we'd go by how many reports so they looked and they said two kids and then they said 12 tests so um that'll be for the fall we're going to try to see how it works hopefully we never need them but again we think it's going to be a convenience for families and a way to get students back at school only with their own any questions about that i haven't opened it [Music] i don't know if there's an expiration i can't but um i don't know i don't know that answer to that um but they did say if you ran out they said they assured us not to worry it was the first thing that i did with glory that we weren't gonna give so that's why we're to try to stockpile some um certainly if they do expire that's that might be a that might be a flying but we'll look into it's a good question that will continue to evolve this day guidelines that will continue to evolve with state guidelines and state guidelines change this is new they didn't have this program so in terms of time frames if the time frames in terms of return testing changes via state guidelines yeah i mean if they said something like if they go and get the test and it's negative if that's the new guidance if it's still ten days well let's say they said okay if you get in there you can come back they can just take it home and do the test that day and come back we would even be able to set them in a movement administer it it's uh all the soft tests they're gonna have to put a way of the knowledge which is very uncomfortable i think it's just in front of it a lot but they call it the salt castle [Music] fall we're supposed to get the last update was on the 27th may 27th and we're supposed to get additional guidance regarding masks within the next couple weeks so we'll be watching for that but um i will say this that the commission is so far has said that um he's planning for return in the fall with no remote learning so all the nurses so that i don't think that's going to change unless there's a spike i would say that we will be in school full and i also think the social distancing guidelines will be eliminated that i'm not sure about but the guys will be out within the next couple weeks so um we'll wait we'll send it out probably mid-summer and send it out again we'll do some presentation august really august i want to ask a question i know you would have to run past the teachers and see how they felt about it i just wanted to kind of put it out there because i've had some people talk to me and say i really hope this happened um is that would we consider possibly not having snow days because there was always a thermal packet in there and it's because of parent interest that i'm bringing it up i don't know if it will be very official or not but it is really nice if the kids are getting on june 15th not so much for sahanto i mean it is wonderful to get more fun but the hondo has a geothermal so it's nice and cool in here but those elementary schools are toasty so the earlier thing is so nice that's the only reason why i think that well that comparison yeah here's a good question well two things related to that one originally this is before the commissioner the former commissioner had what they called blizzard which was essentially the same thing and then because of uh he didn't believe his special ed special education students were able to access education during that time um judge blizzard battle was implemented to stay at home that he did away with and now he's allowed us to do it because the technology has changed and now we've had a year to learn how to do the role which wasn't the case before so some communities really couldn't do that uh so in the last commissioner update he did say somebody asked a question he just laughed he said well we'll look at it actually so but we're really hoping for it um and so originally if you remember when we talked about it when we started it we were going to do the pilot and then he said no we kind of committed together and um there was a couple of parents on it was kid on there a student on the teacher but we start getting it together and the way we were going to do it was going to be it wasn't going to be all remote morning days we would have the first um three pinky set the first three would be regular snow days and then anything after that would be anything we don't know i want to go on vacation to change them so if we said there'd be no more than three snow days and that's a very least practice in that day after that well that's really helpful too because the want parents work so they're looking for camps to put their kids when they don't necessarily know so that would be that that's a great one so another thing related to that i've just mentioned this is a sneak preview of the study of my lost into warm days and i've had the principles started to look at the temperature of those buildings in fact one of the days what the hot damn thing goes on on tuesday one of the classrooms and bes was 93 and that is no learning going on was that hot um so we're looking at we're looking at the possibility of putting some kind of air conditioning in both of those buildings we're looking at the um we're trying to factor how much time probably is learned as it goes how much instructional time is lost during but it actually amounts to a lot of time and you know we think it's roughly and again we'll have that we're going to start questioning a student who went to kindergarten by the time they get out it's roughly about six months of learning time over [Music] [Laughter] is grade class complaining so glad we could advise you to get it once in a day that's all i have unless you have any questions all right moving into the business office connor so the first time on my report i need the school committee to approve a contract for curriculum materials the procurement laws of the state allow us to have three year contracts without obtaining approval [Music] option um this is the chairs we anticipate it's going to be well used over that six year period so this is a business that you hear about later on there's no questions i'll move on to the next one second is the regional transportation reimbursement school i'm requesting that you authorize uh jeff and i to direct a portion of the regional transportation revenue that we received from the state to this new revolving fund that you voted and approved last year and we actually deposited 50 000 thousand last year um it has to be spent the following year um so to the extent that we have the capacity to put it into this fund it's beneficial so we just are requesting privatization to do that and we'll determine how much based on what the question capacity is at the end of the year but i'd estimate it would be less than 50 000 this year and there's some background there um to cover transportation costs so as a regional we get reimbursed for all of our students who travel more than one and a half miles to school so it's products protected outside no no they just it's just if you're it's an incentive to regionals they give you original transportation but they don't have reinforcements for all students sleeping universes for students have traveled more than one and a half miles which is um the majority of students because of our department those located for the elementaries is probably closer to half and um we've been putting this into the general fund as revenue can't be spent when it goes to general fund it's kind of a budget offset but putting it into the revolving fund it's uh it's a bit of a safety net unexpected transportation costs so it can only be used without fundamental use for transportation yeah if you want to use for transportation but um use the word findable like we have plenty of expenses and transportation transportation is the next item is uh the next two items are items that are required to be approved annually um by school committee and kind of instituted these practices a couple years ago so one of them is i've posted a list of all the student activity accounts for each of the three schools uh in addition to what i've listed there's a business i have to approve tahanto um um that's not on the list but you know requesting [Music] fundraising you know put money in there on some of their activities but the rules governing student activities require the school committee to authorize the accounts every year even for the same uh and then the revolving funds it's it's similar you know this other following funds school choice fund pre-school revolving fund and those are to be used the purpose of those funds in the chart that i attached there shows what the intent and use of those funds are and the limits that we recommend for those funds so i'm requesting to approve those as well the next item is more of an fyi at this point it's the acceptance of grant awards this is something that we have not been doing we weren't collectively aware of it but i came across it through some post some training i came from grants so the school committee uh there's actually a policy related to this about accepting um grants and donations um i've showed you the format that i think that we should follow for wellesley the amounts that we would receive typically um are not known until the fall so uh what i'd recommend is that we just present this information in the fall we know the amounts and we'll present it in the format that the amounts in the uses of those funds for the general purpose of what title 1 2a et cetera is most of these grants are intending grants that we get every year uh [Music] memorial hired uh weekend associates to complete a facilities assessment of the school this is uh intended to help us guide our capital planning um for the next several years um initially we kind of looked at a five-year term plan and so the this is kind of a standard report that farms like this do it helps us buckets the needs of the facility into different categories and different priorities and i think this is going to give us useful information to uh plan our capital uh needs over the next five years i just wanted to comment that the priority two items priority two items we didn't have any priority one items which are critical like right away needs to be done which is good news um and i think in the case that we take care of our buildings um priority two items um in total um they have an inflation factor too and kind of soft costs is the way they do this so um you know it's actually the actual cost could be a little bit less but it's 250 000 for the party two items and um close to half of that is already authorized for the ceiling age back access the berlin memorial which basically can't be maintained um you know folks don't remember but a consultant who was working on it fell through the ceiling so we need to fix it so really for the next couple years you know further report there's not a huge amount of capital needs which is great news friday three it's a different thing we need to think about how we address that the primary things there are the um the roof and the hvac system um but those are not immediate term things we'll have time to think about how we address those determines immediate impact uh i mean if we had like you know we had heat didn't work we had a safety issue so we they you look at a rural thing and you see that those numbers across from your right you just see yourself when you start planning for it yeah that's a good question i wasn't necessarily gonna address it now but i do have no i'm not i'm that's really priority one of our two things i'm like those fixed and you've got to work on a daily basis but behind the scenes you can't you can't get a number like that without preparation so obviously it's i know it's priority three in terms of me today priority one in terms of budget planning for yeah moving forward right now i agree i do think there's a mechanism to address that i'm not saying what you're talking about now i'm just but the the answer would be to set up a capital stabilization fund to start to put money into it um over time and then when that work needs to be done you have that capital stabilization fund maybe those conversations though should start swimming around later i uh approached it with the town administrator that was a good idea but we haven't talked the numbers yet are you already talking about it yeah in this meeting we're gonna have a meeting on this report in august will be addressed or is there some decision making about well we're not gonna address that it's not like i noticed there are many many items out there about cracks fixing cracks and then repainting the walls and many halls many places and you know is it is it given that we'll do all those or will any of those potentially just remain well um i think unless there's a good reason we pretty much do everything and the program too is not a lot of money so i have a list why wouldn't we do it if it's on the list when i get to like the group i mean it's a million for what you know it doesn't it's not like it's all of a sudden we need to do it now that's something that has a useful life and if we maintain it well and do some repairs might not need to spend that like those are harder decisions on when to do it because they base some of these on useful life they don't just they don't want to wait for it to break but um i mean my thought would be that probably we were through prior to two we start planning for the priority three planets the two biggest um you know jeff talked about air conditioning you know maybe we kind of pair that together [Music] moderate are we likely to get these or are they like have some buffer well i i think they they built in a uh a four percent compounding angle inflation factor and uh hope that that's kind of a temporary thing but okay so they didn't factor that unnecessarily what information they had at the time based on the best information you have yeah we'll request so typically for these types of things there's a lot of companies that do have grease so it's it's a it's a good roadmap for us and um there maybe has questions online they want to ask i'm happy to go through it but i think it's a good start for us and we'll probably have to do it at boston at some point but um we do have the operating budget to do the resurfacing um annually uh are you talking about like a full replacement no i just think resurfacing i mean i just know i was in the accident oh yeah i think i mean that isn't done annually i don't profits in our operating budget [Music] um it's not too expensive um relaxing um okay uh and the last item is um there's some unpaid balances to the district uh for uh preschool uh dad there's a little bit for unpaid lunch balances you know it's free people can um have some balances from pre prior to when it was free um and in some cases uh there's a lot of card items if you buy those you have to purchase those you have to pay for those that's not part of the free program the federal government's reversing so what we'd like to do um permission to to write out the announcements but we want to be transparent about it it's been a very difficult year we want to reach out to the families and ask that they make a contribution whatever contribution they can towards their balance um and then we draw a line and we move forward from this year they can't pay but we also at the same time save donations from the community we put something in our newsletter i know some people are graduating about paid lunch balances for example sorry [Music] somebody might have decided to pay unpaid lunch balance and put it towards student debt and so if it sounds okay we'd like to put something in the newsletter uh so let's get some donations i think across preschool and school lunch it might total about five thousand dollars which is high for us it's not high relative to most communities you know we talked about equity this year removing barriers for students accessible programs uh talked to jeff about this we did not want to deny people access to the preschool program this year particularly it was important and we feel like um it's the right thing to do this year is a a good way to just put the year behind us drop the line help some families out um you know if you have to write up a little bit it's a little bit less money in preschool or school lunch revolving fund um you know i think our thought is so be it we're better off doing that moving on and not settling some families with these debts i assume if you get an excess of what you need that gets rolled over into the current your assistance what would you do um i think that what i would do is if we create this fund for dead relief that we for helping with balances and you know longer term you know maybe this could be brought into something that's other things like um but for now we just wanted to focus on this specification thank you so i i requested you approve us for listening to donations um i don't think you'll need permission for approval balances absolutely school committee self-assessment results i just want to thank susan i talked to susan um you mentioned another positive or pushing back the vote on the subcommittees was susan felt like her and lori had some things to complete that was another reason why we felt made [Music] sense we have any updates like other um have faced their own challenges this year i think that moving forward we know this stuff and with news you know one thing we didn't do this year here was leveraged support for a promotional workshop this year so really that's a good value so susan do you have an update on like scholarship yeah asking for drawing board so this is a revision of last month's proposal for situating the most league tyler scholarship committee at the berlin memorial school and that the principal would oversee the appointed group to evaluate the allocations and to come to some recommendations for the school community and that the school committee will provide a liaison that would help support that work and that involves just so they don't have to be consumed consuming their time making [Music] um questions [Music] i am going to almost until it's actually approved legislation we have something to actually vote on i think we're prematurely i think we talked about this and we talked about this last meeting and we moved into this field but i still think there hasn't been any updates any changes anything's involving too much there's too many variables i just think we should put this off or vote until until the actual legislation is improved okay all right my only concern will be is [Music] um [Music] um next item i please have a motion of what the school committee meeting is in 2021 one second questions take um [Music] previously passes please have a motion to accept donation of 574.26 bes from eagle scout jeffrey wilcox hello is that julie gloria any other questions could i please have a motion to approve contract for curriculum materials as presented by mr available for approval of the annual approval of revolving funds annual approval of student activity accounts as presenter mike julie questions hearing none all those in could i favor have a motion for approval of regional transportation reimbursement fund deposit as presenter for the registered population mike thank you awesome good lord questions are none all those in favor aye opposed could i please have approval to seek and accept donations from community members for unpaid balances owed to district as presented by mr conway earlier questions could i please have uh emotional relationships from memorial treaty phillips hello excuse me i'm sorry corey thank you excuse me as well any questions or comments thank you all right thank you very much to those families as all those in well aye opposed could i please have a motion to accept donation three thousand dollars for water filling stations from tanjo pto they just covered the air conditioner i opposed [Music] so they kind of flip flopped it off but you told me the first meeting was the first meeting would be the 17th if you so choose to do that as chairman um i mean i can do this one or two ways i'm okay until first yeah i will be there i will be there i will be at the augusta um i could imagine that we would use the august 17th if stuff started to crop off in the states and they'll be bad ideas it doesn't matter what people's summer plans so um [Music] he says [Music] um [Music] i [Music] okay the remainder of items very first okay that's it anything else before we close yeah congratulations everybody yeah congratulations thank you all in favor all right gentlemen thank you very much for being here tonight thank you very much

of all calls for police service this year .003 of them resulted in arrest we ended the year in a year 10 000 students with three arrests that is a small number regardless of the size of district you go to but to have ten thousand kids in the district only having three uh that is an important statistic then the last full school year that we had before our police department was implemented because of the model because of the rotation maybe lack of consistency of officers our partners who are in hendricks county are incredible they just may not be using the same model we did the last full school year there were 18 arrests by way of context this year we had three uh for granting cost savings we have been awarded a hundred thousand dollars this year to pay for one of our sros so uh we are trying to be frugal and stretch uh money and get grants as much as we can to fund this effort to be responsible with your tax dollars we were awarded five thousand dollars uh by a local court um fund we were awarded three thousand dollars make sure people stop at bus arms to make sure your kids are safe uh when they're getting on and off the bus and then we are currently applying for a 500 000 grant to help support our communication system in the district via radio and another hundred thousand dollars for a school resource officer a couple programs we have going on is a reading program where we go around to elementary schools one of our officers gets a book reads to a classroom answers questions mostly about donuts and coffee but still still enjoy the time the proactive time with the kids we have a lunch program where we go bring board games and ask them questions they ask us questions that's an incentive to do well license plate art project if you see our police cars around town you may see some drawings on the front of them officer strong led that project this year that was our contest the best pictures or the winners placed on a license plate on the front of our vehicle it's really fun for our kids to see us and then public safety education we just go uh tell kids uh about public safety this is the last slide our goals for next year is to have a pre-arrest diversionary program where we can really formalize what some of those other consequences and results from criminal behavior may be our goal is to have a prevention education program where instead of just arresting kids or writing tickets for possession of vapes or possession of um low-level misdemeanor crimes things like that we want to prevent some of that by sharing the legal health and social consequences of engaging in that behavior and then we have a vaping reduction program that we are hopefully used we're gonna have some vape detectors next year in some places some of them are going to be real some of them uh not but you never know because we're gonna change them all the time so uh we're gonna we're gonna be sneaky about that uh and help support kids in the best way we can we're so thankful uh to the school board dr windham dr sullivan for having us every day certainly thankful again to death for all of her support and partnership with slack uh well i'll just make two quick comments about that first of all thank you as always uh deb for all of the support the guidance the work that you did bring us to this point um as chase said um we wouldn't be here today with the safety programs that we have in avon that are second to none literally second to none in the state of indiana without your guidance uh chase for you bringing your energy and your absolutely fabulous team of sros to us we sincerely thank you for that um it was only three years ago that we sat in a room upstairs and contemplated for the first time whether or not um having our own police department was in our best interest and there was there were a couple of things that were said in that meeting that really for me personally tipped the scales the first thing is that in schools enforcement is not just going in and finding kids doing wrong it's a lot lot about relationship building and about finding kids doing a lot of things that are right building on that sense of community that sense of safety and for that you've made a marked difference in not only our schools but in our community the other thing that i want to say personally one of the school police programs that you didn't put on here which is particularly important to me is that mary lee mayor community pantry which is a pantry that art doll i'm glad to see you here this evening that we have been feeding hungry kids in avon in a pantry in our community schools that most peop most people don't know about we're proud that most people don't know about it because that means that potentially the need for you to use it isn't there but there are a number of children that are in our school corporation that face hunger as their primary issue each and every day of their school career and as a result of that need a group of parents and teachers got together along with a community benefactor i happen to be blessed to be part of not only the donation side but also the philanthropic side and our officers made it a point to be at that community pantry on donation nights to help guide traffic in and out because it's pretty significant but also just because that is another connection point that they can have with children in our community um so that though they may be um fearful or reluctant about that need they see a bunch of smiling sros they're happy genuinely happy to see those children and their parents there so i want to just say thank you again for such a great effort on behalf of avon i would hold our safety program up as second to none as i said in the state and it isn't it isn't because of your training it isn't because of your background it isn't because of any of that it is because of your hearts that we have a successful program thank you very make much so i am i heard them back to the night we all were over at south and we had the community input session and i just really respect and appreciate that we took copious amounts of notes and we looked at what's what is our community saying they want because historically that was right after a couple of school shootings and we felt like we weren't as safe as we needed to be but we felt like our community because so many of our parents are in and out they're involved in activities they probably know and see things that we don't necessarily see and know and so we we sat down and for hours we just listened and then we it took time because it was so much it compiled it and got out and it get off got out all the great points you know aggregated it and here we see the next step in that whole process we're not finished i mean mr owen will have always have work to do right but that was the really kind of the beginning of that meeting and then um the avon police department they came alongside us and said yes it is time you are heading towards 10 000 students it is time for you to have your own place and we will mentor you we will walk with you we will we'll be your partners and boy they sure have been and they even they still come around and which is so great so just thank you so much for um now we're on to the sequel right and thank you for that thank you and then we'll continue to take input from our community because literally that's what helps shape us and shape our our tracks and shape our safety thank you true thank you and i too would like to thank everyone involved it's good to see the officers out and about with the kids being a former teacher retired those kids really respect you and you can tell you guys respect them and that they need that they need for someone you know to talk with them and you know just understand them and they love that so thank you for being there for the kids also mrs swain bamas thank you for all you have done for all this if it wasn't for you we wouldn't be looking at these guys and getting us going so thank you that one other thing i'd like to comment when you were talking earlier i appreciate that you send all employees the i'm not sure what you call it the test that we have to take is that you deb or the background checks yeah no no no it is the fear yeah i think it's terrible karen okay well thank you karen where we have to like we did one on racism and no who did that thing and thank you for all you guys do thank you we'll move on to uh oh unless you have anything to say item b which is a curriculum highlight um i need to jump off so oh yeah i want to thank you for letting me zoom in while i'm on vacation it was really important for me to both recognize your orioles and also hear that public comment so i'll follow up with the rest of the agenda with the staff and dr probably have some questions on your presentation as well but appreciate you guys for letting me zoom in and have a great customer thanks greg um okay item b is this curriculum highlight and update on virtual learning are you allowed to ask questions i'm sorry that's only during public comment well we're available though on email or or you can call us we our phone numbers are certainly available um update on virtual learning and cares and esther's funds where'd you go there you go we're here i came over here just like to see the board a little easier and dr lemay was over here also so i felt come over here with them a little safety of numbers thank you chase complements chase and officer craig and smith and sharon they're all here tonight in debt twain bayless there's been multiple times where i've gone to one or all of them and said how do we do this or how does this work or what do you think about this and um they have a lot of grace and patience with me and i greatly appreciate that so um moving on to our curriculum highlight for tonight we're going to talk a little bit just briefly about our virtual learning for next school year and some of our thoughts and direction we're heading and then dustin or dr lemay will dig into some of our esther's funding and what we have done with that so if you remember right after spring break we sent out a survey we reported that at one of our previous board meetings the results of that survey and that really directed how we were going to implement virtual learning for next year and that survey said like 36 of our respondents said yes i want to do virtual learning 47 said we're not sure yet we're waiting and if you think about those numbers we sent that out to 1100 people we were really overwhelmed with the possibility of having another large group of students virtual learning again this year so that's how we started planning part of that planning was ms alday put together a really great handbook and an application process for our students that wanted to apply to become virtual learners again next year and once we sent that out reality did not match the survey results from the spring i believe we had about 90 students respond that they were interested in some form of virtual learning much smaller than what we had anticipated so that really helped us focus and change how we're going to approach virtual learning for the 21-22 school year starting with elementary and intermediate we're going to have students zoom into classrooms that's our plan at this time and what we're looking at is still maintaining our referendum numbers of either 22 or 25 depending on the grade level in grades first grade through sixth grade and what we'll do is we're still working on but what's a virtual learner and i don't know what you want to say but the worth in other words it's a virtual learner can't just be one student it needs to be because there's a little greater need there there's a little little higher time on task for the teacher to help that student so is that student going to be worth like two regular students so will we decrease our classroom or his classroom by two students that's we're still kind of trying to find that right number right now to to make sure that we have the correct impact on the classroom but our in-person numbers will be smaller for teachers that are going to have zoom students we do know that and then we're also looking at other ways to help aid those virtual learners and and kind of kind of try to i guess uh finalize those details right now by looking at do they do we need an extra egg to pop in once a while help them or check on them things like that that's still kind of in our discussions right now but we're working on those and settling that down that's kind of the elementary intermediate version the more interesting one is where we've moved with high school and middle school cisc we looked at a lot of different options what we did last year was some virtual learning and edmentum was one option we felt like having our kids zoom into some of our high school classes was really difficult last year and we had some zoom only classes is the way we handled most of that and we didn't have enough high school students this year to have a zoom only class and as we were beginning to discuss this central education service center central indiana education service center came out with an option and they have indiana online and indiana online academy and the academy is now a synchronous option for students to have so in a little bit we'll ask you to approve a mou for us to join and send our middle and high school students through indiana online academy where for the four core subjects math science social studies and english they will have a live classroom teacher and they'll zoom in with that teacher that teacher will work for cisc but have students from all over central indiana as part of their classroom due to our small numbers that will work better for us we believe and probably more cost effective for us at this time too and so that's kind of where we've settled and then outside of their four subjects they can still take indiana online kind of self-paced classes or work through the high school through edmentum or some other options like that right now but those are probably the two primary other options to go with the synchronous learning we are also still going to hire and we're in the process right now hiring a virtual coordinator that will help us part of our agreement with cisc is if we approve if you approve the mou shortly we need to have a liaison between our district and cisc to help oversee concerns they may have with our students such and primarily they just want to make sure that our attendance is okay and so this person will help us with attendance we'll interact with families make sure that everybody gets enrolled in the correct classes when it's time to enroll and things like that we also have the virtual coordinator oversee our elementary and intermediate uh attendance and work with families there just like just like mrs froster did this year and she did a really good job with that this year and similar processes like that and then finally the part we're excited about is to join our curriculum team and help us develop opportunities to people what we call accelerate learning for students people talk about the achievement gap we're talking about accelerating learning to make up for anything any deficits that may have occurred through this year and this person will have a big role in that and help us coordinate through our schools with that and work as part of our curriculum team in creating opportunities for our students and our teachers to uh to make up for some of those potential losses and our next steps right now we are they actually mrs alday dr lemay interviewed for the virtual learning coordinator last week so we're moving along in that hiring process pretty quickly they have started contacting every family that signed up for virtual learning and reached out to them directly actually as much as earlier tonight i think just a couple hours ago is when that actually started and then the virtual coordinator will also start working with mrs alda and dr lemay probably dr sullivan a little bit in my absence on some of those initiatives i just spoke about and that person then will also collaborate with the high school and indiana online academy to roll out and they'll have some parent nights and zoom with our parents and say this is how this is going to work and explain that and so that our virtual coordinator will uh move forward with that right now i'm going to turn it over to dr lemay and let him talk about hester's thank you gary uh yeah we wanted to provide an update on our federal fund funding that we uh started last year and we'll go through the next few years or paul mentoring secondary school emergency release summary we'll start with tesla one which we received uh last year uh total allocation was over three hundred thousand dollars um that little share uh means that we share some of those dollars with our non-public schools so they receive 18 000 of those dollars and then you can see the liquidation date suggest suggested uses were remediation technology ppe seo and we are at this point we have 90 of the dollars allocated by the end of july will actually probably be a little bit higher than that and then we'll have to do some amendments and determine the need for the rest of those hours 183 approximately 183 thousand dollars working on went to salaries and benefits we hired temporary teachers to support virtual classes so we didn't have a negative impact on our in-class students we hired instructional assistants to support high school credit recovery i'm talking to mr shopley and his team that made a big difference and we'll continue that next year we're also based off of need we hired a temporary high school counselor to support scl and this summer his all day is supporting the kindergarten camp to support the runners at our title school about 150 thousand dollars with the technology and supplies and then you can see uh some of the breakdown of where those dollars went um curricular materials and then when you see uh closer to the bottom uh we did have a need to purchase additional laptops to make sure those students and virtual had access to two laptops so that was tester one now onto so2 and the dollars do go up total allocations of 1.8 million dollars one of the differences that you'll note between sr 1 and 2 is that there's no equitable share all those dollars stay in our public schools and then you can see when we receive the dollars in march and then we have until september 23 to allocate those dollars now allowable activities all as their activities all same activities plus improved air quality and accelerated learning uh were two differences between one and two you see some of the highlights um we're spending uh when you see that figure the four hundred thousand dollars for high school social workers and moving uh social worker off of uh project aware that's over a couple years so those salaries are uh it's not just one year we're supporting that over multiple years and uh big difference is to put uh more laptops and uh hands of our elementary students uh intermediate uppers one to one and our elementary uh schools um we don't have enough laptops for any more access and then we have uh 250 000 for instructional resources and to support remediation and acceleration that's three again uh the dollars go continue to go up again you'll note that there is no um no evidence shares so get all the dollars stayed in our public schools the application is due soon uh 6 25 and then with that return in person school is posted on our website on by the 24th another difference is there's a 20 percent set aside for that remediation and acceleration that doctor turkey talked about and then we have an additional year uh to spend uh s or three allowable uses all sr1 activities plus improve health air quality and accelerate accelerated learning you can see we are we have a solid draft of our application and our needs we should continue to have some discussion about prioritization uh but a big chunk of the money is report for staffing to support remediation acceleration seo and credit recovery uh we're hiring additional yale teachers and there was that also supported uh making sure that our title one schools those title one teachers were there to support those students only so uh you can see that the dollars also went to social workers uh virtual teachers and or assistants instructional assistants again to report support high school credit recovery uh we have set aside a million dollars uh for a capital improvement project uh there's a variety of ways we can spend that one what we're talking about uh most recently is addressing hvac issues again that combines with that air quality so that's something that we'll continue to talk about one thing that i'll note is you know when you see dollars allocated and you see that you have several years to spend that we can have dollars allocated for a specific use and then if those needs change we're allowed to do amendments throughout the process i think we may have set a record and necessary one and we amended that grant eight times so just making sure the dollars are going to the right places and then we have 500 thousand dollars for technology and software oh sorry and that that was it so that is our update thank you dr terharian dr lemay thank you very much for that presentation um we will unless there are any questions or comments on that we will move along to item c which is oh yes go ahead dr do we know about how many are enrolled virtual learning coming up um we had 91 or 92 actually apply i think we'll end up with right around 69 or 70.

so as we have asked you throughout the course this year for stipends for whether b support staff or for our certified staff members there are two days requested for the additional time that has been put in from our administrator standpoint just asking for that approval to acknowledge that that effort and then a resolution authorizing performance-based accreditation waiver so that is a waiver that the state of indiana has given us the option to pursue specifically we're asking for time when it comes to that waiver so your approval through a resolution is necessary for us to file the waiver with the state board of education and in filing that waiver with the state board of education we are pursuing flexibility and counting time i reference 180 instructional days for example earlier that's a part of statute but if we can count those days with hours and minutes versus just i came to school 180 times it gives us some flexibility in terms of how we can approach whether we professional develop for a staff learning time early late whatever that case might be and how it might change or impact the calendar we would like for that flexibility and again would it be something that we would have to actually file the application with the state board of education excuse me the state board yeah state board of education we have not yet done that tonight we need your approval for a resolution we also have an edition of a pre-k classroom adele francis smith elementary school the department of education requires us if we change great configuration in a building to have you first approve that so smith elementary school for example right now is a k through six building to make it a pre-k through six building add a classroom there we need your approval to then uh submit that great configuration change we also had some elementary course fees and secondary course fees in your packet for 21 and 22.

are they all grade levels all grade levels and they're i think in middle school in high school if i remember right there were 25 to 27 somewhere 25 or 26 in the middle of high school and then kind of on down from there fairly equally spread out i'd say kindergarten yeah kindergarten was very sparse like we're not gonna offer it actually so okay i was just curious we really just didn't have much response okay thank you thank you other okay questions move on to see uh dr windham this is the timeline for decisions for uh cover 19 protocol for the 2021-22 school year i think our agenda is wrong here but the presentation is correct let's not go backwards let's go forward all right um yes and i just want to thank uh everyone who spoke and we have heard and received multiple emails uh on this topic so i we just wanted to include on the agenda and stephanie can you pull that just click quicker oh how about i do it there we go thank you as as you may or may not know the governor has left the decision for covid protocols for the next school year with local school boards so that means means that each local school district is going to be handling this decision differently and will lead to inconsistencies across the state a couple of our speakers mentioned that some school districts have made those decisions and i certainly understand the desire to make decisions now but we want to make sure that we have been as thoughtful and deliberate about this decision as we were about the decisions we made last summer that paid off for our students that allowed us to open school in person on time and remain open all school year with over 90 of our students being in person our students had incredible opportunities this past school year because of the thoughtful and deliberate way and i appreciate those of you who complimented the board and and that action that was taken last summer if we've learned anything from the pandemic it's that the guidance changes often and a couple of you even mentioned that the cdc guidance changes regularly i can't make a recommendation to the school board until we have all of the information that's needed and time to collaborate with the professionals and our principals and the administrative team at our schools about those recommendations to determine what's best for our students and we know that additional information is going to come out in the coming weeks so this is the current snippets from the current executive order of the governors um and just to to kind of emphasize this what the governor has said is that through june 30th uh which in the state of indiana's eyes is the end of the 2021 20 20 21 school year through june 30th schools are required to continue to wear masks in their buildings and their facilities that's why we we still require masks in this building when we come to work every day the only exception to that is face coverings outside when our students or or staff are outside for different events that expires june 30th there is another provision provision in the governor's executive order that is specific to school buses and there there is no limitation on that one other than the governor's entire executive order expires june 30.

so part of the unanswered questions that we have is what does this mean for school buses what does this what how might this guidance change as we talk about next school year and what what recommendations uh might exist so that we can make recommendations to the school board so the timeline that we have that i know everyone is very interested in is laid out and this hasn't changed since the communication that i shared with parents before the end of the school year we said at that point we'll share more information in july because we knew there were going to be so many changes and so many additional guidance coming out from the state so the reality is we've been out of school for just over two weeks and there are some important steps that need to take place for us to make a recommendation and so mid to late june we expect additional guidance for schools to come out from the state of indiana some guidance came out last week that was labeled preliminary so we want to see what's the next version of that guidance late june we know the governor's executive order will expire and he will most likely update it in some version by the end of the month we have collaboration already scheduled with the hendricks county health officer and other other hendricks county school districts we need to review the recommendations that we have received from the state and from our local authorities with our principles and decide what do those practically look like in our schools and that's where we will work in early july on finalizing those recommendations for the next school year to have those prepared for the school board at your july 12th uh meeting which was would which is when we would be bringing you a recommendation of here's the recommended protocols based on the feedback loop that we have heard and the guidance that we will continue to review of course then that next day we would want to be sure to communicate that with our parents and our staff as to what those guidelines will look like and all of that happening a full two weeks before school starts so that we know what whatever protocols are in place we have a time for parents to have conversations with their children about what those protocols will look like when they return to school so that is uh the timeline that we had laid out before the end of the school year and the timeline that we still feel is the most allows for the most thoughtful and deliberative approach to making what are clearly very tough decisions and decisions that there is no um clear agreement on other than every person you ask has a different opinion about it and that's what what is challenging about this situation but just as we did last summer we will take everything into account and make the best decision that we can that supports our students and their success in school and we just want to make sure that we have as much information at our disposal to bring you a recommendation in july and certainly glad to answer any questions from the board about that timeline or any information that's been shared thank you board members do you have any questions about that i'm happy to see the timeline so we see where we're going and our parents here so thank you for that okay thank you um i think for the sake of that we've been sitting here for two hours and five minutes let's board members let's take a quick break and we will reconvene in about five minutes thank you [Music] you okay we will reconvene the meeting at 9 00 12.

so we're like three years out we're trying to predict the needs at this time we all know that needs may change things may arise and at any time but then we decide to go different direction with any of the funding as always with any other grant you can do an amendment and amend the funds to be spent differently and in the what the parent mentioned tonight about this cdc guidance and things like that as mentioned in the presentation that was very accurate information and the phrase that i go on and all of that is to the extent practicable um is something that is mentioned and the whole basis between all of this funding that the government is wanting to make sure is we return to in-person learning and so that is the biggest thing that they are focusing on is the reopening schools return to in-person learning and to follow the cdc guidance to the extent practical which governor holcomb has at this point everything he does expires june 30th and the schools will begin formulating july what we will be doing with our reopening so i believe in our application what we will put is we will follow the the reopening guidance provided and adopted by the school board again i'll use that phrase to the extent practical and all that we do and just another reference i know the first two grants that you approved on this we called the cares one and cares two and it was essential one s or two there is a little bit difference here with the change in administration this is called the american rescue plan and it is sr3 so there's a lot of confusing there the other the big requirement is 20 needs to be spent on learning loss i can tell you none of us like the phrase of learning loss so we're looking at accelerated learning and opportunities we can provide additional supports to our students during this time with this extra funding and are there any specific questions that you have about what is laid out before you in the budget request a recommendation for approval doctor plea yes so and i just i you know just want to just clarify so let's say uh at the july board meeting the board do does decide to go optional on the mask and with the vaccination you know just hypothetically throwing that out there you know would that have any effect on this grant i can't determine the decisions that the ido will make at that time what we are is to be truthful and honest with what our plan is what we think the best is for the reopening of our students so um and i think there with that is the cdc may continue to change guidance the last guidance was like april 23rd there are some additions from the state board of health recently on recommendations but again that may change and it may change by july may change by august it may change um so at that time we just submit to what our plan is and we'd adjust as necessary okay so we could go ahead and submit for the grant now since it's due in 25th 11 days so and then that way as we move forward then whatever decisions that we make locally within our community then at which point we would just send those adjustments per the grant up to them and say we need to amend our grant because of the direction that we have decided to go in yeah the the main thing that the the federal government is looking for is just every six months we give an update of what our current reopening plan is and if we are still in person instruction with film that is what they want to keep in place and the other thing is to make sure that we are not reducing employees and that's been a part of every grant so far cares one cares two and the american rescue plan okay yeah thank you thank you i think one of the keys about this particular grant application and maybe goes back to sr102 as well it is the focus on in-person learning which seems a little interesting for us because we've been in person for much of the year that is not true for many places in the country some did not go back this entire year so we have a grant application that is general in terms of focusing people on getting back to in person we are already there so we can state that we are already in person and that we will then follow the uh plan adopted by the board and if then it's not accepted we'll have that issue to deal with but doctor plea did ask those specific questions and conversations to see how we could phrase the the application given our circumstances and timing and the fact that we're already in person that's cool great thank you you're welcome other questions for dr please all right thank you so much you sorry dr shed i just realized this has got dr fleet's name next to it too it's a new topic uh the classroom at uh smith how will parents find out and is that that's for this august um will we have enough kids to make it worthwhile it is a priority that we have enough kids to make it worthwhile um we believe in the expansion of pre-k and we know many parents desire it to be at their elementary school and when it becomes feasible and manageable we tried to do that and this year they had enough applicants that we make it feel like it's worthwhile to expand and once parents know it is there and to stay then they're much likely to commit but parents have been informed through emails letters and website and presentations by by mr yates the directors pre-k about the addition and the change thank you thank you okay you better sit down not that you don't take all of our questions we appreciate it all right if i followed robert rules we were first to motion the approval of four a through l as they've been presented to us so moved thank you mister hoftwire is there a second all right thank you mr bryant miss wilson um are there additional questions regarding these items i've got one quick one how many elementaries have pre-k classrooms doctor pleak what is it now it gives us i'm sorry [Laughter] guys count back yep dr van horn is counting in his head back there too so it's eight buildings now that we would have yeah good question thank you any other questions before we vote on these items all right all of those who have pro approve items for a through alice they've been presented to us and clarified during this meeting if you'd signify by saying i any opposed all right dr roberts those have been approved thank you do i have to miss heine this is our last time that we get to ask ms heine for your recommendations for human resources thank you dr shet i'm requesting approval of the human resource recommendations as presented this evening thank you do i have a motion for approval of those items as presented to us thank you mr brian is there a second second thank you dr bills any particular questions for miss heine not about these recommendations in particular but just in general how's the recruitment and hiring process going it's going well really has since the start i think we're up around 92 maybe a few more yet this week new hires and that includes the cares again a certified staff member we just had to support staff conversation earlier so yeah over 90 certified staff members hired awesome we will have a great new school year any other questions for miss heine all right all of um those who approve the human resources recommendations as presented to us if you'd signify by saying i i any opposed all right miss heine thank you very much we always try to end our meetings with opportunities for individual members to make comments given the course of our meeting so i'll ask mr bryant i just want to thank the people for coming out and voicing their opinion reference to the mask i too am part of this thing but uh it is something that i think is worthwhile right now at this particular time so but thank you for voicing your opinion and uh we'll take it under consideration at least i will anyway thank you very much dr bills yeah i agree with mr bryant i received your emails those of you are still here and also emailed us and and i i really understand the last year well gosh it's been over a year now it's been crazy and you know we go back and forth and about what is good for everyone you know and but also trying to balance that with rights and responsibilities and it's it's a you know it's not an easy decision about when you're talking about making decisions for you know entire school district but i really do appreciate all of your emails and all your comments this evening and i i will take it under consideration and definitely look i'm a i'm kind of a research sort of data kind of freak person so i look at stuff like that all the time the science and and those kind of things so that definitely is going to be part of it as uh i consider you know what what will happen in july so again thanks so much for coming out and uh and for you the emails expressing your interests parents you're you are important to the school corporation and you're part of this school corporation and and this and you should have a say in in um many of things we do in this district so thanks again mr stenner yeah i'd also like to thank the parents for coming out tonight and all the communication that we got in advance of this meeting i'm convinced that we'll make better decisions uh the more we hear from our stakeholders so i appreciate your voices thank you mr hoffman first i'd like to thank uh miss heine for her years of service with us tonight is kind of her last deal with us as she as dr quick would say right off into the sunset and so i wish her the best it's been a pleasure working with her and she has taught i know myself and i'm sure many a lot of things about you know the hiring and human resource and just bouncing things off off you know your your mind and stuff so i appreciate all of that secondly i do want to thank everyone that is here and the correspondence that you have given it is an important topic i do feel the same way i had four kids go through bcsc and my two graduated in 2019 so they were not in school during the pandemic but they were in technical schools and and college so but i also had granddaughters and you know nieces and nephews dealing with this i also have some with special needs and do understand the concerns as far as those decisions are the parents so i appreciate your your um coming this evening and the correspondence because that is something that i feel very strongly with as well and together i think and when i say together it's not just this board this administration it's this community which involved the parents and the students and our staff and everyone we will certainly hopefully make the best decision for you know everyone but sometimes it's you know we always have the few that it may not be the best for so thank you thank you miss wilden uh i i just like to commend um the human resources and the whole administration for being able to hire 92 teachers that is really remarkable and i'm jealous okay as a perfect person in the private sector i'm jealous and i i need to learn from you also congratulations that took a ton of work um so i won't belabor the point it was great hearing from everybody i'm going to pick on my daughter over there gabriella can you raise your hand right now so she she is a student at north side i i speak about her sometimes she had practice today and i said i think you should come tonight and there's a lot of really important topics for us to discuss and i thought all the information was very well presented i appreciate the research that went into it i appreciated the care the emotion for some people i thought that was really good i refer back to dr shed's comments at the beginning on what it takes for us to be successful as community in it stay flexible stay calm and stay focused and i felt like today was all of those things were exhibited so i'm just i'm excited to move forward i think we've got all the right people and information in front of us to make a good decision so thank you thank you mr grimes uh yes um yeah i'd like to also thank all the parents community members that are here this evening for your thoughtful input and providing a lot of important information and opinions for us as a board to consider as we move forward and yeah and in the many emails that were received i know personally guilty of not responding to many but i can assure you they were all read over the course of the last two or three weeks so thank you very much um also would like to say thanks to dr pleek and mr phillips and anybody else that was involved in the work to help support staff um you know which are vital to our schools secure more competitive wages moving forward and then lastly congrats to ms heine on your retirement i'm sure it's a bit bittersweet but i'm sure you'll enjoy it so congrats thank you all very much you can tell i hope that we have i have a very thoughtful colleagues i will not repeat all the great things that they had to say but i hope you will leave this meeting knowing that your everything was heard we have a lot to reflect on and we will ask your input as we continue to make decisions in the best interest of over ten thousand students that's our responsibility so thank you so very much you've heard we have great colleagues thank you to all of you who are working this summer writing grants with two and a half weeks notice and again we are extremely thankful for miss heine she's done wonders for the school corporation [Laughter] was there something you'd like to no just uh okay we'll just be uh mindful our next school board meeting is not until july 19th it'll be 6 30.

and we'll move on to the next item which is the item indeed an approval of the memorandum of understanding with indiana online academy dr curtin uh yes that is the m-o-o-m-o-u excuse me that i referenced in our presentation uh just a few minutes ago and it is to allow us to partner with them to provide services for our seventh and twelfth graders to receive receive online virtual services will the teachers have any training on this yes and that is through cisc okay yes and they will manage teachers and have a there correctly okay so i recommend that the school trustees approve the mou with indiana online academy is presented second question by anita seconded by cindy is there any discussion all those in favor that motion passes five zeros thank you i'm sorry i said five so many times great yes textbook and material adoption doctor turkey and dr levine thank you i apologize if this was on our previous board agendas high school was working on a curve an additional career pathway so they needed one additional resource as a recommendation from avon high school assistant principal dustin mckinney family consumer science department teachers to purchase the curriculum and online support for use in avon high school family and community community consumer science classes okay so this was an item that was just admitted from the last section of the materials and the reason for that was because they had finished uh it was something unique for the high school the career pathway okay thank you all entertain emotion excuse me mr lamenda um what is in in this book that yeah it's really highly career of exploration okay thank you i moved that the board of school trustees approved the adoption of the ahs fac as textbook as presented second motion mike kim seconded by anita is there any uh additional discussion all those in favor the motion passes four zero thank you next item on the agenda is f dr sullivan please talk to us about the 2021-22 student textbook rental and fees last board meeting you've actually approved the textbook running fees and along the same lines of what dr lomazia said we continue to take a look at what we are charging middle schools high schools and intermediates and elementary schools and trying to find ways in which we can lower textbook rental fees for our parents we found a couple more than what dr will may just said one of which is at the middle school we were able to take off an arc charge that we were not actually using right now we changed the adoption cycle we actually also found a way in which um we could reduce what textbook rental fees would be for our parents by taking on in our education fund and increase from lobbying software so instead of the parents having to pay an extra three dollars the education fund took that off and one of the initiatives that both mrs alday and dr lemay have been making sure that they take a look at is how can we reduce textbook rental fees as much as possible so thank you we've been continuing to work on that and they found several things excellent thank you okay i hope that the board of school trustees approved the 2021 2022 textbook rental and fees for preschool through grades 12 as presented second a motion by anita seconded by ann is there any discussion all those in favor motion passes 4-0 uh thank you dr solomon appreciate it next item we're going to turn it over to ms ewing to discuss the approval of a resolution uh electing to join perth great remembrance you have a handout as well doctor wizard asked me to give kind of a two-minute summary of what this resolution is um and for your approval um and there is the resolution is a template from in first indiana public retirement system and so there's quite a bit of legalese in there so i will do my best to kind of summarize it in just a couple minutes and i appreciate um any feedback questions that that you may have um if i've missed anything and um this has been something since i started working at avon that um was charged with are we offering the best retirement benefit to our support staff are we are we using the best use of our dollars and doing so and it's been a project that we've worked on all year you can tell because mr carr created a beautiful new template um with our beautiful new logo and i have yet to use that so i apologize for that and but just to kind of get everybody on the same footing our current per benefit and so perth is the public employee retirement fund for our support staff teachers get turf support staff get perk and currently there on the left-hand side you can see basically broken down by the type of employee you are the benefit that you receive and right now for the most part everyone is receiving a similar benefit and that they um are required to participate if they are working more than 28.75 hours um it's a hybrid option that um and that's defined by in person that's the plan that they call it and it's an 11.2 contribution by the corporation and then the employee is then required to make their own contribution of three percent to that and then those working under that there's an optional um benefit well emperors have made some changes to the options that they offer and i'll come back to where and their resolution now is suggesting but what inverse has done and this is something they did for teachers on the turf side uh two years ago i believe and we are required to offer both options both the traditional hybrid which we are currently doing and a new my choice option and looking at our dollars and how we spend them and what's the best uses for our support stock we felt it important that we offer then we make a shift in that retirement plan for our support staff so whereas we're currently offering um the hybrid option which is that 11.4 contribution as a defined contribution account and a defined benefit where employees have to be with us for 10 years of service and to start seeing any of the benefits of that meet a minimum age requirement if they do they get a great retirement lifetime monthly retirement benefit from that however a lot of our support staff do not stay with us for that amount of service and so those funds simply stay within first neither the corporation nor the employee receives any benefit from those so the new my choice option um is more of a retirement savings plan with a more traditional vesting schedule that you might be familiar with where you can see they're about halfway down if you're with the corporation for a year you're 20 invested in the corporation funds and after five years you're 100 vested you can roll over the funds with that so it's it's a little bit different benefit but it's more accessible given our support staff and our retention with that and again this is a newer option that we've had available in comparing what other districts do and you'll see westerville and zionsville do not participate in prayer for their support staff and plainfield and brownsburg do participate in perth and currently they are making both that employee and employer contribution so we're a little behind um plainfield and brownsville currently because we are requiring our employees to make that three percent contribution so with all that information the new proposal benefit in the resolution that you have it makes a few shifts what we have asked in the resolution is that our 40-hour employees who are full-time employees and they will have either of those options so they can really choose which one works best for them um kind of what we're currently doing or that new my choice option um but in addition to that the corporation's gonna start making their three percent benefit so our current employees will automatically see an increase on their paycheck for that which is a huge benefit and then those moving forward hiring at 40 hours a week and we'll also see you know very significant retirement contribution for um for our employees and a recruitment tool i believe that we can use um then that middle group and you may have like why did you choose those numbers the state actually has some parameters that we have to abide by if an employee is working more than a thousand hours a year they have to participate in perv that is something that they've dictated for us and um somebody working 29 hours a week which is typically ours this are a lot of our classroom instructional assistant they work 1044 hours so by the state they are required to participate but what we're going to do now is shift them to make it for the my choice option which you'll remember is the it's the lesser contribution the 7.4 percent but it is a lesson lesser it's a five-year investing schedule on that so what we feel like is what happened is even somebody who's here two years will be forty percent invested as opposed to um you know you're not here ten years and you get zero dollars and then you'll see the optional um really the only change there that they'll ship from that hybrid to my choice option as well so kind of to summarize all of that i think the pros are that employees are going to have more choice in their retirement option at the full-time um level because they will have either that hybrid or that that new my choice option and full-time employees are going to get that employee contribution paid by the employer and that three percent um which we think can be a great recruiting tool as well the corporation is no longer going to see those contributions going into in person staying there because employees aren't staying 10 years with us and they're just staying in the fourth in the in person counts and we're staying competitive with leads schools and increasing that three percent benefit um admittedly that part-time employee um is now shifting from 11.2 to 7.4 but um in my opinions how it's better to get a percentage of the the my choice is seven point four percent than zero percent of the eleven if they're not here for those ten years that was really fast um a lot of numbers and i am still proclaimed not a numbers person um but uh hopefully that kind of summarize what what that new resolution looks like in the proposal moving forward we ask questions yeah yeah and i do just want to say before you do that to one thank mrs woodward for coming in and kind of talking this through with kristen and me a while ago to kind of give a board perspective an hr perspective on that can you also clarify kristin that this option would be for new people coming in versus kind of the um grandfathering of people that have already made a choice for retirement can you talk about it yes so so for current employees the full-time employees will start to see that that employer contribution um that they're currently making the three percent but the um they're all in the hybrid they're all in that plan right now and um that will not change they will stay in the plan that they're in and if you're a current employee and that's um you know there's there's pros and cons to that but really that is an inverse um requirement that they'd be granted and we couldn't make a change in that even if we wanted to so this would just be um shifting which plane you participate in would just be for new employees moving forward and it's something that the um again the certified staff and the state required that we offer these two options that offer the options um two years ago when they started so this is for new employees yes and then current employees can opt in if they want they can make that change no if you're a current employee you can't make a change to the plan that you're in okay well turn the current of the 40-hour a week current employees they will start having um avon make an additional three percent contribution that they're currently making on their themselves the corporation but in terms of which plan you choose and all of that if you're a current employee you can't make a change and that's their impulse guidelines on that would only be for new ones moving okay that's i just want to make sure i understood that and though that wouldn't it won't affect our current employees do we get any input from them on that is that something that they believe that our future employees would help be more of a driving tool to come and work for us yes we did yep and so i tried to i tried to reach out to a variety of different employee groups because it doesn't impact them all a little bit differently i'm trying to think um i had to i talked to chase and his sro because they are full-time employees and so he's like that feels great i'm going to get an additional you know three percent that contribution there so they were excited about that um i talked to some support staff at the building level and and um they also felt like it was a win because that offered um a little bit more flexibility uh with the point four percent and knowing they may or may not be here that full amount of time with that so saying hey you know i don't know if i'm gonna commit to being here for ten years if i know i'm gonna be here a few years and be able to get some of that that retirement back um that's a great deal for me so overall the feedback was uh was positive okay good thank you and could you just give a snippet of the overall comparison we did a little bit of discussion about what the impact to the school finance would be i did yeah and i debated about again i was trying to try to find that good balance between giving you enough information but not and this is something we've been working on for the last nine months trying to coordinate with our current um plan with what um mprs allows us to do um so what it what it boils down to is when you when you think about kind of that shift there is certainly going to be an increase in cost because we're adding an additional three percent contribution that we're making to full-time staff yes but the offset of that is the a little over four percent um that we because we're shifting from 11.4 to 7.2 for the part-time staff so we're shifting that four percent so the the cost differential it's really a little over it's old dad i mean because we looked at 2018 2019 and 2020 if we had done this model for those years what would our first contributions look like um and it was just a little over a hundred thousand dollars in savings each year when you kind of make that shift in um contribution announced so so and i think you know mrs woodward as you and i as we had talked about this the goal wasn't necessarily to make a huge cost savings to the corporation it was to better use the dollars that we were spending uh to have a little bit of a savings um uh potentially as we do this is a win to that right right i think it is important to note that on hybrid because it is cliff vested at 10 years if an employee is with us for nine years and 11 months and they leave we get zero back we get no money back and they get it and they get yeah so that money is just going into the per fund um and we get no benefit to that and clearly i see though retention is an issue that we want that everybody is facing but it's um it certainly is something that if someone does choose to leave us that with this incremental vesting schedule at least they get some benefit of that contribution i don't love sharing this statistic and you know you um but we look back kind of since 2014 and roughly um 11 of our current population have been here more than 10 years so i would like to see that number way higher it's not something i'm you know super thrilled to share but at the same time i think that like this that kind of points to so we're putting in you know for 100 of our employees right now we're putting in this money into a retirement account that they need to be here for 10 years and right now about our 11 percent of our support to that population has been here for more than 10 years so let's make our money work a little smarter for us thank you other questions board members if not then i'll entertain a motion on the approval i move that the board of school trustees approved the resolution electing to join perth as president and authorize the superintendent to execute this necessary documents specifically motioned by cindy seconded by anita is there any uh discussion although it's in favor motion passes four zero thank you kristen very much yeah you know much better use of those funds and it just works smarter you know and that's just that's what we need to do so thank you and it helps our employees which we want to give them any benefit possible so thank you yes thank you next item on the agenda is h which is the approval of the contract with rollins group dr sullivan dan rollins has worked with avon community before previous build projects i think most recently he worked as an employee of k2m designs before he started his own rawlings group he was the one who helped with the maple and white oak projects last friday dan myself and our legal representatives from cch revised this contract to make sure that avon schools is receiving the best service possible from dan as we issue potential debt and board members just a reminder that mr rollins is an independent contractor and that he would prepare information for us to be ready to have a competitive bid should we proceed with our building project so we're under no obligation to proceed with him um just by virtue of the fact that he'll do the study i move that the board of school trustees approved the agreement with the rollins group llc and authorized the assistant superintendent to finalize the agreement pending legal review second most of my city second and my anne any discussion all those in favor she passes 4-0 we're happy to have him on board again to help us through this item is the appointment of the technical review committee dr sullivan as part of working on the project again dan is going to be part of a technical review committee on that committee will be uh dan myself mike rollins mike moore and an engineer it's the same engineer actually who worked with us on the projects of mabel again and white oak and that committee's first meeting uh will be on the 17th okay some of the board school trustees approve the technical review committee members as presented second motion by anita second invite and any discussion will this uh committee keep the board up to date definitely okay definitely and this will be the committee that will kind of vet any potential contractors okay that are his are interested in being a part of our project thank you and that is certainly something that if a board member wanted to attend any of those meetings okay thank you now that process has served us well with our previous projects and so um thank you for putting this together against the committee you know just really kind of is that outside looking in and not necessarily so deep into it and it seems like they've always proven to be a good benefit to us okay the uh motion has been moved and seconded all those in favor ocean passes 4-0 thank you item j is the resolution to transfer funds dr sullivan uh this of course is a resolution that will allow our treasurer to transfer funds between accounts to cover necessary expenditures i move that the board of school trustees approved the resolution to transfer funds as presented second question by kim seconded by anita is there any discussion just a reminder that at the end of the year this gets settled up and that fund gets paid back right and it's a not to exceed 18 000 yes it's got a lot of bound you know parameters on it so true all those in favor motion passes four zero thank you okay item k is the first reading of the section 1000 board policy updates dr windham some light reading that uh you have had over the last couple of weeks as the board knows when we moved to the isba the school boards association platform for board policies we really have been using them for new policies but we really just took the old neola policies and just moved them over into isba and so miss nelson has been doing a great job navigating old versions and new versions and we engaged julie slavins at isba to say okay look at our old neola policies and review them and give some recommendations as to how they could uh be adjusted to match isba guidance and so we tried a couple of things to chunk this in sections so tonight we were just bringing the 1000s to not bite off too much uh at one time and and you could see most of the changes that were recommended here were um not repeating things that are already specified in indiana law which neola did all the time so if it's in indiana law we know we have to follow that and we don't need a board policy to tell us to follow it and so most of the re the deletions from the policy were because julie an attorney knows that that is reflected in indiana law she also went through and made sure that if it was repetitive if it was listed in one policy we weren't also repeating it in another policy that's where you run into sometimes because your policies don't always match up so she really looked to make sure that's already been addressed it doesn't need to be addressed again so you have before you the recommend recommendations of both revisions two policies as well as the deletion of several policies because the entire policy was repetitive of what is reflected in indiana law or it had been moved to another section of the policy manual and so we are recommending uh the adoption of the one thousands updates and the recommended deletions of policies uh for first reading i've been the board of school trustees approved the updated policy section 1000 um upon first reading as presented and repealed policy zero one zero zero zero one one two zero one three zero one five zero one two one zero one three one point two zero one three two point two zero three three i'm sorry sorry zero one three three zero one four one zero one four two point one zero one four four point four zero one five one point one zero one five two zero one five four zero one six one zero one six two zero one six three zero one six four point two zero one six four point three zero one six five point four zero one six six point one zero one six eight point two zero one seven one point two zero one seven one point three and zero one seven four okay uh most of my and segmented by anita uh any discussion i like the simplicity of what this has to offer because i do feel that in some situations our board governance documents are mired in that repetitive that doesn't make them very clear and concise so um and as we all know we were not enchanted with it neola at all and i believe that isba offers a much better solution for us for board policy clarification so thank you for engaging them doing this um all those in favor okay motion passes four zero on the first um reading of section one thousand thank you um item alice the first reading of revised board policy 3430.01 dr windham yes and again thank you to miss ewing well this is in the 3000s section uh so we we're not going to make these updates until a little bit later this policy our fmla policy uh does require that we give some notice to employees and so ms ewing suggested that it would be good to go ahead and make this update now so that when we do our beginning of school notices to our staff this has been updated again much of what was removed here was removed because it's repetitive with federal law that governs fmla and then it also seeks to just make some some of our practices consistent with what the policy reflects and so i appreciate miss ewing and the hr department kind of looking this over and giving it uh their perspective because they are ultimately the ones that our staff reach out to when they have leave questions and so we are also recommending this for your approval and first reading so many times too the staff doesn't know what i can do and what i can't do especially when you have to take a sick leave and do i use my sickly days and and you know like that i was in that situation and uh it was explained very well to me so thank you for that too so that the employees know where they're coming from on this day and that day good night congratulations our benefits coordinator and she has really kind of been instrumental in reviewing the policy making sure it's being implemented correctly and communicated well thank you that the board of school trustees approved the device board policy three four three zero point zero one a phone first reading is presented second motion my anita seconded by kim is there any discussion all those in favor that motion passes four zero thank you item m is the um 2021 nope sorry 2022 2023 crazy school calendar doctor it's hard to even say those years isn't it yeah yes you have before you the recommendations of uh the school calendar for 22 23 it is basically identical to next year's calendar so you'll notice the three teacher work days that are at the beginning of school um that is consistent with what we will be doing this year the three-day thanksgiving break martin luther king day being a vacation day which is also consistent with this calendar i appreciate dr trahoon he does most of the legwork on our school calendar and works very closely with our teachers union and presents some different options to the teachers union to get their input on so they have been very helpful in crafting this as well and we recommend it for your approval i hope that the board of school trustees approved the school calendar for the 2022-2023 that's presented second question by anita second in my aunt is there any discussion the only question i have is the last day of school is may 26th so is that also commencement on the calendar it's not marked i do not 180 days of instruction end 26 that's why okay yeah yeah and that's on thursday that's a friend [Music] so once this is approved then we'll work with mr shockley and get that so it could feasibly end on the 26th because it satisfies the state's requirement of 180 days of instruction that knife is a lot of stress right it probably would not be that easy all right so that's a pretty i have a quick too none of the holidays are going to be used for a makeup day correct they're going to be tacked on at the end president's day president's day that's going to be your makeup but none of those i know the biggies not but yeah just president would be as a makeup that's correct thank you well that's nice because that's in february so yeah but then you you kind of have an idea of what your winter is going to be like you know if we have to have too many e-learning i can't use those too right okay uh the motion has been moved and second and all those in favor that motion passes four zero thank you uh item eight is other is there anything else to add to the agenda if not then we'll move on to board member items mrs ecklehart well it was a great evening as usual it was so fun so great to honor our valedictorian our salutatorian um our national champion we should have played that you know queen song you on the um the all a student just to stellar young men and women who are going to go out into the world and do great things and i'm so proud of them um graduation was excellent it was so well organized and it was so avon we had a two window two hour window of rain we got it in and literally walked into the car and it was started to pour it's just so a1 but um but graduation was so well done and so kudos to the high school staff i know it is very challenging to graduate 800 students and and what i was so grateful for is up until the end they were trying to maximize capacity and you know they kept incrementing how many family members they could bring and so it was just really nice that they just said no we're just leaving it too but they really wanted to make it as special as possible so i thought it was a great night um i appreciate so much the update on security again i think it's just so important that our students come to school and our staff come to work and they feel safe and they know we're that's the front of our minds that um we've got the training we're doing everything possible for everyone to feel safe when they're in our buildings and so i just really appreciate keeping that on the forefront of our of our of our thinking and our strategies um i really like the new brand it's that turned out really great thank you mr clark for the it looks great on everything if you know it's so crisp and clear and easy to see and i just thank you so much for all your work on that so thank you for letting us have a little input on it and so it looks great um thank you to aef for their support on an audience you know three dollars a student that's that's pretty happy at the high school so thank you to them for taking that on and really supporting them um we had a great donation report um never want to take those from for granted and we have such kind generous community members and just want to say thank you to them for that and last but not least um just appreciate the parents sharing their perspective on the mask and the and just all the um all the concerns and all the items we have to think about as we you know navigate i mean i feel like we're constantly navigating 2020 even though it's 2021 but we're constantly having to navigate through all that and so you know just like last year we took lots of input on opening school and it went very well i truly believe we will put together the right dynamic for our students and staff so i just appreciate the input because it's always it's just you know it's just so vital and it's essential so thank you thank you uh yeah what an honor to have five students go all the way through and end up with all a's congratulations to those five and also to the salutatorium and the valedictorian jacob mills and alicia stockel i guess the sky is the limit for those and also congratulations to the national champion and i'm not going to go any further with that but what an honor yvonne has really go out all the way and it's always an honor to uh congratulate him on that you i too would like to congratulate our seniors um they did wonderful i was so proud of them at graduation the whole senior class they were respectful they listened they watched and they were a good group i too would like to thank the donors for their generosity and support for all the avon schools again thank you mrs swain bayless and chief lydae for continuing to keep students and staff safe within their schools thank you for that [Music] i appreciate being updated about safety uh measures that are going on in the school and i know the teachers appreciate it too and the flip chart is that new this year or not okay they always keep it by their phone door at the yes um it's hard it's just you know hard to imagine having to do all that for safety but you got to do what you got to do one thing that wasn't mentioned but i thought was awesome in our notes that when we purchased some new books we went to pick them up i'm not sure who it was but they say the school system five thousand sixty dollars to go pick them up and have instead of having them having been shipped here and that's gonna help with as dr sullivan said with the book rental cost so yay for that it's unbelievable that the school calendars 2022 2023 have been decided unbelievable summer activities are in full swing for families enjoy these summer months and finally congratulations tada to dr terhune for being selected as greenwood's new superintendent i thought it was really cool that they said that you were homeboy and that you were the first one ever to be named that so that's an honor right there you are going to definitely be missed here and i'm going to miss your pretty ties too yeah all right we're going to have one time all right well you're going to change those colors for you soon aren't you yeah well you are definitely going to be missed and i wish you luck and you're going to be an awesome superintendent for that school system thank you for all you've done thank you yeah i'll start out with congratulations to you although um it's bittersweet because you know as we all feel and cindy has mentioned your contribution to avon has been significant um when you first came to us with your credentials as i recall them at eminence and then at martinsville and then when you came here i thought boy you know that's those school districts are a lot different than avon i wonder what what terry will bring well the answer to that is a tremendous amount um just your ability to uh wade through um with teachers and administrators to really get to the heart of the matter has proven time and time again to be just to our benefit you tell those greenwood people i'm tired of training superintendents and they introduced me they mentioned that you had shared that okay and we're done [Music] um but greenwood is not too far away for us to call on you and i look forward to seeing you professionally at school board functions and superintendent functions and certainly well deserved and i wish you all the best right in your new position thank you you will be severely missed that is for sure um i also want to thank um deb swain bayless and um chief lydae and all the officers that came to present on safety that is that is one of the things that um i really try hard to keep up on as much as possible because um it isn't it a blessing to us to have all of that hanging out underneath the surface and really not having to call on or use those officers in a major way in our school corporation that just speaks to the foundational element of safety that's been built in our schools and so thank you so much for a great presentation good summary but more than anything else as i've already said for your heart for children and their safety is that's what really makes the difference i want to thank as i've already done already everyone who came tonight for public comment um as i've said we've done our work sometimes without any public here and it feels like we really crave that input and the uh information i know that must feel to a public like the school board is intimate with every single detail that goes on in the day-in day-out operation of the school corporation and that is just not true i mean we serve as a governing board um i for one have a full-time job so i can't really be involved in every single thing but ours ours is a role of governance and a decision making and so i i really appreciate when um our users of our school corporation are present in our public meetings and can give us input that we otherwise would not have i respect our administrators an awful awful lot and our school building administrators a tremendous amount but even they cannot even give us all the information that we need to know in order to sometimes make adequate and thorough decisions for our school corporation nor would they always give us that information um without a because that is not their perspective potentially so i just want uh to say thank you thanks for an awfully long night but um i do appreciate that we get people who will come and give us their thoughts and sentiments because that is what makes us a better school corporation in general um i also want to comment on um graduation i thought it was awesome i love being outside in our own environment i just i love it i know that the weather was not cooperative there were several children in the front row that i thought were going into hypothermia because it how cold it was um but i really think that um our students appreciate being in their own domain in order to say goodbye to avon so i love that uh the last thing i'll leave you with is that i you know as many of you or all of you know i serve on the indiana school board association board as well and i had an opportunity to sit with dr kristen jenner who is the indiana education lead head of education in indiana just recently and i happened to mention to her the white oak renovation for preschool and she not only was excited but she said i am coming to visit avon because i want to see what early learning really can do to transform a school corporation and she said you realize that you are at the forefront of this by really paying this much attention to both developmental preschool and non-developmental preschool and so i'm happy to announce that she has contacted me and she wants to come and talk with us as board members and also to tour those facilities i told her it wasn't much to look at yet um but that eventually we would love to do that and she wants to really showcase that to the rest of indiana as a best in practice for um for early education so i was pleased very pleased to be able to represent avon and none and get her buy-in just to see that that is all i have dr windham do you have any items i will just say um i want to congratulate dr trahoon and i have really appreciated working with him especially this last school year as uh as a new superintendent i am thrilled he gets to serve in greenwood where he grew up graduated and raised his family and even though he's only been here two years i was just quickly rattling off smoothest redistricting any of us ever remember reconfigured the curriculum team to better support student learning helped us navigate covid help lead the redesign of our k-4 buildings and innovation centers and bringing more consistency in our programming beginning to study how we expand avon high school and support the 21st century needs of our our learners there from a curriculum instruction standpoint and that's just in two years so i really appreciate your leadership and i'm excited to see all the great things that happen in greenwood so congratulations thank you thanks what what what parting advice do you have keep doing what you're doing we are doing really great things here uh i i'm very proud of all the accomplishments that's taken place just in the short time i've been here um i really appreciate the relationships that i've developed uh everybody in this room i appreciate everything just talking with you all joking with you all popping in your rooms i will call you probably for hr advice periodically if you don't mind um i've enjoyed our conversations and our debates and it's helped me grow there but i think our curriculum group is in a really good place right now and and i you know kudos a great hire this january with missus all day and i think she and dustin will will do great things with dr sullivan kind of jumping in and dr dr windham we are in a really good place right now i feel like it and uh i hate to leave but also it's it's i think i said it's probably the one job i would leave for i really intended to kind of stay here and just you know work throughout five or ten years and be done and and uh but i think i'll go there and work for five or ten years hopefully it'll be done so uh but it was one place i truly uh i've always wanted to work my entire life and i get the opportunity now so uh and we're in good hands i will say scott has become a good friend of mine and um we were next door neighbors for about a year or so and now two doors down but uh i will miss the times just popping in and saying hey what do you think about this or hey this is going on and let's talk this through really quick those conversations have done a lot to me and i think avon is in really good hands with his leadership so you all are very lucky and uh and hang on to him so thank you thank you all very much thank you absolving i too would like to say congratulations to terry um been a great opportunity to be next door somebody who i think knows a lot about what should be done in the school district and it's quick to impart it with people so i appreciate that um shout out to jason for camera work today i had about three or four texts of people saying they were watching us with their popcorn and seeing what's going on but i'm very appreciative of everybody in this room it's great to work closely with deb kristen every day and jason and to see them present and talk about uh what we're doing and how it's making us a better district i always feel like you have some small part in that so i just appreciate that the way in which we're going and the people who we're going with so i appreciate it everything that's doing on the back just just thank you thank you uh we will adjourn at 9 59.

elvis's old position we added an i.t support tech position so there's a separate position that was added so it wasn't two positions replacing one what was alice previous position elvis was he a two it2 he was just he was a level two support tech and um and and we're moving him up i don't recall the title off top my head helped us help desk manager okay okay thanks for the clarification okay okay any other comments or questions okay roll call when you're ready mr salamis hi brown is an eye mrs walters aye dr hall aye mrs galbraith aye vice president rupert aye president albrecht aye motion carries uh next up on human resources uh can i have a motion to approve the resolution authorizing the recall of certain educational support employees moved second any questions or comments on this okay hearing none roll call please mrs walters aye mr sualish aye browns and i this is galbert i dr hall aye vice president bru aye president albrecht aye motion carries next up can i have a motion to approve the food service director multi-year retirement contract so moved second okay we have it moved by four member walters and second by any questions or comments okay roll call please brown is and i dr hall aye mr swalis aye mrs galbraith aye mrs walters aye vice president rupert aye president albrecht aye motion carries uh do we have any old business tonight yeah yeah i got something i just had one to bring up so maybe a month or two back we talked about well i think we talked about we're an assistant principal for csk and i think if i talked to dr kira and she explained in the outline maybe in the may meeting that that position we didn't rehire a fourth dean at the high school so that's how kind of they were getting that but in the fyi there's two positions called the cultural and climate liaison and at promise facility facilitator and both sentences say the position is being established at cmhs following the elimination of the fourth administrative dean position so and i know they're both being funded by the esser and title funds but i guess my concern is if we eliminated one dean how are we creating three more positions uh with that and i guess i know i brought it up before i think kid ken had mentioned and i know he's not here that there was approximately eight million dollars of funds that we can spend over three years so if we create positions and spend that money what happens after three years all right uh mr neal would you like to address this please i'll uh i'll address a couple things here first of all uh these positions aren't replacing the dean per se right now what we had had previously were four dean positions and one of those deans was responsible for monitoring and providing intervention as well and so that's the position that has been eliminated now at the high school administratively what we've done is with with that position we have moved that position to the elementary school to provide an assistant principal there so that's the balance for administration what we're trying to do at this point is to make sure we have interventions available and resources available for our students and staff as we return to full in-person instruction because it is going to be a different world they're coming back to and we're going to need to support them and we're going to need more than the one person that we took away and so that's why we're using the esser funds for them so we have put in place three positions that are doing various pieces of that work to make sure we support our students the way we need to support them after the esser funds expire okay and over the next three years we have some work to do to decide which of these positions we need to retain which may need to morph into other things which may need to go away so that we can be living within our means when we get to the end of that three years and we've known that coming into it so we have increased staffing temporarily if we do not have the funding to replace that staffing we will have to come up with a plan to get back into our means with our with our district funds and make sure that we can still support our students what that will look like at that time will depend on our needs at that time and you know hopefully we always hope to make changes uh you know where they don't hurt people but we go into this knowing we have three years of funding and we may not have funding beyond that so so on the fyi the app promise facilitator facilitator says it's not administrative is that correct correct but the cultural and climate liaison is that administrative no okay so neither one of them are no okay i guess the concern is do we you know just in fairness to the people you're going to hire are we going to hire them and if we can't support them in three years do we let them go you know i mean that's that's a hard reality it can be it's always possible we have a lot of turnover particularly at the high school for various various reasons and i don't expect to have to rif anybody at that point that is always an option if we get to that point we don't have the funds to retain the positions but it's not definite that those would be the positions to go away there may be other positions that need to go away because we don't need them so those may become more uh more in need than something else correct unfortunately right you know and and i don't know um there was a a bill proposed this year to to to establish a ratio of counselors to students k-12 and you know so you know there's a push to go this direction so these these types of positions may be here to stay and we may be having to adjust in other places gotcha okay thank you and and i know you addressed it in the fyi or you address the response to one of my questions which was the first one and i go i'm asking this and i and i know because you had mentioned in your answer that because i don't i think you had said the board didn't ask you to eliminate or or downsize something i guess when we move forward if there's a position to be added because you know like at csk they need an assistant principal desperately but if we have an area which i know we just kind of uncovered you know a little bit of of information but do we do you need the board's approval to make a switch where you could pull in excess of one school to go to another no we do not um because that's an administrative management issue yeah and that's something that we can do here we only ask the board if we're creating a brand new position and then we would need your approval on that for that and then the hiring of that person and so there is still a possibility if i read it right that mr main has interviewed you've started this internally it's exclusively turned on okay so that's wonderful but at least at this point there is a possibility that we are pulling from within and we're not creating we're not including another administrative position that is correct okay i have one question bill what was the title of that cultural one how did that read um it says cultural and climate liaison okay so i'm just curious was that stated somewhere that it had to be at the high school and if not why are we at the high school and not starting maybe at middle school or younger for that position mr neil right now the the need has been identified at the high school and that is why we're working there uh if we do determine there's more of a need at the middle school or the elementary level we will have to adjust resources accordingly but right now we're anticipating that need at the high school and a lot of that is based on uh what we have seen both pre and during the pandemic you know what our students are presenting okay i would ask you to keep your eye on the middle school watching the attendance and other things through all this i do think that there is an issue at the middle school that if we can get on it quick enough we can address it before they get to high school if you're talking about attendance our truancy resources will go secondary yes in attendance alone in the whole attitude about you know how things went down i just think that we really need to keep an eye on the middle school because they're feeding into the high school and if we can catch it before that i think it's much better and much more to our advantage to to catch them as early as we can and get that worked out and you gotta remember sixth grade and seventh grade is where these kids are being gelled together from other schools and unfortunately uh you know they're they're young teenagers so we all know that they're going to puberty and things are changing like you're getting those kids in that in that school it this position is almost you're right it may be needed here but it also may be needed there as well so is that something the state is talking about possibly funding more like in the future i haven't seen anything with that you know and of course the state loves to mandate without funds uh but uh don't don't make the assumption you know i know nobody's making the assumption but please understand there are structures in place at the middle school already that have been there long-standing to help students adapt to the secondary environment from the elementary environment and the the way the middle school the middle school of the three levels elementary middle and high our middle school is the best staffed level and has been for years in fact if you look at our evidence-based funding our middle school is dead on what our evidence-based funding says we should have it's the one place where we are well staffed and that's why we don't necessarily need to supplement those resources at this time so it's not that we don't need them we have them there now we're trying to supplement the other ends where we didn't have them as much okay and and i guess the understanding is we are going in postcovid so 40 of our kids 35 to 40 came back so you're i mean the idea is 60 or better are coming back and we don't know what kind of shape everybody's going to be in right and not only kids we're talking staff talking teachers we're talking employees right i mean so i guess we we are going to be prepared for all of that as well right well we're looking for a hundred percent to come back and so you know this is we're going back to school correct and and our kids haven't been in school for a year and a half almost at that point we have to be ready for that what i'm saying is i'm just making sure we're ready as a district for everybody 100 because mental you know our mental status is everybody's coming back so it's a different feeling so i'm talking employees teachers students everybody as a whole yes and we're working over the summer to make sure that we've got the proper pd and all the training um that'll be put in place for next year so we have been proactive you know it kind of said a side note it was interesting i saw something on tv today on on a news channel and they were talking about that even in kind of the corporate workplace people have been out for 15 months they've kind of forgotten their manners how to act in an office and just you know so this isn't unique to school districts it's you know for all of us so so i'm glad we'll have the resources in place at least for the next three years any other old business i guess this would be old business because it's just referring back to the approval of the food service director which we're not going to go back to take a different vote on it but i apologize if it's someone could someone pull that up it just was a minor change i think is this a minor typo and i'm trying to do it by memory here i apologize i think it just was a i believe do you have a number four there is a number for on the personnel report yeah it's under the food directors in the contract yeah yeah yeah it's just a minor and i don't have it written down yeah i think it's a matter it's it speaks of her being our director then it says something about he memory serves me right now all right you need to give me 10 seconds here but count slow not a food director okay i'm sorry all right i don't actually see it here but if i see it if it's just a matter of changing her to him to her would that be a problem if i get it i'll send it to the president and superintendent and senator and you can send it to the board i know it's i apologize i know i it stuck out like a like a good catcher yeah but i know and i'm sorry i just got a lot going on here i apologize and i didn't write it down so that's all i have i'm sorry is there any new business i just want to welcome our attorney this is his first time here so welcome and hopefully we'll see you many many more months i thought that was one of the students here that wanted to be an attorney eric could you just introduce yourself i'm eric bernard this on uh i'm eric bernard i'm an attorney at hausa rizzo um i've been here before although not to a board meeting so it's my first time meeting most of you so thank you for having me and i'm sure i will be here many meetings to come so sounds good do you mind just pulling down the mask real quick so i make sure if i see you you don't have a mustache okay all righty no mustaches right okay thank you welcome aboard i know you had me walk right past them huh anyway uh any other new business no uh we have we don't have a need for closed session tonight can i get a motion to adjourn moved second galbraith walters all in favor say aye all opposed we are adjourned at

the wind that's going to blow my speech everywhere this year just won't end this morning i'm going to do my best not to say the words unprecedented abundance guidelines and of course that word cohort this morning this is a special day for all of you and i cannot put into words how proud i am to have you as our eighth grade class for you this has been a lifetime challenge to endure public education in dual environments where one was at your home and the other was with the same kids that played the same instrument and took the same world language more or less as you over the past few days i've been trying to think about what to say to you this year what possibly could you hear from my mouth that you can take with you in high school and in life in short nothing nothing in the sense that you already don't know or haven't experienced this past year speeches like this are filled with words like perseverance patience and grace that are applied as moral standards that should be embedded in you and will make you a huge success in life as i reflect back you have passed my test to perseverance patience and grace as all of you have been through a unique year that challenged the very fabric that makes you an adolescent but in that time all of you to your own degree rose to the occasion to persevere through each and every day to make education work and still maintain a high standard of excellence in cheshire you are patient with each other as typically switching from class to class went to staying together and keeping you with the same personalities we'll say that for now many times throughout the year we saw students who were extremely frustrated with one another but always came around with grace and kindness to mend pure relationships and understand that we are all going through this together i could go on about the circumstances in which this year was but i wanted to give you a brief message i was reading to my younger daughter last week nora who was a bundle of eight-year-old joy last week and came across a book that i thought shared a fitting message to all of you my message comes from the author peter reynolds in the book the north star the story tells of a boy who is looking to follow animals through life and realizes that each animal has their own path a human cannot possibly travel the path of certain animals so the moral of the story is that each of you has a path to follow in life it will be supported by your families friends teachers along the way i am someone who believes in each and every one of you and the path you are going to follow just make sure it's your own path and life will be filled with happiness for you and those whom you care most about god class of 2021 i wish you the best in all your endeavors and success in all you accomplish i hope all of you enjoy the summer and may the powers that be allow us to return to a masculist and regular scheduled school year thank you [Applause] i am proud to continue a tradition of dodd middle school of recognizing winners of three very special citizenship awards the recipients of these awards have distinguished themselves over their two years at dodd middle school and will have honor for me to present this special student selected award nancy kaczynskis was a some as someone i personally admired as she was an upbeat energetic science teacher who understood the nature of the adolescent and teaching of the whole child she was a mentor and a friend nancy passed away at a young age but through this award her legacy lives on students nominated one peer who exhibited qualities that nancy deemed important in in her classroom a positive attitude consistent effort support to others open-mindedness self-motivation and conscientious decision-making a recipient receives such the class please join me in welcoming this year's speech recipient sarah silverman for her reflections on dodd middle school hello i'm sarah and welcome to the 2021 dog promotion these past two years have definitely been interesting to say the least i remember entering the school on the first day of seventh grade i had no idea where to go or who anyone was when i had entered my homeroom class i knew whopping 3 out of 27 kids of course coming from the small school i'd expect a change but not this much one very funny and embarrassing experience that i had that year was when i was doing spartans live and i accidentally said and i quote teachers are five dollars and will be on sale this at lunch this wednesday thursday and friday don't miss out i'm still getting teased to this day over time obviously i got to know all of my classmates their names and personalities we joked and laughed at our lockers and had an amazing time at lunch i never been around so many kids before so it was also new and exciting and then coveted friday march 13th 2020 all the parents and students got an email that afternoon saying that school was closed for the next 14 days but instead of 14 days it was the rest of the school year luckily cheshire found a way for the school system to operate somewhat normally as you would expect it wasn't normal so we had to learn to adapt two mass breaks a day masks on in the building at all times and some people even learning from their own homes this pandemic forced us all to grow up a little more quickly it feels like just yesterday that we were gaping at the thought if hitting the double digits the double digits in fourth grade when we were younger we used to watch the raindrops race each other down the car windows dash out of the school to try to see seats over at the swings during recess and use those yellow clocks with the movable hands in first grade to learn time how we used moby max do math problems in exchange for tickets to play games how we slid on the scooter boards in gym class running over our fingers every five minutes and scrambling to finish our mad minutes before the time went out but now we're older and most of us don't do those things anymore most of us are now interested in sports theater or engulfed in social media and our phones just remember those youthful moments and take time to appreciate them because when you're older you forget and lose those precious memories that you once had remember your friends and peers for some of us are diverting to other schools remember your teachers the ones that made you laugh every day and even the ones you didn't like you've learned something from each of them and remember the strangers that you pass in the street because everyone that you meet talk to or interact with will make an impact in your life our parents teachers and elders always tell us high school was so fun but hard you know what i mean though but that's the thing we don't know we don't know what to expect or how our lives will change or how difficult it will be to get through these next four years let aloma comes after but for now we can only think on the bright side right we need to think about how our lives will change for the better how our lives will evolve as we grow how we make everyday decisions that can change our life with the snap of our fingers in a few words if i've learned anything from this middle school experience it's who i am as a person a friend a daughter and much more if this is what growing up feels like then maybe i'll stick along for the ride thank you [Applause] thank you sir at this time please join me in welcoming our distinguished guest superintendent of schools dr jeffrey solin for our closing remarks [Applause] thank you mr woods so i i've said to myself geez if i always practice giving speeches in front of a massive box fan it'll pay off someday and i i think i'm finally here so bear with me here as i try and hold down my speech um good morning everyone i am really looking forward to celebrating dodd middle school promotion ceremony with you i know what you're thinking this guy needs to get out more often well maybe but the reason i've been so looking forward to this event has nothing to do with covid19 but because i first began my career in cheshire as an assistant principal at dodd in 2005 before becoming principal here in 2008.

we have anybody in the audience that is raising their hand to or public comment at the moment we have one individual raising their hand okay we have ron t okay mr ron t our can you hear us there we go can you guys hear me now yes we could hear you now all right then all right all right let me go ahead and uh good evening everybody how are we doing give me a second let me pull up my uh document here all right here we go all right good afternoon school board members assistant superintendents and superintendent my name is ron tressel and i am a teacher at gladstone high school this evening i am speaking on behalf of myself so therefore these opinions do not represent the opinions of aea this afternoon i would like to share my thoughts on school reorganization this has been a long process for many of you that have been part of the process since the beginning and i appreciate the work and the thoughts that have gone into this process my opinion on this matter is that we should keep the two high school system and how the middle schools placed on the high school campuses of azusa high school and gladstone high school here are my reasons why this should happen our school district has spent a lot of time and money improving the sports facility at both the high schools there has been a huge monetary sum of money in the millions of dollars that has been invested in both high schools by allowing both high schools to remain open the district the school district can show the tax paying residents of azusa that they are being fiscally responsible with the bond measure that was voted in by those that live in azusa if we choose to close a high school campus i am not sure that the district can be trusted by the taxpaying residents of azusa with another bond in the future we also risk losing up to fourteen hundred students in blood in the gladstone high school area if we choose to close gladstone high school this would not be fiscally responsible by closing the middle schools and placing the students in a 7 to 12 setting on the high school on the high school campuses we'll be saving millions of dollars on re-modernization projects on the middle school on the middle school campuses by not moving forward with the re-modernization on the middle school campuses the district can instead invest that money into modernizing the high school campuses so that the students will benefit from better classrooms and programs that will be afforded to them if we go to a 7 through 12 system on the high school campuses this would also go a long way to show our tax paying residents of azusa that the district is being fiscally responsible with their tax money i appreciate the time that you have given me to speak this afternoon and i hope that you make the fiscally responsible decision at the end of this process that will allow the tax paying residents of azusa to trust our board members and our district administration with future bond considerations thank you thank you mr ron t for your comments uh sam do we have anybody else in the audience that is raising their hand for public comment nobody at this time great and we'll go ahead and at this time we'll go ahead and close public comment on our agenda item we'll go ahead and move to 8.1 comments reports and requests by the board of education we'll go ahead and get started with board member cruz gonzalez thank you i'll just be brief thank you for ending up a very long and arduous year so just thank you to everyone all the classified employees certificate employees everyone management um i think um on the balance at every put in everyone from the staff to families really um made this fear work as best as it could and i just really look forward to next year and hopefully that things can look normal next year okay thank you for your comments we'll go ahead and have board member rodriguez pangasiu yes hi uh good evening everyone i want to congratulate all the students that receive scholarships to continue your education we read many applications and it was very hard to choose but i i want to thank the students for taking the time to filling out these applications and thank the principals the staff and they had virtual ceremonies and they were very well done all three high schools and i also want to thank all the donors that contribute to these scholarships for our students i want to congratulate all the high school seniors on graduation the graduating class of 2021 students in the elementary school to high schools did a fabulous job on their speeches there was one one of the most challenging and historical year who would have known we would didn't realize we were going to be um it was going to last 15 months but these students did a fantastic job and i'm very proud of them that they stuck it out all high school middle schools graduation promotions were beautiful outside on our beautiful fields at azusa high in glaston high school and i'd like to thank dr dana mitchell all administration classified employees parents students for making this beautiful day possible also i did participate in a few elementary school virtual ceremonies principles also did a great job and one student from magnolia school believed that she's a fifth grader and and she said um you know there is no ele there is no elevator to success you you have to take the stairs and i just love that that's kind of stuck with me you know this young lady being so young and already having that thoughts in her mind i think she's going to come a long way i want to congratulate all the employees on your retirement mr george abdul consular at glaston high school he will be truly missed rose rebanos ambrose sanchez from nutrition services donna contreras a school clerk at glaston high school priscilla ramirez and berta arias food service at murray school and veronica de vol the great computer teacher at the azusa adult school also the president of afe and um you all we truly missed and i comments yeah board member beau yes thank you good evening everyone i'm just wanted to share what a great pleasure and honor it was to participate in the azusa high school and gladstone high school graduation ceremonies um wonderful day to be in person and enjoying the brand new fields is beautiful perfect and invigorating and i was also able to attend the center middle school promotion and um i think the most inspiring part of the day was listening to our student speakers um so i think that was a great way to end this year of um heavy lifting and resilience thank you thank you for that you have board member career yeah just sim similar to what my colleagues are saying i want to say congratulations to all of the students who not only graduated from from high school but did so in a very interesting way this this year but you all pulled through congratulations it was an honor to celebrate you all same with those who are promoting i also want to honor those who are moving from uh elementary school to middle school and moving on from preschool to uh the big leagues just just across the board just congratulations uh to everyone and that goes to the to teachers to to staff uh management just acro across the board just great great job considering all things and just what what we had to work with um i'm i'm i'm very uh very pleased and and just excited to be moving beyond uh what what was and and back into what will what will be in in the coming year great thank you for that um i would like to go ahead and uh thank all of our employees classified csea our administration cabinet and superintendent and all of the students and the parents you know i would like to thank the parents as well because like my colleagues have said 15 uh it's been 15 months and even like today when i was speaking with someone they said yeah we thought we were closing for two weeks what turned into 15 months now and today june 15th as things are opening up right one of the things you know to keep in mind is that we should still you know maintain our our washing of our hands um and so forth and um just being able to just kind of get out of this pandemic um kind of moving forward it's still here but with precaution looking forward to to next year um for our school session i i i did want to share too that um it was a joy to to actually see all of the graduation the high school graduations at the high schools on their field um it was my first time on the fields and so it was you know i could see the parents and the students just they were so happy to to to be there and to graduate and i wanted to also uh commend that the principals and and dana for being able to coordinate you know such beautiful ceremonies and with um you know with the right amount of kids and having those three graduations for each of the high schools two for sierra the promotions at center middle school foothill and slauson and for the principals too at the elementaries that promoted the sixth graders now that will become seventh graders in our middle schools and you're right can't forget the pre-k the preschool the kindergartners day you know we can't forget um those students as well i i would like to also just report out from our governance meeting since one of our board member was not there we just spoke about board policies about emails uh meeting there was a conversation about you know meeting with teachers and community and how um you know how that either helps or hinders and um so one of the things that um i did want to bring forth there was a not a vote but i would like to request for us to bring it to a future board meeting for us to be able to go and um discuss it openly in an open session for us to be able um to to vote on this because i feel like what we vote what we discussed was having our all of our open session meetings be live and recorded for all of our community for them to be able to go back and you know have that arch uh arc archive um so i i i the majority had said no they did not want it recorded because it can get contentious but i think it's our do uh diligence tip for us to be able to be transparent and other than closed session meetings we should have our open session meetings live and recorded so um i would like to bring that forth not for today to discuss but for our future board meeting um so that's what kind of went about so um and that's all i have for right now we're gonna go ahead and have the reports by our student board members we have jacob vasquez good evening everyone a special thank you to dr mitchell and the cabinet for supporting us financially with prom and our senior sunset movie night the class of 2021 really thanks you shout out to our softball team as they've been undefeated in league and went on to play in the quarterfinals this evening and we're calling to order this work-study portion of the meeting there are six presentations not six four four presentations and uh they will come in the order as printed i will leave the introductions of the topics to dr mccord item 6.01 please thank you dr santa cruz governing board members we have before you tonight members of our technology services department to talk to us about cyber security kind of touch on that a little bit more as well as security camera presentation the security cameras that we are going to be acquiring uh with the bond dollars that were approved by our voters so i'll turn it over to our executive director of tech services and mr john costello thank you very much good evening dr santa cruz members of the board near and far dr mccord um thank you for having us back again um it's been a it's been a few months and so we're happy to be back again i want to thank the tech services team out there they've been bearing the heat and are ahead of schedule on some major projects already this summer so i want to give a shout out to them for sure i want to thank scott and ward for being here tonight they are two important pieces of the puzzle that keep our district going for sure without them it just it wouldn't happen so i appreciate everything they do for us and and for the district um back in february we were here we talked about a number of things this is just a little bit of a review of that we talked about cyber security strategies we talked about our email security uh software that was recently uh put in place uh right after that time uh we kind of updated you on disaster recovery and our plan how that was complete uh and in place now as well uh we talked about some of the uh pieces of software in the district that will be migrating to the cloud and we also talked about our internet secondary internet connectivity in our colo project those pieces the cloud migration pieces are rolling the co-location is rolling with everything that's happening right now hardware is is hard to get and back ordered so we're waiting on some of those pieces as well we wanted to have that completed this summer i just i just don't know if we'll get there with that so that might be an early fall completion but uh it's all because of waiting on hardware to come into the country so um but those are rolling along great uh we also talked a little bit about the strategy that we have in place we talked a lot about our microsoft infrastructure i'm not going to go through every piece of this tonight but that migration our updates to all of our student devices that that go on we talked a lot about our consulting for improvement with our cyber security pieces with our partners that we work with in mainly high tech solutions so we're going to be talking about the biggest piece of that tonight at that time gosh we've been working on this over a year and a half almost two years now from the start and we've learned a lot along the way we've taken multiple pieces of solutions and kind of paired it down to where we're at tonight and we feel that this is going to be the best for right now moving forward with these pieces so i want to talk to you about a little bit of each of them i'm going to let these gentlemen who are much smarter than i address some of these pieces and then take any questions that you'll have for the evening so we're going to hit endpoint security first so the first piece of this is a an addition for uh endpoint defense which is desktops and laptops we've been using the windows microsoft defender product which has been okay so far but it has been repeatedly advised us that we add some additional layers at that level and we're looking at the cisco's advanced malware protection which is more of an analytical type of a service that looks at the behaviors and uh functions that take place on on an endpoint uh trying to detect things that might indicate uh malicious activity instead of just using a a set of predefined patterns to look for you know a predefined virus which is becoming less and less effective as we go forward so next we have the identity services engine ice for short we currently use this product now but it's at a smaller scale what we're looking to do is increase what it can do um couple of key things that it'll allow us to do is segment our network more so that we have students on a different network than staff contractors on a different network guest users on a different network and they can only talk to you know what they need to talk to they they won't be able to touch any uh stuff they're not supposed to be in yeah this piece and some of these pieces were we're already using pieces of these to open up more of the software it it's a licensing issue right so that's why um tonight uh we're we're talking about some of those pieces that this piece is very interesting as we keep moving into the internet of things um you know it's difficult we can't allow someone to bring in their google or their amazon fire stick right and use it on our network they're not made for the the enterprise they're made for the home um but we will be bringing in some new um panels that will need to be connected to the network so this piece really will help us when scott and his team get this segmented to keep those things uh basically apart but if needed to talk to one of the other pieces of network the software will allow us to do that so it's it's it's really helped will help us out next we have a intrusion protection system it stands for short as ips we currently have in place firewalls that can run this software we didn't license it at the time pending this kind of approval because we knew we were going through this process to make sure that that's what we needed the software that we needed but anyway so the hardware is there in place what this will do is it'll do real-time detection detects malicious activity outside attacks things of that nature it works in conjunction with amp and just provides another layer of security for us it does have the capability of turning our firewall which is typically ip based into a url filtering so that we can stop traffic at the url level too along with ip based blocking so the next on the agenda here is a product called duo which is a multi-factor authentication product that will allow us to utilize in addition to a username and a password additional layers of security the username and password have been around for many decades and it's it's just not enough anymore a very common way to do this is through use of a text message or an app on your cell phone which this will have available but it also has the capabilities to support things like biometrics facial scanning or perhaps fingerprinting a little farther down the line when we get to that point and or a small physical device called a key fob which just is a little usb item that you can plug in to your workstation these devices allow that extra layer you have that extra requirement to physically be able to respond to that prompt to be able to log in getting us away from the from the only the username and password which can be attempted from anywhere in the world so it makes it much more difficult for an attacker to gain access unless they can also get access to your physical devices or your physical characteristics i think if you've been in the business world this is nothing new right and even now with our bank accounts or if there's something malicious going on with your personal uh softwares um you get a text message right and you have to verify with the code at certain times so it hasn't trickled in i guess to the k-12 world part of it because i think people might think it's an inconvenience yet we're already doing this in our personal life so if we have uh people doing uh you know technology services or business services if they're doing work uh from home there should be another layer for them to be able to access it shouldn't just be the one password and username and so a big piece of the software among hundreds not hundreds but many other things that it does that that's a big piece of it and that's a piece that we're gonna have to move into that direction and take seriously and have some long conversations about that yes it may be an inconvenience but what's the the inconvenience of not doing that and having some kind of malicious attack into the into the network and umbrella okay my turn again um umbrella is an advanced uh web filtering service that is a combination of several different technologies what we use have been using is basically just a url filter based uh kind of a whiteness blacklist type of a thing this not only uses that sort of technology it verifies underlying ip addresses and dns names to make sure that they're authentic that they're not being impersonated it also does analytical types of things to uh detect if there's any attempts from a malware infection to contact what they call a command control system where basically if you're infected with a with a virus it attempts to call home to get further instructions it tries to sniff out and block that sort of behavior so this is a this is a significant advancement on the on the web filtering and internet access side we won't i want to be real clear on this we are not getting rid of goguardian which is our student filtering system right now that's really been integrated into our all k-12 but that's a mechanism where if a student does search for self-harm is the biggest thing obviously we worry about right and all of our administration um monitors that basically 24 7 and so we will not be getting rid of goguardian i want to be clear on that that's been a great product for us but this adds an additional layer and i think if there's you know some stuff that we've had to modify a little bit to be blocked in one this is another layer of protection for our students and i think that's definitely worth noting the other thing you know there was some stuff like i said that we kind of dropped off off this package that the great thing is is that there's millions of pieces of data right that are being collected and looked at with all these products so we have to start talking about well how that's great but if we can't monitor those then you know what's the point if we can't find things quickly uh or in real time um and have some assistance with this software automatically blocking things where do we go so now that's why a couple of those other pieces just it would overwhelm us and we would have to go to a third party to help us be able to monitor this and i think down the road that's still something that we're going to have to consider to look at we just can't hire those types of people that that's all they do and so these third-party organizations will help with that but for what we're presenting to you tonight we feel that we'll be able to to monitor this to use it to its best potential and if we have to come back later down the road and talk about that or talk about these pieces that we can do that so the agreement that we would go into if approved would be a five-year agreement it would be an annual payment just to review those are the the five pieces that we talked about tonight the total total cost five-year cost of that would be 2.56 and then be an annual cost of 512 000.

education approval to waive education code 5020a and portions of 5019 and 50 30 to ensure implementation of a trustee area election system the public hearing is now open can i get emotion is there any discussion any public comments we have one person with their hand raised um wrenchler will be speaking okay great thank you hello mr renter are you there can you hear us do we have them unmuted they they are unmuted but not speaking mr rentzler are you able to hear us we'll give it a few more seconds because i know with technology sometimes it gets a little faulty i i see that you're highlighted mr wrenchler oh would you like to go ahead and call call it in maybe your speaker your microphone's not working from from your computer at this time this is a public hearing site i don't want to um just move on um sam can can you give us the number where he can call to speak do we have that number yes give me one moment and i can i can put the number in the chat okay thank you i'm wondering if mr renshaw can hear us i'm wondering if he can chat just to say that to confirm that he can hear us okay and that he does have a public comment mr rentschler can can you write in the chat if you could hear us i see that sam has put the phone number i believe the first one was just a okay he can hear okay he says i can hear you okay could you please call it in it might be your microphone in your computer the phone number is is on the chat when you call it in sam will go ahead and connect you sam uh if i'm not mistaken is he also going to need a code yes let me place the code in the chat as well thank you and sam can you verify that he has not typed something else in the chat there was a there was something there prior to us announcing that there is nothing else in the chat at this point besides him saying that he could hear us okay mr wrenchler can you just type in that that way we know we're going to wait for your phone call for a few more minutes if not we're going to actually have to move move forward with this i have one phone call listener but it is just a phone number so i cannot verify if it is this individual or not would you like me to promote them to being able to speak yes yeah that that's fine i'm sure it's it's him okay this phone call listener now has permission to speak mr rentschler's is this you can you hear me mr rancher since we're having technical difficulties what we're going to do is let's go ahead and hello hello hello okay can you hear me hello yes i can i can hear you fine great mr rancho okay your three minutes we'll go ahead and start now okay you can hear me fine now right yes sir alrighty well good evening uh board members and district staff uh my name is russ rentschler my address for the record is 21 whispering willow court here in azusa i want to speak on the um i guess it would be the voting districts but you awarded it a little differently but um i i'm gonna guess that's what your intention is is to go to voting districts for the uh school district is that correct uh madam president that is correct okay um i have a couple questions um whose idea was this to do this is it the board or is it the superintendent you don't the answer now it's just these are my questions my concern i'm pretty well versed in the districts how they work i've been witnessing it over the last few years throughout the san gabriel valley and the lawyers that were representing um the cities let me back up the lawyers that were serving the cities to go districts were mostly targeting cities that did not have a latino or latino representation well with azusa school district that is not the case i know you're not served right now so i i just just hear me out you would probably when i say you the azusa school district you have probably or the school board i'm sorry i'm a little little nervous haven't spoken for a while just bear with me folks you probably have one of the most diverse school district or school boards in the valley okay you have three latinas an african-american and a recently elected asian so even if you were served by a law firm to go districts you would beat it you would not be forced to do it because you already have a diverse school board so don't be insulted don't be offended but i i have a sense of there's an ulterior motive here and i'd like to know what that is because you already have a diverse school board and to go districts if that's the reason it's not warranted so i'm just wondering what has brought you to this uh to this juncture and if you go districts who's going to draw the districts is it going to be the board members is it going to be an ad hoc committee it has to be someone independent because if it's if someone cries foul then it's going to go to a judge and then they're going to do it and it'll be final and nobody will have a say the board or the public so i'm just wondering what has brought you to this um i am a supporter of districts um for the city council but they don't want to do it as you well know so i'm just that's why i'm calling in tonight because i'm a little taken back and a little surprised that the school district is or the school board is seeking this and those are my comments thank you for your time thank you mr wrenchler great that we could go ahead and have you uh call in thank you for your comments i get is there any more comments any more um sam is there one one more nobody else has their hand raised at this time okay great i make a motion to close the public hearing thank you can i get a second second so we have we have a motion by board member cruz gonzalez and the second by board member rodriguez pena it is closed we move on to 10.2 madam president yes uh we have to vote oh okay can let's go ahead and cast our votes um point of order was the motion to close the public hearing and now this is to approve the so we're going to to close the public hearing okay so the part that's on the screen is close just closing the public hearing yes ma'am okay thank you okay it's 5-0 it is closed move on to item 10.2 approval of resolution number 20-21-32 authorizing the submission of a general waiver excuse me of a general waiver request to be approved by the state board of education concerning the district's transition to a by trustee area election system this is an action item can at least get in motion to move this forward let me make a motion to approve 10.2 we have a first by board member rodriguez pena can i please get a second second we have a second by board member greer do we have any discussion okay seeing that there's none it is an action item and we can go ahead and please cast our votes okay and 10.2 passes 5-0 we move on to 10.3 presentation regarding california's employees retirement benefit trust serp and we'll go ahead and turn it over to miss latasha jamal yes thank you for president it is my pleasure to introduce gene and karen representative calpers pre-funding program will present on the trust for our opeb retirement plan jane are you there if you can unmute please hi uh karen lukenville will be presenting okay i do not see karen there we go i see karen now thank you hello good evening everyone uh are you able to hear me i just got connected and um to panelists yes karen we could hear you all right uh again good evening to the board members to president arul janis superintendent ortega to miss jamal thank you for this opportunity so i am karen looking bill i am joined by gene mcdonald we are from calpers what you would like to do is provide you a short overview of a prudent option for the school district so that you can better manage the increasing cost of providing retiree health care benefits allow me to just take a couple of seconds to share my screen all right uh the benefit that you offer your employees when they retire and you pay either a portion or a subsidy of the retiree healthcare or it could be long-term care dental vision is called opeb ope other post-employment benefits and in order to comply with the governmental accounting standards it needs to be measured every two years for the school district so i wanted to begin by talking about what is the cost of these liabilities to the school district so as of june 30 2020 and out of a total of 933 participants the district's total open liability is about 17.9 billion dollars now you need to comply and this needs to be reported under what we call governmental accounting standards board number 75 it needs to appear on the balance sheet of your financial statement therefore to comply with that you book the entire liability which is that amount 17.9 million on the balance sheet of the school district's financial statement you have an option here again it is optional it is voluntary but we have seen a lot of success if you decide to instead of doing exactly what you're currently doing now but to look at the alternative which is pre-funding so what is free funding pre-funding is a change of behavior or what you're currently doing now and a lot of agencies are also doing it is when you receive a bill to pay for these retiree healthcare premiums you pay it from your general fund but what pre-funding is is you add an additional investment vehicle for the district where this additional investment vehicle earns more and when it continues to earn more it helps you save for these expensive benefits in the future now of course these are promises that you'd like to keep so any help that you can provide yourselves or your future selves i would really hope that you would welcome and evaluate so what are the three main benefits to any agency that would like to pre-fund opeb or retiree healthcare so first is it does save money over the long term because it will most likely outperform where you are currently putting your dollars now if you're already starting to save money to pay for this and it resides maybe in a leave account or in the county polar county treasury it does not give you that significant investment earning potential as compared to putting the money here now another important impact of this is something that the school district will feel immediately maybe in the next round of your uh valuation report or your financial reporting is that once you start contributing to the trust the way your actuary which is the entity that you hire to measure these liabilities they will factor in that you are changing behavior you are pre-funding therefore they will make a recommendation to increase the discount rate use the expected return where you are investing the dollars and i will show you a slide after this to show you the potential impact of the reduction of that 17.9 million dollars liabilities and finally another great benefit to any agency that is pre-funding is it does demonstrate prudent financial management you will surely see that there's a difference in your financial reporting outcomes also if the school district issues bonds we have heard from bond rating agencies that you know a lack of a plan or a pre-funding plan could potentially impact your fees or your borrowing costs so it is truly hopefully worthwhile for you to start considering pre-funding so i wanted to provide you a hypothetical scenario for the district so the middle column that we're seeing here is your current situation you are what you consider a pay as you go employer you are using a 2.66 discount rate because what your actuary is saying grant thornton is saying you keep your money in your general fund most likely this is the long-term return but if you want to pre-fund we could potentially provide you a different discount rate so these are hypothetical scenarios the actual data is something that your actuary will be able to calculate but even with this hypothetical or estimated scenarios just look at the potential reduction of your liability so from almost 18 million it could potentially lower to around 10 11 million and you might ask why it's because for every one percent increase of the discount rate the rule of thumb they say is about a 10 to 12 percent decrease in the liability so from 2.66 you do you did but you could potentially jump like a four percent uh increase in the discount rate another scenario here is should you decide to start putting money in this trust and let's just make an assumption that you sent a one million dollars into the serp pre-funding trust and in one year's time it gave you a six percent investment return then at the end of that fiscal year for example 6 30 21 you would have 1 million 60 000 of opec assets to your name and that assets because it is an in an irrevocable trust specific for opeb you are actually able to offset the reported liabilities so instead of reporting 10.7 million dollars of liabilities on your financial statements you actually reduce it some more because you have assets in the trust so you could be potentially be reporting a net open liability on the balance sheet of less than 10 million dollars and your funding level has improved if you are not prefunding because again there is no law that uh mandates you to do this you will always be zero percent funded when it comes to opeb so what are the advantages of the serp program we would love for you to consider participating in the calpers serp trust we believe we offer these five distinct advantages that other providers are not able to share with you or render the service one is is that we are calpers so we have been investing for the last plus years and you do benefit from the economies of scale also you we offer the lowest participation fee rate so we are a public agency just like you no one has a commission we cannot retain a profit therefore we only will charge fees based on what we need to operate the program and uh no other competitor again can compete with the very low fees that we provide we are calpers so we are the employee account is almost 3 000 but please rest assured that for this specific program we are a lean team of 13.

that would be an unrestricted capital item and that's how that would be paid for and and we would start that right away so that we could start in the fall with a few of these pieces in place and then the others would be a work in progress at the same time so we would have outside help from high tech helping us configure and get everything up and running and then of course there's always knowledge transfer with them and then they'd be there to help support us over this time so that's that's all we had to present to you but we welcome any questions that you may have about any of these pieces the dollar amount mr costano's uh outlay of 5 12 annually and some other dollars will remain constant for the five years for the five years yes dr santa cruz can i ask a question go ahead so mr castellano i think this is important but it also is a lot of money especially in unrestricted capital and so i'm just trying to understand um you feel that i guess i i want to know you know how do you think this impacts students are teaching and learning and for that much money you feel like this is necessary to positively impact you know our teacher that's the the gist of our schools is to teach and learn and provide what we need to for students so yeah right no great yeah great question no i i i understand your question um i've said this before there's nothing that's 100 protect us uh but if if we did have to shut down the entire districts because rents we had some kind of ransomware in our system then that would render every school shut down so there would be no technology use so it's hard to put a number on that quite honestly until it would happen but that's why the cost we feel is necessary we've looked at it so many different ways we've looked at different solutions we've looked at different companies and this we feel is the best integrated solution with with what we have in place and with moving forward but that's the biggest thing i mean weekly there's school districts that are paying ransomware because they are a huge target right now the k-12 system is a huge target because they can't afford the the chief information security officers and the high dollar software that a net an organization large organization and the private sector would be able to have so they're targets so it just happened last week to another one and they paid the ransom so it's hard to put a dollar amount but it would bring us down district wide you know in every department so you can think about the impact that that would have on the day-to-day operations it could be catastrophic so the follow-up to that do we i know you've shared this before but there's going to be a lot of people who didn't see this the previous presentation can you give some examples of the school district how long were they shut down how much did it cost them i mean if it cost me ten thousand dollars to get rid of the ransomware i'm only shut down for two hours this is a pretty big insurance policy and i know those are i purposely pick numbers that are low so you just highlight that for purposes of people who may not have seen previous presentations yeah i mean i've read everything from a few hundred thousand two into the low millions um that have been paid by school districts that award definitely stays up on this as well so please feel free to chime in but it's been across the board um i saw something just in the last few days from the baltimore county school district which ironically the city of baltimore was hit with a major outage not too long ago but they're estimating their cost approaching eight million dollars and they were out of commission for i believe several weeks and they did not pay the ransom but the impact of the outage of recovery and now they're going back and adding products like this to prevent it from happening again is is significant and the uh the bad guys out there quote-unquote they're getting more determined and more sophisticated so to kind of add something another layer to this we've really been pushing our basic technologies that we have in microsoft and in our existing products forward steadily and we've gone just about as far as we can we have a few projects still left on the books that should complete through the rest of this calendar year but we're going to get a point where there's just nothing else we can do with what we have so this will give us another set of tools where we can apply additional defensive measures going forward hopefully be enough to keep us out of the keep the wolf away from the door so to speak i think the other thing to note too is you know we do have cyber security insurance and before there was never anything we really had to fill out it was a certain amount it was paid it said so much coverage to it um but but that's even changing with them we went through a i would say it was a pretty extensive application this year it was eight or ten pages of questions yeah we wanted to know what our security and defensive postures are in our our uh do we have this policy in place do we have this you know etc etc um with the idea that they're going to have our list of requirements in the very near future that they won't pay uh claim unless there's uh unless you've you know crossed all the t's and dotted all of the eyes yeah yeah that was a that was and it wasn't just us you know ward was talking to the business department to multiple departments because it is that widespread so we felt pretty good about that when we were done uh we just have a couple holes that we feel that this many of these pieces will fit that need as well so i think we're far ahead of others of where we're at so i'm really proud of that yeah we're proud of that but that's not to disparage any of our neighbors it's rough out there right mr costano you mentioned that the purchase of these products all of them will protect us for a period of time it's kind of a moving towards something but at some point we will need to have these pieces in place along with the insurance you just talked about and the assistance of a third party vendor did i hear you correctly some point it's a possibility at some point because the couple other pieces that we were looking at adding there's we just don't have people that could keep up with the amount of data and you guys can jump in that that it's actually collecting right so if there is something that's an intrusion on our network we don't have those people that sit there these these socks that they call them the security operations centers um that's what they're set up to do they have 24-hour coverage so those alarms are looked at right away and right on the spot right so you know a lot a lot can happen between midnight and 6 a.m before we get in um and so that's that's another layer and i think we'll we'll have to look at that down the road um when it's time it might be possible i mean we may need to really look at a couple of these other pieces that we aren't implementing that we realize and feel like that that's needed but we we you know do we do we try to hire another person we can't hire a 24 7 person right and so that's where those become a little more affordable potentially than hiring within to help monitor those yeah go ahead scott just to give you an example um like we have millions and millions and millions of packets of data that traverse our network every second when we're full in class students are online the amount of data that we push is just astronomical to watch and report every single one of those it's time consuming um you know or these pieces will help there is a another tool that we actually didn't include in this presentation but it's free from cisco but it kind of ties all the pieces together it's called securex that will give us a dashboard so to speak and allow us to react quicker and faster but yeah just there's so much data that happens in our district it's it's pretty amazing the compromising of of a system like ours and those of you who are tech savvy will know this better than i but i think it's important to say that it will compromise everything from instruction to confidential information to the finances and the inventory and all personnel records that we have in the system just to name a few and are you confident and comfortable with the level of security you're proposing relative to our cyber system with what you're presenting this evening all right didn't mean to push you on the spot that's a good question this is a moving target so this will definitely give us you know some missing pieces and some layers that we need to add uh it depends in order to answer that question you have to know who's after you i mean that some of these government-based uh organizations like they refer to them as state-sponsored um if if they decide they're gonna come after gilbert schools they're gonna find a way in so we're we're assuming that we're not that high on someone's radar that you know a branch of a foreign government is going to target us specifically we just don't think we're probably quite that valuable we're much more worried about the the criminal organizations that are basically looking to make money via a ransom or extortion type of demand and i think that this stuff will these products will put us well you know up in our defenses so that hopefully we're just a much more difficult target than we're worth and they'll go down the street or to the next state and find somebody who's easier to break into they do tend to be very opportunist opportunistic so that if they're not coming you know through the door as easily as they want to they'll they'll go to it's like a burglar trying to break into a house if you know if the front door is open they're going to walk into that one if if the front door is locked but the screen door is open then you know they're going to go into that one so we're trying to lock and secure every avenue that we can to keep them out and keep us safe and i only mentioned that not to put you on the spot but to at least illuminate the thought process as it relates to our community and watch those who are watching that we're attempting to be as proactive as we know how to be in order to protect our systems so one other thought you asked about third party you know monitoring etc with or without that we will continue to engage in consultants and not you know third parties to evaluate what we have to see if there's anything we're doing that we should be doing better anything that we're missing you know we'll continue to evaluate this as we go forward thank you board members any additional questions miss eugetti ms humphries dr santa cruz i i would like to um comment i do believe that having technology available for our students is an important part of a 21st century education and i do appreciate um what our technology department is doing i think it's important to be safe and secure and i understand that that means that money isn't going directly to the classroom but it is supporting our students and their learning so thank you thank you mrs humphries other comments questions board members looks like we're okay with the information as presented so thank you mr cossolanos for the cyber security update thank you appreciate it thank you yeah shift the gears now yeah we'll keep her all in there you ready yeah hold on we'll do uh we'll do a personnel change there we go mr kane and and mrs betts are going to join us for this one record go ahead and introduce the topic well we've uh been searching and evaluating and looking at different systems related to camera systems for our schools and and again i appreciate the fact that the voters approved a bond to be able to fund this next venture and it's something that i think has been needed and something that you know when you uh when you're down capital dollars over the years as we've been sometimes a lot of different things take a back seat and this was one of them and so we're very happy to be able to be able to offer this up to our schools and our community as we move forward is another safety device for our students our staff and our families so mr costello yeah thank you um yeah it's great to have mr cain up here with us uh he was here with us in february as well um this has been a long process for sure but it's been a good one that's it's been interesting and i think we've all learned learned a lot from it this is just for review from last time to give you a little idea about the the process and when it was released back in september to 169 vendors i think i mentioned last time i think this was the first uh pre-bid walk that any vendor had done up to that point because of covid and it was a a packed house so there was a lot of vendors out for this um so that was a good thing we had 16 vendors actually responded uh mr cain and mr hassey and myself uh each evaluated those and six were chosen for the on-site demonstration we then brought in other stakeholders in the district so we had an sro a principal business services was involved and so was mr dutch over from operations out of that in the feedback from that group there were final two vendors were invited back for a final round and then a best and final uh was presented at that uh just recently uh i want to thank barbie wells who's not here tonight this was their first big project and she was uh wonderful with helping us through that process and guiding us so i want to give a little shout out to her um so the uh tonight what you will be looking to approve is the security camera project to benson systems uh for a total cost of ownership of 5.1 million uh i want mrs betts to address these next two slides and i'll let her do that chicken so um the one of the things that was a concern for me is since we actually had the walk of three prototypical schools it was difficult to determine how much it was going to cost district-wide so based upon that i felt that it was important we had some information that would indicate how much it could be depending uh based upon these three prototypical schools so during the the best and final we asked each of the two finalists to give us a quantification of what it would cost if every single elementary school was exactly like the prototypical elementary each junior high school was exactly like the junior high and each high school was exactly like the high school and then just based upon their experience we asked as well you've done implementations at large organizations please give us an estimate of what you think it would cost at our district office venues and then finally to give us an idea of what the security operations center would cost because that arguably would be the first thing we would need to do as that will be the center point of the surveillance system in gilbert public schools so based upon that uh you can see the it's um it said 5.1 it's probably closer to 5.2 million dollars is the total cost of ownership and and i uh that gave me some comfort that we had some guard rails or costs associated with what it could be at each individual school the other thing that was important is we needed to understand the types of cameras that were um that were offered up and the cost of each of those individual cameras so as elementary one which is the prototype is completed and then we go to elementary two that's a little bit different are they gonna add cameras or are they going to subtract cameras and under those circumstances we'd have an idea on how how to monitor costs so it seemed like that was a an appropriate strategy to make sure that we had an idea of what it would cost also regarding each individual school we have choices so maybe we don't implement all of the cameras that's recommended at that site at any one time but we implement the high priority areas just in consideration for the cost so all of those things came into play when we were finalizing the the best and final and then finally this next slide i wanted to remind everyone that the security camera system and other security components was very much a part of the 2019 election that was successful and you can see that for the 21 and 22 school year we have received those proceeds and we have that 5.2 million dollars which will be able to fund this project over the next probably two to four years i would think as we implement each school and get the security operations center up and running that's all i have so if approved tonight um we would obviously start with a kickoff meeting with with the players that you see there and have that initial a kickoff meeting with them uh then the implementation planning would start uh really uh with tech services and of course with mr kane being involved um you know we have to start the infrastructure for this piece as far as you know where all that video will be recorded to and so that's that's the first piece that uh we need to get established in place and then the security operations center as well uh which is is also a tech services uh now with mr kane and his team so that would be the first pieces of planning that would take place we really figure out some hard time lines then on that piece and then once that is set then we really have to talk about the site planning piece um it's it's our recommendation from from technology services that we still do start with an elementary junior high near high school it's going to be a little bit easier to start with a smaller school in our opinion to work out some of the bugs of the system if we start with hundreds of cameras that's obviously going to be a little bit harder from our standpoint um which school that is that will need to be a discussion uh i think amongst amongst mr kane and muk's cabinet if we have a problem site that we think we need to address first then that's probably where we need to start once we we finished those three then we would proceed with the rest of the high schools first not any particular order at this point we'd have to discuss that and then move down from there we do have a dedicated person on mr haase's team that we will dedicate to this and they will definitely become the main point of contact with benson uh and as as well we would have someone from their side that would be dedicated to gps so um evan's one of our our younger network persons and he's really coming on strong i think he's going to be good for this and really take it on so we're not adding staff for this at this point so questions from the board and so before we go any further i wanted to make sure that i introduced mr eric benson from benson systems he actually is here tonight and so mr benson if you could just stand up and let them know who you for the last are years excited to get going like i said this has been a long process and we're very excited like i'm told that we have probably 40 employees thank you mr pinson that wasn't why we are recommending them though just to be clear they presented the best proposal i just wanted to make sure that you knew that anything else board members um doctor santa cruz i do have a question go ahead ms humphries um i want to i want to understand what the refresh cycle on the security cameras would be they'll take us two to four years to put them in when would we need to look at this again as a refresh okay so we've asked this question um to the vendors um the camera life can range greatly especially depending on whether they're indoors or outdoors but we've got feedback that cameras have lasted you know 15 20 years with no problems [Music] but we're probably looking at a 10-year refresh cycle on these part of the agreement with benson systems is a service maintenance agreement um and particularly for the outside cameras this they will clean the domes inspect the cameras that kind of thing that'll go a long way in in maintaining the longevity of these cameras thank you anyone anyone else all right dr courtney thing to add no i just want to thank uh tech services business services for all the work that they've done putting to both of these areas uh you know to kind of go back to some thoughts earlier it's it's some of those uh important systems that we need in place that nobody really knows about or understands greatly but at the end of the day it it provides a layer of protection that is needed for our students and staff in the long run so thank you guys thank you for having us mr kane we appreciate your participation and input as well thank you okay we'll switch gears to our next presentation which is five or six point zero three esther three dr mccord any introductory remarks actually this is six point zero two our budget yeah budget yes sir that's all right uh proposed uh fiscal year 2022 budget it's that time of year uh where everyone in our finance department is running around pulling their hair out making sure that the year is closed out and the next year can begin and so tonight we have our proposed budget presentation for you those bets so good evening governing board members dr mccord jackie and i will sort of tag team this and both be available to answer any questions most of this will not be a surprise at all to you it basically is based upon the preliminary budget that we presented to you about a month ago the only disappointing thing and we wanted to make sure it was clear that we are offering a proposed budget without having a state budget approved at this time so the legislature has not completed their work we did have some recommendations from peers indicating make the assumption that the house bill that was presented for the budget is the one related to school finance so all of the parameters that were proposed in that house bill are put into this presentation so just so that we're clear so i don't have my clicker misspets if i may ask you so why would we just to let people know why would we approve a budget before the state approves their budget so that we know what we have so the first of us were statutorily required to adopt the budget no later than july 15th regardless of what happens in the legislature generally speaking the the history over the last five to six years has been that the governor has proposed the the most stringent or lowest budget capacity budget and so this budget is just a little bit more than what the governor has proposed and with all of our work expected this summer we do anticipate that we will be able to have more flexibility to handle any event that comes out of the legislature and we will revise the budget as soon as it's done as soon as the state is completed so that we know immediately what our our available resources will be for next year thanks so we'll introduce the subject the propose the m o budget maintenance operations that's really our general fund the unrestricted capital budget go through quickly other fund budgets and then talk about the proposed budget risks and opportunities which to your point mrs wood is the fact that we don't have a state budget approved and then i wanted to share with you the estimated tax rates at this point in time so alignment to the strategic operating plan as well as the override commitments so again the proposed budget includes cost increases that are fully aligned to our strategic operating plan and are fully consistent with the override commitments made in november of 2019.
