and this is what we tried to share because there are so many policies and practices what we were working on is trying to make sure that we put together calendars we put together the structure of the classrooms how we ensured that we were having safe distance the entrances and exits to campus every policy that we could think of that was necessary for parents was put into this document but what we understood is 14 pages of a lot to go through you want to go to the next slide what we also did is we tried to break down all of these things so it was like reasonable chunks easy to digest our schedule is layers upon layers of art is it an a day or a b day and which group attends all of a sudden we're getting confused we also put together schedules so that if you are a blue track or a gold track student you know exactly what you're doing and you're not trying to cipher through all the other material we put together like one of the things that i i love right now so mr diesen was getting the the new way of sending out newsletters and everything to be hyper linked and the it's just like this great format all of this is being sent out we're putting together newsletters and information i'm sure the parents are probably getting tired of all the stuff we send out but it is such an easier thing than like 20 pages of text so it's much more visual easier to link so we send these out probably at least once or twice a week we usually get a lot of positive reception like this made it very easy questions are a little more directed like i don't understand this one can you help me you know understand it and then it just makes life so much more easy when we've got 10 000 new policies that are different from last year um sorry i keep looking at you again um a few other things just as far as like updates just as far as the high school because we have so many different things going on one of the things that was the challenges that like mr brassie also alluded to was the office hours we incorporated incorporated that into the class time but even then a lot of students might not feel comfortable asking a question of a teacher we have a number of staff who stepped up offered additional hours after camp after school whether it's for tutoring or it's even for clubs so staff are stepping up and putting in extra hours it's not in there but our credit recovery program but we implemented a few months ago it got thrown off because the start time would also be when school is still running the ability to adjust the the time being able to meet with students online we've been able to make all of that work and we put it back into place this week athletics as i mentioned we've actually been able to implement almost every sport which is tough because we usually have multi-sport athletes who from one season go to another season and play sports but they can't do them simultaneous so our coaches have been stepping up advertising getting students involved we may have small teams but they're doing a great job so it's been great to get out there football season has not been the same when it's like you know still bright out you're expecting friday night lights and the lights don't turn on until the game's over so the last thing too here is we we've been looking at our numbers when we developed our schedule we looked at doing our survey who was going to be back in person we looked at about 60 percent of students who are going to be on campus when we look when we had that model we looked at doing those two split schedules it's given us the opportunity though now that with a lot of students who are in higher need they're at risk students who need more services we are able to provide an environment where they can come in five days a week so that way they're not trying to find a schedule on monday wednesday friday the next week it's tuesday thursday so we've been able to provide the environment for students to come in five days a week and it has yet to get anywhere close to violating any six-foot policies or any violent uh students walking in the hallways wrong directions there's one staircase students have to go up and we've got to have any issues in those areas so we have a environment in our classrooms and students are able to we're able to add students to the classes for those who need to come in for a little extra help and it's been working really well so i do have a question mr ferguson um so we've heard that some of the classes the in-person attendance is pretty low there's a lot of conversation about you know possibly merging the two um and i know we just started this i mean it's been literally two two weeks and a day um so i'm a little concerned with changing things again but what what's what's really happening as far as class sizes and what's the take from the teachers on the end of things so i can give some of the feedback that i have received but i've had a lot of teachers that are very interested in trying to get more students in their class when we're looking at the numbers we're doing warm body counts because we're also looking at how many students are in the class because we also have a safety concern when students when the class sizes get too small if there's a one-on-one ratio we're concerned about that we don't want the teacher to be alone with a student in the class and we want to be cautious of that from what we've looked at in the warm body counts our average class sizes if we were to merge i don't think are getting above about 12.

2.5 do I have a second to the motion second Mr 10 a seconds any further discussion no public comment um all those in favor signify by saying I I I I I passes unanimously thank you I just I didn't vote um oh oh I'm sorry it's okay um uh I'm gonna I'm gonna vote no okay we have one no vote for yes and just for comment sake I would vote Yes if there was a guarantee higher number of replacement trees that's just my that's just my philosophy thank you okay temporary borrowing between funds our annual annual resolution um good evening board so before you this evening is a resolution asking for the ability to temporarily borrow funds from the general fund into two other funds so chica unified runs two programs our state funded preschool program at Four elementary sites as well as our nutrition services program both of those programs are recorded outside of our general operating fund so as a result they have their own cash fund at the County Treasury there's government code that requires that these funds stay cash positive after the fourth Monday of April of every year so we bring forward this resolution to allow temporary borrowing of money from the general fund excuse me to make these other two funds cash positive these programs are reimbursement based so our preschool program is based on enrollment funded enrollment on reimbursement as well as our nutrition services on meals we have any questions from the board do I have a motion I would 102.6 do I have a second sure I'll second resolution 153 4-21 I have a motion from Dr Kaiser and a a second from um member landow um do we have any uh public comment I should have asked for that before okay I'm going to call for the vote um all those in favor I I I are we all eyes um I think this was supposed to be a roll call vote because we didn't all agree on the last right you are absolutely right yes thank you Miss Dolby Dolby I yeah tennis I Lando I Robinson I thank you it is it is unanimous it's is is uh it is what time oh my goodness it's 9:30 let's let's get quick here folks get quick um we on Julie are you aware that your microphone is on no thank [Laughter] you I didn't hear what she said okay we have discussion budget allocations for programs to address learning loss support and personal learning and further develop the multi-tiered system of supports mtss from Co Mr boltim I do believe okay we're bringing back the list that we showed you at the previous meeting where you authorized um all the items that we've highlighted in green that was 12831 million the rest of the list we brought forward um we've removed all the items that had a question mark about our ability to justify the use of the covid onetime dollars and that total now for all the items just in white is 20 million so you'll note that what's left it totals 41 million and there's a reminder if you look at the top we have 44 million so we're leaving some capacity for the things that we just don't know yet we also think that these are very conservative and um uh rough numbers so I think we'll see savings that we will also be bringing back to the board because we do have to spend all these dollars according to the timelines one correction and you'll see two attachments in your agenda is that under the 2.5 million uh right above whisper rooms and the first one that went out that description did not show up and in the updated one that 2.5 million is shade structures and picnic tables so just to clarify the whisper room allocation is 300,000 the shade structures and picnic tables is the 2.5 and we sent a corrected one along within the agenda thank you I I see that okay so okay do we have any questions just Mr tennis um the tutoring um $3 million if we're back in normal schedule what form will that take that's a great question we had this discussion when we went over this budget I believe if we go we're going back full-time U Mr tennis I don't believe that the $3 million will be needed um I believe the 1 million one what I talked to the business services about was if I was going to estimate what I believe if we're back fulltime would be both Summers and some of the after school Extended Learning ear that money we're going to need I thinking if I'm going to put a ball apart here I'm thinking we're going to need about a third of that can we you mentioned after school program can we create more slots for you know I know sometimes there's waiting list issues for the the um Tina Kean knows a lot about this yeah but the card that then but then there's the funded version of the card which is the yeah blast and I I they kind of run together in my head but I don't know just just a thought I mean can we yeah one of the programs we're looking at right now is cuz Marsh does not have a blast program and I know that um Miss Camp has been in conversations with Mr Bola and Mr Shepard about adding a blast like after school program at Marsh because they do not qualify for the blast program on their campus and that's one of the things um we're working with the after school program to develop that and what that looking they're looking at possibly a $200,000 cost I believe to run the same type of program at Marsh um next year so that is one of the things that we're looking at um summer school you know I don't I don't know I guess we're on for three two week sessions of summer school currently um I'd be supportive of an additional session um I know my kids and family would would like that and benefit from it um so if you think we're only going to use a third of that given that we seem pretty gung-ho around here that we're going back in the fall maybe there's room to talk about you know what we could do with the the gravy train of the what what's left of that and I believe that's what our conversations was because with Mr Bol is really we when we're looking at how much money that we will have left and want to keep and almost I don't want to say a savings account but we don't really know we want to be able to have some money to adjust if there's something that we need to add like you're saying that more after school programs or more Extended Learning or more summer school sessions as you're talking about we want to be be able to move money that through so I talked to Mr bolman actually m m Krueger about this about using those extra $2 million funds to keep into a bank where not a bank but in in in a fund where we know where we want to make adjustments to what we need for this learning loss because right now we we're stepping into something that is new to us even these three sessions that we're talking about right now and asking parents what they need we might clearly need more we might need a whole summer Worth next summer or those kinds of things we just want to have that money available um for that to have a case and I have no problem if we wanted to shift 2 million of that into into something else so we know we can come back to you guys later and say okay we see that we need more of this can we move this money into that am I explaining that well enough Kevin you're a lot more think that's fine this is the purview of the board to allocate um again we think we'll continually bring this back and report to you um but if the will of the board is to look at the 3 million for tutoring turn that into one and create a new line item for for $2 million for after school programs or additional student services we're happy to do that Dr Kaiser I have just in comments about from parents and again I think everybody's in flux you know nobody knows what's really going to happen and if travel opens up people but it seems like a lot of them are reluctant to commit right now to summer I mean those are the kind of comments I'm seeing so I am uh and we get to have this next summer as well right this money yeah and so I'm really comfortable with us laying out what we think is a reasonable you know aggressive support structure but I wouldn't want to have then next summer be an empty basket I'd want us to be able especially I think to be able to continue so that if we see things that are working and Achieve is very impressive with things that they come back to and continue for kids and families um so I think it's good for us to have a little bit to hold back that we know we can spend that we have to spend but we don't have to spend it right now that would be my headset I have a question regarding um overlap of scheduling if if we have three sessions now scheduled Mr Marshon um do we not have a early back um uh programs to do do we have time to to schedule another session well right now what we're planning is two weeks in June Mr Sullivan's coming up we're going to do a couple two weeks in July and one week of early back that's our plan for the three as of right now um we could look at those dates to see right now we want to go back out and send dates out for teachers and people to see if they're available to teaching those different times um right now we believe we have like a little over 70 teachers are willing to work during those three different sessions not all of them the same one I think we have 46 or so for the first one but right so we uh we certainly want to follow the direction of the board here we are hoping to send out a schedule to parents maybe Friday of this week with registration information coming out the very beginning of May for these summer sessions so if the board's looking at something different we're hoping to get information out sooner just so families can start planning accordingly also I'd like to just add one of the challeng es will be to recruit teachers that want to to teach during um the summer so we have a finite number of Staff willing to do that so even if there's money allotted we may be in a position where our veteran teachers are not interested in doing additional time during the summer so then then the decision is if we go outside the district to hire we may not be getting quality folks that that know our instructional models and our curriculum and everything so it's just a just something to consider Mr suin we currently have six or seven weeks planned out of the total 10 weeks of summer break we currently have five weeks planned like Mr marshan said we're going to do two in June two in July and there's a lot of discussion about coming back in August and it kind of became a schedule crunch of getting into classrooms where teachers are going to be prepping to start their school year so we are looking at doing a onewe kind of uh academic review in August an early back like what board president was sharing there so there's not three two we sessions there's two twoe sessions and one one week session at this moment in time do uh Mr tennis's question regarding uh adding do we have enough funds the way it sits right now to add if we if we see that we can yes I think it was pointed out by Mr tennis and and supported by Mr marant that we could not spend the $3 million for tutoring and we could apply any amount up to that 3,000 or 3 million as an additional Lem so yes there are available funds to do that and summer sessions would be considered tutoring that's what that's under the 3 million that that we're asking for it's under the summer session so even better we wouldn't even need a different allocation we would just need to follow the board's direction to utilize those tutoring dollars to provide additional summer sessions Mr tennis did you want to put that forward in the form of a motion um yes I think that we should make more funding available to um fully staff and increase summer summer programs um I got excited when superintendent Staley said that we had 10 sessions 10 10 weeks or eight weeks out ofs and you you you said maybe incorrectly that there were six or eight yeah anyway I I'd like to have more not less summer brecks and and I'd even be willing to um support you know increasing compensation to out of this pot in order to get staff there to run them because I think that's where our community is at right now I think that there might be a lot of interest out there for summer programs so I I will share not that we we certainly want to follow the direction of the board with this when we've done our surveys initially a lot of interest in June a lot of interest in August not as much interest in July from parents or staff so we've actually talked about not having at every site in July just because lack of not say lack of interest but less interest and kind of honing it down to about three or four schools and kind of collectively running the sessions out of those schools instead of one at everyone just because we've not had enough uh responses yet like I said we're going to send out information follow-ups this Friday was our hope and registration starting beginning of May which might give us different direction to go also I could support you know focusing and concentrating it in uh in June and August also because there you you're kind of carving up the middle of the summer yes Miss Doby uh so for the June session the two weeks in June right now as it's slated is that going to start the week after school gets out or will there be a one week pause it's slated for June 9th because we have a several uh PD sessions scheduled on the 7th and 8th and we know there's a lot of teacher interest and going to like a wonders training and amplify science training so we've got those scheduled for the Monday and Tuesday with this starting on Wednesday and it would go until the TW Wednesday the 23rd the 18th is what we're looking at right now oh yeah so I would be supportive of actually having a just a longer can we just do a longer June session instead of making it only eight days if that is the will of the board we can certainly move in that direction I think I'm just confused on what the what the thought process was I'm I'm losing my words right now well we ended up talking to our teachers about at different meetings and seeing what they you know coming right off i' get I get Summer coming off this past year or year and a half it's not just a summer break just about coming off of what we're coming from um what they thought comfortable um exhaustion Wives coming to teach and I think most of at the time I think our principls actually were talking about when they were talking to their staff that did two weeks right off to get-go that they were more favorable of than the three weeks we thought we could get more teachers to correct um want to be able to work the two weeks versus the three again we can clearly go out and ask our teachers again to see if they would to do the three weeks but we've talked to them about sharing those weeks and those types of things too we just want to make sure we can meet the needs and not pro put out something that we can't fulfill I understand so I think it's to me it feels a little misleading to say that they're going to be getting two weeks of of uh a twoe session because they're not getting a twoe session the teachers are going to be working for two weeks in June but the students would only be in their summer session for a week and a half so um I would be at least more supportive if if the summer session was actually pushed out to the week of the 14th um and ran to full weeks at the very least where that week after school gets out is a professional development and you know getting ready for the summer sessions and Etc um so I'm I I still am a little bit confused why this this was planned out as a two-e session when it's not a two-e session for students I I think there's a lot of discussion about ending on a Wednesday seemed very awkward to allow the teachers are going to be teaching I agree that's why I said push it out to the next Monday so not the week a right after school gets out but the Monday after that week so that the week of the 14th is is a full full week and a weekend after school gets out and do those two weeks okay does that make sense yes um just my just my thoughts then we would be offering at least two full weeks of summer session for students not not only eight days Mr Lando I was just going to say something very similar thank you that I think the 14th through the 25th gives the two weeks for advertising while also giving the teachers a little bit of a brain break those last you know 10th through the 13th I think that's a win-win for everybody if the teachers are on board with it which I would love to find out whether they are have we looked at that schedule already have we floated that by them we've shared it with Elementary DLC several times and that that's why it's kind of morphed a little bit with some of those things is kind of based on a lot of the feedback about like I said in August a lot of just interest on their part of being able to make sure they can get back in their classrooms and prep a lot of interest in being able to attend summer PD sessions those first two days back so that's why the schedule's been kind of pushed and pulled a little bit different directions Mr Tannis can I make a motion Associated yes with this um I don't think so if we're still discussing it uh okay we're still in the technical questions clarification I'll float a concept out there um and Signal my intent to make a motion at some point um I think that you're making good points and I agree with them so we got off school on a Wednesday is that right school no did I miss that Thursday right when was the brain break that you you thought of in any case we're suggesting a twow week summer session in June how do we feel about a longer more substantial early back in August clear out July for people to have Bonafide legit summer vacation but but make more you know um it's gonna will be closer to a full-time schedule in theory the um right okay that what what superintendent Staley shared was one of the uh big chunks of feedback we received from classroom teachers was they're going to have some like where we hold the summer sessions is really in classrooms when teachers are out so they have some desire to get back in their classroom typically a week or more before so us holding it closer to school like that kind of puts them off being able to get back in their classes and start preparing also with those things what's the what's the date set for the early back week August 2nd through 6th currently um the 12th and the 13th will be staff development days for all staff so you'd only have 9th 10th and 11th of that following week but I do think we might have gotten off the intent of the topic well I I I think again we're talking about allocating the rest of the budget I think there's dollars within the tutoring to do these things I think the details of what the board wants is important so that they can communicate out to parents but just as a reminder we are asking you to allocate an additional $2 million here for all these other things um so I just wanted to kind of work through and see if there were any other concerns about any other items as well I am concerned about the the drinking fountains um I I feel that there's already a lot of these bottle fillers in schools because I personally have seen them um somebody who wants to fill up a bottle can um I don't know it just sounds like a lot of money for for bottle filling drinking fountains these things cost um I looked it up on Amazon and I think they were like I thought they were 11,200 a pop on on Amazon this just you know I mean um I don't know that's just a lot of money I'm not comfortable with that line item Dr kaer I believe we've already approved that and I think what we're discussing here is simply not the absolute specifics of the date because it sounds like there's been quite a bit of discussion back and forth and you would have to go back and see if you could get teachers and stuff but but to me the message of this is that we do want to extend more funds to deal with these issues and uh I would rather not tie down things to exact dates but if the funding is approved in this then I think there's been enough discussion here where uh you could go back to both discussions with teachers but also potential hiring because this is going to be u a really big thing I know as uh somebody who you know taught summer sessions it's not something you want to dive into as you finished your last grade for your last student you you need a a break and a reset on what you're going to be teaching so I it just seems to me that we ought to I think there's been quite a bit of feedback about the interest in in more but um I don't think we ought to tie ourselves down to doing an exact date now um rather to say move with the money and then I think we've there's been a lot of communication of intent or desire perhaps I should say so do do we need to have the dates figured out out though if we want to be sending stuff out to parents Friday yes right I have taken your thoughts to Heart here and I will be talking with Christy bankson helping organize it and I will be talking to her bright and early tomorrow morning and looking at what we might be able to revise as far as dates and kind of expanding some of those opportunities too thanks Ted and if it if it seems like July is a wash um I I wouldn't say it's a wash there's definitely interest there was just a little bit less interest in July so like June and August we have enough interest where we're going to hold something at every site almost accommodating not quite every grade level but almost every grade level ju July there was just a little bit less interest so it looked like we could kind of squeeze them together and hold it at three or four sites throughout the district then what I was going to say is maybe we make the early back a two- week session and hold that the last week of July and the first week of August that that was our original discussion back a couple weeks ago so it's possible I'm sure you guys have had all the discussions I know that we're up here not the only idea makers at all so I'm sure we're spinning wheels at this point um the point is is we need to spend the money right Mr tennis if I could ask what was the line item that you were referencing the three million that I'm lost in finding it oh that's in the green that's already approved in the green the green section water bottles are the top of the second page the um drinking fountains no my concern is that that we accurately reflect in in what we approve what is the discussion that um that we we want the the monies allocated to the summer program yeah as much as possible as many as much as possible exactly you know and that falls under the tutoring category right yes okay yes so that's already the three million already goes towards the summer program I would be supportive of additional funding for teaching staff um especially if that is a necessary um need for recruitment um are they getting paid their daily rate at this point yeah because normally during the summer school we would ask for volunteers for they get paid $100 for their 4 hours of work but this time we were going to their hourly rate which considerably um increases the amount it will most likely double if I'm going to estimate what they would normally get yeah $100 for four hours of work isn't enough again that's why it was voluntary they didn't have I agree um so I I had another question if if that's okay yes ma'am um so there's the item for athletics um and it's $350,000 and I am a huge supporter of fans or fan of sports uh I was an athlete but um I was wondering if there is um any Equitable spending for other types of um Team or individual type uh extracurricular activities that are that are you know similar to sports but that maybe Athletic kids AR aren't interested in doing non-athletic kids aren't interested in doing you know what I'm trying to say climbing or something like that or music hiking This was um and correct me if I'm wrong here J but this was designed to offset the loss that they had in income this past year where we really don't get income from the other programs from otherr to pay for the officials well and everything else and plus the addition of Junior High m activities sports activities but again um Kayla we can also offer Extended Learning in band and we do have money set aside um for that too could be banned any EXT other extracurricular activities if a teacher came forward and say we want we need to um improve the learning lots that we've lost over time and those other things and we can clearly add those too I I would love to see you know whatever we can put towards those types of programs Arts the Arts essentially performing and um expressive Arts just because um those are part of our social emotional you know uh supports um so I I didn't really see anything specific to that on this list and I just wanted to address it and make sure that we're all cognizant of of supporting that as you know to the greatest extent possible yeah I know that was um one of the intents under the secondary summery was trying to get um some interest from teachers in those areas and and honestly I do not know uh if we've had people come for forward from the Arts I thought we did have art but yeah not much not yet we're continuing to work on that some of the things that we have added like U we know we have some rocket science rockety being taking a couple stem ones that are going to be coming up through Bidwell through sciencey so those things will be happening but we continue to reach out to see if people want to do things yes yeah and to extend that to our our after school programs and make sure all those are funded with the supplies and materials um that are available for students um for those types of activities okay okay Mr Mr marshan Mr B you've heard the discussion regarding the interest that the board wants to take in directing funds um so that that we accomplish do do we need to make any um line item changes in order to be able to accomplish what clearly the board's interest is I don't believe so so as it relates to any of the summer that's already covered under tutoring uh we've heard um trusty Doby's input on other than Athletics some other additional extracurricular um so Ed Services can work within an allocation already made in that space it really Mr tennis is not comfortable with the bottle fillers is the only line item that I've heard that may want to be adjusted at this time yeah I mean I would suggest maybe allocating $200,000 to bottle fillers I I I I don't like plastic water bottles I really don't I I I I hate them uh as a matter of fact and I think they're yeah I don't I don't understand didn't didn't we already pass the water no it's did this one no it was discussed but it wasn't it wasn't part of that agenda item it was included in the um summer work as a as a line item on the bottom as information and we noted that it would come back in this port of part of the conversation so but if it's uh excuse me I'm just trying to clarification if it's a uh amount not to be exceeded right correct they that yes I'm I'm just concerned about all this work has to be done in the summer and if they have to come back to us for a vote we won't NE we won't be necessarily you know having a meeting well it depends on the location of the replacement of the bottle filler there may be locations that we can actually do some of the installation during the school year so it wouldn't preclude us from doing that um obviously we won't do as many as we could we won't get to all the school sites and add more but um but we'll we'll fit within whatever the budget allocation is that the board makes whether it's 200,000 or 500,000 for bottle fillers I'd also like to point out that um it's 250 slated each year for the next two years so it's not 500 up front it's it's 250 this coming year and then 250 the following year so we could find that after the first year it's all good and done and we don't need anym or we might say oh good thing that we approved the full 500 because here here we are we need a little bit more um the water bottle filling stations are typically used to fill clean canteen or steel water bottles not plastic water bottles yeah just speaking from experience as a classroom teacher with lots of of clean canteens left over in my classroom at the end of the year and IDs it aome Mr German if you between now and uh the next board meeting if you could just give us an a number of how many water stations we have out there that would yeah and and I just want to make it clear too that it's not just bottle fillers that we're going to be installing so most of these units are a combination unit the ones that we'll be doing so they'll have access to a bottle filler and a drinking fountain and in some locations it may just be a new drinking and replacing one if that location can't support a bottle filler so I I don't want the board under the impression that we're only strictly putting in Bottle fillers this will be upgrading most of our current drinking fountains um because of the the condition they're currently in as well as providing the baller bottle fillers and our intent is to help eliminate the plastic water bottles because without the option of the bottle fillers we're stuck with possibly the only option being plastic water bottles given out to kids throughout the day to keep them hydrated and we're trying to avoid that maybe we consider adding providing our students with refillable water bottles as part of this item just a thought yeah yeah one of the things that um you know that I observed in when I was uh doing campus supervision and stuff during the summer was the uh the drinking fountains don't put enough pressure out so that the student doesn't have to put their mouth on the drinking pountain that's the old problem and it was one of the reasons why so many students refused to even use those fountains was because you couldn't get a drink of water without putting your mouth on part of the appliance and so I'm you know after walking around and living with what's out there I'm so in favor of replacing those unsanitary not available um you know fountains we we don't need kids lined up five and 10 Deep to get their water and get on to class or on to you know in my opinion more is better well and I think this really helps us with facilitating getting our students back onto campus fulltime as well because you know hydration is is a uh key component in that and I think you know using these funds to help get our students back on campus full-time is I think everybody's goal so okay um I'm gonna call for a motion is there a motion from the board I move 10.

um you can kind of see where we are where it says fiscal year 2122. i don't need to read to you each and every area there but we have the learning loss component that's a lot of the acceleration and the work that we were talking about restructuring administratively to to add one and a half roughly assistant principles and teaching support for math and reading and math support at the elementary levels but then we have budgeted a number of other items that we had to utilize this year things like tents and cleaning and all that other stuff will that absolutely be necessary in the end of august 2021 i i hope not um but i can't tell you today uh you know with the variant um with some vaccination hesitancy who knows uh where things will stand at the end of august but what we have budgeted out of the one roughly 1.1 million dollars in that american recovery act money we and again it spread over three years next year we have budgeted uh enough that we would have 442 000 left over for the subsequent two years and so what you see there is vin's put you know 221 in fiscal year 22 23 221 fiscal year 23 24.

what's that gonna do okay and so say you put two more classes at ellington you take two of those tbd's away so now it's going to be 455. what does that do because really that's at any of those schools you could take a class and now you're at the hundred percent but you could use a tbd class and and then and i'm only saying lee because it had the lowest number but you could swap out an elementary somewhere and reconfigure are you really going to have two preschool classes at every site are you really going to need two tbd classes i'm only asking in the sense that we put back an elementary slash tk through eight it would seem to me like taking an elementary out potentially solves that problem rather than rehouse your tk8 at a middle school so that's my question it's not about which school like it's more elementary versus secondary when you're looking at where you're going to swap your tk-8 sure oh i'm sorry and the other question is and this was my original question um is this assuming that that whatever tk8 exists wherever it exists it will be a 100 self-contained classroom still so six seven and eight will be self-contained like they are now correct okay thank you yeah that and so i'm going to put emphasis on the assumption right that's the assumption but again right part of this process is to talk about programs and you know how those how those things work other clarifying questions regarding uh how this model works with a tk8 versus not a tk8 um how will no tka impact the capacity of our single junior high oh good so right now if you look at no tk8 right here you will see that the projected enrollment is 1080.

and that was if the two tracks of students who are currently coming in were to both come in on the same day otherwise our numbers as they stand i mean obviously i can cut that in half it's about six we have a number of classes at one i think the highest that i have seen and the counts was about 14 and that was one of the tracks but then it's coinciding track that would come in on the other days is maybe around six or seven and that would be we maybe need to make schedule changes for one or two two students school-wide to accommodate being able to merge those classes so do we foresee any more students sorry scott do we foresee any more students deciding to return to in person or is that um pretty much set they've made their decision and that's that are you hurting given the environment we we are open to students wanting to be able to change because if there's room in the classroom we want them to transition in we have seen a number of students because of small class sizes question being there there may be one or two that i have been told about or a student for me that they were now staying at home because they're the only student in the class and it seems odd so there are some students i kind of have the opposite concern if we if we were to merge the two tracks together and then some other students decided to come back then are we getting into problems um with class sizes you've got a sense if you combine the kids at home on virtual and the kids in the classroom what your class size would be so we're running with three tracks so the third track which is distance only that direct actually grew from when we first developed our schedule we we saw that about being 40 our at home 100 of time is about 50 if we merge the other two tracks which we call our blue and gold tracks our class averages we might have a few classes that get to about the capacity of the classroom of about 16 to 18 but looking at all of our class sizes we're talking about with 60 some teachers and they have six classes there's over 300 actual classes i think there's about four or five that are near that limit otherwise the averages are around of combining those two tracks but none of them exceed them the only ones that would exceed the ideal for a classroom is going to be ones in pe or a classroom that's an elective with roon to accommodate a higher number otherwise there are some classrooms where there's classroom instruction that the set size because of the room would be 16 to 18 and there's two or three of those classes so so what about npe inputs training where do they have a place where they can socially distance so we've worked with the department chairs to ensure that every teacher not only do they have a location they go to for students to drop off their belongings since we can't use a locker room like i said there's a lot of things at the high school that we had to develop a whole schedule for every pe teacher to have their own rumor location where students went to drop off their belongings that was locked and secured because we couldn't use a locker room having four classes going to the locker room was an issue but those teachers besides that classroom that could be used we have other facilities from the ken thomas gym to the cafeteria to the weight room as well as the gym itself the gym could be able to house two classes of merged if we merge blue and gold so that gives us about five to six locations we don't have five or six classes at any time and these are and then one of the things that like i will hear over and over is so like one of the things i get i overthink things but i have to because that's what we want to try and make sure is i would rather overthink and plan to make sure that we can meet the need if it gets there how many weeks do we have left in school i know i should i should know that so after this week there would be five more we're in the second week of the road because we do a two week rotation where the tracks attend certain days then we switch we're halfway through that second this is what's given us an opportunity for two weeks to see the students attending certain days and then when we switch tracks when the other group is attending those same periods to be able to look at those numbers together so so my understanding is there are conversations and indications that when we come back in the fall it'll be a full return with modifications to the class sizes etc but nothing actually has come from the governor's office at this point correct correct i think the the latest will here and i was going to touch on it in my uh my report but the indication we're hearing right now is that the legislature's working on language that would encourage the full in person and limit some of the distance learning piece of it all however i i can't make the statement to be affirmative or negative i'm just it's all hearing it's kind of indication i i think from the sources i'm hearing there'll be a push for the in person there is some concerns i think at the legislature level about the distance some of the flexibility with the distant stuff again that's all speculation things i've heard and pieced through different uh sources through education nothing specific that could be announced as far as a decision because no decisions have been made not that i would feel comfortable making i would love to tell everyone exactly just as i would love back on march 13th to say it'd be two weeks and then i'd love to say it wouldn't be four weeks and then so but one thing we i i term this is covet has brought change and and it's so i call it build a change because as soon as we think we have something it changes so i don't know what that'll be my my thing is i know the board and i have received a lot of input on the combining of the tracks if the board wanted to make that determination i would suggest scheduling a special meeting um and doing that you if you wait till may 19th that leaves one week if you do it before i would suggest that you try to convene something sooner than later or if the board doesn't want to then we we stay as we are um but we can talk about that in future planning at the end end of the meeting scott maybe having a good time for a little update on the summer school issues that you were talking about that's summer school issues well summer school planning planning yeah so that's in the mix we will like miss coronado and i talk a little bit about the funding we do know um we have a lot of students that are um planning and have signed up to come back those numbers aren't finalized yet we also know we have a lot of staff that's going to participate it's about 100 on average about 150 per elementary site i think it's around 60 at rise and i cannot i have no idea up top my head what was my what center high's number was so they're at about 55 right now credit recovery but they're just starting to push this is typically at the high school time when they're starting to look at grades where they're at and then there'll be a push we average about 125 in a normal year for summer school so we'll be able to come back at next meeting and actually give you hard specifics on costs and stuff like that we just we can't i can't tell you what the personal cost will be yet because we're still getting applications for it our our efforts in this uh are to not just be an academic rigorous we want to get kids back and have fun at school school to me was always fun and i don't want to just you know start high school you got to get your credits but i think one of the things with the younger grades we're really looking at in middle school is how do we do some um exploratory hands-on to get people back to being in school so okay i thought we were going to offer some extra help for like the younger kids with reading and skills building they may have missed we are that's absolutely part of the summer learning program absolutely okay any other questions for mr ferguson have you heard uh much feedback from your teachers and staff members about their opinions on merging the tracks or keeping them separate only a few opinions but it has mostly been in favor of combining them because they want the students there it's tough for them when they've got 24 online and seven in class when they could have 14 in class and only you know a few at home um the classes that are that are one there's definitely a push to get it back there's very little opinion i've had against the only concerns that i have heard about coming back and merging the tracks is the number of students and again it's time to come back to the bathroom passes how do we do that how do we ensure that the bathrooms don't get over occupied what do we do at lunch and where do students sit inside the classroom there hasn't been a concern it's been more about the logistics on campus and if we did merge the tracks do you have any idea if that might affect the number of students that are choosing distance learning whether it would make more want to come back or if it would make more people want to be in distance i can only assume it's going to be a little bit of both which may even itself out but some students maybe if i only get to go one you know two or three days a week why not just stay home they may be encouraged that now that i go in five days i'd want to go in and there may be some families that i have class sizes of five to six that are now up to 12 they may choose to stay home it could there's going to be a little bit of both and i think it's going to balance itself out and then we have only a few weeks left of school is it just shaking things up too much to do that or would it be amount of time to be beneficial and i'm asking because you're the one that spends a lot more time with these students than i am so and the thing is it's actually if we were to go to that route it would be a very easy transition because we already have our tracks built in and those on track one and two we would look at those who've been attending we have classes that safetrac one has nine students on the roster but six have been attending then it would be an easy transition of calling the families of the other three and saying we're going to put you on track three unless you want to let us know otherwise and that way we can guarantee the class size and we don't change the schedule we don't change the times we don't change the classes we just ask both tracks of students to attend five days a week okay thank you i'm just of curious now under um report item number one uh because it's something that we're considering a vote on or i'm just a little bit confused about the process here um and two uh you know we've done so much shifting and this and that i'm just kind of curious about if that's even a board decision or if that's something that local school would decide so the first question that you asked relating to this this would be a discussion related but here if any decision uh coming out i think the board was just asking questions relating to what would it look like only because we've been hearing and i'm sure that your curious minds want to know to your second point uh the the direction could be given to the school site do what you see as fit or if we want to have a lot of dialogue about it and and do it we could certainly schedule a special meeting to actually have a formal vote the only the only worry i have dr lee is in the playbook we talk about two tracks in the playbook for high school and this would be a creating of one track which we board did originally back in july i believe approve that playbook so i would want to make sure that if you guys are good with us making that local decision knowing that it does go against uh the original playbook that we had had adopted um so that that's all i'm trying to keep this above board if if i don't want it to be like oh it became an item that was on a report and now we're making a decision the original board back when the playbook was established said scott we've approved it go for it but you know what that that's turned over a little bit so i'm being a little more cautious and want to honor each of your point of views and again if you guys are all five go for it let you guys make the local decision great if not i would highly encourage us to schedule a meeting uh to have public discussion around that topic does that answer your question yes it says it just concerns me it seems like we're doing a lot as a board that could be locally decided um you know by schools that know their community's best and their students and their needs best um and it's just deeply concerning to me there's five weeks left of school and we're talking about shifting a plan you know making an affordable decision um i don't know why that would be a local decision if we were if they were opting to make a shift in the right right thank you and mr ferguson and raise his hands because one of these if i can speak freely is one of the concerns i would have is i would just want to make sure this mr blair was saying keeping it above board that if we do make any change when we've been looking at the numbers what's approved and what the parents may be under the assumption of is we're on a two-track to lower the class sizes we would just want to be clear that even by merging the tracks we're still not going to be in violation of any of those class size we just want to make sure that it's not we're going to change and do what people aren't expecting or didn't agree to in the first place but that what we could be changing if we did merge still meets those same criteria just some of those definitions change because the big criteria i see is a lot of districts are considering um doing away with a six foot this plan would still allow for the six foot they've allowed cdc and they said you can go down to three feet that three foot rule really impacts the program because as you know we've had two cases now at center high not related to spread there but have been brought on by students we were really able to limit the number of students and staff that were pointing because we're adhering to the six foot rule or following the protocols if we go beyond that six feet we will be quarantining and being very disruptive to a lot more students and families so the one charge when mr ferguson i spoke kind of administratively about it was i don't want to go beyond that six feet because it will start impacting some of the problems we spoke about early on we would have a lot more students and a lot more classes being out because the high school level that is their group um and so one of the the parameters that we're working under is the safety guidelines we had planned for they would be the same we would just have the more students because they're actually attending school so potentially we could i mean the board's decisions in this are really just direction we're not taking any action because this is not an action item but potentially we could just give direction um and then the only thing that would be of a concern would be the playbook which needs to be revised and so bringing that forward for revision before or after the fact that i'm not speaking for the whole board i i i'm a little concerned with making a change but i'm also concerned with having one person in a classroom so um i think dr lee has a point that each school site knows what is going to work for them and um maybe we need to just you're going down that trail though because the reason it needs to be brought to the board is because every schedule at a school site changes the schedule everywhere else or affects the schedule everywhere else for busing for cafeterias for breaks i mean one site affects all the way through the district and that's why it's important to bring those things to the board and this is a little bit for us to be talking about potentially changing this plan you know after it was approved by the department of health um and that's kind of what we're offering under us operating under as well um even as the rules about three six weeks and so forth keep changing um this was the schedule uh that was presented to the department of health and that they approved our school safety plan so i think there would have to be some um discussions so i i really um as i think through this more as part of this report section of our meeting um i'm finding it um [Music] so the board received emails from teachers stating that they did want to change we had emails from teachers saying not to change but we also got several emails from students asking to say change we serve the students if somebody wants to go to school why do we not let them go to school so that's where i think with this this dialogue right here this is why i was talking about having a meeting to address it because it is not agendized to take action at this point it's just not so i i don't we could probably just end this debate get to future planning when we get to that part of the meeting see if the board has a will to schedule a meeting we can if you guys want to schedule a meeting we schedule a meeting and we address it above board and do it that way and at this point it seems like we're each of us arguing with ourselves as well like i could see you know dr dr lee saying that why would be making this decision when the school site knows but yet at the same time why would we want to change the schedule with five weeks left in school i mean and i'm i'm right alongside with her saying well if the school i mean if our voice doesn't need to be heard and the school knows that maybe that's the right way to go but again why are we changing the schedule five weeks before school's out we've already had the other possibilities on a place-by-case basis i mean yeah but i think we're we're it's kelly or dental right just someone just said the thing is we're going around around on this i i would say if this has enough debate just in a report we probably should have this agenda and and formally go forward i would like to talk about that so then we're going to do that we need to do it sooner rather than later because at five weeks left in school right right so so this would come out like our future planning superintendent larry i just have a quick question for you um does any change uh to our stable groups or our schedule or any of that have to be approved by the department of health is it part of our public safety plan would that have to be resubmitted that was my question yeah so i would before any adjustment we would certainly reach out we have great partners with both that that organization and before any change would happen if you guys were to say yeah go for it that would be absolutely the numbers in which those groups um would still be under the limits at which they approved but i would double check because again we've already checked with uh you know the bus routes all these different variables that's why i i think it would be good to go and have some sort of bigger conversation they just sit here tonight and go yeah let's do it um and i know that and i don't want to minimize because i know the staff has been working hard on developing the the uh caseloads and as we come back but i i think with the amount of uh topic of conversation around this it would be good to have a formalized conversation to address it and then either move forward or not very good so we will look into that question though dr lee before any other thing so thank you any other questions for mr pearson regarding um what his actual report was about i know this is all related to the return but still transition to plan transition thank you thank you thank you thank you okay moving right along um we are on item eleven funding planning and brainstorming update with links to coronado and it's funny that mr jackson said this was most important because i was going to say that i'm bringing new money to the table sorry i shouldn't have played here so i'm gonna tag team with mr lair i'm gonna go ahead and talk about the new funding the new sources the funding that are coming in and then he's going to talk about the plan um not the plan but some suggestions that we can spend the money on so so we already received sir one money esther stands for the elementary and secondary school emergency relief fund and esther one was passed in march of 2020 as part of the coronavirus aid relief and economic recovery act it was called carers we 1.48 billion dollars was disbursed to california local education agencies so school districts um offices of education et cetera of that about 1 million dollars went to center in december of 2020 esser 2 was passed by president trump that was part of the coronavirus response and relief supplemental appropriation act crrsa the purpose of the money is to address the impact that covett has had and continues to have on our schools of that ladies six billion was disbursed to california school districts and this money has to be spent by september 30th you will receive 4.82 million dollars from the sr2 the next slide i'll get to all those um these two slides list all of the allowable expenditures for this money and they all relate to distance learning or in-person learning um keeping the school safe uh providing extra staff so that we can provide some intervention for students providing technology so they have the proper devices etc go ahead and go to the next slide [Music] we also are going to receive from the state in-person instruction funds in the amount of 1.39 million dollars this is for coming back to school and everything that that entails so making sure we clean and disinfect making sure everybody has ppe making sure that we test we upgrade facilities so they're safe so that's what that money is for and then the next source is our expanded learning opportunities this is to address the the needs of the students who have not been in school and who have missed out on some education so this the purpose of this is to provide some mental instruction and support that is in our summer school that is in extending the school day it um also means we can hire additional staff for interventions of this money there's 3.19 million total in the elo money it has to be expended by august 31st and this money has to be presented to the board in a plan by june 1st so the next board meeting you'll see what we propose the um the plan b for how we spend this money so the main pot of money i said there was 3.19 million dollars total and the main plot is 2.63 million if you go to the next slide another uh thought of that money is for paraprofessionals we have to spend about three hundred dollars on paraprofessionals and the priorities should be on hiring new paraprofessionals if we can't get new paraprofessionals then we can expand the hours of the ones we do have but it's written in law that they want us to hire new ones and so that's so we can provide support to the students we also receive money for homeless students 272 thousand dollars i've searched mr laird's search we can't find out if there's any restrictions with that money or if we're just getting that money and it just goes into our general pot um so we'll still keep a lookout to see if there's any uh requirements for how that money spent as i said the plan has to feed to the board next month and then to the next slide and then sr3 this was passed just last month by a president of biden as part of the american rescue plan it needs to be expended by either september 30th 2023 according to the cde website i mean the california website or september 30th 2024 according to the colorado cde website so i'm not quite sure yet and we don't have the language on that so either 23 2023 or 2024 um is our deadline to spend this money and of this money 13.56 billion will be disbursed to california districts that is 126 percent increase over 2000 i mean esther ii and esther ii we were getting i should say 4.8 million dollars so for the so3 we may be getting about 10 million dollars um so there are uh generous amounts of funds coming our way and then we really do need to focus on uh an organized focused way to meet the needs of our students with these plans and to keep our facilities in repair and keep our staff safe i replicated tutor and fellow today so mr laird is going to go ahead and talk about some possible ways that we can address the needs of our students so part of what we've done and is for the next site please is some of these we've been spending this money as is we've been planning along the way and so some of this you'll see what i'm going to go over we group them into categories as to what how we're spending the dollars and then listed there the what vanessa and i referenced her when she was speaking was one of the things i shared with her and haven't had a chance to talk with miss coronado yet is one of the things we're going to do is also pull staff and community to see what other things are out there because we have another big chunk of dollars and even the planning we're looking at right now gets it what we want to do but it's still not going to exhaust all of the dollars and so that is in the work so i want you to know that as we're moving forward with this so education services education tech we know that we're replacing chromebooks our summer learning program is in there we had hoped to bring back an actual budget for that but unfortunately with the numbers and the staffing we're trying to figure that out so we'll be able to come back with a more accurate uh representation and that will come out of our elo which which is uh due next month so we'll hopefully be able to have a much better predictor of how much money because we want to figure out when you budget you figure out what you're going to cost so we know what else we have to spend to benefit the students that we serve the credit recovery intersession we're paying for those we've allocated in this district we provide site money for local decisions when it relates within those parameters that lisa laid out you can't just spend it on whatever you want internet access we've been providing access points to some of our homeless students students who don't have access access isn't fast enough textbook replacement we send a lot of books home we recognize when we come back there are going to be books that need to be replaced or that just won't come back team assist is in progress this is something that we had great success with the dudley and north country of the year we're looking to bring them in over the summer it's a play based group from an outside group that would help us work with kids in that environment of summer school staffing we continue to fund our health assistance and we look to continue funding them into the future using these dollars as ms coronado pointed out one of the things that we need to look at is in our elo plan is how are we going to intervene with the students and their learning laws and so what we're looking at is providing intervention teachers to each elementary school site two at every site one and a half at deadly or at spinelli just because of the size of it but then also adding in eight instructional aids so two per site this would allow us not only to achieve smaller intervention groups be able to push into classrooms so teachers have the ability to work with groups based on some more ability within because if you've ever talked you always teach a spectrum if i can if i can close that spectrum a little bit lower and have a more tight educational focus it's always helpful for the kids riles and center high we're looking at adding opportunities there in a sense by overstaffing we can provide interventions uh intervention classes we can learn more targeted things so we would look at adding that also with high school that would allow for us to provide credit recovery during the school year by assigning a teacher to have a period of credit recovery a big component of this and i think a couple we pointed out is the engagement piece the the language is all clear on how do we re-engage how do we engage our community so one of the things we're working on would be developing a engagement coordinator position that would coordinate with some classified staff to get out into our communities and hear what can we do to help what how can we remove barriers what what is it that's keeping you from accessing your education and how do we reach that dual purpose in that i want to learn from our community more than we have we can always do better and reach out more and more and more this board right here has been very good about soliciting input and community feedback this organization this group i think would be able to bring even more deep dives hold some town halls let's go over and set up a thing at this school and just see what we can do to support our community and re-engage them in our educational system the another would be extra hours for individuals we have been have been using and will continue to use moving on to facilities maintenance and operations um we have in progress one of the things we're finding is there is a lot of new requirements with this the ppe keeping it safe the the the sanitations have all those different things plus we know as miss uh pope put on the back mr decent will be retiring and so that position we do need to split which i have shared with the board and i think is public that we will end up trying to divide that which will bring some information back next month uh we could use some of these funds to assist with that emino supervisor place this this corner i put out ppe we would continue to need to buy that i think the face mask thing is going to be around even if we're back in person i think face masks will probably be around next year additional cleaning supplies the coca testing that we are doing is very very expensive and so we would continue to use those dollars for that once we get things settled out we want a portion of part of our dollars to address our hvac needs we know we have aging hvacs we know we can improve our ventilation we have a list of those and i know mr diesen is already working with organizations that will help us with that uh process so we would assign some funds with that if i move to student social emotional services uh in the works already we have three additional mental health staff positions that are out there we are looking for social worker counselors psychologists we know that as our kids transition back we're going to have more needs more help we want to assign one social emotional worker to every school site family resource center extra hours they're going above and beyond we're making sure that they are compensated for any work they go above and beyond what they're doing professional development one of the things that is loud and clear is re-upping our trauma-informed practices training across the district we have done that we've got a lot of transition with our staff and i think that's something that we will will bring through for that as well and then the second step curriculum we have an outdated version of i think it's our elementary program and so we want to bring that up which is a social emotional learning program um so next steps if i go to the last slide our focus here now is trying to address these stephanies as early as possible with these dollars being infused into education everyone in every district is going to be looking at buying staff to make these programs better we're looking at trying to get out as early as we can to get the best we can whether it's certificated classified pbs credentials we want to make sure that we're trying to get ahead of the game we'll continue to work with our stakeholders to identify additional needs these are some things that have been going on we want to pull groups together to find out what what else can we do we're putting out with our lcap surveys with the elo survey we're going to take all that data that information and utilize that to help us drive where we want to go because this amount of money is significant and we want to make sure we use it the right way i certainly don't want to give any money back but i also don't want to just frivolously spend it we also are looking at and i think i might have skipped one um we're looking at irene which is a diagnostic assessment that will help us use pre and post tests so we'll have data on how our students are performing and then as a result of their interventions how have they done what has improved what do we need to work on um and then obviously one of the things that lisa will do behind the scenes magically is we want to maximize our dollars we want to use the grant money that expires first first the most restrictive first first and then how do we stretch it out i would like for these programs these additional resources not just to go one year and then gone so what we're timing is how do we keep these extra teachers these extra classified people around for a couple years i don't think it's going to be one year we've solved the problem it's done this is going to be a system-wide process that we need to make sure that we work through and then finally as we continue to move forward next month you will see our elo plan i want to make sure that you understand that we will continue to update you on this and especially as those new funds come in and as the budget numbers become more solid we will keep you informed and that is where we are and where we're going question yes maybe it's more of a statement i would like to see us look at possibly hiring some tutors that parent request their child can get extra support for reading and math skills because sometimes they feel like their child's failing but they can't they feel like they're they can't get any help anywhere um so i just wrote it down for our list and the one of the things we would look for is where does that fall in we try to use our own staff first but that is another idea you could go out to an agency to say hey we'll have a contract and have a process for or yeah or through our own staff to do the two either in small groups or individuals correct and it's similar mr barassi made the point of his teachers were saying we want to do stuff to help these there's we're paying them extra hours they're they're we're not going to let them just do it out of goodness their heart a lot of teachers do that anyway but we're trying to say if you're going to do it we'll compensate you for your time we're not going to have you just do it on your own so yes that would be a great idea would be that the parent knows it's available to them one of the previous boards that we had here the goal was that every child was reading at grade level by third grade and it's a noble goal but you have to make sure it's done and i think it would be something that we really needed to look at after these kids are set home for a year how much they lost how much they gained where are they at before we move on and one of the aspects of that and now is and then i'll drop this but we we the engagement position that i'm speaking of to me that's a perfect example of your students not coming to school how do we get you and re-engage in school but also my students struggling in school how can i help you is it putting you on mr bruno house right after school tutoring or is it we work to contract when they help you so those are all things on the board and i would encourage the board i would to anyone if you have ideas like that send them in to miss coronado or myself and we'll make sure they get kind of filtered i guess through it through our list to make sure they get on because together we're going to have the ideas to help our community parents have been real frustrated through this thing and i think part of it is because they just don't know where to turn or if their child's going to get the support that they need to catch up and if they felt like they had some response you know if they said my child needs help and we said well hey we got this free tutor that we can help bring your child up i think it would go a long way and i think having a team of people with their sole focus is to find those people because i agree nancy i think sometimes we say oh call us or email us or ever and sometimes that's not enough you know sometimes we need to make sure that we're more um assertive about landing and we're here to help you yeah we want to be your partner we have to show them that we're going to help not just talk so um there's a reason why the feds have set aside that money from almost students homelessness is rising in our community we're going to have great needs for mental health social social well-being of our homeless students skilled and familiar with the challenges that homeless students face as they attempt to get their education so i see that they're looking at getting three extra social workers or slash counselors they're different um we need to be clear on that uh i see also that we're looking at an engagement position that's great but we need targeted social workers who will work with the homeless student population and i hope that the program and the staff resources that did ryan miranda talk to you because uh he's championing the same exact thing so we we are on the same page ryan runs our family resource works with our homeless families and so you are 100 on there is a big need and we will be absolutely prioritizing we just want to make sure with those dollars and we if there's if there's rules to them we're following them but i i you sounding like mr miranda or mr miranda sounded like you so thank you yeah for for me um of i think my interpretation of what you were saying as far as finding out what what restrictions there are it's not can we spend it on something outside of homeless services but what services can we provide to our homeless our unhomed population and i know that that that's the intent of what you guys were saying so i just want to make sure that that's very clear that that money is definitely going to be used for the homeless populations thank you mrs kelly and dr lee and nobody knows this but i already emailed mr and mr miranda over the weekend and said please give me a list of all of your needs your pie in the sky needs and so that we could create a plan for his program and then i would go ahead and take it to cabinet and to everybody who needs to hear it to try to champion for him so it's already a discussion that we had privately um because i knew that there was going to be money available and i wanted to be an advocate for him and that number is 272 dollars no i don't know i don't know my head but dr lee's writing it continually is growing in our district and beyond yeah absolutely and and i would hope that some of the allowances could go towards things like transportation and food services to provide food and you know ways for the kids to get to school and technology so that if they want to attend remotely they can that kind of thing i i certainly don't your food service is actually uh spelled out and i know i know del ray has some questions or comments just one more thing for me my my main focus on all of these monies is that these are one-time monies we need to find out how we can make the most of the one-time funding for one-time purchasing so that you know we need a new roof we need new pods if we need to do and i hate to resort to the whole facility thing but for me that's like the crux of one-time funding it's making sure that our buildings are 100 up to code up to our code i mean and um hvac should be right at the top of that list so that's well hm doors and windows are really all that is spelled out in the funding so that's what we're looking at good and then kind of uh piggybacking off the homeless student conversation if we find that the resources um the 2017 2000 couldn't be used for a social worker if that's an area of our student population that's growing we might want to look to somehow fund that from other monies exactly that was my point too is just because it's 272 we're not going to cut it off and say that's all we can spend what what we would do is commit to that because it was designed for that but we would certainly go what mrs coronado doesn't know is i had the same conversation with mr miranda last week when i said to him i would love to see from you what you would do to serve not just our homeless but our foster youth students as well what can we do so thankfully we're asking the same exact question and so he is working on on that to try and help and brainstorm what we can do to support so uh when dr lee and you guys asked about the 272 i'm not concerned about just spending the 272 i think we will be beyond that which i think is good we need to serve our students that are most impact that's what this was designed for one more thing any any future conversations on brainstorming and funding certainly i think that some of the board members would like to be involved in those discussions if possible if there's any further yeah committee meetings also to kind of take it back up you were saying that if we have any suggestions to contact you i want to remind anyone that's listening at home if you have ideas let us know we welcome them so please thank you any other questions do we have any public comment but i guess that doesn't fall under this report that's i appreciate all your time thank you mrs cordova and don't email on the weekends you should go running or something okay item 12 is comments from the audience regarding it it's not on the agenda anyone may address the board regarding any item that is within the board's subject matter jurisdiction however the board may not discuss or take action on any item which is not on this agenda except as authorized by government code section 54954.2 a speaker shall be limited to three minutes per board policy all public comments on items listed on this agenda will be heard at the same time the board is discussing this item mrs hunt do we have any public comment yes of course several glad to hear okay the first one is from lori says good evening as board members i feel you should know my daughter's impression of being back in person she has been looking forward to this and was so excited however her words to me are the only difference is that her body is now in class and not at home the focus is more on the virtual kids and not the few kids in the in-person class instead of getting more one-on-one attention and having the virtual kids do asynchronous work she's getting set in the corner she sent me a video where she was the only one in a class the teacher was not engaged at all with her but totally teaching to the computer it would make sense that if you had a class with only one kid in it you would change some things up have one of the teachers of the subject teach the virtual kids and the other one teach the kids that are there in person combine the classes so there is more than one kid in the classroom utilize your teachers in a more protective way help your kids feel more engaged think outside the box the next one is from anthony please share the plan for return to full-time status i know antelope high and dry creek district is under placer county but there are other schools in sacramento county that have a full-time in-person option at this time with one month left of school we should know with certainty our plans for august by now and this should be decided tonight we frankly should already have the full-time option since other larger districts have been able to make it work what is the hold up if there is not a full-time return in the fall for center district you will lose many students the communication from the district as to the next step has not been acceptable the next one is from sophia the in-person return to ryles is going great the change in my son is night and day his mental health and overall well-being has greatly improved please return to full-time as soon as possible as three hours is not full-time and hard to navigate as a working parent the maintenance of covid has not been an issue all teachers have been able to be vaccinated california is reopening amusement parks sports arenas etc education needs to be priority prioritized thank you next okay this one sent three in a row so i will read them together this is from reese pine good afternoon or evening i am a sophomore at center high school i would like the gold and blue group to be dropped here is why i suggest or want this reason number one the days coming from a student i hope you take this seriously it's really frustrating waking up and going to school on campus and then the next day wake up at the same time and then be expected to be wide awake like we would be at school if you don't know this already most students do school in their bed and doze off reason number two the amount of people going to school and online i am a student who does both online and on campus meaning i am a hybrid student i've noticed some classes don't have a lot of students and most of the time students either switch back to online almost half of my school is online because majority of them are scared to catch the virus themselves and spread it that is why i recommend dropping this ridiculous schedule reason number three parents pick up and drop off sometimes students parents don't have time to pick them up on certain days and buses aren't an option either sometimes and with copic 19 still going on i wouldn't recommend a student getting a ride with a friend even though the friend or the friend's guardian isn't carrying it nor is the student all three can still get the virus and it really isn't three feet or six feet apart reason number four vaccines and shots are out even though it is required for 16 and over students that are 16 and over are able to get it the vaccine may not repel the coronavirus but it does lower the chances of getting the virus her second one says i am a sophomore from center high school and i would like the system to be dropped and combined here's my personal thoughts i honestly think it's ridiculous i dislike the fact that i'm so productive one day and then another day i'm less productive do you know that students don't actually pay attention online unless they are wide awake and ready most students doze off and the third one again says i am a sophomore at center high school i want tracks to combine this is my third message about this topic please take it seriously i want tracks to be combined i feel like this will help my grades and encourage me to be productive every day and i want to say the same for other students but sadly cannot next is from danielle stout good evening board members i am a teacher at center high school and i would like to express support for considering an end to the rotating on-campus groups at the high school i can't speak for the freshman and sophomore class sizes but the in-person numbers for the junior and senior classes appear to be low enough to combine blue group and gold group into one on-campus group my personal experience so far has been that the students who are in the groups designated to attend are primarily not coming and joining online in lou on average i have 20 kids scheduled to be in person over three class periods and on average nine are present in some classes since spring break i and other teachers immediately around me have had classes on some days with only one student in person we are not supposed to be alone with a student in our classrooms students in my classes have expressed confusion as to which days they are supposed to be on campus in the two weeks since this started students in my classes have switched to at home telling me they thought more people would be there and thought and they don't have to get up as early trying to manage who's supposed to be where as it changes on a daily basis is becoming a nightmare obviously there are health guidelines that need to be followed but if the numbers support it i respectfully request that this body consider allowing the high school to dissolve the on-campus rotation groups into one in-person group thank you for your time next this firm angelina hughes it says i find it improper for any school board member to promote any political campaign organizations during a school board meeting although the intentions may be considered harmless this practice can lead to the display of political slash campaign displays that may be offensive to stakeholders and voters regardless of their first amendment rights an elected trustee is bound by the policies of the school board during public meetings i would like to suggest that this topic be discussed with the school attorney to verify if it is acceptable practice furthermore i feel that the individual promotion of political campaign organizations during a school board meeting hinders the display of unity within the board from watching the last few meetings unity and diversity may be something that needs to be developed amongst the trustees the ultimate goal of our elected trustees is to work together as a governance team with the superintendent to make decisions that will best serve all the students in the community i sincerely hope that our trustees can put aside their personal differences respect the school board policies each other and district staff and come together to focus on our students and schools in these ever-changing unpredictable times all right this one is from lauren cook we would like to request that school resume five days considering the most benefit to students and learning thank you and from vanessa we should combine the blue and gold tracks at chs i have a freshman and a junior who would like to attend school every day on the days they are in person their class size varies from my student plus one other to my student plus 10 others elk grove usd after only four days back on campus natomas usd san juan usd have combined their high school tracks due to the low numbers on campus participation and that is all i have at this time great thank you all right moving on to the board and superintendent reports we'll start with mr bruno tonight okay first of all i want to say that i've received a number of emails recently from staff members from community members and a surprising number from students and i just want to say i'm thrilled about it even though sometimes criticism can be a little tough to hear i'm i'm loving the engagement and i want to encourage it to continue um second thing i want to say kind of this has already been uh stated earlier but i put it in my head before the meeting i really appreciate everything that stops has been doing but the flexibility of the parents and students has been absolutely amazing the students having to switch from in person to a totally new learning method that you've never done before and now they're switching to a hybrid method i know it can't be easy i i never had to go through anything like that when i was in school and i i'm really impressed at how adaptable everyone has been and i really appreciate everything that everybody's been doing staff community students everybody it's been really impressive and the other thing i want to mention that delray was spilling the beans about first of all mr diesen it's bittersweet news that you know i've enjoyed working with you but at the same time i'm really happy for you and similarly also in the list of retirements was truly nick nichols who i worked with quite extensively at center high school and i really appreciate everything that she did for me and my family and again it's bittersweet because it's a loss for us but wonderful for her and that goes for everybody but those are people that i've had firsthand experience with so that's all great thank you and this is pope yeah in regards to what mr bruno said about public comments we do appreciate them but i also wanted to say that even if a vote didn't go your way it doesn't mean we didn't hear you it just means the board decided a different direction so we do appreciate them please continue um and we'll do the best we can i did tour every school at the opening of each at each site like the administrator said tonight was a hundred percent true the positivity at each site was amazing the organization was amazing everything went successfully yes there were hiccups there always is but they took these hiccups and they worked at them and resolved them in a great deal of time also um if you took a look at the sites and the facilities of each school mr diesel i commend you and your team everything was spotless it was beautiful and i thank you for that because as a board member walking to a site you look at its glory and i thank you um and i would like to take just one second this opportunity to remember a center high school teacher mr runner bishop mr show as an amazing human being teacher and mentor who always motivated students to give their best i give my condolences to his family and his center high school and that's my work you want me to talk now thank you mrs pope um dr lee would you like to go next yes greetings um it's hard to believe that we are in the month of april and for those of you serving on extending ramadan also tomorrow is birthday [Music] you're sorely mistaken to maintain compliance with the brown act and just some general decorum issues um that need to be addressed i remain hopeful that they can get back on track and truly commit to staying compliant with the brownies and more generally with respectful communications between and among members of this board and i know we can do it if we set our minds to it on a different side i want to thank superintendent blair for his commitment to a more data-informed approach throughout the district and for providing this board with disaggregated student data as a basic and consistent practice um i hope our board can model what we expect our school sites to do focus on disaggregated data and acting on disaggregated data a focus on educational data that's disaggregated is super important the student data will tell you something if you're interested to look at it to disaggregate it to examine the similarities differences that become more visible when we nearly start to look at data and this is a crucial foundational practice for those of us who are committed to diversity equity and inclusion most recently i've been taking a look at trends in the student enrollment um and options for learning in our district during this transitional time and some folks have asked me why i focus so much on business learning and the quality of it during this time it's because in our community those families who are most strongly impacted by the corona virus have opted for distance learning through the end of the school year of our high um students and nearly 50 percent of our middle school students have opted to remain in distance learning through the end of the school year in our district trends across the board approximately 56 of our asian and 57 percent of our filipino students overall have opted for distance learning why is that what is the data telling us about and about 52 of our english language learners have opted for business and learning at our high school around 53 percent of our female students evolved for business learning along with nearly half of our english language honors students also at our high school 70 percent of asian students have opted for distance learning along and 56 of our hispanic students at center high school these numbers are what i'm keeping in mind to ensure that students who are disadvantaged are not further disadvantaged and then they have access to high quality distance learning they deserve until june 15th when the world will be magic into cultural goodness because california's governor declared themselves thank you to all of the teachers your staff that are doing all they can to ensure that all of our students can be successful this year i really appreciate it my office hours are first monday i hope to see you next monday may 3rd on zoom as i was elected to do people mind i'll go next and let me take the last slot before mr lair um so for me um i wanted to just report out that i also attended the first day of school with mrs pope i went to north country and i went to wild and just noting that at north country we were like wait school started we didn't even see the students coming on campus there were so few at that point um so and they came trickling in from all different directions over a period of like 15 minutes and and it caught us off guard because we were like it's so peaceful it worked so perfectly and uh it was very surprising and again yes all the signage all of the one-way aisles all of the thought that went into all of that infrastructure was fantastic thank you mr jason i also attended my third master's in governance training we talked about the lovely world of school finance it was very riveting it was so fun not no um it was great but uh one of the things i got out of that is that it would be very useful for us to have a board workshop on budgets and just get a better grasp of what we should be looking at and the questions that we should be asking and just understanding it better from a from not from a you know masters and accounting perspective but from uh what what do i need to do as a good uh you know keeper of the books of an oversight person what should i be doing so i'm hoping that we can schedule that we've had a lot of board workshops and extra meetings and it looks like we're looking at an extra meeting so this is not anything we need to do right away but definitely something down down the road we might want to look at um i also was hugely relieved with the recent verdict and i know that's very political and and all of that but i don't care i just want to say thank god because if that wouldn't have happened i think there would have been a civil war in our country so thank god thank god that god we've actually turned a corner for even for just a moment and and made the right decision um mr diesen i know i've given you a lot of crap about leaving you can't go congratulations thanks and and out of the whole funding thing what i heard out of all of that was that it's going to take two people to replace him okay a couple more things uh we have some people to welcome to the district rhonda james who is a custodian erica madrid a bilingual assistant spanish um bilingual assistant sorry the glasses are all steamed up niges mcgee instructional specialist amina tongal office assistant we have retirements with sofia kennedy from uh who is an executive assistant deborah sabella i don't know but apparently you did was that no no it was a teacher sorry and mr deason [Music] all right then we want to congratulate susan erickson on her retirement patricia's four on her retirement shirley mcnichols on her retirement and welcome tammy cabrera who is a new hire at oak hill elementary and that is my report and mrs anderson you are next sorry i just thought i'd change it up i always seem to get the last word and so i thought i'd you know are you officially retiring as a win june 30th june 3 seriously we can't let that happen sorry it's cancelled due to cove but there will be no more retirements if we can get that i just want to say that i know that going back to school has been tough with a lot of teachers and staff and you've worked really really hard but i know it's worked perfectly because i had a conversation with my seven-year-old grandson who's informed me that he's never leaving first grade because mrs hobbs is so beautiful and he will tell you he has a crush on mrs hoggs so he's staying forever in first grade he doesn't care defends his place that's his home so it must be going okay they're doing something right over there that's my report mr liam thank you amazing so i do i have a couple items tonight one i want to just point out to our community and i want to thank mr grimes for for making this happen uh as we have returned uh we have had cases of of copen in our schools we have not had cases of covets spreading from contacts in school they've all thankfully this moment been outside the school that's been brought in but i want to uh congratulate and thank mr grimes for his contact tracing work and the administrators for for working quickly and maintaining the the distances and the protocols that we've established in our csp to limit the um the the the need to quarantine and bring people out i think it would be short-sighted if we think we weren't going to have any cases but what i'm thankful for right now is the ability that we've not had them spread but as people make informed decisions about their choices to be back in person or remain in distance i just want to point out we do have a cova dashboard on our website we've tried and i appreciate dr lee you point out a couple of different helps that i can do to make it a little more accessible so if you go to our main main website there's a couple different routes to get into it to see that we have committed we are updating that daily that means cases that are happening we get those in and when people come off quarantine we also do that as it relates but i think that's an important decision as people do consider returning to school that it is there um and we are also following we have our notices we send out the first notice we sent out um unfortunately we panic some people but as people start realizing that's the process in the protocol that we have to go through so we continue to communicate and probably over communicate as it relates to the safety of our students in that manner and staff the transition has gone well i think uh you know the night before i did not sleep well it reminded me of the first day of school where you got butterflies but i have to commend as you have all done our administrators our staff our classified folks our teachers everyone around campus because is it perfect as you pointed out in this build no there are hiccups there's hiccups to a regular school year without a pandemic so i i think that we have done a remarkable job and it was funny was mr jackson was saying it to the other day he's like we planned we thought there's so many different scenarios that sure when the new scenario came up that we hadn't thought about we were ready and prepared to deal with that essay there so i appreciate the work that everyone put in not just physically but mentally to establish what we needed to do to keep our students and staff safe a couple things i am excited purple cord there is a version of that coming up next week top 10 dinner there's a version of that coming up these are the traditions that we've held in this district and it's nice to see those i know there's some graduation stuff going on it may look different but we're looking to get some form of graduation for our seniors one of the things too that i wanted to to talk a little bit further about as i shared with the board is we are looking next year and adjusting our start times for schools as as you guys remember in 2223 uh middle and high schools are required to start either after 8 a.m for middle school or after 8 30 for high school and we've figured with all the different changes if we went back to our old schedule next year and then we'd have to change again we thought it would be wise if we could so we're working through the details we'll come back with to the board and share that information with you guys and then once we firm that up we will get that out to the community but we thought it might be a little less disruptive in the grand scheme when we get back which leads into i know people have been asking me hey you know super dental air tell me what what's next year going to look like i'm hearing indications that there will be in-person learning i've heard what i said earlier i don't have definitive answers and one thing that we struggle with is telling our community one thing and then the next day changing it as soon as we have definitive answers we will get that up to you but one thing i can say is on the tracking that we're doing there will be an in-person option we also are working behind the scenes because the rules that we operate under right now in our distance learning may not be permissible next year so we are already in conversations to give people families a virtual option that may be more robust than our traditional independent study i think that is something that we're going to need to deal with going forward um so we're already in communication talking mr jordan uh how we can make that a reality for for some of our our our families that make that choice the other one which i've already addressed is our elo plan i am looking for expanded learning opportunities we are looking and targeting how we can assist our students that have been most uh impacted by uh this year-long coven pandemic so we'll you'll see that next month the other thing in this pope i might start crying if i start talking about it but i will say there's a beautiful tribute that they did at the siva awards for mr michelle and i do know that liz from secc they're planning another one um that have already informed me they will make sure that we get notified of but vernon was a was a a great individual and um you said it perfectly my condolences to his family and i know not just his you pointed that out not just his physical family but his center high soul families i know that impacted a lot of people so um and then two more quick things one is well i continue to highlight the idea that we're all working hard i want to take a moment during the midst of all this pandemic we're going back to school do we come back all these things the regular business of the district is still going on i mean we're still processing pos we're still doing reports and i want to call out two people we right now if you can believe it this week we went under a four year federal program honor review every district is selected every four years to go through this program review it is a insane crazy lot amount of work and i need to to acknowledge tammy gibelli and lisa coronado for their efforts in this and lisa was not just you know i'm going to do the fpm thing somehow we signed up to have our fiscal auditors in this week and if you've ever been to a fiscal auto drain week by itself it's nuts because it's this and that so i know her and her department have worked really hard so these two individuals i've already said you guys you've got to take some time off you got to do something because they are burning the midnight oil because they care about the district they want it perfect but i think that the main thing is i just want to thank them for what they've done and committed to the district because it's a special person to be a part of center unified and do this and i really appreciate what both of them do because the fpm is coming back great the audit i know will come back great no pressure lisa um but it's the hard work and dedication that our folks have to make this place great so i i want to call them out in particular and then finally and i almost forgot this but i didn't uh and lord i apologize for not telling you this but today is a very special day and today is administrative professional services day and so i would be totally remiss without acknowledging this hunt for keeping me 100 percent in line all the time even when i'm grumpy believe it or not i need to be grumpy but i told my wife last night i'm like carol tolerates me more than you do you know but she is a great asset to the district she's a great asset to the board and and even better asset to me so i thank you for everything you do for me and the district so and with that i'm done thank you mr mayor thank you mrs carol okay now we can move on to the business at hand which believe it or not hasn't started yet um the consent agenda go ahead one more thing now that it's approved it's not no it's not i was kidding i was talking about the time okay yes let's pull item 13 first for consideration we have a motion to approve higher motion there we go and do we have any discussion on this item yes well not that no no no no no no no we're talking about the approved uh curriculum associations for i ready math and reading any discussion on this item no let's take yes yes um because like you have experience as a consultant with associates um and inclusion in their products teacher training and materials and so i will be obtaining from them on this contract well we're having discussion on this at this point right we've got a motion and a second so dr lee could you expand on those concerns yes i'm happy to explain offline uh about the concerns um the detailed concerns for diversity uh you know um diagnostic uh so that's uh that's where i'll leave that down yeah and so what i would elaborate is the um there are two options when we're moving forward with casp this year there i ready isn't a local one you can use we're only looking at the diagnostic portion and just some some concerns i think that were brought to my attention had to do maybe not with the diagnostic but outside of the diagnostic and so really what they're doing is a diagnostic it assesses our students at certain places and then allows us to identify um standards where there may be successes or maybe challenges and then move forward so we would do it two or three times a year but the supporting materials that then would go in we have our own ela curriculum our own math curriculum we use those materials to address anything we will not be using their supporting materials this contract is diagnostic program only so the concerns with diversity were in the curriculum materials that that is the feedback that i had received yes okay beautiful are we any other discussion okay roll call vote dr lee mrs anderson aye mr bruno uh just to confirm this is on item 13.

2.7 is there a second I'll second that I have a motion from Dr Kaiser a second from Mr landow any further discussion could I propose a amendment to to lowering the $500,000 to let's just say 250,000 the $500,000 isn't part of this oh it's motion I thought it was I thought it was Oh I thought it was on the summer work no it's on this one this is the spending on here oh okay it's on the second page so I is there a second I hear no second okay okay board are we now um we are on the main motion approval of what's been submitted um I'll call for the vote um we'll call call for a Miss Dolby Voice vote Dolby i r i tennis a Lando I Robinson I thank you board okay Redevelopment pass through dollars this should be Mr Baltimore it is I'm just going to try and provide a quick summary and then kind of get into really the three things we're asking from the board this evening um the district receives pass through Revenue dollars related to former Redevelopment agencies in but County there are seven Redevelopment agencies a number of them require and and flow through what we call fund 42 and these are dollars that must be spent really on facilities they are not available for really operating expenses expenses or salaries we have historically used these dollars for um construction type support projects hooking up to sewer systems um and and over the last few years have used it to help with our surveillance our security surveillance system we do and and have talked to the boards previously that in fund 42 we are expecting those past through dollars to be received to the district through 2037 and we expect over $17 million on a conservative estimate of Revenue stream at that time at the end of it those dollars will cease to come to the district and they will just flow as an offset in our local control funding formula so we're bringing an idea there's actually three items that we would like the board to approve for us to move forward with and spend out of fund 42 with the idea that at the end of this we're going to have some assets to show for these dollars that will benefit we think the district for a long period of time um one of them is specifically related to um our Oakbridge program the Oakbridge program is renting space at the Chico Mall or the chico Marketplace and we point the cost out to you it's over7 $5,000 a year we believe we can buy a facility that would be better suited for this program which has grown over the last year in this Co environment that would benefit the program long term and get out of leasing or renting space that's one of the items we'd be asking for the board a second is voice over Internet Protocol as we've done new construction or modernization we have put in wiip systems these are telephone systems that don't require hard lines they are basically operating over the Internet there is a savings operating from them but there's an infrastructure cost to it so to complete all the schools and bring all schools up to VoIP there's over $1.1 million to do that this would standardize all of the Telecommunications across the district and really does provides a lot more flexibility in how telephone system systems are used to the point that they are connected to our email system you can then um through the technology actually be contacting people more directly uh and it does provide efficiency as well and then the third item that we would request you consider to be authorized out of fund 42 is the building of a second building at the district office and we've talked to the prior board about this and we receive authorization to move forward with the planning and Julie Kissle met with the city of Chico last week um and she can update you on that meeting and we have a couple diagrams we can show you what that would look like but we think the benefit here is that the district office has continued to grow we continue to provide more professional development and we don't have a board meeting space or a large meeting space in the district large enough like if you go to the district office what we call the large conference room is the old Universal travel building portable that we've certainly got a lot of use of years out of that building so we could build another building at the district office it would not come out of any operating funds and you as a board would finally have a place where you could have a dis set up and a place for the public to access these meetings I think in a um any more consistent and transparent environment because we have really been Nomads as it relates to our board meetings where we're Landing either at Marsh Junior High and all the setup and takedown of that or here at um the Performing Art Center and that does take staff time to do that and the sound often gets more difficult versus having just a place for you to have your regular meetings it would be a multi-use space so we have large meetings across the district and trainings as well but we think again the estimated cost to do that is 6.5 million and it would be a benefit to the district for a long period of time paid for out of these pass through dollars so that's my attempted summary of this item and what we're asking for is the board to consider approving all three of those to be designated out of fund 42 if I may um Madam yes president um a couple of elementary schools come to mind as we talk about this um this nice facility for the administ ministration and for the board um Chapman Elementary School which I had the pleasure of touring today and um Citrus elementary school which I haven't yet made it over to but I know that those schools could use some freshening up um how do we justify this expenditure over whatever plans may be I mean in any level is there anything planned for those schools that would set my mind at ease say for example in in approving this this nice little little Palace that we're putting together on on Seventh Street well we wouldn't want it to be a palace but I understand the concern that is a very good question um and what we have is a facility master plan for all of our school sites um that is being funded through the really the generosity of our community Through bond funds and the schools you mentioned Citrus and Chapman are included in Phase five of that plan the bond dollars that we have currently will get us through phase four so there's no additional Bond dollars to get us yet into phase five so we could use some of these fund $42 to be used for that school or those schools um however the total for for phase five in the facility master plan is $95 million so the 17 million that we have in fund 42 isn't going to do what really needs to be done according to the facility master plan in a large scale we could certainly use some of those dollars and do some of the things we're trying to do through our routine restricted maintenance account with upgrades to roofing systems painting um resealing parking lots but it's not enough money to spread across these schools and make the large scale improvements that they need so it's certainly a consideration the board could give us direction to use more towards School sites um but again we're looking towards the facility master plan and bond funds to do that in the future also leveraging additional State dollars which the local Bond dollars help us do that so that that's my that would be my answer to that thanks Julie kissell has your hands up hand up yes um Mr tennis I I'd like to address your last question as well um adding on to what Mr Boltz just said if you look at our facilities master plan phase one projects the phase one projects Were Meant to spread um M&M as Dr Kaiser would would have stated it to all of our campuses so Safety and Security projects lighting signage Americans with Disabilities act improvements cabling for internet infrastructure occurred across all of our schools in the district and then um there's also a funding source prop 39 uh Energy bill that allowed us to replace a lot of heating and air conditioning units and um also some Roofing projects that have been done with our maintenance dollars um add additional projects with maintenance dollars um really have gone toward painting and curb appeal Landscaping so a lot of work has occurred since we passed the bond um in you know years ago on all of our campuses granted it's not the major transformation you've seen at the schools we've been able to tackle so far in the master plan but uh with a new Bond we would hope to be able to do those kinds of Transformations at at all of our elementary schools thank you thank you okay do I have um do we have any public comment oh we do I'm sorry Miss Dolby or Kathy who was first I was just going to note that um right now um Oakbridge has uh expanded I think 250% um in number and we're using a facility that's it doesn't belong to us we're just renting it extremely temporary and uh but we're paying $78,000 a year for this so I would much rather see us put that program in something that we own that we can control better uh what's happening there because I don't in in the discussions I've seen nationally and in and locally is none of the universities and I don't think really K12 anticipates to leave internet education completely it seems to have become an absolute ongoing part of Education Services it's not desirable to have it be the entire thing for sure but um as we've noted we have students who are able to do uh Advance far more rapidly because they can access those resources um so I think being able to have that and something especially since we want to have more one-on-one teacher uh Consulting with those students available to them um the phone system is something we've already started and appears to be just what the future is and so really the the context of having something here to me is I drove here uh yesterday and um it was packed the parking lot was packed people are stuffed in all kinds of little rooms and what are we trying to do hire teachers it's not a very con vincing environment uh when teachers are shoved in little tiny rooms for their interviews and we're trying to get the very best we can so um I don't see it as elaborate I just see it as space so I would I would definitely support this mby um thanks uh so I agree with with what Dr Kaiser just said about Oakbridge um my question is um just a little bit about this facilities plan for the district office and my question is if this is this plan that's that we see here attached was something that's already approved and there's no changes that can be made to it now what you're seeing is the preliminary drawings that we worked with the architect on based on direction from the prior board um there are some challenges with the space Julie can mention those there's an easement that runs through the property so the location of a building on this site is is pretty specific yeah my only comment is that I would I would really like to see there be a little bit of green space left in the Eastern corner of the property um just generally for people who work there to have a space to go outside and enjoy being outdoors and get some fresh air and you know for Gatherings outside um having lunch and whatnot I think that I think that that's a healthy addition to that property or a healthy change to that property it would only take out about um I'm looking that so that Eastern corner is on this picture the bottom right hand corner Eastern on the map um which is uh just behind where the current uh portable is the large conference room um there's nice big trees back there I could see that square being just a really nice space for folks to be able to go and get out of their office for their break time and um I think that that would be a nice addition to this plan if it was something that uh the board was interested in pursuing or I don't know if that's something that needs to be board approved or not but just a just those are just my thoughts um Julie has her hand up Julie's gonna put me in my place well I think that the employees at the district office would certainly agree with you and thank you for advocating for them however uh in our attempt to um make our conceptual plan at least comply with the city of Chico requirements for parking um we have to we have to put in this much parking that's shown on this plan and it is not uh it is still not quite adequate so we would be asking for forgiveness that's why the parking spaces along the street are shown on this drawing to show that we do have some on street parking available that we've been using for many years um but you might notice just behind the existing building to the right of the proposed new building there's an outdoor Courtyard um that we have planned so that um people possibly waiting to go into a board meeting would have a place to sit outside as well as employees would be able to sit out there and have their lunch and enjoy the outdoors and we can do as much as we POS possibly can to um make that a green space it's currently over black top right now but it doesn't have to be because it won't be parking any longer um so perhaps there's something we can do to Green that area up to make it a more inviting and tranquil Place Mr Lando Caitlyn did you have a a followup just really quick um is the parking based off of uh square footage of the property that's on or the buildings that are on the property yes it is that's what I figured okay thank you so we could shrink the building I'm just kidding Mr Lando nope Julie got me oh Julie got you so I am going to say we don't have to approve all three of these together if there is a desire for more discussion on one um like it does seem like there might be on this particular building we can bring this back at a later time and this was uh this did come forward from a prior board so you know there may well be a desire for more discussion there on the uh discussion on on the board facility one of the things that um in the years of traveling with the board from the city council to Marsh to well we started at the original district office in Kevin balam's office was the boardroom yeah no serious uh actually it was Jim hanin and Kevin balam's offices combined that was the boardroom yes that's because I've been here longer but the the beauty of that um we were smaller obviously we had smaller board meetings but it was the intimacy it was the ability to look at and talk to the people that were there to speak and do presentations and things without the issue of um not being able to see their faces not being able to hear what they were saying that made that such a a lovely space then we moved to the city council chambers which was you know that's what it was it was set up to be a meeting space so it functioned very well as a meeting space until we um um decided we didn't want to pay their rent and so Marsh has not been good it's it's difficult to really have an feeling of intimacy with the people there in attendance this is terrible I hate this facility it works because of the media needs right now but I would love to have I would love to have back a a boardroom room that facilitated people coming and being able to sit and listen and address the board um in a a space that works and just to point out to the board we would still need to go through what we call programming where we're involving more people in the planning process and we would invite neighbors to have input because as a reminder when we talked about additional parking at the district office there were a few neighbors that had concerns we thought we were being helpful because we felt like there were too many cars being parked in the neighborhood but we also heard from others that felt like they didn't want anything to be developed at the district office so just note that this is not you take action tonight let's say and nothing else happens we do have to go through the programming process okay board what's your pleasure I'm open for a motion well I would move 102.8 um because I I believe that if we start I guess I shouldn't talk to it before I okay I move it in there somebody second so that I'll just I'll second your motion Dr Kaiser okay thank you so I was just going to say that I think the uh district office building is is a a step it's gotten a design but I believe that we'll find ourselves we're already dealing with the city and having to come back I I think this is just a a funding guarantee that we could get started uh and I the other two are just to me absolute critical needs that we need to get all of our school sites on the same phone system uh that's reliable and that is what the future is and Oakbridge so um if something happens with the planning uh of the potential addition uh I'm sure we're going to hear about it do we have any further discussion uh just for uh clarification a yes vote on this doesn't necessarily mean that we're fully approving the plan as drawn here just the funding allocation for it yes okay thank you okay board uh ready for a vote all those in favor of the uh what was the number again Dr Kaiser uh is 10.2.0 thank you 10.2.0 all those in favor I I I I I any opposed not voting not voting yeah okay we have a four eyes and one not voting okay next up is the where did we go city of Chico letter of support for high-speed Broadband so I'd like to think this is one of the agenda items that um I just it's good information so here's the bottom line the city um has been approached um through dougl mala's office um to look for projects that could benefit or be paid for through the infrastructure conversation that's happening um at the Congressional and um presidential level um the city called and approached CH unified that they would like to begin developing a broadband system internet Broadband across the entire city um and they have a long-term plan for that but specifically they would like to Target a smaller amount to be paid for by the federal government to implement Broadband within the Chapman mberry area they would provide it at a cheaper cost and it would be at a higher speed both up and down the pipe um what you can imagine is for our students and families that live in this neighborhood it' be a huge benefit so quite frankly what they're looking for from Chico Unified is a letter of support I do think is Josh Marquee still here from the city he is he's been extremely patient my gosh um and he can speak to any questions you have but really what we do and I think we included a a letter draft at the on the back that would show our support for this project does anyone have any questions of the city I don't have a question about this particular project but this concept of of infrastructure spending and partnership with the city and federal funding um is is there any discussion about also maybe um uh additional bike paths uh for schools um particularly on Nord um I know that there are some areas where there aren't really fully safe routes for schools um in that area um so I know that there's interest at the city um level about possibly doing those kinds of infrastructure projects and I don't know if there would be any kind of partnership with the district on that um or if this would be completely unrelated I know it's not broadband and I'm so sorry that it's 10:30 at night and I'm even asking this question but it is just a it seemed kind of related as its infrastructure sure thank you uh B members of the board my name is Josh Marquee I'm the information systems manager for the city of Chico unfortunately I don't know anything about bike paths um but uh if you do have any questions that's certainly something I can relay to City staff but if you have any questions about this plan or what the city's uh hoping to accomplish I'm more than happy to answer those I was reaching really hard to get a question for you just to make your time worth being here thank you so much for for staying this late with us pass it on to Brandon well Mr tennis I don't have any questions but I I I think that this is a really special initiative and um I think that it could be really great for Chapman toown okay is that a uh motion yes it is I moved yeah very good uh I I didn't look up and find to he who seconded me Dr Kaiser thank you a motion to approve by Mr tennis the second by Dr Kaiser any public comment has not been indicated all those in favor um we need a roll call vote because the last vote was not unanimous uh Dolby I kaer I tennis I Lando I Robinson I and thank you city of Chico for thank you board and staff yeah I certainly want to thank Josh also want to thank Scott Dow at the city of Chico who really reached out to us with this idea and approached us so um Scot's just a a really great asset for our c in their finance department yes great thank you did I report out the vote to you Erica yes okay thank you okay first reading of the revised updated new board policy this is just a first reading of a board policy that we're bringing forward for review and um we'll bring that back for adoption however I did want to let you know that this stemmed from a meeting that we had with a group of students at Chico High School um after the loss of a student and the students came forward and asked what our Memorial policy was and while we did have one it did cause us to go back and look at the policy and um bring it more in line with what we were hearing from the experts that were presenting to the students at Chico high and that's what you will see down um on the under memorials on this policy is that we recognize the loss but we don't put permanent uh structures in place so um with that I'll let the board read the policy and uh we can discuss it further when we bring it back for adoption yes the um process on policy we do introduce them first then you have a chance to read them and comment and bring back um any changes or additions you want to make and get them to Erica in time to get them on the next agenda so there's no action to be taken tonight unless you have a a question of clarification and if you think of something later because it is late now um just forward it um for clarification good night Dr Kaiser Dr Kaiser is leaving okay I think we are to items from the floor we have no items from the floor we had one signed up speaker but the person already spoke and I do not believe they're here anymore okay good night Eric okay we have no items from the floor present we have no one on the phone requesting so um we are then to board member request to agenda items Mr landow and I am sorry for keeping everybody just a couple minutes later um we have heard some talk in the community about uh frustration about lack of testing and I would just like to have it brought forward exactly what we're doing in terms of IND year testing and how we're going to report out uh the data to the public so we can be really clear about what our students have done during this year and uh therefore what adjustments we need to make in the future yeah um I'll answer that we um Mr car sent him home sorry um we will have local assessments for our elementary students which is we can't talk about it on the agenda I just want to talk about next time yeah Jay um we know bring it back in bring back sorry asking question Sor with Tim's report yeah I appreciate you wanting to help us but I just no I'm sorry so are you making are we making a motion here I'm sorry Caitlyn are we making a motion here yes yes we would to agendize a discussion about testing and the transmission of testing data to the public uh I'm going to second that motion um and I want to I want to comment about it briefly um so I I support um hearing a report from Ed Services about um just tracking student learning um and what our plan is for that and I'm sure it's part of the elcap process um and I I want to clarify and maybe have um uh superintendent Staley clarify the timeline of testing um of the the re um requirements that have changed in the last few weeks even um even since the last board meeting um and and all of that went behind that it's it's been very unclear to the public and it makes it seem like it's not transparent to them but I don't think that the public maybe realizes how out of our hands a lot of these decisions have been and I don't quite understand the entire scope of it as well so I think it would be really nice to know you know what what is being required of us from the top down as well as what we're doing to to track that and be transparent about it so I I support this motion to have a report about what we're doing to assess student learning and learning loss um between now and the next meeting uh superintendent Staley if you could make sure that all of the board members get a copy of Tim kris's um oh you did you got it oh okay yeah I think my my my reasoning a better understanding is good but also for the public to hear and see the discussion behind it there seems to be a a big piece of misinformation circling in the public that that we made a decision about testing and we made no such uh decisions about testing so I want to make sure that we're on full display and and very trans parent about I think you're not you're you're muted yeah thank you we can clarify the ongoing conversations and state waivers between state and federal government yeah thank you we we have a motion and a second do we need any further discussion I'm going to call for the vote all those in favor of reporting out the uh the issue outlined by member Doby um signify we saying I I I okay it's four with um one absent are there any others Miss Doby um I don't know if this is supposed to be a motion uh I would like to request that um it doesn't have to be next meeting either but that we get a presentation from Inspire High School um about their advisory program um and um consider what that might look like um at our Secondary School level uh sorry wow it's 10:30 at our Secondary School sites um uh just to maybe consider um also what a cheve is doing with um the plps and how that might all come into play with our social emotional learning and our learning loss and our relationship building on campuses Etc um so if that's something that needs to be board directed I make a motion for it and anybody correct me if I'm wrong on that I'm still a little shaky on like procedures so it's fragmented I'm sorry Ka it's fragmented to the point where I'm not sure that the I think it's because I just don't know if it's supposed to be something that should be a a motion for an agenda item so it would be informational and we can direct we we have I'm sorry I didn't mean to step on you I was just going to ask if we still have one unscheduled board Workshop uh title No we're we're all scheduled because that's the type of thing um that historically we have done through the board Workshop process MH um and I still think that's where because it it allows for each institution party what to to come and and do presentations in a room where where we're you know the large conference room is where those are usually held where there's interaction a way of exchanging information at a very intimate level and um I think the the topics that you've requested that would be well served in that kind of an atmosphere um if you wouldn't mind waiting until we schedule the workshops for next year and bring it up then I'm thinking through the agendas between you know now and September October too and I'm wondering because that would be a 90minut presentation um I I guess I wasn't under the impression that it would be that long of a presentation so yeah workshops are 90 minutes well I wasn't asking for a workshop so right but historically looking at how those presentations work 90 minutes is pretty much what you need um there's a motion but no second not entirely sure still what we're asking for soqu was a presentation from Inspire regarding advisory programs uh with the intent of how we could Implement that within Chico Unified thank you for saying it so much better than I could at time I said exactly what you said okay sounded good better coming out of your mouth I mean I get the intent but we can't also tell Inspire to come and talk to us so knowing Inspire I think they would be more than happy to come and share what they're doing but I'm also wondering if that's not maybe better handled in a DLC type meeting and um invite board members to attend that and then if there's a need for further discussion um bring that forward to the board there there's a multitude of ways to do it but I think we had a request for an agenda item and motion to do that so the um I like the idea of the DLC presentation Caitlyn because I've seen I've been through the presentation from Inspire before because I used to sit on their board and a DLC presentation would be a good place to have something like that expand that out invite more expanded out yeah can we work on that would that meet your needs okay okay any others okay hearing none board I think we are adjourned

unfortunately the state is is making changes to the state facilities board and they are shifting the oversight of the state facilities board to the governor's office under the department of administration so we're we are really unsure of what the future funding from the sfp is going to look like fast forward to february 2021 and i know the board has seen lots of information from the finance department about plans and processes there's a new budget process in place in the district i'm personally ben and i are both very excited about that we are now aligning our district forecasted needs with our plan for allocating capital funding next slide and it was a very extensive behind-the-scene plan to develop this process a great deal of work has gone on in in cabinet and finance cabinet and we really looked at three sources of data we're going to talk about those specifically the capacity study the facilities condition index and also the demographic study considering all of those areas we we looked at the district-wide needs for the next five years in that we identified major projects and major maintenance if a bond would pass and then also a plan for major projects of maintenance if a bond doesn't pass in in making that determination for district need again we the sources that we used as part of that determination were a school-wide capacity to review a facility's condition index and a demographic study and i'm going to briefly describe each one of those ben's also going to help with that first of all school-wide capacity review and this this was very labor intensive and i want to thank miss sherry richards and mr watsonhauser and the school principals as we embarked on this journey to meet with each principal and walk each campus to identify and complete a review identifying capacity and existing use and then also potential growth areas there there is current program capacity that exists at varying levels throughout our district um we have identified though three campuses that will soon require increased classroom space for future growth and then the facilities condition index is the second item and i'm going to have mr buholt speak to that a facility condition index is is basically a snap in time of the condition of like your ropes painting equipment so this is an important thing to know in time coverage on that facility conditioned index it was reviewed and revised i'm sorry thanks mom do i need a repeater did you guys hear okay great they all had good things to say about the condition of our facilities and their feedback was helpful in completing the district's facility condition index there was also report confirming a five-year projection of district needs in five areas one is technology safety and security transportation new school construction and addition of buildings and site and building improvements next slide the facility condition plan also has a 1.5 million dollars of capital that has already been identified in the regular budget meeting that was presented on april 7th major maintenance major project identification here are in a dish are here additional items that will be identified in this five-year proposal to address a major maintenance of major projects would only be possible to address these if new bond dollars are received next slide capital plan for 2122 under major maintenance 1.75 million dollars have been allocated for the 2122 year they were identified as the falling repaired district marquee parking lot repairs for centennial higley high williamsfield gateway cartina power and district office lighting upgrades which are way out of date in the performing arts center at haley dry well maintenance what are dry wells dry wells are how we take uh water that comes from the rain off the streets in and a drywall actually perks it back into the aquifers so we do maintain those we have a couple that need some heavier maintenance warehouse and maintenance roof repairs a new chiller at higgley high where we have one then children number two that's in bad condition that we're we're keeping alive until the summer so uh window replacements and engineering for building an hvac upgrades district-wide thank you mr b holtz the third and final area was is the demographic study and uh those on the board um that were here prior to covet and it seems like years and years ago but it wasn't probably that long ago mr bremer was here and presented information about about about our demographics um but because of covid we had him come back and or for me update some of that information and so i'm just going to provide a few highlights of that a demographic study for you and and that impact kind of our some of our planning first first is the new residential construction and the projections show an increase of of 5440 total housing units by the year he's also indicated a positive enrollment trend and projector growth of district enrollment to increase by over 2000 students by 2526 breaking that down specifically that's a thousand elementary students in 500 middle school and 500 high school students based on these demographics some schools will be um will be in need of potential classroom space and that that um really is hitting us in the north part of our district and um that's where we're seeing that potentially high school space as well which is a little bit harder to predict predict partly because our high schools are so close together and with open enrollment depending on where there's those students land some additional highlights the next slide in the in the updated demographic study first was the housing projection just specifically a total of um 6300 new housing units which equate to 5300 new households will actually take our district attendance boundary the 24 square miles to just over a hundred thousand people over the next 10 years in just in our attendance area that population per household is expected to decline slightly as our population ages however it's likely that it will remain above the 2.6 per household average next slide also the projection of school-age population per household even though it's begun to fall slightly the 5300 new households should still produce an additional 2 300 students in that in that time period mr brammer also is predicting about an increase of over 200 students and he's calling it the bounce back or i don't know if he's coined the term yet covert bounce back but expecting you know students about 800 students next year in that bounce back then then anticipating that we get back to our our enrollment trend and ratio that we've seen over the last number of years and about an additional 1400 students between 2023 and this projection year of 2030 next slide the projection by school um allows those or follows those attendance areas and you'll see with the large increment enrollment increases in the north and you'll see the green and or yellow that highlight that gateway point and hta of of of most note on there and both as i indicated the middle schools and the high schools will see projected growth is predicted over the next 10 years also the next slide highlighting just major projects if the bond passes again these decisions and recommendations were based on a combination of the demographic study the facilities condition index and the school capacity study but really we're looking at and our emphasis on is on potential classroom editions where needed that that's where our area of focus will be and looking for the board's direction in terms of where we want to focus over the next five years uh if that if that bond is successful also other areas that we would also focus on just facility standards district wide to make sure that we're we have a consistent standard that's being met through all our district schools also facility renovations that may be necessary to continue that and then finally with the cost escalating with construction we're concerned that with a passage of a bond and some of the time that it takes to get these projects off the ground that that we are allowing for some contingency that allows for growth over that period of time if if needed under major projects just to highlight some examples of major maintenance um just like the um amount that was approved are ready for 2021-22 that mr buholt showed this is an example that takes us out over the next uh next six years so this year's already accounted for and this would be 22 23 on again the same categories dry wells flooring grounds hvac exterior painting parking lot roofing lighting all of the areas that really we would focus on major maintenance and are based on our anticipated needs on our demographic study the facility condition index and the school capacity this is what we we are anticipating the next slide and the major projects this would be um with a successful bond passage again our focus would be on classroom additions and that's expansion of existing buildings for growth if needed during the next five years facility standards again making sure that our buildings are there's equity across the district renovations where needed either upgrading and or renovations or remodeling and then again that contingency that that i spoke to previously and then finally just our plan if if there if there's no bond there would be no major capital projects although because of the new budget process that we've alluded to there is a plan for our basic maintenance like like we've allowed for each year so that would continue um in that annual process also any other major maintenance we would continue still to pursue the state facilities board and you know with that process being unknown though it's hard to say for sure that the amount of success we know we have a pretty high bar from the last five years to achieve but but that's that would be kind of our source for for um addressing that without a bond and at this time we'll answer any questions president reece um dr fowler do you know how many classrooms are available in those growth pain points i guess we could call them at the schools that you outlined williams field higley high school um hta and gateway i think yes yeah i know how many available classrooms there are yeah so i have that information could you send that to us in the studio status report first yeah that would be great thank you um whatever whatever happened with the shaded coverings that have the seller cells on them is that still is that an option was that a program from the past um is that something that we can get funded through srp or any other things we are continue we are currently in under a lease agreement for solar at chaparral and the transportation department the the best way i can describe it is initially the district had a very poor lease a bad a bad lease that got renegotiated back in about 2015 and so we went from a really poor release to just a bad a bad deal so we continue to to use that and and work our best through it at this point in time um i mean we're certainly um being good stewards of the environment financially it hasn't turned out to be the best process but um you know so that that's in place um based on our experience with it though i would not recommend you know that venture part part of it is when you're one of the first districts to experience something like that sometimes you you kind of go in front and and you don't know everything sure i wasn't here when it happened i know mr bucholtz was here one of the things that we're working though with the state is we've requested a roofing upgrade at chaparral and we're actually part of our process with the state is they'd have to remove the remove the solar panels in order to redo the roof and then there's some and so we're working on that whole process and and in the feasibility of putting those back on and so there's some logistics related to that but we'll certainly keep the board uh in the loop um as that as that process unfolds oh i was hoping to roll instant shaded parking for the teachers and just hoping that program would work well certainly that the shading parking has been has been a benefit um i think at transportation immensely too with all of our buses being able to park in the shade so that's certainly been an added benefit at both of those campuses i don't know that the cost of the solar program though was worth the worth that benefit but okay and my next question are the baseball fields over at higley high or are they in any of these for as far as grounds or anything we we have um with the with a successful passage of the bond there there is um an opportunity to address you know a number of things that that um as a board we determined you know as that we would determine would be important but we've not we haven't not been specific about anything at this point because sometime that sometimes those things change as well so i know that we'll work with the sites to identify those as we as we move forward thank you yes any other questions all right thank you all right we will go on to 7.7 which is the review of the governing board self-evaluation instrument the governing board and cabinet met on april 10th and we had a great retreat i believe and part of our obligation is to do an annual self-evaluation for the governing board and the current instrument was not very conducive to actually covering items that the governing board can control fix respond to um and so this we were talking about our new our new self-evaluation instrument during that retreat and there was lots of conversation and suggestions and um mrs reach captured those updated it talked her fully what am i missing here president reese members of the board thank you darlene reach took the comments and feedback and discussion that you had about your instrument and highlighted in yellow some of those additions and so you'll see the words some of the words you added or sentences that you were suggesting there were some in yellows you slide down curtis if you could roll down the um there we go you'll see where any changes were made from the document you reviewed at our retreat on that saturday or additions that were made and i guess at this time if you had comments questions did we miss anything do you like the additions towards the uh feedback from from you at this point on did we capture everything you wanted for your for your tool president reece mrs kaler um i do appreciate the fact that we have a comment section for self-reflection and then comment section for overall board reflection i think that's a great thing that we added and discussed so i appreciate that being on there so overall this entire tool is so much better than anything i've ever seen um before so i'm very grateful for the hard work of mrs reach and cabinet putting into words that we might not have had completely hammered out but it looks fantastic to me thanks for all the hard work thank you and part of this was the intent of any assessment instrument is improvement feedback reflection and our previous instrument did not give us that so it was important to identify what role the governing board plays and what our responsibilities are and keep that separate while it's in here keep our assessment separate than what we hold our superintendent accountable for there was in our previous tool there was a lot of areas that we were to evaluate which were not within our realm of board members but it is for our superintendent and it was important to capture what we can do what we can control what we can fix and get feedback and then what we hold our our superintendent accountable for so um i appreciate everyone's input and time and effort um in our retreat and discussing this and and participating so we can can make it our own make sure it helps for us to be able to do improvement feedback with each other individually as well as a board so i i really like what has come out of this anyone else based on the changes and updates that we asked for there is two separate tools one will be the tool we use for the self-evaluation and as mrs kaler pointed out comments for both self-reflection and overall board reflection and then we have a self-assessment score sheet that can help as we're going through to determine each of those areas the overall rating for the standard it can it can help if you just notice that there's only one zero did not feel it was necessary to put both two zeros because never an unsure would both qualify as that value so mrs reese two i believe that takes out our our 3.5 and our 4.2 i mean we were just we were grasping at some points in our previous tool as to where did we land on a certain assessment um guideline or standard so i again appreciate the overall rating and having that number probably be not a point something and as board members we understand this is a self-assessment instrument this is what we are required to do for board members there was discussion at some point to be able once we get used to this tool to potentially be able to roll it out to some additional groups for additional feedback to help participate in an assessment process of the governing board at this time it will remain the self-assessment as that's what we are required to do as we continue to use this tool and see what works see what doesn't work make any adjustments that hopefully over time that will be able to spread that out a little bit further get more feedback as mentioned based on our emails we do get feedback and sometimes it's a topic and sometimes it's personal so um we do still get feedback but hopefully we'll be able to in the future have a actual tool for additional groups to be able to use to help provide feedback and reflection i'll add on to the thank yous thank you for the saturday thank you for everybody contributing and um and the previous board for putting getting this going knowing that it needed a lot of work and getting us to this point and the staff as well and cabinet members and administration i'm looking forward to moving forward and developing a good way to use it we'll gather data we'll self-evaluate but it's like a teacher do we pull small groups are we going to re-teach like what are we going to do after that so i'm looking forward to using this to grow and become better so thank you thank you everybody i agree um what good is an assessment if we're not going to use it to grow and to change and to move forward so so i'm looking forward to that and to be able to do that and evaluate and move forward to support so thank you yes exactly our previous tool did not give us the information data and ability to do that so we are too excited to be able to grow individually as board members and collectively as a board so any other questions regarding the governing board self-evaluation instrument all right then dr foley we will move on to 7.8 which is the governing board initiatives for the 2021-22 school year just a quick note on our initiatives annually we have our retreat like we did and the board helps set initiatives for the next school year it was amazing to be able to have a group of people our cabinet was there to be able to participate and full discussion as our cabinet and administration is responsible for meeting those initiatives so it was nice to bring back the people who are responsible for meeting those initiatives to help participate in creating the initiatives for the next year so with that dr foley i will turn it over to you to present those thank you president reese members of the board we too were very pleased about our retreat and the conversations that we were able to have and one of the things that came out of that meeting on that saturday was for us to from the words we talked about they're come back to you with those four initiatives so cabinet and and myself and darlene worked on word smithing these of course we are we are available to modify these we are formulating them with you so that we can be sure we're all on the same page but this is the work that we came away with from the conversation we had and we have structured this similarly to our presentation on that day when we were looking at our initiatives for this year so i'm going to start with kind of doing a little overview of what we think those initiatives will look like for this year on this first slide and then i'll walk through each of the four initiatives with what we anticipate the work products would look like sound like rhyme with when we when we bring these to you when you read a bottom in status when you see them as artifacts and evidence of our progress toward these throughout the year we felt it was really important for us to to make sure that this aligns with the essential work that we know that has has been done and needs to be done you've heard from you've heard us talking about a theme of processes and procedures and working together to address unique unique opportunities for our our team and to ensure some consistency throughout our system and you'll see some of that reflected in in our in our initiatives here so overall before that we identified from our conversation and again we are open to wordsmithing or clarifying if you believe that we should was the idea of updating and refining our strategic plan for the 20 to 20 22 to 27 school years we talked a lot at the retreat about the work that we have obviously our strategic plan goes for one more year but after that we've we've come a long way there's an awful lot that we want to evolve and move forward with and we want our we're wanting to lead that initiative ourself and obviously part of that is outlining a road map for a portrait of a higley graduate and this is we talked about is going to be big important work that needs to happen next year and something the cabinet is very excited about we also talked about that continuing to ensure safety of our students and employees as they return into the 21-22 school year obviously we are evolving out of of of we are still in the middle of a pandemic and we're evolving and things are changing quickly and how do we ensure the safety and security which is a first and foremost of one of our essential priorities but also how do we focus on the social emotional well-being of our employees and our students as we return to normal-ish and as we embrace next year and so much work went into as we kind of we went down a little therapy session on that saturday of the evolution of last year this past school year and the work that had to be done obviously there will be some transitions and evolutions this year and that's going to be something that we will talk about and we'll look at what that kind of might look like in just a minute we talked about the we've also felt one of the ways we wanted to word the third initiative was continue to improve best practices in teaching and learning i mean what we do is all about teaching and learning and we we talked about meaningful utilization of technology so much uh financial resources have gone into this essential for how we reached our students particularly when we went from in-person to online virtual literally overnight but now how do we revolutionize our instruction with the tools that we have to truly be meaningful we also talked about the idea of relevant professional development coordinated through an assistant director that was connected to a strategic initiative we have and we have a we're excited on building on that so as we talked about some of these things don't go there away they evolve and then the intentional use of data and we'll talk a little bit a minute what that will look like but we are so intentional about professional learning communities learning together what is this information saying what do we do with that and then making sure outcomes happen with students and we'll talk about that so these are kind of describing bullets if you will that allude to a lot of work that will happen in this area and then we talked about it the theme of processes and procedures consistency and accountability we talked about some of the wording that was discussed on the 10th was wanting fiscal responsibilities and oversight going with processes and procedures as well as all processes that are created are documented disseminated and implemented so this was our our wording if you will of the conversation that we had which we felt would be some essential strategic initiatives for us as a team i'll walk through what we thought some examples might look like and then and then you ask questions or we can refine words and by no means is this an exhaustive list this is just an illustrative example of this that obviously when we refine and define our strategic plan we would be bringing to you as we kind of discussed at our retreat on on that saturday in october we would bring to you the outlines of the template of what are we going to do who are we going to survey what is this going to look like what would that process be who are we going to collect feedback from when are we going to do that so that you would have an idea of what our strategic planning process would include and who would be involved and it would be an extensive outline of who what when where why and what would the product look like obviously we would be implementing the plan and gathering that information for a strategic plan which would look like you see date you would see forums you would see feedback you would see evidence of what that looks like with us can you go back thank you um obviously we would be organizing that information and providing updates on our priorities and goals of what we're learning and then of course it would include an update of our portrait of a higley graduate that was reflective of our our community and stakeholder input on who we are and where are we going as a district from from now and into the future next slide we talked about work um again how do we open in school safely and how do we focus on social emotional well-being obviously our mitigation plans and strategies will be a big part of what we update and revitalize there are going to be parts and pieces that change but there are substantial details in that like what does the communication protocols look like what is the communication of families what training is involved to employees and staff all of those things are going to be important that we that we evolve and we'll be we'll be actually starting talking about this as beginning as soon as on monday at our meeting um what does that look like for higley and how do we move forward together there's a lot of details in those communication our screening protocols all of those things would be part of the returning safely but then we're also going to be talking about very intentional activities that we do for our employees and for our students that focus on social emotional well-being and and making that a priority in addition to the health and safety component but the emotional and overall well-being because obviously we're concerned about the academic wellness of our children but we also are concerned about them as a whole person and and our employees as well and being those intentional activities and events would be things that we would highlight with things we think it's very important that we would work with our administration to help us define what does that look like how will we implement that so that there's some consistency but there is also some ability for customization at each site for the needs of our of our so there's so that there is overall support but then individualization so that you know again one size does not fit all and we think that that'll be important and you'd see evidence of us working with our administrative team on that um for that initiative the next one so professional development we talked a lot on that saturday about relevant meaningful we talked an awful lot about how important it is that we have some superstars in higley how do we help how do we help share that expertise across and not having someone dedicated to the coordination and the support of professional development was was it was a detriment to us and obviously we're very excited about the hiring of a person in that capacity to help facilitate that but to help build upon what we're doing so you're going to see intentional explicit professional development connecting to the technology that we just talked about but that where we look at how are we engaging our learners and how are we modeling that and how ours the curriculum development that we're working on like about that and actually that's kind of the exciting part that professional learning communities process and the thing that we are excited about is how do we use the tools that we have our technology tools better in fact one of the things we're finding and that we're excited to roll out with uh dr sue borzich is in our synergy system we're going to begin to actually have a true response to intervention documentation system where our systems talk to each other we enter information so that our assessment things are easy to have there so when we're talking about the important things that happen in a plc so what are we going to do about this our tools are going to make it more easier for us to have that conversation and to document that and that is something that we're very excited about we're talking about the utilization of our internal expertise and embedded in this would be an again an example we talked about at uh the retreat was our higley leadership academy how what are the what are the internal things that we have that we will build the capacity of others we also have some superstar teachers who are doing great things and when we have our tools that allow us to uh to to see and to see our technology and to share there's no reason why we aren't utilizing our own internal expertise and making it meaningful and relevant so um when we talk about other examples the implementation of virtual academy it's big when you lift a virtual academy as you know we're beginning the marketing for this our numbers are growing but making sure that this is successful because if you build it they will come and we want something that will sustain and be something for us as a tool that supports those who choose purely online or those who want to something to support in person and online with additional options that's a wonderful thing for us to have as a district and we're looking forward to building something spectacular and then obviously our continued use of canvas is a learning management system there are some things that happened emergency wise as we responded to how do we go from not having these tools to having these tools but now how do we keep sustaining and utilizing those tools more effectively and so these are some examples of things that you would see of evidence toward that that when you say what does this look like what could you see and again these are not exhaustive but just some illustrative examples and then our other one is let's talk about those processes and procedures one of the things that keeps coming up and is we need some consistency in and those processes we're creating we're going to be creating an administrator handbook we realize that we are writing all of these processes from simple things to a donation form to consistent practices that are related to our policies that need to be in one place and one space and they need to be online and so we're going to be creating that and it's going to be something that we continue to build to and add to but this is one of those things when you talk about trans transcending or living beyond an individual these are the kind of institutional artifacts that are beyond essential and we are going to have that um we're going to be building that and we're going to have that for to so because processes and procedures protect our employees when they know what to do and how to do it and we do it right and what's exciting is that when we build it we're going to build it with them so that they're part of creating it and and that's another piece we're excited about that would include things like our updated emergency plans our protocols our essential procedures what do we do when emergency situations happen so that again it's not who you're going to call or what if they don't answer the phone or um now what we need to have these in place because when you need them is is when you need them you need them dr foley i i appreciate this administrator handbook so much because i have heard of previous employees leaving and saying well i left them a file on their computer and i thought oh dear so i really appreciate an administrator handbook of sorts definitely thank you and again we're talking about when we we have some policies that include some regulations those regulations need to be written down we may need to modify a couple of our regulations that say and this is how we do it um and why we do it that way um so and again the other thing and tyler rogan was helping us looking at this one of the things that when we talk about fiscal oversight he's aligned and again you've seen you've seen more detail in budget than you've ever seen before we're aligning those department site budgets with organizational charts in which we hold those administrators over those budgets accountable we provide specific training in and that they understand how they do that all of that is part of that administrative handbook but that alignment of district budgets and oversights is no small thing and that's a new thing that we're doing and is again an evidence and artifact of what that will look like for that initiative of the important work that we need to do so with that that kind of gives you a thought of what we were thinking when we thought of these initiatives please at this point please these are let us know your thoughts feedback wordsmithing thoughts well you've taken on a lot for sure creating the administrative or administrator handbook aligning the department's insight budgets when we're putting budgets back out to the sites and and giving them control over what they need um with budgets and that takes time it takes man hours it's and it's not going to happen in a year because you you just can't there's too much and so i i appreciate what you have come out with and that we can see moving towards this is happening we're starting to build this this is here and like you said it's evidence that for the board to see that we are making progress so i i think that i know for me this is even more robust than i expected coming out of our retreat that you've put a lot more a lot more detail and and evidence so um i appreciate that for sure this is an exhaustive list i mean this is just even um the word strategic plan alone is huge um so there's big big words in here that we know what falls underneath those big words too so i i i'm very impressed from what we discussed on our retreat um the things that you have come up with so well done and the importance of the buy-in that we had people there who are going to be responsible for doing these items and um for taking on creating or refining we don't need to recreate we have a strategic plan um but miss richards and mr lotzenheizer um recreate or redefining and and moving our strategic plan forward for another five years thank you so um you were voluntold for that but we appreciate it i know you're excited anything that anyone else wants to add to our 2021-2022 initiatives great perfect thank you with that then we will go on to our action items which is 8.1 sorry i gotta get back there i move that we approve their governing board self-evaluation instrument as it was presented today second any additional questions or comments all those in favor aye aye motion carries five zero and then we will go on to 8.2 sorry technical issue oh boy it's not the technology it's the operator trust me it is the user for sure on 8.2 i move that we approve the board initiatives for the 2021-2022 school year second any other additional comments or questions all right all those in favor aye aye and that motion carries 5-0 we have our future agenda items that are listed and we are working through them we get a lot of information as well through our weekly status reports we do have our district liability insurance coming up on may 19th because that will have to be decided fairly [Music] all soon then we will go on to 11.1 and i move that the governing board convened in executive session for discussion and consultation for legal advice with governing board's attorney pursuant to ars 38-431-0387 second i tried all right all those in favor aye aye we will go to executive session [Music] now you

optimally for me things pan out much better that we don't need to spend a couple hundred thousand dollars on tents next year that we don't have to spend hundreds of thousands of dollars on ppe that like and so there's substantially more money left in that account which allows us to continue to bounce forward in 2223 the way that i feel we're bouncing forward in in 21 22.

if i go to here and i put yes we're going to have a tk8 you'll notice that it's still at 1080. very good question uh miss rogers um that is it's hard to uh to make that determination uh because we we would have no idea whether it's allington whether it's moving a a a middle school whether it's uh what what meg was talking about increasing the capacity at some of the elementaries it's hard to to note how many seventh and eighth graders would actually go to the k-8 versus the seven eight middle school um but we do know that that 1080 would obviously drop how much uh we do we do we don't know right now but thank you for asking that question uh because yes you will notice that here 3764 1080 3764.

this is all right and then do we have a motion for the entire consent agenda all motion thank you mr group at a second and thank you mrs pope and do we have any discussion on the consent agenda we'll follow dr lee aye aye mrs sanderson aye this is hope mr bruno hi and the chairman okay now mr visa now you can have your phone number i am truly gonna miss you i think of you as a personal friend i can joke with you as i did before we started the board member or board meeting because i know the relationship we have you are an asset to this district and as ms kelly pointed out it's going to take two people to replace you thank you for all your help with the district and your service you will truly be missed but enjoy yourself [Music] on to item 15 business items number 8 board bylaw 9270 conflict of interest the addition of to this policy is based on the recommendation from the federal program monitoring to meet federal requirements so normally we have a first reading and a second reading this happens to be a very minor addition that just basically says that we would be adding a committee if there is a concern about a conflict of interest and i'm sure mr lear has more information on that do we have a motion do we need to yeah do we have a motion to bring this to the floor or to approve either way sorry i should have we need to either bring it to the floor or bring it for approval actually we have to bring it to the floor first and i should have done that before i did my little explanation of what we were doing and i apologize for that um it wasn't really a comment it was more just explaining what the item is but yes we have to bring it to the floor first i'll motion to bring it to the floor thank you mr bruno a second second thank you dr lee okay discussion yeah so typically how we do these is give staff an opportunity to share the item and then see if there's any discussion in any public comments so you're up you can do it i talk a lot tonight well do you want me just to explain what's going on with this okay thank you so in our board policy that we adopt from csba there's information about conflict of interest but there's a requirement in the federal law that not only do you explain what conflict of interest is but you need to set a policy regarding what happens if somebody violates conflict of interest and in the csba policy they don't include that part and so i um found a statement from a different board and and passed it by our fpm reviewer and they thought that the statement was appropriate to include in our board meeting and so fpm is going on this week and so luckily we're able to slip it in and we can not get an audit finding if we go ahead and approve this policy um do you have any questions about the actual content of it and we'll go ahead and charge csba for a copy of our policy charges for their templates we'll charge them back yeah we should get a little credit okay any discussion questions nope and we have a motion to approve and there's no public comment oh public comment sorry do we have a motion token thank you mr britney second mrs anderson we'll call them dr lee hi mrs anderson aye mrs hope aye mr bruno all right and the chairman's eye five zero i have b pledge of allegiance it was requested that the board discuss removing the pledge of allegiance from future board meeting agendas do we have a motion to bring this to the floor for discussion yes thank you dr lee do we have a second to for discussion only i will second thank you mr bruno and maybe dr lee would like to tell us why she thought this was necessary maybe she has a reason for it do we have any comments from the board first oh yeah i would like to know why it's on the agenda um inward policy it states patriotic patriotic exercise and it's ar 6115 commissions and observations and it does state that each school should conduct patriotic exercises daily these patriotic exercises shall be consistent on reciting the pledge of allegiance allegiance and may also include instructions that promotes the understanding of the concept of the pledge allegiance republic and indivisible and understanding of the importance of the pledge is an expression of patriotism the love of the country and the pride of the united states it also goes on to state that elementary schools will exercise then conduct the beginning of each school day secondary schools will exercise and shall conduct their own homework period and it also states that individuals may choose not to participate in the flex loop for personal reasons so i believe that we should keep the pledge and if any individual chooses not to for their own political reasons then they should um i found a little blurb on the internet the pledge of allegiance was created to foster american sense of patriotism and convection in connection with the country it was intended to recite as a daily reminder of citizens even if you are not in school or work in government you can recite the pledge on your own as a reminder of your allegiance to the program similar to congress sessions many levels of government meetings says the pledge prior to the start of the meeting from school board meetings to meetings at different state levels the pledge can be heard at all levels of government act during their workday while not necessarily required it is always not nice to remember what our nation represents board members are paid representatives whose position is paid by the government the flight salute most definitely should be on the agenda at our school board meetings those who respect and honor the tradition of the flag so they still not have their rights should not sorry have their rights to pledge taken away because of one who does not feel [Music] personally this used to be and i think is sitting here right now you know what there is that better yes this used to be known as a military town dudley was built for base housing was built for yes they closed the base but the area has thousands of retired military in it because they came to cullen and state which means we have a whole lot of retired military grandparents still in the area and families still in the area through all my years of campaigning i have been asked hundreds of times if we say the pledge of allegiance in the classroom and not a single person told me they didn't want to say the pledge of allegiance not one time it was always you better be saying the pledge of allegiance was the attitude they love their flag they love their country and they want their children to be taught the same character and moral values that they were taught when they were in school i am here to represent the people that elected me and i feel that that's what the people that elected me would want so that's the way i would vote on this issue um taking it in a slightly different direction i do think if we keep it on the agenda it might be useful to make a change in how we do it rather than picking somebody in the moment to eat it it might be good to either pre-arrange with them or just have the president or someone need it i did do that this time okay yeah but um i get stage fright sometimes so when i was put on this vlog recently i just think that that might be something to improve upon moving forward that's a great idea absolutely a rearrangement arranged prior to our personally involuntary so for me i understand that there are religious and personal beliefs against um pledging allegiance to anything other than their their god or whatever their beliefs are and i and i do understand that and so feel that absolutely anyone who chooses not to participate in the pledge of allegiance that is entirely and respectably their right i no judgment whatsoever on that my husband is a retired marine and he fought to protect what that flag represents and a lot of people he knew died his brother came back very scarred in mentally and emotionally um it's just it's something that i personally feel like that flag represents who we are as a people and i have the right to pledge my allegiance to it so i also would vote that way any other comments yes i do have a statement that i'd like to share in regards my foundation as an educator is as a national board certified english teacher and national board certified social studies teacher and i worked primarily in the urban schools k through 12.

so again you know i i've used the term several times i think through the presentation but we're really excited about the strategies that we've put in that we believe covid will make us a significantly stronger school system than we are right now and i think we're a really good school system today so it's exciting to think that we're only going up from here in spite of the the real challenges that our kids and and staff have faced over the last year plus so adam i turn it back to you for any questions anybody has thank you um before the questions i i just comment that uh even though it uh we won't get 39 million dollars in grant funding it sure looks like uh the plan that you put together here maximizes the money that we will get and you know we'll make our our system better going forward thank you so much you know because that's really with this team included when we started the process back in the you know last spring when you were supportive of this same philosophy we didn't have a name to it then that we do bouncing forward now but the foresight to put cameras in in uh auditory supports in classrooms that it doesn't matter i mean covet could end tomorrow our kids are still going to benefit from that moving forward and i think that's we've embraced that from the outset and that's what we're trying to embrace in this plan and i appreciate that recognition um let's see uh ann go ahead yeah so those positions the you knew i was going to ask this um the administrative support the assistant principals and the math and reading coaches will those positions remain positions in our budget no not necessarily their positions that right now i think are critical given the experience that our kids have been through given the support in the learning curve that we have to adapt when students return to a more typical environment and so you know i think when we have these resources we want to use those people one uh internally to develop capacity so that you know we have well-trained administrative candidates down the road because the turnover will eventually happen you know you know maybe i'll hit powerball or something we want to have these this turnover available but on top of that in this short term those people are responsible for coaching other people to be better at what they do and they're responsible for monitoring this kind of closing the the learning loss gaps that may exist as a result of uh kobit 19. so i'm hopeful that you know they're not necessary as that grant money runs out and maybe over naturally we'll they'll give those people other opportunities or they can return to what they were doing before andrew the summer transition program is that just for the students that have been out since march 11th of 2020.

and i guess back to meg i guess that that is a fault here because the seventh and eighth graders are not in this um projected enrollment um so when we add the seventh and eighth graders even if we add the capacity it might cancel that out but but um but i don't know um i have a question with a single um middle school uh at this point um foothill do they have the capacity in the locker room to hold 1236 students um without sharing you know they they need to change into pe clothes at pe 10 so let me take that one boss yeah so that would be an item that yes the answer will be yes if this was the direction we will go into and if we needed to increase capacity that would be reflected when we do our budgetary impacts clarifying questions about the model 3 with a tk8 and a model 3 without the tk8 okay um i have two questions uh one question has been brought up to my attention is that model 3 if it should have a tk8 with five elementaries we are showing seven uh all total so we're showing six elementaries and a tk8 9 right well no as the in the orange section the model 3 all levels oh up here yes okay yes isn't it according to the model it's supposed to be um five elementaries the tk6 and then one tk8 or am i reading that wrong um can you help me miss sanchez where are you guiding the that it should be five i've been uh made aware that the original model has five tk oh sorry um uh if we have uh add a tk8 wouldn't we take out an elementary according to the model and um so i'll let you go ahead and answer that one and then i have a second question yeah so so here we added the tk right so now i'm gonna take out the lowest elementary which would be lee for right now so i'm gonna take it out if i take it out you will notice that my capacity bumps up to 102.1 which means that these schools that are right here the way the way we currently are wouldn't be able to house those kids now to your question though um again if i if i abandon the idea of balington i do have these campuses down here and i shouldn't say i have we have these campuses down here right and obviously one of these campuses can move up here and then yes in that in that situation if we're if we're if we're thinking about capacity then yes an elementary uh would possibly come off of this off of this list or maybe even two would come off of this of this list but are true to paddy's point though going back to the original model swapping ellington in and taking another elementary out even if it's leaky you know all of these um projected numbers assume saving six classrooms two for preschool a library a vapor room or whatever and then two rooms just to be determined okay if you took and just had one room to be determined at every one of these sites instead of two you've solved your problem of going over a hundred percent and then you're not looking at having like slauson you you know and this isn't about slauson it's not but about the humongous investment of money that that would cost if you chose slauson to go up and be the tk8 and so really it just seems like the more reasonable solution if you're going to keep a tk3 if if is to take and remove in elementary like patty said because the original model said five elementaries one tk through eight and so i guess it's not matching what we originally had seen so that's the question on that and then the second question i have is that um as the position that i hold within the district there is an ongoing uh situation that we have even at the at where we're at with the amount of schools that we have is that we do reach capacity in a lot of grade levels in elementary and then we have of course a couple of grade levels that we have an extensive amount of capacity available what are we going to do if we eliminate even if you put 89 that's just a number but it doesn't really it's about the actual bodies because even though we may look at our past numbers there's always a surprise of all of a sudden we get a swarm of fifth graders or uh whatever it may be and maybe fourth graders maybe you know kinder maybe whatever and then we're literally communicating with each other school elementary school wide secretaries and saying um do you have room do you have room do you have room and it's a no no no no no and fortunately we have va that's really supporting us in a lot of this but they're also beginning to show full capacity do has the district considered i mean literally considered that this is going to happen and how they are going to handle it by uh the elimination yeah so 1000 whether that's 12 schools five schools seven schools uh that is always uh that is always a a potential but keep in mind um that right now when we say we're at capacity it's that capacity of of staffing not capacity of the building um so for instance if lee says oh my gosh no we're full that is a true statement but they are full to their to their staffing but that doesn't mean that they're full to their building um so so they cannot take more kids because they don't have more teachers to take um so yes absolutely and i think again um in either scenario that is something to to consider um again any questions to clarify how tk how the model 3 works with a tk versus not a tk and and um to to kind of just clarify if you have a question a clarifying question around around that i have a quick question to kind of piggy back off what meg was asking about the the tbd classrooms um you have one of the classrooms reserved as a library don't all the elementary schools already have a library yeah so um so so let's go back so every single classroom on a campus um that could be a that could be a classroom was counted as a classroom regardless if it was a library it was a teacher's lounge regardless if it was the rsp room regardless if it was the band room like every single room was counted so then once it was counted then we say okay we gotta put back so it's not like we said oh they already have a library let's not count that that was counted so so yes ms jones thank you for that question in that classification thank you yeah any other questions in terms of how how this works again there are so many possibilities and i promise you we're gonna get to that uh but we're just not there yet we're just right now we're just trying to understand you know the tk having a tk not having a tk8 any other questions around that okay um we're just going to take so i just want to reiterate um just so again this is super transparent number one uh when we pulled you last time 42.1 percent of you said that model 3 should not have a tk8 15.8 percent of you said it should have a tk8 and there were 40 almost almost just under 50 percent of you that said um i'm fine either way number two when we're pulling you right now i i want to i want to reiterate one more time if you say i want model 3 with no tk8 this model right here you are not saying that that you want these schools to be open and these schools to be closed vice versa if you say no you know what i like model 3 with the tk8 you are not saying that it should be ellington you are not saying that these schools should be remain open you're not saying that these schools should be the ones that close all you're saying is that yes you want a tk no matter how that happens at the end of the day you're just saying i want a tk8 in this model if you say no then you're saying not interested it should just all be tk 6 7 8 9 12.

i'm strongly committed to building civic competency and civic awareness and i've started civic selective programs in multiple schools and districts where i've served i also speak now as someone who has groups in civic service that includes family members that have engaged in military service my own leadership in local homeland international chapters uh volunteer international teaching for our country and service and leadership and multiple non-profits i requested this agenda item a discussion about including patriotic exercises as board agenda highlights of business because frankly when i first joined this board some comments that were made during our closed sessions by some of our senior women about patriotic exercises being a part of our agenda i found them to be deeply troublesome and problematic to me as a person who stands at all times for freedom diversity and inclusion and so as a sociologist and historian i like to know more about how things got to be the way they [Music] i discovered that our board made the black salute or pledging allegiance part of the board agenda template and political situations do always matter when we're speaking about education december 1987 was a very interesting time 1987 was toward the end of ronald reagan's terms as president of the united states and for those that may not be so familiar with american politics president ronald reagan was one of the most solid bastions of conservative ideologies that our nation has ever known so naturally president reagan's base was activated as we prepare as a nation for an uncertain future without the kipper at the helm and in the late 80s there was this increase of almost for netted effort around conservative revivalism and this push to express american pride and american patriotism and far right-wing ideologies in all aspects of life during the late 80s nationally we saw many public serving boards including sports and right here in our little town of the center joint unified school district there was a flurry of inclusion of patriotic exercises templates and orders of physics and this actually includes patriotic exercises specifically the pledge of allegiance in our board by islands and meeting agendas and orders of business has been unchallenged since it was adopted december 2nd 1987.

marlene you want to address it as our primary target audience but we'll also be looking to other groups of students who we know struggle either with getting to school or with anxiety or a multitude of things that we think could benefit from this type of program and from hopefully their parents being a part of it as well so we haven't limited it to just them now and the plan is to do it at each building so that we have some flexibility to add students or staff as needed at each school great thank you okay one more the uh the funding for the assistant principal positions is that just for next school year or is that for the three years of the grant the dollar amount that you saw in the slide presentation the 189 covers 21 22 only and um but that doesn't that's not just the assistant principles that's that's the other positions that we included in there as well okay thank you so with your grant funded projected use 2021 through 2022 um technology if we're able to use how what percentage of our rooms are going to be wired by the time we get down this marlene do you have that we're right now we have over 30 classrooms that are broadcast ready i think we have a very firm belief that there's no uh replacing in-person learning that that is by far the most powerful vehicle to support students that being said you know at the high school level i think there's a little bit more flexibility there that um from maturation perspective and the fact that some of our students are transitioning to colleges many of them now that offer remote learning opportunities as well i think we would be focused on probably doing more at the high school level with this sort of stuff than elementary level the one place where we've studied and recognized that we want to enhance the audio in the classroom more is on the route 10 side of chapman because there's a fair amount of white noise from route 10 that when you walk into a building on that side of of chapman when you walk into that side of chapman and you're in the classroom and you hear the audio piping through the speakers it's demonstrably better than rooms that don't have it so is we've studied the effects of white noise and classrooms and stuff like just kind of things that we never thought we'd be getting into but now that we have realized that this is a place where we want to improve but beyond that we want to go back to the high school i can't give you an exact percentage of classrooms unfortunately can i say a few more um i just wonder um and i don't want to get into my you know the ins and outs of the technology but i understood that the audio was proven to be more valuable in many respects than even the video but um i in terms of learning yeah the for the kids in the classroom the audio is incredible yeah you know for students at home we've been using video and that's really beneficial for the kids at home to participate but we share a lot of screens and stuff like that that it's not as critical as the audio is that the kids at home can clearly hear what's happening in the room and the kids in the room even if you know with the teacher wearing the mic can hear so much better so that raises the question how long do are we going is the remote option going to be a remote permanent i hope not um because like i said i think that the the experience for students is much more powerful in the classroom from not just an academic but from a social emotional perspective um that being said if whether or not we have any remote students next year the audio enhancement in the classroom is really powerful for the kids in the classroom so we would want to pursue that but at the high school i recognize we may have situations where we have students who may have to be remote and in that case i think it's good to have the video and the audio okay i just want if i can really quick it will be really quick i know we got to get going so um with regard to bringing the summer program um it's i imagine it's going to get be tough getting some of these kids to actually come in so you're almost going to need a marketing campaign or something in this and so is that build into the cost um we're going to be doing a lot of outreach through our social media and through personal invitation and phone calls and emails and school messenger yes okay thank you um okay so uh as uh many of you who work remotely you'll uh recognize this term we've gone over time and uh so uh i would like uh the uh the second item on the agenda was for the auditor of student accounts which uh the finance committee had um had passed through to the uh full board uh many months ago um and this was just going to be an update so we can cover the update in the uh review portion of the main agenda uh for our for our main meeting tonight um so um with that can i get a motion to adjourn all right faith second all in favor great thank you mr chair the floor is yours you

so we're going to take a quick poll on that uh lika can you help us out yes can you i'm sorry arturo can you redefine what a yes vote means and a no vote means yeah actually uh i think we got a little bit better okay so i think that the poll is gonna there you go should model three include a tka school there you go thank you absolutely um i can't vote voting again yeah we can't vote can you allow only analysts to vote please panelists only let's try this again i'll get the hang of this eventually guys okay can you go now again panelists only i still have some panelists that need to vote a couple more seconds can you can you see the pull results yeah is this the final uh yeah yeah that's the final okay all right so uh just really quickly just to go over this data um the team right now um went the opposite direction as the first time which is awesome and perfectly fine and great um but right now uh we have 50 56 i apologize saying that model 3 should include a tk8 and we have uh 44 saying that model 3 should not have a tk8 um i'm gonna open it up uh mute yourself if you would like to respond to this question my question is um does this in in our minds as a team even if you are on the wrong side of this um is this enough to say okay let's continue model 3 will have a tk8 option or do some of you feel that that no it's it's too close and we have to talk about this more um i would like some discussion on what i would say was a change in that um because my understanding was there was so many concerns regarding the tk model in the way that it's run so i'm surprised to see it change so so i'm not sure what the recommendation is diana um but um yeah i'm not sure what what you're recommending or what you are saying discussion on why it's more yes now than before when there were so many concerns regarding the way tk8 model was run in comparison to middle school just keep in mind just keep in mind though right just so again the numbers don't lie um i wouldn't say that there was so much because even back in the initial poll only 42 percent said we don't want a tk8 so it wasn't even it wasn't even a majority of the of the people uh that said i i don't want a tk8 um so so i just want to be clear on that that even though there might have been conversation about it or whatever when it came down to the actual polling uh less than half of the people said that they do not want a tka and more importantly keep in mind that almost half of the people did not vote one way or the other so you had a you had half of you who had not really shown their cards yet right you had half of you that we didn't know if they were for or against the tk8 so based on the numbers i'm not exactly sure that that what you are saying you know holds holds true i agree with you that there was conversations around you know not liking the tk or what you know what is wrong about the tk8 uh but the numbers paint a different story uh the numbers paying attention a story of less than half said no almost half didn't say one way or the other and so now today those half they couldn't they couldn't say i i don't care what they had to say something and so maybe now they're showing right their cards are showing what how they feel and then uh mr ortega if i recall the original conversation when we were earlier in this process we weren't being asked to make a decision we were asked to evaluate the model and if there was a but we indicated the butt and this these percentages are just a count on the butts correct not this or that because we weren't asked at that point from what i recall unless i'm my memory is wrong you were you were asked but there was an out and the out was i'm fine either way okay and i will tell you gabriel i'm one of those that voted i'm fine either way and so now after listening to all the data after going back and talking to teachers who have watched um the reorganization committee meetings as well as parents you know i i made a decision then to to decide which side of the fence i was going to land on and i will tell you it's be k through eight and that is based on the fact that i think parents should have an option and i as an elementary teacher who has taught first grade and third grade for 30 years i think that there are children that need to have that option that they're not ready for the traditional model and so i i'm one of those i was one of those that didn't vote well i did but i said i could go either way and now you know being forced i made a choice and i think then again so far we've gone with what the majority want unless we need to have more discussion i'm going to i'm going to move forward to answer our tro's question and that is that the majority has said keep it in regard to the numbers as you were saying that we're reading the numbers um i i have expressed um that you know according to mine and i have compared it to another school and communicated the numbers aren't as accurate um and i'm just wondering has there have they been double triple checked on that because i do know of like a particular school that um they're utilizing every classroom and they're just about at capacity and their number is a little lower than the number being presented here and if this is supposed to minus six classrooms that school isn't is using every room except for a library and um so if we minus six classrooms from that particular school then they're that number is inaccurate that number is a couple of hundred off um so if we so i'm just you know and i only only say it because you're you're utilizing that these numbers these numbers so i'm just a little i just had to bring it up no thank you patricia for sure uh in this whole process um we we definitely we want to be right right we don't we don't want to we we don't want to stick to our guns when something is wrong and so yes we will be triple checking everything so we appreciate that um but i want to just bring us back that regardless of that right regardless of is it going to be ellenton is it going to be a middle school is it going to be add the two rooms back regardless of all of that we still have to decide like do we want a tk8 in this model um and again we have to get to those conversations and i promise you we are but we can't get to those conversations until we know what we're going to be conversating around and if we leave all of this on the table then it's going to take forever because there's there's just too many variables so um so meg has spoken she has said that she says hey we've been going with the majority the majority has spoken um i'm gonna allow some space to unmute yourself if there is any reason why you would disagree with that um just one thing uh ellington is the school with our lowest enrollment and so i'm wondering if our community really wants a tka or needs a tka and how many of those parents if we go to a tk6 model would we be losing i mean is there any any chance we could pull some of those uh seventh future seventh and eighth graders there and see if maybe we might be losing some maybe we wouldn't be losing some but it does seem to be the school with the lowest enrollment and so we have to consider does our community really want to it or not doesn't need a tk8 or not edna it's not the school with the lowest enrollment this projection is a projection of capacity but their current enrollment is even higher than that so because they're utilizing all of the clap more than the reserved classrooms i see okay that's why i think it's important that we don't attach whatever the kate decision is to a specific site because that's going to have to go back to the okay meg i was looking at the numbers yeah okay all right one more time um meg is saying hey the the group has spoken the majority let's move on the model will will include a tk8 again how who when where why that we'll we'll get to that conversation again just going to leave it open for space if there's uh anyone who who thinks differently i just want to uh make a comment um thank you meg for unmuting and and expressing your thoughts um i think because uh we haven't had that much discussion that's what i was wanting to hear like a reason so thank you thank you diana all right uh so hearing none uh we are going to move forward with the model three it will include a tk8 again where and how and should it be six rooms or five rooms or four rooms well we'll get to all those conversations um later so i'm going to leave it here again just for the purposes that this is we're going with a tk8 again we're not going to get hung up on on the school sites we will have that conversation we will have that conversation later so now we're gonna move on to our final uh conversation so i'm gonna scroll up just so it could be here uh at the top uh our final decision for for model 3 is if model 3 is going to include two high schools or if it is going to include one high school um i want to remind us all that this is only one model of two that this group is considering right i know we've been spending a lot of time on model three but don't forget we still have a model four right that is still that's still a player that's still up for contention that is still something that that that we are considering all we're trying to decide is what this model three looks like so uh since we have not spoken about um about the high schools um let me just even though it might be self-explanatory let me let me walk through it so here's azusa high school and glaston high school on a 24 and 825 here you will see their capacity which is 3768 you will see that next year the projected enrollment is 2030 uh which means that right now if we were to keep the two high schools they would be at 53.87 53.66 and 52.34 um use of the of the of the capacity um so if we were to go with two schools i'm sorry two high schools right this is it's easy this this is what it is right here if we were to move to one high school um and here i want to uh stop in and and kind of explain you'll see that it says new high school doesn't say azusa high school and it doesn't say gladstone high school and again this is only the first iteration and this team can can think differently and it could be a different outcome but here i do want to credit um this is not an original idea of this team uh there have been at least one teacher but multiple teachers uh who have been talking about this for a very long time and when they talk about it they say that it should be a new high school then i also want to tell you that i have been meeting with high school students and i have been telling them about this and i have been saying hey high school students do you know that adults are talking about possibly shutting down a high school high school students how do you feel about that what like what's your reaction to that um and there they they came up with this idea as well so the reason we have new high school here again only the initial thought here is if we went with one high school we are proposing that we'd actually would shut down azusa high school and we would shut down gladstone high school both schools would be shut down and instead we would build a new high school now build not in the sense of buildings and construction but build in the sense of a new name a new mascot new branding new identity so that no one feels as if they're they're expected to now all of a sudden be something else and we're not asking aztecs to become gladiators and we're not asking gladiators to become aztecs but we're asking them to combine and and come as one um and um and and that way everyone can rally around uh a specific pride a specific um identity um and again nobody feels as if uh like you know they have to go to somebody else's home or somebody else's uh place um so that that is why it says new high school again this is just a a an initial thought uh you will notice here though that this new high school is the high school in 1992 which is currently where azusa high school uh sits so so the property in this model would be azusa high school where the new high school would be located you will notice though that with the projected enrollment of 2030 it does push us up to 101.91 so there would there would possibly be kind of like we did at the new adult school if you do not know at the new adult school we took some buildings from mountain view elementary school and transported them over to the new adult school and so at 101.91 that would dictate to to us that we'd have to do something like that maybe move uh move a couple of uh portables uh to ensure uh enough space um but again 2030 is just a projection it could be lower than that uh could be higher than that our enrollment has been going down and so um in in in three years even if we did nothing in that in that building um we would now be under capacity granted only by one percent so it'd be super duper tight but it would be under one one capacity uh so again pretty simple in terms of understanding i know not simple in terms of decision making but the way it works is is is pretty straightforward two high schools if you keep them you are running half of their capacity one high school you would elevate to almost full capacity maybe even even necessitating a couple of bungalows um to the to the new site so again at this point in time i want to stop to see if there are any clarifying questions about how this how this works in this model are you also taking out classes um like you took out four for the middle schools and six for the that are we doing that as well with these um capacity you for that question miss fish questions about how this how this works in the assessment of capacity for both azusa high school and gladstone uh i believe that both of our high schools have rooms that are used for different functions and some rooms are clearly bigger than others and some rooms are massive amounts of storage right now and i know one of our rooms is an art room and you know how high school looks it's far different from just counting rooms uh how is the physical capacity of azusa high school like when we talk about capacity for students how is that computed given all those different variables that that are are at play in both of our sites so um thank you for that question mr fernandez so just to bring us all back to uh to kind of just reiterate we had a outside audit firm that audited our sites to tell us what those capacities of our schools are again this this is an independent no skin in the game they just want to get paid and do their job um latasha and i then went out and physically walked every single campus including the high school since we're talking about that right now um and we calibrated uh in in three ways um as we were walking i kept my own data natasha kept her own data we did not share data with each other as we were walking and then we had uh the outside consultant the outside firm when we were done done walking the campus then we would unveil all three data sets and if they all matched then we were on to the next on to the next uh site if they didn't match uh then we would have conversations about okay where are we where are we differing um and it's like wait a minute the consultant didn't catch this room oh yeah they did here it is let's count them again uh so we did we did uh go through not just the the the outside uh consultant auditor but again latasha and i walked every single campus to verify um what the consultant what the inspector or auditor had said and make sure that we either we either are in agreement or disagreement if there was disagreement latasha would reach out to the auditors and say hey help us understand this or where did you get this from or uh to make sure that that again we we had a clear understanding so it was a process um that we went through to get to these numbers um did the process include the information regard i know it's more of a programmatic implication but again it is a program that uses space are our our collaborations with outside organizations such as citrus college and such as the well-being center partnership that we have with l.a county because they do use physical space on our campus that might reduce it was that part of your audit yeah and like you said the high school has all shapes and colors and sizes and so there were some some rooms that were clearly not going to be able to be classrooms and so we just said okay that's that's not going to be a classroom so we're not counting this one right here um so so yeah we try to take everything into into consideration thank you yes absolutely other questions about how this works i have a quick question um i know at each of the high schools azusa has the the bi classes and azusa has the early college program and and both class you know both campuses offer such amazing programs for all of their students how would that affect and i don't even know if that's even part of this i mean it should be how would all of those combined do we keep both do we pick and choose and i mean it's such a huge heavy it would be nice to have you know my daughters in band it would be nice to have a full band so there's not just four flute players and so i can see the possibilities but then also i just think about the programs and how meshing all that together how would that affect um combining into one high school just if just curiosity yeah so so the way it would work right now is again we're getting a little bit ahead of ourselves but i mean that's that's fine um and i appreciate your comments about it'd be nice to have a full band um i i think you can take out the word band and and put a lot of a lot of nouns there um so i appreciate your comment but um yes the idea what right now would be to to continue to offer lots of options to our kids uh but uh but if to your point because this is your question if it's about going to a new high school it would be on one campus uh versus right now uh we they have to be separated out over two campuses thank you absolutely any other clarifying questions are we going to be able to discuss the phasing out of the high schools as well um because we're talking about like transitioning over so like for instance allowing those freshmen to graduate from the closing high school so they're not transitioning to the new one so it would i think it would add like an extra year instead of three years we'd be at four is that's on the table for discussion as well yeah that i mean that that again we're getting a little bit ahead of ourselves but yes i mean those are those are conversations and recommendations again i just want to bring us back that we had a five-year plan um right we we as a team collectively uh change that to a three-year plan but anything is possible when we're dreaming and ideating and you know and making recommendations and again to your to your point um yes hey board of education just kidding we want three years in this component but for this component we would like to honor blah blah blah for four years uh and again right all we're doing is recommending right our best thoughts and our best ideas but those decisions have to be made at the board level sorry and just to that point when we voted it said transition time we had three choices and the choice was possibly three years so it says i would like the transition plan but it needs to be shorter possible three years so i think even really select three i know that that was presented at a board meeting but i mean personally especially for high school i was thinking a four year plan a thousand percent this is malleable and again we can always go back with you know further recommendations questions about how to high schools versus one high school all right i'm seeing none i want to [Music] go ahead and we're gonna move into polling again the poll is regarding model three should it include one high school or should include two high schools lika is that closed because that the final yes sorry i was talking to myself on you uh yes it's the final all right thank you um all right well um based on our previous conversation earlier i'm going to make the assumption that model 3 will contain one high school so now let me recap model three really really quick so when we come to you now we start having now these more robust conversations we have model four which is two seven twelves and tk sixes and we have model three now which is a tk six tk8 middle school one middle school one high school model um so that um that is that this is now our jump off point uh to start to get more granular um in in what we do um a point out and then the the the surprise poll um that has nothing to do with um with models uh so number one um i do want to point out uh if you look here on m uh sorry l m and n on the in these columns um actually i didn't change it on this one i changed it on this one only um so let me let me copy and paste because we're not doing that one right now um yesterday the board of education received an update regarding the school reorganization uh so we updated them on what had happened last wednesday right and we told them that um this team had decided that model 3 was going to be tk 6 and we told them that this team had decided it was gonna be one middle school and we told them that but we're still not done we have these decisions to be made and you know we started conversating and started talking about that um the conversation started and questions started to happen to say hey it's april 21 well yesterday was april 20th it's april 20th um when when is the board going to receive recommendation from this team and i unfortunately told him that i did not know the answer to that question um i said i do not know i this is a dynamic team tomorrow we have some decisions to make and we have one more meeting on the calendar can magic and the stars align and everything gets done uh next week that's a possibility uh but now we're talking about not trying to pick between models now we're talking more robust conversations and so i don't know how realistic it is that in one meeting um not only are we going to decide like sites and how this would work but actually decide or is it model 3 or is it model four um and i said and right now we only have one meeting uh in in in the calendar so we we probably are gonna have to add additional meetings and so to answer the question i said i do not know the concern from the board and i think it is it is a proper concern um is that we are pushing up against the end of the year and so the the question of the conversation was around um is it is it right to to not be able to share this decision with families and the community and students and staff as they are preparing to end their school year go to summer and like is that is that okay like and so the conversation started started around the uncomfortableness or just not maybe not the uncomfortableness but the trying to do the right thing and not surprise people and not you know hit them with the decision at the very very last minute and so um i appreciate that um that sentiment from the board and um again i think that with the community in mind uh with staff in mind and with this team in mind to not try to rush this and to not try to add you know 14 more meetings monday tuesday wednesday thursday uh every single day to try and get a decision uh the board uh directed uh that we continue this process we don't slow down but that we don't implement until 22 23 because it's not fair to the community it's not fair to our staff uh to to be waiting and waiting and waiting and then not knowing when this decision is going to be made um and so i just wanted to let you know that um that our work continues we're not pressing pause we're not letting go of the gas we have a lot of work to do um but it does give us some buffer and some planning time to get ready for that so just want to let you know that um okay here's what here's the the last thing that we want to throw out to this team for consideration because we do not know the answer and when we don't know the answer we turn to you all uh to help us with this this is kind of a chicken and chicken or or the egg kind of decision so now we have two models we have a model 3 and we have a model 4. we owe you pieces now support staff budgetary impacts uh drawbacks benefits programs right and so now now we have clarity so as a staff we can start rolling up our streams and say okay now we can get granular and detailed and really start start building that out that's on one hand on the other hand we have these conversations about the schools and what is the best course of action is it ellington is it hodge is it dalton is it paramount it's a valley deal is it slauson is a center right all these conversations around uh location and capacity and you know what makes the most sense and there's a lot of that as well what we're struggling with is what comes first does does it is it more beneficial for for us to take what you see on the screen and do the things that we need to do support staff program drawbacks benefits uh budget and invest all of that time and say okay this is how this model would work but then we're going to have a conversation about schools and all that's going to be possibly moved around and now we got to go back to the drawing board for budgetary impact program drawbacks potentials staffing or does it make more sense to you to have let's have instead first let's have a conversation about the schools and the locations first and then once that settles in then we come with these other pieces uh for for consideration um so we come to you um to to help us what what you think is our are the best next steps uh because again we kind of tossed it back and forth and when we got stuck we just said let's just bring it to the team they're smarter than us anyways and so we can hear from them and they can kind of provide some clarity on that so what i want to do is i want to take some time to allow for you to unmute yourself and maybe react uh to that question i have a clarifying question not a reaction um when we took the survey before when we were talking about one high school two high school and this was in the beginning when we were doing the survey that you sent us you know through the email and it was you know t k through eight not t k through eight you know i don't care whatever i can live either way that's a nicer way to say it um we didn't assign it to model three or model four and if i remember correctly in model four we didn't apply the tk tk38 option but we weren't given that choice so because we said yes to the tk-8 option period are you going to add that to the model 4 now because we didn't discuss that prior to this when looking at the model 4 because you said we were going to deal with that issue when we got over here i'm just bringing it up because it's going to come up at some point when we go back to the model 4 which i'm not trying to do a squirrel moment but it is going to throw a wrench in the in the flow of your final decision sure uh so to answer your question no that was not in my radar to uh stick a a a k8 or tk8 into the model 4 that was not in our radar to to think about um again just again we're a team and we can we can dream and do anything we want to um so it's on the original it's on the original model 4 proposal though like patty was saying before you know we looked at the model three it was five elementaries uh one tk through eight you know two middle schools two high schools okay we voted on the one middle school you know and but when we voted tk through eight we didn't assign it to one or the other it was just asked in a general way and so that's why i'm nothing because i just looked back at the original and there was a tk38 in model 4.

it has been unchallenged for 34 years [Music] and to explain why moving forward i will remain seated during this unnecessary board agenda i do this as a direct and indirect confirmation to every member of this community and to every single person that [Applause] governing member of this board i will be seated in solidarity as a reminder that we are a public school board that serves as a diverse couple this is not a private board that certain private ideologies [Laughter] by making additional patriotic exercises agenda items in the lord's border business i am truly thankful that this is the united states of america and not a fascist country i am thankful that this is a usa and not a communist or a socialist nation where something like mandated patriotic exercises might be okay to require public board members something important to know is that since this inception the flag salute or pledged by the legion has one of the most controversial patriotic exercises this nation has known by placing the pledge of allegiance or any other patriotic exercise award agenda we send a direct and indirect [Laughter] to wrap things up including the pledge of allegiance and our board of judges is not only unnecessary to an unrelated to board business it also functions to highlight and exclude those individuals who do not participate in the pledge under the agenda for religious political social or personal reasons for perpetuating and further thank you by performing additional patriotic or other exercises swearing and confirming to protect the constitution is the only patriotic exercise that is relevant to this board and so so that's the statement that i would like to make on record and i would like those who may have been timid or concerned to know that they don't have to say if you don't say the pledge of allegiance for religious political or social or personal reasons you're welcome here on this board and here in this history this board and this industry belongs to you the public all the public and i sit with you in solidarity because in this nation we still have the freedom of choice and the freedom of speech thanks to the sacrifices of the men that came before us and i will be submitting my statement i do have a point of correction in 1910 it's stated here on the center joint unified school district website is when they started saying apply to allegiance yeah i would also like to point out that it wasn't in 1986 they may have written that particular policy in 1986 but the base commander commissioned spinelli elementary you can't tell me that the base commander was involved with spinelli and they didn't say the flag salute that just wouldn't happen spinelli deadly and all the rest of them it's they were so involved and so connected with the mcclellan air force base that they had to have been involved with in the order of business and what i discovered was that it was adopted as an appointment order of business and on december 2nd in 1987.

and and i voted thinking that it was going to be applied to both models because it was originally in the layout of both models so this doesn't have to be decided right this second but i want to bring it up because i don't want it to fall through the cracks if that was anybody else's assumption other than mine meg mask a clarifying question are you saying that when you voted it was not assigned to a model no because you had told us originally when when we brought this up with model that we would be dealing with these kinds of decisions later meaning one high school two high schools you know one middle school two middle schools tk through eight or not three years or four year cycle and so i figured that we were going to apply that decision of yes keep a tk38 or not to to both models so i just now i'm talking about just now do you understand just right now i thought you said the previous uh survey no i'm just saying when we took this survey okay it wasn't assigned necessarily and in the beginning when you gave us the models the very beginning when you presented them model 4 included a tk through 8 option and you said we would when i brought that up when we were talking about the model 4 you said that when we get to all the variables that we're going to make decisions on that's when we'll decide so i'm just wondering if that needs to be a vote or a discussion for model 4 also and i am one person on a committee of 33 people and if it's just me and i'm the only one tell me where to go it's okay uh because i am the minority but i i just want to bring it up so it doesn't i'm just i'm just thinking i'm just thinking i'm just seeking clarity um that that's all i'm trying to do so when we surveyed the email the question around the tka was specifically assigned to model three so the the the the email survey said model three okay um that's number one number two i wanna make sure i understand what you that's your second point um are you saying that right now today on 421 when the question was put out or the poll was put out should we have a tk8 or should we not have a tk8 um are you saying that that that was just for any model yes i'm saying that was my understanding okay today but that's because it was my understanding originally that when i asked the question about model 4 and the response was we're going to be making those decisions and those decisions were all inclusive of those but you know what i mean this but that that that we were going to go back and either apply pk38 to model 4 or not depending on what that decision was by the group so i just and i don't i don't want to belabor the process i just and maybe we need to discuss this next time or when we go back to model four maybe you want people to vote again or not but it was originally part of the proposed model okay so really really quick um and again i i'm a thousand percent if that's the way it happened then again we're a whole team here and that's fine but i just wanna um i was under the impression that we were talking specifically about model three we have been focusing on model three we were showing model three and we said hey model fours over here it's simple these are the four decisions that we have to make around model three number one is a tk5 or a tk6 number two is that one middle score or two middle schools number three um is it tk8 or no tk number four is at one high school or two high schools uh so i apologize if um um if that if if i'm goofed there in the communication well okay so i'm just gonna ask them are we gonna go back and and and do that with model 4 then when it comes to the tk through 8 yes or no decision because we didn't deal with it at that point and again if nobody else is going to speak up or cares about it i'm one person so no i i understand what you're saying meg and i you're correct because i'm looking at a sample of model four it says five transitional tk5 sites one tk8 side and two 612 for model 4 and i think what from wrong meg you can correct me is that we've been working our way to a discussion and then because we voted on four with three that we were going to kind of pick and all that stuff and to have a discussion of kind of working both into a a model if i'm if i'm correct you can correct me meg and well no that's my understanding but i i again i really thought yes i i thought that when we got to model four we were going to decide keep a teacher weight or not have a tk38 and so my understanding was from what you had said was that okay we're going to make those decisions later so i guess my assumption is just an inference that when we voted it it was going to apply to both and so that's my own inference and i could be i'm wrong maybe i'm just wrong if nobody else says so but i still think we need to like weigh that option for model four only because we didn't and it was originally on the model and if we were really only voting for our tk308 and model 3 then we haven't addressed it in model 4.

i think we can all agree that um everyone has the right to either do the pledge or not do the pledge uh i definitely feel a little bit offended that people would think that we're telling them uh you either do the pledge of allegiance or you're not part of absolutely this district um i also feel as though i don't know it's never true i i fully understand that people do not want to say the pledge and why and i respect that so as what i will do as as for president for the future is i will make it very very clear that you may participate if you choose i will say that every single time but absolutely i 100 agree with you that everybody in this district is welcome here all beliefs all races all ethnicities all everybody you're all welcome and part of this community and we are an inclusive district period we are an inclusive district we have been and we always will be and this board is all in favor of being inclusive and addressing any disproportionate outcomes racism we need to get down to business and just stop talking about it and get down to business and do the work that we know needs to be done because there is some work to be done and we are grateful that people are pointing that that you dr lee have pointed that out that that is something that needs to be addressed i i can't say i'm grateful to myself but i also have pointed out that we need to address these things um diversity is not just the topic of the day it is topic of our future and we need to get it taken care of so the flag salute i understand some people don't want to say it they feel that they shouldn't have to and they don't have to and there is absolutely zero judgment from me or anyone else on whether you do or do not say the pledge okay i just want to offer my view on this first of all dr lee thank you for sharing your perspective on this i agree that you know to be a member of the board you have to swear to uphold the constitution and that is the only swearing that you're required to do and i if we are somehow sending the message that it is required that's completely unintentional other board members have mentioned family members in the military i have a son who's an active duty marine serving right now but honestly when i say the pledge of allegiance for me it's not about him it's not about the military in any way shape or form as you said we have you know we're here to serve the public and for me personally and this is only speaking for my personal viewpoint on this when i'm saying the pleasure to believe this to the flag that's the reminder to myself that i am here to serve the public i am here to act in their best interest so for me i like it as a reminder um but you know if other people don't want to say you any other board members any future board members anybody that's in the room that's fine if patriotism is forced it's not through patriotism so we absolutely should not require but i think having it on the agenda to offer it for those who choose to participate i personally don't have a problem okay mr bruno just so you understand the only reason i connected it to the military is because it is such a big issue with the military and you know it's the connection it it means different things to different people and i don't view them okay i have several this one does not have a name this is in regards to the request that the board discussed removing the pledge of allegiance from future board meeting agendas i am against removing the pledge of allegiance this is america you have the right to refuse to not say the pledge you do not have the right to take rights away from individuals that choose to say the pledge removing such a foundation of positive words spoken together in the country has got us this far with all the blessings god has given this country why would that even be a suggestion we all know the united states has much work to do on righting the wrongs of injustices upon individual groups of people what problems would this removal solve what offense has this pledge caused i re remember reciting this in elementary school it was almost like an introduction to speech not knowing what the words meant but feeling proud and confident to speak on it it provided unity and hope and positivity now in adulthood we need positivity hope and unity more than ever so does that mean we don't want the flag displayed as well what next sounds like you need to move to another country the next one is from angela it says i would not like the pledge of allegiance removed from the board meetings if a person does not want the pledge then they have the choice of not pledging but for those of us who want to pledge we will not have the option to pledge at the meeting if the pledge is taken away because of the few that don't want the pledge then you are infringing on the rights of those who want to pledge next is from angelina hughes good evening c-u-g-a-c-j usd trustees and superintendent i'm surprised to see that there is consideration to eliminate reciting the pledge of allegiance at the beginning of every meeting on this week's school board agenda never in the past 13 years of attending school board meetings has this issue ever been brought up as elected officials of our district and as americans i strongly urge you to keep the pledge of allegiance on the agenda for school board meetings reciting the pledge is not a compulsion but a mark of patriotism to the country it is an action that symbolizes one's feeling that as an american one is proud to be part of this country it is a proclamation stating that we all as americans are unified standing together as one nation and working together for the benefit and rectification of the injustices of the country as a whole reciting the pledge of allegiance also shows our shows respect to our flag and military heroes who have served and are currently serving to protect our country and our freedom the freedom that gives people the right to protest against reciting the pledge it reminds us that we must all work towards the vision of the country that the pledge of allegiance aspires to indivisible with liberty and justice for all it is unfortunate that there is so much debate and division over the pledge of allegiance for getting the larger objective of standing together in unity as a nation the controversies will go on and each american has the freedom to choose to recite the pledge or not however one should not believe they have the right to take away the rights of others to recite the pledge of allegiance at board meetings because of their own political issues many government meetings begin with reciting the pledge i find it disturbing that this is even on the agenda when there are other important issues regarding our students and schools that our school board should be focusing on next is from brina joe i have two issues with the pledge of allegiance one it references god when we are supposed to be supporting a separation of church and state second you have the option to not say it but it's opt out not opt in it does not inspire pride when it's a mandatory part of a meetings or school next oh there is my name listed and it says dr lee i just lost respect for you you just spent your time putting down others ideas while saying that you are there to support all all means all and this one is says concerned community member i was a student at center high school chs in the year mentioned 1987 and have lived in the district since the 1970s i have voted in every election since the late 1980s including board elections i have always stood for the pledge of allegiance and always will if one does not wish to stand it is his or her right however i am disappointed and even offended that this is even up for discussion when there are so many more educational issues that need attention you dr lee will be standing in solidarity alone and that is all i have [Music] she said you said something no okay do we have a motion to approve yes there is no motion on the table to just to we just did put on if there was an opportunity that someone to make a motion that could be entertained if there is no motion correct if we don't yeah we have a motion to approve i would like to make a motion that we keep the pledge of allegiance as part of the agenda that way regardless of the history of how it got there we're saying as of this date we're putting it on the agenda i'm sorry so he's moving to keep it on the i'm saying i'm making a motion to keep it on the agenda so that way regardless of how it got here in the beginning regardless of what the motivations were at that time we're making the active choice to have a part of the agenda as of today he was pointing out that it's it was a business item but it was not left it was not uh outlined exactly what the motion would be which is left open to our ability to to bring emotion forward or not or not are there any other motions that you want so can you do you can change it that way there is no emotion yeah mr mr bruno just made the motion that he would affirm the uh keeping of the flag salute on the agenda going forward so that's that's the only well we already have a motion and a second okay seconded it but also at this point we have to leave it open for any other motions that might want to be brought forward a hearing none do we have any discussion on this motion i just want to say that my goal with this motion is to erase any negative history that may be associated with it and start fresh i regret that [Music] with all members of our community and those who elected me uh to do exactly what i'm hired to do thank you i respect that that's your choice as to why any other discussion let's call for the vote all right mr greenham aye mrs pope aye this is anderson aye dr lee no name the chair votes i 4-1 so the pledge of allegiance will remain on the agenda item 15 c resolution or statement regarding condemning the rise in anti-asian and pacific islander racial violence was requested that the board consider and discuss developing a resolution or statement to condemn you condemn the rise in anti-asian and pacific islander violence the board can provide direction to staff to develop a resolution or statement regarding the topic so it's my understanding that we do not necessarily need to make a motion we can make a motion we can divide wait and make a resolution or we could just provide directions so we really have policies that deal with this yeah do we have a motion to bring this to the floor for discussion i'm going to bring it to the floor for discussion thank you dr lee in a second i'll second it yeah i'll second it for discussion absolutely and then mrs anderson if you had some comments yeah we've already got policies to deal with this for if we start tearing apart and dealing with one by one we're just going to have resolutions and policies all over the place for every individual and it's just going to take up more and more space and time um it's coming from the grandmother of a child that's half agent so nobody can claim i'm discriminating there we have policies that deal with hate crimes and hate language and all of those issues i don't think we need to single out any one group i think it applies to all of the groups and i think we need to keep it that way instead of putting one group over the next group otherwise we're gonna end up with a whole line of people out the door saying my group's more important than your group if we just address them all at once i understand that mrs anderson i'm going to surprise you here by taking an opposing view on that and i feel like these are unusual circumstances that we are experiencing right now they're not the usual anti-you know hate policies that we have it's not part of that i mean i understand that we have a blanket policy that that condemns all all racism and acts like this but we are in a very unusual circumstance right now where this particular demographic is is they're being murdered attacked robbed i mean it is just it's outrageous what's happening to them and although i understand not wanting to like open the door to every you know tom dick and harry that wants to put in for their group i get that but i really feel like these are extenuating circumstances and it cannot hurt for us as a board to say that we can do this or that of course we can human we would like you know something to go out to the to the community from the school district saying that you know we continue this behavior and pointing them to our board policy pointing them to our disciplinary policy and just saying this will not be tolerated absolutely we can do it but i also condemn them for you know beating up the kid that's gay and for i understand that for all the other assaults that take place this is this is like unprecedented unprecedented levels of hatred directed i think it's a silence people because of something that that the president you know has decided to drill into people's heads that you know it's the china virus everybody with who's asian is you know is somehow our enemy and so there's people out there just doing crazy things to americans who happen to be of asian descent you know i'm norwegian [Music] you know the all the nordic crusades i mean it's it's outrageous what's happening right now and i don't think there's a problem with pointing out that we condemn it and and pointing people to that to that fault to those policies that we have but i mean i i i i find whichever way the board decides but that's my personal view on this particular one yeah i'm sorry and i did share um that across our district 56 percent of our asian students and 57 other centers where filipino students have offered for distance learning i encourage us to think about why is that what is telling us um at our high school we have 70 percent of our aj students opting for business learning along with 63 of our filipino students for business and learning uh there is a goal um anti-asian and pacific islander uh violence and um racism happening here in our country um since 2020 when the covenant again if and those are the ones that were reported of asian americans and pacific islanders being verbally and physically attacked and shunned during this to pretend that this is just like everything else is misguided and i think that you know making a statement to condemn the right asian pacific violence and to state what we as a district are doing to make sure that our asian americans and pacific oceans our students feel comfortable and feel welcomed uh is super important at this time it's something that is and i think the condemnation of that is something that is very appropriate and saying what we're doing to make sure our students feel comfortable to be in person learning is critical how many of those kids a line of correction for um the minutes please carol those the data that dr lee just um stated regarding our school district that was her assumption of why they didn't attend in person class it's not the assumption of the board or the district [Music] there's something going on there and uh there's something happening and if you take that back in the context of the political and social situation that we're experiencing here in our nation there might be some connections there that's all i was really pointing out so i don't believe that the direction to the minutes is necessary i would like those corrections to the minutes because i still think she's assuming and making the assumption to the public so one more thing on those statistics is that we do have about 50 of our students who are remote learning overall so for for there to be 50 of the asian that's right in keeping with the overall percentage however opting for distance learning at this time [Laughter] typically do have higher statistics that are [Music] to assume personality traits based off ethnicity i mean there could be a number of different reasons i understand what you're saying dr lee that that definitely could be one of the contributing factors that they do not feel safe in general coming out into public or coming back to school and so i i mean i would i would just think that as our safe school survey showed that we do a safe school survey every year what does it show that's good that's a good question i i don't have evidence of that i don't have evidence of that from the safe school survey but i i still just don't think it would hurt to point to our policies and and just remind people that that sort of behavior is not tolerated but that's my opinion um board policy number four zero four one zero one zero four one one does talk about non-discrimination and it includes in that piece that there is the uniform complaint procedure the uniform complete procedure is in with our ed tub that is given to parents at the beginning of each year describing how to handle this situation if need be let's give as a every year parent's kids don't see those resolutions and policies they go nowhere nobody else sees them parents don't see them so it doesn't mean anything my view on this is simply condemning the violence which i think we all do um to me that that does not just simply say we condemn this violence um that that's kind of in my view patting ourselves on the back yeah um and not taking a a step to actually accomplish anything and my concern about doing that is we condemn this and then if something else comes up and we don't condemn that then it becomes condominium however if we take the step to actually do something such as if if it becomes send out something reminding uh parents hey this is we're seeing a rise in uh anti-asian violence we want to remind you of what steps are available if you are a victim of this that that's actually accomplishing something yeah but i think some simple condemnation in and of itself is hotline yeah and that's exactly what um mr lear and i had talked about steve exactly that is that it would be silly to say yeah we condemn it and but if we could back it up with some sort of action that helps you know promote that view or to help other people then that makes more sense which is why i was saying you know the gave direction to send something out and it whether it just being the weekly report saying hey you know please please remember that we have policies in place that condone this behavior our hearts go out to maybe the victims of the latest shooting um here are the policies here's the process and i do understand that now that it goes out every year so i'm you know i'm i'm either way on this one if someone wants to i wow because i mean there's nothing negative about condemning the violence okay so do we have any motion for action on this item [Music] uh our members of our community to our policies and processes for reporting and addressing this i'll find a clarification a statement of via the superintendent did you want a statement via board president what was your thought on that mr dr lee i think it says here it could be the staff developing a resolution or statement um and possibly the uh from what uh bruno mentioned um that also possibly involved you know so if i'm hearing correctly you're motioning to have either or president or superintendent later said a statement of reiterating the policies procedures and maybe also referencing the head code that's given at the beginning of the year is that correct right can i make a friendly amendment that we asked with julia to just send it out in one of his usual communications i would and if you guys are okay i'm happy but i would i would rather buy you as the president just for input and then just as another set of eyes and then i'll second the motion can we quantify the motion please so the motion is that the superintendent in in by means of a regular communication would send out uh information condemning the recent rise in asian pacific asian and whatever that aaibo acronym is um uh violence and directing them to our policies and processes for um if anyone should feel victimized by that hate as well price as well as that code yes that's policies and codes and processes and just when you're referencing head code you're the annual notifications okay that goes out over here okay and we can remind them and fpm actually asks us to remind people about the policies all the time so too okay so we have a motion and a second ending for the discussion dr lee hi mr bruno hi this is colt hi this is anderson hi and the chair both side thank you okay we're moving along checking along here so item 15d safe firearm storage awareness the board will discuss the request for moms demand action regarding a possible resolution and or notification to families regarding responsible storing the firearms in homes and this is essentially the same process that we did for item c this is open for discussion if we bring it to the florida for discussion and it's open for anyone to make a if they don't choose where did this come from scott so we we had an application before we discussed this can we have a motion to bring it to the floor i'm not going to bring you to the floor thank you mrs pope the second all second mr bruno go ahead sorry yeah so an advocacy group had approached us uh over the last three or four months as it relates to securing firearms uh to basically lay out the statistics of unsecured firearms have been one of the leading causes for teen suicides and then or methods and then also for you know kids playing with guns so they reached out and asked they provided a resolution one of the things i might suggest is to take a a page out of trustee bruno's would be a resolution is one thing but perhaps we can make sure that something of this nature gets included in our annual notifications i also think it'd be pertinent in our safety plan um that that would also be things that we are doing it's a tough one because we don't really we're asking parents to do this at home and i don't want to put on the kids to bring that message home so we can certainly make people aware and educate uh but again i default back to if we do a resolution i'd rather see some form of action and and then at least it's out there but what we're not doing is hitting in the debate of firearms that what this request is talking about is that if you have them can remember to please properly secure them and keep them out of the hands of are these moms in our district or is this just some organization somewhere i'm assuming it's a it's a statewide or probably national like i know it's statewide i mean they included some pretty uh compelling statistics that could be included in any sort of communication that went out and something important to know our superintendent uh state superintendent of education uh the honorable tony thurman did also send out communication to all superintendents um [Laughter] to send out a notification letter just you know informing families about you know the importance of securing our firearms well and and one thing that you said mr lure about that you know it's kind of awkward to send this information home with children to relate to their parents however we educate the kids all the time on things that affect and are are referred to their parents whether it be you know drugs or cigarette smoking or fire safety or any any of the number of the things that we teach the children it's really directed towards their entire family and they are always tasked with bringing it home and sharing that information with their families so i see no problem with uh not necessarily tasking them with that but but that they'll naturally learn from from what we ever whatever we send them or tell them and they'll also teach and i don't think that's a bad thing you know with the rise in suicide with high school-aged kids junior high kids even i could almost see a mail out to the teenage parents you know or parents of teenagers is what i mean saying be careful when we realized that there have been teenagers that have done this recently and we want you to be careful that your originators don't fall victim to something like that well and just another reminder that it's not just teenagers that the demographic that has the largest rising number of or percentage of uh suicides is nine-year-olds yeah that's true nine-year-olds have the highest growth in suicides it's scary huh it's insane i'd like to make a more increased the board meeting past nine o'clock i extend the meeting past 9 pm thank you [Music] uh do we need a vote or discussion you need to go with dr lee can i have my question answered do you know what it cost us i think we need to vote on this yeah oh okay all right then mrs sanderson hi this is we will extend the meeting past 9 p.m we're nearly finished so miss anderson answer your question we don't typically do electronic mailing so it's typically pretty cheap um we you know to do a regular mailing it's not that that's going to paper but i think we get more response from people through electronic but i would also i think sometimes when people get a piece of paper it does have a little more impact i know when i see something from my kids school in paper i actually open and read it or email i may not read as well so we can go either but you actually know what can come through okay do we have any further discussion and if not do we have a motion that anyone would like to put forward uh before we do a motion we should check for public comments public comments no public comments thank you for keeping reminding me that does anyone have a motion to bring forward i would like to offer an amendment to that and also um possibly you know i would also like to amend the uh student handbook in high school to include a notification about safety so that going forward it's continually being put out there and i would also like to offer a couple of amendments one would be that it would be in the same school plans and um two that we um look for opportunities for uh assembly trainings assemblies that are around uh gun safety um maybe we should because this is happening we're getting so many amendments and stuff maybe we should include this with the special meeting so we have time to think about it and just that's what we wanted it yeah i mean and with that it i'm going to be honest i'm some of the assemblies and stuff might be challenging if you drive i mean i would withdraw my friendly uh vote my friendly amendment um partially i do want to see that we put it in the safe school plans yes so i have safe school plans send out a notice safe school plans high school manual a handbook thank you and also um code regulations annual notifications yep okay okay so doctor lee about this initially your uh your motion so are you okay with all the amendments uh yes [Music] hi mrs cole hi mr bruno hi and the chair both side all right that was item 15 d item 15 e facilities and operations approved the construction services agreement with clark sullivan construction for lease lease back pre-construction and construction services for the rex fortune elementary school construction project would you like an explanation or would you like to just approve it we prove it's fine we're ready okay if you guys are good with it basically there's three parts it's the lease it's the construction improvements and then it's the lease back so we lease it to the contractor the contractor makes improvements and then they sublease it back to us so those are the three parts of what you would be approving tonight and then within the construction portion that the contractor does there's two parts it's a pre-construction agreement which is actually part of what you're approving is sixty-four thousand dollars for the contractor to work with the architect and the other consultants that we work with to create a better document a better architect plan which will have less change orders and then later we'll bring this construction services agreement back to you after we've determined the total price of the of the building the school that's the greatest maximum price the gmp will bring the gmp back to you and then you we will amend this what you're approving tonight to include the construction portion of the project craig you're going to leave without the school you can be built how can you do this stuff it's hard go ahead emotion i'm telling rex public comments no we're emotional oh i apologize and vote uh dr lee just to bring it to close discussion motion yeah we need to vote to bring it to the floor dr lee hi hi mrs anderson you don't need to vote to bring in support oh okay that was deceived by that you don't know okay so do we have discussions sorry i thought we had to have a vote why yes you have it's my question general consent okay we have no discussion we need to vote do we have any public comments none okay address that so uh please need a motion to approve what should you agree and a second all right general dude all right uh nope we have to do a role called vote dr lee hi mrs pope hi all right dance planning uh future meeting dates board workshop saturday may 15th right at 9 00 a.m in the conference room five at 8408 watt avenue and look california 95843 and or virtual that is open to the public it is a workshop on um basically board or teamwork setting protocols and setting our processes and procedures and how we communicate um then on wednesday may 19th we have our regular meeting at 6 pm riles middle school here in this room 503 and we're adding a meeting and the suggested agenda items we will come to but first we need to decide if we're going to have a special no before we get to that big wrong topic i do have a clarification can you please refresh my memory if we actually voted on the name rex fortune elementary school for sierra vista oh we did yesterday that was a few years ago yes we definitely did just wanted to come for i i very clearly recall that we've already and we've already changed it with the cds so the question was is there interest in convening a special meeting to address the one topic of combining the blue and gold tracks at center high school i would suggest if we do it sooner than later we would need 24 hours notice to agendas to properly agendas for the special meeting and it would only be i mean i just feel like if we're going to have a meeting to discuss it we need to do it now right away because otherwise it's pointless there's only five weeks left of school either do it now or don't do it i i would like to know um superintendent you had indicated earlier that they were going to check with the department of health uh to see if um these changes would require a new consideration and approval of our um safety plan because if it does that takes time and by the time that all happens this school year has ended and what is the point of us having a special meaning to discuss something if the timeline for um getting enough approved is the deciding factor it goes beyond sure so two points on that one is i would i would recommend we i would plan to call sac county tomorrow to see what that step would be and i want to go back and double check but i know originally they had to approve it because we were in the purple tier i believe in the red tier but i don't want to to say either way we could check that in the morning if for some reason we checked with sac county and they're like no it's going to take three weeks to approve it then i would come back to you guys to say no go shudder you know shut the topic down so we could tentatively schedule a date for yes and i would advise that stay like monday night this coming week yes tentatively yeah um and isn't there something going on next wednesday so wednesday night is and i might make these up purple record and then one is top 10 is on wednesday and friday is purple corn so you could um yeah so i mean any day's open for especially you can do any day of the week you can do a different time of the day you don't have to do six o'clock you know i mean we just need to properly agenda let me ask the board this does the lord want to actually have a special meeting or should we do this doctor lee suggested and have the school just decide the factor since it could be a local school decision third option and just say leave it as it is right the the uh option two i would i am hesitant because of even the csp that dr lee pointed out i do want to make sure you know we would do that anyway but i think based on the the comment that we've all received i think it is an item of public interest and i think it based on you guys you really are interested in hearing what the public has to say about this so let's let's take their input and then you guys can wrestle with it how about friday if you're going to call them tomorrow and you can get a solution by our answer by tomorrow afternoon or week friday all right as long as i can yeah because i can post we can post it tomorrow yeah we can do friday and then if we move if not do it on monday or we could cancel it if it's a to dr lee's point if it's a three week process last time it was a week um so but again that was purple tear related and then plus it's already been approved so we just need to we just need to hear from them which mr grimes and i are making eye contact right now that yeah the only caveat i have with that is sometimes it takes them up to two mr graham's i don't think dr lake can hear you i think you're here okay sometimes it takes more than 24 hours for them to get back to me even with contact tracing because they're so swamped with things going on so if scott reaches out to them tomorrow morning um right we we have contacts for the regular process so we'll even if we have to email dr casiria we'll do that i mean that's a big point she's really good to understand yeah she just i know how busy and swamped they are so sometimes there's no delay but if scott can get through them friday would work if it you can get the information by them okay so tentatively we will have a meeting this friday evening if all goes well and we're able to get the green light from public health or at least find out that the process is short enough that it would make sense and if that doesn't work then if we can't get a response by then we'll have a back update of monday whatever that date is april something thank you 26 26 sorry i'm visualizing in my head so just for my clarity what we're doing is trying to schedule one for this friday friday and do we have a time so i have to work so i mean i can i can do six yeah six for sure i i could do a little earlier than six if things grow earlier so i said earlier than six can be tricky okay six it is it doesn't have to be a long day and then we would do the same on monday it'd be six o'clock if not but i'll find out okay sounds good so we're on the show right and so i guess i just need some verification from superintendent larry that we're getting from um correct if the response is you're good go for it then we would have special meeting if they're like no we want to reevaluate it it could take up to a week then i would give that information to you to uh president kelly and then we could reach out to you i mean once a week then we could still have the meeting and hear the discussion but if it's two three weeks that there's no it's just sorry i if there's no point in that district of this or here i haven't got that far i will let you know that we would not be exceeding any of the requirements in there so i can't see it taking a long time for them to scrutinize the plan but i think that's a good backup plan if that was to be the case you could you also still have the option we could all do it virtual um we could zoom in i mean i mean we can decide that later right well just before we yeah we need to decide now so it's either going to be posted as here or it would be a virtual um [Music] you're see the computers are getting tired now too he's trying to troubleshoot it as we speak okay so um we'll come back to your comment if you get your sound working let's move on to suggested agenda items did we lose you since we passed oh no five we just left in the meeting and you got a loser out there yep so i think so friday at six if not we push it out to another date correct okay thank you all right um suggested agenda items does anyone have anything they want to propose for future agenda items can i just say that in my training they said that boards that focus on curriculum have much more successful school districts with what much more successful school districts if we're focusing on academics and curriculum okay all right all right no items okay continuation of closed item closed session is not necessary do we have a vote an emotion i'll second and i believe we could just leave it at that right we don't need it because we just lost dr lee so generally yes okay okay

so i don't know how and somebody else yeah i think because i thought they were taking it too so so the original model did include a tk8 but the original model also was a tk5 and a 6 through 12 model and we had discussion that we didn't want that and it was my recollection i could be wrong so just saying but when we switch to a tk6 and went to a 712 we also removed the tk8 that was my recollection i don't honestly remember talking about getting rid of the tk8 i remember talking about whether do we do tk5 tk6 but i'm going back through my notes and it's nothing's there we didn't discuss the tk and that was the whole purpose of it we were going to eventually discuss these these were just the i like it because i don't you know but and then it was it was said okay this is great we've got narrowed it down but we will eventually come back to this and we will have a discussion about it before deciding the next step and that was the same thing like with schools we didn't have any idea but we were going to have a discussion you know stuff like that there was a lot of that word discussion uh involved so i think that's what meg is trying to explain yeah yeah that was actually all my recollection as well so that would be um just i mean we could build it out um but that will create a huge challenge with having a 7 12 um because now you will have a group of students that will go to tka and your capacity now will could either drastically go down you wouldn't be able to project that out what's that i think if we're allowed to be able to ask the questions and have an actual discussion like conversate about it um it's very structured the meetings which is great because we are being respectful of everybody's time but we i think we we kind of didn't start too much with the quorum and if we had something where we there is an actual a talk you know about what's going on i think it would be clear for a lot of us i mean i have been kind of like okay i have to vote i i guess i have to vote if i don't vote it i might not you know it may go away that i don't feel comfortable with and i just think it it would be a little easier for all of us to be on the same page thinking i don't know that's me someone put out the idea of uh just handling it right now and just moving to model four and making that decision um again i put out another conversation in terms of uh what what should be next should we start talking about schools or not schools so um i'm fine we can put up a model 4 right now and and make a decision if it's going to include a tk8 or not include a tk8 um or we can table that uh decision uh for for another day uh as well uh but again we can we can add a a tk9 we can add uh four six right we can do whatever we want we're a team we get to imagine and we get to dream and we're not stuck in cement um but but again if we misunderstood that then we misunderstood that and and we go back um not not a problem and not not an issue so um i look to someone to make a motion to uh to do something and we'll listen i would just add that that was the point i was trying to make earlier about um us voting without discussion because i think it does change someone's vote perhaps when there is discussion or then now it's not what they thought they were voting on so i think the discussion part is important before we vote so we are clear on what exactly are we voting for what could we pull just a soft poll right now if we want to include a tk8 in model 4 or exclude a tk8 and model 4.
