um thank you for for all the your dedication and devotion and uh to clifton and uh we're gonna miss you but uh all of our retirees we thank you for all that you have contributed to the clifton school system um and uh we wish you all the best in uh in enjoying life and uh relaxing a little bit now uh congratulations to all of our student ambassadors uh to all students who have been part of um their life in clifton schools um that's why we're here people we're here for kids we're here for students and to see um students shine uh like max like chloe um i can't remember the freshman uh girl's name but uh um so many people uh so many students that have really stepped up uh wanted to be influential in their in their school wanted to help their school and to see them shine and to see them go on to great colleges as so many of our graduating seniors are that makes us so proud and happy that uh the job that we're doing here on the board um we must be doing something right because our students are are coming out and shining and um representing clifton so well and um we congratulate all those that uh enabled that to happen um and especially mr i'd like to thank mr mcconney and the cast program i so much enjoy every morning going out and seeing the morning announcements and seeing the different uh skits that they do and someone talked about max doing chris farley down by the river i saw that on the morning announcements it was tremendously funny but each of the cast members [Music] just amazing work that the cast program does and if anyone doesn't get an opportunity please go on youtube uh and see the previous morning announcements uh from our students uh you'll you'll learn some things and uh you'll really see uh what a great program we have here at clifton in that area of technology and broadcasting etc um congratulations to all the new hires tonight um we're so very proud of you we know that you're going to be doing some great things in your new positions and so many great opportunities ahead so i congratulate all of you and to all the speakers tonight and all the speakers that come to the meetings we thank you but i just wanted to address a couple of things from our speakers um i just want people to know that this board is working very hard um i don't think this board sits around and looks into space i don't think this board just sits around and and does no work if you would see our committees if you would see the time that this board puts in um i don't think anyone would doubt the devotion and the dedication that this board has and and as president of the sport i i cannot be more proud of my colleagues on the work that they're doing in committees um we're so active uh accomplishing so much and um i i i just have to know credit everyone and we don't just sit around and we will continue to work over the summer um we don't we don't take off for summer and uh we still have our commitments and our committees and our duties um so i thank all of my colleagues for the work that you're doing on this board the staff the teachers all of our employees um during this pandemic yes many of them were at home but they weren't sitting at home doing nothing they had new challenges um i i just don't understand how people can think that that you know teachers had a year vacation and staff had a year vacation this was no vacation this was a tremendous amount of restructuring rethinking uh redeveloping reteaching and you know it was not an easy task for anybody and you know i have to commend uh dr robertosi and his administration um for just organizing all of how things happen during this pandemic and um everyone stepped up to the plate and did what they had to do and uh to think that people were just getting paid to sit at home that is so wrong and so untrue um our staff probably worked harder this past year having to redevelop themselves in teaching virtually and then coming back in and teaching virtually and with kids in the classroom um i have to commend all of our staff on such a great job during this pandemic um nobody just sat at home and collected a paycheck that that's that's the wrong impression and i don't want people to think that that happened it surely didn't people worked very hard and the board so much has supported them and thanked them for all that they did to all of our dads happy father's day um please students remember to wish your dad and help your dad um because um when they're not with you anymore you miss them terribly as i do my dad and uh so all the dads and grandparents uh we wish you uh had a nice father's day um like to wish my condolences to the terry family um harry suteri secretary at school 11 to her uh children uh on the passing of her um her ex-husband um our condolences uh go out to you and to your family um and a special prayers to uh to the storms family um as you all know our our colleague jim daly his grandson um nicholas went through tremendous surgery over 12 hours in a special hospital in new york and uh he is uh healing coming along uh i believe they just took him out of icu and put him in a regular room and uh this kid is such a trooper and uh uh but he's got a long road ahead and uh he needs prayers he needs support and uh jim we just want to uh uh i personally would like to uh extend you know my continued thoughts and prayers to your family during this this time um but nikki's a fighter and uh nikki's going to beat this and be back be back in school and be back in doing all the things that kids should be doing so um please everyone keep uh jim daley and his family and your prayers as uh as nikki recuperates um and on my last note um you know when i decided to run back for the board um [Music] one of the main things was um the superintendent and i thought about it a couple of times before uh previously a previous superintendent and i i just didn't feel it um and then came along dr robertosi and um he truly was one of the reasons or one of the main reasons that i wanted to come back on the board because i knew that he would lead this district he would um do amazing things for this district um because i saw his care his concern um he was always out talking to kids and uh laughing with them and and getting their perspective on things and um i i just knew there was going to be great things with with the superintendent and um i know the board when he was hired there were some different laws and regulations at that time and i'm just so happy that this board uh unanimously decided um that we have a great person leading this district and that we want him to be here for a long long time um but they only allow us to give them a five year i wanted to give them a 25 year but um they would only let us give them a five year um but uh a well-deserved contract um we're happy that he's going to be leading this this ship for five more years and and longer um and uh he deserves all that he gets um and i'm just so happy for him and his his family his kids uh you know uh anyone who was at the parade uh our superintendent not only walked but he had his kids come up his four kids come up and walk in the parade with us and that was so great and wonderful and it was really a fun such a fun day um with uh uh seeing your kids and how they uh how they uh filtered in with uh fame's kids um it just was so wonderful to see and we thank you for you know i can imagine when he told him hey kids come on get up we're going to drive up the clifton to march in a parade on a day that they could have off and sleep in and do all that stuff but they came up to clifton and marched with us and uh uh it was really a wonderful day so that's the kind of person that we have as our superintendent and uh i'm so proud of this board for uh unanimously agreeing to redo his contract and uh to uh to award him a new five-year deal and i wish you nothing of the best i'm so glad to be here with you and working with you and i know there's gonna be so many great things uh coming our way in clifton as we've started already and uh having the largest referendum passed in this history of the state of new jersey you know that happened under this guy's leadership and a lot of people helped with it but without having someone leading that process that would have never happened so uh uh you are truly uh in good hands clifton with uh dr robitozzi as our superintendent so congratulations and you know i wish you all the best and um uh i will always be here for you uh always support you and um nothing but the best ahead so congratulations and uh thank you all that's all i have dr robertosi mr smith thank you so much for uh for those kind words and um thank you to the entire board for your belief and your faith in me um and for giving me the peace of mind to know that at least for the for the next five years and hopefully many more um that i will be in clifton and clifton's where i want to be and you you want to work for people who appreciate you and this board has shown me that they appreciate me and there's no other place i'd rather be so thank you from the bottom of my heart um for believing in me i won't let you down but we got a lot more work to do we've done a lot of good things in two years we've got a lot more to do so together together i know we can achieve great things congratulations to all of the governors teachers of the year and the educational service professionals of the year very well deserved and i'm gonna keep my comments very brief tonight graduation class of 2021 june 22nd can't wait senior prom june 17th can't wait looking forward to all these things that that our seniors can have some of the things that unfortunately the class of 2020 didn't have well deserved looking forward to it made a final decision today that the band will be participating in graduation we were going back and forth on whether or not that was something that would be safe and we're gonna have to ban that graduation so we're trying to get it to be as normal as possible i'm gonna continue to do that and hopefully september will look as close to pre-pandemic as we can that's all i have tonight um i do have an item for a new business when we get there thank you mr smith and thank you commissioners thank you dr robitosi okay we will move on okay we are at new business so other than dr robertosi does anyone else have any new business okay doc thank you mr smith i i think this can be a relatively brief discussion um as this board knows project graduation is the event that's been held in in clifton for many years project graduation is held on the night of graduation and the purpose of it is to make sure that our kids have a safe place to go on graduation night this year there were no plans to have project graduation because of the pandemic there was no fundraising that was done we weren't even sure all year whether or not you're going to be able to have that many uh people in an indoor place um to hold the event but since the governor's regulations were loosened just a few weeks ago i've heard from some parents i've heard from some board members that you know maybe we should take a look and see if project graduation could be done so i've spoken to people from casa spoken to the high school administration and we believe we can pull it off with one major uh caveat and that is the money so typically students fundraise all year and then still end up having to pay a little bit of money this year i'm asking for a discussion and hopefully to pass a resolution tonight that for this year only the clifton board of education pay for students seniors to attend project graduation the venue is available the venue is open on june the night of june 22nd the cost is uh about 85 per student and on a normal year there's about 400 or so students um i don't know if we'll have less don't know we'll have more but if we base it on 400 students we're looking at a cost of 34 000 venue already has a five thousand dollar deposit from last year um that we didn't utilize so i'm thinking that if the board was willing to sponsor this event for 30 or so thousand dollars and maybe we pass a resolution with a little bit more you know not to exceed 40 000 in case you know 500 kids come 600 kids come that we could pull this event off with a lot of hard work over the next couple weeks so i'd like to open that for discussion and if um if the board is in favor uh perhaps pass a resolution tonight to fund project graduation all right anyone have any comments on that like to discuss i do mr abhijava um is there a minimum amount of students we have to guarantee yes sir the minimum of a minimum of 250 students which would be about 21 000 we think 250 students easy you know would sign up okay i mean listen it's it's it's no secret project grad is a great thing uh i i for i wouldn't just voice my opinion on this as well i think moving forward this should be under the clifton school district moving forward and if we supply the money we supply the personnel um we should take control of that um and out of the hands of anybody else but i think it's a great thing the intention is great it gets kids you know one last time together um not worried about what they're drinking what they're doing where they are etc and keep them safe have we thought about because this is last minute maybe throw out a survey over the weekend and see what we get back by monday so we can gauge a better sense of how many students would actually want to go and be involved yeah it's a good point mr abu drabba what what i anticipated was if the board passes the resolution tonight and then we don't have any interest obviously we wouldn't spend the money right we wouldn't have it so i would meet with the high school administration tomorrow to discuss plans for project graduation we would have get a count you know immediately of who's interested um and that way we we could plan and i i wanted to say this earlier and i forgot and this this is what's been weighing on me each year we show a video to the seniors about um you know a tragedy happening on graduation night with a student dying and it's been weighing on my mind that you know we weren't planning on having and then i thought to myself we haven't really tried right if we try and we can't do it then we can't do it but if there's a way to have it you know let's try to have it because if we don't and god forbid something happens to one of our kids i want to at least be able to look myself in the eye and say hey we tried to do this for our kids for for that amount of money um i'm not minimizing i'm not saying it's not a lot of money but i think we would all pay that to keep our kids safe so no i could i'll have a i'll have a number by early next week of students who are interested and then it's going to be really about getting enough volunteers and things which which i believe will be able to do and i for one i agree with you because mr casper if you don't remember i don't remember our class year we we had two deaths that year um because they didn't go and other things other activities were being done um and you know and i've heard other class years who've had issues um of fatalities so i i'm with you on this one i just you know i for one would also like to see if we do a survey it twenty thousand dollars if a hundred people go to me is you know again i i don't want to put a number on a child or an r any of our students but if it's if it keeps them safe it keeps them safe but i'm just wondering what that number would look like so if we could do a survey get a better understanding um i i think it would would give us a better idea of what it would look like and um also on another note i would love to chaperone so dr roberto if you put my name down i'll do it as well you're in all right anyone else mr daley yeah um uh of course i think there's an argument about trying to keep our kids safe uh it is kind of sort of the moment uh we've never done this before in this end i was providing the amount of funding um are the districts live something happens they don't have that explain to me i'm concerned about getting staffing uh you know you know how many students will attend that that's really kind of secondary whether we get a 100 or 500 [Music] you know basically how good is this and what is our exposure now that we're in we're taking on that responsibility so i thought yeah mr daley all all very very good points um and i think the liability thing uh is a legitimate concern and i i guess i would just point to the fact that if you remember sometime pre-pandemic this board had discussed making a substantial contribution or even paying for project graduation and we did ask for a legal opinion from our from the board attorney on whether that was uh that was feasible so i don't know if it's considered like an in-kind donation it's a donation to casa or we're paying for it or what that means for us and i don't want to put their lease on the spot but i will use can you speak to that liability of the board if the board contributes to this or pays for students to go the reality is that it's your students and whether you pay for it or not if something happens the board still will get sued so just know that um if you run the whole thing you know there's more liability but that's just the way it is um you can pay for it you you it was in 2019 that we issued an opinion that you could contribute to it um without limit because it's just considered to be part of um commencement you know even though they've graduated it's still part of the whole commencement process so you you're perfectly permitted to to fund the whole thing um you know of course if you run it and you have your own staff running it then there's whenever the more people that are involved the more there's liability for the board but that's just like part of you know graduation having a school [Music] it's you know along the same lines and you have insurance for that um so i don't see it as you're doing you're not doing something that's you know really you're not taking them ziplining i hope there's no zip lining okay no skydiving no none zero zero skydiving go carts they have go-karts yeah that could be dangerous depending who's behind the wheel i've seen the drivers in clifton already so i think they'll be fine um doc my my couple of my questions um that cost that you're giving us does that include the cost for the buses and i mean the bus drivers and everything uh it does not mr smith but my understanding and i i haven't been here yet for one of these my understanding is that we um we've always donated the bus drivers each year uh regardless so i i don't know if it's considered a donation or or what we do with it but we've always supplied the buses but i mean do we have to put that cost into this into this resolution good question i don't know uh maybe if mike or mark teaching remembers in the past was there a resolution passed to uh to utilize the buses for project graduation do you remember martial we typically just did the bosses we would we would have a retainer just in case and then we would do a five thousand dollar donation as well to help yeah that five thousand dollar donation the board actually did and uh so they we have that deposit so i guess any resolution we passed tonight would have to include the um utilization of buses and bus drivers yeah because that's i'm not saying it's costly but i mean it's it's a big part of it you're right they're they're they're there all night we use our whole fleet so um just i was just curious on that and uh i'm i'm curious on the um uh there's two pools that that are there um are we are they not allowing them to use it uh what are the restrictions from the department of education on that stuff because that those two things are huge things for those kids there uh without those pools it's just you know like a game place it's my understanding mrs smith that the place will be fully operational for kids awesome okay and they don't i know you'll be there volunteering absolutely i've done in many years but it's it's a great place it's a lot of fun they have volleyball out in the back and and two pools and i i just wanted to make sure you know because it's whatever i i the whole mass thing you know i think i understand bullying i'm asked whether they're inside but not when they're outside swimming you know that whole thing but we'll work that out that's not a a big issue um you know i'm one that always uh uh want to help the kids but i always feel the kids um should help themselves um and take some pride in and raise money for it and all that so and i know they didn't have an opportunity to do this uh this year so i would have no no problem uh doing that uh and helping them this year um and and i'd be curious to know you know are parents going to let the kids go are they going to keep them home you know so i'd be curious to see i mean i hope they all come i hope it's a great event um so let's see what happens but those were just some of my concerns the uh no i think they're good valid concerns and good points and i think by early next week i can at least let the board know a general number of students who have responded that yes they're interested in going and you know if by some chance there's not enough interest um you know we don't have you know we cancel it but i just have a feeling after the year that these kids went through that they're gonna wanna you know maybe spend the last night with their classmates i feel like we'll get a good turnout so i don't want to belabor the discussion if the board is generally in favor of this um i know we do need to go into executive session for a few things perhaps their lease can think of a wording of a resolution and when we come out of executive uh we get uh if it's okay with you mr smith the board could vote on a resolution ah absolutely is there anyone i don't want to stifle anybody either of anybody else if anyone else wants to comment on it uh mr casper is that your hand up my only thing also would be uh coming out of executive would be the that it's so such short notice is my problem and getting enough people to help us to ensure we have enough staff or and volunteers for the number of students that we have going that's next to the money mr casper that that's the biggest concern um [Music] but in speaking with the high school administration and speaking with casa we believe that we can do it not believe we're very confident that we'll get enough people i think we'll have a lot of staff this year that are going to want to come out and volunteer and i'm going to open up you know district wide to all our staff you know the more the more the merrier um i really do think that we will have enough staff let them have fun let them know for steam honestly it's been one one long year i know i don't want to sound like out of the box but we need to stop being debbie downers and just like go forwards try swing for it let the kids have fun because honestly if you don't do it they're going to do something else i always hear stories of kids going down the shore doing this and doing that might as well put something out there because everybody's already going to six flags they're going to the beaches people are letting loose and all that stuff so if we don't do it we're going to put them at risk of doing something dumber that we don't want them to do just i know it's money but money comes and goes this is a memory for the kids you know last year a lot of kids missed out on graduation and it's down so much this year we have the resources even though it's last second things have changed dramatically let's just think of it in a positive way and just let the kids get that one last you know goodbye basically that's just my opinion dr robertosi sorry president smith if you don't mind um you mentioned you you spoke to casa and you know and administration at the high school um do both sides have a sense of how many people they can get to volunteer the casa say they'll have x amount of volunteers at minimum to help with the personnel or they did but to be honest with you i don't remember what the exact number was um i don't remember what the exact number was but they have they have a number that they've used in years past that we think that we can get to and exceed i want to say it's 50 does that sound right i know i know judy's not talking about it because she's involved with casa but um judy can you answer a factual question about how many volunteers they get no comment okay i understand yeah i mean i think it's 60 if i want to answer for her i think it's 60.

it's got to be more than that i think it was 60 volunteers just keep saying a number until she stopped shaking her head but but we have we have to know you know all due respect there is two processes that have to be taken place at night there's a on-site number and there is a pre-number name is close to the whole thing yeah there's a number of people you need for loading the buses all right and things like that and then there's a number of people you need i believe the actual venue correct because they usually they usually meet in the gym they they will get their prep i think they give out shirts as well for the buses and then they start putting on one by one and then some of those people actually load the buses don't go and then they then you have the on-site volunteers who are positioned in various places and they play carousel and everybody moves around so nobody gets really bored at one spot i can have volunteer stay as long as you guys need me but over overnight i can't only because i got like a bunch of grand openings coming up so so it's not as long as we need you you know all right so it's 60 guys we gotta we got a long executive session ever so let's we can work on who's going to volunteer later on um let's just kind of stick to the resolution the the uh so doc would just like us to approve uh the concept of of them going and the board paying for it um so uh their least maybe you could work on a resolution after we can pack out from executive session for the board to vote on i haven't done oh beautiful probably mounted to mr uc dallas doesn't play games no not at all no [Laughter] and i have uh i don't have anything else mr smith all right any other new business mark is your hand up or is it just you're pointing no i just want you okay all right let's make sure i'm not missing you oh okay no other new business all right uh okay so the board is going to go into uh executive session um we have numerous uh we have a personnel manner we have a contract matter um we have uh numbers 38 through 40 in the um um is that in a p p 30 340 um uh update on um negotiations uh and dr robertosi you have uh two things for executive you're muted danny sorry a personnel issue first that's just a personnel issue okay so mr president smith i know it's 11 15.

about anything that's on the agenda thank you very much good luck though um you paid for the finish and the scene over there at t z or the contractor come on which one is that talking about all right um in your finance package you're going to see the cut report where it says revised educational operational transfers the depository statement for the end of may 2021 balance for all banks was 5 000 45 000 259.78 outstanding checks for all banks equal to 218 000 31.11 battles for all banks minus outstanding checks of four million 827 228.67 if you match that total to the last page of all funds it is posted anybody wants to see so if there are no further questions it's my recommendation that the board approved uh all right looks like we're on to reports assistance um so we have about 40 teachers that are getting um training in goal certifications um 30 teachers that are being trained in the science of virginia for elementary 15 teachers that are elementary teachers getting trained in science and teaching science we just have a lot of stuff going on tomorrow we're hosting a sat prep workshop through our grant partnership with purdue university and so we're the regional posts for that so we have about 40 teachers from our nations like that to come so that's exciting teachers receive assignment through this grant from purdue so teachers get paid for coming to the training they get smt resources for kids and practice quizzes and want some great resources and then they have lunch so they have a lot of teachers that are just doing that so we're very excited like that we're just playing for after school program and job starts and all of that kind of stuff just just just stuff yeah and try and get people higher so you got kids you know people neighbors thank you jeff yeah so just a couple of updates kind of a brief this month is the state department of health would release some preliminary back to school guidance for school districts so we're kind of breaking that down and seeing what that looks like based on the recent trend we're hoping again that will be a mostly normal start to our school year but we'll be putting out some information in early july with our contributing plans for next year on that same topic we're not on that same topic but we expect the most group provide to arrive some kind of this week to begin with the track and turf project also on that same front we're continuing to meet with focus group committees of educators to continue to move forward with the building project continue to get a lot of good feedback on what our new science labs will look like i'm just really excited for those academic spaces and just the opportunities that are going to provide for our students and communities so there are a lot of people that are volunteering their time putting in a lot of work mr rogers is also one of those people along with his his team of teachers so just really excited about those improvements for our school district looks like we have no old business new business approval request hearing on the second amendment yep so this is just a continuation of the legal steps to move forward um with our building project as we had to allow obviously public comment on hearing or excuse me during the hearing for the second amendment to lease and as with past projects this is structured similarly through lease financing and so the high school school building is currently stepping up to financing lease therefore what we're doing we're amending that of ease to increase the lease rental due from the school corporation in the new real estate and to include math and ally in exchange for the increased lease rental in the new real estate and to include mountain valley building corporation will use the bond proceeds to make the needed improvements to the buildings and then the increased lease rental as we showed that on the maximum amount as possible in the second amendment release will be sufficient to pay the principal and interest to the bondholders and to go along with that we have three resolutions um that we will be seeking uh approval of our school board and passing and i'll just briefly summarize the first one is the resolution authorizing execution of second amendment to lease so as required by a statute after the hearing in which we have no public comment tonight the school board must approve the second amendment to lease and authorize the officers to execute such agreement and this is second amendment lease is the agreement where by the school corporation levy the required property tax to pay the least rental payments police payments will be paid to the building corporation and used to pay bond holders um without the second amendment to lease final voters will have no assurance the building corporation would repay the bonds and so the second moment to the lease is the mechanism by which property attacks the collections and then the second resolution is the resolution approving master continuing disclosure undertaking and issuing bonds this just deals with on the sec the securities and exchange commission and in order to move forward with this we have to enter into a continuing disclosure undertaking before we move forward to selling bonds and we have to agree to try and delete financial reports of any material defense and then the third resolution is approving a new member of the building corporation so before basically you'll be improving the resignation of emily knuth from the building corporation and appointing dr william tobin to the building corporation um and we'll actually be having a meeting with the building corporation tomorrow to take care of their pieces so unless there are any questions it's my recommendation that the board approve and adopt all three resolutions as presented any discussion yeah so this is one i'm really excited about this would bring telehealth to all five of our school buildings in partnership with putnam county hospital this is contingent upon approval by their executive board later this week essentially to outfit each of our clinics with the equipment which costs between two or three thousand dollars to where students can be seen by a primary care provider so that way eliminating some of the disruption um eliminating some of the needed time to for a parent to come to pick them up from school be seen and then have a prescription we're still kind of working through obviously some of the details um but this partnership would also involve the hospital providing us with somebody with a nurse's background nurse's qualifications in addition to us continuing to um staff fully staffing our folks so just another really great service that we can offer to our families it's at no cost obviously to us certainly this is a voluntary uh thing that families would have to hop in popped into and at the same time doesn't necessarily mean because johnny goes to see the nurse that it's going to result in its visit but it's just another good thing that we can do so um with the understanding that it still requires approval um by the hospital executive board um seeking approval from our school board to move forward with the government and like you said it is voluntary parents can decide whether to opt in correct and if they do not get into it from what i understand if johnny still gets sick he still gets seen by our nurse right absolutely does anybody have any questions for jeff god would this be something where like and uh straight to the nurse and the nurse where the clinic staff will facilitate the telehealth as a conversation yeah very nice you know there'll still be some limitations as far as the extended appointments but i'm going to pastel at bloomfield we had to help during television they could do strep tests cultures they have the tools where they can look in the ear and the nose and the mouth and really do a lot of a lot of basic things that the primary care provider does but again making it more convenient for for all families who are mom and dad don't let us have to take off more to come and pick up and take to another side you do all those things where mom leaves work and stops from pharmacy and picks up the scripts so looking at everything so any sort of prescriptions or anything like that yeah that would just be the normal status quo so if they would normally have scripts and all that like cps that would go to cvs we don't deal with any of the insurance information all that stuff's done through the hospital so you know somebody qualifies um where they don't normally go to the doctor everything's covered it'd be kind of that simple similar approach um but it'd be with the county yeah we'll definitely get some information out we've got to iron out those details clover offers a similar program right now so we would be the next county school i'll take our motion [Music] i think it's a great idea [Music] outlining the details of essentially the middle school taking over sponsorship of the soccer program from hutton county youth soccer association and they kind of have some of the parameters listed but we also understand that there are some details that still need to finalize before we push information out to families and students um but essentially we're seeking to to move forward with offering a school sanctions cycle program at the middle school with some additional details to be developed between now when i started this school year i only have two of these these are probably things you're working out along the way um i guess i'm making an assumption at seventh and eighth grade together not individual i think um i don't think there's like a 7th grade team and then an 8th grade team i'm guessing it's combined but i don't know off the top i think that's i think it's a i think it's a combined team essentially if looking to play ten or so games a year i think it's great um the only thing i would recommend um just looking into if you guys can is how to get kids from if it's possible to get from school out to big walnut practice now it looks like it's uh our parents want to take them which i understand you know there's logistical issues um but looking at equity would be nice if they get those kids out there that the parents can pick up from out there kind of working together supporting another minimum we can do that but you know of course we're gonna continue to try and do what we can to work we're not limiting or keeping kids from from opportunity so certainly those are some of the details that we have to work out and that's not if it's right under school those um do i have an emotion too soon sorry emotional second meaning further discussion is not all right looks like we're uh to doing handbooks employee handbook salary uh last month and now it's time for the board to adopt uh excuse me approve the employee handbook for next school year motion to accept the inbox as they've been presented uh any questions or discussion on of um passing the salary hourly and bus driver handbooks for 2021-22 yeah uh all right now we have an approval a request for a donation looks like persian company is giving money to the high school band in the amount of five hundred dollars yes that might to accept the donation and thank uh your company after supporting our kids is all right number nine other businesses will be arriving this week to begin okay we've made short-term arrangements for uh long-term improvements and benefits so any other questions or concerns if not we'll go to number 10 on the list which is all right you

discussion the only thing i would i would like is that we get the minutes on a more prompt basis it's really difficult to review these minutes and try to recall what happened back in march and uh i i just request that we get these on a much more timely basis any further discussion mrs allen yes mrs keith yes mr ostrich mr ellery yes and mr mcdevitt yes thank you folks uh we have some call to the public is there anyone on the line rick there's two folks that call the public please mr brezny you're tab on the district's website states our mission is to provide a community environment in which all individuals are challenged to achieve excellence in academics character and life skills we'll see under agenda item 10b later tonight a presentation on the arizona m2 state assessment results students in grades three through eight take a standardized test in both math and english language arts to my dismay only one grade in one subject area of math had over 50 of the students either score as proficient or highly proficient this is far from achieving excellence in academics hopefully the analysis of assessments results that is or will be conducted will find areas in which students in the school could achieve better results but the district may want to expand its list to other areas than the ones will be briefed on it is quite possible the new math curriculum that the board approved last month will help in future proficiency this district may also want to have to look at a changing curriculum for english language arts to see if that will help a common theme in schools in all areas of life seems to be resources or the lack thereof and the job opportunities on the district's website the district is looking for to fulfill a full-time certified teaching position for a full-time psychologist i don't see how a psychologist will assist in achieving excellence in academics the u.s bureau of labor statistics identifies the mean average salary for clinical school psychologists in pima county to be 62 350 personally i would would much prefer that money be allocated directly to achieving excellence in academics i hope the board administration will consider this soon and get the money where it is needed most in the classroom thank you thanks sir all right christie so i brought some latham with me um this monica is going to put up our presentation real quick we're just going to give you a quick overlay of what our civics trip was that we had in the very beginning of may for our 8th grader since we couldn't do dc we created a whole brand new trip this year um staying here in arizona so i have with me um aubry and luna who are both eighth graders and they went on the trip with us and then miss gloria who is also one of our current chaperones they can give a quick what their thoughts were on the trip real quick too so this morning go ahead and you can we'll kind of skip through it pretty quickly sorry the internet is here okay running slow sorry no you're right that's probably really big so normally for those who don't know our eighth graders normally raise a trip to go to dc for five days and because of covid and the riots the company we hire we hire to go with they actually canceled our trip in february and most of our students had were really close or had already raised the money for dc so we wanted to we wanted to still give them something they've already had a ton taken away because it's so big so we worked really hard at trying to come up with a new little trip for them that we just stayed here in arizona um and did stuff in state and actually it was hard because things were just starting to open back up again so it was we were really working with some amazing people and letting us kind of sneak in and be the only groups that have come in to do some of their stuff so while they're working on that we'll go ahead and get started so we can move on so our very first day we went to the arizona state capitol um thank you to miss kais for hooking us up with um senator gowan he gave us a special tour of the state capitol and we got to go underneath and see all the secretive areas that they had um our group was introduced um during an open session at the beginning of their open session and then we got a private tour of the state capitol museum which was closed to the public they were they brought in people just for that day to open it up for us um and then we went to the tribal council and gary beauty he was a special assistant for the congress and legislative affairs for the tribal council okay perfect thank you um so i maybe spoke to you soon i'm sorry um and he gave a presentation to the students about the way the tribal council so this is the arizona capital so they got to sit up in the chair and bathe the gavel and they thought that was all pretty neat go ahead mr you can go there so this is also on the same day we went and we did the um the tribal council and then they we went to the uss arizona um which a lot of people do not know that there is a small museum here locally in phoenix for the uss arizona the students did a black folding presentation and then we went back at night and saw the uss arizona each light represents somebody who passed away on the boat on that ship it's amazing beautiful and then we did the odyssey which is the aquarium just down the road and so that was pretty fun okay this morning and then the next day we went to slime rock which mr kratzer gave a quick um lesson on erosion and she was just talking about it and rock formations and things like that and then they got to play at siderock they did this lighting they did the jump the cliff jumping um and then we went to walnut canyon and they learned about um the indians and the cliff dwellings um and then we did a quick repair at the nab nau in the scavenger hunt um at nau and then they just happened we just found happened to find this on our tour was the first amendment and so mr latham ended up giving a quick lesson about the first amendment to our students okay and then the next day we did the grand canyon we took the train ride to the grand canyon spent several hours there and then we took the train right back um the kids got to see a western show and then as you can see we were robbed on our way home from the cowboys then this one was probably by far my absolute favorite day of our whole trip we went to arizona we started our morning in arizona the kids loved it then on our we got back to phoenix and the gentleman in the center picture he is a holocaust survivor so the students got to meet him he gave a presentation he talked about his life he was not in any of the concentration camps but he was passed from balcony to balcony when the houses were starting to get searched and so keith ray was raised by another family at the age of two and um his mother is the only survivor of the family from the concentration camps so she ended up finding him later when he was five and for reunite united so it was a very interesting story and he was a wonderful man then he signed autographs for everybody with his picture sweet sweet man and then the least favorite of our trip was our scavenger hunt in downtown phoenix it was really hot and it was really long if we could cut the scavenger hunt then cut it in half it would be great but they had to they use their phone they had to follow clues and we were running around in a two-mile radius in downtown which they did see some really neat stuff and it was really fun to watch them but by the end i think they were all just dead and they were done and they didn't want to move so then our very last date go ahead thank you the kids got to do the police museum and you can see they were able to dress up and play and those police cars and things like that that was really fun they learned about the miranda rights which started in phoenix and um it's just a small museum but they were wonderful they opened up specially for us on a saturday they were great and then i don't have pictures of it but then we went to the water park and ended our days and came home so it was a great trip i thank the board for allowing us to go on the trip and helping us make it work it was wonderful so aubrey real quick what was your favorite thing or um my favorite was the holocaust survivor i just like loved learning but they did a really good job they enjoyed it everybody everybody it was really awesome perfect thanks very much six oh sorry folks technical difficulties good evening everyone thank you for being here tonight and i don't have too much to report so we're short so we can get through the rest of our agenda but for starters we have summer school we currently have approximately 103 kindred through 8th grade students enrolled for academic support and enrichment june 8th through june 30th we will have a student expo on june 30th with the students showing showcasing their work and their projects that they will have done for the three weeks of summer school twelve students are attending our thrive um curriculum with our counselor mrs duck freedom and mrs scott based on self-esteem bullying how to handle friends and um it's a good curriculum for our middle school students that they are in spec a special shout out to our green valley and saurita food bank for providing breakfast and lunch for us last week we're truly grateful for their continued help and support as our food service staff was on vacation last week so we started summer school and food bank helped and obviously with the help of our staff and getting students served breakfast and lunch on the left you see one of our summer school classes has a summer camp theme like a campfire with the tent and they have the fishing pond with vocabulary words so pretty exciting and there's some of the students in class who are happy to be here also aseanas which is the arizona association of latino administrators and superintendents had their annual conference last thursday and friday so mrs cuevas myself and mr malaganis attended the conference it was a great opportunity to network and collaborate with like-minded educators since the pandemic people were very excited to be out and to actually see and collaborate in person i am currently the president of the association for 2021 2022 and with the presidency comes a paid membership for the year and a seat on the arizona school board association board so they will pay my membership dues so i'm a member of asa anyway so that's going to save our district money for the year because it will be paid through azialas our first board meeting um for asa will be tomorrow and then the i'll be attending that we had guest speakers at our conference we had ana maria chavez who's the executive director and chief executive officer of the national school board association dr christina kishimoto who's the current state superintendent of the hawaii state department of education also spoke they both shared their insights into the effects of kovit 19 and their continued work and being advocates for public education and equity focused work staffing enrollment at summer professional development so our staffing needs we need one middle school ela teacher maintenance and bus drivers and a school psychologist and if it states on the website that a school psychologist will be hired for a teacher or vice versa or a teacher fulfilling the role of a psychologist that is incorrect we currently are outsourcing our psychologists because there are not certified school psychologists we've been looking for two years so we have a psychologist who's working within our budget who only works three days out of the week but we truly are still looking to hire a school psychologist and obviously the outside contracted rate is higher than what we would pay a normal school psychologist to come on board so i will check the website to make sure that it's states accurate information thank you for bringing that to my attention our enrollment for next year we currently have 589 students enrolled we have 14 possible withdrawals and open enrollments that are still pending so i have some open enrollment students that are still waiting based on our original neighborhood students that will be enrolling based on the new homes and madera heinen's coming up and as a reminder july 7th through 9th we will be attending avid digital xp with eight classroom teachers plus mrs cuevas myself and mr marianas and july 21st through 24th we have um asphalt summer conference and mr madrenas will be attending and presenting at that conference as well unfinished business and updates governing board goals we need to set a date as to when we will be meeting to finalize our goals now that we have our psy up and our lineup and our strategic school goals for the next three years we need to need to get that done and again the district's strategic plan is in development phase to include the site strategic plan along with our the syeth and the layout are the documents that we need to submit with our plans to the state department and all federal dollars are released based on items that are on the school improvement action plan and obviously with our azo2 data we will be looking at that and developing some more specific goals yearly to be included in the district strategic plan that will be on our website by the time school starts so short short report thank you we will keep calm and carry on and i just like everyone to enjoy their summer vacation in and out um i had to just put a picture of my granddaughter there and the sign says best friend coming august 2021 so hopefully the baby will not be born right on the first day of school and just a reminder to stop and smell the flowers my granddaughter on the right is smelling the flowers so i'm hoping to get some quality time in in this little bit of downtime that we have for the next month so thank you thank you much appreciate it okay our consent agenda has been amended of a motion to approve the consent agenda as amended i'll move to approve the consent agenda second we have a motion in a second discussion mrs ellen yes mrs heist yes mr australia mr hollery yeah and mr mcgivern yes thank you consented to other passages down to uh report items hey did your finance report sir yes sir thank you within your your package you have the most recent district financial report that was as of last week i will entertain any questions that anybody has over anything in the district financial report a couple of questions greg in the instruction functions in the mno budget i just noticed that benefits is significantly over budget salaries are under budget usually those kind of work in tandem with each other why the difference it's just just a matter of moving a little bit of money here here and there just to cover budget you know so we've got the money within salary that's that's covering the over budget of the under budgeting so it's everything there is fine but wouldn't we we are still at 100 000 138 000 to be closer of unencumbered funds for this school year so we are still well within our budget second question on the enrollment stability grant page 15 uh 108 thousand dollars how was that distributed the enrollment stability grant that is the grant that we used to pay it was the very first round of the essar funding okay it's got a double it has a double posting from the county on that side and we're still working to correct it so it should actually only be fifty thousand dollars because there's like i said there's a double posting um that's the the money that we use to supplement um mr clinton mr lathan and mrs cueva's salary here over the summer when they were working on our coupe and that's what you guys had approved us to use us for when we got the sr1 plumbing those are my questions okay for the questions i stay in a motion to approve the district finance report any further discussion for questions rick mrs allen yes mrs kais yes mr australian thank you the united system financial records legal compliance so recently the board members mr rico myself received an email from the state auditor general's office regarding an fy20 finding on transportation funding which is a follow-up which is a second finding on an fy 19 which was when the original finding so this is that finding that we've discussed in the past where we have gone ahead and we've actually put somebody into that position who is actually overseeing the transportation department and has been on the phone with the auditor general's office for the last three weeks as they're doing their 18-month follow-up on this so i will answer any other questions that you may have about that finding it but it is the exact same finding that we've been discussing since january any questions in the board i mean i was the one that raised the issue um if it was in the fiscal year 19 and fiscal year 20 um if it's been corrected and it's not going to show up in 21 i'm fine with it greg okay no i just wanted to make sure that we were you know had it you know there was no ambiguity and there's nothing being hidden or anything there's you know just it's that issue that we've been discussing with transportation and we've had we have that resolved and hopefully during the 18-month follow-up the auditor general's office will also see this result for the question thank you so much if i can just have one more piece of that with the 18-month follow-up all we're waiting on now is we're waiting on the payroll clerk for to show up so i can get our last two payrolls so they can verify what we've said as far as what we're doing within our payroll and then they should be able to issue their 18-month follow-up so you should see an email from the auditor general's office on that as well thank you you're welcome okay 10 a climb a survey okay so um the climate surveys are attached for parent climate staff and student climate surveys is monica can you go to the center page please see the very last one so at a quick glance in reviewing the data and in meeting with our advent team and just looking at things that we um need to take into consideration for future but the climate survey summary so we had 264 students out of 410 because we surveyed the 3rd to 8th graders so that's 64 of our students staff we only had 44 out of 100 responses which typically we get half and we don't know how to we continue to urge teachers and staff members to please fill out the climate surveys but i really think that towards the end of the year they were just very focused on trying to get you know attended to students that they couldn't fill out parents we only had 52 responses as well with approximately 300 families which is 17 so um 67 of the students were in person attending school since september 17th 21 of the responses were digital students who came on board in january and then 12 of the students were digital from home so when we looked at some of the highlights for the students sixty sixty percent of the students agree that school insurance encourages them to achieve their academic goals sixty-five percent of the students agree they're challenged and try hard to improve their work 79 degree learning is a high priority at school 39 agree there is bullying and name calling at school although 66 percent agree that they know how to handle bullies at school so that's you know we definitely don't want to have kids being being bullied but i the 66 percent we've worked hard on teaching our students how to stop the bullies and how to address it 39 agree their parents are involved at this school and we added that question based on our strategic plan and our discussions with our staff because our staff really does feel that parents need to be more involved with the students and be more responsive to their data and to their assessments and how they're doing at school so we had added that question because we wanted to see from the students perspective how involved they feel their parents are and when i meet with our student advisory most of them will say that their parents are not as engaged as they wish they were 50 agree that chromebooks are used appropriately 30 responded that they're receiving above average education and 57 responded that they are receiving an average education so that's from the voice of our students who actually had a higher response in the data in our because it's the students and then it's the is that still the students okay sorry monica go ahead and go back okay because we put their comments sorry um okay and then another interesting question is we asked them how much did cobit 19 affect them academically 25 extremely 37 agreed somewhat 23 said minimally and 16 said not at all the emotional effects of covet 24 that it affected said that it affected them emotionally emotionally extremely 29 somewhat 19 minimally and 28 said not at all some of the comments that the students made were that there were good teachers and a good education that there's great people here and that were being successful and that the food and school lunch needs to improve so we have to talk about that but we need to try to address to our students how we have to develop the menu based on the criteria of what fda says we have to serve so they just don't like it looking at our staff surveys 80 percent feel they're prepared to teach challenge and motivate students to learn feel that they can count on parental support 90 agree learning is a high priority at school 93 agree the principal looks out for their personal welfare of staff and students 77 percent agree that the director of student services looks out for personal welfare of staff and students sixty percent agree that the governing board supports staff in their efforts of meeting the school's vision and mission and eighty percent or more of the staff felt very supported and listened to sharing ideas with the principal director of student services and the administrative team parents felt that 80 percent feel that teachers and staff are prepared to teach challenge and motivate students to learn 71 percent agree that there's adequate communication from teachers 60 percent agree they are contacted when their children are having academic difficulties 53 agree they are contacted when their children are having behavior difficulties 80 to 90 percent agree teachers office staff and administration are respectful and welcoming and 67 agree the school's curriculum is preparing their child for future academic requirements 87 percent agree technology is updated and preparing students with necessary skills for college and future careers 89 agree the school is safe and orderly 48 degree school buses provide safe and reliable transportation to and from school and field trips 65 agree school meets social emotional needs of children 79 believe it's important for parents to volunteer when they can support school so when you look at that percentage again we look at the discrepancy between the students perception the teachers perception and parents so those are conversations that we will have with our parent advisory and our parent teacher club 50 responded they are receiving an above average education and 37 responded they're receiving an average education academics effective covid so it was interesting because the parents and the kids were pretty aligned with how they felt they were emotionally affected and academically affected they were off by a couple percent within each other some of the parent comments continental has terrific teachers who want their children to succeed you can see it in their faces and in their tone and very appreciative that we were able to safely get our kids back in school thank you i love how it's bilingual my child is learning a lot of spanish and loving it so those were some of the comments from our parents so again we really you know our challenge continues to be to get more people to take the surveys so that we can really have some courageous conversations with all of our stakeholders in terms of what needs to improve but we have good information that also is aligned with conversations we've been having on our admin team on what we need to do to improve teaching and learning and parental involvement any questions or comments at this time is there a specific uh plan to analyze this data and develop access from it so we truly do bring this to our parent advisory our student advisory and our teachers will also get a review of it during our pre-service days and then we do discuss and look at how do we improve in these efforts and is it already in our site up and in our layout and in our strategic plan in terms of improving and increasing participation thank you thank you moving on to the azm2 third eighth grade assessment okay so again looking at our ac zoo our ac data our acm ii state assessment results definitely we know that we have a lot to work on we know that these percentages are definitely by far not where we want and expect our students to be we will be working at further analyzing the data in terms of the students our special ed students our ell learners our students who are digital all year and for half of the year are included in the overall first assessment results at continental we continue to be above the state in certain areas but the state of arizona as we know the percentages also of mastery of students being proficient and highly proficient are definitely not we were where we would like to be as a state so we've analyzed sixth grade data in in sixth grade math which i'm sure some of you have seen where we only had of our students meeting the standards in sixth grade so as we looked at that data we looked at the number of minimally proficient students and how many of those were special ed students how many of those students were on site since january how many of them were digital the entire year and how they're doing so when we look at the data we really need to look at i would say ieps for all our high performing kids need to have plans and goals as our special ed students and our ell students so we upload the acm azm2 data to leakit which is our data warehouse they will be analyzing the data as well and providing us with an extensive report on what the trends are for each of the cohorts that we will be ready to share at the august board meeting so preliminarily this is where we are and in talking to my colleagues in terms of data you know it's very discouraging because there's districts that had even less percentages than 14 across the board in different grade levels so i mean we understand that you know it was the pandemic our students technically lost a semester of school because they were virtual fourth quarter last year and they were virtual first quarter this year so if you know we know that it's a it's a problem that we will definitely be addressing and we have our hands full in closing the achievement gap in reading and in math can you go to the last agencies with the summary the other one before so again just looking at continentals above the state average in the following areas so we have um third grades above above the state average in math fourth grade above the state average in math eighth grade or fifth grade is even with the state average and eighth grade math is nine percent above the state average but again like we know state averages are low across the board we are below the state average in third grade um ela by five percent fourth grade we're below by three percent fifth grade we're below by one percent sixth grade math we're below by 15 7th grade math we're below by 3 so again we don't want to celebrate but we know that our kids have shown growth and when we looked at growth from our assessment that we gave our nwea math assessment definitely showed more individual growth than what the students demonstrated on acm ii so part of our charge is to now look at the alignment between nwe map and what's being assessed on azm2 and like i mentioned before a continued analysis of the assessment results we'll be looking at our subgroups uploading the data into linkedit to getting the correlation again with nwa map and i really think that that bottom bullet is critical because teachers need to understand the crosswalk of the standards in terms of rigor and how standards are taught at each grade level and i'm just very thankful that our board approved early release days for next wednesday because for next year every wednesday teachers will have staff development and part of the plan is if you're a fifth grade teacher you need to see how that third grade standard is taught you need to see what the sixth grade standard looks like so you can make sure that you're teaching that standard appropriately and that you're just not constantly teaching to the low level of students and that you're increasing the bar for the students but doing those crosswalks with the standards takes time because we have standards in all content areas so our primary focus will definitely be math and yelling for starters but we do need to look at our social studies and science standards crosswalks as well okay thank you question i just i have a comment um one of the things that i've always followed is if you're not reading in third grade that's the beginning of problems and i'm looking at our english language arts in third grade and we had 70 percent of our students that were minimally proficient or partially proficient so 70 didn't meet the standard is ela what i'm thinking it is is that is that our kids that are having trouble in their english and language art having difficulty reading putting together sentences in third grade it really is focused because our students know how to read this is again their comprehension their vocabulary looking at author's purpose looking at um you know grammar grammar usage punctuation so it's all of that into not just your ability to read so it's again being able to learn author's purpose what is comparing you know three different passages and what is the intent of each passage in terms of what the author is trying so it's at a different it's a higher level it's not just being able to read but we do have our parent our volunteers who come in and work with our students on fluency reading and so if any of you want to volunteer we're going to definitely need to double our volunteer tutors because that gives the students the opportunity to read build their fluency and get those comprehension questions asked so that they can also move forward in that area because the more obviously the more words you can read per minute the more content you're going to be able to get through in a state assessment to allow you to understand more of what is being asked okay my other comment was when we were talking about the sixth grade math scores we had the sixth grade ela up there the actual sixth grade math score showed 86 of our students that were minimally proficient or partially proficient is that right am i reading that right yes yes it is any questions comments do we do we have any initial information as far as a difference between the virtual students and the in-class students if we have a chance to dig down into that yet well that's what we were looking at in terms of analyzing that sixth grade cohort so 15 students that did not meet proficiency were special ed students or students who were who were remote so if those 15 students would have demonstrated proficiency then our average would have been 37 percent meeting or exceeding which would have been 8 above the state average so there were 15 students in that 6th grade cohort who were digital or special education students who did not master okay well i'm principally interested in if we're really able to discern any difference between the progress of students who are trying to do it all virtually versus the ones that were in class and based on everything i'm reading the the kids that are trying to do it virtual are are significantly behind the ones that that are that are in class you know i i think we can look at these numbers and just state that they're nothing but alarming uh when we've got a sixth grade or a fourth grade math class that is the only one that is over 50 percent in proficiency that is the only class of continental that that has over 50 percent of its students meeting grade level standards uh according to azmerit data again i think this just takes some majorly self-reflection on the part of everybody that's involved in education in the state of arizona we need to look at the quality of our teachers we need to look at the quality of our curriculum as to why we're generating these kinds of results i know that there's a lot of concern about where arizona stands and the amount of money that we spend per student in in education um but boy oh boy whatever we're spending right now is is just not getting the job done and uh you know we're sending kids to to high school that are just not prepared uh to compete uh and and to do well in high school and it's only going to continue on if they're not doing well in third grade uh as mrs kai said uh you know sometimes that tends to follow them through their entire career and we really need to to sit down and figure out what we need to do different than what we're doing now and when you look at high school we were at walden girls high school and mr nathan i don't know if you remember how many of our continental students were honor students who were awarded um at their awards um assembly at walden grove our continental students do really really well as high school seniors and a lot of them are going on to prominent colleges and universities so it's just you know i our students do are doing well in college in college graduates and in high school so we just have to get them when i talk to the kids about you know when you go to high school you're going to wish you paid attention in middle school when you're in middle school you say i wish i would have paid more attention in elementary school right so we try to get the kids to understand that they have to do their best on these assessments and show what they know because it is reflective of the student the staff and the parent and the school overall we've made a lot of changes in math just in the last few weeks adopting a new curriculum and hiring a math specialist so you know these test scores are are done we can't do anything to improve these but i would like to use this as a metric to see where we're at this time next year and see how successful those changes were and we have moved some teachers around to put the right teachers on the right spots on our big bus so hopefully those changes also will make a difference could we do a longitudinal study and look at our sixth graders and go back to look at where they were in third grade and see if we're seeing a decline and where that decline happens yes and that's what we do we look at cohort data to see how they how they've done as a cohort um how they did as third graders the last ac m2 scores we have is from 2019 so we will definitely be looking at how the students are doing as a cohort and what students are falling below or regressing i've said this for the last couple years i can't disagree with what anything you guys have said it's a shame when the as a state when 30 40 are proficient so it tells me there's something wrong with everything there's something wrong with the test there's something wrong with the standard there's something wrong all across the board if we're measuring to a 40 for example level and that's okay because we're average with the rest of the state it just doesn't make any sense to me so there's several broken pieces there i don't know where they are um is the test wrong are the standards wrong do the standards not match up to what the test is are we not teaching the right standards or i got a gut feeling it's all the above i don't know what to do about it but um that's what i it's just seems to look like that i don't think we can say we've got a magic pill and we're going to get all our kids up to 80 that's not gonna happen well azmerit is a fairly new uh standardized test within the last 10 years maybe five years even so i mean yeah obviously there was something wrong with the last one what are the chances something's wrong with this one well they changed daisy merritt to azm2 in 2019 that was and then they went to acm ii thank you we will certainly be talking about this more in the future anything else thank you much 301 plan for 21 22.

please stand for the pledge of allegiance i pledge and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right we do have items to add to the agenda uh can i please have a motion to add to the employment report the hiring of vicki stewart sabrina fortuneski and the stipend for data retrieval for dr king motion second vivian and gary peter yes salinger yes bennett yes lion yes patterson yeah yes all right next item our accomplishment recognition our april student of the month kendall michael first grader [Applause] how are you doing kendall come on up here so congratulations you hold that i'm gonna give you this to put on your desk at home okay all right so i really don't have a guest okay right here let me give you a couple things about shoots everybody okay all right kendall you had a few teachers that recommended you i'm going to read and read a couple comments here okay i have had kendall in my safe center since day one she is so polite well-behaved kind and a huge helper she helps me every day in the safe center she has seriously been an asset to me this school year i can always count on kimmel to do the right thing she offers to help other students all day long i tell her every day that she is going to be a great teacher one day on top of all these great things i mentioned about kendall i think the one thing that stands out most is when she tells me that she sees me work so hard and thanks me for it she's definitely not your typical six-year-old at times her beautiful character really stands out amongst her peers here's another one at the beginning of the school year kendall was personally selected by mrs janice to assist her with making of the personal arrival procedures and to and how to find each classroom in the bill kendall was able to follow directions and immediately learn her role in these videos afterwards she sought out miss janice and volunteered to help with many other videos that needed to be created kendall then assisted me with the making of the primary building mask safety video and pbs videos for hallway and bathroom expectations throughout the year kendall continues to ask me if i need any help with any more videos or anything else it goes on and on here and i'll give these to your parents as well congratulations thank you for all that you're doing for your school you should be very proud of yourself and your parents should be very proud of you [Applause] okay all right thank you thank you and next we have our may student of mine is an 8th grader namely stacy you come on up [Applause] step up and she shared some great things about you she actually told me she'd speak tonight but mostly the whole thing yes so my initial reason for nominating emily stacy was to focus on her role as choir president over the past four years but after sitting down and thinking about her many many accomplishments um this is going to be a little bit longer so emily stacy has taken the choir president leadership role to an entirely new level she's been dedicated and loyal a loyal choir member at bhms who was nominated by your peers year after year to lead our group emily was not afraid to stand up in front of our choir and encourage everyone's participation all while making sure the students have the required materials to have efficient and accurate dependence and let our vocal warm-ups emily is someone whose students are not afraid to talk to students tend to feel really comfortable sharing their feelings and struggles with her she always listens and then takes the next step to ensure they get the health attention i will forever be grateful for incredible leadership so in addition to these amazing skills emily is a very talented singer and actress she is shown on our stage multiple times to she's participated in our local lens level and has gone into organizational concepts and representative school so within this past year we've had some students understandably so not necessarily participate um as much as they would in all of our activities but not emily she has done the ball play that's the past year the spring play speech enacting through all the semesters audition choir who's theater choir she's prepared solo on her own and sent the video into she's an njhs officer and then just because she would have some kind of cheerleading or softball um attire a wonderful um person um that's awesome i would say from everything that mrs d stated there you keep describing a model big hollow student so thank you so much being a center of attention but we're gonna call her up anyway cindy roller come on up cindy [Applause] there you go okay so mrs roller is an exceptional educator who absolutely loves her students this is visible at all times whether it's rolling along on a scooter side by side with students allowing students productive breaks when needed or maintaining a sense of humor in her interactions with her students she cares deeply about each and every one of her students and they look up to her while taking direction and working hard to meet her expectations cindy is a positive and contributing staff member at the elementary school and we appreciate her thoughtful ideas and suggestions she's an excellent decision maker and leads her classroom with compassion mrs roller is definitely a role model at big hollow she's in regular contact with the parents of her students and stays in connection with our staff at big hollow elementary to work in the best interests of her students we're fortunate to have mrs roller on our staff as she is a team player and dedicated to her students and their families she's very deserving of being employee of the month [Applause] and for those of you that here for that recognition don't feel like you have to stay for the whole board meeting you're welcome to go at any time thank you thank you all right item seven board member code of conduct review doug do you want to read this one sure i will abide by the majority decisions on the board while retaining the right to seek changes all right excuse me oh yeah excuse me i will encourage and request respect free expression of opinion by my fellow board members and will participate in board discussions in an open honest and respectful manner honoring differences of opinion or perspective all right thank you does anybody have any questions on the consent agenda can i please have a motion to approve the consent agenda motion second yes patterson yes bennett yes uh do we have any public comment yeah mr gold superintendent's report okay first on the agenda just in conversation with the board um about our directions with this pin with the pandemic response i want to give you an update on a few items first the illinois state board of education passed a resolution recently it's not the resolution doesn't take effect yet uh until the state it's a resolution to support the state superintendent um in promoting uh all students to be in-person learning in august which we were planning on anyway what i want to make you just aware of is first of all one what's stated in there find this clarification right here okay so once the state superintendent makes the declaration it it will take effect and uh school districts would only be required to provide remote learning students who meet both the following criteria listen and this is different so we'll have we will be required to provide remote learning for students who are not eligible for the vaccine and are under quarantine order by the public health department uh or the illinois health department by the uh and our by public health local public health department or the illinois department of public health so um so that would be most of our population the situation i'm thinking of is the students that in third grade was seated next to a student who maybe was sick with covid and now that student has to be quarantined because they are not old enough to be eligible for a vaccine and they're under quarantine order so because they'd have their quarantine so um those students we are we have to provide remote learning for but if a family just chooses not to send their kids to school because they don't feel safe that's not a situation where we have to provide remote learning at this point so under the declaration so that's that's the clarity that they have there um so we have some issues to work out there this summer with uh union leadership and things like that to talk about uh you know how we're going to handle these different situations another thing that's that's kind of coming down the pike i think is is a modified uh quarantine rules so um as of now the way they're what they're stating is that and find this one uh they're pushing schools to to consider registering for a screening system uh to screen test students for coven and uh i can't say that i'm very excited about that it takes a lot of uh it's gonna take a lot of manpower to to do that you would have to screen students that are not vaccinated so we are we're looking at at least getting set up for for screening possibilities and we'd always screen parents or students of families that agree to it as well and what we're finding at least in local districts that have tested this out a little bit is that not many families are agreeing to the screening so um so there's that obstacle as well if we have a screening system in place uh there is some modified quarantine rules so uh that's this is i'm speaking to you tonight not having the full uh guidance from izb yet we're kind of waiting on that i'm just kind of i'm taking some pieces of information that's out there but they're supposed to give us some back-to-school guidance soon i don't know what that means though hopefully by the end of this month but um but some of the modified guidance that i think that's going to be considered is that instead of drawing a six foot circle around a student that has covid we would only have to draw a three foot circle around that student and quarantine students within three feet in in the classroom setting uh that will be that will be very helpful if that's the case one of my concerns for when we open up is if we're still under the six foot guidance is the number of students that we're going to have to quarantine if they have the vaccine they don't need to be quarantined but we're only going to you know ages 12 and up you're talking 7th and 8th grade some students will have it but but if you have a screening system in place there's a possibility they're going to give us a reduced quarantine to three feet so there's some things we're working through and trying to consider with all that like i said there's not a lot of answers right now but um i want you to be aware that uh we are there's a lot of things under consideration with testing with uh the remote learning being to the primary and the quarantine those three things so uh i'm open for questions that you have concerns you might have and i can give you whatever answers i know yeah uh two questions so with screening do you mean um like with the safe center what you were doing with the little tickets like self-evaluation sorry i should have clarified no i mean we would uh do a covid's test once at least once per week okay so a screening test we would uh we qualify for a the shield test through the university of illinois since we're in uh what's what's called um oh i've lost it i've lost it now we're in the uh first level um of funding and uh we we qualify for the testing for free and then you said if parents refuse to do that that is there a percentage that they would not qualify us for this reduced um oh i don't know that answer it's a good question i don't know okay i know that a local high school district not grant high school but another local high school district told they put out the screening for their students this spring and then the entire school they had about 30 or 40 families that agreed to screen so i don't know if our numbers would be that low if it was that low we would still go we would do it i mean but would we still be unable to operate under that threat i would hope so yeah if we're offering it i hope so because then also didn't it at the end of the year didn't they already reduce our lives like are restricting two three feet so now they're putting it back to six feet well so the the the reduction that happened at the end of the year is a uh a test pilot so i i still think there's a good chance that that what they're what they're trying to do is gather data to show that three feet is sufficient yeah and i'm hopeful that by august that's the answer we'll get right now we don't have that answer right now it's still at six unless you're unless you're screening the students with covet tests every week that's what it is today so but i i i really haven't pushed anything out to parents yet because i really think this is all going to change oh yeah and i don't i don't want to do anything right now i just don't want to it look like we just don't know what we're doing so so i'm holding off but i'm giving you i figured this is our june board meeting i will see you again until july and i'm giving you what i know now which is just kind of some speculation but that's where we're at so i i know you're early in the thoughts on the remote question but have you thought when it comes to middle school where if one kid is in let's say fifth grade where they're not eligible for vaccines yet it has to be quarantined how you would handle all the classes and all the teachers that they would be supposedly involved in i mean i could see it being easier on primary elementary or to one teacher but is the goal then the kid has to get remote learning from the same teachers they have or would you have like somebody who just works with them for the entire day remotely over zoom those are the issues we thought we'll have to do it's gonna i don't have an answer for that yet because of uh there's some negotiated bargaining issues going on there so i do have a meeting with our attorney on next monday morning he was out this week so to start i want to talk to him about some of those issues and then union leadership and i are going to sit down and meet as well so but yeah that's all part of that i have my own personal feelings on how we should handle that and it's best for students and and uh but i also know if this becomes a large number of students it's going to be quite a disruption too so it's does the legal requirements require zoom-like sessions for them or is it enough to give remote work from their individual teachers they haven't defined it yeah they haven't defined it that's why that's why i wanted to meet with our legal counsel before we move forward with uh union negotiations on this so yeah is the shield testing that like opt-in or act gary they did say that to your question it is defined as five hours per day of remote but it is not defined on how you give the remote so it's not five hours a week it's five hours a day doesn't have to find it five hours a day of teachers assign work yeah versus teachers sit visually with them that's what has not been defined yep okay any other questions about that there'll be more to come in july i sure hope there will be more to come in july because july and august we've got to make a lot of important decisions on that all right item b dr king's going to talk about the multi-tier system sports handbook update this is some work that she has been leading through the district this whole year it's been important work and uh she's gonna give you an update all right thank you thank you for having me i am not gonna go over that large packet or the calendar i have spared you that i have written just a very brief paragraph and then i'll open it to any questions that you have but we've been working really diligent to systemize systematize all of our assessments and our review processes and one of the things that we were challenged with early on this year was to look at all the assessment instruments that we give and then have a recall for what we do with them and how we use that information to place students in interventions or enrichments and so i want to say that body of work that you have in front of you it would not be possible without the support of mr gold our all the administrators in our school psychiat psychologists um they really helped contribute to that work um and the implementation while we've already started it in the coaching and the training to start digging through that doing one-on-one conversations it is going to be ongoing because that information is as you can see very in-depth and the breadth and scope of the work is pretty substantial and so one of the ways we're going to operationalize the tactical aspects of rolling this out is through that mtss calendar and so sitting with the elementary and primary principles we were able to come up with a calendar that would allow me to be both in the middle school and do that job but also continue the work that we're gonna it is required for mtss to support the grade levels and so those meetings will be where i can sit with the teams whether it's the isst or the glt or the blt um we will all will be a part of all those conversations to ensure that this implementation is successful because part of this implementation also includes otis um and that work and our pd plan that dr hetrovitz and dr pittman have been working to ensure it encompasses all of that work and then the final piece that i do want to say that it's not in the handbook but another way we're going to operationalize this work you're seeing it in some of the accelerated conversations because that's part of the mtss process but it's also what you're going to see at the middle school we're going to have what we call a zero hour and the zero hour will be essentially for students who need some additional support and they may be in an elective that precludes them from having that intervention and instead of asking a parent to choose do i have my student get an intervention for a tier two or tier three um and that could be for math or it could be for ela that they don't have to choose anymore so they can still have both in the same way students may have access to really engaging epic courses which i will be probably following up with each of you at some point with the help of mr gold to try to find ways that we can make epic epic but that's we want to use epic as a way to also operationalize that handbook that you have in front of you is really to create incentives for students who are receiving interventions to want to be in an experience that is epic enough to work hard to get out of those interventions um so what questions can i answer for you is there a blessing for zero hour yes ma'am is it on everybody's schedule is it an optional um it's there's like so literally the students who would be invited to zero hour it's only five percent of the student body and of the five percent it's only students who would also be in a specific elective that would preclude them already from this so it's a very small number so instead of adding it to the schedules of those few students we will have personal conversations with their families because part of this process you'll see there's parent communication really in-depth ongoing parent and so that would be part of that like we would like to invite you to our 7 a.m um zero hour to receive this intervention so they don't have to miss x y or z particularly band chorus thank you our students and vana chorus have had conflict with that's a time where we also provide interventions to students so a student that's in banner course like dr king said would have to make a decision and now we've taken that away from them by offering that zero hour is this a stipend for the teachers to teach zero hour good question so actually we were able to um create uh using the grant one of the i think the esser one of the estra grants um our reading and our math specialists and so that when i was doing interviews that was just a non-starter so your you will start at 7 a.m um to do this piece and we will find a way to probably work around there like a schedule like work within their schedule so it's not pain additional we were very intentional about that language with them if if it does require if dr king's seen the need for them to be here longer than we we would to compensate them for that uh that hour do that because they have to work a longer day and by zero hour it's only 30 minutes because even our most intense tier three interventions um in tiered it goes like tier one is eighty percent of your student body tier two fifteen percent and tier three is five percent it the the most extensive intervention that we have may be five days a week for 30 minutes but that's if we titrate it like a doctor would titrate a medication to the highest degree and we're not going to start there so really hopefully students will only be in those interventions five days a week for maybe 20 minutes but they'll have support of their teacher before they get ready to go back to their classes that document is huge in the packet it's a huge document we we put it in the package just so you had it and so it's on board record but i just wanted it's really strong work and uh that a lot of our administrators had their hands in and uh um dr king's led the effort and it's i just want you i wanted you to know it's it's just super super strong work and i'm excited to see how it's going to be implemented can i ask you another question about the multilingual learners why is there a separate uh form for them yeah it's great for those of you yeah and so um that was really the uh contribution and the expertise of dr hutcherwitz and so she's the el director and one of the things we want to ensure that we're not doing so mtss so multi-tiered system of support system isn't we don't necessarily assume a student just because they're learning another language that they would need to be in a tier two or tier three intervention so language acquisition needs to be taken into consideration so before we even move into that phase we have to ensure that this isn't an aspect related to their language acquisition and if it isn't then we would move back into those tier two and tier three and if it is we want to ensure that we're providing the support the student needs to become more proficient in the in the english language how many new immigrants that's big i would receive like yearly yeah like new to the country is there a large person new to the country students sorry i can't answer that it depends um in the past i would say three years we've seen a lot more newcomers um we're seeing a lot more students in the middle school specifically that need language support i can get the percentage for you i don't have that off the top of my head but it's every year it's more and more that we're seeing that are coming um either as newcomers like i said with very little english language proficiency um and i would say it used to be middle school had the smallest number i think one year we had only 13 students who were learning english and we've got upwards of 50 some um now that we look at the fourth graders coming up to fifth okay thank you we've heard about mtss before does this codify what you guys have been doing or does this enhance it what's what's different from with this because this is very well done and very thorough but i i couldn't remember how it compares to what we've heard before yeah so great question so this universalizes the system uh pre-k through eight so what we had in the different buildings and i i think the principles would concur we had different not only acronyms used so some of the meetings were called care and some of the meetings were called alst so sometimes a family would say uh vicki my st my daughter was in care but now they're in alst it's a new program and i would know it's actually the same program it's and part of mtss so one it's as simple as changing so the language is universal um and then there is quite a big overhaul to the district approved tier 2 intervention so that teacher there's a list of if the student is if the data suggests that the student needs support in fluency or comprehension or phonological development there's an intervention we've approved that addresses that because there's evidence and research to support it um so for example the student is el low income there may be a specific intervention that we want them to be using with that particular student that is different than maybe other students because the evidence suggests it so one we've universalized the tier two and tier three like they're now district approved in the same way they're and this is true of all districts um sometimes there is these feelings that we have about well i feel like there may be something and so i'm going to do x y or z well we need to have evidence whether the evidence is looking at seo and qualitative data that can also be quantified or if the information is based upon an assessment that is more quantitative we need to actually ensure that we're making decisions based upon the evidence and not necessarily feelings feelings are important they can sometimes confirm what our gut says but i would say sometimes we tend to over diagnose versus correctly diagnosed um and so we've universalized that process so i've the list that we have for students who should be placed in tier two and tier three i've already given that to all of the principals so this summer we can start to say day one students are going to be placed in interventions based upon the criteria that's in that handbook and then i would say it was a complete overhaul for the middle school they had a they have a very strong sel mtss program but they were they didn't have necessarily the supports for the academic side and so i was just talking to one of the math teachers this morning and discussed she's very excited that there's now district approved tier 2 and tier 3 math interventions that they can go to and that are approved that they'll get trained in because dr hector bits has a whole pd plan and so does dr bittman first bet to ensure that everyone has the support they need to support our students so i know that was a long way to answer but it we we kind of overhauled everything um and that's a that's really why we want to ensure that i can help support the rollout and it's going to be a very patient and deliberate process so that by 202 22 23 not only will we have we want to believe that we have we can stay with confidence the staff understands our mtss process but families will be able to see its product and otis by 2023 as well so you'll start to see you'll see those assessments that i've shown you before in otis but then you'll start to see that tied to their standard the grading process within on that that's parent side in the progress monitoring so and otis is the data warehouse that we've shared with you for the reminder yeah no it's all right thank you is this document in spanish or another language not yet it's right now it's still liquid cement so we're meeting with all of the principals i have a meeting with um carrie harris she's someone that through the mtss um the illinois mtss framework that actually dr pittman connected me with to ensure that we've got like the legal language in there that it's the process is valid and reliable we're meeting with each principal and their team um we have another meeting tomorrow with vinnie and sunny and we met with lynnean last week we want to ensure that we've crossed all of our teas and dotted our eyes um before we do start like and when i say mass production we will make a hard copy for staff in august because they have activities we're going to do with them like scavenger hunts in the book but then we're not going to make more copies after that but it will be translated and dr pittman is working with me but she's actually kind of spearheading me having access to a modified it'll be a full version and then a version that's like very brief um kind of like a cliff notes that's just easier like for families because this needs to go live on the website as well and that was part of so it looks like a big part of this is the parent involvement um well this this might be new to a lot of our parents how to find out about about the what on the website may not be the best way to give them the heads up that this is coming i totally agree so we have a plan for that and on our rollout so families already are experiencing mtss when their students are in tier two or three they may not they're going to get a lot more information than they have in the past at middle school like i said for academics you haven't heard anything because there hasn't been but families who would be in that tier two tier three for interventions would be receiving every other week we have a plan to they need a progress monitor send a communication home to families and that's true for all of the district but dr pittman has already in the works a plan for a parent university and so this will be something that we provide as a way to have ongoing like because we want to ensure that our wraparound services are really supportive and so we that's on our roadmap sounds good thank you thank you very much transformational work for us so it's really good all right item c these are gonna finish there's a few uh smaller items item c board meeting dates for next year i've gotten listed in exhibit 11.

all right you ready yeah here we go he gave me a thumbs up so good afternoon late afternoon evening it is good to see all of you we appreciate your being a part of our conversations and our meetings um this is the regular meeting of the school board of the follow me consolidated school corporation we have not met for about a month so i've already said if i get rusty with all my protocol i apologize ahead of time we do start our meetings with reflections from individual board members i'm sorry and i have that opportunity this evening so i'll start off i thought i would take this opportunity to reflect on what we've learned from this extraordinary challenging year i had my own ideas but i conducted some google research a new term in our world to see what others have noted as lessons from the past year and those articles are endless i certainly could have gotten lost reading them all so i offer to you a compilation of my own thoughts with themes from articles that i have read that have been written along with the words from one of our own eighth graders a rising freshman so first we have learned to use technology more creatively theater music concerts politics meetings interactions with friends and family were different and available to us with new expansive use of technology here in bcsc we offered online instruction in new ways learn from the experiences and now have an expanded virtual pathway to offer for the coming school year flexibility and resilience are new key words for all of us our ability and a willingness to change to adapt to think differently now are increasingly important qualities to instill and to nurture in our children and our students more importantly in my mind we have learned the importance the value of interdependency as family members community members citizens of this country and the world it is not enough only to take care of oneself to follow guidelines selectively or as we choose we continue to deal with a highly infectious virus out of respect and care for others not just for ourselves following public health guidelines has been and continues to be important we must care for others people did rise to the occasion responding to the needs of others and reflecting the extraordinary power of giving and widening the circle of our concern the number of heroes we have relied on has been endless we can't thank them enough the value and importance of relationships human interactions of community be it in one's family neighborhood school or church have been made so clear each of us in some way has realized how important human caring connections are to our own well-being i will close using words from one of our eighth graders jessica kang a student of mindy summers at central middle school jessica's essay from which i've selected these words will be a part of a special podcast and published by cincinnati public radio it was submitted to the democracy and me student voices competition jessica wrote changes can happen at any time and anywhere to weather the storm you have to keep moving forward and looking toward the future staying flexible calm and working together as a group is important to overcoming obstacles she writes further i believe there's always a solution to a problem we are all holding on to something which is each other staying connected during the darkest moments who knows what will come next but one thing i am sure of is that every little or big change is a break in our glow stick to shine on for the future after all a glow stick needs to break to glow i believe this is all a metamorphosis for the better so thank you jessica and thank you if you are able you're welcome to join us in standing for the pledge of allegiance nation under god indivisible with liberty and justice for all how fun we are all here together so we certainly have a quorum i will call this meeting to order we share here on the screen it is also listed behind us the mission and vision of our school corporation as well as our high expectation objectives which guide all the decisions that we make during these meetings i love this one so it is um a regular now in our meeting for about a year that we get an update on our coven 19 plans um our plan of action now soon to be for 2122 at our next meeting i would guess i would guess so yes thank you dr shed i will get into the government 19 update we have been covering this topic unfortunately i guess since march of 2020 i don't know how many exactly school school board meetings that is but it's been obviously quite a few so i'll run through just a couple of pieces of information here as we enter the school year so first of all in regards to the 2021 school year we were able to end the school year relatively successfully giving the student the month of may allowed us to do several student oriented things that were not we were not able to do just a year ago so for example even though we ended the school year last year at around the same time it was supposed to it was in a virtual way and even done differently in in that we did not complete 180 student instructional days we were actually in the 160s and just as an fyi state statute indicates that we are supposed to have 180 student instructional days and a waiver was given for last school year so we did indeed complete 180 student instructional days additionally we were able to have prom that was on may 1st at northside middle school and then we also had three graduations csa new tech graduated its students on thursday may the 27th and we had columbus east and columbus north in order respectively on saturday may 29th it was a little cold on saturday morning the 29th but we got them got them through this is just always data we're keeping you up on in terms of the communities metrics and so this does come from bartholomew county they continue to keep this information and you can see that it's now been several days we've been in the green on all those measures the per capita rate down to 1.5 that's as low as it's been since the the data has been tracked by at least this as a community um the percent positive test rate below five at four point seven percent again a low water mark in terms of where we've been since we've been tracking this uh test turnaround time just a day and covet hospitalization is down at three it's been around that one two three number now for for a while in terms of the state the state of indiana also came out with a set of metrics and this is uh the map for the state of indiana as of last week so you can see where bartholomew county is that's the lowest score i guess you could have a zero technically but blue is the lowest color 0.5 there's where we are since monday august the 10th the first student day for this past school year we have ended the school year since we're not counting cases for the school year any longer 665 positive test cases that is 431 students 162 support staff members and 72 teachers in terms of the population representation of our students 431 would be 4 percent of our student population for our support staff members which equals about 1200 people uh 162 would be about 14 of our support staff members and then of our teachers which is about 800 when we had administrators to that group that's nine percent of our certified staff members during the course of the year we also had 4042 closed contacts as well as had done work i guess in terms of tracking information down on 2562 symptomatic or pending tests so probably a good time just to take a moment and thank uh kelly thompson our director of health services and the nurses in each of our buildings they have plenty of work to do every year and to add this quantity of stuff uh to their plate this year uh quite amazing just when you look at those numbers and so certainly appreciate the work kelly's back at the exit side appreciate the work of kelly and her team uh this year as opposed as in regard to the 21-22 school year which will be here before we know it i just dropped a quote in here from the department of health the indiana department of health has released some guidance some preliminary information but still recognizing that until june 30th the governor has an executive order in place for schools but after july 1st you as a local school board will have the responsibility for implementing whatever measures and restrictions are deemed necessary to address covet 19 and that it does include our buildings facilities grounds it says including transportation right here but that is a little bit interesting in that in other guidance the the department of health has transportation still cited under the centers for disease control because the cdc is indicating from a public transportation standpoint that mask for example are still required and they're including school buses under that uh information so that's they'll be interesting to see you as we get to the end of june and into july where uh the state will be at least on that particular piece um in terms of our next steps so as we look at 2122 you have another school board meeting regular one scheduled for july 19th so a little over a month away we will continue to review the guidance that is put in front of us with the department of health and the centers for disease control additionally as we did all year as we'll consult with dr nibalski and his team with the bartholomew county health department as well as our columbus regional health representatives we'll discuss with our columbus educators association and just work through that as we get uh ready for the school year and then we'll also solicit stakeholder feedback and i as i pass the sheet past me i know we have plenty of people here tonight to maybe comment on this topic if it's a another topic i'm not yet aware what that might be but figured we would have some responses or information input regarding cover 19 mass and those kinds of things so that's a part of the soliciting stakeholder feedback but also getting something out electronically so people can fill that out send us back some information and we'll have that on hand for you to help make a decision in terms of communicating publicly our initial recommendation we made publicly the week of monday july 5th so if we look at that timing uh july 4th is a sunday monday is july 5th so that week and then that following week the week of monday july 12th we would communicate publicly again as we did last year we released information once a lot of feedback made some tweaks to that recommendation release it again got some feedback made some tweaks to that brought that recommendation to the board and then continue making tweaks hopefully it won't be as complicated as it was a year ago based on what we what we now know uh both from the data that i just shared as well as other information we've compiled during the course of the year but that second bullet point again just outlines formally what we would see as a community and as a board in terms of recommendations and stair stepping through that to get toward the recommendation the formal recommendation for you to consider at the monday july 19th meeting i am aware that other school corporations have released some information already about how they intend to approach mass for example um and that's that's that's good that they've done that uh the guidance again is that as of july 1st is when boards would be responsible for making that decision and so we'll just follow that that timeline in terms of information so that is the update that i have board members i would take any entertain any questions that you might have in regards to this school year or thoughts about next school year at this point in time all right colleagues do you have any particular questions at this point in time dr roberts have you um communicated or or uh spoke with any other school districts on i'm sure everybody's in the same boat daily yeah yeah so that's that is something we as we interact with our colleagues that's a regular conversation that's a topic that's that's out there and uh the conversation about masks is the most pressing one i think and so just just a reminder in terms of the vast piece um that was an executive order from the governor that even though things have loosened up throughout our community throughout the state uh schools at least inside we're still required to to have mass so we've continued to follow that and we'll through june 30th and then we'll look at what is appropriate i did put in front of you just a summary of the department of health so this is available on on their website the indiana department of health but just how they've uh couched that in terms of their recommendations today but i don't think we'll get any more recommendations from the department of health for a few weeks as they have the governor's order expire and then come back to the table with any any further recommendations so that is at least from a masks quarantining social distancing those kinds of things and if if you recall just a few meetings ago we did change our social distancing to three feet in terms of identifying close contacts that is consistent with a new recommendation or new bus recommendations from the department of health in a classroom is to use three feet versus six feet but they're again things that that apply there vaccinated or not when it comes to quarantining or identifying somebody as a close contact so an example of the close contact if we do have a positive test case which we still have one and we identify close contacts a person who is vaccinated would not be considered a close contact the person who is not then we would have that same process that we went through in past years large number of close contacts we have you're welcome other questions dr roberts i'm sorry do we have summer school or any activities in the summer that we will be tracking for anything yeah sure yes so we have kids in our building today um last week two weeks ago and well through this month so as of today we'll continue to follow what we have in place already from a school corporation standpoint and we'll need to look at the month of july here uh to to see how we handle that with with students in the building um and other activities you know whether it's band or or athletics whatever the case might be thank you i know it's hard to predict the future but would you anticipate that it sounds like we're moving towards some kind of a voter decision at the july meeting would you anticipate that that's the last time we'll deal with this or as new information comes in are we open and able to make changes yes so i i would love mr stinner for it to be the last time we we deal with this topic it has obviously consumed a lot of people's time and and it's just a challenging situation we've made made the decisions and and moved on uh so i hope uh when you vote on the recommendation on july 19th that'll be the last time you have to make a vote on that and maybe things will remain as as they are and continue to decrease and have numbers like those and that's the case but um yeah we will see if that's the case and i wanted to check too are we down to the point now where we're just talking about masks or are we also talking about uh distance between students uh screens uh yeah yeah offices so right we've kind of got a whole uh set of bullet points we do and so there are certain mitigation strategies that i think we'll continue to just be better at whether it's washing hands after certain things like playing on the playground when maybe we didn't necessarily do that before um so so there'll be mitigation strategies i i can see us continuing to deploy the physical distancing piece uh is is the guidance from the department of health is three feet physical distancing if there are if there are mass six feats if there are no math so we would we would have to make some decisions whether we follow the department of health's guideline uh because there's a difference between just trying to practice physical distancing and then identifying people from a close contact standpoint and we saw that this year right we tried to have a certain physical distancing amount but regardless of what we were trying to do once we had a positive case we had to go back and see who was within a certain amount of feet and work through that so whether it's at least trying to maintain some spacing trying to cut down on um opportunity uh and i think what's interesting and kelly could attest to this from a other situation i gave the numbers from kova 19 what's interesting is that we had very little other things other other typical nurse visits decreased drastically and cases the flu for example were reduced to almost zero uh some cases but very very minimal number of cases of flu so mass or not what other things can we be doing just to keep kids us staff healthy and in the buildings more often so try to capitalize on some learnings there and and manage those thank you you're welcome great questions for clarification so thank you i think i just have to say this just as a reminder to all of us we we have a nurse in every school building that is not true in many many school corporations so i am proud that we have made that decision that we persistently find the money to do that in harder fiscal times so thank you kelly and all your colleagues it has made a world of difference for all of us all right this is the opportunity for public comment i do appreciate we all appreciate those who are here we have 15 individuals who have signed up there's uh one topic that seems to be a priority we respect that we want to hear them all um but there but there are more than just mask mandates listed on here so i would ask that as we proceed through this evening if you are late i literally am just going to go down the way you signed in if you've heard your comments already said we still note your name we appreciate that you're here but we ask that you share new information with us so as you heard we are able to make an informed decision in july rather than just repeat the same information so with that i'm going to go with the first person who's listed here it is christy stackhouse if you come up just as a reminder we have it written here but we also like it recorded your address a reminder that we're at three minutes for everyone who'll be speaking tonight so thank you for being here thank you yes you do okay my name is christy stackhouse and my address is on the record there i am so happy to be here and have this opportunity to speak and to see all of your smiling faces looking back at me wait i can't because your faces are covered a smile can change a mood and sometimes a school is the only place that a child gets to have that positive experience of a happy face as of june 10th 2021 the columbus bartholomew county covid 19 community task force reported a positive test rate down 4.3 percent with a two per capita positive rate yes there was time when we needed to mask up for safety because that was our only option for protection from the virus but that's no longer the case options are available if a parent is concerned that their child will be exposed to or infected with the cova 19 virus that child's parents has the right to vaccinate or mask their child for his or her own protection parents also have the option of online school according to psychology today children's emotional well-being depends in part on neurological development which comes from watching faces and recognizing emotions lack of neurological development will likely consequently lead to academic deficits thus short and long-term effects on our children's future while families make the choice on how to protect their children's physical health i'm asking that the board to protect the children's mental health by removing the mandatory mask mandate thank you mr next on our list is mila dempsey you said it right well good thank you um hi my name is mila dempsey i have a student attending bcsc school and i'm a former bcse student miss heine was my fifth and sixth grade teacher so we go way back not gonna tell you how many years first i want to thank dr roberts and the board for your timeless effort during this challenging period all your hard work does not go unnoticed or unappreciated however i am truly concerned about parents voices slowly being removed from the decision making within bcsc do parents have input on bcs when bcsc chooses new curriculum to ensure that it's free from biased and it's non-partisan do parents have a voice when bcsc is developing new policies and programs that directly affect bcsc students does bcsc have a robust system for parents to have an ongoing dialogue with school board members in my experience most school board members do not respond to emails submitted by parents with legitimate questions or concerns when members of the community and parents decide to be bold and speak up at a school board meeting why is there no interaction with the school board for the bcsc policy manual under the philosophy of the board section it states and i quote the board declares and thereby reaffirms its intent to maintain two-way communication with the citizens of the corporation and act as a truly representative representative body for citizens in all matters related to programs and operations end of quote i have yet to witness any outstanding examples of two-way communications between the board and the citizens of this community i also like to share my thoughts about the mass policy for the upcoming school year i am asking for a math policy that allows parents to choose the right to send their children mask or unmask a policy in favor of parents rights to determine what is best for their children for the cdc children are the least at risk of covid with a survival rate of 99 99.998 percent why then should we have such restrictive policies for our children resulting in long-lasting developmental interruptions i have seen these developmental interruptions firsthand as my bcsc student has struggled with language and social development and i believe that last year's mass policy was a contributing factor in conclusion i would like to see parents voices playing a larger role in decision making within bcsc and bcsc truly putting children first thank you thank you megan johnson good evening my name is megan johnson um i just wanted to i know that you all have a a copy of the guidelines in front of you but to make maybe other people that aren't aware of what those guidelines are from the indie the indiana health department what we're looking at is grades kindergarten through sixth grade i'm i'm including teachers and staff both vaccinated if you're vaccinated there's no mask to be required if you're unvaccinated [Music] you are to be wearing masks indoors at all times as well as outside in certain situations and these are our babies right these are our young babies i mean they're it's it's sad they're babies and then you move to uh grades seven through 12 if you're vaccinated no mask required if you're not vaccinated they're recommending masks indoors and outdoors i strongly feel that these are medical decisions that should be decided by a family member not a board member i understand there's a lot of stuff to look at a lot of stuff going on i think the only way to accommodate an entire population would be to give them the freedom to choose i i don't discriminate i believe that if if you feel like masking your kids is the right thing to do than it is for your kids uh if it's not um then by all means it's your right um i think at the point that we're at now i think it's safe to say that we should have the freedom to choose um i wrote all this stuff at and i'm not even saying what i had planned to say what i'm asking for uh westfield washington schools is a school that's on the northeastern side of indianapolis they just came out with an update for their schools and reading it to you what it states is that uh update for 2021-22 all uh 9 k-12 schools will go back to a full five days a week mass being optional the superintendent also adds i don't think it's the school's role to encourage or discourage covet vaccinations it's a parent's choice it is it's a medical decision right i hope that we can we can follow this this school i think it i think it would accommodate everyone um you know the one thing that i've noticed uh with these babies our kids are babies is that a high level of fear the anxiety the depression and the language barrier that they're suffering uh i dropped my my grandbaby off to her first day of school this year she goes to first christian and you know i i couldn't help but to think about all the scary things going on in her mind and with without being able to communicate with her teacher left me really sad i figured we'd get through the rest of the year and make make decisions based on what we decide here together um the vaccine mandates i've noticed that there's there seems to be a lot of uh a lot of push for those vaccines and and and it's i work in the medical field so in some ways i get it and others i don't i was contacted by the health department a letter was sent to my daughter my 16 year old minor daughter addressed to her not to me not to her parents but to my minor daughter and telling her how safe and effective the vaccine was my daughter has had seizures from vaccinations she's she's exempt but i guess i was sad to uh that i that i couldn't figure out why a minor child was getting male there was no there was no warning on there about myocarditis any side effect any anything that i would want my daughter to know that i would teach her myself uh just a letter to my minor daughter that it was safe that she should get it and i and i think about the clinics that were in the high schools you know there was a survey that came out to ask us how he felt about them being there uh two days later it was gone it disappeared it was completely gone i'm not sure anyone i think i think i think there was a plan to move it into the high school whether we felt like it was the right thing to do or not but my thing with that is with the pharmacies and and walmart and the doctors and every place that is offering this vaccination right now there's a place to get it i don't feel that it belongs in the school um i'm also a graduate of north my my my parents uh both graduated my son graduated went on to graduate from iu and i am in a position right now where i'm trying to decide what's best for my daughter i i've told her she's working now she just turned 16.

all right i would like to call to order the berlin boylston regional school committee i'd like to stop pledging allegiance thank you everybody as always thanks everybody for for joining us tonight uh we will we're back in the media room so we'll try to uh from a communication perspective um hopefully it'll get a little bit better style a little bit better visibility than we had last week for those who are going to watch the recording we apologize if there's any challenges if there's any questions from anybody who watches at home please feel free to reach out either using our school community email addresses for the parent number email address uh always provided uh public comments section uh we do not receive any preliminary uh public comments and i'm not seeing any of the audience tonight so we will uh move through our public comment section uh okay uh approval of payroll payable lawrence those look like staff will be making its way around so we're good from that perspective to the agenda uh okay consensus jenna had another number of items on it uh today uh could i please have a motion uh to approve our consent agenda as presented okay uh any questions concerns discussion on the consent agenda uh communication second so i have a section of that a couple of few communications uh first welcome julie lee who was appointed last meeting and is sitting at our first meeting in good luck uh second uh piece of information to share is uh about myself so i submitted my resignation uh last week my last meeting will be my last day official day will be the day after our august meeting uh so the plan currently right now is for myself to continue to chair obviously this meeting in our august meeting uh this is going to change some of our agenda moving forward and i'll get to some of that a few reasons for the resignation obviously my time on here has been extremely awesome and um i feel extremely fulfilled and accomplished in what i wanted to do joining committee um lots of things have changed over my life in the past year and as of many so my children will be making some different decisions moving forward uh but i helped focus them on that some of my priorities personally have shifted um which don't allow me to necessarily put the time and effort i believe the role and the position of the committee deserves you know and then just feedback from the community about others who are interested i think there's a great group of folks out there who are interested that want to participate so i think it's a great time to let some of those folks take a step up and play a role working through the process and helping i've spoken to the student the vice chair about how we're going to kind of handle things moving forward a couple things to think about um you know one uh christie will be releasing um on the website in other ways the open seat so we'll start collecting the resumes and interests for that perspective with the intent that we'll be doing our interviews and appointment on august and i'll play a role in that with the intent that that person will then take the seat take a seat in september um what we're going to do for an agenda standpoint we're going to put off any of our election of the reorganization of the seats and the appointment of subcommittees two reasons for that i'm going to work with the vice chair and i'm going to do is specifically reach out to all of you between now and the august meeting and i'm going to help susan put us in a good position to determine who's the right person to sit as chair vice chair think about some of the things going forward about uh interest in these positions as you move forward because the best place to gain that knowledge it'll be really cool to see someone who has interested in being chair someday to see the vice chair uh with an intent that maybe moving into chair at some point right some of the things i've learned and sue's and i and even back to the days of cliff that we've talked about is we you know really building capacity from the school committee perspective putting people in a place where we can have people to fill in and step up and be ready to go i think it's important that we allow people to sort of see and experience some of the things like agenda meetings and some of the things the chair does so i think some of the goals moving forward would be to get a number of people involved to help build capacity prepare those for those folks you know in the future um so as it relates to the gender standpoint we're going to move items a and f off a through f uh off the agenda like i said going to re-organization in august and then um some committees follow in september that everybody should be thinking about kind of what they were um okay another update from a communication perspective so i committed to making updates on uh elections moving forward we haven't made a great we haven't made great progress from a school committee perspective um i worked to ross like i mentioned last meeting we rewrote the legislation it's been sent to both towns um i'm waiting for an update from boyle's i haven't got one yet berlin select board has asked that we go and discuss with them uh the intent and the reason for the special the potential special election uh we're kind of going back and forth and has some conflict in terms of dates and their meetings because town meetings were happening and stuff that i had going on so right now we're attending targeting their june 28th meeting um i think i would like and i can reach out to other people after if there is a member from berlin or multiple members of berlin who want to attend i think we're better at this group than we are individually obviously one i'm going to stick it through as long as i can to help put the community in a good position from an election standpoint when they leave so i'll be attending the meeting um and then what we can do is kind of determine from there where we're gonna go so i think um obviously with me moving on would be good for having somebody else there as well who was part of the meeting and discussion just in case it needs to so that's the update from an election standpoint um one last agenda item change is that um you'll see on the agenda we have an executive session on that we don't need our executive session uh jeff's contract is what it is uh meeting from the sense that his evaluation triggers the point that's already in his contract as it relates to compensation so there's no discussion really around compensation the discussion is all about the evaluation of what that's something valuation will outcome um so what we're going to do is from the whole perspective we'll do those right after all right so that's all i had uh from the communication standpoint any other members bob question um angela resigned uh so we don't currently have an assistant treasurer we should over the summer we also need it takes time to get that person signed up to get signature thrown into bank accounts on checks so i was wondering if you would consider pointing that position this meeting since we don't have one yeah absolutely um so bob can you just give for maybe mike and julie maybe just kind of a quick idea of what that role entails uh the most important thing is that you're readily available and accessible to sign checks typically it's not that often it's very infrequent but you know when it does happen it's important that we can pay vendors um the role of the treasurer is different than a business manager for separation of responsibilities and i prepare all the warrants but i shouldn't be the one signing a check so the state has that rule of different treasure that person is joe michael bank who's our regular trader he's like a part-time person we should have an assistant treasurer's district assistant treasurer and that's you know i mean a lot of districts cases a school committee member um and i've had to contact angela maybe twice a year to sign something um so it is it isn't frequent but somebody who's typically going to be accessible in the area not somebody who's traveling from work a lot okay so first i will ask do we have a volunteer [Music] i might [Music] we can't have a third um [Music] assistant treasurer assistant i'm going to appoint mr tom and his assistant treasurer we'll we'll start with that if it does if we come across any challenges or if you want to take the time and you think you're going to have a we could always point somebody other communications anyone from a president of bellingham about our cautions about coping clinics in schools for students 12.

i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you everybody for being here um for the final meeting of the school year for company meeting call to order seven o'clock um our first order of business is public comment yes i believe we have at least one a piece of communication for public comments kevin i think you have a copy of that i do i'll read a letter by michael sheehan who addressed provided requests that let it be read into the record and it reads to the cheshire boe curriculum committee as a parent of a child in connecticut public school system i am concerned with the mandates and direction that the conservative department of education is forcing upon cheshire's curriculum and watching the past few cheshire boe meetings it seems that one's race equity social justice and addressing systemic racism are to be a large focus of teacher training and developing k-12 curriculum i'm concerned because this push for diversity equity inclusion is being directed from heartbreak and designed by the state education resource center to the best of my knowledge circa has not sought parental involvement in the development and the standards of the mandated african-american latino or even studies course that all connecticut public schools must teach nor has her own district reached out to the parents or the community for input on an issue driven course in october in the october curriculum meeting the state education research center outlined its equity and diversity training for faculty and administration the serp representatives could not articulate their objectives quantified measures for the program's success or state unequivocally that the training was not based on an assumption of implicit bias in the cheshire community it's been nine months since that meeting what has been accomplished with this training service vision statement mission statement is as follows cert believes that all students have the right to access opportunities and experiences that reflect and respect their differences and abilities we are concerned in connecticut educational outcomes for students of color students who are english language learners and students with disabilities continue to lie behind outcomes for other students to help eliminate these opportunity gaps terp addresses institutional racism and other issues of social justice in schools and districts and both models and facilitates equity and education in quote i would like to know what institutionalized racism and social social justice issues you see in cheshire public school systems or the curriculum that warrants a cert training and the state mandated curriculum change for cheshire school system furthermore what training materials are being used by circ with the cheshire administrative and teaching staff copies of any training materials should be made public also any reading materials that certainly suggested our administration and teaching staff should be made available to the public if racism and social justice are community problems should you include the community in developing solutions search also offers training and program for youth called youth leadership for equity the description of this program opens for the following statement a vast majority of people remain unconscious as to how their racial and cultural identity impacts their approach to life in general it then goes on to state that cert can provide training and technical assistance around self-awareness and cultural identity one of the stated goals for the youth undergoing this program and training is to understand how aspects of their identity impact their capacity advocacy and have influence on their educational community what does this mean what will understanding political understanding look like i contend cirque's opening statement on this is not fact it is an opinion i would like concrete examples of how circumstances youth training and what they are teaching children about their own racial identity lastly at a march 9 critical clinton a committee member stated we fully recognize in our work with equity that we need to use more of these types of learning into our regular curriculum why is this necessary what problem are you trying to solve should you not be more concerned with our students math science writing and comprehension skills we should not be teaching our children to view every subject through the prison of race we should most certainly not be teaching that one's race and identity makes them part of a racial construct that is responsible for institutionalized racism in government or education this could lead us to where a child will feel guilty based on the color of their skin and child of differing racial makeup will demonize that same child because of the color of their skin i feel that the current trend in ct's public education system will divide and segregate i do not think it will promote the belief that a person should be judged solely on their character and individual actions my child is at an impressionable age he has not been taught at home that one's race makes him superior or inferior he should not be taught this at school as a parent i would hope our elected officials would make sure that our local community was more informed of the curriculum change and exactly what would be taught to our children before such changes are implemented i ask that you slow down the current trajectory for this course and delay its implementation allow our community to have the information it needs to educate themselves on their curriculum perhaps the knowledge of what will be taught may alleviate some concerns parentheses my own ruler however if that same knowledge causes some to object to the curriculum change they should be given that opportunity thank you for your time in consideration sincerely mental sheet 6 14 2021.

you have a copy of the three one so if it's in the packet here's the link i have a hard copy so the 301 committee submitted their proposal for board approval for um on the performance goal uh under letter b1 it says that all certified teachers i mean this is uh this is basically 40 as i understand it of the total uh csf calculation it indicates that of the performance pay goal types provided by the state of arizona the 301 committee is to select with the following goals all certified teachers will use the assessment data stipulated in the 16-17 teacher evaluation plan adopted by the governing board in july of 2016. i could not find that and i think we need to to okay i mean that's great but i i couldn't find it online when i looked uh today um i think we need to look at that and it says individual teacher performance will be determined by the teacher's evaluation performance classification of highly proficient or pro proficient on the teacher evaluation rubric i just want to know where where in in those two things is the student achievement a factor so that comes into under b1 so when you look at b1 it's 50 for duties fulfilled and then it's part of their evaluation performance on how they score so teachers do not receive full percentage points if they do not reach highly proficient or proficient in the areas and what we did is we took the winner benchmark to the spring benchmark and we averaged all of the scores together to to get to the highly proficient or proficient range which they ended up in the proficient range therefore teachers received the percentage um required for that part of the 301 transfer performance are we using nwea map standards or azi merit we use nwa map growth assessment because we don't get ac very daisy merit data till after school ends so i don't know any district that uses azm2 to determine their teacher performance pay uh schools and districts use their benchmark assessments since we benchmark at the beginning middle and end of the school year for the questions discussion what were the changes to this from last year if you put them side by side um the cover page with the date that changes because this has been approved since 2016.

just a few things that i want to chat with more about or just uh we need to chat together about is uh do we want to continue um starting the open session as soon as closed session is finished we usually do that through the summer we've done it now for through the pandemic as well we've got to discuss live streaming you can see we finally do have all the equipment installed in here for sound and live streaming it can be used for other things as well so um and then uh choosing whether we want to continue the board meetings in here or the library so just it's really those are bored decisions however you guys you all feel that you want to do it i'll start um i'm good with having the open meeting start right after the full session as long as we can keep having our student presentations come fall i think that was probably my favorite part of the board meeting so i would really like to keep that and then i'd also like to keep meetings in here if this is the place where people can see so they don't have to come i think it's the best mode of transparency we can offer so those are my family you know technology in here for doing this here we have the camera mounted up there i don't think i agree but i think we're not transparent we can't livestream we still have the option to add the live streaming to the library correct yeah yeah we could we could do it we could do live streaming down there we'd have to move move some things but we can do it i mean i've never done it there so i'm indifferent but yeah we used to do it in here it is very impersonal sorry um and i see your point too about the live streaming um but i do like it in the library better it's pretty cold in here and the summer is probably better in here because the library is pretty warm and i kind of i like this is behind the technologies here we're spread out for all along but i think following up meetings shortly after cold session is fine streaming is good and i i like all the meetings in here so first of all it seems like we're all good with just continuing open session right after close done uh i i feel like i'm hearing live streaming is still okay and then now it's just really a question of whether to have them here or the library so yeah i think there's going to be times that we have to go to the library whether it's middle school play yeah fan concerts i mean how many times we've been here for band concerts different art shows um big pto events the pizza we were here once during the pizza party so i mean i think there's going to be times we have to move it over there and i think that's fine but i don't think i don't i to me i don't think it'd be the best way spending our money to move all of the it stuff that we just installed here into the library because is it more comfortable yes i would agree it is more comfortable but i i could i don't have any problems talking in here and compared to over there i don't think and maybe as the year goes on we can come together a little closer to communicate the microphones help the microphones now oh is this the same as the library yeah yeah i could we could probably put you two at a table at this point but the microphones do help our conversations now if we were speaking to them so right well the microphones were purchased before we well they were purchased without us knowing that they were being purchased so i think the fact that they were um installed and purchased yes it seems better to have it here but the technology committee and you were at the meeting talked about uh wanting to get but i'm saying as a group we you know we didn't talk about staying here permanently because originally we moved here for the pandemic because okay i remember being the committee give me direction to just pull the trigger and buy the stuff as well not for those the projector and everything yeah projection and sound was our issue so i was trying to fix the issue but um i yeah i did hold off i did hold off for quite a while on it and then when we did order it it was all in back order because if everything's back order right now but yeah the sound is not hard to move the camera we'd have to take down but so what would be the uh the effort level for those few days where if we were here but had to move to the library to actually have to move the camera last minute it seems like we want to have a place where we could be full time and not have to keep switching we're going to have to move anyway for special events that's what kevin just said so how many events are in here i think when you did the calendar for next year yeah i think we're okay so i don't know i just don't think we should spend the money to move the stuff if you guys feel that way then we'll spend the money move the stuff but it's a i guess it'd be up to i'm good with leaving it here it's a meeting we can have more people in here we don't we don't have to have parents staying in those meetings that are packed there's stand up around the entire perimeter of the building we've got staff sitting behind the library desk i do agree it's cozier but i think that this is maybe a little more practical that's my opinion a few meetings i've ever gone to in the library we're always always hacked yeah yeah but i think they're packed too because of the presentations because then everyone leaves and then it's right and we're going to have those same presentations in the fall and it's not like covid or any of this is going anywhere we just heard that so we're going to need the space to have the people do a straw poll for now to see what we think this is anything that has to be board approval or anything it's just i need some guidance on it but straw poll just see where he went we can continue with that and we can always make the decision to change at any time uh i probably would keep the camera there that camera there is it's wired up there but we just have purchased a different camera for down in the other room the sound system can be tied in but if you want to straw pull it now for just to continue with doing what we're doing or to try to the library the next meeting whatever you guys decide it's fine all right who says to continue what we're doing who says to move the library or the third option try it would you say try it next one oh no i was just saying uh i mean we either continue to do it or we try it start next month going the other way i should i should have map type in what am i missing as far as uh what else what other uh yeah the uh the sound system like all of this it can't move right so like we would have to buy would start afresh so the we could use the mic statement to tie into a different oh you can't use them we would have to start fresh okay all right all right so where are we i mean i guess it stays here if we have to i mean okay all right stay here for now then um item d is an adoption of the budget calendar that's just uh something i do each year so you kind of know the process we're going through with posting in the paper uh you'll get the tentative budget on the august board meeting and then it's gonna be on display in the office from august 5th to september 13th and september 13th we do the final budget so i just need you to a motion to approve that budget calendar my only question is when is the finance committee going to meet about this uh it will be early july i'm trying i'm i've got uh i'm working on the budget right now and i'm waiting on uh there's a big esser grant that's coming out july 1st i got to get the final details in that before i can really finish it do you want to meet anytime sooner i'm not on the committee but okay i just wanted them to yeah no yeah it'll definitely be before it'll be before the budget's posted august 5th so be in july can i please have a motion to adopt the 2021-2022 budget calendar a second yuri and ashley ballinger yes senate yes patterson yes lions yes peter yes clasha yes the item e is follow-up discussion from 8th grade graduation ceremony we had at the actually called graduation event at the theater um i have not done a formal poll i just informally to talk to parents that night and afterwards and just trying to get feedback overwhelmingly i hear that you know it's something we can there are things we could have done we can do to improve what what the event was that night but um i'm hearing that people would like us to continue doing that just want to get your thoughts and uh because i'd like to book the venue as soon as i can if we continue doing that kevin you're an eighth grade parent my gran my parents who are 80 years old were extraordinarily happy that it was at the movie theater and they did not have to sit in the bleachers for three hours so um they said that they'd be happy to come to brodies but the parents i talked to they all loved it they thought it was a very i mean we talk about being a family at big hollow a lot and i think that the movie theater allows us to do that um and especially the last few years these kids have had whether the littler kids that had big brothers that were graduating or sisters or and then they had little sisters they got to see each other and hang out and run around and 8th graders got to be cool and walk around and um i think that uh some things i saw i think gavin had theirs the day after ours which was bad yeah um they did some different things like set up a stage uh and gave their kids gowns i think that we should definitely do that in the future i think all kids should have gowns um i talked to miss meek about this a little bit i don't i think that a lot of the things we did this year with the kids and give them the free t-shirts and the signs and i think that this should be part of graduating i don't think we should be charging families yeah and hats and signs and t-shirts and i think that the kids should just get that's their graduation package here you go um started an hour later maybe yeah that was one of the things for sure it was a long night because we opened the doors pretty early um and then i think i mean i think for the board members that they could all go and be it like gavin set their stage up underneath the screen and then let the kids walk across and shake at this it was only the superintendent out there at that time but yeah shake the superintendent's hand maybe it'll be different for next year um all right greeks that area up front would be shaded and uh i think when they set it up those pictures that was it was not that was yeah yeah we set some stuff up on the front and the shade and have that would be uh we can do a i think we do a better job that had you had a plan there if it had rained what would have happened no we would have just uh had the events that this the movie still would have played at eight o'clock but yeah i would have definitely put a damper on a lot of other things a year before it was rainy and cold so this was the second year of the year the first year it was rainy and cold people still got out of their cars i mean the kids honestly don't care i think it would be much better yeah yeah it's obviously much nicer if it's a nice day out but the parents don't get to talk for the most part the parents didn't get out of their cars two years ago but that was the height of the yeah covet scare too so that could have been a reason why but um well yeah no remember they had to stay in their car because of it yeah yeah they had to stay on your car okay yeah i think it went it was it was pretty nice it was a little chilly but otherwise it's nice to see people yeah the kids got to run around yeah okay i guess what would your recommendation be i would recommend we keep it there yeah i would recommend keep it there and it's not like we don't have to limit families yeah we don't have to say no more to parents or whatever you don't get four tickets and you can have as many i mean we limited it this year to three cars three cars still 200 spots yeah behind us yep so yeah we didn't have any problems putting people in there and i just wanted to get your feeling as you're hearing from community what you're hearing and so we will we'll continue having it there i'll i'll call and i think he's willing to do it so he really enjoys at night for us so all right item f is this the insurance update i give you this every year with this year of a significant increase in our workman's comp and our uh liability insurance and put both documents in there the workman's comp because we've had some claims last couple years uh has gone up both of them together have gone up a total of about forty thousand dollars so uh we're working with scott going up more significantly than the other property casualty we haven't had any serious claims to raise that just the market but the workman's comp went up significantly uh do we know what the increase was from last year yes i'm sorry and the total increase was 40 000 with both of them combined okay how many claims did we have excuse me how many claims did we have workman's cop a number of claims i would have to get that for you uh we had two or three two out of the top of my head i think three large claims in the last three years so that's prior to that we had very few claims uh but we had three that ended up being large uh medical claims so that's what impacted it all the s our scores used to be really good so our rates barely went up barely at all and then and now we've we've had three large claims two or three large claims that have put us in a bad bad state with the insurance company and have we fixed all those issues that caused the workplace we've done as much as we can to fix them yes what is pollution liability actually pollution liability is what saved us a few years ago when we had the mold issue at the primary elementary that that was covered under pollution liability that strangely enough didn't impact our rate though i don't know because it was uh click has a special fund for stuff like that so it didn't impact a rate but because we had the pollution liability we recovered for a chunk of that not all of it but a good chunk so for the medical claims they had this year um i i have i get reported back to 2011 12 to see our claim history because they track over time how much we've paid in and how much they've paid out so it'll be on there for a while but if we have a few good years we should see us you know steady drop but anticipate this increase for next year too or the same same level yes i would anticipate that at least yeah and that's it for my report kevin all right does anybody have any questions on the amended point of report can i please have a motion to approve the main employment report as amended in executive session second lauren and doug yes anybody you have any questions on the extracurricular assignments besides me and there are a lot of vacancies there and we'll just we'll work on filling those how do we fill them what was that i'm sorry how do we fill them how do we fill them um we have posted online right now oh okay yeah they're all close to anybody to apply yeah now one thing we could do though i'm gonna make a note of that we can uh promote that uh in our updates through email to parents because that word will get out quicker if we do that i think you'd probably get a lot of parent interest because they probably don't go through the employment yep site is there a requirement for the parents to know about um there'll be a if it's an iesa sport there'll be a uh um training they'll have to do that's an online training but that'd be it is it gonna be on first come first serve no we'll we'll uh we'll apply an interview yeah all right everybody else have questions can i please have a motion she had she has one she had one thing to do this summer that was to find a job and to find a job where she could be free-faced okay she found one i'm anxiously awaiting what we can all decide together here you know if if vaccines and mass cannot be a personal choice if we cannot decide as parents what's best for our children we are we will just consider moving to private school or home school um a lot of people feel that way i mean a lot of people are over it but i mean we're looking at statistics now and statistics are saying that uh that uh you know masks really haven't haven't worked they're not they're not doing what they thought they would so um miss johnson i don't mean to be rude but could you summarize what you need to say we have a dozen other people from whom to speak okay i also want to encourage parents to look into the bcsc website at bcscschools.org i want you to get familiar with a new curriculum that's being introduced in the upcoming school year and decide whether you think it's best for your children i believe we need to come together as a whole body and do what's best for all of our children which is keep medical decisions in the home and eliminate mass check into that for me and i appreciate the time thank you very much kelly whaler hi hi there kelly wheeler my address is on the sign in sheet or you can google it um thank you school board members thank you for representing the community its citizens and students you are the community's voice and we have elected you as a governing body to hear our voice and speak upon our behalf but we as caregivers and parents are also our children's voice we are their biggest advocate and they are our responsibility i advocate for my son 24 7 he has special needs he's 10 he has down syndrome nobody is more aware of what it takes than a parent with a child that has special needs our children's health safety and education is ultimately our responsibility and you are our means by which to communicate their needs to the schools seven hours a day five days a week 180 days a year governor holcomb's last emergency order declared that decisions on mass for the upcoming year would be left to the school boards i need to know who is going to make the decision for the upcoming year whose input will the school school board take into account will the science documenting the necessity necessity and safety of masking children along with the other covid guidelines be provided to parents and caregivers and let me just state for the record i did not make my son wear a mask all of the school year i refused it's my choice he's my child he does what i say not a school board not a task force my husband and i chose that for him he didn't get coved we didn't get coveted we're covid free all of us everybody in my family that wore a mask religiously all got coveted so there you go i do not feel the um the correct answer to any of the questions is we are just following orders our children deserve better than that they just do as megan stated center grove and westfield have already announced that mask wearing will be up to the individual a choice given to the parents and caregivers of these children nationwide parents and caregivers have been voicing their concerns over the beginning of another school year with mass mandates for children bcsc students especially k-6 deserve to have their parents and caregivers make their health choices for them nobody else nobody made health decisions for your kids when they were in the third grade a faceless task force or teachers union should not be making health decisions for my child that again is my job please do not relinquish or fail to exercise the authority that has been assigned through statute to be the representative body for citizens and all matters related to programs and operations do not default this important decision to an appointed committee or doctor please represent us the citizens the community and put our children first now i will say taking temperatures has been a blessing too many parents send their kids to school sick my child's in the doctor's office every eight to 12 weeks because too many kids are at school sick he has a compromised immune system so am i crazy for sending him to school without a mask i don't think so it's the chance i'm willing to take i'm his mom now everybody else that sends their kids to school sick guess what everybody suddenly cares about everybody's health and it's all of our duties to worry about everybody else well it is that people don't they just don't we all know we've all sent a kid to school a little sniffly maybe a fever of 99 and all of a sudden everybody cares it's my responsibility to make sure everybody feels safe and protected and it's really not my job is to make sure my son and his needs are being met that's all i got thanks thank you sarah huff my name is sarah huff my address is on the sign in sheet there i'm here because i am the mother of three wonderful little boys who go to bcsc i reiterate what parents have said i am responsible for my children they are my responsibility their health their safety their education and their emotional well-being is my responsibility but in order for me to do what i think is best for them i have to have a freedom of choice i have to have a freedom of choice to send them on a mask or not for the upcoming school year but in order for me to have that choice i believe that the school board needs to assure me that you have all the pertinent information before you make that decision so with that i want to talk about the sr3 grant and what conditions come with that funding i know there's an agenda item tonight to vote on this grant for 13.8 million dollars over the next three years which equates to about four hundred dollars per student per year so the elementary and secondary school emergency relief fund is designed to tackle learning loss and achieve operational efficiencies but it comes with conditions according to the sr-3 overview presentation found on the indiana department of education's website local educational agencies must include how it meets cdc guidance to the extent practicable regarding the following universal and correct mask wearing physical distancing and contact tracing along with other qualifications so the cdc and the idh have both put out other guidelines and somebody's already spoke about that the vaccination flow what that will do is it will create a segregated environment in our schools and your vaccination status will be apparent to everybody else if you're wearing a mask or if you're not and our children under 12 have no option none they'll be required until the vaccine is released for them if it's safe enough so i think it's i think it's ironic that we're seeking funding to close a learning gap that was caused by health policies that we will continue to be subject to if we accept the sr3 grant funding policies those policies have been proven and multiple studies to be ineffective for stopping or slowing the spread of covet 19.

lots of things all right thank you for sharing that thank you for you sent that any other communications jim can i just say one thing um today we had a middle school field day julie and i were both there during the day and so we got to see it in action and it's really a big thanks goes to marie phillips and trisha who organized the whole thing and it ran so wonderfully i mean the skies opened up and then they did it and then they opened up again and they rolled with everything and the kids had such a great time it was just it was well organized and it was really just nice to have it so it was a lot of work for those ladies and all the volunteers who also helped out there were so many volunteers here and behind the scenes thank you yeah thank you obviously both of everybody who volunteered i started everybody setting up this morning [Music] just to give you back on that um i attended graduation on sunday which was a grand affair and very well executed also really well planned for a very hot hot out in the middle of the field and it just went off without a hitch it was a celebratory exciting event we were all very happy for these students who got to finally have these like benchmark experiences and to close out their high school years so congratulations to everybody who contributed to the success of that convention yeah thank you for attending that too as well i saw some pictures standpoint i attended the eighth grade recognition most of it was online virtually but then as well today at least bes perspective fifth grade recognition uh unfortunately it was a parade of the weather um but congratulations to all the eighth graders as well as the public authority cloud all of the great classes at bes and bms as well so good luck to all them as they they move up and all this about tomorrow yes whoever was wearing the bobcat costume in the rain today good for you i don't know what it was man oh that's right and happy birthday to our superintendent mrs should we ask him how old he is i'm sorry you're here [Music] all right moving through um your agenda okay first thing item uh g uh appointment uh super heavens and e to the azimut valley collaborative board of directors any comments on that jeff before you are self-appointed no all right so we're moving into the report section of our agenda first obviously item on the agenda is our superintendent evaluation so um from a processing standpoint bear with me i just kind of want to make sure we're all on board on the same page about how this is uh i'm going to go like i mentioned earlier votes will take place after we're done with this report and it's actually no reason to kind of move along we'll just make sure we accomplish all that in anything from perspective from a processing standpoint i'm going to read uh take a few minutes to read sort of a summary of opening introduction some of it was extremely well worked by susan and lori and first of all thank you both again obviously for all the hard work and time you guys put into this i can tell you so i've wrapped up four years now and i can tell you even just in four years the strides that this process is taken uh and then we were like we were in these like crazy documents four years ago and it's just you guys the tremendous amount of work time that went into this and collaborating and pulling us all together to make it the efficient process it is today is just amazing so uh kudos to you both for doing that so i'm going to read a quick sort of introduction uh some of it is just going to be verbatim with your body rather i'm going to highlight a couple of questions quickly highlight some of the comments um both goody and bad or shared during some of this or not obviously i'm not going to read the entire thing um when i'm done with an introduction standpoint i'm going to ask jeff if he has any comments or questions that he would like to ask members or anyone as it relates to the evaluation that's his right to do that and we do that in public um us as a group from a deliberation standpoint we won't do any discussion of deliberation until our motion's been made so what jeff has done with his questions or comments um so in the response to jeff all responses should be directed to jeff so if he asked this question our responses are directed to jeff they're not intended to be discussion between uh committee members yet at this point okay it's communication with jeff and the community members um but again it's it's it can be great to step in don't feel like you can't respond and share anything and discuss i don't want to feel like it's that formal um once jeff's uh completed any questions or comments that he has we will move uh i'll ask for a motion um which i'll ask for a motion to vote to accept the final report as is okay how that will go will be that's just the motion i'll need a second and now questions concerns deliberations we'll deliberate uh any changes that maybe jeff asked that we agreed to or changes amendments that we want to make as a group if there are amendments we'll make that amendment the motion for the amendment while we're in emotion okay and then when we're done we'll vote on our emotion and the accepted amendments okay that's the first step and then what we'll do is and then what we have to do is agree on our uh our reading for jeff our overall rating and then i'll ask the second i'll ask for a vote um to the community's overall creative overall rating whatever regulating you determine as a group that has to be stated as part of that for example if we agree that jeff should preserve a proficient rating it would read something as grab motion please uh voter committee's overall performance rating of proficient in the superintendent's the performance evaluation position anybody have any questions from that perspective okay all right so from an introduction standpoint uh this summer the evaluation report compiles six individual superintendent evaluation reports submitted by the members of the berlin boylston regional school committee on may 14 2021.

thank you thank you um okay sure later in our discussions um so first order of a bit of business is review of the minutes of may 10 20 20 20 20 21 meeting um i want to have a chance to review do i have a motion to assess minutes so before we get into that so i i know uh ann mentioned there was a discussion about what the school started yeah which wasn't on the agenda right now but it was yes i believe this was under um you're talking about the um high school schedule yep into the 80-minute period of block schedule a continuation that way so um well i guess the question is and i think she wanted to make sure that people in the community had information that had been presented a couple of years ago and dr gad and uh students that are ahead of the field right now well you can certainly add that in there um i feel disgusting i don't want to wait for the other guy's minutes okay um somebody did not have an accepted motion sarah motioned me so there's no second necessary so um well i'm just thinking um they were not part of the minutes it was brought up in um discussion i'm wondering if it could be an agenda item later on so it is a more formal discussion as opposed to just a um well the point here is procedurally just you know again because from the tools you know oh yeah there was a discussion but it was up to gender and that it was talked about so i would definitely add in a summary of that all right so do i have a move to table these minutes um until our next meetings thank you very much recommendation on that topic um the sense of the board is not that it is a bit at this time it's not that we don't want to look into it but uh more importantly with the pandemic well it's not that it's winding down now we're getting out of the school year starting next school year i just thought about something about this maybe he had a more retreat this summer i want to talk about what work and what didn't work with the hybrid manual remote learning i can tell you a lot of families um whatever remote learners you know joshua high school still started 7 30 the fact that they saved that hour so to get ready and the bus was a huge help so i don't know his latest school start times i almost feel it's i don't see it become a fad but there is certainly a place for it but i think after the sense from jeff yeah that was a priority until we see what went right wrong i suggest you know if you and dr solomon and team really want to visit that topic maybe that's a priority for us um also in that discussion was the notion that there is too much there's a lot right now on the plate of the board of education in the administration with regard to getting the school back up and running and also getting um the modernization report successfully through the referendum this will take up a considerable amount of time again um especially if we do want to present it to the community and get feedback one more time um so uh i believe i told him that at the very least yeah it will be until much later in the school year when when things have settled and the more pressing not that this is impressing but the more immediate prostitution sure the point all this is going into is something that the district wants to do we're looking to you know our goals for the final school year you know which is good but more importantly to determine whoa but but bethany's required attention if someone just requested it all right all right um new business we have an out of country field trip request um so we have um dante mayo here um from the high school who is going to discuss the trip to puerto rico um for jesus high school students april 18th through the 24th in 2022.

so what are you talking about okay so in 301 plan what we did and greg you might be able to explain it better than i can because they did the 20 to the base salary most districts are putting 80 to the base with the other 20 being placed on school duties as assigned and teacher performance our 301 committee did not want to do that so we had even consulted with our attorney to say can you legally not put it in the base page because what 301 committee teachers did not want to happen were that teachers would say 80 is going to be in the base pace but we're going to opt out of part b because part b is critical to the success of our school in terms of our curriculum committee our admin advisory committee our the functionalities of our school for title one in terms of family nights that we have to give supervision for sports so all of that is tied into their their duties fulfilled so when we consulted the attorney greg basically the attorney told us it doesn't really matter how you split it up you still have to have a percentage it goes into performance pay and a percentage goes into facebook not to exceed 100 so he told us that we could do one percent 99 either way we could do 50 50 we could do 20 80.
