okay i move that the board set the graduation date for the brookfield high school class of 2021 as recommended by bhs principal mark belanda second so dr brill do you want me to just start talking do you want to introduce any of their conversation just want to make sure we follow the right people thanks mark just yeah i had to get off a mute there thank you no so mark and i um had some conversations over the last month about graduation and certainly he is uh i know he's started i believe he's initiated some conversation not only with his team but with some students and so forth uh speaking of latonvy was talking about the class of 2021 um and tying back into what could have been a very negative experience last year for graduation turned out to be one of the the biggest bright spots of the year was that uh at home right right on our campus along meadow hill road graduation ceremony and the parade and everything so i'm going to turn it over to mr belanda about the date and then he could share a little bit about some of the uh still initial and preliminary plans go ahead mark thanks john um so right now what we're looking at the last uh official day of school uh given the snow day that we had back in december the last day of school is monday the 14th um so looking at you know state law board policy things of that nature as to when we could have our ceremony we could have our say we could have our ceremony on saturday the 12th um saturday's traditionally been a day when we've hosted uh held our graduation ceremony mostly due to the fact that it was tied to grad party um really because they need that time to set up and and there's there's a those of you that have been a part of grad party understand all that goes into it it's a significant endeavor um it's so hard to plan for that right now um you know what's going to happen with you know uh inside gatherings with kids um nobody's entirely sure you know how that's going to happen so there really hasn't been much movement in conversations with grad party at this point as to what we're going to do i think everybody's kind of holding their breath to see what's going to happen next but that being said you know the alignment of having graduation on the 12th of june is something that i absolutely think we can do um you know we would the plan at this point i keep looking at my calendar that's what i'm looking at so you know and the other day other saturday date would be the 19th of june would be the other day if we wanted to keep with a saturday we certainly want to have it at the high school um that is something that uh i debate it and i actually love the fact that we had it at um westcon at the o'neill center when i first came to when they did it with new milford they do it at westcon uh and they did it again when i was in brookfield and it was a nice nice way to have that organized and a lot less work to some degree in terms of uh crowd control westcon does take care of a lot of things but given the situation we're in and there really is no telling or predicting and we need to actually start planning um given all the positive feedback that we had last year for our our graduation ceremony that was both parade and then inside we're thinking we would like to bring it back to the high school and find a way to make it happen there um you know we would certainly like to incorporate the the parade was a huge hit and i think was a great thing for the town um something that we would still continue to need i think moving forward thinking about even in june um that celebration of the community the pinnacle of when kids graduate in this town it's great to actually be able to celebrate that so i think the community would be interested in coming out and supporting the same way in terms of what the actual ceremony could look like you know we could incorporate things inside we can incorporate things also outside on the football field uh we have some great technology uh there that we have a pixel lock camera that we use to stream um our our sporting events that are out there we can use the same technology to stream uh the graduation ceremony we can talk about utilizing depending on what it is and how it works and where um where what restrictions are in terms of social distancing and things like that we could be able to limit or utilize the processional how many people come we can do it in the stands we can put kids on the field socially distance and spread apart you know so there's a lot of options of things we can do and still have that live broadcast opportunity which i think is is something that people really it's always nice to have um for those grandparents that aren't traveling or somebody from out of state that just wants to watch the ceremony the idea would really be to be on a saturday morning traditionally brookfield high school's graduation has been in the evening on a saturday since i've started the challenge as soon as you decide to make that move to go outside as people are aware in june those pesky thunderstorms that tend to throw us inside you know in the years i worked at danbury high school when their graduation ceremony was outside um or when i was at watertown high school and their graduation server when i was outside we were driven in on more than one occasion due to the fact that thunderstorms tend to pop up around that four five six o'clock time it's almost inevitable in the summer when you plan a graduation what happens less frequently is is those sorts of storms tend to not happen in the morning just based on weather patterns um you know so what we'd look to do is do it on a saturday morning similar to what we did last uh this past year for the class of 2020 um and my initial recommendation would be that we actually have it hosted on on june 12th um some you know time to be determined at some time in the morning that was what i would say uh and then we will work out some of the details moving forward but that is um even though the last day of school would tech may be monday we certainly could require kids to come to school to pick up belongings to finish things into the year which they're going to need to do anyway and count it as a day of school um you know it's still doable to do it on june 12th so that would be my recommendation moving forward uh i really would like to make it um you know i'd like to make it rain or shine because it would be a real challenge i think to reschedule and we could always find a way to to do something a little differently we can talk about tents and some other options um but at this point i think june 12th is the way to go um in my conversation with the superintendent that's what we've kind of come up with so i want to present that to the board and ask if you have any questions or input or anything of that nature thanks mark and for the board uh the motion for tonight is to to vote on the actual day that's that's what we have to do as a board or the board has to do not me um giving mark the opportunity tonight to talk about what he was thinking for the ceremony uh he and the team uh was just you know part and parcel of this particular agenda so we did want to share that uh information with the board tonight so i don't know if anybody has any questions about kind of the administrative process of planning the ceremony um or just questions in general about the june 12th mark what happens if we get another macro burst or another snowstorm or something and school ends up going until the 17th or 18th yeah it's a good question and i can't believe you said the word macro burst i thought that was like outlawed in this town um so but what would happen is you know we could still host host the graduation ceremony we would just basically we can technically hold diplomas until that last day so um if we had to extend it beyond there um but also the other flexibility is too is is if for some reason something happened that required multiple days so more than one or two days and we're really looking at okay there's really four more days of the school year and you know we could certainly with your permission you know move it to the 19th to that next saturday have conversations the nice part about being on campus and also depending on what happens with um grad party is and i'm not sure what is going to happen at this point we have the flexibility to do it pretty much anytime because we're using our facility you know if we have that if we did the parade which we're still planning on doing that would require a little more moving that is the piece that would be a little more challenging because using route 25 there has to there's a state permit that has to go as to be completed by the police department to actually get a parade permit um something i didn't know well i assume that there could be something along those lines but i learned more about it last year so we'd have to be a little more discerning about that in terms of how that goes but the that was the long answer to your question deb we could absolutely hold it on the 12th um even if there was a couple extra days and if we absolutely needed to we could always tweak some things and and make it the 19th as well if we needed to but i think we'd be flexible with that and be able to communicate that with the community great thanks mark any other questions all right um i think should we amend the motion so that it does specifically say june 12th i i would think we need to do that all right so um i will move to amend the motion on the table and have it read that the board set the graduation date for the brookfield high school class of 2021 as june 12th as recommended by bhs principal mark bellanda a second okay so amy's second in the mo uh amendment sorry um so we'll just vote on the amendment all in favor okay um that passes and then we'll vote on the thanks bob and then we'll vote on uh on the entire motion so all in favor aye all right thanks that's unanimous thank you i'll have some happy parents who will get to know one we're gonna actually have graduation this year it's that uh it's exciting hope for good weather all right uh up next is the extension of the food service contract okay i will move that the board approved the extension of the whitson's food service contract for one year as recommended as director by director of operations ken post second thanks bob uh ken it's all yours okay thank you uh so uh as some of you may know normally the food service contract has to be bid out every five years our current contract expires this coming june 30th for this year only the usda is granting one-year waivers of this regulation to states who apply the state of connecticut applied for this waiver and it was approved so we have an opportunity to extend our existing contract with whitson's for one year uh since the bid process is very time consuming to the district and to the food service management companies and since we are very happy with whitson's with everything else going on in our lives right now i'm asking the board to allow me to notify the state that we would like to extend our contract with whitson's by one year and then go through the whole bid process next year and and just for clarification and by the way i apologize we did talk about this at the finance committee meeting and i neglected to mention that um ken you want to talk a little bit about on what terms uh it gets extended and who set those terms it basically would be an extension of every the terms that are in the contract right now with the exception of the the management fee and the state every uh every time we go out to bed they give us the uh the rate of increase as a matter of fact when we renew each year the state sets the rate of increase based on the the inflation rate yeah so so i guess my point is it's not a negotiation it's governed by the state giving a given guidance on on the dollars and cents side so it's not really like we have to go out and negotiate something that's correct and then the contract is very very much dictated by the state and the usda and we're very happy with whitson's that's what my question was okay yeah and i will say we discussed this at the finance committee and the finance committee recommends the extension thank you bob all right so any other questions okay so all in favor aye thank you all okay um up next is the teachers contract but actually amy before you read that um i think this is better placed after the executive session so um the board members who were not privy to these negotiations before um can openly discuss uh the details of the moa so i will move to amend the agenda and place this item after the executive session second okay all in favor okay so we'll talk about this later um on to old business and uh we have a bunch of policies and the first one is deletion of policy 5141.23 communicable infectious diseases okay i will make a motion that the board approved the deletion over filled policy 5141.23 communicable infectious disease for a final reading as recommended by the policy and communications subcommittee the first reading was on december 16th 2020.
so we essentially um corrected for the the different age groupings they're having uh uh different numbers of of children so again you can see the the zero to four year olds um although they remain low they're creeping up um at the same time that our our community covet is going up same with our five to 13 year olds and our teenagers are highest on a case rate which is consistent with state and national literature that teenagers are more likely to become infected and more likely to be ill we do know from literature and from other countries from different schools in this country that um and i think you all your numbers demonstrate that you've been doing a good job of of containing covid within the schools based on the measures that you've been taking and we know those things help prevent the spread and i i want to congratulate you that you've been doing a really good job i think there's danger in letting go of that too quickly and having a rebound effect or increased spread thank you dr lewis can i ask dr kaiser i was just going to give a family history example of how i think varied tim's struggling with the quarantine number so i'm the oldest of six so i get the mumps i am really really sick and out the window i can hear my three youngest brothers playing in the backyard they had the mumps too but it made no difference because they were you know just kept home from school so i think even if we know quarantine numbers exactly we're not going to know really how those different kids are responding i was pissed at my brothers caitlyn thanks um first i'd like to just raise a quick point of privilege and just can we keep our masks on over our faces even when we're talking just so that we're all on the same page there um while we're on the on the line still um i i you kind of alluded to it at the end where we're speaking to linda okay thanks um uh that rushing things um or letting go of our our current precautions maybe is a better way to say it um if we were to open full time especially at the secondary level looking at the rise in numbers and the number of quarantines that take place when there is an exposure in school so if there's a student in first period who test positive tomorrow or you know yesterday that student has exposed 28 students in each class is that is that generally i mean in each classroom that they're in or is it i mean because that would be different than at the primary level right because they're they're sitting near or is it in total um and so if we if my point is is if they were going to be going through six classes a day instead of three classes a day wouldn't that number double is is essentially my my point of question so the numbers would still they would go up i don't i can't say for sure that they would double because we still have that six foot parameter and so right now it's students are being quarantined within six feet and we're doing a really good job in most of our classes of keeping that six foot parameter if we bring more students in then you will have more students within that six foot parameter the one thing we're still trying to get a clarification on is that with some of the governor's new guidance there is a mention of reducing to four foot parameter what we don't know is if with reducing that four foot parameter they're saying contact tracing starts at four foot right now we're interpreting that contact tracing would still be within six foot even though it would go down to four foot so yes it would go up to say that it would be a whole class quarantined that's not necessarily accurate yeah okay i understand that now um i i think too i wasn't yeah i'm worried about the i'm worried about the disruption and the quarantines and like there being like a huge boom in the number of kids who have to get sent home because of an expo you know one student exposure um so i just want us to kind of take that into consideration and continue hearing the data it's really helpful thank you for that oh and also just um not all of our classes are six foot distance the students are within some of them are within three feet i think is my understanding we our principals are trying really hard to make sure that six foot parameters some of them have gone through the rulers yeah measures and just putting them out and everything i today i've been in classrooms that they had the tape drawn on the chairs in there so we're doing the best i can't guarantee that everyone's able to maintain six right and that's an equitable thing right there's some classrooms that are just smaller and have students closer together than others and there's a whole other variable i'm gonna say a good majority are at that level and that's why our quarantine numbers are are where they're at um you know we don't have full classes being quarantined in except for in special ed where we have those students that have hands on but if we have more students in the class that's less foot of distancing and if we have full day versus a half day that's more especially at the secondary level where they're rotating classes it's more numbers of possible exposures outside of it you know as opposed to the primary level where they're with the same group of kids all day that's just that many secondaries innately because of their schedule exactly yeah and they breathe and talk a lot more than than the poor little kids thank you madam president um dr linda lewis are you there i'm here super this is your chart that we're looking at correct yeah this is new county data okay and um the most recent date that i see on the right hand side is january 2nd is that right that is correct i just went through um basically the end of 2020.
um that weight account does not that is not the current student enrollment in the district the there is a weighted piece to a certain enrollment for group a and group b weights for example sped students are weighted a little higher than regular enrollment kids so that's a whole nother conversation but for the sake of uh this presentation the total weighted suite count is 17 659 then the state gives us a base level funding amount this is the 43 59 per student this amount we take this amount multiply it by the weighted student account and this will give us our base support level of 76 million next we have the online learning adjustment as i mentioned earlier this amount again is uh is based off the 40th day funding so this is really high we're anticipating this coming down when we do reconcile to the 180th day on that percentage of students basically enrolled in distance learning classes or you know online learning so we're anticipating this coming down but for sake of budget we're going to plug this this full reduction in there so we take that reduction minus the base support level which gives us a revised base support level of 73 million there is a transportation transportation funding portion in there again that that piece we can have a whole conversation on how that's funded and how that's calculated but for the sake of this budget presentation that number is 2.7 million that we take that number that 2.7 million plus our base support level and that gives us our 2021 revised revenue control limit okay so you'll see that revenue control limit number again at the top of the screen so we're still talking about our 2021 revision we do have a couple more calculations in here so we have an mno overhead the mno override is 15 of our rcl so you'll see that calculation and there's that is 11.4 million we get to add that onto our our budget we're projecting a budget balance carry forward we have a revised so excuse me budget balance carry forward from our 2020 afr of 8 million we get to add that back in there we have prop 123 funds more commonly known as classroom site fund that gets put into the calculation and this is where we're talking about that capital reduction piece so currently in our adopted budget that we adopted in june we adopted a six million dollar transfer from emino to capital um you'll see we're going to recognize the start of this phase reduction of this transfer in our revision in 2021.
second thanks jordan um debbie did you get any sort of feedback or anything on this any other anybody wants to discuss here all right so all in favor hi bob you're muted okay thanks that's unanimous uh the next policy is 6114 emergency and disaster preparedness i will move that the board approved the deletion of brookfield policy number 6114 emergency and disaster preparedness and replace it with caves version for a final reading as recommended by the policy and communications subcommittee first reading was december 16 2020 second thanks joy all in favor of this hi thanks that's unanimous as well next is policy 6114.6 emergency closings i move that the board approves the deletion of brookfield policy number 6114.6 emergency closings and replace it with cabes version for a final reading as recommended by the policy communications subcommittee first reading was december 16 2020. second thanks all in favor aye all right that's unanimous as well and the last policy is a new policy 6114.8 pandemic epidemic emergencies i will move that the board approved the adoption of cave policy number 6114.8 pandemic epidemic emergencies for a final reading as recommended by the policy and communications subcommittee first reading was december 16 2020.
so i'm looking right now at the butte county dashboard of new versus total confirmed cases by day and i see just in the last since that time i mean we've gone to i'm just shooting from the hip here maybe um maybe 35 percent of the cases that we had at that time so i mean the the the trend line in the uh total confirmed cases seems to be low am i reading that incorrectly i would yeah so you are correct in that that we are trent we appear to be trending down over the last week but it's really soon to say that i'm hoping that coming up where we're finally getting over the holiday um transmissions that occurred but we are still at at a very high rate so we have a ways to come down hopefully that trend will continue so approximately the the cases so if i'm looking at the right hand side of your chart it looks like let's say say for example the 14 to 17 year olds there's 50 some odd cases just for that age group is that correct is that the data that's on your chart the chart that's up right now is a is a case rate but i you know there are this the youth are affected a little bit differently than other communities so i would not uh feel comfortable extrapolating from our overall population to what's going on in our youth um and i would be happy to take another look at these but were the school was out um over over the holidays and so um you know it'll it'll be i don't know maybe another two weeks we can really get a feel for uh what's going on in in january okay i just don't want the board to have the wrong impression of of where we are right now in the trend line um and looking at the new versus total probable cases by day i mean it is sharply lower if your data was current on this chart we would see the trend line leading down whereas what we're looking at shows it going up and i just i guess i want to point out and maybe complain about the fact that that the the right hand side of the chart is january 2nd okay thank you ms dolby for just one more question on that uh is there a lag at all um so if we're looking at you know the the trend going up sorry i don't have my glasses on um 11 7 up 10 31.
so you'll see um it revised down to 1.4 million so we'll again so that's subtracted out of our mno calculation which is why it's in red there for again the the covid relief grants that we've discussed earlier the 3.2 that gets added back into the budget because we're recognizing that in our mno budget we're offsetting certain uh the six fits contracts any additional ppe supplies any expenditures that we've expended beyond our budget out of the mno we're basically funding that back to those grants so we'll recognize those revenues and that gives us our estimated revised general budget limit of 95 million so again in june we adopted a general budget limit of 90 million so that difference of 5.4 million we get to recognize and this next calendar year fiscal year 22. so this number becomes important when we look at our budget projections for 22.
second thanks all in favor aye all right that's unanimous as well uh the next item in our agenda is the superintendent's 21 22 discussion in a possible motion so um john and ken do you want to go ahead and talk through some of the updates that you had mentioned before let me get off a mute there thanks yeah just briefly to bring everybody back up to speed and also you know with these being public meetings it's important to speak to the public for someone who might be tuning in for the first time so this is a very brief recap and then i'm going to ask ken to pull up a chart that we shared at monday's finance committee meeting and then actually got some feedback from folks in the finance committee and bob started to allude to this but saved it for this part portion of our meeting tonight um where we could just walk you through what's happened over the last couple of months so um we've had a total since december 2nd when i proposed the budget for 2122.
um is that like real time or is that kind of like a one or two week lag of possible exposure you know with this oh yeah so it would depend on what you know there's there isn't much of a lag anymore in the time that a person is tested to the time we get the results so that's probably two to three days sometime same day there is a lag from the time a person becomes ill typically until they get tested and there's an up to a two week lag from the time they're exposed until the time that they can become symptomatic so then uh the data that we're not seeing right now from the last two weeks is up to two would it be up to two weeks which would be like the beginning of christmas break essentially or you know or winter break sorry um or just having a little bit of a lag i just want to make sure that we're understanding uh the trends of the data and what those trends are if they're real time or if there's a little bit of lag involved so if we see an uptick or a downtick it's not representing that day particularly but maybe more of exposures that happened one to two weeks prior that is correct and that and you can see how in the data after the after school opening it's about two weeks when um and not saying that it's happening at the schools but with school opening we saw more mixing of people in the community as well so you see it starts to go up and then it bumps up again after halloween which was the time when people really gathered and again after um thanksgiving and christmas so i think we are on a downward trend um but we're starting that trend at a very high rate so we have a ways further to go down and i'm more than happy to present these uh trend lines again at future meetings dennis did you have another question i know we have a lot to go over still so i don't want to you too much time but how will vaccines um affect affect this this trend line well we all hope that it will help knock this trend line down uh tremendously um there are a lot of unknowns this is a new virus so we have we we know that the vaccine keeps people from becoming ill we hope it also prevents them from transmitting becoming infected and transmitting but we don't have that data yet we also have developing you all probably have heard on the news that there have been several variants that have emerged and some of these are of concern because they're much more highly transmissible and so we're keeping a very close eye on those there's one that was uh just discovered as it's now comprises almost a quarter of the circulating virus in some counties and so you know i think we we have to keep assessing the situation and respond based on our current knowledge of of the vaccine and its efficacy and how many people we can get vaccinated and also what is what is happening with the virus itself but hopefully as we roll out more vaccine and we're getting that out there as quickly as we can you know we will have people who are immune we are we're focusing on vaccinating teachers to reduce their risk so hopefully that will help us open things back up okay this is an information only item board members you feel that you've reached the end of tonight's questions by tomorrow morning you'll have more trust me um yes mr landau sorry i'll be very brief i just wanted to address um the sample dashboard that you presented with miss keane i was going to ask for potentially two things to look at possibly changing one is that at the end of each week i would love to see a third column that simply quickly showed the change week to week over the previous week so we could just see a trend line ourselves and secondly currently you are adding new data on the right side and i will understand it's easier in terms of you know constructing it if we could get those reversed so the new one's coming on the left side then you wouldn't have to scroll over a whole bunch of ways and the current data would be right there is it on the just to clarify on the main no on the weekly tally breakdown because as you're going you'll have to end up scrolling a bunch to the right in order to see the most current data so can you click on that john vincent on the january weekly tally breakdown just so i can uh it's on the bottom there and if it's okay i'm just going to jump in there real quick so keep in mind that this is a draft when it is posted to the website it follows the same format as the current dashboard so it will display in its full form if you're viewing it on a full screen so the scrolling and those type of things are due to the fact that it's in draft form in a full excel spreadsheet and not formatted for the website like it currently is on the current dashboard and the reason why we kept everything was the the same was to help limit confusion with the public we were trying to carry over a dashboard that could be comparable from the 2020 information to the 2021 information while still pulling out that two-week snapshot without having too much information where community members who are used to the explanations that we've already developed for the 2020 dashboard so just to clarify a couple of those points thank you erica okay board designer uh uh at this point i believe then we'll move on to the public hearing discussion on the special education extended school year modified schedule ms olsen excuse me madame president i just want to know did you want us to end our presentation because we did have five other slides we just that was slide number one um so but we can clearly um it's just all informational and you have that information for yourself and if you wanted to email us with questions off that information we clearly can do that and we can move on to the next one for the time that we have already used for our presentation it's up to you guys mr marshawn thank you for that clarification the slide the presentation slides are on our agenda okay board members then i would encourage you to review those um unless you want to go through them tonight i'm just being my only only my second meeting i'm a little disoriented in terms of what it is that we're skipping and not going to have an opportunity to comment on okay so the next so i mean even if i could just see what's sure the next slide will be the surveillance testing update that mr hanlon was going to give then the next slides after that were going to be on the professional development that we provided over those three days and then the final slides will be on instructional model enrollment so how many kids are online versus in person and also our learning last slide so that's basically the f data that was requested from us so those are all on there i think that we should talk about the f data because we're all ruminating about um you know the impact that our schedule is having and i think that that's something that we need to know if we've got a big explosion of s in the district and i think that we do having reviewed that material a little bit i'd like to talk about that or have uh be informed of what it is that we're looking for yeah that that chart was um was available for us and i agree it's a it's a valuable so mr karis if you're available to go over the chart that'd be great thanks sure yeah what you're looking at right here is uh data from the past four years for our kindergarten through second graders and this data is is just one data point in our assessment plan but it's a very important one it's the basic phonics skills test which tests phonics skills at the primary level and so each one of those columns the light blue columns is over the past is a is a year so the first four columns are kindergarten next for first grade the next four second grade you'll note that the kindergarten columns do not have a dark blue baseline indicator due to the fact that we don't have an expectation for kindergartners when they come in first come to kindergarten in august you'll see on this first and second grade that we do have a baseline the dark blue bar in the middle of the of the light blue and so it's very easy to tell by looking at this the growth levels from baseline to the first trimester at the end of october over the years across the board we see significantly lower achievement than the previous year and in the case of first grade and actually second grade to a lesser degree we see less growth between baseline and trimester one tests question if you don't mind um baseline is this the same student's previous year's score or is this some determine what the kind of growth we'd like to see that's a good question this is um students at benchmark and these are not cohorts this is um the 2019-20 kindergarteners are obviously different than the uh 2021 and we can't say for sure that those all those 19 20 kindergarteners are in our seats in 2021 so this is just a non-cohort look at things next slide please this is a different assessment given at both baseline and try one for our third fourth and fifth graders the graphics mean the same thing so the dark blue is baseline and the lighter blue is trimester one and in all cases we see a drop from the previous year and this is star reading given it gives us an independent reading level and we've been leaning on this assessment for years next slide okay this slide breaks down our percentage of students receiving at least one failing grade at the junior junior high and high school levels with alternative education excluded the reason for the exclusion of alternative education is because the difference in grading periods and the way grades are reported the bars are similar in construction to the previous slides where the dark blue in the middle is last year in this case and the the green on the outside is this year so we can see that last year at for the fall semester we had 99.7 percent of students receiving at least one failing grade and that's gone up to over 23 percent for all students you can also see the breakdown by our student groups um english learners do we have any insight as to why that that group has been hit so hard the english learners obviously face challenges regarding english and that's that's the uh most likely reason why i have to wonder based on the the public testimony we had earlier tonight if you know parents being engaged in work activities might prevent them from overseeing their children's education at home to the extent that that you know um to a greater extent yeah when we look at socially economically disadvantaged further on down the chart we see a also a significant difference between the between the two years we were recently in a csba i'm sorry no it was a butte county informational gathering i wanted not everyone was was able to attend i don't think but um one of the speakers that we heard from in that in that butte county informational i guess conference that we participated in was we heard an expert make the point that the covid pandemic has negatively affected wealthy people in society not very much but especially in terms of economically you know you know income for those for that group is not down sharply but if you go to the um um lower earners and their families those people are very very heavily impacted and so i think that we should be sensitive to that as a as a body that's making decisions that really affect those people who have nowhere else to go their kids have nowhere else to go but chico unified school district we need to be mindful of that responsibility that we have to those people i think and we're seeing the effects of our decisions that that the effect that they can have on on those kids education okay this next slide indicates the percent of all grades given that were fs same group of kids are junior high and high school students and we see the all students uh student group go up almost four times from fall of 2019 and you can see the student groups below how they how they've changed since last year if there's no more questions for that those slides um i would love for um mr shepherd to go over the co and extracurricular activity slide we think it's important to give the board an update and information on what's going on with that if we can please so there's no surprises thanks thank you mr marshawn we just wanted to highlight we know that we have under our multi-tiered system of support we have three basically buckets we have academic achievement we have social emotional learning and we have how we're going to handle behavior and one of the one of the certainties is that our students holistic well-being is important and we know that our co and extracurricular activities not just secondary tk12 are vital so i just want to highlight really quickly that we are thankful to be outside the regional stay-at-home order so we do have kids who are back skill building and conditioning we just had a meeting today with cif meeting today that has provided us a significant amount of flexibility and basically our athletics our extracurricular activities will be tied directly to the tiered system previously we were tethered to seasons of sport and playoffs for understandable reasons mainly financial now we have an opportunity to provide these up these um these uh athletic you know athletic opportunities to our kids and it's not just the student athletes finally i just want to reinforce that the significance of this development is we have so many kids that are tied to the culture of their school they want to attend events they want to support their friends and there are so many ramifications of this untethering from a a season of sport and tying ourselves to a flexible schedule that's directly related to our colors so we're going to be working with butte county public health to support our kids as we explore these these extracurricular opportunities and i did just want to point out there that it was a pretty impressive list of virtual clubs that have been going on so those opportunities to allow our students even in the more rest severe restrictions to have social opportunities of really impressed with our high schools for doing that these are thank you superintendents these are just examples i have a comment uh thank you mr shepherd for that report and um you know uh some of you may have seen some news coverage that it that they came out about um i think five or six days ago there was a group of families students and parents who who gathered outside this building actually to sort of send a message to the community that they're very eager for their kids to get back into sports and i just want to acknowledge those people and and i think it's the let them play movement and um i appreciate what they have to say and uh and i think there's great value in uh getting kids together for things like um like what they're advocating for and what you're describing mr shepard i have a quick question question yeah um was there in that meeting with cif was there a discussion about that in the tier system with crowds too like allowing spectators and all of that yeah they have a whole set of expectations that have been the result of conversations between the cif and the california department of public health so they have very specific expectations based on um some experiential outcomes from other states so um it's too soon to tell what's going to be allowed and what's not going to be allowed but under the right impression that we're likely going to be following cif guidelines to make sure that we're within the scope of their regulations what's what's interesting to us is it's more following the california department of public health guidelines cif is involved in the eligibility and the playoff structure but because we're not going to be we're not going to be competing in playoffs the only jurisdiction really now for cif is eligibility california department of public health and butte county public health will be working with us on on all the expectations thank you mr marshawn you're at this time if there's any more questions on the slides we we are done with our presentation okay were there any more questions and before you move on i would like to thank our friends out at butte county public health for joining us again and michelle nevis dean so we thank you ladies once again for giving up some time tonight to join us with your expertise thank you very much yes thank you thank you thank you okay um now then the public hearing on special education extended your school year modified ms olsen hi thank you this is to discuss the waiver application that we have put in that we will be putting into the state of california to change our extended school year services for students with special education this is part of the iep process and so our principal for the extended school year is dana feingold so i'm going to have her talk about the changes from what we're asking from what's regularly offered to the change that we're going to be making thank you um what we are proposing for esy this year is to do three weeks with our students five hours a day in the past we have and we have done this program for the last four years and before that we did have our students come for four weeks and we did four hours a day so the hours are not changing for students it's just the amount of time they are in our classrooms going from four weeks to three weeks thank you um miss yes so since we've got a four year data set um i know that the discussion the written discussion was about the saving of money and and time but how did the students performances change with a more concentrated framework okay on esy is different from summer school esy is a part of the offer of freedom appropriate public education for maintenance of skills oh okay in other words we are looking at making sure that they have more time during the summer to practice the skills they've learned in here and maintain those skills so there's not as much regression so a data point of growth wouldn't be appropriate for esy it's more of looking at the regression that they have when they come back to school and how long it takes them to improve because these are typically students with moderate severe disabilities for the most part that is the way we judge whether they're eligible and then determine which goals to work on that they stand the most chance of losing skills on well i would rephrase that then how we just saw a learning loss for you know uh so is there learning loss based on your four years experience being mitigated so you know notably so the learning loss is in my opinion because i've been in many counties now that have done this move to three years the longer day and having the consistent staff is actually does help the students when you go to four weeks we tend to have a teacher for the first two weeks and then find another teacher for the second two weeks and we use a lot more subs yeah so the strength of the program was not and so yes we are seeing that they are able to retain skills and maintain skills through that period of time and they start at the beginning of the year already familiar like for fifth graders they'll attend with their sixth grade teacher next year so now they already know what it is to enter into that junior high environment or into that high school environment so those are the strengths that happen whether it's in four-week instruments there is a slight increase the number of hours the students get because in the four-week model we are closed for fourth of july so it's really 19 days versus 15 days all right good thank you thank you okay um i'm going to open the public hearing on this issue and we do have a request for input on this item elaine ward hi elaine i'm going to put you on speaker you'll be addressing the school board okay okay go ahead elaine hi my name is eblaine ward i have a son that is autistic and is part of a special day class and general ed classroom at little chico creek [Music] i did have a question in regard to the esy days so the clarification i did receive was that it is they won't be losing any hours and according to the agenda it was for the fiscal implication was to be able to hire more special education teachers is that just for the es why that we will be hiring these teachers is this going to be something permanent is this a one-time fix just kind of wanting more information of i guess what that fiscal responsibility we're hoping for in adjusting the decreasing the number of days because i know since my son's been part of a student under chico unified it seems that there has been a decrease in days since 2007 with the esy days so i'm just really curious is this going to continue to happen or is this hopefully just going to be a one-time fix and no more adjustments if that makes sense sorry yeah so um esy the way it's written in the air code is a four week program four hours a day with one day allowed for a holiday so it's 19 days we have for the last four years run the esy program as a three-week program but extending the number of hours in a day so it ends up gaining some hours we anticipate that the three-week program because i've been able to keep a stable staff and be able to have more of the teachers that teach during the year teach that this is something that has provide positive benefits for aligning consistent instructional staff not having to hire so many subs that is the greatest advantage to this is that stable supply of teachers for teaching the students [Music] there wouldn't be an option for reducing any more the number of days and we would not reduce the number of hours either so it's either the four weeks or three days there's some other adjustments you can use but usually it's more along the lines of doing two weeks at the end of the school year two weeks at the start of the school year some other unique things but the head code lists it as four weeks end of the year and you have an auction do a waiver to three weeks trying to mitigate the number of hours may i ask a question um i'm just trying to make sure i'm 100 understanding this 15 days at five hours the uh agenda we have says that's 80 hours of esy instruction are we finding in how does 15 times 5 equal 80 i believe most days it's 75.
so now we're looking at fiscal year 22. again you'll you'll recognize this formula it's a same formula that we use for the revision we are estimating a flat student enrollment growth we are not anticipating a loss of 150. we are anticipating those kids do come back to our district and so again we are utilizing that same weighted student count for this formula we take into consideration again the base level funding amount we have heard that there will be an inflation increase we did get a number more recently before we submitted this presentation so it is going to be about 1.22 percent um we only recognize in this formula one percent but we'll bring this back to you february 10th with those revised numbers so with that in mind um we'll write you know that base level support number is going to be going up but for the sake of this conversation we'll we'll utilize the one percent inflation number so again same formula we take the weighted student count we multiply that by the base level funding amount and that gives us our base support level we do have the ability to um add in audit expenses from two years back so you'll see our audit expenses for two fiscal years back were 38 000 so we can add that into that base support level you'll recognize here that there's no reduction in distance learning funding that we're recognizing 22.
we've had at least five finance committee meetings in the last seven weeks and we are now in our fourth regular board meeting where we're talking about the budget um on january 6 we had made some adjustments and brought those forward in a very brief i think it was four slides i showed two weeks ago um since then there's been some further adjustments to the positive bob alluded to that a little bit earlier tonight and what we'd like to show you this evening is the adjustments since january 6th and they're really in a positive direction for the budget um mr belton talked about some estimates coming in that were actually more concrete um because after the first of the year vendors came forward in terms of technology and some other areas we're looking at and you'll we'll lay that out for you um to remind everybody where we were at on january 6 all of the investments were discussed for the second or third time in great detail we went through each one of them the this board had consensus on every one of the uh investments and uh really essentially agreed with what we put forward and discussed and really vetted um with the exception of the equity and inclusion uh dollar amount for the pd because we're still planning those things out and there's some question about that but other than that the essence of the proposal really had strong consensus a couple of weeks ago i'd like ken if you could start to pull up your your chart there uh ken that you put together and then the last uh piece to remind everybody of is uh we are one last piece oh there was a few more questions that came forward from the board that we did answer and if you know if those are satisfactory then we can leave that alone if there's some follow-up that any board members have on those questions from about a week ago that we provided responses to we certainly could uh uh address that as well so mr post i'll let you walk through this unless rosa or bob you have anything else you want to add so i'll leave it at that that would be great okay very great okay so starting at the top we have the superintendent's original proposed budget which was 3.96 percent and then we have the adjustments that dr brill talked about from the january 6th meeting which brought our uh budget up to 4.19 and we've made additional adjustments from them and you can see a lot of them are uh from many of our software products uh where eric has gone out and and tried to firm up as many quotes as he could get from them and one of them actually went up but many of them went down uh the chromebook lease we have a better interest rate than we originally anticipated uh we've reduced our ask for chromebooks for the one-to-one program based on survey results uh we have fewer one fewer maintenance vehicles so we're lowering our request for transfer fuel uh professional services we went through and refined our estimate uh for facilities based on our current service contracts and then in special services uh gina went through her budget and discovered one piece where she will be able to provide some services with in-house folks instead of uh outsourcing so these additional adjustments total a little less than fifty two thousand dollars reducing the budget so it's now forty seven million two hundred eighty seven dollars uh 287 469 or 4.07 percent increase and those were incorporated i like this sheet it summarizes everything from the proposal on well so thank you yeah i'd just like to add one thing ken if you can scroll back toward the top a little bit more uh the one reminder again for those people who might be tuning in for the first time uh that aren't as intimate with the budget as the board members are um on january 6 the real big difference um from my original proposal in early december was people would notice the 3.9 3.9 increase was the original ask in early december and then it went up to 4.19 uh on january 6.
it includes the lunch hour for the students as well so the in-class instruction portion is 75 hours thank you any more input okay then i'll close the public hearing oh um we have another call no we still have her on here i don't know oh elaine i'm sorry um ms ward are you still there with the questions so sorry there's a delay between what i can actually hear um i just wanted you know it seems there tends to be cuts sometimes a special education and it's i want to put the friendly reminder out there that one of my uh parents and the support group that ins said is that our kids aren't money so if there's a way that we can make sure we're not taking away from them and still giving them the most that they need especially considering the regression that a lot of our students in these special day classes and students with special needs and disabilities have experienced this year if we can continue to keep that in mind that we want to make sure that we're not taking away from them when they need it the most thank you just one clarification on that is that fiscally there are no cuts to special education from one year to the next because there is written into um unless there's certain circumstances what's called maintenance of effort and that maintenance of effort says we have to maintain the same funding from one year to the next and in fact we have to increase it by at least one dollar each year so we don't do cuts to special ed unless there's a loss of students um or i think there's a budgetary caveat too kevin you'd have to clarify that piece uh yeah the the federal maintenance of effort actually is kind of a four-part test for total expenditures you can't spend less than next year than prior but you can also look at local and state contribution uh in totality and also per pupil so there's kind of a four part test to that maintenance of effort thank you any more input question ms ward thank you for calling in yes i would like to move the special ed extended school year modified schedule is there a second to the motion sure i'll second that thank you i have a motion by dr kaiser and a second by mr landau to approve the esy schedule okay if there's no further discussion all those in favor let's say we need to do roll call ms dobby dolby i kaiser eye tennis eye lando eye robinson eye thank you board before we move on to um business services let's take a 10 minute break there aren't okay no that's why all the people were pointing at me um no thank you board um for uh reminding me that i need to turn my mic on and we are now at the business services point um we have julie kissel are you out there ms kissel i am can you hear me yes well thank you and thank you for a time with the board this evening um this item is to update the board on the district's progress toward adding shower facilities at fairview high school as the board desires over the winter break the facilities department met with the principal andrew mull and the director of secondary education john shepard to gather information about what the school thought their needs were related to having showered facilities there at the school so it was decided and there was a strong desire to create a a private and comfortable in-home style restroom type of um with a shower and they would like they would have liked it to be located in room 2 which is actually an old kindergarten building on the campus and it also houses the laundry facilities for the school so as you can see on the screen there used to be side by side toilet rooms for kindergartens kindergarteners and what we're doing if you can slide to that next page is we're combining the two into one room adding a corner shower stall and a corner sink so it'll be a private in-home style restroom facility we were able to do the planning and get a contractor quote and get started right away we expect this work to be completed this coming weekend does anyone have any questions mr tennis i have some questions um didn't we hear before the holidays that there is already a shower and in fact we made a point to turn it on or something like that am i not remembering that correctly no the uh uh mr lando i believe this was your inquiry you wanna i'm not sure what to say in response to mr tennis's uh comment i i don't know there's no facility like this in in in town in town or at fairview high school at fairview high school no no no no shower at fairview high school no no no no right um i think that this looks like a great addition to our district especially at fairview high school and i commend um board member orlando for bringing it forward and i think that it sounds like a great idea and the price tag seems some i mean given what bathroom remodels cost nowadays um i think the price tag seems surprisingly kind of reasonable um so thank you mr lando for bringing this forward i make a motion that we approve this thing just i think it's just informational is my understanding but i would like to make sure that the thank yous go to julie and her team who i was super impressed that you guys were able to get on this so quickly i know it's very much appreciated by the staff out there so thank you guys yeah thanks julie it's super awesome and impressive and i'm so excited about hearing breaking ground and it's just really exciting i can't wait to see final pictures i can't wait to use it sure you do yeah can we can we use that any time sure the history of fairview becoming fairview of course having been on the school closure committee that created this mess this was an elementary school before it became fairview and you know our first problem was everything was was um at knee high instead of waist high for for older kids so that's the reason why the facility doesn't have this type of um accommodation because there were no pe classes or you know anything like this when it was being used as j partridge elementary school and thank you julie you're very welcome okay the next uh the next report is the discussion action on the charter school measure k project's requests julie kissel yes thank you so our charter measure k committee has been active again and uh this item is really just an accounting true up so um there are four projects listed that um they've turned in final accounting for and um most of them three of them are credits and one of them was overspent by a small amount so there really is no added expenditure but this is simply to go back and correct the final accounting for each of those projects in our books and make sure that inspires um balance is accurate thank you um i move thank you yeah i move uh passage of the charter school measure k project request the account correction is there a second i'd like to raise a point of order uh just just to be consistent we don't have public comment for this right and also we didn't have any prompt for technical questions or clarification yet so we should have our sponsor introduce the item we asked technical questions for clarification so we should have been asked if we have any questions for clarification no public comment and then you ask for a motion and so we will give a motion once you ask for it i'm looking at our rules of order here don't want to put a motion on the floor before we've all had a chance to to speak to the to the item after a motion and a second have been asked for i will ask for further comments or questions from the board um caitlin i'm sorry i'm not following you so on our rules of order that we are working on the the the procedure for agenda items you announce the item that's number one yes the sponsor introduces the item which julie just did the board asks technical questions for clarification purposes so that's where we would ask her questions so you would you would prompt us to ask if we have questions and then we would bring up our questions or we would say we have no questions and then we would say um now's the time for public comment we have no speaker card submitted then the chair asks for a motion and then we make emotion so that then once you ask for emotion then dr kaiser would make her motion um we don't have a speaker uh i have a speaker yeah but this would be the steps that she's referencing okay yeah i have the the same the reason why you're seeing question marks in my eyes is because i'm in this part of the agenda having a question other than a board member just doesn't happen by the time we get to this type of business on the board agenda that's why it's put later in in stuff i do see the confusion between the proposed rosenbergberg's rules and um what our you know just our customary practice has been that these are board items that um [Music] usually public doesn't have a question about if there is an administrator with the school but the charter school they're usually present if they think there's going to be a question from a board member so in order for us to be following what you're requesting [Music] be you are asking that before i call for a motion would be public comment on the item since we are online rather than in public but no my point is just that we shouldn't be making a motion until the board has had a chance to ask if we if there are any questions just points of order just yeah i hear you and then um and then you will invite a motion for the floor we're not just going to throw out motions willy-nilly do you have a question i don't have a question it's a point of order right i do have a question when we get done with this point of order thank you tom um what i think we need to to do is have a discussion regarding whether or not we need to make some noted procedural notes in how we're going to follow this because it is a deviation from years of how this part of the agenda has been handled by the board if if we need to to do something different i think we can easily have a a two-person board member superintendent discussion and and see if we can make some changes that make sense to you would that be okay um that conversation is i'm you know up to you uh i think my my purpose of bringing this up is just for consistency on action on action items on action items i it seems like we should stay consistent and once we get used to it it'll just be boom boom boom right it won't be a big deal um i just it's like mr lando has a question or has a has a question but we skipped right over that and put a motion on the floor so i want to make sure that we're all being heard um and get to get the information we have and before a motion is put on the floor when we are in person it has been the board's practice to ask if there are comments on the item from the people present at the meeting mr landau do you um i think i just think there's some confusion here because i think that you're addressing step four on our list of public comments and she's talking at this point about make sure we don't skip uh section three before asking technical questions so we know exactly what we are talking about when we make a motion right yeah okay i yeah that was my point of order we just totally we skipped number three four and five you didn't even ask for a motion we just went from two to making a motion so that was my point of order i i see what your concern is um because perhaps i wanted to make a motion who knows but we we should be waiting for you to ask for a motion if i did not make asking the board if you had any other questions clear that's my fault for not fine point well taken let's get together and make sure that it's clear how we follow these these parts of the agenda because it does move fast it moves very fast and when we are in session with public there's always a question of are there any comments from visitors so that that part is was not being done now because we don't have anything other than online yeah i understand but we also skipped over board board board questions um and clarification technical questions and and um so i think we'd like to get back to that step of the life of emotion and on this on this item on this action item thank you thank you i hear you okay now where we are back to well did we have a motion to ask a quick question hi yes i'm sorry yes thank you um and this really is quick julie are the these appear to all be uh inspired are they all at the current site or are some of them in uh involving the planning or um both what's the split there um all but one are at their current site that they're all um equipment or materials um only one is for planning funds and that is for the canyon view site and it all results in a net credit back to inspire of eight thousand eight thousand dollars in change thank you okay um any further questions of clarification on the item and the motion please repeat the motion i move to oh i'm sorry go ahead you don't have your mic on okay sorry ford kaiser move passage of the charter school measure k account corrections is there a second i'll second that yes any further questions all those in favor signify by saying aye aye motion carries five zero okay item number three under business services is the boundary modification julie kissel yes so in the north chico area we have a new development called meadow brook ranch that is currently being constructed and this is making it necessary to modify our boundary our school boundary in that area i'm going to ask john vincent to pull up the um the current the previously published boundary as you can see between the green and the purple there that's showing you the division between emma wilson and shasta and it is also the division between chico jr and bidwell and chico high and pleasant valley high this boundary was drawn and approved by the board before the development started and was constructed so as you can see that that linear line uh going through that neighborhood is not very useful for creating a good neighborhood boundary there so that is why we wanted to make a minor modification we developed a group to talk about the different options with redrawing this minor boundary change and i i walked you through them in the lead sheet with diagrams i'm going to jump to the the option number four if you wouldn't mind john to show you the the proposed boundary that we have come up with it does look a little bit odd but if you were a a potential home owner and a parent who wanted to find out what school your child's boundary would be if you owned a home in this area you would enter in an address and then it would tell you which school that home falls in you wouldn't necessarily look at this map to determine which boundary you fall in and we wanted to bring more students into the emma wilson boundary instead of into the shasta boundary because shasta as you may know has historically been a really impacted campus we have recently finished a master plan project there that added capacity but we also know that a lot more development is going to be occurring in these open purple areas in the shasta boundary so in this proposed boundary adjustment you will see that hayfork creek which is the street right um on the northern edge of the green boundary all of the homes that would face hay fork creek street would go to the emma wilson school chico junior and chico high and then all of the other streets to the north in this area would go to shasta and bidwell and pleasant valley high school as shown in the purple so this is a small boundary adjustment i will open it up for questions and we certainly can walk through the other options if the desire if it's the desire of the board to do so ms dalby thank you um i have two questions uh first is do we know when future development will take place um beyond that hay fork creek road onto the next road before eel river i mean do we is there uh do we already know like the the phases of that development over there you know we don't know um we are notified when projects are approved when they get their permit to develop but they the developers really it's at their discretion when they start to build certain areas based on how much business they're doing how many properties they're selling so we do from time to time get updates from the city and the county on the developments but they don't have to notify us when they're opening up a new section for development are these are so are these already built um yes some of them are built yes okay and then my last question is uh why the breaking up of like just neighbors um between schools i would think that it would be more effective just to make the boundary uh that street beyond hay fork creek and include every all of that new development area into emma wilson i don't understand why that's not an option uh it can be an option certainly um we originally had it drawn at hayfort creek and then we didn't want people on different sides of the street to be going to different schools so that's how we ended up with this um certain um recommended boundary right here but if it's the desire of the board to do the entire area that's shown with homes we could do that at this time but this development does continue this isn't the whole development and it will we won't be able to put the whole development into emma wilson you know down the road isn't it true that there's only one student right now that would even be affected if you do it this option for that's correct there's one student that attends mcmanus elementary school that is in this boundary right now and they would stay at mcmanus if they desire to just so the board does understand we do a boundary assessment and enrollment projections every year which you'll be seeing this winter but in the one that we presented last year you see about one student generated by every three single family dwellings so just to give you an idea how many students might be generated from a particular neighborhood mr baltimore and just point of clarification the reason this was one of the options was ease of communication to parents if you bought a home that faced hay fork you were in this boundary where we've had before a boundary line that runs on the back end of homes and then you really do need to check with the boundary or check it to see which school district you're in so it was also a point to make it easy to communicate are there further questions by the board actually yeah just one more question on that um i don't know uh how involved kevin you were on this too uh but so i'm looking at this is just my new and i'm so sorry because i know it's late i'm just i hate the idea of like neighboring kids not being at the same school like essentially but i know that it's gonna expand out eventually we don't know what that planned project is or how long it's gonna take but so there's these three homes that are on corners uh so will those families be confused if they're technically facing hay fork or if they're facing you know the the the side streets the um i don't even know what our orientation is here sorry uh i don't know it's totally minutia i'm sorry that's okay i do appreciate the explanation and understanding the street facing thing a little bit better sure um so the homes uh the very northern west side of the page that are purple there so the backyards are backing up to the homes that are on hay fork but they're actually on sloped so those houses face sloped and um they would fall into the shasta boundary so they're not actually a neighbor and it's the the address coincides with the street that they face so everyone that is on an ad it lives in an address on hayfork creek will go to emma wilson anyone have any further clarifying questions is there any public comment that we've been made aware of no there's no public comment on this item thank you um do i have a motion mr tennis second hold up may i yes i just want to clarify this point um are we moving the adoption of map four yes map4 is the recommendation and that that is my understanding that that was the motion right that was the one that was recommended and that was the one julie presented and discussed yes very good okay then um uh let's call for a vote all those in favor signify by saying aye and we are voting on map number four all right thank you board that was five nothing motion is approved and caitlin thank you for bringing my attention to the order it it made it easier thank you okay next um item is um again julie kissel and we are adopting resolution number 1531-21 regarding accounting of developer fees for fiscal year 1920.
again we're anticipating things return to normal and we can move students back to in classroom and eliminate that you know budget reduction that we are incurring this year okay so we we take the base support you add the audit expense that gives you your new base support level again that we have that transportation funding piece in there that's going to be remain consistent so we add that in and that gives us our 22 estimated revised rcl so much like the 21 budget projection you'll see the rsd on the top of the page here for 22. we do have again the same things that we had in 21 so we have the 15 percent of the rcl is our mmo override you'll see that amount increase because of our rcl increase in 22. we are estimating a budget balance carry forward of 13 million so that's taking into consideration that 21 revised budget balance difference of that 5.4 that you saw earlier plus a continued eight million dollar carry forward that we're recognizing in 21.
really as you can see in the chart uh the major increase there was health insurance and looking at our estimate there and working with mr dunn uh and mrs marion over on the town side for what those estimates are going to look like and really uh getting into the figures with ken and the actuary and so forth so um just a reminder for people that's why it went up to 4.19 and then ken just outlined the almost 52 000 in tightening up our estimates uh to lower it down to 4.07 percent increase the other thing i will uh we also just received updates to our budget books and i just opened it up just to get one number in my head with 4.07 that's a three percent of that is inflationary increases there if we did nothing at all it would be a three percent increase and that's consistent with um our teachers contracts a relatively healthy rate of increase in what we're seeing on health benefits and uh and all the other gives and takes uh one of the things we did as a finance committee is really scrubbed to make sure when we call things business as usual inflationary that that's correct and that we're not mixing up uh investments versus that the remaining 1.07 percent is investments and that's the list we went through at our last meeting and most of that two-thirds of that was things that are required by uh and informed by student need and uh i think a third or a little less than a third of that was program improvements so it really was you know we're talking about um three percent of inflation about point seven percent i think can roughly for uh in uh student need investments and then another point three point four percent for um for program improvement if i kind of have those numbers in my head i think that's accurate so the other chart that bob mentioned earlier i'll call that up now and i won't go through it in great detail but basically this chart for the most part has all the accounts where we applied a percentage increase to our our budget estimate that we expect to be able to update at some point in time and i also list the method we use to come up with the estimate the expected update for example the top three items are our labor contracts we don't expect to be able to update update them before june unfortunately because contract negotiations just tend to drag out longer than you'd like so as we finalize these numbers uh when we get our insurance renewals we can update the chart and update the board with the the financial impact of those adjustments and i can send this out to the board later or tomorrow and you can go through it and if you have any questions i'd be happy to answer them yeah so we don't have this yet right i mean this updated one not yet no this this is what's out there still to be no i mean this this actual document we don't did you send that to us yet or no i did not okay this one finished it okay so it looks to me like the the biggest this is by the way we did not review this at our meeting this is the first time even we as a finance committee are seeing it but we had discussed the content the biggest area we've made an assumption on is the health insurance we've gotten some verbal inputs from people who are relatively in the know about what kind of inflation rates for health insurance we should be expecting and we do know that the uh um the uh the connecticut partnership plan is implementing a gradated rate for fairfield county separate from the rest of the state and both of those together got us the 9.75 but until we see the rates actually published by the connecticut partnership plan later in the spring that could go up or down right and interestingly enough the town is facing the same thing um you know they have exactly the same issue there will be a moment in the middle of the board of finance deliberations where they will get new information on that um we're all crossing our fingers it'll be lower but all the signals are it'll be higher so uh a little nervous about that uh the second area is the special education tuition rates um we've assumed it's got that two-thirds of the way down the chart that we've assumed a four percent increase in our budget and those will start rolling in somewhere between february and june so those are probably the two biggest ones to monitor uh are there any others can that you're worried about uh or i wouldn't say worried that you're really keeping your eye on i was really trying very hard to get the special education transportation owned in also because that's a 700 000 line item okay so we thought this would be very important to share with our partner committees right so that they understand where we've made assumptions and and they've asked us for that in the past and we thought we should be as transparent as we can and these increased percentage increases um are those just based on like historical increases year-on-year in some cases they are in some cases it's based on input like for example the um for our property liability and workers comp insurance the insurance company told us uh it could be up to 3.5 percent so that's what i put in got it all right um so i mean personally because and maybe it's just because i've been a part of the finance committee but i don't um i don't think that there is much left uh for us to scrutinize uh as a board um does anybody have any questions um if not i kind of want to just go around and get everybody's opinion in terms of where you stand are you ready to adopt this budget as it stands um just to clarify for um you know some of our newer board members although you guys have been here a year it's still only your second budget cycle so you're kind of just thrown into the last one but uh you know after we vote and we adopt this budget you know it's this this is our budget this is the one that we have to present a united front on and advocate for so um if if there's any other questions or comments now is the time to sort of speak up about them so um i'm just going to kind of go around and if you support the budget as is all the investments adjustments whatever else um go ahead and uh and share that so um let's see so amy why don't you go ahead and go first okay i'm in favor of adopting this budget and i want to say thank you to the finance committee for really scrubbing it and doing a lot of work and saving us some time i think and to ken and dr barrel as well and yeah i'm in favor of adopting this as is tonight it looks great thank you jen um yeah i mean it was a great experience for me being on the finance committee to um dig in and look at the numbers you know at least that i was in charge of and that rose and bob really dug in and i mean we really look carefully at each individual line um so probably more than ever i feel very confident that this is a very uh well-planned budget um that meets the needs most importantly meets the needs for our students so i support the budget as is okay thank you joy i support the budget right mike yes i also uh support the budget and thank the finance committee for some really uh in-depth work a lot more a lot more information this time around than last year this is this is great okay debbie i agree i feel confident it's a solid budget i think it represents what we need um of course we'd always like to add more but i think for where we are right now it's it's it's exactly what we need okay and bob um i i will say we've scrubbed this budget as much as we've ever scrubbed a budget before in my six years on the board and uh and i want to thank everybody who has been participative in creating this budget and it starts with the finance committee and it goes to dr burrill and mr post um and joan uh who've done a lot of work but it also goes to every principal and every administrator in the district who spent have spent months now creating this budget and there's more detail in the line items that even we haven't gone through and at this level at the board we saw a lot of it at the finance committee and it was it was very well put together i thought now that said for me the reason i will support this budget is actually the investments you know we spent a good amount of time in our last meeting walking through what are each of these investments and you know more than ever before i feel like these are very well founded investments for our community and for our students and for what is appropriate and we're doing it with a four percent increase in aggregate i do think that um it will be a interesting time for our partners and the board of finance and board of selectmen to balance that against the tax issues in a world where you know tax uh kovit is still in play and its impact so what goes on and what they have to think about but as a board of education i really think standing behind the investments that we're making that are appropriate balanced and rooted in the needs of our students is is is exceptionally defendable here um and i hope we get the support from uh both our other boards and from the town on this very well-crafted budget i agree i support it that's not there any better so i i would agree wholeheartedly with all of that so um unless there's anything further i think we should go ahead and put this to um a vote so i will move that the board approve the um 2021 2022 budget as you have to mention the number ah okay sorry you're right um i'll say it in the amount of 40 in the amount of 47 million 287 469 dollars for the record all right do i have a second second thanks jen all right all in favor hi hi all right congratulations everybody yeah congratulations and and if i may just say thank you to the to the full board to the finance committee uh to the to the admin team as bob mentioned uh joan in in dr ruby's office and our directors and our principals i mean everybody uh this is my ninth budget as a superintendent so i sit in my sixth budget in brookfield it's something we talked about early on in my 10 years having a separate committee to really review the budget and circumstances being what they are in the tyranny of the urgent uh this really finally became a priority um to do this early on in the process and i'm just really proud of the finance committee on the board i think it positions us well for going into and i need to mention this rosa because we just got this date from mr dunn today february 3rd we will have our joint meeting with the board of selectmen of board of finance 7 pm february 3rd that's in two weeks it's a wednesday so that's just been put on the schedule so we want to make sure we get that out to everybody okay but thank you all for the support um exciting night we've got a lot going on a lot of a lot of approvals tonight thank you right so yes mark your calendars everyone i'm doing all right um let's move on to capital projects discussion um we're just going to review the 222 prioritized capital projects um this was already approved by us um on october 21st uh we don't need to vote on this we already did that um but we'll just take some time to go through the list again um as these will come up again throughout the budget process and eric if you can hear us i think you have that slide you were going to bring up for us a sec yes i'm bringing it up for you right now again great thank you yeah i'll just make a comment in our finance committee meeting we we we said it's been such a time since we actually did it and considering we're going to be in meetings in the very near future a brief refresher would be helpful to all of us that's all and i think the finance committee bob the other part about that is uh i don't know if it was you brought this topic up but the the board of finance and the board selectmen really spend a considerable amount of time on the capitol you know it's because they become town projects and so it's important we get the review in um and then make sure they're positioned well to do their deliberations i think it was 19 eric on that power point slide 19.
thank you so as required by government code section 66006 b the district is required to make an annual accounting for developer fees for the previous year and a five-year report so before you you have the details of our developer fees of what was brought in and what went out for the 1920 school year as well as a running balance of the developer fee account for the last five years and um it also um talks about the projects that are currently underway and where the dollars were spent are there any questions regarding this report seeing none do i have any public comments um that we're aware of there are no public comments for this item thank you okay um then i'd ask for a motion i moved the adoption of resolution number 1531-21 is there a second ms dalby seconds that okay so i have a motion by miss kaiser in a second by board member dalby to approve the uh resolution regarding accounting of developer fees for the fiscal year 19 2019 to 2020.
that's where that 13 million comes from again you'll see the prop 123 funds in there in 22 we're continuing to reduce that transfer from mno to capital you'll see that reduction there remember if you remember in 21 it was 4.4 million we're bringing that down to 2.9 again trying to move those monies back into m l that gives us our estimated general budget limit in school year 22 of 103 million we you'll notice from the 21 anticipated revised general budget limit of 95 million that gives us a general budget difference of 7.7 million so essentially this is this is what we have in excess or calendar year 22 to use towards some of the items that we'll talk about mr moore can i ask a quick question yeah sorry so while we anticipate going back into the classrooms having more students return we're also anticipating i guess the real launch of our higley virtual academy has there been some discussion on what what that will look like are we looking at more of supplemental classes versus regular students just attending the virtual academy what kind of discussions have since that's funded differently we anticipate the majority of our students returning and hopefully life will go somewhat back to normal but the higley virtual academy is something we wanted to launch even previously and so that's with it funded differently do we know how that's going to impact our budget um certainly so i mean it will be funding much the same but i'll let dr foley kind of address that president reese members of the board very good question literally when he was talking through i thought oh that'll be a question that comes up so obviously we're going to have families who continue to want online instruction we will obviously have a where this year was a soft launch if you will because it was kind of remote learning sustained because we kept school teachers at their schools kids around aligned to their schools because we didn't know whether we were coming in and going out and there was still a lot of unknown and we were we were shifting based on need and family choice along the way so one of the things that we're working hard you'll notice that we have a posting and you've seen in your your status report that we're in the process of actually building administration for higley virtual academy which is an important thing for italy to have we were one of the very few east valley districts that didn't have an online academy so we want that for our for our long-term sustaining uh we now we remember we had to officially apply for it we came together to we had to approve a curriculum because it's required to have a curriculum for that which we now have but what will be important is this that really quickly here we're going to have parents begin to tell us if you want to continue an online we need to know because what will happen is you will literally enroll in the online academy it becomes a staffing just as we've talked about all along staffing is a big piece of this so we need to know number of need to staff appropriately and to coordinate this but truly we will have an online academy which will continue and sustain and the state may fund it differently but again we're not looking at it as a loss as much of a loss if you will but we will continue that so numbers are going to drive our staffing and our need for that but we are looking at we're working on handbook we're working on the staffing we're working on what that looks like based on demand for us and it may mean some teachers still continue to pay based on need doing uh six-fifths kind of thing or it may require depending upon the need a full-time person teaching that as well so we're looking at a k-12 higley virtual academy based on demand staffing it and coordinating it as a separate stand-alone school so it will be a truly instead of a um embedded within this school it will truly be a standalone school so it is still evolving and learning and growing but moving along quite quickly here for full launch this next year and a big piece of this and you'll see that we'll start talking about that when we talk enrollment is demand we need to know what you want to do and the good news is if you want to continue online learning we will have a virtual academy a full full operational virtual academy to enroll in and i think with an enrollment piece we can we can take a look at how that budget will be affected you know depending on that enrollment okay so if i'll continue where we left that so for 22 we're going to recognize um i'll just kind of touch base the 7.7 million dollar general budget uh difference so this is essentially budget balance and 22 that we can use to allocate for additional costs we've identified a few costs right up front we can these are recalling these fixed increases we know our medical assurance is going to increase we are you're marking 10 percent it may be higher we may have to increase that a little but 10 um we've set aside uh property casualty in burgers comp we are looking to make a insurance change a possible insurance change so we're earmarking a small dollar amount for that change in the instance that you know those premiums are increased with that change or there's cost incurred with making that change we have reserved additional fte these are additional fte um in addition to what we currently have staff in budget right now we've earmarked 500 000 for that currently and then we are transferring um a few stipends to maintain that stipend level for classroom type fund we did have a slight budget issue in fund 12 and so we're maintaining that with an offset to mno so there should be no effect to any of those classroom type fun stipends that we're currently giving and then lastly the projected salary increases we'll go over that in the next slide but total fixed costs um we have identified 1.6 million okay projected salary raises district wide i think we we've identified a one three and five percent option um across the board for how we would like to utilize some of that budget balance carry forward to to push money back back to the higley staff first we you know a one percent increase across the district would read as follows so we have a 400 roughly 476 000 for teachers that would for a one percent raise admin would be roughly 72 000.
there we go thank you there you go so rose i didn't know if you wanted to ask you know ken to walk us through this or you wanted to lead the conversation i didn't know how you wanted to just make sure everybody's brought back up to speed on this i think you can could walk us through it that would be great okay can i turn it over to you hey thank you so this is a prioritized list of our capital improvement plan made by the facilities committee again that was adopted on october 21st so the first item we have is to replace the guidance wing roof and the rooftop air conditioning unit at the high school that was a piece of the roof that due to the bids was not able to be done when the roof was uh was redone at the high school a couple of years ago the second item is to replace the original electric service at the middle school the third priority was to begin replacing plumbing fixtures and equipment and this is a actually a four-part project spread out over about 10 years number four is to replace the building management system at the middle school uh 5a and 5b are the renovate the boys locker room additional design funding uh for 35 000 and then the tacton estimate of 1.3 million dollars to actually do the renovation work the next item is to replace the seminar room seating at the middle school that was kind of an emergent need that was just discovered this past year number number seven is to replace exterior windows and doors and security film on the on the windows again this is a another four-part project over the course of 10 years next is replacing the library air conditioning at the high school and then we have paving and concrete at the high school and the middle school the high school would be to continue from the bus loop over into the front parking lot in front of the the main entrance and the middle school would be to do the new uh in the last paving project we did in middle school we were able to put a um do some some grading and put some process material down in front of the school so the buses can pull along along the front of the school it helps us get get in and out easier so this would be to pave that area and get down into the parking lot and then a maintenance vehicle and that's the total of the three million thirty thousand dollars thirty thousand and eighty four dollars i just like to make a comment um again for the public and bringing people up to speed who might watch getting ready for budget season might start to watch our our videos of these discussions what you can notice here there's nothing for um the two elementary schools we're moving into a new elementary school called candlewood lake elementary school and um there's no need to have those major investments there that that would be pouring good money uh in after bed so um just the middle school in high school here so so could you comment for a little bit i mean we we approved this early so that the um first selectmen could start internalizing this capital planning earlier than normal have they progressed into your knowledge on any reviews of the aggregate capital plan made any recommendations or is it a little bit um quiet still ken yeah go ahead i've heard nothing yeah i asked first because he meets quite often when this is miriam um but no we haven't heard anything uh in any of our weekly meetings at this point with uh mr dunn or mrs marion it would be useful to know how they progressed so before we're in that february third meeting so if you could at your one of your next meetings just check in and see if they're forming any opinions you know i have no idea what the aggregate capital plan is but you know one of just for those who don't dwell on capital some of these types items like this million dollar project for the locker room are things that you might bond as a as a town and you pay for it over in 10 or 20 years uh others you would pay for as you go like paving projects and some of them are in the middle right so part of what the board of finance and board of selectmen have to do is think about what do i pay for out of the budget versus what do i bond and pay for over time and uh and it's the same as we would you know be doing with our household budgeting right you know what do you what are you taking a loan out for versus what are you you know what are you paying for out of the paycheck and uh and they they have a lot of interestingly it's not just a yes or no discussion it's a yes or no or how do i finance a discussion and so there's a lot of moving pieces on capital and i think it just any insights to where their head is at um would also help us anticipate if there's any questions at our joint meeting um uh in um on february 3rd so in fact ken the second question would be would you be expecting us to address capital at that meeting or not um if the answer is now we'll do that handle that separately that would be fine i just want to make sure we don't you know we're coordinating well with them so thank you can i have a question um this just came up at the nbc meeting last night when they talked about the boys locker room uh one of the questions that one of their members had was there's a room that's i guess shares a wall with the locker room and i believe it was something about the either the air handling or the air conditioning was that was anything done in that sort of vicinity of the building in the last couple of years um because i think they were saying that it was sort of on their radar and they were like well you know obviously if we're opening up walls and things like that we should maybe take care of it all at the same time so i'm just i'm not aware i'm not aware of anything but i did see a couple of emails go back and forth between uh eddie at tecton and dan caldwell and uh paul checko and because dane wasn't aware of any issues there okay and one the last email i saw was mr checko asking dan to give him a call and he'd bring him up to speed and i haven't spoken i'll be meeting with dan tomorrow morning so i can find out what the issue might be yeah all right that'd be good all right does anyone have any questions on this okay um so let's move on to the new school building project as an update i went to the nbc meeting they met last night right now there's not much of an update on the they've had some requests for information those have been rolling in over the last few weeks there are four what they're what they're sort of categorizing as critical contractor bids that are due next week that's for all of the site work um so those are the ones they're really waiting on and they're just hoping that it's um that these bids are are favorable so they can make some decisions on some of those some of those optionals that were talked about early on um until those start rolling in they're not going to really know if any of those options and you know some of them that was uh additional um i believe there were additional class um there were the additional classrooms that were sort of the add-ons um and those uh we won't really they're just kind of hoping that the bids are are favorable and they may hold a special meeting uh once they find out that um and then the only other um information that actually might be important to you ken if when you talk to dan um arcadis reviewed a proposal from a company multivista it's a platform that sort of takes i'm going to really oversimplify this because i'm sure it's much more in depth but they essentially take construction photography sort of in a way that documents the progress of the project but also provides information that can be useful to facilities maintenance and repairs in the future so sort of before they close up walls and everything you know uh sections of the building will be photographed documented um and sort of um so that if ever repairs need to be done they know where pipes and wires and all of those kinds of things are in the walls and i'm probably oversimplifying what that is because it was a pretty detailed proposal but that was just one of the things that maybe you want to mention to dan because if he has any input on that that would be um something that um you know the nbc i'm sure would appreciate hearing back from yeah i will thank you that's quite a service and uh a re i think the the multivista might have done a presentation very early on in the fall that you and i uh attended one of the mbc meetings and i talked about that with dan and i know he was thrilled when he had heard about that for the long term the documentation the photo documentation you're talking about rosa um but it is pretty complex it's not just pictures but um but yeah um and then i just had um uh two related pieces one in talking with the folks at omg uh we we walked through last week i think was last tuesday morning um with principal roshano uh and mr caldwell uh mr check okay we walked the site just to make sure that uh the school administration is knows exactly where students can play what areas will be fenced off uh looking at traffic patterns bus patterns etc so they're prepared um uh dr pepsosky and mrs lavrochano are thinking up those those items that need to be communicated to parents for when we do break ground and fence off areas and so forth um so they've already been talking with staff about um what's going to be different so anyway that work is ongoing um it looks like i couldn't believe when they told me that march 8th which happens to be a monday could be the day they actually start dropping off materials grading for the access road you know on the south side of the property uh to get the equipment in fencing areas off i mean it's going to come that quickly and so to that end rose and i had a brief conversation last week and i actually talked to dr davis just from a health perspective about groundbreaking ceremony and i think at the last board meeting we actually talked a little bit about it we may want to do the groundbreaking ceremony prior to march 8th um or around that time uh considering the pandemic we may want to pick a saturday my understanding is the outdoor gatherings are supposed to be in that 50 people range so in talking with dr davis she said you folks know the mitigation strategies you do a nice job with that that's probably a number you want to stick to so that you know just putting that out there to the board that we're going to start some initial planning and look at some dates um and talk with mr checko and also with the the architecture from tecton as to kind of what a standard ceremony might look like uh so we put an agenda together and get going on that so we'll certainly be in uh swift communication with you as that that time approaches us okay any questions all right so three main points are actually yes three main points i was thinking uh first dr burrell's covet update and the back to school update uh the setting of the high school graduation date and the new school name definitely and i could i guess when i write about the new school name i could maybe put something in about groundbreaking yeah good idea i'm good with that everybody else okay and then would you like me to separately send out something uh about the budget adoption or anything like that or and i'm not looking to put a fourth main point that's not what i'm looking to do but just to make sure we're communicating with the public that's a big deal that we're adopting it and i i mean i could wait till next week and then put something out and when we turn it over to mr dunn what was your your first uh three main points was the covet update yeah do you wanna just switch it does anybody i feel like maybe the budget may have been a bigger no deal the only reason i didn't say the budget was because i don't feel like we made significant changes from last time we met and we had a very lengthy discussion and a lot of detail in the three main points that meeting two weeks ago but um how's everybody else feel do you want the budget how about john what if we s switch it were you planning on doing like on friday any kind of recap of the first week back to school and maybe maybe if i put the budget adoption in the three main points you could send a separate email on friday about the covet update and how it was returning back to school and how many kids are in person yeah i mean i i could i could make it work and um there is an announcement that i really it's a nice announcement just an update that i'll probably be putting out um on friday or late on thursday and so i'm just trying to time up the announcements so i can make it work either way so it's whatever the board would like to put in the three main points will work and then whatever is not there that needs to get out i'll make sure it gets out so i i just wanted to make sure we talked about it to get everybody's opinion so why do we do maybe that makes more sense put the budget in the three main points yeah you don't have to go into all the the grainy details about the budget you could just you know basically say we adopted it it's changed from the proposal by this and this and that's sort of it yeah and link link the link all the postings of the budget for everybody to see yeah okay okay all right thanks upcoming events okay the 14th annual hrra recycling poster contest is into executive session for the purpose of discussing strategy and negotiations as it relates to collective bargaining okay all in favor aye and i'd like to invite in um john burrell maureen ruby ken post and terry cavanaugh
all those in favor it's unanimous the motion is approved thank you very much okay you can you can uh go to bed now julie thank you julie okay um board we now have discussion action on um uh 2019 20 2019-20 independent fiscal audit jacqueline are you there you are your mike's not on okay good evening board so um in front of you this evening is believe it or not the 2019-20 financial independent audit so as a school district we are required to have an annual independent financial audit by an outside firm as a school district so we have a new firm this year hmns they're a local chico firm so they came in and met with us over the summer they go to our school sites in september and they come back in october to finalize the financials so i just want to point out that this is so much more than just the dollars along with the dollars comes a lot of compliance so what the auditors do is they actually test for a lot of the compliance pieces of that you know are there phone logs to document absences did we follow the lcap process correctly are there title one requirements that we're documenting so it's more than just the dollars behind it so i do want to say that it involves many many staff at the district office as well as our school site staff we have to shuffle around independent study files to make sure those are sampled correctly we actually got one tested from our college connection program this year um so i worked with elaine out at butte college to get that to our auditors here in our office so the audit this year with the new firm comes a new set of eyes so we did have two compliance findings this year one was in internal controls compliance finding related to our asb program so we have met with school administration as well as john shepard to talk about um the deficits that were in those accounts there are some procedural components that are going to be implemented not only at that school site but at all of our school sites that have asps we know that that is a large exposure area for us so we want to make sure it's well documented regardless of the staff involved the other finding that we had was related to state compliance with kindergarten continuation so if a kindergartener continues into kindergarten the following year there must be a continuation form signed by both school site admin as well as the parent and during the sample there was one student who did not have that form i've worked with mr sullivan ted sullivan to inform the principles of the elementary principles of this procedure and this process and they are all up to speed regarding the procedure that needs to get done regarding the form and that that will be taken into account this spring as we look at kids who either will or will not matriculate into first grade is there any question specific questions regarding the audit no thank you um having been involved in an audit they're very useful because they find our flaws before we screw up too bad uh kevin well i just want to add there are no audit adjustments so what that means is that the financial statements that we presented to the auditors required no adjustment after they had gone through their testing and that really is a testament to jacqueline marie and and the entire financial service staff because the work that's done daily you know that doesn't happen just at the end of the year when everything's put together that is the daily diligence and hard work that they go through so anyway kudos to them thank you kevin credit and kudos to the to the staff thank you um we are this is a an action item to um adopt resolution 1531-21 regarding accounting of developer no next one down we already did that thank you the financial audit um for 2019 2020.
classified tower lose 156 000 totaling 705 000 for across the district for a one percent increase and so below that you'll see the um general budget difference that we projected for 22 of 7.7 million and how that 700 000 affects that so you'll see it still leaves a large balance of seven million that the district can still utilize so for a three percent raise um we've identified so that would cost 1.4 million for teachers 218 000 for admin 469 000 for classified totaling 2.1 million for 3 percent district-wide raise you'll see again the same projection so we have the 7.7 million general budget difference and you'll see how 2.1 million affects that budget difference it would leave a 5.6 million dollar general budget limit uh difference which again we feel um well i'll just finish with the five percent so lastly we would the five percent option that's the total 2.3 million for teacher increases 364 000 for admin 782 000 for classified totaling 3.5 million for a 5 district-wide salary increase and again the same principle we we you'll see that how it affects the 7.7 million general budget limit which would leave us a budget balance of 4.2 million which is still very healthy and and well within some of our kind of guidelines of what we utilize for budget balance carry forward i just like to elaborate i guess a little on the five percent um i think district wide we can we are supporting a five percent increase to all staff i mean we strongly believe that this compensation will increase the ability to retain staff um maintain competitive salaries and be more competitive with our neighboring districts and attracting teachers mr moore oh i'm sorry pardon me vice vice president wilson pardon me mr moore if i could just insert myself real quickly good evening again one thing i do want to mention for some of the board members that have been here and for our new board members board member anderson and board member schultz is last year we did go through a reclassification and compensation study and during that reclassification compensation study through work with our leadership at the time as well as our leadership within our finance department there was a lot of discussion in regards to what we could afford in the amount that we could afford through mr gad's help and mr moore's help we've been able to identify that there are there were a little more dollars available to us to be able to be more competitive in this area where we struggled really hard last year to just make what we did come to the board with in regards to that 40 45 percentile um in terms of going up where surrounding districts although they might not be our comparables according to the arizona department pardon me the arizona auditor's general's office they very much are competitors like school districts like tempe union chandler gilbert public schools etc so as mr moore mentioned in regards to that five percent and still having a healthy balance we believe it's something we strongly have to look into if we're going to continue all those things that he mentioned in terms of being competitive and letting our employees know the value that we have for them especially given the time frame of which we're in vice president wilson as well as ms anderson and other governing board members mentioned today just the hard work of all of our employees all across the board from our certified to our classified and our administrators and what they've done this past year and a half so to be able to do something like that i think will be valuable and telling um in regards to to their efforts and the things that they have done dr foley um will this and this is probably more mrs martin's question but i'm going to pose it to you and then you can shoot it with wherever you'd like will this make us more competitive to get those first year teachers in and some of those other teachers and if not should we think about a bigger increase i know that sounds against everything i want to do about budgets but um i do think our teachers may maybe need even more sorry and i'm sorry mr gag because i'm sure you're rolling over right now me talking about more money out of the budget president vice president wilson very good question obviously one of the things that this is one of the things our conversation here tonight about our budget looks different than what some of our neighboring districts are talking about right now some of our neighboring districts are talking about larger reduction i mean they had a larger hit to their adm than higley did you're also you're also hearing us talk in our budget about how we're looking at moving historically we had been funding some we've been funding some capital out of mno you've been hearing us talk about moving and shifting that differently you're also we've brought to you a plan in which we're going to be talking about mno as well as capital and possibly bonds so that we can make some decisions about long-term financial because each pot of money has different you know rules and things that you can do with it as far as as far as being more competitive i mean being competitive that's huge and we would want to be competitive we will be it'll be interesting because a lot of districts are not talking about percentages at this moment and not at this point they're talking about holding particularly until they hear more about what's happening with essa ii esser2 but what you'll see is that we're we are we are anticipating it but we're not necessarily inserting that in here at this moment so that whether or not that's a decision we do for this fiscal year or another we're we are one of the few uh when i have been in uh conversations with superintendents across the state in multiple meetings the conversation is not about talking about prey increases in fact uh when when when in discussion they look at me like i have um have i added that correctly but i think every district is in a different position and i think that we're looking at our our um our our own loss um our current spending of our 80 how we're spending our money um and making some projections moving forward so to answer your question um would we recommend more at this moment or we don't we haven't figured the calculations that would be more comfortably to bring to you as a recommendation we wanted you to see tonight that as a board we have some decisions to make and that we could be talking about potential increases safely was still having a balance remaining for some of the unknown uncertain things that we still will be navigating and i believe that in everything i'm hearing on all the state meetings that we're attending there is still so much unknown uncertain that's coming with this new administration there's great momentum we're talking about the first hundred days about getting schools across the nation back into school they're talking still big about assessment assessment happening big time legislatively things have to change in order for us to how we're going to use that with accountability but things there's a lot of uncertainty so at this moment we are one of the few talking about this obviously we always want to be competitive and pay our teachers as much as we can possibly pay them pay all of our employees as much as we can but these are the figures that we feel comfortable bringing to you with what we know at this moment with the budget we have and making some decisions also with our capital and with our bond decisions that are going to keep coming to you over the next several meetings so those are very good questions but i will say that one of the things that we're wanting to do is in addition we're going to record one of these two wonderful gentlemen on narrating this powerpoint so that we are going to send a summary to our employees about what we talked about tonight in the governing board meeting and we're going to insert this so that they can hear what we're talking about so that they also can ask questions and understand our our our budget if you will for right now because every district is in a different place thank you dr foley i just want to piggyback i think that it's very important thank you that you are going to be sharing this with our our staff and all our employees because one of the things that has happened in the state of arizona which um i don't think many can [Music] understand or i mean school finance is always such a bucket of money and here i think it's 50 buckets of money or some i mean 50 yeah it's it's insane but one of them is sales tax and because our state was closed for several weeks and months per se that is going to affect the general education budget at the state level and we don't know what that is yet but it's definitely going to have an impact in education and so even the fact that we're talking about raises tonight good on higley thank you higley that is huge for us that we are even having this conversation tonight and again we do want to appreciate our staff and let them know they are valued and if we can do it at five percent i know it may not be the world but guy that's really good in the state of affairs when you start to see the state budgeting and what's going on at the state legislature and you start watching that good on higley so thank you for all the hard work that you've done in putting those pieces of pots of monies together tonight i really appreciate it the other districts that we compete with especially in east valley have done quite a bit of virtual online and not in person that has cost them a lot of money you saw what it cost us for a relatively small amount of time that we have been uh online you know when you have districts that in some cases don't almost don't open at all you can imagine the hit that they're taking on that and from that perspective then unless they have large large amounts of covered monies to help them offset that then uh they're not going to be in a position to do any significant salary increases is my prediction because i know a couple of them they're just trying to get by without doing some fairly massive budget reduction so an answer to your question i think you're going to find that we're very confident in it that you will be maybe the the well i'm sure you will be probably the highest in east valley and i think you know miss martins would support if if you can get into the upper half upper one-fourth of those salaries especially those beginning salaries with these other competitive districts that we have it'll definitely help this will give our salary schedules a real boost and that then the corresponding benefit from that especially in recruiting and retaining is money in this particular case is is very key to that whole subject so i thought i would i would add that thank you and just real quick i want to piggyback on that and i appreciate your information um but i also want to make it very well understood and clear that our board did not make the decision to be in person because of finances that happens to be a secondary and hearing you know just little pockets here and there um that it's about the money while we're in person or anything when we've made this decision we weren't even talking about this and so i just want to make it clear it is an unfortunate circumstance on how the state has chose to go about how they're ending up funding are the situations that are happening for districts who chose to stay virtual or online for one reason or another and that was what was best for their district you know that's definitely something that going forward all districts are going to have to look at and struggle with on how it all falls and how it all ends up playing out because when these decisions were made no one knew how that was going to play out but i just wanted to clarify that we did not make the decision to be in person because of money and um and i appreciate you sharing and you know i i appreciate that we're in the position to even like you said mr grad even to be talking about increases whether it's the one three five when that actually when the proposal actually comes to the board obviously we'll be able to have more discussion because that's not the intent of our discussion tonight but that from our finance department we're even in a place to be sitting with something in front of us that would even indicate that that discussion will be coming forward i definitely appreciate the the work and ability to be able to do that so i i just wanted to get that in there real quick president reece i i second that and also i know coming up we're going to be talking some more hr um decisions but things were happening that we didn't know were going to happen we didn't know when this was going to end or this funding was going to start or or what the governor was going to do there was just none of that we didn't have any direction financially from anybody when it came to decisions so i i just want to echo that too thank you for bringing that to your to our attention tonight but i know there's more coming from um hr in a little bit too mr glover would be so proud to see that classified was on here because that was one of his major points at the end to make sure classified was taken care of so shout out to you mr glover if you're watching and i wore red tonight which he's like wow president members of the board the other thing i'll stress is that literally i i appreciate what you're saying because this continues to ebb to flow to shift decisions continue to be made more information continues to be shared down in fact today the department of education actually has started weekly meetings with superintendents it started today to give little half-hour updates on the evolving state of the state if you will from a legislative standpoint and a financial standpoint and an assessment standpoint because things continue to ebb and flow and so i think what's important to know is that we will continue to stay on the leading edge of the information to come back to figure out so what does that mean for higley so that we can do the best for our district with the decisions that need to be made as as things continue to shift and change and one of the things and one of the reasons why we kind of laid this financial presentation out like we have is that when we're looking at you have an ultimate responsibility for the oversight of the funding and financial well-being of the district and there are multiple funds as you are aware of and you know uh capital mno all of these things play together as a whole package and you have to understand the whole to make decisions so that's one of the reasons why each meeting we will be bringing to you the the information with the background knowledge so that when you make decisions you can see the whole and understand how they're coming together and so again this is um i mean literally as we are building this plane as we're flying it as the as the flight pattern shifts midstream we are still in that we are still in that role we are not out of that yet and so i say this to you is we're bringing you everything we know as we know it with the caution like we started the beginning here with caution tape things may change but these there are some things here that when we're budgeting we're putting it in the rocks that we know at this moment that are certain so that we can make solid decisions as these evolve so thank you for your ongoing patience with us as we navigate through this financial conversations together over many meetings because this is a this is big and this is different and this is more complex than it has ever been in the history of finances in arizona is is challenging on a good and a good time and let alone in the middle of pandemic president reece and dr foley maybe this goes to somebody could please fill me in on a time frame in the process um you said it's going to be brought forward and i know contracts will be going out probably pretty soon um for us to have conversation and to take this to the next level i'm sorry for interrupting your your slideshow actually you're excited you're actually uh board member anderson you're segueing beautifully because we actually have a calendar here of what the timeline is so you are you are your question is is a nice segment oh thank you about the calendar which appears on page if you've got a hard copy the slide that you see here is the same slide that we are the same calendar that we have proposed to you since so this began along with the steps that we believe you need to take at certain places in this calendar to make sure that the planning and implementation of the budget for next year is done on a timely basis we we started out with talking to you about our current budget revision and you saw that again this evening and we're talking to you about the 2122 budget projection and you also saw that this evening in the powerpoint as we move forward there are going to be some other opportunities to talk about particularly the 2122 budget projection but what we're trying to head toward is to have your tentative approval not your final approval but your tenant of approval of the m o budget on the board meeting schedule for march 10th that would allow us to get contracts out hopefully ahead of most others and try to retain our recruit and retain the best that we can find so that's the first one um the second one that um we'll be discussing with you beginning on february 10 we're going to start injecting capital out the i need to get closer the capital outlay budget and the projected possible bond budget if you choose to have an election those preliminary will be in front of you in the first meeting in february they have a significant bearing on all kinds of things from textbook adoption to facilities to transfers from mno to capital all of that is mixed into that projection that we will be giving you and we we will have that revision or that subject discussed as you can see in number three on three different occasions 210 224 47 and leading up to the reason the 6 9 date is there it's not necessarily a board meeting dave it might be but it is there because that's the last available date that the board can call for a bond election for november so if you if you kind of step back and look at what is important to do between now and then i need to get a basic understanding of what we've been presenting and ask questions so that we can try to help you with those answers so that when you get to that point you can make a more intelligent decision about what you want to do so that's the calendar intent i know you've known that probably since we started early in this process so that that will be on the february 10th agenda and we would encourage you if you have questions about anything that we've talked about please call us we'll be happy to meet with you individually we can do that at any time that's convenient for you because i don't want us to get to the point where you know we can't meet some of these dates or at least make a decision relative to some of these states because we don't we just don't understand what some of this projection this stuff is all about so please let us know thank you for the time thank you i had one other question that i haven't seen in the presentation regarding budget is are additional curriculum adoptions and they're going to be president race those are our capital and those are going to be you're going to see those in when we bring you capital budget because that is from our capital and you will see a large amount there you'll see our sustaining amount you'll also see for our timeline along with our for our science adoption you'll see also things like uh for for musical instruments and those things so you're going to see in the next meeting and our shift to capital uh the stuff so emino we're talking about um salaries primarily salaries and in some cases because we were paying some capital out of mno that's why you've heard some discussion about capital so when we when we shift purely to the capital you will see where we're funding those and you can begin to see how we're anticipating also we're bringing the information as you remember you called for a study we're looking at our demographic study and you're also looking at a facility index we've also done our own priorities with our capital needs for repair for maintenance for textbooks for those things and we have two scenarios for you if we pass a bond what we do and our priorities how we fund things if we don't what what our priorities and needs are so that we truly if we were going to call for that bond election we know what we will be living with or without if we don't and how much it will cost us but in any case what we will have for you at the end of this presentation and we'll show you in just a moment the next slides that are what we'll be talking about at each meeting related to this but by the time you're done with this conversation on budget you will never want to talk about it again but we will have literally a five-year plan um on on what we're going to prioritize from from capital how we're going to fund things and what our budgets will look like from all those thoughts and funds of money so this is the year of the financial conversation and long-term planning uh as a board thank you yeah i just didn't see it in the line item and that's been a a big topic of discussion so i just wanted to make sure it is in that capital discussion so it is president yes uh thank you mr gad and mr moore i literally have been more um i don't know what the word is but i'm definitely more in tune to education funding in all the different pots i think in the last several months having you on board has really shown the details within the details i always kind of had a broad picture of education funding but you have really schooled us as a school board and i thank you so much for your time and really really digging deeper for us all of us here i'm not a numbers person i cannot help with fifth grade math so i appreciate all that you've um both shared with us tonight and the details in it really thank you appreciate that so president reese members of the board so here are so kind of the timeline of the last line is where we are today so we sort of started talking about we gave you a calendar uh to say hey warning we're going to be inundating you with with budget and really this has been a deep dive for us as we are learning and understanding what we have how we've spent things what the funding looks like that's different this year because of kovid with these additional grant stabilization funds there's again a lot of unknowns that are literally unfolding as we as we progress along here so we've been starting this conversation in november and if you hit the next slide you'll see basically every board meeting you are going to get more information and you'll see that we're going to start at the next first february meeting we're going to go deep into capital you're also going to get your third review of the mno budget so this is coming back to you again with any updated figures that have been given to us in the interim um you'll also see that on the fourth we're going to talk about those grants and the long-term budget and capital projects and what that means for us so that you have an understanding of what we have and what we anticipate our needs are from a maintenance standpoint from a from a from a priority must have to be really nice if we can do this um so that we have some information making decisions and plus it'll also help us tell the story when we go if we decide as a as a district and the governing board calls for an election we will clearly be able to say this is what we were going to be able to do and when we will do it um then you have the tenth would be our tentative approval of the budget where we would then be able to turn around and issue contracts we would like to be able to do that because we want people to be this is when we have historically issued contracts and this would be really nice for us to be able to keep with that timeline then you'll see that again in april we continue with that capital budget because again a lot of these things don't officially approve until later but we're going to keep talking about it so that we can make some decisions because again that date that that you must we must decide by the ninth so again virtually every meeting we will continue to talk more about the different funds and the plans and the priorities just one comment to add to what dr foley's already said if you look at this slide up here the april seventh date is the one that we would ask you for tentative approval but not of mmo but of capital the reason for that is it allows us to begin to do bidding and whatever else we need to do to order those things that you've approved in the capital budget and to have them available as much as possible before school starts you know if you wait until july i don't think you're going to make it so the reason here is you know we will label everything contingent upon the june 23rd date that's on this slide where you legally adopt the budget for next year but and and all of the purchase orders anything else that you would authorize us to do through that tentative approval we would make sure is stated to the vendor but the important thing here is to get an early start on buying things computers musical instruments whatever the subject might be so that as much of that as possible is available when school starts thank you that's what i was looking for was the hard lines um so i appreciate the layout of the day so i just want to know like if we have a board meeting we don't come to an agreement we need hard lines we need to make decisions and we don't um just thank you i just wasn't sure the process in general i appreciate this members of the board one of the things that you'll find too is that every week you were provided a superintendent's status report and one of the things you'll find is we'll give you some background information of of information we're looking into or quotes we're trying to find or information so that you know if you've got questions on any of those things please always feel free to email us to call us what we'll do is collect them and send them back in writing so that you all have the information but that way we can make sure that any questions you have along the way we're answering them and addressing them thank you i guess with that that concludes my presentation i was just gonna say you know mr moore i know that kind of came to an abrupt end for you and you're just you've been so gracious just sitting back there and you're just like but i'm not done so yes thank you i i know that feeling of i guess i'm done like mr gad said though if you have any questions on that and that's a very abbreviated formula and it gets very complex with all the moving pieces um but we're very confident in what we we presented today and and those numbers so um if you do have any questions feel free to reach out thank you and thank you for the level of detail i was going to say to mr moore welcome to higley i mean they just you know what we do is we put you right on the center and we have you start doing powerpoint presentations right out of the chute so good job all right if we don't have any other questions we'll move on to 8.6 the uh higley unified school district paid sick leave benefit due to the coven 19 pandemic miss martins good evening again president reese members of the board so our next topic tonight is to discuss the kova 19 paid sick leave benefit some of you might be aware or need a refresher that back in the spring the federal government enacted legislation called the family's first coronavirus recovery act also known as ffcra what many individuals probably didn't recall or realize at the time and it was from the onset of this legislation that it had an expiration date and that expiration date was december 31st 2020.
is there a motion mr tennis thank you second thank you dr kaiser okay we have uh a motion and a second do we have any comment we have no public comment on this one no public comment thank you okay all those in favor of uh approving the independent financial audit um with clarification that there were no adjustments necessary other than procedural board all those in favor signify by saying ai none opposed motion carries five zero okay information on the 2021 budget update mr baltimore okay the budget cycle begins with the governor's proposal for the budget that will start effective july 1st so the governor has provided us his projection for the 21 22 budget and it really is a dramatic improvement from what we experienced really with the start of kovid and the projected decline in revenue statewide revenues frankly are outpacing even the pre-coveted estimates before the budget state budget was was reduced um and it was noted earlier that our higher earners in california have weathered this this pandemic better than those at the lower end of our socioeconomically scale and frankly our capital gains tax and those higher earners are driving continued increased revenues in the state of california reminder that we are funded on average daily attendance however for the 2021 year we have a hole harmless so we will either receive the better of next year's ada the 21 22 year which won't be known until april of 22 or the 1920.
many of us sat wondering in november and december would that extend and really didn't know but we started to have discussions not only internally but also externally with our colleagues from other school districts in the east valley what are you looking to do are you going to look to extend this how are you going to extend this um knowing that kova 19 has not gone away although we've had some progress in terms of vaccination there are other challenges that we're still going to have to meet in that process so in december we started to have more conversations when it was clear that it didn't look like there was going to be an extension when we came back from our winter break there was a lot of confusion because the federal government did extend the tax credit related to ffcra however what a lot of individuals didn't realize as a public agency we were not eligible for that tax credit so we never actually got a credit to begin with really kind of what we typically say that unfunded mandate we had to follow the legislation because it was federal law however there was no direct benefit to us financially other than the esser and other relief components that the governor has produced which really i suppose if you look at it could go towards anything that we feel is related to covid that we have to supplement in terms of expenses that we've had so as a result we've decided that in the best interest of our employees we needed to come back and ask for an extension of ffcra but really looking at it from the context of it's going to be higley unified school districts coveted 19 sick leave but you'll see on this if you are familiar with ffcra it's pretty much an exact copy with some slight modifications and i'll talk about some of those modifications so one of the things that we would like to look to do if the governing board approves this later tonight actually the action item will be after today's information session is that we would retroactively put this back to january 1st and then go until june 30th of 2021.
