so there are three three seats on the board that are up for election in in 2022 this particular seat area one would not be up for election again until 2024 however if you make a provisional appointment that seat would go up for election for a two-year cycle in 2022.
so uh so that's good for us we'll have that money we can we can see if the students come back and plan appropriately for the next year if they don't like that if they do come back and then our budget will be stronger that would be great so when we look at revenue um 24 2021 is 45 million when you combine um lcf federal money state money local money and this is unrestricted we're not looking at the restricted side and all that open money this is just what we can spend on anything 2122 it shoots way up because we have electric buses that we have open pos and are on our books for this year for buying but we're getting reimbursed next year the electric buses are uh 2.4 million dollars so that is looking like rent local revenue next year um so that that is a reimbursement expense and we're giving it so it's really zeros out it just shows two different years and then you can see each year after that it goes up a little as our ada will grow i do even though i'm starting next year to lower 88 i do have it growing each year because of the developments that are coming in and you should see growth from that so you look at unrestricted revenue versus expenditures contributions and transfers there is the negative this year of 1.2 million dollars deficit spending but that goes back to the those buses that are over 2 million because we bought them this year we're getting the revenue next year so if you'll see the 2122 revenue it is 3 million something um you would have to take 2.2 million out of that and average the two out just because it crosses yours it's confusing so when you look at 22 23 and 23 24 that's more representative of what our um our surplus is each year about 800 to thousand to a million dollars each year and then our unrestricted ending fund balance it grows each year because we have a surplus each year and then again we have to spend some of this money so we get under that 10 percent reserve absent legislation i should say they do they are concerned about that for schools and so they might pass the laws where they do away with that requirement other funds fund 17 as i said we have 2.5 million dollars in that and we're saving some of that to pay for red sports elementary and we have to prepay for anything before getting reimbursed our other post-employment benefits we have 1.65 million dollars and fund twenty and then three hundred forty five thousand dollars actually put in the trust how much do we put in the trust each year just two hundred thousand on this year we can't put this on twenty in the trust it's just i would like to come back to school and see how many students we have and see how everything um plays out and then we can move what's from 120 into the trust hunt 20 wants to take out the trust once it's in there we could never take it out or yeah maybe a portion correct yeah so because this is a budget i wanted to just give some information about how money is allocated to the different sites and departments i'm not going to go over each line but i just provided this to you in case you have questions uh elementary schools receive fifty dollars per student and then they receive some title one lottery money and some extra money wilson c riles the only middle school this is 75 dollars per student plus they get athletic budget lottery title one money next flight center high school and mccullen high school received one hundred dollars per student i put mcclellan receives a minimum of seventy five hundred dollars so if their students drop to 50 they still receive money as if they had 75 students if they go above that and have um more than 75 students then they'll get 100 per so and then um you'll see the athletics at center high cost 336 000 it's a big chunk of money for that program and then i put every 15 minutes we give some money for theater upkeep et cetera and then mcclellan has comprehensive support and improvement of money csi money and they find an academic coordinator with that money going to the department budgets i don't break it down i just wanted to give you an idea of where we spend our money again this is unrestricted and restricted funding and it includes all the salaries of personnel for each department so that's the next two pages and the last page is just some program budge budgets where the money is set aside in its own pot so there's gay for 30 000 et cetera this district-wide technology as i spoke about usually we get four hundred thousand but i put one hundred thousand dollars in the budget um for that from general fund because we'll use some covered money to fund the rest of that and then some programs aren't in here they're in the sites so like every 15 minutes is we donate 5 000 from the district for that program but that's included in center high's budget separates in his own budget so with the technology normally we put in 400 000 and this year we got the coven money so did the 400 000 go into a general fund yes yeah we spent well more than technology than the 400 000 right but we got covered money for that correct okay and then next year we'll we'll give technology again the 400 000 correct or more because what we're allowable with a lot of the code money does allow for tax a lot of tech so the budget's much more inflated but once the company monies go on your right we'll go back to 400.
superintendent recommends the resignation of luis anna torres as a school professional paraprofessional do i hear a motion uh mrs robertson mr hopkins duncan hi okay the next order is a classified not just going to throw them away are we no we can send them to other poor school districts or there's lots of things we can do with them okay uh do i hear emotion cherry picker mr hopkins all right mr curtin riches i'm mrs robertson hi this is duncan hi the last business second meeting approval board policy gcqe retirement of staff members per board discussion the attached governing board policy gcqu retirement professional support staff members was submitted to the district attorney for approval his recommendation and approval are attached along with a comparison of the two versions and i know we had a lot of discussion monday night on this did that get straightened out okay may i hear a motion that we uh approve um i think that might be that could be a point of confusion just not having been here long enough to get that benefit right that's i mean as i'm reading it that's in the first place upon retirement after four years of employment okay okay so we're going to approve it with the deletion of those all right may hear a motion uh to approve attached policy g c q e with the uh attached uh are you done with this oh thank you good good i presume that we're tabling the curriculum registration let me talk about that real quickly dr mulch and i met with uh teachers today on this very topic and one of the teachers is was here today but nothing will shake and the teacher volunteered to do this entirely by themselves i said i'd like to see you as a team we talked a lot about the whole reading process for kids and things we're going to do next year and one of the things we want to do with staff for a part of the ins part of staff development this summer which will be attached to uh it's the jump start and so we will bring that this back to the july july 14th 12th the first of the monday uh board meeting sessions so hopefully everybody uh these are two teachers that have talked about this and uh one of the best conversations i've had this week and it's good stuff is there any uh person on the governing board that has an item they wish added to agenda items i don't have the agenda now but i will be asking for a special meeting the third week of this month possible so we can discuss some items shortly i don't have them with me right now so i don't want to go there specifically and because well i want like to see what the board is available for um i am great for monday the 21st through thursday the 24th i am gone the 22nd through the 25th and the 21st might be too busy getting ready for a trip um um the week before the fifth tuesday the we shoot for is tuesday the 29th good june no not for me because that's tuesday and thursday i drive to go vote and teach the students and i'm not usually back are we okay with a monday yeah yeah monday that's the usual okay so yeah so monday the 20th you want to do it at 5.
so when i saw that i just quickly redid the reports and there's two numbers that i circled the front page and i had that discussion with mr opponent today these encumbrances are definitely going to go away really soon we just got some hesitant folks that don't want to reduce the coverage right away so that's going to drop off way below a million right away but we're just a little hesitant to close them as quickly as i thought we would so first page you can you can see where we're at with our budgets with capital emino and adjacent ways we will bring in another 100 000 at least in fund 620 next year for adjacent ways we have a 4.55 levy that will be coming to you for approval and when we adopt the budget any questions on that first page just the encompasses are not really positive but they're going to go right second page then you can follow from july to june and that one million three twenty eight thousand in the upper right corner second and then that if you go to the very back page is exactly what we have in our vision software at the end of all funds and that's always my goal to the cash that we have at the bank push it into this report so you see it and there's other things that happen to these accounts rather than just revenue and expense sometimes we do journal entries to fill another account so now they're balanced to the penny and that was about 900 000 short when they got here one day but again that's where we were on the 31st of may so you got real numbers then and you got real numbers now so it's just all the numbers ledger at this point uh any questions then on where we're at with the cash balances or balances i do not do you peter john and i already had our phone conversation annie do you have any questions okay thank you okay great thank you all right thank you so much i want to put it on the record uh people know me from from before that i usually call imagine how old you have questions john's been wonderful to work with we would spend half hours this morning on this phone and you know his ability to communicate in his knowledge and answering all my devious questions is very very very appreciated i just want to get that out absolutely thank you you will probably put one out there and i'll have to really do some research but that's that's great well it's going to be a challenge every month john i'm trying to come up with a better question every every month there was a biggie he answered this morning that was a delightful six million dollar question yeah i guess i didn't mention that because we already covered it i took my senior thing okay all right then how about item 7b2 our student activity fund report and you should have that in front of you so you do have that in front of you 123 i think that's the lower left corner so that doesn't show a tremendous amount of activity this year uh i can ask mr greater since he's here student council at the high school had 9 000 resident 9 000 expenses started with 33 000 ended with 32 000 a chunk of that probably was yearbook revenues is that right um probably not i do not believe yearbook goes towards student council correct revenues are going to come from dances with them this year besides that um i don't think they even did any other types of fundraisers this high school did okay so thank you yeah so when i went over that with miss miss gray earlier uh i made a distinction after what you said and what she said this money is really not even tracked in our financial software this is all local bank account money with the schools and 123 000 is a little less that we have had in the past we've had over 150 000 a year in so it doesn't reflect a lot of revenue i guess is the main thing but yeah the year was i'm not surprised but it is all held in our local bank national bank of arizona and every every school has their own funds i understand that it's not even considered district money we're just a fiduciary of this student money yeah so any any questions there i don't think so uh annie any questions no that's fine do it all right thank you okay all right okay okay item eight is approval of consent agenda if we can have a motion to approve it please and a second i'm going to presume thank you all in favor aye thank you all right um let's go on to 9a which is our personnel report we do have a supplement so please refer to that as well the there are two moves certified this is between the regular report and the supplement seven new classified five new classified substitutes 21 resignations which is normal at this time of year nothing a lot of those are ours classified substitutes that we call and ask if you want to come back next year they say no and we they resign and they get paid their lead and that kind of stuff um actually they don't get paid their leave we take them they leave off the books uh one retirement one certified change 12 classified changes nine extra duties in one time sheet all right does anyone have any questions regarding the personnel report with that i'll entertain a motion to accept tonight's personnel report with supplement and you do it first this time fantastic second and all in favor aye thank you moving right along to item um 9b which is our superintendent's contract as you recall we did discuss this in executive session last month i believe we clarified everything that needed to be clarified however are there any additional questions that can be answered or would either of you like to pull this into executive session this evening not here great then can i have a motion please to accept or to approve school year's 20 21 20 21 to 22 22 to 23 23 to 24 mr schultz contract so move second all in favor all right thank you item 9c new welding teacher position at cvhs actually i'll have mr president i'd be happy to report well um this year for um cte we had a whole big batch of registration events going on so we had a lot of fun with that um publicly on the record i think edie holbert and riley davidson they work their tails off to make sure they chase down tons kids to finish registrations get kids loaded up into the system so first off uh thank you to them um but this position here that we're talking about tonight is for a welding instructor so currently um we have welding in the morning time it's basically a zero hour um starts uh about seven o'clock and it goes through the first period of the day and that instructor he is paid 100 by yelp by college um and we run our kids through that programming there well this year at the conclusion of all the registration and the students picking classes for next year we had an increase of i said about 100 but we usually get about 12 to 16 um requests this year we had 36 requests on there so that doesn't include um the students who are in year one rolling into year two it's only five kids but um so total potential of 40 41 kids in those classes there um so with that we wanted to add in a second time frame for that teacher now again zero hour first period he's played paid by yet by college and according to his contract that what john morgan has shared with me is that they can't fit any more clock hours for him underneath their pay scales and the contracts they have for their employees so um but aaron is available during that morning time excuse me the welding instructor that we're considering um and so with that he's available and would like to pose post a position up there to get a welding instructor there two periods of the day for us so it's a two hour block um so and with the 40-ish kids we'll be able to uh yield enough money to be able to pay for that teacher through adm and other certifications that will come and uh so that's the request as to why we want to have the welding teacher be two periods of the day more on our campus so you may or may not have the answer to this um this number of kids is obviously a little atypical any reason that you know yes so when i'm not gonna go into a long story about it but basically what happened was this there was mr holder in his agriculture one class they were working on welding classes are working on welding as part of their curriculum for agriculture for the year one kids freshman probably the two weeks three weeks prior to students going in and selecting the registrations and selecting the classes for the next year so unknowingly he was building a pipeline of interested kids the wealth and so um that's what happened there so that's what i believe at the same time uh welding's always been a pretty popular program and uh when we notified kids that we were going to be shifting the time frame and the start time typically it started at 6 45 7 o'clock well after looking at things with yelp by college we could really start that later on closer to 7 30 so it really opened up the door for a lot more younger kids to be able to attend so it's wonderful yeah any other questions one question is our is the welding program leading to a certification of any sort great question so um these classes definitely are earning certifications not only are they earning american welding society certifications they're also earning the you have a bike college structural welding certificate so it's yeah it's a college credential of sorts so you know a lot of the families they hear that my child is going to get college credits before they even leave high school and you know none of them have that or they're very excited that their child is earning a college credential which they don't have so excitement with that and kids um can often get maybe two or three welding certificates out of it that's wonderful thank you that's the beginning process they can come out after you know several years not several but multiple years at yet by college making a lot of money as a welder you know with those great certifications well that's what i think because that's the world today uh for non-college graduates you know you need these certifications everything i've read is you need that and that guarantees you better income than i probably heard in my lifetime so i'm glad to hear that that welding running program is leading to one of the certifications it is exciting just as a quick anecdotal note about cte we have two kids um if you're not aware baghdad minds they um every year they work with the amplified college and um they all open up not sure the exact word basically some paid internships for students to apply and those paid internships include uh i think 12 or 14 college credits you provide transportation from the prescott area to baghdad to get paid internship paid hands-on learning so they do that and this year i knew for a fact that we had uh three kids who did apply to get into an internship two of them went on to the they went through their initial interview and they moved on to their second interview which took place someplace right around the week of graduation or thereafter a young man and very happy to say a young lady as well so anyhow i i want to mention that the amount on the on the cover sheet actually you need to double that because this was initially for a one period teacher um a one-sixth teacher when um it was looked at it actually needs to be a one-third or two-period teacher so um if as part of the motion if you can include a um the 0.33 fpe welding teacher that would be i think um more specific as to what we're actually looking for well then we'll just move right on into emotion um i'm going to guess peter would you like to make a motion yeah let's do that okay i move that we approve the new welding teacher position at a .33 uh of a full-time position as presented on our agenda wonderful and a second again thank you all in favor all right thank you thank you item 10a 2122 proposed budget okay well to review i think we've got a couple things just to do in summary if the board sees some credibility and accurate numbers and extra data and a doctor approves this budget we bring it back to you july 12th for adoption for the year and then that's when we know a change not only in the form will come but we'll have to change the form based on some legislative factors but at this point we've got the change in the million 35 000 in our operating budget projected and we've got a slight increase in our capital budget as far as the allocation projected and the reduction reduced so those are the factors that we're bringing forward at this time and i would certainly do whatever i could assure you that every number that's in the budget has been researched and documented and i've had about 11 phone calls with ade staff some of them multiple times we do have some uncertainties results-based funding at rio school is coming from the governor's office and they promised us another 98 000 this year that's always on a year by year basis we never have a lot of knowledge going forward and i will mention that we do have six million dollars budgeted for this repair and upgrade and maintenance of our buildings and we had a meeting today that uh indicated that that could very well take place in the 2122 year it's just more assurances and more validations and more infrastructural engineers we're looking at our buildings to make sure that's the way to go that was my six million dollar surprise okay so we do need them unless there's any other questions questions great then if we can have a motion to approve the 2122 expenditure budget that is i will so move as presented all in favor all right thank you item 10b a four-day instructional model okay the um state law has changed and the statute that allows the four day week is has been rescinded and a new statute has been has replaced it and so in order to maintain our four day week we need to show provide proof that we've done two hearings which i i dug through our minutes and found the hearings in march and april of 2009 a familiar name was on those hearing minute meeting minutes mr atona you were president of those uh hearings um and then in april of 2009 a four-day school week was approved for the next year which was 9 10.
a list of current buzzwords or slang and what they mean that makes me a little nervous and Billboard top 100 songs and last but not least some items that celebrate our Centennial year such as lists of 100s graduation medallions commemorative Dysart items as well as our coveted Dysart extraordinary pin and sticker as Dr Kellis closes the Time Capsule I officially declare it ready for future generations to discover [Applause] well thank you governing board and thank you all for sharing in this historic event again I'd like to thank everybody who was involved in the Centennial our public relations department has had a full year of planning unique alternative things to to be able to help us to celebrate and thank you Margaret for for being here this evening I also like to thank all about science who gave us this awesome wrap and this is going to be displayed you used to bury these I think their time capsules buried all over the district and nobody knows where they are and sometimes they would put them in walls and like drywall them up and nobody knows where those are so we're going to keep this out and in a display case and in about 50 years we're going to reopen that but congratulations to Dysart and that concludes our presentation thank you all right next we have item C1 action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further discussion consideration and decision or later date in order to facilitate accomplishing the business of the district in a timely manner a time limit of three minutes will be imposed for each individual group addressing the board when you approach the podium please state your name for the record and tonight we have Mr Tom Bannock good evening superintendent Kelis Madam president Densmore and members of the board my name is Tom vonick and I am here on behalf of the parents and other concerned citizens of this District to present you with this due notice this notice is being given in response to the mass mandates that were implemented in the classroom along with the distance learning programs that were adopted by the district at present the mass mandates have been listed and the children have been allowed to return to their classrooms but we as parents want to make sure that the district does not return to those policies and practices we also want to be assured that under no circumstances will our children be subjected to any sort of covet testing or vaccinations without the express written consent of a parent or legal guardian and I'm not going to read this entire thing because I'll I'll use up my three minutes but I will hit a couple of highlights ARS 1-601 the parents Bill of Rights States a the liberty of parents to direct the upbringing Education Health Care and mental health of their children is a fundamental right B the state any political subdivision of the state or any other government entity shall not infringe on these rights ARS 16 1-602 D states that unless those rights have been legally waived or legally terminated parents have the inalienable rights that are more comprehensive than those listed in this section the rights of the parents of a minor child of minor children shall not be limited or denied therefore based upon the existing legal bound State Arizona revised parent's right to choose whether to have their children be coveted tested vaccinated or wear a face covering in any school or on any bus without segregating said children by forcing them to have a less equal form of Education such as online learning distance learning or any form of Education that would segregate the child from the brick and mortar schools in which they are enrolled denying a parent or Guardian to make this decision is in direct violation of the state law and the federal civil rights act that's all I have thank you next we have item D1 superintendent update thank you madam president and members of the board members of the cabinet I'm just a couple of very brief reports we started summer school this week we have I want to say about 100 to 200 students in 12 of our elementaries and in all four of our high schools so that is amazing um we have been in the schools and seen that there's some extraordinary construction going on and this is an opportunity for students who struggle during the year because of whatever various reasons for them to catch up and to be prepared for school again in the fall and there's also a lot of Maintenance and construction projects going on and like to thank our maintenance crew and specifically Bob Young for his coordination of all these projects it is a daunting task and so we appreciate everybody who's doing extra work this summer it's not a summer vacation for a large majority of our employees that's all I have to report thank you next we have governing board update start with you Tracy if I can get this on um I just wanted to um continue to offer my condolences we did have a staff member to pass away at the end of the month of May Rachel Kelly wonderful teacher she'd been with the district for many years and uh so her service excuse me her celebration party was this Monday just passed and so it was great to see people that were there um we knew it was supposed to be a party that's why everybody was festive and Ward upbeat colors and everything but uh um it is it's kind of hard when you have a friend to pass away it's hard when you have a family member pass away but it your family does reach out into the community and especially when you do have a teacher or a staff member to pass away so please keep her family and her co-workers at Asante in your prayers that's it thank you I have one yeah I was fortunate enough to attend the growing Minds preschool graduation and that was super cute I just have to say those kids were so cute they looked so nice so good job parents they looked really nice and it was really cool to see how many of our preschoolers wanted to be police officers when they grow up that was great thank you anyone else all right next we have item E1 go ahead I would like to move that the board approved consent agenda items as presented with the exception of item F1 and f8 which will be moved to action discussion second pop-up at work I'm not sure it finally did okay sorry motion passes all right and we're going to move to item G1 Dr Kellis thank you madam president members of the board and members of cabinet this evening I would like to provide an overview of the continuous Improvement plan presentations that all of the schools gave this last spring um just to give a little bit of a background on what the why we do cips CIP is continuous Improvement plan some districts call them sips for school Improvement plans there are state plans that are required for Title 1 schools and some of the other federal grants so there's a lot of plans that are out there with acronyms these CIP plans are an opportunity for the schools to present their planning the execution of their plans and then the reporting of their plans and the CIP reports are an opportunity for the schools to meet with the superintendent and to provide the information from their goals and to share their celebrations from the year and also to share some of their challenges and then an important part is what are they doing what's next and it's the then what question every school CIP used a template that was provided to them the first one academics was pre pre-filled by a research Department with all the data and then the schools filled in all the rest of these slides with information from their specific schools the the board has seen this information it's been provided as part of an overall bigger report but just to share an example of some of the data that was presented by the schools this is The Benchmark data you see it says Benchmark three the schools give three benchmarks throughout the year these are assessments that are what we call could be summative assessments given that they're the time in between them and how they progress from year to year same as in math and as we get this data we have conversations in these CIP meetings about their plans how they are responding to the data and what they're going to be doing going forward for the high schools we are doing a lot to help students prepare by taking credits in elementary school this is an exciting report that we asked all the schools to give information about is how many credits students are earning in elementary school these are high school credits so you can see it varies from school to school some of the schools it is they're part of their signature program that they offer high school credits you can see on the side of the screen all the different courses that are offered these are not offered at every school but every school does offer algebra and then you can see the bottom of the of the chart how many credits were earned just as a point of clarification these are not full credits these are half credits so if they're in the first semester of a class they get half credit second semester half credit so um that's just so you understand what those numbers are actually reporting the benchmarks also are presented in the high school level um you'll see Benchmark one and two you're not seeing a benchmark three just given the timing of of those and with Asia Merit but you can also see school by school the comparison if you look comparatively you take Benchmark two Benchmark two Benchmark two and that would give you a good three-year Trend data for each of those different courses this helps us as District leadership to understand not only school by school but as a district where our attention needs to be and what resources need to be developed and distributed throughout the district you I'm sure familiar that we now use the act as the high school state assessment um you act you're if you have kids who've gone through the ACT you know that you can't get a 42 on the act so this is an act like test that is used as a benchmark to help prepare students and teachers for the actual act State assessment every school reports on goal a which is academics and this is just a summary of all the school presentations um some of the activities that it's kind of a mixed bag because we're saying that key processes or activities is to accomplish their academic goals was to work with West Ed on DLK which is depth of knowledge and yet with the pandemic we had several months where we were locked down to having visitors come into the classroom to doing classroom walkthroughs but then towards the end of the year that opened up again and so we were able to have these Consultants come and work with with individual schools but the West Ed is a education laboratory research laboratory about best practices for instruction they are helping schools with identifying ways to improve depth of knowledge instruction and with engagement the professional development trainings that are offered not only by West Ed but by our own professional staff PLC is professional learning communities every Monday schools have a half day and the staff meet together in these small professional learning communities the professional Learning Community could be a grade level of three teachers at the same grade level it could be in high school it could be all of the English Department um it it's a group of professionals who come together with a common purpose to review student information their data leadership instruction and then do some planning as that group on how to move forward with their data measures of success for the academics again this is a summary of what the majority of the schools are using these these measures is their walkthroughs with West Ed and the administration the data that they're tracking from benchmarks from quizzes we call those formative assessments unit tests as well as summatives such as the AZ Merit and the benchmarks culture and Leadership the summary of what the schools were reporting obviously this year things were unique with culture but what they had planned and were trying as hard as I could to implement was um keeping the communication flowing well with students and parents trying to keep them engaged as much as possible when things weren't able to be done in person uh PBIS is a leader in me these are basically relationship Behavior modules and and programs working on their professional development calendar was a challenge because they could have had the whole year planned out to have these engaging activities with staff and then had to re-configure those to do those either virtually or in a hybrid model where somewhere in person somewhere in line online social emotional health you may often hear this as SEL social emotional learning we are looking at this more as a global social emotional health to include not only students but also adults and making sure that everybody is is ready to be back in the classroom measures of success primarily surveys either schools based surveys or district-based surveys we've met with the parent councils and they struggle to have parent activities but they still track their their attendance numbers and and try and plan have tried to plan some of those things that are in alignment with the the pandemic safety and you'll probably be seeing that these align with our district goals as well there are things that still happen we still did fire drills we still did lockdown drills um there are still enforcement of the policies that had to do with student Behavior and you'll notice if you haven't seen the data already that student discipline was actually quite low there was a kind of a mellow tone over the district with the discipline Matrix tabletop scenarios while this was planned as a as a very effective safety strategy a tabletop scenarios where you bring the fire in the police departments and you go through a a scenario or a situation and you walk through it around a table you don't actually Evacuate the school and have parents come pick up their kids or do all the things physically but you say okay if this were to happen this is what we would do we have met with those same fire and police departments and everybody's excited to get those restarted again but these are the things that were planned the dicer Essentials trainings are online trainings for employees there's a different set of six seven modules every quarter that hit just in time trainings for all employees things like mandatory reporting things like child find things like bloodborne pathogens these are trainings that not only are often required by law but also are just essential for our employees to to be familiar with so we as I mentioned also want to know what are the challenges that the schools face um [Music] without exception overwhelmingly every single School obviously was challenged by the pandemic um you'll see a lot of these are related to that one of the things that is most frustrating to many of them is their test scores and while we had no school in person to start out the year we transitioned over several weeks to bring students back we still had the hybrid of both online and in person as we carry that throughout the rest of the year in the spring we were able to bring more back in as we encouraged students to come back to school but just because of the year we saw a lot of frustration over the the performance the achievement of students who are online um the concern over that loss of learning even some in the classroom struggled that's why we have so many in summer school right now so the the value of the PLC being able to do that in person we did not want them meeting in small groups huddled around uh six or eight teachers huddled around together in a circle so those effective plc's were difficult working with DLK the depth of knowledge and having trainers come into the classrooms when it wasn't possible to have visitors on campus um English language Learners and exceptional student services scores were frustrating to schools after they had seen some great gains last year tier one and tier two instruction though and RTI response to intervention again these are all the the instructional challenges from the pandemic but then beyond that there is a marked decrease in parent involvement helping parents feel like they could still engage with the school virtually while they weren't having all the in-person meetings and then the social emotional health so emotional health manifested challenges in many ways it was depression it was some self-harm it was just apathy it wasn't unique to any grade level and I wouldn't say that it was overwhelmingly out of out of sync with any typical year but it was felt and there was as I mentioned before kind of an overlying tone of of somberness throughout the year there are some great celebrations some schools saw some great success on their test scores with the level of instruction that they were able to do online that they were able to some felt like they actually did get to a deeper level of knowledge while teaching online we did some amazing things with the Arts and Athletics um we as we'll see later on this evening reached more state level competitions than we have in previous years expanding the high school credits for the 8th graders being able to get West Ed to come back the teaching learning Specialists were able to coach teachers through this very up and down year of instructional strategies our teacher retention was was very very impressive yes we had teachers who left throughout the year as they reached their Max but as we look at coming back next year we're actually very pleased with all the teachers that are coming back in huge kudos to the social workers for all the work that they have done not only helping students and families but also staff get through some very challenging days so all the CIP presentations were recorded they are available on every school website every school plan is also on each school's website there's a district site that has all the video recordings and the plans available in one spot for anybody in the community who would like to go back and view those those presentations they were held exactly to 30 minutes every single one um so 30 minute presentations and it was a good season for for reflection through the continuous Improvement plan presentations be happy to take any questions are there any questions from the board well I will have to say Dr Kellis that uh your time keeper Dr croto kept everybody in line regarding the five and the two and the one um but quite honestly that that that is a lot of information in order to try to put it into 30 minutes and um quite honestly we would have been able to continue talking and talking about the challenges that each of the schools had or the noticing that your number of referrals that went from a teacher to the office had diminished each of the schools could have put a lot more into it and we probably will still be discussing it but each of the cips that I attended um the principles and their leadership teams gave us a lot of information and um I just thought that they were they're very well done they knew the areas that they struggled with they knew that the benchmarks were not where they wanted them to be and I know that they were going to continue to focus on all of those areas and so I I am interested to see next year when we come back what gains not losses what gains they have had from last year to this year coming up it's it's going to be a lot of hard work but I'm confident that our our Administration will be able to go ahead and move forward when but yeah a lot of refocus and numbers that they weren't pleased with and it's a lot of stuff to grasp it's okay thank you moving to item G2 Dr Kellis thank you madam president members of the board um this evening Administration would like to present to the board a summary of our district goals report and the measures the board received um I believe it was last week a week and a half ago a document in your email that had over 99 pages I guess if it's over 99 then it actually just it's over 100.
thank you thank you okay okay if there's no other discussion i'll move on to roll call please okay joe britton hi rachel gillespie hi kate canetta aye gladys cooper aye uh joja silva aye catherine hodgson hi rich genelli aye cathy molinaro aye al russo hi amy spelino hi motion so carrot um joe britton would you do action item d please i sure can i move that the board of education authorize the superintendent to implement contracts for cabinet members as proposed okay a second motion move by joe segment by katie and discussion on action item d we had a full discussion last night oh i have another i have another discussion another yes yes mr russo thank you madam chair uh again uh contract raises we are we are going through a covert code pandemic and again our citizens ability to ability to pay notwithstanding that no other union the city of danbury is taking a raise above zero percent july one and yes that includes but not limited to uh public safety police fire public works uh city hall park and wreck so that part of it doesn't doesn't seem fair now action item the two action items between for the cabinet and non-exempt uh it's been noted that the cabinet's only about 60 80 k 80 000 but you put that with the other action item would not exempt employees now we're over 200 000 now the comment has been made that 200 and 150 million dollar budget is insignificant but in tonight's agenda 24 million at is what we call cliff funds expiring funds so all we're doing is raising the cliff for people that can't afford to pay it and if we have the money in our budget that extra 200k in our budget already let's put it back to the students and consider the the needs of the many the students over the wants of the few i do not dispute that all of our all of our employees deserve a raise and they have worked very very hard but not only the school folks public safety city hall public works and they're taking the zero because the city can't afford our revenues are down and i would like to defer any raise until at least january 1 2022.
so what the appointment would be would be a basically to backfill for about 18 months at that point so i just i wanted to clarify that because i didn't state that earlier that's all i have uh i'm in favor of the provisional appointment victory drills 500 000 for their special election for the city council and you know we could run as much 100 it's better to spend the money on kids we'll get it done faster anyway yeah okay we're going to take a vote well i'll make the motion that um provisional we're making a provisional appointment so what we'll need then is a timeline um so that we can begin to let people know that that position is coming up okay and at the end when i make um superintendent comments i'll ask for direction about a timeline that is um just that will work for a draft at this point but give you guys some dates that might work all right approve the certificated and classified personnel actions as listed i need a motion move the item a second all in favor aye aye thank you number four approve the recommendation for requested leaves as noted oh i need a motion i'll make the motion um second second all in favor in your post number five approve the recommendation of the administrative hearing chairperson on the following discipline matters effective immediately and or review ar number 37 2021 be re-admitted to apo valley unified school district student has met the terms and conditions of their rehabilitation plan and all review ar number 37 2021 i need emotion so move uh seconded all in favor any opposed number six adopt the local control accountability plan for 2021 2022 um i'm going to pull that because i have some questions and i think mr schlosser needs to um i didn't see his name here that's okay he just would like to explain some things yeah i need to pull it so we're not going to vote on that as yet number seven adopt the proposed budget for 2021 2022. mr para instead of pulling it you can because it's under discussion action you can actually talk about it right now and then move on to the next one okay excellent thank you if and if you want to motion in second we can discuss i can give him information and then leave motion okay okay mr made a motion and so if you're ready or do you want to have a second who was the second who was second no i'm i'm just not going to have the discussion you're going to discuss it well yeah so so process is you can make a motion you can um second it and then you can discuss it and then you can take the vote i already made the motion okay yeah thank you okay okay yeah so the question is the first question that i have because i have quite a few questions on the lcap number one question is the matrix established the matrix that you use for the lcap is it an established matrix thank you yes the the metrics that i'll answer in two parts the metrics um are established in the sense that the state does require us to target the eight priority areas and within those areas there are sub-metrics that are demanded to be discussed for example graduation rate suspension rate expulsion rate etc and so by virtue of that those particular metrics are established there are however local metrics that we have determined through our district advisory committee process that were important to us but you'll also note and actually maybe i'll just go to that slide in this presentation that the current california schools dashboard looks like this there's no indicators that's for obvious reasons for the unique school year the way that the last year ended and that the current year that's really just finishing now also has very little data and so we are in a little bit of a data vacuum and so the i appreciate the question because in some ways the metric is either old or what must be established as we start the new year based on new sets of guidelines and locally determining what the target will be will be a joint effort with staff and families for example chronic absenteeism what is an appropriate target as we re-enter a school year um where there has been reticence for attendance and so yes i appreciate that question we have and if those of you have read through the lcap on page 157 0012.
that wraps up the summary of the budget do you have any questions well could i make one comment about the technology piece only if you come to the microphone it's just we did do a couple of other things too with going we did a voice over ip system and then we replaced a whole bunch of our switches to make our internet really speedy so we we did on top of that um doing the um chromebooks we did a lot of other cool stuff too right to make us perform better and we also i think correct two and the other one i was thinking i forgot those two was we increased didn't we change the fiber optic between us and center high and then those switches so the annex and all that have much needed speed increase a lot of good improvement thank you do you have any questions dr lee no questions um i i'm hoping for more for our gate programs especially at the elementary level but i do realize the challenges um it's just really saddening to see the decline of gifted and talented education not just in our district but in so many districts it's so sad for the students and the potentials for their academic futures but i know lisa there's nothing you can do about that with this budget report but i'm just glad to see any amount devoted to that don't we have gate money yeah and what do you think doctor is going to say and i'm sure you're aware um but one thing when when the state did away with the categorical senator kept it and and while i agree it would be nice as we look at budgets we do still offer it and others have abandoned it so i hear you and i just want to point out because we we do do that and we've uh i command i think miss bonnie was running it for a while and i totally drawn a blank on who was running katie edwards so we do have some some good things happening and it's great we've been able to keep it in our budgets and the board has always fought for that so glad to hear you support that as well so we do have gate at each elementary site and rides correct okay um quick question a couple of little questions um you'd mention that all of the deferrals are remaining intact but i thought i had heard that one of the deferrals had been eliminated so for this year they're being paid back at the same schedule so 2021 all of the deferrals from february to june are being paid back in the same schedule july through whatever november um 21 and 22 all of the deferrals were were um eliminated except the june to july 1.
since then it's been in place so in order to maintain it and at this time of late in the game i would make no other recommendation and i wouldn't even if it was plenty of time uh the four day week is i think a advantage to our district in multiple ways and it's something that i would recommend keeping in order to do that we need a in this case it's a letter from the governing board reaffirming that we want to that we are going to continue with a four day week next year so that's all this is it's no change in a calendar nothing is anticipated changing next year all this is doing is is going through a hoop that was put out there by the legislature in order to maintain our four day school week and we obviously want to keep our four-day schooling and you know when mr tonois was there uh part of the ridiculous might even have been his request a requirement three years later we had to do a survey um and of both the community and of our staff and in both cases it was very interesting it was almost identical 80 percent of our community and 80 percent of our staff wanted to keep it versus 20 and if i remember correctly john we held a meeting with all staff and community invited in the gym and we had hundreds of people came to that meeting speaking pro and con it was very interesting dialogue because we were breaking ground at that time right one of the first districts in arizona weren't we that went in four days i i don't know about that but it's it's definitely the largest in the area and we still are the largest in the area that's on four day week um and so and i think in in the community um i believe in cindy you can correct if i'm wrong but the town is on a four day week yes and so it's really and and that was soon after i think we went to a 40 week i think the town and went to a four day week and so i think it's it's part of the community now um and kind of uh here to stay sure and i remember a lot of the discussion about the advantage of the four day week does it actually open up friday for athletic activities other extracurricular activities special events uh which i guess is to be exactly successful right and you know we talked about some of the financial uh positives at that time and one thing that we really didn't think about was the advantage it gives us in hiring we have people that will take less money um you know they are maybe down in the valley making more money or somewhere else they'll come here because of the uh it's a lifestyle choice they want they want that extra day you know to be honest a lot of our teachers end up working an extra day um outside of the instructional week just get you know instead of working on saturday work on friday and have two a two-day weekend sure and so it it is a strategic advantage in hiring as well all know what you're saying over the past 12 14 years it's been basically a full success i i would say so i i agree as a parent i would never go back to that but it's wonderful yeah i do want it on the cover sheet it says um i think it says for discussion and information this is a national item yes so with that action we're looking for a motion to authorize a board statement to continue using a four-day school week amy i sort of have a vested interest in this could you mind making the motion [Laughter] to continue supporting the four day week i actually think that's kind of awesome okay do we have a second did we get you back so i was reading the the minutes and peter is the one that made the initial motion back in 2009 so i actually think it was fitting that you did it well that's why i thought all right item um 11a is our summer school update okey dokey on the desk in front of you is a uh an update of summer school and it however i decided to print it it came out differently than normal just flips on the short end not belonging so a few things that i thought were pretty interesting to note we have 463 students in attendance when we had our initial sign ups and projections we had some parents at the middle school who signed their kids up as a threat we know that because they called a told us that and they signed their kids up as a threat that if you don't pass your classes you're going to summer school i already signed you up so then on the first day of summer school when they didn't show and the school called they said oh my kid passed their classes so they're not going to come so we had a few drop off because of that um we did have a child at territorial who was only signed up for morning and went home sobbing because everybody else got to stay but him that was his impression and so begged to stay all day so we had a few shifts from half day to all day because kids discovered while there's a ton of fun stuff going on i received an email from a parent of a student at territorial who is a great student but just begged to go to summer school wanted to go to summer school and so because we offer enrichment and not just remediation in summer school we do have quite a few kids who are coming for some extended learning and enrichment and she is having so much fun she her mother shared with her that she was excited to go back because the next day it or whatever the monday was going to be michelangelo monday and they were taping a piece of paper under their desk and they were going to lay on their backs on the floor and color the paper like michelangelo and this is team chatter which is really cute so in addition to the cute things and there's lots of that going on i wanted to say this which was also kind of funny the chino valley education foundation spent roughly five thousand dollars providing incentives for children to have perfect attendance at summer school and those incentives have ranged they range from everything from daily drawings for 10 food gift cards in the area so that's for every kid in summer school is eligible that day for that drawing for showing up that day at the end of each week there's a 25 value gift card for the middle school high school from amazon for kid who had perfect attendance for that week the del rio territorial have pool passes and zoo passes and movie passes and they're all family oriented and so they have those kind of drawings if the kids have been in perfect tenants for the week at the end of the 16 days that month of summer school we have bicycles we have airpods we have an ipad mini two laptops nintendo switches and games and all kinds of stuff to encourage the kids to be there every single day of summer school so that was something that the district can't do we can't use grant money to pay for incentives but the foundation said you know what let's spend 5 000 bucks and get those incentives in place so super cool um the summer school administrators told me when they were praying around all the prizes the first day the kids were really excited about it a high school kid told heidi wow you guys are going to great lengths to bribe us to be a summer cycle and then they have various snacks for each day that they can pass out just for fun snacks just kind of a spontaneous thing like an otter pop or a little bag of chips or you know something to just make it a fun experience and make it not feel punitive but fun to be at summer school so by all accounts so far it's going pretty smoothly we have transportation provided morning afternoon and midday because you will notice on your paper that at territorial we have 168 students in attendance that is about almost a third of their total enrollment is going to summer school at territorial which is fantastic and because we heard from that age parents of students that age during the year that they felt even though the teachers were doing a great job they really complimented the teachers when we were doing at-home learning they felt like maybe they didn't know enough to teach their kids basic reading skills or feeling help appropriately so we're really seeing that so we have 126 all day in addition to that we have 31 who are am only 11 who are pm only you can see the staffing count there they're doing pre and post tests for reading and math we have special ed resource teachers available these are all the kinds of lessons that they're doing skill builders math facts in science they're building volcanoes and they're doing food and nutrition unit they're building their own healthy lunchables they're seeing how many marbles they can put in a paper boat before it sinks they're building towers out of marshmallows that are joined together with crispy spaghetti noodles you know uncooked spaghetti noodles they are so they're getting a little civil engineering lesson in there peter their art is pint-sized picassos and pe is called little olympics and so they're having a lot of fun with that that's a territorial at del rio a lot of the one of the things they're doing are literature and author studies for that enrichment component they're also doing gardening and plant life cycles they're doing electricity and circuits which i thought was pretty interesting and i noticed yesterday i think that mit has discovered a new way to generate electricity so i wonder if they're going to learn about that they are doing textiles tie-dying in clay and they're playing the ukulele at del rio and learn how to spell that to write that in this report heritage we have 102 students which is astounding normally we have 20 about 20 in summer school from the middle school so we are having pre and post tests insights they're doing hands-on science projects and they're preparing for a mini science fair that they're going to have social studies is doing junior achievement of arizona's ja finance curriculum which is a fantastic curriculum in art they're concentrating on drying and painting they're also doing gardening and for pe we ordered quite a bit of specialty equipment for pe so they're doing things they don't normally do health and fitness wise that are geared toward lifetime health and fitness so that's kind of exciting thing the high school's probably the most boring sorry brian um kids are mostly a credit recovery we have yeah no pint-sized picassos of the high school we have 90 students enrolled 69 of the 90 are taking two classes each we have 18 that are doing their courses online 10 are doing one in person and one online at cvhs or at home we have a certified teacher who's proctoring those courses eight kids are online only they're doing that from home so they can work and do other things in attendance for our seniors who are trying to graduate and will graduate at the end of summer school we have 36 juniors which is fantastic because then we're not trying to help them scramble next year 41 sophomores the most sophomores we've ever had and heidi and i were talking about the nine freshmen and the 41 sophomores the effect that this has when a kid fails a course during the school year like fails english 9.
106 pages of of data and obviously we don't want to go through Page by page of those 106 pages but this is a summary of the the progress on the goals and measures and Dr Jane wiefrich will present this data good evening Madam president board members Dr Kellis and cabinet thank you for allowing me to present tonight as Dr Kellis indicated this is an overview of the large document that you had received earlier it's on so this is a short overview of the goals each goal has a set of measures and they were included in the packet that you did receive measure one every school will be in a we did not receive a label last year and unfortunately we will not be receiving a label this year growth data does come out in September of this year so that will be figured and we will probably research will be presenting that probably in the October meeting measure two this is your high school four-year cohort graduation rate the 2021 cohort data is not available until August every year when we do this or we talk about it I remind you that graduates during summer school continue to graduate therefore the state does a post 80 doesn't post the actual data for this year's graduation rate until after August so measure three has to do with the Athletics and arts performances in your packet that you did receive there was a little more information obviously a lot more information it was 106 pages on each of these measures but this is the quick overview in our Athletics we obviously did had a wonderful year athletically and there are information that isn't included in your packet that I just wanted to add into them because that came in late and we just received some of this information so we did have an Arizona Gatorade Player of the Year in the Valley Vista High School girls basketball program Marissa Davis Shadow Ridge High School had state champions in decathlon softball region Champions and state semifinals Willow Canyon Had State runner-up in pole vault Valley Vista Had State runner-up in 110 high hurdles and the 4x100 relay and again Shadow Ridge Boys volleyball State Playoff qualifier so we have several things about eight things that we would add to this presentation and add to this slide if when we update it we'll make sure that you get all that information again kids just continue to do really great things so measure four it's about the extraordinary experience that we want all of our stakeholders to have ensuring that they are satisfied and um as you can see from these numbers I will tell you in a quick explanation you see three sets of numbers in the percentages that is 18 19 1920 and 2021 so you see three years for instance on the first bullet point 91 94 80 percent so again these are the majority of parents believing School Safety and Security and I think that one is an actually interesting number and we included in this slide because even with covid in the situations the board were presented with with kovid we still maintained or improved in a lot of those areas measure five um working with the sfb the state facilities board and eligible grants the finance departments Mr Ken Hicks continues to active actively pursue ways to save money in our district so those are the budget expenditures and then the renewal Grant I will tell you that for this year's renewal money it was over um 2 million but there are two more approved projects that did get approved but haven't been funded which would probably upon funding push that number over 4 million so there's a lot of money being saved and well spent again all of these um are really well explained in the packet that you received and if you have any questions on that packet I'm happy to answer them or any questions regarding this presentation I'd be happy to follow up on that I do have a quick question so as far as measure one and one in my two we won't have the correct data for those for a couple more months correct measure one yes measure two you would have to go through each piece because some of that data is there we collect every bit of data that we can and present it to you and we only hold back on the things that we don't have yet or haven't been finished by the state so technically the graduation rate won't be available until September or correct that oh um the State of Arizona indicates that we have through August to post all graduates so we have kids that maybe have one class they're still going to graduate with their cohort okay so that part of measure two we can look at that in August as well as measure one correct yes just for clarification we won't have letter grades this year and growth data will not come out until September so you shouldn't be expecting any kind of growth data or anything that comes in regards to a labeling system that they're not going to label this year but any of the data that would come with that until October so are we going to keep measure one um for the following year assuming that we will have school letter grades and then um I guess is the data that's coming out in August supposed to supplement measure one the data that comes out in August will supplement measure one and we'll be able to provide it to you in a couple of different ways we just will not have school labels and absolutely Ade has been very um firm about the fact that school labels are not going away that we are going to have school labels and we will be achieving them and they will back be back in place thank you you're welcome um I just have a and it's probably in the packet and I just don't remember because of certain things on when we go to p and I'm sorry well measure two when it talks about the industry certifications on Valley what would what cause valleys to jump to go from four seven zero to 89.
thank you isn't this motion just for the contracts not for the salaries it's just an extending their contract this this oh it's a three percent raise that's 3.1 action item d yes the cabinet members contracts uh wasn't that a three percent 3.1 percent raise well no protect hypertechnically i believe that's part of the schedule that's e d is just whether we extend the third year yes yeah yeah well then the point is still yeah the point is still i believe valid the point would be valid for the next item do you the question is do you have any objection to the adding the third year at a 3.1 raise no no that's a different motion okay then no i have no problem extending the motion item d and my comments if you'd like me to reiterate them again i'll only say it back you know any other discussions no move on uh kate do the roll call joe britton aye rachel charleski hi kate canetta i gladys cooper aye joe de silva aye catherine hodgson aye rich genelli aye cathy molinaro aye al russo aye amy smolino i'm not funny motion so you do action out of e yes ma'am chair here i go again item e motion that the board of education accept the exempt employees salaries including cabinet for 2021-22 as recommended now al now somebody has to second it somebody has the section i'll second it the other joe thank you well here i go again what you said before yes the the citizens ability to pay the city of denver tax revenues are down people are people on my head that a hill are struggling all right and then no other no other unit bargaining unit that has uh j a contract expiring june 30th is taking a raise july 1 of 2021 and so that hardly seems fair they all deserve a raise you all deserve a reign police fire school personnel shaft cabinet you all have my admiration but thank to two hundred thousand two plus put it back into the kids and and defer a raise until 2022 all right you know and again i've been told all the 60 000 or the 200 000 insignificant with 151 million dollar budget but 24 million of that is not cut is going away so all we're doing is creating a bigger cliff so it's not only fair i say defer it's not that i value you any less i admire you all i also don't think that two and a half three percent well in corporate they're lucky to get that but people aren't getting raises so i i asked i asked you as a board to uh reconsider making this an automatic deal and deferring the raise to 2020 thank you any other discussion concern thank you mr russo for your comments any other discussion about action item e yes yes uh briefly um i'm not personally aware of the machinations of city other city bargaining unit contracts um it's i don't know exactly what which contracts might be ending june 30 as opposed to contracts that may extend beyond more importantly i don't care about the city of danbury countries i do care because the city of danbury workers as al just said are entitled to a raise and they probably are working very hard with very little because if our if we are bare to the bone on the board side in terms of employees both in schools and at paper brook the city of danbury is just as short they've been left just as short by the pin areas budgets over the last decade that said i can't we can't control and i can't i can't vote on city of danbury raises or raises for anybody else in the city of danbury what i do have what we do have in front of us and what i'm voting on and supporting are the issues that are before us that we control and the employees that we hire now i agree with al generally i do believe that we should be putting things into kids and funds into kids and i believe this budget does as well as we can with that i also believe that the administration that we have in the cabinet that we have which by the way as we discussed last evening is smaller than many of the cabinets in many of the leadership roles in in jobs and positions that other districts have meaning our leaders our cabinet our administrators our exempt employees at paper burke are doing more jobs than they would be in comparable positions in other towns and by the way are making less money than comparable positions in other towns as well so while i do agree it is important to invest in kids i believe this is an investment in kids what we invest in our curricular director or our special ed director is an investment in kids it's an investment in leadership it's an investment in making sure we're doing a good job and serving all of our all of our kids so i think this is an investment in kids maybe it's not a direct investment it's not something that's going to be yielded right in front of a blackboard showing my age blackboard in front of a whiteboard but as a practical matter i do think this does invest in kids and invests in the leadership of our school uh i think they they are earned i think they are within within a reasonable range and in a in terms of the cabinet alone it's sixty thousand dollars that's less than less than half of one percent of this budget so in that regard i'm supportive of it i i respect exactly what i was saying and i'm not suggesting that he's wrong at all i'm suggesting i think this is investing in kids these are warranted and if the city of danbury is falling down for its employees then shame on the city of denver thank you thank you madam chair okay any other comments yes i would like to say something yes um you know my initial my initial feeling was to absolutely support this and you know i'm going i'm i'm voting with my initial feeling i i was um you know frustrated with technology last night in our discussion so um was would have liked some more more discussion among the board members i think three percent is is a little high um but it is it is very very deserved um they wear many hats all of you know we all do we all wear many hats and they work so hard they work around the clock um and especially this year they've they've built something from nothing essentially so that our kids could keep learning all year long you know back in back in march my kids were still doing work those few there was first few weeks when we didn't have distance learning yet but there was something for them to do and many districts did not have that and then you know to to put together you know several learning models um and i don't know if anyone's taken vacation i you know i don't know how you could have so um i just i i can't say enough that i i support this and i'm sorry al i know it's i know how you feel and we've we've discussed it at length um and it's it's very it's very difficult in a in a pandemic year um you know but i i'm i'm supportive thank you thank you any other comments staying nine okay could you do the roll call certainly joe britton aye rachel celesti hi kate canetta aye gladys cooper aye joe da silva catherine hodgson nay richard genelli aye cathy molinero hi al russo sorry al you were muted i'm so make sure they're on record thank you amy spellino hi thank you motion so carried thank you uh rachel would you do ask some item f please action item f i move that the board of education suspend the purchasing policy policy and it's implementing regulations temporarily in order to waive the bidding requirements for the student transportation association contract this will enable the board of education to extend the contract by four years under negotiated terms to include a suspension of contract increases and the purchase of 10 additional buses this motion is allowable under board bylaw 3-5 permitting the suspension of the policy provided that two-thirds of board members in attendance vote in support and prior notification of such proposed suspension had been described in writing made by rachel i'll second that second about kate in a discussion cnn kate could you do the roll call certainly joe britton aye rachel chaleski aye kate canetta i gladys cooper aye joe da silva aye catherine hodgston hi rich gianelli hi kathy molinari hi al russo hi amy spelino hi thank you all emotions so careful next is the presentation dr sam yes thank you all thank you for the budget thank you for your comments uh as i leave the end of the month i thought last night the conversation of joining some kind of a joint meeting with the city to look at us strategically in a in a collaborative way to get to some al point and everybody else's to really lay out their um the issues and maybe that will be something that would be helpful so with that i'd like to um have jeff ziploc report by the transition you all know what we've been coming through guys i'm sorry i'm going home and i'm the only one had to rush home uh but i would like jeff to present tonight he sent you a brief outline uh courtney and her team and kim and her team have been like you said it all 24 7 on this so and they've been uh guiding and helping and you know moving us through and but tonight he has an update for you so jeff can you please uh take it from here sure do do i need to share my screen or does everyone have that and the document in front of them would you like them to share the screen how would you like to do that yes let them go ahead and share the screen document okay can you do the go ahead can we do that please or do you want me to share my screen i have it open yeah it's better for him to share his own screen okay and let me know let me know when you can see it hopefully you can good so um madam chair and and uh the rest board members thank you very much um i promise you i i will not be too long but i did want to give you uh an update on the infinite vision and you're going to hear me say infinite vision or iv for short as you're aware there's a ivy as being which is a financial management software system is being implemented as we speak from a background in history perspective danbury school district originally had the phoenix financial management system they had it for a number of years and the the short of it is the phoenix system was actually purchased by sunguard which was then purchased by powerschool and then powerschool made a decision to no longer support the application and so as a result of that danbury and many other communities within connecticut decided to change their financial management system some some of them did move to infinite vision as well so infinite vision is a software product by tyler technologies and it was deemed an appropriate solution or replacement solution for the original phoenix financial management system so essentially just because of the timing of everything the m berry created a two-phase approach phase one which actually kicked off certainly before january 1st of 2021 but essentially it was to implement um basic coa stands for chart of account so you're that's your general ledger as well as payroll and human resource operations and so essentially danbury was forced and had to expedite the the payroll implementation process going from phoenix to to ivy and then phase two um which will um be rolling out in july so just you know a few weeks away is to implement the rest of the general ledger and put in place purchase order purchase requisitions and accounts payable modules and the goal is to be going live with with that on july 1st so um so that's a bit of a background i wanted to share with you a couple things so um item b on on the list is payroll in human resources um phase one as i mentioned earlier was implemented as of and payroll was implemented as of january 1st there were a couple of payroll payment issues they were identified we all believe that at this point we've identified any any issues and reset uh the resolutions to those problems are being taken care of right now there has been a more or a detailed payroll reconciliation um and it seems like we've identified the i'll call it the snafus that we had uh in the beginning of the year um we are in the process right now of setting up fiscal year 22.
i'm sorry there's a long discussion of metrics for that exact reason so i appreciate i really appreciate the question because it does it's never been like this before where we've essentially said here's the metric our baseline for that metric is unknown and trying to predict you must fill the box for where will we be in 2324 difficult to say yeah because the governor gave us uh one for this that we're using now but we're going to revert back to the old one right so the my next question is are we able to set up targets for the next year using what we currently have are we going to be able to tweak it to the next year good question we are going to be able to update this this document for the next three years even if we determine early next year that our baseline metric was either inaccurate or if we get some information that helps us make a tighter focus so that our actions are targeted at the item appropriately we can make that adjustment and so we reserve the right to continue to make that we will submit the lcap pending board approval as it is now with those explanations written there that way and then it does have a few boxes that are sort of blank and grayed out you can't enter until the following year's data's um available and we hope to see again a dashboard that allows us to look at not only the information but information by student group and it's not that we don't have any we just don't have this data which is so it's called out for specifically okay my next question what plans of and how do we move forward for the next steps do you have plans in place or are we going to be working on it when we get started in the coming year or are you already in the process of creating the new plan i i feel like the the best way to think about that is we are always in process el cap is like wasc it's something that you don't just do at a moment you're always in that process what will be different this is the lcap cycle what will be different about the cycle from years past is instead of in the fall doing only progress monitoring and then reporting out to the community we may have to do some actual target clarification so we will be gathering groups together in the fall with through the district advisory process but also with some targeted focus groups because remember we are in differentiated assistance for some particular student groups we want those student groups and those families together to talk about what the targets will be once we start to have some preliminary data in the early part of the fall so yes we have plans to do this in um by targeted item for example suspension rate for african american students one of the areas of focus for us but we of course had zero suspensions this year so we just we have a year that just doesn't have accurate data so once we start to have some information in the fall we will be gathering those groups thank you very much and so just to also add a couple of things in addition to the lcap this year we are at the same time to present to you our local indicators the local indicators in years past were presented in the fall or or winter they will be uh input into the new dashboard in november but we wanted to bring them to you as we look back on this non-traditional school year and so um let me just move forward the big ideas for today for the ale cap approval first remember that the local indicators complement state indicators and those are things that are really not reported in the same exact way they're not a student test score and we'll go over what exactly they are and the only the only option we have on local indicators we either met or didn't meet and often that essentially means did you have a process to determine whether or not you were paying attention to those five areas and then also once the lcap's approved of course then we send it to the county for the county to uh review the document make sure it meets the state requirements and then we we work together to make sure that the language is sufficient and if there are material changes we bring those back to you the five indicators are here those come out of the state priority areas and we'll go through those briefly but i'll tell you that in apple valley we have met the local indicators in all five so priority one is basic conditions these are on the sarc essentially these are things you saw in january and february through the sarc document or through the fit reports that mr schulenberg presented and so a quick review we had uh zero misassignments or vacant positions on the current sarcs which were reported as for this school year 2021 no students who were without an appropriate textbook or access and remember that on our fit reports which are a very strict standard that we hire an outside company to come and review we had three school sites that were considered fair and the rest considered good but as far as instances of good repair that's actually a lower standard we hold ourselves to a higher standard and mr schulenberg presented background information on that in the spring by watching these items we have met this standard priority two has to do with um updated curriculum i just wanted to give a quick update we have continued the adoption process even though we've been remote in the elementary ages the k-8 area we are in the midst of our last update to curriculum which is history social science they've been meeting um virtually and began the process to narrow the selections and they will be entering a pilot for that adoption and then the high school areas who are finishing up with sciences and then 11th and 12th grade english will follow shortly after so nearly complete with every subject area parent engagement as you know through the lcap presentations we continue to enjoy strong parent participation both in the dac process by virtue of our surveys take a look over the years we've continued to get over 10 of our parents even this year where they were remote instead of standing in parking lots and kind of getting feedback we were able to get them to participate remotely in quite lengthy surveys in fact we surveyed people more than we maybe ever had this year um surveyed and in fact there's still one in the field at the moment asking them about their preference to return to in-person instruction or to remain virtual for next year and so of course parent engagement also is by virtue of asking parents do they feel that they have input and the parent responses to that question continue to remain strong with um almost 90 percent of parents feeling saying they do feel that they agree or strongly agree with the statement that they have sufficient input at school and so these are the topics we ask them about and these are all reported to the deck and the principals get them by their site so they have all the information reported back to them this is a important process for us because it informs our work and it gives us a chance to get a sense of what the trends are the most important question sometimes is the open-ended one where parents simply get to type some comments or concerns or ideas to us and so those are we read all of those as i know the principles do for their sites that's in addition to the thought exchange we do for the district advisory committee priority 6 for us that is a school climate survey we've actually been using the gallup poll for this as you know the students answer the gallup poll we did add this year an additional youth truth survey the youth truth survey was something we saw at csba i think some of you brought that to us brought to our attention a couple of years ago it has turned out to be a very powerful tool and i'll give you a quick snapshot of the data from our elementary schools it's just come in and it shows um in many areas for example engagement academic rigor and culture for apple valley students rated their schools much higher than the state average in almost every area you would be proud of the results i'll present those to you as a continuing part of our lcap process it will be useful for you to see that and we'll add the high schools in to that process in the fall finally a broad course of study and for this um this is something we watch carefully and it has been helpful to have the additional counselors in the system to make sure that students have access to a broad course of study across our system we continue to do transcript analysis to make sure that students were watching for trends our a through g completion rate continues to rise and our college and career readiness indicator also yields that students are not only accessing the college entrance pathway but also the cte course of study pathway completion continues to rise at being one of the top in the desert as a district with over 54 and a half percent of our students meeting that indicator and so we've met for all five areas we're proud of that that's an important part of our work all year and i wanted to make sure you knew that before you voted on the lcap process because this is part and parcel of that so any questions thank you any questions thank you then let's vote on that then all in favor aye in your post okay consent agenda it is recommended number adopt the proposed budget for 2021 2022 um i need a motion so move okay all in favor any opposed thank you item number j consent agenda it is recommended that the board of trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues consent items content consent items to be approved in one motion are one to twelve now i forgot what's gonna do now i'm gonna move don't have staff reports uh superintendent comment um one thing i did leave off of my comments earlier was we did start summer lunch launch pad which is the summer school that is expanded this year with the extend expanded learning opportunity for our students um kids were coming in droves like we started calling staff to come in and cover classes because there were so many kids um that's exciting uh and then the second thing is um we're gonna watch closely the new regs having to do with um reopening and we understand that there's some some meetings that i will be participating for virtually that have to do with what changes are coming and none of that is solidified yet but we anticipate next week having a little bit of that as well as the governor's budget um being on his desk um later next week and then hopefully within a few days having it signed by him so we know what we're actually dealing with in looking at a timeline what i based on a provisional appointment i would propose to the board that we utilize the newspaper posting timeline whatever the first day we can actually get it in the newspaper becomes day one um which hopefully is early next week and then um utilizing our social media and our district website to broaden our reach um with dates and times of people being able to actually come in and pick up paperwork if they choose to but it would also be posted online um we would potentially close that on july 19th which is a monday that's a monday that many staff will be back um and then candidate workshop which is not the board it would be similar to what we would do when we have an election where we invite any candidate that meets the criteria and has filled out the application appropriately to come in and learn about the board bylaws the governance handbook and each of the departments within the district and then my proposal for that would be the following week if we closed on monday july 19th the application process we could potentially do that on friday july 23rd and then my proposal would be stick to a thursday which is normal board meeting days and hold a special board meeting on thursday the 29th um which still meets our timeline for a provisional appointment and it gives you a couple days if you had to come back to a another special board meeting because you just have to post those within 24 hours and i would propose that we would do it early in the morning eight-ish so that you had all day depending on the number of applicants because this is all a public session where you interview the applicants and then you vote make a motion and vote on each one that you look at selecting so um any feedback on that mr schlosser i can tell you i just want to make sure that the board members speak into the mic because we're not picking up everyone on the stream got it thank you um speaking into the mic so that we record it appropriately he just wants to make sure people are he could see jason saying help help okay um so do those dates work with everybody if if i have kylie send those out um to you as soon as we know what date we can start yes that works on me okay anybody else with feedback on the okay i see consensus then we're gonna i'll get you dates as soon as kylie finds out how quickly we can get it in the paper okay mrs so do you have any comments any comments miss bender none mr raleigh no i have no comments i move that we close adjoin the meeting any opposed thank you so much the board the meeting is adjourned now we can sign the documents you
that's right okay and then um i know that we're coming up to the period of time when we would have tried to do a tran and then maybe this is i'm anticipating the next agenda but the fun transfer that we're doing is that to cover for what we would normally have done a tran so for the next agenda no it's so that i can move money into fund 20. fun 13 often goes negative because they're reimbursed after um they pay for their expenditures and that's the cafeteria fund sorry and so i sometimes have to make a loan from the general area fund to get them through and then by the end of the year so we don't have to do anything to cover we made it through that's all i'm sure i'll have more questions today i have a question about cafeteria maybe either one of you so i was reading the lcap and i read that there was the issue of um packaging of food because it's so expensive um and it's expensive to get prepackaged food and we don't have the space so as the health service team packaged the food let's say for um let's say it's pick rise because i i saw what their package looks like or is was that packaging reimbursed by the state yes so they were given pandemic release funds and they yeah they bought their grab and go bags and and everything for that and it wasn't just the bags that unfortunately we saw in some people's yards um it was also the bags for distribution to the classrooms to keep the the requirements as you all know for food service to keep them cold when we can take them all that is significant so we even had to buy to go bags we'd go drop it each cool almost like many soft ice chests to keep them all at the correct temperature and then as you see too the packaging was much different than we had in the past so yeah and they had to buy new terminals just because they needed to move people through um quickly and so they bought it for more than just that right which which is good that's what the dollars were for to help us get those things versus go for it kind of thing moving forward yep thanks do we have any public comment on um the budget comments from the board or anyone in the room i'm just going to keep my theme and thank lisa and her department for for doing this because this also is not an easy feat elk gap is one thing and lisa also helps significantly with the lcap so um i just we need to acknowledge her work on this and there were some crazy days and i appreciate the board's willingness to push the meetings back to this regular schedule because it saved someone in this room probably a marriage and uh anyway but but i want to thank her publicly for the effort that they've done because it is not easy to pull it together and so we appreciate that thank you thank you thank you so much we're going to adjourn the public hearing and continue to open session at 6 52.
they still go on to english 10 they're taking english nine at the same time english nine classes are crowded because there are students in there who have failed so when students are making up credits during the summer it helps level our class sizes during the school year as well so 90 kids taking classes means better leveling for class sizes during the school year they're doing english and math pre and post tests there are 80 they can earn 87 total credits toward graduation and these are the courses being offered in person english 9 10 11 and 12 eligible 1-2 geometry and financial algebra which is the senior level math biology and we have special ed resource online kids can do world history american history or foundations of science so they are definitely oriented at the high school toward things that kids need to graduate transportation had you know a few little hiccups here and there to start it off just because everybody's all on the same buses and we're trying to get kids dropped off and picked up and all that stuff food service is going extremely smoothly and um otherwise only only good stuff that's enough of a good stuff that's worth well kudos to all of you for me it's we have the summer school administrators at each campus with the exception of brandy who's assisting none of them are typical administrators some of them are people who think oh maybe i want to be an administrator one day i'm thinking they're all thinking no right now and we have um like at the high school mr metz and mr holder are splitting it up we have um leanne weller is the summer school administrator at heritage cassie krauser who are both instructional coaches cassie's doing it at del rio emily myrick who's an instructional coach she and brandi are sharing in a territorial so it's giving our staff who want to work that high rate higher rate of pay it's giving people administrative practice and experience and it's freeing up normally like brian heidi and marty would be overseeing summer school having other people overseeing it and at the middle school means the administrators can hopefully take a little time off or things like that as well so lots and lots and lots of wins in this and we've had people i've had people call me and say they can't believe that it's free that they're blown away by the fact that it's free for kids to attend which i think is really cool so that's where we are halfway into it all right look forward to hearing about it at the end of it anyone else have any comments or questions on it send you just a real quick question i know the high school has always offered it are the other other schools always offered a summer school program before this year yes and no um the middle school has their summer school has it's usually on the high school campus for transportation and food service and all different variety of things but um theirs has typically only been for students who are in danger of being retained in their current grade level so it was an opportunity for students to avoid retention for example at territorial and del rio almost every summer since i've been here we've had a summer program it's always been by invitation only for students who need that extra boost so um like one year we ran more than one year we ran a really robust program that was geared toward language partners for english language learners for example we've had students who are [Music] students who are homeless students students who are just need some extra help in order to be ready for the next grade level it's always been my invitation only so we've always had something just not and and we've had uh gifted programs during the summer too and we have fluctuated what we offer depending on what the need has been each year so and we instead of two bus runs which is what we normally have one that goes north and one that goes south we have nine bus runs plus one special needs plus this summer that's a thanks annie any questions or comments i just think it's so wonderful that people take advantage of this yeah yeah absolutely well this was just a discussion item so no action to be taken on that um our next item is an executive session so i do need a motion to go into executive sessions [Music] fantastic all in favor all right all right okay thank you all right why don't i call you back in just a few minutes um we have the videographers gonna we're gonna actually do the meeting in the in the boardroom the video officer is gonna bug out he's he knows about it we'll give everyone a chance leave it and i'll give you a chance to do something we'll call you back about five minutes thank you all you guys have a good night thanks brian
member Grant Madam president let me look and see what page you are referring to um just measure two it's on the slide for measure tune yeah and Mr grieshaber maybe you can share what amazing things that were happening at Valley Vista I'm sorry are you talking about the district total are you talking about Valley Vista okay and Industry certifications so 18 1990 yeah so if you look at Valley it goes four seven zero 89. I don't see four seven oh four or seven zero I I heard 470. it's about adding programs it's about adding completers so um but what made it go see where it goes four seven you can join me Jim I'm sorry so Valley Vista in 1617 had four completers 1718 had seven completers 18 19 had zero completers in 1920 had 89 completers certifications so since Valley Vista has on public safety and fire science their kids have to be 18 to test for certification so those two programs wouldn't count within the certifications so I will also say that our turnover and teachers um at Valley Vista has affected our certifications also so we've hopefully taken care of that we actually had no teachers leave Valley Vista this year so we should be able to increase our numbers into next year for instance we have a marketing program the teacher was on leave part of the year last year didn't come back we hired a new teacher in December we offer rise up which is an industry credential offer by Ade through all of our other three high schools we weren't able to offer that certification because not having a teacher in the classroom so is there some I mean 89 that's a that's a nice number and that's considerably higher than the other so is there something that's more popular there that isn't offered at other schools culinary culinary culinary we have 600 kids that's that's the that's the program that's well everybody needs to cook absolutely okay it's a great skill to have that's right thank you Mr grieshaber any other discussion [Music] okay thank you very much next we have item G3 information on survey results Dr Kellis thank you madam president members of the board members of cabinet every year Dysart administers a district-wide survey there are actually several surveys one goes to students one goes to parents one goes to um and there's actually all the employees are broken into different surveys as well into their different employee groups so again Dr rifrich will present a brief overview of the survey results foreign president board members Dr kellison cabinet thank you for allowing me to present tonight this is the survey results Dr Kellis did cover all of this result all of the surveys that we do do um these are the this is the parent survey that we will start with please look at the increases in participation we complete this parent survey in April and in April we had 22 616 students in the district but we had 13 879 primary households this gives us an exceptional survey response rate of 25 percent which is an increase of three percent over last year and I don't know anyone who does a lot of survey data anything in up of 20 percent is usually generally really good you hit 25 you're doing pretty well with it so we're pretty happy with our 25 rate I know that it would be a wonderful thing to have 50 percent rate but I'm going to tell you very honestly it's almost unheard of so we do pretty well at it these are our celebrations for the parent survey during the year of covid our survey shows stability with our parents again you are going to have the three numbers in a row it is going to be 18 19 1920 and 2021.
we've got folks within courtney's team and within kim's team who are working together to set up the salary schedules the something called the calendars and as well as the rest of the tables and including deduction tables so we're still or the the team is still working out the kinks we're getting any information set up for that as you can imagine the district has um a number of unique contract agreements that need to be put in place into those um into the payroll and hr modules to in order to pay people correctly but um it is a work in process um i can tell you that uh monday and tuesday of this week um members of kim's team and i think of courtney's team but certainly of kim's team we're working with the tyler rep to get things um in place and they're again it's a work in process they're still working on it it does need to be tested um and we're gonna go through and i know courtney uh and i have had some conversations about um testing the payroll and making sure that we're in good shape and so we're moving to that um we're moving to that goal uh in the next couple of weeks from a purchasing and accounts payable perspective um the the workflows um have been set up and it's been completed all the vendors um have been set up and and tested uh check printing is in good shape the purchase order and prick was a purchase requisition training process uh is underway so i think we're we're pretty good there item d which is the general ledger and and financial reconciliation so um the gl accounts are all in place um you know assets liabilities revenue revenues and expenses where we're still working on are the monthly reconciliations and and one of the things you have to imagine is that we're really working off of two systems right now we have the phoenix system which ultimately is going to be the system of record for fiscal year 21.
thank you um all right i'm trying to lift my finger to turn the page and i have a milestone advanced planning okay uh future meeting dates regular meeting wednesday june 16 at 6 00 pm here at wild middle school room 503 right here um any suggested agenda items for future meetings and unfortunately i don't think we have time to put anything because the agenda is done but yeah but section down since you have that i do want to acknowledge uh our new vice principal center high hk is with us so i wanted to acknowledge tonight so we are ready for any sort of uh good did
so you can see from the numbers there we the parents do feel that they're treated with respect they do have a low Conflict for their children our facilities remain to be outstanding parents continue to be satisfied with the overall achievement of the district and the superintendent in our overall area satisfaction ratings continue to be above the 80s we always have some opportunities that we look at we continue to look at areas that we can improve in and make a difference and again I show you the three years on everything on this so you can see these next we have our student survey responses we had 8572 responses it's important to note on this that not all students identify with a school and and so they will answer all of the questions but leave their school blank and that's why you see some difference in the totals I just wanted to be able to say that because someone's going to say well you said 8572 responded and I only see 8 235 there and that's because student doesn't specifically name a school and so they answer all of the questions without aligning with the school so these results include some of the following highlights are the low conflict clear understanding of expectations to graduation and a big one this year was the teachers adjusting to the learning needs um which was unique in the time of covet and all of the um adjustments we all had to make we also have opportunities in our student surveys we continue to want to see these numbers grow we always have a question with the counseling contact data we've researched this a couple of different ways and I will tell you that counselor contacts this past year were 29 609 these contacts were in-person email or telephone or mail and do not include classroom presentations so we still have students answer that question that they've not met with their counselor when we clearly show through our system and infinite campus in the PLP and some of the systems we use that we have over almost 30 000 contacts with students this year employees survey responses we do school staff and then we do the DLT District leadership team staff you can see that both of these had a slight decrease in data completion rates this year our numbers dropped just a little bit with our completion rates so the overview included the confidence in their supervisors communication increases in teachers utilizing those multiple methods to reach students and those all of those continue to be high all indications still verify that employees are confident in the district and proud to be employed at Dysart Unified both School staff and District staff so top three words in both departments in the school's cultures it's um it's interesting because the Survey System we use pulls this data for us so um culture of schools family positive and supportive last year it was family positive and supportive in the culture of the Departments within the district collaborative supportive and family and in the previous year collaborative supportive and positive I will tell you that all of these surveys are anonymous we do not um I'm I've been Dr Kellis has been very um adamant about people being able to say what they feel and not having any repercussions from that so we collect this information in ways that there's no traceable back we do share information with schools but they they're not able to identify through that information and so we take a lot of pride in these surveys and making sure that they're confidential in our employees and our students and our parents know that and they can feel free to share with us whatever they need to share with us so we have employee survey opportunities here we have some overall themes and celebrations um we continue to try and increase the response of the survey we continue to verify and make sure that it does stay confidential in all ways possible we continue to provide that safe environment for staffs and students as a district our facilities continue to be outstanding as always we always have opportunities to grow and to continue to make things better we did reword we did look at things we we try to identify uh better areas to get better definitions so people include group presentations and continue to look at areas that we want to improve in so we are we continue to put the surveys out to monitor them closely to gather all the data and to provide all the data to each of the schools each of the cabinet members in the board and the public so that's the presentation on the surveys do you have any questions for me just a couple um the I guess I'll work backwards page 14 the overall themes and celebrations can you explain the last bullet we took advantage of eliminating some neutral answers sometimes in our student surveys when we say very satisfied satisfied don't have an opinion unsatisfied very unsatisfied kids will say don't have an opinion about a lot of things so when you take that don't have an opinion out of there that neutral and force them to kind of think about the question and answer it we we took some of those away on our student surveys because we found that we were getting a whole slew of students that would just say no opinion no opinion no opinion no opinion and that really didn't tell us anything um so we wanted to take some of that neutral out of those to really see if we couldn't get an opinion from them and it's I'm everybody looks at it a different way um remember Source inkball but I'm going to tell you sometimes that's risky because when you take that no opinion out sometimes you get more negative answers okay and and actually we we that didn't happen to us and so um we still did very well on our surveys but that's what that means is we have students that really don't want to give an opinion so that was just the student survey we don't have that in the parents correct we do have um we didn't take them out of all the parents no we didn't take them out of all of the employees um we've left them in some places we found that it was just very overused on our student portion of our surveys um any Richter scale is going to tell you that you have that in there you know you have the spread but interesting okay uh our likert scale you know is going to say true page eight students encouraged oh when asked if students are encouraged to go to college and explore CTE classes we went from 83 to 87 back down to 75.
it will not be and we'll be using ivy for fiscal year 22 but we're running um our operations in two systems right now and so one of the things that that is being worked on is to perform monthly reconciliations between the phoenix system between ivy and then right now courtney is putting together financial statements in excel and we're trying to reconcile all of that and put that in place um the last time i spoke with courtney and her team is that they've reconciled um through february of this year and they're they've completed the bank reconciliations through february again of this year but that is a an ongoing process i believe within the next week no more than two the rest of the months of the year will be reconciled and we should be in in really relatively good shape um the the one thing that i i think we do need to be aware of is that um the financial statements um we just need to be mindful of the fact that um because we're working out of multiple systems right now and the reconciliations have not been completely um finished um our financial position may look a little bit different from where we are right now from where we will be in the next couple weeks just because of the reconciliations but i i think we'll be in in pretty good shape i'm going to stop there because courtney i see you nodding your head i don't want to put any um undue pressure on you but did you want to make a comment on this you know where i am right now yeah no no thank you jeff yeah it's been really helpful to have your feedback and the help of lindsay as well and lynn boyce faire um we're yeah we're up to i think april as of now for reconciling so essentially um um ford what we're doing is um we were marrying the two systems because we've got a new chart of accounts um together by like a look up on an excel sheet and then putting them together so you could see what the year-to-date expenditures were for the non-personnel um non-salaried accounts the salaried accounts as well as the encumbrances for the grants and for the general fund um we've now um input all of the information which includes the opening trial balance from the accounting term and then all the detailed reports for each of the months for both of the sides of the possibly accounts through i believe april and we should be able to run a clean general ledger from um um tyler which will be our system of record for this year um and uh within the net the next week or so um and as jeff said so we're feeling um good about that and as jeff mentioned um on the accounts payable side we did a training with secretaries today we have another training tomorrow and we're going to be holding a session in person for secretaries to come in make appointments with us if they have any extra help that they need next week or after school ends the two days after school ends because the secretaries are still here in order to get all their requisitions into the system for the upcoming fiscal year we're getting ready to do our last payroll of the year all of our accruals have been set up appropriately in the system and then um kim's group is setting up the which um we did earlier but now hr function is doing it because it's really an hr hr function so that they're learning to do it to set up the calendars the salary schedules and the deductions which get married together so i'll be doing the testing on that their deadline for completing that was this friday and so i'll be able to do some testing on making sure that our first payroll will be a successful one on july 2nd and thank you so thank you very much courtney so it's we're still moving forward from a systems configuration perspective we we have all the administrative security access rights in place um confirmed uh roles the security four roles and responsibilities and gina the the i.t director has taken over the administrative management of the system and so that will allow us to to ensure that people get appropriate security rights and there will be good segregation of duties and responsibilities as well the last item here is staffing moving forward with the new system so phoenix has is an older system it was configured in a particular way and now we're moving to and upgrading to a brand new system so there has been some uncertainty as to the roles and responsibilities of payroll and hr and it has changed um over the over the past few weeks and how we're configuring and who's responsible for what um again that's that's a bit of a work in process but we're we're working things out and and um identifying who's going to be responsible for what aspects of both payroll and and certainly the the hr function um i neglected to mention and and i really didn't give anyone any background about myself but um back in the beginning of may um dr sal and i think even courtney um asked for some help and support in overseeing the project and so um they reached out to to myself um uh at clifton larson allen formerly bloom shapiro and so we've been involved in a lot of implementations over the years and so um both myself and my colleague lindsay and tray were asked to participate and and work with dan barry to just be an independent observer and try to bring some some good project management skill sets to the project we were also able to um get a person who is actively using ivy um down in um gosh east brantford i believe if i'm not mistaken um lynn east haven i'm sorry um um lynn um over i believe and lynn is um uh has been a finance person down there and they recently implemented ivy and they actually went from phoenix to ivy and so she's got some really good experience and she's been helping out as well i believe and hopefully she'll be coming in on friday to again provide some support so we are we are moving forward um things um are still a work in process but we're getting closer to that completion date of july first and um we will be having weekly meetings with the tyler representative just to confirm open items that need to be completed in order to meet our go live production date of july 1st so with that i know i was a bit long-winded i apologize i didn't know if anyone had any questions that you'd like me to answer so um you said something about quirks in in item a and in background can you give an example of what what are you talking about the corpse and the other question i have is um you alluded to there will be some changes in how we see our balance sheet at july well actually june 30th there'll be some big differences at least that's what i'm that's what i'm surmising from your comments well the the um as you can imagine the phoenix system um was configured and set up with one chart of account um ivy has and is being configured with a a different chart of account will it still have balance sheet items and and the like yes but the account um the account structure has changed and i i don't know courtney if you want to go into any more detail of that but that certainly is a um i would say a significant change of where you were on the phoenix system as to where you will be in ivy yeah that's what's concerning yes sure yeah just briefly so um right now the way that the structure is set up in um phoenix and the way our chart of accounts um worked was we we had it was very odd we had a ledger and assets revenues split out separately and we were doing instead of doing due to do froms we were counting it all like we would do a check like a purchase order if we were doing a payment to the grants and a payment back to the general fund we changed that to align with the proper accounting structure it's called this brahmin structure so all the object codes conform with the state and now the city the city adopt this structure along with us standards so essentially all of our general expense category codes are of a 5 000 series where they didn't align like that in the past number one the dollars the and number two a big change was also um in the past all of our grants were um showing a location code of 80 which meant that any assumptions that we had about the grant spending would have to be would have to be a prorated or pro allocated share when we were looking at finding where the spending was occurring we pulled that apart and now we aligned it directly with the actual location and there's a grant code that follows at the end so there's two different fund codes 2099 and 1002 now general fund and then grants fund and at the end it's showing like for example 014 is alliance 080 is cares funding so we will be able to drill down on a more granular level on the spending um but the crosswalk will remain the same you'll see it in the old reporting way as well as the new reporting way so that you can see the total dollars and you can see how it spreads out the other little difference kathy is also at the end of any fiscal year there's a bit of shift that happens on our grants funding because we want to spend down all the grants appropriately and because this year was a unique year in that we had alliance carryover we had title carryover we had coronavirus relief funds that weren't awarded us to us until later into the fiscal year we have peers one and cares two funds that were awarded to us a little bit later in the year as we right-size all those grants and make sure that we're maximizing the spending there is a possibility that it could leave us with a little bit of city surplus that we weren't anticipating that we have agreement from the city that we could put into reserve if the board should vote on that so when i spoke to rachel at the last meeting saying that what i'm showing you is the real grants budget right now because it looks like a few of them were expending at 114 for example we're shifting all the expenditures to the correct category codes so that we're again maximizing the grant funding which could result in two things happening and we'll know more in about a week or two once we get every expense what are those two things that will be happening i mean other than that that you're putting them into the right the right places they should still balance out i mean if you're if you're taking 100 for 100 from this account and putting it into this other account and whatever it doesn't matter to me but what i what i want you to assure us is that we're not going to have a deficit but you might have a little bit additional funds this year that we did anticipate that would be a nice surprise yeah yeah and and you know we'll know that before the next board meeting and even before that i'll be able to send out that budget report um so yeah yeah but there might be a little bit of a city surplus and there might be a little bit more than what i reported on the cares one amount tail that's available for next year's spending thank you thank you so i would i would share with you that this is a high priority and and since we got involved we you know we want to make sure the board has the most accurate financial statements and we don't want any i call them surprises right um and by the way surprises and deficit or surprises or vice versa yes exactly exactly and so um we've been having conversations with courtney and i know her and her team have been actively working on it and as she mentioned they're they're up to april right now so um we should be hearing you know uh uh more complete results within the next week i would imagine well thank you for your help my pleasure have any other questions for board members and a question please yes um i just want to go back uh because i'm seeing under b2 there's there's this concern about some contract agreements um and how that's been input in the system um and that that needs to be addressed or worked around in the system um so i'm just kind of i'm i guess i'm a little surprised because if those things need to be worked out for 2022 are things how are things operating with the current payroll system given that that's still being adjusted well there you know we want to make sure that um everything uh all the contract agreements and and it's really coming down to the payroll configurations using the contract agreements as the baseline if you will are are in good shape it's not just there's tweaking that needs to occur in order to make sure that we're that the payroll matches up the way it needs to and so it's just a matter of of running some sample payrolls and making sure that the the agreements the way they're configured in the system are are matching up appropriately did that make any sense it it makes sense i guess i'm just concerned because we're obviously running payroll on the new system um so i'm just concerned that it's going to be hard for us to ensure the accuracy there if if this piece is still being reconciled well that's why this is uh to be quite honest this is a hot topic right now and needs to be completed in a week so that we can go through a very thorough testing of of payroll and not just one or two people but this has to be a much broader sample of payroll to make sure that it it's in place yeah okay sorry go ahead no you go ahead jeff i'm sorry um one of the reasons that we're hoping to get um lynn out here on friday is to do and take advantage of her skill set um from east haven and make sure that we have things configured appropriately so that we can you know test things should be easier if you will okay and that's that's what i was going to follow this just just to act just to make sure you're confident that the system is adaptable enough to address this issue oh it's it's very adaptable um and there there's some tricks that we're going to learn from win that will allow us to do this in i think a bit of an easier way and you know she's she's dealt with connecticut school districts and um you know various you know union contracts and so i'm i'm very comfortable that you'll be able to provide some of those tricks and how to work with the system in a a more efficient way we also want to make sure that we're taking advantage of all the capabilities of the system phoenix again it was around for 25 plus years it it really lived a very useful life but it was old and it didn't have a lot of the configuration capabilities that these new systems have and we just don't want to just take what we had in one system and just throw it over in the new system we want to be able to to take advantage of the new system and all the features and capabilities so that when we roll over um for the 2023 school year we're gonna have it'll be much easier we'll be in a much better position it'll be it will be able to do so in a you know much better and easier and uh um more it will have the integrity there as well if i might just add where you were so it is very great system and it it forces you to do things correctly and so if you're incorrect in the way that you present the salary schedule and the contract and the hours and the rates and the contract the system is going to tell you that so that's one of the challenges that we we just needed to work through um because there was an inconsistency that didn't bear out when you put it into a system that forces the rules so kim's team is looking at that to make that correction and make that adjustment okay thank you are there any other questions from board members yes two questions first is to kim and then two to jeff kim is there a way that an item um classification b item two two a was the the the subheading indicates that we have some unique contract agreements is there something in the future that we could do to clean this up and going forward is to maybe not be so creative that we have to you know go around the around the corner to to calculate something and it becomes more standardized i know things currently over the last number of years you know are done and changed to accommodate things on the fly um but is there any way to bring things more in line and be consistent with other other contracts yeah so there really aren't any twists and turns to any of our collective bargaining agreements that create problems with getting it entered into tyler um there just aren't any um the only thing that we have sometimes and we only really see it in the teacher's contract is that mid-year step you know so you you advance a step in january but again very simple and easy to set up in tyler um i think what this is referring to is um they need to look different for july one um because what the way that they were in before don't that we were trying to match up the salary amounts to make sure that they were the same so that's what i think we're talking about making tweaks but the contracts are all there are there are i believe eight of them they're pretty straightforward um so i'm pretty comfortable my team has been going in to do the salary schedules and to make sure the calendars are correct for next year so i'm really not too worried about anything unusual the the only yeah the only piece that has been odd and it's been odd for a hundred years longer be than before any of us got here i think um is that we do annualize some hourly folks and that's really predominantly the peras and we're looking at how to get that fixed but i think it's we we decided as a team that was too big of a project to take on for right now we'll look at that for next year okay thank you i'm sorry no that's what kim hit it on the head that's what i was kind of referring to in this paragraph here so one thing i would just suggest since i'm i'm leaving but you might want to look at some other districts because they do have much more streamlined contracts than we do the volume of calendars and salary schedules that we have and the the workarounds that we have to make because of that i think um could be improved in my opinion okay and jeff mike my question to you is july 1 is around the corner and and yet a lot of work has to be done i'm sure there's there's more training and you've got reconciliations that have to to to be done so are you comfortable that effective july you could actually make this conversion and transfer to the new system and then secondly the are the the staff that that's remaining there are they they comfortable as of this point to continue uh i'm a little bit concerned in in the absence of not having a finance director but we'll deal with that on an ongoing basis and i think having yourself and lynn overseeing this adds a lot more comfort level to us but um are you comfortable that july 1 is a realistic date for us to to go live with the complete system absolutely yes okay i'm not i you i'm one that will pull the panic button um if i believe we need to so i want to be very clear about this i think we've made some great progress um over the past uh you know three four weeks we've made some really good progress kim and her team have done an awesome job this week of of really pulling together and and you know there's everyone is is starting to pull together as a team and i i think we have um uh we have um not only an opportunity but we have a a good game plan to make sure that we're in place by july 1st i'm going to be very honest about one thing we are not going to force fit it so if we come down to the last week in june and we don't have green lights from everyone we are not or i'm gonna i will make a very strong recommendation that we do not move forward and we continue on phoenix for another month or two whatever it is but this is not something we can um force fit and we need to make sure that you know we have it um place um i you know it might not be picture perfect but it's going to be damn close it'll be perfect we can't run payroll on on phoenix anything i didn't mean payroll but yeah i'm actually very comfortable to be honest with you about ap and purchasing will there need to be some ongoing training yeah i think so because let's not forget you know the school year ends there's a bit of a hiatus and then people come back and they're going to need some additional training right but we're going to be planning for that yeah i agree that goes without saying and the unresolved issues in terms of responsibilities i would hope that would be resolved prior to most of them most of them are resolved now okay terrific all right thank you very much i appreciate it my pleasure um i i think we're done with our sector right and we'll obviously keep the board updated yeah thank you thank you and thank you thank you all very much thank you thank you so much have a great day everyone and evening bye-bye bye okay superintendent's report is [Music] just to let you know we you know we we had three openings well two but when we're doing an interim for principalship when you get to my gosh um michelle tarcy who was at mill ridge as an interim she's just done a wonderful wonderful job as a leader of that district through these difficult times she's um oh she's a jewel and so she will continue as principal there we're very fortunate uh in addition you know we have the brookville center we were putting in an interim this is janet says she's been she's been a um district at various levels so she will assume that position she'll be working with the transition with the kindergarten so we have one more job to fill um and that is um hayestown and we'll be uh working on that but um right now that's uh that's a report and just to let you know about graduation tomorrow's all set and um that's it unless uh kevin or kim want to add anything to uh to the statements about the principles i just want to say a quick thank you i know um so many of you been participating in a lot of different things lately um interviewing for principals interviewing for superintendents um also negotiations and those are starting to amp up as well and i know you all have day jobs and lots of other things going on so i just want to say a particular thank you because you all have been i've asked you to be and it's been really helpful so thank you for spending your time doing that thank you kim that's all madam chair okay thank you dr seth um before i give my report are there any uh commission report or any reports or someone like to bring forth at this time liaison for the board um and i was at the opening of the educational workspace that has just been purchased by uh ed advance um in collaboration with uh ces which is the educational risk for uh the lower region of fairfield county um and i just want to share that with the board and with the the group this is a space that was located in bethel connecticut and it was put together originally as sort of a a resource for home school families who maybe needed some additional um you know tools for their kids and wanted to sort of round out the education so it has things like a maker space it has like a sewing area where kids can put together costumes um a theater it has a garden a community garden it's got um 3d printers it's got a bench and workshop it's got a whole bunch of stuff it's a 30 to 32 000 foot square foot facility and it's also available for board retreats and things of that nature so i just want to share the the news of that purchase which took place at the end of april they just had their open house they are going to have some additional open houses in july which i'd be happy to share information with any board members who might be interested in checking out that facility but the intent i think is to start to create programs in conjunction with ces um and hopefully some of those will be available to our danbury students thank you kate thank you for being wrapped for uh the board and bringing back the information to us any other reports or comments things yes rachel um kate al and i sat through three very warm oh and and dr sal and kevin and and cara and kelly it was great to see all of you today but they were very warm but very great middle school promotion ceremonies very nicely done um exhausted so i'm like stumbling through my words and also uh we are having a policy committee meeting on tuesday that was requested um you know to continue our discussion of pog and the impact on curriculum um maybe we can you know review the equity policy um to drive that discussion cara casemiro i don't know if you're available but we would love to have you there to help us with our discussion um and also you know i don't want to um you know harp on the the cabinet's work this year but um on top of everything kovid we had portrait of a graduate which um was no easy feat and was you know many years in in the works um stemmed from you know the beginning of my term here where we were looking for you know to redefine the vision and mission um so i just i don't want to um you know miss that um the opportunity to say you know that was um consistently presented with enthusiasm and passion and um on top of everything coveted so um and also our policy audit that's just you know forever ongoing so again thank you thank you for all that you do for the district thank you right uh i'm just going to go over briefly the timeline for uh ray associates and we all have that it's posted on our website and board members received information that ray had emailed me today and looking at the timeline there probably will be some type of communication from him for us as a group on this uh the 22nd uh but to just uh be very clear today was the deadline for all applications and we can go online and see what's you know what's the next step for ray and associates to do when they receive those applications and then he will be meeting with the poor and i i received quite a few emails and communication concerning people and i also thank roy for uh you know he put the application deadline and his notification today and he also noted that please do not contact the board or the district directly that means individual as far as telling me that mary john is the best person mary sue is better than someone else i've been knowing them so if you have that type of information just forward to ray associates if you need the information you contact um our superintendent secretary and they will give you the information and i'm quite sure ray uh email and all the information how to contact them is on the website so that's really all that i have to say about the superintendent search we're moving along we're moving along okay any other comments questions anyone need to ask me seeing none if there's nothing else to report oh before we move on i don't know if ogre's going to be with us i think oprah has done an excellent job in putting the minutes together and it's no easy job to to sit and try to put the minutes and not make any mistakes and i really appreciate her doing uh the minutes for us uh and i think the last thing i uh i want to say is thank you so much okay you're welcome on the 23rd we're having the uh going away party for dr saleh and my understanding if carol is there to correct me if i'm wrong we will be having at the black box theater we will be uh wearing our masks we will be keeping our distance we will be having kate only and um also kathy adele if she's on line two can sort of help me out with that and we will be like i think kathy two feats part uh when we come to going um yes good evening everyone um yes so for the seating um it will be uh two seats apart and every other row um certainly if someone comes with another member of their household they can from the public um they can certainly sit next to each other but for everyone else it will be two seats apart every other row uh for safe distancing so uh kathy again we can't have any open refreshments or anything like that so what about a lot of water small bottle of water well um i i consulted with kara prunty um on this and you can certainly have water available there if you know someone really needs a drink but um we've been asked by the department of health to continue all of the practices and mitigation strategies that we've had ongoing um through the rest of the school year and in consultation with kara she felt that um just the cake would be um appropriate and not a lot of masks off and drinking and things like that okay okay i hope you know everybody listen to what you're saying and say well you know we want to bring everyone and we can do this and it's smoking yes open to the public but we still have to follow the guidelines correct and be careful madam chair are we going to um um just have a few people there i mean is it by invitation only well how is this and the black box doesn't doesn't hold a lot of people right so we um we decided that um the max capacity for the public would be uh set at 50 people how many 50 50.
