i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay this means essentially got a close of old business a new business is there any old business anybody wants to discuss or any of their clothes from last year okay i don't hear anything i didn't see anything or any communication so uh no business will declare the 2020 2021 board of education adjourned and call to order the 2021-2022 usd 244 board of education it was on to agenda additions to the agenda consent engine is writing large this year got a lot of stuff in there that talks about policies appointments great engineering stuff any questions or comments or i remember reading that i didn't oh i didn't know if it was in the consent i was going to congratulate on the 21st century grant great job he's getting more competitive it truly is yeah great job my question to prediction as presented a second gathered uh second to approve consent and genetics all in favor can vote on your computer oh yeah to do a voice roll for you so yeah okay ocean pass at 7-0 i didn't see any concerns or any members of the public to speak tonight moved to written communications there's a number of them there we also have one physical uh thank you essentially i'll pass that down a lot of staff greatly appreciated the retention bonus and you know last year we didn't get a whole lot of new money from the state we weren't able to get great raises fortunately we had karazhak money that came through the county as well as esther fund money yes or two fund money which allowed us to use that money for a lot of things that we would use general fund money for and therefore we were able to do that retention bonus and so people greatly appreciated in a difficult you know year where we were only able to step in movement classified staff 25 cent raise us being able to do something for them in a retention situation so you see a lot of thank yous there they appreciate you guys as a board recognizing that and we'll move on to superintendent's report okay i have uh one item on my report here and it's a it's kind of one of those uh things that uh it's it's been a challenge uh for us because it's something i would say new for us i've asked angie kirschner here to come and angie has greatly accepted our invitation because we have a term called revenue neutral rate um and i've shared with you some information i even included some new information today because i had a colleague a fellow colleague dan and ron guard at bottom springs share some information i thought boy this is pretty good probably he could have charged for this and made some extra money but he said please use it feel free so i put this up on your uh on your board packet there on your computer and it just talks a little bit about uh you know in the past yeah this process for approving a budget you had that august 25th deadline and that was kind of the way things were set up we created our budget we had our board hearing and we approved the budget this year is a little bit different passage of senate bill 13 has changed some things for us the goal of the bill that senate bill 13 was to replace the current tax lid for cities and counties requiring local governments to provide more information to the community and giving patrons apple opportunity to protest any increases so with its inception senegal 13 it was specific to county cities and other taxing entities not school districts well school districts got put into the into the mix of revenue neutral rate and so i shared with you some information here you also have some handouts from angie that angie shared with you and so again i'm not going to go over the details but the one thing if you scroll down a little bit further the one thing that the people the public is really concerned about our patrons is our middle levy and i want to go back to our middle levy last three years we were at 29.532 29.448 and 29.218 the last three years and our middle levee has gone down i think every year i've been here except for the one where we added a meal for for five years for the science rooms and the gym renovation we've always been you guys as a board and us as administration we always wanted to look at trying to maintain that mill levy equal to or slightly less each year and um angie she's going to speak a little bit too about you know what what they're going through and what she's been great her and our people in the at the county uh offices there have been terrific uh but the biggest thing with this revenue mutual rate they've talked we deal with our assessed valuation our access valuation has gone up and um again it's it's it's one thing i guess i want to make sure that you understand we the the mill levy it is we are trying to maintain the middle of the app or slightly less again this year but with us having to generate a certain amount of money for this next school year our revenue neutral rate is right now at 28.49 mils now if you look at that i don't know if we're going to be right there at that or less most likely we're going to be slightly above that but remember our middle levy this past year was 29.218 mills this is also created in this youtube for scott jefferson the rec center because they have to go through the same process and so anyway with that being said this this set of circumstances we have we also have to deal with having a revenue neutral hearing and then having our budget hearing and it's very it's a very redundant thing it's it's almost essentially one in the same thing but because of this new senate bill 13 there will be two separate here and we can do them on the same night we can do revenue neutral rate having 10 15 20 minutes whatever it takes and then have our budget hearing to follow again that's probably what i would look to propose we have to submit whether we're going to exceed the revenue neutral rate to angie and her staff by july 20th and so there's also a document in here in your void packet there's a question answer document about the revenue neutral rate with that angie i'm gonna let you speak and see it don't know if you have anything else that you want to share and basically that one of the handouts i gave you guys on the basis of sv13 that is pretty about this cut and dry as you can get as far as understanding it it's basically just a new formula from what we were used to before and um then of course the changes in when budget has to be to me and finally at the revenue rate and then i think let's see let's go there has to be no earlier than august 20th and no later than september 20th conducted tax rate and budgeting and getting taxed there's an opportunity to comment on the budget so it kind of just extends things out a little further to allow taxpayers to come in if anyone has concerns to express so i know most of the cities and i'm not sure how our county's budget's going to look but i think everyone's going to go ahead and just put the intent of the rnr that we are going to go over because more than likely and then one other thing too and if you have questions i can try to answer and you can try to answer angie they give us the county clerk's budget information there's a form like this that we see and that comes out so we're going to think when was that june 15th june 15th when we receive this and each fund has its own revenue neutral rate so for example our general fund we are able to levy 20 meals for our general fund to generate that same amount of money as as last year the revenue neutral rate the rmr rate is 18.091 mils well like i mentioned in that document dan mentioned in the document and when i shared that with you it's virtually impossible to maintain that same individual rate every year the exact same amount so we do have a capital outlay general fund or capital holiday rate so we have five mills levy for our capital outlay because we have four that we can levy and one additional for one more year for the science room renovations as well as the gym renovations and the addition of the renovations in first grade to levy that same amount of money the revenue neutral rate they're saying is 4.559 mills so again because it says evaluation going up your milling rate is going to go down and that's where the problem you know say the problem becomes as far as dealing with this revenue neutral rate um you have also the recreation commission ken levy um i could say they have a certain amount they might be two mills there are and are going to be 1.824 on recreation recreation employee benefits and and their their specials fees 0.186 mills they value for that it's actually levied at 1.17 mills and the supplemental general fund at 4.218 mills revenue neutral rate would be 3.846 it's a lot of information a lot of numbers with this i'm going to go to questions that you guys might have so we go through who is it is for sarah mills to stay the same that's what we want to budget we go through the process of notifying having meetings then what i mean like is what's holding i mean the fee to the fire what's the the outcome of it we just have it here you can listen to people say that the evaluation went up but and then we do what we see fit yeah exactly that last paragraph and my recommendation to you is that the boie that you guys is the board of education you allow us to file a revenue mutual rate document with the county court for funds and that will not be revenue neutral it is important again to note that you as the board you have the sole authority of approving the budget at the end of the process so we'll have the revenue neutral hearing rate great uh meeting and that hearing piece and then as i say it's going to be somewhat redundant because we're going to talk about bad meal life and we always talk about the middle levy at our budget hearing and then we'll we'll talk by saying we'll go to after we're done with that revenue mutual rate hearing we'll go straight into the budget hearing and then you guys again we'll have the final say-so on what we what we you know produce as a final budget house so you can still have that same process it almost and i'm sure you're thinking well if it's the same why did they do this well senate bill 13 our legislature that's just i'm going to a political comment or two or three but uh i i just think uh sometimes you know school budgets are challenging enough people don't always understand sometimes it's like chinese algebra uh it's not easy to understand that you're going to make it even more complicated by creating an additional hearing and people may think well you're increasing the no levy why are you having the second hearing that this is the second of this first hearing before your original budget hearing what's what's the reasoning what's the logic um like i say school districts happen to get through the cities and counties in this and uh we really didn't want any part of this uh a a brief uh a brief poll of some of my colleagues around the state there are about four or five if i remember at last count that may not exceed revenue neutral rate this year and for a variety of different reasons their assessed valuation may not have increased is usually the most common so again everyone else is is at least going through the process of filing the revenue mutual rate information we are building christie uh and i are working we've christy has spent a lot of time with revenue mutual rate we've been to trainings we've done zoom meetings information we are working on building our budget density we're going to know more exactly what our middle levee is going to be and our middle rate is going to be and if we will exceed the revenue neutral rate more on wednesday when we're building our budget and i will notify you on our friday notes where we anticipate our mail levy to be questions comments i would just add to what craig's talking about as far as our assessed evaluation it did increase this year and so that is something you'll definitely want to keep in mind because i know i'm pretty sure from what i've seen from you all in previous years you try to be conservative on what you do or the schools that still maintain that high level of service for their kids and everyone so if you don't keep the military up there to where you need it to be to generate for dollars you could hurt the school so just to give you that bit of information any other questions or comments um and then a couple of other things that happened to the pop-up here between west we're going to publish the packet i got a really an excellent email from dr randy watson kansas commissioner we have been put on a list of 27 cities for the commissioner to travel and they are going to do kind of that armstrong tour again so in 2015 dr watson did this with deputy commissioner bradley swander and we've been uh selected to host on monday august 16th from 9 30 to 11 um a kind of the town hall discussion i need a discussion because board members are invited i'm gonna we'll get something out to the public via all over social media and uh he will be here i would also try to ask him to do a welcome back to our staff and the keynote speaker for the that's our first day back with staff we're looking to host this at burlington high school and uh so you guys are all welcome to attend we'll get information on social media and basically it's it's again what what what do fellow kansans want what do they expect learning to be like for their state's education system and that's what that discussion is going to be about i'm sure we'll have other entities there i'm sure the the republican will be there as well as other schools and other people from outside i'm going to contact outside of coffee county and contact other school districts that want to come in the area too to join us so um we also we did not get a chance to talk about the back to school picnic when we were here last month um was discussion about maybe doing a back-to-school picnic like we had done or just basically having a meal for that first day back for all staff of lunch on the 16th of august um i don't know what your thoughts are we just need to deal with planning there does anybody have any thoughts i liked the first day back lunch yeah that makes sense i think uh i mean there's also a little bit of people might still be coming with large gatherings chef is what it is yeah yes you're more than welcome yes um we also again did have so we thought we would have food service information you'll know that that's not the nose that's not an agenda christy has been doing with town hall meetings and information and they have not set the adult price yet we need to know that vote because august is coming real quick for our staff and they'll want to know what they've got to pay for lunch so we do not have a reimbursement program actually that reimbursement had a dollar amount set for the adult meals just yet we have just a general well and that deals with just cost in general different things and so that kind of so we're waiting on that we hopefully will have something um on the 9th when we meet again august 9th and have that that ball account set for the volcano crisis one other item that i want to mention too and this is kind of got us to thinking about different things that we're dealing with in the world today our code world postcode world hopefully more so we're hopeful that that's the case but prices and costs of certain things are challenging um we do have this year because of our our track at wildcat stadium has had some issues that's going to need to be done either this fall or next spring it should be next summer excuse me i said again next next summer we need to look at doing that one of those two time frames with cost situations and supplies materials dealing with those those costs we are considering looking at possibly a fall project a couple of reasons one we are in a new budget here so we have it planned yet and we need to we need to take care of that track we are looking at doing that potentially in the fall also so that the seniors will have the ability to run on it this year's group of seniors could run on a brand new track and the pe classes in the community will have it and it won't be torn up over the summer time when people do you'll go out to the you know the stadium and walk and we've got i think walk with the dock type program going on if we do that in the summer they won't be able to do certain things like that also the cost and cost of materials we don't know what's going to happen in this in this open we're dealing with so having said that we're looking into the possibility of maybe doing a fall project for those reasons cost might be cheaper we can get it done so the seniors could be able to run out and we'll have for use in the summer if we do this though we're kind of in a tight time frame to look at getting something approved there's two vendors that are on the green bush approved list and we talked about the track being done so we may be looking at that as a possibility i'm working with uh with them to get some pricing on that because again we do not have to go to bid if we work with the greenbush approved state approved list and uh to let you know so i don't know if you guys have any i've talked with uh you know dave watkins and stacy rudy uh brad griffin they're all in favor of us working to maybe have this happen in the fall uh it is again as long as we can not have like disruption or anything like that um in regards to our football season we still want to play our games we want to be able to have you know as close to the the normal situation as possible so it is a hazard i've been up there to that thursday night event almost every week and couple people pointed out as a joke but it's no laughing i mean it really every curve is bubbled and there's holes in this whole trap i mean we know it's a safety issue so we should be taking care of it any other comments okay with your approval i'm going to go ahead and start working with the two vendors that are on that proof list and they have great references i'm going to work with them to see if they can make this happen in the fall and still again work with us accommodating you know the football the football season um we may just have to like rope off a certain area or be careful where kids are getting on and off the track based on the work that they're doing if the work should impact of course the football field it's going to be all done you know on the track and they'll keep the stuff outside the track so with your permission i'll go ahead and start working on that we may be looking at a possible special meeting to approve a vendor so that they can get going they'll want to come in and start as soon as they possibly can the football field looks great it does our facilities are looking great and we've had so much rain and they've been working hard so okay that's all the the item that i have from the other additional items so thank you move on nice and item is board reports move on to review of operating procedures for ground rules and this is just a list of things that we've talked about in the past you've got those four items there that we kind of focus on and we've done i'd say a very good job of this in my now starting sixth year as superintendent of schools here working with you guys in the community again that those are just again a very familiar list of things that we talked about communication j command no surprises evaluation and so on and so forth throughout my five plus years now motion established ground rules as president for working with superintendent has discussed and noted in the official are you on your computer are you just on fire you're on the computer okay good motion passes 7-0 [Music] move on the board goals and again these look very familiar from years past i'm not going to take time to read through those because i know you guys have all the one thing that we had a chance to look those over um again the preference for the format for our retreat we've done the two different evenings we usually wins these if i remember correctly we don't have outage to work around so that's good so that's positive do you have a preference on the formats do we want to continue with that formula and sometimes you guys would maybe you have to miss and you catch up with me with some information after the fact and like you said i think that that makes some sense do we want to look at some dates while we're right here and administrators aren't here obviously to look at the dates with us but uh um usually if we're thinking wednesdays again the wins the evening piece that's usually pretty good for them wednesday football and what else tuesday's volleyball or do you want to start in september excuse me oh september august still smells like something still loud all right yeah really september's as far as i know i mean i'm we usually start like at five to have dinner ready and 5 30 so between 5 00 and 5 30 we'll have dinner and then start going basically i think it would be done from like 5 30 to 8 30 and if we get done a little earlier we're done um before i say a little earlier that's that's fine [Music] september 1st i'm sorry i'm going to be [Music] um what about september 22nd run what about the 29th of september i can make it okay i think we're set if any of you want anything added let's say we'll probably do a facility tour it'll probably be shorter we'll show you some items that we've done at the summer but also some things that need to be addressed it'll be a shorter tour for the facilities if there's anything you want to add to the agenda please let me and christy know we'll be happy to add that i know we had a couple things from an administrator linkage that we will put on there as well okay okay there's more education goals any other [Music] questions or confidence or anything on there it's all pretty standard i think we've talked about it last couple years move on to board budget status report okay again this is a lot of information with some provides some adjustments uh from this past year uh again like i say christy and i are working on creating the budget uh uh we're our focus is wednesday it's going to be a big day for us we've also uh we have asked and tracy and i wanted to do this in years past but a gentleman by the name of steve parsons is a kind of a budget guru and steve was actually my high school principal in pittsburgh and i knew steve way back in a whole different life but steve is tracy and i want to invite steve to go through and look at have a different perspective of our budget so we have gotten involved with steve through greenbush and it's been a very i'd say a very educational experience for both christie and i and a good learning i'd say a good learning experience for us and he gives a you know i say input from larger school districts smaller school districts he actually helps them works with the 14 different school districts um you know on budget preparation budget closeouts and things like that so that's that's a big part of wednesday for us so we can get the information to angie kirschner for the revenue mutual rate information by the 20th of july so i don't know if you have any questions over any of the information you can see there about this assessed valuation the estimated assessed valuation going up quite a bit um for us from about 513 million to about 558 million a lot of that has to do with state assessed utilities there's a significant increase with that and that's part of the reason that i might say that that assessed valuation is increasing um again our goal is to try to keep that middle levy equal to or less than what it has been we want to see it so i say be equal to or less than and that's our our work wednesday any questions on the budget status report okay next item only there's no action on that no no actually move on to contracts approvals and appointments there's one new higher contract on there for anna marshall for vhs cbt assistant volleyball coach comments questions i had this i had christie pulled out a consent agenda because i feel like maybe we're bordering uh conflict of interest on having her be a coach since her mom was head coach and her dad is superintendent i've been approached by a number of patrons that asked me to bring this up so not that i have a problem with hannah or anything was i talked to david watkins today he said he watched her in the camp she's great with the kids then why would we call this up well i just think it's conflict of interest it's already been some issues in the past and i think this just has the potential of creating more how many hours did we have she was the only one that becomes quite a challenge and a lot of other reasons a lot of other areas but we had 35 girls out she was the only applicant she played club volleyball from fourth grade pawn into high school was a member of three state tournament teams a state championship team and a third place team in mcpherson she was a college athlete and i i'm going to stop there i think the qualifications are there i think we're talking about can i say one thing yes i think what a lot of people probably wonder is if somebody were to happen who holds that employee and i think as long as you designate someone that's not her family to hold her accountable i think that probably helps you out but that would need to be you know dealt with so like the athletic director so how do we handle that in the past like with doug and michael van gaal in it and charlie and cooper were probably going to exactly like ron has mentioned that's an athletic director of administrator duty as you know as well as as well as any other coaching responsibility that they would deal with it and dave is available he's not in town tonight but again he's available by phone call if i do need to call him he is available i i spoke with him on the phone he said that he watched our camp he recommends her he thinks she does a great job with the girls i support his recommendation i think i i fall inside of i believe everyone in here is professional and we're in a community where it's really difficult to not find someone that i mean my work my teacher so i mean and everyone's professional enough to understand that if something comes up dave that's our director's gonna have a job to do and that's why he's paid to do it and we could probably list 50 examples of this i would just like to say like i have 15 openings right now so the fact that there was a qualified applicant is amazing because i mean the struggle is but with that said we still shouldn't turn blood absolutely absolutely ourselves before promotions are approved hannah marshall's vhs and we'll all vote on our computers motion passes 6-1 move on to the sr3 plan that's uh is this very similar to the sr2 district plan yes it is because we're now into s or three planet section three funds the government's asked us that if we would like to have these funds we need to have a safe return to in-person instruction and continuity of services agreement or document i should say and really we've been safe and in return and in-person instruction and we've had continuity of services but we have to create a document that says we're going to be moving forward and even though we kind of move forward all last year in great trying circumstances i shared this document with you it just is a again somewhat redone that it's it's basically saying what we've done and what we're going to continue to do um you know we're you know last year we did require the universal mass we were able to get out of again mandatory masks we plan on coming back to school not wearing masks next year the 2021-2022 school year there's also information here in regards to again we're we're going to be aware of certain things but we are not going to be doing as much to start this school year based on a lot of different factors you know we do have vaccinations in place our code rates are basically minimal to zero you know we've had such a good good good fortune here in coffee county um again we're going to continue to focus on hand washing hand sanitizing that's going to be important we're going to basically do the things that we feel like we need to continue to do just as general health safety practices but we're not going to go you know unless unless there's reasons to um you know from information from the county health department as well as our county health officer dr sawyer we're not going to be going you know to that degree as far as what we did you know to start the school year this past school year so having said that this is what we and christie and i had to put this together with administrative input we put this together because we had to have this posted in june it was just right after the board meeting like june trying to remember where it was i think it was june 20th or june 22nd and we had to post this on our website legal you know to be legal according to the state as well as the federal government and again it's nothing more than a very basic document that says we're going to be aware of things this is how we're going to you know continue when we come back to school on the 20 for the 2021-2022 school year so i don't i don't know if you have any questions we haven't really made any adjustments since what i shared with you um this is a fluid document a working document very much like our health guidelines that we had you know to start the school year was a fluid and working document we made adjustments to that so i don't know if you have any questions any discussion i think it's pretty straightforward it looks like it's a document's what we've been doing since we've been back motion to approve the usb 244 sr3 district plan sorry and motion to say i'm going to mode on your computer or 2443 district plan move on to governor elections network appointee now that you guys did a great job to serve as the governmental relations network representative of the 2021 22 yeah okay okay everyone vote on your computer um uh we have a currently we have a 2006 new holland skid steer and the biggest issue with this is the value of that vehicle that piece of equipment is about 775 dollars three to basically do the renovations on it and the improvements that need to be done it's about a fifteen thousand dollar uh expense the biggest thing deals with the treads or the tracks which if you have seen the skid steer and the old older style skid stairs it looks like a tank the tank tracks fuel on a big tank and so it's not normal wheels the new modern version of skid steer actually have wheels and tires so if we have an issue with those in the future it's replacing a timeline so it's much more efficient much more maneuverable and so having said that and not wanting to put fifteen thousand dollars in a piece of equipment it's worth twelve thousand seven hundred seventy five dollars and sixteen 16 years old now um we did go out there you have one dead and that bit is from prairie land partners in iowa and the amount is forty four thousand seven hundred twenty five dollars and that's with that trade-in piece of 127.75 the actual cost of the equipment is 57.9 496.

um is bear with us folks just one minute i'm here thank you is um all right sir thanks we're back from an executive session we're going to uh number six approval of minutes i'll attend a motion for uh june 14th 2021 that's weird is there going to um in the june 14 meeting uh minutes there was a request to see the grade six longitudinal data is that available in terms of where are they we're waiting for the link it reports once it's all in there then we can just aggregate it and you wanted to see where they were second third fourth fifth and sixth grade yeah i think they only started the third right the third through seven yes they're just six so we will have that ready for our next board meeting okay thank you further discussion okay this is alan yeah mrs ross may 17 80 minutes entertainment mrs allen yeah mrs kais mr osterley mrs hollery thank you mr ricky yes mr true thank you is there anyone on the phone from public okay okay we have two here uh carol lindsey please come on up please if you're with us i've got two minutes and please uh there's a script i was concerned about something i heard on the news today about the chicago school district and children as young as the fifth grade getting being given condoms everybody in their school is being given them whether parents know about them or not and the statistics are showing that you give these kids condoms more than we're going to get pregnant and the abortion males are going to be happy about that and i'm just concerned that maybe here in this school just are you guys thinking of doing this that's all i'm gonna know but i'm not happy about even having to ask a question like that but it just shocked me to hear what they did in chicago school district and we may be a smaller place but we're so important thank you thank you man we can't respond but um this rico will do so uh we'll be in touch with you and some of you thank you very much we'll get an answer for you okay luke simpson and last month i was here and tom was talking about you're hiring a psychologist i thought psychologist counselor k through eight and then i went back and i looked at all the books that the counselor had ordered and i read the synopsis of all those books and you know there's a lot of race gender sex it really wasn't my idea of empowering students that a counselor in my world should be doing but making more victims and i started looking into the crt curriculum and it goes back decades decades and decades and they just keep changing the name changing the name and i thought if you hire a psychologist of the school i taught at the psychologist could label anybody they give them a test you can label them social or just learning disabled and when i was teaching they got more money the more kids that they labeled the more money they got from the federal government i don't know if that's what you do nowadays or not i don't know but that was something i thought about and it seems to me that we're supporting subordinating our academics to all this social emotional other stuff and we're getting behind our kids are getting behind and i have a really good idea that i've found and i think instead of hiring a psychologist maybe hire a martial arts instructor how's that because a lot of kids learn and think differently and kids that martial arts is an individual sport and a lot of kids don't fit into team sports and they never feel like they ever feel fit and martial arts builds confidence they work towards goals at their own pace and it's good for for kids that just never feel like they can never win it's broken into blocks so that they have to master one block before they go on to the next to the minute to the next and then in sequence they get the whole motion and they learn to think ahead they have to learn to think it uh emphasizes self-control and concentration and it does help with their coordination and it provides structure for in and out of school and it's a safe way to get that extra energy out of kids that have hands in the pants and they can kick that they can chop but it's all self-discipline and it's practicing self-control and besides that it's kind of cool when you have your little outfits in your pants so that's another thought that's out of a box but maybe we should be doing something thank you appreciate it okay no further no okay thank you folks we appreciate you coming okay good evening thank you everyone for being here and i'd like to especially welcome miss stacy schaefer beltram our new special ed director bertram and we have our new uh maintenance employee is joe bertram so thank you thank you thank you we've got a good deal with both of them moving into green valley so welcome to our board meeting thank you so um again i just want to reiterate our theme for the year focus on the big rocks we have navigated through uncharted waters and have reached safe harbor as a crew we will focus on the big rocks and eliminate the unnecessary noise in the system as we have been discussing focus on what we can control and what will give us the best results in increasing student achievement for all of our students a few summer academic support highlights from our program we had 75 students who did attend and complete the program students were assessed in nwa map reading and math so we will have data in terms of how the students did in their in the few weeks that they were here with us at our august meeting data again will be analyzed and determine the needs upon beginning the school year so we will already know what our summer school kids who attended will need right from the get-go when school starts our student showcase was a success it was well attended by parents students and staff and you can see some of their work is displayed in the back so we wanted you to be able to see some of the projects that they completed and also had my great helpers my daughter my granddaughter kyrie said nana roxy give me some gloves and i'll help you serve eg's and she actually did a really good job and aubry of course lathan always willing to step in and help out to make sure that all our parents and students received a little treat at the end avid is the basket of the individual determination and you all have the framework on your computers there so we are very excited avid is a schoolwide college and career readiness system so we had a conference this past week and it was virtual it specifies and guides what students need and what educators need to do so very nutshell our students need rigorous academic preparedness that we were talking about how do we improve and increase rigor for students in the classroom it doesn't mean double the work it means allowing them to think about thinking and to explore and wonder and teachers asking the right higher level questions that kids need to ponder opportunity knowledge and building student agency which we've talked a lot about in the last couple of years on mindset and carol dueck's work on mindset and advocating for themselves what educators need to do is insist on rigor break down barriers align the work and advocate for students so there's the avid framework there for you to look at there's a lot of research and videos on the avid website as well here is just a list of our site team so mr mayanes will be serving as the district avid director we have mrs cuevas miss bertha membrella our middle school avid elected teacher so we will target students and have them commit for middle school years sixth through eighth grade and we're going to be teaching them how to organize how to plan how to take tests how to take notes how to study um and then we have mr nathan of course our teachers miss tesla ms jones ms navado um hernandez miss montoya miss grimes so there's goals of habit is to build an avid school-wide model k-8 when avid first started it was based it used to be called gear up for high school students and then they added the middle school piece now abbott has k-8 and they realized quickly that if we can get them younger and instill these organizational note-taking strategies test-taking skills they'll be better prepared for middle school and high school happening so there are weaker strategies which teachers will be trained on all year with writing inquiry collaboration organization and reading so we are going to focus on the organizational piece this year school-wide and the team will select one or more area of focus for the elective class and the avid teachers which we're looking at if you're going to be reading or writing this next year additional summer happenings you can see our two vans have arrived so we're excited that um our staff will not be stranded on the site of i-19 when they have to get to a conference or go into tucson our preschool playground was resurfaced and i just want to thank again mr nathan and um who else came to our community mr kratzer mr furniture mr ferguson and jesus and his who's giving up their time because they had to clear out the whole entire area what did you guys have to do in order for them to come surface it we had to move wood chips bring in a b take a plate compactor over it compact it and we had about four hours to do that and they did they and that's a true testament of our team working far beyond the call of duty always to get things done so thank you mr david and mr greg helped line up play compactors in the av for us thank you and i volunteered for [Music] enrollment update so we've registered 623 students um there's 15 uh registrations still waiting to be entered miss jenna just came back on board because that was out so we're working as fast as we can we had four new families come pick up packets today um so that would be a total of 642 students so we're nest 13 students from the end of last year so we're sitting pretty good because they're still coming in coupon mitigation plan um our mass will remain optional during the school day we are currently still going to require mass on the bus and uh you can see there what the cdc is saying about mass being required they're saying so far that the only way they can not wear them is if they're one student to a seat which we know is not doable but we will continue to watch the data and reassess and we are planning a special board meeting in july so we will um at the end of the month so we will have a spot on that board agenda to kind of update on where we are with that as a reminder this isn't the opportunity for questions or discussion but if anybody would like a specific item to be as an itemized new business topic or old business on the board agenda please let me know so i can add it to the agenda okay thank you okay yes i have a i have a question um maybe a couple of questions on item one in the in the consent agenda um i probably should have asked it to be full but i didn't know what synergy edu point was um so i decided to google it unless i understand the software for a student information system but we're being asked to approve overnight travel and registration at a synergy edupoint conference and and paying 500 to attend the conference and then 340 dollars for a hotel room for each person i i mean to me that's i i think it's outrageous 340 dollars uh we're going to be spending 680 for two nights in the hotel at the wonderful west in cureland in scottsdale arizona okay why is this critically important and why should we be paying almost a thousand dollars to each of our people that to attend this so this is our information system that we use that includes of all of our discipline data all of our special education data our attendance so what happens is with a new space clerk she's going to need training and how to operate the system so that she can continue to be updated with fed needs also miss jenna up in the front has been helping and they'll be a vital piece to miss stacy bertram's role also as the director in being able to know how to navigate and pull data in the system so it is complicated and does require a training and unfortunately if you know there's the registration fee and the hotel i believe that's the hotel conference right that they recommend that's right where the conference is taking place i mean a lot of software companies if you buy their software they provide training and that one does that one does provide the training and i looked at the conference and the conference is really to demonstrate their new material there are some in-person hands-on opportunities but more so along the lines of learning their new product lines not necessarily the product line that we have further discussion okay mrs ellen yeah mrs what are we voting on right now the whole consensus director yes mr australia yeah mr ellery yes and mr mcgivern yes coach capacis thank you okay report items number 10 district financial reports live good evening everybody um in your package you have the district financial report as of july 2nd so this gives you a good idea of where we ended the year financially as part of our expenditures our revenues and all that all the great financial stuff we will continue to give you the report from the previous fiscal year simply because we will not be rolling our cash over until the encumbrance period ends in september so we will not have updated figures in the new fiscal year until we actually do that fiscal year roll forward so we have what's called an encumbrance period which is a period of time for expenditures that took place in the previous fiscal year that we are finally receiving the invoices on so that we can get those paid in the previous fiscal year so just to give you a heads up the next few fiscal reports that the next few board meetings are going to be coming out of the last year's numbers entertainment question to approve the financials the district finance report july segment i'll move that we um okay psychology um that was within the budget yeah and and so i i see that it's still or is that in the budget and i'll be more than happy to discuss that once we get to that agenda okay um am i correct in a couple of uh entries on here just on on the overall mmo recap that if i i'm reading this correctly we had 300 approximately 337 thousand dollars of revenues over expenses for fiscal year 21.

school district 308 board of education meeting can i get a roll call mrs doyle present mr gatewood president mrs johnson present mrs croner president dr moreno present mrs simultan present mrs swanson the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their tonight although everyone will be responded to there is no discussion of personal matters or responses to questions are permitted the board does not participate in discussion during public comment follow-up to your questions or concerns will be addressed by administration through the contact information provided on the comment card thank you denise get here good tears thomas naninga hello and thank you for giving me the opportunity to speak my name is tom nanegay and i am the father of two children currently enrolled in sd 308 i just have a couple of concerns that i would like to comment on as it relates to the district's potential mass policy for this fall i support our parental rights to make decisions that are in the best interest of our children regarding facial masking viral testing health records and or the use of coven 19 vaccines i strongly oppose any mass policy that would require the mandating of masks wearing by anybody whether they are vaccinated or not i have read many studies in the last six months that have proven to me that long-term mass usage is unhealthy for our children here are just three of the conclusions that i have found in my research testing shows that mass become contaminated with bacteria parasites and fungi including dangerous pneumonia causing bacteria inhaling graphene which is the substance used to coat mask was identified as a potential for early lung toxicity in rats and per a research letter that was just published on june 20th of this year in the journal of the american medical association carbon dioxide levels were measured in children and found to be four times the osha permissible limit of co2 co2 exposure in just nine minutes the youngest children had the highest co2 values those are just some of the medical reasons for me to conclude that wearing masks are detrimental to our children then throw in the psychological factors such as the well-being of children that are highly dependent on emotional connections with their classmates and teachers add to that masks can have a negative effect on speech and language development in our children we need a policy that gives parents a choice to have their children wear masks or not to wear masks if vaccinated i ask why the unvaccinated kids are being asked to wear masks i thought the vaccine was supposed to protect us there is just no science that shows that it's that effective while there is overwhelming evidence of children wearing masks poses a much greater risk to their health our school district does have the ability to make mask wearing optional our request you as our board respect the guidance from the cdc ispe and idph does not equate to a mandate under title 23 of the administrative code the illinois state board of education is not in a position to force reward or threaten any school district or local board of education regarding said agency guidance the same rule applies to isbe on any stipulated guidance the word strongly encouraged that is used in the most recent guidance doesn't even mean a mandate i ask have you seen the rest of us we go in the surrounding communities there are no masks anywhere go to walmart no mandate restaurant no mandate as i walked into this building no mandate anymore but our district could vote to keep the mandate mandate in place i asked but many school districts school boards and school districts have been voting to make mass optional three more illinois school districts just announced their masks encouraged but not mandated policy as of late this afternoon i hope and pray you do the same as for the choice of parents to vaccinate or not vaccinate our children is just that parental choice interrupting um the three minutes is up if you just i'm on my last sentence i strongly oppose any attempts to segregate our children whether by forcing unvaccinated children to wear masks sit in different areas from other children or apply quarantine rules in a different matter i hope and pray that we take a look at school at choice for our children thank you jason hudson [Applause] the next person jason hudson [Applause] hello good evening my name is jason hudson and i'm a community member here in oswego thank you for letting me speak and giving me the opportunity to be heard this evening my first order of business is to thank carrie and i apologize if i mispronounce her name um sunspillin for her fantastic work regarding the community's foia requests she's done it in a expeditious time frame and she's done an excellent job in ascertaining and adhering to the laws um some of the critics claim that you know foia requests go into great detail about it cos costing us money district money taking out efforts towards their educating their children you know recent information discovered with the foia requests hope to dispel the notion of this and it's going to show that certain activities of employees of the district are cast costing them more money actually than the actual foia requests um in the past four years that there have been over 1 million let me repeat that again one million emails containing the word trump or biden in employees emails now i recognize as should the board and the and the district members um you know some of the emails are within district guidelines right they have to use them for curriculum purposes and they have to use them for any kind of student you know student committees however there were several that are abusing and violating the district policy such talking politics in the workplace emails are from both sides of the political spectrum and they range from simple encouraging emails to downright vulgar and profane language in in the emails you know there have been a couple occasions where district employees are using district resources to promote done non-district rallies this has to end there's no place for politics or agendas in our school district amongst their employees you know i really wonder what a history search would do on some of these employees emails or some some of their computers in some of their text messages you know recently there was an event um that was had district employees emails that promoted and put the word out about the incident of the unfortunate incident that happened at portillo's recently right and we all didn't want that to happen i don't think anybody did but it was it was put out on district email and i i applaud the people for going to that and voicing their opinion just like we are here today right i think that was fantastic um but at that meeting there was certain disrespect to some of the oswego village board members and there's actually violence that was promoted at that meeting so we had teachers and students that attended that meeting and they were subject to that and i think that's the wrong message that we need to be sending to our students especially coming from a district email it opens up it opens you guys up to lawsuits and you don't need that um and lastly i because i only got seven seconds left on the shot clock here i want to leave you with this there's there's going to be more foia requests i implore the district's human resource policy or human resource people to take complaints against these district employees very seriously and i also hopes that we can eliminate inappropriate and misuse of district emails on taxpayer dime at our students expense during working hours or non-working hours you know we need to keep politics and agendas out of the workplace and have a laser beam focused solely on educating our students who as we all know are behind due to covet and learning so thank you thank you christopher casper can i come to this one yeah hello um while i recognize the cobia vaccine is not mandated to return to in-person learning i'm very concerned about the need to mask unvaccinated children the science proves children don't need mass and if people are vaccinated we should not worry who is and who isn't every person has the right to choose what is best for themselves and it's not my business it's time to do its best for our children and that's going back to school on mass and with no restrictions the illinois state board of education the school superintendents school boards teachers and staff are not medical professionals and have no lawful or legal authority to require any individual or student to wear a mask to prevent illness the illinois department of health does not have the lawful or legal authority to mandate require or force any individual to wear a mask to prevent illness the cdc is an advisory agency to the executive branch of the u.s government it only advises and possesses no rule-making authority federally or within the 50 u.s states the cobit vaccine is experimental it's not fda approved and it's only authorized for use for emergency use so it's not fda approved vaccination cards issued by local health care personnel as the result of being vaccinated are not lawfully mandated and are not legal documents and have no legal authoritative value a citizen's individual medical choice to refuse to wear a facial covering to refuse an experimental and untested medical treatment by vaccine or a parent or guardian's choice to exercise the same for a minor child is the protected individual medical and conscious choice and right and is protected by illinois law and should not be violated or infringed on every single thing that's done in the public school system has to have parental consent whether it's giving some kid a tylenol because they have a headache or permission to go on a field trip or watch a certain movie and now we're telling parents they don't have a choice when they have to mask their child and that's just not right give the power back to the parents let them choose what they feel is right for their own child please make math optional for the return to learning in the fall thank you dominic castillo i am here to speak on behalf of we the parents throughout the district to oppose masking and vaccine for both students and staff as a requirement for in-person learning as we enter the third school year third school year impacted by covid it is now time for the board to put common sense and reason before fear and panic over the last 18 months the message has been the virtue of wearing the mask not for your own protection but for the health and safety of others so people messed up however beyond the virtue what about efficiency inconsistencies abound in what how where when mass are being applied let's be honest none of this has been consistent making the safety argument questionable at best photos of students as well as teachers in the schools this summer blow that narrative to pieces this this simply just doesn't make sense anymore there's no science with the inconsistent masking what goes on my child's body is my choice the vaccine surplus ensures availability for all sd 308 staff comfortable receiving them no more excuses however our students range in age from early childhood to senior in high school weighing the risk of an emergency use vaccine on their developing bodies that aren't nearly as vulnerable to severe complications from covid should be left to the parents what goes in my child's body is my choice public schools should be an unbiased and neutral environment for teachers and students mandates and politicized policies open the door for a toxic learning environment teachers i worry for you too and how you will be treated many of you have been too afraid to voice your concerns i am here to be your voice tonight we stand with all teachers who feel they cannot speak up due to the virtue signaling going on as a pro student and parent choice group we the parents of oswego 308 do not co-parent with the state government since the start of this pandemic we have spent countless hours advocating for return to in-person instruction and improved virtual experiences for remote learners board members you were elected to represent all of us not half of us all of us and our students the choice is the next step forward into normalcy we need choices thank you zoey gremlins soy woman [Applause] can you say the name again she's coming hi i'm zoe werman and i'm a senior at ohs and i want to speak on the student perspective i came to this meeting not expecting to speak but decided this topic was too important to ignore face masks need to be required at school i can still remember when the pandemic started and i saw teens wearing masks in the hallways in an attempt to stay safe that was then when the case numbers were lower but this is now now we have to worry about the students who have immunocompromised family members and who are immunocompromised themselves we shouldn't put that burden on young children and teens we shouldn't let them worry if they are the ones to bring home the deadly virus we shouldn't leave parents to tell their elementary students about with the delta variant which is sickening young children across the nation even if those who choose to wear masks wear masks people will still be scared masks are the most effective when everybody wears them they are the universal protector for all of us vaccinated or not we have new variants to worry about now i think i can speak for every student when i say i want to go back to how things work i want to see my friends i want to see my teachers i want to have a normal senior year however the only safe way we can return to cheering on our football team is by wearing masks we can't guarantee that everybody will be vaccinated but we can protect our community from any new variants to come and hopefully have a potentially normal school year a school year where we don't have to shut down from an outbreak a school year where students can resume sports and clubs and a school year that keeps our community safe i know for a fact i'm not the only student with his viewpoint i know i'm not the only student who wants to return to a sense of normalcy but who also doesn't want to worry about covenanting so please i urge you to ask the students rather than the parents what they want and consider will we feel safe we may be minors but we still deserve a say [Applause] hello public servants i am 18 and here to tell you unmask the children [Applause] i was a high school student and i can tell you firsthand that your students do not wear a mask outside school all restaurants and public buildings are no longer requiring masks and no one wears masks with their friends your continued math mandates into perpetuity are useless completely and utterly useless if you want the vaccine by all means get the vaccine and if you don't want it that means you don't want it if you are a kid 14 to 18 who wants the vaccines then you can get it and parents of kids under 12 can get it too kids under 12 are not dying of cobain significant enough numbers to justify forcing them to wear a mask plain and simple if parents wants their kids mask fine but that should not force other kids to have to wear them as well we are free in america and we must be free to wear and we must be free to wear whatever the hell we want to on our own damn face it is it is tyrants who force people to comply and we will not let the school board force us or our kids to wear this piece of crap enough unmask the children [Applause] [Music] and onto this please watch your language thank you i'm sorry now on to the sex education that is being considered in springfield it is gross and disgusting that anyone in this state believes that elementary school children need to be seeing pornographic materials and if any teacher shows any child pornographic materials the police will be involved thank you brad [Applause] brad thanks to you all i didn't expect to speak and to be honest with you i hate being here even though i've been here twice in the last year i don't have any dislike or hate for any of you i barely i don't don't really know any of you except dr sparlin who i occasionally email in a fit of rage i don't know anybody here and i don't know the local politics of all this i i don't i care about one thing and that's my six-year-old daughter i don't want her growing up wearing a mask the rest of her life [Applause] people are entitled to their own opinions they're not entitled to their own facts and the facts are clear hey masks don't work period i was quiet when you misspoke covet does not impact children you want to know a couple things that are more likely to kill a child than kovan riding a bike and yes the flu despite how many times we hear it's not it's actually more deadly than covid for children so it's my understanding that you guys can vote this down tonight that you don't have to pass any type of guidance that the state of illinois gives and i appreciate your perspectives but i ask you with all my heart not to force children to wear mass and not to make many of us make very difficult decisions about where to raise our child our children so the question i'd leave you with you know there's a lot of questions of um you know why wouldn't we have children wear masks why would we what is the reason can anybody explain to me what the reason we would force them to wear masks are there's literally no risk and it's terrible for them i've raised the daughter i know it's terrible for her i've seen her have bouts of anxiety last year because she couldn't see her or talk to her friends and now i you know i have to get used to her trying to communicate with other six-year-olds who don't even have developed language skills trying to communicate non-verbally and you know just express a smile to one another so i just ask kindly to all of you that you please vote against this guidance tonight anger hi my name is inga danos and i'm here to speak in support of parents students choice rather than discrete mandates regard regarding mask since the beginning of the pandemic there has been liability concerns what if a staff or student fell ill with covet what if lunchtime became a super spreader event what if god forbid someone died is the district responsible what is the district what if the district gets sued what ifs after a year and a half the data indicates scovid does not spread to schools especially for k through a kids while the the advertised effects of quarantine measures including mass on kids mental health is well documented in fact many neighboring districts have followed the science and lifted the mask requirements i'm also here to remind you the oath you all took when became a school board members it says i do solemnly affirm that i will faithfully discharge the duties of the office of a member of the board of education of oswego unit school district 308 in accordance with constitution of united states the constitution of the state of illinois and the loss of the state of illinois to the best of my ability it says nothing of a government executive orders it says nothing of following cdc guidelines or isbe guidelines per illinois school code 5 ilcs 5-5-2 3.2 isbe can't withhold funding to public schools contingent upon masking there are no laws in place to stop the school board from making mass optional public health prices are nothing new the measles mumps chickenpox smallpox lice hong kong flu h1h1 etc schools did not close what is the novel this time is the unrealistic zero transmission model for a virus with a 98.9 survival rate life is returning to normal as you consider your vote look around at all the things that are going on there's public pool pools are open games are being played tonight i'm asking you relinquish control back to the families of school district 308 and allow us to make the private personal health choices that are right for our individual families vote against the mass mandates thank you for your time kevin [Applause] kevin de bolt not sure i said that last name right anybody here named kevin last name starts with a d hi i'm raj pillai thank you for giving me the opportunity to speak in front of you i'm actually not in in this district my children are not in this district i'm actually uh from the neighboring district of uh plainfield 202.

all right good evening everybody i'd like to call the july 13th meeting of the dartmouth school committee equality and diversity subcommittee meeting to order per an act relative to extending certain covet 19 measures adopted during the state of emergency the public will not be allowed to physically access this diversity and equity committee meeting members of the public can access the meeting via live stream at youtube.com slash dartmouth dhs tv media i hope i got that right mr tebow can correct me i'm reading from a different script that had the dc tv link in there the school committee reserves the right to implement additional remote participation procedures and will notify the public of these procedures as soon as possible so to start off the meeting because we are meeting remotely all of our um our votes have to be taken by roll call so i'll just do a roll call um to uh to ensure that everyone is recorded as president um kelly bloom yes here lily chamberlain here diane masari here uh mark hayes here ross tebow here uh shelley scott here elizabeth murphy here uh kathleen amero here uh jada walker here thank you jada and just so everyone knows jada uh mentioned she had to borrow a computer because we let her know at the last minute so that's jada under amy there um julina is not here and i am here shannon jenkins all right so we have three items on our agenda um tonight one is just approval of minutes the second is discussion of sort of our next steps and then we've added other matters that may not have been anticipated at time of the agenda posting or other things potentially um let's start with the approval of the minutes um i apologize that i sent those out late thank you to miss murphy for reminding me that i forgot to actually send those to you that was my mistake dr gifford had sent them to me i think maybe like the day after the meeting was done um so i'm sorry that that spelled through the crack um that having been said would you all feel comfortable um approving the minutes tonight and and if so um i would entertain a motion for approval and then we can discuss whether or not we should postpone it or not so would anybody be willing to move approval motion to approve the minutes from june 22nd thank you miss scott do i have a second i'll second that thank you mr tebow all right so now we can sort of discuss does everybody feel comfortable with with approving these minutes tonight or do you want to wait to the next meeting if anybody wants to voice objection that's fine with me i know i i sent them out a little bit late i'm chair yes miss america i don't have anything relative to um not not voting or not i just have a question i was unable to make last meeting would it be appropriate for me to abstain as i would you prefer yeah that's often often what what happened i know that you were watching it on youtube feel comfortable voting it's it's it's totally up to you okay i do okay thank you all right any further discussion on the minutes hearing none we'll have to do a roll call again uh miss bloom do yes or no to approval over the minutes yes okay uh ms chamberlain i will also know you can abstain if you would like that's the third alternative miss chamberlain yes thank you miss massari yes uh mr hayes yes uh mr tebow yes uh miss scott yes uh ms murphy yes uh miss amaral yes uh ms walker yes okay and i will also vote yes okay so that motion carries unanimously so at our last meeting um we had some informational presentations right where we learned some information um and then we took some time off to um so we could all sort of think about and read more and learn i'll also say i think it's the intention of the committee to be open and fair to the public and so we didn't want to make any decisions or votes without sort of for publicly posting that on the agenda which is why um we have come back here on the 13th to sort of start that conversation about what we would like to have on the next steps um before we start talking about that i do want to acknowledge i think you all received um a few letters today um one was from uh miss cheryl andrews multis um who's the chairwoman of the gay head wampanoag and the other is uh was from mr andrews mr pereira and mr ventura all members of the committee should have received copies of those emails if you did not please let me know i will ensure that everyone gets a copy of that um okay so not everyone did all right so um ms scott you had raised your hand did you receive either of those or neither of them neither of them okay let me check my email real quick because i thought went out to everyone but perhaps they did not they might have just gone out to the school committee um i will forward all of those to you let's see okay so one of them should have gone to you it would have come from a proton email account you might have missed that that attached to that was the letter from the chair of the um the gayhead wampanoag i had emailed her and asked for her permission to forward it to all of you um because i don't forward people's emails without their permission um so that's the way that one would have come to you all you might have perhaps missed that but i do see i think at least it looks like the school members it may be that miss scott i'm going to send that to you and ms murphy did not get those from miss walker i'm in miss pamphile i'm sorry i'm talking while i'm typing here um so i'm going to send that one to you i think they may have used the directory so you should now have received the [Music] first one i'm looking at the email for the second one again it looks like members of the um schools receive those with the exception of the students so i'm just give me one more second okay can you uh could you send those to me as well i also didn't receive them all right i will also send those to you it looks like everyone else is on there did anyone else not receive them uh madam chair i did i just took to alert everyone the one that we often get these they come from this like app protonmail they're sort of um they are the identity of the sender is not listed and they end up in my spam so if you check your spam yeah they're not really whoever's sending them does not want their identity known i guess it comes from an app proton mail all right that's why some people aren't seeing them [Music] um let me go ahead and forward those to mr hayes and if everybody can check their spam they might see that um let me also i can um the reason why i will say i don't i like to have permission from people before i forward their email that comes to me um i asked uh the chair of the tribe whether i could forward that email to you and i did not receive confirmation that letter was then forwarded to everyone else via a proton email account and i didn't catch that it only went to the school um the emails that were listed in the directory for the schools um so both of those emails hopefully are in your inbox if not please message me and i will and i will forward them uh to you so that you can see them um i will also note that um i want to take the opportunity to clear a few sort of issues up um that were raised in the agenda or in some of these letters one that i will say right we have been complying with um open meeting law with respect to access to these meetings right the act that i just cited allows us for us to meet virtually so long as the meeting can be accessed via live stream right to the public um the second thing that i will say that while it is generally good practice to have public comment periods um public comment periods are not required at meetings right they are they are purely optional so whether or not we have public comment at any one of our meetings is open to us to decide um it has to be posted on the agenda if we are doing that and we can have a conversation about whether we want to do that but um that is not required by law i just want to make you and the public aware of this so let me ask and let me have an opportunity has everyone received those two letters i want to be sure that everyone has received them i am finding the one from jacob ventura and that group but i don't see the other one in my email okay so that was the one to kathleen's point that probably got caught in the spam so let me see if i can forward that one to you all all right so kelly you said you didn't who else diane yes i yeah i i just checked and i i did not think so let's see i've added kelly diane lilly who else needs to see that one plus maybe maybe you and dr gifford and i have like lower level spam filters that everything comes through i don't know we'll have to ask dr gallashaw all right so yes i think sent forwarded that to you all right so all of the members of the committee um may have that all right so um that i wanted to have at least have you all have access to that for our meeting so we can talk about our next steps right um because the people in the letters have asked for several things and i have received other emails that have asked for us to have a public comment period i have told people who have emailed me directly that that's not my decision to make right i am the chair of the committee but this is the committee and this is something that we have to discuss as a committee um so there are several issues that were raised in the letters that i just want to highlight for your attention right one was the question about whether or not we want to have public comment surrounding this issue i would say the second um issue that was raised um was regarding input from um from tribal from other tribal neighbors shall we speak um the dartmouth or i'm sorry the gay head wampanoag um have asked to provide input and to be consulted on this issue they have expressed willingness to keep the mascot and to work with the town to keep the mascot i will also note that again as part of this we on the school committee have also received communication um from other tribes i have and i don't know maybe miss amaral has um but there have been other community communication from other tribes on this issue so for instance on the poke a member of their tribal council did contact us and let it be known that they were not in support of keeping the mascot um there are other local tribes including the mashfi wampanoag massachusetts and i'm not sure which of the the nimpuk tribes who have written letters um supporting the state bell banning mascots so i just want to be clear that we have seen and received right input from a variety of different sort of tribes some of whom who have different positions on this issue with that sort of foregrounding of our discussion um i think there are some questions we need to sort of answer about or have a conversation about which we have to wait till now an open meeting about what we want to do in terms of next steps we talked at last meeting some options of simply sort of moving forward the recommendation to the full school committee we as a subcommittee could have more hearings right we could invite sort of representatives or we could contact representatives from other tribes we could hold public comments as a committee we could also recommend that the school committee hold those additional hearings right so there are plenty of options open for us to consider but again i think we as a committee had wanted to let the public know we would be talking about those tonight and so now is our chance to for you all to share your thoughts on these matters so i will take any input or thoughts that anyone has about how we want to proceed from here i do think it's important to hear different voices we've heard primarily one perspective so far i think from our speakers and some of the information that we've read and it would be good to kind of open the discussion up and make sure we are hearing different perspectives and different voices i i worry about opening the parameters too much you know to a complete um public comment because i think that could get a little out of control so i'm not sure how we set limits on that i also think it's important to and i don't know how we determine this either but i i imagine there could be very many native american spect perspectives for instance within one tribe um as well as there could be very many caucasian perspectives you know or any group so it's important to kind of figure out what are individual perspectives and what is maybe the leadership of the tribe or the leadership of the you know national congress of american indians or the leaderships of different groups what their perspectives are you know but i would like to open it up to a little hearing a little more perspectives i would say okay other thoughts mr tebow so i i agree with uh you know um this committee is about equality and diversity and i think you know inclusion and so it wouldn't make sense to me to not include the voices of various uh constituencies within the um or various stakeholders within the community that being said i i do wonder if it wouldn't be best managed at an uh full school committee meeting um you know as you've made the point at previous meetings we're really just going to make a recommendation to the school committee and ultimately it's going to be the school committee that's going to have to take a decisive vote um on any action uh if there is action to take um so i do wonder if it's not best to have any kind of open forum or public comment in that venue as opposed to in this working group so i'll say a couple things related to that right generally speaking the school committee does have a public comment period when items are on our agenda so by definition anytime the school committee takes up this issue right there will be a public forum in public comment that's not to say we shouldn't do it um but that's also that's also to say that if we did one right we would also then by definition also have another one so it would be a second opportunity for if that makes sense you know what i mean so we we could do one listen to voices make a recommendation that would go to the school committee and then because it was on the school committee's agenda it would then be open for public comment again so we could do both we could just do one i just want to make sure that everyone's aware of that go ahead mr tebow so along that along those lines then i wonder if it wouldn't make sense correct me if i'm wrong we invited kevin campbell and dr um is it delaney davis delano dave i forget her name i apologize yes but we invited those two speakers right so i i wonder if we don't invite the leadership that has reached out to us to have the same kind of window of time you know the 10 minutes to present their side um or their perspective on it i i wonder if that makes sense um sure you know you know one one of the things that i was thinking along the lines of sort of miss blooms like how do we sort of control right it it could be a public comment we set the parameters on how public comment works because we're not required to do it so we can set time limits on speakers we can set an overall time limit on the public comment but we could invite the letter writers and give them sort of what we might call a privilege placed in the public comment session where they would have five to ten minutes to speak but then we could say all right aside from these speakers that we have designated everyone else gets no more than two minutes right so we can establish rules for public comment um and there is nothing that requires that um this seems ironic to say this right because we're the equality committee but there isn't a rule that requires everyone to be given equal time so if we give the people who wrote the letter say 10 minutes the equal amount that doesn't mean we have to give everyone else 10 minutes if that makes sense so would we like to schedule a like another meeting session where we can allow people to come we would allow i think what i'm hearing from the committee is we'd like to allow the people who sent us letters some time to voice their opinion an equal amount of time say 10 minutes we might reserve the rest of the meeting right for um for other public comment the big question that i have and that i am wrestling with is that i agree with miss um andrews maltes i think i want to make sure i'm getting her name right uh miss andrews maltese um that we ought to listen to our tribal neighbors right but there are other tribes right in the region and i guess my question is do we want to do one session that's public comment or do we want to do two sessions when we hear where one we hear from sort of tribal leaders members and another that's more public comment or do we just want to do one i i'm i don't know how we might want to do that miss scott you're saying to ms chamberlain your thoughts i'm i've i've um it would be good it might sound okay it sounds kind of weird from this end it sound all right yep it's okay okay um i feel like maybe the we could do another session where we invited some people to do a zoom session like this and we could listen to what those people have to say and then maybe i i feel like people were requesting that we had an in-person session so maybe we could have an in-person session where anybody could show up and make a comment and i agree like two minutes or something like that and i would also ask that people not be debating each other but just that they go up and and make a statement for two minutes and really not be arguing with the person that came before that i don't really know how we can enforce that but i mean i've done that in my classes and the kids pretty much they they do it you know so i think if you tell them that's what they need to do that's what they'll do right um other thoughts ms scott i agree with what ms chamberlain just suggested i'm also wondering if we can encourage and make clear how to access the materials that have been referenced like the race ethnicity an education article so that folks that are presenting to us in that first meeting that lily mentioned we can all sort of have the same background information and reference that as we're moving forward clearly the folks that have been watching the recorded previous meetings you know are aware of everything that was said by the presenters and since there's also uh written material that's been provided to us i think it would be important that it be provided to them so that we're all working from the same source of information does that make sense yeah and i have to figure out i have to work with mr galasha to figure out how we need to we we can have authorship but we can't open that everyone to have authorship i need to figure figure that out how to share that um let me ask a question for you miss chamberlain proposed one zoom session and one um in-person session um would we so the zoom session so i'm trying to i'm trying to think about this but my sense is maybe the committee doesn't agree with with with me um but i feel like if we're going to invite sort of tribal representatives to share their thoughts that that meeting should just be those people and it could be positive or negative we know that the right that they had wanted would like to retain but i i feel like there should be a meeting just for us to listen to our tribal neighbors right and then we've also discussed that we'd like to invite mr uh pereira perhaps or mr ventura or i believe the other right with mr andrews um to come would we invite them to the public forum and then give them a little bit longer to speak what are i don't know i'm not sure what our thinking is on that miss missari i like your idea just because i'm thinking time and just um you know the nature of the speakers just to give them the time and then if we have questions for them and then another i just think it would be too much to have it all one you know one meeting personally um because it is a sensitive topic it's been you know um you know hot topic and i just think that just to be fair and given the time and then like miss chamberlain had sent to said those parameters when we do have it open um i think it's just important to have the voices heard um and that you know they know that we're taking this seriously and being considerate on the matter so then would it make sense to have our next meeting be a zoom meeting and try to arrange that with tribal representatives and then we would schedule another meeting after that that hopefully i can't say for certain dr gifford we're going to talk about this on the 26th i think about reopening public access to school committee meetings so we think we're going to do that and we should be able because i'll be honest too i don't want to try to manage public period over a zoom i would much prefer to do it in person um so perhaps we could do another zoom meeting we can work to engage some tribal representatives to come talk to us maybe a little less limited where they can set talk and we can do some back and forth and then a second meeting would be an in-person meeting um we might invite right again mr pereira mr ventura uh or mr andrews to speak at that meeting and give them a little bit more time um than the two minutes but then other agenda speakers would would have certain limits that we agreed to does that sound about right to people miss scott i just wanted to try to clarify so the zoom meeting would involve all tribal leadership that want to share their point of view on the topic but the authors of the letter while two out of three of them are members of the wampanoag tribe of gay head because they're not tribal leadership they would be included in the second meeting in person for public comments but be given additional time yeah i don't know that's that that's what i think we're discussing right um is the zoom meeting for tribal representatives is it for anyone who is a tribal member right um what are the proofs for that meeting because to your point right um we could ask mr andrews or mr ventura to present also at the if we opened it up to anyone who is a member of a tribe right right miss murphy did you have a comment yeah i was just thinking i guess i was thinking of it differently um in that maybe we would go first with the the response invitation for those who had written letters and and asked for an audience so to speak on zoom and then possibly think about how to deal with the the tribal leaders um i'm still thinking about when we heard from dr david stellano and also from some of the other things that i have watched other towns go through this process uh live on zoom as well as some of the lobbying around the state bills and there is a lot of caution and suggestion that we not try to you know rush through the tribal leaders or try to bring them in and not really have a plan for is a vote going to be happening or when a vote is going to be happening and things like that we really do want to be careful about um respecting time and space and all those things so i'm just not sure what kind of response we're going to get if we send out an email invitation to different leaders without like a clear understanding for them on on what's we expect to happen next and what the timeline is yeah and and that's you know i would say that's you know why i think it's important to keep the two meetings separate the order is but i don't think i think it may be disrespectful to invite right our tribal partners in and to have a big sort of you know pre-flowing discussion that i think we want to have that space just for them um i think you raise a good point that perhaps we might want to invert that that perhaps we we do have a public listening session and you know invite uh mr pereira i don't think mr ventura is local so if we did a an in if we did an in-person session i think it might likely be mr pereira but we can they can sort of work that out we could invite them to that and allow for some public comment and then it may be to be sort of sensitive to um to your point miss murphy to say that we might then say to the school committee we've listened to you know the side in support we listen decide against we recommend that the school committee hold a session inviting tribal leaders in anticipation of a vote that's the other way to do it what are your thoughts on that do we want to have a public comment session first and then consultation with tribal leaders later and also inviting the full school committee or do we want to try to invite tribal leaders first and then do the public comment after this is murphy sorry i would just add i don't know if anyone had a chance to watch um the very long public session that i believe it was a wakefield school committee held this spring um i would just add for the record that they had they brought in a very large group of tribal leaders which took a lot of coordination over like several months i believe to get them all there at the same time and when the evening which was super intense um concluded the school committee was planning then to do a public survey and public comment and things like that afterwards and just i think you can probably go back in and watch it um it's probably available somewhere but that was widely received among the tribal leaders as um i guess i would say disrespectful and not not well thought out so i would just voice again that that's something that we we want to think about um it felt very much after the the evidence and statement after statement was made and on both sides of the issue it wasn't an entirely one-sided discussion um that then to say okay now we're going to open this up to to public opinion um did did feel uncomfortable at best so i would just say we want to keep that in mind so it's like miss murphy you're advocating for right doing public comment first right having that that meeting that session um and then doing um maybe reporting to the school committee and recommending that they do a session with tribal leaders inviting the committee along with them um other thoughts on that plan is that preferable to doing we have the zoom with tribal leaders that in person public comment option or public comment sort of option and then tribal leaders with the full school committee those are two options we have before us right now mr hayes and then miss chamberlain um so pretty quickly i just think that you know my thought would be that the the more information that we're able to disseminate before public comment like the more that we're able to in a controlled manner disseminate information to everyone before people start to make public comment in a manner that could be considered less controlled i think the better um from my opinion i haven't had an opportunity to to view the wakefield school commute committee meetings or any of that book as a general perspective i think the more controlled information not students that control information but the more we're able to get information out in a controlled manner before the public comment i think is could be helpful thank you miss chamberlain you were going to add some thoughts i you know i i just feel a little bit like um what mr tebow was saying before about like i just i would like the public's comments to be heard by the school committee who are going to be making the decision not us and i just wonder if maybe both of these meetings shouldn't be going in front of the school committee and not us that's just what i'm wondering it's a good question i i will say ultimately again i'll just go back to my point that when this comes up on the school committee agenda there will be public comment at that point too so we might look at it as not necessarily harmful to here to have two opportunities for the public to provide input um once to us and once to the school committee um alternatively we you might say that's inefficient right and um uh i don't know right i'm not sure about that i mean i guess the other the question is whether or not we've reached the limits on what we can do as a committee but it seems at the same point in time to be a little i don't know i don't know the word i'm looking for like we're not doing our job by just saying okay we listened a little and we can't do anything and we've got to push it back to you which is i guess personally in my opinion i think i'd like to have that public comment right so at least we've heard sort of from uh the perspective of wanting to get rid of the mascot will allow you know i would say the letter writers um to have the same amount of time at the beginning of that public comment and then to hear um some other thoughts related to that so that we then as a committee can at least say we believe that the final word should be that you hear from tribal leaders and the school committee makes a decision but as a committee this is our recommendation after hearing from both sides like i feel like one of the things the school committee has charged us with is making a recommendation on this issue and so to say oh you do all the meetings the meetings right um shirks are are charged a bit so i think i would personally be inclined to do a meeting that's opened a public comment um and then after that we can have another discussion about making your recommendation to the school committee that would be my personal preference i think i'm agreeing um with ms murphy here that we should do the public comment first and then start potentially making arrangements for sometime in the fall to do something with the school committee but i'm open to other opinions this is not my decision it's our decision miss scott i like that idea and i'm wondering regarding the letter from mr andrews pereira and ventura would we put a 10 minute limit on that or would we um because i'm the they're citing quite heavily from our previous presenters i'm wondering if it would be more equitable if we allowed them similar present presentation time if they need it yeah so we we had told those presenters 10 to 15 minutes okay but i would tell them the same thing right so i guess i would say maybe that perhaps the structure of this meaning would be 10 to 15 minutes we've received that letter the other sort of position and then we would allow for some public comments um with parameters so right we could say to miss chamberlain's point and miss bluma said the suit we should have some structure like maybe we tell people that you have two minutes to make comments um what i've often seen you know this is sort of town meeting anyone who's been to town meeting right you're not debating each other right you're making a comment about the policy question at hand we like to ask people right to try to make new points right to not continue to make the same point over and over but people get to say um the other thing that we can do um is we can set a limit on the total time that we are going to have public comment so we could have you know mr pereira mr ventura mr andrews right have 10 to 15 minutes at the beginning have some time for question and answer and then we could say an hour of public comment right at two minutes per person right um those parameters are up to us we can say we'll stay until the cows go home and hear everyone or we can say we are going to listen for an hour and everyone has two minutes um if we get done before that then fine but if we at one hour we'll be done so the one sort of wrench in this plan is i think we would all agree that i think a public comment period would be would be preferable in person i don't know maybe i'm looking at some of the teachers who had to teach online this year and and thinking maybe they got zoom skills that are better than me trying to manage this but i'm just trying to get the public into a zoom and making sure we don't get zoom bombed and all of that i think is just a little too much particularly on an issue like this so i think we would want to do the public comment in person the school committee is going to meet on july 26 to discuss when we will resume in person right meetings i have some suspicion that that we will be resuming that soon i can't say for certain though because i haven't talked to anyone about it we're not allowed to talk about it until we go into open meeting um so that having been said if our consensus is to have a public comment period do we want to tentatively schedule a date working on the assumption that the school committee is going to say yes we can allow the public back in um alternatively we could come up with a we could meet again i don't think we want to meet again i think it seems better to pick a date now and cross our fingers right so the other i would say i guess complicating factor right is so the school committee is meeting on the 26th and then we get into august and i don't know i don't know about you all but that seems to be prime vacation time like people are away do we want to try to set something up in august um what is everyone's thoughts about timing on a public meeting alternatively it may be better before we get into the crush of you know new school meetings and this and that and sports so maybe sometime later in august might not be bad miss scott i'm seeing a like a thumbs down face from you okay um i will certainly accommodate what's best for the committee in the town of dartmouth the end of august is a busy time but that is very specific to my job because you're doing orientation so but that's okay i can manage my time here well mr peratti will probably be there to tape it for us so you can watch it you know as a way to decompress after orientation um you know so then my other you know i have to go away for part of august i think dr gifford you're away for part of august 2 if i remember correctly right um what about the week of the 23rd of august i'm gonna be out of town that week but i could watch it on whatever i'm gonna be traveling for school as well okay so we've got one two three people we could move it earlier but i would have to be like the 18th or 19th does that work for people about the 18th of august okay so our plan is let me let me sort of see if we're coming to some agreement that on the 18th of august we will have a public comment sort of session um on um about the issue at the beginning of that session we'll ask mr ventura mr pereira and or mr andrews to speak for 10 to 15 minutes um about uh their letter a similar amount of time to our other presenters and then after that initial presentation we will open it up for additional public comment um we will ask that people who are giving public comment limit themselves to two minutes do we want to set an overall limit on the amount of time we're there for public comment an hour an hour and a half what are your thoughts on that or any anything that i've just said i don't think here till midnight so i'm inclined to set some sort of limit on it right the question is what is the appropriate limit i mean i would like everybody to get a chance to say what they want to say you know but all the on the other hand i don't want to be there till midnight either i don't think it will be but i would say maybe like an hour and a half i was thinking an hour and a half too i i have a question just i know um sometimes at different forums and conferences and stuff there is an attempt to get sort of like a pro con switch back and forth like is there an attempt to to do that or if you line up first those people get to go how do you typically manage this type of stuff whoever lines up at the podium first typically typically is how we have done it um i'm not sure i'm sort of looking at dr gifford on this trying to think i'm not sure there's any way we would be able to manage it otherwise no no we've always just had folks line up um and obviously we've never had a whole lot as you know in the past usually it's over budgets right i mean i just i know from like having given testimony like in the state legislature before and stuff like that they do they do ask in advance um so that they can sort of reach both sides yeah i understand your point right you don't want everyone on one side of the issue to show up early line up first and then it's not a balanced sort of representation of what the public stands i'll be honest with you if if someone would like to try to manage that um that would be great um i do not have the capacity to take that on right now and that i think is the big issue like who or how we would manage that um the the advantage of just first come first serve is we don't have to manage it i don't have i'm not a state legislator i don't have staff but they love movement to me um to help with that so um and i know our school staff is if they're not busy they're taking a rest because they haven't had a rest in like 20 months so i hesitate to um to burden them with extra tasks miss scott i'm familiar with what ms murphy suggests because i recently attended a meeting where a professional on robert's rules was involved and that's exactly what they did they asked people if they were for or against the measure that was being discussed and they would have each person go back and forth they didn't register in advance um it was done on zoom but they i'm sure paid for this professional to come in i just had an idea now that you said that ms god i'm gonna ask dr gifford this could we set up two podiums right and so we could have two separate podiums where one podium you go and if you're in support of keeping the mascot and when the other podium you go if you're against it and we can just switch back and forth between the podiums and if you go to the wrong one you don't get two minutes i was gonna say that right there right so that's the low tech way of doing it and it does tend to work yeah do you think we could make that happen dr gifford mr chorus yeah of course yeah so let's try to do that and miss mr peratti said he can help us out with that so we'll do it low tech we'll set up two podiums we'll alternate between the podiums they'll be different sides of the issue um two minutes per presenter aside from our first presenters with an an hour and a half overall limit does that seem right to everyone okay and so we will schedule this for august 18th um i'm going to recommend we do a 6 30 start just for people who are working and we are this is tentative because we are waiting for confirmation from the school committee that we can do in-person events i will let you know if that is not the case and we have to change dates does that make sense where would it be most likely at the high school the high school is set up for meetings and we have the capacity to do the streaming and the broadcasting and all of that there does that work for everyone are there other issues that we want to discuss related to next steps or is this sort of good so i will reach out to mr pereira mr ventura and mr um andrews i want it is mr anders okay um to to extend that invitation to them um to attend that meeting um we will people will be able to see it um if they're watching this meeting and that meeting will be publicly posted so people know they can attend that meeting does that work for everyone okay okay awesome are there other mr should we think about um the tribal leaders that we're going to want to invite to a meet well not us but i don't know should we start like reaching out or thinking about a date or is that really for the school committee to decide think that's probably the school committee to decide um i will um i will bring that up basics um and and and have a have a conversation with a full school committee about about that um i'm looking i mean miss amaral what your thoughts are on that that's probably something the school committee will discuss and maybe work on but it means so yeah if the school committee decides to do that we may come back and ask the members of the committee to help us do some outreach i don't know we'll have to figure that one out after a discussion on the 26th that's a good question miss chamberlain other questions comments concerns miss scott just another um [Music] wish that we could encourage everyone that would be attending the public comment meeting to acquaint themselves with the materials especially the research um on the impacts that has been shared with us just so that we all have the same knowledge base i know we can't make people do that but if we can make a path and let them know that this is really it would be helpful maybe that would help yeah mr hayes brought that point up too so thank you for um reminding me of that um i have sort of those two action items setting up that meeting um and i will speak with mr galisha i think we may just be able to share the google doc you all are our editors but we may be able to make that publicly available um and we might be able to share it um you know on social media and and other places so um so yeah we can we can do that um and i'll work with mr mr pirati and mr um galasha to figure out sort of the best way to make that information publicly available i will also say though remember that if any of you find any information that you all are also um authors of that document or editors so you do have the ability to share any information that you might find that you would like but the general public will just be able to look and view that so and as a reminder sort of open meeting it's not a place to discuss debate or whatever it's a place to share resources files links things like that does that make sense okay any other questions comments concerns before we go i have a question after we kind of hand this over to the school committee to schedule a meeting with some native american tribal leadership to speak are we still going to then make a recommendation to the school committee about what our thoughts are as a committee so i think you know the big question that we'll have to tackle whether we do that at the end of the public comment maybe we maybe we might put discuss next steps at the end of that is whether we want to make a recommendation first to the school committee i think we should i think to miss murphy's point right that the tribal leaders wanted to know that there was a vote and that there was a plan for action and that's what they were being asked to comment on so it might make sense for us after the public comment period to make our recommendation and also accompany that tell the school committee that we recommend that they also schedule a meeting with tribal leaders that's just my two cents though we could do it differently but my sense from talking to miss davis delano and miss murphy i think you got this from watching that video was that the tribal leaders and the community felt like they wanted to be proximate to the actual decision right not like uh it would go here and then it would go back there and then it would go here does that make sense yeah i mean it does make sense it's just that we got that letter you know from the gay head group that they felt like they were not happy that they haven't been included in any conversations yet so i know that that's what miss davis solano said was to to try to invite the tribal leaders if you were close to making a decision but i feel like maybe some of the tribal leaders feel like they're being left out of the conversation even though we haven't really had that many meetings but they may still feel that way you know i just don't know yeah and i will say this right that there's a tension here right um on the one hand right you have tribal leaders who who want to be consulted on the other hand there's the argument that right it's we shouldn't ask oppressed people if they feel comfortable with their oppression right um because if you're oppressed what do you how do you answer that question right do you say gee no my oppression is fine i have no big right that's no big deal there's no answer to that so there's a tension right there are some members of tribal communities who wish to be consulted and there are some members of tribal communities who feel it is offensive to be consulted on this issue and so we have to balance that right and so i think in in i i don't know the answer to that question right um i don't right and so you know my sense is right we we have heard from the from the gay head wampanoag i will also know we have heard i will reiterate we have heard from other tribes right the hassett wants a wampanoag sorry have contacted the school committee to voice their opposition to the mascot i will also reiterate that the po cassette wampanoag i cannot talk this evening their tribal lands are dartmouth all right they lay claim to dartmouth as part of and i will i will ask megan running dear paige sent the school committee an email about this issue i will ask her permission to forward that to you um they claim under treaties right that these are part of their tribal lands um so tribal view is about right sort of input are not universal right and there's a there's a question and debate over whose voice should have right sort of most proximity to the issue right is it tribal members who live in dartmouth is it all tribes is it tribes who lay claim to dartmouth lands that's these are not easy questions to answer right and so i hesitate to write give weight to to say the position of one tribe is in fact the position of all tribes about how we ought to operate here and so i don't know my sense would be that we should move that closer and have the school commit to the decision and the school committee but there are certainly differences of opinion on that ms scott clarification um the letters that we received today and the letter that you just referenced would those be made available for the public to read as well we can make those available because they were sent to official school committee emails they are part of sort of i don't want to say the public record right but they are right anything you or umass anything that comes to official emails um the the public can uh can request to see i certainly think we can make it easier for the public to see those letters um rather than saying oh you have to do a freedom of information request so perhaps we could put those letters up on our google google drive um for for people to see that may be one thing that we could do miss murphy and i believe that one of the resources that dr davis delano had shared at some point in the last month or so actually includes a website where the general there are there are five tribes whose leadership have come forth and written letters in support of the mascot ban in the state legislature and one of those i believe is the the cassette that's that's available there it's it's assessed the cats at wampanoag have have written a letter of the tribe in support of the state bill banning mascots um so have um the nipmuck tribe um the punkapog massachusetts tribe has also put a letter there um the mashpee wampanoag which i will note is the other federally recognized tribe um has submitted a letter supporting the state bill banning native mascots um the herring pond wampanoag have also submitted a letter and maybe also the chappaquiddick bombang but i'm not a hundred percent confident on that but to miss murphy's point that link is there and you can go to that website and see the letters from those tribes in support of the state bill banning mascots so i again i think i would summarize by saying i think it's it's pretty fair to say that we know the positions of most of the tribes in the communities surrounding us right the difficult question is right what is the appropriate way to solicit tribal input and there are differences of opinion among tribes about the appropriate way to go about doing that um and so what we have to do is to figure out what we're comfortable with and what seems to work for us so i will say this too at the after next meeting right we we may end up again this is one of the difficulties of having this be a meeting a committee meeting subject to open meeting law it may be that we want to have another meeting like this afterwards after public comment to say all right what's our next step right because that's the only time we can really do that um and i don't know about you all but when i get a bunch of information and presentations i'm not ready to make a decision right then like i often have to stew on it and think about it and parse through what i'm what i've learned um so that may be right we have this meeting and then we have another meeting to decide if we make a recommendation whether we recommend to invite tribal leaders whether we invite that maybe we don't have to make that decision tonight but that's something maybe we can all think about does that make sense for everyone other comments questions concerns it's murphy sorry one more thing just because of this is open meeting and i'm not fully comfortable with that so uh aware of the nuances i suppose so i'm not going to send a follow-up email to ask this question but i'm just thinking in terms of because we did already do the the first meeting with kempton campbell and dr david solano i think we want to make sure that we set up the introduction to this next meeting which will likely have more than four people watching on youtube or in person as the case may be that that you know a brief summary of what what happened there so that it doesn't appear to people like we are only bringing in mr pereira and his his people like we we need to make sure that that's all clear how we got to this point to set up what happens then sure i can do that um unless anyone else wants to volunteer to do that but i would be happy to sort of start up that meeting with a little some summary of where we are before before they present other comments questions concerns all right if not i think we have a plan of attack how we're going to move forward right we've discussed our next steps and we have some next steps um is there anything else that anyone wants to discuss so i will entertain a motion to adjourn so moved miss murphy move and i'm mr tebow take that as a second second yeah all right so now i need to roll call sorry miss bloom here miss chamberlain yes uh miss masari yes mr hayes yes mr tebow yes ms scott yes miss murphy yes ms amara yes ms walker yes and i am also a yes thank you very much everyone um i appreciate you turning out in the summer have a great evening you too thanks you too thank you you

this one should last us a lot longer just simply good because it's going to be much more maneuverable and with those treads that have been in the past was that in our long-range budget for this year it was yes tell me some things we do with this good good okay so we do move dirt we also uh whenever we have deliveries that are removed from the truck with pallets um the the guys at the bus farm they do have pallets of fertilizer and seed and salt to melt things like that for the rock salt for salt for the melting and sidewalks they also use it for dirt work they use it sometimes they even use it to push snow if they get a lot of snow they've got the white truck with the snow pile on it there's oh gosh i think what else off the top of my head getting the food off the tracks [Music] every parade [Music] [Laughter] um so the biggest price deals with the replacement of those treads and it's it's a it's an expense i mean we can we can spend like i said we can spend 15 000 on it and and we can get it back up to i want to say where it's really operational and useful um but it is the 2006 so it's fifteen times that's important to have that especially if you get some attachments but i was surprised to hear about really wanting to do a real sense of track because i think that driving across the baseball field outfield you're going to leave no tracks driving a track if you have a one unit that's a little wet you're going to tear some stuff up i mean it'll tear stuff up worse if again before you have to replace again the track the tracks and the treads if you will the wheels piece of it are the biggest expense um there's there's also some engine work that uh that they said i i i can't remember exactly i don't have the proposal as far as what um what what is needed as far as for the uh the repairs i just know that they they got they actually had prairie land from biola come down and look at it and evaluate it to see what it would cost and then again they just they put together a a rough estimate of 15 000 uh with the biggest expense being those those entire threads okay because what was going through my mind was when i first came out is this unit a candidate for a retrofit from a track style over to a tire style whether you know you can do a renter fit for less than buying the knee unit i do not know i i do not know the answer to that for sure i'm going to assume no or they they would have looked at maybe pursuing that uh but i i mean i can ask this and i can ask a couple of these questions um [Music] yeah i'm kind of surprised other than the fact that they may or may not be able to get the equipment right now that's true so i mean it's no different than i say with auto keywords right now or having to deal with some things um i can ask about more than one mid and the tires and what is it cat on air i do not think so but this needs to is tonight or can we look into this without causing any trouble uh we could say we could look at this and look to approve later it's running it is but it's not i will just say this it's not um we've got who got food truck coming in ours and to try to unload that is going to be at fair with like pallet jacks and it's i'm a little concerned about safety but it could i i can't tell you for sure if it's operational to do the food truck coming in august i don't know that i know um i know it it needs its intention it has some issues that are need to be dealt with i think here's what i will do i can get a list of the issues and a list of the repairs and be happy we can table this i don't know if this bid will still be good because we can have a board meeting yeah well it's very possible like i mentioned to you in regards to the track we may have to do a special board meeting to approval to the track and we can maybe do that i can share with you this information on my friday notes this week after i get more information from brad bradford he was planning on being here but he didn't feel well today and wasn't at work so i will just get more information on this and share this with you my friday notes and uh we can table it for now if that's yeah that sounds fun i think everyone's got some valid questions so you said what's really wrong with the old one and sure i mean it's replacing panels and i'll get more information to share that with you my friend lucas can you tell me what james just said no i just said there's kubota around and there's bobcat around and so i didn't know if he was just wanted john deere okay i'm here okay so i think we're on the table skips here for now miss more information come back to that later date we'll move on to bms emergency connectivity fund laptop bid so this is money that we received again through emergency connectivity fund we're using this we're going to get full reimbursement for this amount from the ecf federal monies this is again focusing on the eighth graders for their one-to-one laptop program these were the computers that probably were having the biggest issues with uh so there there's that from what doug vander linde shared with me there's a variety of different models that just happened to happen with this situation it has some replacements so there's like two three different models of computers in this group and so what they're going to do is replace those with brand new ones hopefully we can get those as soon as possible and ready for the first day of school for distribution again this is a complete full reimbursement for federal ways who is my vig solutions they are out of i do not know they were on last month i don't know i know it's a vendor i think i've been to the doug's work with before make a motion to approve the bid from vid solutions for 75 lenovo t450 laptops that will be used for the 8th graders motion in a second for the computers on motion passes 7-0 move on to board policies the first one there is our agenda planning for the year looks like that's pretty much in line with what we've done in the past january of the previous year's graduates come in for linguist linkage site counseling principles in march and april teachers fiber board we haven't identified a couple years haven't we no we moved to june we needed to talk with administrators the minister alliance will have them in september you also see the schedule for results monitoring we'll go over those in that format and other business like the retreat review annual retreats any other questions or comments about it there's nothing really to do with this information move on to the bhs and bms weight room policy okay this has kind of come up here since we've had some we've had some students in the weight room that were not supervised and so that becomes a liability issue red flag for me so for example if i were to go up and work out and just do a workout in the weight room and there will be kids in there that aren't supervised again big concern so again just for again liability issues our insurance we felt like we should come up with some sort of policy we know that there are staff members that again use the facility at the middle of school in the high school and that's great you know they keep physically fit and shape and that's wonderful but again what we want to kind of keep from happening is a staff member giving a badge to their kid it's a freshman or a sophomore and they go up there and then they invite maybe a friend or two or three to go up there and something happens because bad decisions are made without adult supervision so we wanted to kind of come up with a plan and this is what we came up with we did consult kasb with this i also talked with kimberly robert at trustpoint from their standpoint emc and our insurance provider the first thing kimberly said they'll want to know that you have a policy for for this facility and so that's right on track she said this will help you out in the long run and we can post this like on the doors we also allow for example um sheriff's deputies police officers to have access because again they are on shift work at times and they may get off of shifts let's say 9 10 o'clock and they don't have access to the rec center so they can go in there and use their badge which they would have and we talked with randy rogers when he was sheriff tom johnson now as well as doug jones they greatly appreciate having that ability to use the facility to keep their you know officers in shape and i've been up there late at night doing you know work out or early in the morning like four or five in the morning and there are again officers using that so we want to continue that practice as well i don't know if you have any questions on what we were looking at in regards to under the age as far as graduates and if there are graduates they can have a waiver signed as long as their parent again is a school there's a school a staff member they can have a waiver sign and that basically releases us from liability if it's under that graduate if they're a senior or junior or sophomore or freshman then they would have to have an adult a parent they're supervising while they're in there questions and stacy reed and dave watkins uh were very much in agreement with this it really becomes a high school weight room more so than the middle school our middle school great room's not quite as accessible because it's inside the building we've got a key fob to swipe there right at the high school weight room entrance so middle school great room doesn't really become an issue because there's really let's say not a place to go as far as it's not as easy it could have access to use the middle school weight room we'll just give access to badges with our staff if they want them you know to be accessed in middle school or high school weight room most approve the bhs bms with room use policy motion a second before we do lay room policies our policy we'll go down here is next generation negotiations there's a 25-minute executive session for that i'll move the recess in executive session for 15 minutes to discuss certified contractors to the exception for employer employee negotiations under coma and return to open session this room at the end of that time including terry marshall and we'll do that straight on back spring here push past seven zero okay background session from executive session move on to the briefing anything about the meeting that you would like to discuss and go from topics i'd like to thank you for coming in again that's really nice to okay journey and you do have some uh papers if you have inside the resolution if you got those those are great also we have uh t-shirts up front here from when we did our savage snapchat so i have shirts up here if you'd like to come get come okay

it's in compliance with arizona statute section 15-901.01 and it allows us to do that as long as we use it simply for those levied adjacent way expenses possibly it's an export meeting we're going to bring to you a authority or the request to offer a request for bid for some buildings at the farm we met with the uh kaffma central arizona fire medical authority they are requiring a 2 000 foot fire lane which is going to be probably eat up a lot of that 200 000 the town would like to see it paved but since we as a subdivision of the state of arizona are not required to follow all building codes we are going to make it we are not going to pay the which is not the pavement is not really um in line with the use of the farm we are dragging implements and tractors across these fire lanes and stuff like that so we're going to do it like a driveway gravel or some kind of compacted um surface that meets the requirements and the load of the fire truck that's cool right um so so that's what that fire lane would be the other thing i want to mention is um the and we have i think spoken about this before we are hoping to do a hundred thousand dollars in the future in anticipation of some work that the town wants to do in front of territorial school and then we could use the adjacent ways money which can only be used for fire lanes or improvements adjacent to district property so the work of doing the work in front of territorial is perfect for this and so we would like to save up something to to help with that expense to improve the area around school when the time comes any other questions [Music] all right with that i would like them to entertain a motion to close our public hearing so move to close our public hearing second all in favor aye thank you all right we have another public hearing item 6b is our public hearing for our proposed budget again need a motion to go in to the public hearing so second all in favor all right thank you and mr livingston here again okay you're ready for this we've been working on this for three months now the the revisions we did in april and in may of last spring plus the proposed budget we did for the current year in june of all preparedness for this budget the adopted budget for the 21-22 year and the differences that we ended the year with the department of ed on that budget 25 report i don't know if you got that in your packet but we ended the year with about a 6 000 difference the department of ed computed for our budget last year as compared to what we computed for our budget last year and that's completely due to the reduction in student count we had 2016 that we figured our last budget on 2057 students actually made integrity so they were here enough in their social security identity and their residency and everything else we lost three students the last four weeks of the year last year and we've looked at ways to get that back but it's pretty hard once they don't make integrity so we've been nicely went up three students so we'll make that up the first chance to get in the 2122 when we revised these we may be able to revise earlier based on the new budget for the 21 22 year the new forms that were actually adopted very recently a couple weeks ago so so what we have for this budget they adopted for the 21 22 year is a couple there's a couple things that are different uh the classroom site funds work in three different divisions they've all collapsed now into one fund called zero one zero and we've got a plan that will be passed by teachers and administrators and that will be the plan going forward we know we have about a three to four maybe even five hundred thousand dollar increase in those funds in year one to go one time increase and the other difference is our budget when we ended in the 2021 year was 14.4 million we've proposed the budget and i hope you adopted tonight based on about 15.4 million that it seems pretty high carry over over 800 000 carryover in our mmo fund from last year it may or may not quite be that high and of course it's based on our student account rising from the 2057 to what we estimated for the year we're just starting at 21.50 so if our student count goes up about 96 students maybe 100 students and our carry forward stays high our budget will go 14.4 to 15.4 million we ended last year a million eight thousand we went to a million fifty three thousand so a slight increase in capital and that should be a little more stable than our up and down so i think those are still really positive there's districts out there that are really suffering based on student account fluctuations and i think we're doing quite well from in a comparison to other districts that are not doing so that's that's what i have for a summary of the adopted budget if we adopt that tonight that will be uploaded tonight we'll be on the books going forward and the way it works with them we'll get a letter called the budge 25 letter right after the afr is done i think our october meetings october 6th we may be one of the first districts in the state to get our afr done and adopted by october 6th and then when that of course october budge 25 reports come out and everything else we can compare but in the meantime ade will be counting our student accounts for august counts on september accounts and they'll give us a report in october saying your student accounts are above or below that 21.50 so we'll know right then where we look and then what are the chances of control of actually increasing after say thanksgiving significant increases for students i would say 2150 i think is reasonable i don't i don't know if it would be much more than that but there have been and john alluded to this since the proposed budget was passed in june there has been at that point we didn't even have a state ledger and so there's been a state budget that was passed but june 30th the very very last minute you know in the last hours of the fiscal year and there's a few changes on there that will impact the budgets fairly significantly um in group b weights so um you know that any you know we can even not reach that 2150 and with the change in group b weights still come close to um what the proposed budget is yeah which is a very good sign yeah any other questions yes john so are we having to use any error some money in the uh eminent budget erisa is yeah that's a that's a good question so would you like to i mean i can touch on it but someone that's i'll i'll take an update take it off so and we had talked about this with the esser that we are so s or three um sr one and two are pretty much for the most part so s or three um we did put some teachers in there so that we could do raises and we had talked about our goal or my goal over the next three years is to lean ourselves off of those um off of the esser so that when that when the time comes in three years and esther no longer exists we're back putting those we have put those positions back into mno and so the answer to that question is we are taking some mno expenses and using esser to backfill those um a lot of them though you know summer school is or learning loss has to be 20 of the sr3 expenses and we did an expanded summer school that we'll talk about later as part of my report we are hiring some positions in this today that are strictly paid for so3 and when sr3 goes away those positions go away um and there's there are supplemental uh positions for del rio and heritage i'm sorry del rio and territorial to help with learning loss and so once esther so3 goes away these additional positions that are temporary for three years and one of them is only for one year will go away so uh we also have uh some a a health aide that's in that same position a day porter um maintenance person that's in that same position so we have some positions that will disappear when esser goes away but we are anticipating that in our job that you know john and mine and cindy is to make sure that those are done through attrition that we're not laying people off and which we don't foresee and that we are moving positions back into mno once we have that capability so i heard that there are some extra funds being both used this year's budget for staff raises well what happened indirectly yes indirectly because we're we're paying for staff using sr3 and the money that's freed up by paying for staff out of so3 is being used out of m o for increase for staffing pieces right and are there any uh faculty that uh are being supported by yes sir well staff includes most of those are teachers that i'm talking about they're all teachers that i'm talking about there's eight eight out of us same eight positions will continue for two more years and a certain three yeah so it comes out two million and a half dollars over three years yeah and so you have some time between now and when that ester funds are done 24.

if you're looking to remain correct which page are you looking at page one sir uh yes in the internal function okay so it's showing the one 6.18 million dollars in the expense line right five in the revenue yes um does that overage carry over yes actually it does and what that does it doesn't mean that it's money that extra money we need to spend in the following year it's money that goes towards lowering the tax burden on our on our voting public can we put those up on our computers no sorry we're not able to connect to the um diet it's not functioning today for some reason you should be able to there you go the next page for the csf the classroom site fund if i take all all three sections of this thing based out of their performance based on and so forth this appears to me that we spent seventeen thousand dollars more than revenue yes we did okay well i'm going to have a follow-up question on the budget then the reason being is there was monies left over within classrooms like fun there was more money left over from previous years than i am comfortable carrying so that money was spent where it was supposed to be spent with the teachers okay so and that is why the payout was higher than the revenue okay so one of the things that i don't see tracking so much are our salaries and our benefits so that would be up on the first page okay so which part are you having an issue with man i'm not necessarily having an issue but it seems like our employee benefits um well i can't actually read those numbers so i'm not going to try and make them up well i can get so that i can read them in the budget employee benefits is a lot smaller percentage of salaries than it is in the actual expenditures significantly different i mean obviously we budgeted 443 000 in benefits um we spent five hundred and thirty thousand dollars so we were eighty six thousand dollars over budget on benefits yet we were forty five thousand dollars under budget on salaries normally those kind of work in tandem with each other do they not so the reason why we are over budgeted salaries is because i have to budget it in you know we do have employees who make it over time so that's why you see an excess there because we do have employees who are over there hours don't have to budget for that as well as the remember we had that discussion about um sick pay payouts and things like that that's where that money's sitting that's why you see that over you're saying about everything the salary okay and so you'll see that all throughout so there's up here in the 1000 job codes the the 2100s you'll see that all the way throughout that there is access within the salary okay what we didn't do is if you scroll back up a little bit follow me not too far okay right there with the employee benefits yes we were under we overspent by eighty six thousand dollars okay um but that's covered within the rest of our budget so yes we we've missed that mark but budgetarily but throughout the budget we are solid we still have another four hundred thousand dollars within our within our emino budget too so we are still financially solved but that's 20 that's after the 86 000 shortcoming we're still 400 thousand dollars so good mrs report july 2.

the reason i'm here is i want to speak to you and uh implore you similarly to how some of the others have however here's here's what i want to start off saying is that you guys as a school board are legally liable i mean the science is one thing but you're going to be liable because there was a bill that just went through the house and it didn't pass it was called hb or house bill 2789 it was basically trying to take authority away from the school boards and give it to the isbe in order to mandate masks and it was under the threat of schools losing funding and this was all under an emergency the bill did not pass which means that this bill went through the house because school boards already have the authority to mandate or not mandate masks otherwise the bill would not have gone through and the bill didn't pass so the fact of the matter is you guys do have the authority to make mass optional and based on the inconsistency that's out there of what the illinois department of health or the idph has done basically what's happening right now is we're in phase five nobody is wearing masks it's essentially optional in every single public or private establishment yet we're not going to do it in schools it is inconsistent it is opening you up to lawsuits and i've got thousands of parents behind me we have many different groups now we're combining those groups and you are going to be under the threat of lawsuits and i want you to protect yourself stand with the community and if you do not there's going to be higher risk to you as school board members because you have to open your mouth and say that you stand with the community and like someone said not half of the community all of the community and based on those inconsistencies that i mentioned i believe that it's best to give people an option otherwise again not only the science you get under legal liability so this i hope is a friendly warning because it's going to be much harder if you don't do the right thing thank you [Applause] joanne johnson evening and thank you for giving me the opportunity to speak i've had five children that have been put through the school district my son graduated this year and his graduation picture has a mask on him and i cannot even see his face my youngest daughter is starting high school this year and this decision will actually determine whether we continue with this district or not [Applause] i [Music] i cannot say enough to the educators the teachers and the love and the support that they show our children each and every day but there is a line between a parent's role and a school's role our role as parents is to determine what is best for our children's health it is our role to determine their morals and how they treat and respect others within the community regardless of their color their religion anything about them as martin luther king said you judge people based on the contents of your of their character and if you don't like their con the contents of their character you just keep walking because it's really none of your business [Applause] the cdc has failed us over and over again and as i said at a school board meeting before that everything has become politicized and our children should not be caught in the middle of what is going on politically between this side versus this side um i am also one that if my kid comes home or i get a call from a teacher regardless the teacher is the one that is going to get my backing sometimes life isn't fair and i teach my children that life isn't fair you have to adjust however there is no adjustment and there is no crossing the boundaries of the united states constitution which is absolutely being trampled on with our rights i'm old enough to remember when my brother had the chicken pox and i was the one that had to put the calo drill on him because my mom was hoping that i would get the chicken pox young enough to where it would not impact me the reality of it is that our children are 50 percent more at risk of dying to get the vaccine than they are to actually go through covid and i respect the young lady that came up here but i will tell you what we are teaching our children with this whole thing is that they are to be fearful and that is not not how i want my children to grow up rick garachy rick karachi good evening my name is rick geraci and i'm a grandparent of two children who go to school in this district and my wife and i are very involved in their upbringing we take great pride in helping them and assisting them i have to tell you that i'm just going to say i endorse the things that i've heard this evening from people coming up here i'm 76 years old and i grew up in america in a free america and before my very eyes i'm watching that freedom disappear it's being dissipated by all the rules and regulations that are coming from people you as board members are elected by us to represent us i think from what i see and hear from this crowd the vast majority of those people want representation for an option for mask and not a mandate so my only request is that you represent these people you listen to them and you vote according to the way they want you to vote and abolish this masked mandate thank you amanda ralston amanda wilson superintendent dr dr sparlin board president dr moreno and district 308 school board members my name is amanda ralston and i am an oswego resident and the parent of two students in school district 308 i urge you to all vote to end mask mandates at sd 308 schools for the upcoming 2021-22 school year regardless of vaccination status rather allow students staff and their families to determine for themselves whether to continue using face masks kids have been everywhere this summer without wearing masks they've spent time with friends and extended family on vacation and around oswego they've been congregating at church eating out at restaurants and shopping in stores all without face masks why require them to put the mask back on just because they're within the walls of an sd-308 school building further should the board decide to require masks only for unvaccinated students and staff it would be an even bigger mistake than mandating them for everyone i'm concerned that bullying and discrimination could ensue against unvaccinated individuals should the board decide to require masks only for the unvaccinated parents who decide that their family will not get the covert vaccine likely arrived at their decision after hours of research and consideration it was not a haphazard or lazy choice and medical freedom is an individual right that should never be infringed upon bullied or discriminated against [Applause] members members of our elected school board you have the power to make this decision on behalf of the people that voted you into your position do not base your vote on how much money our state will give or threaten to take away from our district allow families and individuals to decide what is best for themselves i haven't even touched on the myriad science-based reasons why keeping our kids in masks is a terrible idea we've heard a bunch already tonight but just vote for masks to be optional for all sd-308 students and staff regardless of vaccination status right at the start of the 21-22 school year and beyond let's get back to the business of learning and growing and being in community with one another again the way a school year is meant to be thank you i only have a first name anon e-n-a-n we're at 45 minutes this will be our last comment for the evening good evening i'm the brother to two sisters that are at the austria east high school and i personally believe if you're unvaccinated you should be required to wear a mask this needs to happen because of the delta variant that's come across our country right now i'm indian i've got tons of family back home right now that because of the super spreaders and because of the delta variants everyone celebrated way too early and guess what everyone is suffering for it and everyone is paying the cost now we can't have the same thing happen here because it was so difficult to shut down the first time and because we never really shut down because we kept on saying it's gonna be six more weeks it's gonna be six more weeks until we're done guys it's been two years i've lost internships i've lost work because of this i'm just as tired as you are if everyone just stopped for six weeks stayed inside and got this done with we'd be done but it's been two years we could have been done hey excuse me ladies and gentlemen [Music] the people who are speaking also gave you the same respect but instead we're here at the opportunity to stop the delta variant and to even either get vaccinated and get our rates up to 70 percent so we can achieve herd immunity and get done with this thing or wear a mask and protect your friends and protect the people that are scared because trump rushed the vaccine he was the one that helped it and everyone cheered when he did that was the big news that he cut down on regulations and red tape but now when the vaccines are here and when there's finally an end everyone refuses to just get done with it or accept the consequences of not doing it others were saying that they teach their kids life is tough and has consequences these are the consequences of not obeying public health guidelines and how many years have your kids been getting vaccines since when did everyone turn into anti-vaxxers and since when did this become such a weird discussion to have that's all thank you so much for your time thank you [Applause] [Music] is there a security hey please be respectful of one another thank you for those who have been ladies and gentlemen if i could have your attention please we have a we have a long agenda and there is an agenda item that we will be making a decision on so let's please be respectful so that we can get through our agenda to get the agenda item that i think most of you are here for okay thank you okay thank you we're going to move on now to 5.1 board member comments am i the only one making a comment this evening no no you can kick us off though all right i will do that um good evening dr sparlin dr moreno ms dolquist miss lemon ms studer and the oswego 308 community this weekend as you can imagine we have been deluged with emails regarding the mandated masks of mandated mass wearing in schools i will save my comments for crt for our next meeting i would like to thank the parents guardians teachers and administrators many of them are sitting here this evening that sent respectful thorough and expressive emails most helpful for me were the emails that explained how their students were affected by wearing masks or the students and families that are concerned about what strategies we have in place should covert rear its ugly head again these emails are helpful and reflective of what your neighbors and parents fellow parents feel and it helps us understand beyond our own personal lenses what is not helpful and what i will not allow are the adversarial threatening demanding rude disrespectful emails that have been permeating my inbox my facebook messenger and as one message stated do what's right if you know what is good for you that is unacceptable our children are watching our children are listening and that's what we're teaching them there are boundaries that must be respected if you choose to call us names threaten us we have the right not to listen many parents have stated to us this week that we work for them the taxpayers this is a misconception and so i'd like to take a moment to explain illinois school of governance and the role of the school board taken directly from the illinois association of school boards and i quote public education is the responsibility of the state the state shall provide for an efficient system of high quality public education and services to carry out this constitutional mandate the illinois general assembly enacted a body of laws known as the illinois school code that statute prescribes how public education works and what shall and what shall take place in the public schools the courts have held that the general assembly has absolute power over education subject to limits established by federal and state constitutions it is impractical for the general assembly to formulate policy for each local school district thus the local school board is an agency of the state's sovereign power with respect to public education furthermore the local school board is subject to regulation both by laws enacted by the legislature and by the promulgated rules of the illinois state board of education otherwise known as isbe the local school board is the vehicle through which the will and aspirations of the people are translated into educational programs and educational services upon the local board rest responsibility for the local school system this is basic to the principle of the american public school education many parents sent us a copy of the oath that we took a copy of the duties and powers of the board of education i will save you the time and effort we all know the oath that we took we the code of conduct that we promised we are mandated for training we understand our role very well i see both sides of this topic i know it's incredibly important for everyone to have their student be in an environment where they can truly learn and we all know that it hasn't been ideal for their last couple of years but what we really need are to understand how your children are experiencing learning their learning outcomes how effective our board policies are working for the benefit of the students and the staff if you see something wrong we want you to tell us we don't want you to not bring it to our attention we will not shy away from this discussion but we must have respect and civility for the betterment of our students and our staff our kids are watching they are listening let's be respectful thank you [Applause] sure i can go next um thank you jen i will echo many of your comments i appreciate how many people have come tonight to express their thoughts and perspectives and opinions i i like seeing an audience full of people at board meetings it's important for you to understand what's going on in the community as a whole and but especially in your kids education and you don't we don't see a crowd very often that's for sure um and i have also appreciated all of the very respectful and helpful emails that we have received and many of the comments tonight have been very well thought out and respectful and i definitely appreciate that but i'll also echo what jen said and i don't appreciate threats that's totally unnecessary um i'm not going to threaten you or your children we are up here to do our best with the information that we have received and we were yes elected by you to make decisions for your families but based on the information we received from the district and not because of public opinion we want to know public opinion we want to know what you think and what you feel and what your perspective is because we all have different family units and come from different places but like jen said that's to do what you want us to do that's not our job many of times those things align but it's just not so thank you that's all i have for right now thank you hey i'll jump in as a teacher of course i will thank you kids bully because parents bully [Music] listen i have i have witnessed no hold on a minute okay and then we all have different opinions i got it we have we have many different opinions on what is okay listen there's a whole group of people up here that are sitting up here without masks that's what i see and what i see is a community who's passionate about it and i wish that you come back and are as passionate about school funding all right listen i just hold on i just got a friendly warning from someone to vote a certain way who doesn't even live in this community so [Music] okay we gave ev all of you a time for your public comment i'm just going to ask that you be respectful and hear the board comment you're right i am addressing you and i should save it for public forum you are 100 percent correct so i will vote my vote this evening knowing that i represent the entire community not just one part of it thank you thank you so school starts in about a month and i just want to encourage our community as a whole not just the folks here but i'm assuming we've got a few online more than we used to have when we would total about 13 viewers that there's going to be a lot of sign up sheets that come our way as parents and i'm speaking for myself too sometimes i feel like i'm good i don't need to sign up to help with this or that but we make the community that our children grow up and just as much as our educators do and we've had a singular focus for the last 18 months on a global event that we've never seen before and it has been all-consuming for pretty much everybody i think and i'm pretty excited to see that we now have options and we now have knowledge and we now have a lot more ways to go about things which is what we normally would do in schools what i would encourage everyone in our community to remember is we have all of these options and we start to return to whatever our now normal looks like be it masked unmasked vaccinated unvaccinated sick well or anything else in between that we remember that we create the community for our students we can sign our name to sign up sheets and give two hours of our time and make the schools a better place and share our children's lives with them and do something that will also help them succeed in their educational future because parents who volunteer are more likely to have children who succeed so i would just encourage our community as we get back into another school year i'm seeing sign up sheets everywhere i would encourage everyone to take a moment and sign up for something to help out their kids schools that's it [Applause] hi everyone i want to thank everyone for coming tonight and for advocating on behalf of your children i want to acknowledge the many emails i received and read if you if you wrote to me up until four o'clock when i was getting ready i responded to every single email and i will continue to do so i do want to give a special thank you to all of those who express their opinion no matter what it was in a kind and courteous way and as miss johnson said those that really detailed how masks have impacted their children were especially helpful and i really appreciated that because we do want to hear from our community we do want to know what your opinions are and how our decisions impact your children we may not always agree but we can always treat each other with dignity and respect and i want everyone to know that countless hours discussions research and listening to all of you have gone into preparing for tonight's meeting and at the end of this meeting whether you feel like you've won something or you lost something just please know that the board will always do their best to listen and to make what they believe is the best choice for all of our children and that's why we're all here every single person in this room right now cares about our kids and that's what we're here and that's what i really really want to see us unite over i hope that as time goes on we can really heal as a community and really come together and and support all of our children and especially their education i'd really like to get past this and focus on education again i really do appreciate all of you coming out i also want to recognize this month as disability pride month and just let all of our students our parents our everyone in our community with disabilities know that the board cares about them and recognizes the value that all of you bring to the community and in doing my research on this month i found this quote from america's disability community that really i thought summed it up best and it says the month is a chance to honor each person's uniqueness as a natural and beautiful part of human diversity so thank you [Applause] thank you dr moreno adam 5.2 is the superintendent's report so good evening board today is july 12th and in five weeks we will be welcoming our staff back on august 16th and 17th as we prepare to welcome back our students to the 21-22 school year on august 18th the district and building level administrators have been working extremely hard to on our back to school plans and we are looking forward to full days five days a week for the upcoming school year we have a lot of information to cover this evening and i will have much more to say and the topics later this evening so i will reserve the rest of my comments for them thank you 6.0 approved consent agenda um 6.1 minutes from previous meeting sorry and 6.2 my apologies i make a motion to approve all items under consent including 6.1 minutes from the june 7 2021 board of education meeting open and closed session the june 26 2021 board of education workshop open and closed session and 6.2 to acknowledge the foia request received by the district second mrs simonton hi dr moreno hi mr gatewood hi mrs swanson aye mrs croner hi mrs doyle aye mrs johnson aye motion passes 7-0 item 7.1 is for information item item 7.1 is financial statements does the board have any questions regarding the financial statements that are presented this evening item 7.2 as information regarding bids that went out on the projects listed for the cooling tower projects for the wheatlands thompson bed narcic and oehs and rooftop duct work for ohst dr pepsi yeah thanks dr sparlin i brought two guests with me today so i've got uh rob ellison director of buildings and grounds and i've also got um charlie johnson's uh who is our architect from kluber so if there's some questions we'll be able to answer those for you and they're down at the podium in the dark there so thank you um basically this item the cooling tower project for the wheatlands for thompson banarsik and oe oehs the way that we bid this package was there's a combination of things in there number one is it's the actual cooling towers for the schools but it's also in looking at the cooling towers we noticed that there were some some support issues as well when we bid the project out it was kind of a package of kind of a facility assessments that we've done over the previous years and we've had a variety of capital projects identified as such these are kind of the last few trailing projects and two things have happened since the time that those projects were identified number one is that we've kind of reevaluated and taken a look at reprioritizing some of our capital projects and needs and number two we also have the impact of the pricing structure that have come back with the bids due to covid and the lack of being able to get materials and things like that so the bids that we got were were higher than what we expected to receive and so based on that we're just going to share with the board that we we are going to look at reevaluating the bids and we're going to look at resubmitting those at another time when the bidding market will be a little bit more favorable to those projects so at this time one thing we wanted to assure the board too is that there's nothing in critical failure nothing is going to fail as a result of this we will still be able to get through our winter season with the chillers that we have with our with our fall season with the chillers that we have and we don't have any concerns with the equipment going into critical failure at this point so to give us that opportunity to rebid that equipment would be a good thing for the district um so with that we were wondering if there were any questions that the board had that were specific to this project that takes away most of my earlier questions yeah thanks ali i was just wondering what is the why such the gross over by like 30 why what was the issue with that yeah good question we had a conversation about that when we broke up the bids what it is is there is um the duck top on top of ohs they're looking at insulating that making it more energy efficient and the uh the insulation materials and the labor for doing that work the amount that we need to insulate the ohs ductwork um came in much higher than expected okay so um and uh it came in it came in twice as much as what we expected my understanding is there's generally a sheet metal issue going on kind of all over the place making all of this stuff more expensive much like the wood one i like waiting if we can and and the reason too we're going to ask the board to do this is we did we did bid the package out but we bid it as kind of one bid and so we don't have the option of saying well we like these numbers we'll take this work and we don't like these numbers we won't take this we need to reject them all and when we re-bid we will rebid with the potential to select what we want to reject and what we want to proceed with great and one more question will that come out of the esser funds you know what no that word that's actually those are dollars that um those are dollars that can come out of capital improvement but i i know what you're what you're getting at and the one thing is working with the the esser grant it's projects that and you're talking sr3 those are projects that directly have an impact on the on the air quality of the learning environment so we'll work when that when the s or three dollars become available we'll make sure that we earmark projects that could fit in that category okay the one other ask that i would have is when the bids are resubmitted to us for consideration can we know what you considered for each bid in order to make the decision beyond cost yeah i think and that's what um rob and charlie and i were talking about is we'd like to give the we'd like to give the board an update on this is the work these are this is a facility plan that we're looking at going out on bid for so rather than waiting for the bids and saying these are the bids for the work that we put out you'll know what work we're putting out to be bid on so i think there's just been with with this past year there's been an enormous amount of change and things that we've had to keep up with that some of these more routine items kind of fell off the radar got it and one one addition to that and when you when we after the bid is done and you come back with your recommendation we just want to know beyond cost how did you pick the the vendors or contractors that you saw absolutely good and so john also will we be able i think with the fact that you've um now have a better idea of what the estimates are based upon the cost and the things that have require those costs to go up we'll be better able to determine you know what the amount should be versus being so far off from before yeah yeah true and that's what i was going to say is a lot of these projects were they were kind of specked out at an earlier time and so when we did go to bid this was a little surprising but we also had the specs so we thought it was responsible to put that bid out there to see what we would get in return so this was a good exercise for the district to engage in absolutely maybe if we wait those prices will come down on some of the yeah or at least be separated out so we can we can pick and choose yeah thank you thank you dr bexsey all right item 7.3 is an informational report in regards to our avid program tonight we welcome drew munsinger and ali anderson to the board so drew and ali the four is yours for the presentation on avid alrighty well thank you very much for having us tonight we kind of look at this more of a as an update for those of you who have been around a while um and have heard the term avid before and for those of you who are new and maybe your what is this uh system of support that we have here in district 308 um and that's really what avid is is a system of support for all students the average mission avid actually stands for advancement via individual determination and its mission statement is to close the opportunity gap by preparing all students for college readiness and success in a global environment and i would say not only just colleagues college success but also college career and like ali likes to say life success as well so all students going through our district how can we best prepare them for the next steps in life drew could you uh speak into the microphone a little bit more so those at home here thank you thank you so really our timeline here is we started bringing in avid strategies around 2014 through the high schools and we started to grow with ninth grade and then started to add avid strategies into school not only in the elective but also among all grade levels in the high schools and those avid strategies which we'll cover here in a little bit and then also the next year we started with junior high bringing in an elective and then also working with all the schools to start to bring average strategies into all the different curricular areas it's been integrated into all district 308 buildings and ally's going to talk a little bit more about elementary and how that works a lot of it is professional development that we give to teachers that we train in-house and you know which are best practices and how teachers can then take these practices and fit them and customize them into their own curriculum so it's not saying do it this way it's what would you like to teach how would you like to teach it and what are some of the best ways that we can help you get there and here's some things that you can try and hear some things that we know are successful we've also had a couple showcases at south berry and ohs and fox chase these are showcases where schools from around the area including several states iowa and wisconsin send people to come and see our schools and all the different effective strategies that we have and that we implement into the schools and they kind of come around and they look at some of the avid elective classes they go into other classrooms to see what does a socratic seminar look like in english class what does a philosophical chair discussion look like in a choir class on things like that so we've been very successful in promoting all the great things that our teachers and staff are doing around our district all right so um why avid for 308 two things that we really think about is that we want to advocate and empower for all of our students so what do they need educationally and how do we allow it so that they understand those things they advocate for themselves what works best for their learning and really start to create those student facilitated classrooms instead of just directly teacher led at all times and really the largest part in working with elementary and moving into six through twelve we look at school-wide so it's not a separate curriculum it's instructional practices and we'll go into some of the examples that teachers are weaving in throughout their instruction so it's not an avid time it really is i have this math lesson and this is what i want to get to i'm going to infuse these instructional practices that i find to be successful into the lesson that i was already teaching and so when we look at it again we talked about the integrated instructional strategies really building relational capacity but not only just the teachers really um getting to know their kids but building that community in the classroom so that the t the students feel confident when they're having a socratic seminar or they're having a conversation about something that they learned that they can make those connections to themselves those connections to their peers and they feel comfortable talking and sharing within their classroom college career and life readiness we want to make sure that we continue to strengthen having college career and life ready students not just eligible students avid elementary i always think about this academic skills become academic habits and there's so many things that we know students need in life right so we know that they're gonna need to collaborate with peers in whatever job college career life situation that they're in but do we directly show them how that's done and do we regularly practice that in a safe environment with what we're learning thank you my clicking assistant i appreciate it i can't multitask up here um and so again kind of continuing we really thought to look at critical thinking and inquiry not just asking questions but what types of questions are we asking the kids we talk about with our elementary kids you know are we just finding the question in the book or are we really thinking and using what we know plus the book or are we thinking about our own personal experiences connections with maybe a character here's something that we're learning we want them to have the confidence to learn the confidence to talk with one another the confidence to share their ideas and it's okay that i'm sharing and maybe listening collaborating and then sharing a friend's idea also kids are really great at talking about what they think what we practice a lot of like tell me what your friend said and building on those skills um growth my mindset and that resiliency to um really you know even if something is harder or something didn't go right the first time how can we critically think again to try it in a different way so teachers are supporting students k-12 with the avid school-wide on insisting on rigor all curriculums or all things that we're doing in every class every content area how can we think even deeper how can we continue to challenge all students and then breaking down their barriers if kids know like you know i learn best in this way so that might be a barrier that i need to know how do i advocate for that or how do i share that with my teacher and my peers and know that about me so that i continue to learn in the best way for myself aligning our work so using common language whichever content area that we're working in or if we're having kiddos and we're practicing you know giving eye contact when we speak to someone in kindergarten we're aligning that work all the way when they go up whether it's a socratic seminar in second grade or it's a socratic seminar in 12th grade and really aligning those ideals for the kids advocating for what the kids need and really advocating for that engagement of their learning so it's not just teacher driven but it's advocating for them being engaged in their daily lessons and then just learning their stories and that goes back to what i said kids knowing kids building those relationships between teachers and kids and kids all right and then when we hear about avid it's like what does that mean in the classroom right and so these are the um acronym wicker are the five things that we look at and when we talk about writing it's not just the writing process it's also starting to think about what does it mean to write like an artist versus writing like a historian versus writing when i'm writing a narrative story but it's also writing to reflect so thinking about what we've learned and what did we learn from that what did i do what was interesting about that what questions do i have or how might i apply that to my future like how am i going to use this kids always have that question and it's such an awesome question and allowing them that space to think about that inquiry so that critical deep through thinking not just that surface level thinking and asking a question that's right there in the book but really getting kids to question and you know i've talked about like when the kids are when our kids are little they always ask and think in questions we all have our little ones that are constantly asking questions in the back seat and we want to continue to grow that work we're having kids question and think in life as opposed to sometimes that they turn into those periods at the end of a sentence like they we lose a little bit of that and so we want to continue to develop that collaboration is huge college career life we all know that we collaborate in everything that we do so really working on what does collaboration mean with both verbal non-verbal taking turns and really truly listening let's stop and pause before we respond to show the person that we really truly heard them before we gave our response and then again reading reading to learn not necessarily just strictly reading in a curriculum but what does that mean and how are we really digging deeper and i think ellie did a really nice job of talking about how wicker really permeates everything that we do k-12 so it's not just at a specific grade level or specific content area these are skills that we start in kindergarten or pre-k and we work with teachers to embed these kinds of skills through everything that they teach to make their lessons even better we have great teachers and they're doing amazing job teaching these students it's the level of support that we hope to bring to them to make them even more incredible teachers and so with k-12 or pre-k-12 with wicker and all these strategies then we also start at the secondary level we start to actually have what we call the avid elective and that's where we bring in a specific subset of students that we go and find to be a part of this collaborative group of family um for lack of a better word uh that starts the secondary we begin right now in eighth grade where we go out and we ask our teachers who are these students we kind of have a a set guideline it's it's not hard it's kind of kind of loose who are the kids that we know are good learners who are maybe having grades right in the middle maybe they're not the top of the class or maybe not in the bottom maybe they ask good questions or maybe we know they're just really smart but they just kind of sit in the back and don't really raise their hand because they don't have that confidence yet and so we seek to find those students and we have teacher recommendations and then we bring them in and we give them an application with a bunch of different questions like tell us about yourself what are some things that you struggle in what are some of your strengths the kids who bring the applications back we go through an interview process and we really get to know the kids know their stories and listen because every student's story is different and we really start to find those kids once again avid you know the via individual determination who are those students that really have that grit and that drive to want to be better and then we select them for the elective and so really what we're trying to do is not is is really bring them into these wicker skills and really bring home the fit the fact of how do you take and use notes how do you collaborate get lots and lots of hyper practice of collaboration and asking questions and saying maybe i don't know this but could you help me work through this program and so that's really where the avid electives comes from and hopefully they stick with us from eighth grade all the way in through graduation we try to go for 100 post secondary success to and through right so our average class size for our elective right now is around 26.

is that correct definitely 24. um through attrition to bring back positions but there won't be any more positions supported by yes that's that's the idea and we would only do the positions that go away um through attrition these eight teachers we are going to have after esther's over all right so our job is to take them and put them back into mno as in the next three years so about 1.5 million worth of employees over three years and a couple things will happen you know like uh john expressed that the positions will go away when the grant funding goes away doesn't mean the teachers will because we have 14 to 24 teachers leave every year that we replace so wouldn't be letting specific individuals go but the other thing is i really looked at last year and said you know enrollment was sort of all over the place and hard to track and it really affected the budget the outlook effective you know that budgeting capacity and you know our instinct is that either we'll rebound and thereby increase our revenue making it seamless to slide those positions back into mno or if enrollment continues to decline then as we have personality in the district we would have positions that we just understand so you know it gives us some flexibility there to say if enrollment stabilizes to where it was we're home free if it doesn't we're okay with attrition yeah so we didn't want to make we didn't want to make decisions on staffing based on last year's kids because it was just too hard to appreciate it yeah yeah yeah right so of those eight faculty um apparently we're in need of them right well to maintain the same number of staff members that we had last fiscal year we need them because we don't know how many kids are coming through the door right right right right so if we maintain our student population roughly i mean give or take a few huh um we have need for those eight faculty now but in three years we won't have need for those eight faculty i can't predict that i don't know you know to be honest it may turn we don't know when they keep what what number of kids are going to come in we may find out in october that we don't need that staff but we have we have the um the funds available at least get us through the the year and then we make decisions in the spring utilize if we did have the cut positions which we hope we don't have to we would utilize attrition to do that and and and accomplish you know putting those either getting rid of the positions or moving them into him i know ideal hopefully down the road you gotta remember that we lost kindergarten is a good example right statewide kindergarten enroll it was down about 18 which would take us down two or three teachers we don't know if there are a lot of overage kindergartners who are going to emerge they're just funny little things right and so i think to john's point there are things like that that are unpredictable and our cohort counts have been like 143 to 203 so we could get a really big class coming in little class coming in so and then but you can't say like uh oh well this year we just won't offer us history you know he's like you can't do that so it can it results in smaller class sizes or some of those kinds of things and it just buys us time really is what we're looking at yeah yeah right any other questions thank you wonderful then i would like to entertain a motion to close this one all right item 7a is our food service update it's been a morning shout out to the amazing ben um there is called the stephanie lynn calums foundation that is based out of texas that does some of their fundraising here in arizona at gun site and each year when they're here they ask us to select a hometown hero that represents someone who's gone above and beyond for people in the community and this year ben was recognized as the hometown hero for everything he did to feed everybody i think so he's going to tell you about them um well my name is ben montgomery i'm the food service director for the district here and i just want to thank you for the opportunity to kind of present some of the stuff that we've been doing the past year as everybody else has been doing it's been crazy uh but we've pulled through and i think we did a phenomenal job so i just wanted to share some of the key points that we did um on the first floor i'm sorry i distributed some packets to you guys just to kind of follow along only about six or seven pages followed by a bunch of fun marketing stuff but on the first page uh we just wanted to kind of focus on safety when covert hit that was the biggest thing coming from the district from our people from us is just to make sure everyone's kept safe and to do it appropriately we took a lot of precautions just when co-fit hit just to get everything situated in our kitchens we had prepping stations where everyone was socially distance everyone was following the cbc guidelines for ppe once the kids came back we collaborated with all the principals and came up with really good solutions to ensure that when the kids go through at the lines at launch that everyone's being safe and doing everything the right way so that was the number one thing that we were focusing on when the pandemic hit um and fortunately not too many people people got sick so it was good um for our team mobilization this one was a key one i put some pictures of our staff on there because as always you know if they didn't come to work none of it would happen plain and simple i also kind of want to point out is we have a phenomenal staff here and a lot of them sign up for food service because it fits their schedule it's 144 days a year that's great for for stay-at-home moms and dads while their kids are in the district perhaps for maybe some people who are in retirement but don't want to stay at home they want to have something active in doing that they gave all that up and they've been working 24 7 to feed the kids in our community so they kind of put their own they put the interest of the community and the kids over their own and i can't express that enough um they impressed me every single day they were coming to me with ideas they never had bad attitudes they're real go getters about everything i really want to highlight that because again if they weren't here nothing would have happened um we went i'm going to go on to the next pages the meal waivers typically we have to operate in a super small box with regulations from the usda they knocked that box and shattered it and kind of let us do our own thing they didn't let us run a restaurant they gave us a lot of flexibility lawyer was paramount in all of that um she would send them to me i'd look at the time stamps and there's like minutes after she got him from the state and the usda and we were able to collaborate on kind of how to structure the program and how to feed the kids with these new grammars they were super important and i'll get to that in the next page here um so just kind of a summary of the 2021 school year when it comes to counts so since we were allowed to use all those waivers and really expand what we were doing we were able to increase our breakfast meal counts by eight and a half percent year-over-year so that's with no kids here some kids here hybrid kids here you know we were able to do everything and also feeding the community and fed more kids than we did the previous year for breakfast uh for lunch we had an increase of 31 and for snacks this this is kind of arbitrary so i just want to we did a we significantly increased snack but we had a small snack program in the beginning so i know it says 905 percent yeah we had small numbers yeah and then we were doing um both meals so seven day meals breakfast lunch and snack and that's where those numbers came from so i just kind of wanted to clarify that but we were able to implement a awesome grab-and-go program over at territorial with all this i think i was talking to john and cindy that weekend and we had it running monday we were able to implement an evening one later which is from coaches from four to six to kind of catch some of the individuals who may be not able to come during the middle of the day uh we had bus routes going we're able to partner with chris wallen over in transportation and we had a phenomenal bus program going it's kind of been cut back since the needs died down but she had it so we were going everywhere in the community to give the opportunity to people who wanted to utilize the program but perhaps didn't have transportation needed we were able to do the weekend meals uh which was pretty cool that's part of it we were distributing those we actually took those over from the backpack program at one point um and we stopped doing that obviously since school is out and that program is going to be over but we did that the entire year and then also did uh the next day meals for hybrids so if you're on like monday and wednesday so if you're the only student that came monday and wednesday and you left monday you got a breakfast not lunch or tuesday so you didn't have to skip a day and not have a meal available to you um and then we've like i said before we fed all year long and i i don't want to beat the dead horse but it was the staff and they did that all through the breaks we fed on holidays christmas and that's kind of the highlights of working in the food services you know you get those breaks off and they didn't they're just saying hey ben like what's our schedule no one even questioned it you know which is pretty cool um so we were able to do all that and i'm a visual i like to see graphs so i just kind of put this on here the blue is uh last year orange is this year and again that total meal is also incorporates a snack so i don't want to be sneaky or anything like that so i just wanted to clarify that that's why there's that huge gap because i did account for the snacks in that graph and then if we move on to the next one this is some stuff that's coming up now we don't have to have all of our focus on code control so we can focus more on the fun stuff um john's allowed us to purchase an awesome air fryer that's something that's been pretty big in our industry we were able to order one for the high school it's a really cool unit and it's going to kind of change the way on how we cook food and how we approach it traditionally it's not in a convection oven and we're trying to get away from that and do something a little different um i facilitated a demo for this and we had the uh the individual going to company come out to one of our other accounting the center of the state and demo this for everybody and uh i was pretty cool on the way i wanted to real skeptical i didn't think much about it because there's no grease so how can you have a fryer um but it's it's pretty cool and it heats up everything it has a real nice outside crust and it keeps all the moisture inside and i think we're going to see some pretty some pretty good feedback from the students on that moving forward there's a new program coming it's called foodie this is going to be branded for middle schools we're one of four accounts in our our region which is about 35 percent of the united states mostly the central apartment 40 um and where one of four people chosen and so we were going to start that in august so i'm getting all that going uh this is supposed to launch before copic but like everything else that really put a bridge and everything um so we're starting out in august and i'm really excited i haven't told true so i'll tell her um we're upgrading some protein products we had a great conversation with john and we did a minor increase in our fixed price to get away from the traditional k-12 food that everybody thinks of when they think of twelve food um so instead of having stuff like process shaped i'm sorry processed um shaped foods which is common across the country we're actually going to hold breast for some of our from our chicken products so we're talking about crispy chicken breasts our spicy chicken breast and our chicken nuggets we're technically chicken tenders now so we're making that transition we also have some fun technology coming out you can see the high school in the bottom right we purchased some tvs and what we're going to do is really start utilizing the technology to communicate with the high school students um i have a marketing piece and i have some cool statistics on just how these kids communicate like i'm pretty young but it's night and day from how i communicate when i was that you know it's just it's changed it's changed fast um so there's some fun stats on there to kind of drive on the point of why we're trying to making this transition but we'll have things available like my dtx which there is a marketing handout available in the packet i send you this is really to to get information from the students to us and it's utilizing their telephone um it's a one-way communication but it's like those messages you get you know what do you want to name the cafe you know your choices are or no it starts with like text five five five five five to this number to name your cafe you text that it comes back with choices you respond and then that we collect the date on our end and we just have graphs back there seeing what the kids voted for then we can implement that that's a real broad you know simple example but you can imagine with a little bit of innovation a different approach the data you can get from the kids on how to shape the program to more of what they're looking for and that's so much what we want to do um the upshot i've always kind is how i pitched it is it's almost the opposite we're not we're not getting information from it we're distributing it to them um i was on some trainings with this and a real cool part i saw is it's just think of like a slideshow but it's all live and you can kind of manipulate it so a fun one that they were doing um i heard on a call was they were taking the football games and then putting the highlights on the tvs at lunch from the night before stuff like that we haven't been like maybe we want to remind them that there's a dance coming up or that you know this packet's due or you know possibilities are endless um but i'll be collaborating more and we can figure out just how we want to do that and how we're going to utilize that technology um and i have grab one go on there we'll continue doing the grab and go as long as it's seen as long as it's making sense and there's a need um obviously if no one's using it there's not a need for it anymore which would be a good thing in a way but we will continue doing that starting what we are still doing we'll continue doing it throughout the year throughout the new year and i know lori has some some good program updates hi i'm lori i don't know that you all even know who i am so i'm the food service coordinator here for the district so we're quickly making sure that he's following those waivers but anyhow let me give you some good news so the program going forward into the next school year we're still doing free meals the usda has allowed us to continue with those with that program so we'll be doing free meals for all students and the community as well up to 18 years old so the program won't stop it's going to continue going along with the grab and go and things are still available um and with that um we have new free and reduced lunch applications that have come out now that sounds kind of redundant because we're already doing free meals for everybody but that application allows the students to well the families to still apply and then that information gets transferred into the use of the pedt program so they've added on to the ebt program it's pandemic funding for families so if this is additional funding and if they would have qualified for free or reduced lunch this fund these monies goes to the family and this program is actually going to probably continue on into 21-22 um they just haven't released all the guidance on that yet so um that's that's why if you see like we are encouraging families to still apply to still put up application it's a little more difficult because lunches are free so they don't have to but there's other things that come from that application and then last but not least the one thing that is coming up for us in about january the food service contract so the food service management contract is required to we're required to go out for bid every five years and so technically sodexo's contract was up at the end of june but because of the pandemic we had the opportunity to extend that for one more year so we opted into the waiver and and we got approved to extend it until next year so what that means is come january we'll need to be working on getting a new bid out and so that we can be in compliance come july first with our food service management company so that's kind of just some of the things that are coming not a whole lot of changes in far as far as the program goes because we're still looking forward to seeing great on a free meals program uh which is open it says open all kids into town are you funded directly by usda for that then that's correct and it's the same as we've been doing with the program so they'll come if they're not enrolled in our school district then they have the grab and go option that they can come through and um do they have to register or anything or is it just open doors anybody shows up it's open door um we did put into effect a way to talk to the families when they're coming through the line and if they're coming through the grab-and-go to find out if are they enrolled in school or are you someone in the community in the beginning it was everybody was you know at home already so it didn't matter but we'll have to do a little more a little more tightening of that as we go forward and you want to can you discuss the change in days changing days from seven to four four oh right you mean time we won't be doing the oh of it did throughout the time so we've got the two separate programs that fund our meal programs usually it's a summer program and then the national school lunch program the new waiver actually doesn't fall under technically doesn't fall into the summer program anymore it falls now under national school lunch program but that also provides us another opportunity that we might be able to provide snacks still and i kind of talked about that um and we might be able to do the weekend meals and holiday meals as well so i'm still waiting on guidance officially yes only four days only during school days um but because we're a four day week we kind of get a little more flexibility too we had that we saw that with snacks or for the kindergarten years um but we were given the authority to give snack for students that because they were in a longer day so we could provide a snack it was just for the kindergartners but it was something that we had to pay for um anyhow so yeah four days currently but that could change and i most certainly think it will so any other questions anymore i've got one for for ben if i could please uh i was looking at the air fryer flight thingy that they passed out yeah i had my first experience uh having tater tots which are air cooked at the mall a couple weeks ago they were great but they took like three times as long to cook they admitted as regular deep fried now with the plate i'm not going to give the name of the place the food court i went to if you like aliens it's actually very very good food but i waited a long time and i asked him why did it take so long and they said because the airfry takes much longer than deep-fried is that going to be the problem here or is this was that the particular muscle they had it could have been the particular device that they had this one actually cooked significantly faster so we're looking about three and a half to four minutes for all the tater tots we're in a convection oven we're normally like 15 to 20.

mrs allen yeah mrs nice yes mr ostrich mr hillary yes and mr mcgibbon yes marching fast thank you okay new business hey intergovernmental agreement between bail and continental for beyond textbooks so this is the intergovernmental mental agreement that we do annually with the vail unified school district for our beyond textbook program to help with our scope and sequencing without throughout the curriculum this year we're going to play 7980 for the entire school year so we bring it to you tonight for your approvals of this ita there is no difference in the wording and many of the other ones that you have in the past i'll move to approve the beyond textbook's expenditure available wait a second a second yes yes sir what do we get besides we just get access online or anything physical they do all of our curriculum calendars for the year in every content area in the la nasa and social studies they also provide professional development support for us if needed they hold an annual conference that we're invited to in terms of student engagement and analyzing data and best practices so they're very supportive we don't want the newsletter as well with highlights on how we should be using their textbooks they also on pt have many formative assessments that are available for teachers as additional resources to check for um mastery for students but we don't even get access to the textbooks yes so and we have we did have a lead for the board members to access we can go in and see how they fall under the standards and they um go by our calendar and split us with them in order to make sure that we hit all the standards in the course of the year prior to that we were one of the first tools to utilize it outside sales something they develop themselves and help keep us a close relationship with them and repeat that feedback from the teachers that i've heard is just their lack of training and they are looking forward to having more time on wednesday to get training for this program revised governing board calendar 2122 what conferences uh and we're moving these uh three uh three meetings to tuesday it says uh conference scheduling who's involved in those so there's asba the law conference and then there's the principals conference as well so as we went through the calendar to look at what's that the law conference was in september there's one in september and then here's the one in december our aspa art on conference is during that time okay another discussion mrs allen mrs price yeah mr australia mr hollery yes mckinnon yes much for the passes thank you updated support staff vacation and holiday dates see so this was again as a result of being confirmed when classified staff asked for us to change their um holidays um paid holidays because they used to not get paid at all during spring break so it didn't change the number of holidays that they get but we took one day from rodeo and one day from what was it rodeo and thanksgiving so that they could have two pay days in spring break and um [Music] so here we go yeah let's hope it works better than last month so before you tonight you have our adopted budget for your approval the state has still has as the time was going on i moved my vacation an entire week because i was waiting for the budget pages to come in have not still come in um we do have a september 15th deadline where we can make any revisions to our budget because of you know a lack of actually having the actual documents updated to us um you will see that during the last meeting we had a discussion about the salaries within the uh within the sp with the sped director salaries how we had put it in twice i have made the decision to go ahead and leave it there as contingency funds that can be moved around as a later date because i already know that they're there and they're not to be touched so that is why they are still there now remember we are still up against that um that set limit that aggregate limit and by leaving that money there that's money that i can just automatically pull away from if i have to so that is why i made the choice to go ahead and sit in there there's contingency money built throughout the budget that is now just another spot for some more contingency funds but other than that the budget the on page uh the actual mno budget you'll see there are some modifications that have been made that we you know just move some money around within our ml budget to other areas and that was just to cover expenses that we didn't have last year and wanted to make sure we could cover for this year so that is it is basically the exact same budget the only thing that's different is the cover page with the change of dates and a few changes within the ml budget so i bring that to you tonight for your approval okay motion on the fiscal year 22 adopted budget discussion questions i've got a few questions but i'll refer to my other board members that would like to go before me go ahead okay um i understand what you're saying mr schubert um but if i'm one of my constituents and i'm looking at the agenda i think i would have a question as to why support services and general administrative expenses are up like 43 and 37 so okay i know why they're there because we've duplicated things in both the sped and and and the regular instruction budget i understand why they're there my problem is is if a constituent asked me why are you budgeting twice for a spent director i would have a problem saying well you know we like to build in contingencies and so we have more flexibility in how we spend money and so we're just leaving a duplicate amount in the budget just to allow us that flexibility i would have a major problem in answering that to a constituent so i can't support them i i we're budgeting for a sped director we should budget one time for a spent director period that's how i feel now if we have until september before we have to submit a budget i'd be happy to table this whole thing until the august or september meeting we have until september to provide a revision but not an adopted one yeah okay so the adopted budget has already been submitted if i'm not mistaken what did we submit on july 15th and so now this is the change and we still have the same issues i don't i don't understand how i used to see those as issues okay so let me ask you this let me so let's just put this in perspective within your own household income do you have your investments you have your your savings accounts and things like that yes i don't have those luxuries okay i don't i can't tell you exactly what i'm going to spend over the next year i can't tell you that i'm going to have to dig a whole new well that's going to cost me 120 000 i can't tell you that i have to build in contingencies because i don't have that savings account or those investments to fall back on so there has to be contingency built in to a budget i can't i can't say that after the 100th day when my funding is set i'm going to have to hire a new teacher because i had 40 new kids show up so i have to build in contingencies i have contingency built throughout the budget so that is why it i chose to leave it there it's because now i've got contingency i've got things this this school year that i've never had to deal with before or any other person in my positions had to deal for and that's the state aggregate limit i don't know if i'm actually going to get this money come our 100th day so i have to build in that contingency well you know i'm beginning to question and why we need a budget of all we're going to get so much money from the state whatever comes in then what you're saying is we're going to spend it any way we want or what what what any way we need to apparently we've got 337 000 that's carried over from this year apparently we've got 337 000 that's going to be carried over from this year which was revenues over expenses that means a pretty good contingency but what that goes to that doesn't mean that i get to spend an extra 300 000 this year it means it lowers the tax burden next year by that amount but we don't have site fund money that would carry two totally different i understand we're talking about margins well i i have a major problem in in in double budgeting for a sped director i i just do that's right i have a question go ahead now let's just say you didn't have to spend that extra allocated money um for the fed director sorry about that official contingency there where does that go is that that kind of credits back to the tax force right if it's unused i'm not sure i'm 100 understanding the question well so the budget for the fed director has been essentially doubled or double accounted for right correct and and we're only planning on using one allocation correct so in in theory barring no emergencies there's going to be the other part left over what would happen to that it could be reallocated as needed which is why it's as a contingency so if no i i completely agree with with that part i work in finance i work in science for 10 years and i definitely love contingency both to say there's nothing that needed what would happen to it say it's left over so it would be just like it is with this year with the extra three hundred thousand dollars that's left it goes lower the tax burden on the upcoming fiscal year okay all right i'm i'm pretty familiar with that concept and has explained it to many women before so i i did it i did it and i did it for our situation and we are a donor district is that correct yes we are so we are really reducing the tax burden on our constituents however we are still donating our funds yes to support other school districts correct we are so i mean i look at the budget greg and i go down and when i see increases of i just you know looking at that i think my goodness we're either really bad at budgeting or we've got we need to do something to get a little bit closer i can go to okay and what if you weren't what if you aren't here what if you get that balloons and red roses guys showing up at your house and you leave you've got that 69 000 plus the benefits it comes to a total of 83 000 and you've got that sitting there and you know it's a contingency but maybe somebody else doesn't i love it so i know people's work doesn't mean nothing anymore but it's all that i have to my life um that guy showed up with the red roses and a giant check still coming in i'm still here all right we've got it on video so i mean i mean let's be honest i rearranged my vacation schedule to be here today and it wasn't that i showed up at four o'clock this afternoon i've been here since just before 8.

many of them are going to be first generation um college going students not all um just because not everybody's story is the same and so what looks good on paper or what looks maybe uh different on paper is not necessarily the story of the students um but historically they are underrepresented underrepresented and underserved and those are really the students that we're looking for that maybe just need that extra system of support and that's really what the elective is for and just to add on to that so that's those two things i talked about the school-wide that's k-12 right so that's all students getting these instructional practices then the elective is for students that can also use these additional um support systems of support every day as an elective so that all students are getting these things and then the elective is more of an intensive curriculum of certain things preparing them for a college career in life and so when we talk about going out and finding kids especially that are historically underrepresented and underserved you know our next um graphic here just kind of illustrates that we've if we look at our sd3 three-way demographics versus our avid secondary demographics you can see that we change a little bit and um so we are trying to find students who are maybe on the margins or we are trying to find students who historically may have not been given the opportunities um to be challenged in a way that we know that they can so histori and we are also right now you know we're fairly heavy female to male ratio and we run about 42 percent uh economically disadvantaged where the the district right now is about 25 so a lot of our students come from already behind in in some things and so those are the types of students that we know once they have those tools to go out and find a job or go to college or go into the trades or go into the military right after school that's life-changing for them and hopefully that's then generationally changing for their families going forward one of the great things that we look at is every year what do our avid seniors do and this year even during the pandemic even during not all instruction all online half online we still had our avid seniors awarded and offered over six million dollars worth of with the scholarships we have i believe upwards of eight to ten kids going to school for free because of their academic merit and the things that they've done um and i and i think that in this situation it's just going to get better and better and better because of the types of skills of system of support that we do with these avatalectic kids i can't say enough about them they are they're tremendous they've heard everything that um they strive for some of their stories will break your heart but man are they great kids and they really represent the best of what 308 has to offer so we'll keep it short with that that's just i asked the teachers to give us a snapshot of the kids every year kind of as a family album so uh that's evident in a nutshell right now true ellie thank you so much for the presentation well done i'm sure there are a few questions that the board may have so board uh go ahead and ask your questions mrs doyle sorry i've just been around a while since avid started so i have a few questions because i've seen the evolution of this in 308 from just being at one school to being at all of the schools and being implemented district wide and i've seen over the years some of these things change a little bit and so i have some questions first though i have to say especially mr munsinger i know that your students do feel like they're part of a family we have the privilege of having several speak here a few years ago and these are really truly amazing kids and you create something very special for them at oh so thank you very much for everything you do i know you go way above and beyond for them my question here is that we've seen this change initially this had been primarily for underrepresented students who were it used to not say mostly it used to be for first generation and that's kind of evolved so i'm kind of curious how that's happened to um tell us why is it called avid it's it's advancement via individual determination but this is a company and this is the service that they provide why do we use that service and maybe that's a faith question um and third why do we start with a teacher nomination um to me that's always seemed to be something i'd like to know more about because if this is via individual determination why do the teachers limit which students have the opportunity to apply for that individual determination so those are my three questions awesome so let's let's start with your last question first um i think we start with the teacher nomination because they are the ones who see these kids all the time and so for us just to look at test scores or just to look at economically disadvantaged kids and just pull those kids and put them in a list i think does some students a disservice because we are trying to find those kids who maybe sit in the back and maybe don't fit the typical profile but the teacher recognizes hey there's there's some greatness in this student and so i'm going to nominate that student where they may have not been thought of as a potential person for the avid elective so that's what that's one aspect of that we don't just sit and look at teacher nomination but we do bring in all sorts of things once we get names we generally start with about 150 names at each junior high when we start to select a group that boils down to about 26.

okay so i'm just curious my first experience with air fryer they were great but i waited away and waited for them so you're not we're not going to have that problem as far as our production no machine here that was actually one of the selling points to me personally is the efficiency yeah so we should not have that issue happen one other thing that he mentioned is we don't fry anything so when we when you know everything that we do is cooked in a convection oven so that may be the difference also that you stick something in a fryer it's going to go like that and where you know we were doing 15 to 20 minutes and it takes three to four but it may only take a minute and a half in a fryer but we don't we don't have any fryers on any of our campuses right now uh quarterly reports sent to the district leadership if any of you are interested i attached my car feel free to drop me an email and i'll put you on the distribution let's bring information you know and cindy talked a little bit about this um the food service department has stepped up in in and been alluded to it um some of you two of you were on that that um on that sunday board meeting that we decided to close the district and then later that day the state closed the district for us but um you know we were on the phone that after that and he had something going and the staff had something going the next day and i think that's indicative of what happened all year long that we were we were flexible um to the needs of the community we fed kids um that was the number one goal was let's whatever way we can feed kids and and didn't have to be our kids it was any kid from zero to 18 in the district and that was the the mantra and the the department the sodexo and the employees there really stepped up and one thing that i've wanted to do from from day one is um sodexo employees are our employees also and they're part of the district and that that i think has been helpful because it's there's some ownership there that that they may not have had otherwise all right at your desk there is a um the superintendent's report uh staffing and i was working on this section i got a good call from heidi about some staffing changes that were going on we were looking for a high school counselor we think that that position has been filled um as a through a transfer what that does do that's not mentioned into this in this section is it does we have a pe position so we're looking for a girls pe teacher um and uh that would be a one-year contract that may lead to more we just don't know yet but um we have um a transfer into our counseling position that we think will work out really well for us um the c high school is also looking for a career technical education teacher found out today there may be maybe a possibility there of one of our coaches that they may have um and marty marty and heidi are working with this coach that we may be able to fill our cte position with this code so we're excited about that as well at territorial we're still looking for a mental health position but we have an interview tomorrow is it and hopefully we can fill that tomorrow which is a tough one if we do that we are filled uh certificated um employee wise uh we do have still you know we're always hiring custodians and drivers and and seems like we always have an eight or two position open i don't know if we have any currently um one so um we are doing really well um for this time of year and considering where we could have been with everything going on um just an update on our international staff coming in we do have our four filipino special ed teachers coming in where i was excited to learn that we have we have one on an h-1b visa which is a visa that eventually will lead to um residency here in the united states she got her visa last week went to the the consulate in the philippines and got the stamp and i have a copy of that so the trick now is to um convince the filipino government to allow her to come here and so that's just a paperwork uh a nightmare that uh shelley daly our hr coordinator is working on there's we have to send stuff to our secretary of state what's called an apostille which is a verification of a notary signature anyway so shelley's working on that we hope to have that person in before school starts um our other j-1 visas are the three filipinos are on j-1 visas which is a kind of a cultural exchange um just like a student exchange student except that's an exchange teacher i said we're not exchanging anyone we're getting we're getting them here and so that that process is going well um we are still hiring a psychologist a school psychologist from the netherlands and um he will be getting an h-1b so we're working on that process but we don't expect him until hopefully up by october but that process we're just starting a little bit behind so that's where that is but um the those those five positions the school psychologist is almost impossible to fill you know i think i got some uh dr burdette sent me uh some information about the state and how short they are in the state and then special ed teachers were always looking for him and um so our filipino contingency will be able to fill those positions so we're excited about that any questions on staffing we keep seeing emails that one of them is looking for housing did they were they able to find housing um three of the four have um i don't know if the fourth one has or not do you know nicole i don't think so um if anyone knows of somebody who could somehow help out with a fifth wheel or something i live on acreage and we have hookups i would be willing to rent a space to her i just don't have the fifth wheel to help her i have the great space though mr volvo i may be able to comment on that the fourth person will be with the other three for the first month apparently okay and uh because there is has been some arrangement after the first month so in other words into september okay that's the way i understand it okay mr fogle helped us really he made the contact that we're um with the ex teacher high school teacher that uh is gonna be housing three of the four and so uh sounds like the fourth one may have some accommodations at least temporarily that's good great anything else on staff i'm going to pass it off to some of my time off to cindy and she's going to give us a summer school recap so at territorial we had 155 students attend at summer school throughout the four weeks that's pretty impressive we had 71 percentile students show improvement in english language arts the emphasis was on literacy at territorial and 71 of the kids show growth and you have to think about well how come a hundred percent didn't well every kid grew some but 71 of the kids made quite stunning growth so at del rio we had 96 students attend 81 percent showed improvement in english language arts and 90 showed marked improvement in math which is very impressive at heritage we had 95 students at 10 54 showed improvement in english language arts and some of that at the middle level is contingent on how hard the kid wants to try on the pre and post test you can hear a little over a barrel there and 71 showed improvement in math which was phenomenal at the high school we had 100 of the students earned we had 106 students attend which is if we have 40 kids at summer school yeah that's a lot so we're like more than double yeah all right and 100 uh completed at least one semester's worth of coursework and another 50 completed another semester's worth so it was they high school kids actually earned um 74 credits which was phenomenal so i would say overall it was we had 452 students attend overall and 69 improved in reading skills and 81 marked improvement math skills so it was a very successful summer program in addition to all the fun stuff they got to do and you know the the art projects and the physical education courses and the science enrichment and all kinds of other things that really excited and ignited that love of learning again for students who had a little bit of trepidation maybe about school so like the staff i think is toast they're enjoying this break off before they have to come back so it was it was wonderful and the foundation was able to provide about five thousand dollars worth of incentives for students to attend so there were daily drawings for food cards to encourage attendance perked attendance drawings each week bigger prize drawings from among the students who had perfect attendance for the whole month and it was really neat because the students who were drawn um in every case were like if you could have hand-picked who would you really want to have that kind of encouragement it just worked out that those were the kids who were encouraged that way so it was it was really neat it was a lot of fun and i think the kids had a good time and heidi marty and brian the foundation went shopping a couple of times because they were handing out otter pops our school resource officer brought the snow cone machine and the police department made snow cones for kids one of the days that it was really hot so it was a lot of fun a lot of fun and lots of good learning all right i have a question somebody's so phenomenal report on summer school um can when can we expect a report on uh student achievement overall for the this past where we just received some more test scores in over the weekend so things are coming in and drips and drafts this year so when they're all here okay yeah so and um summer school ended up uh we ended up spending i haven't added up the final bill but 330 000 on summer school little less than half of the 20 that we're supposed to spend that answer about 750 000 is what we should be spending for learning loss addressed with learning loss and then i guess i want to ask is we're going to continue with programming using esther for learning loss from this year to the next academic year during this school year yes there are some positions that are being asked for later on in the board meeting to support learning loss and then as we roll forward into the end of third quarter we will take a good look at how we would like to operate a summer program next year whether it should be invitation only instead of a come everybody to summer school or you know based on where the needs are thanks and and something i'm going to add that we got recently that is an indication of our student achievement is we received our latest graduation rate information which was for the class of 2020.

so if the guy shows up first off i'm going to be curious as to why he's showing up in my house with red with the red roses and a big check but no i'm here i'd like to see us get some of these numbers a little bit closer i'm looking at 73.5 percent increase um i i went out and what which page are you on well i can't really see that far on your on your page there which one is it you know if you just run down some of these okay so when you look at those those are going to be our school sponsored events in our athletics that we didn't have last year right so that's not a good example i mean let's go find some others where because we have many others i mean it's nice to see the 2 to 4 things like that but you know when we start getting up into the 20s and the 30s and then the 448 or something so you talk 28.5 within pupil transportation okay so there you know we do have still have an aging fleet so we are taking preparations to take care of that aging fleet but we've got a total of 10 across the board when you're talking within regular education and that's taking into account that 36 increase in general administration that has the second sped director salary within it so you're talking within the entire category a ten percent increase you're also seeing a nine percent decrease in instructional staff you're seeing a three percent decrease in school administration so we have accounted for quite a few things within our budget when you're looking at it overall as a 10 within the category you're right in line with where things should be if you go down into special edge without a little bit formulas monica you're looking at a total that's good you're looking at you're looking at a less than three percent because you're looking at eight point eight percent within and that's including nothing okay so yeah so you're looking at 8.8 within special education that's including a brand new director okay if you scroll down we got you know the 28 and a half percent transportation you got uh like 12 increase in k3 reading and that's just because that's the way that well there's 10 pages there and i've gone through all 10 pages and and you know we maybe what we should do is have a study session with the budget rather than just try and ask questions from something that's 30 feet away just to have a good understanding because when i went through the budget you know what i was looking for i was looking for funding that will maximize student achievement and i got to gifted and talented and i saw a zip i got to instructional services i think i saw now i realize you can move money around this is just a plan but you know where i want to see my money i want to see my money going to improve student learning and student outcomes so i can tell you this in the future because now they are going to be giving us funding for gifted we actually have to identify students as gifted to get that funding absolutely and right now we don't have anybody identified as gifted right so because we haven't tested them yet correct so but you know there's some there's some other things in there uh there's a pretty significant decrease in our title one funding yes uh you know so i'm just taking this off the top of my head but there's ten pages of stuff maybe i just recommend that next summer that there's a study session to be honest i would be more than happy in april to sit down as a study session to go over how the budget is created and everything else i'd be more than happy to do that and i think that would be good because you know our strategic plan we talk about our strategic plan and improving student outcomes but then we don't link it to our budget so if you're not going to assign it some resources it's not going to happen and that's what i'd like to see whatever our learning outcomes are they need to be assigned to a goal the goal being improve student achievement that goal needs to be addressed in that budget somehow that's that's what i'd like to see and i know it's it's a detailed document and you know it's up on board docs and everybody will probably want to go home and download it right away it's a great reading at night but i i do think that normal policy is to link your budget to your strategic plan and your annual performance plans and i don't see i see a disconnect here right now a couple more can you go to the cover page this shows that uh average teacher pay okay uh 48 0479 um does that does that include classroom sci-fi money that does not include classrooms like fundamental visiting that includes not that includes stipends so if a teacher is also a a committee chair or a coach or okay and that's included in that that is included what about the retention bonuses that came but what was that that is not included that's not included there either okay um page three on the classroom side phone this looks to me like we had 148 thousand 000 of unexpected classroom site fund money yes uh yet our expenses were over revenue for the last fiscal year yes so so how can we have 147 000 of carryover because there was a lot of money sitting in funds 11 12 and 13 when i started okay i gave out what was i thought we spent all the classroom sites we did not spend all of it apparently not 147 000 of them so with the budget oh just give me a two with the budget of 738 000 in the classroom site fund for next year uh uh if you go to the summary page two it looks like we've got 42 employed teachers yes so we're talking about if we were to pay it all out and 301 money another 17 grand per teacher pretty handsome yes and so we would be having our teachers not at 48 but if we added classroom site fund money they'd be up in the high 60s possibly they could they could and i'll tell you i'm all for that if our students are also just trying i also need you to remember though this is the highest amount classroom site fund has ever been in the history of classrooms like okay there there's about 355 per weighted student count of one-time funding in here that we will not see next year so if i would like to keep and retain teachers i wouldn't spend that entire amount over the course of the year i would leave it there for when it goes back down to still be able to give a higher 301 payment okay my only point on this thing is i think that saying that our average teacher salaries of 48 000 is not really representative of what their actual earnings are i based the the the average teacher salary as it has been in past that way it doesn't skew anything going forward so if they would have included classroom site fund in past figures i would have as well okay but since it had not you know in order to keep apples to apples i did it the way it had been done in the past that's fine i understand okay uh and the last one i have and i understand uh you know you mentioned at the proposed budget uh last month we have in some other funds the fund for extracurricular activities the tax credit this is on page six um you know significantly reductions gifts and donations from 352 000 down to 61.
