okay thank you okay um any other members at this animal trustee chavez uh catches up a little bit um i just want to thank mr quintero for bringing this up uh mr pham i know you some of the things that you mentioned i just want to highlight that it's important to support our our families of our communities right and so um our actions with our you know votes speak louder than any words we can say out there um we know that our families are hurting we know that some are losing their jobs so it's just ensuring continuing to ensure that our families continue to have jobs and continue to have be able to support their homes and all the wonderful things that happen when when our community when we're housed and we have a job and income coming in so i will be supporting this if i don't see any other questions or comments i know trustee chavez i want to give you some time if i don't see any others then we'll move on to the vote okay seeing none we'll go ahead and move to the vote trustee vegarano hi trustee chavez i'll come back to you at the end trustee pham aye board vice president quintero hi myself i trustee chavez hi thank you passes and at this time i would like to request um for uh extension of our meeting we um get to do that at this time before 10 30 so if i can i'm moving extension to 11 30 i know that we have the budget um would you be open to extending that till midnight sure just in case because i know we can only extend it once trustee travis you second that yeah okay so moved by uh trustee quintero second by trustee chavez um we'll go ahead and take the vote hi trustee chavez aye trustee fem aye board vice president quintero hi and myself i will go ahead and move the mini 2 up to uh midnight tonight hopefully we're done before that but with that i want to take a 10 minute break so um let's take whatever you have to do at this time ten minutes and we'll see you back here at 10 30.
do we need to take a vote on that no okay so we'll see you guys back at 10 30. thank you i asked you something real quick korina um for the future can we have like a stopping point on the brakes because like from five to ten o'clock that's a long time without a bio brake that is a long long time yeah can we can we kind of yeah let's discuss that offline thanks great idea okay thank you uh so how long is this going to be oh an hour [Music] well you don't have to it's only once a month you um if you can raise your hand if you are back you want to make sure um we have quorum before we start again let's see i'm back thank you we have quorum thank you for returning um and just uh confirming do we need to take roll call after the break no as long as you you established a quorum i think you're okay okay all right so moving forward to item 601 approved second interim financial report um dr bauer is mr cheng gonna report on this who is going to call mr cheng okay welcome mr chain thank you madam president um if i can have access to share my screen to upload you have access yeah have you should have access thank you uh great thank you can everyone see the screen or the presentation yes yes perfect okay i'll get started good evening everyone um my name is kabara chang i'll be presenting the second interim tonight um and with that some of the topics that we'll be going over are a refresher of the budget cycle and why we need to do interim reportings go over some key assumptions that we use in preparing our second interim and providing you with an update of the multi-year projection and also considering what next steps are and some future considerations um just a refresher on the budget cycle um you can see here that on a normal year the four circles would be kind of the reporting period you will start off with the adopted budget first interim second interim and the unaudited actuals obviously this is not a typical period there were frequent and drastic changes from the adopted budget um and which resulted in us doing the 45-day revision um in august uh august 3rd on august 13 2020.
the first interview was presented to the board on december 17th we're here at the fourth bubble which is the second second interim uh because the district is in a qualified status i need to present a third interim which we're done in may and then we start closing our books in june and present our on honor actuals in september so why do we do um interim reporting it is required by edcode we are required to do at a minimum two interim reportings during the year one in december and one in march um the second interim itself includes a snapshot of the district's financial position as of january 31st um 2021 2021 and it also includes the multi-year projections for the current and two subsequent year um as i mentioned before um the reason why we do this because of the constant changes um and those are the lists you see there it's not comprehensive but it's some of the major uh factors that we consider um in terms of um when we update our our budget um i'll go through some of the lists enrollment and ada staffing changes obviously budget had a significant impact on school districts this year federal revenue had a tremendous impact on school districts this year as well um any changes in labor negotiation and cash flow um any and also any new laws impacting um school districts um the first sets of enrollment i mean of assumptions i want to go over is enrollment um this graph right here shows you um the work that was done with the demographic study by um our consultant that we um carried back in in that presented to us back in in november as you can see here on this chart here it shows the district has been constantly in declining enrollment um going back to 2011-12 actually further but this report only captures up to um 2011-12 where the district's involvement was at 12 and then coming to this year dropping to and then in six years um in 2026-27 um the enrollment projections shows the the districts will be at six thousand six hundred and three uh students um this chart here shows you an enrollment projection but based on um the seabed count cbed is is the system where the state certifies um the number of students that the district is serving now the the difference here is that c-bet numbers do not capture um our young t-4s those are students who do not um turn five years old prior to the december third um this event report does not capture that in addition to that it also capture our special um special ed preschool population so that's why you see the difference there um and again um you know the district is projecting to um still be in the declining road um uh throughout the the next three years i'm sorry can you can you go back to that one and can you just what is py i'm not sure i quite understand i tried five years see why it's prior yeah okay and so can just in a nutshell can you encapsulate what this is demonstrating again yeah this just shows you from year to year the uh number in declining enrollment and so for example oh okay yeah so it's not specific to those p4s that you mentioned okay yeah yeah this the seabed reports that we submit to the state um do not report um those populations the t-4s the youngsters call them and also the pre-school um specialized people okay thank you you're welcome another assumption we want to go over is the district's lcf revenue so for 2021 lcf will be funded on 2019-20 p288 we do not receive any cola for the current year i mean for the current year the state is not collecting ada for the current year but school districts are still required to take attendance for next year it's also based on the greater of 2000 p288 since we're not collecting ada this year um next year funding will be on 2019 20 p288 um a huge change from our first interval report is that um the state is proposing to provide 3.84 in cola at first interim um the state did not propose any um any cola increase for 2022-23 again this is based on the current um greater of current year and prior year so this is where um you will see a significant drop um because of the the declining enrollment um and the state catching up in terms of what ada to use for funding um a relief in this year is that you know the state is also proposing um to increase the cola or to provide a cola of 2.98 and remember at first interim the cola was zero for our one charter school aptitude funding for 2020 is based on the space 2019 p280a no code for this year um similar to um our traditional souls the state will not be collecting 88 for 2021 but attendance taking is still required um there was a slight change um in statute for or in proposal for 2122.
um in in the previous proposal uh charter school was was also receiving the um hold harmless in terms of um being funded on the greater of the current or uh previous year um but in the january budget proposal the governor is taking that relief away so it would be on current year ada however similar to school districts to traditional school districts um charter schools will also be getting the 3.8 um four percent cola which was a zero at first interval and then for 2223 um the funding was based on current year ada um providing a cola of proposing a coal of 2.98 um and again as a reminder it was zero at first interim so what does that do to our lcf revenue as you can see here in 2021 we are showing a net loss of 500 and ten thousand dollars um for both um the the districts and aptitude and the reason for the reductions is that even though we are funded on uh 2019-20 ada they they they factor in also um the the adjustment or the decrease in our unduplicated count um because if our undue carry count goes down um that would affect our funding so for the current year we're showing a net loss of 510 000 um in lsat lcf dollar but if you move over to um 2021-22 you'll see a net gain mainly due to the cola of 2.5 million and then moving forward to year 2223 you see another net gain of 4.4 so under aggregate over the three year um lcff calculation um you will see a total of net um a net net gain of six point close to 6.5 million dollars in lcs lcff revenue another question so i think i heard you just say that six four eight four that's an aggregate of those years total not just an aggregate of 22 23 but it's it's the the net between 2020 through 23.
correct yes yeah the year by year you'll see um like you know the first year or the current year a net loss of 500 and then yeah thank you thank you um other revenue to consider um you know we we did receive a huge relief um in federal one-time funds um um and and we're budging that for next year um so the the the federal government approved um another round the second round of esser funds which equates to 10 million approximately 10 million for the districts um and will be reflected in year 2122. and based on the recommendation of the county office since our partial tax will be expiring after at the end of fiscal year 21 22 we're removing that household tax revenue at this time um and until the voters approve uh for those to continue um then we will add then we will add it back in um in the event that voters approve partial tax to continue so that was on the revenue side on the expenditure on the expenditure side um districts is assuming an increase in stepping column for all three years um pers and stirs rates are based on the governor's january budget proposal um an increase in contribution for special ed programs in the out years um and to require the statute maintain a three percent contribution to our routine restricted maintenance account for all three years as well so for fiscal year 2021-22 expenditures from unrestricted general fund that was paid with one-time federal federal funds will be will be added back um to the unrestricted general fund um we'll also be backing out any one-time payment that was made in 20 um 2020 21 for the 2019-20 and the 2020-21 settlement we also included in the reduction of 20 certificated ftes at an average of 85 000 salaries to align with declining enrollment um and here you will see because of the esser fund we have um we have we're showing a transfer of approximately 10 million dollars of allowable expenditures um from the from the unrestricted general fund to the restricted general fund to utilize esser fund and the reason why we're doing that is that um when the government when the federal government sends us that money they require this to put it in the restricted resource but allows us use to use unrestrict expenditures um to go towards those funds for fiscal year 20 to 23 um we've included a reduction of 15 certificated ftes um at a average salaries of 85 000 to align with declining enrollment um the certificate of participation which is also known as cops payment of approximately 2.3 is not included in the general fund we will need to be we need to issue measure i bonds for repayment um for repayment um of that obligation um and you may recall that um at first interim um we had identified 7.8 million dollars of unspecified reduction to be able to meet the three percent requirement um we have eliminated we have removed that um due to the infusion of a lot of this one-time funds from the from the federal government so with that this chart shows you the multi-year projection for the unrestricted general fund as you can see here starting with 2021 we started the year with approximately 12 point close to 12.5 million dollars we're projecting to receive we're projected to receive um a little over 107 million dollars in revenue total revenues our total expenditures is approximately 83.8 million dollars the contributions the 22 million dollars 22.5 million dollars in contribution transfer out is mainly um to to go towards um supporting our special ed programs and also our routine maintenance um as you can see due to the infusion of one-time money um the district is showing that it's it's adding to our reserve um from 12.4 million dollars and increasing it by 800 000 um to a total of 13.2 million dollars um going over to next year we start the year with 13.2 million dollars um projecting a total revenue of um 100.
109.8 million dollars um i want to draw your attention in the expenditure area um in the previous slides when i mentioned that we were going to transfer unrestricted expenditures from the unrestricted size to the restricted side you'll see that in the other adjustment column right here or in the other adjustment row this is where we're showing that we're going to be transferring that money so the 10 uh the 10 billion dollars in the other adjustment reflects that to be able to use the essa funds in 21 22.
um and again the 24 24.4 million dollars in contribution transfer out is for our special ed programs and also our routine maintenance um and again due to the infusion of one-time money we are adding to our reserve we started the year with 13.2 million dollars we're projecting to end this year uh with 18.4 moving on to 22-23 starting the year with uh 18.4 as you can see here um our revenue is taking a steep dip mainly due to the whole harness provision going away for lcff and also one-time funding from the federal revenue um no longer available you'll see a drop on total revenue from uh 109 million dollars from the previous year um to 100 million dollars in uh year 2223 the district is showing a total of projecting a total of 89.8 million dollars and i do want to again uh remind you that in that first interim uh we had a approximately 7.8 million dollars of unspecified but due to the one-time fund um the district is projecting um that it will meet in reserve um with the removal of the unspecified cuts and so we're projecting to end year 2223 with a ending fund balance of 3.9 million on the restricted general fund this year we started the year with 2.2 million dollars in carryovers the district is projecting to receive a total 34.7 million dollars in total revenue um a total expenditures of 59.5 and then the contribution transfer in the 22.5 this is the contribution from um the unrestricted side to support our special ed program and our routine maintenance we're projecting to spend all the carryovers from last year so we will end up the year with no carryover moving over to year 2122 the districts is projecting um to receive a total of 26.3 million dollars in uh total revenue um 50.7 in total expenditures um a transfer in for special ed and routine maintenance program uh from the unrestricted side um a total of 24.4 million dollars um with it ending with zero in our carryover um in year 2223 the district is projecting receive a total of 16.1 million dollars and again you'll see a steep um decrease in revenue because the revenue the one-time revenue from the federal government no longer is available in terms of total expenditure the districts is projecting to spend 41.2 million dollars uh which is supported by a contribution from the general fund um totaling um a little over 25 million dollars and coverage if you could please just clarify so ending with zero balances in this on this particular slide is what we want to do because these are restricted funds and have to be spent towards um specific items is that correct that's correct thank you for that just for public who's wondering why we have zero balances down there thank you so next steps and future consideration um you know negotiations negotiations um have started for us with a couple of bargaining units for next fiscal year the impact of the 1.9 trillion american rescue plan um that um that president biden just uh signed up on today so we'll we'll learn some more details on that um in the coming days um again we'll be presenting our third interim report in may um we're gonna be eagerly waiting um for the may revise and what kind of changes um the legislator and the governor is proposing um in terms of the difference between what was proposed in january and some changes that might occur when the may revision is presented and with all that information we'll be preparing a public hearing for next year's budget sometime in june and in june the district um is required or by july 1st of this year the each district is required to adopt um their budget and el cap and that would be done sometime in june of this year with that i'd be happy to take any questions thank you so much um so with that um i know that um [Music] i i will go ahead and open up for a public comment first and then we'll move on to um trusty questions and comments as we formulate our thoughts um mr moran do we have anybody from the public wishing to address the board on this item yes we do we have two people the first person is ana robles gracias is foreign yes yes anybody else mr yes we have brenda sindejas welcome back mrs as soon as you begin speaking the timer good evening board members superintendent codina um i have a question so i see that you put the numbers in here but the parcel text is not for something so is that number projected in 122 and 22-23 or are these numbers without the parcel text i don't know if i missed it um just i want a point of clarification on that and then i see that we are spending close to almost everything that we have so we have 107 for example million and we're we're spending 83.8 million and putting 22 for special ed and maintenance so are we having any savings in any year because i i don't see any and i keep seeing the deficit go bigger and bigger every year i understand that ada enrollment is a big factor in this but as a district are we saving any money and is the surplus tax in here or is it added or decreased every year and if you can respond i mean i would appreciate it i know that board members respond when i call out their name but they don't respond to my questions so maybe if you can please uh clarify those um i would appreciate it thank you mr mrs has anybody else mr moran yes we have maria carrasco welcome mrs carrasco as soon as you begin speaking the timer will begin um i don't know if she's there or is there anybody else mr as we figure out what's happening with ms garasco uh no board president she's the last one okay maria carrasco it's your time to speak senora maria carrasco es momento de blasi puede i'm not sure if you're see okay i was just trying to translate in case she wasn't understanding um maria carrasco one more time before we move on um it's your turn to speak as soon as you begin speaking the timer will begin we'll count to five okay um maria no okay mr moran any others yes we have uh karina hey karina welcome back as soon as you begin speaking the timer will begin can we mute garina or is karina unmuted yes she is tarina necessity mr moran um we'll go ahead and go back to ms carrasco to see if she's back on okay let me uh allow her to talk um there you go is she unmuted yes she's unmuted right now mr mona can you double check and see if she is unmuted or muted at this time yes she has permission to speak okay senora carrasco miss carrasco she actually just logged off okay so maybe she's having tech um internet it's just okay uh and i think you mentioned that was it correct yes okay so um we'll move on to board members any questions comments concerns uh trustee chavez go ahead and take the head on and then i'll i'll speak go ahead i still have to formulate my question go ahead trusty travis and we can't hear you you are you're on you on page 11 of the key assumptions of the general fund expenditures at the bottom where it says the cut the this is what i was referring to on the cops so the certificate of participation payment of 2.3 is not included in the general fund and it will be removed approximately 7.8 million of unspecified reductions so before when i um i'm here anyways before i became a board member when i was sitting in the seats i remember that the trustees were asking the administration about why the cops didn't get paid off and i believe that there was a plan that was in place by the previous superintendent how to pay it off my question before and what i asked for before my request was one is can i see the documentation of the plan that they had in place to pay it off yeah thank you uh could you answer why you didn't get paid off um respectfully requesting if that could be answered now yeah i'm gonna give it a shot and then i'm gonna ask is that okay for me to answer i'm asking for a present yes please [Laughter] um and then i'm gonna ask alvera to verify what i'm about to say trustee travis the plan was to use bond funds that's why it has not been paid so it was sort of like a debt that was supposed to be paid in the future with installments and that's the plan the plan is to use bonds to be able to pay the cops that was the plan that we inherited we were none of us were involved in that not even mr fisk who was the superintendent before me he was not involved in those transactions and so we he inherited and then we inherited and i don't know if colvera can add to that yes no i i just wanted to um confirm your statement in terms of you know when when this debt was issued back in 2010 um i don't think any one of us were here and the original plan was to use bond funds um to pay for um whatever is left um that the state has given us um and so what the balance was was to be able to use bond funds to pay for that and you may um you may or may not recall but back in 2018 um the board then passed a resolution um to be able to use uh you know future bonds issue and funds proceeds um to pay the balance off as well go ahead trustee travis do you have another question so trying to attain a different bond and us getting more into debt we still have to run it by scoe and with the way they downgraded us um hypothetically do you really think that we're gonna um be able to to have them pass that for us to go into debt more yes can i answer that uh madam president okay um so measure eye bonds which was passed back in 2016 um have not been issued again um you may recall that measure ibons was approved for close to 140 million dollars uh we have not issued against that measure i bond so the opacity to to issue um to to issue bonds um for bond proceeds is still available to the district from that measure i that was already approved thank you thank you mr chang uh yes just uh with this i know there's ongoing conversations mr chang that you have had and been having with the um county office of ed with regards to this report and the assumptions and and you know these current numbers have has there been any discussions with um your colleagues there at the office of ed and and are they supportive of what we're presenting here or do they have concerns or anything like what's the the feeling that we're getting at this point from office of ed if you could share any of that yes you may recall back in um december when you presented the first interim um the county cbo was present to provide some some comments and analysis of the district's financial situation at the point and one of the issue that we talked about was um the ability to for the districts to um issue any bond proceeds since we're in a qualified um status and you know their response is that you know they would support the districts in in that endeavor they understand that the districts is going to need those proceeds to be able to pay off of that obligation that we still have on our books um and so it does need the county support um but their position is that you know they they will be supporting the districts um in that effort okay and then oh just anything else in this report other than that particular issue that that they're either supportive of or not supportive of or or i guess any differences from that prior time when they came out i don't know if that's clear um i guess what i'm asking is knowing that office of ed is you know you know providing that kind of oversight of us with what you presented tonight is there anything that you know has is remaining a significant kind of concern i mean obviously we do have the the challenges we have but just anything in particular stand out from the most recent numbers you're presenting tonight we did see an improvement in terms of the the financial um relief both from the state and from the federal government um and i think this is a good segue into our next item where uh you know based on the recommendation of the county office is that you know they they they want the districts to acknowledge the financial challenges that we have um with that you know they're recommending um that the district approve a resolution to commit to take act the necessary action to do what is necessary to close that structural deficit that the district is currently facing okay thank you did i hear you correctly this resolution is coming from scoe uh can you clarify that no this resolution is a district resolution okay can you sorry can you repeat the last two sentences you said before i asked my question yes so the district i mean the county office would like the districts to um commit to taking any action necessary to close the structural deficit that district is currently experiencing and what a resolution that memorialized kind of the um the necessary um actions that that the districts need to do thank you thank you thank you trust each other um i'm getting an echo and i don't know why so um mr chang based on what you just said um is it um i i guess i just wanna or even dr bauer uh based on what mr chang just mentioned we are therefore right based on what he just said we are therefore having this committee that's currently meeting to then give us recommendations to then uh you know possible school closures we don't know how many we're gonna wait for recommendations etc is that correct is that part of that process and the reason why and i want to highlight the concept of school repurposing because when you repurpose a facility you're able to use it in a different way that may generate revenue stream this is a difficult conversation to have at any level and i totally honor the heart and the anxiety and all of those things and i this has been um an issue for a while um in terms of the declining enrollment all of this goes back to that um there's a lot of uh misperception i i guess that's the words that that needs to be clarified and i urge um the public to attend meetings and to be informed and to be updated because it is a complex trajectory right to understand what has happened to the district i think that the best um support that we have from the county office of ed is that they believe in the work that we are doing so much that they are supporting their pain for our strategic plan so that's a huge support from them saying keep on going keep us steady it is difficult it's been difficult for a number of years but they know that we're moving the district in the right direction so thank you for your question thank you and mr chang is it also i know we're all excited about you know money that is coming down i mean you you know touch on it a little bit is it safe to say that in may um we will have more of an idea of what that money looks like it's um not reflected today right because i think you mentioned the next couple of weeks we'll be finding out exactly how much is coming to our district yes by by by may we should have a clearer picture um both um you know funds from the federal government and the state um right now you know what's included in the budgets i think that are uh pretty certain so um the cola itself um you know it's it's pretty straightforward um there are a lot of proposals that are still awake making its way through the legislators and the budget committee at the state level so um there could be some changes from now until may but we'll get a better idea um mid-may when when the governor presents them a revision itself [Music] again i appreciate the the public you know and the comments um especially one that i heard about being worried about not having enough savings right and so that's that's part of that difficult conversation and so um yeah i look forward to continuing to work with our community um hearing the feedback hearing the solutions to make sure that we not only have our district good and this year next year and maybe even the third year after but for generations to come so that we set them up for success so hard work but i'm looking forward to continue you know to roll up our sleeves and get the work done any other questions or comments from the trustees before we move um forward i actually just if i could make a brief statement to reiterate and echo what dr bauer had mentioned um you know i think everything that we've done with regards to our budgetary process and frankly everything else has been very transparent the information is available out there for the public to see um and so you know i just say that because everyone's comments are correct like we all need to be on the same page with this this is a difficult journey for all of us but but the information is there and so you know certainly in these meetings to the extent possible we try to address it we ask questions of mr chang to try to clarify some of that stuff and things like that but the bulk of that information is is you know widely or it's completely available to the public to see um and to have further reference and i know those have been specific um requests from the public to see you know evidence and things like that and and we have that is out there so um you know that's not to say that you know dr bauer mentioned meeting with the public and and all those types of things but um the hard evidence of that documents this whole uh journey that we're on is publicly available thank you trustee i would also like to add um that i want to appreciate trustee chavez and yourself for um having a budget committee meeting a couple weeks ago to do our best to inform our community so thank you for having that i know chelsea chavez dr brower and yourself will be confirming a date in april um so just continuing to um remind our community to to show up to those meetings and you know have your questions and continue to continue to be involved we appreciate all of your involvement um with that at this time i don't see any other hands um if i remember correctly we don't have a motion on this yet uh i'll motion to approve thank you mr pham thank you trustee chavez uh so now that we have a motion in a second i'll go ahead and take the vote uh trustee vijarano hi trustee chavez aye trustee pham hi board vice president quinteno i and myself i passes unanimously thank you moving on to 602 mr chang is that also you thank you madam president um this item before you um as i mentioned earlier is a recommendation that we bring to the board for the board to consider um in terms of the resolution to commit the districts to um fiscal silency and if you can indulge me i would like to read the resolution itself in its entirety just for the record yes thank you thank you so resolution number 33-20-21 a resolution to confirm alum rock union elementary school district's commitment to fiscal solvency whereas the board of trustees of the alum rock union elementary school districts has a fiduciary duty to meet its financial obligation in the current fiscal year and two subsequent subsequent fiscal year pursuant to education code 42127 and is currently in qualified status whereas the allen black union elementary school districts recognizes that the 2014 measure of voter approved parcel tax will expire at the end of fiscal year 21-22 and if not extended by voters of the alam rock community that will result in an ongoing revenue reduction of approximately 4.5 million per year whereas included in the district's current budget is one-time federal funds to address covet 19 pandemic of approximately 14 million dollars and 10 million dollars in fiscal year 2021 and 2122 respectively whereas the board of trustees of the alumni union elementary school district recognizes the districts has a significant structural deficit that must be resolved in 2020 21 and 2021-22 there is a infusion of one-time dollars from the state and federal government to address covet 19 related expenditures and the impact of declining enrollment has been temporary temporarily mitigated because of covet 19 related measures but in 2022 23 the district faced a structural deficit as noted in the second interim report of approximately 14.5 million dollars this is unrestricted income less unrestricted expenditures whereas the alambak union elementary school district has a certificate of participation debt repayment of approximately 2.3 million dollars per year with identified funding source through years through year 2122 and starting and that's starting in fiscal year 2223 the repayment plan provide for the remaining 8.5 million dollars in debt to be paid from unissued measure i bond proceeds or it will otherwise become an obligation of the unrestricted general fund now therefore be resolved based on the above recitals and in order to ensure that the alan rock union elementary school district remain fiscally solvent the board of trustee is committed to reducing expenditures in all budget areas including total staffing benefits services and operating expenses capital outlay and other outgo and is also committed to examining potential source of revenue including but not limited to the repurposing of excess facility to generate facility use or leasing revenue the board of trustee is committed to taking appropriate actions to begin addressing these projected funding shortfalls adoption of the 2122 budget in june of 2021.
thank you thank you move to approve by board vice president quintero we'll go ahead and open up for public comment at this time mr moran do we have anybody yes we do we have brenda sandejas welcome back mrs as soon as you begin speaking the timer will begin um i have a question on this resolution um i was seeing the the i would say suggestions for capital outlay outgoing and staffing total staffing does that include only staffing teacher staff classified or does that include admin level as well because i don't see that word here so i just want to make sure that total staffing means everyone or does that just include classified and um teachers and um other unions or employees in this district so hopefully you guys can finally answer any of my questions but that is just the question that i have what does total staffing mean thank you miss andejas mr moran anybody else uh she was the last one no no more okay thank you coming back to the board um do we have any questions or comments concerns from the board okay seeing none uh we'll go ahead and move to a vote uh start with trusty gerano hi trustee chavez aye trustee fem aye for vice president quintero thank you passes unanimously all right um moving on to item dr bauer is that you yeah sandra uh garcia is ready to do a very brief presentation maribel she's going to need um the ability to share her screen please great welcome back uh miss garcia and uh just to as you're sharing your screen i'll be reading it off um 2021 federal program monitoring report of findings and some for information only thank you good evening uh once again everyone sandra garcia i'm going to be sharing a brief report on the federal program monitoring that took place in early february as you remember back in november december i presented um about the fpm that we would be having in february and that we were preparing for i just wanted to share some brief details of the report so um just a reminder of the timeline we started with training in july the deadline for collection of evidence was december and january and then our review was in february so it was a pretty long process and then it culminated in the review february 8th through 12th again it was a central office two elementary schools and well one ka one elementary and one middle school um that were involved in the review so some of the details of the review we had eight areas reviewed um which is uh quite a lot last time we reviewed we were reviewed in five areas so we had an extra three this time overall there were 203 requests for um samples of evidence and 630 samples that were actually uploaded to the cmt site to satisfy the review we had 53 staff interviews and a total of 82 possible findings for our review so i'm just really proud to announce that overall out of 82 possible findings we had three findings for our district so very proud of that um of that that result um and just wanted to share that with you and kind of um celebrate that in five of the areas we had no findings at all and was just due to the hard work from everyone involved all of our district managers and principals that were involved in the review and i just think it's really a cause for celebration that you know we were able to um satisfy the requirements under the review and um have only three findings i'll very quickly just tell you that um the three findings um will be satisfied very soon the first finding is just um an evaluation that needs to be done by the principal at one of our elementary schools and she's already in the process of doing that and then we'll upload that information and we'll take care of that finding and have that resolved very soon the second finding is some revision of some documentation for time and effort for some of our federal funds um and all that is is just a revision of the way we document our time they just want more information included in the documentation so after we do that we have to keep track on the new system for about a month submit it upload it and then we'll take care of that finding and the third is pretty much done because you approved the williams complaint policies and procedures um i believe in february and the last piece we need is for you to approve the minutes tonight so that we could submit that and we will be done with that finding and once we're done with that we're all done for our fpm this time around and like i said the next steps are just submitting all of the documentation and that's it and we're done thank you ms garcia yeah i just want to thank real quickly the fpm team i mean these people um were receiving uh phone calls from me emails and you know in the evening weekends you know and we just had to work very quickly because it is time sensitive and um you know when they ask for documentation especially the week of the review you have to be on it you have to put everything else aside and get them what they need so just want to give the team you know a shout out and say great job to everybody that was involved yes thank you so much thank you ms garcia for your uh presentation um thank you staff and i just want to be mindful of the time um we did extend our meeting until 12 we have many items in a closed session um well still left to so um any questions i see two hands uh trustee carano and then juicy chavez another question just a quick also um thank you very much for the great work that's a exhaustive um you know process and to only have three findings and those three be fairly minimal is is impressive so just thank you for for the hard work everybody thank you trustee chavez i was going to say the same thing and thank you all uh to the staff and on the second one of the they put up three uh things not the last one but the second to the last can i get a copy of that please absolutely thank you sandra thank you so much seeing other hands i'm moving on to 801 resignations dr bauer uh it's information only and trustee chavez the slide that the slides that sandra presented are in your book thank you okay um do you want anything you want to report on that or on you know 8.01 is just information and i think 8.02 is super important so if the board um yes um and they're all important so but yes we have the information in the book um information only resignations we can read in there who's resigned we'll move on to 802 ratify one-time off-schedule payments to cse bargaining unit members pursuant to me too provision for 2021 school year um for purposes of moving forward if i can get a motion i see you had a hand up oh for vice president quintero moves to approve second that you had your hand up just real quick did we did we take public comment on the other items do we need to take public comment on those on the resignations on the the 7.01 it was information 8.0 but don't we have to take public comment on every item [Music] on 701 yes yes okay thank you for catching that um 701 sorry let's go back uh public comment anybody mr moran have their hands up for that item yes we have one hand uh it's anna robles okay as some members of the community we have the right to have a copy like the members of the board um is foreign i'm sorry i didn't hear the question can can you repeat that please what she said last melina can you repeat that no loss she wants a copy of the presentation like we do thank you last question the last question she asked did again you heard christopher you said when you have space on your agenda can you me can you make space to meet with us all right thank you yes um and then i just want to uh remind the community that we are in item 701 federal program monitoring very part of the findings that ms garcia gave um anybody else mr moran yes we have uh brenda sandejas welcome back ms as soon as you begin speaking the timer will begin i i thought we were in another item but since i am speaking i do want to address the board again that you refuse to answer questions that i said but you guys respond to others and i don't appreciate you guys that keep ignoring my questions um i am a taxpayer i am a community member and i deserve the same respect as everybody else in this community and no one has still addressed my questions do i have to call you by your name because i feel like the only time i get a response in kentucky's uh chest is if i say his name um which is sad that you respond only to attack a community member or to defend your honor or whatever you want to call it so i would like the same respect as everybody in this community thank you for the reminder ms um yeah we cannot uh talk back and forth with the community uh just a reminder mr ramadan do we have anybody else in this item um no more thank you uh now we'll move on madam madam president not speaking to any comments that were just recently made but just uh i'm i'm addressing you and uh just want to make sure that if you can remind the public that there's a board book that is on our website that gives access to that precise report that is being requested that on page 36 of that board book is where the presentation begins so i'm just wanting to have a dialogue with you about that particular uh item which is there's a board book and if if you might be able to remind the public that it is freely accessible available on the website same exact reports that we all receive as board members are on our website and arusd.org thank you trustee quintero as you all heard um that information is on there um moving on to item 801 um can i say something is this in relation to the federal program monitoring report of findings [Music] we do have many items still that we need to address so i just want to make it in relation to what uh trustee quintero just spoke about and what the lady requested they can also request the board book and it could be sent to their home and at their cost thank you thank you okay moving on to item 801 resignations dr bauer information only for president information is in the book thank you item 802 ratify one time off schedule payments to cse bargaining unit members pursuant to me two provision for 2021 school year i know we had uh trustee quintero um motion and trustee pham second yes that's still correct yes that is correct um so we will move into public comment on this item we have no public comment no public comment i'll count to five any no uh none okay moving on uh we will go ahead and open it up for trustees comments questions concerns see none at this time we'll go ahead and move on to uh votes uh trustee bahrano and myself i passes 41. all right moving on to uh consent [Music] i see a hand trusted travis yeah is this for consent calendar for the one that just finished so when i was in the uh of one of those trainings as well as the district secretary it was also put that the one who votes no could that could be noted why that was a no and the reason is we just finished um voting on fiscal solvency and here we are doing uh payments out and i think it's contradictory to what we just voted on thank you thank you trustee chavez moving on to consent calendar um anybody want to pull anything before we approve uh trustee vacarano i wanted to pull 9.09 anybody else okay seeing nothing uh we'll go ahead and um uh pass a consent calendar without 909 um well i moved to approve the consent calendar with the exception of item 9.09 thank you second by trustee quintero uh miss chavez trustee chavez you have your hand up and you're on mute i would like to pull 9.10 as well you also want to pull 9.10 so um are you both okay with pulling 9.10 yes okay because i know you motioned with everything except okay um with that i'll open it up for public comment at this time mr moran anybody on for public comment then board president one to five any now none okay so i'll go ahead and move on to any comments concerns questions from the board seeing none we'll go ahead and move to vote trustee chavez so we're voting on the content consent calendar except for nine the ones we pulled out okay thanks bye uh trusty femme aye board vice president kimbero i and myself i um now moving into 90s 909 909 uh yes thank you uh just a quick um suggestion in the third paragraph the one two three fourth line where it says um conducting exercises remembering the life of dolores huerta i would suggest that we change the phrasing to maybe something like acknowledging the life of the lord just because luckily is still with us and i feel like when we say remembering the life of it makes it seem like she's not with us at this time and so i just was suggesting that we change remembering to acknowledging thank you minor difference but i think it makes a difference in in acknowledging her the work that she is currently doing and that she has only done in the past she's still working on it absolutely thank you um any others um with that uh you are you i moved to i moved um to include that language replacing remembering with acknowledging and with that um change to i move to approve the uh resolution uh we're going to put second by uh board vice president quintero go ahead and open it up for public comment mr moran yes welcome back as soon as you begin speaking the timer will begin i want to thank you guys for this resolution i think that dolores huerta is a pillar in this community and um i would want to suggest that instead of acknowledging you say we celebrate um all her efforts and advocacy in this community because she still continues and i think those are moments we have to celebrate um and i just want to thank you guys for this resolution because she did a lot for our uh undocumented um community and our farmers and she continues she continues to thrive and uh fight for injustices in our community thank you any other members mr of the public thank you um and with that i just want to uh just acknowledge um her presence in my life she's been a mentor and i'm just honored to know her and the ways that i do so thank you for continuing to proclaim this and include this resolution and just also calling all of our teachers to do their best to include it in their teachings in one way or another i know that you know they're it's more difficult this time but you know to be creative and include um something where our children learn about her is important and there's so many resources out there so um yes thank you for for doing that and acknowledging dolores in our community with that if i don't see any other hands we'll go ahead and move to vote um trustee chavez there's something you want to say before we move on i guess i'll wait to the boat and then and then i'll um i'll ask for it to be on record thank you uh i'm sorry ask for what to be on record go ahead do the vote i'll go from there is there something a comment that you have to say on this otherwise after the vote we're gonna move on to the next item okay so like i was talking earlier about that if you do do a no vote you can put down why you're a no vote thank you do you want to say right now why are you i'll do it after i do my vote thank you okay uh trustee just real quick in the future if any of us have a reason to vote no on an item i would be interested in hearing that prior to the vote because it may change my consideration if my colleagues have something that i feel is valuable to contribute so i understand the the reason for wanting to hold it to the end i guess but i would appreciate hearing that perspective in my vote but for this if you're calling for the vote my vote is i russia chavez no trustee founder oh go ahead and here's the reason why okay dolores huerta was part of the ufw an organization that openly was racist against mexicans and they were both documented and undocumented thank you mr from i trustee quintero hi and myself i uh motion passes 9 10.
madam president yes um this whole deal of talking while we're voting is not in accordance with except a parliamentary procedure uh there are there's a motion that's made there's a second and then there's opportunity for discussion and then there's a vote and once the vote happens then you either vote or and that's it so there's no i'm going to give an explanation while i'm voting parliamentary procedure doesn't allow for that at least in uh you know robert's worth of water unless you go ahead and pull it out and show it to us uh then i would suggest you stop uh disrupting and please we have the attorney here who can uh yeah mr thank you mr ruiz can you please clarify that so you uh the board has a board policy which i'm looking at right now it is bored by i'm sorry board bylaw 93 24 and what it says because this is information that would go into the minutes of this board meeting is that the minutes will include a brief summary of the board's discussion on each agenda topic rather than a verbatim record of each board members specific points of view during the discussion so so during the discussion during the discussion is appropriate but not during the vote that's how i would interpret your board by law this provision yes thank you that's correct yeah okay so um we'll move on to nine ten uh be mindful of time as well uh trustee chavez um are you moving to approve that for the purpose of discussion so can i have a clarification please so if i do vote no i'm not saying that it has to be verbatim but i'm just saying that what i heard in the brown act meeting from lozano smith and um the district secretary was there as well is that you the no vote is allowed to state the reason why it was a no vote so is that incorrect um mr rogelio so i'm not i'm not aware of which which version of the board policy that they were looking at but i'm what i'm looking at here which is this district's board bylaw is it says it's the minutes she'll only include a brief summary of the board's discussion on each agenda topic rather than specific points of view so in order to how should i say in order to get something on record the bylaw would have to be changed or because of the way that it was instructed to us in the brown acting training course the way they said that it can reflect the no vote what was said and it doesn't have to be verbatim but the reason why so linda can i can i um i know mr rogelio answered that already several times so it sounds like you can answer and you could put it on record during the discussion when you say i will vote no because x y and z but when we're voting you can't have a discussion at the time um so with that we'll go ahead and move on to 9 10.
i know you pulled it do you want to move to approve for purposes of discussion no i first want to make my statement um cesar chavez was the leader of the organization united farm workers and cesar chavez used racist comments against mexicans and which i'm not going to repeat but he would also call la migra which is known for ice on undocumented workers and there would be fights at the borderline that were cesar chavez union you united farm workers thank you okay thank you i'm confused maybe we're not talking about the same cesar chavez but i'll go ahead and move to approve for purposes of continuing with this vote i move to approve um second this resolution on cesar chavez second by trustee vegarano i'm going to go ahead and open it up for public comment uh mr moran do we have anybody on for public comment uh right now we have none okay count to five uh any now still none okay great thank you so much um i see trustee chavez's hand up yes there is documentation and you can go to videos where he was calling them that in the 1960s i know you weren't around and neither was trustee vegeta but i was and i seen it my husband experienced it in the fields and where they were fighting the union so like i said he was racist he always has been always will be thank you thank you and um as maya angelou says i come as one but stand us ten thousand and i know that my father was a farmworker and i know that cesar chavez helped my dad and many other farm workers so i'm here to speak up on behalf of cesar chavez and all the work that he did to honor his life especially here in san jose california um at the alum rock school district where his home was at trustee vegeta yeah just uh just because i was called that by name i don't know why i was brought into that but um i think i do believe that you know and maybe trustee considered correct me but i do believe there's some accuracy to the statement that's being made i think that is there is some accuracy we're talking about you know whatever 50 60 years ago times were different terminology there was different times but in turn in terms of this resolution i think the spirit of the resolution um is what we're looking at here and for that reason i support this um that's it that's all i'll say for now thank you trustee can uh before you um speak i'll have you speak last since you haven't been able to speak on this item yet and we're gonna go ahead and move on to um the uh closed session after that because we do have some important items to discuss trustee quintero uh yeah just i think it's important to uh get the full context i have family members who were uh very supportive of cesar chavez's efforts and family members that were on the receiving end of the difficulties i'll put it that way and uh the the context is that you had people who were out there suffering because they're on strike they didn't have resources they didn't have money and you have people who are trying to break that strike and cross through and so this is uh you know collective uh this is uh the only commodity that workers have which is their labor and they're going out there trying to better the conditions people are crossing the picket lines and so it gets pretty rough so i think it's important to get the full context and not simply go off of a couple of statements that were said in the heat of the moment while you you are acknowledging that you have your members that are going hungry because somebody's crossing picking lines and stuff of that sort and so it's important to get the full contacts that's that's why i wanted to go ahead and add those comments thank you trustee quinteta we'll go ahead and move to the vote uh trustee veterano hi rusty pham hi rusty chavez no uh aboard vice president quintero hi and myself i passes um and we'll move on to closed session dr bauer any announcements before we move on we will hopefully have an announcement when we come back yeah which right now is midnight is what we have we have to end our meeting at midnight so we'll see you back here at midnight um trustees oh yes let's open it up for public comment sorry before we move up on on any of the items on our closed session um mr moran any public comment at this time we have none okay down to five no still none okay um i see travis and guitero's hands up do you have any questions about how to log in to a closed session closing this anything in relation to this no great okay we'll see you in post session in approximately 20 seconds you said that she was here now can you see me i'm here it looks like we have quorum we're all here um um will will mr ruiz giving the report out so do we call meeting back into order and do roll call or uh yeah you just want to make sure that you have a record that you have a quorum present okay we're all present um we have a quorum si quintero fam the gerano and travis and myself back okay uh closed session agenda item 10.03 uh motion by member beccarano a second by member fam the board approved by a vote of four to zero a settlement agreement between the district and c alvarez and a carrera on behalf of their student a minor pursuant to which the district will reimburse parents for up to 330 dollars for academic services for this school year and the district will also provide additional education services to the student and the agreement includes waivers mutual waivers and releases member chavez had technical difficulties and was unable to vote on this item although she was present and again that was approved four to zero with member chavez unable to vote and then closed session item 10.06 motion by member beccarano second by member fab uh the board approved the the appointment and employment of avatar gill as the district's chief technology officer and as with the previous item member chavez due to technical issues was present but was unable to vote there are no further actions to report so much and uh with that any um requests from the board of trustees or from the public for items for our next agenda none at this time we have one i'm sorry one hand we have brenda sandejas okay um if we can unmute her she can uh bring it up or as soon as you begin speaking the timer will begin her mic is not uh working hang on one second okay mrs vegas i just want to ask um if the presentation about the repurpose can be available because um i've had a lot of parents calling me about it and it's not accessible under the air usd website and i also um want to know if we can't as a public request for um expenditures made on district credit cards um be given an agenda for the next meeting and explained because figment report did show that certain credit cards had a really high views and there was no uh receipts or anything uh shared and so that's a concern for me so as a taxpayer i would like to know um why was that not given and if we can get that agenda is to share with the public or um give it through email whatever is easiest um and that's it thank you mr huss and just to clarify um dr bauer did you understand as far as a request for the repurpose um i'm assuming it's the presentation that the repurposing committee are being are getting and we have i need to check the tab because that's the reopening sorry the reopening okay yeah i was confused i just want to make sure that we um understood so the reopening presentation i just want to uh come this is going to be an agenda item yeah i just want to confirm because this is for future agenda items you're not asking for an agenda item on this i just want um i did want to get agendas on expenditures on credit cards if that could yeah i'm sorry i understand that it was not to be agendized i just got a lot of text messages if it's not available through the air usd and some parents missed it and would love to see it so that can be shared through the air usd okay thank you i just wanted to clarify um okay any other members of the public um mr moran that want to address the board for this item uh no other members okay thank you and at this time we'll join the meeting at 12 34 i'll see you at the next uh meeting special for me thank you have a good night

approximately 300 students um some years two classes per per grade some years three um small class size 16 18 students per class this is my 11th year at crocker my 20 large number whatever year in the district um i worked forever for a bunch of years so i know forever a little my kids went to mark's meadow in wildwood my youngest child's graduate in high school this year so i have a fairly decent uh understanding of what goes on around here um i'll just tell you one brief thing so i think one of the most important things i do as a principal or one of the things i'm involved in as a principal is is hiring the people who come to work at concord farm so i've been very fortunate in the time that i've been at crocker farm i think uh between miss smith and i and the team of people we work with we've hired about probably 70 percent of the people who work in the building right now the other 30 percent of the people were hired by superintendent morris who was previously the principal at crocker farm but the reason i tell you that is because i think um the the ability for us to be able to go out there and find people um who've got diversity of experiences in life um and and sort of somehow can come to crocker farm and put all of that sort of vastness together um because our our biggest pieces of trying to make sure that the essence of the teamwork that we bring every single day to your school is to try to make us just a little bit better each and every time and so we're actually a pretty good school and we're trying to become a better school uh each and every day each and every year um so for me i was just going to mention that little piece about hiring the right people to come to your school and i know jen was going to say a few words i think in addition thank you yeah so i'm jen i'm the assistant principal and i think what our kindergarten program does is really strive to provide a balance of three components one is direct teaching in our foundational skills two is really supporting students social emotional well-being and three allowing kids time to play and explore and apply what they're learning in centers so we have an amazing team an amazing staff i really love this school mike actually hired me and we look forward to meeting you all and meeting your kids soon and the last thing i'll just say mike if you don't mind is that jen's just got me going there we have a beautiful school and a beautiful property so we have a massive amount of space outside i was outside myself today playing with a bunch of kindergartners and first graders so one of the beauties in all our schools is they'll get just really nice properties thank you so much derek and jen and they're going to hang around so if there's quacker farm specific questions you'll you'll have access to them in a couple minutes thanks and next in alphabetical order is miss chamberlain and fort river school thank you so much for being here diane good evening and welcome to your introduction to fort river so it's funny when we talk about our schools individually because there's a lot of overlap right i could say the same thing that derek and jen just said about crocker farm i think we have a dynamite staff i think that we are dedicated to continually learning and growing um and we welcome you to the fort river community so we have a couple of specific things i'd love to highlight is that we have a pretty dynamite behavioral health team that does look really um closely into student social emotional development um we absolutely value play for sure um and we value our motto is we choose love right so we really invest in developing the whole community so kids feel very connected that there's intra grade level connections older kids often get a chance to mentor the younger kids we really want to make sure kids feel really held and safe in our environment so they can do their very best learning and take chances to grow because that's what really they need to feel safe to do is take those chances we also really obviously value diversity as our community does we happen to house a couple of specialized programs for special education as well as a specialized program kamenantes which is a dual language program that we'll talk a little bit more about later um so neurodiversity and cultural diversity is something that's really at the forefront of all that we do um we are considering ourselves a language-based learning institution so even if the students aren't learning a second language they're learning the language of academics that makes them successful in academics and all that is under that umbrella of choosing love and being good to one another and being good to our community and um collectivism is at the the spirit of all that we do at fort river this is a quick quick snapshot we also have about 300 students obviously kindergarten through sixth grade and we look forward to having your children 2034.
did anyone have any questions about any particular claim for this month i was just uh 217 okay looks like maybe they gave us too much money you had to give it back that's correct absolutely um i was actually reconciling um reimbursements from the state and i reimburse our excuse me i do reconciliation every month on all of our all of our grants and that number did not look familiar to me i just kind of bypassed it until i went to go through go ahead and do the reconciliation and after i did that i knew that was not our money so i went ahead and emailed doe they sent back a very long email thanking me for doing that and apparently it should have gone to a greenfield school so i had already revenued that money in it had already been deposited in the bank we had to make it all right on our side so we balanced out so i issued a check to state to refund them for that for that uh that reimbursement we should not have received too bad they didn't just say go ahead and keep it don't that would be great but that usually doesn't happen especially if you're honest about it they would eventually caught it i promise you so it was probably best we were honest up front so were there any other questions on claims okay we've got total claims dated today march 15th 2021 a total of 312 387.79 mr white you ready to move on to the finance report sure okay all right next in your packet you're going to see a fund report the first line of your fund report you'll see the education fund 101 balance at the end of february 2021 756 000 670 30. a couple rows down from there fund 300 would be operations operations balance at the end of february 2021 999 756.09 if you'd like to go ahead and go to the last page of the fund report you're going to see a total balance for all funds of 5 million 191 thousand 190 dollars and 50 cents next in your package you're going to see a depository statement and bank balances for february 2021.
wow thanks for that mike no problem it's amazing to think about uh hopefully we're in a calmer world in 2034 than we find ourselves in today um but thank you diane and again uh diana i'll hang out both uh for questions but also some for coming on days as well i believe so um and now we will go to principal wedding jones and palum lee thank you for joining us tonight thanks mike hello i'm lee whiting jones i'm the principal at pelham elementary school this is my first year at pelham it's been a little bit of an odd one but i'm so happy to be part of the pelham community we are a super small school in comparison to the other elementary schools in amherst so we have just over 110 students and as a result we have a really cozy community feel to our school we have one classroom per grade level and we have lots of traditions that just provide opportunities for students in different grade levels to connect to connect with teachers at different grade levels and it just reinforces the feeling of being a big family so we also have a mixture of pelham residents and students and families who are part of our school through the school choice program so right now it's about 35 to 40 percent school choice families who live in surrounding towns and communities and still we find lots of lots of opportunities to bring other families into the pelham fold whether that's through all school morning meetings or community events with the pto so in terms of teaching and learning at pelham we have a really progressive curriculum having one teacher at each grade level we're able to do a lot of vertical alignment and create experiences for students year over year with an emphasis on hands-on learning real world contexts learning the language of learning as some other people have talked about a bit and we're really excited to expand our outdoor learning program we have a beautiful campus we've had a naturalist in residence for the past few years and all of the staff are really excited to do do some more experimenting with what it looks like to learn outside and connect to the natural world and the last piece that i want to highlight about our curriculum is that for the past several years we've been piloting the let's talk curriculum which is a body positive consent based um affirming sexuality and gender curriculum that begins in kindergarten so we've been working with research partners through umass to really develop develop opportunities for students to acquire language around consent and gender and it really sets the stage for having open dialogue um and a safe nurturing learning environment in the classroom and then in the whole school so we are now accepting school choice applications so if you don't live in pelham fear not your kindergartner can still come to pelham if it feels like it's a good fit for your family great thank you so much lee i appreciate it um and uh our second last presenter in our last school um mr yaffi uh principal yaffi from wildwood welcome nick oh nick you're muted thank you thank you thank you it would be great when we hear it when we get to the day where we don't have to hear your music anymore that we can just speak to each other in person and that day is coming soon as we're all welcoming kindergarteners back in so as diane said and as we've all said there's more that's in common for all of us in the kindergartens across all the schools and yet each school i think what will what you'd see is that there's a strong sense of uniqueness and community that we've all created with a special love for the kindergarten because it's the kindergarteners who come in and then become part of the community um i was a kindergarten teacher for 20 years and so my heart really lies in that experience and how important it is to welcome each and every one of you to our schools and to watch the marvel of kindergarteners who come in and they might be a little nervous at first but then within a short period of time they get to know the whole school community they get to know their way to the library to the different specials and we all work to create these connections with the older students whether it's through reading buddies or math tutors that come in or just former students in the kindergarten up to sixth grade who just like to come in and spend time with their teachers as well as what each teacher each of each of the principals have stated we believe in the whole child and teaching kids the social skills that they'll need for life and at wildwood and at all the schools we've been exploring what's called project-based learning where kids are asked a question and a challenge and then they explore this challenge and take ownership for their own learning and oftentimes do some sort of presentation of what they've learned to a authentic community and so that's something at wildwood that we have been going deeper into both as adults and also with our students and in all the schools we believe the arts are important so you'll see kids expressing themselves through the arts and at the same time learning what they need to know in terms of reading writing and mathematics but in an engaging hands-on way so we look forward to welcoming you at wildwood and in all the schools and i can't wait 2034.
balance for all banks was 5 million 376 thousand 507.27 excuse me 26 cents you also see a line with outstanding checks total outstanding checks 185 000 288 95 that would be outstanding checks for all banks you're also going to see a very small outstanding deposit for 27.81 total for all banks minus the outstanding checks and then that outstanding deposit february 2021 fund balance for all banks five million one nine one one nine zero five zero and if you go back to the last page your fund report you'll see that those balance to the penny and i'd like to submit for approval pending any questions okay great thank you thank you next item on the consent agenda is personnel reports parts one and two which are listed on the website and on the door of central office so can i get a motion to approve the consent agenda this evening so move second motion is second all in favor fine all opposed motion passes next item on the agenda is reports and our first report is from assistant superintendent jennifer rich hi i was eager tonight i was up here so this is the time of year we start planning for all of our summer activities so i just kind of wanted to keep you in the loop and give you a couple updates on that so summer school so we are going to be approaching summer school a little bit differently this year and i'm really excited about it traditionally we have summer school um right after the school year ends and we target it for those struggling students so k through eight we're going to take a different approach this year and we're going to do a jump start program so that will be running july 19th through the 30th and it'll be a half day program we'll serve breakfast and lunch and provide transportation and instead of just targeting specific students we're going to open it up to everyone and try to get as many kids as in the buildings as we can just provide an overall academic enrichment um experience for them so i'm excited about that our high school program will continue their traditional program um after that runs through through june that goes right after the school year and they'll be providing all of those opportunities that they typically do we're also going to provide the summer learning challenge through imagine learning that we did last year and so we had k-th right students anyone who participated an hour in either the math program or the reading program they entered a drawing every week and they were chosen and they were selected they got a prize and so we had anywhere from 40 students to 90 students participating every week so i think that was great and so we're going to keep that going as well professional development so i'm really excited because i know how hard and exhausted our teachers how hard they worked how exhausting this year has been for them and so putting out the kind of the feelers for professional development what does everybody have the capacity for who's going to be interested are we going to get anybody to participate and we have 78 teachers and already registered to participate in one of the five trainings we have going on this summer and and each training is multiple days um so it's a big time commitment and so i think that just speaks volumes to our teachers and the the dedication that they have and so that's just something really proud of our greencastle teachers for doing that so that's all i have great thank you very much next item on the agenda is the superintendent report yeah so just a couple of uh brief items a lot of exciting things taking place here as we wrap up the third nine weeks and with exciting things a lot of just successes and accomplishments and in our staff and students making it to this point in the year about three weeks or excuse me three grading periods complete we had a excellent music concert performance uh the other uh last last uh last week students did a great job it was just great to see them have the opportunity to have a band concert once again the solo and ensemble students that competed in that i think we had over 30 students that earned either silver or gold many of which would have been able to earn also gold at the state level we had a high school student i believe her name is maisha win the rotary speech contest the basketball team competed in the the regionals um certainly the success and then you know in the wrestling program with brock carrington he was western indiana conference wrestler of the year named that today along with many other successes it's just been a really good time to be a tiger cub so just kind of wanted to throw throw that out there mr rogers is in the high school and the prom committee put a lot of work into um planning the prom and making it this a reality for our students so i definitely appreciate that i know that hasn't been easy it's been very challenging and then in the coming weeks i know that plans are being made for some of the other traditional end of the year celebrations and banquets so we are planning for those things and and you know even graduation and planning multiple different options but definitely be parents should look parents and students to look for that information to come out here in in the coming weeks i also would like to thank putnam county hospital they i was contacted first thing this morning and they made available 24 time slots for 24 staff members and staff members at each of the putnam county school districts to receive the johnson johnson single dose covet 19 vaccine and so we push that information out to staff as well and the hospital here they've just been really great partners and so definitely would like to to thank them for making that available and then finally friday we finish up the week with an e-learning day and also obviously begin spring break which i know that many students and staff members are ready for a short break away before coming back for the stretch run so that's all i have for this month okay great thank you next item on the agenda is old business and we have no old business which moves us to new business and the first item under new business is for the board to hold a projects and preliminary hearing on the proposed renovation projects if you are interested in speaking this is a public hearing if you're interested in speaking at the hearing please make sure you've signed into the signing sheet in the lobby and after a presentation by the administration and his advisors there will be an opportunity for the public to make comments about the projects the notice of this preliminary determination hearing was published as legally required on february 24th 2021 the banner graphic and the first preliminary hearing determination hearing was held last monday on march 8 2021.
goes by in a flash thank you nick and uh we'll have one more uh just introduction we have other people on the call for questions we have our ello coordinator our special ed director or curriculum coordinator but one of the things that makes our district unique is that we do have a family center and the family center works with all families and then works with some families more specifically but it's been really important to us and have been a consistent value of the district that we want to make the strong relationship with families you're you're our children's first teachers uh and dr gavara is the director of the family center and so she's with us nice thank you for making time for us dr gabara and maybe you could share a little bit about the work of the family center i am so excited to be here with all of you um of all the opportunities of all my experiences as an educator my favorite experience like nick said was being a kindergarten teacher i just love the age i love just the promise i love how wonderful sponges they are and i love working we all love working with you families because you're as as dr morris said you are their first teachers and so we think of this as a partnership or we invested in your children and the fact that even before you come in you can become aware of the family center and all we do so we work for all of you we work with all families there are things in programming we do for all families and then there's things we do for families who need a little more support the great thing is is that we have a doorknob in our website if you ever have any questions if you ever need any support that is the entryway as well as contacting me or any of our folks but we do we work really closely with you so even before you come in if you have any questions but we reach out we do programming we do a backpack project for families who need support and students get a backpack with supplies we have a dentist program when we used to you know in person not in this year but we support students during transition years we have an out-of-school time coordinator who works with families to provide before and after school care we have two case managers who work really closely with those families who need extra support we also do this registration so your entry into us will be with our registrar who's also our assistant mildred martinez so you've some of you have already submitted paperwork so again we're here we work really closely with all of the schools we work really well and we're here for you and your children and we're so happy you'll be with us welcome thank you barta um so i'm gonna get the whole group back on so our squares will get a little smaller um but um there we go and so just introducing some people who uh didn't get introduced tim sheens our curriculum coordinator thank you for being here tim katie richardson's our ell english language learner coordinator and dual language coordinator uh kamenantes so thank you katie and dr fay brady is our student services uh director um and a whole lot of things including glad fall under her auspices so uh again we really appreciate you being here you know you got a flavor or a taste of uh the schools and the family connections but we'd love it if in the lower right hand corner if you're able to type in a question so we can respond while you're doing that just uh i have a question which is for the group anyone can jump in um my kindergartner or my future kindergartner is a little anxious about going to a new school next year they've been at their preschool since they were three months old what advice would you give families who might be wondering about supporting students through the transition from a really familiar preschool daycare slash preschool environment into a kindergarten through sixth grade environment i wonder who's willing to jump in that also hopefully jog some questions from uh folks who are watching i'm gonna pick on mr yathy because he did this for 20 years so uh sorry to pick on you nick but uh don't mind unmuting yourself and i'm sure your colleagues will jump in as well yeah uh well this is the number one job really of the kindergarten teachers the kindergarten team and our school is to help kids make that important separation and to become part of the community um we recommend to families if they want to come by your playgrounds once you know you're coming to one of our schools during the summer and we also have visiting days during the first three days of school where they'll come in in small groups it'll give them a tour of the classroom as well as a tour of the whole school i think if you can connect to families who you know are coming to the same school that's also helpful for a familiar face but i'll pass the baton to anyone else any other thoughts people want to add on to what uh principal yaffi shared mr shea and then miss chamberlain so hopefully this will help it's hard to sort of picture it but like every they're really the best way to picture it is think about in the morning time when kids either come off a bus or they get a car and they arrive at school right and there'll be a whole series of people out there to meet and i do this every single day to meet integrating to say hello and to ask about what you did the night before and to talk with you in one class and i can tell you right now in all our schools and set like a speaker crocker farm there's there's 25 kindergartners in the school right now every day and i know the names of every single one of them and i know there's six or seven or eight other people in the school who know the names of every single kindergartner in our school so our expertise is in our in our interest is getting to know kids and getting to know them for seven years like a duration piece so that's the part where it starts right from the beginning thanks mr chamberlain the only other thing i wanted to add is that our kindergarten teachers take this transition so seriously they know it is the biggest one for these little youngsters of their lives they're entering their first public school experience many of them are entering and we also know it's tough on families right so we'll give you hugs if we can give hugs at that point to help you transition as well but the teachers go slowly in the first couple of weeks the first up to six weeks of school they really take it slowly and teach the rhythms and the routines and they want to hear about difficulties at home to be your partners so they're not going to ask the students to do heavy academic lifting for the first six weeks of school they're really going to nurture them and just take care of them learning the school learning the routines thank you and dr brady wanted to add a piece as well yeah i i wanted to say um one of the things when if your child is telling you they're a little nervous and a little uneasy that's a good thing and so one of the things we want to do as parents is to tell them that it's okay to feel that way that when we do new things sometimes many of us or most of us feel a little bit uneasy and that there will be people at school that will take care of them we'll be there to support them and hold them during that versus trying to say to your child oh no no don't worry it you know it'll be okay that it's okay and you can even use yourself as an example to say when i try new things sometimes i too feel a little bit uneasy and i think everyone has had the experience in the last year of trying new things so i think we have a lot to draw from i said there's a question about commodities we're probably about 10 minutes away from doing a commentary specific um extension of this info session so thank you for the question and and we'll speak to it mrs richardson and ms chamberlain and i will stay on and be able to speak to that um another question that i got someone emailed me that they weren't able to be here and they were wondering about the garden program um and what that looked like because they were they seemed like they were particularly interested in their future kindergarten or getting their kids getting their hands dirty um so i wonder if mr sheehan maybe could uh talk a bit about the garden program and some of the other curricular pieces uh at the kindergarten level sure um we have a really exciting garden program at all four of the elementary schools uh we were really lucky to have a science coordinator uh who works with classroom teachers both on the science they teach in the classroom as well as in the gardens and we also have a garden educator who works with them and the garden educator um known as farmer leela to the kids um she leaves lessons um out in the gardens the kids do planting and harvesting they learn about the life cycle of plants they learn about pollinators um it's really an application of the life science that goes on in classroom instruction in a really great hands-on way um and we have we have a bank of lesbians that go with this from kindergarten up through fourth grade at this point and we've we're continuing to add a year on each year that they go thank you tim i appreciate that um you know i had a couple other people questions uh that are typical ones so uh i could speak to this personally and professionally but when i used to be principal crocker farm kindergarten we used to do you know this obviously much more in person and the students most exciting so many of the students were so excited to ride the bus so many of the families that was their fear so it's this strange kind of phenomenon of uh uh you know kid excited parent maybe lasso uh i don't know if anyone can speak to you know how to manage that when there may be some dissonance between family opinions about the bus and student opinions about the bus and how does the bus work if you're a kindergarten student you sit in the back i mean all those kind of things i don't know who is want to jump in talk a little bit about transportation and the bus diane you look like you're ready to go with this one so i mean sure sure so um we work really hard to make sure the kindergarteners do feel safe on the bus that everybody feels safe on the bus so they are seated in the front seats so the drivers can space pay special close attention to them we actually have in the past asked some sixth grade students to be kind of bus ambassadors for our young ones on the bus um we make sure that they are greeted right outside of uh the door um every morning like derek had mentioned uh greeted by name usually pretty quickly as soon as our folks are able to remember those names after the first day of school they're greeted by their teachers out front when the very first day of school so we do take the bus safety really seriously again so they're seated up front some potential mentors on the bus and personal escorts to and from the door every morning and afternoon thank you diane i see you coming at this question again we'll get to that shortly uh here's another one any thoughts on what we can be doing over the next six months or so to get our kids ready who have been out of preschool for the past year due to covet so the timing of this is perfect as many of you may be aware we're reopening for five days a week instruction a little less than a month from now at our k to six level so we're spending an awful lot of time thinking about how to support students in this transition so i don't know if anyone on their team wants to start but just you know what are things that families could do to support their children um especially young children who have been out of school for some length um jen want to jump in yeah just two things that i would just say that come to mind is just to keep reading to them and keep talking to them are the two most important things you can do right now [Music] thank you um diane yep i'm going to speak up for allison too our assistant principal from principal from wildwood who always says don't forget the numbers right if you're able to count along the way with your child if you're going by a farm how many cows can you count if you are walking down the sidewalk how many steps can you count um so just play play with rhyming play with numbers and i think uh you know i'll add to if i could jump in um with a non-facilitator hat on i think the other thing is you know in ways that feel good it is getting warmer it's amazing it's not pitch black at 6 57 right now so looking at my window it's pretty exciting to me and just thinking of ways that you can make reconnect with kids even if your child's not in preschool but outdoor play dates going to playgrounds things like that because you know the academics we're good we you know our staff know how to do that and really a lot of the focus of supporting students when they come back isn't necessarily about um just the academics it's about what does it mean to be in a group right that's a really unique thing that students haven't had as many experiences with over the last year so anything they could do that brings them joy that connects them with a peer or family members um you know now that it's being easier in my opinion to be outside i know there's some winter lovers out there i'm not in that group um but i think that would that's another thing that um can do it i mean you know graff park is if you haven't been there it's amazing since it got redone and i think that also helps because we probably are in a world next year where there's still masks so building up mass tolerance and figuring out how play days work with that especially if they haven't been in preschool and haven't been wearing masks you know we're flexible and we're working on mass tolerance with students who are back in it's not like they have to be perfect on day one but it is something that might be normalized that process for them so those are just a couple of things that that i wanted to share so anyone else who won i thought i saw yeah i just want to say that derek mentioned and others mentioned about the wonderful buildings and properties we have and off out of school time visiting the playgrounds and walking around and getting familiar with it it's it's also i i found it with my own grandchild it worked really well so visiting the playground and walking around the building also helps count fears and the familiarity works really well yeah so really good question sasha jumped in responding to it but um linking with other families um you know this is going to be a good plug for me that one of the most used uh just wonderful organizations we have in each of our schools is our parent guardian organization or at pelham pto parent-teacher organization and they often will do things like kindergarten meetups before the kindergarten year starts so as you register or enroll you know please do we encourage people to reach out to the parent guardian organizations because they have in the past and they continue to even virtual environment at the moment do a fabulous job connecting families and exactly in the way you said so you know uh if you haven't you know i think the pgos usually in the summer they ask us for some information and you may get an all staff or all family email from principal and have links to parent guardian organization but they they play a huge role in making these forging these connections especially with the younger students um dr gover yes i would also say so i work really closely with all of the parent guardian and pto organizations and they have a role for everybody so even if you can only spend a little time there will define a role that you can come and help them they're great people they're very uh generous with their time and their efforts they help us with many different activities we just did a district wide coat and warm uh you know accessories uh two months ago and it was wonderful so everybody works well together and there is a place for you so consider volunteering yeah and on that point about a voluntary opt-in list what typically works is that there's a class parent and the parent guardian organizations organize that and that class parent often plays a large role in kind of facilitating or arranging kind of optional play dates or things like that before the school year starts so you know just again a plug for them and they really have a great ability to have a wide reach for our families um let me see um i don't see non-commandantes oh i'm sorry nick go ahead i just wanted to jump in too because typically when we do registration in person we give out as a district some kind of kindergarten countdown calendar and that's that's something that families can do is just build up that sense of that this is going to be something to look forward to it's going to be a positive experience and as uh dr brady said listening to their feelings and and reflecting on those but just uh counting down the days because the sense of time you have kids who you know when they turn five they think okay i'm going to kindergarten tomorrow this way you could count down the days through the summer yeah and one other thing i was going to mention is there are opportunities in our community you know whether it's athletics or some of the nature opportunities that do have preschool programs in the spring and summer in our newsletter which you'll you'll start getting next year if you don't have an old if your child doesn't have another sibling you know we advertise those and we try to communicate because as much as possible we want folks to know what's out in the community for them to participate in so uh there's a question how big are anticipated class sizes at fort river in 2021 2022 um hard to know until we register uh the kiddos but in general our class size is under 20.
at this time i will ask kristin mcclellan bond council to explain the purpose of this hearing kristen good evening pursuant indiana statutes before a school corporation can spend more than a million dollars to construct renovate or improve a building that will be financed with the lease or bonds it must hold a public hearing at which explanations of the potential value of the projects to the school and to the community are given also pursuant to indiana statutes the school must hold two public hearings and adopt a resolution to determine to issue bonds or a lease for a project which exceeds certain thresholds these public hearings and the adoption of the resolutions are just the very beginning of the legal process for a project these resolutions will establish a maximum financial terms for the proposed project thank you we will now hear from mr gibney about the project or the process of determining and communicating the projects to the community and the need for the projects yeah so as mrs mcclellan explained this is just another step in the process we actually began the process long ago this past fall when we engaged with krm architect group to help us conduct a study of our facilities and help us to put together a master plan for the school district this included multiple visits to all of our site facilities reviewing building conditions you know trying to note things that might be end of life also engaging in conversations with different departments and teacher groups at all of our buildings just to really kind of capture a pulse of potentially some of the needed changes for the different types of programming that are conducted in those spaces so just a very collaborative in-depth detailed process we also had the community stakeholder meeting this past fall to share more with the community and also to listen to feedback from the community to to really make sure that you know some of these targeted improvements or suggestions for improvements can really be taken under advisement in moving and moving forwards you know it's impossible to to maintain an entire school district just simply out of the operations fund and so we have an opportunity here to make needed improvements to address safety security and access and to also to address the environment and where teaching and learning and athletics takes place and we have the opportunity to do this as you will hear we have some we have some debt falling off and so we have an opportunity to replace debt um and with that there would be no impact to the debt service tax rate so just a little bit of information about that process and you'll hear very shortly just in more details about some of those things okay thank you we will now hear from kevin montgomery architect with krm about how the proposed projects meet the needs as described by the superintendent mr montgomery welcome hi thank you guys we have a few slides if we want to go ahead and jump to the next one a little bit of this is a recap of what jeff said we began the planning with a study in september of 2020 and tried to make that as an inclusive process as possible there was a lot of boots on the ground work to understand your buildings and document everything as existing conditions as well as meet with as many staff community leaders and parents and teachers as possible next uh most of this presentation is a summary of those findings and what recommendations come out of that to meet the the school's goal of of maintaining the buildings as well as improving safety security and access this first slide is the uh some of the conditions around the campus of the middle and high school sites there's several areas that have uh reached the end of life specifically to note a couple would be um the the athletic track that is failing um there's some settling within the field itself as well uh the back softball and baseball areas have similar problems along with the kind of original concessions facility which is failing structurally and then several small aesthetic and functional you know just land of life items throughout the site next and then for each of the five building facilities the summary comes in the form of this what we call issue mapping that's a floor plan that is color coded in terms of need so most urgent and recommended is red and then it goes to blue which is is needed and then green is will be needed in the future but not urgent and you can see then on these pages the dashed lines that highlight the scope that is proposed within this this upcoming project so those highlights from the high school include the science lab area the media center or library some of the restroom facilities the finishes and furniture within the classroom and some areas of the athletics we should note that the high school takes up the more scope it's your largest building it's also your oldest building it's pretty easy to to see where the the needs and end of life items are within your building next here's a few examples of those spaces again point out you know the science labs both the education and process of doing lab work and the support spaces and technology that go along with those spaces is you know well beyond out of date this building's 60 years old again areas like the restrooms high use facilities the media center is similar to those science rooms that you know technology and innovation and group learning is completely different than it was when these were originally built next mcinally um the highest and most priority is uh the lower level and specifically the locker rooms um everybody knows how great this building is um you know the major spaces have been you know kept up and served you wonderfully but as you go a little bit deeper into the back of house those original conditions show through um in particular the locker rooms were built before you had women's sports like you do now and they've never been renovated so allowing equal opportunity is part of that access to opportunity for your students next there's a few of those images of some of those spaces that are in great condition but also those those lower level areas that need some of the improvements next this is the middle school again shown here in red some similar spaces the the science labs and media center media center for similar reasons but also here highlighted as the security right now you don't have a secure vestibule process to allow visitors in safely next again a few examples of those spaces pretty similar conditions in most cases to the high school within those original spaces next now as your buildings get a little bit newer we're into the intermediate and elementaries this is deer meadow again there are there are several items that make up a list but they are not high priority and will be you know several years out the the most important one here is that entrance security for the same reason as middle school there's not a secure vestibule for during school hours next photo conditions of that building next rid path um has a similar condition at the entrance so we'll improve that possibly we're proposing to improve that it does have a real need around some of the exterior there's some facade work sealants and joints that are beyond it beyond its life so we're including that scope of work potentially as well next here on that upper row of photos you'll see some of that work some of the efus and sealants so that you don't run into interior water problems in the future that work should be happening now next finally tz um and while most of the plan is is colored that's you know it's all green uh it's small you know finish upgrades and amenity spaces that would be would be nice and could be done in the future but right now for the high priority items and security we'll focus on that that entrance and then also some water issues and drainage that's how the build how the water comes off the building could be improved next photos of that project next here overall we have um estimated budgets for each of those potential projects and facilities and then in the middle there you'll see the soft costs that go along with providing the engineering and survey and design work and then finally the cost finance the project for a total of not to exceed 32 million next another way to view it is by facility or by building again your largest and oldest being the high school does take a significant amount of work but we'll put you guys in a great place for you know 10 20 years of the future and then more evenly distributed and again by size for your other facilities next i think that's oh yeah um here's a early schedule potential schedule for the project if we were to begin in the spring pretty soon we'd be working on design through the remainder of most of the year and bidding things out um in fourth quarter for phase one which would be a lot of the high school work and get that ongoing and have to to phase areas and not interrupt student activities and and your schedule too much and then we'd move over and continue uh the design work of the middle school and then primary schools fitting those out consecutively after that and then all the construction would would continue through questions or comments before we continue i think with financial advisory not for me hey thank you next we will hear from mike thurber our financial advisor from thurber and brock about how the proposed project will be financed as well as information about the effect on the typical property taxpayer good evening good evening and thank you i would like to go over the financial characteristics and details of the project work however i'd like to start by addressing a little bit about the the school corporation's current debt service picture right now the corporation is paying on a few bond issues and over the next seven years all of your outstanding bond issues all of your outstanding debt will be paid by the year 2027 each issue that you're currently paying on will be retired or paid off so it's a good time right now to be not only planning all of this project work but to be putting the debt in place to finance the work so on to uh the this project cost as mr montgomery just stated the uh total cost has been set at an amount not to exceed 32 million dollars and that amount is comprised of hard and soft construction costs of 29 million 450 000 uh approximately 2 million 550 000 of the 32 million has been allocated to take care of uh capitalized interest which is interest paid on bonds prior to making full lease rental payments on the bond issue and then 300 000 of the 32 million has been allocated to pay cost of issuance associated with the financing so those sums or those areas of money comprise the total project cost of 32 million excuse me 32 million dollars um the maximum term of the lease for the bond issue has been set at 22 years and the maximum annual payment on bonds has been set at an amount not to exceed two million nine hundred forty thousand dollars annually um so it's again it's a good time to be putting the debt in place to take care of your projects right now bond rates or interest rates are at good low levels and hopefully that will continue through the summer months when we go to sell the bonds and put the debt in place right now if you were to to sell bonds for the total 32 million you would receive an interest rate that would be well below 3 percent and again we hope for that to continue we'll be ready to put the debt in place by late summer and i'd be happy to answer any questions or discuss anything you you might like at this point i do not have any questions does anyone grind down okay thank you very much thank you okay now we will open the public hearing um we'll accept comments questions from anyone willing to speak do we have any no one wanting to speak at the public hearing okay hearing no one we will close the public hearing please note that this is just the first step in the legal process the board will continue to work with the administration and its professionals to look for efficiencies to conserve tax dollars while meeting our educational needs and i would like to ask christa mcclellan to summarize the project's resolution for us members of the board have in your packet a project resolution is required by indiana law whenever a school district proposes to spend more than a million dollars on a facility as you'll see the resolution contains the estimated hard and soft cost of construction as well as the cost of issuance in the total project cost it also contains the estimated tax rate impact on the debt service fund which is estimated to be zero okay can i that's pretty much it in a nutshell okay can i get a motion in a second to adopt project resolution i make a motion to accept a second okay we have a motion in a second to accept the project resolution any discussion okay hearing none all in favor all opposed motion passes next kristen would you um explain the preliminary determination resolution you also have in your board packet or resolution making a preliminary determination to issue bonds this is also required under indiana law anytime you propose to finance a project above a certain threshold this resolution resolution as you will see contains again the total project cost the maximum annual payment and lease term and other financial terms such as the estimated principal amount and tax rate impact thank you okay can i have a motion and a second to adopt the preliminary determination resolution this evening don't move second okay we have a motion in a second is there any discussion i think it's just nice because our debts coming off at the right time interest rates are right and our buildings are needing the work so i think this is going to be just the perfect project at the perfect time i would agree i agree okay do we have a second yeah i seconded it okay um all in favor hi all opposed motion passes next kristen could you please summarize the reimbursement resolution the last resolution you have relating to the project in your packet is called a reimbursement resolution a reimbursement resolution if the board decides to proceed in issuing the bonds would allow you to incur any initial costs payable from the operations or rainy day fund and reimburse yourself once the bonds are issued this is a federal tax law requirement okay thank you very much okay can i get in motion in a second to approve the reimbursement resolution this evening i'll make a motion second okay so motion in a second any discussion hearing none all in favor all opposed motion passes that concludes the hearing portion of the board meeting this evening so next item on our agenda is an approval request for the second reading of updated job descriptions of maintenance custodial and food services mr gibney yep so last month i presented each of those items to you for first reading and now is time for a second reading and adoption it's our goal to make clear um the job descriptions for our employees so that way there's a shared understanding and it's more they're more easily communicated so it's my recommendation that the board approve these updated job descriptions so anyone have any questions comments on the job descriptions these are very detailed job descriptions so thanks for your work and it's nice to know i think it's nice for everybody to know exactly what their job is and what to pertain so thank you okay i get a motion to approve the three the second reading on these three updated job descriptions i make a motion to approve second okay i have a motion in a second any further discussion questions hearing none all in favor aye all opposed motion passes next item on the agenda is an approval request to approve some donations i think we can lump all together we have a donation from the mary allison trust fund to ridpath primary in the amount of one thousand dollars we have an or a donation from jeff and denise sigworth to the green castle high school top 10 dinner in the amount of 1 000 we have a donation from jeff and denise sigworth to the green castle high school soccer program in the amount of 1500 ops can i get a motion to approve these donations make a motion in a second dale you second okay here promotion in a second any discussion thank you yes thank you very much to obviously mary allison trust fund but to the single worst for their continued generosity um all in favor aye all opposed motion passes next item on the agenda is the first reading of a couple of more updated job descriptions for special education and instructional assistance yep so just like uh with last month a couple of other categories bringing updated job descriptions and we'll continue uh until we have we cover every position uh within the corporation and there's no action required at this meeting this is just for first reading okay thank you very much next item on the agenda is the first reading of 2021 2022 building handbooks yep so it's hard to believe it's that time of year already but included in your packet were student handbooks for each of our school buildings and this month is just a first reading and we'll bring those to you for second reading and adoption next month okay okay next item on the agenda is other business does anyone have any other business no i wanted to say thank you to mr rogers and his team for working on the prom i know it's uh it's not easy and working to make sure everybody gets as close to what they want um so i appreciate it and um hopefully the kids will have a good time anyone else okay can i get a motion to adjourn so move second okay we have a motion and a second to adjourn the meeting all in favor all opposed motion passes thank you and be careful going home this evening you
