he has invested in small businesses he's proposing job creations and of course equitable access to housing healthcare and of course most importantly in our industry education for californians on the education front the final bullet point there you'll see governor newsom did prioritize a couple early action initiatives to get or one early action initiative and one extended learning initiative to get schools to open the early action initiatives have not been acted on by the legislature at this point so they are still merely initiatives that the governor has proposed quick u.s economic outlet you'll see consumer spending is strong employment is recovering housing is exceeding last year's limits or last year's unit numbers stock market has set all new time highs as we move through this pandemic some individuals and economists have called that somewhat of a k economic recovery where the stock market has continued to excel however the lower paying wage sector is continuing to suffer as we move through this pandemic unemployment this is these are national numbers you'll see the incredibly quick drop due to the pandemic but we have recovered almost half of those jobs nationwide that gray line there is the great recession that we uh that the pandemic unfortunately ended about 10 months ago which you'll see we're at a point now with unemployment nationwide that was about the bottom of the recession but economists are predicting a much quicker recovery than occurred during the great recession this is a quick snapshot of the state's general fund expenditures this is straight out of the governor's budget proposal and you'll see just a quick summary over on the left resources in the state general fund have increased about one and a half percent while expenses uh governor newsom has proposed an increase of about five and a half percent he also proposes a uh deposit to the rainy day fund 16 billion approximately 9.8 percent of revenues at the state level and you'll see right there at the bottom the public school system stabilization account he has proposed a deposit into that particular account which would bring that to 3 billion for prop 98 expenditures in times of bad in bad economic times this is kind of a caution slide that the governor had in his presentation uh although in the 2021-22 year he is currently projecting or the state is currently projecting a 15 billion dollar budget surplus along with surpluses over over the current year and the previous year they are projecting deficits in the next three years 23 24 and 25.

i got the original bathroom what's the point if it works it works if you're going to take that money maybe take a little bit less money i get the hvac and heating air conditioning and all that may put it to that and you know why do we need turfs why do we need new bathrooms you know take some of that money give it to teachers you know you always hear we do the you know with the school five we do the all the time we go to the meetings and with the uh the board with what they got going on uh raising the money we do all the things that we used to the you know the trunk or treats and all the other stuff to give to raise money pizza parties and that money just really goes to stuff for the teachers to use for the kids anyway you know give them some more money let's do so let's let's let's spend the money more wiser you know it's so tough it sucks when you tell them people are going to raise their taxes and you know people are working less it's harder it's harder for people to to get going and you know i don't know how honestly i know how it works if you're you know i'm a homeowner so you know taxes can come around my pocket if you're not a homeowner i'm sure the rent you know are they going to raise your rent over this 200 bucks you know maybe we could use it more wisely like seriously uh you know these teachers are struggling i see my i see my son's teacher on the on the zoom and she tries she's doing such a good job but it's it's nothing against them but this is just it's not working and uh i i just don't i i can't wrap my my head around how you want to spend 40 million on bathrooms and you want to buy new turf fields what's wrong with the field now can you not play football on it it makes no sense there's way more important things especially when the kids are at home that should be our first priority you lost me when when you started talking about spending money in schools when when that's our last that that you know you need i get it i understand you need it but what for you need to get the kids back in school is way more important way more important than getting a new toilet or a new sink with a safety valve or all that nonsense you know please man you know it's it's real it's it's you know i get you get caught up i got so caught up last meeting hearing all this stuff i was like shocked you know and you get to kind of settle it in your head and you think about it and it just the more i think about it the more less sense it makes you know and um it is what it is you know i feel bad you know i'm really proud of my kitty talk and uh he wanted to talk so i thank you dustin and i appreciate you guys listening to what we have to say thank you thank you mr keefer mr smith may i just quickly respond sure thank you uh mr keefer first of all uh you should be very proud of your son he did an outstanding job for a third grader it's hard enough for us adults to be talking on these zoom meetings and in public so you should be very proud dustin you did an excellent job i just want you to know that i'm feeling very confident that we will be open in a few weeks i'm that that march timeline is looking good there has been a downward trajectory in the number of cases and i'm feeling very confident about that um but just like i would tell any uh any citizen of clifton i want i want you to please if you get a chance go on to our website and look at the information on the referendum if you can review that and even give me a call in my office so we could talk because a lot of the things i understand what you're saying but i think if if i can share with you more information about why we're doing the things or proposing to do the things that we want to do you may still disagree and that's okay but i think you'll have a better idea of all the why so certainly you can feel free to reach out to me in my office we'll talk but if you get a chance check out our website please thank you why say something okay mr mountain who's next david speer is up next and just a reminder if if you're here strictly for the athletics awards uh feel free to exit the zoom and watch the remainder of the meeting on the youtube live stream uh david speer hi everybody i know nobody probably knows me um my name is david speer my son is right here erie oh spear you might have heard of him or um he's an entertainer singer and he's uh won his uh um talent show like two years in a row and he was one of the stars in woodrow wilson's um grease and uh i think he needs a haircut and i think we all need haircuts here but you know uh i'm looking at everyone and my hair is like boom and his hair is boomer but um i got to tell you man i want to tell you as a guy that's that's all i ever did my whole life was perform and not i wasn't the greatest student unfortunately but i have so much respect for you teachers and educators i gotta tell you man i i i really gotta i really wanna give you guys all the applause it's a rough especially today now it is so tough with what you guys do and all this stuff this that politically incorrect stuff and i gotta tell you when i went to school was different man i mean so you guys have a really tough and i even make it tough on you guys sometimes you know but i gotta tell you um my son plays baseball and he studies uh privately uh with a coach rivera and um clifton's got a great you know baseball team and um he's one of the he happens to be i'm gonna tell you a little secret he happens to be one of the strongest kids in america he just he dead lifted over 400 pounds at 13 years old and he's very strong and um but but i know somebody they might want him to play football but i'm not sure about that but i want to call talk for another reason i noticed that my son and i'm i'm he's right here i noticed his personality has changed a lot since this covert thing since no school i noticed not just him but a lot of his students um there's a depression that's happening with these kids guys um i don't have to tell you if you if you have children yourself i think you see it i'm not really good at teaching him stuff uh i'm not that kind of guy i just don't i'm not it's hard for me you know so i can't really sit here and and homeschool him like some some parents could he's he's really struggling a lot with this lack of school and not being there these kids are deprived of other kids he doesn't have any friends that he really hangs with and the only time they would is if they were in school together and i i don't want to i know that the last guy took my thunder and the kid really took my thunder but i'm hoping that we could start school again and maybe if he enters the talent show it'll be live and not on tape because last year they they did a a taped version of the talent show and woodrow wilson um i'm hoping that we can get if the teachers the teachers that are feeling safe and feel like they're they're okay with the covid thing we get them back into school and the other ones that are afraid i guess they're gonna have to figure it out but i would like to see the kids get back in the school and be get we get all of us get some kind of um you know normalcy again it's rough for all of us i mean when he has school i have to stay here with him you know uh and just you know i can't leave him alone here so that's my my thing i i will say i think clifton the school system i had nothing but great praise for when he went to school 16 for this and now um woodrow wilson the people in woodrow wilson are terrific mr healey you guys all know mr healey by a chance uh you know what a great guy man and then the vice principal's great there and they they they put a lot they're they're so nice to him and they're nice to me too when i go there so um and he'll be in high school next year so um i think i did try to talk to you mr robert robertosi right uh incidentally are your family from naples italy yeah are you guys because that last name is that's exactly where the family's from yes i know the dessert the ozzy the ozzy i know what that is because my family's has the last name of pintosie and uh so but you know i don't know if you've heard him i talked maybe i spoke to you or tried to a couple of times but we got to get these kids back in school man we gotta guys we all gotta sacrifice and get these kids back in school so they they're amongst their peers and we could do this guys we could do this together we could figure this out man you know um that's it that's my spiel if you ever guys need me to sing for you guys you got me anything you need but and this kid will this kids are going to be an up-and-coming star we hope thank you so much guys and um much respect for all you guys much respect thank you mr spear thank you very much uh mr smith i see mr khrushchek and a couple of students on here so would you like to speak mr khrushchev yes yes thank you uh good evening um my name is coach kruczek i'm the girls soccer coach i would like to start off with saying thank you to all the board members and administration for your continued um support this year we had a very young talented player who's only a sophomore making the first team all county for the past two years she received first team all league and during freshman year she received second team all week and county um this season she scored 17 goals and had 12 assists in two years she scored a total of 28 goals and had 16 assists which led us to being league champions she was also player of the week for the big north conference i'm very proud of this player and her achievements she's only a sophomore and we're also getting two years out of her congratulations leila flores thank you coach krusic thank you very much and thank you for all that you do for our students thank you just a reminder for for the athletes and coaches you can continue to watch in the live stream and feel free to exit the zoom i still see a couple of students here um mr smith next up is a phone caller ending in one three three six okay yes yes hi you're uh please state your name and address unless you're a student um my name is mrs nicole belinsky my grandson was just uh registered in your school was still waiting on the paperwork because me and my me and my husband just got cut um a written custody but we're waiting for uh we're waiting for um um custody to the court and uh his name is malachi manning first grade and we live at 638 christian ass okay ma'am is this uh the phone number you're calling from we can have someone from administration contact you can they contact you at this number yes they can okay very good we'll have uh someone from administration get back to you and uh and answer your questions yeah i've been trying to get in touch with um the superintendent i've been trying to get in touch with miss tremble i've been trying to get in touch with mr gengaro and um i've been leaving messages nobody has called me back yet okay yeah it was a tough week with the snow but i will make sure that we have someone from administration we uh get back to you thank you thanks very much uh next up is mr bruncia hi can you hear me yes yeah mark bruntjack 20 holly street thank you dr robert tosie thank you uh mr smith thank you uh the rest of the board for allowing me to speak tonight uh congrats i want to give a congratulations to all the students student athletes who have been uh named all county and uh what an honor and a privilege for them so i want to give them a shout out as well and uh this is just a continuation of what we've been discussing over the past few meetings it's very frustrating when you hear these students to be able to participate in group activities yet the students and the parents do not have an option to send their kids into the classroom when the cdc director just said days ago that the schools can safely reopen that a study from the cdc late from the cdc published late last month found little evidence of virus spreading at schools in the u.s and abroad when precautions were taken which is exactly what the school district did for those maybe five days that some of these schools were open back in october and this is the frustrations that you hear from the parents last last meeting they forced us to listen to you know having a referendum on a bond for kids that aren't even in the classroom yet and you can't how does anybody not see parents who are absolutely frustrated as a result of this we're asking for the parents to have a choice to send their kids in school the precautions are there that they're saying that they're they're wearing their masks inside the classroom in addition to having some sort of plastic barrier in between them as well you know one parent called last week she's taking her kids to therapy another parent called last week their kid is pulling their hair out while they're in in the while they're in there today mr spear if i got your name wrong i apologize he's talented his hex son he's losing his mind over here depressed and this is what drives people crazy and you know i just keep on saying i don't think anybody has a problem voting yes on this referendum but get a short date to get the parents to have the option to send their kids into school for goodness sakes and and i hope the board attorneys are are paying attention to this too because the neighboring district just had to just have to file a lawsuit for the teachers to come back in a neighboring district over here it's an absolute disgrace so this is what this is what lays ahead these are the difficulties and i know dr roberts you try to do as best as you could we're going to reassess over here so i'm asking if we cannot have parents have a choice to allow their kids in school i'm asking for the board to reassess this referendum to a later date when we can guarantee that the parents have an option of sending their kids to school that's what we're asking for these are mental health issues where most of these kids get the most of their mental health issues addressed at the school but they they can't go there they can't go there so that's what i'm asking for the board you guys are trying you guys are saying you're doing the best you can it's not good enough for a lot of the parents in august about half the parents wanted to have their kids go into class so that's what we're asking i don't know how many in how many different ways we could say it that's what we're asking for these other districts are opening up they file losses their kids are hurting themselves what is the health department going to say do they have statistics on the kids that have mental health issues as a result of these of this remote learning these kids are extraordinary these these all kind of kids that they're they're almost super human because of how good they are but what about the other kids who don't have all those talents they need something and their parents need the option to get them back into school thank you and god bless america thank you mr mr smith may i briefly um respond sure thank you sir um mr bronziak i i hear you i hear everything you're saying and as i mentioned briefly earlier to mr kiefer um i'm feeling very confident that we will be able to open up schools in a few weeks and it's not about whether or not our teachers want to come back our teachers will come back because they love kids they love their jobs but i want to clarify something about this cdc article that came out because this was a big thing the other day so the cdc did make this big announcement that schools can reopen safely but what people don't realize what the cdc said is that it's safe with several measures mask social social distancing hybrid attendance increased ventilation and expanded testing so the masks are easy the social distancing is easy the hybrid attendance is easy what is very difficult right now is increasing [Music] and ventilation testing we don't have the capacity to expand testing we're a school district we don't do that the health department doesn't have that capacity the only way to increase ventilation right now is to open up windows which is not optimal in the month of february which is why i believe a reassessment at the end of this month with a reopening in march is is a wise decision at this point and finally i understand people would ask the question how why would we vote to approve a referendum when students are in school but i would encourage everyone to look at this not in the short term this referendum that the board is proposing will make lasting changes in our district that will affect students for the next several decades not only that we can't stop looking into the future while so much of our attention is focused in the prison this covered thing is going to go away we're going to be back in school we're going to be back in school better air filtration and circulation is a major part of this referendum so our more efficient heating security vestibules modern bathrooms ada accessibility but all these things are one to three years down the road so it's not like hey let's do the work where kids aren't in school this is a three-year project that will affect our schools and our kids and our staff for decades so i would ask for those of you who are questioning how can we ask voters to vote on this referendum when kids aren't in school we'll be back in school before the vote will be back in school before any shovel is even dug into the ground to begin any of this work so i appreciate mr brunswick everything you said um and i anticipate and i'm feeling very confident that we will be opening schools in march thank you mr smith and i won't interrupt any more i just wanted to clarify that thank you dr rubitosi uh next mr mountain uh next up is manuela i apologize i can't see the last name it's cut off but manuela manuela orango manuela rango you have the floor all right next if you want to move on the next would be nelson andrade nelson andrade you have the floor nelson andrade you have the floor okay right let's go to the next one next would be uh just iphone whoever's logged in with the name iphone okay if you're logged in with an iphone if you would uh state your name and address and you have the floor okay next will be um i see mrs lieberman uh mrs lieberman mrs lieberman it's your turn to speak where is mrs lieberman oh there she is mrs lieberman uh it's your turn mrs lieberman you could uh just state your name and address and uh you have the floor if you're on mute you could talk okay just a reminder if you're just here to watch the meeting you can do so on the youtube live stream um the next participant is a phone caller ending in hi uh my name is jennifer pagano i live on avondale ave i've called in multiple times i'm calling for the same reason as mr brunsiak we are asking to please open the schools please open the schools you gave the parents an agonizing decision in the beginning of the year to decide are we going to have our children home or in person we agonized we made a decision you took it away all i'm asking is to give us that choice back i know dr robert jose you're saying that you feel confident in march that they'll be back i just i can't believe it until i see it i am the caller that called about her child going to therapy we have another therapy session tomorrow it's not great it's not going well my child was up all night last night agonizing because his teacher suggested that they might do a project where they make lava lamps but he can't do that because he's at work with me in a dental office all day he doesn't have the luxury of being at home because he have two parents that are essential workers and he comes to work with me so he doesn't have that luxury so my nine-year-old agonized and stressed all night over making a lava lamp because he's not in school it is not fair to these children that they are having all of these mental issues and i would like to address the caller that called in and spoke about me bringing up mr abu drabbo's children i did not bring his children up he brought his children up when he was responding to mr kanova i brought it up when he was minimizing it and said that they're bored i did not bring his children up get your facts straight because that's not what happened i am asking you please open the schools i know that it's a hard decision but these children need to be in a classroom they need to be in person in a classroom virtual learning is not the answer imagine math is horrible it is not the answer and dr robert tosie i wrote you an email regarding imagine math a while ago it's awful it hasn't gotten better my child is being told just do two lessons you don't have to pass them how do you tell children that it's okay to fail a lesson you just have to get something done that's ridiculous please please open the schools thank you mr mountain who do we have next uh celeste bethan court um miss bethencourt you have the floor if you state your name and address for the record miss bethencourt you have the floor miss beth in court last call hey mr matt we have anyone else uh no one's in the waiting room this will be it you know when else emotionally closed public recognition motion by the navajo second second by mr canova okay uh unfinished business um the appointment to uh the new jersey uh school boards association alternate um i will be taking the alternate since no one else uh wanted to do it so [Music] mr casper you're the representative and i am the alternate is there any other unfinished business seeing none next uh now under education administration we have one through six do i have a motion second the movement mr casper's vice president abu drabo discussion mr mr president um i have a question on e a that's ea six that would be a second reading of the policy um i have a number of concerns i wrote to the president and to the attorney um i think it should either be able to go back to the committee to address the concerns in general um i don't want to see any policy that's going to create a lot of confusion um the question is does it short the powers of the president does it short the uh the ability of a board member to put a resolution um so it's kind of i understand what it is i don't have a general problem with it but i want to make sure we're not creating um conflict in language here policy versus what uh the what rights are there or abilities to do under the current situation so mr mr president mr daily that wasn't that was the standing language that was on that we changed i think a line in it i don't have the um the original one we talked about the only thing that was changed in this policy was about um board members going through administration to talk to vendors or um people because that's that's standard of what has to be done all that other language has been standard in this policy for years we never changed anything else this policy was like this yeah the the the item i'm looking at here in our first reading is the ad-hoc committee will be automatically destroyed upon submission by the ad hoc committee of its final report to the board okay that's what i'm talking about what the intent was if all right what the intent was due to the fact that the uh when i was chair of the legal committee i wasn't we weren't able to finish our work um so i did some research on ad hoc committees usually an ad hoc committee is released after the final report goes to the board they issue their final report and that's it and then they're released that's the only thing that we put in there the committee agreed upon it uh it did cause a lot of hardship on myself and the committee because we went back and forth with emails it needs to be stated because it's not in there it's um it's a gray area uh there's a lot of gray areas and and robert's rules of orders doesn't speak to it so we wanted to make it specific that when there was a release of the committee it's just a simple phrase is that it's not tying anybody's hands it's just saying that upon final report of the of the committee then the committee just spans and they go away because the ad hoc committees are the purview of the um board president of the board president committees are supposed to be voted new committees are supposed to be voted on when they're formed via the board i don't i don't have a general uh issue but i do want to make sure that the wording here does not obviate the powers of the president or the ability of a board member to move an issue they had no intent to do that jim it was to finalize the process because there was a lot of argument via emails that the other board members weren't apprised of on the on the legal committee and you know what that's what policy is for the one of the most important things that any board member needs to learn as a new coming to an older board member you we we are run by policy so you could be on any committee in the world the most important policy your most important committee in the board of education is policy it sets the way it sets the tone and the only reason why i brought this to the committee is during the course of the year there were several faux pas that were going on and we brought them to the committee and the committee actually worked on it in the last three years i can honestly say being the chair of the policy committee i think for nine years the last three years it was the was we actually got work done we actually got true essence the last two the last year and a half since dr robitazi has been in our our lead we actually had work done i mean we were flourishing before then we were always stifled because we would get to committee with the new idea and it would be two votes to one and it wouldn't move forward we voted to have the policy book years ago renewed and uh updated and looked at and revised and researched by school boards we had it done we spent all this money and then they never got instituted so when dr robert does he came here as the pr as the chair of the policy committee that was one of my major concerns of him that we had a ton i i can't even remember dr roberto how many was that it was like it was it was a we had a stack of policies that were outdated they weren't in they weren't in um in condition so with it with his help we got it done and the board is actually in a good place and you know when you don't update your stuff it and you don't do certain things it all goes against new jersey cusack when you're not functioning so this was just to make a final ending to a process that was confusing all summer that caused a disruption in the force as i would call it and a disruption amongst members and it was just to say okay this is what the committee does this is when it ends and that's it and it's not tying anybody's hands it's just saying when the when the committee uh recommends its final report they're done they do this on every level in this from this from from local to to state to county to federal that when when when a um a committee is done they they finished their report and the committee is released out of charge it was just finalization because everybody on the committee was was for it nobody had any issues on it at all well i i just want to make sure is that that's because it is a statement and it raised some questions where it could go so i'd like to have that address maybe you could put it a little bit additional language that does not obviate the powers of president or an ability of the board member to raise an issue um and that and you can still have that language i have no problem with it if you could just send me the email with the information and then uh we'll present it when committee finally meets okay thank you very much thank you so motion to uh to set taylor's back to committee and they'll send another um first reading at the next sport meeting right number uh excuse me mr president i don't think it would go for a first reading it would still go for a second what we need to do is we need to revise it and then we bring it back to commit we bring it back to the board whatever okay but thank you okay motion uh to table um uh ea six it is as long as as long as the um mr casper who motioned and mr abu drab second are okay with that then we can do a straight vote i'm okay okay motion the table roll call to table so we're doing just a table not not one through five one table on six first okay no problem all right mr abramo mr awad miss bashford yes mrs beltran yes mr canova yes mr daly yes miss danny yes mr casper yes mr smith yes okay ea sex's table just clarify thank you for indulgence [Music] all right so now we have uh a uh one through five there was a motion and a second on that is there any discussion on that seeing none roll call mr abu drabba mr awad yes mr bastard yes miss beltran yes mr canova yes mr daley yes miss danny yes mr casper yes and mr smith yes okay next we have on their personnel we have resignations retirements legal of absence maternity leave of absence amendment leave of absence of maternity leave of absence amendment of appointments additional appointments for the 2021 after school programs additional appointments for the 2021 pbsis team members athletic paraprofessionals student teacher practicum observation placements conference request substitute appointments and personnel appointment do i have a motion for uh one through fourteen motion second second by vice president abu drabo discussion seeing none roll call mr abu drabo yes mr awad yes miss bassford miss beltran yes mr canova yes mr daley yes miss danny yes mr casper yes mr smith yes motion carries hey under uh financing facilities we have certification of budget line item for the accounts we have financial reports for december modifications to the 219 2020 budget and the claims list so i have a motion one through four so moved daily taken by vice president discussion yes mr daley yes miss danny yes mr casper yes mr smith yes yes motion scary okay next we have board member comments um you went first last time so miss bassford you're up first yes um good evening everyone um first off i would like to wish i would like to wish uh congratulations to the the winners of the um i'm looking for my notes the usmc fit at home congratulations to all the members all the all the team players that won the cross um country first team my deepest and sincere condolences um from myself and my family go out to mayor james anzaldi and his family on the loss of his brother ross may his memory be a blessing to all of you and may you find peace through these dark days of um of your grieving um secondly um i'd like to thank all the speakers from coming up and i'm sure um as long as i've been a board member things were never addressed by our superintendent and i really like to say thank you to dr robertosi for actually looking at the people and maybe i i don't know if i'm putting you on the spot but maybe when you you have your um your prayer view to speak you can speak about what we're doing for the mental uh well-being of some of the students um it's a concern to me i keep on bringing it up to you when we speak or whenever i have a chance i'm a little i'm a little concerned about it and um that's that's one of my worries about the mental well-being because everybody's suffering from every other way um two weeks ago at a meeting i asked for minutes of the diversity committee i haven't heard from anyone i'm still waiting on that uh two weeks ago i had an open discussion and i um i objected to something um so the next day the friday after our meeting i took the time to research something and i called two parliamentarians in the state of new jersey i had to dig them up on the internet and i found i found them it was it was a little difficult to find parliamentarians and um i'm gonna apologize to mr watt i didn't want to call you out it wasn't about you it was about the process i i'm as my daughter would tell you i am very very very um i'm very strict when it comes to processes because without them we have chaos we have chaos and wherever i am whatever i sit on whatever board i'm in i i do do that and i apologize to you if you if you thought that was going after you it had nothing to do with you so when i spoke to the palmentarians it was about the word member and that's the gray area and my issue was that all along for the years that i've been on this board 10 years anybody that has voted on meeting minutes that were absent always abstained because they weren't here to witness so being that you weren't a julia uh duly um sworn in member of the um the board i just took that to be you know like everybody tells you error on the side of caution so i figured that was the right thing to do um but i find it a bit confusing why it takes to monday morning after the meeting that i get an opinion from the attorney and i'm upset because if we're gonna have opinions or we're gonna have debate and that's what these that's what this is for like like the one caller that called in we're all allowed to have our own opinions and have our own sense of direction and our own our own voice because if we were all the same we would be robots and it would be boring and we all bring color to this board with with different things that we do so um i'm gonna yeah i'm gonna say this out loud is that when there's a question it should be answered right away so there's no debate that there's no there's no there's no um misunderstanding and that's why i get upset is because the only time i see the legal counsel get up on their chair is when i speak that's not true it's on tape okay so um and once again i hear somebody in the background so i don't know what it is so the words that i've learned was gaslighting trust professionalism and i i must i must apologize to anybody out there that i have been a part of unprofessionalism and thank you to all the speakers but thank you to the one most special speaker that came tonight from the class of 2008 samantha basford um samantha is my um is my voice of reason she watches the tapes she watches the meetings she'll call me up the next day and beat me up unmercifully she is my biggest critic and she'll tell me when i've done something wrong she'll tell me when i've done something right she'll tell me when i'm when i'm i'm absurd and i have to tell you samantha i am most proud of you tonight you are a product of the clifton public school system and for you to sit there five minutes before the meeting after you watch the tape and write that little speech bravo my dear money's well spent on your education for all those years that you were from kindergarten to 12.

so a good example is the dodd you know roof project that's 750 000 we cannot wait to do that you know because it's going to continue to leak and the dodd building presumably is going to be online for a minimum you know of of three years depending on which scenario is approved and then in one of the scenarios dodd remains a swing space for elementary schools as some of the elementary renovations are done so you know we did scrutinize this for you know items that can be pushed out and and we did that's how we got from 5 million 240 down to 2 million six hundred fifty thousand so i would say that these projects are projects that really do need to to get done um including the district laboratories which if if we're doing a district lab and this has primarily been done at norton and doolittle and we'll probably some probably most of this 250 000 will be spent at too little you know do little right now and the scenarios we're looking at would be renovated but if these bathrooms were recently renovated probably won't touch those as part of a more broad renovation that do a little you know whether or not that happens i can't say with 100 assurance but i think that would be taken into consideration thanks andrew tim had his hand up earlier i'm sorry tim i just saw that yeah thanks anthony uh just with regard to your point about the smc you know moving forward a few weeks ago when the planning committee met that was generally my point which was to say can we sort of create another bucket of these items which are frankly you know could change depending on directions that the sme smc takes in the next few in the next few months but we we're going down parallel tracks right now with the annual capital budget and the smc but we have some flexibility in the next few months to make changes in our decisions and that was really the reason i asked to change that 5.2 million number to something different and it ended up coming down to about 2.6 then question for you yeah these projects town council referendum thresholds five hundred thousand dollars correct if aggregate if if in aggregate uh spending exceeds five hundred thousand dollars it goes to referendum how many referenda questions do we have baked into this so the there'll be three that would have to go to referendum assuming the board and the council approves it the first is the 500 000 for the cheshire high school window replacement project continuation also the 750 000 for the dodd roof is the second one and the third one is no actually the yes i'm sorry the 175 would take us to referendum because the appropriation of 400 000 last year plus this 175 takes us to 5.75 so that would have to go out for voter referendum as well okay all right thank you any other questions for andrew on the planning committee andrew do you have emotion i do have a motion now i have to read the motion in all subsequent years correct yeah the motion is brain sure okay the motion i moved the cheshire board of education approves the five-year capital expenditure plan for improvements to current buildings in the total amount of three min 37 million 728 thousand five hundred dollars with annual allocations as follows twenty one twenty two two million six hundred and fifty thousand dollars 23 7 285 thousand dollars 23.24 10 million 675 thousand dollars 24.25 6 million 656 000 and 2025 through 26 10 million 462 500 thank you andrew i didn't even ask you is there a second the faith was ahead of the enemy campaign sorry so the motion seconded any discussion on this motion i know vincent uh andrew and tim i just give some detail behind us seeing as there is no discussion thank you the uh the motion is great adam my comment wasn't that important actually could i guess it could have been any i just wanted to see the planning committee uh for going through all of these uh all the plans have been put forward and paring it down a little bit to what is necessary for uh next year uh because of the pending smc uh decisions and anything to decide after that so um thank you for doing that can i comment on that and just our hope is and i know that moving forward with the planning committee we're gonna know what that plan is so it's gonna make these decisions moving forward for the next five years a lot easier um so this has been i give catherine and um tim a lot of credit i mean this this was hard to do we don't want to pare anything down we don't want any of our buildings to fall into any sort of state of disrepair but knowing that there's big changes on the horizon this was this this was the best that we could really come up with catherine did you want to comment no thing no i think everybody's yeah no thank you i had your hand up just it's a practical question so several of these items have to go to referendum when would that referendum be november and when do we anticipate this the modern november okay okay timing standpoint we'd have three projects these three projects if the town council moves along plus whatever comes out of modernization okay heavy lifting okay uh before we vote on this uh jeff is there any public comment on this motion i think we wore everybody out during the other budget it seems there is none uh the motion is move that cheshire board education approves the five year capital expenditure plan for improvements to current buildings and a total amount of 37 million 720 500 with annual allocations as follows 2021 to 22 2.65 million 22 to 23 7 million 285 000 23 to 24 10 million six hundred seventy five thousand twenty four twenty five six million six hundred six million six hundred fifty six thousand and finally 25 to 26 10 million four hundred sixty two thousand five hundred all those in favor please raise your hands it is unanimous thank you i do again i do want to thank vincent and planning committee for having a number of discussions on this and getting into such a great state first of all thank you and um again these budgets are never easy i can't imagine on time the the district spends preparing these let alone the time to spend uh answering our questions so thank you everyone uh on both budgets uh as far as the rest agenda there is none but before we want to just read a couple upcoming meetings uh the next board of ed meeting is a curriculum meeting which will be on monday february 8th at 7 pm there is a calendar committee meeting which is wednesday february 10th at 4 pm and we have a board of ed business meeting thursday february 18th at 7 30 pm uh it's also worth knowing that we have a school modernization committee meeting february 10th i believe to do some further discussion analysis on the the remaining two options that the committee is working on and i i hope that folks tune into that and i hope uh folks if you're watching you're aware of the survey that the modernization committee is conducting and you participate in that um but that being said uh again i want to thank everyone uh those watching especially the board and and the entire staff helped put his budget process together i know uh it's been a long two months at least on this to say the least thank you and uh look forward to hearing back from the town and the second part of this when we get into more discussions with our town council on the budgets which i believe is april that time frame and those dates will be published when the town council begins deliberating this i'll let you know so that being said do i have a motion to adjourn catherine seconded by adam uh all those in favor thank everyone it's unanimous the meeting is adjourned please be safe and enjoy what's left for the rest of your evening thanks

you'd have to look at the the the big picture um whether the whole thing makes sense so just one point in general like what's going through my mind on where to place them would probably be sidewalks i i think it has a certain benefit you know when it's raining out now it's sunny out people want to walk in the sun but when it's raining out it's to me at least it's a little bit more annoying like oh i'm getting soaked covered walking covered parking covered walking i think could be nice just getting in and out of your car airport there's a certain benefit to that right if it is raining you're getting out and the rain the snow is not getting in your car while you're trying to organize yourself or get situated right um the one other feature you often see with these types of carport canopies is electric vehicle charging stations so they they integrate well um they're good things to have and you could typically assign premium parking um preferential parking near closer to the front door with a charging station so something else maybe to consider um i mean that in and of itself doesn't save you any money but but it's a nice feature yeah i mean i in terms of like the global energy transition we're undertaking i would love to see those offered as adders if we do an rfp just to have that included as an option okay okay sorry making notes all right so adding the second one then takes you to something like 34 percent um i can go back and i can look at these additional areas that you've identified um the straight runs are are simpler to implement so i can look at space along this section here the one thing uh the one thing i'd like to add is uh that's not shown in these satellite photos is the uh circle the week's road circle what a call is uh was clear last summer so that is our in the center here week's road yeah it's the drive the parent drop-off circle okay like so that would be right now it's clear-cut yeah i think you should add that area too michael okay all right i mean rich that buses don't use that crack that was that's just parent drop off over there that's correct yes the intent of the clear cut was the phase one approach to potentially reconfigure that area for additional parking because highland highland is you know highland is we don't have enough parking there right now so that's why do you see you're gonna you're just gonna level that and turn it all into parking where that that the circle is now yeah to to some degree yeah it would be re it would be reconfigured to allow for more parking um that's why i mean it's more it's more attractive whatever whatever option we select or whatever option the board selects you know that we also you know additional parking in that and that that to the solution would help matters significantly then is that in our 2.6 uh budget coming up or in the year no it isn't right rich nah i think uh if it were it was uh moved to the right yeah no it's not there okay so do you want me to look at a potential ground mount system here or a parking canopy type structure yeah it wouldn't might i mean it's up to the board it wouldn't hurt i mean my my thing is with what you're saying though is that if that's going to be turned into i was a highland parent i know the parking needs there and if that's going to be turned into a major surface parking lot which that school desperately needs i'd hate to encumber it with a solar array and the existing layout all right i mean roughly um that would add another 70 or 80 kilowatts roughly um so i mean it's still it contributes to the site energy use but it's it's not huge okay leave it on i don't know how if tim and catherine have another opinion but i mean it's easy enough to do a layover okay so i can go ahead and do that that's fine um okay uh doodle catherine do you want to add something no okay basically energy usa too little is about um 300 000 kilowatt hours a year the approximate the location that we're looking at would be a canopy carport along the road here uh the target sizing is about 200 kilowatts ac nameplate and based on the size the area available that's achievable so you could in principle with a system of this size achieved 90 percent uh and 90 was said as a conservative target um 90 of the facilities energy use through an array of this size um this may be a bit wide elements of that could be relocated um to the adjacent parking or this could be downsized but the the one is that you can achieve pretty much all of your energy needs um not demand but energy needs through this single structure now that i think is good yeah that one now that now we're talking michael now we're talking all right and that's the one yeah i mean and that would offer coverage for those cars i mean i don't see i mean rich from an operations standpoint yeah i'm uh i'm not a big fan of carports i'll tell you that right off the bat um i think ultimately like the police department uh project was a good example of uh people thinking that that was gonna be a complete uh covered enclosure which it really wasn't so really the panels i had the roofing structure and there's gaps between the panels so when it's raining or snowing it's not an entirely weatherproof structure i would think that if we do a car porch type of structure for here then we would not follow that that design protocol um in this particular case uh this is another high traffic area um i would think that um the utilization of a ground mount system along oak avenue along that property line if you slid that over and rotated it to towards oak avenue that that that area is really not utilized so we would we would save the ball field we would have enough clearance for the outfield and be able to do a fenced in ground mount system right there along oak avenue i think it would be more cost effective than having to construct a canopy um so maybe if you could mark up this slide and send it back to me yeah but but roughly what which what area are we talking about running parallel to where you where the array is now right so oak avenue looking at slide 25 oak avenue is uh north south it's marked i think it's marked okay there's a fence line there right now all right so in this area here uh i'm looking at this i i can't see because i'm looking at your presentation on a phone a north south array a north south array running parallel to the north south road right and that would be like that would be in the right being the right uh inclination as well all right so you could this is um i think it was about 15 000 yeah 15 000 square feet um that gets you to the 90 energy use it would be about that same amount of area but distributed um it would actually be bigger um because the modules would be further apart but i could do a layout you might have a little bit more flexibility there certainly it would be less in the way of cost tim thanks andrew yeah i'm just wondering michael uh whether it was oak forget about oak for one second i'm just wondering in general why you would use the north south entrance of doolittle rather than the east-west entrance of doolittle unless you're only looking at these pictures and you're not clear that the there is there's an east-west parking lot sort of if you took that blue line use the um southeast corner as the fulcrum and rotate it down there's a parking lot that actually has an entrance exit all the way to that north-south road you can see the sidewalk in the visual and i'm just curious why you would not suggest an array over that sidewalk that east-west sidewalk because presumably if it's facing south it will produce more kilowatt hours per panel thus reducing the cost per kilowatt hour so i'm just and then i'm wondering if you could hit the 90 and kind of use that space along with the space that rich proposed and rich i'm not talking necessarily about a carport i believe that uh that sidewalk you know that's adjacent to the parking but you could just put something right over that sidewalk there yeah you wouldn't have a lot of area though you're talking about this sidewalk yes yes all right is that a bad idea yeah i mean i think i think i know what you're saying tim i think the only thing that would prevent that east west uh a rag would be the tree line to the south you'd have to assess i'll assess the height of that tree absolutely yeah how tall do you think i'm going to say uh 50 60 feet yeah i think there's standard maples that have been there a while all right all right but at this point the alternative would be in this area here in clear cutting no no he's saying parallel to the blue line mike so of the corner of cornwall and oak avenue so in the outfield of that ball field is what rich was saying before right along oak avenue along right field okay these are very easy layouts to do and to see how big they need to be and um what they are how they'll perform if somebody could take this and mark it up and send it back just so i'm clear on where they go okay all right um so this one this one was at 90 um norton uh what is the lowest of the energy consumers it's it's comparable um to doolittle it's in in the same ballpark 285 000 kilowatt hours a year um there is a quite a seasonal variation um even excluding the covet variants in um and so this in combination potentially with some limited amount of storage could be an interesting alternative um the issue was is so this these were the two marked out spaces that were to be considered that's the perspective and the 2d view the target was 190 kilowatt ac name plate um taking this in two steps the first assuming this is a ground mount system in what looks like a paved area um this by itself will is about a 72 kilowatt ac name plate and then looking at the roof adjacent to it that was also marked as a possible candidate um that adds that that gets up to a total of 96 kilowatt ac nameplate the reason that the roof does not add a lot um is that there's a mechanical equipment and drains and setbacks around the perimeter that you have to observe um and so you don't get as effective space juice out of the roof as you do out of the ground um the combination of the two the single ground mount can get you to about 12 percent of site electrical energy and adding that one roof section gets you to 17 of say electrical energy um other alternatives you know like any of these other sites if you wanted to look at ground mount parking structures canopies other areas um i only extended this far on the ground now that ground now could go further up i don't know where the property boundary lines are so those are all other alternatives so i'm wondering for me personally similar to the high school i'm not really that interested in doing any clear cutting for this but what what i'm wondering about is and we're undergoing the school modernization it's possible that norton got expanded got changed but i i'm just speculating that if anything that expansion would probably be heading out toward the back rather than out toward the front and if if if that is the case then i'm just wondering about basically like the front parking lots what's what's possible there um so where are we here yeah yeah um that's that's a possible as well and the utility entrance is here so it was over toward on the west side of the parking lot they'd face east so i don't think the shading would necessarily be that big of a problem for that okay that is off of north brook brookstown yes okay okay these preliminary evaluations are easy enough to grow um so we can we could quantify you know lay them out you could get an idea what it would look like and what it would produce okay um this area here i interpret it as being um paved but it was marked as available so there would not be clear cutting associated with uh is that still a viable space this one here i knew nothing about that area back there i've never been back there tim ben no yeah i mean i know it it's just my only thing goes through my mind is the smc i mean something could happen at norton and i don't want to yeah i don't want to create a you know do a structure now that gets torn down in two years and that that's what are you kidding me that's just not going to happen that soon right not right no you know what you know what i'm saying the point the point i mean these are 20 a ppa which is what we would probably do is a 20-year contract okay the smc is looking at a 10-year window so it just they they can flick i mean but i just don't think i don't foresee anything happening in the front parking lot i don't see new construction going there because we still need parking no but tim i mean there's been discussion about how norton is one of our larger properties and has a great development potential in the rear of the parcel yeah yeah um so if the rear is developed let's just say just being crazy into a new elementary school you never know what that front is going to turn into if you lose field space in the back well i guess so but there's i mean they still you need parking for teachers and there's it's it's basically sidewalks with very little uh green space other than the playground there's really there's really not much there it's not right a little bit but not much what is this weight space here i was curious oh okay of some sort all right so you want me to take a look at a layout here i guess so but i have a question if we can't get to something close to 90 percent oh okay that's right go ahead go ahead i'll check i'm just wondering is there is there it does not make sense if we can't get a bigger no um anything you anything you do will save you money most likely i mean in general the larger the systems the lower the relative cost so if you were interested in that megawatt system at the high school it would have a very very economical implementation because of the scale you get economies of scale as the systems get smaller they get relatively more expensive cost per kilowatt to install the systems and 90 is as a limit to make sure you don't over produce so if you make more energy than you use on an annual basis you lose basically if you're paying somebody seven cents a kilowatt hour and the utility compensates you at three cents you lose yeah and so that that's the purpose of that ninety percent okay all righty okay so just some overall conclusions possible next steps so um i'm assuming the clear cutting at the high school is out okay yes okay um do you want to consider any other areas at the high school can i ask the committee a question why is the is the uh reluctance to clear cut due to environmental concern or cost love of trees okay for me it's probably combination of cost and environment it's more environmental yeah just a rough order of magnitude costs to clear and grub an acre of land is roughly between six and eight thousand dollars so okay just so you have that really early how was that is that property sloped is it relatively flat for the high school yeah down towards the footprint that footprint wouldn't be that big because of uh the changes in uh an elevation you know it would it would it would be a reduced it would be a reduced footprint okay so it's environmental for me can't be replanted just as a reminder well not in that spot though if you're putting solar panels wow you know that i mean i'm going to add one thing to kind of rich's point um i mean what's amazing is in that that area of land you can't produce enough energy to supply 90 of the high school and you know trees aside that is not an area that is being used or contemplated for use it's close to the to the linear trail and all that but you know that's why it was identified as as a possibility so i'm not challenging what the what the committee's decision is but you know it is pretty remarkable that it's there and available and you could produce quite a bit of energy and then from that elevation you wouldn't even it wouldn't even be visible from the linear trail okay so i mean i could be outvoted i don't you know it sounds like the committee was pretty unanimous on on you know not not doing anything the benefit of it is about 75 000 a year [Music] yeah you have to weigh it i would just be interested to see what that development cost is i mean you're not going to get somebody to build that i mean who's going to pay for the site clearing the leveling i mean you can't just go out there and put it on a slope you'd have to level all that property and then tie it back from there into the high school power grid that's all that's not baked into the cost i mean it's a 20-year contract it's going to cost i don't know it might be you know 3 million for the epc the um the procurement i forget what it's called um it could be yeah i mean the the site at the at the dump i think solar city was three million dollars for one megawatt there there would be more clearing involved here but it would still like rich was saying it would be relatively small next to the three million dollar cost for the hardware and the labor of installing it i don't know that's i think that's correct i i just my personal feeling is the environmental i just i don't really i clear clear cutting it's not something i personally want i also think that uh i suspect that i don't know i i yeah i get it i understand the economics i appreciate the economics of it but environmentally i'm not really i'm not really prepared to go there at this moment in time okay i'd like to see something happen especially when you know modernization is saying eventually we're gonna have a brand new or renovated as new high school and we could cover the entire roof as designed with solar panels and generate ninety percent of the energy needs for the school and not all that woods right um the numbers were um 128 000 square feet would get you to that 90 percent based on current energy use so just just i mean that that's that's a valuable piece that comes out of this preliminary sizing how big does it need to be this is fairly optimal arrangement as well so this this this the way that this was laid out i mean you do this if you if you have a new high school um yes okay so um all right so let's see i gotta jump off of this meeting so it can if you give me three minutes let me just go through let's let's agree to what what you'd like to do next um do little with that single canopy can also get to 90 essentially you can get to zero net energy um within margins so that you don't over produce at doolittle as well um and that was the one either rearranging that single straight canopy um or breaking in into a couple of other pieces uh the other two facilities will get you partial coverage um and the other thing that there was a question on uh i think tim was from you was the use of storage and so based on being able to get rate 27 or 837 interval data from the utility uh we would need permission from you to have them give us that data we could look at what an optimal storage sizing would be to try and address demand and demand response at these facilities and so these are all possible next steps um in addition to any of these other individual areas at the facilities that we've talked about as assessing so other other requests or other next steps that you're interested in so it sounds like um some further explanation exploration at highland and doolittle are are the next steps and the storage i mean if there's any you know any type of authorization you need you know michael we would provide that rich and i all right okay so we wanted to refine the analysis at highland and google if we could do this if somebody can mark up this slide set and just send it back and i'll take a look at these additional areas yeah rich and i'll take ownership of that michael okay excellent all right go ahead i'm sorry i know anybody else have anything cause i know catherine has to go yeah i just the so we i just want to take in the context here which is the we expect that eversource will open up the rfp in april so we'll be moving down a path keeping that in mind yeah and that could be done independently so just very quickly um there are two or three potential paths you could follow if you wanted to own this equipment which i don't think you do you could put at an rfp for a qualified developer um go through all the normal musical procurement steps um and get a developer that would do full design development implement it and then you would arrange financing or they would offer it as a power purchase agreement um i don't know if you have looked at options through the green bank but that's a similar parallel path where they would offer a power purchase agreement they have partner developers that would then pick up the details of the design development and they are capable of offering fairly attractive power purchase agreement rates uh we're working with with them on another town right now that their rates are very very attractive um so that that that's another one so outright ownership of the equipment an rfp that would lead to a ppa or possible contact with the green bank if you haven't already done that administratively is the green bank the easiest route um they were a lot auction um they would handle finding a partner developer they consider a range of different developers and so they qualify their developer partners um they have other partners that help do the analysis and the pre-development um so that would probably take a lot of the load off as far as going forward probably the most strenuous would be if you did an rfp and intended to own the systems outright right that's the other end of the spectrum so i i guess my my concern is just moving forward expeditiously you know hitting those like the april time frame if we can keeping you know administratively minimizing uh vin's time put on this and then the last point is for people who are watching at home the green bank is this basically it's a state agency it's a quasi-quasi private entity yes yeah so i mean they're they're independent and they go out and they prevent the vendors the installers so i think that's what you're saying michael use the state agency to yeah right and i have seen i've been interacting with them a bit and i have seen they have offered ppa rates in the five six uh well six cents a kilowatt hour type of range it again it depends on the specifics of the uh of the systems ground mounts and canopies are more expensive than roof mount systems um one one note on the z-rec auction um the auction opens in april most likely closes in june um awards would happen probably in a july time frame and if you are selected for an award there's a performance assurance payment that's due within 10 business days it's not an onerous performance assurance payment so as as far as um reserving the ability to get xerax bidding into the auction there is enough time to work it um and then the the connection date can be i think up to 18 months out from the award so there is time to work it it's not like an april cut off is there anything that we would need to do tonight or the full board venue was anything the full board would need to do um in the you know for next steps i would say send me the markups on this on the site let's do one more pass on site evaluations we'll talk again um you can think about whether clear cutting at the high school is definitely out or maybe out um and i'd say at a next discussion [Music] we can look at specific paths forward whether it's an rfp or the green bank um or or whatever okay yeah so you don't need any committee action tonight i think you know there's consensus on what to do next you know to to try and narrow down to what you know what the desired path is right i'd say this was more for information and update on how how big things can be what what works what doesn't work okay michael how much time do you need until you can come back to us with the um requests from tonight's meeting where did you meet again um we don't have another meeting in the books right now so um you're gonna be ready based on where we are two weeks would be sufficient to do these next refinements and talk about what you'd like to do next okay we could set a meeting out in a couple weeks okay okay anybody else have anything i do not here i know i have a all right thank you michael thank you rich thank you michael chicken thanks everybody see tonight in a bit okay

so that makes us cautious as a school district because any deficit at the state level of course means less revenue for schools as we move through those years so we need to keep in mind there is a possibility of not only our declining enrollment affecting us but also but budget deficit at the state level matt yes ask you to pause for just a minute i apologize absolutely board members computers died kylie has um gone over to try to restart it but i'd like her to be able to hear the entire um presentation absolutely uh would you like me to go back a few slides yeah go back to that that's just say budget yeah and as soon as we have her back into the into the open session we can continue great i will pause thank you sorry it's a good point that you point out that the next couple years that you're gonna have a reduction in in revenue yeah that's that's a concern okay you mrs zappara yes mom we still have um two board members that now are not connected so we've got i.t room still streaming so everybody be patient technical difficulties happen and and we turn the corner every time can i get somebody to set me up with the wi-fi here on my cell phone because i have a very important text that came through absolutely i'll walk down okay all right we're back one second renee's not here now she's walking down to maria yeah and we're waiting on he wasn't plugged in and it went dead don't feel bad don't dennis i can't have this father don't worry about it yeah i hate this morning get get it so [Music] all right i'm back in the house let's let kylie get back as well and then we will thank you so much i think the cold freeze got the wi-fi okay kylie is back um matt's not oh matzia we were just waiting for jason who's been running around making sure everybody's connected but yeah it appears that he's down now as well next door i'll send um some help all right welcome i gotta close that door he'll be right there we do have some i.t support is heading down to help out mr so right now yeah his uh his screen's dark me oh there he is [Music] thank you okay are we back are we all back now mr schulenberg will you continue your presentation please i'd be happy to thank you so getting back uh to the budget presentation this slide is a quick snapshot of the state budget a couple things to bring your attention to over on the left you'll see governor newsom has proposed resource increases of about one and a half percent next fiscal year while expenditures increase by five and a half percent at the state level uh in their general fund budget summary uh he is also proposing a significant deposit to the state rainy day fund uh to fund up to 16 billion dollars in their rainy day fund and he also is proposing to fund a significant amount into the public school system stabilization account uh up to approximately three billion dollars okay this particular slide represents the revenue projections all for previous years illustrating the surpluses as they true up the prop 98 for the 1920 and 2021 year project the revenue surplus in 2122 and also at the state level the deficits that governor newsom and his team are projecting in the 23 24 and 25 fiscal years so one thing to note as we move through the next budget cycle 2223 we not only have declining enrollment that may adversely impact apple valley unified we are also faced with the possible budget deficit at the state level which in turn typically means less money for school districts this particular slide prop 98 it talks about test one test two and test three and those are different funding mechanisms within prop 98 we have been in a test one environment for the last three fiscal years and school services and the legislature are assuming a test one environment 2122 school year establishing the prop 98 minimum one thing that the state does when they do a budget cycle they look not only at the current year which right now is 2021 they look back a year as they are projecting also revenue in the 2122 so these are the yearly impacts to the prop 98 guarantee they're going back to 1920 and truing up to ensure the state meets its constitutional obligation and increasing the prop 98 guarantee by 1.9 billion increasing it in the current year by 11.9 billion and then that another 3 billion increase in the 21 22 school year and this is what the prop 98 guarantee looks like over time so you'll see those are the adjusted amounts for 1920 2021 and 2022 based on the governor's proposal and what that turns into us for the 21 22 year is the governor has currently proposed what he's calling a compounded cola uh for the 22 school year of 3.84 applied to the lcff now unfortunately he is not proposing that cola being applied to any of our other special education and other categorical programs they would see only the one and a half percent statutory cola that is currently calculated for the 22 school year so the loss of revenue for leas including apple valley unified that occurred in the current year 2020 21 with a zero percent cola will not be recovered the prop 98 reserve deposit that public school stabilization account that i mentioned earlier is one of the conditions that um goes toward these four conditions which in turn activate the reserve cap on school districts it is uh at this point it's the belief is that all four conditions will be met uh the last being that um the last being that public school stabilization account deposit so what we are faced with the possibility in the 2223 fiscal year is that our district will only be able to have a reserve of 10 percent uh so we will have that cap on reserves now historically this would have affected apple valley unified so fortunately or unfortunately our ending fund balance we have spent down over the past several years and are currently projecting a further spend down on an unrestricted ending fund balance in the current year and the next two or i'm sorry in the current year a slight surplus next year and a fairly level into the third year but we are under that 10 threshold in the current and the next two years according to our current projections we of course will update our projections as of first as of second interim which i will be presenting a month from now um at your march 4th board meeting um but it there are some tools and methodologies we have if in fact our ending fund balance does exceed the 10 percent but where right now we don't believe that's going to happen with our current projections a little quick talk about what that cola will do for the lcff that 3.84 compounded cola you'll see we'll take the 2021 base grant and increase it and then you add the grade span adjustment in both the k3 and 912 grade span to get the 22 adjusted base grant per eda for next school year now this particular chart is true across all school districts in california the adjusted base grant per ada is what all districts get this particular slide is where the differences come across the lcf funding this is the supplemental and concentration grants and how they're calculated based on the unduplicated pupil percentage or the upp now keep in mind those are students who are english learners free and reduced price eligible or foster youth apple valley unified currently is right around 70 71 percent upp a little lower than some surrounding districts but slightly higher than the state average so our supplemental grant that per ada number you see in the k3 grade span is we get approximately 70 percent of that added to our base grant in that particular grade span and then of course that's applied on down in each of the grade spans you'll see the concentration grant is your upp above 55 so that for us that 4415 in the k3 grade span we get approximately 15 of that amount because we are at approximately 70 so we're about 15 over 55.

and i thank the board of education for allowing my daughter to have that face to be that well-spoken person and i hope to my daughter and to all the young students out there because my daughter is teaching me all about intersectionality and about the word other ring and i encourage my fellow board members to research what othering needs othering means like when you're when you're left out and you're pushed aside because you're not valued just like when you know you take a group picture and you leave somebody out that's othering it's a form of bullying and how do we as adults sit here and make decisions that are based on appropriateness if we cannot set the example for the students ourself so i gave my daughter a promise that i'm going to be more professional and try to do things but i'm also going to ask everybody else to be more professional because when you see something and you don't say something shame on every one of you for letting it happen and it has happened for months and years i rose above rose above it but my daughter took enough and she saw that meeting and she got disgusted so bravo to you um with that being said i think we're gonna not meet before thanksgiving uh happy day i mean thanksgiving happy valentine's day i wish it was thanksgiving because i that's when i had a quarantine i want to go back to the the weeks that i lost out of my life um policy has to meet so uh dr robitazi i'm going to ask you if we can come up with a date and i'm going to ask the people that are on policy if we could stick to the old the method that we used to the same time every month the same day every month because it worked beautifully we we've we've had a we had a good run and i thank everybody for their input and their professionalism thank you okay next uh miss feltron okay i just like to thank um all the callers tonight uh sharing their impassioned opinions on the happenings in this district i especially applaud uh the student speakers both former and current speakers students clifton is molding some confident kids i hope we are just one month away from opening i really do the the kids need it the parents need it society frankly needs it um i hope we get back on track and give the kids the education they deserve i hope everyone has a nice valentine's day and stay safe if the storm comes again on sunday and that's all i have tonight thank you thank you mr kanova good evening first i just want to congratulate the student athletes who received awards tonight great job i do want to express my condolences to the zaldi family on on mr ross make the rest of the piece um so my comments on i'm getting back to school everyone knows it that you know i'm a proponent for for getting back um i was i was glad to hear dr robert tosie tonight express um positivity and and that we will be getting back uh hopefully if those numbers continue the way on the trajectory that they are right now um and and i look forward to that and one thing i do want to bring up though is our referendum um i know i think i know one maybe even multiple spoke about it but the problem with the referendum um is that i think people are are tying it to what's going on right now and the referendum isn't something although it's happening right now it's not something that is just for right now in this time period this is something that for the next 20 or 30 years we're going to read the benefits on and the reason why it's time to strike now i think we mentioned in the last meetings as well one is for the issue of uh of the state allowing us to reduce the cost and where they're going to pay basically a third of the cost for this but the other one is the time right now where the interest rates are low and we don't really have money out you know in bond referendum so this is the one time we have in one position we have where if we do pass something like this it's going to be at a very low rate and i think i mentioned last time as well that it's almost 2.2 million dollars every year for the next 25 years or so they'll be getting this money from the state um so that's the reasons why we're doing it now i i can understand why you're bundling the two together but but please try and separate these two because i'm with you i want the schools open as well but i don't want them open enough to say that i'm just going to foil the whole plans of of the the district over the next 25 years because i think that would be a detriment detriment to their success as well maybe even more so in this case so um please take a look at the website as as dr robertosi mentioned there's a lot of information there if you if you have any questions you can email any of the board members or our superintendent i'm sure that you'll be gladly assisting and walking you through what it is we're doing but it's very important that we get the message out to the people let them know what it is that we're doing and how this benefits our students benefit our students in the long run thank you mr daly thank you mr president um just a couple of items um like to extend my condolences to the insalty family on passing of rostenzalde uh i know this family has been a uh center focus of the community for a long time and um we wish them uh our blessings and the passing and to uh relieve their sorrow and their pain losing a family member it's never easy to go through that uh the other thing i would like to know is uh or not no but i just like to to speak about um it has to do partially with the referendum but we have budget coming up we're going to be working on the budget with the administration and i've talked to the superintendent uh many times about this i think we need to put more money into some remedial and supplemental education due to the long time that the students been out um i think we can do that but i think it's important you know not only that the students go back i think it's very important that the students go back uh hopefully that will happen a lot sooner than later i hope that the super bowl parties don't bust the numbers and give us another setback just everybody be careful because that's part of this equation and i'm looking at giving the administration an opportunity to use some of this money uh outside of the general education to help students who have uh who have really struggling during this virtual training that virtual teaching um as an account and i know miss beltran's also there's a many people don't don't have an understanding that um money is not money there's money for some things and money is not for it so your operational money is good for one year so it's not like we're taking this money that we're going to use for the referendum and going to divert it into the classroom that cannot happen there's laws against that there's accounting things like that so this is a capital project i've been on the board in excess of 12 years and when i was on the board there was virtually nothing going on there was no program to make improvements in terms of windows and terms so we were able to start to turn that around and put some capital dollars to our long-term assets such as boilers windows all these other things that are expenditures that go over a long period of time and as mr canover said it's basically we have a decision here do you want the 54 million dollars or you want to take it out of your taxes so that that's where this really goes we have an opportunity here to get over 30 percent nearly 35 of our money back from the state there is no other vehicle that does that other than going through a referendum uh and i think the uh superintendent was very eloquent and saying that listen this isn't gonna happen over a month or or a week or something like that it's going to happen over three years but the improvements will be there for a long time all the issue all the projects that are in that and some might argue one versus the other um because we were going to get a full 35 34 back from the state that's why we put these other things these all those things in the referendum are needed it's it's if you've been around the district if you go if you're if your children have been active in the district whether it's athletics or or in the classroom and i know the teachers are always big about uh hepa filters or or mirror filters um listen uh there's always another pandemic around the corner so if we are unprepared if we are unprepared you're going to relive what we're going through right now so it's it couldn't come at a better time to approve this referendum and i'll be happy to talk to anybody individually and explain it uh but um these these are very necessary improvements and will pay dividends for decades uh i wish everybody happy valence day valentine's day and everybody stay safe and warm thank you very much thank you miss danny uh yes i'd like to start out with um condolences to the anzaldi family on their loss and like to move in just to recognize that it is black history month and so hopefully um you know teachers are um i'm sure dr robertosi has put out something that you know um they maybe um in this virtual world or something bring some attention to it especially with diversity being a topic so um just want to put recognition there and um definitely congratulations to all the students who were recognized today really speaks highly of the coaches and the talent that we have at clifton in terms of coaches students staff the other thing that i would like to speak about is um you know the school reopened and um i do think that nothing is as good as in person speaking as an educator myself um i think that um and and i don't know how this will play out um you know i i do feel that um you know uh in speaking with dr arbitosi that he you know he definitely does want to see pools open and that that's the projection um you know barring that there's no issues with uh high rising numbers or anything uh one of the things that i do think about since i'm in a district that has opened is that um there are some students that they're afraid to come in and so we do have i had school today well i always say school but i taught today and normally i would have had about 75 students in the classroom and i had none they were all virtual even though some of them were slated to be in but they chose to participate remotely and a lot of the students that i do find that come usually i have about one or two in the classroom they say that you know they they just feel robbed of the sense that even though they're in school it's not school as they know it it's not the socializing factor and a lot of them tell me well i don't really like care to come to school because my friends aren't there a lot of my friends are staying home so i don't know how that'll play out in clifton but i do think the socialization is a huge part and when talking about you know the um students being upset and you know some i know with suicide rates and everything i think that um i would personally just personally me like to maybe know and i don't know if um dr robertosi is already doing something um i know there's a buzzword social emotional that's in education but like what can we maybe moving forward if we get the students and some parents decide to opt and have their children not attend school and now other students don't feel like it's that social hour because again it is very different um you know what what could we do to help students you know in terms of if they are suffering something to maybe raise awareness with students where can they go um you know i think that more than ever now because that's what i'm finding that although we are in person it's not like the students are coming in and they're excited and they're like wow we're here we're back i mean what i find they're saying is oh i thought it would be like last year but it's not there's no one here my friends aren't here or the few that are there aren't my friends and the socialization isn't there and it's still you know the masks and i mean we have desk shields and everything so it's not school as we know it and so i just feel that um that issue of students feeling upset um that you know maybe to look at something in regards to that because i feel that though you open the building it's not school as they remember it or school for the purpose of what they need that socialization aspect which we in a sense can't make happen um or could we do some things to help them uh whether it's in the hybrid whether it's in the virtual um and i don't know the answer to that again i'm just an educator and as an educator the things i'm seeing the things that students are sharing with me and what they're sharing is they miss the socialization not necessarily like and some say yes i i learn better when i'm in school but the majority are saying i miss the socialization aspect um and i don't know how to solve that um but maybe there are experts in that field and dr arbitozi um you know knows something so if if he does or or knows where to turn to i mean that's something i would just like to hear because i do feel bad for those students that um some of them say i've been robbed of my friendships and that for me as a teacher it's it's hard to hear and i'll tell you as a teacher you know i've been robbed of my students and i feel you know i don't feel good because i feed off the energy of my students and it is very different you know having them in a zoom setting and i am in a school district that is open and again i would have seen about 75 students today and i saw all my students virtually but not one of them in person and it's very very different um and they don't speak you know i mean you have to really push and get them to do it so i don't know the answers um but i'll be honest i mean i'm not thrilled either and i wish we could all just go back to normal it it hurts me as well too because i love being a teacher and i feed off the energy of the children we all do and i think we're all missing that i don't know how to find it or you know how to help my students who i don't even know if they are struggling because they're not going to talk in that meet setting um we don't call it zoom we call it a meet but it's essentially the same thing um so to close i just want to say happy valentine's day and um you know i hope we find answers and i hope everybody gets you know what they're looking for thank you uh mr casper all right thank you mr president um i'll first start with um a few congratulations so um i would like to first congratulate all of our outstanding first team sports recipients this evening i'd also like to congratulate all of our retirees this year again and thank you for your service to our district um if you were able to see the uh the clifton magazine today i'd like to congratulate all of the students of the month um we have four students of the month again for february so they were honored in our clinton magazine um i'd also like to congratulate the students of the rotc for completing the at home challenge um i'd like to just briefly speak on the opening as well um in my district where i am now also we were off two weeks we were virtual two weeks we go in for four days and unfortunately we were closed back down because there were two separate cases so that's just one thing when we do uh finally reopen is what we're going to have to be looking at first it started with our school where it was closed down for two weeks then it went to the other two elementary schools where they were also shut down and then our middle and high school then went down because there were two separate non-related cases so that's my only fear um going back in and opening our schools is having to start closing down our our schools again but um i do have to say the students that i have i know ms danny you're at the high school level but at the elementary school level my kids really enjoy being back in school when they do come in and i have to tell you that my students are better at wearing masks than some adults that i actually see i never hear one complaint about my students wearing masks in the classroom and um the best thing now with virtual is that i get to know more about my students and i get to engage with them in their home setting and the best part is um everyone else in the class gets to meet everybody's pets so that's the best thing about being virtual right now even though i'm happy to be back in school myself so i'm actually looking forward to um opening school one of these days in a safe manner uh where all of us can where all of our students and teachers can be safely back in our schools and to end i hope everybody has a happy valentine's day thank you everyone thank you mr awad good evening everybody i would also like to send out my condolences to the mayor uh mayor zaldi for the loss of his brother um also congratulations to all the students students of the month student athletes for all your accomplishments uh may many more accomplishments continue uh in the near future i would also like to personally thank mr casper uh for basically sending one of these little guys robert google's laws to my house and um basically i i also requested mr casper if it was fine with him if he can be a mentor and like a big brother as i'm a new member to the board and as i'm trying to transition and learn as much as i can especially with you know many policies and uh how things uh work and the ins and outs uh i would also like to personally thank uh mr uchi and the superintendent uh any questions i ever had and any time i needed something or you know needed to be aware uh they're always you know quick to answer uh to the president and to the vice president mr smith and mr abedrabo uh with the committees you guys i know you guys worked extremely long hours and extremely hard and um have always reached out to me and uh i reached out to you guys actually uh with questions and how i can basically uh be a good chair and basically uh participate to the highest of my knowledge and also to miss danny i know you recently had a grandson little noah congratulations on that hopefully the little one is growing by the day uh hopefully once coveted and all the chaos calms down we can actually meet the little one when it's safe and sound and to all the parents and to the little guy if i'm not mistaken his name was dustin uh which was he did very outstanding coming on today very very very honestly i get shy sometimes with public speaking and he came out and executed like a peter we hear your concerns we hear uh i know uh uh dr robert tosi he works really close with the health department and everybody wants their um children uh back in schools i mean we all know like the highest level of education and basically the best quality would be in person at the same time we also got to think about the risks like mr casper said we don't want to quickly reopen the schools and have them shut back down um you know we don't want to put any students or staff members at risk hopefully you know as mr uh dr robert hosey said the numbers are going down we're heading into that cur right direction and uh that's pretty much it you know every single day you know as i learn more about this board i'm really blessed i work with a wide range of great individuals we do have an amazing staff and superintendent in our district to our teachers to basically everybody that's behind the scenes that many people don't see their faces as much they are doing their best to their ability and hopefully you know things will get back to normal and we will move forward with the referendum hopefully you know this is something basically not just for this current generation for 10 20 30 generations ahead you know our education would improve you know our facilities will be up to date and it's something you know we could all be proud of and basically giving our children you know the best of our abilities trying our hardest and working as a team um hopefully we i would just like to just say one last thing uh when it is safe for students and staff to go back to schools personally as a board member once i hear our health department and our superintendent thinks it's safe uh this is just my personal opinion i feel like us as members of the board we should lead by example and have our meetings in person to show the parents and the students that it is safe enough for us to go in person it is safe enough for the staff the students and everybody else likewise but for us to basically say yes students and staff should go back into school it's safe while we're sitting here in our homes safe and sound that's not leading by example you know i feel like as a commissioner we should we should be the first ones to go back when the time is correct and students in schools should follow and that is pretty much it thank you everybody uh happy holidays and i wish everybody well thank you vice president abu drabo thank you president smith uh i want to apologize for my kids coming into this shot um with telling goodbye we gotta always gotta balance uh our business and our family at the same time uh when we're doing these virtual meetings and virtual business and i will never tell my kids to go away so that's i'll leave that there and i said that for a reason um for i'm gonna address mr rubin and mr montoya as the chair of the diversity committee um now the chair of that difference to me because before uh this year we did not have a diversity committee on the board of ed uh diversity um the board members have always been invited to the administration's committees um over the past six months under um miss danny's leadership when she appointed people so to ms basford that's why board of ed committee minutes have not been put together because there were there were no board of ed uh diversity committee so hopefully mr roberts tells you we can get the information to miss basketball so she can have them um she can be aware of what happened which was run by your administration and your personnel in in the district uh mr uber mr montoya uh the racial justice and the asl programs um let's touch the touch upon the racial justice programs i would love to hear through the administration how that's set up and any feedback that can bring um to the administration and the district and maybe that's some some notes like that mr ruby mr we can give the board a bet in terms of what's been held what's been helpful that he has learned and other people learn in the district student-wise and how we can learn from them uh esl programs um believe it or not i don't think i've ever said this but uh being first generation born in the states i myself was an esl programmer when i was younger my parents spoke arabic more than english and so it means in return i spoke more arabic at home than than english i can't say i know how it feels for students who are older to come to this country and try to juggle a new language it's difficult being you know being bilingual and multilingual is difficult especially when you're coming into somewhere um when the language is the primary that is your secondary so um perhaps we can we can see what the strikes are there and how we can and help our children through the policy or through the administration and and make it easier for them to acclimate uh mental health has always been an issue for all um and it's becoming harder and stronger and miss samantha basford you're absolutely right um college is now are putting more money and more personnel into mental health because there is um a transition between from the high school to the college and then going into the college life uh and i applaud you for what you said um in terms of that work and that effort sam i you know i've always said you are a strong minded person person and you know keep it up and i really do mean i said it to you and i said it to others um and i still continue to say it uh when you're not in front of me because it's true um congratulations danny on your grandson and prayers to the anzaldi family um there's a good showing today at the at the wake and uh you know prayers uh to you and your family mayor and zoldi uh i'm going to take a little personal time on this one congrats to muhammad abu dravo and all the student athletes uh that were honored today excuse me sorry my pen dropped um being a student in itself is difficult and juggling not just athletics but juggling juggling being a student and doing something you're passionate about um is takes a lot of prioritization and a lot of time to keep up your grades and do what you're passionate about and what you love whether it's working whether it's it's athletics whether it's band whether whatever it may be chess and extracurricular mr gone uh to the caller i believe that was her name yes you are right you did not bring up my children uh you did not initiate bringing them up i spoke to i spoke about them in a manner of what i see in my own household and relating and i cannot fully relate to all families and children in the city of clifton because my kids are still at a younger age um but i have a little taste of what's really going on um so there's you shouldn't have to explain yourself i'll leave it at that um i'm going to talk about something because it was brought up today and i'm going to talk about it briefly and i'll tell you why i'm going to talk about it but i'm going to talk about it briefly because what i'm about to discuss is not a priority to me it's not a priority to me because we are on the board for our children for our personnel in this district through the administration and for our residents in the city not to play back and forth and say he said she said so what i'm about to say is here and this is the letter that was brought up i don't shy away from it i don't hide behind it you put something out there you better go hundred percent 150 percent full force behind it and stand behind it and i stand behind it and nothing any names i'm just going to read a quick paragraph and that's it we write on on behalf of mr him abhidrab a member of the clifton board of education which you are also a member in connection with false defamatory statements you have made about him including but not necessarily limiting to in writing so it is clear we write to you in your personal individual capacity not in your capacity as a board of member or otherwise so i just want to put that paragraph out there um you can translate how you want to but that's all i'm going to say about it because we need to focus on getting our kids back in school we need to focus focus on hvac we need to focus on the issues at hand why we're all sitting here in a meeting and the whole city is watching us to make sure we get the proper information so that they feel their kids are safe they're receiving the right education and that their tax money is being put at in the right place thank you uh thank you um uh miss gutierrez uh would you mind um if you could comment on the um what was brought up on uh voting on the minutes if you could uh address that please sure thank you mr smith can you hear me okay yes sir okay thank you uh at the last board meeting there uh mr uc uh had sent me an email or or we spoke i forget which one it was now uh after mr awad had voted on the minutes of a meeting that he had not attended uh i needed some time to be able to actually look it up in robert's rules of order so i did that and the following day on friday i sent an email to mr uc mr dr robertosi and to the board president and that email states please accept this email in response to your question regarding a board member's ability to vote on minutes of a meeting or which the board member was not present i reviewed robert's rules of order 11th edition on page 355 it states it should be noted that a member's absence from the meeting for which minutes are being approved does not prevent the member from participating in their correction or approval as such a board member is allowed to vote on the minutes of the meeting even if the board member was absent from the meeting in question please let me know if you have any other questions kindly share this information with the board members i don't know when that information was shared i'm assuming it was either that day or the following monday i i'm not privy to that i wasn't copied on that email um i i try to correct things that are a problem when i see them uh and i try to uh make sure that things run smoothly i in in order to provide legal advice sometimes it's necessary to actually do some research and off the top of my head i didn't i've never seen a problem with an absent board member voting yes on minutes um and so but i went back to the source also which is robert's rules of order if um i'm i'm happy to read the whole section but i quoted from that page uh from that section on page 355.

all right i have a motion in a second and again we're just we're talking about our partnerships and um you know united way has um been there for us with us uh they they um they not only talk about the good work that they do but they're showing us with monetary uh contributions um that they're that they're giving us um and you know this goes to instructional support um you know uh professional development tutors materials uh supporting our aim program so this is just um just a whole blanket of love and support from from united way and um we we earned it we get and and marie thank you again for acknowledging that because i just met with sergio contreras and we get by far more money and support from the united way over any other district and that goes to the collaborative work as well so uh thank you for acknowledging that because um and kudos to to the division and all of your hard work so thank you yes very good yes madam president quick uh yeah i know we voted on this but i just wanted to highlight the 12.15 great work but jaren would you be able to give a breakdown of the 50 students in a friday update in terms of what schools they're coming from i appreciate it you'll be happy to okay so let's go back though to these these uh four things for um the grants that we keep getting which is phenomenal you know if we weren't branching out and doing some innovative things in our district we would not be getting grants to do even more so it's like the more we do the more we get the more we can do i i'm just i love our pro aim program it has grown and become so you know so large compared to where it started because i remember going to the first bunsel meeting at catella high school auditorium when we first started that you know and like it's just mushrooms since you know it's been great so um okay we're still able to do it in these times it's just really phenomenal you know the partners the business partners non-profits that they're willing to you know take the time to do this so um that's just phenomenal too it's great because but they see what we are doing is important and good and they're supporting us and that's what so we are doing what is we should be we're doing what's needed and we are being supported by the businesses how many businesses do we have now part of our aim program it's phenomenal and i mean and our partners are so good i mean kaiser has done phenomenal stuff with our kids you know i attended some of their things too and it's just it's great so i'm very proud of our aim program so all right let's go back to okay where are we going to vote on him anybody else have anything to say or comments okay we'll vote mrs trejo hi vodai mr o'neill hi mr javar aye mr smith gratefully i and me too i vote a big solid eye okay so we have done with the consent calendar and we're moving on to item 13 superintendent and staff report these are long ones i've heard okay superintendent no report from me thank you all right no report for me as well mr jackson i do have about 30 minutes worth of no i'm just kidding the report and no for me report from me either thank you nancy nothing else okay and carl no nothing tonight thank you okay very good all right so anyone else did i miss any manuel mr clone do you have any no report thank you okay then who else eric do you have a report of any kind nope uh no mrs piercy thank you okay i don't wanna i don't wanna anybody out i don't wanna miss anybody thank you we're good madam president okay all right so move on to the board of trustees report we'll start with mrs trejo all righty thank you madam president i attended my vinsmokea board meeting my rop board meeting i attended on tuesday night at anaheim parent meeting i also attended the ethnic studies task force and i briefly went into last night's um open house with uh anaheim high school and congratulations to their success and uh happy valentine's day to uh everyone we're still gonna try to celebrate that right and uh that's all thank you thank you mr o'neill yes of three items i attended the budget meeting and the ocsba governor's budget meeting and they all uh they both sounded positive um of course we still have to wait until the uh the may revise the june final but it sounds like we have some positive news coming down i also attended anti-high school open house last night and some teachers i talked to were positive but i went into one miss newman who teaches anatomy and physiology uh she played a video of brains a brain surgery a natural brain surgery and it showed uh a the patient was uh had to play the guitar because they were working on his brain and they wanted to make sure that where they were at within his brain that they weren't affecting that skill of him being able to play because he was a musician and so this was really i thought that was really interesting so and yeah that was uh that was really interesting and then mrs majewski and ap government and economics she was saying that uh that attendance is phenomenal in their classes and there's the students are so engaged in uh discussions of the of current events and the current situation that it it's really a joy to be with the with the class so that's my report thank you thank you mr o'neal mr jabbar thank you um i was reappointed to the conference planning committee for cspa so uh we've so far had two meetings back-to-back and we're having the third meeting coming up uh we just reviewed all the great comments that we've received regarding the last conference and now we are planning for the new conference believe it or not um and we are basically taking ideas and kind of getting uh speakers so on and so forth so that's a great committee to be a part of i'm enjoying it um i also went to sycamore junior high uh met mr brown and took a nice little tour of uh the construction that's going on i had him i compelled him to be on a video with me so he was uh very good and gracious in giving me a good tour so uh i'll most likely put that up on social media pretty soon uh everything is coming along pretty fine and i think the the community is going to be very very happy with the final product and uh i certainly was very happy with the the progress of the uh site um i also met with our parents obviously you heard my comments earlier and then i i attended the rop meeting uh with uh trustee randall trejo and finally i wanted to kind of commend our team at magnolia so the county partnered was looking for a partnership and i was fortunate enough to kind of coordinate that part with uh on behalf of my boss supervisor doug chafee of the county to bring in a vaccine clinic up in anaheim and we worked very closely with latino health access and our amazing team at auhsd and magnolia i want to give kudos to araceli chavez araceli huerta tanya garcia dr karen dabney carl um carlos hernandez and carlos rojas who was our custodian there and miss leva they did some really phenomenal work in terms of coordinating with the county team to not only have the place accessible it's been touted and spoken about as the most successful clinic uh that they've done in terms of a mobile clinic so uh i'm looking forward to having more partnership uh relationship with au hst and our county team i wanted that what was notable was we had two doctors one was dr sarah nazar khan who was a former student at magnolia she came in with a mentee of hers dr lorenzo gonzalez both products of auhsd dr nazar khan was a magnolia student and dr lorenzo gonzalez was catella student and both of them uh came to actually volunteer their time so that was amazing to see two students who actually got there you know were doctors decided to come back and both don't live in the community anymore both of them one lives in torrance and the other one lives in la and both heard that it was happening in magnolia and both of them said hey we want to be there and support our community that we lived in uh both of them stayed from eight o'clock in the morning all the way until the end of the clinic which was at two and they were the ones who were observing the patients after they got their shot when they were sitting and uh being observed for 15 minutes so it was great to see our alumni coming back and giving time and we i've had conversations with dr nazar khan before and she's actually come to magnolia to speak to students so i reeled him in again and said like hey you got to come back and speak to our students again so she connected with our principal lorena moreno at dale so they had a good conversation so most likely have them to speak our students too so that's the end of my report thank you all right thank you okay mrs smith the only thing that i would like to say is i'd like to bring everyone's attention to the picture of a senior high student tiffany wang or ho ang on the front page of the orange county register this morning she's an outstanding example of young people in orange county and she earned the girl scouts gold award and the boy scouts eagle scout award and i know she's not a student in our district but she's an example of the kind of students that we so deeply appreciate that was amazing isn't it both awards it's a beautiful story it is it's great i am so pro scouting because i i went through scouts all the way through high school so it uh it's really a great program for the girls okay is it uh and i let's see what did i do i attended a few webinars here i had i attended live as i said before the nielsen hoda meeting at kennedy high school i listened to him and i attended the breakfast club with sharon kirk silva on that friday morning and then i attended the webinar the path to reopening schools put through csba and i had one more but i don't know what it was okay several webinars um that's about it i haven't uh i did go to lexington and uh oh at lexington something i haven't seen in years uh and i had to go out into the quad and look there's actually grass in the middle of the quad there's no kids to chocolate it's actually green grass you got to be kidding me all the years i've never seen it that green so beautiful well it's one good thing without having any kids on campus the campus is really green anna did you go to the breakfast with uh tony thurman yes yes well that was it okay i couldn't remember the title of it you know what it was i was trying to remember i've been to so many different ones you know i was trying to remember but yeah that was interesting it was a good one um you were there too weren't you yeah for a little bit for a little bit okay you know i was there the whole time if anybody had attended the one uh that was talking about uh cyber security um that that speaker but that wasn't the one so okay um that that's about it you know and uh because i went to lexington to mail my my 460 form that's why i went there so i had to get those forms in okay advanced planning future meeting dates our next meeting will be on thursday march 4th now i do have a question here because now i have a trip planned for this summer and we have thursday june 10th is an lcap uh thing i believe and then this thursday june 17th is a regular board meeting is that correct um i would i'm not going to be able to be here thursday june 10th could we do that the week before that's a question not to be answered right now but i want to see you know what the what the chances are i'll talk to the powers that be later but i'm just bringing that up now any suggested agenda items okay seeing none i will take a motion forward tournament second all right i have a motion in a second do i have to do roll call for this i know you can do it all together it's all good very good all right all in favor

so that's how those great span um the supplemental and concentration grants are calculated for each one of those great spans and again that's where the disparity in lcf funding falls on throughout the state of california and in fact quite significant locally there are some more covet 19 federal funds coming with the stimulus package that president trump signed on december 27th that's just a quick little summary for schools california's estimated share of the esser fund is another 6.8 billion dollars higher education for 2.9 in the gear funds for about 341 million the esser funds are what will flow directly to apple valley unified based on our title 1 and we are currently projecting that's going to get uh we're going to receive approximately 16.7 million of more esser funding the governor has not detailed what he's going to do with his share of the esser nor has he detailed what he's planning on doing with the gear funding the 341 million that california is slated to receive looking forward with our lcff our planning factors again you'll see that particular chart we have the department of finance estimated statutory cola that is a calculation that is performed the department of finance estimated funded cola for next year's 3.84 percent and you'll see that does also match the school services estimated statutory cola beyond that the department of finance and school services differ in their estimates for the 23 and 24 school year um and at uh second interim we'll be updating our lcff calculator and our assumptions to reflect those out your colas so that will adjust our assumptions and our revenue moving forward in our multi-year projection something to consider this is a slide that school services has had over the years and what we're attempting or what they're attempting to illustrate here is the the cola the growth each year you'll see in red and the supplemental concentration growth in gold but right to the right of that you'll see is expected cost increases year over year so what this chart is really kind of illustrating is that the cola although may cover some of those increased costs typically does not cover all of the increased costs especially in with school services using their projected one point two two eight percent cola you'll see the average school district will get about 135 dollars per ada unfortunately on the expenditure side the average school district will experience 176 dollars per ata per ada and increase step and column cost as employees move on the salary schedule an average of 194 dollars per ada as the stirs rate increase and 72 dollars per ada for the pers rate increase again those are contributions to our retirement systems for our employee groups and you'll see across the entire slide the special education contribution each district is unique in their special education costs but that is the one area of costs for school districts that you can count on cost increases each year over year a little quick slide on the calpers employer contribution rates you'll see for the current year um we are at 20.7 percent uh if you look all the way over to the right hand column the projected rates per the calpers actuarial report for next year they are currently projecting that's what the governor used in his uh budget proposal in his budget summary and then 26.3 27.3 up to 27.8 now those are subject to change on an annual basis based on calpers investment returns and the calpers board has the ability to adjust those rates and a quick slide on uh calstrs uh you'll see back about uh eight years ago it was at eight point two five percent for the employer contribution rate it's gone up steadily we did see a slight decline uh in the current year with the governor buying down the stirs and pers rates we are looking at a incremental decline next year approximately 23 basis points unfortunately july 1 of 22 that is projected to go back up to over 18 percent for an employer contribution into stirs but again the stirs board now does have the ability to adjust those rates on an annual basis that's something fairly new in legislation so just a quick look at there and a little bit about reserves this is from 1819 which is the last year that statewide data was available and you see unified school districts there the average unrestricted general fund net ending balance as a percentage of total expenditures and transfers out was a little over 17 percent and i know you've heard me talk about that 17 as a recommendation and a goal because essentially what that is is two months worth worth of expenditures for the average school district um in this particular year the 18 19 year apple valley unified ended with a little over 11 percent unrestricted ending fund balance last year we were a little over 10 percent ending fund balance and our current projections have us about five and a half percent this year with our continued deficit spending but again those are going to be updated with the new lcff numbers that the governor did have in his budget proposal so that will change and i'll have more of that information at the march 4th meeting as part of my second interim presentation again reserves do give districts the ability to be a little strategic with budget reductions as those reserves are one-time monies that can be used to protect student program unfortunately again i mentioned earlier the deficit the state is anticipating in 2223 in the possible reserve cap uh we just have to keep in mind as we were moving through our budget cycle and be prepared to deal with what might come thank you good job any questions i can address yes i do have questions my first question had to do with how much how much did we receive for covet relief and how much has been spent or are we looking to spend um by the time the governor applies breaks on this relief well the the coveted relief and if you excuse me i'm going to go ahead and stop share and okay um our coveted relief funding um that we are anticipating that we have received and anticipate to receive with that second round of esser fund totals a little over 33 million dollars now keep in mind this is all one-time funding that the federal government and governor newsom have provided for schools uh spent to date we have spent about 11 and a half million dollars of the money we have received uh the lion's share of that was about 10.4 million of the coronavirus relief funds that actually had an expenditure deadline of december thirtieth twenty twenty uh those were that was the major part of the first round of federal funds that came to us the uh esser funds and some state response funds do have slightly extended expenditure timelines all the way to september of 22 so we are planning to be very strategic in what we're using those monies for in terms of mitigating effects of the cobit 19 pandemic and how we can better equip our schools to serve our students and maintain our student programs thank you my other question was the upp um counting of the students yes um do you by any chance and this was out of your presentation that you just had do you by any chance have students who had to be counted more than once because they fit into the criteria of english learn learner free and reduced lunch foster use you have one child that has all of those criteria do you pan pick and just say he meets only one of those criteria or do you have that child be counted three times because he meets the three options if a if a student of ours meets all three criteria they are only counted once they are counted whether they qualify under one two or three of those criteria but they are only counted once in that calculation thank you that's my question welcome thank you that's all i have thank you good job thank you very much kylie do we have any public comments we do not thank you superintendent comments i just would like to remind everybody that um as measle had stated apple valley high school does have a virtual choir this um friday and um they're always amazing likewise um i had indicated to the board that we were working on um the csba good beginnings um contract we have been contacted by them and so we're hopeful to bring that contract forward for march for the march board meeting in order to engage in the work with them and then as far as the pars one-time supplemental retirement program as you recall last board meeting you approve that the enrollment packets are being mailed out directly to employees that qualified and at this point we don't know how many employees that is as far we know how many qualify we just don't know how many employees are going to take um the offer um so at this point it's it's with um pars and as soon as we have an update we will bring that back to you the due date for those enrollment packets is march 29th thank you do you do you by any chance have information on how to log into the virtual choir at apple valley high school kylie i believe kylie sent an email that um has the link to it it'll be in your abusd email account okay thank you board comments add a line blessing game i'd just like to say welcome back um to everybody and let's have a safe here and let's get these kids back into school thank you mr cell i i'm echoing what uh miss uh and i just said uh once we all board members a staff management staff of estimator we should go back to one room meeting rather than having these individual meetings it's not very effective for myself okay dennis mr bender what is he disconnected i said there's light at the end of the tunnel we're getting our teachers vaccinated we get them all vaccinated then it's back to school thank you mr raleigh i just want to echo i you know we spoke to trenay and she was mentioning earlier about the relationship that she uh has with um and the district has with st mary hospital and um just want to thank her for her leadership on that i had spoken to her during the week earlier and she was giving me updates on what she's done and i i appreciate that like you mentioned the trenay you feel like you're a medical specialist here instead of superintendent but yeah at this time that's what we need so again uh thanks and hopefully we can keep moving forward with the with the vaccinations and there'll be plenty uh for everybody so thanks for your leadership on that and this may um my comment has to be a big thank you to uh aaron and mozelle for their input on what is going on at their individual schools i would really love to get your shirt so that i can wear them at board meetings and celebrate each of the schools um every um at every board meeting if um if it's possible you you uh students do such a fabulous job at just presenting to us what is happening at your schools and also to thank um ms nelson and all of the staff that go out each time to try and meet the needs of of our community and our students i i can't stress it enough that without the students we don't have jobs i just want to be clear that we understand that they are the most important um members of our community those students and to prepare the students so that they the teacher so that they can go and face these students day in and day out that is our biggest hope i wish you all a great um valentine's week is coming and you have a good time thank you so much we don't have any public hearing and we don't have special meeting uh discussion discussion action session it is recommended that the board of trustees discuss and take action on the following items approve the certificated and classified personnel actions as listed i need a motion i'll second it all in favor hi in your post okay approve the recommendation for request requested leaves at as noted employee number 1853 date and time of request january 1st 2021 to january 29 2021 um all in um so i need emotion in your opposed okay i approve the textbook adoption for high school english language arts would you need to vote maria oh all in favor aye aye any opposed thank you uh item number three approve the textbook adoption for high school english language arts for grades nine to ten i need a motion so move second before you vote um while it's a motion on the floor i'd like to give just a brief moment of background about this and celebrate the work that both the teachers and students of our community have done to bring this item forward i don't have a presentation just a uh just a quick bit of information and that's this that a couple of years ago the department the high school english teachers at apple valley high school granite hills high school and representatives even from heidel's premier academy began the process to rewrite the high school english courses and also modernize the curriculum this happened just um it happened slowly they had to submit the courses to the university of california which were approved then to the board which you approved and then we began the process to identify textbooks which is arduous and difficult and the teachers were really quite discerning in their selections just about that time as they were going through we had a wonderful presentation from the students from a group locally called diversify our narrative you'll remember those comments and so we merged that student group into this process so you'll be proud to know that the textbook that you're considering is step one of a two-step process step one tonight is the anthology if you will the major portion of the textbook for grade nine and grade ten and then next month will come the novel supplemental novel selections which will include novels from the diversifier narrative list the students have been wonderful the teachers have celebrated this effort to modernize and actually the group's going to meet all together now students and teachers to have a final meeting to solidify these the supplemental novel choices the curriculum you're we're considering does modernize the modernize the curriculum for students and also does bring in a variety of voices but most importantly the teachers agree that it meets the needs to develop skill in the students all students so just a background so that you know that the work of diversifier narrative is happening alongside all the other curriculum adoption work that's happening that's all if if i may could i ask a question regarding that right now mr mr schlosser sure um is this the same group that sent us uh that read to us at the la one of our board meetings when we were still in house but they couldn't come in is that the same group the same we meet all the time now so now my question is as you as you are well aware the california state university systems and the csusb and the cs uh uh whatever the you know uc systems are requiring that students who are coming in from now on must have information on uh or must be required to take ethnic studies the question i then have is at what point is apple valley school district going to engage the students in ethnic studies like they have in other school districts that are neighbor neighboring districts that are offering ethnic studies as a course of action several different questions wrapped up in your question uh if i have to peel them back a little bit so um the uc haven't changed their either g requirements so they will make sure and watch that carefully the board of regents does issue statements about that and so we're watching carefully as you know that that course and that uh curriculum has just recently been produced vetted and adopted and like you like you i'm watching that process very carefully um bringing that course forward as an optional course for students as an elective is something that we can begin talking about the students are interested in that as well with an understanding that every course we add means a course has to come out of the system second making it a graduation requirement would be a completely different discussion you follow me because then we really do have to have a discussion around making certain that we can meet the other requirements we don't want to add a requirement without a careful discussion so um adding the course is something that we can look to do but we wanted to make sure that the state adopted course was finalized agreed upon and and and had met the final steps of its approval process which it is my understanding was that was march and so that's not complete yet and so we are watching we are interested in this but we we don't want to go in front of the state adoption process okay thank you i just want to be sure that we are paying attention to that because that's important that the students understand their background and and their contributions of their background not just out of literature but out of real content materials to tell them what their ancestors were able to contribute towards the history of of humanity thank you very much thank you and so i'll leave you to vote on that item okay um i need a motion to approve the textbook adoption for high school english language arts for grades 9 through 10.

i'm not sure with whom uh mrs basford spoke which parliamentarian she didn't state exactly what they said to her uh and that's fine i'm sure that other people have different opinions but i went right from uh quoting from what's in robert's rules of order um what you have what you showed mr awad is um is a condensed version i have that also but i quoted right from the original one from the 11th edition so i hope that that clarifies the question if there is mr mr smith can i speak well it's my comments right now i'll okay i'll let you address it right after okay sure um and and i'll i'll probably preface uh your remarks i think one of the questions that miss basford had is and i'm not speaking for her um i think she was addressing um that at the time of the meeting that minutes he was voting on he had not been installed yet as a board member um so would that according to what you looked in robert's rules would that restrict even though he wasn't a board member at that meeting that wouldn't restrict him because he wasn't installed yet not according to my review of robert's rules of order he the minutes are sent ahead of time he had the minutes in front of him before so there's nothing in fact okay may i it's just two minutes and then miss password on page on page 354 reading and approval of minutes the chair says the secretary will read the minutes however in organizations where copies of the minutes of each previous meeting as prepared by the secretary are sent to all members in advance the chair announces that this has been done and the actual reading of them allowed is omitted unless any member then requests that they be read i'm going to skip some of the things that are in parentheses if for any reason there are minutes of other meetings in addition to the last meeting that have not been read previously they are each read and approved first in order of date from earliest to latest in all but the smallest meetings the secretary stands while reading the minutes a formal motion to approve the minutes is not necessary although such a motion is not out of order after the minutes have been read or after their reading has been omitted by unanimous consent as described in the previous paragraph and whether or not a motion for approval has been offered the chair asks are there any corrections to the minutes and pauses corrections when proposed are usually handled by unanimous consent but if any member objects to a proposed correction which is in effect a subsidiary motion to amend the usual rules governing consideration of amendments to a main motion are applicable after any proposed corrections have been disposed of and when there is no response to the chair's inquiry are there any corrections or further corrections to the minutes the chair says there being no corrections or no further corrections to the minutes the minutes stand or are approved or approved as read or approved as corrected the minutes are thus approved without any formal vote even if a motion for their approval has been made the only proper way to object to the approval of the secretary's draft of the minutes is to offer a correction to it it should be noted that a member's absence from the meeting for which minutes are being approved does not prevent the member from participating in their correction or approval the practice of sending to all members advanced copies of the minutes as drafted by the secretary has both advantages and disadvantages it is natural for the members to prefer to study the minutes beforehand to be better prepared to offer corrections and this procedure generally saves time when the minutes come up for approval on the other hand the minutes do not become the minutes and assume their essential status as the official record of the proceedings of the society until they have been approved and before this happens the secretary's draft may be materially modified in the correctional process members may miss some of the corrections or neglect to mark them on their copies or may not get them right unless the chair repeats them very carefully with the result that many inaccurate copies of the true minutes is finally approved are likely to remain in existence only the secretary's corrected copy or a retyping of it is official in such a case that's the end of the part in the minute in the uh robert's rules that addresses the approval of board minutes okay since we're on this discussion ms bashford you wanted to say something all out any other board member yes i brought this up under my comments i don't need i don't know why we need this lengthy discussion on it but the parliamentarians that i did speak to or for from association i don't have my notes with me here they said the gray area was the word member and when the person was actually sworn into the to the organization i like i said i apologize to mr awad i don't understand why this is a group gang up but i guess this is what we're gonna have from now on when i bring something up i'll deal with it on my own case it's all right another thing mr smith um i did bring up my concerns my attorney's name is jeffrey varkata payne from priscilla panisi and barcatapain he requested me not to be on a committee with mr uh mr fahim abu drabo because he sent a cease and desist letter to me and sitting on a committee with him makes him prejudice against me as i am in the minority on this board probably alone on this sport i don't feel like i have representation so i go to my own attorney and pay him out of my own pocket he told me to i asked you very nicely on the phone when we spoke the saturday before the last meeting to not sit me in a committee with mr abedrabel i was very specific i was very i re-watched the minutes of the meeting last month from last last meeting about 10 minutes before i came into the meeting and i was very specific about that same thing i want to know why my my let me finish let me finish i have the floor no this is my comments i allowed you you gave me excuse me mr smith i'm speaking why do you have to constantly interrupt me i can't you respect the fact that i want to make a point i am not out of order you gave me the floor i too give me a time limit you answer her quit her statement that's it if you wanted to address something else you should have done it under your time i'm only following the guidelines of robert's rules no you you actually you're not because you're the chair you're supposed to say even keel like switzerland and you do show prejudice towards me because i didn't support you and vote for president listen i asked you to do me a favor i'll have my attorney contact you thank you refrain is there any other board member that has a comment about uh the voting on the minutes seeing none finishing my comments uh i also would like to uh uh send my condolences to the insalty family um friends uh friends like the insultees are are some really good people and uh people that are very dedicated to the city and um knowing that they have friends uh that are there for them not only at the time during a death of a family member but throughout the entire year so i i send my condolences to the insalty family and on the passing of their brother ross our maintenance crew i'd like to thank our maintenance crew for doing a fantastic job on getting all of our schools the parking lots the sidewalks and all that uh snow removed in a very uh timely manner they worked very hard to get it done and uh i commend them uh for a job well done in doing so especially at the high school in getting it ready for today which was the um the snow date for the uh in the injections the vaccine they did a tremendous job the high school looked great and we were able to go forward with the vaccines uh as it was so great job to our maintenance crew uh all the award recipients uh today congratulations and our to our athletes and again to their coaches for all the people that did a uh tremendous job in coaching all of our wonderful athletes our coaches put a great deal of time and effort in um and i commend them uh for the job that they do in our district um as mr awad allotted uh allotted to i uh did appoint mr uh commissioner frank casper as mr awad's mentor um he has met with mr awad numerous times already um i know you're doing a fantastic job and you will do a fantastic job mr kasper so um i know mr awad is in some very good hands um miss danny you know uh something great and on having a new grandchild is something that you should uh profess to the mountains and let everyone know and be proud that you're a grandma um so uh i i know it was a little complicated in the beginning but uh i'm so glad to hear that your daughter and noah are doing great and welcome to this world so congratulations to you and uh march monday march the 8th i have confirmed our ethics training um with kathy hellowa so board members if you would mark your calendars for monday march the 8th uh will be our ethics training uh with uh uh miss kathy hello from the school boards uh who will be conducting that for us uh that being all that i have uh dr robitosi uh your comments thank you thank you uh mr president um good evening commissioners and members of the community uh for mr uc uh mike we're gonna need to advertise that date march 8th for a meeting mr smith i'm assuming a 6 p.m start time yes okay 6 p.m start time ethics training of course it is it is a public meeting people can join um so we definitely need to advertise that uh so good evening once again uh commissioners i just want to give a few updates uh tonight and i want to reiterate what i stated earlier that i am feeling uh very confident that we will be opened we'll be able to open schools within a few weeks and in march the last two weeks since our board meeting there has been a decline in the rates of covet in the community i'm hoping that that trend continues because what happens in the community impacts uh our schools and the amount of people who bring the virus into our schools and it impacts how many possibly hundreds and thousands of people would need to be quarantined we know ventilation is an issue it's going to be much easier to open up the the windows in in march and get fresh air in as opposed to the cold air in february those are just two small factors that that play into it there's a lot of other factors but i'm truly truly hoping that uh we'll be open for business uh in march i'd like to um just give all of our commissioners an update on what's going on with the referendum and the communication uh campaign to get the word out so it's only february 4th the campaign uh the vote for the referendum is on april 20th so we don't want to overwhelm the community with too much information now um but you'll you're going to start to see the communication campaign begin ramping up over the next few weeks so the citizen committee that was formed and met last march or the end of february has regrouped we had a meeting a couple weeks ago we have another meeting coming up in february another meeting in march and another meeting in april our website is live it's frequently updated um we've added a new feature this week where if member of the public can look at the video of the presentation from our last meeting and there's a time driven index which allows people to search for a specific topic regarding the referendum um we have announced the referendum to the community on our social media uh via letter from me to the community within the next two weeks um all of our students will be receiving their one clifton magnets remember that's one of the driving forces of this referendum that we are one clifton to come together to do this for our schools we're determining the best way to distribute these uh magnets to uh our families and community members they don't carry a specific message but it's just about supporting the idea of community pride in our schools we're working on a video production with mr mcconney's skills and guidance we will most likely involve students and i'll probably be asking some of the commissioners those who aren't camera shy to to join us uh we'll be a little more active on social media with posts beginning mid-february two or three posts per week and also in the work tomorrow i'll be sending an invite to all of the hsa presidents and leaders for a meeting which tentatively is going to be on february 17th uh that invite will be going out tomorrow because i want to be able to meet with our hsa leaders to provide them information on the referendum campaign and see how we can mobilize their help we're utilizing our high school students to get the vote out to get the word to get the vote out not only amongst their peers who are eligible to vote but recent graduates we have tentatively set at least one public forum which uh for now is going to be on march 3rd that date will be finalized next week and that public forum will be for any member of the community who wants to ask questions we'll have our architects on hand we'll have the financial advisors key members of the school staff of course i'll be there and we'll record that and we'll keep that available on our website and then we also plan on having some mini zoom meetings hosted by our citizens committee and perhaps others um to bring it to a more personal level so please if you have not already been to our website www.clift slash vote referendum date is april 20th voting will start by mail approximately april 1st and we're looking forward to opening our schools very soon with this proposal though we're looking forward to improving our schools for decades to come and then finally on the mental health issue which has been on the topic of of many of our minds for a long time i just wanna i jotted down a few of the things that i know for sure we're doing in clifton to address uh mental health some of these things are mindfulness mondays uh character education lessons grades k through five our counselors and our sacs are doing small group and whole group counseling sessions uh we just had stigma free week in december where the focus was on mental health our teen center at clifton high school is still operational and operating virtually we've implemented the second step program in grades kindergarten and first our pbsis district-wide initiative has been focused on mental health all of our teachers were trained on trauma-informed instruction and to prioritize mental health amongst their students and we sent out a survey in december to our families asking them what types of resources and workshops they would like to see and what would help them so mental health is on our mind it will continue to be on our mind even when we return to in-person instruction and when we return to in-person instruction we will also be providing more academic support for those who may have either fallen behind or just need extra help and that will be done through after school tutoring saturday sessions extended summer sessions and whatever it takes it's on the table i know this board will support utilizing uh money from our budget to make sure that that happens so that's all i have tonight i want to thank uh thank all of the speakers tonight congratulations to all the student athletes and have a wonderful night thank you dr robotozy all right next on our agendas new business is there any new business for the floor i have something mr smith yes i have two things uh first i want to apologize to you and mr lee miss gutierrez i should have waited until it was my turn to speak uh i would have been able to uh interject properly it was your it was your turn to speak but um that whole thing should have been done separately on the new business or they should have been on their own business when we were voting um i want to address a word that was used by a speaker last meeting and um this is a word that is uh that is very uh i don't i don't know how to articulate this but the they're in the special needs world the r word is very upsetting and there was a speaker that spoke last last meeting and he used the word and um i need to i need to bring this up because i i got a lot of feedback on this at the last meeting the r word is a euphemism for the for or the word that um words that are considered offensive and disrespectful when used to describe or insult individuals with intellectual disabilities or to insult people places or things by comparing them to individuals with intellectual disabilities i'm going to ask that if anyone does brings that word up again and speaks it is almost as bad as cursing on the air and i would want them to be shut off right away um the special needs community was offended and appalled that we didn't mention it that nobody addressed it and the person was allowed to continue so i'm gonna yield to i'm gonna yield this to my colleagues that we have to address this when it happens and it should never happen again i don't care who the person is they should be cut off and also i'd um there's a one other thing with our zoom i don't understand why all the board members are not pinned so we don't move around we stay in the position where we are and that how come when people join our meetings they're not muted upon entering our meetings so they don't make um a disruption to our our um our thing and that's one of the things that i i want to know because when there's somebody speaking and somebody's unmuted it's really distracting to them and then you don't hear what the person's saying and we have to make every effort to to fix that um i watched another um community's meeting and they don't show the speakers you only hear their voices and that's to protect the people that are watching this that's to protect to make sure there's no obscenities or um people aren't doing anything inappropriate so uh i just wanted to bring that to technology i think i sent that to joe the other day all right that's all i have thank you um yeah miss bassford i can't agree with you more on on that i just want to get again a legal answer on that my understanding was that we have to allow the public to speak what they wish and if it is something that's not appropriate um we could take action is that correct i i'm reading the open public meetings act i just want to make sure we get it right i agree with what you're saying 100 i just don't want to cut somebody off if we're not legally able to do that so um so there's a fine line there that has to be walked because uh mrs bassford is right that um you shouldn't be we have to unlock the we have to allow the public to speak and we shouldn't be turning the cameras off or muting the somebody that's speaking that when it's their turn to speak simply because we don't like what they have to say having said that we also are not required to allow somebody to use obscenities uh while they're speaking or to use language that is um offensive uh such as such as the word that she was uh mentioning um so what i didn't hear it um had i heard it i i would have interrupted um and and and at the very least what we have to do is interrupt the speaker and and remind them that what they're the terminology that they're using is offensive and not acceptable and we'll take it from then and then if they continue to do it then perhaps we would have to stop them from speaking but we have to very tread very lightly on people's first amendment rights but those first amendment rights also there's a line depending on what it is that they're saying or how insulting they are so i think it's something that we do need to be paying attention to and we would and we would stop that at the very least interrupt it and remind them not to use that language and then see what happens after that okay and in terms of muting people upon entry there's nothing wrong with that that's done that's it's a it's a way to manage the meeting okay any other new business dr robertos mr smith i was just looking back at my emails and i want to clarify the last email i saw with miss hello the date for ethics training was set for march 1st unless that changed after that meeting yes yeah march she's booked on march the 1st now so we we set it for second choice which was march the 8th got it thank you just wanted to confirm okay anyone else uh seeing none we do have um two uh short items for executive session um action may or may not be taken one is a litigation matter and the other one is a contract matter correct okay i'm aware of the litigation matter i'm not sure what the contract matter is mr roosey has the contract matter got it i have a safety concern for executive too okay okay motion to go into executive so move second i don't know what to do is b all right is everyone here one three four five six seven eight nine okay we're all back okay we uh the board met in uh executive session uh we discussed uh contract matters uh and a uh litigation uh settlement um do i have a motion to if if we could have a roll call please mr smith you're right real cool mr abu drabo here mr awad here miss bassford president miss beltran here mr kenova here mr daley here miss danny here mr casper here mr smith here hey so um would anyone like to uh mr roosie will read uh the motion uh into record and then if i could have a uh motion and a second please so it's a it's a settlement on a litigation matter resolved on the recommendation of the superintendent of schools the board approves a settlement in the amount of two thousand five hundred eighty-six dollars to resolve a claim under docket number p-a-s-l-zero zero one six eight one dash two zero be it further resolve that the board authorizes the superintendent business administrator and legal counsel to take whatever steps are necessary to effectuate the purposes of this resolution so moved by mr casper second by vice president abu dhabi any discussion seeing none roll call mr abu drabba yes mr awad yes miss bassford yes miss beltran yes mr canova yes mr daley miss danny yes mr casper yes mr smith yes motion carries okay uh thank you all for uh attending tonight and uh the meeting is adjourned [Music] good night everybody have a good night everybody good night good night take care

you already had a motion yes okay now uh all in favor any opposed we will now have a presentation and review of audit report for fiscal year 2019 2020 by mr schulenberg today is your day yes it is thank you again i'm gonna share screen because unlike pat i do have another presentation so i'm hoping you can all see that again yes again this is just a brief informational overview of the 1920 fiscal year audit before the board takes action to acknowledge receipt and review of the audit uh the audit is an independent auditor they express an independent opinion of our financial statements and of course determine compliance with laws and regulations centered around the federal and state funding that we receive uh you'll see a breakdown of the independent auditor's report on pages one two it's just a little discussion of what the audit is and a little bit about the process uh management's discussion and analysis follows on page three through twelve and that is a what the auditor calls a readable analysis of the district's financial activities and just a one thing to point out if you look on page six i did have a copy of the audit was attached to the board agenda so you had the ability to take a look at that but there's a fund balance comparison table that's kind of where my eyes go in this particular section and then there's a nice discussion that the auditor provides of factors affecting our future uh specifically the 20 the next budget cycle 2122 that should read i apologize for that typo the next section of the audit page 13 through 60 is the financial statements of the district it really reports our financial position and activity one of the things you'll see that stands out is the statement of our net position and the statement of our net position in the audit honestly has very little to do with our budget but it's a statement of our net position that um and entities look at when the district attempts to enter into any borrowing our net position has gone down over the last several years primarily due to asset depreciation our increased district share of the stirs and pers pension liability and of course our deficit spending we actually do have a negative net position of about 4.2 million as of june 30 2020.

our audited fund activity appears on page 17 and there are no were no adjustments from unaudited actuals to audited and pages 20 through 60 of that section specifically are some really comprehensive explanations of the financial statements and activity it really goes into detail the auditor's process and the calculations that are performed to come up with the financial statements there's some supplementary information on pages 61-75 the most notably the budgetary comparison schedule there's a schedule of our net pension liability our pension contributions on our opeb liability which is other post-employment benefits a small chart display in our ada for the audit year instructional time requirements and a discussion of financial trends and federal awards this is where any uh cbo or uh director of fiscal services jumps anytime they get the copy of their audit as to the findings and question costs and you'll see in our financial statement findings we did have none a year ago in our june 19 audit we did have a financial statement finding centered around our asset inventory and we did undertake a project this last year we did hire a consultant to come in and assist with setting a baseline and inventorying all of our assets so we are moving forward with the corrective action for that finding our federal awards uh this ending june 30 2020 no findings and we did have two findings in our state awards the first one fell under calpads in the auditor's examination of students that were qualified for free and reduced lunch they found one student that was incorrectly identified in our calpad system so we did this did result in a loss of apportionment of about nineteen hundred dollars and they did have a finding in our school accountability record report card where our sarcs reported incorrectly the condition the facility condition did not match the fit uh facility inspection tool reporting the fit which i i talked about earlier and that is my brief summary of the audit and if you have any questions i'll be happy to address those prior to taking action on review and acceptance of the audit irene none thank you very much but we need to accept your report today i'll formally acknowledge receipt and review of the 2019-2020 audit report as prepared by nigro and nigro i need emotion i'll second it all in favor in the opposed i'm abstaining you're abstaining okay so we have four down i gotta take individual votes um mr bender yes this blessing game is abstaining mr aquara is a yes mr rowley is yes everyone mr so is yes thank you that is a four uh four out of five yeses and one abstention yes and one abstention do we discuss an abstention or not no item number j consent agenda it is recommended that the board of trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure cons conserves meeting time for a full discussion of significant issues consent items to be approved in one motion are item number one through 19.

so move okay all in favor all right any opposed okay we have five zero okay staff staff reports okay you don't have anything i'm concerned about staff reports item number k so uh can somebody give us some more information later on on item number k what kind of information the information i'm curious about the number of um homeless students that are popping up in a lot of schools that is just a little bit uh disco concerning to me yeah um that question was actually asked by my my office as well and mr schlosser and mrs shelby went into the report um are you referring to the high number of homeless students listed under schools like rio vista yes okay so understand as as i know you do because you ran that program for quite some time um the rest of the board would need to know that whenever a family indicates they are doubled up with somebody else they are included as homeless often happens in our schools like rio vista when they don't reside in the neighborhood they claim that they are doubling up we do go home go out and do home checks um if the person who owns the home says that the family lives with them we're at the end of our road however there are some concerns specifically about the the high number in that area because we receive funding to support homeless youth and so we are going to go down a pathway when students return to um also include a way that they have to attest that that family does live with them and that they understand that we are receiving funding that could jeopardize the rest of the funding for other students so we will do that there isn't much we can do if the family says you know the homeowner says they live there did you know okay okay thank you and cali do we have any public comments we do not superintendents comments i saved them for the end and as mr raleigh indicated i do feel i have this new role in public health so i do want to update the entire board and and um the public regarding um covet 19 and where we're at since our last board meeting um we've been working to advocate for cove to vaccines for any employee within our district who was interested in having one at this time they are not required um we had about two-thirds of our staff that indicated they were interested in the vaccine and this continues to be a moving target for us in the in the sense that the department of public health is supposed to be allocating those resources to the next tier which is education a week ago we were told that this wednesday education would start becoming coming into the tier for vaccinations in san bernardino county um fortunately as as mr riley also indicated the relationship between saint mary's apple valley unified school district the academy of academic excellence was built far before the pandemic occurred and we've been able to continue the wonderful partnership trying to get our staff vaccinated and i i move beyond just our teachers because we have lots of classified staff that are face to face with students on a regular basis um including our bus drivers nutrition service workers um all of the people that that serve the kids outside of a classroom and some para educators that are side by side with them um throughout the day and so um i just have to say it's been amazing and saint mary's has opened their doors and continues to in small doses get us vaccines um to educators we're also supporting the 65 and over that are in the community they hope to scale this up and have a community um vaccine clinic and if you think of it takes a village this is truly one of those times our lady of the desert church has offered up their their facility st mary's is adjacent and bringing the vaccines and all of their staff and then um csea has stepped up big and each day when we decide we need somebody else over there to help they show up um and it's been amazing so i would love to take you on a small tour if at any point you're you're interested and we can organize that on a day that will be apple valleys we trained on tuesday we opened for the first trial run on wednesday they've been there all day today again lots of our teachers have been in some of our para educators our lbns our rns our lbns and rns are actually giving immunizations alongside the staff from saint mary's hopefully we'll be able to scale up san bernardino county being the largest county really should not be looking at this is a one size fit fits all but that's what's happening right now and so they're trying to accommodate based on different regions and different needs and that's not going to work i was in communication yesterday with supervisor cook's office with our county superintendent advocating for all of the high desert and the teachers and the staff in all of the school districts because the problem right now is they've changed direction again and now they're telling us that because we closed um due to saint mary's surge and our community numbers that we will be behind those schools that never closed and that they're going to allocate those doses to people that um kept kids in person even when the hospital couldn't take any more um capacity um so i'm gonna go with what ms calvin stated and look for a positive in this moment and so the positive in this moment is that before covid we in this um victor valley had relationships we had relationships built on um things like position you know the assistant soups got together the principals got together the superintendents got together but what i'm watching over at our lady of the desert with st mary's is the entire school district community coming together including the charters and there are people coming and watching so that they're ready to take the reins and support saint mary's to get these um staff vaccinated um these are relationships that won't go away after covid and so there's my bright spot and we're going to keep fighting to get our kids back in our classrooms so thank you thank you thank you mrs blessing no comments mr so no for coming mr bender no mr raleigh nothing further thank you the last thing i have to say is to send my deepest condolence to any family members of our community that may be hurting at this time we all have you in our thoughts as we navigate this this kovid issue thank you very much for letting us serve your your children and this community um any closing items okay signing of documents uh we are going to uh stop to sign approved documents before we close the board board meeting madam president before you go for adjournment i just would like permission as soon as you adjourn to exit the building to go do the table talk over it um our lady of the desert with saint mary's so i should just adjourn and then we can do that that would be fun okay i need a motion to adjourn so that she can go and do community service um i'll second that all in favor aye aye any opposed 5-0 thank you very much for your time thank you is there more to sign kylie than uh what is on my desk here yes i do need to come by to each one of you um for an annual document that you guys have to review so if you could all stay in place and just be patient for me no problem thank you you

we thank the legislature for the passage of act 46 last session which increases access to early care and education and for your recognition of the need for qualified early childhood educators in hawaii in 2018 there are 4 200 early care and education workers by our current projections we'll need to double our workforce over the next 12 years to reach the goal of expanding access to all three and four-year-olds this stipend program will help to increase the workforce by providing funds to cover tuition and fees while reducing financial barriers for those who are amongst the lowest paid workers i'd also like to emphasize that this bill leverages private funding and doesn't require appropriations as we recognize the dire economic situation the state is currently facing thank you for this opportunity to testify on this bill and i'm happy to address any questions you may have thank you lauren members questions if not next to testify robin chun testifying for kalan kalani ohana considering this bill to support hawaii media providers and aid in the perpetuation and normalization of hawaii in our state starting with our growing keiki so we urge you to pass this bell and mahalo again for considering it mahalo members questions if not members that's all the uh oral testimony and we have several written testimony that you may read moving on to item number four senate bill 1287 relating to the food service branch requires the department of education food services branch to coordinate with the principals and vice principals of department schools to determine which school meal program offered by usda is the best fit for the student body and campus of each school we have one oral testifier randall tanaka assistant superintendent for department of education randy please hello senator cherokee donnie vice chicker kim thank you very much for this time we stand by our testimony we appreciate the opportunity to serve our communities uh especially during this this tough time but we stand by our testimony hello i will answer any questions you may have thank you randy members questions if not question question drew senator kanu asked next chair um randy i no i appreciate the testimony of getting by department but you know like i i appreciate the efforts you know to serve the the meals to our kids during this you know tough time i was just kind of you know there were some issues rolling out a lot of these programs in the beginning especially you know like uh this was important to play as as we were going through you know especially in my district kona and kauya um huge areas the kids had to go literally go to the schools you know could take you know like 45 minutes to an hour to get to you know certain schools and you know i'm glad they did do pilot projects to send meals to uh the the homes of the kids in certain uh instances but oh it likes sometimes it didn't really all work together and you know how um the collaboration with the the principals and each school i was just trying to you know give a sense of how you guys you know even though you said you you collaborate with the the um superintendents or the kaz's and then each principal i i didn't think that always happened so so i will tell you that that's a true statement in the early periods when we were designing and responding coming out of the easter break there were constant discussions on where and when and how we rolled it out some involvement with the casters and the principles and hawaii island has obviously some unique challenges just by distancing so as we began to mature the program or getting in there we expanded and we had a number of discussions you know of ari waimea in a number of different places so we began to broaden the program the other thing that we learned from this experience is the single serve to serve breakfast and the lunch at the same time so they wouldn't have to return at the same time about midpoint baylor university in the united u.s department of agriculture rolled out a plan to box meals and send directly and that was was very helpful but there were some limitations to that program in terms of rural communities and qualifying it and the department of education had to apply for and then the parents applied for after we got the qualified locations so clearly a lot of learning during that period hopefully we don't go through this again but the geographic dispositions of the schools we choose will be much broader and the single serve will clearly help we have had discussions about serving three or four meals at the same time and that is also in the list of programs we would run in honolulu um it was less complicated because it was closer but uh clearly a learning experience for us and we will take all that into consideration thanks randy and what was the what was the issues you know with um uh rolling out the the the meals that were sent to the families the actual homes of of the the kids that was a program put together by baylor university and the us department of ag it had some limitations on what areas we could do it so hawaii island and kauai was the two locations that we could do it in that in that envelope and then timing right the application process and sometimes by the time we got people applied it was like two or three weeks and that that was a tough quote it had limitations on funding but uh some of them by the time it got rolled out the program was done because they ran out of money gotcha and then you know and you can hear that you can see that the nexus 4 um uh you know making this bill in the first place but you know i just also want you know thank you guys for accidentally moving muted myself how should i say it's a critical part of how we serve our communities especially the kids so it is a high priority of the superintendent and the deputy and my staff in food service so like i said i hope we don't have to do this again but we're better prepared thanks chair thank you randy moving on to senate bill 1385 relating to education requires the department of education to develop a reorganization plan to provide students and schools with centralized food and transportation services requires the provision of locally produced food to increase in an unspecified percentage annually for five years to testify randall tanata assistant superintendent department of education please hello senator kudani vice chair hello kim it is um how should i say it this is something that should be a common practice for us for a number of reasons we haven't been as successful as we need to but we are doing a recalibration on how we're going to go about doing this a lot has to do with the arrangement with the farmers and what i've come to learn is farmers want a farm so this processing of paper where we're going to be much more aggressive with them and helping through their process we're going to also work with the farmers to grow the stuff that our kids want to eat and that's a relationship between not only what they grow but what our recipes our menus are like so and and that has to be in alignment with the federal standards and the health standards that we put forward we have nutritionists on on board we're in fact in the interview process for two more which will help us be in alignment with that but we will aggressively work with randy you muted yourself sorry oh but we're going to work real hard on it we have targets there's some internal alignments that we have to do from an accounting standpoint so i know exactly what we're buying from who we're working real close with our brokers whether it be hams produce or waihata and the other collections across the state but centralization is going to help us be more effective in that use of local products thank you members questions our next testifier is micah municata director of government affairs for ulu pono initiative micah good afternoon chair kidani vice chair kim hi kumarukata speaking on behalf of the uh initiative just wanted to express our support for this effort um you know it's been a long road with anything farm to school and you know you folks have definitely been at the lead of all that so truly appreciate your leadership senators and in approaching this issue very promising words from the previous speaker and you know we we hope that we can establish some sort of local sourced uh food goal within our statutes to really start to implement some of these things across the state um there's been a lot of great efforts in pilot programs in kohala and even mililani chair in your district so i mean there's been a lot of successful stories that can be said and we'd just like to see this expanded statewide so truly appreciate these efforts and thank you very much mahalo micah members questions moving on to item number six senate bill 702 relating to education funding requires the committee on waits to submit a report to the legislature detailing any changes to the funding formula within 30 days of the change to testify brian hallett assistant superintendent for the department of education brian please good afternoon chair chair khandani vice chair makato kim brian hallett uh testifying on behalf of superintendent kishimoto the department stands on its written testimony with comments but i would note that we are asking for clarification on when the clock starts for submitting a report to the legislature given that the committee on weights uh is not a decision-making body or final decision-making body that they're required to propose recommended changes to the board of education for approval thank you brian um we have no other testifiers members questions we'll address your issue brian in our deliberation thank you moving on to [Music] item number seven senate bill 468 relating to school impact fees repeals the school impact fee exemptions for non-residential development and housing subject to the transit accommodations tax when seeking development in a designated school impact district requiring county subdivision approval county building permit or condominium property regime approval of the project to testify randy tanaka assistant superintendent department of education randy please hello cherokee donnie kim thank you very much we stand by our testimony we as as the superintendent has outlined the impact fee is really to help build our schools in the areas of impact so we do have some concerns but we we leave it to the wisdom of the committee to decide obviously but please note our testimony hello thank you thank you randy members questions if not next to testify tom yamachika oops sorry senator phillips switching over i got a question i don't remember too clear but with the amount of development that we have in our community you know we could probably pick your ice cream gold so uh is this going to help uh any future development in uh i have a kapolei region senator favela thank you for the question um impact fees come in two forms in in cash or in land so the majority of our acquisition has been in land which allows us to build the facility if we don't have the land so that's that's where the impact fee has come most often we've we've come to learn that there are some restrictions on this impact fee and the example i'll give you is waipahu high school is trying to develop a health academy and we were hopeful that some of that impact money could be used because it increases classroom and education capacity well that funds we come to find has to be related to the the tod and you know you can stand outside of waipahu high school and look up and there's the rail right but waipahu high school is not in the tod zone so we can't use that money so we're working through some things we'll find find use for the money um but uh there's some some unique challenges but back to the point most of the acquisitions we have had is in land well there is each house was sold in never beach it went into a highway and uh school improvement fund uh i'm not sure where that went and um too many years have passed we've been trying to look for but i'm bringing up um the development in whole pe paying 1200 to 13 1300 for every home to the doe and in paranoia is that for a new high school the new middle school i know they're building the elementary school now what about the existing schools that right now that community and other communities are being impacted um is they're not getting any funds you think let me get back to you on that but for my first impression and understanding of it it has to do with using the funds to to build schools fund schools or get the real estate like i said we require for more of that is high on the list because we understand the growth in kapolei campbell community and there is a great need for for more classrooms so so let me get back to you on the specific specificity on what impact fees we have currently and where we expect to apply that you should also know also known as i'm sorry go ahead hello i appreciate that go ahead as as the sfa becomes into its being they will be we will be transferring that impact fee responsibility to the sfa as they develop the schools so they will have uh the oversight of that fund okay the question that i need from you guys going forward with the doe and the facilities and the land and the school and all the other great things that the developer wants to bless us with um can we work on capacity because you know we already knew 1990s that camo was going to be overcrowded and here we are 2020 and we just got a new building kapolei is overcrowded and we know senator kadani's you know so the capacity of the new high school elementary even the new middle school of honor only you look at that school that's not big enough but a community so some of the kids are still going to go either ever makai or what i heard from makai because kapolei middle school is going to go off the track and some of those kids are going to go there so emma beach in a whole even though we know uh on hollywood middle school is in there beach 6706 is still going to be impacted by the developer so can you please uh can you find out because eva elementary is getting dirty cracks and i i think they need to be located to be building more buildings for them and stuff having portables so the school is part of us so ken thank you randy appreciate it and i know you will thank you for this time chad appreciate it thank you senator thank you randy thank you next to testify tom yamachika testifying for tax foundation of hawaii hello chair um tom is not on the zoo call today thank you members further questions moving on item number eight senate bill 703 relating to suicide prevention training to testify heidi i'm armstrong assistant superintendent department of education good afternoon cherokee dhani and vice chair kim mercado kim i'm heidi armstrong from the department of education testifying on behalf of superintendent kishimoto the department stands on its written testimony supporting the intent of sv-703 the department currently operates under at 270 which became hawaii revised statute 3028-856 this statute already requires the department to provide youth suicide awareness and prevention training to teachers teachers assistants administrators and school counselors the department recognizes the critical role of educators in addressing suicide prevention and we do appreciate your attention in this area thank you for the opportunity to testify on this bill thank you heidi may i ask how much training is provided we have every school can select we do have a vetted list that has five um programs that would meet this criteria um we vetted this list in collaboration with the department of health and the prevent suicide hawaii task force we're required to report um to give a report of september 15th of every year for the previous year's um progress in this so last year was the first year because of the pandemic and other things we did extend the deadline for this for schools to report on this to october of and we did have 186 of our schools of the 257 schools completing this training for the 1920 school year we training did stop in the fourth quarter which impacted which does impact our numbers we are collecting data on the training for this school year and will be ready to report it on september 15 of 2021.

thank you so how many programs you said five of your programs would meet this criteria of this bill but how many programs do you have there there's five programs there are several other programs that that do qualify they're just not on this list that was vetted by the department the department of health and that hawaii prevent suicide hawaii task force um that includes cognito and and assist so there's two additional programs that our schools are using that that are not on the existing vetted lists so yeah so a couple of the as i look at your program some are two to three hours the safe talk i don't know you don't list the time youth mental health first aid is six to eight hours suicide prevention 101 is 60 to 90 minutes persuade refer online suicide prevention training is approximately one hour so those first two would not meet the requirements of this bill are are your principals and counselors required to take more than one of these courses or only one um they select from one of these courses and we do have the list of the courses that they are using so do you have a breakdown of how many principals and counselors take which course yes would you provide that to this committee please yes yes we'll definitely do that thank you heidi members any further questions if not thank you heidi moving on to item nine relating to education establishes criteria for industry certification awards to public high schools and appropriates funds to the department of education to incentivize public high schools to encourage students to obtain industry recognized certifications requires a department to submit an annual report containing specified information about the progress of the incentivization to testify terry ushijima interim assistant superintendent for the department of education terry please good afternoon cherokee dhani vice chair mcconnell kim and members of the committee i'm tara shijima interim assistant superintendent with the department of addition to the awards to the high schools that the appropriation noted in the measure also provide time and resources to assist in modifying existing data collection systems in order to meet the reporting requirements in this bill the department continues to be committed to strengthening and advancing opportunities for students to earn industry recognized certifications thank you for your support of the measure's intent and respectfully offers comments given the department's ongoing efforts to promote ocean safety and stewardship education and the flexibility for schools to design their own programs the department respectfully suggests that this measure is not necessary at this time thank you for the opportunity to testify i'm available to answer questions thank you thank you terry how many schools offer ocean safety education um we we don't have specific data however annually we do submit a memo that is distributed to our schools that remind them of the importance of ocean safety and it also provides information on how to uh use one of the programs provided by our partners the ocean safety and stewardship awareness program by the nakamakai um of our partner and we have some schools that may participate in other programs such as the hawaii equip aquatics foundation we know that in the past kailua elementary and liquelike chose to use this partner as their choice to meet their school needs [Music] if you don't have the information terry is there possible to get it from the kamakai um the nakama kai is a online resource and i have our health special our pe specialist who may be able to provide more information is that all right if i ask him to to provide some information yes please [Music] hello hello chair committee members um yeah so basically annually we have a memo that goes out promoting the nakamakai resource with the video and activity book and we recommend that all fourth grade students view the video and do the activity book by the end of the school year so that's kind of an annual memo that we send out to the schools as far as we don't have a set data to look at that tracks how many schools actually administer it um we have we can um you know look into gathering that information but at this time we don't have that available as far as how many actually completed um yes the committee would appreciate that information if you could gather it thank you very much so terry i guess i don't understand um your comment that resources will be needed if you're already providing this through nakamakai i would suggest that maybe the city and county ocean safety division would also be helpful in a resource to do these kinds of discussions with our fourth graders anyway members questions if not thank you terry thank you okay we've
