it doesn't really display that great nah i'll i'll put it i'll put it on him when he's explaining it but to put it up there it just see it out here congratulations [Music] um district governing board i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation indivisible with liberty and justice thank you yes yes thank you okay first of all is there anyone online call the public do you have a couple calls to the public if you would can you come up to the microphone here speak very clearly do your name and address please if you would you've got a couple minutes per person okay paul come on thanks for coming a couple minutes hi my name is paul thank you 683 north nestle hummingbird lane um first i want to thank principal cuevas for her reassurances last week that parents will be included in all discussions involving our children however i find it quite alarming that some members of this board think that parents who don't agree with the boards and people don't have the right to know what their children are discussing with the school staff i understand that things are different than when i was a kid a lot of things have changed to benefit society but some are downright ridiculous i heard it suggested last week by this board that a child dealing with divorce of their parents is no different than an elementary school student being taught that they can choose their own gender this is asinite and a complete abandonment of science and logic make no mistake these are controversial topics whether you agree or not my child however will always be taught to treat every person with dignity and respect regardless of their values or beliefs my job is not to protect my child from someone who's gay or trans my job is to protect them from people like you who don't believe that my values are valid when it comes to my child my values and my beliefs are far more important than yours or anyone else's in today's culture i understand why a political activist on a school board might think their opinions supersede the law but it does not arizona revised statute title 15 section 102 is clear my permission is required to enroll my student in a sex education class it also states that the top if the topic of sexuality is being discussed in any other class or presented to my child by anyone i must be notified in advance and be given the opportunity to opt my child out so let me be clear regardless of what anyone on this board has to say you are required to gain my permission before teaching my child anything regarding sexuality and you do not have the right to withhold any information from you regarding my child thank you thank you very much [Applause] okay thomas president thank you good afternoon i'm thomas berezni 1062 east lumberjack trail madeira highlands last monday's board meeting was the first board meeting i attended here and i just want to say right at the top that after researching the board what the policies are the policies of the administration of the whole district's policies and the way they go about instructing our children i am greatly heartened by that it's fantastic looking through the policies that the school board has the involvement that you have with the parents and the gentleman's comments just now so mr ulring and mrs case bringing up the parental involvement in their child's education was spot on i would encourage any parents that are in here or online to ensure that you go on the district's website you look at title 1 601 and 602 of the arizona revised statutes that gives you your rights as a parent and i'm not speaking as a parent with a child in the school district i'm teaching talking as a grandparent with one grandson that's finishing fourth grade and a granddaughter that will be starting kindergarten in the fall so those parental rights are are spot on the arizona department of education's handbook of parental rights is posted or a link is posted on the school district's board the entire policy for this district is posted down there i encourage everyone to read it and to be well informed on how you want your children to be educated i just wanted to point out a couple of other other items on this during the principles report this plavis did i pronounce that right on your structured integration action plan looked like it was well written but those fish bone diagrams brought back some fond memories both in project management and as a as a retired soldier an army civil servant we used a modified fish bone in admission uh planning and stuff like that and hadn't seen one in about five or six years and it was great seeing one of them again final point sir final point is mr lincoln thank you for inviting me to be on the copen mitigation plan task force appreciate it thank you for joining me thank you sir appreciate it okay we move on to our agenda here no further public public okay unfinished business we have our legislative committee consideration for the uh 2022 political agenda now everyone i believe has 21 priority issues here correct so this is not for correct if i'm wrong we will designate our [Music] so we have to come up with our top five priorities and they may or may not align with the priorities given here we can adjust how we see bid and we will put a rationale with each priority and we will assign the person to represent us at that meeting so i will just for the benefit of the folks out here in the audience the priority issues that asthma has for 2021 one is to adequate adequately equitably equitably fund district schools to at least the national median for people's funding one is to preserve and strengthen local control improve outcomes for our students require public accountability for taxpayer dollars spent on education and manage the impact of the token schools so um well i guess we could start at the end of this album do you have some comments and we'll compile our list um i think these are all great issues to prioritize i'd like to know more about what they mean by required public accountability for taxpayers spent on education what accountability do they want to give well i think i think part of this process is that we can give what we wanted to say so we have to give a specific definition of what you want that to entail and you can put that in the russian office okay just a few um and i really only have one thing that i think would be one of the top things on the priority list and that is to simplify state school funding formulas i think they are the most complicated unable to understand for school board members much less the public at large to understand how the waiting student waitings work somehow i believe the legislature needs to attack this and simplify significantly the school funding how schools are funded most of my other comments have things to do that i'd like to see removed from this list first of all on india adequately and equitably funding school districts to at least the national median per pupil funding i don't even know what that national median is and i'd love to have somebody tell me what that is and where we rank uh against the the national media and i realize that that includes downtown new york city schools as much as it does uh things out in the hinterlands of arizona but i would very much like to know where we stand in relationship to the national median per pupil funding and i think that if the asba is going to have influence at the legislative level they need to get specific when they say maximize state funding or nationally and locally competitive salaries to attract recruit and retain talented teachers so on and so forth what does that mean does that mean 2 billion 3 billion 1 billion what is asba recommending that the legislature do if the legislature got specific on some of these things i do believe that we would maybe not eliminate but largely reduce the need for things like 301 and 208 the one that was just passed last last november um another one in the improve outcome support policy that recognizes respects and promotes teaching as a profession well i think we need to do that but what does that mean what what do we what do we want to promote what do we want to support what policies do we need to invoke that actually do those things and i think it's just it's just very very mushy language the ones that i would like to see removed i would get in the coven area and i don't know what this is going to look like for next year but i would like you to remove all reference to moratoriums on school letter grades for standardized testing those need to be reinstituted and i guess uh lastly under the state standardized testing under improved outcomes if the current document says state standardized testing shall not be used for any purpose other than year-over-year measurement of student growth in the tested subject i i would like to see that removed and i would like to see state standardized testing also be a metric for teacher performance paid and that's my comments so mr allery yes the state of virginia ranks 25th and their funding for pupil is 13 169 state of arizona ranks 49th and their funding per pupil is nine thousand six hundred and forty five so curiosity what's the top the state of new york where where's uh where do you find that i just did a google search on education spent in my state um state of new york is twenty eight thousand two hundred and twenty eight dollars per day but also remember they have a really high property tax which is how they afford to pay education i wonder if anybody could relate those spending statistics with how the students are doing graduation rates and graduation rate uh meeting grade level requirements in math and english it would really be interesting to see those statistics and how much they're related to spending my student term no i would just you know simplify i was looking at this list and i think the entire subject on poker 19 managed the impact of code 19.
[Music] good evening let's call to order mike davenport here christopher espinoza here terry pavising here joanna vazquez drexler here nancy kupka here zoe boyd sam vol thank you we have a quorum proceedings are being tape recorded and are being streamed i reserve the right to modify these protocols of circumstances warrant audience observation of these protocols is appreciated do we have anybody who wishes to address the board on something they will be voting on tonight hearing none uh there's uh there are no online comments i was just gonna ask okay no online comments at this time okay now we'll move on to the recommendations and reports of the superintendent all right we're going to start out by recognizing our outgoing student board members uh sam first because you're on the edge there thank you both for all of your service this year i have a little uh token of our appreciation you guys have done a wonderful job this year and a very challenging year representing the student perspective uh as is our tradition at this point uh we ask each of the student board members to share what your plans are for after this year and what your takeaways were from being student board members so sam you're up first all right um well uh as i think most of you know i will be attending northwestern university next year and majoring in political science and potentially journalism as well [Music] and you know i think my biggest takeaways from this year has just been to keep an open mind because i think i speak for every board member when i say that i have personal opinions about pretty much everything that we discuss as long as i'm informed enough but i think it's more about doing what you think is best for the community rather than what you think would be best for yourself which oftentimes can conflict but i think you know it's re i think being on the board and representing the student body and for you guys who vote i think it's it's being it's just basically about being bigger than yourself and so i applaud all of you for taking on those roles um and then you know for zoe and i just to represent the students it's been a real pleasure um and yeah i would just say my biggest takeaway is is learning how to represent something more than just yourself so that's impressive hello next year i will be attending the university of wisconsin at stevens point and i'll be double majoring in political science and environmental science and one of my biggest takeaways from this year was probably just how important it is to actively like engage with the community because i went from a person that didn't even know that our school had a board you know that this was an entire body of government to like having some of the most important conversations i ever have with people that i know well and some people that i didn't know very well before so yeah i really appreciate the opportunity and i hope i can continue to engage with people i don't know you know i would just like to say thank you we have had student board members for just a few years now and it seems to me that every year our student board members have grown the role for us and this past year you had no choice but to grow the wrong so i can only say thank you from the bottom of my heart i think your contribution has been invaluable i'm i'm glad you got something out of this and i expect to hear see big things from both of you and uh it warms the little cockles of my heart that you're both going going to study political science and environmental science and journalism this is like fabulous so thank you so much absolutely absolutely yeah thank you very much i mean this this year especially so important for us to have students on the board give us insights and reflection just a little pulse of what's going on and you two i think thus far have done i hate to say better than but as you said growing you know each year seems to grow in the role and maybe this year was just the circumstances were such that it was you know something that was really demanded of you i mean something we really needed and you delivered so thank you and i hope that you can take this experience on into college the rest of your life and and and learn from it and apply it and have great success thank you thank you i'd like to express my gratitude for what you've contributed on the board you've both been very insightful i find you mature behind your ears and i'm expecting to see on cnn in a few years a little something just a little a little something huh now welcome ed up to introduce uh south high's representative for next year well i get the privilege of introducing scarlett o'hara but i'm going to let her explain some of the things she's involved with because it would be far easier for me to tell you what she's not involved with interviews thank you mr sports uh hello my name is charlotte o'hara i go to south and i play basketball in the cross i'm in the mustang wave so i'm a leader for mustang way i am a blue crew leader so i'm one of the leaders for our freshman orientation i am an officer for nhs i'll be the parliamentarian this year i am a leader for our mustang aware and there's a lot of other clubs that i'm blanking on right now but thank you and i look forward to this opportunity i can't wait to be a voice for the students and i've learned a lot from zoe and all the emails she's been sending to get our opinions so thank you excellent welcome scarlett and janice will introduce the north high representative hey everyone so this is jade lodano and um dr kappa's comment about our board members i 100 echo and i just want to let you know that there has been an increased interest in students applying and we had several really strong applicants who applied this year as we did when sam applied but jade emerged as the top person and i will let her explain some of the things that she's interested in and what she's involved in and you'll see why she emerged as the top person okay good evening uh like ms schwartz said i'm jade i'm from north and it's an honor for me to be here tonight i'm really excited for this position it's an honor for me to be here representing my school and even better i'll be representing us for the rest of my high school experience uh to name off some of the things that i'm involved in i'm gonna forget some like scarlett did but we have orchestra vice president for student council editor-in-chief of the northwind literary magazine leader for erica's lighthouse empowerment club orchestra national honor society trying our musical honor society french national honor society and i'm blanking on a few but it's on there and i'm really grateful for this opportunity to be able to give you the insight needed for the decisions taken for our students i hope we can work together to make sure that our voices are heard north has created this amazing environment where i've never felt excluded my voice was also listened to always and now being able to stand here before you today and knowing that i'll be that person to voice others opinions is something i'm really grateful for and i'm looking forward to working with you in the future so to a long year we have ahead of us but i think we can do it all right thank you for coming tonight thank you thank you thank you thank you okay school your updated survey results all right um i'll share where what we're working on for the end of this school year here obviously we're finalizing the end of the year our seniors have already hit their last day last friday in anticipation of graduation this coming friday hopefully the weather holds and it happens on friday we continue to advocate at all levels for changes in the quarantine rules we had a long conversation with the dupage county health department today we're still frustrated that there's been no movement in those however it's not something that that we can control we can only apply pressure as we have on a variety of topics all year long we have vaccination clinics organized for our communities we've partnered together with district 86 in hinsdale the first one is at hinsdale central on the 20th downers grove south here on the 26th and then three weeks later we're back so that'd be the 10th and the 16th this is open to anybody over the age of 12.
um can you take roll call a thief president falk president pam hill president nolan yes here rave here gorman here need a motion in a second to approve tonight's agenda so moved second a thief uh yes bulk yes hemphill yes nolan yep yes yes gorman yes please join us attending in person and at home streaming um one special guest tonight uh dr stern uh we do have one special guest tonight which uh athletic director diversity will be uh speaking about ernesto lopez magdalenis is with us tonight he's our first male gymnast and he placed fifth in state but i'll let director diversity share his accomplishments a little bit later in the meeting also like to welcome our ca union leadership and we have a teacher joining us tonight and then a variety of administrators that are here if there's any questions related to topics uh next is public comment um we have neil wellner if you keep your comments three to five minutes good evening everybody my name is neil wallner pe teacher at hbt for 28 years um it's very nice to be back live i have to say it's been challenging for sure to find areas to teach people at our school so i'm here to make the district 301 community and school board aware of hbt's pe situation outside and on the varsity soccer field during the pandemic when hbt was under construction in 1995 under rich perry i saw that the plans called for an open grassy field where the soccer field now sits years later that plan was pushed aside and the soccer stadium was built leaving hbt students behind as the soccer field was off limits to pe classes flexibility you hear this word a lot lately with the school year we've had i'm asking for a little flexibility to allow our customers hbt students to have the best learning opportunity possible after all the primary job of any school board is to ensure that all students have the best opportunity possible that means you need to make sure all students are safe to learn now we are teaching on a grassy playground area if you ever been to hpt there's really nowhere to really go except maybe where the soccer fields are so it at the great the grassy plain playground here we are at it's very uneven ground there's wood chips in the grass three large sewer grates in the middle of the field leaving students open to injury dr nolan has seen it firsthand firsthand with his daughter's maven fiona in third grade last week students enjoyed game play on the soccer field on the level plus grass of the soccer field so we received an email from the high school to hbt's principal jeff gerard last friday it says jeff we are shutting access down to the varsity soccer field effective monday may 17th the reason for this is due to the same areas being trampled by the pe daily classes this would not have been an issue if they moved and rotated throughout the field the plan is to fertilize in water to get it to bounce back as there are many areas we are worried about because it is showing excessive wear and dying if you have any questions please let me know i was told if i was told to move and rotate throughout the field i certainly would would have followed that order after speaking with several community members and teachers about this they thought hbt's pe classes were already teaching on the varsity soccer field for many many years so our customers deserve better hpt students so i've got two proposals to work together and allow pe classes to teach on the soccer field while moving and rotating to different field areas or simply relocate the varsity soccer field to an open area closer to the high school allowing hbt students to enjoy the safe open grassy soccer field area for pe classes thank you action reports uh motion second uh requested to discuss and approve the consent agenda so moved second revenue and expenditure reports are in your board packet revenues are currently at 52.47 percent compared to 49.09 a year ago expenditures are at sixty sixty point eighty four percent compared to sixty two point ninety two a year ago um this month the district received impact these of seventy six thousand nine hundred and seventy one dollars and eighty eight cents for 13 home starts transition fees came in at 28 840 this month all the bills payable reports for northern kane and central are typical for the month of may yes nolan yes to approve the proposed changes to the elementary school handbook so moved second we have dr schreiber uh joining us tonight she was the lead for the changes to the elementary handbook so she's present if there's any any questions related to it was information item for the board last month okay okay thank you handheld yes nolan yes yes rabe yes a thief yes yes gorman yes sexton emotion second to discuss and approve the proposed changes to the middle school handbook so moved second we have dr hogg with us who is the lead for the changes for the middle school handbook so he's present if there's any questions related to the changes yes gorman yes you guys wish everything was that easy next emotion second to approve the proposed changes to the high school handbook so moved second we have assistant principal farrington with us tonight he was lead for the committee work for high school handbook revisions unless there's any questions for her yes rabe yes a thief yes frog yes damn pill yes nolan yes gorman yes can everybody hear mark do you want me to even closer i think you should yes those at home i couldn't quite hear him i'll step with authority i'll put this over by time i'm just kidding we're a rough crowd actually motion and second to discuss and approve of two years two-year refuse bid so moved um so we sent out bids to six different companies for um next school year in the following school year so we always do a two-year bid with them um two companies came back with formal bids and groot was the lowest responsible bidder so we're recommending that you guys accept this bid for um for a two year um the bid summary should be included in your board packet and it was less than a thousand dollars difference between the two companies so it was really close and we've worked with groot in the past and we've been happy with their service so we're pleased to see that they were the successful bid yeah right next uh motion second to approve the annual paper bit going to uh the paper corporation so move second you say paper or fuel the fuel um so copy paper bids went out for next school year um three companies submitted formal bids and the paper corp was the one that came in with the lowest responsible bid so we're recommending that we accept this bid and you should have a recap in your board packet as well i think yeah sorry i think i asked this last year when we were doing this a year ago you know what do we anticipate and since i don't we didn't have the reference where are we this year with the bid compared to last year with what we had left over and what we needed to do this year like the last three years as far as total bids for paper is that substantively different or not i would say that i know that our paper consumption was was lower this year our total order is quite a bit smaller than what it's been in previous years correct yep i think um i don't know off the top my head and i can definitely get you those numbers but i want to say we were um 600 um or 600 cases less this year so that's how much paper we had on hand um so our count went down definitely the prices went up a little bit but i was nervous how how high the prices were going to be because of the cost of paper but we did strip down our our total bid and one company who normally bits chose not to bid because the prices of paper are volatile right he knew he'd have paper but he didn't know what kind of paper he would have on stock and what the freight was going to be and all that so he just did a no bid this year our current vendor did that and then the pricing is valid for a whole year or is it subject to yep no we will place this order as soon as it's recommended or after tonight we'll place it and lock it in and get it delivered and it'll be here yep final answer bulk yes yes nolan yes yes ray yes a thief yes gorman yes motion second come back for the fuel bill okay fuelbed we sent out to 11 companies three people came back with formal bids feast oil came in with the lowest responsible bid again within a thousand dollars from first and second so very very competitive bid so we recommend that you accept this bid for fuel for next year and we've worked with fee soil in the past and we've been very happy with their service as well correct pam that's good like i said how was our consumption this year compared to normal i would imagine it was up noticeably um okay what about the budget last year were we significantly over budget from what we did for oh no okay up but not over what we projected up but not over what we had projected okay i don't yeah and i don't think we were over budget last year no okay a thief yes bulk yes nolan yep federer yes rave yes performance yes next motion second to discuss an approved bid to purchase two wheel alignment machines so um in this case business manager flew worked with efe director 110 director terry strohm uh and this is a bid to purchase equipment for the northern king county regional vocational system of which we're both the administrative and fiscal agent our district serves as that so it's a partnership between district district 246 district st charles and central 301 so with the start even recommended by you guys as the superintendents and then we're kind of just officially following through with what has officially been recommended okay for the program improvements to the program uh director strobe is with us if you have any questions related to the purchase of the equipment where are those going to be housed and that's the alignment the wheel alignment correct okay do they have the same programs did chris have do we have any kids of crown so we sent our students right now over to south belgium do you want to share any of the highlights related to this system related to what students do with certification and training sure so right now hunter automotive retro equipment has an online curriculum that they share once you buy any equipment from them they share all of their curriculum with the schools they also come out and train all of our teachers on that equipment and certify our teachers to then certify students in those classes so when students come to those classes they will have a certificate saying they're trained on that equipment uh and now we're working partially with getting partners for automotive businesses for work based learning so by having those certifications several businesses will be more willing to do you know anything about 2019 honda accords how long can you just say it right and are there loaner cars available guessing it won't be as nice as a 2019 honda accord any other questions the placement for these jobs are pretty open is there a lot of opportunity so we've been looking right now in building more workplace learning throughout all of our programs but the job market is open for allowing service technicians to be able to know how to work the equipment and then to get jobs let's work on some different businesses to get students involved fantastic hemphill yes nolan yep bernard yes rabe yes yes folk yes gorman yes next motion second to prove the bid to purchase two cnc machines so moved second and uh director straw is with us and uh our business manager also worked together on setting up this bid you want to talk a little bit about where the cnc machine will be housed and sure so we're currently looking to do this for two machines one to be housed at sternwood high school the second to be housed at hampshire high school these machines are a desktop machine they're called a desktop mill so having students work on full-size mills for those of you that are aware of cnc machines and mills they're about the size of a small car so these can be desktop versions that our younger students can start to use in their classes they're a little bit less expensive to operate because they can work with wood and with plastic rather than chunks of metal in our classes and so students will be working on the cad programming and then being able to plug that into this program here to have the actual machine make the part that students have designed this goes along in line with the other equipment that we currently use we currently use hops mills and lanes in our current classrooms for manufacturing so this mill here the desktop version uses the same equipment and the same control panels as our larger rooms so students can be able to learn on the smaller version and then be able to advance up into the larger systems once again just like with the hunter equipment haas is able to come out and help train our staff are we concerned about the cost of these machines since there was only one bid no this there was only one bid because they wanted them to interact with our current systems and haas is the old manufacturer that makes systems like this that would interact with our current control so we were limited on our side not on the people that were bidding we needed compatibility correct it's easier to have the same equipment the same functions talking one another having teachers have to learn new systems and make it more streamlined all right thanks for sharing that director nolan yes yes ray yes yes bulk yes yes gorman yes all right last we need a motion second to discuss and approve the resolution to dismiss our temporary secretaries at the end of the 2020-2021 school year so moved second so if you recall this year when we began underneath the covet mitigation one of the factors was to put in additional support at the building levels in terms of having temporary secretaries placed there uh they've been able to assist us in the self-certification forms that we've completed in other tasks that are necessary in terms of bringing students in helping with buses anything that might be needed throughout the course of the day for the offices um they knew they were being hired as a temporary secretary when they were hired on we didn't know how long it would be they've stayed all year because we've been underneath mitigation the entire year but we are looking for a resolution to terminate those employees at the end of the school year uh which would be effective on the last day of the uh teacher work day so june 8th would be their last day that we would have in terms of the resolution so this resolution just helps us move forward with the termination process by the board of education post employees sorry june 9th work day so i'll get a certified letter sent to them as well as a hand delivered letter tomorrow um don't find them that way we'll be ending our employment effect at the end of this school year has there been any discussion on the part of our full-timers you know the idea of having floats in the district does it have to be six or zero when we think about what things are going to look like in the fall i mean we could always add them again if we needed to but just given the things there's still going to be some version of hybrid have we thought about not six maybe but have we thought about keeping two that would be reasonable to float to some of the schools central campus person then maybe somebody that would float really not anticipate needing any extra support in the fall uh we have not talked about having any floaters i think floors are always a challenge in terms of where do you put them who gets them and then they get locked in as an employee i know that they build relationships inside of their buildings uh additionally we we don't have to collect self-certification forms next year we already know that okay it was not a necessary thing we had to finish this year with we did choose to because we already had the protocols in place people were comfortable with it so we did finish up with self-certification that's a huge piece of what's eliminating that alone just right is is a huge piece off of what the uh these individuals do as well as the quarantining has been going well quite well we haven't really had to use the rooms the way we anticipate initially which was also going to be the usage of those employees so for the cost of the employee we believe at this point is more fiscally responsible to go ahead and let them know we're not bringing them back hopefully of course some of them are great employees we would love to keep them so hopefully they can apply for another job within our district but we did not think it was wise to just have floaters but sometimes it's problematic and again i mean just the reallocation of duties i would assume at the office levels shifted when you have the extra person there so they're just going to you know return back to presumably what right you're doing before which you know will be different for our existing staff too so correct all right yes yes a thief yes bulk yes and pill yes nolan yes gorman yes information items uh director diversity is here uh the update on the activities and athletics at central high school good evening i'm going to kind of jump around a little bit because uh i wasn't sure if ernesto was going to make it because he came straight from the track meet so we're going to start out with probably our biggest news so come on up here ernesto so this is ernesto he's a junior he's a three sophomore sorry he'll be a junior next year he's gonna be a junior he's gonna be a junior looks like a junior so he has two more years to do a lot of great things he's a three sport athlete but he's also a four sport athlete because he competes in male gymnastics which we currently don't offer as a team sport here but he does it as an individual so one thing i started over five years ago was we have a lot of special individuals in our district and he's one of them and we want to give him those opportunities to compete on the at that special special level so currently ernesto plays football he does competition cheer and then track he's one of our pole vaulters and this year he was able to compete in boys gymnastics last year was canceled due to covid and on friday i got a message from his coach from mom he finished fifth place overall in the state he qualified in five events four out of the five six okay there's a lot in suggestions it's new it's learning see i graced him by not going with because i couldn't help him so by him placing fifth he was able to return saturday to compete in the individual events he did phenomenal in all of them but the reason why he's standing here is because he's a trailblazer everything that we you know say in the district everything we want to do he is our first male state boys individual champion in the vault event that's it and just talking with ernesto out of the five individuals that placed overall three of them are seniors so he has high hopes for the next two years to continue to to raise the bar so you know with all of our state champions we want to bring him in front of the board because we want to you know celebrate our successes and and this is a huge one because it's all self-driven it's all on him and it's a great honor to stand here and congratulations quick questions how many years have you been doing gymnastics ernesto the next two years here okay where's your home gym where do you practice uh midwest gymnastics academy okay awesome well congratulations nice job big time all right so i'm going to stay in the category of our individual sports because we're getting excited uh we have boys we do have a male boys tennis player uh luke walker everybody might remember his brother nick who qualified for state as a freshman all four years and finally his last year ended up finishing third uh luke two years ago would have placed that state as a sophomore but ended up having stress fractures in his back so ended up bowing out later in the tournament so that year off has been great mom texted me today and sent me a message that uh we did have him set up to play matches at jacobs and hampshire because this year with the covid ihsa said you could do high school you could do private and you don't have to stop so we set them up and then when everybody figured out what luke's level was they're like yeah we don't want him to play so he missed out on those hopefully thursday there might be a match for him but we're not too sure but just to give you an idea of what his special time is going to be this year there's two rankings that you look at in tennis basically he is ranked out of the top 100 juniors players in illinois he's number 17.

i wouldn't say well i'd like to think in a perfect world that we're done at least for the most part and i think that that i don't i'm not sure it should be a top five priority for the coming year i think we can certainly we have to make sure that we actually take care of those issues there are so many other issues i think that are that are substantially more important my personal opinion when i looked at this list the first thing that came to mind was reserve and strength and local control what i mean by that is i think if you look back over the last year what made this and that's this is this is specific to continental in my opinion what made this district work and what got the kids back into the classroom here was hard work here if we had listened to all of the other powers of being i think just i think we'd have most of our kids still in front of a computer screen and we probably wouldn't be back in the classroom so in my opinion that should be that's critical and i don't care what your political affiliation is i think that especially in continental situation you're always going to have better control and wiser use of limited funding and better collective ideas on curriculum and things like that locally right here with the parents teachers here administration here so i felt that my opinion i thought it would be certainly another one about the funding of course i i want i certainly want more funding if we can do it for districts but i also think that there's it's one thing just to throw money at the problem but if you don't have accountability and some uh it's um it's very easy to waste money that way too you have to make sure that you're you're properly using it and you're getting some substantial gain from that particular investment and obviously we're investing in our kids i get it but it's very i think you see this maybe a little bit more in the larger districts but you have to be smart with that and so i understand that's sort of a great area because yes you want you want adequate funding for your kids but you also have to do a job of making sure you spend your lives there so in my opinion i do like i do like to simplify the state funding for me that's a great one i'm sure that this gentleman right here will probably agree with that one so i have with that in mind no particular order i have simplified state funding formula to preserve and strengthen local control one more yeah sure absolutely i would like to see a reference in here and i don't know whether it would be included in the funding formulas or whatever i would like to see a way to fund gifted education in every single school district in marathon that's a good i you know we've had a discussion in the past too about you know if you're shooting for the average you'll hit it [Music] and it seems to me that i've said this at every board being there's no secret here that i think that when you have a statewide average that's it in any particular subject 40 to 60 i think that's apollo i think that's awesome and i think if that's success in my mind then that's um a lot better than that so uh that's that's a good one i think we can certainly put that in here as well i i want to second mr already's on removing of the more moratorium the letter grades relaxing teacher evaluation requirements online school has been around for a decade or more i mean we adapted really quickly and our kids deserve better than letting schools relax those standards so if i'm hearing you correctly actually both of you folks of you if you you would like to include the managing the impact of code 19 but remove those particular portions later i don't think that should be a top five um i do like the extra funding that we get for it you know you can't turn that down but um we i think we should go back to getting letter grades i think we should uh go back to evaluating our teachers um i think they've had enough time to adapt would you like to make that a priority within itself or do you want to keep that as a portion of the coca-19 i don't really i don't think that's particularly a priority by itself i think we're we're gonna be a great time this they're not going to be counting the edm to scores the school year the state is not so they will not be giving letter grades but the test was a lot shorter i mean the kids and i know it's not a problem here but you know a lot of kids can not be getting all of the help and resources that they need because the schools know those standards aren't evaluated that's not necessarily fair well so we have one we have two ways to go about doing this we can we can adjust the cochlear 19 portion and make those adjustments with that priorities and themselves because i i don't know how do you have any idea how long they intend you know to be diplomatic here i think it's a losing fight to get rid of the kogen 19 category all together this is kind of a consortium of all schools isn't it in arizona i i think that's a losing fight so then we can keep it in there and just make our own adjustments within it is that what you suggest i think that would be more successful or have a better chance of being successful so where would you place the copen 19 impact on our priority top five five you know just because in my mind it's sort of i don't think it should be a priority that i i think if we go in like that we're going to lose okay so i'm going to i'll have to rewrite the relaxation of teacher requirements okay anything that protects us yes but i mean just given in many cases the orientation of the usba it's going to be there i i just feel that there's no way that the asba is going to eliminate reference to copeland in their in their legislative priorities so i would be shocked there was one within the preserve the strength of local control that we've actually run into in the past and has maintained exclusive local authority over any measure that was proposed to consolidate school districts in the london district yes we've actually had that discussion in the past so i think that's pretty important and that's come up with the legislation i get asked more than once a year why aren't you guys a part of saudi arabia wouldn't it make sense okay so i have um a first is our first priority is that a fair statement to state that you're preserving strength is that i would love that to be number one yeah okay i think everything else would fall in place that was number one improve outcomes for all students but nevertheless we have that opportunity so let's take it okay so you know you're gonna need to you know improve outcome for all students i mean it's hard to argue with that i mean that's the area that i would include the piece i'm gifted um and you know i i find it ironic a little bit that there's absolutely no in this whole improve outcome for all students there's hardly any reference to the adequacy and appropriateness of curriculum again like i said it's back to the preservative strength of local control the third bullet point in that section uh fully restored ninth grade cte and c10 eligibility c10 foreign i love that arizona supports that um so we have do you want to set the state funding formula within the adequately yeah so how about required public accountability what changes or whatever discussion do we need well i don't know if i necessarily want to break this up right now but i mean some of this well i am a strong advocate of school choice and i'll leave it at that and and there's a couple of bullet points in here that um that refer to not supporting uh any attack payments to either charter private or schools okay but that's just my opinion i think a couple of these are i don't know they have to be said establish financial and academic transparency for all institutions that accept public funds you would think that would be common sense i thought it was already required non-profit or anyone that receives public funds has to provide audits and the last one seek recovery of improperly received public funds of course it's by charter private schools that i if it ended there so they have a couple slots here for additional items for consideration that are not some thoughts on that i guess to make them i guess more useful if they were not they couldn't be tied into the issues i guess technically the state funding foreign yeah i guess that's a good point whether or not that if it's an additional consideration is that more likely to be something that's dropped i can't imagine anyone would argue with it though okay i think i've got a pretty good idea here uh i think i've got some significant rationale uh we do need to designate a person who would be willing to either call in or give us a call to be that person or um you do okay saturday september 11th and if i guess if we're not available then we have no choice but to do it um yes at the september 11th meeting now move to a point steve austin is our delegate i second the second further okay our top five are preserve the strength of local control and we have um adequately and equitably funds district school districts the national median but we have some changes there three is increased outcomes for all students and we like them as part of that and then the goal is going to increase our gifts and funding enough to have line item gifted funding correct um fourth is fairly self-explanatory the part of public accountability uh fifth we have to manage effective coping 19 we have uh removing the relaxation of teacher litter grades and resume testing requirements and then we have a additional item of consideration for a to simplify the state funding formula whether or not that becomes part of one of the top three of the five i guess i'll entertain a motion to make those our priorities for the legislative consideration how would we make the close the priorities of the legislative consideration committee yes of the elementary school litigation plan you're up sir all right thank you everybody for coming thank you board um what we're presenting today is the mitigation plan and the coup and the revisited revisions that our task force has made over the last week has promised me done and changes made it and presented to you today and so so we didn't have to make too many changes as our mitigation plan already came with three phases so we simply our recommendation to the board at this point is that we look at moving to phase three to start first of all summer school we felt like that would be a good recommendation it would give us staff as well as students but as lesser numbers to pilot it and to see how that goes for us and so that would be our recommendation is what we go over in just a second that we look at doing that we also want to be very clear that this does not mean that we're recommending we do the entire school year on phase three the mitigation plan and the coup it is intended that they're used when there is a hazard and when they when we feel like we're ready to move phase three is the last part of the mitigation plan that it will be helping with the word we use i forget it not gotten rid of but it will be discontinued the use at that time okay and then if we feel we need to we can go back to that if things seem to worsen in the school or the conditions or in the community and that is also why we left you'll see uh phase one and phase two have also been left on here it's designed that way as we talked about at the board meeting um that it's a ladder and depending on where we're at and the safety of the risk so it is our recommendation of the the task force that we move to phase three for summer school and beginning of next year and then reevaluate as we go throughout the school year as when is the proper time to discontinue use of the mitigation plan at that time having said that we did make a few minor changes just because of the progress that our community has been making in our school as well as to phase three so we'll go through that is there are we still highlighted in green he took them all out okay so here we go so this this is our recommendation i'll tell you guys um we can go by it step by step if you wish or we can just kind of talk about what the major changes were changed okay so the the major things that we did decide to do um i knew you're the man thank you sir on page six um the district can supply face shields for staff members upon request before it stated that they had to staff members will be encouraged to wear face coverings with within six to three feet of other individuals before it was this says encouraged it gives the option look if you can go to page 12.
so 12 and older can attend these so we reached out to our community partners today to send this out to all of our citizens around us and just trying to get the word out that there are doses available for anybody that would like would like to get vaccinated uh we're still planning for an eight period traditional schedule when we returned last fall we're still waiting on that is being idph guidance you may have seen the cdc recently updated guidance for the general public just a reminder the cdc guidance is that general guidance that then the states especially related to schools have to then process and then issue guidance on so illinois has not updated uh any of any of this uh the relevant language that corresponds with this cdc update as i understand that the first change that would have to be made for this to go into effect would be a change in the governor's executive order and then illinois department of public health would have to issue new guidance as well what the cdc has said and everybody else has said is that for illinois schools that there should be no changes put into place yet so make it through the remainder of the school year under the current guidelines isbe is signaling the direction that we were hoping that they would move for next school year they have a resolution proposed for their wednesday board meeting which essentially encourages resuming full in-person attack attendance for all students and removing the mandated remote option that was in place for this school year we'll see how that progresses and then how that meshes with the illinois department of public health and their guidelines we've been asking to get this information sooner than later however we keep being told from all levels that we will receive something over the summer so as soon as we get information we'll we'll process that but no in absence of that information we are planning for as close to a pre-pandemic return as possible so that's kind of where we're at now any questions on any of that information [Music] all right i'm going to bring up gina and jill now we recently did our survey to the different stakeholders in our community and jean and jill are going to provide kind of the big overarching overview board members have all been provided the forced choice response and free choice responses for free responses hi everybody at the end of april so the end of last month we issued our final survey of the school year we issued three this year and the response rates were not as robust as previous um that's right which is pretty good i don't know if you guys participated but um try to send out lots of reminders to get as many as we could as hank said as we've done in previous surveys as we've done for previous surveys all the forced choice reports are available on board docs and all of the board members also have access to the hundreds of comments that people made they took the time to make and we're reading them the administrative team is reading them and that's really important so we just wanted to share some highlights of those responses and what we've learned and what our next steps are going to be there there was a slide with how many people responded so what we heard from students and all other groups um who responded in our community was that their preference is to be back in person all day full day without the quarantine rules i don't know if you've heard this but we've heard this loud and clear throughout all of the surveys we also learned that the majority of students well the majority of students who responded to the survey were learning in person and they are more engaged so compared to the surveys in november we saw a big jump in engagement in particular with peer relationships so obviously when you're in person around your peers you're going to have an improved experience that way and our students also expressed that they wanted to talk openly about mental health problems and kind of remove that stigma that was heard again and again in comments and also we included questions about school climate and cultural awareness this time and students did report that many reported that they'd like to talk about these issues and topics shared lots of ideas such as including more cultural lessons and clubs and so forth so finally we asked about paper the online tutoring 45 said that they have used it um they really value it in terms of essay review versus other topics but they say that nothing can replace the help of their teacher so that's from students and gina is going to share other audiences so as jill said a lot of the same information came through from each group and from teachers and staff basically again wanting to be back in person as a as dr lee said we are planning to come back in person next year in-person learners more engaged and teachers and and staff support that as well we have seen students not necessarily using other resources jill spoke about paper and while we're really excited to see so many students using paper students are not necessarily taking advantage of office hours or some of our virtual support hours and again teachers and staff really want to talk openly about equity inclusion which was certainly part of our professional development this year certainly want to see that continue and talk about specific strategies in terms of equity and inclusion for families again want school to be back in person again every group came back the same the quarantine rules finding them challenging with students three feet apart and yet contact racing six feet apart many thank teachers for all that they have done and staff members for all that they have done through the pandemic some parents commented that they wanted more communication from teachers especially when it's not just communication when a student is struggling but also with positive things as well many many families are concerned about the toll that this has put on our students as are we concerned about that and believe that all students should be treated equally so in terms of next steps with the feedback we certainly know that all groups want to be in person we're planning for a regular return to school as much as possible certainly waiting as dr thiele said guidance from the state this is the first time we've gathered questions and we used panoramas questions that's the product that we are using for these surveys their questions and we plan to continue using the data and sharing that with others so we can identify areas of improvement any questions about the survey no and just a reminder thank you just a reminder next year we plan on a full strategic plan process that would involve gathering similar type of data from all of these groups as well i believe i have a question oh sorry i'm sorry that's okay just about the way that you guys take your survey have you considered ever like blocking out class time for students or i know you guys send plenty of emails but it still seems like uh student survey like turnout answering is pretty low yeah we absolutely have considered using class time for surveys and we have in the past for example five essential survey oftentimes you may recall taking that during school hours our challenge this year one of the challenges is we're really trying to protect instructional time as well and and especially when it's in person time and so that was one of the the factors that we considered but absolutely that is definitely something we've been talking about great good great question thank you all right thank you i just remind everybody that uh if you haven't done it already all of the responses the um open narrative responses have been distributed to the board in the last friday package all right thank you thank you thank you excuse me we'll leave gene up here for the next topic educational tours in the revised travel agreement as the board knows we have not brought any tours to the board since the pandemic and certainly that's been intentional as the board knows we had several tours that were either cancelled right as school closed in march of 2020 or that were postponed and then ultimately canceled because pricing went up dates changed and families decided not to send their students or postponed and we still have our costa rica tour that the board voted to postpone hank if you can thank you so much um so we have not brought any to the board um but we did work with um we saw legal assistance we've been talking to many people and we revised the travel agreement that families are required to sign so that the language is clear and so everyone knows going in what the expectations are and we are recommending that change to the board tonight the revised travel agreement this is just part of it right so when it's saying we it's the parents are signing parents are the we here one of the things that came up as tours were canceled or scheduled postponed all of those was about the financial loss that families might incur and while we certainly had language in the previous travel agreement regarding that we wanted it to be extremely clear for families so you can see the entire uh quote or the entire quote from the document but i think the part that's most important is the second sentence where it says we understand any financial loss that we incur due to cancellation by us or by the district is the sole responsibility of the family and that was something that was in our previous agreement but without quite a strong language so we wanted to solidify that in addition we want to certainly protect families and so on the next slide we added language regarding travel insurance basically canceled for any reason travel insurance what we saw with the tours that were canceled were those families that took insurance lost a lot less money or in some cases i mean really very little in some cases and so we believe that moving forward it is in the best interest of families and the district to take that travel insurance if if there's one thing that we've learned from this experience when we had several tours that were canceled right in march is that that travel insurance really did help families to recover most of what they had already spent and so the language here basically is that we're requiring families to purchase travel insurance that covers cancellation for any reason and that the will be required to show proof that they have purchased that insurance so those are the two key changes in the travel agreement so moving forward on a very much a case-by-case basis we would like to go back to bringing to the board recommendations for educational tours and those tours those educational tours that are directly linked to curriculum directly linked to a course or a program activity we of course will continue to monitor health and safety conditions for educational tours as we always have but on a case by cases and we're bringing you one tonight we would like the board to consider with the new travel language approving this tour so we're asking the board to vote tonight on approving an educational tour and i want to make it really clear the change in what we're asking board action for in the past the board approved a tour with tentative dates attentive number students tentative dates but certainly the location and we would further develop the tour after that point usually giving families it varied by tour but approximately a year usually a little bit over a year to pay for the tour and to plan for the tour and then when covet hit the board may recall that i brought several tours back asking the board for permission for the administration to postpone the tour and while that definitely worked sometimes it was a little difficult in terms of timing because the tour company set very specific dates and while we worked with the tour companies and we were able to make it work we're asking the board when we're bringing tours like the tour that i'm bringing tonight to really approve two things to approve the educational tour that will continue to develop in the board has pretty much always been that action item to approve the tour but also in the end is key there to approve the administration in adjusting canceling postponing an educational tour if the administration believes that the health safety and our welfare of our students and staff could be compromised so giving sort of advanced permission that if we need to if there's a health or safety issue we can make a change to that tour the tour that i'm bringing forward tonight is a tour to germany this is a long-standing tour and it would be our 11th going to germany it's an exchange and it's an every four year rotation that our students from our orchestra district 99 orchestra travel to germany and the next window after this would be 2026.
his universal tennis rating system is used which is an international scale for tennis players from 1-16 luke is a and uh his brother wasn't 11.7 as a junior so it just gives you an idea there and he should improve in that his national ranking he's in the top 600 of 16 year old and in the top 800 of all the 18 year olds so he's and he's uh ranked 473rd in the nation for tennis college recruiting so we'll see what his run looks like uh that first week of june so kind of some awesome individual accolades there to touch on our team sports going back to our winter season both of our basketball coaches were nominated by the illinois coaches basketball association for coach of the year so it's kind of a great honor there getting into what we're currently running which i can tell you it's a whole lot easier to breathe knowing that in two weeks uh we're about 90 percent of the weight done because all the lower level sports are are done we're just kicking off the ihsa postseason so but baseball the varsity baseball team is currently 10 and 8 in a very tough fox valley conference some of the highlights are closing out a 1-0 victory over marmion which is with an unorthodox double play freshman mark michael pearson threw a no-hitter against crystal lake central uh nick carpenter threw a three-head shot out against kerry grove in a 6-0 victory and now battling the number one team in the state huntley to a 7-5 loss the rockets are young every day sometimes starting as many three freshmen on the varsity team so the future is huge with them and i can tell you i think michael pearson's probably going to be one of our better pitchers that has come through central in a very long time so good things there their postseason uh starts june 2nd lower levels end right before that memorial weekend softball is off to an exciting start their record is currently 10 and 7.
libby recently graduated from burlington high school she had plans to attend the university of kansas and major in secondary education she was involved in volleyball fellowship of christian athletes yearbook art club national honor society and student council please join me in welcoming miss libby siddell [Applause] [Music] [Applause] hello everyone and especially or should i say hey freshies you know i was an 8th grader once yeah it wasn't that big of a deal majority of the people in this room if not everyone were 8th graders once well maybe it is a big deal because you guys are going from the top to the bottom from what's always been to a new potential or maybe it's because we're all here to celebrate you okay to me it is a big deal and i know it is for you and your family this is a big deal i was honored to get asked tonight to share my words with you tonight and as just over a 48-hour graduate at burlington high school i really know why a celebration like this matters i am here to give you a few words of advice for what might be in store during the next four years of your life in fact i want to share with you some common phrases that you might hear very soon and some of them just might want to make you roll your eyes number one freshman year is hard how many times have you guys been told that too many to count right well yes there's some truth behind it but it's freshman year you have a start to a new journey it's where you learn the ropes of high school and it's where you experience so many of your firsts you might score your first touchdown in a varsity football game dance with your crush on homecoming night or sit in detention after school because you have been targeted to class one too many times some words of advice don't stop off your freshman year that doesn't mean for your grades it means embrace the change because it will be hard and do your best to enjoy it number two you guys should get involved yeah you hear that a lot too but really be a part of as many clubs and sports as you can it's through these clubs athletics and organizations where you find your place in your people and on top of the fun you'll have is statistically shown that those who are involved in a club or sport have a higher gpa than those that don't it makes some sort of advice don't be shy and don't worry that your bestie doesn't want to do footballs spread your wings and it is through these clubs where you gain so many opportunities and new friendships number three the teachers are scary and don't accept labor okay maybe this is true if mr johnson forgets his cup of coffee in the morning or if you forget to turn on your outline you forgive an extension by miss parker but brilliant has amazing teachers they dedicate every ounce of their being to educate and pray for your future i cannot tell you how much of an impact these teachers have had in my life some words of advice show up to class on time get your work done and respect them and i promise in return they'll respect you too number four high school is so stressful yes i can admit research papers science labs and math tests we want to make you cry at times but i promise it'll all pass and you will learn one thing that i've learned about high school is people spend too much time complaining and stressing then actually doing their homework so some words of advice take the attention off how much you have to complete and tackle one thing at a time and most of all do not procrastinate so repeat after me i will not wait till the night before is due to finish it good job number five high school is the best four years of your life i know you're thinking how could it possibly be the best four years of your life but let me explain you're young your bodies are active and you're able to do or be anything that you desire you have so much room to make errors i mean this is where you learn to be an adult enjoy that you do not have bills to pay and your only responsibility is to be a kid and enjoy it just think of home coming to the proms the dances or parking your first car even if it's a and high school parking lot so some words of advice don't get stuck into the drama that comes with high school do you and you will make the most of your last years being a teenager and lastly number six high school flies by to me this is probably the most underrated statement of all yes thinking about waking up at seven a.m and sitting in prison for seven hours a day might not sound fun but it's the last time you will spin in the routine that has become your lives and for some of you these are the only classmates you have ever known so enjoy your time with each other you won't realize it when it happens but you will go from being the new freshies to deciding your last classes of enrollment for your senior year so my last words of advice to you enjoy the journey and have fun before you know it you will be sitting in the same spot in a different building and wearing a cap and gap so when it's all said and done you will be like me getting ready to leave the nest and venture out into a world full of unknowns that i'll have to figure out myself so be prepared to hear these common phrases a number of times but don't be ready to just ignore them be determined to find your passion your true friends and endless memories congratulations to class of 2025.
for all grade levels number two give a second to catch up here number two it says field trips that can comply with the protocols that this document will be permitted at the discretion of the administration so that was the change so nothing major in there if you go down to number three it says school assemblies may be held in staggered groups to ensure that social distancing protocols can be maintained in less six feet a separation can be maintained between cohorts with all students in the same room so that mind that i just read that last line was the change that was occurring there number four is new students will be encouraged to wear face coverings when working in close quarters with other individuals so encouraged not required so that is a big change there where it's the student's choice at that point even in small groups and then we go to the next section on-site preschool instruction number two we added centers and seating areas may be occupied by small groups so before they were allowed to work in small groups meaning that in preschool even if they were playing with legos they had to be six feet space around themselves now there could be several kids playing in the same area with the toys on-site k5 instruction students will remain number one students will remain in their grade level throughout the school day cohorts may mix with other cohorts in the same grade level so this is a big change of how we've currently been operating um it's been you're with your class and that's it now we're allowing them to socialize with their friends that are in the same grade level so it's not going to be like the whole school line going up to a playground but they can be the three classes in each grade level that we have here at cup now we'll be able to play together so increasing letting them play with their friends a little bit more and have those interactions on-site 6-8 construction we just added the word students there to number one it has not been changed remember this is phase three this is how we wrote it originally okay so we can state that because i know that's a concern but number four face coverage will be optional unless otherwise mandated by state or local authorities um that was how we originally wrote the plan if we were to get to phase three so we didn't feel the need to change that because everyone on the task force felt that's the direction we wanted to go and that's the way it was originally written thank you for pointing that out now if we skip to um in annexes number four under procedures we have four local mandate we added there on the first down at the one of that that one and item number three students who live in the district will be offered transportation services if required by iep once again that's individualized education plan if we go to section b in that same area this entire section was added on-site services students may receive services on site students who will live in the district will be offered transportation if required by iep students will meet with service provider individually or small groups or in regular classes okay and that then there's one last one on the very back and this goes to our transportation which is in phase three transportation of students during light mitigation efforts to prevent the spread of infectious diseases passengers um if you wanna i think we made a change on here so i'm going to wait for her to hold that up it should be right there one more page phase three keep going right there passengers and staff will wear face coverings while riding school transportation and that's the last change and so as you will see mass has become optional uh throughout the school day except for this one exception we use the task force help because we already win against the cdc and pima county guidelines with having it wasn't feasible to transport kids to school following their guidelines it would have been 13 or less kids on a school bus that's designed to carry anywhere from 65 to i think we have one that goes to 81.
so we really want to send our students in 2022 of course if the health and safety conditions allow for that this would enable families to start planning financially so they could extend those payments over a longer period of time it would enable our staff members to continue the planning to ensure that the tour has all the benefits that it would of any cultural exchange program so we want to start that planning now realizing the tour is not until the summer of 2022 and also then our tour directors our district 99 tour directors can work with concert organizers and promoters to secure those performance venues so the tour we're bringing tonight is to germany for summer 2022 asking the board to vote to approve the tour and to allow the administration if needed to change a tour postpone typically cancel alter substantially if needed for health or safety reasons questions for gina questions yes gina is it possible for the district to purchase the travel insurance on behalf of the students and if so um why wouldn't we do that since that's something that we're we're essentially requiring them to do typically that is done individually by families from the tour companies currently the district does not support tours financially so we do not families paid the cost for the entire tour so that would certainly be in a change in in how we do it and most the tour companies have it set up directly with the families so the payments go directly to to the tour company and every tour company has different companies that they use for insurance or if they have their own it varies from company to company so it would be the obligation of each family to contact follow up with that travel insurance company so there's meetings that take place and our tour directors are really good about sharing information and many of the tour companies offer their own insurance so you go with this company that works with this tour company there have been in couple cases where they might have more than one company that you can purchase insurance from too though and the company that this tour is from i should have said this i apologize uh we have worked with this one before too so most the companies that are our music um tours have this you want to avoid the circumstance where you have that one family that just doesn't do it for whatever reason um this i suppose there's nothing we can do about that that doesn't purchase the insurance well that's why we had put the language in that they need to show proof so that's something that the tour directors would have to monitor okay just like they monitor passports right and they monitor the students have everything that they need it would be one more uh thing that they would need on their checklist to monitor that students um have right and this particular tour to germany breir is one of the tour directors and obviously he's done many many tours i feel confident uh that this changed that the tour directors will definitely be checking it's something that's fairly affordable yeah i'm sorry is it fairly affordable it varies from company to company but it will add in some cases a substantial amount i've seen some that are 200 but i've seen some that are substantially higher as we went through the fine print from the tours from last summer and there's different kinds of insurance right there's insurance that covers this it's just like any kind of insurance right there's insurance that covers at different levels we're looking for that level where families can cancel pretty much for any reason so we'll be real clear when we're presenting to parents that the the cost of it you know will will show that cost in in what to expect and it will depend on the tour company that we use if the tour company doesn't offer it then we'll have to give alternatives to the families all right just like you can go online and purchase from a separate company tour insurance if you plan a vacation for your family or something like that [Music] any other questions if it's required you're going to require everyone to purchase the same level of coverage or are you going to give options so it would be the coverage that would allow canceling for a situation like we're we're in right now which for the most part is going to be canceled for any reason some of the insurance options will cover if it's this or that but very quite a few of them did not cover for the pandemic they would cover in terms of postponing but then if the entire group could not postpone we ran into some issues with that as well so do you think that will change i mean if you know if someone's a senior or not able to then go on a postponed trip i mean it's so i guess i'm well i mean if you were looking at the insurance products that were provided and you're finding that not all of them gave the full refund back for a situation like this are you skeptical that right we're certainly going to guide families absolutely guide families as much as possible a lot of the policies that were offered pre-pandemic didn't cover things like a pandemic so part of this is making sure that the policies match what what gina's outlined here that it'd be cancellation at any time for any reason and that those were some of the gaps we were seeing in some of the travel insurance policies that were offered prior to this and that gap was only exposed because of the pandemic so we're trying to close that in this proposal that no matter who they're selecting for their insurance provider that level of coverage would be required to protect people we in fact do have students who are not going to be going on those phone trips is that nancy i guess did you send nancy nancy i think we do have paid we do have students who are not going on postponed strips we have trips that aren't happening as a result of the panthers the students aren't going on yes we had several uh tours educational tours that were either cancelled right as the pandemic back in march of 2020 we had several that i had brought into the board to postpone and yet not all students could postpone and then in some cases the prices went up because the smaller number of students and then families declined so some of those ended up canceling simply because students were pulling out of the tours so we yes we had a lot of situations like that the only ones that we have left are that are postponed from covid are the north and south costa rica at this point in time all right any other questions thank you gina thank you thank you all right our next topic is uh parent feedback offered at the parent teacher advisory committee meeting and scott is going to come up and present on this i'll remind all board members please speak closely to the microphone so that folks in the back can hear us all right good evening so we had our annual parent-teacher advisory committee on wednesday the 12th joanna and terrell were representing the board it was exciting we had 33 participants and we did it virtually and that's a good number for us and we gina presented the consolidated district plan and then karen taylor and kelly zerner reviewed some discipline data that looked at our disproportionate data looked at the path program and interventions that we're looking at to support students so after the event i sent out a google form so we will provide information to you from that we're still gathering some data but i i will say that we always get really good feedback that really helps guide us as a district with this event so any questions i don't know if uh joanna if you have any comments or no comments other than i thought it was really an excellent compared from the last time we had where there wasn't anyone this was really good there was good feedback people really participated thank you scott thank you good numbers all right we're going to invite rod up to present about changes in student data privacy that go into effect due to a new law that he'll explain to you and he'll go through the details on this here all right thank you everyone for giving me a few minutes to talk about data privacy tonight there's been um a tremendous amount of activity in the state this is really something that's impacted dramatically every state every district within the state and data privacies always matter to us in the 25 years that i've been here we've always applied due care to our the security and the privacy of our information and the the world that we're in now we we still have the same sensitive information that we've always had the digital world that we're in now you can see it on the news you can read it in your news feeds just the the data breaches that occur and the the significance of them and virtually any size organization even organizations that can spend millions and millions of dollars more than than we do on security and keeping their data secure has that that occur and looking back to again many years ago if a teacher was interested in a new piece of software typically there'd be a server that we'd have to purchase or someone from i.t would have to go and install that piece of software now all of us really have access to an endless virtual world of software tools we can hop online and pretty instantly access just an incredible array of free tools and who are often just very willing to accept data that we share so so many of the decisions that we make make today really have a significant impact and as i said we do we we always have um maintained a tremendous amount of of personal sensitive information and the the difference today again as we move into the digital world is the number of applications that we have the number of data integration and sharing points that we have our data just doesn't stay in file cabinets and offices anymore it's it's uh freely floating around or it can can be and that's one of the things that we're trying trying to do is make sure that that does not happen thanks hank so the nuts and bolts of what i'm going to talk to you about tonight is the student online personal protection act or sopa and this is something that's been around not that long really since 17 and it was brought into legislation then again due to this digital evolution and the sharing of data with vendors that we're providing software that we use and what brought it about then was just kind of kind of a almost like a gentlemanly agreement there really wasn't much teeth in sopa back then it really asked the school districts hey school district we know you're potentially sharing data before you share it with a vendor check their privacy policies make sure they're going to exercise do care and they have security practices in place so it was just kind of an awareness and a couple years ago privacy advocacy advocacy groups and legislators got involved and said you know what this whole data sharing thing is getting out of control there's just more and more data flying and we need to put something in place to really lock this down and i was fortunate enough about a year and a half ago almost two years ago to be in some of the early conversations with actually some legislators and other people around the state and i can tell you at that time some of the proposals were draconian i mean they were just the the penalties the restrictions were we would have been like locked locked in this this type i'm happy to say that it evolved and it didn't end up that that way what it really addresses i think in my opinion is two things accountability and transparency and uh okay hank so what i what i'd like to do is not to bore you in too many of the details but i want to help you understand just some of the nuts and bolts and the salient points of what this new legislation to sopa actually entails the linchpin of all of this is really the data privacy agreement or the dpa any vendor software vendor that we share what they call covered information which is basically just identifi uh information that identifies a student in virtually any way anybody that we're sharing that information with we have to have a data privacy agreement in place signed between us both doesn't matter if this is a google extension that somebody just installed themselves into chrome that happens to share or if it's our student information system and everything in between so that it requires us to have that agreement in place and signed technically july 1st of this year is when this goes into effect if we're sharing covered information and we don't have an agreement in place by then we're technically not supposed to use that product until until we do i'll talk a little bit more about that at the end our data privacy agreement that we're using over the past six months things have really evolved in the state where us districts are now using a statewide agreement each district still administers that but it really helped it was it's just been so difficult to go out to vendors and get them to even understand what this is and sign them and now that there's this movement where we're all kind of using a common instrument it's making that all a lot easier our agreement is 25 paid pages long so there's a lot to it and it covers things such as what what kind of data are we sharing who are we sharing it with why are we sharing it if we're sharing it with company a is company a sharing it with others to achieve certain goals and a host of other things and some of the other things that we need to do besides that data privacy agreement is have a policy which the board actually did approve these changes to policy in the last month or two to indicate who in the district can sign contracts for for those tools it also requires us to implement reasonable security procedures and actually isbee was tasked with telling us what reasonable meant last summer we still haven't gotten official directive on that yet but i was in a call a couple weeks ago with a state rep and there's a pretty good rumor now that we know what those are and they're actually procedures that we've been following for years so i i feel really good about about that um that's that's that's the one piece of this that i think we've we've addressed well that said again i i mention this to anybody anytime i speak speak about this that again watch watch the news read your news feeds no organization is immune from an attack or from a breach i i know that we're employing reasonable security procedures where we evaluate risk we manage risk and that's what it's all about it's all about kind of keeping yourself in that place and finally is kind of interesting the legislation says that a district may appoint a data privacy officer but basically every district in the state has has one and the nature of that job although no job description was provided or anything it just kind of said well the district can appoint one would be the underlying assumption for all of us is that the the purpose for that is that this person will will kind of manage this process and everything that goes along okay so that that was kind of the accountability piece of these changes in the law this is the transparency piece and what it basically requires is that again we're very transparent we're very public about the data that we we are sharing you know what what elements are we sharing with whom are we sharing it here here's a copy of the data privacy agreement that we have in place with with them here's here's a list of anybody that that company uses that potentially the data is being shared shared with so this is a big part of that transparency piece and another part of the transparency piece and this type of thing has been in place with the ferpa federal legislation since the 60s when records were all printed um you know parents today have the right to go in and ask for copies of data and inspect the same type of principles are restated here for sopa but specifically geared toward that electronic data that we're storing not necessarily in a file cabinet in the in the office but in the cloud you know with someone else and finally again in the world that we live in breaches are something that does happen and again part of the transparency piece is that we're required to publicly post and notify if we do have a breach and there's a threshold in terms of how many students that it affects but if we exceed that threshold then we need to be very transparent about this is this is what happened and and and when and what yikes um it's it's a lot um we we have some software tools in place that you know through part of our internet filtering and and virus protection and such really do a good job of analyzing and assessing different applications that people are going different websites that are being used that potentially involve logins and involve data being shared and there's hundreds and hundreds and hundreds of those such sites and we we've been evaluating those but we've been doing it kind of in a systematic way so um i think so i wanted to just finish up really just by giving you an idea of here's where we're at we started out like a lot of districts that i've talked with in the state have by identifying you know let's let's grab the big big rocks first what are those applications that we pay for that you know this is something we have a student information system we use hapara we use a variety of tools and let's let's get those taken care of first and we're we have over 75 of those that we were well on the way of getting agreements in place for those we've already created the data privacy role so we're we're good there part of the transparency part of what we're doing is we've created a website jill and kristen created a template site for me and i've built built it out with with pretty much all and maybe even a little more of the requirements that the sopa sets forth so that we're we're covered on that transparency piece and we've also reached out to district and building administrators department chairs and teachers in a way to start to collect from them what are those applications that you use every day and rely on that you're potentially sharing data with others that we might not know about because they're they're not ones that maybe i pay pay for and um so we've got about 350 plus of those that that we're looking at as well now so as we look moving forward from from here we we've begun to retool our application request process we had a an electronic forum and a process in place in years past when a teacher would be interested in a new piece of software or a new tool to request that in a formal way so we could you know vet the privacy policy and make sure there's not a another option that's already used that process obviously with these requirements will will change so we're adapting the process so that it accounts accounts for those and there'll be an ongoing need just for sharing this like i'm sharing it with you tonight and training really people on on this process and information security and privacy is largely a human problem i know it's seen oftentimes as a technical one but when it comes to phishing emails and ransomware and data that's potentially mis mis-shared there are so many human elements to it that just the ongoing awareness and training is is really really key i asked nikki our attorney that i worked with quite a lot on this and someone from the state a few weeks ago i said what what happens july 2nd if if we don't have all of our applications in line am i going to sopa jail and they said well rod number one there's not a super jail and number two they realize that every district in the state is in the same place this is an immense task where we're working on a process it's a good process and that's really what they want to see it's just just that we're we've got a process in place we're moving in the right direction so that's it questions comments i had a question is there any um exposure with student applications that a student might put on their or access via chromebook well you know we we would see those actually in our in our um as we have those electronic tools that are going out to look for applications those will show up on our list so as we get to those we also know because the students are running on a chrome chromebook and they're pretty tightly locked into our google ecosystem we actually have some insights into that system that give us a pretty detailed accounting of what what they have access to what they've shared credentials with in order to vlog do teachers have uh i'm over here teachers i know it's yeah um teachers uh and other staff members using personal devices is that somehow impacted you know mike we we uh we we have some visibility into that but not not too much i mean if i'm on my iphone and i'm doing something kind of outside of my district login and that activity we we might not be able to see that and that's that's that's where the education and awareness will come in as well i heard you uh so in your presentation i heard arduous time-consuming huge um sorry i'm not complaining it's not it's just been a lot of work for all of us across the state certainly but so i mean the thing that i i always wonder about when when we have these sort of uh mandates right uh is is how it's impacting our budgets and what you're not doing because you're having to spend so much time doing this um do you have some some feel for how it's impacting us from a budgetary standpoint yeah you know i i don't know from a budgetary i mean it certainly is one of those unfair unfunded mandates for sure you know we have a lot of extra work to do and really no extra resources i'm i'm fortunate where i i have just a phenomenal team and there we've we've all just kind of pitched in and and done the things that we we have to do so nothing came off the plate this just went on right yeah yeah no no there's okay yeah there were no other tasks lost yeah okay i would be remiss if i didn't point out that rod is amongst the national leaders on this topic it serves uh our whole entire profession well and our district is well served by rod's work on this so i thought it was important with these big changes coming that the board and the public was aware of what was was headed our way come july 1st and we'll try to keep rod out of soap at jail i was going to say that it would be a national headline then yeah thank you rod thank you thank you thank you before we move on to our next item can i just ask the audience members to do a mask check because i see a couple of masks have slipped down thank you all right the next topic is english department novels and i'll turn this one over to mark um there's a memo that i'll just go through some of the highlights in your packet in the agenda um we have a large market to get close to the mic large amount of information that doesn't go through the elec electronic and that's getting the electronic agent it's the novels that we purchase and we part of the program for that is the kids have that they can make markups in it these are given away through the english department and there's something that we've been doing for several years now is going out to bid for this because there is some competitive action for this so we had seven bidders that came in that was published in the local newspapers and but also we sent out requests to vendors that we work with or we knew about seven requests came in the lowest is book pal who we used two years ago um i spoke to the president of the company and i i said welcome back we had really good relationship with him he did they did a very good job and he says yeah i was he was upset last year that he didn't get it so he really sharpened his pencil so uh this used to cost an area about 140 and that was in you know maybe eight or nine years ago dollars so um sending it out this way really has helped to curb our costs in this and this way we don't have to charge as much to kids or build into the fees anything for the kids that pertain to this more than what we already have so the recommendation is to approve book pail for 111 526.92 um and they'll have all the books to us by july 30th wow very good any questions for mark mark and jury have really turned this process around for us and saving saving us money as a result all right master facility plan update just a few things as we head into the last few months of this not many of these reports left where we currently sit with the master facility plan is a remaining contingency of about 333 thousand dollars remember that built in also already are allowances that add up to about a half a million dollars between that and other spots that we have uh made sure that we're protected through the bidding process so uh we're we're in aggregate contingency in all forms is sitting at a little over eight hundred thousand dollars so uh we were feel very comfortable with this heading in uh to the summer to get the all of the work done that we have anticipated so any questions on the budget on time on budget where we hope to be yeah a few images here for you south high auditorium is pretty impressive hopefully everybody gets a chance to get into there soon their board members or the public will be able to get in there next fall but what a great space that's going on there the learning commons coming along it's kind of fun when we went on a tour with jenny and joanna they actually dropped a piece of the plywood so you could actually see the existing space starting to connect with the learning commons which was a new feel that we hadn't experienced before and as students come down that main hallway they can kind of peek in and see what's what's happening there north high learning commons really coming along the tile work is there you can really feel that that space uh really coming into form now even to the point where we had our first celebration in the learning commons last week the north high students and staff celebrated the fact that janus is retiring this year and did a little impromptu celebration including the band in that space so that's the official first event in either of the commons so well deserved and well recognized for janus that's kind of my report on the master facility plan but joanna and jenny actually went on a tour i don't know if there's anything else you wanted to call out from your experience i think sorry gotta pull it in close i thought it was spectacular it the combination of you know creating a flow and especially at north capturing the history of the building and keeping it intact and then also having some outside spaces for the kids to go and a little bit more bandwidth in their lunch hour so that they can enjoy it more so just yeah i i was impressed beyond belief i thought at the north campus i think it's very harmonious the way the old and the new complement each other i was totally impressed with culinary arts section the state of the art equipment over at south that auditorium is cali i just envy those theater students so much that is just fabulous i think i can hardly wait till the public comes to see it so that they know what they're getting you know this is was money well spent thank you joanna so any questions from board members all right very soon we'll be in all of those spaces all right foia requests we received some and we filled some and they're always listed on our website okay okay we'll move on to the consent agenda before we do so i'd just like to take a moment to uh recognize where is it h the acceptance of donation again from district 99 education foundation they provided a i'm not going to pronounce this right cry cut cricket qriket machine to our transition 99 students for their business thank you thank you to the foundation is there any um element that the that any of the board members would like to pull out of the consent agenda for further discussion hearing none i need a motion for the board of education to approve the consent agenda as presented which includes a the personnel report appointment certified leave of absence classified appointments classified b the personnel report retirements classified resignations classified see the personnel report termination classified d the personnel report salary benefits wages wage increase classified e the financial pages after 2020 2021 final school calendar g the 20 20 22 20 20 23 recommended school calendar age the acceptance of christopher espinoza aye jenny hagstrom aye and nancy kupka aye the consent agenda curies next we'll move on to the action items we need a motion for the board of education to approve the orchestra tour to germany and austria june 9th through 22nd 2022 and allow administration to adjust cancel or postpone this educational tour if the administration believes that the health safety and or welfare of our students and staff could be compromised second joanna and mike thank you joanna vazquez drexler aye mike davenport aye christopher espinoza aye jenny heggstrom aye trey pavich aye and nancy kupka aye the motion carries next i need a motion for the board of education to accept the lowest responsible bid of one hundred eleven thousand five hundred twenty six dollars and ninety two cents from book pail to provide novels in accordance with the specifications instructions and requirements provided in the april 23rd 2021 request for proposals for community high school district 99 english department novels so moved second i didn't hear it i'm sorry oh joanna vazquez drexler aye mike davenport aye christopher espinoza aye jenny hagstrom aye and nancy kupko aye the motion carries uh these protocols we'd like to address the board come on forward good evening my name is noel manley and i'm a resident of deering illinois and i'm also resident of district 86 and i thought i would share with you some of the happenings of what's going on with district 86 and how they may impact district 99.
i got a text from uh coach richmond they lost to a 1-0 to jacob said base was loaded in the in the top of the seventh nobody out and they couldn't get one run so that that's a that's a heartbreaker um so they're eight eight and five now in conference part of the excitement is due to the fact that we have three starting freshmen and only one graduating senior that has significant playing time and what we're hearing through the pipeline we have a lot of good softball girls that are coming up so we're going to be young and very competitive there which is great boys track they won the 16 huntley invitational which normally we finished four or five but they went there wanted i believe by at least 15 points which was huge um kind of shocked everybody especially with the numbers that hutley puts on the track but some of the greatest things so far this year jake borman broke a 21-year school record for the shot put that was held by jake wendt in 2000 with a distance of 54 feet one inch jake broke broke that with 54 feet and four inches and today i got i got a message for mike as i was signing in the baseball umpires he broke that throwing 56 one so and he's he's got a scholarship to go to isu for for uh shot and disc so he's one of our many things out of six events currently ranked in the top five in state jake borman in shot and disc zach schmidt in the 400 800 and then of course our four by 400 our 4x8 relays so this is a great year because when we can score in our field events we do well in the running events we we have a chance so they're excited to get to that postseason run as well girls track although losing a season covid last spring the girls track team has not slowed their goals or expectations for 2021 the girls team looks to compete at the top of the conference advance girls to state and come home with some state medals they're now entering in their two-week what they consider their championship phase getting ready for county sectionals and then state so coach neal is really excited about what we have there uh girl soccer overall they're 10 and five but their record doesn't you know reflect their success right now they've played they've lost some big games so three schools such as naperville central wheaton academy they lost to st charles east which is projected to be one of the state finalists they lost 2-0 to them and then of course everybody that's in our our area like sycamore canelin plainfield central dekalb we've all beat so they're excited right now we're sitting tied for second in the fox valley conference waiting for the tournament to start next week they have one more game against huntley tomorrow and then regional sectionals supers and state and looking at the way the state threw us this year for all of our postseason we didn't go north they're sending us back kind of southwest kind of that belvedere all the way down so it's kind of what we're used to so you know we feel we have a great run in the postseason which is kind of nice we're not going to go up north with all of our conference schools which is what it was uh in the past last but not least wrestling just started their matches they're one in four but as we know wrestling's a game of numbers and you know just how things balance out with our weights versus their weights so right now our in our loss to dc we won 13 of the 22 matches that were wrestled so what that means is a lot of kids got their hands raised so we lost 54 to you know 30 something but that wasn't really truly mat time so coach brown is excited about our young team the time that they are getting um nathan kim is leading the team he's five and oh so far with three pins and their season is still young they're going all the way till uh june 9th so they have two two matches a week some some weeks they have three the illinois wrestling coaches association is running their independent frost off state tournament the registration open today they are implementing a girls bracket in that as well so we're excited to let our kids know about that as well so that is our sports update moving on to the other realm which is activities we've done a lot of things in the last month i'm not sure how many of you were able to log on and see the musical that was called working they did a nice job the show was a great success musical director was sarah castro performance director was christine heckman and you can't forget about our producer matt billin because he's the one that put it all together and another great show you know we only sold 52 tickets but you know i i don't look at you know 83 for the fall play 52 for this i just think everybody's lives right now are getting so busy you know to sit home for you know an hour and a half and lock it in to watch it is pretty tough but they're happy with the results we did that show in 1997 by the way mr nessus first year here it was not his choice it was the theater teacher's choice he was going scorched earth and doing something that could never be done we had to take oh there's a prostitute part of it we took out the prostitute part i had to shift some of the lyrics in the song that i sang that were not quite deemed appropriate uh but you know it's a great show i didn't know about it until like saturday afternoon i just i don't know how i missed it so well it's because we have it's there's other stuff going on yeah the weather's nice and it's like hey we want to get out and do some different things last week we also conducted our first 712 live music concert up in the football stadium we rented the sound system brought it in and it was kind of like what i would call an open venue bring a chair bring a blanket sit on the football field sit in the bleachers come enjoy live music it was a great event uh you know across the board kids were ecstatic parents were great it may not have been probably the most perfectly sounding because that was the first time a lot of them were together as big group but accolades around to all of our music teachers our kids our parents our community so that that was a great event the choir concert's set for thursday we're going to do that one in the gym uh because the outside sound and corral it's just really tough so we're going to break that up into two shows we have 160 kids in the chorus due to preparation the middle schools chose not to just because that's a lot of stress on those kids so we're gonna keep it just the high school they're ready to go um and we're just gonna do two shows 6 30 7 30 and then half the parents the first show half the parents the second show that way everybody can come in and see that in person and it's going to be great because i learned a lot about the fine arts the acoustics are much better inside and to mic up all the kids and do those things it's a heavy task outside another huge event that's coming up on may 22nd our service club is doing a color run it's it's a one mile race that's set up on the chs complex and all the funds that service club is raising is going to be donated to the national alliance on mental illness so currently we have one board member two full teams registered and the time slots start about 10 10 15 and the last race will go off at 11 45 it's a it's a great community type event we have 172 runners signed up you know spread out all the covid restrictions are all in place and i think it's great that our service club can do something big and give back to a very good charity um almost there the last one we did have our senior gala on may 8th this was in place of our senior prom huge success we had 115 students and i know that and we only have 266 seniors but to just put that in perspective district 300 tried to do something similar they have a pseudo prom their numbers were so low they ended up co-opting and didn't even get 40 kids amongst three high schools that are probably closer to 5 500 kids and we had 115 so what did we do that night that was pretty awesome so they came into a red carpet theme and we invited the parents because of course we want to have our parents part of whatever we can so we kind of lined up outside red carpet event they were paparazzi take pictures do all that fun stuff once they come in by parents you know now it's time for fun so we ended up having to do that part in the hallway because the weather did not necessarily cooperate on that day it was pretty rainy but we punt we adjusted and it was still great the parents were happy from there we divided the kids in two groups we had uh chris jones hypnotist comedian i think he was on america's got talent one of the winners great started giving back to schools doing these shows so we contracted them for one show and we said hey can you do it twice so like two 30-minute shows well he threw our whole night off because the interaction with the kids was so good he ended up going for 50 minutes when it should have been 30 so it's like all right how could we punt and adjust everything else so which was good half the kids went in with chris jones the other kids ate a nice catered dinner from pinstripes so the things that they would have got there chicken parm salad loaded mac and cheese all the things that a typical high school kid loves to eat so the food was great entertainment was good but it didn't stop there the chs high school community you know kicked in together we got a whole lot of raffle back skits for the seniors so they won raffles we were able to prom a 2021 king and queen they did their senior superlatives and then the kicker of of the rest of the night was now it's torrential downpour outside and i'm out my coat my umbrella and we're lining up the car so the kids left we brought them down by hbt and uh the athletic boosters partnered with matt bombers and we ended the night with a 10-minute firework show very similar to those that have seen our homecoming so just just a great night overall uh a lot of accolades to jillian luchanski's andrew mcguire and the junior class prom for really putting their heads together thinking outside the box and what can we do and the biggest thing we heard was darn i should have came because they heard all their friends talk about it and if that and we were prepared for 200 plus kids but you know we can't uh you know we can't worry about that and then the last thing i ordered the new graduate sign to replace the 2020 to go out front so that should be in hopefully by the end of the week and we'll see the new 2021 sign up there so and yes sorry for the length but i told dr cerna it's gonna be a little longer because in june at the next board meeting i won't be able to make it because i'll be down in peoria at the state convention so i wanted to make this one a little more thorough and short of any state runs i'll come back you know in july then thank you so much all right next to the in-person remote learning status report dr stern dr mongan so um just to build on what we've been sharing in previous months um our state superintendent of schools dr ayala has come out formally and stated that illinois state board of education's official stance is that schools will fully reopen in the fall we've entered we entered the bridge phase on friday if our if our current mitigation factors numbers stay stay good and they were looking good this morning in my phone call with the health department as well we expect to enter phase five on june 11th so we could be in phase five as a state as early as june 11th so it's right now um idph um cdc working on different guidelines now you probably noticed and i included a handout in and supplementary materials on the side in the news there's been quite a bit of news about fully vaccinated people do not have to wear masks things like this what wasn't really reported is that those rules those rules don't really apply to schools so the king county health department came out with updated guidance again today you'll see that it's dated may 17th and basically it's what we already know that we're not part of that that we still have to maintain the mask mandate we still have to do the social distancing and the contact tracing so the rules for us have not changed we talked about when we expected that they would change and they they're expecting that additional guidance will come back come out after the end of the school year but then it will be different from this year's guidance and then we will place this new guidance up on our website as well what's up very good and then for um the survey results that we submitted so as parents you know that we sent out survey results trying to find out what our percentage of students that would return next fall given the medical notes that were required otherwise everybody's expected to be back in person i received uh 40 about 45 percent response rate right now out of the 4 500 students that we have between kindergarten and our ec through 11th grade we have 2123 unique students that responded so about a 47 rate of that we only have 33 students that parents have selected to bring back in a remote option of those 33 students they range really across the spectrum so about 1.55 our assumption is that if parents did not respond they're probably planning on bringing them back in person so it's a very small number uh for ec currently we only have one student that is expecting to come back remote kindergarten we have five students that work involved first grade second grade are both at two third grades at three fourth grades at two uh sixth grade said two eighth grade and ninth grade i both had four tenth grades at three eleventh grade's at one and twelfth grades at four so those that make up the 33 students the challenge is how do you service this fewer kids so partly what we're doing is we're working with the regional office of education they're currently trying to get approval from the state board of education to maybe offer a cane county-wide remote only school where we could transport our students to be serviced through the regional if they cannot do that i've also got a ploy out to my king county individuals as well as some in mchenry county to see if anybody's willing to partner with us to cluster a group of teachers together maybe to teach this small population of remote students i think we can still serve as our sixth through twelfth if we choose to through our online program at ventum unfortunately i'd have to lose a few of their elective choices but we still could service them under that um guys it's really that early childhood through fifth grade then we have to figure out how do we manage them in a way that would be a quality education for those students and so we're hoping that with the regional office of education or with other regional partners that we can figure out some way to form a coalition together and collaborate together to try to provide for other districts as well isn't i mean would mid valley just be the likely best option with the fact that we're already kind of we're intertwined in other ways already we talked to many of those so i've talked to many of those uh curriculum people across the county i think that we're all trying to figure out our numbers everybody's are really low so i think there's not any district yet that i've heard of that their numbers are coming in any higher than ours uh most of them are seeing the exact same trends we're seeing so most parents are looking to bring their students back full time which is good news um but um yeah that's a coalition we're looking as mid valley keene county we may have to stretch out to mchenry county huntley is one of the groups that we work with uh consistently as well so we might be able to work with them as well but we'll kind of see where we land hopefully regional office gets approved through state board of education for an alternative learning program and gets funded somehow to help us do that and we can just kind of form together as a county in terms of learning laws learning alaris has been a big conversation that you keep hearing about across the nation like where are we sitting in terms of learning how are we doing with our students so we did an analysis of our fast bridge data which we looked at our students that were here and took the assessment winter of last year pre-covered so they would take it in january of 20 pre-covered to get a benchmark and then we looked to see how did those students grow by winner of 21.

um and so that wasn't feasible for us to double our fleet and so we went ahead and had these more stringent rules the entire time which we believe has led to our success of being able to operate and also because of the concern of our drivers our drivers have great concern as we've shared with you it's been nerve-racking for them to be able to drive in this type of an environmental close so we've decided at this point to start the school year that we are recommending that our drivers and our students continue to wear a face mask while um being transported on the uh on the small bus you you'll see in there we've also took a few things out um the temperature checks that we do in the morning and on the school boxes would be removed in both areas in phase three it's not that we removed it from phase stream just a reminder that this is was originally planned that way and if we got to phase three so some of those things that we're used to are we'll be going to the wayside because we feel like we've progressed to that point any questions yeah go ahead oh i just was going to ask if this included any of the extra custodial procedures that we're doing in school sanitation because we didn't get strep or pink eye we have one cold all year and that's great so there there's a lot of things that we've seen a lot of positive things we're not scrapping everything that i think there's things from our original mitigation plan that would just be a part of how continental school operates from now on when you talk about the cafeteria one of the things you'll notice is the kids can now sit where they want within a section so if i'm in fourth grade i can sit by any other fourth grader but not shoulder to shoulder like we used to do we've noticed by spreading it out a the behavior is better in the cafeteria they're eating better because they're not being distracted by their peer right next to them and so we are going to keep you know how we put the x's on the seat and every other one they'll be every other one but they're going to choose who that other person is but right now they have assigned seats that correlate with the classroom which really limits the socialization with their peers we want to bring that back but yet keep the things that we've learned and benefited from so there's lots of those examples the hepa filters we already have them we paid for them of course we're going to leave that plugged in it's not necessarily a part of the plan but it's just common sense we own them um it's not hurting us at all it's hard to say how much they're helping but you know it's an additional pep air filter which is actually a hepa filter compared to just our normal ventilation which we can't have hepa filters in so that's just a common sense thing that we'll leave in place um so yes we've learned a lot of things our sanitation we ended up hiring an additional custodian it was our intent to keep that additional position um in the works and to keep up we didn't have a custodian on campus during the school day until this year at continental school they all came in and left one two o'clock so it's been very nice to have that one custodian who cleans all buildings handles things of that we will keep those those types of practices up as you mentioned we're seeing not just us being able to keep coping at bay but a huge decrease in the flu um basically didn't have a flu season here at middle school this year um the cold pink eye those sorts of things due to those things so yes those will continue as part of our just normal operation and would i be correct in saying that masks are optional in every case except riding the bus yes sir that would be 100 accurate all right air conditioning i might add that it's optional there to appoint because you are required we are required as a district to provide transportation so if people don't like that aspect of our plan they have every option to bring their children to school as well our acs we do not have ac on every single bus but the ones with audi asus we talked about at last board meeting are shortest routes which are like 10 to 12 minutes long all right windows it's been a part of the plan that um this year all of the windows have been opened due during winter when it was 30 degrees outside the windows were open have every bus driver been vaccinated or have the freedom to be vaccinated they've had the option to be we can't discuss if they have or not understand but if they don't want to go get a vaccination they can get it right now correct yes and that was the drivers when all the teachers and staff were in the second phase all the bus drivers were allowed to be a part of that phase for our district and many of them took advantage of that okay i think the big thing if i may only run to school but i might have six inches of separation yeah you gotta talk to nobody come over here with me sorry you can't remove the masterpiece this is steven lane he's our transportation coordinator i think the biggest thing to understand is when the kids are in the classroom they can have that three to six foot space i may only have six inches of space on a school bus i have three routes right now that have 60 plus kids on the bus and their shoulder shoulders three to a seat so i don't have the space so my concern is on my route this morning that i'm covering i had three or four kids that started coughing and then you could hear the production of the production the productive cough that's going on and what's the first thing the kid's going to do is they pull the mask down and they're going to clear the throat this way right under the partner sitting on the seat so that's why i'm recommending that we leave the mast on the bus for the 12-13 minute ride to school once they get on campus and they can spread apart and take the mask off and we do have one very long route currently that we'll be going out to montana vista and those always have our newer buses with the best ac possible um syrian thought to speak in the mask on the bus given i don't know the administrations upon their evaluation which i'm thinking to give that without calling a special meeting that makes sense so you're asking next year if we feel like we're ready to remove the mask while being worn on the bus yeah can we do that so what we've done this year is we've made changes throughout without bringing the board together we present this to you we are allowed to make those changes as things change as things from cdc pima county as those mandates change we've been able to make those changes and that's where mrs rico sends out those emails notifying the board of the change and we immediately post those changes on our school website where you can find this entire document in its entirety on the website we make those changes as soon as we make them it's done the board is notified as well as um and some of them we haven't had a choice they've been like forced down to us per se um and so that's kind of if if choices are made changes are made sorry that those would be noted on the mitigation plan itself and immediately posted to our school website where it is housed and stephen today we had a call with pim county superintendents and pima county health department with dr garcia and dr coleman and everybody's in agreement and keeping their fingers and toes crossed that we do not have to even deal with this mass conversation for the fall um so a lot of the superintendents feel just like we are saying you know mass optional and hoping that we don't even need to have them in the fall so um everybody's just a lot of them for the big conversation today was graduations and high school graduations and trying to just stick to the four ticket limit for parents in the summer safe but for the most part everybody's in agreement with us and what we're saying because it is very difficult and from speaking for and behalf of the task force and the staff members there are some staff members and some students that will continue to wear masks and that's their choice and there's some people that are i'm kind of in that vote and i'm kind of done with the mass deal and we're ready to move on as well and i think that's what's great about continental is we're accepting and willing to let everybody make that choice and for themselves and by moving to phase three it allows us to do that to give people the actual choice to build something except for like i said in one area which is buses and that really is because of the safety concern and also not just the safety of the kids in those types of proximity but also um taking into consideration the feelings and beliefs of our current drivers that we have outside we also are short bus drivers so we really don't want to scare any away or have to get sick and that that's part of when we talked about that on the task force as well is most of our drivers are seasoned and experienced and so is a big concern to them and this we commend them every single day and we've been able to pull off an entire school year of them bringing our kids to and from school because of their willingness to trust us to trust the mitigation plan and that's why they agreed to come and drive this year because in the beginning of the year there was a lot of doubt there was a lot of concern and they've successfully been able to do that keeping safe and also seeing that the students are safe and so we feel like at this time that's the recommendation like i said at any time we can make the as an administration to stop that but right now currently where we're at with the data that we have right now today that's our recommendation for next week i'm very excited in middle school yes sir everyone's going to rotate like back in the old days so we are going to rotate like we did back in normal days okay we're still working out logistics there we're going to try instead of having all six seven of the days faders go up the hallway at one time which is the whole way trying to get creative and say you have three minutes to rotate which is about what the rotation is important but it's staggering so only sixth graders are in the hall at one time and seventh and eighth so that you're not putting three four grade levels and packing your balls if we do decide to do that we talked about one directional hallways so everyone has to go in one direction so you're not complicating we're still the conversation the the comfort conversation is still out there about lockers because lockers is very close proximity jamming in and so do we stick with the backpacks that we've had this year versus going to blockers those are something that doesn't have to be in the mitigation plan but it is on our radar and we as administration will continue to talk about that as well with our teachers um but yes they will rotate teachers will have their home room and by doing that we're also allowing to bring back this is really exciting uh because of dopamine we got rid of like orchestra and band and our enrichments because it was hard to teach that just with one group and so we did a teach and re-teach class for everybody we felt that was appropriate because of having missed a lot of fourth quarter but we're really excited to get back all of those specials be it spanish all of the the different things that we have math enrichment there's name them all but um we're excited to get back to that so that will be a part of it the kids are already filling up their choices this week and their schedules are already being created so that's one of the huge advantages of going back to the rotation thank you very much you're welcome thank you to the community for their time on making this uh um any further questions questions okay i'll entertain a motion to approve this plan uh point of clarification for you you're talking about starting summer school correct yes sir so the the committee would like to make the recommendation that we use it as a pilot period and then for those three weeks that we're at summer school we go ahead and start with the mitigation plan that we have submitted to you um and then that will prepare us as staff for starting the school year 2021-2022 how about some discussion i've i've still got an issue with mass morning on buses i think we have made the mass optional throughout the school i've got the pima county board of supervisors resolution here and if you read this mass coverings are recommended throughout the school recommend not mandated but recommended they're recommended in the community but they're not mandated so the only thing we're doing is mandating them on a school bus we've got incredibly five vaccination rates in in this area the cdc and every other health organization has said that children are least likely to contract or transmit the virus any school bus driver who's concerned about their own health against coped can go get a vaccination tomorrow and i feel this just adds a level of confusion to have one very section of our mitigation plan to require masks and nothing else does and i would move to amend this it's a mixed masks optional on school business okay nice further discussion just to thank you guys for putting that together and revising and fine-tuning yes motion passes thank you folks very much do you have any important information discussion i would just like to thank sasquatch nice job in keeping continental moving forward on this whole issue so thank you i'd like to thank you guys for coming it's nice to see people even pre-code we didn't get people so um thank you support yes i'll thank you again and um i think it's been an amazing success story that we've had this kind of this community this plan right here wherever it is whether you like all of it or not is what is the reason that continental's back in the classroom um that's why i think it's important that we we stick we stick with it we can amend it as we go and i'll be the first to admit that someday i hope it doesn't exist but maybe it's often a closet somewhere we don't have to use it but um this is the reason we've been back in school and it's more 90 percent of the other people so many thanks for everybody putting this together and taking the time to amend as needed and make it flexible as we move forward also just again want to say thank you and at our awards assembly on friday which is the first time we had parents on campus they were all very grateful happy thanked us for doing what we did also to allow their kids to be back in school so that was very reassuring because a lot of times you don't hear the thank yous and parents were very happy also friday i did receive a call from pimatani health saying that our school had reached her community so you know with the number of vaccinations that we have i think we're the first district to reach herd immunity but i know that people are still going to get their vaccines so that was that was good news yeah so thank you again thank you all for also chiming in with our task force and if you'd like to wish mr austerley a happy birthday yesterday happy birthday to you thank you
on january 4th and 5th of this year a special seminar was held for our faculty and staff the title of the seminar was introduction to race and training it was conducted by a consultant called saxophone consulting llc one would think the seminar would present materials on how to bring people together over issues of race instead it was the exact opposite it was filled with racial invective divisiveness and among the topics that were discussed was this academic construct of white privilege i'm going to read to you a section from the presentation entitled some aspects and assumptions of white culture in the united states the nuclear family is an aspect of white culture aggressiveness in extraversion our example or our aspects of white culture emphasis on the scientific method is an aspect of white culture planning for the future is an aspect of white culture and anything other than judeo-christian tradition is foreign and therefore an aspect of white culture so according to this consultant paid for with public funds these are the underpinnings of white culture in america one would think these are universal values i'm sure that many people who have immigrated to our nation from africa latin america and asia have embraced these values according to this consultant they do not the seminar went on to discuss what does it mean to be white and outline four items segregation individualism focused on intentions or impact and white fragility members of the board this is repugnant it flies in the face of everything that i've been taught about race tolerance and the golden rule instead of teaching respect for differences district 86 paid 49 000 to this consultant to advance victimhood divisiveness vengeance and retribution be warned if it hasn't already happened here these hucksters are coming that soon unfortunately this is part of a greater trend in public education that moves away from education and towards indoctrination asserting the legitimacy of the perception of white privilege and white culture and the promotion of equity as the means to correct these flaws runs counter to the mission of public education public education is meant to teach in life sorry sir your time has expired okay uh to enlighten and allow critical thinking and weighing the value of concepts and ideas so thank you but thank you thank [Applause] you [Applause] good evening my name is laura hoyce i live in downers grove and our son reed is a junior at downers grove north it's good to see you all again i speak for parents and community members we are fighting for the students and for the teachers who can't speak up to say how they feel the far left has been working to indoctrinate rather than educate our young people our schools are on a fast train heading in the wrong direction towards socialism radical marxist leftism openly rejects america's values we must act to counter that with unwavering optimistic messages of freedom opportunity and patriotism let me give you three examples of how we can put this fast moving train back on the right track number one defeat illinois house bill 2789 which is legislation backed by the illinois education association and teachers unions that would require the idph the illinois department of public health to regulate in-person instruction at public and private schools state control would replace local control teachers unions have amassed all the power house bill 2789 passed the house in april i believe it's now in committee and is heading toward the senate soon so i'm asking all of those who are aware to call your senator and ask the senator please oppose this house bill 2789 so that we can keep local control of our schools critically important to us democratic-led unions have taken full advantage of covid and they want to give idph enforcement powers the idph public health does not want this people don't want this teachers even don't like that unions are taking such a strong stance the reality is parents and students and teachers have no voice in the political process all last year teachers unions opposed school reopenings over parents objections and over their pleas to please open in-person learning again i'm pleased to hear tonight that the plan is to reopen the schools in the fall that is what we want let me reiterate we want our schools to open full-time full schedule in person learning with sports activities and no masks so let's hope that happens number two reject the culturally responsible teaching and leading standards which a lot of people don't know about i know about them and it was hard for me to find a copy of them but what are they they are standards that were introduced you're out of time i'm sorry time has expired okay thank you thank you [Applause] somebody's coming from the back you can be next sir good evening my name is jim wool i'm here to discuss a survey that is given every two years to the students in the introduction says the questions ask you about a number of different things including health and social indicators such as substance use and prescriptions bullying violence and other information about your school and your family this is really none of the business okay this survey the questions that they ask and the answers that they want the survey is sponsored by the university of illinois school of social work the first set of questions are you male female transgender do not identify as male or female as true or transgender really again what business is it of the school to know this what is your race who do you live with that most of the time at school are you eligible for receiving free lunch reduced price lunch or neither really again whose business is this other questions okay ask students to answer how wrong do your parents feel it would be for you to drink beer or wine have one or two drinks of alcoholic beverages nearly every day very wrong wrong a little bit wrong or not wrong at all again what is the reason for these questions they're not for educational purposes these questions do not help teachers design math curriculum science reading arts foreign language there's no purpose for these questions another question during the past 12 months did you ever feel so sad or hopeless almost every day for two weeks or more in a row that you stop doing some usual activities another question during the past seven days and how many days did you eat dinner at home was at least one of your parents or guardians i really think that this survey serves to remind some students how lonely and dysfunctional their family life can be now again at the beginning of the survey it tells the students who are filling this out you will remain private none of this will be known this is almost child abuse in other words you have a student fill this out but yet no action will be taken who does this benefit is this benefit the u of i graduate student who's working on a dissertation a phd again why is this necessary why are our students filling these surveys out there's then other questions about alcohol drug use and then finally it asks questions about the family too and i think we know these answers i'm sorry mr wool you're out of time thank you that we know these answers we've known for 50 years yet every two years we give this survey [Applause] good evening my name is art ellingson and i am a vietnam veteran of the navy and i was sent to vietnam to battle against the spread of communism that's why we went to vietnam because the north and the chinese the russians wanted to take over south vietnam we went there to give them freedom and now those very same freedoms are being taken away from us by people who call themselves leftists call themselves democrats but are in fact communists critical race theory is one of these ideas that they have come up with and in my opinion those who have come up with this critical race theory are in fact the racist themselves a very popular video describing critical race theory goes like this you are a shopkeeper and two people walk into your store at the same time a black guy and a white guy if you wait on the white guy first it's because you want to give privilege to the white guy now if you which means you're a racist if you waited a black person first it's because you don't trust the black guy and you want to get him out of the store before he steals something no matter what you do you're a racist if you have white skin this is anathema to how our country was founded and raised we are the least racist country in the world [Applause] 12 years ago or maybe 13 years ago now we elected a black president for the first time if the white supremacist ideas were true that never would have happened yeah there are a few white racists in our midst a few white supremacists but they are slim and far between the vast majority are not i was raised to be colorblind i was raised that some people have a permanent suntan and i don't and that's about the the limit of it but this critical critical race theory stuff this 16 19 project is harmful to our children harmful to our country and it should be resisted completely i'm going to hold up my cell phone briefly not doing anything with it just want you to see how big it is how small it is when my kids were in high school in eighth grade there was a page in their history books that was had a box in it small enough to be covered up by my cell phone everything in those history books about the vietnam war was in that little box so on a totally different topic i'm going to let you know that there are vietnam veterans such as myself who travel around to schools to teach the vietnam war i took 640 color slides and i don't want to brag but i actually knew how to work a camera back when i was in vietnam and i have beautiful color slides of what going on over there i've got caller i'm sorry sir your time is expired but i do recommend to dr akapka that we spend his time 30 seconds because of the interruptions during his presentation that's fine by me and i just want to interrupt and say thank you for your service but please go ahead including movies of downtown hiroshima japan how many people have been to downtown hiroshima and see what it looks like but i encourage you to invite some vietnam veterans to come to your history classes and teach the vietnam war as it happened and i'm willing to be one of those people to do it and i'm an officer in three different veterans groups an american legion post a vfw opposed to vietnam veterans of war post and i can help facilitate for you the connection with these different organizations so you can get the perspective from the army guys from the marine corps and from the naval people as well thank you thank you hello i'm christine martin i am a resident of district 99.
so postcode they would have already gone through the march covet the summer slide come back for some instruction to see how they're doing in when we look at stuff we always look at underneath the response to intervention plan so it's like 80 percent of our student population about 80 percent sit within 25th percent down above um and then you have about 15 that sit below that about to the fifth percent about the 10th percentile or so or maybe it's 8th percentile and then we have another 5 at the bottom so we call it tier 1 tier two and tier three so we looked at these numbers we asked ourselves did our kids cluster close to that eighty fifteen and five uh when we looked at that and you have a packet in front of you when we looked at both hybrid students in a math so that's looking at the mathematics remote students in a math and then we looked at the hybrid students in e-reading or a reading sorry and then in um for a reading at the bottom here you see some damage you can see the chart and the first one represents a blue chart in the first page and this is consistent throughout is your 20 the cp is your college prepared and then you have your lower students so those are your students that would be at the 70th percentile the college prepared a 70 percent or above scoring the 70 percent above the loan rates gets between the 26 percentile and the 69th percentile so i clustered those together because those would be kids we'd consider in that 80th percentile range of what i would call rti the sub risk falls between the 11th and the 25th percentile and that's the sr that you see there 20 sr is some risk that's the yellow one and then the higher risk is the 10 percentile and below and that's the one where you're seeing the hr that's a high-risk students so what we want to see is we want to see that the college low risk one go up right so you see some gains there so we're seeing student movement and we really want to see the sum risk and the high risk students go down because that means we're closing gaps there anticipating that we know well we're hoping we're going to see growth in all of our students but we should see some kind of a trend there in the a math hybrid we looked at the exact same students so the student did not take the assessment last year in the winter we did not count them for the 21st so these are student-to-students you're seeing 1 650 students who took the test it last year compared to those same 1 650 students this year that took the test to make sure we're seeing growth and we're looking at cohort data so we're looking from a first grader to a second grade then from a second grade to a third grade so we're looking at cohorts those same students as they moved along so when you see that one two two that's the first to second grade group the two to three is the second to third grade group etcetera we don't go to high school right now because we only have any reading and it's norm it's not the same data here and we'll look at that separately but not tonight so when you're looking at this you can see that last year 86.7 percent of the students that took this assessment fell within that range of what we're going to consider the 26 down above so sitting in that range where we need them to be this year we're at 87.8 percent so we saw growth more students fell in that category so we did not see a learning loss in amen for our hybrid students we actually saw that they did make movement and didn't make some gains which is really good news for the sum risk that you see there you can see we had nine percent of our student body that fell in the summers category and now we're down to 8.6 so a small decline which is good that means they split up into that low risk category or the college category and then for our high risk students you see we made a better margin of a point six percent from four point two percent to three point six but we're well within that eighty 15 5.
christine could you bring your your mascot please over your nose thank you i'm here this evening to state unequivocally that i oppose the implementation of the critical race theory curriculum as dangerous as crt is the second scariest problem with crt is that the large majority of parents aren't paying attention because if they were the curriculum of rape critical race theory would never have made it this far i am one of those parents that does pay attention along with many people here tonight i have been a thorn in the side of many school administrators due to what my children have been taught and not taught i've witnessed the anti-american anti-religion anti-man and now anti-caucasian indoctrination of all our children that includes your children as well we as a family are no longer part of the public school system because we had had enough of a large number of teachers and administrators teaching kids to hate their country some berating and embarrassing students if they had opposing views i also had zero tolerance left for the mindset set forth subliminally to students by both downers grove high school principals and hank thiel that weakness of character is actually a positive attribute and now critical race theory to sum up for those who are just learning now as simply and briefly as i can state critical race theory is built on the intellectual framework of identity specifically when it comes to our public schools it is changing how teachers teach and how students learn they are wanting to divide and punish students by color of their skin and grade of behavior on political viewpoints academic achievements to hard work critical thinking are no longer part of the equation crt is not only in our schools to name just a few it is in our government agencies our human resource departments corporate america i.e cancel culture crt is a dangerous dangerous growth the agenda with race is dividing people i object to the view that any of us should be judged by color of our skin by viewing every element of education history and every facet of society through the lens of skin color and race we are desecrating the legacy of dr martin luther king jr and ultimately violating the movement for which such civil rights leaders believed fought and died sierra teaches that our black fellow americans are unable to succeed in the country without aid from government adapting critical race theory is attempting to push the viewpoints that black americans should be regarded as helpless victims and aren't capable of successful regardless of their skills their talents and their hard work what crt strives for like a wolf in sheep's clothing our children black white brown will be taught very true and correct definition of racism crt critical race theory is racism your time has expired i'm almost through your time has expired thank you significantly more important as parents yourself your children are part of this too not just ours ma'am i'm sorry but we have other people please think seriously about what you are supporting please don't lean on the excuse that you must follow state and regular federal guidelines this is our district and with one district stands up to what is right other school districts will follow there is power in numbers i please we're going to tonight we're going to ask you to sit down please we're going to conclude the open discussion equation thank you my name is michael hahn i'm a resident of donors grove i do not currently have any kids or grandkids in the school district however i have neighbors and i've seen some of the effects that the social programs have had on them and they have been pretty much devastating wearing these stupid masks is just ridiculous i've seen several of you reach under your mask scratch your nose and then touch the desk or the wall belt or the chair every single one of you or most of you anyway when you leave here we'll remove this mask and it won't be on again until you come back here i see no reason why we should have mass policy in the school i'd like you to consider totally removing it as soon as possible thank you very much is there anybody else who'd like to address the board i can you see i can't see past the is there anybody else coming okay we did receive one online comment uh mr rose resubmitted from last month and felt like i did not reflect his comment as we summarize online comments so i will encourage the i'm not going to attempt and fail at it again as a point of record all of the comments submitted online become part of the board record i highly encourage all of the board members to read mr rose's comment in full so that you're aware of his full perspective rather than my summary of it other than that we have received no other comments thank you oh yes you did mister i i thought it was all mr rose but you are correct uh we received another comment from mr ellingson as well and i will make sure that that it reflects his comments this evening and i will make sure that that is part of the record and sent to the board as well thank you thank you for correcting me okay if there's no one else who wants us to address the board we'll move on to communications and announcements do we have an update well jenny you're you you haven't been to a meeting yet but do you have any updates from ellen we have a meeting friday i'll make sure that jenny gets the invite for that now that she's on the committee um sasa joanna anything uh just that sasa district administrators will continue to meet on a weekly basis through the end of the school year these meetings have morphed in short into structured gatherings where they exchange ideas suggestions and help each other problem solve current issues that they are experiencing saset administration provides updates to programming information legal updates and support for any upcoming needs and registration for the next school year in the next two weeks registration packets first asset programs for the 2021-22 school year will be mailed home to families based on many requests thank you joanna okay uh terry the foundation uh we're meeting this week so i don't have anything said no report okay illinois association of school boards i don't know if you all saw in your emails today but they're going to try to do the uh annual meeting uh in person this year so november 19th through the 21st i think that's fabulous yeah we'll be sending out more information on that and i'm sure julie will be reaching out to to arrange for those that wish to go highly recommend it and there is a usually there is a day day and a half for new board members for some intensive training if you're interested in going uh upcoming board meetings we'll have the june 2nd workshop at 6 30 p.m the june's and all these are here correct uh the june 2nd is the iasb workforce that's right we need to see what the ruling will be from isb on physical distancing if we can hold it at the district office and i'll fit in that space according to the idph rules it's much easier for us to manage that back at our offices but if we need to spread out to a larger location we'll we'll let you know where that's at we will open in in public session reception of visitors and go directly into uh close-ups there will be no action taken no action to yeah it's closed session for iasb and for personnel and then june 7th we'll have a workshop meeting at 6 30 and then june 21st our business meeting at 6 30.
uh if you just turn to the next page we have the a-math remote we of course wanted to separate those two bodies because we wanted to make sure that our students that were remote we're also learning because they will be returning in face-to-face next year and we needed to know if we needed to do some kind of adjustments or interventions for those students who entered our doors you can see we had 600 students that took the winter test last year and then the same 600 students we have for this year in the winter and you see we have a really good marginal gain there 79.7 percent were in that college and lower risk category and this year it's up to so we had a nice nice gain in terms of students progress in terms of learning and growth this year the sum risk was at 15.5 percent last year and it went down to 9.7 percent this year so again they split up the category we'd like to see them which is that low risk to college and the high risk was from 4.8 to 3.3 so good movement in our remote students as well so we saw some really good gains there and not um you know any major learning loss that would impact them for the e-reading the same category you can see that the balloon around it's the same group we had 1 645 students in the a reading class of 20 that took it to the same compared to the ones that are in 2021 the marginal gains aren't as much but reading is one of those categories it's a little bit more difficult but we do see some good gains for college and low risk we're at 85.8 so above that 80 last year and this year we're at 88.8 so we had a good margin at least of growth there we're maintaining and still seeing growth for some students the sum our risk category we're at 10.3 to 7.9 and the high risk from 3.9 to 3.3 so again all metrics in that area also showed we had movement in the right direction and we did not see massive learning loss and then when you look at the a reading in remote we're looking at 602 students and the college ready and low risk was 86 and this year was 86.4 so stayed flat fairly flat but at least made us minimal gains but did not lose or have a learning loss in terms of some risk we went from 9.5 to 9.1 again minimal gains but we still are in good shape we didn't have any learning loss and then the high risk we were flat so overall you know i have to say i've said all along the teachers are doing what they need to do and i think the the plan we put in place and the board's willingness and wherewithal to stay the you know stay the course and get kids back in school um even from the get-go in august has paid off um i think that the learning loss that we saw here is very very awesome uh we don't have much i do think our challenge will be social studies and science we can assess math and ela because we have the assessment tools did we give up something in the content of association science don't know that would be a little bit harder i think we'll have to monitor that as we go through whether you know content areas or categories that are missed because they're trying to get ela and math and at the elementary school level we'll kind of look at that as we move through but overall i think our teachers should be commending our parents our students i mean we've done a heck of a job uh this year and i think that the data shows that um we're moving in the right direction with very very minimal if any learning loss projects it's that time of the year again um one of the concerns as we moved into this summer was access to materials and as we put these bids out we were talking with our vendors and our construction manager shales mcnutt um a lot of the materials and stuff that that we were needing for our window project and our roofing projects we were able to procure quickly and our vendors had access to that so the roofing material for cms's jim roof is already on site so we were able to procure that to get it on site here so we had it so we didn't have any issues with that um they're tentatively gonna start as soon as school is out and get that job get in get out and get done which is what the contractor is wanting to do the window projects at central high school in central middle school same thing we did field measuring shortly after you guys awarded the bid they procured all that material all the aluminum for those frames and everything is is in stock they're fabricating the windows now we're working on acquiring the glass so all those things are right on schedule and seem like we'll be able to accomplish those some other things that we're doing this summer we're replacing the roof on the district office here we're going to start that this week the roughing system over this old gym was a system that we didn't do when we did the rest of the roof here so we're going to do that now we're also upgrading our hvac automation systems at prairie view and hbt we have some very antiquated systems with antiquated software and computers so um we're using entec is our controls provider so we're going to update all those building automation systems so we can more efficiently and better control the hvac systems in those buildings as well as we're going to update lighting controls at all the buildings in the district so again to be kind of energy conscious we're going to be getting some incentive back from combat for all of these upgrades so there'll be some dollars in return which dana was ecstatic about to get back in in those cost savings um we'll still be doing um our painting projects some flooring updates some of those things but uh the major projects seem like they're uh on schedule and gonna go any questions about any of that some question on that i just thought your tickets that you give us do you guys have turnover or custodial staff at cms we did yep yep and we've had a few we've had a few staff in hiring throughout this covet process we've lost a few staff in that process so we've been using our supervisors and using overtime and stuff so we have seen an increase in in tickets and the turnover time with our staff again our staff struggle sometimes with the computer aspects and getting those tickets closed out so we try to encourage them to get in quickly and get those closed out but that's something we're working on with our staff but we did see a slight uptick of ticket with the kids coming back and you know we kind of that population grew a little bit so since spring break we're still our our staff is still working hard the staff that we have here is is doing a great job in making sure that we keep things where they need to be i think our our year of of covet and all that i think our staff's done a great job to make sure that we're able to support the teachers and keep the students in class so i'm proud of that thanks dan sorry i'm updated for graduation may 27th well carrie mccaslin is kind of the well is the assistant principal at the high school who's kind of leading uh the planning efforts for for graduation so we are scheduled for the network arena on may 27th it's going to be the the first time in quite a few years that all seven board members will be attending graduation i put in a phone call uh regarding regalia for our new board members asking if it was in yet uh reached out to herf jones and everyone's backlogged uh just because of covet and everything i guess and supply but as soon as they come in we'll make sure our board members get that material it's going to be an indoor ceremony which is kind of exciting we have an outdoor contingency plan but due to our numbers we're going to be able to host it indoor and each graduate will receive six tickets which is reasonable are we handing out diplomas or how is that actually happening um that will be somewhat dictated by the narwhal arena but in the past we hit people glove glove up and they can pass up the the diplomas or also being on table the student will take a diploma cool all right that's the german three um new textbook so i will pass around another bliss uh department chair is requesting new german three uh supplemental materials to go with her current curriculum the books that i am passing around will actually align directly with she's using in german too and during four which we've already purchased curriculum for currently she her information or materials that she uses for german 3 is outdated and isn't current so she really is looking for something that's going to be more current in terms of written information culture sporting events things that are happening in germany that she felt that she could bring alive with these textbooks you have the rationale within your uh forward packet so i won't read it for that a netted request the cost of the books is about 1200.
not to mention the fact we hopefully have graduation is friday graduation on friday hopefully we'll see you all there if not saturday or sunday depending on the weather and board members please on the way out uh in the culinary arts lab are your caps and gowns since we're traveling roadshow this week please take that with you so that you're prepared and we can take a few minutes just to tell you what to expect on the day of with that we'll ask for a motion to adjourn terry and mike all those in favor aye aye all those opposed we are adjourned thank you
it's 11.88 for the two materials she's looking for the class sets in her classroom not for digital resources as she fills with a foreign language it's better to have the hard copies versus electronic books so it's her request to receive the actual books themselves any questions we'll come back next week or next month for action is it standard to have 18 years a pub testbook textbook that was published 18 years ago our teachers don't really use so yes i mean textbooks today aren't like back when you were in school most of our teachers use supplemental materials or resources to we don't actually use a textbook or we have ebooks i think she has been struggling with finding resources this prima that you're seeing come around she purchased german too probably german tooth came first or german for about the last two or three years she's been updating them and i think she's been trying to figure out what to do with german three um and this is what she's landed on so she does not use this is not really a textbook you'll see it it's a supplemental material she likes to pull her resources okay she feels it's more relevant and more current uh district received two fire requests one is more procurement for our newest board members this is a quarterly foia that we receive and so our business manager created a spreadsheet so it's very easy to respond to and just download the information into a document and send it off second one came from the chicagoland laborers district council and this is one of their researchers who just keeps on track of the bid tabulations and they were looking to see where the numbers were they came in for the asbestos abatement bit and were able to respond to that as well yes bulk yes canfield yes nolan yes yes gorman yes let's take a five-minute break yes sure even says chs chs german pictures
