good morning everyone this is superintendent mike morris and thank you for joining us for this morning family start time town hall really appreciate you starting your day with us you're starting part of your day with us we're going to kind of what we're going to do is just do some introductions we'll go through some slides but the bulk of the time we'll say to end by 10 if not a couple minutes earlier we'll be really focused on q a and getting questions out so i'm mike morris i'll turn it over victoria to introduce herself hi my name is victoria stewart i'm the athletic director for the high school in middle school and diego hi my name is diego sharon and i'm the principal at the middle school and mickey hi i'm mckeeker mackey assistant principal at the high school and derek good morning everyone my name is derek shay i'm the principal at crooker farm and sam hi i'm sam cameron er the interim assistant principal at amherst high and marta we're just doing quick introductions hi this is marta guevara director of student and family engagement and and uh i'm going to have these guys fade into the green room for a bit because we're going to do some slides but before we do just the way to put a question or comment in the chat is the lower right hand corner you should see that there's a little empty box and you can put questions or comments in there so just so everyone feels comfortable if or if you do feel comfortable just saying what i'm finding is once people can put something in there once then we don't have to deal with technical challenges later what's your favorite ice cream flavor i know it's weird to think about ice cream this time of year but people put in their favorite ice cream flavor i'll do so myself this one at flavor is really good i think it's called oh i'm going to blink in the name it's been a couple months since i've been there but if you are able to put some comments in the chat then we know that you can put things in your chat not everyone's in the mood for ice cream that's okay but just wanted to at least give everyone that thank you very much carrie um not my favorite flavor but i'm glad you're participating so we just want to make sure that everyone knows how to put questions in again because much of this hour will be listening and responding to questions much less about presentation one other thing as we're getting organized and going that i'm going to put is the presentation for today it's going to go out um thank you oh now we can see in some other ones pair sorbet that sounds good i've not had that one um we're just going to put the link to the presentation uh also in the chat so if you are looking for um looking for that you can follow along i'll be presenting it but it's it is a public access document so people are willing to access it that way as well all right at this point i'm going to pull some of our good folks off they'll be back on later responding to questions but i'm going to put the presentation up and they'll be in the green room during this time and share my screen and there we are i think this will make it a little bit easier to uh to view so again today's topic is about start times uh so i'm going to go over some some background uh some history and then what's being considered this year i think it's really worth noting before we get to the next slide that um this is not a new conversation in this community this kind of comes up every couple of years there was a major effort in 2011 to 2012 with a 50 some odd page report that was incredibly well done and everything that's in the report is still true now there's more data to back it uh but there was plenty of data then as well so this is not a new conversation in in this community are many communities in massachusetts it is something that we are exploring for the start of the next school year and we'll talk a little bit about why in a second so just starting with the research and implications of later start time for secondary school students in particular in our district secondary school starts in seventh grade so the first bullet point students are like more likely to get adequate sleep what research would show about two-thirds of three-quarters of the additional time that folks get if we have a later start time that students get will be dedicated to sleep i think there's some uh some myths out there that if you start an hour later that the kids will just stay up an hour later and and evidence shows that you know about three quarters of that they'll spend sleeping in about 15 or excuse me 25 percent of that they'll spend staying up later um so it does actually involve more sleep secondly the outcomes seem better few things in educational research are as clear as the benefits of later start times for secondary school students you can see some of the implications there there is a reduction in tardiness and absences which links then to the outcomes and finally there's a reduced likelihood of car crashes this is a very serious statistic and and i think it's worth noting not just car crashes driving to school which said in the slide i saw some some increasing evidence over the weekend about research about uh car accidents uh later in the day or even in the evening as students have been up for an extended period of time uh the link that is in the chat um if you click on the research the reason it's in green at the hyperlink there's about eight or ten research articles for those of you who like to read academic research i find it really fascinating on this topic and then there's a cdc chart that also kind of talks about some of the other well-being implications about physical activity social emotional health and others uh this is uh was a slide put together by a colleague of mine um on the cape and coming from research this really fascinating piece about the circadian wake up time you could see that as students get older they are naturally going to wake up later we're having a student town hall by the way on wednesday i'm going to try to get some some quantitative data as well some qualitative data from our middle school and high school students on this topic i'm really curious what they tell me you could see that ideally we can't start school at 11 o'clock or i we can't meet that ideal start time for our older students many of you are parents and you've recognized that as students as typically as students get older they do need to sleep later and so what we realize is that with the wake up time that we have in our current situation uh for our secondary school students they're not only losing a little bit at the end of their sleep cycle their sleep cycles literally being interrupted five days a week that if they're naturally going to sleep till eight or nine o'clock and they're waking up between six or seven uh that's that's rem sleep that's high quality sleep that our students need that they're not getting so our current situation is that prior to the school year our drop-off time was about 7 30 at the regional schools and class first bell ring 7 45 our first bus pickup is 6 37 to make that work we have seven buses that have a first pick up at the regional level before 7 a.m and all there's buses bus stops in each of our four towns at the regional level that start before seven in the morning it's not just shoots bear and leverage at the elementary our bus drops are about 8 30 and we have five buses that start with pickup time before 8 o'clock the current school year with the covet impacted schedule we have this 9 o'clock start time at the secondary schools and one of the reasons frankly we're having the conversation is that i can't have a conversation with a middle school high school student where this topic doesn't come up uh often in the lens of are we really going back to a 7 45 start time next year because of the implications that they're experiencing uh with the later start time so just some quick data we have more of it but i didn't want to overwhelm with the number of slides last year the 113 days that school was in session uh at the high school seven percent of students were the average average on an average day seven percent of students were were tardy daily uh i think it's also worth noting that that was increasing throughout the year in other words the month of september that number was a lot lower and as we hit winter that number was steadily increasing so i think it's almost under reporting uh the level of tardy but seven percent a lot of students to report on a daily basis additionally anecdotally staff and students report lower engagement in those eight period classes the first period class of the day and that's true at both the middle school and high school so we have a couple options for next year one is we could revert back to our prior schedule start at nine excuse me instead of starting at nine go to 7 45 for the secondary schools and same schedule for elementary the other option we're pursuing is to flip the time so that means the elementary before the would be before the secondary schools and that would mean buses arriving around 8 10 at the elementary level so that's about 25 minutes earlier 20-25 minutes earlier than uh currently they currently do and secondary school is about 905.

uh we did look at pushing just the school schedules back but our partners in the shoots baron levered at those elementary schools it's not feasible for a whole host of reasons to push their schedule back so really we have these two options that we're pursuing and school committee does expect to you know gather feedback and make a decision for the next school year the first week of march so why are we talking about this now if it comes up all the time there's certainly not a short supply of other things to work on a really good article about gel meadow last month in the new york times again there's a hyperlink to this in the document that's in the chat but one of the things that we're recognizing is we've already made tremendous adjustments this year to schedules to start times and we're more flexible than perhaps we thought we were and we've learned a lot you know some lessons of what's working some lessons frankly what's not working one of the things that we are hearing is that what is working at the secondary level is having a later start time and so we think it is an opportunity to pursue that it is a short timeline to make that decision but it's that we have now data back uh mostly qualitative we'll get quantitative next week about how this is going and how it's impacting our students on a daily basis other communities are doing the same um i see those questions i'll probably get to those in the uh after there's only a couple more slides um in northampton they made this change uh for the next school year they voted um last month and you can see proposal a and proposal b are flips to their start time schedule or their schedule with the elementary starting first and this was the overall results i think this is all on their website over i i it's a public document every single stakeholder group in northampton uh advocated for having the elementary schools start first given the data and what they're hearing from secondary school students and so this is the aggregate data but it was true among students parents guardians as well as staff members and and they opted for proposal a oh i should say um i can do this while this slides up um that um there's eight metro west districts who also made similar changes of pushing the start time of their secondary schools back the year before so that we're not the trend setters or the the only people looking at late start times again across the country many people but within massachusetts we've seen a shift to this in the last two or three years here are some of the local implications on logistics in the schedule so the elementary schools it means we'll have earlier bus runs probably again about 20-25 minutes earlier than what they were previously as stated earlier we are looking and engaging with our after-scare programs about additional hours and perhaps additional demand because this missile looks about 240 245 again basically the elementary level everything pushes up about 20 or 25 minutes both in the morning and the afternoon at the regional schedule we're looking at a later dismissal again around 3 30 our transportation department's working on actively get it fine-tuning these numbers but this is where we are at this point we are looking at revising the schedules to reduce transition times in other words keeping the same amount of instructional hours but reducing the non-instructional hours to shrink the length of the day so students can get a get out a bit earlier part of that is looking at our bus schedule i will say that we are looking to reduce pickup locations and reduce the number of bus stops primarily at the regional level but we've dug in and we're looking at the elementary level as well what we notice compared to our partner districts is we have many more stops for the same number of students and many of these stops involve three bus stops each 200 yards away from one another with no crosswalk or no danger no excuse me cross street uh or no dangerous pickup our school committee policy lists how how many miles we can ask students to walk to a bus stop which is i believe two we're nowhere close to that and we are looking to you know three reasons one it'll reduce the time between the two runs the elementary or on the secondary run the second reason is it's consistent with our local peers third reason is environmentally when you start and stop all the time that's adding a lot to our carbon footprint and finally we look at equity and we look at students living in high density houses and how long they have to walk versus single family homes and right now what we've discovered is we have some inequities that we need to address in that regard as well so we are looking at pickup locations which would contribute to perhaps shrinking that time between the runs certainly athletics is a huge deal as ms stewart can attest to and all of us on the line can attest to and high school in particular is looking at some dynamic schedules where the end of the day might have more flexibility where right now athletics don't start before before three o'clock and we think we can either maintain that or adjust it a bit where athletics might have to start a little bit later but not as much as what we originally feared not as much as what we thought about in 2011 and 2012 when this came up so we we do think there'll be a low impact on athletics and you know many thanks to sam mickey talib and others at the high school who are actively looking at kind of more creative schedules and how to make the end of the day have more flexibility the way the beginning of the day does now right now so students typically get there at 8 30 classes start till 7 45 can we build in some flexibility at the end of the day at the high school to make that happen we believe that we can we also are concerned about staff schedules we want to make as minor changes as possible to make sure that we can offer instruction and safety throughout the day so we are actively looking at what that would mean and we had a staff town hall last week and i continue to receive feedback on that topic so we are looking to engage the larger community for those who don't know i'm not going to read the whole list but cpac is a special education parent advisory advisory council bpac is a bilingual parent advisory council um pgo's parent guardian organizations we are engaging our partner districts in shootsbury and levitt we care deeply about their input on this i'm not the superintendent i don't work for those communities but they partner with us they share bus runs which saves everyone as a to everyone's financial benefit um so we are having town halls like this we are having some focus groups with some of the groups i mentioned earlier uh we're having some surveys i'll talk about that in a second and we're looking for this engagement to happen you know essentially let in the next month so it's it's a big push at this point in time but we think it's the right push this needs to be updated a little bit uh which i need to do this morning but you can see that we have a date schedule for a focus group with cpac we could get bpac and some of the other groups on there i know marta is working with the pgos and the family center advisory group but we are continually doing feedback cycles with staff with the community and we'll have a survey out on wednesday afternoon which tries to get quantitative and qualitative feedback from all stakeholder groups students secondary students families and staff members about this idea and about why they think the way they think and what are potential barriers to either of the options that we're looking at and finally these are five professional groups who are endorsed at 8 30 or late start time for secondary school and you what you'll see again in the in the presentation which the hyperlink has is the link to their position papers um so this one i will read because i think any time the american medical association the center for c disease control american academy of pediatrician society behavioral medicine american psychological association all come out with position papers on something i think it's incumbent on us to at least explore what we can do here uh and how we can help so i tried to be succinct with that um because i think as i said at the beginning i wanted there to be much more question and answer than uh presentation and so i think we'll have a two to one ratio of that today so that should be good and let me remove this from there and open it up for question uh feedback and comments so i see that there's one here is the 905 the bus arrival time or the school start time what would that look like for the ending time um so again we're we're hoping to get that as close to nine o'clock as we can and we are envisioning that we students would head straight to class instead of having that kind of bubble time that they do now and that would be much more on the back end so we are shooting for about a 3 30 3 35 end time again those are things that are in progress um in terms of exploration depending how much we can shrink the bus routes um and we think we we've made some good success of some of our longest ones now i think we have a couple that are this year would have been slated to be over 50 minutes and we're we're all under 50 minutes at this point we're seeing how close we can cut it but you know i think roughly nine to 330 is the general uh idea and we'll see if we're able to get there as we redo bus routes [Music] and at the elementary level again we're thinking about 240 245 because we're starting that much earlier so again at the bottom right you can just post a comment or a question and we want to hear from from the community from all of you appreciate you coming in in the morning any thoughts you have that you'd like to share with us or any questions about this we know it's a very large topic that would influence everyone well in giving people time to put in some questions we want to note and acknowledge that the earlier start time at the elementary level may be welcomed by some we know that how late our elementary schools start is hard for some families right now and for others it will create challenges and that's the same true at the secondary level there are early birds who are up at six in the morning uh even though their circadian rhythms probably are uh wake up would say different on a medical uh document we know there are students who get up earlier and so we know that it's it's it's imperfect there's no way to solve everybody everybody's sleep cycles but we think this may be worth exploring are the elementary schools prepared for after-school programs will they be free so we're fortunate to have our three providers um in our in our district all of them do use subsidies so it would be extending the day perhaps by 20 or 25 minutes and we would imagine that that same the same providers would be working in the same way as they do now and i'm just going to go in order of what i see what is time frame making decision this and how will the union be involved many elementary parents reliance on aftercare babysitters after care programs need to have time to plan that's exactly right so the time frame making decision i think was one of the earlier slides but the school committee plans to vote on this in the first week in march and you know this would be perhaps impact bargaining with our union if we change schedules um and that's why you know again dr kavara is connecting with the aftercare programs for exactly the reason you said to make sure they have time to plan and can build capacity elementary dismissal of 245 is really early for working parents elementary school students so there'll be sufficient room and after school programs for those who need it and again that's where uh working with our aftercare programs to expand it is something that's on our list and is actively um in place right now in general the aftercare programs do well the more students who attend the more capacity they have so um we have not had a problem in the past with overcapacity at after school programs the challenge much more is when it's under capacity in terms of their ability to run effective programming i really like the whole idea it makes a lot of sense can you comment on why we require athletics to adjust somewhat to the new schedule so i don't know if mickey sam or victorio would want to uh jump in but i will bring them in and then they can choose who uh jumps in on this one yeah i'll take that um so really the only reason why athletics can um needs to make sure require athletics to adjust somewhat to this new schedule um we typically have practices at three o'clock or 3 15 however when we travel to games student athletes need to be there around three o'clock so we normally have to sometimes get out early up 2 20 um right before we normally get out this year so next year would have to be the same you'd have to get out early and leave block four earlier than normal and um sammer mickey would you like anything you want to add on that one okay sounds good and making elementary school start earlier make the end of the day earlier parents are offering work schedules around 310 dismissal when employers expect a nine to five workday and then this continues i think uh how are you reaching out to major employers like umass and amherst college to ensure their employees will be supporting the possible change that's a great question i'm going to put that on a list of things to do um to reach out i think we do want to reach out to employers and i think you know that we're you know between umass amherst college and and the districts i work for those are the three biggest employers in town and it's a great idea and we'll take that advice and be able to and put that into place thank you how would the support affect course offering scheduling i'm concerned with the current situation where we only have math and language arts language one semester versus across the whole school year it certainly could um it's a related but different conversation and and some of that is really around covet and looking at cover the reason we went to a block schedule at the high school this year wasn't around a larger question about the schedule it was about how do we reduce the number of exposures possible exposures that kids have we don't really know at this point what vaccination rates will have for students under the age of 18 as many of you know the vaccines aren't going down that young right to the people that young right now and we don't know what that's going to look like in the fall so we may be in a situation we want to explore the block for a whole host of reasons northampton for instance does have a block schedule has for many years and has had they've had a lot of success with that i'm not ready to make that determination but i think you know well i'm optimistic around vaccination um you know the fact that there are trials going on for children under 18 is fantastic we don't know exactly where we'll be when we get to fall so there's some of it's the general schedule and some of it's actually around covid and understanding what the implications of running a schedule are and what are potential exposures that need for quarantine so we may still be in that world in the fall sorry to be pessimistic perhaps on that but that is that is part of our thinking does the condensing of the middle school high school affect a time students have to eat lunch i've heard you're considering allowing only 20 minutes for lunch is that healthy for students so i've not been part of any conversation in which we're expect we're considering 20 minutes for lunch i'm happy to disavow the rumor uh but i'm glad you brought it up that um it's really around transitions how many transitions do we have during the course of the school day if we are still considering a block schedule that's fewer transitions than if we're in a seven drop one schedule throughout the day and those minutes add up so it's i've not been part of any conversations about lunch um already had one situation this year where school committee voted on something parents started planning and everything changed with union negotiations no question just sharing the concern thanks for sharing it how can you can you speak more to athletics to be affected especially winter sports how would this affect children's ability to attend after school help and athletics so um perhaps i'll get our um uncle diego in this um our team here um and if you if there's more to add you know particularly with the 3 p.m um start time for athletics now and what potentially it looked like in the in the past yeah so right now students are typically affected on by this so they aren't penalized though if they have to come to practice um late uh so they can still stay after school during any of those times as well and just let their coach know that they're gonna be late just so they know where they're at mickey sam anything you want to add in terms of some thinking that is currently going on about on this topic so i'll just add that the flip start time is one factor but the schedule that we're in next year would um we're mapping out both types of schedules a seven drop one and we're mapping out a four by four block which is what northampton's using and with the four by four block we actually get all four blocks in by three o'clock which allows the flex blocks that often exist in block schedules to occur between three and three thirty which would allow flexibility for students across the high school whether they're athletes or whether they do out or they do which is our alternative learning program where we really promote experiential learning internships uh classes so with the block we do get that extra half hour from three to three thirty if we go with the seven drop one and again this is just you know the covet certainly has implications for this but um the seven drop one would actually require all six classes to meet and that sixth class wouldn't end until 3 30.

so there are more implications with athletes who have to leave school early that in the block they would you know if they have to leave at three o'clock they wouldn't miss an actual course and so those are just some of the factors um that certainly contribute to this entire decision yep and uh really good clarification by ellen thank you and i should have been more clear in my comments that vaccines one of them i believe is is available for students 16 and older however high school has a wider age range than that so we don't exactly know what the fall will look like with that but it's a really important clarification i don't want anyone who has a 17 year old thinking that there there's not any options in the future in terms of vaccines so thank you ellen for that my apologies for uh not being clear all right we'll give um again we we have plenty of time on this topic um and so give it a couple [Music] a little bit of time if anyone has additional questions that come in while people are thinking marta do you mind just speaking to i know i spoke a little bit to it but if there's anything you want to add on the after school programs or aftercare programs i wondered if you're able to comment on that because that is a very real concern for elementary families yeah so we are fortunate that we have our that we work so closely and so well with our providers we already have a preliminary meeting with current providers and we're meeting again today and so uh we're we're really uh very positive about the possibility of being able to support as many students as need be and so we have to consider many different other options so it could be you know by our option and and other matter so we're excited whichever way the community and the school committee obviously you know vote for this and and we will be ready thank you so much dr gilbert just positive piece of feedback so for your high school folks oh and i'm sure we'll get a lot of feedback on this when we do the survey as well um just about the impact of that schedule so thank you um mr shea since you've been quiet and we're waiting for some more people to perhaps ask questions any thoughts from the uh elementary lens that you have um or any lens any lens you'd like to offer you've worked at both the the high school and at the elementary level so you've got a good um good thought on that yeah i well i hesitate to offer my bias on the high school piece given that i've got two children who just barely struggled to make it through 7 45 starts for the last four years it's not an easy thing for um young people could be up at the crack of dawn and then heading to school um but in terms of elementary school look our buses arrive right now anywhere between 8 25 and 8 30 and so i hear you say that the buses would be arriving closer to 8 10.

we certainly have teacher meetings in the morning but i think those teacher meetings would perhaps switch to the afternoon and i agree with dr gabara we have a very healthy strong after-school program uh here and i certainly believe in and would hope that they would be interested in um if they needed to add further students to the to the after school roster thanks um just piece of feedback about the middle school the way the middle school schedule has been shifted this year for um i wanted to share and so we'll give another minute or two um certainly if there's more questions and we may get a bigger crowd in the evening because for those who don't know there's a 6 30 uh same same kind of thing different link but the same slides everything else will be the same about it also this link that everyone's on on the youtube is good indefinitely so if someone missed this session and you want to share uh this link and you found it helpful you know please do share either the link to the presentation or the link to actual this live stream we'll go for another minute or two i know people still um perhaps finishing their coffee and other things so give people a second um and see if there's any other comments that come through thank you thanks for that comment and um you know i think what we found this year in addition to all the other things that make the paper perhaps more often is that um having a little more focused time and fewer classes is making a difference for our students and we imagine that would be true in person or in the current virtual format that we're in so really appreciate all the work that um staff members those on this call those not on this call teachers who contributed to the drafting of those schedules um you know i think it's obviously a hard situation this year i don't want to minimize that but i do appreciate the thoughtfulness of our educators to come up with the best possible kind of schedule design given the situation um just another comment i'm not going to read them all but um yeah um yeah it's interesting about the sports i mean i will say that some places uh and i'm cautious of my word than this but i think i want to be transparent about some places have for certain sports uh who have made a flip uh some of the sports do happen in the morning you know based on availability of um facilities if they're not using our facilities at the school um and you know i guess that is an option you know for those students but i think the big thing for me is it's an option you don't have to play a sport and i'm saying this as i played sports in high school and college i care deeply about athletics and making a huge difference but when i think about all students um you know the reason we're engaging in this is because we think it'll have an impact on all students and for students who wake up early you know great maybe they're doing some of their homework in the morning instead of staying up late at night but you know the evidence is pretty clear on this one all right since i don't see additional questions or comments coming in again you know i'll put my email address in here please feel free for those of you who are more comfortable sharing confident you know feedback that's not uh so public please feel free to shoot me an email if you want to shoot the school committee an email i'll put that email address on here well or questions you know please keep them coming we appreciate you starting the day with us um again if you think of other questions you can shoot that email you can also join again we'll be here at 6 and hope everyone has a great day um thank you very much um oh that's one more comment uh thanks renata but thinking about math and language yeah that's exactly right and that's something some of the conversations we're having about does that work for all students and how do we do the math and um and and literacy my question above was not addressed um sorry i'll go back if i missed one oh sorry kerry i missed that one um it's our way to do a four by four block that allows for math and language across the years problematic students students can go fully without math they only have fall and then the spring so i will defer to our particular high school folks sam and mickey on that topic if you have anything you'd like to add yeah i can i can speak to this there's several different ways to do a block schedule um one version is an a b block which does allow for all courses to meet all eight blocks all eight blocks to meet every other day over the course of the year that's certainly a schedule where um if you know if there's strong if you know if what community values is having courses all year then very often that's the block that people go with if instead um the community you know the majority and you have to choose like what's your value and what are you creating because every schedule has strengths and weaknesses and so the four by four block that runs in a semester format that's exactly what you lose is that continuity but but if you're trying to reduce the focus at one time for students then schools tend to opt for the semester so those are going to be the conversations that we have to have it also when you look at key float and you look at how many students a teacher has it once variables that that stem from those kinds of things this is and there's a lot of literature now that you can read about studies on the blocks and all the different kinds of blocks there's also four by four blocks with semesters where school districts will choose um high need courses both at the ap level and at more of the remedial level or level where students might be somewhat behind so for example they might year long block uh ap bc calculus and they might year long have like an algebra course or ways to do that and that's going to have to be a conversation when we choose next year's schedule that will have to also involve stakeholders thank you mickey that's a incredibly helpful answer and one that i definitely couldn't have said in the level of detail that you did so i appreciate you saying that and i think that brings up a really good point to perhaps end on is you know we started engaging this conversation late this fall uh we are going to um school company's gonna have to make a decision before every bus run is created we don't frankly know exactly who our students uh are going to be next year so it's hard to like really have firm bus runs when we don't exactly know who's going to join us we don't know who the kindergartners are and we don't know the transients in and out but we're trying to get see if we have a general sense with these general parameters and we will have to work out details like mickey talked about over time and engaged stakeholders throughout um do we know how teachers union feel about this that's why we're having you know we started our first engagement was with teachers with educators last week and so we'll continue to do that um if you see look towards the end of the slide deck there's additional engagements with each school staff uh starting next week we'll have survey data so we're gonna have a tremendous amount of information about how teachers feel about this and we'll continue to engage that that question i think give you a second i'm scrolling down to see a couple comments um but um i think time will tell when we survey folks um where where how people feel in the community and that includes teachers i want to thank everybody for joining us this morning again back at 6 30 if there's additional questions or other people couldn't make it this morning um mandy joe this survey will be up for all secondary students to complete so seventh through twelfth grade students we are trying to think about a way to engage upper elementary students when we get down to the primary grade levels just developmentally it's a little hard to engage students in this dialogue but we are trying to think actively about ways to engage upper elementary students but the survey itself will be for seventh through twelfth grade students and all staff members and all families in the district um sorry if i wasn't clear about that before it's a really really important point we have engaged too mickey and sam um i don't know if sam you want to mention some of the engagement you did on the front end because i think that's helpful to you are you talking about student groups student groups yeah so um we have a student advisory council that we've been consulting with and then um a poku group that also we've surveyed and so we're getting a lot of feedback from them and their thoughts and superintendent morris will follow up with them as well so we're gonna we're gonna keep working on that for sure yeah so carrie i see electives sacrifice for a degree in the block schedule i'm going to make this probably the last question you know um but i'll you know my short answer and mickey and sam can expand on it is we've had a block schedule this year and we've offered you know the same similar elective we've had even more modified block schedule than we would have potentially into next year we've offered uh the slate of electives that we typically would mickey sam anything more that you want to say on that topic i just want to mention that um the electives will be broken into quarters no matter what schedule we go with and so in a block schedule you actually have eight blocks instead of seven um so depending on the five core academics and whether or not some of them need to be year long or not it can actually increase elective offerings for students thanks becky thank you uh very much again thanks for joining us for this call um thanks for our folks who are really busy for uh joining the call us at derek marta sam uh victoria diego mickey appreciate you being on this call and uh you know be on the lookout for our survey wednesday afternoon we i think we're giving folks a week to do it it's actually it's a very short survey uh this time around hopefully that's enough time we are doing presentations um in spanish it's being dubbed so something that will be like this will be sent out uh the slide deck is already available in spanish so we are trying to send out all this information and hit as many stakeholders in a busy time um and an unusual time as we can uh but the more you can engage have friends say oh is was interesting if you're around at 6 30 you might want to do it it would be cold it's not not a good night for the bonfire or whatever else people are potentially doing at night i'm not sure what that is these days uh please please do help us with that and we'll be in touch with that data all the data we collect as well as these videos is always transparent it's always shared with the public and really good feedback and some next steps for us to to do based on your ideas have a good one thanks so much

good so i have to change okay this doesn't have all of the stuff oh does it oh yeah it doesn't all right i'm so not used to using it though at this time call to order the new um public the new jersey open public meetings law was enacted to ensure the right of the public to have advanced notice of and to attend the meetings of public bodies at which time any business affecting their interests is discussed and acted upon in accordance with the provisions of this act and board of education policy 0162 the board of education of the borough of bound brook has caused notice of this meeting to be posted in the board office and at the barnbrook high school and mailed her fast to the courier news foundbrook burrowclerk southbound brook board of education and any person who has requested individual notice and paid the required committee please stand for the plan i pledge allegiance to the plan of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and [Music] justice she is not here today she emailed me late saying she could not be here she's there i believe she's online mr [Music] here um all right well we're i guess the first couple of weeks into the new year um i'm personally happy my son is very happy that school is in session um things are i'm really hopeful for 2021 and i thank everyone that does show up and uh educate our children all right first off i'd like to um i like to congratulate coach jen daryn she is the national coach of the year our girls basketball coach so i'd like to make mention of that first uh under my coach's report she found out on friday i know she was given the award in the gym surrounded by her teammates and everything else so congratulations to coach jeff that's awesome [Applause] so i'd just like to go through some some fast things revolving around cloven currently right now we have five staff members that are covered positive we expect three to be returning uh sometime this week we have five that are on quarantine so right now we are down 10 staff members currently for in person we have six students that are equivalent positive and 23 that are in the quarantine right now central west has the lowest percent positivity rate positivity rate in the state it's uh it's the lowest by a full two percent somerset county is also one of the lowest positivity rates in all of the state um we have made some fast changes here uh after the last week um snowball should have started tomorrow but we'll have a virtual day tomorrow because of the predicted ice that we're supposed to be getting um tomorrow so again the snowstorm well it's supposed to be a snowstorm it has changed multiple times over the last few days um and even today over the last few hours the prediction of one to two inches to three to six inches to about a tenth of an inch of ice so we decided to go to a virtual school day tomorrow um and try and save the remaining snow days that we have because we do have you know all of january but little january but we have all february yet to go and of course we do have spring um we don't know um you know what weather impacts we're gonna have so we're trying to hold out to as many days as we can because as in bamboo over the years we know anything could happen um with coven uh we made change we're going to dably covered forms for parents so parents will be filling out the covert forum daily one of our other changes is that parents have to fill this out daily if they don't fill it out three times um or more um we're probably going to move the child to all virtual until this pandemic or until things loosen up a little bit more just for the health and safety of our students we have been trying to be ultra cautious this past week since we've come back i gave the directive that any students with any sort of illness were to be sent home and then we would clean those classrooms um that has caused a little bit of uh hindsight that has caused a little bit of a panic um so i take full responsibility for that so i have directed that we only do it for covic kids now so hopefully that will redirect some people not to panic as much again i'm trying to be ultra cautious trying to make sure that we clean the buildings as best we can trying to keep all sickness out of the building unfortunately uh people read into that that every time we were sending a kid home or cleaning the classroom that it was coveted related which wasn't the case so we have to make some some adjustments there additionally um i know one of the things that i've heard um that i would like to address real quick is about staff members working virtually right now currently due to health concerns we do have five staff members that are continuing to work virtually that is one administrator and for teachers that are working virtually into health concerns so with that my last piece is when we come back on wednesday i've directed all elementary schools to open their doors at 7 50 a.m to expedite bringing kids in um obviously with the addition of daily comfort forums we'll need some extra time to make sure everybody has their daily coded form done when they're doing their temperature checks and things like that so i've directed the elementary schools to open up early so we can handle that influx and make sure parents can get from building to building so that is all i have for rate the second and i am going to move on to students of the month and we are going to start with lamont lamont annex with dr s hi good evening congratulations thank you and now we'll go over to lafayette with mrs clark blackwelder um sophia diaz and we'll head over to smally with mr edwards good evening everyone our green three student of the month anthony thank you robin and smalling with mr edwards miss peony has worked diligently to prepare her students both virtually and the person due to staff changes in the beginning of the year there were some days his peony worked with the new building-based sub daily she also had the guide and build a rapport with her student teacher she did all of this without complaining and being a team player she also has to move into another classroom to teach her mediation so middle earth can use her room for their students to eat lunch again no complaints just making it work and thinking about the students she's enrolled in the school of educated master's education reading literacy specialization program at georgia court here she will develop and implement two literacy coaching and professional development activities appropriate for her students this has been a difficult year for all but ms pionee is accepting the challenges and fighting through adversity i'm proud to announce our january gem of the beginning uh jen for the month of january a recognition and for the district uh this month is uh joe jarendola our director of buildings and grounds who is probably been the most hands-on director of buildings and grounds that we've had since i've been here um he goes out he gets dirty every day he makes sure that classrooms get cleaned he makes sure that when we have emergencies he's the one out there helping the guys make sure everything gets done again he goes above and beyond uh he's here early in the morning if i need him to come in the middle of the night he's the one that comes in for me uh him him and virgo have done a fantastic job um but this month um you know just with uh some weather issues and some heating issues and plumbing issues that we've had and me having to call him and have him come in he's uh he's definitely gone above and beyond so for this month for the district it's been uh that's it that is the end of my report okay there are no committee meetings since the last one so we are up to number four open to public for agenda items only so it has to be on the agenda it's impossible um can you hear me can you hear me i have patricia o'reilly 745 school house link um so i do appreciate uh the superintendent um letting parents come in because we can't be you know communicate through zoom as easily so um i did post some agenda items can you just review those and tell me i'll have it back and forth online do you see them um uh yeah a little tied up i don't have access to them at the moment but i remember the questions okay the first one was um i believe it was about interns so i'm gonna say it was under district high school and it was rescinding um so it was uh six point four correct yeah or six point seven six point five oh that's right so six point five the athletic department intern we're sending that um at the last board meeting i was asked a question about that and i thought that that person was a volunteer for us i then found out that that person is a paid host for us this year therefore she cannot intern with us she has so that the internship had to be rescinded um interns cannot be by the district if they're doing an internship your second question with regard to where parents can read policies that are coming before the board um until they're fully approved by the board they're not online once they're approved they go online and you find them under policies and your last question so that's on the home page yes website and your last question was about 9.5 the approval of university behavioral health care what they do for us this is a for bedside instruction for a student that is in a in a hospital setting and that is the provider for home instruction that you have to use okay and instead okay university so it does it doesn't pertain to any particular university it's just um i believe it's university hospital of new brunswick robert johnson or newark university one into two okay that's all thank you now that was all the online questions i saw before okay so we are up to number five approval minutes be it resolve that the boundary board of education approves the minutes for the following meeting regular meeting minutes of january 11th can i get a motion second and and also 5.2 which is the uh the minutes uh any questions on the minutes any comments hearing none can i get a roll call oh there you are like you're really here but you're quiet mr paul yes mrs mustin yes stevens yes yes yes number six personnel resolutions district in high school be resolved that the superintendent recommends for approval the resolutions as outlined in personnel resolutions under district and high school 6.1 through 6.6 may i get a motion motion miss mars second second missed mr any questions or comments congratulations to mrs listman yeah yeah we're all jealous all the teachers on this thing this is a perfect time to retire uh any other someone already asked about 6.5 hearing other no questions or resolutions under middle and elementary school 7.1 to 7.5 can i get a motion motion lauren's going to get a second second oh so miss bennett is retiring too does that mean mr bennett is [Laughter] are they [Applause] all right hearing other no other questions or comments can i get a roll call that's the ball yes yes yes it's chainsawy yes number eight policies resolve the babric board of education resolutions 9.1 2 nine point five can i get a motion motions mr zepco can i get a second second any questions hearing no questions or comments can i get a roll call yes [Music] yes yes with an extension from three seven four five five noted mrs yes defazio yes okay at this time any other matters to coming for the board i know in your introduction you said that you're talking about snow days how many snow days do we have built in this calendar we built in four we used one already okay and i think i used one for it so we're down to two left okay so my concern with that is we still have the you know the balance of january which isn't really much less but we have all of february the beginning of march so and then we also have to you know it's found brook i hate to say it i know the flood project's done and everything is done but i i've been here for long enough that i still get very nervous springtime so so have they have they wait i know last year they weighed 180 days yeah so they haven't made that so that's still they didn't leave 180 days last year they didn't have 180 days last year they didn't leave it here and they're not going to leave it this year either so that's why you know i rather played a little bit a little safer you know we only have two days left because the last thing i hate to do is change the calendar you know especially with either dealing with spring break or pushing back gradually you know i agree i think um i'd rather put those two days extra vacation later on if we need to yeah okay would it be possible considering the in person and the teachers went home today expecting to come back tomorrow that going forward like tomorrow could be a snow day because the population is not prepared and then going forward like [Music] it's not that easy and and i do understand that unfortunately i couldn't make that decision any sooner than i did because again there's a process in place part of the process is i have to talk to you know south bamberg which is ascend receive relationship so i have to have conversations with her which we did all day um you know i have to talk to michelle at some point in time so there are some back and forth things that have to go on and again the weather reports again starting from you know early on especially today it had to change two or three times today alone um you know my hope was to try and get a half a day in tomorrow um our plan between me and me and dr gokey was to get a half day in tomorrow and send everybody home at noon and then at 3 30 the the latest report came out with ice starting at at 10 o'clock and then at that point in time it's you know the decision had to be made to go first i'm not sure and saying you made a bad call you did it based on the data at hand but well i think i think going forward i agree with it i think perhaps both faculty staff and and students should i think maybe a warning that they could go virtual so to make sure that like like this morning if you said to them listen we're not sure if we're going to go virtually everything home send make sure you bring home laptops or whatever you might need to do that just so that it's an announcement in the morning that it's a possibility because it's better to bring the stuff home and then have to bring it back the next day than not to have it i think it's not ideal i think you know in this day and age we really kind of have to be prepared for anything um and again because my experience has been you know whether it's god forbid 9 11 or you know a pandemic or whatever we we've kind of you know in the last 20 years we've kind of been through some of the most unimaginable of things in education that you could think of so again you know unfortunately um i'd love to give people notice if i could give people notice i would give people notice there's just times when i when i can't do that um trying to make you know a split second decision or you know i i can go back to michelle you can correct me or wrong might tear you guys correctly wrong i remember one time i tried to be really proactive we were supposed to get this really big snowstorm so i pulled it off the day before we're the snowstorm we're supposed to get a foot of snow we're falling off we're not gonna we're not gonna have school hold it off and we didn't even get an inch of snow i mean i you know that if there is a suspected storm that to just to reiterate to teachers to make sure to bring have children bring home the materials that they would need to use for virtual and make sure you bring home anything you want in case you can give them a just in case to be the tomorrow so that will just be rescheduled not that my daughter's taking this issue it's not it's not going to happen because this is the rescheduled date for the last time i got dancing so what are those kids they don't get the pfcps so it's unfortunate well they will they there's no chance they would have a date or anything although listen college board is they're they're digging out of a big hole so they might you never know um i did forget one thing underneath my report that i just wanted to point out it wasn't my weekend report to you guys but i did want to make sure i mentioned in public i want to thank the pto for redoing the faculty room over at smalling it looks fantastic so i just want to get you know if you're that smaller stacks that looks so much better um it looks fantastic so i hope everybody's happy with that all right anyone else have any new business all right at this point we are open to the public for discussion with the state name and address [Music] you can hear me right patricia o'reilly yes um so just a public service announcement um i got two doses of the vaccine so don't be afraid of it i i in the second dose i was a little achy um but i think it's a really good thing so hopefully with the teachers getting vaccinated and you know hopefully we'll get rid of all these mass and everything so that's the first thing and then the second um is i i did post this online but i actually remember it um it's about the drama um i just noticed um other schools the kids are allowed to have productions masked and and but for some reason bound work is still virtual um just wondering you know what the thinking is behind that um they're proposing that they said to me was asking to do a virtual um play i have not heard from mr smith or drama about any changes to that um so i would have to uh defer that to mr smith at this time um because i i have not heard anything contrary to that has have they asked to go i've got i've got no no requests for that only because i mean if you can come and do uh basketball well you gotta remember you're doing basketball with no spectators right but you can do you can do it you can do it without yeah right yeah other schools like plays you know and then the kid and then the teachers watch and i'm sorry the parents watch online right right yeah i agree making those virtual yeah you're not interested in it you know yeah i know my son isn't interested in virtual home he was not really involved to the director to ask to bring that before the board [Music] all right that's it thank you right he would have to want to do that all right okay we haven't said no you just right and that's like if you so mrs fisher's going to read the online one for me because they're linking we have 23 comments online um and i'm sorry i need to just have my nose out because my glasses fog so i'm going to try to get through this the first one is from ashley gonzalez who is a teacher in the district she says good evening i am a teacher at the valley school district and i am fairly concerned about the amount of students already being sent home in my building and only the first week of school i am constantly consistently telling the truth on my covered forms for the safety of my fellow colleagues and students even if it may lead to quarantine that would be unpaid it seems as though there are parents in the district that do not care for the safety of our teachers staff and other children in my classroom one of my students was in the nurse's office while there was a child going home with symptoms my student and aide came back to my classroom not putting two and two together until later that day we could have all potentially been exposed not just in my room but multiple rooms since my students require speech and ot services this means those teachers also came into my room and had contact with other students throughout the building also because my classroom is brand new starting 119 i had to borrow materials this whole week from another similar classroom limited on materials and there was a student in that room that didn't come in due to symptoms my class had gym where there were two classrooms in the gym because they were displaced due to a 24-hour rule of the foggy this is disruptive to my students as well as to those students i feel unsafe going to work every day with the lack of truthfulness that is coming from the parents if they haven't been telling the truth in the first week of school what makes us as teachers feel safe what makes us feel like they will tell the truth about coping positives within their family i feel being virtual is the only way to be right now until there is a safer time to return back to school i know where i go and what i do outside of my house i can only trust myself to keep my family safe virtual learning is the only solution to keeping everyone safe thank you for your time miss gonzalez the next one is from um karina danubio who is also a teacher in the district dear board of education after being back in the building this past week i have some concerns regarding our current covent foreign policies to me it is necessary that all who walk through the doors of our schools fill out the coconut form daily that includes staff and students at the moment students are only required to fill it out once a week on a sunday evening this then assumes the honor system of something happens monday through friday that includes but not limited to closed contact symptoms and or household member testing positive in the past it was deemed inconvenient and too troublesome for parents to complete it each morning but contracting covet is more of an inconvenience i believe changing this policy will allow more to feel they're in a safer environment changing the form to daily had parental support and even one of your own board members via the town facebook this past week i hope you take this into consideration the third one um patricia o'reilly 7 45.

board of education to approve the minutes of the december 14th 2020 business meeting the january 11th 2021 workshop meeting the january 11th 2021 closed meeting and the january 16th 2021 special meeting with the action item um you've had the board members have had the minutes prior to this meeting for examination and they'll be made public within 10 days of board approval go moved right rick and terry thank you rick pavinato aye terry pavercich aye and joanna are you okay oh joanna oh i'm sorry thank you joanna vazquez drexler present um now we're voting on the the minutes now um were you here for that act to the vote on the minutes no okay okay do you want to do you want to remake the motion so that we can include joanna and sherelle then please first actually but go ahead the motion is for approval of the december 14th 2020 business meeting minutes the january 11th 2021 workshop meeting minutes the january 11th 2021 closed meeting minutes and the january 16th 2021 special meeting with the action i o rick second terry and terry thank you very much and then rick pavenato aye carrie papasich aye joanna vazquez drexler you're mute no i'm not joanna to vote on the minutes please i thank you very much mike davenport hi sorel fuller hi ben nicholas hi and nancy kopka aye the the motion carries we'll move on to the reception of visitors this meeting agenda includes two opportunities for comments from the audience the first is intended for audience members to address the board about any agenda item on which the board will vote is there anybody who's going to address the board we have nobody in the room okay do we have any comments we do but neither of them are about items that are action items okay so we'll move on to the recommendations and reports of the superintendent to start with return to in-person learning and i just want to remind everybody we remain in a virtual meeting mode as when this meeting was scheduled we were in tier two and under those uh requirements meetings can be no long no larger than ten people so the board is chosen to go remote so that we could have space for visitors should they wish to attend we don't have anybody in the room and hopefully we'll be moving out of tier 2 soon and resume meetings in person so uh returning to in-person learning uh for our students just a few quick updates uh we were in person all last week will return this week after tomorrow's snow day although we'll continue our regular schedule tomorrow virtually so it'll just be the full remote schedule tomorrow and then hopefully this weather will move through we'll be back on wednesday you can see here uh here is our trend of positivity rate uh since the beginning of the year and you can see we after last week dropped below that eight percent and have been falling since and we're now down to six point five percent on our positivity rate we had our normal debrief meeting this morning we have been able to follow all of our safety measures we've been keeping up with all of our tracking of illness and following up on illness in a close contact communication has all gone well transportation has gone well uh everything so far for all of the days that we've been in person is working so we look forward to getting back to there on wednesday next slide ron activities in athletics now that we've moved into tier two are are back up and running we even had some sports uh and activities occurring today uh after school and then once we move into phase four all sports will be allowed and there's specific ihsa and idph guidelines on how those operate we know that there's a meeting on wednesday from ihsa and they'll release schedules for the sports that are in place and then they've also said that all sports that are not in season can have unlimited contact days which are days to come together and practice and work on skills all underneath those guidelines uh we look to get those contact days up and going however we really need to get the winter sports scheduled first the ones that are in season make sure that they have facilities to work in and then based on what space we have left in the facilities following all the safety guidelines we'll start to add in contact days uh as we can but you know once again those winter sports that are in season we'll have the first priority for every every bit of space and time that we have this also we have activities that are up and going things like winter guard and we're working on some plays and speech team and chess and those kinds of things and uh each one of those uh activities or athletics that get up and running each one of those develops a safety plan those safety plans are uh sent over to the principals and janice review them the the three of us compare them and evaluate them ultimately uh once they they meet we're sure that they meet all of the safety guidelines we approve them and then allow students to return for those in-person activities so that's kind of what we've been working on the only question that we have is do we need to have a special standing board meeting to discuss metrics and in-person learning uh i know that was a question nancy asked to bring to the table and kind of just discuss with board members tonight um the administration's not recommending that at this time i think that you know the metrics are trending in the right way we've been successful returning students to school you know if that should turn around or change in any way absolutely be happy to pull the board together and discuss what's going on but i think as long as we're functioning in the hybrid model and conditions aren't changing i don't see a reason for us to need to get together and discuss but if the board would like us to do that i'm happy to do that rick i know you originally proposed this and i would just remind everybody that while we're doing great um there are many models that say we're going to escalate we're going to re-escalate with the variance so i think as long as we know the numbers are going to be under 10 i don't see a need for a meeting but when the numbers become 10 or above i think we should meet because maybe if it's 10.1 10.2 maybe there are a few members that would say hey i'm willing to risk it i'm happy to do that you know we see it starts to climb absolutely i tend to agree with you rick i would i would kind of watch the number more at um like 975 or you know closer to 10 and then we can evaluate at that point and uh um talk about it because that gives us a little bit of a leeway before it hits 10.

because you didn't want to hear that part good one good it's good i called to order the oswego community unit school district 308 board of education meeting can i have a roll call please mr bauman here mrs doyle here mrs cloner here mr lightfoot present miss morgan here mrs moyer here mrs swanson please rise for the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all um it's not going to my little thing again on behalf of the board of education i welcome you to tonight's meeting in order to accommodate safe distancing for board members and staff we are not able to allow community members to be present this evening as stated on the agenda community members were invited to submit their comments by email to the board of education secretary to be read by the board of education president or to request a zoom link make to make their comments virtually we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system comments are limited to five minutes per person and no discussion of personal matters including names or specific job titles or responses to questions are permitted the board does not participate in discussion during public comment follow-up to your questions or concerns will be addressed by administration through the contact information you've provided thank you elizabeth palatine she says she's on she takes like a minute i think i just texted her we gave all that extra time shall we come back to that yeah why don't you move on yeah melanie mcallister dear school board 308 thank you for your time i think we are doing a disservice to our students by not providing a science curriculum to them and making it all independent work videos student learn critical thinking and problem solving skills from science for example for second grade at least 50 videos about making homemade glue out of cornstarch water flour and salt can we possibly change science topics even myself as a parent is getting totally bored thanks tom sid lasic looking at the agenda for tonight is there not any more discussion about phase two of the hybrid plan i hope there is further thought put into this for the safety of elementary kids and teachers specifically last meeting it was stated and documented that group a and b would be combined along with others that opt into in-person learning for five days of learning if that is true will there not be a limit on the numbers of students allowed in a classroom to meet all social distancing requirements each class having 20 students is basically normal non-coveted ratios other districts that have five days a week offered have a limit per class and a waiting list i hope we stay focused on the safety factor like we have for almost a year thank you mary cronkin good evening as the board and administration begin to look at phase two i would ask that you consider adding more in-person learning time for students with ieps most of these students already have a educational gap between them and their peers remote learning has only increased that gap i ask that you consider that all students with ieps be allowed back in the classroom four days a week thank you elizabeth palatine no she's muted she's muted can you unmute now you can hear me right yes kind of quiet you can hear me speak up okay um good evening i am elizabeth palatine co-president of the oswego education association there is a strong desire for our world and specifically our schools to return to something close to normal desperately wanting that day to get here soon is expected what we do while we all wait for that day to actually arrive is the subject of intense debate during remote learning for all teachers have been focused and determined to do what is needed for our students that effort and dedication is what has made our schools thrive as students return to the classroom teachers maintain the same focus but are now being asked to teach in two different ways and two different formats the phase two school day as presented to the teachers does not incorporate the time necessary to execute this task teachers need the time to collaborate modify individual learning plans create in-person and remote lessons as well as maintain the day-to-day expectations of the classroom these essential tasks are needed for students to receive the high quality education they deserve and in order to provide this teachers need the time opportunity and resources the safety of students teachers and other staff is of great concern many but not all elementary classrooms are projected to have enrollments if a and b sections are combined near what we see in a world without a raging pandemic in addition some will have students that will push into classrooms along with teaching assistants to help throughout the day social distancing will be severely limited in many classrooms with the close proximity between students and staff maintaining standards to the safest guidelines put forth by the cdc and idph should be paramount including implementing actions to slow the spread of the virus inside the school and recognizing that covid19 spreads mainly among people who are in close contact for a prolonged period planning for february should be done with a focus on these priorities especially with the possibility of a more contagious strain becoming dominant in the united states now is not the time to cut corners on implementing the safest plan possible we all have shared responsibility to take the steps that are within our control to help keep ourselves our colleagues our students and our community safe thank you item 5.1 board member comments who'd like to begin i will begin um i had the opportunity to visit two of our junior high schools today with lori we went to trauber and planck to see some sixth graders on their orientation day it was very quiet they were all very quiet and they were all very good about staying on the right side of the hallway and keeping distance from each other and it was i'm sure they will warm up after a couple days they looked all very nervous and so hopefully their concerns were put to ease today we reassured them that every kid is nervous going into sixth grade and every kid's late to class at some point because it's new so i'm glad that we have had the opportunity for them to get in and have that orientation that's really important for them anyone else tony are we going in a row you go ahead matt um so we're into week number two of a of a monumental transition back into in-person learning in the district with our students and a lot of anxiety for some excitement for others but it sounds like things are going going well and this gives us an opportunity one of the things that i heard um at our last board meeting when we kind of looked at um phase one and a phase two is this give us gives us an opportunity to find out what's working what's not working and what we need to change but i do want to um just acknowledge to the the parents who are dealing with the change the teachers the administration everyone that's going through this change that we're going through right now that um you know we're getting through it it's going well we may tweak some things up a little bit but um it's moving in the direct right direction so i want to give just a big word of thanks to everyone from our administration teachers to the parents to the kids doing what they're supposed to do and learning how to do new school now temporarily hopefully or as long as they need to but i just wanted to acknowledge um that during this this time frame this this immense week of change back into the in-person schooling i think everyone's doing a terrific job and just wanted to say that out loud hey go ahead yeah i just wanted to say that um i am glad that we're acknowledging that it's a time of adjustment for people it's a time of adjustment for everybody who works for the district to be able to make in-person learning and remote learning continue to be strong and well done we have an excellent staff and i hope that all the staff out there knows that we're trying our best as a board to consider staff needs and that we want to see them get through the pandemic alive and well and we want to exercise as much caution as possible because caution means that somebody is out there walking around instead of not and the teachers have been doing an excellent job they really have been doing a great job this whole year and i think they will continue to do a great job um now we're seeing the other layers come back right the custodians are coming back and the well not the lunch people but the secretaries and the nurses and all those folks in light of where we're at tonight i think we all have to understand that there's a lot of adjustments that are going to go back and forth and what i appreciate a lot as a teacher and as a person in the community is when people are understanding about those adjustments when they give people credit for what they're trying to do and try to be helpful in the moment of problems we can complain we can say that things should be different but we really need to be able to say you know what we're having a problem let's figure out some ways to get through this and then get through it and not make it into a blame game or something ugly so i really hope that everybody out there will consider what they can do from their point of view and their capacity to help out with that situation and just make it as good as it can be cool i actually did get to visit with ruth today their two sixth grade agree totally quiet i asked my favorite question when was the last time you wore new shoes and i was told how many people bought new shoes because they've outgrown shoes since the last time they had to wear them all day i thought that was pretty fun um in addition dr sparlin and i visited at four different elementary schools last week and it was really fun to get to see our kindergartners and some of our kids from early childhood get to come in in their cute teeny tiny little masks and i know that every year we talk about with graduation how it is one of those things that when you like school boarding it just kind of makes you happy to see and i think that seeing the kids in the hallways was really good seeing them behaving was really good seeing our teachers a little relieved because they know what to expect now was really good doesn't mean it's perfect it does mean that once you face what you don't know it becomes less scary and i think that that will help our community immensely i know that there's still more to come for junior high in high school and that it'll get there it's not going to get there on day one um but it looked good my favorite thing was that i got stumped by a fifth grade brain teaser and i was thinking about it so i made dr sparlin answer it he too got stumped so fair enough fair enough we were not smarter than fifth graders however i was told they all got some too so that made me feel better but it was it was a good visit um we will be visiting out i know uh mr lightfoot and i are planning to visit a few more um we're going to keep visiting out until we get a chance to get to all the schools so um whoever else wants to please let me know if you have time in the day anything else dr sproul item 5.2 or actually no not you ha i lied 5.2 has board committee reports finance and facilities go ahead brent oh so uh ruth and i had our committee meeting last week we reviewed primarily we talked about the del webb proposed community there were as expected a lot of very good questions and in-depth questions by the committee um there were some ideas thrown out which i that's that's the best part of having the committee is to hear fresh ideas um and i don't i can honestly say i don't think there was there wasn't a consensus or direction um but there was you know some you know interesting takes like i know one of the questions was well you know if we know that the 55 plus community is obviously going to have no impact on the school district um can those be built was it first or second first first yeah can those be built first and then wait on the sin the uh the family homes later because those would have an impact on the school district um but we would start accruing property tax revenue obviously from the 55-plus homes if those were built first now we were we were told right christie that uh they they cannot do that right um their plans are are in place um the way they are um ruth you have anything to add to uh not really i i would agree that there are a lot of great questions and then we also discussed the uh facility update um impact and so that was good as well a lot of great questions and comments as well with that was a great meeting so it was the facility update impact capital projects capital projects from facilities mr allison presented with pictures it's always scary when you see those pictures yeah there's some rough looking things that are crumbling they've got real high quality cameras on those too okay anything else teaching and learning we had our teaching and learning um committee meeting uh on january 13th um we had a um presentation about the our climate for learning learning framework which the board has i think saw back in in september but it was a a good presentation for our teaching and learning committee and then we also talked about the remote learning and um and hybrid plan that had been presented at the board on the 11th um many of our committee members had you know seen that presentation so we kind of zipped through it but we're able to field some questions and hopefully get some good information you know out there to our committee members who can you know then hopefully bring it back to um to the community and their neighbors and whatnot um uh tony just i think that as usual at the teaching and learning committee the people and just notice how closely i speak into my mic i i'm saying that because i really think you have to be heard especially for the people out there and because i have two sisters who have hearing issues so i think it's important to talk loud loudly it's also important to use good adverbs especially when they're um yes it's gonna it's snowing so what i'm gonna say is this we had good questions from faculty and we had good questions from parents that attended the meeting and what they did was they gave us ideas as usual of things that we could do to better prepare the whole situation to be complete for the return to school and for you know considerations that have to do with how employees view the job so everybody on that committee is very much appreciated and they give the board a lot of insight they give the district administrators a lot of insight and i appreciate them spending that extra time in addition to their work day to come to that meeting now it's your turn dr sprawl in 5.3 thank you mrs doyle uh good evening board i have a few items i'd like to share with you this evening and tuesday january 19th we began our net our next phase of a reopening plan as we welcomed our elementary students back to school i started the day riding a bus with elementary students going to old post elementary as you know that's kind of a tradition that i do and the first day of school and it really felt like it was the first day of school so i uh rode the bus and as mrs doyle said uh she and i had the opportunity to visit a number of schools i will say that uh i think i speak for both of us we were very impressed with the everyone at with each one of our visits the expectations the protocols everything that's been put into place uh we're being fouled and i received really nothing but positive reports from their first week all the directors along with faith and christie we're also in the schools helping out when needed taking notes and doing anything to help support building uh principals and administrators and we'll continue to do that over the next couple weeks as we begin welcoming some of our secondary students back today on another note i'd like to congratulate all of our high school students from both oehs and ohs who participated and placed in this year's regional scholastic art competition we had so many students earn awards the list is too long to name students individually but the top winners of the region will go on to compete nationally in new york so i wish all those art students the best at nationals this year and finally this year due to covet the pride program probably recognizing individuals demonstrating excellence program was modified and the schools all submitted to the district a nomination of one teacher and one employee to be this uh considered so we have four teachers and two employees that were randomly selected through the wheel of names drawing and facebook and so congratulations to the following pride winners for january in the category of teachers we honor sarah cafferao from churchill sue shimp from lakewood creek nicole watson from long beach and michelle neverez from oswego east and in the category of employees we honor charlie matoya from lakewood creek and drew munsinger from ohs so board if you would please join me in congratulating our pride winners for the month of january congratulations to each and every one of you that is my report for this evening and thank you can i have a motion to approve the consent agenda i make a motion to approve all items under consent including 6.1 minutes from the board of education meeting on january 11 2020 open and closed session and 6.2 to acknowledge the foia requests received by the district second mrs moyer aye mr lightfoot aye mrs croner aye mr bowman aye mrs swanson aye ms doyle aye ms morgan aye motion passes 7-0 items 7.1 item 7.1 is an annual information report in regards to next year's school calendar last wednesday the calendar committee met to discuss the 2122 calendar and those recommendations are reflected in the calendar that has been presented to the board this evening mr doyle would you like me to go through the calendar does anyone on the board need to go through the calendar or do you have any questions i'm good i think we're good i trust the good work of the committee involved as a as a teacher i appreciate the christmas the extra two days of christmas i think it'll be safe to say that if you have not looked at the calendar you should be looking at that christmas break planning early because all of us we go will be booking tomorrow once they have d yes unless it's already out of executive content okay 7.2 eric if you could pull up the presentation thank you now okay tonight we are presenting our budget reduction plan which will mitigate our deficit moving forward uh as you all know we've had a number of conversations around our finances that and what we potentially will need to do to mitigate the deficit tonight is an informational presentation that will allow us to share what we've done in the past what our current deficit is for 2021 and the school year and what needs to be done to balance the budget and increase our fund balance in the future back in 2016 i thank you those of you who are with us you remember the conversation we had when we shared a do-nothing scenario what that meant was if we didn't do anything differently by 2020 would have been not only bankrupt but had a 15 million dollar deficit we obviously we're not going to allow that to happen so we began the conversation and started making cuts and as you will see on slide five our ending fund balance this year is close to 20 million dollars sly 2 and slide 3 highlights the cuts that have been made starting with the 2016-2017 school year through the 2019-2020 school year i'm not going to go through all those cuts but i did feel it is important to highlight the work that has been done in previous years to obtain a balanced budget so slide four brings us to our present day as you know the board had to make the hard decision to pass a deficit budget for the 2021 school year we all know and understand that the deficit is attributed to no new money being allocated from the state from the state for the evidence-based funding formula due to covet 19 pandemic okay slide five i've asked christy to take the board through this slide thank you so presented here are five updated five-year projections uh with the updates being to the fiscal year 21 budget as a reminder the budget was adopted before september 30th and at that time we were planning a return to in-person learning in november so the assumptions used in these projections include cpi that will be used for the levy that will be filed this december which we now know is 1.4 percent uh 5 million dollars worth of reductions in fiscal year 22 evidence-based funding remains flat in fiscal year 22 with increases returning in fiscal year 23.

okay good evening everybody and uh welcome to this special session we'll start this evening with a special session board of finance meeting with a start time of 4 33. we can begin with oh i got hold on i got bumped off give me one second okay we'll begin with the election of officers miss dolly each year in january the corporation is required to hold a single board finance meeting to allow officers review the investment policy statement and receivers go to school corporations from the prior year cash practice has been named the current officers of the board of school trustees to the same position for the board of finance those officers as elected at the annual board organization meeting are as follows president david vice president scott angel secretary thomas hoffman the administration would recommend the same officers for the board of finance that serve in those positions currently with the board of school trustees thank you ms dowling for the recommendation to approve the same officers for board of finance to serve in those positions currently with the school board we have a motion to approve so move second move by mr angel on second by mr hoffman i'm sorry mr babjack close right close uh any questions or comments from ms dowling all those in favor signify by saying aye aye opposed emotion carries 4-0 and three information items this evening we have 3.01 the board of finance meeting report of investments ms dowling thank you mr president for 2020 our total interest earnings were 235 000 150 4333 as you'll know from the picture in the board recommendation this is significantly lower than what we received in 2019 and that would be attributable mostly to to make factors our global pandemic and our interest rates completely bottomed out which we saw here because last year we were over i think 900 000 in interest the second part of that is as you recall we spent a significant portion of the rating game done towards the winfield elementary school renovations to offset the total cost so that obviously threw down some of what we have invested at this point we're keeping our investments where they are and just monitoring what's happening in the environment the stability is what we're looking for most at this point given the environment right it's just information items but does anybody have any questions before we move on to the next item on the agenda brian you can stay here here okay correct yes i come here okay thank you miss dining 3.02 is the crown point city school corporation overall investment policy back to ms dowling thank you mr president board policy 6144 is our investment income policy there is no change to the policy from the previous year if you'd like i can read it this morning we have the record promises are the documents thank you and we can move with 3.03 is the report of the crown point city school corporation financial conditioning condition using fiscal and qualitative indicators [Music] created mr indicators for school corporations this will be our second year reporting on that at the annual board of finance meeting which is required by law they've changed some of the indicators in line with our change in funds as you remember we used to have a general fund a bus replacement fund capital projects now we have a education fund and operations fund so we don't have all those operational funds that we have in the past so i'm just going to review those quickly as is required indicator one coverage lean membership that was full stereo that's weird um we did see a slight decrease in our population we would attribute that to 19 and it was common in many small corporations in the area we're not concerned about it we have a secondary account coming and we're monitoring that but we don't think it will continue along that line [Music] the variation in our fun types is related to the reorganization of funds so when you look at the actual fiscal indicators report you'll notice that the funds from last year look different than this year and that's why due to the reorganization the indicator annual deficit surplus our revenues exceed our expenditures the grain line in the report shows a modest increase in fund balance which means we did not use our existing fund balances to fund expenditures which is positive fund balance is a percentage of expenditures we have sufficient fund balances to maintain operations in the event of delays and revenue you know like a global pandemic and the reduction in our overall percentage is related to our usage of the rainy day fund for winfield elementary as well as to offset our circuit breaker losses uh revenue by type all of our revenue sources are increasing to some degree none are decreasing so those are all positive and then our operating referendum revenue is a percent of total revenue operating referendum represents about six percent of our total revenue and this is very comparable to last year's report given the fact that our assessed value has gone up that's caused our operating referendum number to go up and state tuition support has increased which means the other cuts have increased as well so in summary based on the fiscal indicators our school corporation is in solid financial condition based on these factors and the administration would recommend the acceptance of the written report on the financial condition of the school corporation based on the fiscal and qualitative indicators thank you miss donkey for the recommendation to approve and accept written report i'll repeat what she just mentioned on the financial condition of the school corporation based on the fiscal and qualitative indicators we have a motion to improve the recommendation so move second that moved by mr babjack the second by mr angel any questions or comments from miss dowling katie on the state's figures that assessed value and population includes all three winfield city and cedar lake yes according to the state yes it does thank you any other questions for ms dowling all those in favor signify by saying aye aye opposed that motion carries 4-0 and uh we have a motion for a german in the special session still moved second move by mr angel sacked by mr babjack always a favor signify by saying aye aye aye opposed oh it's carrie it's 4-0 um and dr terrell do we need to take five minutes before rolling into the next portion of our meeting it's up to you or we

[Music] good evening my dear medical student of the month unfortunately had to go home today due to stillness so i would like to recognize her at the february board meeting along with our next student of the month so next month i'll have two of them for you okay thank you hello my uh december student of the month for desonicas is talia collins and talia was nominated by mrs lincoln so i'm going to put my glasses on and read what she had to say so it says talia has come so far this year she is an amazing young lady and a friend to everyone she works hard every day and gives a hundred percent she is kind to everyone and willing to help others when needed and that is so true about her i'm so proud of the growth taliah has made and enjoy having her in our class she is a wonderful girl [Applause] good evening for the middle school our student of the month is mary strother and she was nominated by mr hammett and he says that she is amazing student who has worked through a lot of adversity with us going hybrid and our e-learning and everything else she brought her grades from first quarter up to second quarter and she's a very hard worker and she's very positive with her other peers and he really appreciates her in the classroom braiding in here come on up so at the high school our student of the month for december well first of all our character trait was honesty i kind of love this little story do you know the story okay so basically first of all braden he's just a great kid he knows everybody's birthday it seems like he buys gifts uh but getting to the honesty thing we have we have finals at the end of the semester and he's going to take a final and he's kind of got to do a makeup one or do one early and so they've got the test ready to go and with the test there's also another thing with that test especially when you're kind of singled out so they give him the test and he's taking it and then he comes back up and like a minute later two minutes later he's like i'm not really supposed to have this right as the answer key i don't know how you don't get honesty for that right i would have taken a little bit longer but anyway congratulations student of the month [Applause] yes um especially for um our students and their families we appreciate you attending night you're definitely welcome to stay for the whole meeting um but with it being a school night we also understand if you need to excuse yourself okay well the next item on the agenda is the approval of the consent agenda the first item in the consent agenda is meeting minutes from december 14 2020 our regular board meet minutes and then from january 12 2021 we had a work session those meetings are to be approved in minutes also so do we have any questions or comments on those meeting minutes hearing none go on to the allowance claims and financial report mrs wrong there's here hey corey thank you corey uh during the we're going to be looking at the december payrolls there will be two regular payrolls in december we also also had a special payroll to pay out the teacher appreciation grant and then we had a mini payroll in december so we're gonna look at four of them today your first regular payroll was dated december 4th 2020 for a total payroll of 420 0 five fifty four along with that payroll came the accounts payable for payroll taxes and retirement total accounts payable one hundred nineteen thousand two hundred seventeen dollars and 70 cents next payroll would be the tag the teacher appreciation grant and the three percent that was a special payroll held on december 11 for a total payroll of 233 thousand seven hundred sixty two dollars and ten cents along with that payroll came the accounts payable this is only partial on here you're gonna see uh the turf payment for the three percent on my pre-pays we had to split these out it was just easier to do it this way so partially minus the the turf payment for three percent the total accounts payable for the tag and the three percent 73 313 and 32 cents your second regular payroll for for december 2020 was on december 18 for a total payroll of 440 457.26 along with that payroll was the accounts payable for payroll taxes and retirement a total of and forty 125 dollars and ninety six cents and then the last was a mini payroll for an employee as you can see it was a small one it was dated 12 23 2020 for 342 dollars and 20 cents and on that one we just had payroll taxes for our total accounts payable of 52.36 did anyone have questions about payrolls okay ready to move on to some mini ap for december okay all right so you're gonna see in your packet um uh many accounts payable dated december 28 2020 and during the december um i believe it was yes it was the december meeting you gave me permission to pay any any outstanding invoices that we had to help us close out 2020 a little bit smoother and quicker so we did have a total of um as you can see here we had not quite a page of some accounts available here for total of eighty-two thousand nine dot excuse me hundred and 82 dollars and ninety five cents did anyone have any questions on those what is that the big payment there uh which voucher number i'm sorry brian 1264.

good evening this is superintendent mike morris and thank you for being here for this family town hall talking about start times and looking ahead to next year we have a number of people on the stream uh who may jump in with comments or questions so i'll add them to the stream now uh and we can introduce ourselves and then we'll we'll start going but mickey why don't you start us off hello everyone i'm miki gramacki assistant principal at amherst high school and tim hi everyone i'm tim sheehan and i'm the curriculum coordinator for the district and sam hi i'm sam camera interim assistant principal at the high school as well derek good evening everyone my name is derek shea i'm the principal at crocker farm elementary school great and marta hi everyone i'm marta guevara director of student and family engagement for all schools great thank you and um tonight we're going to share a pretty brief presentation i would say it's 15 minutes or less hopefully on the left side and really it's an opportunity to ask questions offer feedback to offer comments as we think about start times for the fall 2021 hard to say school year one thing to note is you could see sasha figueroa put a comment in there if you do want to make comments or questions on the bottom right of your screen you should see a line that says i think faintly it says say something and you can type something and press press enter and that pops up for us and so we probably will go through this and get to the comments and questions at the end but anytime anything comes up for you please do jump in with that at this point i'm going to have our panelists head to the green room so that people i can bring up the actual presentation but they'll be back later for any comments or questions you have okay and now i'm going to bring up the presentation there it is you need to see me there we go um so we're talking about start times tonight and i think one thing to note is that this is not a new conversation to our community i was studied many many times over in the last 20 years most in depth in the 2011-2012 school year and really all that's changed in the last eight nine years is that we have more evidence about the impact of start times on students particularly adolescent students so we're really building off the work of many people in the community who volunteered a lot of time and energy put together i think was a 57-page report about eight years ago and uh so you know just want to share my appreciation for the staff and families who worked on that so i'll put in the uh chat actually maybe sasha can uh the link to these slides um and sasha if you if you need to find it just let me know and i can pull it up um because these these are they may be now on our website but if they're not i can share the link to them but you know they want to start with what's the research say and the summary is that there are a few things in educational research that are as clear as the benefits of later start time for secondary school students in terms of first outcomes a point as you see it says students more likely to get adequate sleep um it's uh you know a lot of the concerns are that if you have students give them more time in the morning that they will just stay up later and what the research evidence says is they use about two thirds or three quarters of that extra time to get more rest so in other words in our scenario we'll be looking at about an hour 15 minutes the average student would sleep for about 50 55 minutes more than what they did now and they'd stay up about 20 minutes later uh 30 minutes later so you know they really do get more sleep uh the outcomes in terms of suspensions academic performance course grades tardiness absences especially for underserved students are all to the positive there's a significantly reduced likelihood of car crashes for students driving to school i should also note that includes also driving students driving later in the afternoon or evening who have been up for a very long time and you can see there's this chart from cdc which talks about some of the implications uh around well-being physical activity mental health risky behaviors all those things that are tied to getting enough sleep so there's a lot of evidence suggesting that this is a very good strategy for secondary school students this is a slide put together by a colleague from the cape who's also looking at this issue and what you can see is the typical circadian wake-up times of students at different ages and then the ideal start time so well our juniors and seniors would love an 11 o'clock start time perhaps that's not something that's feasible for us but what this chart really shows is that when students are waking up between six and seven to get to secondary school they're not just losing the tail end of their sleep they're losing the rem sleep they're losing the sleep that's critically important for functioning during the school day and beyond so it's highly concerning that we five days a week have the practice of interrupting that sleep and telling students to go to bed earlier for anyone who has a teenager is not always the most effective parental strategy and causes a lot of stress and strife with families so we know that we are interrupting adolescent sleep five days a week based on our school schedule here is our current situation so prior to this school year buses dropped off about 7 30 middle school high school and clad the first bell rang at 7 45.

send me a thumbs up when ready to go good evening everybody this is dan donovan principal of danbury high school i hope you're all able to get on and watch this as we go through and welcome back all of our about two thousand uh nineteen hundred students that will be joining us in our hybrid model starting february for fourth first with the blue team and then february fourth with the orange team first i'd like to start off by thanking and introducing my administrative team uh they could unmute themselves and say hello starting mr davidson good evening everyone ms daniels good evening it's dr roy hi everybody mr larosa good evening everyone and miss pereira hi everybody good evening um mr miller's on there because he's the one running the uh youtube live so hopefully it's all working well mr salvatrini's coming on right now he'll be on to talk about athletics and how that's going to work a little bit as we go through and dr martens will be jumping in and out uh as she starts going here so i hope you can see what i've shared on my screen here uh it's just a welcome back and our our goal for tonight is just to share some information with those parents uh that are sending their students back into hybrid um let you see what we've done to the building and how prepared we are we think as an administrative team we're in a very good place uh right now um you know we were in a pretty good place in october and i think we're even in a better place now so we're gonna show you what we've done hopefully that'll ease any of the anxieties that you may have uh and then we're gonna do the same thing for the students when they come in uh so with that i'm gonna go to hello mr salvatrini you wanna say hello quickly oh and dr martin's got kicked out too she's back in okay it's not so what we have to go on here these are how the cohort numbers actually came out uh what's pretty interesting is how uh evenly matched they pretty much are for example uh we knew when we were dividing the alphabet that they were going to be pretty even so if you look at grade nine and the blue courthou cohort there was 450 in the orange cohort there was 476 but then you look at the the blue cohort who chose to go on dl and the orange who chose the co-indian there's only a 10 student difference so it's pretty interesting now these numbers maybe there's a cohort c that we don't have in here right now because it was uh just a little number of students that we took out um so we'd have to go through and explain that part but you'll notice that they're they're pretty even as you go through uh in the blue cohort right now there's a thousand students who'll be coming in in the orange cohort there's about 900.

can you hear me yes okay is my thing backwards it looks backwards to me no it looks great on my side okay i'm ready um so we're gonna try this out for today to see how this goes um and it's a shorter meeting so um i don't foresee any major issues um any questions around the format or oh i do have a question maribel in regards to the timer is that something that you can still show yes okay great so we can have the timer up i think we have one person that's patiently waiting thank you so much um and as soon as they begin speaking then we can go ahead and begin the timer um after did you give me the name of the person i'm sorry i'm not here not yet okay one second i see a couple hands up so i see ernestos and then okay yeah just quick question i guess maybe for avatar um for board members that are in the webinar thing is there a way for us to min to your knowledge a way for us to minimize the agenda screen other than just sliding it and making it smaller or do we is it just there by default so it is there by default okay thank you i have a question um did you say that this is being recorded or not uh i have not said it thank you linda for the reminder and yes just a reminder it is a public meeting and um it is being recorded so um [Music] yes just a reminder to everybody it is a public meeting and we're we're being recorded at this time okay any other questions before we move on great thank you um and then maribel and or after you look look out for mr quintero if he joins us and then uh brings us on correct i'm here you're here great thank you um and just so we know as uh trustees only those that i that have our picture open will show up on my like initial screen otherwise at least i only have two um two screens to go through to find you so welcome and i do also see mr uh fam's name on there so perfect all right so now we'll go on to our first speaker after um i think you said we had one i don't know if we've had any others join i still will be helping you okay we're gonna go ahead and start with um our first one and um [Music] if you can tell listening veronica veronica welcome veronica and as soon as you begin speaking the timer will begin great thank you um and good afternoon board members and um thank you for really making those accommodations that i think are going to hopefully really support um during those meetings i do want to comment on um the fact that there's a couple of meetings going on today i know that the bonds committee is meeting and as well as the dlac meeting is meeting so some of our parents are actually not going to be present or in participating because of those meetings and i know that this was something that came as last minute but maybe in the future if scheduling a warm meeting could not impact other meetings where parents are being um you know are need to be in different meetings as well um especially when it comes to this committee the facilities committee um it would have been great if you know just to have it on a different time so and i also do want to appreciate those of you that have your your camera on again just as a reminder of the brown act um that your camera should be on um and you should be just as present as you were in the board room um we there was an incident where um again trustee quintero was in two meetings at one time so i do want to re enact again to please have your cameras on and i do appreciate those of you that have it on i really appreciate that thank you thank you and uh points taken um and uh mr avatar um anybody else that has a raised hand yes another person brenda zander house great thank you and as mr uh welcome linda as soon as you begin speaking uh the timer will begin good evening board president uh corina and board members superintendent um let me give you um i just want to say that i want to thank the element school district for making sure to reach out to students we did go through a really bad situation recently with um a man that got killed in front of children and i want to thank the element school district for being very proactive and calling the parents and um guardians of all these students i myself got a call and i just want to say thank you um i also want to comment on this application process i did send an email but i just want to make sure that everybody else heard that i just want to make a suggestion if we can make a lot of these applications may be available online we are going to covet 19 and a lot of people are scared to leave their homes right now and a lot of them can't leave their homes because they're positive and so making this application more accessible for a lot of the people that want to be involved and want to participate i would really appreciate if maybe that's something we can work on and also want to make sure that we don't put like more than three meetings in one day i know there's several meetings going on today maybe that would increase the amount of participation in these meetings which i think this committee is really important i just want to thank you guys all for everything you guys are doing um and you guys have a wonderful day thank you thank you miss next speaker mr after as soon as you begin speaking the timer will begin we unmuted is she there maybe we can go to the next speaker if uh it's not working and we can come back she is the last speaker okay uh floor i'm not sure um it and after i'm assuming you guys have unmuted her she's not muted i mean she she is muted so somebody me okay she's now not me yes thank you so much floyd as soon as you begin speaking our timer will begin not working for the lyon we are unable to hear you maybe you are in a spanish channel please try to be an english channel um not working i'm gonna um click over to spanish just to double check so she's not on the english channel either so i'm hoping that um maybe she can join us at the next item um if she can't connect now that she's able to connect at the next item um unless we can try one more time or maybe her internet's off floor going once going twice how i wish we were in person okay so um let's hope she comes back at the next item and i'll give her the opportunity to speak then mr ricardo oh i can't hear you can you click on english maybe turn my microphone on okay um if i could just ask for a point of clarification from mr ruiz i don't see him here but i'm assuming he's here or is he not he is here okay um okay so i'll just ask the question and assume he can hear me um so there's been i think at this point several insinuations or um questions with regards to the brown act and people's cameras and my understanding when covid stuff came on was that the governor had um for lack of a better term relaxed the restrictions on the teleconferencing option with regards to posting location and stuff like that so i'm just wondering and i want to make sure that we are in compliance with brown act rules um with regards to the claims that have been made a couple times so because i when i've looked into it i've seen that this would fall within teleconferencing just from a compliance perspective so um thank you mr becker i know that's correct in march of this year in response to the covet emergency the governor passed or signed an executive order which right now currently has the effect of law which suspended various provisions of the brown act and provides that all public agencies can conduct their meetings telephonically or through other electronic means this district has done it through all of those various means and so what alum rock has done is actually above and beyond what the executive order requires but that is uh these meetings and uh not every uh you know in my representation of other districts not other board members always have their cameras on and that's true with other public agencies for various reasons one of which is sometimes there's not enough bandwidth so what you're doing is totally in compliance with the law and the executive order right now okay thank you for the clarification i just want to make sure that in light of you know investigations and audits and stuff that we've had in the past that if these claims are being made that were uh make it very transparent that we are in fact in compliance with brown act so um that's cool thank you for that and that's it thank you thank you madam president yes mr quintero um just to for council for his can you further clarify that the brown act does the brown act even have the word webcam on their camera no no it doesn't it's really the executive order that deals with with this situation by its use of the term other electronic means um but no the brown act itself that it refers to telephone and active in-person meetings doesn't refer to video conferencing or other things along those lines this is really a result of the executive order thank you thank you and thank you mr rebecca i know for clarifying that in public i know these are questions that i've asked before that obviously maybe have not come out to the public and so thank you for clarifying for many of us because i had some of those same questions um to mr ruiz um and he was able to clarify so thank you for doing that and now we'll go ahead and move on to item three um the approval and appointment of members to the district facilities repurposing advisory committee and my understanding is ms bauer dr bauer has a presentation for us i wanted to know if you want to ask any public comment regarding this particular item um or afterwards yeah if you can do the presentation and then we'll open it up to the public it's very short and sweet and i'm going to ask maribel to share on the screen the all the applicants there was remember that this particular committee follows specific legal parameters and this committee is not supposed to have less than seven individuals and no more than 11 representing different stakeholders in our district so all the individuals that either were selected by different groups like that dilag the unions are in this committee list and the only two people who applied on time from the community are also in this um in this list so i'm asking the board to respectfully approve each individual uh to the facilities repurposing committee all of them have an alternate but the request tonight is basically to ask for the representatives thank you thank you motion to approve this motion by mrs charles i had just have a question is it possible to scroll it up just to i can't maybe it's on my screen but i can't see the bottom oh okay that's the bottom okay thank you and i guess one other question if i might madam president uh do you mind um seconding the motion so we can move into questions and comments um well actually no i won't second because my question is about the motion itself okay go ahead oh the so just a clarifying question and i thought i wasn't sure if i heard that we need to approve them individually or can we can we in fact accept them we're doing them all together all together that we're looking at the list i mean i think marijuana we can maybe scroll up or more so we can see i don't know if there's anybody there perfect so everybody want to make sure because i thought i heard in dr barr's presentation something individually but if we can do it as a group then i second the motion yeah that's on the floor okay second by mr referral all right um so um rogelio can help you help us out here in regards to um the public comment um the initial public comment was for any item that was not on the agenda correct no in a special meeting uh the opportunity for public comment is limited only to the items on the special meeting agenda that's it okay so then i misspoke so i'm gonna go ahead and open it up for public comment because i there could have been some community members that misunderstood me and i know we're also waiting for ms de leon to see if she can connect so i'm going to go ahead and open it for public comment at this time um and after do we have miss flor de leon i know we were waiting for her to come back on do you see her no i don't okay do we have anybody that's uh waiting for public comment other than mr leon yes we have one okay no it's veronica okay welcome back veronica as soon as you begin speaking your two minutes will begin great thank you and um first of all i do want to just comment back i know that um there was somebody talking about the cameras and um you know i'm sorry sorry to interrupt you is this regarding our um our committee yes it is for this committee okay i need i needed to focus on this committee because unless it's focused on that we can't hear any public comment okay when it comes to the committee there were several parents that i helped put in the application and it was late and it was due to the fact that they have to work they have to attend to their children and the application was very hard okay it was not easy and accessible for them to fill it out and another thing they were not sure how as parents it was not represented there at a homeowner's organization if you're um a business owner if you are trust lad and so i do want you all to take that into consideration that parents that applied late it might have been due to the fact that they didn't know how to because i can let you know that i was working with a parent and um me and floor actually were working two parents were working with a parent to submit that application and this was on friday afternoon and it was still even hard for us to understand this application as well so i don't think it's equitable to say that this is only respect the parents that submitted this application on time and um i'm not sure i didn't go back right now to see if the applications were there and the times that they were submitted but i would like to see that as well but please do take into consideration that parents might have not been able to submit it due to that the fact that the applications were very hard to be submitted in the first place and second of all because the wording as well it had no length for parents to put there that they were um from parents or even from organizations in our community such as which has worked very close with the olympic school district in this past couple years in collaboration and i think it should really acknowledge other organizations in the community and their role as well so thank you thank you any others mr um maybe pronounced as yellow d-e-l-o-a welcome as soon as you begin speaking your timer will begin oh i think this is delia d-e-l-i-a welcome um so yeah i'm kind of big piggybacking off of that i had a really hard time i mean granted i did submit it before four o'clock but i really had a hard time submitting it because i couldn't do it online my printer broke i had no way to print out the application fill it out and put it back in um i didn't have a scanner so i would have to use my phone to send it so you have to make these my husband thank god is tricky with with uh the computers and we were able to manipulate the form so i could fill it out um so i entered i'm on alternate for a stack so i'm you know i'm not part of the list but i'm an alternate so um please please please fix these forms so that way they are admissible online because like i said if my husband wasn't able to manipulate the form i would never have been able to submit it by the four o'clock p.m deadline and um also i guess secondary question off of that is um what would be the roles of the alternates is there a role or is this something i have to work with my person who's the primary thank you thank you next person mr phil your next person is brenda zandejos welcome back as soon as you begin speaking the timer will begin hi uh good evening again uh board members and superintendent um i do have a lot to say on the this application it was um not easy for me as i can't leave my house right now as i was exposed so it was very difficult for me to submit it and like the other person said i had to use what i know i'm tech savvy and i was able to fill it out online through alternative extensions to google i think that's something we can work on as a district to make those extensions work with applications and docusign there's so many different other things that we can use and i also want to say there was no space for a union rep to fill out what are we representing so i know that we have area and we have csea there was nothing there for me to circle so i just made my own line and then the third thing that i want to say is i want to make sure that um we are also um allowing parents who aren't involved as in so many committees in this district be primary because i want to hear everybody's voice when we um use the saint parent for every committee i think it doesn't give a space for other people to create leadership in this district and that's something that we also have to consider when we allow also parents to get different perspectives and different opinions from parents that maybe can get involved in other ways but this is a good uh way of them to get involved and i again see a lot of the same parents that are like in four or five committees in this district and i would love to see new faces new voices um in these committees um and that's all and i just want to say thank you for putting the application in three languages i really appreciated that thank you mrs anybody else mr after no one else more present thank you so much uh so we'll go ahead and open it up for comments and questions from the trustees any questions any comments let me get the other uh go ahead uh trustee chavez i think right now we should move for the vote and maybe after the vote consider if we should open it up to more time that's it thanks um i'm confused trustee thomas from your comment okay right now i think we should go ahead and vote okay and then after we vote to consider maybe the option of uh allowing a few more because if the if it was that difficult for them to fill it out and stuff and it's true a lot of people cannot leave their homes uh because of coped or don't want to because of covet and should we extend it another two days but after the vote is cast now so um so my understanding is once we and that's why i'm trying to prevent it before we do it once we vote on the committee those are the committee members so um once we vote then we go into adjourning the meeting does that make sense so any changes or anything that we do is prior because once we appoint then that's our committee that's my understanding mr reese can you confirm that yes i mean the you can agendize this for a future meeting to reopen the application period but my understanding from in general from the administration is that they would like this committee to start meeting sooner rather than later in other words before the next scheduled board meeting um go ahead trustee chavez i'm not saying to hold up um any of the meetings i'm saying that if somebody wants to on board uh in a few days if we should allow them to because ultimately there's there's not eleven so maybe eleven input would be better than uh how many how many are on there now i didn't count them nine nine so maybe two more okay but i don't want anything held up either okay got it thank you um if i don't see any other trustees uh go ahead trust your vehicle yes if it um we can just clarify i guess dr bauer when when were the applications made available and when were they due i think i know but i want to make sure what i think is actually correct um the application was made available i'm trying i'm going to my my calendar uh okay sorry for spreading yeah the question that can help too it was a friday before it was uh friday the the 15th friday february uh january 15th is when they became available for someone to apply yes okay okay and then on the is it the 22nd at four correct when they were due so like uh one basically one full week one entire week and then just to add to that mr bakarano we did we did and just to clarify even further is the night before um we had put out that time four o'clock deadline um for we had a thorough discussion amongst us for that following week um and i totally understand you know i i've missed uh big opportunities when i waited and i didn't make that you know deadline i totally understand you know of uh that feeling or that i couldn't make it whether it was my internet or just the the forms were too hard for me so i totally get it but i know that we also talked about it that deadline and we get to also follow through with that um and then take some of these things you know in consideration for any future i think the easier we make it you know the better moving forward we're learning um with forms and things like that um if i don't see any other questions or comments from the board then i will go ahead and move into um the vote going once going twice okay i don't see any hands so we'll go ahead and vote um on the committee members and then maybe um dr bauer i know um i just want to make sure that we have the primaries and then we have a secondary um if we can make that clear too so that once we appoint people and the primaries know what their function is in the secondary uh rogelio you might be able to help us out with this my understanding is that the primary will be the one assisting and um attending the meetings and if for some reason the primary isn't unable to then the secondary will be stepping in is that correct so so typically typically the alternates should plan on attending the meetings as well and they would step in in case the primary appointee cannot fulfill their duties on the committee perfect thank you um and dr brower once we approve the committee are you able to send a message to those that are on the committee with that information as well absolutely great thank you so much okay um uh yeah just i just i want to make sure i heard correctly from mr release so the alternates you said should plan on attending the meetings should they will they also participate equally or you know just as they would if they were the the primary person or is or they're just planning on attending in the event that the primary one is unable to for whatever reason to perform or are they actually attending and participating so so in my experience they attend but don't uh participate uh with the same full membership rights of the of the designee these are brown act meetings though so they would be free to comment uh during the public comment portion of those meetings as well okay thank you okay thank you if i don't see any others i'll go ahead and move on to the vote okay um so we'll go ahead and i'll call your names as i see you on my screen uh tracy bacharano yes trustee chavez yes trustee pham yes vice president quintero hi and myself i approve unanimously um thank you so much and at this time i will adjourn the meeting thank you so much have a good night thank you good night good night good night [Music]
