welcome will call us meeting to order at about 603 this is a finance meeting and we've got three three topics on the agenda tonight one is the update on the tyler financial package which encompasses the accounting systems as well as the hr systems inclusive of payroll etc the next item would be the budgets that we proposed and what we're going to do or what's in the process in order to compensate for what the city gave us and then a third item uh was the last item that was ended and it would be to discuss the exempt employees i guess these are salaries so let's take it in the first order uh let's go back to the the the tyler the tyler update uh on the implementation of the the system to to go back not looking to repeat history but i think many of us on a committee here just want to make sure that the occurrences which brought up a lot of the public comment and criticisms and awareness as of today that can you tell us that the the i'm gonna refer to the issue of the glitch as i call it uh has been has been corrected number one is the question number two has any and all issues that have attributed to to that been resolved and if not are they in a process of being resolved and thirdly which i think is an important one which i don't have any clarity on what is the general feeling and i use that word loosely um based i don't want to say the industry based on the the members or your staff passed to a progress in terms of responding to them etc so that's been handled thus far and do they have any further concerns that are outstanding those are sort of historical stuff just to say give us a brief update and then we can go through and i would hope courtney's here which i see she is if we can share i ask you to find out this work chart as it's called i think it's very impressive to show how much work is involved in the the the need for professionalism and guidance in here is to what's involved to do it uh and everybody would have an understanding as to the workload that's involved in these implementations of new systems so to that i'll i'll throw it up to courtney if you can just respond to some of the initial questions i have and just make it brief or yes or no and i think such as satisfy most of the committee members and we can just x off those items and just move on sure i just put together based on what you asked just a brief brief powerpoint just to kind of say what's happened to date and what our next steps are so just very briefly the it had to be set up and configured and that means that we had to set up all the deductions and benefits there's 79 unique types of deductions believe it or not or not for our employees that includes their retirement trb their city pension their health insurance their life insurance their direct deposit net pay if they have a credit union every aspect of their pay their 79 unique types we also set up all types of positions and supplementals there's 3074 unique um types not including the part-time and sub-staff we imported all active employee maintenance records that's 2406 active records and also many archived records for historical purposes and we imported all their position information we had to create work calendars there's three 33 unique work calendars believe it or not rich cathy are now there are 29 unique salary schedules and we created a single pay cycle which is the advisable standard we had to link each position to a work calendar a salary schedule and a pay calendar it's a tremendous amount of setup and a tremendous amount of collaboration between the groups to get this set up and running properly it's no longer a siloed hr payroll system it's a single you know single system for the purpose of hr and payroll so all of that setup occurred our testing we ran our first payroll on january 13th of 21 2021 we ran a parallel payroll to compare it to the december 16th payroll in our legacy system which is the standard of practice we compared line by line 18 349 rows of data um to assess the variances and explain the differences from pay to pay we this control enabled us to correct errors so for example a few employees that were recently on fmla right before i go live that were not inactivated or for example an administrator that was included in the trb group with an assumption that she was an 0.92 but she was not she had a fico correction there were a few things that happened in those first few days because of the volume of records and quite frankly the short length of time that we had for implementation um now we regularly we run a payroll to payroll report which looks at every single record by employee name and every single deduction so for example an employee a single employee could have up to 18 records for example on average that's about how many they have if they have many positions and if they have many different types of deductions we run a variance from payroll for example the last one we ran was 24 so we look at the posted payroll payroll 23 we compare it to payroll 24 and then we we sort by all the variances and we go through as a team and explain every single one of them we will not have to do this forever we just have to do this while we're comfortable that the controls are in place so for example we see that somebody's page dropped off we look it up and we say oh yes that was a terminated employee we see that somebody's health insurance changed we say oh yes that employee changed to family coverage we go through point by point by point to explain all of those variances and it's really time consuming but it's something that you have to do when you go live in the payroll um the hsa issue that occurred was on february 8th this is the infamous you know glitch that rich talked about um that was a particular payroll we had a lot of a lot a lot a lot large volume of pay changes normally we run a payroll on a friday before a wednesday settlement date that gives you plenty of time with the bank if there's any challenges with the bank that's the length of time that the bank usually recommends that you settle ahead of your payroll in this particular payroll payroll because we had worked through the weekend and we had so many changes we were running it on a monday somehow because we hadn't set up the proper controls which we have now put in place through gina being the main person that's um you know assigning the rights to each of the different access points of the system we had multiple players that were in the deduction screen and what happened was the the particular hsa deduction it's called an employer contribution employers get um we have an employer contribution for different groups in the contract it says they some people get it quarterly we do it by annually we should revisit that and others get it once a year um and for the once a year group someone went in and accidentally checked off every box in that calendar so that when it ran through payroll people that were supposed to get it in september got a employer sponsored hsa deduction on that particular pay in a normal world when we have plenty of time to do our payroll we would have noticed that immediately through all the checks and balances i said we had in place on that particular day we noticed it about 10 minutes after we submitted the ach which is an electronic file transmission we immediately contacted nina khan a treasurer at the bank we spoke with her and she assisted us to get the proper items in place to do a full reversal of that ach transaction and that meant that's another file you send you send a request and they do a reversal file and then you submit your corrected payroll file that corrected payroll file was submitted without those hsa contributions so i'll give you an example i myself and courtney am a recipient of a three thousand dollar hsa contribution in september and that erroneous payroll that ran on february 8th it came through as a three thousand dollar pay to my hsa we reversed it before the settlement date which was february 10th so what appeared on my statement was it looked like it was a contribution and a withdrawal that's an error it shouldn't have been a contribution and a withdrawal it should be a contribution and an adjusted an adjustment to withdrawal that employee never withdrew their money we reached out to sigma immediately and right away we had assurance full assurance in writing in an email that that hsa correction could be changed in the coding to an adjusted correction which meant that that deduction would not appear as a as a contribution and a withdrawal it would just appear as a net zero and have no tax implications we had that in writing from them from day one it took us about two months to get the corrected file and the correct people at cigna to work with us to get that corrected coding okay we have 100 reassurance that all of those people that ran through on that hsa have been corrected how do i know this i found the right person her name is jen berry at cigna she got the file extraction directly from hsa bank which is what we asked for all along because that's the corrected that's the correct file had 100 of the transactions on it and she was able to issue corrected coding to have it as a reverse uh adjusted it's called a adjusted distribution so when any employee looks up into their account they can see that there's been zero contributions for this year i checked against that bank file and i can see that 100 of those corrections have been made we also have quarterly reports that we run with cigna just to verify when someone's getting close to the max of their contribution because the federal government sets tax limits for the contribution for a given year for families and singles they alert us they can't tell us who they can alert the employee directly because employees are allowed to make their own individual contributions into their hsas it's their own bank account but we do have a protocol in place because we've had this happen before many times in the past where the district used to make overages and contributions to employees hsa on behalf of like the employer-sponsored portion and we've in the past submitted these suggestive corrections through when it used to be with chase bank we had about 10 a year that happened not to the i think this point you know i'm satisfied is to to what happens and don't have to go into further details for the the the the participants that were involved they've been contacted uh and and explained what had happened and whatever the results i have been made to restitution with them or with you if there's money due etc uh and that's been corrected how is the the feedback of this information to the other members in in that are concerned basically the the union representatives who are they on on on target or have they been or are you keeping them abreast as to the progress that you're doing and what you're making and is there any conversations back back and forth as to any further the concerns that they have so they can be addressed as we're implementing this system yeah so dr cell issued a letter um directly related to this issue with assurances um in addition i have a meeting scheduled it was for today but um aaron had to reschedule for tomorrow with the teachers union i'm meeting with the secretaries group um on monday about a separate issue but i'm going to certainly circle back with them about this in addition i sent an email last night about how to check your paycheck um and as a result i got just a few responses with people just asking about clarification for how to access their check and things like that and then dr sell sent an additional communication today and as a result you know i've gotten a lot of questions but the questions are all not errors they're easily answered questions like our old system used to round the pay so for example if you were making uh one thousand two hundred dollars in our old system it would catch you up on the plus or minus on the last pay but our current system rounds to the p is to the penny so instead of making 1070 you're making 1069.90 i'm getting a lot of questions on that so i'm just explaining yeah it's rounding but check your salary your salary is still the same in addition i'm getting questions about the two paychecks so our old system was a manual calculation for people that have a teaching position they're required to participate in the teachers retirement board pension for employees that are working another job that's not pensionable like for example if they're working with our early learn program we take fica we're not a section it's called a section 208 district where we get exempt from the fica for the supplemental pays we do we are required by law to take that fica from for the employee on behalf of employees for retirement and so those run in the new system as two separate paychecks we're exploring the option to combine them but it caused a lot of errors so right now they're getting correct pay but they're just getting two paychecks for those that are running a second job i would assume on the pardon me i would assume in that situation when you got the fighter it's kind of tricky because the fico would be calculated on on the total as opposed to partitioning it between salary a and salary b so correct it's actually it's actually something that the consultants have to work through richard it's not quite that um simple there were issues about setup whether or not you know defaults to go to fico were checked or unchecked and and these this is one of the big areas the fico and trb that we're working closely with the consultants on um i just this is sort of a i wasn't anticipating a powerpoint but i i there have been still some issues and you know one of your questions was are you convinced that it's resolved and part of my job wearing the legal hat is you know we were asked to write a home hold harmless for all of our unions and i don't quite know what the scope is honestly um to hold harmless you know i'm trying to hedge with the unions to really restrict this to this february 10th hsa issue but one of the questions that i did have for cigna was are you confident that we have reversed everything that it's all been reversed and their response was we've reversed the ones we were told about so i'm i'm not sure i'm real comfortable saying i think that we've handled it all i just don't know i don't think we know what we don't know just a minute please please there is data to show that that i've asked you to review courtney [Music] this is where we're having issues obviously i just discussed with the consultant one of their activities richard based on last week is that they're going to meet with courtney and with kim to double check all discrepancies and get to the bottom of it okay so that we can have the assurance courtney identified the people we know and there may be others so the job is now is for them to sit down and say yes that was it or it's a little further and i think as of tomorrow they have a plan for that okay and they can't respond to that though because so let me respond to that please so we were talking specifically about that february issuance right in addition it the eight the representative from hsa that's a very junior person sent us a file saying that these additional contributions were questionable from the payroll side she did that in error they were actually voluntary contributions from the individuals that were sent outside of the district directly to um hsa bank we can explore that with the with the um designated uh you know um with the consultants um there was what there was an additional issue with the hsa outside of this payroll when too many people had access to that deduction where four people got that pro-rated i've since turned that off i am not allowing us to do courtney hold on courtney hold on i don't need to shut you hold on don't mean to shut you off i think sal explained at this point here that you know what's being resolved you don't have to go through all the details i'm not looking to to rehash what happened i'm just looking to get an update and i think the you've answered the question i haven't answered i have a question for kim in layman's terms so i don't have a bad side what does hold harmless mean so it can mean a lot of different things honestly dick but in this context what we're looking for is that look the good news about all of this is that i don't think that the dollar exposure is large because everything seems to be reversed at least all those ones on that february 10th were reversed but the concern is just if there are ramifications down the road let's say for example i'm not saying it's going to happen but let's say the w-2 ends up being wrong or there are tax consequences or we missed one and you blew across the cap for for depositing into your hsa account there may be tax ramifications for that and what the union is asked is would you hold us harmless hold your employees harmless not only if there are financial penalties but what if they get audited what if they need to have an accountant and so part of what i see my job as being is narrowing down the risk of exposure on those things and and that's the nature of the hold harmless i'm trying very hard to do that by letter with these groups they're looking for a formalized agreement and i think you know i'm trying very hard to to kind of work with them because the message obviously for us is if it was our error or anything stemming from this obviously that flows we're going to help you fix um but that's why um i think you know in in working particularly with shipment and goodwin and talking about the scope of a hold harmless what we're trying to do is is make sure that we've got some idea of what we think that's going to look like and like i said the good news is that the reversal happened it didn't happen the right way at first but it did happen so that the dollar exposure is really just on those few people that were able to spend the money that went into the account you know they kind of had a hole and run yeah sure um but but i think this residual exposure is the other one um and i just i you know it's a massive transition there's a lot of data and i just i always get nervous with the um with the global statements that we've got everything i just that makes me nervous well let me let me go back and just ask the would i be naive to think that this general whole homeless would be that you know there's never you know we're going to attest to the fact that there's never going to be a mistake and if there's a mistake you know we're going to no rich that's why we're trying to that's right i understand it to pin it down because it would be almost impossible to make a statement i'm zeroed around that february 10th date honestly you wrote around those yeah and we had past practice rich and kim and dr phil i'm sure you're aware of this where if we did this which we have done many times in the past going back years we there was a form that the employees submitted saying that they agreed to reduce the next hsa contribution which happened with these four individuals they all agreed in writing and said that you know yes we we access and they're very kind about it and they said yes you know offset our september deduction by this amount and it's past practice we've always done that okay and richard i have a question richard yeah go ahead uh for courtney kim and whoever uh in the project the project private progress all right we show uh under under payroll need to go through all the rules and responsibilities of payroll running we'll be setting up and maintaining deductions also some others confirmation and validation and payroll accuracy uh and confirm all deductions are working accurately need to validate uh the tax setup we have target dates of of may 25th and what may 21st have no targets been met already i can share with you some of the targets let's see so on the general ledger side you're asking specifically about the under the section of payroll because that's that's the portion we're working on at the moment right yeah let me find depsel is it okay for me to share the work plan or um well i i i i don't have the work plan but i was i was cut out of answering those questions i think those timelines al just asking yeah that's all i think we have haven't we yeah no we haven't met that yet um that's we're on target to meet it but um and um it hasn't been directed to the committee on thursday morning every thursday morning which is tomorrow morning we take this and update it so we um so that we don't miss anything so that that's my assurances with the consultants that we're doing this um so tomorrow morning i'll have a better idea as everybody upstates their uh information yeah rich can i ask a question please all right go ahead okay um i i have i have two questions really i hope that's okay um my first question is courtney can you give me an idea of the number of people who were working on the first phase of this project with you it was pretty small um yeah it was me um and my my finance staff and some limited involvement with the human resource group um so from october to late december it was a really small group and then we also had the tyler consultants working with us we probably met with them a total of in the course of those three months um i want to say probably about 15 to 20 days full days of sessions and then so those are 15 to 20 days of training you actually way more than that i'm just saying with the group it was 15 to 20 days it's training and then you go back and do testing and then you do building and then you come back to them and do testing so um it was more than that i i it was let's see probably about six you know 30 days of training and then i worked in you know independently with some contractors like over the two weeks of holidays um christmas new year's yeah so yeah yeah and how many how many people are in this are being paid through this system being paid through the system well we have 3 000 different types of pay for the full positions and supplementals in addition we have many many many substitutes and part-timers as well so on a given payroll i would say the volume of pay is um from paycheck standpoint um probably six or seven thousand so we're talking about a data conversion from one system to the other that involves six thousand individual records that potentially all have hundreds hundreds and hundreds of thousands of individual records actually hundreds of thousands because it's every aspect of a person that we track um so it's their name their their spouse their address their type of pay their their calendar the frequency of pay um their position it's it's hundreds of thousands of lines of data okay and we have we have a new person that's come in to sort of oversee the the rest of the process and because i know we're we have to work into you know other aspects of the system right um do we have additional folks that we've hired for some of this data work um and i guess the other piece of that is you know obviously this is all very supposed to be very secure information so um you know what what measures are in place to make sure that whoever we're bringing in to work on this is um capable of doing that work yeah that's a good question so dr sal reached out to a firm that identified people to assist us and i think we'd all say that they're doing a really good job and we're satisfied and i'd defer to kim and dr sal and and kelly's online too but i'll say from my experience um we have a consultant her name is lindsay and thierry she was referred to us by um like i asked for a project manager back in um september of last year and she was referred to us by the software implementer at that time and so we were able to reach out to her recently and kim actually knows the firm that she was working with so she as well as her boss are engaged to help us through the project management piece in addition we now have the full support with gina working on the project as well as kim dr sal and the executive committee and i have a consultant working with me as a bookkeeper that's helping with the data because we still have some data conversion on the general ledger side that we're going through that's pretty significant um and involved and we're getting there well i expect that we'll be fully loaded and fully ready to go with the general ledger by end of week next week um i just i apologize i just want to go back to something you mentioned though because you you mentioned that you made contact with this person back in september yeah and was what was the reason behind not bringing this person on board at that point in the process i think it was just but budgetary constraints i i i dr said is that the case um i i you know what i'm not sure what she's talking about really yeah we uh we signed a contract with tyler and you know it was a few hundred thousand dollars we transferred over uh and i'm assuming everything was going well until we had these problems when we did um you know we talked about bringing on consultants and to help us so i kate i couldn't tell you about why someone else wasn't brought on or not i don't know she may have asked but right oh my god okay i guess and i don't mean look i don't mean to cause i'm not trying to cause uh i just want to i want to get an understanding of the situation because if what courtney's saying is true i mean i've i can't speak to a payroll situation but i have done a data implementation both on the like bringing a system in and developing it and then also a conversion from an old system to a new system so i do have some background in that and i know what goes into it even when you're talking about a much smaller amount of data and my concern is that internally we did not have the structure in place to support that process and i don't want to see it happen again right because we have this next portion of the process that we're going through and i appreciate that we're bringing additional people on now to you know work with us and to make sure that that that conversion happens properly but you can understand from my perspective i'm sure that there's some concern about how you know the reassurances right now are not don't feel very reassuring to me can i just i just want to respond for a minute because there's a couple of things kate that you said that are super important um the security one is is really important um rit director did not get responsibility on the security for this until about 10 days ago and so rit director who ordinarily handles security for everything in the district power school everywhere was not a part of this internal workings of this conversion until about 10 days ago yeah there was also um and i've never and i'm going to be the first to say i i was surprised at what goes into this conversion because it was my assumption when we you might remember last spring we were jettisoning a project that was a product that we thought we were going to use and we moved into tyler at the last minute and switched my impression of that was that we were getting a much more turnkey solution than we got and so um this process really required us to build everything from the ground up and and they're very quick to say we tell you all the bells and whistles and you guys figure out what you want and i was startled in the many sessions that i attended that it really was a here's how you do it you guys go off and do it yourself when you're talking about you know courtney's got two payroll people and i've got three really three people in my department it was staggering um but there was a project manager from tyler who was supposed to be shepherding the project through with courtney we i think we had two i'm not sure if we had two but i know yeah they won um and she has been helping to shepherd um my approach with my team was um i have a couple of people who do different things and i tapped one to be the captain for our team and she attended i think it was over 70 sessions since the summer so since the spring so melissa bang from my office often was on those sessions doing something else with her screen on but there to answer questions to to provide input so i i and and on many occasions my team was brought in at the last minute to do a calendar to do to answer a question so they were pretty involved all the way along but i think none of us were really aware um until we got to january that um you know we had to migrate large amounts of data and we have people that do that every day you know we have people that handle all of our student data and those people were not involved in the data migration so i think we're all kind of trying to figure out now kind of where we are and that's why the the consultant particularly the project manager from bloom should people not call bloom shapiro anymore but that's why they're so critical because um they're coming in to sort of sort through where we've been and try to figure out but but it seems to me that when we imported some data rather than just taking the same data we changed a lot of it and and i don't know why but that's what we're trying to sort back out now so i'm not really comfortable answering a lot of your questions right now because i don't feel like we know enough uh yeah with every thursday we're getting more information and i hear what you're saying kim i mean i i can only speak from my own experience with this right but this is a pretty common problem and this is something that a lot of folks who go through these kind of conversions come into which is that your data doesn't necessarily translate directly it's not like you're taking it out of one field in the system and putting in the same field in the other system we're drilling into the weeds i think a little dude there is a there's a flow chart that is being built that has been built on what has to be accomplished first with target dates i believe my opinion yes there wasn't enough personnel involved in the beginning but that's been rectified the project manager brought in some experts and the data that i've seen from last week's meeting is this is being structured correctly with target dates that build one on top of the other and if those those targets are met we can move forward and the fact that additional personnel has been brought in and additional expertise um i think we should just move forward with that and and i'm i'm waiting for uh tomorrow's data to see if the dates have been met some of the the payroll was due for what may 25th which is may 21st which is a few days off um so i guess i would like to well yeah let's be the be the fly on the wall and see where that if those those uh those points have been accomplished and those target dates met but yeah now we just need to move forward oh we know what the problem was it's being fixed and and but i believe a lot of it was personnel and um and his law and we have we have the expertise outside expertise now to uh to make it fly to to move us forward yeah and i would like ladies excuse me kim and courtney am i correct in my statement yeah i think you'll see when we do the deep dive of the data i'm sure you're going to see that it's we're paying people correctly like i have every confidence in that and i'm glad that no courtney if we're not running a side by side how do we know kathy that's right that's that's what the people are doing with us uh getting i actually do run the side by side every payroll so if i finish my statement for it yeah thank you i think the question was to meet dr cell like courtney i don't know i don't i no i don't katherine this is where we're running into that's why i'm bringing these folks in her team has been running that yes and we are doing a verification one of the persons that we've brought in has done what kate is talking about in her district and she's really been explicit with advice and she's identifying um new reports that we didn't know existed that maybe they could work on to do some double checking tomorrow um there's a does jeff and lindsay and kim and courtney we're going to talk about payroll and then they're going to talk about this verification system and then they're going to go double check exactly what courtney's talking about only a little deeper to get to some of the things that maybe kim is talking about no that's where i was trying to go with that all right so i'd just like to know what are the things because okay quote in conclusion because his al said you know this is not the form to get into into the details and and none of us on on the board are really have a hands-on to to to to to really discuss it we're just here trying to obtain certain information but but i do understand project flow because i haven't i'm not saying that let me finish please so um this is cameron mr chairman could we sort of do this orderly please one person speak at this time thank you yeah so in conclusion i was going to say that as i look at it the issues happening prior kim is working on to to resolve all right whatever happened before 2020 hindsight perhaps we should have had the project manager on board to start but the fact that they're on board now is helping us implement the system and to go through all of these checks and balances with regard to additional personnel it's my understanding that the additional personnel has been authorized it's perhaps just a matter of getting it and the workflow chart that it uh the the workflow chart that was prepared is very detailed by function it had purchasing it had payables on it human release hr payroll etc etc so i'm comfortable that each of those are going to be looked out with the anticipated target dates so i sort of you know have been answered given answers to the questions i have i'm not looking to again bring up before i get into a debate i just want to just move forward to know that we're moving forward in a logical orderly fashion with professional help i think everybody agrees that this is a monumental task that maybe we didn't understand before but at the point we've got a target date here i believe of july 1st to get everything working in a good order so it takes a lot of teamwork with that being said you know if anybody has any more questions that that's fine we're not looking to blame anyone richard all we're looking for is assurances going forward that we are working to correct it that we will not have another public flogging from the union at our board meetings that we that they will be uh in the loop knowing that we know about it that we are fixing it that we have hired additional personnel and and move on i'm not looking to blame anyone i just want the assurance that what is our monetary um exposure you know yeah okay i think kim is working on that into all your points i think as we evolve through this process those assurances to the best way i could phrase is with the controls that are implemented and the controls both on the system end and on the processing end of the review and you know that's about all we can do humans are humans glitches or i get it that's it so i i think we'll have the assurances at the end of the project that we've asked for today you know once this thing is completed and everybody has all the yeah and that are that our employees know that we are our we have their backs that's all yeah thank you yeah and i think um you know courtney is talking to the union heads and kim is and um you know we send out the letters uh we we told them look mia culpa we may have made some hiccups this is a monumental thing and we're we have these experts in now that are scanning and you can expect some things to you know summer emerge again and we'll handle them correctly and identify them and communicate with folks we gave them those promises and that's what we're working on thank you mr chairman yeah um can i make a request that you know we get some more regular updates of this situation um maybe a weekly update um you know i understand you know you guys have to you know participate in this process and oversee it and you've got folks that you're working with but i think it would help a lot of us board members feel more comfortable about the progress being made if we could see that progress on a weekly basis and know exactly you know what is being done and what is what is still outstanding you know kate i i think weekly maybe a little too too quick maybe you know but by week weekly bi-weekly is fine because that there's a lot in there and if they move a date from may 21st to may 25th and next week there's not much to discuss with just looking for projects yeah that's fine i just i think some regular updates yeah and certainly we could figure out a form and how that's done i do want to make a comment to dr sal that both al and i appreciated your inviting us to be part of this this consulting group you know we the we enjoyed being there on behalf of the board it shows us in a professionalism that that has involved the information that we're being provided and the structure by which these people are are really holding us the cast to do things and resolve i was very impressed with sometimes there's a debate as what to do or how to do it and there's an umpire there this the fellow who's in charge his first name is jeff i'm not sure his last name but in any way he he calls his shots along with you so it's the proper way to do things and and i just want to say we thank you for for that and we'd like to continue to to be part of that project as sort of flies on a wall just to see and and also to to assure not a sure i hate to use that word but to get back to to other board members that we have a comfort level that things are moving along quickly rich i think that was my next question are we on the call tomorrow morning i wasn't doing that because it's an operational meeting i didn't think i brought you guys in last week because the depth of the problem i'd like to take that work plan and update you guys together because we do get into personnel and a lot of other things i think it's an operation meeting and i don't think you want to start going into that mix and match that's just my opinion okay how are you agreeing yeah yeah but but i thought last week al because the problem was so grand those i think you needed to see with me with everybody you know what it was like and then put this together and then feel confident we have the right people and then try to get to you kate rich and everybody and let you know on a regular basis how we're doing with it thank you i i do appreciate that sir no i'm not an accountant and i don't comment on account but the project flow i am well you know been exposed to several times in the past and it just i think it may might give the board a better comfort level if we're there as long as we don't interfere and and i would appreciate an invite if it was okay to do yeah i would second that sal because under normal situations i'd say you're 100 right i don't want to be involved in your business that's what we pay you and your staff for but only because of of this particular issue it's again it's another learning curve for us and it gives us the ability to then get back and and advise the other board members as to what we're seeing from from our subs perspectives you know we're not evaluating or we don't care how you guys interact with each other to come up with a solution that that's your particular you know way of of of resolving issues but um i i would like to to be extended the invitation to continue not to be nosy but just on a information basis because it's an educational process to me since i've done several of these i was very impressed with your consulting team the response that they give to your staff when they ask the questions and i think for us to have these comments and going back to the board is certainly very helpful to the information we're not looking here to be critical or part of any of the conversation because we're not in involved in how your operation works it's totally different than perhaps uh to a certain extent a business industry is something that all the the gimmicks you have and things you got to do and i just want to add to that rich if that's okay yeah i think there's an additional component here for us here as board members in that you know an employee from the district came before us and said you know i'm having this problem and i've escalated this appropriately up the chain of command and i haven't gotten a resolution and now i'm coming to you with this problem so our role in this particular situation i think is a little different than it normally would be because of how how this is unfolded you know and and you know i just you know to be able to watch what's happening and to see what's happening and have have that ability to to um oversee is not the right word you know right it's just to be able to be you know included in that process right i think i think that's that at this point you know becomes has become our responsibility because this has come up that aboard me yeah you know and and that puts us in a difficult position right we have to we have to honor our our responsibility to the district especially when it comes to a budget item yeah yeah yeah okay so it's a very big deal yeah so you know with that being said style i i asked for you to make an exception we're not saying to make this policy i know you only got 15 or 16 days you know left but you know in this particular state it it would be appreciative if we can continue to be fly in a wall and and um just as an asset and add to [Music] the comfort level that we're on the right track so i'll let you think about it if we get the invitation tomorrow that's fine if we don't you'll get a phone call okay so could we for the yellow board members can committee members can we move on uh i just uh before we move on just everyone uh it's been really tough on on everybody i understand it really does and you know it's it's just it's very very sensitive and there are a lot of issues at hand um but you need to know that um you know the course of action is the correct course of action and uh we'll do everything we can to keep you updated you have my word on that okay i don't i don't look good in orange it's a new shade of black katherine it's not no it's not like it's not in my it's not in my wheelhouse yeah so what does that mean does that mean we're not invited tomorrow morning to sell or we are i i want to think about it okay all right that's fine as i said let us know in the morning you know what i said before about the opening of schools when we spend all that money to reopen schools and we give it it's kind of hard to take it back something you gave but all right with that being said let's move on to the second item if i'm there again i'll ask the other committee members are there any other issues on this this subject any other questions or rich could i just make one comment um it's that i think when you see like i welcome you to come and see the system if you're if you're not going to come to the executive sessions and see the reporting that we get out of it it's really exciting it's a very robust accounting and reporting system and also integrates human resource and finance in a way that we've never had it's going to allow us to do multi-fund reporting and a lot of the things we've been looking to do for multi-year reporting as well so in spite of you know the negative spin here i think once we have the consultant certify the validity of the data and the work that's been done to date and the folks on our team get comfortable with that as well as the board i think you're gonna see it's an awesome system and it's going to really bring us like many light years forward in terms of i'm sure it is you know a lot of people say that yeah it's a lot of hard work it'll pay off yeah it will so to item number two on the agenda the budget okay switching tasks generally the first question is is this update us on what the status is two questions what the status is of the the the the the governor's freeze of the alliance money to us is you know basically what's the status and number two what is the the gap that we have um that that we're working with because during the the conversations we had the the city session things were still up on the air whether it would be four million dollars whether it be 1.8 million dollars etc so i'd like to know what that final gap number is and then are you in a position to to go through and present to us what your rationale is to to come down to a final budget number yeah um i'm sorry let me just close this i have a courtney uh we worked on this she has the information okay um we um we just we're getting into information from the feds you know on the dollars we do have to provide those assurances one of the things that believe it or not that put us in a position for one of those assurances is that we have a reopening plan with all students coming back uh so that was a big thing for them uh for the money anyway so we we just got that yesterday assurances but as far as dollar and cents courtney you want to kind of go through the thumbnail what we've decided oh sure yeah sure doctor's out um so to start with your question about the alliance freeze we got assurance from ryan and this was a conversation dr sal had so i saw your email dr sal that it would be likely not frozen and 2.5 yeah thank you courtney he uh yeah you're right he uh he he said uh there there's support on both sides of the island with the governor and that he's 99 sure that at least at 5 million dollars over two years uh will be coming to danbury and you know that money's always been passed through to us yeah right yeah and that's part of the overall just reminder i think people know this ecs grant so the ecs grant has the formula that allows us to get an adjusted amount that every year it increases we were expecting 2.7 so i have to dive into the details of why it's 2.5 um we're happy to be getting the funding but i do want to understand why it's reduced from our original expectation um so then in your thinking of the presentation of the budget then then you're taking into account to reduce that four million dollar gap is we left it to at least half of that at this point yeah we did this might be in the weeds and you tell me rich if it's two in the weeds but this is our planning document that we've been working for we pretty it up to present it to the board but this is sort of how we do make the sausage and since it's the finance committee we thought we'd share it with you like this um and i'll just walk you through it briefly because this alliance money assumes that we're going to get 17.3 next year which is including the new 2.5 so we've done sort of an all funds planning document here and i'll just briefly say you know the city money the alliance money and what we can't call as gladys said here esser one two and three so we could remember it that way and it has a series of assumptions here in the total this is the funding at the top this is the base expenses here and i'll explain that in a minute and these are all the new things that we were asking for in our budget and how cabinet at this point in time is proposing or has worked through how we would afford what we want to do what we're hoping to do so yep at the end of the day just going down through through totals if you are finished with so what did you come up with i guess my question is did you zero out did you we asked for 13 million are we using all funding to to to accomplish the 13 million yeah there were some minor modifications to our original ask but for the most part yes like we're right now we asked for 13 million which was um partially i'm sorry you're not seeing one of my [Music] i don't know am i in an older document i apologize give me one second rich so it was you'll remember the 3.7 which was the carry you see the here i'm so sorry okay um yeah here 7.1 was our carryforward ask and then in addition we have about 13 million dollars of new requests this document is a is a blend of all of our city of original asks and what we look to do with sr um two and three so basically we're saying that our carry forward ask would be funded with 3.2 million of the city dollars because we were already counting on this 1.2 for the enrollment growth and then two million dollars of alliance so that's shifts of things that we um were doing in our in our one-time grants into alliance of two million dollars and then another shift into s or three from some of our baseline money for the six million dollars that we needed i'm sorry for the seven seven million dollars we needed just for the carry forward [Music] addition we were looking to do these additional things so if anybody in cabinet would like to interject i'm just going to present the numbers but we called this brookfield enrollment and distancing and this is um you know for high school teachers high school overloads the brookfield that we talked about the teachers that are needed for staffing at the brookfield campus some support staff like nurses and safety advocates and custodial staff and the teachers that we would need to and the special ed support staff in addition so how we are proposing to afford this is we put a portion of it into our grant application that we submitted for sr2 and we would propose at least at this point in time that we put another 2.3 into s or 3.

against that rival school over in chandler and so we got to enjoy that enjoy that opportunity when we got it i got to tell you what thank you for everything division 2 5a girls soccer champion congratulations you guys at the board pleasure one last time for soccer there you go guys thank you [Applause] is nina sandoval and coach norton here from campo [Music] campo verde was third in state football couldn't be here but his work with these two young ladies there's actually a fourth place freshman that he's really excited about that took fourth place in the discs so we were two three four great representations of of camp over the athletics my all right next we we don't have any representatives from desert ridge high for track i believe but let me just kind of talk to you about what they did this year jaren stevens third in the 400 and setting a school record with a time of 48.59 uh 45 minutes later he finished second and set another record in the 800 with a time of one minute 2021-05-19 Hampshire County, MA YouTube / ARPSTube Channel transcript source: youtube Pelham School Committee Meeting · passage 2
i love this little power thing i've got going on by the way i've been chair for a little i'm sort of like feeling my oats on the uh chair part but i'll be glad to give it back to whoever wants so uh on that note um is there uh just the processes there's nominations for chairs you can nominate yourself you can nominate someone else i'll accept all the nominations and then ask for people to vote on who they'd like to be chair of the pelham school committee are there any nominations for chair i nominate miss hall is there a second okay see there's a second uh ms hall is that unmeniable to you yeah okay are there any other nominations seeing none we'll do a roll call vote um that the motion was for miss hall to be the chair of the palm school committee miss kenny kenny aye mr menino menino i miss dancer stance or i and miss hall hall okay very good congratulations thank you well thank you committee members with 90 votes i got five times more than i did the first time i was elected so i'm finally good congratulations thank you well thank you committee members with nine votes i got five times more than i did the first time i was elected so i'm very good congratulations yes yeah well thank you committee members with nine votes so someone has the youtube link on on their tab because this is uh like that's the time delay so there's about an eight second time gap between this and when it streams on youtube so i wonder if someone seems like it went away so when it inadvertently had the youtube link up that's what we were most likely hearing so since it seems quiet now i assume it's resolved okay let's do it okay um so we should also do the other uh committee responsibilities um so regional school committee it's our best i would like to volunteer it's not the right word nominate yourself yes okay that is the right word nominate myself i have been on the region of the past year and i would like to continue on there as uh we have some unfinished business and uh i also have a child now in the region a second though like to nominate miss spencer all right uh i should probably know this can we do this as well are there any other nominations first of all okay can we do this as one just emotion okay so i move um that sarah best and margaret uh continue on the regional school committee is there a second second all right um any further discussion all right we'll do a roll call vote sarah best uh kenny yes i have confidence in you keep going uh ron menino i margaret stancer oh hi and brenda brenda i okay um okay and then none of the others we need to vote for so i always offer up if anyone wants to represent the collaborative or represent pelham on the collaborative board that's what i thought okay um all right next up is approving the minutes we haven't started interrupt um i think vice chair and secretary probably unless i missed that oh no you didn't miss it i just okay that's right all right so our current vice chair is margaret or previously and secretary ron is that right i think so okay yeah just just for everyone you know the secretary's role is not to take minutes uh the secretary's role is that they serve on union 26 supervisor union 26 along with three members from the amherst school committee and three members from the pelham school committee the vice chair's primary responsibilities are if the chair is absent to do what the chair does in terms of running a meeting things like that oh the secretary okay okay nomination for ron secretary any other nominations for secretary okay um i second that any further discussion all right uh we'll do a rule call vote service kenny i ron melina why brenda barlow hi margaret mark stance or i and hall i and then for vice chair is there a nomination um i'll nominate myself unless somebody else wants to do it no all right i second that nomination any other vice chair nominations all right then we'll do a roll call vote for margaret as vice chair sarah best penny i ron marino okay i think we are done with that part mike did i miss anything else no okay um all right now we can move on to the approval of the minutes first up we have the march 11th meeting um any questions comments edits on those minutes margaret i think on both minutes that principal whiting jones should be added as an attendee oh yes and i think on the march 11th dr slaughter also be added because he participated i don't know if he was there all the time but he was there yep yeah certainly for the budget stuff yep okay and um on in the same minutes on the second page the paragraph second paragraph since film is not a title one school on the second line it says is a school with a population of large low-income students i think large and population need to be inverted yes a large population of low-income students yes thank you and i have one more on the next set of minutes um can we pause on that and just so we can we'll approve these and vote on them and then go to the next ones okay anything else on uh sarah best um so i have a couple um so on number four uh though they weren't lower hold on let me sorry i should have had this pulled up previously um do do do oh all right maybe someone else should go first and i will pull this up while i try to find it sorry no that's okay any other uh brenda go ahead this is just more of a typo but on that on that number four um on that fourth paragraph since pelham is not a title one school i think it's his title comma yes just okay yes agree thank you sarah best are you ready or should i see if anyone else take a minute okay sorry okay so um all right so i let's see i think so in number four there uh dr slaughter was talking about the budget implications and there we were talking about the um oh my notes have something about the rural reef grant that maybe we want to add something about that in there which helps prevent the loss of one of the full-time peras um i don't know maybe the 85 was so and then and b um i had written down that it was 88 returning to per in person so i don't know if that's uh you know it's three percent maybe it's like a happy kid or something um and then it mentions that there's some reshuffling going on which we might just want to clear up as it's the kids that are remaining remote are moving are being absorbed into the amherst remote classes rather than our students being shuffled into different classes just just for some some clarification um and then also in there it talks about the screening capabilities and the bandwidth um i think maybe if we just add something that says that it's the bandwidth of the internet there rather than um you know just for clarification um because it was uh and then let's see i wasn't sure what the k1 modifications were in that last it you know k1 grades will be adjusted with the k1 modifications i wasn't sure what that was referring to um and then i think on that on that one then it should be i actually don't remember um yeah i didn't have anything written down about k1 modification so i'm not sure what it was okay what it was referring to so maybe maybe just scratch it i'm not sure okay yeah um okay and that was all i had for this one okay great all right any other comments on march 11th okay um i move to approve the march 11th minutes as amended is there a second second all right um we'll do a roll call vote sarah best ron ron you're on mute i just want to menino why thank you brenda barlow i margaret stancer i and hawley okay um next up we'll do the april 14th minutes margaret i know you had a comment that i asked you to hold do you want to start sure again i think we need to add principal whiting jones to the list of attendees and this was the one oh now am i all messed up no three two i'm sorry that okay one sorry i've got my mixed up here too too just so eager to do this you know two three um i just want a typo under the school choice update um about halfway through the paragraph total number of school choice students including perspective since 40 i think it should be prospective uh yes i had that at it as well okay i think that's that and it and i yeah that's all i have okay sarah best uh okay so i have my other packet up i can try to be more succinct okay so in um let's see in the superintendent updates um i had that it was going smoothly with the buses and the pickups and the drop offs that they were not challenging and being a parent that has done both the bus and a drop-off situation i am super impressed so i think we need to make sure that it's in there that it's it's actually going really well and it's very organized um and then um in the last paragraph it says that our numbers from different sources uh regarding how much coping money it was from zero to 190 000 not a hundred thousand um in principles update um i have that it was all of the uh specials in the woods which included music it's just r and p are listed um and the further down in there there is um the next it's the open sci science uh ed grant um and let's see and then i think the last sentence about ms hollis if there are any data on positive cases was actually happened under the next um like under new and continuing business not up there not in the principal wedding jones update yeah you know what hearing you say that you're right that is my recollection as well i miss that yes i think it was later it was later on um thank you let's see and let's see um i also had that uh you know dr morris went out of his way to call out principal wedding jones on how uh her right-sized approach was really great for the students entering back into the classrooms and focusing on social emotional and then gradually re-entering into a focus on academics and i think we probably should recognize that as well because as a parent she's done a really good job with those pieces um and i was gonna make tea and then i didn't let's see i um and then i think it was brenda that asked about the safety protocols um and then let's see scrolling down a little bit later further into the school choice updates i have that there were 19 offers that went to kindergarten second third fourth and sixth grade and then waiting lists in kindergarten second third and fifth um so just updating those grade slots down there um and then let's see i think at the end brenda asked about how class sizes were um managed to make sure there was still enough spaces uh for residents if they you know tell them kids if they move back moved into town at the end um and that you know we cap the classes at 20 to make make sure that there's still space and we can honor the way our school is it's lovely small classes um and then in the fall discussion um said we will be greater than three feet in like next to last paragraph but i don't think dr moore is committed to any of that he was pretty careful with his probably and maybes so we might want to just make that less of a definite and more of a we'll try to okay yeah maybe we expect to be yeah yep yep exactly okay um and in future agenda planning um miss spitzer of amherst and then i think margaret said she'd take the lead for pelham in connecting with uh carrie on that uh and then i think that's it okay all right thank you anything else on the april 14th minutes all right i moved to approve the april 14th 2021 minutes as amended is there a second second second all right i will do a roll call vote service kenny ron menina brenda barlow i margaret it's dancer i and hall i um okay next up public comment i did not receive any public comment um so i will turn it over to you mike for the superintendent update yep i will be very brief uh so i had a great time got to visit with principal wedding jones this morning in pelham uh walked in got to see some instrumental music going on outside which was lovely uh serenaded on my way into pelham which is a nice way to come in and uh you know was able to see a couple different classrooms as well as you know walk through the school and see some of the outdoor spaces and you know just really happy faces you know um and it you know i think as compared to maybe the last time we spoke it feels a little more like um school you know i think um you know i think you know kind of some of the notes that was just we're just being commented on you know the beginning was definitely a very developmentally appropriate response of uh making sure we had our protocols both from health and safety but also just kids not being in school for a while and safety and security not not literal physical safety or cobit safety but just feelings of security and community and i walked in rooms and there was math going on right and very you know the math you would want to see right in in different grade levels and so it's really really nice to see um the work of the school and just just the positive energy you know that's going on it just feels really calm as well and i know that's a sort of funny word to use but i think the nature of sort of the potting that happens there's just less movement you know between rooms and you know it it does feel really calm in the hallways not that it was ever crazy in pelham but but i do feel a substantive difference uh from from when we were here pre-covert to now so a couple minutes the teachers uh all the educators and the staff for doing such a nice job the only other thing i mentioned which i sort of loosely talked about at the beginning is i was on a conference call today with desi and this may be the last virtual meeting school committee meeting that we're able to have given the governor's uh orders changing we'll get confirmation of that in the next couple weeks but i think anything in the month of june may have to be in person so you know we'll work on you know all the logistics on that end uh and how we're going to do that um sometime soon but just just wanted no one to be surprised that the next meeting you see may have a location and that's not a url um so that's going to be a change for all of us you know there are some people advocating for the governor to extend that emergency power for a little bit longer um feedback i heard today is governor's not particularly interested in doing that um and you know we'll just have to work i'll work with the chair on the protocols for us if indeed we are our next meeting is in person so i just didn't want to come as a surprise um that if you see the top of the sheet you really want to take a look next time instead of just assuming you're going to click through um five minutes before and i'll turn it over to okay to principal whiting jones yeah thank you so i just i want to echo um what superintendent morris said and the school definitely feels like good old-fashioned school and um the energy in the building is really good um so we've been you know trying to make up for lost time and do a lot of community building practices with our in-person students so we've been doing morning announcements which are student-led and every day we read a poem which has been a really nice opportunity for students to get a little bit of practice public speaking we reaffirm our pause values together every day recognize student birthdays and whatnot we've also dedicated every friday to a school spirit dress-up day and we've been rotating through a list of ideas that was generated by students and staff so last week was dress up like your favorite book character or movie character day and recently we were all we were for the very first time this year able to gather as a whole school outside masked and distanced um to introduce the georgia malcolm social justice award and to surprise miss georgia and you know mark the moment for her her graduation i wanted to share with you a project that our sixth graders have been doing and it's it's pretty amazing so they've been working with their peers at fort river on a civic literacy project and the students were able to choose what it was they wanted to study and learn more about so so our class at pelham chose that they wanted to learn about a proposed construction project in northampton it was discovered that the site of the roundabout that was being proposed was on on top of what was an ancient indigenous village and so our students and staff really um really got into the grassroots organizing so they they invited experts in to learn about archaeology and indigenous people and legislation and and city planning um you know they they designed and wrote petitions and made flyers and um you know met with community organizers and they spoke at public meetings and uh just this week the massachusetts department of transportation announced that they are going to pause that construction project in order to reflect and take a more culturally inclusive um approach so our sixth graders you know really got to see that community organizing and civic engagement like in a really tangible way um so it's it's really exciting um and then the last update that i'll share with you um as many of you know i will be leaving pelham school at the end of this year um it's an unexpected event in a year of unexpected events so i'll be moving with my family to new york city and i'm trying to get excited about that i know you all know that i'm a you know i'm a western mass girl and i'm a nature person so i'm trying to think about all the amazing restaurants that i'll be able to go to at some point um and you know but this is this has been a really unique year to be an educator and as i said to the staff i just i can't imagine have having navigated it with a better crew of people um the staff and the students and the families in pelham have been extraordinarily supportive and welcoming um and all said and done i think it's been a pretty amazing year so i'm looking forward to wrapping up the year with the staff and students in a really joyful celebratory way and i want to also make myself available and supportive for the transition for who whoever will occupy the office next i want to make that feel as seamless as possible all right thank you any questions for lee all right well you know i for one will be really sad to see you go i completely understand that life can take you in unexpected directions but i mean it really was a hell of a year and it just seems like from the very beginning you just came in with your whole self and gave a lot to the job for a shorter period of time than what you expected and then what we wanted but you really did give a lot in this one year and i really appreciate that all right next up new and continuing business um first item is the uh superintendent evaluation tool um so this uh sorry i always have to ask this we need to vote that we are going to use this tool is that right okay all right um so or margaret do you have something smarter to say than yeah well i don't know about smarter i'm pretty sure um i i would just like to say that at the joint region amherst meeting last night we we voted to accept this with um one change and that is the elimination of items 19 and 20.

so i'll just go back yeah just let me bear with you so it appears to me that this is your it's not is this your what you look to present to us are you going to adjust this further so this is where we are now with our latest set of meetings about the budget um so this is basically saying that all all told all things being equal we would have to use you know all of these different funding sources so a rollover of care is about 770k six million of s or two and eight million of s or three to afford the things that we were looking to do so for example in our initial class yup hold on before we go before we go further i guess my next question is i always find this extremely important and not only that but it's terribly complicated however in the interest of the rest of the board members my position would be my feeling is that we hold off now that you finish this we hold off this presentation to the finance committee because it would just mean a regurgitation of this you know going through this you know for in-depth time and then to present it to the board we're wasting a lot of time repeating it so would mrs cooper agree and dr sal do you think would be worth it to stop here and make this presentation available to a board workshop so we have all 11 members of the board participate in the answering questions on this and not just the four members that that you have here i you know i think it would be certainly more informative to everybody else you know rather than go through this thing twice and have to regurgitate the information twice yeah it's a boy's prerogative rich however you want to handle it i know we're all you know you've got a lot of meetings coming up i know but this is important and i think the comprehension of it is the next meeting yeah if you want it's up to it's okay with me yeah mrs cooper what do you think what about the other committee members well i think the uh workshop would be appropriate but you know we have to fit the slot in for a workshop i'm sorry i didn't hear your last report you got to find a time to do it i think we'll have to find the time to do it okay all right and then what about the other committee members what are your feelings i think it would be helpful to have a workshop okay mr russo i was quiet on this one catherine's on here too just in the middle of the catherine okay it's fine if we have a workshop um okay great catherine al it's katherine and i i'd rather have a workshop also okay and i haven't heard from al but he's muted i've had some outside interference so i had to mute myself what was the last question sir i'm asking to postpone this presentation to the finance committee tonight to do it to the full board of the workshop so that everybody's privy to the information and could ask their questions as they seem fit i have no issues with a workshop i don't like to reiterate my interest in being there tomorrow morning at eight o'clock okay that's a different issue however all right then we'll work out a timetable we'll fit it in because i i find this terribly important very complex and we're going to need a lot of time and i'd like everybody's input on it particularly since we're going to have a change over next year and some of our board members so i think those that are on the board next year that are here would have this and will be able to have the continuity as to what's happening rather than just a snapshot of it i think that transitional educational process is very important as we go forward it's going to be more and more difficult to keep track of all this stuff um so let's let's put this off and we'll come up with a date as soon as possible and uh mr genelec while we have everybody on could we look at a possible date or june the second june oh i'm sorry i'm busy on the second it's a wednesday right and we're free to vote no board meeting but then again my opinion don't matter anyway we have a policy meeting that evening at 6.

they have been accepted to over 111 different colleges universities military and vocational schools from all across the country so far the reported four-year scholarship total came to just around 6.4 million dollars with all other scholarships coming in at an additional 1.7 million dollars we also had close to 1 million dollars in athletic and private scholarships this brings the grand total of scholarship money for the class of 2021 to approximately 9.1 million dollars some of the scholarship and achievement highlights for the class of 2021 include three national merit finalists four national merit commended students one national hispanic scholar one air force rotc scholarship 18 athletic scholarships and 15 students entering the military after graduation as i began to reflect on the class of 2021 i quickly realized that i have a very special bond with all of you that you probably don't even realize you came to cdo for the first time in the same year that i did and now we've spent these last four years together learning and growing you are my first four-year graduating class and these last four years have been filled with adventure i asked all of you to share some of your memories from your time as a dorado in these last four years and also some advice for your peers victoria medina shared that going from getting lost my freshman year to knowing the campus like the back of my hand is and being able to help incoming freshmen was pretty great dylan moore shared that his favorite part of being a dorado is looking at those amazing mountains in the morning nothing beats that gabriel lowry's favorite memory is getting snowed on at band practice leave it to reggie romo to share that her best memory at cdo was definitely when miss boulay fell at the assembly during the sack race hashtag rookie mistake jojo taylor and many others shared that some of their best times at cdo were cheering at the assemblies and being a part of the dorado den during sports seasons bendrel failed said that being involved in the automotive program and having mr tarbet give us small projects to work on always made the class feel less like a classroom and more like a second home and finally hannah barney shared that every time we had an assembly all the kids no matter what grade always cheered on whoever was performing for one second we were no longer students and just kids having fun there were so many more that i could have shared but i also wanted to share some words of wisdom from your fellow classmates as well nadia escobado says don't worry you are the sun you will rise again quinn aquaro said explore experience the world with your own two eyes don't settle joseph zaragoza recommends that you do your best and try not to stress over not knowing things except that you are growing learning as a person and learn from mistakes and continue forward kailyn otterson said don't make your life goals maybes or what ifs write them down and say i will and it will happen and finally andreas silva castellano shared there are so many things to do and so many people to meet find who and what makes you happy and run with it as i then reflected on what i could share with this graduating class i quickly realized you have all made history because you have now been through an entire school year like no other person on this planet at any time you went through your entire senior year of high school during a pandemic this is a time in all of our histories where we will look back and realize that our livelihoods were challenged we were challenged to find new ways of learning new ways of communicating new ways of socializing and new ways of surviving you all have faced this difficult year full of changes head on and you find yourselves here tonight because you've risen above it all this ultimately is exactly where i landed when i thought about all of you i landed on the word levitate when you levitate you rise above soar above leave your footing below in defiance of gravity the thing that will always pull us down i think that gravity came in the form of covet this year and the class of 2021 you find yourselves tonight levitating above it all so i thought with as near and dear as this class is to me as a principal what could i give them tonight that i wasn't able to give to them during the school year so i asked the entire senior class to stand together for a moment they're nervous already it struck me that you all have not had the chance to dance together as a class this entire school year and in fact likely not since early in your junior year i know you might be nervous our senior formal gala was magnificent and i know that many of you longed for that senior dance so i'm giving you your senior dance right now i thought it appropriate that your song to jam out to together this evening if only for a minute was levitating by dua lipa if you wanna run away where the music don't stop for life [Music] baby for me all right that was amazing you guys are awesome see if they can find their seats we're almost there it would happen that your best friend would be all the way in the back right that's always the way it goes well congratulations to the class of 2021 nothing's ever ever too far glitter in the sky glitter in our eyes shining just the way we are keep on levitating and now i would like to call the senior class elected speaker to the stage leah phillips awesome hey y'all we did it i am honored to have been a part of the class of 2021.

so the future's bright she's going to start wearing shades because it's so bright we we also had a a male athlete hiram sawyer who placed first in the 300 as well as he was leading on the last hurdle in the 100 and uh clipped the hurdle and was number one throughout the whole season and clipped that one so he had to wait approximately an hour or two and have that go in his mind before he uh did the 300 but he finished strong and and blocked the that negative out but we are super proud of them and believe it or not the amazing thing about our hurdlers at gca is uh they brought home top three rankings and we don't even have a an official track there they've been practicing on the grass typically with one or two hurdles so it's amazing how they put in a lot of hard work and have been able to pull it off and a shout out to hyland for letting us practice the last couple of weeks so we can get the the the pacing on the steps right before states so we're just grateful to be a part of gilbert public schools [Applause] [Music] again one more time sophia and i don't believe anybody from highland high here for uh from track is represented so i'll just say a few things about them congratulations to the lady hawks for finishing runner up at the state track meet laney jones was second in the hundred meters and then we also had um and third in the 200 meter the girls four by 100 placed second and camila perez third in the 400 emma bought third in the 1600 and third in the 3200 meter girls long jump alicia ellsworth was the state champ and girls were state champs in the four by four hundred three minutes 51 seconds which is a school record and that was lainey jones alicia ellsworth camila perez and hannah whiting so congratulations to them please give them a hand highland boys track they finished seventh uh jagger i think i said it jagger zolotov fourth in the mile braden dahl second in the 300 hurdles boys 4 by 800 finished third and boys high jump adrian williams took second place so congratulations to the highland track gilbert high division two is there anybody here from gilbert high hi mr sullivan how are you sir do you want to come talk about well you're gonna welcome to the meeting good to see you we had a good year this year i brought with me terence keys who's a junior he finished second in the 3200 meter third in the 1600 and then finished off the evening with third in the 800 meter runs and he also participated in a four by eight they finished ninth we've got a young team coming up and everybody did really well congratulations thank you next can i have from track and field from mesquite high coach heather mckendrick and diane owned a bow how bad was that did i pretty bad coach you want to talk about oh absolutely i could brag about diane all day long so diana's a junior which is amazing because she has done so much with our track and field team already this year we had a very young team um most of our team in fact were freshmen and sophomores and the freshmen and sophomores had never competed at a high school level because of the circumstances and diane served as one of our captains she jumped in and just helped anyone and everyone she could and led our 4x1 team to state and she took herself for the 100 the 200 and the 400 and she also qualified for long jump for state but had to scratch it because she had qualified for too many events so it was a good problem to have and i'm so proud of her she came out to stay in pr'd in the 200 and the 400 and she got third place for the 400 and she is just an amazing amazing person her character is beautiful and she is just a hard worker and i am so honored to have her on our team so yes please round of applause for diane [Applause] love the mask ah you like that there you go wherever you'd like and last but not least uh if we could bring up coach jeff holland i think he has a few baseball players and they have a little hardware they'd like to share with mesquite high baseball team gentlemen so last night at tempe diablo stadium was the 4a state championship baseball game they're already done they're just going to walk through welcome to this school year ladies and gentlemen so they played southpointe catholic and they beat them two to one um i think the game got over a little after ten somewhere in there started a little late it was a nail biter pitching duel for a while and then it became a defensive duel and uh mesquite high came out on top what was your record 23 24-1 on the season 23 23-1 on the season i think um another part of last night we made it special i think 30 years ago and if mr houston's around or someone could correct me 30 years ago didn't you do something 30 years ago he went to gilbert high school almost to the exact day mr holland beat south point for the state championship and you were also what were you that year i was a seventh grader now he just turned 18.

um the feeling was they're sort of redundant um you know you've already sort of done these things and so we voted to eliminate those two uh items so um [Music] i don't know what pelham wants to do but but i will share that with you oh okay that is good to know i just um mike from your perspective does it matter if we deviate a little from the instrument that jesse puts out there no it doesn't matter for you flexible we had that yeah we had a brief conversation uh last night um as miss dancer said and you know i think whatever streamline it makes sense for the kitty is totally i'm very comfortable with okay all right um i mean if that's the case and then you know given how we tried to have the goals for the three committees aligned it does from my perspective it seems like it does make sense then to also have the evaluation instrument aligned in the same way so um all right any any questions on the evaluation tool before we vote on it margaret yep i might just add for anyone who hasn't done the evaluation before it's a survey monkey is the tool being used and and i just mentioned the timeline so there will be a joint meeting of all three committees to hear dr morris's presentation of the artifacts for the evaluation and that will be i think on the 15th we will have one week to complete the evaluation so they will be due on the 22nd and then um chair mcdonald and i will be and probably she'll do most of it sort of compiling everything creating a report and that will be presented on the 29th of may for a vote um on the final evaluation okay did you mean june 29th yeah sorry all right um okay yeah and yes i guess if i'm channeling peter demling i would also say if you have not done the evaluation before like this tool is the outline for it but you should not feel too bound by it as you as you fill it out um like the areas for being able to write freely and um you know share your actual thoughts okay um i moved to accept this evaluation instrument last items 19 and 20.

you want to do it at 7 can you you al you said you couldn't be there no i'm afraid i'm engaged on on on second what about the third gladys on uh enrich on black thursday june 3rd i'm not available on the third i'm sorry okay okay i'm available wednesday night uh maybe i can make it later or thursday night thursday night would be good thursday the third would be good maybe to have a little early at six that that's fine is thursday june third okay it is so it's settled so we'll have that at six o'clock on june 3rd and what i can do then rich if you like is get materials to people in advance i know people some people like to have something in hand i think that would be an excellent idea because scrolling down quickly on this stuff it's really yeah and it also allows people time to see where your crossouts are and i so i think that's a a good idea but i think one of rich things you're trying to get at what of the 13 million we afforded and didn't afford i'm gonna separate this out into two buckets the first bucket will be what our original ask was in the total and then the bottom bucket will be what our new things are related to esther you know two and three and then also rich i and the rest of um sounded from um our lobbyist um ryan that the governor we might actually know by that day what what's been approved because there's still some hanging sheds i call it with some money in um that could come our way so we may also by that day know what the governor has signed okay and so i've got to be very open and i'll explain this to to everybody on on the meet as well as corpy i am very concerned ultimately down the road but i think one of the greatest things we did and it was certainly an educational benefit to when we presented it was that multi-year budget because i think it helped the general public it helped the the the council understand where we are i'm concerned about the additional funding that we're going to be adding to our operational budget in the years to come you know not only taking this into account forecasting that in in the years ahead but interpreting a budgetary scenario for the reopening of the schools that we're using federal funds for as well as the the funding of the academy you know i think we've got to look at these numbers um and and see what these aggregate numbers are going to be so that we can then you or somebody in your position to then sit down with the city and say look based on a border bed strategic plan we've got a multi-year forecast that says that we're going to be asking for 20 million 25 million dollars etc based on these particular projects that we're doing um to me it makes sense to to share this information have a working relationship with the other part of the city government there so they could at least work to to see what their revenues are to support this you know we go year and year and we keep coming up with you know requests we throw stuff against the wall we make it work and you know we're always robbing peter the paypal but in this particular case you know we're going to be up the creek with with the paddle without a paddle because of the size of this cliff that we're building and so that's my concern for the future of us and that's all i'm going to say so for the board's edification here um i think you're right um when i listened to the committee meeting that night the 1110 vote ten of the people got it even the others got it and i think you you know courtney's idea and yours we laid it out pretty plain the question i ask myself is you know if i not if i don't use this money for kids to save the town from a cliff what do i use it for yeah and i'm and i don't think it's right and i know you're not saying that none of us we'll do what's right for our kids but you know and the other so we've made that point the other thing that you guys are going to be facing we don't know who's going to be sitting in that chair next year right that's an issue for you to communicate with leadership and we will do that but i think from listening to everybody they got it between the eyes saying look in three years guys in fact here's one answer i got well in two years you might get more money just push it down the road further that was an answer that we did get you may recall but i think the message was given and after the board approves this we'll we'll do it again and then i think after the election which is going to be a little late because that's november already um we'll have to have another powwow you know i agree all right you know i agree 100 we do what's right for the kids but you know ultimately everybody has to understand what the ultimate cost is and where the funding is coming from so that when we get to that point in time we're not faced with the limit to say okay we got to backtrack or whatever the other these solutions that a problem are so we've just got to change in the future the the way we operate to be more connected with each other you know we got two big changes this year we got superintendent we got a new mayor so you know the things that are going to be done differently than they have in the past only because of human nature but okay so we solve that problem let's go on to the uh other issue solve that problem [Music] before we move on i just want to ask courtney a quick question courtney will you be able to have that presentation and document ready by may the 28th so board members can get it and be able to uh go through it because that's memorial day weekend yes i'll be able to gladys i'll get it in advance of that okay if i can commit if i'm okay i can commit to getting through yeah let me look at my calendar right now um can get it out to folks by the 26th if that's okay with silent cabinet um okay yeah whichever date that works good for you just so important members can have it ahead of time of course guys thank you sal for clarity purpose solving that problem was the only reference to agenda item on two which was the budget subject that was all and and settling a date on a workshop okay moving ahead to the next item uh which is the the salary part for example yeah i i just want to lay it on i think we need to think it through um i think the um the um exempt staff i have in the budget um an increase for them of about three percent um i think what the board needs to think about and i think you're looking at it now when you're looking at my salary going forward in comparison with other superintendents i think you're going to be in a dilemma with the distances with salaries of my central staff um this is gonna be a bigger issue for you going down the road uh but i do think that um if you're when you're thinking the bringing on a new person and i'm not gonna go down that that's your business not mine but when you look at the comparison and you pick a number we've always tried to do um you know some relative distancing but with but reasonably between positions and i think that that's going to grow and um i think it's not fair for my folks who are with us working hard not to realize a decent increase going forward for next year one um two i i do think that um position wise um we need to look at that uh we are growing exponentially number wise i think kate just brought something up and you did in terms of do you have enough staff well the answer is no we keep putting them in classrooms and you know as courtney says we need this and we've tried to make things work i think we need to somehow um look at you guys need to look at with my team some kind of a reorganization to to really help out and get things done uh with that said um you know i i i'd like to think this through or maybe an executive session come to you guys and talk about what i'm thinking relative to raises for our people because i think the minimum in there three percent um um is not going to bring them to where it needs it needs to be and that's something um i don't say lightly to you i think you have people you want to keep and i think to be fair to them relative to what you think you might be doing with a new person sitting in my seat to do them justice we should look at that and i just don't want to leave without alerting you uh to potential challenges and problems could it be would it be plausible or wise to defer this as well until we have the meeting on june 3rd and then possibly if we have an executive session after that to discuss this so it's wrapped up basically hopefully in one evening and we can take yeah that would be okay with me i i do want to you know the sooner the better for them but i do think we need to give them justice to think it through sure but nothing please give you an idea of what i think we're facing nothing takes effect until july 1st is that correct right so it's just a decision-making factor prior to july 1st just remember richard you've got about i think about 60 people on that exempt list so you've got this this core team that dr cell's talking about but you've also got lots of central office secretaries and those people so even on you know on june 3rd usually you deal with them kind of as a group and you look at the most comparable group but just remember you've got all of those people for july 1 as well 60 60 people is the non-exempt yeah i i think i haven't added it up recently but it also includes like your ots and pt's and so there's it's quite a big list thank and and the you i said to to take it at the time of the budget but there may be some people who think you know if we're talking about a budget and it's too high why am i giving raises so at this point here we covered all in the same evening and we hash out all of the pros and cons so um and normally as i said we used to do this i think it was a little bit earlier but we'll see but if that's okay then we'll include in the agenda mrs cooper then possibly an executive not possibly but a good idea to have an executive session after the workshop to discuss this in detail okay that'd work rich you know and in fact this time i think i will invite kim in uh she can do a presentation um you know and kevin they're going to be there this way you can hear directly from them and one final question stupid question do we do a superintendent's evaluation this year no no just give me a cake and say goodbye [Music] okay does any any other absolute humor this uh any other committee members have any any questions i'm good i'm good you need a you need a motion to adjourn that's fine i think i'm awesome okay i'll second it thank you all right guys thank you you

you are all some very special people who are going out there to do some very special things we're all taking a big leap into the real world today and that can be a little intimidating but it's okay to not have everything figured out right now the very best things in life happen unexpectedly i know you all have a purpose and a path so take some time to enjoy the ride it seems like just yesterday we were practicing multiplication tables and getting yelled at for playing tag on the playground equipment my mom always told me high school goes by in a flash and she was right she almost always is and since we're finally taking our first big step on the giant stairway of life i thought i'd share with you one of my favorite poems first i was dying to finish high school and start college then i was dying to finish college and start working and then i was dying to marry and have children and then i was dying for my children to go old enough for school so i could return to work and then i was dying to retire and now i am dying and suddenly i realize i forgot how to live so if you take anything away from these past four years please take this get out there and live get your hair wet in the pool find a career you're passionate about invest in that stock get out on that dance floor book that flight ask that person on a date tell people that you love them we get so wrapped up in our own heads we forget that we only have one chance in this lifetime so take advantage of it i'd like to take this moment to thank my mom and dad for their unconditional love my teachers for giving me wisdom my friends for constantly inspiring me and britney spears for teaching me everything i know well y'all the world is ours now time to kick butt and take names get out there and be great i know you all will thank you thank you leah i would now like for our senior class salutatorian noel fajardo to come to the stage to address his fellow classmates sup okay this is nerve wracking for sure but i got my little script here this bad boy and i'm just gonna do this when i was first told i was going to be a salutatorian for the senior class i felt a multitude of emotions one of them was confusion as i didn't even know this was a thing that existed another one was excitement because that's pretty cool not gonna lie the final one was existential dread as i realized i would have to write a speech and say it in front of around a thousand people ouch that's written in the script too i'll just use this opportunity to talk about what i view is most important in this life and that's the people that are there for us at our worst and best moments our friends and family with the pandemic or panini press as my friend jojo likes to call it because of course she would many of us have had to spend a considerable amount of time on our lonesome and while some enjoy that it allowed the rest of us to see how important our friends our family are to us so tell your bros and queens and that you love them give your friends some fat hugs and cherish the time you have with those who care and want the best for you as we move into this new chapter of our lives let's make sure that we enter it with an open mind and open arms as not everyone has the privilege to have those kinds of people in their lives gotta share the love as many of our teachers have told us not to put in our essays in conclusion i want to thank those who have been closest to me this past year just in my life in general and mainly my ib family which includes the likes of hannah smallhouse aaron trinn hannah vanderslee oh no aslan vanderschool not hannah and jojo taylor as well as my mom and dad and my brother my twin brother i love him even though i i kind of bully him sometimes who have always wanted me to follow my dreams even when i didn't know what they were yet and i also want to congratulate all of you on your personal wins whether they be academic emotional or physical as they've allowed you all to become better people and that makes them all equal in my book y'all rock and representing for france and chile let's go and now i would like for our valedictorian senior aaron trin to come to the stage to address his fellow classmates thanks good evening principal belay ceo administration board members staff parents guests and the graduating class of 2021 i cannot believe that it is finally the time to say our goodbyes to those with whom we have spent countless hours in the past four years of our lives yet it seems that the time has passed so quickly i still remember when the upperclassmen tried to convince us at the freshman orientation that quote your four years will pass in the blink of an eye i am both humbled and honored to stand here tonight to be recognized among so many other inspiring talented and motivated individuals i know you all don't want to hear any more about the unique times you live in but it must be said that all of us have persevered through this challenge juggling school work extracurriculars and much more with evidence success throughout our last four years at cdo we have learned many life lessons i now desire to share a few of these with my fellow graduates number one is to always seek challenge to me personal growth in any sense academically or athletically stems from the ability to adapt quickly to new situations and overcome challenges with a goal in mind this is albeit easier said than done of course but in a nutshell don't make life easy or you'll never grow number two is to explore your passions as cliche as this sounds it's cliche for a reason because it's crucially important pursue what you love and happiness will come to you whether you're going to college or entering the workforce it's time to build a path for the future number three is to think creatively about the world and how about how different people have different viewpoints in life diversity must be embraced and differences in perspective are at the crux of understanding the human condition and how we must move forward in life i think that truly embracing these three concepts however simple or complex they may be has shaped me into the person that i am today and i hope that you will also embrace them in the years to come on behalf of the graduates here tonight i would also like to personally extend our apprecia appreciation to the parents teachers counselors and staff that have made our education possible the amount of motivation and care that they have invested in us is unprecedented and the glow of their endeavors eminently shines through the fissures of this year for this reason i am confident that every graduate here tonight is adequately prepared to take on the future so tonight we shall celebrate not only the end of our high school era but also the wealth of opportunity that lies ahead of us beginning our lives as true adults and entering this new and exciting chapter of our lives thank you [Applause] thank you erin and now please welcome amphitheater governing board president miss susan zebrat [Applause] good evening class of 2021 on behalf of the amphitheater district governing board i am honored to congratulate each and every one of governing board members faculty parents and guests but most of all you the dorados of 2021 one of the greatest honors in my lifetime has been to serve as superintendent of our incredible school district and to address each year the graduates of each of our three high schools but no year has felt like more of an honor than this one high school graduations always mark new beginnings in life for the graduates and their families and for the school teachers and other personnel who have invested so much of their lives into supporting you and like any year before those of us who surround you tonight feel pride love and respect for you so to be a part of this annual rite of passage and to see you in person on this field which belongs to you forever is a gift beyond measure but for you graduates the class of 2021 your graduation means so much more to so many more for the first time in history you have captured the hearts pride dreams and hope of the entire world no surprise there because despite losing many moments that you deserved and that you wanted and that we all wanted for you you have risen above each loss with resilience understanding patience and grace that many adults would find and have found challenging to demonstrate so those so those of us gathered here and people all around the world should rightly marvel at you the hopes and dreams of the world lay with you no pressure right well here's some reassurance you are already fulfilling dreams and hopes right now not all that long ago the people in the stands up there looking down on you on the field tonight we're looking down on you as you were crawling across the floor or as you laid in your crib or as you sat in their lap with your very first book and they hoped and dreamed of this very moment in fact one young man who sits now among you once sat in my lap as we read the little engine that could as i dreamt of this night and as he asked me to read it again daddy you see dreams are being realized tonight right now so can i ask you graduates and josh for just one thing when mom and dad and grandma and grandpa and your other family and friends come down onto this field in a little while be patient and let them take each and every picture they want of you [Music] let them hug you until they decide to let go let them gush with the pride that fills their hearts tonight let them drink in their dreams that are coming true right now in closing i also just want to say some thank yous thank you first parents and guardians thank you families you entrusted your children to us you entrusted your dreams to us and you did so in difficult and trying times please know how proud we are to have played a part in making your family's dreams come true and thank you teachers and staff some of whom are sitting on the field to represent all those educators and staff who have helped bring our graduates to this moment thank you for being there for our community and for this incredible group of young people who now join that community and thank you to the folks the parents and other volunteers who have put together an incredible project graduation for you tonight and i hope you have the time of your lives but also thank you graduates you've inspired us as much as we have taught you over the last many years it seems you have taught us so much more in just a year and a half in doing so you've given us renewed hope and purpose and meaning and so many dreams and now you leave us to pursue your own dreams your own purpose your own meaning and i cannot wait to see the future and the world you will build i can't wait to see all of your dreams come true congratulations dorados [Applause] thank you mr jager the next part of the evening is a very special time for everyone here and we want to make sure that all family members have a chance to see and hear their graduate being announced so we're asking for all of you to please remain seated until the last graduate's name is red superintendent jaeger if you will please join me at the podium for presentation of the canyon del oro class of 2021.

look at him no senior in high school and you won something else that year personally weren't you all state player of the year yeah oh yeah that thing that's the last thing jeff wants me to do is talk about him because it's never about him it's always about his players um i met jeff almost well close to 30 years ago and um i got to tell you what the things that he does with this baseball team these young men respond and what i saw last night was there was no quit in any single person on that team or on that bench and so you worked real hard i'm sure there are teams out there probably with a lot more talent a lot more pitching but there's no team out there with more heart and more guts and more determination than the mesquite high wildcats so congratulations on winning the state championship we look for another one next year is that about you're losing four players maybe more starters yeah oh well we're gonna hold a few of them back he's like okay but again congratulations to mesquite the year the following summer came the creation of thrive a state and national award-winning college and career website where laurie wood was quoted for saying my mind is blown this is the best thing i've seen i can't even tell you the effect of having this information actually at my fingertips i will be on this my kids will be on this and i think it will change our whole district a few months later i presented to the board and community business leaders as part of the ghs ib leadership team at those events it was once again announced that i was a great hire stolen from mesa i was one of the 152 teachers rift over a claim that our enrollment is down with a loss of 10 million dollars had i been told that i was let go purely due to budget i would have understood instead we found out about a secret rubric that for many was a struggle to even get access to their scores i received a score of four which by the rubric's definition says that i have a negative impact on my campus and probably never should have been hired how is it exactly that i go from being an award-winning employee with near perfect evaluations to a district liability with no systems of checks and balances warning improvement plans or the opportunity for amendments to be made now i am no lawyer and it is possible that the rubric that was created is technically legal but it certainly wasn't ethically or morally implemented nor student-centered as its title claimed to be two weeks later roughly 60 percent of rift teachers who had just been deemed not suitable for employment were all suddenly highly qualified enough to be employed by the district on another campus in areas they may have never actually taught either otm is functioning in a conniving way trying to offer a way out of paying unemployment and creating placement scenarios where teachers elect to leave or they are incompetent in their hiring possibly both there are no other options i'm not here today even for myself i share my story because personal but i am really here to say that what went on here should not and cannot happen again if you ever want to pretend to be people focused i believe that dr mccord wanted us to connect create and care but that message didn't seem to make it past his office walls the decisions that were made through the rift process disrupted people's livelihoods and other families financial stability all without concern for true evaluation or due process the current morale is abysmal on campuses teacher versus teacher versus administrator everyone is wondering if they're next on the chopping block frankly it feels like the hunger games may the odds be ever in your favor and you can't throw the principles completely under the bus either you all signed off on these riffs seeming seeing the names on the list some of these teachers you worked with some of these teachers you praised some of these teachers you personally hired governing board i plead with you do what is right investigate what really went on here and make sure that it does not happen again thank you [Applause] excuse me okay uh first i would like to thank mr reed carr for his service to gilbert public schools i have to admit i didn't really know who you were until last summer but it's been obvious to me that you have been working tirelessly and earnestly to represent parents and students in the school district and i personally am very grateful for that so i wish you all the best in the future but the other thing that i'm here to talk about is i would like to ask for a mask optional graduation may 27th because since the special meeting on face coverings more things have changed and those changes make it increasingly clear that we're on the other side of this illness almost all of the surrounding schools right now have adopted mass optional policies that includes queen creek higley several charter schools even mesa which i think has been more restrictive this whole year than gilbert public schools they are mass optional so they're going to have graduation ceremonies this next coming week for their students without a mass mandate and i think that gps should do the same and then of course there's the cdc that has changed their recommendations again and this time at least they've changed it to the least restrictive it has been for a year so i have a graduate i know that at graduation next week i'm going to hear speeches about how class of 2021 is resilient and has overcome challenges that are unprecedented and they have a bright future ahead of them so if this is true which i do believe it is why are we still forcing these young adults to follow this outdated mitigation measure why are we forcing them to wear a medical device that they may or they may not consent to because graduation is all about launching these seniors into their future but this to me is a symbol of the past so i believe what better way for them to start being contributing members of society than for them to decide for themselves whether or not to wear a mask if my son or any other graduate wants to wear a mask at graduation i support that however if some of them which i think there are some out there want to show their unique their beautiful face to the world because they're proud graduates and they should be and they are we should not stand in their way and we shouldn't take that away from them so in my opinion i actually think it's it's cruel to force this class to make that sacrifice when they've already sacrificed so much this year so let's hold a mask optional graduation for this group of kids this year on the 27th [Applause] hi there my name is cadet colonel ava zareli and i'm the core commander at the afjrotc unit at gilbert high school i just wanted to speak about some of the best like the experiences i've had at afgrtc at gilbert high school it's the reason why i've stayed in the gilroy public schools district and our drill team is the reason why i've come so far as a as a student and as a person i've learned leadership from our drill team discipline and how to just advance myself as a person drill team is probably the most involved group that we have around the gilroy public schools campus we are always helping the teachers we have done over 1300 hours of community service just this school year for the the campus we have done 35 campus sanctioned community service projects and i believe that we are a truly essential group the drill team specifically to our gilbert high school campus also for other schools as well highland high school we have several cadets from there in the mesquite high school we also have several cadets the past couple of days me and the our drill team and the the principal specifically have been having some disparities about the the standing of our program at gilbert high school and i would like to speak about a specific specific event that occurred on monday i was pulled privately into mr winter's office and he closed the doors he shot the blinds and he asked me to betray my leadership and do something hold an event that my leadership was not consenting to do he asked me to do it behind their back and try to get me to host it for them um the power imbalance between a principal and a student like that i believe it was highly inappropriate and i believe that they should face some of the repercussions if they decide not to voice any support for our our drill team either monetarily or just explicitly i believe that our drill team is extremely essential to gilbert high school and i also believe that i should not have been asked to do something behind my leadership's back without somebody there to also watch and listen to what mr winter was saying to me privately thank you [Applause] next three speakers are chloe sherwood marcy turnage and ronnie forrest hello my name is cadet lieutenant sherwood and i'm also here to talk about to the drill team and i'd like to start off with talking about the six pillars of character that is something that we have been talked to told about i know at least in my experience and i know a lot of other students have since elementary school these are trustworthiness respect responsibility fairness care caring and citizenship as i'm sure you all know and i'd like to say that there is no group that represents this more than the jrotc and specifically our drill team going down the list i'd like to start with trustworthiness the drill team has a list of staffs that we all work together and we have to work and trust each other and meet schedules to prove to each other and to help each other meet deadlines going down to respect it shows on both for the cadet officers and the cadet enlisted we all respect each other and we true we show every day that respect is earned not given going down to the third list responsibility going back to the staffs we show that we have to work if you don't meet your bed deadline you're going to hold other people back that gives students so much opportunities to show responsibility which is such an important asset going down next fairness when you are in there is you get your promotions based on your work so if you work more you are going to get to a higher rank you're going to get more ribbons you're going to have something to show for it and what's more fair than that going down again to caring like cadet colonel's rally brought up we've done so much community service this year we do so much around campus we do food stalls to help with the football games every single saturday afterwards the drill team especially along with non-drill cadets come in at 6am every single saturday after a football game to clean up the stadium there's a lot of things there going down again to citizenship i don't think i need to explain why a jrotc class helps inspire citizenship i'd like to finish this up with talking about the cadet mission statement which is to develop citizens of character dedicated to serving their nation and community this is such an important thing for us as students to learn english class has taught me how to be a good writer math class has taught me how to be a good mathematician science classes taught me how to balance equations and history has taught me history but jrotc and drill have taught me how to be a good person they have taught me how to be a good leader they have taught me how to be a good follower and most importantly they have taught me how to be a good citizen i would like to ask you to reconsider cutting our drill team thank you for your time [Applause] good evening board members my name is miracle turnage and i attend gilbert public high school as a freshman i think i speak for many when i say the actions of the school board this year have been absolutely outrageous from the rift due to a lack of funds and student enrollment to targeting programs in introduction of new programs without proper funding for the current ones it baffles me the amount of borderline legal loopholes this district has blatantly exploited and has yet to own up to their actions the fact that you say you have to lay off 152 teachers due to funding yet we are making so many other expensive purchases and renovating bathrooms on the fact of these 152 teachers that you have opted to get rid of the way this riff was executed was morally wrong on many levels scoring teachers to decide whom to get rid of by things like if they engage in clubs and coaching extracurriculars should not have come into account laying off these teachers should have been judged off the quality of their teaching and what they do for their students instead of whether or not they can participate participate in clubs or coach activities this rubric seemed to be based off of what was comfortable for the district's principals and administrators shouldn't what students needed come into play here i and many of my peers have been left and wonder of who's going to be teaching them next year so many students are losing solid rocks and inspiration in their lives based off things that have practically not nothing to do with the students so many teachers were cheated of their jobs mere years before retirement this is unfair to them to have dedicated so many years to this district just to lose their jobs right before retirement which could cause major issues for plans they have made previously made while i understand there was a lack of enrollment this year due to the pandemic i do not understand why two students are being treated this way i know i speak for many when i say this pandemic was hard to endure mentally from the constant unknown to the rapid change taking place around us this school year has been hard on many with the online and hybrid learning and what students need most this year is a stable support system many students stable support systems through teachers and through programs are being stripped away from them it seems as though the school board has incentivized the superintendent for with keeping things under budget according to the superintendent's employment agreement his base salary is 210 210 583 dollars and 53 cents he is eligible for a performance bonus a little over ten thousand five hundred dollars per year in a 850 automobile stipend per month i assume that part of this bonus has to do with remaining cost-effective and keeping things under budget it seems as though the care for students that you would expect from a school board has flown out the window and the focus is now on what is comfortable for the school board principals and administrators it has been nothing more than proven that this school board does not care about their own students and is more or more focused on what's comfortable for them it seems as though the school board has no problem continuing to bring in new programs although we lack the funds already for the ones that we have for a school board for a district that states that the relationship of the teacher and student is most high to turn around to do things like this is astounding on my behalf [Applause] hi my name is ronnie forrest i'm a second year in afgrtc two years in drill and i i would first off like to say there i wish there could be more drill cadets here but they do really this does affect them and they wish they could have been here we all feel impacted and we all slightly feel betrayed by the principal and the school board i've i love drills become a family i've made so many friends through there that i just hang out even after school with it's helping me get a job i'm started working this year i put on my resume afgrtc and that i do drill and the manager said that was a very good look on me helping they actually they just gave me a raise for it because i step up in leadership which i've learned from after rotc but now learning that our drill team is no longer going to be a thing i just don't understand why going off like which he said the bathroom renovations and then the building of a pickleball court and a pickleball team like how do we have where do we get the money to fund this brand new sport that i imagine most have not even heard of but we can cut one that is like we we are state champs i i won my freshman year we placed we placed third i placed second as commander and knowing that this all gonna be taken away this kind of hurts because i feel like our voice wasn't really heard in the decision-making process and i feel like maybe we should have been talked to first that's all i have to say thank you next three speakers kevin turnage illama papali and gabriel otero fisher board members thank you for your time my daughter spoke quite eloquently and really pointed out some of the issues that i have um i want to talk about the changes i have seen in my daughter since she started jrotc there have been tremendous changes for the better and her self-confidence her willingness to lead and to be in front of people her discipline her communication skills her community service and caring for at others this group of cadets they don't just volunteer at the school they have worked food banks on saturdays they have worked homeless shelters on saturdays that after cleaning up at the school these kids have leadership they care about the community and they're accountable to each other i have seen her receive a national award for americanism and citizenship this year going from a young girl who wouldn't talk to you to someone who leads others this board should be focusing on how we can keep programs such as rotc and not how to get rid of them i am not here for anything other than all of our students which is what each and every one of you when you ran for office said that you wanted dr mccord you have received numerous emails from me i know and some of them haven't been the nicest but when you start hurting our children you start to get the wrath of mama bear and papa bear and i personally would give this board dr mccord and the gilbert high school administration a vote of no confidence and asked for resignations if i was able thank you hello my name is lima papalii i'm a 7th grader highland junior high school my topic is on pajama pants and shorts students meaning girls and boys have been dress coded for wearing pajama pants we wear pajama bands to be comfortable as students the overload of homework at night can make students stay up late in our pajamas to finish it then be too tired the next morning to wake up early to dress decently for school societies these days want kids to be comfortable at school but also not show too much skin students should come to school being comfortable if they are not comfortable they are less likely to likely to concentrate in class sitting on those hard chairs all day doing the work it gets tiring and sometimes in the winter when the heater doesn't work as well pajamas can keep us warm i asked my principal why do staff and teachers care that we wear pajama pants she said that being successful in school takes energy and brain power and wearing pajama pants to school may comprise both now let's talk let's move on to the topic about shorts it could be 90-100 degrees outside and we will be wearing leggings because us girls are too afraid to wear our shorts because we don't want to risk getting dress coded we are not here to complain but we would like you to think on why it is not fair that girls have to follow a certain dress code and boys can wear baggy pants with their underwear showing we are not saying all boys do this we are not sorry for some of the boys mistakes however why is it that boys don't get dress coded for sagging their pants so low that it shows their underwear a bare bottom from us girls when you say we aren't allowed to wear shorts it's like you're telling us we should be ashamed of what we wear or what we are wearing why do girls get in trouble for short arm or finger or short arm length or fingertip length but when guys wear sagging shorts they don't get in trouble okay i agree with something showing them that that much then yes you need to go change if girls can't wear shorts to school then boys shouldn't either we are supposed to have equal rights right guys can go swimming with no shirt and girls can't girls didn't have or didn't choose to have more tissue on her chest there are many more things guys can wear and get away with the girls can't wear thank you for your time hello i'm gabrielle otero fisher and i'm a seventh grader at highland junior high school and i'm here with lima papa lee and marin o'neil the topic that we are talking about is dress code more specifically shoulders and bare midriffs in arizona temperatures can get up to 110 degrees fahrenheit during the school year so it's understandable for young ladies to want to wear something like a short shirt or spaghetti strap top young ladies get dress coded for showing the tiniest bit of shoulders of bare midriff but when a young man wears a low armpit cut shirt it's not a problem just because young men have different body parts from young ladies doesn't mean that young ladies have to be treated differently i've seen plenty of guys at my school i've seen plenty of young men at my school that go for the whole day with their armpits out and have spaghetti shots it's very unfair for young ladies to see this biasedness going on at their own school the dress code in the gps district is strict and sexist towards young ladies and this needs to stop now the dress code was made to restrict young ladies for from wearing what they want because it's distracting from for the young man that said i think that there is a different approach to this the dress code can be mod can be modified to today's style because there has been little to no changes to the dress code i suggest that young ladies be allowed to be allowed to wear a top with spaghetti straps and have a skin tone bra underneath so people don't see the strap as much young ladies should be allowed to wear shirts that show no more than two inches of their bare midriffs i hope these suggestions helped hi everyone i'm erin o'neill and i'm a 7th grader at highland junior high as gabrielle said earlier the dress code is very strict and especially targets us young women i'm here to talk about the bra stripe rule i've seen students be called out for their bra strap showing and i get embarrassed for them even though it's nothing to be ashamed of because we are becoming women it's not fun to be called out in front of your entire class us girls shouldn't have to go buy different browsers different shirts because someone can see the straps to our bras at our school the dress code is taken very seriously but when it comes to undergarments on girls maybe too seriously have you ever thought about undergarments on the males at our school i see colorful patterned boxers on a daily basis and it doesn't make me uncomfortable so why should a mirror strap make the males uncomfortable i haven't once seen a boy told to pull his shorts down or to go go to the office for a dress code check but i've seen it done to girls and that's what bothers me we get treated differently because we have different body parts and it's unfair we cannot control how boys think or react to our clothing we are here to learn not to impress anyone overall please do not call us women out on our clothing it makes us self-conscious and insecure over something we can't control i hope you understand that we are not here to complain but share our concerns and solutions thank you for your time [Applause] next three speakers mary conley alana mortensen and jennifer miller first of all thank you for allowing me to address the board and the community on this topic as we all know there was an incident of racism at highland high school last month that was all over the news and all over social media on multiple platforms i'm curious what the history of this specifically in our district over the years more than any other district in the valley what is the plan to address this moving forward we're doing something wrong here something is broken and we all know it think about that we deserve to know what the strategy is moving forward this is an urgent matter and just because it's not making the news every other night it needs to be addressed with a specific plan like the fortune 500 companies in america have adopted new ideas and practices just within this last year we need to do our part as educators to educate the staff and students with policies and procedures to counter this culture that's being found in our schools and that's being very very publicly loud i just hope that that's something that everybody can think about thank you [Applause] hello my name is alana mortensen and i'm here today to talk about sexual assault at highland high school going dismissed without consequence i'm going to explain this situation quickly and straight to the point my freshman year of high school i was raped on highland high school campus during school hours i was 14 years old when i came out to my parents about what had happened their first response was to address the school when they asked for the rapist to receive any sort of punishment my school did nothing i can understand the ties the school may have with the legal system but i know there was much more that could have been done to help me i see my attacker every single day at school highland high school willingly lets a rapist roam free on their campus preying on innocent girls gilbert public school district willingly lets a rapist roam on their campus preying on innocent girls i know for a fact that i was not the first victim and i know for a fact that i was not the last please why aren't people being punished accordingly is this how you want your district to respond to assault claims is this how you uphold a good reputation [Applause] thank you for your time hello my name is jenny miller i am the owner of rhythm and motion dance center we are a small business that provides dance education for children in our community our studio is located within gilbert public schools boundary and most of our students attend gps my husband and i were born and raised in arizona and both grew up attending gilbert public schools highland high alumni class of 2000. we also have several staff members who are also employed by gps we are scheduled to have our dance recital at highland high school on june 12th and i am here today to ask you ask you to consider raising the capacity limit for a private event since our small business was allowed to open back up last year after being forced to close for three months we have seen joy and confidence brought back to our students after such a scary time we are proud to be a safe place for them amidst the pandemic the dancers can't wait to have a real recital again and the families want to watch them perform more than anything our last recital in a real auditorium was december of 2019 covid has impacted our small business just as it has for many others i do not want to jeopardize anyone's health many arizonans are already fully vaccinated with the recent cdc announcement as of may 13th it is now safe for vaccinated people to return to normal activities and gather indoors with almost four weeks left until our event this means more people will be fully vaccinated by that time as well i will do anything i can to make my customers feel safe and do my due diligence for gps this includes asking everyone to wear a mask distance themselves from others and having families sign a waiver prior to attending we will also have the waiver printed on the back of the ticket they are using to get into our event we can make sure our event is a private event for our customers only by ensuring tickets are sold pre-sale and at our studio only and not at the event our recitals greatly impact the success of our business financially as we want to keep students and parents happy having our recital at 25 percent capacity means that our dancers wouldn't even have two of their family members president present in the audience my staff member kids will have no one to watch them perform because i am asking my staff to sacrifice their own tickets so that we have more room for customers to watch when our dancers and perform are performing on stage they should have the opportunity to look out and see their family cheering them on our kids have been through a lot this past year and we hope to bring some normal back into their lives also we fear that the negative impact on not allowing the family thank you time [Applause] next three speakers i believe it's carl mitchell and i apologize i know i'm going to massacre this individual's name and i apologize hanan abdul and michael baudenza this um good afternoon ladies and gentlemen of the board my name is carl mitchell and i came here to speak on accountability on ones actions fosters trust and safety within environment whether it be through divine commandment or personal moral code accountabilities at the center or the foundation of an equitable society currently at highland high school and throughout gps accountability is something that we lack in regards to discrimination whether it be by race sexual orientation gender or etc this mark on the district is excessive aggressively apparent in events such as the george flord reenactment that happened at my school earlier this month and in regards to the use of the n-word in instances of discrimination minority students have been told time and time again to tell a teacher an administrator or parent and as black students we have taken this route and met with nothing but empty promises and blanket statements too much time is spent on saving the reputation of the school or schools rather than selling the new seeds of love and unity we as a community are wasting our own time at the expense of our colored students more energy is spent towards cuddling the privilege rather than aiding the oppressed long story short i came here to ask the gilbert public school district to be more accountable for their actions no matter who the offender may be even if it is you they they must be held accountable and that all starts from you established as the standard thank you [Applause] hi my name is hannah abdul and i am a senior at highland high school and also the president of the bsu last summer i and other members of the bsu were fortunate enough to have a meeting with our principal and the superintendent to share our experiences at highland we shared our stories with the naive hope that through impacting our leaders that they would see the emergent need of action to protect their students of color we were met with a lackluster sense of progression and ultimately put our concerns on the back burner in favor of a slow brooding alleged progress they heard us they saw our pain and they defaulted on false promises when we pretend that racism and racist acts are not as impactful and pervasive as they are when we pretend that we can close our eyes and cross our fingers and that the issues are only relatively existent the events we witnessed some thursdays ago are the direct aftermath of that when we create a space for the sickness of oppression to plant its plague it too will grow until it goes this whole insist incidents like these remind us of where we are in our struggle for true equality those students and many others are not edgy teens who went too far these are home bred races who intentionally hate crime students for their own enjoyment for most students they are the projections of their parents they are the summation of their consumption when disciplined when when we discipline traditionally through a suspension they are put back into the homes that made them who they are we must be proactive in our engagement with eradicating ideologies of hate from the protected status through our education system we go to school not to simply learn how to count or how to read we go to school to learn how to be a contributing member of civil society as district board members you decide who the next leaders are i only hope that they are leaders of quality thank you [Applause] hello my name is michael i am also part of the bsu at highland high school and at highland high school there are times where i felt unsafe whether that be because i'm openly trans and queer or because i am black i've experienced racism in other schools but nothing like the event a few weeks ago i was scared to go to school since i had already been harassed by students because i'm queer it hurts knowing the hard work the bsu put into every event didn't sink in with many students at highland i hear slurs every day and other black students telling me things that go on in their classrooms unnoticed if everything was recorded maybe there would be a difference but that is impractical i am done having my hair be the one thing that defines me i am a human being who deserves the same amount of respect as any other student that's all [Applause] our last two speakers are christian johnson and jessica gillespie good evening folks um i'm here to represent my granddaughter kaya a very intelligent young woman um i'm proud to be her grandfather ever since uh the mass mandate came down and every time i visited her at my son's house she complained that she cannot breathe very well wearing this mask and being a very intelligent young woman she and i have had conversation after conversation about mass and covid and stuff and the one thing that basically continues to be a problem is the constant flip-flopping that she sees from the cdc from dr foshi from local officials about wear a mask we at first were supposed to wear masks wear gloves not shake hands rub elbows but even tonight as we're all wearing masks everybody who got up here shook the hands of the board members which basically makes the mask null and void as the gal before spoke she said she said that there are many many schools in this area that are very becoming very uh masked optional and so what my granddaughter would like is she would like the ability the freedom to wear a mask if she chooses to we live in a democracy i mean even the schools they want children to be thinkers and so why don't we let the students decide whether they want to wear a mask or not why don't we let them choose on freedom why do we have to dictate to them you must wear a mask we've heard about dress codes these children are given options on what to wear every day so why do we mandate a mask when the cdc dr faushi have flip-flopped time and time again on wearing a mask and you see again my granddaughter she sees football players sweating bleeding breathing on one another but yet they're not out there on the football field wearing a mask so how is it that students have to wear masks but yet football players don't have to athletes don't have to who bleed and bully and breed lead and breathe and spit and sweat on each other it's very confusing for this young woman to see this and so what i'm asking the board is let give this give the students a lesson in democracy give them the freedom to choose what they want to do thank you good evening i'm glad that we could be together again tonight and i'm here because i care about this community and i represent the interests of my children it has been clear to me that throughout this pandemic there have been irrevocable consequences for the lack of concern for the kids it is my duty as an adult to stand up for their well-being and growth if i don't do this then they will be overlooked and abused the decisions you have made as a board were not in the interests of the children you were supposed to have represented you cannot honestly say that it was a benefit to have kept them in webex meetings every day for months on end it is irrational and unrealistic to have expected this to not have resulted in severe repercussions it was the wrong decision for many reasons that i cannot articulate in a few minutes many kids are resilient as we've seen tonight and it bounced back from this exhausting year but a devastating price has been paid teen suicide is on the rise abuse addiction neglect and disconnection at home have never been more clearly evident you've been witness to the reduction in force to many hard-working and well-respected teachers as a direct result of your lack of leadership poor decisions have consequences you have catered to the small voices of fear and descent rather than heeding a rational and balanced interpretation of the facts you had numerous physicians and epidemiologists who took time at these meetings to explain the absolute necessity of having a plan for in-person learning and yet you continue to refuse to listen i hope you are listening now i want to remind you that we have options when it comes to our children are educated well many of my associates have chosen to leave the gilbert public school system for charter schools i would like to find a way to keep my kids in their neighborhood school rather than becoming bitter i'm here tonight to ensure that the lessons learned from this exhausting year will not be forgotten please remember why you are serving on the board as a parent i am an advocate for my children i want to work together with teachers to provide an engaging environment where my kids can grow and understand the world around them i do not appreciate that parents have been pitted against teachers this year i love and value every one of my kids teachers i know that they have worked harder this year than ever before i can say with full gratitude that i love them i love my principles i love the people who have served in my kids schools and i love my kids please remember them as you move forward into the next school year thank you [Applause] thank you that was our last speaker we'll now move to item seven reports item seven point zero one is the monthly budget report dr mccord i believe ms matlin is going to do that before before we move to that can we just clarify that i know there were many issues brought up tonight that are not on our agenda it's not for lack of interest by this board but it's because of open meeting laws that we're not responding to those issues that are brought before the board that are not on the agenda we cannot legally discuss so please know that it's not for lack of concern or caring to to some of these issues that are brought up and i think many of us will probably have private discussions with dr mccord as to how to proceed and outside of this meeting so please know that thank you mr carr i appreciate that comment and please know that the superintendent as people were speaking was feverishly taking notes and there is at least a certainty that he will have that conversation with staff and subsequently with us in some form and the outgrowth of that is typically some kind of decision some kind of policy some kind of procedure so while we do not respond because of as mr carr has indicated legal matters that does not mean that we are deaf to the words that are spoken dr mccord thank you dr santa cruz gary board members as you know jackie mattinen is here this evening to present the monthly budget report good evening dr mccourt dr santa cruz members of the governing board i am here tonight to talk about the april 2021 monthly financial report next slide please thank you district operating funds year-to-date ending april 30th 2021 a couple of funds to highlight here uh the first one is the m o operate maintenance and operations you'll see an increase of 3.2 million dollars that is a result of the adjustment to the distance learning adjustment so we saw an increase of 3.2 it was about half so that's good um keep in mind that revised budget number three pending that column is pending because this is the monthly report for april the third budget was revised last board meeting on may 4th the next fund to highlight here is unrestricted capital we did see an increase in spend from prior month of about five hundred and fifty thousand dollars next slide please there we go wait can you repeat that yes there we go the unrestricted capital outlay fund 610 highlighted toward the bottom the available balance has decreased by about five hundred and fifty thousand dollars from the march report this is due to an increase in spend at year end you typically see this i don't i don't see the 550 000 i'm so sorry no that's okay under available balance you'll see the 5.9 million it was about 550 000 higher in march yeah okay thank you you're welcome um operating funds highlight again keep in mind this is a pending revision at this point in time but it does match the budget capacity from the third revision and you will see the 3.2 million dollar increase between the pending budget revision 3 and the revised budget number 2.

is there a second second all right any further discussion okay sarah best kenny aye ron medina brenda oh you're on youtube sorry okay margaret santa i and paul i um okay thanks and thanks for that background margaret um all right stimulus grant update this will be very brief uh the i was at a desi conference call today they said that dollar amounts and some information will be come out monday the 24th uh for the sr3 or stimulus grant funds uh there will be some webinars towards the end of next week doug i'm telling you this live because i didn't get a chance to move to you on thursday and friday so you know some point that thursday or friday they'll have multiple opportunities for webinars um i think they won't even be able to accept grant applications until some point in june and we have till october to fulfill to do an application the one thing i do know is that there is a public engagement process required probably involves a public hearing or something like that and their strong recommendation was not to be in a rush to figure this out how to spend it because there's lots of unknowns as we head towards next year and they had a recommendation not a not a requirement a recommendation really to think about this engaging the communities in the fall early fall when people are more attuned and people know what the plans are for the school so that's what i know at this point but we'll find out a little more next week and then increasingly more and i'll share that with the committee as the information comes to us okay great any any questions on the stimulus grant all right so more on that later um discussion of sixth grade moving over to the middle school sure so what i'd like to do is and i know we're short on time but i think i can briefly summarize the discussion at the regional level sarah bess and margaret please do jump in with what i missed um but we've talked about this now twice at the regional level including last night so it's fresh in our minds as well as two weeks prior and you know i think couple important contextual factors the first is that um for years and years and years that i went to four town meetings uh the four towns being amherst pelham levitt and shootsbury we talked about the regional budget there would be elected officials not necessarily from the school committee every year who would say can we fit all the sixth graders in the middle school can we fit all the middle schools in the high school and it was really framed as an efficiency perspective and every time myself or my predecessor say no i don't think we can but you know i don't you know it's like kind of like not not sure but enrollments have declined so in 2018 i kept on getting that question enrollments were going down i requested at that point for the regional district uh to have a facilities use study to be able to answer those questions with an architect on board who could do real analysis and what he found or they found i should say was that the middle school could not fit in the high school without spending um tens of millions of dollars however sixth grade could fit in the middle school without without an expense there may be preferred expenses but that the sixth grade could fit in the middle school um without without a financial implications at least on the operational side right there there may be some questions about the multiple districts and all that but we wouldn't need to build anything or renovate anything we had enough space at the middle school and that that's sort of consistent with what we thought you know this school i mean now you know used to host over 600 students if the sixth graders came it would be under 600 students so we sort of had an assumption that that might be the case but um you know they wrote a 600 page document with lovely maps and all that and you know that link's on our website and so after that at the april 9th meeting of 2019 at the region we created a middle school grade span advisory board and so that was a group of about 25 individuals included teachers in the middle school the elementary from shoots man leverage and pelham sixth grade teacher was margaret was involved in that as well um parents and the community members also were part of that group and the goal was to see you know what do we think what are the factors it wasn't to make a recommendation but what are the factors uh that we should be considering that group made a 50-page report so we're good at accumulating paper um that has lots of valuable content and input on it i think allison macdonald was the school committee rep on that group and that also is sits on our website and if anyone can't find it just let me know i can send it i think importantly we also visited jfk middle school which is in northampton it's a sixth through eighth grade middle school and honestly more than even the facilitated work seeing a school the way the kids frankly look like our kids the curriculum looks like our curriculum in broad ways and being able to talk to we talked to parents the pgo came in uh we talked to teachers and educators throughout the day as well as the principal got a torah walked in classrooms that was really eye-opening for the people who went on that group went on that tour so fast forward we were supposed to bring this back and present and then the pandemic hit and so everything slowed down quite a bit but this report was presented two weeks ago at the regional school committee that the group worked on and really the primary factors that we were considering are one what are the educational well-being factors so there's some very real implications you know the research is is not sort of unconclusive uh we have a very atypical model so less than 20 percent of schools in massachusetts as well as the country have a k-6 7 8 9 12 model it was much more common in the 60s and 70s in a junior high model and as the junior high model went uh was was found to be lacking places went to a middle school model added sixth grade so that the students would have three years that it wasn't a quote-unquote commuter school that students weren't either just coming or going but they built a more of a relationship from adolescent but it's really hard to study that in a really empiric way so you know you could read you know research that sort of hints at one thing hints at another but as opposed to like late start or something like that where it's an easier problem to study this is a really complicated one because a number of factors unrelated to grade span configuration are really hard to parse out at the amherst level space is a huge consideration so that's driving a lot of the thinking of amherst as well as timing so we're not at all thinking of of pushing sixth graders uh district-wide to the middle school for next year but i know you know the conversation was can we make a decision uh at the regional level you know roughly in the next eight to nine months so that if it's going to happen the following year we have enough time to plan and put together a program that we feel good about so the region and i use this language intentionally because it was used at the meeting ascended to open the door for the elementary committees to see if elementary groups if excuse me to see if elementary committees wanted to explore this there was no um imposition on elementary committees to do anything at all really it's about the door being opened and if no one greets the door then that's that's all the feedback the region needs if there are communities who do want to at least look at this more closely the region is open to that discussion even if not all the towns uh would participate i think particularly notable was uh in shootsbury and lebanon the representatives talked about they didn't think those particular towns would be quickly moved their sixth graders to a middle school but they were very open to the concept of a three-year middle school even if their students did not participate at the beginning so you know it doesn't have to be all or none it could be it could be somewhere in between uh one town or two towns that were interested so that's sort of where we are so the questions opposed to you which i don't think you need to don't feel like there's urgency to say yay or nay tonight um is you know how does pelham feel about this you know what are some factors a pelham would want to think about you know in my sense amherst has some really acute space issues that don't exist in the other three towns so they may be on a little bit of a faster timeline because the urgency is there whereas the other towns i think um space wouldn't be the primary consideration uh in terms of considering sixth grade to middle schools it would be solely about the educational program and and you know com that comparison so sarah bess margaret how'd i do what am i missing i think you covered it pretty well i mean region we just said yes we're open to having this discussion amherst seemed like they were ready to be having their discussion in their uh elementary committee uh leveraging shoots barry said sure go ahead but we're probably not interested and uh tom said we're talking about it tomorrow we'll tell you later yeah and so i think you know in terms of grade size again because in 18 minutes we really will have to close the meeting tonight and there's a couple other things we want to talk about i wonder you know if it's okay with chair hall if we just give everyone a minute to comment at least some of their initial thoughts so at least everyone in the committee can hear what each other's thinking if there is a desire to come back and talk more we could schedule another meeting certainly in june or we could tack it on to the existing joint meetings that already exist but i don't want anyone to tell them to feel like tonight's the night where you have to decide whether you want to engage because i don't personally i don't believe there's that time from my perspective there's not that same time pressure uh for pelham as there is an amherst um i think it's much more analogous to shoots around leverage where um i think probably a thoughtful longitudinal discussion is probably in pelham's best interest yep yeah i think i think that's great i think we can go around the horn and yeah just to be clear that like what you your opinions anything you express tonight you don't have to stick to that thing you can certainly evolve and it's more about just whether or not you want to discuss it and initial thoughts but we're you know i anyway will not hold you to anything um well i don't maybe sarah best and or or margaret maybe one of you could go first only because you've been engaged in this issue a little bit longer and then it would give the rest of us a minute i guess my feeling is it would be appropriate to have a discussion um i don't think i would say tonight that i would agree or not agree that we should do it but i do think that having a discussion would be appropriate okay thank you sarah best um so i mean sure i think we can have the discussion i think that's fine i think more discussion is probably better than less discussion um but i am not currently interested in sending sixth graders to the middle school i don't think it is the right choice um for pelham at this time nor do i think it's necessarily the right choice for kids of that age um my personal children right now bracket that so i have uh one ending fifth grade and one just finishing seventh grade so i kind of bookend it and um with kids who were very fortunate i have very high functioning articulate children and both of them have said that they do not feel like that this would be a good idea um so i those are my personal feelings but like i said i think having the conversation and have being able to engage people about it is perfectly good i am not the only person with an opinion um so i'm i'm happy to have discussion and we'll have open ears in it but at this moment i do not feel like it is a good choice for our children or our school okay thank you uh brenda um okay well um you know i went to a small school similar to pelham and i was one of those sixth graders who went to the seventh and so i guess i i think that different kids are different certainly my fifth grader would probably love to go to seventh grade that small town uh school is just outgrowing it and though so i think that there's different kids who have different needs one thing that i just am kind of chewing on and thinking about is you know if all of the umer's kids are all sixth grade at the middle school together the seventh and eighth graders then they're going to be at a different rate of development than the pelham kids and then when the pelham kids join later it might really impact their social groups and their their developments i just think we might want to just consider that and maybe talk about it more in depth okay great thank you wrong well i think it should be discussed i've we've talked about this for about three years and every time i've said when will the pelham parents have a chance to chime in i think this discussion should have pelham parents what do the pelham parents want i want to know that i don't know what they want maybe they're all in favor of the sixth grade movie maybe they're not i'd like to hear from that hear from them have an open meeting have a hearing or whatever and maybe the middle school including sixth grade is a popular model but popular does it make something right and then i've expressed my reservations on safety i mean i don't want to be uh a hovering pair ex-parent but pelham for example pelham has never had a problem with vaping but the middle school closed their bathrooms because there was vaping problems i don't want our sixth graders to be exposed to vaping and other issues of safety that i'm concerned about the academics are are debatable so i think we should have discussion on all these issues including parental involvement i want to see some kind of parental involvement okay great thank you um [Music] i will be brief yes we should clearly talk about it and people have a lot of opinions and i think if we learn more um i think that will help guide the conversation so yes i think we should talk about it um so yeah i guess we'll we'll just oh sorry mike go ahead i was going to say this is good feedback for me i think because i am working with the task uh two school crew members from amherst where we have a little working group and we met this week i think some of the engagement pieces in amherst you know i'd be happy to bring back to the pelham school committee to see if you know that made sense like you know we may be looking at a survey or something that you know so the pelham doesn't have to duplicate the efforts uh or maybe adjust some of the questions because it's a different community but i think um you know this gives me what i need to then go back and i can you know perhaps work through the chair uh with engagements as they come up and nothing's gonna happen next week right there's enough other things that's going on at the end of the year we're not uh at least i'm not interested in trying to push uh that button but i think this gives uh gives me what i need and i can definitely bring it back to the full committee but you know if the committee agrees just work through the chair with any of the pieces we're working on in amherst and and can bring them back to pelham okay that sounds great okay thank you um okay next up is principal search mrs carr mike do you want to start or okay no sprite to miss cunningham thanks for being here miss daniel you're up hi thank you everyone so as principal whiting jones just mentioned she will be leaving at the end of this school year and i'd like to thank you miss whiting jones for all the work you have done at pelham this past year your contribution to the planning and resumption of learning for students the collaborative spirit you've shown with the staff and your colleagues have really been appreciated and so with that said we posted the position for an interim principal with a closing date of may 28th we will contact um staff caregivers and you know anyone who's interested to ask for volunteers to join both the screening and the interview committee i know some individuals have already reached out to me to say that they're interested in being on any committee possible and in volunteering in any way possible we currently do have applicants and we have individuals who have reached out to express interest in applying for the position okay that's great can you can you give a sense just of timing so it closes the the posting closes may 28th so to the extent that things go as planned and they almost never do what would be your like without going through i mean you know i know last time around you had all the specific dates for each milestone but i guess maybe skipping ahead to like when when do you think we'd get to the place where um you'd like to make an announcement for an intern well we are looking for the person to start july 1st okay so we are hoping to make the announcement much much earlier than that okay all right great yeah any other questions for miss cunningham okay all right well i mean i have every confidence last time around you really that your process was really great i know this will be a little bit different but i appreciate your work on this okay uh third quarter budget so uh actually i have good news this may be the best third quarter report you ever see from me hopefully it will be the short story is with the with the spinning uh freeze that we put in place by virtue of a lot of unknowns and what we might experience as far as expenses uh you know that's held our budget uh you know under uh the expected uh so normally in the third quarter you'd like to be about 75 of your spending we're under that by quite a bit we're about 67 uh a couple of areas like special education and facilities where we thought we might have extraordinary expenses relative to the pandemic have uh not proved to materialize so that's been helpful as far as keeping us under budget and i expect us to finish the year under budget and and uh and be able to you know meet the needs as as we go in person as we have over the last a few weeks so i think that it's good news now stop there answer any questions you might have okay great any questions for doug can you just say that exact whole thing over again exactly as you said it i mean that was great just full repeat we'll have to go on the we'll have to go to the video and okay um all right well thanks for that um okay so future agenda planning um so we have some evaluation related meetings coming up i guess for the next pelham only meeting um in june that would be um we talk about sixth grade to the middle school what i'm blanking on other things i feel like we've just already mentioned things that i'm missing that would really be it sarah best i think we were going to talk more about whatever was happening with the um kobe money or the great funding the stimulus grant yeah if there was an update on that but i i think that might be the only column okay only thing and i wonder um if i could jump in just whether that sixth grade piece there might be an interest in not the region but the elementary amherst committee of doing a joint meeting on that topic just because if we're both if both groups are planning engagements it might make you might we all work well together right and so it might uh be an efficient use of your all time to to be able to talk about it not that you're doing the same thing but if if you link the engagements together uh it might make things a little easier for you all um so you know not that it has to happen but if you wanted to connect with allison i know um she might be amenable to having that um at least that topic be a joint topic since it's it's got the same end in mind and it's not that either comedians make the same decisions but in terms of like how to engage the community because i heard that from almost everyone who spoke that there was an interest in engaging uh the pelham community they're having the same conversation in amherst um you know and i think if again if there's like survey tools and faq and website like why would we not make that same thing accessible to pelham um pelham families and to you all so you know just just food for thought doesn't have to be but um it might make sense um not really talking about the decision but about the engagement sarah the old topic of the integration of technology into the curriculum that's been raised before oh that's right yeah um and we could yeah i think that would be a pelham only thing and then you know maybe what we could do too depending on what if we do something joint with just amherst that maybe we would have a pelham thing before or after if that was going to be a more brief meeting um okay brenda i'm not sure if this makes sense depending on the timing but i've had some families ask questions about if masked mandates will change as our protocols in the schools and i don't know depending on when the meeting is if that makes sense but so if you're interested if students are going to continue to wear masks or if there's going to be a change on that based on the governor's announcements i mean my understanding was at least through the end of the year we were sticking with our current policies as already written am i yeah mike go ahead so um the all three committees passed a face covering policy that um right now is governing that um and so if the committee wanted to get together to discuss that you know i'm just being cautious because this is not a jedi item and i think you're probably brought it up like is this something you want to talk about and if that's something that this committee wanted to talk about then we could definitely put an agenda before the end of the year but it would really be a policy specific discussion about i can't remember the letters but i looked at them the other day um but it would be about the face covering policy and and when it would end particularly in the outside part which i think is what you're referencing so again that's for the committee if they want to take up that topic i guess i'll just say i don't think it's necessary that's really helpful so so i can answer we already have a policy in place at the end of the school year all right okay so stay tuned on various dates of joint things on the evaluation potentially joint on uh grade six and then some pelham only time as well okay anything else on agenda planning okay i have a few warrants but i can get them done in time i authorized by my signature uh to payroll in the amount of fifty eight thousand six hundred eighty three dollars and thirty three cents um for the warrant dated april 21st 2021 and i signed that on april 20th 2021 i authorized by my signature to payables on the amount of thirty two thousand seven hundred ninety seven hundred nine dollars and eighty five cents for the warrant dated april 22 2021 that included general fund expenses of eighty four dollars 31 eighty five cents grant fund expenses of eight hundred and twenty five and and grant fund expenses of eight hundred twenty five dollars and i signed that one on april 22nd um i authorized by my signature to payroll in the amount of sixty seven thousand seven hundred eighty one dollars and seventy six cents that was for a warrant dated may 5th 2021 and i signed it on may 3rd 2021 and finally i authorized payroll in the amount of fifty nine thousand six hundred two dollars and forty seven cents that was for updated may 19 2021 and i signed that on may 18 2021 um we don't have any gifts we're on time i sound like an auctioneer but we did it thank you very much and welcome all of you to join us at eight o'clock for if you have questions about the vaccine for yourself or for your children or you know other people we have a bunch of people much smarter than me uh who are going to be talking about this doctors include dickinson bay state and local pediatricians who are going to talk about very real issues and questions that we've i'm getting we're getting and that people have actually emailed in so really looking forward to the event and learning from them so i appreciate you allowing me to where's the tournament where's the link uh i will put it on the screen actually but uh it was uh it was emailed out to all families and stuff but they're really really good i'm representative dom is also who's the representative for pelham will also be present so if you give me one second i will make sure that you get it i mean you can do your things about you know but i'll i'll get it up in a second all right i moved to adjourn is there a second second all right we'll do a roll call vote service kenny aye ron menina brenda barlow i margaret uh stance or i and hall i we are adjourned and the link is in the chat all right unrestricted capital financial highlights again pending revision in april year to date spent and on uh and encumbered again this is uh 550 000 higher than it was last month i think is it 5 million dollars from last month i'm so sorry that i'm struggling with this number show me this last month's figures aren't on here we're just showing i'm just showing you a month kind of month over month you're not going crazy i'm just like oh my gosh i'm so sorry i'm just i'm not okay okay i have marches here and i can bring it to you okay thank you i appreciate that that's okay so the um this the increase in spend is primarily technology and operations in this area same slide from last month just uh different different figures are there any questions before we move on to federal grants okay federal grants we wanted to highlight sr3 we do not know at this time what our allocation will be we're hoping that we receive that next week we are anticipating it is approximately two times s or two or about twenty million dollars we did add two million dollars of sr3 funds in the final revision in the pending three revision column that is to address learning loss in fy21 state grants not a lot of change here but we did want to highlight a new grant this year it is the cte arizona industry credentials incentive this is a reimbursement grant from the state when students earn certificates in certain cte programs we are very excited about this opportunity actually i spoke with mr doug daly about this it is two years in arrears so these are fy 19 graduates that we receive this money for he does anticipate that we will receive more money in fy 22 for the 2020 graduates any questions on those again sr-3 funds currently allocation is unknown we anticipate we will spend about two million dollars for learning loss in the current year the remaining balance will be spent through fy 2024 and new grant this year cte arizona industry credentials incentive so i i do have a couple questions about the um cte grants is this a grant that goes to the teachers as the re the results be the ap testing goes to the teachers or does it go to the program or does it go to the school where exactly does the grant go great question that's one of my bullets that i didn't address here um the money needs to go back to the programs for the um that were in which the certificates were earned so if someone earned a certificate say culinary art that money would go into the program to enable them to buy materials and correct equipment that sort of thing correct okay thank you and they're quite specific um clusters of cte programs um and it was my impression from mr daley that they are um somewhat hard to fill positions out in the out in the workforce so it's really truly an incentive okay all right thank you and finally we want to talk about bond fund this is 631 this is the 2015 authorization you'll see the 7.3 million dollars through technology and security that figure does include the million dollars set aside for security for the current year facilities renewal their balance of nine hundred thousand dollars we anticipate that that will be spent through june 30.

and the remaining balance or the remaining amount in technology um will be for the refresh through 2023. and 630 bond fund this is the 2019 authorization again you can see the security increase there the 7.6 million for the security cameras technology for audio visual and the facilities renewal we do have most of the projects that were presented last board meeting most of those have been encumbered you'll see that 14.9 million dollars leaving a balance of 4.4 million this is a good indicator of the age of our schools and the and the high need for these projects to be completed and this slide is a summary of both bond funds both authorizations and the debt service fund any questions board members any questions no please continue miss matt that's all i have that's all you have that's it thank you very good thank you thank you very much let miss betts know that you were quite thorough okay we are at item 8 8.01 brings us to the consent agenda items and we are open for consideration of emotion i move that we approve the consent agenda items thank you miss wood is there a second second thank you miss humphries is there any discussion seeing that there is none then we will vote on the consent agenda and seek approval for that agenda as printed and presented all those in favor please signify by saying aye aye those opposed the same motion carries five zero we are now at item nine action items nine point zero one dr mccord i'll defer to you thank you dr santa cruz governing board members it is my pleasure to ask for your approval of dr christa cox as the next director of curriculum for the 2021-2022 school year currently dr cox is the principal at campo verde high school and we are very pleased to make this recommendation to you thank you dr mccord is there a motion dr santa cruz i move that we approve the appointment of dr christa cox as the director of curriculum for the 21 22 school year thank you mr eugetti is there a second oh second thank you mr carr it's been moved and seconded that we approve item 9.01 approval and appointment of dr christa cox as director of curriculum is there any discussion seeing that there is none then we will vote all those in favor please signify by saying aye aye all those opposed the same motion carries congratulations dr cox so i come up say a few words good evening president santa cruz members of the board dr mccord members of the community to my family and admin team for being here i just want to take a moment to thank you all for this opportunity i absolutely love gilbert public schools so much that all three of my children attend at different levels campbell family has been amazing for the past five years but i am excited and look forward to moving on to the next level to support all schools within gilbert public schools and cannot thank you enough for trusting in me and giving me this opportunity thank you [Applause] thank you dr cox and congratulations and we wish you well item 9.02 is asba proposed 2022 political agenda and dr mccord is there anything you wish to add i know you supplied last year's submission it is in your packet i have not received any other suggestions moving forward but we did briefly review this at our last work study and so we're ready to move forward the submission date is on may 21st so i just need your approval moving forward as a result of that and knowing that there have been no submissions uh i did bring submissions tonight i did bring um some thoughts tonight okay sorry i was not aware i needed to submit them in advance so let's make a motion and then we can add to or discuss as we need to so my in initial and original motion is simply that we approve the agenda as presented by asba uh it is quite comprehensive and does include those items that i have seen be of interest to the gilbert district so that would be my motion a second and then we'll open to discussion all second thank you mr carr it's open to discussion i'll defer to miss humphries you had some things that you wanted to add well i um unfortunately we didn't have the five um top priorities earlier or i would have probably done a little differently um just some things five were from last year yes yes i understand and that i had hoped to see them uh previously so that i could have used them in ranking my own priorities so i think the first one i put down i'll just share the five priorities i put down which some of them are already covered in what we submitted last year so i i talked about maximizing state funding that's obviously always and we already have that number one here um i mentioned change override budget increased language that's something that's been on the agenda for quite a few years um i did look at it's under improved outcomes for all students and they have worded it as defend against efforts to chill the free speech rights of school employees i just i think that when we have to deal with controversy we're very good at working with our teachers and training them to handle those situations and um if there comes a misunderstanding that we deal with that um there are some efforts going forward in the legislature at this time that might make that more difficult so i wanted to put that as one of our priorities i put down increased compulsory age from 16 to 18.

i think that helps students stay in school longer support local control for student suspensions and open enrollment that's definitely been an issue in the legislature this year and then i added two additional things which was provide sufficient funding for nurses librarians special teachers etc and fully fund special ed and gifted education as you know those are item students that have unique needs and of course they are not fully funded at this time so those are just the things that i had um looked at the the agenda and and set from bringing it to the meeting tonight to talk about our priorities and question ms humphreys except for the new items that you suggested in terms of funding for nurses and funding for gifted education the areas that you have a concern about or an interest in are they currently they are currently on the agenda so they are on the agenda okay just that i understood it that um and this is just me that we would want to put our top our top five priorities so i was just not having had our previous years priorities i just put some together looking through board members anything else well i i brought some as well so i guess i can share mine go ahead okay okay fully fund they were all from the the list dr santa cruz that's on there okay they're all from not this list the um the asthma agenda fully fund full day kindergarten include kindergarten students in the override calculations i just did one from each of the sections that there was ensure local control and flexibility in managing funds and programs when possible given the arizona constitutional requirements of a general and uniform public school system support policy that recognizes respects and promotes teaching as a profession establish financial and academic transparency for all institutions and individuals that accept public funds and then this one this was in the coved part i don't know if that's still applicable but protect public schools from liability if community member contracts cover 19 while engaged in school-sponsored activities i think that is already in place did they actually put that yes that's what i thought i thought a lot of those actually had been so yeah that i think that one's already in place but i will say mrs wood those were some i certainly considered so i think we're certainly thinking along the same lines okay so if i'm understanding miss wood's position miss humphrey's position is those items that you have just suggested you would like on top of endorsing the current political agenda to add those as our priorities is that what you're saying i would prefer to my preference is to this would be my priorities i don't agree with all of the things that are on the agenda but well i think that's why we're supposed to turn in our priorities to yeah okay so these would be the priorities that i would agree with and be you know see so yes and typically what occurs is all districts all member districts submit their priorities and in the legislative council meeting which is to occur in june or thereabouts there is a discussion of each of those items as they are reviewed and ruminated by that committee group and that there in is how this is constructed so yeah i believe the legislative committee meets in june and then in september there is a the delegate assembly where where it's voted it's voted upon and certainly uh sometimes reworded and definitely it can it's kind of an interesting process the process is open for debate at the delegate assembly but the question becomes then we defer if if there are no other board members who have any priorities that they are at this point passionate about we have a deadline of next week the 21st yes we should work it out today and those should be submitted so that we can review them individually and affirm and ask superintendent to send them in on our behalf otherwise we would vote somehow or another to accept whatever motions or priorities you submit tonight and wait for the language to be grafted by i have a suggestion could we have a five minute break so mrs wood and i can talk and come up with a set of five or with maybe two additional items and then we could all vote on that or we could accept like you said and we could talk after and then send it in if you guys are well we we have to vote on it as a board so it would be ideal if we could do it tonight so if we just had a few minutes you and i to confer i think we could come up with something it may be of some value to take that five minutes and put those i think i counted probably four that you four or five that you came up with list a rough language and then we will vote on those in five minutes so okay i'll call for a recess for five minutes and then when we come back we'll review what you have crafted and vote yay or nay so we will recess for five minutes faster okay we will call us back to order miss humphries miss wood you have come to a decision about items that you wish this board to endorse as priority yes and those items are we were going to kind of tag team in our motion is that okay yes okay thanks dr santa cruz i move that our priorities let me look at the exact thing here i've moved that our priorities so to be clear this is a substitute motion because we made a motion and seconded okay so this is a subsequence okay i'd like to substitute so if i may i'd like to substitute the motion for the priorities for the asba agenda um 20 20 22 political 22 22 political agenda okay as follows fully fund full day kindergarten and include kindergarten students in the override calculations ensure local control flexibility in managing funds and programs when possible given the arizona constitutional requirements of a general and uniform public school system support policy that recognizes respects and promotes teaching as a profession establish financial and academic transparency for all institutions and individuals that accept public funds okay support local control for student suspensions and open enrollment so those are our five and then the two alternate priorities and then we have two additional items for consideration provide sufficient funding for nurses librarians special teachers etc and fully fund special education and gifted education board members any confusion about what has been proposed as a substitute motion and we'll ask for a second here in a little bit but well let's ask for the second now because i didn't hear us i'll second thank you miss humphries so we'll vote on the substitute motion first if that passes the other if if do we want discussion before we yes yes so just one i was getting there you were just ahead of me okay so just one question on the fully fund the nurses librarians etc and may maybe we don't have to decide this but what does that look like i mean how do we identify if that's been fully funded are we suggesting that they fund it in a separate bucket for that um no i'm i'm just saying provide sufficient funding um i can reword it and send it to dr mccord i'm just saying that a lot of schools the way they've been able to give raises is they have cut some of these positions librarians nurses etc and i would like to have this legislature look at being able to provide that high quality of education for students so that we're not cutting those positions to fundraises ms humphries i'm not disagreeing with you at all in this question i'm just trying to understand how we i mean if if if the uh legislature were to magically double the funding per per student it's still up to the school board to say oh yeah we double everybody's salaries or we don't so how do we determine whether they've whether we've met that objective that's that's a good question i i would just um i don't have an answer for that i i guess i mean that's fair again i'm not i'm not against the suggestion that i would you know we we have prioritized that and you could argue we've done so by not giving bigger raises and eliminating those positions other districts have made other decisions but had it you know so that was my only question is how do we determine whether that's been met or not is and i don't have an answer for that either unless we were to suggest a separate bucket that they were to fund those positions i think my idea was maybe a cost study to see what those what those would cost so that there they have an idea of what the cost is for a high quality education and i'm not trying to link from the discussion i just was curious if there was an idea to it and it that that's kind of i guess what my thinking was mrs go ahead mr jenny i'm sorry um what i just have a clarification to make for the special education one because that is federal money and we have to come up with our own money so our is are you asking the state then to start funding it in a different way because we well some of it is federal money but some of it is but it's our own am i correct in that i mean we have to figure out a way to pay for it in our overall budget we don't get extra state money for special ed do we well the weight we have the weights yeah but the weights that doesn't yeah they're not giving us any extra so what i think is we asking them to start giving us money for special ed i'm i'm talking about fully funding the weighted okay according to the cost right but that would be i'm just clarifying it because i agree with you but it would be asking them to give us more money for special ed because they don't give us anything right now we just get federal money and then we they give we it all comes in a big pot i'm pretty sure i'm right about we have federal money but we we get weighted money for special education i don't think we get it separately do we no it's it's part of the calculation yeah but it's all part of our overall budget yeah and i support that i think they should be giving us more money for special ed because it it it does hurt our overall budget when they don't they give us x amount of dollars but cost it costs us more to have special education than what we're given from the federal government any more discussion is there enough clarity for you to vote we will vote on the substitute motion if it passes we will vote on the original motion and we will reject the original motion well if if the substitute motion passes then we don't need to vote again if the substitute motion fails we would go back to the original motion of vote all right then you have priorities established and what i would suggest is once the language is firmed up and crafted completely that they the superintendent will just send it on out not that we have anything to do with it but that you have a firm grasp on what your priorities are and then they will be submitted with this vote you are authorizing all of that to occur is that understood okay all those in favor of the substitute motion as stated by miss wood and miss humphries please signify by saying aye aye all those opposed the same motion carries and we will not vote on the original motion since the substitute motion has carried 5-0 i will i will craft my language a little bit better and then maybe uh dr santa cruz or sorry dr mccord could put it in the friday memo so that you can see the actual language that'll be fine okay we are now at item 10 which is request for future agenda items if you have something this evening we would love to hear it if not and you have something that is burning in your heart that you wish to submit to mrs wilson please do that and we will see when we put it on a future agenda item 11 board committee reports item 11.0 is education foundation gilbert education foundation ms humphrey um we had a meeting last week but we i already talked about our scholarship reception and there's not too much else to report okay 11.02 city of mesa liaison ms wood nothing to report thank you 11.03 11.04 town of gilbert liaison and finance audit committee mr carr nothing reported this time thank you insurance committee 11.05 miss eugetti uh we met this afternoon at four and just want to say that the insurance trust is probably in the best place it's been in many many years very good and item 11.06 nothing additional to report the exercise we just engaged in we'll move forward to the legislative council in june and i will represent us there we'll move to item 12 meeting dates of 12.01 meeting dates for the future thank you dr santa cruz governing board members we have a board work study meeting and a brief board business meeting on june 8th a policy committee meeting on june 15th and currently we're scheduled for a board business meeting on june 22nd i'll be requesting i'll confer with miss betts a little bit more but moving that to june 29th if possible for the submission of the 2122 budget just to ensure that all of the documents that they give us are as accurate as possible sometimes the state will change up those documents a little bit and make last-minute changes and so uh but i'll send you some information regarding that thank you so instead of june 22nd it would be june 29th okay present santa cruz just so you're aware i will uh be out of town and out of uh service on that june 8th date so i will not be at that meeting thank you anything else well um if that's what we're talking about um i will probably have to call in for the policy meeting okay 15.
