here i'd like to thank the board for putting in your your time to assist with our applicant and um uh the appeal that's going before you now um i'd like to bring up two things before we start the first thing uh is catherine le vesser uh who was a board member had to resign or she is leaving because she's unable to attend the meetings any longer she has taken a new position is moving in a different direction but um we do appreciate her being part of the group so just so everybody knows she is no longer on the board for a request from her uh the second thing is and when we do a roll call is one of the requirements now is that you if when you uh answer that you're attending if you can also uh indicate your location what city you're in uh that helps meet the rule requirements as uh recently brought forth i guess so um and with that i'm going to turn it over to you paul and thank you again thank you glenn so i called to order the may 2021 meeting of the building board of appeals can we have a roll call please paul darling here robert hart here david arnsdorff here deborah hey please um please indicate your location all right can we start over here sorry paul darling here and i'm in ann arbor thank you robert hart here i'm in ann arbor michigan third planet from the sun david arnsdorff i'm here in my house in ann arbor you flat i'm here and also in my house in ann arbor jeffrey perkins i thought we had jeffrey you're muted jeff sorry i was muted uh here ann arbor bruce carson my show is absent not in the waiting room we have a quorum if i could call a roll call for staff i have glenn dempsey here here and i'm in the lansing area michael redman here city of ann arbor brandi lewis here adrian michigan mike lemieux here ann arbor michigan john reiser here ann arbor michigan myself deborah williams in ann arbor we're ready to go okay thank you um we have an agenda posted we're looking to have someone make a motion to prove the agenda is there any additions or changes the agenda that anybody wants to make before we approve the agenda need a motion to approve the agenda move to approve second step in favor hi hi all right the agenda is passed the next item on the agenda is the approval of the minutes from the january 21st 2021 meeting was there any comments on those [Music] i think i have one change to make um mike lemieux you were part of that meeting correct because i don't have you on the roll call um i need to know the date it was january 21st yes all right i will make that change you have a motion to approve the amended minutes of the january 21st meeting motion to approve support second those in favor aye right minutes as amended are approved uh the next item on the agenda is appeals and actions and show cost hearings and um i'd like to kind of walk through the procedure this for the new applicants for the applicants here to understand the process here uh the first thing we'll do is we'll once we call your appeal up we'll have a staff report and they'll do their report from the billing official fire department um and continue inspectors are gonna weigh in next we'll ask the applicant to present their appeal and um brief comment with what they're requesting and we'd appreciate if you would list if you're um asking for appeal based on if it's equally or better than the code the code doesn't apply or if the code is being misinterpreted uh so after the applicant presents their appeal well the board will have discussions among themselves what we may have asked questions for the applicant and at which point uh we're ready to make a motion we'll close the discussion and we'll make a motion and vote on the appeal so with that said the first item on the agenda is application 210968 bba 21002 at 660 gerhart road ann arbor michigan can we have a staff report please yes good afternoon to all board members to all staff and to all the appeals applicants i prepared a brief synopsis of the staff report for bba 21-002 please reference my staff report or the bba packet for the applicable fire code verbiage it was included the property at 660 earhart road is a 56 single family dwelling unit development site it was cited during a pre-submittal meeting that a second fire access road would be required due to the number of dwelling units in the proposed development under section d 107.1 of the 2015 international fire code later during my first fire review of the submitted site plans it was found that the second fire access road did not meet the minimum requirements of section d 107.2 of the 2015 international fire code for remoteness or distance apart this is due to the fact that the site does not have enough public road frontage to be fire code compliant for a second access road the petitioner was granted the only listed exception in fire code to remove the need for a second fire access road under 2015 international fire code section d 107.1 exception number one to this day the petitioner has not accepted the listed exception in fire code and i want to make a note that modifications or deviation from fire code is solely up to the discretion of the fire marshal or fire h.j fire code is written as a minimum life safety requirement and any exception from it i believe should be written in it as a listed exception for the specific code that is being cited this ensures the safety is still being met with the intent of the code as written by the code writer the proposed site plan does not meet the current fire codes that have been adopted as life safety standards by the city of ann arbor michigan the code has not been misinterpreted the provisions of the code do fully apply and the reduced distance between the two access roads is not equal to nor will provide the proper protection or safety proposed in fire code thank you thank you i'm glad you have any comment uh no comment for me is there any other staff report that wants to weigh in that would have been a clickable stat person or is that that's the complete report so um the next piece will be to have the applicant present their uh experience request all right hello this is jason rickert with toll brothers i'm in brighton michigan right now um i want to thank the board for hearing us out today i appreciate everything mr redmond just said and i i don't disagree with any you know most of what he said he's it was very clear and and very helpful through the process so i do appreciate that um what we do and like i think he's asked before is is the code being misinterpreted and that's that's their basis for this appeal and we feel that it's being misinterpreted because based on you know mr redmond's comments that he does have the authority based on the code under practical difficulties and i do believe our practical difficulty is is we do not have enough road frontage to meet this requirement the life and safety of this neighborhood is being met with the second entrance and the distance between those two roads um in our mind is arbitrary with our constraint for our you know practical difficulty of not being able to supply the entire distance so we're asking for is not to remove the second entrance um which we have provided it is to allow us to reduce that remoteness distance from 710 feet to 205 feet as we've provided in our plans and we do believe that the the safety and you know life and safety of this project is still being met providing those two entrances even though they don't meet the remoteness distance apart okay thank you so does the board have any uh questions for the applicant uh yeah so um there are very there's a there's an alternative there's an alternate site plan that's that's that's offer first of all i do have one quick procedural question so the code references a board of appeals within the the fire code is is that a different board of appeals than than us or was that intended to be us because the way the qualifications read it sounds like it's supposed to be staffed by more by fire personnel than building department or building um qualified people just a question if i might jump in um glenn dempsey building official uh our city code actually directs us to the building board of appeals and not to a fire board of appeals okay um and i don't i don't believe i've been to one of these before because generally uh in past i haven't we haven't had somebody uh want to appeal it so but the city uh in the city code takes us to the bba okay so so um i guess here here are my questions um there's a second fire access road that's proposed under exhibit a which would skirt the backs of properties like one through eight um is that does that conform to the 20 foot minimum width exclusive of shoulders that's required yes that's the cross section that we have provided based on those requirements yes okay so that that and that would be a paved road that is correct okay and then [Music] the other i understand that that's not the preferred solution that you guys are are advocating for that you'd actually looking to have like a divided boulevard instead that is correct so one of the things that we did before we finalized our submittal to the city was to have a neighborhood meeting and at that neighborhood meeting um earhart village to the north did you know bring up some concerns with that fire access road being put there um we listened to their concerns we actually went back and modified our landscaping plans pretty pretty in depth went back and had a separate meeting with their their association board um they were actually pretty pleased with what we came up with but one of their requests was that when we come to this appeal that they asked for a variance from the 205 feet down to a boulevard entrance so we would have two basically two 20-foot access roads parallel i'll be they'd only be 15 feet apart um i think we went to the fire marshal in the very beginning and you know he was not in support of that the first time that's why we went with this plan but we did promise that board that we would present that to you today as an alternative um i know that that procedure has been approved in the past i don't think it was under the new fire code but it was um you know in previous approvals so we do realize that that would be you know a long shot with this appeal i mean it seems like somewhat contorted way to get in there yep okay so i'd like to just ask this question because um in in exhibit b you have you have two places where the parcels are the parcel bundles are separated there's one in the upper part um of the plan where the first the first turn is i guess that's close to the green green hill school property correct and then there's another wedge-shaped split that's down near the very end that this sort of faces down toward the concordia property correct okay so i live in the northeast part of town and we have a number of relatively recent that's within the last to 20 years subdivisions that have easily as many or more um plots and it and they have one entrance off a main road but they have a fire access easement that adjoins that joins another property and i'm i'm sort of putting the question out there to both you and the fire marshal as to whether that's a possibility that would you know satisfy the intent of the code to have two remote um entrances and i'll jump in real quick there so obviously you know i've been doing this quite a while and and there are certain circumstances where if we were coming in here raw that we would be able to provide a stub road to the northerly property line for an example that would provide that secondary access and that subdivision may be a future subdivision and then the fire marshal would have the authority to grant us that approval based on the likelihood of that subdivision being approved and developed in the future um as you can see the subdivision to the north did not provide a stub to our property through the site plan process the property to the southwest did not provide a stub to our property during its site plan process and obviously of us 23 bordering us and in two private schools so we've kind of been landlocked in there so i i kind of understand what you're trying to say i would have to defer to the fire marshal on that because i i don't see what our options are for that well since since the property that you're that you're developing belong to concordia and it joins concord the concordia campus why wouldn't that be a an option um basically for site constraints that southerly boundary line is basically a 20-foot ravine with a a creek that runs through the bottom of it so it becomes very impractical to build a fire access road through there and anything having to do with the green hill school was not a possibility either we have approached them and they basically don't want to restrict their rights because they don't know what their plans would be in the future to to lock in an easement that would eliminate any future expansion for them for uh just just for the sake of those that you mentioned about this being through the kind of the building board of appeals and not fire personnel the code that's being cited here is very similar if i can paint a picture in your mind is with egress from a building with the doors it's the exact same concept that when you take the the diagonal of a building and cut it in half for the location of your second egress door to be considered egress as a second doorway for capacity so fire code follows a lot of the building code requirements the the code that's cited here obviously is to the extent for big fire apparatus to respond there to have access and if you read the commentary under 2015 ifc for the sort of the commentary books it lists numerous items that could block the access of the fire department in the event of coming in it can be anything from down power lines accidents even routine maintenance on the roadways and that's why they picked the distance they picked so the distance obviously to cut down from the 700 down to 200 is not compliant with fire code you know would it affect it i mean there's that's just the active nature of what would happen within that space um the listed exception that was granted that was in fire code that removes the need for it was to sprinkle the houses um and when i look at fire code i do look at it as a minimum life safety standard minimum requirement kind of the same as the building code for egress coming out a hallway a stairway you know the the railings in there it's all usually based off a minimum requirement and i i do not see how a 200 foot distance apart remoteness comes even close to what should be 700 feet and when we have a listed exception that can be granted that was offered so and i'd just like to write about that just a little and i don't disagree with what you're saying but the we do i guess we do have the right and thank you for pointing that out to fire suppress our units and the reason why we're here today is that's an atypical process in this market it's not commonly used to to sprinkle individual single-family homes it becomes a burden to the homeowner so we were just trying to come up with a different solution for that and and i do understand that there's a code for that distance and i do understand that a building and and they're applying that system to this and that's obviously they have to come up with some kind of system but 200 feet or 700 feet down a road i i don't feel impacts the likelihood of any change of your access to our site there are no intermediate intersections in that section of road you know if there if if to me if the code should be written is there has to be another means of access through that 700 feet of road which there is not even if we went up 700 feet there are no other subdivision roads you could get through to get there so it's all about the likelihood that something happened if something happens in that first 200 feet that you can't get to us it wouldn't matter if our entry you know if it's 700 feet up that's the only difference of the the likelihood of an accident happening in that 200 foot gap versus 700 foot gap which is in my mind a little arbitrary um but it is part of the code and that's why we're asking for that practical difficulty because we can't physically get it with our property dimensions and and all due respect for what you just explained would be the exact reason why i would i would want you guys to go with an exception to sprinkle the houses because most secondary access roads come off another road that's how a lot of the sites are there's a lot of corner development sites the two the north sky development they have two access roads off the same road the third access road is in the barton green development um and that was set up during the site planning of it so they have three access roads and one is through another area that if the materials are too close they wouldn't have a problem with that sometimes the south never happened it's happening it's in it's almost done right now i understand it but if it never happened which is a possibility that those two entrances would still be the same situation we have there is actually a code for that particular thing for the second development and that second development was cited as far as i know in that i wasn't the fire marshal at the time but it was cited within their secondary access because when that second site where when the site plan came up for barton greene's it was clearly marked within that site plan for that to be the third to confirm that they were keeping that third entrance into the sky uh the north sky development and the only other one just for reference purposes when you guys mentioned the the packard development that was a dare i say a play on numbers that they had 29 buildings in there and 25 were one and two family dwellings and four of them were multi-family and they came underneath the numbers on both codes that apply to it so right um so i i'd like to interject real quick too i think it's important if we're talking about norse sky all three of those entrances whether they're in the north sky development or the development to the south of north sky are all still off a pontiac trail and they're all still very close together uh i i would disagree with you i'd have to look at the barton green one i believe there's a um entrance off of that somewhere else i'd have to look at the site plan again but the greater the distance the better like i say i we we can we can talk about this about the spacing of it but when you're on the same road it makes more sense that we are farther apart when we're on the same road it's always better one of the site plans i just did i'm working on today has two access points and they are purposely on two separate roads um you know so for me to be on the same road would be more reason why i would want to stick to fire code to keep what the fire code writer wrote as a minimum requirement and and i agree i don't disagree with what you're saying and i think we've given the largest gap we can between our entrances based on our site conditions that's that's why we're asking for the appeal officer redmond when we mentioned sprinkling the houses would it require sprinkling all houses or is there any variance to where you only sprinkle the furthest away no the code is written for all of them to be uh sprinkled and there's there's the three different systems that can be installed whether it's an nfpa 13 uh 13r or 13d obviously the the most reasonable one is a 13d um it has the lesses or the less stringent uh requirements for a 13d system but it lists all three systems that can be installed but it does include that the verbage for that code says all dwellings would be sprinkled [Music] that was a good question we asked him the same question and got the same answer so thank you what's the cost of sprinkling a dollar a square foot would it cost less of a sprinkle than put an access road in i mean roads aren't cheap um the sprinkler system is extremely expensive and that and that's why it's a burden to our homeowners you know the the state of michigan waived or took these residential sprinkler a portion of the code out of our residential code when they approved it other states are using the international residential code and one of the concerns that i have first of all you're being given an alternative and yes it may add cost to the houses um but if if we have a code requirement that specifies the access to the site and you're being given an alternative to meet the code then i think the sprinklers should be done and one of my concerns is that the michigan association of home builders went to the state and had good reason for removing residential sprinklers uh from the code but in cases where i think there's a demonstrable safety issue i think that the sprinklers are are the option um we're not usually we we've done residential projects where we've put sprinklers in them yes they do add cost to the project um but they also add a safety aspect and um not that cost isn't an issue but we usually don't look at cost as a life safety uh reason for uh for reducing the uh the code requirements for a project so just out of curiosity what is residential sprinklering adding to house or two houses in other states where you're working um every market is a little bit different and so this market where it's not prevalent is it the cost is much higher because they we it was hard for us to even get companies to bid us out on this so i believe our cost would be much higher here in michigan because they just don't do this system where in in chicago where we do it and you know i think half the houses we build in that market there's there's multiple trades that do it on a daily basis the price comes down so it's it's just a burden in this market because of the lack of trades want me to get you some names i would love that is there any other questions about the board now can we have a motion i can say before i make a motion is that if depending on the appeal the variance comes out you can appeal our board's decision to the state and you have 30 days to do that so you'd have to do that within by the 20th of june to appeal to the state that correct uh glenn commuted glenn uh i'll have to check on that but i'll have an answer for you tomorrow if if a fire appeal goes to the construction code commission will respect the the decision made here today okay thank you thank you so much on the board have a motion i moved it in the case of bba 21-0 sp 21-006 the appeal of the fire marshal's decision that the development at 660 erhard road is denied and the building board of appeals affirms the fire martian's decision for the reasons below the true intent of the 2015 international fire code in section b 107.2 governing the development of 660 erhard road has been correctly interpreted by the fire marshal two that the provisions of 2015 international fire code d107.2 does apply to development at 60 air hard road and three the applicant has not proposed an equal or better method of protection or safety thank you uh do we have a second any other further discussion on the uh wording of the appeal if not uh those in favor say aye aye all right that three i'm going to raise your hand so definitely count those at three one two those opposed the i so that is three to one we have that's my count two okay we have five members or four today we have five can we do a voice vote i think there was four yeses or four nodes i'm sorry okay thank you so for no's means that uh fuel doesn't pass is that covering that correctly or three four five voices in favor and it does pass it was the the i read from the appeal denied okay so it's written and it's not written the positive okay all right if you're in the negative then i i'm voting in favor of not approving the beer so i guess that would be five to nothing then the is is the outcome of that then well thank you very much we'll revise our plans to fire sprinkler homes you could receive a lot of maybe maybe 30 lots i guess too a big bigger lots or yeah what else the other ways to get around it there there but i can't approval but yeah that will be the best solution so thank you very much all right you're welcome thank you thanks everybody next item on the agenda is uh [Music] old business old business yeah so uh cba 821 0 001 withdrawal of appeal number 830 at henry street let's provide an update on that glenn did you want to share about the withdrawal of that application i don't have it up in front of me do you have it i don't have it in front of me but i can speak to the reason that they're no longer requesting the appeal um at 8 30 henry unit 11 um they've decided to alter the stairway to meet the minimum code requirements and are no longer seeking a variance from the code all right good news find a way to make it work that's good news yeah they did next item on the agenda is uh new business there's nothing listed there for new business and you want to have any new business items reports of communication nothing listed public commentary general do you have any comment any public deborah no one in the waiting room all right we have a motion to adjourn move to adjourn second was in favor hi hi all right thank you everyone thank you good afternoon bye-bye thank you

we're excited that things should hopefully be getting back to normal [Applause] okay we have a little poem for you eighth graders this morning um real quick it's called believe in yourself and it's chicken soup for the soul if you've read chicken soup for the soul there's lots of different versions for teenagers kids teachers parents but this one is believe in yourself set your standards high you deserve the best try for what you want and never settle for less believe in yourself no matter what you choose keep a winning attitude and you can never lose [Music] think about your destination but don't worry if you stray because the most important thing is what you've learned along the way take all that you've become to be all that you can be soar above the clouds and let your dreams set you free we're going to miss you all 8th graders and expect great things from you for high school graduation and beyond so be the leaders and the quotes that you are thank you i want to say i'm going to miss you very much 8th graders you were so welcoming to me last year my first year geo was the first student that i met on this campus i didn't think i was gonna get like this but i am so proud of you you are such an amazing class of students you are beautiful inside and out you've been working so hard and this past year and a half has been very challenging but you have made it through you've persevered and i want to thank you and i want you to know that we believe in you and i cannot wait to see and hear all of the wonderful things you're going to accomplish you have a piece of my heart and i've only known you for a year and a half so i want to thank you for being who you are always stand up for what's right and do good for all you're going to do amazing things congratulations and i want to thank all of the parents for all of your hard work everything that you've put in all these years extended family and friends that are here we thank you this is huge this is a big accomplishment and we want you to know how much we appreciate you and your support [Applause] when i think of this class of 2021 uh the word that comes to my mind is resilient um i've been here for 14 years and i've i've watched these kids grow up um and we look at the last year and a half and as a school we kind of forged ahead and decided we were going to give options to be here on campus it came with a ton of rules a 74-page document that restricted their ability to be kids to a certain degree but to allow them to be here i not once heard the kids complain about those rules they followed them and they helped it so that we could be in session and that they could learn from our amazing teachers that we have here on campus when i look off on this side i see students that have chosen the online platform they remain digital there are a ton of challenges that come with remaining digital so to them and their parents resiliency just hits it right on the head as far as what these students have taken to get to this point you know there's a lot of things that we take for granted that these kids remember not a single dance all year long as an eighth grader right because of covid they get their first one today so they're really excited i appreciate them and their resiliency and their patience with us as they waited for us so that we can make things like this happen for them so that we were able to take those that wanted to to go on an eighth grade trip it wasn't to their desired destination of washington dc but i believe we had a good time what do you guys think so just the resilience that goes to this class i know will take them a long ways not only here today as continental cult but through their lives so keep that trade up and keep working hard [Music] congratulations pretty sure [Applause] is give it up for our i.t guys [Applause] wouldn't be right if something if we didn't have a little bit of technical difficulties right we think something was really strange so let's get on with the program the students and the staff the eighth grade teachers have provided a great uh presentation for you a promotion today so without further ado i know you've been waiting for our student speeches we have rihanna dorame and riley amarillas come on up ladies and gentlemen it makes me very happy to welcome our family friends teachers administrators and school board thank you all for being here with us this morning and thank you to all the people who worked together at continental school tips for our class had a proper promotion to celebrate all of our hard work i know that this is nothing like how we thought our 8th grade year would turn out when we entered middle school starting this year online was very hard and some of us are still online learning but nonetheless we didn't give up and persevered although we lost the opportunity to do so many things it has made us stronger stronger as individuals the most importantly stronger as a community strong enough to work together come together and grow together we may not be joined by all of our loved ones here on this day or taking pictures with everyone we wish we were but we are still promoting we are all doing this alone but at the very same time we are all doing this together we're all starting a new chapter in our lives our hard work dedication and commitment has gotten us where we are today right now we're all uncertain scared even about lies ahead but this fear this confusion will not stop us from being graded we will all improve one by one and gradually improve as a community so we leave here today as graduates of continental i ask you not to think of all of our frustration and confusion we had in those hallways but i ask you to think of all the smiles of all the friends we made smiles we shared and laughs we had we need to focus on all of the good things on all the awards we want in games we want as teams we are all a collection of the people we meet and experiences we've had even if it was just a tiny little bit we'll have shaped each other into who we are right now we may never speak to each other again in high school but the memories we made together here we must never forget because we are all a part of each other now this promotion is defined in so many ways one of the ways being our courage to take the next step into the next chapter of our lives opening up the chapter of new friends new possibilities and the beginning of a brand new us whatever this promotion may mean to you i believe in us because we will we will not go unnoticed now i must hold our heads up high as we prepare for next year and do it we never thought we could now we must go celebrate with our classmates our achievements and what we've made possible for ourselves and use it to the fullest because the sky is the limit for us and will be great greater than we could ever dream of today thank you um okay so that's which boys good morning parents do not touch it i would like to thank the parents full administration and board members for coming to celebrate the class of 2025 8th grade promotion it is an honor to be here talking on behalf of my fellow classmates we have finally accomplished one of our many milestones in life i think i can speak for all my peers when i say i am excited nervous and relieved to be going into high school this is one of our last hurrahs until we all split ways for summer and possibly different high schools i thank continental for helping me meet some of my great friends and my favorite teachers i am very thankful for being able to be the builder's club treasurer and for all that ms freeland and miss fanning did to make sure that builders club was always successful thank you to the teachers for making my journey fun and interesting and thank you to continental for the many years of memories we are part of the group that as kindergarteners attended continental in the old buildings before they were knocked down and turned into a bigger and better school even though i've had a withdrawal from continental a couple of times due to my dad's job i always knew in my heart i would come back and be a continental coal although the pandemic made seventh and eighth grade challenging and interesting we were able to persevere i am so incredibly thankful to continental for being the only school open all year and giving students a chance to learn in person and have a somewhat normal year despite our sports being cut short due to the pandemic we look forward to playing sports in high school moving on to middle school one of the things we had to look forward to was changing classes having lockers and our eighth grade trip we had to adjust but did so with our heads held high after a pandemic struck i was still able to participate in the science fair nature walks and soccer tournaments which i'm very thankful for we have not been able to hang out with friends as normal but we are able to keep in touch through social media our eighth grade trip served as a bookend for our middle school chapter we may not have been able to go to washington d.c but miss christie and her wonderful volunteers made it possible for us to still have a civics trip to phoenix i appreciate the school administration because they made sure that we didn't miss out on too much our school journey would not have been possible if it wasn't for our parents teachers and our community i especially enjoyed having my nina as my superintendent i want to thank my parents for everything they have done for me over the years i would also like to thank them for all the sacrifices they have made for me and my brother a big thanks to my teachers for always being there and helping me be successful i look forward to seeing what the future holds for us and one more thing i want to thank coach williams for not retiring last year thank you good morning i'm jesse manuta and i'm rogelio we would now like to introduce a musical musical performance by bella cereal and wyatt zeller they will be performing pieces of eight on the violin and the cello [Applause] so easy this is oh [Music] so [Music] [Applause] um [Music] and now for our final two speakers i'm early and salvador nieves good morning students teachers administrators the school board family and friends my name is ivy sweely and i'm honored to welcome you to the class of 2025 april promotion it feels like we've been waiting all year for this day to come just wanting to move on to the next part of our lives and begin high school but now that it is here it's hard to believe that we'll have to say goodbye to our amazing teachers and some friends that we've made during our time at continental school for the last 16 years between my cousin's sister and me there been this ruling student enrolled at continental school as the last one it makes me a little sad that our tradition will soon be ending in the nine years i've been a student at continental not only did i make memories with my friends but continental was a place to make memories with my sister and cousins too in kindergarten i remember meeting so many new people who are still my friends to this day mrs romanelli painted our entire classroom with animals and plants before we moved to the new building then came first grade when a group of taiwanese students came to our school for chinese new year and we got to learn all about their culture in second grade we got pranked by our teachers we spent what felt like an eternity on the baseball field searching for non-existent easter eggs until they yelled april fools but they're not happy to say the least in fourth grade i remember when mrs soto left a new movie that had come out and we spent every day singing and dancing to the soundtrack of la la land middle school was a big change but i quickly got used to it and left how we had our own lockers and different teachers each period i always looked forward to mr davis class and couldn't wait to see what jokey would tell us that day mr krauser found interesting ways to teach us about science like having us write a rap song about the cell cycle or racing around the classroom and his little scooter to learn about velocity because of covid this school year was one like we've never seen before although we couldn't see anyone outside of our cohort it did not stop ap from having fun moments like accidentally hitting mrs dubois with the snowball the day at snowed at school or the purple team winning the basketball championship in miss williams class are memories i don't want to forget days that we got to watch movies with mrs freeland or play bunker with mrs fanning were always good times and even better was getting to learn outside of our classroom on the civics club trip with my best friends my teachers this year deserve a big thank you from me and the rest of the 8th grade class thank you to all of my teachers that worked so hard for us to continue learning and improving even when we couldn't be at school thank you mrs du bois for preparing me for high school and my future it's obvious how much you care about all of your students and thank you mrs freeland for being someone i could always talk to count on and laugh with for the past three years our teachers are not the only people we need to thank for getting us where we are today mom and dad i'm so appreciative for your love and supportiveness my whole life you taught me to work hard to my best ability and never give up thank you to my grandparents for coming to every concert or award ceremony even if i was only on stage for two minutes you never failed to cheer me on i'm so lucky and grateful to have all of you in my life as we leave our school and go on to the next stages of our lives i can confidently say that our teachers have prepared us and given us the tools to succeed thank you again to our families friends and staff at continental school that joined us today on this special occasion congratulations class of 2025.

good evening we're going to go ahead and call this meeting to order dr foley roll call president reese members of the board please let the record show that four members are present thank you it's my understanding mrs anderson is on her way all right we're going to go ahead and have a moment of silence followed by the pledge of allegiance one nation under god indivisible with the racism all right i move that we approve the agenda as it's presented second any questions or comments regarding the agenda all those in favor aye aye aye aye that motion carries 4-0 dr foley the superintendent's report please president reese members of the board we're excited tonight to start off with recognitions and celebrations this morning miss board member schultz and vice president joe wilson were able to join myself and sherry richards and other members of cabinet when we acknowledge the recipient jeffrey bickel for his exemplary principal award in maricopa he was one of seven and and it was a brilliant assembly as we watched the entire school body welcome him and surprise him we were all moved to tears including mr pickles so that was a pretty fantastic start to the day and something we're really happy to celebrate today uh tonight we are also excited we have some state champions in the house who we want to acknowledge and celebrate so i'm going to ask mr dilly to come up and highlight our state champions girls in la crosse all right where do you want me to stand uh okay thank you all right um i'm gonna ask the coach whitney and our awesome team to come up please these these you guys are the ones they want to see come on up please [Applause] all right as they're on their way up we are missing a couple but this is this is a great turnout ladies thank you for coming so a little backstory because coach whitney who i'm going to turn it over to in one second is too modest to say what i'm about to say so i'll say it for her we were blessed to start a lacrosse team boys and girls three years ago the first year of the ladies they were a jv program and it was fun to watch because lacrosse is actually a super fun sport to watch very fast if you if you like soccer like hockey like football it's kind of combination of all of those and it's it's awesome but the first year in jv was was was interesting is how we'll say it and and the growth between just three years ago and them beating xavier for the state championship two weeks ago 18 to nine and in the process they capped an undefeated season and it wasn't even close quite frankly most of the games against schools who have had programs for many many years were were not close and so it's really cool to see the growth that they've come that's a credit to these ladies and it's a credit to coach whitney levitt i'm going to turn time over to her okay um i wasn't expecting to talk tonight but i'll talk for a few minutes and mainly i'm going to talk about these wonderful young ladies this is our entire team this is i would say three quarters of our varsity program um but these are the girls that we should be acknowledging they're the ones that have been committed from day one from the start of the season and i'm not an easy coach so they've been through the ringer just been put to the test a lot this season let's see let's how many where are seniors no seniors here tonight show my junior stand up let's see where our juniors are okay stand up stand up okay so we have three juniors and or four out of these four juniors these were all girls that started with our program three years ago except for brooklyn on the very end but she's a unique situation because she just started playing last year and she made varsity after like four practices so to brooklyn um becca taylee they started playing for the first time ever putting a stick in their hand three seasons ago and here they are state champions that's just amazing step back you guys are awesome and then my sophomores stand up noel we have a few other sophomores but noelle gives a shout out because she just made allstate as a sophomore for the state of don't step back stay there girl own it um pretty incredible okay you can step back now and then freshman look at all these freshmen amazing and all of these girls started playing lacrosse what like six years ago seven i don't even know but i started coaching them pretty young about seven six years ago some of them maybe three or four years ago and they've definitely brought up the level of play for our girls across this year and they are a huge attribution to why we had success so awesome job freshman you guys can step back putting you on the spot um really they just i think the one thing that sets our team apart from any other program is obviously the support that we get from higley specifically our athletic director who's amazing you guys know um but also these girls they are completely in one supporting of each other and you don't really see that with a lot of other teams you see a lot of just specific players who stand out this group meshes and they are cohesive and they're unified and that's why we won the state champs that's all i'm going to say all right thank you all right let's take let's take some photos here thank you okay and to continue with the superintendent's report as you can see we have some celebrations in the next week as we prepare to honor our graduating class with our senior classes on their fields and then in the month of june we've got lots of meetings too so i want to thank those of you who came tonight we appreciate you you coming and that concludes our report all right thank you dr foley and i just want to make note that june 9th meeting is at 10 a.m so it is different all right do we have any board comment or any request to speak mrs reach no okay then you'll need to fill out a little form all right so we will do our board comments while we get our forms for request to speak president ruiz mrs wilson we have all been to many awards in the last few weeks since our last meeting and i just want to shout out to all those principals all the teachers who have taken that extra time to put together those award ceremonies for us to attend it's been exciting to see all the concerts that have taken place some of those elementary concerts sound like they should be in high school playing those instruments and i'm just i'm really proud of those kiddos and just a shout out to all of our principals all of the teachers who have made those concerts those events happen because that's no easy feat thank you that is true and for a lot of these kiddos this this was their first concert of the year they had not been able to um participate previously and so there was a lot of effort and work that they've worked really hard in putting this together any other board comments president reece mrs anderson um i just want to go off the superintendent report and list i just had a list of congratulations to a lot of people and teams and groups so congrats congratulations to all the sports teams especially the ones that came in phenomenal job congratulations to the high school underclassmen and the seniors for all their go well thank you thank you any other board comments we also had our first retiree reception which was amazing i really enjoyed the format and i think it was a great way to honor our staff for that are retiring so i really enjoyed that too and we have been everywhere so [Laughter] we have made up time for sure all right with that if we have no other board comments then we will go on to our request to speak okay we'll wait until we get to that item all right all right then we will move on to our consent agenda i move that we approve the consent agenda as it's presented second any questions or comments regarding consent all right all those in favor aye aye that motion carries 5-0 dr foley would you like to take over for a moment i would president reese members of the board with one of our own who is moving up into a position as we've approved uh mr moore for the cfo we have just approved ms sharon rush camp as the director of finance who is also one of ours and so we're real proud of the additions and the quality of people on our team and thank you for your approval tonight thank you and congratulations and we're excited for new positions and we wish you the best for sure all right then we will go on to information item 7.1 miss martens we have a health insurance update please good evening president reece vice president wilson members of the board our community my fellow colleagues this is an update from the last meeting in which i had presented at the april 21st meeting related to our benefits updated our pardon our benefits update next slide please we had some modifications from that last time until now unfortunately i wasn't able to bring it to the board sooner because of the fact that we didn't have a board meeting until today in terms of scheduled time however as you probably saw in the superintendent's report i had reported it as soon as we were made aware of the initial change as well as we did communicate the information to our employees but essentially as we moved forward on our new benefits platform the old imed provider wasn't going to fit with that and so that was really kind of a disconnect in the sense that if we're moving to this whole new platform to be able to ease transition um benefit in terms of enrollment and then being able to access information 24 7 on this new web component it didn't make sense that we had an outlier and so we were able to switch to vsp through principal who also is the vendor that is helping us with the e-benefit solver platform there is a slight cost and increase to employees however there are other benefits that kind of in my perspective offset some of that so when you look at imed versus vsp you can see there are slight increases um in the different plan tiers one thing i do have to edit that i just noted um before coming in here i missed punch and vsp should actually be 5 45 and not 5 49 i'll make sure that miss reach has that information to update the slide but in regards to overall comparability we have a two year rate guarantee just like we had had with the other one as i mentioned earlier on the platform in terms of the compatibility as well as vsp does have a wider selection of retail providers so they have costco and target for example where imed did not cover in those areas and overall in terms of the in-network provider there is a cost savings for individuals with eye exams in which they have dilation services and it's a 15 cost savings than what had been previously and there are also additional cost savings in regards to frames and electable contact lenses if our members do in-network providers so there's some additional cost savings in those areas that individuals will see with a slight increase in terms of the overall plan tier amounts for the monthly premiums so i apologize that this came later but i did want to make sure that publicly we updated the board as well as all the other community members who we reference back to the board meetings and have the correct information perfect outside of that i'll entertain any questions questions perfect thank you for clarifying that all right we're going to go on to 7.2 which is our third review of the study packet and financial information for possible bond election um november 22nd or sorry november 2nd mr gad mr moore i will take madame president at the summary uh for a powerpoint that you have at your desk and then mr moore will take the financial portion of that second powerpoint this is the third and final review of the proposed bond election we've been through this a few times but again if you have some last-minute questions i expect this is the time to ask those because at the june ninth meeting you'll have the resolution to approve to actually call for the election so with that i will go through the powerpoint rather quickly some highlights on the second page the capital funding has been improved for the district because of the restoration at the state level of the previous reduction taken by the state some years ago so we're back to full funding on capital outlay approximately five hundred dollars a student technology funding is considerable emphasis in the in the bond so that's as you would expect that's important and that's included in a significant amount energy conservation is included safety and securities included we have recognized money for for maintenance quite a bit to especially pay attention to the older buildings in the district we have eliminated reliance on the mno capital transfer so we can spend more money in mno and that's going to be helpful to the district's instructional programs um we also have included a taxpayer saving items a large one that's to prepay the lease that we have of the two leases one of them is included in its entirety here that will save a considerable amount of taxpayer funds somewhere in the neighborhood of 20 million dollars so taxpayers should be pleased with that and i commend the board for wanting to try to help that situation become more of a reality the budget highlights again we've talked about some of these we have a five-year maintenance plan included in the in the listing so i think and i think it's very adequately funded to make sure that our buildings stay up in the shape that they should be we have a set aside for any major construction projects that the board may find that are necessary in the next five years so there's room there's money set aside for that purpose and as i say we've completely stopped now the mmo transfer to capital by taking care of the lease payment subject so now with the bond and what we've already done with the regular capital budget we are now transfer free of to capital and now can spend that mno money on programming and those those kind of things that go more directly with kids and uh we have the purchase of the one middle school uh potential land purchasings is included we've talked to the board previously about the need for a potential site in the northern part of the district i know we just received an enrollment update from our demographic consultant dr fowler shared that with me and there is some growth projected up in that area considerable growth so i think i think this is a good move for the district i think it gives you a second site my more desirable site maybe than the first one and it certainly doesn't hurt you won't pay any taxes on it because we're a governmental entity and at the rate of appreciation of property i think if you ever did decide to sell it you probably make an awful lot of money at it so i'm glad that this one is included and then a minimal tax rate increase about 14 cents so it goes flat after that first increase in 22-23 so it's a very small increase in the tax rate that's been projected and we're going to be using with this proposal 95 million dollars of the 125 129 million available bonding capacity so we will be using a sizable a sizable amount of that but mr um tyler will report to you mr moore will report to you the bonding capacity grows considerably over the next few years if the projection of increase in property values is there and some other things so i don't think it'll be awfully long before you've gained back enough money capacity to do a second bond and whatever those needs are at that point in time i don't think that's too far off and the last i think it's the last page yeah the last page of the summary lists again for you the items that we've just described it gives you the percentages of the total bond that we intend to spend on each of those it provides a contingency that i think is going to be helpful especially with the rising prices in in maintenance and construction so with that and the president members of the board if you have any last questions on the bond proposal we'll be happy to try to answer them for you any questions president reese mrs wilson dr foley if anyone had a question who should they reach out to you if they have questions if our community has a question about this who would you like them to reach out to president race vice president wilson we would encourage them to reach out to the district office to reach out to myself and we would schedule time to answer questions the best of our ability with our with we would share the information we've already publicly done um obviously so that they can answer any questions at the june 9th meeting is when we would look for a resolution to call for if we determined to call for and at that point then different information comes out and informational informational factual sessions are held and all those things but if people have questions we please reach out to myself and we will schedule a time to answer and help you understand and to look at some of the very information that we've literally been talking about since october in preparation for this conversation thank you mr president mr moore would be happy to present you that second powerpoint if you'd like him to do that anyone do we need that additional information or i think we're good you guys have been pretty pretty detailed so um and we will like dr foley said we will have discussion and look for a resolution on june 9th so mr moore is there well i mean yeah if we don't want to go through the financial powerpoint i mean it's more power to me but it's his job let him do it i did have a short point just to kind of tie together the financial implications that this bond would impose on the district president reese would you like him to share those or are you comfortable with what's been presented we'll have mr moore share those okay thank you all right uh good evening president reese members of the board um like mr god mentioned um there we are you know bring our third review and um this presentation this short presentation would kind of tie together some of the aspects that we've been talking about in terms of some of these definitions and next slide please so you've heard of mentioned some of these definitions and some of our conversations i just wanted to kind of put these out there just so we can provide some context to these i'm not going to read these verbatim but you know assess valuation we've thrown that number out there a lot that is you've seen it on your property tax bill um it's determined by the assessor's office um most residential it cannot increase more than five percent in a fiscal year so if you see a lot of times your residential value on zillow right it's way high your your assessed valuations typically trying to catch up to that so that is has an impact on our on our capacity as we continue to grow over the next few years the next bolt there is the secondary tax rate as you know the the class b bonds are against our secondary tax rate not our primary tax rate our primary tax rate is our m o our capital and our adjacent ways that tax rate is determined by those three funds in particular and our secondary tax rate is those overrides bond issues both capital and emino override as you know we currently have an mno override which is approximately 61 cents per hundred dollars of assessed valuation and i believe we just authorized that in 2019 so lastly the bonding capacity that should read 20 of the assessed valuation at 30.

i should be quiet i'll end up with that booty you're on okay you're on greg all right welcome everyone to our main warning tammy hines here andrea corey here greg meyer scott middle camp lisa schumacher here tyson search item number two is our public comments from the public like to make a comment anybody call in help don't move wrong uh item three is our correspondence do we have any more fun do we have any board for no i'm sorry all right perfect i don't know if we have a chance to look over that the uh of note right now bills are being run and they're up to date so the amended budget that you've got at your table is up an 11 month actual cost you got your last bills or the board bills at your table today that are included in this and it's really just trying to get everything up to date we've got one more payroll to go through and uh a few more um state payments to come in but that's why we got bills at your desks and we're just trying to get that ready for the next thing for posted there is one um war vacancy tj minard's seventh graders basketball got added to a list of resignations so there should be eight there you should have megan boyd and jeff davenport from the last is i just saw girls yes that would be probably my fault i apologize that's okay um other than that i've gone i kind of went through all the personnel stuff this is really just for the summer and for the next year i will say that if i get a resignation between now and the next board meeting for a coaching position or something i'm going to post for it and then i'll bring it to your board the next word for your approval but just especially with athletics because of the summer contact hours and whatnot they um they need to get that a faster turnaround so other than there being a lot of personnel items we do have a guest melissa smith in our audience she's going to be the recommendation from the assistant superintendent position um i'd like to ask for the board president to go into close or ask us to go into closed session so that you guys can have a discussion with her prior to the vote of the consent agenda is there any other questions or concerns all right okay all right with that we will remove uh listen smith adam's still not here tammy hines yes andrea corey frank meyer yes scott middle camp lisa schumacher yes tyson search yes all right welcome back we're now in open session at 7 28pm i'll make a motion okay so thank you for a second scott thank you please tammy hines yes andrea corey yes greg meyer yes scott middle camp lisa schumacher yes tyson search yes adam humpkin yes like to welcome our new superhero thank you very much thank you onto our items for action uh we start with 100k i'm sorry get ahead of myself the communications reported presentations hi everybody um i want to start off by um congratulating mrs obrechfeld our art teacher at parkview um her art fundraiser square one art raised 4 for our pta uh last year was nine thousand dollars but that's because we were in person and um during this time this was the fall we were remote so it kind of hurt our sales but this is a fundraiser that the art feature her students artwork is featured on items purchased by family and friends and all the money is donated to pta which helps our district this is an example of one of the art projects so the students would make something and then they put it on an item everybody would like to talk about right all right um so parkview has been wrapping up the school year with spring benchmark testing for second through fourth grade and we had our iar testing state testing for our third through fourth grade several remote students came in first to complete the ir test as they were not given a remote option for that the ier tests were administered this year by the state of illinois even though results would not be used as an assessment measure for teachers schools or districts also parkview third and fourth grade girls completed a girls in the run season in person this year with the local 5k run at the city park last thursday that was a beautiful day perfect day for finance for a better day 40 girls ran and completed the 5k in front of cheering family members district faculty and staff the crowd lined up all along the mild track cheering on our girls as they crossed the finish line it was really a neat experience if you were there just to see everybody um and the girls were pumped they said there was just people all along there so it was really cool girls on the run coaches included miss miss boyles miss long mrs elliott miss baldridge miss hintes miss wilson mrs mize and retiring from coaching girls on the run for 15 years as mrs heidi donald she uh her daughter aaron is a fourth grader so she's she's done after 15 years of coaching um i also want to thank all the parent volunteers for the help of the race columbia ems was there to make sure that everybody was okay and taking care of any medical concerns they had the coaches had said that maybe this is something that we do every year they do the the downtown race also in st louis but this year was canceled um so that's why we helped the event here but uh we may do something like that next year again along with the downtown event uh coming up here next week field day is back at parkview last year got cancelled but uh students will be participating in our end of the year activities next week in person students and staff will celebrate the end of a memorable memorable year with some competition as students compete in activities that test their running jumping throwing and shooting abilities so we're hoping for some dry weather also i'd like to thank pta for always taking care of our staff and students we've had snow cones teacher appreciation stacks luncheons we've got a food truck coming um pta just knows how to do it right they've done an exceptional job to help with snapping around this year that's all yeah um so as he stated this is our testing time of the year and we concluded our map testing elementary students already came home with their map scores for their families and the middle schools i think we're going out today or tomorrow um so parents and grades um three four five six seven eight we'll get them and then the data from that we use school-wide for planning so that information actually i ran some reports today and sent those out to the administration but they will use that to kind of look at how this year went and then to make some decisions for next year as well the data is also used for our summer school small group planning the remote learning we sent out an email to all the families asking that if they were considering remote learning for their child for next year if it was an option and they knew they had to submit medical verification for that um and there are 20 responses to that some of those are you know within the same family but so 20 individual students within there of course there's probably some because some didn't follow directions when they answered the questions so within there we would you know be double checking that it was very clear in the survey that just because you submitted that didn't necessarily mean that it would have been approved so we're still working on that uh i know our board attorney has provided us with some documentation but as you know we've received some um messages from the state superintendent in some communications that their verbiage can sometimes be confusing on what they intend so they put the word and in there and that and can change things so we are waiting for some clarification interpretation on what some of those things are meaning for planning um and i sent out a survey to our teachers um it is open until the last day um so but right now i have 40 responses three main questions basically asking them what did they take away instructionally as a professional that they from this past year that they could use and take forward what is something based upon this experience could we maybe uh discuss getting rid of in the field of education not necessarily oh remote learning but um what is something that in this situation we could say that's no longer necessary and then just what would you like your administrators to know so very open-ended and like i said we have 40 responses thus far so be using that information to make some planning decisions too so this time of year for my office is primarily data for the state for our report card um and then getting ready for registration which we will start making sure all those documents are ready to go and communicated and that's about it all right um i got a nice visit today from mrs mitchell and this is janssen they are uh representatives of the columbia american legion auxiliary post 581 they gave me 800 200 for each building uh they're for their library to go to work the books so i'll be having my administrators see that we had a nice conversation and uh you know that's funded through fish fries and i look forward to the friday fish fry going down to the region and getting that food so i'm putting a plug in for them right now there's really just two things that i want you guys to be aware of the first one there's a change in leadership at the house of representatives from illinois speaker madigan was replaced by a different democrat and as much as i was thankful for the change in leadership with changes of that power vacuums control typically at this time educators are used to getting roughly 100 bills that come at us for various things some of them become laws some of them don't we are now looking at 600 bills just for education alone some of them um are you know just strange like there's a bill that we need to have 30 minutes of recess time kindergarten from 8th grade this will come towards your five hours of clock time but it will not count as pe so you'll have to have pd on top of that there's another one that's going with the dress code which is just an odd thing that the state would mandate dress code but in that one they added an amendment that concerns me right now if we don't follow the rules they can take away our status as a school right this would actually give them more leverage to be able to look at our evidence-based funding and they would not give us our payments they would put it aside and then once we make compliance we would then get our money um and so it's a lot of little things like that that are concerning to me as you look at the details the devil's in the details you've got to get that worked out this kind of goes to the second thing and that is we're transitioning back to normal and i'm so thankful for that i'm looking forward to a year where i can attend all the sports without it all being crammed into a smaller season the plays the musicals all those things are going to be returning the state is going to be sending us guidance as dr castelli pointed out a little and in the middle of a sentence one person reads it this way another person reads it that way my biggest concern is a couple for one while we down state schools were back in session for the most part because we were pushing that six foot rule the collar counties in the chicago land worked so what happened they said well now if you're three to six feet well we were closer than three feet on many occasions and that rule then made it more difficult for us some of these rules that we're looking at with the transition i'm concerned that as they try and make rules for the entire state they're going to be we're doing more things already with the safety of our kids that we're going to get messed with um for instance the vaccinations you know we can't mandate vaccinations nor should we really mandate parents to get vaccinations however i'm concerned that there will be rules and i don't know if there are but i can see rules coming down that if you're vaccinated you don't have to be quarantined you know um adults personnel i mean it's not just the students but it's also the adults now and what we're doing we've got hipaa rules we've got things that we're trying to to find and i just i guess i'm still asking for that grace as we move forward we're going to be all in we're going to be a normal school year i don't know if we're going to wear masks or not i'm hoping we don't i would assume that we don't because we're going to be in phase 5 soon but i will tell you the state is going to do um some rules and carmen aye our state superintendent made the recommendation for the state board to pass today and that statement is is a little confusing as far as vaccinations masks quarantines and things of that nature so we do look forward for their information and when we get that we will share it with everybody as we know more it is the end of the school year summer is going to be interesting as we move for next school year and i'll keep posting on the changes but i'm very excited to get back to normal and when i say that i do mean having events and filling the halls again and all of the great things i feel like i haven't been a superintendent this year never been able to get out and meet people i haven't been able to do a lot of things do you know what happens to the report card they just like they did this year they put other data there and your ranking stays the same so they just don't change they're like commendable or anything like that but they'll or they could potentially use other factors and just remove that one from it um so it's just a piece of the puzzle that they won't use thank you now we're on to items for active we have a whole laundry list here tonight so start item a which is approval to extend the terms of this big employment benefits yeah this is a yearly action items and what we do is every year we do three years with the understanding that in december we got to the other two years and we can go out to bid last year there was discussions as to whether or not we wanted to go out to bid i would recommend that we get a committee to start looking at that to see if we want to do that because we want to notify bishdek in december and so when we get to the committee discussion at the end i'm going to ask for some people to meet with me on someone regular basis to talk about insurance but with that i would recommend the board approves the terms of this fake employees benefits tools discussion or questions is this uh aren't we part of a couple of different pools with them so is this just the employee benefits proportion or i believe that this is just the employee's benefits portion and all of the other properties and all those other things are going on right now okay gotcha thanks any questions that i entertain a motion to approve the extension of the terms of the misfit employment penalty andrea cory yes greg meyer scott middle camp i'm staying lisa schumacher yes tyson search adam humpkin yes tammy heinz yes the appointment of this big employee benefit school board members yeah and now that we are a member of their pools we need to have a report appoint a person to attend those meetings and to vote the recommendation is that that would be me and in my stead to accept mr grody as the designated board member with the assistant superintendent as the alternate so thanks scott second lisa craig meyer yes scott middle camp all right lisa schumacher yes tyson search adam hempkin tammy hines yes andrea cory yes i don't see is there approval with an intergovernmental agreement between you folks school district number 196 at columbia united school district number four for the joint air force junior reserve officer training court units yeah the rfotc is something that we've been doing for quite some time last year we were expanding that to an emt class as we were looking through that we don't have a document that is officially signed off on the rotc and so the recommendation is that we continue that program it's not new but then we sign any questions comments i did notice on compensation it just said proportional amounts but it is it based on it didn't really say yeah no thank you no problem i have the same question we normally have a pretty good number of kids that rotc is really high i don't know what emt made if it made this next year i don't know this was the first year i don't know how it did well emt first year in remote you can imagine right right yeah i hope nobody guessed it are you certified during remote with that i'd entertain that motion to approve the intergovernmental agreement between us and dupo for the rotc scott middle camp all right lisa schumacher yes tyson search yes adam hempkin tammy hines yes andrea corey yes greg meyer yes all right marcia carries item number d letter d is the approval of the intergovernmental agreement between dupont community school district number 196 now the columbia school district unit school district number four for the german class as we've spoken rotc we send students to them we do that for the emt as well this would be them sending us students for german class our german numbers are a little lower so we're welcoming the extra heads in those classes we're going to have a whole section of it looks like depot students mr reeves met with them to kind of talk about the logistics not just you know it's easy but rotc is is nice because every grade level it's always first period well we wanted to make sure that with german and with the next program ag you can figure out how you grow with that you know because you don't have german one german two german three all in the same period like erotc and so they needed to be aware that they were gonna need to be sending kids to us at different times as we grow into this and they worked out all the logistics so the recommendation is that people approve the intergovernmental agreement as presented question discussion that entertained a motion to approve the intergonna governmental agreement between dupo and columbia for the german class i'll lisa schumacher yes tyson search yes adam humpkin yes tammy hines yes andrea corey yes craig meyer yes scott middle camp all right it passes on to the letter e which is the approval of the inner governmental agreement between duplo community unit school district number 196 and columbia community unit school district number four or the agricultural education courses this is uh very much like the german classes i i was invited to the ffa awards banquet so i got a little bit of a history lesson which was nice and our ag program actually our ffa started sending kids over to waterloo and that's how our program started and now we have our own program so we're hoping that we're going to bootstrap dupo into getting their own ffa program by having them come over and be part of ours so the recommendation is that we approve the intergovernmental agreement as presented for that one as well any discussion or comments can i entertain a motion to accept the intergovernmental agreement between drupal and columbia for the agriculture education courses again second seven seconds tyson search yes adam henkin yes tammy hines yes andrea corey yes craig meyer scott middle camp all right mr schumacher yes what the letter f is the approval of the school resource officer agreements this is another one of those diving eyes and crossing tees we don't have a fully executed document for this we have officer hopkins that comes to us and he's done a wonderful job and so this is just our resource officer i think is very top-notch and we're very lucky to have him and actually sign him up as quick as you can but then i entertain a motion to approve the safe court the school resource officer agreements thanks scott second second andrea adam hempkin yes tammy hines yes andrea corey yes craig meyer yes scott middle camp all right lisa schumacher yes tyson search yes the letter number g liturgy is approval of the 21 22 administrative practice evaluation framework kind of like the performance evaluation reform act administrators have their own needs for being evaluated this was a document that in line with the laws and all the codes and requirements timelines etc i've piloted it this year with the administrative team kind of want to look at what different stuff and work through the steps so what i'm asking is for the board to officially approve this and that would be our administrative evaluation any questions with that i entertain a motion to approve the 2021-2022 administrative practices evaluation framework andrea cory yes craig meyer yes scott middle camp aye lisa schumacher yes tyson search yes adam humpkin yes tammy hines yes letter h is the interval of the amended 2021-22 school calendar yeah this is um when we first did the calendar we kept trying to get clarification on election day we were told that it's election day is a holiday and the way that they passed the law was you have to take every november first tuesday off i said that there's no elections and anyway long story short we got it approved with it being a holiday as we were told to do and then we were told that we don't need to have that day off my recommendation is to actually make that an attendance day all this will change is it pushes everything back so even if we have the five emergency days we'll still be out before memorial day which everyone loves um but yeah i i say let's go to school on that uh first tuesday of november were there any other changes um just okay so the last day of the year at the uh election day did we look at labor day tuesday before this if you don't pass this then i've got a column and saying there's still no boss buddy i just wanted to make sure in case parents had written things down and didn't have any correct okay thank you for that note we are not then i entertained a motion to approve the 2021-2022 student i'm sorry wrong one school calendar tammy hines yes andrea corey yes greg meyer yes scott middle camp mrs schumacher yes tyson search [Music] hopefully leaving the edits in their health chair and being able to skim and skip and scan with the recommendations that you approve about handbooks is presented with gearing up for registration we want to be able to send this out to the parents thank you for having barney go through that because i think there are changes every year is that something we plan to do each year yeah it's it's an ipa gives out a draft um recommendations of what the changes are much like the iasb sends us more policy updates they do a handbook update and it's a little behind the curve because yeah we might i the recommendations that you see that we added are actually not recommendations based upon the current legislation that we could potentially see and come out of those 600 uh bills so in august there should be another one so there may be some things that we need to do an amendment to and notify parents but we won't know until august unfortunately and we've already done registration so um the changes you see there are consistent k-12 um barney did a deep dive on all of our for last registration and so the only thing that we changed was what ipa put out there so we have to have another vote um when courtney leaves the district and all this it comes on because we're approving the 2021 2022 if my next name is listed no because that'll just be it okay all right i didn't know if you have a vote because they'll go through and change the names in there okay let's start and then stuff like that so we don't have to vote no it's the it's the policy the thing dealing with okay yeah perfect [Music] and you can even do it through like a form on skyward that if we updated it and you wanted to have parents verify we could do it through a form that they could do online and so make it a lot easier cool any other questions discussions how would that entertain that motion to approve the 2021-2022 student handbook craig meyer yes scott middle camp all right lisa schumacher yes tyson search yes adam hempkin yes tammy hines yes andrea court yes under jay is established the public carrying date and time to amend the 2020 to 2021 budgets yes which you have um you'll have a budget at your table took place to be on review um we recommend that june 17th at 7 o'clock we do our hearing public hearing for the updated amendment budget and then we do the support meeting directly to follow when you look at this budget the budget summary is the page i always go to it talks about the revenues and all the expenditures and it shows you here the black or the red of note the budget that you've got here is 11 months we still have one more payroll to go through and we still have a couple more general state aid claims or evidence-based funding claims to come in and so um originally we passed a budget that estimated us to be about seven hundred thousand dollars for the education fund i reminded everybody that we had a budget that we passed originally the year prior that was at zero and we ended up 700 in the black and then looking at this and projecting i think we're going to be much closer to breaking even this year than thought to when you look at the operations and maintenance and you see one million five hundred and forty nine thousand dollars in the red i want to remind everyone that we saw bonds that were revenues last year we did a big project and some of that project was paid this fiscal year so the revenue came in last year we paid it this fiscal year yes we're in the red for this fiscal year but the money really kind of comes out as a wash so on the budget summary that's kind of the front page but if you go to the second page you'll see online 81 estimated fund balances and right now we're looking at very healthy fund balances but this is again preliminary and it will come to you again next month but we squeezed out pretty much everything that we have and putting it in there we're also i've been approving expenditure reports julie napier does a wonderful job in making sure that we can try and get all this stuff timed out because we have to do the payroll and then what we have to do is go into iowa's and do an expenditure report get that approved like she calls and says hey expenditure reports are there because once i approve it then the state will send us the money for those expenditures and so trying to get the money in before the end of this fiscal year important that is june 17th at our regularly and we would scheduled to make a motion to schedule the public deficit public hearing date time for june 17th beginning at 7 pm the director's capture board meeting following directly lisa schumacher yes tyson search yes adam hempkin yes tammy hines andrea corey yes greg meyer yes who's our items for action we're moving on to the discussion items the first one is assigned members to standing board committees this isn't an action but i would like to know who's going to volunteer for the board policy committee parent teacher advisory committee there is a behavioral intervention committee but really a lot of times that serves as the parent-teacher advisory committee even says in the board policy that those double duties there and then as i said before i'd like somebody to help me to look at insurance like we did the facilities last year there's a side project this is more of a housekeeping item the board policy says we're supposed to establish these committees whether we use them where we don't we need to have them in place in case we need them instead of just being more proactive so [Music] the diversity together for the community to see what we teach why don't we teach it well let's start with the board policy committee so we have adam volunteered for that one [Music] i can do that okay okay and then we have our parent teacher advisory committee i'll volunteer for them you guys are awesome i'm sorry who's the parents of your classroom i all right and then the behavioral intervention committee would you do something like that is there anybody that wants to help me with insurance [Laughter] nobody knows insurance better so do we even need a second person on that one i'll do that excellent thank you all right then we still have the safety committee tammy yeah during anything else everybody think of the committees we need to do or talk about i can't remember it seemed like they talked about another one it was diversity is that included in this one or is that a temperature the next one is really the only item i added to the agenda and this is for individual board comments when i joined the board if i had something i wanted to say it was always difficult to find a spot to put it in don't want to interrupt you don't want to put it in where it doesn't belong so i thought this would be a perfect opportunity for anybody to share your thoughts ask questions bring up topics basically foreign policy says we can discuss anything in fact we have to because of a meeting log we have to discuss anything first in public forum so i just wanted a safe space that we could open up the floor anybody wants to make a comment suggestion whatever this is it so i plan on having this on the jet every month so if anybody would like to how did the retirement party go uh yesterday it was nice it was actually probably around 50 some individuals that came and went yeah i looked on our school meet social media and there was also the uh it was eagle night at the ballpark so uh there was quite a few people that were there but i know that kim checked with everybody before we picked the date and everything was clear so it was you know one of those things but there's quite a few individuals that had attended that so but no it was it was good and we had both last year and right yeah yeah so that was nice i think you know we have more from last year than i think from this year almost but um that's a bit of good speeches yeah it's always nice thank you for talking about their colleagues some of the funny stories that they remember and good and um so who is invited to that is it just the current faculty do you reach out to other retired kids um it's just generally on a regular year it's the people who are retiring they can bring family members if they so choose and then our current staff and it could be edit all staff um so that's the way it's been in the past doesn't mean it can't be modified but that's just i as a senior parent wanted to um congratulate and accolade brian reeves on the graduation ceremony despite the weather despite everything against us he pulled it off and it was it was great and so as a parent of a senior that you know everything that we've gone through it was outstanding so i really i was very impressed just yeah it was great but no i was he you could tell he worked his tail off so i was very happy i heard a lot of comments that um they like the shark sweet graduation ceremony not the one that lasts for hour two hours the in and out get to the point you know and do the default and be done yeah i heard a lot of talk about that he got my speech we all have such diverse backgrounds and experiences and personalities and i'm just really excited for the direction of the of the school and the district and uh i'm expecting great things so thank you all for volunteering this is uh this job is not for everybody and close the page worth it but other than that thank you all for volunteering and do what you do all right we have nothing for executive sessions so that i'd entertain a motion to adjourn i think scott beat you up okay all right adam humpkin tammy hines yes andrea corey yes craig meyer scott middle camp all right lisa schumacher yes tyson search yes thank you all very much

good evening everyone thank you for being here my name is mike morris i'm the superintendent of schools here in amherst pelham and amherst palm regional district i want to thank you for coming to our vaccine town hall tonight i'm really really pleased i'll introduce uh some guests that are going to be able to talk through and share some information tonight and the orientation or the format tonight is uh well they've organized a slide deck that'll take you know 20 25 minutes or so to go through some of the science of vaccines we know this is a really important issue and then there'll be a chance for an opportunity for interactive q a so at the bottom right hand corner of your screen you should see a little your name and it has a blank that says say something and if you type in we'll be able to see those comments but the origin of this is is in my role i've been getting an increasing number of questions from staff members uh from families about themselves or their children about the vaccines and my degrees in something else so i felt ill prepared to answer all the questions coming my way so we're very fortunate our community that we have local physicians and others who are willing to come join us and share their expertise and be able to respond to the very real questions folks have um about vaccines for themselves their children or their community i want to really again thank them i also want to note that this the chat will be moderated so at the beginning it'll be much more presentation then we'll open it up and i'll just ask folks this can be a very contentious issue vaccines we know that i know that from living in this community as well as working here and we're just going to ask folks to really be respectful um if there's just a differences agree of perspective or disagreements that's perfectly acceptable but i really want to thank these folks who are volunteering uh after working uh non-stop for a very long time on on covid and this work and supporting our community to take another hour of their already busy schedule and away from their families you know i'm deeply appreciative so all that being said uh let me bring up our guests tonight and i think we'll just go in order and i'll ask them to do introductions so dr westerfer why don't you introduce yourself and we'll just go and order on our screen hey i'm laura westford i'm an er doctor down at bay state i am also a researcher and my spouse is a teacher in the amherst public school system uh as of note i am also currently pregnant and was vaccinated during early pregnancy and so that will be part of my perspective here thank you dr ernest hi good evening so my name is comma ennis i'm an emergency doc i've been at cooley for about 15 years at this point i've got two kids in the at uh over at wildwood a fourth grader and a sixth grader my sixth grader got her first dose of vaccine on friday i got my first dose back in december on the first day that cooley dickinson had it available i uh serve as the associate chief of the mercy department and medical staff president there thank you thank you and dr everett hi i'm peter everett i'm a pediatrician here in the community and i have a 5th grader an 11 year old at fort river and i'm excited to be here as part of this this group in this town hall to talk about these vaccines thank you and dr source hi everyone i'm bill soros i'm an emergency physician out of bay state mostly springfield a couple times up at franklin and we have three kids that are in various stages in the amherst school system so very happy to be here and talk with y'all thanks and dr garcia hi i'm estefan garcia i'm the chief medical officer at coulee dickinson hospital i'm also a pediatric emergency medicine physician and i live in pelham and my uh daughter uh just got her she's 14 and just was vaccinated on friday at the school so thank you thanks and representative dumb hi everybody i'm mindy dahm i'm the state rep for the third hampshire district i represent amherst pelham and half a granby in the massachusetts legislature my two adult children are graduates of the amherst public schools i'm thrilled to be here and um i'm thrilled to listen to these experts from our community and to hear the community's concerns and to make sure that we have the resources we need to take care of each other thank you thanks i should mention too i have a seventh grader and a first grader in the district and i guess we could have done this at the clinic on friday because i was there as my daughter uh received her first dose of pfizer as well um but thank you all you know sincerely for all be for being here um and i think uh dr westerfers can i think bring up some slides that we're going to go through there's a lot of them but they're jam-packed with information that i think is going to be really helpful for our community there we go it's just better uh then people at least can see you a little bit i think great um thank you everybody so i'm gonna start out with um kind of the introduction so again my name is bill soros um and i think the first thing is just just to start very broadly and and so we're all kind of on the same page especially when it comes to probably getting into some more of the details later um so the first thing is you know to know you know kind of who we are as medical providers um so we're not supported by pharmaceutical industries i think that's important and we're not employees of the school system um as you really heard we're all community members and we have families and children in the amherst schools and really these are our views based on the science and also based on some of our experiences you know i think what we see looking in as medical providers is you know at best it's really confusing out there and honestly there are some outright lies especially on things like social media about covet 19 and so really our goal today is to try to present the facts that are known about covid19 really with the idea of helping you come to your own decision you know we're not here to influence or tell you what to do but i think we are here to tell you what the science is and also to tell you when there's uncertainty because you know that is true that there is still some uncertainty on things so i think that's really important so let's start really basic for everyone for the adults why why do we need the vaccine um so the first thing is obvious right deaths and if we look you know if we look at our numbers in massachusetts the the graph the death rate is going down and this is in light of new variants and more contagious forms and other places in other countries where the death rate is skyrocketing so very basic to start with that hospitalizations preventing folks from getting really sick and this is especially for adults same thing looking at the graphs in massachusetts we're trending in the right direction as our vaccination rate especially as our vaccination rate of adults go up the number of people who are dying and getting critically ill is going down um those two are pretty obvious and then also we we think about complications um you know and and a few different complications for adults um thinking about kind of long-haul syndrome and a few other things that we'll talk about but then shift over what about for kids um and i think to kind of set the stage there are some things to talk about first although kids don't get as sick you know especially kind of the older type of kids they still can get sick from covid right this is not something where no children are getting sick in fact you know kind of going down if you start to look at hospitalizations in fact it appears there are more corporate 19 hospitalizations in this age group again older kids than in flu and again it's rare for kids to get hospitalized for flu but but understanding that this is not a never event that this still is an illness and that that kids especially as kids are going up and getting closer to adulthood um have some potential although more rare to get sick so that's one reason the other thing is this hopefully this idea of decreasing some of these rare complications and and we'll talk about that more but there are two rare complications that we'll probably bring up one is this idea of multi-system inflammatory syndrome of children and the other is again we mentioned this for adults but this long-haul syndrome this idea that there are some especially as we think about older kids that may have some persistent symptoms that may interfere with their life and their activity after having coveted for we don't know how long but i think there are some couple unique things with kids that again we're going to talk about and one is hopefully the improvement in mental health um this has been a time period where kids have really had to adjust and i have to say the kids that i have known and seen have done an amazing job adjusting to this new world but we also know and many of us you know work in the emergency department and have seen some of the mental health tolls and the increase in the number of kids with depression anxiety and it is taking a toll and so part of that reason uh to think about kids and vaccine is to be able to allow them to get back to life that is a bit more normal that interactions are a bit more normal that matt they don't need to wear masks that they are not afraid of hugging other kids so that's kind of a really important one that they'll highlight and then there's kind of the the more epidemiologic the more group idea of of protecting others in our community you know the whole point of vaccine is to decrease that susceptible population right whereas if no one's vaccinated then someone we know that has copen 19 can easily spread as more and more get vaccinated that reservoir decreases and that's important because for adults we're never going to hit 100 vaccination there are many reasons some very valid reasons why adults and some people at risk might not get vaccinated and so if you know being safe being able to help others in those in the community can be an important part to that so with that i want to hand it over to dr westifer to continue and talk about some the specifics about some of the different vaccines all right and just a note here is you you may see some uh qr codes on the bottoms of the slides and those are uh links to references so if you um don't want to take our word for it or you're just more interested in something you can just point your your phone to that qr code and that should take you to the resource where we got our information and today we're going to spend the bulk of the time talking about one specific vaccine because that's what's approved for for the kids but we're going to talk a little bit about the vaccines in general and there are two different types and they work in very similar ways they're the mrna vaccines and these are the referred to as the pfizer and moderna vaccines and then there are the viral vector vaccines the johnson and johnson vaccines and these are uh they essentially kind of do the same thing is what they do is they they get the vaccine the vaccine gets the body to make a spike protein which is it's just highlighted here um in that that brighter square it's just one teeny teeny tiny little piece of the virus that can't go on to cause covenanting it can't go on to make you sick or anything like that it's because it's just this one little piece um and basically the body the the vaccine gives the recipe to your body to make that and it works in the muscle of your arm that's why when you get a vaccine and you get the flu shot you get the tetanus you get the cavity vaccine your arm hurts usually the next day is because that's where all the work is taking place um the vaccine itself the particles etc they don't enter the bloodstream they work right there usually in that muscle of the arm in the mrna vaccine which is the one that has been sort of most used in the united states and one that is currently available for kids basically all it is is a recipe that self-destructs so think like somebody sends you a snapchat um of a recipe and then it goes away that is essentially what the mrna vaccine does it says hey body you make this one little protein um for just a teeny bit of time and then the instructions go away and this isn't novel people talk about mrna as new or novel but this is what happens if you were to get infected with any virus except it wouldn't be a recipe for that teeny tiny little spike protein it would be for the whole virus so that the virus can hijack the cells in your body to replicate and make you sick so that's just a general overview of how those vaccines work and what happens is your body produces an immune response to that little bit of the virus so it recognizes it and can fight it off in the future so that hopefully you don't get sick or if you are exposed you do get sick you're not ended up in the hospital you're not ending up dying from it you're not ending up with those complications and one thing that we we've seen is that this vaccine came on so quickly and it's caused some concern that steps were skipped in the process but steps actually weren't skipped and this is a really fascinating thing is that typically when you have a vaccine research happens and as a researcher i can tell you research goes really really slowly there's not a lot of funding for it you have to get the money you have to get your teams together and you get these ideas and then you test and then you go to approval and then you you start making the batches and then you figure out delivery and that's the traditional and that's why it takes so long in addition to oftentimes you're looking at viruses um that may not be that common because people are immunized against them um or may take a long time to develop now on the bottom you'll see an example of the covid19 vaccination timeline so the same steps are all there but things happened sort of all at the same time for some of these so the research happened and as they were developing promising candidates what happened was they started working on development and delivery of them but it still went through the same testing and it still went through the same levels of approval so no steps were skipped in that no steps in monitoring none of the safety steps they still all went through those really sort of key and vital steps it's just it was expedited it happened more quickly because there was funding for it and people were trying to really get together and pull their resources it was basically a teamwork approach now this kind of gets into safety so one of the things that concerns people with safety is what work steps skip well they weren't and then what do we need to know looking forward like what are side effects and what we know about vaccines in general whether it's the flu vaccine the tetanus vaccine other things is that if something bad is going to happen you're pretty much going to see it six weeks within that six weeks from vaccination usually pretty early on but sometimes it may take a while to catch something so that's why for the vaccine studies you have to have two months of follow-up for like most of your participants most of the people in the study they have to be followed for two months because that then you're gonna capture the safety events you're going to capture anything bad that might happen and by now we have a lot of data on these vaccines so in the united states alone over 250 million doses of the vaccines have been given and most of these are in fact to adults not into children but we have that means we have a lot of information on the safety of these vaccines and what we found is that with regards to the mrna vaccine so these are the pfizer modern vaccines there really aren't any major safety signals people were a little bit worried about allergic reactions but then we found out that those were actually very very very uncommon nothing else really turned up in terms of oh my gosh we should be worried about this or this is a common side effect now with the johnson and johnson vaccine which it works in a little bit of a different way there is this rare blood clotting disease um that has been found to be associated with this vaccine that is very very very rare so we're talking about um of if you look at all people that might get this vaccine it's under one in a million if you look at those that might be more likely to get this and here you're looking at women who are age 18 to 49 it's seven per million so still very very very rare but something to be aware of if you're thinking about getting a vaccine i mean you're trying to figure out which vaccine might be right for you this is this is one uh one safety signal that has arisen with this and i think that by finding something that is so very rare this is a testament to sort of the surveillance around it so it's not like they develop the product and then they're done with it they just give it to millions of people what happens is they're collecting so much data from people to try to figure out and really go through and figure out okay is anything bad gonna happen and that's part of uh the v safe registry so if you get vaccinated you'll probably get a sheet and if you don't get a sheet you can still go to this website um through the cdc and basically they send you a text message every day that says how are you feeling today good fair bad did you have to miss work today are you pregnant okay did you have any of these symptoms um and and what they're trying to do is figure out and really get from people what are you feeling after the vaccine did anything bad happen did you have to go visit a doctor to really get that from millions and millions of people just by sending text messages to your phone for a couple months now it's not like there aren't any side effects from the vaccine there are side effects and they typically are more common after the second dose of the mrna vaccines and what these are is these aren't like diseases that it causes it's side effects related to your immune system response so basically your body is reacting to the spike protein getting ready to fight it off if the virus were to come around and that creates a little bit of an immune reaction and so these are things like chills body aches headaches and fever these are the most common things people might experience after a vaccine but not in everybody and so when they look at this like almost everybody has pain at the site where they get the vaccine that's where it's doing its work a lot of people will have fatigue and headache and muscle aches and some joint pains um some people will have chills and few people will have fever and when they have fever it's usually like in almost all patients is below 102 fahrenheit but even if you look at those that got the salt water injection like a lot of people still had fatigue and headaches just kind of showing that you know it's not that 60 of people had fatigue caused by the vaccine probably an additional 40 did because let's face it we're all pretty tired at baseline we've got kids we've got jobs we're taking care of people there are other reasons for these now fats are looking at this and looking at how effective it was and how safe it was in adults they started studying this in younger and younger people right now we have data on the 12 to 15 years old they're already studying it in younger kids as well um in in the pfizer and the modern vaccine and so they administered the pfizer vaccine in the study to over 1 000 kids and another 1 000 got salt water and what they wanted to know is what did these kids experience and basically these kids they had an immune response to the vaccine and here i chose sort of the more severe numbers just if anything to kind of give an overestimate of what people might experience here but the same sort of thing some pain where they got the injection in their arm they were kind of tired they had some headaches maybe some muscle aches um a decent number did get fever but almost all of them were under 102 fahrenheit um so so not high or dangerous fevers and again in the placebo group which is basically just a saltwater injection that's all it is um people still had some of these symptoms as well so that's just an overview of the the vaccines and their general safety and how how they came about but there are other groups um in which we kind of worry about things a little bit more and when you're looking at kids or even if you're looking at adults one question that has come up is covered 19 vaccines and fertility is there a link here and what we know at this time is that available data and there's a good amount indicate that covid19 vaccines do not cause infertility and what they've done is is the companies do standard uh standard studies which the people do with all kinds of medications and they figure out they give it to rats which is you're like you're they're massive humans but this is what we get all of our data about fertility really on um and they injected they made them and they say okay is that normal and then they give it to they give them the vaccine um when they're pregnant and they figure out are there any effects on either fertility or the development at that time these are called developmental reproductive toxicity studies and they found that these these vaccines have no effect on fertility and in fact the viral vector vaccine which is the johnson johnson vaccine that's been previously given um for things like ebola before um and and nothing was found there as well we also can look at the data about people who have gotten the vaccine and become pregnant and people who have got got the salt water or the placebo and got pregnant and it was about the same numbers of people in both so it wasn't there wasn't a signal in these thousands and thousands and thousands of people or millions in real life data um who got the vaccine and the number of people who got pregnant in each arm now you may have heard there are some similarities between the spike protein which is what the the vaccine sort of gets your body to make and things on the placenta that help feed the baby or the fetus now this it really this is really jus nothing more than a rumor but i thought it was important to address because people did studies based on this rumor to just show that there's no there's nothing here um there's no cross-reactivity between those and what happens is there are tiny little stretches in this genetic code um that are similar but otherwise they're completely different so it's like saying well you know that goldfish and that human are similar well yes they both breathe or there might be some similarities there but obviously like your body would not mistake one for the other and they they have confirmed this both like in the lab um and then as well as like theoretically just thinking about how might this work so uh people that spend their time helping people get pregnant so the american society of reproductive medicine recommends hey if you're contemplating getting pregnant now in the future we still recommend you get the vaccine because the side effects um of the vaccine with regards to fertility um are are not no we they don't see any at this time with a decent amount of data but we know that copin 19 is bad now what about during pregnancy and this is something that i struggled with as well because i'm an er doctor and covid was essentially my life in december when we were having yet another surge and oh by the way the vaccine was released and i had found out i was pregnant the week before so here i was five and a half weeks pregnant and trying to sort through this data so i'm going to go through this sort of about how i thought about it and some of the worries that were on my mind and the first thing that was on on my mind was few medicines are tested on pregnant people like none of them um and here so far we have data on over a hundred thousand pregnant people who have gotten to covet 19 and registered with the cdc so if i were thinking about this now i'd be a little more comfortable because a lot of people have gotten these vaccines and are being followed and reporting it to the cdc so we have data on a lot more people now and what we know about this um is that uh nearly 5 000 pregnant people who received a coveted vaccine are being followed in detail by the cdc i am one of those people and i can tell you what they do um is they call you and they talk with you they take a full history it's like sitting down with a nurse or a midwife um and then they also ask for the name of your ob gyn or your midwife and they get records from them and they call during the first trimester and the second trimester and the third trimester and then they call after um delivery and then they call again um a couple months later so they're really trying to actively find this data and follow it up they're not just kind of waiting to see what happens and we have some some data on some preliminary numbers from this so um of about 4 000 people who were vaccinated um 827 thus far had completed pregnancies so for example i am one of those ones that have not had a completed pregnancy because i am still pregnant so a lot of these are not completed because people got vaccinated in the first and the second trimester and of those 820 who were completed 712 were live births yay um that's 86.1 that means that some were not and you may be worried like i was like what about early pregnancy loss this is something that we we struggle with and we worry about vaccine or not it's a nerve-wracking time and part of the the reason it's nerve-wracking is because we know that early pregnancy loss happens in 10 to 25 percent of pregnancies without a vaccine so you don't get a vaccine 10 to 25 percent of pregnancies can have pregnancy loss and often that's called a miscarriage and in the vaccine group it happened in 12.6 which is well within the range of normal so again no sign of increased early pregnancy loss it's about what you would expect you would expect it to be suspect if it were significantly lower or significantly higher either of those two would be worrisome because obviously it's not going to protect you from it um so that would be worried that we're not getting good data we're not having good science around it there's also no sign of congenital anomalies so as a pregnant person my worries were oh my gosh i don't want anything to happen to this pregnancy in terms of losing it i also don't want to cause any harm to my potential fetus and you know when at that time i was thinking about vaccines are safe in pregnancy i'm scheduled to get my tetanus shot this week in pregnancy like i've gotten with my prior pregnancies but we kind of lose some of that and i was just so worried about this but now we have some data typically occurs in three percent of pregnancies without a vaccine no vaccine three percent and when they follow this and the with the covenant vaccine data 2.2 pregnancies without the vaccine had a congenital anomaly so the preliminary data does show safety no signs of pregnancy loss um increased risk or congenital anomalies now it may also benefit the fetus as well studies have found that antibodies are passed to the fetus when you get immunized and you're pregnant so then there may be some protection there after you give birth so if you're trying to think about your risk of getting cover 19 you'll see the qr code in the corner at they say we developed a decision aid to help people who are struggling with this and try to figure out whether it's right for them um have created a decision that's been used internationally and try to think about things what's your risk of getting kevin 19 can you stay at home can you and those around you always wear a mask and can you really stay safe think about your risk of coping 19 outcomes are worse in pregnancy outcomes are worse if you have other medical problems if you got high blood pressure or if you have breathing problems at baseline um if you have extra weight those things can make you do worse if you get coveted and think about the unknowns of the vaccine and how that sits with you we won't have long-term data for a long time and this is because in pregnancy in general we almost never have good high quality definitive data even for stuff we routinely give it just doesn't happen because we don't study pregnant people that way so you know there's always going to be some level of unknown and you got to think about what can you you know how can you you sit with that and think about the other risks that you might have and so the summary here is that kevin 19 vaccine it's been found in essentially millions of people to be safe and effective both in the studies and then in the real world studies that they've done to follow up what happens when you vaccinate nations and communities and this includes in pregnancy and then i didn't speak about it specifically happy to give more resources but also in lactation and then the other bottom line is getting the vaccine right now that's that's your choice um you know there are always going to be some unknowns uh but there are a lot of knowns both about covid19 the risks associated with coven 19 and also the vaccines there we go i don't know why that happened but thank you so much for that thorough presentation i put the direct link uh in the chat for anyone who's watching who wants to you know who might have missed the qr code uh scanning it because i think that that decision guide i looked at it before i think it'd be really helpful for folks so what we'd like to do now is to open up to questions we did get a number of questions emailed to us beforehand so we can start with those but if you have a specific question again in the bottom right hand corner of your youtube screen you should be able hopefully to see a bar a line there and you could type in any question or comment for anyone in the panel but why don't i jump in one question that we received via email was most uh most if not all medical interventions are determined on a case-by-case basis why are vaccines treated as a one-size-fits-all model so i don't know if anyone is willing to jump in on that one uh yeah i can uh jump in on that i think it's it's an interesting question um about the vaccines and it is it is true that the um you know the codexing that's out right now at least the moderna and the the the pfizer vaccine are basically one dose you know you come into your vaccine you're going to get the same dose and so that is true for this vaccine but it's not necessarily true for for all uh vaccines we've seen that with the flu vaccine there's a number of different vaccines that have been developed over the years there have been different doses sometimes for different age groups uh and i think part of part of the thing is that um you know we did there was a push we did want to get this vaccine out and vaccinate people as you know promptly as we can to fight the vac to fight the illness um and so what you do is you go out you find a dose that's effective safe for the vast majority of people which which done what they've done you've seen that this is a safe and effective vaccine and then you want to get that dose and regimen out to as many people as you can and get them protected now as time goes on with this ongoing research and reviewing of the vaccine there may be some more specific vaccine recommendations but you'll see this this is one of the reasons why the the vaccine recommendations for the younger kids the you know six months two years up to up to 12 is going to take some time because part of the studies are going to involve you know what you know would be smaller kids is there a smaller dose that is you know can be as effective maybe have fewer side effects so that's but i think this is the kind of thing that down the line as we get more information and these mrna this mrna technology gets more refined you may see more specific vaccines being developed for more specific interests anything else people want to add that was a feeling like a very thorough response but i'll just add a little bit to that in that most medical treatments occur after illness and this is very much a preventative measure and so it's uh it is more possible to really apply it broadly to a broad range of people because you're not necessarily looking for every single individual to have a 100 response we know that not everybody's going to respond to the vaccine but the goal is really to minimize severe illness for any given person and maximize the number of people who are immune so that we can just stop this thing altogether so it's really not necessarily about you know like when you're treating cancer you want to treat that one person's cancer this is treating a whole community with the vaccination to allow us all to get back to normal life and prevent severe illness thank you um a question that came in by email again but people can jump in live as well what reason should people have to trust a vaccine we know historically what the government has done in the name of science to people of color and other ethnic groups and i don't know if anyone was interested in responding to this one mean i'll start and give you a chance just i mean the only thing i'll say is i found it interesting uh there's some data that came out just yesterday that um the vaccination rate over the last few weeks of people of color has um was over 51 of the shots which is uh people of color right now make up 40 of the general population um so i think we are seeing some changing trends in terms of who's getting the vaccine i think there's a whole bunch of complicated reasons why some i think i know some i'm sure i don't as to uh why that's happening but i just thought it was an interesting data point that that i saw but uh in terms of the larger question uh as presented i don't know if anyone is willing to jump in on that one i'm happy to jump in on that as well i think that i mean i completely understand the distrust uh in the medical community in the scientific community given the lack of attention to populations of color force i am one i'm an immigrant from oops wrong way from jamaica um and you know life in the u.s and the impact of systemic racism on medicine and healthcare is it's impossible to deny that being said this vaccine i think one of the things that makes it somewhat more trustworthy than it may otherwise feel given the speed with which it was developed is that you know the first people to the line were healthcare providers i was one of the first people at globally dickinson to be vaccinated and knowing that there's still so much more to learn but also understanding that we can trust the science and it also doesn't hurt that uh dr cosmetia corbett is one of the uh scientists behind the pfizer vaccine and she is a black woman from hillsborough north carolina who has been doing this work for you know close to a decade um this was not designed only by people who are in the majority this was defined designed and uh developed by an inclusive uh community of scientists and i think it makes sense to to question things but also to rely on the answers that are the truth which is that this is safe for all of us thank you anything else from uh on that question um i can just jump in if i may might and just say that you know i want to echo what dr enos said and i don't think presenting information on the vex on the cover 19 vaccine eliminates the history of medical racism and medical bias in the united states and particularly as it involves vaccines and other kinds of treatments but i think we also this is one of those situations where you really look at like so what is the impact of coba 19 on different communities and there is a real disproportionate impact on bipod communities from this virus and we need to respond to being able to make sure that everyone's safe so i just want to throw that out there as well thank you dr eunice for your comments absolutely all right next question um longer one kind of goes on too but adolescents have shown a very strong immune responses to the vaccine so far with antibody levels measured well above those age 16 plus is there any cause for concern around the this enhanced immune response and possible development of missc especially which was referenced earlier especially several weeks out from the second vaccine dose sure um hi sorry uh the power went down the internet went off uh i'm not sure i'm not in amherst right now i'm actually out on the cape um with the family so anyway i'm back and i'm using my phone to keep me um on so um just wanted to chat a little bit about just misc in general so the risk of misc is about one per hundred thousand that's the multi-system inflammatory disease in children or syndrome in children and um so uh you know and i have taken care of you these um kids not at cooley but when um with my work at umass um and i think it's important to understand that the the um vaccine itself is really um as lauren spoke about really to the spike protein so it's one very small component is what the immune response is to um and while it's a very vigorous response it's to that one component in general the um vaccine if you get covid um you know the concern is that you have a fairly significant response to the entire virus and um probably where the misc is coming from though we don't know what's causing it um uh is very likely to be one of the other pieces of that virus that the body is reacting to as opposed to um just the spike protein the um that the vaccine is for so that's good news um uh we certainly haven't seen any misc post vaccine again it's um and the younger age group just started um that's not something we're anticipating seeing at all and if anything the vaccine is likely to be um really protective if you encounter um the um covid later it protects you and it um also probably protects lots of these other pieces of the virus from coming in and the body having a reaction to it um so i think there's there's from my opinion nothing to worry about when it comes to the vaccine and the immune response leading to misc which is incredibly rare anyway all right anything else that anyone would like to share okay got one i'm going to pause from the emailed ones because we got one live one and i don't think it's off topic at all so i appreciate the question um jennifer how would you describe the risk level for unvaccinated kids under 12 at this time what extra precautions do families with kids under 12 need to take and and i think this question uh i appreciate it multiple levels both professionally because i'm the superintendent of a district that has kids as young as three and as old as 21 and 350 64 days um and also because in my own family and like many other families i have one child who's above the age of 12 i referenced earlier and one who's below and they're living in the same household so i think it's a really critical question it's frankly one i'm getting a lot and so i'm so glad you asked it so we have this group of panelists who are much more capable of answering it than than i would be so any thoughts about the under 12 population precautions um you know of children who are not going to be vaccinated you know particularly soon right you know you know all the things i'm reading are you know sometime late summer early fall is at the earliest in terms of when uh vaccines would be available to this population i can let the pediatrician weigh in in just a minute but just looking from um like a numbers perspective and looking at also i've struggled with this because i'm vaccinated my wife is vaccinated but i have a three and a half year old and a one and a half year old who are very last in line um and the cdc has also put out some guidance on this specifically when they first kind of dealt with some recommendations about a month ago thinking about okay uh what can vaccinated people do safely one of the things that they said was vaccinated families can get together in small play groups with other vaccinated people who are also low risk um so without masks and part of that is is weighing what what are the risks of you and the people around you because vaccines aren't a hundred percent in general um and not every six-year-old or three-year-old or two-year-old is the same some have um chronic illnesses some may be more susceptible to illnesses so you know unfortunately this is one of those times when there's not a one-size-fits-all answer um because it kind of depends on it or all the people around that person vaccinated so for me it had to do with were all of their teachers vaccinated um all the work study students at their daycare were they also vaccinated because i wouldn't want them you know my one and a half year old she she wears a mask at the playground but she's not always great at it um and so it's you know trying to figure out like who else am i exposing it's my mother-in-law who watches the kids also vaccinated because she's you know over 70.

strife [Music] we watched [Music] gave proof through the night that our flag was still there oh saved us [Music] [Applause] [Music] [Applause] r and thank you guys my name is miguel pereira and i'm president of this year's national honor society welcome to our honor society induction ceremony being inducted into the national honor society is one of the greatest honors a student can achieve at dartmouth high school since membership represents the highest level of excellence in school it carries with it the responsibility of setting an example for other members of the student body the students who are being inducted this evening have demonstrated through their academics and social contributions the qualities that the national honor society stands for scholarship leadership character and service these four qualities truly exemplify every member of the national honor society even this year with the hardships of coven 19 in online and hybrid schooling members of the national honor society have truly given their all towards service for their community my fellow classmates were more than eager to seek out volunteer opportunities they served as teacher teachers and tutors dog walkers and coaches some volunteered frequently at the zoo while others could be found at a local food pantry or dance studio nonetheless dartmouth high school's chapter of the national honor society could be found all around dartmouth in the southeastern massachusetts area for the dedication of my fellow members this year we accomplished many impressive feats even while working around kova 19 guidelines around the holidays we sponsored a family of four for christmas through a combination of donations and gift buying we brought christmas to a family in need we also came together to make holiday cards for the entirety of brandon woods nursing home of dartmouth further into the year we held our largest fundraiser called fund drive where we partnered with the local savers through the combined efforts of every member of the national honor society we were just shy of 1 700 pounds of donated clothing and finally most recently we held a school cleanup around earth day i am beyond grateful to have served as president for such an admirable and hard-working group of people it was due to their perseverance and determination that we accomplished as much as we did it now gives me great pleasure to present mr ross tebow principal of dartmouth high school we would like to thank mr tebow for his support of the national honor society i think you guys can sit i think is that okay yes please sit greetings dhs community members superintendent gifford school committee members mr john nunes and mrs mary waite associate principal chavier assistant principal martin national honor society co-advisers mrs enochson and mrs vieira national honor society faculty advisory council members families faculty and most importantly you the newest inductees of the dartmouth high school chapter of the national honor society i am principal ross tebow and it's my honor and privilege to speak to you tonight at the dartmouth high school national honor society induction ceremony while it is always an honor and a privilege to address an outstanding group of young people such as the one gathered before us tonight i want to take a moment to underscore that tonight it is truly an honor and a privilege that i am grateful to have given the pandemic that we have all lived through the past 14 months over the past 14 months a great deal has been taken from us especially meaningful ceremonies like tonight's where we can gather as one community to celebrate together the outstanding achievement of our young people while we are together tonight taking yet another step towards some sense of normalcy it should be noted that the ceremony has been modified to comply with public health guidelines which is the reason those guidelines are the reason why we have limited the number of speeches tonight i'm sure you probably aren't all that disappointed about that it is the reason these guidelines are also the reason we've modified some of the rituals that are typically performed at tonight's ceremony such as distribution of the national honor society pins and membership gods as well as the candlelighting portion of tonight's ceremony while such modifications were necessary tonight it should not take away from the feelings of pride that each of us students parents family members and dartmouth high school educators should feel toward our role in making celebration celebrations such as tonight's possible and these modifications must not take away from the real purpose of tonight's ceremony which is for our newest inductees to pledge an oath to uphold the values upon which the national honor society is built in a little while the current offices of the national honor society will define each of the four pillars upon which the national honor society has been built over the past 100 years those pillars of scholarship character leadership and service each equally important to living a life aligned to the values and mission of the national honor society recently i had the pleasure of speaking with some students as part of the appeals process for admission to the national honor society and we spoke about the four pillars upon which this society is built in those conversations and tonight in front of all of you i offer a simple observation and a challenge that i hope will remain with each inductee long after tonight's ceremony long after in fact each of you depart the halls of dartmouth high school and that observation is this in my experience as a national honor society member myself and past national honor society president and now as an educator and principal i've witnessed two types two distinct types of national honor society members the first type unfortunately is all too common and that is the national honor society member who is driven to excel content with merely being able to put on their resume they are a national honor society member now don't get me wrong being a member should be a source of honor and pride but it's the second type of national honor society member that we seek to grow at dartmouth high school and that is the national honor society member who takes tonight's oath to heart it's the national honor society member who reflects on what it really means to live a life devoted to scholarship recognizing that being a lifelong learner is important especially in the age of anti-science that we all are living through the national honor society member that recognizes being a person of character means doing the right thing whether someone is looking or not even when doing the right thing is much more difficult than taking a shortcut it's the national honor society member who provides leadership with or without a formal title it's the national honor society member who remains committed to the belief that we all belong to something bigger than ourselves recognizing that there is great value to giving back to the community without any expectation of reward beyond perhaps appreciation for a job well done so tonight if you remember nothing else remember that the oath you pledge tonight is your binding word that you will be a national honor society member not from this day until graduation but from this day for the rest of your lives and that should be a long time tonight i implore you to remember that with this tremendous honor comes an equally tremendous responsibility you now have a responsibility to uphold the four pillars of scholarship character leadership and service congratulations to each of you and may you always rise to the challenge of living your life aligned with the virtues of the national honor society congratulations so one of the modifications we have is that we are going to call each new inductee's name we ask that the inductee would just stand to be recognized and i am awful with names and our fine young people told me how to pronounce it i am nervous just like anyone else that would speak so if i make a mistake i apologize but i'm going to do my best amelia abblett [Applause] faiza achalova juliana almeida gabrielle aruda robert august mackenzie bello aileen boyle eva may cafaso anna camisa [Applause] again thank you and congratulations to each of you congratulations everyone now i would like to begin the candlelighting service knowledge is at the core of everything we do in our lives it is from the candle of knowledge that we draw the inspiration for the other aspects of our lives as the minister ralph w sockman said the larger the island of knowledge the longer the shoreline of wonder the light of this candle illuminates the future i will now light the candle of knowledge this year's officers of the honor society will now light the candles which represent the four pillars of the national honor society lauren will represent scholarship john will represent service john's not with us but lauren will be haley will represent leadership and mia will represent character sorry one of the core principles of the national honor society scholarship serves as the foundation of the society as it is one of the primary criteria for initial selection into the organization as well as the requisite standard its members must uphold in order to maintain membership scholarship is representative of the intrinsic value each member of the honors society must value in their higher pursuit of academic excellence as nelson mandela once said education is the most powerful weapon which you can use to change the world i will now light the candle of scholarship a core principle of the national honor society service refers to actions done for or on behalf of others without any compensation provided to the individual performing the actions members of the organization must be selfless in action selfless and thought and selfless in nature for service to others makes one pure in heart and exhibits an outward showing of everything the honor society stands for as gandhi once said the best way to find yourself is to lose yourself in the service of others i will now light the candle of service leadership signifies a position of being in charge of guiding or directing a group of individuals or an organization leadership showcases the qualities for which members of the honor society must strive to uphold in their daily responsibilities throughout the many communities of which they belong as american businessman harold s janine once said leadership is practiced not so much in words as in attitudes and inactions i will now light the candle of leadership perhaps the most overlooked yet most interestingly significant principle the honors society requires that all members represent the organization as persons of characters through demonstration of integrity respect responsibility fairness compassion and citizenship as long time ucla basketball coach john wooden once said be more concerned with your character than your reputation because your character is what you really are while your reputation is merely just what others think of you i will now light the candle of character at this time we will begin the induction ceremony oh sorry never mind uh we will now recite the national honor society oath would the inductees please stand please repeat after me i pledge myself to uphold the high purpose of the national honor society to which i have been elected i will be true to the principles for which it stands loyal at all times to my school and will maintain and encourage high standards of character scholarship leadership and service would all new members now please take the pin and pin it onto your robe congratulations to you and may you find continued success in all that you do may we please have a round of applause for our new national honor society members you guys can sit now at this point the students in the honor society would like to thank our advice advisors mrs enixon and mrs vieira for all their help we would also like to thank the dartmouth high staff and our administrators for all the support they have given us this would not have been possible without them on behalf of the honor society i would like to thank everyone for attending this evening ceremony and now to conclude please remain seated until all of the members have filed out of the room thank you have a great night [Music] [Applause] [Music] so [Music] so you

let's stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay we have all of our board members in attendance tonight and this first item on our agenda is the student spotlight at wisconsin middle school so mr renda the floor is yours all right i'm very excited for tonight's presentation uh mr conklin can you um share our google slide please as mr conklin is sharing the google slide presentation that we do have i want to introduce to you um some of our uh the advisors that we have here tonight uh miss bratchell mrs grace miss haas and also ms marshall is one of our advisors also but she could not make tonight um and i'm just so excited that they uh came to me and volunteered this year to start the diversity coalition because they are just so passionate about building a positive culture for all of our students at wisconsin and at this time i'm going to turn it over to them so they can introduce our fantastic students go ahead good evening everyone so i would love to introduce you to three of our student members of diversity coalition and we're going to give them some space and time to share their experiences with the dc so right now we have melissa sria and julie and they're going to actually introduce each other as well so take it away listen you go first okay it wasn't letting me out mute so sorry hi my name is melissa and i'm an 8th grader at wms um one of the reasons why i joined this club is because i love to share my experience navigating we lost her julie do you want to jump in julie in the meantime sure um hello my name is roberto and i'm also an 8th grader at wms the reason why i joined diversity coalition was it's kind of always been my passion my parents raised me to always be aware of everything that's going around me and everything that's going on in the world especially as a woman of color and because of this i've always been interested in societal issues and it's i've always i've gone out of my way to research and find out about events that are happening and when i found out that the school had a diversity was creating a diversity coalition group it was like a perfect opportunity for me to talk about my passions and also share the things that i've experienced with the group sharia you want to go um hi i'm sharia calcar and i am in sixth grade uh i joined the diversity coalition to learn more about racial and gender equality in school and i'm really passionate about this stuff i think the big issue because of all the protests happening this year um it's really important to talk about this issue in school because not many people are aware of this issue and i want to raise awareness as well so it is great to have the diversity coalition as a safe place for whoever wants to talk about gender and racial equality at school all right melissa do you want to can we can you talk i apologize uh my computer was not working hi my name is melissa baines i'm an eighth grader at wms and one of the reasons why i joined this club is because i love to share my experience navigating life through a black woman i've obviously experienced many different microaggressions and racism and this club was just an outlet to share about my life can you click there eric so why was the club created in the first place it was created to be a safe space for all students no matter their gender identity race and religion um another reason is we wanted to spread awareness about different events happening all around the world that we might not be able to discuss in class um like i mentioned before we wanted students to have a safe outlet to share their stories and experiences and learn from them on how we can create our school to be a better place can you next good sharia yeah um so in our first meeting of the diversity coalition we talked about what societal issues we wanted to discuss and discuss in each meeting and just got to know each other so we could feel comfortable with everyone who's there um and then in our consent meeting we talked about the most critical issues and we also created a set of norms or um values to follow so that we can make a safe space for everyone if they wanted to talk about something personal or just about racial and gender equality in general and those were our first two meetings which made a positive impact on all of us in our third meeting are our advisors our advisors created a peer deck in order for us to talk about the recent increase in asian hate and after that on our fourth meeting we developed groups and student roles and committees in order for us to put our thoughts into action in order to spread around the school what was going on planning on monday our advisors sent out a survey to learn about our experiences in the club and what they can do next year to make it a better experience for everyone some of the questions include how we can be a more visible group in school what's our plan for next year our experience and our takeaways good mr confident so what are the next steps well there's many things that we wanted to do but a couple of things that we as a group came up with were that first we wanted to we wanted more opportunities to put our ideas into actions we wanted to connect more with the student body and make sure that we gain more knowledge on our own students and create a better environment for everyone in general we also wanted to make sure that we explored all sides in all sides of issues and current events and make sure that we fully know the situation before spreading anything all right we're good um uh advisors is there anything that you would like to say before i talk to end or how about i talk first then if there's anything else we'll go there um as you know uh this past year i put in uh we were uh lucky to have the budget passed and one of the things that i know i've been in for wisconsin was allies for diversity club um i think the biggest thing as we look forward as as a student said we want to make sure that the biggest thing is making sure that we have that positive culture so everybody feels comfortable they talked about safe space being able to discuss issues um that are going on um in the world today or like she uh like one of the students said in our own school with diversity and also in the community um whether it's you know about race whether it's about religion whether it's gender identity it's everybody um inclusion um and that's the purpose that we really want to make sure that um our students and staff and the community understand that that's what this um diversity coalition is about we are excited as we look forward to um help maybe you know do a little bit of a professional development if you want to call our training with our staff members around some of the ways to as one of the students talked about navigating those microaggressions that happen or said in classrooms helping our staff of how to um be able to um talk about something like that that may happen in the class or how to react to that um because sometimes it's it's very uncomfortable situations sometimes but also i think the big thing as we move forward is helping to look to train students not just diversity coalition students but also our peer leaders also our student council members of how to be allies um when they see these things or when they hear of these things and to reach out to us to be able to um to work through those different um things that they may see and again the whole idea behind it all is that we make wisconia a better place for everyone that's the big thing behind it all is there anything that um any of the advisors want to say to end if there isn't really quickly i'm sarah bradshaw art teacher over at wisconsin proud art teacher at within your middle school i just want to give props really quickly to shriya melissa and julie for their presentation and i just want to continue to support that um diversity coalition is really a student-led organization and i just i'm so proud and thankful for these students because they have so many ideas and they really have um so many answers for us moving forward and they really know how to build connection how to bridge the gap and i believe that they're the ones that are going to lead us into more inclusive inclusivity and to building a better culture at wisconsin thanks julie melissa and shriya and our advisors thank you any questions i don't have a question but i will say that um this is this is a lot of really good work that you guys are doing and it it actually reminds me a lot of the social emotional learning that is obviously going on in the school i mean identifying how you're feeling about issues and learning how to articulate that um and you know like your advisor said you're bridging that gap and how to now reach out to others um and sort of bring everybody into the fold so it's really important work that you guys are doing and we're very proud of you what else well thank you for giving us the opportunity to spotlight um i made it a quick it wasn't a long presentation um but i thought it was something that we all felt that it was something that uh we are very proud of and the students and the advisors that have volunteered their time this year to um to put this together and then chances to meet for the students to be able to discuss and talk about things like this so thank you thank you all right the next item on our agenda is public comment is anyone here for public comment all right hearing none i will move on to the student representative report hi i'm tambie chenera as a student representative um so in the beginning of may we had a lot of students who were fully remote who were able to come back so it was really nice to see some faces that we haven't seen like all year ap exams started this week so some students are kind of stressing over that and it kind of goes from now till the end of the school year and rook summer remote and summer in person too um juniors had their prom last friday on may 14th and it seemed like they enjoyed it and dressing up and just getting to um see people and hang out with their friends the nhs induction ceremony is happening tomorrow on the turf the back turf and we're welcoming the new nhs members for next year and kind of recognizing the current members as well because we didn't get a in-person induction last year um swc and state games have also started for sports that qualified for those the two-day senior prom is finally here this weekend and students are super excited for that on friday it's at the high school on the basketball court and parking lot and they'll be like a dj and food trucks and a photo booth and for that students are allowed to leave school at 10 20 as long as they're there for the first three blocks of the day and then on saturday is quasi which is like semi-formal and there'll be a food dj and then the rides will be open for the end of the night and then june 12th is graduation and there'll be a car parade from wisconsin to the high school at 10 30 that starts at 10 30 and then the ceremony on the football field is planned to start at 11 45 i believe and um so guests can watch from the stands and outside the fence track and they'll also be a live broadcast of that and each graduate gets four tickets to bring their family and that's all i have thank you funny questions thank you any questions for tampi all right thank you uh moving on we have written correspondence deborah ann wrote regarding the municipal elections and dan fulchetti wrote regarding school curriculum okay approval of board minutes i'll move that the board approve the minutes from the regular meeting on may 5th all those in favor all right that's unanimous thank you um the superintendent's update all right thank you rosa and thanks for everyone who's here and presenting tonight already thank you very much really appreciate the effort so a number of things to talk about and update everyone on in terms of covid um our data data in town continues to trend downward which is a positive for us two weeks ago we had one school case last week five cases and so far this week cross your fingers no cases so in school it's going quite well um and the staff and students are continuing with our our typical mitigation strategies in addition to that uh we uh as part of esser and i'll talk about that in just a second um this is laforgia our nurse coordinator myself and mr conklin sat down uh earlier this week and we started putting pen to paper on updating the you all might remember the 50 or 60 page reopening plan that we had one of the requirements for the ester grant and for opening school next year is that each district developed a new fall opening plan and so we are working on a new draft of that of course there's lots that we don't know yet and await guidance on as the next couple of weeks and months come toward us and uh i actually engaged the reopening committee and i know rose and joy are on that so they received an email just the other day with an updated draft of the documents to start taking a look at providing feedback etc we also will be engaging in some um conversation with either ptos or different forums and sharing that document over the next couple of months um in addition to that related to covid the governor has extended his executive order uh two things pertinent to the board and i did email the board uh earlier today just to give a quick update so you had a heads up one in terms of public meetings uh the governor's order to transition after tomorrow night into public meetings that does begin and that is unchanged by the new executive order um but in terms of uh the extension of the executive order it does impact um outside gatherings and mask wearing and who's vaccinated who's not vaccinated and it relates down through department of public health and so we are working not only with other districts to see to interpret exactly what all this means as it just came out but also with attorney murphy uh to make sure we're making the right decisions and what's great about that is with the beautiful weather coming up there's been questions about what's happening outside how does it change we still have in-school mask wearing that's that's an automatic um for the time being and that likely is for the remainder of the year outdoors um there's discussion of length much lengthier mask breaks for the outdoors when kids can keep separation at either recess or phys ed time um and so we're looking into all of that including spectators if they're able to space and so forth at different outdoor events so we're working on all of that and like always it as it unfolds and develops we'll provide clear communication as to what our expectations are the esser grants just a reminder update um in terms of sr2 uh that was approved a couple of weeks back and then in terms of the american rescue plan sr3 that we've discussed um uh i've actually put a communication out uh to bob and rosa and um deb and i need to communicate with jen um i'd like to get a special finance meeting in next week so ken and i and dr ruby um and the gang could share a little bit about what we're thinking uh in terms of esser uh from that financial perspective um and that grant just so everybody knows is 827 000 20 or 167 thousand dollars needs to be put toward learning loss and acceleration or social emotional supports so there's very strict guidelines and again with the ester grant it's tied to you know a safe reopening in the fall and it's also tied to public engagement and getting feedback from the public uh and also opportunities for conversation at public meetings such as this um so i just mentioned that about public engagement trying to schedule some time with ptos to get in and talk about the ester grant and so forth and i would do that obviously after i work with the finance committee tom you already talked about a little bit about the two pieces i want to talk about for my last items tonight which one was uh both are involving academic excellence first national honor society eight o'clock tomorrow night at the high school outdoor event we are really looking forward to that um we know how proud the parents are and how proud the staff is of these magnificent kids who work so darn hard we're just so proud of them can't wait to honor them tomorrow night and then we just received uh summer reading challenge news the governor summer reading program earlier today and it was a surprise mr render didn't even know it was coming it just came that let me get my notes i want to make sure i say this correctly whisking here is one of 17 total schools in the state but one of seven middle schools um to be recognized for the amount of reading our kids uh did over the summer and as i understand it 691 of the uh over 750 kids at the school participated um reading a total of that's 93 participation reading a total of 5 490 books or an average of eight books per student over the summer and so that recognition will be on may 26th at a virtual ceremony um in the morning on may 26th so congratulations wisconner another spotlight for tonight great job mr renda and team very proud of you um and that is all i have i don't know if anybody has any questions thank you for indulging me any questions all right thank you thank you okay uh on to subcommittee reports and the first up is facilities okay so we met on may 5th we reviewed the school dude reports the wms water update so we're doing our second round of water testing and we should get the results for the end of the week from then we can begin our plan we anticipate using the phosphate injection system boys locker room was tested with some high levels of lead we replace a lot of faucets which is typically routine things to do we're looking into aquarium water and tying in a 1600 foot run from the condos engineering considerations from cca is next and we're waiting for their proposal custodian staffing update eight invitations for applicants were given out four positive replies next tuesday there's a round of interviews three positions still need to be filled two night custodians and one lead supervisory position we review the capital project updates we're hoping to get a lot of quotes soon for summer work pa system needs to be addressed because we need to be able to communicate when staff is in the courtyards and boiler rooms there will be meetings with administrators to review security needs the hvac the bid specs are ready tecton is wrapping it up they will need additional time to do an updated floor plan we can use the floor outline that we have but it needs to be redone uh for the inside bids are going to go out in the next few weeks expected work to be started this summer with a hope of getting the work done before the cold season we are using the abs company this is the same design company of the new school the good news is that the wiring is in place which is a tremendous savings and we have some integrity left in our systems the wall update at the middle school the abatement is completed quality construction companies still working on the bid specs for the masonry work we will manage and monitor the site ourselves this work is going to be a process it will be three to four weeks um just to lay the block six to eight weeks to get the block and we're hoping that the work is done by the start of school but it's not a guarantee osha follow-up on april 20th they came to our school and interviewed some employees they had a question and answer session and toured the buildings they published a report based off all of this and the quick summary is they found two hazards um one being a dead mouse trap and a trap a dead mouse and a trap sorry and the second one was electrical wiring issue um power strips plugged into power strips so their recommendations are to have a district-wide food policy and the second recommendation was to improve our communication since each building works independently um the admin has to work with their staff and encourage them to communicate their concerns and actually there's another recommendation that a spreadsheet of location and quantities of traps for the ones we place ourselves be made and then we had some new business we should expect an unfunded mandate to address our fire sprinkler system so we need to update our signage and the fire marshal is recommending increasing our frequency of testing to accord to quarterly instead of annually also conducting a five-year test that tests the integrity of the system and that's it enjoy that was by the the fire piece there that was um a state mandate that for everybody that is not just a brookfield issue that is right yeah okay thank you do we have any idea how much that might cost um we didn't discuss that you can get into that yet um but i don't know if mr post is there if you might know i am here but i don't i don't know the cost of that okay um with for the boys locker room um have we thought about what we're going to do or how we're going to navigate when we don't have that at all and school starts i know that joy or do you want me to i know you met with um steve you guys had a meeting to address that sure so actually very exciting news obviously um with the budget passing that means the capital program passed and that extremely involved and large project passed so we're really excited about that um just to give you a little background today uh eddie from techton came and and they did a walkthrough with the prospective bidders on the project so that happened this afternoon so that was already on the schedule um and and we have looked at the base bit plus the two at alternates and how to go about that um mr ferland i see your your uh picture popping up there if you want to say a little a little brief piece of how we've considered things uh without getting into all the gory details sure dr braille no problem my pleasure um so there you know it really depends on the type of um you know what what ends up going with the bids and how long it takes to get things done but basically what the plan is at this point is to move the equipment out of the health fitness center uh into the old gym to one side of the old gym put down some stuff to protect the floor move that equipment in there that allows them access to that side um you know at this point you know we will we can make do and figure out what we're going to do in terms of not having access to the rest of the locker room we'll still have access to the weight room and weight facilities because we'll just move it into uh the small gym it does decrease our capacity to to utilize the older gym but at the same time we're hoping that with weather being good in the fall we can get outside as much as possible so it doesn't really it won't affect our pe classes as much as it would previously in terms of changing for pe which is the only kind of other thing that's there and um including using the boys locker room for uh sports and teams after school we've been able to get by without using it at this point it's not ideal it's not fantastic um but we have been able to figure out how to do that thanks to kovid i can't believe i said that out loud i didn't mean that thanks to covid but due to covid we were able to figure out how to how to operate our um our athletic program without use of the locker room it's not ideal but it's something we can certainly do for a short amount of time knowing that the project will soon be completed and that's basically what we're going to plan on doing at this point okay right thank you joy um finance hey can you hear me okay yep okay good um so uh finance committee met on may 10th um it's actually a pretty quick turnaround because our april meeting was late in the month because of the school break um the uh you all have copies of the financial reports for both the month and march and month end april um in your in your package for tonight the net of the discussion was actually quite a brief meeting uh this month we went through the the budget status for the current year and we actually um uh improved our budget position by 48 000 so you know as you remember we've been running a loss and the board of finance will cover us for that loss because of the covent spending um and now we're at a point where we're actually over our budget by only sixty seven thousand dollars at its peak we were over two hundred thousand dollars so we've been doing a good job of finding the offsets as we've gone through the year and that's what the board of finance had asked us to do right see what we could do this month the uh the savings were identified in the extended duty and instructional supplies to counts um and uh and they were offset the big offset was the we got less on the ecs funding uh that went than we had expected and we released uh the contingency amount we've been holding and we've been holding it quite frankly because we expected that ecs you know uh funding to come in and we wanted to do them at the same time um so uh good news right and the the outlook for the current year um good news that the budget just got passed so we did talk briefly about that but uh at our meeting but it's uh but it's that's now uh done you know done and voted on which is great um and other than that we just got some of that very brief updates on essa grants on the wms wall project we are going to be doing a food service contract renewal um and mr post will bring that to us next month and and then in the fall we'll be doing a bus contract bed so and if you remember we had pushed that off because we wanted to get closer to the new school project so now is the time to start dealing with that and it will be a bidding process um and uh and that's pretty much it it was uh it was about a uh 35 minute meeting so really short one all right any questions all right then let's move on to equity okay uh we met on may 13th we began by getting reports from each of the five subgroups one person from each group summarized what was discussed at their initial meeting ideas and questions that came up so for group one i'll just give a brief group one whose focus is to create opportunities to celebrate differences in others beliefs ideas and backgrounds they had an idea to like create an interview forum in the community where people could share something from their background or culture and it could be posted online similar like a humans of new york type of thing group two which is focusing on supporting the board's initiatives and creating community conversations and diversity and equity that will lead to systemic improvements discuss what voices need to be heard including students staff parents in the broader community and the possibility of collaborating with other town boards such as the library and student groups such as the diversity coalition at wisconsin to facilitate community events group three whose charge is promoting an appreciation of diverse cultures groups people and perspective is looking at census data to reveal the diversity in town and exploring the idea of creating a diversity calendar that could possibly be imported into the school calendars to highlight some lesser known or non-traditional occasions group four is working on celebrating individual academic social and civic contributions of individuals within the community and they're mostly looking to get students involved at this point and see what's already clubs and offerings are already in existence and building on those and group five will be assessing the school's promotion of understanding respect caring problem-solving conflict resolution anti-bullying and some questions that arose with them or how to collect the data to have a baseline to work from possibly examining curriculum and policy possibly surveying staff students and parents on climate issues and forming some focus groups and possibly equity teams at each school is something that they discussed so this is just a sampling there's a lot reported that's going on and everything's in the early forming ideas um from each group so that's what's going on there and all those groups are based on the board objectives so after the subgroup reports we sort of took a step back in a way we want to be sure we have a clear focus in the work that we're doing because this is such a broad and complex endeavor and we want to be sure that our path and our goals are clearly defined um so jen leyden shared with us an equity framework overview that she came across in her doctoral studies i'll just give like a brief it's a concept that we thought we could possibly use to help the committee define what lens we're viewing this work through and there's three lenses deficit-minded diversity-minded and equity-minded i'll just give a brief example if anyone has further questions i'm sure jen could answer them but like in a deficit mindset if there's an achievement gap the goal is fixing the student through tutoring remediation etc with a diversity mindset the goal is more increasing access and representation of marginalized groups without mention of outcomes and in an equity mindset the institution is the focus so data is analyzed to find the gaps which can then be targeted to fix through policy and practice so after she presented the five subgroups went into breakout rooms to kind of discuss those concepts then we all regrouped again for some brief further discussion and to set a direction going forward so all the subgroups have meetings scheduled before our next committee meeting in june and the focus um for that will be determining the definition of equity while remembering this is a human issue not a political one determining what data each group needs in order to begin analysis and adopting a framework in order to begin taking meaningful action steps that's about it any questions sounds great thank you okay the next item on our agenda is the consent agenda i will move that the board approved the items on the consent agenda which are new hires resignations transfers retirements and the march and april financials do i have a second second thanks joy all those in favor hi hey rosie i just um i i asked mrs diamond just to say a little something about the uh mrs daniels who's retiring from center school she's been with us 12 years and uh we obviously wish her well and thank her for her service but i thought it'd be better to let mary rose say a few words so mary rose please thank you um natalie daniels has been a para educator in the aba elc program um since the start um and is one of the most gentle and kind people you would ever want to meet so she will definitely be missed she she is a huge heart um and i know she's looking forward to moving on and using uh you know applying those skills and her great uh capacity for compassion um with other people as well in her life so she's really um excited to move on i think but certainly sad um and she again is it's just been a real gift to the center school community so we're very grateful for everything else done congratulations on your retirement if you're listening all right um see the next item we are in new business now and the first item is approval of the idea grant application i'll move that the board approve the annual submission of the district idea grant as required by state law second thanks joy um maureen or dr ruby did you want to say anything here dr breal did you want to say anything here actually it's there's not a lot to say it's an annual submission that we have to do state law that the board approves it's not just submitted by administration but actually mrs wagonic's on and she could actually say a few words about it i believe i see mrs white mr post and myself work on this grant together and um basically what it covers is salaries for a couple teachers paraprofessionals the transition coordinator and also the um non-public school cla which we have a special education teacher that we hired to support over at cla the services for the students that are on service plans so that's basically what the idea grant covers okay any questions from board members all right so all those in favor aye thank you that's unanimous and the next item on our agenda is the 2021-2022 board of education meeting dates did everyone get a chance to look at those all right oh sorry there's a motion sorry amy i'd probably cut you off i will make a motion that the board approved the subcommittee meeting schedule or the board of education 2021 2022 board of education meeting dates do i have a second second second thanks debbie all right um any questions or changes edits at all on any of these this is just for the board of ed right at this moment yeah yeah okay so all those in favor aye all right all right thanks that's unanimous and the next item is the subcommittee meeting schedule july through december 2021 i will move that the board approved the subcommittee meeting schedule from july to december 2021 okay thanks debbie um jen did you i just have to oh maybe she was gonna say what i was gonna say the bef i'm the bef representative oh okay were you gonna say that then uh yes but i got something else too we changed date of our um cape meetings to thursdays i think if i remember correctly it says tuesdays uh which it usually is tuesday yeah yeah jen we had put it uh lisa and i worked on it we had put it back to tuesday but i know the cape committee may need to talk or you i don't know what dates you all prefer so um i still can't do tuesdays but you know that's something maybe that okay sidebar that and figure it out yeah i think we need to work on it within the committee because we have people who uh teach you know dr murphy teaches and i teach and it would be a matter of once again like i change i had the university change my class from what our cape eating usually is and uh you know i think that we have to internally decide um what uh you know i don't know i don't remember um like what your teaching date is so i don't need to take board time uh meeting time i got lucky last semester jen knows i frankly text her back would you guys like to table this until yes next meeting we have a meeting tomorrow night so maybe we could talk yeah we can do it tomorrow yeah yeah do it at the next meeting so do we need an uh do we need a motion to table that or can we just table it as before we do that i just have one other i noted that the finance committee in october is scheduled for columbus day um is that an issue for anybody in the administration um because i know it's usually a pd day yeah yeah it's a pd day it wouldn't affect me i can i don't think it affects be okay no effect on me no effect on you and anybody on the committee agenda you had a problem for you or rosa okay all right so i'll make a motion to table this item for the next meeting okay i'll second that um i'm sorry rosa and then one last thing uh amy and i had talked a little bit earlier about not holding the equity inclusion subcommittee just because it's such a large committee to get everybody together with the various vacation schedules we didn't think july and august would make sense to but we're going to work on that um so it's i think it's perfect that we table this it's good that we have a little conversation here and then each group if they need to do a little back and forth with one another and then we could uh myself and lisa could work on the master bring it back for everybody so anybody any of the committees who need to make a change funnel that's with lisa and uh and we'll go from there yeah okay um so all those in favor of uh the motion to table okay hi that's unanimous okay so uh let's move on to item d waiver of policy four one one two point four two one actually i'll let you go ahead and read the motion because you're gonna end up saying those anyways gotcha i will move that the board wave policy number four one one two point four two one slash four two one two point four two one pre-employment drug screening as it relates to workers who are students within the brookfield public school system second thanks joy um dr braille did you wanna yeah this is a very very targeted waiver of this policy for very short term um for this a specific group of students our uh future teachers of america club we have me uh several students i think it's about seven or eight students from the club that will be working as uh teacher assistants to support our uh summer school summer enrichment program um this summer and so dr ruby and the principals of the team have been working on that and we just didn't think students who are already our students who are underage need a um have to have a screen and we want to make sure we dot every eye and cross every t and make sure the board is fully aware of what we're thinking and what we're planning and so it was very targeted not for any other employees potential employees we would still do all regular background checks on everyone else just not our students okay any questions on this all right so all those in favor aye okay actually i have a question i was slow to hit the mute there um so how how old are the students that are that are student teaching or what they're there there would be they would be assistance to the teachers helping out is like teacher aides there's about seven of them and they're interested in pursuing education as a major in college but they are still our students um so they're underage they're not they're not 18 years right so i mentioned that probably presents a legal issue oh yeah well if we yeah if the board didn't want to leave the policy then we would have to get parent permission and of course if the parents didn't get permission then that child would not be able to work with us in the summers if the board didn't want to waive the policy that's the other side of that thank you mike okay it's for 16 and 17 year olds the 18 year old by law have to okay um so that motion passed unanimously uh thank you um so the we're on to old business now and the first item is the uh board of education budget estimate for 2122 um it's been said before but we can say it again the budget passed so yay um the education town and capital um all passed at a near two to one margin so um that's uh very good news for us and um that's uh that's the only item that we have for any discussion point on that uh any questions roso do you know what the overall turnout was in voters 14 yeah oh so pitifully low but better than all the other towns yes yes okay got it bob i heard the other towns were all in the single digits they were they were they were horribly low good for brookfield for being the highest town in the area yes all right um next item is the canada woodlake elementary school building project last night the nbc had a meeting um so i got these updates from there and most of the foundation has been poured though some of the sections are still being prepped for that so um while that happens the building walls are actually starting to go up um so that's really exciting and the electrical and telecommunications conduits have uh started being laid underground so they're coming up to the the building itself um those are being laid under what will be the um eventual driveways to the building um the next major milestone is the delivery of structural steel so the steel has already been inspected and the expected delivery date is sometime in the middle of june so things are really moving along over there and it's uh it's very exciting so that's all i have on the building project and um three main points we're here already wow that was quick it was um so i was thinking maybe an update about the boys locker room and maybe the new school update that you just talked about and then sorry yeah i know i said that's always a good update yeah yeah and then i was just thinking about um a general covid update and some of the information john shared in his superintendent report about um fall reopening yeah definitely i think that sounds good all right that was easy um so then the uh we have upcoming events amy yep um all schools have an early dismissal next friday may 28th and are closed on monday may 31st um at center school and at huckleberry the abc end of your countdowns are ongoing at center school there's a free family book walk tomorrow from 5 to 7 pm outside at center on wednesday may 26th is an incoming profession and wednesday june 2nd is a spirit day in honor of ms nason and that is idiom day and at the high school tomorrow may 20th is the national honor society induction and tomorrow is the senior prom at the high school and saturday is the senior prom at quasi that's all i have great all right uh anything else all right so then we have uh an executive session tonight okay i will move that the board enter into executive session for the purpose of discussing the superintendent's evaluation unaffiliated unaffiliated salaries and contracts second thanks joy all in favor aye okay um so that concludes uh the live stream for tonight and um board members i'll see you over on the other link good night everyone you

all right so the board met in closed session that we had one item no decision with no um decisions were made in code session and if we could go ahead and stand for the presentation join us of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i just want to take a moment uh to note to the community that this is the free speech portion of our board's business agenda and as such i want to reiterate to you that if you do not perform the pledge of allegiance for religious political social or personal reasons you are most welcome here on our public school board and i do remain seated in solidarity during this exercise as a visual reminder of that american freedom thank you okay um okay and now i always do that backwards sorry guys that's announcement actually taken in closed session no action was taken uh you made a motion to adopt the agenda point of clarity though we want on consent calendar item seven to just be removed uh the board would not consider item seven on the consent calendar so okay if you adopt with that we have a motion to approve the agenda minus item seven and this incentive also um pulling item number uh 14 from the consent agenda for discussion we have a motion to approve the agenda with item seven deleted from the consent agenda and item fourteen called communication all right this is uh anderson hey dr lee hi hi and this is the chair vote supplies one more just point of order it is easier to hear in the audience even and maybe on zoom if you make sure you use your money thank you sorry there you go all right um organizational reports can we have vanessa mason provide the cuta report hi good evening so with six student contact days left in the school year i think the district staff teachers students are all kind of breathing aside relief we're on the final countdown and we're very excited to end the school year looking forward what's coming up with summer school sessions for the month of june and many many teachers are participating in summer school i'm learning an entirely new environment and then looking forward to what next school year will bring hopefully and if there's any questions from me or are you there lee yeah it looks like all of us here in zoom land we keep fading in and out and it looks like the wi-fi signal is low there or it says all right can you hear us we can hear you now all right we got the church giggles i'm sorry isn't this fun anyway okay here on hi marie huggins from center csea 610 this month at our chapter meeting we will be honoring the classified employees of the year and chapter members will receive a 25 gift card from the chapter center high school is bonnie shiro mcclellan high school dennis stevens wilson ryles middle school ron bioni dudley elementary school the kitchen staff were chosen and that's larissa clement irene de leon laura craft and hilda navarres and north country elementary is tatiana thoroughfare oak hill elementary nancy popovich spinelli elementary evalida tungle and the district office complex is angela espinoza and nicholas williams that helped that didn't help okay okay and we will also award the deborah brown memorial scholarship to two students in the amount of two hundred and fifty dollars each and uh that is vivian chang student um and the parent is jenny ho a chapter member and kaya dorsey and the parent is tanya dorsey and this week as it was alluded to earlier [Music] we completed voting on two mou's and the one was consent agenda 14 number six and that was the fiscal analyst job description and placement on the salary schedule and we did ratify that and we thank you for pulling um consent agenda item number fourteen seven uh do the reduction in hours on the account technician position as it did not ratify and that gives us a chance to go back to the bargaining table and see if we can reach another agreement that's all for me i have a question for you yes how are the classified people feeling as far as um precautions that have been taken and their return to work haven't been hearing any major concerns um i think that they've pretty much a lot of them have been back to work for months and so it's not it's not new for a lot of our people because our is's and a lot of the people have been back to work and so i think that it's just i think they're probably ready for summer break though because i know with the classrooms that was all taken care of and that's very out in public kind of thing i wanted to make sure that classified as well felt like they were being taken care of i think i think for the most part i think people are feeling pretty well protected and taken care of and valued in the process so thank you for asking that's good to hear thank you thank you marie congratulations to everybody yes very much so okay moving along to item number 10 on the agenda committee update so you can have mr decent by one of his realistic convenience updates good evening start with um the full day kindergarten program um if you've driven by at all to take a peek at it i'd have to say that it matches the rest of the site quite nicely it looks like it's always been there and that just shows that the architects really know what they're doing when they're picking a spot to locate additional facilities as far as what's been going on the sidewalks have been poured ceiling tiles have been installed the electrical or low voltage is connecting was connected and it all works um i had on things that were going to be happening next week that the flooring was going to be going in but it's already going in um and that the audience were going to be put up but they're already out i noticed yesterday when i was there um so a couple of things that will be going on next week the rolling whiteboards will be installed and the tvs um the three tvs in each classroom will be installed um also additional things that are going on the right eye fencing is going up both along the street and in the kindergarten yard and the landscape is starting and then on top of that on june 1st we'll be doing our first punch walk which means that we're on the home stretch for that project um for the rex fortune property we're finalizing the construction documents they're at about 95 which is good because on june 1st they go into dsa which means they have to be 100 uh and then 17 weeks after that approximately um at the august board meeting will the next steps for that um that project will be bringing you the amendment to the construction contract remember i told you the least leads back contract had two pieces the pre-construction and then the construction so we'll amend that contract um with the greatest maximum price so you'll actually know exactly what the cost of the school is going to be it'll be quite exciting um to find out and um and then we'll if the board approves so we'll have that construction contract in place i'll probably hit the ground running and start working and breaking the site um and then for the cte program basically the same thing um the construction drawings are being finalized they have until july 2nd to have those finalized because they go into dsa on july 2nd and then construction starts december um this year of 2021.

success in our Career Technical education or CTE programs we are going to start out tonight with Pleasant Valley high school and I would like to invite up uh FCCLA family career Community leaders of America advisor Priscilla burns from Pleasant Valley high school and Priscilla just bring your students on up with you H good evening um we are so proud to be here tonight uh as surviving this year through virtual meetings and virtual conferences and I'm so proud of my students um this year we'll be recognized in Nationals for having once again the largest chapter in the nation uh we provide all students in FCCLA which is a ctso Career and Technical student Organization for the pathways that support Hospitality education and Child Development um so we're proud to provide Equitable access to 100% of our students in those Pathways we're excited um I am proud that Riley Miller served this year as a state officer and she's going to tell you about our other um proud members and their achievements hi I'm Riley Miller I am currently your um FCCLA State vice president and last year's State treasur um over the past over the past year our our members have been preparing star events to compete and Pleasant Valley has had three people place first through third and those people are Shani Torres LA and Leo Torres in first place in nationally qualified for recycle and redesign Zoe Miller first place in menu planning and table display Tyler friend third place in job application and interview I would also like to recognize Priscilla Burns and she was awarded National advisor mentor and she will be recognized at the National Conference this summer along with 38 advisers [Applause] Nationwide thank you any questions for us we're looking forward to a wonderful year next year as well thank you thank you for representing chicao so well every year thank you uh John Shephard and I are going to tag team this a little bit and um John do you want you want to announce the House of Blue they could not be here tonight they're very busy kids but um they do have some yeah Kelly why don't you go first just so I grab I want to make sure I get the pronunciations correct if you don't mind sure so um House of Blue we want to recognize gray Osgood and Hazel Morel uh they were the 2021 directing change finalist in the catac stories of Suicide Prevention and mental health matters and I I believe they did have the competition last night I don't think they moved on but just to make it to the state is a huge accomplishment so um busy kids we know you can't always be everywhere but we do want to say congratulations to both gray and Hazel so congratulations to [Applause] them Dr Kaiser I got to walk watched the competition last night and it is incredibly impressive uh and the other aspect of it is the scale of involvement a number of the top winners were Junior High kids then high school kids and one CSU Cal Paul Pomona was also in it so it's just a really impressive group to be among and PV definitely deserve recognition for that thank you so now we're going to move on to Chico high school and um we are going to start out with our skills USA and uh they had some success in architectual design and technical drawings so if skillsusa wants to come right on down to the podium there and I think you have five students with you this evening we have uh three different uh groups and organizations that are coming with us and so I was actually going to start with the noral Cyber cup if that's okay okay you guys can uh hello my name is John Andrew uh my counterpart in the industrial technology department at Chico high is Scott barar here uh together we not only continue the program of skills USA at Chico high school that was there but we also started a number of other organizations and started participating other contests that we had in the past uh so the NorCal cyber mayor cup is a event that's recently come to be uh the north of California had been in Southern California and in the Sacramento greater area greater Sacramento area but uh we decided to jump in and see what we could do with it uh we had a diverse group of kids uh these gentleman to my left uh daa nhart Edwards uh was unable to join us because she's at the Fishbowl right now so so uh but they came in on a Saturday gave it their all and they won the far North Region so I'm talk about so come on want to talk about your experience just real quick all right so uh so cyber this was a cyber security competition we had to look at um uh what with cyber security uh they would ask us questions and we would have to use our training from the previous month so it's a month-long competition and where we prepare for a month and they asked us questions where we're given logs of network code and we we had to analyze the logs to see like who who logged in first and like which one was the hacker and and what what did they do when once they logged in and whether it was a breach or not you you know and C different questions like that we also had to do with uh cryptography uh where we take uh like a code and we have to debug it or not debug it but like uh decode yeah uh where we decode it and we get the message out of it and I think what else did we do we also did uh what was the um also did like a Linux chapter where we had to deal with Linux commands and navigate like a systems directory where we go through uh and find certain files hidden files uh protected directories as well and find a bunch of codes and that's what we did for mayor's cup I think John Vincent over here our director of technology is trying to get names so he can come hire you guys I think a number of companies in the United States would hire you right now well congratulations that is copyright um the mayor's C presentation actually taking place on June 1st uh at the mayor's office so that's when they're going to do that um next up we have the Society of women Jers Engineers would you like to introduce them Mr parkare okay they're going to do this um Mr farar is the primary adviser for this group uh and he worked with them a couple months correct uh and they're going to talk about their project and their experience a little bit so hi I'm Camille irons my name is Alexis Hatton and we recently just won the Society of women Engineers while competition when we received the comp oh thank you when we were approached by Mr farore about the competition The Prompt was uh invent something that could help the environment and we knew right off the bat that we wanted to do something that could help us locally and because of the campfire we knew that we wanted to do something that could help with Forest restoration after forest fires our solution was the resos spere which is will ultimately help spark new growth in areas that have been affected by forest fires it is a golf ball that is a sea pod it is made out of indigenous resources such as sawdust dirt compost and any other things that could hopefully be donated from the community our project actually uses stuff from the environment and Indigenous seeds as well so the consumer would buy the resos spere and then pick what kind of seeds they wanted to put inside of it um then any means of distribution possible they could get out into burn scar areas where uh we need new Forest growth it was a really interesting experience it was um two days that it was a meeting on online and um it was really interesting we met with companies such as like Johnson and Johnson and many others that gave us like insight to what um how engineering could be utilized in the real world and um it's for high school girls all over the state so it was really cool just to be like inspired yeah it was it was such a phenomenal opportunity to be able to go online with these people usually the competition would be held in person but you know saying is co and everything it was so cool to have it online and just to see all of the people and girls from all over the state and still have that opportunity and we actually have a prototype our um latest prototype with us today um how it works is it's two halves you place the seeds inside and then um you close it twist it and then it shut yeah yeah thank you congratulations ladyes one thing that I do want to say they compet competed regionally against 36 other teams one Regional went on to State uh competed against five other teams and they won the state competition as well and I'm going to throw in here just Mr farore and Mr Andrew are first year teachers at Chico high this year so you set the bar high and we know you're going to keep shooting it even higher so thank you so much the last individual I have to introduces uh the skills USA president for Chico High School uh she's going to talk a little bit about what they've done and accomplish this year and talk about the uh students that won their contest in their Regional and state contest all right hello everybody my name is Emma Nikolai and I am the current president of the skills USA chapter for Chico high so this year was weird because of Co obviously but we started off with the fall leadership conference which was hosted by the state and it was very indepth and really interesting because it talked about how to kind of lead and grow a chapter and kind of spread education and awareness about CTE Career Technical education the main thing that went on this year were the competitions in uh the regional competitions out of all the people in our chapter that entered every single person meddled and many moved on to state in the state competitions which happened a couple of weeks ago we had two people that meddled um Patrick with a bronze medal in technical Drafting and then Ellis with a silver medal in architecture design and so there are a bunch of different competitions and they're all so diverse there's really a spot for every everybody so in addition to that we moved up to the silver level in the chapter Excellence program run through skills USA and to do that we had to fill a series of requirements which we did and so that was really nice and in the future we're looking to move up to gold and that will open up grant opportunities as well as scholarships and lots of other fun stuff so some of our members and advisers in skillsusa worked with other um CTE clubs and programs and one of the things that we started this year was the Mesa Club the math engineering science achievement and that's just about kind of educating people and bringing more awareness to the CTE program and so that I thought was a really cool way to kind of start spreading CTE the last thing is we over the summer we're really excited to do a sort of Campus beautification project in the it building we're going to we have a courtyard and we are going to repaint it and turn it into a little CDE Courtyard with tables and uh sun shades and so that'll just create a spot where everybody can sit around and really just bask in the sunlight I'm excited for more opportunities in for all of these clubs in the future thank you for your [Applause] time so thank you very much for inviting us to come and talk to you about what we've been doing uh greatly appreciate the opportunity that you've given us to make all these things happen so thank you are there any questions from the board well I would just like to say this is why we love to have students start off our board meetings this is what we are all about and a thank you to our fabulous teachers as well as our high achieving students we really appreciate you being here we appreciate all you do for our schools and for making everyone know how fabulous Chico is so thank you Cho H thank you py and keep up the great work I I have a question uh students at do you remember when you first heard about C te Pathways in the district what grade level were you and and where did you run across that information so for me personally I can't speak for my fellow students but I actually heard about it when I was applying for classes for my fres year and I saw these cool things like CTE Pathways what what's that and so I looked into it and they they were just really cool it's like you can for some of you can even get a certificate where you can start working and get hired by a company right out of high school and so it's just these really interesting ways to kind of get connected and go deeper in the field that you're interested in and so I started taking the engineering design pathway and that's what I'm doing right now thank you anyone else remember when you first were exposed to the offerings oh brave brave girl um personally for me it wasn't until recently um our past teacher was great but um our two new teachers have really um exposed us to much more opportunities and um things like this it honestly wasn't until this past year that it really stuck with me thank you thank you thank you guys very much and we don't expect you to stay for the board meeting but you're welcome to if you'd like how about one more hand for these [Applause] great well great students are so often the result of excellent staff working with them and so I'm going to jump right into our superintendence report and the recognition piece and to kick this off I'd like to invite Chris Weaver to come on up to the podium and I think Chris has some words to say and perhaps someone to introduce us to attempt to do this without my readers board members superintendent daily Chico Chico Unified staff and guests good evening thank you for allowing time this evening for me to recognize one one of the many heroic members from the mcmanis family so motivational writer William Arthur Ward said the mediocre teacher tells the introduce our honores thank you superintendent Staley good evening boor it is my pleasure to recognize tonight two of bid Well's finest the revets ladies Angela and Ariel come on down Angela and Ariel are they're not sisters they are mother and daughter team keep keep scoring points with you right and they are uh Main Stays at Bidwell um Angela has been with us close to 20 years now right and Ariel not quite 10 not 10 not quite 10 yeah but they've been there for a long time and their Niche at our school is the development and the implementation of the Learning Center or TLC or what they have renamed kind of trust and learn with confidence and that really is the Hub of student help and support academically and interpersonally on our campus um when I'm giving tours like was today to our incoming sixth grade families uh after school and socially distance and masked up of course um they it it it it gives me great pleasure to walk by room 102 and say Here's a really important room for you that basically guarantees your success on our campus um before school 6:30 in the morning during the day lunchtime after school uh they even have after school tutoring if you're struggling this is the place to get help the only time you're struggling is if you're not willing or able to get to the Learning Center to get that help they work with students during the day in pull out uh situations to help them retake a test students with IEPs general education students any student that needs help and support they really quickly find their support with Angela and Ariel in The Learning Center they're also excellent collaborators with our teachers working seamlessly on all subject areas they have they're meticulously organized and their environment in that classroom is really as welcoming as they are and I feel like that really U evokes some magic in in that place where kids who are reluctant Learners come in and eventually the layers of resistance just kind of get peeled away by these ladies gentle and and determined persistence to insist that that all kids learn uh every semester we have scores of students who bring up failing grades not just the passing but something clicks particularly in mathematics and they actually end up getting you know c b even a grades once that confidence kicks in so I couldn't imagine running Bidwell Junior High School without the heart and soul of the Learning Center Angela Ariel Reet thank you we have our certificates and our Chico UniFi clean cens for you and I am sure Mr hlin is right behind us with a camera thank [Applause] you and over to you president Robinson and make my way back thank you superintendent Staley and all of the other presenters and recipients thank you very much okay number six announcements Dr Kaiser well I'm continuing in the same vein um we have at Parkview uh the fifth grade class um taught by Miss uh Tammy yanos uh they competed um her last fifth grade class last year competed in the cow waterer challenge which is a Statewide challenge and they won second place in the entire State wait a minute that was Co nothing happened to those kids personally because they couldn't be at school there couldn't be a party you know the recognition was made but piece of paper somewhere this year her class took on the challenge again a new class new kids same results I think we're talking about a phenomenal teacher so they placed in the coww waterer challenge second in the state they did yard design with conservation Consciousness every single kid in the class measured their own yard did the math set up the formula uh estimated water consumption and what would change if they changed their yard so then they had to write articles about it and two of them were published very very dramatic they were supposed to get again a pizza party by cowat but again Coop so we did it yesterday um half her class is in person the other half is online the online kids had never literally been in a room with each other saw each other in person they were all there uh we were out outside and they had pizza and watermelon drinks and after looking around they said can we actually go play we said yes so it was a phenomenal experience to see these kids who literally under this teacher uh one second in the state at fifth grade so congratulations and on theal behalf of Parky school I do want to thank Dr Kaiser for hosting that and paying for their party thank you they really appreciate that yes thank you Dr Kaiser okay um items from the floor I believe we have one person in attendance who would like to um say something during this segment yes I have Elaine Ward good evening um so my name is Elaine Ward I have two students at little Chico Creek one in fourth and one in second grade this year um my second grader is also diagnosed with a disability and has an IEP in March we held his Tri anual IEP um where an experience was shared um which supports a concern that I've had since last year for my son um his support person his PR professional was gone for the day which actually turned out to be for the week so a substitute was called in the substitute fell asleep while they were there supposed to be supporting my son um and then obviously difficulties in finding um a substitute um and the student teacher was not in the classroom with my son's main teacher so she was had to do what she had to do and he worked on the computer by himself for 2 hours to me that's unacceptable that's not the education excuse me that is not the education that he deserves I I find no fault in the teacher for doing what she had to do in the classroom but again this supports the concern that I brought to you last year before Co happened of the shortage of PA professionals that we have in our school district which leads to um students that have these IEPs not getting that support not getting that education that they deserve in the classroom um it's affecting the shortest of pair of professionals is affecting our students with IEPs this isn't a new problem it isn't a problem as a result of the pandemic because again this is something I shared last year that needs to be addressed to properly support these students with IEPs in addition to having a shortage of par professionals I feel the PA professionals aren't trained properly a lot of them receive this on the job training which really isn't sufficient when you are working with students that have varying needs and disabilities there needs to be adequate training to support not only these prir professionals um set them up for a success in a career that they are choosing but also helping make sure that students are successful within their school year having um a par professional that really doesn't know how to work with a child with disabilities um can really affect again the education that a student with an IEP is receiving this is a very important issue I know I'm not the only one um excuse me the only parent or Guardian that has these concerns thank you thank you okay um negotiations update Mr hanlin so I'm going to ask to uh delay that till later in the agenda I have two main things that we'll be talking about entirely regarding negotiations so um um it's slated for a little bit later in the uh in the agenda okay now would probably be a good time then board to um look at moving uh uh our agenda around so that um 10.2.2 is um discussed no moving agenda item 10.3.3 up to be discussed before 10.2.2 second all those in favor uh we need a a roll call vote I'm sorry Dolby ey Kaiser ey tennis ey Lando I Robinson I thank you board okay um the consent [Music] calendar um do we have these are items that are routine in nature and can be passed in uh one action board is there anyone that would like to um pull an item under the consent calendar for additional discussion is there anyone from the public that would like to pull anything from the consent calendar okay I believe we're ready to vote all those in favor of the approval of the items on the consent calendar signify by saying I I I passes unanimously um thank you uh I we didn't have a motion or a second okay so we do need to have a formal Motion in a second on approval of the consent calendar I move acceptance of the consent calendar I second okay board uh uh all those in favor again signify by saying I thank you Mr Lando for keeping me on top of things you're just keeping us moving yes okay um 10 discussion action calendar ed services discussion in the chico High School block schedule okay we're really excited to have this conversation tonight I have principal Doug Williams from Chico high school here uh as well to answer any questions the board may have I just want to roll the camera back to Spring of 2017 we had some Chico Unified staff that got together again to have a conversation about our students and making sure our students needs were being met and the topic of conversation was the bell schedule and so we spent some time talking about our students and what their needs were and as you can see in the supporting documents we came up with some student focused dilemmas that we realized were um were were a struggle for some of our students so we spent the next two and a half years almost three years having conversations about what a bell schedule could look like we uh toured all over California we did a lot of research um through um National organizations and we started to boil it down to some bell schedules that we felt we could take to our bargaining units and our our staff to see if it's something we wanted to do for both high schools well like with many other things um Co halted that progress so we weren't actually able to to vote on a bell schedule um as we've been working our way through all the variables related to Bell scheduling um especially related to some of the challenges that students have faced as a result of um their struggles in their classes it cemented the need for some change so Chico High School School uh continued the conversation on their School site in a very tight time frame uh Pleasant Valley High School is having a similar conversation about another bell schedule and Chico High School is able to uh pass a sight level memorandum of understanding as you can see in the in the supporting documents and they are optimistically uh sincerely excited a little anxious you know because there's going to be some challenges we know those those things are going to happen but we wanted to be sure we presented this schedule to the to the board and to the community tonight as just further attempting to to meet the needs of all of our students um as you can see again in the supporting documents we can boil those 14 dilemmas down really to Opportunities and being sure and ensuring that we are providing opportunities to our students um every student every day so this bell schedule pilot and I want to emphasize that word it is a pilot pilot um will start in August of 2021 we are going to be soliciting input from parents and teachers and staff and kids about things that we need to tweak um and continue to do that there's never been an implementation of anything like this that's just gone perfectly smoothly we realize there going to be some challenges but uh I I it can attest through the communications that I've had with the with the with the teachers and the staff that they're pretty excited any questions for me or Mr Williams John you missed one little part of that process we did have a board workshop on this topic thank you we did yes and the um just FYI to um board members that were here those 14 um traditional six period day dilemas that was part of that Workshop shop we identified those 14 items and as we took a look at um what other districts had done uh and brought them back we compared those to whether or not they would meet the needs of those 14 items so it has been like you said a lengthy very indepth uh process between the two high schools and the board ande the time that everyone has spent um board are there any questions Mr Lando thank you um a couple of questions and concerns uh first and foremost um can you kind of walk us through are there any uh schedule changes in terms of the overall number of minutes or days so if you look at the first of all hello board how are you thank you for having me here this evening um the number of minutes uh so there's two concerns total all minutes going over 64,000 we're we're right there we have additional minutes actually in the schedule so then the uh depending on what side of the street you're on on this um people often talk about a loss of actual instructional time in terms of the classroom um it comes down to an 11.3 minute difference between a block schedule and a and our current six period schedule um but I would like to point out that there are also four less transition periods in that in that time frame so um if you took a stopwatch which I actually did and went into some classrooms and see how long does a a class take to walk in and settle and get ready for instruction even on the the best bell-to-bell uh lesson plan there's usually about a minute and a half um and that's a very conservative estimate or two minutes before kids get settled and so if you put two minutes on the end of each period and that's four minutes and times that by four you're at 16 so you've already made up for the 11 minute loss uh right there I mean if we want to get into the Weeds on the data but I I don't I don't believe that's what it is I think it's it's as we all know when you're on a block schedule it's a complete modality shift in the way that you deliver instruction the way the kids collaborate in class and uh the way you dive into the standards and so it's much more uh of an elegant uh adjustment with your teaching practice um I would like if I could just to make a comment that change is always scary um and we can't be everything to everybody um so it's going to be really important uh to get the message out to families that our goal in this is to support students more with what they're doing and not to add additional burdens on them with a block schedule but to put to create interventions within the day so students don't have to show up before school or at lunch or in after school programs because certain students due to equity and excess are not able to to attend those interventions and so um although this does provide everything that has been listed in the dilemas there you can read um access to Greater uh variations of course schedule CTE and AP and uh instructional methodology changes it also really gives students who need intervention uh intervention time that's built into the school day thank you Mr Robinson yes I one of the things that um was always up concern um was number one The Dilemma where someone is failing a class or has failed part of a class semester how do they make it up without um limiting their ability to expand their Horizons in CTE or or other things there that that that failed class dilemma number one can you explain how the block schedule uh might help with that particular dilemma okay there's there's uh two if I understand the question there's actually two parts to that so the first part is within a block schedule we can create create actual Credit Recovery opportunities within the block schedule itself it gets a little complicated and contractual because you talk about uh will our um uh will our independent study teachers pick that up will they be able to do the panther Online Academy could they take an unscheduled period and enroll in Oakbridge we usually do Blended models that are 42 so certainly it provides for those opportunities but the other aspects we don't think about is um because there's no increase yet in graduation requirements this uh as you stated doesn't create where I messed up once and I'm out um you have additional periods uh throughout your four years that you can actually take a recovery class or retake a class and it's not going to take you off track from whatever your your career or success plan was you can you can make that mistake and you can recover and continue along the path that you originally Set uh I also believe uh we are going to be having classes that are academic skills classes and so these classes will also provide students opportunities to work with people on improving their skills uh because as one of my counselors Mr Wan says a really wise man um it's it's not just getting kids to recover the credits they lost it's getting them to change their habits so it doesn't happen again and I think those academic skills classes will provide that thank you m yes Dr Kaiser so that just stirred a question so for the um senor seniors for whom this will be you know a major change at the very end of their High School career um what do you see as the best uh approach for them to understand what they need to do or how they could achieve more than they had been doing so I at both ends you know yeah I would def I'm going to defer to parents students and the counselors um on that because I think our our seniors as you know a senior in high school now even on a sixth period day we probably have about four or five typical types of seniors some are uh taking all six academic classes some are on a 42 limited day some are on work experience so we already have about five or six different types of seniors at because depending on what they're moving on to in their life so it's just about having a conversation with the counselor the parent and the senior on what they want to do do they want to start their school day uh perhaps at 10: and not take one period um because they're tired because they have a job do they want to leave early by one period we we already do that with about 30% of our seniors so that's not going to be opened up to every senior but it it really is going to involve a discussion about what does the senior want to do because it's really at that point it's about transitioning them to the next phase of their life so how can they utilize the block schedule to have that happen in a positive way and th that's going to take discussions with counselors parents and students any other questions for yes Miss Doby uh it's not a question just a comment that um as a student who went through high school on a block schedule I definitely can say that the opportunity to take more variety of courses is is a a really positive thing for our students so so I appreciate all the work that's been put into this in the last three or three and a half years so thank you for presenting it tonight yeah I'd like to I'd like to add a a a shout out to my teachers and my staff if I could it's it's difficult to get 60 to 70% of anybody these days to agree on anything so for a teaching staff um that has just endured a very stressful uh yet productive year on their own part to actually vote by 92% to take on a change like this I think should not go unnoticed I mean it really it really bodess well for their professionalism and their ability to take on something that's that's strous right at the end of a a very kind of laborious year I just wanted to say that yeah good yes M Doby sorry just one more thing um and and this just kind of occurred to me because I I remembered an email coming through of a just that the the to put the concern to rest that there would somehow be extra homework if something like this is implemented um my understanding is you know your homework is assigned based on uh your time on task in class essentially um so it really wouldn't change the amount of homework a kid would have because it's not like you're assigning homework because they're not in your class tomorrow you're just having them for almost the equivalent of two periods in one day yeah and I I think obviously that's a PR issue I'm going to have to deal with because I think parents are thinking about the asynchronous synchronous instruction that happened this year because we're on an AM PM flop but in a traditional block that that synchronous and asynchronous time do not it doesn't happen we're going to get back 50% of that instructional time in this block and so that that's a a sales point I I don't want to say sales point but that's a a myth or a fact that I'm going to have to get out there to people and a lot of teachers actually if you look at certain disciplines they actually look forward to working with the kids on their homework to get a good start before they leave the day and it actually they see it as a a foot up and higher homework completion which statistically you will see in Block schedules teachers usually report a better percentage of homework turned in on the on the schedule he on that note just uh with my science teacher hat on I don't know if I've ever met a science teacher who doesn't endorse a block schedule just for that extra amount of time in class at the same time um so that's just another little plug there but that's why I brought up the homework uh concern and time on task is just just to start getting that message out there sooner than later I appreciate that Mr L thank you um and I think this question is actually probably better aimed at Daily um how I understand that we kind of a schedule to get this implemented um how much time do we have before we have to to say yes this is what we're doing next year could we push it could we push it if we had to I I don't think that would be wise because we have to do Staffing we have to do all the scheduling the students are already having to pick their classes so um you know and to put this in perspective it's a pilot and it is something that the teachers ask for um that they're 92% wanting to move forward with and um you know yes it did come later than any of us would have liked to do some circumstances Beyond anybody's control um but I think if they're willing to take it on and it gives extra opportunities for our students it's a it's a pilot we should you know seriously consider and knowing that it will come back again next year for approval because it is a it is a pilot it comes back contractually as well and I just wanted to add related to the timing um it was really the infusion of the federal and state dollars in March that really allowed this conversation to be to come to fruition because it is an expensive proposition and those dollars are are here for a period of time and the block schedule appears to address many of the things we talked about doing over the summer or after school hours so it just it was kind of a Confluence of money coming in at the same time is really a momentum at the site level and the teachers there grabbing hold of it so that's why this happens so quickly I would just point out it's really the money is a part of it I hear that and look as a teacher I am um 80ish 85% in favor block schedules I teach on on one right now um I get it my concern um is that we I haven't heard a lot of parent input about this and I think for many parents this is the first time they're hearing about it or at least the first time they're really thinking about it again since since uh covid and I'm I we're talking here about you know PR and how to how to Market this idea to parents um I want to know if that works I want to know what they think about it U I want to talk about pick them drop off schedules and whether we're addressing the their concerns about homework load and all the little things we haven't possibly thought about yet they're going to bring up um so it makes me a little nervous to see yes we're doing I get that it's only one year but on the other hand that's one quarter of somebody's High School career um and I really want to make sure that we are listening to everybody before we we take a step like this because it's pretty big Dr geyser um well we did and again this was before Co so so much of our life um but we did have a very thorough uh workshop on this and looking at ways to fix quote unquote uh some of the problems we had with our scheduling which were quite notable and I did have the privilege of going to uh several schools in the Bay Area uh with um John and Jay and um they had made has changed and it was extremely successful and we got to meet with students and with teachers so um the purpose of a pilot is to do just that is to find out where we might need to oil the squeaky wheel or you know straighten the steering a little bit but I don't think this is something that you can do without actually physically being in it otherwise you know you're just looking at a picture and uh so I have a kid in the school so I'm willing to U shoving down the rabbit hole I guess okay do we have yes Mr tennis I've never heard a a parent and I I've been in touch with several speak ill of this concept to me um doesn't mean they're not out there but um but uh i' I've just never heard any any anything negative said about it maybe I didn't participate in the workshops I wasn't around but um I have yet to hear anything negative any other discussion for yes I have a um just a point of order question are we still in presentation and not in discussion right now uh technically yes I'm told um I I was um uh going to ask for motion actually that was my next move as chair did was there any were there any public comments on this none that none that have come forward okay that was that was my point of order I just didn't hear that that we were in discussion and not in presentation still yeah so I'll make the motion to uh pass 10.1.1 the block schedule pilot for Chico high I'll second okay okay I have a motion and a second um Mr Lando yeah I have some discussion in this point um again I'm not anti-block schedule in fact I think for the most part it's a really good idea however given that we're on a short time frame um I want maybe some ideas or assurances that we've got a really solid mechanism for capturing feedback from parents and students about what works and what do doesn't um and for you know analyzing and applying that later on what how are we going to how are we going to catch that well that is a great question um you know we certainly have our traditional mechanisms built within the schools through our PTA our School site Council we do have a mechanism to survey students so I think that's an excellent opportunity to get student feedback and we do have the opportunity by School site to survey parents um so we would need to develop those surveys H to ask parents their input but I'm I don't see Mr Williams but I'm sure there that can easily be done specifically to just to jump on that we do have the opportunity in the fall and again in the spring with the climate survey and we can we can build site specific questions into those surveys so we'll know we'll know in the fall and just to add some nons survey uh mechanisms we'll be looking at Credit Recovery rates we'll be looking at enrollment CTE programs so it won't just be the the anecdotal how did we feel about it but it'll also be about here are some numbers establishing that this is something we need to continue or not um because if they're not meeting if we're not meeting the needs of students those 14 dilemmas it's a significant financial expenditure to not meet kids' needs so if we are meeting their needs we need to celebrate that and and and improve I'd like to address um your point directly Mr Lano so um I would certainly say they're broad rust Strokes I I do not have a survey created as of yet I'm in researching scheduling you've got to go back to the '90s to really get some hardcore data there has been some really good research actually recently by the Rand Corporation um because they were tasked with looking at um starting the as we're we're going to be starting at 8:30 as his PV because it's a state requirement in a year and it's wrapped into the same survey by the Rand Corporation if you look I think it's a 2015 and a 2018 study um what I'd like to do is do six um what I would call kind of targeted feeler surveys next year three in the first semester or excuse me two in the first semester and and four in the second semester that ask specific questions to students and parents about the schedule and then we can correlate that data and certainly share that with you with the other matrices that we'll have on student achievement thank you very much yes Miss Dolby um yeah I'm watching my email like a hawk over here um uh so another question was brought up which which actually peaked my interest also um which is um the fiscal implications uh as they read here is about using the covid relief funding to um to staff the additional needs or to fund the additional Staffing um so this is a one-year pilot that we are talking about committing to in this vote I'm I'm is my impression um and so the what's the financial difference um from from running it traditionally versus this model and how does that projection look sure um worst case scenario a conservative estimate is it's going to be about a $1.7 million increase to the amount of Staffing costs that's worst case because if we have teachers that teach an additional period for instance that will reduce the overall cost and would reduce the additional full-time equivalent teachers that we may need to hire we won't know however until we ultimately get into the schedule itself you as a board of already allocated or appropriated dollars for class siiz reduction uction at a previous meeting and we believe that the amount of dollars that you allocated at that time will be sufficient to cover this for two years that it is a one-year waiver and so again if it came back the following year and was approved by the teachers then you would see it again for one more year so we believe we have funding for two years based on what the board has allocated and that would be only for Chico high that is correct however at the time if you recall we brought back a second allocation for class size reduction at the secondary level and so we took into consideration both high schools and believe that the allocation that has already been made will cover both high schools including not only the block schedule in Chico high but if there was a zero or seven period option offered at Pleasant Valley high school and if Pleasant Valley High School chose to go down this line we believe the allocation at this point in time would be sufficient but we'll have better information as we get into the year to understand how the budget looks compared to actuals so at this point you're saying that it's it's likely with the way the numbers are looking that we could we could fund this one-year pilot program at CHS and if it goes well and everybody's happy with it and PV wants to jump on board we could then fund both PV and CHS for that second year based on our estimates at this time and if there are any adjustments we feel that need to be made that's one of the reasons the board or we didn't ask the board to allocate all the money also I just want to add that we um Chico High plus Kevin ready and the unit we've talked about after this two year two to three year user dollars are up that we would have to talk about class sizes because we are using the class size reduction dollars in order to make this happen for these two years but we also know because right now we're keeping them at their 175 contacts that that when we've discussed this before in the workshop that we knew that we were going to have to increase um the per contacts which not the class actual class size but how many students they would see over the two-day period And they're they're aware of that we're just happy to pil it or get get this waiver just to see how parents kids our students and our staff feel feel how it works on a block schedule okay I believe u uh we're ready to call for vote do I have a member who'd like to uh put uh action in form of a motion I'll I'll move that we approve the chico High School block schedule pilot yes we have a motion table we have a t a motion on the table we have a motion in a second then discussion all you need to do Now call for the boy did I miss that that was I Mo moved it and Caitlyn second it okay thank you board um all those in favor signify by saying I I I thank you it's unanimous I think the reason I had trouble there is our discussions are getting so interesting that I lose track of what just happened no thank you the questions and insights have been wonderful board thank you okay we're moving on to uh the annual spring Charter visit report is there she is hello Tina Keen good evening board good evening each spring our ed services team visits our eight Charters that we currently authorize in Chico Unified this year we were able to do it via Zoom it was not optimal at all as we like to uh go to the campuses and and experience campus life but we made it work the charters were very amimal and great and uh did a couple things during this year's visit for us I included in your packet the uh not only the uh Reflections from each Charter but also just a uh Cliff Notes version of my own attached to each one to kind of highlight what the visit was about uh there were strengths and and challenges just like we had in our own District here that uh were felt and many of them were common uh throughout the the charters as well so um we do have the charter leaders on the line for Zoom if there are any questions for them tonight we look forward to a more traditional uh and in-person visit next spring or before as I'd like to get out and see them before that time comes next year Dr Kaiser yeah I have a couple so um I noticed that Inspire was uh commenting about uh excuse me I'm sorry it was uh pivot North Valley was commenting about uh concerns about the SAT test and the ACT test however both the UC and the CSU have officially said they will not use either test so I thought that was something that you know as a high school they needed to recognize that and have their students aware of that um the other aspect is I was very impressed that Chico Country Day said that they focused on learning as the achievement not the task so I thought that was a very interesting uh approach um and then um the I really like the idea that inspired was doing a four-year advisory apparently from my understanding the students stay in that same Advisory Group for all four years um since uh they've already done a kind a different kind of block scheduling but uh I thought that might be something that would be really helpful for our high schools if kids had a consistent group and a consistent advisor to check in with uh for all four years I was very impressed with that so uh those were my comments thank you thank you to uh to address one of those uh specifically actually because it is coming up here within about a week or so Becky Brown is going to join our DLC to talk about their advisory so uh she's going to share as she as she told me I'm happy to share what didn't go right so we could get to where we're at today uh I'm always willing to take that so thank you Becky if you're out there any other questions I I uh would comment that it was um interesting to me that a number of the charters were following a lot of the same direction that Chico Unified overall as following with the um the equity and bias issues and that they have really taken a deep dive into those concerns for themselves at the charters and that that was um you know a line that flowed consistently through the reports and um I did ask what we we used to have a um a fiscal report on the uh what did we do similar this year do we have any red flags or is everybody fine no if we had a concern we would have pointed that out but uh viability of all the charter schools related to the review um we don't have any concerns at this time thank you okay um I believe this is just a report to accept I don't believe there is an action necessary so we'll thank the uh the people that that did the uh the reviews and the writeups thank you Tina those were some very interesting questions that that brought some very reflective responses so thank you yes thank you they uh they were quite reflective and we appreciate appreciate the time they took to really yes to really answer those thoroughly for us Tina just to clarify this is listed as discussion action do we need to uh approve these not that I believe I think it's uh been a yearly update um we have no we have no uh renewals this year so yeah thank you thank you Dina you're welcome okay next up I believe Tina you're going to stay right where you are I am okay the um we have a hearing and the discussion action on achieve starters achieve Charter School petition um uh do let's see do I open the public hearing before we begin the presentation I'm asking for direction I don't believe there is a presentation tonight you can go ahead and open the public hearing uh if there's any questions or public comments they'll come forward and then we'll move forward for a vote from the board okay then I open the public hearing on the uh achieve Charter School petition um do we have any comments or um public requests for input we had no speaker cards submitted okay um I would like to um just announce that um asseman Gallagher and state senator Jim neelsen presented the board uh a letter of support for achieve and uh they have been following the um you know all of the ramifications of the paradise fire and and what uh you know what we've done to to try and and rescue the students and so we did get that letter of support for approval um do I have any comments or questions from the board hearing none I believe then that we would um yeah oh close the public hearing okay um board do you have any motions um relevant to this petition request whoops I'm sorry I'd like to move the achieve uh Charter School petition second I have a motion by Dr Kaiser a second by Mr tennis to approve any further discussion okay we're ready for the vote all those in favor I I I it's unanimous thank you board and thank you to to the um achieve Administration yes for um welcome yes we had we had a lot of questions in the months prior to this action and you were very responsive in in getting our our questions asked so thank you very much I just want to hop down here and just thank you all so much for being so collaborative and supportive it means so so much to our community I don't think you have an idea how much it actually means to us so thank you so so much we're looking forward to working with you okay next is the um Oakbridge Academy application for County District school CDs code um thank you thank you madam president and I'm going to ask the board to roll the camera back again to January of 2018 at the time the sitting board U voted to established a Chico Unified School District online program and I want to emphasize program hence why we're here tonight that was housed underneath the oak Dale School CDs code um there's some Ed code reasons for for housing there and we we think it's time after a three-year pilot to come to the board to request approval for um Oakbridge to have its own CDs code and just some some evidence of growth um so we all know during during the last 18 months Oakbridge enrollment just exploded right nearly 600 students uh K12 the staff were able to accommodate those students and those families and also coach many of the teachers who are now going to be using Edgenuity using the program that Oakbridge had been using so they created quite a collaborative effort there so I would like to take that year out and just talk about preco when the year prior to heading into our into the pandemic we had roughly a 100 Kids uh enrolled in Oakbridge and as of right now I just received a text from Ronda odam and she is available to answer any questions um they have over 220 students enroll for next year so if you think about taking that Co year out knowing there's a reason that we had such an exponential growth we still have exponential growth so we think it's time to uh request that the um School Board allow us to apply for a CDS code for Oakbridge School Oakbridge Academy thank you Dr Kaiser I uh really want to support this um this was uh the brainchild of John bannan at the time uh we had discussions about could it survive with I think he was some for 50 kids yes and um in our uh demographic survey that we haven't discussed yet there's a number of references to how Co impacted us tremendously and and the notion of Oakbridge but I think they've uh I'm sorry I think they've really shown that um they are for real and uh I'm sorry that's some kind of dry throat and I believe uh from my experience at the University uh we have numerous conversations that online is here to stay for education in almost all venues law school grad school University so I think it's time that they uh quote unquote officially grew up so I'd like to move uh the passage of uh Oakbridge Academy application do I have a second I'll second the motion do we have any discussion from the board I was just wondering if there was a point of order uh regarding the order of operations for our steps were there any public comments or there okay there are no public comments thank you yeah I get a a sticky note from over here if there's someone that has I understand that but we still need to to state each each line of our of our order of operations please yes okay we uh we are at the point where I'm going to ask for um a vote I have a question I'd like to throw out there this didn't occur to me until now but do we have any evidence or knowledge of people being involved in Oakbridge that shouldn't be are there any orange Flags or red flags about you know people who were you know signing up for it and and and not actually engaged in the process at all maybe fulfilling some sort of you know mandatory attendance requirement or something like that without actually doing anything or something like that I would say similar to any educational setting be it public private K12 there always going to be some situations where kids are signed up to show up every day and take care of business and they don't um that's that's part of Education I think the advantage that Oakbridge provides to us is just additional opportunities not just an online you know six period or seven period opportunity but also a hybrid opportunity if for example a student may want to take um CTE cstone courses two blocks of of uh culinary and they can also take four other classes through Oakbridge so um kids are required to go to school yes right um and we used to have staff who worked for the district who roamed around town looking for kids that were not in school right we still we still I wouldn't say they roam around town they're very directed they if they hear of an issue they are usually are targeted case managers and and they knock on doors with some support if they need it and and have conversations and and what's going on in this respect what do you call this treny or something like that is is kind of on par in Oakbridge to what's going on in in the non-virtual learning one of the advantages of Shifting Oakbridge to its own school is all the resources um that that would go with it targeted case management support counseling support classified support that support's there right now um but it's part of another school and so with Oakbridge being its own school and its own title U entitlement funding um there's increase the support there thank you I I believe we have to be compliant with is it SP 50 that um you know make sure that the the minutes and the work and stuff are being complied with yes we we the star process when it is it's it's in place right now but obviously with with Co um there's some challenges with it but the SAR stool attendant school attendance review board process for issues of treny are that's still in place for um for Oakbridge students and Mr yes thank you um in terms of being present and and in class in Oakbridge Once Upon a Time for for online learning if you just checked in with the teacher at any point during the day you sort of got credit for for having been there no no it's very prescriptive for example I've had Parents who've called me to ask me to look into exactly how many minutes their student has been active in a class every day the the reports that come out show idle time um they show engaged time so it's it's it's extremely descriptive because as you can imagine it's hard to know if a kid is actually engaged online but um there's some artificial intelligence that's beyond my my scope that is able to judge judge that thank you Mr Lando So to that point I heard uh that uh Ronda was on the call perhaps you could explain a little more about how attendant is track that's all yours Rhonda okay hello am I on you're on hello everybody hello Bor um I'm excited to be having this conversation um Oak Bridge attendance uh monitors attendance very closely our T our teachers look at it every single day um and through uity we're able to monitor monitor through our session logs and students are required to do each um minutes each day and each week um and if a student is not working the number of minutes each day our teachers are reaching out to those students on a daily basis most of our students students um communicate with their teachers via text email whatever method is necessary students like T text as you could imagine um and part of the independent study compliance whether it's Oakbridge or Oakdale or any independent study within our district we have very strict um guidelines that we need to follow for auditing purposes every summer our independent study programs get audited so um we are very held very very accountable um for the minutes that students are working each week and how they're progressing through those classes so there's like a big brother always watching what we're doing so um the students um are doing what they're supposed to thank you okay board we've had a motion and a second uh any further discussion questions are we ready for a vote okay I'm going to call for a vote all those in favor of um giving the uh the uh CDs code for Oakbridge signify by saying I I any opposed okay it's unanimous thank you board okay next is um the uh uh resolution on mental health awareness month and who is our Diane Olson will be coming there we go Miss Olen thank you and while she's coming down I can just say that this is mental health awareness month and
