and so i know that we have the ability to stream our games using the um i forget the name of it but we said we have the ability to uh we're using our pixel lock cameras to stream the game so parents are still going to be able to view the games they're just not going to be able to do it live uh like we said that the tournaments and invitation rules are not allowed and then ai has put an additional statement in there that student athletes participate in club sports have to quarantine from their sport for 14 days before they're allowed to start practicing and this honestly is a pretty big one as you've seen in the media and you've seen around club sports are not stopping and they're continuing on especially if you looked at the big before thanksgiving 500 team soccer tournament that was coming the basketball tournaments are continuing the club is not out there that's a big business and they're not stopping and so what the aia is doing is to be safe for our athletes that if you leave if you travel if you're a part of a club then you cannot practice with us for 14 days and so we've been communicating that with our athletes so as we look at the winter sports at the high school level we have boys and girls basketball boys and girls soccer and boys and girls wrestling those are the ones are starting like we said coaches had the option we gave for our two sides coaches could choose whether they wanted to start on the 30th some coaches said no and probably because a lot of their kids might have been playing club it might have been going to some of those tournaments so they were going to start a little bit later but coaches who were ready to go and had kids that were ready they were able to start and hold selections then starting november 30th the middle school the evc has basically adopted the rules from the aia and are going to follow them very similarly our second season practices were allowed to start at november 30th which traditionally for a middle school they only have about four practices before they start games now they get three weeks they don't practice during the breaks when they come back then games are going to be allowed to start the week of january 5th and no spectators we're going to continue on that unfortunately we don't have the ability to stream them live however we're working at the sites about having someone be able to film them and then provide the film then to the parents so they do have the opportunity to see their students participate the sports are boys basketball girls softball boys and girls cross country and cheer for the second season remember with the evc we've adjusted it and so we're trying to basically fit four seasons into three quarters and so we've already compacted it i don't think we want to try to compact it any further but we'll continue to go forward with that so that's kind of the update of where we're at from the winter sports questions i don't think so thank you so much and we're going to hear from you more in a little bit i do believe next up action item 8.1 there we go thank you curtis i i moved that the board approved the 2021 2022 middle school high school and higley virtual academy course guides second you've already had a work study any other questions or comments all those in favor aye aye motion carries 4-0 8.2 i move that the board approved the december payout of longevity pay for 2021 school year in the amounts listed for the years of service totaling ten thousand dollars second any questions comments mr glover um well i guess it's probably irrelevant but um you know this was done uh long before and uh it was done at a time when people were going uh long long times without raises um but that has since changed um and so i don't know i guess if i were sticking around i might uh i might ask that these be phased out i think it's always good when you can dump as much money as you can into salaries um and you know to pay towards retirements and things like that so if i were sticking around i would probably uh ask that uh years five ten fifteen would make a motion that they'd be eliminated after this year and then 20 25 and 30 get phased out over four years so i would leave that with you do with it what you will and i am not going to vote against this for that just for that but i'm planting a seed thanks mr glover i think any other comments or questions all those in favor aye motion carries 4-0 next up we have some future agenda items still coming we're going to have budget in january technology our liability insurance plan renewal and review in march and that's going to also include our district attorney and prepaid legal and then we're still working on how we prepare students for life beyond high school anything else that you would like to see i think we have plenty to come and we're still going to be navigating um said kobit so thank you for that so next up we are going to hear from mr lotzenheiser again we are going to have a little work study on our athletic handbook update take it away president killer members of the board thank you so uh this has been an ongoing process go ahead and go to the next slide please so tonight we're going to talk to you about the committees that were involved in revising the athletic handbook we're going to talk about some specific handbook revisions including within that codes of conduct and an additional new code of conduct that's being added this year and then talk about clarifications and recommendations coming from the athletic committees so this process was started last year under the direction of dr fowler and i just want to give credit to the people who had the meetings and were involved you'll notice from the high school level we have our athletic directors and then a selection of coaches involved and at the middle school the exact same thing some of those people are no longer with us but these meetings took place last year because the real intention was to have this meeting i think last march and so we're a little bit behind and delayed but finally we're able to get it here for you this year i kind of shrunk it down and just dealt with our athletic directors and at this time i need to give them a very public shout out for all of the work that they do sometimes being an athletic director is a very thankless job because when something goes great the coach has done wonderful and something goes bad it's all on the ad right and but these guys really put in time effort and energy into creating positive atmosphere for their coaches for their student athletes and for running events and it has been very very challenging in the area of covid and i but i greatly appreciate that mr stengel was at williams field mr dilly who's at higley high mr keeling at saseman and then miss schwartz who is at cooley and they've worked with me to do some more revisions to the document so when updating the athletic document our goal was to make sure we had the correct information and contacts in there and we wanted the document to reflect practice i think sometimes over time things change and what the wording was maybe five years ago wouldn't have been what we need to do it now and so we wanted to make sure that our practice reflected what's happening within the handbook and we want this to be a guide for the coaches and the athletic programs so that they have some expectations put in place at all levels and then once again those expectations for coaches student athletes and for parents so they have a resource that they can use when we say provide recommendations for future areas of growth it's also clarifications from questions that have come up including offseason expectations for coaches and programs we'll talk about those different coaching positions and the expectation of the positions and then what is our long-term visions for uh the athletic department support so the handbook revisions we update the contacts and the scheduling that's within it we renewed the husd mission statement and i just want to clarify it here again because i think it's great the mission of interscholastic athletic activities in higley unified school districts to extend educational opportunities to athletic competition performance while maximizing participation in programs that promote citizenship sportsmanship a healthy lifestyle and positive life skills there's so many things that our students learn because of participation athletics and we want to keep that as a focus for what we do with our coaches and our programs we remove the outdated pursuing victory with honor so i don't know if you've had a chance to look at the document a pursuing victory of honor was an initiative sponsored by the aia quite a few years ago and kept moving forward they're changing into a different direction called inside out coaching and it's starting to scratching the surface with that now we will be looking at implementing some of those practices however we have continued our partnership with the positive coaching alliance been a little harder this year because the people can't come onto campus so we've had to have some zoom meetings and different things like that with our teams but we want to continue that uh partnership and i know that we have a vendor that helps fund that for us and we greatly appreciate that partnership with the positive coaching alliance we use something called register my athlete and so that is where we take all the documents and forms that parents have to sign and we put them online and it's a very nice data warehouse for us and so what we found is that each of the campuses had their own little wrinkle and so one of the goals of the committee and the 80s working together was to make that consistent and so a parent in one school is basically doing the same thing as a parent at the other school a lot of things come out of that including concussion handbook the expectations it's an awareness thing that parents have to say yes we are aware of some of the expectations including travel and then when you get to high school level forms that allow students then to provide travel for themselves and then we added some coven 19 disclaimers because there are some things in there that we think would be great and this year we couldn't do them and so we just added in case of a pandemic some of these things might change i know might sound silly but we want to have that in the handbook as so let's talk about eligibility and so in talking about eligibility uh there are guidelines from the aia and what i found is that the guidelines that husd were a little bit stricter and so i wanted to clarify that and this is one of those areas where we want our handbook to reflect the practice that we were doing student athletes must maintain above a 2.3 gpa and not have any failing grades and we do it at the progress report time four and a half weeks nine weeks 13 and a half weeks and then the semester posted grades so it's not necessarily a weekly thing that's happening it's we look at those grades however we do give the opportunity for students to raise their grades every week once they're determined and eligible and so that second bullet talks about student athletes will be ineligible for at least one week and then if they improve their grade by going to tutoring by working with the teacher sometimes it's missing assignments this is a carrot for them we don't want to take away their ability to participate but they need to perform in the classroom before they can perform on the quarter of the field and so what happens is they if that becomes they get their grade up they become eligible the following week and so they do have to sit for at least one competition let's take football for an example let's say someone is ineligible the game's on friday wednesday they've turned in all their stuff they get their grade up they don't become eligible again until the next monday and so they do lose a competition there are some consequences for not keeping your grades up sorry as you're talking about that was there some discussion with um i guess concern of teachers not getting stuff entered into the system so that grades were correctly reflected i think we always have anecdotal situations sometimes where that happens especially i would say at the four and a half week in the 13 and a half week progress reports because they're not as formal as the nine week and the 18 week one and that's where we need to make sure that we're working with uh the teacher because sometimes if honestly if it's a teacher mistake then the athletic director has the ability to go back and say hey we caught where this mistake was and then perhaps their eligibility would change right away but that's a very unique specific one where we would work directly with the kids and that's that's a good catch and balance right well and i know at the four and a half week one that maybe they had one quiz correct and didn't do so well on the quiz and it drops their grade tremendously because there's not much in the grade book so i i mean these are things that i hear from multiple different sports and competitions usually at the beginning of the school year as more assignments more tests more quizzes get put into the grade book those grades come up but i didn't know if with meeting that with the athletic directors if there was any discussion on that because i know there's just not a lot entered right and in four and a half weeks you may have had two quizzes which has a higher weighted grade and may not have done so well but it doesn't mean you're not i mean there's just not a lot to take from there so was that any part of the conversation i think the what the part of the conversation was of vice president reese was not to eliminate the four and a half week it's more just to make sure that we're on top and then if a certain situation like that happens that we'll work with that kid because we also don't want to be punitive when it's not a true reflection of what's happening or what the kids doing yes with the lesson the more grades are in there the more room you have for error right and so that four and a half week one when there is only a few and honestly and to go to the third dot with covet 19 we basically washed the whole first part in in looking at it and say we're a lot more flexible about what was happening especially when we were talking about the whole big transition from you know remote learning to in person and how that affected kids and what they were trying to do and so we gave a lot of grace and basically looked at the 13 and a half week is the first time we looked at eligibility that was consistent with my peers i talked to the people in the districts around us like what are you guys doing is it fair for us to get on a kid at the nine weeks when they had to go through a situation that they were not prepared to handle and we all agreed that we didn't think that it was very fair so for code of conduct one of the things that i think was asked from the board is to look and say we have already had a student code of conduct through the aia and we will continue to do that there was a parent code of conduct in there as well there was a spectator code of conduct in there but we didn't have a code of conduct for coaches and so this is why i need to give credit to dr fowler and the committees that he did last spring he worked with the positive coaching alliance and his committees and they came up with a new code of conduct for coaches that we didn't have implemented by the time we started school but for the winter season we have implemented this with our coaches and have been sharing this and asking them to sign this code of conduct and really go back please really what we wanted to do is that this defines how they act it's not necessarily defining how they run their program these are expectations of what we'd like to focus them to focus on especially in their behavior as role models to kids and so this just is a document that helps us clarify what those expectations are go ahead and so this is an example this is the code of conduct that they will be looking at i know it's rather small i apologize uh for how i uh put it in there but really it's focusing again on guidelines coming from the positive coaching alliance and and the goal is that that this idea of respect and mutual respect that goes back and forth between players and coaches and families and so our coaches are role models they are role models all the time and every interaction they have with a student athlete with a parent is an important interaction to allow them to help shape and mold our students and so when you look at it i understand the behavior expectations of my school and i hereby accept responsibility become a model of ethical behavior integrity and good citizenship then it goes and continues to identify a little bit more clarity what they're looking for you know what what i like is we coach for mastery of sport not just scoreboard wins that it's not just about chasing victories because the impact we're going to have on our students is a lot more than the wins and losses but it's how we're developing those life skills and what the positive influence that we can have and so all of the coaches should have been presented this by their athletic directors i know our athletic directors were very positive and thought that this was a good thing because it also sparks conversation and has an accountability piece so if there's behavior going on we can go back directly to the coach and say remember these are the expectations we outlined for you ahead of time and just like we would with our with our athletes or just like teachers in the classroom with students here's the expectations if you're not meeting them we're going to give you some time to change your behavior and to look at the expectations we're meeting but it also gives us an accountability that if these are not things that you agree with or want to do then maybe perhaps this isn't the right employment position for them mr lotzenhazard that that was a big thing i think christina sorry mrs reese and i were both really wanting was some kind of coach contract so um that is awesome that that was added thank you dr fowler and then just a real quick question so are they are coaches ever formally evaluated throughout the season so that is a uh a big this was actually a big topic of conversation within our committee and dealing with the athletic directors there's an informal evaluation system that goes on but there's not a rubric or anything that has been followed throughout the season in terms of a formal evaluation there are informal evaluations where they meet at the end of the year they discuss the progress and then the head coaches are to evaluate theirs but there's two different thoughts on that how it goes some part of the thought is i can do a less formal evaluation in terms of us giving back feedback sometimes what happens is when we have a really formal one if people rush through and just put things down now when a situation arises we've painted ourselves on a corner because we've never really addressed some of the issues because we've been to lack of a better word too nice to do that and so my conversation with our coaches is that's an area that we need to look at and look at formalizing about what happens how are we documenting what's going on how we're providing support if there's a situation going on and guidance if there needs to be changes so there isn't anything formal in there right now however we that is that was a big part of the discussion we had within our group so to go on and look at some clarifications and some recommendations i know one of the questions that was brought up to the committees and then talking with dr fowler was a was a question that was happening last year what are the expedition expectations for out-of-season activities and so i just want to clarify when we give our coaches a coaching stipend that's for their in-season work of what they do but we know because what's been allowed is that coaches can basically continue to have offseason workouts as much as they want outside of the season and so we wanted to make sure that the outside of the season activities and expectations are going to be at the discretion of the coach and the athletic director working together and you know when you look at it really it's their ownership of their program about how they want to work in the off season there's a lot of different philosophies that have that go on out there it is not our expectation as the district to come in and tell them this is exactly what you have to do in the off season because it doesn't fit necessarily the models of what their philosophy is or how they work i know that could lead to the experience might be a little different and when you only have two schools but it's easy to compare the experience off-season might be different at one school than it would be at the other school and that's a reality because if you're in a district with six schools like i used to be they were all different as well it just gets highlighted when there's only two and there's one comparable you know when we look at the off season and this is where i need to talk about our coaches and the amount of time that they give in and they give up whether it's an open gym whether it's an open field whether they're running a weight room and a lot of time it's not for compensation and so when you take a look at the amount that they get during the season for that stipend and then you truly and said how much time are you putting in outside that's when we look at the hourly rate of pay for coaches is not extremely high and we know a lot of time it's a labor of lure of love and we really appreciate what they do for that but within the out season we don't think it's appropriate for us to start putting in different expectations about you have to do this you have to do that now we want to hire people who want to do that but sometimes things get in the way and we don't want to force that expectation because also at the same time we're not in a position where we would want to add additional necessarily now you have an off season stipend or a summer stuff different things like that that's not the system that we have set up however we do have an ability coaches can offer camps and clinics through our community education where the kids can pay and there are different things and that's way for them to support the program and support some of the time that they put in as well that's done through community ed and so as long as that's organized and we have a processes once again the athletic directors are very heavily involved in deciding what happens and helping with the off season so hopefully that clarified kind of where our expectation for off-season programs was i know that was a question that was asked further is there any more clarification you'd like on that one okay one thing that that they really would strongly suggest is that we look at reinstituting the varsity coast position at the high school level right now we have a head coach a head jv coach and a head freshman coach a lot of our surrounding areas also provide a varsity assistance stipend and so that's coming out of the budgets from the athletics and they also feel like it's a great way to continue to support staff other than having to do fundraising to be able to support that position speaking of money i'm continuing to audit the athletic the budget department budgets for spending and the coaching stipends for me to come in i think it's important for us to look and say where are we spending our money and how are we spending and are we spending it appropriately and those are honest conversations that i'm having with our athletic directors i've looked at the last three years once i have a formal final report i'll present that to you guys within status but looking at the last three years and i'm looking to find where are our big ticket items and how are we funding our big ticket items and part of this goes to um there there was a question asking you know about our participation fees and where are where are our participation fees relatives to the people in our area and so i'm looking at that because what's happening some of the people that have a less participation fee has supplied a direct athletic budget out of mnl for athletics where traditionally in higley we have not had that and we've been relying on our athletic fees and our gate receipts to fund a lot of the different things in our budgets including transportation including aie deuce believe it or not a huge one out there is helmet reconditioning for football because we have to make sure that they're on so that's twelve to fifteen thousand dollars a year a lot of different things plus we get into gear for kids all of the different upkeep so my goal is to be able to look at these different pots make sure that we're spending it appropriate and then how when we talk about supporting athletic departments can i go to dr foley and mr gad and say where can we adjust some things within our budgets to perhaps fill in some of the gaps so it might not be on the parents directly to be doing but to come out of our district but those are a lot of discussions that we're continuing continuing to have and that's not an easy answer to have for you but that that's really something that i that i think is important for us mr hi sir can you when you do that can you also try and get information on what the boosters are covering i i know on some of those bigger sports their boosters do a ton of fundraising and you know i look at things as the have to haves and the want to haves and um on the things that they want to have the nice to have you know if their boosters are fundraising for those things because they want a little bit extra you know that's great my concern is like you were just saying are there boosters covering some of the have to haves and we need to look at that but when you're looking at the athletic department budgets if if you can also try and get an overview of what their boosters and what they're spending on different items as well okay i would vice president and i would say with the caveat that this year fundraising has been in the tank for so many of our yes you know beloved pto everybody everybody so i guess this year we kind of kind of look at that a little bit differently but you can see in the past that's where we're trying to go historically where we were at and how we were funding things historically but i i you know vice president reese absolutely agree there are some minimal things that we need to make sure that we are providing as a district and then if coaches and programs want things above that that's why there is boosters you know to help and support uh the student athletes as they go through and then finally the the last thing that we want to add is a yearly process to update the athletic handbook and i'll be honest i have not instituted that yet we're still playing a little bit catch up um in certain areas but to have it so that we review it because i think some of the conversations that come out of it are great when we start getting into specifics and that's where i'd like to bring back some of the coaches uh to be able to look and help vet us with some of the different things didn't do that this time but that's in the that's in the future so any additional questions uh uh you have been a busy guy mr lotzenheiser so first congratulations on getting the course guide pat passed that is a huge huge accomplishment we have lots of belief so um but you're very welcome addition to very welcome addition to the team and i i thank you and dr fowler for all the work on this um it straightened out some things that we've had trouble with i think a little bit in the past so thanks thank you i agree um mr glover that definitely there were things in the past that were a little iffy so it's nice to see it documented and put into writing and having parents i know that register my athlete is so convenient because it's at home and then part of me sometimes says people are just checking the boxes and not reading everything so i i struggle a little bit with that because i know we we do have our mandatory sports meetings and i know that our athletic directors go over expectations very clearly but i do think sometimes the parents just kind of check the box and maybe be included so um we we need to make sure that you know everybody's getting all the information president kaler yes dr fowler thank you for starting this i know you've been working on it and i'm sure she happily passed it on but um i i appreciate this i would love to get feedback since some of this was implemented for our winter sports and see what the feedback is for from the athletic directors and the coaches and you know i think the the biggest concern or issue we've had are coaches who are not employees so not necessarily presenting themselves or their team the way we would expect in higley and we do have an expectation of of our higley coaches and athletes and and everything so um i know we'll loop back around but that's that feedback is going to be very i'm interested in that because i know our coaches that are employees they know what their expectation is within our district and it's it's the coaches that are not employees so um when we circle back to this after the spring and everything that would be great feedback thank you very much appreciate your time and all the efforts into this awesome document all right i think that is it so with mr glover oh sorry no i didn't i just i didn't thank you guys but thank you for uh all the many years we've we've battled together and sometimes battled against one another but uh we're in a much better place than we were four years ago i hope i think so thank you you can always disagree with the respectful attitude and i love that about this board um so with that mr glover and mr witovich enjoy retirement from the school board and i move that we adjourn second third fourth and fifth all those in favor aye aye motion carries have a good evening and a wonderful christmas break you
Thank you, Katy. There are quite a few messages in the chat as well, and the technology isn't always perfect, but they are trying to see how we can help you understand. Regarding that forum, the translation is also in Spanish; we are doing our best so that you can understand it too.
to finish up item 3.04 and to finish 3.06 and to um is it table item 3.0 3.05 to a future time car Carrie Carrie okay so that's the motion um tra yes trusty kto trusty Marquez that's fine okay myself yes and trusty Chavez yes okay thank you everyone thank you for the reminder trusty Chavez so item uh 3.04 then to finish up do we have as I'm as I asked previously any other questions with regards to the policy as it's written and modifications that might need to be made to reflect the current situation if not we have the timeline down and we it would seem that we could go ahead and take a vote okay let's vote okay and Trust uh Mr Ruiz obviously it doesn't sound like there's any legal things that we're doing here Dr Bower you're good for staff and everything so let's go ahead and take a vote on the motion as it was previously stated with the timelines um timelines that were suggested in that motion uh Trust erera yes trusty quo that was I yes okay trusty Marquez I'm going to abstain because I had to leave um and um relieve myself for a minute so I didn't get the whole just of that okay okay you want to repeat it to her no you guys had a lot of discussion on it while I while I skipped into the ladies room so okay myself I and trusty Chavez I okay so motion passes for in favor one exstension trusty Marquez U we're caring item 3.05 so we move to item 3.06 board development of values that will guide board work in the selection process so um this item is specifically um to kind of because the thought behind this is that when we are making um doing our scoring for the applicants as they come to us that obviously everyone is going to have different perspectives and different they're coming from different per points of view um but the purpose of developing these values is that at hopefully ideally in some ways your scoring your decision making will be based Less on um kind of personal opinions or or thoughts and at least have more consideration to the values that we think are important for any candidate regardless of who they are and um particularly it's outlined in specifically outlined in the process that's in the policy that if we do come to kind of like a stalemate at the end of the process that these values will be used um in our discussion to really weigh the the options against these values to come up with the right um individual for for the appointment so um that's the background of this as we've done the rest of the night we'll go ahead and take any public comment on this item um I am going just because we have until 11 I'm going to limit it until oh I'm proposing that we limit this till uh 1040 which would give us 20 minutes as a board to come up with the values that we think are important um and then the community will give their values in the future date when we have 3.05 does any I'm gonna take a break to use AR restroom I'll be back okay any objections to that or does that sound okay that we we allow public comment till 10:40 and to give us 20 minutes to discuss what we think are the values of our future colleague that makes sense good okay um okay so um the public I I apologize for having to cut it short but I mean we've heard loud and clear a lot of what this I think will be but we still want to open it up so in the interest of time I'll go ahead Mr Gil um if we have the first person and we can just keep excuse me before you do um I'm getting some uh feedback from the community that they're not being being able to log in I don't know what that's about I don't know um is everybody being able to log in I don't know we've been watching and allowing people to log in I'm I'm just repeating what's okay so we we'll have people we'll see we'll see to the best of our ability we'll we'll be on top of that but for now Mr Gil do we have the first person and I don't know trusty kto or or trusty Marquez one of you when you move around your microphone kind of has a lot of of noise it's sensitive so I don't know if we can try to limit that just because it it's making a lot of noise so Mr Mr Gil do we have the first person um yes sir the only person Flor Deon okay miss delion when you begin speaking your two minutes will begin um again flor de Leon I'm so tired on being on this meeting I thought it was going to be an hour and we we're here almost five hours after five and a half and I just want to say on the values and like I I I just feel like doesn't matter what that Community say sometimes you don't you guys don't don't really pay attention to our input and like we've been saying we want to be part of this and and I know the values on on the boards that we're looking is for someone that really cares about kids first agenda and not um on their own you know or having someone that that has a good fate of bring coming to this board because you know they they they have good faith we want people and candidates that are really have the values and understand um what uh or District it's facing at this time in in ways of uh of all the things that we're going through or or uh deficits that knows that we have the deficits that knows that we uh are lacking of funds and the understands and and and and values the importance of of um of um District you know or what are we facing right now and honestly I just want to say that in all these uh you guys uh with questions and and the questions that you're thinking about doing to the to the to the the ones that are going to be app point or filling the applications I think it would be good that we sit down or at least give a chance or something where people can give that input and really work with you on creating that questions and not just going with questions that you did last time but to work and make uh questions that really we can get and see where are the values of of these individuals thank you Mr Gil next person so the next person is Veronica okay Veronica when you begin speaking your two minutes will begin um hi good good night everyone and um I Echo um L and um you know also we've been here for quite a few hours but I also want to highlight that disappointment of um you know of all the trustees especially I think trusty Gordina I'm very disappointed all I heard during the last really almost hour was eye statements and I how am I going to get this application how am I going to rate it how am I how am I how am I going to accommodate it to my needs you're not here because of you you're here because of children you're here because hello oh can you give her the time back uh what's going on with the Internet is is I think I got muted yeah you it hasn't no it hasn't been on mute time back so you were at a minute 30 a minute 33 okay yeah it seems like somebody on mute me um that's okay I'm still here um and like I was saying um it's very disappointing it it was very disappointing um you know and uh trusty Corina um we had those conversations when you were running right like to hold you accountable and here I am here I am to hold you accountable because that's all I heard not just from you but from your colleagues as well this I I statement you're not here because of you you're not here for your needs you're here for our children and I hope to I we were so many of us speaking and none of that went into consideration in this past hour that you guys were delegating none of it none of it okay it's disappointing um and we're here and you know it drives me to sadness really to see that nobody reflects or it's reflecting the values that we put that we really elected you for um and yeah I'm I'm just disappointed and I hope moving forward that we don't hear this IE statements that we do not hear for me and my accommodations but rather what is the community needs what do the parents need because there's parent Coalition and is there and anduha has worked before with you all this is not something new right there's other as well that are working there and so I now really I really hope that you work in collaboration truly with parents and Community thank thank you thank you Mr Gil next person is Victor vascos okayy Mr VZ when you've been speaking your two minutes will begin um you know so a lot of the things have have changed you know our communities facing covid we are pretty sure close to calling it systematic uh impact on that or students are suffering through that they're facing displacement uh the digital buy the budget cuts that are looming the lower attendance that need to do academic improvements for school district um the need we see the obvious need for Community engagement we know Society wants justice social justice center folks and the reality is that we got students dying also in our district and um I say that to to say that we need people who are willing to struggle for alternative Solutions not just the status quo and there's nothing wrong with that there are solutions out there that promote Justice and better academics and engagement some when that thinks about Equity not just race but class and and gender right somebody that could also hold a reward to that standard that doesn't feel like they have the power to interrupt uh the board members based on their status um someone that thinks about Community or personal interest somebody that yes puts kids and Families First but engages with them in the decision making and the Imp aspects there's been some examples of these things as well so I'm not saying that we don't have that someone that has a vision for change or a platform of solutions already to the table um someone that is willing to push for progress and Improvement not just saying oh things are good let's just see how it goes but like hey we need academic Improvement let's do it what's the plan of action what's the plan of that we can improve let's work to support that development it's not a negative thing someone that's engaged at the meeting bring Solutions so it's not just one board member saying here's the timeline here's the deadline here's it we appreciate the expertise but there should be more someone that's prepared that's gone to trainings has gone to these board meetings has rent there's a lot of values and and things to think about appreciate your time thank you Mr Gil next person St fren bger Miss fren bger when you get begin speaking your two minutes will begin can you hear me thank you okay so I believe that this is not about the characteristics of the applicant but the characteristics of the board members this is it says board development of values that will guide the board work meaning this is your work this is something you have to look inside the look into the mirror and look at your own life look at your own biases and your personal feelings and discard them when you are picking this applicant discard your biases of color discard your biases of color discard your bias CL es of economic dispar discard everything and only look into that person to find out is that the person you can work with to just eradicate all this hellish life these kids are living this is getting only worse for them not better for them so I want to read to you from a quote from my mentor I shared this with allia today because it has a lot of meaning to me and I hope it has meaning to you quote educational allows us to be truly human it deepens us and enables us to build a better society and a brighter future the profundity of Education determines the profundity of culture the nature of society and the firmness of Peace education plays a major role in keeping creating deep solidarity Mutual understanding and Trust remember you are a part of the educational system you may not be Educators per se but you have to consider consider yourself as Educators and remember that education plays a major role in creating deep solidarity Mutual understanding and trust and that's who you want on the board with you and that's the kind of board member you want to be that should be what you think your values and what you create of your values so thank you thank you Mr Gil next person V Gonzalez Miss Gonzalez when you're uh when you begin speaking your two minutes will begin and this will be the the the last speaker um for this item new members of the board um I had to Echo some of the things that my the previous people said I statements you guys are not I anymore is that community and the students that you guys represent I don't really like to hear that you take in consideration what we say when it's the benefit of you guys but not when it's the benefit of our community I am going to be here and telling you the values that we believe that it has to be and in the next people taking that place but I hope that you guys really take it seriously and actually add it in in the next steps that you guys doing so as a mother I believe that a the nurs representative has to be a student center that students should be the priority not politics accountability from this person you guys are accountable to us to the parents even if we vote for you or not and if we show up to every single meeting you're still if we don't show up to every single meeting you're still accountable for us transparency most than everything unfortunately this board has been lacking of it and we would like to see more of it um good governance and experience and ability it's just not wanting to be there but also having the experience we don't have to teach nobody nobody has to learn you don't learn with our students you work for our students that's a different thing we have we need a person that has respect to our parents and is really into parent engagement when that how the already said engagement really engage with them really participate with them and really take their input into consideration and even make them um part of that committees that and really take their role seriously we want somebody that has good ethics but is here to transform we are in a in a pandemic our kids now more than ever needs a lot of help and a lot of support our families as well we need somebody with that creativity to bring to that table that actually knows and works for that thank you have a really good good evening okay thank you okay so trustees we have uh about 19 minutes here um so again the these are board the values that we as board members um think would be important for our future colleague to possess as we work with them both in these items that are in the public and those things that are um not accessible to the public you know we need to consider all those duties that we have and what we need what we think is important for a person that we're going to be working with um so does anyone want to start if not I can throw something out trusty Chavez and I don't know if trusty Marquez had something but we'll start with trusty Chavez I also see trusty K after that um I think more importantly is informed and one of the things is that a lot of people who have run before uh haven't been been as active as they might have been um I see only one candidate that has been informed and active and in the community uh this whole time and not just for years and not just because uh of the race but I mean truly involved truly helping kids and parents and is that a good does that make for a good trustee I believe so um there's others that have ran but they were qualified to do certain things but they haven't been active in Alam Rock and one of my questions that I brought today that I will be uh submitting is how active have they been in the last 18 months that's very important because if they truly have been concerned over the children's Weare over their education over their lives to come that needs to be front and center and I've only seen that from very few trustees and I'm so glad that there's ex trustees that are still very involved like Tanya and Karen who come and they watch the meetings and they're always involved in they're trying to help the community that's very impressive to me because it shows that they cared when they were on the board and they care now that they're off of the board they are community members and that that's what the candidate should bring not just because this certain ethnic uh needs to be represented but I think that we truly need to pick the best person for the job I I um sometimes have a difficulty when somebody agrees with me too much it's like you need to hear other perspectives in order to collaborate and today there's so many who have said today that we're not listening to them I want them to know that I am listening to them and even though it may not seem to them that I have listened to them I do consider what they've said and I want to thank them all for always being engaged every single month a lot of them are so faithful and they're here month after month and they're involved and I want to thank them um and that's all okay thank you I think I saw trusty kto or or someone else yeah okay go ahead uh one very very important value um is a demonstr commitment to to our I'm sorry can you speak up a little bit it's hard to hear hear me I'm not sure what's going on I've been using the same mic can can you hear me now yeah that's better so uh a demonstrated commitment to um Al Rock to the school district and uh you know no conflicts of interests are something that I think are going to be something that needs to be demonstrated throughout the process for me to feel comfortable we've uh unfortunately had instances where there's individuals who've been on the board and their job is basically to negatively impact the district by what they do they remove students from our schools stuff of that sort so going forward I need to know that uh who's joining the Board needs to have a commitment to this District to make sure that the district gets better but at the same time not benefit by removing our students from our schools stuff of that sort and so we've been in a in a weird spot in the past we've had board members in that situation and those who are joining um I know should not be in that situation now and should not in the future intend to go and take a job with the with one of our basically with our competitors to to to give them the the advantage of having somebody on the inside so that is I don't know I'm not sure if it's a well I guess it is a value in terms of putting Alam Rock first and making sure that Alam rock is is is getting better at the same time not working against it um through whatever it is that they they're doing so that's U something that I would want to make sure that we okay all right thank you um anyone else uh trusty erera and I'll go after that I think governing with Integrity um and it goes along with some of the things we've said you know um but I think you know having Integrity [Music] um yeah I would add that okay okay um along those lines I I also have the the word integrity um and accountability um you know I think that's important um I I certainly I certainly hear enough feedback from Community whether or not they agree that individuals on this board or the board as a whole does not have integrity or accountability um you know I I I would agree I would disagree with many of those contentions I do think that it is important not only important essential to have integrity and I think accountability goes hand inand with that so someone that um if they say something you know they and then they do that thing they follow through on it or if they you know they're even when it's hard to voice their opinion and when others are against it or or whatever that that they are true to themselves and true to their perspectives and and those that they represent and um and so I think that's part of the integrity and accountability is is is being true to true to your word and accountable when you when you have missteps or or you know accountable to your colleagues in that way and the other thing um that I think is very important looking at the you know the next two to four to 10 years is I think um a value that we need is is the ability to to be um the the ability to and the demonstrated experience in strategic thinking um and kind of like long-term visioning uh we need someone who you know certainly being active doing direct kind of Direct Services direct activities in the community is absolutely essential is absolutely admirable and is absolutely part of the puzzle um and in addition to that when we're in close session or here in public the decisions that we make make are frequently reflective of a different kind of thinking that is more abstract more nuanced as has been brought up tonight and so the ability to not only think at the ground level but to have demonstrated ability to think at a more policy abstract nuanced long-term way um is is important to me so I guess strategic um and someone that's in that is rooted in policy or not rooted in but has that experience in at the policy level um of understanding because we do have a lot of decisions that are very much um you know going to need some of that kind of thinking so those are important to me trusta just remember two others um also inclusive uh inclusivity that they are are able to include um you know and and be inclusive of the different constituents that they represent um the children the the parents the staff um and just you know have an open mind right like be be inclusive and responsive uh responsive to again you know the community um staff you know there's a lot of signatures that we need to have within a certain amount of time there's a lot of like you know responses to emails um and yeah but just to be so not necessarily like it needs to be by this time but we get to be responsive as trustees I think also um the word that some of the community said is is respect I think obviously you know in in this position there's many times when you know when it's important to remember that we need to be respectful of community of each other um we there's obviously times when we disagree in approaches or or or perspective perspectives but even in that disagreement we need to um have someone who's able to show respect or or behave in a respectful manner towards towards their colleagues and towards the community um so I think that's that's a huge one that some of the community brought forth as well I believe I haven't been asked okay go go you have the floor trusty Marquez thank you after listening to all of you speaking and um I was jotting some notes down and Andreas talked about the conflict of interest you know Kina talks about integrity um the had talks about accountability and respectful but um I can remember that we had community members um come to the podium and and ask that um that we need to be prepared we need to do our um governance training and the last time I remember I believe um Corina had not done hers yet and theyan know I wasn't sure about where you were with yours um you Karina you've sat for two years now and you've not given or done the example of saying yes I'm going to go do my govern governance or yes I have gotten that I got that done um and same for you um Theo and and when we talk about conflict of interest you know um there was conflict of there's conflict of interest and there's conflict of interests one it can be a conflict of interest the one that we always watch out that it's monetarily that it's Financial you know in in our behalf you know um but there's other conflict of interest and that's when you are promoting an organization you are promoting another person you are promoting and it's to your interest that person that organization whoever gets moved forward and um and that has been happening so there's conflict of interest and accountability it should be to everyone and it should start with ourselves you know the accountability should start right there at the chair that addresses the community uh it's um it's it's it's it's very important it's vital I believe it's vital that you folks who do not come from the system of the educational system is that you need to learn the educational system you need to know because with this covid-19 it is be changing by days and we have no idea where this system is going to end you know um the way we used to teach and the way children used to sit right next to each other in a desk and the way they played together in recess the way they had lunch sitting right next to each other in cafeteria we can't go back to that until we have eradicated you know this Corona and we don't know that we're even on our way to doing that we have a vaccine you know for this virus but um it's it's it's kind of hard to know where it's going to go um so yeah it's always changing and the system is always going to be changing for the better of the student of the child for the protection of the employee and so there will be things in place that I'm sure that you know next year I won't even know what's going on because it has changed that much I didn't know that um this the Friday that I was supposed to and it was on my calendar on my phone that the fourth was my last day that was my last commitment on the 4th of December until I contacted um general counsel and they said the law had changed and that it is now at you know the second Friday so you as you can see it is always changing revolving sometimes getting better sometimes not you know um I just feel that that a lot has to be at your end so that you can role model that and um and get the trust from the community that you have lost so um I think when you go to p this person that's going to sit on there that these qualities that you have all spoken about um that you can find them in you know in their speech that you can see they have been truly involved and they have not just moved into the community and now they you know they want to start getting involved well some some of us have paid our dues and have been involved for 30 40 50 years and uh and when it's people just coming in they want to do things different they want to reinvent the wheel they want and that's fine they're energetic they want to do this but we it doesn't have to be done if it's not broken don't fix it you know um if it's working fine if it needs updating do it but these people have to have a true commitment and not let it be a stepping stone to just move on to the next whether it's up to you know to city council where it's up to over here at so Board of Supervisors or where it's you know it's it it has to be a true commitment coming in there not just staying there for one or two terms or three terms and or you know one or two years or four years and that's it so uh those are the qualities and those are the things that when you ask your questions and you put your questions together let it touch all of those things Integrity respect um all everything that you mentioned accountability um so I wish you guys luck in this process and thank you for listening all right thank you we have a couple more minutes anyone else with uh values that um you think are important for the next uh trustee to have different than it sounds like we do have some common themes that um are coming forth is there anything additional to that that trustees would like to add trusty Chavez um she kind of played on what I was going to say as well as far as getting the community's trust um during this whole time when there is so many questions I've heard it over and over again at the meetings that they feel that we're limiting them and um we need to do a better job that's all thank you yeah and and appreciate you saying that because I also um I think it's important for the for the applicant to also understand the the Greater Community it's fantastic that we have a dedicated sup supremely dedicated segment of our community that's that's obviously active beyond anything that I've seen in other districts um and that's you know that's that's an important part of our community but we need also a trustee who understands that there is there is also a broader community that for whatever whatever reason is not able to or chooses not to participate in these forums but also um does contact us in different ways and and that those um perspectives are also need to be considered in decision-making so we need someone that understands the importance of this dedicated segment of our community that is here monthin month out but also understands that there is another large segment of the community that that also has a voice that needs to be represented as well trusty kto I'm not sure if you're going toour we have to end so um I I want to ad journ memory get back to me once you're ready sorry trust the microphone is is like static so I want to adjourn in memory of someone if you can get back to me once you're ready to adjourn okay okay anyone else have any other things they feel are important of course if you think of something we she was re-elected for her second term in 2016. during her terms she has served as the board clerk and board president twice it is customary in apple valley unified school district to honor the board president at the end of their year of service in that role i would like to present mrs davis with this plaque for service as this last year's word president maybe you can use it as a doorstop in your as you do what um people who are good at retirement do travel a few things that i've learned about mrs davis over the years she is an avid gardener and her yard is a testament to her green thumb she may look polished here but just picture her in laters in a stream fly fishing because she can and does she love her gloves for her babies and we all should be as cared for as her sweet petals and finding her family i have asked her husband of 52 years mike davis and we did invite their daughter heather to be with us today as they were here when she was sworn in to me this is handing off to the people who have allowed us to have her as a part of our family for the past eight years and return her solely to them with great appreciation for the time that they have sacrificed for her a perfect servant i started my presentation with the fact that we are honoring her service so i would like to conclude with that same sentiment for mrs davis i would highlight the definition contribution to the welfare of others and i believe that that is what you have done your entire career so i thank you personally for all that you have done thank you for sharing with us thank you um it has been my pleasure statistic whoa these many years when my first year of teaching started i was told we were my husband air force and we would only be here one year that's a stretch fortunately we've been here all these years loved the community loved the people and i loved the kids i feel lucky to have a wonderful family a school district that i love and it's good to be part of something that you're proud of thank you thank you thank you mike for dedicating your time oh and flowers my favorite we also have a video that was submitted to us by the great academy at um granite hills high school so i'm going to play that now on behalf of granite hills and the great academy we'd like to sing a very special song for a very special lady miss donna your davis [Music] who cares about the clouds [Music] till we [Music] thank you so much granite hills thank you thank you thank you kylie do we have any public comments we have no public comments superintendents comments um i just want to um appreciate the group that came together yesterday um under the direction of matt schlosser doing the um budget workshop committee and there was quite a group that came together and i look forward to hearing how those go in the future um i will be um i have some conflicts on some of the dates so i will be updated and i know it's in great hands um and the other thing that i would like to at this point share is that i have been um elected to sand dabs um for the high desert group and so i will serve this next year on sand dabs along with another superintendent in the high desert and then we are doing covet testing um as required by the state under our waiver and that'll begin next week so u.s board members might get emails at some point for an invite as well because you're part of the alpha list and we are going alphabetically and those are for those will take place in the parking lot of the stadium so that we and their drive through so we'll get going on that and i'll talk about our closure at the end of the board meeting in the final comments okay board comments mrs so well i have a couple brief comments one ms nelson mentioned she's stepping into the sand depths i'm stepping out of sandefs because even though i will continue to be involved because i've served on sand death since 2013 that's for those eight years and i'm kind of turned out and i did i was uh not happy with the csba annual conference but i did i was able to attend all three general sessions and so later on um actually i i just want to point out that the states put uh staff projected the economy it's not going to be uh it's going to be rosy for the first two years but it can be very can be quite a bit of setback in in in about two three four years from now so we need to be very careful when we look at the budget in the next year okay that's all i have mr bender i have one thing i would implore the people in the area to go to youtube and watch the special on st mary's hospital and how they've been just swamped with covet patients and how they have a tent out front and they've converted rooms and that they've they've reached the the max it's a good article it's a video mr raleigh yes i'm gonna take excuse me i take this time to thank donna uh for her service um it was an honor to get to know donna over the last two years i i didn't really know her until i was um brought onto the board here and i really respected her opinion and and what trenay said here a minute ago was her contributions to others and donna really lived up to that ex to that uh statement i appreciate your time and your courtesy while i've been on this board and wish you the best in any future endeavors i you did mention that mike has the motorhome running in the driveway right now so um that's that's just great that you have something to really look forward to but then again donna thanks for your service to the to the district and to the kids and the people of town of apple valley thank you i'd like to add to my comment don i want to thank you for the big heart that you have you're all about kids and mike that motorhome's not going to go as fast as that f4 all right that is my turn um i i like to start off by thanking donna uh for for her friendship um when i joined the board i had no idea what i was stepping into but you uh you made it easy for me to step in and you you served as big sister throughout this whole this time that i've been here you actually got me excited about learning how to be if do fly fishing so i'm kind of looking forward to my first time of ever doing fly fishing because i i've never done any kind of outdoor sports like that um i'm also um uh going to take this time uh to uh thank matt schulenberg not schlosser um to bring us bringing us together to do our yeah bringing us together uh to talk about budget um i thought that was a really good group of people that you pulled together to to have have that conversation i'm also looking forward to hearing about how the district is navigating this covet that is spreading um as too rapidly for my for my liking and how it's going to affect us along the way i thank all of you for um for all of what you do you know the we hear the teachers are doing great work the students are doing great work the support staff are doing great work and sometimes we don't have enough time to thank them for their good work just so you know we appreciate every one of you for what you do ms davis well i would like to thank all my fellow board members what a hard-working team i've never felt like there was any controversy between any of us it's more like a family i've got to tell you i grew old with this district i started years and years ago and i love teaching here and i love being on the board i can't thank you guys enough and especially trenay she's gone out of her way to make this transition easy for whoever is coming down the pike to take my place i feel good about it thank you so much for all of you your mission too special thank you don thank you thank you all right we have to go back to f which is the um presentation for the first interim it was not highlighted my bad and i will not introduce him as matt schlosser i will introduce him as matt schulenberg [Laughter] okay um presentation comment to me 2020 um matt schulenberg thank you give me a second i'm going to share my screen with you i do have a presentation so let me get that going okay this is our update to the board on our first interim financials so you do have a copy of this presentation at your station i included that with the materials so you can follow along there follow along on the screen first off i just want to remind uh everybody the board and everybody watching that this is one of our interim reporting periods it does certify the financial condition of the district for the current year and the two subsequent years using utilizing our current assumptions this of course is our first interim so this is a snapshot of our financials as of october 31st so please understand that financials have changed since then but this is an october 31st update and of course when the board approves the agenda item later on in the consent package that is sent down to the county for their review um and comment as part of that of course we have our multi-year projections uh which we do adjust based on our 1920 unaudited actuals uh posting of any carryover from 1920 and of course any revenue and expenditure adjustments since budget adoption which there have been some there are three certifications possible in an interim report a positive stating that the district will meet the obligations for the reporting period and then qualified the district may not and the negative the district will not meet and you can see reporting numbers those are qualified and negative certifications in those reporting years first interim throughout the state of california so not high numbers but just a piece of data that i wanted to share with the board we will be filing a positive certification which of course means that we project we will meet all of our financial obligations utilizing our current assumptions through june 30th of 2023 and we do uh use a little bit of information of course the state adopted budget we follow the recommendations based on the school services dart board for cola projections the san bernardino county superintendent of schools common mesh message and of course use the fiscal crisis management assistance team lcff calculator in generating our lcff revenue estimates we have made some adjustments from budget adoption to first interim so this highlights some of the major adjustments you can see that first section our funded ada at budget adoption we were projecting a p2ada funded ada this year of about 125.87 so we adjusted that based on the ada hold harmless due to the covid pandemic that the legislatures uh the legislators put into the budget act for the 2021 year so that holds us at 12 610 for this year you look down below unfortunately our enrollment is trending approximately 400 kids lower this year so 2021-22 you see we are still budgeting at a 12-6-10 ada because in a declining enrollment environment we we get the previous year's ada so we believe at this point the legislature will allow us to use the 2021 ada as our 21 22 ada and continue that trend the question does arise in 2223 if our enrollment and ada does not rebound in 2122 we may face an adjustment in the 2223 year to more accurately reflect uh our funded ada or our actual p2ada depending on what that number is so we are definitely going to have to be watchful and monitor that very closely as we move through this year and next year some other assumptions you'll see at our budget adoption the target grant we had a 2.31 cola with a 10 cola deficit when we adopted our budget and that was based on the may governors may revision if you recall when we build our budget we start out with the governor's january budget proposal and in january of 2020 the state was moving along in a wonderful economic recovery there was all sorts of revenue flowing into the state and then march hit the may revise we were faced with yes getting the cola but then a big cut but if you look at the first interim adjustments what's happened this year is the legislature approved a zero cola but unfortunately they they put on a several billion dollars worth of deferrals to school districts and that is very significant to us i'll talk about that in a little more detail later that significantly affects our cash flow in 21 22 and 22 23 we have adjusted our cola to zero based on school services recommendations so we are really faced with flat lcf funding over this year and the next two years in 2021 our our assumptions of course is our lcf revenue i talked a little bit about that we have fairly consistent restricted revenues we did see a lot of in in inflow of covet 19 relief funds from both the federal and the state government the cares act and some other uh some other state funds and of course we do carry over the carryover is budgeted specifically deferred revenue programs title 1 is a great example of a deferred revenue program we get an allocation in a certain year and we don't receive that revenue unless we spend that money so if we don't spend it the allocation is actually deferred into the next year so we can move the revenue over of course that does move with corresponding expenditures in those restricted programs expenditures we do we budget for step and column increases we are budgeting uh expenses related to covid19 relief stirs and pers contribution rates for our employee retirement programs and of course we carry it we budget carryover on the expense side and those deferred revenue programs to balance the revenue that was budgeted but of course we also do budget carryover allocations on our restricted ending balance programs and some of our unrestricted funding as we move into 2122 of course i mentioned lcf revenue stays flat we're budgeting consistent categorical revenues but the big thing you'll see when we move to 2122 that covet 19 relief funding that we receive to the current year is all one-time funding so of course we have to remove that revenue in our ongoing multi-year projection because as as of october 31st our assumption is we're not getting more and you'll see the list of expenditures of course we budget for step and column increases for our employees their retirement contributions a certain assumed attrition on our certificated side we also in our multi-year projection as i mentioned at budget adoption have assumed some light item reductions in the 21 22 school year we have budgeted for possible addition i'm sorry that should say covid that's a spelling error my my apologies covet 19 expenses we do adjust one-time expenditures and we in and we use a inflator of about 1.5 percent on our operating costs 22-23 again flat lcf revenue and consistent categoricals and again since we make the majority of our expenditure adjustments in 2122 we don't see a lot of adjustments in the 22-23 year except for the step and column and of course the retirement contributions on behalf of our employees as those percentages change as we move through this multi-year projection so this is some numbers to go along with those assumptions i just discussed you'll notice our lcff sources that adopted was about 125.2 million that included the cola and the 10 reduction so when the cola was taken out and that 10 percent reduction was restored uh we're flat compared to last year at about 135.3 million in terms of our lcff in our federal revenues you see an increase we assumed some of that coveted relief for the federal revenue at budget adoption and that changed as we moved after budget adoption same with the other state revenue those also reflect budgeting some of that deferred revenue programs i spoke of earlier other local revenue so you'll see our total revenue went up about 19 18 million dollars a little over 18 million uh mainly due to the restoration of the lcff and some additional coded relief funds that were not were not budgeted adopted on the expenditure side you can see the the huge variance between adopted and first interim in the books and supplies and that is primarily related to covid relief efforts and those funds that flowed in weren't sure what we were going to spend all of that on and adopted but we then identified many of those items as we moved into first interim and have made the majority of those expenditures because a great majority of that covered relief money had to be spent by december 30th and these of course you'll you'll see the updated financials and second interim as of january 31st again just to remind the board this is a look back to october 31st so down down at the bottom you see our expenditures went up from 161 to 180 accounting for that coveted relief expenses and also some of those deferred revenues had corresponding expenditures budgeted as we moved from adopted to first interim so this is just a summary looking at what our adopted budget looked like into our first interim we are currently projecting an ending fund balance of a little over 16 million dollars on an approximately a four million dollar deficit spend for the current fiscal year this is just a breakdown of the multi-year projection this is the unrestricted side you'll see our revenues and expenses and we actually start out with an excess on the unrestricted side in the current year until we make our contribution to restricted programs the majority of that contribution falls into their special education programs um and you'll see in a deficiency on the unrestricted side of almost nine million dollars so you'll see that that reflected in our ending fund balance as we move through 21 22 and 22 23 you'll see our revenues are flat our expenditures uh go down in 2122 as i mentioned we had in our multi-year projection some line item reductions built in and that's reflecting those mainly on the unrestricted side of the budget so you'll see we actually have a slight surplus in 2122 but we are back to a deficit in 2223 because of step and column and stirs and pers increases in the out years on the restricted side this is where it i i'm going to use a technical term that got really wonky with all that federal and state relief funding you'll see a big deficiency but that contribution kind of balances it out in the current year we actually have a excess restricted balance in the current year but the majority of that 6.6 million you see in the ending fund balance for the 2021 school year is coveted relief funding that it does not expire in the current year so we're not assuming we're spending all of it that funding expires in the 21 22 school year so we have a little more time to spend that money and in fact in 2122 you'll see with that 5 million deficit we are assuming the expense of the remainder of that coven 19 relief and bringing our ending fund balance back down to about 1.6 million dollars which makes it a little more consistent and you'll see 2223 we have our restricted side of the budget balanced with a deficit of 22 000 on 49 million dollars in expenses so this is a quick combined picture i'll just bring the bring your attention to the deficit spending trend we're looking at 4 million this year 3 million next and 1.1 in the third year our ending fund balance does deteriorate uh from 20 million down to approximately 11.8 using our current assumptions as we work through this multi-year some are components we do meet our three percent required reserve that's that number down there on the bottom 5.4 million in the current year and you might ask why that reduces 600 000 that's because the three percent required reserve is based on our expenditures and we are looking at reduced expenditures in the 2122 school year hence that 3 percent does get lower and cash i mentioned earlier about our cash deferrals and this is really where we're hit with our cash position it is declining in our district it's negatively affected by that projected deficit spending a higher reserve allows us to maintain a cash position and spending down that reserve does require some borrowing we are also negatively affected by the education protection account in our cash flow because the epa monies are paid quarterly and of course the deferrals i mentioned we had a slight cross we had a slight deferral of our june into july that wasn't too major this this last uh june of 20 to july 20 but we have some major cash deferrals we're faced with beginning in february all the way through june um and you'll see i do mention a tran a tax revenue anticipation note we already did take out a tran at the beginning of this fiscal year to cover some cash shortages in the fall and we are taking out a cross fiscal year trend this spring we're anticipating the funding of that trend in late january early february and we are currently working with the financial advisor through the csba tran pool and we are estimating that we have to borrow somewhere between 32 and 35 million dollars to cover our cash deferrals throughout spring now that those deferrals will be paid back in july august september october and november and we will pay back that trend um that time while possibly taking out another tran if the state institutes or keeps these deferrals as we move through this multi-year projection so i do anticipate we are in an environment where apple valley unified will be borrowing cash on an annual basis depending on the timing of the deferrals and if the governor and the legislature determines to suspend or reduce those deferrals so some highlights and concerns for the future again the january budget proposal is coming what's the governor going to do how will the lcff continue to evolve covet 19 and just the question marks related to the current pandemic in the situation we're in we are currently showing an enrollment decline which of course does hurt our ada but we do have a hold harmless for this year as i mentioned and if we continue to decline we do believe that hold harmless will apply through next year and the cola we are following school services recommends a zero percent planning cola in our current year and our multi-years so just some milestones coming up again i mentioned the budget proposal um second interim financials as of january 31st you will see me in front of you again in march with that presentation and then of course the may revision and we come to our estimated actuals as we're preparing our adopted budget for next fiscal year 2122 and of course the conundrum in june we will be adopting our budget prior to the state a job adopting their budget so we always do have to come back in august and make some of those adjustments and then of course in september we will close our current fiscal year with our unaudited actuals and then we'll adjust our 2122 budget based on those uas does anybody have any questions i can address matt just uh real real brief um you know the schools have been closed down now going on almost a year and i know the majority of the budget goes to benefits and salary but has there been any significant savings due to the closures with the buses not running and you know fuel costs maintenance costs vehicles and utility costs and stuff is there is there any significant uh impacts to the budget in a positive way there there are impacts mr raleigh absolutely there's utility impacts because we're not running as many lights or hvac systems and there are there is a savings in our transport transportation department based on fuel use so as we move through the year and we align our expenditures in our budget we look at the trends so those are adjustments we're constantly making that are reflected in the in the budget documents and of course will be updated as we move into january and you'll see you'll you don't see those specific adjustments but the aggregate financial numbers that i will present in january will con will contain those continued adjustments on the expenditure side to bring us as close as we can to what we believe we're actually going to spend it for the year okay thanks and then you mentioned enrollments down um how far has it been down and what are the kids parents putting them into some of the private schools is that is that the loss well i miss raw i don't know where the parents are putting perhaps mr schlosser can address that enrollments in his department but we are down about 400 kids from last year at this time so okay i just needed curious what the number was okay yeah i have a question uh regarding uh regarding the covet funds um are you allowed to use the covet funds for things like the capital outlay or is that just for something else can we use it for whatever the district wants to do to benefit the students including capital outlay certain capital outlay projects are acceptable are acceptable with some of the cobit relief funds if you're installing additional temporary classrooms outdoor structures that would serve as outdoor classrooms anything related to continuing to deliver instruction to students capital facilities would qualify okay thank you i just want to point out that the state's attempt continues of the deferral it has a tremendous impact on our finance though the deferrals do have a significant impact on our cash flow as i mentioned we're we're anticipating borrowing about between 32 35 million dollars uh this spring to offset those cash deferrals to ensure that we can pay our employees and pay our bills the 400 students that we don't see anymore are they just missing in action or did they move out of the area you have any idea speak to that briefly uh mr bender and also mr raleigh kind of asked us we do try to get a sense of where students are if they if the family uh if we're in contact with them and so we have had some that we have had difficulty finding some have moved to different school systems um you know uh not so much private but definitely a couple of moved into the charter system at the high school level and some students have left the area so we are finding the summer leaving california so it is a blend of things um to be honest with you it's been more difficult this year than normal to just find to get a sense from families to find out where they're going so this has been a tough effort for the enrollment department uh to just track down where they're going and to be honest school sites are in that same pickle too thank you and we do have uh fewer students enrolled in kindergarten because parents weren't motivated to send their students to a remote kindergarten experience so that grade level in particular is low we think a good number of those students will come back to an in-person setting for first grade next year all right thank you okay we go back to item i discussion action session it is recommended that the board of trustees discuss and take action on the following items number one approve the certificated and classified personnel action as listed do you want me to read all of them and then we've all in one or do you want to vote individually let's all vote for all the same time you have to actually on these because they're discussions you have to pause on each one they can't be taken as a group so if anybody has questions this is the time and then each one will have its own vote okay a new question on it no okay anybody voting for for it and secondly approve the certificated and classified personal action as listed i moved okay so rick is i'll check on it all in favor any opposed approve the request requested leaves as noted show move okay second second yeah i heard that all in favor all right in your post approve the step program does redesignation at as the achieve program if i could uh before you vote on this one if i can give a brief little bit of background i have just a couple of things to share that were we thought were very important before you took action on this would you mind yeah go ahead thank you i'll just be i'll be brief but we wanted to celebrate this is an important effort driven by students and a very passionate teacher the achieve program and their request to change is actually right now as of up until today known as the step program and that program has it was actually started here and named here that step program exists at granny hills high school phoenix academy and yucca loma elementary across a number of grade levels and it stands for students i think transitioning education program and so the students are served there are designated for the program and the goals are to transition them back into um either the regular education program just for some part of the day or all of the day but also of course to make sure they're successful the problem with the name is it had inadvertent connotations right the idea of a step program or a step child um makes it sound as though they're in some way not part of the family completely or at least it could be viewed as that and right next door in some cases there's a program called the success program which has right that word success has such a positive connotation well little known to us these students took this very personally and they asked their teacher why are we called this and so she asked us miss wright at granny hills high school asked and we couldn't come up with a great reason why it had to be called the step program so the students said couldn't we name ourselves something different and so um right away mr wheeler from the depart the student services division and his team uh and under the guidance really of trenay said yeah what do you let's talk about that and so the students drove a process and uh they came up with this name achieved which stands for academic challenges helping individuals expand values and education and let me tell you this is exactly what happens in these programs if you were to visit these rooms when we can visit these rooms again you will see students who are absolutely being challenged to reach their greatest potential with adults who are surrounding them and caring for them in a family manner it's a wonderful program and achieves a perfect name but it wasn't perfectly easy to get there i'll show you a picture of the room where it happened um they put me at the board on that day and they absolutely had ideas they wanted to debate they had lots of different ideas that we narrowed down to a couple and finally landed on achieve this all actually started last year um and we kind of got this rolling um and then kind of had to work our way through a process to narrow the names down and then right when march came we were about to bring this to you and um so we kind of put pause on that because we wanted to make sure we had a chance to speak to all the teachers in the program all of our them are in favor of this change in name there's some students who have since graduated that we will contact and tell them that they were part of an important process but i wanted to celebrate with you and let you know what this is this is more than just the change of a name this is a representation of what children young adults can do when they advocate for themselves and when they know adults around them believe in them and so that's just kind of the background i'll i'll uh stop sharing now and let you vote on the item but uh this is one of those things that's just such a joy to be a part of thank you thank you so much for explaining that to us one more time thank you so approve the step program redesignation as the achieve program okay mr so who's second second second i heard thank you david all in favor all right any opposed approve the amended contract for employment of the superintendent to include the following contract section 1 offered the effective date of the contract will change as follows from july 1 2019 through june 30 2023 to change to july 1 2020 through july 30th 2024 contract section 2 salary 2 percent increase to the superintendent's salary from effective july 1 2019 the superintendent's annual salary shall be 210 000 effective july july 1 2020 the superintendent's annual salary shall be 214 710 dollars thousand effective july 1 um 2021 the annual salary shall increase to 219 420 to effective july 120 2019.

meetings um since the summertime and at the beginning It was very much based on the numbers If we were going Back Uh 25 cases Rolling average um and Now like a lot of Us Uh I've seen that the current research shows that School spread is not as much of an issue as originally thought um so my Main question is are we going Back um with a solid date No matter what or is it Still based on the numbers but the number is different um so my question is within that realm um And then My Second question is um do We have Direction from the State as part of Our decision making process or is it all up to Us um so Those are my two Main questions Thank you Jade for Those questions so I'm Going To ask Kathy oow to answer Those please Okay thank you for your question as firm numbers about when you would be um full-time learning less than 10 cases we were doing at that Time a Seven day Rolling average um per 100,000 so If It was less than 10 You were full Uh full time um If It was 10 to less than 25 that called for a hybrid model and then the 25 or more Uh called for Remote learning however due to Our building constraints Uh and the special issues that danberry Had we were um planning to go back in the hybrid model at that Point so Again this has been um a pandemic Uh that We have Never seen The likes of this before in Our lifetime um and there has been no Data for Us to go back and Look at from past experiences so we've Had to Just deal with the real-time information at hand um Back In April May if you Had asked Any of Us or Any of the Health experts What would schools look like um six months eight months into a pandemic we Just didn't know um and This is Still a very fluid situation Which continues to change All of the time so as we learn New information we move on so Now When we talk about addendum 4 um that gives districts more the ability to make the decisions based on What's happening in their own community originally we were working on Just State numbers and then It was numbers by County but as a District we've Always looked at danberry Because um Our numbers have Always been much higher than Our surrounding districts so Now What the State has said to Us is that um even though We are in the red zone and we Are at a Community spread of much More Than the 25 um per 100,000 um they've been able to Tell Us that the School that has been Open have not seen spread in the schools and so That's why they are telling Us at this Point if you not only Look at the Community numbers but we need to Look at What Our mitigation strategies are Which includes reducing density of the building Our ventilation Uh social distancing the Mask wearing All the public Health measures to Keep Us safe Our ppe um Our Cleaning and disinfection and these are all items that we're Going To cover later on so that is What's guiding Our decision making at this Point and it will be done at at a District Level and Kathy um I would Just Say that I feel like We are very prepared with all Those measures that you just mentioned um at least I know I've heard a lot of a lot of mitigation strategies that seem very well thought out To This Point um so hopefully We Will be able To Come Back In January considering All the current research Yes I hope so to Thank you That's a wonderful discussion um between the two to um help everyone understand How Those numbers have impacted What we're doing I am Going To ask at this Time that If You're not speaking If you'd please put yourself on mute we're Getting some echoes um with other people in the panel and It's causing them not to be able to understand so I'm going to move to Christine and ask Christine fornier to ask her question next Christine before you um before you Start and Can you please Let Me Know How many you have left How many What How many panelists Do you have left I just want to make sure I have the timing down Oh chistin andis thank you Hi um Yes I am representative of the Elementary Level um I am the I Head up the pto at Millridge primary but I also have I have a third grader there And then I have a fifth grader at King Street And then I have a freshman at the High School so I'm kind of All Over The Place but um I kind of reached out to a lot of my Friends that have K at multiple levels to kind of see you know what the running themes are um there's a lot but the biggest One Level the biggest concern is number one If People are even going to send their Kids to school at this Point Because they're I understand that all three of my kids um but for The People that are Going To look like It was proposed soct it has changed multiple Times um a lot of people feel as though that the early day is really kind of shorting Our Kids that are When What is the day really Going To look like we that is it changing from the last we looked at this Direct the answer to casiro please Hi so um know there isn't Any plan to change the length of the day that was proposed original First opening in October um you know part of the the planning you know the secondary Level part of has to do with the fact That we cannot serve lunch in school due to the number of kids and so in Part some of the decision is based around um pu aend home need to plan particularly in the hybrid environment Uh which is very difficult so You're planning lessons um gives the teachers about an ex [Music] hour Calling curricular conversion um in their planning so How do we make lessons accessible in a hybrid or distance learning environment to students Who are both at home and in person um and or developing asynchronous groups While other groups are working um with independent practice or on another lesson so All of Those things are very Complex a teachers do them so Now don't have any intention to change that original Time we did spend a lot of Time carefully around Those um but it um yeah so Those Times Will Stay the same moving Forward as Far As you know I have a High schooler Who No matter what I feel the the day works really well for him and having the opportunity to meet with the teachers in the afternoon has been a great opportunity I have you know I personally but I have an honor student Who doing well so If I Had a Kid that was struggling at the time I'm sure I would feel differently um but at the Elementary Level Wednesday Thursday Friday you know The Three days of limited interaction with the teacher I think is a big concern for a lot of parents is it Still going to be limited to that short period of Time in the afternoons for Those Kids that are at home versus the Kids that are Had additional time to continue to plan Uh during this Time period and we've been actively um trying to Uh rethink some components um we need to get the Kids in first um we need to get up and running to make sure that we're testing all of our systems down at the chromebook should say down at the k5 two chromebooks to work from two laptops to work from Which Will provide them with a monitoring device as well as to work from so um we Had a lot of teachers that have have asked If We are able to more synchronous instruction into Our day um you know Can we do that If We can Navigate that so we're um We have some teachers that already planned to do that so that we'll have that morning time will be that s and that connection whole Group and then we're Going To continue look for Ways to integrate prof are planning more to see how it can be integrated and we Had a good conversation about this the asynchronous lessons will be very High quality um and Part Of The Reason for that it's Not Just um a conversa not than you know we're Going To provide students with lon so that we can with students Who are in the cl but We have a significant portion Our Elementary population that are Second Language learners and so having that uned visu can Listen uned from the Mask Those things are important additionally for The students Who are home struggle with Child care during this Time period um children are either Going To grandma's House or they're going off to a day having this recorded allow a and Child to play them flexibly and to Listen and Sit flexibly um at different Times during the day so If a parent comes home from work and they Want To engage The child That's a better Time of the day have an opportunity to have Those lessons Play them Replay them and interact they're also interactive so um children can engage with the slides as well and submit answers so They are quite High Quality um quite a tremendous task to do on Our Part but we think It's Worth it for Our students um but we do expect to incorporate some more Live synchronous components um during the course of the day First we need to get these teachers up and running Uh with their laptops and we need to build in some systems and structures into the School day First to allow some so I do think you'll see some more of that is in Our in Our conversations Now um we're just eager to get Back and get things moving so we can Start to Start to work on that Great Thank you car for your answers and your wonderful questions from Christine and Now we go on to for your question please introduce yourself first and then Give Us your question Hi my name is in latin I'm also a parent I have a student that goes to Rogers park I see chr zita is here so to cluster B Wonder wonderful Job And then I have another one that goes to Park Avenue School so some of the questions already answered by car so Thank you I was noting It Down so I have one question from translated in English so her question is could there be a way for teachers to be more interactive with students Rather than Just sending video clips This Way the students are engaged and interested in their studies that question right to um so and so um without knowing of May be asking I would surmise that it um that it May have to do with When we are having students do independent practice um and so you know one of the things about this environment that has become more visible to parents home is the idea of small Group instruction and and Maybe understanding that When the teacher is doing working with students in a small Group that their other students Will be engaging prac and this really isn't Any different than When they're in school um there's a large bulk of Time at the k5 Level that is if you Will with transitions things like recess um and students often work on independent practice activities that are geared towards their While the teacher takes a small Group but parents Don't See That during the day stud While another Five or six students are working at a Station to complete a task and another Group could be working on an independent practice so Those independent practice activities happen all day long While teachers work sm groups and sm really key component to delivering so it Just um we Just Don't see it during the day you know When parents are working but it happens regularly Thank you and Thank you for your question all wonderful questions from Our Community panel and um know that your questions Will continue as we work through Our um session here tonight which is around Health and wellness and Kathy started Us off really really well in Talking About addendum F the expectations of the State Department Of Ed and How they have um turned some of tha t decision making directly in Uh into onto the local Level and so I'd like to bring Dr fong in at this Point To talk a little bit about the environment and asymptomatic students and things that We are doing in the District to Keep children healthy and safe Dr fong if you could Just introduce yourself and then answer that question that would be wonderful my pleasure um well First of all I ap Because I'm so happy that kath Call Me And said no at zoom so anyway I think is probably not mention Enough in the as well as Uh some of the consultants and that is When A person get exposed to the coronavirus not everyone Will become symptomatic in fact there's a lot to do with the Age of the p of the individual the less likely they Will have symptoms So The very young usually Are Not symptomatic and by the time they Finish High School even at no more than 30% or Maybe even a little bit higher that have no symptoms so It's a significant number without symptoms however on the other hand the factom does not mean They don't carry the Corona virus If they were exposed to that and Uh so Those viruses are Just not Being able to get yando vir the virus asymptomatic individual does not mean that they Are Not and to recn that Because Will reince Sign por faor utizar las máss solsa at the same time the infections of the individuals the Mask and si you touch the mask if you touch the middle part someone to that has tou so people there are things that we be very careful si tú u un lapicero Si una persona utiliza compte instrum if you therefore It is important and Note It is it is therefore reminding yourself that it's important to wash hands of important in add number of families in particular arrang so crowding Is also another risk so It is helpful even in the families if you are Going To Have get Together make sure you Wear Mask in the house even in the house Because most of Time people Don't Wear the Mask in House Because the of the seasonal influence february and we and a lot of time taks before your immune System is functional so get your FL vaccination you don't want to have a dou Je with both the two viral viruses in at the time so Those are basically quick families can um use Next To for her To talk about What if a child does test positive in a What is the protocol like families to in the district If test posi is positive and also mibr de la famil so If We are and we Are currently students We are report ofi parents [Music] Thank you we This is a lot of information that we're Giving Tonight so before Open Our sching and we'll also at the end of this presentation show you Where some of This is on Our Website can Kathy please address the availability for testing during the [Music] um has been to me K before you interject I Anna Just want to remind you you have about 11 minutes left right Ok thank you Kevin um so Over The holidays When the we Still have a link on Our Website to the city and the availability of cov testing s days a week with the Community Health Center and that is done Over on the campus off of Lake Avenue extension Uh from 88:30 to 4 s days a week They are doing covid testing over there and um at 120 Main Street the greater danberry Community Health Center in cic um They are testing as well And scheduled um I just Will add that um Last week we started the by next Now through Our School based Health centers and um We have referred quite a number of people the First week we um the nurses there did testing on 21 people in the First Four days so that has been a very valuable service for Us that um through the School parent or The child or a staff member will be referred to the School based Health Center that is doing testing that day um It is appointments um only But You Will Get In The same day um unfortunately that won't be available Over The holidays Because the schools are closed but the two Community Health Center sites along with All the urgent cares um in the Area will be doing testing Thank you Dr um so I'd like to turn to Dr B Now and could you please talk to Us a little bit about the time frames of When people should be tested and exposed after an exposure there You are Thank you for the opportunity to say a few words so it If someone's exposed Now right now that the test May netive and That's correct So The idea is um When somebody's exposed so say exposed On A Sunday When they would most likely Show The symptoms and most want to be tested so um the Uh per of infectivity Uh can [Music] be days and so If somebody's initially exposed Uh While we sometimes test May be initially nega so umos would be at least up to um to days but the isti quarantine so there's different strategies so One thing is If you have a High risk exposure you actually May need to be quarantined 10 days Uh Where If You're tested um two days afterwards Uh then to Uh consider you Being Negative so I will say the guidelines are evolving um quite frequently and they event populations um but also the actual valabil of test kind of influences Our decision to um Our local um danbury um School structure um May have a slightly than other Place around the State Uh or the country but the idea is that um If You're got to be tested Uh It's not necessarily Time stamp Zero That's Going To Uh Say that You're Negative Uh you got to be upwards of at least Uh three to Four days the biggest Area of effectiveness like I said is a few days afterwards not at the beginning Great Thank you very much for that answer and the next Last Uh Health question is going to go to pry from Our City little bit about vaccines sure Thank you very much So The State has laid out a plan um for vaccination out of that um Which Will be setting in just a couple weeks May as next to the hospital vaccinate um hospital and health professionals and Uh emergency technicians emts infrastructure employees so it will be Uh rolled out to police fire um teachers in that Group um after that it Will be going out to for that it could be theing at this Point doing on children Under the age of 18 so That's Still Thank you for that Great information and so Now I'm Going To turn it over to he is going to work through Our distance learning um we May Still Touch on some Health and wellness questions as we Go through the other categories so um not Always totally done with that category as It is an important One so Kevin for [Music] this want to ask a couple of questions on behalf of the Community um and if you for some um and then If She needs additional assistance Uh She Will um Direct you accordingly so Uh cara the the First of Four or Five questions would the District consider a sum session help students Catch up What is the plan to get Our students caught up sure um so beginning Last Summer um we already expanded the use of Summer School as a way to help more students Wi Our normal um net if you Will of students Who we normally would invite to Summer School that was First good Step um and that was actually Pretty that was Our First Uh attempt at a distance learning Summer school and It was It was relatively successful so ummer whether Or Not we could be in person or we would use a combination of in person and distance um but certainly be able to at least offer some distance learning and or in person Uh Summer School to number of students um you know so long as Our Our resources allow Us to do so um In addition To that par um Last we were also able to position ourselves to um and rearrange some Staffing to include um 13 specialist at k5 and Those folks have and students and so we hope to expand and grow out Our Services in that Area in terms of intervention and um some cases um you know using the term acceleration is more appropriate Because we Just really need to continue What we're doing and um and Speed It Up Double down and Give Kids some more opportuni we Happy to be able to include those staffers in Our ranks this year next year as well so we do have a plan in Place for that [Music] situation sks for students in the same way that We have been but Just an increase and an expansion of that on Kevin Thank you for that response And I think the next question you have answered somewhat but Let me ask it anyway so How will the transition be handled to the Next grade Level Where there will be a Class that reinforces or reviews concepts before they move up so Uh We have a tremendous curriculum Team um and supervisors and instructional Support specialist that assist heading into this year um these groups Uh spent a considerable amount of Time um assessing What needs to be What is critical in this environment What are the priority standards That need to be taught across all grade levels um and adjusting to meet Those needs We Will continue to do that across this year as well to make sure that most critical concepts and grade Level um components that students need to Forward um Network is has been ongoing So um You know That's Just part of that part of Our normal process that we do each year It's just obviously a little bit more intense in this environment as we make adjustments moving Forward a lot of Work In in August and September um ready for this and with teachers and deps to also have that say but me Every to do that work Thank you so this next question from One of Our One of Our famili in years p we've Had you know we don't necessarily have the same Data available to Us Now to see how Our Kids are doing so what Data Is there Any Data um that We have available to Us to show How Our students are doing academically particularly in the k5 areas sure so um we have administered the St ass this year so We have numeracy and literacy um however um and normally we use that as a universal screener Across the School year as a sort of a just a little dipstick to see Where students are in real Time and to be able to measure cohorts across grade levels and Across the years um and some assessments As you know are better broad stroke visioning of how we're doing as a District or How we're doing year Toy and other assessments are much better for more instructional information um and so we did administer the star assessment um I will Tell you that um we've deemed it to be a little unreliable in this particular environment taking it at home in you know with Under different circumstances and conditions um and some of Our younger grade levels much better than Our normal Trend Uh which is which is probably in Part that home and May May not be Getting a little bit of assistance with Helping to log in and um so you know um It's not the um It's hard to assess whether Or Not um Had a little bit of help with the assessment or Who struggled completely with Technology and that The Reason that that might not be reflective ability so um we did we're taking that with a grain of Salt for Now we do have reporting responsibilities with the State um Because we're a priority District so we do report that information um in some grade levels that the students did and in some they did Uh not as good as they normally do um so It is it is one indicator one Point in Time um but more we stressing is more of a micro informal assessment On A Daily basis and on the weekly basis um we put a lot of effort ambi evar prof pri done a of that for the teachers to make prioritizing um the same um but they're adjusting need and so um you know teachers are really the best Uh judge of how students are meeting those standards and How they're responding work teachers Those larger assessments this year um we do you know We are relying more on informal smaller assessments Across the year um One of the things you know I think really interested I think s of What's happening at the secondary Level um in terms of in terms of assessment things look very similar to Maybe they did the way that they did Prior To This right you know Our younger learners you know It's a Bing real Time To This so I do have She's One of Our Uh wonderful Elementary principals and She's also Our k5 Elementary principal lead so I've asked her to speak a Thank you cara Good Evening everyone um I must say Our children the el have really adapted to Uh this environment although This is very New to a lot of Our children um you know most of the morning and day I must say They are amaz Our children Amazing we Can't Stop you know saying um What a great Job they're Doing Not Being in front of their teacher Every Day as much as we miss you Our they done unprecedented Time um when we're joining administrat my teamers And I are that students are They are engaged and they are doing the best that they can the teachers um and doing everything possible to make sure that Our students get what they We are pleased that the teachers are you know working very hard and assessing the children Every day and Every week Uh to see how they're moving this What we're doing Now to than What we done in theing in theing you know we were Just thr right into it everyone Just Had to pick up and Run and and work with it but with the help of the coaches and instructional leaders um the information Data Stuff that Our children are Getting allows teach and really work on What the children actually need we look Forward to Getting Back to school Of course whenever we can and um Again we we Miss Our you know Our and we Can't Stop Again praising them for all that they're doing and we do thank um Our parents Community members really help make possible Because none of Us could do this without you Thank you Thank you I might add to that um that Our attendance um in this environment Uh for instruction has been very good um I do n't know um might want to Speak briefly about that and then We have time to answer this question So The attendance has been um tracked very closely from year to date Uh during distance learning but also In comparison To What the previous years were we're right on Target um about 94 which is very typical Daily attendance um Across the District um in fact the the amount of reporting that we Had to do for the State has increased um year to be sure that we don't have um disconnected students Who are not attending and nobody kind of knows Where they are so um the building have kept meticulous Records on all students um have counselors following up administrators teachers um and so Our rates are in Line with Where we see them this Time Of year Great thank youk for Those at this Point we're going to move on to more general questions and I'd like to Start um the First One um address it to Uh Kevin walston about the Who are the drivers in making about going back to school yeah than Thank you for that question um and so and One Because I recall the question I know part of that question teachers as a teacher Union behind the decision making process um and And I just want to say you know We certainly the teachers are certainly you know they help dve Health and welfare that certainly we mindful of as we make this decision Uh but It's Not Just the teachers It's all of Our administrators um Our bus drivers Our custodial staff It's everyone um but ultimately the decision And I Know with us but ultimately the decision sits with the superintendent um and as we know we mentioned numerous times um you know he also meets with the cabinet but also meets with advisors um and and and gets their feedback help inform his decisions Uh but ultimately that decision sits with the superintendent Great Thank you Kevin Our next question I'm Going To address to cara pruny in Our local Health department and we received many questions about How um as families we can be proactive And I Know Kathy d has od has answered Those but we'd like to um hear from you a little bit about How the city is Being proactive on Any blatant Thank you That's a great question um so We are We have a couple of Ways that We are addressing this We actually have a task force that we made this past week That's comprised of several differents doing covid comp enforcement We have inspectors that regularly are checking compliance um We also have aes any situations um that might need Our attention on Our Website Where we can Take Those complaints and we follow up on Every sing so We are trying to be proactive in Uh enforcing the sector guidelines out information um trying to educate everyone and get the word out as much as possible What's going on the Community the heen Level going on and getting the information out so that way people can follow guidance Thank you for the city Being proactive um and Helping to um Keep All of Our citizens safe and so Our Last question in this category is going um and How are we making schools a welcoming environment to Our families and Can you Talk a little bit about some of Our newer policies and then How do we Still um make provisions for famili Who might and things like that to make their children have Everything they need When they're in school during the day Thank you for the question one and It's a good question one of the policies That have been recently adopted that has been very important to help Keep everyone safe in Our schools Our staff and Our children is a no visitation policy and and and and and frankly there's Nothing not there Nothing welcome however it is sure the saet of Our andun but but I can Tell you and and I'll share this with everyone I think Our principles engage with Our families in Ways that they have not been able to Reach the numbers that they Have In Prior years I think This is certainly a Silver lining in this Last year and a Half year Plus it seems like 20 years Uh but in this Last year Uh we We have Found Ways to Connect with families um like We have not done before I think we've been very successful in that effort um As you know we've Always looking for Ways to increase Our Communications with families um I know the principals have also s out um um correspondences to Our families When we thought we were reopening in October um and Walk the families through What the process would be If they Had to Drop Food off If they Had If they forgot something and they needed to bring medication there was a que Medic for the [Music] you have to leave it at the school secretary. The principals have always had Open Houses and I'm continuing to hear that participation has been as great as ever.
the superintendent's annual salary shall be 214 200 dollars effective july 1 2020 the superintendent's annual salary shall be 219 thousand and four dollars 20 cents effective july 1 2021 the annual salary shall increase to 223 808 dollars and 40 cents contract section 9 termination of contract language was amended with addition to super majority vote of at least four members um as a requirement under non-renewal of the contract by the border and termination of contract by board without cause who's the motion that we approve the amended contract to the superintendent a second i'll second that with a comment okay good great so this contract for the two percent uh increase is goes retro back to july 1st of 2019 and the other numbers reflected in the contract are step increases built into the actual contract itself uh and with that said that i'll second the item all in favor aye any opposed consent item it is recommended that the board of trustees consider approving a number of consent items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues consent items to be approved in one motion are 1 2 1 all the way to 28 1 through 28 yeah i moved the items 1 through 28 for approval consent good all in all in favor hi hi any opposed okay um we have approved the minutes was this supposed to be one of those i i also go through the minutes of the november 5th that's all of them never mind if uh let's go kylie do we have any uh public comments we do not have any public comments okay superintendent comments i um mentioned that i would talk about closure at the end and um one of the things i would like to tell you is that um you knew that we had reverted to distance learning for our waiver students tk through sixth grade were attending in person part time um this week we met with the teachers that were running our cohort model um these were the teachers that came forward in late september and pushed very hard to have their students back because these are our exceptional needs students um they asked for us to consider keeping those kids in place um and we felt like that was a few weeks back obviously to they were worried we were gonna close them along with the um waiver students because of the data that mr bender mentioned the video from saint mary's my daily updates from the ceo at st mary's i could not with good conscience lead this district to stay open with those students in person with other people we have to take the consideration of the hospital beds the spread of covid right now our numbers increased dramatically after the break because people did gather outside of work and we want to make sure that we have we move into this winter break better prepared we have noticed our public that we will remain on distance learning and will not reconsider this until minimum january 19th that's a tuesday because martin luther king day is um january 18th and we will keep you updated we don't have any predictability to this at this point and so we will just watch the numbers and keep our board informed as well as our our staff and our families and there is no good answer for this right like on the same day i can get a complaint that i they want their child in school because there is no virus and somebody else calling to tell me that i'm responsible for everybody that gets coveted and i take those those calls and i talk to those people and um this is what we have to do right now um our teachers and staff all did an amazing job of putting those kiddos in seats and supporting them and they will continue to do it from afar we are asking as many people as possible over the course of the next few weeks to work from home um when when feasible and and appropriate um we want everybody to be safe um we have you know this time of year families that are in need and we have spark of love going on on this property our family center coordinators are working collaboratively they've scheduled appointments with families and they're working through that process and it is i know zoe did some coverage of it today our public information officer so it's on our website and then finally i just would like to again publicly thank mrs davis for her service service is one of those things that people don't really understand when you become an elected official you aren't just giving of your time you're giving of your soul because you are spending um all of your energy around helping to organize and run a district of our size which is an amazing feat so um for each of you that serve in a in a trusty role um it's far beyond what the public actually sees and i just appreciate mrs davis for the eight years of service and um her always keeping us laughing and and the stories that she's told us so um we hope you all the best and um wish you and mike all the best in retirement i'm so glad that he is retiring ahead of you and that you're going to now join him everybody safe over break mr bender mr so no so it's mr first okay i don't have any preferred comment i just wish everybody stay safe and have a good christmas thank you will see each other on the 17th next week mr bender i have no no additional comments mr rawley uh nothing thank you and it's me maria my my next comment is regarding the covet 19 and and what we are doing in our district i'm i'm curious about the protection that we have for our staff especially for our classified personnel i'm kind of curious about you know when they come on campus uh what kind of protection that they have when they do arrive on campus is the protocol the same throughout the district to make sure that they have the temperature checks and all of that are they really required to be on campus um if the teachers are teaching from home do they need to be on that campus to be able to navigate this system so i'm curious about usually i talk about the certificated but today i'm actually about the classified because i want to be sure that we we speak on their behalf as well um and and and i'm also interested in knowing how teachers get contacted when there is an outbreak that affects them directly um if there's a student that they have had contact with how soon do they get to know about it um or do they figure it out on their own um what is the protocol in letting the teachers know that somebody in their classroom or within their school family has been has been exposed so that they will know how to to handle that um before i go on um i don't know this is i'm gonna wait because i need to um add one more thing to make sure that you include it in our next board meeting um is this a time for it yeah okay yeah for our next board meeting i would like to see a presentation um put out before we go to our first closed session for our next board meeting on the brown act if it is possible miss nelson if you can arrange for that so that we will get that out before we go to our first uh closed session for our next board meeting i will do that can i have clarification um the statement she made about the teachers um notification directly about any um coveted positive or classified staff in the need to work on campus if i can quickly address classified and then i think it would be best if we have a presentation for you at our january board meeting a comprehensive presentation that walks you through what the steps are within the district to support people in notification we are working through what i had mentioned as far as the next several weeks how we will deal with our classified staff members teachers some of them have chosen to work in their classrooms even though they are distance learning we will still allow access we are trying to limit the access um of contact meaning people to you know more people in the same room so what we are working through is the need for people like para educators um on campus is there a requirement for them to be there that is what we had been doing but moving forward if there is a way for them to work from home and it is appropriate for their particular classroom then that is what we are working with and we asked all of our site administrators and directors yesterday to spend time working through a plan of how to support staff and limit the contacts so um i can update you on a written update um before the break um so that you understand what who's working from home and who's not okay thank you very much and yes on the um future item got it thank you very much if i could jump in a bit about the corbett 19 protection uh i i share with some friends that i spent two hours watching over a presentation by 20 different doctors in the northeast area and and and what they point out is that yeah by all means we should continue with all the safety procedures that were the mess but what they are saying is that until the the individuals all americans get the vaccine inoculations the the the mass is only a symbol of protection but it's not really protecting the virus what they're talking about is that this particular virus think about the size it's one tenth of the diameter of a human hair that's how small it is it can penetrate through the holes until we get the vaccine get to get the body resistance against this this particular virus we're not really going to control it so i think we need to maybe continue to stay in contact with the county health to see when our funding people can get the vaccine where are they willing to take the vaccine that's become another challenge for superintendent and staff um and i'm sorry but just so that i can update you on that as well um we are considered stage two for any vaccine stage one is identified as a broken you know two separate stages it's a stage one a and a stage one b i am in contact with the department of public health regarding this and we will update you when we have further information fda will be taking some action we believe on the 14th of december we'll have more information and then they predict for educators closer to march before the vaccine would be available ms davis well it's just been You know, I'm not trying to sugarcoat this thing. These are real stories coming back from our school leaders that we are hearing and learning and learning. As you know, the outcomes of this... I've read numerous activities, the outreach of teachers and administrators going to homes and making connections. [Music] Connections for food, to make sure that people [Music] The important thing about the mask is... the policy report that is given is part of education. [Music] And for the students, masks for the students and adults... Good questions, will you talk regarding the financing? And the care. If you take with finance, and with, finance with, finance with, funds, for, oh, than, do, questions, questions, for, the fund, it is proposed to, to be, during the year. [Music] It has also received coronavirus, the fund, a fund for that, they have received assistance, assistance for the city, everything that is related to the coronavirus.
[Music] You are fortunate for that, with the curriculum, also with the budget, you know that, it is required, an investment, that is, an amount, across the district, curriculum development, investing in Google Cloud, it is going to continue in that part, it is exciting with respect to that, for example, in all the buildings they are reinforcing, putting on masks, they are seeing, they are happy seeing the school as they are organizing, they have bought filters also for additional ones, for some classrooms that need them, they have bought something with respect to the social- emotional part, also tools to help the curriculum. [Music] The appropriate things, like the PT, not the things that the workers need, also not to cover their faces, and also they are sure that they have secured, that they have the PPT in The schools, the people who have problems with it, in addition, some of it will be able to sustain us beyond the pandemic.
So, can I ask a question? We still have two more questions here. Okay, I just need to ask her. Would you just briefly mention the audit that took place? I think that includes the purchases as well with the engineers that took place. Oh, with the—I'm sorry, with the architects. Yes, I think it's important so people know. It feels like ages ago, but it was so important. The district is working with the elementary, middle, and high school types. They've made a map for social distancing, especially in the hallways of the schools, and they're also going to add it for other schools. And there are questions. They're asking regarding face coverings. They've ordered them for children from kindergarten through fifth grade. They're going to put them on time. They're working on that. For middle and high school children, they have additional face coverings. What are they doing with the money they're getting?
They're saving when there are no bases, when there's no food yet. We're not even halfway through the year. They're looking at the budget with the [Music] workers. You know, if they invest with the other workers too. They're still having other workers to help in the [Music] district school. What the city has saved, they've given back to them. They're not anticipating any savings this year. Thank you. They're going to implement reopening strategies for our students and elaborate a little bit. What other mitigation strategies are they giving for the students? They're reducing demand. They're still running with the school bus base numbers. The children are going to have their own materials. There won't be sharing. There won't be sharing of materials. They're going to have physical distancing, and also from the desks and tables. They're going to have an appropriate transition. Especially in the hallways, also when they're in the cafeteria.
They're able to do that. As you know, the children have to wear masks. They also have materials that, if they need them, they're going to give them. All the nurses have what they need. It also needs information for the students regarding masks. Ah, sometimes there are complications with the masks, but the teachers are doing a wonderful job helping the students adjust to the masks. And each class has been tested with the cleaning supplies. The cleaning supplies for the special children are going well. They also have everything they need. They are asking how the supplies are being administered and how the cleanings are being done. What kind of cleaning or what kind of cleaning items are being used? Are they clean materials as training? All custodians are disinfecting the materials to make it safe. They have also given the custodians, the workers who look after the schools and also the workers who are on the ground, things that parents have to do before the children leave or get on the bus.
What are the expectations? On the health website there are also letters from the health department with guidance not to send children if they are sick. Well, if the children get sick at school and so on. It's not that big before, they would stay and recover, but now, if they see even a small symptom, they're going to send them to be checked by their peers. The guides [Music] are going to send forms for them to fill out, asking questions and making observations. How is your child sick? Not for families who don't have thermometers, they have thermometers, so they can contact the nurses at their schools, and they can give them a thermometer if their child gets sick during school. During school days, they're going to determine if they'll be in the isolation room. It's important that you come and pick up your children in 30 minutes.
There are many questions left, but they're going to put many for you to answer. Hopefully, you'll find the answer you were looking for. Right now, the computers won't be on the desks; they're going to make a video. [Music] They'll want to make sure you watch the video, not completely, but there's one more question. They 're surely working on three more so that He's happy to report. He's sure the kids have what they need. If a computer is broken, they try to switch them to another one. The high school principal and the teachers contact the parents, then they connect with the administration. Almost every day they look around and knock on doors. There are technology issues. They go to the house and try to help fix it on the porch, not outside the houses. So they ask why they aren't connecting at school, how they can help.
He's also involved in food distribution. So when a student doesn't have a computer or technology, they give them another one. There are still computers there, but they're trying to distribute them. There are students who still are n't connecting. Taking this time to [Music] pass. They're everywhere. The work they're doing is incredible. Thank you. The teachers are also connecting with the parents through, as usual. At least this year it's been closer to seeing attendance. Google Translate, with all that, helps. Other administrators are also trying to connect with that. Part of what's happening here is that they're working, and if something isn't working, they're looking for ways to fix it. The change is that they have to do something better. The social workers are also doing community service. The voucher system, the Decher system, they also talk to the parents about it. Working with the community is a very strong key to moving forward.
Regarding the calls and emails that are sent or forwarded, they're mentioning that in this atmosphere where we can't see each other face to face, the community needs to know that the teachers are doing everything possible and the administration is doing to connect with the population. [Music] They're thanking all the principals and everyone. Thank you, thank you to the parents for supporting this effort. The community members also thank you. Now they're going to present the video. [Music] It's showing how the folders, the water bottles, the things for when they go out to recess, how they're going to drop off the children and pick up the students. You can see that too. How our classrooms are positioned. How our hallways have been reconfigured. With the architects' recommendations, all are being followed. Classes are ready to return, like cleaning the handwashing stations, going from one place to another, like the water fountains.
They've covered the arrows pointing from one side to the other. Thank you. [Music] To speak, you can go to the district's website and there you can see the video. You can do it in Spanish or English. Well, most of you are waiting for Dr. [Music] Dr. Salas. Many of the questions, many of the emails, he has tried to answer. There are some he hasn't, but he has tried. He is working to ensure that the students have a safe environment, disinfecting the opening and closing of the schools, the contact tracing, that is, how to track who has the virus and who does n't. There are many protocols that parents can listen to, especially when returning to school. [Music] The contact tracing, he will talk a little more about [Music] that, identifying when there is a case. It's positive when, when they're going to do contact tracing, they're going to see what day the child was last there, who was near that child who tested positive, if it was 15 minutes or less away.
That's where they're going to do contact tracing. They have to know what happened after that. Then they do the quarantine process. They have 14 days of quarantine. Questions regarding new CD [Music] and they're asking themselves if they're going to adopt that or not right now. They're following the 14 days. If the workers or students are taking the COVID test [Music], they're also going to do the rapid test for people or individuals without symptoms. A letter will be sent to let them know that they're doing contact tracing. Logical contact tracing that there are private facts. Parents will be notified through the robocall, and then the school community. The process should be on the page and see how many cases there are in the community or in the school. That's going to be the referral process. Through emails, Rob and then they're going to continue with the city follow-up.
They're going to complete the family with the students who are under 18. There's also a state report at each school so parents can see how the follow-up contact is doing. The test takes such a long time. Typo of number of hours, hour, but usually that is not the case. I mean, it's not that good. The reaction is basically putting the Swap, whatever, on it, virtic and multiplied with chemicals. The doctor is explaining how the exams are done. That's why one of the tests takes longer, one day, two days, three days. He's explaining regarding how the exams are given. Yeah, go ahead. So, just a point of clarification to what my colleagues just said I was asked earlier. He's explaining regarding testing your child. You shouldn't be sending your child to school in the interim period. Uh, and you should consider what our school guidelines quarantining children are.
