so if you go down to slide 13 we talked about partnerships right i think if you want to address the needs of getting some people into the buildings to be in the buildings and teaching in the buildings and being more representative of our community you have to get into the high schools and you have to get these kids when they're deciding to go to college right i mean we have deca at um we have future educators of america we have a couple different programs where i teach at and i i think we have some similar things at our high schools but i think that there could be a bigger push maybe even with some outside groups to maybe get some of these kids in you know maybe do maybe do some observation hours maybe you know as part of you know a two-hour block and let's go down to the grade school that's closest to us and see if that's something that we really want to do in life because i think the way that you fix this problem is to get more people involved in education which i think kind of lends itself to the community partnerships but i really struggle with slide eight and i i want the best person for the job and i believe that the committee does also want the best person for the job but in meeting with and i've had the opportunity to meet with small groups of administrators of color from our district and find out some of the obstacles this year and some of the things that they have experienced and i do believe there is room for improvement to help retain some of the great candidates of diverse backgrounds that we have also to during the interview process or even the selection process get more advertising and have more of a building our rapport and our reputation to draw in candidates from diverse backgrounds i don't think anyone is talking about or promoting at least my perception is dangerous when i speak for an entire committee of people that we would not continue to hire the best people for the job but we're wanting to make sure that we have um we're recruiting and retaining some of our some of our populations that our students don't see very often i even used which you don't really think of as being from diverse backgrounds but even at the elementary level be sure great to have a few more male teachers you know and so it's not just about race or about it's about looking at your team and how do we have a lot of diversity within that team to represent and to embrace the students and the families that we all represent so i wonder if that one is a matter of tweaking the language um yeah because i think the lay average person reading that is going to to make the same assumption if you want to call it that that alley is but talking about recruitment oh it does say recruitment retention and advancement um i just i think we could maybe just add a little bit like more to the suggestion i would almost say that i mean if you're looking for the best person for the job and what the goal is is to prioritize all of these pieces to give students what they need and in order to be the best person for the job you have to in some way shape or form reflect these students backgrounds and needs it doesn't that kind of fit into not just prioritizing recruitment retention but maybe even more that we believe that the recruitment retention and advancement of administrators and staff with diverse backgrounds is important to provide this to our students i i i'd like to jump in here this happens to be my background so what i think where i see where ali is coming from because when you read it for what it's worth it reads that way but what i think a lot of people don't understand from an hr perspective is when you're recruiting especially in education we recruit from a very specific from very specific schools because they happen to have education programs and what we need to start focusing on is other colleges beyond the niu's of the world the judsons of the world where we see a lot of aurora universities where we see a lot of those candidates from we need to expand our recruitment efforts we need to go to job fairs where there are more diverse candidates and i think that it's more of a systemic thing versus a candidate of color versus a a caucasian candidate i think this is more systemic but i don't think that's what the way that slide reads i think like to faith's point i think we you know we do need more men at the grade schools you know i think in all three of my kids in how many years of grade school we had one so like to me we could maybe tweak that a little bit to maybe i don't really know how i want to tweak that but i think i just want to i want to add a little something more to it to reflect the to reflect well i think it's the word prioritize that is throwing people off like by but advertising it sounds like it's no right i think we should prioritize the retention of staff across the board i mean across the board i think but i think it's equalizing the opportunity that's what we're oh that's nice to do now you can you can see what 20 plus people did over about 10 hours of work and that's and this is what what they came up with so it is a it's a difficult process it was to eugene's point i was able to send it on some of those meetings as well and when you see that sheer volume of people that were on the invitation i thought this is going to be a disaster it was they it was phenomenal they did really great work but absolutely it was round and round on this stuff and when they're in that with that group they come to consensus and then other people are looking at it going wait a second that doesn't make sense to us so but i i agree with ali i don't think that slide reads the way we that it was intended not we but that the group intended um latonya you were part of that group what did what was the i mean this was monson making right yeah i think that that statement is speaks to where i think we want to go um i i know when people read things and it says diverse um you know i'm always um hesitant to um to to try to change the discourse because i think that to save you know it's always about the you know we want how we want to we want to hire the most qualified candidate or you know qualified can be a very subjective word you know we want quality candidates and um sometimes we associate these words diverse with you know a lack of quality or a lack of being qualified and if you go into an interview process and anyone who sits in front of you is qualified everyone there is they won't pass the the marks if they're not qualified so then what what do we look at after that it's the quality it's what is it that we are looking for in a candidate and if that means we want more male candidates then that's what we want and it's not you know people want to talk about well isn't that discriminating no it's what we want as a an organization we want more male teachers and we're going to go and hire them um and so yes we want to prioritize recruitment retention and advancement of administrators and staff with diverse backgrounds i think i mean i'm i'm biased you guys i was sitting in those rooms for hours and hours so um you know there was a lot of eyes on this stuff for months and so i i i like it but i'm just one voice the one last perspective that i would give is is actually expounding on a point that faith said and i think when you look at the team so instead of looking at the candidates when you're thinking about diverse backgrounds you think about the team or the school or the district and what that environment needs and if the environment is a diverse environment and then we know that we're not just talking about academics because when we talk about teaching the kids it's more than just about academics and we know statistically speaking and and realistically how much kid how kids learn and develop especially when it's someone that they can relate to and that they can see themselves in that they can aspire um and imagine themselves to be one day it matters and so i think that if we raise our consciousness when we're thinking about not just what diverse means but what do our kids need to the environment in which they'll be learning in then i think that we can reimagine what we need in each of those environments so that our kids have what they need in order to continue to grow and develop that's kind of what i feel like yeah that's a far more eloquent way to say what i'm kind of thinking about which is that what what the as ali said the best person for the job will be what the team needs it'll be maybe not just that it's not prioritizing who the staff member is so much as it's prioritizing representing our students in a way that's more realistic to the the people that make up our student body uh be it gender be it color be it religion whichever are allowed to be used but that's kind of the point that's the team it's not who's got the most academic marks who's got the highest gpa it's not just who will fit in best with the team and be able to get together for coffee going in together it might be a little uncomfortable for a team to have somebody different it's but it's what better reflects the needs of our kids but that doesn't that that says that to me what you just said oh sorry that it that says exactly what you just said that's what that says i think i guess i would like to add george to meet the i don't remember how you say that we'd have to replay that tape yeah i got i got i got a position i got a possibility we will prioritize the recruitment retention and advancement of administrators and staff with dive diverse backgrounds to ensure our team of educators resembles represents our student body perfect yes that's what i meant to say together i actually i see for me and i'm really struggling with this this is putting it on the candidates and the and the whoever we're hiring versus the process i have a problem i have a problem with putting the onus of the work on the candidate coming in versus our process which we can affect our what we will prioritize is that we will have recruitment retention and hr policies in place that will you know lift up these these roles but putting it on the the people that are coming in is a problem for me because it's not their not their problem it's our issue it's our what can we affect does that make sense it does but to me that's the execution of that right right because that's not putting the hormones on yeah yeah that's the execution we just have to ensure that the pools that we're going to recruit the people from is is based on what you said but that statement we still will prioritize it and if the pools then which we are recruiting from does not contain the diverse backgrounds that we need in order for our for our school our students and our district then we have to do more work to expand the pools that we're pulling from so that we can get the candidates that that we need to latanya's point exactly the candidates are qualified exactly so it's our process so that's where yeah exactly and not just the pools but also can you talk about it oh not just the the pools but also the um the decision making um teams what how what is their you know what are they reflective of in terms of their democratic uh demographics and their diversity and their understanding of what it is that is needed and their abilities to see through those equity lenses critical lenses etc so the word selection is not up there then because if you have if you don't have a group of people who are aiding in the selection process that may not understand or respect or i'll say understand i respect the diverse backgrounds that are needed then the selection the so if the selection process does not also have the diverse backgrounds represented it still may be missed unconsciously right so isn't that still a part of the process like making sure that hr or whoever the decision-making teams are that they're reflective of what we're what's needed it is it's just the word selection is not if i'm recruiting i'm not necessarily in the room selecting the people who are being hired so i'm just saying that so what about that last part that you had on their faith so as it is written in my handwriting right now we will prioritize the recruitment selection retention and advancement of administrators and staff with diverse backgrounds to ensure our team of educators represents our student body yes great i like that i love it i like it a lot very good that's that was a that was a good process we just went through right there it was it really was so that we have we have nine statements and we mentioned a couple others so what other ones need to be uh or does the board feel need to be wordsmithed or changed i i'd like to add in here um we do talk a lot about um the marginalized identities um i do feel that i want to make sure that we're distinguishing between marginalized identities and marginalized systems of belief for example at home one of the unfortunate um realities is that we can't all agree on what is marginalized what does that mean does um and what my concern is particularly in an area of just how a family chooses to particularly qualify lgbtq plus in in some families they feel that that is and i i'll be the one to see that some families feel that this is not something that children should be exposed to this is part of our student body as well so how do we maintain a safe learning environment for all children and how can we address in there that some families have a fundamental it's not as simple as religion or race it's sometimes a family basis and what do we mean when we talk about that um i want our lgbtq plus students to feel safe and included and seen i want our students of color i want our students of a variety all of our religious backgrounds to be able to be seen but i don't want to trample on another group's beliefs as well because to prioritize one over the other is how are we how are we maintaining that even for families that feel that this is not do you know what i'm saying i i have to say this this is part of our community how do we how do we act in a way that respects all religious beliefs and keeps out political beliefs i think that was the whole purpose of this exercise i mean i hate to really state the obvious but these are the people that haven't been seen right and the whole purpose of this exercise was to show them that they are seeing these students that have never been seen before because of the generalized way that education has taken place so i like to use and talk about the deaf hard of hearing because i'm part of that community and i know that they've struggled here in oswego and never before have i heard it talked about until the last two years so it's about seeing people and identities and communities that have never before been seen and so i guess that's the purpose of this exercise if you don't agree with that i i respect that and i understand that you wouldn't join that club or you wouldn't be a part of whatever is being fought for and that's fair so i i get what i i don't think we're trying to um go against anyone's religious or family beliefs but to create a safe environment for all kids regardless of right you know or well so i'm hearing people come to public comment and have concerns yeah over over some of the things that may be at odds with with their identities and their beliefs so i guess my thought is 110 have we had marginalized communities as part of our school district and that needs to change we need to see all of our students but we need to not create a new set of marginalized students who also don't feel heard in the meantime so i guess that's what i'm trying to speak to make sense along that lines so this slide says we will not remain silent and we'll actively speak out and address injustice's dismantle structures so my first question is who is we yeah are are we talking as a district district are is the we to to your point there are going to be people who in some of those communities are not going to want to be heard or speak out or address or you know what i mean so i guess my fear with this is a pretty bold statement for me to say that you know i mean when i first read that i was like oh we're going to teach kids how to go be activists you know but like that's a that's a pretty bold statement irregardless of what you're talking about just to say that we're not going to remain silent we will actively speak out and address injustices i don't know if that oversteps what our position is as a school district like i hm do you know what i mean like i can appreciate that we want everyone to be seen and i can appreciate that kids should be able to feel confident speaking out should they choose to but making a statement that says we will not remain silent and we will actively do this is that a lawyer thing too maureen is it what kind of well how do you quantify what i just you this is a hard issue and this is again what they've struggled with i'm assuming here's the thing when i look at a committee that creates this and all the passion and i am so grateful for all of this i also know that people that choose to be part of a committee like this are are part of this committee because they will naturally want to speak out and and address things and this is why they've selected to be on a committee or like all of us here have selected to be in this position where we get to to create a vision for education in our community but to me marginalized identities also is the people that aren't going to do that i yeah like i almost would say um we will create a structure that ensures inclusive and equitable school communities for people of all identities yeah i mean i just i mean again i'm only one person but that to me is a really bold statement i think the the statement is based on the district and not not the the individual who is speaking out right but as a district i don't think that's our place but i think so i'm let me give an example if if if if a marginalized and i'm not please faith uh jump in if i'm stepping speaking out of the term but this is how i interpret this um if a if a specific group is feeling marginalized is it the responsibility i'm asking the question this way is it will it be the responsibility of the district to ensure that we are speaking out and addressing the injustice and dismantling the the structures that lead to those inequities and if and because this this statement is a district statement not an individual or student or so the answer would be yes it's our responsibility to do that and even to your point all of the groups that may feel marginalized because of this they're now included in this statement and we would have to make sure that that we are doing the exact same thing for any group that would feel marginalized but i think from what i heard on the call is that this statement was put on because there are groups that feel unseen and so you have to put this out there and there are a lot of students that feel unseen because they've experienced from from the district from students and and from staff and so now they're they want to ensure that those who are in power will not allow this to happen in the future i would just feel more comfortable if it said we would be able to but that's that's kind of that's that's coming from the individual's perspective and not from the district's perspective right i mean i hear what you're saying and i appreciate it i just huh sorry can you say the whole sentence of what you um what if i missed it sorry they would be able to speak yeah just we i'm still struggling with who we is i understand where you're coming from like i get a i have a different perspective of it now hearing you but i like i i have some concerns maybe we will be able to actively speak out not remain i think actively speaking out and not remaining silent not remaining silent is would be actively speaking out to address injustices dismantle structures that lead to inequities so do i hear you say it saying ali that um we will actively speak out and address injustices well i think we would be able to i don't know without like meaning it's the not remain silent but i just i think we i think i think that you should have the opportunity to do it should you choose to do it but that's again from well if i could just point out when you look at the nine statements all but this one and the racism one are we will statements all the others are we will statements and i think it would make sense to make them all we will statements yes and so i think it's appropriate to define who is the we and then and then perhaps go from there on these two slides well i mean this is this is coming from the board the board had the opportunity to write this statement they punted it to the committee and so we're finalizing it here but this is a statement saying we as the board of education will support this for the district and so i think that's something that we have to be very cognizant of this group of people um came together and did all of this work hours and hours of this work and i and again it started with the prior board but that's that's what that's what it came down to this is what they distilled and said was important so if ali if you can't support it i totally understand that but this is the statement that they worked on and what we had what we had planned and decided last year was to create a board advisory role for equity committee um to advi and actually in our from what i understand from our board agreements was that we had created this committee in order to review topics we're working on as a board and provide an equity lens to those topics there was never a discussion about creating equity statements that my understanding was that was solely the will of the the committee at the time so what is the committee doing the work for well i guess for now for for this board but this wasn't something that had been begun at the board level this was brought up from the committee as the committee's desire to have the board look at this not anything else i mean so now but if the so if these are can i can i finish yeah um my thought on this would be that part of the language one jen i think i hear you saying that you think that the wii reflects the board and uh the i've heard from some other people that that reflects the district are you saying that it's the board in it as part of the district yes yes that's what i wanted to clarify yes one that was the one thing so the we will i think the standardization of language i agree with worrying on that the we will statement i like the the concept that it's consistent from statement to statement because each of them is equally important i do feel that we could probably address the topic and kind of take out some of the subjective nature because all of these are subjective let's be honest the seven people that sit on this board do not have the ability to know every single action of every single staff member or student to each other we we direct the vision and so maybe what we say is we will just take out the will not remain silent and will actively speak out and and just say we will address injustices we will dismantle structures that lead to inequities and we will work to educate and change behaviors maybe we just take out the remain silent and actively speak since that seems to be an area and maybe i'm missing something very important on why that needs to be there and completely allow for that but to me it seems like if we take that portion out it is more consistent and it more um at a board level speaks to the vision that we're trying to create um and obviously for addressing injustices it might be by speaking it might be by doing it might be by many other things but we don't necessarily need to state that because that is inherent in addressing the injustices that's the mechanism by which we will address the injustices the mechanism is what tell me again the mechanism would be not remaining silent and actively speaking out that's how you address injustices one of the ways so i would think that um our role would be to make to govern and make policy right that is consistent yes with these statements right because we are uh leading the district um so we we want to make sure that the decisions that we're making are seen through an equity lens so that we are consistent with what these statements say yeah that's what latonya that's what i'm asking i'm asking for you to share with me since you've been there does this statement not remain silent and will actively speak out and that portion of the statement does that need to be in that statement for that statement to be i think whoever the we is needs to well we we should probably know who the we we are the week okay so we are we then are we saying that we govern and make policies yeah i think that's right we will we will govern and make policy to address dismantle structures we will create is dismantle structures like are you just like the status quo like so we want to this whatever the status quo is like so a structure is the status quo yeah something that is that is that is resulting in inequities policies practices as you know procedures things that are happening in the school buildings um or are even at this level that are that are resulting in inequities foreign totally get it just falling um trying to make sure we're falling where we're falling in the line of creating policy versus process yeah but the words i'm sorry so that's what i think i was hearing so i'm just making sure that everyone is clear including mostly me so can i assist so we say work to educate and change behaviors to ensure an inclusive and equitable school community isn't that isn't the dismantling structures that lead to those i mean isn't that what that is so when you work to educate and change behaviors to ensure an inclusive and equitable school community don't you do that by dismantling structures so the goal is okay i don't want to spend a thousand hours myself on this so i apologize i don't want to belabor can i try this we will acknowledge the existence of biases and inequities of marginalized identities in our schools and community we will address injustices and work to educate and prioritize work to educate and change behaviors addressing injustices to ensure an inclusive and equitable school community for all people and all identities i feel like it just rearranged everything that was on there so i don't know if it matters i took a little bit of what you're saying um so if we went with we will acknowledge the existence of all that is the same schools and community and then we will address injustices that lead to inequities and work to educate and change behaviors to ensure an inclusive and equitable school community for people of all identities yeah let me ask this to maureen though because i think like we are we where are we at with that we acknowledge the existence in our schools and community well if you say we will that is saying where we see it we will acknowledge it and address it yes that's do that's good okay that's better than just saying we acknowledge the existence right now so we will okay we will ignore okay yeah okay and i think as long as it says we will acknowledge because i was having some exception with taking out actively speak and i guess the subjective nature is how will we acknowledge it but that's something we can put in a policy or procedure later but i think well i don't want to take something out that is meaningful i i think that out is meaningful but i think we will acknowledge is the same as speaking out but how will you acknowledge it is the question does this go back to the committee right and the the training and the things that you know i think led to a little bit of the uh statement here is that we really want to have our administrators and i'll even throw myself under the bus being more comfortable to like oh there's nine out of 10 people in this room that feel good about this and i i have concerns to go ahead and say let's think about all students right now and to have those crucial conversations and to have that even when it might cause more change it might cause a little bit of being you know all this was almost done and we need to go back and do this but to have that um stance of we need to have those difficult conversations we need to be comfortable with you know wrestling with our own thoughts and reflections and maybe even you know learned behaviors that have been there for a long time and being able to say let's talk about this um and a lot of that is the foundation of relationships and trust that makes all of that happen but i think that the group felt strongly that we need to enable more people to tell their stories and to listen to stories and then to possibly change our our practices based on that that conversation and the learning that happened so i 100 agree with that so where i was coming at this from was there was a certain book that was read in a fourth grade classroom that was in my opinion more of a middle school text and it did not address equity equity it addressed one side of the story and i i guess my concern with the way that was written like i like the way that it's worded now but i would also maybe educate our staff that like while those conversations are extremely important they're also you know a lot of times based on the kids ability to empathize and you know what they can actually think about right and also extremely important is showing both sides right right to every story no matter what the story is so i guess when when i first looked at that was the first thing that popped into my head so i guess another piece of this that we didn't really address in here is i i mean training of staff is kind of in here but i would maybe ensure that when these conversations are happening that they're seeing it from not just my side and your side but what about you know with so-and-so's side and how are we choosing the committees to to form these trainings and and you know how do we hear a word of a direction to our administration to include like what ellie is saying i just i want to include what latonya is saying and to include what we are all as a group deciding that we want for the vision for this district when it relates to equity and i think that i fall at going back to the language of we prioritize recruitment selection retention i would fall toward that sort of language rather than dictating what should be taught specifically to teachers because i feel that that's our administrator's role but ours is more to say that as a district we prioritize but i don't we're i think i think it's i think that the older the kids get the more able they are to see you know both the light and the dark if you will like here's you know one perspective here's the opposite perspective and either one of them is wrong no they just each have their own perspective but i you know again i would be careful because you can't really do that with a nine-year-old in every instance well sometimes so at this point are we yeah are we saying we want to wordsmith this ourselves are we saying we want to kick this back to the committee i think i'd like to have mourinho take a quick pass at this with faith if maybe the two of you could work together on this one because faith has taken a lot of good notes and maureen you've got a little bit there to make sure that we're talking about what we're going to be doing um as a priority um would that be something that would make sense to have you guys work with absolutely yeah i think that's a great idea and i do want to acknowledge how much time and effort the committee put into this i mean i was also on those calls and you know we have we're here jumping in after the fact and i i do feel a little bit badly about that because they spent so much time and really excruciatingly going through every every word but we we do have to make sure that that it feels right um for the board for the school and the community so i would be interested to hear what they said after the wordsmithing though i'm not yeah yeah yeah just i think it would be i think i think um i think it'd be good yeah because like i was saying in here i i don't necessarily know where something that i think we better not risk it so to speak is actually the key point of it i i don't know that i'm this is not my area of expertise well i'm sure that's you know that's a piece of it is not dancing around the subject and being direct but i i agree let's let faith and maureen work on this and then we can take a look at it again as a board and then decide if we're ready to vote on it i think we should also let the committee see it one right before we vote on it faith because otherwise because otherwise we may lose the spirit of why it was it was done maybe you have it for information and then have it go to the committee for a pass through and see yeah and then come back can i also morning sounds good this is a big deal i don't want to rush through it exactly yeah but they don't work during the they don't meet during the summer correct no they do not so this process would take us through september yeah can i ask maureen when you guys take a look at it just in terms of adding policies i can we just add our own policies do they have to be approved by i mean you know are we talking about the isbe type stuff are there some new ones that come down to address this well you already have policies 5.20 7.20 the equal employment uh equal educational opportunities so we're just talking about tweaking our policies not creating branding i think it's just more of a vision statement yeah i think okay yeah i i don't know maybe i'm missing it but i think that that's what it would become a guy not just the vision statement but it would become the guy the guy for how we yeah i think the next steps would be one once we have something that we approve to bring that into in vision 308 and what those strategic goals are and how you weave equity and these statements into into our long-term goals can we send those out to the board can we send out all of our current what we have just in terms of policies just kind of where we're at or just the numbers of them we could look them up ourselves policies for which policies would be affected is that what you mean more to the point of where are our diversity and equity policies right now but i think this becomes a lens for everything yeah like i can think of an example and i don't know what your policy on this looks like but just i was working today on dress code and hair discrimination right and if you have a dress code and grooming policy that says students must have hair looking like this or that cannot look like this um that's a policy that looking through this lens could be problematic yes right so you have to reconsider that potentially um yeah so you're right it could be any and all policies yeah i don't know that we could easily identify so that would probably be then the next work of the equity committee would be to with the policy policies somehow i don't know but it seems like that would have to fall next so we will uh we'll tweak the wording we'll bring it back to the board get the board's approval we'll take it back to the committee get their approval and then we'll bring it back to the board for final approval yes yeah okay yeah sounds good yeah all right so shall we move on we've taken good notes so i think we've we've heard where the board's coming from here we record these things that's true too thank you ursula so all right item 7.5 as regards to graduation requirements so the following information was presented to the teaching and learning board advisory committee and is now being brought to the board as information tonight we have our executive director of accountability in high school education heather kincaid and the oswego high school principal mr chris crays here to present so heather chris thank you for both for being here tonight and the four is now yours good evening thank you dr sparlin so i'll start us off um so we um met as a committee um a proposed to propose some high school graduation requirement changes that will go into effect for the freshman class of 2026 so that will be the eighth graders that will be starting next school year so it won't impact any current um high school students but it will impact the class of 2026.

and the enrollment projection is based on what was that two percent based on on what a trend i mean we got the demographic analysis but i think they were refining it so um it's not it's not an exact thing with the enrollment it was just building in a number really yeah when you say the thing is when you say enrollment what costs make that up that's what i'm trying to differentiate it's i i didn't hear that the demographer gives us that average and we've been using that but i didn't hear the cost thing i'm sorry yeah yes so as i'm looking at it there's a percentage increase based on keeping the lights on and then there's another percentage increase on what you categorize as enrollment costs yeah right so what would be some of the items that would be considered an enrollment cost so everything so basically like our current you know uh pay-per-student i multiplied the enrollment cost times in a per uh dollar per student investment so it would include curriculum special ed teaching whatever it costs to you know do business for those children like to perform education services for those kids does this current 2022 budget include the proposed increases that were given to us and we're going to discuss in the executive session yeah in the reopening plan yes rich this includes 100 of those costs which which includes the rental of the facility um at least 10 buses for example and it was a little bit refined because there were additional teachers that we added that i can go through in the detail but initially we had a certain number of teachers and course overloads to get the safe distancing at the high school and at the elementary schools um so yes today is your question this the fy 2022 includes all the reopening proposed items the tents as well and would you include in the numbers the potential savings on a bus contracts that were there yeah we adjusted for the savings on the bus contract yes okay one other thing out of the aggregate of the 41 million dollars of one-time spending okay a ballpark number if you know how much of that would be attributed to one-time items well that's a good question over time but you know i mean if you don't know what you can calculate my my point is yeah is a lot of it's personnel so it is ongoing yeah yeah yeah rich there are no um one-time wonders here leases or stuff like that that i know there's a there's a few um ducks out i couldn't it doesn't then it's it's minimal so it's not even worth talking about well i mean there's there's some amount of curriculum funding that's one time there's uh the maintenance the servers the cost for the servers is considered one time um yeah i guess the furniture and stuff that we're getting too yeah that's maybe maybe two million dollars three million dollars a little bit more i would say probably about four million over time yeah but i can i can get that number okay my point is this when we look at this and this is the reason we had this develop we're in a slippery slope here what we need you know i don't have the answers to what we should do we shouldn't do but i think going out we're seeing in terms of the the the city need that that we're looking to get is as it grows and you get to 25 and 20.

so the basement floor to the ceiling it's eight feet zero and then when you step up on to step number 13 is that the step you're talking about or step number nine or ten well i'm talking about ten so you're looking at um ten is sixty five inches three quarters and that's even 72 inches wouldn't be acceptable so understand i've i've tried to come up with i i just can't figure out a solution i do know that this is the van duzen subdivision and there's kind of a repeating pattern to homes in this neighborhood in other words it's the same model duplicated maybe with some slight variations and there is a home in this neighborhood that had an extensive um remodel and and that was in 2012 and they were granted a variance on the same steps um the i think i talked with deborah about that and she could not locate the the city paperwork on that um i talked with the owners of that that property um and um they're the ones who i said look blah blah blah the our steps that don't mean code and they go ours didn't either they gave us a variance i tried contacting their builder um via phone and email and the builder never got back with me and um and deborah i thought i'm not exactly sure but search city records and and couldn't um couldn't locate that specific instance that is correct yeah this is really a difficult situation i completely understand the city's concerns in terms of you know if you're coming down the right side of that stair but yeah you almost wonder how this got permitted in the first place and it sounds like there's no evidence of you know this wasn't a new stair put in where someone tore out an old one and i'm presuming the house always had access from the first floor to the basement and and there's another home on crosby crescent as well that has same floor plan same winder steps and it has the it still has the 1950s basement where you know the knotty pine uh tile floor etc um i mean that's just how uh van duzen who is the builder squeezed that steps into this floor plan this is uh i understand it is a tough situation it's also a safety a big safety issue um you said your floor joists were two by tens you believe um i i believe i'm i i do live very close this property if you really wanted to know i if you gave me five minutes i could run over and measure them i'm pretty confident they're two by tens actually they might even be the same as mine i don't know why they would choose a different floor joist from house to house this i'm going to step away for a second and just go have a peek and then i guess i'll take this opportunity to remind the board that this is also the variance where we received the letter from the renters indicating that they needed to well they were hoping to take possession i guess by july 1st and that's we heard from caitlin i think one of the renters caitlin i think i got the name right sorry if i didn't um and given how tight and difficult the housing market is i do want to you know just make sure that we're keeping that in terms of our time frame right so that there's a decision to be made um you know if if this doesn't move forward favorably that they have as much time as they need or if it does that they can rest assured so either way well what would be the outcome of the homeowner taking no action i'm assuming the basement is then unoccupiable that's a good question i don't know i might ask john one more question i i think it was in the pictures you have one handrail on just one side of the stairs or on both sides that's correct it's on one side there is a handrail only on one side that's correct thank you if you need a handrail on the other side we can have our contractor put a handrail on the other side i'm sorry i was just gonna um say can staff answer kristen's question um i think there's always an option of just not making a habitable space but can um can inspect the bugs or answer the question this house was previously had unhabitable finished basement it was it was a partially finished as a wreck space with a little bit of basement uh bathroom stuff in it but nothing big and then was more recently completed with a bedroom and a bathroom you recall what year that was brandon that they did the renovation uh it's still under the permit process now oh thank you um uh the the joyce in my home which is is in the same neighborhood they're uh two by two by eights not no that can't be right what's it's nine and a quarter so that would make it a two by ten i think i have a question for staff if we added a second handrail i know that there's a tripping hazard there and i do understand the situation but if there was a second handrail added would that influence your decision at all would say no that wouldn't that wouldn't change the decision okay as well i'm also going to add in here that because this is under the permitting process it looks like a permit was just pulled on six three to finish the basement um i'm a little confused as to why these stairs were not included as part of the permitting process when you're trying to convert a space to habitable space it should also include looking at the um the stairways and so is there a reason that that was not included on the permitting process are you speaking to me yes um uh we did the basement re-redid the basement ourselves we were clearly not aware of the issue with winders and tread tread depths and and so um since we didn't touch the stairs the the builder who is helping us with the permitting process uh didn't didn't include those in his uh whatever you call it when they submit the paperwork okay so just for my clarification um the building permit was submitted as a building permit to review work that had already been completed correct that's correct we're trying to get this house up to snuff gotcha okay but with a with a two by ten even if you you know took that depth to zero which you can't do you still don't make it correct because when you turn that corner you'd be you know let's say you gained six inches you're still going to be at when you come off tread 10 let's say that's the landing elevation you're still going to be like six feet and that's even if you're able to carve out quite a bit of the joists so it seems like there's you know just my guess would be there's probably not an option even with reframing or going to steel or something like that in lieu of the floor joists to make it work i thought i saw someone's hand up but i don't see it up right now so if i'm missing it please let me know it was glenn but he put it back down okay thank you that's what i thought i did remove it okay so i've got a question for glenn what if you um for lack of a better term put a newel post at the bottom where those winders uh come down to nothing that you had to walk around but there was enough uh width up above the newel post to satisfy the tread width but just the newel post was big enough so that you could not step where the tread goes down to nothing so you had to step around it you ever approved anything like that yeah you probably are incringing on your width quite a bit in order to move it in far enough to give some type of tread there but but better than having those steps that go down to nothing because i i had a staircase and like that in my house in maryland and i was the homeowner so my falling down that portion of the stairs you know that was my own problem but in this case so there's nothing there's not like a hub that you could that you only had to you know put your hand on and step around at the very bottom do you understand what i mean yeah i think so imagine like a basketball on top of a 6x6 so um yeah i understand what you're saying it just it's um it's going to infringe in the width quite a bit yeah if um you might have a question for john um again um you just turned in paperwork for that uh the building permit for this remodel yes okay and then um going back to the picture and i'm trying to find it right now on the heights what is the what is the height of the basement itself to the bottom of the joist eight feet you got a full eight feet so you got ceiling height requirements when you're in the basement you got your ceiling requirements met yes it's a it's an eight foot it's an eight foot ceiling um actually in some spots it's even higher than eight is that right i i'm not in the house i don't recall exactly but it's it's an eight foot ceiling from the basement floor to the basement ceiling at least for sure at that step area might be slightly lower in the main area of the basement so a question for city staffs since there's a permit pending for modification of this is is this this is additional information is it appropriate that the board is addressing this and it's not being addressed as part of the permitting issue or process gary you're you're right on track i was just about to interject um that's one of the reasons why i asked about the permit i'm seeing that looking at the um records and it just got submitted last week so actually um this probably should be moved to um if if a variance would be granted because they are creating space um habitable space it should be a bba situation if a variance is actually granted it should be moved to a different board um and reviewed because the permitting process is going to be that stair way should actually be added to the permit if they're creating habitable space so it does need to be added to the permit and that at that point is it going to get denied or approved to create the habitable space with that existing staircase and that's when you ask for the variance thank you alicia i believe that would be my opinion also i was looking at the application it's very limited information and i know when my plan reviewer uh responds there will be quite a bit of questions on it but um the staircase would be important with regards to the building permitting uh for construction so this situation where the city is withdrawing the variance and moving it to the permitting process uh chris i believe that would be the right right course for this um not realizing that we had the application just recently submitted and we can discuss with the owner on fees that were paid and so forth and moving into this this uh hearing here so i'm sure there's some adjustments that we can make to to move this uh properly through the process and i believe it would go back it'd probably go to the building board of appeals um because of the access to that habitable space that's being created i actually do have some questions when you're done chatting just for clarification for me so the basement was finished um it was a finished basement prior but was not is not was not considered by the city habitable space um and so i i i'm not sure how that works because it being that it had finished walls etc it seemed pretty finished to us um so then if i was the homeowner living in the property this gets treated somewhat differently than it is as a rental property is that correct so when you go to habitable space and so forth um the concerns would be that the bottom line is uh the safety issue at the very bottom and it can be brought up throughout any any of these processes um because that's my biggest concern any occupant of your property that you're coming in and we're becoming aware of you have a serious situation that i wouldn't want anybody to break an ankle or a leg or cause other issues in their health because of that that drop from those stairs and and so glenn since this clearly is your what you're good at i'm getting the feeling that even through all the permitting process unless we can change how that winder is made that stairway is not going to get approved i would like to i i would like to get some pictures on it or get an inspector to take a look at it to get some opinions um i'd like to talk with your contractor more about it but i am i am very concerned it's so not only is it you will not be living there you have a renter that'll be living there i'm concerned with what might happen after this is all corrected and that's that's one of the things we're looking at when we review these plans so no problem where i'm going with this is these people are expecting to move in july 1st and so that's why i mean i i really if you were to ask uh deborah or brandon or chris i i've been in contact with them with regarding mechanical electrical plumbing builder the builder was a very difficult person to get a hold of because it is a really busy time for them which i'm sure you're aware um and so our dilemma now we push up against when caitlyn and john were to move in if i can't get the variance on the steps then i can't rent to them and and um and part of contacting deborah in april was trying to figure out can we resolve this issue so these people can move in and if they can't we give them some time to find an additional another place to live and from what i'm hearing today is that's incredibly unlikely and so we need to proceed a different way with this with our home because i mean i can sell the house to someone they can know the problem and they can decide what to do but i can't rent it to someone i think that's what you're telling me yeah i think with the situation if it were considered storage it might become under a different different envelope you're looking to finish it and call it habitable space um that's something we would have to review further okay and and the risk is so if if these people move in and then you say no it's not habitable space what what's the procedure then a lock gets put on that that door and they can't go down there or i don't i don't i can't i can't visualize how that would work so as as storage space they have you have storage spaces throughout buildings in various locations you have storage and attics you have storage and basements and they're they're entered upon the situation of being aware that you're going in a storage area you're not going to be traveling in a regular situation you won't have people visiting those areas on a regular basis friends and so forth so storage areas just are treated a little bit differently and you just have to be cautious where you're going but habitable space going up and down on a regular basis to visit that location um can be an issue and so i guess i guess that's where i'm i'm looking at so um i wouldn't mind uh seeing some more pictures and seeing if there's anything that uh maybe your contractor hasn't uh come across or come into that he might be able to affect or correct the situation okay is there any way to pull that stairway back into the house a little bit enough to to eliminate that winder problem i'm not sure i i myself would love to see some more pictures on it and um maybe get some more eyes on it to take a look i understand your concern and wanting to get your applicant or your rental um the people that are going to rent from you get it get them in there but uh yeah i think it needs to be addressed further i i i hear that i just like there are lots of people that need to be treated fairly here and mostly it's the renters because they're the per they're the group that's coming in from the outside clearly we didn't follow the process right and so now we're trying to figure out how to make it up um i just short of i the only way i could figure out um how to make this stairway work would be to drag it into the house which would like i said previous would block the the door to the garage which there the garage doesn't have to have a door to it um but then it also like there's a essentially a hallway that kind of moves through the house and i don't know how that changes how that changes uh like flow stuff if that's an issue or not um so uh i i i you know what i'm i'm wasting your time here because you're you're clearly you you need to table this to a different actually it sounds like you're passing this on to the building department and and are going to let them decide how to manage this i think is what you said the building board of appeals is that correct um yes i believe this would go into the building board of appeals okay all right um and that's well here i i don't wanna i don't wanna hold you up you did you didn't sign up for this to talk to me all afternoon i appreciate your time um clearly would have liked the variance to be granted like the other home in our neighborhood but i understand that renters are treated different than homeowners um is there a place to look at how i can go to the renters and say look you can't use that as habitable space but you can use the basement as storage space is if we included that in the lease um like made an addendum to our lease does that meet the intent there do you get do you understand what i'm asking i think part of the issue is going to be that the basement's already been completed the work is already completely done so um i think that might be part of the problem well there's is there a definition of what storage space is supposed to be be like i mean it can be a really nice storage space the catch is once they move into the house i don't have any control over it it's their home and and so how they were to use it unless i go in and check up on them i wouldn't know how they're using it so um i i like i said i i am i don't want to take any more of your time uh thank you so much um and i guess either glenn or brandon and i'll be hearing from you while we're working our and deborah working our way through this process so john i just might ask why i have you here um i can get back with you tomorrow and discuss this further i wouldn't mind uh seeing what you have there but we can pick this up again tomorrow if you're available so um do you have my phone number i wouldn't mind talking with you i mean it would be nice to resolve this i my concern is this poor couple it's like they move in in july a week later they leave for uh long island and are getting married they were supposed to get married last summer of course that didn't happen and so you know just i can't imagine laying more stuff onto this this couple so um anyway glenn um i think you must have my phone number and something that would be that would be great if you did call um i i is your area code of 517 so when i see it i don't think it's spam um i believe i have probably an email for you too i can send you an email and set up a time that would be great thank you i do believe we have john reiser you had wanted to have an opportunity to say something and there is also another hand raised yeah so um remember there's an agenda and on this agenda is an item for 1230 van dusen and it's the board's call as to whether or not uh you know this uh they're going to put a motion before the board in other words there's a proposed motion the board could grant this appeal because they have that authority if they find that it presents uh practical difficulties or undue hardship and that the variance does not violate uh the intention of the section 8504 and it doesn't jeopardize public health or safety i'm not saying whether it does or it doesn't but whether or not this is granted right now it's up to the board so don't withdraw your if you want to withdraw it and talk later you have that right but you're also before the board on an appeal that you have a right to have heard um i i'm you know i know there's a lot of give and take on these boards but we're operating under parliamentary procedure um with an agenda and you're an agenda item so um this is kristin i guess i have a question on that so if the city is choosing to withdraw this because it's supposed to it should be i guess as part of the permitting process and go to the building board of appeals would they also have that right to withdraw it well he it's my understanding that the applicant has put forward uh or is it just the applicant pardon right right the applicant because it's the applicant that's appealing that's right so it's it's his call he could say glenn it was nice talking to you thanks i still want you to vote yes or no on it and then he could take it to court or he could or he could withdraw or you could table it to another date i'm just saying there's a lot of give and take but there's also a formal proceeding that let's not forget about whether that's a motion to adjourn a motion to table a motion to the board still has to address the agenda item yeah that's right don't forget it's it's still uh before you in in some form right john but a but a question present let's say we you know for argument's sake we approve it i'm assuming this still goes back uh through the building process and will be reevaluated again i'm assuming our approval does not supersede anything they they would or wouldn't decide well with with respect to a few grant of variance under 8 504 for um under the 9 inch tread i think it's not the 9 inches so much or maybe it is but it's the it's the corner for lack of a better phrase right so this this board right this board would have the ability to uh trump you know the process of reviewing the permit well that that is your statutory authority yes you or you don't do it so you know you get to issue variances to the code yes whether you should or shouldn't that's within your province you're purging i understand uh thank you john the other john i see you have your hand out sorry so i i guess um john r thank you very much for that well i guess i would like you to take the time to vote on it because if you were to vote yes then we still have things that we need to take care of on this house but the one thing that we can't change is the stairs at least without significantly reworking the home and kristen if you could just um uh the i think it was the tenant that had their hand up so if you could just uh acknowledge the tenant oh sorry i didn't i don't have them on my screen was it caitlyn did you have something yeah caitlyn's got a question in the q a got it so just reading the question it says can i ask what happens for us in the meantime our current lease is up in july i heard some conversation but caitlyn i i didn't hear like kind of a strong answer i think it sounds like it's going to well there's two processes here right we have the appeal before us we also have the permits for the basement um that are also being reviewed i didn't hear uh an answer maybe i'm sorry maybe i'm just not recalling we had a conversation about whether or not the basement is currently considered habitable space and whether the permitting process would change that um again i believe that might be through the building board of appeals so that's maybe less of the scope of this board typically but the house isn't currently rented right correct okay now i'll also say that if you look on page two practical difficulties are undue hardship the variance does not violate the intent and i'm sure the attempt is like safe stairways up and down uh variance does not jeopardize public health and safety again that's your call maybe you think it does maybe you think it don't doesn't but there are also stipulations that you can attach to your approval if you want to prove it i'm truly not trying to slay your vote i'm just saying you have the prerogative to do what you will uh if you make certain findings and you can attach certain stipulations to those findings right and and i appreciate that i mean i think you know it would be helpful to have something in front from the construction authority or you know the contractor saying that there's not an ability to um alter the stairway i mean i think you know you've provided that john owner john that lawyer john um so it's verbally based on conversations um it sounds like there's you've done a great job on the head room and i think that answered a lot of the questions um you know practically speaking i think that you know it it sounds like that but it's difficult to determine with certainty and i would imagine uh given that there's these two processes going on that makes the decision of this board particularly difficult because i think they both hinge off of each other but i also fully appreciate the timeline that you're on and you're for your tenants can city staff tell what is the minimum required width of that stairway 32 inches okay 10 inches in the middle section though right because there's an no 32 that was the answer kristen so the width of the stick or the width of the stairway sorry right right i was doing trend depth on the winder and then i guess also from the city um is there any historical um perspective of winder staircases and variances that you were able to determine uh when you were doing research on this particular house there's a question for the staff if there's a need um i don't i don't know of any um i didn't i mean that would require going into and looking at other properties and what was um was applied for and approved there and i don't know if there's a history of doing that or if we look at the properties on an individual basis and make a determination for that particular property which is my understanding right but we're also trying to look at past practice and what precedents have been set so i wouldn't have any information about other winder staircases that have had um variances approved thank you and hate when i saw your question in the chat that you wanted to ask another question go ahead this is actually john her husband that was i don't know while at work um so i'm just curious has been trying to follow along but i guess what's kind of the interim timeline i think we said we have a our lease is up beginning of july in our current housing in ann arbor we had signed this lease in january to move in july um you know it puts us in a slightly precarious position um at the same time it's a little frustrating with uh our current apartment was cited for being against code almost 16 months ago by the city and neither the city nor the landlord has followed up about that so it feels very frustrating to hear kind of this given our current predicament our current unit not being co-compliant so um yeah just any help about kind of what we should do because um honestly being told you're not sure about housing three weeks from now it feels like a bigger public health safety than the stairs at this point i'm going to offer up some just some last thoughts for is from the um perspective of our our service area um what would be fair and equitable right now is that because if the rest of the house is fine there are no other violations that need to be corrected we would say because you're going through the permitting process for the basement we would ask that you just not use that as habitable space until it has been approved um that would probably be the best way to do it if you wanted to go that route and that way the attendance in the morning you can still you can still get a cfc with stipulations that the basement not be turned into habitable space until it goes through the permitting process um uh but as john reiser mentioned the board right here just needs to make um some kind of decision as to whether they're going to approve a variance or they're not or deny a variance and actually um any other variances that would be requested would be if you are denied the permit through the building building services process so if you go through review and it is denied that you cannot um get approved then that asking a variance for that through the building process would go to the building board of appeals so at this juncture uh this board needs to make a decision as to whether they're gonna approve your request deny it table it um whatever they want to do and then uh we would from the real housing standpoint like i said we will work with you um to say you can't use the basement as habitable space at this point and then we would move forward from there thanks lisa that would be my suggestion that's helpful context can you maybe inform the board um of the implications it so if we approve a variance how does that play into the permitting process if we deny a variance how does that play into the permitting process and if we table it does that impact like the cfc so if you deny this variance and say that you're not going to do that like i said the options would be just that the basement cannot be habitable space they can look at another option but it can't be habitable space um storage or whatever as glenn alluded to earlier if you approve this variance um that i'm a little gray on as to what would happen from there because uh there this is still going through the permitting process and so that i'm a little gray about because it if it gets denied through the permitting process um i i'm not sure that your approval for the variants would hold up if it's if it's in a building process it is in the permitting process they should but yeah years in the permitting process they are they have submitted a permit and it just got submitted and it was submitted after the appeals was submitted so they just appeared they just applied for a permit as of june 3rd okay but yeah sorry just to keep asking the same question i appreciate that lisa but yeah i i thought i heard from john that if we approve this then that's uh for the building authority that's off the table this is approved and that's the end of consideration you know from my perspective there's no point in us approving something that's going to be looked at and re-evaluated again if if there's you know if we approve it and then it that's taken off consideration in the permitting process then then i could see the reason to consider approval but if it's approved not that it's going to be but if it's approved then he might withdraw his request for permits because he won't need them anymore if he if they're approved with any stipulations you know such as shall not use the basement as a habitable space or whatever you folks are talking about but uh my understanding that people can always withdraw requests for building permits and i would defer to glenn on that but it isn't the permit for a change in use our finished basement is what the permit is stating it is for finished basement i don't have the the drawings and the plans in front of me but it is for finished basement and it includes when you're turning it into habitable space if that includes review of the stairs i am not sure that the housing ordinance would trump the building building code right that's uh that's yeah seems like that would be my question as well and that that's what i was alluding to that if this is already in a building process under building code housing ordinance does not trump the building code is it okay to table this for more information if it becomes an issue with the building department is that too many is that kicking the can too far down the road i'm not sure what tabling would do if it goes through the building process and it's going to review okay deny through the building process and it goes to bba i'm not sure what tabling it from the hba standpoint would do okay i get it i think i think to to make long story short i think this was presented to the wrong board and it should have been through the building board of appeals and because the ability permit that submitted after the appeal it really is for the applicant to withdraw his appeal to this board and appeal to the appropriate board it's my suspicion that's what i think at this point is it's not there's nothing for the housing board of appeals to grant a variance for and if it were to be decided or tabled depending on the decision the cfc could proceed if the renters just didn't use the basement as habitable space so that's still an option as well okay so i think that answers your question caitlyn man after not having a lot of appeals we've had a few uh really complicated ones here all right oh deborah did you have something no i was just going to agree with you yeah i'm not trying to kick the can either i just normally this this board has seen variances where there's been an inspection in an existing property no intent to modify the space and and we can look at at precedence there potentially and make a decision in this case you know there's also a permit being requested so you know the the building board of approvals may have more perspective on precedent when something like that's going to happen so i it's difficult i mean yeah i mean i i agree jerry i i feel like you know if we didn't have kind of this time pressure i would certainly my my inclination work like setting aside that the timing would be because there's these two processes to have the building department go through their permitting process separate from the rental piece because i think that's you know i don't want one decision to influence one way or another the other decision um it seems like that's just the appropriate thing to kind of look through it uh one at a time and if you're and and it's my understanding that if you were to do a basement the stairs are automatically included as the access point regardless of whether or not there were modifications to that staircase um so i think maybe that's why it wasn't originally slotted into the permitting process there any other items for discussion while we're on this topic so for for john are our only options to approve or deny or is another option to you know lots of options the applicant could withdraw based on conversations with leonard or you the applicant could uh you know ask that his uh his application be considered and it's on your agenda for so and you could prove it outright you could approve it with stipulations you could deny it um if you do deny it you're gonna state you know what your rationale for is and if you look on pages two and three you have before you in your packet all the information that you need to make your decision or to table it to that first your meeting in july and then it never gets brought back if it's the wrong forum that's something that mr stright mr dempsey can work on the interim okay thank you all right thanks jerry were there any other questions comments concerns before we make a motion because i heard homeowner john that you did want us to move forward with a decision or discussion today i was you're here and i've i've presented everything i know it's would seem that why wouldn't you and then it would just give us a starting point for what to do next i guess i'm asking i'll feel comfortable with the most i guess i should make a motion to maybe approve the variance with the basement being used as storage space only at this time unless the building department allows for the stairs to be used to access livable space [Music] how'd i do great and i would ask deb williams are you the uh uh keeper of the records i am and do you need that red back or do you need to uh if she could read that back for me that would be awesome okay so do i need to list the variance in in the in my motion yes you'll need to come up with a rationale one two or three or some version of those three and then if there are any stipulations to which you are granting your appeal assuming it passes uh you'll need to have those again on page two the stipulations attended to or pertinent to [Music] okay i'll share my screen so you can i'm pulling i have i'm double screening today so i'm trying to do this myself but um oh my gosh i forgot we're way down at the bottom okay so i am this is where i always run into the trip it up part um [Music] oh sorry i went back too far i apologize i know everybody's trying to get out of here let's see how's the board up here okay i propose to approve housing board of appeals request number hba21 at 1230 van duzen to approve the variance on the stipulation that the basement is used for storage only period and if the approval or sorry with the approval of the staircase to access habitable space be given to the building board of appeals due to financial hardship because he already has a lease in place okay um did i forget something john i'm sorry i would look at page two and maybe you are that talks about the practical difficulties or undue hardship the variance does not violate the intent of the section the variance is that i would really look at that because that comes right out of your code in the arc ann arbor code 8515.

that's correct if they had 50 to 99 days 50 days department 50 per year 100 200 to 200 days 60 per year per day i'm sorry and that will depend on the individual recruit and sick leave everybody's pay stub has uh the end of the days of recruit sick leave behalf so it's classified certified uh they know every two weeks of what [Music] it should set the top of the paragraph upon retirement uh uh risk or death above the top paragraph right under a simply didn't really violence in three weeks from the military it's not like he's not going to do another job but i just wanted to know should that be specific we could easily do that we could just put asrs or parentheses after that yeah because it says it says as here and after we find but it does not be fine and this is this is breeder it's in my opinion is simpler to understand uh it deals with kind of convoluted i still i still hope that this protects the rights that we all talked about several months ago about protecting the teachers right to retire for four years um this is rare anymore that we have teachers here to retire this rare knee district they got retired at some point but uh knowing administrators in the team's area uh teachers are moving across the streets to change district because they may or may be a working teacher a young teacher they may make three hundred dollars more so they will change districts it's not like it was in the odds and also because the number of international teachers we have it's rare we have international teachers here once the time to retire we have one retired from the native so a question it also says maximum of 200 days yeah so that is addressed elsewhere in politics so does it need to be here or is that just i think it's i think it is things like that especially when people and so there probably should be a reference to the other policy yes because it's duplicated so asrs applies to all stuff yes yes the governor can't get the money the legislative campaign in some states until the house completed billions of dollars i'm sure and not every public employee volunteers are asked some fire departments or so appreciation so everybody yes i'm teaching and i have been here seven years i've got my fourth medicare i think and that's not an us rule that's a federal rule that's when they come with their visa there are certain things that we're not allowed to pay them for their visas thinking was that people from one culture no work in another culture [Music] this year left because because you don't feel the machine suppose your kids but also in the last two years they haven't forced people to go back so we have some people on the seventh year next year which is unheard of and we're glad to have good people and good teachers so yes and then uh my other office worker casey is knocking on the door also okay so that is what is different from the from the agreement right the agreement doesn't is is if someone started tomorrow they're not moving further uh people that have worked in this community with me over the last five six years and i've used that example [Music] we do um that one looks like it for employees that have worked fewer years it's definitely it's a better benefit and then when you put once you hit above 16 it's actually not as great um because then you need to give your four more years to get maybe twenty according to two percent so whereas the current benefit is i see how this might be beneficial to quite a few teachers i'm not sure i think it's easy i believe that this is kind of an immediate policy compared to the um right i'm just wondering if you should do this now because if there is no conflict right now because this is an aggressive agreement this is specifically investment policy and not an agreement and the point of its change was to reconcile the agreement and policy which we have done with the bottom half depending upon retirement the changes to the top half aren't necessary to reconcile the agreement it's something that still could be done but maybe that should be done as part of the negotiations that happen annually i think okay so are you saying that looking into retirement setting program um the wording is almost exact from what this is the policy and this is the closing policy [Music] i thought people wanted so do you want to leave the retirement incentive plan at 10 years even though we're doing a lead buyback before that doesn't make sense no i'm not saying we should i'm just saying that but because that starts that into the point is again right there that taught the first the first time people would benefit through the 10 years right and they started out two percent right and slowly 10 years through 20 years for our currently our plan is to start people within within uh so would you be okay with keeping it up at the top ten and then the bottom at four it would create a lot of headache for payroll i'm not sure which one they're two different things right that's what i'm saying they're totally different they're not related at all so it wouldn't as long as payroll if you retire at four then you're not available for the you know retirement attention the top part is is that how much you paid right in your last year if you're going here early that's all it is right not about your leads just how much your your salary will increase right i understand so take the secretary that just retired she only had six years yes so if we left it the way it is right now it would she wouldn't qualify she she's gonna get leaked she was gonna get repaired which she wouldn't qualify would be it for the other she didn't if we left them separate but was she did she qualify for early retirement did she go a year early no but it does stipulate whole year at the end of time so then she could get it right except for she's getting four percent right she's i feel like maybe this isn't the time to address this one because it it's changing some things that the classified agreement and certified agreement are different in this case she's right now she's eligible for a five percent increase for next year this makes her eligible for only two percent that's right that's why i think that the type thing you're saying or you're recognizing percent we will we wouldn't be affecting her because she's already been bored but if if she had not been more true she wouldn't have qualified for this because she hadn't been there right but she's been change her foreign now she's already been born through okay so you were saying whatever we do here but it will affect others so correct so for now um certain classified employees are eligible for five percent increase after four years because this is important so i guess my plan is it's not just a it's not just a simple thing that is better for everyone um if it was that then it would be an easier decision from my perspective to make because we're changing the changing that's already been agreed upon right is this something that can be part of the agreement negotiations that are coming up because that should be happening right but the agreement won't change policy but we want to make sure what we want to do transform just make sure that we contain the policy offline so if you mean for the employee group said we're going to do xyz and then the policy changed here's one of your concerns is that after 16 years the new deal is actually not paying them as well how many teachers do we have i just passed 16 actually and i'm on the low and they're above me okay know [Music] 16 years which is extremely rare but some days i'm learning someone might make it i don't want them to have a problem three people have already the um yes [Music] applied retirement and like leann was saying it is kind of nice to see things in one place they're here do you want the top half to go back to 10 the way it is and leave the bottom half at four for wednesday's meeting or do you want to just table it and come back for another have all the code month here and we'd still make the change on wednesday right okay [Music] so what i'm suggesting is leaving going back to the 10 and the table like it has on the policy on the top and then get the changes on the bottom for wednesday's meeting so that that can be approved [Music] do we have to do another first reading on him [Music] typically we do in april maybe this year we're dealing with coach just changing first place we didn't get it then we also we upgraded we upgraded the lead policy that year last [Music] assuming this is [Music] yes okay can we move on uh next is curriculum instruction gankery literacy program with i started meeting with ms cote and miss rodriguez probably in april and i believe it's the most important thing we do um and sometimes kids wouldn't agree with the way it's done to them they don't appreciate them like if they don't choose to read voluntarily i'd like to see kids wanting to be finding entertainment as well as information that way so we're talking about things that uh that what i want miss good today and mrs rodriguez to work with the entire k3 staff on one of the things i think we need to do with professional development we talk to teach administrators talk to teachers about differentiate instruction but too often we do professional development there's some commonalities but like every kid you enjoy reading for example every kid should read for example life's different from 12th or 12th grader than there's a first grader so we need to work on doing some differentiating how we do that because that's what brought this conversation about with three of us [Music] we have some more work to do one of the things i want to do is have them make a presentation to you mrs rodriguez is out of town tonight she couldn't do it tonight and with two board members out physically i'm black but one person is not feeling well right now i'm not sure they'll be back in tonight so this is good stuff in my opinion more interesting than policies or budgets no offense leaves but um this is important and it's important if your kid's right when they're keeping that and i want them to talk to you folks about that and just it's not about just be aware of what we're doing so you hear things out there you're curious why uh the k-3 teachers aren't spending all of wednesday afternoon high school or junior high that's why they're working working on more exact pre-k stuff pre-k k through 3.

that's a pretty futuristic date if i can say so myself there um so we're going to go ahead and get started with um the actual committee members so the committee membership so we thought it was very important to include a variety of different stakeholders in this committee here so we included teachers from a variety of different subject areas including special education english language learners we also included department chairs members from student services building administration assistant principals and principals and then also mrs kinkade as well from the district office um lens so i thought it was important to get the perspective of a variety of different areas and the the committee did a great job so i'll start off by talking about our current graduation requirements and as i'm talking about our current graduation requirements i'll be sure to distinguish between our sd 308 graduation requirements and state graduation requirements so of course all of our sd 308 graduation requirements encompass the state graduation requirements but we have some additional graduation requirements so as we hit those additional ones i'll make sure to differentiate so you guys can have that for your um knowledge so as far as english we require four credits in english two of those credits um have to be in writing intensive courses math three credits one of those credits must be in algebra one of those credits must be and include geometry content so in science and social studies the actual state graduation requirement is 2.0 however ours is 2.5 for both of those the reason for our social studies is because the civics was added and so we incorporate the civics graduation requirement which is a state graduation requirement into our social studies graduation requirement and so going back up to science there um one one credit must be a biological science and one credit must be a physical science um and then when we go into physical education that's actually an enrollment requirement so students have to be enrolled in a physical education course each semester that they're in in school so it's not a graduation requirement it's an enrollment requirement if that makes sense all right now as far as driver's education um half a credit in driver's education is our one of our current graduation requirements um half a credit in health is also a current graduation requirement half a credit of consumer education is also a graduation requirement now we go to our core selective and open electives these are school district 308 graduation requirements the only difference is in our selective electives graduation requirement it does encompass a state graduation requirement that's one year of a career techno technical education fine arts world language um designation so that's encompassing one credit of the state's graduation requirement but other than that the rest of those the 1.5 um course uh credits for core electives the additional one for selective electives and the 1.5 for open electives are all sd 308 graduation requirements the total required credits to graduate is 22 and as you see in the notes and the categories you can see the electives the for the course the selective and the open electives you'll see exactly what those encompass so these are our current graduation requirements and mrs kincaid is going to go over our proposed recommendations for the class of 2026.

excuse me 25 and 26 these are huge numbers we've we've got to i mean with the current plan of 2022 is what we're going to decide on but the other plans in 23 24 i think that's a slippery slope and who was ever in charge both on on the the education side and on the city side we've got to be able to meet and agree on how we're going to meet these particular challenges and you're going to need a fall black plan because we can't go on doing what we've done historically as throwing spaghetti against the wall as i call it and then hoping the city pays for it and doing the blame game there's no way in hell that i think the city is going to give you 17 million dollars in unasked when they give you 1 million dollars against 13 million dollars and now 10 or 15 year history shows that we don't get very much so it is very important to to demonstrate what our needs going to be but it's equally important i think that there be a change in a method of how we operate with the city in order to accomplish and achieve these particular numbers because if we don't sit down with the city and the city doesn't forecast out the ability to have the revenues to come up with these funds then the future planning of the board or whatever it's doing the budgets you're going to have to have a fallback and everything you've done thus far right up to 2022 if we approve it you're going to have serious problems of of cutting back yeah so yeah it's i mean it's really a slippery slope and it's got to be highlighted that it's absolutely essential you know we're operating here on on borrowed money to the extent of 41 million that's a huge amount of money sal's not going to be here to be held accountable for it and of course who's ever taken a place will in subsequent periods make decisions in order to come up with whatever they have to do that's that's what i wanted to say oh rich um i i know and that weighs heavy heavily on everything we're doing i you know it and growing you know this is the perfect storm in terms that we've gone so many years and we're at the critical mass that you know and we're growing to the point you have to do this i thought we made it clear to the city there and you know it was heard from the dias i can't say that the folks did not hear it in fairness um it didn't go the way that we wanted it to go so i'm hoping um you know as you just said but sit down and develop some kind of strategically plan and say okay you know this is going to open is a reasonable amount this is how we can get there because you know just relying on more federal dollars is not smart i agree with you yeah and you know we're talking about 2020 what do you got 2022 and then you're coming up in 2022 is around the corner before you start you've got a six million dollar deficit in 2023 when you're preparing that particular budget uh best case scenario six six million dollars so it's as i said earlier i don't have the right answer as to what to do what not to do and what it seems like at this point here is we're trying to cure all historical wrongs to to put us on maybe an even keel right now yeah but i think absolutely essential in your particular position south or whoever takes over there has to be some sort of a fallback plan and in addition to that some other strategy in terms of working with the city to to obtain specific objectives the city has the same problem we have the city's gotten about 35 million dollars in one-time funding and i'm sure they're they're in the same boat that we are so at some point in time you know when they do their budget i'm sure they're putting a lot of that one time funding against their cumulative operating costs so it only behooves us to sit down with them to see how their five-year forecast matches ours and then collectively how they can go ahead and determine based on their property tax base or whatever you know if tax increase etc and where other revenue sources are coming to see if these numbers are going to be attainable to us and we've and and i think it has to be pertinent that that that be done and that's one of the first things that should be done i think based on a new administration's coming in perhaps you may want to consider maybe you want to consider something and working with you know a separate committee from the board as well as the the city having the superintendent the finance director and a board member meet with the mayor the finance director on the city side and the council member and their goals would be to to to try to determine these particular short for shortfalls and the the practicality of achieving them and working together to do it so you're working as a team and not just one against the other yeah again that's only a suggestion because everything's up and you know for grabs in the next six months yeah and and rich so so one of the things so you're familiar with this document i won't go through it in detail because it is so you see this year 171 874 544 this at 545 it's it's this and it's the summary document that you're used to looking at so it shows the adapt budget that enrollment add-on that happens mid-year so kind of short funded there what the city added last year for funding and the city reserve an assumption about the alliance money cares as all the s are funds that's the total and then here's how we're spending it this is our base this is the increase to the base and these are the new things that we were proposing to do so one of the things that a superintendent could do with the city to your suggestion with a board member would be to look at each of these line items and say okay you know what does this mean for multi-year because here for example our original request was for 945k associated with increased k-12 enrollment as well as meeting those needs at the high school for the credits the increased credit requirement um and we modified it a little bit so but it's funded with sr2 and sr3 um so it went up quite a bit it's 2.5 million now and it funds you know 14 high school teachers um 14 elementary three elementary specials um and then it included the ones in the original request so you know a good investment in teachers and then you can see over the years if you looked at each of the tabs how that funding shifts so for example it goes into alliance because we're assuming that we get oops i'm sorry it goes into not alliance it goes into the city funding in fy 2024 and then almost the full amount in city and alliance in fy 2025 for example so you know i've proposed this is proposing a multi-year way to look at maximizing the alliance funding and what that would mean for the city or city state you know but on a line-by-line basis so for example this is the k-12 then there's the social emotional our original ask was 1.2 we modified that request to be 747 thousand it doesn't include the three aps and the student behavioral specialists and it delays some counselors to year two for the middle school for example um the pupil services increased significantly when we looked at the needs there and so you can see it's funding assistant directors fed an slp and otpt a secretary for the childhood center some nursing staff so that was added on through our use of the esser monies special education teachers a general and a general pps staff as well as staff for the expanded campus over in brookfield the esl staff remain much similar it's just a little bit more increased so the two slab coaches three bilingual and 3.2 pairs at broadview five bilingual teachers spread throughout the elementary schools and so it's a small expansion from our previous request we we found funding elsewhere in the budget for the summer school expansion and technology and operations this is the 10 buses and the network so the network installation is one time but the maintenance is counted in the ongoing budget as you see when you look throughout the years if you looked at 23 24 25 and 26 then the academy pathways we've added 240k here in your fy 2022 but we grow that so over the years as we get towards the opening um we're adding i'm sorry i'm going to get down to it i apologize i'm trying to find the line here 9 a million dollars and 23 and it grows you know but this is just a base estimate to 746 up to um i'm sorry i'm trying to find it here up to 2.2 and then ultimately 5.75 point um right here 5.8 million dollars um so it does include an assumption about the academy again that's you know an increased cost that's not really accounted for anywhere in our funding stream of about six million dollars it's counted for in that multi-year budget as are all the shifts here i'm going to go back to the fy 2022 so these are all the new things and then we go down below we have a maintenance budget which is funded with various funding streams it has to shift back to the city once sr3 goes away or alliance and then we have this enrollment add-on various items for the enrollment that grows throughout the years um ultimately what we got from the city was a 1.08 increase um and so and we're using 2.4 million of the non-lapsing the one-time funds so our total proposed budget for the board is a 139 585-157 the rest of the items that we're doing are pending the application for alliance for the additional two and a half million we've already applied for the cares funding this is what we think will be left over once we close out this fiscal year yes or two we already applied for and we're waiting for acceptance from this date but we expect that soon and the sr3 application we're going to be submitting soon based on the proposals that you see outlined in these details yeah and another way to look at it would be is kind of our working document you also have this in your packet this was the first iteration and this is the second iteration so it shows you like the detail level so for example under the distancing this is 14 elementary teachers funded with s or 3.

uh okay due to practical difficulties uh oh sorry due to un oh i guess i'm i'm i'm wondering if i'm speaking out of turn i guess is the right way to say that because i know what housing code oh the variance doesn't jeopardize public health or safety if it is used for storage only about that so what you're what you're doing is it sounds like you haven't read verbatim from the proposed motion but you're kind of crafting one yourself is that correct well i was trying to appeal granted based on with the stipulation that it's used as um storage space only i thought that was something we had discussed could be it is but okay we're gonna need two things one the the basis and the reason and i'm trying to be so circumspect here or you know right nitpicky but i'm just looking at eight five one five and it talks about uh each decision under parent 5e about appeal and various procedure and it talks about each decision of the board shall be based on written findings of fact for variances the findings must include the grounds for finding practical difficulties or unnecessary hardship the variance does not violate the intent of this chapter the variance does not jeopardize public health and safety so those are the findings that you must have and they're going to be in writing because deborah williams going to put is going to put those in writings so when the staff comes up with these suggested motions pro or con they're getting right from the ordinance and the reason i have to do that is to build a record in case a circuit court appeal is done and we've followed you know we've given everybody due process we followed what our ordnance says in that so that's why i'm being knit pickier than i should in polite company but i'm trying to create this record and preserve this record i guess if i could ask the other members to help me i guess i'm missing what i'm i guess you just you just need you just need the top part which is the one two and three right you know you believe it and the board votes for it and you also need the stipulation it sounds like you got the stipulation but don't forget about one two and three so they have to meet one two and three they don't have to mean all of them angie it's it's or so it's okay so in other words start all over say number three then put the stipulation how about that in order okay uh i would angie yeah you may you know i think maybe a way to do it would be to stipulate one practical difficulties and undue hardship and then your stipulations would cover you know the the premise for granting this oh okay all right so i move to grant the appeal in hba21-003 of the appeals of the building officials decision at the rental property at 1230 van duzen to approve the variance due to practical difficulties or undue hardship with the stipulation that the basement be used as storage only and not habitable space period with the staircase issue to be addressed by the building board of appeals thank you for whoever was typing that would be me deborah you're my hero all right we have a motion um i see we have a couple of hands up uh and normally this is time for board discussion but i'm gonna entertain uh john and glenn uh and then i i guess maybe well let's go ahead and have them talk and then i've got some thoughts to share as well you have a second uh i don't do we need a second while we're doing discussions you need a second to discuss it because if it doesn't get a second it dies for a lack of a second thank you thank you i couldn't remember how that worked um all right do i have a second i'll second it lisa stelter all right lisa has a second now we're opening for discussion all right and i think glenn i still see your hand up so go ahead so i just might add that depending on the discussions with mr striden and the building department and further investigation of the basement it may be approved depending on what takes place and he may not need to go to the bba just a suggestion on your motion i guess so that's my thoughts if we work it out of course okay well john um uh what glenn said that was my thing what if we work through this process and if we come up with a solution that's acceptable to the building department then we don't need to go to the board of appeal the building board of appeals do you understand i'm i think i think that's what glenn's so i think we'll probably modify the language we'll keep talking and then yeah it sounds like i went one step further than i needed to go okay so to be addressed building department instead of building board of appeals would be my suggestion to alter before i make another motion or is it even necessary to have that sentence at all well you might want to protect yourself you could say building board of appeals or building official and whichever one who grants that relief could grant it that way they could get it from glenn or they could seek it from the building board of appeals that might be a way to protect um your vote about doing this for not habitable space because the building official would oversee anything through the permitting process under their authority and i don't want to belabor this but honestly it probably should just refer to based on the uh building review process and the issuance and the issue is an approval of a building permit that way it can go either way if it does not need approval it can go if the applicant wants to apply for another variant it would be through a different board but it it's all just stipulations of what happens in the building permit process that's it okay so through the search with the staircase issue to be addressed through the building process period well let me say this you guys are the board it's up to you to put forward your emotions you can't be swayed you can take advice from us by me by alicia by glenn by brandon by mike it's up to you to come up with the language and create the record if angie my apologies maybe ms rasmussen wants to do whoever whoever made the motion right now there's a motion on the floor that's been seconded that you'll need to vote on unless you amend it to something different and the movement amends it and whoever second it accepts it as a friendly amendment then you can vote on what someone on this board amends it to okay i move to amend my original motion can i say that well angie but before you do sorry i know everybody wants to get off is there is there a building permit is this numbered is there something we can definitively refer to so you know it will be clear which building you know permit we're talking about absolutely it is building permit b g and that is uh 21 dash just a second here 11 21 11 21 correct okay so i'm going to start over i'm going to move to change my stipulation to include the building permit number blbg 21-1121 do i say i second it with a friendly amendment i think though okay oh you let me say it again i second it with a friendly amendment as a friendly amendment i i have a question so it says the basement is to be used as storage only in non-habitable space is that a binding um appeal again if the building permit process approves it as habitable space does this somehow influence that or you know with that you know what i mean i just i want to make sure that everything is is consistent that's kind of the challenge with going through this parallel process because it is in the permitting process at this point it can only be used as non-inhabitable space because it's not been approved as habitable space because it is in the permitting process so yes it is somewhat binding that because it's it's a permit it cannot currently be used as habitable space but the home can be approved for renting as long as that area is not used as habitable space because it is currently in the permitting process so in which case should we just strike that whole part or does it um does the amendment read uh you know the basement uh the question in the basement habitable space should be decided through the building permit process and i think john was suggesting we do include some type of language like that an acknowledgement that this is going through a process so this doesn't necessarily set a precedent for occupied minutes we'll also mention it sorry i'm getting a little punchy this long in the meeting i'm going to end up circling back and watching the video on this we did this with a different board last week when we had to circle it back and uh it's a different board but one of the things we're going to want is for the um stipulation whatever it is to be read back so that these people and mr know exactly who we're dealing with john is a hundred percent whether it's something like the basement shall be used for a storage unit only unless otherwise determined by the building official or building department or building board of officials or whatever your stipulations what what whatever it is that you folks come up with deborah's going to read it back and you all are going to know what it is so they don't have to spend hours listening to tape again like i did last week to find out what exactly people said and when we're going to know what we're voting on in a couple minutes hang in there alicia all right let's have the friendly amendment i hate it when meetings do this okay so do we need to vote and let that motion die to put forward a new motion is that kind of the cleanest way to do this both the movement and the second you know the who whoever segmented it could both withdraw and there could be a fresh motion made if somebody wants to do that fair enough angie and lisa would you like to take another stab or would you like a fresh motion and withdraw this current one angie i'm going to let you speak first angie i want to make sure that i i would like to withdraw the motion and take a fresh stab at this but i put it together or say it out loud i want to make sure i'm understanding what other board members are asking me to say so we are granting variants for the stairway right for use of stairs to basement as storage only am i saying this correctly or am i adding too much adding too much okay the best thing to do is always read what the staff has in front of you unless you have a good reason for deviating from the language oh no i'm sorry i was just trying to get the language together before i put the proposed motion in in place so i'm trying to get the ver i'm trying to get the stipulation variance language in here if that's helpful can i ask a question before you go on i would love that isn't the status quo allowing them to use the basement for storage already correct it's my understanding that right now the basement is not considered habitable space right so if uh he were to withdraw his um variance appeal he could use the tenants could use the basement for storage he could go through the building process come up with some better solution for these stairs and then if he needed a variance later from us he could get it at that point he could save his 500 for now use it again later when he needs it that makes more sense to me too tim i agree i'm withdrawing my original granting of the motion it's my opinion that's what i would want to do not sure that that's correct because if we grant the variance then he's done well but the ultimate goal is to use it as habitable space sometime in the future not now i mean unless we were to grant an unrestricted right i think that's what we're trying to determine is how if there's a stipulation in what it is well that's i guess i'm confused i thought so if if if we do nothing or if john withdraws his um request for the variance he can rent to the couple he just can't they can't use the basement as habitable space with or without oh is that correct staff i'm asking i'm sorry that right lisa can you ask that question again we do nothing let's say we don't grant anything can john still rent to the tenants with the understanding that the basement can be used for storage only without us doing anything that is correct and that is that they're also gonna to answer the question that tenant had in the chat if the building permit is approved as submitted and is granted approval and inspection and final the basement can be deemed habitable space but right now as it stands it was cited as a violation it went through a permitting process because it was work done without permits so it's going through a permitting process and then so at this point the rest of the house is good it just that the basement is in question of how it can be used it cannot be used currently as habitable space that's where we're at right now so the tenants can move in regardless well it can i ask do the tenants want to rent it if they can't use the basement yes we do yes you do okay folks don't forget on page one this is a fire escape a fire exit issue as well as habitable basement look at 8 404 4b2 in your code it's a required exit so there's also it's a little bit more than that you know a habitable basement i don't know if glenn you want to weigh in on that but i guess this is kristen so i don't feel comfortable making a decision because right now we're looking at a change of use of habitable and non-habitable space and i think there glenn has already um provided information to the board that there's kind of it's looked at a bit differently in terms of how often you're going up and down the stairs right like storage versus habitable space and i guess i'd like a final decision by the building department on whether this is habitable space or not prior to us making a final decision on the stairway it sounds like practically speaking um us tabling this does not impact the renters um and while i fully can appreciate the challenges of trying to find rental housing and the time constraints that they're they've already expressed and that they're under um you know once you provide a variance that's it there's there's not like that's for the lifetime of that house um and likely beyond the renter or you know mr stride's ownership of that home so i do want to make sure that we're giving that proper due diligence uh while i i at this point agree about the practical difficulties or undue hardship i do think that we may want to look at stipulations differently uh if it's habitable or not habitable space as we move forward that's my two cents and john i see your hand up so you've been very patient what else do you have to say first of all i am so sorry that this is going like this i don't even know how you all can keep track now because i'm certainly my head is spinning so here's i just and i i think i got have this right according to um miss turner tolbert that um we can rent the upstairs of the we can rent the entire home to caitlin and john they can only use the basement as storage space and i don't need to do anything with the appeal at with this appeal at this time and the stair issue will get picked up by the building department and with the building department we either figure out a way to make the stairs compliant or that basement just stays storage space or an uninhabitable space is that accurate that's correct okay so as long as i can still rent to the renters if john and caitlin still would like to rent they use the basement as uninhabitable space i i i will withdraw this i'm sorry i i it's like this is a process all new to me and um clearly some of this is new to you all too um and then we'll we'll figure it out through the through the building department that is correct and we do apologize as well i think i think what muddied the waters is the permit being submitted after the appeal was submitted i i will tell you i the builder that is because this is a rental property i can't as an owner do a permit which you're clearly aware of and so trying to find a builder that would take on this task was not very easy and there are some other circumstances with him personally health-wise that drag drug this out and so um that's how when i talked to this man in march we're wrapping it up well not wrapping it up submitting it in june um so as long as the house can be rented then i'm i'm good with that and uh and i can uh talk with caitlin and john to figure out um the wordage for or just to make sure it's clear to them that that's uninhabitable space um uh and then and then the building department does what they need to do to make this house compliant i i'm i'm fine with that i'll if that is accurate i will withdraw my request you are accurate that's correct all right and glenn i think you still were going to call me or get a hold of me tomorrow i would be more than happy to talk with you further tomorrow and we'll figure try to figure something out to get you that would be great because we want this house to be compliant yes and that's our concerns it's a safety issue and um appreciate your comments we'll see what we can do and come up with some suggestions if there are some that you can make it work somehow so i will get in contact with you tomorrow okay um uh thank you very much um so i think i've withdrawn my appeal and i can still rent this house and the building department is to function through to help figure out how to make it compliant for habitable space if that's it i am totally good and thank you so much for your time thank you for going through this process with us oh yeah i hope i never have to see you in this no offense taken yes i understand completely yep uh thank you very much have a good day thank you john thank you deborah thank you for all your help are still on our agenda item g2 has been withdrawn so the board does not need to make a motion for that which leaves my last and most favorite item which is adjourned i moved to adjourn the meeting i'm going to buy the second that was the quickest thing thank you very much [Music] thank you everyone you

anything more to add to the agenda and they talked last meeting about coming up with one that would be handed out at the end of each semester dr billy and i have plans to get together in the coming weeks i'm talking about we want to make sure that we have a chance for the teacher to make a comment like when we do classified evaluations i use that as an example if someone the evaluation looks like they walk on water and spend several dollars the administration has to say why without that stellar evaluation same with the opposite if they have a negative or needs improvements we need to say why and so we may ask for that type of input for example in a conversation today oh this isn't on the agenda well you guys are okay otherwise all right leave everything here

so as we start to look at what possible changes we can make a new public act for this year we wanted to share these three elements from that information so first of all starting with uh 2023 our students need to earn one credit in intensive instruction and computer literacy now the key thing with this requirement though is it's similar to the writing intensive courses under the english credits so this does not have to be an additional credit so we are not looking to increase our graduation requirements what we will be doing is um curriculum review where we will be embedding these standards within courses so the committee had discussed the curriculum rewrite of our modern world so our social studies for freshmen and then potentially infusing some of the computer literacy into freshman math and freshman science the next two are actually things that we are already doing here in sd 308 so by 2324 all students have the opportunity to take at least one computer science course we already offer a variety of computer science-based courses with computer programming one and two ap computer science principles and ap computer science they are open uh to students in grades 9 through 12 and do many of those courses do not have a prerequisite so it's truly open courses the last one starting with 2425 students have currently are required to take two years of science by the state of illinois the change is it would be two years of laboratory science our sciences that create our two credits of science are already all lab sciences so we have already met these two requirements so what we are looking at for proposed changes as chris had mentioned there is no change for english we currently require four years the state requires four years two of which must be writing intensive as he also mentioned the state requires three years of math we require three years of math there is no recommendation for change in math so what we are recommending as chris mentioned we currently require one credit must be in biology and one credit must be in physical science so we're looking to bring some flexibility for our students currently science is aligned to the ngss standards of which the three domains of ngss is biological science earth and space science and physical science so instead of one credit in biology and one credit in physical science we would like to propose that two credits be in two of those three domains so it gives the students the opportunity and flexibility to do one year of bio or one year in earth one year of earth or one year physical so again we're not looking to change the number of science credits we're just looking to provide some flexibility for our students social studies will remain the same we are looking though at some curricular revisions throughout next year to start for the fall of 2022 physical education would not change as chris mentioned it is an enrollment requirement so that would remain the same what you can see is missing though is driver's education so we would no longer require a student to pass driver's ed in order to graduate we would still offer driver's ed as an elective it would become part of the student's gpa just like any other elective but we are recommending that removal as a graduation requirement health and consumer ed stays the same they are required by the state of illinois and then our last area of restructuring would be electives when we met as a committee what we heard from both our core and our elective departments is that by the kind of tri-level of electives that we currently have it restricts some students we have some students that want to take all of their electives in the music and arts we have some students who want to write on the yearbook participate in the newspaper take creative writing and all of their courses are in effect in core departments so what we are looking with the exception of the one credit that mr grows mentioned that is required by the state of illinois in cte fine arts and world language is that we would then take our remaining electives and just tag them as electives so it would really be students choice in order to align their elective choices with their college and career pathways so we believe that kind of restructuring our electives will give our students more flexibility as they think about and plan for their future we are not looking to change the total number of graduation requirements so in summary these are the main areas that we are proposing changes to our current graduation requirements and as chris had mentioned this does not impact any current student in high school so nobody needs to hurry and make any changes the reason why we're looking for our incoming class of 2026 is because we select our classes in the fall so our current rising freshmen have already selected all of their courses so we want to make sure that our graduation requirements any change is approved made publicized prior to course selection which happens in november and december primarily so the four main areas that we're looking at is science so again the flexibility to earn your one credit in two of the three domains biological science physical science or earth science no change to the overall number of credits the removal of driver's education as a graduation requirement again we would still offer any student can take drivers ed as an elective and it would be counted as the student part of the student's gpa and then our electives we do have to retain the one credit of cte fine arts and world language because that is a state requirement but the remaining electives would then be student choice within any department um that we offer and then just the computer literacy that will be something that we will be working on throughout the next year to put in place in fall of 2010.

if you were to look at this document this is what we're proposing in fy 2022 for all of these funding streams and it's all summarized on that fy 2022 board document this one and then 2023 just builds off by shifting to the appropriate revenue streams and removing those items that are one time in nature and then in fy 2024 removing those items that just happened in 22 and 23. still growing everything by two and a half percent what's the make up of the 13 million dollars we have the one point uh what's the 1.4 or 1.5 from the city and the 2.4 the reserve yeah what are the other numbers that make up the 13 million sure so the 13 million we originally asked for do you mean yeah sure so let me think about it like so here when you asked me to do that when i did a base funding that this is what our city funding is and that the 1.3 was made up of this plus this so it's um 6.1 which was for the increased k-12 enrollment social emotional behavioral these are all the numbers there's the revenue i'm sorry the revenue sources oh the reason i'm getting that we're looking at something that's incremental in totals our discussion during the course of the budget period has focused on just the incremental increase that we had for the current year and when we're looking at this now it rolls it together for a year to date so we've always been focused up to this point on the 13 million dollars and going into the the council meeting remember it was 13 and then it was reduced you know to 9 million and then there was a gap of 4 million so the components of that had to have been the approach you know from the 13.

i feel comfortable attending a board of ed meeting 52 said they agree i feel there will be repercussions if i attend a board of ed meeting 48 said they agree with that statement i feel comfortable speaking at a board of ed meeting 85 percent disagree i feel there will be repercussions if i speak at a board of ed meetings 83 percent agree i feel my district welcomes my input in making decisions 84 disagree i feel valued as a stakeholder in my district almost 83 percent disagreed the silver lining in this difficult year has been the relationships we have built with our students parents and community members we were able to get through this with cooperation tenacity and an unpredictable mutual desire to protect and serve your children we are forever grateful for the community support support and we are looking forward to an even better year starting in september thank you thank you uh the first one is from patricia o'reilly uh where can parents find the side letter between the boe and the education association that was mentioned during the may 10th boe meeting i was told if it was approved it would be on the district website was that for the uh summer that the 11 month that was for the 11 month right yes the next one's from patricia carol o'reilly wondering about the chan command as dr gallagher is on medical leave i assume the assistant superintendent takes over his responsibility what happens if the assistant superintendent is off and takes over the vote um well i mean i'm in constant contact with dr gallagher anyway but um i've been told to include you or the attorney on anything that's happening within the district and then i'm not physically present in the district i would assume that the next person would be mr demarco and building principles of course i have my cell phone email on me all the time so i think i've been pretty good on the one day that i was out sure next one's from patricia carol o'reilly will children need to wear masks next school year that's a governor's decision that hasn't been us yet right yeah correct i think it's under 12 i think they're saying you're gonna have to wear that's the whole thing everybody wants answers and we can't get them because we haven't been given so so you know it's too far away yeah i mean we don't you know september probably now like september 1st we messed up and then the state changes it the next day and it's like now we have to find it all over again so at this point we don't know yeah it's a weekly it's a weekly struggle all right the next one's from patricia carol o'reilly um what outreach activities will the superintendent have for parents that have concerns will the coffee with the superintendent be reinstated when he gets back absolutely that's a bad question the last one is from victoria i hope i said um my name is victoria i reside at 244 chestnut street and i am a concerned parent of a child actively enrolled in bamboo schools in order for our children to get the best education which they rightfully deserve we first need to ensure they have the best teachers there's no doubt that we have some already but unfortunately as heard in many former boe meetings we are losing far too many on top of that we are losing them to other districts other districts are striving and improving at our expense with so many allegations of poor leadership i can't help but wonder if there's a common reason for those departures and if the board has ever looked into the stats of teacher and staff turn around in our district and the reason for departure separation our exit interviews in place and analyze for future improvements so that our district can better itself in the last two boe meetings the subject of a staff survey was raised and findings were still pending as those results may provide the boe with significant insight i'd like to ask again about the results when will the results become available what is the delay who will receive and analyze those results will the board be viewed furthermore at the last meeting we learned that dr gallagher will not be renewed for superintendent and he will be placed in an administ into an administrative position within the district due to numerous accounts of ethical violations he has been accused of i would like to ask the board if they plan to look into these accounts before finalizing any agreements for his new position if those claims are proven insubstantial and he's granted a new position within the district what position will that be and will the new position be awarded at the rate of his current salary lastly i'd like to end by saying thank you to all the teachers staff and members of the board for devoting your time for our children's development as a parent of a child in the district i greatly appreciate all the hard work that each of you are doing to help our children's education and want only to continue and better at that path many thanks for your time and attention on these matters and looking forward to working together to grow and improve our district um the pulse survey i think will help today is that the last survey that they were asking about the most recent the pulse circle yes so that's that's on the top one online sorry the triple play ad is kind of distracting it distracts you too yummy that's okay um as far as dr gallagher that would not be that's about to be into them that's up to that is correct what would the role of hr as far as a teacher bringing forth any sort of allegations that's it [Music] um i think you already read my question that i had submitted last week i mean for the last meeting regarding but i was in transit so on my way here so thank you for reading it um a couple of follow-ups so also the superintendent job posting when might that happen next school year would that be like what specific time during the next school year at the beginning like in september would happen in august because i'm assuming that a superintendent is a pretty hefty job it has to go through a large vetting process and if you're going to be including community stakeholders if that's going to be a possibility of having it be you know a group think tank where we all have a bit of a say and we all have the opportunity to interview then this person needs to be accessible for ex or people candidates need to be accessible for an extended period of time for all of us to cook and probe and ask our questions and so that's why i'm saying when do you think when we get back in september september okay because it could probably be long and we don't want to have a lag of no superintendent um oh also um as far as pictures kelly and ryan's question about removing masks like i totally understand you can't answer answer questions about next year because everything changes like minute to minute but i did see that the governor did say that kids can like remove their masks during extreme heat so will they be provided but not indoor but would they be provided potentially outdoor mask breaks during extreme heat now that we're coming into the the summertime temperatures we were just discussing that for recess outside right alone to take mass hall that's all for gyms they're not something because they're indoors no no they're outdoors for some reason that's what phil murphy said for some reason but for recess you don't need wear a mask outside but for gym if you're outside you still need where i'm at right it makes no sense that's not true okay i'm just saying we'll leave to discuss this before the meeting actually okay yeah so that's all right cool um and then as far as um lauren's numbers that he gave as far as all that information as far as the teacher pulling three quarters of our teachers don't feel safe comfortable or that their opinions are validated and they're also leaving um [Music] that's that's a red flag that's a giant red flag that i really hope that you take all those numbers three quarters 82 91 of our teachers don't feel safe or comfortable but however even though they're not safe they don't feel comfortable they know what their job is and they know how to do it and they know how to work with the resources that they are given so i think that needs to absolutely be applauded and for those that stick around even though they don't feel safe that their opinions matter that they can be a part of their whole product that they can be a part of the school that they are teaching at they stay for the students even though they don't feel as though they are validated in their position so those big three-quarters of our staff that don't feel safe that's huge and i really really hope that you take a hard look at those numbers and you look at the large percentage those same teachers that do their job because they're good at it because they enjoy it because they love it because teaching is a part of them are those same people that don't feel that aren't being treated as human within their position and yet they stay so we really need to balance what we're doing and i think the only way to do that is to have them not be afraid to show up to a blue meeting have them not be afraid that they're there's just going to be retaliation brought against them just because they have an opinion because they have an experience that goes against something that they're not that that goes against their contract that goes against their actual job or they're asked to do something that is against their job title position description or even their legal agreement to do that's binded by law beyond our district and they're asked to go outside and outside of that we don't listen to them we don't make it safe for them to say it we retaliate against them why why would you do that to a person it's not right definitely not kind so let's move forward with kindness okay thank you thank you anyone else that would like to come forward hearing none can i get a motion to go into executive to uh talk about him yeah anything else bob usually gives us yeah no we need oh executive all right [Music] um [Music] i'm gonna mute you so just so you know you're unmuted but i love tell me that because sometimes i say thing together you get you can be a little racy sometimes yeah i know that's why you like it you never know what's going to come out all right at this point 13.1 uh now 14.1 resolve the boundary board of education the approval of the resolutions is outlined in the approval of cases under high school 14.2 can i get a motion promotion second miss morris mr thomas ellie uh roll call yes yes yes 15.1 resolve the boundary court of education the approval of the resolutions is outlined in approval of hip cases under middle and elementary school 15.2 can i get a motion promotion second mr [Music] yes can i get a motion to adjourn everyone died

sorry at that point that is the end of our recommendations for graduation requests heather chris thank you very much uh very well done does the board have any questions in regards to the changes or the summary of changes that we are proposing yeah i just have a question so regarding driver's ed currently are there are do students get any benefits um like fee waivers or anything like that because it is a graduation requirement are there students who are eligible for fee waivers or anything like that currently so students would be eligible for fee waivers regardless if it's required for graduation or not okay thank you i along those lines what type are you is that going to be just straight elective credit or will they count that towards pe no we do so in order to count drivers and as a pe credit you have to have a waiver with the state we do not have a state waiver regarding driver's ed so it would be a just a straight elective it would not count as a kinetic wellness the only as you could see for kinetic wellness it was 3.5 the only other thing that we kind of put in the physical education umbrella that counts as the enrollment requirement is health so a student is enrolled in either help or a physical education course all right and then another just clarifying question so biology would be obviously biology chemistry and physics would be physical science physical science just to clarify because i know there's some people out there who didn't want to take chemistry um and then my so my it's an eight period day at the high school right correct so then i guess my only just you know point of reference for parents because we do have kids who struggle across all kinds of buildings all over the state is on a you can take six classes right correct with lunch and a study hall and as long as you're passing all those classes you can still get early release or late start your senior year absolutely because i know that matters to people six times four twenty four yeah yeah and you only need twenty two so i appreciate you yeah i wanted to echo that i've had a lot of experience with other districts where we work on graduation requirements and i think this group really took seriously amplifying student voice and giving students and families selections um to make the right choices for them and i really want to commend everybody in heather's leadership on this yes thank you heather yeah i think it's a great improvement i think it's a really great improvement um i wish it was starting next year thank you i i don't wanna i i also appreciate greatly what you're doing i have one concern that has remained for me in that consumer education doesn't really encompass anything related to financial literacy and as we know financial literacy is pretty much a determining factor for how people can live if they know how money works um has there been any discussion surrounding why we we don't do more with financial literacy i know that that's not covered well enough in consumer education which is state required course um can you share mark yep actually um our cte departments were working recently with first allied bank they have provided us additional supplemental materials uh primarily focus on financial literacy for next year so um the two high schools have been working together to incorporate additional financial literacy that's also part of our c308 goals and objectives so that is something that has been discussed over the last couple months of building the experiences and the information that uh students will have access to into what building it into what into the curriculum for our consumer education course so what will you lose from consumer education if you put that in yeah it would have to go back and so and look okay so my concern is that um we have so many different five and a half credits for electives out of the 22 required graduation credits why are we not having a half a credit on financial literacy separate from that and that's one and two i do get concerned when an institution that's a sponsor of the community would be providing the literature for students when there is so much free literature that's available that's not biased or in no way shape or form looks like it's promoting one particular company or another so if the allied first bank is providing the comp the financial literacy documentation that that's great for allied first bank that's now all over all that but how is that great for us so it's a separate curriculum and it was reviewed by both high schools so it's not created by them it was just a resource that was funded and provided to our students and while it's not graduation requirements part of the new illinois social studies standards is key to financial literacy and i know we have been putting that off for budget hudson for other reasons but financial literacy standards are now in elementary and junior high at the state level and part of our work next year is to incorporate that in the social studies curriculum prior to the consumer education class on a regular basis on those understandings i would argue too it doesn't have to be just consumer ed like when we do our roller coaster project we you know we give them salaries and they have to pay for their materials but there's nothing yes that happens in your class and it happens in a lot of classes but it's not a formal program and that that doesn't that tells them about salaries that doesn't tell them about the entirety of what what you need to do with money in your life so if we're trying to prepare students for success past high school with whatever kind of role they have either in the career technical arena in the military where in college whichever we we've done them a disservice in my opinion if we haven't taught them how money works and i don't think that it's consistently it is done piecemeal but i was more looking for what faith was saying which is that it's being coming part of our curriculum in somebody's responsibility it's not just yeah we kind of do that in physics it's it's no this is part of social studies and what that means for our students thank you all right anything else excellent all right so thank you both thank you can i get a motion for item 8.1 approval of bills for payment i make a motion to authorize the payment of bills in the some of that was the reserve money the 2.4 the city allocation of one five and and what else was uh to make up that 13 million sure so the 13 million i'm just showing here by doing a plus sign what i called the new needs of 6.154 was all of that increased k-12 enrollment social emotional pupil services curricular programming the esl so that was the six million dollars what i call the new needs and then our our maintenance carry forward was about 7 million that totals 13 i can get that but the revenue side that's the cost side the revenue side to hit the 13 million we got from the 13 million we got 1.5 from the city yeah and so what it is is we folded some of the ongoing like costs into the other funding streams so basically for the new needs what i'm calling the new needs 660 000 of that went towards funding these new needs so it was in the pupil services supports the esl and then some technology and operations support the rest of that six million dollars was shifted out to alliance esser2 and sr-3 of the maintenance costs of seven million dollars which um 2.7 is funded with city this was already in the base i just i counted it as a maintenance carried forward because we really that was the enrollment ad that was mid-year in 2019 so of the seven you know the 5.8 which was the base maintenance carry forward 1.4 is funded with the city funds then you have 2 million with alliance and 2.2 with sr3 so this is just the fy 2022 summary it's just showing that of the 149 ask 139 was funding the city and the rest of it was it went down to 148 because we reduced some of the needs a little bit but essentially you know bulk of the funding came from alliance sr2 and sr3 which makes up about 8.8 million dollars of that 13.
⚗ AI-reconstructed · cite from original above
so uh about 8.8 million dollars basically is one-time funding of the 13th well not the alliance the alliance is ongoing so i would say because when we're doing the budget the alliance was a unknown factor so i don't think we calculated that right right so about 6.3 is one time in nature s or 2 and s or 3 funding yeah so 6.3 is one-time funding 1.4 from the city yeah and then you had the reserve that we had of 2.4 is that correct correct the 2.4 is where is the 2.4 reserve um well that's in in the one three nine is that here um i don't recall where i put the one time i'm assuming it's in this 130. yeah it's admittedly that's where you put it i just want to know the aggregate where the revenue came from yeah it's in the city line here yep and and 2.4 of it was from our one-time sort of non-lapsing fund i believe so let me just double check here yeah yeah here 139 585 of which 2.4 is the um city reserve okay so so it was still apparently we're short then um okay i'll do it offline with you i'm just i want to be able to reconcile because the whole big hollow balloon for us going in and asking the council for the 13 million dollars was that we started off with 12 they said we had uh i think it was four million or something in the reserve we can take took it down to to uh to nine million and then from there it came down to to four million dollars which was the unknown and that was the so-called gap that's what i was trying to get at is the different sources that we were that we were utilizing so it makes sense for me anyway at a point in time when we're discussing this is to what we actually came up with to accomplish the 13 million dollars here let me show you real quick i'm sorry i'm typing it real fast but this is what it comes to alliance x plus i apologize that this is not um and then city oops that was city one time city reserve blackness and this is just general city funds okay that doesn't totally give me those i have to figure out oh plus so this is sitting on lapses this 2-4 esther is 6.4 2.5 is alliance another 1.4 city 12-7 so i still have to explain another 500k which i i'll get for that's okay that's okay that's perfect okay all right yeah and importantly just to remind everybody i think as we were reminding ford at 500 000 we were supposed to get is nowhere near any of this yeah exactly right and the reason i brought this up is because we spent so much time and this is one of the best years we had i think in terms of getting the general public to advocate for us and so that 13 million that we were talking about became a very critical number and then at the end at the council meeting there was all sorts of generations as to you know basically how we will hold on their concept so when you're switching from something that's incremental you know when we work on a budget to an aggregate total at least my own mind because i'm simple i just like to see the the the history that corresponds to what we were projecting before so i didn't mean to waste all your time but to me that's a stickler yeah now how much of the how much of the the 2022 monies is is all of that committed at this point here so that what i'm saying is what i'm getting at at this point you know the normal situation of salwee here you know there wouldn't be an issue because you know he'd be here the following the following year and he's committed to this this particular this particular breakdown in this case here my thought process is are we settling who's ever coming in with a burden since there's only a small differential at this point is are there any any monies that are yet to be set spent that wouldn't hamper a particular program from a timing point of view or hiring that a new person can make a decision to review and say well you know i'd like to modify this or change this so that we don't you know we don't tie somebody's hands for something that we're doing without their understanding right right well that's a tough decision rich i mean i could let me just put they could say you know what this idea of the matrix going down this road doesn't make sense we're going a whole new direction and the board permits that then it goes i mean i think one but we can't we can't do that pardon me sal because we've already i'm assuming in your ftes you're out there and you mentioned that at the last time that you're out there and you had to hire for these positions because i remember saying you know where are we getting the funding for that conversation about tying hands and reducing you know you could reallocate resources only going to reallocate resources here when the preponderance of this money is faculty is reduced faculty somehow and one way to reduce faculty you don't have those specialized programs you do something different i'm not saying that's what the person is going to do yeah i i don't know you know is there's not there's not a lot of flexibility in this budget you said something before about the city here's what i heard look you're getting almost 36 million dollars over three years you could figure out your budget from that i mean that's sort of the the high level thinking people are giving until you start drilling down to what we're doing there isn't a lot of flexibility here you got special ed you got increased graduation requirements the only thing that you may have is uh you know the social discipline bit that we could reduce then we can increase but what it's going to do is just go back to your high increases in um you know in class sizes so i don't have an answer for that you know i guess it was just you know it was a practical thing you know it's a you know if she was on the other foot if you were coming in and you know we were making a budget you know that is this close to you coming on board um and knowing that there is you know six or six or eight million dollars that's one-time funding you know you may have a different you know you may have a different perspective on it um but uh i i know when i came that's you know there wasn't any money here to begin with right now because someone's coming in use i hate to use the expression pretty fast they're flush yeah you left them a nice petty cash i didn't even have any opportunities so you know i i think uh you know i think the board has seen a strategic vision you you put together a portrait of a graduate and you're saying guys this is where we want to be when you leave this this this town how do we get there and this is one way you can tinker a little bit but it's pretty much pretty much strategically going down a pathway to get to that portrait or gadget the only thing is um you know the thing that can change radically would be the funding pieces from the state and um you have a commitment from the next 10 years which is big for the two point for the alliance money um you can maybe redo some of that somehow yeah i think one of the positive things you did rich was to build in this multi-year conversation something that dr sal was really supportive of doing so that you can see what it would take to sustain or build on this effort for future years um and again you know there's a lot of detail in the planning doc so if we understand it you know as i said courtney i think it's the best presentation we had now it's just a matter of going forward and trying to accomplish these these objectives i'm also you know just trying to to be fair yeah the new individual taking sal's place yeah that you know as much as 2022 has to be done because of timing that we don't you know hamstring that particular person too much yeah if if if uh if possible yeah one of the documents i think the summaries we had i think there was about a hundred ftes that you had so you know that you know if you take that calculation alone it's roughly seven million dollars in costs and the other six million dollars and turning the lights on is your 30 million dollars so yeah you've got about 124 million um it's about 124 million 124 people 109.

uh you know that you're adding some of them are family liaison so some of them are paraprofessionals you know etcetera there's a big number for the um interventionists so we have a hundred hundred day interventionist which which convert is a big big gain and win for the district but it it converts into a high ft number but not a huge cost for the district per person but yeah you're right to your point you do have you know you're adding you know um 31 teachers yeah i mean it's a big i mean the labor party is the bulk of you know it's 50 of the the the incremental increase do we have do we have a hiring plan on personnel over the next four years that there's the budgets for the subsequent years including adding staff is there could we accompl could we put in there some sort of a a a hiring plan so that again when people are looking at this and the new superintendent is here they at least have some sort of a document to see you know how they want to to say yes no or or do whatever they want to do to change things well let me just start by saying to you the plan is that we've the last two years have reduced the re request particularly with the graduation requirements that increased by by categories and departments so the plan going forward is to fulfill those graduation requirements as i said just before the only differential richard in terms of hiring would be when people leave the higher back i mean one of the strategies i think i talked with kevin they did this in jersey um when they hired people they hired him on the first second step and that was it you know 100 people you could save a lot of money you can't do it all the time because it's special areas so that's one thing you could look at an incentive for um you know the um you know how many folks are going to be retiring we used to average around you know it went to there was a few years we had about 24.25 it dropped down precipitously you know everybody you could look at that and and people are getting to the age where you might um be recouping there and then when you hire back and you institute the hiring of of people back but at a different salary i wish i could say you you have the kind of district that these people are filling jobs that were making these are real jobs that in front of kids particularly that's what you got so i you know uh that that's a tough one if your enrollment were dropping that's another thing but it's not yeah i agree i don't i think we're going to get slammed this summer but that's yet to be seen is there a way that we could find out as to what an average over a period of last three years five years of people not retired who have left the district thank you because that may be a way to look going ahead is to say of this big ask of 16 million how much of that could be mitigated in terms of an attrition which i would assume would the the new staffing in the aggregate would would fill those positions right so so this number is easier um to speak to the attrition number is easier to talk about for our k5 and elementary levels so i was able to get some some data for the last couple of years this is unofficial it came from our technology department but in 27 2017-18 school year 1819 school year and 1920 school years those are the last three years we were able to recover um relatively quickly and let me also say that these numbers also reflect not just the teachers at the beginning of the year but new staff throughout the school year as well um and so it includes everything from new hires it includes trans it i'm sorry it includes new hires and includes resignations and retirements right so this is not about transfers but it is new hires resignations and retirements and so that's when we talk about attrition you know those are some of the areas that we're talking about so specifically at k5 again these numbers include specialists staff ell spas ell staff and esl staff as well and in some instances also are in music and pe teachers um at the elementary level but typically those numbers are pretty low so in the 17-18 school year we had 35 teachers at the elementary level at the end during the 1819 school year we had 54 teachers at the elementary level and in the 1920 2019-2020 school year we had 40 teachers at the elementary level so in in in those last three years you know we've had 35 54 and 40.
⚗ AI-reconstructed · cite from original above
um i i i think it's safe to assume we will find enough positions over the next year or two if it you know if if we were to continue um they'll try to lower class size at the elementary level for two years we would be able to through attrition find positions for those staff members and and get people back um rolled back into the schools and if we choose to leave the site in brookfield we would be able to as well okay is it possible going forward that you can get it for the middle school and high school or you know it's yes because as i said when if you extrapolate that times an average cost for the teacher again when you're looking at these multi-year budgets you may be able to reduce it by at least my way of thinking reduce it by this factor but right so so mr j honestly the any additions to the middle school level has been for services not necessarily for teachers um it's one of our levels that probably needed additional teachers is more as much as any level but we just didn't physically have the room so we don't have new for social distance in any way we don't have new english math science and social studies teachers at any of our middle schools this year but we do have additional support for ell staff and esl staff because of growing enrollment i i don't think any of us on the cabinet would recommend that we reduce those numbers in fact we probably will need to continue to increase those numbers as as enrollment continues to increases across the schools i think the opportunity and the question for us would be at the high school later on um and i think uh the board might recall um a couple of board meetings ago um you know we were in joe you might recall this conversation as well um joe had asked me you know at the midway is at any point during the year if the cdc relaxes their guidelines uh you know would the district be able to is there a back out plan and you know recommendation number one that we had made to the board in the community was was that we would that we would offer overages to all of our high school staff and then and then later we thought it was a better course of action to have full-time positions included in the budget and so the next time we made the recommendation to the board we actually included 15 additional sections to the high school in this by offering an eight period day instead of a seven period day with additional over overages for every teacher in over just meaning instead of a teacher every teacher teaching five classes the majority of dance staff would have been teaching six classes we thought it was a better approach to just go to an eight period day and everyone would be would continue to teach five classes but by having those additional teachers we will be able to have less kids per classroom so when when it's time to open up the new building if we remain in the eighth period day we would continue to be offering more sections and we will need new teachers no matter what but you know if as a district we may have to reevaluate if we can afford this seven day this seven period model a period model but you know we we do have a lot of we do have a little time to continue to evaluate that to see if it's reasonable um but that's the only opportunity i see at the 9 12 level is you know reassessing the the seven day the seven period schedule versus the eight period schedule um and i think we all everyone on this call right now is aware of the needs uh moving forward to open up the new building middle school i don't see any opportunity in fact i i only see continued growth you know opening up the new schools we have the additional seats going to the new building plus the services that we'll continue to need to provide at the middle school level okay and for it and again to to pick up on as we're getting closer to to the summer into september any event they roll back the three foot spacing cleaner would our plans be to continue as we are on this particular program to to go ahead for the year 2022 with everything that we've done utilizing the three-foot concept or are you going to be looking to jockey things around you know last minute to try to accommodate you know that that that ruling or is it too early to say there could be savings yes um number one i think there's some up possibly on some rental equipment the furniture is coming um you're replacing furniture that needed to replace so that's not going anywhere you'll save money on the tents the problem richard when you when you create a schedule uh you have got you've got youngsters that are scheduled now for the year you can't just rip apart that schedule and tell them that now we you know we're not going to have those electives or we're not going to have those graduation requirements i think you sort of no i don't want to say stuck you've got it for a year then as kevin says you know as you look forward if the decision is to go a different way then you can uh overloads work but this year we had close to 70 of them teachers don't want to do them you got some real problems some some people on the board sitting there may realize we've had subs that were not qualified in terms of content they're qualified subs to teach science physics and it's a real problem so i don't see any savings there i see i see it on some of the stuff operational stuff very possibly right courtney in terms of save and even if we want to back off some um rental down the road after next year we could back off of those but that's all i see at this point okay all right it was just you know this is that i had a whole bunch of questions and i think was just important to ask because i personally i agree i think there's been too much disruption in the past couple of years with you know changing schedules and things happening so quickly that if we're focused on this three-foot rule and we've got all these costs and and then with the new lease of the brookfield school in place for all this stuff then we stay with it and we take the following year the families the families are relying on that and i agree i agree with that excuse me sale yeah i if i may you i'm sorry madam chairman yes mr rooster sorry do we have a way of passing on these planning strategies and and this focus to uh the new cabinet and new superintendent will be coming on uh we seem to be making a lot of plans but uh some of the players maybe as you know sir you're retiring some of the players are gonna be changing and uh so it would be a good idea just to journal that and and and let's re-uh take another look at this and let's say august uh you know let me just one one of the reasons why the district has been successful is that you you've had plans over time regardless of the superintendent regardless of the board you've had a committed you know plan to uh a direction and if you in terms of stopping i don't know how you stop any of this these schedules are already made for the high school these kids are scheduled you got 3 400 kids that are sched for 33 on your kids schedule and you got close to you know i don't know 3 000 middle schools scheduled i don't see any of that if that's what you mean personally i mean our financial strategies and financial planning strategies for the future well that's something i think we're going to talk about later i think that whole thing needs to be looked at in terms of capacity that's a different question then i'm sorry i doubt you meant about the operation piece no sir yeah i understand we are we are in motion for yeah yeah well i think you need to talk about that yes okay thank you and i suggest we move on for tonight yeah uh didn't accordingly did you finish your presentation or does the board members have any questions i did gladys and i'm i'm here for more questions and and also just to uh alan dr sell's point i'm here um until the end of the month and i'm still here for any questions or transition to help the board and help transition the new individual or new structure new superintendent new finance person so that you know they see what you've outlined and they can put their stamp on it you know i'm available i'll be i'll be here and i'll be available thank you courtney thank you okay and does anybody have additional questions about the the presentation i did want to just say one thing i'm glad as if i could the um sr3 is due august i believe nine so there's a little bit of time um for the sr3 application but we have submitted the you know at piers esr1 sr2 and we're hoping to have approval for the city portion of the budget as well okay so uh moving on down the agenda uh since chris wins with the budget update uh we need to um enter into the executive session uh could i have someone make the motion and please read exactly what the motions state on the paper please madam chair i'll make the motion if you'd like mo make a motion that the board of education convened an executive session for the purpose of discussing cabinet contracts all exempt salaries and the sta bus contract with possible action to follow can i hear a second a second stepping by okay okay we need everyone to uh all those in favor uh because an executive session uh could i hear eyes all right now we're to go into executive session we have to go back yes mr russo no i'm i'm good there was a second separate link set for the a separate link was set for the executive session yes madam chair i know the point of the motion i know the point of the motion but to make it explicit for the public who may be watching the intent is to possibly come back into the regular meeting on this link on this youtube feed for purposes of action correct if we if we decide excellent thank you see everybody there
