it defines what it is there isn't so uh i would urge you to uh apply the standard or apply the definition in 14 whether you approve this or not approve this is up to you folks with the criteria you have in front of you but i wouldn't go on defining what habitable room areas are when the ordinances have done that for us right well from the applicant stamp if i were the applicant i don't know that i'd want to limit myself for what i could do in that unit from everyone else in the complex you know through some agreement here so and i do understand the frustration that presumably plans were submitted to the city this was approved you know with a higher requirement and and apparently it's been approved for years and now this applicant appears to be the first one where this has ever been questioned so you know would certainly understand the frustration in that case i i tried i have a question for the applicant the dimensions you gave and the windows the 19 and a quarter the 67 the 29 were those overall were those glass dimensions do you know or recall um i think they were just the glass my my my handyman gave him to me okay i can i can probably give you some more context around it here in just a second though yeah i i just did a quick calculation based on that in the square footage and came up with um ventilation of like 3.9 square feet and i you know by my meatball calculation it was like you know 77 so two square feet seems like a ways off but if it may not be if those are based on glass dimensions and these are based on like you know overall opening i know that he had a discussion with brandon so that they could clarify what that meant because yeah this isn't what i do every day so i don't really know maybe brandon can provide some background to it because i think they came to some kind of agreement on what it meant brandon would you like to comment on the window measurements what was what was open and uh was used um i'm trying to look up my notes i don't have everything in front of me but typically when we measure out this room we get the square footage we measure up the window and uh by the clear opening definition we break that down into square footage of what's missing we usually don't do it by percentages i know that my guy's been you know this he specializes in working with rental properties and he's been doing this for 40 plus years so um i would think that anything he put together and that brandon's worked with a number of other projects uh i do believe we ran the numbers together and we both came up to about the same thing okay i have a general question that i should probably know the answer to um i know that there's a cost for the variant um and i wonder if the continuous ceiling fan wouldn't be less expensive or will they have to pay the cost for the variant and get the continuous ceiling fan together i guess what i'm trying to figure out is what's the out-of-pocket cost for marnie and the situation i already had to pay 500.

the second teacher position we're talking about ripping is 475.74 um the salary is 35 000 uh social security medical long-term disability medicare it grows forty six thousand four hundred ninety five dollars those two teachers cuts those two teacher cuts would be the combination of that amount okay we're also talking about reducing one cafeteria worker um some of these positions folks will be filled through nutrition others will be [Music] third grade teacher uh fifty thousand dollars uh salaries forty five medical forty five third grade two third grade teachers forty two thousand three twenty one uh salary thirty seven eight so we would reduce that not totally because plus we reduce it by one and that brings it down to approximately a savings there of approximately fifty thousand dollars uh now we're going to classify everybody next question uh on the agenda for wednesday is uh certified employment of the third relationship yes that right with those positions it only takes third grade away as they both are returning to their country we're cutting one third grade spot and we're so we're cutting those two are leaving but we're going to replace them just because of where they are in their career so on the case the cafeteria worker and the pair of pros um obviously the savings is much less because the salary is lower you see a total savings of between those two of 36 thousand seven hundred dollars uh new principal uh mr ellen did not make 119 if he was in most states he would um i talked to a principal last year from napa valley and the person started 140.

uh 689.89 almost 113 000. the uh the thing we know of course is there hasn't been a lot of expenses so you look at the expense column fourteen hundred and fourteen dollars and there hasn't been a lot of expenses and this was again for the month of march 31st we like to say we've got a fund balance but we also like to say that students are able to use their money and have more activities which we've heard that there's several schedules between now and year end any questions on this questions no no thank you thank you item seven a through o consent agenda for entertainment motion please unless our questions to approve the consent agenda as presented i will make an emotion to approve the consent agenda as presented all in favor all right thank you item 8a certified staff entry salary schedule mr scholl so annually we try to increase the salary schedule i'd love to do it more but what happens is our new employees come in at a higher rate than our existing employees which is something we try to avoid so this year and what we've done the past couple years is increase the base by a thousand dollars and that just flows to all the other columns and rows and so this year again we'd like to continue that and increase the base pay from this would be someone coming out of college with just a bachelor's degree and no experience teaching they would make 33 000 plus uh 301 pay so this is just their contracted amount on top of that there is 301 paid and in some cases on the personnel report you'll see signing bonuses and such for new employees this is only used for new employees it is not used once they're this is an entry sally schedule this tells gives them a salary and then we'll talk later then we add flat amounts and percentages and things for for increases or they can actually go across if they get additional education this is just to get the original salary and then it can be adjusted annually in the process that we'll do later any questions um entertain a motion please to approve the 20 20 21 certified staff entry salary schedule so move second second um any more questions all in favor all right thank you item eight b proposed 21 22 classified salary schedule similar situation um what we've been doing with the classified salary schedule is increasing it for the minimum wage actually more than the minimum wage we did this in january if you actually november or december if you recall i can't remember which month there was an increase for the minimum wage that started january 1st we're trying to get ahead of the game here and do all our increases starting july 1st now that the minimum wage increases have settled down a little bit and so we anticipate that the minimum wage last january first went up 15 cents we increased our base pays by 25 cents so we're getting ahead of the game we think by adding another 25 cents to the base pays they will still be well above what the minimum wage increase will be in january at the same time ultimately what i'd like to do um when uh what was it what prop was it uh 20208 205 that increased the minimum wage initially um when that before that all started the minimum wage was 815 our minimum wage in the district was nine dollars an hour so we were well above 85 cents ultimately over time i'd like to get to a similar situation where we are well above what the state minimum wage is um to attract better qualified classified staff that's the goal we just it's going to take some time to get there that's all any questions this is an action item appreciate a motion please to approve the 21 22 classified salary schedule i'll make a motion to approve the proposed 2122 hospitality schedule second further discussion all in favor aye thank you item 8c administrative and classified director's contract renewals for fy 20 20 21 22 mr staff is requesting approval of the administrative and classified directors supervisors contract for next year the salary amounts including three percent increase and a thousand dollars and this is similar that we'll talk about with the certified staff the total cost of district will be just over or about fifty six thousand five eighty one in addition seven administrators and three directors will continue to receive a six thousand dollar insurance stipend two administrators would be grandfathered and received paid family health coverage that's been for many many years that's been the case and they were our grandfathered in and then three employees the network administrator district nurse and assistant facilities director did not receive an additional insurance benefit this is about if i recall about 4.2 percent increase on average for the directors and that is below what the average increase for the classified and certified any questions this is an action item would you appreciate motion please you go ahead you got this okay i moved someone's going to be first uh i move that the administrative classified director's contract renewals for 21-22 be accepted as stated any further discussion all in favor thank you item 8d the 2122 contract renewals for certified staff therapists mr troll so as we were talking you know we are not cutting any positions these increases for all um positions the administrative the the certified and they classified are going to be covered as we talked with covering some of the mno expenses out of grants at least initially with the idea that we need to move back into mno but um i you know it was important to me to give our staff to acknowledge our staff the work that they've done over the past year and to give an increase there are neighboring districts that are not giving anything you know we we this is an opportunity for us to to acknowledge the work that our staff has done as a whole and i thought that was important so our staff is recommending a an increase of one percent and sixteen hundred dollars for teachers and then three percent in a thousand dollars for therapists which is you'll notice that's the same as the the directors and administrators on purpose um so the therapists typically get this a similar increase because their hourly rates there's actually the second highest hourly rate in the district as a therapist um so that's this is the kind of thing there's hourly rates are in line with the administrators so that we we give them the same raises administrators so um this equates to an average increase of 4.4 for teachers and 4.2 percent for therapists the cost would be um 281 000 that's out of emino and grants so grants cover some of that and we're trying to figure out our grants aren't going up and we're trying to figure out how we can absorb maybe instead of just that raise it could be a position that we absorb into mno to help out with some of that so our our grants are actually in some cases going down and so we need to make some some hard decisions on how we accommodate that but this is the total for both mno and grants any questions entertain a motion please uh president i will so i just a comment you know we're not a wealthy district and i'm really proud that our administration has been liable to find within our budget resources the ability to continue to increase our staff salaries so i'm really very happy to make a motion before you make the motion i need to add something i apologize so much okay i'm not gonna i don't know different speech then no no no no there is an addendum basically there's some changes since this was put into the agenda there's been some changes and there's one that says uh certified staff renewal right at the top here there are what happened was we had three employees that need theirs revised because they increase their salary from the numbers that are in here because of um education increases so they've got they've submitted transcripts and they're actually making more than they were prior um so with the supplement yeah this is with the supplements exactly you can use this as a supplement except the first three on the remove right then the bottom where it's removed um the top three and the fifth one we need to actually scratch out they are on the list we were going to remove them they did what they needed to do to get back on the list basically and that happened late this afternoon okay so so when we make the approval we need to make it with us with the supplement and the revisions to the supplement just so you know the bottom two on the remove are recent resignations that's what those no one in this room is on that list by the way so you don't have to worry did you still want to uh finish your speech so i apologize no that's all right the moment is gone to approve uh item eight d with the contract renewal figures including the certified uh supplement uh let's see classify the certified classified supplements as contained uh in tonight's materials and the removal of the top three on their well i just yeah the revised thank you we have some people that would have been a little bit unhappy if that didn't happen so i apologize i sent you the email with the names item 8e 2021 22 classified hourly rate increase nutritional so similar um we are giving an increase and this again we typically have been giving increases in january this is going to be in lieu of that so this is going to be a one-time increase so when the minimum wage increases in january 1 we've already taken care of it this one's true yeah okay there is a addendum no changes to the addendum we had a couple um one that we inadvertently left off and one that was a late ad and then we had some um last minute resignations so that's what what's going on the removes are last minute resignations uh the staff is recommending a salary increase of one and a half percent and a 50 per hour increase for classified staff that have been with the district prior to january first to 2021 that is a policy that you get raises if you've been here um basically last calendar year for years uh classified staff that joined the district later the january one will receive a 25 hour increase which is basically to compensate for the minimum wage increase these amounts will ensure that existing employees will make the same or more than new employees with similar experience in education in addition this will more than cover the anticipated minimum wage increase in january 2022 average increase of 4.7 percent uh the impact of the district budget will be on combined about 160 thousand dollars with emino and grants so with this approval you when so on the actual question are we doing what it says including the independent okay correct they're not pure i was wondering is there a way that i don't know how how do you think our district compares to other districts especially in northern arizona when it comes to the hourly rate for bus drivers i don't know the answer to that and a couple things we give health insurance for if you're over 20 hours where normal health insurance is over 30 and so that's an additional compensation that that is not part of the hourly rate i can tell you that we get you know it seems like our biggest we we lose very few bus drivers to other districts and we tend to gain bus drivers to our district it seems like we're always looking for bus drivers everyone's always looking forward [Laughter] part of it is a split shift yeah part of it is they're only 20 to 24 hours a week they are at times managing 70 kids with their back to them on the bus looking at a mirror while they're driving and and you know making sure the kids are wearing masks and making sure kids are sitting down and not throwing stuff out the window and so it is it can be a very demanding job and so uh it's you know part of it is the the hour if we had 40 hour bus drivers it'd probably be easier to get bus drivers and the age we have a lot of folks who like retired a little bit younger drive bus first for a few years and then they're at sort of a typical retirement age that's part of it too a lot of our drivers this is sort of a second or third career and they may be driving for the insurance yeah just before they're 65.00 you know the the need for bus drivers is not unique to you about that okay um the comparison with with salaries i can get back to you but i don't i don't have that i just wonder what does it take to retain them and not have that ongoing problem but looking for agents the biggest thing is the biggest thing if you look at the age of our bus bus drivers it's significantly higher than other classifications okay thank you any other questions okay okay question for the approval of the non-classified salary increases beginning july 1st 2021 with the agenda thank you and as always there isn't a dead dump to the personnel report so we have six new class of i'm sorry 60 certified five new classified four new classified subs 13 resignations and that's not unusual this is just resignation time designation season we i expect some in may as well because we're basically forcing people's hands by offering contracts and work agreements they either need to sign them or they're not out of the jobs they just resign a lot of times we have one retirement seven certified changes five classified changes one extra duty and one time sheet one huge retirement yes how long has she been in the district for we're talking lee i believe is pretty awesome yeah she's happy to be going i can tell you she will be missed but uh a great kindergarten teacher and a great fifth grade teacher she's she's done both sides of the elementary scale for the most part okay any questions this is another action item don't everybody talk about okay thank you item nine a district expenditure budget revision number two uh mr lee great so that's our large legal size report that i've mentioned briefly back in the hearing and just a couple things i could clarify then if we look at page one there we see that the salaries average teachers hours for this year last year right around 49 000 and if we back up to page 10 in there you see in 2018 that's a 17-18 year that's three years ago they were covering right around 45 so almost a four thousand dollar increase before so 1300 a year increase and that's the if you look on page 10 there back in the summary 16 increase that's a pretty good page to look at page 10 it's a summary of all our funds and there is a place on the top there before everyone may any any questions that i can discuss i'm going to look at the pledge 25 report i can bring that to you every quarter that much 25 report or entry every month yeah just just one i'd like to look at we haven't talked about prop if you look at page three and that's again the big legal budget there uh the lower right corner you see that one million one sixty three thousand and that is slightly down from last year fy20 one million two twenty eight thousand one million one sixty three thousand so our overall allocation was slightly less that was uh it was 65 000 less this year than last year and all these factors beginning cash ending cash budget allocation but that is one thing that has been renewed by the legislature so it's not going away well and actually prop 301 is going to have some significant changes that will bring to you there was it it shouldn't really be called prop 301 anymore because the proposition sunset it's the classroom site fund and it is now a law rather than a proposition so it is not subject to the um it can be changed by the legislature and so they have there used to be three buckets if you remember there was a oh what oh oh one one one two and 0 with one of those being teacher compensation one was kind of a the at large you can kind of spend on anything and then 40 was the performance pay they're actually combining all those into one bucket expanding what you can spend it on a little bit so we'll have to be coming to the board kind of explaining that at some point probably over the summer on how we are going to propose the required changes to this is going to require some kind of approval by the board so we're going to have to change our basically performance pay reviews potentially because there is no there is no bucket of just performance pay anymore right after this after this fiscal year so that's what you're saying yeah we have to re-look at how we allocate those problems yes okay yeah and actually i think there's going to be a significant buffer mix here with some one-time money in prop 301 um that is because of like a cash overage i think they're it's really a budget account that acts like a cash account so they have extra cash so they have to change the budget for next year and but it's only a one-time allocation so there may be a significant increase just next year so stand by h3 will change now there's three funds of 1101.2013 and i've heard about that i haven't seen the new worksheets for next year but when they come out it may not be 010123 and that's all i have alyssa's question anybody no questions okay this is an action item i'll make the approval of the fy 2021 district expenditure budget revision number two okay second second further discussion all in favor thank you item 10a summer school it's daniels okey-dokey so this year the district is going to offer summer school at all four locations typically we've been having summer school just at the high school although we offer it for heritage emma and the high school students in some years past we've had some summer programming at territorial or del rio was contingent on some grant funding needs of the students things like that but it wasn't always offered because we don't always have a lot of attendance however this year as you heard earlier sr3 requires that 20 of our award be spent on learning loss we are projecting that that 20 percent could be as much as 780 000 over the three years so one of the ways that we're going to address learning loss right off the bat is by offering summer school on all four campuses at each campus we will employ a summer school administrator in the case of all of our campuses but one so three of them are all folk some of whom never want to be an administrator but they're like the idea of doing this for summer a couple one campus we have two employees sharing it one of them may have administrator aspirations someday so he gets to practice a little during summer school things like that so we have a summer school administrator we have certified teachers that will employ on each campus based on the enrollment paraprofessionals and then from the district level we have an english english language learning program coordinator because as you have heard throughout the time with our pandemic our families who chose to keep their students at home for distance learning were disproportionately from spanish-speaking families so we know that there's a huge need to address for some students who may not have spoken english in person for over a year maybe just spoken english and you know over the technology we also will need a nurse because if we're going to have a lot of kids on a lot of campuses that means we need a nurse and of course we're going to need bus drivers so i think about a month ago mr schull introduced the summer school rate of pay for those you approve that the terms of the employment will be june 1 to 30 for the employees and june 2 through 29 for the students that gives the teachers a day to get all set up and going and then a day at the end you know wrap it all up the administrators are actually working more hours than that so right now we've anticipated and there's a budget on the back of your page with the rates you can see and the total amount for this first summer you can see we'll put a bit of a dent in that 780 thousand dollars not half though and so if you'll turn your paper over you can see the proposed rates for each of the positions the coordinators these are rates that are significantly higher than we normally pay our staff normally our certified staff receives 25 dollars an hour for training or for teaching the summer school coordinator kind of that quasi administrator role on each campus that's forty five dollars an hour we're asking for thirty five dollars an hour for the teachers and twenty dollars an hour for the eight the paraprofessionals so you you just approve the classified um pay for next year so you could sort of glance through and see what people typically make so for a lot of our classified folks we really felt like we needed to pump it up and the other reason is we have staff who get jobs in the summer typically that would be for june and july summer school is only for june we realized that could prevent them from getting jobs just for a month in july so we felt like we needed to honor that commitment they were willing to make to our students so you can see all the breakdown here on that budget sheet so of course we're asking for approval of our summer school budget amount and the quantity of the types of positions but here with us this evening our in the summer school administrators from three of the four campuses and then brandi will talk to you a little bit about what her campus is going to do i told them they get three minutes each because some people talk more than others and you can guess who the practice administrators are going to be but i'll tell you what let's start with brandy why don't you tell us what summer is going to look like at tech and about where okay so the other person that we're sharing it we're unique at territorial um because mrs myrick emily our instructional coach and dean of students has little ones at home so her to commit the whole month of june but she's phenomenal so i said okay we'll share it oh we'll we'll just work out um so at territorial what we're doing it's a little bit different because they're little right now as of when i left the office we have 160 kids enrolled already um it's about a third of her student population and so we're running it as kind of a camp because they are so little we don't want it to be a punishment we want it to be exciting for the kids we want it to be exciting for the parents and the kids are getting excited about it and so we're doing we're calling it cub camp we're doing interventions in the morning or enrichment some of our kids that are coming they don't need to come to summer school for an intervention but we're doing lit studies with them and doing things to enhance where they're at and kind of keep pushing them forward the ones that need intervention are we're going to break the school up it's not going to be kindergarten first and second if they need phonics first sound fluency somebody's going to be teaching first sounds fluency and they're going to rotate between those classes so it's kind of center-based but it's school based for all of them whatever they need and we're going to rotate through all of those in the morning the majority of our kids are all day so we're going to do afternoon is our enrichment time where we get to do a lot of that steam activities we're doing um we have some teachers that are going to teach like theater and do little mini plays based on the litter whatever they want to work on we have a gardening group we have just different activities that the kids can do we're going to do pe art music different things that they haven't had in the school year that we can enrich the summer and make it a fun learning experience for them so we have right now i have 10 teachers and seven paras uh parapro signed up to teach it and they're super excited they're meeting all the time and working on it and that's kind of what ours is going to look like so we're breaking it down it's not just ela so it's not just the reading and writing we're also going to be doing math um some of our kids just need some math fluency practice some need other issues whatever they need we're going to kind of look at it once the enrollment closes what do they need and then break it off into that and so we can get the most bang for our about me two that's when it closes yes not too many more we have a couple more weeks and then it will close and so we're just hoping we have enough staff to teach all the kids that are coming so but they're excited the kids are excited yes brandi quick question are you doing anything special for the ell kids uh this summer so we're doing the same thing we're going to embed them right in right now to whatever they need we'll put those in the groups wherever they're at because you've got we're talking earlier they've probably lost more than the average kid to speak just because their whole fluency training has been lost for this year goes ahead to stay home so that's why i was wondering if there's anything special that you'll be able to do who loves be speaking and putting them in and that's where the plays are coming in um we have one group that wants to do puppets or one teacher who wants to do puppets that's huge with ell students so that they have that confidence behind them so lots of different fun activities that they don't know that they're learning not just a it's not just a kill and drill we want it to be fun and enticing to have them have them one parent said i'm giving up summer for my kids that doesn't seem fair and i said well not really this is what we're doing they're like never mind we're coming so a good question um no cost for the students this is free for and are you doing four days a week four days a week i knew you were going to ask me that 7 30 to 3 30 because we're running two so if somebody wants to just do morning and then the transportation they can go home or they can just do afternoon and go home or they can do all day and the bus is over and all between food everything else is still going free food the whole bit okay it'll be for breakfast a lunch any other questions thanks randy [Music] miss cassie crowser from del rio so at del rio we are um similar setup kind of to territorial since we're third through fifth um so we have right now as of today 78 enrolled 26 are just mornings and then 56 are all theirs i do have a few that just want the pm option as well so they would only come from lunch until the end we are going to focus on reading writing and math and as well as include some enrichment i have some people doing pe or science experiments some arts and really dive into especially the science standards since they just recently changed to explore that area in summer school as well we have six teachers already committed and three um peras committed to teaching those and we'll be grouping them by their skill levels as well so i'm really honing in on what those kiddos need at the time administrators leanne never wants to be one not at this time i'm leanne muller and i will be coordinating summer school at heritage we are offering a similar vision of not wanting this to be a punishment not everybody who's signed up has failed a class very few in fact but it's here really to target specific skills that are going to benefit students to be ready for school next year and that's kind of our vision and our mission is the targeted instruction in both math and language arts and then using social studies science pe and art as our enrichment all students whether they sign up for half a day or a full day would get at least one enrichment class social studies science math and language arts so they're covering the gamut just exploring their options and their building their confidence really for next year because many of them struggle to go through online and we're not happy about it and they're staying on the campus where they attended school this year so okay so if you're graduating eighth grade you're not going to the front you're going to high is so they it's you know these are really more skill improvements and so you know they'll they'll get some assessment or k-8 for k-8 an assessment to say how your kid did but it's not where they're getting it's not like a class where they get a credit that is at the high school but not katie yeah i'm not making up the grade that they missed in high school no we're just trying to catch them up for any learning loss like we talked about earlier that they might have experienced because it could be and well leanne still standing here i'll let brandy pipe in and cassie pipe and leanne the chino valley education foundation has committed money for summer school incentives that are attendants based so at each campus that's going to look a little bit different but there will be drawings whether it's every day once a week and at the end to for the kids who have perfect attendance so leanne say a couple just a couple things that heritage will be part of the incentives from the foundation for summer school um we're gonna do drawings every week so we've requested gift cards to various places around chino valley or amazon if they are so inclined and then for our end of anybody who attends all 16 days with perfect attendance would be in the drawing for either some wireless earbuds or a kindle or you know with a helmet or a scooter for the lower level kids as well brandi um summer camp in a box it's a key week there's a subscription to more science activities that can come mail to their home is one of them we said some fun swag stuff t-shirts hats bracelets water bottles something like that to get them excited about it so we have to go with our little camera and the foundation would like to see them offering movie passes movie is not working with us right this minute but that is something yeah to do this program so cool movie fun stuff i can tell you right now they're going to get an email from me in about a week that says you didn't ask for enough so anyway yeah brandi asked for a lot but it didn't add up too much but if they're just little so miles and mark eminem we're going to have them go to the farm and shovel that's yeah so our the high school is going to be a little bit different obviously it's more credit recovery right now we only have 45 but we've been focusing on the easy merit 2 testing which is the next three days and so the counselors have been really busy with that so and i think once it gets close because there could be some kids failing right now are not failing but we have what six weeks left the school year so when it gets down and they realize oh no and i'm messing up um they need to get their credit recovery there's eight current teachers uh two english two math one science one resource and then two online credit recovery classes through ingenuity and um yeah we're two two sections morning and afternoon and we have a few students signed up for actually quite a few signed up for both morning and afternoon classes and i'm trying to warm them up to the idea of more incentive than a credit kind of gives them the rub but we're working on it that's it and if you recall that they've been doing a great job with their past what they call their past program which is really trying to intervene before during the year and if you want to just two seconds what we did with the with the seniors is we had the day the two days and 98 of those students took care of business we have a few we're still working on um and then um and that's where the opportunity for our um juniors freshman student juniors are is that they can now come to summer school and re recoup that that credit that they need because most kids it's not they didn't they didn't fail all six classes it's typically um a couple of the classes so they will have an opportunity to come through summer school and we'll work with kids if they need to do continue to be online to do that credit recovery and that's why i have two teachers are scheduled to do that part of it so they keep track of it because we have a very short period of time and in the classroom it's easy to pace it and know what the kids need to do but when the kids are on their own um so we're going to need some teachers and they're this one's a counselor and one is a teacher that will be contacting those kids and saying you did nothing today because this has to be done by the 29th um so um but our past program for our uh promoting at-risk senior students or at-risk senior success was very successful um and like i said we still have a couple kids that are working it out and we're working with them but um like i said um and we will incentive uh give the students incentives with um so we'll be making our list um to be there because we want them there every day because at the high school because it's credit recovery if they miss more than two days they're done they're done and that's why it's really important that we have um miles and mark here because their number one job is to be checking attendance every morning an afternoon and calling parents and saying your student did not show up so um they'll be they'll be really busy with that so what we're asking for approval wise is really the position the rates for the positions and the types of positions because we're asked we estimated the number of people we thought we would need it will be based on enrollment and we may have overestimated some teacher count at some campuses may have underestimated another you can see that that amount of money we have to spend on learning loss is far exceeds what we're anticipating spending this summer so it's those rates and the types of positions and the dates that we're most interested in having your approval for this evening does anybody have any questions yeah we're here okay we'd like a motion please i'll make a motion of the approval of those summer school hourly rates and positions and a second and any more discussion all in favor okay thank you thank you good job guys item 11 a second reading revised policies so um these were presented to you at the last meeting there was two one was a staff telecommunity which is the generic policy from the aspa the other was a change in our leave bank where people opt into the leave bank you would ask for a one-pager it's actually a two-pager that will hand out the staff there's some examples on there for example if if someone wanted to go on fraternity or maternity leave they need 20 days if they're in this program which would be donating one or two days at the end of the year of those 20 days of leave they could only have to use 10 of their own and get 10 out of the lead bank and so that's that's kind of what the purpose of this is um in the past the lead bank has only been for those that are out of leave we want to encourage people to keep their leave be part of this program and uh preserve it a little bit also it was based on people volunteering to give leave and it wasn't necessarily an equitable process and there was some some employees that weren't eligible because of their position to be part of this and so um when you donate your leave whether one or two days it's not days you're donating it's the monetary value of your leave so if i were to donate something it would be uh i would donate my hourly rate where a a would donate their hourly rate so that between the two of us me putting in gives a lot more money to pot but if i had to take advantage of it i'd get a lot more out and hopefully hopefully no one ever has to to utilize this it's you have to be eligible for a family medical leave act for yourself not for others so you have to have a serious illness in order to take advantage of this or paternity or maternity leave so those are the those are the qualifiers in order to be part of this and john you say those wonderful 12 pages of explanation from last month and now down to two pages down to two pages yes yes yes any questions nope so this is the second reading so it will need to be voted on yes no this this one this one oh okay the second reading so so no it's yeah it's down to the draft now so i'll be very happy to make the motion what are we gonna call this the um i was going to try to give it more specifics you're welcome too your motion okay come on if this is enough that's all i'm going to say should be sufficient okay but i guess second second any further discussion nope all in favor this meeting is history adjourned good job you

the integrated action plan has to be done before they release any of our title funds we also had our title 1 audit cycle 4 program monitoring and our areas of strength we're listed that continental has built a strong relationship between staff parents and community with all the evidence that we had to provide the lea which is the district has a system in place to track student data with linkit including the student data binders for students to track their own progress and district level employees are knowledgeable and supportive of the school level activities which the title one auditors were very impressed with that the left hand mills with the right hand is saying and that albert and deanna and steve can speak to initiatives that are not necessarily in their area areas of growth were again the evaluation of program effectiveness and that comes from when we do our family nights and when we see the committee work in terms of us reporting on the number of parents who participated what was the expected outcome which in turn did we increase participation do we have goals to increase participation every year and how do we personally reach out to the students that are not attending so we'll be working on that the other thing that came up was that the lea the district needs to establish a clear delineation between the district and school levels that this will support the completion of our comprehensive needs assessment and our um plans our layup and our site up which is in terms of what we turn in title one set aside title change title point at the district level so it's hard because our school is still one school one building normally for title purposes each school develops their plan and then the district does one culminating plan of all the district plans so mrs cuevas will be using doing the psyop which is the school integrated piece of the plan and then i will fill the district plan what i've done in the past is i've done both so mr suebus is ready to get into the system and start to input the plans that the teachers are developing message from ade this came directly from them is pleased to announce that continental elementary district has successfully completed its cycle for programmatic monitoring and will progress to cycle fight without further follow-up ad looks forward to providing continued professional development resource and guidance to support your commitment to meeting the expectations set forth by essa providing a well-rounded and equitable education for all students and i should mention with a hundred thousand dollars less next year than what we received this year in title funds we also had our english language program monitoring so mrs sabo mrs cuevas and i worked on compiling the plus documents needed for our el audit so we are pleased to announce that we have zero finding and are not on corrective action in terms of our ell students and just a shout out to miss sable for all her hard work and attention to detail with that because it was a lot of hours that we had to put into getting the documentation and abe system has changed in how they're auditing in all the areas so they have new systems that ade staff was learning as well so and it was a extensive process we also had a people withdrawal audit so thank you monica for providing the required information for that our office staff along with admin teams attended people withdrawal audit training and what they wanted were they asked us for the specifics of students who have withdrawn and the documentation that we have and how we code the students so many registration processes and forms have changed throughout the years and ad does not have a systematic way of notifying sites so registrars are expected to check ade website regularly for updates which is what they tell us in all the title ones so it's almost like we have to have someone sitting with the ada website on all day to kind of surf through all the departments to see what changes have been made so we did attend the audit training so that we can get up to speed with the processes of withdrawals and the coding capital budget committee so mr sherpa schubert mr sherbert over here has formed the capital budget committee to establish school-wide needs and to prioritize needs which is also something that he brought forth that we had not done in the past at continental so we brought different staff members together different departments ms vinson was part of it mr ferguson some of our regular classroom teachers to really look at our capital budget spending priorities so the following projects are being worked on as we speak the chromebook replacements teacher laptops campus white shade structures the new bus rotation the fourth and fifth grade playground new top soil and seed and looking at science and ela curriculum for future so those are the priorities that we all came to consensus in what we can start to deal with now so thank you mr schubert new math adoption update so as a reminder the reveal curriculum has been displayed in the conference room and community room and it's there in the back no one from the public has come to review the curriculum even though we've announced it and that parents know there's a binder available with the scoring rubric pricing and additional information i know that mr olerie and mr mcgivin spent time looking over the curriculum and mr owery actually took some of the pieces home so if any of you would like to take any of the manuals home you could peruse them at your leisure and reveal math is a new elementary curriculum for mcgraw hill it is vertically aligned k-12 with core math solutions and we use lacrosse hill for eighth grade algebra currently according to edreports.org that rates in vets curriculum in the following areas focused on coherence rigor and mathematical practices and usability reveal math meets the expectations in all of the areas as opposed to partially meeting or does not meet the expectations and again we will be coming to ask for governing board approval in may for the reveal math curriculum better together southern arizona coalition so we do have a school resource committee who meets monthly and we're working on providing additional counseling resources for students via thrive curriculum our school counselor and her intern have been trained in the thrive curriculum and we are planning to offer it during summer school here identifying some of our students who need that social emotional support we know that it's going to be needed and we are all schools are going to have to beef up their social emotional learning pieces because we do have parents even now saying kids are anxious about coming to school you know we're trying to get kids to come back to school and i really think that counseling is gonna you know be at the forefront for students and parents we're also planning the let's talk shift with saurita in the fall that will include our student advisory students and if you recall the year before last we started with the group of let's talk shift and kids were really talking about problems in schools and peer pressure and bullying and suicide so we have a committee of our students who participate with that group and it's going to be a big another conference for kids to attend with a lot of the counselors that they've been working with as a result of the school resource committee better together connect our students program just albert has been very involved with this committee in terms of ensuring that our parents have connectivity our kinder chromebooks have arrived and will be deployed after testing and albert completed a google form in lieu of paper forms for students to register for those low-cost high-speed internet so we currently have four families who are participating and we're trying to figure out how do we reach out to more eight more have expressed interest and two additional families have filled out the form so we're hoping to get continue to get the word out our marketing and public relations efforts so we have secured a spot on the quarterly kgb wine news with continental highlights so we're excited about that um in the telephone book as you recall do you receive the telephone book dude look at it do you see it shelley do you guys get the telephone book delivered in quail creek to you i think i threw it away okay well before you throw it away here is a 2020 was our world's largest letter and staff effort was on the front of the telephone book and this year we were able to have to put this piece of the continental school district 100 years and still going strong is in the paper thanks to mr crew pepperettes um mr schubert did not want to pay for the page so that's why my picture is not on here or mrs cuevas but we nevertheless we have continental in the newspaper in the phone book but what we also noticed is that we're not listed under the schools so we need to figure out why but so what's the little red schoolhouse is what's going to be in the first quarterly news of kgby so just let me know and mr oluri i don't know if we made the quail creek news better in terms of advertising for substitutes and drivers placed in the message board okay okay so just wanted to make sure you knew of that in the green valley news we had an article on sarsap which was our science fair that met puebla spoke to at our last meeting in terms of all of our winners so i thought it was um a great article with pictures of the actual kids and their projects so that was exciting we're advertising our vacancies on several websites on our obviously our website arizona department of ed website there's another program called handshake that has that goes out to all the state universities and indeed and in the green valley views our enrollment projections so we have 14 new students have registered for next school year four students are from the new subdivision in madera highlands that we have been um speaking about and we 176 are returning students who have registered already 24 of the preschool students that miss jenny alluded to will be incoming kinders 35 incoming kinders have registered and we're continuing our kinder round of efforts on facebook and robocalls so spread the word that we need our kindergarten students to enroll and here is current enrollment so if you see on the bottom right we are down 38 students from where we were at the end of the year last year 1920 which is a four percent decrease in enrollment i know sunny sides at a four percent decrease mr um dr valenzuela had said that saurita was at a nine percent decrease in enrollment so we're sitting pretty good and we're expecting that we will recruit these students before fall allocated gap esser funds so we have received two rounds of esser funds sr1 was 50 000 allotment that went towards paying for a portion of summer salaries while putting together our coupon mitigation plan and planning for opening a school which freed up fifty thousand dollars in our mno funds for the year sr2 funding has been budgeted as follows and this was also in mr schubert's budget report that miss monica said to all of you after he presented it to our staff so again a breakdown of what our plans are for the sr2 funds and we looked at also continental is one of the districts that receive significantly less than the median amount of essa funds which are considered the gap funds so we're asking the state to consider this fact when they allocate funds in the budget and it just shows here that continental has received 250 000 as compared to saudi thus 1.5 million bales 1.7 and tanka verdi's 183 000.

um my father-in-law was on the school board and i remember our superintendent steve mcallister who along with my father-in-law would regularly go to phoenix to advocate for education for teachers and i remember steve mcallister one of his favorite things to say was he said public enemy number one in the state of arizona is public education and so i and maybe i'm reading too much into this bill but i feel like you know you have all these school districts saying fund us fund us school districts are wanting funding and all this kind of stuff and i just kind of feel like this has been opened this bill so that we're scrambling and fighting amongst ours not fighting amongst ourselves that's just a word but like we're scrambling because you know all these extra programs that are needed for kids otp which you know when you have a student with an individ individualized education plan that those services have to happen and now they're opening it up and saying well gee if you really want it and you know it's necessary take it from 301 and then you won't have to worry about it being funded and so i i hate to sound kind of jaded but i i do feel like because education is not properly funded in in arizona maybe i'm reading into it too much but i that that's my take on the background that's why i asked the question if people know where this bill is coming from so there's another little piece of that as well um there's some plantings lost within the state of arizona the way we do this okay if we were already had otp that we were paying we cannot use the 301 to supplant those payments we have to continue to pay those people out if we have school psychologists on staff and we're already paying them out of our ml funds we cannot supplant that that that salary with that real loan okay okay so in some of your larger districts that actually have those positions that are paid for it's it's essentially safe but when you've talked to your smaller districts like us who don't have otp on staff who don't have a psychologist allows the opportunity to get that staff but they were out of the real life and also our federal title funds are decreasing so as you saw in the powerpoint we're gonna have you know a hundred thousand dollars less than federal grant money for title one title two type of port which is what we use to pay summer school and we're it's 25 000 for us to run summer school for the month of june so again we have to figure out where in our budget where we're going to cut that hundred thousand dollars because we feel that money's valuable for our materials our resources curriculum teacher compensation for professional development book studies summing school so again we have to figure that out too yeah so you very much

and that kind of uh brought a part of my job into play where i felt like i needed to look at um what we felt like was best because we said for the school district with senate bill 40 and it references a comment like least restrictive means possible so with information that we've been sharing all throughout the county and health department and with our again administrative directors and our nursing staff and continuing on also our covet advisory committee having them that's a group of about 30 to 35 people in the community it's made up of board members it's also made up of teachers administrators grandmas and grandpas and parents and so on and so forth we got them together even then last wednesday to get their thoughts on how we're moving forward so i called the meeting um gave him about five days notice because of a variety of reasons everything was looking good the senate bill 40 came across as a possible item that we needed to discuss and administrators and directors we got together and tracy and joined us on that meeting as well to discuss just a lot of different things so i want everybody to know we have considered i i mean this we have thoroughly worked through this topic throughout well the past 13 months and especially these last couple of weeks in anticipation for possibly looking at maybe loosening or adjusting some restrictions so with that being said you have i shared with you some information in my in our board packet as well as in my frightening notes and um i've also shared with you the health guidelines piece that tracy has up here on the screen this the part that you have up here and it's in your it's in your board packet on your computer there it's titled usd244 health guidelines the that is what the covet advisory committee came up with as far as a possible option with us moving forward and to kind of paraphrase there's some strikethroughs there basically they felt like a stair-step method may be a possibility to move forward like for example stop temperature taking let's say tomorrow morning it's not temperature taking because we really haven't had temperatures in our in our district we've had maybe four or five in each building the whole year and we take about a thousand temperatures a day when you consider about 800 students and about 200 employees approximately we're taking a thousand a day and we've had five total in the in the district and each in each building may be five of high temperature high fever so the temperature taking piece just doesn't seem i think everybody in our community again i want to commend our community today everybody's done an excellent job with trying to you know just maintain health issues here so that we have on-site school and activities and learning and everything so with that being said the next step would be they thought about doing away with mass being options and doing weight mass being optional as of april 23 2021 and that was a a recommendation that they brought to um from the committee last wednesday uh james and stacy were on the on the committee and if i'm missing something guys please let me know um if i'm missing or something you want to add well there's varying opinions on earth some some people would say they wanted it to immediately go away but the majority i think of the committee uh recommended uh it'd be a stair-step approach uh i think that there's there's some thoughts about that number one it gives the teacher some opportunity to get things ready or whatever we hope that nobody would go to online but we have to be ready to shoot anybody do that if we if we open that up so i think it was allowed to allow some time to do um so as far as that committee went i think everybody hands down definitely agreed that social distancing and sanitizing of high-touch services and hand-washing that those are all things that should not go away and things that we probably should have enjoyed all day long and hopefully those will continue as time moves on as far as the math so you know that's obviously the big debate right now and i don't want to ignore the group because they're worse on there that were fans of keeping the mess because it's obviously worked for us right now we have we've been very successful throughout all of this and so there is an argument of why rock the boat right now we have a few weeks left let's just power through to keep these masks on obviously we're doing something right there was a group of people that felt that way and honestly i was in that group as well when i first went into that meeting but when tracy brought forth that we're really tasked with being the least restrictive that we can be i really had to challenge myself to think a different way so taking that stair-step approach to hopefully i don't ever want to say get rid of masks but make them optional of course anybody that wants to wear a mask should be free to wear a mask whenever they feel necessary but to really kind of take that stair-step approach because i think we have a hard time justifying continuing to wear masks when there's nobody in our district who is currently positive or we don't even have any cases in our county that are currently positive so how is maintaining mass the least restrictive i don't feel like we're doing our due diligence if we don't look at potentially reducing that squaring um we're just pushing the easy button by doing that method so i didn't want that group to think that they weren't hurt because you absolutely were i was in that group with you until i was challenged to think differently about that but i do i do agree with the plan that's kind of set forth right here it gives us a stair step approach um it also gives those students the opportunity to have a mass free prom which i think is important to a lot of them selena do you have any comments would be april 13th is that correct well i mean it could be done tomorrow but mike if we were to do that and again if we were to do that my recommendation would be the 14th and here's why again i i've shared with you that again my recommendation is to look at the 14th be and i heard the committee the cove advisory committee i cannot thank them enough for their time and the energy and effort that they spent that was a volunteer community and i truly understand what they say and i challenge them to think that when i was at the meeting i said if we are looking at the 23rd and it's okay on the 23rd why is it not okay on the 14th and the reason i'm saying the 14th is i need to get a public service announcement message out to the whole community all of the people in burlington to share with them everything that we've done we have equivalent advisory committee we've evaluated health issues in the in the district not only with students but with staff we have the approval letter from dr sawyer and our county health department saying that this is a this is a proposal that they can support we have had no covet cases in our school now for close to six weeks and we're zero at the county with all that information being said my comment at the meeting was to say if not i mean if it's okay on april 23rd then why not april 14th or another idea would be hey listen if at this point in time let's say we're right now and this is august 1 right now if this was august 1 i'd be recommending to the board that we come back to school without mass or mass being optional why if it's okay on august 1 why would it not be okay on april 14th so those are the things that we that in my mind that i've thought about and i understand what the advisory committee is thinking um but i just i feel like in my mind based on all of the information that we have everything compiled that i think that's important that i share with the the public so to answer dr ford's question the earliest i would want to do this is the 14th which is wednesday just simply because i need to share with our community we may have some additional remote learners and if we were to all of a sudden say no more mass or mass optional tomorrow it's hard for us to get that out to everybody i need for everybody to do one more day of mass if that's the direction we go so that i can get information out to everybody and then the people can then get in touch with administrators in the buildings to see what if anything there needs to be adjustment wise so to answer your question dr thorpe long-winded march or to me um april 14th which would be wednesday i feel like that's the earliest okay um that said this is becoming somewhat of a negotiation between getting rid of the mask today and waiting until what the 23rd um is ready to entertain a motion yeah let's let's talk for a second mike yeah i just um i was kind of going to say what what craig had said a little bit um i appreciate the committee and and i um their time and their input and all of their recommendations um but yeah to to make a recommendation um or to change a policy today and say we're gonna do this in two weeks i just think that that would be really hard um that's just too long i feel like you know if we're gonna make a change i don't think it should be immediate either i think that we need to allow our staff to have time to adjust to that and for our students you know we may have some students that go from remote back to in person and we may have some that go from in person to remote so we need to have some time for adjustment but i just don't think that waiting until the 23rd would be the best option either so another thought would potentially be discussing the 19th which is the one day so you start the week fresh one of my thought processes too is as i went through this in my role at the hospital because anytime you have a big holiday or a big event we always kind of hold our breath for two weeks following that because that's when we typically will see um an increase so you know after christmas we were just waiting for it after new year's we were waiting for it honestly after spring break i was waiting for it but it never hit um so if we hold off just until next monday which is the 19th that gives you two solid weeks past easter which is probably our last big event where we have families congregating together possibly out of state travel things like that so i mean you could potentially tie some thought process to next monday as well um one thing i want to speak about i appreciate you back to the and mike this is the second page of the recommendations we're about hand washing and water water bottle or filling stations these are the things that we are going to keep doing that regardless of temperature taking masks uh hand sanitizing once per hour the teachers cleaning the classrooms the building's entire room getting clean all the things that you see here are going to stay the hvac that's being monitored with fresh filters all that stuff it's not a you know coza doesn't exist we're getting rid of that stuff anymore it's an approach where we stop the temperature taking we stop the masks so i just kind of want to point that out i also want to speak toward we talked about senator bill 40.

okay so you had to pay the 500 to be heard and then they'll be if the fan isn't it is a way to approve the variance and they'll be the cost for the fan too correct yeah okay just wanted to clarify i have a quick question for the applicant um this rental unit has been unregistered and has been posted since august of 2020. so i'm just curious on why now you are asking for a variance when it's been close to a year of not going through with any of the inspection requests i had a lot of i had quite a few things that needed to be taken care of you know we had we had a water line issue um we had to put a screen door in instead of the glass doors that are standard um and i had a lot going on with like covered things that just kind of took my energy away from this so this just wasn't as a big of a priority for a minute these have been difficult times for everybody but i did take care of everything else as they came through this was just the hardest thing because i had to go through this process and i wasn't exactly sure what to do this is kristen um i was just wondering if it's so there's no other when we do inspections at this because it sounds like there's 60 some odd units here and there's 20 some odd renters there's 64 and then there's um according to when i talked to the folks yesterday there's 29 ranchers sure so a number of those i would imagine are in the rental inspection program some of them are yes some of them all of them right we know that not everybody always is under all the regulations and those are inspected regularly but we and they all have the same size windows so i guess i'm trying to see kind of just again how things are being applied and i just want to make sure that we're being consistent in that and i know that that's a difficult question maybe to ask right now so that's something that staff need time we could certainly you know kind of postpone this conversation and decision until we can get some more information because if there's you know i wasn't able to the condo association information wasn't included so i wasn't able to see what some of those rules or regulations might be um because again i think if it's if it's a building code issue i would certainly urge all of the units to somehow be notified and bring things up to code wherever possible right that's that's the ideal situation um and certainly i think this this starts that conversation but i'm just trying to get a little bit more information and background as we proceed yes we can look into it further to provide documentation and maybe communications is necessary to go to the the structures there it appears that i only see four that are certified but i would think that um let's not conflate the issue of whether renters know they have to get a certificate of compliance and the inspections on a two and a half year basis versus whether or not this applicant before us um under 8500 you what you need to do is you know maybe ask about the practical difficulties or the undue hardship if financial or discern whether or not it violates the intent of the chapter which is spelled out in 8500 to protect the health safety general welfare to protect the housing stock from deterioration and uh low cost to the renters and the houses so you know you you've got the code uh that spells out what what criteria uh the intent of that code and then you can apply the facts as you garner them from ms smiley and her application and her photos and from brandon and from glenn and and that and then make your call and you guys are doing all that but um thanks for those reminders those are helpful you know it is protecting the health safety and welfare it's about protecting the housing stock from deterioration it's about uh you know providing housing stock at the lowest cost to renters and the owners um and then you know apply whatever it is for 3.97 3.87 and make your call one way or the other right is there a requirement for how far a window opens in terms of being operable so for example if this this entire window tilted out six inches from the bottom would that be considered operable and provide the full area of the window opening yeah i believe that it's we're measuring window openings so if it if it opened more than what it does that would be part of the you know that would be part of the equation i don't think that we can make changes to the outside of the building like that um at least according that was my understanding and talking to our um sure your association but your association you might just tell them that they've now are aware of a code compliance issue with every one of these units that they probably ought to be disclosing you know that residents ought to be disclosing when they're selling their property uh so that might be an incentive to get them to agree to being a little bit more flexible well i think it's just because it's town houses like my unit connects to the back end of another unit and then i'm on the side of another unit got it that it would because we have a shared wall like that wall where the window is there's you know someone who's right there on just the other side of that wall yep but again and you know i i would struggle too in terms of determining how much of a hardship this would be you know the the ventilation option or is there an option to replace that unit with something you know maybe a tilt out where the full unit would tilt out and then give you the the area that may not be that may be a hardship in this case it may not be but i don't know that you know i sitting here today have a good feel for that one way or the other i understand ventilation is typically not difficult but if you had to ventilate through a flat roof or something like that and you your homeowners as our condo association had an issue with that or you had to pay you know take responsibility for the warranty on the roof versus you know venting out the side and is that feasible it you know that all kind of determines how i have one last question and it's probably a stupid question but is there any way that the ventilation could be increased through the through the furnace air intake or is that a stupid question you know i i would say that's that's could be a question uh that could be determined by a mechanical contractor on the fresh air being provided so it's air being provided or continuous fan uh were some a couple of the options yes my thought was with a continuous fan or something through the in and i and i'm not a builder and i don't know what i'm talking about but it seems like i've sold a lot of those units and they are not going to let you alter that building whatsoever so i think a window even suggesting any modification that isn't going to happen i don't know about a continuous fan in a in a bathroom but um i do know that i sold a unit and when we upgraded the unit to a high efficiency furnace we had to upgrade the intake outtake and it and it provided more ventilation inside this unit i'm just wondering how old is the applicant's furnace and is that something that could be considered i think additional combustion air coming in would be a good consideration yes is it possible to at least get quotes to find out if it's what the one if the association will even allow a continuous fan and two get a price for um miss smiley so that she can tell us if it is gonna be a hardship i mean the big thing i think right now is not necessarily the fairness of it because it's a problem but it might be a hardship if the association says no to that fan then there's a whole different aspect that we're looking at well if we would consider even combustion air for a high efficiency furnace as a possible mitigation for this it may be that the applicant already has one you know another level is is makeup air which you know i would imagine the unit probably does not have and nor does anyone have there but uh it is very conceivable with a modern furnace that you know it uses outside combustion air and we could consider that as a mitigation how old your furnace ms smiley do you know it's it's older she's you know i i got quotes on having everything replaced when i um had this renter come in um so they said i had another few years left on it but i got it she's she's got a little more life but not enough got it do you have any idea if it's high efficiency or not i mean it's i've owned the unit for over almost 15 years and it's older than that yeah but those have been out there for 20 25 years you would have like plastic pipe that comes out of the furnace and and uh either goes to a chimney or goes out the side of the the unit through these um but i'm sorry i don't i don't want to miss i don't i don't know um but i i know how expensive they are uh it's at least it was at least 10 grand which is why i said well let's try getting a little more work out of here i have a question for brandon do you have a furnace cleaning check report that would state the year and and what type of furnace it is um give me just a minute i can look into it this is kristen i'm just reviewing your application ms smiley and it looks like you indicated there were no hardships primarily because the association does not allow changes to the outside of the building so i think you were focused primarily on the windows at that time um and that you noted you would make changes if feasible and if the association allowed changes so i'm wondering given that you know we may have a mechanical option here if that's something that you can explore and maybe we'll come back to discuss that once you get some quotes but maybe brandon will have more information on the furnace and trying to solve this problem a different way yeah although if it's if the solve is a furnace and a whole new unit there i will be coming back with hardship was that or i i guess sell it because it's going to take me a little bit of time to to locate this you and while he's looking i'm smiling right did we determine the bathroom does or doesn't have an exhaust fan or don't we know for sure i'm gonna say 80 percent that it doesn't do believe that that does have a bath what's that brandon i do believe it does have a bath fan it's an interior bath fan i don't recall there being a window in the bathroom yeah that's wrong i've done hundreds and hundreds and hundreds of inspections since then but i do believe that it was an interior bathroom that would be that would be my guess too with an interior bathroom with no windows the two that i have managed both had bath fans in them so i would assume that that's pretty standard throughout the community thank you so i'm not able to locate those records at this time it may be it's uh probably wrapped in with the paper copies that i have i don't have those available with me here at city hall so discussion with the board you know i would propose we would delay a decision to get more information from the applicant and and you know potentially some clarification from the city so from the applicant or or from the city what what furnace type we have whether it's a high efficiency furnace and has make up air for combustion and then the applicant we could potentially ask to get you know information from a mechanical contractor on the feasibility of maybe even working with the existing exhaust fan to make that a full-time exhaust fan may have to be replaced out that would provide some equivalency in terms of you know the offset for the ventilation that's not required for the window and this would be the applicant's option but maybe you could have a window person look at your window and suggest if there is something that could give you the full ventilation by like tilt out even though it may not be required but they they may see it as an opportunity to sell something to the every owner out there eventually so it may be worth looking at i mean i just there's no way i'm going to be able to that's fine it's your choice but i'm just saying the the ventilation option sounds like that may not be something that's unreasonable cost wise in fact with a fan and potentially exhaust there that might be a pretty economical fix so this means that a fan runs 24 7.

of course the cost of living now from college will hire news so depending upon this this is strictly uh i guess we might be able to save as much as 15 to 20 000 depending upon who we get with less experience and so on so forth so the savings that we would have and this is something that boards and administrators never ever enjoy and so the worst thing i want to have happen when we're in a situation like this i think i can safely say that this is the toughest budget we've had in the 19 years i've been here tougher than when we had the recession in 2008 i mean risk savings 149.

so there is a letter circulating on behalf of pimakami suits that we would like to send to governor ducey the senate in the house asking for additional dollars to be allocated to the schools who did not receive a lot of federal dollars and the governor received gear funds so i couldn't hear what the governor's education belief as part of the federal cares act on what was received so arizona did receive 69.2 billion yes 69.2 million for his emergency education relief and you can see here that 40 million went to school facilities board to expand broadband 19 million went to high need arizona schools and students for math and reading specialists parapros and other structures for learning and remediations which was the esser funds six million to the arizona teachers academy and so forth so we since the governor's funds were mainly for what you see visited here and were for high need schools we did not see any of these actual funds bundled down to continental allocated federal funds just showing here again what was in our budget was the title funds that are reducing so we will have a hundred thousand dollars less next year of federal funds to allocate in our grants okay grant writing plan and grant funded projects so we received a heritage grant which was two thousand dollars for the outdoor trail so we're going to start working on that now that um the people who have helped who are helping us with this grant have their vaccine so they're going to be coming in in the next few weeks to get started working with ms grimes and mr kratzer on things that might funnel through to summer school as well our rotary campus beautification earth day project we'll be planting flowers and flower beds so we will spruce up our campus to look good for promotions in the spring we're also forming a grant committee that will vet available grants right sample narratives and direct grants to appropriate personnel for submission for the future for next year changes to transportation services so effective july 5th we have been looking at our elephant head and montana vista locations so in elephant head we are going to discontinue bus service for students in the area of hawk and purple finch continuing to the east so we have an agreement with sawarita because currently they pick up there as well at elephant head so sawarita currently covers the area of a model which encompasses the elephant head area the majority of the students in elephant head live in the sawarita boundaries so we serve the back northeast corner of the area with a total of nine students who are eligible for transportation with only three of these students usually utilizing the service now so we send a bus out there for just three students so um saurita has agreed to honor open enrollment for the affected students the three that are using transportation and provide transportation to sawarita in turn we're taking the montana vista kid so remember the the woman that came to speak to us last time about the boundary change and how the property taxes said continental but she was actually in saudita school district for transportation at school so we're going to continue to service that area and if students live in montana vista we're going to approve their open enrollment and transport them so it's agreement that we made with celebrities so i want to thank mr lane for doing the homework with this and working with sauerita and intern dr valenzuela and i have been in communication and we thought this would be the easiest way to just do an internal agreement amongst each other and a letter has gone out already to our parents and so mr nain's had some conversations with the parents so it seems like everything is going well and they understand so yesterday presented at gcu for the four corners that next cohort of upcoming directors and superintendents on interpersonal and emotional intelligence and it's based on the book of john c maxwell which is the power of your potential so we had a good conversation about emotional potential and ability to manage your emotions and again reiterating that emotionally strong people are able to manage their emotions and process through difficulties so we spoke about the seven traits of emotionally strong people and i ran through the presentation with our leadership team with deanna and steve and again really looking at um this year especially i think has been a year of uh really truly having to show that emotional intelligence and being proactive in dealing with our own emotions as we come out and navigate um for parents and families and students to reassure them that we were moving in the right direction and then talking about people potential seven steps to help build stronger relationships with others and again these factors of caring about people every day and we often say you know kids don't care how much you know until they know how much you care and the power of a teacher leader is researchers have found that even more than iq your emotional awareness and abilities to handle feelings will determine your success and happiness in all walks of life including family relationships so i think that you know we really have tapped into our emotional intelligence this year especially with all the difficult decisions and school closure and what doing school has entailed upcoming events conferences and presentations we have career day may 5th it's virtual this year so we will um be letting you know who will be presenting so maybe you can pop into some of the speakers we will also be sending out the master list of speakers so that you can see and if we need any more people to fill in the blanks we might be calling you as board members to help us out aauw aauw i will be presenting to their group may 17th and they are the women's group who helped us with chromebooks they helped us with the letter of support for the override and obviously they send us a lot of tax credit funds our way the asba summer leadership institute will be virtual on june 11th registration opens april 19th so please any members please let monica know that we plan to attend so that we can get registered for the virtual event on june 11.

throughout this whole process to the best of my knowledge we followed everything from dr shellwood when he was there their recommendations the health center health department county health department we follow their recommendations the best of our abilities to do what they felt was safest for us to be able to continue on-site education and this recommendation is coming from that same group and we are as a board kind of legally obligated to do least restricted means possible and if this group has looked at the data looked at our community and came to us and said that hey this is where we believe we can go right now i don't i don't see why we move away from that we're just really talking about time frame um i would be in favor of uh wednesday the 14th or the 19th the 23rd i think like it would feel like the thursday before spring break for every teacher in class with the kids knowing that it's getting ready to happen so i think i really appreciate all these young adults that came in and have done the right thing but we're getting ready to tell them possibly that something that that hated freight for however many months is going to go away so how fast you rip off a band-aid and how much pressure you want to put on a teacher saying that this rule's changing next friday but we expect you to force it as a board that's difficult i don't want to put any more they're not massive police they're educators they're professionals and so i would be more in favor of the 14th getting everything out there for the public to make the decision for what's best for their families the people that want to come to come back from remote learning they can the people that might feel like that situation that's not for them can go to a remote learning situation and the teachers can prepare for that so i would agree i think that it is important that we uh i think we're all on board with you know the mask we would all like to see them go i do think that we have to be aware of staff and students and everybody that that word gets out and it's not immediate bam tomorrow here we go so i came tonight we prepared to make a recommendation for the 19th but to get rid of the temp checks immediately tomorrow and do as craig talked about put a psa out there and let let families all decide whether or not they wanted to come back with no mask and staff and all that to do so i'm prepared to make a motion to prove the revised usb 244 health guidelines as presentable mask being optional uh starting on april 19th a second now hold on and you said april 19th yes is there any more discussion on james's recommendation to change and adopt the revised guidelines that has us removing temperature checks tomorrow those temperature checks tomorrow and on monday everybody that wants to come to school and not wear a masking and everyone that does want to wear masks and do that okay we'll entertain them we'll start with selena yes yes yes mike yeah yes and lucas yes motion passes 6-0 um i want to thank all the young adults that came and talked about this yeah thank you and we also want to thank the staff too because we got a lot of input from the staff on this too so on both sides of that i mean pros and cons and seeing what you've done tonight makes me have no concerns about waiting until monday you guys are going to approach it the great way monday we're going to start having a great end of the senior year for everybody so thank you very much that being said the next part of our meeting is a resolution to point uh centerville i'm sorry i've got one more one more quick thing uh a couple of things uh wanted to look at possibly doing an open house or a ribbon cutting for the baseball softball concessions and we've received rainbow views from wellsville i love silver lake at our facilities and our new restroom so i don't know if you guys could look at calendar schedule but possibly uh look at it i mean we can do a ribbon cutting one have the rec center there as well and possibly somebody from the jones trust grant who helped contribute to that project as well i know it's kind of difficult right now because there are many of you three of you at least an outage right now at schedules in the hospital or something or something so that way we could but then that's going to be before 4 30 and i don't know getting you guys all together with your different schedules um if you want to wait till outage we could do it as a delayed piece and katie could help us out later with a picture and a little story potentially if that would work better for you guys so i would like to do it a day at a time potentially outage after better or you tell me guys uh i mean i'm work i work sixth evening six in the morning so yeah that's gonna be fun uh 5 30 p.m to about 6 6 30 a.m why don't why don't we wait and do that after outed if that's okay with everybody does that sound good it's all worth getting a date or two on the friday notes and then this last item i have done this is the the fingerprint feed we we have different regulations obviously for the the burlington early learning center so with that being said these are going to be paid from grant funds again grant funds for these fingerprint fees um i think the amount if i'm not mistaken it's like ten dollars for the the fingerprinting if i'm not mistaken i have to i i didn't put that down for the fingerprint and 58 or 48 for the actual application right for the background so the fingerprint fees is what we're looking at again we're looking at as well as the background check we do that with all of our employees we background check everybody so with that we'd be using grant funds to pay for those and that may require us to get those people on board as quick as possible we may have hires in the middle of the year that we may have to try to get people up so that we can meet the guidelines the kdhe guidelines of having x number of staff in each room each area we won't do this unless we have to and it's a minimal amount and we'll invoice it so i don't know if you have any questions on that we don't have to make promotions or we just say you you are you have a board policy that states that we can send certain bills out that accrue interest or have late fees yes this one we are just tying in to that as well because it's a paper application it's like a three to six week turnaround for a background check um so it'll really hinder the daycare's ability to build positions and like if we have to wait till each morning so just fall into those same under that policy that you already have and that's it okay now we can get back to the centerville 40 committee and so i'll kind of speak for this a little bit the senate bill 40 is what i referred to earlier about how local school boards now have the authority to during times of pandemic disaster declarations to control their school districts there is um also a way for patrons to give feedback for that and part of that feedback goes to a committee and so tonight we have to appoint that committee correct they they can they can give let's say for example maybe potentially have a grievance filed with that the rules in place with senate bill 40 as it states now and we just did find out tracy and i just did find out some information that this could be changing so hold on to your hats uh again you you have to hear agreements in the first 72 hours the board of education would have to hear that grievance in the first 72 hours after that grievance has been filed with you guys and schedules and challenges to get some group of you guys together in a three day period especially during an average situation would be extremely challenging you have the opportunity right now as it states that you can appoint a committee to hear the initial grievance within that 72 hours or if you want to retain that ability to hear the grievance in the first 72 hours you can do that you just don't appoint the committee so it's up to you however you want to proceed now seven days from now you as a board would have to meet to a to address the grievance so that would give us seven days to be able to get you guys together which is more of a i guess a doable time frame potentially than a three-day period and so with that being said you have the opportunity of choice you can appoint a committee and i've recommended these people myself stacy reeve and lindsey graf to be the committee and then we hear the grievance and then we get you guys together within a seven day period or if you want to retain the right to have you guys hear the agreements in the first 72 hours you sure can my opinion on that is the logistics of getting a board together in 72 hours is going to be difficult and i trust our administrator to hear that that concern and then give that to the board and we can move within seven days so i'd be in favor of supporting the resolution as presented is there any other topic or discussion about that i'll make a motion to approve the resolution to appoint senator bill 40 hearing committee as presented for the 2020-21 2021 school year okay it looks like everyone's got a computer mike on my computer it came out his eye i already know this motion is 6-0 and the last comment i want to make on that the senators are considering trying to take that option away tracy and i just found out about this today they are trying to take that option away as a possibility at least they're having discussions to have that committee where it would not give us the opportunity to have that that committee um as a hearing committee but as of right now it's not that that's not the case so again that's the stay tuned part piece who knows if it will change so anyway we'll see and the next listed item is the board reports and i believe yeah i wanted to just talk a little bit about the daycare the um burlington early learning center uh can you hear me yeah okay perfect but i thought it cut out for a second um i know that we've had um a lot of discussion and a lot of focus on this and it's been kind of a long process over two years and so i think you know maybe people are hearing pieces here and pieces there and so i just kind of wanted to give um a little overview again of you know why the board is is doing this why we're pursuing it um and talk about that a little bit and you know we've heard concern from patrons and our teacher staff on you know the funding for this and the funding from for the burlington early learning center is is purely from grants we're not using any general fund money and we're not currently planning to use any capital outlay money it is all going to be grant funded and then self-sustaining we're not uh going to be taking anything from our staff at the schools to to push this through it may seem like there's a lot of focus on it but we're still doing everything at the elementary middle school in high school and it bridges that and the after school program we're still taking care of all the staff and all of the things that we have to take care of there the reason the main driver for this daycare this early learning center is the lack of daycare in burlington and the impact that it has had down the road so the board just trying to be forward-looking um and looking for a way to help increase our class sizes to get our class sizes back up uh we only have one class of 80 left and one class that has 70 some kids in it the days of those bigger classes we don't have them at burlington and the the true fact of that is less students means less funding and less funding means we you know we don't need as much staff we can't do as many projects you know so we are trying to maintain burlington as as we know it to keep usd 244 as um district you know that we love and are proud of and keep our student numbers up um you know we're it's good to hear that darla said we had a little more than expected um you know we have 40 46 at kindergarten roundup with one extra you know but our current classes in the elementary school are you know in the 40s low 50s middle school same thing so we're seeing this as an opportunity to bring more younger families to burlington and start them at that daycare early learning center and funnel through our schools at you know the two visit biggest employers in our school district wolf creek and the hospital we've seen it we've seen staff leave because of the lack of daycare they couldn't find daycare options and we've seen where we can't get people to move to burlington to relocate here because of the lack of daycare options we you know put a committee together um of the you know man wolf creek um people on their hospital the health department local businesses um that did a lot of you know research looking into this and it wasn't just a kind of on a whim i guess you know we put a lot of time and thought into this um feedback from our staff feedback from this committee and you know this really is kind of more of a business craig had talked about this earlier with our teachers at the linkage where this is a business you know it's not really school district money that's going to this the building is ours the property is ours and this is what the board has decided to do with this property we've had other options we've had people we've had other people businesses whatever come to us and want to buy our building and to want to buy that property but we want to keep it you know we feel like that's really connected to the elementary school and and there and so this is what we decided to do with this property to benefit the community and to benefit our school and we see the importance in that early intervention piece with from birth you know education really isn't just 5 to eighteen you know we've shown that with our bridge um we go 18 to 21 and so with our this early learning center start you know birth and on so i just kind of wanted to speak to that a little bit yeah i'll just add on i did go uh today and correct me on a tour and it is looking amazing um you know there's some cement work they're gonna do today and i don't know if they got to but the carpet they're doing the carpet in offices and painting there's lots of painting done so it's really starting to take shape um they have lots to do obviously i know there's been some hiring done and so if you have a chance definitely probably be a tour and i got to talk to haley and so it's yeah it's going great okay and uh we'll move on to results reports hey uh lucas a couple of these kids have to go to work but they wanted to stop and thank you guys so if you guys want to watch thank you thank you presentation was excellent though thanks for that we just need to count on you four more days one more day please don't does anybody have any questions for the april results i personally like to see all the things that are going on in the years prior you know like band and theater and i mean a lot of that keeps a lot of students in school honestly and keeping those programs going is really important so yeah i appreciate the data in this format it's easy to see the trend and easy to follow and i wish there were pictures but the computer graphics has really jumped a lot i don't know if there's a reason for that okay i'll make a motion to accept the results too modern report concerning physical education performing arts visual arts and foreign language as reasonable progress towards meeting the board's results policy uh and motion passes vital next is a contracts approvals and appointments for ksb news okay real quick uh that there's a there's a fee associated with being involved with kansas association of school boards uh and that that that they just provide so many different aspects for us as administrators directors we can call for legal assistance and and just uh you know just discuss and and talk about so many different things again they are just kind of our go-to group uh if you'll notice there there is a motion to approve um the ksb membership renewal and the amount of the 985 dollars and five cents um there is this last paragraph that talks about you can do unlimited registrations as well and it's a 50 if you do that it's a fifteen hundred dollar additional fee if you look at the pattern and the trend we're spending about that amount each year approximately and so would we have some more people going to more things with aasb if we had that unlimited option that's possible um again um we're close it's not like we're spending three or four thousand dollars more than that 1500 original fee or that amount it's not like we're spending that much more it's really close to whether you pay it up front or not but you may have some other opportunities we may have some other administrators and directors that may want to go to certain things if we were to include that additional 1500 so either way i don't have a strong feeling on that because again it's very very close if you want to approve the 9825 dollars and five cents that's fine if you want to add in that additional season pass that is okay as well have we ever told anybody no one anything that they wanted to go to right no but not only are there like he stated administrative and a lot of district office stuff there are options for teachers too and we don't usually those aren't usually publicized i don't know if teachers get like i usually try to send it to the principal when stuff comes through and it's at their discretion when they send stuff on but we don't usually publicize kasp stuff a lot because of those additional fees i don't know if we were to tell more people about it if we have more people interested in some of that and they do have some really good opportunities right here yeah it looks like we've never spent less than that and these numbers that are here right it's always been right around 1500 so yes and right around a meeting like 2000 or 2205 so i think it makes sense to try per mike did you hear that about the 1500 addition to that and i could not hear that part okay so there's the there's the 98 125 and five cents and then every time one of the board or administrators go to a conference or something we pay an extra fee and so we're talking about doing a season pass essentially so no matter how many times we go to something or somebody goes to an event it would just be that one-time fee so i think everyone here is kind of in favor of doing that for a year and see how it works out if we get more participation selena you shook your head like you agreed you're back yes sorry i'm back sorry i had to step away for a little bit okay so motion to approve the kesb membership renewal amount and the amended amount of 11 325 and 5 cents second mike motion passes 6-0 on cable ksp legal assistance fund right and i guess i jumped the gun a little bit there this is the legal assistance fund again it allows us to retain council i kind of jumped it down with the 10a instead of talking about attendee but this is the piece that i think is very valuable for us we consult them uh as needed and uh again just can't say enough good things about their attorneys and the council they provide for us the question to prove the ksb legal assistant fund renewal in the amount of seconds the other piece to both of those that um it gives us access to all the like the forms book all the updated handbooks when we're parts of both of those groups the legal assistant fund gives us even more like student discipline all the school law it gets us up to date keeps us up to yeah when things come up in the middle of the year like sb40 there's forms that are legal provided and come to us and we're not just making something up so that's good next is cli and again you have the information there in regards to our renewal cost with them it's a similar amount slight increase from last year a similar amount to last year i cannot remember the exact difference so you had that down somewhere but it's a it's a very again a very similar amount uh it seemed like it was like seven thousand and change so so anyway um i don't know if you have any questions about the cli renewal piece last year it was 69.50 and we'll just be doing a little bit more work with stacy brewton our representative from cli with our different curriculum committees and that's why that there's just a little bit of additional fees there any questions on the cli renewal so in the past we've had conversations aboard the past couple years about cli and about where that goes and other options for cli if we don't approve this contract about a curriculum administrator and the costs of that based on what we are getting out of this i know our staff has done tons and tons of work with curriculum over the past four years five years six six six seven so i know they know their curriculum um we've had lots of discussions about the last two years i know we did so my question is how does everyone feel about it this year i know our staff knows their curriculum they work through this process with this institute i guess and we work specifically with a lady by the name of stacey pruden and she's the art our lead person if you will and hasn't this in the past been part of a than the rest of the county is that so this is our third office right southern coffee county is involved with us and uh this is our capital so it's uh 18 300 total between the two we share and we work with their staff and our staff together at different meetings that we have we have our curriculum coordinating council ccc meetings we work with them at different times throughout the year on the curriculum piece to again to work together they have similar they're going through similar things as we are so it's a it's again it's a partnership that we have with southern coffee county so why did it go up a third well because because there's some additional work that we have that's going to be going on if you look at that document it's the suggested cli activities for burlington and scc so we've got social studies work going and science work going wellness our wellness committee uh health pe uh that type of thing um our uh sac committees uh i'm drawing a blank on sac help me out guys thank you very much thank you lost the acronym for a minute subject area committees um in foreign language fine arts wellness ela social science social studies and science and then we have our ccc meetings which stacy brewton leads and those are uh three different times throughout the year when we get together at the beginning of the year fall meeting and then the quarterly meeting actually there's more there's actually four meetings because it's there's four different meetings so we have the quarterly meetings and you see the work that's also going to be done right at the end of next school year 2022 may 20th 2022 so there's just a little bit more work that's being done here um this this next year that's why we've had a slight increase is this any of that stuff carry over from stuff that couldn't or didn't happen this year because of our coded circumstances or is it just uh that's a good question guys i don't know if you i think it's more and more and more normal unless you guys said it's just on schedule okay i didn't know if it was we were going to get this no we decided earlier this year that we're just going to maintain maintain that course a lot of it is reviewing the first again six seven years it's a going through that continuous cycle process just making sure we are where we need to be based on you know requirements guidelines state standards and so on so forth i guess i would refer to the administrators on what you feel like does it still value i think without having a curriculum director is extremely valuable and i think that's we don't have that person to facilitate it it's i mean i feel like it's something that's just kind of yeah yeah we're all pretty busy with what we already do you know i mean like the social studies thing in my like here's a good example of what i think this is why stacey facilitating is good for us the social studies assessment for the state of kansas is changing like we haven't had it for a few years and it's going to um like a project-based assessment next year this was the pilot year we opted not to do that in coke and times we just think blood is worth it so the state put out like that social studies assessment has to occur within grade bands so in grades three through five somebody some grade has to do that grade six or eight somebody has to do that once in high school socrates has to do that so rather than you know me figuring out for my building him figuring out for his building i i think that's what the good thing about the cli model is we have a subject here committee we have built in time for the social studies teachers to get together collaborate talk about that we can make the decisions based on allowing teacher input we're not making a unilateral decision saying yes fourth grade is yours i mean we're kind of allowing them to brainstorm spacey can help facilitate that for us you know curriculum that the work is a lot less now than it was when i came seven years ago because like the math that's the committee i serve on they were just starting that the standards have rolled back around they've updated it they kind of monitor their assessments after they get through that big process it's a lot less work as long as we keep doing the work but i think it is important to have somebody facilitating that work i think unless we are committed to hiring a curriculum director i don't think we have much and i think you guys are asking the right questions because right now we are in that second phase like darla just said and uh if you want you know keep asking those questions because as we get past uh the second phase of everything and leading up to that that's when those questions can continue to be asked because what's the next direction if there is another direction or do we just keep re you know redoing it because those are in place at that point in time i think mr marshall and i we are on the obt for iola and what were they they were doing a different one and they had been doing cli yes so i mean it was kind of interesting to sit there and listen to that that they were doing something else that was similar to cli and i don't know that we got into a big discussion on the way home but i'm not wondering okay what was what were they doing that was any different than what we're doing and staying up to date on those things so i agree with darla on that but i think you're asking the right questions because as we come down the stretch and we're finishing up the second cycle fully which will be another probably two two years or three i can't remember exactly then then that's the chance to keep asking those kind of questions guys aiola what they're doing now is they've shifted from cli they've gone to the kansas state department of education this hasn't network tasn that stands for technical assistance system network they're utilizing that service there's there's fees associated with that but iola does have a curriculum director that they do pay and there are other school districts i'm trying to see how many in our in our league have curriculum directors i try to pull that up real quick anderson county has a curriculum director burlington does not iola does osawatomy does prairie view does santa fe trailhead they have two curriculum directors and wellsville has a curriculum director as well so guys we're the ones that don't and we're utilizing cli currently directors and i just can run through some salaries i'm not going to get the exact but you're looking at anywhere 60 70 80 000 for a curriculum director a good one because it's a lot of work and they'll still be doing the work with the staff because the staff have to have input and involvement if a curriculum director just hands a notebook and says here teach that there's no input from the staff and there's no buy in there so that that becomes a problem and a challenge so like kind of like jameson what we've discussed before there is a dollar fee associated with the curriculum director position um because that's it's a lot of work and we're fortunate i guess the system we have in place so i'll stop right there good question though by you guys a good question and see if this is something we need to think differently about okay does anybody have any other suggestions or comments for one year is that possible could do that that would be an option but like darla had mentioned it's going to fall on all of uh our shoulders to try to solve this problem that we have all of a sudden now we don't have this service and it would cause us to have to lead it in a direction and so yes we could opt out but i think our administrators and directors would put another thing that would be a big thing on their on their plate there's times if you look in that document where stacy leads this group and it's 3 30 to 7 o'clock we're paying our teachers during that time to work with us after school they get to have the day with their kids and it's a long day for them but we pay them curriculum pay to work and that way they don't have to create sub plans and have a staff you know out of they wouldn't have to be out of their room with that those types of work and those types of hours it's going to fall on somebody to lead those from 3 30 to 7 or 4 to 6 those types of sessions and while our administration directors try to meet those those those group meeting times we can't always be there and they're all now nose goes they're pointing at each other to figure out who's going to take it on it so good job guys yeah i think i feel like that's a valid point it is it's a good question my concern would be so if we decide to do that for one year do we fall behind and then try to catch up the next year so and would that increase it just depends on what curriculum are you yeah or you're dealing with at that given time have they changed that curriculum so it's for instance if they haven't changed the curriculum and you stop it then you might be all right but the next group coming for that group coming up they're going to be waiting they're going to be that cycle behind and if they do change it like the next year after you stop it do you start right back up with them or do you go to the next one so change that's the other thing the other side here for our math resources we did a seven year purchase seven years ago like we have we have one more shipment of the books coming so next year that's something the math committee will have to do is review the resources again do we want to stick with the resource we have we want to adopt a different resource what's aligning best of the standards i mean you know yeah all that stuff takes time i just think again stacy kind of has a rubric and facilitates that process with our teachers they kind of go out and do some of the work then they come back and we talk about a recommendation i mean that's just another example that's not necessarily curriculum but it's tied to the curriculum resources are very important so there's there's a lot of things that kind of fall under that umbrella james the other thing i just thought real quick is the fact that we've got a very veteran consultant that we're using and i think you step away for a year you're not guaranteed to go back to that same consultant and then all of a sudden i mean there's there's some value to the relationships that have been built between those subject area committees the groups that have been working with her from that standpoint her knowing us and knowing our curriculum and so forth and you throw that away for 17 000 and then you kind of start over with potentially somebody else because there's no guarantee that that she's going to have an open slot and they're not going to put it to somebody else so i think i think we've had a good working relationship and more importantly i've watched her kind of change and mold over especially the last four or five years to what we call the burlington way which has been important for i think our subject area committees and our administrators so if i hear you guys think it's got some value and i'll make a motion to approve the cli contract for the 21 22 school year in amount of 911 mike motion passes 5-1 5-2 5-1 next topic is the burlington early learning center playground financial program and we talked about this a couple of months ago and i i just want to tell you i i really i changed my thought on this um and i feel like it's important you guys have heard some comments tonight and uh and you've made some comments i think it's very important and again i want to say the reason i was looking to do this possible partnership piece with um with the framework of some capital outlay was because what we've done around here has been related to so many partnerships that we've created with it being for example the baseball softball scenario with the concession stands restroom with our rec center the jones trust and uh with the school district and with so many different projects we've done the community allowing us to have the one mill for five years to be able to do the science room improvements the the gym improvements and as well as with uh we even had leftover money because our gym base foundation was not in as bad as shape as we anticipated and we've been able to do something again with the first grade wing renovation the partnerships that we've done with so many different things i feel like that this was another opportunity to partner and and to do this now um i i can tell you that i feel uh just hearing different people and listening i've changed my thought on this i think we need to look to spend all of our grant funds that we have and we feel like we can do that and still pay for this playground the original cost we thought on this playground was going to be around fifty thousand dollars kdhe has changed some different guidelines i showed monique this and james and stacy they changed some guidelines on us based on what they told us at first and then they said no well you got to do this because you've got little kids and big kids now you've got to fence in and areas they're fencing the whole area you've got a fence in a small area for the little kids and every area is separate they and then they say we have to have so many square foot of space for the kids and because they've now licensed us up for 72 and that wasn't the original number we expected we could potentially again have 72 kids they told us your playground has to expand so with that being said they changed some some information on us that we have to meet these needs while we're doing this project and if we don't do that then well we're going to be shooting ourselves in the foot because we didn't do it the right way with that being said haley and i have talked and we feel like we want to spend playground money on this playground we want to spend grant money on this playground first and foremost so it's just a discussion and i'm just going to assume um if you have any questions i'd say i should say assume i want to say if you have any questions you can ask or if you agree with this process this spot i do think that we have to spend grant funds on i think we made that commitment early on that we weren't going to we weren't going to spend any uh because sort of puts egg on our face if we have to now if we absolutely had to for some unknown reason then maybe we look at that but we need to do everything possible that we can to not have to dip into that i think that's been we've been loud and clear from a lot of people yeah i mean we made that commitment that we were not going to be um using that money and so we we need to spend the grant money first correct so we'll move forward with that no no action needed there this was just personnel for we always and uh there's also a i'd like to make a motion to reassess an executive session for 20 minutes to discuss the superintendent's evaluation pursuant to non-elected personnel exemption under coma and return to open session in this room at the end of that time with six board members thanks we'll leave and you guys stay here and you said 20 minutes right yes now oh okay so okay i don't know i need a piece of paper to hang on the wall to say board is an exec session when it works in your schedule um um yes thank you so oh thank you testers yes uh it's just i hope our community it's everybody um is this year than before so you just have to accept based on what we think is um okay so yes are you done you ready we're gonna go back in yes tracy i think i got everything signed and passed down um okay we are back in the open session the next topic is for negotiations and uh that's not the way i might just do a quick little 10 minutes or session for 10 minutes and it's got certified contracts pursuant to the exception forum foreign negotiations motion passes 6-0 903.3 know oh me so one minute so [Music] twice i appreciate that yeah thanks for getting good guidance on how to do it appropriately yeah thanks for having me appreciate that monica suiter made high for us yeah thank you thank you that was delicious no thank you guys yeah thanks ron for stepping up um it was nice to have a couple of great candidates come in here and talk to us so we appreciate that meeting a jury thanks mike thank you okay i'm gonna start working up okay what's that

is that what the suggestion is i personally would not want a fan running 24 7. and you know when i'm in my own unit so that would have to be checked with your mechanical contractor if it met the requirements but i will tell you there are all kinds of new products in in this current market that everybody thinks of a exhaust fan as being a loud thing they have very quiet exhaust fans now so that might be something that might be more reasonable for you to look into and less costly than some of these other options that you might be looking into further would a would a ceiling fan suffice like a in a a bedroom ceiling fan or would that not get any standards no i don't think it would meet the requirements i think that but their unit already has a ceiling fan as well lisa and then the other the last thing i'd request is that we get the actual dimensions taken by the city and the calculation just so we know how far off this is uh if marnie's fine with that i can swing by anytime uh during the work week and take another measurement and more pictures and i can look at the bathroom exhaust van just so we can get that and i can look at the furnace and answer your further questions to those yeah my current renter had some very big covet issues but i think with everyone getting vaccinated that we should be in the clear if not now then soon people in and out of the house and again this is a suggestion for the the board to consider too yeah that's not suspiciously like a motion without saying it jerry it is it can be emotion but yeah just speaking not quite in motion territory yet i certainly would like to see the city's suggestions explored um i'm not sure marny if you've had a chance to do that i think again you were focused more on the window and i can understand from a condo association standpoint there's a uniformity there that might be challenging um however given that the building requirement i think is 10 and we're looking for four percent that's a pretty big deviation to not even meet the four percent so i mean certainly i would strongly encourage us to bring things as close to at least the minimum four percent for rental purposes as possible and if we can do that during you know with a quieter fan um that's certainly one of the options available to you so um i know i'm interrupting in my apologies but under 8502 for ventilation it does say uh the total area for ventilation shall be at least four percent of the habitable floor area of the room served so our ordinance does talk about a four percent uh code selection i i've heard ten bandied about and i think the original building requirement from 1965 70 1970 and i think the building was built in 1965 if i recall correctly it's four percent though we're talking now though correct we're just talking about four percent i'm just saying that when the building was built it should have been ten percent we're way off that too but it's more of a con contextual item i just don't want to hold her to a ten percent if our code doesn't we are not holding her to 10 absolutely correct so if if the code is more stricter back then than it is currently we would only uh require the minimum code in today's world for a past more stricter code which is four percent not 10 percent all right jerry did you want to try that in the form of emotion sure so i would make a motion that in order to you know the board had more information in terms of looking at mitigation provided the applicant's willing we get the information on the furnace type to see if it's high efficiency to see if it uses outside combustion air i would ask the applicant to make some effort getting proposals or pricing on a potential offset by providing an exhaust you know exhaust air that's in the bathroom it would still be fine for that second room yes and yeah if the applicant wanted to look at you know windows and i realized the complexities there but that's that's another option or not an option right it's not really and then the last uh piece of information we i was looking for was uh just clarity on exactly how far off we were what the dimensions were you know what what percentage of actual percentage of uh the floor area we have in ventilation with the current scenario i remember it being we were at like three point seven let me see if i have that note so the room's notated as being 127 square feet so that means that it would have to have 5.08 for that room size right and i came up just based on the applicant's dimensions and i don't know if they're correct like that that works out to about 3.9 square feet so it is under it would be about a foot under we're getting a little outside the motion we are sorry [Music] sorry we're a little rusty and out of practice it's been a year so jerry i have a motion that you're looking for four pieces of information make i just want to make sure that i'm stating this correctly getting information on the furnace type including outside combustion air pricing on an exhaust air fan information on windows and then the calculation of the percent ventilation as it currently stands can i add to that the approval from the condo association for the continuous fan because they may not allow that is that really a concern i mean if you leave your bathroom fan on 24 7 you know i don't know that they have the right to tell you to turn it off well that's true too but if you changed the fan is that considered and i'll turn it i mean an alteration to the building that's that yeah that may be right it wasn't not necessarily the type but if you can't if you can't adjust your windows you may not be able to do the fan without the good point of approval okay a friendly amendment to add some sort of approval or review by the condo association as it relates to the fan yeah we're just looking for what the requirements would be is that it whether that's something they would need to approve okay correct do you need a second or is that do am i doing that too early um i think i need a second and then we can second and then you would make an amendment to the original um yeah sorry i i do a few of these same gary vee the jerry need someone to second him and then you would have a discussion and then you would make an amendment and you would have another approval discussion and then we would okay okay we're talking here about a motion to postpone correct correct or we're motion to postpone it's been moved and seconded correct it has been moved it has not been seconded i can second at least a stilter okay motion a postpone and a second and now if there is someone who wants to make a friendly amendment to that motion that's accepted by the movement and the supporter then you wouldn't need to debate that if there is a friendly amendment accepted by those two parties okay so i think angie already offered a friendly amendment maybe she jumped the gun a smidge to ask whether or not the condo association would need to address any sort of fans is that something that's acceptable to your motion jerry in your second lisa it is acceptable to me yes acceptable to me all right and i think we have the motion to loose pone all of the information we're looking for with a friendly amendment it's seconded we've discussed i think i'm gonna go ahead and ask for a vote all in favor please say i i okay motion passes we are postponing based on all of that stuff that deborah is going to fabulously die all right what are my next steps what kind of timelines are we working with uh what if the span option is like not approved or it's like ten thousand dollars like the other thing and i i it's i'm gonna be back with you guys either way it sounds like right right so and feel free to jump in someone normally we hold these meetings monthly or we we have time on our calendar so i guess you know i would plan to meet back here next month if we can gather this information i know condo associations may or may not meet that quickly so see what we can get in the next month in terms of the furnace type you know it sounds like brandon is able to to do that whenever during the week get a price on the exhaust fan if you wish to move forward with the windows or not and then the calculation which sounds like could all be done during that same visit um and then depending on the pricing i guess you marnie would come forward with a plan of whether or not that's something that you're able to do or whether it would meet the hardship or one of the items for appeal practical difficulties or undue hardship or how it would not jeopardize um the intent of the housing code or public health and safety and just out of curiosity what happens to the other 29 renters for the past 20 years that haven't had to deal with this i believe these cases are held independently from any other any other people brought into it and that's why you're here in front of the board so there may be issues there which we're not totally sure on at this point but this is specifically in uh for your apartment i would say though if you find something that works if i might add you find something that works and you want to move forward with it um and it'll be done by a permit and we would if it worked we would approve it and the need to come back to the board wouldn't be necessary if you're able to to complete that process okay i think i think i understand that okay all right do you have any other questions um no i don't think so thank you everyone okay all right thanks everyone are there any other items before i entertain a motion to adjourn all right seeing none who wants to do it i motion that we adjourn the meeting thanks angie second jerry second all right all in favor aye you motion meeting adjourned thank you everyone

teach reduction 28 000 principle of salary reduction perhaps that's a gas source 18 000 it could be 10 000 it won't be more than that reduction capturing staff 20 000 election and fair pro has two pair of pros that's prepared for i'm sorry and what i meant with uh miss beltran today and mr edwin we talked about parapros and uses pros we're probably going to look at cutting two pair of pros so that you can change that number to 36 32 400 would be a savings there's so from what i've heard in the last board meetings and everything the all these people are already gone right i mean the teachers the pear pros the principal i mean they've already you know we have for the most part as of today and we've done this before in the district rift has changed the law has changed originally up until about five years ago or six years ago uh in my career in first rift and rift reduction force now a secondary feature that's more challenging is elementary elementary certification has changed used to be a kda certificate now we need a primary k3 and secondary starts at uh sixth seventh and eighth grade if you still do an elementary school high school you could have someone in the staff that had been there 15 years except for an english teacher but if you need if you have only one english teacher in the school you can't rip that one person with the next person the legislature passed approximately five or six years ago and the government you cannot use seniority as a roofing factor in fact and so you had the rift based on performance and which professional behavior performs resources so rip has changed significant so i i don't have a good solution um i talked to one person i was kind of shocked at this suggestion said we do the way of all after school sports next year um personally if you've known me for more than a month you know that i my professional feeling in sports is i feel much stronger in support of after school sports in a small community like ajo that i did in part as administrative city because in the city we had all these team leagues and soccer leagues popcorn football leagues we had track clubs we had a little league and the majors we had american legion ball kids had the opportunity to do stuff i think that sports in a small district and small community is important because it's a positive excuse a positive uh action for kids in some cases it helps people like mr redmond hold the grade card over and say hey you want to play next week and you got to get that grade up to such and such and that works it works for some students not all we are in the red big time sports uh two the last time i configured it was about two years ago nine thousand a year left don't quote me because i haven't done the math this year for the 21 fiscal year a twenty fiscal year we have um the only sports that make us any money are football basketball and volleyball softball baseball golf they cost money but we don't get any we we don't break plus coaches costs and so on and so forth so sports is expensive but i think i would uh i would really encourage the board to find something else that i could expose because that's cutting real close to kids questions or ideas so another thing this is called this is called share the worry um leanne i've talked several times about this we've met we've met in phoenix a couple times on this if you have ideas please please call me or text me or email me communicate with me there's not a lot we can do the challenge for a little district like ours is salaries or budgets aren't budgets not salaries salaries are proportional budgets proportional to tusd or mesa huge districts but we have in my opinion we have less flexibility as a principal in the valley i had more budget flex joy than this district because i had a thousand kids to 69 kids at school so i had money that i could shift around as long as i followed usfr and so that's what we're trying to do here but i wanted you folks to know what we're still thinking about we're not taking this lightly it's serious stuff and every every district i i'm frequently on an online meeting with pima county suits and one guy retired he said i'm done you say he's young he's 20 years younger than him he's really young he's i can't use it uh because of the challenges that totally describe to our conversation so any questions folks is there any chance of what articles that there's possibility of more federal funding going out to the states specifically for schools but then i've also read that the arizona legislature wants to do something else with that money that's right you're right and i'm hoping the only thing that well the positive of what you just said is i believe i hope this is more federal money the best of my knowledge i think so the best of my knowledge we don't know how much that's going to help yeah and we're not given the flexibility to write a budget based on yeah yeah oh i get that i get that the frustration is i'm assuming that the governor and maybe some of the legislative leaders face some political fallout last year i don't know when we were spring break until the end of the year last year we weren't organized the way we should have been that was something new to everybody so uh we had individuality we had some plans but there wasn't a common focus like we've seen [Music] and my common mantra was if we were running bob's bar and grill we've got work we wouldn't be making any money and the governor and i appreciated this he said all public school employees are going to get paid now we had a number three or four people that were parapro and they also said that we could put those people to work in a man similar what they're doing so they're working for the school but we didn't have students here we didn't have special ed students here we didn't have students in central work children didn't work so we had people helping some in this office we had one school office we had some helping jose and his staff uh floors and shampoo carpets some of those people are i'm gonna do that that was paramount to our resignation last year we didn't lose too many people maybe three or four but everybody that wanted to work got paid last year well the governor early on this year said no more money for education and you forget you get tired of hearing the numbers but arizona in about 1994 we're funded 36th in the nation today on a good day is 49th cost of living as a factor we're our teacher's salary in arizona is 48th but configuring cost of living it's 50th behind oklahoma and mississippi and a member of the young administrator we used to brag about that money we say hey but these were making more money than mississippi not as far as per child and our cost of living is increasing drastically because our housing and fuel prices are skyrocketing the short answer is yes uh aho has not been famous about passing but if we're not going to have music [Music] yeah now the downside of that is if we didn't pass a bond or over our election to do that you know in certain days if we said and some districts are doing this i don't know how to get away with it because i don't think it meets the attorney general's opinion attorney general's two two attorney generals um bruce babbage and um years ago said hey when i say free public education i mean my own two kids you have my two youngest my name is high school in the valley it cost us about four or five hundred bucks a kid per year well that was for an athletic ticket you headed by that was for the yearbook and ted buy those for all these passes so they're saying education is free if you want to be there that was part of the requirement i don't think that's what you're attorney general meant but some districts are saying oh you want to play baseball that's going to cost you 400 well you got a second child we're going to charge you 350 for each other so get a little discount this weekend i had i was in a situation where i met some people from california and they work at a private school 38 000 a year jewish so they're getting seven times roughly six and a half times what arizona's paying us they've got fantastic programs we had six and a half times we didn't have an overnight because we need the facility yeah we don't have any demographics yeah we don't have the demographics of kids that have thirty five thousand dollars or they wouldn't be an owl they'd be at a private school somewhere that some people that would be too much our handbook does have a charge for playing sports we don't enforce that but it does have a charge for playing sports i can't remember what it is 40 bucks or something like that and um you know another thing and you get guys like me from the community we're a lot different than a teacher coaching uh a somebody from the community coaches they'll coach for free because they want to coach right a teacher doesn't want to coach for free because they're looking for a way to um make their income higher supplement their income so and we have both types of coaches here we have coaches that are that would would coach for free and then we have coaches that that would say i'm not coaching for free and um so but maybe a combination of a small charge for the kids and we could do some things to get scholarships for those kids that that couldn't pay that right but i'm telling you what every kid guys backed me up on this every kid in naho high school has a cell phone right and a cell phone's a lot more every month than than a um than 40 bucks a season to play ball right so if a kid really wants to play ball they can come up with the 40 and and maybe a combination of those two things mr robinson made a remark here in a board meeting a while back and kind of kind of twisting what he says but but um we have to find a way to attract those 80 kids back to school and we're not going to do that by cutting all the extracurricular um activities you know what i'm saying you don't have community pride red raider pride any type of pride in the school community-wise or anything else unless you have programs that that people see that things are going on at the school and now i understand fully well as a business owner how hard it is budgets how hard to pay what you got to pay and and and you know and i understand you can't have a deficit budget but i think we have to find innovative ways you know maybe we can find a volunteer i don't know if you can do it but a volunteer band band instructor you know a volunteer art instructor maybe we can find some people that will come in and spend some time um so we can keep those programs i mean we have a great art guild in ah hole right we've got things that we're working on find the ways to make that happen lots of different things that are in the works we've had conversations with um i don't know what to call it but there are there are people that have an interest in art and while they they're not gonna do a teacher and they wouldn't teach every day they could help teach yourself themselves the one teacher that we're recommending for uh employment or wednesday nights is very very racist i see i see that occasionally and i met with her after the interview to say you know [Music] art and writing go hand in glove especially with little kids because we can talk about illustrations that's a way to communicate that's a way to tell your story and so uh she's yeah she's going to help that so it needs to become something that these these cuts that we have to take i hope maximum every year now one of the things you gentlemen mentioned is federal money and unfortunately in my opinion at state level education already cost too much and so if they and i don't know whether they even have the power to block that money they didn't in the past again i want you to be aware of what we're thinking about if you have ideas and when do we have to approve this budget by we have our first budget hearing in june we have a maximum like 15 days between the budget hearing uh so you guys just said it's called the proposed budget uh the proposed budget has to be adopted and then the final budget has to be adopted the way i look at the budget calendar department important encounters it will work without having special june and july the irony is you can't change the proposed budget once you get adopted so it's exactly the same budget that you're adopting the following month now the good thing about that is we and we always have a budget uh hearing well i'm sorry budget division meeting we can do that every month if we want to but we have to do it three or four times a year december is the first the last one's always in may and then typically because grants come in and federal grants come in different amounts than we may have uh led to believe or they're based on student enrollment student enrollment change and we've been lucky the last several years we've had growth uh slow growth remember the first school finance course i took at arizona state the professor said there's three types of budgets you can build a growing budget a stable budget a stationary or a decline because you don't want the last two so it doesn't only work that way because your costs don't change if you get 100 more kids excuse me do we have don't we have to have a budget in place prior to july 1 the fiscal year starts dealing when we adopted in july so um piggybacking on what lana was saying um i'd like to see a written plan to it that we would use to increase enrollment that would include trying for ways to improve enrichment activities uh anything else that we can do to collect these back that we've lost and maybe even get more we have families that have flashed town we have families that are maybe undecided at this point their families that are currently homeschooling that needy could be convinced to come here to get them incentive um and we have families that are new in town i know several families have moved into town since this all this school year so i'd like to see something given to the board i got a plan this is what we're going to do to try and gather up these community members who are choosing to not send their kids to our school at this point i like the idea right now i can't think of something i like the idea but a little time we'll call you tomorrow nothing opposed to what minnie just said uh i get excited when kids want to be back all right they want to learn well they went back to school because they don't hate but they also want to be with their friends that's huge from fourth and fifth grade on that and so i'm i i can think of a couple of things now if you give me five seconds um but i don't know we don't have budget to spend much money so like for example i talked with one plan ahead is there's an organization of tucson that well it's not like artists and residents similar to that it still cost us almost six thousand dollars which is but we did that every month more expensive than the current program so it doesn't pay to do it so we could do that in a couple times a year it's not going to be as good but it's not going to be perhaps involved as many kids as people like mrs ridley and i have until about three years ago arizona had prior year funding so our 100th day the budget we would have for next year will be based on this year's 100th day i'm sorry next year but yeah this year the 40th day if we saw significant growth we didn't do money at that time now that happens monthly and the frustration is we have teachers at the united states might be ridiculous we dropped 200 kids the first two months of school with layoff staff during the year we've never had to do that don't want to go there but that's the problem it's just like it's like a private business the funding comes only if you're out with kids and kids are the money the kids in taxes especially it's mostly kids areas of aho pays for about the taxpayers in office paid roughly 20 of rest of it comes through equalization from large districts that haven't they don't have the enrollment to use them either for example settlement they have the nuclear power plant that generates more tax dollars than they can spend or they can earn with their student home osborne osborne elementary district in downtown phoenix where all the high rises are they have four or five schools a lot of commercial properties will not have any homes so the opposite that's careful frequently they pay they pay they pay their own way because taxes are so high up there because of the cost of real estate in that area so they take no state aid equalization funds which has been the book since 1982.

the aziala's conference will be in person june 10th and 11th in phoenix so mrs huevos mr mayanos and i will be attending that and steve lane will also be attending the transportation administrators arizona conference june 21st through the 24th okay so reminder it's not an opportunity for questions but if you'd like anything to be presented in more detail at one of our future board meetings please let me know okay and again we will keep calm and sail on thank you thank you may i just make a point of clarification the esser funds were not distributed by the governor they were distributed and allocated by uh superintendent hoffman so our request to the governor is to reevaluate that distribution of funds but they were distributed by superintendent officers okay good thank you so i just wanted to give you an update we are in week two of acm to state testing our middle schoolers are testing this week today they did the writing for some of the tests last week our elementary students third through fifth grade did the writing test the reading test and the mathematics test and they all completed back in april of the science test our fifth graders and our eighth graders so state testing makeups will take place the week of april 19th for reading and math for grades third through eighth and writing makeups are taking place this week to meet the writing test deadline for our elementary students so our third fourth and fifth graders who did writing last week we have until friday the 16th to have all of them completed because they closed the window for the writing portion and we got to make sure we get that writing portion done because it also goes with the points that the students earn for the ela overall i wanted to talk a little bit since we're talking about testing and that aligns with data and it aligns with our teachers weekly formative assessments and the the notes that were taken on students for social emotional i wanted to talk about the problem space which is a learning gap i'm calling it the problem space the operators and the solutions that we're going to be utilizing to make sure that we are closing this space so our plan is we're starting already with after school tutorials for kindergarten they'll be having interventions middle school math and the la interventions will be taking place for intermediate fourth grade math interventions will be taking place and then we also have intermediate special education interventions that are have started will be starting fourth quarter benchmarks will be taking place the first week of may and the data outcomes will drive the targeted reteach and interventions for summer school so we're specifically going to also be looking at the data from fourth quarter benchmarks at all of our students kindergarten through 8th grade so we can target the interventions the small groups that will be taking place within our summer school program during the academic portions of that program so it's geared to one-on-one unique to the needs of those students and the problem space the learning gap that they have we have summer school students 84 students have been referred we're still collecting applications but 34 have confirmed attendance thus far and we're going to be sending more reminders and our teachers are also going to be letting their parents and students this question yeah question on that what do we do with the 50 students that have been referred to summer school but have not confirmed their attendance i mean this concerns me um because i they've been referred because they're not meeting standards um and if they don't go to summer school and they just gravitate to the next great level and when they haven't mastered the skills at the previous grade level i mean they're behind the eight ball really bad now i mean do we recommend to the parents that these kids stay back a year what what do we do with them well what we're going to have to do is with the students as we're still getting referrals brought in um mr layton and i need to be making one-on-one phone calls so we can discuss with those parents many of them were already seen during conferences because those were our dnf students but you know we have to touch base with the parents and explain to them exactly why they need to come to summer school but the importances of that and we'll keep you posted on the outcomes of that too as us touching base with the parents as well so for reteach and enrich we're going to be starting this next school year and the focus is going to be math this would be across all of grades this is the reteach and rich program is where it's basically stop for 30 minutes everybody's on board all of our staff all of our support staff but it's based off of the standards the progression how the students are learning the one thing we don't want to do which just creates more of a problem and a bigger gap is teaching a standard and you have a lot of students not understanding it and then we continue to move forward that's when students that's what creates these gaps so with your teaching enrich we're going to start with math as a focus next school year but that's when every week our teachers are going to be looking at how their students are doing how they're learning how they're progressing with the standard that they are teaching at that during that week or the course of those two weeks if the standard that they're teaching is going to take two weeks they have to look at that standard and see how their students if they're passing if they're understanding that standard if they are not we're going to have they have to be sent to re-teach so when we have those 30 minutes in our schedule those students who need to be re-taught will be re-taught by one of the teachers so let's say we have three teachers in fifth grade one of them may be the re-teach teacher but if it's a lot of students then we might have to have both teachers have to re-teach because it may not have been at that point a student problem it may have been a problem on how it was instructed so that's what our team will be meeting on so that they can make sure that we're re-teaching the standards before we move on and then if the students still do not understand once they do re-teach sessions for a week and they're retested again to see if they've gotten the standard and they understood they will then be referred to tutorials enrichment will be taking place at that same time daily for students who did master the standard but we're going to up the game here for them because we don't want them getting bored and we want them to be able to continue to make that progression instead of being held back and fall so after first quarter of the 2021-22 school year the dnf grades will be referred to after school tutorials and we will be starting saturday school we will be doing saturday school for second quarter and we'll see how that goes but we do really this needs to be basically like mr owen like you said this needs to be a non-negotiable because we can't fail our students and we really need to get our parents on board with all of the stuff we're doing and why why we're doing it so when we have our fault conferences we're going to be i think now i'm thinking about it up here i think we need to have probably before fall conferences start some type of an assembly or something for the families so we can talk to them about you know what saturday's school and tutorials are gonna look like but regression of students students who have regressed will be worked with one-on-one and in small groups with their teachers with targeted interventions and that's not just with the math focus for enrichment that's across all subject levels are there any other questions for that indiana as we talk about saturday school would be a good time to include some of our high school students who are trying to earn community service hours to come work with our students in specific content area mapping readings so that'll be something else that we can do to reach out will we provide transportation for that on saturday um that'll be something that we'll definitely look at for our budget if we mandate that they come it usually is where we offer transportation like summer school so we have students that have come and told me in passing they do not want to be doing saturday school so they're trying their very hardest that they have those discussions with their parents and conferences and so they know that that's coming update for promotion promotion events preschool and kindergarten promotion will be taking place on campus and it's going to be and the date that it's going to be taking place we just discussed that today was that is that thursday the week before yes so that will be prior to the last week of school and we were discussing the final details with with dr lipson today but she will be having three ceremonies that will be taking place each about 20 to 30 minutes and they're going to be taking place in the preschool slash kinder playground so we're going to set up some so everything will be organized and socially distanced for the families preschool promotion that's what we're just coordinating that right now and kindergarten promotion will take place tuesday may 18th 8 15 to 9 15.

it was an answer to proposition 13 in california i will bring good news i promise you something i want you to know right now this is going on everywhere yeah yeah yeah just all school that's everywhere that's why i see people coming out of careers thank you mr ramirez's public comment i'd like to ask dr dooley to look into the graduation survey and complain about massive compliance mr ellen mr elenore has a graduation plan that you'll put out later in the week okay so no we can't have a discussion on it no but i can ask you to look into it um additionally i understand that the unemployment survey has happened i'd like to request that employee survey the agenda is for wednesday so you can ask questions but we won't be able to ask any questions about it unless it's a jedi and and in addition to that i didn't see anything on one of the agenda about the principal search and i can do it okay so can you add those two things to the superintendent report as an agenda item so we can ask questions thank you so you're not going to give us a handle on what's happening graduation okay all right okay may we recess the board to sign about minutes and vouchers and um ask you good people good night and thank you for coming what happened um but they always come together [Music]

it was when i submitted this it was going to be in the gymnasium but we had a change of plans just because we're going to have everything already set up and the logistics of it all breaking down and having to try to reset so we're going to have everything be in the north basketball court and our kindergarten students will have their promotion out there and each of them will be getting four guest tickets per student and it will also be live stream we're going to have a senior walk through ceremony which is our continental colts alumni tuesday may 18th from 10 to 11 30 this is going to be the first time that i get to see this tradition that i've heard so much about where our high school seniors come by and they're tapping down correct and they walk through so all the other students can see them and see how the success that they've had in school and our eighth grade promotion will be taking place wednesday may 19th at from 8 45 to 10 and change of plans it's not the football field we're going to have everything be on the basketball port the north basketball court because of the speakers everything that we need to put out there that's going to be the best place for it we're going to be having fourth quarter awards assembly friday may 14th for students grades pre-k through 8.

they can be recognized for their hard work and we're excited because this is going to be the first assembly that we're going to have in person with our families this is a big you know tradition that our families like to come to so they'll be awarded perfect attendance honor roll i excel studies pulse of the year kind cold safe cult and responsible student recognitions and musical events the green valley elks association drug awareness essay contest was done and we had students who participated julian alpha is sixth grade lewis harvey seventh grade and logan discounts eighth grade won the green valley health association essay contest for their grade levels at the local level and we're excited to announce that logan's sa won first place for eighth grade for the state of arizona his essay was selected to represent the state of arizona in the national drug awareness essay contest only one of three grade letters per state is interned in the alps national contest logan will receive a beautiful plaque and monetary award and his family they were very excited about this accomplishment and the students will receive their elks awards before the end of the school year so we'll keep you posted in case you would like to come to that it'll be here in our community room the arizona state science and engineer fair robert robert brubaker and race matthews received third place in behavior and social science area in the junior division and this friday mr ferguson has coordinated this event it's the green valley stage band performance it will be out on our basketball court from 1 30 to 2 15 and um since it's going to be warm we were hopefully it's going to be partly cloudy with a high of 78 degrees and those storms come all of a sudden but um classes and a lot of this stuff has changed everything daily we were going to have them sit in the grass and we thought maybe not the football field and then we thought maybe we'll have them just bring blankets and stuff and they can sit out on the cement on the court but today we were yesterday we were discussing it's probably too hot mr ferguson and i so we're going to put chairs out there so it's going to be in the basketball court but if you can make it to this event after testing week it's something special too for our students since they'll be finished on friday and then we want to thank our generous donors and volunteers i left my paper over there for one of the donors i wanted to thank just that paper albert yes barbara hook she's donated supplies for us here at continental so we want to thank her i'd also like to take this time to thank the green valley rocks group they called us and said they wanted to do something special for our students they get together a lot and within five days their group came together and painted lots of rocks for the kids to hide in their classrooms or outside at least for their teachers to hike for them and then they also made rocks for our bus drivers personalized and then silver springs assisted living they came and they gave um little candy filled eggs for all of the students in our school they wanted to do something special for them too but i they were telling me that this is something they usually do where the students can go over there that they've done in the past so they're hoping that we can do that again next year and then officer connell and her canine presentation she came to speak to the second graders our second grade teacher set this up um some boys they were having a discussion about careers and some of the boys said that women can't beat police officers so this is actually a parent and one of the teachers thought it might be a good idea to have a guest speaker come in and and have her come and speak to the students and they asked her many questions and she's actually one of our first guest speakers that we've had this school year they loved it are there any questions and i just want to say that i do recognize we do mr latham and myself and the learning gap that has taken place and it is a big priority and we'll keep you posted on all the work that we're doing to make sure that we're closing that and also really really making it clear to our parents the importance of them coming to the things that we're planning so that they are progressing if they're learning can you force kids to go to saturday school i don't think we'll be able to force we can't force them to come in saturday school we can't force them to come to summer school but those conversations can take place as well about retention and if students are not learning we would have we'd go through the mtss which is our multi-tiered system support team and put them on them and parents have to come to those meetings and we have to discuss what the outcomes can be because their children are not reaching where they need to be and is it because they just haven't been here is it because they don't attend or is it because they're actually having issues with comprehension or processing so what happens if the parent doesn't come to ncss if they don't come then we go to them i've told that to parents before where they've told me that they cannot come and i scroll and we'll come to you it's out in the parking lot at your work and they ended up showing up also for our documentation for title purposes since we do use title funds to pay for students if the parents are declining summer school they have to sign a form that says they've declined summer school because of yada yada and dated and we let them know that that goes into their permanent file so that then the following year when we're recommending saturday school and we're saying you didn't come to summer school so it actually is building a case for the parent and the student and i really think that with studying with the student data binders and setting student goals and kids knowing exactly what they need to accomplish and knowing that you either do well in your interventions during the day or you're going to be in an after school tutorial and you're going to be at saturday school but we're not going to let kids off the hook yeah okay thank you thank you very much okay moving forward we have a consent agenda um which i posed i think this morning that said you were something on these questions i have not well anyway voucher 8033 yeah expense voucher 8033 um there's a bunch of book purchases on here a few of which kind of caught my attention and um i'm just interested in knowing what the use of these books is going to be i will be the first to admit that i've never been accused of being on the cutting edge of wokeness but i see one book that's been purchased that says my awesome brother and child's book about transgender acceptance written for children ages 4 and up um could we bring that that voucher up yes so just for starters those were the books that the counselor submitted 8033 all right here it is yeah so this was purchased by the counselor these were the um the books that the teacher that the counselor purchased so for maybe a specific circumstance we're not yes not in general so it's either so these are books that are in the library that can be used to refer a parent say a parent says i you know need some help in this area and and maybe the counselor would refer them to a book that's in the library so they're not in the library they're only with the counselor in her office to use it for one-on-one or we're not talking about including these in any curriculum no no they're solely her um books that she selected in terms of the social emotional learning piece for students and issues that are being addressed at school and in general with these students okay so they're not in our library thank you if i may i'm a little bit concerned i've heard social emotional today probably about eight times and you know i understand that it is the knowledge attitudes and skills necessary to understand and manage emotions set and achieve positive goals feel and show empathy for others establish and maintain positive relationships and make responsible decisions but i have a lot of parents that have are very concerned about who's in charge of that who's responsible who you know so here's another book an important lgbtq pride book for whatever for kids yeah for k.i for so love is love an important lgbtq pride book um so i you know i guessed that rainbow the first book of pride abc of equality all dogs have adhd uh you know i'm just um i'm is the counselor an employee of the of our district yes of your district so she is under your supervision and management yes i'm concerned about these books i just want to go on the record of saying i am concerned about them me okay good if we can talk to her to clarify you know the use of the books and how she went about selecting the titles the social emotional learning piece is really going to be dealing with self-esteem the equity issues the the stress the anxiety of kids during um you know returning to school so it's separate from the emotional intelligences it's more of the counseling aspect of kids the equity issues of kids when we do have a lot of these issues going on in our school so like maybe a kid moves here who has two dads and he's getting bullied and he goes to the counselor and she provides him with books to show him look you're you're not yes you're not a stain on society and then maybe the the kids that were bullies would also be pulled in in a separate session to maybe teach them not to pick on kids for those reasons yes would that be an example of how these books would be used yes and we also on a one a one-off situation where they're needed in a real life circumstance that these books apply to yes and again because this is such a big issue i mean you can't watch tv that we're not seeing something where i think now we had a zoom meeting that got leaked where the teacher is berating students for wanting to come back to school you know you can't you cannot watch news and not see this come up so i think as members of the board it's it is just incumbent upon us to pay very close attention to what's going on in speaking with our school counselor and keeping up to date with a lot of the issues that our students are going through from say intermediate elementary up into middle school some of the titles of those books are things she's been discussing with parents as well that i'm aware of and it and concerns that parents have been coming to the school counselor wanting some help with their just a question on the ashley montoya's didn't leave understand the circumstances what is our specific policy on this issue so if she is extending her need that has to be bought approved for her to continue for the duration that she's requesting and so this teacher was out on the term she's out on maternity leave we have since absorbed her students into the other two third grade classes so upon her return we were going to regroup the kids again and give her a class so now we're not going to do that because she's okay but i mean our standard leave policy is for a certain number of weeks i'm assuming and so this is in addition to that yes and so by by authorizing this we are in essence saying okay we're going to pay you for additional weeks of leave no um she's currently on fmla um and it's 12 weeks of a family so after fmlh if she needs more time then she needs to request it from the governing board that's what she's doing you're not paying her additional okay so it's just up to however many sick days she has remaining so she can use up her sick days and then once they run out because she's on beat without pain okay thank you and the last question i have on this is on the on the resignations do we conduct excellent interviews yes and who conducts those christians hr okay do you keep uh an analysis of that why people are leaving we keep what they do is they fill out a form explaining the reasons why they're leaving or any input that they would like to provide and we keep those on file do you do any analysis of that so that you can see if there's a trend in what you know are people leaving for more pay are they going up to whatever the magic district is i share it with administration so you share the report with them would it be possible for us to see that we can and i know that in these cases one of them is a change of career and the other one is still medical well i guess i'm thinking more longitudinal right because uh you know if you're gonna put up a good fight for the 301 money it'd be nice to have some data behind us okay further discussion okay mrs allen yes mrs price yes mr australian yeah thank you okay district financial report april 8th 2021 so within your packets you've got your and your monthly district financial report um i've got nothing special to report on the financial report but i will open it up to questions that anybody has maybe um and i i really have no questions about the financial report itself um can you tell us when we're going to get an update on the boundary financial i am calling them this week okay so hopefully by the next board meeting you'll have an update on the bond okay the second point that i just wanted to ask about is i think we ought to go to the insurance company that we purchased coveted liability insurance for and spent 28 000 because governor ducey signed sp 1376 about 10 days ago which was retroactive to march of 2020 that basically changed all the guidelines as far as how suits and on what basis suits can be filed to code changing it to a level of willful misconduct and gross negligence which is significantly higher bar and any actuarial studies that our insurance companies did in arriving at a 20 000 insurance premium it should be significantly less with this change which is retroactive to a year ago march and i think we should request a at least a partial refund of monies that we spent on that insurance okay so irbc already have an email to our department rep um she just happens to be on vacation this week okay so once i get something back i mean i think this ought to be done by every school in arizona this is not just for continental uh any school that purchased this insurance should be entitled to a refund thank you the financial statements you're ending june 30th each of you should have received a copy of our audit i believe you've received a copy yes does anybody not have a copy of it so i'm just going to open it up for discussion i'm sure that everybody like me spent many asleep with my ingredients it's very invigorating is there anything in here that would prov that i need to provide further clarification on or give you further insight i've got several questions about i don't know if it would be even appropriate this thing has just been released i'm sure you're still going through it i've already gone through it so well i mean in in specific detail and i don't i think in we've got to respond to some of these things i think but i've got a couple of questions that go beyond i am very concerned about the unfunded liability in the pension program and i and i realize that there's not a lot that we can do other than we need to anticipate some rather significant increases in contributions to the pension program in order to offset these unfunded liabilities we've got four million dollars of unfunded liability in our pension program applicable just a continental in the state of arizona based on the the percentages that are in here it's it's it's from almost 140 million dollars um but also remember that the pension program has about four billion dollars worth of assets i understand that but there's not enough assets to cover current uh liabilities if if we were to stop payments into the fund today there's not enough in there to give everybody their earned pension and and we're responsible for that four million dollars if for any reason the pension fund went out of business we would still have to cover the pensions in continental we're not relieved of that and and i'm shocked that the the unfunded liability has gone up in the last four years when you consider the stock market um uh we were 10 years of bull markets and yet our unfunded liabilities are going up which means that the pension fund is not collecting enough in contributions from the school and from the employees to cover the obligations that are in there and i i just uh it's a concern to me um i think it's a long-term concern uh and and listen there there isn't a public employee pension program that isn't in this situation they're all in trouble and i think that uh by ignoring it we're never going to address the issue that that really needs to be addressed and i it's a a major major concern to me well state retirement every year they do provide us with either an increase or a decrease i've never seen the decrease but i've heard you know that unicorn exists um state retirement next year is going to go up to 12.44 and that's the employee and the employer um the only other the only other question i that i have with regard to that if i couldn't find it quickly here i think it's on page 54.

no that's not going well it's on page 44 and 45. on the very bottom of page 44 it says the district's contributions to the pension plan for the year were 354 000 and yet on page 45 it says at the bottom the district's pension expense for the year ended june 30th was 437 000. is the difference um uh that what goes to the unfunded portion greg or what's what's the difference between pension expense and pension contributions i honestly wondered if you want the honor to answer i like my level of knowledge was state retirement i only know so far and your question has exceeded well the state retirement fund is still using a seven and a half percent discount rate and obviously the funds are not earning that over an extended period of time and yet we they continue to use that uh that's still high they need to reduce that which would compound the problem on unfunded liability i've got you know i think there's other issues obviously in the audit we certainly need to know on the material weakness that was found by the auditors and and what our response to that is and uh that the controls that that are in place or that were not in place that that resulted in that situation so if you remember correctly when i brought you in i told you that reconciliations had not been done so i knew about this on day one okay um i remember also informing the board that i would not be making any adjusting journal entries until i could speak with the auditors face to face that way they could actually see the work i'm doing to reconcile with the county treasurer and with the county schools office that has happened i have reconciled to a point every month since july so as far as that material weakness it's been resolved okay and i know you were here right that's that's one of the reasons why that first week i was here i wanted to bring you in tell you the things that i have found that way there was nothing that that way you weren't left in the dark on anything okay it's not uncommon to have if you want to write down your questions and concerns we can send them to the auditor and the auditors can come to a board meeting to answer the specific questions that we have okay so you want to send me questions we can contact no because i mean on my specific concerns on the on on the pension liabilities um i mean the audit points them out you know it's the only people that can fix that is the people at stake absolutely and i'd rather have the people from arsa or asra here uh and and see what their response is to those questions thank you moving on to new business i'll entertain a motion please to approve the superintendent evaluation that we completed earlier now move that we approve the superintendent's evaluation performed on april 12 2021.

thank you salary schedule special ed director i move that we approve the salary schedule for the sped director second certified new hires for school year 21-22 i move that we approve the two new hires for school year 21-22 second second discussion same thing for certified staff 21-22 i know that we bring back the certified staff listed in item d for 21 122. one second motion in a second how about some discussion i just want to reiterate that they are based on their current salaries pending budget approvals and possible increases mr allen yes mrs price yes mrs yes this is an approval for the insurance package for fiscal year 22. yes so just just for some background information when you go out for good for our health insurance we received two bids one was a forty four percent increase over what we currently have forty four percent of them from blue cross blue shield um our current provider came back with a we went back to them for our best and final and they came back at a 7 increase so we were able to to negate the increase of some so right now we're looking at employee contributions of 433 dollars per month for health care for employee health care and within this package we are also looking at adding a high deductible health plan as well as adding coverages within the vision plan so there will be an option for employees to get a little bit better coverage within their vision it's dealing mostly with the employees who have progressive lenses that's where those ones will see the most benefit thank you i'll move that we approve the employee benefits i second any further discussion just i think you did a good job yeah it wasn't me sir it was well i think this administration is negotiating these yes thank you mrs allen yes mrs keith yes mr osborne yes mr owler yes okay so i'm bringing this to you um as a possibility to add to our voluntary benefits um this is something that would be 100 employee paid it would not be an employer paid benefit um our current healthcare plan um air transportation is in there but depending on the plan you can have either a 200 copay for emergency air transportation or your deductible plus 15 after a 200 copay or a deductible plus after the 200 copay per trip if an employee is out of the banner or the fm network balance billing after these payments is also a possibility i have a good friend of mine when i was living in the white mountains he didn't have this particular company but he had a heart attack and he had to be flown into phoenix that flight was 75 000 without having a coverage like this that he went out and fought on his home he paid 120 for a year's worth of coverage that's all he was required to pay was 120 when he originally got his plan so it saved him and his family you know a good chunk of money the company that i am bringing forward to you today is one of the largest air medical carriers in the country they offer three different types of plans they offer a plan where they will fly you to the nearest you know hospital from the hospital they have a program called return new home which will actually fly you back to the closest possible to your home they also have an international coverage so you know when our teachers go out on on break over the summer and they're backpacking through europe they can actually be flown from europe back to the states and the thing with the international coverage is you don't have to have a year round you can just have it for the duration of your trip right now this this plan it's going to cost an employee for one year coverage about 55 so if an employee had to fly i'm already going to save that employee 145 dollars just off their co-pack by them purchasing into this plan um go ahead and scan to the to the slides no this one's gone this is fine so as you can see the company that i'm bringing forward to today is part of a network that includes the airbag life team guardian flight med transcorporation reach air medical services and they have right about 150 years worth of combined experience oh i'm sorry um they have a fixed ring and rotary grain so if somebody has to be flown somewhere so if the closest possible let's just take covet as an example if somebody needs a bet for coven and the closest place is duluth minnesota they will put them on a on a fly fixed-wing to the loop and get them in a hospital bed okay one of the nice things about this plan is that not only so if christina here was to buy this this plan for her it covers her and every member in her household so if christina had a student in college that student is still covered and it's still that one low price in order for her to have that type of coverage click this is just some information about locations of level ones and two trauma centers click so here's kind of an idea of what this actually does commission transport will be the closest appropriate medical facility for medical conditions that are deemed by the provider attending a medical professional to be life or limb threatening or could lead to permanent disability which require emergency air ambulance transportation a patient's medical communication and not their membership status will dictate whether or not air transportation is appropriate are required under all circumstances this provider retains the sole right responsibility to determine whether or not a patient is flown um just some more information about um third parties and other insurance click so they have over 400 providers across the united states that serve your air emergency needs other benefits are available to fly you home which is that information that i gave you earlier and they're looking at for future future growth into ground transportation kind of an overview of where um level one and terrible two trauma centers are across the country as you can see where we're at down here in the bottom of arizona our closest ones are going to be phoenix and if there's nothing available in phoenix we might be going to albuquerque we might be going to san diego los angeles isn't there one in tucson isn't that where they took representative giffords showing because when you take phoenix for an example eighty percent eighty percent of the hospitals within phoenix are level one or level two trauma centers yeah well the these slides are from 2014 so i think there i believe like you said there's two banner maine on campbell which is level one and then uh banner south on country clubs by the way yeah so here's some of the benefits of having an air ambulance network no out-of-pocket expenses are associated with a flight when flown by a participating air medicare network provider even if your claim is denied by the insurance membership like i said extends to the entire house household full-time undergraduate college students can be covered under their parents membership if their primary residence is still with the parents so this also will include a non-traditional household member so if christina is caring for her parents at her home and her parents need to be flown her parents are covered there's no limit to the number of transports a member can take each year this is completely voluntary it's going to cost an employee for the basic plan 55 a year and this is also something that we can do through payroll deduction so an employee doesn't have to dish out right away we can spread it out over over 112 24 26 different pay periods so when we re some of the requirements for us to do we have a web portal for districts enrollment we also have a paper enrollment and then whoever signs up would get the welcome pack and the membership card and everything else i actually still have my card from because i signed up for five years just some of the basic setup that we would need to provide them to get a set um that's what the enrollment form looks like on paper and that's really kind of it um i see the value in this um mr lake is not in here but if mr latham was hurt working up on the ranch and he needed to be flown out he's covered if i go home tonight and i get an accident on the freeway and i need to be flown out i'm covered my family doesn't have to worry about whether to pay my medical bill or for me to get better it's that peace of mind for families to know that their loved one is going to get taken care of and the cost is already taken care of if they need to be flown so greg will this be available to employees who do not have our school issues yes yes this is available to every employee whether they have our insurance or not this is also a benefit that is transferred so if christina signs up for this policy and she decides to leave next year and she bought a five-year term on this she'd still have four years wherever she goes so it's a completely transferable thing so it's not it's only good while you're here it's good for everyone whenever they go board members eligible i could probably swing board members travelers i want you guys to be satisfied prior to saying yeah or nay that you have all the information that you need this sounds more like a membership than a type of insurance correct it's it is a membership okay but it also isn't completely 100 covering any air medical transportation that needs to happen you know like i said with with our best plan that we have it's already gonna cost somebody at least two hundred dollars to be flown someplace and if they are being flown out of the banner or the network they could be balanced built you know whatever that cost is so if the insurance company says your 70 thousand dollar flight was only worth 25 000 the employee is now responsible for an additional fifty thousand dollars is there any minimum percentage of participation required no another question thank you sir i'll entertain a motion to add this as a voluntary benefit one second yes thank you motion passes specific field trip request obtain a motion for the uh civics field trip i'll move we approve the civic's future we got a lot of money in this account don't we there's plenty of time to change i mean far more than what this trip is going to cost correct yes because you also have to remember the money from last year's trip is still sitting there yeah they're actually bringing six ninth graders on trip with them great okay any further questions comments our our representative from legislative district 14 which is our state senator will be taking them through their civics piece of this yes so currently tower alliance and our lease is coming close to being done with them this is just to go ahead and extend the lease for an additional 35 years what we will be getting out of this is we will be getting an increase to our um our payments per year we'll be getting going from 15 000 a year to eighteen thousand dollars a year by signing the lease we will get an upfront payment of eighteen thousand dollars so one year's worth of these payments up front um in our current contract there was not an escalator so it was 15 000 from the beginning and it's 15 000 at the end so now there will be a two percent increase per year um if another company decides to put something on our tower so let's just say bob's cell service wants to put a repeater up on the tower the district will receive 10 as a revenue sharing of that some other additions to that will be giving american tower the right of first refusal with a confidentiality agreement and a non-compete clause which means we won't go out and try and sell our tower to somebody else we won't disclose to other companies what we are receiving as far as payment for our towers and if we ever wanted to to get out of the to sell the tower they had the first ranked first result to purchase it or not so with that i bring that to you for your approval tonight so i'll move a second motion in a second some discussion not knowing the going rate which is at least cell tower it just seems low too but it's actually a little on the high side yes can we get it decorated look like palm tree no we cannot country no we cannot i'm a lot of fun christmas further discussion on how we're going to decorate the tower summer academic program staff so we have our teachers this year who will be teaching summer school and like i mentioned it's approximately 25 thousand dollars under school i have title 1 and title 4.

i'll move that we approve the summer academic program staff high second discussion that's good question um we pay all the teachers the same for summer school yes is there any reason why i mean i mean obviously these teachers are making different salaries during the year wouldn't wouldn't some of them be worth more during the summer school than others well for budgeting purposes we um dollars an hour per teacher um so that it's equal across the board on whatever is teaching all right and they're okay with this okay any questions okay thank you april may vince we are so close to the end of the semester [Music] um so we won't have to go no i'm just i think we need to keep our eye on the house and the senate they're going to sign he died probably about mid-may to late may and we just want to keep track of what's going on up there thank you for all you do thank you everyone recessed um
