motioned by mr nunes a second by mr oliver is there any discussion on that motion hearing none all in favor aye aye opposed all right so that motion carries unanimously and if i set any of those dates wrong ms genther just take him from the minutes that was trying or the agenda those are the dates all right so next on our agenda is the superintendent's updates right thank you i have a couple of things to update you on uh we had the sports camp has started and um mr kylie was saying we've had about double the registrations this year so it's been already busy i think people just want their kids kiddos to get busy and do something so that's good credit recovery is also running um with esy soon to start after the fourth also i wanted to mention other than cost the food boxes to remind people july nine three to five to come by and pick up their food boxes and we also have had been awarded two grants um tracy aloe vera wrote both of these grants for us and one you've probably heard us talk about all you've heard from dusty was the um summer acceleration academies grant which will be um it was really a lot of money it's 91 thousand dollars and what dussy wants to see happen is towards the end of the summer in august to run math and literacy camps um really pinpoint some kids target kids that uh really need the help closing some of those gaps and we have been able to appoint two kind of coordinators what we call and um we'll plan and supervise and oversee that uh camp those camps so ninety one thousand dollars so that's in the works um the other grant was for eleven thousand dollars and that's an accelerating math grant and basically what that will do is help us pay for um the math supplemental program that we already use so that was good and some of this has some pd in it as well so we'll take everything we can get at this point but so those were really really very helpful for us and the other thing i just wanted to alert you to also too with with the various grants with essa money coming we've always we've been in conversation about how best to support students you know we could use for all the funds for to cut for the impact of covid what what's the impact of covert and how can we help kids um move forward over the summer as well as starting next year so we have chosen i think we let you know the social worker position we added this year for next year etcetera so we've added a few things that we can pay for with the grant knowing it will be like a three year or so so we know at least we have some long longevity for it but also we decided um with mr galashaw's suggestion and miss oliveira as well we've been for a long time wanting to really find a way to embed our its our digital computer of the technology standards within all of our curricular areas and this year you saw the impact of what we needed with technology so what we're what we're planning on doing is we've talked to our its teachers and it's going to be a one year movement a reassignment if you will of one of those teachers to oversee this curricular development embedding the technology standards into the career across all of the schools to get everybody kind of on the same playing field so our plan is to use one of our its teachers as i said just a movement for the year then we're hoping that one of our this will all be a one year thing hoping one of our classroom teachers will want to take that its spot in that school in the school that that person is is letting go we wanted to do it this way because to try to get a long-term sub for the year out of the blue that knows what's happening within our technology and our its system is kind of impossible but we felt it would be better to let's say it's a classroom teacher that says i want to do the its i've been working with computers i've been working with that technology for the year i'm going to take that one year position and then we would have a long term sub for the classroom position so that's kind of what we're going so we'll have any questions anybody has dr griffin do you have a sense of where that person would come from which school you're thinking of the first position first position so then well it would be and then necessarily this other long-term sub would be we actually have one person that asked i i don't want to say it up i'm not sure that person's been notified yet or the other so i will let you keep it okay but yeah okay yeah just um again i don't want to let the cat out if the person hasn't been notified no no no but um we did put it out to them and and one person came forward so okay um and then as i said we're posting now for someone only in-house right right that would then take that person's position i'll just use a name for now let's say jen thomas at the high school was the person that's going to do that okay then throughout the district only in-house we didn't post it out would take that one-year position working alongside the its like they do now and then post for a long term sub right thanks but as soon as i know if the person has been notified i'll let you know questions mr oliver so at the end of the day dr gifford what is the i understand embedding the technology which i'm 100 on board with i think that's a great great opportunity um what's the outcome as far as will it be on paper what are we looking at like what do you envision at the end of the day yeah that's a great question well what i would envision would be um you know how we use our rubicon atlas uh management system right now the curriculum management system to be able to have those standards within those units of study if you will and the resources more in depth i mean i guess a deeper study of the technology standards being embedded into the curriculum areas and this year was a wonderful first step in that direction but it's just something we've been trying to get at even with the its teachers that we've had with trying to help have mr gallacher kind of oversee that work and it's just a lot of work for um the group as they're also trying to guide and lead professional development and work in the classrooms so we thought with the um advantage of having the funds come up it's a great time to be able to support that work and we certainly see that it was an impact of covid so okay that's what we're thinking so do you think this person would then they'd be doing less of in the classroom with the kids but they'd still probably continue to do the curriculum but also the pd absolutely because doing that curriculum really does require to continue to do that yep okay and i would see the person even let's say they embedded some in an elementary unit of study if you will because we also have the cia teams working the l threes right they kind of come together to be able to go into the classroom and kind of role model that so okay that's what we say so just a additional question dr gifford so the teacher that comes in as that one-year sub you know who will then replace that teacher in the classroom you will have another sub that will then that would be a long-term substitution post and we would put that out obviously yeah okay all right sometimes a long-term sub um we've been fortunate where we've had folks come in for whether a medical leave maternity leave what it might be um and they've worked out so well that they end up stepping right into a position right oftentimes i gave you everything okay that's what i had tonight all right so next for me is the report of the chair um just a couple things i want to ask you all remind you of one in normal times i was asking dr gifford beforehand we've had a working session to talk about the agenda and sort of scope out the year would you guys like to do that sometime maybe around august september try to do that again i thought i thought that was working sessions were useful i don't think we did it last year we were all trying to keep our our nose above the water so i think that would be useful if we can maybe try to schedule at the beginning of the year okay um the other one um i had asked um kate to go through because i said she asked me what's on the agenda like i feel like i'm missing something um and the we had said we were gonna take off the parking fees issue but i think does it make sense for us to wait until the fall on that or do you want to try to take that up before the school year starts i mean there's some advantages both ways like one if we do it in the fall we can talk to the kids if we do it in the summer there's some possibility to make some changes well can i ask that yeah i guess let me let me everyone's got their hands up so let's wait our turn so mr nunes go ahead it's a double-edged sword i think if we talk about it now type of deal you're right we don't have the students input that type of deal if we wait till the fall we get the student input et cetera et cetera and we all of a sudden decide well instead of this fee it's you've already got the parking fees the cat's out of the bag we can't do it but if you go back and you do it in we do we talk about it in september or october these students have already paid for their parking passes yes now what are we going to do cut 300 checks back to students mr kylie well i think any time before the budget process would be a good time to do it i'm not sure that change mid-cycle for this upcoming year is a smart thing to do um that it will likely have an impact if we were to reduce parking fees it'll likely have an impact on our operating budget um which i didn't plan for so you know i i really think ideally you'd be thinking about any reduction a year out um that would be my recommendation that's the safest thing to do we really you know if we get away with no more snow um maybe it wouldn't be a bad thing and maybe we could do it mid-year but that's it is a little more risky to do it that way miss wade let me just say that you know as far as the student view i think we've had the student view pretty clearly articulated to us i mean i certainly would like to hear you know again it's always great to hear more but i you know we had a representative of the senior class giving us a pretty clear you know idea of what you know where they were coming from and i know that he informed the committee so i i feel pretty comfortable having a sense of what the you know where the students were coming from i guess i guess i would disagree with that i think the students have had a conversation amongst themselves about the parking fee they haven't had a where we've talked about what the fees are used for how it works what impact that would have on the budget what impact that would have and there may also be difference of opinion among the students and so i would like for them to have the opportunity to do more of perhaps a public comment if it were open so i'm somewhat well he is the was the class president i'm not saying that i hasn't been elected i am reluctant to rely on just sort of one person as as representing the views of the student body so i think my inclination would be to wait do we think mr oliver i would agree that we should probably wait um one of the things i was going to ask mr kylie was i'm not sure one of the things that i'd like to consider when we're having the discussion is data looking at data i don't know if you if you have that data already as far as you know any other business uh directors or assistant superintendents on the off the massimo list serve as far as parking fees but i'd be interested to see what other districts are doing as well as prices of what other districts are charging for their high school students yeah i mean you know i think that we've looked at this several times i brought forward a recommendation to the school committee quite a few years ago now to reduce it from 100 a year to 60 a year um and you know we made that was approved by the school committee um i have looked at it since then um several times and you know i don't i don't have current data you know it's probably a few years old on other districts and what they've been doing but i can certainly seek that out that's that's not a problem and part of the reason why i asked is because i did say mr colley can you have that data for us so this is the question of when mr kiley needs to be prepared for that so um maybe then we'll wait until the fall on that one okay um the only other thing that i had to add is i just want to report back out to the full committee that the diversity committee met like it was last week we had two presentations one was from kempton campbell who is a dhs graduate now at uconn he did a semester-long internship where he looked at some of the issues around native mascots and he had some really interesting information in his presentation he had gone to southworth and pulled all of the old yearbooks to look for when the native mascot was introduced how that was presented and then we also had a presentation from dr laurel davis delano who researches issues around native american mascots and has published some scholarly journal articles about helping educators make decisions on these issues that video or that meeting is available on the dhs youtube channel i highly recommend that the committee you know take a look at it this committee because as i noted to the diversity committee they'll make a recommendation but that recommendation will come to us so i thought that was informative and so i'd like to share that with you but also to the general public that that information is available and i'm going to work um kempton shared his the pictures in the slideshow and we'll maybe figure out a way to make that available not just to the committee but to the public so so they can see those pictures because i thought he did a nice job the committee is meeting again on the 13th and we'll continue to sort of talk about what our plans are on that but i just wanted to keep you all in the loop on that any questions thank you thank you all right so i have one other thing before i hear if you guys have any things miss gentler has there been any public comment there has not thank you all right so does anyone from the committee have anything they would like to add mr oliver i would just ask that maybe at the next meeting we uh just type unless we want to do it tonight around open the what the plan is for reopening meetings and you not just school committee but i'm just curious because i know the select board's still on zoom yeah and i'd like to have that just put that on the agenda so that people know that we're going to talk about it before we have so i agree i think we should we should post it on the agenda before we have that discussion that's fine but if we we will make sure to put that on the next agenda to have the discussion about that perfect i feel pretty strongly i'd like to open it back up but i also think it's been really nice to stream um i'm sure you've all run into people say oh i watch all the meetings i'm like really you do right i think it's made it accessible to have it available on demand wherever on youtube so i think that's been great but that doesn't mean we can't allow people to come here other things to add mr news yes when i had a brief discussion at the middle school graduation which by the way was really nice nice job over two nights it was perfect uh any luck with the voke minutes i have not gotten to that and in fact um i need to i have a i have a list of things now that i need to do i have not been able it's been crazy at work to contact them but i will do that um dr marlin i know is retiring from dc tv and we should say a big you know congratulations to her um i assume hopefully we just reappointed her so that she's gonna stay in that role but i will follow up on that i'm sorry mr nunes it's okay no problem no i'm not just you know yes somewhere down the line yeah and i think it is nice that you know once in a while i do happen to catch him on channel nine and then you can't hear a whole heck of a lot i'll be honest with you so audio was not that good but and i and i think we've also talked about having our representatives come give reports so that might be something that we do in the fall invite them to give a report mr oliver so i actually had the opportunity i had a sit down with mr watson i took him up on his invitation i went over to vogue and i i met with him and one of that's one of the things that i brought up that i i want to see more communication from new veteran voc as well as our representatives with the dartmouth school committee um so i asked you know if if he would be willing to come out um once he's uh the superintendent officially as of july 1st to come out to one of our school committee meetings with our reps uh with our the diamond school uh the town of dartmouth vogue tech school committee members um and you know do a little presentation but he is um he's all far increasing communication and i did bring up uh i'm i did bring up the minutes as well um that uh thank you and i will follow up on that i think because the more he hears that from from all of us the better um but yeah maybe that would be good i will follow up then after your meeting thank you for that mr oliver and ask about the minutes and then follow up and share with him our meeting dates for the fall and um that now that we've scheduled about and see when he he might be available uh to join us other additions comments all right so hearing none i mean our next meeting is uh we decided monday july 26th with that i will entertain a motion to adjourn so moved second so i have a motion by mr nunes a second by miss wade so any further discussion all in favor hi hi oppose that motion carries unanimously have a good evening everyone [Music] ladies

mike mr hoffman would you please lead us in the pledge of allegiance or may rise for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice thank you mr hoffman seated item two we have patrons comments we do not have anybody registered to comment tonight is that correct no comments we move to item three the consent agenda dr terrell so for your consideration this evening for your consideration this evening we have the minutes from the executive session may 24th and also the minutes from our regular board meeting on may 24th and also the appointments by the board and accompanying bond amounts that you'll see listed the personnel agenda and then the voucher registered checks as listed thank you dr terrell we have a motion to prove to approve the consent agenda as presented second moved by mr hoffman and second by mr angel any questions or comments for dr terrell dr trail i did have one question it's not in front of me right now when i was looking at the agenda i was going to ask um there are a few new central office can you give us a little bit of a i don't think we know what that position may be i think there's a elementary curriculum secondary curriculum yes i'll ask uh mr hardiman if he can talk to that at some of the new support positions that we have in place for this coming school year yes mr hartman like i i just saw when we were looking through the agenda and thought we'd you know ask for a little bit of information on what those positions may be yeah thank you we have added some instructional support personnel in the curriculum instruction office we added four instructional specialists two at the elementary one math and one language arts whose focus will be on instruction and curriculum working with teachers developing of a curriculum selecting materials we also added uh the same at the secondary level so we have a math and language arts to to focus on on those concepts there also we also added a third blended learning specialist if you're familiar jeremy walker and susan valentine have been the blended uh instructional specialist for a number of years now and that's a it's been an overwhelming position so we've added a third one uh in that in that area and really it's about focus um if you you're trying to do a lot in curriculum and instruction and without the focus of of someone really targeting uh these areas you really don't get the maximum growth and impact that we want to have in the classroom and with our students and our teachers so that's the the rationale behind the edition um we've been uh very fortunate with uh um you know katie and uh dr terrell and your support to be able to have the money and and identify these positions uh to help support the curriculum instruction of our students thank you as part of the reason that i wanted to ask is that i was excited to see it and i'm sure the rest of the board members would agree it's something that we've discussed and it's been overwhelming to i believe for some of our uh directors to try to get everybody on the same page it was just it was it was exciting to see and glad we were able to move forward that way so it was actually the next step with our reorganization that we did here with at the cabinet level trying to get intentionally more supports to our schools to our administrators to our teachers and this is that follow-up piece of this to really evaluate what was needed and what we could do to provide that additional level layer of support if you will thank you we'd also be remiss if a part of that is the resignation of katie dowling our cfo so we'd like to uh congratulate katie and thank her for her time served here at crowdpoint as she moves on to things with another school corporation but as uh we're all aware of we uh we're able to do a 203 million dollar project with no tax increase and katie was a big part of that so we'd like to wish her a while in her next endeavor and thank her for her time here at ground point thank you anybody else questions or comments on the consent agenda if not all those in favor signify by saying aye aye opposed emotion carries five zero now we get to move to action items 4.01 is the wearing of masks dr terrell so our first action item for you this evening and we hope to have a very open conversation with board members and cabinet members here this evening but it is my recommendation that when it comes to the wearing of mask that we make those optional for all crown point community school corporation buildings and at all crown point community school corporation functions immediately through the month of july the only excess exception to this will be on our buses and that is per federal guidelines one of the questions that i think will probably come out of this recommendation is why are we looking at it only for the month of july let me state that our intention is that as we go into the school year that mass will be optional in all buildings and all facilities there are a couple of things though that we're still waiting on clarifying information to come to us and that is in regards to the requirement for mask on transportation on public buses and because we are a public school system our buses are considered public transportation and we think that there may be information coming to us in the middle of july from the federal guidelines that could change or maybe make some adjustments to that so we're going to wait on that piece of it and we will have that for you at the july meeting the other part of that is the close contact tracing we're still expecting to hear some more guidance on that actually there's a call scheduled with the superintendents here in lake county tomorrow actually where we'll be discussing that further and looking at what that is right now it appears that that has been included in the governor's turn over of that policy making or procedure making step to the board and if that's the case we'll we'll move forward with that i think it's really important to note that we had almost 4 000 people impacted by close contact tracing and we have absolutely none or no cases that have transmission within our buildings that we can trace back definitely and say this is from being a close contact within our buildings so when we look at that we we take that very seriously and that's going to be something that we'll take into a consideration when we make that recommendation in july for what the school year looks like so again highlights right now moving forward as of immediately we'll go with the mask or optional in our buildings on our transportation they have to be worn simply because of the federal guidelines still and then our intention will be in july to bring back the recommendation regarding close contact tracing and also if there's any changes that we can bring to you regarding the requirement for mask on buses as well all right thank you dr terry you've heard the recommendation i'll read it to prove that the wearing a mask is optional in all cpcsc buildings and at the crown point city school corporation functions immediately through the month of july the only exception to this will be on the crown point city school corporation's buses for the federal guidelines do we have a motion to approve is that an action item it is an action second third i think it was i believe it was moved by mr angel on second by mr we had a fifth out in the audience mr hoffman um do you have any questions or comments or discussion regarding this topic for dr terrell or the cabinet administrators at this time just yes yep correct you know i think one of the other things that i failed to mention that i should have mentioned earlier as well and my explanation is we will not be asking anybody for proof or verification of vaccinations i know there's been a lot of talk about if students then you know if they've been vaccinated if they haven't should they be separated what's going on with that we're leaving that whole vaccination conversation up to families to have parents to have with their kids if they want to move in that direction same with our teachers we will not be pressing that issue at all trying to find out who is or who is not vaccinated we're leaving that up to personal decisions and family decisions do you have any other do you have any other questions or comments see them now let's uh vote to approve this recommendation all those in favor signify by saying aye aye opposed motion carries 5-0 thank you dr terrell now 4.02 is tech textbook and resource adoption mr hartman this evening okay thank you mr harvey your recommendation to prove the textbook or resource adoption for the use beginning in 2021 2022 do we have a motion to approve so moved second moved by mr babjack a second by mr hoffman any questions or comments from mr hartman mr hartman any issue with the prior way we were approaching that or just so this uh this program is uh will lend itself to a more explicit and systematic uh differentiated uh programming uh that we think we needed to uh enhance the reading instruction of our students thank you any questions if not all those in favor signify by saying hi all right opposed motion carries 5-0 if i pause for one second i wanted to go back to mr hoffman made a comment i think it's worth noting that this um the mass were given the board responsibility to make a decision on that as well as that could did you say that the contact racing will also be part of a board action or with that i believe that's how it will end up right now that's there's kind of differing opinions but that's how it reads is that that will be a board's decision as well so i think that i just want to highlight mr hoffman saying that made perfect sense because that typically would not be something i believe that we would take vote on you would just pass along the information as an item and move forward yes okay good point all right thank you and move to 4.03 is the purchase of the k-5 learning agency license mr hartman yes thank you again uh this is a renewal we've been we've had learning a to z for a few years and our our term had had run out so this is a three year we have replaced though we did remove one aspect because we were bringing in the amplify um resource so we're not we're not doing a full-scale renewal we are renewing the raz kids which is an individual differentiated reading supplement for our students as well as the vocabulary a to z that we've had the cost of this is approximately ninety thousand dollars and there is a discount uh being in a three year term uh as far as uh with this renewal uh this person's purchase would be made from the education fund seeking your approval tonight to make that purchase since it is in excess of the amount of seventy five thousand dollars hey ms hartman you for the recommendation to prove the purchase of a three-year digital license for the k-5 resource learning a disease ras kids and vocabulary a to z for eighty nine thousand two hundred forty eight dollars and forty six cents do we have a motion to approve so a second uh moved by mr angel in second by mr hoffman the uh any questions or comments from mr harvey i want to make one comment for people to note that we're able to negotiate a 50 000 discount on that purchase so that's a substantial savings thank you mr harding for that as well any other question or comment if not all those in favor signify by saying aye aye opposed that motion carries five zero and then we're on to 4.04 purchase amp flight core knowledge language arts skills mr hartman yes thank you as you adopted the approved the adoption of the resource this item is to purchase the ckla this is for a six-year six-year term uh and the uh the total cost as you can see there's approximately 536 thousand dollars from the education fund it currently the terms are currently under review by legal uh and um asking you to approve this tonight pending uh the legal approval of the terms of the contract with amplify thank you mr hartman here's the recommendation to approve the purchase of amplified core knowledge language arts skills resource for gates grades cage or two at five hundred thirty six thousand two hundred seven dollars and 44 cents do we have a motion to approve remove to approve subject to review by legal second motion by mr hoffman and second by mr smith questions or comments on this topic from mr harmon this item not all those in favor signify by saying aye all right a post motion carries five zero we have 4.05 the nwea northwest assessment association back to mr harvard um we have been using renaissance learning star reading star math star early literacy for as long as i can i've been here in recent years the state of indiana has been approving interim assessments such as what star is and progress monitoring in the last two years a renaissance was not approved we were under contract with renaissance during that period of time so we did stay with uh with renaissance during that time renaissance learning did decrease their cost to match what you would receive from the additional funding that comes from the formative assessment grant so we we ended that contract this this year so that allowed us to look beyond that to formative assessment opportunities that the state did approve and what does that mean it means that the money that is going to be used to purchase this 100 almost 100 thousand dollars that will be reimbursed by the formative assessment grant in approximately that same amount so we would pay for it and then we would reimburse based on the on the grant nwa is a nationally known uh assessment system on we're excited about uh moving forward with nwa it's going to give us much much and maybe even more of what we had with renaissance so this evening we're seeking your approval since it is over 75 000 to uh to purchase uh the nwea uh system and this is a one year this is a one year purchase uh and again the formative assessment grant uh will offset the most of the cost of this and anticipate that as long as the state continues to fund it that way it would continue in that in that way every year seeking your approval tonight to purchase nwa thank you miss harvey for the recommendation approved the purchase of nwea for a one hundred thousand dollar one hundred thousand one hundred dollars for k-10 screening and progress monitoring and do we have motion to approve so move second moved by mr babjack in second by mr hoffman of any questions or comments on this item now we'll take vote all those in favor signify by saying i i opposed that motion carries 5-0 and 4.06 is the purchase of inspire science mcgraw-hill education mr hartman yes again thank you this is a purchase of a science program it's been about seven years since we actually did renew our science programming uh so this is inspire science published by mcgraw-hill total cost over the course of six years is 515 000.

this would be paid for from the rainy day fund and then reimbursed through textbook rental and supply fees over the course of the next four years to to recover that that cost seeking your approval tonight to to purchase this you did adopt it at the last meeting as a resource for k-5 science thank you mr hartman you heard the recommendation to prove the purchase of the k-5 resource inspired science published by mcgraw-hill education for 732.52 we have a motion to approve second moved by mr angel and second by mr hoffman questions or comments from mr hartman on this item mr hartman i see that to 515 and it adds a little thing in there that free materials at 211 dollars yes that's part of the deal agreeing with that that's correct yes they can throw that in kind of yeah okay right thank you yes any questions or comments all those in favor signify by saying aye aye opposed motion carries 5-0 we have 4.07 the textbook rental and supplies fees for the 2021 2022 school year mr hartman i think you broke a record with seven straight yeah i think so uh last meeting uh you approved a kind of a partial tbr textbook rental supply fee so that we could begin the purchase at our schools of materials so this is going to complete the tbr as you can see presented to you tonight you have the elementary school textbook rental supply fees because of the opportunities that we have to purchase outright materials we work hard to maintain a tbr at the elementary school that's under 200 as you can see here that we have if you look at the his history where actually this was a pretty good year based on a textbook rental supply fees at the middle level you can see that there was a little bit of an increase and uh overall for the textbook rental supply fees but not exorbitant and then at the high school it's very challenging to try to predict what a textbook rental and supply fee would be for a student because it's based on the courses that they take but we do scrutinize and we do monitor the costs of each course that students might be taking also you have the exceptional education we try to align that with what a student would pay at a grade level so that the special education costs and the uh the the the cost to uh to to other students would be a comparable so seeking your approval tonight for the one twenty 2021-22 textbook rental and supply fees mr hartman heard the recommendation for the administration to approve the textbook rental supply fees for 2021-22 at the elementary middle school and high school and exceptional education we have a motion to approve move to approve those fees as presented second by mr hoffman and second by mr babjack any questions or comments on tbr just a comment we always have a stock department mr hart and has recommended that we try to keep that at 200 some cases just can't quite with costs and expenses but we do keep parents and taxpayers in mind trying to keep those fees as limited as possible we'd like to thank mr hartman our financial staff and team behind the scenes trying to keep those as limited as possible when we get into that procedure of costs and associated costs enrolling for schools i'd comment also that because of the our our abilities as far as maintaining expenditures to be able to make purchases to help do that and pay it outright is really a blessing to the corporation and to our parents but that's because of planning that's because of things that have happened over the course of the last few years and so i think it's good to to know that uh because we're we budget well we're able to do some of these things that uh benefit our parents yeah we just don't throw it out there's a fee we try to make sure it's manageable and what it should be based on the cost that we absorb through state funding and budget cost question awareness absolutely thank you thank you any other questions or comments mr hartman if not all those in favor signify by saying aye aye aye opposed motion carries 5-0 thank you for all your items mr hartman then we'll move to 4.08 the new middle school bid package number one miss dolly thank you now it's my turn to go one over one after another this is the first bid package for the new taft middle school that we planned to locate within winfield essentially if you read the within the recommendation it became a need identified to split up the site work from the actual physical construction of the site in order to address supply structural steel i know has been a challenge mr kutzeros if you want to add you certainly can come up to the microphone as well if you want to add on essentially this is the first bit as part of that project we have a hearing forthcoming with the town of winfield so we're doing things sort of parallel in order to maintain that timeline that we have internally to open this school in august of 2023 so this particular part is the the site work as i as i mentioned and this includes the sorry the site work utilities the concrete and foundations as well as the structural steel so the total amount on this was three 17.331 four forty the administration would recommend approval of contracts for the new school new middle school bid package one for site work utilities to grimmer construction in the amount of 7.56 million dollars for concrete foundations to larson danielson and the amount of two point eight six three million dollars and for structural steel to scott steele services and the amount of six million nine hundred and eight thousand two hundred dollars these were all bid uh and opened in accordance with the public works purchasing law thank you miss donnie for that recommendation i i feel as if on this one i should repeat it back to the board you've heard the recommendation administration to approval of contracts for the new middle school bid package number one for site work utilities to grimmer construction the amount of seven million five hundred sixty thousand for concrete foundations to larson danielson amount of two million eight hundred sixty three thousand and for structural steel to scott steel services amount of six million nine hundred eight thousand two hundred dollars now do we have a motion to approve so is it 200 or 400 400 even right there there is a discrepancy between what's typed in the recommendation and the spreadsheet it should be 400.

thank you on the scott steel services yes six million nine nine hundred eight thousand four hundred dollars not two hundred thank you so much uh change to the 400 not the 200 as listed second moved by mr angel and second by mr babjack and then uh do we have any questions or comments for maybe ms dowling or let's say dion is here to diaz smith measures would like to thank skillman for their help in this but go ahead well can i answer any questions first off the only name i don't the name i don't recognize here is scott steel services and i'm sure you've had plenty of experience with them in the past i have they typically bid some of the larger projects but what i'll say is and that's a great example um okay two things if you look at the bid tab if you look at the number two structural steel contractor the difference between scott steel and the number two is 20 approximately 25 000 which is just incredible on 6.9 million dollars worth of work i'll also say if you look at the site work package on seven and a half little over seven and a half million dollars worth of work the difference between the one and two was ten thousand dollars so that's just a great understanding of the documents and the scope of work required um scott steele we actually worked with them when we did the crown point library when steel's being fabricated it's not uncommon for a structural steel contractor especially in these times to try to lock in the pricing for them to start you know requesting payment sooner as long as we can verify that fabrication is taking place nice thing is as soon as i leave mr malaski's office i can go a few blocks down the road to scott steel services who's located on summit and verify that their materials are in place so they are a crown point contractor very big qualified to do the project so we're excited to have them and just knowing it without any prior knowledge they attend conflict schools so correct just happens to work out that way but to be the fact that we're using a local company with ties in the community just even adds more to the fact that we're able to do that and having conversations with their owner they did indicate that there are several iron workers that live within the community too that will be working on the project so that's exciting i will point out that um you know assuming this moves forward then we're originally going to like tomorrow we'll go ahead and issue notice to proceed in corresponding contracts we intended on originally starting the week of the 12th we adjusted the schedule by two weeks mainly because we know we have to meet with the town on july for the public hearing not knowing what some of their requests or requirements are going to be we just need to create a little cushion in there now that doesn't mean that construction is not happening behind the scenes what i mean by that is although they're not may not be equipment on the site it still gives us time to submit submittals so we could start procuring structural steel structural steel is a great example it used to take eight to twelve weeks to get now in some cases it's up to 36 weeks in this case we're anticipating approximately 20 weeks we'll see structural sites so sometime in december i just i'm sitting here talking about the structural steel and i have to remind everyone that when we built the elementary school in winfield jerry ross the steel was ordered before we knew we were going to build the school because of that timeline so very similar to the learning center back in 2014.

so we anticipate the middle to end of july having a great photo op for the turning the first shovels over of dirt and doing all that good stuff right i certainly hope so depending on how the meeting goes july 8th as long as we have some cooperation from the town that's certainly the goal we schedule that day let it dry out a little bit absolutely just i will say that the next package associated which is basically the rest of the building that will come out in the end of august and then we'll receive bids and then come to you come to the board in late september in an effort to start that portion of work in october so this is one great milestone of several to come dion do you do you see any benefit in having uh attendance of one or more board members at that meeting with the town of winfield may not hurt especially if some especially if someone happens to live in the town of winfield glad to attack we have sort of a re reset plan i don't know what we want to call it tomorrow meeting to discuss preparation for that july 8th so i imagine dr terrell will have a lot more information after tomorrow afternoon when we consult as we plan for this july 8th hearing it'll be a thursday correct yes it's a thursday where do we stand with permit fees with the town of winfield that's a great question that's part of the meeting that's part of the meeting we don't want to show our hand yet some of the there are some tbds some unknowns that kind of continue to get added to the conversation from the top thank you for the information being available to ask questions and answer questions this evening do we have any other questions before we move forward okay thank you i'll see something at the baseball fields this weekend see you there so all those in favor signify by saying aye aye opposed that motion carries 5-0 and 4.09 transportation software renewal ms dowling thank you mr president um our transportation department at the recommendation of mrs uh ms karentoth we currently use utilize synovia solutions and we use this for the time and attendance of our drivers uh gives us our ability to track buses analyze routes student ridership um so on and so forth so ms toad has recommended that we re-up if you will with synovia solutions that cost is 32.50 per unit per month currently 84 buses in our fleet generally we add about two buses per year to accommodate growth in our routes and expansion of our extracurricular activities some so that we have enough buses to for all of our students this expense is budgeted does come out of the operations fund with that the administration would recommend ratification and approval of the five-year agreement with synovia solutions for our transportation software at a per unit cost of 32.50 per month thank you miss dowling you've heard the recommendation as presented we have a motion to approve so moved second moved by mr smick at smith and second by mr babjack any questions or comments from ms dowling on this synovial solutions for transportation the only good time i'm sorry there's there's a paragraph here that talks about the challenges with their software and not uh implementing that until those issues have been resolved can you explain that so there is a an addition for global positioning with the school buses that is advanced beyond the regular routing and the and the mapping that goes with it um miss toth is not there's some bugs uh and so this isn't something we're using currently i make that notation because she wants it to be utilized when it's operating which is why she asks for a term clause if they don't work it out but it's a new feature to the software this would get into being able to automatically bill for medicaid for students with special needs that utilize transportation it's a whole new advancement and they are the only one that has it on the market right now at all but miss toth wanted to work through those things beforehand but that's why it's included in the 3250 it is okay i was just going to note the same thing that um thankful for ms stove to pay attention to those details those contractual obligations and i think it's important for all of our department heads and individuals to push on those issues to give the corporation flexibility so grateful for that any other comments if not all those in favor signify by saying aye aye aye opposed motion carries five 5-0 and uh 4.10 school-based therapy services contract milestone therapy is ms dowling thank you mr president uh school corporation has worked with milestone therapies the last several years to provide physical therapy services to our students in the district who have special needs and physical therapy service requirements as part of their ip this agreement is similar to what we have had in prior years the essential two changes our we are are we are asking for an additional number of hours per month to accommodate additional needs within our our student population here as well as a dollar fifty per hour increase for the physical therapist and or the physical therapy assistant um notation i would make generally eighty percent of the services are done by a physical therapy assistant 20 are the oversight of that physical therapist but we need approval because we have to budget it on a little worst case scenario if you will so that is why you see the maximum that would be if it was 100 percent of a physical therapist and the anticipation is based on the 80 20 that i just shared with you so this contract we believe will fulfill our requirements through the end of the 21 22 school year the administration would recommend approval of the school-based therapy services contract with milestone therapies for a physical therapist and an hourly rate of 76.50 a physical therapy assistant at an hourly rate of 66.50 not to exceed 127 hours monthly thank you mr for the recommendation to approve the school-based therapy service contract with milestone as presented by ms dowling we have a motion to approve second moved by mr hoffman and second by mr smith any questions or comments on this school-based therapy item if not all those in favor signify by saying aye hi opposed that motion carries 5-0 then we have uh 4.11 property settlement agreement ms dowling thank you mr president this is associated with the site of a new taft middle school attorney zick worked with ej farms on this essentially ej farms had already begun their prep prep fertilization etc of the 98-acre site attorney zick worked with the gentleman from ej farms to come up and identify his costs she also has someone in her attorney bag of tricks as i refer to it as to consult that that sounds like reasonable and customary fees associated with getting your land prep to farm and essentially ej farms is requesting 14 031.55 cents essentially to make themselves whole for work they did on the land before they were aware that we were going to be building if you'll recall this land was part of a non-written agreement for farming that predated i think most of us and so this is uh sort of the result of not having some of that reduced to writing this is reimbursable as part of the bond issue so we would settle this uh ej farms would have no further claim and essentially we would reimburse the rainy day fund once we sell the bonds this will be part of that initial five million dollar appropriation we did to offset when we issue bonds um so this has all been prepared and reviewed by attorney zick we would recommend approval of the waiver and release agreement with ej farms an authorized payment of a settlement fee in the amount of fourteen thousand thirty one dollars and fifty five cents uh thank you mr you've heard the recommendation to prove the waiver and release agreement with dj farms and authorizes payment of a settlement fee in the amount of fourteen thousand thirty one dollars and fifty five cents do we have a motion to approve this uh agreement moved by mr angel and second by mr hoffman about any questions or comments miss downing before we vote having a little bit of farming experience and reviewing the itemized listing of the expenses it doesn't take much to start incurring significant costs in farming thank you mr hoffman and i i i when i when i read this myself i i just thought that there's a lot going on with when we could formally approve things that take place for anyone that would question how this may you know potentially slip through the cracks and um yes it'll make one of the comments a lot of times if you if you anticipate farming this except the following year this work could have been some of this could have been done in the fall it was oh good yeah if you'll recall when we had those conversations late last year about the different sites no matter which site it was going to be both of them had significant work that was already in place from the farmer to prepare so at that time one of the things that we noted was we wanted to make sure that the farmer whichever plot we went with was not going to be out anything and we wanted to make sure that we did what we what we should do to help that relationship be positive as we move forward i wouldn't be abstaining from this vote due to potential conflict i understand all those in favor signify by saying aye aye aye opposed motion carries 4-0 and mr smith will abstain vote on this item 4.12 underwriting agreement for the 2021 bond sale ms dowling thank you mr president um as you all know we've gone through the lengthy process of petition referendum uh you've signed a zillion bond uh resolutions nothing associated with that and so now we're getting to the point where we are ready to issue bonds in response to an increase in the interest rate in the market we're also ready to wait wait it out as long as we can from a cash flow perspective to save that capitalized interest if you remember dr terrell mentioned 750 000 every 30 days we wait we defray an interest cost so this essentially is the next step uh did some research in collaboration with baker tilly uh who is our financial advan finance advisors also speaking to raymond james having a negotiated sale is to our benefit and is more common in large-scale bond issues such as this this essentially is an underwriting agreement with raymond james for them to be the underwriter for the bond sale that will happen at some point in the future i would say we're looking now fall to early 2022 depending on the market and cash flow so this has been reviewed uh by attorney zick i did speak with her today about it she didn't have concerns it's also been approved by our bond finance bond finance advisors at baker tilley as well as ice miller who handles our bond finance so the administration would recommend approval of the underwriting agreement with raymond james for underwriting services for the upcoming renovation bonds and i do have in there subject to attorney review and revision which it doesn't appear there's any at this time thank you mr for the recommendation to approve the underwriting agreement with raymond james for underwriting services for the upcoming renovation bonds subject to attorney review and revision we have motion to approve so move moved by mr hoffman have a second second uh second by mr babjack any questions or comments from miss dowling on the underwriting agreement i would just make the comment that the person working with us through raymond james has a significant contact with this school corporation as a resident of crown point and i i think that it's probably in everybody's best interest any other questions or comments if not all those in favor signify by saying aye aye opposed motion carries 5-0 thank you thank you ms dowling we go to item five discussion report items 5.01 policy revisions additions and deletions the first reading mr g and fermi uh thank you mr president in your board packets mr akiwa has provided you with the annual neola board policy updates and revisions updates include new state and federal law as well as revisions to existing board policy in addition to neola resource we utilize the policy advisor from isba and the policies presented in the summary before you are from volume 33 number two of that resource this policy information has been provided to you for mr akiwa for a first reading to prepare for further discussion any questions or concerns thank you mr g and fermi does anybody have any questions or that they'd like to ask before moving forward thank you item six information either we have superintendent discussion groups oh i'm sorry uh yeah mr angel do you have something that you really do oh just uh i know there was some late arrivals to the meeting and the open comment section has passed but i don't know if any of you individuals had anything to speak about regarding some of the agenda items tonight oh i just want to make sure because we don't want people attending and not an opportunity to speak if it's regarding something on the agenda thank you okay and mr angel thank you for bringing that to our attention thank not the first you uh no no just information there this evening then moving to uh the superintendent discussion groups um you know any information i guess you know brian cedar lake when cedar there's some development going on down around the plaza area which doesn't affect our school corporation um that's centrally where it's focused and so no there's there's nothing going on that impacts us a great deal and uh how about winfield or crown point mr hoffman nothing really happening with winfield crown point is getting ready there association board of directors indiana school boards has a program called oh thank you exemplary governance awards and this used to be what was the old name that another it's basically it's it's continuing education for school board members and you accumulate points or credits for the different conferences that you attend and crown point community school corporation was presented a an exemplary governance award we've got a nice plaque here and it lists the names of each of the current school board members on the plaque and we will continue to do our follow-up to try and maintain our status as reasonably well-informed school board members so that we can adequately represent our community thank you i'll give this back to dr terrell and he can find a location appreciate all of your display uh let's move on to chief academic officer mr heart would you like to go first this evening yeah i will thank you thank you mr warren you don't get any more time tonight okay uh back to your uh question at the beginning of the meeting when we were with personnel uh when you asked about this uh specialist positions that we've added we know that uh for crown point schools this is new so mark and sabrina and heather and i have been working to kind of bring these people into the curriculum instruction department we have a kickoff scheduled on july the 8th and uh we want this to we want to work with our specialists we have some experience in that group as well as of course new ones that are coming on and we think it's uh vitally important for uh for for them to have training so we are also exploring training as far as coaching training for our uh instructional specialists we're looking at uh opportunities for them to continue to develop their instructional strategies the content area that they that they'll be supporting teachers in because we really want to help them to be successful but it does take planning it does take additional training on their parts because they need to be a step ahead of those that they are coaching those that are they are working with within our within our classrooms so this is again it's an exciting time uh to add these uh these uh this staff to our corporation uh but at the same time we want to really help them to be successful and we begin that kick that we kick that off because their contract technically kind of begins july 1.

so july 8th we'll have them coming in and uh and initiating uh that work that they'll be doing so thank you thank you mr chairman director of elementary education mr ramirez thank you mr president and school board members i would just like to thank our teachers and building principals and staff in terms of their completion of a successful summer session one where we had students coming in and engaging in both academic as well as social kind of opportunities as we will transition back into the school year just want to thank the teachers for their ongoing dedication as you approve several curricular resources today we will have upcoming professional development to support successful implementation to make sure that we have effective teaching and learning in our classrooms and so i just thank them and thank you for your support to keep our students engaged and really working in learning environments that allow them to thrive and allow them to really grow on an individual basis director of secondary education mr gene fermi uh just one item to add um last tuesday i attended mayor duran's state of the city address event in support of two of our seniors who were being recognized or graduating seniors or being recognized that night francesca hernandez and azam atief were being recognized for their outstanding community service and received 5 500 scholarships that night and then the kids and their parents were really excited to be at that event and just want to thank mayor anne and his staff for including us and thinking of the the kids and the school corporation for that event it was a real nice event for them thank you mr g for me thank you for attending on our behalf too chief financial officer ms dowling thank you mr president um to go back just for a minute to tbr um to mr angel's comments and to mr hardman in the secondary area just for everybody's benefits very difficult to keep it under a certain number because of the birth you know there's such a wide array of offering which i know isn't very important to us for the student experience but in that k-5 keeping it under 200 there's a significant number of resources that we're paying for out of the state tuition support uh and we do that and i would say it's fair to say it's probably close to 150 more per student we're offering in resources with the things we're paying for out of the education fund but we're trying to control the cost where we can instead of just passing it along so that is something that mr hardman and i work through every year on the budget we do allocate he knows which things are coming off what's coming on and how we do it and that's what works um and that's not the case in a lot of places i would just say so it's you know direct testament to what we're trying to save for our families especially young families where we can um the other thing i would say um to dr terrell the cabinet team the board uh it has been my pleasure to serve here for the last five years and so i thank you for all your support and wish you well in the future thank you miss dally and director of communications ms allen thank you good evening my news is short but exciting the website's finished and that's that um no it finally works on your phone so if you haven't taken a look you could even look right now it's the same address as before but significantly upgraded experience i do have a short well not really that short list of people that i need to thank which includes each person within each building that is in charge of the school website so first off brian gill our director of technology it literally could not have happened without his technical expertise because there are things there that i do not know i'm into ann fajman who works in his department as well brent barber and diana bowman at the high school tracy albert at eisenhower kelly tilger at jerry ross amy chollawa and jillian alonso at winfield jennifer harrow timothy ball kevin mcbride at solon angie wells at lake street kim wasserat at macarthur brandy newell at wheeler and kathy alessia at taft they all worked on their school websites brought them up to snuff for wednesday of last week we were on time with everything got to tell you guys that's amazing so i've worked in two other corporations that have tried to go through the process of updating their website one of them it took right at two years and the other one was two years plus to get this done and if i can remind you brooke came on board october and was given this charge in sometime in november and she thought it was kind of a joke at first and it wasn't a joke she jumped in and took after it and did a great job with it so thank you brooke i have a question for miss dowling can we afford to buy our director of communications and nameplate i think that's mrs green's it's a supply and it's budgeted sir that's all he can do so we're gonna we're gonna blame it on supplies when this certain board member tries to log on on a sunday afternoon to get in i see a different picture on the corporate website we start to freak out because my technological skills are very limited so i send a text to board members saying can anybody else get in they said oh yeah it worked fine but you play around just enough and you learn that you got to load it log into board docs to get the current meeting to pull up and figure it out that's trouble when you're trying to watch the eight-hole playoff that was going on in the golf match but thank you because yes it is such a difference so thank you for all you've done brooke in your short time here and i'm sure not just because from our board perspective but from a community perspective they will be uh very happy with the end result so thank you it just occurred to me brook doesn't have a name plate because normally there's an enough room that's just over here that's why there were people mr keyon mrs gone that's why well the other part too was that we weren't gonna have it so that she had to give a report every board meeting um as one of her prerequisites to accepting the job but then it was requested on a regular basis so i said hey you know what just i have to move on with it and make it work so now i'm stuck we'll work on that yes thank you and then uh superintendent schools dr terrell so i just want to thank all of uh those in our corporation who are working through all of our summer work projects that are typical the painting the carpet cleaning mics crew is doing a great job with that throughout and that's going on at the same time that we have all of these building projects going on and mr g and fermi has really worked diligently with our principals and our building leaders our teachers to get the information back to both gibraltar and skillman to help them be where they need to be to keep us on track with our building projects and the amount of work that we're getting done during this time is just amazing it when you look at how that's all coming together so i want to thank them for their continued work as we look at all the things that are happening this summer and here within our building it seems like it's even more busy at this time than it is with other stuff just because we're trying to get all of those things in place to be ready when the school year is ready to kick off so it's amazing it's already the fourth of july weekend coming up but it's going to be even more amazing that we'll be opening school here before you know it so as a resident of winfield and with 100 nights to be closed i have to get on i-65 every day so i tell anybody out in the community that hasn't been by woodfield elementary in the last six months if you're bored or whatever the case may be to take a drive by there because you will not recognize that facility at all it is so impressive on where it is today from where it was three months ago you had six a month months ago you had a year ago and it'll be wonderful for those students and it's just a testament to everything that's done behind the scenes here in crown point when you know a need is needed to where we need to increase the size of that facility increase the facilities themselves to make it an educational process and facility that we're willing to do that to the level we're doing it so thank you to dion and his company to mike malaski and his crew for making it work because i was in that school twice during events while they were doing construction while kids were attending school and god bless everybody involved in there because it was chaos but yet we made it work so that's just a testament to everybody involved in the project and timothy ball and macarthur hang on because it's coming right that's right what item seven uh other business of the board do we have any any business uh past future current they would like to discuss i don't think so be quiet i would like to just comment on uh hopefully what's going to be a future recommendation for mask utilization in our schools um going without them looking forward to hearing what the final who has the final say in that and hopefully we'll be voting on that in a month so that was good to hear as i started thinking about um you know some of the things that we were dealing with last year and the terminology and the processes we had placed we are all reminded of the red red yellow green is that terminology done with and will we be looking at a new perhaps a new back to school plan with different wording different categories that type of thing we'll wait and see what is needed right now our intention is that school year will be the beginning of a school year just like normal and our hope and desire is that we don't have to have any of those color codes going on but at the same time if if something were to take place we will make those adjustments as we need to and respond appropriately moving forward glad to hear it because i just assumed not ever see the the red yellow green again so excellent i think we would all concur anybody else anything that we let's move forward to board statements of appreciation we can start with mr smith yeah thank you david last month i think we encouraged all you to give some time away and it looks like by looking around the room that we've done a good job of that you know everybody's tan and looks like we're not lacking vitamins there's no deficiencies going on now so it's a good thing but um i just i just have katie i just want to say thank you for your service and what a joy it's been to serve with you and appreciate all your efforts and you left our school corporation in a great financial condition and um you know believe it or not you can actually develop friendships while you're a board member with your administrators and i cherish our friendship both professionally and personally so thank you for all you do it's hard for agencies tough hate losing you but we wish you the best and i want you to know that you always have friends here with us so thank you katy well said um i i'd like to uh just give a brief mention to coach bazia and his staff they have been running a network of summer camps for the for the kids of all ages throughout the community i think it's kindergarten all the way through what he's doing with his high school teams and um you know i show up for the last five minutes of camp and i just see the energy that all the coaches are bringing and it's it's phenomenal so a lot of positive positive um feedback from the community coming coming from the staff that has been put together uh perhaps a little bit of fear in some of the surrounding communities as well when it comes to football in the future so that's what i wanted to recognize tonight i don't know if it was just good evening everyone please stand for the pledge of allegiance i pledge allegiance to america and to the republic for which it stands one nation under god indivisible with liberty and justice for all mr alfano thank you quick statement in new jersey open public media law was enacted to ensure the rights of the public who have advanced notice of and to attend the meeting of public bodies which any business affecting their interests can be discussed or act upon in accordance with the provision of this act because i talked for the medical school's notice of this meeting to be published by having the daytime in place they are posted in the office for the library for our rec department the office of the board and the offices of school number three four five six and the high school on may 18 2021 and notice that the reporters here okay i'd like to welcome everyone to our meeting tonight for those community members who are watching the stream welcome just a couple of items i'd like to um go over i'd like to publicly thank our administration at our middle school in high school for last monday's graduation exercises everyone really did a great job in putting the program together the weather held out thankfully and everything went very very well last night we had our prom uh in paramus and uh and speaking to mr prin pinto this morning everything went well last night kids got home safe as you know as a precaution we did have every student who attended the prom tested for covid every student tested negative so everyone that paid for their bids were allowed to attend the prom so we're happy that that went well we did end our school year last monday on the 21st uh it was a difficult year in terms of remote learning virtual and we're looking forward to uh being back to as as normal as possible for september and speaking of that last night the governor uh sent out guidelines for september tentative guidelines uh as you read through them and i i started today uh it does state that there may be changes that could come in august depending upon the climate at that time and covet at that time but right now he is asking for a full return to school no remote learning and those guidelines that he put out i will be summarizing and putting some suggestions together and i will share that with the board um i'll get it to you before our meeting on the 21st of july so you can review it and then on that night we can have some discussions regarding some of the discussions um i mentioned to mr capano that i will be conferring some of the with some of the local superintendents to get an idea of some of their plans and we can share some ideas so i will be putting that material together for for the board and then once we approve it we'll get it out to the public in august i don't want to get it out too early because in doing that there may be changes between now and the middle of august so i'd rather wait a little bit longer and see if the governor does come out with any additional guidelines or revisions as you know we started our summer school program on june 28th we have students in pre-k through grades 12 attending summer school across the district we have summer school classes running at schools five three four and the middle school our high school students who are taking part in summer school are going to the middle school this summer because we are in the process of installing a new pa system in the high school and there are construction workers up there between the pa and the gym and we felt for the safety of staff and students they're attending summer school at the middle school with high school teachers we also are running our enrichment program three weeks beginning august second i believe for three consecutive weeks if parents are interested we have a brochure on the website and uh you can contact school six if you are interested in still signing up your child okay um any questions comments from the board okay uh before i look at the consent agenda i just do want to make mention that i had sent out the uh the final copy of the middle school and the high school newspapers um the both papers are available online if you get a chance the kids and the advisors really do a great job with every addition that they put out and the final editions for this school year are posted okay no other questions if not then i will uh ask for any committee reports well uh getting some feedback from uh as you know uh building grounds gets busy this time of the year uh dr pantaliano and myself attended a meeting on uh abuse last last week with welfano in reference to the gym upgrades things are moving along uh right now they're in the asbestos removal stage and a lot of submittals are being submitted to lan associates and uh it was more of a listening uh lesson for the both of us and we sat there and they went over their plan for the summer we hope that they'll be completed before the school year they did indicate to us that the hvac system is on back order because of covet some of the parts uh uh could be uh uh stalled uh so uh we'll see how it goes uh we'll get more information in the next few weeks i know there's a lot of projects going on um that's pretty much it for um the facilities maybe luke can give us a better update a little bit later uh in reference to personnel uh as you know we are uh negotiating uh some contracts and approving some of them this evening i want to thank uh all the committees that have been working hard and also i want to thank mr alfano and mr roman gino for uh putting a lot of effort into trying to get some of these contracts completed and i also want to thank the administrative staff and all the employees for cooperating and getting this done well more than that that's it on my end for committees any anyone else with any committee reports i actually have a question and i know mr ermangino asked before about questions but last week we had discussed issuing certificates for kindergarten promotion i did speak to the principals and they will be doing that they will be doing that yesterday so our younger students can expect kindergarten kindergarten yes they'll be expected to see something in the mail i notified the principals the day after our board meeting and they they do have the certificates it's just a matter of printing them mailing them and they they will be doing that thank you very much i appreciate that yeah on another note i know that the middle school did send out the honor roll or certificates and everything because we did get some at home thank you okay anyone else before i look at the consent agenda okay so we have a pretty lengthy lengthy agenda i'm gonna pick out some of the key items uh you know this is the time of year when we reappoint um primarily at this meeting our teaching staff for next year we will be reappointing other employees of the district at our july meeting and some even in august as mr capano mentioned most of the contracts are completed so you will see that as i go through the agenda but we also have new staff that are coming to the district uh replacing staff members who have left replacing staff members who have retired so some of those resolutions are in here and i will point some of those out on page two of your agenda we have some staff members who are taking part in professional development over the summer some of the professional development is now becoming live once again as you know during this school year we didn't do much pd because a lot of it was virtual or more than that not being offered so we are we do have two staff members attending pd over the summer months some staff members underneath that are being transferred these are staff members who have been with us and they're being transferred from one position to another um to fill positions or it's a it's a request they may have made and we're honoring that request so i'm not going to go through all the names but those are staff who are currently with us i do want to point out that angela celso will be taking over as head custodian at school number three danny scabilia who's been with us for a number of years who did a good a nice job with us is moving on to another position uh we are approving uh the salary for the superintendent of schools we are approving my self-evaluation i'm sorry the board evaluation for the superintendent for the 2021 school year uh top of page three we are approving the contract for glenn luciano who's our transportation coordinator coordinator chiro spinella who's our supervisor of buildings and grounds uh gf favano who's the administrative secretary to the superintendent uh frank savasano is being appointed as director of curriculum uh josephine vela as i mentioned last week and spoke to the board right dr what did i say great director of technology sorry about that he's got that capacity yeah he can do it all right could uh josephine veller is going to be our new 12-month supervisor josephine will be replacing barbara bracco who uh effective july 1st will be principal of school number three i wish josephine value the best of luck in a new position tatiana dragon is going to be a ldtc learning disabilities consultant at the salary of 65 440 plus a stipend for working an additional 10 days uh michelina katmeyer who's been a sub with us for a couple of years is going to be a part-time title one teacher without benefits at school number three uh knud fernand ferdinand is going to be a maternity leave teacher replacement teacher uh for high school social studies and um we are approving angela margiotti who's our school nurse at school number five angela's been with us since january she's going to continue into the next school year uh we are approving a new art teacher for the high school hillary line uh hillary is replacing natalya max who resigned to take a position in another bergen county district uh ben marciano is going to be part-time council uh custodian at school number five we are approving the contracts for the following the cliffside park district technology department cafeteria lunch aids custodial association bus driver association cliffside park teacher aide slash bus aides secretarial association uh those contracts are being approved tonight all of them are three-year contracts and i had emailed the board a copy of all those contracts i believe it was either friday or saturday over the weekend uh natalia max were accepting her resignation she's done a good job with us as a high school art teacher for the last few years we're rescinding the appointment we made last month of mata madeleine de la pesca who was going to be an elementary school teacher with us but has decided to accept the position in a different district we're rescinding the appointment of alexander tribeca as a part-time title one teacher alexandra will now be a full-time teacher with us at school number four to replace actually madeline um so that is on top of page five uh we are um i'm recommending the termination of an employee effective may 31st employee number 5470 jillian calabrese who's a grade 2 teacher at school number 4 is requesting a maternity leave from september 1st through october 12th sick days and she will return on or about february 1st underneath that we have as per contract staff members who are moving from one salary classification to another which would mean an adjustment in their salary we're approving bus drivers for our summer program a special ed program and bus aides you know that during the summer we bus special education students within district but we also do quite a bit of busing for students who are in an 11th month program outside of our outside of our district okay like i said we are accepting the resignation i'm at the bottom of page six danny scabilia head custodian number three and frank hoshbach who was a part-time custodian at number five uh his resignation effective june 25th antoinette segrow who was a elementary teacher at school number four in various grade levels has accepted a position in another district we're accepting her resignation uh we're accepting the contract or approving the contract for marianne carrera who's the bookkeeper in our central office for the 2021-22 school year we have some stipends that we are paying out that were not paid at the beginning of the school year or we missed during the year stephanie witte at the high school for teaching holding a dual certificate and utilizing that certificate uh mark purcelli who taught us sixth class during the year at the middle school uh gladys brzezuto is going to be a full-time bus driver with us effective i guess august alfano or july of course you said i have monsters oh tenant afterwards in july then it kicks back into last week august uh as per contract with the cpa we are approving payment of graduate courses that were submitted last august and were approved and now these staff members have submitted proof of payment and uh successful completion of a grade of b or better in their graduate classes some volunteer coaches for our four sports boys soccer football competition dance and cross country all of these volunteers as we do each year are fingerprinted through the department of education and then at the bottom of page eight we start listing as per contract salaries for all of our tenured staff in the district with stipends uh longevity i should say not snipers longevity and at the bottom of page 13 uh the same listing for non-tenured staff members you know that the law in new jersey now is completion of four successful years uh in order to be tenured and then that runs through page 15 and beginning on page 15 we are appointing as i discussed last week at our meeting all of our coaches for the 2021-22 school year as per contracted salary the other pages are just the actual resolutions for various personnel which were listed earlier second reading of our policies and regulations which i shared with the board last week we are approving our agreement with jewish family services you know who works with us cooperatively with our after-school program they handle all of our payments throughout the year and provide counseling services to us which are also very important buildings and grounds and then mr alfano do you have anything in finance trying to quantify our surplus we are opening currently opening up our 21-22 school year our new school year mr caprano mentioned some summer projects high school gym renovation um a couple of schools number five school in high school where we are revamping our pa systems and in regard to food service this summer we have two programs going on pretty much simultaneously one is every day from june 28th to august 6th we call that the sfsq program it's our rec program at 26th school approximately 175 snacks 175 lunches will be served each day from tomtonian food service vendor and the other program is our sso program which has been going on since the beginning of covid that happens at number three school whereby once a week we will serve seven total meals starting on june 30th through august 11 so that starts tomorrow every wednesday throughout the summer 46 p.m and runs to what date june 30th through process we believe august 11th okay and then it'll resume again and that's available to all parents all students correct and we give really a week's worth of meals each wednesday okay that's been pretty much business as usual since the early right early part of uh so yeah some nice work for us those are two key programs food services that's pretty much it on miami okay um before i ask for a vote on the consent agenda i just want to check no questions okay um any comments questions on the consent agenda okay motion to accept i'll second uh that was mr russo number number two okay i'd like to take a vote uh this is a brew yes um yes and one abstain on the salary from maria capanos yes this is freedom yes but i have to recuse myself page eight ashley fredo yes yes yes except uh page 12 salary for kevin shelley i'm staying miss helen here was him here the sheridan here mr martelly here mr garagini here mr white mr chairman you have a united states quorum america and to the republic for which it stands one nation under god indivisible with liberty and justice for all good early morning everyone um before you get into any uh any audience at this point there is that kind of surprise so finance there's nothing about book transfers your accounts who wants to get started on that mr sienna i guess i'll get started yes uh unless jeff okay so jeff's comparable he did uh did you know compared by a year-end you know really it's a summary memo and i'll i'll just walk through the memo quickly that there are questions about the details of those but this year's budget was 74 million 593 926 we did meet that budget in a few minutes we'll ask the board members to consider approving the final transfers you know in accordance with foreign policy and state law the board is responsible to complete transfers and we have five transfer categories salaries employee benefit construction expense support services operations and maintenance and so at this time of the year we just need to pass past some offsetting entries to balance the uh the budget down to zero um real high level i mean obviously this year we you know we it was a full year operating under the pandemic which presented some some financial challenges but as i look back you know we were able to navigate through them pretty successfully there is a summary on page two we incurred about 1.3 million dollars of costs you know that i'll say i'm directly related to pam damage and this includes the high dollar items were that we had to do intraday cleaning all our schools we had to provide people for students and staff we provided tents at our schools in the fall in the spring so that we could spread the students out in the beginning of the year we had isolation real monitors and bus monitors those were recorded so it stayed tight it's mostly what we did last year you know was in accordance with state guidance um and you know the other thing that we did was a fairly high price was to remove all the furniture from the classroom and equipment that we could put it in storage we'll be putting that equipment and furniture storage back actually so you know if you look at that as a total block it was about 1.3 million dollars of you know direct costs um but the good news is that we received about 790 000 of you know state and federal aid you know directly offsetting those costs we had the 200 000 unexpected education funds account which was money from last year that was rolled over to this year that the town council had approved so we use that and then to make up the gap we had 326 thousand 275 that came out of our operating budget um there were some savings though that were associated with endemic issue for example in student transportation we did not have any sports during the fall season so we saved on those costs we also didn't have field trips so those were all cost savings that helped offset 326 000 that came out of our operating budget but we also had lower utility costs our building was not available for use after hours so we have gold building use cost special education not placement this year was under budget um you know which also helped and then you know a big component this year too was our classified staffing costs were lower we did have a lot of open positions we did see quite a bit of turnover especially in the instructional assisted ranks um those positions were not quickly filled just because of the pandemic i think there was you know uncertainty about you know taking a job so that will help offset the increased costs you know related to the pandemic um and when all was said and done this year we were able to take the essentially the final balance was 121 000 four dollars and we just moved that to the medical benefits trust so that's how we did the final balancing entry and that's what this morning and then the last high-level point that i want to make is that you know we did board knows that we were very conservative as we started the year and we went through the year we had a 40 percent cap on non-payroll expenditures um but as we got you know into april and we saw that we were going to be in relatively good shape financially we were able to make all the year-end purchases that we needed to make for the schools equipment furniture some musical instrument replacements um you know replacement of equipment for p e and r so all that is is reflected in the year end balance and also um on the maintenance side you know we were able to allocate the funding that we needed to do the maintenance projects outside of the capital budget projects that were great i did provide a memo that detailed some of the maintenance items that we're doing this summer i won't work with those details right now but i'm going back to page one so the fiscal year and transfers um i'll just highlight a couple of things if you look at sharp salaries were under budget in salaries and primarily that's from classified salaries employee benefits we were also on the budget part of that is savings from the cigna fees but also we got pretty significant reduction in our workers compensation rates um of about 54 000 so we were under budget and employee benefits we were over budgeted instructional expense by 131 000 again these are all you know less than one percent variance in those budget categories uh 000 under budget support services that's mostly from transportation savings as i mentioned and then the 734 thousand will over budget and operations of nature and we'll explain that what we did is we had these coveted expenses this year we charged them under one of the maintenance supply accounts and that's about a half million dollars of that 734 000 so that one that's why that one looks a little a little bit high and so those are the two you know balancing entries that that need to be made and i'll pause there for questions it all seems in line with what you've been telling us all here right and i'm not shocked that there aren't questions given the fact that we i mean i certainly reflect if anybody has a question but you know we've been closely closely monitoring because all your eyes with the unique financial yeah for those that are watching or watch this this is not the first time we've seen this little detail i appreciate the details about the year then you answer the question about the expansion so on this overall page where you have the five categories where um where does the transportation an other support services okay so that's probably the bulk of that that is involved with it so the contribution to the medical benefits reserved so it shows up in in the employee benefits line okay okay so we take 121 000 recharge it to employee benefits and then it gets deposited to the medical benefits to reserve which you don't see because the reserve on this outside of the operating budget okay so is 998 845 just curious what happened to that massive shortfall in fruits so it was reduced to 000 we were expecting when we started the year was 500 000.

prior year for fy21 was 1 1656. what we did to build the 22 budget was we set it at 2039 and there's a couple reasons why we set it that high one was because we didn't know what was going to happen with transportation because the state legislature was still trying to answer some questions in regards to how they were going to fund transportation and we felt that it was necessary to set it high enough in order for us to try to try to bring enough budget capacity to address the transportation question and then the other thing too is to try to set the tax rates high enough in order for us to bring in enough cash capacity so that was those two reasons and then the other thing i wanted to mention also is these forms are actually still in draft form because the state still hasn't approved the budget yet um as you know the house and the senate still haven't approved haven't come to an agreement as to what the budget is going to be we hope that they'll come to an agreement either tomorrow or maybe thursday before they actually come to an agreement we hope to have the final budget forms before july 15th they assure us that once we have the final budget forms hopefully before the budget adoption we can move forward with the budget adoption they also tell us that we're going to have to probably do another budget revision before september 15th with the final budget forms so i just wanted to mention that before i move forward so section two are the tax rates these are the preliminary tax rates prior year for the primary rate was three dollars and 58 cents the secondary tax rate which includes the bond and the override was a dollar eighty two as you can see on the primary side was we're setting the tax rate the estimated tax rate anyway at 3.72 cents so an increase of approximately 18 cents and on the secondary side it's dropping to a dollar forty three and it's dropping for two reasons one is the fact that we're moving down to five percent for emino override we're now at about five hundred thousand dollars for emino override and because of the fact that we had the bond refinance and because of those two reasons the secondary rate is going down approximately 40 cents and then section 4 is the average teacher salary again these are just estimates the average teacher salary for fy 20 right now we're estimating to be about 50 000 the average teacher salary for fy 21 was about 52 dollars so basically we're saying that it's going to be about a decrease of about nineteen hundred dollars now mind you we have new teachers that are still coming in we don't know where they're going to be landing at so because of that reason it looks like it's going to be lower as far as average teacher salary but once we get done for the teachers that are coming in this may actually be a little bit higher than what it actually is the budgeted expenditures in section 3 maintenance and operation you'll see that we're setting our mmo limit at 14.9 million and this represents the increase of adm of over 400 students and classroom site fund is 1.6 million dollars the unrestricted capital i want to mention that we are now 100 restored remember a couple years ago we were only receiving about 64 last year we're receiving 84 percent and then this year we're actually going to be 100 restored so the budget limit for that is 949 000 and then this bottom section here is the breakdown for maintenance and operation expenditures you'll see down in the bottom right hand corner the prior year mmo is 12.7 million dollars the 14.9 million dollars for the m o budget for fy 2122 an increase of over 17 percent one of the highlights i want to mention is on it's a little bit over you'll see the special education subsection 13.4 percent increase and that's primarily because of the increases in the different services the biggest increase is in salaries and that's because of all the positions that we have to bring in before the special ed services the second page is a breakdown of all the different categories for the different funds we have you have maintenance and operation again the 12.7 million dollars from the prior year versus the the new year of 14.9 million dollars you have the instructional improvement fund 14 142 000 versus the 143 000 again this is just an estimate the english learn language learner we have not received our new allocation yet so that amount is still the same the classroom site fund last year we received a little over a million dollars this year we're going to receive about 1.6 million dollars now one of the changes in this fund classroom site fund or prop 301 is it's going to be rolled up into only one fund instead of 011 012 and 013 it's only it's going to be rolled up into o10 so instead of a teacher receiving a contract that shows three different funding sources they're only going to see two two funding sources their primary funding source and o10 and the rest of it is going to be used for performance pay so the state is actually allocating some additional dollars next year for more money to be used for performance pay and we're estimating that to be around 8 500 for performance pay for for next year and then federal funds 5.3 million dollars versus the 8.9 million dollars the increase is primarily due to increases for sr2 and estro3 funds state projects those are our state projects in the form of like priority different grants like that and then unrestricted capital again we're being restored 100 percent and that increases due to that debt service 3.7 million dollars we're still in the process of calculating those out school plant funds i didn't make any increases in that because we don't anticipate receiving spending any monies in those auxiliary operations i'll be increasing those amounts as we move forward to budget adoption food service i didn't make any changes in that account and then other i didn't make any changes in those accounts i'll be making some changes as we move forward to adoption and then we have our special education program by type you have the different categories you have your special education categories you have your gifted categories your ell categories and then you have your vocational categories two million dollars from the prior year and you have your 2.2 million dollars this year in the different categories and those primary increases primarily have to do with benefits and then you have your proposed staffing summary in the different categories certified classified special ed and all the different categories that go under each section let me just cover one more page let me cover page seven of eight of the long pages seven of eight is your calculation for the general budget limit are the two limits that that set your maintenance and operation in your capital budget limit your revenue control limit on page long on on line one sets your mno budget limit which is driven by your adm or the number of students and your transportation route miles 13.2 million dollars line 2a is your district additional assistance again that's restored at 100 percent eight hundred and nineteen thousand dollars and then line three a is where we calculate your maintenance and operation override limit five hundred and fifty one thousand dollars i wanted to show you that amount to see that we're now at five percent line five a and b is twelve thousand dollars and line five b is your transfer or your tuition level from other arizona districts for both emino and the capital side remember we collect revenue or tuition in from mcnary vernon and concho elementary school district and that's how much we anticipate to collect in the form of maintenance and operation and capital line 8c is what we estimate we're going to carry over from fy 2021 to fy 2122 of 769 000 line 9 c is the transfer out for the energy and water savings lease payment 231 660 dollars we're going to transfer out from mno into the energy and water savings account and then line 10 is the amount we anticipate to receive for prop 123 of 135 000 and this column in line a is what our budget limit is for mno 14.9 million dollars and then on column b is what we calculate for the capital budget limit of 837 346 dollars and then if you go to line eight or not line eight page eight i'm sorry you take that eight hundred and thirty six thirty seven thousand three hundred and forty six dollars you add it to your anticipated carryover for capital from fy 2021 and you add it to your carryover of 111 885 and you come up with your 949 three hundred and sixty seven dollars and that's what our anticipated budget limit is for capital for fy twenty one twenty two and that's how we come up with our budget limit for capital do you have any questions in regards to those any of that information [Applause] i don't jennifer do you have any questions no i don't thank you okay no i know no other questions i guess she did a good job [Music] all right yep all right uh so we need a motion to approve the um the proposed budget for 2122 school year do we have a motion okay a second okay diana moved and margaret seconded motion um all those in favor raise your hand okay that's unanimous okay moving on to item 3.3 oh i'm sorry 3.2 recommendation to review an approved continued line of credit brenda do you want to sure bring us up to date yes this is just a how annual housekeeping item this is our annual renewal with wells fargo just to renew our line of credit that we're going to be using through the county treasurer's office and they're actually reducing our line of credit from a million dollars to six hundred thousand dollars just because of the fact that we hardly used our line of credit last year which you know which is a good thing because we have the cash in the ca and the bank account but this is just in case we need it they're just setting it up for us okay any questions regarding that um jennifer do you have any questions regarding the line of credit thank you okay all right do we have a motion to approve the continued line of credit diana moved and margaret seconded and any other discussion hearing none all those in favor raise your hand okay that's unanimous among the four of us okay and then item 3.3 announcements dr wright yes the only announcement is that we have our upcoming board meeting will be tuesday july 13th at 5 p.m here in the board meeting the boardroom rather okay um all right that concludes announcements and next item is adjournment so i would declare these meeting adjourned motion yeah oh okay motion by jennifer and seconded by margaret to adjourn the meeting all those in favor raise your hand okay

so the 15 mmo override commitments this uh grid uh quantifies the dollars being spent for each of those three main commitments so you can see in 2021 and 2022 the class size reduction allocation will be the same at about two million dollars the social emotional support you can see a slight increase in those due to benefit and salary increases and then finally maintaining salary competitiveness going from 14.26 million to 18.66 million for a total of 22.6 million that supports these emino override commitments you you recognize that the override is about 30 million and about 10 million was reflective of the additional um five percent going from 10 to 15 but you can see that we are well over that dollar amount associated with these override commitments made in november of 2019. so before we go any further are there any specific questions about that okay great thank you okay so oh yes uh-huh dr santa cruz if i can ask miss butts go right ahead so the total override the total 15 override is 30 million or so just over 30 million and so where does the other eight million go the other 80 million 22 is associated with the the commitments that were made in 2015 so some of those are also related to at least maintaining class sizes some of that was also related to maintaining salary competitiveness as well as the other component was to support extracurricular activities throughout gilbert public schools so i will quantify that for the board um in september when we present to you the bond and override report that's required annually thank you okay so student counts of course our student counts are the basis for how we are funded so you can see that in 2021 revised number three indicated our total student count or adm of 30 822 down from 32 700 in the 21 adopted which was projected a year ago for the 2021 school year since that time the proposed budget we are making an estimate that we would lose an additional 400 students so you can see that the total from revised number three is thirty thousand eight hundred and twenty two and we're projecting thirty thousand four hundred and twenty two these are the unweighted student counts so if you take a look at the details the 21 adm loss from the 21 adopted remember that was pretty much reflective of the actual student count from the 1920 school year so we lost 1930 student counts or adm and then we are anticipating another 400 student loss for a total of over 2 300 student loss from the 21 adopted i want to make it clear that this is adm it's not enrollment we have reported enrollment losses to you all along this is the actual student count reflective of the hundred day membership or on arizona online the number of hours actually recorded in their online work [Music] okay so the mno proposed budget capacity always struggling to where to point my clicker there we go so the base level amount is 4359.55 we are presuming that the house budget will be approved and that they provide an inflation of 1.22 so you can see the increase there and then last year classroom site fund made a contribution that now will be actually moved into the state's general fund so that the 2022 anticipated base level amount that's what bla stands for is four thousand four hundred and forty five dollars and fifty three cents in addition the governor's budget as well as the house budget includes district additional assistance fully funded and so at k8 the amount is 450.76 per adm again per student count not enrollee and then 912 they do have a little bit of an increase for textbooks so a total of 562.62 per student i just would like to make a comment about that that is the first time that district additional assistance is fully funded since 2009 correct i believe it was 2000 or 2010 i can't remember exactly but right around that time yes thank you the other additional parameters of proposed budget capacity the teacher experience index decreased slightly to one point just under 1.02 the average daily membership again has already shared the 400 student projected loss 200 at elementary and 200 at 9 12.

um so it was reduced to 275 but the good news about the food service is as we got through the second half of the year more students returning increased participation rates you know essentially we're running you know back to break even or better last few months of the school year and so next year i don't have the concern that we have this year assuming nothing changes assuming that we have normal school start and overall learning so we did contribute 275 000 and that is reflected in here to the to stroke the food service account right which is good so that you know they're in good shape for the next year i do get asked that i i boil it down to most performance so start a school year we had planned for this many kids in the process and so we have staff supplies ingredients bulk orders of food you know that you don't do day to day kind of kind of advance so if you i'm just making things up here if you have order of 500 pounds of cheese for a year freeze it to do it right now and the participation didn't come in as high as we planned for first so we're carrying that overhead and i i don't know if there was anything was there any and honestly if we're not certain meals we're not getting reimbursed against part of the program so that's a big part of this so is there any any reduction in force with labor and health assessment throughout the year and yeah the question i have is that what the folks had earlier off because that will be coming back this fall well we didn't have delay so you know we what we typically do in food services we reduce hours as needed you know that's the easy to do and obviously you know it was hard to hire people's open positions so there was some offsets there that as people did resign which did happen you know we weren't able to fill those positions quite as quickly but the real the simplest way to really look at why is participation off 25 of our students were remote as we started the year across k through 8 and then the high school since it was in hybrid mode 50 of our students were home monday tuesday thursday friday and we had no students in the building on wednesday hall so you know that combined with student reluctance at the beginning of the year to take lunch you know or breakfast from us and then a reduction in the total number of students in the building also earth apollo card sales water and those types of things that you know do add to the revenue stream so really tough in the beginning of the year got really much better by the end of the year and then you know even at the end of the year we were still in a in a partial hybrid role at the high school so next year we're expecting fully open five days a week at the high school so all yeah ironically one of the other issues is that the federal government paid for every meal but they only paid for let's say a medium you know right a lot of our students participate in high school order a large meal typically and so we weren't being you know we weren't able to sell that higher price meal which is slightly more profitable i mean we're not turning profit we're making sure that we break even which is why we're you know in spite of the crisis only off by 275 000 we don't have a huge profit built in obviously so can none of our funds step for getting her code to be applied towards weak service well you can't apply directly directly against the laws what we what we could have done and i talked about the districts that they've done is the additional cost of packaging to you know something that's extraordinary because of the pandemic right so we're not serving the food like we normally would we have to package everything those packaging additional costs could be you know offset against related expenses and we use every penny of the of the ester one and the corolla virus were relief funds that we had initially so descending from the packaging costs containers you know which are used exclusively extensively in food service you know i forget what the price increase was like portfolio increases in global so you know i'm looking at your person you know your percentages and um and you know most don't like your budgeting was but there are a couple of them that i just maybe forgive me if you've already discussed this but like with unemployment compensation i guess that kind of makes sense getting what we've just been through but at 209 percent of what is budgeted it's not a huge amount of money but but then also replacement equipment new equipment and instructional programs that's where we purchased you know in place of furniture pe music over intentional at the end of the year okay and then i can see obviously under support services why we would be so under utilized just because of nature of the year but are there any other areas where we're either way above or way below that give you concern that we if we need to um there's nothing getting a concern all explainable like if you look at support services we were under budget like 396 557 000 of that is from transportation and another 100 57 000 is is transportation supply so we wanted less buses with less fuel um so it's um no concerns just kind of all you know things that as they occurred watched it you know we managed through it you know and there certainly was you know savings in areas that were offset by cost increases in others you know and i think really the good news is that as we got to the end of the year you know we were able to make some of the purchases you know that we needed to make if you remember too we really backed up our you know our purchases and our maintenance because last year during the pandemic we had about 1.2 million dollars that was unexpected that we turned back to the town so you know i think this year financially was much much better you know for the district he's worked with our team like marlene and the technology folks and certainly our maintenance team this year with all the ppe and everything well there are some budget lines that are kind of escaped from what we initially budgeted all the way back last january really initially and following up in the spring everything here is really intentionally managed this year to get to these places i you know it's kind of unique in the fact that we saw a lot of things we never dealt with before but there weren't any like major curve balls like maybe at the beginning of the year the food service was a real curveball but you know outplacements which can be a real curveball special ed cost and you know be volatile um you know everything kind of fell into place pretty well for us this year so we were able to at the end of the year make purchases that were probably past due art tables music equipment you know that's been a peck jones request in the past and just feathering it this year we're not putting forward peck jones requests really because we were able to manage things to the point at the end of the year where we would have a lot of those needs met and we wanted to try and reserve that resource for when we have a need that's being unmet so i think right now i mean in my five years as superintendent we're fiscally in really solid ground uh relative to anywhere we've been in the past and we feel really good about transitioning into next year and a lot of the things that we're doing the finals forward thanks the only other thing i'll add to that is that we do have the estro2 and the officer funding you know we've allocated the extra two funding for some of the additional you know supported administrative staff next year but that is 400 000 available you know next year and our professor is 1.2 million those grants run for the next three years essentially so that will not necessarily give us a cushion as much as you know it'll help offset an academic related expenses whether that's learning loss or some of the direct costs like you know purchasing ppe or doing intraday cleaning and we're only planning to do that first you know four months in the new school year so hopefully those direct pandemic safety and health costs you know participate next year but and i agree with you next fiscal year we feel pretty confident which starts tomorrow back at zero all those groups and never resolve the issue of uh you know the costs related to that because they get a upcoming finance or i want to visit that topic because i would imagine you know whether or not we can't do anything less than the cost but i'm not concerned the costs go up because it's decoded and things like that but i'm hopeful they're in randolph city interestingly i did speak to um you know steve phone yesterday about that very topic about taking a look at you know the overall program the fees that we charge you know we're going to take it up next week [Music] different topic another time i looked at it is a budgeting challenge uh almost every time i know whether or not they're charging for use of the buildings we pay for accomplishing someone right so i think uh but it's been it's been a year and a half and what's going on most complain about it i just know that what's going to happen is by this time by late fall people are using them and oh my god we're getting these bills let's go i don't want to avoid all that [Music] but let's get into it we'll take it up you know i guess for the budget for for next year um you had mentioned the like the esser concept um and there was a line item about purchasing uh additional virtual classroom equipment is that still a plan well it's like it was obvious this yeah there's a lot of research that talks about and we would do this with our administrative team in the fall to really enforce the ideas that wearing the microphone is valuable to all of the students in the building but any any student in the classroom it's not just for kids at home because the audio system in the ceiling amplifies everything in the room which is why i thought that the high schoolers came up with a nickname for the uh room ramplified so like that it's really beneficial for everybody in the room for attention for um and then certainly comprehension of what's being said so we also marlene and i kind of had an epiphany that really as we read through the research the the place with the greatest white noise is chapman on route 10.

budget balance carry forward is estimated at 23.8 million dollars again to provide as much flexibility as possible finance staff is in in the process now of maximizing that budget balance carry forward as much as possible scrutinizing spend determining if there are other funding sources that spend could be moved into so that we can continue to increase that budget balance carry forward classroom site fund is very notable it was increased by 308 dollars per weighted student count this is reflective of also 192 dollars per student of one time monies so classroom site fund underestimated the revenues for the 2021 school year so the 192 dollars per student would be considered one time sort of catching up with their understatement in the current year and then the group b weight increases these were new from the governor's budget reflective of the house budget so increases in our lowest weighted add-ons so that's dd is oh what is dd now i lost it developmental delay sorry developmental delay emotional disability mild impairment sld is a specific learning disability sli speech language impairment and ohi is other health impairment and then the other large weights going from 5.833 to 5.988 basically just so that's clear if i have a student that is mentally disabled or autistic or has a severe intellectual disability that one student would be worth 5.988 times the base level amount for funding for the school district reflective of the needs for them to be successful in gilbert public schools and then new is the .007 for gifted we do not have a quantification of the amount in our budget because we don't have the data collected in our student account records indicating how many gifted students we know how many enrollees we have we don't know how many student counts of gifted students we have so that will be a change that we will see in july to quantify those gifted students so oops i went backwards sorry so the comparison of the budget parameters again i'd like to point out the revenue control limit transportation we are keeping that the same as it has been in the past year uh the base level amount you can see has grown from four thousand three hundred and almost sixty dollars up to four thousand four hundred and forty five dollars and then you can see the total weighted count in revised number three was forty three thousand three hundred and six and now it's forty three thousand one hundred and thirty nine just a little bit less than the current year and the most notable of course is the classroom site fund where we anticipated four hundred and sixty five dollars per weighted student count and the jlbc actually indicated 733 dollars per weighted student count and again of that 733 192 of it is considered one-time money okay any questions before i go any further stan cruz if i may go ahead and scar miss bets on the transportation revenue control limit remind me if i remember the formula correct correctly it typically does not go down year to year which actually can reward the district as we become more efficient in our transportation we can still get the previous year's amount but if we're more efficient that frees up dollars to use elsewhere is that not correct that's correct and i'd highlight many of the efforts we've spent a lot of one-time money over the last couple of years the bonds approved by voters etc where we have replaced old buses we have with more efficient buses we have spent a large amount of time making our transportation routes more efficient to lower the cost you know a lot of those things are enabling us to be more efficient with this number therefore putting more dollars in the classroom so i i applaud your staff and my fellow board members for prioritizing that again trying to create an efficiency so that we can put more dollars in the classroom so i remember with the classroom site fund with the increase that the state gave us there was also the idea that that would now cover expenses that we already had or that they already had paid is that right am i remembering that correctly so the um the um maintenance of effort requirements still exists so we cannot supplant with the new money however we are now able to expand the use of classroom site fund to what we considered support staff personnel so these would be speech language pathologists psychologists social workers behavioral health counselors all of those would now be eligible for classroom site fund dollars okay that must be what i think thank you so this is the final comparison of the maintenance and operations budget capacity i'm going to look at the 21 revised number three and compare it to the fiscal year 2022 proposed note that in the projected we expected a budget decrease of over 11 million dollars but with the changes in the house budget as well as the increases in the budget balance carry forward directly related to the distance learning adjustment if you remember there was three million dollars saved because the distance learning adjustment decreased so from revised number three we had a current year budget of just under 264 million and we are proposing for you to adopt uh 260.9 million so the year over year budgetary loss and maintenance and operations is a total of 2.8 million dollars or a deficit of 2.8 million dollars so now how do we go about balancing the budget well as we've discussed we have spend increases so this summarizes all of the budgetary increases that the board has already approved the total increase need is 7.7 million dollars and then our budgetary savings if you recall with the employee benefit trust we included a request to offer a premium holiday this will not only assist our employees directly but also saves about one and a half million dollars to the maintenance and operations budget in addition um we've identified a decrease in district office personnel that has been realized of about a half a million dollars and then decrease of personnel due to fewer students out in our schools about four and a half million dollars so a total budgetary savings amount of six and a half million dollars so to put the grid all together miss bets i'm sorry to ask i keep that's okay okay i just wanted to highlight the decrease in district office personnel i think when we said there's a 2.8 million deficit that's directly related to our loss of students that's correct and as we lose students we've had to decrease we don't the staff all around but we we also need to address that as well as in the district admin support staff it's not just teachers but when we have less students those costs and those efficiencies have to carry over to every department so i'm appreciative that i would like to see more details about how we have addressed that as far as district office personnel and other staff throughout the district i i hate to see that i don't want to see that i want us to increase our students i want us to be prepared and focus on getting students back and meet their needs but but at the same time when they're not here we can't expect to spend that money agreed so maybe if you could i don't know what would be the best way that you could show us another time you you do monthly budget reports maybe you could show us some more specifics about these cuts and how we're trying to be efficient in every every level you bet thank you miss wood dr santa cruz if i make miss wood and i i think you make a very valuable point and i think uh perhaps an update using the same format that's in the comprehensive annual financial report which does have district level staff in there and as we look at that we see that the district staff has decreased over the last several years and significantly again showing an efficiency as we try to put more dollars in the classroom so in balancing the budget so we start with a total budget capacity decrease of 2.8 million dollars we are adding back the cost of the increases the non-discretionary increases associated with arizona state retirement medical insurance minimum wage special education then the pay increase two percent across the board pay increase awarded to all employees and then the premium holiday gives us money back the decrease in district office personnel as well as the decrease in personnel due to less students we still have a budget deficit of just under four million dollars so the question becomes how do we balance that budget and we have balanced it in the existing proposed budget for you to adopt this evening so as you know we have gone through the effort of making a change moving neely elementary to houston so there is a one million dollar ongoing savings associated with the closure of one school or the re um the repurposing of a school moving teachers more additional teachers eligible to move from maintenance and operations into fund 596 which is our jted fund and then increasing the classroom site fund contribution the ongoing due to the increase in the in the amounts of money we're receiving from the state and classroom site fund both ongoing and one time but we only needed just under four million ongoing is 4.3 million so with ongoing resources we have a 350 000 surplus now in our in our budget for uh projected for fiscal year 2022.

and we never really necessarily thought about that and so we're prioritizing some of those classrooms for the audio system and um have you begun to examine more collaboration between schools and virtual capability is that is that a possibility yeah i think it's a possibility but it wasn't hasn't been the primary focus yet to be honest with you we haven't gotten quite there yet um in terms of sharing this seemed like very powerful technology right yeah yeah i mean i know at the high school level even when i was principal there we had looked at different things like providing a virtual access to maybe a language taught in another district not taught here or vice versa the biggest problem you always have with that is scheduling how to line those things up and rotating schedules and other buildings make it really impossible for students to leverage that so but we do explore things like that it reminds me of something so first of all um but there's lessons learned from this right here hey and i i think we mentioned as a some point i think would be good for us to review what worked what didn't work as few things we learned the cameras in the classrooms that seems to enable a whole new dimension of possibilities you know how flexibility help kids possibly later school start times but you know how this can help that place i think we just needed that just that briefly yeah yeah i'd love that i'll just add that our leader our teacher leaders starting in march we also bring our administrators to that same activity we kind of refer to it as keep stop change what are the things as a workforce that we want to keep which things do we want to absolutely never and then what things do we like but they need to be changed in order to sort of get us into the future and they were really good we came away with a lot of good insight from that work mean maybe as part of the opening of school next year we could you know kind of take a look at that because it it shapes how we move forward um what we've learned yeah yeah if you feel the board needs a back-end certain area actually one more question um i remember last year we were talking about the smart board upgrades is that something that's built into our budget for next year any of that or is yeah is this model still appropriate you know yeah actually there's no point there's a large system yeah on the computer yeah we've kind of gotten away from the smart board projection style um they're really expensive to update and maintain and we you know it was probably about what 12 15 years that we had gone through that yeah so then uh now we are shifting to this led as a matter of fact they're installing a whole bunch of them today um so yeah we are moving in that direction what's that is that 75 or 80 the ones that jeff just mentioned um and if you want to see one they just installed one in conference room eight downstairs here but they're 75-inch and they're smart which is the john it's not just all right that's not a dumb tv there's a special it's an interactive tv yeah well you know i'll answer the question by saying what some of the issues that we're having with the technology that's 10 years old is the actual whiteboard itself starts to delaminate over time and a lot of the replacements we're doing now either delaminating or failed projectors um but a unit like that i would expect to get at least 10 years out of it there's really no you know moving parts it's not mechanical you know it's all until the technology gets better yeah oh even the lds but i think there's a lot of expensive leds themselves but it used to be ten thousand dollars yeah and so these 75 inch they're just under three thousand dollars installed now they're way cheaper than the other one so even if we were to replace you replace three of these for one smartboard and i suspect they're things not here's off ass slightly more energy-efficient but they're seriously honest you know what i saw the electric muscles because i saw that on the news about they want to bring in 2 300 electric buses over the next round what year we have now or something like that is that if if that is something that we wanted to approach that that has to be something through or whatever company where because we are the the district is not going to purchase those right that would be true correct okay just so we're clicking already i have a presentation on my desk that i received we've already talked to echo initially about that was fully supportive of it but you know until i understand what the structure would be and yeah financially yeah i mean they would need their own solar docks right to plug those buses into something right well we would certainly if there are electric questions that you have to recharge right so there would need to be a power charging station and so it's going to take some understanding of what the mechanics are and also what the financials are the more credits that that we get from state or federal the more feasible it will be but yeah we don't buy the buses right back home buys the buses but we pay for everything yeah right so that goal right it's all yeah which is great because the state's making one priority makes enough credits then it becomes you know much more feasible for us and it's a feasible technology like they've tested these things in the winter like because i know a lot of stuff that you know works you know down south is not the same when you get to 20 degrees you know those batteries they've been on the market for a number of years probably probably at least a decade i just don't know if there may be the type one size yet you know the type twos or the smaller buses but which you know we've run sometime too certainly but it's the type ones that's the bulk of the wiring of our house and everything else and he gets you know i in the average power will get 40 miles to the gown whereas the gas version so are those available can we make that suggestion too hybrid certainly makes somewhat more sense i'm not sure that they've had hybrid you know buses to speak of though yeah so unless there are any other questions on the butt transfers it's going to make a motion i will make a motion from then too or to them i would do the twos and then okay okay like when you read something in a regular way okay um move that the board of education approve line item transfers for the 20 2020 2021 fiscal year end as follows to end the year in balance move two instructional expense one hundred thirty one thousand nine hundred seventeen dollars balance of zero it's very second catherine's with any discussion of this one all those in favor it is unanimous of course good job [Music] we received correspondence from brian lopez at 44 ridge good afternoon i've been following the process for the possibility and necessity of building new schools and cheshire closely for quite some time i am a science teacher god coach and parent of three cheshire students i have made my opinions clear throughout with the hands to the town council and smc that cheshire needs to start this process with the construction of a new 68 middle school i was highly disappointed when the smc chose the other option and would like to again request and urge the boe and town council to advocate for the new state middle school option that would be more beneficial to our community and more importantly to our students moving the sixth grade to the middle school will alleviate the private elementary schools provide another year of growth at the middle school level where that age group belongs and provide a campus that will have new theater space as well as new fields for all of our students to eventually use as well as our residents the six state design would also ensure that sixth graders will have certified social studies and science teachers with five hours of class a week in each of those classes which currently does not happen i believe that there is a sonic majority of voters and potential new cheshire residents that would surely agree with plans for an exciting and modern new middle school i heard that the major concern with this project was the size of the school but i do not see the issues as we would have the correct step student ratios and size of building necessary to serve the students the key would be to present the state present to the state that the six to eight design is the wish of community and educational experts which i believe to be significant to influence the decision and get approval i will spread the word to family and friends to stay involved and email you with the same request thank you for your service to the time in the schools thank you for having us and that is the correspondence thank you madam secretary apologize i think we have one yesterday uh it was sent to sean myself uh rob morrison jeff songs from michael donald i did forward these minutes and actually had a wrong email on history but uh it's a shawneer notifying the conditions of baseball field high school highland highland school my sons had a men's adult softball game on sunday at highland midfield dirt was being taken over by clumps of grass which also repulsive taken unexpected balances to the players the first place bag was so torn that was curl up causing contributions for players luckily no one was hurt while playing on sunday but as the foundation better uh please check into this asleep before someone does get hurt looking forward to hearing from you and uh sean they replied i just went to the board this morning again i hope that was their own supply backs but i know the town's working out feels anyway we've been talking about the need to generally upgrade the fields that are used these are also used by wreck dublin know we don't have enough fields at parkland or mcnamara so the school field you know highland is one new zealand's another chapman is also used they really need to be you know upgraded and maintained i do we share services with the town yeah we do and then generally we don't use those ball fields for or just general public you know use as needed that's me and sheldon so i i apologize because i have to put the school conversation i think that's about it but on their own business um i'm not allowed to report and then there's meeting tomorrow night attending um well also um dig into the third and alternation for the school's test fits we had a couple different consultants who submitted proposals for test fits for different options and some of the review and then hopefully somebody get that moving um collier country was extended a month ago or so um to help facilitate that process so they're [Music] hardly extend their contract not just for their use but also arms and field things that they have to check for camp and test fits uh 4g affordable emails yeah if there's a number of firms or great ability update for all of them uh i think the price of 45 hundred dollars which is very reasonable i see no issues with the ones they recommended i i said as long as uh council's address they're done so hopefully we'll talk about it tomorrow yeah so town council uh committed to at least having special meaning on this topic every two weeks i started talking so we are discussing it uh i noticed the costs uh when i thought they're out about this about a month ago say if you guys support me there it's great you know it's all up here tomorrow but i do expect us to have a joint meeting soon probably uh after fourth of july both bodies talked about earlier so stay tuned for that as soon as i know more even more but you'll be here tomorrow night i have no other business i very much would like us to do some kind of retreat this summer before it started school here it's everybody's like shaking here not on their heads i'd say only have some stuff for us to chew on but really it's really good for us to kind of gear up for next school year and talk about more errors and he's going to focus on because there's so much to do so i would certainly work with jeff and team to figure out days and times but you know the weather's nice can't do a lavish retreat this is not like a spa retreat all right so that being said do i have a motion to adjourn so i'll send you send it out and emotions uh captain seconds all those in favor all right is unanimous is

okay so average teacher salary we always present this this will be on the front page of the summary so you can see calculation we're doing calculations now so the percentage increase in average teacher salary since fiscal year 2018 is about 22 percent so note that governor ducey indicated that he would like to have a 20 percent increase for all teachers by 2020 as you know that was a statewide average and each school and charter school has different a different base but we are presenting on our budget the 22 percent which does include the also approved by you as the governing board the three percent um one-time pay that's split into two separate pays in december and june of fiscal 2022 any questions on that okay no but that that is three percent of that that is only this year and so it's considered one time we are scrutinizing everything as much as we can to hopefully make that an ongoing pay increase okay so thank you now the proposed unrestricted capital budget so again focusing on the 2021 revised number three versus the proposed 2022 you can see that we had a budget capacity of 6.
