also in july and then we're preparing for the first day of school as you know we are very busily preparing for next school year and are excited about the next school year and the work that we are doing from admin retreat to updated beginning of the year stuff it's exciting to to be preparing for a more normal school year which is a true blessing for all of us so those are our upcoming events and that concludes the superintendent's report thank you and congratulations mr moore looked like it was beautiful all right we're going to go on to board comments i know that towards the end of the year we had lots of events lots of award ceremonies um our graduation and i just want to thank everyone who had a part in graduation it's been several years since we've hosted our own graduations and um they did a fabulous job with setting it all up and tearing it down and setting it up and um they it was it was amazing it was great to have an in-person graduation and see the excitement on all of our graduate spaces that they could attend so we i know as a board we're very busy with awards and graduations so um thank you to everyone who put in the time for that president reese mrs wilson i just want to also highlight the htap program they had their graduation on the wednesday of williamsfield graduation and that was just such a special like intimate gathering of those kiddos and just to award them and they just did a great job and also all the kindergarten presentations and i know it's not a graduation it's a promotion so kindergarten promotions i got to attend and also the clap outs for sixth grade moving up i didn't get to attend any of the middle school clap outs but i heard they were wonderful as well and then all the music performances that we also got to attend um a couple weeks ago they were all fantastic and i thank all those teachers who spent the extra time to make those presentations happen because it is extra time to their day and it's exhausting for those kid for those teachers so thank you so much for all that time perfect any other board comments all right mrs reach any request to speak okay so we'll move on to our consent i move that we approve the consent as it's presented second any questions or comments regarding our consent agenda items all right all those in favor aye aye aye that motion carries four zero all right we're going to go on to our information items and we are going to start with our monthly governing report for our mno financial report anyone have any questions for our financial report for april well all right thank you for our um our finance folks who continue to have everything spelled out for us and making sure that we're on track for what we're supposed to be so we appreciate that thank you all right then we're going to go on to 7.2 which is our support services summer projects presentations uh dr fowler president reese members of the board uh thank you for the opportunity to share our summer projects um just prior to getting into the presentation i wanted to just share um in an earlier draft you may have seen a slide titled athletic projects i did remove that slide a couple reasons first of all i've related the field repair i'm still reviewing a few of the quotes and making a determination regarding budget capacity before i bring it back to the board and the second item related to the bleachers it's requiring an rfp and so that will be coming back for your approval um as well so just so you know if that was missing i pulled it out because we're still working on that a little bit so moving on to the the projects some of the summer maintenance projects wanted to bring to your attention a highlight on that first slide advance that for me um we are um embarking on some some parking lot repair and it's going to vary from site depending on what the needs are we have some sites that have some some extensive needs and others that may just require the lines being repainted but we we've assessed each of those parking lots and so they will all get attention that it'll the level of attention will vary based on their condition so you'll see that uh happening here beginning soon um centennial we are um moving forward in july with a a re-painting of that whole campus and it's it's um we're excited for that and then um we're finally going to be able to replace the district marquee um if you've looked at that and like oh boy that looks snug so great we agree and so we're going to get that refreshed and replaced here coming up this summer um the next slide um a lot of our our district crews are are working full full speed ahead and we've got just some items that we're i'm highlighting here um this isn't all that they're doing but just to highlight some things um we have a kind of a a space that's in between the 700 building and and the higley center for performing arts that has some rock has been added and some some you know it's an in-between space there and so that's been worked on at higley high there's a number of areas um that we're working on just to improve uh grounds wise for aesthetics um filling in places where there's rock missing we're working on tree replacement and also some courtyard improvements that's that's in the works district wide additional gravel fill in some new trees and bushes we've had some irrigation adjustments that we're doing and and that's going on throughout the district and then coronado specifically we're uh adding some grass in the kinder plate playground area next slide uh safety and security we we continue to uh to work on safety and security and as as you know i brought to the board a couple sites where he had brought some cameras we're working closely with the school principals at each of these sites determining the locations where there's high traffic areas and trying to get as much coverage as possible that's going to continue um in july with higley and waynesville as there are some additional camera placements and additional coverage that we're looking at there also at cortina we're making some adjustments to the sidewalk where they enter campus and to provide some extra security and a space for for students to access the campus safely also at adding a sidewalk from the bus loop to a special ed classroom to allow for easy transition from the sped bus into the classroom and then at coronado some sidewalk repairs between the staff and student parking lots and then just that final slide just to highlight um some of the things that our our skilled maintenance and grounds are doing we're required through the sfb to perform preventative maintenance and uh it's a pretty extensive list um in fact it's one of the reasons why we've been able to to continue to work so well with the sfb um if you don't stay up with your preventative maintenance lists you're not eligible for putting in for the brgs and so it's an important piece that we follow through with and uh in the areas of hvac plumbing electrical and fire systems and so those those um uh preventive maintenance projects are ongoing and then we also get support from the platform and at each of the campuses to complete that and then our grounds crew that are working hard on weed control aerating tree trimming fertilizing and then the playground maintenance that that uh involves repair and replacement and then just the annual replacement of and tilling of sand and or replacing uh chips um wood ships um district-wide so that's that's ongoing as well i'll answer any questions at this time i have president every quick question sorry to catch you off guard with a couple questions um as far as it goes for a lot of these elementary schools or neighborhoods where high traffic is and there's always a lot of rock in between the school in that one lane or two lane road is that a city conversation you have to have to add like a poland lane to help get the cars off the side and enable more foot bike and car traffic and flow yes and um it would be with the town we have a really good relationship with the town of gilbert and actually josh crosby helps a lot with crosswalks and so it would really be a communication with them if it's adding crosswalks we work directly through their traffic department and but if it's if it's adding um a deceleration lane that would be something that would require adjacent ways finding in something that we'd have to look at specifically so we're certainly willing to look at and and if you know back a couple years ago we did extensive renovations at chaparral to their ingress and egress and and it's took a little bit time for parents to adjust to that um but um we're certainly open to um any adjustments as needed um and we'll i'll take the board's direction on those just a yearly frustration it hits every single year in the social media parts uh second question for shade over playgrounds um is that something that has to be fundraised through you know the school ptos or anything like that is that something that we can add on and ask for traditionally the pto and especially with the limited budget that we've had that ptos have been the the source for for that you know moving forward as as we look at the the new funding sources and ability that um certainly that's a discussion that we could have have uh with sites but typically um especially the last number of years that's that's typically been been entered in with ptos the part where the district comes into play is um often we've had insurance related issues um with monsoon season that those some of those get damaged and so that's when our district insurance will step in and we've replaced a number of canopies um with with uh with our insurance but um traditionally our ptos have helped support those all right thank you yes any other questions nope all right well thank you to you and your staff i know summertime is a busy time and time to get a lot of things done because we don't have kids on campus but it's such a short amount of time so i know you guys um work really hard at trying to get all that knocked out as quickly as you can so we appreciate all the work they're doing thank you so much for your support and i'll i'll share that with with with the crews as well and one quick note i know that it's hard to get materials right now so i really appreciate um our district really working um we a few weeks back in the superintendent's report it kept saying like oh we need this for this item oh it's back ordered oh this item oh we're expecting it in august so i appreciate them understanding constraints of construction right now and i appreciate the hard work that they're putting in to make it work possibly with what they have thank you welcome thank you all right then we're going to go on to our action items and i move that we approve to adopt a resolution for the issuance and sale of general obligation bonds in the amount not to exceed 95 000 million sorry million 95 million second i know it was like wow all right mr gad is this one yours if you just want to quickly go over the highlights sure be happy too good morning board president members of the board well we arrived with the date that we had in our budget calendar for a long time and this resolution would authorize the holy number special election on november 2nd containing approval of a 95 million dollar proposed bond and those details as you know have been reviewed with you on several occasions so there's not really much more than i can say the work now is involved with county elections with pro statements uh one of which will be authored by the board and we'll be back to you not too damn not too distant future before i um conclude and jim gill from chris rosenfeld is here if you have any questions for bond council i'm sure he's i'm sure he's willing and ready to answer those so with that madam president i recommend approval of the agenda thank you and thank you for coming you didn't mention the election so um i'd just like you to amend the motion to make it clear that you're calling for a bond election to be held on november 2nd 2021 if successful we'll get to a bond issue but we'd look the the the resolution before you was calling for that bond election perfect then i will go ahead and amend my motion that we adopt the resolution that will call for a special election um on november 2nd great thank you 2021 just to clear second okay all right and then just do i need to read the resolution okay it is pages so um we have had several conversations regarding a bond election we've had an executive session regarding a bond election and and have had counsel and and been advised um mr gad and mr moore have presented many opportunities and um information our if we were to call for this bond what that money would be used for um it would also approval of the adoption we would have several public hearings so people can understand and have questions and ask and um all of all of the good stuff that goes with bond anyone have any questions or concerns i have one quick question um when will when do you anticipate starting the community q a's and will you do anything like videos on the website just to make it completely yeah it will be on the website and as the board pressures mentioned there will be scheduled public hearings primarily in the month of september so that just before that mail-in ballot goes out the community has a very good understanding of what that ballot question is all about so we'll we'll have lots of different activities occurring between now and november 2nd most of which will occur between now and the end of september is likely president reece board member board member anderson that was a very good question because once this if this is approved what happens as we begin operation what can um preparing for this and then what we do is have professional development even for our administrators on what you can and what you legally cannot do in in in an election we also will then have community forums there will be scheduled events where we come and do a few road shows if you will that talk about the proposed proposal of the bond and what the the money would be used for and and that way people can answer ask and answer factual questions so this is step one and then we begin a process there's some of it very formulaic and then others are scheduled of course we would keep you updated and we will be publicly sharing the dates the times the processes the do's the don'ts so that everyone is aware of all things now and that are part of this process moving forward and just a quick note that this election will be a total mail-in ballot election there will not be election sites that all voting for our bond in november would be a total mail-in ballot yes that's correct also the member any members of the community that may be watching can go back and watch all of our old videos where it explained uh what we would be using the money for and what was kind of proposed back so if you're watching online today feel free to go back to those previous youtube videos and look and see and watch those slides we also intend to have some flyers at each school out on the table factual information about the bond the the public hearings that we're going to have it's going to be reflective of what the board has already seen in that bond study packet all right and dr foley if someone in our community is interested in participating in the pac because the school district is we are not allowed to election year or we can provide factual information but if someone wants to help support the district in trying to get our bond passed who would they contact they can reach out to my office they can reach out to mr moore's office and we will happily put them in contact with individuals and provide the factual information perfect president ruiz mrs keller um just a little suggestion to as we think about this in the future one of our biggest communities of voters is our trilogy community so i want to make sure we definitely plan an event at their facility directly i would love that just because i know they we've had so much beautiful support from them in the past in certain um you know charitable contributions that they've made and i just want them to be all very well informed since they may probably don't have kids in our district but are a big part of our district president's board member taylor thank you for that point in fact we have a direct contact there so once once this is is a legitimate thing to contact them about we would work with the scheduling of the roadshow and just as uh mr gad shared our our public forum will be a condensed version of you had bond study one two and three they sort of rhymed we'll have a version of that that would be for public information for comment for question and obviously the approved um factual information that we can share um but you know again we look forward to getting those scheduled and and published and and out there so that people have the opportunity to come learn and listen and ask questions perfect any other comments yes anderson um jill brought up a good point about revisiting the the youtube videos and previous board meetings is there any way that we can help the community out by saying which board meetings that this information is at instead of them having to dig and go through hours of board meetings to find um where the conversations occurred or where the or just even reintroduce the powerpoints that's just a recommendation you guys do a great job i'm sure you thought of it um president recent board member anderson we have no problem putting that on the factual information we can even link to the actual video the actual board meeting where the agenda was with where where it's discussed in the meeting so good suggestion board member anderson we can also do a spot on our website for the this bond this bond 2021 just a designated landing page um where you can find all the information you know we can work with teresa on on establishing that web page which would be um just a landing page if you want to know anything or anything about our proposed bond you can go to the website too all right and mr gad or mr moore either one you can help out i apologize i don't remember the exact percentage we are we have a larger bonding capacity than what we're asking for so i just want to make that clear where we're not requesting a bond for our entire capacity that's correct that's correct okay it's we've gone through to determine what our needs are what we what we need what how we're going to spend this and everything and that's how we've determined this amount that we're not trying to exercise our entire bond capacity we'll make that clear okay yeah president reese we are using approximately 80 of our total bonding capacity so we're well within our um bonding capacity limit so this is a conservative proposal and you know as we talked about tax rates before it's not drastically affecting our tax rates relatively keeping them flat for the years continuing so thank you it goes back to what this administration's been working on and being very intentional looking at our needs and what we need to take care of and being intentional of what what we're asking for so thank you all right if we don't have any other questions or comments all those in favor aye okay sorry i didn't hear mrs anderson all right so that motion carries 4-0 thank you all right so then we're going to go on to 8.2 and i move that the board approved the proposed 2021-2022 budgets for advertisement second any questions or comments regarding the expenditure budget again we've we've received so much information and and you guys have presented um so much to us and helped educate us um it makes it so we don't have questions because you guys have been so thorough so we appreciate that is there anything you'd like to add we must have done a good job any other questions or comments nope all those in favor aye aye that motion carries 4-0 all right so we're going to go on to 8.3 and i move that we approve the disbursement of results-based funding as it is presented and second dr foley who has this one president reece members of the governing board um i do if you have any specific questions mrs martens i was just wondering um did we have how did we determine these numbers and how was that was it with a committee or how did we go ahead and go forward with that board member for being vice president wilson um yes so last year at the end probably about april may there was a committee i would say it was probably 30 to 40 individuals representative of at least one individual from each site um it's actually a continuum of a committee that was developed the prior year in which we identified and went through a lot of different scenarios and talked about situations in which we could distribute the money and how it could be distributed where it could be distributed not to disqualifying schools but to all schools within the district so we took that same formula we reassessed it last year in may and decided that we would continue it and with everything else that's going on with dr foley and cabinet and so many other priorities that we've had we decided that this year we would follow that same model and then next year we would reconvene a committee to then discuss how we might look to distribute that money in the future mrs martins and every year we're told it's not going to exist next year and then it comes back and then it's going to be you have to use it this way or that way and so every year there's something that's tied to it that has changed except for maybe this year so it's nice that we could just follow the same process as as last year but i do understand that probably next year there's going to be something tied differently to it and again it's not i've said this before every year this is not my favorite funding i think it's just unfair in many ways but i like the way that higley has chosen to disperse it to everybody because i believe it could really divide and in this manner i believe it helps to unite our district and everybody gets a little piece of the hard work that everybody does in this district and so um again not my favorite funding but thank you for all you've done in the past couple years i've sat in on the committee meetings and it's it's just not been fun not one bit thank you board member kayla just a note that the district received eight hundred and twenty nine thousand three hundred and eighty two dollars and thirty cents that's a result of our 2018-2019 easy merit scores so just as a lot of things we're several years we're receiving funding now for something that occurred several years ago so um and like mrs kaler said something's gonna change and so thank you for discussing that with our committee and um choosing to disperse and use the same formula the way we did last year so i appreciate that mrs wilson i'm i am really thankful that we do give a little peace to everyone um not just the people who you know maybe have it at the tail end um i echo mrs kaler sediment with not enjoying this it could divide us and we're choosing to unite us in a way so i do think that that helps so thank you for all the hard work because it can be a i'm sure a very difficult process thank you vice president wilson any other questions or comments all those in favor aye aye aye not motion carries four zero all right so we will quickly cover any future agenda items we have an update coming in june for our higley virtual academy that's going to be very important as well as our return to school protocols and mitigation strategies um does anyone have anything else they want to add that's not on our list okay perfect well at this moment i moved that we moved to executive session to discuss the acting superintendent's progress toward 2020 2021 district goals pursuant to ars 38-431.381 second any other questions or comments all those in favor aye all right we will recess to go into executive session [Music] all right we're going to go ahead and resume in our regular session [Music] we will go on to our last action item and i move that sorry my ipad changed can i i move that we approve the distribution of the 2020 2021 performance pay for the acting superintendent based on meeting actually i'm just going to rephrase that based on exceeding progress toward the identified goals second we had a lot of conversation and dr foley i just want to say thank you um the board feels you have done an excellent job through the 2020 2021 school year as our acting superintendent and navigating our district through this past year so um it was a very positive conversation and we appreciate you so so much president reece mrs kaler i just want to echo those sentiments i know that um we were under a lot of scrutiny in the decision that this board made just a tad over a year ago and again i like that you took away our on based on meeting because you were exceeding in everything you have done so far for our district and so thank you very very much any other comments yes thank you thank you for all that you've done and thank you for leading this district and creating great teams done very very well very happy to have you i think i should follow up with a ditto i feel like that's the best perfect all right all those in favor aye i that motion carries 4-0 and just for the record mrs schultz did attend our executive session and participated in the conversation um but was unable to rejoin us back in regular session but just for the record mrs schultz was there during our executive session via phone and participated all right congratulations thank you and with that i move that we adjourn second all right all those in favor aye aye have a good day you

all right we're live okay uh so sing a presence of a quorum called to order the meeting of the policy subcommittee of the regional school committee um at 605 pm on wednesday june 9th and uh i guess we should we need to take roll call attendance um carrie i carry a present debbie debbie present and allison present um we have oops sorry i need to download and then go back to the agenda separately sorry um do we have minutes to approve we do did i don't remember if i sent the minutes or not i made the minutes but i probably forgot to email them to you okay so no minutes to um no minutes to approve tonight um but the uh first item that we are reviewing is the draft of the proposed policy um for a vendor diversity and commitment to that diversity i should say and i wonder since that we haven't shared that i can share that on screen so that if anybody's watching it they can see it and i need to make sure it's gotten oh there window okay because it's like i don't want to share my whole screen okay there are you seeing the word duck i am okay i'll add it to the stream do you want me to show just the document so it's larger for people or do you want to stay on the screen um we can stay on the screen okay you'd be weird if people see just the document you know um i can make the words bigger though let me okay okay so this um the the request was um from our assistant superintendent dorian cunningham was to create a policy that requires contractors and vendors to share the same commitment to diversity and inclusion and equity that the district does so this is the draft that um debbie thank you very much for doing the research for us to review i don't know if it would be helpful for me to share my thinking on how i put the draft together that would be great okay um i apologize one of my dogs has decided to bark so that'll be in the background but i took the opening paragraph the language is um almost directly from policy acb which is our affirmative action on cultural diversity policy um that particular policy um i think gets toward what we're wanting to do with our vendors um from there i used language that is already in existence in some of our documents that we use when we requesting vendors to put in bids so the bullet points um the first bullet point comes from that and then the second bullet point i just based on what i know to be our goal in the district so that's it thank you for putting this together debbie i'm sorry i said you're welcome but i'm muted because of my job i'm going to um pull out of the stream for a moment and go let her out of her crate and then i will be right back okay sorry i'm just reading do do you have any um i'm just wondering oh good perfect timing [Music] i don't feel like i have any um ads i think this is um so yes thank you thank you debbie for for doing this work and um and pulling that in i think that that approach of pulling in from the um what we put into our rfps or ifbs um makes perfect sense um and if this strikes me as in line with the spirit of doreen's request as well yeah i don't have any changes to suggest i think it's likely doreen or the committee the larger committee will have ideas of ways to modify or change it but i mean this seems like a really great starting point and thanks yeah well now i apologize for the drinking in the background okay super quiet but if you'd like um i could share this with doreen tomorrow at work ask her to go over it see if she has any suggestions that she would like us to include before we turn it over to the full committee but um i have a feeling she'll probably be pretty happy with it i think it incorporates most of what she's looking for but of course she may have ideas that i'm not thinking of so i'm happy to share it with her tomorrow great next step and are there any legal implications here where we'd want to hey run it by anybody outside of uh like i'm thinking about the mark terry's and well i spoke to doug slaughter he's the one who gave me the language for bullet point one from our ifbs and he suggested that once we have something finalized before we send it to the full committee we send it to mark terry just to make sure that we're not stepping on any legal problems um he didn't think if doug didn't think it would be a problem he thought that this could easily be added into everything that we send out right now it's only in the ifbs but he said it should be in rfps and everything that we do and he didn't see a problem okay okay so our next steps on this will be um that uh debbie will share this with dorian um for her input um and pending that edit um we can incorporate it i think at the end of our meeting today we can talk about whether we want to meet once more um before the meeting on the 29th um no because this is not being on the meeting um there's there's no way that we'll be able to get it in for the 29th because um the the regionals my only question was if we want to have a first read for the school committee on the 29th or if we want to wait for a first read for the school committee until when we reconvene in the fall so we can circle back on that afterward um anything more on this one so the other items we had was other um welcome steven um i've been watching for quite a while did you have any are you um so if you've been watching do you have any comments on the policy that we that i was just sharing on the screen i do not okay i'm sorry if you were were down there and i didn't see you i'm distracted by my very loud and obnoxious dogs yeah i got to watch you walk away and go uncrate your dog i'm sorry i did miss you for a long time excellent um so we we also had um on our agenda to talk about um any policy referrals coming out of that um last regional meeting so the that one would be the subcommittee policy um and i had shared ahead of time a first proposal that is not i is i just took stab based on sort of the conversation that we had at the at the regional meeting there's no um i know we haven't had a chance to talk about it but i thought it might be easier to help us get started so let me just share that screen do you see that um debbie uh yes no i do i'm so sorry there we go so um this is our um current policy bdes on subcommittees um and in the green are the edits that that i started with as as a starting point to suggestion for modification um based on the masc reference policy i think also in my notes actually i'm going to move this so that i can see it myself um so i used to google me not um stream yard okay i made it too big on my screen so now i can't see it okay okay um in the in my comments on the side i think i i link to some of the um reference policies no i didn't but um that might have been in the other one so the first suggestion the the um uh again marked in green is in the first paragraph to right-size this policy to be just sub-committees of the school committee and create a separate policy for advisory committees and task force um and then the other thing that in the reference policy and then when i look at sort of other districts around the state and the online policy manuals most all of them actually spell out that it's a one-year appointment um if it's a standing subcommittee and we reappoint every year it's it's more of a formality um but i do think that it might be helpful for us to sort of codify that um in policy and the other change so in the first bullet is just again pulling out task force and pulling that in into a separate separate policy um our policy gave all authority to the chair um whereas the reference policy as well as most other districts say that it's actually subject to approval of the committee and i feel like that's we do that anyway so um i feel like that's important in case there's in case i decide to go rogue um you guys can um do that and then the other the other clarification here is just is to pull out that the subcommittees um are subcommittees of school committee and membership as school committee members and then again creating that sort of clarity that a subcommittee of school committee members and then the advisory committee policy would be um would have sort of broader membership directives or possibilities um and then the other thing that the reference policy calls out in specific is is really if there are standing subcommittees to include them and list them here um some districts include it in their just general subcommittee policy others have a separate policy that lists what the standing subcommittees are since we have close to 200 policies i'd be inclined to just keep it within this one versus adding another policy um so i just took language that i've seen in other um i think belchertown was one um that other districts sort of just saying there are forums standing subcommittees that remain in place until the annual reorganization meeting i pulled this these poli these subcommittees from our subcommittee spreadsheet as well as the description that's in those and one of the questions that i had also that i think is worth having the conversation at our full committee meeting is um to consider adjusting these to be a little bit more clear about what our what the committee the full committee expects from our subcommittees our standing subcommittees so as an example in other when you look at other districts when they're describing the budget subcommittee some say that the budget subcommittee actually reviews the annual budget our practice and the in our committee is that the whole committee reviews the budget and and weighs in we don't we don't delegate that necessarily exclusively to the subcommittee so some specifically call that out and don't even have a budget subcommittee others will have a budget subcommittee and the role that for the budget subcommittee is to work on the manage and create the timeline um for the overall budget process um including budget hearings and community um presentations um an engagement and sort of just managing that as opposed to being the responsible group for the reviewing um so that was that was one idea um sort of like that would be worth discussing um the policy committee is is no different that's not one that i would saw as ours being unique and different from other um districts the superintendent evaluation is one that it's a little bit different if you look at other districts they call it something else i'm not saying like i don't know that we need to call it something else but in addition to developing the guidelines the instrument and the timeline they also have the responsibility of proposing goals for the superintendent so starting at the beginning of the year managing the goal setting process as well as the evaluation process so that was another one that i wanted us to consider there so i'm done talking carrie so i had a couple of reactions to the draft the first one is just um i i like i'm not against the change where we say that it's only school committee members but i'm looking around the virtual table and i see debbie she's not a school committee member so but i've always really valued her participation on the committee her knowledge especially institutional knowledge that she brings to the to the to the table so i guess i i'm thinking i i don't i'm realizing also that i'm on officially you know i i think i'm on all of the standing committees yeah i it's i'm not i'm not a huge fan of that um as we talk about um anyways so but but i do have some thoughts on so so that's one thing but then i did have if you scroll down to the committees i so i will say like when i was on the budget subcommittee with um sean mangano as the as the finance director we we did actually function where we'd meet prior to any budget hearing and we'd go over all of the materials it wasn't that so in the same way that the policy committee reviews the policy documents and then they get reviewed you know we're not the ones making the decisions and but we did actually meet with sean and we'd go over the documents and i think what happened was there was a change in finance directors at the same time the pandemic hit and the practices have have shifted over time so i don't know that our budget committee has functioned that much differently than um always i guess some of these like changes that have happened have been related to changes in personnel and changes and you know brought around by the pandemic um but and then again the audit piece i do think that i remember like meeting with the auditor as a member of the budget subcommittee um and we also have opeb which i'm also the chair i so that's another kind of sub thing out of the budget so i don't know if it's worth i'd be happy to like think through and flush out some of these standing ones a little bit more um and i'm open to kind of thinking through but i do i don't know if it's worth codifying the the the balance but it does seem kind of funny that i sit on all of these standing ones and i'm sure there are some anyway i i think we should codified like the annual you were asking the question about the annual revision of like looking at it and i think it is worth doing that annually to think about who's on which committees yeah it was a bit rambling but those are my my big reactions otherwise i think it makes a lot of sense what i'm thinking because i my understanding debbie is is actually the delegate of the superintendent as opposed to um and so and i think that's based off of um this this line that says committee chair and superintendent are ex-officio members of all subcommittees so i think we could sort of just spell that out and say that the committee chair and superintendent or their delegate i like that um because i i agree like and especially with the policy subcommittee it's important to have right i think and with the budget subcommittee you're going to have to have the finance director there right well they're there but are they a member oh that's true that's true um now the the one other thing too i am glad you brought up the opeb and and the audit because as i was going through our spreadsheet it's called our subcommittee spreadsheet and we talk about them as subcommittees and yet a lot of them are appointments or representatives or you know job like roles that we play and so i do i do think that it might be helpful for us to separate those out and sort of really be clear this is a subcommittee and that as we're delete this the committee is delegating the work of the committee to these groups to sort of progress them in between our meetings and then there's advisory committees and task forces that have a specific purpose and then there's appointments or you know um roles or liaisons that that we're required to and that's that's separate but they're not they're not subcommittees necessarily so that might be where like that's where cpac or bpac or um jlmsc or negotiations um you know there are there are representatives at the table for those particular meetings or um the collaborative education the um i had the question about the audit because in our spreadsheet it says that the chairs do that role but i i i mean i haven't been chair for very long but i didn't play that role um this this year or last year so that's what i wasn't really sure so i'm wondering if that actually the way you described that carry if that's actually part of the budget subcommittee i mean it was pre-pandemic i just remember meeting with sean as part of the budget committee and having the document shared with us and the findings i don't think eric was there so i don't know if you're still using the same spreadsheet that's the one i created um yeah okay if it is it's becau i put chairs there because that's what had been happening in the past um when i was asked to create the spreadsheet they asked me to list all the member the state the current members of the committee at that time and up to that point it had always been the chairs just meeting with the finance director to do the audit so i don't think there was any um i don't think it's codified that it has to be the chair i think they had just been volunteering to do it up to that point well part of the part of that too was that our friend trevor felt like he needed to go to every single sub community meeting and be on them so that's how that happened so um so i mean obviously these are decisions that the full committee will make um but just like thinking like do we want to propose that it's that it's a budget and audit subcommittee and combine those since it sounds like that aligns with some past practice sounds like we haven't we've depending on who's on the committee and who's in the finance office it it it varies um we don't have a consistent way so we could propose i would say whichever way makes no sense i think that makes sense personally i don't see why not yeah and see do you really only have three then the other ones like i said were um oh well so this is this is the the question mark right is then does um there was one called the data trends subcommittee that i think is dissolved um though it hasn't really officially been dissolved but that um uh that would be that's the only other one that's actually a subcommittee as opposed to there's representatives from the committee that are participating in another committee or another thing so that would be negotiations that had been listed as a negotiation subcommittee um jlmsc wasn't there um on that list because i was using the last one and then i forgot to include that but that would be another example of like yeah there's a that's a there's a standing appointment but it's not really a subcommittee and those were the only two um uh sctf was the other one and they think it's sort of in that one um just from conversations with the current co-chairs of that the desire is to keep that as sort of an advisory committee with sort of with membership beyond the the school committee members only so that's why that's not here yeah the so the the data trends subcommittee that was that was rick hood that was really pushing that one and really since he left we really haven't had any data that we can oh oh you got muted oh i got muted we have nothing going on that we can trend the data not even the this the high school and their yeah and i think that that's something that we can talk about as a committee and it struck me as that might be one that becomes an advisory committee just the sort of the way it was described was to create sort of that process um what do what do we think about proposing the superintendent evaluation committee to encompass also the goal setting or do we want to keep that i think in the past couple years it's been the chair it's interesting i'm looking at the list on the masc and they have the personnel and policy subcommittee um i do anyway i was just it's funny to see how other places do it because it looks like masc rolls the evaluation into the the policy one we could have even just two um i i think i don't know i kind of like how it's worked i mean in the past i'm not i don't i don't i guess part of me is like if it's not broke don't fix it yeah like if there's a reason to do it i think that makes that like i'd be happy to bring the question to the full committee and people have an issue with how it's been going in the past but otherwise it kind of like the way it's i mean i know somebody must be working with the superintendent to set those initial goals but i feel like it's actually been a fairly generative process where we all get together and talk it out yeah yeah really um sorry i was gonna say i i agree and of course it's the makeup of our current committee but we are a committee that that we all like to dig into a lot of these topics and and and collaborate on them so i i do feel like there's there's certain certain things that do take a chunk of time outside of the committee to do the work and progress the work in between committee meetings and that's sort of where i went and and yet there's so much that the full committee does like to discuss and and deliberate because i you see some some committees are really designed that their subcommittees are where the business is happening and that the full committee meetings are more report outs and and approvals as opposed to deliberation and i don't see that as a fit with our our personality is a committee so debbie sorry no that's fine i was just going to say i think doing setting the goals with the chairs ensures that the pelham school committee the amherst school committee and the regional school committee are all going to be represented equally in setting the goals and it gives those other committees an opportunity to talk through with the superintendent if they have goals specific to their committees so to me that's why it makes sense for it to be the chairs doing that initial part yeah good point [Music] any other thoughts on the edits here the only thing i just thought of was something stephen said the other night about the policy subcommittee having a representative from another policy the evaluation committee having representatives from each district and i i wasn't even aware of that but it seems like for the reasons debbie just um brought up it might be good to put that make that explicit so there's people remember that because i don't know where that's written i'll keep your money for two more years before i'm done i'm just trying to say membership is the prize yeah that whole thing came about after we met with the msac rep for about four hours one night and when went over all of the how how poorly we were actually doing on our superintendent evaluations because people were doing their own nobody was following the rules we didn't even know what the rules were so that's how this thing came apart and then it was audra gracinski and emily marriott that really i mean he spent hours on this thing putting it together yes they did okay i do wonder i wonder if we should have sort of a a statement here that says each subcommittee should have representatives from more than one member town just just to avoid it being all amherst does that happen at all i'm trying to think of like the budget's pretty well balanced you're right that we do have um yep the one thing i would say there though is part of it always depends on the makeup of the committee and if you have a committee that's really collegial and wants to make sure all the towns are represented that's great but if you end up with a committee that say there's a chair who for some reason wants to freeze out one of the towns that chair would not be required by this policy to make sure that all the towns are represented um so that would be my only concern about not including language around equal representation yeah because i wonder if that um would help like i mean this is different this is saying that there needs to be four four members of the evaluation subcommittee versus but i do think like you know i remember what if we should state it as a goal rather than a record i'm just thinking about um like i'm thinking i don't want to make steven have to be on every single subcommittee because he's the only representative yeah that's that's the other problem you the for leopard and shoots berry their representatives would be terribly overworked and i think they already have uh sometimes you know this is already like the region as i guess it is for us too but um i forgot who made the comment the other day but just the sense that they felt like volunteering for me being on the region was service enough to their right right and that's true you're right about that that as a regional member they are part of the whole body so they're representing their talents in that way what's funny for me is i feel like i'm a member of the regional school community in the shootsbury school committee because we meet once a month for 45 minutes is more like a subcommittee [Music] it is fun though being the one rep from a town because i'm being hammered now because there is that growing it i think it's about 120 votes now it's not enough to push them over the top but they really are pushing for that 100 statutory and they're all mad at me because i'm sticking to the 55 and 65.

him a round of applause [Applause] and kevin walston our assistant superintendent i just want to just ask you all to stand for the singing of the pledge excuse me it's a star spangled banner and the best part about this it would be sung by our eighth grade students [Music] is bursting in air gave proof through the night that a flag was still there [Music] all right that was wonderful and just i just their names are in the program but i do want to acknowledge them again sophia trilelli yamaya claxton and aliyah calderon for singing our star single banner thank you ladies i am so blessed to be at this amazing school you may sit down i'm so blessed to be at this amazing school you have this is just a special community of staff students and parents and i thank you for all your support especially during this crazy time called covet the impact of covet had like a major impact on a lot of us physically mentally socially emotional helps and it was almost devastating yet covet tried to rob us of many things like in person learning and the simple things for my eighth graders like eating in the cafeteria or walking side by side in the hallways or our favor gathering at the lockers you missed those wonderful things and having those conversations but one thing covet could not steal and parents i need you to hear this loud and clear it could not still steal any of our desire to bounce back we have some of the most resilient children i have ever met in my life and they have bounced back and they have come out and i don't have to tell you look out here that's evidence showing you that they were able to make it all the way through so this is not a funeral this is a celebration and i'd like to take time to give them a round of applause [Applause] we had a lot of things that we tried to go back to and it was difficult because of our size but we did have an eighth grade ceremony and we honored a few students i'm going to ask those students if they can stand up we have their names in the program you know who you are you got an 8th grade award and don't worry about the first person standing up just stand up don't let me start calling names thank you we're very proud of our students and once again it's in the programs guys you could sit down thank you nelson mandela states that education is the most powerful weapon that you can use to change the world i'm showing you we principal thomas thank you very much it's my honor and privilege to be with you here tonight i'm not going to speak very long i'm just going to echo some of the sentiments that principal thomas spoke about this pandemic in the last 15 months showed how resilient and how strong and how we can overcome anything if we put our minds to it and we put our will to it and you did that you showed that you proved that and you're here today to reap the rewards of all your hard work and your effort you know as you go into high school it's going to be much harder work but you showed that you have the ability to handle that work and you'll be able to handle it well and so as a city we're very proud of each and every one of you and all your accomplishments we wish you well as you go into the summer we wish you a happy and safe and fun summer and we need to thank your parents your teachers your educators for all the support that they've given you throughout these years to get you to this point where you're moving up and so congratulations from the city of danbury thank you for all that you've done keep up the good work and we look forward to seeing you in the years to come thanks very much next we will have to address the class of 2021 our assistant superintendent of schools kevin wallston good evening everyone and congratulations uh broadview middle school so let me find my glasses and i will get started dr thomas told me i only had a couple minutes to talk so thank you dr thomas administrative team staff parents and families board members miss rachel celeski miss kate canetta mr russo mayor cavo and of course dr pasquerella and our students here this evening it is a pleasure to be here celebrating with you so i had the pleasure of being part this is my third graduation that i'm part of today and i had shared earlier at our middle school graduation that one of my favorite things to do is read stories going into the elementary schools to our k-5 students don't worry i know that you guys are not elementary school students and i decided to share a story that i thought was appropriate for a middle school moving up ceremony story is called a gathering storm you started your middle school journey as tiny droplets of water you were small and aimless enter in a building you didn't know with some others who had you had never met after those first few years and days and classes some of you became attached to each other together you started to form small clouds each group working together to survive as you grew and matured these clouds started coming together you found ways to move together and work together to create amazing things you look past your minor differences to see greatness you could achieve when hundreds of individuals came together you were a force to be reckoned with but not feared a tiny rainstorm dropped heavy dropped creativity and knowledge wherever you went as the years went on this small storm gathered strength you you spoke louder you ask more questions you let it be known you are as individ you are an individual as well as a group more students joined in bring in more strong winds of change and excitement all of the elements all the elements of our collective storm have gathered and you are ready to tackle high school as in one awesome force i call it pride determination and quality together you will take high school by storm scooping up every ounce of fun and education in your path to the graduation class of 2025 i challenge you to move forward with pdq pride determination and quality goodbye for now but i certainly see another storm coming in four years collectively i'll see you guys again in 2025.

he proceeds to say i don't know what you're doing but i know what i'm doing then walks away as you can tell i didn't have the best first impression of middle school but it just kept getting worse from that day i believe that everyone would be mean and work for themselves but as time went on i got to see the real middle school experience specifically the west side experience this i got to make many friends they got to be some of the best people i know to this day i made many memories those i will never forget it kills my heart to think of leaving this school on this day westside has watchmen receiving an award they will have the honor of speaking with you today vivian will speak about her middle school experience and ria will speak about the future that lies ahead so vivian hello parents guardians family members and fellow students we've made it three years ago my peers and i were graduating fifth grade now we're going into high school it's been a fun but wild ride and i'm very happy that it was safe for us to have this moving up ceremony in person for me and i'm assuming many of my fellow classmates and students middle school was a time of character growth change in learning we made new friends and discovered more about ourselves than ever before especially with the pandemic we learned to change and adapt to our new surroundings and keep our heads high the class of 2021's experience during these three years has definitely been unique and unforgettable and when writing the speech i wanted for us to be able to reminisce on the past and remember the struggles as well as the victories so going back to sixth grade i have very clear memories of struggling to open lockers rushing to get from classic class and trying to figure out the flow of middle school strangely i also remember fearing the 8th graders looking back on it were really not that scary anyway we all got used to our new environment eventually with the help of supportive staff and teachers seventh grade rolls around in the year is off to a good start we had all of our normal activities and everything was great then mid-march came around and i'm sure many of my peers can remember the announcement that said we were all being sent home everyone was ridiculously happy oblivious to what the pandemic would bring distance learning began on march 31st two weeks after schools had closed by the end of april a lot of students myself included were feeling stressed and anxious living the same day every day worrying about assignments and not being able to see much of anyone wasn't easy for the most of us this was a new way of living that none of us including parents had ever experienced before it took us time but we found ways to cope the world had changed and the daily lives of the class of 201 had changed with it that brings us to this year we start off the year with remote learning as well as the new schedule and new teachers still though we were already used to the world of google meets and online learning tools distance learning in the fall was as close as we can possibly get to an in-person school environment in a remote setting and it was easier for all of us to understand what we were being taught the months went by and on monday january 25th blue court students myself included went back to west side for the first time in almost a year it was such a surreal experience everyone with the mask on and socially distanced as well as being in the building and seeing people in the flesh that hence seems the pandemic had begun after going back i got to know my teachers and classmates better as well a few months went by and that brings us to the day graduation i would like to say that overall it's been an amazing three years with you all even if you didn't know me personally i hope that life takes you places that you continue to find and you find yourselves and achieve your personal goals i also want to thank parents guardians teachers and the staff of westside you've helped make the school the place it is for all of us students again congratulations to all the graduates and best of luck in high [Applause] school dear students parents and guardians thank you for being here today students of west side middle school academy congratulations on making it this far into your academic careers it feels incredible to have been able to get this far with all of you and i would like to say thank you to all the amazing students and teachers that helped us get this far what we have been through together is no easy feat and i would like to congratulate you all once again on your accomplishments as we began 2020 as seventh graders it is safe to say that none of us were prepared for what was to come however the fact that we managed to pull through despite the most unexpected circumstances shows that we have what it takes to be successful we now understand how incredibly difficult it is to see what the future holds for us i for one did not expect moments of awkward silence on google meets and cameras that were switched off all the time i'm pretty sure none of us did but i see all of you in front of me now having gone through struggles and staying resilient throughout i am confident that no matter what life throws at us personal or universal we will manage to succeed i know for a fact that we will all go on our own paths after today at times these pets will converge perhaps at danbury high school where we will have the same math class our paths may fork and it is in those moments that our choices are crucial every one of us has the ability to find success through our own paths but it is up to us to take the necessary steps to find that success i'm sure that we are all wondering what high school will be like but what i can tell you is this in the near future we will be like 6th graders once again small fish and a big pond we will have to build upon our previous experiences and we will have our ups and downs on a roller coaster journey just remember how terrified we all were of middle school i think and can confidently say that middle school was not nearly as scary as i thought it would be and i assume high school will be the same no matter how high school may be portrayed i know that high school is an opportunity for you to discover more about yourselves and explore your strengths and weaknesses distance learning was as big of a question mark as high school is but the fact that you all managed to excel despite that shows that high school will be no problem for you i hope to see all of you once again at our high school con graduation showing off all that you have achieved and that brings us to the great beyond that follows high school whether you have your entire life mapped out or have no clue what the future holds i know that you can bring your dreams to reality i hope that regardless of where the circumstances take you regardless of all the speed bumps and rocky roads you will eventually arrive at the destination that you hope for and while you shoot for the stars take a break and appreciate the little things in life and everyone that has helped you get to this point your final assignment due at 11 59 pm by the way is to say thank you to your friends your family your teachers and the wonderful people that have been by your side and will always support you let me complete my assignment by giving a heartfelt thank you to my parents and little brother thank you all so much and congratulations once again thank you both you did a great job now i'd like to introduce mrs jennifer blue assistant principal to recognize these students all righty thank you we are proud to present vivian lynn and ria parziar with these plaques of recognition for their accomplishments [Applause] all righty i'd like to thank you i'm sorry i'd like you to think back for a moment to when you first started at westside middle school academy many of you were concerned that you would get lost or that you wouldn't be able to handle the homework or you wouldn't be able to make new friends the building looked huge compared to your elementary schools yet here you are and at the end of eighth grade you learned how to manage your time how to be creative and how to work in groups to solve problems many of you earned honor roll or high honor roll status at least once while participating in a variety of activities outside of school you have each had your challenges and successes as you move through your middle school years it's time for high school and you are ready the choices you've made and will continue to make will determine who you will be i hope that you will choose to make a positive difference in your family school and community as you leave us today the best wishes of all the faculty and staff at westside middle school academy wishes you good luck to you all so now ladies and gentlemen the moment you have been waiting for is finally here the presentation of the west side middle school academy class of 2021 the class will be presented by eighth grade teachers mr o'neill mr savino and miss pokencheck the students will be honored by the time in action plan and i think all of you know that he's been a key part of the commission in its work the last several years so thank you all very much and with that um because of their absence and because of the fact that their terms are up um they obviously um will not be here tonight and that obviously is affecting um who's going to be here so i just wanted to acknowledge that and missy go ahead and um do the call from here then absolutely commissioner hook him sorry chuck hook um and my home in ann arbor good evening thank you for that excellent reminder if you could please uh state feed city staff will select callers that have raised their hand so to speak one by one i'm using the last three digits of your phone number in order to electronically raise your hand to indicate you desire to speak please press star 9 on your phone you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any background or television noise that we may hear you clearly and finally please state your name and address at the beginning of your comments do we have anyone not yet not yet well we know we have a delay of maybe 30 to 40 seconds so we'll wait for someone to raise their hand car ending in one three four i'm gonna you should be able to speak in on the airline uh thank you dr stultz and chair mursky it's ken garber 28 haverhill court um i have a question to ask really about the landfill solar project um i'm an outsider coming late to the discussion um and i have to admit the language of the um vgp voluntary green power settlement approved by city council in april it's hard for me to really understand um so as i read it um the city will pay for the landfill solar project but dte will own it the electricity that's generated will feed into the energy grid and be distributed throughout the dte system however the city would become the so-called anchor tenant and will sign a long-term contract for the life of the asset the city becomes a quote subscriber of last resort unquote for credits and wrecks issued from the project but it would have the ability to sponsor community solar i assume this means deciding which entities for example pittsfield township get to pay dte for wrecks or other credits based on solar generated electricity from the landfill any leftover credits the city would purchase so as i understand it city residents will pay uh what 40 to 50 million dollars which was the black veatch estimate to construct the 25 megawatt project that dte will own and utilize the city is anchor tenant decides who buys renewable energy credits from dte and we also agree to buy any leftover credits so if i'm reading this right dte adds to its renewable portfolio at our expense of course the public benefits by having a 25 megawatt solar facility added to the grid but shouldn't dte be doing more renewables anyway at its own cost and are we missing an opportunity here uh paul fenn the speaker that we brought in back in march uh suggested that the city establish a parallel utility a franchise a kind of mini muni that would start to keep compete with dte on a small scale fenn said such a city-owned utility could be established fairly quickly maybe within a year is there any possibility to incorporate a city-owned landfill solar project into such a parallel franchise just a question again i might be misreading the settlement agreement and i don't know how feasible this would be or if the settlement agreement um by its very nature um basically locks us in to uh the arrangement that's outlined the um landfill solar pilot um so i welcome a discussion of why city ownership of the landfill is not feasible uh regardless i hope you'll push for full transparency in the up upcoming landfill talks so that the public and energy commission can be informed and can participate thank you so much yeah thank you very much ken uh chairman we do not have any other folks in the queue okay um maybe we can uh discuss some of these points later on okay so um our first uh agenda point is um an energy education update uh from um dave campbell um former city staffer in the energy area and or member of glra do we have dave with us yeah he was just being promoted hello hello hello hey dave i got kicked off for a second so i don't know exactly where you're ready for me now we are all right and i can share my screen with this uh button down here hopefully all right before i do i just want to say hi to the energy commission members and uh introduce the fact that uh working with missy from you know very start of the a20 project the great lakes renewable energy association has been a partner on a number of things uh at one point missy asked for people who were interested in getting involved in community education and i joined a group of people that are doing that uh it is now we've been meeting for oh a number of months the group is pretty much myself we've got the hands-on museum the leslie science center and the ann arbor district library are kind of the other people that are in this group that have been working towards some community education kinds of things with the a20 kickoff week we aimed with very little time to try to do a couple of activities one which we did manage to pull off was uh oh i don't know bringing back the uh hands-on museum farmers market uh kids exhibit that was used to be on a kiosk uh at the farmers market but with the fifth avenue reconstruction disappeared for a while and uh we're busy bringing that back now one of the activities that we've been pursuing is related to the fact that before the covid the summer before kovid we had been josh mcdonald and i had been working with the hands-on museum and leslie science center to do a stem grant to bring a weeks-long renewable energy day camp to ann arbor and we ran the first pilot of that the summer before kovid and we had great results with that and one of the activities that we did with that involved taking there were about 14 students in the seventh grade give or take a grade or two that were in this day camp we walked them up to the top of the fourth in washington parking deck to look out over the roofs of downtown ann arbor and started just asked them to look around for solar collectors and and made a made a game out of it so we started looking at utilizing this is perhaps an activity for the a20 week the library is is going to incorporate it into their uh summer games a whole renewable energy section of scavenger hunt and whatever their renewable games we're moving forward with with these things with the idea of adding more and more right now we've been concentrating on downtown they wanted to have a family activity where they could come to a section of downtown and park and walk around and have access no locked doors no anything to these activities and so i'm going to show you it's the beginning of what we've come up with so i'm going to try to share the screen and somebody's going to give me a thumbs up or something when they can see what i'm talking about hopefully you can now we can alright so what we've got is something that we're calling downtown ann arbor's invisible solar which is solar energy systems visible from the fourth washington parking structure roof deck so we're working on the signage and everything that'll go along with this but it's pretty simple how do you do it you go to the parking structure of fourth in washington and you take the glass elevator up to the roof deck on the seventh floor and then you can walk around the roof deck and look out in all directions and you can start finding some solar energy systems the roof deck has been fenced all the way around so it's safe for families kids and even dogs so what can you see from up there uh washington county courthouse put in some solar energy uh from the roof deck this is what it looks like fourth in washington to the uh county office building over there it's a 10 kilowatt folder photovoltaic system that was built in 2011.

2021-06-09 Hampshire County, MA YouTube / ARPSTube Channel transcript source: youtube Policy Subcommittee Meeting · passage 2
now does this language work membership on each subcommittee should strive to include representatives from at least two member towns or districts maybe it should be district towns remember times yeah i like that okay good um so we can include that one um for first read and discussion and then i also this one is very straightforward i literally just this is just the reference policy from masc um for us to to consider um so this is the advisory committees to the school committee and this is intended to include things like the sctf where membership can include individuals be beyond school committee members or delegates of the superintendent so that's that's where that phrase comes in when we say residents if somebody is a parent of like a choice student i i guess i was just thinking of like the the definition like how do we draw the boundaries for residents right what i did sorry i should say this is the um the model policy and what i added um i replaced the model policy language sorry i didn't include track changes but um i replaced the model policy which talked about um staff members being appointed at the discretion or recommendation of the superintendent and just copied the language that we have in our current in our current subcommittee policy i just copied that from here and inserted it into the advisory committee but i have that same question carrie um was do we want to limit it to just residents or should it be residents and guardians of students i think that makes i mean you know somebody from a town that's not included in a region wants to be a member because they have a connection to the schools directly through their their family or you know like i don't know it's just worth considering because i could see it arising as something what if you use language like um members of the broader arps community that would take in parents and guardians from anywhere that would take in you know a grandparent who has um an interest in it in a special um maybe some special skills that they could bring to it or a member of the business community um that's connected with the schools in some way or i don't know if you think that language is too um open to interpretation but that's one thought it's true about parents for school choice kids because it was either two or three years ago that the entire pelham pto or pgo whatever it is was all school choice parents i wonder if we could suggest the guardian language or something similar to that and then see if how the full committee feels about it or another interested party i think resident is too specific but i'm i don't want to make it completely wide open but i wonder if they're if they're all being appointed then it would be somebody having some weighing kind of what the and i think we should not use family members just to be inclusive or like guardians or family members just for i don't know what's the language we usually use around we usually we have been using parents or caregivers okay um so that that's that's the interesting thing that i i wonder about is do we want to say caregivers because that could include babysitters that are after school only and i don't know that's i mean in this particular case that's i'm i'm not objecting to the use of the that phrase but what if somebody's a would would guardian that would include foster care parents yeah i wouldn't think so yes because they're legal guardians okay should we be really and maybe we don't need to be but should we really specific and say residents of the four member towns it doesn't matter i'm just thinking of like if i were on the amarristor pelham it i'm just thinking like the enrollment working group which was an amherst specific thing would we would that would we want it like trying to think like relevant umber town or um um or maybe it doesn't matter because it'll work itself out hmm no you i mean that's a really good point it says we include but then it doesn't say it has to include right and right i think um we could add something that says membership requirements will be determined you know will be i guess that's point four right so the appointments made by the committee so that's true and then the committee can have a discussion um right because it's it's still it's it doesn't say that the committee has to accept anybody that so if it's an amherst only it's a if it's an advisory committee to the amherst school committee the the amber school committee could decide we only want amherst residents or or parents of amherst students right shhh we could just say of where appropriate i don't know right it says staff and members and students may also may be appointed to the committees where appropriate um um i'm gonna you know what i'm gonna um take this off um residence oops that one in the residents um residents of the four arps member towns parents or guardians of current arp students staff members and students and staff members and students also may be appointed to committees where appropriate i think you could even take out the and before staff and just put a comma after correct i like that okay so again this is sort of saying that it's one year and then you may be reappointed after one year was seven something from the um that one made me laugh i don't know it just seems kind of like a very um positivist statement as uh my actual everyone i'm i'm really curious as to the background of how that got in there yeah i almost wonder if it's too much i don't i don't know i it seems a little i don't know why should an emotion come into this i don't think we should be completely robotic um no um so it should include research in fact i don't know i mean i think it's just a funny statement i don't know yeah i i think it's yeah not having been part of the the policy group that drafted the reference policy um yeah i don't i get what it's like the way i interpret it is to say that it's not an advisory committee of just saying well what do you think right like it's not intended to be sort of focus groups like what is your reaction to this or what is your reaction to that but to actually be doing some doing some sort of compilation of um so maybe one of the way would be saying that like committees could committees will conduct research i mean i don't know will use how about committees will use research in fact to to as input for recommendations sure and it could be qualitative research or quantum yeah you could do a focus group and then come back to us and report them which found um advisory committees will use research in fact informing recommendations what if instead of the word fact you put the word data yeah i like that in fact it just feels accusatory somehow it does that's what i was thinking i didn't understand f responsibilities for the release of information in the press and i just was wasn't sure what is that maybe intended for sort of really serious advisory committees on something in case sort of the but i feel like it's almost unnecessary um i'm thinking it's in there for things like when you have a building committee um like for the building project that we're and right now sometimes they have the chair of that building committee actually have responsibility for talking to the press um and in most cases uh that wouldn't be the case it would be the school committee the school committee would still be the one to talk to the press or the superintendent so maybe it should say something like um well the way it's written it's just going back to six so each committee that's two well maybe what does it say i mean if you wanted to make it explicit you could say the school the you know the the chair will maintain their responsibility for release of information to the press unless otherwise instructed kind of thing yeah but i was thinking we could also just say responsibilities if any for the release of information to the press that's good i like that that way it keeps the syntax any other i feel like it's not worth worrying about it too much because i feel like somebody's going to have some feedback on this i think it's good i mean i think we've made some good updates and i think it it's still pretty well in its own to begin with yeah and i'm exhausted from our meeting last night i know i know and it's seven o'clock so oh um i remember debbie you you telling us at the very beginning that we're always very good at being one hour which is one hour exactly and i and you're right um okay so are we good for bringing these to the full committee um on the probably on the 29th um oh no wait uh we have it on the we have it on the next agenda i think next week um are we good for bringing these in for a first read i think they're ready okay great excellent well thank you um so do we want to um back to the question about um another possible meeting um the week of the 21st um and and i bring this up because i will say that i don't know where folks stand there is there is some sentiment from a that i've heard for wrapping this subcommittee discussion up this june um so that that would be the only thing is if it comes out that coming out of our full committee meet um meeting next week do we want to have a placeholder meeting for the week of the 21st in case the full committee wants us to make some refinements and consider it for a vote on the 29th [Music] are we meeting on the 22nd we are not um there was we almost were when but we moved the meeting to the 14th and so we have the um oh sorry the amherst committee might be correct because of the conversation that we had yesterday um but the region right now is not scheduled to meet on the 22nd the next right now the next region meeting is the 29th so i can't do the 24th or but i could probably do the 21st or 23rd potentially the 23rd is the employee recognition retirement event yeah i could do the 21st if people could do it i don't know they put on your calendar if we do the 21st could i make it could i request that it'd be at 6 30 instead of six it's just a little easier for my family that would work for me um yeah i find that 6 30 generally is is an easier time unfortunately it looks unfortunately for the next meeting we have to start at six but um the 21st yes 6 30 works for me does that work for you stephen okay is that the first day of summer it'll be the longest day of the year stay open talk about policy excellent okay great uh if there's nothing else um then i will move that we adjourn is there a second second and we'll take a roll call vote um debbie hi uh stephen hi harry hi and allison hi so we are returned thank you

throws coach dan bennett here uh hopping in the booth here thank you sir made it through the weather uh there was some fun and games going on in the gym but uh what's going on some volleyball or something yeah there was some corn hole some games of jackpot throwing up the football really showing off some of the athleticism of the athletes uh but we're back out here you can scooch up a little bit cool it's just this yeah you can peek a little bit let them know dan if he's peeking too far yeah we've all been leaning over a little too far but that's okay and they are off girls 400 that's next please be at the start yep men's 400 we got aiden britt is out like a bat out of hell he is so fast aiden will be playing a key role coming up at the tri valley league showcase meet and he is out strong through the first 200 meters as he goes into the back curve boys and girls 800 please check out the table boys and girls at this point it's really a race for second yeah the table works the curve comes on the home straight boys and girls eight hundred please check out the table brit is a d1 commit going to high point university next year to pursue an academic and uh track future unbelievable just a great athlete multi-sport athlete then oh yeah football player let's see looks like second place for medway and it'll be pretty close for third yeah aidan just like the wind yeah i gotta say low 50s if i had to guess maybe a 52 or a 53 second on that one 400 that's unbelievable girls 400 up next boys 110 meter hurdles on deck followed by girls 100 hurdles yeah i was just working the 4x1 uh down at the second or sorry that rather the first exchange area so um that's always exciting and quick action make sure that the kids are staying within the two big triangles uh no issues there on my end so that's great so um how would that stand up in college that must be like d1 fast like yeah good right there right yeah you know certainly a good future ahead of him at high point um you know there's some good athletes right around his speed you know that's the top of the pyramid where things get really cooking so you know maybe we could see a sub 50 out of break coming up with the tvls or the statement where he's going to play an absolutely crucial role so here comes the second heat of the men's 400 we got two dover sherman athletes taking the back straight right now so no medway uh mustangs in this one huh yeah it kind of shows the depth of the dover sherman team that even in these middle distance events we got sometimes two or three heats of athletes to run through unbelievable there's more runners than there are fans here it's a scorcher i wouldn't want to be running the 400 that's for sure no you know luckily the shower came and cooled it down a bit but it still is a scorcher oh yeah i'll say all right we got a we've got a little race for uh first here between two teammates looks like uh number four is gonna come out at the end of this one wild five they're right about 65 by my watch uh-huh so you um you were a shot put thrower weren't you yeah well yeah back in the day i did a little bit of everything i used to run 400 hurdles and then i throw the javelin and the discus it's been a real privilege to be able to give back to the program that was so much fun and good competition in high school so i've been showing the kids javelin shop put in discus and working them through and you also coach your uh little brother johnny bennett huh yeah indoors that was a great opportunity johnny uh broke the 55-record which we were very proud of and now he is uh pursuing a lacrosse season much too much to my dismay but he's loving it he's having a good time so you know he made the right call yeah yeah really the whole family's been involved with track for a while my mom was uh the mid distance distance coach up until this past year when robert moser took over and my mom is still the [Music] indoor head coach of the boys and girls team and then my dad works with the linebackers in football so everyone's everyone's really involved in my sister of course back in the day was three sport runner as well so wow we're all about it at the bennett household much like your family with a commentary oh you know yeah we uh we get in there you know yeah what's your call for the next uh ds medford lacrosse game while we wait on these hurdles that's a good question my call is that ds is gonna win um but you know that game was very close last time sorry folks i meant to say we have the the women's 400 meters coming up and then we'll be at the 110 hurdles something to look for be luke law floyer will be trying to get a preliminary time in the 110 hurdles in order to qualify for the state pentathlon which will be coming up in two weeks so he needs to get a mark in every event which i believe he's done everything except the hurdles and the high jump because he already ran the mile in an impressive 5 15 for a big strong guy like luke and he long jumped i think a top 15 mark in the tvl despite that not really being his event and of course he's a good shot putter i think he threw uh 37 feet outdoors so far but he had a good 39 foot throw against uh um hopkinton indoors to win that one so he's just a real competitor we got the girls 400 meters coming down the back straight right now looking fast the only one mustang in between a sea of raiders here oh yeah pink shoes has a nice lead here it's about like 15 yards or so maybe 10 takes the corner yeah a lot of raiders right here bunched up fighting for it 48 through 300 meters it's a nice lead here for 242.

i went over to the ann ashley parking roof deck and got some other pictures of it because you can see it a little bit better from there and that's when i discovered there's also a solar water heater on the county office buildings there they supplied me with this picture of the water heater on their building that provides hot water to their office building fire station number one has solar energy on it that's right across the street from the police and courts building from the parking structure you can see it it looks just like that what it is is a solar water heating system that was built in 2007 to heat the shower and wash water this is uh the firemen live here shower here everything and they really like hot water for washing the fire trucks off in the winter this is a picture of it during its construction this is a very famous picture that was put in the national planning magazine and came within inches of being the cover picture for planting magazine one month but what happened was the crane that was supposed to lift these collectors to the roof didn't show up and they ended up using the ann arbor ladder truck to raise these collectors to the roof of that building then we got a grant from the state and hired the hands-on museum to build an exhibit inside their museum to talk about how this water heater works and and whatever it had a real-time readout on temperatures of the water in the storage tanks and at the collectors a very nice exhibit city hall actually has three separate solar energy systems on it totaling 810 square feet on the police and courts and another 520 square feet on the offices that were built in 2010.

there you go i think that's zoey and then we got fielding coming through in 66 67 and they hold on to the one two and three and they do wow big sweep that's a feel-good sweep right there against the good divisional team medway yeah big league rivals sorry boys 110 meter hurdles so um did a long jump or something that was like a record is that true yeah that's yeah right on um he broke the long jump record earlier at uh this year meet the previous record was held by diaz track legend spencer robbins since ben re-broke his own record at our last duel meet here at home with a great leap of 22 feet and one inch wow absolutely massive ladies and gentlemen at home just think about that how difficult and challenging it would be to jump 22 feet especially a guy with a big strong frame like his football linebacker basketball that is very impressive there if you didn't hear over emily nick rinaldi jumped 22 22.1 oh 22 feet and one inch right yeah so we'll see what he can manage today and he'll also be over at the shot put um and he's already had a 41 foot throughout the season which is highly impressive i mean someone to be girls someone to be competitive at a league level in so many events that's that's pretty rare and it's always special when you have a an athlete like that especially a nice kid like nick rinaldi so call boys first call boys it's hard to talk over emily sometimes with that yeah i hope the viewers at home can hear us over the speaker but so um yeah what was i gonna say there let me say um do you encourage uh your kids to go into the gym and work out for uh track and field yeah lifting is a huge component of [Applause] lifting is a huge component of track and field events especially at the higher levels that you get so any kid that really wants to make something of themselves in track has got to be in the weight room and especially in my area of specialty the shot put discus and javelin that's a huge component is the upper body and lower body strength that they can put into a throw so most definitely we we get them in the weight room and encourage them out of practice because we don't we've only got so much time to work with them but that's how they get to the next level that's great here we go we got aiden hirsch warming up some nice form he'll be at the tvl meet running this event something to look out for hershey's also hersh is also looking to make his uh preliminary qualifier for this state meet coming up in the pentathlon that's where the team is hoping to get our first state title in track and field so see some of these big performers there as well yeah so where is that going to be taking place that will be at you know what it slips my mind so i don't want to speculate but well let us know yeah well some of the fans at home might want to be there so look out for um look out for sawyer garrett in lane he's right in the middle if our fans can see he's in a down position and luke laufler with the blonde hair he's trying to get his oh no he's in the next heap but here's sawyer garrett wow look at sawyer he is on fire three sawyer takes the lead followed by aidan hirsch followed by a medway mustang and there's steven fitzpatrick coming up trying to get third but sawyer garrett will take the win wow what 17 second finish there sawyer garrett it's an impressive time wow yeah he didn't even hit one very talented hurdler and in his own right and his father's been there every step of the way coach garrett as a former mit hurdles coach so he brings a lot of expertise to the team so is there a penalty if you knock one over how does that work does it shave time or something no so really the only penalty is the inefficiency of knocking into a hurdle it obviously slows you down so you want to get as close as possible without knocking the hurdles over but there's no there's no actual penalty the you can be disqualified if you knock over someone else's hurdle or impede in someone else's lane so sometimes that can get tricky here we should have in the innermost lane you'll see luke lawful or as i was mentioning before he's trying to make his qualifier for the pentathlon it states got lou to tommy down there in the red the official ready to start this race so luke has the yellow shoes i'm assuming yes and he takes the lead here a lot more athleticism than technique i'll say that but he's doing his best well-built runner here yeah and he is a soccer team oh yeah great soccer player yeah he is nice and football player there he goes so that's what he needs he needs to get a time on the board um so we can move on to the pentapoland coming up at the states and with the time of i think 20 seconds that was that should be able to do it right yeah not bad not bad the second lowest height girls turtle team yellow triangle second lowest height look at aid in here just uh being a good sports player oh yes there we go moving as as the hurdle crew moves these from the blue marks to the yellow marks um for context the boys hurdle at 39 inches and and the ladies hurdle at 33 inches for the 110 hurdles second call boys discus second call always tricky to get these hurdles in the right place with the proper orientation because it can be a costly mistake if the hurdles are off because these athletes have got it down to a t the number of steps they take in between the hurdles and the height that they're acclimated for people my phone's dead yeah the phone battery burns right up in this uh this heat this heat is brutal yeah damn bennett with the photo yeah it won't be my first photo op hopefully not the last absolutely we hope to see a lot more yeah [Applause] so what who are the notable uh female runners in this race definitely emily burt she's definitely someone to look out for in the 110 hurdles uh and especially some of the viewers that are big into diaz track and field as i'm sure there are many um emily is the uh younger sister of brooksberg who was quite a stud hurdler in his own right back in the day class of 2019 so the jeans have certainly carried on so emily burt's definitely the girl to look out for in the 110 hurdles and i don't know about the med medway roster but i'm sure i'm sure they've brought some good hurdlers absolutely so with with your bill i would expect you to be like a linebacker or like a running back or something what got you into track and field you know track and field like i was saying earlier has definitely been a family business my dad actually had the um men's javelin record here at dover sherburne um back in the day all the way up until pj doyle broke it with a crazy throw 184 so i just started doing track when i was a little kid my mom obviously was a coach so that really got me interested and i was around the team and just really fell in love with the sport i've definitely bulked up to throw college javelin but don't be deceived that was pretty quick on my feet back in the day in the 400 hurdles so i believe it [Laughter] i believe it that's probably the most fun event i'd say 400 hurdles yeah it takes everything you're running around popping those barriers i saw one funny clip i forget where but it was like a runner that literally just hit every hurdle over while he ran he like ran through it it was so funny that could happen we see down at the start line there holding the clipboard is another legend that's matt greeney um men's uh assistant i don't know if he runs the defense of the offense for the the ds lacrosse team and he's father of uh no agree legendary dias milor who ripped a 157 in the 4x800 over the weekend but here we are down at the start line of the girls 110 hurdles or 100 hurdles excuse me ah there we go neck and neck here wow there's emily bird along with two medway runners [Applause] with my with the medway mustangs yeah it seemed like that the second to last hurdle there is when she took her lead on the on the mustang and it looked like uh the mustang hit the uh the hurdle thing yeah like we were probably talking about earlier those can really become almost uh a break that you hit once you get a hurdle definitely slowed her down just enough so bert could get that w yeah emily had the momentum and that can be so key coming into the finish line can make or break a race when it comes down to the 10th of a second one of the great things that we have the privilege of doing here today is automatic timing so you'll see it takes a little bit longer to set up in the beginning and break down at the end but it helps the these races run so smooth and gets these athletes really accurate times so the automatic timing is a computerized system versus typically a hand time hand timed system that happens at most meets so it's a costly device but it's well worth it when those athletes get to have those precise times that they can use to qualify for big invitationals and statements technology so where do they put those things is it like a uh yeah basically down there at the start line uh lou to tommy his gun is um connected to um the he's got a device he's holding that connects it to the little truck down there at the finish line and that basically sends a signal and then as soon as they cross they have this photo technology and they have a sheet of which runners in which each lane so then they can look back and see down to the hundredth or even thousandth of a second if they need to on what the athlete's time was based on the picture synced up with um the time that they have that's amazing here we go second heat of the girls 100 hurdles looks like medway is going to hold on to the first and second place here and this one with 20 second finish i believe there we go yeah so just for context for the listeners that aren't privy to it the first heat is typically the fastest one so and they're even called scoring and non-scoring heats sometimes in the sprint events so that second event there counts for the athletes personally but typically won't count for the overall result of the meet the first heat would though oh good to know it's so nice to have a veteran up here two kinds yeah you should have heard me when i started out i was like i don't know what's going on well you know jack of all trades over here calling every every game and an event we got and uh i i do what i can it's honest work hey another day another dollar exactly let's see what's next is it the 800 meters it might be all the hurdles and blocks off the track men's discus will be starting soon got some guys warming up so how many um heats can uh or does an athlete usually compete in you know because it's like i see that they're not in every one so sometimes like you save your fast guy for certain ones or how does that work yeah exactly that's a great question so the tvl coaches get together at the beginning of the year and almost always agree to the same rule which is the 2-1 rule and that means an athlete can participate in either two field events and one running event or two running events and one field event so for instance like i was saying my lineup in high school was the 400 hurdles that was my one running event and then i did the javelin and the discus two throwing events versus my friend tylen mendez he had the uh inverse he did two running meaning the four by one and the 200 meters and then he would throw the shot put so basically the reason for that rule so that athletes don't get pushed too hard by the coaches and that they have sort of a reasonable thing on their plate now come the tvl showcase meet the rule changes and it becomes the three the three rule so you can either do two and one or you could even do three so if you've got a really talented runner um let's say i'll just you know make this up for the sake of explaining like noah greeny he might be able to even do the mile the two mile and the four by four or if you had a great talented throw where they could do the discus the javelin and the shot put or the high jump and the long jump in the shot put some combination of three events but yeah that usually comes into play with athletes like nick rinaldi or nick turk that are talented athletes that can be throwers and runners and jumpers nice thank you for answering that i hope not if we have to cancel the meat the lightning is close by and it's not going to be out of here lightning has been detected please collect your stuff the meat is clean oh no please please lighting has been detected so i guess the meat is cancelled i'd be willing to die for this meat i don't know about you hey i'm up here i'd be willing to also i'd be willing to put it on the line ladies and gentlemen to call this meat for you but safety safety needs to be paramount so we're gonna cancel the remainder of the meet i think that's a win for the boys and the girls on ds you know what i would say i'd be like all right you can still run but no more javelin you know what you know what i'd say i'd say you can still run but be extra careful you know don't let that lightning get you or we'll be liable yeah but you got rubber shoes on you're okay rubber shoes yeah that's it they say the safest place to be during lightning is either in a car or outside at a track meet so on that rubber mat i don't know how they detected lightning in the area does that mean someone saw it or do we have like a military sonar that's like yeah with all this technology i wouldn't be surprised yeah well my first big gig calling track and field and this happens oh god maybe it's divine intervention they're sending me back to coaching oh no well hey we loved having you and i guess uh we're gonna wrap this all right thanks for having me big handshake hey big shout out to the dsctv crew they always do great work and it was awesome to be a part of it today shout out to all the fans thank you so much you
