You told us a little earlier about small juries, but could you tell us something about grand jury service? Thank you very much. We're going to take a break, and we'll be back chatting in a bit. Welcome back to the program, "Know the Court." We were talking with Stephanie about the jury system in the state of New Jersey, which is defined as follows: You told us earlier about small juries, but could you tell us a little about the grand jury system? Sure, the state grand jury system is held in Trenton, and at our local jury offices, the first step is summoning and qualifying. After the summons is sent, a random list is created at the county level. Those names of potential jurors are sent to Trenton at the state level. The clerk of the superior court will summon a specific number according to the instructions. And what happens if a potential juror doesn't return their summons or fails to appear in court in accordance with the statutes?

Or any person who fails to return to a situation or fails to report can be held in contempt of court, and a monetary judgment can be issued. On the other hand, we realize that mistakes can happen with the mail, and people are busy with their lives, so we send reminder cards to return your questionnaire. If you didn't receive them, call us and send it back, and we'll send a new summons for a new day. And well, I don't know if you've seen it in the news lately, but there have been incidents where scammers are calling jurors. How can a juror tell if a phone call is legitimate or not? It's not our practice to call jurors. We would contact jurors by mail or email, and we never ask for Social Security numbers. All jury information is confidential and is not released without the permission of our assignee, the Honorable Julio Mendez.

And please cooperate with the Sheriff's Department regarding courthouse security. There are jury signs located in each of our courtrooms, and there is also a sheriff's officer stationed outside all of our courthouses. They help direct you to the jury assembly rooms. So, when you enter the building, how do you know where to go? There are jury signs here. Located in each of our courts, there's also a building or something like that located in front of all our courtrooms. They help direct you to the jury assembly room. Okay, and when you go in, what are the things you can and can't bring in? Needless to say, alcohol is not allowed in the courts. Also, in the county, you're asked not to bring any kind of liquid beverage. And can you take pictures in the courtroom? No, it's not allowed. You can bring them in; they're allowed to be inside the courtroom.

But you can't use them. A judge will direct you with instructions. And could I bring a cell phone? Yes, I could bring it, but while the judge is in the courtroom, you can't use it. You can only use it when the judge tells you to leave during a recess. But why do jurors wear certain badges? Prospective jurors and jurors must wear badges so they can be clearly identified. It's important for the process that no one discusses the case with the jurors. If someone talks about the case with a juror, the juror must... Report this immediately to the jury management or the judge. This information is confidential and can only be discussed with members of the court. I remember once I was in court and I saw a little boy say, "Mommy, there are jobs here." So that was going to be the next step. If you ask how many employees there are working at the Hernani Superior Court, Quique Maker, there are approximately 476 full-time judicial employees in Courtroom 1, as well as 28 full-time judges.

That's approximately 504, obviously including the 28 judges. Well, and how did you manage to get the job or position you have now? I checked the website they have, www.corts.gov, once a day when I saw an available position and applied. I put my information in. A short time later I received a letter saying I had to go take an exam at Cherry Hill School. It's the civil service exam. Shortly after that, I received another paper saying I had to go to Trenton to take a test, and they call it "biker" in English. It's to see how well you speak the language in English and Spanish. Seeing your proficiency, in a short time they also called me for an interview. Before the interview, I had to take a test with keyboards and computers. When you pass those tests, you are already qualified to have an interview, and that whole process took approximately a year.

Well, the road has been a bit long for me as an interpreter. I think it was in 2007 that I saw an ad in the newspaper that they were looking for interpreters, so I sent an application and they called me to go to Trenton where I had to attend an orientation. They explained to us what the process of being an interpreter is like and what the hopes and expectations of an interpreter are. And after the orientation, they called us to take a test, a very basic English test, because there are many people who don't have a very good command of English who are interested in being interpreters, but you have to have a good command of English and of any language you have to translate or interpret. And then, if you pass the English test, and then you have to take a test that is a bit difficult, you have to prepare.

I prepared for about six months, studying for 20 minutes every day to be able to take a test where... It measures your ability to translate documents from English to Spanish and from Spanish to English. There's also a part of the exam where you have to interpret simultaneously while the person is speaking, interpreting into their own language. There's also consecutive interpreting where you have to listen to four or five sentences of testimony, for example, and then translate or interpret it into the other language. It was difficult, but once I passed the exam, I studied and worked as an independent contractor interpreter, going from court to court, sometimes in law firms, doing translations for lawyers. I think I worked independently for about six or seven years until finally, there was an ad for the American Superior Court, and I applied. They called me a few months later and interviewed me.

Mexico City and students from almost every single school in this district created cards from letters from little TK kids all the way through high school kids and we sent about 2,000 cards to some students in Mexico City Brady's schools well just last week we got some letters back and you can see of what over there on the display on the board's their diesel boards are some seat from the students they came from a school called Woodward fool their goal is to spend 50% of the day in English just like ours is to spend 50% of the day in Spanish and the letters don't wander over and one of the things they asked though is for penpals specifically Hodge school that has a dual immersion program up to the microphone and if you can just tell us a little bit about how your school is helping them well I approached the teachers with the request because the letter was so compelling from the student and he he had a great hook at the beginning of the letter basically like so what are you gonna do about it inviting us to respond and ultimately he ended with would love to have a pen pal so I asked our immersion teachers if they'd be interested the majority were really eager from and are going up and we have fourth and fifth grade extended days so we have a variety of students who are eager to respond and get to know them and enhance their writing skills burn a real audience real people who are interested in hearing from them and it was interesting to hear how well written the English letter lives from the students I said you guys didn't have to really step up the gamin they might be correcting your grammar so really which is building that opportunity for an exchange of an authentic audience with the meaningful I'm also getting to know people around the world so hopefully we can actually once they're up and running an electronic describing as well a pen pals first are from one of our first international pen pals we'll see where it goes thank you very much now we're multiple school transition transitions connect negative to the affected children loved acting to a new school environment the national academic of science engineering medicine research by Lee and Bergkamp and the National Center for Education Statistics that changing schools has a greater impact on shift for children receiving special education times also Guardian research from the RSA think-tank children who changed schools during their primary or secondary education do worsen exams and peers who do not and dissipate Lea feck children from this Vanek backgrounds Julie Matt wrote an article on the findings of the Journal of American Medical Association which published his study on the issue the study which found that children who moved are more likely to more likely you have behavior problems and still stronger evidence suggests that changing schools can put a child at risk or dropping out of continuing behavioral problems it even goes to that in a timed Health magazine report findings by Swanson a psychiatrist and head of mental health division at Warwick suggest that changing schools can be renting social and emotional experience for students and the legacy of the struggle to may lead to psychosis symptoms like hallucinations and delusions so knowing that several studies and we see the effects that can happen to children I wonder them why is your first options from your committee's presenting that to be closures and you're just in the district when they can have such a negative impact and we and no farm of the educators the district is local forming in the common core standards testing in California and yet you put out the ideas of closing your flagship school that's one Savior middle school from being close and closing I like to add that the parents wages that they deserve is also detrimental [Applause] be one years and have attended more than 60 school board meetings in my career I attended the last school board meeting which was held on March 6 a mountain view school I am speaking tonight because I was very disappointed at the last board meeting when mrs. Williams asked board members to explain why they vote yes or no each board member was given an opportunity to explain their reasoning for how they vote and it became very personal I decided to look up what characteristics makes a good school board there were eight listed in the on the Center for public education I do not have enough time to state each one however I'm going to steep it to you that I felt were lacking first effective school board members are data savvy they embrace and monitor data even when the information is negative and use it to drive continuous improvement second effective school boards have a collaborative relationship with staff and the community and establish strong and enraged both internal and external stakeholders in setting and achieving district goals when I began teaching in the district more than thirty years ago the school board staff and community were a khabees or a cohesive team decisions were always made in the best interest of students many times big decisions were weighed heavily and often were not decided right away because more information needed to be addressed there are B the school board that I find disconcerting such as school board members rotated each position and therefore each school board member had an opportunity to be every position every school board member of greater understanding for being a member of a group as a teacher I work for all of my constituents and weigh every decision I made carefully I try to take my time when making a big decision I think you should remember that you are the voice of your constituents and understandable to wait for more data and more qualified candidates when the need arises thank you [Applause] my name is Kristy Carnes I'm a teacher in Azusa I've been teaching for 33 years 20 I've taught in two other districts but Azusa has always been my home I have always been proud to say that I teach in Azusa I was mentored as a young teacher by some fantastic role models I received excellent training and mentoring which shaped me into the teacher I am I feel so blessed to have grown up as a teacher and so why am i up here tonight or of what Azusa needs to me I fear this room we have the heart and soul of what as oosa education is we have dedicated parents that are here because they want the best for their kids they're here to stay informed at what but has they want to do what's right for students in this room we have dedicated teachers to put in a full day's work yet are here tonight because they're about what's right for students we're teachers let's show because it's the right thing to do for students combo classes that have gracious colleagues that take our students to teach math because we know what's right for students we need we know they need that core curriculum time [Applause] the teachers that work before school after school at lunchtime helping those struggling students because that's the right thing to do for students in this room we have district personnel and board members who were also part of the heart and soul of Azusa I also attended the March 6 board meeting and was hopeful for positive information I saw an enthusiastic students perform concerned parents and community members speak unfortunately I saw our board members attacking each other in that public forum this is not the Zeus of spirit that has brought us to where we are and that's not the heart and soul of Azusa for teaching our students to be collaborative workers to listen and respond respectively our board members should be setting that example as well [Music] so I'm asking our school board district personnel to support our teachers make thoughtful decisions which in turn benefit all stakeholders which is the right thing for students [Applause] yes good evening I was a teacher I appreciated the play and the costumes and I'm here to help my students my understanding is that the cut to the fashion program was due to numbers to low counts and I understand that you also were looking at counts from 2000 from last year 2016 and 17 what I've done is I've given you a spreadsheet and I've given you a list of every single student that has been enrolled in my student during the past five years this year last year's counts if you look at 2016 2017 they were severely affected by the taking away of a program my applied econ and adding interior during registration and anybody that is part of the master schedule knows that that will severely affect your numbers that spreads about unequally and excused them so my numbers are low there but not as low as some other programs I had 118 kids my program my understanding is that you were told possibly there were four kids in a class 14 in another class but while you might not have known is that those four kids might have been in for advanced kids and those 14 or 24 or whatever would have been beginning and they would have been in the same class so that would made up the difference if you look at my other numbers you see that they're solid especially this year they're back up 267 because we promoted the program the program is a solid program these are the kids that wanted it another list of kids that are enrolled and now that are still trying to enroll in the program because the district requested or directed the counselors have taken off they are not allowed to enroll in it which skew the numbers next year if we're able to get it fact is you can see that numbers are there if it's about numbers that's not the reason the numbers are there if it's another reason I'd like to know what it is because I don't understand if you're using numbers that's that's not true they're not loading I'm told board can resend this vote I hope you will it is not invited all of them after the last board meeting to come all the board members to come and visit my classroom to see the kids to see what they do one person came and I appreciate that he came in the ring he came and he talked to my students to take their taking away scholarships because they are not in that design program mine why does an IT program it has 25 to 33 kids in it get cut I don't understand that and gets eliminated why is it that academic classes are more valuable than ct8 CTE and Vulcan classes because of the title they go together [Music] lastly you are whipping my students career support why can't you hold off and let these kids know what they have no warning they had no way to prepare for this why can't you wait and give them a chance to complete their career path they want to go to wait [Applause] [Music] [Applause] like miss 20 but I heard we had low numbers and hold it I was stunned I transferred from Azusa ha Gladstone about seven years ago so I went to fill it my numbers have grown every year there are 30 seats in my classroom that's all I will hold with a small classroom my three foods classes are stable at 33 period our numbers are on target they're driving you have writing you have rift three teachers about 25 with about 25 years experience each mark from our a to moment and one computer you are closing viable programs I also brought my roll sheets the last five years to show my counts why are you destroying these careers after we have dedicated our teaching careers at Azusa forcing us into early retirement [Music] that doesn't allow us to provide for ourselves are forcing us into a workforce that we have been out of for 25 years the leather district that we've talked to in Orange County Noren Stanberry so disrespectfully this district has not even Ruvalcaba isn't even given authority to bargain our proposals without demon back for approval from your cabinet if you don't trust em at the our district has come to a place where over 90% of our teachers are demanding a resignation of our top three administrators let that sink in that's right it doesn't give me joy to say this we aren't proud of the statistic president Harvey oversell father says that hard decisions have to be made and we should work together Azusa teachers are saying that we cannot work with this administration and we are unwilling to try any more campus we call them the school board to work together and make the right decision for our organization and our community our district is broken it is your responsibility to give a Susa families the school district they deserve [Applause] [Music] [Applause] [Music] good evening my name is Diane B's I am a teacher at Dalton Elementary I've been teaching there for 28 years I'm very proud to be a teacher at that school and I'm also an a member assistant she's the assistant superintendent mark burrito came in to his position unqualified from the start with a counselor an assistant principal and a principal but never a chief business officer in charge of 120 million dollar budget the business services department at MOT department and the fiscal solvency of a district in charge of 8,000 kids and 1,200 employees since being awarded his position while Moreno has had to have had three consultants come into the district at the cost of over $70,000 to teach him how to do his job this investment has resulted in miss projections of students and staff costing the district millions of dollars how does this instill confidence it doesn't since his arrival in the business department there has been a mass exodus of employees who have overwhelmingly condemned and cited lack of leadership and competence Services has to hire temporary employees to get work done how it is this is still it doesn't $3,000 was completely washed yes feel confidence we are not confident in mark he is not qualified to do this job and has demonstrated incompetence on a multitude of levels how many mistakes must be made before you school boarding to make a change how bad does the air you need to be before you make a change how many kids have to suffer the lost dollars close schools or choices before you do your job and find a CDO of a CDO who can do this thank you [Music] [Applause] [Music] [Applause] we name is forever somber Sonoma a resident of the city of Azusa forty almost thirty forty years I've been involved in city I mean that city and her school matters for many many years and you know it's very hard for me to follow which is transpired a lot of the issues that I've been saying from this podium for many years taking the time to write down seven questions on eleven items on the agenda and the reason I did that is because you know you can't do justice in three minutes to ask the questions expect you know get an answer which I never do most of the time anyway so what I did is taking the time to write down to quit it strange that I had to lead some of the edges I expect to get a response not at this meeting you know after the meeting but you know informally with comments that were just made by all the previous speakers I'm gonna focus on item three with just I understand point three and ten point four at the young the agenda it's regarding disturbing was done by parents students and staff and what I've done is I basically taking the in the school grade ABCD and if we take all the percentages on the parent overall satisfaction score is that no see see as in Charles students overall satisfaction is a d2l staff overall satisfaction is a deep and if you take the El Cap LCAP goals all number one it's a d-plus all number two it's a deed all number three and D - OH number four see the goal number five a d a failing grade that's like it basically as many others [Applause] [Music] [Applause] No thank you very much for your comments we're now moving on to self-made Gerald Thomas reports a request by the board welcome everybody glad to see you here I over the Easter holiday along with going to legislative action day in Sacramento and that is when we have school board members go to our assembly members our senators and discuss how little money our school districts are getting compared to other things we used to be a number in the top ten I remember when I was in school we were just right there at the top and now we've dropped down to three four percent we are 44th in the nation as far as funding our schools that affect advancement affects a lot I would appreciate it along with them contacting our with our representatives all of you contact they're doing in Oklahoma where they're putting up a big fuss about how badly our schools are funding how badly our state representatives treat you when they cut and cut and cut but they increase prison it costs you pay a hundred thousand dollars for a student who is put into the cya at California Youth Authority a hundred thousand dollars a year to take care of a child who has gotten into trouble because he dropped down in school because he was school was not emphasized enough our own State we've had eight thousand dollars a year for our students a hundred thousand dollars a year eight thousand dollars a year that's what needs to change you guys want change go up go up higher because [Applause] [Music] the one country that our teachers arguing with our English language orders I actually learned about the selects together and what it would be like to learn English it dyslexia and the balance between learning a Romance language such as French Italian or Spanish and being dyslexic and how that helps a dyslexic child learning English or an english-speaking child it actually adjusts the brain in a certain way it was really really interesting and I brought a lot of that back and the NSBA apparently with problems that we're having with when opiates defeat the DEA is now offering a school districts free to come out and help let our students to know what's going on trainers are our staff of the whole of that along with that the watchdog's would just me specifically for dads trying to get dads involved in school and other than that by which of the 7/11 committee meetings I mean I really appreciate all the work I pass it on to Paul thank you this is going to by 2050 or here it's it is troubling to see what I see tonight it's it is something that tells me that some collectively visits this whole issue but why do we have so many individuals who work for the district all right I'm happy I'm a basic step point of what is it gonna take to have a better collaboration better communication and better understanding it's hopeful I just hope that we truly revisit this whole subject matters and once the portal and decide that's - what are some of the shortfalls that we larkin that's why I just say to that as far as the NSP I was also in attendance to that it was my first visit to look at it from a national standpoint as to what are some of the trends are really happening a nation I was pretty impressed with a lot of the discussions that dealt with community schooling's which is again a model that really connects a lot of the members in partnerships in the whole district itself so I would like us to discuss that we do have two pieces in place to an outcome and how does that translate into your having a strategic plan and that being one element that many items that we can talk about in the future so there's a lot of work that needs to happen and I do value one of you that contribute to that and thank you I appreciate you coming to us reminding us that it's our job to set an example and so I appreciate that you call that and call that what happens at the March meeting and I need to take ownership for my part of that but I do think and I think over 16 years they're going to be the only time that's ever happened with me at this bias so I want to put a thought I apologize but I do think I actually I mean I agree with Paul I think clearly something is wrong clearly something is broken and we need to figure out how we can work together and I think there's a lot of great working in our classrooms a lot of it work a lot of hard work happening these intersections right work to align with I know the hard work that's happening in the classrooms and the work that's happening between those classrooms and their their interactions with our staff on a professional level and so again I think I don't have responses but I am just processing the police department Afton's the Senior Center in the morning then he had a luncheon I like to thank God it Castro in the chamber and the staff to put it all together the this is a yearly event I also want to thank all the sponsors making it possible to allow our students to go and see how it is in the workplace because then they get to know you know do I really want to do this job and I think that it's great degree we have our kids do this we also went to the graduation I live to hear that my kids do so I seen this young man named Oscar is a second little boy and now he's he's a math word voice and I'm like oh my god with that I also want to graduate the students from glass Stonestreet Mountain View and how they didn't accent the students an excellent job on their speech and the reception was very nice between Azusa you know Susan Pacific University and azouz Unified School District and this is what's all about I reject it you know we're on the chain you should be a chain in you know it's my partnership it's partnership between these the employees between the the the board members between the cabinet and also our surrounding city like a tea you like citrus and I think that we need to you know I really felt that really about some of the statements that were made today and I think I'm not sure you know what we need to even fix it why do you think we need to fix it that's the bottom line we need to work together and um see how we can fix it and you know I I heard 40 years in the barbecue stick and I so I totally understand wrap one around it's low in your district you know you're not a good worker you know you're not happy going to work every day and I don't like to see that I as a board member you know set an example and see my voice feeling the same way you know I I don't I don't do it's good so I also went to money even got to high school they had the you know the same as the sonic booms they present the Broadway past and present yeah because you want to cook the competition for course we're winning second place in the no voice and first division at the most Alamitos big extravaganza and I want to thank Jane colosseo and a glass of my school I went to the National Day a walk out the demonstrations against gun violence 17 minutes for 17 lives at the Marjory Stoneman Douglas high school I want to thank principal Sigma and the staff and all the students were sweeping up and it's important it's great you come up and use your voice if you're not happy with something you know we need to know about you need to a lot of our students do the same thing I was very touched by some with their stories and you know they were talking about you know no bullying be nice to each other you know work together that's it safely enough as a doctor - same thing that they should be doing them also they have a large they put on a large I want to say on like a bulletin board where kids can write with Mooji paper you know how you feel what your thoughts are and I think it should be that all the time they should just put it just for that day and and the students came up and they were able to just we put there on the same you know one the bell ring they went into class I myself who was the ninth and 16th walk with the Chicano Movement and they did not treat us at all the way these kids are treating so I was it was very nice to see that they came out you know they don't want to hear us what these kids are allowed and I think that it makes them made them feel you know weirdest thing we want to know and and I think that it was very nice and I heard the Sierra high school in its high school also the same thing and the students were very well received in the students stay what they have to say but I didn't want it to keep on going and not just today happened just for one day this one day is not affected for me they keep listening to the kids and then butcher paper and then you're allowed to come up with after saying if they have concerns earth something someone's wallet looks like you know we need to see something say something us as adults and students should all do the same I went to citrus ecology of the day and watch the movie it's taking a stand and deliver they were searching on the students their seventh and tenth graders and they were very well behaved there was a lot of kids leave or not the fire alarm went off and I like oh man you know hope even worse than this in doing that right that's of course tonight they're gonna say you know our kids are bad and whatever but anyways big long story short it came up that the workers were working out there and they I don't know hit the alarm or whatever number thank God they came back in order and they had a student there that's cool and she was very inspirational you should tell the students to you know stay school work hard don't be afraid to speak up launder your time she was speaking and I think that you know I really hope that you set the message for them and I don't want to stay too long but I really you know I don't know how to say this but I can still really feel bad at what's going on because I don't like a district that's not happy I feel that dr.
