his three children stephanie jacob and natalie all grew up in amherst and all attended amherst regional high school natalie's son zephaniah barley also attended arhs and graduated in 1991. throughout the many years that the varleys have called amherst home education particularly reading and writing have been an important family value to be cherished and nurtured among friends and family alike the scholarship has been established by zephaniah in memory of the influence that his mother and grandfather had upon his own education and to help future generations of students and scholars further and continue their education beyond high school with the intent of inspiring others to develop their own love of reading writing and learning this year's barley scholarship award winner is hannah d'alessandro the vincent clary humanity scholarship is awarded to a student who has experienced adversity in their life and who plans to pursue a degree in the humanities this student who despite great potential who did not apply for many scholarships and probably doesn't even expect to receive one the scholarship committee has chosen grant powicky our final scholarship of the night is one that's very special to amherst the francis heart scholarship is very important to the town of amherst chief francis hart served for many years as the police chief in town at the time of his retirement the chief had only one request in lieu of a gift he asked that a scholar should be set up in his name and that the recipient be chosen by a confidential committee of arhs senior peers by his request this goes to one male and one female student each year who have shown industriousness and potential for success and have performed throughout their high school career to the utmost of their capacity and capability as a student even if such performance has not earned them high academic standing there are 12 seniors anxiously waiting to hear who the answer is because they don't know who they voted on the 2021 francis heart scholarship recipients are linear montero and grant powicky congratulations to everyone i wish you all the best in your future and i'd love to introduce mr sadiq to end our because you can barely hear her when she is on the phone but within an hour or two she will be done with she will be done going through an extensive list of meetings that need to be scheduled mrs driscoll's warm relationships with families from her time at the annex was crucial to making the start of the school year less stressful since many of them were already familiar and comfortable award and the responses i received this month were overwhelming let's all think back to where we were last year march april and may of 2020.
um i have a question um [Music] correct yes of the united states of america and through the republic foreign note that the members of the board may not discuss items that are not specifically identified therefore action taken is limited to directing the administration to look into the matter responding to any criticism of scheduling further consideration and i have here a request to speak from michael robbins [Music] music teacher jesse green because he was in my house right now we have zoomed with my daughter to the end of your table he was a fantastic music teacher he was passionate related wealthy kids and he filled my daughter's interest in music it wasn't always so not when my kids first enrolled in 2016. but jesse green gave us a vibrant rich program that was reflecting the numerous performances i saw in the auditorium even before he started teaching at my dining room too we all know what dr dooley did to jesse green twice calling the sheriff on the teacher leading up the classroom is despicable there's absolutely no justification none then calling the sheriff to a teacher's home put their kids present because he assumed the teacher stole equipment because he couldn't find it there's absolutely no justification for that either that's not who we are as a community and it was purely punitive to under retaliate for that teacher coming before this board and being critical of the administration you see a teacher moving out of their classroom and you fear they might be stealing from the school you go and talk to them you remind them that there's a process in place that will be checked that the inventory will be checked before paychecks final pictures are given that's the process and that's the scope of your authority nowhere in the process does it say call the sheriffs and have them challenge the teacher and take photos of their personal staff you think a piece of equipment is missing before the final reconciliation inventory you ask the teacher where the equipment is that's the process and that's the scope of your authority we do not call the sheriff a second time reporting that the teacher stole the equipment and sent the sheriff to his house with his kids present only for him to tell the sheriff where on campus the equipment is located dr dooley failed to follow the process his actions are a poor reflection of our school district and the entire auto community what's this org in a new level dr dewey loves to tell you the questions first jesse green students my daughter included were excited to record a music video the last week of school it was a big corrupt regrettably for jesse green and all of his students that was cancelled because jesse green was afraid to bring any of his personal requests back to school what does morgan decide a discussion of the personnel artists say a okay our first item in the personnel is approval of july just starts um we're asking the following teachers to help with jumpstart this since jumpstart does not happen until july if we have a few more of these issues we may bring some more names back to you kellyarncon being recommended [Music] again okay we're going to recommend our alejandra figueroa uh sherry simpson garcia martinez bernadine tamayo and maria via silva one of the things that's frustrating budget-wise with summer schools sometimes we have more staff plenty today was the first day for uh july june summer school our numbers looked pretty good so what we've told the teachers and the fair codes especially the peripherals because many of those are one-on-one pair of girls for special needs children if the child is not here then the peripheral doesn't have jobs so they're not their understanding of that of the elementary we may add another teacher there we'd like to see k-3 fully represented could be a small proportion we have some makeup work to do for the year uh so that'll be recommendation that the summer school uh jump starts july 12th and 16th and 19th 23rd and uh our board meeting that's that's their assignments that one child for the iep yeah and so that child is not there and there's no other child that needs them they they don't they've done that for probably okay expensive to do that when she was starving for something worried about some money so yeah i just wondered yeah that would be frustrating we had a person come today this month is approval summer school employment and we want to make sure we've got the board's blessing to have summer school it's that simple we started out with two aides rafael duran and kirsten munoz they're both one-on-one special ed pair pros item three on personnel is a classified resignation of the very crow lori daniels became the workforce about mid-year and is has accepted another position here i wish her good luck luciana taurus uh i was a character here for the last year a little over and she is just deciding to work next year classified reassignment princess lopez lopez uh worked in food services for i want to say six or seven years and then we've transferred to become a parapro has been working since that time as a parapro with mr rodman's resignation and the change of uh leaders in the cafeteria to alemandro ortega they're famous around francis's work and they thought she would really be eager to take that job back because it's more hours qualifies for health insurance for that one particular position she was not excited she wanted to stay with the parent with her child or students i'm sorry and so after a few days we didn't give her a few days to decide she decided to stay and she's come to me since then i want to put a second when i say stay in the cafeteria services she does not want to stay in food services so she is working through the month she will resign from the cafeteria position once we reassign the peripheral which we can do as of july 1.
i apologize so i called to the order of the oswego community unit school district 308 board of education meeting can i get a roll call mrs doyle present mr gatewood president mrs johnson present mrs croner dr marino present mrs simonton present mrs swanson president item 3.2 pledge of [Music] it allegiance one nation under god indivisible with liberty and justice 4.1 opportunity for the public to address the board of education on behalf of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary to the board when the secretary calls your name i ask that you come to the microphone state your name for the public record and provide your feedback please note that comments are limited to 5 minutes per person and that only three comments per topic will be heard no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow up to your questions or concerns will be addressed by administration through the contact information provided on the comment card crystal casper could you put your mask up over your nose please it it is a rule in the schools thank you my name is crystal casper i'm speaking on behalf of the community in action group i have been in contact with faith but felt this issue needed to be addressed publicly as a concern for many members of the community in action group my email was asking for specific instructional material that is can you speak into the microphone please my email was asking for specific instructional material that is being given to teachers on how to incorporate crt into the curriculum the response was that there were no standards that are being taught to students on crt it is the teachers that are being trained on best practices instruction to meet the needs of the students i'm referring to the cultural culturally responsive teaching that what you guys call it um she had attached some slides for reference um i will be speaking to faith hopefully this week regarding the email response i sent to her but i'm going to read you what my response was seeing as there are no standards being taught i would be very interested in what training actually means and more specifically what it will look and feel like in a class setting what are teachers being encouraged coerced or forced into doing examples for each point on your slides would give better understanding and not just gloss over or leave room for interpretation were there training sessions that took place in person or over zoom are parents able to gain access to those meetings if they are over zoomed will there be future training and if so can parents be involved what is the overall goal of school district 308 wishes to accomplish with these new programs how can the dei and sel departments give parents more insight in open forum to discuss issues in opposition with these new ideological trainings that may not align with their own world views if teachers do not agree with crt agenda are they given the ability to opt out are parents given the ability to opt their children out of these learning sessions or will it be intertwined in all lesson plans ceasing any way to avoid it is there oversight on how the material is being infused into the classroom will parents be given the opportunity to review all the lesson plans in advance so they can determine whether they are appropriate or not policy states opportunity for all students so if parents do not wish to have their children exposed to certain materials there should be options available the public school system leaves much to be desired in little control to the people that matter most the children and the taxpayer we want our kids to be able to enjoy a few years of childhood untouched unscathed or manipulated by the government we want to preserve their innocence and encourage free flow of thoughts and opinions without being subject to scrutiny or criticism it's abundantly clear the public school system's objective is the exact opposite they want one view equal outcomes and total compliance while trying to create this utopia of acceptance and love they are pushing kids to become combative aggressive cynical and overly germanic about their feelings at any given moment you are essentially creating victims and enemies in k-12 with civil unrest on the rise does it make sense to encourage activism angst and identity politics on our youth this will only produce more anger vengeance and hatred among us all our kids deserve a good education based on facts figures distinguished literature not of opinions feelings and political agendas thank you for your time thank you jennifer clark good evening my name is jennifer clark and i have three students in the district i am against requiring our kids to wear masks next year masks don't work even the beloved dr fauci stated in an email that masks are really for infected people to prevent them from spreading the infection to people who are not infected rather than protecting unaffected people from acquiring the infection he also states that the typical mask you buy in the drugstore the kind all our kids are wearing is not really effective in keeping out the virus which is small enough to pass through the material i know the pro mask argument has been that we all need to wear masks because we don't know who is asymptomatic and that they could spread the virus to everyone they come in contact with however we know we are now learning again from dr fauci's emails that and dr askawi who testified before a congressional committee that asymptomatic spread is very rare and is not the predominant method of spreading covin we've known from the beginning that children are the least vulnerable population and if they do catch it they have a 99.997 percent chance of survival and yet we force them to mask up for what we know they will recover from the virus but will they recover from wearing the mask there is more and more scientific evidence mounting that covid protocols are causing extreme emotional psychological and physical harm particularly in young children who are vulnerable and going through important developmental changes specifically wearing masks has caused fatigue headaches decline in cognitive performance a disposition for viral and infectious illnesses anxiety depression masks are dehu dehumanizing they erase our facial expressions and discourage communication children need to see what adults and other kids are feeling part of socialization comes from reading and interpreting the facial expressions of others academically how can children in a regular classroom learn speech nuances and letter sounds without being able to observe the movement of lips and emotion in the face we are delaying our children's learning abilities when it comes to reading we can see the negative impacts masks are having on developmental issues but what is happening happening inside each child emotionally our children are being isolated and they feel alone over the last six months i've seen my own children hide behind the mask they become less social and more withdrawn because they are no longer able to socialize with their friends at school they can't work on those lifelong skills of making new friends and starting conversations with people because they feel like they're being withheld behind this mask my junior high son said that towards the end of the school year kids should stop going to in-person learning because there wasn't any point no one could talk to each other you had to certain sit so many feet apart and you had to bring beyond your chromebook anyway during class they just stopped going because they weren't getting that social aspect of attending school this must change masks are not healthy and they create undue anxiety and stress kids wearing masks for six hours a day breathing the same air constantly touching their mats causing bacteria and germs to form on the mask and then repeatedly breathing those germs back into their bodies the face masks are also face mix are also causing skin irritations and bacterial infections around the nose and mouth how is this healthy for our children not to mention the fear that we are instilling in our children thinking the air they breathe is deadly or the fear that getting in trouble for not having their mask on correctly i know the default approach of this school board is to follow the isbe's lead which looks to the cdc for health recommendations but the cdc's guidance is just that guidance it's not law we elect you to represent us and do what is in the best interest of our children not the isbe please put parents back in the driver's seat for their children's health by returning our schools to normal no masks and minimal to no social distancing i know it's possible other school districts across the country are removing the mask mandate and are turning to normal let adults protect themselves as they see fit and that parents decide whether a mask is appropriate for their children if someone wants to wear a mask great they can wear a mask but it should not be mandate for all children also i hope you are not considering requiring students who are not vaccinated to continue to wear masks while those that are vaccinated do not have to do not have to wear masks to segregate segregate students based on vaccination status is just another way to cause division and insecurity in our kids the elementary kids might not think much of it but believe me it'll be a big deal in junior high and high school some kids cannot receive the vaccine for medical reasons and by requiring them to wear masks you are putting a big sign on them that singles them out from their peers i'm sure there are a lot of kids that can handle being different but there will be some students that cannot and it will have emotional consequences like depression isolation or worse as if something is wrong with them so again please let the parents decide whether a mask is appropriate for their children or not they should not be mandated thank you thank you katie hayden hello my name is katie hayden thank you again for being here and listening so i just have a few things to go over on a different note of course i come to you today because i'm concerned about your use with esserban esser funds and i wanted to bring up some things for you to look over and investigate at last at the last meeting laurie doyle laurie doyle asked if we could do more for our students by not using these funds for capital fund means or deferred maintenance i understand that district 308 has had issues with hvac in the past and i understand the need but ruth croner also echoed her concerns about spelling and sc 308 being reliant on technology faith brought up her concerns and attempts to tackle sc 308's ela concern so thank you i appreciate that and ms swanson also brought up special education testing for eyewear for students who struggle with ela i feel the board has some really great ideas and great motivations moving forward but my question is why in the esser funds plan is there no mention of a re resource coordinator or even on your employment opportunities page for sd-308 maybe it's labeled as something differently maybe an interventionist maybe i'm missing it but in chapter five i'm referring to the illinois p20 chapter five learning renewal resource guide it talks about different ways to allocate funds with the ussr one two and three it talks about some of the things that were hot topics during this election in 2020 and 2021 also to mention that sd 308 envision plan i don't see some of the things that were mentioned in that plan anywhere on the ester funds it talks about creating self-sustaining programs mentorship community volunteers and different resources for our students these students need this they've been impacted by cobit 19 and we even had these struggles before this and not to mention which i know you've all heard it before college remediation rates at district are 49 whether we want a minute admit it or not that's half of the student population that's not ready for community college and the pell grant only covers between 30 to 45 non-credit hours i know what a real financial burden is is having to pay college tuition rates for courses that they were in in high school when they weren't approaching their goals that is a true financial burden and that will be a financial burden to 50 percent of sd 308 student population moving forward after their senior year if we really want to help the students impacted by covid19 and our struggles prior we should be setting them up for success by having interventionists that could help them on their way to transitioning to community college so i ask you to please investigate that if you can in your allocation of s or funds because having a 49 college remediation rate does not set them up for success for a prevailing wage in society as a successful sixth citizen and did you know just a little interesting fact that the city of chicago schools district 2 299 their college remediation rate is 59 we're 10 percent away from being in the category as an inner city school that's our reality right now and just because we live in oswego does not mean we can take on or not try programs that inner city schools do to help their kids who are struggling in regular regular public education curriculum i ask you today to please review chapter five and the p20 what is that i gotta go back to the first page p20 council learning renewal resource guide i and i ask you as our society becomes more open to different means of education let it be known as we've been talking about different things that intellectual discrimination is real and it is out there my family and my ancestors have experienced it and it impacts our youth education and our workforce and and that are out and that outgrowing disabilities as we become an adult does not happen we as adults learn coping mechanisms so i ask you today to consider the fact hang on i lost myself to consider these things because it's prevalent that 49 of our student body could be intellectually discriminated not only in their education but in their workforce fighting for a prevailing wage thank you so okay all right so we're going to move to 5.1 board member comments i just wanted to say that participating in graduation as a board member was something that i didn't know i was going to be able to do and was such a joy to be able to do after the year we've had in covid it was just amazing to be able to look at the faces of our youth i saw that day potential possibility relief joy anticipation and hope and after the year that we've had it was um something that definitely was it was proud to see and i look forward to what our students go off to do both in their careers their trades and whether it's starting a family so i just wanted to say that thank you for the opportunity to do so i i echo that um when you when you get elected to the board you there's so many implications to being a board member and you don't sometimes you don't realize what they are but it was such a thrill to be at graduation to be able to hand the students their diploma jackets and got so many calls from parents and text messages saying how excited they were that um we were able to do that being a employee of the district for 11 years i know a lot of students and so i was just overjoyed to be able to have that opportunity thank you yeah i would also say that being our first graduation as new board members it was very special and having the opportunity to hand out the diplomas was just amazing to see each child's face another thing i'd just like to say is that i've started meeting um one on one with some of our directors and today met with our sel director and elementary and junior high and just feel very grateful for how passionate they all are about serving our community and and what a great example of administration they are and finally just as june is pride month i wanted to recognize all of our lgbtq plus students and staff and as many of you know when i started this journey i promised to be an advocate for all of our students and just wanted to say to our lgbtq plus students and staff that i i do see you and i do accept you and support you and just want you to know that you you do have an advocate in me and um just wish you a happy pride month so thank you all right any other board member comments no okay sorry okay so 5.2 board committee reports i know we have teaching and learning [Music] sure it's a great opportunity to sit in on that on that meeting and i won't steal the thunder from the presentation later on but it was uh the proposed high school graduation requirements um and it's exciting to hear that the graduation requirements consist of six different departments and uh they will be changing or there were there were changes that are being recommended and for science for drivers education uh the electives and the computer literacy will be embedded within several of those and so is this exciting to me because this that the recommended changes will give greater opportunity for the students and flexibility so that they can uh take classes in which they are interested in versus being um limited based on how the electives and certain classes are categorized right now so i'm excited to hear we're excited for everyone to hear more about the the presentation later today eugene and i had a good time hanging out with you for a day it was awesome but thank you for listening and to all of the administrators and the teachers and the and the building reps who were part of those conversations just thank you it's been a long time coming some of those great job up bingham um has been monitoring uh the legislation he he sent something downs today and i talked to courtney this afternoon what he said was um the money that we anticipated in the budget is there uh recording it's it's finalized it hasn't been finalized yet but um he is watching it one of the things that we were all wondering about was that they've um pushed an adjustment to ecs based on uh not indigent but based on ell services you may recall and we haven't been able to discover what that all means um like courtney asked was it a million two we don't we don't have an idea if it's a million two million so he was trying to research that for us but for the board's sake the money we had anticipated and we and we used uh in our calculations in branding we used the money that was allocated that came out of the committee recommendation uh which was about three weeks ago or so so that's there that's been confirmed i guess the next news would be better news would be um to know what ell service is um for what that we provide and what that number might be over and above your 2.5 million dollars so um with that uh you know you've been down this road you know what we asked for from the city you know what the city gave us um um we have all the yes of money which are all applications um that that we have to submit but um they've authorized uh utilizing that money uh is coming to the the to the state of connecticut so we have a proposal in front of you that makes up the difference between the one point what they gave us from the city and this year's budget i think it's not any news to any of you our worry is what we've told the um the the city fathers it's going to be in what is it courtney 20 2016 whenever that s the money is going in there with about a million then what's going to happen there um danbury perfect storm enrollment that's growing your resources are not growing necessarily um you know and um we we have a new building coming on so you've got those things and i think we've asked them um to take a reasonable approach strategically with taxes or mill rate look at it over time but those of you that with me at the meeting heard them say even though the vote was close they did discuss this is something that basically excuse the expression they're going to kick it kick the can down the road here and see what happens with other funding so that's where we're at i think courtney has laid out something rich has been asking and i think we've been able to lay out a differential between the money from the city and where it's going to be in three years possibly and this whole thing on attrition you know how many people leave how many we have to hire so we have some ideas of that that does change the people you hire changes but you know we put in a certain amount so you know i'll have courtney go through it all and then open it up to questions uh courtney go ahead oh sure so um thanks dr south everyone got um i guess on saturday and if you have a chance to look at what i'm about to share it's a little bit detailed so i'd like to encourage it back and forth so if there are questions you know i'm just going to start presenting but feel free to raise your hand or ask a question as we go um because there's a lot of information there um i'm just gonna go ahead and share my screen um okay so this is what you receive in your packet this is the the multi-year scenario and this was for plenty purposes this is something that i developed um with rich um when we talked to wait before the budget um came before the city um and so we just decided to use the same format again to talk to you about what we've updated so since the city gave us the lower amount um than what we asked for how that played out in a multi-year way um and then also um given that we know more now about what the alliance funding looks like we included that in here as well so basically what this is intended to show you that if the city were just to remain flat so we're just really trying to assess what our city or city state need would be and we have all these other revenue sources so this year we're dedicating about 2.4 million of non-lapsing city revenue that was sitting in reserve towards meeting our needs for next year and then counting on an additional 1.5 for the following year i apologize um and then matrix money we don't think we have that we don't know that we'll ever receive it so we talked to the city about that so if you want to reach out to the mayor and clarify but right now i'm not counting on it in the budget because we haven't received it yet and it looks like we're not likely to get it then that was supposed to be 550 000 per year um so i left the line in there to show that that's a lack a whole and then sr1 2 and 3 you remember earlier these were sort of more evenly planned but what we've done is from f122 through 2026 when when it ends right we look we're looking at spending about 37 million dollars of ester money over the course of a few years and you're going to see in the detailed documents that a big portion of this extra money is supporting what we would call operational expenses because it's funding a lot of things that we asked for in our core budget um meaning when you remember that 13 million ask that we had we'll get to that we've included alliance money because it's likely that it's going to grow this is conservative by about two and a half million per year up until fy 2026.
it's 997. yeah the agenda was was incorrect but you're right 907. right because the property owner is 1002 sunnyside okay so um the request is for an appeal for fire exits um at 907 sunnyside can we have the staff report please yes um so the house was built in 1942 seems to be original construction during some research some older permits were found and staff recommends that the variants not be granted as the stairway does not meet the standards adopted at the time of construction nor the current building code standards and does not comply with the minimum requirements of section 8504 of the housing code there's a building permit from 1966 that describes the work as rebuilt back entrance to basement stairway the code requirements for stairways in the 1960s would require a 9 inch minimum tread depth i included on the attachments the permit from 1965.
as local and national news painted a picture of covet doom and when most people were ordered to stay at home digna was one of the few who responded to the call at a time where many were wearing full body armor just to go to their mailbox and open an envelope they never reported to work at cms if she had any apprehension you wouldn't know it digna was here each and every day without question she worked tirelessly throughout this pandemic to keep our building clean and to ensure the safety of everyone who entered each day dignity can be seen roaming the hallways cleaning high-touch areas and making sure everything runs smoothly in a time where kindness doesn't always make the headlines dignity puts it on the top of her priority list she's one of those people who always has a smile on her face and has a pleasant greeting for every staff member that enters the building is always willing to help others occasionally while passing by the main office finger will see a parent who is struggling with communicating and will end a hand with translation however dana's approach to work does not tell the full story i had the pleasure of teaching sixth grade math to dignity's son dylan who went on to graduate founder of high school last year as one of the top students in his class and is currently in college dignity's younger son brandon is an honors student at cms and is following his brother's footsteps in terms of academic excellence both boys are incredibly kind thoughtful respectful and are a proud testament to the lessons they learn at home from their mother on behalf of the entire middle school staff i would like to congratulate sigma fernandez for being this month's gem recipient and thank you for your dedication and hard work that has kept all of us safe throughout this past year [Applause] [Music] [Applause] good evening once again the delbrick high school recipient of the gem award is being awarded to ms renee griffin ms griffin has taken her role of security aid to a new level throughout the course of the year she has greeted visitors ensuring they take their temperatures and fill she has helped organize drop off and pick up of materials as well as assisted students with getting the proper help they need through it and the guidance department she has utilized the what's up app to help any spanish-speaking visitors when they visit the building in between answering the phone in the door his griffin has cleaned decorated and organized the registrar's office she sorts and delivers everyone's mouth most importantly miss griffin has brought a positive energy to the building she keeps a smile on positive attitude day in and day out she is always willing to help anyone who needs it this has not been an easy year to navigate the front door of the high school however mr mrs griffin has made the job look like a piece of cake to meet our responsibilities with great problems for this reason and many others congratulations to mr [Applause] and i'd like to take this opportunity to congratulate our district gems for june our building principles bamberk is fortunate to have five outstanding principals leading our buildings the men and women who fill these roles are caring and compassionate educational leaders who are focused on providing for the needs of each child our principals set a tone for the buildings that ensure our students are being prepared for college and careers from the time that they enter our schools to the time they graduate they encourage individual learning community engagement and independent thinking they recognize that play and extracurricular activities are just as important for growth as what happens in the classroom the principals in our school strive to make families and community members partners in our our students education they work hand in hand with our parent organizations they hold special nights for families to take part in activities with their students they bring community members into the buildings to share their knowledge our schools enjoy strong school home community connections because of the steps they take to foster them they also support our staff whether it is a teacher a paraprofessional a secretary a custodian a food service worker or another member of the support staff our principals know each person is a key figure in the overall outcome of our students as this school year comes to a close i extend a sincere thank you to the bound brook principles without the leadership and dedication you provide our students will not be able to dream lead and achieve so i would like to congratulate dr s [Applause] mr [Applause] mr edwards mr santa surma at this time mr ross will be presenting a presentation on the rbcc direct program presentation good all right folks so here's what we have first i'm going to pull up my computer so i can move things appropriately come over here first i need to congratulate the students for their students of the month congratulate the principals for their gem awards and all the other gem winners and also look forward to another great year coming up so what i'm looking at here is this interesting world called beyond the pendulum because we're working on developing programs where students aren't caught thinking either or college as far as i know is work career is an education often times when we're guiding students we say to them you have to think career or you're thinking college both are work and both you and you do both unique and work and education so with that being said what is it beyond the pendulum piece what i'm trying to get at is all the work that we've been doing here is moving away from thinking either or with our students we're giving them programs where anything they do in their career is academic the academic stuff can help them with a career to be practical so what we're trying to get away from is thinking left right and moving into this collective as i'm calling it collected mosaic of many colors and not thinking just two sides trying to be open and know that there may be no single right answer to a lot of different issues that we're dealing with especially since students are often going to grow and change their interests as they move along so what are we looking at first i need to say that this program is something that i present the program that i'm presenting needs all the backup work that the district gives it so number one is we have a lot of programs that are going on pk all the way to eighth grade that get students prepared for these levels of programs so certain pieces with new jersey inclusive education which is coming into the district as a way of having students be more included in their educational environment and working with more in-class supports and having students really supported in a general education classroom no matter where they are in their learning process then again we're developing and we're seeing steam pieces come into the younger grades team is that old science technology engineering arts and with mathematics it's again one of those things that's beyond the pendulum you can be a math person and an art person simultaneously it's kind of like the precision of the artist versus the creativity of the scientists so when we see these things happening we also see it inside the general ed classroom where five music science five six is doing something with virtual labs and it's creating a new science curriculum and then they're adding a robotics club to pair with what's going on in the high school we're seeing you know virtual labs in the middle school and then we're also seeing diversity inclusion with clubs that are supporting kids so that they're not thinking i have to do a or b i am either a math person or an english person i am either a career person or a college person and along with this we have a lot of mental health initiatives so for me all those pieces together pre-k through eight get us to a lot of programs that are really moving students forward star program opportunity center where i've had an option to teach this past year the added program where i've been a part of a team that created that and establishing it and supporting the students and their growth and that's been something that has enriched students from all levels and from all aspects of education um we've had an increase of many percent in our cep um dual enrollment cep's concurrent enrollment with our local community college we also increase computer science here in the high school from none to one to six so we see a lot of these things growing and then this summer we've been the recipient of a grant for college readiness now that has been existing in the district for many years we use these extra funds to make sure that the students can be prepared for college so they're spending a whole summer giving us 21 hours of their time to get them set up for career vision and college vision moving into their senior year so the program that we're looking at students are going to be going to rvcc in a row tech direct way we're trying to get all of our students connected to this dual enrollment process so our goal is to expose students to a college experience in high school that gives them career and academic head start and they get vocational certificates plus they can get college credits towards uh associates or others in their work so the time frame for this rollout is really next year pilot year year one we have one solid program and then from there year two we start to add new programs so year one what are we getting the goal is to have students going to rvcc from the high school to work on advanced manufacturing what is advanced manufacturing it's really it's engineering it's manual machinists it's being a production technician who is a person who can program the computers to make things happen with large machines so what could students get out of this they get five high school credits they get career certifications like osha cert and other advanced certifications and then potentially college credit as we move forward so year two as we expand the vision we end up with this program called mud and basically variation on cosmetology which is an interesting name i guess mud for cosmetology it's an interesting way for our students to get to connect to a career path while here in the school next is automotive technology that would be another program where the students would be going to rbcc that's a program they get certificates plus college credits so what is this going to look like and this is where we've been working out this high school team and the whole administrative team the district has been working on how can we make this happen for a few years now and this investment is really important and that's why i'm here to share it and i'm here to promote it what this is going to look like is we work on an a b schedule in the high school and the key thing is that students will leave for rvcc on a bus and go on campus working in the workforce building which is a beautiful place at the college campus and interacting with the professors there the career and industry people there and other students there so they'll get there at 10 30 they have an hour 45 of intensive work they will see the advanced manufacturing but they'll also be exposed to the cosmetology the auto to the hvac to the electrician to other areas that may interest them as well they won't be taking those but they're in the same building and they will be exposed to them which is important then we will bring the students back for lunch and they go to their last period here so this program is i think worth every penny that we can put in the student success store why because we'll have students able to work on their academics here in the high school while they take get a chance to see what they want to do or as i think a lot of us learn find out what you want to do by knowing what you don't want to do as well so they get a real hands-on experience and so here's where i guess i'll slow down a bit what is it that we want to see well we have a pilot program where we're sending students for an advanced manufacturing program about 20 students at rvcc and then the goal for me and the whole district is to keep expanding those offerings so that it can be more robust who is it well our students here getting something by being exposed to the rvcc campus being exposed to college while they're being exposed to a career and they can come back and hopefully brag about it hopefully feel good about themselves and hopefully make this program gather see and move forward so any more questions or well any questions or anything any questions or any concerns it's right here and i will ask um our my principal mr smith i'll put it on my website as well so you can see the presentation anybody have any questions about this pilot program of us getting students to rvcc for career pieces is is there a grade level that you're that there's that they're starting so yes so some of the particulars that way the grade level is juniors and seniors um ideally we want to bring it down to 10th grade but the college prefers the junior senior and then what we will do is have other courses that will gear them up towards it in the 9 and 10.
so i appreciate vacancy which is our next title um she'd been interviewed reference checks for a cafeteria worker uh she will take the position that was held shortly by francis lopez prior to that alejandro so he recommended her preposition children in school [Music] the next item this is not complete by any means this is extra papers issues for the 2021-22 school year freshman advisor danielle connolly uh this would be the class that she first taught in third grade when she came to her unified and she wanted to just specifically work with those kids what i'm trying to talk people are doing is you start with the classes freshman following through the senior year and donald and i've had that conversation she's alone with us i appreciate that um we're still looking for sophomore junior class advisors a senior class advisor would be jonah baja and chella aaron khan i think we have an extraordinary society a person that i need to talk to anymore uh junior and junior high student council advisor uh that person is no longer coming back next year special education idea director uh american girlfriend has been doing that since she returned i would recommend that to happen again uh drama we haven't filled that position for seven years that person's death interests that skill set athletic department we're looking at two people jose young the athletic director and the co-director not a co-director but assistant will be our celia munoz your book director uh donnell conley uh j ted cte director that needs to be changed to chad chidsey uh it's not uh [Music] got we is jt director twice there's uh eo coordinators marianne domilanta and we say eel at sequence language learners this will be your third or fourth year for doing that um mexico student council advisor uh mercy aaron khan here we go uh cge jt director chad sidhu he just received his uh could be offering a class uh under space technology with jted cte qualification and he received a certification of the entire school uh tech mentor at kc the general coach that's not that stupid yes we i have online uh just like any any of the arts some students some students can have that more self-expression support from whether it's music or traditional art or bigger high schools you find more all right we're moving on to the business may 28th end of day the auditor general issued preliminary budget forms for fiscal year 21-22 the legislature has not passed an approved state budget there is no approved state budget for school district apparently the legislature went on a hiatus for approximately a week they returned today we don't care within the agreement on the budget today our governor has this is not the first time school districts have had to um foresee the future without a state budget in place we do know some of these components of funding for next year for family increase to the base support level and per student now we know some of those things however it has not been incorporated into this budget or for the reforms because it's all preliminary and that has not been passed by the state legislature i did not increase those things in our project because i did increase our enrollment our productive enrollment from this year to next is consistent with this year with 2021 i'm sorry yeah it's similar but i'd like to walk through just what the changes are for next year at least at this point to get proposed we're going to do our job that we are supposed to do and we're going to do it to the best of our ability and then we will go with school starts again in the fall and we'll see how many kids come back to us and we start to record our atm data every 20 days required etc revenue control limit which is comprised of the average daily membership again your number on current year funding so it will be the current depending baby then participated would be 21-22 and then the prior year's transportation support level of miles period so in fiscal year 2021 the budget revision number two those those numbers were two million seven hundred fifteen thousand eight hundred and fifty three dollars i have projected an additional 50 speeds for next year that we will recruit those students and so those numbers are three million thirty thousand four ninety five that's an increase of three hundred and fourteen thousand six forty two this year in 2021 we had the adjustment to discus learning um of 130 000 a little bit over i'm kind of uh projecting that we won't have any next year i'm really really hoping that school [Music] carryover from prior fiscal year last year we carried over 432 2629 so far this year it looks like we're going to carry it into 21 22 311 464.
also congratulations to the oswego east girls soccer team the oswego east boys tennis team the oswego east girls track team and all winning the southwest prairie conference titles this season i mean that's incredible i mean how many teams and how many sports how many individual athletes did i just name there and then finally congratulations to the oe girls softball team on winning the regionals last week so um a lot a lot of good things happening there so on a separate note i'm also very happy to announce that you know a couple meetings ago we were talking about uh junior high athletics and activities and clubs for uh next year uh we will have junior high activities club sports and things next year and we will also be implementing uh activity buses for students so when they stay after school to get extra work both for academics tutoring uh stay after for clubs activities uh there is a way for them to get home as we transition back to in-person learning so again it feels very good to have so many positive things to report this evening and that is my report oswego wrestling is still in the hunt too yes they are yes they are so item six uh can i have a motion to approve the consent agenda i make a motion to approve all items under consent including 6.1 minutes from the may 10 2021 board of education meeting open and closed session 6.2 to acknowledge the four-year request received by the district 6.3 the acceptance of the gifts and or donations received by the district in fiscal year 2021 and 6.4 to approve the resolution to appoint dr john petsky as treasurer as of july 1st and to approve a resolution fixing the amount of bond at 15 million second mrs simonton i'm sorry yes hi dr marina aye mr gatewood hi mrs swanson aye mrs doyle aye mrs johnson aye so motion passes uh six 6-0 yes item 7.1 is financial statements uh does the board have any questions in regards to the financial statements that have been provided this evening all right moving on item 7.2 is a resolution for early redemption of taxable educational purposes tax anticipation warrants so item 7.2 is an informational item regarding the early redemption of the 25 million and tax anticipation warrants when the taws were issued in february we were hopeful but not certain that the district would be able to pay them back by june by june 20th so maturity date of july 31st 2021 was chosen however an option of paying back the tiws early was included to maximize district options and as a result of the state paying our quarterly mcats on time the outlook of cash flow is higher than anticipated in the past so therefore the district can choose the early redemption date option of june 28th to save 17 416 dollars in interest we'll bring this information i will bring this item back for approval on june 26th are there any questions regarding this informational item this evening all right item 7.3 uh item 7.3 is in regards to the start times for the board of education public sessions starting on july 13th our current start time is 7 30.
so this is literally we we would think it might be more like 2.7 or so um so we'll get clarification from ryan as they let us know and there could be additional alliance monies as dr saw mentioned for a formula an adjustment to the formula that would account for our esl population which is much much higher than a lot of our counterparts that are getting alliance funding so of these resources all other things being equal we've got 24 million or so other grant sources that kind of fund things that are ongoing that they've been funding so this looks at the ala this is the ecs share that's called alliance money that we have to grant apply for that increases so it goes from you can see it kind of fluctuates the total funding we have available from these sources we start at 170 and then we go to 171 we go to 170 168 it dips down and then it go it it gets down again you can see because alliance is increasing and we don't have ester money that in your fy 2026 we have less total funds from all of these sources than we do in fy 2022.
thank you and i looked um in the packet and i guess i had a question on the schematics it looked like on the lower level is that a door to the exterior out of the storage study just given the front of the house i would have been surprised to see that sorry it's on page 23 of my packet if that's helpful i know it's hard to scroll perhaps the owner could answer that when we uh turn it over to him um so thank you for the staff report is there anything else to note from staff can the can the board ask questions now yeah great um could you provide the conversations you've had with the owner in terms of what types of um modifications the city would be looking for in this instance um i mean the city would need the steps to meet minimum building code standards um i haven't had conversations with the owner myself um brandon have you spoken with the owner um i haven't had any conversations in some time is there a sufficient landing space at the bottom to make that modification that's a question for city staff brandon can you recall from your site visit uh from what i can recall i do believe there would be room to extend that down some more thank you i guess i was looking at maybe it was page 24 of my packet or scrolling further down because you can see the um the lower level where the staircase ends in that storage study room keep scrolling keep scrolling here we go the lower level hey brandon what if the uh treads just protruded out an extra inch i believe that would be okay that would do it yes there's no head room implications at the bottom not that i can recall off the top of my head it's been some while since i've been on this inspection is it possible to to make that any different it doesn't look like you could add another it doesn't look like you could modify that any differently than what it is well i think if you made the treads stick out an extra inch that would do the trick right um but we have to keep in mind too that treads are measured from nosing to nosing ah so yeah so if you extend just the treads you still run into the same problem because of where the measurement needs to occur all right thanks uh if i could check just slightly um could could staff um brandon or mike could you guys just explain the implications of this um violation and what kind of um what kind of hazard it would cause having the threads um not be at the correct measurement so essentially they become a trip hazard the placement of a foot on the step the more narrow you make that the more likely you are to misstep um the the wider the tread it gives you a better footing um to make sure that that you're you know able to go up and down the stairs as you would expect in um in any common stair situation once you start varying from what is like commonly accepted it increases the chance of somebody falling thank you i have a question on the receipt uh from october 7th of 65 of of uh you know evidence that the stair was modified after it was built i have a hard time construing from this exactly what work was done do we know specifically what was done under this this this was the only record in part of the reason that it came to the board was because it mentions the stairway and i couldn't conclude whether or not during that process the stairs were modified yeah i mean it could have been maintenance work or anything with this type of description yeah yeah i can get as much from it as you can okay um yeah it's not very clear um maybe the the property owner can speak to it yes i was just thinking let's hear from george yes so this is york zeller i'm the property owner i think there's a misunderstanding here so of what stairs we are talking about in part so the back entrance if you look at the lower level there is a back entrance door and outside the back end when store here on the south side of the lower level there is a staircase that is um however not drawn into the floor plan and if you look in the permit that was filed by payroll in 1966 it states that it worked on the back entrance staircase pair being a concrete and base are like foundation and basement contractor i would assume have repaired or renewed a concrete staircase on the back entrance which is this i mean i've taken pictures of that it's not included in the variance application but i assume that the um the permit that was filed in 1966 by prior refers to this back entrance staircase while the um staircase that i applied a variant or i follow the variance force the one that is drawn in in the storage study going up to the kitchen so it's shown both in the lower level i said staircase that goes up to the kitchen or it's in the ground level that comes down and from the kitchen into the basement so i think there is a confusion about uh which um staircase high euro filed an application i found a permit for in 1966 and the staircase that i apply here that i uh filed a variance for um is it does it does that make sense what i said can i just ask a clarifying question so you're you're saying that there's this so the the door at the south end of the storage study is an exterior door that leads immediately up a concrete staircase outside yes and we think that's what the permit might be for based on how you're being right and it's a concrete staircase i have taken pictures of it yesterday i could show them to you i i can also could send it i put them in a pdf file um i could send it by email if i'm allowed um and look at that you can see and these staircases are to code the threat depth there is 10 inches of that concrete staircase the riser is seven inches and they are over four feet wide and i assume that the permit filed pi by pi euro since it states uh back entrance um refers to this staircase but but it is different from the staircase that is in the storage study area which i believe is original to the house and was built in 1942 this this is lisa stelter and i've been selling real estate for 35 years in ann arbor i've never seen payer do work to an interior um staircase i believe that the gentleman is correct and he's talking about the exterior foundation because payer is a foundation cement basement contractor so i i agree that i don't believe that any of the payers would have ever touched interior steps that was my conclusion their assumption kind of in asking the question also that this potentially was a different stair than what we were looking at so could one assume then those steps that were we're talking about were the original steps to the house yes i mean so the variants are applied for they are inside the house and i believe they're original and um i looked at the possibility to extend the noses i think that that wouldn't be feasible or to remove the threats i would have to completely remove the staircase and rebuild it or have it done by a contractor there is our help there is however sufficient space there to bring it a little further out i think that is true too and um i see i'm here um but i had not turned my camera on but i can show you here this is the uh a picture here of the outside staircase oops which i believe that's the one that piour has filed a permit for and this staircase has a 10 inch thread depth a seven inch riser over four ups feet in width so this is kristin i guess i have a question back maybe to the city um so the primary purpose for the stair rise and runs are you know for obviously exit um given that there's a secondary exit to this space does that meet the intent of the code or does the city feel because there's stairs all stairs should comply with the code because those stairs are there and existing in their part of the space they should conform to code okay and then uh mr zeller did you happen to get any estimates of what the cost might be to rebuild those stairs when you were uh investigating this issue i did not um um would i be allowed to rebuild in myself or i'd ask the city to answer that uh that would be up to the building official but uh that would have to be done by a licensed builder license builder yeah since the residential uh rental property it would be required that the person have a residential builder's license so the city used to approve eight inch threat depth staircases [Music] is there a change in the interpretation of the code there uh there's no change in the um the language to the code so our code's been around since about 65 66 and all stair treads have to be a minimum of nine inches the reason i was asking there's another application there about a staircase and there it said the eight inch um thread depth in that application would i think qualify for variants but for other purposes since there's a winder in there it wouldn't and that's why i'm asking um so we still have a confusion on this one of what was original um to the home and if we're seeing evidence that that we are if we're going to accept that the permit was for a separate set of stairs then it would be under a different consideration but because there was an outstanding a permit issued for that um we would need to reconsider it once we've determined if the work was done on that back staircase um and that would that would be a different consideration that's where there's a difference between the two uh staff reports between the two different properties well it's not two different properties but there's the applica the variance i've filed is for the staircase from the basement into the kitchen while the outside back entrance staircase was not flagged during the city inspection i'm going to go ahead and make a clarification here as i look at the inspection report which we apologize it should have been included in the staff report but um actually both of the staircases were flagged um and so but i agree with you that you what you are applying for um you pointed out the correct one that you're applying for but they were both flagged on the report the front uh staircase was flagged and that is repaired it's the front entrance that is in the city report where the visor was too high it was ten inches and could not be more than nine inches that is corrected but the city report from brandon box does not flag any issues with the back staircase okay thank you for that clarification so so i mean if i understand it correctly um if the staircase is original to the house by 1942 it would be the variance would be granted is that correct or would be considered original to the house and and could be granted i think that's what mike lemieux was just expressing that we would need to probably um bring this back to the board and we would need to look at it from a different angle because i think we had information about a different set of stair stairs um and so it would need to be re-reviewed and we can't give you a definite answer that it would be approved or not approved but we would need to review that and make sure that it is the original staircase and from perspective two comments one i'd say the payers bill of sale or whatever to me does not you know i don't think it has much relevance here because it's uncertain it was for the stairway and likely it wasn't um and i would say too in in the past this board there has been a precedent for approving you know eight inch treads in older homes where they were you know originally installed provided it it represented a significant hardship and sometimes that does particularly you know if you have landings that can't be adjusted you know it's pretty extensive to to modify a house for the newer tread requirements i have a question is there an egress window in the basement and what is the purpose of the basement space there is equest windows two of them and there's a back door uh the purpose of the basement space is um it's used as storage and it is also used there's a separate mechanical room with a furnace washer dryer there a washer sink and the basement is also there's a desk in there so there are two egress windows plus the the old payer steps to get to the outside of that building yes yes thank you and the steps there are to code okay are there any other questions or discussion based on what i'm hearing um it sounds like given the information on the it's not really a permit right it's an it's a note from payer um does the city want to take this back and review it further before bringing to the board next month or would you like us to proceed with a vote are you asking city staff i'm sorry yeah i am asking city staff sorry um i i think that um if we would like it to be timely for the applicant a vote now would be the quickest way to resolve the issue but if the if it needs to come back for a staff review we're happy to do that as well okay right um well i guess i will look to the board do you have board do you have any final questions or considerations or are you prepared to make a motion and who would like to make that motion glenn did you have something to say before we move on uh yes i do um i have a question how many steps are involved in this staircase in question and what kind of hardship would it be in replacing the treads or rebuilding the staircase being a little bit familiar with cost of construction although lumber has gone through the ceiling i'm not sure that it couldn't be reframed and rebuilt uh reasonably without too much of a hardship but that's just my opinion and may i answer here yes so so i looked at this uh the the threats cannot be removed easily um applying a replic an extended bull nose someone would have to it's it's um i believe six or seven steps i think it's six seven with the landing uh or it might be eight with seven it's it's it's six steps i think they'd have to be modified and so that would have to be the first one one inch and the last one six inches full nose extension uh the tread uh removing the tread i looked at that that's not easily doable someone would have to rebuild it is it possible to you know scab on successive longer nosings to the treads and then re-support underneath if you follow me right um my impression was rebuilding the whole thing might be easier than doing that um so so if you push the bottom step out into that room another six inches would that uh did anybody notice brandon for instance i'm just going to ask about the headroom again imagine that bottom step being six inches further out into that room did you notice if there was a headroom issue if you had to stand on that top step or the bottom step but it was further out no i i don't know what that impact would be without running the measurements the reason i'm asking is because if you not only had to rebuild the stairs but then carve out more head room on the way down that's a little bit more significant i think there's a initiative headroom there and remember brendan measuring it and it's but um it's tied with the headroom and the bottom stairs or the bottom two stairs okay well i guess i'm looking through and and i'm looking at the reasons for a variance and it's practical difficulties or undue hardship variance does not violate the intent of section 8 502 of the ann arbor housing code the variance does not jeopardize public health and safety and i think you know part of the reason for the rise in the run is is fire safety and fire exits and we've got an exterior method for that here um so i mean again it's a benefit a lot of basements don't have but i also understand that there's um that the staircase could be rebuilt it would be helpful to obviously have that information about headroom um and without knowing that it's hard to say whether or not that's a viable option right because and i'd also state that given the age of the house and the head clearances it's you know not unreasonable to assume that you may be creating a clearance issue by just extending those nosings out which then does create in my mind a hardship one i see your hand up i might suggest that um we revisit it to see if there is a headroom problem and bring it back to the board because that would be a true hardship if we do have a headroom problem because that's also an issue it's just a suggestion thank you thanks glenn you're given that you're the applicant here um i don't know what your timeline is um if waiting another month to gather some more information would be acceptable yeah i mean if that's the reasonable thing to do yes um where are we with site visits nowadays with the coveted times and are we uh we able to do that alicia yes as a matter of fact you can what we would ask is that you just um instead of like i think traditionally maybe three members will go so what we would do is maybe one or two would go um and in in intervals into the house so that we don't have a um big group of people in the house at one time but you are certainly welcome to do site visits and we can set that up from the staff perspective tim just are we talking a site visit or are we talking about the city you know in this case there's nothing i think we can see what we need to see from the pictures in this case it's just confirmation or that you know extending these treads out would or wouldn't create a head clearance issue because in in my mind this was original construction uh there's a precedent for accepting an eight-inch tread and original construction provided that it's it's a hardship you know significant hardship to alter the stairs so that's kind of the information we we don't really have today and we can make assumptions but but yeah if you're now talking about cutting away ceilings somehow on the floor above uh i think you're definitely getting into a hardship at least in my mind that's what i would want to know you have to carve into the ceiling above because then whatever is above it that also has to be altered and so on but it's hard to tell from these pictures therefore at least maybe uh one of the staff revisiting right and though other means is the house currently vacant um it is not vacant right now but we could make it so all right well it sounds like the owner is willing to have enough the city come back out there and evaluate the head room um if the staircase were to be extended and so if that is something that could be done i guess i would maybe entertain a motion to um table this appeal to our july meeting pending more information on whether or not um extending the stair tread would cause a hardship well and and kristen do we also want to request so if if there's not a clearance issue would we ask the owner to get a price on what it would cost to modify the stairs so we can consider that also as to whether that represents a hardship or not i think that would certainly support a case of hardship all right not hearing any other discussion i'm gonna i'm gonna throw my head in the ring and make a motion to table this um appeal to our july meeting pending additional information from both the appellant and the city do i have a second a second thanks tim all in favor please post all right thank you thanks everyone for that discussion i look forward to revisiting the issue next month thank you do we have a date of that meeting just because i understand from the letter that the tenants were trying to july first so i'd like to be able to give them off that's our next appeal okay oh yeah yep so our next appeal is the one where we heard caitlyn um for 12 30 van dusen sorry about that i was black john i think it's helpful to know the date of the july meeting anyway and i want to say that is july 13th does that sound right deborah um the hba meeting is indeed july 13th excellent we have like 17 screens open in front of me so i guess it's better than a pile of papers okay moving on to the next item on our agenda which is the variance appeal for 12 30 van dusen i'm just going to scroll all the way down to that piece in the pellet packet okay and it looks like this is an appeal for fire exits for a variance from 8 504 4b2 for stair tread um as well as the winder section so could we have the staff report on this please staff recommend that the variants not be granted as the stairway does not meet the standards adopted at the time of construction nor the current building code standards and does not comply with the minimum requirements of section 8504 of the housing code the buildings department would administratively approve the tread depth of 8 inches but cannot allow the winder part of the stairway to remain as it has been deemed unsafe by the building official which is allowed per section r102.7 that's an attachment here and must meet the requirements of section 311.7.5.2.1 of the 2015 michigan residential code that's also attached and that specifies the requirements for the winder stairs in particular when we go to the picture on this you can see the element that is most concerning um and it's in the um the narrow corners the stair turns um and you have almost two two step heights there where there's not anything for a foot to land on um and i think that that presents uh a serious hazard okay and can you just provide the level of detail of what the stair winder sizes are and what um is approved so that we can understand um the variance here yeah um uh i guess are you asking for the code section requirements the code section requirements and then uh just looking at the winders and maybe i'm not seeing it right now what those winders are um and how far away they are from being approved does that make sense yeah let me i have the code section attached let me get to it give me one second i've done something to my packet here have zoomed in way too close let me just pull up my code hook real quick and i can get to that spectrum all right so winder treads shall have a tread depth of not less than 10 inches measured between the vertical planes of the foremost projections of adjacent treads at the intersection with the walk line winder treads shall have a minimum depth of not less than 6 inches at any point within the clear width of the stair with any flight of stairs the largest winder tread depth at the walk line shall not exceed the smallest winder tread depth by more than 3 8 of an inch consistently shaped winders at the walk line shall be allowed within the same flight of stairs at rectangular treads and do not have to be within the 3 8 inch of the rectangular depth so essentially the the concerning part to me when we look at the step tread is that she shouldn't her camp be less than six inches at any point and when we look at the pictures of how that winder stair works you can see where you know there's there's essentially nothing for a foot to land on for several inches on that step and then that kind of continues for multiple steps can we show that um drawing again or the the photo of the uh reminders sorry i was muted uh i think it's page 38 if if i've got it right 42 ah man i don't know it's 38 on mine but yeah it's probably 42.
so and then that's it'll be good and students will be going one day a week as we say we have an a b day so it'll be either an a day or a b day and they'll be going over we have a teacher who accompanies them and that way they get to um be monitored by our you know staff but they're working with the rbcc staff over there is there like a you know qualifications in order to qualify for the program so that's a good thing we're part of the process of growing this it started about two years ago at rvcc these outreach programs and we've been trying to get in hence one other reason why i want to be here is make sure we get our foot in this door and so they're working on establishing some criteria they at this point have a you want to work with us we want to work with you let's get it going and they'll probably be a developing and i know there will be a developing process for placement to make sure that students are focused or that they know that they want to be in a certain place so right now to answer aggression directly no there isn't a process however they're working on it because this is as new as three years ago when i first came here we were starting to introduce this then last year we tried now we want to put the pennies behind the people and get the students there thank you so i have two questions so the max amount of producing they're getting for both years one and two ten credits or what do they earn more than ten credits so that's something we're working out with the college here and the college so that's we're still looking at how many credits you get in the high school piece because you will get certificates and or credits at the college level depending on the piece for example auto gets college credits and significance advanced manufacturing we're starting with next year only gets certificate so that's where we're looking at the hours and trying to calculate how that would work into credit hours minimum five ultimately if they're getting dual time we would want to give them the 10 credits because they are doing more work and then we have to pay for those credits that's what this program is we're putting that investment so the pennies that i keep about which aren't pennies lots of paintings it's a penny but i think that's for me each individual thing for each individual students very well worth it because they get to start in a program so they will be about a year into one aspect of the advanced manufacturing if they're a senior then they can jump into 13th and 14th grade if they're a junior they get a year we could give them another year and they may be partially halfway through the program but since we're only working with one course they wouldn't be ninety percent through so over a two year process they're closer they're about halfway through a one-year process they have a lead into okay can i go to rvcc continue it and that's where we also work with them to get a money so that we make sure that if they go to the program at ivcc they're not spending money and we're trying to facilitate that that's something we do and that's an active piece and this is at rvcc brantford is it rbcc like protecting bridge it's rbcc in brantford so it's the on the college campus experience which is why i like this in the workforce building is a beautiful building there that was created not that long ago and it houses all these areas in the cosmetology the advanced manufacturing the auto mechanics hvac and the students will be exposed they will be around other students not getting class with them but they'll be able to see the other students from summers at bow tech and places like that so for me it's a way for us to be rvcc vo tech direct and get our students on the college campus and then ideally come back and feel proud of themselves and get more people to go so they would be voted technology part-time as well because they're like yeah i mean it's a vo tech program um you know is it labeled bow techniques so cte college you know career technical education these courses are coded as a career technical education by their sip the number that attaches it and helps us with our development for perkins grant funding that way as well so yes it's a vote environment that we're trying to create and ask questions sounds great thank you very much [Applause] like take an opportunity to recognize our student of the month josue alberto martinez hernandez please presentation so yeah we're gonna put the computer right here the background lovely places uh-huh good evening board members administration staff families and community members my name is janet catone and this is liz leverens we are the art teachers here at gombert high school and we also advise the art club and national art honor society we put a slideshow together of our last club activity spotlighting a positive art project we helped facilitate in our community in cooperation with the bound brook revitalization project tonight we have a few club members here representing the art club and national art honor society we advise them we help and we guide our students but they are the ones to do all the work that you are going to see in this presentation tonight and their creativity is what makes downtown windows that you're going to see tonight look so beautiful i'd like to introduce arisely prager so you guys are going to stand right here and talk bbhs visual art department in recent years the brown brook chapter of the national art water society and ebay hold on it's not working thank you um in recent years the bomb break chapters the national art honor society and bbhs art club have worked cooperatively to develop art based community service projects that directly benefit the community of bomb brooks one of these projects is the window mural music project this project is done in accelerating the hamburg regionalization partnership each year the window painting downtown has become an annual tradition for nhs and art club students in tickets students to vote have to win several times a year to seasonal painting decoration and downtown business for those businesses who sign up for the service and local community members look forward to the voiceless the art self transform american communities as i often say the result can be a better child a better town and a better nation and certainly a better world let's champion our action heroes emulate emulate them and make their communities everything we want them to be our club provides an opportunity for interested high school students to meet after school to work on functional art projects and to share our experiences with your peers our club is over to all students who are interested in art they do not need to be currently enrolled in our class in addition to producing arts that interests them students participate in volunteering and community service opportunities by working on our related projects better through school and the community let's talk about national our honors study um some membership criteria is that the national art honor society emphasizes outstanding artistic scholars from school and community development of artistic endeavors together with a strong moral character by amplifying these standards the members of the society promote awareness of art and become active participants in the education process at their school and in their communities brown book revitalization partnership the goal to improve the economic potential of all businesses located in the special inclusion district and those who will be apart of the future found brook by providing a safe clean and attractive downtown that means the needs of residents customers owners and employees the pprp promotes bound growth as a desirable location to visit and this these are just a few of the pictures from we've met twice this year fall in the spring to paint the windows downtown we had pretty good groups of students come despite our pandemic issues but these are just a few pictures i'll scroll through and then we have quotes from some people of the community former teacher what's going on my former students you continue to make me proud on behalf of the bamboo revitalization partnership i would like to share with the board of ed how specially important this partnership the bbhs art club and our honors society students and their teachers are the best and we love working with them as they bring such light and happiness through that time the students get such time and grade and come up with special designs for each storefront allows each business owner with a smile on their face in a year that has been particularly high and concerned these art projects have brought a lot of community and really great animation these art products have such a positive impact as evidenced by the comments and comments who seek on these products it is clear just how important and valuable art is to the area and it is all because of these dedicated students willing to give their time to make an area beautiful in addition to this i have already received your class from businesses including new ones that saw the window paintings last week to get on the list to have the windows painted again in the fall for harvest season and christmas holiday season again we are so proud for this partnership the students and teachers are amazing and are definitely and we definitely want to continue to work together um the downtown manager of the bound brook revitalization partnership michael the owner of mirror image barbershop said talented amazing free energy it makes me so happy to see these projects coming back the kids who've painted the streets and crosswalks did an amazing job i hope they refreshed the ones by the library in lafayette the art around town and the community gardens are fantastic keep going great jobs is there more comments from the community students did a fantastic job playing the store with those love this great job of making clownfield well just like this i love this fabric feels so fast i think that's it right all right so that's it all right [Applause] all right so that's our presentation for tonight guys i hope everybody enjoyed it and when you go downtown take a look we have a lot of stuff up a lot more [Applause] about two um [Music] okay yeah i'm just wondering if that is [Music] is it was actually attached by the skin right the meeting from 524 um patricia tower o'reilly 745 schoolhouse lane i asked i was wondering what professions professional services behind tops organization provides for the students and what do they do for the students um i'm just going to read their vision their vision is a vision a world where young people are able to flourish because they are at home in their bodies supported in the development of their sexual identity and equipment the understanding of how to have safe and central and healthy relationships the commitment is founded over 30 years ago by members of educators nurses and midwives we have been on the forefront of adolescent sexual health we are committed to creating a lasting positive impact on youth their families and communities enabling our young people to thrive there was a question from diane powell today to express my disappointment with the district's decision to not renew brian kennedy's contract for the new school year mr kennedy has been a wonderful music teacher at smalling my daughter charlotte is currently in the fifth grade and was so excited to try out an instrument next year her favorite projects and moments from mr kennedy's class were creating her own slide project about her favorite musician learning about the history of music learning to play the recorder and singing let it snow in the holiday concert when charlotte learned that mr kennedy would not be returning in september she came rushing down the stairs during the school day to tell me this would be upset that he was leaving she recently told me mr kennedy makes class fun and i like going to his class each week i'll be sad when i don't see him next year good teachers are leaving this district left and right mr kennedy is a great teacher and he's not being renewed that makes no sense to me and will upset hundreds of students who have not convinced you thank you diana um from melissa pig 675 t street i am sad to hear about mr kennedy's contract not being renewed he has done amazing things in the smalling music department our children are upset about the possibility of leaving we have waited so long for a teacher to be invested in this subject our kids have been a part of the chorus played recorder done holiday shows and sung probably for our town i urge you to reconsider i believe this would be a great loss thank you and brooke 403 lamont avenue now that it has been made clear dr dan gallagher has not been renewed as superintendent when will the vacant position be posted to the public for application also many districts have had great success forming community stakeholder groups to vet the superintendent candidates the current temperature interest and wellness of bamboo community lends itself perfectly to now implement such a group most of us are either parents of or are or students in the district we have raised our collective voice and want to actively participate in the superintendent's choice it is the voa willing to participate with the community stakeholder group for the vetting markets i think we talked about that yes that was something that got brought up at the meeting and that is absolutely something as far as timeline i don't know i would assume so typically start the search sometime next year yeah no so so yeah at some point in the next school year right and you'll have to decide if you want to consult right but yes as far as we talked about it having a faculty staff and community input in that process that's absolutely something that we would uh entertain and look forward to at this point anyone in the audience that would like to come forward for anything on the agenda this fish is going to share one all in common this is from um patricia o'reilly 745 schoolhouse lien regarding cares funding she said she's wondering about the source of care funding for extended learning does it come from the federal government and the answer is yes okay um another thing from the last meeting someone had asked us about the parent coded servers they are online now on our website they were made available um are you is anyone coming down enough we're good for now all right so we will continue um at this time we are going i need a motion uh for 5.1 the approval of minutes from 5 24 2021.
that's a decrease of 121 165 remember the pie in fiscal year 2021 was much smaller due to the loss of funding so we had less of the prior carrier lessons and then on the prop 123 50 million dollar add-on funding that's basically that's from the state land trust um i'm just using the year 2021 number i don't have anything yet so i'm showing no change yet so in total at this point that it will increase 323 for the district additional assistance that's our fund 610 or our capital this calculation is different because it is based on prior year number prior year not current year so last year in 2021 that allocation for our district was 240 dollars carryover from prior fiscal year in our in our fund 610.
i believe the board would like to change that start time to 7 15. is there any discussion that needs to be take place on this item because we do have this for approval later on the agenda okay hearing none um if you could item 7.4 are the equity belief statements if we could bring that presentation up please item 7.4 is an informational report in regards to the work that was completed by the board of education equity advisory committee this past year the information being presented this evening are recommendations on equity statements provided by the committee as the board listens to thinks about and engages in dialogue it's important to note that you can accept the statements as they are written you can modify them or you can send them back to the committee with directions on any revisions that you would like to see these statements reflect the uh vision of diversity equity inclusion to which st 308 aspires to these statements will be used to guide and monitor the work of the in the sd 308 classroom and school and district levels the equity committee was comprised of a large number of committee members and their names are listed on the slides uh up on the powerpoint presentation so we would like to thank all the members of the committee for their time their dedication and their hard work on this committee the committee had its first meeting on october 21st 2020 and the fifth meeting and final meeting on may 5th the committee came up with nine equity statements that are being shared with the board this evening the equity statements can be thought of as belief statements in regards to diversity equity and inclusion we will now go over the nine areas and the committee focused on which include an equity statement for each of the areas the first one that we talked about was curriculum and we believe that delivering relevant and effective curriculum and instruction that is responsive to the needs of all students including those from marginalized identities is critical when we talk about marginalized identities some of the examples are our special education population students from different races lbgtq plus our english learners sometimes even by gender or by low income or by their culture and what we mean by this is choosing materials that reflect diversity and also choosing instructional practices that ensure all of our students feel included and can be successful if you look at the next two slides this first one is about marginalized identities and we acknowledge that there is biases and inequities of marginalized identities in our schools and our community and we will not remain silent and will actively speak out and address injustices dismantle structures that lead to inequities and work to educate and change behaviors to ensure an inclusive and equitable school community for people of all identities and the committee felt strongly enough specifically about racism that we created a separate belief statement that included justin race if you think about what our country and nation had gone through at this point in time and were reacting to a lot of our students that we have been listening to the idea of actually calling out racism as one of the pieces the committee felt very strongly about that so there's verbiage from these two slides that are exactly the same but one is specifically about racism we then looked at the recruitment and retention of staff and we want to prioritize the recruitment retention and advancement of administrators and staff with diverse backgrounds the committee felt it's very critical to have staff that represents different backgrounds of all of our students that attend our schools student voice was one of the very critical things that we discussed and we want to empower student voices as a critical tool to create this inclusive and socially just school community and in my opinion my experiences this is the most powerful tool that we have to create this it's by connecting with one another that we learn each other's stories backgrounds and we learn the impact of our actions on others and this piece was very critical to the committee in professional development we need to engage in ongoing equity centered professional learning and that includes internal and external reflection this next piece while very global in this statement this is included partly because of the climate for learning framework that we have we want to provide a physical intellectual cultural and social emotional safe place for students and staff to learn and this would involve implementing our climate for learning framework and going along with all of those pieces that need to be in place in order to do that we also want to look at policy and embed equitable structures in the school systems policies practices and procedures and finally the committee felt very strongly that we need to partner with community groups to do this work we need to enlist community groups to promote the academic and social emotional success of all students not only in the partnership with the work but their partnership in giving us feedback on how that we are doing so this is an informational item we'll be bringing this back later on but if next if we are approved we want to incorporate these belief statements into the threads of our strategic plan and then create action steps for each of the five years of the street strategic plan so that we can better realize and move toward these belief statements at this time we can address questions i have a question but i have more of a statement i had the opportunity prior to being elected to the board to sit on one of those uh the meetings where these statements were being devised and just i appreciated the critical thought and the diversity of the team that was on the call and even the sensitivity to the and even the debate that happened as as the team was articulating and going back and forth about language specific words and i just appreciated the sensitivity that they had and to see the finest the final document i appreciate all the work that went into that and i was only on a couple calls and i mean they were hours long and so i just i just wanted to acknowledge and thank the team for the effort they put in yeah yeah i'd like to also include the dei committee which is about 60 community members who are also a part of that process that um then fed up into the equity board advisory committee so thank the dei committee as well for their work in the process guys as as you're talking about the debate i have a question on slides five and six so on slide five so we will deliver relevant and effective curriculum and instruction that is responsive to the needs of all students so personally i would stop there like i understand where they were going with the from marginalized but i think that it kind of contradicts the next slide which talks about we acknowledge the existence of racism are so are we specifically going after racism or are we going after bias and are we talking about all kids or just some particular groups of kids i guess for me those you know what i mean like for me i want to i want to be responsive to the needs of all students right and i understand like i so i guess my question is around the debate on these two right so in one it seems like we're going for marginalized identities so i think marginalized identities i'm thinking you know the kids who are hard of hearing the kids who are severely you know have some pretty severe you know in some of our programs and then i get to the next slide and i'm like well wait a minute was i interpreting that wrong so i guess my question is more around maybe the debate between verbiage and where the thought is between bias and racism [Music] i can offer insight we had a debate around that very same certain piece of adding on whether we want to say including those from marginalized identities or stopping it at all students and that was a discussion that the committee had because it is it enough to say all students and the impetus behind that was as listening to students and parents tell their stories they really wanted these belief statements to reach out to those children and make sure that they understood that it's including those marginalized identities and that's why we landed although it was a long discussion about whether that needed to be included and eventually i believe the group came to there's no harm done by saying including those from marginalized identities to weigh out um what might have been overlooked by just all students all right and then my second question is more of a lawyer question on slide six and i had i had asked previously if this if the statement we acknowledge the existence of racism in our schools in our community opens us up for any legal ramifications because i know there's a lot of schools that are heading this way but i don't know that a lot of them are actually putting in writing so i guess from a district perspective what does that do yeah thanks for the question from a strictly legal lens that first sentence could be problematic because it could be perceived as an admission of racism that could be used against the district so i think the rest of that slide is fine and and certainly you can say something about we acknowledge the existence of racism in our society we condemn racism wherever wherever it is found but just the way that's worded i would recommend wordsmithing if we if we swap it out for bias is that still well i guess it could still be never mind that's a terrible question and then my next one's on we'll come back to that we'll let you wordsmith it that's why we pay you the big bucks right uh the number eight recruitment and retention of staff um again like i think i think the problem with staff and staff not being representative of our student body is a bigger issue than just i i want to hire the best person for the job no matter what race gender sexual orientation i don't care i want to hire the best person for the job i think to address this slide it goes down to slide 13.
so what does that mean that means that if the need and this is um linked to all of the backup summary documents that i'm going to go through with you as the need increases and the need has just a few basic assumptions it assumes we have a carry forward budget and that all the things that we ask for in the budget that i'm going to talk to you about which includes teachers counselors curricular supports and basic like infrastructure like the network maintenance and network servers and buses and the lease costs for this new site um over in brookfield if you baseline all of those items except the lease site goes away in two years um then this is what that means the only thing that grows is like a two and a half percent growth every year in this assumption there's an assumption about enrollment growth and there's also an assumption about the academy here as well in addition there's additional counselors in fy 2023 to add to the middle school counselor in other words in fy 2022 our plan proposed to add high school counselors and then growing that to expand to middle school counselors in fy 2023 everything else stays the same in the out years with the exception of things that are truly one time in nature like i'll mention an orton gillingham um investment for social emotional training for our staff um so what does that mean when we get to the assumptions the big picture this is a cumulative variance so if nobody gave us any other money that would mean that we'd have a 32 million dollar gap in fy 2026 based on our current plan so we meet our needs this year and the gap just grows every year because of the fact that we know in this assumption we're saying the city's not giving us any more funding incrementally if the city kind of pays for the funding that would mean we need three three and a half percent next year another four four point seven percent the following another six point three and then another five point three percent that's a lot of funding from the city so there are some decisions that would have to be made in the future years um so i'm going to take you through the details of what we're proposing this year and what that means for the out year impacts and if you have any questions i'll pause here for a moment because this is this high level summary and i just want to ask does anybody have questions on this i do i have two sure um number one you said earlier all of the out year estimates are based on an assumption about enrollment that's based on the estimates we have that there's no way to take an account and take into account for the fact that we always exceed those estimates right correct yeah here i just assumed a two and a half percent growth on costs and a two percent growth every year on enrollment you know okay is that consistent with the is that consistent with our enrollment growth previous other than other than when we had that ex exception other than 2019 yeah yeah when we had that the two and a half did kind of help us okay yeah but that could change with everything that's going on you know of course um the other question courtney was the matrix money when we did the budget six months ago we were counting on the matrix funding correct correct and this is to say i think it's the third budget cycle we've been counting on that money and just to make sure we're clear we've never gotten it correct yeah we got what is the city telling us what is the city telling us about the matrix money because they're the ones telling us to count on the funding and then repeatedly not delivering the funding yeah i mean so this is the one where i i did not put it in the budget for next year because i'm not going to risk in the budget like that um so there's so thank you yeah yeah because i mean normally you would see a document like if if if the city's giving you an appropriation it usually means they're assuming the revenue risk right so if the revenue doesn't come in but they've given you the appropriation that would in a normal case mean you know that they're assuming the risk and so you still have the appropriation but that's not the way they traded this one so i'm not even appropriating the money so if we get it then it's extra funds but they're saying that that you know the mayor made a deal and this is just from i'm dave st miller their finance director that the deal isn't coming to fruition and it's not in writing anywhere so it's not necessarily enforceable um someone else on the call might know a little more about it than that i'm just paraphrasing from what you know the fight for the instructor told me yeah so we took it out of what we're doing now as opposed to where we kept it in and had to account for it later before correct yeah correct yeah i'm still showing it because i want to show that line as zero because you know that you know it's a gap that we have to make up excellent thank you okay all right i've got a question sure okay on the non-lapsing reserve it comes to about 3.9 million dollars is this money does this have to be paid back is this anything that is like part of our insurance reserve where we have to keep a ratio or yeah it was uh we have the ratio in the base so we always keep the ratio for the um what's called like our mandated um reserve there's a corridor that's like you're allowed to fund up to a quarter max corridor max amount which is what i did in last year's budget so this is taking from that corridor max not the mandated amount rich um so it's best to keep the reserve especially when you're self-insured but in this case you know the city's asked us to use a portion of that towards our operational budget for next year are we opera are we obligated to pay it back at any point in time not on the insurance portion and the other reserves no but it's prudent to have them um but we're not obligated by any mandate to pay that back okay so we would consider this one-time funding in addition to the esser monies correct correct which is why you know it was wise for you to want to show it as an out year you know multi-year yeah um strategy yeah yeah so in round two in round numbers we're looking at about 40 million dollars of one-time spending that we're projecting here between essa money in the one-time reserves correct oops i'm showing the wrong thing yeah 37 plus um 3.4 yeah so 41 about yeah okay the other thing is the assumption in here you have nothing in here in terms of just for clarity so i understand any any further appropriations from the city what you're saying is on the bottom the negative numbers would be what the city would have to fund us if they were whole correct correct the city or the state correct yeah okay then take me through the the increases again and how you did that you had the the increase was for the the regular increase over operating costs of how much two and a half percent and then and then it was that was on what we would call for the keeping the lights on correct okay and then what was the other figure two percent for enrollment so it's about two and a half i mean there's a little bit higher percentage for example for the insurance but on average it's about two and a half percent so some things we're not increasing as great as great of a rate so energy we've seen some efficiencies and that remains relatively stable insurances go up by four point six percent approximately this year it's five um so the the insurances have a little bit extra built in but on average the line items go up by about two and a half percent so why this is increasing because in this year in fy 2020 what two all of the things that we were looking to do so for example 14 elementary teachers 14 high school teachers high school counselors guidance counselors the dean the curricular investments all those things are happening next year and then if you assume that we continue them and we continue to employ them this is the cost of doing that on an ongoing basis once you take away some of the one-time cost so you can see that the total whoops the total expense you know continues to go up but not as as at significant rate and that's partially because some of those one-time costs like the buses will continue but the lease if we are able to fold those students back which is the assumption into our school the least cost goes away after fy 2024.
that sounds good that one oh go back oh sorry i was giving you the photo sorry about that kristen you were right do we know what the distance is between the last full the tread nine and presumably the basement wall where it says foundation wall i'm assuming we don't uh but can you can you repeat that question again do we know the distance between the the nosing of tread number nine as it's listed and the foundation wall directly below it is there sufficient width there for you know egress my thought is could the bottom winder sections be replaced so 10 11 and 12 become a landing and then you know you have uh treads then extending out to the left into the basement and i know our job's not to design it uh but i'm just thinking in terms of hardship because right now you've got a first floor elevation you've got a wall so anything that extends the eight inch uh tread width is going to create you know you're just running into a wall which which gets to be a hardship but potentially one solution to this is to create a landing at what's now tread 10 and then continue with landing it with stairs at the same rise and run you know down to the basement if the drawing is to scale it says one inch equals one foot and i'm assuming that each square is based on one inch if i'm reading this right but again it's going to be a guesstimate i don't have the strict measurements i think one square equals three inches ish one square equals three inches okay yeah that would but again it looks like there's 30 the the photos may be deceiving and it looks like that landing would be much narrower but from the uh sketch it looks like the landing potentially would have the same width as the stair width of 32 inches maybe even more i think it's 32 okay what's the minimum for a landing is there one there is here i would say you're somewhat constrained by the existing stairway it looks like it would be a good idea but would you have headroom issues again if you uh made that stair 10 a landing and then did the 11 12 13 down to a 90 degree angle yeah you're also taking up some real estate in the basement i don't know what's there if you've got clearance at the bottom but yeah those are all good questions um i i'm sorry i'm the homeowner i don't know the procedure to be able to hi john go for it um so if you um look because that uh i immediately thought could i sneak that landing at tread 10 if you look to the left side of that same page i was going to point to it on my laptop but you wouldn't see where i was you can see where it says height from winder steps to basement ceiling and so at tread 10 from the top of tread 10 to the basement ceiling is 65 inches and three quarters which is not enough headroom and then if you and then i did it for tread 11 tread 12 tread 13 and tread9 and there um there isn't enough headroom um there is enough room to run uh run into the basement the catch is the head room okay thank you well that explains why they didn't do it that way in the first place hi john this is angie is there an egress window or another way out of that basement besides these stairs there are three egress windows two that are in what would be the continuation of the room that the stairs discharge into and then there is another room in that basement and it has an egress window as well okay just checking on the being able to get out if there was a tripping situation glenn i can't hear him i can't either glenn are you muted i was uh hi john uh glenn dempsey building official do you have a closet above that uh area where the winders are no it's an open stairway so when you walk into it the height of the the height of the ceiling in that um in that stairwell it's it consumes the whole stairway there it's not a slanted roof or anything am i describing do you get what i'm saying there it there's the staircase where does it start in the building itself in the house so if if you look at um my very non-technical drawings but it's a has a picture um let's see where am i if you it's it's the one that has uh let's see i'm sorry i'm trying to orient myself um not that one the other one oh wait a minute did i did i actually give you a main floor one should have numbered these um it can you stop the the one that i can see on the screen you can see uh where it says 23 by 15 that's the garage it has an arrow pointing towards the stairway so you can see where it falls in the house so to if if we were to extend the stairway we'd lose the access to um the garage from the house and then also would cut that entry that goes from the front all the way back to the bedrooms it would it would eliminate that as well do you see what i'm saying yeah i think so um another question for you in the floor framing above that winder area is there a way to header off and support the floor above to create a higher ceiling height the the joists run parallel to the the main um the main run of the stairway so if you i don't no if you how i don't know how you'd support the floor above it because that's the entry floor do you understand what i'm saying which way are the floor joists running with the staircase or against the staircase they run parallel to the staircase they say um top to bottom in the picture we're looking at right correct yes so they they run from where the address is on the front towards the back of the page john do you know what depth the joists are just out of curiosity you mean how you mean the like i off the top of my head i guess they'd be two by tens okay um uh i i mean if you really had to know i could run over there that's okay um this is the original stairs with the home we did the only modification we did to the stairway was put carpet on it paint it and then added balusters because the previous one did not have balusters yeah i i think you have a serious problem there because somebody's gonna slip at some point in time and they're not gonna just drop down one step they're gonna drop down a couple and they may you may have a ankle breaking situation here i've seen these before and you know that that's the biggest concern and why we were looking at it um of course why we're here yeah i mean it's a 32 to 40 inch drop potentially depending on whether you hit that last tread or not yes mike i see your hand up yeah i was just uh i wanted to comment and mention was this a change of use was that just storage at some point that became habitable space no when we bought the home it was a finished basement um it had you know that 50s knotty pine uh had uh one large opening and then a uh bathroom and like another kind of storage area and so the the use did not change in the sense of as i assume the previous owner used it as a basement where their kids would play etc and it was refinished recently uh yes we we went in and up updated the basement the knotty pine didn't work for us um we wanted to put more wiring in it etc and it just was easier to redo it and then that's that's all you're working on the permits for that currently i am yes it's shocking how difficult is the the way we did this is but we're working through it so layout wise if i could um looking at the photo from the top of the stairs down to the um the winding which potentially could be the landing not that one that one so to the right of the hand railing that's garage so no to the right of the hand railing is is the basement to the left is the garage what's what's on the main floor to the right of that railing the main entryway so if if if we were to go in and remove the flooring etc to allow headroom for um to do a landing and then uh elvis steps down then we'd have to have a new front entry door because that's where the front yeah i get you glad you had mentioned that you familiar with these winder staircases do you have other um and again i know it's not the city's role necessarily to provide solutions but other suggestions given uh what we know about the layout of this property because it sounds like there's some particular challenges here yeah it's a very tough scenario um have you had a john have you had a contractor look at this to see how he might be able to to reinvent that lower area to give you um some headroom height and still and correct the stairs to where you you have more of a landing than a winder um the contractor that's um working us through the process when i explained that there was an issue with the winders and the steps he goes you he told me i have no options this is the way that was made and there's there's no way to to to go in and create a landing and create the head room necessary for a landing to go into the last three steps into the basement at what height where that first winder hits john um what is the height off that winder to the ceiling can you tell me which number you're talking about yeah back to 38.
promotion mr bell and then second or second any questions or comments saying none can i get a roll call yes yes yes 6.1 approval of district and high school personnel resolutions resolved the superintendent recommends for approval of the resolutions as outlined in personnel resolutions under district and high schools 6.2 through 6.5 can i get a function mr validator can i get seven seconds 8.2 can i get a motion promotion any comments why did you get to do something i was going to say something yes yes yes 9.1 we've resolved the board of education approves the resolutions as outlined in financial resolutions 9.2 to 9.9 motion just about a second thank you to the two donations for haircuts and for the uh 1500 that's that's quite generous and i'm glad to see that it's continuing um i we have water and things or shakes and i know that we have really large pop-ups [Music] you can work with the high school yeah we have 10 cents to come in as well you do okay any other questions or comments yeah we're not going to get a little call mr yes yes first before um hello i hope everyone's doing well this evening i'd like to start off by saying thank you to all the teachers staff and board members for making this school year as normal as possible for our children even though we are still challenged by the after effects of the pandemic i truly believe you have all done your best and have really been fantastic in keeping our children in a safe and engaging learning environment today i'd like to speak to like to ask you a few questions related to our ongoing problem in hopes that together we may find the truth for boundaries to succeed we must reflect the priorities concerns and aspirations of the foundry community as a whole is the board open to create a distinct social media page such on facebook to communicate information news and calendar announcements by creating such page we believe it promotes collaboration sharing of opinions listening and transparency all great qualities that we hope the board would want to nurture in our school community can we make this a two-way communication a priority we certainly discuss it if there's as far as whether or not we would do that i don't know who would run the board um whose responsibility it would be um there was a survey that went out for parents um and their preferred communication was actually emailed and less than 10 um that was one of the questions they asked for how to prefer for communication and the overwhelming it was almost 80 for email um i'd say that many times are changing and people are definitely um engaging a lot on facebook about what's going on so this is why we're kind of bringing this question up to see if you guys would be up for it considering thank you in hopes that we may work together we would like to suggest we look back looking forward certainly our school district has worked together with the community before and if it has not let's break the chain and work together to promote a safe and successful future for our children we would like to take the initiative in requesting the board work with us found our community as a partnership where we may be involved support the board and make recommendations recommendations for instance on the new superintendent position that will be available in the near future make the future of bamboo public schools the business of the entire boundary community would the board be open to this initiative absolutely i think um community as well as the school community itself absolutely uh now do you think that this is something that maybe we could schedule a meeting for and try to figure out if we can get this rolling next year we would i would i would wait till then to roll that out i would do it at this point okay so maybe and then in the beginning of this year we can figure out how that can work like i said we have to look at what the whole process entails as far as hiring consultants and making sure that we follow all the appropriate steps absolutely you know we just talk about teacher committees administrator committees and brand communities members as well okay great that's great news the new jersey school ethics act establishes ethical standards for all school officials including yourselves you must avoid conduct which is in violation of your public trust or that may create an impression that such trust is being violated we have become the voice of families staff students and community members and we are driven by what we have heard from the numerous victims and the overwhelming interactions with dr daniel gallagher our concerns have led us to request you uphold your oath and as the final authority in the school district to whom we respect and have confidence that you will investigate legally the superintendent yet why haven't you investigated him why have you allowed him to remain in his position and now possibly principal what kind of specific allegations a lot of people have come up here to speak do you need more i mean help us help you help us i'm not aware of any specific allegations there was a girl here last meeting speaking about it she read a story about another person that went through a situation there are so many stories about bullying about teachers leaving it's a little alarming that you're giving me that answer to be honest first of all i'm a board attorney i'm not on the board okay i was not here at the last meeting okay for everything um i know that there's policies in place equally awesome who made as far as i know very um astute in following the statute and doing the investigations and coming to a determination so anything related to bullying has been addressed and if it hasn't it hasn't been brought to the attention of the proper people so who would you say are the proper people well it depends on who the allegation is against i mean i just said uh gallagher it's always the same person for years it's not one two three four five years i mean this is an ongoing process we're talking about students staff teachers we're talking about back to when he was a principal there was a gentleman that was bullied and harassed with a lot of homophobic situations against him and that's you know that's really alarming my kids are going to be in this in the school system for a while and i'm really concerned so that's why we're here today and if you can let us know what else we can do we'll do it what do we need to do do we need to bring more victims here again how many times do we need to bring them up here i would suggest that you accumulate everything in a written form and present to the board and then they can go from there but i will say you can't go back years i mean i'm not sure how long dr gallagher's been to the superintendent but i know it's been some time i i would suggest you don't go back why not this is an answer i mean this is an honest question because that's just the way it is what do you mean it's the way it is is it the way it is in boundaries or in things forward in general timely manner so they can be addressed when things are fresh in people's minds okay i understand that now let me ask you a question so what happens to when the people it happened at the time and they did come up and it wasn't resolved so then it just happened again then someone came up and spoke up and nothing happened and it happened again as i said i think you need to put that in a document yes okay and then present it to the board and what do you think that we could um what would be the light at the end of the tunnel here do you have any recommendations thoughts depending on what is presented and once it's investigated i i can't predict i don't know okay so what happens if all these people got together and wrote their story down and we shared it all with the board or however the process may be um is there going to be retaliation to those people because it has happened in the past of him calling their workplaces and informing them that that person is abcd that that person is not good to be in that job so what happens then are these people this is why people are not here today you know that right people are scared and this is why the community is here oh okay well you just gave us our answer right yeah all right awesome now as we understand that these legalities take some time we will continue to be aware present and as i mentioned above available to work together with the board and removing dr gallagher from our school district altogether now my last question is are you all your emails up to date and check regularly if uh we reach out individually will we be getting a response i can't speak for anyone else and um okay just questions thank you good night thank you huh hello i'm lauren paxton president of the bbea recently a survey was distributed to the bbea members i have sent you a copy of the questions and results of the survey they should be in your email this has been and continues to be a difficult year for everyone in order to make brook a better place we needed to understand the thoughts and concerns of our members the questions dealt with the handling of covet issues distance learning and people's thoughts about returning to in-person schooling the results of the survey are clear there is a serious problem in dumber we cannot move forward and work together to solve issues that come up that the vast majority of people are afraid of retaliation if they voice a fair thoughts there is a lack of communication there is a lack of trust and there is a lack of confidence in the current upper administration some of the questions our district has taken appropriate action in response to kova 19th 64 agreed the superintendent does a good job of sharing information regarding cloven 19.
we had 716 928 a year ago this year it's going to be 758 098 at this point in fiscal year 2021 we spent a huge amount of money on chromebooks and computer type things instructional software etc however we were able to move all of those expenses to the enrollment stabilization grant so that we didn't have to complete our funds so that's been a good thing so this is where we are from uh the tax rates and they'll actually use the adopted budget for tax rates to set the tax rate but you cannot adopt french amendments for 001 and 610 which are greater than we propose so this is the most important budget in my opinion but in fiscal year 2021 our attack our primary tax rate is 4.2246 on the front cover of the budget and fiscal year 2274.1276 so very similar uh to the prior year can i answer any questions a lot of information the biggest question is dr feely is frustrated with you don't know anything as far as the state budget what the results are going to be and that's which i was worried about the uh helping weapons at one point i said we'll say again at one point in the spring of 20 arizona's showing five thousand students attending public schools that mitigated i even have about forty thousand so every district that i know felt this my old history was close to one third of their schools i think we'd really on august 9th as a regular year starts and it does disappear though you know some students aren't going to want to wear baskets if the cdc or the county health still recommends foreign um i probably did [Music] um thank you so much oh this is that's it we the board meetings we just got the work scheduled in december for uh july we we make the deadline by 24 hours but that budget starts by 15th july correct and so with different limits of greater which they should not be able to provide um but we'll have to revise again by september 13th so depending on because you know that the years that arizona were famous for the years that we have an abundance of funding are actually tougher legislative sessions we've gone out longer and longer my frustration is this uh we had 40 000 kids the state's not paying support for so multiply that by about 4 500 that's a bucket of money not a penny that's coming to schools uh the governors were up and down and so uh that money is going to bring funds this this traditional thing uh with the edmonton new school principal by the way thank you dr gervald for being here tonight we don't have a name tank one yet but um the three of us will be myself dr jabul samias will be the assigner check signers and so i support permission for that um yeah the fourth the third item on the business is of their intergovernmental agreement with the pima county joint technical educational district those of you have been around for a few years 12 districts about 12 about 15 years ago voted to the voters go ahead and join jt and aha was one of those it's always a challenge finding jt teachers and so we have a couple i appreciate jimmy doing the aerospace class this year where he's a history and science guy who fits his his college studies uh to do this we have to have our board approve obviously as well as our attorney our attorney's already looked at and recommends we have a classroom but we had a fantastic teacher there and you know [Music] and there's a list of all the books there the young principal i kind of attacked my librarian one day when she was going through books to discard it and i looked him in a perfect shape and the point was take a look on the inside prior to electronic uh electronic system her question was tell them when that book was last checked out this was in 1994 the book hadn't been checked out since 62. and that's very common the books are either dilapidated because they've been overly used for us when you saw it just take out shell space so what we can do is we'll we will discard these books they can go and land those books or we can donate them to kids and donate donating to rehab other schools in the community if someone knows places focused on kids they'll check out the gallery uh automatically because there's some bill martin looks at him and i mean and i know i can understand why they're getting somewhere now because of the type of year we had things were different and she did most of her book purchasing in the spring yeah and so she and i spoke last week she goes like it's the same budget this coming year and my goal is yes it depends on how much money we give and how much i can twist uh our kids need to put it's done good me too so i'm yes um the next item is approval of the policy uh revised policy gcqe um before we can send this to arizona school board association to adopt our policy we have we have our try and look at it which he'd already has and gave his approval we also need to have board approval and that's what that's why the agenda miss robertson asked about i wanted this on tonight as a first reading and possible tomorrow as a second reading so then go ahead and move on with it to give some history to this as you recall last spring we looked at possible last year i should say uh we had very briefly discussed the possibility on our certified working conditions handbook of taking out all of the policies of all the agreements to be able to leave because there's an inconsistencies in the policy and part of the reason for this muslim and all the part of the reason for this is policies changed and immediately prayer games did not i can't speak for the superintendent but for me if teachers or organization was certified or classified agree and the board supports it by passing uh ratifying the important relationships that's one of the things our lawyer did recommend so do away with no belief stuff in your agreement you just put in policy well in two cases that would have hurt the staff one of them was a non-agreement leader the way we practiced freely right now is five days for instance it's first degree of counseling really um the policy said five days per year period uh hopefully no one needs that but to do it i i personally think that you have that the other policy gc gcqe which is retirement staff members our agreement came a long time ago we say four years if a person's been retired for four years they have an opportunity back accumulated the existing policy says ten years and several talk remember convening some months ago and we were in agreement that that need to protect the staff to keep it four years right those only two things that i can recollect out of the whole lead package that would be they're better off with our the board policy than with reporter or the working commissioner here so this policy is convoluted and mr robertson and i have emailed the text quite a few times today about this this policy basically talks about two things uh retirement setting program at one point when there were ample teachers in the world at least in arizona uh administrators tried to find a way to get senior teachers especially senior teachers to retire because it saved money which still does to an extent and also because we had more teachers than perhaps need less on vacation so this deals with that part of the policy and the stuff the red trent without the lines through it that's what the policy says in other words someone with 10 11 12 13 through 20 and above years of service to the right of the years of service you see two percent three percent four percent to twelve percent they would get that amount of funds back from their uh accrued sick leave um the second one is sick leave payment upon retirement um okay so the retirement program that does not happen are you saying the change yesterday know yes and they often had that they had a certain amount of money they retired but had nothing to do with when you at the end of the year when you retired to give them 60 cert i know i for example last month the board approved a class by a person that's planning on retiring next year in the policy of the vegan program i can't remember which vote said that if the person notifies the superintendent by the 15th of april they get a certain percentage raised that year and the board proved that so that person so that's the type of thing the first thing that was putting out and in the pale blueprint uh the end is pointed out every four years of service like a two years pay increase it should be eight percent increase in salary not six percent four times two is eight not six in the last half of that policy is a little more convoluted that's sickly payment upon retirement what the third page in two pages after this one you see gcqe retirement of professionals and support staff members excuse me again this is this is the four years that i referenced earlier the maximum they can carry in sick leave is 200 days that's not available as uh policy okay this is not the current no this is the one that we wrote this is the one we wrote to try uh based upon uh statute based upon policies based upon meeting for agreement this was to try to be to take away the one you just saw which he did not want to have teachers waiting 10 years from the time i think this is good yes thank you this is the revision i see i see it so the way asba works is we have to send it to our lawyer to get their blessing first because aspa is attorney they will represent the role so they have we got ben's blessing and if the board of truths will send to the sba they they've always said they will not copyright but once policies would change previously i'm sure they did copyrights i don't know why i guess the change was insignificant so we're asking we're asking to do away in essence with the 10-day thing we're saying after four years of every time it can't be i'm going to go move to show so if they have one to 49 days a crude sick leave they get 40 a day so that means they get close to two thousand dollars uh between 960.
